Forget the Willie Brown Bay Bridge

EDITORIAL As the California Legislature prepares to wrap up before fall recess, a resolution is working its way through the approval process to rename the western span of the Bay Bridge the “Willie L. Brown Jr. Bridge.”

Brown, who formerly served as mayor of San Francisco and speaker of the California Assembly, is known for boasting about his hobnobbing with the rich and famous in his San Francisco Chronicle column, “Willie’s World.” But to longtime progressive San Franciscans who spent decades trying to stem the tide of gentrification, he was the powerful figure that rolled out the welcome mat for high-end developers and corporate interests, whose interests in San Francisco revolved around profit alone.

As mayor, Brown presided over land-use policies that resulted in high-end developments at a time when evictions were rampant, a trend that rings familiar in today’s tech-saturated San Francisco. Once, when pressed on the idea that his approach was making the city increasingly unaffordable, Brown’s famous retort was: “If you don’t make $50,000 a year in San Francisco, then you shouldn’t live here.”

It’s not just Brown’s insensitivity to struggling tenants, deep ties to corporate interests and high-end real-estate developers, or continued behind-the-scenes influence in San Francisco politics that cause us to squirm when we think about the San Francisco-Oakland Bay Bridge bearing this politician’s name. There’s also the key question of whether Bay Area residents actually want to see this happen — and, given Brown’s historic role as a divisive figure, the idea that there is universal support for such an idea is laughable.

A legislative analysis presented to the Assembly Committee on Transportation a few weeks ago noted that lawmakers actually came up with ground rules for big decisions like whether a bridge ought to be named after someone, to “promote fairness.” The rules stipulate that such a proposal “must reflect a community consensus” — and guess what? Even Brown’s editors over at the Chronicle issued a June editorial opposing the idea.

Not only that, but proposals like this are only supposed to come from representatives of the district where the thing being renamed is located — yet this scheme came from Assemblymember Isadore Hall, a Democrat from Compton. But despite clear failure to adhere to these basic rules, only a single committee member voted against naming the bridge after Brown.

Interestingly enough, the bill even includes a request for Caltrans to determine the cost of posting signs commemorating Brown, which would evidently be funded by donations from unspecified private sources.

If the San Francisco-Oakland Bay Bridge is going to be named after anyone, we agree that the honor should be reserved for beloved 19th-century San Francisco eccentric Joshua Abraham Norton, the Scotsman who proclaimed himself Emperor of the United States in 1859 and printed his own currency.

So far, a Change.org petition calling on Gov. Jerry Brown to name it the Emperor Norton Bay Bridge has garnered 1,800 signatures. “He was a champion of racial and religious unity, an advocate for women’s suffrage [and] a defender of the people,” the petition notes. That sounds more like something motorists can be proud of when they drive back and forth across the bay.

 

Petition to name Bay Bridge after Emperor Norton gains 1,000 signatures

San Francisco freelance writer John Lumea disagrees with California state legislators who want to name the western span of the Bay Bridge after former San Francisco Mayor Willie Brown.

Nothing personal against Brown, says Lumea. He just believes that honor belongs instead to 19th century San Francisco eccentric Joshua Abraham Norton (1819-1880), the Scotsman who proclaimed himself Emperor of the United States in 1859 and printed his own currency.

Lumea has drafted and launched a Change.org petition asking the California Legislature to rename the iconic thoroughfare “The Emperor Norton Bay Bridge.” The petition cleared its initial goal of 1,000 signatures on Aug. 12. The Bay Bridge, the petition argues, fulfills Emperor Norton’s “140-year-old vision” of a bridge from San Francisco to Oakland “that has shaped the lives of generations.”

In 1872 Emperor Norton famously proclaimed the need for a suspension bridge between San Francisco, Goat Island (now Yerba Buena), and Oakland. While the Bay Bridge matches the literal proclamation, it also matches Emperor Norton’s social vision for the area, according to Lumea. 

“Emperor Norton was an early visionary of a regional economy,” said Lumea, “and a herald of the whole idea of a Bay Area as a region that shares ideas and relationships beyond economics.” A harbinger of Bay Area progressivism, Emperor Norton also used his local notoriety to advocate on behalf of women’s suffrage and the rights of marginalized populations. 

Past attempts to commemorate Emperor Norton’s special relationship to the Bay Bridge never got off the ground. In 2004, former San Francisco Supervisor Aaron Peskin introduced a resolution to name the entire Bay Bridge after Emperor Norton, but the Board of Supervisors passed a modified version to dedicate just the new additions to the bridge. To date, Oakland and Alameda haven’t obliged.

This June, California State Assembly members had a completely different public figure in mind for the bridge’s name, and introduced a resolution to name the western span of the Bay Bridge after the former Assembly Speaker and San Francisco Mayor Willie Brown. In answer to that proposal, an online petition surfaced in July calling for state legislators to name that span of the Bay Bridge after Emperor Norton instead.

Less than two weeks ago, Lumea’s petition took things a step further, calling on the Legislature and the Governor to name the entire bridge after Emperor Norton.

“As for Willie Brown,” said Lumea, “surely any number of buildings in California could be used for his honor.”

EDITORS NOTES It’s a good thing the Giants were at home Friday night, or I might have tried to drive across the Bay Bridge. Always a bad idea after work, always a worse idea on a Friday, when the backup starts somewhere around SF General Hospital. I spent almost two hours getting past Berkeley one Friday when I thought we could leave at 3:30 and beat the traffic. When the Giants are in town, it’s impossible.

It’s so crowded nobody drives there any more. Or something like that. I didn’t.

Instead, I got on my bike and rode to BART, took the Richmond train to North Berkeley, and rode a few blocks to a birthday party on University Avenue. Cost $7.70, I think, for the round trip. Took less than an hour each way, including biking home up Bernal Hill. The late train back was party central, with the bridge and tunnel crowd all decked out in club finery and a woman singing full-volume along with her phone.

“How was I?” she asked me. “Ready for American Idol,” I said.

I could have been stuck in traffic.

This is how life is going to have to be in the future, and it’s not a bad picture. One of the main reasons I like riding my bike in San Francisco, and I hate driving, is that I know exactly how long it’s going to take me to get somewhere on two wheels. On four, it could be 15 minutes, or it could be an hour.

The thing is, we’re so used to the idea that cars are the fastest way to get around — and in some places, sometimes they are. If we fixed up the city the way we should (which would mean changing not only the lane patterns but the directions of some streets) cars would almost always be the worst and slowest way to go most places.

Either way, in this Bike to Work Day issue, were explore the idea that speeding around town at 30 miles an hour in your personal can isn’t a natural right of all people. In fact, Jason Henderson, a professor at San Francisco state who I interviewed argues that the most environmentally sound thing we can do in urban areas might be to … slow down.

Hard to imagine, that. This city runs on speed: Tech speed, work speed, party speed, frenetic speed … I can’t imagine not being in a serious rush for a large part of my day. It’s nice, sometimes, to think about the alternative.

The warriors arena: How are you going to get there?

The Warriors and the all-star lineup of nearly every political consultant in town launched a new public relations offensive this week with the release of a new, spiffy set of drawings and a rewritten plan for a waterfront arena. And opponents of the project pretty much shrugged and said: So, what?

Sure, it looks nicer than it did before. Sure, there’s a pedestrian walkway around the arena. Yeah, there’s glass on the inside that will give spectators a nice view of the Bay. Oh, and there’s room for a cruise ship terminal, to give the whole thing a veneer of maritime use.

But the problems with this project have never been the architecture of the 12-story structure or the inevitably dubious links to the water. “The design was never the point,” Randy Shandobil, a spokesman for the Waterfront Alliance, told us. “Is this the best place to put a big arena?”

The new plan calls for a slightly smaller arena — 125 feet high instead of 135 — with slightly less retail space and seating inside. The glass sides will not only allow fans to look out, but allow people walking around the outside to view in and see something going on inside. The scoreboard will probably be visible; the actually play on the floor less so.

The visuals presented by the architects, Snøhetta and AECOM, indicate that the arena will perch on a large pad raised significantly above the level of the current Piers 30-32. From the ground level, the arena looks like a giant flying saucer, taller than AT&T Park, that’s plopped down below the Bay Bridge.

Craig Dykers, a representative of the architects, told a Board of Supervisors committee May 6 that the arena will fill a need for some sort of project along the open stretch of waterfront from the Ferry Building to AT&T Park. His presentation made it sound as if that undeveloped area was by nature a blight; thousands of joggers, walkers, bicyclists and people enjoying the unimpeded views of the Bay might disagree.

In fact, the project will change more than the two piers; it will create a busy residential and commercial shopping district that will increase foot and vehicle traffic even when there are no games or concerts scheduled.

This is, by any standard, a very different project from what the Warriors first proposed back in November, 2012. That’s why the Waterfront Alliance is asking that the scoping sessions for the environmental impact report on the project ought to go back to square one.

