Citizen Agnos comes on strong for Proposition B in support of his Athenian oath

When Art Agnos was sworn in as mayor in 1988, he used the Athenian Oath that was taken by young men reaching the age of majority in Athens 2000 years ago.  He shortened the oath (as many did) to say: “I promise…upon my honor…to leave my city better than I found it.”

For Agnos, a Greek steeped in Greek traditions, the oath was a serious matter. “At the heart of our vision,” Agnos said in his inaugural address, “ is a refusal to let San Francisco become an expensive enclave  that locks out the middle class, working families and the poor. At the center of our strategy is a belief in the basic right of people to decent jobs and housing.”  

Twenty-six years later, Citizen Agnos was working hard  in private life to leave his city better than he had found it. He led a citizens’ movement that stopped the monstrous 8 Washington project, knocked the Warriors off the piers, forced the Giants to lower their  highrise expectations,  and promoted Proposition  B that would stop  the Wall on the Waterfront and require a public vote on any increases  to current height limits on port property.

 And Agnos is having the time of his life doing all this, as he made clear in his remarks to San Francisco Tomorrow, the one organization in town that has been manning the barricades in every major Manhattanization battle all these years  on the waterfront and everywhere else.  He enjoys taking on Mayor Lee and “the high tech billionaire political network that wants to control city hall and fulfill their vision of who can live here and where.” And he must relish  the Chronicle’s C.W.Nevius and the paper’s editors and their self-immolating bouts of hysteria.  

Agnos gave a splendid speech and confirms that he really is our best ex-mayor. I particularly liked his point about the “power to decide” on development. “Today that power to decide is in a room In City Hall. I know that room. I have been in that room. 

“You know who is in there? It is the lobbyists,..the land use lawyers…the construction union representatives..the department directors..and other politicians. You know who is not in that room. You.Prop B changes that dynamic and puts you in the room that matters. No more ‘advisory committees’ that get  indulged and brushed off. No more ‘community outreach’ that is ignored. It will all matter.”

Yes, yes, yes, a thousand times yes, on B and stopping the Manhattanization of the waterfront. b3

Agnos remarks to San Francisco Tomorrow 

I am delighted to speak to the members and friends of SFT about the waterfront tonight…and a special shout out to Jane Morrison as one of the pioneer professional  women in the media… and one of the  finest Social Service Commissioners in our City’s history. I also welcome the opportunity to join you in honoring tonight’s unsung heroes…Becky Evans with whom I have worked closely over the past year and half …Tim Redmond  the conscience of the progressive community for the past 35 years…Sarah Short and Tommi Avicolli Mecca from the Housing Rights Committee who stand up every day for poor and working people who need a voice in our city.

Twenty-four years ago in 1990, I made one of the best decisions of my mayoralty when I listened to the progressive environmental voice of San Francisco and ordered the demolition of the Embarcadero Freeway. That freeway was not only a hideous blight but also a wall that separated the city from its waterfront. Hard to believe today…but it was a very controversial decision back then… just 3 years before…in 1987 the voters had defeated a proposal by Mayor Feinstein to demolish it. The Loma Prieta Earthquake gave us a chance to reconsider that idea in 1990. Despite opposition of 22,000 signatures on a petition to retrofit the damaged freeway… combined with intense lobbying from the downtown business community led by the Chamber of Commerce, North Beach, Fisherman’s Wharf and especially Chinatown…we convinced the Board of Supervisors to adopt our plan to demolish the freeway… by one vote.

And the rest is history…until today. 

After a period of superb improvements that include a restored Ferry Building…the Ball park… new public piers where one can walk further out into the bay than ever before in the history of this city… the 
Exploratorium…the soon to be opened Jim Herman Cruise Ship terminal…Brannan Wharf Park…there is a new threat. Private development plans that threaten to change the environment of what Herb Caen first called “our newest precious place” …not with an ugly concrete freeway wall…but with steel and glass hi-rises that are twice as tall.

Today…the availability of huge amounts of developer financing …combined with unprecedented influence in city hall and the oversight bodies of this city…the Waterfront has become the new gold coast of San Francisco. Politically connected developers seek to exploit magnificent public space with hi-rise, high profit developments that shut out the ordinary San Franciscan from our newest precious place. We love this city because it is a place where all of us have a claim to the best of it…no matter what our income…no matter that we are renter or homeowner…no matter what part of the city we come from.

And connected to that is the belief that waterfront public land is for all of us…not just those with the biggest bank account or most political influence. 

That was driven home in a recent call I had from a San Franciscan who complained about the high cost of housing for home ownership or rent…the high cost of Muni…museum admissions…even Golden Gate Bridge tours and on and on. When he finished with his list, I reminded him I was mayor 23 years ago and that there had been 4 mayors since me,  so why was he complaining to me?
“Because you are the only one I can reach!” he said.

Over the past few weeks…that message has stuck with me.  And I finally realized why. This is what many people in our city have been seeking… someone who will listen and understand. Someone who will listen…understands… and acts to protect our newest precious place…our restored waterfront. You see…it was not just about luxury high-rise condos at 8 Washington last year…It was not just a monstrous 
basketball arena on pier 30-32 with luxury high-rise condos and a hotel across the street on public land. It’s about the whole waterfront that belongs to the people of San Francisco…all 7 and half miles of it… from the Hyde Street Piers to India Basin. And it must be protected from the land use mistakes that can become irrevocable. 

This is not new to our time…8 Washington and the Warriors arena were not the first horrendous proposals…they were only the latest. Huge… out of scale… enormously profitable projects… fueled by exuberant boosterism from the Chamber of Commerce… have always surfaced on our waterfront. 50 years ago…my mentor in politics…then Supervisor Leo McCarthy said, “We must prevent a wall of high rise apartments along the waterfront…and we must stop the filling in of the SF bay as a part of a program to retain the things that have made this city attractive.” That was 1964…

In 2014…Former Board of Supervisors President Aaron Peskin said it best this way…”It seems like every 10 years…every generation has to stand up to some huge development that promises untold riches
  as it seeks to exploit the waterfront and our public access to it.” Public awareness first started with the construction of the 18 stories of Fontana towers east and west in 1963. That motivated then Assemblyman Casper Weinberger to lead public opposition and demand the first height limits… as well as put a stop to 5 more Fontana style buildings on the next block at Ghirardelli Square. This was the same Casper Weinberger who went on to become Secretary of HEW and Secretary of Defense under President Ronald Reagan.

In 1970 the Port Commission proposed to rip out the then “rotting piers” of piers 1 – 7 just north of the Ferry Building. They were to be replaced with 40 acres of fill (3 X Union Square) upon which a 1200-room hotel and a 2400 car garage would be built. It passed easily through Planning and the Board of Supervisors. When the proposal was rejected on 22 to 1 vote by BCDC, Mayor Alioto complained, “We just embalmed the rotting piers.” No… we didn’t …we saved them for the right project…and if one goes there today… they see it…the largest surviving renovated piers complex with restaurants, walk in cafes, port offices, free public docking space, water taxis and complete public access front and back. 

In 2002… that entire project was placed on the U.S. National Historic Register. But my favorite outrageous proposal from that time was the plan to demolish another set of “rotting piers” from the Ferry Building south to the Bay Bridge. And in place of those rotting piers… the plans called for more landfill to create a Ford dealership car lot with 5000 cars as well as a new Shopping center. That too…was stopped.

So now it’s our turn to make sure that we stop these all too frequent threats to the access and viability of our waterfront.

In the past 2 weeks…we have seen momentum grow to support locating the George Lucas Museum on piers 30-32 or the sea wall across the Embarcadero.I love the idea…but where would we be with that one be if a small band of waterfront neighbors and the Sierra Club had not had the courage to stand up to the Warriors and City Hall 2 years ago. Once again they used the all too familiar refrain of “rotting piers” as an impending catastrophe at piers 30-32.

Proposition B will help prevent mistakes before they happen. Most of all… Prop B will ensure protection of the port on more permanent basis by requiring a public vote on any increases to current height limits on Port property.All of the current planning approval processes will stay in place…Port Commission…Planning commission…Board of Permit Appeals…Board of Supervisors…will continue to do what they have always done. But if a waiver of current height limits along the waterfront is granted by any of those political bodies…it must be affirmed by a vote of the people. Prop B does not say Yes or No…it says Choice. It is that simple. The people of SF will make the final choice on height limit increases on port property. 

The idea of putting voters in charge of final approval is not new. In the past the people of San Francisco have voted for initiatives to approve a Children’s budget…a Library budget…retaining neighborhood fire stations… minimum police staffing… as well as require public authorization for new runway bay fill at our airport. And at the port itself… there have been approximately 18 ballot measures to make land use and policy decisions.

So…we are not talking about ballot box planning…we are talking about ballot box approval for waivers of existing height limits on public property. Opponents like Building Trades Council, Board of Realtors, 
and Chamber of Commerce are raising alarms that we will lose environment protections like CEQA by creating loopholes for developers. 
Astonishing! 

Prop B is sponsored by the Sierra Club…Tonight we honor Becky Evans of the Sierra Club who sponsored Proposition B. That same set of opponents are joined by city bureaucrats issuing “doomsday” reports stating that we will lose thousands of units of middle class housing… billions of dollars in port revenues…elimination of parks and open space on the waterfront. Astonishing!

These are the same bureaucrats who issued glowing reports a couple of years ago that the America’s Cup would mean billions in revenue for the port and the city. And they wanted to give Oracle’s Larry Ellison 66-year leases to develop on 5 of our port piers for that benefit! Now…how did THAT work out? So far…city hall will admit to $11 million dollars in known losses for the taxpayers.

Another opponent… SPUR says any kind of housing will make a difference and there are thousands in the pipe line… so don’t worry.
Astonishing!

We have not seen one stick of low income or affordable housing proposed on the waterfront since the 80s and 90s when Mayor Feinstein and I used waterfront land for that very purpose. Hundreds of low-income housing dwellings like Delancey Street and Steamboat Point Apartments…affordable and middle class housing like South Beach Marina apartments and Bayside village comprise an oasis of diversity and affordable housing in the midst of ultra expensive condos. For me…that was part of an inaugural promise made in January 1988…I said, “At the heart of our vision is a refusal to let San Francisco become an expensive enclave that locks out the middle class, working families and the poor. At the center of our strategy is a belief in the basic right of people to decent jobs and housing. 

Yes…that was the commitment on public land on the waterfront by 2 mayors of a recent era… but not today. Indeed…San Francisco has been rated the #1 least affordable city in America…including NY Manhattan. That is one of the many reasons we see middle class  people…as well as working poor…being forced to leave San Francisco for Oakland and elsewhere in the bay area. That reality was reinforced in the February 10, 2014 issue of Time Magazine…Mayor Lee said, “I don’t think we paid any attention to the middle class. I think everybody assumed the middle class was moving out.”

Today…An individual or family earning up to $120,000 per year …150 per cent of the median in this city… do not qualify for a mortgage and can’t afford the rent in one of the thousands of new housing units opening in the city. The Chronicle reported a couple of weeks ago that a working family of  3 who have lived in a rent-controlled studio apartment in the Mission is offered $50 K to leave. That is what the purely developer driven housing market offers. And that philosophy is reinforced by a planning commission whose chair was quoted in December 2013 issue of SF Magazine saying, “Mansions are as just as important as housing.”

Prop B changes that dynamic by putting the Citizen in the room with the “pay to play” power brokers. That is what it is all about my friends. Power.

Former SF city planning director and UC School of City Planning Professor…Alan Jacobs recently related what he called the Jacobs Truism of land economics: “Where political discretion is involved in land use decisions…the side that wins is the side with the most power. And that side is the side with the most money.” Prop B will ensure that if developers are going to spend a lot of money to get a height waiver on port property …the best place to spend it will be to involve, inform, and engage the citizen as to the merit of their request…not on the politicians.

Today that power to decide is in a room in City Hall. I know that room…I have been in that room. You know who is there? It is the lobbyists…the land use lawyers…the construction union representatives…the departmental directors… and other politicians. You know who is not in the room? YOU. The hope is that someone in that room remembers you. But if you really want your voice to be heard…you have to go to some departmental hearing or the Board of Supervisors…wait for 3 or 4 hours for your turn… and then get 2 minutes to make your case. Prop B changes that dynamic and puts you in the room that matters. No more “advisory committees” that get indulged and brushed off. No more “community outreach” that is ignored. 

It will all matter. That is why today there is no opposition from any waterfront developer…They get it. We are going to win. It is easy to see how the prospect of Prop B on the ballot this June has changed the dynamics of high-rise development along the waterfront. The Warriors have left and purchased a better location on private land in Mission Bay. The Giants have publicly announced that they will revise their plans with an eye to more appropriate height limits on port land. Forest City is moving with a ballot proposal to use Pier 70 to build new buildings of 9 stories…the same height as one of current historic buildings they will preserve on that site for artists.

The Pier 70 project will include 30 percent low-income…affordable and middle class housing on site… along with low-tech industries, office space and a water front promenade that stretches along the entire shoreline boundary. A good project that offers what the city needs will win an increase in height limits because it works for everybody. A bad one will not. My friends…I have completed my elected public service career. There will be no more elections for me.

And as I review my 40 years in public life…I am convinced of one fundamental truth. The power of the people should… and must… determine what kind of a city this will be. It must not be left to a high tech billionaire political network that wants to control city hall to fulfill their vision of who can live here and where. It starts with you… the people of this city’s neighborhoods… empowered to participate in the decisions that affect our future. You are the ones who must be vigilant and keep faith with values that make this city great. This city is stronger when we open our arms to all who want to be a part of it…to live and work in it…to be who they want to be…with whomever they want to be it with. Our dreams for this city are more powerful when they can be shared by all of us in our time…

We are the ones …here and now… who can create the climate to advance the San Francisco dream to the next generation. And the next opportunity to do that will be election day 
June 3. Thank you.

We will fight for the ideals and Sacred Things of the City both alone and with many. We will revere and obey the City’s laws and will do our best to incite a like reverence and respect in those above us who are prone to annul them or set them at naught. Thus, in all ways, we will transmit this City not only, not less, but greater and more beautiful than it was transmitted back to us.”  The National League of Cities publishes the oath and says it “was recited by the citizens of Athens, Greece, over 2,000 years ago. Today that power to decide is in a room in City Hall. I know that room. I have been in that room.

You know who is there? It is the lobbyists, the land use lawyers, the construction union representatives, the departmental directors, and other politicians. You know who is not in the room? You. The hope is that someone in that room remembers you.

But if you really want your voice to be heard, you have to go to some departmental hearing or the Board of Supervisors, wait for three or four hours for your turn, and then get two minutes to make your case. Prop B changes that dynamic and puts you in the room that matters. No more “advisory committees” that get indulged and brushed off. No more “community outreach” that is ignored.

It will all matter. That is why today there is no opposition from any waterfront developer. They get it. We are going to win. It is easy to see how the prospect of Prop B on the ballot this June has changed the dynamics of high-rise development along the waterfront.

The Warriors have left and purchased a better location on private land in Mission Bay. The Giants have publicly announced that they will revise their plans with an eye to more appropriate height limits on Port land. Forest City is moving with a ballot proposal to use Pier 70 to build new buildings of nine stories, the same height as one of current historic buildings they will preserve on that site for artists.

The Pier 70 project will include 30 percent low-income, affordable and middle class housing on site, along with low-tech industries, office space, and a waterfront promenade that stretches along the entire shoreline boundary. A good project that offers what the city needs will win an increase in height limits because it works for everybody. A bad one will not.

My friends, I have completed my elected public service career. There will be no more elections for me. And as I review my 40 years in public life, I am convinced of one fundamental truth: The power of the people should, and must, determine what kind of a city this will be.

It must not be left to a high-tech billionaire political network that wants to control City Hall to fulfill their vision of who can live here and where. It starts with you, the people of this city’s neighborhoods, empowered to participate in the decisions that affect our future. You are the ones who must be vigilant and keep faith with values that make this city great.

This city is stronger when we open our arms to all who want to be a part of it, to live and work in it, to be who they want to be, with whomever they want to be it with. Our dreams for this city are more powerful when they can be shared by all of us in our time.

WE are the ones, here and now, who can create the climate to advance the San Francisco dream to the next generation. And the next opportunity to do that will be election day June 3.

Memorial concert follows DA’s decision not to charge driver who killed cyclist

In the wake of yesterday’s decision by the District Attorney’s Office not to bring criminal charges against the driver who killed 24-year-old Amélie Le Moullac as she cycled in the Folsom Street bike lanes on her way to work last August, her family will be holding a benefit concert this Friday (May 16) for Amélie’s Angels, a charity created in her name to benefit needy schoolchildren in Haiti.

The concert by Amelie’s mother, organist Jessie Jewitt, and other Bay Area musicians starts at 7:30pm in St. Mark’s Episcopal Church in Palo Alto, featuring the Palo Alto Philharmonic and Conducter Geoffrey Pope. Amélie’s friend and co-worker Steve Lynch, who told us the event will be both a memorial and a fundraiser, said he was disappointed by the DA’s office decision not to bring charges in the case.

“I personally find this to be very upsetting, particularly given the way her investigation was handled, but the main reason I wanted to write you was to see if you would be interested in mentioning the benefit concert. It’s something that we’re trying to do to get her family some closure,” Lynch told us.

As KQED reported yesterday, the DA’s Office decided there was insufficicient evidence to bring an involuntary manslaughter charge against delivery truck driver Gilberto Alcantar, who turned right at Sixth Street across Le Moullac’s path, killing her. The San Francisco Police Department had recommended criminal charges after initially conducting only a cursory investigation, an insult that was compounded by Sgt. Richard Ernst showing up and making insensitive, victim-blaming comments at a memorial event by cyclists at the scene of Le Moullac’s death. Afterward, bike activists asked nearby businesses if they has surveillance video of the accident, finding video that police had neglected to seek that led investigators to conclude that Alcantar didn’t have the right-of-way when he ran over Le Moullac.

The Board of Supervisors held hearings on how the SFPD conducts such investigations, and Police Chief Greg Suhr later apologized for Ernst’s comments and the faulty investigation and pledged to conduct more thorough investigations when motorists kill cyclists, including looking at the three other similar fatalities last year. Alcantar was never even given a traffic citation in the deadly accident, but Le Moullac’s family has filed a civil wrongful death lawsuit against Alcantar and the company he was driving for at the time, Daylight Foods.

Since the accident, the San Francisco Municipal Transportation Agency has created new bike lanes and other markings on Folsom Street to more clearly delineate how bikes and cars should merge as they approach intersections so as to avoid the illegal “right hook” turns that are so dangerous to cyclists.

In a public statement announcing Amélie’s Angels and the benefit concert, Jewitt said, “Many people have asked me whether I was going to set up some type of fund or activity to improve the safety of SF streets for bicyclists. Although great improvements need to be made in this area, I leave it to advocates such as the Bicycle Coalition and other concerned individuals to petition for these changes. Amélie was not a cyclist. She was simply a young woman who thought that cycling to work would help the environment and would be a good form of exercise. In the days following her death, I felt her love so intensely, I knew I had to channel it into some activity that would directly enhance the lives of others.”

Toyota work methods applied at General Hospital

San Francisco’s Department of Public Health has a $1.3 million contract with Seattle-based Rona Consulting Group to implement the Toyota Management System, a workflow methodology based on the auto-manufacturing model, at San Francisco General Hospital.

This new model, which aims for greater workflow efficiency, is being implemented just as healthcare staffers raise concerns that staffing levels at SFGH are dangerously low.

“Nurses often work through their breaks, and they stay after their shifts to get charting done,” said David Fleming, a registered nurse who has been at SFGH for 25 years. “I think nurses are getting the job done – but they’re at the edge.”

A group of healthcare workers spoke out at the May 7 Budget & Finance Committee meeting, during which supervisors discussed the DPH budget. Public employee union SEIU 1021, which represents healthcare workers, is in the midst of contract negotiations but Fleming said they had been grappling with reduced staffing for awhile.

According to a contract request to the Health Commission sent anonymously to the Bay Guardian, DPH entered into a 24-month contract with Rona totaling just over $1.3 million, for the purpose of implementing the Toyota Management System methodology as part of the transition to the new SFGH acute care facility, scheduled to open in December 2015.

The Bay Guardian received a copy of the contract request via BayLeaks, which uses encryption software known as SecureDrop to enable sources to anonymously submit documents.

The $1.3 million came from “General Funds (Rebuild Funds)”, according to the contract request. In 2008, voters approved Prop. A, funding the $887.4 million General Hospital rebuild through general obligation bonds. Use of the voter-approved, taxpayer-supported funds is restricted to hospital construction under a state law that limits the use of bond money to specified purposes.

However, Iman Nazeeri-Simmons, chief operating officer at DPH, said funding for the Rona contract came from a “hospital rebuild transition budget,” which she said provides for needs beyond construction costs.

Specialized consulting to educate hospital staff in the ways of the Toyota Management System doesn’t come cheap. A single meeting between the consultant and “key leaders” to “discuss needs and develop operational project plans” cost $25,225, the document showed. A one-day “visioning session” facilitated by the contractor was priced at $16,814. Five-day workshops fetch Rona $42,032 each. Based on estimates included in the contract request, the consulting firm would earn the equivalent of $4,707 per day.

The $1.3 million consulting contract was awarded even as unions remind city officials of staffing cuts during the economic downturn in 2008 that still have not been restored.

Here’s some video testimony from hospital staffer Heather Bollinger regarding how tough things can get at the General Hospital’s trauma center. “We do have staffing issues, and they do affect patient safety,” she said in public comment to the Health Commission on April 15.

Nato Green, who is representing nurses as a negotiator on behalf of public employee union SEIU 1021, described the staffing levels at SFGH as “unsafe and unsustainable.” There are currently 90 vacancies for nurses that haven’t been filled, he said. That’s a 14 percent vacancy rate, Green noted — typically substituted with traveling nurses, temps, and overtime labor.

Nazeeri-Simmons said the consulting was necessary for the transition to the new SFGH facility, for “doing it in the best way, and understanding there’s a completely different physical environment over there.” Rona is a pioneer in healthcare performance improvement, she said, and they are “leading us in very interactive workflow designs that are simulation-based,” geared toward “maximizing value and driving out waste.”

But does “driving out waste” translate to staffing cuts? “It certainly hasn’t happened here,” Nazeeri-Simmons responded when asked about that. Instead, the consultants have helped management to “right-size services to meet the demand,” she said, noting that wait times in urgent care had been significantly reduced as a result. Decisions such as using a portable X-Ray machine that eliminated the need for patients to walk ten minutes across the hospital grounds had dramatically reduced wait times, she added.

“We need to make sure the staff are working to the highest of their capability,” she added.

