Much of the controversy around Proposition 19, which would legalize marijuana in California for even nonmedical uses, involves speculation about what comes next. Hash bars on Market Street? Packs of joints next to the cigarettes in Mission District bodegas? Bags of green buds available with the bongs for sale on Haight Street? They are questions that have yet to get serious consideration in the city where the medical marijuana movement was launched.

The measure would give local governments almost complete control over how to regulate recreational-use cannabis sales in much the same way that cities set their own standards for medical marijuana dispensaries, a realm in which San Francisco has shown real leadership and created a well-functioning, successful, and legitimate industry (see “Marijuana goes mainstream,” Jan. 27).

But San Franciscans have been slow to prepare for the post-Prop. 19 world, with some other Bay Area cities leaving it in the dust on these issues. Oakland City Council Member Rebecca Kaplan, who is now running for mayor, not only spearheaded that city’s ballot measures on taxing recreational pot sales and permitting large scale growing operations, she’s actively talking using the Amsterdam model to revitalize the city’s downtown business district.

“[Hash bars] absolutely potentially would be part of the mix,” Kaplan told us when we asked about the issue during her mayoral endorsement interview, seeing it as part of a multipronged economic development strategy.

When asked if Oakland should have places where people could go to blaze legally, something Oakland doesn’t allow in its medical marijuana dispensaries, Kaplan said, “Yes. Oh yeah, we’re definitely gonna have those. The only question is gonna be whether the consumption facilities are separate from [those for] sales,” or if they’re under the same roof.

Kaplan thinks this will be part of the winning strategy that takes cannabis use off street corners while acknowledging its appeal to visitors and “synergy with the restaurants. When I talk about wanting to replicate the Amsterdam model in Oakland … it doesn’t just mean that you have … a regulated cannabis facility. You also have restaurants, shops, pedestrian safety, nice lighting, patio dining, musicians, artists.”

She points out that although an Oakland-regulated cannabis industry may use current alcohol regulation as a template, the two substances would not be sold alongside each other. “Frankly, ABC [California Department of Alcoholic Beverage Control) will freak out.” That means, at least in Oakland, you won’t be able to purchase cannabis at bars, liquor, or grocery stores.

On this side of the bay, Sup. Ross Mirkarimi — who wrote the regulations on the city’s medical marijuana facilities — says it is “extremely premature” to contemplate Amsterdam-esque hash bars. “That would have to occur within a strong regulatory framework,” he said, one the Board of Supervisors has yet to envision. San Francisco attorney David Owen, who has helped advise some medical marijuana purveyors, said some dispensaries currently allow on-site medication, and San Francisco might legislate to extend the practice to bars.

Meanwhile other California cities such as Berkeley and Oakland are anticipating Prop. 19’s passage much more proactively. Berkeley’s Measure S would tax cannabis businesses, applying different rates to for profit med-use cannabis businesses, nonprofit med-use businesses, and rec-use businesses (which won’t exist unless Prop 19 passes). The measure would secure medical-use cannabis for low-income patients and tighten regulations on Berkeley’s current med-use dispensaries and cultivators regardless of how Prop. 19 fares. There’s also a Measure T on the ballot that would establish a new committee that, in the event that Prop. 19 passes, would advise city officials on how to implement it.

Berkeley City Council Member Kriss Worthington said planning for the post-Prop. 19 world is smart to “synchronize a forward movement on the state and local level” and to “hit the ground running,” a sentiment that Kaplan also voiced for Oakland and one shared by other cities.

Stockton’s Measure I would tax rec-use cannabis businesses at a higher rate than med-use businesses. Sacramento’s Measure C is similar, containing a provision for a rec-use tax range if Prop. 19 passes. Richmond’s Measure V would tax 5 percent of gross sales of cannabis, and could apply to rec-use businesses too. Oakland’s Measure V would add a 5 percent tax to other taxes already on med-use cannabis, and put a 10 percent sales tax on rec-use cannabis. Measure H, on Rancho Cordova’s ballot, would tax personal cultivation at a higher tax on any square footage beyond the 25 square feet that Prop 19 specifies. Long Beach’s Measure B would establish a business license tax on the city’s potential recreational cannabis businesses. Even Albany, which has no dispensaries, would tax for-profit and nonprofit dispensaries differently through its Measure Q.

But Mirkarimi said he would like to tax marijuana cultivation, and has even voiced support for med-use cannabis dispensaries working directly with SF General Hospital to provide to patients, “thereby segregating a special use” and keeping cannabis prices low or nonexistent based on patient needs.

So if Prop. 19 passes, where will San Franciscans be able to purchase rec-use cannabis? Current med-use dispensaries may be a logical choice. “We already have the infrastructure,” said SF dispensary Medithrive co-owner Daniel Bornstein.

Whereas alcohol purveyors are accustomed to providing one barrier to purchase (when they card the buyer), dispensaries such as Medithrive offer many. “We already card and only accept patronage from those with a valid doctor recommendation. We also require he/she become a member of the dispensary and limit to one visit per day.”

When he contemplates whether Medithrive might provide rec-use cannabis in the future, Bornstein says “If [the city adopts] a responsible statute that’s fair, we would welcome the opportunity to offer a broadened service to more people.”

That avenue troubles Mirkarimi. “I don’t know how that works,” he said. Rec-use cannabis purchase would require no doctor’s notes and could occur within a for-profit business model. How would dispensaries legally reconcile making money under their nonprofit status? “I don’t want to put that burden on them,” Mirkarimi said.

Prop. 19 offers other potential implementation conundrums. For example, the measure will only give local governments the option to legalize the limited cultivation/sale of cannabis. Legalization won’t be compulsory. Therefore, it is likely that a post-Prop. 19-approved California will become a patchwork of alternating “dry” and “wet” municipalities.

So let’s say you’re on a road trip and you pass through many cities that all treat cannabis differently. Bornstein and his Medithrive partner Misha Breyburg worry about such a “patchwork of legal complexity.” But Prop. 19 provides for the legal transport of cannabis through cities that prohibit its sale, and California Assemblymember Tom Ammiano has already proposed legislation to smooth out the rough spots in Prop. 19 and answer open questions.

So for now, everyone is just waiting to see what state voters do.

PROP. 19

LEGALIZE MARIJUANA

YES, YES, YES

The most surprising thing about Prop. 19 is how it has divided those who say they support the legalization of marijuana. Critics within the cannabis community say decriminalization should occur at the federal level or with uniform statewide standards rather that letting cities and counties set their own regulations, as the measure does. Sure, fully legalizing marijuana on a large scale and regulating its use like tobacco and alcohol would be better — but that’s just not going to happen anytime soon. As we learned with the legalization of marijuana for medical uses through Prop. 215 in 1996, there are still regional differences in the acceptance of marijuana, so cities and counties should be allowed to treat its use differently based on local values. Maybe San Francisco wants full-blown Amsterdam-style hash bars while Fresno would prefer far more limited distribution options — and that’s fine.

Other opponents from within marijuana movement are simply worried about losing market share or triggering federal scrutiny of a system that seems to be working well for many. But those are selfish reasons to oppose the long-overdue next step in legalizing adult use of cannabis, a step we need to take even if there is some uncertainty about what comes next. By continuing with prohibition Californians and their demand for pot are empowering the Mexican drug cartels and their violence and political corruption; perpetuating a drug war mentality that is ruining lives, wasting resources, and corrupting police agencies that share in the take from drug-related property seizures; and depriving state and local governments of tax revenue from the California’s number one cash crop.

Bottom line: if there are small problems with this measure, they can be corrected with state legislation that Assemblymember Tom Ammiano has already pledged to carry and that Prop. 19 explicitly allows. But this is the moment and the measure we need to seize to continue making progress in our approach to marijuana in California. Vote yes on Prop. 19.

 

PROP. 20

CONGRESSIONAL DISTRICT REAPPORTIONMENT

NO

Prop. 20 seeks to transfer the power to draw congressional districts from elected officials to the 14-member California Citizens Redistricting Commission, the state agency created in 2008 to draw boundary lines for California state legislative districts and Board of Equalization districts.

Supporters argue that Prop. 20, (which is backed by Charles Munger Jr., the heir to an investment fortune) would create more competitive elections and holds politicians accountable. And indeed, there’s been some funky gerrymandering going on the the state for decades.

But the commission is hardly a fair body — it has the same number of Republicans as Democrats in a state where there are far more Democrats than Republicans. And most states still draw lines the old-fashioned way, so Prop. 20 could give the GOP an advantage in a Democratic state. States like Texas and Florida, notorious for pro-Republican gerrymandering, aren’t planning to change how they do their districts.

That’s why former state Assemblymember John Laird (D-Santa Cruz), who lost his recent bid for the State Senate thanks to gerrymandering and an August special election, calls Prop. 20 “the unilateral disarmament of California.”

It could also create a political mess in San Francisco, Laird said. “An independent commission could end up dividing the city north/south, not east/west. Or it could throw Sen. Mark Leno and Leland Yee into the same district.” Vote no.