No matter what you think about the design, or the views, or the impact on the city’s priceless waterfront, there’s a problem that’s glaringly obvious, and Sup. Scott Wiener made the point very clearly:

This absolutely has to be a transit-first arena. There’s no way that part of the city can handle even half of the 5,000 cars that have been counted at the Warrior’s current home, Oracle Arena in Oakland. And much of that impact is going to fall on the subway, or light-rail vehicle system.

“It absolutely has to have good LRV service,” Wiener said.

The problem: “Our current system is not even meeting our current needs. I have a lot of constituents who say, when there’s a Giants game you just don’t take the subway because there’s not going to be any capacity. We’re close to a breaking point now, even past it. and our ten-year capital plan puts to the side most of Muni’s unmet capital needs.”

Jennifer Matz, the Mayor’s Office point person on waterfront development, said she agreed with Wiener. “I recognize this challenge,” she said. “There needs to be more of a holistic approach.”

But Wiener wasn’t backing down. Adding the capacity that will be needed to serve the new arena, and the new Giants development, and the new residents moving into the waterfront neighborhood, is not going to be cheap. “Where,” he asked, “is the money going to come from?”

Peter Albert, who works for the Municipal Transportation Agency, is looking into the number of passengers that will be riding Muni — and BART, and Caltrain — and the capacity those systems plan to add. But he had no answer to Wiener’s question.

That’s because there is only one answer: The taxpayers will have to come up with something in the range of a billion dollars to solve Muni’s capacity problems in the next few years — or else the developers will. And right now, there’s not a lot of political will at City Hall to ask for either.

The Performant: More than words

Sheetal Gandhi and Ragged Wing Ensemble stretch their forms

If an image is worth a thousand words, how much dialogue does the art of dance encompass, when every flick of the wrist can denote whole unspoken volumes? As dance in the Bay Area moves ever further into hybrid territories, where language and limbs combine to stretch the parameters of storytelling, patrons of more traditional theatrical fare may find familiarity in the broadened scope of this increasingly amalgamated artform.

Sheetal Gandhi’s “Bahu-Beti-Biwi” at ODC is a great example of this heterogeneity, bringing to life a series of characters who speak as much in gesture as with words on an almost ascetically bare stage.

When Gandhi does speak it is often in song, and just as frequently in Marwadi, a dialect of Rajasthani, a language obscure enough that it’s guaranteed to be unfamiliar to a large portion of her audiences. Which means it’s through her nuanced physicality that she connects best, blending traditional dance forms such as Kathak with the modern, inhabiting the skin of each of her creations as easily as she wraps herself in a length of striped fabric which serves sometimes as a sari, sometimes a veil, and sometimes as an evocative hobble.

Ghandi is light on her feet, even when she portrays the hunched figure of a family elder, but many of her characters do bear an internal weight—from the smiling auntie who serves the multitudes with a stretched smile to the veiled woman threatening to throw pepper in the eyes of her father-in-law to blind him, a regretful groom on the other side of an arranged marriage to the young girl being wrapped in a length of golden satin in preparation for her own wedding day. Alone and onstage for the entire piece, Gandhi’s more dramatic shifts of scene are expertly heralded by Tony Shayne’s lighting design, which expands and contracts according to the limits of her characters’ perspectives while the elegant compositions by Joseph Trapanese that frame each portion of her performance are equally atmospheric, mixing electronica and field recorded samples with the distinctive tones of the sitar, the insistent rhythm of the tabla.

Across the Bay Bridge, in a vaulted room dubbed “The Sanctuary,” Ragged Wing Ensemble debuts a new play written and directed by Artistic Director Amy Sass called “Time Sensitive.” Just as dancers such as Sheetal Gandhi are experimenting with theatrical techniques within a dance context, so are collaborative arts ensembles such as Ragged Wing creating works of theatre that incorporate far more than the spoken word as the building blocks of narrative.

In “Time Sensitive,” ensemble members don featherlight robes and enter singing “Da Pacem Cordium” (“Give Peace to Every Heart”) before morphing abruptly into suited, scowling business-persons who scuttle back and forth across the stage chanting “gotta GO GO GO” and position themselves in the manner of a flock of early birds demanding worms. In two of several alternating storylines an old clockmaker and his faithful automaton (Addie Ulrey and Keith C. Davis) travel beneath the cracks of the known world on an existential quest, while an adrenaline-seeking elevator-repair guy (Soren Santos) hurls himself from the top of the city’s tallest building and hopes his parachute (artfully rendered with a bobbing line of umbrellas) doesn’t fail. At two hours plus intermission, punctuated by a series of choppy transitions, the ambitious piece does lose some of its initial ballistic momentum, but none of the curious beauty of its dialogue-defying, sumptuously-devised ritual.

SPORTS Did you see what Jed Lowrie (swoon) did last Wednesday, on the very day my column about him hit the streets? He propelled the A’s to their first win of the regular season, going 3-3 with a walk, the game-winning 2-run double, and a home run. In fact he hit two doubles that game, then two more the next — also a win.

This means he loves me too. Although . . . it’s hard to imagine he got a very good look from way down there on the field.

Well, I stand by everything I said about the new A’s shortstop. In fact, taking his lead, I double it.

Almost everything else about last week’s column, however, I have to retract.

Or correct. As in: of course the A’s record-breaking 20-game win streak was in 2002, not 2001. Last year was the 10-year anniversary, and last year was 2012. And math is math.

More importantly, and even more wrongly, I said that AT&T has better concessions than O.co.

What I meant by that careless assertion was that AT&T has a greater variety of fancier (and generally bad) things to eat for even more money than O.co. I know because Hedgehog and I got ourselves to two of those Bay Bridge Series warm-up games, one on each side of the bay, by way of our own li’l Spring Training.

Surprise surprise. I can’t believe a) how many people go to those games, b) how many innings they are willing to miss while standing in line for garlic fries, and c) that Oakland’s garlic fries are better than San Francisco’s.

What the — ?

I thought I remembered AT&T’s garlic fries being awesome, not to mention edible. True, their fryers, like Marco Scutaro, might not be in mid-season form, but you would think at least some of the fries would have at least some amount of crunch to them.

Nope. Greasy soggy seagull food, every single one.

O.co’s garlic fries had a little more crunch to them for a couple dollars less, but then they don’t have the gluten-free hot dog option over there, or gluten-free beer. I asked around, for my boo, who — believe it or not — is more into the game of the game than I am. Plus she was test-running a new score-keeping app she’d paid $10 for and couldn’t leave her seat.

At AT&T, I’ll tell you: the gluten-free stuff is at section 112 in the Promenade Level. Otherwise, you don’t have to walk far in any direction to find all kinds of tempting yummies. To name a few: carving board sandwiches, bacon-wrapped hot dogs, Chicago dogs, and, for the tourists, clam chowder bread bowls and Dungeness crab on sourdough.

After about four-and-a-half innings of prowling, I pulled the trigger on a Cha Cha Bowl from Orlando’s Caribbean Barbecue in the center field food court, and I paraded it back to our seats like a hunter bringing home her kill: Look, Boo! It’s gluten free too!

Yeah, but not very good. Dry jerk chicken, white rice and black beans, with shredded carrots and zucchini. Best thing about it was the pineapple salsa on top.

Whereas . . . and this is a big whereas: O.co’s gluten-free kill turned out to be barbecue barbecue. As in sloppy, sopping spareribs and sliced pork, or Ameri-cue. And it also turned out to be awesome. Not just for stadium food, either. It was legitimately good ‘cue. And to think, last season I couldn’t even find barbecue at Oakland games. Now this: Ribs n’ Things.

Ribs n’ Things, it turns out, is an actual restaurant in Hayward, and — at the risk of reviewing a restaurant in my sports column — let me tell you that I would go there, if I ever went to Hayward. That’s how good it was. The best of both stadiums.

Okay. I conclude my two-part baseball season preview with sauce on my pants, yes, and the smell of barbecue under my fingernails. But as much as I love these things, and Jed Lowrie, the closing shot comes from the first night of the Bay Bridge Series, in San Francisco.

Not too cold, but not exactly warm either. It’s been a beautiful Spring, rain and all. Hedgehog and I are huddled together in the upper deck, facing the bay, and there is that classic late-inning blizzard of seagulls going on around us. Really, it looks like it’s snowing big white bird-shaped flakes, aglow in the stadium lights. The game and the greasy garlic fries have long since lost our interest, but this is something. It feels like we are on a first date. There’s a big orange moon rising up over the water, attended by wisps of clouds. A plane flies in front of it. Its lights go: blink.

Mayor Lee’s mysterious breakfast companions [UPDATED]

See an update to this story below. San Francisco Mayor Ed Lee has been having breakfast with CEOs to seek millions in funding for the America’s Cup, but the identities of those CEOs remain a mystery.

