Switching sides

Following the waves of layoffs that have occurred over the past year at several newspapers in the Bay Area, former top editors and reporters are reinventing themselves as media spokespeople, also known as "flacks," after the jackets that deflect incoming rounds of ammunition. At least a half-dozen prominent journalists have succumbed so far.

Their job now is to stamp out unsettling questions from their former colleagues or put a positive spin on bad press, like calling a slight dip in San Francisco’s homicide rate last year a huge success for Mayor Gavin Newsom or characterizing his lurid affair with a subordinate as a chance for him to heal emotionally.

They’re perhaps most famous for the phrase "no comment," but flacks the world over would likely prefer a more honorable description, like the one promoted by the Public Relations Society of America: "Public relations helps our complex, pluralistic society to reach decisions and function more effectively by contributing to mutual understanding among groups and institutions."

Spoken like a true flack.

So who better to work as a media relations executive than a former reporter? Newspaper insiders know more than anyone else how to kill a story or at least blunt its impact by instilling doubt in the mind of the reporter. It’s not uncommon for journos to hear "That’s not a story" from the new flacks.

Another tactic, used by C.J. Cregg, the fictional flack in Aaron Sorkin’s television series The West Wing, is to invite uncooperative reporters out for coffee and off-the-record chatter until they’ve been befriended. District Attorney Kamala Harris’s press office is famous for coffee invites.

Among the newspaper expatriates:

Chris Lopez, an editor of the Contra Costa Times who was laid off by parent company MediaNews Group last year, took a job as a communications director for the Denver host committee of the Democratic Party’s 2008 convention.

Paul Feist, formerly the Sacramento bureau chief for the San Francisco Chronicle, was appointed by Gov. Arnold Schwarzenegger earlier this year to serve as a communications secretary for the California Labor and Workforce Development Agency.

Tom Honig, who recently departed as the longtime editor of the Santa Cruz Sentinel, accepted a job with Armanasco Public Relations, an affiliate of Hill and Knowlton, which represents such illustrious clients as McDonald’s, Pacific Gas and Electric Co., and Starbucks. Hill and Knowlton helped McDonald’s diminish fallout from the 2004 documentary Super Size Me, in which filmmaker Morgan Spurlock attempted to survive exclusively on the fast-food chain’s food for 30 days, with disastrous results (his health condition plummeted).

Honig, however, promised Sentinel staffers Nov. 30 that he wasn’t betraying the values of news reporting and proclaimed himself a martyr hoping to save the Sentinel from further staff cuts enacted by MediaNews CEO Dean Singleton.

"Just because you’re in public relations does not mean you’re a liar," the paper quoted Honig as saying. "What I do now is tell people’s stories. This is just another way to tell people’s stories."

He’ll make a praiseworthy spinner indeed.

Lopez and Honig could not be reached by deadline. Nor could we get hold of a spokesperson for the spokespeople at the Public Relations Society of America. Feist wouldn’t comment when we contacted him.

There are other defectors. A former Chronicle reporter from the paper’s Sacramento bureau, Lynda Gledhill, is now a spokesperson for State Senate leader Don Perata, and a San Jose Mercury News capitol reporter, Kate Folmar, is working for the press office of Secretary of State Debra Bowen. And former Chronicle City Hall reporter Charlie Goodyear is now working for the high-powered SF flack firm Singer Associates.

Newspaper giant MediaNews set the trend this year for pushing career journalists into public relations. The company laid off scores of people after it purchased several newspapers in the Bay Area, including the Sentinel, the CoCo Times, and the Mercury News. But other Bay Area newsrooms, including the Hearst Corp.–owned Chronicle, today have literally half the staff they had just a few short years ago.

Lopez previously worked for Singleton’s flagship paper, the Denver Post, which he helped earn a Pulitzer Prize for its coverage of the Columbine shootings. Columnist Charles Ashby of the Post‘s rival Pueblo Chieftain pointed out Dec. 10 that two more former Post staffers are now working as press secretaries for Colorado governor Bill Ritter and reporters from other large Colorado papers are today handling public relations for the Denver Metro Chamber of Commerce and the University of Colorado.

Gene Rose of the National Association of Government Communicators insists citizens are better served by bureaucracies that contain former reporters.

"With the shrinking news hole and with less reporters to cover news, agencies and governments are being forced to figure out ways to communicate more directly with people one-on-one," Rose, also a former reporter, said.

The interim dean of the University of California at Berkeley’s journalism school, Neil Henry, documented the phenomenal rise of public relations in this year’s book American Carnival: Journalism Under Siege in an Age of New Media (University of California Press). In particular, he notes, TV news organizations have grown increasingly reliant on polished video news releases produced by flacks, which sometimes air verbatim, as opposed to expending their own dwindling newsroom resources. The VNRs, as they’re called, give "coverage" of a product or idea the veneer of journalistic credibility, when in fact they’ve been created by professional manipulators.

"For the concerned citizen and certainly for the dedicated American journalist, it is horrifying to see how significantly business and political advertising has compromised the mission of the news industry, at times with the industry’s full participation," Henry writes.

He adds that in 2004, New Mexico governor Bill Richardson lured more than 20 journalists, including some of the state’s best, into his administration with the promise of good pay.

So who else in the Bay Area plans to depart for the dark side? No comment.

Learning from Enrique

While chatting with her Guatemalan house cleaner one day, journalist Sonia Nazario casually asked the immigrant mother of four if she planned to have more children. The house cleaner broke down and began crying. She explained to Nazario, a Los Angeles Times reporter, that she hadn’t seen her kids in 12 years, having migrated to the United States so she could make money to send home to them.

Nazario realized her house cleaner’s plight was a common one among Central American women, whose families are so often abandoned by the fathers that the women must do whatever is necessary to ensure that their kids have enough to eat. "Most Americans don’t understand that kind of desperation," Nazario explained to a crowd at San Francisco Public Library’s Koret Auditorium on Nov. 28.

She felt bewildered that someone could come to work in the US while leaving her children behind to live in squalid conditions in Central America. At first, Nazario said, she even felt a bit judgmental. But her house cleaner’s story inspired Nazario to learn more about the level of desperation so many immigrants and their families live with.

Touched by the women’s sacrifices and curious to learn more about the struggles of immigrants — undocumented immigrants in particular — Nazario embarked on an epic journey that led to her writing a newspaper series about a Honduran boy named Enrique who braved numerous obstacles so he could reunite with his mother in the US.

The series won Nazario a prestigious Pulitzer Prize in 2003 and became the blueprint for her book Enrique’s Journey (Random House, 2006), which is currently being developed as an HBO special. Nazario’s work offers a complex and insightful perspective on an immigration issue that has often been oversimplified by pandering presidential campaigns.

TRAIN OF DEATH


Tens of thousands of Latin American youths travel from their home countries toward the US each year on top of trains. The perilous, Odyssey-like trip takes weeks to complete, and migrants rarely reach their goal on their first try. Enrique, for instance, attempted the journey eight times. Other immigrants try dozens of times.

Nazario, wanting to understand the struggles of undocumented immigrants as intimately as possible, replicated Enrique’s journey by boarding the top of a train in Tegucigalpa, Honduras, and riding through the heart of Mexico in a three-month excursion. Having received permission from Mexican officials and with the resources to spend the occasional night in a hotel, she didn’t rough it to the extent that migrants — adults and children alike — have to.

But that’s doesn’t mean it was easy. On returning to the US, Nazario began having nightmares about being raped by bandits during the journey and ended up in therapy to deal with the trauma.

The US-Mexico border, she noted, is far from the most daunting leg of the journey for these immigrants: the hardest part is the lush southern Mexican state of Chiapas, which migrants call "the Beast." The region is home to Mexican immigration authorities, corrupt cops who are out to shake down and deport travelers, and ruthless gangsters who control the tops of many of the trains. Mexico deports roughly 200,000 illegal immigrants each year, mostly from Central America.

Enrique still wears the scars of a beating he sustained at the hands of bandits. Torrid heat, all the more unbearable to those riding atop trains made of metal, exhausts and wears down the travelers in an unforgivable fashion.

They call the trains los trens de la muerte, or the trains of death, due to the regularity of death and maiming that occurs when immigrants fall off. Nazario, during her trip, was once hit in the face with a branch and nearly tumbled off the train top, an experience she describes as "harrowing."

HUMAN FACE


The ubiquity of bandits and harmful forces along the railroads is not without a yang to its yin. The enormous compassion of the people of Veracruz, an impoverished region in the south of Mexico, made an indelible impact on Nazario. When trains pass by villages, crowds of supportive villagers throw food and water to the migrants. When townsfolk have no material possessions to share with the immigrants, they offer them their prayers.

Nazario has not only studied the physical dangers experienced by undocumented immigrants during their northbound trips but also analyzed the psychological toll taken by splitting up families. Enrique and many children like him have often wondered of their absent mothers, "Does she really love me?" Enrique, whose mother left him when he was five and was apart from him for 11 years, would stare out his window every Christmas during his mother’s absence, hoping for her return.

Hundreds of thousands of Latin American children have trouble adjusting socially without parental guidance. Given that many fathers in Latin America’s third world enclaves "stray in more ways than one," as Nazario said, many mothers come to the US to find work. Sometimes children like Enrique grow up resenting, even hating, their mothers. Most mothers, Nazario learned, only intend to be away for a year or two, but when they discover that the quality of life and opportunities in America aren’t quite as golden as advertised, their stays become extended indefinitely.

Nazario learned through countless interviews that many children left behind can’t fully comprehend why their mothers left, and they say they’d rather remain penniless than apart.

CROSSING OVER


The immigration debate is hotly contested in the US, particularly in the wake of the May Day protests and the George W. Bush administration’s failure to pass a comprehensive immigration reform package. Rather than bombard listeners and readers with ideological pleas to mend America’s broken immigration system, Nazario mixed her humanizing account of the immigrants’ hardships with relevant facts. Dedicated journalist that she is, she parroted neither the La Raza talking points nor Pat Buchanan’s.

Around 100,000 children like Enrique cross the US border annually in search of their parents. And while the US permits about one million immigrants to enter the country legally each year, they are joined by an additional 850,000 people who enter illegally. Business interests seeking "cheap and compliant" labor lobby on behalf of the influx of undocumented workers, Nazario explained.

Undocumented immigrants undoubtedly do many jobs that Americans won’t, Nazario noted, most prominently agricultural and domestic work.

That said, the large number of undocumented immigrants does undercut wages for some Americans and denies citizens and legal immigrants jobs in fields like construction.

SOLUTIONS


"The women I talked to said it wouldn’t take radical changes to keep them in Honduras," Nazario told her audience. The US, she argued, must play a more proactive role in helping Latin American nations develop their economies. For instance, many products the US imports from China could just as easily be manufactured in countries like Honduras, which would dramatically reduce the number of illegal immigrants from Central America and keep more families together.

In an e-mail to the Guardian, Nazario said that if the US is serious about reducing the flow of undocumented immigrants through its borders, it should not only supply foreign aid to nations in need but also provide "micro-loans through NGO’s to women to create jobs in these countries. They then pay back the loan, which can go to another woman to start a business, and create jobs."

A quarter of El Salvador’s citizens, she added, live outside the country, mostly in the US. Were it not for El Salvador’s dismal economy, most of those people would choose to remain in their native land.

Renee Saucedo, the community empowerment coordinator for La Raza Centro Legal in San Francisco, an immigrant rights organization, told us that "using enforcement and punitive policies are never going to be effective…. Many of the reasons people are forced to uproot their families are because of global free trade agreements." Saucedo said the only effective way to deal with the issue of illegal immigration is to develop policies that serve the poor majority, not the economic elite.

Nazario believes, based on her conversations with countless immigrants, that the US government’s decision to build a fence along the border with Mexico is wasteful and will not accomplish its goals. "People this determined will find their way over a wall, under a wall, around a wall." *

Labor of Glover

WHAT IS IT? Beowulf may be raking in box office bucks worldwide, but its monster has been making his own rounds. Crispin Hellion Glover and I holed up in Chicago’s House of Blues to wait out a snowstorm and talk about the second installment of his It trilogy, It Is Fine! Everything Is Fine.

Twenty years ago Fine codirector David Brothers handed Glover a script penned by a man with severe cerebral palsy. This wasn’t a touchy-feely autobiographical affair nor a trite story about overcoming diversity to make the world a better place. No, this was a sinister genre spin into the mind of a sociopath; the gentle hero was a villain. "He didn’t like the idea that handicapped people were always portrayed as these good people," Glover explained, careful to point out that the screenwriter, Steven C. Stewart, preferred the term handicapped. "He wanted to play a bad guy."

Protagonist Paul Baker, played by Stewart, has a hair fetish. He falls in love with a weathered divorcee — played by ever-luminous Rainer Werner Fassbinder muse Margit Carstensen — and her lengthy locks. She purrs at Baker, "You might be handicapped, but you’re still a man. I’m going to treat you as such." And she follows through, right until he strangles her. We watch as he charms, beds, and slays his way through the female cast. "The women are his allies, but there’s an antagonism within them as well," Glover explained. "It has to do with the hair." Indeed, anytime a woman threatens to chop off her mane, we know she’s on her way out.

