Jazz has always been about fusing rather than fusion. But there’s a new generation of improvisational players from around the world who are effortlessly blending wide-ranging cultural and generational ideas in their music. These artists are equally conversant in Ben Webster, Kanye West, and Fela Kuti. They might cover Coltrane and Radiohead, but using contemporary Western instruments. It’s jazz with a global scope, modern sensibility, and an intimate, personal feel.

One musician who is naturally engaging a world of influences in his music is Puerto Rico–born saxophonist David Sanchez. When he brings his new sextet to the Herbst Theatre June 13 to debut music from his just-released album, Cultural Survival (Concord), Sanchez will cap an expansive run of so-called multilingual jazz artists coming through the Bay Area. Preceding Sanchez at venues across the region are saxophonist Charles Lloyd, pianist Marc Cary, bassist Esperanza Spalding, and pianist Edward Simon, who are all bringing variations on the theme of modern jazz as a genre informed by worldwide cultures.

It all starts next week with SFJAZZ’s "Miles from India" concert at the Palace of Fine Arts, a live presentation of the recent Four Quarters album of the same name. Producer Bob Belden and Indian keyboardist and co-arranger Louiz Banks reworked the music of Miles Davis and recorded it with such Davis alumni as bassists Ron Carter, Michael Henderson, and Marcus Miller; keyboardists Chick Corea, Adam Holzman, and Robert Irving III; drummers Jimmy Cobb and Lenny White; and such Indian musicians as Ravi Chari on sitar, Vikku Vinayakram on ghatam, and V. Selvaganesh on khanjira. The composer himself used sitar and tabla on numerous sessions throughout the 1970s, when he began making funkier and more layered, open-ended music.

Davis and numerous jazz musicians before him — from Duke Ellington and Yusef Lateef to Randy Weston and John Handy — integrated musical elements from non-Western cultures into their work. So it’s not surprising that a younger player like Sanchez, who is equally at home improvising with Latin jazz piano legend Eddie Palmieri as he is touring with guitarist Pat Metheny, would meld ethnic nuances of his Caribbean heritage with a postmodern jazz sensibility.

SONG CYCLES


Sanchez’s Cultural Survival is a cycle of seven original songs and one Thelonious Monk ballad. The disc culminates in the 20-minute "La Leyenda del Canaveral," inspired by a poem written by Sanchez’s sister Margarita about African and Caribbean sugar cane plantation workers. It’s a relatively new and spare, though lyrically rhythmic, sound for Sanchez, forged during a three-year immersion in African folkloric recordings from Tanzania, Cameroon, and the Congo, and his impromptu tour with Metheny. "Doing the tour with Pat was really a confirmation for me that there are different sounds out there," Sanchez said from his Atlanta home. The saxophonist has mainly played with a pianist but now works with guitarist Lage Lund in his band.

"In some ways there is more space for me there," he added.

Also exploring new concepts is veteran saxophonist Lloyd, who performs at the Healdsburg Jazz Festival May 31 with his Indian-music–inspired Sangam Trio, which includes percussionist Zakir Hussain and drummer Eric Harland. The band uses its ethnic edges as stepping stones. "It’s really what propels the music," Harland said of the intuitively improvisational trio during an SFJAZZ rehearsal in the city.

Venezuelan pianist Edward Simon also mixes new and old approaches: he studied classical piano at the University of the Arts in Philadelphia and jazz at the Manhattan School of Music before joining trumpeter Terence Blanchard’s band. His new Ensemble Venezuela, which plays the Herbst Theatre June 8, is a sterling gathering of major young players including Mark Turner on saxophone, Marco Granados on flute, Aquiles Báez on cuatro, Ben Street on bass, and Adam Cruz on drums. Báez will also perform with his own band while the local VNote Ensemble (formerly the Snake Trio) offers its take on jazz and Venezuelan traditional sounds.

FRESH FLAVORS


Such explorations vary conventional presentations and inject unexpected aural flavors. "Jazz is one of the most immediately gratifying art forms there is because it’s spontaneous development," pianist Marc Cary explained from New York. "It documents a moment, and that’s the moment you want people to hear."

Cary’s Focus Trio performs in Healdsburg June 5. His partners onstage are Bay Area musicians Sameer Gupta on drums and tablas and David Ewell on bass. "Sameer is from India and David is from China," said Cary. "I didn’t pick them because of that. I play with them because they’re good, but they’re bringing that too." On his 2006 album Focus (Motema), Cary wanted to get out of the standard chorus-solo-chorus cycle that has sometimes straitjacketed jazz. "I like continuous movement, a straight line, and I like to color that line," Cary mused. Gupta cowrote one song with Cary and contributed the reflective ballad "Taiwa," and his tablas close out the last three Cary originals with a distinctive flourish.

Cary played behind the übervocalist and band leader Betty Carter and has toured with hip-hop vocalist Erykah Badu, whose influences find their way into his work. "If you’re really going to play this music in today’s times, you have to bring in elements of the past, the present, and what you consider to be the future," Cary said.

That future is now with 23-year-old bassist Esperanza Spalding. The Portland, Ore., native, who graduated from and now teaches at the Berklee College of Music in Boston, recorded her 2006 full-length Junjo (Ayva) with two Cuba-born colleagues from the school: pianist Aruán Ortiz and drummer Francisco Mela. Their rhythmic approaches subtly imbue the recording’s sound as Spalding sings wordless, hornlike runs in a bright, fluttery alto. Her latest album, Esperanza (Heads Up), includes flamenco guitar virtuoso Niño Josele, drummer Horacio "El Negro" Hernández, and saxophonist Donald Harrison. She brings her new band to Yoshi’s in Oakland June 12.

Why have all these players connected with sounds so far afield? The world has not gotten smaller — it’s just better connected. Through technology even the most obscure genres find new and far-flung listeners. The communal spirit informing jazz performance and appreciation also transcends differences: jazz musicians have to be open; otherwise they can’t play the music. "At the end of the day, jazz is about how you relate to things happening at the moment," Sanchez said. He heard a reality in the African tribal drumming music he listened to and wanted to bring it to his own playing. "You have this feeling when you hear it that the music is like water or air for them."

The orbs

In Thorsten Fleisch’s five-minute Energie! (2007), an untamed 30,000-volt current exposes photographic papers that are then sequenced in a manner that suggests or reveals systems of electrons. Fleisch’s film is a blast. Its black-and-white lightning formations resemble angry veins in the eyeball of an electrical beast — and the veins in your eyes will sprout similarly after gazing at this strobe attack by Fleisch, a student of Peter Kubelka.

The orb that gradually rises to the center of the screen during Energie could be a ferocious cousin of the eclipse that forms the insignia for the digital projects of Other Cinema, Craig Baldwin’s space for visions in the Mission. It also serves as a core symbol for Other Cinema’s latest calendar-closing "New Experimental Works" program.

Here’s an orb, there’s an orb, everywhere’s an orb, orb! There’s one at the center of Shalo P’s Vengeance 2.0, which begins with a word of warning from Michael Jackson before mixing Bernard Herrmann’s score for Vertigo (1958) and numerous Batman symbols into a brew fans of Paper Rad and Michael Robinson might enjoy. There’s even a character named Orb in Apple, a sword-clanging, sprite-eared, and typically ingenious vision from "from the hideous director of Dawn of the Evil Millennium," Damon Packard, whose movies are as potent as laughing gas and better than all other drugs.

Eli Marias’ and Amos Natkin’s An Internal Camaraderie might not feature an orb, but its new age mix of hilarity and potent hypnotism includes just about everything else, including fluorescent rainbow colors, a sea of testifying infomercial faces, and one well-deployed white turtleneck.

Other highlights among "New Experimental Works" that this reviewer was able to see include: Roger Deutsch’s Act Your Age, where a pencil is not just a pencil; Tony Gault’s Count Backwards From 5 (2007), in which images of water — with a powerful use of voice-over — convey the mystery of family and death; and Danny Plotnick’s Out of Print, a four-minute testimonial that should be placed in a time capsule.

SONIC REDUCER I never swooned over Jemaine Clement when his clueless geek-goon was busily copping quasi-Street Fighter moves in 2007’s Eagle vs. Shark, and I never noticed the spacey Middle Earthly beauty of Bret McKenzie when he was striking sultry elfin poses in The Lord of the Rings. But somehow, two discs of season one of HBO’s Flight of the Conchords and a couple jillion listens to the duo’s new self-titled Sub Pop album later, I’m hooked. I woke up this morning with the cyborg-gut-busting "Robot" roving through my head ("The humans are dead / We used poisonous gases / And we poisoned their asses…. It had to be done / So that we can have fun"), and I silently sang the lusty-nerd verses of "The Most Beautiful Girl (In the Room)" ("You could be a part-time model / But you’d probably have to keep your normal job") to myself for the rest of the morning. Apart from those lyrics, I’m at a loss for words — for a change. All I can say, doltishly, is "uhhh, they funny." Otherwise I’m considering a leg transplant and dye job so I can become the "Leggy Blonde" of FOC dreams — or at least a Rhys Darby tat.

What have they done to deserve such gushery? The way they sweetly snark at my rock, garbed in the amiable skin of a fumbling indie-rock-folk duo. The manner in which they poke at pop clichés, letting them fly well above the heads of those who don’t grasp the Shabba Ranks and Marvin Gaye references — and somehow those unfortunates still crush out on FOC. The botched trysts and fumbled musical careers of the pair, played by the half-Maori Clement and the sometime reggae musician McKenzie, which make all and sundry adore them that much more. Their humanizing humor, which stems primarily from FOC’s New Zealanders-straight-outta-Middle Earth naïveté.

Much has been made of the rise of so-called indie rock comedians like David Cross and Eugene Mirman — who both, coincidentally or no, are FOC labelmates — but lo, Clement and McKenzie are the real thing. They have the facial hair. They swill water. They hail from the land of the Clean and Tall Dwarfs. They combine pop-savvy wit and wiseacre lyrics, while sending up genres ranging from between-the-sheets R&B swoons ("Business Time") to backpacker hip-hop ("Hiphopopotamus vs. Rhymenoceros" with Clement trotting out a ringer imitation of Del tha Funkee Homosapien) to art-rock nipple-antenna anthems ("Bowie"). A good deal of FOC’s appeal hinges on the fact that pop is so utterly ripe for lampooning — after all, doesn’t the title of E=MC2 (Island) sound like Mariah Carey is attempting a self-conscious, FOC-style jab at her own intellectual prowess?

It also helps that FOC come so often with the hooks: I can’t stop replaying "Inner City Pressure" — and reveling in its low-budg, pseudo-seedy Pet Shop Boys video tropes — repeatedly in my skull. My only critique of their recently released full-length might be that the songs cry out for a DVD clip or eight: while some tracks sport lyrics with built-in yuks that allow the songs to hold their own, still others like the puzzling opener, "Foux du Fafa," completely lose the original, necessary context — FOC was hitting on patisserie workers while frolicking through a color-coded Scopitone-esque Gallic pop reverie — that justifies, for instance, its litany of French baked goods. Some numbers such as "A Kiss Is Not a Contract" are sweet and strong enough to include on the CD, though you miss the series’ accompanying Serge Gainsbourg video parody even if the tune itself bears little musical resemblance to Sir Serge’s oeuvre. Still, most of FOC’s soaring sonic moves don’t fall too far from the tree shaken during the more larky outings of producer Mickey Petralia’s other client, Beck. And who knows, this high-school-friendship-turned-comedy-act could be the start of a beautiful musical career, considering that the other would-be beautiful "Loser" kicked off his illustrious catalog with what many considered a joke song as well: there have been stranger flights of fantasy. *

Human beat, motorik city

There is probably no more stellar act of connect-four in popular music than Michael Rother’s Flammende Herzen (Radar/Water, 1977), Sterntaler (Skyclad/Water, 1978), Katzenmusik (Skyclad/Water, 1979), and Fernwärme (Polydor/Water, 1982). After a childhood that was equal parts Chopin, Pakistan, and stints as a member of Kraftwerk, Neu!, and — along with Cluster’s Dieter Moebius and Hans-Joachim Roedelius — Harmonia, Rother knew how fly solo from the get-go, reaching the realm of the sublime every time.

In the liner notes for Water’s recent reissue of Flammende Herzen, Sam Grawe of San Francisco instrumentalists Hatchback and Windsurf deems the album a "motorik All Things Must Pass," a wise music lover’s comparison that touches on the recording’s status as a glorious debut venture and its all-too-rare (in popular music, at least) quality of blessed warmth. In interviews, Rother has viewed solo music as an isolated creative endeavor along the lines of writing or sculpting, while claiming group efforts involve members collaborating to help one another overcome individual artistic obstacles. But on Flammende Herzen‘s title track, he required help from producer Conny Plank to realize his ideas about the values of simplicity and repetition and turn his love of silence into music. From there, their glorious course was set.

Rother devotees have their favorites among his first four efforts. Mine is Sterntaler, where his love of Jimi Hendrix’s "Star Spangled Banner" might be most apparent. Like a German Hendrix, Rother mines purity from guitar distortion, though in place of Hendrix’s mangled American blues, his guitar forges onward and skyward through introspective yet anthemic tunes such as equally epic "Stromlinieun" and the title track. Others prefer the quieter friend-of-felines touch of Katzenmusik, which pairs a gorgeous Rother cover photo of a plane’s vapor trail with a dozen morphing variations of a melodic theme. The black sheep might be Fernwärme, which finds Rother venturing away from Plank’s production and Can drummer Jaki Liebezeit’s more mathematical and truly motorik take on Neu!’s propulsive heartbeats into darker, lonelier realms not far from the forlorn new world occupied by Joe Meek’s Globbots.

Outside his role in Neu!, many people have primarily known Rother as the guy who, according to legend, turned down an offer from David Bowie to contribute to Bowie’s Heroes (Rykodisc, 1977). (Rother has suggested that Bowie’s management and record label prevented the pairing.) But thanks to Water’s re-releases, the Russian label Lilith’s recent reissues of Harmonia’s fresh and clean Musik von Harmonia (Brain, 1974) and golden-honeyed Deluxe (Brain, 1975) — and Kompakt artist Justus Köhncke’s ambitious all-electronic cover of Flammende Herzen‘s "Feuerland" — Rother’s music is reaching new ears. It sounds as modern now as it did when it was created. Blue rains, flaming hearts, sun wheels, streamlines, and silver linings are timeless.

Lünenburg Heath is a vast, moorland-like tract in northwest Germany, between Hamburg, Hanover, and Bremen. Its low-growing vegetation, gnarled shrubs, and dry soil form the scar tissue left by medieval deforestation. SS leader Heinrich Himmler was secretly buried there. And despite its springtime swatches of wildflowers and family-friendly theme parks, it is a landscape whose beauty stems from its air of desolation.

