After circling the same late-night block in the Tenderloin for any number of years, I recently donned my fabulous ’50s air hostess uniform with matching kicky white pumps, splashed on a dash of Wind Song, and decided to experience the magic of travel. Why, there’s a whole world knocking at my back door — and no length I won’t go for a taste of adventure. Local Web sites such as 71miles.com, which explores nearby Northern California, and the fantastically rough-and-ready newsletter from WeekendSherpa.com are chock-full of neato getaway ideas, but I also did some wide-ranging research of my own, as evidenced below. Remember, travel can be harsh on the environment, so plan your trips well, pack light, and try to hoof it as much as possible (sans stilettos, of course) — that way you won’t miss a thing.

MARVELOUS MENDOCINO


Five or so hours up the coast and through the gorgeous wine country of Anderson Valley lies Mendocino, an achingly quaint city on a peninsular cliff, full of retired ex-hippies, impromptu music festivals, hilarious whale art, and delectable bursts of natural wonder. Stay at the incredible Inn at Schoolhouse Creek (www.schoolhousecreek.com), a collection of renovated century-old cottages run by the very friendly Steve Musser and Maureen Gilbert, complete with hot tubs, hearty breakfasts, ocean views, and a pair of cute-as-heck Sicilian pygmy donkeys (really!). Chow down with elegance at gourmet vegetarian legend the Ravens’ Restaurant at Stanford Inn (www.stanfordinn.com), and spend a day or two drifting lazily down the Big River, past harbor seals and exotic ducks, in a flotation device from nearby hunkily staffed Catch a Canoe (www.catchacanoe.com).

WET ‘N’ WILD SONOMA


Turtles, ospreys, three kinds of heron, deer, eagles, and maybe even a winery or two — such are the Russian River delights that await if you hit up River’s Edge Kayak and Canoe Trips (www.riversedgekayakandcanoe.com), in the ever-so-sunny boutique town of Healdsburg in Sonoma County. Whether you’re an experienced water rat or a casual paddler (watch that French manicure!), there are several nature-filled routes and levels of difficulty to choose from. Especially scenic is the 11-mile course via Rio Lindo, snaking around mountain bases through heavily wooded areas, with plenty of picnic spots and — I love this phrase — secluded swimming holes.

DOIN’ THE DELTA


About three hours northeast of San Francisco, right before you hit Sacramento, lies the fertile, humid, natural wonder of the Sacramento Delta (www.sacdelta.com). Consisting of numerous islands and inlets along the Sacramento River and its tributaries, the Delta is an environmental marvel, full of roadside levees, quirky small towns, and abundant agricultural land reclaimed from meandering waters. Islands are traversed by constantly running car ferries, mostly piloted by sweet, sun-seasoned lesbians (dykes and levees — how can you miss?), and visitors often come away with bushels of farm-fresh asparagus, cherries, strawberries, pomelos, and other juicy produce. The eerie jewel of the Delta, however, is Locke (www.locketown.com) — a full-on Chinatown in the middle of a grassy nowhere, founded in 1915 by Chinese farmworkers after a fire in nearby Walnut Grove destroyed their homes. Locke’s Dai Loy Museum is an authentic ghostly gambling house replete with Asian gaming tables, displays of early 20th-century pictures and artifacts of the town, and oodles of fascinating historical tidbits. (Example: in the 1920s the white police force used to raid the town dressed as "Hindus.")

KINETIC EUREKA


If you’re reading this in time, you may want to take a jaunt up to the city of Eureka, near the Oregon border — not just because the downtown area has been retooled into a quaint historical shopping district, but also because of Memorial Day Weekend’s famed and amazingly wacky Kinetic Sculpture Race (www.kineticsculpturerace.org). It’s kind of a miniature Burning Man on wheels — folks of all stripes build unique human-powered contraptions and engage in a wild three-day race over land and water, in a scramble around the city and nearby countryside. A couple years back, I rooted for the tandem bicycle contraption with a disco ball on top that shot out actual flames, but it got held up by a herd of cows blocking the road and lost. *

MCMAF: Ich bin Kevin Blechdom

It’s customary to crave road travel when your summer bummer declines into a case of cubicle claustrophobia at the ol’ air-conditioned nightmare. Some of us just need to go on hiatus for a while. But take it from electronic-experimental musician Kevin Blechdom: her 2002 move from San Francisco to Berlin has been a fruitful experience.

"For the last four years, I was able to support myself through playing music," she writes via e-mail. "That’s nearly impossible to do in America with the style of music I’m making, but totally possible in Europe. I remember someone asking me what I did for a living, and I shyly said that I was a musician. They consider it a ‘real’ career, and I remember being surprised by that. In America you say, ‘I’m a musician,’ and then the other person asks, ‘But what’s your real job?’ "

Born Kristin Erickson, the 28-year-old artist was first drawn to music as a child growing up in Stuart, Fla. Initially trained as a classical pianist, Blechdom was also influenced by musical theater and pop music, and she started writing songs with her brother during high school. She went on to study piano at Florida State University but became disenchanted with its "conservative and eventually depressing" program and transferred in 1997 to Mills College in Oakland to study electronic music composition.

"I spent a lot of hours in the music library listening to avant-garde electronic music from the ’60s and ’70s, and I kept seeing ‘recorded at Mills College’ on the back of my favorite recordings," she writes. "When I got to Mills, it was the perfect environment for a young musician wanting to find her own way to compose and listen and think about music."

While at Mills, Blechdom struck up a friendship with Bevin Kelley, a.k.a. Blevin Blectum. The pair soon started performing as an electronic duo and releasing albums under the moniker Blectum from Blechdom. But after an intense four-year partnership, the twosome’s relations soured, and Blechdom shortly afterward fled to Berlin.

"I think a lot of the trouble was dealing with a public growth spurt and having to grow up a bit," she notes of her spilt with Blectum. "We have an amazing collaborative intuition that I treasure. In the last year we have started to work together again, and it’s gratifying to start where we left off."

As a solo artist, Blechdom has gravitated toward musical theater and performance art, while retaining Blectum from Blechdom’s noise ethic. Her Chicks on Speed-released full-lengths – Bitches Without Britches (2003) and Eat My Heart Out (2005) – channel artists such as Kate Bush and Magnetic Fields with dizzying synth pop allure and barnyard banjos. Upon the latter album’s release, Blechdom began performing topless and draping herself in dripping, raw meat during her live sets.

"It was a very basic symbolism mixed with a salute to female performance art. The symbolism was about turning inside out or trying to find those ‘inside’ feelings to express," she writes, adding that it was fun until she got nauseated and had to stop.

