A vote for public power in November

EDITORIAL Working with environmentalist cover, Mayor Gavin Newsom and Pacific Gas and Electric Co. have moved aggressively to derail a move that would have given the city control over some local power generation. Instead, the mayor is now pushing to keep Mirant Corp. running the one electricity plant that still operates within city limits.

The politics of the deal are complicated, but the driving force is clear: PG&E didn’t want the city moving even a small step toward public power, and as usual, the big utility is getting its way.

The power plant deal proves exactly why Supervisors Ross Mirkarimi and Aaron Peskin should move forward with a November charter amendment for public power.

As Amanda Witherell reports, the San Francisco Public Utilities Commission has been trying for years now to win approval for three city-owned combustion turbines that would generate electric power at a plant at the foot of Potrero Hill. The idea: the turbines, also known as "peakers," would generate enough power during peak-use periods to convince the state to shut down the dirtier Mirant Plant.

Many environmentalists opposed the proposal, saying that the city shouldn’t be building any new fossil-fuel plants. That’s a legitimate argument. But California’s Independent System Operator (Cal-ISO), the agency that controls the electric grid, insisted that renewable energy alone wouldn’t provide enough reliable power for San Francisco, and said the only way to shut down Mirant was to put in the peakers.

PG&E has been trying for months to derail the peakers — not, of course, out of any concern for the environment, but because the city would own the power plants. At first Newsom stuck by his PUC — but after seven PG&E lobbyists came into his office and gave him the facts of life (see "PG&E offers Newsom a blank check" at sfbg.com), he backed down. And now, after meeting with the CEOs of PG&E and Mirant, Newsom is pushing the worst possible alternative: he wants to retrofit the Mirant plant and let the private company operate its own peakers.

Same fossil fuel plants in the Bayview. Same type of air pollution. And the facility would be owned by a private company.

The supervisors need to reject this proposal with extreme prejudice — and the environmentalists who fought the city peakers ought to be just as loud in their opposition to Mirant’s retrofit.

The good news is that this ridiculous Newsom–PG&E deal ought to put the focus at City Hall back on public power, because that’s the only way to create a really green power profile in San Francisco.

Matthew Wald, who has coved energy policy for decades, wrote an interesting piece in the New York Times June 8 discussing why no private company wants to invest money in technology that would reduce carbon emissions from power plants. "Cutting carbon dioxide emissions is a fine idea, and a lot of companies would be proud to do it," Wald wrote. "But they would prefer to be second, if not third or fourth."

That’s because no private utility wants to take the risks and try something new that another company could then copy. In economic terms, carbon reduction is a public good — it’s something that benefits everyone, and nobody has the exclusive right to make money off of it. Private companies have been notoriously bad at investing in public goods.

But that’s not how public power agencies work. A San Francisco power agency would have every motivation to develop and use technology that saves consumers money or protects the environment. There’s no issue of profits to protect; in fact, one of the mandates of a city agency should be reducing carbon emissions and promoting renewable energy.

We have always been sympathetic to the concerns that the city-owned peakers would emit greenhouse gases. But if the city owned the plants, the city could shut them down anytime, whenever enough renewables were available. Mirant won’t shut down anything that is bringing in cash.

Mirkarimi and Peskin are working on the details of a public power measure, but the outlines ought to be clear: it should mandate that the SFPUC create and implement a plan to put the city in the retail power business, in compliance with the letter and spirit of the Raker Act — and get rid of PG&E and Mirant. The supervisors should put that on the November ballot.

REVIEW Does anyone still truly abide by the hope that technology is the benevolent force that can deliver a luminous future? Sure, we’ve got biotech, greentech, and Web 2.0 to tackle disease, our environmental sins, social alienation, and economic downturn. But at the same time, who isn’t aware of the corporate capitalist machinery and toxic waste that will accompany the next Apple marvel or Monsanto-engineered miracle crop? Can a Silicon Valley researcher really find a way to reverse global warming?

We all hope for, and perhaps believe in, that miracle cure. It’s a way to generate optimism, however slight. This is the cultural condition that serves as the thematic starting point of "Superlight," the San Jose Museum of Art exhibition component of the second biennial 01SJ Global Festival of Art on the Edge, a technology-focused series of live events, most held June 4-8. The show, curated by Steve Dietz, and the festival are rooted historically in what may be called electronic and digital art, but "Superlight" finds thematic inspiration in the more generally pervasive, free-floating anxieties of our greenhouse gas–warmed psychic atmosphere: environmental and economic meltdowns, food shortages, personal disappointments, and the like. Recognizing that most of these conditions are brought about by the same technological advancements that are looked to for ways of stabilizing if not rectifying those conditions, Dietz presents a couple dozen solo and collaborative artists not as saviors, but as people who can "aerate and illuminate" our contemporary concerns.

It’s no accident that the show presents a range of media, not all of it plugged in, and much of it formed with hybridized materials and approaches. If the digital art genre was not so long ago equated with computer screens and chirping electronic soundtracks — don’t worry, you’ll find some of that here, and in Second Life corollaries to some pieces — the atmosphere of the galleries suggests analog objects and psychological positions that aerate some of that virtual space.

It happens in a delightfully literal manner in Taiwanese artist Shih Chieh Huang’s perversely adorable robotic creatures made from plastic bags, water bottles, and electric fans. The sculptures gracefully appear to breathe as the bags fill and evacuate, and they have light components that glow in the heightened colors of late model car dashboards. The vibe is more troubling in psychologically tinted — and somewhat glitchy — interactive works such as Lynn Hershman Leeson’s Global Mind Radar/Reader (an Emotional Barometer), which takes a cultural pulse as a female figure, projected inside a glass dome "blogosphere," goes through a series of emotional gestures responding to live blog input concerning current events. That position is echoed in Bruce Charlesworth’s installation Love Disorder, which is tartly described in exhibition text: "A huge projected video character has ambivalent feelings about you." And he’s not shy about expressing them. These works use anthropomorphism to generate identification with the machinery, though the latter two tout complex, glitch-friendly technology that dare us to believe, or at least question, if they actually work.

Mixed emotions also infuse Daniel Faust’s elegantly composed and slightly wistful color photographs of now-historic Silicon Valley corporate architecture and outmoded data archives, depicting them as stately yet oddly humble. The images are visually skewed toward a modernist history via research facility. That kind of past idealism is perhaps behind the utopian-themed collaborative projects by Free Soil and Red 76, which tap into a pervasive yearning for utopian endeavors, both on earth and Second Life sediment. These works, however, find their most vital components outside the museum — in tours and social gatherings — and their diagrams and historical artifacts are more confusing than illuminating.

More insistent is the video documentation of projects by HeHe (Helen Evans and Hieko Hansen), a pair of Paris designers who harness carbon-filled industrial pollution, second-hand smoke, and various light sources to urge us to look at the world, and the amazing possibilities in available hardware and software, with an uneasy sense of wonder. From a literal standpoint, their pieces fit this exhibition’s premise best: their use of illumination resembles a technologically fortified nature that manages to inspire as it metaphorically sticks our noses in holes in the ozone. If that’s not superlight, what is?

Nuclear fusings

Jazz has always been about fusing rather than fusion. But there’s a new generation of improvisational players from around the world who are effortlessly blending wide-ranging cultural and generational ideas in their music. These artists are equally conversant in Ben Webster, Kanye West, and Fela Kuti. They might cover Coltrane and Radiohead, but using contemporary Western instruments. It’s jazz with a global scope, modern sensibility, and an intimate, personal feel.

One musician who is naturally engaging a world of influences in his music is Puerto Rico–born saxophonist David Sanchez. When he brings his new sextet to the Herbst Theatre June 13 to debut music from his just-released album, Cultural Survival (Concord), Sanchez will cap an expansive run of so-called multilingual jazz artists coming through the Bay Area. Preceding Sanchez at venues across the region are saxophonist Charles Lloyd, pianist Marc Cary, bassist Esperanza Spalding, and pianist Edward Simon, who are all bringing variations on the theme of modern jazz as a genre informed by worldwide cultures.

It all starts next week with SFJAZZ’s "Miles from India" concert at the Palace of Fine Arts, a live presentation of the recent Four Quarters album of the same name. Producer Bob Belden and Indian keyboardist and co-arranger Louiz Banks reworked the music of Miles Davis and recorded it with such Davis alumni as bassists Ron Carter, Michael Henderson, and Marcus Miller; keyboardists Chick Corea, Adam Holzman, and Robert Irving III; drummers Jimmy Cobb and Lenny White; and such Indian musicians as Ravi Chari on sitar, Vikku Vinayakram on ghatam, and V. Selvaganesh on khanjira. The composer himself used sitar and tabla on numerous sessions throughout the 1970s, when he began making funkier and more layered, open-ended music.

Davis and numerous jazz musicians before him — from Duke Ellington and Yusef Lateef to Randy Weston and John Handy — integrated musical elements from non-Western cultures into their work. So it’s not surprising that a younger player like Sanchez, who is equally at home improvising with Latin jazz piano legend Eddie Palmieri as he is touring with guitarist Pat Metheny, would meld ethnic nuances of his Caribbean heritage with a postmodern jazz sensibility.

SONG CYCLES


Sanchez’s Cultural Survival is a cycle of seven original songs and one Thelonious Monk ballad. The disc culminates in the 20-minute "La Leyenda del Canaveral," inspired by a poem written by Sanchez’s sister Margarita about African and Caribbean sugar cane plantation workers. It’s a relatively new and spare, though lyrically rhythmic, sound for Sanchez, forged during a three-year immersion in African folkloric recordings from Tanzania, Cameroon, and the Congo, and his impromptu tour with Metheny. "Doing the tour with Pat was really a confirmation for me that there are different sounds out there," Sanchez said from his Atlanta home. The saxophonist has mainly played with a pianist but now works with guitarist Lage Lund in his band.

"In some ways there is more space for me there," he added.

Also exploring new concepts is veteran saxophonist Lloyd, who performs at the Healdsburg Jazz Festival May 31 with his Indian-music–inspired Sangam Trio, which includes percussionist Zakir Hussain and drummer Eric Harland. The band uses its ethnic edges as stepping stones. "It’s really what propels the music," Harland said of the intuitively improvisational trio during an SFJAZZ rehearsal in the city.

Venezuelan pianist Edward Simon also mixes new and old approaches: he studied classical piano at the University of the Arts in Philadelphia and jazz at the Manhattan School of Music before joining trumpeter Terence Blanchard’s band. His new Ensemble Venezuela, which plays the Herbst Theatre June 8, is a sterling gathering of major young players including Mark Turner on saxophone, Marco Granados on flute, Aquiles Báez on cuatro, Ben Street on bass, and Adam Cruz on drums. Báez will also perform with his own band while the local VNote Ensemble (formerly the Snake Trio) offers its take on jazz and Venezuelan traditional sounds.

