NEW RESTAURANT and BAR OPENINGS

Awesome sandwiches out of a Dogpatch garage at Kitchenette
Debuting less than two weeks ago out of warehouse in Dogpatch is Kitchenette, a project from chefs who’ve worked at places of such high caliber as Incanto, Chez Panisse and Foreign Cinema, creating daily offerings that are, you guessed it: fresh and seasonal. Check the website for the changing menu which usually consists of a meat and vegetarian sandwiches (occasionally pizza), a salad, fresh juice and cookie. Last week I was converted by the fabulous Bahn Mi-like sandwich of beer & tangerine roasted Berkshire pork ($8) with cilantro, jalapeno, cabbage plus a side of macaroni salad. Washed down with a tart Meyer lemon, tangerine, blood orange juice ($2), I was already planning my next visit. Bring your cash (no other option) and come early because once their daily creations of lunchtime goodness are gone, well… they’re gone.

Fine dining made more affordable at La Folie’s Lounge
San Fran’s 21-year old French fine dining mecca, La Folie, may not be cheap even in lounge form, but if I don’t have to pay $70 to $105 for the only option of tasting menus in the dining room, I can still make a night of it ordering a la carte in the next door lounge, opening March 31 during their 21st birthday party. You can now eat as little or as much as you wish of the Michelin-starred food given a lounge-twist (think Lobster Croque Monsieurs), cocktail in hand (note: the bar is helmed by Casper Rice of Michael Mina and Rubicon).

Cafe Altano, a casual, new restaurant in Hayes Valley
Hayes (Valley, that is) is home to a regular foodie row with primo sushi, German food, coffee and chocolate within a couple blocks. Cafe Altano is a humble entry into to the ‘hood, a corner Med-Italian eatery taking over the Modern Tea space (R.I.P.) With pizzas, pastas, mussels, paninis and beers, it sounds like a relaxing late afternoon spot to chill, sitting at the copper bar, communal or sidewalk tables.

EAST BAY OPENING

The Old South modernized with upscale Southern food and Bourbon Room at Pican
Nothing makes me want to book a reservation more than the words “bourbon” and “Southern food” together. In a chic, Rhett Butler gentleman’s space with burlap-draped chandeliers, crushed shell & limestone bar and a private Bourbon Room, is Oakland’s Pican, conveniently near the Paramount Theatre. New Orleans’ native, Michael LeBlanc (co-founder of Brothers Brewing Co) debuted Pican, his first restaurant, last week for dinner (5-10pm nightly; Friday and Saturday till 11pm), with lunch (and sidewalk seating) forthcoming, on the ground floor of the new Broadway Grand building.

They had me at “She-Crab Soup”, one of my favorite lush delicacies when traveling in Charleston (creamy crab soup with crab roe for deeper texture and flavor), “Southern foie gras” (pan-fried chicken livers with Benton’s incomparable bacon in a sweet onion-Marsala gravy – um… yeah!), Low Country shrimp and grits, Bourbon and molasses-lacquered duck, and peanut jalapeno coleslaw. Small plates run $6-16, entrees $17-29, so it’s a date night or friends night on the town, especially when you can sip from a 96-deep bourbon list (definitely a number of rarities on board), beers, wines or cocktails. They’re going for the goal of biggest Bay Area Bourbon selection with a calendar of events including Bourbon tastings, Cigar dinners, live music, art showings and Winemaker dinners. It it’s all as fabulous as it sounds, I’m prepared to make good use of FasTrak across the bridge.

Event fee policy threatens How Weird and other festivals

The city’s budget crunch and stricter policies on making special events pay up front for all city services that they’re required to use are once again threatening the How Weird Street Faire, a popular dance festival now in its 10th year that seems to battle city bureaucracy every year. Now, the grassroots organizers are challenging policies that could leave San Francisco with only events sponsored by deep-pocketed corporations.

Organizers say they can’t come up with the almost $10,000 that the San Francisco Police Department is requiring them to pay up front, a tab needed to pay for cops that do little except stand around at an event that would rather be allowed to police itself. The May 10 event is scheduled to take place around Howard and 2nd streets after city officials made them move from their previous spot 10 blocks away.