"Don’t get lost on Lünenburg Heath," intones Brian Eno in a nursery rhyme monotone atop a cortège of synth chords. They are the only words sung on Tracks and Traces, a 1997 Rykodisc reissue of a 1976 collaborative recording session between Eno and Harmonia, the veritable ’70s German supergroup composed of Neu! guitarist Michael Rother and kosmiche godfathers Cluster.

I have always pinned Cluster as the dark stars in the krautrock universe, based on the drifting, feverish, synthesizer-rich improvisations of core duo Hans-Joachim Roedelius and Dieter Moebius. So I can easily imagine their protean music whistling across Lünenburg at dusk, haunting the ears of daytrippers — a strange and seductive admixture of sprightly pop and forlorn ambient improv reflecting the landscape’s more recent transformations and less-than-sunny history.

Having regrouped in 1997 after a decade-long hiatus from working together, Moebius and Roedelius are once again touching down for a rare series of US dates, including a May 23 trancefest at Henry Miller Library in Big Sur and a May 25 show at the Great American Music Hall in San Francisco. And despite Eno’s cryptic warning, it’s hard not to lose one’s way amid the hazy vistas and plaintive melodies of Cluster’s music.

Their expansive discography — which includes a recombinant cast of regular, notable collaborators such as Eno, Can bassist Holgar Czukay, and überproducer Conny Plank — provides a few signposts. Roedelius and Moebius initially teamed up with fellow electronic musician Conrad Schnitzler in 1969 as Kluster, releasing three explosive documents of improvisation that rapaciously incorporated elements of 20th-century classical music, jazz, and rock. Important Records’ recent release, Vulcano: Live in Wuppertal 1971, paints a vivid picture of this early period.

Schnitzler left the group in ’71, taking the hard "k" with him. From then on, Cluster recalibrated its keyboards toward a more subdued and, at times, even pretty and poppy aesthetic. Improvisational jams gave way to shorter songs, and the lurking menace of 1972’s Cluster 2 (Brain/Water) was followed by the double about-face of drum machine confections on Zuckerzeit (Brain/Lilith, 1975) and the pastoral miniatures of Soweisoso (Sky/Captain Trip, 1976).

Still, dark patches are a consistent hallmark of Cluster’s terrain, even when they choose to let the sun shine through. The superficial pleasantness of their two collaborations with Eno released at the time, 1977’s Cluster & Eno (Sky/Water) and 1978’s After the Heat (Gyroscope), belies the affective force — what could be described as a low-simmering melancholy — of certain songs. The slow progression of blue notes that form the woozy melody of "Für Luise," from Cluster & Eno, linger long after they have decayed into the Gershwin-like piano of "Mit Simaen." Cluster & Eno‘s cover photo returns us to a field — though not Lünenburg. A lone microphone stands at attention against a faint mother-of-pearl sky, which ends at the smudge of shadowy foliage at the bottom of the frame. It’s near twilight. Cryptic and evocative, meditative and inexplicably sad, the image provides a visual analog to Cluster’s chimerical output. The visual is also suggestive of Moebius and Roedelius’ openness to the chance encounters and unforeseen possibilities that arise from improvisation, as if to say: if you find yourself lost in a dark wood, just stop and listen. *

CHEAP EATS I was eating eggs fried in butter and scratch biscuits made with butter and then slathered with butter, thinking about addiction, and how I don’t have an addictive personality.

I’m addicted to popcorn. But oddly enough, I don’t like butter on my popcorn. That’s how I know I’m not addicted to butter. Just popcorn.

The last time I saw my sweet, good, dear friend what’s-her-name, we were standing in her kitchen at 9 p.m. eating butter with spoons. It wasn’t just any butter. It was fresh-churned, European-style, organic, free-range, home-schooled hippie butter. And it was bringing me back.

See, I grew up on the stuff. My mom used to buy unhomogenized milk from our Amish neighbors, skim the cream off the top, and we kids would take turns cranking the churner and cursing our mother for being such a hippie-ass Amish wannabe.

Probably I complained the loudest. And without doubt I consumed the most butter. To me, butter never was a "spread" as much as a food group. We had this 100-percent whole wheat bread that was heaven hot out of the oven and then cooled into basically lumber. So there was a window of opportunity for bread and butter, and the rest of the time it was just butter. For me. Thanks.

But: I’m not an addict.

This week my mom turns 75. She doesn’t read me, but I’ll say it anyway: happy 3/4 of a stick, you goddamn hippie-ass Amish wannabe! Thank you for giving me butter. And thank you, dear sweet goddamn Juicy Toots, for respoiling me half-a-life later. Because frankly, even though I have spewed prose, poetry, and other art forms in praise of butter, I had kind of forgotten what it tasted like.

It tastes like clouds. Slightly sour, somewhat sweet, seriously salted cumulus clouds formed from the condensed tears of exiled angels, with annatto for coloring.

First I thought she churned it herself, and perhaps milked the cow that morning at some North Oakland happy hippie co-op creamery.

No, she said. She got it at the store.

I was astounded. I shop in stores. Like millions of Americans, I make my weekly grocery list on the back of some junk mail envelope, faithfully magnet it to my refrigerator, forget to bring it to the store with me, come home and stand before the refrigerator, with bags of sweating things around my feet reading my grocery list to see what I forgot, and never once have I forgotten to buy European-style, fresh-churned, cultured and salted butter that tastes like clouds.

I slept on Juicy Toots’ couch that night, with Juicy Toots’ cat, also named Juicy Toots, and I dreamed of slippery and saturated things. We had eaten butter for an appetizer, butter on bread with our spaghetti, and then butter again for dessert.

On my way home in the morning I stopped at the store, any store, listless as usual and with only one thing on my mind (although I’m not an addict). Yes, they had it! A couple different kinds of fancy-pants, top-shelf butter, ranging from like seven to eight bucks. No wonder I never saw it! My mind has a kind of barcode-scanning filter chip that doesn’t even allow me to see things that cost more than $2.89.

What I did: I bought a pint of heavy cream for $2.89, let it sit in the car for a few hours after I got home, cooled it in the fridge, poured it into a glass jar, shook it for 20 minutes until a big yellow lump formed, poured off the buttermilk for future pancake batter, rinsed the solid lump in cold water, pressed it dry, sprinkled it with salt, plopped it on a plate, and stood there looking at it and giggling. I had made my own butter.

The debate over city plans to build and own two combustion turbine power plants, a project Mayor Gavin Newsom has made a last minute effort to alter, shows that public power — and Pacific Gas & Electric Co.’s fear of it — is still a significant issue at City Hall.

Newsom, a past advocate of the project, pulled the plug on its progress May 13. The proposal for the natural gas–fired power plants to handle peak energy demand (called "peakers") was up for approval at the Board of Supervisors until Newsom requested a one-week continuance.

Christine DeBerry, the mayor’s liaison to the board, told supervisors the mayor would use the time to aggressively pursue better options than the peakers, even though it’s an item that spent eight years on the planning block and was approved by the Newsom-appointed San Francisco Public Utilities Commission.

"What can be aggressively pursued in the next week that hasn’t been aggressively pursued in the last few years?" asked Sup. Chris Daly, one of the four supervisors publicly opposed to the plan, questioning DeBerry on why the mayor and his SFPUC hadn’t put forth the best energy project.

"The mayor engaged in a full exploration of the options over the last several years," DeBerry said, but wants to ensure the city is considering all options.

"Are you anticipating there’s going to be a new technological breakthrough in the next several days?" Daly asked before casting the lone vote against granting the continuance. As of the Guardian‘s press time, the plan’s hearing was scheduled for May 20, but sources said June 3 would be more likely. Newsom Press Secretary Nathan Ballard would not confirm whether another continuance would be requested or discuss what alternatives the mayor’s office is pursuing.

But it appears that the new technological breakthrough being pursued by the mayor’s office is actually a retrofit of an older, existing power plant in Potrero Hill, owned by Mirant Corp.

Sam Lauter, representing Mirant on the issue, said the company has been answering questions about a retrofit from diesel to natural gas for its three turbines. Mirant already agreed to close the older natural gas units at its Potrero plant once the $15 million contract, which requires the plant to maintain the reliability of the power grid, is pulled by California Independent System Operator (Cal-ISO). Lauter also said Mirant’s redevelopment of the site for commercial use would still happen if the board decides a retrofit of Mirant is a better deal than building city-owned power plants.

As of the Guardian‘s deadline, no sources could provide any solid numbers on what a retrofit would cost and if pollution would be more, less, or equal to what the city anticipates from the peakers. But, Lauter told us, "The cost is considerably less than the cost of the peakers."

The contract with Cal-ISO could mean that the costs of retrofitting the diesels would be passed on to ratepayers. As for the pollution, Lauter said it’s not an easy answer and depends on how often the units have to run: "It’s not exactly correct to say they’d be less polluting, and it’s not exactly correct to say they’d be more polluting."

Barbara Hale, SFPUC’s assistant general manager of power, agreed there are still many uncertainties about retrofitting Mirant, including permits for the plant, restraints on how much it could operate, exactly how much it would pollute, and if it would even meet Cal-ISO’s demand for 150 megawatts of in-city generation. "I’m told by engineers that when generators go through a retrofit, often their megawatt capacity goes down," Hale told us. Each Mirant diesel unit currently puts out 52 megawatts.

As for other options Newsom requested from the agency, Hale said they’re exploring how to get more demand response and efficiency from the existing grid.

That suggestion comes from Pacific Gas and Electric Co., which actively opposes the city’s peaker plan and sent representatives to meet with Newsom’s staff May 5 (while Newsom was in Israel with Lauter, who said the two did not discuss Mirant or the peakers while overseas), shortly before he sought the delay.

PG&E spokesperson Darlene Chiu confirmed the contents of the proposal as presented to the mayor’s staff, which includes ways to eke more from the grid as well as a new transmission line between two substations.

Tony Winnicker, spokesperson from the PUC, said of PG&E’s plan: "We absolutely support each of these projects, think they’re long overdue improvements to the city’s transmission reliability, and hope they are committing the necessary funding to begin and complete them."

He added that there is little in the plan that differs from a past PG&E proposal that Cal-ISO rejected — except the new transmission line. But, he said, its target completion date of 2012-13 was "very ambitious, given that they haven’t even started the permitting."

PG&E’s Chiu, a former spokesperson for Mayor Newsom, didn’t respond to a question about the time frame for such a project, nor did she comment on whether PG&E considers the city’s ownership of the peakers a threat to its jurisdiction.

She didn’t have to. While City Hall scrambled to come up with an alternative that hasn’t been vetted during the last eight years of community meetings, city studies, and negotiations, PG&E was telling its shareholders that the threat of public power is alive and well.

At the May 14 annual meeting of PG&E investors, held at the San Ramon Conference Center, CEO Peter Darbee assured the assembled, "I, too, am concerned about municipalization and community choice aggregation."

He was responding to a criticism from an employee and member of Engineers and Scientists of California Local 20, who said PG&E shouldn’t be contracting outside the company because it created an experienced proxy workforce ripe for employment by another entity, like a municipality, that would be a threat to PG&E’s jurisdiction.

In responding, Darbee recalled the recent efforts in Yolo County, where the county attempted to defect from PG&E and join the Sacramento Municipal Utility District. "Peter, it’s half-time, your team is down, you better get directly involved with this," he said of the potential loss of 70,000 customers. The company mustered 1,000 employees to volunteer their time, walking from house to house and knocking on doors, prior to the November 2006 vote. "I was one of them," he said. "That vote went overwhelmingly in favor of PG&E."

Beyond knocking on doors, PG&E dropped $11 million on the campaign, outspending the competition 10 to 1.

But Darbee said it was a real victory in a state like California. "There’s always been in the water a desire for public power," he said, adding that 30 percent to 40 percent of the population approves of municipally-owned utilities.

Customer service, Darbee went on to say, is the best defense against threats to PG&E. And for the past two years, PG&E’s corporate strategy has been focused on that. To that end, its ranking in an annual JD Power customer satisfaction survey rose from 51 to 43 last year for the residential sector, and from 46 to a lofty second place for business customers.

But the JD Power survey also ranks municipal utilities, and 2007 results show PG&E was outpaced by three municipalities — the Salt River Project, the Los Angeles Department of Water and Power, and the Sacramento Municipal Utility District, which also took the highest ranking in the nation. *

Yup, Newsom buckles to PG&E on Mirant plant

When PG&E spits, City Hall swims. Mayor Newsom to Potrero Hill: Drop dead.

For more than 40 years, the Guardian has watched every San Francisco mayor without exception buckle to PG&E and help the giant utility keep its illegal private power monopoly intact in San Francisco.

The latest to buckle, this time more openly and ignominiously than most, appears to be Mayor Gavin Newsom, who is revving up his campaign for governor and wants to keep PG&E nice and cuddly by his side.
Here’s the story as it leaked from City Hall this weekend. For 40 years, the people of Potrero Hill and the southeastern part of the city have fought to close down the fossil-burning Mirant power plant at the bottom of Potrero Hill. Newsom personally supported the plan to close Mirant and replace it with city-owned peaker power plants. And his Public Utilities Commission has spent years developing a plan to do just this. (Alas, the peakers were the PUC’s only alternative and the PUC demanded that they be sited at the Mirant plant, amongst the long suffering Potrero Hillians, never a serious thought to anywhere more uptown. This rightly agitated the environmental justice community, but that is another story.)

PG&E has been fighting the peakers because they would be PG&Es worst nightmare: a major public power beachhead in San Francisco. As the historic vote neared last Tuesday at the Board of Supervisors, PG&E counted the votes and found it did not have a 6-5 majority. And so it did what it has historically done to protect its illegal private power monopoly in San Francisco, It rolled out its heavy artillery, went directly to the mayor, and started pounding away on a weak and wavering Newsom.

This time, as reported in the Bruce and Tim Redmond blogs, seven lobbyists (you heard me, seven) called on him in his City Hall office and told him to kill the peaker proposal, or else, and offered him a blank check to do a Mirant retrofit. Newsom buckled.

PG&E got Newsom to ask for an extension on the vote, which he got for a week, and he lamely announced that he would be looking for some kind of last minute alternative to the peakers PG&E so dreads. The alternative appears to be the PG&E alternative: junk the peakers and do a retrofit of the existing Mirant plant. This would subject the Potrero Hill neighborhood, and the mushrooming Mission Bay population, to the ruinous plant for the duration.