FRESH FLAVORS


Such explorations vary conventional presentations and inject unexpected aural flavors. "Jazz is one of the most immediately gratifying art forms there is because it’s spontaneous development," pianist Marc Cary explained from New York. "It documents a moment, and that’s the moment you want people to hear."

Cary’s Focus Trio performs in Healdsburg June 5. His partners onstage are Bay Area musicians Sameer Gupta on drums and tablas and David Ewell on bass. "Sameer is from India and David is from China," said Cary. "I didn’t pick them because of that. I play with them because they’re good, but they’re bringing that too." On his 2006 album Focus (Motema), Cary wanted to get out of the standard chorus-solo-chorus cycle that has sometimes straitjacketed jazz. "I like continuous movement, a straight line, and I like to color that line," Cary mused. Gupta cowrote one song with Cary and contributed the reflective ballad "Taiwa," and his tablas close out the last three Cary originals with a distinctive flourish.

Cary played behind the übervocalist and band leader Betty Carter and has toured with hip-hop vocalist Erykah Badu, whose influences find their way into his work. "If you’re really going to play this music in today’s times, you have to bring in elements of the past, the present, and what you consider to be the future," Cary said.

That future is now with 23-year-old bassist Esperanza Spalding. The Portland, Ore., native, who graduated from and now teaches at the Berklee College of Music in Boston, recorded her 2006 full-length Junjo (Ayva) with two Cuba-born colleagues from the school: pianist Aruán Ortiz and drummer Francisco Mela. Their rhythmic approaches subtly imbue the recording’s sound as Spalding sings wordless, hornlike runs in a bright, fluttery alto. Her latest album, Esperanza (Heads Up), includes flamenco guitar virtuoso Niño Josele, drummer Horacio "El Negro" Hernández, and saxophonist Donald Harrison. She brings her new band to Yoshi’s in Oakland June 12.

Why have all these players connected with sounds so far afield? The world has not gotten smaller — it’s just better connected. Through technology even the most obscure genres find new and far-flung listeners. The communal spirit informing jazz performance and appreciation also transcends differences: jazz musicians have to be open; otherwise they can’t play the music. "At the end of the day, jazz is about how you relate to things happening at the moment," Sanchez said. He heard a reality in the African tribal drumming music he listened to and wanted to bring it to his own playing. "You have this feeling when you hear it that the music is like water or air for them."

Is growth good?

I heard one of the greatest environmental writers in San Francisco history speak last week, and his message was a bit different from what environmentalists are taught to believe today.

Harold Gilliam was born almost 90 years ago, and was writing influential articles and books about the Bay Area — and the urban environment — long before most of today’s activists were born. He was an opponent of nuclear energy in the 1950s when most of California, including his employer, the San Francisco Chronicle, thought this wonder of postwar technology would provide power that was "dependable, safe, and too cheap to meter." He was against developers filling in the Bay in the early 1960s. He was writing about the problems with freeways when that was heresy. When I first arrived in San Francisco in 1982, I was amazed that the Chronicle would print some of the stuff he was saying. The guy is a genius and a local treasure.

And at the annual San Francisco Tomorrow dinner, where he was honored with the Jack Morrison Career Achievement Award, he had a few things to say.

After a brief talk about his early career (and giving thanks to his editors for allowing him to infuriate Chronicle publishers), he told us he wanted to challenge conventional wisdom for a moment.

He talked a bit about the Transbay Terminal project, which he said would be a wonderful, crucial part of the city, a transportation hub for the future and maybe someday the home of a fast train to Los Angeles. Then he asked if the price was worth it.

Since nobody in California wants to pay taxes, the only way to fund this kind of grand civic project these days is to sell off the skyline, to let developers build giant high-rise towers that make the city more congested, more rich, and less pleasant. A lot of people think tall buildings mean progress; even a lot of environmentalists think building up is good. "And I remember," Gilliam said, "when everyone thought filling in the Bay was the way to grow."

Actually, Gilliam said, we all ought to question for a second whether growth is always good, or if it’s worth the cost.

GREEN CITY From inside the trailer-size office at Sunrise Farms, one can hear the incessant squawking of 160,000 chickens housed nearby. The Petaluma-based egg producer generates the vast majority of eggs sold in the Bay Area with its seven properties and 1 million hens, one of two large egg operations in a region that used to have thousands of smaller chicken farms.

On one wall of the office a framed aerial black-and-white photograph shows the same property as it appeared more than 70 years ago. The layout of buildings hasn’t changed much over time, still retaining the long, thin structures aligned side-by-side. But in the photograph, little white specks populate the space between buildings — they’re chickens, and all 10,000 were free to wander. Today the birds are kept indoors and, to save space and increase production, are typically confined in small cages. These "battery" cages are stacked in rows four cages high, allowing each bird 67 square inches of room — about the size of a large shoebox.

Although the egg industry says the cage systems are science-based and humane, animal welfare activists say they are cruel and restrict natural behaviors. In November, voters will decide whether to ban the cages in California, thanks to a six-month signature-gathering effort sponsored by the Humane Society of the United States along with other animal welfare groups. As hundreds of veterinarians, businesses, farmers, and politicians — including Assembly member Mark Leno and state senator Carole Migden — continue to endorse the measure, the California egg industry is rallying farmers from across the country against it. If voters approve the law, California’s egg farmers would be required to move the state’s 19 million caged birds into cage-free facilities by 2015.

Since 2002, Florida, Arizona, Oregon, and Colorado have passed similar laws regarding the confinement of pregnant pigs and veal calves in crates — both included in the California measure — but California would be the first state to pass a law regarding the confinement of egg-laying hens. The pork and veal industries have begun voluntarily phasing out confinement practices nationally, and animal welfare groups hope for a similar response from the egg industry if the measure passes in California.

But some consumer groups and egg producers fear the cost of eggs could increase drastically as a result of the new laws. The industry is historically volatile, with prices rising and falling week to week due to disease outbreaks and fluctuating consumer demand. Recently, however, the industry has seen steady growth. The average American now buys around 260 eggs per year, an increase since the 1990s that has resulted in higher profits for the $3 billion-a-year industry.

Although the financial toll the measure would have on farmers and consumers is unclear, the Humane Society touts a study prepared for an industrywide meeting in 2006 as evidence that the cost to switch over to cage-free farming would be minimal. The report claims that the difference between constructing and operating a cage-free facility compared to a caged one amounts to less than one cent per egg. However, the work-up assumes land prices of $10,000 per acre — a fourth of the average land cost in Sonoma County. But even using the higher estimate, the difference is still only slightly more than a penny per egg.

Arnie Riebli, the managing owner of Sunrise Farms, says he disagrees with those figures and doesn’t understand how they were calculated. Indeed, he thinks the cost of cage-free production is closer to double that of caged production. Even so, he says that while initial costs are higher, he receives a higher profit margin on cage-free eggs because of their specialty pricing.

If required to raise only cage-free birds, Riebli says his business will lose its competitive edge to out-of-state producers. One-third of California’s eggs currently come from outside of the state, which means the delivery routes and trucks from the Midwest are established, which means flow could easily be increased. "Every other state is going to sit out there and ship more eggs in here," he says. "They’re not stopping it. They’re just moving it somewhere else."

Riebli’s says he is concerned with his hens’ welfare as much as ever, and has taken trips across the world to research the latest in hen-raising technology. But he stands by his methods. "I use myself as a judge to see what my animals will like," he says. "I go into the building just as I am. If I’m comfortable without a mask, without any protection, then the birds must be too."

The chickens closest to the office are considered cage-free. The 4,000 birds inside the building are fed an all-organic diet and, although quarters are still tight (slightly over a square foot is allotted for each), the birds can dust bathe, perch on posts, and spread their wings. Sunrise Farms reflects the entire industry, since only about 5 percent of its egg-laying hens are raised without cages. In most other buildings, birds are held in battery cages. Ten birds live in each four-foot metal cage.

The eggs are packed on site and distributed through NuCal Foods, the largest egg supplier in the western United States. NuCal also delivers eggs from Gemperle Enterprises, the company whose facility recently came under fire after animal rights activists released undercover footage of severe animal abuse at its farm. Although the farm now claims the video was staged, it showed heinous acts of cruelty, including stomping and throwing hens. More important, it showed the conditions of the hens living in battery cages. Many had excessive feather loss, abnormal growths, and infections.

Riebli says he wants to distance his farm from the cruel treatment shown in the video. Still, he admits that all laying hens are susceptible to cancers, infections, and feather loss, although not usually as severe as what was shown in the video. "There’s a disconnect to where people’s food comes from," Riebli says. "They think it comes from the back of the grocery store, but unfortunately it doesn’t. It has to come from somewhere."

The Riebli family has been in the Petaluma egg business for more than 100 years, and since 1960 his company has grown by joining with other egg producers. The farm survived the Depression, the bird-flu scare, many salmonella outbreaks, and even break-in attempts from animal rights activists. Now that iron bars guard the office windows, Riebli is no longer as worried about criminal attempts against his farm. His main concern these days is that the law, although aimed at protecting chickens, could put him out of business.

"Animals are not human," he says, furrowing his brow and raising his voice slightly. "They don’t have intellect. Chickens probably have brains the size of a pea."

Sara Shields, who holds a doctorate in animal behavior from the University of California, Davis, is among the most vocal American scientists to oppose the use of battery cages. She notes that in Europe, where battery cages were banned in 1999, she’d be considered moderate. She recently released an extensive study comparing the welfare of hens in battery cages to those in cage-free systems. "I would like to see us raise the bar for the treatment of animals," she says. "There’s a limit to how high that bar can be set in cages. I don’t think cages have the potential to be humane."

But most American agricultural scientists disagree and say both systems can be operated humanely, though they grant that poorly-run versions of either type can be disastrous. To prevent mismanagement, United Egg Producers, a lobbying group that represents 85 percent of the country’s egg farms, decided to develop standards for caged production in 1999. They sought out UC Davis poultry scientist Joy Mench to lead a team of scientists in creating these welfare guidelines.

By analyzing the disease, injury, mortality, and productivity rates of birds kept in different systems and spaces, the group developed criteria that the industry subsequently adopted. Among these standards is the 67-square-inch minimum space requirement for each hen. These measures mostly focus on disease and mortality control as well as egg-laying productivity, but have less concern for behavioral welfare.