Heidi Gehris-Butenschoen, a spokesperson for Rona, said the goal of transforming work practices under the Toyota Management System is to improve patient care. Asked whether the consulting tends to affect staffing levels, Gehris-Butenschoen said, “That’s really up to the hospital. It’s definitely in our workshop not something we focus on. The Toyota system is not about cutting heads at all.”

SFGH has been working with Rona since July 2012. One of the company partners was formerly the CEO of Productivity, Inc., which advised “large-scale transformations for Fortune 100 companies,” according to the contract request. The workflow methodology is rooted in Lean principles, integrating a “just in time” staffing concept that’s been applied in corporate settings such as Walmart.

The Health Commission approved the $1.3 million contract at its Dec. 17, 2013 meeting as part of the consent calendar, which is summarily approved by a single vote.

Fleming, the RN, was skeptical of how much the Lean system had actually accomplished. They had literally “rearranged the furniture” since the program was implemented, he said, and observers had silently monitored staffers’ activities.

“When we work with anyone, we go out to the gemba, and we observe,” Rona’s Gehris-Butenschoen explained, noting that gemba refers to “the place where work happens.” The observations help hospitals identify where waste can be reduced, she added, such as moving a supply cabinet if time is being taken up by crossing the room to get to it.

But Fleming said he wasn’t convinced that applying a corporate efficiency method, borrowed from manufacturing, would provide the greatest benefit in a healthcare setting.

“We are not taking care of cars on an assembly line,” he said. “When it comes to another human being’s body, I don’t know that faster is necessarily better.”

STREET FIGHT

San Francisco — already overwhelmed with private automobiles — faces a grim future of gridlock unless there is a radical change in how we think about city streets, parking, and regional transportation.

The facts are clear. Every day there are 1.7 million private car trips to, from, or within the city, according to the city’s transportation plan. Coupled with almost 10,000 vehicles registered per square mile, San Francisco today has one of the densest concentrations of cars on the planet, more than any peer city in the United States. In the business-as-usual scenario, the streets are forecast to absorb another half-million car trips. By 2040 there will be 2.2 million car trips on the exact same street grid we have today.

This is madness and it is dysfunctional for everyone. If you think Muni is unreliable now, it will be useless in 2040 as it stalls in the morass of 2.2 million car trips jammed onto city streets. Pedestrian injuries and deaths will rise with another 160 cars hitting pedestrians annually, simply due to oversaturation of automobiles. Cyclists might be able to weave around the stalled traffic, but it will be an ugly scene that fouls the air. Motorists will be stuck in their own gridlock, evermore impatient, distracted, honking, lurching through blocked intersections, sneaking through yellow lights, blocking crosswalks, double parking, and irritated with fellow drivers and everyone around. No one will be happy

This does not have to be. The city’s transportation agency hopes to reduce car trips from 1.7 to 1.6 million by 2018, a modest goal but barely holding the line. Reducing existing car trips by 100,000 while also adding thousands upon thousands of housing units and jobs, most coming with more parking, will quickly undo this humble ambition. The city can do more and the data shows us that there are many opportunities.

Consider that 68 percent of car trips within San Francisco are less than three miles. That’s 650,000 car trips per day that are generally pretty short — with a bicycle it’s less than a half-hour ride on relatively even terrain. If the city were able to get half of those car trips to switch to bicycle trips, it would be well on its way to averting carmageddon.

A more ambitious goal, increasing cycling to 20 percent of all trips, is the official city policy adopted by the Board of Supervisors. That’s 500,000-600,000 trips by bicycle every day, most of which can take place within that three-mile range, especially if cleverly arranged “wiggles” (level routes circumventing steeper hills) are laid out on the most logical corridors. But to carry that many cyclists, real space has to be allocated for them.

Out at San Francisco State University, where I teach a new Bicycle Geographies course that aims to increase cycling to the campus, there is tremendous opportunity to shift these kinds of short trips to bicycling. For students, faculty, and staff, bicycling is compatible with rapid transit, particularly for the “last mile” segments, such as between BART and SF State.

Bicycling is also a way to relieve local bus and light rail transit crowding — the 28 bus line on 19th Avenue, for example, is often jam packed and the city has only modest goals to improve that key line. Unlike transit or highways, bicycles do not require costly, long-term capital investment or operating funds and so can be deployed much more quickly.

It will be decades and cost hundreds of millions to improve the M-line, only now in the planning phase. We can lay down cycletracks much more quickly. Bicycling is also among the most equitable forms of urban transportation because it is affordable and accessible to almost everyone. This is obviously relevant to working-class students at SF State.

SF State has a memorandum of understanding with the city that obliges the university to reduce drive-alone automobile trips to campus, and the campus will not build any more car parking. With 4 percent of commute trips to SF State by bicycle (and only 2 percent among faculty) there is potential to increase the mode-share of bicycling as a path to reducing greenhouse gas emissions and auto trips.

The spatial proximity to Daly City and Balboa Park BART stations, as well as the Excelsior and Sunset, all under three miles from campus, means that the bicycle is well-suited to be a substitute for many short-range automobile trips and help the campus meet its goals. Yet what my students have found this semester is that it is all but impossible to bike safely to and from SF State, and the southwestern quadrant of San Francisco is largely left out of current bicycle planning in the city.

Taking multiple bicycle field trips over the past few months, we surveyed the opportunities for making safe routes to campus and envisioned what it would take to increase cycling to 20 percent of trips to and from SF State. Starting with the Balboa Park station, which is next to a deplorable tangle of freeway ramps, we ask what it would look like if fully-separated cycletracks were built on Geneva or Ocean avenues. These could connect City College and the Excelsior, and by way of a westward and southward jog, to a bicycle boulevard on Holloway Avenue, enabling a safe and convenient, 1.7-mile, 15-minute bike ride to SF State. Expanding the nascent Bay Area Bike Share to connect SF State and Balboa Park BART would create even more opportunity for cycling.

To the south of SF State, Daly City BART is a 1.4-mile, 10-minute bike ride that is daunting and poorly signed. It could be made safe and inviting with bicycle boulevards on streets parallel to traffic-clogged 19th Avenue and Junipero Serra. Borrowing from signature bicycle and pedestrian bridges in Pleasant Hill and Berkeley, perhaps there is an opportunity to build a bridge across Brotherhood Way toward the BART station, leveling an otherwise steep climb that discourages cycling.

To the north of campus, describing the designated 20th Avenue bicycle route as “a bit of a challenge” is an understatement. Cyclists must thread a cluttered shopping mall parking lot and overbuilt wide streets, and then confront a median blockading the way across Sloat Boulevard. While the megaproject to improve the M-line could include a cycletrack on this stretch of 19th Avenue, we should not wait a generation to increase cycling between SF State and the Sunset. The 20th Avenue route can be made welcoming now, with a fully-separated cycletrack and fixes on the Sloat intersection.

SF State, probably one of the most diverse campuses in the nation, has highly motivated students seeking real solutions to the huge problems society faces. The students are coming of age under extreme pressure of economic inequity and ecological duress, but they also see ways out of the mess created by the wasteful car culture and its linkages to ecological and social problems. They want to act now, and unlike past generations, they are shunning driving and many of them desire to reside in livable cities that offer choices for how they get around.

But what we have found this semester is that the campus is extremely isolated, difficult to access by bicycle, and walled-off by car sewers. Older, uninviting bicycle lanes are fragmented, disjointed, and seem to be an afterthought. With imagination, ingenuity, and political will, this can be remedied with bicycle improvements that cost far less than adding more car lanes and parking to the campus or surrounding area. And this would go much further at improving quality of life for neighbors who now have to put up with campus-generated traffic. Keeping the status quo, which means even more car trips but within the same space, is a dead end.

 

TRANSBAY DREAMS

Speaking of dead ends, San Francisco seems to specialize in dead-end train projects. The Central Subway, which is experiencing cost overruns and possible mismanagement, is one of these dead ends. There is no current option to have trains exiting to Geary or onto Columbus and possibly running on Lombard into the Marina, and that is a shame. Having the subway exit to the surface is probably the only way to make this project worthwhile.

There’s another dead end train project at the Transbay Terminal in downtown San Francisco. Yet unlike the Central Subway quagmire, I am impressed with the scale and possibilities for the Transbay Terminal project and there is opportunity to fix this dead end. Going back to the city’s business-as-usual traffic forecast, in 2040 car trips into the city from the Bay Bridge would increase 18 percent, and by 21 percent from San Mateo County. Aside from scratching my head wondering where exactly all of these cars are supposed to go, we simply need to stop this onslaught before the city becomes too dumb to move.

BART cannot solve it alone, as it will probably approach half a million riders per day by 2016, placing many downtown stations at or near capacity. BART also does not run all the way down the peninsula. Sometimes there are back-of-the envelope proposals to build a second BART tunnel under the bay, but this idea should be weighed against another idea. Rather than build a second BART tunnel to Oakland, how about a joint Amtrak California/Caltrain tunnel under the bay, and creating a true Grand Central Station of the West at Transbay? Let’s punch through the dead end currently planned for the east end of the Transbay Terminal “train box” and truly connect Northern California by rail.

This does not need to be high-speed rail, but rather the conventional, off-the-shelf electric rail already planned for Caltrain, of the variety that operates in the Northeastern US and much of Europe — efficient, high capacity trains that can travel 100-120 mile per hour comfortably and safely. In conjunction with a new transbay rail tunnel, the Capitol Corridor should be electrified and right of way captured from the freight railroads. One could take an electrified “baby bullet” from San Jose, through San Francisco, and continue to the East Bay and Sacramento. As Caltrain is electrified to the south, let’s also electrify the Altamonte Commuter Express trains, bring them across a rebuilt Dumbarton Bridge, and run high-frequency rail service into the new Transbay Terminal.

Understanding that this will take time to build, in the short term the Bay Bridge should be reconfigured to have bus-only lanes (and a bicycle lane on the bottom deck of the west span) and a greatly expanded AC Transit service that can relieve the looming BART crowding to the East Bay.

How to pay for these transbay dreams? A transbay rail project could get funding from Amtrak and other federal sources, requiring our congressional delegation to work for it. The state gasoline tax or eventual carbon taxes, and revenue from tolling Bay Area freeways, should be in the mix. The 101 and 280 should be tolled as well as the Caldecott Tunnel and I-80 in the East Bay, with revenue directed at electric rail in the long term and regional buses short term. And while people are talking about reforming Proposition 13 to end the artificially low property taxes on commercial land, let’s remember that transit — whether Muni, BART, or Caltrain — brings massive value to commercial property owners. They should be realistically expecting to pay in. In short, there are possibilities and ways to do this.

Here’s one small additional idea for raising seed money: In the wake of the Google bus controversy, the SFCTA, SFMTA, SF Planning Department, and City Attorney’s Office should assemble a crack team of California Environmental Quality Act experts and send them (on Caltrain and bike share!) down to comment on every large-scale suburban office project proposed in Silicon Valley. For example, Mountain View, where Google has its campus, is effectively displacing part of its transportation and housing responsibility to San Francisco.

As part of the CEQA mitigation for these suburban office projects, San Francisco ought to be demanding that Google/ Mountain View contribute to paying for the Transbay Terminal and electrifying Caltrain (a separate fund would be directed to affordable housing as mitigation for displacement). This is a similar line of reasoning to the May 1 lawsuit against the Google bus pilot, but it draws in those responsible for the poor planning in suburban sprawl. Regardless, the city ought to take a look at a CEQA mitigation angle for addressing the impacts these suburban decisions are having on the city.

 

PRAYING FOR ENLIGHTENMENT

One last point about transit finance: I sure hope Mayor Ed Lee, his political advisors, and all those religious ministers who complained about paying for metered parking on Sundays (see “Politics over policy,” April 22) have a plan to advocate for the November ballot proposals to help finance Muni.

They sold out sustainable transit advocates, their biggest ally on the November ballot initiatives, and have offered no rational explanation for their strategy, just an emotional hunch that somehow some people can’t cope with Sunday metering, and that making it free again will convince them to support increased public transit funding.

I imagine there is a well-thought-out campaign strategy, whereby every Sunday between now and November, the mayor is visiting all the churches in the city, and cajoling the ministers to use their pulpits to enthusiastically preach the merits of increasing the vehicle license fee (as well as approving a related general obligation bond).

After all, the VLF is a progressive tax — the more expensive your car, the more you pay. The older and cheaper your car, the less you pay. And bringing in $73 million annually would contribute to making God’s green earth cleaner, and help transport God’s children safely to work and on their errands. Praise the Lord and free parking on Sunday! Amen.

Transit options for wheelchair users and people with disabilities are under threat in the Bay Area, and riders are losing ground on multiple transit fronts.

In late April and early May, hundreds of advocates for those with disabilities took to the streets, protesting BART’s Fleet of the Future, a touring mockup of a new BART trains slated to roll out in 2017.

The trains are a step backward in wheelchair accessibility, among other issues, advocates said.

Just last month, advocates for senior and those with disabilities stormed a San Francisco Municipal Transportation Agency Board of Directors meeting, asking for free Muni for the most economically disadvantaged among them. They were denied based on dollar amounts, while drivers were given an $11 million giveback restoring free Sunday parking meters.

The SFMTA promised to revisit the issue in January. Meanwhile, San Francisco’s wheelchair accessible taxi fleet has seen its drivers flee to so-called “rideshare” companies — whose cars aren’t equipped to carry wheelchairs — causing what officials say is a record low number of wheelchair accessible taxi trips.

Compounding that decision was the SFMTA’s March adoption of its Transit Effectiveness Project, which the agency billed as expanding service by 12 percent and improving the system’s efficiency, but some advocates for seniors and the disabled noted it removed some bus stops, requiring longer walks by those who have a hard time getting around.

The transit troubles cover most of the transportation options available to San Franciscans with disabilities, and that’s the problem.

“We’re one of the most transit-dependent populations,” Peter Mendoza, a community organizer with the Independent Living Resource Center, told the Guardian. He also uses a wheelchair. “Everything we do in our everyday life, we mostly do with public transportation.”

Their needs are simple: getting groceries, seeing a movie, picking up their kids from school. People with disabilities are now in a multi-pronged fight for their right to everyday mobility, and to do so with dignity.

 

BART’S FLAWED NEW FLEET

A walking tour of BART’s Fleet of the Future shows much is new: computer screens with live GPS updates of the train’s location, triple-bike racks, and redesigned seats. BART Vehicle Systems Engineer Brian Bentley proudly showed us the new touch screens in the driver’s cockpit.

For people with disabilities, the Fleet of the Future is a step backward. Their first beef with BART’s new trains is a simple one: there’s a pole in the way of the door.

Hundreds of disability advocates protested BART’s public tour of its newly redesigned trains just last week, with more protests planned for the future. All they want is the damned pole moved.

The handhold in question features a triple-pronged design: what begins as one vertical metal column branches into three partway off the ground.

“Where the pole is now is in the path of travel for the accessible seating area,” Mendoza said. “People holding onto the poles and the power wheelchairs will be in a sense be trying to occupy the same space.”

BART’s Fleet of the Future will arrive in limited numbers in 2015, and fully roll out by 2017, according to the BART website. BART plans to use the new trains for decades. So will BART move the pole to a different location in the car before then?

“It’s too soon to say,” BART spokesperson Alicia Trost told the Guardian. “That’s why we’re doing outreach.”

Trost told us BART did its due diligence by garnering feedback from the BART Disability Task Force. But the DTF, a volunteer body serving like a consistent focus group, informed BART of the pole-problem years ago.

“From day one, they identified the pole as being a problem,” BART Access Coordinator Ike Nnaji told us. Now, he said, “the pole has been moved slightly.”

The triple column handhold has also been raised since the initial outcry. But advocates say the changes still haven’t solved mobility problems. And lack of BART access would be especially poignant, as the trains are now one of the most seamless public transit trips a wheelchair rider can take, advocates told us.

Unlike a Muni or AC Transit bus, no one needs to strap in a wheelchair user on a BART train. After an elevator ride to the train platform (assuming they’re working), they easily roll onto the train: no muss, no fuss.

“On BART, I can be a regular customer,” longtime disability rights activist Corbett O’Toole told the Guardian. “I can ride it with dignity.”

The wheelchair-using community isn’t the only one with BART concerns. Emergency intercoms have long been an issue with the deaf community, O’Toole told us. The BART train’s new video screen would be a natural place to integrate visual emergency communication, she said.

Trost told us BART is trying to balance the needs of many communities, from bicyclists to folks not tall enough to reach the handholds.

“It’s public transit, you try to help everyone,” she said. But people with disabilities are a group with federal law mandating consideration of their access, Mendoza said.

We asked BART if the agency had specific employees (besides the DTF) in charge of ensuring American with Disabilities Act compliance. BART spokesperson Luna Salaver told us the agency doesn’t have an ADA compliance officer, but its engineering staff and consultants are well-versed in ADA compliance issues.

BART’s board may take a direct vote on disability access modifications to the Fleet of the Future at its May 22 meeting, but that may be subject to change.

While the wheelchair accessibility of the Fleet of the Future is hotly contested, the future of rideshare disability access remains a mystery to most.

 

RIDESHARE TROUBLES

Regulations task the taxi industry with providing wheelchair accessible cabs, something the rideshares don’t do, at least not yet. And as taxi drivers flee to the more profitable rideshare industry, fewer and fewer wheelchair accessible taxis are being driven in San Francisco.

Worryingly, the newest numbers from the SFMTA paint a portrait of hundreds of stranded wheelchair users. In January 2013, there were 1,379 wheelchair trips via taxi cab, according to numbers provided by the SFMTA, which regulates taxis. This January, that number plummeted to nearly half that.

The drivers just weren’t there. The SFMTA Board of Directors voted in January to offer a $10-per-trip cash incentive for drivers that pick up wheelchair users. But it was like a bandage on a gaping wound: the number of taxis picking up wheelchair users in San Francisco has not yet increased.

And Uber, Lyft, and Sidecar aren’t yet equipped to pick up wheelchair users.

As we’ve previously reported, Lyft, Sidecar, and Uber were recently required to file disability access plans with the California Public Utilities Commission. Some mention researching wheelchair access in the future, but most of the one-page plans tout their apps’ ability to speak to visually impaired users. None promise wheelchair-accessible cars.

The SFMTA is trying to lure taxi drivers back from these Transportation Network Companies through waived permit fees. Deputy Director of Taxi Services Christiane Hayashi said, “the total cost to the public of the TNC phenomenon is over $3 million and counting.”

Despite the stark numbers offered by the SFMTA, the CPUC doesn’t see the situation as a crisis. At a hearing on accessible transit, Marzia Zafar, the director of policy and planning division at the CPUC, told the Guardian there isn’t enough data at this point to say why the disabled community isn’t riding taxis as often as they did before.

“The commission will step in once we have information, verifiable information, that there’s a divide between the disabled and abled communities,” she said. “If there is such discrimination (on part of the TNCs), we will step in and bridge that divide.”

The CPUC could require TNCs to provide access, BART may modify its Fleet of the Future, and the SFMTA can still provide free Muni for seniors and people with disabilities in January.

And in the meanwhile, people with disabilities are waiting for a ride which may or may not ever arrive.

Air district unveils new wind-powered ferry

San Francisco, the city with the highest concentration of hybrid cars, may soon be the first city to boast a hybrid ferry as well. Officials today at Pier 1 ½ unveiled a vessel that runs on both wind and engine power, significantly reducing fuel use and air pollution.

The design, called the WingSail, involves a carbon fiber sail that resembles an airplane wing standing up vertically. The sail uses wind to efficiently propel the boat when available, but also works with the engine to keep the vessel moving if gusts die down, much like how a hybrid car switches between fuel and electricity. 

“The idea with wind technology is that we could use this every day, with more or less the same propulsion power [as an engine], depending on where you are,” said Damian Breen of the Bay Area Air Quality Management District. “Literally with the flick of a switch, you can go between wind power and fuel power.”

Already existing ferries that are retrofitted to include the WingSail can save up to 40 percent on fuel costs, and ferries that are designed and built with windpower in mind would be even more efficient. Currently, a motorized ferry that travels between San Francisco and Sausalito spends $250 million annually on fuel, according to Jay Gardner, president of Wind+Wing Technologies.

“My vision is to see a bay full of wind-powered ferries,” Gardner said. “I think that could be as iconic as the San Francisco cable cars.”

The trimaran on display today — a smaller scale model of would might eventually be full-sized ferries — just completed three months of test voyages around the Bay Area. Researchers at UC Berkeley will now begin to analyze that data to find the potential improvements in air quality and fuel cost savings. That study will be an important factor in how this technology is implemented in the future, and the results should be published sometime this summer.

The WindSail technology is already being used in racing for both land and water events — most prominently in the America’s Cup sailing championships here on the bay last summer — but this would be the first use of hybrid wind power in a passenger boat. The Wind+Wing Technologies webpage already shows designs for ferries that can hold either 149 or 400 travelers.

All of the builders and officials there today emphasized that the Bay Area is the perfect place to roll out this technology. Not only is it one of the most environmentally conscious regions in the world, but the bay is also windy enough to power the WindSail without relying too heavily on the engine.

One of the attendees asked when you would want to use wind power over fuel, and Breen immediately stepped forward to answer the question.

“Wind is zero emissions,” he said. “Wind is always better.”

Lawsuit filed to halt “Google bus” shuttle pilot program

The road to regulating Google Buses has a new pothole: a lawsuit. 

A lawsuit filed in San Francisco Superior Court today demands the San Francisco Municipal Transportation Agency’s commuter shuttle pilot program be set aside while a full environmental review is conducted under the California Environmental Quality Act.

“We know that these buses are having devastating impacts on our neighborhoods, driving up rents and evictions of long-time San Francisco residents,” Sara Shortt, executive director of the Housing Rights Committee of San Francisco and one of the lawsuit petitioners, said in a press statement. “We’ve protested in the streets and taken our plea to City Hall to no avail. We hope to finally receive justice in a court of law.”

The suit was filed against the City and County of San Francisco, Mayor Ed Lee, the Board of Supervisors, the SFMTA, Google, Genentech, Apple, and a handful of private transportation providers. It alleges the tech shuttle pilot project is in violation of the California Vehicle Code which prohibits any vehicle, except common carriers (public buses), to pull into red zones that are designated as bus stops. It also alleges the city abused its discretion and violated the CEQA by exempting the Shuttle Project from environmental review.

The Coalition for Fair, Legal and Environmental Transit, Service Employees International Union Local 1021, the union’s Alysabeth Alexander, and Shortt are the petitioners of the suit. In early April, they also petitioned the Board of Supervisors to vote for an environmental review of the tech shuttles.