 

PROP. 21

VEHICLE LICENSE FEE FOR PARKS

YES

Part of the reason California is in the fiscal crisis it is now facing — underfunding schools, slashing services, and considering selling off state parks — is because Gov. Arnold Schwarzenegger ran for office on a pandering pledge to deeply cut the vehicle license fee, costing the state tens of billions of dollars since then. It was the opposite of what this state should have been doing if it was serious about addressing global warming and other environmental imperatives, not to mention encouraging car drivers to come closer to paying for their full societal impacts, which study after study shows they don’t now do. This measure doesn’t fully correct that mistake, but it’s a start.

Prop. 21 would charge an $18 annual fee on vehicle license registrations and reserve at least half of the $500 million it would generate for state park maintenance and wildlife conservation programs. As an added incentive, the measure would also give cars free entrance to the state parks, a $50 million perk. Of the remaining $450 million, $200 million could be used to back-fill state general fund revenue now going to these functions, which means most of this money would go to parks and wildlife.

We’d rather see funds derived from private car use go to mass transit and other alternatives to the automobile, but we’re not going to quibble with the details on this one. California desperately needs the money, and it’s time for drivers to start giving back some of the money they shouldn’t have been given in the first place.

 

PROP. 22

LOCAL REDEVELOPMENT FUNDS

NO

This one sounds good, on the surface: Prop. 22 would prevent the state from taking money from city redevelopment agencies to balance the budget in Sacramento. But it’s not so simple: Sometimes it actually makes sense to use redevelopment money to fund, say, education — and only the state can do that. Besides, this particular bill only protects cities, not counties — so San Francisco will take even more of a hit in tough times. Vote no.

 

PROP. 23

SUSPENDING AIR POLLUTION CONTROL LAWS

NO, NO, NO

Think of Prop. 23 as a band of right-wing extremists orchestrating a sneak attack on the one hope this country has for removing its head from the tarball-sticky sand and actually doing something, for real this time, about global warming. Assembly Bill 32, California’s Global Warming Solutions Act, imposes enforceable limits on greenhouse gas emissions by 2012 — and now, Big Oil is drilling deep into its pockets in an effort to blow up those limits.

Funded by Texas oil companies Tesoro Corporation and Valero Energy Corporation in conjunction with the Koch brothers, billionaires who have been called the financial backbone of the Tea Party, Prop. 23 would reverse a hard-fought victory by suspending AB32 until unemployment drops to 5.5 percent for four consecutive quarters — not likely to happen anytime soon. In truly sleazy fashion, proponents have dubbed Prop. 23 the “California jobs initiative.”

The environmental arguments for rejecting Prop. 23 are obvious, but this time there’s a twist — even the business community doesn’t like it. Take it from Rob Black of the San Francisco Chamber of Commerce, which is actively opposing Prop. 23. “There is a fear that clean energy policy is a communist plot,” Black explained. “We actually think it’s a good capitalist strategy.” To most business leaders, AB32 is like the goose that laid the golden egg — it encourages investment in green technology, which is probably California’s best future economic hope. Vote no on 23.

 

PROP. 24

BUSINESS TAXES

YES

Prop. 24 repeals some special-interest tax breaks that the Legislature had to accept as part of the latest budget deal. In essence, it restores about $1.7 billion worth of taxes on corporations, particularly larger ones that hide income among various affiliates. Vote yes.

 

PROP. 25

SIMPLE MAJORITY BUDGET PASSAGE

YES, YES, YES

Prop. 25 would be a step toward ending the budget madness that defines California politics every year. It would allow the state Legislature to pass a budget and budget-related legislation can be passed with a simple majority vote.

It’s not a full solution — a two-thirds vote would still be required to pass taxes. But at least it would allow the majority party to approve a blueprint for state spending and help end the gridlock caused by a small number of Republicans. Vote yes.

 

PROP. 26

TWO-THIRDS VOTE FOR FEES

NO, NO, NO.

Prop. 26 would require a two-thirds supermajority vote in the Legislature and at the ballot box in local communities to pass fees, levies, charges and tax revenue allocations that under existing rules can be enacted by a simple majority vote

It’s supported by the Chamber of Commerce, Chevron, Occidental Petroleum, the Wine Institute, and Aera Energy.

Opponents argue that Prop. 26 should be called the “Polluter Protection Act” because it would make it harder to impose fees on corporations that cause environmental or public health problems. For example, it would be harder to impose so-called “pollution fees” on corporations that discharge toxics into the air or water. It would also make it nearly impossible for San Francisco to impose revenue measures like the Alcohol Fee sponsored by Sup. John Avalos. It’s another in a long line of attempts at the state level to block local government from raising money. Vote no.

 

PROP. 27

ELIMINATING REDISTRICTING COMMISSION

YES

We opposed the 2008 ballot measure creating the redistricting commission, arguing that, while allowing the state Legislature to draw its own seats is a problem, the solution would make things worse. The panel isn’t at all representative of the state (it has an equal number of Republicans and Democrats) and could be insensitive to the political demographics of California cities (it makes sense, for example, to have Senate and Assembly lines in San Francisco divide the city into east and west sides because that’s how the politics of the city tend to break).

This measure abolishes that panel and would allow the Legislature to draw new lines for both state and federal offices after the 2010 census. We don’t love having the Legislature handle that task — but we like the existing, unaccountable, unrepresentative agency even less. Vote yes.

GOVERNOR

EDMUND G. BROWN

We have issues with Jerry Brown. The one-time environmental leader who left an admirable progressive legacy his first time in the governor’s office (including the Agricultural Labor Relations Board, the California Conservation Corps, and the liberal Rose Bird Supreme Court) and who is willing to stand up and oppose the Diablo Canyon nuclear power plant has become a centrist, tough-on-crime, no-new-taxes candidate. And his only solution to the state budget problems is to bring all the players together early and start talking.

But at least since he’s started to debate Republican Meg Whitman face to face, he’s showing some signs of life — and flashes of the old Jerry. He’s strongly denouncing Whitman’s proposal to wipe out capital gains taxes, reminding voters of the huge hole that would blow in the state budget — and the $5 billion windfall it would give to the rich. He’s talking about suing Wall Street financial firms that cheated Californians. He’s promoting green jobs and standing firm in support of the state’s greenhouse-gas emissions limits.

For all his drawbacks (his insistence, for example, that the Legislature shouldn’t raise any taxes without a statewide vote of the people), Brown is at least part of the reality-based community. He understands that further tax cuts for the rich won’t solve California’s problems. He knows that climate change is real. He’s not great on immigration issues, but at least he’s cognizant that 2 million undocumented immigrants live in California — and the state can’t just arrest and deport them all.

Whitman is more than a conservative Republican. She’s scary. The centerpiece of her economic platform calls for laying off 40,000 state employees — thereby greatly increasing the state’s unemployment rate. Her tax plan would increase the state’s deficit by another $5 billion just so that a tiny number of the richest taxpayers (including her) can keep more of their money. She’s part of the nativist movement that wants to close the borders.

She’s also one of the growing number of candidates who think personal wealth and private-sector business success translate to an ability to run a complex state government. That’s a dangerous trend — Whitman has no political experience or background (until recently she didn’t even vote) and will be overcome by the lobbyists in Sacramento.

This is a critically important election for California. Vote for Jerry Brown.

 

LIEUTENANT GOVERNOR

 

GAVIN NEWSOM

Why is the mayor of San Francisco running for a job he once dismissed as worthless? Simple: he couldn’t get elected governor, and he wants a place to perch for a while until he figures out what higher office he can seek. It’s almost embarrassing in its cold political calculus, but that’s something we’ve come to expect from Newsom.

We endorsed Newsom’s opponent, Janice Hahn, in the Democratic primary. It was hard to make a case for advancing the political career of someone who has taken what amounts to a Republican approach to running the city’s finances — he’s addressed every budget problem entirely with cuts, pushed a “no-new-taxes” line, and given the wealthy everything they wanted. His immigration policies have broken up families and promoted deporting kids. He’s done Pacific Gas and Electric Co. a nice favor by doing nothing to help the community choice aggregation program move forward.

Nevertheless, we’re endorsing Newsom over his Republican opponent, Abel Maldonado, because there really isn’t any choice. Maldonado is a big supporter of the death penalty (which Newsom opposes). He’s pledged never to raise taxes (and Newsom is at least open to discussion on the issue). He used budget blackmail to force the awful open-primaries law onto the ballot. He’s a supporter of big water projects like the peripheral canal. In the Legislature, he earned a 100 percent rating from the California Chamber of Commerce.

Newsom’s a supporter of more funding for higher education (and the lieutenant governor sits on the University of California Board of Regents). He’d be at least a moderate environmentalist on the state Lands Commission. And he, like Brown, is devoting a lot of attention to improving the state’s economy with green jobs.

We could do much worse than Newsom in the lieutenant governor’s office. We could have Maldonado. Vote for Newsom.

 

SECRETARY OF STATE

 

DEBRA BOWEN

California has had some problems with the office that runs elections and keeps corporate filings. Kevin Shelley had to resign from the job in 2005 in the face of allegations that a state grant of $125,000 was illegally diverted into his campaign account. But Bowen, by all accounts, has run a clean office. Her Republican opponent, Damon Dunn, a former professional football player and real estate agent, doesn’t even have much support within his own party and is calling for mandatory ID checks at the ballot. This one’s easy; vote for Bowen.