“The SFPD is demanding we pay them nearly $10K up front for police services, which was not discussed at the ISCOTT [the city body that issues street closure permits] hearing and is twice the amount of 2007. We simply do not have the money for this and they are threatening now to not plan for our police services. I have a bad feeling they will not sign off on our ABC license [needed for beer sales],” lead organizer Brad Olsen recently wrote in an appeal to City Hall for help.

Grand Theft Auto IV: The Lost and Damned

(Rockstar North; Xbox 360)

GAMER Ever since the "next-gen" consoles shipped with capacious hard-drives and easy access to the broadband interwebs, gamers have been paying the price. Picking up where the boxed expansion pack model left off, publishers realized they could nickel-and-dime their fans with "downloadable content packs," recalling the "Batmobile sold separately" chicanery of action figure advertising and failing to deliver even the most rudimentary bang for your buck.

It comes as something of a relief, then, when a developer eschews horse armor and warmed-over levels too crappy for the retail version and provides some downloadable content actually worth the bandwidth, let alone the greenbacks. Grand Theft Auto IV makers Rockstar North restore some hope with The Lost and Damned, a worthwhile 10-hour nugget of episodic expansion that once again turns gamers loose in the open-world cesspool of Liberty City.

You play Johnny Klebitz, a surly biker with bad tribal tattoos and a cadre of "brothers" in the Lost, one of the metropolis’ warring biker gangs. Engaged in a power struggle with the gang’s atavistic head honcho and mired in the world of crime that defines Rockstar’s dystopic settings, Klebitz is soon fighting for his life.

In keeping with the expansion’s hog-wild characters, Rockstar has retuned the motorcycle physics, making two wheels the optimum number for peeling around the vast gameplay environment. Your character has access to a handful of powerful new weapons, and your easy-riding cohort is a phone call away if you’re in need of manpower, horsepower, or firepower. New multiplayer modes cater to the bike-centric gameplay, including a new race mode in which competitors with baseball bats reenact Electronic Arts’ classic Road Rash series.

The writing and motion capture is consistent with the GTA series’ surpassing quality, and Rockstar again proves that careful characterization and plotting makes for a more engrossing gaming experience than a coterie of anonymous sidekicks yelling "boo-yah!" The events of The Lost and Damned intersect intriguingly with the original game, but this is both a blessing and a curse. Despite the developers’ best efforts, Johnny Klebitz isn’t half the protagonist GTA IV’s Niko Bellic is, and the moments when Bellic shows up are an unfortunate reminder of this fact. As with Bellic, the writers make an ill-conceived stab at humanizing their star criminal in Klebitz, presenting him as a voice of reason and moderation. But this all flies out the window once he’s mowing down cops in the dozens. Then again, when you’ve got a fully automatic shotgun to play with, who cares about psychological realism?

Bar Johnny

Until quite recently, you did not often see the word "bar" associated with food-serving establishments in this part of the world. Hungry people slipping into Bar X for a bite were most likely in Europe, or the pages of a Somerset Maugham novel, not on the streets of San Francisco. But in the past few years, "bar" has become a consequential rival to "bistro" and "café" as a restaurant signifier, and we have seen a profusion of Bars: Jules, Bambino, Tartine, and let’s not forget Johnny, which opened about a year and a half ago on the swank flank of Russian Hill.

Unlike a number of its Bar-designated siblings, Bar Johnny really does seem to have some flavor as a bar in the American sense. The space (previously home to Tablespoon) is narrow, deep, and rather dimly lit, and its front half is dominated by a big, mirror-backed bar, complete with a flat-screen television showing sports events. The crowd tends to be young and boisterous, although (given the endless stream of ESPN) surprisingly mixed in gender. I have never seen San Francisco as being a city of blondes, but there are pockets, and Bar Johnny appears to be near the center of one of them. A certain Marina-ish haze hovers.

