The Budos Band

If you ever hear someone say they find instrumental music boring, all you need to do is point them in the direction of the Budos Band, a 10- to 13-member (depending on the year) Afro-soul group that collectively, with its energetic meanderings through jazz and deep-pocket funk with just the right smattering of pop sweetness, commands more attention on stage than many a lead singer I’ve seen. Daptone Records labelmate Sharon Jones is having a banner year — and with the Budos’ first album since 2010, Burnt Offering, due out Oct. 21, we imagine the record company is too. Matthew Curry

Matthew Curry may only be 19, but the burgeoning blues guitarist has already had a career that many musicians spend their entire lives trying to accumulate. The Normal, Illinois native recently came off of a summer tour with Bay Area legends the Steve Miller Band and has already released an acclaimed album made up entirely of originals. His music isn’t just Stevie Ray Vaughan rehashing either — his first disk, Electric Religion, is made up of tracks that explore dynamics, confessional lyricism, and modern production. “Bad Bad Day,” an almost seven-minute jam with prolonged solos by all members of the band, is exhilarating: When Curry comes in on vocals four minutes in, he sounds like a gruff and aged Southern bluesman of the ’50s; he’s that throwback and that mature. Along with his band, The Fury (which is made up of equally talented players who are, on average, about twice Curry’s age), the group is in the midst of a cross-country odyssey that sees them opening for the Doobie Brothers and Peter Frampton. Yoshi’s will provide a break from larger venues and a chance to see Curry’s intricate guitar work up close. (David Kurlander)

Pretty In Ink

Featuring highlights from the personal archives of comics historian Trina Robbins, Pretty In Ink (Fantagraphic Books) looks at the work of some of the top women cartoonists from the early 20th century, including Ethel Hays, Edwina Dumm, Nell Brinkley, and Ramona Fradon. An exhibit of the same name is currently on display at the Cartoon Art Museum, with original artwork, photographs, and other rare items featuring characters such as Miss Fury and Flapper Fanny — don’t miss your chance to head down tonight for a reception and party celebrating both, where Robbins will be on hand to autograph the toon-filled tome. Omar Souleyman

Though Syrian singer Omar Souleyman’s been performing for two decades and allegedly has over 500 releases to his name, you may not have heard of him until recently. Formerly a regular performer at weddings in Syria, Souleyman performs dabke music, meant to accompany the traditional line dance of the same name. Wild videos of these dances and performances found their way onto YouTube and attracted the attention of Seattle label Sublime Frequencies, which released several compilations of his work and brought him to the attention of the world’s music cognoscenti. A Four Tet-produced album and a few inexplicable Bjork remixes later, he’s become something of an underground star, performing for audiences across the world — including in San Francisco, where he’s set to most likely fill The Independent tonight. Xiu Xiu

Twelve albums and 15 years in, Xiu Xiu remains one of the most fearless and uncompromising bands in the American rock underground. Bandleader and songwriter Jamie Stewart speaks to the part of the brain that craves the twisted and taboo, but doesn’t dare make itself known. At best, he’s like that friend you can talk to about just about anything; at worst, he’s like your own fears, screaming in your ears and telling you everything you’re thinking is sick and wrong. Approaching Xiu Xiu’s music takes mental preparation and a certain mindset. But if you think you’re ready, put on one of their records (I’d recommend Knife Play or Fabulous Muscles, but they’re all good) and trek out to see them at Bottom of the Hill. (Daniel Bromfield)

Real Estate

As members try to shrug off the stereotype of a “beach band,” there’s something about Real Estate’s mellow guitar pop that resonates with listeners, telling them the band definitely isn’t the modern Jersey equivalent of the Beach Boys. Shaking off a reliance on overdubs, the band recorded almost each take on its newest album, Atlas, live, which bodes well for the Fillmore’s audience tonight. Grab a friend who doesn’t babble about housing prices when you ask if they like Real Estate and prepare for a musical journey of sorts, as the tracks on Atlas are meant to compose a personal road map for the listener. Brainwashing The Ride

Seldom has there been a more romantic musical coupling than that of Katie Ann and MC Zill. Ann, an indie singer who recently recorded her debut album, the heart-wrenching The Ride, at Goo Goo Dolls frontman Robbie Takac’s studio in New York, met the socially conscious Zill (his website is mcofpositivity.com) during her recording process, when she hit his car during a stressful day of outtakes. Their friendship morphed into an engagement, and the duo took to the road to spread their music together. The juxtaposition of Ann’s redemptive lyrics and Zill’s existential queries evoke the power pop/hip-hop mashup of later Eminem. The artists have fused the songs from their debuts into alternately sung and rapped tracks that promise an evening of emotional and stylistic fluctuation. (David Kurlander)

Bad Suns

The 2012 release of “Cardiac Arrest” was supposed to be a one-time deal from Bad Suns — the band planned to have only one song to its name. But not surprisingly, the catchy, sleek track caught people’s attention and blew up on the radio. Opening for groups such as Geographer and The 1975 in the past year or so, the LA-based band finally sets out on its own tour to promote its debut LP, Language & Perspective. With a more impressive repertoire than the members might’ve imagined, the album is comprised of sunshine-infused ’80s-tastic New Wave tunes. Clap Your Hands Say Yeah

Even Clap Your Hands Say Yeah couldn’t have predicted the impact the unassuming Philly band’s self-titled debut had on the music world when it dropped in 2005. First blogs hopped on the hype, then Bowie and Byrne, then The Office. Seemingly overnight, the band and its leader Alec Ounsworth became one of the most polarizing entities in the indie world, at once beloved and derided for their off-kilter vocals and bizarro art-pop. Their second album, Some Loud Thunder, helped members shake off some of the buzzband backlash they’d accumulated, but now that they’re practically elder statesmen, their fan reputation is only growing. Landlord plaintiff in eviction fee case has history of tenant law violations

San Francisco landlord attorneys filed a lawsuit on Thursday against San Francisco and five tenants in an effort to overturn Sup. David Campos’ new law requiring higher relocation assistance payments to tenants evicted under the Ellis Act, but the main plaintiff in the case may not be the helpless victim the suit purports him to be.  

Under the recently implemented measure, landlords must now pay the difference between their tenants’ current rent and the cost of “comparable” units for two years, as determined by the City Controller’s Office. Though many property owners haven’t been deterred by the measure, as evidenced by the Ellis Act evictions that continue to sweep the city, a group of landlords and their attorneys filed a lawsuit (Jerrold Jacoby et al. v. City and County of San Francisco, et al.) claiming the new law is unjust.

“The city has tried to change the rules on them,” said attorney Andrew Zacks, who represents the plaintiffs. “We don’t think that is allowed under the law.”

Jacoby, the lawsuit’s main plaintiff, is an 80-year-old property owner who, according to tenant attorney Joseph Tobener, is a “slumlord” who has mistreated his tenants and failed to adequately maintain his valuable rental property.

“He is in the business of landlording. That is all he does,” Tobener, who represents three of the five tenants being sued in the lawsuit, told the Guardian. “The lawsuit against the City only used Jacoby as plaintiff because he is a senior…They think this guy Jacoby, a slumlord, is a perfect plaintiff, but they misrepresent this story in their complaint.”

One of Tobener’s clients, Judith Barrett, is a 62-year-old single mother who teaches English at Galileo High School in San Francisco. She has lived in her current unit for 25 years, and she lives paycheck-to-paycheck.

Barrett, who Jacoby recently evicted using the Ellis Act, has been involved in protracted legal proceedings with her landlord in the past. Tobener said Jacoby and unit co-owner Jeanmarie Hryshko (Jacoby’s ex-wife) have collected more than $22,500 in illegal rent since October 2009, according to a ruling by the San Francisco Rent Board. That’s just the tip of the iceberg, according to Tobener, who said there was “much more prior” but that it extends beyond the statute of limitations.

Using a clause in the San Francisco Rent Board’s regulations, Jacoby claimed “financial hardship” when sued by Barrett over the illegal rent collection. “He tried to file a hardship exemption for the $22,500 at the Rent Board and he lost,” said Tobener, who also noted that Jacoby and Hryshko still owe Barrett an additional $8,000 because they executed the eviction before the reduced rent could cover the landlord’s debt to his tenants.

Barrett’s eviction, according to Tobener, was prompted by a lawsuit filed by tenants that claimed the landlords wouldn’t make “even the most basic repairs to the subject unit.” The lawsuit, which is still pending, claims that Jacoby and Hryshko have saved hundreds of thousands of dollars over the years, though they have an equity of $1.8 million on the two-unit property.

“That’s flat out untrue. There is a chronology that completely undercuts Mr. Tobener’s statement,” Zacks said, noting that aggressive moves by the tenants—specifically ”legal threats” from Tobener—ultimately resulted in the Ellis evictions. “This is exactly why we have the Ellis Act and why it’s an important right for property owners. The notion that [Jacoby] should have to pay $100,000 to stop being a landlord is not only unfair, it’s illegal by state law.”

The “aggressive moves” in question are chronicled in Tobener’s letter to David Wasserman, an attorney involved in the case. Tobener believes Jacoby and Hryshko have no intention of living together, and that they instead hope to rid their debt by evicting their rent-controlled tenants.

“If we are successful in proving that your clients have ulterior motives or are retaliating against the tenants, we will then file a wrongful eviction action against your clients,” Tobener wrote. “By now, I am sure your clients have wrongful eviction insurance. Perhaps they take comfort in the protections this insurance will provide them should they lose their unlawful detainer bid. But, what your clients may not know is that their insurance policy will not cover our largest seam of gold — the treble-damages penalties under the San Francisco Rent Ordinance for wrongful eviction.”

In the event of an unfavorable ruling, Zacks said he and his client don’t plan to remain complacent. “If the local judge agrees with the city,” he said. “We will appeal.”

Indeed, could be just the beginning of epic court battles between landlord and tenants advocates in San Francisco, where the hot housing market has triggered an eviction epidemic. The November ballot includes a tax on real estate speculation, which landlord groups have already threatened a lawsuit to challenge.