"The fact that he had these particularities — that he wasn’t a good guy, that he had this hair fetish — this is what made it interesting," Glover said of the Baker character. It isn’t long before we learn that it’s OK to hate the guy in the wheelchair. The cerebral palsy becomes moot. It’s all about the hair.

Despite the fact that the speech of Fine‘s leading man is nearly impossible to decipher, the audience never loses track of what’s going on. As the screenwriter, Stewart could have given himself any worldly talent; instead, he chose a fantasy in which everyone understands him with ease. It’s this naïveté that attracted Glover to the script, and the directors made strenuous efforts to preserve it throughout the film.

After the death of his mother, Stewart spent 10 years locked in a nursing home, penning the script on his release. Glover read it shortly after. "I don’t know how he got me to make this film, but I’m glad I did it," said Glover, who told me several times that he believes this is the best film he will ever be associated with. "If this film didn’t get made, I genuinely would have felt like I’d done something wrong."

Although Fine was originally slated to be the third installment of the It trilogy, a turn in Stewart’s health sparked an urgency to start shooting. Glover accepted his role in Charlie’s Angels to bankroll Fine, and filming began in Salt Lake City in 2000.

A month after shooting wrapped, Glover received a telephone call from Stewart, who asked if it was OK to take himself off life support. "It was a very heavy responsibility to say, ‘Yes Steve, we have enough footage. You do what you need to do,’" Glover said.

Without Stewart around to field questions about his script, the codirectors had to interpret the writer’s intentions on their own — and audiences and reviewers will keep asking questions that can’t be answered. Did Stewart write the script to be surrounded by beautiful women, graphic sexuality, and the artistic attentions of Glover and Brothers? Did he understand the important, albeit off-putting, nuances presented for unassuming audiences to chew on? As I rambled about the things Stewart might have said if only he were here with us, Glover stopped me: "Steven would have loved to have been here to talk to you. He probably would have wanted to touch your hair. But I don’t know that he would have been particularly analytical about this."

So, in the Steven C. Stewart tradition of eschewing analysis for the good stuff, I’ll leave you with this: Graphic sex on gorgeous sets. Cameos by both Glover parents. Death by wheelchair. Don’t overthink it. Just go see the film. It’ll be fine. Everything will be fine. (K. Tighe)

Elsbernd’s $4 billion question. Daly’s million dollar answer

Sup Sean Elsbernd says that the City’s pension and retiree health care obligations are, “The most crushing fiscal issue facing this City,” a crush he estimates will amount to $4 billion over the next 30 years, and growing.

“If we don’t act, people are going to kick us and throw mud in our face, 20 years from now,” says Elsbernd, who, along with Mayor Gavin Newsom introduced a June 2008 charter amendment today that Elsbernd claims is a “small attempt to make sure that this it stops at $4 billion.”

“I look forward to future discussions with labor on this,” Elsbernd says.

But Newsom and Elsbernd are proposing to reduce retirement benefits for those hired after Jan. 10, 2009, increase years of service required to qualify for health benefits at retirement and adjust the formula for calculating retiree health benefit subsidies. Which is why labor may well decide to back a dueling charter amendment that Board President Aaron Peskin introduced today with Sups. Ross Mirkarimi, Geraldo Sandoval, and Tom Ammiano as co-sponsors.

Law professor to be Supes counsel against Jew

or run with academic lawyer Prof. Robert Weisberg, as outside counsel for official misconduct proceedings against Sup. Ed Jew.

Three attorneys with GCR, Mary Hernandez, George Yin and Nicolas Vaca, gave a relatively slick presentation compared to the Dumbledore-style ramblings of Prof. Weisberg.

“We have dealt with removal issues before,” said Hernandez.
“We are used to working in gray areas,” said Yin.
“A reasonable estimate,” said Vaca,of the firm’s $24,800 bid to get the project started.

But that bid appeared to be $24,800 too much, compared to Weisberg’s offer to work pro-bono, even if he teaches criminal law and doesn’t have experience in government agency law.

“This is not really a criminal matter,” said Weisberg. “The Board is a legislative body, and so it would be unconstitutional for it to convict someone of a crime.”

Maybe the Board enjoyed Weisberg’s easy-to-grasp explanations,which included making an analogy between Jew’s case and congressional impeachments proceedings: just as Congress indicts and the Senate then votes to remove from office, the Ethics Commission would do the “impeaching” and the Board of Supervisors would then vote whether to remove Jew from office.

Alles klar, Herr Professor.

Because in the end Sup. Geraldo Sandoval, seconded by Sup. Tom Ammiano, directed the Clerk of the Board to enter into an agreement with the professor, which does include the possibility of the $15-an-hour labor of his student research assistants at Stanford University.

Feed our students well

GREEN CITY Not long ago a green vegetable was a rare and startling sight on a lunch tray at a San Francisco school. Carnival-style food was the standard, with corn dogs as a regular entrée, packaged apple turnovers as the "fruit" course, and fried potatoes as the staple vegetable.

School lunches have come a long way since 2003, when San Francisco Unified School District parent volunteers, staff, students, public health professionals, and other community supporters joined together to begin creating the school district’s Wellness Policy. Lunches are fresher, tastier, healthier, and leaner, and the SFUSD’s "no empty calories" policy has been a role model in the nationwide effort to improve school food.

But even after all of those changes, a high school group recently surveyed more than 2,000 of their peers and learned that students still complain that school food doesn’t taste fresh and costs too much, and some question how nutritious it is.

So a growing movement argues it’s time to take the next step: the greening of school meals. Surely a food-savvy, health-conscious, environmentally aware city like San Francisco, which is located in one of the world’s most fertile agricultural regions, should be feeding its kids fresh, local organic produce at every meal.

But there’s an obstacle, and it’s green too. Government reimbursement for a free school lunch is just $2.71, nearly half of which goes to pay for labor. Other fixed overhead eats up another large chunk, leaving just about $1 to pay for the meal itself, including 34¢ for the required milk.

No wonder it’s hard to respond to requests for fresher, healthier food and more of it. New salad bars placed in three schools as part of a pilot program address these concerns, offering students mixed greens and raw vegetables, several kinds of fresh fruit, and whole grain breads and muffins, in addition to the hot entrée. When the first salad bar was created last year at Balboa High School, the average number of students eating its cafeteria lunch every day increased 26 percent, with virtually all of the new diners low-income students.

But that $1 per meal won’t cover a salad bar at every school, which is the SFUSD’s goal. The cost of just the equipment for a salad bar — the bar itself, added refrigeration and sinks, a couple more tables — can run more than $10,000 per school, depending on how much work needs to be done to reconfigure the lunch line. Organic produce drives the meal cost higher too.

Unfortunately, the SFUSD doesn’t have that money. Because it’s currently left to the school district to provide meals, the SFUSD must require that the Student Nutrition Department budget break even or else cut into classroom funds to cover the deficit.

The good news is that thanks to grants from the Department of Children, Youth and Their Families and Mayor Gavin Newsom, salad bars are being started in 25 SFUSD schools this year, stocked with seasonal, local produce. Still, despite this additional funding, only about 25 percent of district students will have access to the salad bars. Social justice demands that every student have equal access to a healthier school meal.

Most city officials and the greater community probably aren’t even aware of the situation. It’s time to put the need to feed our children adequately on the radar of the whole community and ask officials to step in with funding to ensure that our children can eat well without sacrificing classroom resources to cover the cost of their food. The Public Education Enrichment Fund, better known as Proposition H, provides a growing pot of city money aimed at improving the schools, and part of it could be used to fund the opening of more salad bars, so more school kids can enjoy the benefits of fresh produce and whole grains.

Providing the money to put salad bars in every school would pay off in healthier kids and related positive effects. Better nutrition is linked with higher academic achievement, improved behavior, and other benefits.

Let’s become a city that commits to teaching our children well, feeding them well, and promoting a greener food system. *

Obama’s moment

Barack Obama came to San Francisco with some pretty heavy baggage Nov. 14. His speech at the Bill Graham Civic Auditorium was swarmed by a diverse crowd of about 7,000, with most of those we interviewed hungry for an answer to the big question: is Obama the one who can take this troubled country in a new direction?

The Illinois senator had just gotten a bump from a cover story in the Atlantic, "Why Obama Matters," which posits that he is the only candidate capable of moving our country past the divisive culture-war paradigms and into a period when fundamental change is possible.

But time is running out for Obama to take the Democratic presidential nomination from front-runner Hillary Clinton, who has locked up moderates and most women. And some progressives, including labor unions, are behind John Edwards. To win the nomination, Obama must find a way to quickly rally the left — including urban voters and the antiwar, social justice, LGBT, and labor movements — into an energized voting block.

And that, some progressives say, means he’s got to stop playing it safe.

Days before the speech, former California state senator and 1960s radical Tom Hayden sent Obama a letter taking issue with the latter’s comment that Democrats are paralyzed by Vietnam-era fights — and in particular, his response, "That’s just not my framework."

Hayden argued that Obama was squandering his advantage as the sole credible antiwar candidate by running a safe campaign that equally repudiates both political extremes — even though progressives have been far closer to the truth on issues of war, civil rights, economic equity, and the full range of traditional Democratic planks.

Hayden wrote, "The greatest gift you have been given by history is that as the elected tribune of a revived democracy, you could change America’s dismal role in the world. Because of what you so eloquently represent, you could convince the world to give America a new hearing, even a new respect. There are no plazas large enough for the crowds that would listen to your every word, wondering if you are the one the whole world is waiting for. They would not wait for long, of course. But they would passionately want to give you the space to reset the American direction."

Many attendees of Obama’s SF speech shared similar sentiments. "I’m interested in what he’s been saying in his books, but he’s become a kind of politician, so I want to hear what he has to say tonight," Jeremy Umland, 33, a third grade teacher from Oakland, said as he was waiting in line. "I think he had a lot of brave ideas in the past, and I’d like to see him get back to that."

Umland, who is white and gay, stood with his partner, Terrence Marks, 34, who is black. The couple are in the process of adopting a child and wanted to hear Obama call for legalizing gay marriage or for a health care plan that doesn’t involve insurance companies.

"I’d like to see him address it in a way that doesn’t evade this issue," Marks said. "I want to hear him talk not like a politician, but a real person."

Inside, Obama gave voice to many of those same themes.
"Running the same old textbook, by the numbers, Washington campaign just won’t do it…. The triangulation and poll-tested positions because we’re afraid of what Mitt [Romney] or Rudy [Giuliani] will say about us just won’t do it," Obama said, adding, "If we’re going to seize the moment, then we can’t live in fear of losing."

He said we are in "a defining moment in our history," when Americans need to grapple with war, a planet in peril, economic insecurity, and a political system that seems corrupt and incompetent. "We’ve lost faith that our leaders can or will do anything about it," Obama said.

Over and over again, Obama said he is running to deal with the most difficult issues: living wages, universal health care, human rights and dignity, racial harmony, honest foreign diplomacy, and a return to the principles of the New Deal. "I’m running for president of the United States because that is the party that America needs us to be right now.

"I am in this race," he said, "because of what Dr. King called the fierce urgency of now."

Good stuff, but is it too late? "I don’t see it happening, but it’s still possible that Hillary Clinton will slip in Iowa. She’s not invincible," Hayden told us.

In fact, a new ABC–Washington Post poll shows Obama taking the lead over Clinton in Iowa, 30 percent to 26, with Edwards at 22 percent.

"Seeing him through the eyes of my 34-year-old son and his wife, I could see there was a lot of new excitement among the younger generation and that it would be a shame if that just dissipates," Hayden told us. "The thing Obama needs most is what he steers around: he need a new social justice movement similar in strength to what we had in the ’60s."

Donald Fowler, a San Francisco resident and Democratic Party campaign consultant who ran John Kerry’s Michigan campaign in 2004 and Al Gore’s field operation in 2000, said Obama has suffered for trying to communicate detailed positions through an intense media filter.

"You get into the danger of running a government when you should be running a campaign," Fowler told us.

He and Hayden each said that particularly on the Iraq war issue, where Obama is strongest, he should have projected his stance more boldly, something he may now be starting to do.

"My guess is they have decided to be strong, state things clearly, and take back the discussion," Fowler said. Listening to Obama discuss this moment, that assessment seems likely.

"It’s because of these failures that people are listening intently," Obama said. "We have the chance to come together to form a new majority." *

An Appeal to Barack Obama

“The Democrats have been stuck in the arguments of Vietnam, which means that either you’re a Scoop Jackson Democrat or you’re a Tom Hayden Democrat and you’re suspicious of any military action. And that’s just not my framework.” – Sen. Barack Obama.

Barack, I thought Hillary Clinton was known as the Great Triangulator, but you are learning well. The problem with setting up false polarities to position yourself in the “center”, however, is that it’s unproductive both politically and intellectually.

Politically, it is a mistake because there last time I looked there were a whole lot more “Tom Hayden Democrats” voting in the California primary and, I suspect, around the country, than “‘Scoop’ Jackson Democrats.” In fact, they are your greatest potential base, aside from African-American voters, in a multi-candidate primary.

