Billy and Dolly

Have you noticed? Like clockwork, the buds on the ornamental plum trees are starting to power pop their thin pink petals, making sidewalks more poetic all across the city. Ephemeral yet impressive, the changing season awakens melodies of Billy and Dolly, the local singing and songwriting duo formerly of the Monolith. The guy-girl combo is backed by the Tell-Tale Hearts, a sonic unity of 20 Minute Loop’s rockin’ guitar-bass team and the Monolith’s drummer. The harmonies are deliciously poppy and achingly bittersweet, reminiscent of Elliott Smith, were he not so chronically bummed and had a lovely lady voice as a complement. Beware: between the trees and the tunes, it’s all so pretty, it just might hurt your heart. (Kat Renz)

Hymn For Her

You think living in a studio apartment with two roommates is cozy? Well, think again. ‘Cause you’ve got nothing on Lucy Tight and Wayne Waxing, of Americana duo Hymn For Her that live, record, and tour in their 16-foot, 1961 Bambi Airstream trailer — along with a baby and dog. And they somehow manage to fit a three-stringed, broom-handle cigar box, banjo, dobro, bass drum, hi-hat, and harp in there, too. In true Hymn For Her fashion, its newest release, the cleverly spelled Lucy and Wayne and the Amairican Stream, was recorded at various campgrounds and friends’ driveways while on tour. Jess Curtis/Gravity

Jess Curtis/Gravity is a company that lives up to, and defies, the connotations in that noun attached to the name of its artistic director. Choreographer-performer Curtis and his eclectic collaborators display an alternately cool and passionate, always irreverent intelligence, wholly immersed in the unfathomable ocean of the human body. They’re the Jacques Cousteaus of this deep: its champions and endlessly curious, enthralled students. For audiences, that means a good time, a weird time, a heavy-breathing and emotionally up-heaving time, and a time to question things we thought we knew. The company’s latest voyage, Dances for Non/Fictional Bodies, is a sprawling work whose central event — a subjectivity-shifting convergence of “nontraditional” dancer-bodies — sets sail this weekend. Ozzy Osbourne

Though he’s backed by a new lead guitarist (Greek virtuoso Gus G.) and brandishing a new album, Ozzy Osbourne isn’t likely to conquer much new territory on his 2011 Scream tour. Nor does anyone want him to. The Prince of Fucking Darkness is still revered by a healthy portion of the headbanging public, a polity that will undoubtedly spend the show demanding a hearty helping of songs from his ant-snorting, dove-decapitating, “Crazy Train”-riding salad days. Whatever your opinion on the world’s most incomprehensible celebrity, his charisma can still get an arena rocking. Whether that’s because of — or in spite of — his infallible propensity for mooning the audience, no one can say. But as the Blizzard of Ozz would no doubt put it: “who fucking cares?” (Ben Richardson)

“San Francisco Bike Party February 2011 Ride: Love Your Bike”

It’s prettiest much the buzziest thing on SF bikes since American-made handlebar beer can — uh, cup — holders: the SF Bike Party, spawned from the San Jose Bike Party and a member of the same family as the East Bay Bike Party. Sources say the mass bike ride, which makes complete stops for traffic lights and the occasional drink-and-mingle sidewalk party, marks a logical evolution for the city bike activism. Despite what the comments on SF Gate say, cycles in the city are no longer the purview of a handful of iron-calved fixie followers — there’s room for a little softness among the two-wheeled, which explains this month’s V-Day-ready ride theme: “love your bike.” A map of the route will be available on the group’s website closer to push-off. Madlib

Titles are de rigueur in hip-hop. O.D.B. once attended a debutante ball that ended before his introduction finished. (His date was devastated.) Otis Jackson Jr., best known as Madlib and other variations (Madvillain with fellow schizo MF Doom, Jaylib with late sobriquet champion J Dilla) has racked up numerous names over the last two decades. For Madlib, the aliases are appropriate given the diverse projects he tackles as DJ, producer, MC, and uber stoner (expect at least a contact high.) His latest release, Madlib Medicine Show, is a gargantuan monthly series of 12 albums that attempt to fill in the blanks on your understanding of hip-hop. (Ryan Prendiville)

“Rotunda Dance Series: Leung’s White Crane Chinese Lion Dancing”

Just a day after Chinese new year begins, the blaring drums, clashing cymbals, soaring lions, and dancing dragons of Leung’s White Crane Chinese Lion Dancing appear in San Francisco City Hall, bringing the colorful ancient tradition to the free lunchtime Rotunda Dance Series, copresented by Dancers’ Group and World Arts West. The three Leung brothers — Kuen, Kwan and Allen — moved to SF in the 1970s, carrying the Lion Dancing teachings of their master Kwong Boon Fu from Hong Kong. Performing internationally and teaching in Chinatown for more than 35 years, they are treasured for their larger-than-life performances in the city’s Chinese New Year Parade. Every Man for Himself

Forever the enfant terrible of cinema, Jean-Luc Godard is skipping the lifetime achievement lineup at this year’s Oscars. This has stirred up a predictably dumb controversy in the American press over bullshit claims that Godard is anti-Semitic. Never mind the philistines — we’re still awaiting a local screening of the maestro’s 2010 Film Socialism. In the meantime, a 35mm restoration of 1980’s Every Man for Himself at the Red Vic does nicely. Godard called this lyrical examination of art and commerce intertwined his second first film, and its formal ingenuities and philosophical knots remain refreshing. Support the Red Vic by ponying up for extra popcorn! (Max Goldberg)

Sebadoh

In the vein of Guided By Voices and Pavement, Sebadoh has been dubbed “the quintessential indie rock band of the 1990s” — and like that decade’s flannel-shirt trend, they’re back. After getting the heave-ho in 1988 as bassist of alt-rock band Dinosaur Jr. (he rejoined in 2005), multi-instrumentalist Lou Barlow focused on the DIY project he had started with Eric Gaffney. Sebadoh soon became infamous for its bipolar swings from lo-fi, touchy-feely folk to experimental noise rock. With the addition of bassist Jason Loewenstein, the three-piece became a hit among the hip. Eventually Gaffney jumped ship (he rejoined in 2007) and was replaced by drummer Bob Fay. This lineup recorded the band’s most accessible albums, 1994’s Bakesale and 1996’s Harmacy, both of which are being re-released by Sub Pop Records this year and are the reason for the current tour. Move over, Christopher Walken: there’s a new star du jour for celebrity imitation freaks. You can’t help but try your hand at Michael Caine’s Cockney accent after watching the hilarious clip from the BBC show The Trip of comedians Steve Coogan and Rob Brydon engaging in a rousing round of dueling Caine-jos. Close-up: Lauren DiCoccio’s “Remember the Times”

Lauren DiCoccio is interviewed in this week’s issue. One major element of “Remember the Times,” DiCoccio’s current exhibition at Yerba Buena Center for the Arts, is a trio of shelves on which objects are arranged in a manner that suggests vanitas paintings or memento mori (she’s even constructed a fabric skull) for endangered or near-extinct media and disposable or recycleable objects. Unlike paintings, though, DiCoccio’s works possess a three-dimensionality that allows one to hone in on details and view them from a variety of perspectives. Shane Bauer and Josh Fattal have been held captive in Evin Prison in Tehran for more than 540 days, and their friends and supporters in the Bay Area have been mounting an extraordinary campaign pushing for their release.

On July 31, 2009, Bauer and Fattal were hiking with Sarah Shourd, who is Bauer’s fiancée, through green mountains in Iraqi Kurdistan. The three UC Berkeley graduates had traveled from Damascus for a recreational visit. They were wandering nearby Ahmed Awa, a popular tourist destination where hundreds of people had flocked to camp, to visit a waterfall and enjoy the peace and quiet of the mountains.

They say they didn’t realize how close they were to Iran, which has no diplomatic ties to the United States.

Shourd told the Guardian she’s not sure whether they accidentally traversed the Iranian border, because it was unmarked. “We had no intention of being anywhere near Iran,” she said. “And if we were, we’re very sorry.”

Iranian officials surrounded them, speaking in Farsi, which they couldn’t understand. They were arrested on suspicion of spying and taken into custody. Before being taken to prison, one phoned a friend, Shon MeckFessel — who had been traveling with them but opted not to go on the hike because he wasn’t feeling well — to alert him that something had gone wrong. That would be the last communication any of them would have with close friends or family members for months.

Shourd was finally released on bail Sept. 14, 2010 on humanitarian grounds after spending 410 days in solitary confinement. She was reunited with family and friends — but Bauer and Fattal have remained in detainment ever since.

Since returning to the United States, Shourd has thrown her energy into advocating for their release — and she’s not alone. “Everyone in the family has been working tirelessly for all 18 months,” she said, “which is far, far longer than we ever imagined in our worst nightmares.”

 

FIGHTING FOR FREEDOM

While Shourd was still in prison, her mother, Nora, gave up her home and job to move in with Bauer’s mother, Cindy Hickey, and work for their release full-time. Fattal’s older brother, Alex, suspended his graduate studies at Harvard to dedicate himself to the campaign. His mother, Laura Fattal, stopped working to devote herself to the campaign.

“That’s just family alone,” Shourd noted. “If you start to look to how many people have contributed to our campaign and how many ways, it just blows your mind.” Soon after her release, Shourd put out a call for people to hang banners proclaiming the innocence of Bauer and Fattal and calling for their release. In response, nearly 60 banners were unfurled in 25 different countries.

Shourd has made countless media appearances since her release, and even put out an MP3 of a song she composed while in solitary confinement, which can be downloaded as a way to support the Free the Hikers campaign. Their story has drawn the interest of prominent figures. On Jan. 19, Noam Chomsky released a video offering to testify on their behalf if a trial is held, saying Bauer and Fattal “have dedicated themselves to advocating for social and environmental justice in Africa and elsewhere, and they truly embody the spirit of humanitarianism.”