Blechdom is in the process of relocating to the Bay Area so she can attend school this fall. In addition to her solo work and Blectum from Blechdom, she’s also collaborating with Evans Hankey in the Reality Club and with Christopher Fleeger in an Evanescence and Rammstein cover band called Barn Wave. Her third solo album – a collection of "acoustic theater songs" – is in the can, but she has yet to find a label to release it.

"I think," she ventures, "this might be the first record I’ve made that my grandparents will be able to appreciate." (Chris Sabbath)

Cleaning the sour lake

Pablo Fajardo, Humberto Piaguaje, and Guillermo Grefa – three natives of Ecuador – recently made a visit to the Bay Area, but not as mere tourists.

"I’ve come here to inform you, San Francisco, so that you here might know what Chevron does outside the borders of the United States," Fajardo said at a press conference outside City Hall. "They are contributing to the destruction of humanity on a global level."

Fajardo is one of the lead litigators in a 14-year-old civil action lawsuit against Texaco (which was purchased by the Chevron Corp. in 2001) accusing the multinational oil company of business practices that soured the lakes, streams, soil, air, and lives of the residents of Lago Agrio ("sour lake" in Spanish). Texaco was based in this rainforest region for 28 years and operated 343 wells and processing plants that pumped 1.5 billion barrels of oil through a 300-mile exposed pipeline over the Andes. The plaintiffs allege that substandard storage and handling of the oil and its toxic byproducts during those productive years have poisoned an area three times the size of Manhattan.

Chevron contends that it has adequately cleaned up 45 sites and anything beyond that is the responsibility of PetroEcuador, a government-owned company with which Texaco had a partnership for use, ownership, and maintenance of the wells.

Chevron is the sixth largest oil company in the world and the richest corporation in the Bay Area. The San Francisco Chronicle recently dubbed Chevron its "corporation of the year" after the oil company posted $17 billion in profits in 2006.

But by the end of this year, Chevron may have a new distinction: loser of the largest environmental remediation case ever litigated. Even though legal scholars say it’s quite possible the Ecuador court will rule against Chevron, company executives still haven’t set aside any money or fully informed shareholders of this potential liability.

A resident of Lago Agrio since he was 14, Fajardo received his law degree through correspondence school coursework just three years ago, and this is the first case he’s argued. But he’s not alone. His legal team includes New York-based Steve Donziger and a bankroll from Philadelphia’s Kohn, Swift and Graf. The recent trip was also supported by the San Francisco organizations Amazon Watch and Rainforest Action Network.

"This was to put a message to the Bay Area. This is your homegrown oil company," Amazon Watch’s executive director, Atossa Soltani, said. "This is an opportunity to hold them accountable. We need to demand they uphold the values of this community."

While in town, Fajardo invited Governor Arnold Schwarzenegger to tour one of the 600 unlined oil pits that are seeping sludge into the drinking water of 30,000 Lago Agrians.

"I know that you have close ties to this company," Fajardo wrote in a letter to Schwarzenegger. "I have read that Chevron has donated over $600,000 to your campaigns and inaugurations. I have also read that your former chief of staff was a lobbyist for Chevron. However, I have faith because I know you are a man of the environment. You are making California a leader in the United States on almost every environmental issue. You are what they call a ‘green’ governor."

The governor is still reviewing the letter, his spokesperson Aaron McLear said, and has not yet decided on taking a field trip to the country. According to an Associated Press article, at an April 24 press conference Schwarzenegger was asked why he turned down an offer to meet the Ecuadorans. He responded, "Everyone has their own ideas of what it is to be an environmentalist and to protect the environment."

To convey their idea of what it means to be a good corporate citizen, Piaguaje and Grefa busted into the April 25 annual shareholders meeting at Chevron’s headquarters in San Ramon, as guests of Soltani and RAN executive director Michael Brune – who both happen to own a little stock in the company.

As three dozen protesters stood outside the meeting holding a banner that read, "Tell shareholders the toxic truth," the usual crowd of well-heeled investors dressed in prim suits and trim neckties mingled inside.

Two individuals looked a little different. Grefa wore a pale green shirt and a thick rope of multicolored beads around his neck. Beside him sat Piaguaje, in a long red tunic with a traditional headdress covering his black hair. During the question period of the meeting, they addressed Chevron board president David O’Reilly.

"Our fight is not for money," Piaguaje, the Secoya tribe leader, said through a translator. "We want you to give back our lives. We want to live in peace, harmoniously with nature. Above all, we want justice. We will continue to fight until we get justice or we will die in our struggle."

"The problems you have there," O’Reilly responded, "you need to take up with the government. There’s no credible evidence that Texaco did anything wrong."

The plaintiffs argue that Chevron’s $40 million remediation job during the ’90s is an implicit admission of some level of guilt.

Chevron says it’s being attacked for the size of its purse. At the shareholders meeting, company executives proudly reported the company made $17.1 billion last year, will be investing about $15 billion in oil exploration, and is kicking off 30 new capital projects at the cost of $1 billion apiece.

Should the Ecuadoran plaintiffs prevail, the cost of a real cleanup has been estimated at $6 billion – enough to hinder just half a dozen of Chevron’s new oil wells. Chevron contends the figure is grossly inflated. "This $6 billion assessment was made by a consultant hired by the attorneys [on the plaintiffs’ side] who only spent three days there," one of Chevron’s lawyers, Ricardo Veija, told the Guardian.

"He was there for a few weeks, actually," said the environmental scientist at his side, Sara McMillen, who’s consulting for Chevron on the case. She added that the consultants asked other experts to consider the figure. "They actually bust out laughing when they hear that number," she said. "It’s more than the cost of Exxon Valdez."

But Fajardo contends the spills in Lago Agrio are larger than the Valdez tanker spill – 30 times larger, in fact (18.5 billion gallons versus 11 million). He said Ecuadorans are more interested in drinking clean water and being treated like humans than squeezing money from Chevron.

Because of the trial, Fajardo was not allowed to attend the shareholders meeting, but we asked what he would say to O’Reilly if they were face-to-face.

"If I could speak with him," Fajardo said in clear, direct words, as if talking to a child who doesn’t want to listen, "I would tell him that I think human beings are the same. We have the same rights no matter what part of the world we live in. This company has caused great harm. Instead of spending millions of dollars in defense, they could be investing money in cleanup. It’s a question of justice."

Fajardo, his stern brow softening as he considered his words, added, "I’d also tell him I have nothing against him personally. I respect him like I respect every other person." *

Death of fun, the sequel

Fun – in the form of fairs, festivals, bars, art in the parks, and the freedom to occasionally drink alcohol in public places – is under attack in San Francisco.

The multipronged assault is coming primarily from two sources: city agencies with budget shortfalls and NIMBYs who don’t like to hear people partying. The crackdown has only intensified since the Guardian sounded the alarm last year (see “The Death of Fun,” 5/24/06), but the fun seekers are now organizing, finding some allies, and starting to push back.

