Prop. L puts cars over people

OPINION Just as climate change most affects people who contributed little or nothing to causing it, pollution and injury from traffic most affect communities least likely to create traffic. Nationally, people of color are four times more likely than whites to rely on public transportation. At the same time, African Americans have a pedestrian fatality rate 60 percent higher than that of whites. For Latinos, that rate is 43 percent higher.

Locally, Chinatown and the Tenderloin have some of the lowest rates of car ownership in San Francisco. Yet these poor neighborhoods suffer some of the highest rates of pedestrian injury and death, including a woman killed in a crosswalk at Stockton just last month.

Instead of acknowledging these inequities, the proponents of Proposition L on the November ballot have cast themselves as victims, claiming that pedestrian and bicycle safety improvements create impediments to their ability to drive fast and park easily.

But streetscape improvements don’t make it impossible to drive. They help make it possible to not drive. And the ability to get around without a car benefits everyone, as a matter of health and fairness.

Fewer speeding cars on the road means fewer injuries and deaths, which in San Francisco disproportionately affect people walking. Of the 19 traffic deaths so far in 2014, 13 have been pedestrians. In the wider Bay Area, these pedestrian deaths are almost twice as likely to occur in poor communities.

The Prop. L campaign claims that streetscape improvements worsen pollution by forcing drivers to idle engines and circle for parking. Free-flowing car movement is the measure’s goal. If fast traffic is so much healthier, freeways must be the healthiest of neighbors. Yet studies show that not only is asthma much more widespread near freeways, but uncontrolled asthma is twice as prevalent within two miles of that ideal zooming traffic. Meanwhile, lack of walkable access to schools and parks contributes to epidemic levels of obesity and diabetes, particularly in low-income populations and communities of color.

Medical costs throughout the city for pedestrian injuries alone amount to about $15 million a year, while the total annual health-related costs of traffic, including asthma and other conditions, come to $564 million, according to the San Francisco Department of Public Health.

The national average annual cost of owning a car is close to $10,000, likely more in San Francisco. Were families more easily able to reduce that cost by having one car instead of two or living car-free entirely, they would free up needed money for food, housing, and education. And that housing would be cheaper without parking requirements. The construction of off-street parking can add costs of up to 20 percent per unit. Prop. L demands more garages, so cars can have homes in a city where so many humans lack them.

The recent transformation of Cesar Chavez Street, led by the community group CC Puede, personifies the type of project Prop. L proponents object to. Changing a six-lane freeway on the ground did indeed slow traffic and remove some parking at intersections to accommodate pedestrian bulbouts and improve visibility, both proven safety fixes. It also made it easier for parents to cross the street with their children to Flynn and St. Anthony’s elementary schools. It made it safer for seniors and pregnant women to reach St. Luke’s Hospital. Bicycle ridership on the street has increased 400 percent. Lately, no cars have crashed into homes, a regular occurrence on the old six-lane speedway.

Prop. L proponents decry the loss of parking, but where are those spaces going? A parking lot at 17th Street between Folsom and Shotwell in the Mission is about to be ripped up to make a park designed in part by children living nearby. In a dense neighborhood with little greenery, half of the parking lot will give families crammed into crowded housing a place to walk to. The other half will eventually be used for affordable housing.

We could hardly have a clearer choice of priorities. Parking lots or parks? Parking lots or affordable housing? Prop. L is a vote for parking over people. Vote No on L.

SEIU Local 1021 backs motorist measure and a Republican. WTF?!?!

Service Employees International Union Local 1021 — which has long played an important role in San Francisco’s progressive movement, providing the money and member turnout to achieve some important victories for the left — finds itself at odds with many progressive activists in this election, particularly on the issue of transportation.

As we previously reported, the union has been aggressively campaigning for BART Board member James Fang’s reelection this year, even though Fang is the city’s only elected Republican and not particularly progressive on transit and other issues. But he was the only BART board member to walk the picket line with the workers during last year’s disastrous strikes, so it’s understandable why the union would stand with him now.

What’s less understandable is why Local 1021 has endorsed the Yes of Prop. L campaign, which seeks to undermine San Francisco’s transit-first policies and transfer money from Muni operations to subsidize more free public parking for automobiles, joining such unlikely allies as the San Francisco Republican Party, the SF Association of Realtors, and the SF Chamber of Commerce.

So we asked Local 1021 Political Chair Alysabeth Alexander about the endorsement, and she told us: “One of our member leaders is a proponent and the argument that driving is hell in San Francisco resonated with a portion of our membership that drives and for whom public transportation is not an option either because of service cuts and route changes, because their job requires car use, or because they work shifts that don’t work for public transportation or biking. Because of rising housing prices many working people have been pushed out of SF over the years, and many of our workers shifts end or start when BART or Muni isn’t working or isn’t practical. Our union is 100 percent supportive of public transportation and addressing the climate crisis head-on.  We are fighting for the expansion of public transportation and for adequate funding, and sufficient staffing so that it can be maintained.”

The “member leader” she referred to was apparently Claire Zvanski, a longtime past president of the District 11 Democratic Club. But even that club couldn’t bring itself to endorse this myopic primal scream of a ballot measure, taking no position and writing, “This is a policy statement to inform the MTA that cars and those who love them are not getting enough attention in the transit planning process. This measure received a No Recommendation as an alternative to an Oppose from the eboard, mostly out of respect for our venerable past-president Claire Zvanski. The members also voted No Recommendation.”

Most progressive and transportation-related groups are opposing Prop. L, which its opponents say will actually make things worse for motorists in the city by undermining current efforts to make Muni more attractive and encourage people to use alternatives to the automobile.

“If we don’t reduce the congestion on the streets, that makes it harder for the people who really do have to drive,” No on L campaign manager Peter Lauterborn told us, responding to Alexander’s argument that the measure somehow helps working people and noting that Local 1021 never allowed the No on L campaign to make its case before endorsing the measure [UPDATE/CLARIFICATION: Alexander said the San Francisco Bicycle Coalition “did present a No on L position]. He also said the measure may have visceral appeal to frustrated drivers, but it doesn’t really make sense.

“Taking away money from the transportation system to build parking garages doesn’t help anyone,” Lauterborn said. “The Labor Council endorsed No on L and the reality is working class people use Muni at a far higher percentage than those citywide….Being pro-transit is inconsistent with supporting a ballot measure that would defund Muni.”

Meanwhile, in an allegedly unrelated matter, Local 1021 Political Director Chris Daly — who was a local leader of the progressive movement while serving the Board of Supervisors 2000-2010 — on Friday resigned from the union, where the Guardian has long been aware that he was having internal power struggles over the last year.

Daly tells us that his departure wasn’t based on political or philosophical differences with SEIU, that he’s proud of the work that he and his colleagues have done on wage equity and beating back anti-worker threats, and that it just seemed like the right time to leave, although he’s not sure what he’ll do next.

“I’m sorry to go,” he told us, “but it was time to go.”

Money for Muni

STREET FIGHT San Francisco’s November ballot is crowded. With 12 local measures and seven state measures, sifting through them can be daunting. Three local measures, Propositions A, B, and L, involve transportation and have great bearing on the city’s future.

Not to belittle the other ballot measures, some of which address critical health and housing problems, these three transit-related measures say a lot of how the city is addressing — and failing to address — the need for a sustainable transportation system.

 

TRANSPORTATION BOND

Prop. A is the most important of the three transportation measures on the ballot, but also the most difficult to pass because it requires approval from two-thirds of voters.

It would provide $500 million for Muni, street repaving, and pedestrian and bicycle safety projects. That’s a modest sum compared to the $10 billion the city should really be spending, but it would help make 15 of the city’s busiest transit routes 20 percent faster and more reliable.

Portions of the funds would go to modernizing Muni’s maintenance shops, which need upgraded ventilation, fueling, and washing facilities and to new elevators and passenger platforms to make Muni more accessible to the elderly and disabled. Prop. A’s campaign also touts $142 million going towards pedestrian, bicycle, and motorist safety in corridors where the most death and injury have occurred.

Prop. A should really be thought of as two parts, one good, one not so good. The first part involves up to $55 million in annual revenue coming from property assessments. Since Prop. A simply replaces retiring city debt, it does not raise property taxes, but rather it sustains existing rates.

This links property values to what makes property valuable in the first place — public investment in infrastructure. As long as Prop. A is used for those 15 Muni corridors and safer streets, it is sound public policy.

The second part of Prop. A involves bonds, or borrowing money and paying interest to financiers. This is a long-used method of infrastructure finance, and was in fact how Muni got started in 1909 when voters approved creating public transit. The taxation will pay off the capital debt.

But bonds are a funding scheme that involves interest and fees that go to Wall Street — not the most progressive approach to infrastructure finance. While no one can say for sure, some critics suggest up to $350 million in debt would be incurred over the life of the bond scheme, which means Prop. A is really an $850 million package.

Ultimately, this is a regressive approach to transport finance and needs to be replaced by a more pay-as-you-go approach.

We are stuck between a rock and a hard place on Prop. A. Floating this bond now would bring in money very quickly, improving everyone’s commute, especially lower- and middle-income transit passengers. If approved it will also leverage state and federal matching funds, such as new cap-and-trade funding, hastening shovel-ready projects that many San Franciscans are clamoring to get done.

Getting transportation projects going now is less expensive than waiting while construction costs climb. Prop. A funds vitally important transportation infrastructure projects and it deserves support.

 

GROWTH AND MUNI

While Prop. A deals with streets and capital projects for Muni, it can’t be used to fund acquisition of new vehicles or Muni operations. This is where Prop. B comes in because it specifically involves an annual set-aside of about $22 million from the city’s General Fund to provide new vehicles and operating funds.

Prop. B is a well-intentioned linkage of population growth to transit capacity. The money goes towards Muni capacity expansion, based on population growth over the past decade, would increase with population growth in future years, about $1.5 million per year based on past trends.

There’s no doubt that transportation is failing to keep up with San Francisco’s boom. New housing and offices are coming into neighborhoods where buses are already jam-packed and streets saturated with traffic. But there are a couple of problems with Prop. B.

First, Prop. B is promised as a short-term measure because the mayor can end this general fund set-aside if a local increase in the vehicle license fee is approved by voters in 2016. The VLF, which was gutted by Gov. Arnold Schwarzenegger in 2003, would bring in about $75 million to the city annually.

That the mayor would voluntarily (and it is the mayor’s discretion) sunset B in two years is a big “if” and voters are notoriously forgetful.

In the meantime, Prop. B does not come with a revenue source to account for this increasing set-aside for Muni, so something else in the General Fund must give. What that would be, nobody can say, but advocates for social service and affordable housing fear more vulnerable San Franciscans will be hurt in the 2015 city budget.

Given the incredibly slow city response to the gentrification and displacement crisis, their fears may be warranted.

 

GLOOMY REALITY

My hesitation about Prop. B and tepid support for Prop. A stem from a gloomy reality in San Francisco’s politics of mobility. Today, it is easier for politicians to raise transit fares on the working poor, divert funds from social services and housing, or incur massive debt through bonds than it is to raise taxes on downtown commercial real estate and charge wealthier motorists for their detrimental impact to the city and society — both of which would be fairer ways to finance transportation.

Twenty years ago, it was estimated that a modest tax assessment on downtown offices and their impact to the transportation system would bring in $54 million a year. Today, that would likely be well over $100 million annually. But with land-owning elites and tech barons calling the shots in City Hall, there is a de facto gag order on what would be the most progressive approach to Muni finance.

Meanwhile, had Mayor Ed Lee not pandered to wealthier motorists, Sunday metering would be providing millions annually in Muni operating fees. Sup. Scott Wiener, the author of Prop. B, and his colleagues on the board, were shamefully silent about blowing that $10 million hole in Muni’s budget. They were also silent or complicit in stopping expansion of SF Park, which is smart management of our streets and would provide millions more in operations funding for Muni without needing to dip into the city General Fund to plug gaps.

Meanwhile, congestion pricing — or charging drivers to access the most traffic-snarled portions of the city during peak hours — could bring in up to $80 million annually. Together with a reestablished VLF, that would simultaneously erase the need to do Prop. B and reduce our need to incur more wasteful debt.

Instead of bonds, Prop. A’s $55 million could be coupled with an annual downtown property assessment, an annual VLF, a congestion charging zone, and revenue from an expanded SF Park, the city could borrow less, manage traffic wisely, and keep transit capacity at pace with population growth. We could avoid raiding the General Fund to subsidize Muni operations and could reduce debt simultaneously.

Transit advocates are right to cry foul when other revenue sources have been removed from consideration, mostly because of gutless reluctance to challenge wealthy landowners and motorists. This is the crux of why transit advocates, backed into a corner by Mayor Lee’s repeal of Sunday meters and the VLF, are supporting Prop. B. The “B” in Prop. B basically stands for backfilling broken promises.

But ultimately, all of the supervisors, including Wiener, are complicit in the mayor’s mess. Why didn’t the supervisors speak up when Sunday metering was repealed? Why didn’t the supervisors insist on placing the VLF on this year’s ballot? With a two-thirds vote of the board, it would be on the ballot now. And unlike Prop. A, the VLF only needs a simple majority to pass.

And now, because the mayor and supervisors have pandered to motorists to the umpteenth degree, a small group of them feel even more emboldened and entitled to grab more. That takes us to Prop. L.

 

TRANSIT-LAST

Prop. L, which seeks to reorder transportation priorities in San Francisco, is awful. It comes from an angry, spiteful, ill-informed, knee-jerk lack of understanding of the benefits of parking management (which makes parking easier and more sensible for drivers). It is a purely emotional backlash that seeks to tap into anyone angry about getting a parking ticket.

Although a nonbinding policy statement, the basic demand of Prop. L is that the city change transportation priorities to a regressive cars-first orientation. It calls for freezing parking meter rates for five years while also using parking revenue to build more parking garages. The costs of these garages would dwarf parking revenue, and these pro-car zealots don’t say where these garages would be built, or that it would ultimately siphon more money from Muni.

Prop. L demands “smoother flowing streets,” which is a deceitful way of saying that buses, bikes, and pedestrians need to get out of the way of speeding car drivers who believe they are entitled to cross the city fast as they want and park for free. It conjures up a fantasy orgy of cars and freeways long ago rejected as foolish and destructive to cities.

Proponents on this so-called Restore Transportation Balance initiative don’t really care about “transportation balance.” When you consider the origins and backers of Prop L, it’s mainly well-to-do motorists with a conservative ideology about the car. These are the very same people who have opposed bicycle lanes on Polk, Masonic, Oak, and Fell streets, and throughout the city.

These are the very same people who decried expansion of SF Park, thus making it harder, to find parking, not easier. These are the same people who complain about Muni but offer zero ideas about how to make it better. These disparate reactionaries have banded together around their animosity toward cyclists and Muni.

In the 1950s, when the love affair with cars was on the rise, San Francisco had about 5,000 motor vehicles per square mile. To accommodate more cars, planners required all new housing to have parking, made it easy to deface Victorians to insert garages, and proposed a massive freeway system that would have eviscerated much of the city.