I also caught a whiff of urinal cakes one fine evening. The scent, at the rear of the public space and quite near the flapping double doors that lead to the kitchen, added to the bar spell while implying a degree of tidiness, but did not quite whet the appetite. This might be thought a daring strategy in an establishment that makes money by serving food to people. Are they so confident in their food that they can afford to run this risk? I wondered. Or is everyone here just supposed to get blotto and not notice much of anything? Bar Johnny does bear a subtitle — drink kitchen — and "drink" could be listed first for alphabetical reasons or ideological ones.

Bar Johnny’s nearest conceptual relative might be the Alembic on upper Haight, by which I mean: if you want to treat it as an ordinary bar, with drinks and interesting nibbles, you can. Chef Roland Robles’ menu opens with what are called "bites"; these range from a bowl of smoked habañero potato chips ($3) — fabulous if slightly under-salted — or warm mixed nuts ($5) to a grilled pizza ($13) bearing actual grill marks on the bottom of the nicely blistered crust. Pie toppings vary but do include entrants from the bianca ("white," i.e. no tomato sauce) family, such as bacon and mushroom. We found this to be a smoky, richly autumnal combination, subtly amplified by the grill char. The nuts, mostly peanuts and pistachios, with a few almonds and dried currants thrown in, were less fragrant but nonetheless both gobbleable and shareable. And while I don’t see any Cheers-type crowd hankering after kale — ever, under any circumstances — I do think Bar Johnny’s garlic-braised kale ($8) is as appealing as any of the other bites, despite its shocking virtuousness. The greens are tender, tasty, and a beautiful deep green — what more can we ask of any kale?

Bar Johnny does part ways with the Alembic and other tapas or small-plates menus by offering bigger plates under the aegis "more … " More food doesn’t necessarily mean more money. For the most part, these main courses cost in the mid- to upper teens and, considering how good they are, offer a pretty strong value. We did have a mild difference of opinion about the seared tuna loin ($17), which had been rubbed with five-spice powder — which for me tends to taste predominantly of cinnamon — before hitting the pan, from which it emerged a beautiful, deep-purple rare inside. A hint of bitterness in the seasoning was detected by a set of lips across the gorgeously burnished gray marble of the tabletop. But the accompanying Thai salad, a mound of finely shredded green cabbage accented with mint and basil, won general acclaim.

Also roundly applauded was a flatiron steak ($17), cooked to the rare side of medium-rare, sliced, and arranged atop a cauliflower purée napped with jus. The flatiron steak is taken from the shoulder and is a near relation of the chuck roast, from which hamburger is typically ground. If our chief concern is tenderness, we would probably be looking elsewhere, beginning with filet mignon. But Bar Johnny’s flatiron, while not exactly buttery, was tender enough and — the usual compensation for a hint of toughness in meat — very tasty.

At a lot of bars, the vegetarian option would be vodka. But Bar Johnny offers a real one, and it’s a full plate of food, not a bite, nibble, or nosh. It’s called "beans and rice" ($13) and includes some combination of legumes and rice — chickpeas, say, plump and glistening and colored up like a bit of Christmas with diced red pepper and slivers of pistachio. It’s flavorful and satisfying while leaving room for dessert, which — again, atypically for a bar — Bar Johnny offers with some panache.

It’s hard to go wrong with a basket of chocolate-chip cookies ($9) warm from the oven. One small hitch is that, as with a soufflé, there’s a wait of 15 minutes; another is that the cookies can stick together. Still. Another worthy possibility is the fruit cobbler ($7), which late in the winter might take the form of a boldly spiced apple crisp, topped with several globs of vanilla gelato and served in a shallow cast-iron pail complete with a handle. Perfect for your next visit to your favorite sand bar!

Missionites’ new all-day cafe-wine bar-resto combo: The Corner
Weird Fish, the Mission’s quirky, sustainable seafood joint, debuted a sister spot next door last week, The Corner, which should begin all day hours this week. Seeking to be all things to all people, it’s a cafe with wifi and Four Barrel coffee in the am, BLT Paninis at lunch, and at night, DJs, unique wines by the glass and dishes like duck and medjool dates or fennel-crusted pork chops.

