There’s gonna be a morning after (pill)

The Obama adminstration has decided not to block the over the counter availability of “morning after contraceptives”. Simply put, any woman or girl (or man, assuming he’s either motivated or very confused) can buy a medication that prevents pregnancy up to 72 hours after sexual intercourse.

Naturally, the mainstream media is claiming that this move is fraught with negative implications for Obama, but as this polls well with one of the president’s truest bases, single women, where might this be? In reality, this is not just a no-brainer among the supposedly “enlightened” progressives but should be very popular among the strong anti-abortion opposition of same–after all, no pregnancy, no abortions.

Of course it isn’t. The “morning after pill” is considered an “abortifacient”, even though its purpose is to prevent the very beginning of pregnancy. Plus, that the pill is available to young women without parental notification, this supposedly “encourages promiscuity” (much in the same way that a clean glass would encourage alcoholism, right?). As such, it removes more power from the parent and is a very easily attainable contraceptive which by fiat means acknowledgement of pre-marital sex. Yeah, I know it isn’t the 1950’s for the rest of us, but…..

What no one dares say, well, what the hell, I will: The real reason they oppose this availability is that is may render abortions obsolete. You’d think that as sanctity of life types they would applaud this. They don’t–abortion opposition is a major industry and fund raising tool. After the 2010 midterms, the new Tea Party favorites in Congress introduced bill after bill limiting abortions (that they knew had no chance of passing the Senate). It’s a game to them–fact is, with “pro life” President Bush/Speaker Hastert/Maj.leader Frist in power for 4 years and a weak opposition–the best they could do was a “partial birth abortion” limitation, a procedure that accounts for less than 1% of all abortions.

This terrifies the Planned Parenthood phobes to the core of their bones. No abortions mean no contributions. Means a new scourge is gonna have to be found fast and they don’t have one.

Too effin’ bad. 

Stop meddling

The mega flap over the National Security Administration’s electronic surveillance rages on this week. The chief leaker, Edward Snowden is hied away in Hong Kong, President Obama has assured the American people that he’s “only do this to protect the people”, which is apparently how most Americans see it. Civil libertarians are outraged, the Republican “gotcha” media overjoyed and as there has been relative peace post 9/11 on the homefront (plus the realization that “online privacy” is mythical in and of itself), this too shall pass.

Too bad that it will. Not just because government snooping (and its corporate twin) are an ugly intrusion but really because the underlying story–also the story of 9/11 itself–will fade. The actual cause of Middle Eastern nationalism and the terrorism that comes with it isn’t that “Muslims are crazy” or “they don’t know how to be free and we must show them” but is actually the ceaseless meddling in the affairs of these nations that has characterized US and the UK’s dealings with same for 100 years.

Overthrowing popular regimes hostile to American interests like Iran, 1953 or propping up the Shah, Mubarak, Saddam (a former “ally”) or Assad has created legions of pissed off Middle Easterners (that at various points admired the US as the #1 nation in the world). High unemployment among the young plus ceaseless anti-American propaganda from their state run media’s is part of it, but were it not for a few incontrovertible facts–The US’ automatic backing of Israel in all matters as well as fealty to the Saudi royal family’s autocracy has convinced millions of people that America is no friend to them at all. 

Drone bombing ain’t helping, either.

It isn’t like they don’t know why, either. Protecting the interests of petroleum companies has been priority #1–used to be called “protecting the oil supply” (the “Carter Doctrine”), but at this point, that is a major league load of bovine poop. The US gets less than 13% of the oil it uses from the Persian Gulf and is now a net exporter of petroleum. Therefore, the protection in question isn’t for the US consumer or its security, but for oil company’s revenues and profits–all subsidized by (you guessed it) American taxpayers.

Stop fucking meddling. Stop fucking meddling in their affairs–remove the US military from the Gulf (let the oil companies create their own security minus the military that’s paid from our taxes), stop the bowing and scraping to Al Qaeda backing Saudis, stop reflexively assuming “Israel good, Arabs, bad” and acting accordingly and guess what? Out of sight, out of mind—the notion that “Muslims hate our way of life and want to wage a holy war against us” is belied by the simple fact that the world’s largest Muslim nation has so far ignored most things American. “Live and let live” is the sanest philosophy one can embrace in one’s personal life, why not in one’s political life as well? 

The “L” word

Friend of mine sent me a great piece from the (I hope this isn’t verboten) SFGate about the gentrification of South Boston, the section of Boston once ruled by the iron fist of Jim “Whitey” Bulger. Landmarks that were once the alleged mobster’s HQ’s now turned wineries, the death of the local Irish pub, all the elements you’ve seen in a million stories about ethnic enclaves turned “Starbucks Nation”. 

Pretty good read as things tend to be (I lived in Boston for 12 years and rarely spent any time in Southie), but one quote stood out like a sore thumb: “The liberals came in and started to buy real estate. They realized how beautiful it is and they started throwing money at it.” This from a “Jamie Donnelan”, a 41 year old electrician. 

What’s that you say, Jamie? “Liberals?” Why, by gosh almighty, I’d a thought “liberals” never worked and were lazy and all on welfare (as that’s the meme one sees all over the Net and radio and cable news). Now, it seems that these sloth-like parasites are driving up land and property values–a strange thing occurs to me here. It isn’t possible, Jamie my lad, that “liberals” are two polar opposites of each other. Either they’re a drain on the hard working people of (name any place) or they’re the scourge of “the working class” (a critical distinction) by being successful in business and pricing them out of their homes. (South Boston is a hop, skip and jump over the channel to the business district).

So, which one is it?

I doubt that Mr. Donnelan could answer that one. Because the word “liberal” is now the “L-word”. Just as there’s an “N-word” and an “S-word” and a “K-word” for the “hated others”, “liberal” has become the all purpose epithet of choice for every resentment-addled reactionary, coast to coast. And it isn’t that “liberal = bad”, it is, astonishingly, “bad = liberal”. All bad things are not only the result of liberalism, they ARE liberalism. By making a political point of view (and a vague one at that)synonymous with evil, “liberal” no longer means anything.

After all, the “liberal media” is the one that tells us things we don’t want to hear. “Liberal academics” brainwash children (Liberty University and others like it, nah). And were it not for “liberals in the church”, none of the pedophile scandals would have happened (yes, they actually believe this!!!!).

All that’s wrong with the world = liberal, all good, conservative. Never mind that the rich yuppies that are pricing Southie’s long time residents out are doing so because of financial deregulations implemented by, erm……….Nope, that can never be it. Never and ever.

 


Solomon: Historic challenge to support the moral actions of Edward Snowden

In Washington, where the state of war and the surveillance state are one and the same, top officials have begun to call for Edward Snowden’s head. His moral action of whistleblowing — a clarion call for democracy — now awaits our responses.

After nearly 12 years of the “war on terror,” the revelations of recent days are a tremendous challenge to the established order: nonstop warfare, intensifying secrecy and dominant power that equate safe governance with Orwellian surveillance.

In the highest places, there is more than a wisp of panic in rarefied air. It’s not just the National Security Agency that stands exposed; it’s the repressive arrogance perched on the pyramid of power.

Back here on the ground, so many people — appalled by Uncle Sam’s continual morph into Big Brother — have been pushing against the walls of anti-democratic secrecy. Those walls rarely budge, and at times they seem to be closing in, even literally for some (as in the case of heroic whistleblower Bradley Manning). But all the collective pushing has cumulative effects.

In recent days, as news exploded about NSA surveillance, a breakthrough came into sight. Current history may not be an immovable wall; it may be on a hinge. And if we push hard enough, together, there’s no telling what might be possible or achieved.

The gratitude that so many of us now feel toward Edward Snowden raises the question: How can we truly express our appreciation?

A first step is to thank him — publicly and emphatically. You can do that by clicking here to sign the “Thank NSA Whistleblower Edward Snowden” petition, which my colleagues at RootsAction.org will send directly to him, including the individual comments.

But of course saying thank-you is just one small step onto a crucial path. As Snowden faces extradition and vengeful prosecution from the U.S. government, active support will be vital — in the weeks, months and years ahead.

Signing the thank-you petition, I ventured some optimism: “What you’ve done will inspire kindred spirits around the world to take moral action despite the risks.” Bravery for principle can be very contagious.

Edward Snowden has taken nonviolent action to help counter the U.S. government’s one-two punch of extreme secrecy and massive violence. The process has summoned the kind of doublespeak that usually accompanies what cannot stand the light of day.

So, when Snowden’s employer Booz Allen put out a statement Sunday night, it was riddled with official indignation, declaring: “News reports that this individual has claimed to have leaked classified information are shocking, and if accurate, this action represents a grave violation of the code of conduct and core values of our firm.”

What are the “code of conduct” and “core values” of this huge NSA contractor? The conduct of stealthy assistance to the U.S. national security state as it methodically violates civil liberties, and the values of doing just about anything to amass vast corporate profits.

The corporate-government warfare state is enraged that Edward Snowden has broken through with conduct and values that are 180 degrees in a different direction. “I’m not going to hide,” he told the Washington Post on Sunday. “Allowing the U.S. government to intimidate its people with threats of retaliation for revealing wrongdoing is contrary to the public interest.”

When a Post reporter asked whether his revelations would change anything, Snowden replied: “I think they already have. Everyone everywhere now understands how bad things have gotten — and they’re talking about it. They have the power to decide for themselves whether they are willing to sacrifice their privacy to the surveillance state.”

And, when the Post asked about threats to “national security,” Snowden offered an assessment light-years ahead of mainline media’s conventional wisdom: “We managed to survive greater threats in our history . . . than a few disorganized terrorist groups and rogue states without resorting to these sorts of programs. It is not that I do not value intelligence, but that I oppose . . . omniscient, automatic, mass surveillance. . . .  That seems to me a greater threat to the institutions of free society than missed intelligence reports, and unworthy of the costs.”

Profoundly, in the early summer of 2013, with his actions and words, Edward Snowden has given aid and comfort to grassroots efforts for democracy. What we do with his brave gift will be our choice.

True tales, Shakespeare, interns, and more: new movies (plus DocFest)!

The 12th San Francisco Documentary Film Festival kicked off last night with a screening of Spark: A Burning Man Story (even if you missed the opening event, you can check out Steven T. Jones’ story about the film and changes underway at the Burning Man organization here). The East In Zal Batmanglij and Brit Marling’s powerful second film collaboration (Batmanglij directs, and the pair co-wrote the screenplay, as in 2011’s Sound of My Voice), Marling plays Sarah, an intelligence agent working for a private firm whose client list consists mainly of havoc-wreaking multinationals. Sarah, presented as quietly ambitious and conservative, is tasked by the firm’s director (Patricia Clarkson) with infiltrating the East, an off-the-grid activist collective whose members, including Benji (Alexander Skarsgård), Izzy (Ellen Page), and Doc (Toby Kebbell), bring an eye-for-an-eye sensibility to their YouTube-publicized “jams.” Targeting an oil company responsible for a BP-style catastrophe, they engineer their own spill in the gated-community habitat of the company’s CEO, posting a video that juxtaposes grisly images of oil-coated shorebirds and the unsettling sight of gallons of crude seeping through the air-conditioning vents of a tidy McMansion. A newspaper headline offers a facile framework for understanding their activities, posing the alternatives as “Pranksters or Eco-Terrorists?” But as Sarah examines the gut-wrenching consequences of so-called white-collar crime and immerses herself in the day-to-day practices of the group, drawn in particular to the charismatic Benji, the film raises more complex questions. Much of its rhetorical force flows from Izzy, whom Page invests with a raw, anguished outrage, drawing our sympathies toward the group and its mission of laying bare what should be unbearable. Fill the Void Respectfully rendered and beautifully shot in warm hues, Fill the Void admirably fills the absence on many screens of stories from what might be considered a closed world: the Orthodox Hasidic community in Israel, where a complex web of family ties, duty, and obligation entangles pretty, accordion-playing Shira (Hada Yaron). An obedient daughter, she’s about to agree to an arranged marriage to a young suitor when her much-loved sister (Renana Raz) dies in childbirth. When Shira’s mother (Irit Sheleg) learns the widower Yochay (Yiftach Klein) might marry a woman abroad and take her only grandchild far away, she starts to make noises about fixing Shira up with her son-in-law. The journey the two must take, in possibly going from in-laws to newlyweds, is one that’s simultaneously infuriating, understandable, and touching, made all the more intimate given director Rama Burshtein’s preference for searching close-ups. Her affinity for the Orthodox world is obvious with each loving shot, ultimately infusing her debut feature with a beating heart of humanity. (1:30) (Kimberly Chun)