Thankfully, neighborhood and environmental activists fended off most of the freeways, but San Franciscans failed to really take on the car. So by 1970, despite the freeway revolts and commitment to BART, automobile density rose to over 6,000 cars per square mile.

By 1990, San Francisco had almost 7,000 motor vehicles per square mile, even as population leveled off.

The current density of cars and trucks — now approaching 10,000 per square mile — is one of the highest in the nation and in the world. To put that into context, Los Angeles has less than 4,000 cars per square mile, and Houston less than 2,000 per square mile, but these are largely unwalkable cities with notorious environmental problems.

Do San Franciscans want to tear apart their beautiful city to be able to drive and park like Houstonians?

If proponents of Prop. L were truthful about “restoring balance” they would instead advocate a return to the car density of the 1950s, when San Francisco had just under 5,000 motor vehicles per square mile, Muni was more stable due to fairer taxes, and many of the streets in the city had yet to be widened, their sidewalks yet to be cut back.

Prop. L is tantamount to hammering square pegs into round holes. Jamming more cars into San Francisco would be a disaster for everyone. Don’t be misled, Prop. L would make the city too dumb to move. It would deepen and confuse already vitriolic political fissures on our streets and it would do nothing to make it easier to drive or park, despite its intention.

Prop. L must not only lose at the ballot, it must lose big, so that maybe our politicians will get the message that we want a sustainable, equitable, and transit-first city.

Head First

HEAD FIRST I never liked anything in my ass until I spent a couple hours with Charlie Glickman. I met him at a party in Oakland while I was complaining about 20-something guys and their tendency to try to spear my anus with their dicks. A few weeks post-party, I was sitting in his office, which is a small room with a window, a couch, and a massage table draped in a white sheet. Before I arrived I’d spoken on the phone with him about what to expect during the session and had filled out an intake form about my sexual history. We sat on the couch and talked about how we could do anal massage for relaxation only, but we could also do an erotic massage (with orgasms), if I so chose. And I did indeed choose.

He took my hand. It was time to practice consent.

“Tell me to take my hands off you,” Glickman said.

So I did. Then I told him to put them back. This was his way of showing me I had control over what happened in the session. I wasn’t worried.

He instructed me to sit on the massage table and told me he was going to teach me to breathe through my ass, which meant pushing out with my butt hole.

“I want you to try to kiss the table with your anus when you inhale,” Glickman said. He breathed in and out with me as my asshole made out with the table’s surface. My body relaxed with each breath of my badonk.

I took off my clothes and lied face down on the massage table, wondering if he saw the pimple next to my nipple. I shrugged. This guy probably gets poop on his gloves. My zit is the least of his worries.

If you think it’s strange that I’d put myself in such a compromising position after having so many bad experiences in the past, I don’t blame you. It’s not like I forgot the burning sensation of many a helmet head diving into my foxhole. So why risk putting myself through more misery?

Though some may see my tenacious try-try again attitude as ignorant, I’d like to see my curiosity not as something to kill the cat, but something to nurture the sex kitten within. If all the women who had endured some kind of sexual abuse just closed their legs and asses up for good, the human race would probably be doomed. The world needs brave ladies.

Plus, I came to San Francisco to try the things that small Maryland towns can’t offer. I came here to do the things other women don’t have the courage to try. I came here to be the ray of sexual hope in the dark hole that is this universe.

So there I was, ass out on the table, ready to take one for humanity.

Glickman rubbed me down with some coconut oil and massaged me a bit before putting on a pair of purple, non-latex gloves. He asked me if it was okay if he touched my ass. I gave him an “Mhm.”

Glickman ran his finger around the outside of my asshole for awhile to get my ass to relax, explaining that the external sphincter muscles were the ones I could control. After asking if I was ready, he started to rub the inside, telling me that he was touching the internal sphincter muscles, which I had no control over.

“Is that why this feels like I’m taking a shit?” I asked.

“It can mimic that sensation,” he replied.

The littlest movement of his finger created huge waves of feeling in my butt. Sometimes, without warning, my ass would clamp down defensively on his finger like a bear trap. The idea that dudes just wanted to immediately cram their dicks into that tiny hole became even more unbelievable as Glickman moved his finger inside of me. I slowly sat up and stared through the back window at a few construction dudes throwing lumber into a truck in the parking lot below. I felt completely relaxed and grounded in my body. My hands and feet tingled. I got up to take a piss.

So now I know that I can have an orgasm with something in my ass, but only when someone is stimulating my cooch. (The clitoris will always be the MVP.) Ass play isn’t a hopeless venture, but any guys who try to rip me a new one certainly are.

As I slinked out of the bathroom and curled up on the couch, Glickman said I looked like a cat who’d eaten something delicious. I nodded and smiled, and he had a look of pride, like he’d saved a stray in need. He proved that fingers in the ass ain’t bad — I took two for humanity.

THEATER Ireland’s exceptional Enda Walsh may have gained wider attention and a bigger paycheck for his stage adaptation of indie film Once, but his real work for the stage is in more intricate little plays — far darker, funnier, and more polyphonous dramas like 1996’s Disco Pigs and 2007’s The Walworth Farce, the latter seen in Berkeley in 2009 when Cal Performances hosted Druid Theater of Galway’s superb production.

The New Electric Ballroom, currently up at Shotgun Players’ Ashby Stage in a Bay Area premiere, is something of a companion piece to The Walworth Farce. Written around the same time, it too revolves around the twisted and twisting routine of a vicious familial regime. This time it’s a fishy tale of three sisters in a kind of Chekhovian-Irish blend of suspended animation, crammed together in a tin-roofed shack (rendered in expansive detail by ever-impressive scenic designer Erik Flatmo) where together they replay the glorious promise and ignominious catastrophe of a night two of them experienced as teenagers and the other never experienced at all.

Claustrophobic and (presumably) foul-smelling, their little shack nevertheless transforms regularly into a paradisiacal nightclub as they relive its intoxicating crush of bodies, “and its tide of badly suppressed sex,” from the vantage of partial and incomplete memories.

Ada (Beth Wilmurt), at 40 the youngest sister, seems to sublimate her own deeply repressed desires in spurring on a longstanding feud between her older 60-something sisters, the racier Breda (Anne Darragh) and the still innocent Clara (Trish Mulholland), each of whom had eyes and more for some big-handed young man in the parking lot of the titular local nightclub of their youth. Together, they’re the ABCs of sex, though maybe in reverse order, enacting the daily ritual that is their torture and their solace, a purgatorial pause in the merciless flow of time.

Village loner and oddball Patsy (Kevin Clarke), meanwhile, forever proffering a tray of the day’s catch to this hostile household of shut-ins, is literally fishing for compliments, the poor bastard. In his rubber boots and rough clothes he presents himself with decorous care and insistent charm, like a seriously underappreciated only child.

But that’s in keeping with this little sadomasochistic community of private hells, in which characters take turns spilling out their lives to a mostly indifferent room. Indeed, you could almost think of the play as a series of monologues — beautifully written ones. Walsh has a gift for a subtly heightened vernacular. Unlike the self-conscious falsetto lyricism in so much new drama, it never cloys but rather sings out plainly in a gritty, open-throated pitch. These monologues are attention grabbers. But nearly as striking are the ominous, rueful, anticipatory silences they set off, like dark and slow-roiling waters tugged by the moon.

Although the play has a streak of wild and easy humor running through it, director Barbara Damashek leans toward the more serious side of things in her interpretation, emphasizing the dark corners to the point that they tend to look not all that dark. It might look otherwise were the humor more foregrounded and intense. The play seems to demand a manic, barely contained intensity that registers only weakly here — even the sight of older women made up in garishly exaggerated makeup and parading around in teenage garb lacks some of the macabre, obscene humor and pathos you feel it wants to contain. And it makes the play feel thinner, a bit reedy. Her actors, while highly capable, only intermittently produce the kind of deeply etched tensions between them that you’d expect from these obsessive and long-festering relationships.

This is still a worthwhile show, though, with solid acting doing service to a lively litany of punishing doubts and irrepressible hopes — until the flotsam of lost time finally washes ashore, electrifying (briefly) an otherwise dull, ruthless, and necessary domesticity. *

Grassroots campaigns work to counter the influence of big donors

Big money is pouring into a few campaign committees for the fall election, with Big Soda targeting the soda tax, Realtors gunning for the anti-speculation tax, and the Fisher family last week giving $500,000 to promote artificial turf playing fields in SF (Yes on I, No on H), according to campaign filings. But low-budget grassroots campaigns are still having a strong presence at public events like the Sept. 14 Sunday Streets in Western Addition.

San Franciscans Against Real Estate Speculation, Yes on G, had activists out in force even though it has only raised a few thousand dollars. Its biggest contribution so far is $5,000 from attorney Dean Preston of Tenants Together, who was out there spreading the word near Alamo Square Park, along with campaign consultant Quintin Mecke, the runner-up in the 2007 mayor’s race.

One of the more surprising grassroots campaign of the season is No on L, San Franciscans Against Gridlock, which is campaigning against the pro-motorist Restore Transportation Balance initiative, a measure aimed at undermining the city’s transit-first policy and promoting more free parking.

The Yes on L campaign hasn’t shown much sign of life since the summer when it spent nearly $50,000 on its signature-gathering effort out of about $83,000 raised (including $49,000 from tech titan Sean Parker), but it was sitting on nearly $35,000 in the bank as of July 16.

But the No on L crowd is taking this attack on sustainable transportation policies seriously, and it’s hoping to fill its fairly meager coffers ($5,000 from Daniel Murphy on Sept. 6 is its biggest donation) this evening [Tues/16] from 6-8pm with a fundraiser at Public Bikes, 549 Hayes Street.

That event is hosted by a bevy of transportation activists and Sup. Scott Wiener, David Chiu, and Jane Kim. As the campaign says, “If you care about helping to build a better transit system, a more walkable and bicycle-friendly city, and reducing car congestion in San Francisco, the No on Gridlock, No on L campaign needs your support to raise money to educate voters.”  

Tenants face absurd lawsuits as “low-fault” evictions increase

An annual report issued by the Eviction Defense Collaborative (EDC) highlights some of the outrageous reasons landlords use to evict tenants. Since 2009, EDC reported, there’s been a 62 percent increase in the number of breach-of-lease cases citywide.

Violations cited in the report included offenses such as “parking outside the parking lines,” or even cooking during nighttime hours.

One tenant, Clifton Reed, was evicted along with his young family after a sudden $1,000-per-month rent increase, which the landlord claimed was for storing construction equipment in the garage of their Bernal Heights home, something they’d previously done without a problem. “We were tenants living in the neighborhood for 20 years,” Reed told the Guardian.

The family sought assistance from EDC, who fought the eviction charges and negotiated a settlement with the landlord.

The drawn-out eviction case eventually ended with an $8,500 settlement and a 90-day timeframe for him and his family to move out, Reed said. After evicting the other tenants in the building following Reed’s eviction, the landlord eventually sold the property for approximately $1.8 million. 

Reed, who now lives in Vallejo but still commutes to the city, said the recent wave of evictions in San Francisco has particularly impacted artists and musicians from his old neighborhood. “They’re targeting income levels, and musicians don’t make a lot of money,” he said. “It’s really a shame.”

According to the EDC report, 20 percent of evicted households assisted by the nonprofit legal aid group – which represented 94 percent of San Francisco tenants facing just-cause eviction lawsuits in 2013 – had at least one child under 18 years old.

Families weren’t the only disproportionately impacted group, as 88 percent of total tenant households targeted with eviction lawsuits were also low-income, defined as making at or less than $36,950 per year for an individual. And 29 percent of the eviction cases concerned tenants housed in units owned by landlords who receive city funding, such as supportive housing in single-room occupancy hotels.

The EDC report also signaled that San Francisco’s communities of color remain at the forefront of the eviction crisis. According to the report, although San Francisco’s black population is only 6 percent, people who identify as African American represented 29 percent of those impacted by eviction in 2013. Additionally, 40 percent of tenants evicted from the Bayview neighborhood identified as black or African American.

Non-English speakers were also targeted, as 22 percent of evictions from the Mission District impacted households who spoke a language other than English.

The rise in “low-fault” evictions in 2013 occurred on a parallel track with no-fault evictions, which have received a great deal of media attention. Evictions that are based on an alleged action or violation by a tenant, as opposed to no-fault evictions initiated under the Ellis Act, for instance, grant less time for a tenant to vacate their unit. They’re easier on landlord’s wallets and don’t restrict subsequent use of a unit.

Low-fault evictions, or minor breach-of-lease cases, are providing the ideal platform for landlords to oust their tenants while still claiming some type of violation, the report indicates. The lengthy, complicated suits are often difficult for tenants to defend themselves against.

The EDC report showed an absence of court appearances in 38 percent of the 3,423 Residential Unlawful Detainers cases in 2013, demonstrating that tenants did not respond to the eviction notice in within the five-day deadline. 

“Tenants just miss this narrow window,” said Tyler McMillan, executive director of the EDC. “It’s one of the shortest timelines in the court system.”

Eviction notices have demanded tenants leave in as little as 10 days, as was the case of EDC client Joann Agnew-Porter. Agnew-Porter’s daughter, who lived in the unit, was laid off her job and scraping by on a fixed income. Their rental building, Friendship Village, an affordable housing community in the Western Addition, had been paying back-rent, when suddenly the mother and daughter pair received an eviction notice, giving them 10 days to come up with $2,100 of back-rent or leave the premises.

“I couldn’t come up with that,” Agnew-Porter said. “We’ve always been good tenants; we’re working people, we haven’t had loud music or people hanging out outside, none of that,” she added. After receiving assistance from EDC, a court determined that the apartment manager had mistakenly charged them that amount of back-rent.

“The story of increasing “low-fault” evictions is one that impacts some of San Francisco’s most vulnerable communities and ultimately threatens the diversity that makes San Francisco so unique,” the EDC report said.

Racing for solutions

Although there are five seats on the San Francisco Board of Supervisors up for reelection this fall, incumbents face few contenders with the requisite cash and political juice needed to mount a serious challenge. The one race that has stirred interest among local politicos is the bid to represent District 10, the rapidly changing southeastern corner of San Francisco that spans the Bayview, Hunters Point, Visitacion Valley, Dogpatch, and Potrero Hill neighborhoods.

Sup. Malia Cohen, who narrowly beat an array of more than a dozen candidates in 2010, has raised way more money than her best-funded opponent, progressive neighborhood activist Tony Kelly, who garnered 2,095 first-place votes in the last D10 race, slightly more than Cohen’s, before the final outcome was determined by ranked-choice voting tallies.

For the upcoming Nov. 4 election, Cohen has received $242,225 in contributions, compared with Kelly’s $42,135, campaign finance records show. But Kelly, who collected the 1,000 signatures needed to qualify for the November ballot and qualified for public financing, has secured key progressive endorsements, including former Mayor Art Agnos, Assemblymember Tom Ammiano, Sups. David Campos and John Avalos, and the Potrero Hill Democratic Club.