Mission take two: Morak Lounge, a new Moroccan hookah bar
Sixteenth and Valencia has no lack of global eating options, all within a couple block radius. What it hasn’t had up till now is a chic, Marrakech-style lounge where you can smoke a double-apple flavored hookah while sampling Middle Eastern bites (the usual: hummus, baba ghanoush, skewers) or Cardamom-infused martinis. Enter Morak Lounge. Behind bronze doors, bright curtains and comfy cushions equal a sultry space to linger and puff away long into the night (open until big city hours of 3am on weekends).

Midi: FiDi’s new French Asian restaurant
Joie de Vivre luxury hotels debuted a new restaurant this past weekend, open for lunch and dinner with a downstairs bar open all day for the Financial District set. Midi, with Chef Michelle Mah of Ponzu at the helm, has been in the works for two years but is finally open in the former Perry’s space. The French Asian fare reinvents classics like duck leg confit with a ginger-rhubarb jus, with Euro-Asian offerings from Hawaiian kampachi crudo to pork rillettes with Dijon mustard. It all goes down nicely post-work (or during a lunch break) with a Lavender French 75 cocktail or with one of seven craft beers or 15 wines by the glass.

How can you not love that San Fran has been the setting for the unique Whiskies of the World celebration for 10 years now? Not only are there classes on Cigar Making or Mixology (using, what else? Whiskies), but the setting is downright idyllic. As the sun sets from aboard the San Francisco Belle, smoke your cigar (BYO or buy there) as you roam the deck while Celtic pipe and drum music plays, and sipping whiskies is the collective activity. Sampling booths cover three floors of the boat, staffed by spirits experts from distillers to blenders, while a dinner buffet shores up the stomach for all that imbibing. On top of whiskies, the Indpendent Spirits Fest portion means there’s also local vendors of other types of spirits like St. George Spirits, Charbay, Anchor Steam, Square One, and Osocalis. It’s pricey, yes, but I can think of fewer more enjoyable ways to go…

Weeknight prix fixe and Gnocchi Tuesdays at Bar Bambino
Every time I go to Bar Bambino, I walk away feeling like I was just in my favorite enoteca in an Italian town, sipping Italian wines, robust coffees from both North and South Italy, eating housemade charcuterie and cheeses Bambino’s been making before everyone in town was. Like many lately, they’re offering special menus like an early evening three-course prix fixe for $30. Primi (first course) could be soup, salad, or pasta. Main course is a meat or eggplant polpette, with gelato or signature Citrus Polenta Cake for dessert. Another fun element (for gnocchi fiends like myself) is their Gnocchi Tuesdays, playfully mirroring the tradition of Roman trattorias serving gnocchi dishes on Thursdays. Pricing women out of health care

OPINION While California faces some of the most challenging economic times in recent history, many residents are losing their jobs — and as a result, their health insurance. And businesses of all sizes are struggling to make ends meet, which often means slicing employee benefits.

As more people are forced to turn to the individual market for their health insurance, women in California are at a distinct disadvantage. Under a practice known as gender rating, health insurers are allowed to charge higher premiums based on a person’s gender. Consequently, many women pay higher premiums than men for identical coverage. This unfair and discriminatory practice affects more than 1 million California women who currently purchase their health plans on the individual market — and undoubtedly prices many more women out of health coverage altogether.

A recent survey by the National Women’s Law Center showed huge variations in premiums charged to women and men for the same health care coverage. In some cases, women paid premiums that were slightly higher than what men paid for the same policy. But in other cases, women were charged more than 50 percent more — and as much as 140 percent more — for identical health plans.

Gender rating violates the California Constitution’s equal protection guarantees and goes against the state’s good public policies that favor preventive health care and affordable health coverage for all Californians.

While insurers argue their insurance rate differentials are based on the actual cost of providing health care to women (even for plans that do not include maternity care), gender rating is a relatively new phenomenon. Gender rating was not significantly used by the state’s top insurers until mid-2007, according to a preliminary analysis from the California HealthCare Foundation. Surely the cost of caring for women has not increased exponentially in the past two years, while medical expenses for men have remained stagnant.