More disturbing is what happens to the mind by setting up these polarities. To take a “centrist” position, one calculates the equal distance between two “extremes.” It doesn’t matter if one “extreme” is closer to the truth. All that matters is achieving the equidistance. This means the presumably “extreme” view is prevented from having a fair hearing, which would require abandoning the imaginary center. And it invites the “extreme” to become more “extreme” in order to pull the candidate’s thinking in a more progressive direction. The process of substantive thinking is corroded by the priority of political positioning.

I have been enthused by the crowds you draw, by the excitement you instill in my son and daughter-in-law, by the seeds of inspiration you plant in our seven-year old [biracial] kid. I love the alternative American narrative you weave on the stump, one in which once-radical social movements ultimately create a better America step by step. I very much respect your senior advisers like David Axelrod, who figured out a way to elect Harold Washington mayor of Chicago. You are a truly global figure in this age of globalization.

But as the months wear on, I see a problem of the potential being squandered. Hillary Clinton already occupies the political center. John Edwards holds the populist labor/left. And that leaves you with a transcendent vision in search of a constituency.

Your opposition to the Iraq War could have distinguished you, but it became more parsed than pronounced. All the nuance might please the New York Times’ Michael Gordon, who helped get us into this madness in the first place, but the slivers of difference appear too narrow for many voters to notice. Clinton’s plan, such as it is, amounts to six more years of thousands of American troops in Iraq [at least]. Your proposal is to remove combat troops by mid-2010, while leaving thousands of advisers trying to train a dysfunctional Iraqi army, and adding that you might re-invade to stave off ethnic genocide. Lately, you have said the mission of your residual American force would be more limited than the Clinton proposal. You would commit trainers, for example, only if the Iraqi government engages in reconciliation and abandons sectarian policing. You would not embed American trainers in the crossfire of combat. This nuancing avoids the tough and obvious question of what to do with the sectarian Frankenstein monster we have funded, armed and trained in the Baghdad Interior Ministry. The Jones Commission recently proposed “scrapping” the Iraqi police service. Do you agree? The Center for American Progress, directed by Bill Clinton’s former chief of staff, is urging that all US troops, including trainers, be redeployed this year. Why do you disagree? Lately you have taken advantage of Hillary Clinton’s hawkishness on Iran to oppose bombing that country without Congressional authorization. But you carefully decline to say whether you would support bombing Iran when and if the time comes.

This caution has a history:

– you were against the war in 2002 because it was a “dumb war”,
but you had to point out that you were not against all wars, without
exactly saying what wars you favored;

– then you visited Iraq for 36 hours and “could only marvel at
the ability of our government to essentially erect entire cities
within hostile territory”;

– then as the quagmire deepened, you cloaked yourself in the
bipartisan mantle of the Baker-Hamilton Study Group, which advocated
leaving thousands of American troops in Iraq to fight terrorism, train
the Iraqis until they “stand up”, and sundry other tasks of
occupation;

Perhaps your national security advisers are getting to you when it should be the other way around. Their expertise is not in the politics of primaries. If anything, they reject the of populist peace pressure influencing elite national security decisions. The result is a frustration towards all the Democratic candidates for what the Center for American Progress has recently called “strategic drift.” The political result is the danger of returning to John Kerry’s muffled message in 2004. The policy result may be a total security disaster for our country, draining our young soldiers’ blood and everyone’s taxes on the continuing degradation of our national honor in a war which cannot be won.

Just for the record, let me tell you my position on Iraq. I think the only alternative is to begin a global diplomatic peace offensive starting with a commitment to withdraw all our troops as rapidly as possible. That is the only way to engage the world, including the Iraqi factions, in doing something about containing the crises of refugees, reconciliation and reconstruction. It means negotiating with Iran rather than escautf8g to a broader war. If you want to “turn a new page”, it should not be about leaving the Sixties behind. It will be about leaving behind the superpower fantasies of both the neo-conservatives and your humanitarian hawks. And yes, it is to be “suspicious”, as Eisenhower and John Kennedy came to be suspicious, of the advice of any Wise Men or security experts who advocated the military occupation of Iraq. Is that position as extreme as your rhetoric assumes?

Your problem, if I may say so out loud, and with all respect, is that the deepest rationale for your running for president is the one that you dare not mention very much, which is that you are an African-American with the possibility of becoming president. The quiet implication of your centrism is that all races can live beyond the present divisions, in the higher reality above the dualities. You may be right. You see the problems Hillary Clinton encounters every time she implies that she wants to shatter all those glass ceilings and empower a woman, a product of the feminist movement, to be president? Same problem. So here’s my question: how can you say let’s “turn the page” and leave all those Sixties’ quarrels behind us if we dare not talk freely in public places about a black man or a woman being president? Doesn’t that reveal that on some very deep level that we are not yet ready to “turn the page”?

When you think about it, these should be wonderful choices, not forbidden topics. John Edwards can’t be left out either, for his dramatic and, once again, unstated role as yet another reformed white male southerner seeking America’s acceptance, like Carter, Clinton and Gore before him. Or Bill Richardson trying to surface the long-neglected national issues of Latinos. I think these all these underlying narratives, of blacks, women, white southerners and la raza – excuse me, Hispanic-Americans – are far more moving, engaging and electorally-important than the dry details of policy.

What I cannot understand is your apparent attempt to sever, or at least distance yourself, from the Sixties generation, though we remain your single greatest supporting constituency. I can understand, I suppose, your need to define yourself as a American rather than a black American, as if some people need to be reassured over and over. I don’t know if those people will vote for you.

You were ten years old when the Sixties ended, so it is the formative story of your childhood. The polarizations that you want to transcend today began with life-and-death issues that were imposed on us. No one chose to be “extreme” or “militant” as a lifestyle preference. It was an extreme situation that produced us. On one side were armed segregationists, on the other peaceful black youth. On one side were the destroyers of Vietnam, on the other were those who refused to
submit to orders. On the one side were those keeping women in inferior roles, on the other were those demanding an equal rights amendment. On one side were those injecting chemical poisons into our rivers, soils, air and blood streams, on the other were the defenders of the natural world. On one side were the perpetrators of big money politics, on the other were keepers of the plain democratic tradition. Does anyonebelieve those conflicts are behind us?

I can understand, in my old age, someone wanting to dissociate from the extremes to which some of us were driven by the times. That seems to be the ticket to legitimacy in the theater of the media and cultural gatekeepers. I went through a similar process in 1982 when I ran for the legislature, reassuring voters that I wasn’t “the angry young man that I used to be.” I won the election, and then the Republicans objected to my being seated anyway! Holding the idea that the opposites of the Sixties were equally extreme or morally equivalent is to risk denying where you came from and what made your opportunities possible. You surely understand that you are one of the finest descendants of the whole Sixties generation, not some hybrid formed by the clashing opposites of that time. We want to be proud of the role we may have played in all you have become, and not be considered baggage to be discarded on your ascent. You recognize this primal truth when you stand on the bridge in Selma, Alabama, basking in the glory of those who were there when you were three years old. But you can’t have it both ways, revering the Selma march while trying to “turn the page” on the past.

This brings me back to why you want to stand in the presumed center against the “Tom Hayden Democrats.” Are you are equally distant from the “George McGovern Democrats.”, and the “Jesse Jackson Democrats”? How about the “Martin Luther King Democrats”, the “Cesar Chavez Democrats”, the “Gloria Steinem Democrats”? Where does it end?

What about the “Bobby Kennedy Democrats”? I sat listening to you last year at an RFK human rights event in our capital. I was sitting behind Ethel Kennedy and several of her children, all of whom take more progressive stands than anyone currently leading the national Democratic Party. They were applauding you, supporting your candidacy, and trying to persuade me that you were not just another charismatic candidate but the one we have been waiting for.

Will you live up to the standard set by Bobby Kennedy in 1968? He who sat with Cesar Chavez at the breaking of the fast, he who enlisted civil rights and women activists in his crusade, who questioned the Gross National Product as immoral, who dialogued with people like myself about ending the war and poverty? Yes, Bobby appealed to cops and priests and Richard Daley too, but in 1968 he never distanced himself from the dispossessed, the farmworkers, the folksingers, the war resisters, nor the poets of the powerless. He walked among us.

The greatest gift you have been given by history is that as the elected tribune of a revived democracy, you could change America’s dismal role in the world. Because of what you so eloquently represent, you could convince the world to give America a new hearing, even a new respect. There are no plazas large enough for the crowds that would listen to your every word, wondering if you are the one the whole world is waiting for. They would not wait for long, of course. But they would passionately want to give you the space to reset the American direction.

What is the risk, after all? If “think globally, act locally” ever made any sense, this is the time, and you are the prophet. If you want to be mainstream, look to the forgotten mainstream. You don’t even have to leave the Democratic Party. It’s time to renew the best legacy of the Good Neighbor policy of Roosevelt before it dissolved into the Cold War, the Strangelove priesthood, the CIA coups in Iran and Guatemala, the sordid Bay of Pigs, the open graves of Vietnam. It’s time to renew the best legacy of the New Deal before it became Neo-Liberalism, and finally achieve the 1948 Democratic vision of national health care.

May you – and Hillary too – live up to the potential, the gift of the past, prepared for you in the dreams not only of our fathers, but of all those generations with hopes of not being forgotten.

Fix the Prop. A cab problem

EDITORIAL The politics of Proposition A were pretty clear: the Muni reform measure had the backing of nearly every environmental and labor group in the city and was a direct alternative to the pro-car, pro-parking disaster that was Proposition H, pushed by Republican billionaire Don Fisher.

The policy is a little more complicated.

For the most part, Prop. A is a solid piece of legislation that will lead to some significant, if not earth-shaking, improvements in public transit. It has one serious flaw, though — it could lead to the demise of the city’s taxi medallion system, which was designed to keep the valuable operating permits in the hands of working drivers.

During the campaign, Sup. Aaron Peskin, the sponsor of Prop. A, told us that if the measure passed, he’d craft legislation to fix the cab problem. He should get going on that right away.

San Francisco has an unusual system of allocating taxi permits. Since 1978, when Proposition K (authored by then-supervisor Quentin Kopp) became law, only people who drive cabs are allowed to hold medallions. They can’t be sold or transferred in any way, and corporations can’t own them. That reform made it possible for drivers to share in the profits that come from holding the medallions — and the cab companies have been trying to repeal it ever since. Eight times in the past 30 years, corporate-led efforts to overturn Prop. K have failed.

The system isn’t perfect — it takes up to 15 years to qualify for a medallion, and some people on the wait list stopped driving cabs long ago. There are scams and cheaters. But overall, the notion that drivers — not cab companies, not investors, not giant conglomerates — have the exclusive right to the valuable permits is a good one, and it needs to be protected.

But there’s some fairly broad language in Prop. A that some, including Kopp (now a retired judge) and the cab drivers union, argue could allow the Board of Supervisors and the Municipal Transportation Agency to abolish Prop. K.

Peskin says that was never the intent of his measure — and when we endorsed Prop. A, we took him at his word. It’s time for him to demonstrate that commitment. It shouldn’t be hard to meet with the United Taxicab Workers and figure out how to frame a trailer bill that would ensure that neither the supervisors nor the MTA can undo Prop. K. If the city attorney agrees that the board has the authority to enact that kind of legislation, Peskin should introduce it as quickly as possible. And if protecting the essence of Prop. K requires another charter amendment, this would be an excellent time for Peskin to start the process for the June 2008 election. 2

If you live in San Francisco and are in possession of a conventional vagina, you are most likely pregnant. And if you’re not pregnant, you’re either anxious to become so or have just pinched out a baby and are looking toward closing the deal on numbers two and three before you hit 40. If none of the above applies, I, a new mother myself, give you permission to ignore that self-righteous pregnant bitch eyeing your Muni seat and openly admit the following: SF was edgier when it was just a bunch of wayward freaks in crotchless ass pants.

Now, thanks to a surge in results-oriented fucking among the white, heterosexual ruling class, this city has become overrun with decaf-latte-sipping, thousand-dollar-stroller-pushing, CFO–Noe Valley–ish, overly together supermoms who will tear you multiple assholes if you even think about stepping near their two-legged petri dish specimens. One might be tempted to label this phenomenon a baby boom. That assumption, however, is incorrect. What we are witnessing in San Francisco — and everywhere else inhabited by Gen Xers with money — is a parent boom.

In the past, parents were simply identified as people who raised children. That era, which lasted roughly 200,000 years, has ended. Parents now practice the rarified art of parenting. Parents who parent must adopt a specific parenting style — one that’s far more complex than a hairstyle and infinitely more expensive. Parenting requires ongoing investment in sleep and breast-feeding consultants, childproofing contractors, European-designed gear, six-week courses, endless manuals and magazines, and, depending on one’s sacred style, couture bedding and nursery decor that can run well over five grand. This is quite a change of direction for Generation X, to which I belong, whose members were blacking out in Cow Hollow bars and smoking out of two-foot Mission District bongs throughout the ’90s. But my generation’s escapist persona — equal parts political indifference, obsessive consumerism, hedonistic self-absorption, and Diff’rent Strokes references — did not abate or even truly evolve when we threw the birth control in the trash. It only found new life, literally.