Mayor Gavin Newsom and other city hall leaders have been meeting with the Outdoor Events Coalition, which formed last year in response to the threat, about valuing the city’s beloved social gatherings and staving off steep fee hikes that have been sought by the Recreation and Park, Fire, Public Works, and Police departments.

Those conversations have already yielded at least a temporary reprieve from a substantial increase in use fees for all the city’s parks. It’s also led to a rollback of the How Weird Street Faire’s particularly outrageous police fees (its $7,700 sum last year jumped to $23,833 this year – despite the event being forced by the city to end two hours earlier – before pressure from the Guardian and city hall forced it back down to $4,734).

The San Francisco Democratic County Central Committee will also wade into the issue April 25 when it considers a resolution warning that “San Francisco has become noticeably less tolerant of nightlife and outdoor events.” It is sponsored by Scott Wiener, Robert Haaland, Michael Goldstein, and David Campos.

The measure expresses this premier political organization’s “strong disagreement with the City agencies and commissions that have undermined San Francisco’s nightlife and tradition of street festivals and encourages efforts to remove obstacles to the permitting of such venues and events up to and including structural reform of government permitting processes to accomplish that goal.”

The resolution specifically cites the restrictions and fee increases that have hit the How Weird Street Faire, the Haight Ashbury Street Fair (where alcohol is banned this year for the first time), and the North Beach Jazz Festival, but it also notes that a wide variety of events “provide major fundraising opportunities for community-serving nonprofits such as HIV/AIDS, breast cancer, and violence-prevention organizations that are dependent upon the revenue generated at these events.”

Yet the wet blanket crowd still seems ascendant. Sup. Michela Alioto-Pier now wants to ban alcohol in all city parks that contain playgrounds, which is most of them. Hole in the Wall has hit unexpected opposition to its relocation (see “Bar Wars,” 4/18/07), while Club Six is being threatened by its neighbors and the Entertainment Commission about noise issues. And one group is trying to kill a band shell made of recycled car hoods that is proposed for temporary summer placement on the Panhandle.

That project, as well as the proposal for drastically increased fees for using public spaces, is expected to be considered May 3 by the Rec and Park Commission, which is likely to be a prime battleground in the ongoing fight over fun.

 

FEE FIGHT

Rec and Park, like many other city departments, is facing a big budget shortfall and neglected facilities overdue for attention. A budget analyst audit last year also recommended that the department create a more coherent system for its 400 different permits and increase fees by 2 percent.

Yet the department responded by proposing to roughly double its special event fees, even though they make up just $560,000 of the $4.5 million that the department collects from all fees. Making things even worse was the proposal to charge events based on a park’s maximum capacity rather than the actual number of attendees.

The proposal caused an uproar when it was introduced last year, as promoters say it would kill many beloved events, so it was tabled. Then an almost identical proposal was quietly introduced this year, drawing the same concerns.

“These are just preliminary numbers, and they may change,” department spokesperson Rose Dennis told us, although she wouldn’t elaborate on why the same unpopular proposal was revived.

Event organizers, who were told last year that they would be consulted on the new fee schedule, were dumbfounded. They say the new policy forces them to come up with a lot of cash if attendance lags or the weather is bad.

Mitigating such a risk means charging admission, corralling corporate sponsorship, or pushing more commerce on attendees. This may not be a hindrance for some of the well-known and sponsored events such as Bay to Breakers and SF Pride, but consider how the low-budget Movie Night in Dolores Park might come up with $6,000 instead of $250, or how additional permit fees could strangle the potential of nascent groups such as Movement for Unconditional Amnesty.

The group is sponsoring a march in honor of the Great American Boycott of 2006. On May 1 it will walk from Dolores Park to the Civic Center in recognition of immigrants’ rights. The group wanted to offer concessions, because food vendors donate a percentage of their sales to the organization, but the permit fee for propane use from the Fire Department was too high.

“They couldn’t guarantee they’d make more than $1,200 in food to cover the costs of permits,” said Forrest Schmidt, of the ANSWER Coalition, who is assisting the organizers. “So they lost an opportunity to raise funds to support their work. It’s more than $1,000 taken off the top of the movement.”

ANSWER faced a similar problem after the antiwar rally in March, when the rule regarding propane permits was reinterpreted so that a base charge, once applied to an entire event, was now charged of each concessionaire – quadrupling the overall cost. ANSWER pleaded its case against this new reading of the law and was granted a one-time reprieve. But Schmidt says none of the SFFD’s paperwork backs up a need to charge so much money.

“They kept on saying over and over again, ‘You guys are making money on this,’ ” Schmidt said. “But it’s an administrative fee to make sure we’re not setting anything on fire. It’s essentially a tax. It’s a deceitful form of politics and part of what’s changing the demographic of the city.”

The Outdoor Events Coalition, which represents more than 25 events in the city, agrees and has been meeting with city officials to hash out another interim solution for this year, as well as a long-term plan for financial sustainability for all parties.

“We’re cautiously optimistic,” said Robbie Kowal, a coalition leader and organizer of the North Beach Jazz Festival. But he’s still concerned about what he and the coalition see as a continuing trend.

“The city is changing in some way. It’s becoming a culture of complaint. There’s this whole idea you can elect yourself into a neighborhood organization, you can invent your own constituency, and the bureaucracy has to take you seriously. Neighborhood power can be so effective in fighting against a Starbucks, but when it’s turned around and used to kill an indigenous part of that neighborhood, like its local street fair, that’s an abuse of that neighborhood power.”

 

NIMBY POWER

Black Rock Arts Foundation, the San Francisco public art nonprofit that grew out of Burning Man, has enjoyed a successful and symbiotic partnership with the Newsom administration, placing well-received temporary artwork in Hayes Green, Civic Center Plaza, and the Embarcadero.

So when BRAF, the Neighborhood Parks Council, the city’s Department of the Environment, and several community groups decided several months ago to collaborate on a trio of new temporary art pieces, most people involved thought they were headed for another kumbaya moment. Then one of the projects hit a small but vocal pocket of resistance.

A group of artists from the Finch Mob and Rebar collectives are now at work on the Panhandle band shell, a performance space for nonamplified acoustic music and other performances that is made from the hoods of 75 midsize sedans. The idea is to promote the recycling and reuse of materials while creating a community gathering spot for arts appreciation.

Most neighborhood groups in the area like the project, and 147 individuals have written letters of support, versus the 17 letters that have taken issue with the project’s potential to draw crowds and create noise, litter, graffiti, congestion, and a hangout for homeless people.

But the opposition has been amplified by members of the Panhandle Residents Organization Stanyan Fulton (PROSF), which runs one of the most active listservs in the city, championing causes ranging from government sunshine to neighborhood concerns. The group, with support from Sup. Ross Mirkarimi’s staff, has delayed the project’s approval and thus placed its future in jeopardy (installation was scheduled to begin next month).