 

CONTROLLER

 

JOHN CHIANG

Chiang’s been a perfectly decent controller, and at times has shown some political courage: When Gov. Arnold Schwarzenegger tried to cut the pay of state employees to minimum-wage level, Chiang refused to go along — and forced the governor to back down. His opponent, state Sen. Tony Strickland (R-Los Angeles), wants to use to office to promote cuts in government spending. Vote for Chiang.

 

TREASURER

 

BILL LOCKYER

Lockyer’s almost certain to win reelection as treasurer against a weak Republican, Mimi Walters. He’s done an adequate job and pushed a few progressive things like using state bonds to promote alternative energy. Mostly, though, he seems to be waiting for his chance to run for governor — and if Jerry Brown loses, or wins and decides not to seek a second term, look for Lockyer to step up.

 

ATTORNEY GENERAL

 

KAMALA HARRIS

This is going to be close, and it’s another clear choice. We’ve had our differences with Harris — she’s trying too hard to be a tough-on-crime type, pushing some really dumb bills in Sacramento (like a measure that would bar sex offenders from ever using social networking sites on the Internet). And while she shouldn’t take all the blame for the problems in the San Francisco crime lab, she should have known about the situation earlier and made more of a fuss. She’s also been slow to respond to serious problem of prosecutors and the cops hiding information about police misconduct from defense lawyers that could be relevant to a case.

But her opponent, Los Angeles D.A. Steve Cooley, is bad news. He’s a big proponent of the death penalty, and the ACLU last year described L.A. as the leading “killer county in the country.” Cooley has proudly sent 50 people to death row since he became district attorney in 2001, and he vows to make it easier and more efficient for the state to kill people.

He’s also a friend of big business who has vowed, even as attorney general, to make the state more friendly to employers — presumably by slowing prosecutions of corporate wrongdoing.

Harris, to her credit, has refused to seek the death penalty in San Francisco, and would bring the perspective of a woman of color to the AG’s office. For all her flaws, she would be far better in the AG’s office than Cooley. Vote for Harris.

 

INSURANCE COMMISSIONER

 

DAVE JONES

Jones, currently a state Assemblymember from Sacramento, won a contested primary against his Los Angeles colleague Hector de la Torre and is now fighting Republican Mike Villines of Fresno, also a member of the Assembly. Jones is widely known as a consumer advocate and was a foe of Prop. 17, the insurance industry scam on the June ballot. A former Legal Aid lawyer, he has extensive experience in health-care reform, supports single-payer health coverage, and would make an excellent insurance commissioner.

Villines pretty much follows right-wing orthodoxy down the line. He wants to replace employer-based insurance with health savings accounts. He argues that the solution to the cost of health insurance is to limit malpractice lawsuits. He wants to limit workers compensation claims. And he supports “alternatives to litigation,” which means eliminating the rights of consumers to sue insurance companies.

Not much question here. Vote for Jones.

 

BOARD OF EQUALIZATION, DISTRICT 1

 

BETTY YEE

The Board of Equalization isn’t well known, but it plays a sizable role in setting and enforcing California tax policy. Yee’s a strong progressive who has done well in the office, supporting progressive financial measures. She’s spoken out — as a top tax official — in favor of legalizing and taxing marijuana. We’re happy to endorse her for another term.

 

SUPERINTENDENT OF PUBLIC INSTRUCTION

 

TOM TORLAKSON

We fully expected a November runoff between Torlakson and state Sen. Gloria Romero. Both Democrats had strong fundraising and political bases — and very different philosophies. Romero’s a big charter school and privatization fan; Torlakson has the support of the teachers unions. But to the surprise of nearly everyone, a wild-card candidate, retired Los Angeles educator Larry Aceves, came in first, with Torlakson second and Romero third. Now Aceves and Torlakson are in the runoff for this nonpartisan post.

Aceves is an interesting candidate, a former principal and school superintendent who has the endorsement of the San Francisco Chronicle and the San Francisco Green Party. But he’s too quick to take the easy line that the teachers’ unions are the biggest problem in public education, and he wants the unilateral right to suspend labor contracts.

Torlakson wants more charter-school accountability and more funding for primary education. He’s the far better candidate.

 

STATE SENATE

 

DISTRICT 8

Leland Yee

Yee’s got no opposition to speak of, and will easily be re-elected. So why is he spending money on a series of slick television ads that have been airing all over San Francisco, talking about education and sending people to his website? It’s pretty obvious: The Yee for state Senate campaign is the opening act of the Yee for San Francisco mayor campaign, which should kick into high gear sometime next spring. In other words, if Yee has his way, he’ll serve only a year of his next four-year term.

Yee infuriates his colleagues at times, particularly when he refuses to vote for a budget that nobody likes but everyone knows is necessary to keep the state afloat. He’s done some ridiculous things, like pushing to sell the Cow Palace as surplus state property and turn the land over to private real estate developers. But he’s always good on open-government issues, is pushing for greater accountability for companies that take tax breaks and then send jobs out of state, has pushed for accountability at the University of California, and made great progress in opening the records at semiprivate university foundations when he busted Stanislaus State University for its secret speaking-fees deal with Sarah Palin.

With a few strong reservations, we’ll endorse Yee for another term.

 

STATE ASSEMBLY, DISTRICT 12

 

FIONA MA

A clear hold-your-nose endorsement. Ma has done some truly bad things in Sacramento, like pushing a bill that would force the San Francisco Unified School District to allow military recruiters in the high schools and fronting for landlords on a bill to limit rent control in trailer parks. But she’s good on public power and highly critical of PG&E, and she has no opposition to speak of.

 

STATE ASSEMBLY, DISTRICT 13

 

TOM AMMIANO

Ammiano’s a part of San Francisco history, and without his leadership as a supervisor, we might not have a progressive majority on the Board of Supervisors. Ammiano was one of the architects of the return to district elections, and his 1999 mayoral campaign (against Willie Brown) marked a turning point in the organization, sophistication, and ultimate success of the city’s left. He was the author of the rainy day fund (which has kept the public schools from massive layoffs over the past couple of years) and the Healthy San Francisco plan.

In Sacramento, he’s been a leader in the effort to legalize (and tax) marijuana and to demand accountability for the BART Police. He’s taken on the unpleasant but critical task of chairing the Public Safety Committee and killing the worst of the right-wing crime bills before they get to the floor. He has four more years in Sacramento, and we expect to see a lot more solid progressive legislation coming out of his office. We enthusiastically endorse him for reelection.

 

STATE ASSEMBLY, DISTRICT 14

 

NANCY SKINNER

Skinner’s a good progressive, a good ally for Ammiano on the Public Safety Committee, and a friend of small business and fair taxation. Her efforts to make out-of-state companies that sell products in California pay state sales tax would not only bring millions into the state coffers but protect local merchants from the likes of Amazon. We don’t get why she’s joined with Berkeley Mayor Tom Bates to try to get rid of Kriss Worthington, the most progressive member of the Berkeley City Council, but we’ll endorse her for re-election.

SANDRE SWANSON

Swanson’s a good vote most of the time in Sacramento, but he’s not yet the leader he could be — particularly on police accountability. The BART Police murdered Oscar Grant in Swanson’s district, yet it fell to a San Franciscan, Tom Ammiano, to introduce strong state legislation to force BART to have civilian oversight of the transit cops. Still, he’s done some positive things (like protecting state workers who blow the whistle on fraud) and deserves another term.

Opinion: For Democratic unity

We ran out of space in today’s print edition and couldn’t publish either of the two opeds I wanted to run, so I’m posting them here. The first one is by the chairman of the SF Democratic Party.

As one of the most Democratic cities in California, San Francisco has a special responsibility to make sure we help elect a Democratic ticket on November 2nd.  We always take that responsibility seriously – but this year we will have the pleasure of helping elect our own to statewide office: Gavin Newsom as Lt. Governor, Kamala Harris as Attorney General and even native son Jerry Brown as California’s next Governor.

Because so many of our nominees are from San Francisco – and because San Francisco is so Democratic – and because so many of the statewide elections are so, so close – what we do to turn out the vote here in San Francisco could very well be the difference between victory and defeat for many statewide candidates. 

A quick look at the numbers shows just how important San Francisco could be in this year’s statewide races. In November of 2008, a total of 388,112 San Franciscans cast ballots. In November of 2006, the last gubernatorial contest, just 253,719 San Franciscans voted. That is a difference of 134,393 votes.

Local Democratic Party leaders agree a coordinated campaign could turn out at least 20% of these “occasional” voters and probably many more.  That means we could add a minimum of more than 25,000 votes from this Democratic base to the statewide total.

In a year in which the polls show razor-thin margins separating the winners from the losers, a 25,000 vote margin could make the difference between Democratic policies like support for schools, investing in green jobs and protecting a woman’s right to choose and the Republican reaction supported by Meg Whitman, Carly Fiorina, Steve Cooley and Able Maldonado.
Considering how important Democratic unity is to our city and our state – we need to pay it more than lip service. And that’s what our local party is trying to do.

It is certainly true that there are important local issues upon which we disagree. For example, I certainly take issue with some of Mayor Newsom’s positions – such as his so-called Sit/Lie ordinance. I know that he takes issue with many of my positions.