The Internship The dirty little secret of the new economy continues to be the gerbil cycle of free/cheap labor labeled “internships” that propels so many companies — be they corporate or indie, digital or print media. But gee, who’s going to see an intern comedy titled The Exploitation, besides me and my local union rep? Instead, spinning off a Vince Vaughn story idea and a co-writing credit, The Internship looks at that now-mandatory time-suck for so many college students through the filter of two older, not-quite-wiser salesmen Billy (Vaughn) and Nick (Owen Wilson) hoping to make that working guy’s quantum leap from watch sales to Google’s Mountain View campus, which director Shawn Levy casts as a bright and shiny workers wonderland with its free spring rolls and lattes, bikes, and napping pods. Departing from reality: the debugging/coding/game-playing/app-making competition that forces Billy and Nick to bond with their team of castoffs (Dylan O’Brien, Tiya Sircar, Tobit Raphael), led by noob manager Lyle (Josh Brener), in order to win a full-time job. Part of the key, naturally, turns out to be a Swingers-like visit to a strip club, to release those deeply repressed nerd sexualities — nothing like a little retrograde sexism to bring a group together. Still, the moment is offset by the generally genial, upbeat attitude brought to The Internship by its lead actors: Nick and Billy may be flubs at physics and clueless when it comes to geek culture, but most working stiffs who have suffered the slings and arrows of layoffs and dream of stable employment can probably get behind the all-American ideals of self-reinvention and optimism about the future peddled in The Internship, which easily slips in alongside The Great Gatsby among this year’s Great Recession narratives. Blink too fast and you might miss the microcameo by Google co-founder Sergey Brin. (1:59) (Kimberly Chun)

The Kings of Summer Ah, the easy-to-pluck, easy-to-love low-hanging fruit of summer — and a coming of age. Who can blame director Jordan Vogt-Roberts and writer Chris Galletta, both TV vets, for thinking that a juicy, molasses-thick application of hee-hee-larious TV comedy actors to a Stand by Me-like boyish bildungsroman could only make matters that much more fun? When it comes to this wannabe-feral Frankenteen love child of Terrence Malick and Parks and Recreation, you certainly don’t want to fault them for original thinking, though you can understand why they keep lurching back to familiar, reliably entertaining turf, especially when it comes in the form of Nick Offerman of the aforementioned P&R, who gets to twist his Victorian doll features into new frustrated shapes alongside real-life spouse Megan Mullally. Joe (Nick Robinson) is tired of his single dad (Offerman) stepping on his emerging game, so he runs off with neurotic wrestling pal Patrick (Gabriel Basso) and stereotypically “weirdo foreign” kid Biaggio (Moises Arias) to a patch of woods. There, from scrap, they build a cool-looking house that resembles a Carmel boho shack and attempt to live off the land, which means mostly buying chicken from a Boston Market across a freeway. Pipes are pummeled, swimming holes are swum, a pathetically wispy mustachio is cultivated — read: real burly stuff, until the rising tide of testosterone threatens to poison the woodland well. Vogt-Roberts certainly captures the humid sensuality and ripe potential of a Midwestern summer — though some of the details, like the supposedly wild rabbit that looks like it came straight from Petco, look a bit canned — and who can gripe when, say, Portlandia’s Kumail Nanjiani materializes to deliver monster wontons? You just accept it, though the effect of bouncing back and forth between the somewhat serious world of young men and the surprisingly playful world of adults, both equally unreal, grows jarring. The Kings of Summer isn’t quite the stuff of genius that marketing would have you believe, but it might give the “weirdo foreign” art house crowd and TV comedy addicts something they can both stand by. Much Ado About Nothing Joss Whedon (last year’s The Avengers) shifts focus for a minute to stage an adaptation of the Shakespeare comedy, drawing his players from 15 years’ worth of awesome fantasy/horror/sci-fi TV and film projects. When the Spanish prince Don Pedro (Reed Diamond) pays a post-battle visit to the home of Leonato (Clark Gregg) with his officers Claudio (Fran Kranz) and Benedick (Alexis Denisof), Claudio falls for Leonato’s daughter, Hero (Jillian Morgese), while Benedick falls to verbal blows with Hero’s cousin Beatrice (Amy Acker). Preserving the original language of the play while setting his production in the age of the iPhone and the random hookup, Whedon makes clever, inventive use of the juxtaposition, teasing out fresh sources of visual comedy as well as bringing forward the play’s oddities and darker elements. These shadows fall on Beatrice and Benedick, whose sparring — before they succumb to a playfully devious setup at the hands of their friends — has an ugly, resentful heat to it, as well as on Hero and Claudio, whose filmy romance is unsettlingly easy for their enemies, the malevolent Don John (Sean Maher) and his cohorts, to sabotage. Some of Acker and Denisof’s broader clowning doesn’t offer enough comic payoff for the hammy energy expenditure, but Nathan Fillion, heading up local law enforcement as the constable Dogberry, delivers a gleeful depiction of blundering idiocy, and the film as a whole has a warm, approachable humor while lightly exposing “all’s well that ends well”’s wacky, dysfunctional side. 1 Mile Above When his brother dies suddenly, sheltered Taiwanese student Shuhao takes possession of the older boy’s “riding diaries,” determined to complete his sibling’s dream of biking to the highest point in Tibet. It’d be a perilous journey even for an experienced cyclist — but Shuhao’s got gutsy determination that (almost) makes up for his wobbly wheels. Fortunately, nearly everyone he meets en route to Lhasa is a kind-hearted soul, including a food-obsessed fellow traveler who doles out advice on how to avoid government checkpoints, prevent “crotch trouble” (from all that riding), and woo women, among other topics. (The cruel weather, steep inclines, and hostile wild dogs he faces, however, aren’t as welcoming.) Jiayi Du’s based-on-true-events drama doesn’t innovate much on similar adventure tales — spoiler alert: it’s the journey, not the destination, that counts — but it admirably avoids melodrama for the most part, and the gorgeous location photography is something to behold. The Purge Writer-director James DeMonaco founds his dystopian-near-future tale on the possibly suspect premise that the United States could achieve one percent unemployment, heavily reduced crime rates, and a virtually carb-free society if only it were to sanction an annual night of national mayhem unconstrained by statutory law — up to and including those discouraging the act of homicide. Set in 2022, The Purge visits the household of home security salesman James Sandin (Ethan Hawke), wife Mary (Lena Headey), and their children, Charlie (Max Burkholder) and Zoey (Adelaide Kane), as the annual festivities are about to begin, and the film keeps us trapped in the house with them for the next 12 hours of bloodletting sans emergency services. While they show zero interest in adding to the carnage, James and Mary seem to be largely on board with what a news commentator describes as “a lawful outlet for American rage,” not giving too much credence to detractors’ observations that the purge is a de facto culling of the underclass. Clearly, though, the whole family is about to learn a valuable lesson. It comes when Charlie, in an act of baseline humanity, draws the ire of a gang of purgers running around in bathrobes, prep school jackets, and creepy masks, led by a gleaming-eyed alpha-sociopath whom DeMonaco (whose other screenplay credits include 2005’s Assault on Precinct 13 remake) tasks with wielding the film’s blunt-object message alongside his semi-automatic weaponry. Shadow Dancer Watching the emotions flicker across the exquisitely smooth, pale plane of Andrea Riseborough’s face is one of the central pleasures of Shadow Dancer. Likely the surest step Madonna made in making 2011’s W.E. was choosing the actress as her Wallis Simpson — her features fall together with the sweet symmetry of a, well, Madonna, and even when words, or the script, fail her, the play of thoughts and feelings rippling across her brow can fill out a movie’s, or a character’s, failings admirably. The otherwise graceful, good-looking Shadow Dancer fumbles over a few in the course of resurrecting the Troubles tearing apart Belfast in the 1990s. After feeling responsible for the death of a younger brother who got caught in the crossfire, Collette (Riseborough) finds herself a single mom in league with the IRA. Caught after a scuttled bombing, the petite would-be terrorist is turned by Mac (Clive Owen) to become an informant for the MI5, though after getting quickly dragged into an attempted assassination, Collette appears to be way over her head and must be pulled out — something Mac’s boss (Gillian Anderson) won’t allow. Director James Marsh (2008’s Man on Wire) brings a keen attention to the machinations and tested loyalties among both the MI5 and IRA, an interest evident in his Red Riding: In the Year of Our Lord 1980 (2009), and even imbues otherwise blanked-out, non-picturesque sites like hotel suites and gray coastal walks with a stark beauty. Unfortunately the funereal pacing and gaps in plotting, however eased by the focus on Riseborough’s responses, send the mind into the shadows. (1:44) (Kimberly Chun)

Violet and Daisy The 1990s revival has already infiltrated fashion and music; Violet and Daisy, the directorial debut of Oscar-winning Precious (2009) screenwriter Geoffrey Fletcher, suggests that cinema may be next. Unfortunately, not enough time has passed since the first wave of Pulp Fiction (1994) knockoffs to make the genre feel particularly interesting again. And yet here comes a pair of assassins dressed as nuns, cracking long-winded jokes before unloading on their targets with guns they’ve concealed in pizza boxes … as an AM radio hit (“Angel of the Morning”) swells in the background, and Danny Trejo stops by for a cameo. At least this Tarantino-lite exploration of crime and daddy issues has an appealing cast; besides Trejo, Alexis Bledel (sporting Mia Wallace bangs) and Saoirse Ronan play the jailbait titular killers, and James Gandolfini pops in as a sad-sack who manages to evade their bullets because, like, he’s nice and stuff. Despite their efforts, the over-stylized Violet and Daisy comes off like a plate of leftovers reheated too long after the fact. (1:28) (Cheryl Eddy)

Wish You Were Here One of few bright spots in The Great Gatsby, Joel Edgerton returns in this Aussie import that doesn’t need to set off 3D glitter bombs to win over its audience — that’s the power of a well-acted, well-written thriller. Under the opening credits we witness married Sydney couple Dave and Alice (Edgerton and Felicity Price, who co-wrote the script with her husband, director Kieran Darcy-Smith), along with Alice’s sister Steph (Warm Bodies’ Teresa Palmer) and new beau Jeremy (Antony Starr), having a blast on their Southeast Asian escape: sampling exotic food, dancing all night, spotting an elephant wandering the streets … oh, and guzzling drinks and gobbling drugs. Next scene: Dave and Alice returning home to their two young children, tension in the air, vacation bliss completely erased. It seems Jeremy is missing, somewhere in remote Cambodia — and that’s not the only lingering fallout from this journey gone terribly awry. Flashbacks mix with present-day scenes, including the police inquiry into Jeremy’s disappearance, to flesh out what happened; the end result is a suspenseful, surprising, precisely-assembled tale that only reveals what it needs to as the minutes tick by. NSA spying on Verizon calls is nothing new

So, the federal government is spying on millions of Americans. Still. And this time, there’s a document to prove it.

In a momentous scoop by journalist Glenn Greenwald, the UK Guardian has published a top secret Foreign Intelligence Surveillance Court order requiring Verizon to turn over all call records to the National Security Agency.

It does not matter if you are suspected of wrongdoing, or what your political beliefs are. It’s now been confirmed that if you are a Verizon subscriber, your “telephony metadata” is being handed over the NSA, “on an ongoing daily basis,” along with the records of millions of other subscribers.

What can this metadata reveal about a telecom subscriber?