Others who’ve filed to run for this office include Marlene Tran, a retired educator who has strong ties to families in the district, especially in Visitacion Valley, through her teaching and language-access programs (she’s known by kids as “Teacher Tran”); Shawn Richard, the founder of a nonprofit organization that offers workshops for youth to prevent gun violence; and Ed Donaldson, who was born and raised in Bayview Hunters Point and works on economic development issues. DeBray Carptenter, an activist who has weighed in on police violence, is running as a write-in candidate.

But the outcome in this dynamic district could be determined by more than campaign cash or political endorsements. That’s because the D10 supervisor faces the unique, unenviable challenge of taking on some of the city’s most intractable problems, which have disproportionately plagued this rapidly changing district.

Longstanding challenges, such as a high unemployment and crime rates, public health concerns, social displacement, and poor air quality, have plagued D10 for years. But now, fast-growing D10 is becoming a microcosm for how San Francisco resolves its growing pains and balances the interests of capital and community.

 

MIX OF CHALLENGES

While candidate forums and questionnaires tend to gauge political hopefuls on where they draw the line on citywide policy debates, such as Google bus stops or fees for Sunday parking meters, neighborhood issues facing D10 have particularly high stakes for area residents.

While other supervisors represent neighborhoods where multiple transit lines crisscross through in a rainbow of route markers on Muni maps, D10 is notoriously underserved by public transit. The high concentration of industrial land uses created major public health concerns. A Department of Public Health study from 2006 determined that Bayview Hunters Point residents were making more hospital visits on average than people residing in other San Francisco neighborhoods, especially for asthma and congestive heart failure.

Unemployment in D-10 hovers near 12 percent, triple the citywide average of 4 percent. Cohen told us efforts are being made on this front, noting that $3 million had been invested in the Third Street corridor to assist merchants with loans and façade improvements, and that programs were underway to connect residents with health care and hospitality jobs, as well as service industry jobs.

“The mantra is that the needle hasn’t moved at all,” Cohen noted, but she said things are getting better. “We are moving in the same downward trend with regard to unemployment.”

Nevertheless, the high unemployment is also linked with health problems, food insecurity — and violence. In recent months, D10 has come into the spotlight due to tragic incidents of gun violence. From the start of this year to Sept. 8, there were 13 homicides in D10.

Fourth of July weekend was particularly deadly in the Bayview and D10 public housing complexes, with four fatal shootings. Cohen responded with a press conference to announce her plan to convene a task force addressing the problem, telling us it will be “focused on preventing gun violence rather than reacting to it.”

The idea, she said, is to bring in expert stakeholders who hadn’t met about this topic before, including mental-health experts and those working with at-risk youth.

“I think we need to go deeper” than in previous efforts, Cohen said, dismissing past attempts as superficial fixes.

But Cohen’s task force plan quickly drew criticism from political opponents and other critics, including Sheriff Ross Mirkarimi, who dismissed it as empty rhetoric.

“How many people are cool with yet another task force?” Kelly said in a press statement challenging the move. “We can’t wait any longer to stem the deadly tide of violence in District 10. Supervisor Cohen’s task force won’t even propose solutions till 2017. We can’t wait that long.”

Kelly told us he’s formulated a five-point plan to tackle gun violence, explaining that it involved calling for a $10 million budget supplemental to bolster family services, reentry programs, job placement, and summer activities aimed at addressing poverty and service gaps. Kelly also said he’d push for a greater emphasis on community policing, with officers walking a beat instead of remaining inside a vehicle.

“How do you know $10 million is enough?” Cohen responded. “When you hear critics say $10 million, there is no way to indicate whether we’d need more or less.” She also took issue with the contention that her task force wouldn’t reach a solution soon enough, saying, “I never put a timeline on the task force.”

Cohen also said she wanted to get a better sense of where all of the past funding had gone that was supposed to have alleviated gun violence. “We’ve spent a lot of money — millions — and one of the things I am interested in doing is to do an audit about the finances,” she said.

She also wants to explore a partnership with the Guardian Angels, community volunteers who conduct safety patrols, to supplement policing. Cohen was dismissive of her critics. “Tony was not talking about black issues before this,” she said. “He hasn’t done one [gun] buyback. There’s no depth to what any of these critics are saying.”

Tran, who spoke with the Guardian at length, said she’d started trying to address rampant crime in Visitacion Valley 25 years ago and said more needs to be done to respond to recent shootings.

“There was no real method for the sizable non-English speaking victims to make reports then,” Tran wrote in a blog post, going on to say that she’d ensured materials were translated to Chinese languages to facilitate communication with the Police Department. “When more and more residents became ‘eyes and ears’ of law enforcement, community safety improved,” she said.

Richard, whose Brothers Against Guns has been working with youth for 20 years and organizing events such as midnight basketball games, said he opposed Cohen’s task force because it won’t arrive at a solution quickly enough. He said he thought a plan should be crafted along with youth advocates, law enforcement, juvenile and adult probation officers, and clergy members to come up with a solution that would bolster youth employment opportunities.

“I’ve talked with all 13 families” that lost young people to shootings this year, Richard said, and that he attended each of the funerals.

 

CHANGING NEIGHBORHOOD

Standing outside the Potrero Terrace public housing complex at 25th and Connecticut streets on a recent sunny afternoon, Kelly was flanked by affordable housing advocates clutching red-and-yellow “Tony Kelly for District Supervisor” campaign signs. The press conference had been called to unveil his campaign plan to bolster affordable housing in D10.

Pointing out that Cohen had voted “no endorsement” at the Democratic County Central Committee on Proposition G — the measure that would tax property-flipping to discourage real estate speculation and evictions — Kelly said, “This is not a time to be silent.”

While Cohen had accepted checks from landlords who appeared on the Anti-Eviction Mapping Project’s list of worst offenders for carrying out Ellis Act evictions, Kelly said he’s pledged not to accept any funding from developers or Ellis Act evictors. Asked if any had offered, Kelly responded, “Some. They’re not knocking down my door.”

Cohen told us that she hadn’t supported Prop. G, a top priority for affordable housing advocates, because she objected to certain technical provisions that could harm small property owners in her district. As for the contributions from Ellis Act evictors, she said the checks had been returned once the error was discovered. Her formal policy, she said, is not to intentionally take money from anyone involved in an Ellis Act eviction.

Speaking outside Potrero Terrace, Kelly said he thought all housing projects built on public land should make at least one-third of their units affordable to most San Franciscans. He also said renovation of public housing projects could be accelerated if the city loaned out money from its $19 billion employee retirement fund. Under the current system, funding for those improvements is leveraged by private capital.

Mold, pests, and even leaking sewage are well-documented problems in public housing. Dorothy Minkins, a public housing resident who joined Kelly and the others, told us that she’s been waiting for years for rotting sheetrock to be replaced by the Housing Authority, adding that water damage from her second-floor bathroom has left a hole in the ceiling of her living room. She related a joke she’d heard from a neighbor awaiting similar repairs: “He said, Christ will come before they come to fix my place.”

Lack of affordable housing is a sweeping trend throughout San Francisco, but it presents a unique challenge in D10, where incomes are lower on average (the notable exceptions are in Potrero Hill, dotted with fine residential properties overlooking the city that would easily fetch millions, and Dogpatch, where sleek new condominium dwellings often house commuters working at tech and biotech firms in the South Bay).

Home sale prices in the Bayview shot up 59 percent in two years, prompting the San Francisco Business Times to deem it “a hot real estate market adorned with bidding wars and offers way above asking prices.”

One single-family home even sold for $1.3 million. Historically, the Bayview has been an economically depressed, working-class area with a high rate of home ownership due to the affordability of housing — but that’s been impacted by foreclosures in recent years, fueling displacement.

Although statistics from the Eviction Defense Collaborative show that evictions did occur in the Bayview in 2013, particularly impacting African Americans and single-parent households, Cohen noted that evictions aren’t happening in D10 with the same frequency as in the Tenderloin or the Mission.

“When it comes to communities of color in the southeast, it’s about foreclosure or mismanagement of funds,” explained Cohen.

She said that a financial counseling services center had opened on Evans Street to assist people who are facing foreclosure, and added that she thought more should be done to market newly constructed affordable units to communities in need.

“There’s an error in how they’re marketing,” she said, because the opportunities are too often missed.

But critics say more is needed to prevent the neighborhood from undergoing a major transformation without input from residents.

“This district is being transformed,” Richard said. “A lot of folks are moving out — they’re moving to Vallejo, Antioch, Pittsburg. They don’t want to deal with the issues, and the violence, and the cost.”

At the same time, he noted, developers are flocking to the area, which has a great deal more undeveloped land than in other parts of the city.

“The community has no one they can turn to who will hold these developers accountable,” he said. “If the community doesn’t have a stake in it, then who’s winning?”

 

Tom’s legacy

At a moment when San Francisco politics has slid toward the slippery center — when one-time progressives align with business elites, the political rhetoric seems hollow, and the vaunted value of “civility” in City Hall increasingly looks more like a deceptive power grab by the Mayor’s Office — it feels so refreshing to talk with Tom Ammiano.

For one thing, he’s hilarious, always quick with quips that are not only funny, but often funny in insightful ways that distill complex issues down to their essence, delivered with his distinctive nasally honk and lightning timing. Ammiano developed as a stand-up comedian and political leader simultaneously, and the two professional sides feed off each other, alternatively manifesting in disarming mirth or penetrating bite.

But his humor isn’t the main reason why Ammiano — a 72-year-old state legislator, two-time mayoral candidate, and former supervisor and school board member — has become such a beloved figure on the left of state and local politics, or why so many progressives are sad to see him leaving the California Assembly and elected office this year for the first time since 1990.

No, perhaps the biggest reason why public esteem for Ammiano has been strong and rising — particularly among progressives, but also among those of all ideological stripes who decry the closed-door dealmaking that dominates City Hall and the State Capitol these days — is his political integrity and courage. Everyone knows where Tom Ammiano will stand on almost any issue: with the powerless over the powerful.

“Don’t make it about yourself, make it about what you believe in,” Ammiano told us, describing his approach to politics and his advice to up-and-coming politicians.

Ammiano’s positions derive from his progressive political values, which were informed by his working class upbringing, first-hand observations of the limits of American militarism, publicly coming out as a gay teacher at time when that was a risky decision, standing with immigrants and women at important political moments, and steadily enduring well-funded attacks as he created some of San Francisco’s most defining and enduring political reforms, from domestic partner benefits and key political reforms to universal health care.

“He has been able to remain true to his values and principles of the progressive movement while making significant legislative accomplishments happen on a number of fronts,” Sup. David Campos, who replaced Ammiano on the Board of Supervisors and is now his chosen successor in the California Assembly, told the Guardian. “I don’t know that we’ve fully understood the scope of his influence. He has influenced the city more than most San Francisco mayors have.”

So, as we enter the traditional start of fall election season — with its strangely uncontested supervisorial races and only a few significant ballot measures, thanks to insider political manipulations — the Guardian spent some time with Ammiano in San Francisco and in Sacramento, talking about his life and legacy and what can be done to revive the city’s progressive spirit.

 

 

LIFE OF THE CAPITOL

Aug. 20 was a pretty typical day in the State Capitol, perhaps a bit more relaxed than usual given that most of the agenda was concurrence votes by the full Senate and Assembly on bills they had already approved once before being amended by the other house.

Still, lobbyists packed the hall outside the Assembly Chambers, hoping to exert some last minute influence before the legislative session ended (most don’t bother with Ammiano, whose name is on a short list, posted in the hall by the Assembly Sergeant-at-Arms, of legislators who don’t accept business cards from lobbyists).

One of the bills up for approval that day was Ammiano’s Assembly Bill 2344, the Modern Family Act, which in many ways signals how far California has come since the mid-’70s, when Ammiano was an openly gay schoolteacher and progressive political activist working with then-Sup. Harvey Milk to defeat the homophobic Briggs Initiative.

The Modern Family Act updates and clarifies the laws governing same-sex married couples and domestic partners who adopt children or use surrogates, standardizing the rights and responsibilities of all parties involved. “With a few simple changes, we can help families thrive without needless legal battles or expensive court actions,” Ammiano said in a press statement publicizing the bill.

Ammiano arrived in his office around 10am, an hour before the session began, carrying a large plaque commending him for his legislative service, given to outgoing legislators during a breakfast program. “Something else I don’t need,” Ammiano said, setting the plaque down on a table in his wood-paneled office. “I wonder if there’s a black market for this shit.”

Before going over the day’s legislative agenda, Ammiano chatted with his Press Secretary Carlos Alcala about an editorial in that morning’s San Francisco Chronicle, “Abuse of disabled-parking program demands legislators act,” which criticized Ammiano for seeking minor changes in a city plan to start charging for disabled placards before he would sponsor legislation to implement it. The editorial even snidely linked Ammiano to disgraced Sen. Leland Yee, who is suspended and has nothing to do with the issue.

“I’ve had these tussles with the Chronicle from day one. They just want people to be angry with me,” Ammiano told us. “You stand up for anything progressive and they treat you like a piñata.”

He thought the criticism was ridiculous — telling Alcala, “If we do a response letter, using the words puerile and immature would be good” — and that it has as much to do with denigrating Ammiano, and thus Campos and other progressives, as the issue at hand.

“Anything that gets people mad at me hurts him,” Ammiano told us.

But it’s awfully hard to be mad at Tom Ammiano. Even those on the opposite side of the political fence from him and who clash with him on the issues or who have been subjected to his caustic barbs grudgingly admit a respect and admiration for Ammiano, even Lt. Gov. Gavin Newsom, who told the Guardian as much when we ran into him on the streets of Sacramento later that day.

Ammiano says he rarely gets rattled by his critics, or even the handful of death threats that he’s received over the years, including the one that led the San Francisco Police Department to place a protective detail on him during the 1999 mayor’s race.

“You are buoyed by what you do, and that compensates for other feelings you have,” Ammiano said of safety concerns.

Finally ready to prepare for the day’s business, he shouts for his aides in the other room (“the New York intercom,” he quips). The first question is whether he’s going to support a bill sponsored by PG&E’s union to increase incentives for geothermal projects in the state, a jobs bill that most environmental groups opposed.

“That is a terrible bill, it’s total shit, and I’m not going to support it,” Ammiano tells his aide. “It’s a scam.”

As Ammiano continued to prepare for the day’s session, we headed down to the Assembly floor to get ready to cover the action, escorted by Alcala. We asked what he planned to do after Ammiano leaves Sacramento, and Alcala told us that he’ll look at working for another legislator, “but there would probably be a lot more compromises.”

 

 

SPARKING CHANGE

Compromises are part of politics, but Ammiano has shown that the best legislative deals come without compromising one’s political principles. Indeed, some of his most significant accomplishments have involved sticking to his guns and quietly waiting out his critics.

For all the brassy charm of this big personality — who else could publicly confront then-Gov. Arnold Schwarzenegger at a Democratic Party fundraiser in 2009 and tell him to “kiss my gay ass!” — Ammiano has usually done the work in a way that wasn’t showy or self-centered.