Others who have publicly defended the trio include President Barack Obama, who issued a statement in July saying none of the hikers ever worked for the U.S. government, addressing Iranian accusations that they were there to commit espionage. United Nations Secretary General Ban Ki-Moon and the Archbishop Desmond Tutu have called for their release. A documentary has been produced about their plight, and a second one is in the works.

In San Francisco, artists and musicians have responded in droves to a call for support. An art auction that will benefit the campaign is planned for Jan. 29, featuring the work of more than 80 artists, plus live musical performances. As a nod toward Bauer’s work in photojournalism, the event will emphasize photography, and notables such as Mimi Chakrova, Taj Forer, Roberto Bear Guerra, Ken Light, the LUCEO Photo Collective, Susan Meiselas, Lianne Milton, Mark Murrmann, Alec Soth, and others have donated work. Among the artists who donated pieces are Marianne Bland, Mark Brecke, Teresa Camozzi, Andreina Davila, Eric Drooker, and former Board of Supervisors President Matt Gonzalez.

In early February, a music benefit will be held at the Bottom of the Hill to benefit the campaign. Titled “They Sing These Songs In Prison,” the event will feature performances of The Nightwatchman — that’s Tom Morello of Rage Against the Machine — plus Jolie Holland, accordionist Jason Webley, and Ryan Harvey & Lia Rose.

“The funding is to support the campaign to free Shane and Josh, and it goes to a wide array of needs that we have, like translation into Farsi, travel for media, and meeting with some various embassies and governments that are involved in advocating for Shane and Josh’s release,” Shourd explained. “Also, some of the money will probably go toward legal fees, and website fees, and materials for the campaign from flyers to business cards to t-shirts.”

 

WHO ARE THE HIKERS?

The campaign to advocate for their release has been tagged Free the Hikers, but the identities of the three young people (Bauer and Fattal are both 28, Shourd is 32) go much deeper than that. They’re social-justice advocates, antiwar activists, writers, environmentalists, travelers, and creative thinkers with deep ties to the Bay Area.

Shourd, who lives in Oakland, was teaching English to Iraqi refugees when she was in Syria, as well as practicing some journalism. Fattal, who taught at Aprovecho — an education center in Oregon focused on sustainability and permaculture — had been traveling to India, South Africa, and other places through the International Honors Program to lead workshops on health and sustainable technology before visiting his friends in Syria.

“Josh is an environmentalist, he’s a teacher, he’s an incredible, incredible, generous and selfless man,” Shourd said. “As soon as you meet him, you feel what an extraordinary and unique human being he is. I was friends with him for years before he came to visit us in Damascus, and he decided to travel with us to Northern Iraq to Iraqi Kurdistan to learn about Kurdish culture, to see another diverse aspect of the Middle East.”

Bauer wrote for publications such as The Nation, Mother Jones, and the Christian Science Monitor. A photojournalist who has won multiple awards and had his work published internationally, Bauer has documented everything from tenant conditions in San Francisco SROs to conflict-ridden regions in Africa and the Middle East. Bauer also wrote an article for the Guardian about an Oakland residence that is famous among East Bay anarchists (See “Hellarity burns,” May 27, 2008).

“Shane has an incredible passion for pursuing truth and complicating our ideas about other parts of the world, about conflicts around the world and at home,” Shourd noted. She added that many of his stories serve to highlight “some of the very specific ways that the U.S. presence in Iraq has taken a toll on innocent people.”

Before their ill-fated excursion, Shourd said she’d heard from multiple westerners and her Arabic tutor that Iraqi Kurdistan was a safe and enjoyable place to visit. “It’s often referred to as ‘the other Iraq’ because it’s a semiautonomous region designated as a no-fly zone by the U.S. government,” she explained. “It’s actually a part of the Middle East that has a very positive fingerprint from the U.S. government because they helped protect the Kurdish people from Saddam Hussein. So Northern Iraq is not a dangerous place for Americans or westerners to go, and no American has ever been killed in Northern Iraq, which is just phenomenal after a decade of war and occupation.”

She said Bauer, Fattal, and MeckFessel were all enthusiastic about the trip, and after researching it online, the four felt they had enough information to travel there. “We ordered a special Lonely Planet guide of Northern Iraq, and a friend of ours who went a month before we did borrowed it and lost it, so we didn’t have the Lonely Planet guide,” she noted. “But we still felt we had enough information about it to travel there and really believed we had nothing to fear.”

 

SOLITARY

Shourd credits her fiancé and her friend with helping her through “every minute of prison,” even though she was alone in her cell for 23 hours a day. At first she wasn’t allowed to see them at all, but after some time had passed, guards allowed her to visit with them in an outdoor courtyard for 30 minutes a day. Later, that brief time together was increased to an hour.

“There’s no way I could have maintained hope and maintained my own sanity and the strength that it took to get through every day of isolation and depravity and uncertainty and fear,” she said. “The emotional strength that that took, and the discipline that it took, really Shane and Josh and I all created together in the little time that we had, through the unconditional support and love we had for each other.”

Since they didn’t speak Farsi and the guards spoke very little English, it was difficult to communicate basic needs, and Shourd described the experience as being surrounded by hostility.

“Whenever I just started to slip away mentally, Shane and Josh would bring me back, and the knowledge that they were going to be there for me was the only thing that got me through 410 days of solitary confinement,” she said. The three thought up activities to give themselves something to look forward to, like marking time with small courtyard celebrations and special food they saved to share together or discussing topics in an organized format. “We had almost like a curriculum that we followed of study, and sort of intellectual exploration,” she explained.

They were only allowed to have pens for one month — that was the easiest month, Shourd said. But the rest of the time, even though they weren’t permitted to write things down, they were allowed to read. “Books were our lifeline. We read the same books in concert, we took turns reading books and passed them back and forth when we saw each other in the courtyard. And we would memorize dates and memorize poetry and recite poetry to each other and test each other on dates,” Shourd said.

“Josh would give me math problems to do in my head because he knew I was trying to get better with algebra. We had a dictionary that we passed back and forth, and we would make stories from words in the dictionary and tell each other these really intricate fantastical stories that we came up with. Anything to keep your mind busy.”

Beginning in her second month in prison, Shourd also passed the time by composing songs. A month went by before she was able to share the first one with Bauer and Fattal, but when she did finally sing it for them, they learned the words and sang it with her. “When we were together in the outdoor courtyard, they would just tell me to sing louder,” Shourd said. “I know they’re singing those songs now.”

The intellectual drills, storytelling, math problems, and singing weren’t merely a remedy for boredom. “You have to really keep your mind strong and busy so that you don’t get sort of swallowed up by the abyss of fear and loneliness that encroaches on you day by day in that kind of situation,” she said.

 

LOOKING AHEAD

Despite the time, energy, and effort spent on the campaign to free all three, no one can say for sure just when Bauer and Fattal will finally be reunited with family and friends. In November, Iranian authorities said that a trial previously scheduled for that month had been postponed, but the Free the Hikers campaign is calling for them to be released without a trial.

“They don’t deserve to be there one minute longer than I was, and they never deserved to be there in the first place,” Shourd said. “They should be shown the same kind of humanitarianism that they have put into action in their lives, through their work.”

Amnesty International is among many of the groups that have called for the Iranian government to release the two young men. “One year after their arrest, the Iranian authorities’ failure to charge them with illegal entry into Iran or more serious charges, such as espionage, has fueled speculation that the Iranian authorities are holding them as a bargaining chip,” notes a statement released July 2010 by Amnesty International, an international human rights organization.

Meanwhile, Shourd has been contemplating what her experience would have been like if the U.S. and Iran actually maintained diplomatic ties, and she published an opinion piece on CNN International calling for greater communication between the governments.

“I think it’s their responsibility to their people to do that, and I think it’s a tragedy that there’s been 30 years of practically no relationship between Iran and the U.S.,” Shourd said. “It’s a tragedy for countless Iranian Americans in this country who have a hard time visiting their relatives in Iran, sending them money, even just getting information about them or visiting their homeland.”

She began her opinion piece by recounting the time that a prison guard brought her freshly picked roses, an uncommon gesture of kindness during her incarceration. “In the worst of circumstances, the most extraordinary acts of human kindness emerge,” she told the Guardian. “They were rare. The vast majority of my experience was empty and desolate. But the times that the guards were kind to me … will stay with me for the rest of my life.” *

Why I may run for Congress

OPINION One of the most inspiring political leaders in recent decades, Sen. Paul Wellstone (D-Minn.), famously declared: “I represent the democratic wing of the Democratic Party.” Today we need progressives in Congress who will represent the progressive wing of the Progressive Caucus.

That’s the largest caucus on Capitol Hill — but having 80 members on the roster won’t do much good if many cave under pressure.

For 18 years, the North Bay has been represented in Congress by Rep. Lynn Woolsey. Her strong antiwar voice and very progressive voting record have endeared her to a lot of constituents. Now she’s publicly saying that she may choose to retire instead of seeking reelection.

This week, after decades of working for progressive social change, I’m announcing a federal exploratory committee for Congress (www.NormanSolomonExploratory.com). If Rep. Woolsey doesn’t run in 2012, I will.

Across the country, alarm is rising as corporate power escalates at the intersection of Wall Street and Pennsylvania Avenue. An egregious factor is the deference to such power from some elected officials who rely on a progressive base for votes but shrug off tangible accountability to that base.

Dysfunctional relationships between liberals in Congress and progressive social movements serve as enablers for endless war, massive giveaways to Wall Street, widening gaps between the rich and the rest of us, erosion of civil liberties, outrageous inaction on global warming, and so much more.

Back in congressional districts, the only way to beat corporate Astroturf is with genuine grassroots activism — committed to creating a very different kind of future for the next generations.

At a time when high unemployment is becoming more protracted in tandem with a gargantuan warfare state, we’re in the midst of what Martin Luther King Jr. called “the madness of militarism.”

So-called moderates are adept at fine-tuning rather than challenging a destructive status quo. But there’s nothing moderate about helping to fuel the engines of social inequity, eco-disaster and perpetual war.