The contentious meeting lasted over 7 hours, with housing advocates and tech workers firing shots from both sides into the night. Ultimately the supervisors voted 8-2 against the environmental review, a move seen as driven by a deferential attitude towards the technology industry in San Francisco. 

Paul Rose, a spokesperson for the SFMTA, responded to the lawsuit in an email to the Guardian.

“The agency developed this pilot proposal to help ensure the most efficient transportation network possible by reducing Muni delays and congestion on our roadways,” Rose wrote.  “We have not yet had a chance to review the lawsuit and it would not be appropriate to comment on any pending litigation.”

The early April vote was only the latest in the city’s alleged deferential treatment towards the commuter shuttles. 

The SFMTA allowed the shuttles to use Muni bus stops for years without enforcing illegal use of red zones, the suit alleges. A study by the city’s Budget and Legislative analyst revealed that out of 13,000 citations written to vehicles in red zones in the last three years only 45 were issued to tech shuttles — despite the SFMTA’s knowledge of 200 “conflicting” bus stops between Muni and the tech shuttles. 

Much has been made of those startling numbers, with petitioners alleging a “handshake deal” on the part of the SFMTA to tech company shuttles, allowing them to park at red zones at will.

But emails the Guardian obtained by public records request show Carli Paine, head of the tech shuttle pilot program, followed up complaints on illegal stops made by tech shuttles since 2010, but to no avail. 

“Know that I have made clear to the shuttle providers that the law says that it is not legal to stop in the Muni Zones,” Paine wrote in a July 2012 email to a colleague who was in contact with tech companies. “Participating in this process does not mean that they are guaranteed not to get tickets–especially if they are doing things that create safety concerns or delay Muni.”

Paine also attempted to clarify enforcement policies around the shuttles with enforcement officers from the SFPD and SFMTA, also to no avail, the emails show.

The deferential treatment to shuttles may not have originated from the SFMTA then, but from higher up the political ladder. 

“There are a number of our supervisors who do not want to buck the tech industry,” Shortt told the Guardian. “They feel there may be more to gain from allowing illegal activity to continue by these corporations than support.”

But does the suit call for the tech shuttles to stop running? We asked Richard Drury, the attorney filing the suit, to explain the specific asks of the suit.

“Not technically no,” Drury said. “They’ve operated illegally for years and the city turned a blind eye. They could continute to do that while the city runs an environmental review, but if the SFMTA or Police Department decided to start ticketing them for $271, they could.” 

So the lawsuit wouldn’t stop the shuttles. It just asks for them to be reviewed. 

Among issues regarding air quality the shuttles’ heavy weight damages city streets at much higher rates than cars, studies by the city’s Budget Legislative Analyst showed. Studies conducted by students and other interested individuals revealed increased rents near shuttle stops, which the filers of the lawsuit say leads to a displacement of residents.

Displacement is a consideration in CEQA reviews, a recent addition to state law.  

“We’re just asking for the city to study the impacts,” Drury said. “Maybe that means the shuttles get clean fuel, or corporations pay to offset displacement of residents.”

Happy May Day, comrades, and what a fine May day it is even if the urgent mayday spirit on this International Workers Day doesn’t seem as strong as some recent years past in the Bay Area.

While Russia seems to be rediscovering its previous practice of massive May Day marches marked by anti-Western propaganda, spurred on by renewed nationalism from the standoff in Ukraine, May Day has never been very big in the US.

The holiday celebrated throughout the world with workers showing their strength and demanding their fair share of our collective wealth marks the anniversary of a labor demonstration that turned violent and triggered a harsh crackdown in Chicago in 1886. While the socialists of the Second International adopted the May Day holiday in 1889, the American holiday of Labor Day was adopted as a bland alternative meant to take the radical edge off of workers movements.

But many leftists in the US retained an affinity for May Day, and it was infused with a renewed spirit and radical energy by supporters of immigration reform and an end to deportations that divide up families, with massive marches in major US cities in 2006 catching the media and political establishment off-guard.

 Then, two years ago, fresh off of the Occupy Wall Street (and Occupy San Francisco, Occupy Oakland, etc.), some young anarchists rampaged through the Mission District, breaking windows, spray painting luxury cars, attacking a police station, and generally targeting what they saw as the forces of wealth and gentrification, albeit in a misguided and widely condemned way.

Today’s big May Day march in San Francisco starts at the 24th Street BART Plaza, again strongly emphasizing the need for immigration reform, but also marrying that cause with the anti-displacement and anti-eviction activism that are roiling San Francisco these days. Meanwhile, in the East Bay, the main May Day march begins at 3:30pm at the Fruitvale BART Street, also with a focus on social justice and immigration reform. So get on out there, comrades, you have nothing to lose but your chains.  

Big batch of SF archival films new on YouTube, featuring ‘Hello Girls’ of Chinatown, bay swimming ‘Frog Man’, city-stopping strikes, and more!

Media company British Pathé uploaded thousands of archival films to its Youtube channel, and in the batch are hundreds of vintage newsreels showcasing San Francisco history as far back as the 1906 earthquake.

The films cover milestones in Baghdad by the Bay’s history, but more obscure films like “Hello Girls” of Chinatown (1929) and Frog Man Swims Under Golden Gate Bridge (1954) offer a look at quirky San Franciscans of the past. 

The news-radio style announcers on film vary from droll and monotone to Kentucky Derby levels of excitement: 

“San Francisco’s rail commerce is at a virtual stand still, warehouses are full!” 

“San Francisco’s ever smoldering railway war breaks out anew. Twenty-seven department store operators have united to squelch union demands for a 35 hour week!”

“After five years of work the San Francisco Golden Gate Bridge is completed.”

“San Francisco lies under a blanket of snow, its heaviest in 75 years.”

Stalin: Darkness Visible

I remember the day I met J.Stalin, 10 years ago. He bounced into the Mekanix’s East Oakland studio, walked up to me, and shook my hand.

“I’m J.Stalin. I write and record two songs a day,” he said proudly. Rail-thin, barely 5 feet tall, he looked like a middle-schooler. While he’s thickened somewhat in adulthood, the pint-size rapper retains an air of adolescence that’s one of the keys to his enduring success. Kids in the hood love Stalin because he seems like them and his music speaks to them. He looks like what he once was, a d-boy on the corner slanging rocks. Yet his music is versatile, with a profound undercurrent of melancholy to his storytelling and a huge streak of ’80s R&B in his sound, both of which appeal to adults. Even without radio support, this potent combination has made him one of the most popular rappers not simply in Oakland but in the Bay Area, period, and when I hear a car roll up playing a local artist, more often than not these days, that artist is J.Stalin.

“Make sure you put that in,” Stalin says. “I’m the most played person on the streets in cars.”

It reminds me of our first meeting — but only a little, for, despite his youthful appearance, it’s hard to discern the eager youngster of a decade ago in the somber adult he’s become in his late 20s.

We’re sitting poolside in a middle-of-nowhere suburb where J’s tucked himself away with his girlfriend and 2-month-old son. I couldn’t imagine living out here, but it’s the perfect retreat for a rapper, away from the distractions of the hood. Coming from the cramped public housing of West Oakland’s Cypress Village, Stalin can appreciate the surrounding blandness in ways I can’t. And, of course, he’s on the road frequently, fresh from a sold-out West Coast tour with Husalah and Roach Gigz and about to embark on a series of appearances for his new album, S.I.D. (Shining In Darkness) (Livewire/Fontana), which will take him as far afield as Ohio.

Named for his cousin, Sidney Malone, who died in 2008 at age 25 after suffering cardiac arrest during pacemaker surgery, S.I.D. showcases a different side of Stalin’s music than previous releases, even as it leans heavily on production from his longtime producers, the Mekanix, in addition to tracks by Mob Figaz maestro Roblo and HBK member P-Lo.

“With this record, I wanted to get back to making fun music,” he says. “When you come from the streets, and done been through hella shit, sometimes that’s all you want to talk about. It ain’t even like you rappin’. You just expressing your emotions. I love making street music, but my own music be depressing to me sometimes. I’m always going to give you that classic Stalin, but that’s the difference between this album and the last album: I wanted more uptempo tracks you can dance to.”

“I didn’t want to just name it, ‘In Memory of Sid,’ so I came up with Shining In Darkness, because that’s where the Bay at,” he continues. “We shining over here but the industry don’t put a spotlight on it. It’s just a darkness to the rest of the country. The more I started recording on it the more the meaning unfolded to me. Like when you hear it, you’re like, ‘Why don’t the world know about this nigga?’ But at the same time I just wanted to keep Sid’s memory alive; that was my biggest fan.”

In another departure, S.I.D. is Stalin’s first disc since July of last year, when he released his DJ Fresh-produced double-disc Miracle & Nightmare on 10th Street (Livewire/World’s Freshest), his first project to crack the Billboard rap charts, at #60.

“It’ll be like nine months since I dropped a project,” he says. “I’ve been focusing on putting out dope albums instead of flooding the music with quick mixtapes and shit.”

It’s a sign of how much rap has changed since the analog era, when E-40’s innovation as an independent artist was to drop an album “like a pregnant beeyatch, every 8 or 9 months,” compared with the lethargic, every year or two pace of major-label acts. Raised in the generation of the laptop studio, Stalin was among the innovators delivering a constant stream of music to his fans in the form of mixtapes, collaborations, and side projects in between proper solo albums. Waiting nine months between projects is almost unheard of for J, who has something like 30 discs to his credit at this point.

“I’ve been trying to work more strategically,” he says. “Work smarter, not harder. I’ve been doing more of the clothing line, selling Livewire Clothing at all my shows. Been doing a lot of pop-up stores in stores selling them, plus we got the online store. I popped off my website; I be giving away free music on there. My new artists Lil June and L’Jay, you can download they albums on my website.”

This is another key to Stalin’s success: He’s always thought of himself not simply as an artist, but as the CEO of Livewire Records, a company he has conjured into existence through sheer force of will, his own talent, and an uncanny ability to form alliances and develop artists. Even the short list of Livewire artists — Shady Nate, Philthy Rich, Stevie Joe, Lil Blood — is impressive, and Stalin is constantly building the roster. He still talks to major labels from time to time, but the decline of their business model, coupled with his success going through Universal’s independent distribution channel, Fontana, there’s not much the majors can offer him these days.

“Really, if ain’t nobody trying to give me money to put out multiple artists and projects, there’s not really no point. We at the position now where all the things that the label is talking about, we damn near can do ourselves,” he concludes. “Unless they giving out some millions — not one million, millions.”

OUR CLEAN SLATE VOTERS GUIDE TO TAKE TO THE POLLS IS HERE.

 

Editor’s Note: Election endorsements have been a long and proud part of the Guardian’s 48-year history of covering politics in San Francisco, the greater Bay Area, and at the state level. In low-turnout elections like the one we’re expecting in June, your vote counts more than usual, and we hope our endorsements and explanations help you make the best decisions.

 

GOVERNOR: JERRY BROWN

There is much for progressives to criticize in Jerry Brown’s latest stint as governor of California. He has stubbornly resisted complying with federal court orders to substantially reduce the state’s prison population, as well as shielding the system from needed journalistic scrutiny and reforms of solitary confinement policies that amount to torture. Brown has also refused to ban or limit fracking in California, despite the danger it poses to groundwater and climate change, irritating environmentalists and fellow Democrats. Even Brown’s great accomplishment of winning passage for the Prop. 30 tax package, which eased the state back from financial collapse, sunsets too early and shouldn’t have included a regressive sales tax increase. Much more needs to be done to address growing wealth disparities and restore economic and educational opportunity for all Californians.

For these reasons and others, it’s tempting to endorse one of Brown’s progressive challenges: Green Party candidate Luis Rodriguez or Peace and Freedom Party candidate Cindy Sheehan (see “Left out,” April 23). We were particularly impressed by Rodriguez, an inspiring leader who is seeking to bring more Latinos and other marginalized constituencies into the progressive fold, a goal we share and want to support however we can.

But on balance, we decided to give Brown our endorsement in recognition of his role in quickly turning around this troubled state after the disastrous administration of Arnold Schwarzenegger — and in the hope that his strong leadership will lead to even greater improvement over his next term. While we don’t agree with all of his stands, we admire the courage, independence, and vision that Brown brings to this important office. Whether he is supporting the California High-Speed Rail Project against various attacks, calling for state residents to live in greater harmony with the natural world during the current drought, or refusing to shrink from the challenges posed by global warming, Jerry Brown is the leader that California needs at this critical time.

 

LIEUTENANT GOVERNOR: GAVIN NEWSOM

Gavin Newsom was mayor of San Francisco before he ascended to the position of Lieutenant Governor, and we at the Bay Guardian had a strained relationship with his administration, to put it mildly. We disagreed with his fiscally conservative policies and tendency to align himself with corporate power brokers over neighborhood coalitions. As lieutenant governor, Newsom is tasked with little — besides stepping into the role of governor, should he be called upon to do so — but has nevertheless made some worthwhile contributions.

Consider his stance on drug policy reform: “Once and for all, it’s time we realize that the war on drugs is nothing more than a war on communities of color and on the poor,” he recently told a crowd at the Democratic Party convention in Los Angeles. “It is fundamentally time for drug policies that recognize and respect the full dignity of human beings. We can’t wait.” In his capacity as a member of the UC Board of Regents, Newsom recently voted against a higher executive compensation package for a top-level administrator, breaking from the pack to align with financially pinched university students. In Sacramento, Newsom seems to come off as more “San Francisco” than in his mayoral days, and we’re endorsing him against a weak field of challengers.

 

SECRETARY OF STATE: DEREK CRESSMAN

Although the latest Field Poll shows that he has only single-digit support and is unlikely to make the November runoff, we’re endorsing Derek Cressman for Secretary of State. As a longtime advocate for removing the corrupting influence of money from politics through his work with Common Cause, Cressman has identified campaign finance reform as the important first step toward making the political system more responsive to people’s needs. As Secretary of State, Cressman would be in a position to ensure greater transparency in our political system.

We also like Alex Padilla, a liberal Democrat who has been an effective member of the California Senate. We’ll be happy to endorse Padilla in November if he ends up in a runoff with Republican Pete Peterson, as the current polling seems to indicate is likely. But for now, we’re endorsing Cressman — and the idea that campaign finance reform needs to be a top issue in a state and country that are letting wealthy individuals and corporations have disproportionate influence over what is supposed to be a democracy.

 

CONTROLLER: BETTY YEE

The pay-to-play politics of Leland Yee and two other California Democrats has smeared the Assembly. Amid the growls of impropriety, a report by the Center for Investigative Reporting has painted Speaker of the Assembly John Perez, a leading candidate for Controller, with a similar brush. CIR revealed Perez raised money from special interest groups to charities his lover favored, a lover later sued for racketeering and fraud.

Betty Yee represents an opportunity for a fresh start. On the state’s Board of Equalization she turned down campaign donations from tobacco interests, a possible conflict of interest. She also fought for tax equity between same-sex couples. The Controller is tasked with keeping watch on and disbursing state funds, a position we trust much more to Yee’s careful approach than Perez’s questionable history. Vote for Yee.

 

TREASURER: JOHN CHIANG

While serving as California’s elected Controller, John Chiang displayed his courage and independence by refusing to sign off on budgetary tricks used by then-Gov. Arnold Schwarzenegger and some legislative leaders, insisting on a level of honesty that protected current and future Californians. During those difficult years — as California teetered on the brink of bankruptcy, paralyzed by partisan brinksmanship each budget season, written off as a failed state by the national media — Chiang and retiring Treasurer Bill Lockyer were somehow able to keep the state functioning and paying its bills.

While many politicians claim they’ll help balance the budget by identifying waste and corruption, Chiang actually did so, identifying $6 billion by his estimate that was made available for more productive purposes. Now, Chiang wants to continue bringing fiscal stability to this volatile state and he has our support.

 

ATTORNEY GENERAL: KAMALA HARRIS

Kamala Harris has kept the promise she made four years ago to bring San Francisco values into the Attorney General’s Office, focusing on the interests of everyday Californians over powerful vested interests. That includes strengthening consumer and privacy protections, pushing social programs to reduce criminal recidivism rather than the tough-on-crime approach that has ballooned our prison population, reaching an $18 billion settlement with the big banks and mortgage lenders to help keep people in their homes, and helping to implement the Affordable Care Act and the legalization of same-sex marriage in the state.

Harris has maintained her opposition to the death penalty even though that has hurt her in the statewide race, and she brings to the office an important perspective as the first woman and first African American ever to serve as the state’s top law enforcement officer. While there is much more work to be done in countering the power of wealthy individuals and corporations and giving the average Californian a stronger voice in our legal system, Harris has our support.

 

INSURANCE COMMISSIONER: DAVE JONES

We’ve been following Dave Jones’s legislative career since his days on the Sacramento City Council and through his terms in the California Legislature, and we’ve always appreciated his autonomy and progressive values. He launched into his role as Insurance Commissioner four years ago with an emergency regulation requiring health insurance companies to use no more than 20 percent of premiums on profits and administrative costs, and he has continued to do what he can to hold down health insurance rates, including implementing the various components of the Affordable Care Act.

More recently, Jones held hearings looking at whether Uber, Lyft, and other transportation network companies are adequately insured to protect both their drivers and the general public, concluding that these companies need to self-insure or otherwise expand the coverage over their business. It was a bold and important move to regulate a wealthy and prosperous new industry. Jones deserves credit for taking on the issue and he has earned our endorsement.

 

SUPERINTENDENT OF SCHOOLS: TOM TORLAKSON

This race is a critical one, as incumbent Tom Torlakson faces a strong challenge from the charter school cheerleader Marshall Tuck. An investment banker and Harvard alum, Tuck is backed by well-heeled business and technology interests pushing for the privatization of our schools. Tech and entertainment companies are pushing charter schools heavily as they wait in the wings for lucrative education supply contracts, for which charter schools may open the doors. And don’t let Waiting for Superman fool you, charter schools’ successful test score numbers are often achieved by pushing out underperforming special needs and economically disadvantaged students.

As national education advocate Diane Ravitch wrote in her blog, “If Tuck wins, the privatization movement will gain a major stronghold.” California ranks 48th in the nation in education spending, a situation we can thank Prop. 13 for. We’d like to see Torlakson advocate for more K-12 school dollars, but for now, he’s the best choice.

 

BOARD OF EQUALIZATION: FIONA MA

Fiona Ma was never our favorite member of the San Francisco Board of Supervisors, and in the California Legislature, she has seemed more interested in party politics and leadership than moving legislation that is important to San Francisco. There are a few exceptions, such as her attempts last year to require more employers to offer paid sick days and to limit prescription drug co-payments. But she also notoriously tried to ban raves at public venues in 2010, a reactionary bill that was rejected as overly broad.

But the California Board of Equalization might just be a better fit for Ma than the Legislature. She’s a certified public accountant and would bring that financial expertise to the state’s main taxing body, and we hope she continues in the tradition of her BOE predecessor Betty Yee in ensuring the state remains fair but tough in how it collects taxes.

 

ASSEMBLY, DISTRICT 17: DAVID CAMPOS

The race to replace progressive hero Tom Ammiano in the California Assembly is helping to define this important political moment in San Francisco. It’s a contest between the pragmatic neoliberal politics of Board of Supervisors President David Chiu and the populist progressive politics of Sup. David Campos, whom Ammiano endorsed to succeed him.

It’s a fight for the soul of San Francisco, a struggle to define the values we want to project into the world, and, for us at the Bay Guardian, the choice is clear. David Campos is the candidate that we trust to uphold San Francisco’s progressive values in a state that desperately needs that principled influence.

Chiu emphasizes how the two candidates have agreed on about 98 percent of their votes, and he argues that his effectiveness at moving big legislation and forging compromises makes him the most qualified to represent us in Sacramento. Indeed, Chiu is a skilled legislator with a sharp mind, and if “getting things done” — the prime directive espoused by both Chiu and Mayor Ed Lee — was our main criterion, he would probably get our endorsement.

But when you look at the agenda that Chiu and his allies at City Hall have pursued since he came to power — elected as a progressive before pivoting to become a pro-business moderate — we wish that he had been a little less effective. The landlords, tech titans, Realtors, and Chamber of Commerce have been calling the shots in this city, overheating the local economy in a way that has caused rapid displacement and gentrification.

“Effective for whom? That’s what’s important,” Campos told us during his endorsement interview, noting that, “Most people in San Francisco have been left behind and out of that prosperity.”

Campos has been a clear and consistent supporter of tenants, workers, immigrants, small businesses, environmentalists — the vast majority of San Franciscans, despite their lack of power in City Hall. Chiu will sometimes do right by these groups, but usually only after being pushed to do so by grassroots organizing and lobbying efforts.

Campos correctly points out that such lobbying is more difficult in Sacramento, with its higher stakes and wider range of competing interests, than it is on the local level. Chiu’s focus on always trying to find a compromise often plays into the hands of wealthy interests, who sometimes just need to be fought and stopped.

We have faith in Campos and his progressive values, and we believe he will skillfully carry on the work of Ammiano — who is both an uncompromising progressive and an effective legislator — in representing San Francisco’s values in Sacramento.

 

ASSEMBLY, DISTRICT 19: PHIL TING

Incumbent Phil Ting doesn’t have any challengers in this election, but he probably would have won our support anyway. After proving himself as San Francisco’s Assessor, taking a strong stance against corporate landowners and even the Catholic Church on property assessments, Ting won a tough race against conservative businessman Michael Breyer to win his Assembly seat.

Since then, he’s been a reliable vote for legislation supported by most San Franciscans, and he’s sponsoring some good bills that break new ground, including his current AB 1193, which would make it easier to build cycletracks, or bike lanes physically separated from cars, all over the state. He also called a much-needed Assembly committee hearing in November calling out BART for its lax safety culture, and we hope he continues to push for reforms at that agency.

 

PROPOSITION 41: YES

Over a decade ago, Californians voted to use hundreds of millions of our dollars to create the CalVet Home and Farm Loan Program to help veterans purchase housing. But a reduction in federal home loan dollars, the housing crisis, and a plummeting economy hurt the program.

Prop. 41 would repurpose $600 million of those bond funds and raise new money to create affordable housing rental units for some of California’s 15,000 homeless veterans. This would cost Californians $50 million a year, which, as proponents remind us, is one-tenth of 1 percent of the state budget. Why let hundreds of millions of dollars languish unused? We need to reprioritize this money to make good on our unfulfilled promises to homeless veterans.

 

PROPOSITION 42: YES

This one’s important. Last year, Gov. Jerry Brown sought to gut the California Public Records Act by making it optional for government agencies to comply with many of the requirements built into this important transparency law. The CPRA and the Ralph M. Brown Act require government agencies to make records of their activities available for public scrutiny, and to provide for adequate notice of public meetings. Had the bill weakening these laws not been defeated, it would have removed an important defense against shadowy government dealings, leaving ordinary citizens and journalists in the dark.