There are many in our party unhappy with Newsom for putting an attack on the ballot on the elected members of the local party in this crucial election.  Again, I know Mayor Newsom has expressed his displeasure with the local party for not supporting some of his candidates and positions.

But these local disagreements are small in comparison to what is at stake for Californians. They are actually small compared to what is at stake for San Franciscans – a city that relies on state aid to support our schools and colleges, much of our local health services and many other important programs.

That’s why unity is the only sensible policy in this crucial 4-weeks of voting until the November 2nd election. And that’s why I have a simple and genuine invitation to Mayor Newsom and the other statewide candidates.

Come help us help you.

We are gathering every day at our headquarters at 1261 Howard Street to knock on doors, register voters and make phone calls to get out the vote.  Come show with your presence that turning out the vote is so important that we will turn aside both petty differences and legitimate policy disagreements on local concerns.

Across California our opponents are attacking “San Francisco” Values. Come show that a core value of San Francisco Democrats is uniting to support the greater good.

Hotel plan revives old question: Can the Presidio Trust be trusted?

In San Francisco’s Presidio, one of the few national parks that is mandated to pay for its operations with the proceeds from development, historic preservation is often undermined by commercial concerns. And critics contend the proposal for a big new hotel at the Main Post is a prime example of that model’s shortcomings.

The Presidio Trust, a seven-member board that presides over the historically significant park, is considering a proposal by the Larkspur Hotel Group to build an 88,000-square-foot luxury hotel complex of 12 new buildings and another two current and historic buildings that would be remodeled as part of the project. Opponents say the project runs counter to the Trust’s mandate of protecting the historical and environmental character of the Presidio’s Main Post.

Originally, the Trust set out a management plan that allows for only minor construction projects at the Main Post, but the body is now seeking to amend the plan to include the massive new hotel development. When it announced its plans at a recent public meeting, it was met with overwhelming opposition from neighborhood and local preservation groups

Gary Widman, president of the Presidio Historical Association, sees the move to amend the plan as emblematic of the Trust’s refusal to work collaboratively with the community. “People are frustrated by what they see as the Trust trying to put this amendment into place in a ‘stealth’ move. The Trust is not holding hearings explicitly on its proposed amendments,” he said.

Widman was also concerned with the impact that the hotel and the changes to the Presidio would have on the environment, calling the changes “consumptive, anti-sustainable and not in line with them claiming to be a green organization.”

Another opponent of the plans for the hotel is Boyd de Larios, a representative of Descendants of the Anza and Portola Expeditions (DAPE), who expressed concerns about local heritage being lost forever if the trust went ahead with its plans.

“Presidio doesn’t need a hotel. People aren’t looking for another Coney Island,” he said. “They do some wonderful things but no one trusts the trust anymore.”

After the base closure in 1994, the Trust was set up to make the park self sustainable by 2013 through the use of real estate leasing and renovations to the post buildings to make the park more desirable for the private sector. Among the projects added to the park in recent years is the Walt Disney Family Museum.

Trust officials did not responded to repeated Guardian calls for comment on the issue and any additional future plans. Similarly, others have been unable to get the answers they are searching for from the trust. One community member, Richard Hanlin has been questioning the future of the Presidio for years but has still not found answers to his questions. Hanlon said he worries about the Presidio’s future.

“As it stands [the Trust] is in a very weak position,” Hanlin said, focusing on the ability of the trust to maintain and protect its valuable assets. Hanlin went on to predict the barracks buildings will be ensconced by fences and without any renovations by the end of 2013 when the federal subsidies of the Trust runs out. The lack of renovation and preservation of the old barracks buildings are particularly troubling to Hanlon, especially since they represent the roots of the Presidio as a strategically important military installation.

“History matters,” Hanlin said. “Lots of young men spent their last night there and never came back.”

 

Appetite: The green fairy transforms

Absinthe is on the move from its initial novelty phase once finally legalized in the US in 2007 into an era where appreciators of fine drink are gaining greater education and refinement on the subject. No, it is not a hallucinogen (more on that in a minute), and no, it’s not the artificially sweetened and colored liqueurs flooding the market (but labeled as absinthe). When made as it has been historically, it’s a natural, herbal spirit with a rich culture surrounding it. 

We owe increasing knowledge to artisan producers of absinthe near and far. Some are local guys, like Lance Winters of St. George Spirits, the first producer in the US when the ban was lifted, or more recently, Davorin Kuchan of Old World Spirits, producing green (verte) and bleue (white) absinthes. Then there’s absinthe historians and experts like Peter Schaf and John Troia of Tempus Fugit Spirits who import some of the best absinthes from France and Switzerland, such as Duplais’ brilliant verte and blanche (white) versions. Schaf also created Vieux Pontarlier, a classic-style absinthe made in Pontarlier, France, from local wormwood, long considered the finest grown in the world (where most wormwood was sourced over 100 years ago). Schaf, Winters and Ted Breaux of Lucid, formed a recent panel during SF Cocktail Week, a two hour session (and tasting) on the green fairy (read about it here).

Another source for absinthe education is books, the latest being A Taste for Absinthe, by R. Winston Guthrie with James F. Thompson. Though predominantly a cocktail recipe source, this elegant new book, with photography by Liza Gershman, offers an encompassing summary of the history and culture surrounding absinthe, from its poster art, to the spoons, glasses, fountains and accouterments used to serve it. It’s an artful drink requiring leisure and attention, not a hallucinogen, a myth still falsely promoted around the world (thujone is the fragrant chemical found in wormwood and other plants, such as sage, believed to be a neurotoxoin in extremely high doses – governments have strict regulations on the levels of thujone allowed in the making of absinthe so it is not remotely dangerous yet qualifies as actual absinthe). Kudos for film anecdotes throughout the book on movies where absinthe is imbibed, classic films I grew up watching that are rare to run across now like Lust for Life and Madame X. 

On the recipe side, the book is broken down into five sections: classics, fruit and citrus, whiskey and gin, liqueurs and bitters, and modern classics. The recipes are compiled from some of our country’s best bartenders, including many SF locals. While straightforward classics like Death in the Afternoon (absinthe and champagne) and a bright Brunelle (lemon, absinthe, citrus) are all here, there are also modern takes such as Neyah White’s Green Goddess: absinthe, Square One cucumber vodka, simple syrup, lime fresh basil and thyme. There’s even dessert-like recipes… try an Absinthe & Old Lace: gin, absinthe, creme de menthe, cream, egg white and chocolate mole bitters. 

A Taste for Absinthe is clearly well-researched, with many of the sources above tapped to bring together a comprehensive book worthy of a place on the shelves of absinthe aficionados as well as novices. This Monday at Book Passage (6pm) is a book release event with the author, photographer, and an all-star line-up of bartenders at neighboring Slanted Door serving four cocktails from the book:

Appetite: Highlights of SF Cocktail Week, part 2

That fizzy, magical week during which cocktails take over our fair city has just washed over us. Here are more highlights — check out part 1 here.

9/26 – Cocktail Cookout on the Island  

 Though it’s a toss-up between the Cocktail Carnival and the St. George/Hangar One cookout for best event of the week, sheer fun and beauty was unrivaled on the stunning Sunday boat cruise to and from Alameda (entire boat for Cocktail Week attendees only). None other than Scott Beattie served cocktails for the scenic boat ride. It was a hot, over 80 degree day so Beattie’s creations topped with Thai coconut foam and apple chip or dotted with edible flowers cooled us off in the most gourmet of ways. Massive navy ships in Alameda’s port made for a dramatic unloading point.

At the ever festive St. George/Hangar One distillery, there was BBQ (pulled pork from Fatted Calf), East Bay bartenders shaking up ice-cold cocktails, umbrellas and wading pools in the massive lot with views of the city across the Bay. Claire of Claire’s Squares served seductively lush dark chocolate squares which she hand-filled with St. George brandy in a caramel sauce and topped with sea salt. Damn. Tours of the distillery, a DJ spinning reggae and hip hop and bright sun made for a cookout to trump all cookouts.

But nothing could top that ferry ride home… pristine horizons, a rosy orange sunset illuminating our fair San Francisco with a gentle glow, warm air and rounds of Firelit Coffee liqueur. Amidst much laughter with friends, I leaned over the side of the boat letting the spray of the waves caress my face as city lights begin to ignite before me. I knew, once again, the grateful wonder and privilege of living in a place so magically stunning. 

9/25 – The Return of Absinthe at Comstock 

 Absinthe distillers Peter Schaf of Vieux Pontarlier, Lance Winters of St. George, and Ted Breaux of Lucid, formed the panel for two hours of all things absinthe. Their expertise and knowledge is dizzying. It was a crucial intro for those who dabble in the green fairy, clarifying the difference between real absinthe distilled from herbs and the unnaturally colored and flavored “absinthes” that flood the market.  Absinthe’s history, art and paraphernalia, as well as “terroir” and sourcing of herbs, were all discussed… with occasionally rowdy laughter from comments such as the one about syphilis (don’t ask).Comstock Saloon was the perfect setting, serving us three impeccably-prepared (and in gorgeous classic glassware) absinthe cocktails, including a Sazerac and Brunelle, as well as savory snacks from their kitchen.