“Every call made, the location of the phone, the time of the call, the duration of the call, and other ‘identifying information’ for the phone and call,” according to this cogent explanation provided by Electronic Frontier Foundation attorneys Cindy Cohn and Mark Rumold (in full disclosure, my former coworkers). Take a moment to let that sink in. We’re not just talking about every number dialed, but the geographic location of every phone.

Further raising eyebrows: “There is no indication that this order to Verizon was unique or novel,” Cohn and Rumold note. “It is very likely that business records orders like this exist for every major American telecommunication company, meaning that, if you make calls in the United States, the NSA has those records.” (Emphasis mine.)

President Barack Obama has defended the practice, calling it “a critical tool in protecting the nation from terrorist threats to the United States.” 

Sen. Dianne Feinstein, chair of the Senate Intelligence Committee, said at a news conference in D.C. that the court order in question “is a three-month renewal of an ongoing practice,” according to the Associated Press.

Former Vice President Al Gore tweeted that the domestic surveillance program is “obscenely outrageous.” More than 16,000 people have signed an emergency petition urging Congress to “investigate,” while the American Civil Liberties Union has launched a petition calling on the Obama Administration to stop it already.

Amid the well-founded outrage over a document conclusively revealing a widespread domestic spying program, what’s really fascinating is the ho-hum response of two whistleblowers formerly employed by the NSA, who went on Democracy Now! and basically said, duh, what took the mainstream media so long to notice? 

“Where has the mainstream media been? These are routine orders, nothing new,” Thomas Drake told program host Amy Goodman. “What’s new is we’re seeing an actual order. And people are somehow surprised by it. The fact remains that this program has been in place for quite some time. It was actually started shortly after 9/11. The Patriot Act was the enabling mechanism that allowed the United States government in secret to acquire subscriber records from any company.”

NSA whistleblower William Binney chimed in: “NSA has been doing all this stuff all along, and it’s been all the companies, not just one. And I basically looked at [the top secret order] and said, well, if Verizon got one, so did everybody else, which means that, you know, they’re just continuing the collection of this kind of information on all U.S. citizens. … There’s just—in my estimate, it was—if you collapse it down to all uniques, it’s a little over 280 million U.S. citizens are in there, each in there several hundred to several thousand times.”

The publication of this court order also came less as a revelation, and more of a confirmation of what they’ve been saying all along, for San Francisco-based EFF attorneys, who have been mired in a legal battle against the NSA on warrantless wiretapping for the better part of a decade.

(Things started to get rolling on that front on Jan. 20, 2006, when former AT&T employee Mark Klein waltzed into EFF’s office clutching a manila envelope containing technical corporate documents, “detailing the construction of the NSA’s secret spying room in AT&T’s San Francisco facility” on Folsom Street.)

“This type of untargeted, wholly domestic surveillance is exactly what EFF, and others, have been suing about for years,” Cohn and Rumold remind us.

Legally speaking, much of this debate pertains to Section 215 of the U.S. Patriot Act, which the federal government has relied upon to claim it has legal authority to conduct mass surveillance of communications.

In May of 2011, Sen. Ron Wyden issued a cryptic warning during a debate about the reauthorization of Section 215. “I want to deliver a warning this afternoon,” Wyden said. “When the American people find out how their government has secretly interpreted the Patriot Act, they will be stunned and they will be angry.”

Has that day arrived?

SFPD responds (weirdly) to allegations of racial disparity

The San Francisco Police Department has issued a head-scratching response to charges of racial disparity in marijuana arrests, possibly in an attempt to defuse controversy over a recent incident that already has some members of the African American community up in arms.

This latest flap started Monday, when the New York Times ran a piece about an American Civil Liberties Union analysis finding that nationwide, Black Americans were four times more likely to be arrested than white people on charges of marijuana possession in 2010.

On Tuesday, the East Bay Express drew attention to that report. Then, the Chronicle ran a story suggesting that racial disparity in marijuana arrests extends to San Francisco – a city where white people have such affinity for weed that they’re known to congregate in droves not only on Hippie Hill but also Dolores Park to commemorate 4/20 with collective puffs of smoke.

The Chronicle piece seizes on 2010 data to back up its claim, noting:

“Black residents made up 6 percent of San Francisco’s population in 2010 while whites comprised 55 percent. The ACLU report said that of 298 marijuana possession arrests that year, 99 were black suspects and 195 were white suspects.” This would appear to suggest that a disproportionate number of Black suspects were arrested for marijuana possession. The Chron also pointed out, “the ACLU’s report analyzed arrest data from 2001 through 2010.”

Earlier today, the SFPD issued a response, apparently attempting to set the local press straight. It states: “This is not so. The San Francisco Police Department does not racially profile.”

To back up its claim, officers in the SFPD’s Media Relations Unit wrote: 

“In 2011, the SFPD made over 23,000 arrests, of which 14,000 were classified as misdemeanors. Today, Chief [Greg] Suhr reviewed all 11 misdemeanor marijuana arrest reports from 2011. All 11 misdemeanor marijuana charges were secondary to other charges, e.g., outstanding warrants, weapons possession, drunk in public, for which the person (four white males, three black males, two black females, one Hispanic male, and one white female) were arrested and booked. It is evident that the misdemeanor marijuana arrests cited in the article were made using sound police procedure pertaining to criminal activity and not by racial profiling.”

But this response fails to address the ACLU’s findings head on. If the New York Times and Chronicle pieces specifically hinged on 2010 figures, why did Suhr review data from 2011? The only hint comes in the SFPD statement, which notes that 2011 “was Chief Suhr’s first year as chief.”

Salon says, “Ladies, shush! People paid good money for Michelle Obama and rape”

Hey, remember Code Pink during the Bush years?  “Why can’t those old, shriveled, nagging dyke hags stop screaming about Iraq and stuff,” seemed to be the reaction of most of America and the media.

Meanwhile, even many of us wholly sympathetic to their message cringed a bit in our Internet-ringside seats as the valiant fuschia-clad ladies yelled, and yelled, and yelled. Even at Hillary Clinton and Nancy Pelosi! (Clutch pearls.) And hey, they’re still doing it. Even at Obama! (Clutch pearls tighter.)

Weren’t they hurting our cause with all this rudeness? Why could they just sit down at their Dell Gateway computers, dial up AOL, and write a firmly worded comment on the New York Times site like the rest of us. What about civility? WHO WILL THINK OF THE CIVILITY?

Now, of course, with the distance of time and the realization of just how awful that political period was still dawning, it’s like, “Thank fucking god someone was doing something real, however quixotic.”

And yet, the sorry clutching of pearls in the face of female resistance continues. Why can’t women just pipe down about stuff? Especially those whiny ol’ man-hater ones.

If you’re awake today, you’re hearing about how Ellen Sturtz of Berkeley-based gay rights activist group GetEQUAL “heckled” Michelle Obama at a $10,000 per person DNC fundraiser by loudly demanding that President Obama issue an executive order protecting LGBTs from discrimination by companies that contract with the federal government. “I’m a lesbian looking for federal equality before I die,” she shouted. WELL, I NEVER!

Michelle Obama left the podium, confronted Sturtz (whose description in almost every major news account incorporates the phrase “56-year-old lesbian activist” or, better, “a divorced lesbian” — because you know what that means: shrieky shrieky!), and told the crowd that it had to choose whether it wanted to hear her or Sturtz. Sturtz replied that she’d gladly take the mic. But, duh, the fancy crowd chose Obama, and Sturtz was promptly hauled off by security — thank god for our great country’s sake, and that of general decorum also.

Of course this episode is being touted, even by liberal-leaning outlets, as Michelle’s great “smackdown,” a “verbal chin check,” a brilliant takedown. She has had it, get huh! That angry lesbian got what she deserved.

But the most disappointing — and frankly shocking — take was by Mary Elizabeth Williams of Salon. In an incredibly weird and misguided post this morning called “Michelle Obama’s Heckler Win,” Williams decries any kind of disruptive protest, let alone one at a $10,000 per person fundraiser, my stars, because it’s forcing your values on someone else

“[Sturtz] explains her actions by saying, “I simply couldn’t stay silent any longer.” And she did manage to draw attention to the issue. But she did it by being rude and boorish, so where’s the satisfaction in that? The headline-grabbing outburst is a common ploy, one that, it depresses me to say, is far too often used by those of us here on the crunchy left. We can say that dire circumstances call for extreme reactions, but really, all that heckling does is broadcast to the world, “What I feel right this moment is more important than what everybody else in the room paid money to experience.”

Nevermind for a minute if Sturtz paid her money, too, or that Williams is privileging money over expression and using a common rightwing troll attack trope (protesting is infringing on freedom) — but seriously, WTF? Heaven forbid people get what they paid for at a political fundraiser … actual politics. (Obama was on her usual schtick about ‘we must help the poor children of Chicago.” Pretty sure not much of that $10,000 was going South of the Loop.)

Could everyone please just sit quietly after they give all their money to Michelle Obama or whoever because FREEDOM OF MONEY? Thanks. If you’re upset about something, organize your own million-dollar fundraiser. These people paid to worship Michelle, not hear about your discrimination under the hypocritical administration she’s representing. Why don’t you crunchy lefties understand that?

But wait, there’s worse. In her Salon piece, Williams extends her “please don’t ruffle the money feathers” to an incident that blew up last year when a woman, during a rape-based routine at a Daniel Tosh comedy show, stood up and yelled, “actually rape jokes are never funny!” (Tosh then suggested the crowd gang-rape the woman — and oh boy, did Mary Elizabeth Williams have some fucked up opinions about that at the time.) Her post this morning continues:

“Last summer, a comedy club patron enticed Daniel Tosh to make some very unfortunate remarks about rape – an event that was set in motion when the woman decided, “I felt that sitting there and saying nothing, or leaving quietly, would have been against my values as a person and as a woman.”  In other words, much like Sturtz, she decided that her values should be made known to everyone in the audience, because they were more important than anything anybody else was saying or doing. Certainly more important than what the person the rest of the assembly had paid their money to see was saying and doing.”

Um, so of course the woman “enticed” the rape remarks by speaking out against them — she sure was asking for it. She should have just sat there and not imposed her highly unusual and embarrasing “rape is bad” values on people who paid to hear rape jokes. Williams then ends the piece:

“A no-nonsense mom like Michelle Obama could tell you that any 2-year-old in a WalMart can get noticed just by throwing herself on the floor of the sporting goods aisle. That doesn’t mean anybody is going to take her seriously.”

So, just to recap, raising your voice for equality at a $10,000 per person fundraiser is just as annoying as standing up against rape jokes (which you caused in the first place) because you’re being a bully to all these people who paid money. Don’t ever speak up about injustice because you’re being a baby. Live with it like the rest of us, especially here at Salon, which never speaks out about anything to grab attention. 

Got it. Mary Elizabeth Williams, you are a master troll. Not even Code Pink with 10,000 crimson bullhorns could fault your logic. Ellen Sturtz, go to your room — with no equality for dinner.

TOFU AND WHISKEY Trails and Ways have zigged when others zagged. Though in reality, the band’s process is becoming more in line with the path many underground musicians take to create and distribute work in 2013. It’s avoided traditional labels, instead choosing to release a record through a Tumblr-based community project, and before that generated intense web interest with original singles, clever covers, and inspired remixes, building a reputation as a talented crew of globally inspired dream poppers.

And that windy route has paid off. The melodic Oakland quartet, which was named one of the Guardian’s Bands on the Rise earlier this year, will play its biggest headlining show yet this week, Fri/7 at the Independent (9pm, $12, 628 Divisadero, SF. www.theindependentsf.com). It’s part of its first full US (and Canadian) tour. All of this is in celebration of a record that’s been buzzed about since the first hints were dropped a year or so ago: the Trilingual EP is here.