We, the latchkey slackers who postponed being parents until our ovaries wept, are acutely aware that whatever decisions we make regarding our children are direct reflections of ourselves. It is therefore imperative to properly accessorize one’s child; only by doing so can one ensure the child is a better accessory. The right stroller, carrier, preschool waiting list, parenting philosophy, and even diaper — all denote much more than any sensible person would care to know.

THE BABY GAP


Oh, wait. I forgot to mention the babies: it appears there are many of them. Commercial sidewalks in Noe Valley, Cole Valley, Hayes Valley, and beyond buzz with kitten-eyed freshies sucking the rubberized life out of pacifiers, frazzled mommies in yoga pants and camel toes pushing behemoth, double-wide prams, nannies chatting on cell phones while small barbarians stick organic Cheerios up their noses. Top preschools are waitlisted for several years. Babysitters are harder to find than a pimple on a newborn’s butt. Is it good for San Francisco’s soul that kiddie boutiques outnumber bondage shops and Polk Street glory holes? It’s an epidemic, cry my nonparent friends, some of whom have been accosted by pompous moms and dads for accidentally bumping into strollers or smoking on the street. Ever think of denying an All-Important Holy Mother with Child your seat on the 1 California? Want to be knifed by a stay-at-home mom from precious Laurel Heights?

Funny thing is, the evidence of a baby boom is largely anecdotal. Statistics paint a very different picture. A disturbing March 2006 report by Coleman Advocates for Children and Youth, "Families Struggle to Stay: Why Families Are Leaving San Francisco and What Can Be Done," reveals that we have the lowest child population of any American city. And of San Francisco’s 100,000 children, most reside in the city’s poorest districts — including traditionally working-class neighborhoods that are becoming increasingly chic. Coleman Advocates also estimates that 39,000 families with children are in need of affordable housing.

"The issue is not if there is a baby boom trend in San Francisco," Coleman Advocates’ Ingrid Gonzales e-mailed me. "The real issue is whether these [lower-income] families stay or are eventually pushed out of San Francisco because of a lack of affordable family housing or access to a quality public school education. Stats show that families leave when their children reach kindergarten age. Coleman Advocates and our families say that this is not OK — families should have a right to stay in the city they call home."

Somehow I doubt the parents buying the $1,890 Cabine infant dresser at Giggle on Chestnut Street are too worried about making rent. In fact, a May article in the New York Times reports that San Francisco is second only to Manhattan in toddlers born to wealthy white families, defined as those that pull in an average of $150,763 per year. And consider this Coleman Advocates finding: there was a 45 percent drop in the number of black families with children in San Francisco from 1990 to 2000, while around the same time 90 percent of the people moving into the city did not have children and — surprise, surprise — were mostly rich and white. This development pretty much paralleled the period of the dot-com boom. At the risk of making light of an alarming situation, is it safe to posit that the dot-com bust inspired semiemployed white professionals to buy a lot of lube?

CLASH OF THE CODDLERS


So what creates this illusion of a baby boom? Probably an uptick in showy, hyperactive parenting. Weekends at Children’s Playground in Golden Gate Park provide insight into the phenomenon. There parents can be found earnestly — one might even say aggressively — parenting. They really put their all into it ("it" being what our parents haphazardly did with us) as they push their bewildered offspring in swings, making sure to "Wheee!" with more enthusiasm than a redneck at a NASCAR rally — an apt metaphor, because this brand of parenting is a competitive sport. "How old is she? Is she standing on her own? Can she walk yet? Does she speak French, and can she crap in the can?" someone always wants to know, hungrily eyeing your baby as if she were a delicious wild Alaskan king salmon fillet.

But blessed be, developmental superiority is not the only way to make other parents feel like shit. Fleets of luxury Dutch strollers are parked around the playground’s grassy knolls, each exceeding my share of rent by $300. I’ve seen nannies pull toys from Coach and Louis Vuitton diaper bags, kids scale the jungle gym dressed in Little Marc coats, white babies in $40 organic cotton T-shirts emblazoned with a grossly ironic image of a black woman’s face.

This excess of money breeds paranoia. Even on the warmest days, Caitlin-Courtney-Penelope-Emily-Aurelia-Shiloh-Mackenzie can be observed crawling in the playground’s cool sand, fully dressed in the very best of Zutano’s and Petit Bateau’s wide-brim hats, thick socks and booties, long-sleeve shirts, and pants in order to prevent the wretched elements, formerly known as blue sky and sunshine, from attacking the child’s not-so-invisible bubble. And rest assured, many of the playground’s nannies — almost entirely middle-aged mothers and grandmothers of color — have been fingerprinted and subjected to invasive criminal background checks. Long gone are the days when parents hired any ol’ teenage stoner to watch their kids.

LAVISH AND LACK


I feel embarrassed to be here, I often think. Because I know I’m part of the problem. I didn’t come to San Francisco for the money — I was born here and spent most of my childhood in that new epicenter of ultraparenting, Noe Valley — and I don’t have a nursery, a full-size kitchen, or even a hallway in my shared one-bedroom Sunset apartment. (This is not a "poor me" moment; my lifestyle is a choice.) But I did spend $300 on a labor and newborn preparation course, during which I suffered video after video of goopy babies cannonballing forth from untamed bush. I paid a woman $200 to teach me how to breast-feed and another $50 to join a local e-mail list through which upper-crust women seek help in finding dinner party entertainment for hire and live-in au pairs. I can cite Halle Berry’s prenatal test results but no statistics from the war in Iraq. I have secretly chuckled at ugly babies. I have wanted to know if your baby can stand alone yet and why she’s so much smaller than mine. I’ve purchased nearly 20 books on pregnancy, breast-feeding, natural birth, cosleeping, infant health, starting solids, potty training, how to stay hot, and how to fix my gut.

Pediatric records indicate I was not reared by wild dogs, yet I can’t figure out how to assume the most primal of all roles — motherhood — without hitting the ATM.

In her 2007 manifesto against the $20 billion baby-to-toddler industry and the disastrous effects it has on our children, Buy, Buy Baby (Houghton Mifflin) author Susan Gregory Thomas credits Gen X’s overspending and unhealthy micromanaging to the way in which we, the products of broken homes and TVs as babysitters, were raised: "The commercialization and neglect of young people results not only in fears of abandonment and bank-breaking shopping habits in adulthood to fill the void but also in a deep, neurotic sense of attachment to, and protection of, one’s own children and home."

Gregory Thomas’s assessment strikes me as painfully true and spurs the question: what kind of people will our babies become? Will they, as older children and adults, invariably expect and demand the best, no matter the appropriateness of the circumstance? Will they be terrified of public schools and public transportation and — worse — people with a different color skin? How will they ever travel abroad, and will they condescend to people who have less? Surely the parents who buy their baby the $1,700 Moderne crib intend only to give their child the finest they can offer. Every child is worthy of that grand intention. Yet, as my friend and mother-mentor Billee Sharp pointed out, the more extravagant the gifts, the harder the parents must work to provide them, resulting in less time spent with their kids. Lavishness, in this sense, becomes empty compensation for a shortage of available love.

IT TAKES AN INTERNET?


Being a new parent is much harder than it seems. If we’re overcompensating, it’s largely because we don’t know what else to do. If it takes a village to raise a child, what happens when all you have is DSL? During my pregnancy and the first three months of my daughter’s life, my husband and I lived in relative isolation in Brooklyn, away from family and a network of close friends that could offer knowledge and day-to-day help. The books, the classes, and the breast-feeding consultant filled the gaps that real support would have provided. (I certainly had two boobs but no idea where to put them: In the baby’s mouth? Are you serious?) In the absence of genuine community, we follow the only guidelines available to us and do the best we can manage. While nothing is less appealing to me than having to be someone’s friend simply because we both piss our pants when we sneeze, artificially constructed social networks like mommy groups, daddy groups, play groups, and Yahoo e-mail groups fulfill a real need for disconnected urbanites whose families typically reside thousands of miles away.

Learning to be a parent without geographic and strong emotional links to our families, then, becomes a complicated process of untangling the skein of too much information. From the moment a woman discovers she is pregnant, she and her partner are encouraged to believe they are totally, utterly retarded when it comes to being parents. The reality-TV experts, the how-to books, the product-driven Web sites and magazines cater to a deep, unrelenting distrust of ourselves, and they have the tragic effect of obliterating whatever parenting intuition and knowledge that we, as living creatures, already have in our DNA.

My path to reclaiming motherhood began with an injured wrist. Everything I had read warned that I would roll over my child and kill her if we slept together in one bed. To prevent this tragedy, my husband and I bought a sleigh bed attachment for our bed that kept me at least a foot away from my child. Each night that I listened to her breathe without being able hold her brought an agony so intense that I became profoundly depressed. I was desperate to pull her close to my body, like every mammal mother does, like our ancestors did long before they stopped growing pubic hair on their backs. In my longing to be nearer to my child, I contorted my left wrist under my head as I slept, perhaps to stop my murderous hands from accidentally touching the person I love most. With my wrist in a splint and steroid shots in my hand, I sobbed to my mother over the phone, "I can sleep with my cats, but why not with my own child?"

The night I brought my daughter into bed marked the beginning of my departure from the fear-and-product-based mommy mainstream. Within weeks a friend turned me on to the instinctive-parenting ideas put forth in Jean Liedloff’s The Continuum Concept (Addison Wesley, 1986), a fascinating book that details the author’s travels to Venezuela, where she studied the parenting methods of the indigenous Yequana Indians, who, remarkably, have never considered shopping for child-rearing clues on Babycenter.com. Admittedly, my and my husband’s current touchy-feely, indigenous-inspired style is a little fringe lunatic, and, as Gregory Thomas might suggest, it’s probably no coincidence that we both come from broken homes. But life-changing insights that require no investment in stylish baby gear are available to us. We only have to be willing to look.

BEYOND THE BUBBLE


One of the most affecting messages I have received about the depth of real parental love came to me in the form of a damp newspaper abandoned on the subway in New York City. Elizabeth Fitzsimons’s essay "My First Lesson in Motherhood," published in the New York Times Modern Love section this Mother’s Day, chronicles the journalist’s trip to China, where she and her husband picked up their adopted infant daughter, who, it turned out, had debilitating health defects. Fitzsimons was warned that her daughter might have Down’s syndrome, might never walk, and will likely be tethered to a colostomy bag for the rest of her life. "I knew this was my test," Fitzsimons writes, "my life’s worth distilled into a moment. I was shaking my head ‘No’ before [the doctors] finished explaining. We didn’t want another baby, I told them. We wanted our baby, the one sleeping right over there. ‘She’s our daughter,’ I said. ‘We love her.’ "

Fitzsimons’s fierce, truly unconditional love for a child she did not create becomes even more striking when contextualized in these fertility and pregnancy-obsessed times. We all want our children to be healthy, to outlive us, to be content, and to exist in a safe, peaceful world. These desires are pretty basic. Clearly, though, there’s a worrisome glitch in the parent boom trend: it has nothing to do with the well-being of children who are biologically not ours. This newfound love for babies is entirely insular, concerned only with one’s genetic family, one’s own perfect, beautiful, well-fed, well-dressed child. Look inside a pregnancy or parenting magazine and you will find that most lack any semblance of social perspective as they offer tired takes on recycled, useless information: "How to lose the baby weight in three days!" "Ten tips for getting back the magic in the bed!"

But the truth is that while middle-class women squabble about whether to breast-feed or bottle-feed, 39,000 families with children in this city are in dire need of affordable homes. For every day we bicker over stay-at-home moms versus mothers who work full-time, four children in this country will die from abuse or neglect, and eight more will be killed at the hand of someone operating a gun, according to Children’s Defense Fund statistics.

The self-centeredness of Gen X parents manifests as blindness to these sad realities, and here I indict myself again. Why do I only act on behalf of my child when I have the means to do something that could help other, less fortunate children? Maybe the answer is too painful to consider. Maybe I’d rather shop for a new sling instead. *

Fisher fails

The crowd at El Rio, the Mission Street dive bar, was reaching capacity election night when Sup. Aaron Peskin climbed onto an unstable bar stool to announce a political victory that had been very much in doubt just a few weeks earlier.

“They said it could not be done. We drove a Hummer over Don Fisher!” Peskin said, referring to the Republican billionaire and downtown power broker who funded the fight against progressives in this election, as he has done repeatedly over the years.

Indeed, the big story of this election was the improbable triumph of environmentalists over car culture and grassroots activism over downtown’s money. The battleground was Muni reform measure Proposition A, which won handily, and the pro-parking Proposition H, which went down to resounding defeat.

It was, in some ways, exactly the sort of broad-based coalition building and community organizing that the progressives will need to help set the city’s agenda going into a year when control of the Board of Supervisors is up for grabs.

“I just felt it at El Rio — wow, people were jazzed,” said campaign consultant Jim Stearns, who directed the Yes on A–No on H campaign. “We brought in new energy and new people who will be the foot soldiers and field managers for the progressive supervisorial candidates in 2008.”

Maintaining the momentum won’t be simple: many of the people in El Rio that night will be on opposite sides next June, when Assemblymember Mark Leno challenges incumbent state senator Carole Migden, and they’ll have to put aside their differences just a few months later.