By championing the reinstatement of district supervisorial elections and waging an improbable but electrifying write-in campaign for mayor in 1999 (finishing second before losing to incumbent Willie Brown in the runoff election), Ammiano set the stage for progressives to finally win control of the Board of Supervisors in 2000 and keep it for the next eight years, forming an effective counterbalance to Gavin Newsom’s pro-business mayoralty.

“I just did it through intuition,” Ammiano said of his 1999 mayoral run, when he jumped into the race just two weeks before election day. “There was a lot of electricity.”

After he made the runoff, Brown and his allies worked aggressively to keep power, leaning on potential Ammiano supporters, calling on then-President Bill Clinton to campaign for Brown, and even having Jesse Jackson call Ammiano late one night asking him to drop out.

“That’s when we realized Willie really felt threatened by us,” Ammiano said, a fear that was well-founded given that Ammiano’s loss in the runoff election led directly into a slate of progressives elected to the Board of Supervisors the next year. “It was a pyrrhic victory for him because then the board changed.”

But Ammiano didn’t seize the spotlight in those heady years that followed, which often shone on the younger political upstarts in the progressive movement — particularly Chris Daly, Matt Gonzalez, and Aaron Peskin — who were more willing to aggressively wage rhetorical war against Newsom and his downtown constituents.

By the time the 2003 mayor’s race came, Ammiano’s mayoral campaign became eclipsed by Gonzalez jumping into the race at the last minute, a Green Party candidate whose outsider credentials contrasted sharply with Newsom’s insider inevitability, coming within 5 percentage points of winning.

“I just bounced back and we did a lot of good shit after that,” Ammiano said, noting how district elections were conducive to his approach to politics. “It helped the way I wanted to govern, with the focus on the neighborhoods instead of the boys downtown.”

Perhaps Ammiano’s greatest legislative victory as a supervisor was his Health Care Security Ordinance, which required employers in San Francisco to provide health coverage for their employees and created the Healthy San Francisco program to help deliver affordable care to all San Franciscans.

The business community went ballistic when Ammiano proposed the measure in 2006, waging an aggressive lobbying and legal campaign to thwart the ordinance. But Ammiano just quietly took the heat, refused to compromise, and steadily lined up support from labor, public health officials, and other groups that were key to its passage.

“Maybe the early days of being a pinata inured me,” Ammiano said of his ability to withstand the onslaught from the business community for so long, recalling that in his 1999 school board race, “I really became a pinata. I got it in the morning from the Chronicle and in the afternoon from the Examiner.”

Ammiano kept Newsom apprised of his intentions and resolve, resisting entreaties to water down the legislation. “I kept talking to him and I told him I was going to do it,” Ammiano said. “Eventually, we got a 11 to zip vote and Newsom couldn’t do anything about it. That was a great journey.”

In the end, Newsom not only supported the measure, but he tried to claim Ammiano’s victory as his own, citing the vague promise he had made in his 2007 State of the City speech to try to provide universal health care in the city and his willingness to fund the program in his 2007-08 budget.

But Ammiano was happy with the policy victory and didn’t quibble publicly with Newsom about credit. “I picked my battles,” Ammiano said, contrasting his approach to Newsom with that of his more fiery progressive colleagues. “I tried to go after him on policy, not personality.”

Ammiano isn’t happy with the political turn that San Francisco has taken since he headed to Sacramento, with the pro-business, fiscally conservative faction of the city controlling the Mayor’s Office and exerting a big influence on the Board of Supervisors. But San Francisco’s elder statesman takes the long view. “Today, the board has a moderate trajectory that can be annoying, but I think it’s temporary,” Ammiano said. “These things are cyclical.”

He acknowledges that things can seem to a little bleak to progressives right now: “They’re feeling somewhat marginalized, but I don’t think it’s going to stay that way.”

 

FLOOR SHOW

Back on the Assembly floor, Ammiano was working the room, hamming it up with legislative colleagues and being the first of many legislators to rub elbows and get photos taken with visiting celebrities Carl Weathers, Daniel Stern, and Ron Perlman, who were there to support film-credit legislation

“Ron Perlman, wow, Sons of Anarchy,” Ammiano told us afterward, relating his conversation with Perlman. “I said, ‘They killed you, but you live on Netflix.’ I told him I was big fan. Even the progressives come here for the tax breaks.”

When Little Hoover Commission Chair Pedro Nava, who used to represent Santa Barbara in the Assembly, stopped to pose with Ammiano for the Guardian’s photographer, the famously liberal Ammiano quipped, “You’ll get him in trouble in Santa Barbara. Drill, baby, drill!”

Ammiano chairs the Assembly Public Safety Committee, where he has successfully pushed prison reform legislation and helped derail the worst tough-on-crime bills pushed by conservatives. “We have a lot of fun, and we get a chance to talk about all these bills that come before us,” Bob Wieckowski (D-Fremont), who chairs the Judiciary Committee, told the Guardian when asked about Ammiano. “You can see how these bad bills get less bad.”

Ammiano gave a short speech when his Modern Family Act came up for a vote, noting that it “simplifies the law around these procedures,” before the Assembly voted 57-2 to send it to the governor’s desk, where he has until Sept. 30 to act on it. “I think he’ll sign it,” Ammiano told the Guardian, “even though it’s about reproduction and naughty bits.”

“He’s a hoot,” Assemblymember Reggie Jones-Sawyer (D-Los Angeles) said of Ammiano, whose desk is right behind his own. Jones-Sawyer said that he’d love to see Ammiano run for mayor of San Francisco, “but he’s waiting for a groundswell of support. Hopefully the progressives come together.”

Jones-Sawyer said Ammiano plays an important role as the conscience of a Legislature that too often caters to established interests.

“There’s liberal, progressive, socialist, communist, and then there’s Tom,” Jones said. “As far left as you can go, there’s Tom, and that’s what we’re going to miss.”

Yet despite that strong progressive reputation, Ammiano has also been an amazingly effective legislator (something that might surprise those supporting the campaign of David Chiu, which has repeatedly claimed that ideological progressives like Ammiano and Campos can’t “get things done” in Sacramento).

Last year, Ammiano got 13 bills through the Legislature — including three hugely controversial ones: the TRUST Act, which curbs local cooperation with federal immigration holds; the Domestic Workers Bill of Rights; and a bill protecting transgender student rights in schools, which was savaged by conservative religious groups — all of which were signed into law by Gov. Jerry Brown.

“A lot of it is personal relationships, some is timing, and some is just sticking to it,” Ammiano said of effectiveness.

Some of his legislative accomplishments have required multiyear efforts, such as the Domestic Workers Bill of Rights, which was vetoed in 2012 before being signed into law last year with only a few significant changes (see “Do we care?” 3/26/13).

“Tom Ammiano was so incredible to work with,” Katie Joaquin, campaign coordinator for the California Domestic Workers Coalition, for whom the bill had long been a top priority, told the Guardian.

The large grassroots coalition backing the bill insisted on being a part of the decision-making as it evolved, which is not always easy to do in the fast-paced Capitol. But Joaquin said Ammiano’s history of working with grassroots activists made him the perfect fit for the consensus-based coalition.

“That’s difficult to do in the legislative process, and working with Tom and his office made that possible,” Joaquin told us. “He wanted to make sure we had active participation in the field from a variety of people who were affected by this.”

When the bill was vetoed by Gov. Brown, who cited paternalistic concerns that better pay and working conditions could translate into fewer jobs for immigrant women who serve as domestic workers, Joaquin said Ammiano was as disappointed as the activists, but he didn’t give up.

“It was really hard. I genuinely felt Tom’s frustration. He was going through the same emotions we were, and it was great that he wanted to go through that with us again,” Joaquin told us. “Sometimes, your allies can get fatigued with the long struggles, but Tom maintained his resolve and kept us going.”

And after it was over, Ammiano even organized the victory party for the coalition and celebrated the key role that activists and their organizing played in making California only the second state in the nation (after New York) to extend basic wage, hour, and working condition protections to nannies, maids, and other domestic workers excluded under federal law.

“He has a great sense of style,” Joaquin said of Ammiano, “and that emanates in how he carries himself.”

 

 

COMING OUT

Ammiano came to San Francisco in 1964, obtaining a master’s degree in special education from San Francisco State University and then going on to teach at Hawthorne Elementary (now known as Cesar Chavez Elementary). He quickly gained an appreciation for the complex array of issues facing the city, which would inform the evolution of his progressive worldview.

“In teaching itself, there were a lot of social justice issues,” Ammiano said. For example, most native Spanish-speakers at the time were simply dumped into special education classes because there wasn’t yet bilingual education in San Francisco schools. “So I turned to the community for help.”

The relationships that he developed in the immigrant community would later help as he worked on declaring San Francisco a sanctuary city as waves of Central American immigrants fled to California to escape US-sponsored proxy wars.

Growing up a Catholic working class kid in New Jersey, Ammiano was no hippie. But he was struck by the brewing war in Vietnam strongly enough that he volunteered to teach there through a Quaker program, International Volunteer Service, working in Saigon from 1966-68 and coming back with a strong aversion to US militarism.

“I came back from Vietnam a whole new person,” he told us. “I had a lot of political awakenings.”

He then worked with veterans injured during the war and began to gravitate toward leftist political groups in San Francisco, but he found that many still weren’t comfortable with his open homosexuality, an identity that he never sought to cover up or apologize for.

“I knew I was gay in utero,” Ammiano said. “I said you have to be comfortable with me being a gay, and it wasn’t easy for some. The left wasn’t that accepting.”

But that began to change in the early ’70s as labor and progressives started to find common cause with the LGBT community, mostly through organizations such as Bay Area Gay Liberation and the Gay Teachers Coalition, a group that Ammiano formed with Hank Wilson and Ron Lanza after Ammiano publicly came out as a gay teacher in 1975.

“He was the first public school teacher to acknowledge that he was a gay man, which was not as easy as it sounds in those days,” former Mayor Art Agnos told us, crediting Ammiano with helping make support for gay rights the default political position that it became in San Francisco.

San Francisco Unified School District still wasn’t supportive of gay teachers, Ammiano said, “So I ran for school board right after the assassinations [of Mayor George Moscone and Sup. Harvey Milk in 1978] and got my ass kicked.”

Shortly thereafter, Ammiano decided to get into stand-up comedy, encouraged by friends and allies who loved his sense of humor. Meanwhile, Ammiano was pushing for SFUSD to name a school after Milk, as it immediately did for Moscone, a quest that dragged on for seven years and which was a central plank in his unsuccessful 1988 run for the school board.

But Ammiano was developing as a public figure, buoyed by his stand-up performances (which he said Chronicle reporters would sometimes attend to gather off-color quotes to use against him in elections) and increased support from the maturing progressive and queer communities.

So when he ran again for school board in 1990, he finished in first place as part of the so-called “lavender sweep,” with LGBT candidates elected to judgeships and lesbians Carole Migden and Roberta Achtenberg elected to the Board of Supervisors.

On the school board, Ammiano helped bring SFUSD into the modern age, including spearheading programs dealing with AIDS education, support for gay students, distribution of condoms in the schools, and limiting recruiting in schools by the homophobic Boy Scouts of America.

“I found out we were paying them to recruit in the schools, but I can’t recruit?” Ammiano said, referencing the oft-raised concern at the time that gay teachers would recruit impressionable young people into homosexuality.

As his first term on the school board ended, a growing community of supporters urged Ammiano to run for the Board of Supervisors, then still a citywide election, and he was elected despite dealing with a devastating personal loss at the time.

“My partner died five days before the election,” Ammiano said as we talked at the bar in Soluna, tearing up at the memory and raising a toast with his gin-and-tonic to his late partner, Tim Curbo, who succumbed to a long struggle with AIDS.

Ammiano poured himself into his work as a supervisor, allied on the left at various points in the mid-late ’90s with Sups. Sue Bierman, Terrence Hallinan, Leland Yee, Mabel Teng, Angelo Alioto, and Carole Migden against the wily and all-powerful then-Mayor Brown, who Ammiano said “manipulated everything.”

But Ammiano gradually began to chip away at that power, often by turning directly to the people and using ballot measures to accomplish reforms such as laws regulating political consultants and campaign contributions and the reinstatement of district supervisorial elections, which decentralized power in the city.

“People frequently say about politicians, when they want to say something favorable, that they never forgot where they came from,” Agnos told us. “With Tom, he never forgot where he came from, and more importantly, he never forgot who he was…He was an authentic and a proud gay man, as proud as Harvey Milk ever was.”

And from that strong foundation of knowing himself, where he came from, and what he believed, Ammiano maintained the courage to stand on his convictions.

“It’s not just political integrity, it’s a reflection of the man himself,” Agnos said, praising Ammiano’s ability to always remain true to himself and let his politics flow from that. “A lot of politicians don’t have the courage, personal or political, to do that.”

 

 

WHAT’S NEXT

Ammiano’s legacy has been clearly established, even if it’s not always appreciated in a city enamored of the shiny and new, from recent arrivals who seem incurious about the city’s political history to the wave of neoliberal politicians who now hold sway in City Hall.

“Tom has carried on the legacy of Harvey Milk of being the movement progressive standard bearer. He has, more than anyone else, moved forward progressive politics in San Francisco in a way that goes beyond him as an individual,” Campos said, citing the return of district elections and his mentoring of young activists as examples. “He brought a number of people into politics that have been impactful in their own right.”

Campos is one of those individuals, endorsed by Ammiano to fill his District 9 seat on the Board of Supervisors from among a competitive field of established progressive candidates. Ammiano says he made the right choice.

“I have been supportive of him as a legislator and I think he’s doing the right things,” Ammiano said of Campos, adding an appreciation for the facts that he’s gay, an immigrant, and a solid progressive. “He’s a three-fer.”

Ammiano said that Campos has been a standout on the Board of Supervisors in recent years, diligently working to protect workers, tenants, and immigrants with successful efforts to increase tenant relocation fees after an eviction and an attempt to close the loophole that allows restaurants to pocket money they’re required to spend on employee health care, which was sabotaged by Chiu and Mayor Lee.

“I like his work ethic. He comes across as mild-mannered, but he’s a tiger,” Ammiano said of Campos. “If you like me, vote for David.”

But what about Ammiano’s own political future?

Ammiano said he’s been too busy lately to really think about what’s next for him (except romantically: Ammiano recently announced his wedding engagement to Carolis Deal, a longtime friend and lover). Ammiano is talking with universities and speakers bureaus about future gigs and he’s thinking about writing a book or doing a one-man show.

“Once I get that settled, I’ll look at the mayor’s race and [Sen. Mark] Leno’s seat,” Ammiano said, holding out hope that his political career will continue.

Ammiano said the city is desperately in need of some strong political leadership right now, something that he isn’t seeing from Mayor Lee, who has mostly been carrying out the agenda of the business leaders, developers, and power brokers who engineered his mayoral appointment in 2011.

“Basically, he’s an administrator and I don’t think he’ll ever be anything but that,” Ammiano said. “We are so fucking ready for a progressive mayor.”