If you’ve been following the band’s trajectory, you’ve heard many of the tracks before. Five-song Trilingual begins with faraway wind chimes and sturdy hand-claps, kicking off new single, “Como Te Vas,” which then builds into a electronic dance pop track with catchy guitar hooks over island synths and layers of echoing Spanish vocals. It bleeds directly into championed early released “Nunca,” lovely and moody “Tereza,” which ends with the sounds of rolling waves, along with previous single, the bossa nova beat driven “Border Crosser” (which supports the National Network for Immigrant and Refugee Rights) and bubbly “Mtn Tune.” A few of the tracks showcase that two female-two male vocal counterpart dynamic of Trails and Ways, others spotlight and highlight one or two voices — all strong in their own right.

“Some of the songs we put out last year but had never given them a home. It’s our debut of songs written and recorded together as this band,” guitarist-vocalist Keith Brower Brown tells me. “Working as this four-piece changed how and what we do to the core. Before we went on this first major tour, we wanted to bring together our work so far — and new material — into this physical object to tour behind, a declaration of who we are and what we’ve done as a band.”

Although the foursome — Brower Brown, bassist Emma Oppen, drummer Ian Quirk, and guitarist-synth player Hannah Van Loon — initially considered expanding Trilingual into an LP, they decided not to force the additional tracks, to let the work settle and grow organically. “We realized that we never want to rush a full-length out the door. A lot of things have happened really fast for us — especially given that we’ve just been doing all this on top of demanding jobs and other projects.” (That ends soon; two of the four quit working full-time jobs on May 31, so when they return home from tour, they’ll be spending “infinite time” on their music.)

“If you’re too deep in the echo chamber you can feel this pressure to kick out new material every week. But when we put out a debut LP we want it to be as good as the albums that inspire us to make this music.”

It’s this kind of careful attention to detail that draws listeners in to Trails and Ways, the delicate layers of sound, the snippets of additional beats and instruments. Each track tells a story, and is intended to take a listener on a journey. As Brower Brown points out, that intension is right there in the band’s name. These joint interests in both traveling and exploring other cultures came from the time Brower Brown and bassist Oppen spent living in Brazil and Spain. “When you’re traveling in foreign space, wrestling with language and identity to express yourself takes you — by necessity — to the most creative place I know…and a lot of our songs and musical obsessions were sparked in those moments at the raw edge of translation and incomprehension.”

The band will release the EP through Non-Market, a brand new East Bay based DIY community label in which Trails and Ways are very involved. “We hope [it] will transcend the market of music promotion and distribution, by just having Bay bands write about other Bay bands,” Brower Brown says. “So it’s a open, principled, non-commercial music community.”

Along with being a stop on the band’s “Trans-American Trilingual Tour,” the Independent show is also kind of the label kickoff. The band’s San Francisco openers are local pals, Social Studies — and Astronauts Etc., which has also been a core part of the Non-Market dream.

The tour will take the travel junkies through much of the US and Canada. They’re “looking forward to 8,000 miles of time together in the minivan,” along with the hopes of popping off the road for hikes and lake swimming. The band is also itching to meet Drake in Toronto, and will play the same stage as both Kendrick Lamar and Tom Petty at the Firefly Music Festival in Delaware, plus a show in Chicago with its Portland, Ore. friends Radiation City. Even without the release of a proper full-length LP, the group will be headlining most of its US tour.

 

TOTAL CONTROL

If you somehow missed killer 2012 LP Henge Beat, Total Control is an Australian punk supergroup of sorts, featuring members of Eddy Current Suppression Ring, UV Race, and more. The band, which recently put out a split with Thee Oh Sees, sounds like a mix of Suicide and Joy Division, with lyrics aimed at sci-fi curiosities and paranoid guitar lines doused in just the right amount of doom and gloom.

LUMERIANS

It’s been awhile since we’ve seen the Lumerians out and about in San Francisco, as the five-piece spacey, psychedelic wanderers (also recently described as a “Oakland stoner quintet”) reminded fans on social media this week. They also claim to have some secrets in store for the crowd at this show, which opens with fellow locals Wax Idols, at SF’s newest music venue, the Chapel. With this group, it’s got to be something cosmic.

Local record and book shop the Explorist International (which specializes in rural American music, jazz, international pop and folk, and electronics) is curating shows at Amnesia for the month of June, this week bringing out Sub Pop’s NVH, a.k.a. Noel Von Harmonson of Comets on Fire. With this solo project, the experimental knob-twister and guitarist blasts out mind-numbing soundscapes. SONNY AND THE SUNSETS

To qualify for his job as a security officer, Jerry Longoria had to obtain a license, undergo a background check, and take a drug test. He’s required to wear a suit to work. He’s stationed at a downtown San Francisco high rise that houses Deloitte, a multinational consulting, finance, and real-estate firm that reported $31.3 billion in revenues last year. His employer is Universal Protection Services, a nationwide security contractor with a slick online marketing pitch emphasizing that all guards are “electronically supervised around the clock,” and “kept accountable on the job through our 24-hour command center.”

If an intruder showed up at his office building brandishing a firearm, it would be Longoria’s problem; that’s the job. Nevertheless, he says he doesn’t earn enough to cover rent for an apartment in San Francisco. Instead, he stays in a single room occupancy hotel near Sixth and Mission streets, an area known for a high rate of violent crime. Walking home still wearing the suit makes him stand out on the street.

He’s lived in the 150-unit building, which has shared bathrooms and a shared basement-level kitchen, for 11 years. “It’s affordable for me, and it allows me to be closer to work,” he explains. He can’t afford a car, and says a public transit delay could prove disastrous if he relocated outside the city. “If you’re late to your post, you get fired.”

At press time, about 7,000 security officers throughout the Bay Area and Los Angeles were gearing up for a strike that could begin any day. Members of United Service Workers West, affiliated with Service Employees International Union, authorized their bargaining committee to call for the work stoppage because officers have been without a contract since the end of 2012.

The starting wage for a security officer is $14 an hour in the city, which comes to slightly more than $29,000 a year before taxes. In some places that would be sufficient to meet basic needs. In San Francisco, where the median market rate on rental units recently peaked above $3,000 a month, it doesn’t go very far. “With the cost of living here in San Francisco, $14 an hour is simply not enough to make ends meet,” Kevin O’Donnell, a USWW spokesperson, told us.

The security officers’ threats to strike coincided with a second worker action in the Bay Area last week. Despite lacking any form of union representation, Walmart associates from stores in Richmond, Fremont, and San Leandro affiliated with the nationwide organization OUR Walmart joined 100 employees from across the country in walking off the job and caravanning to Bentonville, Arkansas to raise awareness about their poverty-level wages and insufficient benefits at Walmart’s annual shareholders’ meeting. But first, they paid a visit to the Four Seasons in downtown San Francisco, which houses the 38th floor penthouse apartment of Yahoo CEO Marissa Mayer, a Walmart director.

Despite seeking full-time working opportunities and staying with the company for years, a handful of associates we interviewed said they can’t earn enough at Walmart to cover basic needs, so they rely on government assistance or help from extended family to make ends meet. Some said they had witnessed their coworkers get fired after participating in OUR Walmart activities.

Walmart associates in the Bay Area are in a considerably more precarious situation than the security officers, earning lower hourly wages. But in the pricey Bay Area, security officers, Walmart employees, and scores of other low-wage private sector workers all share something in common. Despite reporting to work every day and working long hours in many cases, they’re forced into impoverished conditions due to economic circumstances, while a middle-class existence remains far out of reach.

FIGHTING FOR STABILITY

ABM Security and Universal Protection Services are the largest employers in the private security contractor industry; in the Bay Area, the majority of guards are stationed at office buildings in downtown San Francisco. On May 30, Supervisors John Avalos, David Campos, David Chiu, Jane Kim and Scott Wiener all voiced support for the guards at a rally outside City Hall. “Better working conditions for security officers mean more stable, family-supporting jobs, less turnover, and more ability to handle challenges at work,” Avalos said.

Matt Roberts has been working as a security officer for years, and originally moved into his unit in a San Francisco SRO in a financial pinch. “I figured, I’ll get out of this rut eventually. And here I am, seven years later, still paying $1,000 a month for a space that’s really not much bigger than a walk-in closet,” he told us. Roberts was terminated recently, and believes it’s because he spoke up to his site director about workplace issues his fellow guards felt needed to be addressed.

In Roberts’ view, the situation he’s found himself in is reflective of the broader erosion of the middle class, which is particularly acute in an area with a soaring cost of living. He was born and raised in San Francisco’s Crocker Amazon district, with a father who worked as a firefighter and a mother who worked as a clerk typist at the Cow Palace.

“They were able to achieve the American dream,” he said. “They had a house, they paid their mortgage off in 25 years, they were able to send me and all my three siblings to good schools. I realized when I was still in my 20s that I’m probably going to be a renter the rest of my life. The American dream is totally eclipsing my generation.”

Keven Adams, a security officer of 23 years who lives in Oakland, also attended the City Hall rally on May 30. “We’re fighting for wages, health care, and stability in the workplace,” Adams said. “We’re in a city we love so very much, but the community and the middle class is shrinking.” Adams said he was once held at gunpoint for four hours during a work shift. He’d love to live in San Francisco, he said, but can’t afford it.

According to a June 3 media advisory, unions throughout the Bay Area were preparing to demonstrate support for the security officers as they geared up to strike. “The support could come in the form of workers attending rallies, non-violent civil disobedience or perhaps even non-security workers refusing to cross picket lines,” according to USWW, “and walking off their own jobs in solidarity.”

‘STAND UP, LIVE BETTER’

Among the small group of protesters who had assembled on the sidewalk far below Mayer’s San Francisco penthouse on May 29 were associates who had taken the drastic and unusual step of going on strike from Walmart — the nation’s largest private employer. Clad in bright green shirts and waving signs, they chanted, “stand up, live better,” a play on Walmart’s slogan, and also, “What do we want? Respect.”

Dominic Ware, who works part-time at a Walmart in San Leandro, led chants and sounded off on a megaphone about the need for greater respect in the workplace. Ware, who’s been involved with OUR Walmart activities on a national level, said he earns $8.65 an hour and stays with his grandmother, since his paycheck isn’t enough to cover rent. He estimated that roughly half his earnings go directly back to Wal-Mart, where he purchases groceries and other basic items. Asked what motivated him to strike, Ware mentioned his daughter, who turned eight on June 1. “What if she has to work there some day?”

He added that some elderly colleagues were experiencing problems such as being unable to get a shift changed so as to catch a bus home at the end of the night. Another one of his coworkers was let go after it became clear to management that he was participating in OUR Walmart activities, Ware said.

While only a tiny fraction of Walmart’s 1.4 million workers took action to strike, their campaign appears to resonate in high places. A report recently released by the Democratic staff of the U.S. House Committee on Education and the Workforce seized on Walmart’s low wages, emphasizing that so many of its workers are forced to turn to government assistance that it is resulting in a collective drag on taxpayers.

“Rising income inequality and wage stagnation threaten the future of America’s middle class,” the report notes. “While corporate profits break records, the share of national income going to workers’ wages has reached record lows. Walmart plays a leading role in this story. Its business model has long relied upon strictly controlled labor costs: low wages, inconsiderable benefits and aggressive avoidance of collective bargaining with its employees. As the largest private-sector employer in the U.S., Wal-Mart’s business model exerts considerable downward pressure on wages throughout the retail sector and the broader economy.”