Eight decades ago, much of the U.S. press was hostile to a new president named Franklin D. Roosevelt, and many of his political enemies called him a dangerous radical. But there was — and is — nothing unduly radical about supporting economic fairness and social justice.

Before the end of his first term, FDR denounced “the economic royalists.” He said: “They are unanimous in their hate for me — and I welcome their hatred.” He did not say, “They hate me — and I want them to like me.”

Today, big money and mega-media power are dominant; yet progressives who are principled, determined, and methodical can prevail in a big way. That’s what happened last year when activists defeated PG&E’s monopolistic Proposition 16 despite being outspent by more than 400 to 1.

Living in the North Bay for more than a dozen years, I’ve often been moved by the extent of local progressive passions. Antiwar, environmental, and social justice outlooks are widespread — and deserve forthright representation in Congress.

Paul Wellstone was vitally correct when he said: “In the last analysis, politics is not predictions and politics is not observations. Politics is what we do. Politics is what we do, politics is what we create, by what we work for, by what we hope for, and what we dare to imagine.”

VISUAL ART “My ideal world [while making art] is to be on a comfortable chair by a sunny window listening to a baseball game,” says Lauren DiCioccio. For DiCioccio, such a setting is possible, because sewing is an integral part of her work, whether she’s hand embroidering The New York Times, creating cotton facsimiles of 35mm film slides and currency, or making organza replicas of plastic bags and bottles.

The new exhibition “Remember the Times” moves DiCioccio’s unique collection of handmade-readymade hybrids from the “wundercabinet” (to use DiCioccio’s term) of Jack Fischer Gallery to Yerba Buena Center for the Arts. On the second floor, she’s arranged a variety of objects on three shelves, adapting the acute vision and evocative perception of still-life painting, vanitas, and memento mori to today’s flurries of consumption and erasure. “Remember the Times” is the only current show at YBCA that can be photographed by visitors, and to be sure, adopting a photographer’s point is an ideal way of appreciating the individuality and interaction of DiCioccio’s pieces, and — especially — her attention to detail. I recently met with her at the museum.

SFBG What drew you to newspaper as a material? The ways in which you use it are unconventional — what are the challenges of working with it?

Lauren DiCioccio All of the work I’m making right now began with the newspaper. For about two years before I was showing my work or thought I could be an artist, I was making paintings. I began painting on newspaper as a material I felt comfortable about using, and that transformed into making sculptures with newspaper. At a certain point with the paintings, I realized I was more interested in the materials.

It hit me after college, when I traveled in Australia, and for six months lived in a town in the outback. It was 12 hours down a dirt road, with a 360-degree view of nothing, and 250 people, mostly aboriginal, lived there. It was a secluded world. We would get our mail twice a week, on Tuesday and Thursday, so we were one step up from the horse and buggy. The days the mail came, they would bring the newspapers, and even though they were two days old, people would just gather around and pore over them.

I became interested in the material as this trusted resource and definition of time and physical embodiment of a day. When I came home and unpacked all my paintings, I realized I was more interested in the way the newspaper itself located me in time and place.

When I moved to the Bay Area in 2004, I began working as the resident manager for the Djerassi Resident Artists Program in Woodside. I lived on site there, on a cattle ranch, pretty much isolated, and getting the newspaper delivered every day. Again, it was a situation where the newspaper was connected to how people would socialize and gather in the morning. People would really welcome it: “A newspaper! Let’s read that!”

I decided that painting wasn’t doing it for me — I wanted to do something more tactile and physical and also approachable. I set out this challenge to make a sculpture out of one newspaper every day for as long as I could. Then I made a quilt out of the newspaper, and that triggered my interest in the craft medium, which has always been a part of my life. It made me realize that craft and the newspaper have the same language, and I started to explore that more through sewing.

SFBG How did you come to select The New York Times as one subject? Also, the tactile emphasis you’re mentioning extends to the “Thank You” bags you’ve made.

LDC They are definitely specific materials — the plastic of a shopping bag, the soft paper of the newspaper are so unique to those objects, and are familiar feels and sounds and experiences for us. They’re disposable in nature, but they’re engrained in our human memory.

SFBG The “Thank You” bags are so commonplace, but they carry a lot of connotations.

LDC When I began making them, it started a divergent path in my work that I think I’m still in the fork of — I’m making these very loving recreations of both types of objects, and they both have disposable or waste aspects. The newspaper is more of a renewable resource, so the work is also about the loss of the form itself. But with the “Thank You” bags, in making them to talk about their obsolescence, I kind of think of them as ghosts of the actual object — I’m hoping for that.

I use bridal organza for the “Thank You” bag sculptures. When I first bought some, I expected it would fray and fall apart and be too delicate to embroider, but it actually stands up well. I just overlay the organza on the beg and draw with a waterproof pen on the surface before I embroider.

With the newspaper, the main series of works actually has a day’s newspaper in it. That introduces a sense of history or time. It’s important to me that the actual paper is in those pieces. It creates all these issues about conservation, and the newspaper not being acid-free, God forbid. The question would be asked, “What if 100 years the newspaper is just crumbly dust inside a bag?” — as if it that were a problem in terms of presenting it as art. But I actually think that it’s the most interesting thing about those pieces, how they’ll age and evolve.

SFBG Artists who work with paper today face those kinds of problems when dealing with those who view art primarily in economic terms.

LDC It’s so hard as an artist when you’re broached with that problem. When someone buys my work, that’s so special to me — I want them to have it as long as they want to have it, looking exactly like how they want it to look. But at the same time, conceptually, anyone who looks at [one of the newspaper pieces] should understand that it’s about decay and the life cycle and the way we all age — though now with plastic surgery, everyone wants to look as scary as possible [laughs].

SFBG How do you choose a particular page to spotlight? Is it the stories, the images, or both?

LDC It’s a combination. It’s an instinctive decision. I look for something that leaps off the page and speaks to me. At first I was only doing people who were communicating — politicians gesturing, or caught mid-speech. But I’ve loosened up the reins on that. I like sports images because they lend themselves to the way trailing thread can show the blur of time.

With all of my work I try to ride this line between precious and pathetic. There’s something somewhat pathetic about even creating these objects in such an obsessive way. It’s excessive, almost an overly tender act to sew this detailed work through functionless media.

SFBG It creates odd keepsakes.

LDC They’re happy and sad. I’m interested in the bittersweet, and nostalgia contains feelings of joy and sadness. With the images, I try to finish them up to the point where it looks like you could pull one of the threads and the whole thing would unravel.

This year’s edition has now been anthologized after being run story by story in the magazine. Dusting off the confetti and party debris that usually accompanies Black Moth Super Rainbow’s performances, Tobacco breaks from his so-called side project to take matters into his own smokin’ hot meat hooks and show off last year’s Maniac Meat and his freshest slab of sound, La Uti EP. It’s all bewitching stuff, even without the motor-mouthed rap by Aesop Rock that graced Tobacco’s debut Fucked Up Friends. These days matters are less manic though plenty witchy (“Fresh Hex,” featuring Beck) with beats that land as heavily as heck (“Sweatmother”). Cutting Ball Theater presents a reimagining of the myth of Ariadne, Theseus, and the Minotaur. Bone to Pick premiered in 2008 to critical acclaim, and now returns with its sequel, Diadem. Jamie Nova’s voice takes no prisoners. Bluesy and deep, gritty and unfaltering — think, “Black Velvet, If You Please” but without all the drama. It makes sense considering her years of practice in her other endeavor, the AC/DC tribute band Hells Belles, as Bon Scott-Brian Johnson. In the Seattle-based Witchburn, Nova’s strong vocals are a quintessential match for straightforward rock. Guitarist Mischa Kianne, who’s been hammering away metal riffs since junior high, is her six-string equivalent. Two in the Wave and “Bringing Up Léaud: The Antoine Doinel Cycle”

Emmanuel Laurent chronicles the hugely influential French nouvelle vague through the lives of its flagship auteurs in Two in the Wave. Raised in hardscrabble poverty, Francois Truffaut made films that reflected an increasingly sentimental yearning for the middle class. Jean-Luc Godard was raised in Swiss bourgeois comfort — yet he gravitated toward a Marxist proletarianism perversely avant-garde in the extreme. Both shared (and fought over) onscreen muse Jean-Pierre Léaud, plucked from Parisian streets to star in Truffaut’s 1959 The 400 Blows. One might reasonably conclude from evidence here that Truffaut, dead from a brain tumor in 1984, was the greater artist — or at least humanitarian. Yet coldly intellectual, ever-more-bilious Godard continues into his 80s, last year’s abstract Film Socialisme restoring him to rarefied critical if not popular favor. This dual portrait reaches an ingratiating zenith toward its end, when we see surviving interviewee Léaud growing up onscreen, anxious to please twin mentors. “Jersey Score”

It’s not enough that the Situation, Ronnie, and Vinny graced a certain New York alt weekly’s 2010 Queer Issue cover. It’s not enough that Snooki’s novel, A Shore Thing, could be read as an homage to Truman Capote’s Answered Prayers. (Sample line: “She could pour a shot of tequila down his belly and slurp it out of his navel without getting splashed in the face.”) Nor is it sufficient that the gay community has enough G.T.L. freaks — call them gaydos — to fill a million grenade-filled hot tubs. No, now we must celebrate Jersey Shore‘s beachy meatballs with a one-off party dedicated to “tanned-up muscle boys and fist-pumping homos that are D.T.F.” Exuberant promoter Joshua J.’s shindigs are equal parts irony and earnestness, which in this case basically equals frickle bombs no matter how you slice it. Juan MacLean DJ set

“The” Juan MacLean, club cornerstone of heralded New York City dance punk label DFA: that affiliation goes back to Six Finger Satellite, the band in which MacLean (at that time John) played guitar and future LCD Soundsystem mastermind James Murphy produced material and ear-drum destroying live setups. Since then MacLean has transitioned to creating steady dance grooves, where drums hit hard and fast atop a background of melancholy melodies, uncompressed and rarely distorted. Sometimes, when I can’t get warm to save my life, I’ll bundle up, find a south-facing hillside full of sage and agave, and listen to Fu Manchu. I’ll forget I’m in San Francisco where I haven’t had tan legs in more than four years, reveling instead in that consummate blend of 1970s classic rock, 1980s SoCal punk, 1990s stoner metal, and skate-movie soundtrack sunshine. This is the band’s 20th anniversary tour, it’s playing two sets: one of its third album, “In Search of …” from an unprecedented start to finish, and the other with songs off its first two records. Net neutrality: “The American Way”

Media Alliance, an Oakland-based organization advocating for press freedom and media access, has teamed up with San Francisco-based Bad Monkey Studios to produce a quirky cartoon about net neutrality called “The Internet You Need.”