Although caged birds in modern systems sometimes have lower disease rates than cage-free birds, Shields says the potential for humane treatment in cage-free systems is much higher. Most scientists agree that hens in battery cages cannot engage in many of their natural behaviors, including wing-flapping, nest-building, perching, dust-bathing, scratching, and preening. And although disease control in cage-free systems is more difficult, Shields says, cage-free flocks can be maintained healthfully and successfully.

But Riebli has had problems with one of his younger cage-free flocks at Sunrise Farms. They became startled and piled on top of each other earlier this month, he says, suffocating 20 percent of the birds.

But Shields says this is highly unusual, and points toward newer, aviary-style cage-free systems as a solution for producers who encounter the problem. These methods divide the birds into smaller flocks within the same building, and rely on multiple levels to allow birds to perch and nest. Another potential issue, she says, is the lack of a perfectly-bred hen for cage-free production. After years of breeding hens to produce well in battery cages, breeders only recently have begun breeding for traits that benefit cage-free production. "The bird needs to be suited to the environment, and the environment also needs to be more suited to the birds," she says.

An aviary system costs more to set up than an empty cage-free building, but Shields dismisses these costs. "If we keep racing to the bottom in the name of cheap food, the eventual cost is going to be put on the animals," Shields says. "At some point we have to balance economic costs with moral and ethical considerations."

Over the past two-and-a-half years, a group of 15 politicians, scientists, farmers, and ranchers banded together to do just that. The Pew Commission on Industrial Farm Animal Production released a report last month detailing many troubling issues with the country’s farm animal production. The group specifies that the California ballot measure is a great place to start.

More than 100 cows graze Bill Niman’s 1,000-acre Marin County ranch, but only a couple have ever successfully navigated down the cliffs from the pastures to the beaches. Niman’s home is less than a mile inland, and on clear days he can see across the bay to San Francisco and even Daly City. He founded Niman Ranch on this property in the early 1970s and quickly caused a stir by deciding not to feed antibiotics and hormones to his cows. At first his fellow ranchers didn’t take him seriously, but now nearly all beef producers feed their cattle hormone-free food. More than 30 years later, Niman is determined to use the credibility he has earned to help all farm animals gain better treatment.

Last year, at 63, he gave up his seat on Niman Ranch’s board of directors, effectively ending his involvement with the company he once ran. Now he volunteers with the Pew Commission on Industrial Farm Animal Production. "One of my missions in life is to change the way animals are treated and how food is produced in this country," he says.

As part of the commission’s research, Niman visited one of the nation’s largest caged production houses in Colorado. Despite the state-of-the-art automated system, Niman was not impressed. "It’s pretty hard to put a rosy picture of 1 million chickens living five birds to a cage with no room to move around or stretch their wings," he says. "If I ran the place, I’d have trouble sleeping at night."

Niman believes the public wants to see reform in the food production industry. He says that this measure, and any laws that improve animal welfare, will only expedite what would eventually come naturally due to consumer demand. "I’m not one to advocate more and more legisutf8g, but I also know what’s going on out there," he says. "Change is so critical — and coming — that the sooner that change can begin, and the more orderly and methodical that change can be, the better off everyone will be."

Niman is part of a food movement centered around the Bay Area that includes author and University of California, Berkeley professor Michael Pollan, who also has expressed support for the measure. "The treatment [of hens] is important for reasons for morality, ethics, and sustainability," Pollan tells the Guardian, adding another ulterior motive for changing how hens are kept: "Eggs from hens that live outdoors on grass are a excellent product, even more nutritious and tasty." *

TECHSPLOITATION Last week I wrote about the premise of Oxford professor Jonathan Zittrain’s new book, The Future of the Internet and How to Stop It (Yale University Press). He warns about a future of "tethered" technologies like the digital video recorder and smartphones that often are programmed remotely by the companies that make them rather than being programmed by users, as PCs are. As a partial solution, Zittrain offers up the idea of Wikipedia-style communities, where users create their own services without being "tethered" to a company that can change the rules any time.

Unfortunately, crowds of people running Web services or technologies online cannot save us from the problem of tethered technology. Indeed, Zittrain’s crowds might even unwittingly be tightening the stranglehold of tethering by lulling us into a false sense of freedom.

It’s actually in the best interest of companies like Apple, Comcast, or News Corp to encourage democratic, freewheeling enclaves like Wikipedia or MySpace to convince people that their whole lives aren’t defined by tethering. When you get sick of corporate-mandated content and software, you can visit Wikipedia or MySpace. If you want a DVR that can’t be reprogrammed by Comcast at any time, you can look up how to build your own software TV tuner on Wikipedia. See? You have freedom!

Unfortunately, your homemade DVR software doesn’t have the kind of easy-to-use features that make it viable for most consumers. At the same time, it does prove that tethered technologies aren’t your only option. Because there’s this little puddle of freedom in the desert of technology tethering, crowd-loving liberals are placated while the majority of consumers are tied down by corporate-controlled gadgets.

In this way, a democratic project like Wikipedia becomes a kind of theoretical freedom — similar to the way in which the US constitutional right to freedom of speech is theoretical for most people. Sure, you can write almost anything you want. But will you be able to publish it? Will you be able to get a high enough ranking on Google to be findable when people search your topic? Probably not. So your speech is free, but nobody can hear it. Yes, it is a real freedom. Yes, real people participate in it and provide a model to others. And sometimes it can make a huge difference. But most of the time, people whose free speech flies in the face of conventional wisdom or corporate plans don’t have much of an effect on mainstream society.

What I’m trying to say is that Wikipedia and "good crowds" can’t fight the forces of corporate tethering — just as one person’s self-published, free-speechy essay online can’t fix giant, complicated social problems. At best, such efforts can create lively subcultures where a few lucky or smart people will find that they have total control over their gadgets and can do really neat things with them. But if the denizens of that subculture want millions of people to do neat things too, they have to deal with Comcast. And Comcast will probably say, "Hell no, but we’re not taking away your freedom entirely because look, we have this special area for you and 20 other people to do complicated things with your DVRs." If you’re lucky, Comcast will rip off the subculture’s idea and turn it into a tethered application.

So what is the solution, if it isn’t nice crowds of people creating their own content and building their own tether-free DVRs? My honest answer is that we need organized crowds of people systematically and concertedly breaking the tethers on consumer technology. Yes, we need safe spaces like Wikipedia, but we also need to be affirmatively making things uncomfortable for the companies that keep us tethered. We need to build technologies that set Comcast DVRs free, that let people run any applications they want on iPhones, that fool ISPs into running peer-to-peer traffic. We need to hand out easy-to-use tools to everyone so crowds of consumers can control what happens to their technologies. In short, we need to disobey. *

I know that there’s a big battle going on about whether or not the Internet is evil – and whether or not technology is making people super-mean. But you’ve got to admit that while some things may be getting a more impersonal, others are getting a lot cooler. Like bands.

Has anyone noticed that there are a million groups out there that are actually really good? That is so weird. Remember when you used to go to the Warehouse with your dad and every other CD was completely horrible? Now I walk around a music store so bewildered by all the pretty album covers that I get an intimidation contact high and end up leaving with my 19th Leonard Cohen album. Geez. I blame the Internet and its infallible ability to get awesome stuff to anyone, even if you don’t live in a cultural hub like San Francisco.

So the next time you’re stumbling around Amoeba, wondering which disc has the sweet song your coworker played for you, just go to the G section and go pick out anything by Girls. Actually, they don’t have an official album out, but I do know that they have some great songs on their MySpace page, including a particular favorite of mine, “Hellhole Ratrace.” Their songs evoke the pleasantly masochistic feelings you get from listening to something like Nirvana Unplugged. And in an era where one can describe the ’80s and even the ’90s as vintage, Girls has this “yesterday” feel to them that makes you yearn for those years when you were sadder and more creative.

The Internet dystopia

TECHSPLOITATION A couple of weeks ago I went to the annual Maker Faire in San Mateo, an event where people from all over the world gather for a giant DIY technology show-and-tell extravaganza. There are robots, kinetic sculptures, rockets, remote-controlled battleship contests, music-controlled light shows, home electronics kits, ill-advised science experiments (like the Mentos–Diet Coke explosions), and even a barn full of people who make their own clothing, pillows, bags, and more. Basically, it’s a weekend celebration of how human freedom combined with technology creates a pleasing but cacophonous symphony of coolness.

And yet the Maker Faire takes place against a backdrop of increasing constraints on our freedom to innovate with technology, as Oxford University researcher Jonathan Zittrain points out in his latest book, The Future of the Internet and How to Stop It (Yale University Press). After spending several years investigating the social and political rules that govern the Internet — and spearheading the Net censorship tracking project OpenNet Initiative — Zittrain looks back on the Net’s development and predicts a dystopian future. What’s chilling is that his dystopia is already coming to pass.

Zittrain traces the Net’s history through three phases. Initially it was composed of what he calls "sterile" technologies: vast mainframes owned by IBM, which companies could rent time on. What made those technologies sterile is that nobody could experiment with them (except IBM), and therefore innovation related to them stagnated.

That’s why the invention of the desktop PC and popularization of the Internet ushered in an era of unprecedented high-tech innovation. Zittrain calls these open-ended technologies "generative." Anybody can build other technologies that work with them. So, for example, people built Skype and the World Wide Web, both software technologies that sit on top of the basic network software infrastructure of the Internet. Similarly, anybody can build a program that runs on Windows.

But Zittrain thinks we’re seeing the end of the freewheeling Internet and PC era. He calls the technologies of today "tethered" technologies. Tethered technologies are items like iPhones or many brands of DVR — they’re sterile to their owners, who aren’t allowed to build software that runs on them. But they’re generative to the companies that make them, in the sense that Comcast can update your DVR remotely, or Apple can brick your iPhone remotely if you try to do something naughty to it (like run your own software program on it).

In some ways, tethered technologies are worse than plain old sterile technologies. They allow for abuses undreamed of in the IBM mainframe era. For example, iPhone tethering could lead to law enforcement going to Apple and saying, "Please activate the microphone on this iPhone that we know is being carried by a suspect." The device turns into an instant bug, without all the fuss of following the suspect around or installing surveillance crap in her apartment. This isn’t idle speculation, by the way. OnStar, the manufacturer of a car emergency system, was asked by law enforcement to activate the mics in certain cars using its system. It refused and went to court.

Zittrain’s solution to the tethering problem is to encourage the existence of communities like the ones who participate in Maker Faire or who edit Wikipedia. These are people who work together to create open, untethered technologies and information repositories. They are the force that pushes back against companies that want to sterilize the Internet and turn it back into something that spits information at you, television-style. I think this is a good start, but there are a lot of problems with depending on communities of DIY enthusiasts to fix a system created by corporate juggernauts. As I mentioned in my column ("User-Generated Censorship," 4/30/08), you can’t always depend on communities of users to do the right thing. In addition, companies can create an incredibly oppressive tethering regime while still allowing users to think they have control. Tune in next week, and I’ll tell you how Zittrain’s solution might lead to an even more dystopian future.