“New Filipino Cinema 2013”

Fourteen out of the 16 films screening at Joel Shepard and Philbert Ortiz Dy’s co-curated series are American premieres. Aside from being an impressive coup for the programmers, that statistic suggests we don’t get many Filipino movies stateside, despite the country’s thriving cinema industry. All the more reason to visit Yerba Buena Center for the Arts for “New Filipino Cinema 2013,” a five-day, 16-film showcase with several filmmakers appearing in person as well as a panel discussion puzzling over “What is New Filipino Cinema?” One highlight is sure to be the delightfully insane-sounding Tiktik: The Aswang Chronicles, Erik Matti’s horror-comedy about Philippine folklore’s favorite fetus-gobbling monster. Lenka

Here’s a sweet little slice of pop for your foggy SF summer. Lenka’s album Shadows, on her own Skipalong Records, is about as breezy as it gets, with the songwriter’s child-like whisper whipped into pleasant melodies rising over fiddle-de-dee beats and bells; they’re songs that have been described as modern lullabies for adults. But don’t let the lilting pop fool you, the Australian singer-songwriter (and wife of visual artist James Gulliver Hancock, who does much of her album artwork and stage design) has major creative chops, having worked as an actress by age 13 in her homeland, and in collaboration with Australian electronic group Decoder Ring on the soundtrack to ’04’ film Somersault. She’s released a couple of albums on Epic Records since a late aughts move to the US, and her newest, Shadows, drops this week. The song “Show” from her ’08 debut is likely her best known stateside, thanks to its brief appearance in commercials and family-friendly sitcoms. (Emily Savage)

Fossil Collective

Fossil Collective will not offer you a chance to let loose and dance. You may not even sing along with the band at its shows. But its performance doesn’t need any of that. The group is fond of making the type of music you simply love and truly appreciate. Reminiscent of Fleet Foxes, the angelic harmonies of Fossil Collective could take you to the heavens and back. All that finger-picking of the acoustic guitars alone is entrancing enough. “Only when the moon is bright enough/only when the stars are high enough,” croon the brothers in “Let it Go.” Well, the moon is bright enough with this band, and the stars are definitely high enough. The Leeds-based band opens tonight for the Boxer Rebellion. (Hillary Smith)

Sam Amidon

He’s highly derivative; completely unoriginal; a thief. And he’s refreshing because of that. Growing up in Brattleboro, Vt., folk music surrounded Amidon and seeped into his psyche. As he wrote his new album, Bright Sunny South, songs from his youth resurfaced and he would build on or reshape them, The result feels so old and familiar that it’s uncannily thrilling, as if he has the ability to communicate with the ghosts of Irish traditional music, historical Appalachian tunes, and old New England melodies and beckon them into a living frenzy. Once a constant presence on local stages, metal battlecruiser Slough Feg has been hiding in a nebula of late, awaiting the moment to strike. The time is now ripe; the band returns this week to the Eagle Tavern, also recently on hiatus. But though the historic SOMA leather bar has undergone a few renovations, expect no such changes from Slough Feg when it returns to the Eagle’s long-running Thursday Night Live series. The band’s inimitable sound continues to mix galloping classic metal with infectious melody; vocals by singer/guitarist Mike Scalzi veer from Sci-Fi to show tunes to philosophy and sometimes encompass all three at once. San Francisco Ethnic Dance Festival opening performance

You know it’s June when the SF Ethnic Dance Festival (by now just about the oldest event of its kind in the country) returns. Still, without a permanent, or at least a stable home, the Festival with its four weekends of 35 companies and over 500 performers, will perform where it is welcome: at YBCA, the Legion of Honor and closes with an artists’ discussion at the Museum of the African Diaspora. The opening performance by Ballet Folklórico Netzahualcoyotl (Mexico) and Fogo Na Roupa Performing Company (Brasil) will take place in the Rotunda of City Hall. What a great idea to have the seat of government be inundated by the sounds, sights, and sentiments of cultures that were alive and thriving before this city was even a speck on the map. Parquet Courts

The genre “Americana punk” doesn’t describe the music of Parquet Courts as much as it describes their story. The Texans relocated to Brooklyn a few years ago, and now that they’re in a jungle of a city, they’re going to do what they want. With songs off of Light Up Gold (2012) such as “Yr No Stoner,” “No Ideas,” and “Stoned and Starving,” the band projects the attitude of people whose greatest care is deciding between Swedish Fish or licorice. Any laziness in subject, though, is undermined by music that captures and emits real energy. Parquet Courts may be punkish, but they understand where they came from. And considering their weird and exciting breed of rock, we can’t wait to see where they’re going next. (Kerry)

Raissa Simpson’s UNLOCK

Choreographer-dancer Raissa Simpson may best be recognized locally for her nuanced yet powerful performances with Robert Moses Kin and Zaccho Dance Theatre, and as the brain and heart behind the 3rd Street Youth Center and Clinic. For her own Push Dance Company, she has choreographed among others, the early, still eloquent solo Judgement in Milliseconds, the intimate site-specific Mixed Messages as well as an ambitious hip-hop opera, Black Swordsman Saga. For her present eighth season concert she chose a venue she knows inside out: Zaccho Dance Theatre’s recently refurbish performance space. I once witnessed a DJ give up, outright get on the mic and tell us to pack into the main room to see the headliner, an uncomfortable situation on every level, and the difference between a party and a show. Here, Public Works is tricking out the conventional club hierarchy, with dual performances from two headliners, starting with a signature mushroom jazz set from Mark Farina in the loft and Roman Flügel housing the main room. At some point they’ll pull the old switcheroo, not just on the stages, but on genres, showcasing an entirely different sound — house and techno, respectively — from each. (Ryan Prendiville)

How could the theme “Plants from Outer Space” steer you wrong? The San Francisco Succulent and Cactus Society’s annual show and sale is this weekend, and the theme is just that, with plant oddities from around the succulent world on full display. And if you’re picturing Seymour Krelborn squinting upwards after that Total Eclipse of Sun before noticing his own little leafy plant of horror, you’re also in my brain. More to reality however, the show will include California plant vendors with succulents, cacti, and the like, with society members of the nonprofit educational organization on hand to answer all your pertinent plant questions. Said the Whale

So, what did the whale say? The Canadian group Said the Whale may not have a straight answer to that, but it sure wouldn’t mind shooting the bull with you after the show anyways. On stage, it employs this same personable energy. Its upbeat attitude transforms into a deep appreciation of the depressing or fickle moments of life. It has a driving theme of nature in many songs, like in “Hurricane Ada” and “Seasons”. It’s not just the lyrics that reflect this theme though. Stomping, swaying, and thrashing around, the musicians of Said the Whale are all four seasons. Collected, they’re a hurricane. If you’re lucky enough, they’ll sweep you up with them. (Smith)

Heads Up: 8 must-see concerts this week

When does cute become cloying? Because this newly viral video of a baby playing along to the Beatles with his dad is seriously tickling me pink — it’s pretty damn adorable — but after watching it a dozen or so times, it’s left me longing for something noisy and gross, just to wash off the darlingness of it all.

And the best shows this week are something of demonstrative polar opposites as well. There’s sugary Australian pop act Lenka, and fellow Aussie post-punks Total Control, then global dream popsters Trails and Ways, and metal battlecruiser Slough Feg, Americana punks Parquet Courts, and the Sunset Island fest, known as the “electronic music picnic.” They are all in the mix.

If you somehow missed killer 2012 LP Henge Beat, Total Control is an Australian punk supergroup of sorts, featuring members of Eddy Current Suppression Ring, UV Race, and more. The band, which recently put out a split with Thee Oh Sees, sounds like a mix of Suicide and Joy Division, with lyrics aimed at sci-fi curiosities and paranoid guitar lines doused in just the right amount of doom and gloom.

The incoherence of the American right

According to the American Right, circa now, the following are truisms:

The bias in the liberal media is crippling the valiant patriot but to re-implement the Fairness Doctrine (where both sides would get equal time) stifles the same valiant patriot.

An undocumented immigrant must wait ten years and pay massive fines to become an American citizen or at least work here legally and that’s nowhere near the imposition of a half hour background check.

Scientists on no industry’s payroll that say man made climate change is real only do so for “reasons of political advantage” (that are never explained) while scientists that do not are always on the petroleum industry’s payroll are work in “think tanks” funded by same.

In order for Jesus to return, Jews must occupy certain sections of Jerusalem and once they do, Christ (a Jew) will slaughter all but 144 of them. AKA “The Rapture”, a biblical event that’s not in the Bible.

Poor people caused the real estate crash of 2008. Without owning anything.

ACORN’s fraudulent voter registration cost the GOP the White House in 2008 as well. ACORN registered 2 million voters over the course of its entire existence and Obama won by 9.7 million votes.

Sharing bicycles in New York, says one of their mouthpieces in the Wall Street Journal, is “totalitarianism” (because the bikes all look alike)(Bicycles really do set these people off, bike lanes in Colorado, according to the same Right is part of the UN-installed New World Order).

Solar power is more effective in Germany, because they get more sunlight. Never mind that Boston is hundreds of miles south of middle Germany as is Seattle, those two bastions of great sunny weather.

These came to me in 10 minutes. 

These are core beliefs of one of this country’s two major political parties.

Nah, we’re not fucked–really. 

 


Both sides DON’T do it

As someone with a lot of friends and contacts in the real world and on the Net, I hear pretty much every opinion under the sun. From die-hard Communist all the way to equally didactic (and tellingly similar) Objectivist, I get it all day every day. 

Lots of interesting stuff. And it’s no secret where my head is at on most things. I’ll listen to pretty much anything with one major exception–this odd idea that “both sides do it“, that right and left are equally to blame for the gridlock in DC and the animosity elsewhere.

The basis for this thinking, I assume, is Newtonian. For every action, there’s an equal and opposite reaction. If it isn’t physics, it’s metaphysics best expressed by the Byrds’ biblically-derived second #1 hit song, that there’s a time and purpose for everything.

But there isn’t. Politics isn’t physics and left and right aren’t identical yet opposite, which would have to be the case for this proposition to be true. The psychology of the authoritarian vesus that of the anti-establishmentarian is completely dissimilar. If one side sees everything as black and white and a struggle where it’s good vs evil (and they’re the good guys) 100% of the time and the other side believes in nuance, degree of intensity, reason and logic based on evidence, both sides don’t do it. Yes–both sides are engaged in politics. But if one side “makes shit up and then sues for the right to do it legally” and the other is “if it isn’t factual, lose it”, then both sides don’t do it.

Filmmaker Michael Moore expressed it best when talking about his 2007 movie, “Sicko”. Every fact in that film was picked over by fine-toothed comb because he knew that any fuck up would be blasted over our “liberal media” 24/7. Contrast that to the soon to be retired from Congress Michele Bachmann or 2012 GOP candidate Mitt Romney who lied so much that it became impossible to keep up with them. And yet, until her recent campaign finance troubles, Bachmann was rarely if ever called to task in her hometown paper and with Romney, his unending string of fibs actually endeared him to his supporters!

If “both sides do it”, explain this remarkable bit of Anti-Americanism?

Because ”lying for the “cause” is, in the mind of the American Rightist, acceptable, because the cause is a holy war for the “soul of America”. Odd that the same people that lobby for the posting of the 10 Commandments everywhere seem to forget #9, the “false witness” one. 

People on the left lie, too. There is no doubt of that, all people lie to a degree. But claiming that one side’s crapola is identical to the other is like saying that “Red Sox 12, Yankees 2” is a tie, because, after all, both teams scored runs, so they’re equal. Nope, were that so, the score would be 7-7. But that’s math. Which doesn’t lie. And as such, is pesky.

(It has to be said that the people that claim “both sides do it” in correspondance with me are always right-leaning. I think they’re have trouble letting go, but they’re getting there). 

Adlai Stevenson, failed candidate for president said it better than I or anyone else can: I have been thinking that I would make a proposition to my Republican friends… that if they will stop telling lies about the Democrats, we will stop telling the truth about them. 

That was 61 years ago. If he could only see us now.

Week two of blogging here in the books.

To paraphrase your most famous musical export, what a short strange trip its been so far.

I have to admit that it’s taken me aback, the bizarre level of rancor aimed at a website by the same people that can’t seem to live without it. And the even more incredible fixation on the inner workings of a modest media institution that doesn’t pay your bills. It reminds me of the ladies at the local lavanderia completely absorbed in the telenovelas Mexicanas. They seem blissfully content to insert themselves into the lives of their onscreen heroes–here, it isn’t bliss but irate irrationality.

And over what and whom? Tim Redmond? I’ve known Tim 19 years (and he isn’t gonna like this, but fuck it): He isn’t that interesting–in fact, he’s kind of drab. A soccer dad that can’t sing that once tried to convince me of the athletic prowess and brilliance of Alex Smith–you get worked up over THAT? 

The fixation over me, who cares? 

