FILM There’s a T-shirt that’s achieved must-have status in record time, even though as yet it may just be an idea for a T-shirt: A picture of Al Gore gesticulating at the podium, with the words “If you don’t believe in climate change just look at San Francisco … only a few years ago that city was still cool.” Haha. Sob. The temperature drift from cool to tepid (and expensive) registers in a thousand ways, big and small, with the shuttering of cultural venues now a predictable minor-key prelude to the ka-ching symphony of condo construction.

Not yet axed, but with head positioned above the bucket, is the Vortex Room — that SOMA venue so cool you need to know the address (there’s no sign), as if it were a Prohibition speakeasy or something. Spawn of the late, beloved Werepad, the Vortex was threatened with eviction last fall. After a few months of legal skirmishing the landlord backed down, but then served notice again not long afterward. “We are currently fighting it out in, I guess, a battle of resources. They appear to just want to wear us down. This new real estate marketing is just too tempting, I suppose,” says founder Scott Moffett.

Aptly, July’s Film Cult series at the Vortex takes as its theme “Bad Vibrations.” The bounty of five Thursdays this month allows plenty of room for programmer Joe Niem to mine a collection of largely 16mm exploitation obscurities in which “Summer is spelled with a ‘B’.” As in, you know, bummer! — but more about that film title later.

Things kick off with a double dose of female imperilment from the golden age of TV movies. A Vacation in Hell (1979) has one would-be playa (Michael Brandon) arranging a day trip from a Club Med-type resort with four women so he can hit on the dumb blonde (Priscilla Barnes). The others are Andrea Marcovicci as Embittered Neurotic Man-Hating Possible Lesbian, Get Smart!‘s Barbara Feldon as an insecure divorcee still looking for love, and erstwhile Marcia Brady Maureen McCormick as the teenage daughter she’s dragged along as security blanket.

Upon reaching an isolated beach, their inflatable boat gets a puncture. They attempt to dither their way back to civilization cross-country, and in pure idiot panic incur the wrath of a strapping native hunter (Ed Ka’ahea) whom Marcovicci dubs “you murderous savage.” Under the silly, talky circumstances, this ABC Movie of the Week has some surprisingly good acting. Which cannot be said, perhaps thankfully, for the prior year’s Summer of Fear, aka Stranger in Our House. Fully exorcised then-telepic queen Linda Blair plays a seriously bratty SoCal teen who grows suspicious of the freshly orphaned cousin (Lee Purcell) who comes to live with her family, and who in record time goes from twangy wallflower to usurping seductress. This (eventually) Satanic thriller was the first mainstream Hollywood project for a Wes Craven fresh from Last House on the Left (1972) and The Hills Have Eyes (1977), and remains the tamest thing he ever directed — yes, tamer than Meryl Streep inspiring Harlem youth in 1999’s Music of the Heart.

Fear not, stronger meat is ahead. July 10 brings two theatrical horrors, 1980’s Blood Beach and 1976’s Who Can Kill a Child?, aka Island of the Damned. The first is a late entry in the cycle of Jaws (1975) rip-offs, which it winks at by having one character quip, “Just when you thought it as safe to get back in the water, you can’t get to it” — because something unseen is pulling Santa Monica beachgoers down screaming, right through the sand. It turns out to be an all-too-briefly seen monster in this lethargic chiller by the future director of Flowers in the Attic (1987 version, not the recent made-for-Lifetime version), with the highlight being a surprising political speech by John Saxon’s police chief about how taxpayers want the sun and the moon in city services … they just don’t want to pay for it.

Who Can Kill a Child? is something else: a beautifully atmospheric Spanish nightmare by underrated Uruguayan Narcisco Ibáñez Serrador, in which two English tourists row to a quaint village off the mainland. When they arrive, however, everyone appears to be gone save a few children — with whom something has gone very, very wrong. Quiet and slow-building, it’s a striking parable that really pays off once ominousness turns to terror at the completely irrational crisis these visitors have stumbled into. Equally memorable and shocking is 1978’s US Blue Sunshine, a tale of a government LSD experimentation that the Vortex (and the Werepad before it) has shown so many times it might as well be its filmic mascot.

The rest of the schedule is obscure even by Vortex standards. English-language 1972 Eurotrash hostage drama Summertime Killer stars Christopher Mitchum, one of two (with sibling Jim) Robert Mitchum offspring who experienced moderate movie fame — despite dad’s oddly dismissive public statements about their B-list careers. Aussie One Night Stand (1984) has New Wave youth in Sydney acting like mildly New Wave cut-ups in a John Hughes movie as they await nuclear holocaust. It’s less fun than it sounds. More fun than it sounds is 1990’s direct-to-video Punk Vacation, in which mildly “punk” miscreants slumming in the sticks wage war against local hicks.

Lastly there’s 1973’s Bummer!, a sobering film about the groupie lifestyle — even before the fat misogynist drummer no one will have sex with goes postal. Offering further proof the rock ‘n’ roll lifestyle leads to Hades is Down Beat, a feature so obscure imdb.com doesn’t know it exists. Even the few to note Christian film “pioneer” Ken Anderson’s passing in 2006 made no mention of this 1967 warning against all that was then groovy and ungodly. If and when the Vortex goes away for keeps, who will unearth such treasures for us henceforth? That’s right: Nobody. *

No Wall on the Waterfront wins big, Chiu prevails in Assembly race by slim margin

Developers looking to build high-end luxury condos on the waterfront lost big last night. 

Proposition B, backed by a campaign committee known as No Wall on the Waterfront, won handily with a 19 percentage point lead at the polls. 

At the Yes on B campaign party at Sinbad’s, former Mayor Art Agnos described the outcome as a win for the people of San Francisco.

“I think this vote is a decisive vote,” Agnos said, “that sends a message to City Hall that people in San Francisco want to protect the waterfront.

The ballot measure will require voter approval for waterfront development projects that exceed established building height limits.

Most political experts predicted last night’s June primary election would result in record-low turnouts, since Governor Jerry Brown’s expected win meant no big-ticket votes on the ballot. The prediction was correct. All told, 22 percent of San Francisco registered voters cast ballots in the June 3 election. And though some provisional ballots and mail-in ballots will be counted over the next few days, the initial counts have Yes on B miles ahead.

At Oddjob, a SoMa cocktail bar, opponents of Prop B backers were in a grim mood on election night.

Patrick Valentino, a No on B spokesperson, said his camp had a “more complex message” to convey. He felt their thesis, arguing luxury condos take pressure off the housing market, wasn’t heard by voters.