“Ellising a two-unit building is a real estate speculation play,” Tobener told the Guardian. “They are going to remodel and sell as TICs [tenants-in-common] to wealthy new owners. They cannot re-let the units, so they have to remodel and sell.”

And So It Goes It’s not hard to scope out what the draw might be here for gray foxes like Diane Keaton and Michael Douglas when it comes to this Rob Reiner effort. The woman who so winningly wrapped her vocal cords around “Seems Like Old Times” in Annie Hall (1977) was obviously diverted from her Pinterest duties by the opportunity to sing her heart out on screen again (accompanied on piano by Reiner, a sad comic side dish). Meanwhile, Douglas gets to play a self-absorbed boomer who’s making up for neglecting the next generation — namely his son, an incarcerated addict — in a role that gives off a strong whiff of autobiography. Douglas’s Oren is doing his half-assed penance by caring for his stranger of a granddaughter Sarah (Sterling Jerins), a chore that he not-so-nicely foists onto the Keaton’s Leah. His character and turnaround of sorts, burnished by the triumph of a successful real estate transaction, is as mundane and unconvincing as a half-hour sitcom pivot. The colorless characterization and lame dialogue can probably be primarily attributed to As Good as It Gets (1997) writer Mark Andrus, who seems to be recycling bits of the latter’s title as well as stale chunks from sundry romantic comedies — though considering the missed opportunities and overall weak soup of And So It Goes, Reiner also appears to be chipping away at whatever reputation he has acquired. Is this really the same Reiner who made This Is Spinal Tap back in 1984? (1:35) (Kimberly Chun)

Hercules Dwayne Johnson is imposingly large indeed as the demigod of fabled strength. Going the Lone Ranger (2013) route of being winky-wink cynical about “the legend” while eventually buying into it anyway, here Herc is really just a 4th-century BC mercenary probably fathered by some random dude (as opposed to god-of-gods Zeus), and who with his merry band of sidekicks goes around fighting against pirates, pillagers, and such. These gigs are taken “for the gold,” but you know this Hercules wouldn’t be down fighting good people on behalf of bad people. When he’s hired to lead the citizens of Lord Cotys (John Hurt) against marauding hordes of alleged centaurs and extreme-wrestling-type beardos with green makeup led by Rhesus (Tobias Santelmann), the plot advances toward the expected training montages and battle sequences. But the plot thickens only when our don’t-call-us-heroes heroes begin to suspect they might have been misled into playing for the wrong team. Relegating a mythology-based tale’s magical aspects to dream sequences and trickery (spoiler: those aren’t real centaurs!), this adaptation of Steve Moore’s graphic novel is way less Clash of the Titans (1981/2010) and much more in the straightforward action realm of Troy (2004) and 300 (2006). It’s big and handsome, like its star, though not so debonair — the pedestrian screenplay doesn’t let him have much fun, while the supporting players allowed to smirk and deliver generally lame quips aren’t much compensation. Directed by Brett Ratner, Hercules is not the campfest of unintentional hilarity some may have hoped for. Neither does it have the content originality or stylistic personality to be memorable. Instead, it’s just pretty decent late-summer entertainment: Probably worth it if you’re craving 98 painless air-conditioned minutes, possibly not if you could really use those 12 bucks or so elsewhere in your life. I Origins Sci-fi film about a heartbroken biologist (Michael Pitt) whose research leads him to some deeply metaphysical places. (1:53)

Land Ho! “Ex-brothers-in-law set off on a road trip through Iceland, hoping to reclaim their youth” — that’s the studio-supplied elevator description that does accurately describe Land Ho!, but the film is about so much more than that. Jocular Mitch (Earl Lynn Nelson) is fond of inappropriate jokes, smoking weed, and pushing boundaries, while more reserved Colin (Paul Eenhoorn of 2013’s This is Martin Bonner) is dealing with a recent divorce after enduring the death of his first wife. A spontaneous trip to Iceland, funded by Mitch (who’s going through a senior-life crisis of sorts), takes the pair to Reykjavik dance clubs, spectacular geysers, hot springs, and lonely rolling moors, all the while bantering about life and love (and getting into more than one stupid argument, as old friends do). Without really innovating on the road-movie genre, writer-directors Martha Stephens and Aaron Katz manage to avoid any cute-geezer clichés (for those interested, The Best Exotic Marigold Hotel 2 comes out next year) in this low-key, personality-driven tale, which aims to please with vintage American-indie charm. Lucy Eurotrash auteur Luc Besson’s latest is a mostly fun action fantasy about a party girl (Scarlett Johansson) who runs afoul of gangsters in Taipei and ends up with a leaking packet of futuristic drugs sewn into her shapely stomach. Side effects include super strength and supernatural intelligence — insert pseudo-science mumbo-jumbo about tapping into 100 percent of one’s woefully underused brainpower, etc. etc. — which leads to some satisfying scenes in which Johansson’s Lucy flattens a hallway of cops with a single gesture, or filters through every phone conversation in the Paris metro area to find the one guy she needs to eavesdrop on. She’s also able to beam herself into electronic devices, a nifty trick that convinces kindly scientist Morgan Freeman to help download her magnificently advanced intelligence into a kind of living computer (shades of 2013’s Her and Under the Skin, except this time ScarJo’s wearing a really great dress). South Korean weirdo/superstar Choi Min-sik (2003’s Oldboy; 2010’s I Saw the Devil) is an inspired choice to play the vengeful kingpin intent on tracking down his runaway mule, and Besson adds some arty flair via nature-show footage and Cosmos-esque clips from beyond the infinite — though the film’s Big Ideas wobble precariously amid its other, mostly silly elements. Magic in the Moonlight Woody Allen’s latest — after last year’s vodka-drenched Cate Blanchett showcase Blue Jasmine — offers a return to period romance á la 2011 smash Midnight in Paris. Instead of Owen Wilson time-traveling through the artsy 1920s, we get winsome 1920s clairvoyant Sophie (Emma Stone, 25 years old) falling for the skeptic who’s sent to debunk her, played by Colin Firth (who’s 53). Firth’s performance is easily the best part of Magic in the Moonlight; his Stanley Crawford is a theatrical conjurer famed for his yellowface act, in which he solemnly makes elephants disappear. Off-stage, he’s a self-proclaimed genius regarded by most who meet him as a pompous jerkface. When he’s summoned to the South of France to help a longtime friend and fellow magician (Simon McBurney) prove that Sophie — from humble origins, she’s grown fond of high-society living — is hoodwinking the fancy American family that’s taken her in, nothing unfolds as he expects. The whole exercise is lighter than meringue; it’d be passable as lesser Allen except for that obvious, comically huge age gap between the leads. He knows we disapprove, and he does not care. A Most Wanted Man Director Anton Corbijn’s film may not be the greatest John le Carré adaptation in recent years (see: 2011’s Tinker Tailor Soldier Spy), but it’s still a solid thriller, anchored by Philip Seymour Hoffman’s turn as Günther Bachmann, the once-bitten-but-not-yet-shy head of an top-secret branch of Germany’s FBI/CIA equivalent. Its task: spying on Hamburg’s Islamic groups, where the 9/11 attacks were planned, though the enemies that Bachmann faces come mostly from within the greater intelligence community, including his superiors. Never before has the phrase “the Americans have taken an interest” been so chilling, especially to a guy who is just trying to do his job, if only everyone else (including Robin Wright as one of those meddling Americans) would keep their sticky mitts off his delicately planned surveillance operations. There’s a forward-moving plot, of course, about a Chechen-Russian illegal immigrant with a huge inheritance who might be a terrorist (Rachel McAdams plays his human-rights lawyer), but could also serve a greater purpose by helping bring down an even bigger target. And while A Most Wanted Man‘s twists and turns, involving Willem Dafoe as a banker who becomes a reluctant player in Bachmann’s scheme, are suspenseful, Hoffman’s portrayal of a man trapped in a constant maze of frustration — good intentions cut off at every turn, dumping booze into his morning coffee, breaking up a bar fight, ruefully admitting “I am a cave dweller,” visibly haunted by past errors — is the total package, a worthy final entry in a career that ended way too early. Anti-Eviction Mapping Project highlights Urban Green’s record of displacement

The Anti-Eviction Mapping Project’s latest creation illustrates the eviction history of Urban Green Investments, a San Francisco-based real estate company that was recently put in the spotlight with its controversial attempted eviction of 98-year-old Mary Elizabeth Phillips.

The Mapping Project’s graphic shows the properties owned by Urban Green and its affiliates, assets that number 385 units in more than 15 buildings. According to the Mapping Project, they have displaced “numerous tenants in the San Francisco Bay Area,” led by the efforts of CEO David McCloskey.

“The Anti-Eviction Mapping Project created this map to expose how large and interconnected the Urban Green and McCloskey network is,” said Erin McElroy of the Anti-Eviction Mapping Project. “We have been shocked at how many tenants they have pushed out and in how many cities they are flipping properties.”

Urban Green’s website advertises the company as a “fully integrated real estate company with brokerage, property management and development capacities.” The company’s strategy is to acquire property, then add value by “increasing efficiencies, enhancing entitlements, and employing carefully calibrated green renovations.”

In recent years, Urban Green has been busy displacing tenants, including in October 2012, when it purchased a multi-family portfolio with 130 units in San Francisco. According to the Mapping Project, the company is involved in around 40 LLCs, “many of which they use to evict tenants and then flip buildings.”

“Companies like Urban Green wouldn’t be evicting tenants like Mary Phillips if we stopped the profiting of buying up then evicting whole buildings just to sell them quickly,” San Francisco Tenants Union Director Ted Gullicksen said in a statement. “We need to pass a surtax on transfers of apartment buildings within five years of last sale this November if we are to stop these displacement practices of speculators like Urban Green.”

Gullicksen referred to the anti-speculation tax that tenant activists and progressive members of the Board of Supervisors has place on the November ballot. Representatives of Urban Green have not returned Guardian calls for comment, but we’ll update this post if and when we hear back.  