In pricing women out of affordable health care coverage in the individual market, we set in motion a series of events that harm women, children, families, and entire communities. Uninsured women are less likely to receive preventive care. They’re most likely to discover, and seek treatment for, serious disease in the later stages of an illness. One serious disease or illness could potentially bankrupt an entire family and pose a health risk to the community. In addition, the costs of caring for uninsured women ultimately fall to either the local or state government, draining already strained public resources.

More than 40 years ago the insurance industry voluntarily abandoned the practice of using race as a rating factor for setting health insurance premiums, despite their arguments that those premiums were also based on actual health care costs. Ten states across the country have already outlawed gender rating, with no negative consequences to the rest of the insured in those states. Without a doubt, it’s time to do the same in California. *

Weird Fish, the Mission’s quirky, sustainable seafood joint, debuted a sister spot next door last week, The Corner, which should begin all day hours this week. Seeking to be all things to all people, it’s a cafe with wifi and Four Barrel coffee in the am, BLT Paninis at lunch, and at night, DJs, unique wines by the glass and dishes like duck and medjool dates or fennel-crusted pork chops.

Mission take two: Morak Lounge, a new Moroccan hookah bar
Sixteenth and Valencia has no lack of global eating options, all within a couple block radius. What it hasn’t had up till now is a chic, Marrakech-style lounge where you can smoke a double-apple flavored hookah while sampling Middle Eastern bites (the usual: hummus, baba ghanoush, skewers) or Cardamom-infused martinis. Enter Morak Lounge. Behind bronze doors, bright curtains and comfy cushions equal a sultry space to linger and puff away long into the night (open until big city hours of 3am on weekends).

Midi: FiDi’s new French Asian restaurant
Joie de Vivre luxury hotels debuted a new restaurant this past weekend, open for lunch and dinner with a downstairs bar open all day for the Financial District set. Midi, with Chef Michelle Mah of Ponzu at the helm, has been in the works for two years but is finally open in the former Perry’s space. The French Asian fare reinvents classics like duck leg confit with a ginger-rhubarb jus, with Euro-Asian offerings from Hawaiian kampachi crudo to pork rillettes with Dijon mustard. It all goes down nicely post-work (or during a lunch break) with a Lavender French 75 cocktail or with one of seven craft beers or 15 wines by the glass.

RIP, Parkway Speakeasy Theater

Say it ain’t so! Oakland’s Parkway Theater announced this week that its doors will close Sunday, March 22. According to the theater’s web site:

“After more than twelve years of serving the great cultural crossroad of Oakland, the Parkway Speakeasy Theater will be closing at the end of business day, Sunday March 22, 2009.

From African Diaspora to Thrillville to lesbian fashion shows and educational porn, the Parkway has offered an eclectic array of movies and events. It was the first theater in California to offer food, beer and wine service in a lounge style movie theater. With a nudge or a push from the community, there was little programming the Parkway theater would not try in order to better be a community center and a safe haven for diverse ideas. The Parkway brought Baby Brigade for the shuttered and abandoned parents of newborns, the first international black gay, lesbian, bi-sexual, transgender film festival and Sunday Salon, a free event for cultural and community enhancement. We, at the Parkway Speakeasy Theater, are deeply proud of the Parkway and will profoundly miss serving its community. Thank you for your patronage.”

Fortunately, all is not entirely lost — the Parkway owners still have their Cerrito Speakeasy Theater, which, like the Parkway, has beer and pizza (and sandwiches with cheeky names: “The Zombie Cow,” anyone?) on the menu, along with new films and special events, including the ever-cool monthly B-movie celebration, Thrillville. It’s also very BART-friendly — literally just a handful of blocks and a Bed, Bath, and Beyond parking lot’s length from the station.