Downtown, while soundly defeated this time around, isn’t going to give up. And some parts of the winning coalition — Sup. Sean Elsbernd, for example, who helped with west-side voters, and the San Francisco Planning and Urban Research Association (SPUR), which helped bring more moderate voters into the fold — probably aren’t going to be on the progressive side in Nov. 2008.

But there’s no doubt the Yes on A–No on H campaign was a watershed moment. “I’ve never seen this kind of coalition between labor and environmentalists in the city,” Robert Haaland, a union activist who ran the field campaign, told us. “New relationships were built.”

During his victory speech, Peskin singled out the labor movement for high praise: “This would not have happened if it were not for our incredible brothers and sisters in the house of labor.” He also thanked the San Francisco Bicycle Coalition and environmental groups — and agreed that the labor-environmental alliance was significant and unique. “This is the first time in the seven years that I’ve been on the Board of Supervisors where I have seen a true coalition between labor and the environmentalists,” he said.

It’s not clear what we can expect in 2008 from Mayor Gavin Newsom, whom the latest results show finishing with more than 70 percent of the vote, better than some of his own consultants predicted. Newsom endorsed Yes on A–No on H, but he did nothing to support those stands, instead focusing on defeating Question Time proposition E, which narrowly failed.

Will Newsom continue to pay fealty to the biggest losers of this election, the San Francisco Chamber of Commerce and Fisher, who funded No on A–Yes on H and became this year’s antienvironmentalism poster child?

Or will Newsom — who has said little of substance about his plans for 2008 — step to the front of the transit-first parade and try to drive a wedge in the labor-environmentalist-progressive coalition that achieved this election’s biggest come-from-behind victory?

 

MONEY AND PEOPLE

The Yes on A–No on H campaign was a striking combination of good ground work by volunteers committed to alternative transportation and solid fundraising that allowed for many mailers and a sophisticated voter identification, outreach, and turnout effort.

“We worked the Muni a lot in the last days, particularly in areas where we thought there were a lot of young people,” Stearns said.

Polls commissioned by the Yes on A–No on H campaign showed that Prop. H, which would have deregulated parking and attracted more cars downtown, was winning by 54–39 percent as of Aug. 30. By Oct. 25 that lead had narrowed to 40–41 percent, a trend that gave the campaign hope that a big final push would produce a solid margin of victory, particularly given that more detailed polling questions showed support dropped fast once voters were educated on the real potential impacts of the measure.

Prop. A was much closer throughout the race, particularly given that both daily newspapers and left-leaning Sups. Gerardo Sandoval and Jake McGoldrick opposed it and even the Green Party couldn’t reach consensus on an endorsement.

“This could have meant a lot of arrows from a lot of directions,” Stearns said.

Campaign leaders Peskin, Haaland, and Stearns were so worried about Prop. A being defeated — and about not having the money for a big final telephone canvas in the final days — that they decided to make last-minute appeals for money.

“I’ve been a nervous wreck about this,” Haaland said of the campaign on election night.

On the evening of Nov. 3, he placed an anxious call to Peskin, suggesting that the latter make an appeal for money to Clint Reilly, a real estate investor who has often helped fund progressive efforts.

Peskin agreed and asked Stearns to help him make the pitch — and the two men drove to Reilly’s Seacliff home at 10 p.m. on Nov. 3.

“Prop. A just struck me as a nice, decent, positive message,” Reilly told the Guardian at the election night party, which he attended with his wife, Janet Reilly, a former State Assembly candidate.

Sharing Peskin and the campaign’s concerns that Prop. A was in trouble, Reilly cut a check for $15,000, which was enough to keep the phone banks going and help give the measure a narrow margin of victory.

But the money alone wasn’t enough for this mostly volunteer-run campaign.

“The push we made on the last five days of this campaign was just incredible,” campaign manager Natasha Marsh told us. “We had close to 500 volunteers on that last four days.”

 

A DIFFERENT CITY

The campaign also developed an extensive list of potentially supportive absentee voters — fully half of them Chinese speaking — who were then contacted with targeted messages.

Rosa Vong-Chie, who coordinated the voter outreach effort, said the messages about climate change, clean air, and Fisher’s involvement worked well with English-language voters. Chinese speakers didn’t care as much about Fisher, so campaign workers talked to them about improving Muni service.

The absentee-voter drive (and the push among Chinese-language voters) was unusual for a progressive campaign — and the fact that Prop. A did so well among typically conservative absentee voters was a testament to the effort’s effectiveness.

Elsbernd, one of the most conservative members of the Board of Supervisors, crossed many of his political allies to support the Yes on A–No on H campaign, and his involvement helped win over west-side voters and demonstrated that environmentalism and support for transit shouldn’t be just progressive positions.

“It’s great for public transit riders. It reinforces that this is a transit-first city…. Public transit is not an east-side issue,” Elsbernd told us, adding that the election was also a victory for political honesty. “It shows that people saw through the campaign rhetoric.”

The Fisher-funded rhetoric relied on simplistic appeals to drivers’ desire for more parking and used deceptive antigovernment appeals, trying to capitalize on what he clearly thought was widespread disdain for the Board of Supervisors.

“The attacks against the board didn’t work,” Peskin said, noting that in election after election the supervisors have shown that they “have much longer coattails than the chief executive of San Francisco.”

“I think it’s a pretty thorough rejection of Don Fisher’s agenda. He was not able to fool the voters,” said Tom Radulovich, director of Livable City and a BART director, who was active in the campaign. “This was about transit and what’s best for downtown. We should be very proud as a city.”

 

NOW WHAT?

The day after the El Rio party, at the monthly Car Free Happy Hour — a gathering of alternative-transportation activists and planners — there was excited talk of the previous night’s electoral triumph, but it quickly turned to the question of what’s next.

After all, progressives proved they could win in a low-turnout election against a poll-tested, attractive-sounding, and well-funded campaign. And given that the number of signatures needed to qualify an initiative for the ballot is a percentage of the voters in the last mayor’s race, it suddenly seems easy to meet that standard.

Some of the ideas floated by the group include banning cars on a portion of Market Street, having voters endorse bus rapid-transit plans and other mechanisms for moving transit quicker, levying taxes on parking and other auto-related activities to better fund Muni, and exempting bike, transit, and pedestrian projects from detailed and costly environmental studies (known as level of service, or LOS, reform to transportation planners).

“There’s a lot of potential to move this forward,” Haaland said later. “We can talk about creating a real transit-justice coalition.”

There’s also a downside to the low turnout: downtown can more easily place measures on the ballot or launch recall drives against sitting supervisors, which would force progressives to spend time and money playing defense.

But overall, for an election that could have been a total train wreck for progressives, the high-profile victory and the new coalitions suggest that the movement is alive and well, despite Newsom’s reelection.

I called labor activist Robert Haaland a few days after the election to chat about what the victory of Proposition A meant, and I wound up interrupting his vacation in Maui. I shouldn’t feel so bad — anyone who takes his cell phone on vacation and returns calls from political reporters has nobody to blame but himself … but still, I wanted to get off the phone quickly and let him get back to his sun and sand and Bikram yoga.

It wasn’t happening. Even from Hawaii, even with all of us in a celebratory mood over the way the progressives stomped Don Fisher, Haaland had a somber note to share.

"Queer progressives were missing in action on Props. A and H," he told me. "I think they were spending all their time fighting over Mark and Carole."

What he meant, of course, was that people active in the LGBT community spent their energy these past two months in organizing (and bickering over) the Harvey Milk Lesbian, Gay, Bisexual, Transgender Democratic Club’s endorsement for the June 2008 State Senate race. The two candidates, Assemblymember Mark Leno and incumbent Carole Migden, are both, generally speaking, progressive politicians. They both have active, loyal groups of LGBT supporters, and they have both poured considerable effort into getting the Milk club endorsement, which puts a stamp of progressive legitimacy on the winner.

But if you’ve followed the whole mess on the www.sfbg.com politics blog, you know it’s been nasty and bitter. The meeting at which the club decided (or maybe didn’t decide) when to schedule its formal endorsement vote was a mess of procedural questions, shouting, alleged violations of Robert’s Rules of Order, utter confusion at the end, and recriminations afterward. A lot of people who used to like one another are still steaming about it, using epithets we typically save for the Republicans in Washington DC.

I’ve said this before, and I’m going to do it again, as loud as I can:

Knock it off. All of you.

Look: Leno is running against Migden. You can think that’s a bad and divisive political idea or you can think that he has every right to seek office in a democracy and hold an incumbent accountable. It doesn’t matter; the race is on. Next June we’ll all be voting for one or the other.

And five months later control of the San Francisco Board of Supervisors will be in the balance, and we will desperately need a united progressive front to make sure that Gavin Newsom’s allies don’t win. We can’t afford to be mad at one another. We can’t afford an ugly progressive split. We can’t afford to let the Leno-Migden race devolve into personal attacks. We can’t be demonizing one another.

Don’t start with your he-did-it-first-she-did-it-first stuff either. Nobody’s completely innocent here; both sides have said and done things that have inflamed the situation.

I’m an idealist and an optimist; that’s how I survive. I actually believe that this city, and this movement, is mature enough politically to have a race like Migden vs. Leno without leaving lasting scars that will hurt all of our causes for years to come.

But when I mentioned to a downtown operative the other day that I was worried that people like Debra Walker and Howard Wallace will wind up hating each other, he told me gleefully that "Don Fisher would happily pay money to see that."

Think about it.

Goldie winner — Film: Kerry Laitala

A casual observer might simply call Kerry Laitala a filmmaker and leave it at that. But anyone who’s seen her spooky, intricate, delightfully creative works, including 2003’s Out of the Ether, 2005’s Torchlight Tango, and 2006’s Muse of Cinema, would certainly disagree. A self-described "media artist-archaeologist" whose art hinges not just on subject matter but on the physical manipulation of film stock, Laitala makes movies for viewers who’re willing to leave their preconceived notions about cinema at the screening-room door.

"Ninety-nine point nine percent of the people in the world don’t know what [experimental film] is," she said from the living room of her San Francisco apartment. The eclectic decor includes an array of Halloween decorations that Laitala displays year-round, stacks and stacks of books, and curiosities seemingly plucked from a cabinet of dusty Victorian delights. "A lot of people don’t like [experimental film] because it doesn’t fulfill their expectations of what cinema should be. They’re not interested in engaging with something that they’re not familiar with. That’s just human nature."

Having a limited audience doesn’t bother Laitala, who’s been making films since high school. She was first inspired after seeing a 16mm archival print of the Hindenburg explosion. "I was blown away by the paradox of how beautiful it was and how tragic it was too. How horrific and simultaneously incredible it was."

In college at the Massachusetts College of Art and grad school at the San Francisco Art Institute, Laitala pursued experimental filmmaking. At MassArt, "I saw Joseph Cornell’s Rose Hobart when I was 18 or 19 years old. That was where I became interested in experimental film and working with a medium in a way that’s more personal."

Since the late 1980s, Laitala has completed an impressive array of short films, installations, and projector performance works (including 2007’s Hocus Pocus, ABRACADABRA, recently staged at Francis Ford Coppola’s Napa Valley winery). Her art has screened all over the United States, Europe, and Asia, and she’s about to head down under for her Australian debut. The reason for her international popularity is clear: even if only point-one percent of the population embraces experimental film, Laitala’s works are exceptional — and anyone with a pair of eyeballs, even a befuddled popcorn-movie fan, can see it. Muse of Cinema, a 20-minute re-creation of the experience of going to the movies when movies were still being born, makes use of a serendipitous flea market find: antique magic lantern slides. The result is inspired, multilayered, and visually astonishing.

Five years in the making, Muse of Cinema also highlights Laitala’s technical skills. I asked her to explain hand processing, the technique she uses to create her vivid images. She told me, "After you’ve exposed your film in the camera, you have an image on the film, but you can’t see it. It’s a latent image. In order to bring the image out to the viewer’s eyes when you project it, you have to process it. You can either have a lab do that or you can do it yourself. When you process it yourself, you can manipulate the material. You’d have the pay a lab a lot more money to do that, but also [when you do it yourself] you have a lot more control. Oftentimes it has a handmade look to it because there might be certain kinds of idiosyncrasies with the way that you do the hand processing that’s different than how a lab would do it, where everything’s in a very standardized, sterile setting. With hand processing you can get a lot of interesting effects that are very hard to replicate digitally."

Muse of Cinema‘s soundtrack, created in collaboration with Robert Fox, is similarly complex, an evocative mix of sound effects and music snippets. Because they require her to gather plenty of material for her images and her soundtrack — and endlessly manipulate both to achieve the effects she desires — Laitala’s films are labor-intensive, which is part of the reason she enjoys making them. "I get a lot of ideas during the process of working with the material," she said. "You discover things that you would never set out to achieve if you had everything mapped out from beginning to end. I think a lot of artists work that way. People keep saying, ‘You gotta stop using the phrase experimental film, because experimental film makes it sound like you don’t know what you’re doing.’ It’s a really tricky thing. A lot of people call themselves film artists. You’re working with a medium in the same way that a painter would work with paint. You’re working directly with the stuff itself."