9/26 – I-talian I-ranian Spaghetti Feed

Negronis, Sangiovese, antipasti, spaghetti and meatballs (traditional Italian from Long Bar chef Erik Hopfinger, as well as Hoss Zaré of Zaré at Fly Trap‘s – famed Iranian meatballs), ending with tiramisu and grappa. This was Sunday night (plus red-checkered tablecloths) at Reza Esmaili’s Long Bar for the I-talian I-ranian American Spaghetti Feed. Some took the tip, wearing velour tracksuits or elastic-waisted trousers: trashy and tacky, ready to fill up after a long day in the sun at St. George. It was all delicious – a special kudos to Hoss’ decadent surprise meatball stuffing of foie gras, duck, fig and date.

MUSIC If hip-hop is jazz, then Curren$y can be described as a traditionalist. His debut album, Pilot Talk (DD172/Def Jam), is pure braggadocio, with rhymes about fancy cars and free-flowing liquor and free-loving women. The music, lovingly produced and arranged by Ski Beatz, sounds like an update of Dr. Dre’s The Chronic, all the way down to the New York session musicians recruited to crank out mellow grooves. It’s as if Curren$y has reinterpreted the Sugar Hill Gang’s “Rapper’s Delight” for the new millennium.

In the world of jazz, the traditionalists famously waged war against the free jazz nuts who wanted to strip the form of tonality, and then against the fusionists who sought to infect it with slovenly rock and roll. With help from Dixieland revivalists and Ken Burns’s Jazz documentary, they succeeded. In contrast, rap nerds have always viewed avant-garde experimentation with suspicion at best, and complete ignorance at worst. The furthest we’ll go, it seems, is the high-tech funk of Big Boi’s Sir Lucious Left Foot: Son of Chico Dusty, or Madlib’s Medicine Show of gutbucket blues and crusty soul-jazz loops.

If fitted with John Coltrane’s sheets of sound or Ornette Coleman’s harmolodics, Pilot Talk would be a strangely awesome experience. As is, it’s soothing yet enlightening, like an animated chop session after smoking a joint or two with a friend. Curren$y clearly made it on blunted terms: the album artwork depicts a lone airplane flying over a landscape of lush green marijuana foliage.

So Pilot Talk is like weed talk, with several narratives hidden underneath the stoner blather. On “Example,” Curren$y claims “reimbursement for paid dues,” then states, “I am an example of what can happen when you quit being afraid to gamble.” On “Seat Change,” he mocks a girl who wants to “ride with a G,” concluding that “somewhere along the line she fucked up and realized she lost her seat.” His lines are pimp slick but thankfully shorn of delusion. When he flips a bevy of yeyo metaphors for “Audio Dope,” he clearly does it in service of the concept, not to build a farcical image of himself as a drug kingpin. The image is of a neighborhood (or, more accurately, Internet) baller.

Curren$y’s persistence comes from years spent toiling for various rap crews, hip-hop’s version of the mailroom. As a young scrapper from New Orleans’s Uptown neighborhood, he rolled with C-Murder’s TRU family before C-Murder infamously caught a life bid for murder, then transferred to Master P’s No Limit label. Then he landed at Lil Wayne’s fledgling Young Money Entertainment, dropping burner verses for Weezy’s The Carter II and Dedication mixtapes, before landing under the aegis of reformed hip-hop mandarin Damon Dash, whose DD172 label released Pilot Talk in July. It’s ironic that since Curren$y’s departure, Weezy has decided to transform Young Money into an overpublicized pop star boot camp for teen idols like Nicki Minaj and Drake. Then again, the fact that even Curren$y sounds alternative when posited against mainstream rap’s scions demonstrates how rigid the culture has truly become.

However, Curren$y also benefits from marketing, albeit of a viral nature. Pilot Talk boasts the cream of the blog rap crop, including Mikey Rocks from the Cool Kids, Big K.R.I.T., and Jay Electronica (who sharply compares Flavor Flav’s signature bow tie to the Nation of Islam’s attire). Even much-beloved weed rapper Devin the Dude drops a verse for “Chilled Coughphee.” A writer friend of mine, Christopher Weingarten, remarked to me that when Devin the Dude jumps in with sly wit like “I can fuck a bum up quick / But that’s some tenth grade shit,” it only underscores Curren$y’s relative lack of vocal presence.

Other critics have theorized that Pilot Talk‘s artistic triumph is largely due to Ski Beatz’s memorable accompaniment. An NY vet whose catalog ranges from membership in early-’90s woulda-beens Original Flavor to credits on Jay-Z’s 1996 classic Reasonable Doubt and Camp Lo’s “Luchini AKA (This Is It),” Ski Beatz initially produced Pilot Talk‘s tracks himself and then hired talented unknowns like bassist Brady Watt to transform them into instrumental gems. True, any rapper would sound incredible against the majestic sunshine funk of “Address.” But give Curren$y credit for lodging its hook in your brain — “Still nothing changed but the address.”

DINE Step into Papito, a new cantina that opened this summer on Potrero Hill, and you probably won’t notice many signs of a French connection. The paint scheme, of lime and rust shades, is cantina-ish. The plate of frosted, backlit glass that divides the tiny dining room from the entrance to the rest room, isn’t — but it’s more urban-rich than French. The menu is immaculately, if grandly, Mexican. What we are left with, then, is the bar, of lusciously burnished wood topped with a plateau of copper — rather bistro-like, I thought, though a zinc top would be more authentic.

The French angle is relevant because Papito is the sibling of nearby Chez Papa and Chez Maman, along with, until a recent change of hands, Pizza Nostra (which began life as Couleur Café) in the nearby flatlands. The impresario-in-chief of these concerns is Jocelyn Bulow, who put himself on the map in 1996 with the wonderful Plouf, a French-style seafood house, and has since made himself a force to be reckoned with on Potrero Hill and in the gallery district. Notable at the moment about the Bulow career arc is its curve away from the French kitchen, toward Italy (not that great a reach) and now toward Mexico, a somewhat bolder maneuver.

Papito wasn’t completely unforeshadowed. Some of its roots are traceable to Couleur Café, which served a duck confit quesadilla that recurs here in more convincingly New World guise, with the former’s Gruyère and caramelized onions subbed out in favor of habanero peppers, mint, cilantro, house-made pickles, chilpotle, and tamarind sauce. The other quesadillas (all $10) are equally impressive — and Mexican, not French or quasi-French — including an edition with homemade chorizo (I looked in vain for any leakage of that telltale bright orange grease, like Halloween face paint), potatoes, jack cheese, salsa verde, and pico de gallo. This is a serious, heavyweight, mealworthy quesadilla, not a finger snack for the middle of a busy Saturday afternoon.

Pico de gallo is possibly my least favorite of the Mexican condiments, since it so easily can be too oniony. But Papito gives the old warhorse new life by making it with pineapple instead of tomato and serving it with a pair of tacos ($8) filled with slow-cooked Berkshire pork carnitas and guajillo-tomatillo salsa roja and piped with plenty of crema.

The menu features a sizable range of shareable plates, including a lovely salad ($8) of heirloom tomatoes and nopal cactus, dusted with cotija cheese and swabbed with a sauce the menu card calls “cilantro pistou” (but seemed more like an avocado purée to us). Also of note was the variety of tomato shapes, sizes, and colors: orange, green, red, yellow, pear, cherry, large round. One feels slightly let down when “heirloom” — the word promises so much — tomatoes turn out to be just red, no matter how juicy they are.

Frijoles negros ($4) were underwhelming, despite the bolstering presence of chives, queso fresco, crème fraîche, and matchstick tortilla chips over the top. Fortunately, we had a trio of salsas (mango, tomatillo, and chilpotle) at hand to enliven things. Papito, incidentally, does not serve shovelsful of complimentary chips, and, much as I love chips and salsa, I think this is a good thing. It helps you retain an edge of hunger until the real food starts arriving. But it does mean the trifecta of salsas are orphans.

If the black beans were a kind of lull or pause, then the grilled cobs of white corn ($5 for two) were a revelation. The cobs were showered with grated cotija cheese and presented with lime quarters and chili salt, each potent but slightly superfluous, since grilled corn seldom needs much help and the cheese provided most of that here. A nice touch: the metal handle, cool and solid, protruding from each cob. These handles made the corn much easier and less messy to eat.

For dessert you can have flan or, also in the Mexican vein, churros ($5), about the size of baby zucchini and stacked in a rough square, like a drafty log cabin. You dip them in a thin chocolate sauce. But the most surprising possibility is a chocolate mousse ($5) with a core of raspberry coulis made slightly molten by pasilla pepper — New World ingredients, Old World style, subtly transcendent result.