While we shine a little frowny face upon fossil fuel burning for the sake of it, we’re suckers for antique motos (and, occasionally, their riders). David Carini checked out the International Concours d’Elegance.

Classic motorcycles sprouted from the lawn of the Ritz-Carlton in Half Moon Bay on Saturday May 3 as enthusiasts, mostly old white men, drooled over immaculate bikes of almost every brand and decade.

At Legends of the Motorcycle (aka International Concours d’Elegance), an annual event in its third year, contestants enter their meticulously restored motorcycles into one of several categories, from early production models from the turn of the 19th century to modern custom bikes, and then each category is awarded prizes.

Every year, there has been a focus on a particular brand, this time honoring Italian manufacturer MV Augusta and British Norton. As judges toured the golf course-like lawn, these bikes had the chance to rumble alive as many 70+-year-old men stared like children at a new toy under the Christmas tree.

The foggy morning started in the Dainese (a motorcycle apparel and helmet manufacturer) Tent with the unveiling of new safety technology and a collaborative effort with AGV (an Italian helmet) to unveil a limited edition Giacomo Agostini helmet.

"The film is called RR, but I like to call it ‘Railroad,’ because RR sounds like a pirate movie."

TRAINS A short stretch of celluloid is a representation of a train, one image following the other in rapid succession, connected by essential blocks of black, moving forward in time and space, and, when projected, rotating on a wheel. Cinema began with a train entering a station, shot with a fixed camera, chugging toward the screen. Barring a change of mind or circumstance, the masterful RR will be the last of James Benning’s works shot on 16mm, and how fitting that this 37-year phase closes with the image of a locomotive, pointedly stopped in front of a wind farm outside of Palm Springs, scrapped tires lying in the foreground, the end in a line of 43 trains shot across the United States (and the final frame of 34 extant films).

After a prolific three-year period that has seen Benning produce five crucial works — likely exhausting his stock of 16mm film — while teaching, driving across America, and building a full-scale replica of Thoreau’s Walden Pond cabin, technology has vanquished this last of the old-time filmmakers.

Those familiar with Benning’s landscape films will be comforted by RR‘s fixed camera and continental scope, but the film marks something of a crucial advance. As opposed to the awesome 13 Lakes (2006) — 13 individual lakes, each shot lasting the full 10 minutes of the 16mm cartridge — RR finds Benning adopting another structural principle: the signified (the train) takes over from the signifier (the camera).

Every shot is mesmerizing, yet the film builds, acquiring a cumulative power, as the simplicity of structure gives way to infinite experiences. To some, trains invoke nostalgia; to younger viewers, classical antiquity. To trainspotters, well, RR is Valhalla. And just as Benning’s California Trilogy (2000–01) concerns work and water, RR becomes a film "about" American overconsumption. Benning lets what’s on screen tell the story, with the tumultuous history of railroads and western development only alluded to by songs and words on the soundtrack. Filmed and recorded, as always, by a one-man band, all of its shots captured without permissions or permits, maybe RR is a pirate movie.

SFBG How far back does RR‘s genesis go? Were you into railroads as a kid?

JAMES BENNING Yeah, I like trains a lot. When I was a kid I had a little model train, an American Flyer. When I was a teenager we used to play in the train yards in Milwaukee, and that was fun, because we weren’t supposed to go there. We’d hop on slow freight trains and ride them for like a mile, and then jump off.

SFBG When you started making RR, was there a specific plan? Did you know the exact locations where you wanted to shoot?

JB I was pretty familiar with the major US lines. When I drive from Wisconsin to California, I pass by the lines that run through the Midwest. I know the lines that go up and down the [east] coast from New York to Washington. Other lines I knew through research, by getting a good railroad atlas. I wanted to film according to landscapes, too. I knew I wanted to do a shot across Lake Pontchartrain in Louisiana, and a shot in Mississippi of a train going through the kudzu growth, and [a shot of] this famous park called the Rat Hole in Kentucky. I also used a Web site [www.railpictures.net] that says it has "the best railroad pictures on the Net." It has thousands of still photos by railroad fans.

SFBG Is it accurate to call RR a landscape film?

JB The initial idea was to use railroads to define landscape because they can only go up a 2 percent grade. But as it became apparent to me that the film was going to be about trains more than landscapes, I learned more about different kinds of engines. The second shot is of the only piggyback train — where you take semi trucks and load them onto cars — in the film. Later there’s a RoadRailer, the train that looks like a long white snake. I shot that in the Rat Hole, an area that used to be all tunnels. I was shooting from above, which was the best vantage point [from which] to film it.

For me, the film came to be about consumerism and overconsumption — I could feel the weight of the goods going by me. Especially the oil and automobiles, as I saw a lot of tanker cars and auto trains. They pass each other constantly.

SFBG The mathematical nature of RR is impressive. One comes to realize the number of variables at play — the size and expanse of the train, the number of cars, the colors, the speed, the landscape, the angle where the train comes into the frame and where it leaves. All of these factors pile up.

JB It’s the way I always work: I’ll set up a problem for myself. I basically collaborate with the train in that it’s going to suggest the length of the shot. I thought I could vary the distance the camera was from the train, vary the angle that the train approaches from, and change these angles from shot to shot to build rhythms. The variables make it possible to take this idea that is confining and make it grow. The same thing happens with earlier films like 13 Lakes, where I set up an idea — to shoot a lake with the same amount of sky and water — and the problem is how to show the uniqueness of the lake.

SFBG RR must have been a very different experience from shooting 13 Lakes.

JB That’s true, because in shooting 13 Lakes, I was waiting for the best moment to turn the camera on. In RR, I’m waiting for the train, and hopefully it will correspond with the best moment to turn on the camera.

SFBG One is more your choice, and the other is the train’s choice.

JB Yeah, I enter into this collaboration with the train. It’s going to choose the moment. Of course if I am on a line that has five trains an hour, then I can choose the time of the day. But if I’m at a line that has one train a week, then I’m at the mercy of the train. The one place I shot like that was at the causeway that crosses the spillway outside of Lake Pontchartrain — the Kansas Line. That train comes by once a week. I waited all day, and that train came by at 4 in the afternoon, on a day [when] it was 110 degrees with 100 percent humidity.

SFBG Is everything in RR there as you found it? That last shot with the tires strewn by the tracks seems too good to be true.

JB Yeah, it’s outside of Palm Springs. In the film that Reinhard Wulf made about me [James Benning: Circling the Image (2003)], we stop at the same wind farm. On the soundtrack I talk about going back to places I’ve filmed and seeing how the places change. That area is just littered with stuff, so it wasn’t hard to find a good frame with tires.

SFBG When I saw RR, the audience gasped at that final shot, like they do at the mirrored image of Crater Lake in Oregon in 13 Lakes. It isn’t comparable in beauty. But there is perfection to the composition: the colors of the train match up with the landscape, the blue of the sky and the white of the windmills.

JB The other thing is that as the train gets slower and eventually stops, the sound of the train gives way to the sound of the windmills. There is this slow dissolve between train noise and wind energy that somewhat suggests an alternative way of living, a cleaner energy. After [one] screening, an interviewer said that he found it to be hopeful, but I find it kind of ironic, as it seems too late. The tires lying there like the death of the automobile — the death of our culture, really — and the use of oil, all of that is in play.

SFBG The general perception of RR is that the film’s structure is precisely a function of the length of each train — the shot begins when the train enters the frame and ends when it leaves. But that’s not exactly the case.

JB Most of the time there’s an empty frame, the train enters, it leaves, and then there’s a cut. I would like to have drawn that out. For me the film is very much about time and about waiting, but I didn’t want waiting to become part of the film. I wanted you to realize through the absence of waiting that I had to wait.

SFBG Something else happens within RR. At least twice, maybe three times, there is an optical illusion. After the train leaves the frame what’s left behind seems to vibrate.

JB It happens a lot.

SFBG Were you aware that this would occur?

JB I wasn’t when I made the film, but when I started to project the work print, I was shocked. You don’t need a film to get that optical illusion — you can stand in front of a waterfall, follow the water down, then turn your head. [Likewise,] your eyes will follow the train so that when it’s gone, the effect remains and even kind of warps.

SFBG Most of the trains in the film are freight trains, there are maybe only one or two passenger trains.

JB There are two: one was a commuter train, one was a passenger train. The amount of commuter travel, at least on the West Coast, is minimal — you hardly ever see a train with people in it. Amtrak leases the right to use rails from the companies that operate the freight trains. I’ve taken most of the Amtrak train routes. They’re fun … and slow.

SFBG How long did you shoot?

JB I shot for two and a half years, probably. I had so much fun that I didn’t really want to stop. I still miss it. Sometimes I go back to those same sites and wait for trains, just to have that feeling again.

Newsom axes sunshine

EDITORIAL Shortly before he left on a trip to Israel last week, Mayor Gavin Newsom quietly vetoed a bill that would have greatly expanded public access to the workings of San Francisco government. The supervisors need to override that veto as quickly as possible.

The measure, by Sup. Ross Mirkarimi, seems so simple that it’s hard to imagine why it would be controversial. Mirkarimi wants the city to audiotape or videotape any meeting of any public agency at City Hall, and post that tape on the Web within 72 hours.

That would make it much easier for people following local government actions to see or hear the actual testimony and discussion at board and commission meetings, most of which take place during the day when people with jobs can’t attend. The Board of Supervisors meetings are televised, as are most board committee meetings, but dozens of other agencies meet regularly with few people attending and virtually no press coverage. And there’s no easy way to find out exactly what went on at those meetings.

Posting the recordings on the Web is part of a larger agenda promoted by sunshine advocates who want to see the city use easily available and inexpensive modern technology to promote open government (see Sunshine in the digital age, 3/12/08). Among their proposals: at the very least, post and stream the audio portion of all meetings on the Internet. Most meetings are already recorded anyway, and all the meeting rooms are equipped with recording gear. But those recordings aren’t easy to access. The only way to get a copy of the proceedings is to send $10 for a DVD and $1 for an audiotape to the city, then wait a week for your media to arrive in the mail. How hard could it be to put that material on the Web?

Sunshine activists want to go a lot further. They suggest, for example, that every document and e-mail created by a city employee be sent automatically to a public server where it can be viewed over the Internet. And if there was adequate wi-fi service at City Hall (there isn’t), bloggers could post video of the meetings themselves.