Even residents outside the Bay Area have not escaped the reach of the McCloskey family, which has a long history of evictions. Urban Green is currently a subsidiary of the business run by David McCloskey’s Thomas McCloskey: Cornerstone Holdings. The family owns property in Colorado (where Cornerstone is based), New York, Hawaii, and California, according to the Mapping Project. Perhaps most controversially, the family owns 300 acres of land in Hawaii, called Kealia Kai, which greatly angered the Kaua`i people in the 1990s. After buying the land for $17 million, McCloskey unsuccessfully attempted to build a private beach community with his land.

More than 2,000 miles of sea separate Hawaii from Phillips’ apartment, but the residents of both areas are suffering similar fates at the hands of the McCloskeys. And though Urban Green stated last week that it would not continue its attempt to evict Phillips, attorney Steve Collier of the Tenderloin Housing Clinic issued a statement making it clear that the company’s efforts are not over. According to Collier, Urban Green’s new strategy is to force out Brant, which would remove Phillips by default because she relies on Brant’s care.

“This has been my home for over 40 years and I don’t want to leave. . . I am just too old,” said Phillips, according to the Mapping Project’s website. “I didn’t sit down and cry, I just refused to believe it. They’re going to have to take me out of here feet first. Just because of your age, don’t let people push you around.”

Housing supply and demand theory on trial at City Hall

The November ballot is shaping into a housing supply theory showdown, and yesterday’s [Thu/17] Board of Supervisors Rules Committee hearing was the first round.

The committee hosted two hearings on rival housing proposals for the November ballot: Sup. Jane Kim’s City Housing Balance Requirement and Mayor Ed Lee’s Build Housing Now initiative. The two purport to set similar goals for building affordable housing, but Lee’s proposal contains a poison pill that would invalidate Kim’s measure. 

The mayor’s philosophy on housing, a strict supply and demand argument, was on full display. 

“[Housing] is a competition based on who has the most dollars in their pocket, and the ones with the most dollars win,” Olson Lee, director of the Mayor’s Office of Housing said at the hearing. “If we limit the supply, the people with the most dollars will win.”

The arguments are a little complicated, but let’s try to break them down: Kim’s initiative lays out a requirement for new construction to build 30 percent affordable housing and 70 percent market-rate housing. Currently, new construction projects can build on-site affordable or pay a fee into a pot, known as the Affordable Housing Trust Fund. If new construction needs to be exempt from the balance requirement, under Kim’s measure, that can be decided by the Planning Commission. 

But the mayor and his deep-pocketed development allies are shrinking away from this like the Wicked Witch of the West from water. Affordable housing doesn’t make a dime for developers, and the mayor fears Kim’s policy will slam the breaks on market-rate housing construction.

Yet Kim’s measure is based on what many progressives in San Francisco believe: San Francisco’s housing market is hot, profits are high, demand is insatiable, and building lots of market rate housing that will never be affordable to most San Francisco won’t solve the city’s affordable housing crisis. The construction pipeline won’t slow down with a few dings to profit margins, she argued. 

“I just have to say if building 30 percent affordable housing will halt development, we’re in a whole lot of trouble,” Kim said to her critics. “We have to build. Even people that make money leave San Francisco every day.”

No one is saying Kim doesn’t believe more housing needs to be built. But Lee’s staffers emphasized a belief that more housing construction alone is the solution to the city’s ills, a strategy that hasn’t exactly netted stellar results recently. They also defended the Affordable Housing Trust Fund, as the Mayor’s Office of Housing is funded about “40 percent” from developer’s fees, Olson Lee said. Sarah Dennis Phillips, from the Mayor’s Office of Economic and Workforce Development, argued sharply that any hit to developer’s fees, even marginal ones, would result in a loss of dollars for the city’s General Fund, the funding pot feeds most city services.

The mayor’s ballot initiative essentially asks for a vote of confidence in his plan to build or rehabilitate 30,000 housing units by 2020, which some in the press have pilloried as depending heavily on already-existing units. While 30,000 sounds like a lot, the Controller’s Office said San Francisco would need as many as 100,000 housing units to even make a dent in San Francisco’s skyrocketing housing prices, according to the SF Examiner (though he has since written the Examiner to say his sentiments were misconstrued). The city’s Civil Grand Jury recently released a scathing report of the mayor’s 30,000 housing unit goal, saying “While the residential real estate market is enjoying a strong recovery, it is doubtful the city can build its way out of the current affordability crisis.”

Meanwhile, people are losing their homes and fleeing the city. Some who are holding on by a thread came out to speak at the dueling hearings. 

“I have health challenges including cerebral palsy,” Justin Bennet said during public comment. He spoke with a difficulty in his jaw, haltingly and with much effort. He said the housing market made it difficult to move from the dangerous areas of the city he calls home. “I’ve been robbed outside several residences I’ve lived in, so I’m hoping for a change in my housing situation in the future. Thanks for letting me speak.” 

A family came up to the podium to speak, with two young housing activists, a brother and sister, 9 and 6, saying they didn’t want to see so many lose their homes.

Advocates from the SEIU 1021, South of Market Community Action Network, Alliance of Californians for Community Empowerment, and the Chinese Progressive Association, to name a few, were on hand at the hearing. They were also on hand for a press conference on the steps of City Hall shortly before the hearing. Ed Donaldson from ACCE called out the mayor’s housing measure, saying its only intent was to torpedo Kim’s. 

“I say we should play chicken with the mayor,” Donaldson said at the podium. Metal bands have sung with less volume than the baritone he used while booming, “Let’s see if he has the gall.”

Inside the hearing, Patrick Valentino (who championed luxury development on the waterfront) and Tim Colen of the Housing Action Coalition spoke, defending the mayor’s measure.

“As San Francisco, as a city in affordability, we’re failing. Our rate of failure is accelerating,” he said flatly. He criticized Kim’s plan and asked, “Where’s the money? No one disagrees we need it. The shortcoming I see in the housing balance measure is its premise that if we increase restrictions on market rate housing, it helps subsidize housing.” 

He argued instead to gather more stakeholders together (i.e. deep pocketed developers) to negotiate more private funding, a strategy he said that worked in the past. 

As others came to the podium to argue against developer greed, Colen watched on, shaking his head, seemingly in disagreement. When someone in public comment argued that developers so far have shirked their responsibilities to build affordable housing, he shook his head again and left the hearing room. 

There’s a stark divide in housing philosophy, and supply and demand’s ability to save San Francisco will soon see a trial by voter if Kim’s charter amendment can win six vote at the full Board of Supervisors. 

The mayor’s policies seem to be more of the same, Kim said, and now the city seems to be fighting over the crumbs of developers’ fees. Despite opposition from the mayor, Kim told the Guardian she’s open to new ideas from the mayor. 

But she also said she won’t back down. 

“We’re on a two-fold path right now. If there’s a compromise to get [the city] to 30 percent affordable housing, like new revenue, we’re open to that compromise,” she said. “But we always intended this to go to the ballot.”

Angry building owners threaten lawsuit over anti-speculation tax

Opponents of the anti-speculator tax that will appear on the November ballot blasted the proposal in a City Hall hearing yesterday [Thu/10] — pledging to defeat the measure in court even if voters approve it — but they were overwhelmed by a strong turnout from supporters who said real estate speculation drives up the cost of housing without adding any value.

“We can sue you in court on the many of the unconstitutional aspects of this and we will do that,” Janan New, director of the San Francisco Apartment Association, said of the measure that would charge a 24 percent tax on properties flipped within a year of purchase down to a 14 percent tax if flipped within five years.

New and other allies — including San Francisco Association of Realtors, Small Property Owners of San Francisco, and Sup. Katy Tang — claimed that the measure is illegally retroactive because it affects those who recently bought property and that it doesn’t account for people who need to sell their properties because of job loss or other life changes.

“This is almost tantamount to a confiscation of property,” Peter Rich of SPOSF said at the hearing.

But Sup. David Campos — who placed the measure on the ballot along with Sups. Eric Mar, Jane Kim, and John Avalos — refuted allegations that the measure isn’t legally sound and carefully questioned City Attorney’s Office staff to clarify the laws that allow for the measure.

“I know there’s a lot of ulterior motives here because we do know this is going to be challenged in court, so I want to be very clear,” Campos said in response to a line of questioning from Tang, who continued to maintain, “So it’s retroactive in a sense” after being told by the deputy city attorney that it wasn’t retroactive because the tax only applies to future property sales.

The anti-speculation tax was first introduced by then-Sup. Harvey Milk shortly before his assassination in 1978 (Dianne Feinstein killed the measure after becoming acting mayor), and it was revived this year during a series of tenant conventions and sponsored by Mar.

“What we’re proposing is very reasonable to deal with the affordable housing crisis,” Mar said at the hearing, noting that it exempts single-family homes, projects larger than 29 units, and sales triggered by the death of the property owner. “It’s been crafted with enough exemptions to protect the small guy and really go after the profiteers.”

During the public comment period, where supporters on the measure vastly outnumbered opponents, several speakers referenced Harvey Milk and said housing in San Francisco wouldn’t be so expensive today if the measure had passed back then, a time when evictions and displacement were also on the rise.

“He was assassinated before it came to fruition. The parallels to that time and today are striking,” testified Tom Temprano, president of the Harvey Milk LGBT Democratic Club, who urged supervisors to “honor the legacy of Harvey Milk by passing this thoughtful and well-crafted legislation.”

Brian Basinger, head of the AIDS Housing Alliance, played old video footage of Milk talking about the measure back in 1978, shortly after he was evicted from his Castro Street camera store by a landlord seeking higher rents, noting that profiteering forces San Franciscans to spend too much on housing and have too little left over for other needs.

“So when you look at that, it’s going to affect the larger economy,” Milk said of real estate speculation.

Gen Fujioka, who works at Chinatown Community Development Center and spoke for San Franciscans Against Real Estate Speculation, cited recent evidence of properties snapped up by speculators and quickly flipped for profits of 50 percent of more.

“Basically, what we’re seeing today is an escalation in the sales prices of multi-unit buildings beyond what people can pay in rent,” Fujioka testified, noting how that essentially forces landlords to evict rent-controlled tenants to make the investments pencil out. “That kind of price escalation is causing instability in our communities.”