Meanwhile, in the Assembly race for soon-to-be termed out Tom Ammiano’s seat, Board President David Chiu and Sup. David Campos emerged as the first- and second-place primary winners, respectively, setting them up to face off against one another in November as expected.

Chiu prevailed, with 48 percent to Campos’ 43 percent, a five percentage point lead. But from the start of the night to the end, Campos was able to close a gap that was initially larger, setting the stage for a close race in November

At his celebration, Chiu told supporters: “It feels good.” When early polling results showed Chiu much farther ahead, a finance staffer told the Guardian, “We’re surprised by the gap, we expected to be up, but not by this much.”

David’s father, Han Chiu, said “we are so proud.

But as more results came in, Campos was able to narrow the gap, finally trailing by a margin of about 3,000 votes.

Campos adressed his supporters at Virgil’s Sea Room, and as the crowd whooped and hollered, he took note of a few milestones.

Firstly, few progressive campaigns for Assembly had ever raised as much money as his had, which he thanked his staffers for.

And the numbers should make Chiu nervous, Campos said, because fewer voters turn out to the polls in the primaries.

“We’ve been very clear,” he boomed to the bustling crowd. “If Chiu doesn’t win by double digits [in June], we win in November.”

The Damned

Remember, kid: Heroes get remembered, but legends never die. Yes, we’re talking about THE Damned. Formed in 1976, The Damned were the first punk band in the UK to release a single, a record, or tour the United States. They cut their teeth opening for bands like the Sex Pistols and T. Rex, and are still going strong. Not only were they punk rock pioneers, they also were some of the frontrunners of the goth scene in the ’80s, and now, nearly into their fourth decade, The Damned are still going strong. With an ever-changing lineup and an incredible repertoire of revolutionary tunes, these dudes are incredible at evolving and even better at performing. They’re not to be missed tonight at Slim’s. XV: St. James Infirmary 15-Year Anniversary Party

Lost in the outpouring of accolades in the wake of the great Maya Angelou’s passing last week was her crucial time as a sex worker, which she chronicled, unashamed, in her 1974 book Gather Together in My Name. It’s indicative of the stigma sex workers still face when even the well-documented past of the nation’s literary godmother is scrubbed free of any reference. San Francisco’s own groundbreaking St. James Infirmary, the first occupational safety and health clinic for sex workers in the United States, deals with the damage of that stigma by offering non-judgmental medical and social services. The organization also knows how to celebrate: This huge party and fundraiser boasts one of the city’s best house DJs, David Harness, as well as porn-star-turned-DJ Ricky Sinz, movers and shakers from the international sex workers rights movement, sexy pole dancing, a Kink.com demonstration dungeon, and oodles more. Nature For Sale

For the past few years, Bolivian-born artist Javier Rocabado has been producing stunning, icon-like portraits of famed gays like RuPaul, early AIDS activists, and local beauties. All these figures have been posed with gold halos against Rocabado’s signature dollar-bill background, glowing with symbolic meaning. (Rocabado paints only the backside of the dollar.) His new series turns to nature: Beautiful bird specimens, frogs, and weeping monkeys take on aspects of holy saints. “I want to point out the universally ridiculous thinking of ‘economics is first’ under Capitalism. Through this new series of paintings, I strive to create images of animals that allow the viewers to experience the false pride in human civilization to conquer nature and profit from it,” he says. Dark spirits of Chevron, BP, and other disaster-fueling multinationals hover at the borders of his exquisite new works, but their sheer gorgeousness radiates hope as well as guilt. (Marke B.)

‘Test’

Test is not great, but it’s a beautiful, honest film that evokes the mid-’80s, when AIDS was ravaging San Francisco’s gay community, a time when a test had become available but no cure was in sight. The film follows a naïve young man’s coming of age (a splendid Scott Marlow of LEVY Dance) as a gay man and as dancer in a local modern dance company. The film excellently captures what it meant living at the edge of uncertainty, when nothing could be taken for granted and yet, despite of it all, everything seemed possible. Test includes extensive and fine dance sequences choreographed by the remarkable Sidra Bell. Fun to see was just how many other local dancers were involved in this small, but big-hearted movie. The Buzzcocks

It must be punk rock royalty week at Slim’s, because just two days after The Damned grace the SoMa stage the Buzzcocks are coming to town. Part of the Holy Trinity that also includes the Clash and the Sex Pistols, the Buzzcocks are a crucial piece of UK punk history. Bringing the world such killer tunes as “Ever Fallen in Love” and “What Do I Get,” challenging British radio with songs like “Orgasm Addict” and confronting the punk community with an open and serious examination of homosexuality, the Buzzcocks are a tireless and fearless force of nature. Plus, 38 years into their career, they’re still touring regularly and have a new record out this year. Is there anything more punk than refusing to succumb to gray hair or body fat? (Zaremba)

Les Claypool’s Duo De Twang

Les Claypool has an amazing eye for weirdness. His band Primus has made a decades-long career out of defying every possible genre classification, wearing monkey masks onstage, and naming their albums things like Pork Soda and Sailing the Seas of Cheese. Now Claypool is going the opposite direction, creating the most minimalist, deconstructed music possible, with one vocal, one bass, one guitar, and one makeshift percussion tool — but don’t worry, it’s still bizarre. In his Duo De Twang, which was originally organized as a one-off for Hardly Strictly Bluegrass, Claypool teams up with longtime buddy and collaborator Bryan Kehoe to play originals and tasty twang covers (including the Bee Gees and Alice in Chains). The show promises down-to-earth, intimate weirdness, plus seriously incredible musicianship. (Zaremba)

What a difference five years makes: Merrill Garbus moved to the Bay around that time, as word quickly spread about the undeniable force of her musical vision, one that draws from African, folk, and electro-acoustic quarters, and her visceral one-woman performances. Since her maiden tUnE-yArDs outing, BiRd-BrAiNs, she’s put out the album that every critic could agree on in 2011, whokill, which scored her the coveted top spot in that year’s Pazz and Jop poll. Her third full-length, Nikki Nack, takes tUnE-yArDs further, into Garbus’s fascination with Haitian artistic traditions, as she turned to the country’s boula drum to lay the groundwork for the recording’s intoxicating call and response. Silent Frisco Beats on Ocean Beach

Summertime throwdowns are the types of shows the brilliant Silent Frisco have made their niche — take a pristine outdoor environment, add groovin’ music and people, let fun ensue. “Scene Not Heard” as the Silent team puts it. The key to making these public shows possible is ditching speakers and substituting wireless headphones, removing complaint-inducing noise, and leaving the amusingly awesome sight of befuddled onlookers observing limbs gyrating to what appears to be silence. For this event, two channels allow movers and shakers to select from a rotation of California electronic music talent throughout the day. Tom Robbins