Mirkarimi’s bill didn’t go anywhere near that far. All he asked was that the meetings that take place in rooms equipped for audio or video taping be recorded and that the files be placed on the Web. The total cost was pegged at $131,000 per year, but the city’s cable-TV franchise deal would require Comcast to pay $55,000 for the necessary new equipment. So the final tab would be only $72,000 a year. That’s such a minuscule percentage of the city’s $5 billion budget that it fits into the category of what Mirkarimi calls "decimal dust."

And yet in an April 30 veto message, Newsom said he found the cost too high. "I would urge the Board of Supervisors to hold off on new spending initiatives" until the next budget cycle, he said.

That’s crazy. We recognize that money is tight, but Newsom has pushed all sorts of new programs and initiatives that cost more than $72,000. In fact, he spent almost twice that much ($139,700) gussying up his office back in January.

Four supervisors voted against Mirkarimi’s bill: Carmen Chu, Sean Elsbernd, Jake McGoldrick, and Michela Alioto-Pier, so Mirkarimi appears to have seven votes to override the veto. It will take one more — one more supervisor willing to stand up for open government — to make this program happen. It’s embarrassing to see neighborhood supervisors voting against sunshine. Small Business Awards 2008: Small Green Business Award

As soon as you enter the woman-owned Luscious Garage, you know you’re not in your typical stinky, boys-only auto repair shop. The art-lined walls are painted creamy yellow. Plants and open windows — in place of energy-sucking exhaust systems — act as an air filter. The second-hand furniture, all dark wood, gorgeously contrasts with the light walls and green leaves. A corkboard beckons with fliers from other green businesses like Green Cab, which sends its fleet to Luscious for maintenance.

Beauty meets function on the spotless floor made of nonporous cement, not the usual grease-stained epoxy. It won’t absorb toxins, making it easier to clean and maintain. Natural light fills the room with a sunny glow while soft halogen task lighting shines only on the necessary work areas.

More than just the so-called "women’s touch," it is the culture of hybrids, which are exclusively serviced at the shop, that the appearance of Luscious Garage reflects. That culture acknowledges driving as a necessary evil that’s not going to disappear anytime soonbut one that shouldn’t stop us from being environmentally responsible.

The impetus for all this beauty and responsibility came to owner and lead technician Carolyn Coquillette soon after she got degrees in English and physics from the University of Michigan — when her car promptly broke down. "I thought it was stupid that I couldn’t solve the problem because I didn’t have basic car knowledge," she recalls. She began taking auto repair night classes at a community college and eventually took a job at her instructor’s garage. But she was eager to understand more about advanced hybrid technology and followed that interest to California.

Apparently she wants to pass some of that education onto her customers. At Luscious, a technician uploads car information to the shop’s Web site, which customers can access online to track the repairs. Not only does this practice make the services "fully transparent" to the car-illiterate, it allows Coquillette to follow another important green business practice: keeping her garage paper-free.

That’s not all: Luscious Garage brews its own windshield fluid out of vinegar and water and uses re-refined oil in place of crude-refined oil. All linens are washed on site to monitor water, energy, and chemicals, and a gray water system is being set up to water plants. Rags are used to clean residue off the concrete, and a service launders them off-site so that the chemicals are disposed of properly. Containers are refillable and fabrics are repurposed to make durable, reusable floor mats and fender covers.

When it comes to being green, Coquillette sums it up: "People are like, screw it, there’s nothing I can do. But there are small things you can do: make better choices, make greener choices."

SFIFF: Explosive stuff!

SFIFF The pop detritus of today is the archaeological evidence of tomorrow, to be pieced together by future generations — should there be any — who will no doubt want to know what the hell we were thinking. Their conclusions may be bizarre. But will their conjecture be any stranger than our present-tense realities?

Inventing tomorrow’s conspiracy theories today is Mock Up on Mu, the latest pseudodocumentary, sci-fi historical dig, Situationist prank, and thinly veiled fight-the-power rant by San Francisco’s collage king, Craig Baldwin. In the mode of his prior cult faves Tribulation 99 (1992), O No Coronado! (1992) and Spectres of the Spectrum (1999) — albeit with a higher percentage of new staged sequences mixed into the ingeniously assembled archival errata — it again grinds fact and fiction into a tasty genre-defying pulp. For many, Mu‘s world premiere is the most eagerly awaited event in the 51st San Francisco International Film Festival’s goody-laden schedule.

It’s 2019 AD on the Empire of Mu — the Moon — where L. Ron Hubbard (Damon Packard) is building theme parks, selling crater-naming rights, and beaming corporate logos back to "that prison planet called Earth." Having been banished from our planet, he must dispatch "Agent C," a.k.a. Marjorie Cameron (Michelle Silva), back to the blue ball to engage in some espionage involving the seductions of both Ra-worshiping rocket scientist Jack Parsons (Kal Spelletich) and sleazy defense contractor Lockheed Martin (Stoney Burke). Realizing "Commodore" Hubbard’s purposes may be more nefarious than professed, she finds the truth is out there … way out there. It’s naked and shameless, in fact. Those hippies were right: free love will save us all.

As ever, there is a certain investigative method behind the Oakland-born Baldwin’s jigsaw madness. The real Parsons was the founder of the pre-NASA Jet Propulsion Laboratory and an avid occultist. He started a private boat dealership with none other than Hubbard, before Hubbard absconded with some money and Parsons’ girlfriend (whom he married). Soon thereafter, Hubbard wrote the original Dianetics: The Modern Science of Mental Health in 1950, which in turn led to that gift to mankind we call Scientology. As for Parsons, he went on to marry painter, author, and psychic Cameron, who, like him (as well as Hubbard) was an early American devotee of Aleister Crowley and a participant in sex magick rituals.

Thus you don’t need six degrees, let alone Kevin Bacon, to connect Wernher von Braun, Kenneth Anger, and Tom Cruise. History is fun! As is Mu, with its antic use of everything from old propagandistic footage to clips spanning eras of cinematic sci-fi: Georges Melies’ 1902 Trip to the Moon, the original Flash Gordon serial and 1936’s H.G. Wells–based Things to Come, drive-in trash (it’s always cheering to see 1962’s The Brain That Wouldn’t Die), and Star Trek. The resulting fair-use frolic nonetheless reveals a serious side or three while exploring the dense and slightly demented history of military and aerospace business in sunny California.

Baldwin recently took a break from his numerous other roles — programmer at Other Cinema; teacher at SF Art Institute, California College of the Arts, and Artists Television Access — to sound off on Mu.

SFBG I hate to ask such a blunt question, but what is this movie about?

CRAIG BALDWIN My "Mu-vie" is about how utopian visions of technology and space exploration became compromised by the military in the late 20th century. And [about] how the lives of [technological and space travel] pioneers afford a rich trace of California regional history after World War II: the complex crossing of alternative tech research, personal belief systems, lifestyles, artistic practices, newly organized and newly imported religions, and spiritual institutions. Plus that era brought an explosion of the formerly marginalized sci-fi genre, of which Mu is of course the very latest iteration!

Mu is also about the cult of film, especially experimental film. I’m trying to work though a new model of historiography or storytelling that I am calling collage-narrative. It’s a humble stab at opening up a new space in film practice that is not only of interest to historians but also to aesthetes. And, my dear, I don’t have to tell you that these groups are certainly not mutually exclusive!

SFBG Your father worked for a rocket manufacturer. Has that made you more interested in Cold War and military-industrial complex themes?

CB Yes, my dad worked for Aerojet. He was born the same year as Parsons! And I was born the year Parsons died. I am his reincarnation. But the point is something like 30 percent of Californians were involved in the aerospace biz at its height.

SFBG How much real Scientology material is in Mu?

CB [The film] remains at the level of Swiftian allegory or satire, spinning off of their Genesis story and [acting as] a meta-gloss on Hubbard’s own autobiography.

SFBG I wish Unarius had become the growth religious cult of our time. They’ve certainly made better movies. But regarding yours, the real life connections between Parsons, Hubbard, Crowley, "Mother of the New Age movement" Cameron, occultism, and scientific and military work are stranger than fiction.

CB Everyone has been very influenced by the New Age, uh, belief systems. But more than anything, I identify with postwar bohemians, beats, and hippies. Those days when rocket scientists and sci-fi pulpmeisters and occult conjurers and proto-Wicca ritual carnal orgiastic pagans intermingled may be long gone — though Kenneth Anger is still around.

SFBG Mu uses a lot of excerpts from mainstream and low budget entertainment. But where does the less familiar material — educational, promotional, and so forth — come from? You must spend infinite hours looking for the perfect clip.

CB It comes from my usual source: My basement archive of 2,500 industrial films. I do spend time in there, but could hardly claim to find the perfect clip. Au contraire. I call it "availabilism" — making what I do have work for me, through editing and audio techniques, overwriting it all into an associational stew hopefully akin to the half-memory, half-fantasy, sublinguistic colloid of thought itself.

SFBG What reaction does your work get from students? They presumably grok the pop culture stuff, but do they get the political undercurrents?

CB People can be responsive to the pop-cult clips, or the regional history, or the antiwar sentiments. But methinks [Mock Up on Mu] will be a touchstone for legions of occult or subcult partisans ravenous for these almost mythic tales of the roots of alternative religions.

SFBG Sir, your Thetan level must be off the charts.

Newsom’s missing trees

OPINION During his 2003 mayoral campaign, Gavin Newsom circulated a beautifully presented eight-page "policy brief" for "A Green and Clean San Francisco." The first four pages were devoted to a pledge to "grow our urban canopy" — a subject near and dear to my heart.

Newsom announced: "As mayor of San Francisco, I will lead the city government and community organizations to make San Francisco a city we can take pride in — a city with green [emphasis mine], clean, and livable neighborhoods." As his first action, he said, "I will grow our urban canopy by placing a priority on tree planting and care."

For good measure, he tantalized us with some goodies: "Visualize 19th Avenue as a welcoming beautiful gateway to the city, lined with trees and planters." He promised to improve the lack of coordination among city agencies and departments involved in street tree planting, care, and planning by using new technologies such as CitiStat. And, most important, he committed himself to addressing the massive underfunding of the expansion and maintenance of the urban canopy.

These promises were made in the context of the long-standing critical state of the city’s urban forest. The candidate put it this way: San Francisco lags behind other communities in providing a vital, vibrant, and ecologically sustainable urban canopy, as well as open space, in the city. San Francisco has an estimated 90,000 street trees. By comparison, San Jose boasts 231,000 street trees. Our urban canopy is full of holes: Friends of the Urban Forest estimates we have only 75 street trees per mile, compared to the national average of 120 trees per mile. That means San Francisco has a little more than half the street trees of similarly sized cities.