The cast, operating with ease against and within a remarkable videoscape projected onto large draped screens center stage, charms from the outset of this story about the rise of a female vocal group called the Dreams (a loose composite of the Supremes and the Shirelles). The first act enthralls with the plot’s gathering possibilities, the sparkling music and the irresistible performances—not least Moya Angela’s unstoppable Effie and Chester Gregory’s heroically soulful, funky Jimmy "Thunder" Early. But the second act stretches things unnecessarily with one too many power ballads (albeit lunged to perfection) and a slowpoke approach to the all but predictable plot resolution. Still, this is a masterful production on many counts and an infectious evening overall. (Avila)

In "Tulips," we find the thorny but shrewd Olive, a former math teacher, and her patient husband Henry (Paul Finocchiaro), the town’s longtime pharmacist, transitioning not so smoothly into their retirement years. Olive—itchy, cantankerous and vaguely at a loss despite her sharp wit—resents her grown son’s (Patrick Alparone) happily distant life in New York and battles with the neighbors until her husband’s stroke leaves her at sea, unexpectedly vulnerable and open to the kindness of neighbors and strangers alike (played by an ensemble that includes Jeri Lynn Cohen, Nancy Shelby, and Michelle Belaver). In "River," Olive, now a widow, begins a gradual, unlikely and bumpy romance with a recently widowed former academic (Warren David Keith). Director Joel Mullennix grabs hold of colorful details along the way—like the summer influx of rollerbladers and bicyclists—to further enliven the verbatim staging of these stories, but the effort can feel a little forced at times, as if betraying a sense that these well-acted, gently poetical and thoughtful stories and their complex protagonist do not always make for the most stimulating drama. Shotgun Players’ annual free performance in Berkeley’s John Hinkel Park is this year an impressively staged large-cast reworking of the Illiad from playwright-director Jon Tracy. In the Wound is actually the first of two new and related works from Tracy collectively known as the Salt Plays (the second of which, Of the Earth will open at Shotgun’s Ashby stage in December). Its distinctly contemporary slant on the Trojan War includes re-imagining the epic’s Greek commanders as figures we’ve come to know and loath here in the belly of a beast once know by the quaint-sounding phrase, "military-industrial complex." Hence, Odysseus (Daniel Bruno) as a devoted family man in a business suit with a briefcase full of bloody contradictions emanating from his 9-to-5 as a "social architect" for the empire; or Agamemnon (an irresistibly Patton-esque Michael Torres) as the ridiculously macho, creatively foul-mouthed redneck American four-star commander-clown ordering others into battle. While the alternately humorous and overly meaningful American inflections can feel too obvious and dramatically limiting, they’re delivered with panache, amid the not unmoving spectacle of the production’s energetic, drum-driven choreography and cleverly integrated mise-en-scène. Trash war hits Chamber of Commerce lunch

The San Francisco Chamber of Commerce is hosting a lunch with Recology today in an apparent effort to push a garbage transportation/disposal contract that the Board of Supervisors hasn’t yet approved.

The Guardian wrote about this ongoing landfill disposal contract dispute between Recology and Waste Management earlier this year, and to date, the Board has not voted on the matter.

But judging from the tone of the following press release, the Chamber, whose incoming chair elect is Recology Vice President John Legnitto, has already made its decision:

“Please join us for a lunch with Recology to learn about the San Francisco’s garbage by Green Rail to Ostrom Road project,” the Chamber states, noting that until the city’s goal of zero waste is reached, “some material will still need to be sent to landfill.”
“A panel of city officials from San Francisco and Oakland chose Recology Ostrom Road Landfill to receive garbage from San Francisco after the city’s current landfill agreement ends in 2015,” the Chamber continues, without bothering to note that this plan involves hauling the city’s waste all the way to Yuba County, which is three times further away than San Francisco’s current waste disposal contract with Waste Management at the Altamont Landfill, near Livermore.

“Officials say the plan to ship San Francisco’s garbage by Green Rail to Ostrom Road is the most cost-effective and environmental option for transporting waste,” the Chamber continues.  “Rail haul is at least three times more efficient than trucking, takes trucks off the road, and cuts fuel consumption and air emissions.” And it encourages folks to learn more about the plan to ship the city’s garbage to Ostrom Road, by visiting Recology’s Ostrom Road site:

Not to be outdone, Waste Management, Inc.has put together a video clip that features on-the-street interviews in downtown San Francisco with local residents–including an amazing “Statue Man” in Justin Herman Plaza– about its competing plan to convert San Francisco’s garbage into liquid natural gas that would then fuels its garbage trucks.

Meanwhile, the Sierra Club has asked the Board of Supervisors to schedule a public hearing. In a September 17 email, sent to Board President David Chiu and the rest of the Board, Rebecca Evans, chair of the Sierra Club’s San Francisco Group, requested that the Board hold a public information hearing on the current status of the City’s contract for landfill operations, starting in 2015.  

“Some months ago, the Department of the Environment ‘selected’ Recology’s proposal to transport San Francisco’s waste to Yuba County,” Evans notes. “A contract was to be released in June 2010.  We understand the confidential nature of contract negotiations but it is September and no further information has been made public.”

“To be clear, the San Francisco Bay Chapter has no policy position on the plan to move landfill operations from the current Waste Management Alameda County Altamont site to Recology’s Ostrom Road destination,” Evans clarifies. “However our chapter and the Club’s Mother Lode Chapter have strong interests in the proposal and how it might be carried out. We ask you to hold a hearing in the near future so that the public can have a fuller understanding of this important issue.”

 

 

The news that didn’t make the news in SF

Every year, the Guardian features the Top 10 Project Censored stories presented by the Sonoma State University project that spends all year analyzing which stories the mainstream media missed. But which stories did not find their way into the mainstream press here in the San Francisco Bay Area?

News outlets other than the Guardian typically ignore Project Censored (unless you count SF Weekly’s snark), so you might say that even Censored tends to be censored. Other than that, we note that issues not hand-delivered via press release or PR campaign might receive less attention than those obvious stories. Using a rather unscientific process of surfing alternative news sites online to find out which stories didn’t get a lot of play in the mainstream, we’ve come up with an assortment of Local Censored stories – though this is by no means a comprehensive list. What other news didn’t make the news?

* What we didn’t hear about when PG&E was pushing Prop 16

Speaking at an informational hearing in Sacramento in February 2010 about Pacific Gas & Electric Co.’s ballot initiative, Proposition 16, former California Energy Commissioner John Geesman noted that the state’s most powerful utility company was using customer money to finance a bid to change the state constitution for its own purposes. Prop 16, which earned a thumbs-down from voters in the June election, would have created a two-thirds majority vote requirement before municipalities could set up electricity services separate from PG&E. While there was no shortage of reporting about the astounding sums of cash that PG&E sank into Prop. 16, hardly anyone aside from Geesman picked up on the more salient point of what PG&E was not spending its money on.

“California’s investor-owned utilities face a Himalayan task in modernizing our electricity system and building the infrastructure necessary to serve a growing economy,” Geesman wrote on his blog, titled PG&E Ballot Initiative Fact Sheet. “They ought to focus on that, rather than manipulating the electorate to kneecap their few competitors.” It is now abundantly clear that PG&E’s aging gas pipelines in San Bruno were badly in need of replacement – and the utility’s neglect opened the door the catastrophic explosion that occurred Sept. 9, resulting in tragic loss of life and destroying homes. “The current leadership at PG&E has lost its way. Nobody is minding the ship,” senator Mark Leno told the Guardian shortly after the blast. “Enough with the self-initiated, self-serving political campaigns. … How about focusing on the current mission — to provide gas and electricity safely, without death and destruction?”

* What you might not have read about Johannes Mehserle’s murder trial
 
If you looked to Colorlines.com, Blockreportradio.com, the San Francisco Bay View, or Indybay.org for coverage of Johannes Meherle’s murder trial for the fatal shooting of Oscar Grant, then you got a different picture from the one offered by mainstream Bay Area news outlets. There may well be plenty of details about the trial that didn’t make the cut for mainstream news, but one particular point caught our eye as something that should’ve warranted more prominent coverage, or at very least sparked deeper questions from mainstream press. According to the witness testimony of Jackie Bryson, who was with Grant on the train platform the night of the shooting, Grant’s friends immediately urged BART police to call an ambulance after Grant had been shot, but police didn’t do it right away.

Here’s the report from Block Report Radio: “Jack Bryson said he yelled at Oscar after he was shot to stay awake and to the police to call the ambulance. The unidentified officer who was on Bryson declared, ‘We’ll call the ambulance when you shut the fuck up!’ Bryson went on to say that he was never searched on the Fruitvale platform or at the Lake Merritt BART police station, which seems ridiculous if you consider the earlier testimony of former BART police officers Dominici and Pirone, who were involved in the murder and who testified last week that they had felt threatened by Oscar Grant and his friends.” So, if it’s true that Grant’s friends were told to “shut the fuck up” when they were urging BART cops to call an ambulance, and that the supposedly threatening parties weren’t ever searched, why didn’t these points receive as much attention in the media as, say, the claim that years earlier, Grant may have resisted arrest? After witnessing the death of his friend, Bryson said in his testimony, he was detained for hours while wearing handcuffs pulled so tight that his wrists hurt, only to be told afterward that since he had not been read his Miranda rights, he was not under arrest. To be fair, the detail about calling the ambulance did make it into the Chronicle, near the bottom of a blog post, under the subhead, “Friend’s claim.”