At a City Hall hearing two weeks ago, America’s Cup Organizing Committee chief Kyri McClellan told supervisors that Lee has been “putting an incredible amount of energy” into fundraising to cover city costs for the America’s Cup. As the yacht race draws closer, pressure is building around an anticipated funding shortfall that could deal a blow to city coffers.

McClellan told supervisors that Lee was “holding breakfasts with CEOs” to raise money. Encouragingly, she added, “people are responding.”

So, who are the CEOs? And how much have they agreed to contribute? So far, nobody has disclosed that information.

Shortly after the hearing, the Guardian submitted a public records request to Lee’s office seeking documentation on the fundraising breakfasts and records showing the names and affiliations of the CEOs.

In response, we received several pages from the mayor’s calendar. Entries show that Lee held half a dozen meetings concerning “economic development,” with no mention of the America’s Cup. The mayor had a meeting at Waterbar, a restaurant on the Embarcadero overlooking the Bay Bridge, on the morning of Jan. 25; he had another meeting there Feb. 1; he met at the Hotel Vitale on Feb. 22; met at City Hall on Feb. 28; had breakfast at the St. Regis Hotel on March 1, and had lunch with someone at Original Joe’s on March 4. But there was no information disclosing whom he met with.

After receiving the documents, the Guardian left multiple voicemails with the mayor’s press office asking for the identities of the CEOs. So far, nobody has responded.

The request also yielded a fundraising form that asks prospective donors to “join the 2013 America’s Cup San Francisco Host Committee.”

Donors could opt to become a “Legacy Benefactor” for committing to give or raise $5 million; a “Legacy Partner” for $2.5 million; a “Strategic Partner” for $1 million, a “Civic Champion” for $500,000, or a mere “Member” for $250,000. Donors with questions or who wished “to connect with Mayor Lee” could call Stephanie Roumeliotes, the form noted. 

Roumeliotes is a prominent fundraiser and political strategist who provided financial consulting for the re-election campaigns of Senators Dianne Feinstein and Barbara Boxer. She was appointed to serve on the Golden Gate Concourse Authority, a part of the Recreation and Parks Department, by former Mayor Gavin Newsom.

A call to the number listed went to SGR Consulting, Roumeliotes’ firm. The receptionist declined to comment or to connect the Guardian with Roumeliotes, saying, “All press inquiries should be directed to the Mayor’s Office.”

UPDATE: We just received a voicemail from Christine Falvey, Mayor Lee’s press secretary, who told us “I don’t have a list of the attendees for those breakfasts. They were hosted by the America’s Cup Organizing Committee.” Which raises more questions, but in any case we placed a call to race organizers and will update again when we know more.

From the Rocketship to Bay Lights, “temporary” is the key that unlocked public art in SF

In the wake of The Bay Lights coming on to rave reviews and mesmerized gazes last week, next weekend the Raygun Gothic Rocketship will be taken down from the Pier 14 launch pad it’s occupied since 2010, the latest transitions in San Francisco’s trend of using temporary public art placements to bypass the protracted, emotional, and expensive battles that once defined the siting of sculptures on public lands in San Francisco.

By partnering with private arts organizations and calling the pieces “temporary” – even though almost all of them have been extended past their initial removal deadlines, sometimes by years – the San Francisco Arts Commission, the Port of San Francisco, and other local entities have allowed public art to flourish in the City.

The commission’s longtime public art director Jill Manton told us that temporary public art placements go back to the early ’90s, usually involving smaller pieces while big, years-long controversies continued to rage on over bigger pieces such as “the foot” that never went in on the Embarcadero, the Cupid’s Span piece that Don Fisher did finally place on the waterfront (and which many critics wish had been only a temporary placement), and a big, ill-fated peace sign in Golden Gate Park.

“It’s not as threatening to the public, not as imposing, so it doesn’t seem like a life-or-death decision,” Manton said of the trend toward temporary placements.

But the real turning point came in 2005 when then-Mayor Gavin Newsom, Manton, and other city officials began to embrace the Burning Man art world by bringing a David Best temple into Patricia Green in Hayes Valley, Michael Christian’s Flock into Civic Center Plaza, and Passage by Karen Cusolito and Dan Das Mann onto Pier 14 (a transition point that I chronicle in my book, The Tribes of Burning Man).

Each piece was well-received and had its initial removal deadlines extended. Since then, temporary placements of both original art and pieces that returned from the playa – including Cusolito’s dandelion in UN Plaza, the rocketship, Kate Raudenbush’s Future’s Past in Hayes Valley, and Marco Cochrane’s Bliss Dance on Treasure Island, which is now undergoing a renovation to better protect it against the elements during its longer-than-expected and now open-ended run – have enlivened The City.

“They get to rotate art and people get excited about what’s next,” said Tomas McCabe, director of the Black Rock Arts Foundation, a Burning Man offshoot organization that has helped with fundraising and logistics for most of the burner-built placements.

We spoke by phone on the afternoon of March 8 as he was working with Christian to install The Bike Bridge – a sculpture using recycled bicycle parts that local at-risk teens helped Christian build thanks to a grant from the National Endowment for the Arts – at the intersection of Telegraph and 19th in Oakland as a temporary placement.

The Bike Bridge will officially be unveiled on April 5 during the increasingly popular monthly Art Murmur, and the party will get extra pep from a conference of Burning Man regional representatives that is being held just down the block that day.

McCabe said the connection between Burning Man and the temporary art trend doesn’t just derive from the fact that Bay Area warehouses are filled with cool artwork built for the playa that is now just sitting in storage. It’s also about an artistic style and sensibility that burners have helped to foster.

“We try to help the art pieces have a life after Burning Man, but it’s more the style of community-based art that we promote,” McCabe said, noting that BRAF also helps with fundraising and other tasks needed to support these local art collectives. “We like to see the artists get paid for their work, we’re funny like that.”

Manton said there are currently discussions underway with San Francisco Grants for the Arts (which is funded by the city’s hotel tax) and other parties to put several large pieces built for Burning Man on display in either UN Plaza or Civic Center Plaza, a proposal Manton called UN Playa. “We bring the best of Burning Man to the city,” she said.

Most of the art placements in San Francisco have been labors of love more than anything, and a chance to win over new audiences. When the Five-Ton Crane crew and other artists placed the Raygun Gothic Rocketship on the waterfront in 2010, they had permission from the Port to be there for a year. Then it got extended for another year, and then another six months, and it will finally come down this weekend.

There will be final reception for the Rocketship this Friday evening (with music from the fellow burners in the Space Cowboys’ Unimog) and then the crane will come up on Sunday morning to remove it, in case any Earthlings want to come say hello-goodbye.

“The Rocketship and its crew have had a fantastic 2.5 years on display at Pier 14. Maintenance days were always a pleasure, giving us a chance to talk to people – and see the smiles and joy people got from the installation,” one of its artists, David Shulman, told us. “We’ve had tremendous support from, and would like to thank, the people of San Francisco, the Port of San Francisco, and the Black Rock Arts Foundation. But Pier 14 is intended for rotating displays, and we’re excited to see what comes next.”

Dan Hodapp, a senior waterfront planner for the Port district, said they don’t currently have plans for the site, although he said it will include more temporary art in the future. “The Port Commission and the public are supportive of public art at that location,” Hodapp told us. “But right now, we’re just reveling in the new Bay Lights and we’re not in a hurry to replace the Rocketship.”

Manton said The Bay Lights – the Bay Bridge light sculpture by art Leo Villareal that began what is supposed to be a two-year run (but which Mayor Ed Lee is already publicly talking about extending) on March 5 – has already received overwhelming international media attention and is expected to draw 55 million visitors and $97 million of additional revenue to the city annually.

“It is public art as spectacle. It’s amazing,” Manton said of the piece, which the commission and BRAF played only a small roles in bringing about. “It’s so good for the field of public art.”

She that the success of recent temporary art placements and the role that private foundations have played in funding them have not only caused San Franciscans to finally, truly embrace public art, but it has ended the divisive old debates about whether particular artworks were worth the tradeoff with other city needs and expenditures. And it has allowed the Hayes Valley Neighborhood Association and other neighborhood organizations to curate the art in their public parks.

Meanwhile, even as the Port gives Pier 14 a rest, Hodapp said another temporary artwork will be going up this fall at Pier 92, where old grain silos will be transformed into visual artworks, and that Pier 27 will be turned into a spot for a rotating series of temporary artworks once the Port regains possession of the spot from the America’s Cup in November.

As he told us, “The public really enjoys art on the waterfront, and they’re most supportive when we do temporary art, so there’s a freshness to it.”

Leo Villareal’s magical Bay Lights

Tonight, March 5, the western span of the Bay Bridge will be illuminated in the much-anticipated Bay Lights installation, created by internationally acclaimed artist Leo Villareal.

The project will incorporate an “intelligent lighting” system, powered by 25,000 individually programmable LEDs that will be illuminated according to “abstract sequences inspired by the kinetic activity around the bridge,” Villareal explained at a press conference at the San Francisco Ferry Building this afternoon. “It’s not a light show,” the artist noted, and added that he preferred to think of it more as “the equivalent of a digital campfire.”