The short film follows a December vote by the Federal Communications Commission approving a set of net neutrality rules.

Critics say those regulations fall short of what’s truly needed to maintain an even playing field for all internet users, and Media Alliance is encouraging people to write to their congressional representatives to push for stronger rules.

(There’s a broad array of opinion as to whether the FCC vote resulted in protecting an open internet, or whether it sold consumers short in favor of internet service providers.)

The Media Alliance and Bad Monkey cartoon and website seem like an attempt to make the issue accessible to those of us who aren’t technology wizards. The emphasis on soda pop and BBQ strikes us as a little weird, but sparking dialogue about net neutrality seems like a worthy goal.

Here’s the pitch from Media Alliance: “Net Neutrality really means ‘Internet Freedom.’ The freedom for you to put up what you want when you want to and have it seen equally by everyone in the world. It means what you put up has as much chance of being seen as something created by a major corporation. It’s innovation from the ground up in the truest sense. It’s the American Way.”

Lee should stop the recycling eviction

EDITORIAL Mayor Ed Lee needs to demonstrate, as we noted last week, that he’s making a clean break from the politics and policies of the Newsom administration — and there are things he can do immediately to reassure San Franciscans that he’s going to offer more than another 11 months of a failed administration.

He can start by calling off the eviction of the Haight Ashbury Neighborhood Recycling Center.

The move by Newsom to evict the recycling center, on the edge of Golden Gate Park, was part of his administration’s war on the poor. It made no sense from a financial or environmental perspective. The center, which pays rent to the city, would be replaced by a community garden, which would pay nothing. The center creates green jobs that pay a living wage; all the workers would be laid off under Newsom’s plan. The center also operates a native plant nursery and provides a drop-off recycling site for local businesses.

A community garden makes only limited sense in a shady area that gets fog most of the year.

The only reason Newsom was determined to get rid of the place is that low-income people who collect bottles and cans around the city (an environmentally positive activity, by the way) come by the center to drop them off and pick up a little cash. Some of the wealthier residents of the Haight don’t like poor people wandering through their neighborhood. It’s class warfare, declared by the Newsom administration — and Lee, who got his start as a poverty lawyer, doesn’t have to tolerate it.

Lee should direct the Recreation and Parks Department to cease the eviction proceedings and negotiate a long-term lease for the Frederick Street site.

It seems like a small item in the long list of issues the new mayor will have to deal with — but the HANC recycling center has strong symbolic importance. Ending the eviction and allowing the center to stay would be a sign that Lee intends to be a mayor who is willing to work with the progressives and that he’s not going to try to solve all the city’s problems by blaming, harassing, and criminalizing people who are barely surviving in San Francisco.

The new mayor could take another simple step toward broad credibility by opening up his office — to the public and the press. Under Newsom, Room 200 was an unfriendly place to outsiders, and often the news media were treated as enemies. Lee should start holding regular press conferences — not just stage-managed events designed to showcase one issue, but broad-ranging, open sessions where reporters can ask questions about anything his administration is doing. And he ought to direct his press office to make compliance with the Sunshine Ordinance a priority.

For starters, he could release whatever proposed budget cuts Newsom left behind. It’s hard to believe the former mayor just turned them over to Lee without a list of things that were on the chopping block. The sooner the public sees where the previous administration was going, the sooner we can all determine what, if anything, Lee will do differently.

They have issues: Members of the new Board speak

Board President David Chiu touched off a broad political discussion in recent weeks with his statement that officials were elected “not to take positions, but to get things done.” Delivered just before his reelection as Board President with the solid backing of the board’s moderate faction, Chiu’s comment has been viewed in light of City Hall’s shifting political dynamic, a subject the Guardian explores in a Jan. 19 cover story. Politics aside, Chiu’s statement also begs the question: Just what do members of the board hope to get done, and how do they propose to accomplish the items on their agenda?
Last week, Guardian reporters tracked down every member of the board to find out. We asked, what are your top priorities? And how do you plan to achieve them? Some spoke with us for 25 minutes, and others spoke for just 5 minutes, but the result offers some insight into what’s on their radar. Not surprisingly, getting the budget right was mentioned by virtually everyone as a top priority, but there are sharp differences in opinion in terms of how to do that. Several supervisors, particularly those in the moderate wing, mentioned ballooning pension and healthcare costs. Aiding small business also emerged as a priority shared by multiple board members.

District 1

Elected in 2008 to represent D1, Sup. Eric Mar has been named chair of the powerful Land Use & Economic Development Committee and vice chair of the City Operations and Neighborhood Services Committee.

Asked to name his top priorities, Mar said, “A humane budget that protects the safety net and services to the must vulnerable people in San Francisco is kind of the critical, top priority.”

It’s bound to be difficult, he added. “That’s why I wish it could have been a progressive that was chairing the budget process. Now, we have to work with Carmen Chu to ensure that it’s a fair, transparent process.”

A second issue hovering near the top of Mar’s agenda is lending a helping hand to the small businesses of the Richmond District. “There’s a lot of anxiety about the economic climate for small business. We’re trying to work closely with some of the merchant associations and come up with ideas on how the city government can be more supportive,” he said. Mar also spoke about the need to respond to the threat of big box stores, such as PetCo, that could move in and harm neighborhood merchants. “I’m worried about too many of the big box stores trying to come in with an urban strategy and saying that they’re different — but they sure have an unfair advantage,” he noted.

Programs and services for the senior population ranked high on his list. Mar noted that he’d been working with senior groups on how to respond to a budget analyst’s report showing a ballooning need for housing – especially affordable housing – for seniors. “It’s moving from the Baby Boom generation to the Senior Boomers, and I think the population, if I’m not mistaken, by 2020 it’s going up 50 percent,” he said. “It’s a huge booming population that I don’t think we’re ready to address.”

Addressing food security issues through the Food Security Task Force also ranked high on Mar’s list, and he noted that he’s been working with a coalition that includes UCSF and the Department of Public Health to study the problem. “We’ve had a number of strategy meetings already, but we’re trying to launch different efforts to create healthier food access in many of our lowest income neighborhoods,” Mar said.

Finally, Mar talked about issues relating to the park. “I do represent the district that has Golden Gate Park, so I’m often busy with efforts to preserve the park, prevent privatization, and ensure enjoyment for the many residents not just in the Richmond but throughout the city that enjoy the park.” Although it’s not technically in his district, Mar noted that he is very supportive of HANC Recycling Center – and plans to advocate on their behalf to Mayor Lee.

Elected to replace termed-out D2 Sup. Michela Alioto-Pier, Farrell has been named vice-chair of the Government Audits & Oversight Committee and a member of the Rules Committee. A native of D2, Farrell told the Guardian he believes his roots in the city and background as a venture capitalist would be an asset to the city’s legislative body. “I know at the last board, Carmen [Chu] was the only one who had any finance background,” he said. “To have someone come from the private sector with a business / finance background, I really do believe … adds to the dialogue and the discussion here at City Hall.”

Along those lines, Farrell said one of his top priorities is the budget. “I’m not on the budget and finance committee this time around, but given my background, I am going to play a role in that,” he said.

So what’s his plan for closing the budget deficit? In response, he alluded to slashing services. “In the past, there have been views that we as a city don’t provide enough services and we need to raise revenues to provide more, or the perspective that we first need to live within our means and then provide more services. Everyone’s going to disagree, but I’m in the latter camp,” he said. “I do believe we need to make some tough choices right now – whether it be head count, or whether it be looking at …pension reform. I do believe pension reform needs to be part of the dialogue. Unfortunately, it’s unsustainable.”

He also said he wanted to be part of “trying to create and focus on a framework for a long-term financial plan here in San Francisco.”

Secondly, Farrell discussed wanting to put together a “jobs bill.”

“Jobs is a big deal,” he said. “It’s something I want to focus on. There are only so many levers we can pull as a city. I think the biotech tax credits have spurred a lot of business down in Mission Bay.”

Next on Farrell’s agenda was quality-of-life issues, but rather than talk about enforcing San Francisco’s sit/lie ordinance – supported by political forces who organized under the banner of maintaining ‘quality-of-life’ – Farrell revealed that he is incensed about parking meter fines. “It is so strikingly unjust when you are 1 minute late to your parking meter and you have a $65 parking fine,” he said.

Farrell also mentioned development projects that would surely require time and attention. “CPMC is going to be a major dominant issue,” he said. He also mentioned Doyle Drive, and transitional age youth housing projects proposed in D2 – but as far as the housing project planned for the King Edward II Inn, which has generated some controversy among neighborhood groups, he didn’t take a strong position either way, saying he wanted to listen to all the stakeholders first.

Elected for a second two-year term as President of the Board, D3 Sup. David Chiu is rumored to be running in the mayor’s race, after he turned down former Mayor Gavin Newsom’s offer to appoint him as District Attorney. That offer was made after Kamala Harris won the state Attorney General’s race this fall. And when Chiu turned it down, former Mayor Gavin Newsom shocked just about everybody by appointing San Francisco Police Chief George Gascon, who is not opposed to the death penalty and was a longtime Republican before he recently registered as a Democrat, instead.

A temporary member of the Board’s Budget acommittee, Chiu is also a permanent member of the Board’s Government Audits & Oversight Committee.