If Ammiano were to become mayor — which seems like a longshot at this point — he says that he would use that position to decentralize power in San Francisco, letting the people and their representatives on the Board of Supervisors have a greater say in the direction of the city and making governance decisions more transparent.

“I don’t believe in a strong mayor [form of government],” Ammiano said. “If I was mayor, all the commission appointments would be shared.”

But before he would decide to run for mayor, Ammiano says that he would need to see a strong groundswell of public support for the values and ideals that he’s represented over nearly a half-century of public life in San Francisco.

From tanks to scooters: The top five most and least intimidating SFPD vehicles

Our news feature story this week covered the militarization of police departments across the country, including the SFPD, and how the easy accessibility of “cool toys” like grenade launchers and armored vehicles encourages violence.

But one conclusion we were left with as we worked on the story was this: the SFPD ain’t all bad. During the last Police Commission meeting, Chief Greg Suhr mentioned he was almost hesitant to order four forklifts from the Department of Defense due to scrutiny from the news media. 

With all the eyeballs on the SFPD’s military machines, we thought we’d take a lighter approach to the issue with a look at some of the San Francisco Police Department’s most and least intimidating vehicles. The winner for most and least intimidating appears at the top of both lists, and I’d bet it strikes close to home for just about everyone who lives in the city.

Sure, one of these isn’t intimidating, but have you seen them in action? They climb stairs like it’s nobody’s business, and often can be seen buzzing around the homeless of Golden Gate Park. Imagine a team of four motorbikes racing towards you, and that’s reason enough to shake in your boots. Toss the weed, it’s the cops!

This might be the biggest police vehicle you’ve ever seen, and I’d be just as happy to never actually lay eyes on it in real life.

It comes as no surprise that the SWAT unit uses this bad boy, which looks like it could withstand anything…except maybe the police department’s own grenade launchers and helicopter armament subsystems, that is.

Although it’s a “rescue vehicle,” this behemoth looks like it can do, well, a whole lot more than rescuing. Let’s just say it gives the Batmobile a run for its money.

But for anyone who has been slapped with a parking ticket that costs somewhere in the triple digits, this vehicle probably evokes painful memories best kept in the past. Ironically, the SFPD car we should all fear the most is the one that looks the least harmful.

The SFPD uses this vehicle to conduct business away from the office, but it also brings to mind a certain Breaking Bad RV. (Okay, that’s kind of a stretch.) But the way things have been going lately, from the crooked drug lab to federal indictments of SFPD cops, would you be surprised if the Police Department had a big-time meth operation going on in its “command centers?” (We’re kidding, of course.)

Sometimes walking around is just too much effort. If you’re a cop and you ride this, you may as well swap your gun belt for a fanny pack.

We’re not sure if the SFPD has any lawns to mow given California’s crippling drought, but this little machine could be used to get rid of the type of weed that doesn’t grow in everyone’s garden. (Yes, that one.) Commence operation weed-killer!

The meter maid’s vehicle of choice is a dual win. Because getting ticketed for parking in the wrong place at the wrong time is a scary thought for anyone, but appearance-wise, this cute little scooter won’t scare a flea.

Oversight

When it comes to the SFPD’s acquisition of these vehicles and other “toys” like body armor and high-powered weapons, oversight is generally nowhere to be found. Though not every SFPD vehicle looks worthy of oversight, it’s clear that federal funding finances some of the Police Department’s high-scale purchases, including the BearCat and Mobile Command Center. 

But our story this week found that the Police Commission often holds hearings for the appropriation of funds for military weapons after the equipment has already been ordered, like in March 2010 when a commission agenda had a request to “retroactively accept and expend a grant in the amount of $1,000,000.00 from the U.S. Department of Justice.” More oversight on these matters could go a long way toward preventing militarization.

Live Shots: SF Street Food Fest fills us up quickly

The weather was gorgeous, the lines weren’t too long, and the people were friendly — and hungry — at the sixth annual SF Street Food Festival last Saturday.

About those shorter lines, though — that meant we had access to pretty much any food we wanted in less than 10 minutes! (Except for the ever-popular ramenburger from Nombe, the line for which stretched almost the length of a block.) Uh oh, we were faced with unlimited choices, too many for our stomachs to bear, try as we might. And we might!

Highlights for us included the octo okono from Stones Throw (basically a fried octopus popsicle), excellent and tender turkey momos (Nepalese dumplings) from Bini’s Kitchen, Thai iced tea gelato from Secret Scoop, thickly wrapped beef pho rolls from Rice Paper Scissors (with awesome Vietnamese coffee), sharply spiced ahi tuna kitfo (a kind of tartare mixture) from Radio Africa Kitchen, and aquavit-cured salmon crostinis from Chef Pelle Nordic.

Things causing a general sensation: a huge portion of Berber-spiced lamb from The Whole Beast, Hella Vegan Eats‘ potsticker burrito, schnitzel sliders from Little Red Riding Truck, and a smoked salmon rueben from Fine & Rare.

This is supposedly the festival’s last year (at least in the Mission), partly due to neighbor complaints about parking (sigh), but I have a feeling we won’t see the last of it. Although you did just see the last of that schnitzel slider you left unattended on your plate, yoink.  

 

Too many parking tickets in SF

OPINION San Francisco made $87 million in parking citation revenue in 2012; roughly double what the city made off actual paid parking meter revenue.

Let that sink in for a minute.

It’s become so hard to park a car in San Francisco that its citizens are paying almost $281,500 a day simply to park, and then they’re cited for doing it wrong.

The San Francisco Municipal Transportation Agency should be responsible to the people — to create and maintain clean, orderly streets and transit systems that work for the people who use them.

The responsibility of the SFMTA is not to incentivize government agents to write more tickets and make citizens a passive revenue stream because it’s convenient. Parking citations, in their current form, do not support an ethical citizen-focused approach by the city to parking law and violations.

The simple fact that revenue gained for parking citations is roughly double that of legal, paid parking meter revenue shows an inherent flaw in the system. If it is easier for the city to make money by writing citations, why would it change its systems to create more revenue through meters or alternative means such as license fees or permitting, even if it significantly benefitted citizens of San Francisco? It makes more financial sense to incent its relatively small fleet of parking authority officers to write more tickets.

But is this ethical? Absolutely not. Is this the way a government agency should make decisions? Absolutely not. Purposefully criminalizing citizens and then slapping them with the highest citation rates in the country due to convenience is not how a government agency should be “serving” its people.

Parking ticket fees in San Francisco are the highest in the country by nearly 14 percent and they continue to rise, a punitively expensive bandage on a citywide transit problem. There are 111 ways to violate the parking code, a parking code that is so intentionally opaque and vague that 3.9 tickets are written per registered car per year, nearly 1.5 million tickets total.

Our parking law should not be so confusing that it can’t be followed consistently — including by its own agents. Of the tickets processed by Fixed, we are able to contest 85-90 percent — 75 percent of which due to enforcement error. The city’s own parking authority agents are unable to accurately (and consistently) enforce the existing parking code.

Conflicting rules and regulations between systems are also a common issue in San Francisco — often signs will contradict themselves or other SFMTA systems, with no clear indication of which rules precede the others. Meters are inconsistent with other regulatory systems in use, permanent parking restriction signs are sometimes missing, hidden, or poorly maintained, and temporary restrictions are often inaccurate — creating grossly unfair conditions for people parking, and incorrectly written tickets by parking enforcement officers.

A recent anecdote is a clear example of this problem. A Fixed user’s car was towed after parking in a variable tow away zone — the tow away zone was in effect for only two blocks of the street during specific hours. The street-level parking sign of the spot in question stated “no parking” 4-6 pm, but the meter allowed the user to pay all the way up to 6pm with no indication of a tow away. This error, due to conflicting systems and misleading meter information, cost the user (but netted the city) $500.

Both driver and parking control officer are victims of a system that turns parking infractions into a revenue stream instead of a tactic to discourage behavior that doesn’t benefit the public at large.

Ethical parking law would be a clear, mutually fair system which benefits citizens of San Francisco, creates revenue for the city through legal, noncriminal means, and enables a parking environment where citizens can easily follow the rules. Parking law should be optimized for clean, orderly streets and transit programs that are profitable and reliable — instead of convenient revenue.

There must be another way to achieve SFMTA budget requirements than to make the people this government agency should be serving into unintentional criminals.

Paul McCartney bids Candlestick a fiery goodbye

My earliest memories of Candlestick are formative ones. Like any Bay Area kid who cut her baseball teeth on Giants games at the notoriously frigid stadium, I thought every family prepared for sporting events by piling on 17 strategic layers and stuffing their car full of sleeping bags and other accoutrements that could double as equipment for scaling Mount Kilimanjaro.  

This has been, of course, most of the park’s (limited) charm: By default, it’s for die-hards only — very few folks want to deal with that traffic and that wind and that fog and that everything else just to sit at the bar and not pay attention to a game — because the place ain’t easy to love. Like so many ex-boyfriends throughout history, it’s been cold, distant, difficult to reach. And, like all great exes, Candlestick needed one last night.

Paul McCartney, who bound around the stadium’s stage for nearly three straight hours last night [Aug. 14], clad in black dad jeans, a white collared shirt, and red-and-black-striped suspenders, making silly faces, reading from the signs in the front row, punctuating the ends of songs with a double thumbs-up, and giving the people what they wanted by way of Beatles anecdotes as stage banter, filled that sentimental need in a way it’s difficult to imagine anyone else pulling off.

“I don’t know if you know this, but the Beatles played our last gig at Candlestick,” Sir Paul said casually, about an hour into the set, after an energetic, check-your-pulse-if-you-don’t-find-this-uplifting rendition of “We Can Work It Out,” to a roaring crowd of people from all over the world who definitely did know that. “We got so pissed off we never did it again.”

“No, there are some great memories here,” he continued, “and it’s sad to see the old place closing down. But we’re gonna close it down in style.”

And then he led the entire stadium in a sing-along of “And I Love Her,” turning his back to the crowd and shaking his butt during the sweet, brief guitar solo.

If you were among the 44,000 people lucky enough to actually make it inside the park (in a timely illustration of one reason the Niners are departing for greener pastures, as many as 6000 frustrated ticket-holders reportedly either turned around and went home after being stuck in traffic for four hours or didn’t get in until nearly 11pm, as the stadium’s one remaining parking lot took on Lord of the Flies undertones), you were treated to what you’d been promised: a 72-year-old living legend — a cliche, but it applies in this instance — reminding you exactly why he’s a legend, and also kind of making you wonder what he’s on that he has this much energy at 72. Vegetarianism?

With a backing band of four — a lead electric guitarist, a bassist, a keyboard player who took care of strings, horns, and all other instrumentation with the somewhat disorienting press of a key, and the super-animated Abe Loboriel Jr. on the drums (who by all appearances was snatched from a Sublime cover band but has in fact toured with McCartney for 13 years) — each of them singing their asses off, as you can only imagine you would do if given the responsibility of filling in for John Lennon and George Harrison on harmonies that used to make girls literally pass out — Sir Paul led a dialed-in, bombastic rock ‘n’ roll show last night.

And it was a rock ‘n’ roll show, from the show-opener of “Eight Days a Week” to the show-ender (rather, second encore-ender) medley of “Carry That Weight,” “You Never Give Me Your Money,” and “The End,” aka a condensed version of the ending suite from side two of Abbey Road. In between, there was “Paperback Writer,” with McCartney playing the same guitar he used on the original record (one of at least a dozen he played over the course of the night). There was “All My Lovin’,” there was “Lady Madonna.” There was a story about Jimi Hendrix learning Sgt. Pepper’s within two days after it was released in 1967, but using so much whammy bar on it when he played in London that his guitar was then miserably out of tune, and he had to ask Eric Clapton, who was in the crowd, to come tune it for him.

There was “Eleanor Rigby” and “Being for the Benefit of Mr. Kite,” and “I Saw Her Standing There,” and “Yesterday,” and “Back In the USSR,” and a stadium full of gleeful adults who pay their taxes and run large companies and get the senior discount at the movies singing their faces off to “Ob-La-Di, Ob-La-Da” and the Look at meeeee part of “All Together Now.” (“One of my most serious compositions,” McCartney allowed at that one’s conclusion). There was a ukulele-led “Something” as a tribute to George Harrison. There were unreleased black-and-white photos of the Beatles at Candlestick in 1966 projected behind him as McCartney jumped into the last song they performed that night nearly 50 years ago, “Long Tall Sally.”

He did a handful of Wings songs, prefacing each one with a smirking, self-indulgent “Wings” hand signal. Were they fine? Sure, they were fine. Are they Beatles songs? They are not Beatles songs. They are not “Blackbird,” which he played solo in a spotlight, on top of an elevated portion of the stage (after an introduction that stopped disappointingly short of getting political when he mentioned being inspired by the Civil Rights movement, and terrible things happening “in the Southern part of the United States”). Nor were they “Maybe I’m Amazed,” off his 1970 solo album, which would have sent chills down spines even without the standard “I wrote this for Linda” opening. Songs off the new record (New) played well, with McCartney perched behind a psychedelic rainbow-colored piano: the title track, the jumpy keys-driven “Queenie Eye,” and “Everybody Out There,” from which the “Out There” tour draws its name. Huge-screen videos of Natalie Portman and Johnny Depp signing the lyrics during “My Valentine” were, well, huge-screen videos of Natalie Portman and Johnny Depp. No complaints. 

The highlights, though? You could point to the the fireworks that shot out of the stadium and the five-foot flames that burst forth from the front of the stage on the first chorus of a super-heavy “Live and Let Die” — though I couldn’t help but think it all would have been cooler if they actually began demolition on the park during that song, maybe letting Paul take the first swing of the sledgehammer?

But no. The highlight was — look, this was a pretty awful week to be a person who reads the news. There are awful things happening in Ferguson, Missouri; there are awful images still pouring out of the Middle East; and one of the world’s most reliably uplifting, warm-hearted class clowns decided he didn’t want the job anymore. We want comfort food at times like these. We want things that we know and love to keep on being the way we know and love them.

You know what’s more reassuring than tomato soup and a grilled cheese sandwich? Paul McCartney singing “Hey Jude” to an entire stadium as a campfire lullaby. Couples in their 70s and 80s with their arms around each other, remembering, looking like they don’t mind the cold one bit. The knowledge that the sight and sound of 44,000 humans of all ages all holding their stupid iPhone lights and singing along to a Beatles song nearly involuntarily, because the melodies are in their bodies, because of the way Beatles songs have transcended the pop canon and are now seemingly passed down to children through DNA or the public water supply, apparently has the power to make you feel like maybe humanity isn’t doomed after all.

We needed that this week. And for Candlestick, it was one hell of a one last time.

THEATER Once the image of the highway-bound pioneer, the camper van has been reborn on the plains of the Wild West of arts programming, just off 51st Street in Oakland. It’s been sighted here and there since May, greeted with honking and cheering by fans of the tiny house movement, idle curiosity by idling bystanders, and mild frustration by those anticipating a sidewalk taco or crème brûlée.