Villareal, who has worked in software in addition to being an artist, emphasized that the lighting system is highly efficient, using only enough power to cost about $15 per night.

The project has been in the works for two and a half years and under construction for the last six months. Private funders have raised $6 million of the total $8 million needed. The presenting organization is Illuminate the Arts, a nonprofit organization.

San Francisco Mayor Ed Lee, speaking at the press conference, emphasized an economic projection finding that the installation could result in $97 million in local economic activity. He expressed support for it as an important project for generating private support for public art. “This project has unleashed incredible generosity,” showing funders that “art is something exciting, and cool to get behind as a sponsor,” Lee said. “I think it will release even more generosity” for art in San Francisco, he added.

When the Guardian took the opportunity to ask Lee what could be done to help make San Francisco more affordable for artists in general, he responded, “I am very sensitive to that,” and said he was making an extra effort to work with the arts community, particularly those who “want to create art homes and art locations in mid-Market.” Lee added that even tech employees have expressed to him that they value living in a city where arts are thriving, so “we have to make sure there’s the right balance for that.”

Sunday Streets hits the Embarcadero March 10

We love the ocean breezes of Sunday Streets Great Highway, the jampacked activities of Sunday Streets Mission, the general feeling of being on the main thoroughfare of a neighborhood you don’t usually hang out on with thousands of your city neighbors. Once again, the car-free family day is taking over the Embarcadero for its March 10 season opener.

More centrally located than the beach, more of a novelty than the at-times Mission version — this could be a good one, and it’s high time to re-acquaint yourself with the strip in these last days before America’s Cup swoops in, anyway. Here’s five ways to spend your SS Embarcadero:

No traffic for the rich

The more libertarian elements of the Bay Area have been complaining for years about carpool lanes on the freeways. If everyone’s stuck in traffic, and those lanes are open, why can’t everyone use them — and cut back on congestion?

Now, heeding those complaints (and moving in the fast lane toward privatization of the highway system), the Metropolitan Transportation Commission is moving to allow single-occupant vehicles to use the carpool lanes — for a price.

So the people who can afford to spent ten bucks extra a day can save time, too — and everyone else has to sit in traffic. A couple of problems with this scenario.

For one thing, the idea that moving more cars to the carpool lane will ease congestion on the rest of the road has no basis in fact or reality. Freeways are like jails — the more you build, the faster they fill up. Double the size of I-80 and soon it will still be as crowded. Build another Bay Bridge and it will be choked with cars in a year. That’s been the entire experience of American highway construction since World War II.

An open freeway encourages people to drive. When the price of waiting in traffic gets high enough, people either use transit or … carpool.

Which is the point of the carpool lanes. If a couple of people leave their cars at home, freeing up space for everyone else and in the process cutting down on fossil-fuel emissions, then they get to ride in a less-crowded lane. The carpool lanes are supposed to be more empty; that’s the idea.

Then there’s this notion of first-class and second-class highway travel.

In a perfect world, people whose time is worth more money would sacrifice cash to get where they’re going, and by sitting in traffic for half an hour less would earn tha extra money back at work, and all would even out. But even the most academic-minded economists know that’s not how the real world works. (Of course, in a perfect world we’d have such fast, cheap and effective transit systems that nobody would drive around the Bay Area at all.)

No: What will really happen is that wealthier people who want to go shopping or out to dinner or whatever and drive without sitting in traffic will get to do that, and poorer people will lose even more of their time to the commute, which they can’t afford to do anyway, and the level of economic inequality in the Bay Area will get worse. So will the air quality.

Brilliant idea.

War of the waterfront

There’s a blocky, unattractive building near the corner of Howard and Steuart streets, right off the Embarcadero, that’s used for the unappealing activity of parking cars. Nobody’s paid much attention to it for years, although weekend shoppers at the Ferry Building Farmers Market appreciate the fact that they can park their cars for just $6 on Saturday and Sunday mornings.

But now a developer has big plans for the 75 Howard Street site — and it’s about to become a critical front in a huge battle over the future of San Francisco’s waterfront.

Paramount Partners, a New York-based real-estate firm that also owns One Market Plaza, wants to tear down the eight-story garage and replace it with a 350-foot highrise tower that will hold 186 high-end condominiums. The new building would have ground-floor retail and restaurant space and a public plaza.

It would also exceed the current height limit in the area by 150 feet and could be the second luxury housing project along the Embarcadero that defies the city’s longtime policy of strictly limiting the height of buildings on the waterfront.

It comes at a time when the Golden State Warriors are seeking permission to build a sports arena on Piers 30 and 32, just a few hundred feet from 75 Howard.

Between the proposed 8 Washington condo project, the arena, and 75 Howard, the skyline and use of the central waterfront could change dramatically in the next few years. Add to that a $100 million makeover for Pier 70, the new Exploratorium building on Pier 15, and a new cruise ship terminal at Pier 27 — and that’s more development along the Bay than San Francisco has seen in decades.

And much of it is happening without a coherent overall plan.

There’s no city planning document that calls for radically upzoning the waterfront for luxury housing. There’s nothing that talks about large-scale sports facilities. These projects are driven by developers, not city planners — and when you put them all together, the cumulative impacts could be profound, and in some cases, alarming.

“There hasn’t been a comprehensive vision for the future of the waterfront,” Sup. David Chiu told me. “”I think we need to take a step back and look at what we really want to do.”

Or as Tom Radulovich, director of the advocacy group Livable City, put it, “We need to stop planning the waterfront one project at a time.”

 

Some of the first big development wars in San Francisco history involved tall buildings on the waterfront. After the Fontana Towers were built in 1965, walling off the end of the Van Ness corridor in a nasty replica of a Miami Beach hotel complex, residents of the northern part of the city began to rebel. A plan to put a 550-foot US Steel headquarters building on the waterfront galvanized the first anti-highrise campaigns, with dressmaker Alvin Duskin buying newspaper ads that warned, “Don’t let them bury your skyline under a wall of tombstones.”

Ultimately, the highrise revolt forced the city to downzone the waterfront area, where most buildings can’t exceed 60 or 80 feet. But repeatedly, developers have eyed this valuable turf and tried to get around the rules.

“It’s a generational battle,” former Sup. Aaron Peskin noted. “Every time the developers think another generation of San Franciscans has forgotten the past, they try to raise the height limit along the Embarcadero.”

The 8 Washington project was the latest attempt. Developer Simon Snellgrove wants to build 134 of the most expensive condominiums in San Francisco history on a slice of land owned in part by the Port of San Francisco, not far from the Ferry Building. The tallest of the structures would rise 136 feet, far above the 84-foot zoning limit for the site. Opponents argued that the city has no pressing need for ultra-luxury housing and that the proposal would create a “wall on the waterfront.”

Although the supervisors approved it on a 8-3 vote, foes gathered enough signatures to force a referendum, so the development can’t go forward until the voters have a chance to weigh in this coming November.

Meanwhile, the Paramount Group has filed plans for a much taller project at 75 Howard. It’s on the edge of downtown, but also along the Embarcadero south of Market, where many of the buildings are only a few stories high.

The project already faces opposition. “The serious concerns I had with 8 Washington are very similar with 75 Howard,” Chiu said. But the issues are much larger now that the Warriors have proposed an arena just across the street and a few blocks south.

“Because of the increase in traffic and other issues around the arena, I think 75 Howard has a higher bar to jump,” Sup. Jane Kim, who represents South of Market, told me.

Kim said she’s not opposed to the Warriors’ proposal and is still open to considering the highrise condos. But she, too, is concerned that all of this development is taking place without a coherent plan.

“It’s a good question to be asking,” she said. “We want some development along the waterfront, but the question is how much.”

Alex Clemens, who runs Barbary Coast Consulting, is representing the developer at 75 Howard. He argues that the current parking garage is neither environmentally appropriate nor the best use of space downtown.

“Paramount Group purchased the garage as part of a larger portfolio in 2007,” he told me by email. “Like any other downtown garage, it is very profitable — but Paramount believes an eight-story cube of parking facing the Embarcadero is not the best use of this incredible location.”

He added: “We believe removing eight above-ground layers of parked cars from the site, reducing traffic congestion, enlivening street life, and improving the pedestrian corridor are all benefits to the community that fit well with the city’s overall goals. (Of course, these are in addition to the myriad fees and tax revenues associated with the project.)”

But that, of course, assumes that the city wants, and needs, more luxury condominiums (see sidebar).

 

Among the biggest problems of this rush of waterfront development is the lack of public transit. The 75 Howard project is fairly close to the Embarcadero BART station, but when you take into account the Exploratorium, the arena, and Pier 70 — where a popular renovation project is slated to create new office, retail, and restaurant space — the potential for transit overload is serious.