Asked about his top priorities, Chiu spoke first and foremost about  “ensuring that we have a budget that works for all San Franciscans, particularly the most vulnerable.” He also said he wanted to see a different kind of budget process: “It is my hope that we do not engage in the typical, Kabuki-style budget process of years past under the last couple of mayors, where the mayor keeps under wraps for many months exactly what the thinking is on the budget, gives us something on June 1 for which we have only a couple of weeks to analyze, and then engage in the tired back-and-forth of debates in the past.” Chiu also spoke about tackling “looming pension and health care costs.”

Another priority, he said, was “Ensuring that our neighborhoods continue to remain the distinctive urban villages that they are, and protecting neighborhood character,” a goal that relates to “development, … historic preservation, [and] what we do around vacant commercial corridors.”

*Immigrant rights also made his top-five list. “I was very sad that last November we didn’t prevail in allowing all parents to have a right and a voice in school board elections,” he said, referencing ballot measure Proposition D which appeared on the November 2010 ballot. “I think we are going to reengage in discussion around Sanctuary City, another topic I have discussed twice already with Mayor Lee.”

Another issue for Chiu was  “ensuring again that hopefully San Francisco continues to remain an economically diverse city, and not just a city for the very wealthy.” He spoke about reforming city contracts: “In particular, dealing with the fact that in many areas, 70 to 80 percent of city contracts are awarded to non-San Francisco businesses. … I think there is more significant reform that needs to happen in our city contracting process.” Another economic-diversity measure, he said, was tax policy, “particularly around ensuring that our business tax is incenting the type of economic growth that we want.”

Finally, Chiu spoke about “Creating a transit-first city. This is not just about making sure MUNI is more reliable and has stable funding, but ensuring that we’re taking steps to reach a 2020 goal of 20 percent cycling in the city. Earlier this week I called for our transit agencies to look at pedestrian safety, because we are spending close to $300 million a year to deal with pedestrian deaths and injuries.”

Chiu has just named Sup. Carmen Chu as chair of the powerful Board and Finance Committee. And Chu, who worked as a budget analyst for Newsom’s administration, says the budget, core services, employment and the economy are her top priorities.

“My hope is that this year the budget is going to be a very collaborative and open process,” Chu said.

Chu believes workers benefits will be a central part of the budget-balancing debate.
“Any conversation about the long-term future of San Francisco’s budget has to look at the reality of where the bulk of our spending is,” she said.

Chu noted that the budget debate will have to take the state budget into account.
“At the end of the day, we need to take into account the context of the state budget, in terms of new cuts and taxes, because anything we do will be on top of the state level.

“We need to ask who do these measures really impact,” she added, noting that there were attempts to put revenue measures on the ballot last year.

With only two years left to serve on the Board, D5 Sup. Ross Mirkarimi has been named chair of the Board’s Public Safety Committee and vice-chair of the Budget and Finance Committee.

“One of my top priorities is building on and strengthening the work that I’ve already done and that Avalos is doing on mandatory local hire and First Source programs,” Mirkarimi said. He also spoke about “strengthening reentry programs for those coming out of the criminal justice system, because we still have an enormously high recidivism rate.”

The budget also ranked high on Mirkarimi’s list, and he stressed the need for “doing surgical operations on our budget to make sure that services for the vulnerable are retained, and looking for other ways to generate revenue beyond the debate of what’s going on the ballot.

“For instance, I helped lead the charge for the America’s Cup, and while the pay-off from that won’t be realized for years, the deal still needs to be massaged. What we have now is an embryonic deal that still needs to be watched.”

Mirkarimi mentioned safeguarding the city against privatization, saying one of his priorities was “retooling our budget priorities to stop the escalating practice of privatizing city services.”

 He spoke about “ongoing work citywide to make mixed-use commercial and residential infrastructure improvements, which coincide with bicycle and pedestrian improvements.”

Finally, Mirkarimi said he wanted to focus on transportation issues. “As Chair of the Transportation Authority, if I even continue to be chair, to take the lead on signature transit projects and work with the M.T.A. to reverse service cuts.”

Elected to replace termed-out D6 Sup. Chris Daly, Kim has been named chair of the Rules Committee and a member of the Budget & Finance committee.

Kim believes that she will prove her progressive values through her work and she’s trying to take the current debate about her allegiances on the Board in her stride.

“The one thing I learned from serving on the School Board was to be really patient,” Kim told me, when our conversation turned to the issue of “progressive values.”

“I didn’t want to be President of the School Board for the first few years, because I loved pushing the envelope,” Kim added, noting that as Board President David Chiu is in the often-unenviable position of chief negotiator between the Board and the Mayor.

But with Ed Lee’s appointment as interim mayor, Kim is excited about the coming year.
“There are a lot of new opportunities, a different set of players, and it’s going to be very interesting to learn how to traverse this particular scene.”

Kim is kicking off her first term on the Board with two pieces of legislation. The first seeks to address bedbug infestations. “Particularly around enforcement, including private landlords,” Kim said, noting that there have also been bedbug problems in Housing Authority properties.

Her second immediate goal is to look at pedestrian safety, a big deal in D6, which is traversed by freeways with off-ramps leading into residential zones.
“Pedestrian safety is a unifying issue for my district, particularly for all the seniors,” Kim said, citing traffic calming, speed limit enforcement and increased pedestrian traffic, as possible approaches.

Beyond those immediate goals, Kim plans to focus on jobs, economic development and small businesses in the coming year. “What can we do to create jobs and help small businesses? That is my focus, not from a tax reduction point of view, but how can we consolidate the permitting and fees process, because small businesses are a source of local jobs.”

Kim plans to help the Mayor’s Office implement Sup. John Avalos’ local hire legislation, which interim Mayor Ed Lee supports, unlike his predecessor Mayor Gavin Newsom.

“Everyone has always liked the idea of local hire, but without any teeth, it can’t be enforced,” Kim observed. “It’s heartbreaking that young people graduate out of San Francisco Unified School District and there’s been not much more than retail jobs available.”

She noted that jobs, land use and the budget are the three overarching items on this year’s agenda. “I’m a big believer in revenue generation, but government has to come half-way by being able to articulate how it will benefit people and being able to show that it’s more than just altruistic. I think we have to figure out that balance in promoting new measures. That’s why it’s important to be strong on neighborhood and community issues, so that folks feel like government is listening and helping them. I don’t think it’s a huge ask to be responsive to that.”

Kim said she hoped the new mayor would put out a new revenue measure, enforce local hire, and implement Sup. David Campos’ legislation to ensure due process for immigrant youth.

“I think Ed can take a lot of the goodwill and unanimous support,” Kim said. “We’ve never had a mayor without an election, campaigns, and a track record. Usually mayors come in with a group of dissenters. But he is in a very unique position to do three things that are very challenging to do. I hope raising revenues is one of those three. As a big supporter of local hire, I think it helps having a mayor that is committed to implement it. And I’m hoping that Ed will implement due process for youth. For me, it’s a no brainer and Ed’s background as a former attorney  for Asian Law Caucus is a good match. Many members of my family came to the U.S. as undocumented youth, so this is very personal. Kids get picked up for no reason and misidentified. People confuse Campos and Avalos, so imagine what happens to immigrant youth.”

With two years left to serve on the Board, D7 Sup. Sean Elsbernd has been named vice-chair of the Rules Committee and a member of the City Operations & Neighborhood Services Committee. He was congratulated by Chinatown powerbroker Rose Pak immediately after the Board voted 11-0 to nominated former City Administrator Ed Lee as interim mayor, and during Lee’s swearing-in, former Mayor Willie Brown praised Elsbernd for nominating Lee for the job.

And at the Board’s Jan. 11 meeting before the supervisors voted for Lee, Elsbernd signaled that city workers’ retirement and health benefits will be at the center of the fight to balance the budget in the coming year.

Elsbernd noted that in past years, he was accused of exaggerating the negative impacts that city employees’ benefits have on the city’s budget. “But rather than being inflated, they were deflated,” Elsbernd said, noting that benefits will soon consume 18.14 percent of payroll and will account for 26 percent in three years. “Does the budget deficit include this amount?” he asked.

And at the afterparty that followed Lee’s swearing in, Public Defender Jeff Adachi, who caused a furor last fall when he launched Measure B, which sought to reform workers’ benefits packages, told the Guardian he is not one to give up lightly. “We learned a lot from that,” Adachi said. “This is still the huge elephant in City Hall. The city’s pension liability just went up another 1 percent, which is another $30 million.”

As for priorities, Elsbernd broke it down into district, city, and regional issues. In D7, “Hands-down, without question the biggest issue … is Parkmerced,” he said, starting with understanding and managing the environmental approval process. If it gets approved, he said his top concerns was that “the tenant issue. And the overriding concern of if they sell, which I think we all think is going to happen in the near-term – do those guarantees go along with the land?”

Also related to Parkmerced was planning for the traffic conditions that the development could potentially create, which Elsbernd dubbed a “huge 19th Avenue issue.”

Citywide, Elsbernd’s top priorities included enforcing Proposition G – the voter-approved measure that requires MUNI drivers to engage in collective bargaining – and tackling pension and healthcare costs. He spoke about “making sure that MTA budget that comes to us this summer is responsive” to Prop G.

As for pension and healthcare, Elsbernd said, “I’ve already spent a good deal of time with labor talking about it, and will continue to do that.” But he declined to give further details. Asked if a revenue-generating measure could be part of the solution to that problem, Elsbernd said, “I’m not saying no to anything right now.”

On a regional level, Elsbernd’s priority was to help CalTrain deal with its crippling financial problem. He’s served on that board for the last four years. “The financial situation at CalTrain – it is without question the forgotten stepchild of Bay Area transit, and the budget is going to be hugely challenging,” he said. “I think they’ll survive, but I think they’re going to see massive reductions in services.”

Sup. Scott Wiener
District 8

Elected in November 2010 to replace termed-out D8 Sup. Bevan, Wiener has been named a temporary member of the Board’s Budget and Finance Committee and a permanent member of the Land Use and Economic Development Committee.