Something like the sloped cross-section of a survivalist’s shack, the trail-able cabin, with a pair of wide windows set in its redwood-plank sidewalls, looks modest enough if a little odd. But husband-and-wife artists and Range Studio founders David Szlasa and Katrina Rodabaugh see it as the beginning of a convoy, and endless possibilities.

The idea was born shortly after the couple’s son was born, about three years ago. Szlasa had just left his position as programming director at Z Space to pursue life as a stay-at-home artist and dad, and was quickly finding room to work at more of a premium than ever. Already a fan of the tiny house movement, he applied to the Center for Cultural Innovation for a material-support grant, with the idea of building a small studio in the parking space beside his house.

“In the process of designing it and talking to people about what it would take, a lot more people became interested in it,” recalls Szlasa. “I started thinking more broadly that this is a significant need across the Bay Area and, after talking to people outside the Bay Area, a significant need all around.”

One of the needs he had hit on was a way of leveraging project-based support to artists for capital improvements that they could get further use out of.

“We as artists get in this pattern of raising money to do this show or do that show,” he explains. “This was re-thinking that and reapplying those funds to something that could give and keep giving. So with that I began to see the bigger opportunities in it, and pretty quickly realized this would be a prototype and model for a larger effort.”

Having built it over the course of about six months beginning last December — with crucial help from a few friends with specialized skills — Szlasa is now tooling around with his new mobile artist studio, hitched to the back of his old white pickup, in the hope of attracting support for the larger venture. Formalized as the Range Studio project, and co-directed with Rodabaugh, the former program director of artists resources at Intersection for the Arts, the idea is to replicate the prototype, christened Studio 1, and create a small fleet of deliverable art spaces and platforms that can be used individually, in tandem, or in remote coordination across a wide geographical area as a scalable artist residency program. Made of reclaimed and sustainable materials and entirely solar powered, the flatbed studio offers arts makers and programmers a real-world solution to the increasingly challenging problem of space in the Bay Area’s punishing real estate market, while embracing an ethic of conserving and maximizing material resources.

“And it’s all working!” says Szlasa, still a little surprised by the whole thing.

Studio 1 makes its formal debut this week as part of Yerba Buena Center for the Arts’ Bay Area Now 7 exhibition, which this year assumes an art fair format to showcase a wide range of practices and strategies among the Bay Area’s small to mid-size visual arts organizations. Parked outside YBCA’s downtown edifice, Studio 1 will house a series of micro residencies — with its guest artists on display to, and in various degrees of contact with, the general public. Artists-in-residence temporarily ensconced in the tech’d out trailer include Aaron Landsman (co-creator of last week’s City Council Meeting at Z Space); Dohee Lee; YBCA’s own Marc Bamuthi Joseph; and Keith Hennessy.

It promises to be almost as much of a spectacle as anything an artist inside might be working on. And Szlasa (who’ll be editing video there himself ahead of the Coup’s Shadowbox at YBCA on Aug. 16) readily admits, “It’ll be a hard day’s work to stay focused in there.” Still, with the amenities and accessibility Studio 1 offers, not to mention the spur to the imagination, it’s fair to assume its maker-residents will be happy campers. *

NUDE BEACHES 2014 Well, it’s been 40 years since I turned over on my side and asked a totally naked woman at Red Rock nude beach, near Stinson Beach, if she knew of any other clothing-optional beaches in Northern California.

Don’t worry, she didn’t slap me. Jane and I were on our third date — we’d met at a bus stop in downtown Berkeley — which she had casually suggested take place at the beach. “Sure, where’d you like to go?” I asked. “How about Red Rock?” she replied. “Red Rock?” I asked. “I’ve never heard of it.” “It’s a nude beach,” responded Jane.

I didn’t want to sound like a wuss, so, I immediately agreed — and about an hour later, we were walking down a long, moderately steep trail that led us to a beautiful cove. When we arrived, I couldn’t believe what I saw: dozens of people clothed only in their birthday suits. They acted as if being stark naked was no big deal. And so did Jane. She threw down a towel, immediately stripped down, and asked if I would put some sun tan lotion on her back. 

It was a beautiful summer day. People were enjoying themselves. Some were reading, while others were sunning, walking, wading in the chilly but invigorating surf, playing Frisbee, or socializing with friends. Pretty soon, I took off my swimsuit too. Around 30 minutes later, when my eyeballs began to recede back into their sockets, I started wondering how many other nude beaches were in the Bay Area. Jane knew of a half dozen and suggested I speak with her roommates. “They probably know about four or five more,” she said.

And that’s how the annual Bay Guardian Nude Beach Guide was born. From covering a dozen or so beaches, lakes, ponds, skinny-dipping holes, and other clothing-optional spots in 1975, we’ve soared to 130 today, when you include our complete online listings. They include places where you can camp nude (North Garberville, in Humboldt County), take off your clothes at a waterfall (Alamere Falls, near Bolinas), soak in hot springs (Sykes, near Big Sur, and Steep Ravine, in Marin County), play bare-bottom volleyball (San Francisco’s North Baker Beach), or sunbathe naked at a state park (Gray Whale Cove, in San Mateo County).

Who knows, maybe someday we’ll be able to get everything from sundaes to massages on a nude beach, like those offered at sprawling Haulover Nude Beach, just north of Miami, Fla., which I checked out in June. It draws up to 7,000 visitors a day. The site is part of a park that also has a non-nude beach and even a separate dog play area.

In the meantime, we’ve got plenty of clothing-optional recreation choices right here, especially with the reopening of the nude section of Muir Beach, which, along with the main part of the beach, was closed most of last summer and part of the fall. Want to hike naked through the East Bay hills, guided by a member of the Bay Area Naturists group? America’s only “Full Moon Hikes” will continue this season with a walk starting in Castro Valley on Aug. 10 (see our listing below for Las Trampas under Contra Costa County for details). In Lake Tahoe, at Secret Harbor Creek Beach (also in the Internet version of our guide), you can take part in an “only wear a hat” day Aug. 17. And on Sept. 20, fans of Santa Cruz’s popular Bonny Doon Beach will be getting together to help remove trash from the sand.

SAN FRANCISCO

NORTH BAKER BEACH, SAN FRANCISCO

RATING: A

Complete with nude volleyball that’s open to anyone, driftwood “art trees” (last year’s was called Sea Hag), and occasional live music performed by beachgoers — mostly guitar and drums — almost anything goes on the north end of Baker, where the atmosphere is playful and increasingly social. Over the winter, storms washed away a chunk of the sand (which is starting to return) and all the wooden objects. But Baker’s regular visitors, led by the local street fair organizer who prefers to be called Santosh, have erected a new tree. If you join in a game on the sand, don’t expect the rules to necessarily be the same ones you followed as a kid. For example, it’s considered fair and in play if a ball touches one of the site’s driftwood poles. Of course, you don’t need to do anything at Baker — it’s a great place to relax and be yourself. Or you could go exploring! For a treat, wait until low tide and try finding the beach’s “secret” tidepools by walking around the big rocks at the far north side of the beach. One thing that’s not tolerated at Baker: gawkers. “People let them know we don’t like it,” says Santosh. “We want to keep things mellow.”

Directions: Take the 29 Sunset bus or go north on 25th Avenue to Lincoln Boulevard. Turn right and take the second left onto Bowley Street. Follow Bowley to Gibson Road, turn right, and follow Gibson to the east parking lot. At the beach, head right to the nude area, which starts at the brown and yellow “Hazardous surf, undertow, swim at your own risk” sign. Some motorcycles in the lot have been vandalized, possibly by car owners angered by bikers parking in car spaces; to avoid trouble, motorcyclists should park in the motorcycle area near the cyclone fence. Parking at Lincoln’s 100 or more nearby parking spaces is limited to two hours.

 

LANDS END BEACH, SAN FRANCISCO

RATING: A

Want to star in your own picture-perfect postcard? Lands End’s lovely vistas are just the start of an outing you may wish to call Swim Suit’s End. Law enforcers seldom visit the cove off Geary Boulevard, where some visitors doff their togs, often to the surprise of tourists who walk down the beach path, hoping for some good photo opportunities. The site is super small, so on summer weekends, try to stake out a claim to some towel space by late morning. For the best sand, use one of the unoccupied rock-lined windbreaks traditionally made by previous visitors or look for a dab of soft soil further away from the beach entrance. Bring a sweatshirt for sudden fog or wind.

Directions: Follow Geary Boulevard to the end, then park in the dirt lot up the road from the Cliff House. Take the trail at the far end of the lot. About 100 yards past a bench and some trash cans, the path narrows and bends, then rises and falls, eventually becoming the width of a road. Don’t take the road to the right, which leads to a golf course. Just past another bench, as the trail turns right, go left toward a group of dead trees where you will see a stairway and a “Dogs must be leashed” sign. Descend and head left to another stairway, which leads to a 100-foot walk to the cove. Or, instead, take the service road below the El Camino del Mar parking lot 1/4 mile until you reach a bench, then follow the trail there. It’s eroded in a few places. At the end, you’ll have to scramble over some rocks. Turn left (west) and walk until you find a good place to put down your towel.

 

GOLDEN GATE BRIDGE BEACH, SAN FRANCISCO

RATING: A

On hot summer days, Golden Gate Bridge Beach’s mix of rocks and sand swarms with dozens or even hundreds of gay males. You can also find others here too, either sunbathing or enjoying dips in the usually cold surf. If you’re brave enough to swim here, please use caution: the area’s known for its riptides. Three side-by-side coves line the somewhat rocky shoreline, so if you want to do a little exploring, feel free. And don’t forget to look up and soak in a view of the glistening edifice for which the beach is named.

Directions: From the toll booth area of Highway 101/1, take Lincoln Boulevard west about a half mile to Langdon Court. Turn right (west) on Langdon and look for space in the parking lots, across Lincoln from Fort Winfield Scott. Park and then take the beach trail, starting just west of the end of Langdon, down its more than 200 steps to Golden Gate Bridge Beach, also known as Marshall’s Beach. Despite recent improvements, the trail to the beach can still be slippery, especially in the spring and winter.

 

FORT FUNSTON BEACH, SAN FRANCISCO

RATING: C

Barely a bare beach, we include “Fort Fun,” as some naturists call it, in our listings because a few diehard suitless sunbathers can occasionally be found on the shore, hidden between some of the dunes. You’ll likely be busted or given a warning, though, if a ranger spots your naked body or if somebody uses their cell phone to call in a complaint. Weekdays are the best times to avoid hassles from authorities, but you should still be prepared to suit up fast. Did we mention the dogs? If you like them, then be prepared for a nice bonus: The cliffs above the beach attract a never-ending parade of pooches and their human companions.

Directions: From San Francisco, go west to Ocean Beach, then south on the Great Highway. After Sloat Boulevard, the road heads uphill. From there, curve right onto Skyline Boulevard, go past one stoplight, and look for signs for Funston on the right. Turn into the public lot and find a space near the west side. At the southwest end, take the sandy steps to the beach, turn right, and walk to the dunes. Find a spot as far as possible from the parking lot.

 

CONTRA COSTA COUNTY

LAS TRAMPAS REGIONAL WILDERNESS, CASTRO VALLEY

RATING: C

Have you ever been on a naked hike — at night? Now’s your chance to sign something off your Bucket List that you probably never knew should be on it: taking a guided walk by the light of the silvery moon — and your flashlight — along a somewhat challenging, but, participants say, “doable” East Bay ridge just after sunset and then returning for a dip in the hot tub of the Sequoians Naturist Club, in Castro Valley. These “Full Moon Hikes” usually take place in July, August, and September (next one is Aug. 10) with a potluck held at the club before Dave Smith, of the Bay Area Naturists group, takes fully clothed walkers up a trail just as darkness begins to fall. When the moon rises, the hikers come back down the path — usually naked, with their duds stored in their backpacks, after what some trekkers describe as an epic, almost spiritual adventure.

Directions: Contact the Sequoians (www.sequoians.com) or the Bay Area Naturists (www.bayareanaturists.org) for details on how to join a walk. Meet at the Sequoians. To get there, take Highway 580 east to the Crow Canyon Road exit. Or follow 580 west to the first Castro Valley off-ramp. Take Crow Canyon Road toward San Ramon 0.75 mile to Cull Canyon Road. Then follow Cull Canyon Road around 6.5 miles to the end of the paved road. Take the dirt road on the right until the “Y” in the road and keep left. Shortly after, you’ll see The Sequoians sign. Proceed ahead for about another 0.75 mile to The Sequoians front gate.

 

SAN MATEO COUNTY

DEVIL’S SLIDE, MONTARA

RATING: A

A state park that tolerates nude sunbathing? It’s not officially designated that way, but officials in charge of Gray Whale Cove remain steadfast in their toleration of nudies, some of whom have been coming here for decades, as long as complaints are not received. Even if phoned-in objections were received, it’s doubtful whether rangers, who are seldom present, could reach the sand in time to catch an offender. Over the last few years, GWC, more commonly known as Devil’s Slide, has been attracting so many visitors to its 100-yard long seashore that park staff recently added a second parking lot. But only one in every two or three dozen people go nude on the north end of the stunning shoreline, which draws tourists from around the world. You’ll usually find plenty of space here, even on a hot summer day.

Directions: Driving from San Francisco, take Highway 1 south through Pacifica. Three miles south of the Denny’s restaurant in Linda Mar, at 500 Linda Mar Blvd., Pacifica, and just past and south of the Tom Lantos Tunnels, turn left (inland or east) on an unmarked road, which takes you to the beach’s parking lots on the east and west sides of the highway and to a 146-step staircase that leads to the sand. Coming from the south on Highway 1, look for a road on the right (east), 1.2 miles north of the old Chart House restaurant in Montara. Most naturists use the north end of the beach, which is separated by rocks from the rest of the shore. Wait until low tide to make the crossing to the nude area. Otherwise, you may face waves crashing against you, which could cause you to slip and lose your footing.

 

SAN GREGORIO NUDE BEACH, SAN GREGORIO

RATING: A

Nearly 50 years old, the USA’s longest-operating clothing optional beach is located next to, but remains distinctly different from San Gregorio State Beach. For a view of conditions, check out its web cam at www.freewebs.com/sangregoriobeach. Skinny-dippers started flocking here by 1966 after a “Committee For Free Beaches” was formed by a San Francisco State College student who, along with a few pals, distributed fliers at colleges in the San Francisco Bay Area announcing the start of a “free beach,” as they called it. Soon, up to 500 persons were showing up on the sand on weekends. A court case to try to stop the venture failed, but that hasn’t stopped the private operation from remaining controversial. The main rub: Not everyone likes the driftwood structures on the slope leading down to the beach (a T-shirt hanging from a pole means the site is occupied), where open sex often occurs. Catering to mostly gay visitors, both nude and nonnude straight couples, singles, and families also visit the huge beach.