In a follow-up e-mail after our meeting, Laitala further explained herself: "My process is organic, utilizing elliptical forms, allowing my projects to evolve and become entities unto themselves. I am more interested in ideas that arise in a nonlinear fashion where my images can carry myriad meanings, for literal connotations are limiting." And there’s no limit to what this talented artist can achieve.

The Yes on A victory

Lots of celebration at the Yes on A/No on H party at El Rio. Robert Haaland, who ran the field campaign, was justifiably exuberant — the passage of A and defeat of H, which appears all but certain, was a demonstration that even in a low-turnout election, progressives can prevail. The labor-and-environmental-backed campaign did an extensive absentee-voter effort, extensive get-out-the-vote and effective mail. It helped that Sup. Aaron Peskin helped raise more than $400,000 for the battle.

Peskin said the results were a great victory for the battle against global warming, which is true — but it was also a victory for the president of the board — and for the idea that policy in San Francisco remains centered at the Board of Supervisors.

The polls that political consultants rely on show that the board’s popularity is low compared to the mayor — but on the ground, where it mattered, that wasn’t the case tonight.

Mayor’s race predictions

“However many votes we get,we know the Bay Guardian will say it wasn’t enough.” That’s what Mayor Gavin Newsom’s campaign manager Eric Jaye said in the intro of today’s C.W. Nevius column in the Chronicle, so I thought I might as well address it and get into the political prediction game.
Also in the column, consultant Jim Stearns said of Newsom, “I would expect that he gets 75-85 percent easily.” Stearns is probably the best consultant in town, so I don’t dismiss his numbers, but if Newsom really gets that much, the Bay Guardian will definitely say, “Whoa, that’s a lot.” Even against a weak field, if Newsom gets 80 percent of the vote, he’ll have his voter mandate and be in a strong position to set the agenda in the coming years.
Does that mean the Guardian will roll over and support that agenda? If he does things like legalize gay marriage, support the labor movement, and offer universal health care, you bet. We’ve always been supportive of the mayor when he’s done the right thing, but unfortunately, that doesn’t happen very often, which is why we didn’t endorse him. And we won’t support his efforts to subvert progressive values, no matter what kind of mandate he claims.
But I also think this is a moot point, because my prediction is that he won’t get anywhere near 80 percent.

Meet Fisher’s little helpers. Impertinent question: How did the Gap’s Don Fisher enlist helpers from small business and neighborhood associations in his wrongway campaigns on A and H?

Well, one of Don Fisher’s little helpers is James G. Maxwell, principal architect of Architects II and president of the San Francisco Council of District Merchants Associations.
He sent out an email plea, late Monday afternoon on election eve, trying to help the Republican billiionaire and his downtown buddies round up more little helpers in the small business community to vote against their self interest and help Fisher reverse decades of good transit first planning and jam thousands of more cars into downtown San Francisco for the rich folks in their new highrise condos.

Maxwell was happy in his letter to further highlight and tee up more of Fisher’s little helpers: the Coalition of San Francisco Neighborhoods. Which means that lots of merchants in the various neighborhood merchants associations and lots of residents in the various neighborhood associations found themselves lined up by Maxwell and his allies as Fisher’s little helpers in his ruinous onslaught against good planning and common sense.

Imagine: he wants more cars to service the highrises and downtown (Prop H) at the same time he is opposing a measure to help the Muni (Prop A), which would help the rest of us throughout the entire city. And the associations representing neighborhood business and neighborhood residents get suckered into being little helpers for Don Fisher. Fisher has a lot of explaining to do about his use of child labor in India and the business and residential associations have a lot of explaining to do about their support of Fisher’s wrongway campaign for more cars in San Francisco.

Maxwell repeated that the SFCDM put the measure on the ballot. But he was doing the bidding of Fisher, who was the driving force and major donor behind H. See the attached Steve Jones story. For more on the little helpers, see the Ammianoliners.

Postscript l: Let me be specific about Fisher’s involvement in H. He has personally given about $250,000 to the No on A/Yes on H campaign, funding the signature gathering initially and splitting the cost with condo developer WebCor. Fisher has since funded the mailers and the consulting fees for Jim Ross.

Postscript 2: I am happy to report that the Potrero Merchants Association figured out the issue quickly and refused to go along with the Fisher measure. B3

Don Fisher attacks the supes

The Chron story Sunday portrayed the battle over transportation policy in San Francisco as Don Fisher vs. Aaron Peskin, but actually, Fisher is going further. He’s mounting an all-out attack on the Board of Supervisors — and a pro-Newsom campaign committee is helping out.

Fliers that went to the west side of town attack the supervisors as childish — and attack Prop. A as “another transportation solution from the Board of Supervisors.” The first flier is from the campaign against Prop. E — that’s question time, the measure that would require the mayor to appear before the board once a month. The second is from Fisher’s campaign against Prop. A.

The nearly identical messages aren’t a coincidence — the fliers have the same return address (150 Post St. Suite 405, the office of campaign lawyer Jim Sutton) and both were done by Rich Schlackman, a campaign consultant who is working with both No on A and No on E.

The plan, clearly, is to make people think the supes are idiots — then saddle Prop. A with that image. The fact that Schlackman, who is one of nation’s top direct-mail experts and who also works with Nathan Nayman and the Committee on JOBS, has adopted this strategy signals downtown’s continuing effort to go after the district-elected board. Expect more of this crap in the months to come.

BY THE WAY: The battle over Props. A and H is still close. Labor and environmental groups had 250 people out on the streets talking up Yes on A and No on H over the weekend, but if people don’t turn out to vote, Don Fisher could get his way.

The Yes on A/No on H party is Tuesday night at El Rio.

Dean Singleton still hates your stupid union

The Denver Post, flagship paper for Dean Singleton’s MediaNews chain, went on a blinding-mad rampage against Colorado’s governor in a rare front-page editorial Nov. 4.

If there was any doubt in your mind that Dean “Pinkerton” Singleton hates labor unions, this should be enough to dispel it right away. In a 2003 profile of Singleton that appeared in the Columbia Journalism Review, Scott Sherman explains that Singleton receives regular calls from the Post‘s editorial-page editor to finalize the paper’s opinion pieces before going to press.

But placing Singleton’s deep animosity toward labor unions on the front page would make even William Randolph Hearst blush. Perhaps we shouldn’t be surprised that they share similar qualities.

In the editorial, the Post decries Colorado Gov. Bill Ritter as “a toady for labor bosses” and “a bag man for labor unions.” Ritter signed an executive order Nov. 2 giving unions that represent state employees official recognition and bargaining powers covering such crazy bullshit Communist principles like improved health care, wages and workplace safety.

A news story that ran in the Post shortly after the announcement implies bargaining will be a bad deal for state workers, and another suggested bidness would flee the state as a result of the decision, a common refrain from anti-union factions.

According to the editorial:

“When Coloradans elected Bill Ritter as governor, they thought they were getting a modern-day version of Roy Romer, a pro-business Democrat. Instead, they got Jimmy Hoffa. Ritter campaigned under the guise of a moderate “new Democrat” but now we know he’s simply a toady to labor bosses and the old vestiges of his party — a bag man for unions and special interests. The governor on Friday unveiled his plan to drive up the cost of doing business in Colorado by forcing collective bargaining on thousands of state employees. We’re concerned this may be the beginning of the end of Ritter as governor.”

Singleton’s MediaNews empire snapped up nearly every major newspaper in the Bay Area except the Chronicle last year in a complex series of buyouts. The union representing Oakland Tribune employees has since charged Singleton with trying to stamp out guild representation there.

Mr. Fisher’s little helpers

Political note from B3: Let us not forget that the Gap’s Don Fisher, of child labor in India fame, is the inspiration and main funder for one of the most wrong=headed propositions in San Francisco history. That would be Prop H, which would open the floodgates to more parking and more cars for the highrise condos in downtown San Francisco and damage years of transit first transportation planning. OPINION The mainstream media talking heads like to claim that everything changed after Sept. 11. Like most of the slogans of the MSM, this is nonsense; events in Iraq continue to reveal just how stuck on pre– Sept. 11 assumptions the current national political class remains. In that sense, Sept. 11 has changed nothing.

What will really change everything is the expanding awareness of global warming and of the central role played by the automobile in climate change. Yet as with all truly major changes, the politics of global warming lags behind the physical realities imposed by science. That’s especially true at the local level, where large, important issues get translated into policy proposals and programs — programs that people have to vote and pay for if the changes are going to occur.

Nobel Prizes and Academy Awards may demonstrate broad acceptance of the idea of global warming, but it is the passage of local policies and the allocation of local tax dollars that will or will not get Americans out of their cars and into a vastly improved, publicly financed transit system that is the necessary first step in reversing this nation’s major contribution to the production of CO2.

The primary source of San Francisco’s main greenhouse gas is the private automobile. Proposition A on the November ballot seeks to take the first, halting steps toward reducing CO2 emissions by giving transit-first policies some additional local funding and the city the policy power to limit new parking when it interferes with transit. Prop. A is not the gold standard of policy that will eradicate, with one vote, all greenhouse gases in San Francisco. There is no such single measure — and even if there were, the politics around a dramatic reduction of that sort have yet to created. But Prop. A makes the clear connection between reducing dependence on cars and improving public transit — a necessary building block in creating an urban politics around a solution to global warming that would unite local officials, rational developers, labor, transit advocates, environmentalists, and community residents into a single constituency for change.

But this is still the United States, where a majority of us seem to believe that the Constitution grants us the right to park no more than 30 feet from wherever we want to go. Enter billionaire Don Fisher, of child-labor fame, a true believer in the guarantee of private car use. He has placed Proposition H, which sounds like a sure winner, on the ballot, giving us what he thinks we want for free: parking, parking, parking. His measure would amend some 60 pages of the Planning Code and change, in one measure, public policy from transit first to cars first. He’s betting that his money and his pro-parking values will strangle in its cradle the emerging politics of creating a majority for practical solutions to greenhouse gas production in urban America.

And he just might be right: the politics of global warming has yet to be created, while the politics of parking has long held sway in San Francisco. 2

San Francisco is at a crossroads. The streets are congested, Muni has slowed to a crawl, greenhouse gas emissions are at all-time highs, and the towers of new housing now being built threaten to make all of these transportation-related problems worse.

The problems are complicated and defy simply sloganeering — but they aren’t unsolvable. In fact, there’s remarkable consensus in San Francisco about what needs to be done. The people with advanced degrees in transportation and city planning, the mayor and almost all of the supervisors, the labor and environmental movements, the urban planning organizations, the radical left and the mainstream Democrats — everyone without an ideological aversion to government is on the same page here.

The city planners and transportation experts, who have the full support of the grass roots on this issue, are pushing a wide range of solutions: administrative and technical changes to make Muni more efficient, innovative congestion management programs, high-tech meters that use market principles to free up needed parking spaces, creative incentives to discourage solo car trips, capital projects from new bike and rapid-transit lanes to the Central Subway and high-speed rail, and many more ideas.

In fact, the coming year promises a plethora of fresh transportation initiatives. The long-awaited Transit Effectiveness Project recommendations come out in early 2008, followed by those from the San Francisco County Transportation Authority’s Mobility, Access, and Pricing Study (an unprecedented, federally funded effort to reduce congestion here and in four other big cities), an end to the court injunction against new bicycle projects, and a November bond measure that would fund high-speed rail service between downtown San Francisco and Los Angeles.

But first, San Franciscans have to get past a few downtown developers and power brokers who have a simplistic, populist-sounding campaign that could totally undermine smart transportation planning.

On Nov. 6, San Franciscans will vote on propositions A and H, two competing transportation measures that could greatly help or hinder the quest for smart solutions to the current problems. Prop. A would give more money and authority to the San Francisco Metropolitan Transportation Agency while demanding it improve Muni and meet climate change goals.

Prop. H, which was placed on the ballot by a few powerful Republicans, most notably Gap founder Don Fisher (who has contributed $180,000 to the Yes on H campaign), would invalidate current city policies to allow essentially unrestricted construction of new parking lots.

New parking turns into more cars, more cars create congestion, congestion slows down bus service, slow buses frustrate riders, who get back into their cars — and the cycle continues. It’s transit against traffic, and the stakes couldn’t be higher.

"If we are serious about doing something about global warming, it’s time to address the elephant in the room: people are going to have to drive less and take transit more" was how the issue was framed in a recent editorial cowritten by Sup. Sean Elsbernd, arguably the board’s most conservative member, and Sup. Aaron Peskin, who wrote Prop. A.

Peskin says Prop. H, which Prop. A would invalidate, is the most damaging and regressive initiative he’s seen in his political life. But the battle for hearts and minds won’t be easy, because the downtown forces are taking a viscerally popular approach and running against city hall.

The San Francisco Examiner endorsed Prop. H on Oct. 22, framing the conflict as between the common sense of "your friends and neighbors" and "a social-engineering philosophy driven by an anti-car and anti-business Board of Supervisors." If the Examiner editorialists were being honest, they probably also should have mentioned Mayor Gavin Newsom, who joins the board majority (and every local environmental and urban-planning group) in supporting Prop. A and opposing Prop. H.