“My main concern would be that this is a very narrow strip of land that is bordered by homes on both sides,” said neighbor Maureen Murphy, who has complained about the project to the city and online through the PROSF. “My fear is that there is going to be amplification and more people and litter.”

The debate was scheduled to be heard by the Rec and Park Commission on April 19 but was postponed to May 3 because of the controversy. Nonetheless, Newsom showed up at the last hearing to offer his support.

“Rare do I come in front of committee, but I wanted to underscore … the partnership we’ve had with Black Rock Arts Foundation. It’s been a very successful one and one I want to encourage this commission to reinforce,” Newsom told the commission. “I think the opportunity exists for us … to take advantage of these partnerships and really bring to the forefront in people’s minds more temporary public art.”

Rachel Weidinger, who is handling the project for BRAF, said the organizers have been very sensitive to public input, neighborhood concerns, environmental issues, and the impacts of the project, at one point changing sites to one with better drainage. And she’s been actively telling opponents that the project won’t allow amplified music or large gatherings (those of 25 or more will require a special permit). But she said that there’s little they can do about those who simply don’t want people to gather in the park.

“We are trying to activate park space with temporary artwork,” she said. “Guilty as charged.”

Yet any activated public space – whether a street closed for a fair or a march, a park turned into a concert space, or a vacant storefront turned into a nightclub – is bound to generate a few critics. The question for San Francisco now is how to balance NIMBY desires and bureaucratic needs with a broader concern for facilitating fun in the big city.

“Some people have the idea that events and nightlife are an evil to be restricted,” Wiener said. But his resolution is intended as “a cultural statement about what kind of city we want to live in.” *

 

Small Business Awards 2007: Chain Store Alternative Award

Since it opened in 1954, Waldeck’s Office Supplies in downtown San Francisco has been a true neighborhood store. In spite of the growth of now-ubiquitous large chains such as Staples and OfficeMax, this family-run retailer has carved a niche with its host of regular local customers and businesses large and small in the neighborhood.

Of the supply shop started by his father, owner Cliff Waldeck says, "Neighborhood-serving retail businesses are why people live, work, and visit specific communities." For him, seeing regulars come in is the best part. "It’s like a scene out of Cheers."

Waldeck’s also leads its industry in being environmentally conscious. Two years ago it was certified as a green business by the San Francisco Department of the Environment.

As Waldeck, a former member of the Mill Valley City Council and a current member of the Bay Conservation and Development Commission, puts it, "I always like to say, ‘In my industry we’ve killed a lot of trees, and I have sap on my hands.’ "

Having done environmental work and advocacy as a public servant, Waldeck decided to make the transition to green practices. To get green certified, he had to demonstrate to inspectors from the San Francisco Public Utilities Commission and Public Health Department that he uses good environmental practices, abiding by criteria including recycling and reusing products, conserving energy and water, and maintaining a healthy office space.

The office supplies retailer also stocks green products such as recycled copy paper, greeting cards made of recycled paper, and energy-efficient items. And you can drop off your fluorescent tubes, toner cartridges, cell phones, and other electronics for free recycling.

Survival is a constant issue for a small business, particularly one downtown, where Waldeck’s competes for retail rental space alongside billion-dollar companies. Waldeck points out, "You might have formula retail legislation that helps preserve places like North Beach and Hayes Valley, but the Financial District doesn’t have that. I have five Starbucks within five blocks." With national chains creating the market rate for retail space, he adds, "it’s extremely difficult to make it just on your foot traffic of people coming in paying cash."

Believing that green practices and the success of a small business can go hand in hand, the retailer has an interesting proposition for San Francisco’s political leaders: anyone bidding on a city contract for goods or services should be required to name seven or so green-certified San Francisco entities they do business with, which would encourage huge companies to work with small, green-certified businesses. "What I’m advocating is that since the city and county of San Francisco is the largest employer and purchaser here, they can lead by example," Waldeck says. "Procurement in SF is basically a cage match now. Whoever wants to sell a product at the lowest price is the one who gets the contract."

With a stockpile of past awards, including the San Francisco Urban Solutions Neighborhood Business Award, San Francisco Small Business Network’s Green Business of the Year, and one from the Environmental Protection Agency Region Nine, Waldeck’s plans to keep up the good work. (Julie Park)

When Mark Klaiman and Virginia Donohue opened Pet Camp, a kennel for cats and dogs, in 1997 in the Bayview, they wanted to do more than just make money housing pets.

"A lot of businesses drive in, do their work, and leave. They don’t actually get involved in the community," says Klaiman, who with his wife, Donohue, worked for the Environmental Protection Agency prior to becoming an entrepreneur. "We have taken a fundamentally different approach to doing business in the Bayview."

Wedged between Third Street and the Southeast Pollution Control Plant, in a large warehouse complete with a synthetic-grass outdoor play space and a doggie swimming pool, Pet Camp is a stridently green business. It uses huge low-power fans to circulate air, sends its animal droppings to an East Bay methane plant for electricity production, and gets 75 percent of its electricity from a solar-panel-lined roof.

"You get a great view of the settling ponds from our second floor," Donohue says wryly, adding that housing activists threw around the idea of redeveloping their block for new homes.

But the gaseous and chemical smell from the tanks permeates the air, and the housing advocates quickly realized the block might not make for the best living conditions.

The Pet Camp owners are glad about that. They want to stay in the Bayview and have put in countless hours working with others on community projects.

He’s the secretary of the Bayview Merchants Association, which works to ensure that the neighborhood creates and maintains a positive environment for small businesses. During the disruption caused by the construction of the new T-Third line, he helped the group push Muni to develop an ad campaign to let people know that businesses in the neighborhood were still active. They also successfully pressured Muni to speed up the project by making construction crews work weekends and holidays.

"While everyone now thinks the light-rail is going to be great, during the five years it was under construction, it really desecrated Third Street," Klaiman recalls.

The merchant association is also working with the national group Volunteers in Medicine to establish a free health care clinic for Bayview residents.

Pet Camp has a staff of about 20 and offers all employees full benefits and profit sharing. Klaiman says these and other industrial jobs are better than those offered by the tourist and service industries.

For this reason, Klaiman has worked with the Planning Department to retain industrial jobs in the Bayview. Housing activists and other neighborhood merchants have criticized him for that relationship.

According to Al Norman, president of the merchant association, he handles the flack well and takes everything in stride. "He’s levelheaded and evenhanded," Norman says.

At the same time, Klaiman is watchful of downtown developers who are working on changing the Bayview. He keeps track of their efforts through the Planning Department and the San Francisco Urban Planning Association, which has a hand in proposed plans for the area.