“If Tibetan Peach Pie doesn’t read like a normal memoir, that may be because I haven’t exactly led what most normal people would consider a normal life,” forewarns writer Tom Robbins in the preface of his first nonfiction book. With that on readers’ minds, Robbins reflects on his colorful adventures, from an accident laden-youth in Depression-era North Carolina in which his mother dubbed him “Tommy Rotten,” to an established literary career in Washington state. Along the way, Robbins studies the weather in Korea, experiments with acid, embarks on international religious journeys, tangos with Hollywood, and discovers some love. Five years ago, Thrillpeddlers breathed new life into a glitter-dusted piece of Sixties flotsam, beautifully reimagining the Cockettes’ raunchy mock-operetta Pearls Over Shanghai (in collaboration with several surviving members of San Francisco’s storied acid-drag troupe) and running it for a whopping 22 months. Written by Cockette Link Martin as a carefree interpretation of a 1926 Broadway play, the baldly stereotyped Shanghai Gesture, it was the perfectly lurid vehicle for irreverence in all directions. It’s back in this revival, once again helmed by artistic director Russell Blackwood with musical direction by Cockette and local favorite Scrumbly Koldewyn. But despite the frisson of featuring some original-original cast members — including “Sweet Pam” Tent (who with Koldewyn also contributes some new dialogue) and Rumi Missabu (regally reprising the role of Madam Gin Sling) — there’s less fire the second time around as the production straddles the line between carefully slick and appropriately sloppy. Nevertheless, there are some fine musical numbers and moments throughout. Among these, Zelda Koznofsky, Birdie-Bob Watt, and Jesse Cortez consistently hit high notes as the singing Andrews Sisters-like trio of Americans thrown into white slavery; Bonni Suval’s Lottie Wu is a fierce vixen; and Noah Haydon (as the sultry Petrushka) is a class act. Koldewyn’s musical direction and piano accompaniment, meanwhile, provide strong and sure momentum as well as exquisite atmosphere. (Avila)

D’Arcy Drollinger is Champagne White, bodacious blond innocent with a wicked left hook in this cross-dressing ’70s-style white-sploitation flick, played out live on Rebel’s intimate but action-packed barroom stage. Written by Drollinger and co-directed with Laurie Bushman (with high-flying choreography by John Paolillo, Drollinger, and Matthew Martin), this high-octane camp send-up of a favored formula comes dependably stocked with stock characters and delightfully protracted by a convoluted plot (involving, among other things, a certain street drug that’s triggered an epidemic of poopy pants) — all of it played to the hilt by an excellent cast that includes Martin as Dixie Stampede, an evil corporate dominatrix at the head of some sinister front for world domination called Mal*Wart; Alex Brown as Detective Jack Hammer, rough-hewn cop on the case and ambivalent love interest; Rotimi Agbabiaka as Sergio, gay Puerto Rican impresario and confidante; Steven Lemay as Brandy, high-end calf model and Champagne’s (much) beloved roommate; and Nancy French as Rod, Champagne’s doomed fiancé. Sprawling often literally across two buxom acts, the show maintains admirable consistency: The energy never flags and the brow stays decidedly low. (Avila)

Wed-Sat, 7:30, 7:40, 7:50, 8pm, and 9pm admittance times. Extended through June 21. Boxcar Theater’s most ambitious project to date is also one of the more involved and impressively orchestrated theatrical experiences on any Bay Area stage just now. An immersive time-tripping environmental work, The Speakeasy takes place in an “undisclosed location” (in fact, a wonderfully redesigned version of the company’s Hyde Street theater complex) amid a period-specific cocktail lounge, cabaret, and gambling den inhabited by dozens of Prohibition-era characters and scenarios that unfold around an audience ultimately invited to wander around at will. At one level, this is an invitation to pure dress-up social entertainment. But there are artistic aims here too. Intentionally designed (by co-director and creator Nick A. Olivero with co-director Peter Ruocco) as a fractured super-narrative — in which audiences perceive snatches of overheard stories rather than complete arcs, and can follow those of their own choosing — there’s a way the piece becomes specifically and ever more subtly about time itself. This is most pointedly demonstrated in the opening vignettes in the cocktail lounge, where even the ticking of Joe’s Clock Shop (the “cover” storefront for the illicit 1920s den inside) can be heard underscoring conversations (deeply ironic in historical hindsight) about war, loss, and regained hope for the future. For a San Francisco currently gripped by a kind of historical double-recurrence of the roaring Twenties and dire Thirties at once, The Speakeasy is not a bad place to sit and ponder the simulacra of our elusive moment. Lowell’s The Letters harkens back to Stalinist days and some unspecified ministry, where a dutiful staff goes about censoring the personal and openly homoerotic correspondence of an iconic Russian composer (Tchaikovsky). Directed by Mark Jackson for Aurora Theater’s new upstairs black box, the two-hander unfolds in the small but tidy and dignified office belonging to the ministry’s director (an imposing Michael Ray Wisely). He has summoned one of his employees, a widow named Anna (a taut Beth Wilmurt), for reasons not immediately clear to her or us. A careful dance around a minefield of protocol, sexual innuendo, and hidden agendas ensues, as a dangerous and deadly scandal surrounding the aforementioned letters makes itself felt. Given the Ukraine crisis, the ramping up of Cold War II, and Russia’s increasing authoritarianism — including its new law against homosexual “propagandizing” in the cultural realm, and a Ministry of Culture vowing to withhold funding from art lacking in “spiritual or moral content” — it’s all a remarkably timely little time warp. And Lowell’s story is cleverly crafted for the most part. Unfortunately, the production’s two capable actors have a hard time conveying a lifelike (if however strained) relationship or the perspiration-inducing tension the drama purports to carry. At the same time, the drama’s dialogue, at least as played here, can stretch the bounds of verisimilitude by veering from flinty, cagey ducks and jabs to outright insubordination, sarcasm, and ineffectual blustering — the latter outbursts seeming to leave the pressure pot of the Great Terror far behind. It’s still a long way from Tom and Jerry, but as a cat and mouse game the stakes, and the arc of the story, feel more fantastical then pressingly contemporary. (Avila)

Intersection for the Arts lays off staff, halts programming

Intersection for the Arts, one of the city’s most established alternative arts venues, is the latest casualty in a city slowly strangling its arts and music scene. 

The decades-old studio and artists space will lay off most of its staff and program directors by the end of the month, and will no longer produce its own arts programming.