Prop. 42 is a bid to eliminate any future threats against California’s important government transparency laws, by expressly requiring local government agencies — including cities, counties, and school districts — to comply with all aspects of the CPRA and the Brown Act. It also seeks to prevent local agencies from denying public records requests based on cost, by eliminating the state’s responsibility to reimburse local agencies for cost compliance (the state has repeatedly failed to do so, and local bureaucracies have used this as an excuse not to comply).

 

SF’S PROPOSITION A: YES

Prop. A is a $400 million general obligation bond measure that would cover seismic retrofits and improvements to the city’s emergency infrastructure, including upgrades to the city’s Emergency Firefighting Water System, neighborhood police and fire stations, a new facility for the Medical Examiner, and seismically secure new structures to house the police crime lab and motorcycle unit.

The Board of Supervisors voted unanimously to place Prop. A on the ballot, and a two-thirds majority vote is needed for it to pass. Given that San Franciscans can expect to be hit by a major earthquake in the years to come, upgrading emergency infrastructure, especially the high-pressure water system that will aid the Fire Department in the event of a major blaze, is a high priority.

 

SF’S PROPOSITION B: YES

As we report in this issue (see “Two views of the waterfront”), San Francisco’s waterfront is a valuable place targeted by some ambitious development schemes. That’s a good thing, particularly given the need that the Port of San Francisco has for money to renovate or remove crumbling piers, but it needs to be carefully regulated to maximize public benefits and minimize private profit-taking.

Unfortunately, the Mayor’s Office and its appointees at the Port of San Francisco have proven themselves unwilling to be tough negotiators on behalf of the people. That has caused deep-pocketed, politically connected developers to ignore the Waterfront Land Use Plan and propose projects that are out-of-scale for the waterfront, property that San Francisco is entrusted to manage for the benefit of all Californians.

All Prop. B does is require voter approval when projects exceed existing height limits. It doesn’t kill those projects, it just forces developers to justify new towers on the waterfront by providing ample public benefits, restoring a balance that has been lost. San Francisco’s waterfront is prime real estate, and there are only a few big parcels left that can be leveraged to meet the needs of the Port and the city. Requiring the biggest ones to be approved by voters is the best way to ensure the city — all its residents, not just the politicians and power brokers — is getting the best deals possible.

 

SF SUPERIOR COURT JUDGE: DANIEL FLORES

Daniel Flores has an impressive list of endorsers, including the Democratic, Republican, and Green parties of San Francisco — a rare trifecta of political party support. But don’t hold the GOP nod against Flores, who was raised in the Excelsior by parents who immigrated from El Salvador and who interned with La Raza Centro Legal while going to McGeorge School of Law. And he did serve in the Marines for six years, which could explain the broad range of support for him.

Flores is a courtroom litigator with experience in big firms and his own practice, representing clients ranging from business people to tenants fighting against their landlords. Flores told us that he wants to ensure those without much money are treated fairly in court, an important goal we support. We also liked Kimberly Williams and hope she ends up on the bench someday, but in this race, Flores is the clear choice.

 

CONGRESS, DISTRICT 12: NANCY PELOSI

This was a hard decision for us this year. Everyone knows that Pelosi will win this race handily, but in past races we’ve endorsed third party challengers or even refused to endorse anyone more often than we’ve given Pelosi our support. While Pelosi gets vilified by conservatives as the quintessential San Francisco liberal, she’s actually way too moderate for our tastes.

Over her 21 years in Congress, she has presided over economic policies that have consolidated wealth in ever fewer hands and dismantled the social safety net, environmental policies that have ignored global warming and fed our over-reliance on the private automobile, and military policies that expanded the war machine and overreaching surveillance state, despite her insider’s role on the House Intelligence Committee.

Three of her opponents — Democrat David Peterson, Green Barry Hermanson, and fiery local progressive activist Frank Lara of the Peace and Freedom Party — are all much better on the issues that we care about, and we urge our readers to consider voting for one of them if they just can’t stomach casting a ballot for Pelosi. In particular, Hermanson has raised important criticisms of just how out of whack our federal budget priorities are. We also respect the work Lara has done on antiwar and transit justice issues in San Francisco, and we think he could have a bright political future.

But we’ve decided to endorse Pelosi in this election for one main reason: We want the Democrats to retake the House of Representatives this year and for Pelosi to once again become Speaker of the House. The Republican Party in this country, particularly the Tea Party loyalists in the House, is practicing a dangerous and disgusting brand of political extremism that needs to be stopped and repudiated. They would rather shut the government down or keep it hopelessly hobbled by low tax rates than help it become an effective tool for helping us address the urgent problems that our country faces. Pelosi and the Democrats aren’t perfect, but at least they’re reasonable grown-ups and we’d love to see what they’d do if they were returned to power. So Nancy Pelosi has our support in 2014.

 

CONGRESS, DISTRICT 13: BARBARA LEE

Barbara Lee has been one of our heroes since 2001, when she was the only member of Congress to vote against the Authorization for the Use of Military Force Against Terrorists, braving the flag-waving nationalism that followed the 9/11 attacks on the World Trade Center and Pentagon to warn that such an overly broad declaration of war was dangerous to our national interests. She endured death threats and harsh condemnation for that principled stand, but she was both courageous and correct, with our military overreach still causing problems for this country, both practical and moral.

Lee has been a clear and consistent voice for progressive values in the Congress for 16 years, chairing both the Congressional Black Caucus and Congressional Progressive Caucus, taking stands against capital punishment and the Iraq War, supporting access to abortions and tougher regulation of Wall Street, and generally representing Oakland and the greater Bay Area well in Washington DC. She has our enthusiastic support.

 

CONGRESS, DISTRICT 14: JACKIE SPEIER

Jackie Speier has given her life to public service — almost literally in 1978 when she was an aide to then-Rep. Leo Ryan and survived the airstrip shootings that triggered the massacre at Jonestown — and she has earned our ongoing support. Speier has continued the consumer protection work she started in the California Legislature, sponsoring bills in Congress aimed at protecting online privacy. She has also been a strong advocate for increasing federal funding to public transit in the Bay Area, particularly to Muni and for the electricification of Caltrain, an important prelude to the California High-Speed Rail Project. In the wake of the deadly natural gas explosion in San Bruno, Speier has pushed for tough penalties on Pacific Gas & Electric and expanded pipeline safety programs. She has been a strong advocate of women’s issues, including highlighting the epidemic of sexual assault on college campuses and in the military, seeking greater protections, institutional accountability, and recourse for victims. More recently, Speier has become a key ally in the fight to save City College of San Francisco, taking on the federal accreditation process and seeking reforms. Speier is a courageous public servant who deserves your vote.

OPENING

Alan Partridge Steve Coogan recently took a serious-movie detour in last year’s Philomena, but he’s primarily a comedian — famed stateside for roles in cult movies like 24 Hour Party People (2002) and The Trip (2011). In his native England, he’s also beloved for playing buffoonish, image-obsessed host Alan Partridge in multiple TV and radio series — and now, a feature film, in which a giant media conglomerate takes over Alan’s North Norwich Digital radio station and gives it a cheesy corporate makeover. When he learns staffing cuts are afoot, Alan secretly throws his longtime friend and fellow DJ Pat (Colm Meany) under the bus. Though he’s oblivious to Alan’s betrayal, the depressed and disgruntled Pat soon bursts into the station, toting a shotgun and taking hostages, and Alan is designated the official go-between — to his utter delight, since he becomes the center of the surrounding media circus (“I’m siege-face!” he crows), and his already-inflated head balloons to even more gargantuan proportions. Along the way, he and Pat continue broadcasting, taking calls from listeners, spinning Neil Diamond records, and occasionally interfacing with an increasingly annoyed police force. Fear not if you haven’t seen any previous Alan Partridge outings — this film is stand-alone hilarious. (1:30) Embarcadero, Shattuck, Smith Rafael. (Eddy)

Brick Mansions This Luc Besson-produced thriller about an undercover Detroit cop stars Paul Walker in one of his final roles. (1:30) Presidio.

Dancing in Jaffa World champion ballroom dancer Pierre Dulaine, possessed of perfect posture and a flamboyant personality, returns to his native Jaffa, a city he hasn’t laid eyes on since his family (Palestinian mother, Irish father) fled in 1948. His love of teaching was dramatized in 2006’s Take the Lead — hey, if someone’s gonna make a movie about your life, you could do worse than being played by Antonio Banderas — but his task in Dancing in Jaffa is a far less glitzy one. Here, the real-life Dulaine aims to train a group of 11-year-olds how to merengue, rumba, tango, and jive, which is tall order under any circumstances, since these kids are still firmly entrenched in the awkward “boys/girls are icky” zone. Complicating matters even further is Dulaine’s determined quest to pair up tiny dancers from both Jewish and Palestinian Israeli schools, despite skeptical parents and religious restrictions against mingling with the opposite sex; it’s his fervent hope that performing together will help the kids see past their differences, and signal hope for the future. Though her documentary hits the expected beats — a depressed youngster we meet early in the film is delightfully (yet unsurprisingly) transformed by the power of dance — director Hilla Medalia (2007’s To Die in Jerusalem) does an admirable job contextualizing the students’ stories, capturing the cultural tensions that permeate everyday life in Jaffa. And a hat-tip to the kids themselves, who become surprisingly graceful hoofers despite all initial suggestions to the contrary. (1:28) Opera Plaza. (Eddy)

The German Doctor Argentine writer-director Lucía Puenzo (2007’s XXY) adapts her novel Wakolda for this drama imagining a post-World War II chapter in the life of Nazi doctor Josef Mengele. It’s 1960, and there’s a new doctor residing in Bariloche, Argentina — a stunningly picturesque town in the Andean foothills that seems to harbor an awful lot of Germans. Polite, well-dressed “Helmut” (Alex Brendemühl) befriends innkeepers Eva (Natalia Oreiro) and Enzo (Diego Peretti), taking a special interest in their 12-year-old daughter Lilith (Florencia Bado), whose petite frame (cruel classmates call her “dwarf”) awakens his let’s-experiment impulses. He gets even more attached when he finds out a pregnant Eva is carrying twins. Meanwhile, Israeli agents are moving in, having just snagged Mengele’s fellow war criminal Eichmann in Buenos Aires, and Lilith’s family soon catches on to their new friend’s true identity. Measured, multi-lingual performances — Brendemühl is both suave and menacing as the “Angel of Death,” forever penciling in his grotesque medical sketchbook — and the contrast between The German Doctor‘s dark themes and the Patagonian beauty of its setting bring haunting nuance to Puenzo’s twisted-history tale. “Human Rights Watch Film Festival” The 2014 fest wraps up with a pair of nightmarish tales about men who endured wrongful imprisonment. Marc Wiese’s Camp 14 — Total Control Zone follows the solemn Shin Dong-hyuk, who was born in a North Korean death camp and managed to escape not only the camp, but the country itself; he’s thought to be the only person ever to do so. He endured unimaginable horrors both physical (beatings, starvation, torture) and mental (being forced to watch his mother and brother’s executions), and finally gathered the courage to flee when he met a recent detainee who was full of tales from the outside world. These days, he no longer lives in fear; he’s based in South Korea but travels the world speaking with human-rights groups. But he’s a man understandably scarred by his past, living in a nearly empty apartment and rarely raising his voice above a whisper. Meanwhile, American injustice gives a showcase performance in An Unreal Dream: The Michael Morton Story, Al Reinert’s emotional documentary about an innocent man convicted of killing his wife, thanks to some shoddy good ol’ boy police work. Though his own son turned against him as his years behind bars stretched into decades, Morton — now free and reconciled with his family, thanks to the Innocence Project — remains an inspiring, almost beatific example of the power of forgiveness. In Morton’s case, it helps that the real murderer was eventually nabbed and punished; in Camp 14, we meet a pair of former guards who shrug off the horrific cruelty they regularly inflicted on prisoners — and we’re reminded of the hundreds of thousands of North Koreans who remain behind bars, serving life sentences for made-up “crimes.” Not a shred of closure to be found in that one. Next Goal Wins World Cup fever is imminent — first game is June 12! — so there’s no better timing for this doc, which chronicles the transformation of American Samoa’s soccer team from international joke (thanks to a record-breaking 31-0 drubbing by Australia in 2001) to inspirational underdogs. Filmmakers Steve Jamison and Mike Brett visit the close-knit island nation just as Dutch hired-gun coach Thomas Rongen swoops in to whip the team into shape. Though he’s initially unimpressed, Rongen soon realizes that what his players lack in athletic ability, they make up for in heart, particularly beleaguered keeper Nicky Salapu (coaxed out of retirement, he’s still haunted by the 2001 loss) and upbeat Jaiyah Saelua, who is 100 percent accepted by her teammates, even though she happens to be transgender (“I’m not a male or a female — I’m a soccer player!”) Next Goal Wins is ultimately as much a window into American Samoan culture as it is a sports saga, adding richness to a tale that’s already heart-poundingly rousing. The Other Woman Cameron Diaz, Leslie Mann, and Kate Upton star in this comedy about a trio of women who gang up on the man (Game of Thrones’ Nikolaj Coster-Waldau) who’s been playing them all. (1:49) Presidio.

The Quiet Ones Jared Harris (Mad Men) stars in this spooky Hammer Films drama about an Oxford professor studying the supernatural. (1:38)

Teenage This collage documentary by Matt Wolf (2008’s Wild Combination: A Portrait of Arthur Russell) is based on Jon Savage’s Teenage: The Creation of Youth Culture, spanning the adolescent experience from 1875-1945. First-person narrators (voiced by Jena Malone and Ben Whishaw, among others) reflect on the lives of teens from the US, the UK, and Germany, emphasizing current events (notably the stock market crash and World Wars I and II, the latter including segments on the Hitler Youth), and social problems (child labor, racial intolerance) and changes (the rise of Hollywood idols and teen gangs), as well as dance, fashion, nightlife (London’s Bright Young Things get a special spotlight), and music fads. Stock footage, vintage images, textured sound design, and creative reenactments shape this unusually artistic look at the rise of an age group that didn’t merit distinct status 150 years ago — but has since become popular culture’s most influential force, for better and worse. (1:17) Opera Plaza, Shattuck. (Eddy)

Walking with the Enemy Movie history abounds with dramas about the obvious dangers and complicated delights of passing during World War II — Agnieszka Holland’s Europa Europa (1990) and Paul Verhoeven’s Black Book (2006) come immediately to mind. But despite the inherent interest in this story (based on a real person, Pinchas Tibor Rosenbaum), Walking with the Enemy doesn’t hold its own next to those efforts. Elek (Jonas Armstrong), the handsome, intrepid son of a rabbi, is working in Budapest doing what any red-blooded young man of any era might, joking with his boss and flirting with the adorable Hannah (Hannah Tointon). When Hungary’s relations with the Nazis sour, the country’s Jewish citizens are gradually packed off and subjected to deadly crackdowns instigated by Adolf Eichmann, and Hungary’s Regent Horthy (Ben Kingsley) seems powerless to do very much, apart from allowing the neutral Swiss consulate to issue a stream of documents claiming the city’s Jewish denizens as its own. When two SS officers come calling in the Jewish quarter, attack Hannah, and are ultimately killed, fluent German speaker Elek and his friends snatch at the desperate measure of donning their uniforms to spy on their oppressors and save as many Jews as they can. What may have made for a fascinating tale, however, is reduced to broad strokes, awkward choices like onscreen IDs, and comically simplistic characterization, making Walking feel more like a TV movie or an educational film than anything with real power. Bears (1:26) 1000 Van Ness, Shattuck.

Captain America: The Winter Soldier Marvel’s most wholesome hero returns in this latest film in the Avengers series, and while it doesn’t deviate from the expected formula (it’s not a spoiler to say that yes, the world is saved yet again), it manages to incorporate a surprisingly timely plot about the dangers of government surveillance. Steve Rogers (Chris Evans), hunkiest 95-year-old ever, is still figuring out his place in the 21st century after his post-World War II deep freeze. Nick Fury (Samuel L. Jackson) has him running random rescue missions with the help of Black Widow (Scarlett Johansson), but SHIELD is working on a top-secret project that will allow it to predict crimes before they occur. It isn’t long before Cap’s distrust of the weapon — he may be old-fashioned, but he ain’t stupid — uncovers a sinister plot led by a familiar enemy, with Steve’s former BFF Bucky doing its bidding as the science-experiment-turned-assassin Winter Soldier (Sebastian Stan). Anthony Mackie, Robert Redford, and series regular Cobie Smulders are fine in supporting roles, and Johansson finally gets more to do than punch and pose, but the likable Evans ably carries the movie — he may not have the charisma of Robert Downey Jr., but he brings wit and depth to a role that would otherwise be defined mainly by biceps and CG-heavy fights. Oh, and you know the drill by now: superfans will want to stick around for two additional scenes tucked into the end credits. (2:16) Balboa, Marina, Metreon, 1000 Van Ness, Sundance Kabuki. (Eddy)

Cesar Chavez “You always have a choice,” Cesar Chavez (Michael Peña) tells his bullied son when advising him to turn the other cheek. Likewise, actor-turned-director Diego Luna had a choice when it came to tackling his first English-language film; he could have selected a less complicated, sprawling story. So he gets props for that simple act — especially at a time when workers’ rights and union power have been so dramatically eroded — and for his attempts to impact some complicated nuance to Chavez’s fully evident heroism. Painting his moving pictures in dusty earth tones and burnt sunlight with the help of cinematographer Enrique Chediak, Luna vaults straight into Chavez’s work with the grape pickers that would come to join the United Farm Workers — with just a brief voiceover about Chavez’s roots as the native-born son of a farm owner turned worker, post-Depression. Uprooting wife Helen (America Ferrera) and his family and moving to Delano as a sign of activist commitment, Chavez is seemingly quickly drawn into the 1965 strike by the Mexican workers’ sometime rivals: Filipino pickers (see the recent CAAMFest short documentary Delano Manongs for some of their side of the story). From there, the focus hones in on Chavez, speaking out against violence and “chicken shit macho ideals,” hunger striking, and activating unions overseas, though Luna does give voice to cohorts like Dolores Huerta (Rosario Dawson), growers like Bogdanovitch (John Malkovich), and the many nameless strikers — some of whom lost their lives during the astonishingly lengthy, taxing five-year strike. Luna’s win would be a blue-collar epic on par with 1979’s Norma Rae, and on some levels, he succeeds; scanning the faces of the weathered, hopeful extras in crowd scenes, you can’t help but feel the solidarity. The people have the power, as a poet once put it, and tellingly, his choice of Peña, stolidly opaque when charismatic warmth is called for, might be the key weakness here. One suspects the director or his frequent costar Gael García Bernal would make a more riveting Chavez. (1:38) Metreon. (Chun)

Divergent Based on the blockbuster dystopian-future YA novel by Veronica Roth (the first in a trilogy), Divergent is set in a future city-state version of Chicago in which society is divided into five character-based, color-coded factions: Erudite, Amity, Candor, Abnegation, and Dauntless. Like her peers, Beatrice Prior (Shailene Woodley), the film’s Abnegation-born teenage heroine, must choose a permanent faction — with the help of a standardized aptitude test that forgoes penciling in bubbles in favor of virtual reality psychic manipulation. When the test fails to triangulate her sole innate personality trait, she learns that she belongs to a secret, endangered sixth category: Divergent, an astonishing set of people who are not only capable of, say, acts of selflessness but can also produce intelligent thought, or manifest bravery in the face of danger. Forced to hide her aberrant nature in a society whose leaders (Kate Winslet) are prone to statements like “The future belongs to those who know where they belong,” and seemingly bored among Abnegation’s hive of gray cardigan-wearing worker bees, Beatrice chooses Dauntless, a dashing gang of black-clad, alterna-rock music video extras who jump on and off moving trains and live in a warehouse-chic compound whose dining hall recalls the patio at Zeitgeist. Fittingly, a surly, tattooed young man named Four (Theo James) leads Beatrice, now Tris, and her fellow initiates through a harsh proving regimen that, if they fail, will cast them into an impoverished underclass. Director Neil Burger (2006’s The Illusionist, 2011’s Limitless) and the behemoth marketing force behind Divergent are clearly hoping to stir up the kind of madness stoked by the Twilight and Hunger Games series, but while there are bones a-plenty to pick with those franchises, Divergent may have them beat for pure daffiness of premise and diameter of plot holes — and that’s after screenwriters Evan Daugherty and Vanessa Taylor’s major suturing of the source material’s lacunae. The daffiness doesn’t translate into imaginative world-building, and while a couple of scenes convey the visceral thrills of life in Dauntless, the tension between Tris and Four is awkwardly ratcheted up, and the film’s shift into a mode of crisis is equally jolting without generating much heat. Dom Hemingway We first meet English safecracker Dom (Jude Law) as he delivers an extremely verbose and flowery ode to his penis, addressing no one in particular, while he’s getting blown in prison. Whether you find this opening a knockout or painfully faux will determine how you react to the rest of Richard Shepard’s new film, because it’s all in that same overwritten, pseudo-shocking, showoff vein, Sprung after 12 years, Dom is reunited with his former henchman Dickie (Richard E. Grant), and the two go to the South of France to collect the reward owed for not ratting out crime kingpin Mr. Fontaine (Demian Bichir). This detour into the high life goes awry, however, sending the duo back to London, where Dom — who admits having “anger issues,” which is putting it mildly — tries to woo a new employer (Jumayn Hunter) and, offsetting his general loutishness with mawkish interludes, to re-ingratiate himself with his long-estranged daughter (Emilia Clarke). Moving into Guy Ritchie terrain with none of the deftness the same writer-director had brought to debunking James Bond territory in 2006’s similarly black-comedic crime tale The Matador, Dom Hemingway might bludgeon some viewers into sharing its air of waggish, self conscious merriment. But like Law’s performance, it labors so effortfully hard after that affect that you’re just as likely to find the whole enterprise overbearing. (1:33) Metreon, Sundance Kabuki. (Harvey)