The editorial excoriates "most city politicians and planners" for believing the numerous studies that conclude that people who have their own parking spots are more likely to drive and that more parking generally creates more traffic. The Planning Department, for example, estimates Prop. H "could lead to an increase over the next 20 years of up to approximately 8,200–19,000 additional commute cars (mostly at peak hours) over the baseline existing controls."

"Many, many actual residents disagree, believing that — no matter what the social engineers at City Hall tell you — adding more parking spaces would make The City a far more livable place," the Examiner wrote.

That’s why environmentalists and smart-growth advocates say Prop. H is so insidious. It was written to appeal, in a very simplistic way, to people’s real and understandable frustration over finding a parking spot. But the solution it proffers would make all forms of transportation — driving, walking, transit, and bicycling — remarkably less efficient, as even the Examiner has recognized.

You see, the Examiner was opposed to Prop. H just a couple of months ago, a position the paper recently reversed without really explaining why, except to justify it with reactionary rhetoric such as "Let the politicians know you’re tired of being told you’re a second-class citizen if you drive a car in San Francisco."

Examiner executive editor Jim Pimentel denies the flip-flop was a favor that the Republican billionaire who owns the Examiner, Phil Anschutz, paid to the Republican billionaire who is funding Prop. H, Fisher. "We reserve the right to change on positions," Pimentel told me.

Yet it’s worth considering what the Examiner originally wrote in an Aug. 2 editorial, where it acknowledged people’s desire for more parking but took into account what the measure would do to downtown San Francisco.

The paper wrote, "Closer examination reveals this well-intentioned parking measure as a veritable minefield of unintended consequences. It could actually take away parking, harm business, reduce new housing and drive out neighborhood retail. By now, Californians should be wary of unexpected mischief unleashed from propositions that legislate by direct referendum. Like all propositions, Parking For Neighborhoods was entirely written by its backers. As such, it was never vetted by public feedback or legislative debate. If the initiative organizers had faced harder questioning, they might have recognized that merely adding parking to a fast-growing downtown is likely to make already-bad traffic congestion dramatically worse."

The San Francisco Transportation Authority’s Oct. 17 public workshop, which launched the San Francisco Mobility, Access, and Pricing Study, had nothing to do with Props. A and H — at least not directly. But the sobering situation the workshop laid out certainly supports the assessment that drawing more cars downtown "is likely to make already-bad traffic congestion dramatically worse."

City planners and consultants from PBS&J offered some statistics from their initial studies:

San Francisco has the second-most congested downtown in the country, according to traffic analysts and surveys of locals and tourists, about 90 percent of whom say the congestion is unacceptably bad compared to that of other cities.

Traffic congestion cost the San Francisco economy $2.3 billion in 2005 through slowed commerce, commuter delays, wasted fuel, and environmental impacts.

The length of car trips is roughly doubled by traffic congestion — and getting longer every year — exacerbating the fact that 47 percent of the city’s greenhouse gas emissions come from private cars. Census data also show that more San Franciscans get to work by driving alone in their cars than by any other mode.

Traffic has also steadily slowed Muni, which often shares space with cars, to an average of 8 mph, making it the slowest transit service in the country. Buses now take about twice as long as cars to make the same trip, which discourages their use.

"We want to figure out ways to get people in a more efficient mode of transportation," Zabe Bent, a senior planner with the TA, told the crowd. She added, "We want to make sure congestion is not hindering our growth."

The group is now studying the problem and plans to reveal its preliminary results next spring and recommendations by summer 2008. Among the many tools being contemplated are fees for driving downtown or into other congested parts of the city (similar to programs in London, Rome, and Stockholm, Sweden) and high-tech tools for managing parking (such as the determination of variable rates based on real-time demand, more efficient direction to available spots, and easy ways to feed the meter remotely).

"As a way to manage the scarce resource of parking, we would use pricing as a tool," said Tilly Chang, also a senior planner with the TA, noting that high prices can encourage more turnover at times when demand is high.

Yet there was a visceral backlash at the workshop to such scientifically based plans, which conservatives deride as social engineering. "I don’t understand why we need to spend so much money creating a bureaucracy," one scowling attendee around retirement age said. There were some murmurs of support in the crowd.

Rob Black, the government affairs director for the San Francisco Chamber of Commerce, which is the most significant entity to oppose Prop. A and support Prop. H, was quietly watching the proceedings. I asked what he and the chamber thought of the study and its goals.

"We have mixed feelings, and we don’t know what’s going to happen," Black, who ran unsuccessfully against Sup. Chris Daly last year, told me. "The devil is in the details."

But others don’t even want to wait for the details. Alex Belenson, an advertising consultant and Richmond District resident who primarily uses his car to get around town, chastised the planners for overcomplicating what he sees as a "simple" problem.

Vocally and in a four-page memo he handed out, Belenson blamed congestion on the lack of parking spaces, the city’s transit-first policy, and the failure to build more freeways in the city. Strangely, he supports his point with facts that include "Total commuters into, out of, and within San Francisco have only increased by 206,000 since 1960 — more than 145,000 on public transit."

Some might see those figures, derived from census data, as supporting the need for creative congestion management solutions and the expansion of transit and other alternative transportation options. But Belenson simply sees the need for 60,000 new parking spaces.

As he told the gathering, "If someone wants to build a parking lot and the market will support it, they should be able to."

The San Francisco Planning and Urban Research Association (SPUR) is generally allied with the downtown business community on most issues, but not Props. A and H, which SPUR says could be unmitigated disasters for San Francisco.

"SPUR is a pro-growth organization, and we want a healthy economy. And we think the only way to be pro-business and pro-growth in San Francisco is to be transit reliant instead of car reliant," SPUR executive director Gabriel Metcalf told me in an interview in his downtown office.

He agreed with Belenson that the free market will provide lots of new parking if it’s allowed to do so, particularly because the regulatory restrictions on parking have artificially inflated its value. "But the negative externalities are very large," Metcalf said, employing the language of market economics.

In other words, the costs of all of that new parking won’t be borne just by the developers and the drivers but by all of the people affected by climate change, air pollution, congested commerce, oil wars, slow public transit, and the myriad other hidden by-products of the car culture that we are just now starting to understand fully.

Yet Metcalf doesn’t focus on that broad critique as much as on the simple reality that SPUR knows all too well: downtown San Francisco was designed for transit, not cars, to be the primary mode of transportation.

"Downtown San Francisco is one of the great planning success stories in America," Metcalf said. "But trips to downtown San Francisco can’t use mostly single-occupant vehicles. We could never have had this level of employment or real estate values if we had relied on car-oriented modes for downtown."

Metcalf and other local urban planners tell stories of how San Francisco long ago broke with the country’s dominant post–World War II development patterns, starting with citizen revolts against freeway plans in the 1950s and picking up stream with the environmental and social justice movements of the 1960s, the arrival of BART downtown in 1973, the official declaration of a transit-first policy in the ’80s, and the votes to dismantle the Central and Embarcadero freeways.

"We really led the way for how a modern dynamic city can grow in a way that is sustainable. And that decision has served us well for 30 years," Metcalf said.

Tom Radulovich, a longtime BART board member who serves as director of the nonprofit group Livable City, said San Franciscans now must choose whether they want to plan for growth like Copenhagen, Denmark, Paris, and Portland, Ore., or go with auto-dependent models, like Houston, Atlanta, and San Jose.

"Do we want transit or traffic? That’s really the choice. We have made progress as a city over the last 30 years, particularly with regard to how downtown develops," Radulovich said. "Can downtown and the neighborhoods coexist? Yes, but we need to grow jobs in ways that don’t increase traffic."

City officials acknowledge that some new parking may be needed.

"There may be places where it’s OK to add parking in San Francisco, but we have to be smart about it. We have to make sure it’s in places where it doesn’t create a breakdown in the system. We have to make sure it’s priced correctly, and we have to make sure it doesn’t destroy Muni’s ability to operate," Metcalf said. "The problem with Prop. H is it essentially decontrols parking everywhere. It prevents a smart approach to parking."

Yet the difficulty right now is in conveying such complexities against the "bureaucracy bad" argument against Prop. A and the "parking good" argument for Prop. H.

"We are trying to make complex arguments, and our opponents are making simple arguments, which makes it hard for us to win in a sound-bite culture," Radulovich said.

"Prop. H preys on people’s experience of trying to find a parking space," Metcalf said. "The problem is cities are complex, and this measure completely misunderstands what it takes to be a successful city."

When MTA director Nathaniel Ford arrived in San Francisco from Atlanta two years ago, he said, "it was clear as soon as I walked in the door that there was an underinvestment in the public transit system."

Prop. A would help that by directing more city funds to the MTA, starting with about $26 million per year. "I don’t want to say the situation is dire, but it’s certainly not going to get better without some infusion of cash to get us over the hump," Ford told the Guardian recently from his office above the intersection of Market and Van Ness.

The proposed extra money would barely get this long-underfunded agency up to modern standards, such as the use of a computer routing system. "We actually have circuit boards with a guy in a room with a soldering iron keeping it all together," Ford said with an incredulous smile.

The other thing that struck Ford when he arrived was the cumbersomeness of the MTA’s bureaucracy, from stifling union work rules to Byzantine processes for seemingly simple actions like accepting a grant, which requires action by the Board of Supervisors.

"Coming from an independent authority, I realized there were a lot more steps and procedures to getting anything done [at the MTA]," he said. "Some of the things in Prop. A relax those steps and procedures."

If it passes, Ford would be able to set work rules to maximize the efficiency of his employees, update the outdated transit infrastructure, set fees and fines to encourage the right mix of transportation modes, and issue bonds for new capital projects when the system reaches its limits. These are all things the urban planners say have to happen. "It should be easy to provide great urban transit," Metcalf said. "We’re not Tracy. We’re not Fremont. We’re San Francisco, and we should be able to do this."

Unfortunately, there are political barriers to such a reasonable approach to improving public transit. And the biggest hurdles for those who want better transit are getting Prop. A approved and defeating Prop. H.

"It’s clear to people who have worked on environmental issues that this is a monumental election," said Leah Shahum, director of the San Francisco Bicycle Coalition and an MTA board member. "San Francisco will choose one road or the other in terms of how our transportation system affects the environment. It will really be transit or traffic."

Shahum said the combination of denying the MTA the ability to improve transit and giving out huge new parking entitlements "will start a downward spiral for our transit system that nobody benefits from."

"We are already the slowest-operating system in the country," Ford said, later adding, "More cars on the streets of San Francisco will definitely have a negative impact on Muni."

But even those who believe in putting transit first know cars will still be a big part of the transportation mix.

"All of it needs to be properly managed. There are people who need to drive cars for legitimate reasons," Ford said. "If you do need to drive, you need to know there are costs to that driving. There is congestion. There are quality impacts, climate change, and it hurts transit."

"There are parking needs out there, and the city is starting to think of it in a more responsive way. We don’t need this to create more parking," Shahum said. "If folks can hold out and beat down this initiative, I do think we’re headed in the right direction."

Yet the Yes on A–No on H campaign is worried. Early polling showed a close race on Prop. A and a solid lead for Prop. H.

Fisher and the groups that are pushing Prop. H — the Council of District Merchants, the SF Chamber of Commerce, and the San Francisco Republican Party — chose what they knew would be a low-turnout election and are hoping that drivers’ desires for more parking will beat out more complicated arguments.

"The vast majority of San Franciscans call themselves environmentalists, and they want a better transit system," Shahum said, noting that such positions should cause them to support Prop. A and reject Prop. H. "But they’re at risk of being tricked by a Republican billionaire’s initiative with an attractive name…. Even folks that are well educated and paying attention could be tricked by this."

For Metcalf and the folks at SPUR, who helped write Prop. A, this election wasn’t supposed to be an epic battle between smart growth and car culture.

"For us, in a way, Prop. A is the more important measure," Metcalf said. "We want to focus on making Muni better instead of fighting about parking. We didn’t plan it this way, but the way it worked out, San Francisco is at a fork in the road. We can reinforce our transit-oriented urbanity or we can create a mainly car-dependent city that will look more like the rest of America."

Campaign sewer overflows

The flow of election cash is often a filthy river that you wouldn’t want to drink from, and a recent local lawsuit, coupled with a new bit of state legislation, has muddied the waters even more.

On Sept. 20, US District Court Judge Jeffery S. White granted a preliminary injunction preventing the city from enforcing key sections of its Campaign Finance Reform Ordinance.

Two local groups with a sordid history of influencing elections with large chunks of cash — the Building Owners and Managers Association and the Committee on Jobs — argued in court that campaign contribution limits violate the First Amendment by financially curbing the ability to communicate a message (see "Pressing the Scales," 8/22/07). The contribution limits of independent-expenditure committees stumping for candidates were set by the voter-passed Proposition O in 2000 after the 1999 reelection of Mayor Willie Brown, in which deep-pocketed business interests backed the mayor in exchange for preferential treatment by city hall.

Prop. O capped contributions to IEs at $500, and people and corporations are allowed to give no more than $3,000 total (e.g., $500 each to six committees).

Those caps are no longer enforceable.