But opponents lashed out at the measure and the characterization that they were profiteering in ways that hurt people. “It’s a housing tax and it doesn’t make sense to have a housing tax in the most expensive city in the country,” said Jay Chang of the Association of Realtors.  

Aaron Jones said he and his wife invested their children’s college savings in a small apartment building, and that they’re good landlords who should be able to sell the property when they want to without penalty.

“We can’t sell until 2017 with this retroactive, punitive tax,” Jones said, saying there were many other small investors like him who were afraid to speak up because “in San Francisco, to be an investor — not a speculator — is to be the devil.”

But supporters of the measure say their intention isn’t to demonize property owners but to do something about the eviction and displacement crisis that is changing the face of the city, and to create a disincentive to bad behavior.

“It’s really the most vulnerable people who are being affected by evictions,” said Erin McElroy of the Anti-Eviction Mapping Project, citing her group’s research showing 72 percent of recent evictions have been of the elderly or disabled.

“Speculation is the commodification of housing and housing is essential,” said Chris Durazo of the Veterans Equity Center.

Campos said most landlords should support the measure as check against speculators that are pushing up the price of housing, triggering evictions, and creating a divisive politcal climate: “Speculators are giving landlords in San Francisco and property owners in San Francisco a bad name.”

New classics

DANCE It took Los Angeles-born Melody Takata, founder and artistic director of Japantown’s GenRyu Arts, four years to convince her parents to let her study dance. It was her older sister’s “fault” — she had studied ballet for a while but didn’t like it and stopped. “So my parents didn’t want to go through that experience again,” Takata remembered. But Takata was living in a Japanese American community that embraced traditional arts, and ballet wasn’t what she had in mind.

When she finally got her way, she went all out, starting at eight with Odori (Japanese dance), including Bon Odori, a popular circular community dance integral to the Odon festival that honors the ancestors. At 10, she began studying Nihon Buyo (Japanese classical dance) and did so for a decade. During that time, she acquired a repertoire of some two dozen solos drawn from Kabuki. “Some of them, I perform excerpts only; they are too long for an audience to sit through,” she observed. They are also expensive to perform because they have to be licensed, and the elaborate costumes (up to $10,000 a piece) are costly, even on loan. Yet recently, Takata reprised her studies with her 93-year-old Nihon Buyo teacher, wanting to deepen her insight into this noble art.

So what attracted her to this rigorous and highly stylized form that includes — besides dancing from within heavy costumes — an intricate gestural vocabulary of fans, swords, scarves, umbrellas, and even canes? “I just liked becoming all these different characters,” she smiled.

Adding to her dance studies, at 13 she started on the shamisen (“three-stringed”) instrument; at 15 she joined the Taiko group Los Angeles Matsuri. “Dance is my first love, and music is part of that,” she explained. Taiko sharpens rhythmic acuity, but for Takata, it’s also part of a communal experience.

She creates multifaceted works in which she wants “to explore our story” through Taiko, spoken word, contemporary movement, music, traditional Japanese dance, and video. Regular collaborators include Francis Wong and Asian Improv aRts, as well as actor-comedian Todd Nakagawa and Chicago filmmaker, bassist, shamisen expert, and Taiko drummer Tatsuo Aoki.

Though steeped in tradition, Takata doesn’t want these practices to become enshrined as museum pieces. In 2012, as part of Chicago’s annual Taiko Legacy festival, Takata — dressed in a black evening gown and elbow-length white gloves — performed her solo Yodan, which melded dance and Taiko. Her works may examine issues particular to her community, but they also resonate with broader audiences. In 2010, Tsuki no Usagi (Rabbit in the Moon) was created to mark the centennial of the Angel Island Immigration Center, where 60,000 Japanese passed through 1910-1940. The work is rooted in a popular myth in which a rabbit was willing to sacrifice its life for others. As a reward it was lifted to the moon where, Takata said, “it can be seen on either side of the ocean.”

The themes of 2011’s Fox and Jewel — which added jazz, animation, and poetry into the dance-and-Taiko mix — no doubt resonated with Bay Area audiences. Fox is a magical shape-shifting being who comes to the aid of humble folks; in this piece, it’s a mochi-shop owner who takes on real estate speculators who continue to threaten the existence of the local Japantown.

Takata’s newest work, Shadow to Shadow, premieres Sat/12 as part of this year’s Japan Week. The hourlong piece draws inspiration from Junichiro Tanizaki’s poetic In Praise of Shadows, in which he wistfully looks at Japan’s increasing Westernization and the essential differences between two cultures that are still learning to coexist.

Political tensions over evictions, displacement, real estate speculation, and rapidly rising housing costs in San Francisco are likely to heat up through the summer and autumn as a trio of November ballot measures are debated and combated by what’s expected to be a flood of campaign cash from developers and other real estate interests.

Topping the list is a tax measure to discourage the flipping of properties by real estate speculators. Known generally as the anti-speculation tax — something then-Sup. Harvey Milk was working on at the time of his assassination in 1978 — it was the leading goal to come out of a citywide series of tenant conventions at the beginning of this year (see “Staying power,” 2/11/14).

“To be in a position to pass the last thing Harvey Milk worked on is a profound opportunity,” AIDS Housing Alliance head Brian Basinger told us, arguing the measure is more important now then ever.

The measure has been placed on the ballot by Sups. John Avalos, David Campos, Jane Kim, and Eric Mar and is scheduled for a public hearing before the Board of Supervisors Rules Committee on July 10 at 2pm.

“It’s an absolutely key issue for San Francisco right now. Passing this measure will create a seismic shift in what we’re seeing with evictions and displacement in the city,” Sara Shortt, director of the Housing Rights Committee, told the Guardian.

The measure creates a supplemental surcharge on top of the city’s existing real estate transfer tax, a progressive rate ranging from a 24 percent tax on the sale of a property within one year of its purchase to 14 percent if sold between four and five years later.

In addition to levying the tax, the measure would also give the Board of Supervisors the power to waive that tax “subject to certain affordability-based restrictions on the occupancy of the real property,” giving the city leverage to expand and preserve deed-restricted affordable housing.

Meanwhile, there’s been a flurry of backroom negotiations surrounding the City Housing Balance Requirement measure sponsored by Sup. Jane Kim, which would require market rate housing projects to get a conditional use permit and be subjected to greater scrutiny when affordable housing falls below 30 percent of total housing construction (with a number exemptions, including projects with fewer than 24 units).

That measure is scheduled for a hearing by the Rules Committee on July 24 and, as an amendment to the City Charter, it needs six votes by the Board of Supervisors to make the ballot (the anti-speculation tax is an initiative that requires only the four supervisorial signatures that it now has).

Mayor Ed Lee and his allies in the development community responded to Kim’s measure by quickly cobbling together a rival initiative, Build Housing Now, which restates existing housing goals Lee announced during his State of the City speech in January and includes a poison pill that would invalidate Kim’s housing balance measure.

Together, the measures will draw key battle lines in what has become the defining political question in San Francisco these days: Who gets to live here?

 

COMBATING SPECULATORS

In February, Mayor Lee and his allies in the tech world, most notably venture capitalist Ron Conway, finally joined housing and other progressive activists in decrying the role that real estate speculators have played in the city’s current eviction and displacement crisis.

“We have some of the best tenant protections in the country, but unchecked real estate speculation threatens too many of our residents,” Lee said in a Feb. 24 press release announcing his support for Sen. Mark Leno’s Ellis Act reform measure SB 1439. “These speculators are turning a quick profit at the expense of long time tenants and do nothing to add needed housing in our City.”

The legislation, which would have prevented property owners from evicting tenants using the Ellis Act for at least five years, failed in the Legislature last month. So will Lee honor his own rhetoric and support the anti-speculation tax? His Communications Director Christine Falvey said Lee hasn’t yet taken a position on the measure, but “the mayor remains very concerned about real estate speculators.”

Peter Cohen of the Council of Community Housing Organization said Lee and his allies should support the measure: “It seems so clearly aligned with the same intent and some of the same mechanics as Ellis Act reform, which had the whole city family behind it.”

“I think it would be very consistent with their position on Ellis Act reform to support the anti-speculation tax,” Shortt told us. “If the mayor and tech companies went to bat for the anti-speculation tax, and not against it, that would show they have real concern about displacement and aren’t just giving it lip service.”

Conway’s pro-tech group sf.citi didn’t returned Guardian calls on the issue, nor did San Francisco Planning and Urban Research Association, but their allies in the real estate industry strongly oppose it.

“As Realtors, our goals are to increase housing availability and improve housing affordability,” San Francisco Association of Realtors CEO Walk Baczkowski told the Guardian. “We don’t believe the proposal from Sup. Mar, which is essentially a tax on housing, will accomplish either of those goals.”

But supporters of the measure say real estate speculation only serves to drive up housing costs.

“We have been successful at bringing people around on the issue of real estate speculation,” Basinger told us. “But of course, there will be financed opposition. People will invest their money to protect their interests.”

“We know it’s going to be a fight and we’ll have to put in a lot of resources,” Shortt said, adding that it’s a fight that tenant activist want to have. “Part of what fuels all of this [displacement] is the rampant real estate speculation. We can’t put profits above people.”

 

MAYOR’S MEASURE

Falvey denies that Lee’s proposal is designed simply to negate Kim’s measure: “Build Housing Now specifically asks the voters to adopt as official city policy the Mayor’s Housing Plan to create 30,000 new homes by 2020 — the majority within reach of low, moderate, and middle income residents. This is not a reaction, but a proactive measure that lets voters weigh in on one of the mayor’s most important policy priorities.”

Yet the most concrete thing it would do is sabotage the housing balance measure, an intention it states in its opening words: “Ordinance amending the Planning Code to prohibit additional land use requirements such as conditional use authorizations, variances or other requirements on housing projects…based on a cumulative housing balance ratio or other similar criteria related to achieving a certain ration of affordability.”