Faust It’s taken nearly three years for Aleksandr Sokurov’s Faust to get to the Bay Area. That seems apt for what was surely, in 2011, the least popular recipient of the Venice Film Festival’s Golden Lion in decades. Sokurov is a bit of a weirdo; even his popular triumphs — 1997’s rhapsodic Mother and Son; 2002’s extraordinary 300-years-of-history-in-one-traveling-shot Russian Ark — are very rarefied stuff, disinterested in conventional narrative or making their meanings too clear. In production scale, Faust is Sokurov’s biggest project, which hardly stops it also being possibly his most perverse. It rings bells redolent of certain classic 1970s Herzog features, and of course Sokurov’s own prior ones (as well as those by his late mentor Tarkovsky). But it has a stoned strangeness all its own. It’s not 140 minutes you should enter lightly, because you are going to exit it headily, drunk off the kind of questionable homebrew elixir that has a worm floating in it. In a clammy mittle-Yurropeon town in which the thin margin between pissy bourgeoisie and dirty swine is none too subtly delineated when a funeral march collides with a cartful of porkers, Professor Faust (the marvelously plastic Johannes Zeiler) dissects a corpse in his filthy studio. Impoverished and hungry, the questionably good doctor is an easy mark for Mephistophelean moneylender Mauricius Muller (physical theater specialist Anton Adasinsky), an insinuating snake who claims the soul is “no heavier than a coin,” and will happily relieve Faust of his in return for some slippery satisfactions. Coming complete with the director’s trademark distortion effects (in both color tinting and image aspect), Faust has a soft, queasy, pickled feel, like a disquieting dream too fascinating to wake yourself from. Finding Vivian Maier Much like In the Realms of the Unreal, the 2004 doc about Henry Darger, Finding Vivian Maier explores the lonely life of a gifted artist whose talents were discovered posthumously. In this case, however, the filmmaker — John Maloof, who co-directs with Charlie Siskel — is responsible for Maier’s rise to fame. A practiced flea-market hunter, he picked up a carton of negatives at a 2007 auction; they turned out to be striking examples of early street photography. He was so taken with the work (snapped by a woman so obscure she was un-Google-able) that he began posting images online. Unexpectedly, they became a viral sensation, and Maloof became determined to learn more about the camerawoman. Turns out Vivian Maier was a career nanny in the Chicago area, with plenty of former employers to share their memories. She was an intensely private person who some remembered as delightfully adventurous and others remembered as eccentric, mentally unstable, or even cruel; she was a hoarder who was distrustful of men, and she spoke with a maybe-fake French accent. And she was obsessed with taking photographs that she never showed to anyone; the hundreds of thousands now in Maloof’s collection (along with 8mm and 16mm films) offer the only insight into her creative mind. “She had a great eye, a sense of humor, and a sense of tragedy,” remarks acclaimed photographer Mary Ellen Mark. “But there’s a piece of the puzzle missing.” The film’s central question — why was Maier so secretive about her hobby? — may never be answered. But as the film also suggests, that mystery adds another layer of fascination to her keenly observed photos. (1:23) Clay, Shattuck. (Eddy)

The Galapagos Affair: Satan Came to Eden Extensive archival footage and home movies (plus one short, narrative film) enhance this absorbing doc from San Francisco-based Dayna Goldfine and Dan Geller (2005’s Ballets Russes). It tells the tale of a double murder that occurred in the early 1930s on Floreana — the most remote of the already scarcely-populated Galapagos Islands. A top-notch cast (Cate Blanchett, Diane Kruger, Connie Nielsen, Josh Radnour) gives voice to the letters and diary entries of the players in this stranger-than-fiction story, which involved an array of Europeans who’d moved away from civilization in search of utopian simplicity — most intriguingly, a maybe-fake Baroness and her two young lovers — and realized too late that paradise isn’t all it’s cracked up to be. Goldfine and Geller add further detail to the historic drama by visiting the present-day Galapagos, speaking with residents about the lingering mystery and offering a glimpse of what life on the isolated islands is like today. The Grand Budapest Hotel Is this the first Wes Anderson movie to feature a shootout? It’s definitely the first Anderson flick to include a severed head. That’s not to say The Grand Budapest Hotel, “inspired by” the works of Austrian novelist Stefan Zweig, represents too much of a shift for the director — his intricate approach to art direction is still very much in place, as are the deadpan line deliveries and a cast stuffed with Anderson regulars. But there’s a slightly more serious vibe here, a welcome change from 2012’s tooth-achingly twee Moonrise Kingdom. Thank Ralph Fiennes’ performance as liberally perfumed concierge extraordinaire M. Gustave, which mixes a shot of melancholy into the whimsy, and newcomer Tony Revolori as Zero, his loyal lobby boy, who provides gravitas despite only being a teenager. (Being played by F. Murray Abraham as an older adult probably helps in that department.) Hotel‘s early 20th century Europe setting proves an ideal canvas for Anderson’s love of detail — the titular creation rivals Stanley Kubrick’s rendering of the Overlook Hotel — and his supporting cast, as always, looks to be enjoying the hell out of being a part of Anderson’s universe, with Willem Dafoe, Jeff Goldblum, and Adrien Brody having particularly oversized fun. Jodorowsky’s Dune A Chilean émigré to Paris, Alejandro Jodorowsky had avant-garde interests that led him from theater and comic book art to film, making his feature debut with 1968’s Fando y Lis. Undaunted by its poor reception, he created El Topo (1970), a blood-soaked mix of spaghetti western, mysticism, and Buñuellian parabolic grotesquerie that became the very first “midnight movie.” After that success, he was given nearly a million dollars to “do what he wanted” with 1973’s similarly out-there The Holy Mountain, which became a big hit in Europe. French producer Michel Seydoux asked Jodorowsky what he’d like to do next. Dune, he said. In many ways it seemed a perfect match of director and material. Yet Dune would be an enormous undertaking in terms of scale, expense, and technical challenges. What moneymen in their right mind would entrust this flamboyant genius/nut job with it? They wouldn’t, as it turned out. So doc Jodorowsky’s Dune is the story of “the greatest film never made,” one that’s brain-exploding enough in description alone. But there’s more than description to go on here, since in 1975 the director and his collaborators created a beautifully detailed volume of storyboards and other preproduction minutiae they hoped would lure Hollywood studios aboard this space phantasmagoria. From this goldmine of material, as well as input from the surviving participants, Pavich is able to reconstruct not just the film’s making and unmaking, but to an extent the film itself — there are animated storyboard sequences here that offer just a partial yet still breathtaking glimpse of what might have been. The Lunchbox Ila (Nimrat Kaur) is a self-possessed housewife and a great cook, whose husband confuses her for another piece of furniture. She tries to arouse his affections with elaborate lunches she makes and sends through the city’s lunchbox delivery service. Like marriage in India, lunchbox delivery has a failure rate of zero, which is what makes aberrations seem like magical occurrences. So when widow Saajan (Irrfan Khan) receives her adoring food, he humbly receives the magical lunches like a revival of the senses. Once Ila realizes her lunchbox is feeding the wrong man she writes a note and Saajan replies — tersely, like a man who hasn’t held a conversation in a decade — and the impossible circumstances lend their exchanges a romance that challenges her emotional fidelity and his retreat from society. She confides her husband is cheating. He confides his sympathy for men of lower castes. It’s a May/December affair if it’s an affair at all — but the chemistry we expect the actors to have in the same room is what fuels our urge to see it; that’s a rare and haunting dynamic. Newcomer Kaur is perfect as Ila, a beauty unmarked by her rigorous distaff; her soft features and exhausted expression lend a richness to the troubles she can’t share with her similarly stoic mother (Lillete Dubey). Everyone is sacrificing something and poverty seeps into every crack, every life, without exception — their inner lives are their richness. (1:44) Albany, Opera Plaza. (Vizcarrondo)

Noah Darren Aronofsky’s Biblical epic begins with a brief recap of prior Genesis events — creation is detailed a bit more in clever fashion later on — leading up to mankind’s messing up such that God wants to wipe the slate clean and start over. That means getting Noah (Russell Crowe), wife Naameh (Jennifer Connelly), and their three sons and one adopted daughter (Emma Watson) to build an ark that can save them and two of every animal species from the imminent slate-wiping Great Flood. (The rest of humanity, having sinned too much, can just feed the fishes.) They get some help from fallen angels turned into Ray Harryhausen-type giant rock creatures voiced by Nick Nolte and others. There’s an admirable brute force and some startling imagery to this uneven, somber, Iceland-shot tale “inspired” by the Good Book (which, needless to say, has endured more than its share of revisions over the centuries). Purists may quibble over some choices, including the device of turning minor Biblical figure Tubal-Cain (Ray Winstone) into a royal-stowaway villain, and political conservatives have already squawked a bit over Aronofsky’s not-so-subtle message of eco-consciousness, with Noah being bade to “replenish the Earth” that man has hitherto rendered barren. But for the most part this is a respectable, forceful interpretation that should stir useful discussion amongst believers and non believers alike. Its biggest problem is that after the impressively harrowing flood itself, we’re trapped on the ark dealing with the lesser crises of a pregnancy, a discontented middle son (Logan Lerman), and that stowaway’s plotting — ponderous intrigues that might have been leavened if the director had allowed us to hang out with the animals a little, rather than sedating the whole menagerie for the entire voyage. Oculus Tim (Brenton Thwaites) and Kaylie (Karen Gillan) are grown siblings with a horrible shared past: When they were children, their parents (Rory Cochrane, Katee Sankhoff) moved them all into a nice suburban house, decorating it with, among other things, a 300-year-old mirror. But that antique seemed to have an increasingly disturbing effect on dad, then mom too, to ultimately homicidal, offspring-orphaning effect. Over a decade later, Tim is released from a juvenile mental lockup, ready to live a normal life after years of therapy have cleaned him of the supernatural delusions he think landed him there in the first place. Imagine his dismay when Kaylie announces she has spent the meantime researching aforementioned “evil mirror” — which turns out to have had a very gruesome history of mysteriously connected deaths — and painstakingly re-acquiring it. She means to destroy it so it can never wreak havoc, and has set up an elaborate room of camcorders and other equipment in which to “prove” its malevolence first, with Tim her very reluctant helper. Needless to say, this experiment (which he initially goes along with only in order to debunk the whole thing for good) turns out to be a very, very bad idea. The mirror is clever — demonically clever. It can warp time and perspective so our protagonists don’t know whether what they’re experiencing is real or not. Expanding on his 2006 short film (which was made before his excellent, little-seen 2011 horror feature Absentia), Mike Flanagan’s tense, atmospheric movie isn’t quite as scary as you might wish, partly because the villain (the spirit behind the mirror) isn’t particularly well-imagined in generic look or murky motivation. But it is the rare new horror flick that is genuinely intricate and surprising plot-wise — no small thing in the current landscape of endless remakes and rehashes. On My Way Not for nothing too does the title On My Way evoke Going Places (1974): director Emmanuelle Bercot is less interested in exploring Catherine Deneuve’s at-times-chilled hauteur than roughing up, grounding, and blowing fresh country air through that still intimidatingly gorgeous image. Deneuve’s Bettie lost her way long ago — the former beauty queen, who never rose beyond her Miss Brittany status, is in a state of stagnation, working at her seafood restaurant, having affairs with married men, living with her mother, and still sleeping in her girlhood room. One workday mid-lunch hour, she gets in her car and drives, ignoring all her ordinary responsibilities and disappearing down the wormhole of dive bars and back roads. She seems destined to drift until her enraged, equally lost daughter Muriel (Camille) calls in a favor: give her son Charly (Nemo Schiffman) a ride to his paternal grandfather’s. It’s chance to reconnect and correct course, even after Bettie’s money is spent, her restaurant appears doomed, and the adorable, infuriating Charly acts out. The way is clear, however: what could have been a musty, predictable affair, in the style of so many boomer tales in the movie houses these days, is given a crucial infusion of humanity and life, as Bercot keeps an affectionate eye trained on the unglamorous everyday attractions of a French backwater and Deneuve works that ineffable charm that draws all eyes to her onscreen. Her Bettie may have kicked her cigarette habit long ago, but she’s still smokin’ — in every way. (1:53) Embarcadero. (Chun)

Only Lovers Left Alive Jim Jarmusch has subverted genre films before — you don’t have to dig deep to find fierce defenders of 1995 Western Dead Man — but his latest, Only Lovers Left Alive, is poised to be his biggest commercial hit to date. That’s not merely because it’s a vampire film, though this concession to trendiness will certainly work in its favor, as will the casting of high-profile Avengers (2012) star Tom Hiddleston. But this is still a Jarmusch vampire movie, and though it may be more accessible than some of the director’s more existential entries, it’s still wonderfully weird, witty, and — natch — drenched in cool. The opening credits deploy a gothic, blood red font across a night sky — a winking nod to the aesthetics of Hammer classics like Horror of Dracula (1958). Then, the camera begins to rotate, filming a record as it plays, and symbolizing the eternal life of the two figures who’ve entered the frame: gloomy Adam (Hiddleston, rocking a bedhead version of Loki’s dark ‘do), who lurks in a crumbling Detroit mansion, and exuberant Eve (Tilda Swinton, so pale she seems to glow), who dwells amid piles of books in Tangier. These two live apart, partially due to the hassle of traveling when one can’t be in the sun (red-eye flights are a must). Yet they remain entangled in spirit, a phenomenon referenced amid much talk of what Einstein called “spooky action at a distance,” and when at last they reunite, it’s glorious. Unlike those old Hammer films, there’s no stake-wielding Van Helsing type pursuing these creatures of the night; if there’s a villain, it’s actual and emotional vampire Ava (Mia Wasikowska), Eve’s bad-penny sibling, who swoops in for a most unwelcome visit. But Only Lovers Left Alive‘s biggest antagonist is simply the outside world, with its epidemics of dull minds and blood-borne diseases. The delight Jarmusch takes in tweaking the vampire mythos is just as enjoyable as his interest in exploring the agony, ecstasy, and uneventful lulls of immortality. Particle Fever “We are hearing nature talk to us,” a physicist remarks in awe near the end of Particle Fever, Mark Levinson’s intriguing doc about the 2012 discovery of the Higgs boson particle. Earlier, another scientist says, “I’ve never heard of a moment like this in [science] history, where an entire field is hinging on a single event.” The event, of course, is the launch of the Large Hardon Collider, the enormous machine that enabled the discovery. Though some interest in physics is probably necessary to enjoy Particle Fever, extensive knowledge of quarks and such is not, since the film uses elegant animation to refresh the basics for anyone whose eyes glazed over during high-school science. But though he offers plenty of context, Levinson wisely focuses his film on a handful of genial eggheads who are involved in the project, either hands-on at the European Organization for Nuclear Research (CERN), or watching from afar as the mighty LHC comes to life. Their excitement brings a welcome warmth to the proceedings — and their “fever” becomes contagious. (1:39) Opera Plaza, Shattuck. (Eddy)

The Raid 2 One need not have seen 2011’s The Raid: Redemption to appreciate this latest collaboration between Welsh director Gareth Evans and Indonesian actor, martial artist, and fight choreographer Iko Uwais — it’s recommended, of course, but the sequel stands alone on its own merits. Overstuffed with gloriously brutal, cleverly choreographed fight scenes, The Raid 2 — sometimes written with the subtitle “Berendal,” which means “thugs” — picks up immediately after the events of the first film. Quick recap of part one: a special-forces team invades an apartment tower controlled by gangsters. Among the cops is idealistic Rama (Uwais). Seemingly bulletproof and fleet of fists and feet, Rama battles his way floor-by-floor, encountering machete-toting heavies and wild-eyed maniacs; he also soon realizes he’s working for a police department that’s as corrupt as the gangster crew. The Raid‘s gritty, unadorned approach resonated with thrillseeking audiences weary of CG overload. A second Raid film was inevitable, especially since Evans — who became interested in Indonesian martial arts, or pencak silat, while working on 2007 doc The Mystic Art of Indonesia — already had its story in mind: Rama goes undercover within a criminal organization, a ploy that necessitates he do a prison stint to gain the trust of a local kingpin. Naturally, not much goes according to plan, and much blood is shed along the way, as multiple power-crazed villains set their sinister plans into motion. With expanded locations and ever-more daring (yet bone-breakingly realistic) fight scenes aplenty — including a brawl inside a moving vehicle, and a muddy, bloody prison-yard riot — The Raid 2 more than delivers. Easily the action film of the year so far, with no contenders likely to topple it in the coming months. (2:19) Metreon, 1000 Van Ness, Sundance Kabuki. (Eddy)

The Railway Man The lackluster title — OK, it’s better than that of director Jonathan Teplitzky’s last movie, 2011’s Burning Man, which confused sad Burners everywhere — masks a sensitive and artful adaptation of Eric Lomax’s book, based on a true story, about an English survivor of WWII atrocities. As Railway Man unfolds, we find Eric (Colin Firth), a stammering, attractive eccentric, oddly obsessed with railway schedules, as he meets his sweet soul mate Patti (Nicole Kidman) in vaguely mid-century England. Their romance, however, takes a steep, downward spiral when Patti discovers her new husband’s quirks overlay a deeply damaged spirit, one with scars that never really healed. As Eric grows more isolated, his best friend Finlay (Stellan Skarsgard) reveals some of their experiences as POWs forced to toil on the seemingly impossible-to-build Thai-Burma Railway by Japanese forces. The brutality of the situation comes home when the young Eric (played by Jeremy Irvine of 2011’s War Horse) takes the rap for building a radio and undergoes a period of torture. The horror seems rectifiable when Finlay discovers that the most memorable torturer Nagase (played at various ages by Tanroh Ishida and Hiroyuki Sanada) is still alive and, outrageously, leading tours of the area. Revenge is sweet, as so many other movies looking at this era have told us, but Railway Man strives for a deeper, more difficult message while telling its story with the care and attention to detail that points away from the weedy jungle of a traumatic past — and toward some kind of true north where reconciliation lies. Rio 2 (1:41) Four Star, Metreon, 1000 Van Ness.

That Demon Within Hong Kong action director Dante Lam’s latest resides firmly within his preferred wheelhouse of hyper-stylized cops-and-robbers thriller, though this one’s more ghoulish than previous efforts like 2008’s Beast Stalker. Merciless bandits — identities concealed behind traditional masks — have been causing all kinds of trouble, heisting diamonds, mowing down bystanders, blowing up cars, exchanging mad gunfire with police, etc. After he’s injured in one such battle, sinister Hon (Nick Cheung), aka “the Demon King,” stumbles to the hospital, where cop Dave (Daniel Wu) donates blood to save the man’s life, not realizing he’s just revived HK’s public enemy number one. The gangster is soon back to his violent schemes, and Dave — a withdrawn loner given to sudden rage spirals — starts having spooky hallucinations (or are they memories?) that suggest either the duo has some kind of psychic connection, or that Dave is straight-up losing his mind. Transcendence Darn those high-tech romantics, hiding out and planning global takeover in their shadowy Berkeley Craftsmen and hippie-dippie leafy grottos. That’s one not-so-great notion emanating from this timely thriller, helmed by a first-time director (and veteran cinematographer) Wally Pfister and writer Jack Paglen. In line with the dreamy, brainy idealism of its protagonists — and the fully loaded promises of artificial intelligence — Transcendence starts with a grand idea teeming with torn-from-the-tech-headlines relevancy, only to spiral off course, seemingly far out of the control of its makers. Ray Kurzweil-like scientist Will Caster (Johnny Depp) is in the midst of refining his work on artificial intelligence when Luddite terrorists shoot him, using a bullet coated with radioactive material, after a lecture on the UC Berkeley campus. That tragedy allows Will and devoted wife Evelyn (Rebecca Hall) a chance to put his ideas into action and to attempt to preserve that beautiful mind, with the help of friend and kindred researcher Max (Paul Bettany). Yet once his intelligence gets online, out to a Burning Man-like tabula rasa desert, and in the cloud, quite literally, there apparently are no limits in sight. Transcendence‘s stoppers, however, are all too human, including technical flubs that betray its newbie filmmaker’s limitations; script slip-ups that, for instance, highlight a rather dated fear of “Y2K”; and a narrative that ends up reading a bit too much like a technophobic Invasion of the Body Snatchers. Under the Skin At the moment, Scarlett Johansson is playing a superhero in the world’s top blockbuster. Her concurrent role in Jonathan Glazer’s Under the Skin — the tale of an alien who comes to earth to capture men, but goes rogue once her curiosity about the human world gets the better of her — could not be more different in story or scope. Her character’s camouflage (dark wig, thickly-applied lipstick) was carefully calibrated to make her unrecognizable, since Glazer (2000’s Sexy Beast) filmed the alien’s “pick-up” scenes — in which Johansson’s unnamed character cruises around Glasgow in a nondescript van, prowling for prey — using hidden cameras and real people who had no idea they were interacting with a movie star. The film takes liberties with its source material (Michel Farber’s novel), with “feeding” scenes that are far more abstract than as written in the book, allowing for one of the film’s most striking visual motifs. After the alien seduces a victim, he’s lured into what looks like a run-down house. The setting changes into a dark room that seems to represent an otherworldly void, with composer Mica Levi’s spine-tingling score exponentially enhancing the dread. What happens next? It’s never fully explained, but it doesn’t need to be. When the alien begins to mistakenly believe that her fleshy, temporary form is her own, she abandons her predatory quest — but her ill-advised exploration of humanity leads her into another dark place. A chilling, visceral climax caps one of the most innovative sci-fi movies in recent memory. (1:47) California, SF Center, Sundance Kabuki. (Eddy)

Watermark Daring to touch the hem of — and then surpass — Godfrey Reggio’s trippy-movie-slash-visual-essays (1982’s Koyaanisqatsi, 2013’s Visitors) and their sumptuous visual delights and global expansivenesses, with none of the cheese or sensational aftertaste, Watermark reunites documentarian Jennifer Baichwal and photographer Edward Burtynsky, the latter the subject of her 2006 film, Manufactured Landscapes. Baichwal works directly with Burtynsky, as well as DP Nick de Pencier, as the artist assembles a book on the ways water has been shaped by humans. Using mostly natural sound and an unobtrusive score, she’s able to beautifully translate the sensibility of Burtynsky’s still images by following the photographer as he works, taking to the air and going to ground with succinct interviews that span the globe. We meet scientists studying ice cores drilled in Greenland, Chinese abalone farmers, leather workers in Bangladesh, and denizens on both sides of the US/Mexico border who reminisce about ways of life that have been lost to dams. Even as it continually, indirectly poses questions about humans’ dependence on, desire to control, and uses for water, the movie always reminds us of the presence and majesty of oceans, rivers, and tributaries with indelible images — whether it’s a time-lapse study of the largest arch dam in the world; the glorious mandalas of water drilling sites related to the Ogallala Aquifer; or a shockingly stylized scene of Chinese rice terraces that resembles some lost Oskar Kokoschka woodcut. While striking a relevant note in a drought-stricken California, Watermark reaches a kind of elegant earthbound poetry and leaves one wondering what Baichwal and Burtynsky will grapple with next. Le Week-End Director Roger Michell and writer Hanif Kureishi first collaborated two decades ago on The Buddha of Suburbia, when the latter was still in the business of being Britain’s brashest multiculti hipster voice. But in the last 10 years they’ve made a habit of slowing down to sketching portraits of older lives — and providing great roles for the nation’s bottomless well of remarkable veteran actors. Here Lindsay Duncan and Jim Broadbent play a pair of English academics trying to re-create their long-ago honeymoon’s magic on an anniversary weekend in Paris. They love each other, but their relationship is thorny and complicated in ways that time has done nothing to smooth over. This beautifully observed duet goes way beyond the usual adorable-old-coot terrain of such stories on screen; it has charm and humor, but these are unpredictable, fully rounded characters, not comforting caricatures. Briefly turning this into a seriocomedy three-way is Most Valuable Berserker Jeff Goldblum as an old friend encountered by chance. It’s not his story, but damned if he doesn’t just about steal the movie anyway. (1:33) Embarcadero, Shattuck. (Harvey) *

 

Where there’s smoke

It was April 20 in Golden Gate Park, the fabled 4/20 in the parlance of pot smokers, and we found Nick and Chris standing under the shade of a tree with a cluster of friends, including Geoff, the proud owner of a five-foot bong.