Directions: From San Francisco, drive south on Highway 1, past Half Moon Bay, and, between mileposts 18 and 19, look on the right side of the road for telephone call box number SM 001 0195, at the intersection of Highway 1 and Stage Road, and near an iron gate with trees on either side. From there, expect a drive of 1.1 miles to the entrance. At the Junction 84 highway sign, the beach’s driveway is just .1 mile away. Turn into a gravel driveway, passing through the iron gate mentioned above, which says 119429 on the gatepost. Drive past a grassy field to the parking lot, where you’ll be asked to pay an entrance fee. Take the long path from the lot to the sand; everything north of the trail’s end is clothing-optional (families and swimsuit-using visitors tend to stay on the south end of the beach). The beach is also accessible from the San Gregorio State Beach parking area to the south; from there, hike about a half-mile north. Take the dirt road past the big white gate with the Toll Road sign to the parking lot.

 

SANTA CRUZ COUNTY

GARDEN OF EDEN, FELTON

RATING: C

Nude spelled backwards is Edun, so it’s little wonder that California’s Garden of Eden would attract scads of clothing-optional users. It’s located on the San Lorenzo River between San Jose and Santa Cruz. Nudity is technically illegal in Henry Cowell Redwoods State Park, where this creekside skinnydipper’s delight is nestled. Not everyone likes the nudists, who often shock the many swimsuit-wearing visitors who like to take a dip here on hot days. Other bummers include slippery, poison oak-lined trails and surprise visits by rangers. To discover your own personal Eden and several other nude swimming holes, as you drive north along Highway 9 near Fulton look for cars pulled over on the side of the road. Directions: From Santa Cruz, drive north on Highway 9 and look for turnouts on the right side of the road, where cars are pulled over. The first, a wide turnout with a tree in the middle, is just north of Santa Cruz. Rincon Fire Trail starts about where the tree is, according to reader Robert Carlsen, of Sacramento. The many forks in the trail all lead to the river, down toward Big Rock Hole and Frisbee Beach; Carlsen says the best area off this turnout can be reached by bearing left until the end of the trail. Farther up the highway, 1.3 miles south of the park entrance, is the second and bigger pullout, called the Ox Trail Turnout, leading to Garden of Eden. Park in the turnout and follow the dirt fire road downhill and across some railroad tracks. Head south, following the tracks, for around 0.5 miles. Look for a “Pack Your Trash” sign with park rules and hours and then proceed down the Eden Trail. Or, about three miles south of the park entrance, look for a dirt parking lot, park there, and take the path from there to some beaches that attract fewer people than the Garden.

 

BONNY DOON NUDE BEACH, BONNY DOON

RATING: A

Fans of this beautiful cove were pleased to learn last year that state officials plan to allow nudity, unless there are complaints, to continue on the north end of the beach, despite warning signs that were erected but taken down just a few weeks later. A big rock separates the clothing-optional side of the shore from the area traditionally used by families and other clothed visitors to the south. While some visitors joke on social media message boards about the increase in gray-haired beachgoers on the sand (a Redwood City woman recently told Yelp the beach needs “some hot dudes” and a female from San Jose compared the women there to those on the “Golden Girls” tv show), others have posted more serious remarks about the gawkers and rude males who occasionally show up. Most visitors, though, relish the tranquil, almost idyllic atmosphere they encounter. Directions: From San Francisco, go south on Highway 1 to the Bonny Doon parking lot at milepost 27.6 on the west side of the road, 2.4 miles north of Red, White, and Blue Beach, and some 11 miles north of Santa Cruz. From Santa Cruz, head north on Highway 1 until you see Bonny Doon Road, which veers off sharply to the right just south of Davenport. The beach is just off the intersection. Park in the paved lot to the west of Highway 1; don’t park on Bonny Doon Road or the shoulder of Highway 1. If the lot is full, drive north on Highway 1, park at the next beach lot, and walk back to the first lot. Or take Santa Cruz Metro Transit District bus route 40 to the lot; it leaves the Metro Center three times a day on Saturdays and takes about 20 minutes. To get to the beach, climb the berm next to the railroad tracks adjacent to the Bonny Doon lot, cross the tracks, descend, and take a recently improved, sign-marked trail to the sand. Walk north past most of the beach to the nude cove on the north end. Alternately, Dusty suggests parking as far north as possible, taking the northern entrance, and, with good shoes, following a “rocky and steep” — and less desirable — walk down to the sand. It can be slippery, so wear good shoes.

 

PANTHER BEACH, SANTA CRUZ

“This is my all time favorite spot,” reported a Redwood City resident after a visit this April. This “is (also) a nude beach,” added Taylen, on Yelp, who’s even seen naked people fishing at this modestly sized but gorgeous beach, some 10 miles north of Santa Cruz. Bring a beach umbrella, a windbreaker in case the weather changes, and sturdy walking shoes for the path to the sand. Pick from such activities as reading, sunbathing, rock climbing, swimming, exploring the shore, picnicking, birding, whale watching, or doing absolutely nothing at all.

Directions: Panther Beach is between mileposts 26.86 and 26.4 on Highway 1, some 10.6 miles north of the junction of Highway 1 and 17 in Santa Cruz and 40.7 miles south of the intersection of Highways 1 and 92 in Half Moon Bay. Drive slowly so you can make a sharp right turn onto a small dirt road on the west side of the highway, which is difficult to see when approaching from the north. The road leads to a rutted parking area that lies on a ridge between the highway and some railroad tracks. From the north end of the lot, cross the tracks and, while watching for poison oak, follow the steep, sloping, somewhat crumbly path about five minutes to the sand. Visitors this season suggest holding onto rocks or ledges along the trail’s more slippery spots for extra support.

 

2222 BEACH, SANTA CRUZ

RATING: A

Delightful but difficult to reach, 2222 takes its name from the address of the nearest house on West Cliff Drive, just north of Santa Cruz’s popular wharf and Boardwalk areas. It’s also one of the smallest clothing-optional beaches. You’ll be lucky to encounter more than a half dozen persons in the cove — often you’ll be alone — which mainly attracts nearby residents and local college students. A bonus is that walkers on the road above can’t see the beach from there. Yup, a visit here is like having your own private nude beach, unless you count the juggler who likes to practice on the sand. But the beach path is only suitable for people who are agile enough to handle a scary-looking, very steep slope. Leave children and anything that doesn’t fit in a backpack at home.

Directions: The beach is a few blocks west of Natural Bridges State Beach and about 2.5 miles north of the Santa Cruz Boardwalk. From either north or south of Santa Cruz, take Highway 1 to Swift Street. Drive .8 miles to the sea, then turn right on West Cliff Drive. 2222 is five blocks away. Past Auburn Avenue, look for 2222 West Cliff on the inland side of the street. Park in the pullout with eight parking spaces next to the cliff, on the west side of the road. If it’s full, continue straight and park along Chico Avenue. Bay Area Naturists leader Rich Pasco suggests visitors use care and then follow the path on the side of the beach closest to downtown Santa Cruz and the Municipal Wharf.

 

PRIVATES BEACH, SANTA CRUZ

RATING: A

One of Northern California’s best nude beaches, Privates (yes that’s the name) gets almost a unanimous thumbs up from visitors for its clean sand, shelter from the wind, and friendly vibes. New this year: During the summer, the gate to the beach is only open until 7 or 8pm. And dogs are no longer always allowed: They’re banned on weekends 10am-5pm and must always be leashed. Most users pay a fee of $50–$100 (depending on if you live in the neighborhood) to buy a gate key that allows entrance, past a security guard at the top of the beach stairs, through May 31. But we list three ways to go for free below under “Directions.” Nudists, families, and local residents love the cove, which is divided into two parts — clad and unclad. Surfers, in particular, can be found by the dozens on the sand or paddling out. Want to play nude Frisbee? At the end of the staircase to the sand, turn left and keep walking until you come to the clothing-optional area.

Directions: 1) Some visitors walk north from Capitola Pier in low tide (not a good idea since at least four people have needed to be rescued). 2) Others reach it in low tide via the stairs at the end of 41st Avenue, which lead to a surf spot called the Hook at the south end of a rocky shore known as Pleasure Point. 3) Surfers paddle on boards for a few minutes to Privates from Capitola or the Hook. 4) Most visitors buy a key to the beach gate for $100 a year at Freeline (821 41st Ave., Santa Cruz, 831-476-2950) 1.5 blocks west of the beach. Others go with someone with a key or wait outside the gate until a person with a key goes in, provided a security guard is not present (they often are there). “Most people will gladly hold the gate open for someone behind them whose hands are full,” says Bay Area Naturists leader Rich Pasco. The nude zone starts to the left of the bottom of the stairs.

 

MARIN COUNTY

BASS LAKE, BOLINAS

RATING: B

Although it is not visited by as many nudists as a decade ago, skinny-dippers still inspire some visitors in what’s usually a mostly clothed crowd to join in the fun at Bass Lake, which true to its name, has lots of bass. Natalie, of San Francisco, described a day here as “unreal” on Yelp last summer. “The hike is super mellow.” She brought floaters, but found others left in the water. Another summer visitor, Julia, borrowed floaties from some women at the site. “It was so relaxing,” she says. San Leandro’s Dave Smith, who usually even walks naked to the lake — expect a nearly hourlong, fairly easy, 2.8 mile hike — says he “loves” spending time in Bass’ clear, refreshing waters. Rangers once halted and ticketed a clad man who had an unleashed dog, but let a group of nude walkers continue. On hot days the trailhead’s parking lot fills quickly, so come early — by 9:30 a.m., according to Steve, of Newark, who used the trail this June, or possibly as late as 10:30 a.m., reported by another June visitor, Addi, of El Cerrito.

Directions: Allow about an hour for the drive from San Francisco’s Golden Gate Bridge. From Stinson Beach, go north on Highway 1. Just north of Bolinas Lagoon, turn left on the often-unmarked exit to Bolinas. Follow the road as it curves along the lagoon and eventually ends at Olema-Bolinas Road. Continue along Olema-Bolinas Road to the stop sign at Mesa Road. Turn right on Mesa and drive four miles until it becomes a gravel road and ends at the Palomarin parking lot. Arrive as early as possible. Says Smith: “We once saw hundreds of cars.” A sign at the trailhead next to the lot will guide you down scenic Palomarin Trail to the lake. RED ROCK BEACH, STINSTON BEACH

RATING: A

The Bay Area’s most popular nude beach is in good shape this year. “It’s in great condition,” says frequent visitor Fred Jaggi. “Winter storms didn’t knock down the terraces (above the beach). And the sand is really nice this season.” Warmer than usual weather has been sending crowds of up to 100 persons to the picturesque cove, up from 80 last year, but about the same number as 2012. If you arrive too late in the day to find space on the sand, try visiting on a Monday to join a small group of regular visitors for what they call “Club Day.” If possible, bring a folding beach chair. Save about 10-15 minutes to take a moderately steep but three-to-five-foot-wide trail to the beach, which is usually kept in great shape by volunteers. Even so, the last few feet of the path may sometimes be a bit slippery.

Directions: Go north on Highway 1 from Mill Valley, following the signs to Stinson Beach. At the long line of mailboxes next to the Muir Beach cutoff point, start checking your odometer. Look for a dirt lot full of cars to the left (west) of the highway 5.6 miles north of Muir and a smaller one on east side of the road. The lots are at milepost 11.3, one mile south of Stinson Beach. Limited parking is also available 150 yards to the south on the west side of Highway 1. Or from Mill Valley, take the West Marin/Bolinas Stage toward Stinson Beach and Bolinas. Get off at the intersection of Panoramic Highway and Highway 1. Then walk south 0.6 mile to the Red Rock lots. Take the path to the beach that starts near the Dumpster next to the main parking lot.

 

MUIR NUDE BEACH, MUIR BEACH

RATING: A

After being closed to the public most of last summer and fall, Muir Beach has reopened with improvements galore, including a relocated parking lot (it’s now parallel with the beach road, called Pacific Way), new restrooms, and a new, 400-foot long walkway to the sand. Most important of all, access to the gorgeous, clothing-optional cove just north of the main beach has also been reopened. “The walk takes a little longer,” says recent visitor Michael Velkoff, of Lucas Valley. “But the beach was fine.” Known for its peace and quiet, Muir is a less social beach than nearby Red Rock. It’s also less crowded (even on warm summer days, you’re more apt to see 30-40 people instead of hundreds) and far easier to reach, without any trail to take or any poison oak to ruin your day: You park at the main Muir lot, walk north along the water, cross over some rocks (in very low tide, try to cross closer to the water), and you’re there. Women, in particular, seem to like the vibes of Muir, which attracts fewer gawkers — often none — than most sites.

Directions: From San Francisco, take Highway 1 north to Muir Beach, to milepost 5.7. Turn left on Pacific Way and park in the Muir lot (to avoid tickets, don’t park on Pacific, even if other vehicles are parked there). Or park on the street off Highway 1 across from Pacific and about 100 yards north. From the Muir lot, follow a path and boardwalk to the sand. Then walk north to a pile of rocks between the cliffs and the sea. You’ll need good hiking or walking shoes to cross; in very low tide, try to cross closer to the water. The nude area starts north of it.

 

RCA BEACH, BOLINAS

RATING: A

Are you looking for a place to restore your sanity and recharge you from the stress of everyday life? Then you may want to visit RCA Beach, which is never crowded and averages just 5-20 visitors per day. Plus they’re usually spread out along the milelong shoreline, which gives the site an almost deserted feeling. “It’s a quiet place,” says one regular user. “And most people there are nude.” The site is somewhat exposed, so some regulars usually look for sunbathing nooks that are a little protected from the wind or even build windbreaks from driftwood they find on the sand. There are two beach trails from which to pick: one that’s long and steep or a shorter path that’s less steep but crumbling and slippery.

Directions: From Stinson Beach, take Highway 1 (Shoreline Highway) north toward Calle Del Mar for 4.5 miles. Turn left onto Olema Bolinas Road and follow it 1.8 miles to Mesa Road in Bolinas. Turn right and stay on Mesa until you see cars parked past some old transmission towers. Park and walk 0.25 miles to the end of the pavement. Go left through the gap in the fence. The trail leads to a gravel road. Follow it until you see a path on your right, leading through a gate. Take it along the cliff top until it veers down to the beach. Or continue along Mesa until you come to a grove of eucalyptus trees. Enter through the gate here, then hike 0.5 miles through a cow pasture on a path that will also bring you through thick brush. The second route is slippery and eroding, but less steep. “It’s shorter, but toward the end there’s a rope for you to hold onto going down the cliff,” tells the veteran visitor.

 

LIMANTOUR BEACH, OLEMA

Want to know a secret about Point Reyes National Seashore? Rangers usually won’t issue citations for nude sunbathing unless you’re close to a clothed visitor or someone complains. “You shouldn’t rip your clothes off right after you’ve left your car and then walk nude through a picnic area on the way to the beach,” former Point Reyes district Ranger Marc Yeston told us. “Usually, nobody hassles you,” says Marin County resident Michael Velkoff. “I knew it was going to be hot, so I went to Limantour. It’s a really mellow place. I just love the open space.” The more than two miles of shoreline are perfect for walking, birding, or whale and seal-watching. Dogs are okay on the south end of the beach. Naturists suggest walking at least 10 minutes away from the parking lot and more than 300 feet away from fellow beachgoers before even considering disrobing. Others prefer the sand dunes on the north side.