The waterfront at this point is served primary by Muni’s F line — which, Radulovich points out, “is crowded, expensive, low-capacity, and not [Americans with Disabilities Act]-compliant.”

The T line brings in passengers from the southeast but, Radulovich said, “if you think we can serve all this new development with the existing transit, it’s not going to happen.”

Then there are the cars. The Embarcadero is practically a highway, and all the auto traffic makes it unsafe for bicycles. The Warriors arena will have to involve some parking (if nothing else, it will need a few hundred spaces for players, staff, and executives — and it’s highly unlikely people who buy million-dollar luxury boxes are going to take transit to the arena, so there will have to be parking for them, too. That’s hundreds of spaces and new cars — assuming not a single fan drives.

The 75 Howard project will eliminate parking spaces, but not vehicle traffic — there will still be close to 200 parking spaces.

And all of this is happening at the foot of the Bay Bridge, the constantly clogged artery to the East Bay. “Oh, and there’s a new community of 20,000 people planned right in the center of the bridge, on Treasure Island,” Peskin pointed out.

Is it possible to handle all of the people coming and going to the waterfront (particularly on days where there’s also a Giants game a few hundred yards south) entirely with mass transit? Maybe — “that’s the kind of problem we’d like to have to solve,” Radulovich said. Of course, the developers would have to kick in major resources to fund transit — “and,” he said, “we don’t even know what the bill would be, and we don’t have the political will to stick it to the developers.”

But a transit-only option for the waterfront is not going to happen — at the very least, thousands of Warriors fans are going to drive.

The overall problem here is that nobody has asked the hard questions: What do we want to do with San Francisco’s waterfront? The Port, which owns much of the land, is in a terrible bind — the City Charter defines the Port as an enterprise department, which has to pay for itself with revenue from its operations, which made sense when it was a working seaport.

But now the only assets are real estate — and developing that land, for good or for ill, seems the only way to address hundreds of millions of dollars in deferred maintenance and operating costs on the waterfront’s crumbling piers. And the City Planning Department, which oversees the land on the other side of the Embarcadero, is utterly driven by the desires of developers, who routinely get exemptions from the existing zoning. “There is no rule of law in the planning environment we live in,” Radulovich said. So the result is a series of projects, each considered on its own, that together threaten to turn this priceless civic asset into a wall of concrete.

Inside scoop from Anchor Distilling: A new clear hops spirit, line of Japanese whiskies, rooftop bar, world’s most extensive cocktail book library, and more

Anchor Distilling is a local treasure. Fritz Maytag pioneered craft beer and craft spirits in America long before most were even thinking about it. Tracing back Fritz’ brewing days to the 1960s puts San Francisco squarely on the map as a leader and trendsetter in beer, while in spirits Fritz — alongside Jorg Rupf at St. George, and Hubert Germain-Robin of Germain-Robin — were all pioneering American craft spirits here in Northern California decades before the current renaissance.

Though I was sad to see Fritz retire and sell Anchor in 2010, I’ve been encouraged to witness the care invested by the new owners. Conversing with Anchor President David King is a pleasure. He came from London and Berry Bros. & Rudd (BBR), an iconic name in spirits and wine, now partnered with Anchor Distilling, with a historic shop in London’s posh St. James’s district (which I visited last year in my London explorations). King oversees all imports in their growing portfolio and Anchor’s spirits catalogue, maintaining a humble yet visionary mindset behind the company’s growth.

In keeping with Anchor and Fritz’s legacy, he’s been working to create a spirit different from any before it.

It will be the first Anchor spirit to be releases since Genevieve years back: a hops-based spirit, appropriately named HopHead. Though King and Anchor brewmaster (of 41 years) Mark Carpenter long ago passed the conceptual stages, there’s still the waiting game of TTB approvals, including classification of the spirit. As King explains to me, HopHead is made in Anchor’s alembic still used to craft their whiskies, but it is produced like a gin, though made solely with hops in neutral grain spirit vs. gin botanicals.

Because it defies typical classification, it may even end up being categorized as vodka, which would be a mental hurdle for countless of us cocktail geeks and industry folk who have helped spur on the cocktail renaissance of the past decade plus. But HopHead is not flavored vodka. I’ve tasted numerous hoppy whiskies (a shining example being Charbay’s R5 made from Bear Republic Beer), but this is quite different. As King expressed, the goal is to have the taste of fresh hops without the bitter finish. It’s unexpectedly clean, smooth, vibrantly hoppy but with no lingering bitterness. Granted, IPA lovers and hops fanatics crave the bitter, but I find this a fascinating expression of hops, illuminated from other angles when chilled – unique cocktail creations are waiting to be made from this one. The HopHead label is designed by the same Sausalito houseboat artist who has designed Anchor’s Christmas beer labels for years.

Months back I visited Anchor’s new rooftop bar, a window-heavy respite with chic yellow couch, wood bar, and striking views of downtown San Francisco and the Bay Bridge. They are close to finishing a deck which will function as a beer garden of sorts, surrounded by herbs and hops. They’ve recently acquired bartending legend Brian Rea‘s cocktail library, considered to be the most extensive in the world. King says they plan to have a library room on the top floor of Anchor near the bar where industry folk can peruse vintage books (cozy on the couch with those views) and try them out at the bar with the extensive collection of Anchor spirits and imports. It will be one-of-a-kind as an industry space.

On top of this, Anchor Distilling continues to sell a number of exciting imports in an ever-growing catalogue, like Glenrothes’ brand new release of the first in a line of Extraordinary Casks from the 1960s and ’70’s, and elegant, refined Hine Cognac, the standout being Hine Antique XO poured at this year’s WhiskyFest. Especially exciting is the import of Nikka whiskies from Japan. We have had to stick to Nikka when overseas and in general, there’s not close to enough Japanese whiskies being imported into the US compared to what is available in Japan. King says he’s hoping in to soon have five or six Japanese whiskies from the Nikka portfolio here in the States, including Yoichi and Taketsuru. We sipped the latter while I learned of the compelling story of its namesake, Masataka Taketsuru. He worked in various distilleries in Scotland, married a Scottish woman, Rita, eventually returning to Japan and founding Nikka as a company (initially named Dai Nippon Kaju K.K.)

We ended our chat with a pour of 16 year Hotaling’s single malt whiskey, Anchor’s crowning beauty (and rarity – this release at only 274 bottles), which I have been privileged to taste a few times. With the view of San Francisco before us, it seems our city’s entrepreneurial, visionary spirit continues to inform Anchor’s direction, just as it has with Fritz Maytag since the 1960’s.

Critical Mass at 20

I was in Zeitgeist on a Friday summer evening, at a planning meeting for the 20th anniversary of Critical Mass, when I first heard about the idea of kicking off the celebration week with a renegade bicycle ride over the Bay Bridge.

The people who first shook up the city’s commute two decades ago were going to take the idea of seizing space from cars a step further — and fulfill a longtime cyclist fantasy. They were going to take the bridge.

Chris Carlsson, the author/activist who helped found Critical Mass and has evangelized the concept around the world, reminded me of this super-secret ride last Wednesday when I finally got around to starting my reporting for this story. I was surprised that I’d forgotten about it — but yes, I told him, I still wanted to be there.

“This will galvanize our sense of the week,” Carlsson told me, explaining that Critical Mass has always been about “opening up a space for a conversation,” whether it’s about how urban space is used or who gets to make that decision.

“There is a real necessity to have a place for people to start thinking creatively. That’s Critical Mass’s enduring contribution, 20 years ago and today.”

What started in September 1992 with 48 cyclists pedaling together through San Francisco has become an enduring worldwide phenomenon. On the last Friday of every month, without leaders or direction, this group bike ride simply meanders through the streets, riders smiling and waving at motorists often perplexed at the temporary alteration of traffic laws by a crowd too big to stop or ignore. While views of Critical Mass may differ, the conversation about urban cycling that it started has had an undeniable impact on how people see cities and their power to shape them, placing it high on the list of San Francisco’s proudest cultural exports.

Last Friday evening — a week before thousands of people are expected to show up for the 20th anniversary ride Sept. 28 — I rode over to a meeting in the back of the art gallery at 518 Valencia, the welcome center for the week. The first international arrivals were there: four Europeans who flew to Mexico City, where most of them built tall bikes to cycle up to San Francisco for the anniversary ride, arriving last week after a four-month trek.

They were veterans of Critical Mass events all over Europe, which borrowed the concept from the Bay Area, and they were happy to be going back to its core.

Andrea Maccarone is a 31-year-old Italian who lives in Paris when he isn’t bike touring, which he does quite a bit, last year riding to consecutive Critical Mass events in Paris, Toulouse, Rome, and Madrid. “It began here and spread everywhere,” he said. “A lot of my lifestyle — I’ve been a bike messenger and worked in bike kitchens — is based on what started here.”

His French girlfriend, Marie Huijbregts, described a cultural happening that began when she was 8 years old. “It’s a political movement of cyclists to release the streets from the cars,” the 28-year-old told me. “It’s environmental, do-it-yourself, and a great way to meet people.”