“Transportation is a top priority,” Wiener said. ‘That includes working with the M.T.A. to get more cabs on the street, and making sure that the M.T.A. collectively bargains effectively with its new powers, under Prop. G.”

“I’m also going to be focusing on public safety, including work around graffiti enforcement, though I’m not prepared to go public yet about what I’ll be thinking,” he said.

“Regulating nightlife and entertainment is another top priority,” Wiener continued. “I want to make sure that what we do is very thoughtful in terms of understanding the economic impacts, in terms of jobs and tax  revenues, that this segment has. With some of the unfortunate incidents that have happened, it’s really important before we jump to conclusions that we figure out what happened and why. Was it something the club did inappropriately, or was it just a fluke? That way, we can avoid making drastic changes across the board. I think we have been very reactive to some nightclub issues. I want us to be more thoughtful in taking all the factors into consideration.”

“Even if we put a revenue measure on the June or November ballot, we’d need a two-thirds majority, so realistically, it’s hard to envision successfully securing significant revenue measure before November 2012,” Wiener added. “And once you adopt a revenue measure, it takes time to implement it and revenue to come in, so it’s hard to see where we’ll get revenue that will impact the 2012 fiscal year. In the short term, for fiscal year 2011/2012, the horse is out of the barn”

“As for pension stuff, I’m going to be very engaged in that process and hopefully we will move to further rein in pension and retirement healthcare costs.”

District 9

Elected in 2008, D9 Sup. David Campos has been named chair of the Board’s Government Audit & Oversight Committee and a member of the Public Safety Committee. And, ever since he declared that the progressive majority on the Board no longer exists, in the wake of the Board’s 11-0 vote for Mayor Ed Lee, Campos has found his words being used by the mainstream media as alleged evidence that the entire progressive movement is dead in San Francisco.

“They are trying to twist my words and make me into the bogey man,” Campos said, noting that his words were not a statement of defeat but a wake-up call.

“The progressive movement is very much alive,” Campos said. “The key here is that if you speak your truth, they’ll go after you, even if you do it in a respectful way. I didn’t lose my temper or go after anybody, but they are trying to make me into the next Chris Daly.”

Campos said his overarching goal this year is to keep advancing a good government agenda.

“This means not just making sure that good public policy is being pursued, but also that we do so with as much openness and transparency as possible,” he said.

As a member of the Board’s Public Safety Committee, Campos says he will focus on making sure that we have “as much community policing as possible.

He plans to focus on improving public transportation, noting that a lot of folks in his district use public transit.

And he’d like to see interim mayor Ed Lee implement the due process legislation that Campos sponsored and the former Board passed with a veto-proof majority in 2009, but Mayor Gavin Newsom refused to implement. Campos’ legislation sought to ensure that immigrant youth get their day in court before being referred to the federal immigration authorities for possible deportation, and Newsom’s refusal to implement it, left hundreds of youth at risk of being deported, without first having the opportunity to establish their innocence in a juvenile court.
‘We met with Mayor Lee today,” Campos told the Guardian Jan. 18. “And we asked him to move this forward as quickly as possible. He committed to do that and said he wants to get more informed, but I’m confident he will move this forward.”

Campos also said he’ll be focusing on issues around workers’ rights and health care.
“I want to make sure we keep making progress on those fronts,” Campos said.

“It’s been a rough couple of days,” Campos continued, circling back to the beating the press gave him for his “progressive” remarks.“But I got to keep moving, doing my work, calling it as a I see it, doing what’s right, and doing it in a respectful way. The truth is that if you talk about the progressive movement and what we have achieved, which includes universal healthcare and local hire in the last few years, you are likely to become a target.”

Elected to replace termed-out D10 Sup. Sophie Maxwell, Cohen has been named chair of the City & School District committee, vice chair of the Land Use and Economic Development Committee and vice chair of the Public Safety Committee.

Cohen says her top priorities are public safety, jobs, open space, which she campaigned on, as well as creating community benefits districts and putting an end to illegal dumping.

“I feel good about the votes I cast for Ed Lee as interim mayor and David Chiu as Board President. We need to partner on the implementation of local hire, and those alliances can help folks in my district, including Visitation Valley.”

“I was touched by Sup. David Campos words about the progressive majority on the Board,” she added. “I thought they were thoughtful.”

Much like Kim, Cohen believes her legislative actions will show where her values lie.
“I’d like to see a community benefits district on San Bruno and Third Street because those are two separate corridors that could use help,” Cohen said. 

She pointed to legislation that former D10 Sup. Sophie Maxwell introduced in November 2010, authorizing the Department of Public Works to expend a $350,000 grant from the Solid Waste Disposal Clean-Up Site trust fund to clean up 25 chronic illegal dumping sites.
“All the sites are on public property and are located in the southeast part of the city, in my district,” Cohen said, noting that the city receives over 16,000 reports of illegal dumping a year and spends over $2 million in cleaning them up.

District 11

Sup. John Avalos, who chaired the Budget committee last year and has just been named Chair of the Board’s City Operations and Neighborhood Services Committee, said his top priorities were implementing local hire, improving Muni and Balboa Park BART station, building affordable housing at Balboa, and improving city and neighborhood services.

“And despite not being budget chair, I’ll make sure we have the best budget we can,” Avalos added, noting that he plans to talk to labor and community based organizations about ways to increase city revenues. “But it’s hard, given that we need a two-thirds majority to pass stuff on the ballot,” he said.

Last year, Avalos helped put two measures on the ballot to increase revenues. Prop. J sought to close loopholes in the city’s current hotel tax, and asked visitors to pay a slightly higher hotel tax (about $3 a night) for three years. Prop. N, the real property transfer tax, h slightly increased the tax charged by the city on the sale of property worth more than $5 million.

Prop. J secured only 45.5 percent of the vote, thereby failing to win the necessary two-thirds majority. But it fared better than Prop. K, the competing hotel tax that Newsom put on the ballot at the behest of large hotel corporations and that only won 38.5 percent of the vote. Prop. K also sought to close loopholes in the hotel tax, but didn’t include a tax increase, meaning it would have contributed millions less than Prop. J.

But Prop. N did pass. “And that should raise $45 million,” Avalos said. “So, I’ve always had my sights set on raising revenue, but making cuts is inevitable.”

Static at KUSF – station sold, public meeting planned

Today the University of San Francisco (USF) announced that its radio station, KUSF, is moving to an online-only classical music format.

Before its transmission unceremoniously went to dead air and static, KUSF had been on air for 34 years. An important independent media source, it’s been one of the Bay Area’s chief sites for new and innovative music, with DJ-informed playlists devoted to local, experimental, international, “loud,” and “other” music, in addition to genres such as rock/pop and hip-hop.

Some volunteers and staff members discovered the change in-person. “When I came in [this morning] they’d just shut things off,” said Miranda Morris, the station’s Marketing and Advertising Coordinator. “They proceeded to have facility management change the locks, and I was asked to go home for the day.”

According to a statement from the university, the FCC license for 90.3 FM has been assigned to the USC-owned Classical Public Radio Network, which plans to launch a Bay Area non-commercial classical musical station. “The move to online-only distribution gives KUSF a powerful opportunity to grow its worldwide audience,” the statement declares.

USF’s President, Rev. Stephen A. Privett, would not comment on the sale. His office directed calls to Gary McDonald, USF’s Assistant Vice President for Public Affairs, who did not respond by press time.

Before the sale, “there’d been rumblings in terms of a possible move [of the office],” said Irwin Swirnoff, the KUSF DJ behind “Sleeves on Hearts,” a weekly music show that frequently includes guest spots and interviews with local and touring musicians. “Our monthly staff meeting [in January] was eagerly anticipated because the move would be discussed. But on Monday we got an email that the meeting was canceled.

“We as volunteers decided we would meet anyway, even if it was outside. Right before the meeting, we got an email from the station manager that said staff were forbidden to meet because [the University] wasn’t ready to present details about the move, that we were moving within campus, and it would be business as usual. We took that statement at face value.”

At the moment, the amount that KUSF was sold for is unverified, as is the impetus behind the sale. “Steve Runyon, the station’s general manager, thinks the station and its transmitter were sold for about 5 million dollars,” said Andre Torrez, a KUSF volunteer. “The call letters were not sold.”

A meeting at which questions regarding the sale will be addressed is planned for 7 p.m. on Wed., Jan. 19, at Fromm Hall in the USF Campus at 2130 Fulton St., SF.

“We want to show the university the cultural and community importance of KUSF, and we want listeners to show their support of KUSF and independent media,” said Swirnoff.

“First of all this a school that prides itself on its Jesuit beliefs and values. Right now the values they are acting on are greed and dishonesty.”

Editorial: New Mayor Ed Lee should stop the recycling eviction

Mayor Ed Lee needs to demonstrate, as we noted in last week’s editorial, that he’s making a clean break from the politics and policies of the Newsom administration and there are things he can do immediately to reassure San Franciscans that he’s going to offer more than another 11 months of a failed administration.

He can start by calling off the eviction of the Haight Ashbury Neighborhood Recycling Center.

The move by Newsom to evict the recycling center, on the edge of Golden Gate Park, was part of his administration’s war on the poor. It made no sense from a financial or environmental perspective. The center, which pays rent to the city, would be replaced by a community garden, which would pay nothing. The center creates green jobs that pay a living wage; all the workers would be laid off under Newsom’s plan. The center also operates a native plant nursery and provides a drop-off recycling site for local businesses.

A community garden makes only limited sense in a shady area that gets fog most of the year.

The only reason Newsom was determined to get rid of the place is that low-income people who collect bottles and cans around the city (an environmentally positive activity, by the way) come by the center to drop them off and pick up a little cash. Some of the wealthier residents of the Haight don’t like poor people wandering through their neighborhood. It’s class warfare, declared by the Newsom administration and Lee, who got his start as a poverty lawyer, doesn’t have to tolerate it.