The Parkway closes down with a trio of standout films from 2008: The Wrester, Revolutionary Road, and Let the Right One In (your choice — five bucks!), plus a movie about Lucha Libre that looks pretty unmissable (seven bucks for this one). Head over and show your support Sun/22, or hit up the Cerrito in the coming months to make sure it keeps unspoolin’ films and pourin’ pitchers of PBR.

Livin’ La Dolce Vita at Pizzanostra
Jocelyn Bulow of the Chez Papa and Chez Maman restaurant group and Italian chef, Giovanni Aginolfi (who was cooking pizzas in Nice, France, prior to coming to SF), join forces for a new pizzeria/osteria on Potrero Hill called Pizzanostra. Aginolfi placed sixth in the World Pizza Championship and now we can get ’em right here. There are two themes to this restaurant: a pizzeria serving Aginolfi’s famed pies, and an osteria with a menu of antipasti, foccacias, salumi, pastas, gelatos and Italian wines. The outdoor sidewalk terrace will be a huge hit on sunny days for filling up on bruschetta topped with eggplant, prosciutto, mozerella and tomato, a salad of celery hearts and fennel, or pizzas covered in lamb sausage and egg or clams and prawns. This is la dolce vita realized.

Jon Smulewitz of longtime Piedmont Ave. Italian restaurant, Dopo, just opened an Italian-chic sports bar (yes… chic, Italian and sports). Adesso may have a Foosball table and flat screens, but it also has 15 drinks assembled by Jay Kosmas of New York City’s Employees Only, an industry insiders’ culinary cocktail hang-out. In a casual, mod space, imbibe cocktails or Italian wines while pulling up a seat at the bar… salumi bar that is. You heard right: salumi bar and foosball, all in one place.

Masa’s makes fine dining affordable
Masa’s is one of SF’s most revered fine dining destinations for more than 25 years, but set menus run $105 for six courses or $155 for nine courses per person. Yeah… definitely a special occasion splurge at best. But Masa’s is feeling the economic times, too, responding with something they’ve never done before: offer a three course menu for $55 on Tuesdays, Wednesdays and Thursdays for early bird diners. Exec chef, Gregory Short, serves dishes like roasted beets en terrine or potato agnolotti with fava beans and black trumpet mushrooms. Pastry chef, John McKee, won’t leave you hanging on dessert either, with delectables like a fleur de sel caramel bon bon or Winter citrus tart. An ideal chance to try out this upscale dining mecca at a “discount”.

Get away from the grip-and-grin events and rambles through parties that offer free drinks and barbecue (though Jackpine Social Club’s Nick Tangborn supposedly threw an ace bash yesterday for ex-Parkside honcho Sean’s Batter Blaster pancake spray product) – there’s music out there if you seek it out. The corporate sponsors may be relatively absent, but there’s still plenty of intrigue, sonically, if you seek it out: PJ Harvey and John Parish, J. Tillman of Fleet Foxes going solo, the Pains of Being Pure at Heart, Blk Jck, We Have Band, et al.

One great budding band of women: Portland, Ore., trio Explode Into Colors. An all-power two-drum approach draws from the Slits and Gang of Four to fashion impassioned, sinewy primal punk. Fully formed and in full possession of their own voice. The group played March 18’s Finally Punk-curated all-ages music-made-by-women show at Ms. Bea’s, which also included Pocahaunted, Yellow Fever, Micachu, and the East Bay’s Splinters.

REVIEW The minimum wage that Albuquerque single mom Rose (Amy Adams) earns as a housecleaner isn’t enough to pay for the private school her eight-year-old son needs after his weird behavior exhausts the public one’s resources. And aimless-party-girl younger sis Norah (Emily Blunt) just got fired from her own last crap job. Cop Mac (Steve Zahn), the former high school sweetheart who chose to marry someone else but is still having an affair with Rose, tells her there’s real money to be made in the unpleasant business of "crime scene and trauma cleanup" — in other words, scouring the mess left over after the body has been removed from a murder, suicide, or natural death site. This agreeably low-key tale from director Christine Jeffs and scenarist Megan Holley isn’t the black comedy you might expect, given that plot hook: in fact one nice thing about it is that it doesn’t turn the aftermath of sad or tragic events into a joke. Instead, the emphasis is on sister dynamics and trying to get a break in the ever-expanding, hanging-by-a-thread sector of the working class. There’s nothing wildly original here, but Sunshine satisfies in the pleasantly familiar but not-dumb mode of 2007’s Waitress. Good supporting performances include those by Alan Arkin as (yet another) eccentric grampa, and Clifton Collins Jr. as a very personable one-armed cleaning supplies store clerk.