“With the specific shifts in the economy and culture of San Francisco, it has been increasingly difficult to operate and sustain a community-based nonprofit arts organization like Intersection,” ousted program directors Kevin B. Chen, Rebeka Rodriguez and Sean San Jose wrote in a joint statement. “For the decade-plus that we have been able to work together, we have collaborated and worked for varied and multiple voices – the marginalized, under-represented, young, immigrant, queer, people of color, disenfranchised voices.

The layoffs were confirmed by Intersection for the Arts’ Board of Directors Chair Yancy Widmer in a post on Intersection for the Arts’ website.

“Our financial situation is deeply challenged,” he wrote, “and it has become apparent that the current business model is no longer sustainable.”

He explained the move in the post:

Our financial situation has always been fragile. Like many non-profit, grassroots arts organizations, it has been a perpetual struggle, dependent on “angel donors,” “heroic” leadership and unpredictable trends. The move from our long-time home in the Mission to an improved facility in SOMA was a significant effort to address this issue, but it was increasingly clear that they were not enough to build the financial foundation we need not merely to survive, but to grow and thrive.

Recognizing that the organization needed fundamental change to sustain its contributions to community life, the Board embarked on a deep organizational examination that led to a substantial rethinking of our role in the community and a refining of our mission.

The layoffs follow a sold-out run of Chasing Mesherle, a play tackling white privelige and the fatal shooting of Oscar Grant at Fruitvale Station, in Oakland. 

Intersection’s own programming will end, but they’ll still play host for other art shows. Additionally, Intersection’s Incubator programs will remain unaffected. The incubator spawned Litquake, Youth Speaks, Cutting Ball Theater, and many other arts programs and organizations are still being brewed there even now.

We want to personally write you as our work and time at Intersection is suddenly coming to a close. As of June 1, Intersection will be undergoing substantial changes. We can not thank you enough for how much you have inspired us, changed us, and taught us.  We are proud, still inspired, and ever changed by being able to support, develop, produce, and premiere new works of the highest order by artists and collaborators of the utmost amazing quality, originality, creativity, and heart – more than 15 years of new works and voices. Thank YOU. We look forward to witnessing more.

For the decade-plus that we have been able to work together, we have collaborated and worked for varied and multiple voices – the marginalized, under-represented, young, immigrant, queer, people of color, disenfranchised voices. We are proud of the work we have accomplished, birthing countless beautiful, resonant, and profound projects. Our work with community based organizations, schools, after-school programs, lock down facilities, coalitions, and individuals has allowed us to collectively flourish and grow.

We look forward to seeing you, experiencing new work, hearing and being part of dialogues, and partaking in both action and reaction to this world we all live in together. San Franciscans join international Ride of Silence to honor fallen cyclists

Nearly 100 San Francisco bicyclists joined thousands of pedal-powered citizens from more than 300 cities around the world yesterday [Wed/21] evening for the Ride of Silence, honoring cyclists killed by motorists by riding to the collision spots to leave flowers and signs noting their deaths.

The event started in Dallas in 2003 and it has grown into a global phenomenon in an age when global warming, air pollution, and a mounting death toll have done little to change the dynamics on city streets, where bad design, impatient attitudes, and biased law enforcment continue to give a pass to dangerous, automobile-centered conditions.

San Francisco’s ride came at a particularly poignant moment following a year when a modern record-tying four cyclists were killed by drivers in San Francisco last year: Dylan Mitchell, Diana Sullivan, Cheng Jin Lai, and Amelie Le Moullac. None of their killers faced criminal charges, with the District Attorney’s Office deciding just last week not to charge the delivery truck driver who ran over 24-year-old Le Moullac, despite high-profile attention on the case and a recommendation of criminal charges by the San Francisco Police Department.

Local Ride of Silence organizers Devon Warner and Robin Wheelwright called for greater public awareness of cyclists on the roadways and for drivers to slow down and drive carefully — particularly the commercial vehicle drivers who are responsible for 66 percent of the 34 cyclist fatalities in San Francisco since 2007.

“These are precious humans who are no longer with us, and we want to advocate for change,” Wheelwright said during a pre-ride presentation in the basement at Sports Basement.  

Also speaking at the event was Karen Allen, the mother of Derek Allen, a 22-year-old San Franciscan who was run over and killed by a Muni bus on Oct. 7, 2010. “I’m so honored to be here tonight. I’m honored by the people who put this together,” Allen said.

Escorted by a phalanx of 15 SFPD motorcycle cops, who Wheelwright told us had been tasked for the occasion by an officer who supports cyclists and had heard about the event, the mass of cyclists rode through SoMa, the Mission District, and the mid-Market area to make more than a half-dozen stops honoring fallen cyclists, including some where memorial bicycles or other signage already marked what had happened there.

Science Talk: “The Mysteries of Sleep”

Wonderfest, “the Bay Area Beacon of Science,” is a nonprofit that has been organizing fun, funky science events and meet-ups for nearly two decades, and best of all, most of them are free. This talk, presented at the SoMa StrEat Food Park (with all of the delectable food truck and beer options that entails) will tackle one of the last great biological mysteries — something we spend one-third of our lives doing, yet something scientists still understand very little about. Matthew P. Walker, an associate professor of psychology at Cal, will describe the latest research that suggests sleep is actually a highly active process, necessary for improving our learning processes, memory, creativity, and emotions. Bike to Work Day 20th Anniversary

Got a bike? Ride it. Today marks the 20th anniversary of San Francisco’s Bike to Work Day, and it’s never been more rewarding to be a two-wheeled commuter. With thousands of cyclists on the road today, not only do tailpipe emissions decrease dramatically, but the visible presence of cyclists encourages motorists to share the road. What’s more, many small businesses will have special treats for bikers, and the SF Bicycle Coalition will have safety classes, workshops, parties, raffles, and energizer stations (snacks, beverages, and goodie bags) throughout the city. If you’re a two-wheeling newbie, don’t fret. The Coalition will also have Commuter Convoys leading you through the city. “The New Forty-Niners” and “Scavenger: Adventures in Treasure-Hunting”

For centuries, stories of treasure hunters and great explorers have dominated American history. From the Gold Rush millionaire Samuel Brannan to Huck Finn to Lewis and Clark, the thirst for adventure and wealth is a building block of the American Dream. Tonight, Rayko Photo Center presents two exhibits based on this dream. “Scavenger: Adventures in Treasure Hunting,” by Jenny Riffle, documents one man’s treasure hunt, accompanied by his metal detector. Riffle romantically captures the mythical adventurer as he ventures out into rural Washington like a 21st century Mark Twain character. The second exhibit, Sarina Finklestein’s “The New Forty-Niners,” is a four year-long photo project chronicling modern-day gold prospectors in California. In gritty and rugged photographs, the exhibit reveals a small self-sustaining society dependent on gold mining, reminiscent of the original Gold Rush. (Childs)