Beyond that, it would have voters validate Lee’s housing goal and “urge the Mayor to develop by December 31, 2014 a Housing Action Plan to realize this goal.” The measure is filled with that sort of vague and unenforceable language, most of it designed to coax voters into thinking it does more than it would actually do. For example, it expands Lee’s stated goal of 30 percent of that new housing being affordable by setting a goal of “over 50 percent within reach of low and middle income households.”

But unlike most city housing policies that use the affordable housing threshold of those earning 120 percent of area median income (AMI) and below, Lee’s measure eschews that definition, allowing him and his developer allies to later define “middle income households” however they choose. Falvey told us “he means the households in the 50-150 percent of AMI range.”

The measure would also study the central premise of Mayor Lee’s housing policy, the idea that building more market rate housing would bring down the overall price of housing for everyone, a trickle-down economic argument refuted by many affordable housing advocates who say the San Francisco housing market just doesn’t work that way because of insatiable and inelastic demand.

“Within 60 days of the effective date of this measure, the Planning Department is directed and authorized to undertake an economic nexus analysis to analyze the impact of luxury development on the demand for middle income housing in the City, and explore fees or other revenue sources that could help mitigate this impact,” the measure states.

Shortt thinks the mayor’s measure is deceptive: “It’s clever because for those not in the know, it looks like a different way to solve the problem.” But she said the housing balance measure works well with the anti-speculation tax because “one way to keep that balance is to make sure we don’t lose existing rental stock.”

And advocates say the anti-speculation tax is the best tool out there for preserving the rental housing relied on by nearly two-thirds of city residents.

“It’s the best measure we have going now,” Basinger said of the anti-displacement tax. “Mayor Ed Lee and his tech supporters were unable to rally enough support at the state level to reform the Ellis Act, so this is it, folks.”

THEATER The Fourth of July kicked off a revolution once; could it happen again? Each year in Dolores Park the San Francisco Mime Troupe gives it a shot, kicking off its touring season of free outdoor shows with a musical-comical call to arms — an appeal to popular solidarity against the very real forces of oppression on a holiday gleefully synonymous with keg-tapping.

It’s a task the legendary 55-year-old artist-run collective pursues with passion and its own unique flair: a larger-than-life mix of Italian commedia dell’arte storytelling and American-style melodrama, with a smattering of original songs thrown in for good measure. It’s an eye and ear catching spectacle that this year hits close to home, wading into the conflicts and displacement churned by a rapidly transforming high-tech, high-cost city.

Ripple Effect is set in present-day San Francisco, or just offshore in the bay, in a small tour boat where three women of very different backgrounds reckon with one another. The boat’s captain is an ardent but paranoid Lefty activist (played by Velina Brown). Her passengers are a Vietnamese beautician and all-American immigrant (Keiko Shimosato Carreiro) and a newbie tech worker from small-town Nebraska (Lisa Hori-Garcia) whose popular app landed her a corporate job in the big city.

Against the backdrop of a yawning wealth gap, real estate speculation, an epidemic of evictions, Google bus protests, and diminishing diversity, Ripple Effect‘s three protagonists (all played by longtime Mime Troupe members) explore the tensions that divide them and the common ground beneath them. (The Mime Troupe is also linking the play to a series of community forums, at its Mission studio and after select performances, in which various community leaders will facilitate public dialogue around the show’s themes and the growing divide in the city.)

“It’s always tough because we do tour the shows, so we don’t want to make them too specific to San Francisco,” says Mime Troupe actor-writer Michael Gene Sullivan, who plays several secondary roles in Ripple Effect, including a certain wily CEO. “But we feel like there are so many issues going on within the city that people around the state, really around the country, will be able to relate to — not just housing and how the cities are changing, but also the struggle within the working class, the way people are being pitted against each other while the incredibly rich are getting incredibly richer. It’s just that it’s more pointed here.”

There is precedent for SF-centric plays in past Mime Troupe offerings. In fact, the company’s 1999 show, City For Sale, took on the housing crisis of the last real estate and dot-com bubble. But Sullivan says the issue has also changed. “This show, while it touches on [housing], is much more about a change in the culture of the city. Not just what does it mean to be living in San Francisco, but what is San Francisco now?”

Ripple Effect is a departure in some other ways too. It’s a more concentrated drama, less concerned with a particular impending disaster to push the plot than in the precise relationship between the main characters. “In this show the dilemma is, to a large extent, how the characters see each other,” notes Sullivan. To this end, Sullivan, head writer for the collective since 2000, shared the writing this time around with Bay Area playwrights Eugenie Chan and Tanya Shaffer, each of whom explored specific aspects of the characters’ back stories. The show also sports two directors (Hugo E. Carbajal and Wilma Bonet) and comes with a new musical team: composer-lyricist Ira Marlowe and musical director Michael Bello, who together fill roles covered in recent years by Pat Moran.

The Mime Troupe has not been immune to the financial upheaval shaking the city. Last year, the collective had to launch an emergency fundraising campaign called the Cost of Free to make up for a serious budget shortfall that jeopardized its ability to offer its annual show. Velina Brown, Sullivan’s life partner as well as fellow artist, explains that the 2008 economic downturn had reduced the offerings of arts foundations by as much as 40 percent. “Being already a really lean organization anyway, 40 percent going away is huge.” But where another theater might have folded up shop, the Mime Troupe, with help from its audience, bounced back.

“One of the things that’s helped us over the years with all these ups and downs is that we are a collective,” says Brown. “It’s not all on one or two people and if they feel like that’s it, then that’s it — there’s a larger group of people that have to agree that that’s it before the doors close. We also own our building, and that has definitely saved our behinds. We haven’t had to be at the mercy of a landlord — who says, “Hey, I could get 10 times what you people are paying” — and kicked to the curb.”

“Because we’re a collective it takes people a lot longer to get burned out,” agrees Sullivan. “Because we’re worker-owners of our company we are willing to put in more time, do things for a little less pay, come to meetings when we’re not paid to be there. We do get paid; it’s an [Actors] Equity company. But we have a sense of ownership you don’t get at other places, and that also helps the company in the most difficult times.” *

FILM There’s a T-shirt that’s achieved must-have status in record time, even though as yet it may just be an idea for a T-shirt: A picture of Al Gore gesticulating at the podium, with the words “If you don’t believe in climate change just look at San Francisco … only a few years ago that city was still cool.” Haha. Sob. The temperature drift from cool to tepid (and expensive) registers in a thousand ways, big and small, with the shuttering of cultural venues now a predictable minor-key prelude to the ka-ching symphony of condo construction.

Not yet axed, but with head positioned above the bucket, is the Vortex Room — that SOMA venue so cool you need to know the address (there’s no sign), as if it were a Prohibition speakeasy or something. Spawn of the late, beloved Werepad, the Vortex was threatened with eviction last fall. After a few months of legal skirmishing the landlord backed down, but then served notice again not long afterward. “We are currently fighting it out in, I guess, a battle of resources. They appear to just want to wear us down. This new real estate marketing is just too tempting, I suppose,” says founder Scott Moffett.

Aptly, July’s Film Cult series at the Vortex takes as its theme “Bad Vibrations.” The bounty of five Thursdays this month allows plenty of room for programmer Joe Niem to mine a collection of largely 16mm exploitation obscurities in which “Summer is spelled with a ‘B’.” As in, you know, bummer! — but more about that film title later.

Things kick off with a double dose of female imperilment from the golden age of TV movies. A Vacation in Hell (1979) has one would-be playa (Michael Brandon) arranging a day trip from a Club Med-type resort with four women so he can hit on the dumb blonde (Priscilla Barnes). The others are Andrea Marcovicci as Embittered Neurotic Man-Hating Possible Lesbian, Get Smart!‘s Barbara Feldon as an insecure divorcee still looking for love, and erstwhile Marcia Brady Maureen McCormick as the teenage daughter she’s dragged along as security blanket.

Upon reaching an isolated beach, their inflatable boat gets a puncture. They attempt to dither their way back to civilization cross-country, and in pure idiot panic incur the wrath of a strapping native hunter (Ed Ka’ahea) whom Marcovicci dubs “you murderous savage.” Under the silly, talky circumstances, this ABC Movie of the Week has some surprisingly good acting. Which cannot be said, perhaps thankfully, for the prior year’s Summer of Fear, aka Stranger in Our House. Fully exorcised then-telepic queen Linda Blair plays a seriously bratty SoCal teen who grows suspicious of the freshly orphaned cousin (Lee Purcell) who comes to live with her family, and who in record time goes from twangy wallflower to usurping seductress. This (eventually) Satanic thriller was the first mainstream Hollywood project for a Wes Craven fresh from Last House on the Left (1972) and The Hills Have Eyes (1977), and remains the tamest thing he ever directed — yes, tamer than Meryl Streep inspiring Harlem youth in 1999’s Music of the Heart.

Fear not, stronger meat is ahead. July 10 brings two theatrical horrors, 1980’s Blood Beach and 1976’s Who Can Kill a Child?, aka Island of the Damned. The first is a late entry in the cycle of Jaws (1975) rip-offs, which it winks at by having one character quip, “Just when you thought it as safe to get back in the water, you can’t get to it” — because something unseen is pulling Santa Monica beachgoers down screaming, right through the sand. It turns out to be an all-too-briefly seen monster in this lethargic chiller by the future director of Flowers in the Attic (1987 version, not the recent made-for-Lifetime version), with the highlight being a surprising political speech by John Saxon’s police chief about how taxpayers want the sun and the moon in city services … they just don’t want to pay for it.

Who Can Kill a Child? is something else: a beautifully atmospheric Spanish nightmare by underrated Uruguayan Narcisco Ibáñez Serrador, in which two English tourists row to a quaint village off the mainland. When they arrive, however, everyone appears to be gone save a few children — with whom something has gone very, very wrong. Quiet and slow-building, it’s a striking parable that really pays off once ominousness turns to terror at the completely irrational crisis these visitors have stumbled into. Equally memorable and shocking is 1978’s US Blue Sunshine, a tale of a government LSD experimentation that the Vortex (and the Werepad before it) has shown so many times it might as well be its filmic mascot.