As a City Hall source put it to me, “This is the dumbest of all options, retrofitting the Mirant plant so that it’s a little cleaner, but still nowhere near as clean as the peakers, way less efficient, and a waste of land to boot. It is the mayor’s choice to avoid upsetting PG&E.” The vote is scheduled again for this Tuesday, but it may be postponed again if neither PG&E nor the peaker supporters don’t have the votes.

Hey, remember Dick Sklar, the former PUC executive director who Newsom recently appointed to the PUC to peddle the mayor’s PG&E policies (and remember Sup. Chris Daly, who cast the deciding vote for Sklar’s confirmation.and said that Sklar was “neutral” on PG&E.) Sklar was right in there as expected, pumping away for PG&E and helping facilitate the latest mayoral cavein to PG&E. As the Guardian has maintained for years, if people at City Hall want to work for PG&E, they should be dispatched to PG&E so they can work for the utility directly, not work for PG&E on the city payroll.

The only real way out of this PG&E uber alles mess is for the people to kick PG&E out of City Hall and bring real public power to the city. As Guardian readers know since 1969, San Francisco is the only city in the U.S. that is required by federal law to be a public power city, because of the Raker Act that allowed the city to dam Hetch Hetchy Valley in Yosemite National Park for the city’s water and power supply.

The best emerging plan is the public power initiative that Sups. Ross Mirkarimi, who opposes the peakers, and Aaron Peskin, who supports the peakers, are working on with public power forces to put on the fall ballot. Click here to read more about the initiative.

Big and getting Gigantour

In a few days, a legion of heavy metal maniacs will throng the Event Center at San Jose State University for the third annual Gigantour. Created by Megadeth frontperson Dave Mustaine, the package consists of bands he has handpicked for their ability to deliver high-energy live sets to arena-size crowds. In addition to the venerable thrashers in Megadeth, the tour has included a number of the biggest names in both modern and classic metal such as Lamb of God, Anthrax, Overkill, and Opeth.

The 2008 incarnation of Gigantour has tapped Bay Area greats High on Fire, who seem to be playing in front of bigger audiences with each passing week, and given the youthful Arizonans in Job for a Cowboy their first taste of the big time. While American metal is robustly represented, Mustaine has also called on two European bands that are legendary in their own countries. Subsumed by the banner of Megadeth, Sweden’s In Flames and Finland’s Children of Bodom are holding down the kind of opening slots that have become unfamiliar to them, promoting new albums to each other’s fans and trying to reach that ever-elusive next echelon of success.

In Flames guitarist Jesper Strömblad sounded weary but enthusiastic when reached by phone from Worcester, Mass., where he was preparing to play the first day of the New England Metal and Hardcore Festival, which included the entire Gigantour lineup on its initial night. The group was honored to join the outing, he said, adding, "Megadeth is one of my personal favorite bands."

In Flames was formed by Strömblad in 1990 in Gothenburg, Sweden, a university town that during the ’90s hosted a profusion of melodic death metal, honed into a form so distinctive that it became known as the "Gothenburg sound." Typified by carefully composed neoclassical guitar harmonies, the style was popularized by bands such as At the Gates, Dark Tranquillity, and Soilwork (from nearby Helsingborg), but it reached a creative peak on In Flames’ 1996 full-length, The Jester Race (Nuclear Blast).

In Flames’ new A Sense of Purpose (Koch) hasn’t lost the searing dual leads that define the group, and as Strömblad was right to point out, "You can hear a song from today’s In Flames, or an old song — you can hear it’s us." Creatively, however, the band has been caught in a downward spiral since 2002’s Reroute to Remain (Nuclear Blast), which introduced clean singing, slower tempos, and hollow electronic textures into the band’s repertoire. As Strömblad explained, "playing fast is not necessarily aggressive, or heavy. What we want to put in the music is big dynamics." Those musical contrasts are present, but accompanied by stark differences in quality between the outfit’s modern and classic material.

While In Flames has evolved, Finnish outfit Children of Bodom has mostly stuck to its guns, churning out adrenaline-fueled speed-metal full of catchy neoclassical shredding on the keyboard and guitar. Founded in 1993 in Helsinki, the band takes its name from Lake Bodom, a small body of water in the city’s suburbs that was host to the country’s most infamous triple murder, which claimed the lives of three teenagers on a camping trip in 1960.

The group’s frontperson, Alexi Laiho, is a veritable guitar hero, in addition to being an unrepentant party animal. Finally reached by phone in Baltimore after an initial hangover-thwarted attempt, he insisted that Children of Bodom’s daunting technicality was a natural outgrowth of his songwriting, rather than an attempt to show off. The band’s greatest strength is clear when Laiho and keyboardist Janne Wirman chase each other up and down the scales, and Children of Bodom, at its best, sounds like a demented, amplified string quartet. No surprise, then, when Laiho mentioned the artist the combo listened to for inspiration when recording its groundbreaking early albums: "Mozart."

Children of Bodom’s new Blooddrunk (Spinefarm) certainly cites the ax-master’s love of booze and is a more memorable effort than 2005’s Are You Dead Yet? (Spinefarm). The solos are as incendiary as ever, and the band’s embrace of progressive-rock tendencies has yet to blunt the Vivaldi-style virtuosity of its songs.

Speaking with two bands that have ascended to the metal mountaintop and gotten a look at the downward slope on the other side, it seemed important to ask if this new period of prosperity, exemplified by Gigantour, had a catch. After all, metal has fallen on hard times before, even when it seemed poised to conquer the world for good.

Surprisingly, Strömblad and Laiho provided nearly identical answers. "You always see different styles [of metal]," said the In Flames guitarist. "The genre of metal will always be popular. The different styles can grow big for a while and then go away." Laiho concurred: "Because the metal scene is so big and wide, and has different categories, it’s never going to implode on itself. It’s always going to be evolving." As long as people in Sweden, Finland, and America are willing to forge the next In Flames or Children of Bodom, these two six-string titans will be proven right.

Garbage to gold: SF Dump’s new artist

When boring people think about heaven they envision angels and wings and clouds and gold and stuff like that. Other people, cooler people you might say, imagine a world where everything is free, where alcohol flows like water, where cigarettes provide nourishment, and where orgasms last for hours. And then there are people like Paul Cesewski, a well-known Bay Area artist who’s been making bicycle-powered carnival rides, kinetic sculptures, and other weird machines for something like a decade and a half. His vision of paradise is a sprawling landfill of garbage, scrap metal, and castoff PVC tubing. What a weirdo.

The cool thing about Cesewski’s version of heaven is that, unlike the angel and harp deal, it actually exists. It’s called the SF Dump and after years of trying, Cesewski has finally scored the Dump’s coveted artist-in-residence gig. "The film is called RR, but I like to call it ‘Railroad,’ because RR sounds like a pirate movie."

TRAINS A short stretch of celluloid is a representation of a train, one image following the other in rapid succession, connected by essential blocks of black, moving forward in time and space, and, when projected, rotating on a wheel. Cinema began with a train entering a station, shot with a fixed camera, chugging toward the screen. Barring a change of mind or circumstance, the masterful RR will be the last of James Benning’s works shot on 16mm, and how fitting that this 37-year phase closes with the image of a locomotive, pointedly stopped in front of a wind farm outside of Palm Springs, scrapped tires lying in the foreground, the end in a line of 43 trains shot across the United States (and the final frame of 34 extant films).

After a prolific three-year period that has seen Benning produce five crucial works — likely exhausting his stock of 16mm film — while teaching, driving across America, and building a full-scale replica of Thoreau’s Walden Pond cabin, technology has vanquished this last of the old-time filmmakers.

Those familiar with Benning’s landscape films will be comforted by RR‘s fixed camera and continental scope, but the film marks something of a crucial advance. As opposed to the awesome 13 Lakes (2006) — 13 individual lakes, each shot lasting the full 10 minutes of the 16mm cartridge — RR finds Benning adopting another structural principle: the signified (the train) takes over from the signifier (the camera).

Every shot is mesmerizing, yet the film builds, acquiring a cumulative power, as the simplicity of structure gives way to infinite experiences. To some, trains invoke nostalgia; to younger viewers, classical antiquity. To trainspotters, well, RR is Valhalla. And just as Benning’s California Trilogy (2000–01) concerns work and water, RR becomes a film "about" American overconsumption. Benning lets what’s on screen tell the story, with the tumultuous history of railroads and western development only alluded to by songs and words on the soundtrack. Filmed and recorded, as always, by a one-man band, all of its shots captured without permissions or permits, maybe RR is a pirate movie.

SFBG How far back does RR‘s genesis go? Were you into railroads as a kid?

JAMES BENNING Yeah, I like trains a lot. When I was a kid I had a little model train, an American Flyer. When I was a teenager we used to play in the train yards in Milwaukee, and that was fun, because we weren’t supposed to go there. We’d hop on slow freight trains and ride them for like a mile, and then jump off.

SFBG When you started making RR, was there a specific plan? Did you know the exact locations where you wanted to shoot?

JB I was pretty familiar with the major US lines. When I drive from Wisconsin to California, I pass by the lines that run through the Midwest. I know the lines that go up and down the [east] coast from New York to Washington. Other lines I knew through research, by getting a good railroad atlas. I wanted to film according to landscapes, too. I knew I wanted to do a shot across Lake Pontchartrain in Louisiana, and a shot in Mississippi of a train going through the kudzu growth, and [a shot of] this famous park called the Rat Hole in Kentucky. I also used a Web site [www.railpictures.net] that says it has "the best railroad pictures on the Net." It has thousands of still photos by railroad fans.

SFBG Is it accurate to call RR a landscape film?

JB The initial idea was to use railroads to define landscape because they can only go up a 2 percent grade. But as it became apparent to me that the film was going to be about trains more than landscapes, I learned more about different kinds of engines. The second shot is of the only piggyback train — where you take semi trucks and load them onto cars — in the film. Later there’s a RoadRailer, the train that looks like a long white snake. I shot that in the Rat Hole, an area that used to be all tunnels. I was shooting from above, which was the best vantage point [from which] to film it.

For me, the film came to be about consumerism and overconsumption — I could feel the weight of the goods going by me. Especially the oil and automobiles, as I saw a lot of tanker cars and auto trains. They pass each other constantly.

SFBG The mathematical nature of RR is impressive. One comes to realize the number of variables at play — the size and expanse of the train, the number of cars, the colors, the speed, the landscape, the angle where the train comes into the frame and where it leaves. All of these factors pile up.

JB It’s the way I always work: I’ll set up a problem for myself. I basically collaborate with the train in that it’s going to suggest the length of the shot. I thought I could vary the distance the camera was from the train, vary the angle that the train approaches from, and change these angles from shot to shot to build rhythms. The variables make it possible to take this idea that is confining and make it grow. The same thing happens with earlier films like 13 Lakes, where I set up an idea — to shoot a lake with the same amount of sky and water — and the problem is how to show the uniqueness of the lake.

SFBG RR must have been a very different experience from shooting 13 Lakes.

JB That’s true, because in shooting 13 Lakes, I was waiting for the best moment to turn the camera on. In RR, I’m waiting for the train, and hopefully it will correspond with the best moment to turn on the camera.

SFBG One is more your choice, and the other is the train’s choice.

JB Yeah, I enter into this collaboration with the train. It’s going to choose the moment. Of course if I am on a line that has five trains an hour, then I can choose the time of the day. But if I’m at a line that has one train a week, then I’m at the mercy of the train. The one place I shot like that was at the causeway that crosses the spillway outside of Lake Pontchartrain — the Kansas Line. That train comes by once a week. I waited all day, and that train came by at 4 in the afternoon, on a day [when] it was 110 degrees with 100 percent humidity.

SFBG Is everything in RR there as you found it? That last shot with the tires strewn by the tracks seems too good to be true.

JB Yeah, it’s outside of Palm Springs. In the film that Reinhard Wulf made about me [James Benning: Circling the Image (2003)], we stop at the same wind farm. On the soundtrack I talk about going back to places I’ve filmed and seeing how the places change. That area is just littered with stuff, so it wasn’t hard to find a good frame with tires.

SFBG When I saw RR, the audience gasped at that final shot, like they do at the mirrored image of Crater Lake in Oregon in 13 Lakes. It isn’t comparable in beauty. But there is perfection to the composition: the colors of the train match up with the landscape, the blue of the sky and the white of the windmills.

JB The other thing is that as the train gets slower and eventually stops, the sound of the train gives way to the sound of the windmills. There is this slow dissolve between train noise and wind energy that somewhat suggests an alternative way of living, a cleaner energy. After [one] screening, an interviewer said that he found it to be hopeful, but I find it kind of ironic, as it seems too late. The tires lying there like the death of the automobile — the death of our culture, really — and the use of oil, all of that is in play.

SFBG The general perception of RR is that the film’s structure is precisely a function of the length of each train — the shot begins when the train enters the frame and ends when it leaves. But that’s not exactly the case.

JB Most of the time there’s an empty frame, the train enters, it leaves, and then there’s a cut. I would like to have drawn that out. For me the film is very much about time and about waiting, but I didn’t want waiting to become part of the film. I wanted you to realize through the absence of waiting that I had to wait.

SFBG Something else happens within RR. At least twice, maybe three times, there is an optical illusion. After the train leaves the frame what’s left behind seems to vibrate.

JB It happens a lot.

SFBG Were you aware that this would occur?

JB I wasn’t when I made the film, but when I started to project the work print, I was shocked. You don’t need a film to get that optical illusion — you can stand in front of a waterfall, follow the water down, then turn your head. [Likewise,] your eyes will follow the train so that when it’s gone, the effect remains and even kind of warps.

SFBG Most of the trains in the film are freight trains, there are maybe only one or two passenger trains.

JB There are two: one was a commuter train, one was a passenger train. The amount of commuter travel, at least on the West Coast, is minimal — you hardly ever see a train with people in it. Amtrak leases the right to use rails from the companies that operate the freight trains. I’ve taken most of the Amtrak train routes. They’re fun … and slow.

SFBG How long did you shoot?

JB I shot for two and a half years, probably. I had so much fun that I didn’t really want to stop. I still miss it. Sometimes I go back to those same sites and wait for trains, just to have that feeling again.

OPINION As longtime fans of the Guardian and as allies in almost every fight, including the struggles for public power, affordable housing, people-focused land use policy, and clean and open government, we do not like finding ourselves on the opposite side of an issue as important as this year’s state Senate race. Respectfully, we must say that we believe the Guardian‘s failure to endorse Carole Migden in that race was a colossal mistake — not unlike the decision to endorse Angela Alioto over Tom Ammiano and Matt Gonzalez for mayor in 2003.

Both Leno and Migden are good votes in Sacramento. But the simple reality is that Carole Migden has been there for the local left in ways that make her the only choice for progressives willing to take on the establishment. Certainly Migden has made herself vulnerable to political attacks. Her failure to retain a professional treasurer for her campaign finance filings was clearly an error of judgment. But for us, none of this outweighs her incredible record of achievement in Sacramento or her far more reliable support of progressive candidates and causes in San Francisco.