The source of the fury strikes me as plain and simple—people love having sunshine blown up their asses and neither of us care to fill that role. Let’s face it–America, having no royalty or aristocracy invented one, our landed gentry. They play the part of kings and queens and when taken to task for arranging bailouts of their failures or creating sweetheart deals for themselves or having a symbiotic relationship with the people’s stewards, the government, their admirers scream bloody murder. “Class warfare“. Redmond thinks it’s the nonsensical paradigm of “one day I too will be rich and I want to be able to keep all my money”, I don’t. I think it’s more like people don’t want to be reminded of who they really are and can’t blame their paragons for their plight, so it’s either people below them or the messengers (HELLO!) that remind them of their actual and not imagined place.

This is a nation where the top 1% made 121% of the gains in the anemic recovery. And you didn’t and still identify with them. And don’t seem to grasp that Atlas Shrugged was fiction.

The humorist typically portrays the authoritative know-it-all, dispensing faux expertise on Comedy Central’s The Daily Show with Jon Stewart and through his trilogy of satirical almanacs titled Complete World Knowledge. Unsatisfied with conveying pseudo-information to the masses, quasi-legal expert (fake) Judge John Hodgman also adjudicates over everyday silly disputes on a weekly Internet podcast. Like Halloween in springtime, the Cal Academy’s popular Thursday evening nightlife event this time explores the creepier side of life — animal insides. Cheap Girls

Call them loud, reckless, naïve — but don’t call them cheap. Though cranking out a big garage rock is something Cheap Girls could do in their sleep — and well — they’ve been known to slow it down on the few tracks that showcase their pop side and tight vocals. Like on earworm “Her and Cigarettes,” for example, it’s hard to believe this self-ascribed power pop rock group from Lansing, Mich. is not a small acoustic trio. “I love her and cigarettes/we took the long way, so we could have another,” whimpers vocalist Ian Graham in the song, embodying the wayward insecurities and heightened drama of adolescence itself. Hi Ho Silver Oh

The LA-based band Hi Ho Silver Oh converts even the toughest of listeners with its harmonies. Frontperson Casey Trela’s vocals communicate a yearning I’m not sure I’ve felt before. The group’s humor will lure you in almost as much as its sometimes giddy, occasionally melancholic sound. The band’s affinity for good times shines through while performing great tracks, which makes for a set worth checking out. The video for the band’s “My Confessor” displays just this. It profiles a spelling bee gone wrong, starring a washed out principal, juxtaposed with clean vocals, attractive guitar rhythms, and evocative lyrics — it’s an encompassing reflection of the group. Jazzanova’s Jurgen von Knoblauch

“This is one of Jazzanova’s major talents: to combine pieces from very different musical genres. Ludovico Einaudi avoids describing his music any one way; he likely wouldn’t call it classical or modernist, because he feels a plethora of influences inform his pieces. It’s likely if you attend one of his performances you too will have a tough time describing it in one phrase anyway. He offers viewers a cathartic experience — one that is felt on many levels — and takes them through the big emotions of ecstasy and doom, the same emotions Rothko was interested in conveying in his paintings. Like the famous painter, Einaudi’s work is presented on a grand scale. He plays with a raw emotion seldom seen in similar pianists. The intrinsically deep, emotional tones presented in his performances are emphasized by his 11-piece band that includes a string section.(Smith)

Solomon: Our twisted politics of grief

Darwin observed that conscience is what most distinguishes humans from other animals. If so, grief isn’t far behind. Realms of anguish are deeply personal — yet prone to expropriation for public use, especially in this era of media hyper-spin. Narratives often thresh personal sorrow into political hay. More than ever, with grief marketed as a civic commodity, the personal is the politicized.

The politicizing of grief exploded in the wake of 9/11. When so much pain, rage and fear set the U.S. cauldron to boil, national leaders promised their alchemy would bring unalloyed security. The fool’s gold standard included degrading civil liberties and pursuing a global war effort that promised to be ceaseless. From the political outset, some of the dead and bereaved were vastly important, others insignificant. Such routine assumptions have remained implicit and intact.

The “war on terror” was built on two tiers of grief. Momentous and meaningless. Ours and theirs. The domestic politics of grief settled in for a very long haul, while perpetual war required the leaders of both major parties to keep affirming and reinforcing the two tiers of grief.

For individuals, actual grief is intimate, often ineffable. Maybe no one can help much, but expressions of caring and condolences can matter. So, too, can indifference. Or worse. The first years of the 21st century normalized U.S. warfare in countries where civilians kept dying and American callousness seemed to harden. From the USA, a pattern froze and showed no signs of thawing; denials continued to be reflexive, while expressions of regret were perfunctory or nonexistent

Drones became a key weapon — and symbol — of the U.S. war trajectory. With a belated nod to American public opinion early in the century’s second decade, Washington’s interest in withdrawing troops from Afghanistan did not reflect official eagerness to stop killing there or elsewhere. It did reflect eagerness to bring U.S. warfare more into line with the latest contours of domestic politics. The allure of remote-control devices like drones — integral to modern “counterterrorism” ideas at the Pentagon and CIA — has been enmeshed in the politics of grief. So much better theirs than ours.

Many people in the United States don’t agree with a foreign policy that glories in use of drones, cruise missiles and the like, but such disagreement is in a distinct minority. (A New York Times/CBS poll in late April 2013 found Americans favoring U.S. overseas drone strikes by 70 to 20 percent.) With the “war on terror” a longtime fact of political life, even skeptics or unbelievers are often tethered to some concept of pragmatism that largely privatizes misgivings. In the context of political engagement — when a person’s internal condition is much less important than outward behavior — notions of realism are apt to encourage a willing suspension of disbelief. As a practical matter, we easily absorb the dominant U.S. politics of grief, further making it our politics of grief.

The amazing technology of “unmanned aerial vehicles” glided forward as a satellite-guided deus ex machina to help lift Uncle Sam out of a tight geopolitical spot — exerting awesome airpower in Afghanistan and beyond while slowing the arrival of flag-draped coffins back home. More airborne killing and less boot prints on the ground meant fewer U.S. casualties. All the better to limit future grief, as much as possible, to those who are not us.

However facile or ephemeral the tributes may be at times, American casualties of war and their grieving families receive some public affirmation from government officials and news media. The suffering had real meaning. They mattered and matter. That’s our grief. But at the other end of American weaponry, their grief is a world of difference.

In U.S. politics, American sorrow is profoundly important and revs up many rhetorical engines; the contrast with sorrow caused by the American military could hardly be greater. What is not ignored or dismissed as mere propaganda is just another unfortunate instance of good intentions gone awry. No harm intended, no foul. Yet consider these words from a Pakistani photographer, Noor Behram, describing the aftermath of a U.S. drone attack: “There are just pieces of flesh lying around after a strike. You can’t find bodies. So the locals pick up the flesh and curse America. They say that America is killing us inside our own country, inside our own homes, and only because we are Muslims.

A memorable moment in the film Lincoln comes when the president says, “Things which are equal to the same thing are equal to each other” — in 1865, a daring leap for a white American assessing race. Truly applying the same Euclidean theorem to grief would be just as daring now in U.S. politics. Let’s face it: in the American political culture of our day, all grief is not created equal. Not even close.

We might say ’twas ever thus: countries and ethnic groups mourn their own while yawning or even rejoicing at the agonies of some “others.” And when grief weighs in on the U.S. political scale, the heaviness of our kind makes any other secondary at best. No wonder presidents have always been wary of red-white-and-blue coffins at Andrews Air Force Base. No wonder “Bring our troops home” is such an evergreen slogan of antiwar activism. If the only grief that matters much is American, then just getting Americans out of harm’s way is the ticket. The demand — like empathy for the war-torn grief of Americans — is vital. And grievously incomplete.

The world’s only superpower has been operating with vast impunity to strike targets and, in effect, summarily execute. (President Obama’s big speech on May 23 reasserted that prerogative; as the ACLU’s president Anthony Romero pointed out, Obama “still claims broad authority to carry out targeted killings far from any battlefield, and there is still insufficient transparency.”)  For American politics and mass media — perennially infatuated with the Pentagon’s latest tech advances in military capacities — such enormous power to smite presumptive evildoers has fed into a condition of jingo-narcissism. Some of its manifestations could be viewed as sociopathic: unwilling or unable to acknowledge, or evidently care much about, the pain of others.

Or the terror of others, if we are causing it. In the American political lexicon, terror — the keynote word for justifying the U.S. state of warfare so far in this century — is a supreme epithet, taken as ours to confer and to withhold. Meanwhile, by definition, it goes without saying, our leaders of the “war on terror” do not terrorize. Yet consider these words from New York Times reporter David Rohde, recalling his captivity by the Taliban in 2009 in tribal areas of Pakistan: “The drones were terrifying. From the ground, it is impossible to determine who or what they are tracking as they circle overhead. The buzz of a distant propeller is a constant reminder of imminent death.”

As part of tacit job descriptions, the U.S. network anchor or the president is highly selective in displayed compassion for the grieving. It won’t do to be seen with watery eyes when the Pentagon has done the killing (“friendly fire” a notable exception). No rulebook need be published, no red lines openly promulgated; the gist remains powerfully inherent and understood. If well acculturated, we don’t need to ask for whom the bell tolls; we will be informed in due course. John Donne, meet Orwell and Pavlov.

The U.S. Constitution — if not international law or some tenacious kind of idealism — could prevent presidential “kill lists” from trumping due process. But, as Amy Davidson wrote in a New Yorker online column last year, the operative approach is: “it’s due process if the president thinks about it.” Stephen Colbert summed up: “The Founders weren’t picky. Trial by jury, trial by fire, rock-paper-scissors — who cares?” After all, “Due process just means there’s a process that you do.” Satire from Colbert has been far more candid than oratory from President Obama, whose May 23 speech claimed a commitment to “due process” and declared: “I’ve insisted on strong oversight of all lethal action.”

Bypassing due process and shrugging off the human consequences go hand in hand. At the same time, it can be reassuring when the commander in chief speaks so well. But Obama’s lengthy speech at the National Defense University laid out a global picture with a big missing piece: grief due to U.S. military attacks. The only mention was a fleeting understatement (“for the families of those civilians, no words or legal construct can justify their loss”), instantly followed by a focus on burdens of top perpetrators: “For me, and those in my chain of command, these deaths will haunt us as long as we live…” As usual, the grief of the USA’s victims was quickly reframed in terms of American dilemmas, essential goodness and standing in the world. So, while Obama’s speech called for “addressing the underlying grievances and conflicts that feed extremism, from North Africa to South Asia,” some crucial grievances stoking the conflicts were off the table from the outset; grief and rage caused by U.S. warfare remained out of the picture.

Transcendent and truly illuminating grief is to be found elsewhere, close to home. “The greatest country in the world” presumes to shoulder the greatest grief, with more access to profundities of death. No wailing and weeping at the scene of a drone strike, scarcely reported by U.S. media anyway, can hold a candle. For American grief to be only as weighty as any other just won’t do. We’re number one! A national narrative of emotional supremacy.

Our politics of grief, bouncing off the walls of U.S. media echo chambers, are apt to seem natural and immutable while fueling much of the domestic political rhetoric that drives U.S. foreign policy. The story goes that we’re sinned against yet not sinning, engaged in self-protection, paying to defend ourselves. Consider the Google tallies for two phrases. “U.S. defense budget”: nearly 4,000,000. “U.S. military budget”: less than 100,000.

But for those in communities grieving the loss of people struck down by the USA’s “Defense Department,” the outlook is inverted. To be killed is bad enough. But to be killed with impunity? To be killed by a machine, from the sky, a missile fired by persons unseen who do not see who they’re killing from hundreds or thousands of miles away? To be left to mourn for loved ones killed in this way?

When, from our vantage point, the grief of “others” lacks major verisimilitude, their resentment and rage appear irrational. Heaven forbid that such emotions could give rise to deadly violence approaching the level of our own. People who are uneducated and unclear on the American concept sometimes fail to appreciate that our perception is to be enforced as hegemonic reality. By a kind of fiat we can elevate with fervent validation some — some — others’ grief. As for the rest, the gradations of importance of their grief, and the legitimacy of their resort to violence, are to be determined by our judicious assessment; for further information, contact the State Department.