The rest of the schedule is obscure even by Vortex standards. English-language 1972 Eurotrash hostage drama Summertime Killer stars Christopher Mitchum, one of two (with sibling Jim) Robert Mitchum offspring who experienced moderate movie fame — despite dad’s oddly dismissive public statements about their B-list careers. Aussie One Night Stand (1984) has New Wave youth in Sydney acting like mildly New Wave cut-ups in a John Hughes movie as they await nuclear holocaust. It’s less fun than it sounds. More fun than it sounds is 1990’s direct-to-video Punk Vacation, in which mildly “punk” miscreants slumming in the sticks wage war against local hicks.

Lastly there’s 1973’s Bummer!, a sobering film about the groupie lifestyle — even before the fat misogynist drummer no one will have sex with goes postal. Offering further proof the rock ‘n’ roll lifestyle leads to Hades is Down Beat, a feature so obscure imdb.com doesn’t know it exists. Even the few to note Christian film “pioneer” Ken Anderson’s passing in 2006 made no mention of this 1967 warning against all that was then groovy and ungodly. If and when the Vortex goes away for keeps, who will unearth such treasures for us henceforth? That’s right: Nobody. *

Solving the housing crisis takes all San Franciscans, even big tech

OPINION This week, San Franciscans learned that they will not be able to rely on Sacramento to fix the housing crisis. State lawmakers voted down Senate Bill 1439, which would have stopped speculators from using the Ellis Act to evict and convert buildings to upscale offices and TICs. One Assembly Democrat said that San Franciscans were “exaggerating the problem.” That same day, my office received Ellis Act eviction notices for 21 tenants from an artist building at 16th and Mission streets. The building has a new buyer, and it will soon be a high-end commercial space.

I was a tenant rights attorney during the first dot-com boom, and without question, this new housing crisis is much worse. The gentrification is more widespread and permanent. This time around, the evicted teachers, musicians, and artists are not simply moving down the street to smaller units, they are being priced out of San Francisco altogether.

We need to decide now, as San Franciscans, what we want our city to feel like in a decade. Here are five things I believe we need to do now to address the crisis:

1. Collaborate with tech leaders, rather than vilify them. I have been as guilty as the next person in blaming and berating big tech, ignoring the fact that many of my neighbors, clients, and friends are long-time San Franciscans who work in the tech industry. Enough blaming. We need to somehow bring tech to the table to help create large-scale solutions to the housing crisis. It may not be easy to do.

Earlier this year, Marc Benioff, the CEO of Salesforce, criticized tech companies for being “stingy” in giving to their communities, and I have heard nonprofit fundraisers echo this. If true, we need to find out why. On the other side, our healthy anti-corporate, ‘us and them’ mindset, which is deeply rooted in San Francisco’s political tradition, is not serving us in collaboratively addressing the housing crisis.

While there are a handful of high-profile examples of tech workers wrongfully displacing tenants, tech workers are not the real problem. It is true that tech money drives up prices, but the real villains are the predatory speculators who are profiting from our shared crisis. The bottom line is, like it or not, tech is here to stay, and tech leaders have the resources to fund the arts, help our schools, and yes, help us address the housing crisis.

2. Stop illegal mergers of multi-unit buildings into single-family mansions. It is not enough to have regulations in place to prevent mergers. Real estate speculators are merging units surreptitiously, without permits. The Department of Building Inspection needs to actively police projects. And all San Francisco residents need to share in the responsibility of ensuring that speculators are not doing major construction without permits in our neighborhoods.

3. Support legislation to stop landlords from renting their units as hotel rooms. It is estimated that more than a 1,000 units in San Francisco are being rented out full-time for short-term corporate or tourist use. We need a law to get these units back into the permanent housing stock.  

4. Donate to the Community Land Trust and the Community Arts Stabilization Trust. Community land trusts are buying property to permanently preserve residential housing and art space. We need to do more to support these organizations. Other cities do a much better job than San Francisco in partnering with corporations to preserve culture.  

5. Support an anti-speculation tax. Tenant activists have introduced an anti-speculation tax designed to stop real estate flipping. Our office sees the same LLCs flip properties time and time again.

Ultimately it is up to all San Franciscans to embrace this cause if we hope to preserve the diverse and complex character of our city. One thing is sure: We cannot wait to add our voices, or it will be too late.

Will proposal to sell Hetch Hetchy power overshadow CleanPowerSF?

Supervisors Scott Wiener and London Breed have proposed an ordinance to allow the San Francisco Public Utilities Power Commission’s Power Enterprise to sell hydroelectric energy from the Hetch Hetchy dam to retail customers — particularly large real estate developments. Sup. Wiener and Breed say the ordinance would both generate revenue for the PUC and further the city’s overall goal of achieving a 100 percent greenhouse-gas free power mix. 

But how well does it fit into the city’s other clean energy goals? Some advocates of an existing citywide green energy plan worry that this new effort could cause a far more ambitious program to fall by the wayside.

For more than a decade, city government has been working toward implementing a clean energy plan through CleanPower SF, which aims to meet the city’s goal of 100 percent clean energy by allowing all San Francisco residents the choice of switching to a green power mix through the city-administered program, instead of remaining with PG&E. But CleanPower SF hangs in limbo, largely due to opposition from the SFPUC board, appointed by Mayor Ed Lee–whose regular meetings with PG&E officials have raised eyebrows.

The legislation proposing to broaden the sale of SFPUC’s hydroelectric power supply seeks to tackle some of the problems CleanPower SF might have addressed had it not been stalled. A press statement from Wiener noted that it aims to help build a large enough customer base for the SFPUC to generate sufficient revenues to maintain city infrastructure, as well as meeting the city’s overall target of 100 percent clean energy by 2030.

“My concern is that the Mayor’s office will say it’s something that will supplement CPSF [CleanPowerSF] and say that’s enough,” said Jason Fried, Executive Officer of the Local Agency Formation Commission. “I want to make it clear that it [proposed ordinance] is really meant to compliment CleanPower SF.”

But just exactly how—and how much—the proposal would complement CleanPower SF is still up for debate. Fried said Wiener’s new proposal complements CleanPower SF because it ultimately gives people more choices. “I don’t know how you can argue with giving people more choices,” he said.

But the legislation is targeted at large, private developments, rather than renewable energy options for community members. Which is why Fried emphasized that proposed ordinance shouldn’t been seen as a replacement to the city’s existing Community Choice Aggregation (CCA) program, CleanPower SF.

Eric Brooks, a long-time advocate of CleanPower SF, insists the legislation would complement CleanPowerSF only if, “CleanPowerSF was given first right to purchase Hetch Hetchy power from the PUC.” This would allow the ordinance to focus on community members rather than just large, private developments, he said.

“Being able to balance different types of power like solar, wind and hydro, and being able to furnish consistent hydro power during high usage together would also help keep rates lower so that the CleanPowerSF can deliver power at lower prices,” he added.

Officials from the Sierra Club echoed Brooks, saying that the Sierra Club “supports the legislation in concept,” but requests that the legislation incorporate the ability for CleanPower SF to purchase Hetch Hetchy power from the PUC Power Enterprise.  “You have to look at it as peeling customers away from PG&E,” said John Rizzo, Sierra Club’s political chair. “The more you do that, the greener we can become.”

Although Brooks said he plans to meet with Sup. Wiener regarding how the ordinance could work in tandem with CleanPower SF, officials from Sup. Wiener’s office indicated that the ordinance is inherently separate from CleanPower SF. “[The ordinance] doesn’t further or hinder CPSF [Clean Power SF],” said Andres Power, Wiener’s legislative aide, who was involved in drafting the legislation. “It’s neutral from that perspective.”

Responding to questions about the legislation’s relationship with Clean Power SF (and whether or not collaboration might be a good strategy), Jeff Cretan, another of Sup. Wiener’s legislative aides, said, “Innovative solutions can come from multiple directions.” He further explained that, if passed, the legislation “could prove how other clean power initiatives can be successful.”

Trying to have hope

OPINION I get it, as Harvey Milk famously said: “You gotta give them hope.” But how do you do that when the LGBT community you love so much is being priced and evicted out of the city?

When immigrants, people of color, artists, the poor and working-class, people with AIDS, seniors, persons with disabilities, and so many others are being pushed out — like you, Harvey, were forced out of your camera store and apartment on Castro Street when your rent was tripled. Just before an assassin’s bullet took you from us, you were preparing an anti-speculation tax to deal with the rising rents and displacement caused by speculators and real estate investors.

We tried to curb their dirty work via a state bill limiting use of the Ellis Act, but Democrats buckled in to pressure from the real estate industry that owns them. Shame on Democratic House Speaker Toni Atkins from San Diego, an out lesbian, whose inaction on the bill helped kill it.

Our only hope is the anti-speculation tax on the November ballot. Brian Basinger of the AIDS Housing Alliance is calling it the Harvey Milk Anti-Speculation Tax.

The stakes are high right now. Our housing crisis is destroying our community. According to the Anti-Eviction Mapping Project, which tracks displacement throughout the city, District 8 (which includes the Castro) has the highest rate of Ellis Act and Owner Move-In evictions, almost 2,000 units emptied since 1997. That doesn’t include buyouts and threats of evictions, de facto evictions that have pushed out many more, most of them tenants with AIDS. Far too many people with AIDS are homeless in a city that used to be called the “model of caring.”

The motive for these evictions is obvious. A two-bedroom across the street from my Castro apartment rents for $4,200. An apartment above the new Whole Foods at Sanchez and Market can cost you as much as $8,000. A month! I don’t want to upset you, Harvey, so I won’t tell you how high commercial rents are, and how poorly neighborhood businesses are faring these days.

The economic disparity has never been greater. Two Williams Institute studies show that our community is as poor as, and in some instances poorer than, other communities. In our city’s latest homeless count, 29 percent of respondents identified as LGBT and an additional 3 percent as transgender. Other reports say that 40 percent of the city’s homeless youth are queer.

Forget Altoona, that homeless queer kid in the Haight or Castro needs a sense of hope. We have a sit/lie law similar to the one you opposed that prevents these kids from getting subsidized housing if they have an unpaid citation. They sleep in the park because they’re not safe in the shelters. Sadly, Human Rights Campaign and Equality California have never made them — or the poor — a priority.