Guardian readers should by now be familiar with Migden’s long record in Sacramento: the California Clean Water Act, saving the Headwaters Forest, community choice aggregation (CCA), a series of domestic partnership laws that have established a viable alternative to marriage in California while setting the stage for extending marriage rights to same-sex couples, a remarkable package of foster care reforms, and cosmetics safety legislation.

But it is Migden’s role locally that makes her so important to San Francisco progressives. Migden is the only candidate in the race who has been there for progressives in difficult political battles. As candidates for the Democratic County Central Committee, we are grateful that the Guardian endorsed our entire slate. But we wonder if the Guardian considered the fact that the vast majority (indeed, almost unanimous) of Hope Slate candidates are Migden supporters, because they are the leading progressive candidates to retain a progressive majority on the Board of Supervisors in November. It is not coincidental.

Few politicians who have risen as high in the establishment food chain as Carole Migden have done so retaining a willingness to fight for the underdog. Guardian readers should be familiar with the litany: she supported Aaron Peskin and Jake McGoldrick in 2000; reached out to Chris Daly soon thereafter and stood strongly with him against subsequent challenges; never, ever supported Gavin Newsom; attended the Progressive Convention; and financed progressive campaigns from the Affordable Housing Bond to Muni reform.

Migden is a scrappy street fighter who helps other scrappy street fighters. As one of the very first queers and one of the first women to take political power at these levels, she had to be. Someday progressive politics may not need scrappy street fighters (and someday maybe women will be better represented in public office) — but not yet.

We are proud to stand with Carole Migden, as she has stood with us. She is the candidate in this race who we can count on to fight when it really counts.

The yard sticks

I hopped my first freight train in the spring of 1993, outside a small central Florida town. My first train sat behind a drive-in theater along old Highway 301, among the pines sometimes seen in old photos of turpentine camps and prison work crews. Under a Southern moon, I battled mosquitoes and listened to a chorus of swamp frogs that must have been heard by the very men who built the railroad. I waited impatiently on the porch of a grainer car, as if it were the threshold of adulthood, for the train to carry me somewhere else.

As the ’90s ushered in a new era of gentrified, cookie-cutter, chain-store cities, I crisscrossed the country several times on freight trains. Today, I still think about that place in Florida outside of time, and when I’m sick of computers and phones and NPR news, I find myself heading to the train yard. In recent works that seem eerily timed to headlines announcing an impending US financial collapse, the writer William T. Vollmann and the photographer Mike Brodie have headed there too. This resurgence of interest in train-hopping stories might be a barometer of public dissatisfaction.

The somewhere else I thought I wanted to go on that first train ride probably looked a lot like the romantic universe encapsulated in the Polaroid photos of train-hopping friends taken by Mike Brodie, a.k.a. the Polaroid Kidd. Brodie’s photos, posted on his Web site, Ridin’ Dirty Face (www.ridindirtyface.com), depict a hobotopia where packs of grubby kids (and dogs!) play music, share food, and forage in the ruins of postindustrial America, traveling from town to town on freight trains and homemade river rafts. Everyone’s good looking and no one appears to be over 25.

As my first train left the yard that long-ago day, I sang some words by Johnny Cash because at 19 I wished my life were an epic country song. Similarly, the subjects of Brodie’s pictures wear suspenders and fedoras and patched-up oversize suit coats, as if they’ve walked out of newsreels from the Great Depression. In Brodie’s version of somewhere else, though, the Depression is glamorous. One of the most charming — and possibly most emblematic — photos in his current show at SF Camerawork depicts a young woman standing in the doorway of a rickety shack, a yard full of chickens pecking at her feet. At first glance, the image seems lifted straight from Walker Evans’ classic photos of 1930s austerity in his 1941 collaboration with James Agee, Let Us Now Praise Famous Men. But in Brodie’s photo, the light is sensual, the mood somehow humid — it’s summertime — and the woman is, incongruously, wearing a beaded ballroom gown.

Brodie’s photos might depict a wish for a world uncomplicated by money or its absence — an aesthetic nostalgia for a time when no one had any money, and everyone had, perhaps, more integrity without it. Yet these images of romanticized destitution have, quite ironically, become high-priced art objects. Frankly, I find it creepy that art collectors will pay top dollar for highly aesthetic portraits of cute — and apparently penniless — teenage punk waifs staring guilelessly from dirt-smudged faces into the camera. Brodie’s photos have become valuable just as the country stands on the edge of the kind of Great Depression they romanticize. The winner at age 22 of the 2008 Baum Award for Emerging American Photographers, Brodie is highly talented. But the buzz about his subjects suggests that the weary art world is willing to go to as great lengths as the train-hopping kids in a search for authenticity. The Great Depression to come is on some level longed for.

Brodie seems motivated by a sincere desire to celebrate his community. "I just want to spend the next couple of years traveling around, following the warm weather, and documenting the train-hopping youth of America," he said in one recent interview. The joy of young friendship and the camaraderie of the road come through in his work. One soon-to-be-classic photo captures three train-hoppers from the waist down on a moving train: three sets of rolled-up trousers exposing dirty legs hang off the train, with the gravel rail bed and tracks below a blur. Near the center of the image, a can of beans with a spoon sticking out of it is being passed to someone whose hand reaches down from the upper right. It’s sort of a tramp reenactment of Michelangelo’s The Creation of Adam, and the meeting of the hands on the can gives the photo an emotional punch. Though the young legs look straight out of The Little Rascals, the image is timeless, as poignant and enduring as summer itself.

When Brodie photos like this one escape from the self-consciousness of staged portraiture, they effortlessly capture the exhilaration of being young and on a freight train with your whole life seemingly ahead of you. The picture in this show of the kid hanging off the back of a moving train by one tattooed arm may be bought, but the middle-finger salute he triumphantly gives to the camera says the joke is on the collector who pays for it.

That the kid giving the finger will likely one day resemble William T. Vollmann in the new train-hopping memoir Riding Toward Everywhere (Ecco Press, 288 pages, $26.95) is a joke — played by time — on all of us. As the book begins, Vollmann finds himself nearing 50, recovering from a broken pelvis, and too hobbled to catch moving freights. Without even a fedora, he humbly cowers around the perimeter of a train yard carrying his only fashion accessory, a trusty orange bucket ("One could sit on it, carry things in it, and piss into it"), while contemputf8g his life’s narrowing options: "I hope that as what I get diminishes thanks to old age, erotic rejection, financial loss, or authority’s love taps, I will continue to receive it gratefully."

Like a veteran pitcher who has lost some zip on his fastball, Vollmann gets by on guts, his vitality flowing from an ornery and uncompromising hatred of authority that isn’t matched by young Brodie. "The activities described in this book are criminally American," he states in a disclaimer. In an increasingly controlled and uptight America, where "year by year the Good Germans march deeper into (your) life," Vollmann holds onto the hope that a freight train can still help him find a hole in the net.

Riding Toward Everywhere includes 20 or so pages of photos by Vollmann. In sharp contrast to Brodie’s, none feature anything you could really call pretty — except perhaps a snapshot of a friendly waitress in Wyoming, whose inclusion here only underscores the loneliness and desperation he finds on the rails. Vollmann’s camera finds cardboard camps in the weeds, toothless tramps, stern rail cops, and racist graffiti under rail bridges. For him, the train yard represents a collection of failed possibilities. In a boxcar heading from Salinas to Oakland, he finds an old hobo moniker from La Grande, Ore., written on the wall and spends the long boxcar night contemputf8g a woman from there whom he’d loved — and what might have been if they’d stayed together. In the morning light through the boxcar doors, looking out over "cornfields and the half-constructed houses of our ever-swarming California," he mourns "not merely my past but the vanished American West itself, where I would have homesteaded with my pioneer bride."

Well versed in the lore of rail-hopping, Vollmann goes to such places as Spokane, Wash., and Laramie, Wyo., in search of the hobo jungles of today’s American West. However, where proud Wobblies and tramps once cooked up a mulligan stew and waited to catch out, he finds a police lineup of blown-out drunks and SSI recipients. Though free to roam the rails under that big Western sky, they seem as herded and docile as those last few sad bison living out their days at the end of Golden Gate Park.

As in his last book, Poor People (Harper Perennial, 464 pages, $16.95), Vollmann records somewhat incoherent interviews with these subjects, an approach that stands in for sociology. While the elliptical conversations do give a somewhat impressionistic take on what life on the rails is like, Riding Toward Everywhere‘s subjects are hardly representative. Like Brodie, Vollmann is in thrall to a particular aesthetic. He’s committed to sensationalizing the ugliest aspects of the rails, to obsessing over swastika tags and crude drawings of women’s genitalia scrawled by bums on boxcar walls.

While spending much of Riding Toward Everywhere looking for the Freight Train Riders of America, a half-mythical hobo gang whose members supposedly will "kill you for $5 in food stamps," Vollmann fails to mention possibly the largest population on the West Coast train lines — undocumented Latino farmworkers. In my own experience hopping trains, I’ve shared food, water, and a sweet sense of humanity beyond language with such laborers. (Just last October, when I got off a train that stopped at the bridge over the American River in Vollmann’s hometown, Sacramento, I looked back to see five Latino guys carrying their belongings in Safeway plastic bags, scurrying up the embankment to get on the train before it started moving again toward Stockton.) Their presence on the rails is so great that I’d venture to say that if train cops actually tried to stop them from riding, an apple would cost five bucks, because there’d be no one left to pick them.

Still, despite self-consciously labeling himself a "fauxbeau," the 2005 National Book Award winner gets most details of train hopping right. Insider safety tips — don’t forget to put a rail spike in the boxcar door so it can’t slam shut on you! — are well represented, and Vollmann is especially good on the sights, sounds, and feelings of actually being on a train. He captures perfectly that indescribably victorious moment when your train is finally leaving the yard and it starts to accelerate just as you pass the cursed patch of weeds and litter where you’ve been hiding from the yard bull for 24 hours. Riding Toward Everywhere is most enlivening when this old pro simply lies back and describes what he sees out of his boxcar door.

Unfortunately, it turns out Vollmann doesn’t have even a relatively short book’s worth of train-hopping stories. After the excitement of a handful of train rides described early in the book, he pads the page count by dusting off other writers from the past and their takes on the road. Jack Kerouac, Jack London, and Ernest Hemingway are, predictably, quoted at length. Mark Twain’s raft on the Mississippi makes a guest appearance. Riding Toward Everywhere, it turns out, is a lot like a freight-train ride itself: in the beginning it’s really exciting and feels like it could lead anywhere, but after a while it starts moving so slowly that you can’t wait to get off!

Yet Vollmann’s book still has something to say about the search for real freedom — about its elusiveness and the price of trying to find it. "And we flee in search of last summer or next summer," he writes, "but there’s no harm in it if we know all the time it’s only a shadow show." Somewhere between the eternal search for next summer and the eternal search for last summer is the real ache Vollmann feels in his bones as he struggles to climb aboard a boxcar. In the years between the kid that Brodie photographs hanging off the back of a speeding freight train and the incoherent drunk living by the tracks that Vollmann interviews, there are cherished bits of freedom. They’re snatched from razor-wired train yards and robot train cops: a view through a boxcar door of elk at sunrise, or the taste of cold water from a trackside creek in the middle of nowhere Montana. These experiences are so rare and true that mere images of them are worth thousands in galleries.

The holes in the net are rare these days. I think often of my first train ride from that place out of time. It is a place seen in my favorite photo from Brodie’s exhibition at SF Camerawork. Through a rear window, it catches seven kids in the back of a pickup truck rolling down a flat Middle American prairie road at dusk. Hair is blowing all around in the wind, but one guy on the left is bent over in cool concentration, rolling a smoke, as warm yellow sunlight the very color of nostalgia floods the image. Whether you’re Mike Brodie, 22, or William Vollmann, 48, or myself, just now 35, you can’t help it; you want to live in this photo forever.

Small Business Awards 2008: Arthur Jackson Diversity in Business Award

Before it was cool or mainstream for businesses to go green, the nonprofit WAGES (Women’s Action to Gain Economic Security) was successfully promoting eco-friendly house cleaning cooperatives to empower low-income workers.

That they’ve been doing it successfully since 1997 testifies to the idea that promoting workers’ rights and creating an environmentally sustainable business is possible.

Based in Oakland, the small WAGES staff helps low-income women form worker-owned cleaning cooperatives by offering leadership training, education, and management until the cooperatives can become self-sustaining. So far three of the cooperatives operate in the Bay Area, and a fourth is slated to open in San Francisco by the end of the year.

WAGES members reap the benefits.

All three of the Bay Area cooperatives cover health insurance for all their workers and deliver a competitive wage between 50 to 100 percent higher than what the workers originally made. Since WAGES workers co-own their business, their household incomes have increased significantly.

To get there, WAGES uses a highly empowering model in which workers are encouraged to fundraise before they sign on to start their co-op in order to offset some of the small business loans. They also have to attend leadership and business training classes with WAGES staff for several months.

Only then can these women, mostly Latina, fully reap the financial and health benefits of their business. Under WAGES’ eco-friendly policy, the co-ops use only nontoxic alternatives to standard chemical solutions such as baking soda, vinegar, and dishwashing soap diluted with water.

In a low-wage job where workers suffer indignities and often get little respect, the women who founded the three Bay Area co-ops to date came to environmentalism from a different route than the more privileged among us. For these women, who often cleaned four to five homes a day, the constant exposure to commercial cleaners led to rashes, headaches, asthma, and memory loss, among other side effects. The majority of those symptoms have mostly abated under WAGES eco-friendly business model, said Hilary Abell, WAGES executive director. Abell hopes WAGES can saturate the Bay Area market, giving needed jobs to scores of new workers.

Small Business Awards 2008: Small Green Business Award

As soon as you enter the woman-owned Luscious Garage, you know you’re not in your typical stinky, boys-only auto repair shop. The art-lined walls are painted creamy yellow. Plants and open windows — in place of energy-sucking exhaust systems — act as an air filter. The second-hand furniture, all dark wood, gorgeously contrasts with the light walls and green leaves. A corkboard beckons with fliers from other green businesses like Green Cab, which sends its fleet to Luscious for maintenance.

Beauty meets function on the spotless floor made of nonporous cement, not the usual grease-stained epoxy. It won’t absorb toxins, making it easier to clean and maintain. Natural light fills the room with a sunny glow while soft halogen task lighting shines only on the necessary work areas.