She said she wanted to be here “because it’s supposed to be the biggest one and all the world was invited. It’s symbolic and I wanted to be a part of it.”

Carlsson has watched the event he helped popularize spread to hundreds of cities around the world, from the Biciletada in Sao Paulo to the Cyklojizda in Prague. He loves to see young people who have been energized by Critical Mass and the larger renegade cyclist movement that grew up around it — from DIY bicycle kitchens and art bikes to creative political actions that seize public spaces — “who dream of San Francisco with stars in their eyes.”

But he often feels like we’re the “hole in the donut” of this international urban cycling movement, unable to retain the same intention and energy that it had when Carlsson, Jim Swanson, and a group of their bike messenger and anarchist cyclist friends conceived of the idea (originally called Commute Clot) in the Market Street office of a zine called Processed World.

Carlsson still hears the stories from people whose lives were changed by Critical Mass. But it was only in the last year or so, as the 20th anniversary approached, that he started regularly riding Critical Mass again, with a new generation of participants often drawn by confrontational yahooism, riding well-trod routes and rejecting efforts to suggest destinations as counter to its leaderless ethos.

“It’s extremely predictable now and I’m sick of it,” Carlsson admitted to me, a less diplomatic version of what he wrote in the introduction to the newly released book of essays he edited, Shift Happens: Critical Mass at 20, writing that the “euphoria of cooperative, joyful reinhabitation of urban space is hard to sustain after a awhile.”

Yet that powerful central idea is still there, and it remains as relevant as ever in cities dominated by fast-moving cars. People working together to create “an organized coincidence” can still change the rules of the road, opening up all kinds of new possibilities.

“It is an unpredictable space and you never know what’s going to happen,” Carlsson told me. That’s true of the history of Critical Mass around the world — with its storied clashes with cops and motorists, and its glorious convergences and joyful infectiousness — and it was true of our quest to take the Bay Bridge the next day.

 

 

TO THE BRIDGE

We weren’t just being daredevils. The idea of fighting for a freeway lane against six lanes of fast-moving cars, drivers distracted by that epic view of San Francisco, was conceived by Carlsson as a political statement protesting current plans to rebuild the Bay Bridge with a bike lane going only from Oakland to Treasure Island, leaving out that final 2.5-mile stretch into The City.

And for years, the Bay Bridge had been out there as a symbol of where bikes couldn’t go — and in dozens of demonstrations, riders have sought to make it up those ramps, particularly during the Bikes Not Bombs rides protesting the US invasion of Iraq, only to be blocked by police.

Carlsson handed out flyers headlined “A Bay Bridge for Everyone,” harking back to the early pre-Internet “xerocracy” that used flyers to promote Critical Mass ideas or suggest routes. A local historian, Carlsson included photos and descriptions of the Bay Bridge with three lanes of cars in each direction on the top deck, back when the lower deck had trains.

Why couldn’t we have one lane back for bikes? Well, it’s actually under consideration — sort of.

The idea of creating a bicycle/pedestrian lane on the western span is the subject of an ongoing $1.6 million study by Caltrans and the Bay Area Toll Authority, which are looking at attaching paths to the sides of the bridge. That would likely require replacing the decks on the bridge with a lighter new surface to compensate for the added weight, all at a cost of up to $1 billion.

Carlsson thinks that’s ridiculous overkill, and probably intended to scuttle the idea (or else put the blame on bicyclists for the cost of resurfacing the bridge). “For five grand, in three hours it could be done,” he said, arguing that all cyclists need is a lane, a protective barrier, perhaps a lowering of the speed limit — oh, and the political will to recognize that we have as much right to this roadway as motorists.

“It is a sad commentary on the nature of our government that the only way the state transit agency will take bicycling seriously as everyday transportation is when pressured by demonstrations and organized public demands,” Carlsson wrote on the flyer. “Why don’t they take the lead in opening space for cycling instead of doing everything to obstruct, deny, and prevent cycling?”

Even getting to Treasure Island for a bike ride isn’t easy for the car-free. Muni only allows two bikes at a time on its 108 bus, so Carlsson borrowed a van to shuttle almost 20 of us out there in multiple trips. Among the crew were the group that rode up from Mexico City, a Peruvian, and many regular local Critical Mass riders, including Bike Cavalry founder Paul Jordan and LisaRuth Elliott, a 10-year Critical Mass rider who helped edit Shift Happens and coordinate volunteers for the anniversary week, along with a couple of its very early adherents: Hugh D’Andrade and Glenn Bachmann.

“Nobody knew what we were doing,” Bachmann said of that first ride. “We didn’t know what was going to happen. But displacing cars left us this intense euphoria.

Elliott said she was drawn to Critical Mass shortly after she got into urban cycling, attracted by the sense of community that had developed around her transportation choice. She was later inspired to visit Paris and Marseille and other cities that adopted Critical Mass rides.

“They have taken charge and are leading their movements to better bicyclable cities. It’s an adaptable idea,” she told me as we prepared to load our bikes on the van bound for Treasure Island.

Once we were out there, we gathered for a picnic on the beach in Cooper Cove, where we got some sobering news from David Wedding Dress, who talked us through the ride and was going to be trailing our crew in his Mercedes as a safety measure.

“Prepare to be in jail until Monday morning,” he told us. There were also the high winds and dangerous gaps to contend with, offering a bleak prognosis.

A veteran radical activist and bicyclist, Dress has ridden the bridge before and been arrested most times, and he didn’t share Carlsson’s view that we were most likely to get away with it. When Carlsson arrived, he tried to shore up our spirits, saying we’d probably be okay if we maintained the element of surprise.

“We have a right to do this and make that point,” Carlsson said.

Elliott, who was already a wobbler going in, decided not to ride, but 16 of us decided to do it anyway, feeling nervous but excited. When a CHP patrol pulled over a car near our spot and it turned into an hour-long arrest and towing ordeal, which we were forced to wait out, we had plenty of time to think about what we were doing.

As D’Andrade told me as we waited to ride up to the bridge entrance, “What feels to me like the early days of Critical Mass is how scary this is.”

 

THE EARLY DAYS

In the beginning, the Critical Mass activists say their battle for space was a safety issue infused with a political message, delivered with a smile derived from the joyous new discovery that riding with friends made it much easier. San Francisco streets were designed for automobiles, and to a lesser extent public transit, with cycling relegated to the bike messengers and a few renegades seen by most as simply refusing to grow up.

Even the nascent San Francisco Bicycle Coalition of that era — which grew in numbers and power on a similar trajectory as Critical Mass, despite its policy of maintaining a defensible distance from that outlaw event — was initially dominated by the philosophy that urban cyclists should ride quickly with car traffic and didn’t need separate lanes.

“That’s what I like to remind people is how scary bicycling was in San Francisco in the early ’90s,” D’Andrade said.

I first encountered Critical Mass in 2001 when I was the news editor for the Sacramento News & Review, and Berkeley resident Jason Meggs brought the movement into automobile-centric Sacramento. My reporters and I covered those early rides, which were met with a harsh crackdown by police, who often cited every minor traffic violation.

But Meggs was committed to the concept, as he wrote in his Shift Happens! essay entitled, “The Johnny Appleseed of Critical Mass,” a role he has played over the last 19 years. “Critical Mass made me a video activist and filmmaker; it sent me to jail and then to law school, and again to graduate school for healthy cities. It provided us the space to build a vibrant bicycle culture, and to feel free and alive in cities that otherwise felt hostile, caustic, and alien,” he wrote.

Meggs calculates that he’s been arrested more than 20 times and received more than 100 traffic tickets during Critical Mass events, beginning with the Berkeley Critical Mass that he started in March of 1993, in part to protest plans to widen I-80.

“Those early rides were legendary — moment to moment ecstatic joy and street theater,” he remembered. “The combination of bike activists and freeway fighters with anarcho-environmentalists on wheels was a combination that couldn’t be beat. Like a newscaster once said of Critical Mass, back then we were drunk with power.”

Yet in almost city where it’s sprouted, Critical Mass has had to battle through crackdowns by police, which are often met with greater determination by the cycling community. San Francisco fought through a showdown with Mayor Willie Brown in 1997, when his threats to shut Critical Mass down turned out thousands of cyclists for the next ride.

In 2007, the San Francisco Chronicle sensationalized a conflict between a motorist and Critical Mass, beginning a media campaign that led Mayor Gavin Newsom to order a heavy police presence on subsequent rides — a show of force, but one without any apparent plan or directive — again increasing number of cyclists.

Each time, San Francisco city officials were forced to accept the inevitability of Critical Mass, opting to avoid the route of the harsh, sustained, and costly crackdowns employed in New York City, whose police and city officials essentially went to war with Critical Mass in 2004 and have all-but destroyed it. Portland has also had a tumultuous relationship with its Critical Mass, with police there essentially shutting it down.