Katherine Hawthorne’s ‘The Escapement’

Last November choreographer Katharine Hawthorne premiered Timepiece at the Joe Goode Annex. Bringing a background in physics and dance to her artistic practice, she had created an intricately structured and intriguing piece of choreography in which she explored the concept of time — not just dance as a time-based art, but time as a way of structuring the way we live our lives and think about the world. In the new The Escapement, she continues that process by examining the way clocks have enabled us to divide time into regular intervals. The invention of the “escapement” mechanism, apparently, was central to the process. Performing with Hawthorne will be Jesse L. Chin, Katherine Disenhof, Suzette Sagisi, and Megan Wright. Kadavar

Black Sabbath may be past their prime, but Berlin’s Kadavar is keeping the ’70s heavy metal dream alive — psychedelic, snarling, seething, dope-smoking, and very hairy. Drawing heavily —very heavily— from Sabbath and Pentagram (with some nods to Zeppelin), Kadavar have joined the time-travelling ranks of Electric Wizard and Uncle Acid and the Deadbeats in producing some seriously killer heavier metal tunes. Though Kadavar wears its influences on its sleeve, as these guys are singing through their prodigious facial hair about wizards, witchcraft, and lost souls, they are undeniably genuine. Cat fight: Battle of the feline film fests

If you are a cat fan — or simply fond of Internet kitty videos — today is basically Christmas, Hanukkah, your birthday, Talk Like a Pirate Day, and every other awesome holiday rolled into one. In SF, the Roxie rolls out its “First Annual San Francisco Intergalactic Feline Film and Video Festival for Humans,” a meow-thful of a name befitting a fest that promises “a two-week film festival in the span of 12 hours.” In Oakland, OakCatVidFest presents an entire day of pussy magic; in addition to outdoor screenings, there will be cat-themed bands and dance performances, plus adoptable cats and the chance to sign up to be a kitten foster parent. 20th Anniversary Serial Mom Tribute with Ricki Lake

“I don’t like to read about movies. They’re so violent,” picture-perfect suburban hausfrau Beverly R. Sutphin (Kathleen Turner) tells a couple police officers during a brief non-lethal moment in Serial Mom. John Waters’ 1994 comedy about a secretly demented wife and mother with very, very high etiquette standards — you really do not want to wear white after Labor Day around he r— remains his personal best since the breakthrough of Hairspray (1988). That film’s discovery Ricki Lake, cast as Sutphin daughter Misty, will appear in person for Peaches Christ’s “Mother’s Day celebration to die for,” also featuring a pre-show performance with D’Arcy Drollinger and “the erotic dance stylings of SexiTude.” There will be blood. Reassuring us all that growing up doesn’t mean you have to lose your sense of humor, the Old 97’s — the solid, steady fathers of alt-country, who never quite exploded (or imploded) like some of mid-’90s their counterparts did — are currently touring the country with their tenth studio album, Most Messed Up. The tour also functions as a 20th anniversary party for the band, and the record serves as perfect accompaniment: Never have songs about the ravages of road life and the slights of middle age sounded so fun. The band’s die-hard fans know they’re in for a helluva rocking live show, too, though the guys claim to never rehearse; if you’ve only heard a few radio singles, this is your chance to see what the fuss is actually all about. Let’s start with the burning question: Is this guy for real? Part of the intrigue of Riff Raff’s over-the-top, ultra-campy hip-hop persona is that it might be totally genuine. This caricature-like white guy from Houston with a BET tattoo, a grill, and cornrows, who raps about Dolce and Gabbana, could be an elaborate joke. Nut authentic or not, Riff Raff is a hot commodity; “Feat. Riff Raff” seems to be the most popular phrase on iTunes. He’s tight with Drake, Justin Bieber, has over 50 million views on YouTube, and scored some seriously solid guests for his upcoming record Neon Icon — Action Bronson, Childish Gambino, and Diplo, to name just a few. You know the upside to life’s hideously embarrassing moments, right? Like that time you broke your ankle by slipping on a banana at the Muni station, at rush hour, and had to have Muni employees help you off the platform while covered in banana mush? And also you were headed to a job interview? (Note: this recently happened to an actual friend.) The upside, of course, is that you have an awesome story to tell, and this monthly “story slam,” based on the award-winning New York-based series The Moth, rewards naked honesty as much as it does storytelling flair. Fact-checkers won’t be on hand, but stories must be true and take five minutes or less to tell; contestants can’t use notes or cheat-sheets of any kind. Ms. Lauryn Hill

Sure, she’s had her share of troubles over the years: prison time for tax evasion, comments about race that gave PR people across the nation simultaneous heart attacks, a laundry list of tardiness and other diva-tastic behaviors. But at the end of the day, Lauryn Hill is still among the most gifted musicians of the last two decades; her Grammy-sweeping album The Miseducation of Lauryn Hill, which turns 16 this August, still graces many a Top 10 list (this critic’s included). Live, she’s been experimenting with a more reggae-fied and big band sound over the last few years, giving hits like “Doo Wop (That Thing)” the weight of a pseudo-religious revival experience. And if the new music she dropped following her release from prison in the fall of last year is any indication, this tour should be a good one. She might be late, she might be ornery — she won’t be boring. (Silvers)

Carcass

For nearly 30 years now, British metal titans Carcass have been a pioneer in the grindcore and melodic death metal genres, from their musical style and sound to lyrical content and artwork. After releasing a slew of records now considered classics, including 1993’s landmark Heartwork (Earache) the band eventually called it quits for 10 years before reforming in 2007. With original members Jeff Walker and Bill Steer still bashing out vocals, guitar, and bass, the foursome released Surgical Steel (Nuclear Blast) last year, their first new record in a decade and a half. The Black Dahlia Murder, Repulsion, Gorguts, and Noisem also appear tonight, as part of the Decibel Magazine Tour. (Sean McCourt)