More than just the so-called "women’s touch," it is the culture of hybrids, which are exclusively serviced at the shop, that the appearance of Luscious Garage reflects. That culture acknowledges driving as a necessary evil that’s not going to disappear anytime soonbut one that shouldn’t stop us from being environmentally responsible.

The impetus for all this beauty and responsibility came to owner and lead technician Carolyn Coquillette soon after she got degrees in English and physics from the University of Michigan — when her car promptly broke down. "I thought it was stupid that I couldn’t solve the problem because I didn’t have basic car knowledge," she recalls. She began taking auto repair night classes at a community college and eventually took a job at her instructor’s garage. But she was eager to understand more about advanced hybrid technology and followed that interest to California.

Apparently she wants to pass some of that education onto her customers. At Luscious, a technician uploads car information to the shop’s Web site, which customers can access online to track the repairs. Not only does this practice make the services "fully transparent" to the car-illiterate, it allows Coquillette to follow another important green business practice: keeping her garage paper-free.

That’s not all: Luscious Garage brews its own windshield fluid out of vinegar and water and uses re-refined oil in place of crude-refined oil. All linens are washed on site to monitor water, energy, and chemicals, and a gray water system is being set up to water plants. Rags are used to clean residue off the concrete, and a service launders them off-site so that the chemicals are disposed of properly. Containers are refillable and fabrics are repurposed to make durable, reusable floor mats and fender covers.

When it comes to being green, Coquillette sums it up: "People are like, screw it, there’s nothing I can do. But there are small things you can do: make better choices, make greener choices."

Seems like she’s doing some pretty big things too. (Ailene Sankur)

Afrolicious Anniversary

PREVIEW One of my favorite movie moments involves a big-ass cup of orange soda. It’s the opening scene of Undercover Brother (2002), when an Afro-clad Eddie Griffin navigates his drop top, burnt orange Caddy with one hand while holding his Big Gulp cup of orange soda in the other. He’s driving with the confident swag of someone who cruises the strip, filled with fruit-inspired sugar water, often. Mid-cruise, he swerves to avoid hitting something and loses control of the car. Or does he? While the car spirals in the middle of the intersection and he strong-arms the steering wheel to regain control, he holds up the orange soda to avoid any spillage. The camera pans to the miraculous survival of the soda — and the rest is history. You might wonder: what does this have to do with the one-year anniversary of Afrolicious at the Elbo Room? Nothing. Except that when I think of things that are Afrolicious and still surviving, I think of that scene, and that cup of orange soda. Alas, the weekly get-down of the African diaspora’s plethora of musical innovations is celebrating a full year of existence. Headlining the celebration is Miami’s popular Spam All Stars, whose live sets kick off the two-night party. The band is joined by DJs Pleasuremaker and Señor Oz, and their live percussionists. Celebrate birth, revival, and the joys of springtime in the city at Afrolicious. Too bad the Elbo Room doesn’t have orange soda.

Flash: Is Stockton ousting PG@E?

Joe Neilands flashed the news late Friday afternoon. The City of Stockton may be moving to kick PG@E out of town.

Neilands broke the PG@E/Raker Act scandal wide open with an expose in the Guardian in l969 and started the long battle to kick PG@E out of City Hall and out of San Francisco.

Sure enough, Joe was on target again. The Stockton Record carried the story on Wednesday (April 30) with a strong headline: “PG@E Sued by Stockton, City Pursues Ruling to Aid Possible Power Takeover.” The story, by David Siders,
reported that the city sued “its century-old power provider Tuesday and requested “that a court rule Stockton has the right to oust Pacific Gas & Electric Company and to take over the local electricity market–even before the city decides if it ought to.

“A ruling in the city’s favor would reinforce its position that PG@E is contractually obligated to sell–agreeing to do so in its franchise agreement in l954–and would undermine PG@E’s claim that a takeover would be hostile and that its assets are not for sale.”

Mayor Ed Chavez had called for a takeover bid in his State of the City address in February. The story quoted him as saying that a takeover would cut rates and generate millions of dollars in revenue. A preliminary estimate found that it could cost Stockton $368 million to buy PG@E’s assets but that the market is so profitable the city could recover that cost and save $8 million more annually, according to the Record.

Hey, Mayor Newsom and all the PUC and other City Hall officials are scared to death of PG@E. Listen up. If Stockton can take on PG@E, why can’t San Francisco take on PG@E? After all, San Francisco is the only city in the U.S. that is required by federal law to have a public power system (because the Raker Act of l913 allowed the city to build the Hetch Hetchy dam in Yosemite National Park for its water supply, on condition the city residents get cheap Hetch Hetchy public power.) The city got the water but it never got the electricity because of PG@E muscle and City Hall cowardice and so PG@E stands to this day as an illegal private utility in San Francisco. Well, it’s good to see Joe still on the story after all these years. But, as I always tell him jokingly, “Joe, with a little more seasoning, you may be ready to cover City Hall in San Francisco.”

Raw, skin-glistening sensuality and brooding, lip-curled menace — ah, what a combination at the club. There’s something to be said for straddling the edge of a knife like that, simultaneously titilutf8g and unsettling those witnessing the spectacle onstage. When my partner and I first caught the fearsomely hot ‘n’ bothered Scottish quartet Sons and Daughters at a music-shop appearance in their hometown of Glasgow back in 2005, we were spellbound, rendered immobile in a mighty glue of arousal and trepidation. It felt wonderful.

Despite the bright lights and merchandise displays, the foursome had cloaked the room in lurid, late-night basement ambience: nothing but broken bottles and dark-corner encounters to be regretted the morning after. Force-of-nature vocalist Adele Bethel brandished the mic cord like a whip, lashing away at the floor like a bedroom punisher as her bandmates stoked rockabilly wildfires behind her. The powder keg at their core, shrapnel-blues guitarist Scott Paterson, provided the perfect sparring partner for Bethel’s tales of scary love and lusty violence, his soulful baritone bellow and spiked riffs further elevating the drama. Then there were the rhythms of drummer David Gow and bassist and occasional mandolinist Ailidh Lennon — alternating between deathly lurches and full-blown Sun Records shuffles on speed, their purely primal, low-end grind hit squarely between the gut and the groin. We were transfixed. And so the love affair — sordidness and all — began.

To locate the first strokes of desire, one must consult Sons and Daughters’ 2003 debut, Love the Cup (Domino), for answers. A seven-song collection of murderous urges and dirty romances, the mandolin-blazing mini-album threw fevered glances in the direction of X, Nick Cave and the Bad Seeds, and as the song title "Johnny Cash" would suggest, the Man in Black himself. Offering both sweltering come-ons and skin-burrowing creep-outs, the highlight arrived with the ominous chug of "La Lune," in which Bethel offered some small comfort for listeners’ inevitable sneaking feelings: "The fear’s making sense."

The courtship blossomed with 2005’s The Repulsion Box (Domino), a continuation of the Glaswegians’ frenzied rockabilly trawls through id territory. But my head officially tumbled over my heels with the arrival of the recently released This Gift (Domino). Produced by former Suede guitarist Bernard Butler, this third outing is an immense leap forward, heaping compellingly glamorous levels of reverb-heavy drama to the band’s more tightly focused explorations of the dark side of the pleasure principle. "Living’s so dangerous / Try to conduct yourself," Bethel counsels on the twisted soul rave-up "Darling." But somehow I have to wonder whether Sons and Daughters follow their own advice. Meanwhile, I seem to have fallen a bit deeper.

Wait, wasn’t the primary election back in February? Yes, it was — in a way. The California Legislature, in an effort to make the state more relevant (that turned out well, didn’t it?) moved the presidential primary several months earlier this year but left the rest of the primary races, and some key initiatives, for the June 3 ballot. It’s an irony that the congressional representative from Marin and Sonoma counties is far to the left of the representative from San Francisco, but Lynn Woolsey’s politics put Nancy Pelosi to shame. Woolsey was against the Iraq war from the start and the first member of Congress to demand that the troops come home, and she continues to speak out on the issue. At the same time, she’s also a strong advocate for injured veterans.

Woolsey, who once upon a time (many years ago) was on welfare herself, hasn’t forgotten what it’s like to have trouble making ends meet. She’s a leading voice against cuts in social service spending and is now pushing a bill to increase food stamp benefits. She richly deserves reelection.

Congress, District 7

GEORGE MILLER


George Miller, who has represented this East Bay district since 1974, is an effective legislator and strong environmentalist. Sometimes he’s too willing to compromise — he worked with the George W. Bush administration on No Child Left Behind, a disaster of an education bill — but he’s a solid opponent of the war and we’ll endorse him for another term.

Congress, District 8

NO ENDORSEMENT


Cindy Sheehan, the antiwar activist, is moving forward with her campaign to challenge Nancy Pelosi as an independent candidate in November, and we wish her luck. For now, Pelosi, the Speaker of the House and one of the most powerful people in Washington, will easily win the Democratic primary.

But Pelosi long ago stopped representing her San Francisco district. She continues to support full funding for Bush’s war, refused to even consider impeachment (back when it might have made sense), refused to interact with war critics who camped out in front of her house … and still won’t acknowledge it was a mistake to privatize the Presidio. We can’t endorse her.

Congress, District 13

PETE STARK


You have to love Pete Stark. The older he gets, the more radical he sounds — and after 32 years representing this East Bay district, he shows no signs of slowing down. Stark is unwilling to be polite or accommodating about the Iraq war. In 2007 he announced on the floor of the House that the Republicans "don’t have money to fund the war or children. But you’re going to spend it to blow up innocent people if we can get enough kids to grow old enough for you to send to Iraq to get their heads blown off for the president’s amusement." He happily signed on to a measure to impeach Vice President Dick Cheney. He is the only member of Congress who proudly admits being an atheist. It’s hard to imagine how someone like Stark could get elected today. But we’re glad he’s around.

Nonpartisan offices

Superior Court, Seat 12

GERARDO SANDOVAL


There aren’t many former public defenders on the bench in California. For years, governors — both Democratic and Republican — have leaned toward prosecutors and civil lawyers from big downtown firms when they’ve made judicial appointments. So the San Francisco judiciary isn’t, generally speaking, as progressive or diverse as the city.

Sup. Gerardo Sandoval, who will be termed out this year, is looking to become a judge — and there’s no way this governor would ever appoint him. So he’s doing something that’s fairly rare, even in this town: he’s running for election against an incumbent.

We’re happy to see that. It’s heartening to see an actual judicial election. Judges are technically elected officials, but most incumbents retire in the middle of their terms, allowing the governor to appoint their replacements, and unless someone files to run against a sitting judge, his or her name doesn’t even appear on the ballot.

Sandoval is challenging Judge Thomas Mellon, a Republican who was appointed by Gov. Pete Wilson in 1994. He’s not known as a star on the bench: according to California Courts and Judges, a legal journal that profiles judges and includes interviews with lawyers who have appeared before them, Mellon has a reputation for being unreasonable and cantankerous. In 2000, the San Francisco Public Defenders Office sought to have him removed from all criminal cases because of what the defense lawyers saw as a bias against them and their clients.

Sandoval hasn’t been a perfect supervisor, and we’ve disagreed with him on a number of key issues. But he’s promised us to work for more openness in the courts (including open meetings on court administration), and we’ll give him our endorsement.

State races and propositions

State Senate, District 3

MARK LENO


It doesn’t get any tougher than this — two strong candidates, each with tremendous appeal and a few serious weaknesses. Two San Francisco progressives with distinguished records fighting for a powerful seat that could possibly be lost to a third candidate, a moderate from Marin County who would be terrible in the job. Two people we genuinely like, for very different reasons. It’s fair to say that this is one of the hardest decisions we’ve had to make in the 42-year history of the Guardian.

In the end, we’ve decided — with much enthusiasm and some reservations — to endorse Assemblymember Mark Leno.

We will start with the obvious: this race is the result of term limits. Leno, who has served in the state Assembly for six years, argues, convincingly, that he is challenging incumbent state Sen. Carole Migden because he feels she hasn’t been doing the job. But Leno also loves politics, has no desire to return to life outside the spotlight, and if he could have stayed in the Assembly, the odds that he would have taken on this ugly and difficult race are slim. And if Leno hadn’t opened the door and exposed Migden’s vulnerability, there’s no way former Assemblymember Joe Nation of Marin would have thrown his hat into the ring. We’ve always opposed term limits; we still do.

That said, we’ll hold a few truths to be self-evident: In a one-party town, the only way any incumbent is ever held accountable is through a primary challenge. Those challenges can be unpleasant, and some — including Migden and many of her allies — argue that they’re a waste of precious resources. If Migden wasn’t scrambling to hold onto her seat, she’d be spending her money and political capital trying to elect more Democrats to the state Legislature. But Leno had every right to take on Migden. And win or lose, he has done a laudable public service: it’s been years since we’ve seen Migden around town, talking to constituents, returning phone calls and pushing local issues the way she has in the past few months. And while there will be some anger and bitterness when this is over — and some friends and political allies have been at each other’s throats and will have to figure out how to put that behind them — on balance this has been good for San Francisco. Migden has done much good, much to be proud of, but she had also become somewhat imperious and arrogant, a politician who hadn’t faced a serious election in more than a decade. If this election serves as a reminder to every powerful Democratic legislator that no seat is truly safe (are you listening, Nancy Pelosi?), then the result of what now seems like a political bloodbath can be only positive.

The Third Senate District, a large geographic area that stretches from San Francisco north into Sonoma County, needs an effective, progressive legislator who can promote issues and programs in a body that is not known as a bastion of liberal thought.

Both Migden and Leno can make a strong case on that front. Leno, for example, managed to get passed and signed into law a bill that amends the notorious pro-landlord Ellis Act to protect seniors and disabled people from evictions. He got both houses of the Legislature to approve a marriage-equality bill — twice. During his tenure in the unpleasant job of chairing the Public Safety Committee, he managed to kill a long list of horrible right-wing bills and was one of the few legislators to take a stand against the foolish measure that barred registered sex offenders from living near a park or school. Migden helped pass the landmark community-aggregation bill that allows cities to take a big step toward public power. She’s also passed several key bills to regulate or ban toxic substances in consumer products.

Migden’s record isn’t all positive, though. For a time, she was the chair of the powerful Appropriations Committee — although she gave up that post in 2006, abandoning a job that was important to her district and constituents, to devote more time to campaigning for Steve Westly, a moderate candidate for governor. When we challenged her on that move, she showed her legendary temper, attacking at least one Guardian editor personally and refusing to address the issue at hand. Unfortunately, that isn’t unusual behavior.

Then there’s the matter of ethics and campaign finance laws. The Fair Political Practices Commission has fined Migden $350,000 — the largest penalty ever assessed against a state lawmaker — for 89 violations of campaign finance laws. We take that seriously; the Guardian has always strongly supported ethics and campaign-finance laws, and this level of disregard for the rules raises serious doubts for us about Migden’s credibility.