Cranes and rainbow flags may be all the rage in Upper Market these days, but what’s being built will not be affordable to homeless, poor, or working class (even some middle-class) people. The Castro has only one affordable housing project in the pipeline: 110 units for LGBT seniors at 55 Laguna. Our D8 supervisor and City Hall have let us down big time.

Harvey, I want to think that 10 years from now, our community will still have the Castro as a refuge. I want to believe that poverty, homelessness, and hunger will be greatly reduced. That we can stop the evictions. That we can give young people a piece of the dream. That we can provide seniors a secure place to spend their final days. That we can have elected officials who truly represent us, as you did.

I really want to have hope.

Housing crisis requires creative thinking

EDITORIAL Does the construction of brand new high-end towers represent the only possible opportunity for new affordable housing in San Francisco? To hear the arguments of those bemoaning the passage of Proposition B, the ballot measure overwhelmingly approved June 3 requiring voter approval for increased building heights along the waterfront, one would think so.

Shortly after Prop. B had been decided, the Washington Post ran a headline proclaiming: “Voters in one of America’s most expensive cities just came up with another way to block new housing.” The idea seems to be that by making it harder for developers to build waterfront towers incorporating a small percentage of affordable units, San Francisco has sealed itself off from any new affordable housing, forever.

To buy this argument, you must resign yourself to a world where the only conceivable pathway for housing average-income people is to hope high-end developers decide to incorporate them into massive complexes for the wealthy on a narrow strip of waterfront property. Which just isn’t a terribly creative solution.

Surely, alternatives exist. The city is brimming with clever people who are skilled at creative thinking and aren’t afraid to dream big. Why not apply some brainpower to the housing crisis? Here are a few ideas.

• Change city law to allow people to build their own backyard cottages to rent out at affordable prices. Here we must holler at the Public Press, which is hosting a conference Fri/13 called “Hack the Housing Crisis,” and recently calculated that San Francisco could theoretically add another residence to each of its 124,000 single-family lots if the city were to legalize backyard cottages. That would increase the total number of households by 33 percent; no luxury towers required.

• Make the most of public land holdings. A Budget and Legislative Analyst’s report dating back to March of 2012 determined that city agencies have in their possession at least 27 underutilized “surplus” properties. Under the Administrative Code, the top priority for such lands is affordable housing, yet they go unused. Why not prioritize the transfer of these parcels for 100 percent affordable projects?

• Figure out some alternative financing schemes. Recent changes to federal law sanction crowdfunding for real-estate projects, an option that didn’t previously exist. Say some affordable housing people got together, started an online fundraising campaign, bought vacant properties for conversion into affordable units, and secured public funding to make the whole thing pencil out. Real estate investors won’t give a project a green light unless they’re guaranteed a stupidly high return; maybe under this scenario, thousands of nontraditional investors who care about the city they live in could reap small bonuses for pitching in.

And by the way, developers are still free to propose highly affordable projects under Prop B. In fact, voters might be much happier to sign off on that idea than high-end luxury condo towers.

Writer-designer-director Seth Eisen’s homage to queer rebel Samuel Stewart (1909–1993), whose polymorphous career spanned the better part of the 20th century, was last seen at CounterPULSE in a trim and appealing 40-minute version that capped his artistic residence there in 2012. Since then the work has ballooned across two acts and, unfortunately, lost its focus. What was a compact but meaningful exploration of a polymath and sexual rebel, boldly negotiating the social hierarchies of a deeply repressive and homophobic culture, has become a vague, sometimes difficult to follow story with little more to recommend it than a hedonistic joie de vivre (though even the raunch feels listless and somewhat perfunctory). The expanded production still sports the playful puppetry (shadow and otherwise), overhead and video projections, and aerial choreography of the original — and these do produce some interesting or enjoyable moments — but the show’s polyphonic elements get drastically watered down in a sprawling, lumbering, and unevenly performed dramatic narrative. This is marked by a lot of leaden dialogue and underwhelming songs in scenes that feel either unnecessary or under-explored. The subject (played dutifully but without much illumination by Brian Livingston), along with a seven-actor ensemble of supporting characters, traverses the mutually exclusive worlds of academia and the literary avant-garde (where Michael Soldier as both sexologist Alfred Kinsey and Gertrude Stein is a notable treat); the working-class homosexual underworld of sailors and tattoo parlors; and even the conventionality of a part-time heterosexual romance (where a nicely understated Katharine Otis as Emmy Curtis begins to cast an intriguing angle on Stewart’s complex makeup). But the import of Stewart’s unique vantage and influence on it all as well as his peculiar aloofness in the midst of everything are fuzzily evoked at best. For all the media employed to depict him and his world, we come away with little sense of either. (Avila)

The Homosexuals New Conservatory Theatre Center, Decker Theatre, 25 Van Ness, SF; www.nctcsf.org. $25-45. Wed-Sat, 8pm; Sun, 2pm. Through June 28. This mildly intriguing and fitfully engaging drama from rising Chicago playwright Philip Dawkins (whose Failure: A Love Story is currently having its Bay Area debut at Marin Theater Company) explores the tensions — sexual, generational, and otherwise — among a small circle of mostly gay friends via a central figure, Evan (a sharp Robert Rushin), who ends up in relationships with almost everyone. Beginning in 2010, as 29-year-old Evan breaks up with older histrionic theater director Peter (a drolly world-weary Matt Weimer), each successive scene jumps back two years and one relationship, until the final scene unites the entire circle as they welcome naïve Iowa teen Evan out of the closest and to the big city. It’s also a new millennium, of course, some distance now from Stonewall and the first wave of the AIDS crisis, and one of the more interesting aspects of the drama (which benefits from an overall strong cast under the direction of Arturo Catricala) is the generational divide between Evan and his circle. This divide feels downright political in the aggressive showdown between Evan and the apathetic art teacher and predatory libertine Mark (a persuasive Keith Marshall), but there’s a political edge at the outset, in Evan’s pointed refusal to join Peter in referring to himself as a “homosexual,” insisting instead on the word “gay” tout court. Despite this underlying issue and some witty dialogue, however, there’s little of interest in most of the dynamics between Evan and his circle. The play’s structure accordingly becomes a slightly tedious countdown, at least until the final scene, which cashes in on the power of hindsight to produce a limited, wistful tremor of reflection. Macbeth Fort Point (beneath the Golden Gate Bridge), SF; www.weplayers.org. $30-75. Thu-Sun, 7pm. Through June 29. We Players’ latest site-specific undertaking is nothing less than the Scottish play at San Francisco’s historic Civil War-era Fort Point, under the southern base of the Golden Gate Bridge. And a better location for Shakespeare’s brooding, bloody, and spooky civil war drama is hard to imagine. The grandeur of the multi-story red-brick edifice with its mammoth steel doors, magnificent inner courtyard, graceful arches, spiral stairwells, mysterious passageways, canon casemates looking onto the Pacific — as well as old canons and cannonballs — add up to a deeply atmospheric setting. Moreover, directors Ava Roy and John Hadden and their production team make good use of it, moving the audience around the grounds for the better part of three hours amid picturesque staging of scenes, a wonderfully powerful quartet of musicians (made up of percussionist Brent Elberg, trumpeter Aaron Priskorn, saxophonist Charlie Gurke, and trombonist Mara Fox alternating with Rick Brown), and reverberant cries from the weyard sisters (Julie Douglas, Maria Leigh, Caroline Parsons), the enraged MacDuff (Dixon Phillips), or usurper Macbeth’s hapless victims. As the titular hero-villain, John Hadden is generally imposing if not always convincing, while Ava Roy’s forceful Lady M cuts an elegant, at times ethereal figure in her magnificent black gown (the admirable costumes throughout are by Julia Rose Meeks and Master Seamstress Dana Taylor). In general, the acting proves the weakest link, but the overall spectacle makes this a unique and rather compelling outing. (Avila)

Five years ago, Thrillpeddlers breathed new life into a glitter-dusted piece of Sixties flotsam, beautifully reimagining the Cockettes’ raunchy mock-operetta Pearls Over Shanghai (in collaboration with several surviving members of San Francisco’s storied acid-drag troupe) and running it for a whopping 22 months. Written by Cockette Link Martin as a carefree interpretation of a 1926 Broadway play, the baldly stereotyped Shanghai Gesture, it was the perfectly lurid vehicle for irreverence in all directions. It’s back in this revival, once again helmed by artistic director Russell Blackwood with musical direction by Cockette and local favorite Scrumbly Koldewyn. But despite the frisson of featuring some original-original cast members — including “Sweet Pam” Tent (who with Koldewyn also contributes some new dialogue) and Rumi Missabu (regally reprising the role of Madam Gin Sling) — there’s less fire the second time around as the production straddles the line between carefully slick and appropriately sloppy. Nevertheless, there are some fine musical numbers and moments throughout. Among these, Zelda Koznofsky, Birdie-Bob Watt, and Jesse Cortez consistently hit high notes as the singing Andrews Sisters-like trio of Americans thrown into white slavery; Bonni Suval’s Lottie Wu is a fierce vixen; and Noah Haydon (as the sultry Petrushka) is a class act. Koldewyn’s musical direction and piano accompaniment, meanwhile, provide strong and sure momentum as well as exquisite atmosphere. (Avila)

D’Arcy Drollinger is Champagne White, bodacious blond innocent with a wicked left hook in this cross-dressing ’70s-style white-sploitation flick, played out live on Rebel’s intimate but action-packed barroom stage. Written by Drollinger and co-directed with Laurie Bushman (with high-flying choreography by John Paolillo, Drollinger, and Matthew Martin), this high-octane camp send-up of a favored formula comes dependably stocked with stock characters and delightfully protracted by a convoluted plot (involving, among other things, a certain street drug that’s triggered an epidemic of poopy pants) — all of it played to the hilt by an excellent cast that includes Martin as Dixie Stampede, an evil corporate dominatrix at the head of some sinister front for world domination called Mal*Wart; Alex Brown as Detective Jack Hammer, rough-hewn cop on the case and ambivalent love interest; Rotimi Agbabiaka as Sergio, gay Puerto Rican impresario and confidante; Steven Lemay as Brandy, high-end calf model and Champagne’s (much) beloved roommate; and Nancy French as Rod, Champagne’s doomed fiancé. Sprawling often literally across two buxom acts, the show maintains admirable consistency: The energy never flags and the brow stays decidedly low. (Avila)