Linda Perhacs

In 1970, a dental hygienist living in LA’s Topanga Valley cut a record called Parallelograms. This album, Linda Perhac’s debut, went on virtually unlistened-to for the next 35 years. Dug up by diligent audiophiles, the record was passed around, becoming a cult-classic gem of hippie-era folk. One of these newfound fans was indie musician Devandra Banhart, who coaxed Perhacs into the studio with him in 2003. Seven years later, she would play her first live show…ever. Now Perhacs has been sampled by Daft Punk, covered by Opeth, and adored by many more fans than anyone could have predicted. This year, the 44-years-in-the-making follow up to Parallelograms has finally been released on Sufjan Stevens’ Asthmatic Kitty label, and Perhacs is hitting the road, finally getting the recognition her deeply resonant and ethereally beautiful songwriting deserves. Calling all railroad tramps! There are no other Westerns quite like Nicholas Ray’s 1954 Johnny Guitar. Starring Joan Crawford (as a brazen saloon owner), Mercedes McCambridge (as a feisty local who hates her; conveniently, the actors hated each other in real life, too), and Sterling Hayden (as the titular outlaw), Johnny Guitar also features a bank robber named “the Dancin’ Kid,” unintentionally(?) hilarious dialogue, and a helluva theme song performed by Peggy Lee. Sagrada: The Mystery of Creation

“I am not a creator,” the architect Antonio Gaudi once said. “I only copy.” Purely original or not, Barcelona’s Sagrada Familia, an enormous church that blends Gothic and Art Nouveau forms that imitate the rolling hills and landscapes of the Catalan countryside, is not exactly a common sight to behold. With only eight of its 18 steeples built and an ambitious blueprint, the Sagrada Familia has been under construction for 132 years with no end in sight. Stefan Haupt’s documentary Sagrada: The Mystery of Creation explores the cathedral’s construction — delayed by Gaudi’s death and by the complexity of the building’s designs — through the voices of the artisans working on the cathedral and its historical and philosophical context. Like the construction itself, the film moves slowly, pondering the unfinished masterpiece Gaudi left behind, and delivers sublime cinematography exploring Sagrada’s unusual shapes and meditative history. The Apache Relay

Since getting their start just a few short years ago, Nashville-based band The Apache Relay have come a long way — they’ve released several well-received albums, and toured with acts such as Mumford and Sons. Mixing Springsteen-esque rock with the sweet country sounds of their adopted hometown, the band’s new, self-titled album, out on So Recordings, was put to tape at Fairfax Recordings — the former location of legendary Sound City Studios. San Francisco’s untouchables

In one sense, San Francisco’s homeless residents have never been more visible than they are in this moment in the city’s history, marked by rapid construction, accelerated gentrification, and rising income inequality. But being seen doesn’t mean they’re getting the help they need.

Not long ago, Lydia Bransten, who heads security at the St. Anthony’s Foundation on 150 Golden Gate, happened upon a group of teenagers clustered on the street near the entrance of her soup kitchen. They had video cameras, and were filming a homeless man lying on the sidewalk.

“They were putting themselves in the shot,” she said.

Giggling, the kids had decided to cast this unconscious man as a prop in a film, starring them. She told them it was time to leave. Bransten read it as yet another example of widespread dehumanization of the homeless.

“I feel like we’re creating a society of untouchables,” she said. “People are lying on the street, and nobody cares whether they’re dead or breathing.”

Condominium dwellers and other District 6 residents of SoMa and the Tenderloin are constantly bombarding Sup. Jane Kim about homelessness via email — not to express concern about the health or condition of street dwellers, but to vent their deep disgust.

“This encampment has been here almost every night for several weeks running. Each night the structure is more elaborate. Why is it allowed to remain up?” one resident wrote in an email addressed to Kim. “Another man can be found mid block, sprawled across the sidewalk … He should be removed ASAP.”

In a different email, a resident wrote: “The police non-emergency number is on my quick dial because we have to call so often to have homeless camps removed.”

It’s within this fractious context that the city is embarking on the most comprehensive policy discussions to take place on homelessness in a decade.

In 2004, city officials and community advocates released a 10-Year Plan to Abolish Chronic Homelessness. One only needs to walk down the street to understand that this lofty objective ultimately failed; people suffering from mental illness, addiction, and poverty continue to live on the streets.

Most everyone agrees that something should be done. But while some want to see homelessness tackled because they wish undesirable people would vanish from view, others perceive a tragic byproduct of economic inequality and a dismantled social safety net, and believe the main goal should be helping homeless people recover.

“The people living in poverty are a byproduct of the system,” said Karl Robillard, a spokesperson for St. Anthony’s. “We will always have to help the less fortunate. That’s not going to go away. But we’re now blaming those very same people for being in that situation.”

HOMELESS MAGNET?

A common framing of San Francisco’s “homeless problem” might be called the magnet theory.

The city has allocated $165 million to homeless services. Over time, it has succeeded in offering 6,355 permanent supportive housing units to the formerly homeless. Nevertheless, the number of homeless people accounted for on the streets has remained stubbornly flat. The city estimates there are about 7,350 homeless people now living in San Francisco.

Since the city has invested so much with such disappointing results, the story goes, there can only be one explanation: Offering robust services has drawn homeless people from elsewhere, like a magnet. By demonstrating kindness, the city has unwittingly converted itself into a Mecca for the homeless, spoiling an otherwise lovely place for all the hardworking, law-abiding citizens who contribute and pay taxes.

That theory was thoroughly debunked in a Board of Supervisors committee hearing on Feb. 5.

“The idea of services as a magnet, … we haven’t seen any empirical data to support that,” noted Peter Connery of Applied Survey Research, a consultant that conducted the city’s most recent homeless count. “The numbers in San Francisco are very consistent with the other communities.”

He went on to address the question on everyone’s mind: Why haven’t the numbers decreased? “Even in this environment where there have obviously been a tremendous number of successes in various departments and programs,” Connery said, “this has been a very tough economic period. Just to stay flat represents a huge success in this environment.”

As former President Bill Clinton’s campaign team used to say: It’s the economy, stupid.

 

LIFE OUTSIDE

For Sabrina, it started with mental health problems and drug addiction. She grew up in Oakland, the daughter of a single mom who worked as a housecleaner.

“Drugs led me the wrong way, and eventually caught up with me,” she explained at the soup kitchen while cradling Lily, her Chihuahua-terrier mix.

“I had nothing, at first. You have to learn to pick things up. Eventually, I got some blankets,” she said. But she was vulnerable. “It can get kind of mean. The streets can be mean — especially to the ladies.”

She found her way to A Woman’s Place, a shelter. Then she completed a five-month drug rehab program and now she has housing at a single room occupancy hotel on Sixth Street.

“You don’t realize how important those places are,” she said, crediting entry into the shelter and the drug-rehab program with her recovery.

Since the 10-year plan went into effect, Coalition on Homelessness Director Jennifer Friedenbach told us, emergency services for homeless people have been dramatically scaled back. Since 2004, “We lost about a third of our shelter beds,” she explained. About half of the city’s drop-in center capacity was also slashed.