Sup. Chris Daly posted an open letter to us on his blog last week, and he made a strong pitch for Migden: "While there are only a few differences between Carole and Mark Leno on the issues," he wrote, "when it comes to San Francisco politics, the two are in warring political factions. Carole has used her position in Sacramento consistently to help progressive candidates and causes in San Francisco, while Leno is a kinder, gentler Gavin Newsom."

He’s absolutely right. On the local issues we care about, Migden has been with us far more than Leno. When the public power movement needed money and support in 2002, Migden was there for us. When the University of California and a private developer were trying to turn the old UC Extension campus into luxury housing, Migden was the one who helped Sup. Ross Mirkarimi demand more affordable units. Migden was the one who helped prevent a bad development plan on the Port. Migden stood with the progressives in denouncing Newsom’s budget — and Leno stood with the mayor.

The district supervisorial battles this fall will be crucial to the city’s future, and Migden has already endorsed Eric Mar, the best progressive candidate for District 1, and will almost certainly be with John Avalos, the leading progressive in District 11. Leno may well back a Newsom moderate. In fact, he’s made himself a part of what labor activist Robert Haaland aptly calls the "squishy center" in San Francisco, the realm of the weak, the fearful, and the downtown sycophants who refuse to promote progressive taxes, regulations, and budgets at City Hall. His allegiance to Newsom is truly disturbing.

There’s a war for the soul of San Francisco today, as there has been for many years, and Leno has often tried to straddle the battle lines, sometimes leaning a bit to the wrong camp — and never showing the courage to fight at home for the issues he talks about in Sacramento. We’ll stipulate to that — and the only reason we can put it aside for the purposes of this endorsement is that Leno has never really had much in the way of coattails. He supports the wrong candidates, but he doesn’t do much for them — and we sincerely hope it stays that way.

While Leno is too close to Newsom, we will note that Migden is far too close to Gap founder and Republican leader Don Fisher, one of the most evil players in local politics. She proudly pushed to put Fisher — who supports privatizing public schools — on the state Board of Education.

A prominent local progressive, who we won’t identify by name, called us several months ago to ask how were going to come down in this race, and when we confessed indecision, he said: "You know, I really want to support Carole. But she makes it so hard."

We find ourselves in a similar position. We really wanted to support Migden in this race. We’d prefer to see the state senator from San Francisco using her fundraising ability and influence to promote the candidates and causes we care about.

But Migden has serious political problems right now, baggage we can’t ignore — and it’s all of her own making. Migden says her problems with the Fair Political Practices Commission are little more than technical mistakes — but that’s nonsense. She’s played fast and loose with campaign money for years. When it comes to campaign finance laws, Migden has always acted as if she rules don’t apply to her. She’s treated FPPC fines as little more than a cost of doing business. This latest scandal isn’t an exception; it’s the rule.

Unfortunately, it’s left her in a position where she’s going to have a hard time winning. Today, the election looks like a two-person race between Leno and Nation. And the threat of Joe Nation winning this primary is too great for us to mess around.

Despite our criticism of both candidates, we would be happy with either in the state Senate. We’re taking a chance with Leno; he’s shown some movement toward the progressive camp, and he needs to continue that. If he wins, he will have a huge job to do bringing a fractured queer and progressive community back together — and the way to do that is not by simply going along with everything Newsom wants. Leno has to show some of the same courage at home he’s shown in Sacramento.

But right now, today, we’ve endorsing Mark Leno for state Senate.

State Senate, District 9

LONI HANCOCK


This is another of several tough calls, another creature of term limits that pit two accomplished and experienced termed-out progressive assembly members against each other for the senate seat of termed-out Don Perata. We’ve supported both Loni Hancock and Wilma Chan in the past, and we like both of them. In this one, on balance, we’re going with Hancock.

Hancock has a lifetime of experience in progressive politics. She was elected to the Berkeley City Council in 1971, served two terms as Berkeley mayor, worked as the US Department of Education’s western regional director under Bill Clinton, and has been in the State Assembly the past six years. On just about every progressive issue in the state, she’s been an activist and a leader. And at a time when the state is facing a devastating, crippling budget crisis that makes every other issue seem unimportant, Hancock seems to have a clear grasp of the problem and how to address it. She’s thought through the budget calculus and offers a range of new revenue measures and a program to change the rules for budget passage (two-thirds vote in the legislature is needed to pass any budget bill, which gives Republicans, all but one who has taken a Grover Norquist–inspired pledge never to raise taxes, an effective veto).

Chan, who represented Oakland in the assembly for six years, is a fighter: she’s taken on the insurance industry (by cosponsoring a major single-payer health insurance bill), the chemical industry (by pushing to ban toxic materials in furniture, toys, and plumbing fixtures), and the alcoholic-beverages lobby (by seeking taxes to pay for treatment for young alcoholics). She’s an advocate of sunshine, not just in government, where she’s calling for an earlier and more open budget process, but also in the private sector: a Chan bill sought to force health insurance companies to make public the figures on how often they decline claims.

But she seems to us to have less of a grasp of the budget crisis and the level of political organizing it will take to solve it. Right now, at a time of financial crisis, we’re going with Hancock’s experience and broader vision.

State Assembly, District 12

FIONA MA


We were dubious about Ma. She was a pretty bad supervisor, and when she first ran for Assembly two years ago, we endorsed her opponent. But Ma’s done some good things in Sacramento — she’s become one of the leading supporters of high-speed rail, and she’s working against state Sen. Leland Yee’s attempt to give away 60 acres of public land around the Cow Palace to a private developer. She has no primary opponent, and we’ll endorse her for another term.

State Assembly, District 13

TOM AMMIANO


This one’s easy. Ammiano, who has been a progressive stalwart on the Board of Supervisors for more than 15 years, is running with no opposition in the Democratic primary for state Assembly, and we’re proud to endorse his bid.

Although he’s certain to win, it’s worth taking a moment to recall the extent of Ammiano’s service to San Francisco and the progressive movement. He authored the city’s domestic partners law. He authored the living wage law. He created the universal health care program that Mayor Newsom is trying to take credit for. He sponsored the 2002 public-power measure that would have won if the election hadn’t been stolen. He created the Children’s Fund. He authored the Rainy Day Fund law that is now saving the public schools in San Francisco. And the list goes on and on.

Beyond his legislative accomplishments, Ammiano has been a leader — at times, the leader — of the city’s progressive movement and is at least in part responsible for the progressive majority now on the Board of Supervisors. In the bleak days before district elections, he was often the only supervisor who would carry progressive bills. His 1999 mayoral challenge to incumbent Willie Brown marked a tectonic shift in local politics, galvanizing the left and leading the way to the district-election victories that brought Aaron Peskin, Matt Gonzalez, Jake McGoldrick, Chris Daly, and Gerardo Sandoval to office in 2000.

It’s hard to imagine the San Francisco left without him.

Ammiano will do a fine job in Sacramento, and will continue to use his influence to push the progressive agenda back home.

State Assembly, District 14

KRISS WORTHINGTON


This is another tough one. The race to replace Loni Hancock, one of the most progressive and effective legislators in the state, has drawn two solid, experienced, and well-qualified candidates: Berkeley City Council member Kriss Worthington and former council member Nancy Skinner. We like Skinner, and she would make an excellent assemblymember. But all things considered, we’re going with Worthington.

Skinner was on the Berkeley council from 1984 to 1992 and was part of a progressive majority in the 1980s that redefined how the left could run a city. That council promoted some of the best tenant protection and rent control laws in history, created some of the best local environmental initiatives, and fought to build affordable housing and fund human services. Skinner was responsible for the first local law in the United States to ban Styrofoam containers — a measure that caused McDonald’s to change its food-packaging policies nationwide. She went on to found a nonprofit that helps cities establish sustainable environmental policies.

Skinner told us that California has "gutted our commitment to education," and she vowed to look for creative new ways to raise revenue to pay for better schools. She’s in touch with the best economic thinkers in Sacramento, has the endorsement of Hancock (and much of the rest of the East Bay Democratic Party establishment), and would hit the ground running in the legislature.

Worthington, Berkeley’s only openly gay council member, has been the voice and conscience of the city’s progressive community for the past decade. He’s also been one of the hardest-working politicians in the city — a recent study by a group of UC Berkeley students found that he had written more city council measures than anyone else currently on the council and had won approval for 98 percent of them.

Worthington has been the driving force for a more effective sunshine law in Berkeley, and has been unafraid to challenge the liberal mayor, Tom Bates, and other leading Democrats. His campaign slogan — "a Democrat with a backbone" — has infuriated some of the party hierarchy with its clear (and intended) implication that a lot of other Democrats lack a spine.

"All of the Democrats in the assembly voted for 50,000 more prison beds," he told us. "We needed a Barbara Lee [who cast Congress’ lone vote against George W. Bush’s first war resolution] to stand up and say, ‘this is wrong and I won’t go along.’"

That’s one of the things we like best about Worthington: on just about every issue and front, he’s willing to push the envelope and demand that other Democrats, even other progressive Democrats, stand up and be counted. Which is exactly what we expect from someone who represents one of the most progressive districts in the state.

It’s a close call, but on this one, we’re supporting Kriss Worthington.

There’s a little rhyme to help you remember which way to vote on this critical pair of ballot measures:

"We hate 98, but 99 is fine."

The issue here is eminent domain, which is making its perennial ballot appearance. Californians don’t like the idea of the government seizing their property and handing it over to private developers, and the most conservative right-wing forces in the state are trying to take advantage of that.

Think about this: if Prop. 98 passes, there will be no more rent control in California. That means thousands of San Francisco tenants will lose their homes. Many could become homeless. Others will have to leave town. All the unlawful-evictions laws will be tossed out. So will virtually any land-use regulations, which is why all the environmental groups also oppose Prop. 98.

In fact, everyone except the Howard Jarvis anti-tax group hates this measure, including seniors, farmers, water districts, unions, and — believe it or not — the California Chamber of Commerce.

Prop. 99, on the other hand, is an unapologetic poison-pill measure that’s been put on the ballot for two reasons: to fix the eminent domain law once and for all, and kill Prop. 98 if it passes. It’s simply worded and goes to the heart of the problem by preventing government agencies from seizing residential property to turn over to private developers. If it passes, the state will finally get beyond the bad guys using the cloak of eminent domain to destroy all the provisions protecting people and the environment.

If anyone has any doubts about the motivation here, take a look at the money: the $3 million to support Prop. 98 came almost entirely from landlords.

This is the single most important issue on the ballot. Remember: no on 98, yes on 99.

San Francisco measures

Proposition A

School parcel tax

YES, YES, YES


Every year, hundreds of excellent teachers leave the San Francisco Unified School District. Some retire after a career in the classroom, but too many others — young teachers with three to five years of experience — bail because they decide they can’t make enough money. San Francisco pays less than public school districts in San Mateo and Marin counties and far less than private and charter schools. And given the high cost of living in the city, a lot of qualified people never even consider teaching as a profession. That harms the public school system and the 58,000 students who rely on it.

It’s a statewide problem, even a national one — but San Francisco, with a remarkable civic unity, is moving to do something about it. Proposition A would place an annual tax on every parcel of land in the city; the typical homeowner would pay less than $200 a year. The money would go directly to increasing pay — mostly starting pay — for teachers. The proposition, which has the support of almost everyone in town except the Republican Party, is properly targeted toward the newer teachers, with the goal of keeping the best teachers on the job past that critical three to five years.

Parcel taxes aren’t perfect; they force homeowners and small businesses to pay the same rate as huge commercial property owners. The way land is divided in the city most big downtown properties sit on at least five, and sometimes as many as 10 or 20 parcels, so the bill will be larger for them. But it’s still nowhere near proportionate.

Still, Prop. 13 has made it almost impossible to raise ad valorum property taxes (based on a property’s assessed value) in the state, and communities all around the Bay are using parcel taxes as a reasonable if imperfect substitute.

There’s a strong campaign for Prop. A and not much in the way of organized opposition, but the measure still needs a two-thirds vote. So for the sake of public education in San Francisco, it’s critical to vote yes.

Proposition B

City retiree benefits change

YES


San Francisco has always offered generous health and retirement benefits to its employees. That’s a good thing. But in this unfortunate era, when federal money is getting sucked into Iraq, state money is going down the giant deficit rat hole, and nobody is willing to raise taxes, the bill for San Francisco’s expensive employee benefit programs is now looking to create a fiscal crisis at City Hall. Officials estimate the payout for current and past employees could total $4 billion over the next 30 years.

So Sup. Sean Elsbernd and his colleagues on the Board of Supervisors have engineered this smart compromise measure in a way that saves the city money over the long run and has the support of labor unions (largely because it includes an increase in the pensions for longtime employees, partially offset by a one-year wage freeze starting in 2009) while still offering reasonable retirements benefits for new employees.

Previously, city employees who worked just five years could get taxpayer-paid health benefits for life. Under this measure, it will take 20 years to get fully paid health benefits, with partially paid benefits after 10 years.

It’s rare to find an issue that has the support of virtually everyone, from the supervisors and the mayor to labor. Prop. B makes sense. Vote yes.

Proposition C

Benefit denials for convicts

NO


On the surface, it’s hard to argue against Prop. C, a measure promoted as a way to keep crooks from collecting city retirement benefits. Sup. Sean Elsbernd’s ballot measure would update an ordinance that’s been on the books in San Francisco for years, one that strips public employees found guilty of "crimes of moral turpitude" against the city of their pensions. A recent court case involving a worker who stole from the city raised doubt about whether that law also applied to disability pay, and Prop. C would clear up that possible loophole.

But there are drawbacks this measure.

For starters, the problem isn’t that big: cases of rejected retirement benefits for city workers are rare. And the law still uses that questionable phrase "moral turpitude" — poorly defined in state law, never clearly defined in this measure, and as any older gay person can tell you, in the past applied to conduct that has nothing to do with honesty. The US State Department considers "bastardy," "lewdness," "mailing an obscene letter" and "desertion from the armed forces," among other things, to be crimes of moral turpitude.

Besides, Prop. C would apply not only to felonies but to misdemeanors. Cutting off disability pay for life over a misdemeanor offense seems awfully harsh.

The law that Elsbernd wants to expand ought to be rethought and reconfigured for the modern era. So vote no on C.

Proposition D

Appointments to city commissions

YES


Prop. D is a policy statement urging the mayor and the supervisors to appoint more women, minorities, and people with disabilities to city boards and commissions. It follows a study by the Commission on the Status of Women that such individuals are underrepresented on the policy bodies that run many city operations.