Similar injunctions have been granted in San Jose and Oakland, also destroying local contribution caps in those cities. San Jose appealed to the 9th Circuit Court of Appeals and is waiting for a ruling. Ann O’Leary, a lawyer in City Attorney Dennis Herrera’s office, told us San Francisco is waiting to see what happens in San Jose before making the next move, though an appeal is planned regardless of that outcome. In the past the Supreme Court has ruled that the appearance of corruption in elections is sufficient grounds for restricting campaign contributions, and San Francisco’s history provides ample examples from which to draw to support that decision.

"We don’t know if it will get back to court before November 2008," O’Leary said of the case, "but it’s certainly something to watch in that election."

Meanwhile, over in Sacramento, legislators on cruise control recently passed a bill that may make it impossible for San Francisco to write its election laws anyway. Gov. Arnold Schwarzenegger just signed Assembly Bill 1430, and according to the legislative digest, the new law "prohibits local governments from adopting campaign finance ordinances that restrict communications between an organization and its members unless state law similarly restricts such communications, or by regulation by the Fair Political Practices Commission."

Proponents say the new law will resolve conflicting interpretations of campaign finance regulations, but opponents say it preserves wide-open loopholes in the Political Reform Act that local jurisdictions have tried to close. For example, a person may be prohibited by the city from giving more than $500 to support a certain candidate. That person can, however, give as much as $30,200 to the Democratic Party, which can then "communicate" a message of support for that candidate to its members.

A recent and egregious example: in San Diego the county Republican Party spent almost $1 million on local races in 2006.

The bill was authored by Carlsbad Republican Martin Garrick and flew through the State Assembly unopposed. Assemblymember Mark Leno told us it came to the Elections Committee, on which he sits, with no vocal opposition, so he gave it an aye. One of his aides, however, became concerned and started making calls. Eventually, Common Cause and the League of Women Voters rallied against it, but it only hit a speed bump in the State Senate. There was still too much support from the Democrats to kill it. Leno said, "It’s an uncommon situation to have the left and right supporting something that in fact runs counter to local election laws."

Only nine senators opposed the bill, including Carole Migden and Leland Yee. "She thought it was an end around campaign finance laws," Migden aide Eric Potashner told us.

San Francisco’s Ethics Commission also took a look at the bill and gave it a 5–0 thumbs-down, resolving to send a letter to both the mayor and the Board of Supervisors urging them to speak against it. Neither did. "The Mayor supports AB1430," his press secretary, Nathan Ballard, told us by e-mail. "He has some concerns about the local control issue, but ultimately those concerns are overridden by his belief that groups like labor unions and the Democratic Party should be allowed to communicate directly with their members."

The governor’s signature now makes it more difficult to pass future measures like Prop O.

Neither the injunction nor the new law seems to be affecting the Nov. 6 election — the FPPC won’t be ruling on AB 1430 until January, though the commission is holding a hearing for interested people to speak in Sacramento on Nov. 2.

Though BOMA and the Committee on Jobs stated in their filing for the injunction that the law harms their ability to raise and spend money for candidates in this November’s election, nothing on record with the Ethics Commission shows they’ve been putting up a lot of money for Newsom, Kamala Harris, or Michael Hennessey. But there’s always next year.

REVIEW A smaller selection of the poems in A Wall of Two would have been easier to take. Presented here in more than 50 bone-shaking adaptations by poet Fanny Howe, the devastating early works by sisters Henia and Ilona Karmel, survivors of the German concentration camp Buchenwald, are so harrowing I could read only a few at a time. But a lighter load would have detracted from their representation of a horrific captivity and possibly kept us from looking at suffering as the Karmel sisters do: directly in its dirty, doomed face.

When they were sent from Kraków, Poland, to forced labor camps in 1943, Ilona was 17 years old, Henia 20. Amid brutal work shifts behind barbed wire in Germany and Poland, the determined women, bordering on starvation but inspired by an education rich in literature and verse, scribbled poems on stolen work sheets. They sewed them into the hems of their dresses, and Henia, believing that her death was imminent, managed to hand them off, during a forced march near the end of the war, to a cousin, who in turn got them to Henia’s husband, Leon Wolfe. By the time the sisters were reunited with Wolfe, they had suffered mutiutf8g injuries by German tanks and, oddly, had each had one leg amputated.

Smuggled away from such darkness, the poems in A Wall of Two are intimate, physical, sometimes clumsy observations of a dire reality. They home in on a sense of looming threat, evoking the state of captivity as relentlessly as Jacobo Timerman did in sections of Prisoner Without a Name, Cell Without a Number, his 1981 masterpiece of human rights literature. In "A Child’s Vision of Peace," Ilona, who would later win acclaim for her 1986 novel An Estate of Memory (set in the concentration camps), envisions two boys cautiously standing face-to-face. They "grasp hands and hang on / As if they held a hammer and sickle," then suddenly lash out at each other: "Take that, and that." In "The Land of Germany," Henia is surrounded by wires "Barbed and bright / Like mad-dog teeth."

In many of her bleak little songlike poems, Henia scratches lines as stark as etchings on a prison wall: "Cemetery days / One after the other"; "You don’t believe what’s happening here, / Do you, my poor horrified brothers?"; "Sometimes a dream stupidly hangs on" — her verse rendered in Howe’s minimalist adaptations of literal translations from the Polish. Howe writes that she often chose to prune back "dangling clauses" or "excess adjectives" in order to bring forth the essential images in the poems, and such scaled-back lines cast a light on Henia’s brutal irony in "Snapshots":

And do you want to know

what I do for a living?

I’m not joking.

I sort shell casings

It’s the best job

because killing is good

and time passes fast

when the work has a purpose.

Cunning and immediate, poems such as this are sandwiched between remarkable letters and essays, stories and acknowledgements, reminders that if any of the little twists of fate hadn’t occurred, everything could have quickly disappeared — not just the wall of words, but the women fighting behind it. *

I was just settling down to get back into the business of blogging (I have been away at an assembly of the Inter American Press Association in Miami and a convention of the California First Amendment Coalition at USC in Los Angeles) when an ominous email from Washington, D.C., popped up on my computer.

At first I thought it was just more fear-mongering out of the Bush administration, but the head did intrigue me, “Millions of children could be exposed to dangerous toys on Halloween.” It was the announcement for a news conference call with reporters on Tuesday, to release a new report on the “toxic trade of deadly Halloween toys,” toys made in China and being recalled for containing dangerous levels of lead in violation of U.S. safety standards. Halloween was the news peg.

Meanwhile, the word was dire back in San Francisco. The mayor and city fathers were warning people to stay out of the Castro, the gay area that annually sees a tumultuous gathering of hundreds of thousands and police in full riot gear. “HALLOWEEN WARNING: KEEP CLEAR OF THE CASTRO,” trumpeted the San Francisco Chronicle in its Halloween morning edition. “City puts word out: There’s no party, just stay home.”

I was astounded. A full year has gone by since I wrote an almost famous blog disclosing in graphic detail, naming names, what really happened on Halloween Eve in 1951 in my almost famous hometown of Rock Rapids, Iowa. As Halloween seems to spin out of control, the story of Halloween in Rock Rapids is worth retelling, as anybody in the almost famous Hermie Casjens gang would argue. And so I am going to do so.

There weren’t any “deadly Halloween toys” nor any toxic trade thereof nor any tumultuous hordes creating a riot situation in Rock Rapids, but there was a bit of targeted hell raising on Halloween. In fact, it was understood that Halloween was the one night of the year when the more adventurous youth of the town could raise a little hell and hope to stay one step ahead of the cops. Or, in the case of Rock Rapids, the one and only cop, Elmer “Shinny” Sheneberger.

Shinny had the unenviable job of trying to keep some semblance of law and order during an evening when the Hermie Casjens gang was on the loose. Somehow through the years, nobody remembered exactly when, the tradition was born that the little kids would go house to house trick and treating but the older boys could roam the town looking to make trouble and pull off some pranks.

It was all quite civilized. The Casjens gang would gather (no girls allowed) and set out about our evening’s business, being careful to stay away from the houses of watchful parents and Shinny on patrol. Dave Dietz and I specialized in finding cars with keys in the ignition and driving them to the other end of town and just leaving them. We tipped over an outhouse or two, the small town cliche, but one time we thought there was someone inside. We never hung around to find out. There was some mischief with fences and shrubs and swings hanging in back yards.

After an evening of such lusty adventures, we would go home about ll p.m. and tell our parents what we had been up to and how we evaded Shinny the whole evening and they would (generally) be relieved. Shinny would just drive around in his patrol car and shine his lights here and there and do some honking. But somehow he never caught anybody nor made any serious followup investigation. And the targets of our pranks never seemed to make police complaints. I once asked Paul Smith, the editor of the Lyon County Reporter, why he never wrote up this bit of zesty small town lore. “Bruce,” he said, “I don’t want things to get out of hand.” During my era, they never did.

Nonetheless, the city elders decided to keep Halloween devastation to a minimum and scheduled a dance in the Community Building, with the misbegotten idea the pranksters would give up their errant ways and come to the dance. The Casjens Gang would have none of this. In fact it was the year of the dance diversion that we made our most culturally significant contribution to Halloween lore in Rock Rapids. We happened upon a boxcar, loaded with coal, parked on a siding a block or so from Main Street, which also served as a busy main arterial highway for cars coming across northwest Iowa.

It is not clear to this day who came up with the idea of rolling the boxcar across Main Street and blocking all traffic coming from both directions. We massed behind the car and pushed and pushed but it wouldn’t budge. Then Bob Babl came up with a brilliant stroke: to use a special lever his dad used to move boxcars full of lumber for his nearby lumberyard. Bob slipped through a fence behind the yard and somehow managed to find the lever in the dark. We massed again, now some 20 or so strong, behind the car and waited for the signal to push. Willie Ver Meer climbed to the top of the car and wrenched the wheel that set the brakes. We heaved in unison and the car moved slowly on the tracks until it reached the middle of Main Street. Willie gave a mighty heave and ground the car to a dead stop, bang, square in the middle of the street. Almost immediately, the cars started lining up on both sides of the car, honking away. Grace under pressure. An historic event. Man, were we proud.

We slipped away and from a safe distance watched the fruits of our labor unfold. Shinny, the ever resourceful police chief, soon came upon the scene. He strode into the dance in the nearby Community Building and commandeered enough of the dancers to come out and help him move the car back onto its siding. We bided our time and then went back and pushed the car once again into the middle of the street. Jerry Prahl added a nice touch by rolling out a batch of Firestone tires onto the street from his Dad’s nearby store. Suddenly, Main Street was a boxcar- blocked, tire-ridden mess. Again, the cars started lining up, honking away. Then we fled, figuring we were now wanted pranksters and needed to be on the lam.

The Casjens gang and groupies have retold the story through the years at our regular get togethers at the Sportsmen Club bar at Heritage Days in Rock Rapids and at our all-Rock Rapids Cocktail Party and Beer Kegger held in the back lawn of the Mary Rose Babl Hindt house in Cupertino. We would jokingly say that the statute of limitations never runs out in Rock Rapids and so we needed to be careful what we said and ought not to disclose fully the involvement of Dave Dietz, Hermie Casjens, Ted Fisch, Ken Roach, Jerry Prahl, Bob Babl, Romain Hahn, Willie Ver Meer, and lots of others, some who were there working in peril, others who declared they were there safely after the fact.

Two years ago, just before Halloween, I was invited back to Rock Rapids to speak to a fund-raising event for the local high school. It was a a crisp clear night just like the night of Halloween in l95l and a perfect setting to tell the story publicly in town for the first time. The event was at the new community building, on Main Street, just a block or so from the old Community Building, and a block or so from the siding where we found the boxcar. I told the audience that Shinny had assured me the statute of limitations had run out in Rock Rapids and that I could now, 54 years later, tell the boxcar- across -Main -Street caper with no fear of prosecution. And so I did, with relish.

Chuck Telford was in the audience and I recalled that he had driven up to us that night, as part of a civilian patrol, and inquired as to what we were doing. When he could see what we were doing, he just quietly drove off. “Very civilized behavior,” I said. Afterward, I told Chuck I would back him for mayor, on the basis of that incident alone. Craig Vinson, then the highway patrolman for the area, came up to me and said he remembered the incident vividly because he was on duty that night and came upon the boxcar blocking the highway with long lines of honking cars. “I got ahold of Shinny that night and told him it was his job to move the boxcar and get it off the highway,” he said. Others said they had gotten a whiff of the story but were never able to pin it down. The high school principal and superintendent didn’t say much and, I suspect, were worried my tale might lead to the Rock Rapids version of the movie “Ferris Bueller’s Day Off.”

For years, I said in my talk, I didn’t think that Shinny ever knew exactly what happened or who was involved in the caper or how we pulled it off, twice, almost before his very eyes. Shinny retired in Rock Rapids and I saw him twice a year when I came back to visit my parents. But I never said anything and he never said anything but finally a couple of years ago I found the right moment and cautiously filled him in. He chuckled and said, “Let’s drink to it.” We did. And we have been drinking to it ever since. He calls me now and then in my office in San Francisco. He always tells the receptionist, “Tell Bruce, it’s Shinny. I’m his parole officer in Rock Rapids.”

Those were the days, my friends. The days of Halloweens without dangerous toys and toxic trade with China and riots on Main Street. B3