Nick had done several hits through the supersized smoking device that day. Beside him, Chris took hits from his own handheld bong. “I’m feeling good,” Nick reported. “But I’m also kinda hungry. I could go for some Chinese food. Ohh, and some Sapporo!”

Administering a hit of marijuana through such unwieldy paraphernalia is quite the operation, requiring one person to stand and hold one end, another to light the marijuana once it’s packed into the bowl, and a third to inhale the five-foot column of milky smoke that rises through the chamber. The smokers on the receiving end contorted their faces as they inhaled, inevitably coughing and laughing as they breathed out, seemingly amazed by the experience. The college-age friends were in 420-induced bliss.

The annual 420 celebration in Golden Gate Park is unpermitted, with no official organizers, yet thousands of festivalgoers nevertheless flock to it year after year. It’s a quintessentially San Francisco experience: Young and old congregate for a collective daylong smoke-out, bringing drums, dogs, grills, shade structures, hand-blown glass, tie-dyed tapestries, Hacky Sacks, sound systems, and other picnic paraphernalia along with them.

The area around Hippie Hill — at the eastern end of the park, near Kezar Stadium — was a jumble of humanity crammed elbow to elbow, reeking of pot smoke. The crowd reflected a wide range of ethnicities and brought out many displaying an outlandish sense of fashion, sporting shiny plastic marijuana-leaf necklaces, sleeve tattoos, piercings, face paint, and piles upon piles of dreadlocked hair.

San Francisco maintains an iconic status as a weed-friendly city. While 420 in Golden Gate Park is a lighthearted scene that’s also proved irksome for city agencies plagued by leftover trash and traffic jams, serious year-round marijuana advocacy efforts continue to mark the Bay Area as a hotbed for drug policy reform and thriving, legitimate pot-based entrepreneurship.

 

GREEN BEACON

The movement to legalize marijuana for medical purposes started in San Francisco, the lovechild of the city’s hippie movement and its caregiving response to the AIDS epidemic. It was Dennis Peron and other activists here who wrote Proposition 215, the statewide legalization measure that California voters approved in 1996.

A decade ago, the San Francisco Board of Supervisors approved a comprehensive set of regulations for its two dozen or so medical marijuana dispensaries, guidelines that have proven to work well and be a model for other jurisdictions to follow, elevating pot purveyors into accepted members of the business community (see “Marijuana goes mainstream,” 1/27/10).

Some have even begun to regard the Bay Area as a model for how to implement a sensible approach to regulating marijuana. On April 16, US Rep. Dina Titus (D-Las Vegas) traveled to San Francisco on a fact-finding mission after Clark County, Nevada legalized medical marijuana, with Las Vegas and other Nevada cities expected to follow shortly.

“I want the state to learn from someone who’s done it right,” Titus told the Guardian as she toured The Apothecarium on Market Street, an elegant dispensary reputed to be one of San Francisco’s finest.

In addition to helping guide Nevada’s implementation of medical marijuana legalization, Titus said she’s working on federal legislation that would better protect small businesses involved with a marijuana industry that is growing rapidly in the US, thanks to Colorado and Washington taking the next step and legalizing even recreational uses of marijuana.

For example, Titus wants to make sure marijuana businesses have full access to banking services, something that the US Department of Justice has occasionally interfered with. As Titus told us, “The federal government shouldn’t be wasting time and going after people who are abiding their state laws.”

 

BLISS AND BOUNDARIES

Back at 420 on Hippie Hill, Amber and Charlie lounged on a blanket with Gizmo, an affectionate pooch they’d adopted from “this guy who lives in a tree house” in Santa Cruz. The young couple, ages 18 and 20 respectively, had hitchhiked to California from Washington. Yes, “we may have done some weed,” Charlie said before letting out a peal of laughter.

“It’s been pretty awesome,” Amber said. “Literally, there was smoke coming from everywhere,” the moment 4:20pm arrived. As far as the eye could see, she said, the scene was nothing but “people smoking weed. It was crazy.”

Lilian was at the park with a friend, wearing a crown of daisies she’d woven with flowers plucked from nearby the park entrance. “All day we’ve been doing joints and blunts and pipes,” she explained. “We haven’t had any bong hits yet, but we had a couple vape hits, because they were like giving free test trials here at the park. So we were like, alright, why not?”

Lilian exulted the “positive vibes” of the event, but it wasn’t all weed and roses. A short while later, reports of gunfire sent police cars racing into the park with sirens wailing. While police later reported that they never found evidence of anyone actually discharging a weapon, two different individuals were arrested on charges of possessing a firearm.

Emergency personnel responded to four medical calls, police reported the following day, including one person who had a seizure, someone who suffered an abrasion at Haight and Ashbury streets, and two underaged individuals who experienced problems after becoming overly intoxicated. For a crowd of thousands pushed the boundaries of indulgence, quite a small number suffered harm.

Eight other arrests stemmed from charges of selling marijuana or possessing it for sale, possession or sale of opiates, one warrant arrest, and another on charges of “malicious mischief,” according to police.

A few days before the unpermitted gathering, city officials held a press conference announcing a “comprehensive plan” to crack down on the anticipated debauchery, which included not only the Golden Gate Park marijuana celebration but the “Hunky Jesus” competition, a countercultural hallmark held annually on Easter Sunday in Dolores Park.

“Last year we had a lot of challenges,” said Sup. London Breed, whose District 5 encompasses Golden Gate Park. “We need to make the city and streets safe this year. We want people to come and enjoy San Francisco, but we also want them to respect San Francisco.”

Thus, city agencies ramped up deployment of both plainclothes and uniformed police officers, and sent out more parking and traffic control officers.

The previous year, when massive amounts of debris had been left strewn throughout the park, it took 25 city employees over 12 hours to clean up five tons of trash left by intoxicated visitors, said Phil Ginsburg, general manager of the city’s Recreation and Parks Department. The Department of Public Works’ tab for cleanup exceeded $10,000.

But the main draw of the event, in true San Francisco fashion, was behavior Police Chief Greg Suhr hinted in advance would essentially be tolerated. “The sale of marijuana is still a felony,” Suhr emphasized, “but I don’t think [the SFPD is] naive enough to believe that we can stop people from smoking on 4/20.”

 

CANNABIS AS MEDICINE

Advocates for legalizing even recreational use of marijuana had hoped to make the November ballot this year, but the campaign’s signature-gathering effort has sputtered out.

Sponsored by the California Cannabis Hemp Initiative, the legalization measure was named for Jack Herer, a renowned cannabis advocate who passed away in 2010. The campaign is now ramping up for another try in 2016, when some advocates hope the presidential election will drive younger voters to the polls.

But while efforts to legalize weed in California for recreational use falter for now, the legitimate use of cannabis for medicinal purposes has giving rise to healthy businesses and research on health benefits. At the April 16 event at the Apothecarium, Titus had lots of questions for Allie Butler, an expert in marijuana who has a master’s degree in public health and told Titus, “I want to do cannabis research for the rest of my life.”

Butler introduced Titus to the various strains of marijuana, explaining what ailments each is good for. The CaliWidow can be a cure for headaches, she explained, and Blue Dream is “good for nausea. We prescribe that for cancer patients all day.” She indicated another strain, saying, “this is the Jack Herer, it’s my mom’s favorite.” Fancy, knowledgeable, and above ground, this isn’t your mom’s marijuana business anymore.

The Railway Man The lackluster title — OK, it’s better than that of director Jonathan Teplitzky’s last movie, 2011’s Burning Man, which confused sad Burners everywhere — masks a sensitive and artful adaptation of Eric Lomax’s book, based on a true story, about an English survivor of WWII atrocities. As Railway Man unfolds, we find Eric (Colin Firth), a stammering, attractive eccentric, oddly obsessed with railway schedules, as he meets his sweet soul mate Patti (Nicole Kidman) in vaguely mid-century England. Their romance, however, takes a steep, downward spiral when Patti discovers her new husband’s quirks overlay a deeply damaged spirit, one with scars that never really healed. As Eric grows more isolated, his best friend Finlay (Stellan Skarsgard) reveals some of their experiences as POWs forced to toil on the seemingly impossible-to-build Thai-Burma Railway by Japanese forces. The brutality of the situation comes home when the young Eric (played by Jeremy Irvine of 2011’s War Horse) takes the rap for building a radio and undergoes a period of torture. The horror seems rectifiable when Finlay discovers that the most memorable torturer Nagase (played at various ages by Tanroh Ishida and Hiroyuki Sanada) is still alive and, outrageously, leading tours of the area. Revenge is sweet, as so many other movies looking at this era have told us, but Railway Man strives for a deeper, more difficult message while telling its story with the care and attention to detail that points away from the weedy jungle of a traumatic past — and toward some kind of true north where reconciliation lies. That Demon Within Hong Kong action director Dante Lam’s latest resides firmly within his preferred wheelhouse of hyper-stylized cops-and-robbers thriller, though this one’s more ghoulish than previous efforts like 2008’s Beast Stalker. Merciless bandits — identities concealed behind traditional masks — have been causing all kinds of trouble, heisting diamonds, mowing down bystanders, blowing up cars, exchanging mad gunfire with police, etc. After he’s injured in one such battle, sinister Hon (Nick Cheung), aka “the Demon King,” stumbles to the hospital, where cop Dave (Daniel Wu) donates blood to save the man’s life, not realizing he’s just revived HK’s public enemy number one. The gangster is soon back to his violent schemes, and Dave — a withdrawn loner given to sudden rage spirals — starts having spooky hallucinations (or are they memories?) that suggest either the duo has some kind of psychic connection, or that Dave is straight-up losing his mind. Meanwhile, a police inspector everyone calls “Pops” (Lam Kar-wah) becomes obsessed with taking Hon down, with additional tension supplied by crooked cops and infighting among the criminal organization. Afternoon of a Faun: Tanaquil Le Clercq Writer-director Nancy Buirski’s documentary follows the short, brilliant career of a young dancer named Tanaquil Le Clercq, who came up in the New York City ballet world of the 1940s and ’50s. Le Clercq was discovered by George Balanchine, married him (as three other dancers had done before her), sparked a paradigm shift in the ballet world regarding what was considered the quintessential dancer’s body, had numerous ballets set on her by Balanchine and Jerome Robbins, and then, at the peak of her career, at age 27, was stricken by polio and left paralyzed in both legs. The film takes its time moving toward this catastrophe, recounting Le Clercq’s early adult life through interviews with her contemporaries and tracking her professional progress through gorgeous archival footage of her performances. Equally moving archival material are the letters from a longtime correspondence between Le Clercq and Robbins that documented two very different periods of her life: the first, when Robbins was choreographing ballets for her, including Afternoon of a Faun, and professing his love; the second, after her paralysis, when she wrote him a series of poignant communications describing her impressions of her illness and her new, circumscribed world. The film has some trouble holding on to its center — as in life, Balanchine proves a magnetic force, and Afternoon of a Faun feels inexorably drawn to his professional and personal details. We don’t get enough of Le Clercq, which you could say is the tragedy of her story — nobody did. But the letters do provide a sense of someone resourceful and responsive to life’s richness and joys, someone who would get past this crisis and find a way to reshape her life. (1:31) Opera Plaza. Bad Words Settling a grudge score whose precise origin remains unclear until late in the game, world-class misanthrope Guy Trilby (Jason Bateman) is celebrating his 40th birthday by competing in a national spelling bee. Yes, spelling bees are generally for children, and so is this one. But Guy has found a legal loophole permitting his participation, and the general hate wending his way from contest staff (Allison Janney, Philip Baker Hall) — let alone the tiger-mom-and-dad parents ready to form a lynch mob — is just icing on the cake where he’s concerned. What’s more, as some sort of majorly underachieving near-genius, he’s in fact well equipped to whup the bejesus out of overachieving eight-year-olds when it comes to saying the right letters out loud. The only people on his side, sorta, are the online journalist (Kathryn Hahn) reporting on his perverse quest, and the insidiously cute Indian American competitor (Rohan Chand) who wants to be besties, or perhaps just to psych him out. (Note: The tyke’s admitted favorite word is “subjugate.”) Written by Andrew Dodge, this comedy in the tradition (a little too obviously) of 2003’s Bad Santa and such provides the always enjoyable Bateman with not only a tailor-made lead role, but a directorial debut as well. He does just fine by both. Yet as nicely crafted and frequently-pretty-funny Bad Words is, at core it’s a rather petty movie — small, derivative, and cynically mean-spirited without the courage of genuine biliousness. It’s at once not-half-bad, and not half as badass as it pretends to be. (1:29) 1000 Van Ness. (Harvey)

Captain America: The Winter Soldier Marvel’s most wholesome hero returns in this latest film in the Avengers series, and while it doesn’t deviate from the expected formula (it’s not a spoiler to say that yes, the world is saved yet again), it manages to incorporate a surprisingly timely plot about the dangers of government surveillance. Steve Rogers (Chris Evans), hunkiest 95-year-old ever, is still figuring out his place in the 21st century after his post-World War II deep freeze. Nick Fury (Samuel L. Jackson) has him running random rescue missions with the help of Black Widow (Scarlett Johansson), but SHIELD is working on a top-secret project that will allow it to predict crimes before they occur. It isn’t long before Cap’s distrust of the weapon — he may be old-fashioned, but he ain’t stupid — uncovers a sinister plot led by a familiar enemy, with Steve’s former BFF Bucky doing its bidding as the science-experiment-turned-assassin Winter Soldier (Sebastian Stan). Anthony Mackie, Robert Redford, and series regular Cobie Smulders are fine in supporting roles, and Johansson finally gets more to do than punch and pose, but the likable Evans ably carries the movie — he may not have the charisma of Robert Downey Jr., but he brings wit and depth to a role that would otherwise be defined mainly by biceps and CG-heavy fights. Oh, and you know the drill by now: superfans will want to stick around for two additional scenes tucked into the end credits. (2:16) Balboa, Marina, Metreon, 1000 Van Ness, Sundance Kabuki. (Eddy)

Cesar Chavez “You always have a choice,” Cesar Chavez (Michael Peña) tells his bullied son when advising him to turn the other cheek. Likewise, actor-turned-director Diego Luna had a choice when it came to tackling his first English-language film; he could have selected a less complicated, sprawling story. So he gets props for that simple act — especially at a time when workers’ rights and union power have been so dramatically eroded — and for his attempts to impact some complicated nuance to Chavez’s fully evident heroism. Painting his moving pictures in dusty earth tones and burnt sunlight with the help of cinematographer Enrique Chediak, Luna vaults straight into Chavez’s work with the grape pickers that would come to join the United Farm Workers — with just a brief voiceover about Chavez’s roots as the native-born son of a farm owner turned worker, post-Depression. Uprooting wife Helen (America Ferrera) and his family and moving to Delano as a sign of activist commitment, Chavez is seemingly quickly drawn into the 1965 strike by the Mexican workers’ sometime rivals: Filipino pickers (see the recent CAAMFest short documentary Delano Manongs for some of their side of the story). From there, the focus hones in on Chavez, speaking out against violence and “chicken shit macho ideals,” hunger striking, and activating unions overseas, though Luna does give voice to cohorts like Dolores Huerta (Rosario Dawson), growers like Bogdanovitch (John Malkovich), and the many nameless strikers — some of whom lost their lives during the astonishingly lengthy, taxing five-year strike. Luna’s win would be a blue-collar epic on par with 1979’s Norma Rae, and on some levels, he succeeds; scanning the faces of the weathered, hopeful extras in crowd scenes, you can’t help but feel the solidarity. The people have the power, as a poet once put it, and tellingly, his choice of Peña, stolidly opaque when charismatic warmth is called for, might be the key weakness here. One suspects the director or his frequent costar Gael García Bernal would make a more riveting Chavez. (1:38) Metreon. (Chun)

Divergent Based on the blockbuster dystopian-future YA novel by Veronica Roth (the first in a trilogy), Divergent is set in a future city-state version of Chicago in which society is divided into five character-based, color-coded factions: Erudite, Amity, Candor, Abnegation, and Dauntless. Like her peers, Beatrice Prior (Shailene Woodley), the film’s Abnegation-born teenage heroine, must choose a permanent faction — with the help of a standardized aptitude test that forgoes penciling in bubbles in favor of virtual reality psychic manipulation. When the test fails to triangulate her sole innate personality trait, she learns that she belongs to a secret, endangered sixth category: Divergent, an astonishing set of people who are not only capable of, say, acts of selflessness but can also produce intelligent thought, or manifest bravery in the face of danger. Forced to hide her aberrant nature in a society whose leaders (Kate Winslet) are prone to statements like “The future belongs to those who know where they belong,” and seemingly bored among Abnegation’s hive of gray cardigan-wearing worker bees, Beatrice chooses Dauntless, a dashing gang of black-clad, alterna-rock music video extras who jump on and off moving trains and live in a warehouse-chic compound whose dining hall recalls the patio at Zeitgeist. Fittingly, a surly, tattooed young man named Four (Theo James) leads Beatrice, now Tris, and her fellow initiates through a harsh proving regimen that, if they fail, will cast them into an impoverished underclass. Director Neil Burger (2006’s The Illusionist, 2011’s Limitless) and the behemoth marketing force behind Divergent are clearly hoping to stir up the kind of madness stoked by the Twilight and Hunger Games series, but while there are bones a-plenty to pick with those franchises, Divergent may have them beat for pure daffiness of premise and diameter of plot holes — and that’s after screenwriters Evan Daugherty and Vanessa Taylor’s major suturing of the source material’s lacunae. The daffiness doesn’t translate into imaginative world-building, and while a couple of scenes convey the visceral thrills of life in Dauntless, the tension between Tris and Four is awkwardly ratcheted up, and the film’s shift into a mode of crisis is equally jolting without generating much heat. Dom Hemingway We first meet English safecracker Dom (Jude Law) as he delivers an extremely verbose and flowery ode to his penis, addressing no one in particular, while he’s getting blown in prison. Whether you find this opening a knockout or painfully faux will determine how you react to the rest of Richard Shepard’s new film, because it’s all in that same overwritten, pseudo-shocking, showoff vein, Sprung after 12 years, Dom is reunited with his former henchman Dickie (Richard E. Grant), and the two go to the South of France to collect the reward owed for not ratting out crime kingpin Mr. Fontaine (Demian Bichir). This detour into the high life goes awry, however, sending the duo back to London, where Dom — who admits having “anger issues,” which is putting it mildly — tries to woo a new employer (Jumayn Hunter) and, offsetting his general loutishness with mawkish interludes, to re-ingratiate himself with his long-estranged daughter (Emilia Clarke). Moving into Guy Ritchie terrain with none of the deftness the same writer-director had brought to debunking James Bond territory in 2006’s similarly black-comedic crime tale The Matador, Dom Hemingway might bludgeon some viewers into sharing its air of waggish, self conscious merriment. But like Law’s performance, it labors so effortfully hard after that affect that you’re just as likely to find the whole enterprise overbearing. (1:33) Metreon, Sundance Kabuki. (Harvey)

Finding Vivian Maier Much like In the Realms of the Unreal, the 2004 doc about Henry Darger, Finding Vivian Maier explores the lonely life of a gifted artist whose talents were discovered posthumously. In this case, however, the filmmaker — John Maloof, who co-directs with Charlie Siskel — is responsible for Maier’s rise to fame. A practiced flea-market hunter, he picked up a carton of negatives at a 2007 auction; they turned out to be striking examples of early street photography. He was so taken with the work (snapped by a woman so obscure she was un-Google-able) that he began posting images online. Unexpectedly, they became a viral sensation, and Maloof became determined to learn more about the camerawoman. Turns out Vivian Maier was a career nanny in the Chicago area, with plenty of former employers to share their memories. She was an intensely private person who some remembered as delightfully adventurous and others remembered as eccentric, mentally unstable, or even cruel; she was a hoarder who was distrustful of men, and she spoke with a maybe-fake French accent. And she was obsessed with taking photographs that she never showed to anyone; the hundreds of thousands now in Maloof’s collection (along with 8mm and 16mm films) offer the only insight into her creative mind. “She had a great eye, a sense of humor, and a sense of tragedy,” remarks acclaimed photographer Mary Ellen Mark. “But there’s a piece of the puzzle missing.” The film’s central question — why was Maier so secretive about her hobby? — may never be answered. But as the film also suggests, that mystery adds another layer of fascination to her keenly observed photos. (1:23) Clay. (Eddy)

The Galapagos Affair: Satan Came to Eden Extensive archival footage and home movies (plus one short, narrative film) enhance this absorbing doc from San Francisco-based Dayna Goldfine and Dan Geller (2005’s Ballets Russes). It tells the tale of a double murder that occurred in the early 1930s on Floreana — the most remote of the already scarcely-populated Galapagos Islands. A top-notch cast (Cate Blanchett, Diane Kruger, Connie Nielsen, Josh Radnour) gives voice to the letters and diary entries of the players in this stranger-than-fiction story, which involved an array of Europeans who’d moved away from civilization in search of utopian simplicity — most intriguingly, a maybe-fake Baroness and her two young lovers — and realized too late that paradise isn’t all it’s cracked up to be. Goldfine and Geller add further detail to the historic drama by visiting the present-day Galapagos, speaking with residents about the lingering mystery and offering a glimpse of what life on the isolated islands is like today. The Grand Budapest Hotel Is this the first Wes Anderson movie to feature a shootout? It’s definitely the first Anderson flick to include a severed head. That’s not to say The Grand Budapest Hotel, “inspired by” the works of Austrian novelist Stefan Zweig, represents too much of a shift for the director — his intricate approach to art direction is still very much in place, as are the deadpan line deliveries and a cast stuffed with Anderson regulars. But there’s a slightly more serious vibe here, a welcome change from 2012’s tooth-achingly twee Moonrise Kingdom. Thank Ralph Fiennes’ performance as liberally perfumed concierge extraordinaire M. Gustave, which mixes a shot of melancholy into the whimsy, and newcomer Tony Revolori as Zero, his loyal lobby boy, who provides gravitas despite only being a teenager. (Being played by F. Murray Abraham as an older adult probably helps in that department.) Hotel‘s early 20th century Europe setting proves an ideal canvas for Anderson’s love of detail — the titular creation rivals Stanley Kubrick’s rendering of the Overlook Hotel — and his supporting cast, as always, looks to be enjoying the hell out of being a part of Anderson’s universe, with Willem Dafoe, Jeff Goldblum, and Adrien Brody having particularly oversized fun. Is this the best Wes Anderson movie since 2001’s The Royal Tenenbaums? Yes. (1:40) Balboa, 1000 Van Ness, Presidio, SF Center, Sundance Kabuki, Vogue. (Eddy)