Yet Carlsson noted in his Shift Happens essay that the bicycle activism that formed along with those rides still prevailed: “Both cities — not coincidentally I think — have implemented extensive and intensive street-level redesigns to accommodate the enormous increase in daily cycling that followed the rapid growth and ultimate repression of their Critical Mass rides.”

San Francisco has seen an even greater explosion in the number of cyclists on the roadways, so many that spontaneous “mini-Masses” of cyclists form up during the daily commutes on Market Street and elsewhere. But despite the near-universal City Hall support for cycling here, and the SFBC’s status as one of the city’s largest grassroots political advocacy organizations, Carlsson said San Francisco’s cyclists still lack the infrastructure and policies needed to safely get around the city.

That’s one reason why the challenge of Critical Mass is still relevant, he said, and one reason why we were determined to ride our bikes into San Francisco on the Bay Bridge.

 

ANOTHER DAY

The cops left a little before 6pm, so we massed up and headed for the Bay Bridge, pedaling single-file up a long hill. Soon, the long western span of the bridge came into view, stretching to the downtown destination that we all hoped to reach without incident or arrest, as we passed a sign reading “Pedestrians and Bicycles Prohibited.”

As we crested the hill and dropped down toward the freeway entrance, our pathway seemed clear, with the only real variable being coordinating with Dress in the Mercedes trail car, but Carlsson was on the phone with him and we all assumed that we were about to ride our bikes onto the Bay Bridge.

We were in a fairly tight pack, Maccarone smiling atop the tall bike that had traveled so far to this point, as we rounded the swooping right turn to the point where even cars make a dangerously quick entrance onto the bridge from a complete stop, merging into loud and dense traffic moving at freeway speeds.

We stopped, looked back for Dress, and he wasn’t there. A minute crept by, then another, as cars drove cautiously past us to get onto the freeway, their drivers giving us the same quizzical, confused looks that we’d seen on Critical Mass so many times. Another minute passed, then another, as Carlsson lit one of the road flares that we planned to use as a secondary safety measure to the Mercedes.

Then, a CHP patrol car rounded the bend, the officer sternly telling us over his PA system, “Don’t even think you’re getting on this bridge with those bikes.”

So we turned around and began to head back when Dress finally arrived in his Mercedes, presenting a moment of truth. Did we proceed anyway, even though we had been warned and knew the officer had probably radioed in our presence, taking away the element of surprise and increasing our chances of arrest?

There was dissension in ranks and a clear division among those urging opposite courses of action, but Carlsson and others continued to ride away after talking the Dress, who proceeded onto the freeway. Later, Carlsson said he was still game to go at that moment, but tried to be responsive to the collective: “I was not comfortable imposing going on the bridge on everyone.”

D’Andrade advocated for going anyway, but most felt it was too risky at that point, siding with Carlsson’s argument that is wasn’t about getting arrested: “I like to do something and get away.”

And so it was decided that we would choose a strategic retreat, some pledging to take the bridge some other day, hopefully with greater numbers. Besides, we all had a big week ahead of us, starting the next day with the first official event of Critical Mass’s anniversary week: the Art Bike/Freak Bike Ride and BBQ.

We gathered the next afternoon on the waterfront under sunny blue skies, our aborted bike crew increased in size 10-fold, joined by underground DIY bike crews from San Francisco’s own Cyclecide to the Black Label crews from Minneapolis, Oakland, and Los Angeles, infusing the ride with a countercultural edge.

Urban bike culture is now vast and varied — from the eco-warriors and urban thinkers to wage slaves and renegade tinkerers — and they’ve all found a regular home in Critical Mass. “Twenty years on, people are kinda nostalgic about it, even if they don’t ride in it or think it’s a good idea,” an activist name rRez told me during that beautiful Sunday ride, the one we were able to take because we weren’t in jail.

Carlsson told me on the ride that he was at peace with our failed mission of the day before, a sign that being radical isn’t the same thing as being reckless. “That was a good strategic retreat moment. It’s very adult,” he said. “It was a good experience for all of us, and nothing bad happened and nobody is in jail.”

In a way, that’s the essence of Critical Mass. It isn’t pure anarchy, and it’s not about fighting with the cops or the motorists, something Carlsson sees as straying from its original intent. It’s a joyful gathering, an exercise in the power of people who are willing to challenge the status quo and take well-considered risks to create a society of their choosing.

“In a modern capitalist society, the roads are the lifeblood,” Carlsson said, “and if you block them, you’re a threat.”

Vacancy voyeur: Matt Fisher’s shots of a Treasure Island that waits

Originally built as an airport for flying boats, Treasure Island’s man-made four square kilometers went on to house the Navy, and now is home to wineries, environmental hazards, electronic music from time to time, 2,500 people — most of them low-income, many of them college students — and tons of unused, abandoned buildings that capture the imagination of artists (check out this video from Tiny Town Productions we posted last year.)

The latest creative type to get inspired is Matt Fisher, a photographer who captured the isle’s luminous creepiness in his shots. Now that there’s plans to build more housing on the isle, Fisher is working on turning the images into a book to capture a moment in time and structures that may not be around much longer. We caught up with him about his tangles with pollution, ghosts, and about why he didn’t shoot any of Treasure Island’s living inhabitants. 

San Francisco Bay Guardian: What inspired you to take on Treasure Island?

Matt Fisher: About six years ago, a friend of mine started working for the Treasure Island Development Authority, which oversees all the properties on the island. Through visits out there and seeing some of the buildings left over from the Navy’s occupation, I became intrigued with the story behind the island. I ended up doing a short-form documentary for Current TV on the island and the location has been lingering with me ever since. I watched it become more populated with residents and businesses, and about two years ago, I finally started taking my camera out there. Current plans for redevelopment to turn Treasure Island into an eco-friendly city had me wondering what would happen to these tarnished old remnants of the island’s past. Would they be forgotten like so many other things? That was when I decided to document the island and the remaining structures as thoroughly as I could.

SFBG: There are thousands of people living out there and I don’t see any of them in your shots — why didn’t you shoot the inhabited portions of the island?

MF: I have always been fascinated by the phenomenon when a human is added to the landscape of a picture, whether it is a painting, video, or photo. Immediately, it seems like your attention is directed at the figure. Humans love to look at other humans. Take the human out of the picture and you start realizing elements of the landscape again, the buildings and the objects. I really tried to keep people out of many of these photos for that reason. The landscape on Treasure Island is so bizarre, I really tried to portray that desolate and eerie feeling to the viewers.

SFBG: I know the island is crazy polluted — did you run into any dicey situations involving waste out there?

MF: I personally didn’t run into any problems out there but most of the pollution problems come from invisible culprits, so maybe I did and just don’t know it yet. Asbestos is running rampant out there and taking out a lot of buildings. Low levels of radiation are also a factor and now the recent news of a botched radiological assessment from the past has the Island’s future looking sketchy again. I really felt like this was a critical time to do this project with all the uncertainties swirling around its growth over the last five years. My hope is that this book can serve as a historical reference to immortalize this mysterious landmass before it’s too late.

SFBG: Ghosts?

MF: I am sad to report I experienced no ghosts. The attached Yerba Buena Island may have a few lurking around though. Indian burial artifacts and other human remains have been found out there while building the Bay Bridge back in the late 1930s. They found a mammoth’s tusk as well!

Less hills being a boon for the drunk biker in us all.

If that is not enough motivation to embark upon a self-guided cycling tour of the East Bay beer scene, then I don’t know what is. Let me tell you about a recent, successfully-completed jaunt from which my team and I emerged with double IPA paunches, and a newfound appreciation for the San Francisco Bay Trail (of which you can find maps here: baytrail.abag.ca.gov).

EL CERRITO

Hook up your handlebars for a pleasant BART ride out to this north-of-Berkeley, family-friendly area, where a cruise of mere blocks will take you to the airy brewpub of Elevation 66 (10082 San Pablo, El Cerrito. (510) 525-4800, www.elevation66.com). Stainless steel fermentation tanks make for tasty eye candy from the bar, where we wound up setting our messenger bags and ordering a sampler flight of seven beers. For such a tiny operation, Elevation 66 offers a swath of pours: on tap the day we visited were seven of its in-house brews, including a heavenly Contra Costa kölsch, the perfect light beverage with which to begin a day of exercising and drinking, and five guest pours, of which we tried a bubbly, sweet Two Rivers blood orange cider. Important matters settled, we tackled the extensive food menu, which stocks homemade potato chips, a Peruvian causa made with poached prawns, avocados, Yukon potatoes, and habanero, and more.

Now, leave the brewery (I know, but there’s lots to see.) Take the beautiful, wetlands-lined Bay Trail south, feeling free to jump off at the overpass when you see the Golden Gate Fields (1100 Eastshore Frontage Road, Berk. (510) 559-7300, www.goldengatefields.com). If it’s Sunday, all the better — $1 entry, $1 beers, $1 hot dogs.