There may be no worse feeling of human powerlessness than inability to prevent the death of a loved one. The unmatched power of bereavement forces people to cope with a basic kind of human algebra: love + death = grief. Whether felt as a sudden ghastly deluge or as a long series of sleeper waves with awful undertows, real grief can turn upbeat memories into mournful ones; remembering becomes a source of anguish, so that, as Joan Didion wrote, “Memories are what you no longer want to remember.” Ultimately, intimately, the human conditions of loss often move people to places scarcely mapped by standard news coverage or political rhetoric.

Imagine living in a village in Pakistan or Afghanistan or Yemen. From the sky, death has been visited on neighbors, and drones keep hovering. (As now-former Times reporter Rohde pointed out: “Drones fire missiles that travel faster than the speed of sound. A drone’s victim never hears the missile that kills him.”) Overhead are drones named Reaper, shooting missiles named Hellfire. Have the heavens been grabbed by people who think their instruments of death are godly?

“When scientific power outruns moral power,” Martin Luther King Jr. said, “we end up with guided missiles and misguided men.” For America, drones and other highest-tech weapons are a superb technological means of off-loading moral culpability from public agendas; on the surface, little muss, less fuss.

Disembodied killing offers plenty of pluses in U.S. politics, especially when wars become protracted. From Vietnam to Afghanistan, the reduction of troop levels has cut the number of American deaths (easing the grief that “counts”) in tandem with more bombardment from the air (causing the “other” grief). Today’s domestic politics of grief are akin to what emerged after mid-1969, when President Nixon initiated a steady withdrawal of U.S. troops from South Vietnam. During the three years that followed, Nixon reduced the number of soldiers in Vietnam by nearly half a million, to 69,000. During the same three years, the U.S. government dropped 3.5 million tons of bombs on Vietnam — more than all the bombing in the previous five years.

Then, as now, the official scenario had U.S. troops thinning on the ground, native troops taking up more of the combat burden, and the Pentagon helpfully bombing from the sky as only Americans could “know how.” Independent journalist I. F. Stone astutely identified the paradigm in 1970, when the White House struggled with fading public support for the war. The revamped policy, Stone wrote, was “imperialism by proxy,” aiming to buy “low-wage soldier-power,” an approach that “will be seen in Asia as a rich white man’s idea of fighting a war: we handle the elite airpower while coolies do the killing on the ground.” Stone would have swiftly recognized the pattern in President Obama’s upbeat statement on May 23 that “we will work with the Afghan government to train security forces and sustain a counterterrorism force.”

The number of U.S. ground troops in Afghanistan was down by one-third, to 66,000, at the start of this year, when Obama announced plans to gradually withdraw the remaining troops over a period of two years. High-tech warfare would pick up the slack. The outgoing Defense Secretary, Leon Panetta, told a news conference that a key mission in Afghanistan, persisting after 2014, would be “counterterrorism,” a buzzword for heavy reliance on airpower like drones and cruise missiles. Such weapons would give others grief.

A top “national security” adviser to the president, John Brennan, said as much in an April 2012 speech. “As we have seen,” he noted, “deploying large armies abroad won’t always be our best offense. Countries typically don’t want foreign soldiers in their cities and towns.” The disadvantages of “large, intrusive military deployments” were many. “In comparison, there is the precision of targeted strikes.”

But such “precision” is imperfect enough to be an other’s calamity. Likewise, the extreme relativity of “agony.” At his Senate confirmation hearing to become CIA director in February 2013, Brennan spoke of “the agony we go through” in deciding which individuals to target with drones. Perhaps to square some circles of cognitive dissonance, those who inflict major violence often seem moved to underscore their own psychological pain, their own mental wounds. (As if to say, This hurts me as much as it hurts them; maybe even more, given my far more acute moral sensitivities.) When the focus is on the agony of the perpetrators, there may be less room left to consider the grief of their victims.

Shifting the burden of protracted war easily meshes with a zero-sum geopolitical game. Official enthusiasm for air strikes has correlated with assurances that Americans would be facing much less grief than allied others. So, near the end of 2012, the USA Today front page reported that “the number of U.S. deaths in Afghanistan is on track to decline sharply this year, reflecting the drawdown in U.S. forces” — while the death toll for Afghan government forces had climbed to ten times the U.S. level. These developments were recounted as progress all the way around.

As top officials in Washington move to lighten the political load of American grief, their cost-benefit analyses find major strategic value in actions that inflict more grief on others. Political respects must be paid. Elites in the war corps and the press corps do not have infinite tolerance for American deaths, and the Pentagon’s latest technology for remote killing is a perpetual favorite. In the long run, however, what goes around tends to come around.

Advice offered by scholar Eqbal Ahmad before 9/11 bears repeating and pondering: “A superpower cannot promote terror in one place and reasonably expect to discourage terrorism in another place. It won’t work in this shrunken world.”
After the “war on terror” gained momentum, Martin Luther King III spoke at a commemoration of his father’s birth and said: “When will the war end? We all have to be concerned about terrorism, but you will never end terrorism by terrorizing others.” That was more than nine years ago.

The intersection of Cesar Chavez and Evans Avenue is a good enough place to start. Face south.

Behind you is Potrero Hill, once a working-class neighborhood (and still home to a public housing project) where homes now sell for way more than a million dollars and rents are out of control. In front, down the hill, is one of the last remaining industrial areas in San Francisco.

Go straight along Evans and you find printing plants, an auto-wrecking yard, and light manufacturing, including a shop that makes flagpoles. Take a right instead on Toland, past the Bonanza restaurant, and you wander through auto-glass repair, lumber yards, plumbing suppliers, warehouses, the city’s produce market — places that the city Planning Department refers to at Production, Distribution, and Repair facilities. Places that still offer blue-collar employment. There aren’t many left anywhere in San Francisco, and it’s amazing that this district has survived.

Cruise around for a while and you’ll see a neighborhood with high home-ownership rates — and high levels of foreclosures. Bayview Hunters Point is home to much of the city’s dwindling African American population, a growing number of Asians, and much higher unemployment rates than the rest of the city.

Now pull up the website of the Association of Bay Area Governments, a well-funded regional planning agency that is working on a state-mandated blueprint for future growth. There’s a map on the site that identifies “priority development area” — in planning lingo, PDAs — places that ABAG, and many believers in so-called smart growth, see as the center of a much-more dense San Francisco, filled with nearly 100,000 more homes and 190,000 new jobs.

Guess what? You’re right in the middle of it.

The southeastern part of the city — along with many of the eastern neighborhoods — is ground zero for massive, radical changes. And it’s not just Bayview Hunters Point; in fact, there’s a great swath of the city, from Chinatown/North Beach to Candlestick Park, where regional planners say there’s space for new apartments and condos, new offices, new communities.

It’s a bold vision, laid out in an airy document called the Plan Bay Area — and it’s about to clash with the facts on the ground. Namely, that there are already people living and working in the path of the new development.

And there’s a high risk that many of them will be displaced; collateral damage in the latest transformation of San Francisco.

CLIMATE CHANGE AND “SMART GROWTH”

The threat of global climate change hasn’t convinced the governor or the state Legislature to raise gas taxes, impose an oil-severance tax, or redirect money from highways to transit. But it’s driven Sacramento to mandate that regional planners find ways to reduce greenhouse gas emissions in California cities.

The bill that lays this out, SB375, mandates that ABAG, and its equivalents in the Los Angeles Basin, the Central Coast, the Central Valley and other areas, set up “Sustainable Communities Strategies” — land-use plans for now through 2040 intended to reduce greenhouse gas emissions by 15 percent.

The main path to that goal: Make sure that most of the 1.1 million people projected to live in the Bay Area by 2040 be housed in already developed areas, near transit and jobs, to avoid the suburban sprawl that leads to long commutes and vast amounts of car exhaust.

The notion of smart growth — also referred to as urban infill — has been around for years, embraced by a certain type of environmentalist, particularly those concerned with protecting open space. But now, it has the force of law.

And while ABAG is not a secret government with black helicopters that can force cities to do its will — land-use planning is still under local jurisdiction in this state — the agency is partnering with the Metropolitan Transportation Commission, which controls hundreds of millions of dollars in state and federal transportation money. And together, they can offer strong incentives for cities to get in line.

Over in Contra Costa and Marin counties, at hearings on the plan, Tea Party types (yes, they appear to exist in Marin) railed against the notion of elite bureaucrats forcing the wealthy enclaves of single-family homes to accept more density (and, gasp, possibly some affordable housing). In San Francisco, it’s the progressives, the transit activists, and the affordable housing people who are starting to get worried. Because there’s been almost zero media attention to the plan, and what it prescribes for San Francisco is alarming — and strangely nonsensical.

Under the ABAG plan, San Francisco would approve 92,400 more housing units for 280,000 more people. The city would host 190,000 more jobs, many of them in what’s called the “knowledge economy,” which mostly means high tech. Second and third on the list: Health and education, and tourism.

The city currently allows around eight cars for every 10 housing units; as few as five in a few neighborhoods, at least 10 in many others. And there’s nothing in any city or regional plan right now that seeks to change that level of car dependency. In fact, the regional planners think that single-occupancy car travel will be the mode of choice for 48 percent of all trips by 2040 — almost the same as it is today.

And since most of the new housing will be aimed at wealthier people, who are more likely to own cars and avoid catching buses, San Francisco could be looking for ways to fit 73,000 more cars onto streets that are already, in many cases, maxed out. There will be, quite literally, no place to park. And congestion in the region, the planners agree, will get a whole lot worse.

That seems to undermine the main intent of the plan: Transit-oriented development only works if you discourage cars. In a sense, the car-use projections are an admission of failure, undermining the intent of the entire project.

The vast majority of the housing that will be built will be too expensive for much of the existing (and even future) workforce and will do little to relieve the pressure on lower income people. But there is nothing whatsoever in the plan to ensure that there’s money available to build housing that meets the needs of most San Franciscans.

Instead, the planners acknowledge that 36 percent of existing low-income people will be at risk for displacement. That would be a profound change in the demographics of San Francisco.

Of course, adding all those people and jobs will put immense pressure on city services, from Muni to police, fire, and schools — not to mention the sewer system, which already floods and dumps untreated waste into the Bay when there’s heavy rain. Everyone involved acknowledged those costs, which could run into the billions of dollars. There is nothing anywhere in any of the planning documents addressing the question of who will pay for it.

THE NUMBERS GAME

Projecting the future of a region isn’t easy. Job and population growth isn’t a straight line, at best — and when you’re looking at a 25-year window in a boom-and-bust area with everything from earthquakes to sea-level rise factoring in, it’s easy to say that anyone who claims to know what’s going to happen in 2040 is guessing.

But as economist Stephen Levy, who did the regional projections for ABAG, pointed out to us, “You have to be able to plan.” And you can’t plan if you don’t at least think about what you’re planning for.

Levy runs the Center for the Continuing Study of the California Economy, and he’s been watching trends in this state for years. He agrees that some of his science is, by nature, dismal: “Nobody projects deep recessions,” much less natural disasters. But overall, he told me, it’s possible to get a grip on what planners need to prepare for as they write the next chapter of the Bay Area’s future.

And what they have to plan for is a lot more people.

Levy said he started with the federal government’s projections for population growth in the United States, which include births and deaths, immigration, and out-migration, using historic trends to allocate some of that growth to the Bay Area. There’s what appears at first to be circular logic involved: The feds (and most economists) project that job growth nationally will be driven by population — that is, the more people live in the US, the more jobs there will be.

Population growth in a specific region, on the other hand, is driven by jobs — that is, the more jobs you have in the Bay Area, the more people will move here.

“Jobs in the US depend on how many people are in the labor force,” he said. “Jobs in the Bay Area depend on our share of US jobs and population depends on relative job growth.”