"They’re downtown think tank people," Klaiman says in reference to SPUR. "They’re the type of people from north of Market who say they know what is right for the Bayview."

In order to make SPUR sensitive to the needs of Bayview businesses, Pet Camp put together a bus tour for the group to familiarize it with the business community there.

"We should get together as businesses to improve our neighborhood, not just have everything go to downtown," Klaiman proclaims. "And that’s something I think we’ll actually achieve success in – getting better organized out here." (Chris Albon)

A real Earth Week question: What would happen if a Hearst staffer sent up a question to Hearst corporate: Why are we forced to lie for PG&E?

Well, there it was, in the same bottom right hand corner of the Chronicle front page where the PG&E ad had been two days before, a story headlined “Green guardians go extra mile to save planet.”

The April 20 story, by Chronicle/Hearst environmental writer Jane Kay, reported that Maya Butterfield, the mother of fourchildren, “drives as little as possible while she waits for a car company to sell a hybrid minivan.”

The story reported that The Rev. Sally Bingham “tells her Grace Cathedral congregants that it’s an insult to the Creator if they don’t take care of the earth.”

The story reported that UC Berkeley student Sam Aarons “lobbied to move the campus toward energy efficiency.”

The story reported that lawyer turned-teacher Will Parish “installed solar panels on his roof and double panes on his windows. He takes short showers, takes his own bags to the store, and eschews bottled water in favor of good old Hetch Hetchy brew.”

Hetch Hetchy brew? What about Hetch Hetchy public power? Imagine, Jane Kay, who has been around the park a time or two, got the term Hetch Hetchy on the Chronicle front page in a story extolling the folks going an extra mile and taking lesser showers to help save the planet. Incredible.

She, and all the others on the Chronicle/Hearst green team, slaving away on green this and green that for Earth Day and the paper’s green coverage, did not mention the real green story: that there is such a thing as Hetch Hetchy public power and that PG&E has an illegal private utility in San Francisco that has been polluting the city, corrupting City Hall, corrupting the Hearst papers for decades, and keeping green public power out of the city. More: that PG&E muscled City Hall and stopped the city from sending its own cheap Hetch Hetchy public power to the city’s own residents and businesses as federal law required. (The federal Raker Act and a U.S. Supreme Court decision mandated that San Francisco must be a public power city, the only city so mandated in the U.S., because it got an unprecedented concession to dam a beautiful valley (Hetch Hetchy) inside a national park (Yosemite) for the city’s water and power supply.

We got the water, but PG@E kept us from getting our own cheap public power and instead PG&E forced the city to buy its expensive private power and decades of anti-green, pro-nuclear and fossil-burning private power. See many Guardian stories since l969).

Get the picture? The Chronicle/Hearst sprinkled friendly references to PG&E throughout their coverage while never mentioning the city’s public power mandates or movements nor any mention of the major Ammiano/Mirkarimi press conference and legislation for a real greening movement, which is community choice aggregation, the first step toward public power.

David R. Baker, who wrote so glowingly about PG@E’s $l0 million victory over public power in Sacramento, noted in his April 20 green piece that “PG&E, for example, offers free energy audits, which look at a shop or office’s total energy use and suggest steps to cut it.”

There were references to the variety of PG&E’s “energy saving resources, including a home energy analyzer,” with a helpful online reference, and the “many programs to help lower electricity use,” again with a helpful online reference. There was even, God save us all, a special top of the page shaded box on page 22 of the April 20 Green special supplement, titled “PG&E’s emissions reduction program.” The end paragraph: “Several other utilities also offer customers ways to help the environment. For more information on programs offered, contact your local utility.” Nobody wanted a byline on this blast of nonsense, so the tag just read “Chronicle staff.”

Get the picture? Repeating for clarity and emphasis: Hearst, as it has for decades, once again polluted its news columns on behalf of PG@E and blacked out any reference to public power, the city’s public power mandates, community choice aggregation, or any of the greening and financial benefits that would flow from a public power city.

Note: this is Hearst corporate policy and I do not blame reporters or editors who are forced to carry on this charade. I just wonder if sometime, somewhere, on some story like this, what would happen if a reporter or editor would send the question upstairs, why are we forced to lie for PG@E?

In any event, I am going to email the questions to Hearst corporate in New York, directly, and via their local executives Publisher Frank Vega and Editor Phil Bronstein. Why can’t Hearst tell the truth about PG@E? Why is Hearst damaging its credility and embarrassing its staff by continuing to coddle PG&E and censor public power?

SONIC REDUCER So you wanna live clean, go green, and leave a low-impact footprint on this embattled Earth — yet you also want to bring the noise, bust a move, and get the rock out? It’s worth wondering about on Earth Day, when everyone seems to be looking to what they can change while the powers-that-be hold their apocalyptic course. Some might argue that a decadent pop lifestyle clashes with the color green — and even those who want to tour consciously must pay a price.

"It is a lot of work," said Oakland musician John Benson, whose veggie oil–fueled bus and curbside shows are a model for ecopunks who want to burn less petroleum and more french fry grease. He has converted vehicles for about five bands so far and plans to attend the Version Festival in Chicago to demo veggie-run vehicles, but Benson and his converts are learning that culling free fuel from oil Dumpsters behind truck stops can be dirty and time-consuming work.

"Bands that are really glamour conscious get really bummed out," he explained. "There’s a time loss and a filth factor, and when you’re on a tour, you’re conscious of making the next show." Also with used oil, "you get dead rats, sweet and sour sauce, and the occasional ball of hair," he added. "You have to be prepared to pull over and pull it out. Be prepared to get your favorite suit covered with rat droppings. It’s a fashion hazard."

Still, creating a cleaner planet doesn’t have to be a filthy business, despite the fact that even green-minded musos such as Smog Veil Records honcho Frank Mauceri admit, "Traditionally, the music industry has not been a green industry. It’s not a business that’s been sensitive to the environment."

Nonetheless, Mauceri, who fought Chicago’s city hall to install an electricity-producing wind turbine and solar panel system atop his new headquarters, and others are trying to buck tradition. San Francisco singer-songwriter Kelley Stoltz’s recent Below the Branches (Sub Pop, 2006) sported a Green-e label, tagging the full-length as the first to be recorded with all-renewable energy purchased through offsets from the Bonneville Environmental Foundation. Pink Floyd guitarist David Gilmour similarly created a climate-neutral solo album, On an Island (Sony, 2006), through an arrangement with the CarbonNeutral Co., planting trees in response to the carbon emissions produced during the disc’s making.

But what can you, humble musicmaker and fan, do? I did a little chatting, Web searching, and non-ozone-depleting cogitating for just a few suggestions on how to green your music enjoyment.