BERKELEY

Note the USDA community garden that will zip by on your right (at 800 Buchanan, Berk.) as you emerge from the Bay Trail into the Albany-Berkeley area, home to some of the largest breweries in the East Bay, besides of course the mega-fermenters at the Budweiser factory in Fairfield.

Your first stop will be at Pyramid Alehouse (91 Gillman, Berk. (510) 528-9880, www.pyramidbrew.com), and though you may find the quality of some of the beers at this Seattle-born chain brewery to be just about what you’d expect from a space tinged with notes of T.G.I. Friday’s, you can make a game of counting the pyramids incorporated into the décor for extra stimulation. If you dare, embark upon a 40-minute free tour given every day at 4pm by a bartender who may or may not include gems like: “if you like metaphors, you’ll love this one.” At any rate, it’s a good primer for people who have no idea how beer is made and it includes tons of free booze at the end. Check out Trumer Pils Braueri (1404 Fourth St., Berk. (510) 526-1160, www.trumer-international.com) a few blocks away for another free tour that runs daily at 3:45pm.

Head back to the Bay Trail, unless you feel like a trip further inland to Berkeley’s two fun brewpubs Jupiter (2181 Shattuck, Berk. (510) 843-8277, www.jupiterbeer.com) and Triple Rock Brewery (1920 Shattuck, Berk. (510) 843-2739, www.triplerock.com). Between Berkeley and Oakland you have three lovely miles of trail ride, and if I’m not mistaken we are in the thick of blackberry season, which means the indigo clumps you’ll see on your right just past Sea Breeze Market and Deli (598 University, Berk.) are ripe for picking.

OAKLAND

You could while away a day within just a few blocks in downtown Oakland, such a prime sitting-out-with-a-microbrew kinda neighborhood it is.

In terms of places that make their own brew, there is none better than the 1890s warehouse building that houses Linden Street Brewery (95 Linden, SF. (510) 812-1264, www.lindenbeer.com), the little brewery that could. There’s only a few meters in between tank and tap here, and on weekdays you can sit in the joint’s tap room and suck down golden pints of its Urban Peoples’ Common Lager, while hearing the story from the bartender of how it came to the forefront of Oakland’s craft beer scene.

You may not even guess, right off the bat, that Pacific Coast Brewing Company (906 Washington, Oakl. (510) 836-2739, www.pacificcoastbrewing.com) is brewing the suds that wind up in your $9/five beer sampler — but it is. The charming brick pub has all the fried pickles one has come to expect from a solid bar menu, and a latticed patio that provides a little privacy from the Oakland cityscape. Out front, you can park your steed and walk it out — the rest of your stops are within stumbling distance, unless you’re trying to really make a day of it and head south to Drake’s Brewing (1933 Davis, San Leandro. (510) 568-2739, www.drinkdrakes.com) and its tucked-away pint parlor.

You may just have saved the best for last. The Trappist (460 Eighth St., Oakl. (510) 238-8900, www.thetrappist.com) and Beer Revolution (464 Third St., SF. (510) 452-2337, www.beer-revolution.com) are two of my favorite Bay beer bars, regardless of area code. Both have superlative selection and cute, sunny patios, but considerably different vibes.

The Trappist is a classy, under-lit place with two bars and an elegant rotating list of beers at each, some local and some from far-flung locales. On our visit, we tried a trio of superb sour beers, including the transcendent red-brown Belgian Rodenbach Grand Cru. Trappist’s food menu is full of elegantly spare, small plates packed with big flavors, like a recent Mahon Reserva cheese platter with truffled almonds and shisito peppers. I’m no meat eater, but I heard rave reviews of the comparatively proletarian Trappist dog, which was studded with bacon and seemed an apt pairing for a beer that may out-class you.

Beer Revolution, as the name would imply, is a populist place — local brewers regularly roll through to share their fermentation philosophies. Though their draft menu is impressively large, the beauty of this place is variety. Inside the bar there is a vast refrigerator land where bottles await for your to-go/for-here fancy. We vote for-here, because you’ll want to savor every drop of your East Bay booze cruise.

For such a tiny operation, Elevation 66 offers a swath of pours: on tap the day we visited were seven of its in-house brews, including a heavenly Contra Costa kölsch, the perfect light beverage with which to begin a day of exercising and drinking, and five guest pours, of which we tried a bubbly, sweet Two Rivers blood orange cider. Important matters settled, we tackled the extensive food menu, which stocks homemade potato chips, a Peruvian causa made with poached prawns, avocados, Yukon potatoes, and habanero, and more.

Now, leave the brewery (I know, but there’s lots to see.) Take the beautiful, wetlands-lined Bay Trail south, feeling free to jump off at the overpass when you see the Golden Gate Fields (1100 Eastshore Frontage Road, Berk. (510) 559-7300, www.goldengatefields.com). If it’s Sunday, all the better — $1 entry, $1 beers, $1 hot dogs.

 

BERKELEY

Note the USDA community garden that will zip by on your right (at 800 Buchanan, Berk.) as you emerge from the Bay Trail into the Albany-Berkeley area, home to some of the largest breweries in the East Bay, besides of course the mega-fermenters at the Budweiser factory in Fairfield.

Your first stop will be at Pyramid Alehouse (91 Gillman, Berk. (510) 528-9880, www.pyramidbrew.com), and though you may find the quality of some of the beers at this Seattle-born chain brewery to be just about what you’d expect from a space tinged with notes of T.G.I. Friday’s, you can make a game of counting the pyramids incorporated into the décor for extra stimulation. If you dare, embark upon a 40-minute free tour given every day at 4pm by a bartender who may or may not include gems like: “if you like metaphors, you’ll love this one.” At any rate, it’s a good primer for people who have no idea how beer is made and it includes tons of free booze at the end. Check out Trumer Pils Braueri (1404 Fourth St., Berk. (510) 526-1160, www.trumer-international.com) a few blocks away for another free tour that runs daily at 3:45pm.

Head back to the Bay Trail, unless you feel like a trip further inland to Berkeley’s two fun brewpubs Jupiter (2181 Shattuck, Berk. (510) 843-8277, www.jupiterbeer.com) and Triple Rock Brewery (1920 Shattuck, Berk. (510) 843-2739, www.triplerock.com). Between Berkeley and Oakland you have three lovely miles of trail ride, and if I’m not mistaken we are in the thick of blackberry season, which means the indigo clumps you’ll see on your right just past Sea Breeze Market and Deli (598 University, Berk.) are ripe for picking.

 

OAKLAND

You could while away a day within just a few blocks in downtown Oakland, such a prime sitting-out-with-a-microbrew kinda neighborhood it is.

In terms of places that make their own brew, there is none better than the 1890s warehouse building that houses Linden Street Brewery (95 Linden, SF. (510) 812-1264, www.lindenbeer.com), the little brewery that could. There’s only a few meters in between tank and tap here, and on weekdays you can sit in the joint’s tap room and suck down golden pints of its Urban Peoples’ Common Lager, while hearing the story from the bartender of how it came to the forefront of Oakland’s craft beer scene.

You may not even guess, right off the bat, that Pacific Coast Brewing Company (906 Washington, Oakl. (510) 836-2739, www.pacificcoastbrewing.com) is brewing the suds that wind up in your $9/five beer sampler — but it is. The charming brick pub has all the fried pickles one has come to expect from a solid bar menu, and a latticed patio that provides a little privacy from the Oakland cityscape. Out front, you can park your steed and walk it out — the rest of your stops are within stumbling distance, unless you’re trying to really make a day of it and head south to Drake’s Brewing (1933 Davis, San Leandro. (510) 568-2739, www.drinkdrakes.com) and its tucked-away pint parlor.

You may just have saved the best for last. The Trappist (460 Eighth St., Oakl. (510) 238-8900, www.thetrappist.com) and Beer Revolution (464 Third St., SF. (510) 452-2337, www.beer-revolution.com) are two of my favorite Bay beer bars, regardless of area code. Both have superlative selection and cute, sunny patios, but considerably different vibes.

The Trappist is a classy, under-lit place with two bars and an elegant rotating list of beers at each, some local and some from far-flung locales. On our visit, we tried a trio of superb sour beers, including the transcendent red-brown Belgian Rodenbach Grand Cru. Trappist’s food menu is full of elegantly spare, small plates packed with big flavors, like a recent Mahon Reserva cheese platter with truffled almonds and shisito peppers. I’m no meat eater, but I heard rave reviews of the comparatively proletarian Trappist dog, which was studded with bacon and seemed an apt pairing for a beer that may out-class you.

Beer Revolution, as the name would imply, is a populist place — local brewers regularly roll through to share their fermentation philosophies. Though their draft menu is impressively large, the beauty of this place is variety. Inside the bar there is a vast refrigerator land where bottles await for your to-go/for-here fancy. We vote for-here, because you’ll want to savor every drop of your East Bay booze cruise.