Today, after more four years in office, the mayor’s promises are still just that. Nothing close to what he committed to do has been accomplished or implemented. Instead the mayor has relied on press releases, disinformation, and a newly staffed position with a yet-to-be-defined role to publicize his claimed achievements.

As I speak, the mayor has seven full–time press officers polishing his image, which, coincidentally, is the same number — seven — of filled managerial/administrative positions in the Department of Public Works Bureau of Urban Forestry, the division responsible for managing all the street trees in the city. The Department of the Environment has only two-thirds of one position (out of some 65 full-time positions) devoted to urban trees.

The Office of Greening, established in 2005, has had three directors, with no announced action from the latest one since she took over in February. The Greening Vision Council, chaired by the greening director, has been dormant for more than two years. The April 2006 Urban Forest Plan died in the Planning Department. And no one in the Controller’s Office has any direct knowledge of that new technology, CitiStat.

The mayor’s spinning was at its most inventive when he used creative accounting to claim on Arbor Day last year that more than 15,000 trees were added to the city in the years 2004 to 2006, when actual total was closer to 4,800 trees.

So much for "green and clean."

Aaron Koblin’s Ten Thousand Cents

It’s hard to believe that San Francisco, the very birthplace of Web 2.0, has lacked a gallery space dedicated to new interactive media arts – until now.

Tomorrow, Gray Area Gallery, whose space closed last year, celebrates the launch of what is, in effect, its 2.0 rebirth – Gray Area Beacon (GAB) – which claims to be the first San Francisco gallery space to focus exclusively on the intersection of art and technology.

“This is the moment in time for the Bay Area to celebrate and appreciate technology-based art,” said GAB co-founder Josette Melchor. “[GAB] is trying to provide a home for exhibits, ideas, and interaction.”

GAB’s launch party on Tuesday, 4/22, coincides with the first day of the Web 2.0 Expo and features four pieces by local artist Aaron Koblin in his first ever San Francisco show.

Recently featured in Wired Magazine and the New York MoMA, Koblin’s work creates visualizations of large datasets and human systems that explore some very Web 2.0 themes:digital labor marketplaces, online collaborations, and global communications.

“I thought [Koblin] was perfect because of [his] Sheep Market and Ten Thousand Cents pieces,” Melchor told the Guardian. “He’s used online means to get people to collaborate to create a large scale installation.”

Koblin’s Sheep Market features 10,000 sheep drawn by online “workers” from around world, each of whom were paid two cents to draw “a sheep facing left” using the Amazon Mechanical Turk marketplace.

Similarly, Ten Thousand Cents, Koblin’s collaboration with artist Takashi Kawashima, is a digital representation of a one-hundred dollar bill made up of one thousand tiny squares reproduced by anonymous online laborers who worked without knowledge of the overall picture. Each worker was paid one penny for his or her work, which amounted to $100 in total.

Nickels and dimes

We get a lot of press releases announcing that San Francisco has made it to the top of another "greenest" list. Popular Science named SF the second-greenest city in the nation last February. Sustainlane.com called this place the second-greenest city in 2006. Reader’s Digest added honors for the fifth-cleanest city in 2005, the same year San Francisco hosted the UN’s World Environment Day.

The city’s ban on plastic grocery bags is spreading, and last year Mayor Gavin Newsom won a Green Cross Award from Global Green USA alongside Irmelin DiCaprio, the mother of film star Leonardo DiCaprio.

But none of that adds up to what the city really needs: cash.

Then the US Department of Energy in late March designated three more California cities — Sacramento, San Jose, and Santa Rosa — as new "Solar American Cities" — and this award came with money attached. And the DOE has dough: the agency requested $25 billion from Congress this year.

The solar grant was worth $2.4 million. The money was divided among 12 cities nationwide, leaving each municipality with just $200,000. And that was supposed to cover a two-year period.

Berkeley, San Francisco, and San Diego made the "Solar American Cities" list in 2007. San Francisco’s Department of the Environment received the money, and a conciliatory Johanna Partin, the renewable energy program manager there, said it was the only grant from Bush’s Solar America Initiative her office had actually applied for.

San Francisco at least will able to use the money to help the owners of large buildings assess what it would take to install solar technology. We’ve already digitally mapped the city’s grandest roofs.

Margie Bates, a project manager for the DOE’s Solar Energy Technologies Program in Golden, Colo., told us that the grant includes $200,000 in additional credit for hiring local experts to advise building owners on the technology or retain the expertise of DOE officials themselves.

"The funding is allowing us to do some pieces of our solar program that we didn’t otherwise have funding for. So in that sense it’s good," she said. "But, you know, $200,000 over two years is not a lot of money."

A solar plan that works

EDITORIAL Solar energy makes so much sense in San Francisco that it’s crazy this city didn’t figure out years ago how to get at least a quarter or more of its power from the sun. And it’s crazy that now, with the financial benefits of solar power improving, the technology improving, and the environmental mandate getting more profound by the day, the city still doesn’t have an effective citywide solar program.

Mayor Gavin Newsom, who wants to be known as a green mayor, has a solar proposal on the table that environmental groups like the Sierra Club are reluctantly supporting. But a lot of the supervisors have serious questions — and so do we. At its most basic, Newsom’s plan is a shift of solar resources from the public sector to the private sector and does little to promote a sustainable long-term energy policy.

There’s a way to do solar right in San Francisco, and we can outline a basic blueprint.

1. Start with all the interested parties. Assessor-Recorder Phil Ting, with Newsom’s support, created a Solar Task Force in San Francisco — but none of the supervisors were invited. The Sierra Club wasn’t invited. None of the public power advocates were invited. Instead, it was dominated by solar industry people, with Pacific Gas and Electric Company along for the ride, guaranteeing that the proposals would run into political static.

2. Make it work as part of a public power plan. The future of San Francisco’s energy policy has to start and end with the notion that PG&E won’t be the long-term supplier of commercial electricity. The city has a community-choice aggregation (CCA) plan, and any solar programs should be designed to enhance and work with that plan.

3. Don’t shortchange public generation. Newsom is asking the city to take money away from a public-sector plan, which pays for solar panels on city-owned buildings, and shift it to a private-sector program, which would subsidize homeowners and commercial landlords who want to install solar panels. We’re all for encouraging solar on homes and office buildings, and we recognize that current state and federal law are skewed toward private projects. But the city has a huge interest in building its own generation capacity: city buildings now use Hetch Hetchy hydropower, and every kilowatt that can be replaced with solar frees up Hetch Hetchy power for retail sales to local homes and businesses and increases the financial rewards of public power.

4. Use the Berkeley model for private parties. The city of Berkeley is pursuing an excellent program. Homeowners and businesses would be able to borrow money from the city at very low interest (a city can raise capital at around 3 percent these days) to install solar panels and would pay the money back over 20 or 30 years through increased property taxes. This would cost the city nothing, encourages solar installations — and still leaves room for subsidies if they turn out to be necessary.

5. Look at using CCA to buy solar panels in bulk and install them free. Eric Brooks, a public power advocate, suggests this idea, and it’s a good one. A city power agency could buy panels and offer them free to property owners, with the energy going into the city grid. The residents and businesses would see their power bills drop, and the city would see environmental and financial benefits.

6. Demand two-way meters. PG&E doesn’t allow property owners to bank power that they generate beyond what they use. That means the owner of a solar system that’s actually generating surplus money is giving power free to PG&E. The city ought to be pushing for a change in state law to demand two-way electric meters. And as part of a public power plan, San Francisco could allow homeowners and commercial landlords not only to cut their power bills to zero but also to bring in cash by installing solar-generating systems.

7. Recognize that PG&E is part of the problem, not part of the solution. PG&E doesn’t want public power. The company doesn’t want widespread solar generation. In fact, the giant private utility has no incentive to do anything that keeps it from making money by selling power over its lines. You can almost judge a solar plan by one standard — if PG&E is OK with it, it must be a bad idea.

The supervisors are right to question Newsom’s plan, and in the end, they should reject it — and create a new one that meets the key tests of an effective long-term energy program for San Francisco.

After the ruins

ESSAY In a journal entry dated Dec. 27, 1835, from his 1840 book Two Years before the Mast, student-turned-seafarer Richard Henry Dana recorded his first impressions of the area we know as the City, while his ship, The Alert, traveled through the Golden Gate:

We passed directly under the high cliff on which the presidio is built … from whence we could see large and beautifully wooded islands and the mouths of several small rivers … hundreds of red deer, and [a] stag, with his high branching antlers, were bounding about, looking at us for a moment and then starting off …

Dana arrived in the Bay Area after one era had ended and before another began. Until the coming of the Spaniards a generation earlier, some 10,000 people, members of around 40 separate tribes, lived between Big Sur and San Francisco, in the densest Native American population north of Mexico. Despite the existence among them of as many as 12 different languages, the people collectively referred to now as the Ohlone lived in relative peace for some 4,500 years.

On his first visit, Dana predicted that the Bay Area would be at the center of California’s prosperity. When he returned more than 30 years later in 1868, he discovered that his hotel was built on landfill that had been dumped where The Alert first landed.

Then in middle age, Dana wrote, "The past was real. The present all about me was unreal." Making his way through the crowded streets where the new city he’d predicted was being built, he remarked, "[I] seemed to myself like one who moved in ‘worlds not realized.’" Thus Dana became one of the first to articulate the peculiar San Franciscan combination of nostalgia for a lost past and despair over an unrealized future.

The past and future are always alive here. On his first visit, Dana wrote in his notebook about the great city to come. But like many residents of SF today, he slept on the cold, hard ground.

In George Stewart’s 1949 science fiction classic Earth Abides, a mysterious disease has killed 99 percent of the Earth’s population; the main character, Ish, roams the City and East Bay until he finds a wife. Stewart’s book ends in a Twilight Zone scenario, as an old, feeble Ish — now the last living pre-plague American — watches in dismay while his illiterate offspring hunt and frolic like the Ohlone, wearing animal skins and fashioning arrowheads from bottle caps.

After a wildfire, Ish notices that a library has been spared. All the information is still in there, he thinks. "But available to whom?"

Perhaps the knowledge Ish once begged his children to learn can be found in 1970’s The Last Whole Earth Catalog. Its 450-plus yellowing Road Atlas–size pages contain terse recommendations of publications about plant identification, organic gardens, windmills, vegetable dyes, edible mushrooms, goat husbandry, and childbirth, while also sharing the fundamentals of yoga, rock climbing, making music with computers, space colonization, and — of course! — the teachings of Buckminster Fuller.