THE TROUBLE WITH CDS Are digital downloads the real green deal for music consumers? Part of Smog Veil’s green initiatives involves eliminating jewel cases and using all-paper Digipaks, eventually moving to solely digital downloads. But the digital divide continues to be an issue — so the nonwired music lover might want to purchase music from bands such as Cloud Cult who have packaged their CDs in 100 percent postconsumer recycled paper with nontoxic soy ink. And those still attached to the shiny plastic discs can turn to Green Citizen (1-877-918-8900) for recycling. Meanwhile old-school DIY-ers such as Benson make a plea for analog: "People are finding bulk tapes in thrift stores and recording over them in the spirit of recycling."

DELIVERY SYSTEM BLUES You’ve proudly purchased that ecofriendly download, yet what to do when the trusty iPod breaks? Apple has a recycling program: any US Apple store will accept old iPods and offer a 10 percent discount on a new player. Nonetheless the highly toxic e-waste generated by all MP3 makes and models continues to worry environmentalists. Cart those busted players to the aforementioned Green Citizen or call pickup artists such as E-Recycling (1-800-795-0993).

LIVE WASTE "Music is a catalyst," Perry Farrell recently told me from London. "It can bring people together and make change fashionable. I’d love to see everyone buying recycled paper and buying hydrogen fuel cell cars." Farrell has done his part with Lollapalooza, which introduced solar-powered stages and came up with fun ways to encourage recycling (audience members gathering the most recyclables have scored backstage passes). Bonnaroo and the Vans Warped Tour have powered stages, generators, and buses with biodiesel. Still, efforts can be as simple as the Green Apple Music and Arts Festival (not to be confused with the SF bookstore). Founder Peter Shapiro is using the fest to promote Earth Day with shows in San Francisco, Chicago, and New York City this year while providing city venues with environmentally friendly paper products, garbage bags, and cleaning materials and offsetting the carbon dioxide emissions produced by the festival, making it the largest carbon-neutral event in the country. He told me that he hopes "we’ll get people to think about it for 30 seconds, maybe go buy an energy-efficient lightbulb, maybe carpool or walk to the next show."

GET IN THE VAN Not all young bands can afford to buy carbon dioxide emission offsets and convert to biodiesel when they go on tour, like Barenaked Ladies, Pearl Jam, Gomez, and Crosby, Stills, Nash and Young — let alone slap their name on a biodiesel company the way Willie Nelson has with BioWillie. But that doesn’t mean musicians have to stop spreading the green love. Someone Still Loves You Boris Yeltsin’s Philip Dickey says his Springfield, Mo., group is aiming to convert its touring van to veggie oil someday, but until they can afford it, they’re trying to do their part. "No one in the band has a car. We all ride bikes when we’re in town, and when we’re touring, there’s five of us in a van. Pollution sucks, and pollution coming out of our van sucks. But it’s not like one person in an SUV. We also have a new song called ‘Bigger Than Your Yard’ about how everyone has to have a car." *

Biodiesel backfire

On May 18, 2006, Mayor Gavin Newsom issued Executive Directive 06-02 — also referred to as the Biodiesel Initiative — ordering the city of San Francisco to switch to a fuel blend that includes at least 20 percent biodiesel in all of its diesel vehicles. The move won environmental plaudits: the National Biodiesel Board cited the plan as being the farthest-reaching proclamation of its kind.

It was the kind of ambitious program that played up the mayor’s environmental credentials. Biodiesel is made not from petroleum but from renewable domestic resources such as vegetable oil. It produces far fewer greenhouse gases and toxic byproducts than traditional diesel and can work with any standard diesel engine.

Using just 20 percent biodiesel in the fuel mix can reduce carbon monoxide emissions by 12 percent and smog-forming hydrocarbons by 20 percent.

And Newsom insisted this wasn’t a far-off dream: he projected that a full 25 percent of the city’s diesel fleet would be using the green fuel by March 31, 2007, and every last bus, street cleaner, and fire truck would be switched over by the end of the year.

But March 31 has come and gone, and the city isn’t even close to meeting that goal.

San Francisco uses approximately eight million gallons of diesel fuel per year, in vehicles ranging from heavy-duty fire engines to street sweepers, airport shuttles, and maintenance vehicles. The biggest user by far is Muni, which burns as much as six million gallons annually.

And Muni is way behind on its biodiesel deadline. In fact, the agency has yet to submit its pilot proposal to the Department of the Environment. And while clean vehicles coordinator Vandana Bali told us 33 of Muni’s nonrevenue vehicles are being fueled with B20 — the mandated mix of 20 percent biodiesel and 80 percent traditional petroleum product — she was unable to offer even a tentative timeline for introduction of the less-noxious fuel into Muni’s diesel bus fleet.

Converting Muni to biodiesel hasn’t been as easy as Newsom projected. Much of the bus fleet uses a high-tech emission control system, and the manufacturer hasn’t approved the device for use with biofuels.

And then there are the transition issues.

Mike Ferry, a firefighter at the San Francisco Fire Department, which runs about 150 diesel vehicles, told us the department had to put a lot of time and money into upgrading its infrastructure for biodiesel.

Regular diesel is a fuel that practically takes care of itself, even under substandard conditions — but biodiesel requires better storage conditions, more regular rotation, and cleaner tanks. And although diesel engines require little to no modification to be compatible with biodiesel blends, it’s often necessary to change out the fuel filter before introducing the biofuel, to prevent clogging.

The fire department also has to clean out all 20 of its diesel storage tanks, at a cost of between $2,000 and $3,000 a tank.

But for a department with an annual budget of $220 million, that’s not a vast amount of cash. And several other city departments have managed to comply with Newsom’s edict. San Francisco International Airport started using B20 in 19 airport shuttles in July 2006, and the entire inventory of approximately 150 diesel vehicles switched to B20 on a permanent basis the following September.

The city’s central shops, where more than 900 diesel vehicles — including street sweepers and Recreation and Park Department equipment — are fueled, switched one of two diesel tanks over to B20 in 2006 and the second on March 15, 2007. Jim Johnson, superintendent of central shops, estimates that the agency uses about 650,000 gallons of diesel fuel annually.

But compared with the six million gallons of diesel fuel used by Muni, 650,000 gallons is a drop in the municipal bucket. In fact, while the Biodiesel Initiative was designed to spare the air the effects of at least 1.6 million gallons of petrodiesel annually, 20 percent of 650,000 gallons is just 130,000 gallons of pure biodiesel. Even adding in the approximately 5,000 gallons of B20 per month used by the airport and the 2,000 gallons (out of 170,000) per month currently being used by the Fire Department, the city still falls short of 25 percent implementation by a large margin.

Nathan Ballard, a spokesperson for Newsom, told us the mayor had discussed the situation with Muni before making his public statement and at the time Muni officials were fully supportive of the plan.