Jodorowsky’s Dune A Chilean émigré to Paris, Alejandro Jodorowsky had avant-garde interests that led him from theater and comic book art to film, making his feature debut with 1968’s Fando y Lis. Undaunted by its poor reception, he created El Topo (1970), a blood-soaked mix of spaghetti western, mysticism, and Buñuellian parabolic grotesquerie that became the very first “midnight movie.” After that success, he was given nearly a million dollars to “do what he wanted” with 1973’s similarly out-there The Holy Mountain, which became a big hit in Europe. French producer Michel Seydoux asked Jodorowsky what he’d like to do next. Dune, he said. In many ways it seemed a perfect match of director and material. Yet Dune would be an enormous undertaking in terms of scale, expense, and technical challenges. What moneymen in their right mind would entrust this flamboyant genius/nut job with it? They wouldn’t, as it turned out. So doc Jodorowsky’s Dune is the story of “the greatest film never made,” one that’s brain-exploding enough in description alone. But there’s more than description to go on here, since in 1975 the director and his collaborators created a beautifully detailed volume of storyboards and other preproduction minutiae they hoped would lure Hollywood studios aboard this space phantasmagoria. From this goldmine of material, as well as input from the surviving participants, Pavich is able to reconstruct not just the film’s making and unmaking, but to an extent the film itself — there are animated storyboard sequences here that offer just a partial yet still breathtaking glimpse of what might have been. Joe “I know what keeps me alive is restraint,” says Nicolas Cage’s titular character, a hard-drinking, taciturn but honorable semi-loner who supervises a crew of laborers clearing undesirable trees in the Mississippi countryside. That aside, his business is mostly drinking, occasionally getting laid, and staying out of trouble — we glean he’s had more than enough of the latter in his past. Thus it’s against his better judgment that he helps out newly arrived transient teen Gary (the excellent Tye Sheridan, of 2012’s Mud and 2011’s The Tree of Life), who’s struggling to support his bedraggled mother and mute sister. Actually he takes a shine to the kid, and vice versa; the reason for caution is Gary’s father, whom he himself calls a “selfish old drunk.” And that’s a kind description of this vicious, violent, lazy, conscienceless boozehound, who has gotten his pitiful family thrown out of town many times before and no doubt will manage it once again in this new burg, where they’ve found an empty condemned house to squat in. David Gordon Green’s latest is based on a novel by the late Larry Brown, and like that writer’s prose, its considerable skill of execution manages to render serious and grimly palatable a steaming plate load of high white trash melodrama that might otherwise be undigestible. (Strip away the fine performances, staging and atmosphere, and there’s not much difference between Joe and the retro Southern grind house likes of 1969’s Shanty Tramp, 1974’s ‘Gator Bait or 1963’s Scum of the Earth.) Like Mud and 2011’s Killer Joe, this is a rural Gothic neither truly realistic or caricatured to the point of parody, but hanging between those two poles — to an effect that’s impressive and potent, though some may not enjoy wallowing in this particular depressing mire of grotesque nastiness en route to redemption. The Lego Movie (1:41) Metreon.

The Lunchbox Ila (Nimrat Kaur) is a self-possessed housewife and a great cook, whose husband confuses her for another piece of furniture. She tries to arouse his affections with elaborate lunches she makes and sends through the city’s lunchbox delivery service. Like marriage in India, lunchbox delivery has a failure rate of zero, which is what makes aberrations seem like magical occurrences. So when widow Saajan (Irrfan Khan) receives her adoring food, he humbly receives the magical lunches like a revival of the senses. Once Ila realizes her lunchbox is feeding the wrong man she writes a note and Saajan replies — tersely, like a man who hasn’t held a conversation in a decade — and the impossible circumstances lend their exchanges a romance that challenges her emotional fidelity and his retreat from society. She confides her husband is cheating. He confides his sympathy for men of lower castes. It’s a May/December affair if it’s an affair at all — but the chemistry we expect the actors to have in the same room is what fuels our urge to see it; that’s a rare and haunting dynamic. Newcomer Kaur is perfect as Ila, a beauty unmarked by her rigorous distaff; her soft features and exhausted expression lend a richness to the troubles she can’t share with her similarly stoic mother (Lillete Dubey). Everyone is sacrificing something and poverty seeps into every crack, every life, without exception — their inner lives are their richness. (1:44) Opera Plaza. (Vizcarrondo)

Mr. Peabody and Sherman Mr. P. (voiced by Ty Burrell) is a Nobel Prize-winning genius dog, Sherman (Max Charles) his adopted human son. When the latter attends his first day of school, his extremely precocious knowledge of history attracts jealous interest from bratty classmate Penny (Ariel Winter), with the eventual result that all three end up being transported in Peabody’s WABAC time machine to various fabled moments — involving Marie Antoinette, King Tut, the Trojan Horse, etc. — where Penny invariably gets them in deep trouble. Rob Minkoff’s first all-animation feature since The Lion King 20 years ago is spun off from the same-named segments in Jay Ward’s TV Rocky and Bullwinkle Show some decades earlier. It’s a very busy (sometimes to the brink of clutter), often witty, imaginatively constructed, visually impressive, and for the most part highly enjoyable comic adventure. The only minuses are some perfunctory “It’s about family”-type sentimentality — and scenarist Craig Wright’s determination to draw from history the “lesson” that nearly all women are pains in the ass who create problems they must then be rescued from. Muppets Most Wanted Building on the success of The Muppets, Jim Henson’s beloved creations return to capitalize on their revitalized (and Disney-owned) fame. This follow-up from Muppets director James Tobin — technically, it’s the seventh sequel to the original 1979 Muppet Movie, as Dr. Bunsen Honeydew points out in one of the film’s many meta moments — improves upon the 2011 film, which had its charms but suffered by concentrating too much on the Jason Segal-Amy Adams romance, not to mention annoying new kid Walter. Here, human co-stars Ricky Gervais, Tina Fey, and others (there are more cameos than you can count) are relegated to supporting roles, with the central conflict revolving around the Muppets’ inability to notice that Constantine, “the world’s most dangerous frog,” has infiltrated their group, sending Kermit to Siberian prison in his place. Constantine and his accomplice (Gervais, whose character’s last name is “Badguy”) use the Muppets’ world tour as a front for their jewel-heist operation; meanwhile, his infatuated warden (Fey) forces Kermit to direct the annual gulag musical. Not helping matters are a bumbling Interpol agent (Ty Burrell) and his CIA counterpart (Sam the American Eagle, natch). Really, all that’s needed is a simple plot, catchy songs, and plenty of room to let the Muppets do their thing — Miss Piggy and Animal are particularly enjoyable here; Walter’s still around, but he’s way more tolerable now that he’s gotten past his “man or muppet” angst — and the film delivers. All the knowing winks to the grown-up fans in the audience are just an appreciated bonus. (1:46) 1000 Van Ness, SF Center. (Eddy)

Noah Darren Aronofsky’s Biblical epic begins with a brief recap of prior Genesis events — creation is detailed a bit more in clever fashion later on — leading up to mankind’s messing up such that God wants to wipe the slate clean and start over. That means getting Noah (Russell Crowe), wife Naameh (Jennifer Connelly), and their three sons and one adopted daughter (Emma Watson) to build an ark that can save them and two of every animal species from the imminent slate-wiping Great Flood. (The rest of humanity, having sinned too much, can just feed the fishes.) They get some help from fallen angels turned into Ray Harryhausen-type giant rock creatures voiced by Nick Nolte and others. There’s an admirable brute force and some startling imagery to this uneven, somber, Iceland-shot tale “inspired” by the Good Book (which, needless to say, has endured more than its share of revisions over the centuries). Purists may quibble over some choices, including the device of turning minor Biblical figure Tubal-Cain (Ray Winstone) into a royal-stowaway villain, and political conservatives have already squawked a bit over Aronofsky’s not-so-subtle message of eco-consciousness, with Noah being bade to “replenish the Earth” that man has hitherto rendered barren. But for the most part this is a respectable, forceful interpretation that should stir useful discussion amongst believers and non believers alike. Its biggest problem is that after the impressively harrowing flood itself, we’re trapped on the ark dealing with the lesser crises of a pregnancy, a discontented middle son (Logan Lerman), and that stowaway’s plotting — ponderous intrigues that might have been leavened if the director had allowed us to hang out with the animals a little, rather than sedating the whole menagerie for the entire voyage. Nymphomaniac: Volume I Found battered and unconscious in a back alley, Joe (Charlotte Gainsbourg) is taken in by good Samaritan Seligman (Stellan Skarsgaard), to whom she explains “It’s all my fault — I’m just a bad human being.” But he doesn’t believe there are such things. She seeks to enlighten him by narrating the story of her life so far, from carnally curious childhood to sexually voracious adulthood. Stacy Martin plays her younger self through a guided tour of excesses variously involving Christian Slater and Connie Nielsen as her parents; a buncha guys fucked on a train, on a teenage dare; Uma Thurman as one histrionically scorned woman; and Shai LaBeouf as a first love who’s a cipher either because he’s written that way, or because this particular actor can’t make sense out of him. For all its intended provocation, including some graphic but unsurprisingly (coming from this director) unerotic XXX action, von Trier’s latest is actually less offensive than much of his prior output: He’s regained his sense of humor here, and annoying as its “Look at me, I’m an unpredictable artist” crap can be (notably all the stuff about fly-fishing, cake forks, numerology, etc. that seems randomly drawn from some Great Big Book of Useless Trivia), the film’s episodic progress is divertingly colorful enough. But is Joe going to turn out to be more than a two-dimensional authorial device from a director who’s never exactly sussed women (or liked people in general)? Will Nymphomaniac arrive at some pointed whole greater than the sum of its naughty bits? The answer to both is probably “Nah.” But we won’t know for sure until the two-hour second half arrives (see review below) of a movie that, in fairness, was never really intended to be split up like this. Nymphomaniac, Volume II The second half of Lars von Trier’s anecdotal epic begins with Joe (Charlotte Gainsbourg) recalling the quasi-religious experience of her spontaneous first orgasm at age 12. Then she continues to tell bookish good Samaritan Seligman (Stellan Skarsgard) — who reveals he’s an asexual 60-something virgin — the story of her sexually compulsive life to date. Despite finding domestic stability at last with Jerome (Shia LeBeouf), she proves to have no talent for motherhood, and hits a tormenting period of frigidity eventually relieved only by the brutal ministrations of sadist K (Jamie Bell, burying Billy Elliott for good). She finds a suitable professional outlet for her peculiarly antisocial personality, working as a sometimes ruthless debt collector under the tutelage of L (Willem Dafoe), and he in turn encourages her to develop her own protégé in the form of needy teenager P (Mia Goth). If Vol. I raised the question “Will all this have a point?,” Vol. II provides the answer, and it’s (as expected) “Not really.” Still, there’s no room for boredom in the filmmaker’s most playfully arbitrary, entertaining, and least misanthropic (very relatively speaking) effort since his last four-hour-plus project 20 years ago, TV miniseries The Kingdom. Never mind that von Trier (in one of many moments when he uses Joe or Seligman as his mouthpiece) protests against the tyranny of political correctitude that renders a word like “Negro” unsayable — you’re still free to feel offended when his camera spends more time ogling two African men’s variably erect dicks in one brief scene that it does all the white actors’ cocks combined. But then there’s considerably more graphic content all around in this windup, which ends on a predictable note of cheap, melodramatic irony. But that’s part of the charm of the whole enterprise: Reeling heedlessly from the pedantic to the shocking to the trivial, like a spoiled child it manages to be kinda cute even when it’s deliberately pissing you off. Oculus Tim (Brenton Thwaites) and Kaylie (Karen Gillan) are grown siblings with a horrible shared past: When they were children, their parents (Rory Cochrane, Katee Sankhoff) moved them all into a nice suburban house, decorating it with, among other things, a 300-year-old mirror. But that antique seemed to have an increasingly disturbing effect on dad, then mom too, to ultimately homicidal, offspring-orphaning effect. Over a decade later, Tim is released from a juvenile mental lockup, ready to live a normal life after years of therapy have cleaned him of the supernatural delusions he think landed him there in the first place. Imagine his dismay when Kaylie announces she has spent the meantime researching aforementioned “evil mirror” — which turns out to have had a very gruesome history of mysteriously connected deaths — and painstakingly re-acquiring it. She means to destroy it so it can never wreak havoc, and has set up an elaborate room of camcorders and other equipment in which to “prove” its malevolence first, with Tim her very reluctant helper. Needless to say, this experiment (which he initially goes along with only in order to debunk the whole thing for good) turns out to be a very, very bad idea. The mirror is clever — demonically clever. It can warp time and perspective so our protagonists don’t know whether what they’re experiencing is real or not. Expanding on his 2006 short film (which was made before his excellent, little-seen 2011 horror feature Absentia), Mike Flanagan’s tense, atmospheric movie isn’t quite as scary as you might wish, partly because the villain (the spirit behind the mirror) isn’t particularly well-imagined in generic look or murky motivation. But it is the rare new horror flick that is genuinely intricate and surprising plot-wise — no small thing in the current landscape of endless remakes and rehashes. (1:44) Metreon, 1000 Van Ness. On My Way Not for nothing too does the title On My Way evoke Going Places (1974): director Emmanuelle Bercot is less interested in exploring Catherine Deneuve’s at-times-chilled hauteur than roughing up, grounding, and blowing fresh country air through that still intimidatingly gorgeous image. Deneuve’s Bettie lost her way long ago — the former beauty queen, who never rose beyond her Miss Brittany status, is in a state of stagnation, working at her seafood restaurant, having affairs with married men, living with her mother, and still sleeping in her girlhood room. One workday mid-lunch hour, she gets in her car and drives, ignoring all her ordinary responsibilities and disappearing down the wormhole of dive bars and back roads. She seems destined to drift until her enraged, equally lost daughter Muriel (Camille) calls in a favor: give her son Charly (Nemo Schiffman) a ride to his paternal grandfather’s. It’s chance to reconnect and correct course, even after Bettie’s money is spent, her restaurant appears doomed, and the adorable, infuriating Charly acts out. The way is clear, however: what could have been a musty, predictable affair, in the style of so many boomer tales in the movie houses these days, is given a crucial infusion of humanity and life, as Bercot keeps an affectionate eye trained on the unglamorous everyday attractions of a French backwater and Deneuve works that ineffable charm that draws all eyes to her onscreen. Her Bettie may have kicked her cigarette habit long ago, but she’s still smokin’ — in every way. (1:53) Embarcadero. (Chun)

Particle Fever “We are hearing nature talk to us,” a physicist remarks in awe near the end of Particle Fever, Mark Levinson’s intriguing doc about the 2012 discovery of the Higgs boson particle. Earlier, another scientist says, “I’ve never heard of a moment like this in [science] history, where an entire field is hinging on a single event.” The event, of course, is the launch of the Large Hardon Collider, the enormous machine that enabled the discovery. Though some interest in physics is probably necessary to enjoy Particle Fever, extensive knowledge of quarks and such is not, since the film uses elegant animation to refresh the basics for anyone whose eyes glazed over during high-school science. But though he offers plenty of context, Levinson wisely focuses his film on a handful of genial eggheads who are involved in the project, either hands-on at the European Organization for Nuclear Research (CERN), or watching from afar as the mighty LHC comes to life. Their excitement brings a welcome warmth to the proceedings — and their “fever” becomes contagious. (1:39) Opera Plaza. (Eddy)

The Raid 2 One need not have seen 2011’s The Raid: Redemption to appreciate this latest collaboration between Welsh director Gareth Evans and Indonesian actor, martial artist, and fight choreographer Iko Uwais — it’s recommended, of course, but the sequel stands alone on its own merits. Overstuffed with gloriously brutal, cleverly choreographed fight scenes, The Raid 2 — sometimes written with the subtitle “Berendal,” which means “thugs” — picks up immediately after the events of the first film. Quick recap of part one: a special-forces team invades an apartment tower controlled by gangsters. Among the cops is idealistic Rama (Uwais). Seemingly bulletproof and fleet of fists and feet, Rama battles his way floor-by-floor, encountering machete-toting heavies and wild-eyed maniacs; he also soon realizes he’s working for a police department that’s as corrupt as the gangster crew. The Raid‘s gritty, unadorned approach resonated with thrillseeking audiences weary of CG overload. A second Raid film was inevitable, especially since Evans — who became interested in Indonesian martial arts, or pencak silat, while working on 2007 doc The Mystic Art of Indonesia — already had its story in mind: Rama goes undercover within a criminal organization, a ploy that necessitates he do a prison stint to gain the trust of a local kingpin. Naturally, not much goes according to plan, and much blood is shed along the way, as multiple power-crazed villains set their sinister plans into motion. With expanded locations and ever-more daring (yet bone-breakingly realistic) fight scenes aplenty — including a brawl inside a moving vehicle, and a muddy, bloody prison-yard riot — The Raid 2 more than delivers. Easily the action film of the year so far, with no contenders likely to topple it in the coming months. (2:19) Metreon, 1000 Van Ness, Sundance Kabuki. (Eddy)

300: Rise of An Empire We pick up the 300 franchise right where director Zack Snyder left off in 2006, with this prequel-sequel, which spins off an as-yet-unreleased Frank Miller graphic novel. In the hands of director Noam Murro, with Snyder still in the house as writer, 300: Rise of an Empire contorts itself, flipping back and forth in time, in an attempt to explain the making of Persian evil prince stereotype Xerxes (Rodrigo Santoro) —all purring androgyny, fashionable piercings, and Iran-baiting, Bush-era malevolence — before following through on avenging 300‘s romantically outnumbered, chesty Spartans. As told by the angry, mourning Spartan Queen Gorgo (Lena Headey of Game of Thrones), the whole mess apparently began during the Battle of Marathon, when Athenian General Themistokles (Sullivan Stapleton) killed Xerxes’s royal father with a well-aimed miracle arrow. That act ushers in Xerxes’s transformation into a “God King” bent on vengeance, aided and encouraged by his equally vengeful, elegantly mega-goth naval commander Artemisia (Eva Green), a Greek-hating Greek who likes to up the perversity quotient by making out with decapitated heads. In case you didn’t get it: know that vengeance is a prime mover for almost all the parties (except perhaps high-minded hottie Themistokles). Very loosely tethered to history and supplied with plenty of shirtless Greeks, taut thighs, wildly splintering ships, and even proto-suicide bombers, Rise skews toward a more naturalistic, less digitally waxy look than 300, as dust motes and fire sparks perpetually telegraph depth of field, shrieking, “See your 3D dollars hard at work!” Also working hard and making all that wrath look diabolically effortless is Green, who as the pitch-black counterpart to Gorga, turns out to be the real hero of the franchise, saving it from being yet another by-the-book sword-and-sandal war-game exercise populated by wholesome-looking, buff, blond jock-soldiers. Green’s feline line readings and languid camp attitude have a way of cutting through the sausage fest of the Greek pec-ing order, even during the Battle of, seriously, Salamis. (1:43) Metreon. (Chun)

Under the Skin At the moment, Scarlett Johansson is playing a superhero in the world’s top blockbuster. Her concurrent role in Jonathan Glazer’s Under the Skin — the tale of an alien who comes to earth to capture men, but goes rogue once her curiosity about the human world gets the better of her — could not be more different in story or scope. Her character’s camouflage (dark wig, thickly-applied lipstick) was carefully calibrated to make her unrecognizable, since Glazer (2000’s Sexy Beast) filmed the alien’s “pick-up” scenes — in which Johansson’s unnamed character cruises around Glasgow in a nondescript van, prowling for prey — using hidden cameras and real people who had no idea they were interacting with a movie star. The film takes liberties with its source material (Michel Farber’s novel), with “feeding” scenes that are far more abstract than as written in the book, allowing for one of the film’s most striking visual motifs. After the alien seduces a victim, he’s lured into what looks like a run-down house. The setting changes into a dark room that seems to represent an otherworldly void, with composer Mica Levi’s spine-tingling score exponentially enhancing the dread. What happens next? It’s never fully explained, but it doesn’t need to be. When the alien begins to mistakenly believe that her fleshy, temporary form is her own, she abandons her predatory quest — but her ill-advised exploration of humanity leads her into another dark place. A chilling, visceral climax caps one of the most innovative sci-fi movies in recent memory. (1:47) SF Center, Sundance Kabuki. (Eddy)

Le Week-End Director Roger Michell and writer Hanif Kureishi first collaborated two decades ago on The Buddha of Suburbia, when the latter was still in the business of being Britain’s brashest multiculti hipster voice. But in the last 10 years they’ve made a habit of slowing down to sketching portraits of older lives — and providing great roles for the nation’s bottomless well of remarkable veteran actors. Here Lindsay Duncan and Jim Broadbent play a pair of English academics trying to re-create their long-ago honeymoon’s magic on an anniversary weekend in Paris. They love each other, but their relationship is thorny and complicated in ways that time has done nothing to smooth over. This beautifully observed duet goes way beyond the usual adorable-old-coot terrain of such stories on screen; it has charm and humor, but these are unpredictable, fully rounded characters, not comforting caricatures. Briefly turning this into a seriocomedy three-way is Most Valuable Berserker Jeff Goldblum as an old friend encountered by chance. Save the world, work less

Save the world, work less. That dual proposition should have universal appeal in any sane society. And those two ideas are inextricably linked by the realities of global climate change because there is a direct connection between economic activity and greenhouse gas emissions.

Simply put, every hour of work we do cooks the planet and its sensitive ecosystems a little bit more, and going home to relax and enjoy some leisure time is like taking this boiling pot of water off the burner.

Most of us burn energy getting to and from work, stocking and powering our offices, and performing the myriad tasks that translate into digits on our paychecks. The challenge of working less is a societal one, not an individual mandate: How can we allow people to work less and still meet their basic needs?