Lee should direct the Recreation and Parks Department to cease the eviction proceedings and negotiate a long-term lease for the Frederick Street site.

It seems like a small item in the long list of issues the new mayor will have to deal with but the HANC recycling center has strong symbolic importance. Ending the eviction and allowing the center to stay would be a sign that Lee intends to be a mayor who is willing to work with the progressives and that he’s not going to try to solve all the city’s problems by blaming, harassing, and criminalizing people who are barely surviving in San Francisco.

The new mayor could take another simple step toward broad credibility by opening up his office to the public and the press. Under Newsom, Room 200 was an unfriendly place to outsiders, and often the news media were treated as enemies. Lee should start holding regular press conferences not just stage-managed events designed to showcase one issue, but broad-ranging, open sessions where reporters can ask questions about anything his administration is doing. And he ought to direct his press office to make compliance with the Sunshine Ordinance a priority.

For starters, he could release whatever proposed budget cuts Newsom left behind. It’s hard to believe the former mayor just turned them over to Lee without a list of things that were on the chopping block. The sooner the public sees where the previous administration was going, the sooner we can all determine what, if anything, Lee will do differently.  

John Ross dies at 72

When John Ross left Terminal Island, the federal prison in Los Angeles, after serving a couple of years for refusing the Vietnam draft, the warden shook his head and said: “Ross, you never learned how to be a prisoner.”


I’m not writing the epitaph for whatever gravestone he has or doesn’t have, wherever it might be in the world, but that’s what I’d put on it: “John Ross, 1938-2011. Never learned how to be a prisoner.”


John, who died over the weekend, was a poet, author, activist, agitator and uncontrollable shit disturber, utterly and sometimes insanely fearless, pure of heart and devoted to the cause of social justice so deeply that he could never let up, even for a minute. He was also my friend.


John was a tenant organizer in San Francisco in the 1960s. He ran for supervisor once on a platform of rent control and ending the war; he was kicked off the ballot on the basis that he was a convicted felon. He never got his filing fee back.


After a while, he headed north for Arcata, back to the land, so to speak, and became something of a farmer. He wrote poetry, self-published maybe half a dozen books, most of which I have, some of which are probably lost forever. He wrote freelance for the Guardian, but he had no phone; you’d call him at a bar in Arcata (he swore later that Thomas Pynchon was one of his barmates), leave a message and he’d check in when he got it.


Then in 1984, he showed up at our office in San Francisco, fleeing the Campaign Against Marijuana Planting, which had raided his plot, trashed his house, thrown his typewriter out the window and missed capturing him by a few minutes. He sold the last of the crop in the city, found a room and started writing for us regularly.


He was one of the single most talented writers I’ve ever met — and a reporter willing to go anywhere for a story. He was also an absolute pain in the ass to work with. Every John Ross story I ever edited was a nightmare. He hated editors, almost as a matter of religion; every single word was sacred, and anytime I tried to mess with what he’d created he’d threaten to quit. “Take my name off the masthead; I’m never working for you again” was almost a mantra with us. It got to the point where I had to say: No, John. You can’t quit. You’re part of this operation forever, like it or not. And he always came around.


But it’s not a surprise that he never held down a real job for long.


Sandy Close at Pacific News Service sent him to Mexico City after the big earthquake in 1985, and he wound up at the Hotel Isabel, where he lived for the next 25 years. He took on stories nobody else would do or could do; he’d go places nobody else would dare. “Tim,” he’d always tell me, “you have to go where the story is.”


When the Zapatistas began their rebellion, he hitched a ride south from Mexico City, then hiked into the hills in Chiapas with a bag of granola and a couple of bottles of water, found the rebels in a little hamlet, met Subcommander Marcos and got interviews and information that left the rest of the media in the dust. In the first story he sent me, he described seeing a couple of reporters from the San Francisco Chronicle zipping by in a fancy rented jeep, with about $1,000 worth of camera gear, totally befuddled. They were out of their league; John was right at home.


He called me once, late at night, to ask if I knew any doctors in town. Turns out he’d been beaten pretty badly by the Mexican authorities just before getting on a plane to SF. I asked him how it happened, and he told me that he’d decided, on his own, to stand in the Mexico City airport and make a speech denouncing the government. The cops didn’t respond kindly.


He went to Iraq before the war to serve as a human shield in Baghdad (his emails were all signed “John Ross, humanshield”), left after having some clashes (imagine that) with his Iraqi government minders, travelled all over the world writing and selling his books, sent me pieces from everywhere, lost his eye to an old injury from fighting with the SFPD (his email signature became “Juan Eye”), won and refused an award from the City of San Francisco, wrote a major investigative piece on the death of journalist Brad Will and kept writing until the very end. When he was diagnosed with terminal liver cancer, he started signing his emails “John Ross, not dead yet.”


The last message I got was on Nov. 4. After complaining some more about the cops, he wrote:


“it appears ive written my last articles for the bay guardian — the doctors have given me six months on the outside and then its goodbye this cruel world — we raised some hell when i was here.” It’s signed: “insolidarity johnross enroute.”


Yes, John: We raised some some hell when you were here. Good luck enroute. And I will miss you forever.


John Ross leaves a son, Dante A. Ross, a daughter, Carla Ross-Allen, and a granddaughter, Zoe Ross-Allen, as well as a stepdaughter, Dylan Melbourne and her daugther Honore, as well as a sister, Susan Gardner. Memorial info is pending; I’ll keep you posted.

Notes on tragedy in Tucson

A dear friend and former classmate of mine, Sarah “Uppie” Updegraff, recently began working the night shift as a nurse at the NICU, the Tucson hospital where Rep. Gabrielle Giffords is in intensive care.
 
Today, Uppie sent me a link to a blog she recently created to post her personal reflections on life as she makes the transition from nursing school to a career in health care. Just days after she began writing, she found herself processing not only what it’s like to be up all night caring for patients, but doing so in a highly charged atmosphere and media zoo that’s been thrust into the center of a national tragedy. I thought I’d share some excerpts, which offer a real-life, on-the-ground glimpse into what it’s like to be in Tucson in the wake of this horrific incident.

Here are a few of the thoughts and reflections from her blog, “The Uppie Update.”

From an entry titled, Sad Times in Tucson, City that I Love …

“Of course, then there are politics.  Our liberal wild-west gun laws.  The overall culture of dislike for Sarah Palin (with a comparable vigor to any liberal small college town), and my beloved NPR, blaming Republicans as usual. Usually I find it consoling to listen to news that agrees with me, but I’ve been rolling my eyes all morning, exhausted and unsatisfied.

“And then I think about this young man’s parents.  And this little girl’s parents. How terrible. It’s hard for me to understand these actions, to make sense of anything, other than to believe this boy must have had some psychological issues which compelled him. I can’t believe that a ‘regular’ person could just wake up one day and decide to shoot some people they have decided not to like. … I want to know more about this boy. What systems  have failed? I’ve been obsessively listening to the news, as though I’ll find an answer there. Instead, I find just more politics.”

Here’s more, from an entry titled, My First Week of Night Shift Amidst Tragedy.

“I just move through it, making too much eye contact or none – waiting in line to have multiple security people check my badge on my way to my floor. The Obama hospital parade – a pensive fanfare. 

“They show the little girl, smiling with her milk-carton-worthy optimism, making me notice feeling nauseous. 

“In my time off, I’m unable to focus on anything requiring attention. I find myself, wandering Target alone, watching people, eavesdropping. Listening to chatter, chatter about groceries, children, and shootings woven by many mouths – so strange. Is Target always this strange and solemn, or is it just me, in a disconnected haze of exhaustion? And of course everyone knew someone, everyone’s comparing notes on who they knew and how – as they do in newsworthy tragedies like these. Tucson is so small.  I haven’t met anyone yet who had no connection to the people killed or shot. Droning punctuated by sentences that seem to lift out of the shoppers around me: ‘It could have happened here, it could have happened anywhere.’ ‘I had just been at that Safeway the day before.’ ‘My brother works there.’ conversations laced in and out. This is my community after all, even at Target in the middle of the day/night. It feels lonely and connected at the same time.”

“For Your Consideration: A Selection of Oscar Submissions from Around the World”

So you’ve been a good little film geek and seen all of 2010’s likely Oscar contenders: The King’s Speech, The Social Network, Toy Story 3, etc. etc. But what about those films submitted for Best Foreign Language Film consideration that get extremely limited stateside releases (if they even make here at all)? Though the films in the Smith Rafael’s “For Your Consideration” series probably aren’t destined to rake in massive box office dollars (see: 2000’s Crouching Tiger, Hidden Dragon), they still represent what each country felt was worthy of worldwide notice. “For Your Consideration” presents a handful of hand-picked selections, including Spain’s Even the Rain, starring Gael García Bernal as a filmmaker intent on making a film about Christopher Columbus; Crab Trap, about Colombia’s isolated Pacific coast community; and Poland’s All That I Love, the story of four friends who form a punk band amid early-1980s Communist unrest. Women on the Way Festival

For the next three weeks, expect sassy women to please, surprise, and shake you during the 11th Women on the Way Festival. The format pairs newcomers (for example, Norwegian Muslim comedian Shabana Rehman), with established artists (like San Francisco poet Genny Lim). W.O.W.’s Producer Mary Alice Fry, who has made a career of spotting new talent, says she was delighted to see that so many women are working with live and often original music. SF Sketchfest

In 2002, I excitedly wrote about a brand-new event right here in these very pages: the first annual San Francisco Sketch Comedy Festival, a monthlong comedy smorgasbord featuring six local acts. Organizers, I wrote, foresaw “a Fringe Festival-style expansion that will bring comedy to the masses for years to come.” Well, that totally happened. Sketchfest, now in its 10th year, is the West Coast’s premiere comedy festival (in your face, L.A.), and it annually features superstars galore. This year’s sure-to-sell-out events include a 25th anniversary tribute to It’s Garry Shandling’s Show, tributes to Murphy Brown and Airplane! (1980), plus appearances by boldface names like James L. Brooks, Cloris Leachman, Dan Aykroyd, and David Byrne. And yeah, there are still some locals in the mix: SF native Greg Proops pops up in improv show Whose Live Anyway?, plus there’ll be a reunion show featuring the original six sketch groups (including Kasper Hauser and the Meehan Brothers) who got this party started in the first place. “Salute to Supernatural