Make sense? No matter — over the years it’s generally worked. And once you project the number of people and jobs expected in the Bay Area, you can start looking at how much housing it’s going to take to keep them all under a roof.

Levy projects that the Bay Area’s share of jobs will be higher than most of the rest of the country. “This is the home of the knowledge industry,” he told me. So he’s concluded that population in the Bay Area will grow from 7.1 million to 9.2 million — an additional 2.14 million people. They’ll be chasing some 1.1 million new jobs, and will need 660,000 new housing units.

Levy stopped there, and left it to the planners at ABAG to allocate that growth to individual cities — and that’s where smart growth comes in.

For decades in the Bay Area, particularly in San Francisco, activists have waged wars against developers, trying to slow down the growth of office buildings, and later, luxury housing units. At the same time, environmentalists argued that spreading the growth around creates serious problems, including sprawl and the destruction of farmland and open space.

Smart growth is supposed to be an alternative: the idea is to direct new growth to already-established urban areas, not by bulldozing over communities (as redevelopment agencies once did) but by the use of “infill” — directing development to areas where there’s usable space, or by building up and not out.

ABAG “focused housing and jobs growth around transit areas, particularly within locally identified Priority Development Areas,” the draft environmental impact report on the plan notes.

The draft EIR is more than 1,300 pages long, and it looks at the ABAG plan and several alternatives. One alternative, proposed by business groups, would lead to more development and higher population gains. Another, proposed by community activist groups including Public Advocates, Urban Habitat, and TransForm, is aimed at reducing displacement and creating affordable housing; that one, it turns out, is the “environmentally preferred alternative.” (See sidebar).

But no matter which alternative you look at, two things leap out: There is nothing effective that ABAG has put forward to prevent large-scale displacement of vulnerable communities. And despite directing growth to transit corridors, the DEIR still envisions a disaster of traffic congestion, parking problems, and car-driven environmental wreckage.

THE DISPLACEMENT PROBLEM

ABAG has gone to some lengths to identify what it calls “communities of concern.” Those are areas, like Bayview Hunters Point, Chinatown, and the Mission, where existing low-income residents and small businesses face potential displacement. In San Francisco, those communities are, to a great extent, the same geographic areas that have been identified as PDAs.

And, the DEIR, notes, some degree of displacement is a significant impact that cannot be mitigated. In other words, the gentrification of San Francisco is just part of the plan.

In fact, the study notes, 36 percent of the communities of concern in high-growth areas will face displacement pressure because of the cost of housing. And that’s region wide; the number in San Francisco will almost certainly be much, much higher.

Miriam Chion, ABAG’s planning and research director, told me that displacement “is the core issue in this whole process.” The agency, she said, is working with other stakeholders to try to address the concern that new development will drive out longtime residents. But she also agreed that there are limited tools available to local government.

The DEIR notes that ABAG and the MTC will seek to “bolster the plan’s investment in the Transit Oriented Affordable Housing Fund and will seek to do a study of displacement. It also states: “In addition, this displacement risk could be mitigated in cities such as San Francisco with rent control and other tenant protections in place.”

There isn’t a tenant activist in this town who can read that sentence with a straight face.

The problem, as affordable housing advocate Peter Cohen puts it, is that “the state has mandated all this growth, but has taken away the tools we could use to mitigate it.”

That’s exactly what’s happened in the past few decades. The state Legislature has outlawed the only effective anti-displacement laws local governments can enact — rent controls on vacant apartments, commercial rent control, and eviction protections that prevent landlords from taking rental units off the market to sell as condos. Oh, and the governor has also shut down redevelopment agencies, which were the only reliable source of affordable housing money in many cities.

Chion told me that the ABAG planners were discussing a list of anti-displacement options, and that changes in state legislation could be on that list. Given the power of the real-estate lobby in the state Capitol, ABAG will have to do more than suggest; there’s no way this plan can work without changing state law.

Otherwise, eastern San Francisco is going to be devastated — particularly since the vast majority of all housing that gets built in the city, and that’s likely to get built in the city, is too expensive for almost anyone in the communities of concern.

“This plan doesn’t require affordable housing,” Cindy Wu, vice-chair of the San Francisco Planning Commission, told me. “It’s left to the private market, which doesn’t build affordable housing or middle-class housing.”

In fact, while there’s plenty of discussion in the plan about where money can come from for transit projects, there’s virtually no discussion of the billions and billions that will be needed to produce the level of affordable housing that everyone agrees will be needed.

Does anyone seriously think that developers can cram 90,000 new units — at least 85 percent of them, under current rules, high-cost apartments and condos that are well beyond the range of most current San Franciscans — into eastern neighborhoods without a real-estate boom that will displace thousands of existing residents?

Let’s remember: Building more housing, even a lot more housing, won’t necessarily bring down prices. The report makes clear that the job growth, and population boom that accompanies it, will fuel plenty of demand for all those new units.

Steve Woo, senior planner with the Chinatown Community Development Center, sees the problem. In a letter to ABAG, he notes: “Plan Bay Area and its DEIR has analyzed the displacement of low-income people and explicitly acknowledges that it will occur. This is unacceptable for San Francisco and for Chinatown, where the pressures of displacement have been a constant over the past 20 years.”

Adds the Council of Community Housing Organizations: “It would be irresponsible for the regional agencies to advance a plan that purports to ‘improve’ the region’s communities as population grows while the plan simultaneously presents great risk and uncertainty for many vulnerable communities.”

Jobs are at stake, too — not tech jobs or office jobs, which ABAG projects will expand, but the kind of industrial jobs that currently exist in the priority development areas.

Calvin Welch, who has been watching urban planning and displacement issues in San Francisco for more than 40 years, puts it bluntly: “It is axiomatic that market-rate housing drives out blue-collar jobs,” he said.

Of course, there’s another potential problem: Nobody really knows where jobs will come from in the next 25 years, whether tech will continue to be the driver or whether the city’s headed for a second dot-com bust. San Francisco doesn’t have a good record of building for projected jobs: In the mid-1980s, for example, the entire South of Market area (then home to printing, light manufacturing, and other blue-collar jobs) was rezoned for open-floor office space because city officials projected a huge need for “back-office” functions like customer service.

“Where are all those jobs today?” Welch asked. “They’re in India.”

TOO MANY CARS

For a plan that’s designed to reduce greenhouse gas emissions by moving residential development closer to work areas, Plan Bay Area is awfully pessimistic about transportation.

According to the projections, there will be more cars on the roads in 2040, with more — and much worse — traffic. The DEIR predicts that a full 48 percent of all trips in 2040 will be made by single-occupant vehicles — just slightly down from current rates. The percentage of trips on transit will only be a little bit higher — and there’s no significant increase in projected bicycle trips.

That alone is pretty crazy, since the number of people commuting to work by bike in San Francisco has risen dramatically in the past 10 years, and the city’s official goal is that 20 percent of all vehicle trips will be by bike in the next decade.

Part of the problem is structural. Not everyone in San Francisco 2040 is going to be a high-paid tech worker. In fact, the most stable areas of employment are health services and government — and hospital workers and Muni drivers can’t possibly afford the housing that’s being built. So those people will — the DEIR acknowledges — be displaced from San Francisco and forced to live elsewhere in the region (if that’s even possible). Which means, of course, they’ll be commuting further to work. Meanwhile, if current trends continue, many of the people moving into the city will work in Silicon Valley.

Chion and Levy both told me that the transit mode projections were based on historical trends for car use, and that it’s really hard to get people to give up their cars. Even higher gas prices and abominable traffic delays won’t drive people off the roads, they said.

If that’s the case — if auto culture, which is a top source of global climate change, doesn’t shift at all — it would seem that all this planning is pointless: the seas will rise dramatically, and San Franciscans ought to be buying boats.

“The projections don’t take into account social change,” Jason Henderson, a geography professor at San Francisco State University and a local transportation expert, told me. “And social change does happen.”

Brad Paul, a longtime housing activist who now works for ABAG, said these projections are just a start, and that the plan will be updated every four years. “I think we’re finding that the number of people who want to drive cars will go down,” he said.

Henderson argues that the land-use policy is flawed. He suggests that it would make more sense to increase density in the Bay Area suburbs along the BART lines. “Elegant development in those areas would work better,” he said. You don’t need expensive high-rises: “Four and five stories is the sweet spot,” he explained.

Most of the transportation projects in the plan are already in the pipeline; there’s no suggestion of any major new public transit programs. There is, however, a suggestion that San Francisco adopt a congestion management fee for downtown driving — something that city officials say is the only way to avoid utter gridlock in the future.

SIDELINING CEQA

ABAG and the MTC have a fair amount of leverage to implement their plans. MTC controls hundreds of millions of dollars in transit money; ABAG will be handing out millions in grants to communities that adopt its plan. And under state law, cities that allow development in PDAs near transit corridors can gain an exemption from the California Environmental Quality Act.

CEQA is a powerful tool to slow or halt development, and developers (and some public officials) drool at the prospect of getting a fast-track pass to avoid some of the more cumbersome parts of the environmental review process.

Under SB 375 and Plan Bay Area, CEQA exemptions are available to projects that meet the Sustainable Community Strategy standards and are close to transit corridors. And when you look at the map of those areas, it’s pretty striking: All of San Francisco, pretty much every square inch, qualifies.

That means that almost any project almost anywhere in town can make a case that it doesn’t need to accept full CEQA review.

The most profound missing element in this entire discussion is the cost of all this growth.

You can’t cram 210,000 more residents into San Francisco without new schools, parks, and child-care centers. You can’t protect those residents without more police officers and firefighters. You can’t take care of their water and sewer needs without substantial infrastructure upgrades. And even if there’s state and federal money available for new buses and trains, you can’t operate those systems without paying drivers, mechanics, and support workers.

There’s no question that the new development will bring in more tax money. But the type of infrastructure improvements that will be needed to add 25 percent more residents to the city are really expensive — and every study that’s ever been done in San Francisco shows that the tax benefits of new development don’t cover the costs of public services it requires.

When World War II and the post-war boom in the Bay Area brought huge growth to the region, property taxes and federal and state money were adequate to build things like BART, the freeways, and hundreds of new schools, and to staff the public services that the emerging communities needed. But that all changed in 1978, with the passage of Prop. 13, and two years later, with the election of Ronald Reagan as president.

Now, federal money for cities is down to a trickle. Local government has an almost impossible time raising taxes. And instead of hiking fees for new residential and commercial projects, many communities (including San Francisco) are offering tax breaks to encourage job growth.

Put all that in the mix and you have a recipe for overcrowded buses, inadequate schools, overstressed open space (imagine 10,000 new Mission residents heading for Dolores Park on a nice day), and a very unattractive urban experience.

That flies directly in the face of what Plan Bay Area is supposed to be about. If the goal is to cut down on commutes by bringing new residents into developed urban areas, those cities have to be decent places to live. What would it cost to accommodate this level of new development? Five billion dollars? Ten billion? Nobody knows — because nobody has run those numbers. But they’re going to be big.

Because just as tax dollars have been vanishing, the costs of infrastructure keep going up. It costs a billion dollars a mile to build BART track. It’s costing more than a billion to build a short subway to Chinatown. Just upgrading the sewer system to handle current demands is a $4 billion project.

And if the developers and property owners who stand to make vast sums of money off all of this growth aren’t going to pay, who’s left?

The ABAG planners point out, correctly, that there’s a price for doing nothing. If there’s no regional plan, no proposal for smart growth, the population will still increase, and displacement will still happen — but the greenhouse gas emissions will be even worse, the development more haphazard.

But if the region is going to spend all this money and all this time on a plan to make the Bay Area more sustainable, more livable, and more affordable in 25 years, we might as well push all the limits and get it right.

Instead of looking at displacement as inevitable, and traffic as a price of growth, the planners could tell the state Legislature and the governor that it’s not possible to comply with SB375 — not until somebody identifies the big sums of money, multiples of billions of dollars, needed to build affordable housing; not until there are transit options, taxes, and restrictions on driving.

Because continued car use and massive displacement — the package that’s now facing us — just isn’t an acceptable option.