This goal of slowing down and spending less time at work — as radical as it may sound — was at the center of mainstream American political discourse for much of our history, considered by thinkers of all ideological stripes to be the natural endpoint of technological development. It was mostly forgotten here in the 1940s, strangely so, even as worker productivity increased dramatically.

But it’s worth remembering now that we understand the environmental consequences of our growth-based economic system. Our current approach isn’t good for the health of the planet and its creatures, and it’s not good for the happiness and productivity of overworked Americans, so perhaps it’s time to revisit this once-popular idea.

Last year, there was a brief burst of national media coverage around this “save the world, work less” idea, triggered by a report by the Washington DC-based Center for Economic and Policy Research, entitled “Reduced Work Hours as a Means of Slowing Climate Change.”

“As productivity grows in high-income, as well as developing countries, social choices will be made as to how much of the productivity gains will be taken in the form of higher consumption levels versus fewer work hours,” author David Rosnick wrote in the introduction.

He notes that per capita work hours were reduced by 50 percent in recent decades in Europe compared to US workers who spend as much time as ever on the job, despite being a world leader in developing technologies that make us more productive. Working more means consuming more, on and off the job.

“This choice between fewer work hours versus increased consumption has significant implications for the rate of climate change,” the report said before going on to study various climate change and economic growth models.

It isn’t just global warming that working less will help address, but a whole range of related environmental problems: loss of biodiversity and natural habitat; rapid depletion of important natural resources, from fossil fuel to fresh water; and the pollution of our environment with harmful chemicals and obsolete gadgets.

Every day that the global workforce is on the job, those problems all get worse, mitigated only slightly by the handful of occupations devoted to cleaning up those messes. The Rosnick report contemplates only a slight reduction in working hours, gradually shaving a few hours off the week and offering a little more vacation time.

“The paper estimates the impact on climate change of reducing work hours over the rest of the century by an annual average of 0.5 percent. It finds that such a change in work hours would eliminate about one-quarter to one-half of the global warming that is not already locked in (i.e. warming that would be caused by 1990 levels of greenhouse gas concentrations already in the atmosphere),” the report concludes.

What I’m talking about is something more radical, a change that meets the daunting and unaddressed challenge that climate change is presenting. Let’s start the discussion in the range of a full day off to cutting our work hours in half — and eliminating half of the wasteful, exploitive, demeaning, make-work jobs that this economy-on-steroids is creating for us, and forcing us to take if we want to meet our basic needs.

Taking even a day back for ourselves and our environment will seem like crazy-talk to many readers, even though our bosses would still command more days each week than we would. But the idea that our machines and other innovations would lead us to work far less than we do now — and that this would be a natural and widely accepted and expected part of economic evolution — has a long and esteemed philosophical history.

Perhaps this forgotten goal is one worth remembering at this critical moment in our economic and environmental development.

 

HISTORY LESSON

Author and historian Chris Carlsson has been beating the “work less” drum in San Francisco since Jimmy Carter was president, when he and his fellow anti-capitalist activists decried the dawning of an age of aggressive business deregulation that continues to this day.

They responded with creative political theater and protests on the streets of the Financial District, and with the founding of a magazine called Processed World, highlighting how new information technologies were making corporations more powerful than ever without improving the lives of workers.

“What do we actually do all day and why? That’s the most basic question that you’d think we’d be talking about all the time,” Carlsson told us. “We live in an incredibly powerful and overarching propaganda society that tells you to get your joy from work.”

But Carlsson isn’t buying it, noting that huge swaths of the economy are based on exploiting people or the planet, or just creating unproductive economic churn that wastes energy for its own sake. After all, the Gross Domestic Product measures everything, the good, the bad, and the ugly.

“The logic of growth that underlies this society is fundamentally flawed,” Carlsson said. “It’s the logic of the cancer cell — it makes no sense.”

What makes more sense is to be smart about how we’re using our energy, to create an economy that economizes instead of just consuming everything in its path. He said that we should ask, “What work do we need to do and to what end?”

We used to ask such questions in this country. There was a time when working less was the goal of our technological development.

“Throughout the 19th century, and well into the 20th, the reduction of worktime was one of the nation’s most pressing issues,” professor Juliet B. Schor wrote in her seminal 1991 book The Overworked American: The Unexpected Decline of Leisure. “Through the Depression, hours remained a major social preoccupation. Today these debates and conflicts are long forgotten.”

Work hours were steadily reduced as these debates raged, and it was widely assumed that even greater reductions in work hours was all but inevitable. “By today, it was estimated that we could have either a 22-hour week, a six-month workyear, or a standard retirement age of 38,” Schor wrote, citing a 1958 study and testimony to Congress in 1967.

But that didn’t happen. Instead, declining work hours leveled off in the late 1940s even as worker productivity grew rapidly, increasing an average of 3 percent per year 1948-1968. Then, in the 1970s, workers in the US began to work steadily more hours each week while their European counterparts moved in the opposite direction.

“People tend to think the way things are is the way it’s always been,” Carlsson said. “Once upon a time, they thought technology would produce more leisure time, but that didn’t happen.”

Writer David Spencer took on the topic in a widely shared essay published in The Guardian UK in February entitled “Why work more? We should be working less for a better quality of life: Our society tolerates long working hours for some and zero hours for others. This doesn’t make sense.”

He cites practical benefits of working less, from reducing unemployment to increasing the productivity and happiness of workers, and cites a long and varied philosophical history supporting this forgotten goal, including opposing economists John Maynard Keynes and Karl Marx.

Keynes called less work the “ultimate solution” to unemployment and he “also saw merit in using productivity gains to reduce work time and famously looked forward to a time (around 2030) when people would be required to work 15 hours a week. Working less was part of Keynes’s vision of a ‘good society,'” Spencer wrote.

“Marx importantly thought that under communism work in the ‘realm of necessity’ could be fulfilling as it would elicit and harness the creativity of workers. Whatever irksome work remained in realm of necessity could be lessened by the harnessing of technology,” Spencer wrote.

He also cited Bertrand Russell’s acclaimed 1932 essay, “In Praise of Idleness,” in which the famed mathematician reasoned that working a four-hour day would cure many societal ills. “I think that there is far too much work done in the world, that immense harm is caused by the belief that work is virtuous, and that what needs to be preached in modern industrial countries is quite different from what always has been preached,” Russell wrote.

Spencer concluded his article by writing, “Ultimately, the reduction in working time is about creating more opportunities for people to realize their potential in all manner of activities including within the work sphere. Working less, in short, is about allowing us to live more.”

 

JOBS VS. WORK

Schor’s research has shown how long working hours — and the uneven distribution of those hours among workers — has hampered our economy, hurt our environment, and undermined human happiness.

“We have an increasingly poorly functioning economy and a catastrophic environmental situation,” Schor told us in a phone interview from her office at Boston College, explaining how the increasingly dire climate change scenarios add urgency to talking about how we’re working.

Schor has studied the problem with other researchers, with some of her work forming the basis for Rosnick’s work, including the 2012 paper Schor authored with University of Alabama Professor Kyle Knight entitled “Could working less reduce pressures on the environment?” The short answer is yes.

“As humanity’s overshoot of environmental limits become increasingly manifest and its consequences become clearer, more attention is being paid to the idea of supplanting the pervasive growth paradigm of contemporary societies,” the report says.

The United States seems to be a case study for what’s wrong.

“There’s quite a bit of evidence that countries with high annual work hours have much higher carbon emissions and carbon footprints,” Schor told us, noting that the latter category also takes into account the impacts of the products and services we use. And it isn’t just the energy we expend at work, but how we live our stressed-out personal lives.

“If households have less time due to hours of work, they do things in a more carbon-intensive way,” Schor said, with her research finding those who work long hours often tend to drive cars by themselves more often (after all, carpooling or public transportation take time and planning) and eat more processed foods.

Other countries have found ways of breaking this vicious cycle. A generation ago, Schor said, the Netherlands began a policy of converting many government jobs to 80 percent hours, giving employees an extra day off each week, and encouraging many private sector employers to do the same. The result was happier employees and a stronger economy.

“The Netherlands had tremendous success with their program and they’ve ended up with the highest labor productivity in Europe, and one of the happiest populations,” Schor told us. “Working hours is a triple dividend policy change.”

By that she means that reducing per capita work hours simultaneously lowers the unemployment rate by making more jobs available, helps address global warming and other environmental challenges, and allows people to lead happier lives, with more time for family, leisure, and activities of their choosing.

Ironically, a big reason why it’s been so difficult for the climate change movement to gain traction is that we’re all spending too much time and energy on making a living to have the bandwidth needed to sustain a serious and sustained political uprising.

When I presented this article’s thesis to Bill McKibben, the author and activist whose 350.org movement is desperately trying to prevent carbon concentrations in the atmosphere from passing critical levels, he said, “If people figure out ways to work less at their jobs, I hope they’ll spend some of their time on our too-often neglected work as citizens. In particular, we need a hell of a lot of people willing to devote some time to breaking the power of the fossil fuel industry.”

That’s the vicious circle we now find ourselves in. There is so much work to do in addressing huge challenges such as global warming and transitioning to more sustainable economic and energy systems, but we’re working harder than ever just to meet our basic needs — usually in ways that exacerbate these challenges.

“I don’t have time for a job, I have too much work to do,” is the dilemma facing Carlsson and others who seek to devote themselves to making the world a better place for all living things.

To get our heads around the problem, we need to overcome the mistaken belief that all jobs and economic activity are good, a core tenet of Mayor Ed Lee’s economic development policies and his relentless “jobs agenda” boosterism and business tax cuts. Not only has the approach triggered the gentrification and displacement that have roiled the city’s political landscape in the last year, but it relies on a faulty and overly simplistic assumption: All jobs are good for society, regardless of their pay or impact on people and the planet.

Lee’s mantra is just the latest riff on the fabled Protestant work ethic, which US conservatives and neoliberals since the Reagan Era have used to dismantle the US welfare system, pushing the idea that it’s better for a single mother to flip our hamburgers or scrub our floors than to get the assistance she needs to stay home and take care of her own home and children.

“There is a belief that work is the best form of welfare and that those who are able to work ought to work. This particular focus on work has come at the expense of another, far more radical policy goal, that of creating ‘less work,'” Spencer wrote in his Guardian essay. “Yet…the pursuit of less work could provide a better standard of life, including a better quality of work life.”

And it may also help save us from environmental catastrophe.

 

GLOBAL TIPPING POINT

The Intergovernmental Panel on Climate Change, the top research body on the issue recognized by the United Nations, recently released its fifth report summarizing and analyzing the science and policies around climate change, striking a more urgent tone than in previous reports.

On April 13 at a climate conference in Berlin, the panel released a new report noting that greenhouse gas emissions are rising faster than ever and urgent action is needed in the next decade to avert a serious crisis.

“We cannot afford to lose another decade,” Ottmar Edenhofer, a German economist and co-chairman of the committee that wrote the report, told The New York Times. “If we lose another decade, it becomes extremely costly to achieve climate stabilization.”

After the panel released an earlier section of the report on March 31, it wrote in a public statement: “The report concludes that responding to climate change involves making choices about risks in a changing world. The nature of the risks of climate change is increasingly clear, though climate change will also continue to produce surprises.”

The known impacts will be displaced populations in poor countries inundated by rising seas, significant changes to life-supporting ecosystems (such as less precipitation in California and other regions, creating possible fresh water shortages), food shortages from loss of agricultural land, and more extreme weather events.

What we don’t yet know, these “surprises,” could be even scarier because this is such uncharted territory. Never before have human activities had such an impact on the natural world and its delicate balances, such as in how energy circulates through the world’s oceans and what it means to disrupt half of the planet’s surface area.

Researchers have warned that we could be approaching a “global tipping point,” in which the impact of climate change affects other systems in the natural world and threatens to spiral out of control toward another mass extinction. And a new report funded partially by the National Science Foundation and NASA’s Goodard Space Center combines the environmental data with growing inequities in the distribution of wealth to warn that modern society as we know it could collapse.

“The fall of the Roman Empire, and the equally (if not more) advanced Han, Mauryan, and Gupta Empires, as well as so many advanced Mesopotamian Empires, are all testimony to the fact that advanced, sophisticated, complex, and creative civilizations can be both fragile and impermanent,” the report warned.

It cites two critical features that have triggered most major societal collapses in past, both of which are increasingly pervasive problems today: “the stretching of resources due to the strain placed on the ecological carrying capacity”; and “the economic stratification of society into Elites [rich] and Masses (or ‘Commoners’),” which makes it more difficult to deal with problems that arise.

Both of these problems would be addressed by doing less overall work, and distributing the work and the rewards for that work more evenly.

 

SYSTEMIC PROBLEM

Carol Zabin — research director for the Center for Labor Research and Education at UC Berkeley, who has studied the relation between jobs and climate change — has some doubts about the strategy of addressing global warming by reducing economic output and working less.

“Economic activity which uses energy is not immediately correlated with work hours,” she told us, noting that some labor-saving industrial processes use more energy than human-powered alternatives. And she also said that, “some leisure activities could be consumptive activities that are just as bad or worse than work.”

She does concede that there is a direct connection between energy use and climate change, and that most economic activity uses energy. Zabin also said there was a clear and measurable reduction in greenhouse gas emissions during the Great Recession that began with the 2008 economic crash, when economic growth stalled and unemployment was high.

“When we’re in recessions and output and consumption slow, we see a reduction in impact on the climate,” Zabin said, although she added, “They’re correlated, but they’re not causal.”

Other studies have made direct connections between work and energy use, at least when averaged out across the population, studies that Rosnick cited in his study. “Recent work estimated that a 1 percent increase in annual hours per employee is associated with a 1.5 percent increase in carbon footprint,” it said, citing the 2012 Knight study.

Zabin’s main stumbling block was a political one, rooted in the assumption that American-style capitalism, based on conspicuous consumption, would continue more or less as is. “Politically, reducing economic growth is really, really unviable,” she told us, noting how that would hurt the working class.

But again, doesn’t that just assume that the pain of an economic slowdown couldn’t be more broadly shared, with the rich absorbing more of the impact than they have so far? Can’t we move to an economic system that is more sustainable and more equitable?

“It seems a little utopian when we have a problem we need to address by reducing energy use,” Zabin said before finally taking that next logical step: “If we had socialism and central planning, we could shut the whole thing down a notch.”

Instead, we have capitalism, and she said, “we have a climate problem that is probably not going to be solved anyway.”

So we have capitalism and unchecked global warming, or we can have a more sustainable system and socialism. Hmm, which one should we pick? European leaders have already started opting for the latter option, slowing down their economic output, reducing work hours, and substantially lowering the continent’s carbon footprint.

That brings us back to the basic question set forth in the Rosnick study: As productivity increases, should those gains go to increase the wages of workers or to reduce their hours? From the perspective of global warming, the answer is clearly the latter. But that question is complicated in US these days by the bosses, investors, and corporations keeping the productivity gains for themselves.

“It is worth noting that the pursuit of reduced work hours as a policy alternative would be much more difficult in an economy where inequality is high and/or growing. In the United States, for example, just under two-thirds of all income gains from 1973-2007 went to the top 1 percent of households. In that type of economy, the majority of workers would have to take an absolute reduction in their living standards in order to work less. The analysis of this paper assumes that the gains from productivity growth will be more broadly shared in the future, as they have been in the past,” the study concludes.

So it appears we have some work to do, and that starts with making a connection between Earth Day and May Day.

 

EARTH DAY TO MAY DAY

The Global Climate Convergence (www.globalclimateconvergence.org) grew out of a Jan. 18 conference in Chicago that brought together a variety of progressive, environmental, and social justice groups to work together on combating climate change. They’re planning “10 days to change course,” a burst of political organizing and activism between Earth Day and May Day, highlighting the connection between empowering workers and saving the planet.

“It provides coordinated action and collaboration across fronts of struggle and national borders to harness the transformative power we already possess as a thousand separate movements. These grassroots justice movements are sweeping the globe, rising up against the global assault on our shared economy, ecology, peace and democracy. The accelerating climate disaster, which threatens to unravel civilization as soon as 2050, intensifies all of these struggles and creates new urgency for collaboration and unified action. Earth Day to May Day 2014 (April 22 — May 1) will be the first in a series of expanding annual actions,” the group announced.

San Mateo resident Ragina Johnson, who is coordinating events in the Bay Area, told us May Day, the international workers’ rights holiday, grew out of the struggle for the eight-hour workday in the United States, so it’s appropriate to use the occasion to call for society to slow down and balance the demands of capital with the needs of the people and the planet.

“What we’re seeing now is an enormous opportunity to link up these movements,” she told us. “It has really put us on the forefront of building a new progressive left in this country that takes on these issues.”

In San Francisco, she said the tech industry is a ripe target for activism.

“Technology has many employees working 60 hours a week, and what is the technology going to? It’s going to bottom line profits instead of reducing people’s work hours,” she said.

That’s something the researchers have found as well.

“Right now, the problem is workers aren’t getting any of those productivity gains, it’s all going to capital,” Schor told us. “People don’t see the connection between the maldistribution of hours and high unemployment.”

She said the solution should involve “policies that make it easier to work shorter hours and still meet people’s basic needs, and health insurance reform is one of those.”

Yet even the suggestion that reducing work hours might be a worthy societal goal makes the head of conservatives explode. When the San Francisco Chronicle published an article about how “working a bit less” could help many people qualify for healthcare subsidies under the Affordable Care Act (“Lower 2014 income can net huge health care subsidy,” 10/12/13), the right-wing blogosphere went nuts decrying what one site called the “toxic essence of the welfare state.”

Chronicle columnist Debra Saunders parroted the criticism in her Feb. 7 column. “The CBO had determined that ‘workers will choose to supply less labor — given the new taxes and other incentives they will face and the financial benefits some will receive.’ To many Democrats, apparently, that’s all good,” she wrote of Congressional Budget Office predictions that Obamacare could help reduce hours worked.

Not too many Democratic politicians have embraced the idea of working less, but maybe they should if we’re really going to attack climate change and other environmental challenges. Capitalism has given us great abundance, more than we need and more than we can safely sustain, so let’s talk about slowing things down.

“There’s a huge amount of work going on in society that nobody wants to do and nobody should do,” Carlsson said, imagining a world where economic desperation didn’t dictate the work we do. “Most of us would be free to do what we want to do, and most of us would do useful things.”

And what about those who would choose idleness and sloth? So what? At this point, Mother Earth would happily trade her legions of crazed workaholics for a healthy population of slackers, those content to work and consume less.

Maybe someday we’ll even look back and wonder why we ever considered greed and overwork to be virtues, rather than valuing a more healthy balance between our jobs and our personal lives, our bosses and our families, ourselves and the natural world that sustains us.

CULTURE They’re out there in the water at Ocean Beach and Crissy Field, whipping by the toll plaza, sailing giant kites like crescent moons. Those freaky, flying water monkeys — soaring around the bay via kites strong enough to tow cars — are kitesurfers, also called kiteboarders.

Thanks to its ideal mix of geography and weather, the Bay Area is a phenomenal place for the increasingly popular sport. “It’s a world-class kiteboarding destination,” says Jeff Kafka, owner of Burlingame kiteboarding school Wind Over Water. “You might have to wear a wetsuit most of the time, but we have some of the best wind in the world.”

Kitesurfing is a combination of sailing, surfing, and power kiting, in which a large kite is used to pull a rider on any and all types of boards (surfboards, wakeboards) with and without foot straps. The kites range in size from as small as a kitchen table to as big as a bus; smaller kites are used in heavier winds, while bigger kites are used in lighter winds. The most common size is probably 12 meters (about as big as an average parking spot). Almost all kitesurfing kites have inflatable frames that keep them from sinking in the event of a crash.

Most kites have four lines that run to a control bar — letting the rider steer — which is hooked to a body harness that takes most of the pull. Quick release systems have evolved to help reduce the kite’s speed and even disconnect the rigging in the blink of an eye, drastically improving the safety of the sport. Contrast this to the sport’s early-1980s origins, when brothers Bruno and Dominique Legaignoux launched the first water kites off the Atlantic coast of France. In those days, a hunting knife strapped to one’s leg was considered a quick release system.

“A lot of people were getting hurt back then and we needed a safer way to continue the sport,” says Sandy Parker of the Kitopia School of Kiteboarding, in the Sacramento Delta. “That was part of the reason for forming the school.”

While the Bay Area is a hotbed for the sport, there are International Kiteboarding Organization-certified schools all over the world equipped with jet skis and radio helmets, ready to get newbies into the water as safely as possible. Traditionally, students are started with “trainer” kites — two-lined kites with little more power than a toy stunt kite.

“The trainer kite’s a good practice kite,” says Kafka. “You can send somebody off and they can mess around with very little instruction.”

But as safety systems and kites have advanced, some schools have begun putting large, powerful kites in people’s hands sooner.

“I don’t really recommend any trainer kite usage prior to coming out,” says John von Tesmar, with Treasure Island’s KiteTheBay. (His jet boat is named, appropriately, Windseeker.) “I hook the kite to the boat and, right then, you can get someone’s virgin hands on the bar.”

Either way, the next step is learning the safety systems, and how to independently steer a full-size kite. After that comes water maneuvers and then board start, when the student hopefully gets up and riding. This usually takes about four to six hours and is generally broken into two sessions. With lessons averaging around $100 per hour, a lot of people — especially experienced surfers and snowboarders — try to avoid taking lessons.

“Saying that you’re accomplished at boardsports but have zero kite experience is akin to saying you’re excellent at hitting a ball with a mallet but don’t know how to ride a horse, and now you want to play polo,” says Rebbecca Geffert of Boardsports School, which operates around the Bay Area. (Full disclosure: I am an IKO-certified kitesurfing instructor and teach at Boardsports.) “The kite is the horse. It’s all about kite control. Board skills are secondary.”

Adds Royce Vaughn of Emeryville’s KGB Kitesurfing, “At the end of the day, there are a lot of variables in kiteboarding. It’s not just as easy as learning how to fly a kite and jumpin’ on a board. There’s a lot of safety involved.”

Though lessons can be a bit steep, most shops give a discount on gear to students. Some will even throw in free lessons if you buy a complete set-up. And being involved with a school opens up a worldwide network of education, socializing, and employment. There’s more than one globe-trotting telecommuter out there who supplements his or her traveling expenses by teaching kitesurfing. Or perhaps you want to get into snowkiting or racing. The sport is full of possibilities.

“Once you get the basic mechanics, it’s just where you want to take it, what board you want to ride on, what types of tricks you want to do, or if you don’t want to do any tricks at all,” says Kafka. “Maybe you just want to have a nice afternoon ridin’ along in the bay.” *