Wed-Sat, 7:30, 7:40, 7:50, 8pm, and 9pm admittance times. Extended through June 21. Boxcar Theater’s most ambitious project to date is also one of the more involved and impressively orchestrated theatrical experiences on any Bay Area stage just now. An immersive time-tripping environmental work, The Speakeasy takes place in an “undisclosed location” (in fact, a wonderfully redesigned version of the company’s Hyde Street theater complex) amid a period-specific cocktail lounge, cabaret, and gambling den inhabited by dozens of Prohibition-era characters and scenarios that unfold around an audience ultimately invited to wander around at will. At one level, this is an invitation to pure dress-up social entertainment. But there are artistic aims here too. Intentionally designed (by co-director and creator Nick A. Olivero with co-director Peter Ruocco) as a fractured super-narrative — in which audiences perceive snatches of overheard stories rather than complete arcs, and can follow those of their own choosing — there’s a way the piece becomes specifically and ever more subtly about time itself. This is most pointedly demonstrated in the opening vignettes in the cocktail lounge, where even the ticking of Joe’s Clock Shop (the “cover” storefront for the illicit 1920s den inside) can be heard underscoring conversations (deeply ironic in historical hindsight) about war, loss, and regained hope for the future. For a San Francisco currently gripped by a kind of historical double-recurrence of the roaring Twenties and dire Thirties at once, The Speakeasy is not a bad place to sit and ponder the simulacra of our elusive moment. Word for Word has been at the business of putting literature on the stage, verbatim, for some time, and far from slowing down, this new production shows the company operating at the height of its powers. Among the best manifestations of the company’s particular concerns and talents, 36 Stories by Sam Shepard not only shows off the considerable virtues of Shepard’s short-story writing (usually overshadowed by his justly acclaimed plays) but unfolds as a stellar piece of theater in its own right. Shrewdly adapted and directed by company charter member Amy Kossow, the production repeatedly finds opportunities in the writing for dramatic transmission and exchange among the performers — a kick-ass ensemble composed of Patrick Alparone, Carl Lumbly, Delia MacDougall, JoAnne Winter, and Rod Gnapp as “The Writer” — the latter a sleepless wanderer crisscrossing the country by car, from whose head and manual typewriter the low characters, tall tales, and electrical encounters issue forth with sharp, sometimes zany humor; smoldering sexual heat; and a shapeless foreboding. Word for Word’s loyal fans need little encouragement, but all interested in a gratifying night in the theater will want to catch this one before it goes. (Avila)

Culled from the titular collection of erotic fiction by Atlanta-based author Laurinda D. Brown, the evening unfolds with a pert and playful finesse thanks to director John Fisher and a strong, charismatic five-women ensemble (made up of Alexaendrai Bond, Kelli Crump, Nkechi Emeruwa, Daile Mitchum, and Desiree Rogers). Sexy and brazen, raunchy and wrenching, this series of vignettes, spread out over two acts, comes with nary a dull moment and plenty of climaxes. The Intelligent Homosexual’s Guide to Capitalism and Socialism with a Key to the Scriptures Berkeley Repertory Theatre, Roda Theatre, 2015 Addison, Berk; www.berkeleyrep.org. $14.50-89. Berkeley Rep’s Tony Taccone, a comrade of Tony Kushner’s from way back in the Angels in America days, directs this revised version of the playwright’s 2009 play, whose long title is a riff on an earlier one by George Bernard Shaw. It concerns the fractured Italian American family of a diehard Communist longshoreman named Gus (Mark Margolis in an impressive, anchoring performance), now retired, who has announced his intention to kill himself and leave his Brooklyn brownstone to the grown children to sell and divide among themselves. In today’s inflated real estate market, that’s not chump change either. His announcement plunges the family into chaos, though truth be told they were all kind of a mess already. Son Pill (Lou Liberatore) is a married gay high school history teacher having a torrid affair with a young hustler (Jordan Geiger), which has already cost him $30,000 of his sister’s hard-earned money. His sister, Empty (Deidre Lovejoy), meanwhile couldn’t care less about the baby to whom her partner (Liz Wisan) is about to give birth, courtesy of the donated sperm from her kid brother Vito (Joseph J. Parks) — who comes across as the contrarian of the family: he’s neither gay nor a Communist. Other significant others are on hand, as well as Gus’s sister Clio (an effective, comically deadpan Randy Danson), a onetime nun who later became a Maoist in Peru and now seems some sloshy mix of the two. And for that reason she, along with Gus, symbolizes more than most the real dilemma here: a lack of something to believe in, of a structure for explaining and shaping experience and modeling action toward a better (post-capitalist) world. At nearly four hours, the play is Kushner’s version of the great American three-act family drama — those personal yet prophetic portraits by your O’Neills, your Millers, your Shepards. Tracy Letts made a similar bid with 2007’s August: Osage County. I don’t think either play really makes it into the pantheon, but while Letts’ play was ultimately slicker, more entertaining, Kushner’s has more in it, more to talk about of real relevance. Not that the production isn’t also entertaining — stage business with pregnant lesbians and mysterious briefcases buried in the wall are deployed to elating effect. But the play’s various subplots and characters are not equally interesting and the machinations of the plot and the sometimes-overlapping dialogue can be overwrought. But despite the tedium this produces, the political questions opened up here are liable to continue rattling around the brain after the curtain comes down, leaving one with a small but worthwhile buzz. Nantucket Island, a wisp of shifting sand 30 miles off the coast of Cape Cod, Mass., is the evocative setting for this autobiographical story from writer-performer Mark Kenward — less the tourists’ Nantucket of summer holidays, mind you, than the inhabitants’ gray and isolated winter. And just as its bleak weather stood for the tempestuous mood of Herman Melville’s Ishmael before he sets sail again in Moby Dick, so the environment for Kenward’s coming-of-age darkly foreshadows a terrible downward spiral. The only son and oldest child of two in a nuclear family from Normal, Ill., that really seemed to fit the bill — complete with a dad who, “in his entire life, only missed four days of shaving” — Mark becomes the odd-boy out upon the Kenwards’ relocation to the remote island. An affable, poised, physically demonstrative performer with a residual Midwestern charm, Kenward describes an upbringing in a household overshadowed by a high-strung, controlling, deeply unhappy mother who, as luck would have it, also becomes his high school English teacher. This relationship is the ground for much of the play’s humor, but also a trauma that blows in like a winter squall. Directed keenly, if perhaps a little too stiffly, by Rebecca Fisher, and accompanied at points by a watery island backdrop (courtesy of video designer Alfonso Alvarez), Nantucket discharges some of its messy human themes a bit too neatly but maintains an inescapable pull. Artists say vote for Campos

OPINION David Campos stands up for the underdogs. And in this current state of capitalism U$A, we the people need to give power only to leaders who won’t abuse it for personal profit. Foucault once said "society must be defended." Campos defends that society, and was granted a valid power from the people of San Francisco, based on actually helping us and being trusted, not just being a political yes person, like so many other modern politicians seem to be. Most politicians are all too eager to grant favors in exchange for shiny objects.

As some of you may or may now know, Campos is running for the 17th State Assembly District seat, which would enable him to create legislation at the state level. Campos shows that he is a man of the people by creating legislation that increases payouts for folks unjustly displaced by Ellis Act evictions, as well as giving displaced residents priority for affordable housing units as they become available. He champions the underdogs of the art scene by supporting legislation that enables emerging promoters to continue operating, without having to purchase $1 million insurance policies that are currently required of larger concert promoters. Basically, Campos is on the side of ensuring good times may still be had in SF, and that we don’t fall into the culturally disadvantaged realms of whitebread blandness that strangled vitality in suburbia for decades.

Campos is running against Divide Chiu for this seat. Seemingly, both candidates uphold progressive ideals, but in today’s tepid political waters, trying to stay informed often feels more like watching a bloated puppet show with talking heads, rather than participating in a genuine process of civic engagement. The solution? In my humble opinion, in order to really separate the fakers from the real, one must follow the money. Case in point, Campos proves his integrity and commitment to everyday people from all walks of life, in his refusal to accept cash from the financial industry (read: banks). He also has accepted only $82,000 from locally based real estate developers, who have committed to building affordable housing as well as market-rate housing (ex: the old Mission Theater project). Chiu, on the other hand, shows his true colors (they always say "money talks" right??) by accepting $34,000 from the finance industry, and $143,000 from out-of-state real estate developers.

Chiu promotes himself as being someone who can "get things done" in office. But that’s a pandering tired cliché at this point and it’s offensive that someone would insult our intelligence by using such tired rhetoric as a means to gain our trust and confidence. Yet Campos’ background alone (he was an undocumented immigrant from Guatemala’s civil war, who arrived speaking no English as a child, then later went on to graduate from Stanford University and later Harvard Law), shows that he is a true underdog who overcame adversity and has the capacity, resolve, and integrity to continue fighting on our behalf (yes, this writer identifies as a non-commodified emerging artist, aka underdog).

Campos represents those who actually pulling themselves up by their boot straps, as the saying goes, in reality. He demonstrates strength of character and values in not accepting funds from shady interests (unlike Chiu) and continues to help the people who truly need it, those who are unjustly displaced and in desperate need of housing in the community that is their long-term home. He supports emerging artists by being in touch with our needs, and crafting legislation that enables us to stay in our homes, and helps the current law become more just (because let’s face it, justice is always ahead of the law; for example, see: slavery being sanctioned in colonial U$A and marriage discrimination in California by Proposition 8).

From one concerned and civilly engaged resident of San Francisco to the next, I urge you to vote for David Campos in the upcoming primary on June 3.