Herb Caen glory days hang on as North Beach’s classic WashBag returns
Herb Caen would be proud. When Washington Square Bar & Grill closed last year, many mourned the loss of one of SF’s most beloved classics, a preferred hang-out of the aforementioned Caen, local writers and politicos ever since the ’70’s. Under new ownership, Liam and Susan Tiernen of Tiernan’s (www.tiernans.com), the historical spot returns with brasserie menu intact. How’s this for lowest common denominator? The first sentence of Kiyoshi Kurosawa’s Wikipedia entry explains that he is a "Japanese filmmaker best known for his many contributions to the J-horror genre." With his latest film, family drama Tokyo Sonata, particularly fresh in my mind, I’d nearly forgotten he was even part of that late-1990s trend. It’s inarguable that he made one of the best of the genre — 2001’s cult nugget Pulse, a meditation on the cold, paralyzingly lonely soul of the Internet masquerading as a sublimely creepy ghost story. Pulse is the only one of Kurosawa’s films made widely available to American popcorn-munchers, albeit in the dumbed-down form of a bastardized PG-13 remake starring Kristen Bell (tagline: "You are now infected.")

Fortunately, as the San Francisco International Asian American Film Festival program notes point out, you’ll soon be getting a chance to see the original Pulse on the big screen, where its sinister sparseness should freak out even those who’ve already watched it on DVD. SFIAAFF’s spotlight on Kurosawa, encompassing seven films (including the local premiere of Tokyo Sonata) and an in-person visit from the man himself, couldn’t have been easy to curate. His filmography stretches back to the 1970s, with pink films and yakuza films and pre-J-horror horror films. His breakthrough, at least to stateside art house patrons and festival attendees, was 1997’s Cure, a serial-killa-thrilla lacking anything resembling Hollywood-style story beats. As the New York Times marveled, "Kurosawa constructs an elaborate psychological maze and then strands us in the middle of it" — a favorite technique that echoes throughout his work.

Though the SFIAAFF program spotlights Kurosawa, in many ways it’s also the Sho Aikawa show, with the actor appearing in paired films The Revenge: A Visit from Fate and The Revenge: The Scar that Never Fades (both 1997), and Eyes of the Spider and Serpent’s Path (both 1998). The stone-faced Aikawa — also a Takashi Miike regular, having triggered the total destruction of Planet Earth at the end of 1999’s Dead or Alive, among other triumphs — is particularly moving in the later films, wherein he plays a same-named character caught up in mirror-image circumstances who is, nonetheless, decidedly not the same dude. A child is snatched and murdered, and vengeance is sought, but Kurosawa focuses on the mundane aspects of gangsterhood, with the crew in Eyes of the Spider, for example, discussing polar bears and fishing strategies during stretches of downtime.

But this ain’t no Tarantino-style crimes-‘n’-chuckles set of films. With Tokyo Sonata, Kurosawa does away with the yakuza element, along with the overtly scary stuff, though the film is so timely it’s near-eerily prophetic. The economy is the boogeyman here, as an average Japanese family fractures when Dad is laid off (and doesn’t tell Mom) and the older son decides that joining the U.S. military seems like a pretty good career option. Dinner-table calm is soon replaced by ever-bizarre and sometimes tragic events, but the hidden talents of the younger son suggest all may not be dark in the world. The end result is Kurosawa’s most fulfilling work to date, in a career that’s already delivered quite a few winners. To borrow the title of one of those films, a bright future awaits.