The initial Whole Earth Catalog sought to reconcile Americans’ love of nature and technology. In Counterculture Green: The Whole Earth Catalog and American Environmentalism (University Press of Kansas, 303 pages, $34.95), author Andrew Kirk credits its creator, Stewart Brand, with bringing a sense of optimism to environmentalism. A character in Tom Wolfe’s 1968 Electric Kool-Aid Acid Test, Brand embodied the cultural intersection of acid and Apple at mid-1960s Stanford University. Kirk examines Brand’s 1965 "America Needs Indians" festival, his three-day Trips Festival in 1966, and his time riding the bus as one of Ken Kesey’s Merry Pranksters.

Counterculture Green correctly suggests that Brand’s utopian lifestyle has a hold on our imagination. But Brand was a leader of the counterculture, not a revolutionary. He believed that the market economy, not political change, would usher in a better world. While today’s market — at the behest of individuals — has started to demand renewable energy or sustainable growth, it also has brought us the SUV, suburban sprawl, and the highest fuel prices in history. Apple may empower the individual — or want consumers to believe it does — but at 29, Silicon Valley has the highest concentration of Superfund sites in the country.

Brand deserves credit for intuiting the peculiar "machine in the garden" Bay Area we live in today, a place perhaps more "California Über Alles" than utopian. It’s far from the postmarket SF envisioned in Ernest Callenbach’s 1975 novel Ecotopia, which is set in 1999, nearly 20 years after Northern California, Oregon, and Washington have seceded from the United States to form the titular nation. A colleague of Brand’s, Callenbach bases his society on ideas from the Whole Earth Catalog, but for one major difference — Ecotopia comes into being not through the free market but through an environmental revolution. (I won’t spoil it, but here’s a hint: it starts in Bolinas!)

While Callenbach’s future sometimes resembles a mixture of the Haight Street Fair and Critical Mass, there are twists. Ancient creeks have been unearthed, and on Market Street there is a "charming series of little falls, with water gurgling and splashing, and channels lined with rocks, trees, bamboos and ferns." Ecotopians have instituted a 20-hour work week that involves dismantling dystopian relics such as gas stations. There is a surplus of food produced close to home. Materials that do not decompose are no longer used. This new world is no wilderness — it reconciles civilization and nature. Yet perhaps its most radical idea is that humans can create a utopia without help from a plague, apocalyptic war, or earthquake.

The 1906 San Francisco earthquake leveled 4.7 square miles — or 508 city blocks. It destroyed 28,188 structures, including City Hall, the Hall of Justice, the Hall of Records, the County Jail, the Main Library, five police stations, and more than 40 schools. Yet strangely, many apocalyptic tomes — including recent ones such as the speculative nonfiction best-seller The World Without Us and the born-again Christian Left Behind series — are reluctant to imagine a totally destroyed San Francisco.

In contrast, Chris Carlsson’s 2004 utopian novel, After the Deluge (Full Enjoyment Books, 288 page, $13.95), suggests the City is at its most charming when at least partially in ruins, like the old cities of Europe. In Carlsson’s post-economic SF of 2157, rising sea levels from global warming submerge much of the Financial District, yet the City adapts by serving old skyscrapers — now converted into housing — with a network of canals.

After the Deluge‘s vision of reduced work, free bikes, and creeks unearthed from beneath streets borrows from Callenbach’s Ecotopia. Yet Carlsson seems to have his most fun imagining a city transformed by ruins: take a subtle comment on the Federal Building at Seventh and Market streets. In Carlsson’s map of SF circa 2157, the monstrosity that some call the Death Star is simply labeled "The Ruins."

Similarly, the photographs in After the Ruins 1906 and 2006: Rephotographing the San Francisco Earthquake and Fire (University of California Press, 134 pages, $24.95) appear to delight in the City’s impermanence. Mark Klett presents famous images of the smoldering city in 1906 alongside carefully shot contemporary photographs from the same vantage points. Cleverly, these images are arranged in a manner that suggests the ruins aren’t just the past but also an inevitable future.

The aftermaths of SF’s earthquakes are often described in utopian terms, as if cracks in the landscape revealed the possibility of a better world. In After the Ruins, a 1906 quake survivor remembers cooperation not seen since the days of the Ohlone:

A spirit of good nature and helpfulness prevailed and cheerfulness was common. The old and feeble were tenderly aided. Food was voluntarily divided. No one richer, none poorer than his fellow man.

In an essay accompanying After the Ruins, Rebecca Solnit recollects the 1989 earthquake similarly:

The night of the quake, the liquor store across the street held a small barbecue … I talked to the neighbors. I walked around and visited people. That night the powerless city lay for the first time in many years under a sky whose stars weren’t drowned out by electric lights.

Greta Snider’s classic early ’90s punk and bike zine Mudflap tells of a utopia for bicyclists created by the 1989 Loma Prieta quake. Until torn down, a closed-off section of damaged Interstate 280 became a bike superhighway where one could ride above the City without fear of cars. Earthquakes are seen to have utopian potential in SF, because, like protests or Critical Mass, they stop traffic. In 1991, Gulf War protestors stormed the Bay Bridge, shutting down traffic on the span for the first time since the 1989 quake. Perhaps in tribute to the utopian possibilities of both events, William Gibson’s 1993 book Virtual Light imagines a postquake-damaged Bay Bridge as a home for squatter shanties and black market stalls.

Carlsson’s new nonfiction book, Nowtopia (AK Press, 288 pages, $18.95), explores new communities springing up in the margins of capitalist society. Subtitled How Pirate Programmers, Outlaw Bicyclists, and Vacant-Lot Gardeners Are Inventing the Future Today, it looks for seeds of post-economic utopia in places such as the SF Bike Kitchen and the Open Source software movement. According to Carlsson, these communities "manifest the efforts of humans to transcend their lives as wage-slaves. They embrace a culture that rejects the market, money, and business. Engaging in technology in creative and experimental ways, the Nowtopians are involved in a guerilla war over the direction of society."

A founder of Critical Mass, Carlsson praises the biofuels movement and bicycle culture for promoting self-sufficiency through tools. With its optimism and endorsement of technology, Nowtopia occasionally evokes the Whole Earth Catalog. Yet unlike Brand’s tome, it focuses on class and how people perform work in today’s society. Carlsson finds that in their yearning for community, people will gladly perform hours of unpaid labor on behalf of something they love that they believe betters the world.

Within today’s SF, Carlsson cites Alemany Farm as an example of nowtopia. Volunteers took over an abandoned SF League of Urban Gardeners (SLUG) farm next to the Alemany Projects, farming it for several years before the City gave them official permission. "Instead of traditional political forms like unions or parties, people are coming together in practical projects," Carlsson writes. "They aren’t waiting for an institutional change from on-high, but are getting on with building the new world in the shell of the old."

Ironically, the only literature that truly envisions the complete destruction of large areas of the City are the postwar plans of the San Francisco Redevelopment Agency. In 1956, it began the first of two projects in the Fillmore, slashing the neighborhood in two with a widened Geary Boulevard and demolishing over 60 square blocks of housing. Some 17,500 African American and Japanese American people saw their homes bulldozed.

With their dreams of "urban renewal," the heads of SF-based corporate giants such as Standard Oil, Bechtel, Del Monte, Southern Pacific, Wells Fargo, and Bank of America reimagined the City as a utopia for big business. The language of a Wells Fargo report from the ’60s evokes the notebooks of Dana: "Geographically, San Francisco is a natural gateway for this country’s ocean-going and airborne commerce with the Pacific area nations." Likewise, Prologue for Action, a 1966 report from the San Francisco Planning and Urban Renewal Association, might have been written by dystopian visionary Philip K. Dick:

If SF decides to compete effectively with other cities for new "clean" industries and new corporate power, its population will move closer to "standard White Anglo-Saxon Protestant" characteristics. As automation increases the need for unskilled labor will decrease…. The population will tend to range from lower middle-class through upper-class…. Selection of a population’s composition might be undemocratic. Influence on it, however, is legal and desirable.

This dream of turning San Francisco into a perfect world for business required that much of the existing city be destroyed. First, the colorful Produce District along the waterfront was removed in 1959, its warmth and human buzz replaced by the four identical modern hulks of the Embarcadero Center. Beginning in 1966, some 87 acres of land south of Market — including 4,000 housing units — were bulldozed to make way for office blocks, luxury hotels, and the Moscone Center.

The dark logic of the Redevelopment Agency’s plans are projected into the future in the profoundly bleak science fiction of Richard Paul Russo’s Carlucci series from the ’90s. Russo’s books are set in a 21st-century SF entirely segregated by class and health. The Tenderloin is walled off into an area where drug-addicted and diseased residents kill each other or await death from AIDS or worse. Access to all neighborhoods is restricted and even the series’ hero, stereotypical good cop Frank Carlucci, submits to a full body search in order to enter the Financial District because he lacks the necessary chip implant to be waved through checkpoints.

Russo’s nightmares have their real side today, and many dreams found in Ecotopia and the Whole Earth Catalog — composting, recycling, widespread bicycling, urban gardening, free access to information via the Internet, Green building design — have also come to pass. (There is even a growing movement to unearth creeks like the Hayes River, which runs under City Hall.) Pat Murphy’s 1989 novel, The City Not Long After, imagines these opposing visions of the city will continue even after a plague wipes out all but one-thousandth of SF’s population. In Murphy’s book, those still alive turn the City into a backdrop for elaborate art projects, weaving ribbon and lace from Macy’s across downtown streets and painting the Golden Gate Bridge blue. This artists’ utopia is threatened when an army of survivors from Sacramento marches into SF. But the last forces of America, unlike the dot-com invaders of the ’90s, prove no match for the artists, who use direct action tactics and magic to rout Sacramento in an epic showdown at Civic Center Plaza.

In Carlsson’s After the Deluge, several people enter a bar called New Spec’s on Fulton Street. The walls are covered with old SF ephemera. One character explains to Eric, a newcomer, "Its all about nostalgia, a false nostalgia." Was the City a better place before the war, before the earthquakes, or before it was even the City? So many utopian visions of the future evoke a simpler past that one wonders if believing in one is the same as longing for the other. It’s a question that would make sense, once again, to Philip K. Dick.

Perhaps no fiction about a future SF captures utopian yearning as well as Dick’s decidedly dystopian works, because his stories, though full of futuristic gadgets, are really about the ways human characters relate to them. Do Androids Dream of Electric Sheep? (1968) is set in a radically depopulated postwar SF of 2021. The air is filled with radioactive dust and the streets are hauntingly empty as humans race to colonize Mars. Main character Rick Deckard is a bounty hunter assigned to "retire" humanlike androids, yet he’s mostly concerned about his electric sheep. Because there are almost no animals left on Earth, owning a fake one helps a striver like Deckard keep up appearances.