“Between 2007 to 2011, we had about $40 million in direct cuts to behavioral health,” she said at the Feb. 5 hearing, seizing on the lack of mental health care, one of the key challenges to reducing homelessness.

“The result of all three of these things, I can’t really put into words. It’s been very dramatically negative. The increase in acuity, impact on health,” she said, “those cannot be overstated.”

The need for shelters is pressing. The city has provided funding for a new shelter for LGBT homeless people and a second one in the Bayview, but it hasn’t kept up with demand. And for those who lack shelter, life is about navigating one dilemma after another, trying to prevent little problems from snowballing into something heinous.

Consider recent skirmishes that have arisen around the criminalization of homelessness. Department of Public Works street cleaning crews have sprayed homeless people trying to rest on Market Street. Sitting or lying on the sidewalk can result in a ticket. There are few public restrooms, but urinating on the street can result in a ticket. There are no showers, but anyone caught washing up in the library bathroom could be banned from the premises. Sleeping in a park overnight is illegal.

“The bad things that happen are when people don’t see homeless people as people,” said Bevan Dufty, the mayor’s point person on homelessness. “That’s the core of it — to be moved away, to be pushed away, citing people, arresting people.”

Friedenbach said the tickets and criminalization can ultimately amount to a barrier to ending homelessness: “You’re homeless, so you get a ticket, so they won’t give you housing, because you wouldn’t pay the ticket. And so, you’re stuck on the streets.”

 

ORDINARY EMERGENCIES

A man slumped over his lunch tray and fell to the floor. Within minutes, a medical crew had arrived on the scene, set up a powder-blue privacy screen, and cleared away a table and chairs to administer emergency care.

Throughout the dining hall, most continued lifting forkfuls of mashed potatoes, broccoli, and shredded meat to their mouths, unfazed. Volunteers clad in aprons continued to set down heaping lunch trays in front of diners who held up laminated food tickets. At St. Anthony’s, where between 2,500 and 3,000 hot meals are served daily to needy San Franciscans, this sort of thing happens all the time.

“A lot of our guests are subject to seizures, for one reason or another,” Robillard told me by way of explanation. Behind him, a pair of medics hovered over the man’s outstretched body, his face invisible behind the screen. “In almost all cases, they’re fine.”

Seizures are just one common ailment plaguing the St. Anthony’s clientele, a mix of homeless people, folks living on the economic margins, and tenants housed in nearby single room occupancy hotels.

Jack, an elderly gentleman with a gray beard and stubs on one hand where fingers used to be, told me he’d spent years in prison, battled a heroin addiction, and sustained his hand injury while serving in the military. He previously held jobs as a rigger and a train operator, and said he became homeless after his mother passed away.

St. Anthony’s staff members mentioned that Jack had recently awoken to being beaten in the head by a random attacker after he’d fallen asleep on the sidewalk near a transit station.

A petite woman with a warm demeanor, who introduced herself as Kookie, said she’d been homeless last August when she faced her own medical emergency. “I was in the street,” she said. “I didn’t know I was having a stroke.”

She’d been spending nights on the sidewalk on Turk Street, curled up in a sleeping bag. When she had the stroke, someone called an ambulance. Her emergency had brought her unwittingly into the system. At first, “They couldn’t find out who I was.”

She said she’d stayed in the hospital for six months. Once she’d regained some strength, care providers connected her with homeless services. Now Kookie stays at a shelter on a night-by-night basis, crossing her fingers she’ll get a 90-day bed. She’s on a wait-list to be placed in supportive housing.

Kookie unzipped a tiny pouch and withdrew her late husband’s driver’s license as she talked about him. Originally from Buffalo, NY, she lived in Richmond while in her early 20s and took the train to San Francisco, where she worked as a bartender. She’s now 60.

“When I was not homeless, I used to see people on the ground, and I never knew I would live like that,” she said. “Now I know how it is.”

HOUSING, HOUSING, HOUSING

Way back in 2003, DPH issued an in-depth report, firing off a list of policy recommendations to end homelessness in San Francisco once and for all. The product of extensive research, the agency identified the most important policy fix: “Expand housing options.”

“Ultimately, people will continue to be threatened with instability until the supply of affordable housing is adequate, incomes of the poor are sufficient to pay for basic necessities, and disadvantaged people can receive the services they need,” DPH wrote. “Attempts to change the homeless assistance system must take place within the context of larger efforts to help the very poor.”

Fast forward more than a decade, and many who work within the city’s homeless services system echo this refrain. The pervasive lack of access to permanent, affordable housing is the city’s toughest nut to crack, but it doesn’t need to be this way.

At the committee hearing, Friedenbach, who has been working as a homeless advocate for 19 years, spelled out the myriad funding losses that have eviscerated affordable housing programs over time.

“We’ve had really huge losses over the last 10 years in housing,” she said. “We’ve lost construction for senior and disability housing. Section 8 [federal housing vouchers] has been seriously cut away at. We’ve lost federal funding for public housing. There were funding losses in redevelopment.”

A comprehensive analysis by Budget and Legislative Analyst Harvey Rose found the city — with some outside funding help — has spent $81.5 million on permanent supportive housing for the formerly homeless.

That money has placed thousands of people in housing. Nevertheless, a massive unmet need persists.

 

WAITING GAME

Following the hard-hitting economic downturn of 2008 and 2009, San Francisco saw a spike in families becoming homeless for the first time. Although a new Bayview development is expected to bring 70 homeless families indoors, Dufty said 175 homeless families remain on a wait-list for housing.

Yet the wait-list for Housing Authority units has long since been closed. And many public housing units continue to sit vacant, boarded up. Sup. London Breed said at a March 19 committee hearing that fixing those units and opening them to homeless residents should be a priority.

DPH’s Direct Access to Housing program, which provides subsidized housing in SROs and apartments, was also too overwhelmed to accept new enrollees until just recently. Since the applicant pool opened up again in January, 342 homeless people have already signed up in search of units, according to DPH. But only about a third of them will be placed, the results of our public records request showed.

Meanwhile, the city lacks a pathway for moving those initially placed in SROs into more permanent digs, which would free up space for new waves of homeless people brought in off the street.

City officials have conceptualized the need for a “housing ladder” — but if one applies that analogy to San Francisco’s current housing market, it’s a ladder with rungs missing from the very bottom all the way to the very top.

In the last fiscal year, HSA allocated $25 million toward subsidized housing for people enrolled in the SRO master-lease program. “It’s often talked about as supportive housing,” Friedenbach notes. “But supportive housing under a federal definition is affordable, permanent, and supportive.”