Despite the overblown concerns raised by local Republicans in the ballot arguments, this advisory measure would do nothing to interfere with qualified white males — or anyone else — getting slots on commissions.

Vote yes.

Proposition E

Board approval of San Francisco Public Utilities Commission appointees

YES


"The last thing we need is more politics at the San Francisco Public Utilities Commission," was the first line in Mayor Gavin Newsom’s ballot argument against Prop. E. That’s ironic: it was Newsom’s recent political power play — including the unexplained ousting of SFPUC General Manager Susan Leal and the partially successful effort to reappoint his political allies to this important body — that prompted this long overdue reform.

The SFPUC is arguably the most powerful and important of the city commissions, controlling all the vital resources city residents need: water, power, and waste disposal chief among them. Yet with the mayor controlling all appointments to the commission (it takes a two-thirds vote of the Board of Supervisors to challenge an appointment), that panel has long been stacked with worthless political hacks. As a result, the panel never pursued progressive approaches to conservation, environmental justice, public power, or aggressive development of renewable power sources.

Prop. E attempts to break that political stranglehold by requiring majority confirmation by the Board of Supervisors for all SFPUC appointments. It also mandates that appointees have some experience or expertise in matters important to the SFPUC.

If anything, this reform is too mild: we would have preferred that the board have the authority to name some of the commissioners. But that seemed unlikely to pass, so the board settled for a modest attempt to bring some oversight to the powerful panel.

Vote yes on Prop. E — because the last thing we need is more politics at the SFPUC.

Proposition F

Hunters Point-Bayview redevelopment

YES


Proposition G

NO


On the face of it, Proposition G sounds like a great way to restart the long-idle economic engine of the Bayview and clean up the heavily polluted Hunters Point Shipyard.

Who could be against a plan that promises up to 10,000 new homes, 300 acres of new parks, 8,000 permanent jobs, a green tech research park, a new 49ers stadium, a permanent home for shipyard artists, and a rebuild of Alice Griffith housing project?

The problem with Prop. G is that its promises are, for the most part, just that: promises — which could well shift at any time, driven by the bottom line of Lennar Corp., a financially stressed, out-of-state developer that has already broken trust with the Bayview’s low-income and predominantly African American community.

Lennar has yet to settle with the Bay Area air quality district over failures to control asbestos dust at a 1,500-unit condo complex on the shipyard, where for months the developer kicked up clouds of unmonitored toxic asbestos dust next to a K-12 school.

So, the idea of giving this corporation more land — including control of the cleanup of a federal Superfund site — as part of a plan that also allows it to construct a bridge over a slough restoration project doesn’t sit well with community and environmental groups. And Prop. G’s promise to build "as many as 25 percent affordable" housing units doesn’t impress affordable housing activists.

What Prop. G really means is that Lennar, which has already reneged on promises to create much-needed rental units at the shipyard, now plans to build at least 75 percent of its housing on this 770-acre waterfront swathe as luxury condos.

And with the subprime mortgage crisis continuing to roil the nation, there is a real fear that Prop. G’s final "affordability" percentage will be set by Lennar’s profit margins and not the demographics of the Bayview, home to the city’s last major African American community and many low-income people of color.

There’s more: The nice green space that you see in the slick Lennar campaign fliers is toxic and may not be fully cleaned up. Under the plan, Lennar would put condo towers on what is now state parkland, and in exchange the city would get some open space with artificial turf on top that would be used for parking during football games. Assuming, that is, that a deal to build a new stadium for the 49ers — which is part of all of this — ever comes to pass.

In fact, the lion’s share of a recent $82 million federal funding allocation will be dedicated to cleaning up the 27-acre footprint proposed for a new stadium. In some places, the city is planning to cap contaminated areas, rather than excavate and remove toxins from the site.

If the environmental justice and gentrification questions swirling around Prop. G weren’t enough, there remains Prop. G’s claim that it will create 8,000 permanent jobs once the project is completed. There’s no doubt that the construction of 10,000 mostly luxury homes will create temporary construction jobs, but it’s not clear what kind of jobs the resulting gentrified neighborhood will provide and for whom.

But one thing is clear: the $1 million that Lennar has already plunked down to influence this election has overwhelmingly gone to line the pockets of the city’s already highly paid political elite, and not the people who grew up and still live in the Bayview.

But there’s an alternative.

Launched as a last-ditch effort to prevent wholesale gentrification of the Bayview, Proposition F requires that 50 percent of the housing in the BVHP/Candlestick Point project be affordable to those making less than the median area income ($68,000 for a family of four).

That’s a reasonable mandate, considering that the city’s own general plan calls for two-thirds of all new housing to be sold or rented at below-market rates.

And if the new housing is built along Lennar’s plans, it will be impossible to avoid large-scale gentrification and displacement in a neighborhood that has the highest percentage of African Americans in the city, the third highest population of children, and burgeoning Latino and Asian immigrant populations.

Lennar is balking at that level, saying a 50-percent affordability mandate would make the project financially unfeasible. But if Lennar can’t afford to develop this area at levels affordable to the community that lives in and around the area, the city should scrap this redevelopment plan, send this developer packing, and start over again.

San Francisco has an affordable housing crisis, and we continue to doubt whether the city needs any more million-dollar condos — and we certainly don’t need them in a redevelopment area in the southeast. Remember: this is 700 acres of prime waterfront property that Lennar will be getting for free. The deal on the table just isn’t good enough.

Vote yes on F and no on G.

Proposition H

Campaign committees

NO


This one sounds just fine. Promoted by Mayor Gavin Newsom, Proposition H is supposedly aimed at ensuring that elected officials don’t solicit money from city contractors for campaigns they are sponsoring. But it lacks a crucial legal definition — and that turns what ought to be a worthy measure into little more than an attack on Newsom’s foes on the Board of Supervisors.

The key element is something called a "controlled committee." It’s already illegal for city contractors to give directly to candidates who might later vote on their contracts. Prop. H would extend that ban to committees, typically run for or against ballot measures, that are under the control of an individual politician.

Take this one, for example. Since Newsom put this on the ballot, and will be campaigning for it, the Yes on H campaign is under his control — he would be barred from collecting cash from city contractors, right? Well, no.

See, the measure doesn’t define what "controlled committee" means. So a group of Newsom’s allies could set up a Yes on H fund, raise big money from city contractors, then simply say that Newsom wasn’t officially aware of it or involved in its operation.

When Newsom first ran for mayor, the committee supporting his signature initiative — Care Not Cash — raised a fortune, and the money directly helped his election. But that wasn’t legally a "controlled committee" — because Newsom never signed the documents saying he was in control.

Prop. H does nothing to change that rule, which means it would only affect campaign committees that a politician admits to controlling. And guess what? Newsom almost never admits that, while the supervisors, particularly board president Aaron Peskin, are a bit more honest.

When Newsom wants to clearly define "controlled committee" — in a way that would have brought the Care Not Cash effort under the law — we’ll go along with it. For now, though, vote no on H.

San Francisco Democratic County Central Committee

The DCCC is the policy-making and operating arm of the local Democratic Party, and it has a lot of influence: the party can endorse in nonpartisan elections — for San Francisco supervisor, for example — and its nod gives candidates credibility and money. There’s been a struggle between the progressives and the moderates for years — and this time around, there’s a serious, concerted effort for a progressive slate. The Hope Slate, which we endorse in its entirety, has the potential to turn the San Francisco Democratic Party into a leading voice for progressive values.

There are other good candidates running, but since this group will have consistent support and is running as a slate, we’re going with the full crew.

VICTORIA KOLAKOWSKI


There are two good candidates running for this open seat. Dennis Hayashi, a public-interest lawyer, would make a fine judge. Victoria Kolakowski would make history.

Kolakowski, who works as an administrative law judge for the California Public Utilities Commission, would be the first transgender person on the Alameda bench and, quite possibly, in the entire country. That would be a major breakthrough and important for more than just symbolic reasons: transpeople have extensive interactions with the judicial system, starting with the work to legally change their names; and, all too often, members of this marginalized community wind up in the criminal justice system. Having a sitting TG judge would go a long way toward educating the legal world about the importance of trans sensitivity.

Kolakowski is eminently qualified for the job: as a private intellectual property lawyer and later an ALJ at the CPUC, she’s handled a range of complex legal issues. She currently oversees administrative hearings that are very similar to court proceedings, and she has a calm and fair judicial temperament.

That’s not to denigrate Hayashi, who also has an impressive résumé. He’s spend much of his life in public-interest law, working for many years with the Asian Law Caucus, and he was co-counsel in the historic case that challenged Fred Korematsu’s conviction for refusing to report to a Japanese internment camp during World War II. He’s run the state’s Department of Fair Employment and Housing and was a civil rights lawyer in the Clinton administration.

We’d be happy to see either on the bench, but we’re going to endorse Kolakowski.

Board of Supervisors, District 5

KEITH CARSON


Keith Carson, the leading progressive on the board, has no real opposition this time around. He’s been a voice for protecting the fragile social safety net of the county, and we’re happy to endorse him for another term.

Oakland races

City Attorney

JOHN RUSSO


John Russo, who has made no secrets of his political ambition, failed in a bid to win the State Assembly seat for District 16 in 2006, and now he’s running unopposed for reelection. Russo has voiced some pretty ridiculous sentiments: he told a magazine for landlords in May 2006 that he opposed all forms of rent control and was against laws requiring just cause for evictions. That’s a horrible stand for a city attorney to take in a city with a huge population of renters. But Russo is smart and capable, and he’s one of the few city attorneys who consistently supports sunshine laws. We’ll endorse him for another term.

City Council, District 1

JANE BRUNNER


An attorney and former teacher, Jane Brunner spends a lot of time pushing for more cops; crime is the top issue in the North Oakland district she represents. And while we’d rather see anticrime approaches that go beyond hiring more officers, we appreciate that Brunner takes on the police department over its hiring failures. We also find her far more preferable on the issue than her opponent, Patrick McCullough, a longtime neighborhood activist who has become something of a celebrity since he shot a teenager who was hassling him in front of his house in 2005.

Brunner is one of the council’s strongest affordable housing advocates and has worked tirelessly for an inclusionary housing law. She deserves reelection.

City Council, District 3

NANCY NADEL


Nadel is hardworking, effective, a leader on progressive economic and planning issues, and one of the best members of the Oakland City Council. She asked the hard questions and demanded improvements in the giant Oak to Ninth project (although she wound up voting for it). She’s pushing for better community policing and promoting community-based anticrime efforts, including a teen center in a part of her district where there have been several homicides. She was a principal architect of the West Oakland industrial zoning plan, which she hopes will attract new jobs to the community (although she also pissed off a few artists who fear they’ll be evicted from living spaces that aren’t up to code, and she needs to address the problem). We’re happy to endorse her for another term.

City Council, District 5

MARIO JUAREZ


Somebody has to try to oust Ignacio De La Fuente, and this time around, Juarez is the best bet. A small-businessperson (he runs a real-estate operation with around 60 employees), he has some surprisingly progressive positions: he not only supports inclusionary housing but told us that he wanted to see the percentage of affordable units increased from 15 to 25 percent. He wants to see community policing integrated fully into Oakland law enforcement. He suggested that Oakland look into putting a modest fee on all airport users to fund local education. And he’s in favor of stronger eviction controls and tenant protections.

De La Fuente, the City Council president, has been the developers’ best friend, has run meetings with a harsh hand, often cutting off debate and silencing community activists, and needs to be defeated. We know Juarez isn’t perfect, but his progressive grassroots-based campaign was strong enough to get him the nod of both the Democratic Party and the Alameda County Greens. We’ll endorse him, too.

City Council, District 7

CLIFFORD GILMORE


Neither of the candidates in this race are terribly impressive, but incumbent Larry Reid has been so terrible on so many issues (supporting big-box development, inviting the Marines to do war games in Oakland, supporting condo conversions, etc.) that it’s hard to imagine how Clifford Gilmore, director of the Oakland Coalition of Congregations, could be worse.

City Council, at large

REBECCA KAPLAN


Rebecca Kaplan is exactly what the Oakland City Council needs: an energetic progressive with the practical skills to get things done. As an AC Transit Board member, she pushed for free bus passes for low income youths — and defying all odds, managed to get all-night transit service from San Francisco to the East Bay. She did it by refusing to accept the conventional wisdom that transit agencies on the two sides of the bay would never cooperate. She put the key players together in a meeting, convinced the San Francisco supervisors to allow AC Transit buses to pick up passengers in the city late at night, and put through an effective program to get people across the bay after BART shuts down.

Kaplan is running for City Council on a progressive platform calling for affordable housing, rational development, and community policing. Her latest idea: since Oakland has so much trouble attracting quality candidates for vacancies in its police department, she suggests the city recruit gay and lesbian military veterans who were kicked out under the Pentagon’s homophobic policies. Her proposed slogan: "Uncle Sam doesn’t want you, but Oakland does."

Vote for Rebecca Kaplan.

School Board, District 1

JODY LONDON


The Oakland schools are still stuck under a state administrator; the district, which was driven by mismanagement into a financial crisis several years ago, paid the price of a state bailout by giving up its independence. The school board has only limited authority of district operations, though that’s slowly changing. The state allowed the board to hire an interim superintendent, meaning issues like curricula and programs will be back under local control. So it’s a time of transition for a district that has had horrible problems, and the board needs experienced, level-headed leadership.

We’re impressed with Jody London, a parent with children in the public schools who runs a small environmental consulting firm. She has been active in the district, co-chairing the 2006 bond campaign that raised $435 million and serving on the bond oversight committee. She has a grasp of fiscal management, understands the challenges the district faces, and has the energy to take them on.

Her main opposition is Brian Rogers, a Republican who has the backing of outgoing state senator Don Perata and is a big fan of private charter schools. Tennessee Reed, a young writer and editor, is also in the race, and we’re glad to see her getting active. But on balance, London is the clear choice.

OLUBEMIGA OLUWOLE, SR.


Not a great choice here — we’re not thrilled with either of the two contenders. Jumoke Hinton Hodge, a nonprofit consultant, is too willing to support charter schools. Oluwole, who works with parolees, has limited experience with education. But on the basis of his community background (he’s on the board of the Oakland Community Organization) and our concern about Hodge and charter schools, we’ll go with Oluwole.

NOEL GALLO


Noel Gallo, the incumbent, is running unopposed. He’s been a competent member of the board, and we see no reason not to support his reelection.

ALICE SPEARMAN


Alice Spearman, the incumbent, isn’t the most inspiring member of the board — and she’s known for making some ill-considered and impolitic statements. But her main opponent, Doris Limbrick, is the principal of a Christian school and has no business running for the board of a public school district. So we’ll go with Spearman again.