* Homelessness on the rise in San Francisco

The controversy surrounding Prop L, a proposed ordinance to ban sitting and lying down on the sidewalk, has been widely reported on — but there’s a more pressing issue related to homelessness that hasn’t gotten nearly as much ink. An article in New America Media, “Shelters predict homeless count to skyrocket,” highlighted a perceived surge in San Francisco’s homeless population, evidenced by overwhelmed service providers who can hardly keep up with demand. “We’re serving 200,000 more meals per year than two years ago, but we haven’t had the capacity to add staff,” the chief executive officer of the Glide Foundation noted in the article. The drop-in center, she added, no longer had enough seats to accommodate those in need. According to a fact sheet issued by the Coalition on Homelessness in July of 2009, 45 percent of respondents to a COH survey were experiencing homelessness for the first time. The overwhelming majority of respondents, 78 percent, became homeless while living in San Francisco.

* The long wait for Section 8

It isn’t easy for a tenant with a Section 8 voucher to find housing in the San Francisco Bay Area. In San Francisco, there’s a barrier to getting the voucher in the first place, since the waitlist is currently closed. Those who have vouchers are often passed over by landlords, and the string of denials can drive people to unstable housing situations such as extended hotel stays. An article in POOR Magazine features the story of Linda William, a woman who left a San Francisco public housing project with a Section 8 voucher in hand only to embark on a wild goose chase, ultimately winding up in a low-end motel outside Vallejo. “Well whaddya know,” William told the POOR magazine reporter, “I found closed wait lists on almost all the low-income housing units in all of those places and all the rest of the landlords wouldn’t even return my calls when I told them I had section 8.” An article by Dean Preston of Tenants Together that appeared in BeyondChron, meanwhile, spotlights the issue of landlord discrimination against Section 8 tenants.  “In the Section 8 voucher program, participating tenants pay 30 percent of their rent and the Housing Authority pays the balance to the landlord,” Preston writes. “It takes years for eligible tenants to be able to participate in the program. Once tenants get off the wait list, the landlord must sign a payment contract with the housing authority in order to receive the portion of the rent paid by the government. By refusing to sign onto the program, some landlords seek to force rent controlled tenants into situations where they cannot pay their rent.”

* San Francisco’s trashy secret

Despite being thought of as a beacon of sustainability, San Francisco’s not-so-green waste stream is something that didn’t make the front page of many papers – except, of course, this one. Sarah Phelan’s “Tale of Two Landfills,” a Guardian cover story this past June, examined San Francisco’s decidedly unenlightened policy of transporting waste far outside of the city despite a goal of reducing waste to zero in the next 10 years. Here’s an excerpt: “It’s a reminder of a fact most San Franciscans don’t think much about: The city exports mountains of garbage into somebody else’s backyard. While residents have gone a long way to reduce the waste stream as city officials pursue an ambitious strategy of zero waste by 2020, we’re still trucking 1,800 tons of garbage out of San Francisco every day. And now we’re preparing to triple the distance that trash travels. ‘The mayor of San Francisco is encouraging us to be a green city by growing veggies, raising wonderful urban gardens, composting green waste and food and restaurant scraps,’ Irene Creps, a San Franciscan who owns a ranch in Wheatland, told us. ‘So why is he trying to dump San Francisco’s trash in a beautiful rural area?’”

* The real unemployment rate

The Bureau of Labor Statistics makes a distinction between so-called “discouraged workers” who have stopped looking for jobs, and the jobless who are actively seeking employment, so the official unemployment rate (9.7 percent in San Francisco, according to the most recent data) may be much lower than the actual unemployment rate.

We haven’t seen any brilliant local reporting on this issue, but the problem is summed up nicely in this YouTube video produced by a personal finance software firm.

Wild Nothing

Don’t call it “chillwave:” Wild Nothing’s Jack Tatum makes woozy beach music that owes more to ’80s Cocteau Twins dream-pop than the recent lo-fi progeny who bear that wince-inducing label. The dream-pop badge is one Tatum wears proudly, initially gaining online chatter from a faithful rendition of Kate Bush’s “Cloudbusting” before releasing debut album Gemini, which features a lot of those deep drum machine sounds you used to hear out of Collins and Gabriel before they moved on to Disney theme songs and cover albums, respectively. Joining Tatum at this Popscene event is Swedish Balearic pop star Eric Berglund, of Tough Alliance fame, performing as DJ CEO. Don’t forget the beach ball! (Peter Galvin)

The Boxer is a hodgepodge of ideas and styles that survives solely on the exuberance Okereke brings to each performance. Mary Armentrout Dance Theater

Mary Armentrout is a choreographer of keen perception and sharp intelligence. As an artist, her pieces are witty and wonderfully theatrical — yet they also explore important ideas. Unfortunately, she is not very prolific, so this premiere should be a real treat. The site-specific the woman invisible to herself explores issues around identity even as it questions the very nature of performance — as a state of being and as a theatrical practice. Armentrout structured woman as a solo for herself — and for Natalie Green, Nol Simonse, and Frances Rotario. Melvins

No strangers to the SF stage, Seattle’s iconoclastic sludge merchants the Melvins are back, with a new album, The Bride Screamed Murder, in tow. The band has long specialized in mind-bending songwriting and arrangement, and The Bride doesn’t disappoint, working in everything from free jazz to boot camp-style call-and-response — “Captain Beefheart playing heavy metal” according to guitarist/vocalist King Buzzo (and his legendary coiffure). The dual-drummered quartet (Big Business skinsperson Coady Willis joined in 2006) will be presaged by the delectably grungesque L.A.-by-way-of-SF trio Totimoshi, touring on 2008’s thumping Milagrosa but touting a new record very soon. “Radical Light: Landscape as Expression”

San Francisco plays itself in dozens of Hollywood movies, but the avant-garde works featured in the inaugural “Radical Light” program explore the imaginary city, the one perpetually coming into shape through the fog and over the hills. Of the city’s topography, filmmaker-teacher Sidney Peterson noted with some delight, “The straight line simply resisted use.” Tonight’s bill draws on the works of artists similarly disinclined: Bruce Baillie’s lovely Ella Fitzgerald-scored camera movement (1966’s All My Life); Chris Marker’s science-fiction views of Emeryville trash sculptures (1981’s Junkopia); Dion Vigne’s electrifying survey of North Beach’s surfaces (1958’s North Beach); and in-person appearances from two established masters, Lawrence Jordan (1957-78’s Visions of a City) and Ernie Gehr (1991’s Side/Walk/Shuttle). Cloud Cult

The inspiration for much of Craig Minowa’s music with Cloud Cult is, and seemingly will always be, the sudden death of his two-year-old son in 2002. An event like that is likely to shape any man’s future. Although the Cloud Cult moniker existed previous to that devastating moment, it’s absolutely appropriate for a band that thrives on songs about the next life, fear, and pain. Let me backpedal a bit though, because while those are scary subjects, this is not scary music. We’re talking jubilant indie music here, and, judging the tunes apart from their lyrical content, Minowa crafts some wildly fun, experimental beats that prove that the things that shape you don’t have to define you. “Robert Altman vs. Friendship!”

Of the three consecutive Robert Altman double-headers at the Roxie this week, I’ll put my money on this one every time. California Split (1974) remains one of the great troves of talk in American movies and a prime example of the director’s open sound design. In a just world, lovers of 1998’s The Big Lebowski would line up for Elliot Gould and George Segal as compulsive gamblers and friends, blurting out pearls on betting, the Seven Dwarves, stealing time, and California (“Everybody’s named Barbara”). As for 3 Women (1977), I still think I must have dreamed Shelley Duvall and Sissy Spacek being in the same movie. (Goldberg)

Premonitions of the end of the world in Plague-ravaged 14th-century Florence send a group of women and men into hiding in the countryside where lust, betrayal, high spirits and low comedy make for saucy times at the edge of the abyss. Based on the ribald tales of love and death in Boccaccio’s Decameron —with one contemporary riff about some rowdy bachelorettes in Las Vegas and a misplaced box of whip-its—this collaborative chamber opera directed by Jim Cave brings together new work by Bay Area–based composers Erling Wold ( Mordake ), Lisa Scola Prosek ( Belfagor ), Martha Stoddard and Davide Verotta. The wry, boisterous narration (by actor Robert Ernst, his gusto balanced by mute assistance from Roham Sheikhani’s placidly odd stagehand) has a jagged meta-theatrical quality of its own that charms us with self-conscious references to the production, while tacitly underscoring Boccaccio’s resonance for the present, but does not always aid in entering the individual stories, performed by impressive singers Sascha Joggerst, Maria Mikheyenko, Crystal Philippi, William Sauerland, and Wayne Dexter Wong. The musical aspects are generally more successful. Put fluidly into play under conductor Stoddard and five musicians sporting clarinet, cello, accordion, violin, and keyboard, the compositions offer up vivid, moody passages with contemporary flare yet something evocative too of its subject, a combination at times as contagious and fever-inducing as a touch of the Bubonic (without the swelling of the armpits).