Directions: From San Francisco, take Highway 101 north to the Sir Francis Drake Boulevard exit, then follow Sir Francis through San Anselmo and Lagunitas to Olema. At the intersection with Highway 1, turn right onto 1. Just north of Olema, go left on Bear Valley Road. A mile after the turnoff for the Bear Valley Visitor Center, turn left (at the Limantour Beach sign) on Limantour Road and follow it 11 miles to the parking lot at the end. Walk north a half-mile until you see some dunes about 50 yards east of the shore. Nudists usually prefer the valleys between the dunes for sunbathing.

 

MENDOCINO COUNTY

LILIES BEACH, MENDOCINO

RATING: A

If you’re visiting the town of Mendocino, a stopover at Lilies can be a real treat. Even with lower water than usual this year, the clothing-optional swimming hole here is simply delightful. “I like it because it keeps getting sunlight late into the day and has a nice gravel sand bar,” says Jeanne Coleman, education director of the Mendocino Woodlands Camp Association, which offers great group camping facilities just a few minutes from this Big River treasure. Best times to visit are summer or early fall. Even when it’s foggy in downtown Mendo, temperatures may be in the 80s at Lilies, where there’s usually a mix of men and women and up to 50 percent of them nude. “I often see people stop off who have been mountain biking,” adds Coleman.

Directions: Take Highway 1 north to Mendocino, then turn right on Little Lake Road, the first right turn past the main Mendocino turnoff sign. Drive four or five miles east on Little Lake until you see a sign for Mendocino Woodlands. Follow the dirt road that starts there for about three miles. When you see the Woodlands retreat, go right about 0.3 miles, until the dirt road ends next to Big River. Park just off the road, where you see other cars pulled over. Follow the trail that begins there a quarter mile to the beach. Or, to save 1.5 miles, from Mendocino drive 3.5 miles east on Little Lake until you spot a dirt road with a yellow Forest Service gate. Follow the road to a second yellow gate. Just past the gate, at the juncture of several roads, turn right and take the dirt road to the parking area. The walk from the Woodlands only takes about 20 minutes.

 

HUMBOLDT COUNTY

NORTH GARBERVILLE NUDE BEACH, GARBERVILLE

RATING: C

A nude beach where you can camp near a river or enjoy an afternoon of reading, tanning or swimming? Just five miles from Garberville, off Highway 101 at Exit 645 (Avenue Of The Giants), there’s a beach on the south fork of the Eel River that’s so secluded some visitors stay overnight. Its existence was kept secret by users until we unveiled directions to it in 2011. “It’s an awesome place,” says a recent visitor. “This sandy beach has become a local hangout.” “The beach is excellent for tents,” says reader Dave. “It’s really private and fun.” Nestled among some shade trees, the beach can’t be seen from the road. Some visitors bring tubes or floaties. The skinny-dipping hole measures about 100 feet across, with both deep and shallow swimming areas.

Directions: Go north on Highway 101. About five miles north of Garberville, take Exit 645 (Avenue Of The Giants), turn left, and head south a half mile on the river frontage road there to the spot mentioned below. Or from the north, take Highway 101 south to Exit 645. Take the exit to Hooker Creek Road and continue straight for about 100 feet, where you will see the frontage/service road. You can only go one way onto the service road. Follow it in front of the old Sylvandale Gardens store less than a half mile south along the river. Then park at the orange arrow on the pavement or where you see cars pulled over along the street. Look for a path there (recently marked by a rainbow streamer) and follow it as it curves to the right and takes you about 30 yards to the beach. BART Director James Fang is San Francisco’s only elected official who is a registered Republican, yet over the last 24 years, he has somehow managed to easily win election after election in a city dominated by the Democratic Party, often with the endorsements of top Democrats.

But this year, Fang is facing a strong and well-funded challenge from investor and former solar company entrepreneur Nicholas Josefowitz, a Harvard graduate in his early 30s. Thanks in part to support from the tech community — Lyft cofounder Logan Green is one of several prominent figures in tech to host fundraisers for him, according to Re/Code — Josefowitz has managed to amass a campaign war chest of about $150,000.

Josefowitz has also secured some key political endorsements, including from Sups. John Avalos, Eric Mar, and Scott Wiener, BART Director Tom Radulovich, former SF Mayor Art Agnos, and the Sierra Club.

After Josefowitz sold his solar company, RenGen, almost two years ago, “I got more and more involved in sustainable community advocacy,” he told us. “Then the BART strike happened and I was like, wow, this shouldn’t be happening.”

Josefowitz cited BART’s history of worker safety violations, last year’s unnecessarily divisive labor contract negotiations, the district’s massive deferred maintenance budget, property devoted to parking lots that could be put to better uses (he sees potential there for real-estate development), corrupt cronyism in its contracting, and lack of cooperation with other transit agencies as problems that urgently need correcting.

Fang is being challenged by well-funded Democratic newcomer Nicholas Josefowitz.

“BART does a terrible job at coordinating with other transit agencies,” Josefowitz told us, arguing the transit connections should be timed and seamless. “James has been there for 24 years, and if he was going to be the right guy to fix it, then he would have done it by now.”

But perhaps Josefowitz’s strongest argument is that as a Republican in liberal San Francisco, Fang’s values are out-of-step with those of voters. “Why is someone still a Republican today? … He’s a Republican and he’s a Republican in 2014, with everything that means,” Josefowitz told us. “He hasn’t been looking out for San Francisco and he’s out of touch with San Francisco values.”

We asked Fang why he’s a Republican. After saying it shouldn’t matter as far as the nonpartisan BART board race is concerned, he told us that when he was in college, he and his friends registered Republican so they could vote for John Anderson in the primary election.

“Some people feel the expedient thing for me to is switch parties,” Fang said, but “I think it’s a loyalty thing. If you keep changing … what kind of message does that send to people?”

Fang said he thought the focus ought to be on his track record, not his political affiliation. It shouldn’t matter “if it’s a black cat or a white cat, as long as it catches mice,” he said. He pointed to programs such as seismic upgrades, completing the BART to the airport project, and instituting a small-business preference for BART contractors as evidence of his strong track record. “I’m a native San Franciscan — I’ve gone through all the public schools,” Fang added. “It’s very important to get people from a San Francisco perspective and San Francisco values.”

Josefowitz supporters say he has perhaps the best shot ever at defeating Fang, largely because of his prodigious fundraising and aggressive outreach efforts on the campaign trail. “He is doing all the things that someone should do to win the race,” Radulovich, San Francisco’s other longtime elected representative on the BART board, told us. “There’s a lot of unhappiness with BART these days.”

But in an interesting political twist, Fang has the endorsement of Service Employees International Union Local 1021, a champion of many progressive causes in San Francisco, after he walked the picket line with striking BART employees last year and opposed the district’s decision to hire a high-priced, union-busting labor consultant.

“It’s a priority for us to elect Fang,” SEIU 1021 organizer Gabriel Haaland told us. “When we needed him on the strike, he walked our picket line.”

SEIU Political Chair Alysabeth Alexander sounded a similar note. “In the middle of one of the most important and highest-profile labor fights in the nation, when two workers had to die to prove that safety issues were the heart of the struggle, Fang was the only board member who took a position for safety,” she said. “Every other member shut out the workers and refused to acknowledge that serious safety issues put workers lives at risk every day. If more BART Board members has the courage of Fang, two workers would be alive today.”

BART got a series of public black eyes last year when its contract standoff with its employees resulted in two labor strikes that snarled traffic and angered the public. Then two BART employees were killed by a train operated by an unqualified manager being trained to deliver limited service to break the strike, a tragedy that highlighted longstanding safety deficiencies that the district had long fought with state regulators to avoid correcting. Finally, after that fatal accident helped force an end to the labor standoff, BART officials admitted making an administrative error in the contract that reopened the whole ugly incident.

“One of the things that really opened my eyes in this labor negotiation is that often we get told things by management, and we just assume them to be true,” Fang said, noting that he’d questioned the agency’s plan to run train service during last year’s strike.

Yet Josefowitz said the BART board should be held accountable for the agency’s shortcomings in dealing with its workers. “It starts with having a genuine concern over worker safety issues, and not just at bargaining time,” he said. “If the board had acted early enough, that strike was totally avoidable.”

Indeed, BART’s decisions that led to the tragedy have been heavily criticized by the National Transportation Safety Board, California Division of Occupational Safety and Health, and the California Assembly Committee on Labor and Employment.

Fang also has the support of many top Democrats, including Attorney General Kamala Harris, US Rep. Nancy Pelosi, and former state legislator and current Board of Equalization candidate Fiona Ma, who told us: “I have endorsed one Republican in my political history, and that is James Fang for BART Board.” Noting that Josefowitz “just moved here,” Ma said, “The BART system is one of our jewels, and I don’t think we should elect first-time newcomers in San Francisco to manage it.”

Radulovich said he was mystified by prominent San Francisco politicians’ support for Fang, saying, “In this solidly Democratic town, this elected Republican has the support of these big Democrats — it’s a mystery to me.”

One reason could be Fang’s willingness to use newspapers under his control to support politicians he favors, sometimes in less than ethical ways. Fang is the president of Asian Week and former owner of the San Francisco Examiner, where sources say he shielded from media scrutiny politicians who helped him gain control of the paper, including Willie Brown and Pelosi (see “The untouchables,” 4/30/03).

But political consultant Nicole Derse, who is working on the Josefowitz campaign, told us that she thinks support for Fang among top Democrats is softening this year, noting that US Sen. Dianne Feinstein and state Sen. Mark Leno haven’t endorsed Fang after doing so in previous races.

“[Fang] has longstanding relationships with folks, but Nick is challenging people in this race to stop supporting the Republican,” Derse told us. “It’s now up to the Democratic Party and it’ll be interesting to see what they do.”

She was referring to the San Francisco Democratic County Central Committee, which plans to vote on its endorsements on Aug. 13. While DCCC bylaws prevent the body from endorsing a Republican, Ma and other Fang allies have been lobbying for no endorsement in the race, which would deny Josefowitz a key avenue for getting his name and message out there.

“This is going to be one of the most expensive races in BART’s history. He will kill me on money,” Fang said of Josefowitz. He suggested that his opponent’s candidacy underscores tech’s growing influence in local politics, and urged voters to take a closer look. “People are saying oh, it’s all about Fang. What about this gentleman?” Fang asked. “Nobody’s questioning him at all.”

Derse, for her part, noted the importance of having a well-funded challenge in this nonpartisan race. “It allows him the resources to get his message out there,” she said of Josefowitz. “Most San Franciscans wouldn’t knowingly vote for a Republican.”

Will San Francisco voters give Muni more money to serve a growing population?

Beating up on Muni and the San Francisco Municipal Transportation Agency is a perennial pastime for many San Franciscans, who will be given the opportunity to put their money where their mouths are this November. Will they be willing to give Muni the money it needs to serve its growing ridership, even at the cost of other city programs and priorities?

The Board of Supervisors yesterday [Tues/22] voted narrowly to place Sup. Scott Wiener’s Muni funding measure on the fall ballot. It would increase General Fund contributions to the SFMTA as the city population increase, retroactive back to 2003 when the current rate was set, giving the agency an immediate $20-25 million boost to serve the roughly 85,000 new residents the city has added since then.

“For too long City Hall has been slow to prioritize transit funding,” Wiener said in a press release. “We are a growing city, and we need to take firm steps to ensure that our transportation system keeps up with that growth.  Improving transit reliability and capacity and making our streets safer are key to that goal.”

While everyone says they support Muni — even David Looman, the proponent behind the Restore Transportation Balance initiative that seeks more SFMTA funding for cars, which will also appear on that ballot — Wiener has been the rare strong advocate locally for actually giving the agency more money.

Mayor Ed Lee created a $10 million hole in the SFMTA budget by demanding the repeal of charging for parking meters on Sunday this year, and then he dropped his support for a local increase in the vehicle license fee this year, prompting Wiener to introduce his Muni funding measure, which the mayor would have the authority to terminate if voters approve a VLF increase in 2016.

A $500 million general obligation bond transportation measure backed by Lee and the full Board of Supervisors will also appear on the November ballot, but it will go mostly to cover Muni’s capital needs, not the growing demands on its operating budget.

Wiener’s Muni funding measure yesterday barely got the six votes this charter amendment needed to qualify for the ballot: those of Wiener and Sups. London Breed, David Campos, David Chiu, Malia Cohen, and Jane Kim (Sup. John Avalos was absent).

In recent years, there’s been a rift in the city’s progressive coalition between environmental and transportation activists on one side and affordable housing advocates on the other, who sometimes battle over city funding they see as a zero sum game. So it will be interesting to watch how the politics surrounding this measure shape up going into the fall campaign season.  

Eviction imminent for San Francisco Community Recycler’s Center

This morning (Wed/16), outside the San Francisco Community Recycler’s Center in the parking lot of the Safeway at Church and Market streets, a group of protesters stood in a cluster, chanting: “Cans not condos!”

As the Guardian previously reported, Safeway is in the process of evicting the recycling center, which continued to operate up until yesterday. The San Francisco Sheriff’s Department, which carries out evictions on Wednesdays, had signaled to the center’s operators that they could be forced out anytime after July 16.

That led supporters and volunteers with the San Francisco Coalition on Homelessness to show up at 5:30am in a bid to beat the sheriff there. They stood on the sidewalk outside the recycling center’s locked gate, waving signs.

“We’ll be holding space as long as we can,” Lisa-Marie Altorre, of the Coalition on Homelessness, told the Guardian a little after 7am. Calls to the Sheriff’s Department were not returned, but Altorre said around 12:15 that supporters had received “official word” that the eviction would be going forward, “likely later in the day.”

[UPDATE: Sheriff’s Department deputies showed up at 7am the next morning to enforce the eviction, and the center is now closed.]

Sup. Scott Wiener told the Guardian in an earlier interview that his District 8 constituents had complained about the recycling center’s presence, saying the facility draws too many unruly patrons, who are often homeless. A new condominium development looms over the recycling center from one direction, while a mixed-use condo development with a Whole Foods on the ground floor lies just across the street.

But recycling center operators argue that the eviction will be harmful to patrons, who need the extra money to get by, and that it will erode the city’s environmental goals. There’s also an issue of impacts on surrounding small businesses, which could be required under state law to accept recycling in-store, a burdensome task for smaller retailers, or to pay fees.

“Eliminating community-based recycling has grave impacts on San Francisco, from public safety to huge environmental fails, including moving us away from goals of being Zero Waste in 2020,” said Ed Dunn of the San Francisco Community Recyclers Center. Dunn was previously affiliated with the Haight Ashbury Neighborhood Council Recycling Center, which was evicted from a parking lot in Golden Gate Park. “It is sad to think any elected leader would support a move like this,” Dunn said, “and a corporation like Safeway would get away with turning their back on their corporate civic responsibility to something as vital as recycling.”