In the television graveyard of contemporary TV dramas centered around vampires, werewolves, or horror-related themes, one of the more mainstream ones that doesn’t deserve a stake firmly implanted in its creators is the CW show Supernatural. Following the adventures of Sam and Dean Winchester, a pair of demon-hunting brothers, the program has become a hit with viewers over the past five years. At this weekend’s special Supernatural convention, Bay Area fans can meet the two lead actors, Jensen Ackles and Jared Padalecki, along with several costars, in addition to listening to talks, going to themed parties, perusing vendors, and much more. Coming to fame as a cast member of Saturday Night Live from 1993-98, comedian Norm MacDonald made his name as the biting host of that show’s “Weekend Update” segment, along with his hilarious impersonations of celebrities including Burt Reynolds, Bob Dole, and Larry King. Though his departure from SNL was marred by controversy, MacDonald has continued to have a successful career in show business, punctuated by a variety of movie and television roles along with several writing gigs. A Brighter Summer Day

Tender and wise, Edward Yang’s A Brighter Summer Day (1991) is simply one of the finest historical dramatizations ever put to celluloid, ambitiously proportioned (four hours long, a cast of hundreds) but fine-grained in the telling. Yang traces Taiwan’s tumultuous midcentury history in the erring lives of teenagers. Between the deft staging of intergenerational conflict, Proustian attention to objects, and existential portraits of alienation, there’s enough material here for several filmmaking careers. Long inaccessible in the U.S., the film has been restored by Martin Scorsese’s laudably internationalist World Cinema Foundation. The Pacific Film Archive screens a selection of the organization’s recent projects throughout the month. (Max Goldberg)

Corpo/Ilicito: The Post Human Society

“It’s going to be a very wild performance,” performance artist Guillermo Gomez-Peña told Time Out Chicago about his troupe Pocha Nostra’s piece Corpo/Illicito. They’ll be performing at the closing reception of SOMArts’ group exhibit, “It’s All a Blur,” a reflection on empowerment and enfranchisement via the American dream. La Pocha Nostra is famed for using its performers’ bodies as canvases for its art, so get ready for some made-up, bound, embellished, and politically ostentatious artists gone wild. “Twist and Crawl”

The Bay Area is a major center for artists with disabilities, thanks to sites such as Oakland’s Creative Growth, San Francisco’s Creativity Explored, and the NIAD Center for Art and Disabilities in Richmond. Starting from an awareness that some major names in contemporary art work with disabilities, the new exhibition “Twist and Crawl” brings together work by 14 artists to bridge gaps and blur boundaries between traditionally-acknowledged painters, photographers, and sculptors and their disabled counterparts. “Twist and Crawl,” which takes its name from a frenetic song by the English Beat, is the first installment in a thematically arranged three-part series organized by artist and curator Timothy Buckwalter. Continuing through August, it syncs up with an upcoming traveling Berkeley Art Museum exhibition devoted to Creative Growth, Creativity Explored, and NIAD. (Johnny Ray Huston)

Power and pragmatism

After an epic week at City Hall, the political dynamics in San Francisco have undergone a seismic shift, with pragmatism replacing progressivism, longtime adversarial relationships morphing into close collaborations, and Chinese Americans as mayor and board president.

It was a week of surprises, starting Jan. 4 when City Administrator Ed Lee came out of nowhere to become the consensus choice for interim mayor, and ending Jan. 9 when Mayor Gavin Newsom appointed Police Chief George Gascón to be the new district attorney, Newsom’s last official act as mayor before belatedly taking his oath of office as lieutenant governor on Jan. 10.

In between, the outgoing Board of Supervisors held a special final meeting Jan. 7, at which progressive supervisors fell into line behind Lee, some of them reluctantly, and accepted the new political reality. The next day, the new Board of Supervisors took office and overwhelmingly reelected David Chiu as board president, with only the three most progressive supervisors in dissent.

After Chiu played kingmaker as the swing vote for making Lee the new mayor, the board and Mayor’s Office are likely to enjoy far closer and more cooperative relations than they’ve had in many years. And the sometimes prickly, blame-game relations between the Police Department and D.A.’s Office should also get better now that the top cop has switched sides. But what it all means for the average San Franciscan, particularly the progressive voters who created what they thought was a majority on the Board of Supervisors, is still an open question.

One thing that is clear is the ideological battles that have defined City Hall politics — what Chiu called the “oppositional politics of personality” during his closing remarks on Jan. 8 — have been moved to the back burner while the new leaders try a fresh approach.

Newsom — with his rigid fiscal conservatism and open disdain for the Board of Supervisors, particularly its progressive wing — is gone. Also leaving City Hall is Sup. Chris Daly, a passionate and calculating progressive leader whose over-the-top antics caused a popular backlash against the movement.

In a way, Newsom and Daly were perfect foils for one another, caustic adversaries who often reduced one another to two-dimensional caricatures of themselves. But they were each strongly driven by rival ideologies and political priorities, despite Newsom’s rhetorical efforts to turn “ideology” into a dirty word applied only to his opponents.

“This year represents a changing of the guard, a transition,” Chiu said, pledging to continue pushing for progressive reforms, only with a more conciliatory approach, a theme also sounded by Sups. Eric Mar and Jane Kim, who each broke with their progressive colleagues to support Chiu over rival presidential nominee Sup. John Avalos.

“I will always support policies that will make our city more equitable and just,” Kim said after being sworn in to replace Daly, although she also made a claim about the new board with which her predecessor probably wouldn’t agree: “I think we have a lot more in common than we don’t.”

With a focus on diversity and compromise, “respect and camaraderie,” Mar said, “I think this new board represents the evolution of the progressive movement in San Francisco.”

If indeed City Hall is enjoying a “Kumbaya” moment, the path to this point was marred by backroom deal-making and old-school power politics, much of it engineered by a pair of figures from the previous era who are by no means progressives: former Mayor Willie Brown and Rose Pak, head of the Chinatown Chamber of Commerce.

Pak was seated front and center — literally and figuratively — during the board’s Jan. 7 vote for Lee and its Jan. 8 vote for Chiu, following media reports that it was she and Brown who persuaded Lee to take the job and city leaders (particularly Newsom, Chiu, and outgoing Sups. Bevan Dufty and Sophie Maxwell) to give it to him.

It all seemed sneaky and unsettling to board progressives, who questioned what kind of secret deal had been cut, even as they voiced their respect for Lee’s progressive roots and long history of service to the city. The sense that something unseemly was happening was exacerbated on Jan. 4 when Dufty abandoned a pledge of support for Sheriff Michael Hennessey — who five progressive supervisors supported for interim mayor — and left the meeting to confer with the Mayor’s Office before returning to announce his support for Lee.

Sups. David Campos, Ross Mirkarimi, and Avalos pleaded with their colleagues for time to at least talk with Lee, who was traveling in China since he reportedly changed his mind about wanting the interim mayor job. Maxwell was the only Lee supporter in the 6-5 vote for delaying the interim mayor item by a few days so the supervisors could speak with Lee by phone.

Pak and other Chinatown leaders put together a strong show of force by the Chinese American community at that Jan. 7 meeting, where the board voted 10-1 for Lee, with only Daly in dissent. Afterward, some of Lee’s strongest supporters — including the Rev. Norman Fong and Gordon Chin with the Chinatown Community Development Center — admitted that the process of picking Lee was flawed.

“Part of the problem was Ed’s because he couldn’t make up his mind. The process was bad,” Fong told the Guardian after the vote. Although Fong said he knows Lee to be a strong and trustworthy progressive, he admitted that the way it went down raised questions: “Some people were concerned about who he’ll listen to.”

Specifically, the concern is that Lee will be unduly influenced Brown and Pak, who each represent corporate clients whose interests are often at odds with those of the general public. And both operate behind the scenes and play a kind of political hardball that runs contrary to progressive values on openness, inclusion, and accountability.

“If there is a phone call from Willie Brown to Rose Pak, Ed Lee is going to go along with it,” predicted a knowledgeable source who has worked closely with all three, recalling the way they did business during Brown’s mayoral administration. “There was no real discussion of issues. The fix was always in.”

But Pak insisted that there was nothing wrong with the process of selecting Lee, and that all concerns about the nomination were driven by anti-Asian racism. “You have a plantation mentality,” Pak told the Guardian as she held court in front of a crowded press box before the Jan. 8 meeting. “The Bay Guardian has never given people of color a fair shot.”

While Newsom, Chiu, and Pak-allied political consultant David Ho all insisted “there was no deal” to win support for Lee, Pak seemed to revel in the high-profile role she played, with Bay Citizen reporter Gerry Shih labeling her “boastful” in his Jan. 6 article “Behind-The-Scenes Power Politics: The Making of Ed Lee,” which ran the next day in The New York Times.

“This was finally our moment to make the first Chinese mayor of a major city,” Pak reportedly told Shih. “How could you let that slip by?”

Chiu downplayed Pak’s influence, telling the Guardian that Lee was his top choice since November, and telling his colleagues before the Jan. 7 vote, “Ed is someone who does represent our shared progressive values.” But he also made it clear that helping the city’s progressive movement wasn’t what drove his decision.

“This is a decision beyond who were are as progressives and who we are as moderates. It’s about who we are as San Franciscans,” Chiu said. “This is a historic moment for the Chinese-American community,” calling it “a community that has struggled, a community that has seen discrimination.”

The next day, shortly after being elected to a second term as board president, Chiu acknowledged the “very real differences” in ideology among the supervisors, “but leadership is about working through those differences.” Ultimately, he said, “none of us were voted into office to take positions. We were voted into office to get things done.”