Newsom’s state secrets

EDITORIAL On January 21st, his second day in office, President Barack Obama announced that he was dramatically changing the rules on federal government secrecy. His statement directly reversed, and repudiated, the paranoia and backroom dealings of the Bush administration.

"The Freedom of Information Act," the new president declared, "should be administered with a clear presumption: in the face of doubt, openness prevails. The government should not keep information confidential merely because public officials might be embarrassed by disclosure, because errors and failures might be revealed, or because of speculative or abstract fears. Nondisclosure should never be based on an effort to protect the personal interests of government officials at the expense of those they are supposed to serve. In responding to requests under the FOIA, executive branch agencies (agencies) should act promptly and in a spirit of cooperation, recognizing that such agencies are servants of the public."

The following day, Jan. 22, we sent an e-mail to Mayor Gavin Newsom’s press secretary, Nathan Ballard. "Now that President Obama has made a dramatic change in federal FOI policy," we asked, "would Mayor Newsom would be willing to issue a similar executive order in San Francisco?"

Ballard’s response:

"We wholeheartedly agree with the President on this issue. The mayor has charged my office with handling sunshine requests for the executive branch of city government, and he has directed us to cooperate swiftly and comprehensively to all sunshine requests, and to err on the side of openness."

That, to put it politely, is horsepucky.

As we report in this issue, it’s difficult, and at times insanely difficult, to get even basic public information out of Newsom’s office. Take his calendar: by law, the mayor is required to make public his appointments calendar. Other public officials manage to do that — in fact, the president of the United States, who has a tad more national and personal security issues than the mayor of San Francisco, lets the press know what he’s doing almost every minute of every day.

Most days, though, what we get from Newsom’s office is a statement like, "The mayor has no public events scheduled today." Or, "The mayor is holding meetings at City Hall." Meetings with whom? What private events is he attending? What’s he do all day? What lobbyists, activists, public officials, or campaign donors is he talking to in his City Hall office? Why is that some huge state secret?

Or take the city’s terrifying budget problems. When Board of Supervisors President David Chiu began holding meetings with key stakeholders to look for a solution, Newsom refused to show up, saying there was no need. The mayor claimed he was holding his own meetings with everyone who needed to be involved.

That was news to many of the people in Chiu’s sessions. So who was the mayor talking to? The mayor’s office won’t tell us — and the limited calendar information he releases doesn’t shed any light, either.

The San Francisco Sunshine Ordinance Task Force has repeatedly found Newsom directly in violation of the Sunshine Ordinance. Legions of reporters have run across the slammed door, the ducking, the non-responsiveness, and the general hostility of the mayor’s press office. As the White House comes out of the dark ages and starts to set new standards for open and honest government, San Francisco is not only lagging behind — this city’s chief executive is actively resisting.

We’re getting tired of this. The city attorney, district attorney, and Ethics Commission all have the mandate and ability to enforce the Sunshine Ordinance, but none have made that a priority. At this point, the only way the executive branch is going to comply is if the supervisors give the Sunshine Task Force the authority and resources to do its own enforcement.

In the meantime, somebody on the board ought to introduce Obama’s exact policy statement, replacing "Freedom of Information Act" with "San Francisco Sunshine Ordinance." And the Sunshine task force should begin an investigation into how the mayor’s press office is defying, on a regular basis, both the letter and the spirit of the city’s open-government law. *

Fresh off of a nearly averted city crackdown on partying at the Bay to Breakers race, the Chronicle has back-to-back reports that city officials are planning to crackdown on nightlife and on impromptu dance parties, zombie infestations, pillow fights, and other flash mobs. Further embarrassing this city that once embraced parties is the fact that this threat has already made international news.

Why must city officials use threats and zero tolerance as their first resorts? Problems with trash and noise can be solved if there’s creative leadership in City Hall willing to work with the community, and leaders that value San Francisco’s unique, messy, and fun culture. Instead, we have the absentee and conflict-averse Mayor Gavin Newsom, shorttimer Police Chief Heather Fong, and Newsom’s dour, judgmental special events coordinator Martha Cohen playing reactionary roles, time and again.