It’s still possible for the city to get closer to Newsom’s emissions-reduction goal: even if Muni is unable (or unwilling) to make the shift, other agencies could increase the amount of biodiesel they put in the mix. Most vehicles can run fine on 100 percent biodiesel. But December is fast approaching — and it’s hard to see how Newsom can make his promise come true. *

Save the green planet

With I Don’t Want to Sleep Alone, Taiwanese director Tsai Ming-liang has made something of a modern silent movie. I didn’t count, but I am pretty sure there are only a handful of words (if not less) spoken by the movie’s main characters. Taking the place of dialogue is ambient noise — snippets from a Cantonese opera, a Malaysian news report, a talk show in Mandarin — and most of all, unadulterated silence. With communication perpetually out of reach, it is no wonder alienation is such a major theme in Tsai’s films. Visually, the director is all about stationary long shots and understatement. He fashions an environment that dwarfs and suppresses its inhabitants.

In many instances this environment is literally ecological. Pollution, contamination, unknown illnesses, and inexplicable catastrophes run deep in Tsai’s world: in 1997’s The River, the main character contracts a nagging, stubborn neck pain after being in a filthy river (the causality, however, is never made explicit). His peripatetic quest for a treatment leads to a denouement of son-and-father bonding in a gay sex club. The Hole, Tsai’s 1998 follow-up, imagines Taipei after a deadly and unknown pandemic strikes; the entire city is emptied out but for two people, surviving unbeknownst to each other. Taipei is once again under ecological threat in 2005’s The Wayward Cloud as a dire water shortage drives people to eat watermelons for liquid sustenance.

Similarly, the Kuala Lumpur of I Don’t Want to Sleep Alone is not doing too well. In one scene a noxious haze blankets the city, generated by a wildfire in Indonesia that has been blown across the Strait of Malacca. People are warned to stay inside or wear masks if they have to venture out. Unfortunately, there is a mask shortage, so plastic bags and disposable Styrofoam bowls are deployed as makeshift substitutes.

"It is a truthful reflection of the world we live in at this moment," Tsai says during an interview when asked about the scenarios of ecological trouble in his films. "We are living in a moment [when] the world is actually sick. For example, the fire you see in this film [I Don’t Want to Sleep Alone] is something that Malaysians and the countries around Malaysia have to face every year. It is a real problem that has a lot of repercussions — not just environmental but also social and economical."

In a sense, the intersection of these outcomes is embodied in the massive unfinished construction site that serves as a kind of structural centerpiece in the film. Located in the middle of Kuala Lumpur, the building to be, along with many others, was started during an economic boom in the country. In the late 1990s the Asian financial crisis devastated the entire region, and the project was left unfinished and abandoned. The foreign laborers brought into Malaysia to help build it instantly became jobless.

Tsai first saw the structure in 1999 when he visited Malaysia, his birth country. Six years later he decided to enter the site for the first time. What he found was a giant pool of dark water — a collection of rain, soot, and runoff that had gathered inside the building over the course of years.

Water, of course, is Tsai’s preferred element; his first three features — Rebels of the Neon God (1992), Vive l’Amour (1994), and The River — are known as his water trilogy. Tsai has said before that he sees his characters as plants and their loneliness as a sort of thirst that needs constant watering. As such, discovering that large body of water within a gutted structure was, to him, an unmistakable sign. "I saw the water and decided I had to make a film at that place," Tsai says. "I felt the water was waiting for me to come back." *

It’s a green-minded, art-and-music-focused campout in a forest wonderland. Organized by Los Angeles’s the Do Lab with participation from tons of SF artists, this three-day event is powered by alternative energy, offers ecoworkshops in everything from permaculture to raw foods, and encourages rideshares — including a participant-organized bus trip from San Francisco. Also featuring performances by Freq Nasty, Bassnectar, Vau de Vire Society, El Circo, and other DJs and artists from San Francisco and elsewhere, LIB attempts to change the precedent that festival fun has to be ecologically disastrous.

"Sierra Nevada World Music Festival" Mendocino County Fairgrounds, Boonville; www.snwmf.com. June 22-24, $125 plus $50 per car camping pass. Peace is green, right? I mean, what about Greenpeace? And peace is what this festival, which promotes "conscious" music, is all about. Plus, a range of representatives of environmental and social issues will be tabling at the festival — and registering voters.

"Burning Man" Black Rock City, Nev.; (415) TO-FLAME, www.burningman.com. Aug 27-Sept 3, $250-$280. With its Leave No Trace philosophy and its hippie roots, Burning Man has always been greener than most. But this year it’s getting even more explicitly so with the theme the Green Man, focusing on humanity’s relationship to nature (even though there is no nature on the dry lakebed surface). A pessimist might suggest this year’s theme is just another excuse to waste resources on leaf-themed art cars and that "Leave No Trace" usually translates to "Leave Your Trash in Reno." But an optimist might say this is Burning Man acknowledging and trying to address such issues. Either way, air out your dust-filled tent and pack some chartreuse body paint — it’s going to be an interesting year in Black Rock. *

SUPER EGO Fuck green — I want emerald, I want turquoise, I want veridian. I want shades of chartreuse cascading down the sides of my highball glass and mint cream swirling at the lip of my rim. Mmm. I was going to write this week about how much I’m head over loafers for Lil Mama’s clover new vid, "Lip Gloss," and what the deal is lately with so many trash-tragic newbie chicks wearing flip-flops and fleece to the clubs (did I miss a memo from Target?), but it’s the Green Issue — yay for Earth! — so I’m going in on the recent trend toward "green" cocktails.

Green cocktails? Easy! All you have to do is down eight or nine shots of Fernet, and — voila! — you’re green. And let’s not even get into how some drinks instantly recycle themselves. Yet in terms of mixology, green usually means organic — juices, vodka, ice cubes, fruit flies, what have you. Organic, however, doesn’t necessarily mean green: it probably took five tons of jet fuel to plop that native Guangdong lychee into your tropical Bellini. Conundrums! When it comes to partying green, it seems, the snifter of a conscious tipple is somewhat bruised with environmental irony. It’s environy.

But if you can snag some local fresh-squeezed mixer, shake it with small-batch liquor, and consume only what you need — not hard, since organic cocktails are kind of freakin’ pricey — you can still get three sheets to the wind and not feel like you’re littering. Usual suspects such as gourmet vegetarian legend Millennium (milleniumrestaurant.com — house-infused kumquat–star anise gin, anyone?) and the snuggly bar at Roots Restaurant (theorchardgardenhotel.com) in the grandly green-built Orchard Garden Hotel have been in on the organic, fresh-brewed tip for a while. And a few surprising spots have begun wearing their green hearts on their sleeves too. Vesuvio (vesuvio.com) in North Beach is bursting with ecofriendly drinks such as the Pojito, a mojito with local-made 209 gin and organic Pama pomegranate liqueur. SoMa restaurant Coco500 (coco500.com) features a nifty lemongrass Bloody Mary, with lemongrass-infused organic vodka, organic tomato juice, and sriracha (sun-dried chili paste).