Alameda County measures

Measure F

Utility users tax

YES


Measure F extends and slightly increases the utility tax on unincorporated areas of the county. It’s not the greatest tax, but it’s not terrible — and it provides essential revenue to pay for services like law enforcement, libraries, and code enforcement. The parts of Alameda County outside any city boundary have been dwindling as cities expand, but the county provides the only local government services in those areas. And, like every other county in California, Alameda is desperately short of cash. So Measure F is crucial. Vote yes.

Oakland Measure J

Telephone-user tax

YES


Measure J would update a 40-year-old tax on phone use that goes for local services. The tax law applies only to old-fashioned land lines, so cell phone users get away without paying. This isn’t the world’s most progressive tax, but Oakland needs the money and Measure J would more fairly share the burden. Vote yes.

Not only does he get paid to travel the world and write, but he also gets to do it as himself. Most travel writers have to water their stories down for those crappy airplane magazines or they just write thousands of fact-of-the-matter-reviews designed for hurried tourists. But not Stuart. He doesn’t have to do any of that shit.

His first book, Broke Ass Stuart’s Guide to Living Cheaply in San Francisco, which he originally published himself as a zine, helped him carve a niche as a new voice in an industry overpopulated by impersonal clones. Since releasing his first book, Stuart has gone on to write a second SF edition and he recently spent ten months in New York doing research for his newest book, Broke Ass Stuart’s Guide to Living Cheaply in New York City. Sounds like a dream come true doesn’t it? Well, apparently travel writing isn’t all it’s cracked up to be. After four years of writing Broke Ass Stuart books and doing odd jobs for Lonely Planet, Stuart’s life is in shambles. He’s homeless, disoriented, and still broke-as-fuck.

The Guardian caught up with Stuart recently to remind him that his job is awesome and that other financially challenged writers (ahem) would kill to be in his position.

SFBG: So what’s up with your New York book? Did you make tons of money off it?
Stuart: No dude. Let me tell you, writing books is not the way to wealth and fame. I blew through my New York advance pretty quick and wound up waiting tables the whole time I was there. The book’s not coming out till November so I won’t be getting any royalties for a long time. I can’t even think about that money, really. I mean, I’ve been waiting tables for nine years.

SFBG: Shit. Yeah. So have I actually.
Stuart: It’s like a fuckin’ bad habit. It’s such a weird subculture, you know? Like people in the restaurant fucking each other, tons of drugs. And then you get out at night and you’re all revved up from dealing with assholes all night…

SFBG: So you take all your tips and go blow it another bar.
Stuart: Exactly. It’s definitely, uh, special.

The EcoCenter at Heron’s Head Park groundbreaking ceremony was held yesterday, April 22, in San Francisco’s Bayview/Hunters Point. The EcoCenter will be the first LEED-certified building in the southern part of the city and first building to run completely off the grid. Heron’s Head Park was opened in 1999 to provide an open and natural space for the communities nearby, and since then more than 1,200 volunteers have helped restore the area by removing invasive plants and trash and replacing them with native plants. With the continuous support and effort of the Port of San Francisco and Literacy for Environmental Justice (LEJ), the EcoCenter will finally open, giving students the opportunity to learn in hands-on programs about issues such as clean air and water, renewable energy, healthy foods and open space restoration. SONIC REDUCER "That was just a major experience that I’ll never forget and I never, ever want to have again."

So sayeth 60 Watt Kid’s Kevin Litrow of the mind-render that occurred shortly after he moved to San Francisco from Los Angeles in 2006. "I was contacted — or I might have contacted them. I’m not really sure." He goes on to tell me of being visited one night by a "tornado" of energy that swirled fiercely through his room and knocked him "out of tune," while talking to him in his head. After his guest finally departed, Litrow says he was limping on one side. Finding no corollary for his experience among other UFO reports — "it physically didn’t look like the typically oval-shaped-face kids," he says — he discovered that, nonetheless, the experience "physically and mentally opened some doors." Can the glitch-garnished, knocked-askew psych of Litrow’s band 60 Watt Kid — captured on their intriguing self-titled Absolutely Kosher debut — be partially credited to a brain-tweaking twister from another dimension?

The price of gas is high, but tripping — and sometimes falling — through the mind’s eye, gets you even higher. April gusts have blown in a slew of artists, spinning yarns of spirits and out-of-body travels. They lived through this. You will, too.

PROVEN GILTY Free Gold (We Are Free) is the name of Indian Jewelry’s forthcoming recorded game, so surely IJ honcho Tex Kerschen knows how to get baby some bullion. "You’ve got to go and roll the rich," says the Houston experimentalist. "You gotta catch ’em leaving restaurants and saying goodnight to their chauffeurs. Wealth liberation has come to rest in our minds as the answer, since we personally slave for oil barons." Kerschen knows: he says he spent the last year working in a refinery while Indian Jewelry took time off to regroup and record. So Free Gold is simply wishful thinking? "You get pummeled with wealth here in Houston," he explains. "They’re building continuously — literally, gilded fortresses. I’ve had to hang terrible art for terrible people. We decided we’d gild the lily ourselves."

REHABIT IT "It’s nice that people are into it," Kimya Dawson says sweetly about the chart-topping Juno soundtrack that hurled her into the consciousness of the mainstream — or at least that of National Public Radio listeners. "But I’m not really the kind of person who keeps track or cares about numbers and sales. I make music, and it’s just kind of what I have to do. It’s what I’d be doing regardless of who was listening." The Olympia, Wash., artist started crafting tunes as part of Moldy Peaches in 1994, and she’s still writing — albeit with less introspection since the birth of her daughter Panda (she just completed a children’s album). Songwriting has been an outright necessity since she drank herself into a coma and entered rehab more than nine years ago.

"I popped out of rehab, and I was depressed and on medication, and I didn’t know how to function on this planet, and I picked up a guitar, and it made me feel better," Dawson explains. The first Moldy Peaches show happened two weeks after she got out. "It’s always been mutual therapy for me and the people listening to my stuff. I always figured if I stopped doing it I might go crazy."

LIBYA LIBERATION How can a stellar Oakland combo like Heavenly States top their last heroic act as the first US rock band to play in Libya after the lifting of a 30-year travel ban? To start, they spent about a year working on a film about the experience, relying on puppet reenactments and animation, before they woke up and asked themselves, why aren’t we making music? After selling the rights to their Libya adventures (producer Jawal Nga is writing a script tentatively titled Rock the Casbah), the band has come up with their most eclectic and confident recordings to date, Delayer (Rebel Group). The group’s next act? "We got asked to play in Iran at this music festival," vocalist-guitarist Ted Nesseth tells me. "But Genevieve [Gagon] couldn’t sing in public. Then someone e-mailed to say her friend was a journalist living in a North Korean village filled with musicians, so we have to figure out a way to go there and record. There’s absolutely no way any of that crap is going to happen. I think we have a lot of touring to do supporting this album, and then we want to make another one."

SPIRITED "You know," announces Triclops! guitarist Christian Beaulieu, apropos of neither the group’s new CD, Out of Africa (Alternative Tentacles) nor what vocalist John Geek describes as their "bung load of shows," "Sonny [Kay] from GSL recently called me the ghost of Dimebag Darrell."

"It’s really kind of impossible because you were born way before he died," I venture.

"Well, I told my friend I was the ghost of Steve Vai," Beaulieu continues, "and he said, ‘Holy crap! That’s the best news I’ve heard all day: Steve Vai’s dead!’ I’m just trying to figure out how to put a handle on my Telecaster." *

Peaker plan afloat

A proposal to build two natural gas–fired power plants is still floating through the city’s planning process, set for approval by the Board of Supervisors as soon as May, but no one seems truly comfortable with the deal.

"It’s not my first choice or my second choice, but it’s the choice I have," Board president Aaron Peskin told the Guardian. The choice seems to be either the city builds newer, potentially cleaner power plants — known as "peakers" because they would be used mainly during times of peak energy demand — or does nothing to shut down the super-polluting Mirant Potrero power plant.

The combination gas- and diesel-burning power plant spews a cocktail of toxins from its stack every year and draws 226 million gallons of water a day from the bay to cool its generators yet it’s mandated by the state to keep operating. The discharge flows back into the bay significantly altered, with microorganisms and fish larvae replaced by mercury, dioxins, and PCBs.

The California Independent System Operator (CAL-ISO), the state agency that oversees electricity reliability, said it would break the Mirant contract if the peakers came online. The city-owned plants would use recycled water and more up-to-date air quality controls, making for cleaner facilities at the two proposed sites — the airport and the intersection of 25th and Maryland in the Bayview.

They also would be city-operated, giving a little more leg to the local public power movement. But they still burn fossil fuel, and at a time when the climate is in crisis and natural gas prices are only rising, many say this isn’t the direction a trend-setting city like San Francisco should be heading.

"This isn’t the progressive way to go," said Sup. Chris Daly. "We need to be more forcefully installing renewables that are municipally owned."

Daly, along with supervisors Ross Mirkarimi and Michela Alioto-Pier and the city’s current power provider Pacific Gas and Electric Co., have lined up against building the peakers in what Mirkarimi calls an "unholy alliance."

PG&E, lobbying under the guise of the "Close It! Coalition," states that the peakers "further San Francisco’s reliance on fossil fuels and add to global warming." The $12 billion utility company currently gets 40 percent of its power the same way and is in the process of constructing several similar plants throughout the state. Nevertheless, the company has submitted detailed proposals to the city and state outlining demand response measures and transmission upgrades that would mitigate the need for more energy.

Mayor Gavin Newsom and City Attorney Dennis Herrera support building the peakers in order to close the Mirant plant, and Sups. Sophie Maxwell, Bevan Dufty, and Jake McGoldrick are carrying the legislation that would seal the contract with Cleveland, Ohio-based Industrial Construction Company to start the $252 million project.

That legislation points out that Mirant’s water permit is set to expire Dec. 31, and the Regional Water Quality Board has indicated it has no plans to renew it unless Mirant upgrades to best practices. This has been suggested as an alternative way to close the plant. When asked whether Cal-ISO’s reliability demands trump the Water Board’s requirements, Cal-ISO’s Gregg Fishman wrote in an e-mail, "What happens if the Potrero unit’s water permits expire? Simply put — we’re not sure."

Beyond that, a number of questions remain: Should the requirement for a full feasibility study for city contracts more than $25 million really have been waived for this project? Is it fair to put the new power plant in the neighborhood that has always endured the lion’s share of the city’s pollution? What if they were on movable barges instead? And has the city been forceful enough with CAL-ISO when it comes to planning the city’s energy future?

Alioto-Pier has introduced two resolutions addressing a couple of these issues. One calls for a straight-up feasibility study — which supporters of the peakers have waived. "The city has a policy of conducting a full fiscal analysis of capital projects over $25 million," Alioto-Pier said in a press release. "This should be no exception." Her other resolution asks for an independent analysis of the whole thing and a revised 2008 Energy Action Plan for the city.

For several years, Cal-ISO has said Mirant could stop operating if San Francisco can provide an alternate "firm" power source in its Energy Action Plan. In 2004, San Francisco’s Public Utilities Commission proffered the peakers, and that became the city’s power plan before adopting the CCA (community choice aggregation) plan for the city to develop an energy portfolio of at least 51 percent renewables.

Though the SFPUC has continuously asked Cal-ISO if the 2004 Action Plan is still the way to go now that the Trans Bay Cable and other line improvements have come into play, Josh Arce, a lawyer for Brightline Defense, which sued to stop the peaker plan, says they’ve been framing the question all wrong: "The PUC has essentially been saying, ‘Does the Action Plan include all four combustion turbines?’ And Cal-ISO has said, ‘Yes, it includes all four.’ Instead, the PUC needs to come up with a new Action Plan and give it to Cal-ISO and say we’re doing this instead."

Alioto-Pier’s resolution, if passed, could prompt a fresh response from Cal-ISO about what the city really needs — one, two, or three peakers, or maybe none at all. Maxwell’s resolution includes a caveat that the city must determine if needs could be met by building smaller plants with fewer than the four turbines currently proposed.

Peskin, who chairs the city’s Government Audit and Oversight Committee and will hear both Alioto-Pier resolutions on May 5, as well as the Maxwell plan to move to build the peakers, told us, "This is one of the toughest decisions that’s been before me in the eight years that I’ve been on the Board of Supervisors."

No one, it seems, really wants to build two fossil fuel–burning power plants on San Francisco soil. But what if they weren’t on our soil? What if they were floating on barges?

Another resolution pending in the Land Use Committee, brought by Mirkarimi, proposes putting the two power plants on barges, which could be moored alongside the city when needed and dispatched elsewhere when they’re not. What if, a few years from now, citizens are able to cut down their power needs, CCA brings more renewables online, and the city finds it no longer needs the 200 megawatts generated by natural gas power plants?

Proponents say it’s an option worth considering if the city really intends to eventually close the plants. Dismantling a facility if the city decides to sell leaches away 20 to 30 percent of its overall cost. But if it’s on a barge, the natural gas, electricity, and mooring lines are simply cast off. A barge would be steadier in an earthquake and continue to float if the sea level rises — a climate change scenario that could swamp both current bayside power plant sites. Barges also can be dispatched to emergencies, leased down the river to other cities in the Bay Area, or sold for a profit. They’ve been in use around the world since the 1940s and have been called a more regional approach to energy planning.

"It’s 145 MW of portable energy," said Rick Galbreath, Mirkarimi’s aide. "You can pull it up, plug it in, and you’re on the grid. It’s really a dynamic solution."

Paul Fenn, the brain behind the city’s CCA plan, points out that if CAL-ISO still insists the peakers are needed now but not in the future, a power barge is the kind of flexible solution that could pay off in the long run. "It’s making a temporary measure for an urgent situation," he said, adding that such a temporary solution should reflect the city’s long-term goals. "If the city is planning to replace them with renewables, it’s important to get the city to make that commitment. This is one of those strategic decisions that’s going to impact the future."

The San Francisco Bay Conservation and Development Commission generally opposes building anything in the bay if it can be built on land first. "The proponents would have to do an analysis and convince our commission that this is really a good idea for the region," said Will Travis, a BCDC spokesperson.

But Dave Nickerson, owner of Houston-based Power Barge Corporation, said he’s looked at the city’s peaker plans and thinks it would cost about $100 million to build a three-CT barge. "We would probably build the plant here and ship it up," he said, pointing out that the city’s turbines are already in storage down in Texas and it’s cheaper to build it in a shipyard. To claims of environmental degradation, he says, "It would have the environmental footprint of a state of the art land-based plant."

He also pointed out that there’s a scarcity of these particular turbines now, which are worth about $1 million more every year. This year it’s around $16.5 million apiece, with $18 million as the projected 2008 price.