In 1962’s The Man in the High Castle, Dick imagines life in SF after the Nazis and Japanese have won World War II. Nostalgia haunts this story, too. Protagonist R. Childan makes his living selling rare prewar Americana to rich Japanese collectors. Not much has changed in this alternate SF, though. Market Street is still a place of "shooting galleries [and] cheap nightclubs with photos of middle-aged blondes holding their nipples between their wrinkled fingers and leering." While most utopian futures look to the past, Dick’s dystopian futures are all eerily about the present.

So how does Mr. Childan deal with the pain of living in a world where Nazis have won the war? How else? "To inspire himself, he lit up a marijuana cigarette," Dick writes, "excellent Land-O-Smiles brand."

I’m talking about Yuri’s Night, an astro-fantastical, techno-futuristical anniversary celebration of Russian cosmonaut Yuri Gagarin’s historic first flight into space in 1961. Yuri’s Night, Saturday, April 12, is being feted this year with 153 parties in 46 countries on goddess-knows-how-many giant-screen satellite feeds, so make sure your outfit is tight. Srsly, I wept when longtime San Francisco mainstay Fag Fridays ended in February — and not just because my Moisture Wear wasn’t quite so hypoallergenic after all. The gay and their ilk really lost something when the party shut down after 12 years, not least of all a soulful house crashpad in the weekend’s early afterhours.

No more tears, though. "Girl, we couldn’t wait to have a Friday off!" David Peterson, one half of Fag promoters Big Booty, exuberantly told me. Big Booty’s certainly taking advantage of its free time. Peterson’s Booty partner, Jose Mineros, just launched a bouncy house Saturday weekly, Collide, at the fab Club 222 (www.myspace.com/222hyde). Fag Fridays will make a special return at Mighty for Pride. And biggest of all, Big Booty just launched a new dance-music label, Thread Recordings. TECHSPLOITATION Thomas Beattie is actually not the first man to get pregnant. Almost a decade ago, a San Francisco transgendered man named Matt Rice got pregnant and had a cute son. Several years after that, I met another pregnant transman in San Francisco. He was telling his story, with his wife, at a feminist open mic. So why is Beattie getting all the credit, and why now?

Beattie is the first pregnant man most people will ever meet. He’s the guy in People magazine right now looking preggers and hunky, and the guy who was on The Oprah Winfrey Show last week. And it makes sense that he’s the first wonder of tranny obstetrics medical science to hit the spotlight. He’s a nice, small-town Oregon boy, married for five years to a nice, small-town lady, and his full beard and muscles make it quite obvious that he’s a dude. In other words: he’s not a freak from a freaky city like San Francisco. He is, as they say in the mainstream media, relatable.

And he’s playing his poster boy role perfectly. On Oprah, you could tell he was a friendly, shy person (albeit with a black belt in karate). Visibly nervous, obviously proud as hell of his wife and soon-to-be-born daughter, he didn’t try to make a political statement or lecture anybody about gender binaries being stupid. He had a hard time explaining why he had become a man, too. Often when Oprah asked pointed questions he would shrug and say, "It’s hard to explain." Exactly like a dude to be sort of inarticulate about his own dudeness. So another part of his appeal to the mainstream media is that he fits gender stereotypes.

Plus, he’s the guy every woman wants to marry. Not only is he cute and happy to build things around the house, he’s willing to have your baby for you too. As Beattie’s wife said to Oprah with a grin, "What woman wouldn’t want her husband to get pregnant?"

So we know the answers to the "Why Beattie?" part. Every new minority needs a friendly, relatable poster child: lesbians have Ellen, and I suppose you could say mixed-race people have Barack Obama. The real question is: why now? Or even: can it happen now?

In some ways, those are the same questions people are asking about a possible Obama presidency. Can the majority of people in the United States accept a mixed-race guy in a role previously reserved for white dudes? To return to the issue of Beattie, can the majority accept a man taking on a role (pregnant dad) they’d never contemplated before, except when watching a bad Arnold Schwarzenegger sci-fi comedy called Junior?

I think they can, but not for the same reasons they might accept Obama. Beattie is not a political creation like Obama — he’s the creation of medical technology, pure and simple. Hormones and surgery made him male. Artificial insemination made him pregnant. There would have been no way to accept Beattie 10 years ago because he literally could not have existed. But contemporary medical technology has given us a chance.

Considering Beattie in that context — as the release version of a new kind of biotech-enabled man — makes it clear why this is happening now.

Of course, social changes have a lot to do with his emergence into the public spotlight. Gender roles are shifting, and it’s often hard to say what it means anymore to be a "real man" or a "real woman." The vast majority of people may have a common-sense definition of masculine and feminine, but even those definitions have changed a lot over the past 50 years.

So maybe medical technology is just now catching up with cultural shifts, or maybe cultural shifts are pushing us to use technologies we’ve had for a while in new gender-blurring ways. All I know is that biotechnology is making theories of gender fluidity concrete, making ideas into flesh. And we’re seeing a pattern that always emerges when we’re right on the edge of accepting a big social change. First, the ideas turn into something real that people can touch — or, in the case of Beattie, talk to. And then comes the next phase. Whatever that may be.

A big step for public services

EDITORIAL The battle against privatization of public resources took a big step forward this week when Sup. Ross Mirkarimi introduced a measure to create a Public Services Advisory Board to monitor what he calls the creeping takeover of city government by private outfits.

The new agency would monitor outsourcing of public services and advise the supervisors on whether it makes fiscal and policy sense to turn city programs over to businesses and nonprofits.

It’s also a chance to push forward on public power, the disaster at the zoo, the move to privatize the golf courses and some parks, Mayor Gavin Newsom’s efforts to hand the city’s information technology infrastructure over to private companies, and the Presidio sellout.

The legislation is the first public effort of a new coalition called San Francisco Commons. The group includes labor, public power, neighborhood groups, and environmental activists and was formed to address the growing problem of the loss of public sector services. It’s a crucial new addition to the city’s political scene: the first organization specifically established to protect public services and public property.

The case against privatization is clear. Private entities aren’t required to make their finances public (even if they’re doing public service work with public money). And companies doing work on city contracts are motivated by profits, sometimes at the expense of the public interest. Typically, when private operators take over public services, the prices go up, worker pay goes down, and the quality of the delivery tanks. Just look at the Presidio, a national park that’s been turned into a private real estate development, or the zoo, where privatization has led to misspent funds, poor conditions for animals, and a tragic tiger escape. Or look at Edison School, the failed experiment in education privatization in San Francisco.

San Francisco ought to be in the forefront of the antiprivatization battle nationwide, and this new group and legislation is a good first step. The agenda for the new advisory board is extensive: the panel needs to look at every large and small privatization move at City Hall. It needs to evaluate and report to the supervisors on the flaws in the mayor’s schemes. It also needs to look forward actively at ways the city can bring more essential services under public control. That includes moving forward on community choice aggregation and then developing a plan to create a full-scale, citywide public power system. Public broadband service ought to be on the agenda, too.

The supervisors should approve Mirkarimi’s bill, and the sooner the better, before Newsom finds some more of San Francisco to put on the block.

Lit: A Nowtopian Q&A with Chris Carlsson

Chris Carlsson, one of the founders of Critical Mass, has long been one of San Francisco’s most notable utopian tinkerers. Through projects like his magazine Processed World and his radical archive Shaping San Francisco, he has devoted much unpaid labor to investigating lost people’s history and to imagine possibilities for a better world. In 2004, he turned his attention to the future with After the Deluge, a speculative fiction novel about a post-economic San Francisco of 2157 where compulsory work has nearly been abolished and the Financial District has been submerged in rising floodwaters caused by global warming.

Carlsson’s brand-new book, Nowtopia (AK Press, 288 pages, $18.95), looks, instead, for seeds of that money-free utopia in the present, with chapters focusing on subjects as diverse as vacant-lot gardeners, the growing bio-fuels movement, the rise of Bike Kitchens across the nation, and Burning Man. Carlsson shows that as our economy, civic institutions, and faith in the system continue to break down, there are people all over the world organizing autonomously to “build the new world in the shell of the old.”

SFBG: In Nowtopia, you highlight groups of people who are doing very diverse things. How do you perceive that, say, the open source software movement, the San Francisco Bike Kitchen, and people who farm empty lots in West Oakland are related?
CHRIS CARLSSON: I tried to reduce those things to the common thread that they are all forms of self-expressive behavior that people are doing outside of work and outside of what they consider to be political. People are coming together to try to add to their depth of experience, or to make their lives worth living. All of the activities in the book also represent people who have a creative engagement with technology.

Let’s not fool ourselves: Jackie Speier, the former state senator from San Mateo County, will be replacing the late Tom Lantos in Congress. The odds are pretty good that she’ll emerge with enough votes in the special election April 8 to take the seat immediately, and she’s bound to win the Democratic primary in June and get elected to a full term in November.

And that’s not a terrible thing. Speier’s an experienced legislator, was a solid advocate for consumers and for privacy rights in Sacramento, and is already better on the war than Lantos was. Speier told us that she favors immediate troop withdrawal, and that she would was unlikely to vote for any more appropriations for the war unless the money was earmarked for drawdown and withdrawal activities.

But on a lot of issues, she’s something of a disappointment to progressives in the district. She talks about single-payer health care, but wants to keep the private insurance companies in the picture and she talked a lot to us about forcing consumers to limit medical expenses to contain costs. She wasn’t willing to commit to seeking to overturn the privatization of the Presidio and she supports Don Fisher’s plans to build a private museum there. Although she wants to let the Bush tax cuts expire, she was very, very shaky about raising taxes on the very rich (even capital gains taxes). When we asked her what she would do about preventing the financial-services mess that created the home mortgage crisis, she only said she would be “more willing to support an increased regulatory environment than not.”

In other words, she’s promising to be a mainstream Democrat who’s unwilling to push the edge on a lot of issues that people in her district care about.

So, if only as a protest vote (and to remind Speier that she has to be accountable to the progressives) we’re backing Green Party candidate Barry Hermanson.

Hermanson, who for years ran a small business in town, talks openly not just about ending the war but about dramatically cutting defense spending, which, he points out, sucks up more than 60 percent of the entire federal discretionary budget. He’s for government-run single payer, for tighter regulation of the financial sector and for a massive public investment in infrastructure and green technology.

Michelle McMurry, who is running as a Democrat, is a physician, a smart and articulate person with a thoughtful approach to health care. We’d love to see her stay active in politics, but she needs a bit more seasoning before she’s ready for Congress.

So we’ll go with Hermanson in the April 8 special election.