The touring version of director-choreographer Robert Longbottom’s revamped revival of the 1981 Broadway sensation (with book and lyrics by Tom Eyen and music by Henry Krieger, under original direction by A Chorus Line‘s Michael Bennett) is a visually and aurally dazzling spectacle that is also a knowing (if now familiar) take on the history and business of latter-20th-century American pop music from the perspective of African American R&B. The cast, operating with ease against and within a remarkable videoscape projected onto large draped screens center stage, charms from the outset of this story about the rise of a female vocal group called the Dreams (a loose composite of the Supremes and the Shirelles). The first act enthralls with the plot’s gathering possibilities, the sparkling music and the irresistible performances—not least Moya Angela’s unstoppable Effie and Chester Gregory’s heroically soulful, funky Jimmy "Thunder" Early. But the second act stretches things unnecessarily with one too many power ballads (albeit lunged to perfection) and a slowpoke approach to the all but predictable plot resolution. Still, this is a masterful production on many counts and an infectious evening overall. (Avila)

It may have been just a coincidence, but it certainly seems auspicious that the San Francisco Mime Troupe, itself collectively run since the 1970’s, would preview their latest show Posibilidad on the United Nations International Day of Cooperatives. The show, which centers around the struggles of the last remaining workers in a hemp clothing factory ("Peaceweavers"), hones in on the ideological divide between business conducted as usual, and the impulse to create a different system. Taking a clip from the Ari Lewis/Naomi Klein documentary The Take, half of the play is set in Argentina, where textile-worker Sophia (Lisa Hori-Garcia) becomes involved in a factory takeover for the first time. Her past experiences help inform her new co-workers’ sitdown strike and takeover of their own factory after they are told it will close by their impossibly fey, new age boss Ernesto (Rotimi Agbabiaka). You don’t need professional co-op experience to find humor in the nascent collective’s endless rounds of meetings, wince at their struggles against capitalistic indoctrination, or cheer the rousing message of "Esta es Nuestra Lucha" passionately sung by Velina Brown, though in another welcome coincidence, the run of Posibilidad also coincides with the National Worker Cooperative conference being held in August, so if you get extra inspired, you can always try to join forces there. Shotgun Players’ annual free performance in Berkeley’s John Hinkel Park is this year an impressively staged large-cast reworking of the Illiad from playwright-director Jon Tracy. In the Wound is actually the first of two new and related works from Tracy collectively known as the Salt Plays (the second of which, Of the Earth will open at Shotgun’s Ashby stage in December). Its distinctly contemporary slant on the Trojan War includes re-imagining the epic’s Greek commanders as figures we’ve come to know and loath here in the belly of a beast once know by the quaint-sounding phrase, "military-industrial complex." Hence, Odysseus (Daniel Bruno) as a devoted family man in a business suit with a briefcase full of bloody contradictions emanating from his 9-to-5 as a "social architect" for the empire; or Agamemnon (an irresistibly Patton-esque Michael Torres) as the ridiculously macho, creatively foul-mouthed redneck American four-star commander-clown ordering others into battle. While the alternately humorous and overly meaningful American inflections can feel too obvious and dramatically limiting, they’re delivered with panache, amid the not unmoving spectacle of the production’s energetic, drum-driven choreography and cleverly integrated mise-en-scène. Appetite: Drinking in the Wente Vineyards Concert Series

There may be other Bay Area concert winery venues (Mountain Winery, for example), but none like family-run Wente Vineyards in Livermore. Run by the same family for five generations and set on a 3000-acre expanse of golden rolling hills and vineyards, Wente is managed by delightfully down-to-earth members of the family who keep the business alive, yes, with wine-making, but also with a scenic golf course, a restaurant, and the aforementioned concert venue.

It’s magic sitting out under the warm Livermore night sky, cradled by palms, vineyards and foliage, in a venue big enough to feel like an event, small enough to offer visibility. On August 19, I trekked out for a Chris Isaak show. I was a fan in high school, pleased to say he’s utterly charming in person, maintaining old-fashioned showmanship and witty banter in a sparkly, classic country/Elvis-style wardrobe. The setting could not have enhanced the enchantment of his music more. The range (and randomness) of Wente shows is wide — with appearances from my longtime hero, Harry Connick, Jr., or the likes of Liza Minnelli, Earth, Wind & Fire, The Fray, even ZZ Top (!)

The rest of this year’s line-up includes Willie Nelson with Ryan Bingham on Monday, September 13, the one-and-only Harry Connick (sadly, his show is sold out) on September 21st, and a just-added Don Henley show on September 20th. Tickets are pricey, running just shy of $90 to nearly $150 for seats, or anywhere from $150 to just below $300 with dinner, whether it be outdoor picnics or a multi-course meal, wine included, in their restaurant. Of course, you can eat at the restaurant on non-concert days without concert prices.

But the combo of the two certainly makes for a memorable special occasion or date, and what surprises most is the quality of the food in a full, three-course dinner. My dinner was paired nicely with bottles of 2006 Murrieta’s Well, a melon, vanilla-tinged white Meritage ($11 glass; $40 bottle), and a 2006 Annika Syrah, rich with plum and wild blackberry ($24 glass; $96 bottle).

Executive chef Eric Berg uses produce and herbs from their own organic garden (there’s even a master gardener, Diane Dovholuk, on staff) and unusual offerings, like bison tenderloin tartare with yellow beets, green onion, creme fraiche, sorrel puree and beet greens. It was a treat to eat bison raw, tender and fresh with garden accents. Simple and pure shines in the case of Frog Hollow Peaches with red onion, toasted hazelnuts, mizuna greens and pancetta vinaigrette. A perfect Summer dish.

Liberty Farms duck breast “scaloppini” with leg confit, horseradish gnocchi, charred lemon zest and smoked eggplant puree was appropriately prepared medium-rare with the confit leg adding succulence. Wagyu flatiron steak & Maine lobster is a pleasing “surf and turf” combo, prepared with stewed heirloom chiles, fingerling potato fondant, in a lobster-veal sauce.

Though I especially liked the sound of frozen horchata with hibiscus soup, local strawberries and mint, it was more like a bright palate cleanser than spiced with horchata flavor, while a local nectarine tartlette with sweet corn ice cream and salted caramel lingered longer and pleasurably.

Needless to say, it’s a hefty splurge, but the whole package, both dinner and concert, is a uniquely California experience: vineyards, palm trees, garden-fresh cuisine, even an Old West feeling of remoteness out among dry, rolling hills, create a bewitching evening.

Entering into its twelfth year of existence this weekend, Michael Franti’s Power to the Peaceful music and yoga festival doesn’t appear to pack quite the big name punch on (recycled, written on with hemp ink) paper – the Talib Kwelis and String Cheese Incidents that shared the bill with Franti in years past have been cycled out for Rupa and the April Fishes, SambaDa, and other relatively little known acts. But we caught up with Franti a few weeks ago to talk about this weekend’s (Fri/10-Sun/12) life-loving festivities while he was driving through the Nevadan desert, and he says there’s a method to the grooviness.

“It’s like being in a western movie out here,” Franti tells me after our call is dropped for lack of service. Reconnected, I ask: Michael, how’d you choose your supporting lineup for the concert you created to free Mumia, spread love, and perpetuate peace in Speedway Meadows?

“Last year we had Alanis Morrissette, lots of groups that we brought in from afar. This year we wanted to highlight Bay Area music,” says Franti, a Hunter’s Point resident himself. He took me through the lineup, which truth be told will probably make for a far more fun crowd than that of the year I had to throw bows to make it through the Indigo Girls crush. 

The patchouli-heavy roster includes the Santa Cruz capoeira crew SambaDa, bringing in a high-energy sound straight from the beach. All the acts involved have some smattering of multi-culturalism, including the Rupa and the April Fishes, of whose front lady Franti tells me “her family is Indian, but she grew up in America and sings in French and Spanish. She’s a M.D. half the year, and tours the other half of the year. I’ve always thought she was an amazing person.” We’ve got Rebelution to look forward to, surf-reggae boys from Santa Barbara, local emcee Sellassie, and… American Idol‘s Crystal Bowersox? She’s from Ohio, but hey she’s got dreadlocks – she’s in!

Most of the acts on the roster share the distinction for explicitly progressive social thinking, pretty key for a concert that Franti says he started to raise awareness of the fight to free Mumia Abu-Jamal, the Black Panther sentenced to Death Row for his alleged murder of a Philadelphia police officer. Tied to the concert, which focuses on promoting peace on an institutional and personal level, will be a 9 a.m. “1,000 Yogis for Peace” mass sun salutation (Sat/10), and a variety of paid shows meant to raise funds for future PTTP events. Though the Saturday Golden Gate shows will be the only free events of the weekend, the Fillmore Theater will also play host to Franti’s vibe, starting on Friday night when he’ll perform his new album, The Sound of Sunshine, continuing with a Talking Heads tribute Saturday night, and yoga-Brazilian dance workshops during the day on Sunday.

But before I hung up with Franti we had another hard-soled issue to discuss. That being, his lack of them. Franti threw off the shackles of tounges and laces a decade ago – kinda. “It comes up quite regularly that I go into a restaurant or store and they’ll ask me to wear shoes. So I put on flip-flops.” Damn the man! Oh, and he wears them running as well. 

Must we ask why? We must. Franti tells me through the savannah-induced static that he had been playing a lot of shows in developing countries, and the kids there thought his fragile, callus-free feet hilarious. Once back in SF, he decided to go unshod for three days, and the rest is history. Ironically, he’s been pretty involved in getting those things back on the feet of people that need them – donations are being collected at the concert for one of his favorite charities, Souls 4 Souls. That group will join over 100 social justice organizations at the concert on Saturday, where they will be offering information on everything from environmental issues to gang intervention. So wait, we’re listening to propaganda here? “The idea is to plug people into serving,” Franti says.