In SROs, which are notoriously rundown — sometimes with busted elevators in buildings where residents use canes and wheelchairs to get around — people can fork over 80 percent of their fixed incomes on rent.

“An individual entering our housing system should have an opportunity to move into other different types of housing,” Dufty told the supervisors. “It’s really important that people not feel that they’re stuck.”

Amanda Fried, who works in Dufty’s office, echoed this idea. “Our focus has to be on this ladder,” she told us. “If people move in, then they have options to move on. What happens now is, we build the housing, people move in, and they stay.”

 

START OF THE CYCLE

Homelessness does begin somewhere. For Joseph, a third-generation San Franciscan who grew up in the Mission and once lived in an apartment a block from the Pacific Ocean, the downward spiral began with an Ellis Act eviction.

After losing his place, he stayed with friends and family members, sometimes on the streets, and occasionally using the shelter system (he hated that, telling us, “I felt safer in Vietnam”). He now receives Social Security benefits and lives in an SRO.

Homelessness is often a direct consequence of eviction. Last year, the city allocated an additional $1 million for eviction defense services. Advocates hope to increase this support in the current round of budget talks. The boost in funding yielded measurable results, Friedenbach pointed out, doubling the number of tenants who managed to stave off eviction once they sought legal defense.

There’s also a trend of formerly homeless residents getting evicted from publicly subsidized housing. Since 2009, the Eviction Defense Collaborative has counted 1,128 evictions from housing provided through HSA programs. Since most came from being homeless, they are likely returning to homelessness.

Dufty said more could be done to help people stay housed. “Yes, we’re housing incredibly challenged individuals. And we have to recognize that allowing those individuals to be evicted, without the city using all of our resources to intervene to help that person, that’s not productive,” he said. “It’s debilitating to the person. It’s just not good.”

Fried said the city could do more to provide financial services to people who were newly housed. “You were homeless on the street — you know you didn’t pay some bill for a long time. Really that’s the time, once you’re housed and stable, to say, ‘let’s go back and pull your credit.’ Once we have people in housing, how are we increasing their income?”

SEARCH FOR SOLUTIONS

The reopening of [freespace], a community space at Sixth and Market temporarily funded by a city-administered grant, attracted a young, hip crowd, including many tech workers. A girl in a short white dress played DJ on her laptop, against a backdrop where people had scrawled their visions for positive improvements in the city. Some of the same organizers are helping to organize HACKtivation for the Homeless, an event that will be held at the tech headquarters of Yammer on March 28. The event will bring together software developers and homeless service providers to talk about how to more effectively address homelessness.

“The approach we’re talking about is working with organizations and helping them build capacity,” organizer Ilana Lipsett told us. The idea is to help providers boost their tech capacity to become more effective. And according to Kyle Stewart of ReAllocate, an organization that is partnering on the initiative, “The hope is that it’s an opportunity to bridge these communities.”

Other out-of-the box ideas have come from City Hall. Sup. Kim, who stayed at a homeless shelter in 2012 during a brief stint as acting mayor, said she was partially struck by how boring that experience was — once a person is locked into a shelter, there is nothing to do, for 12 hours.

She wondered: Why aren’t there services in the shelters? Why isn’t there access to job training, counseling, or medical care in those facilities? Why are the staffers all paid minimum wage, ill-equipped to deal with the stressful scenarios they are routinely placed in? Her office has allocated some discretionary funding to facilitate a yoga program at Next Door shelter, in hopes of providing a restorative activity for clients and staff.

More recently, Sup. Mark Farrell has focused on expanding the Homeless Outreach Team as an attempt to address homelessness. Farrell recently initiated a citywide dialogue on addressing homelessness with a series of intensive hearings on the issue. He proposed a budgetary supplemental of $1.3 million to double the staff of the HOT team, and to add more staff members with medical and psychiatric certification to the mix.

But the debate at the March 19 Budget and Finance Committee hearing grew heated, because Sup. John Avalos wanted to see a more comprehensive plan for addressing homelessness. “I’m interested in people exiting homelessness,” he said. “I’d like there to be a plan that’s more baked that has a sense of where we’re going.”

Farrell was adamant that the vote was not about addressing homelessness in the broader sense, but expanding outreach. “We have to vote on: do we believe, as supervisors, that we need more outreach on our streets to the homeless population or do we not?” he said.

Sup. Scott Wiener defined it as an issue affecting neighborhoods. “When we’re actually looking at what is happening on our streets, it is an emergency right now,” he said. “It’s not enough just to rely on police officers.”

When other members of the board said homeless advocates should be integrated into the solution, Wiener said, “The stakeholders here are not just the organizations that are doing work around homelessness, they are the 830,000 residents of San Francisco … It impacts their neighborhoods every day.”

Asked what she thought about it, Kim told us she believed sending more nurses and mental-health service providers into the city’s streets was a good plan — but she emphasized that it had to be part of a larger effort.

“If you’re just going to increase the HOT team, but not services,” she said, “then you’re just sending people out to harass homeless people.”

 

STILL OUT THERE

Mike is 53, and he’s lived on the streets of San Francisco for five years. He was born in Massachusetts, and his brothers and sisters live in Napa. We encountered him sitting on the sidewalk in the Tenderloin. “I don’t like shelters,” he explained. “I got beat up a couple times, there were arguments.” So he sleeps under a blanket outside. “It’s rough,” he said. “I do it how I can.”

A few blocks away we encountered Gary, who said he’s been homeless in San Francisco for 17 years. He was homeless when he arrived from Los Angeles. He said he’d overdosed “a bunch of times,” he’s gone through detox five times, and he’s been hospitalized time and again. “Call 911, and they’ll take care of you pretty good.”

Gary is an addict. “If I knew how to fix it, I would,” he said. “Do yourself a favor, and lose everything. It’s like acting like you’re blind.”

Gary and Mike, chronically homeless people who have been on the streets for years, are HOT’s target clientele. “My slice of the pie is the sickest, the high-mortality, they’re often the ones that are laid out in the street,” said Maria Martinez, a senior staff member at DPH who started the HOT program.

“I went through years of the 10-Year plan,” she added. “Do I feel like I could take this money [the HOT team supplemental] and do something effective with it? Yes. Do I think there’s a lot of other things that we could address? Yes.”

Pressed on what broader solutions would look like, she said, “There has to be an exit into permanent housing. I’ve seen that we’ve been creative around that. We can make lives better. I say that vehemently. And permanent housing is critical to exiting out of homelessness.”