As for less immediately intoxicating spirits, Yield Wine Bar (yieldsf.com) offers a vast array of biodynamic, sustainable, and organic wines with some of the more harmful of the 250 chemicals involved in production filtered out — that’s almost as many chemicals involved as in the first 10 minutes of a drag queen’s night out. Harmful. Wine’s pretty easy, of course — we live in wine heaven, and the products of conscious vintners such as Beringer (beringer.com) and Five Rivers Ranch (fetzer.com), as well as those from distributors such as the Organic Wine Co. (ecowine.com), can be found all over. Beer’s getting in on it too: local foam-meister Anderson Valley Brewing Co. (avbc.com) pumps out the suds from a solar-powered brewery, even.

But the green drink ground zero in San Francisco has to be Elixir in the Mission. Not only does it foreground organic cocktails, but the whole Elixir enchilada is officially green certified by the city in terms of recycling, cleaning, and waste disposal — the first bar of its kind. H., Elixir’s wryly gregarious owner, mixes up fierce experimental environmental drinks at the bar’s monthly green drink happy hour, which brings in an enthusiastic crowd of ecoliquor seekers (who are also really into baseball, judging from the reactions to the big-screen TVs). At a recent green grog gathering, he whipped me up a luscious Eldersour, using organic Square One rosehip-infused vodka and elderflower syrup, and a kick-ass — I can’t believe I’m seriously about to type this word — GreenTeani, a Square One martini with organic green tea infusion and lime zest. It was gone in a minute — gulp.

"There’s the green side of our business — stuff like installing low-flow toilets and making sure we recycle as much as possible," H. says. "And then there’s the organic side, with the drinks, that people seem to be getting really into lately. The little things you can do every day to feel like you make a difference matter more and more, the principle of it — even if it’s related to being a bar or going out. Nobody can be perfect when it comes to environmental stuff. I mean, I drive an old BMW to work — and it doesn’t run on used fryer oil. But it’s paid for."

After a few more GreenTeanis and a quick trip to the low-flow, I had to admit that I certainly felt better about my environment. Global warming? Pshaw. Everything was just ducky. Now where can I get an organic date? *

This November, let’s fix Muni

OPINION In 2007 quality public transportation is not just a hallmark of a world-class city; it’s our best defense against global warming. In a state where half of all greenhouse gas emissions comes from mobile sources, we have to provide people the real choice to get out of their cars and onto public transit.

Nationwide, public transit use was up 3 percent last year. In San Francisco, Muni’s ridership declined 2 percent. This is a city that understands the threat of global warming, rallies against oil wars, believes in an improved quality of life with fewer cars, and long ago adopted a transit-first policy; the Muni ridership drop is totally unacceptable.

Muni should be attracting new riders, not driving the existing users off the system. A reliable Muni is also a serious social justice issue: 29 percent of San Francisco households get by without a car, mostly because they can’t afford it.

Muni’s meltdown in the 1990s was one of the biggest failures of the Willie Brown administration. The crisis caused voters to amend the City Charter in 1999 and create the Municipal Transportation Agency (MTA), setting explicit standards of service quality and guaranteeing predictable funding. Using new capital from the reauthorization of the sales tax for transportation, Muni was able to replace its bus fleet and restore most of its operability.

However, early in the Gavin Newsom administration, Muni service quickly began to deteriorate. Recently, Muni officials even sought to lower their on-time goals. This month’s opening of the T–Third Street line brought Muni metro service to a near standstill. Muni leadership apparently agreed that the problems were unacceptable — they spent much of their time passing out written apologies to Muni riders. However, these service interruptions are symptoms of deeper, structural problems at Muni. Apologies are not enough. It’s clear that significant additional Muni reform is necessary.

That’s why we are proposing a charter amendment for this November’s ballot to make managers and operators more accountable for their performance and to find new sources of revenue for this struggling system.

The MTA currently lacks the vision, accountability, and resources to deliver the transportation system that San Francisco needs. While Muni’s structural deficit has risen to $150 million a year, Muni officials have been slow to propose revenue options, and we know voters won’t be happy to provide more funding without structural reforms that make those public investments worthwhile. Measured in passengers carried per hour of revenue service, Muni’s current productivity has dropped to a historic low.

We need to make sure Muni’s managers and service planners have the tools to deploy their workforce efficiently, and we need to hold them accountable for delivering promised service.

We don’t know if Newsom will support substantial Muni reforms — but the system has broken down on his watch, and every San Franciscan who relies on Muni and who cares about the environment needs competent leadership from city hall now. *

Open water

For the casual stroller, a walk under the 101 interchange at César Chávez is none too inviting. Trucks and cars zoom off the freeway and onto the street all day long, bringing noise and exhaust with them. An atmosphere of abandonment and neglect allows crime to fester.

And if you dare to walk far enough under the highway, you might notice that water often floods the lowest point of the underpass.

That’s not rain collecting; it’s water seeping into the streets from the paved-over Islais Creek, which runs through Glen Park to the eastern neighborhoods and ultimately channels into the bay.

It’s just one of a network of creeks that flow through San Francisco, invisible urban treasures that have long since been filled in or paved over. The city has been burying the creeks since the 1906 earthquake. Back then the Board of Supervisors voted to fill the marshy lands near Islais with debris from the fires.

Standing under the overpass, Bonnie Ora Sherk, artist and founder of the urban planning nonprofit Life Frames, reaches for some leaves poking through a chain-link fence that separates the path from mostly empty islands of space. I can barely hear her through the ongoing traffic din when she says, "I haven’t been here in so long…. See those roses? We planted those."

Sherk dreams of allowing some of the water in the area to emerge from its underground culvert and fill a pond surrounded by beautiful riparian plantings such as willow trees.

With the Planning Department putting the finishing touches on its eastern neighborhoods plan and the Mayor’s Office launching its Better Streets program — which will put $20 million toward improving streets, sidewalks, and unused spaces — it’s a good time to talk about daylighting Islais Creek.

Sherk wants only a small piece of the underground stream brought back to life, but in theory San Francisco could open up much bigger stretches, allowing water to flow through neighborhoods and parks between its source in Glen Canyon Park and its outflow.

Sherk has been turning forsaken lots and concrete jungles into thriving natural areas that provide educational opportunities for children since she started the Crossroads Community art collective, also known as the Farm, under the freeway in 1974. With a colony of artists, she turned the void into a crossroad for the Bayview, Bernal Heights, and Mission District communities. During her six years at the collective, she led children from the neighborhoods in planting and gardening, built a barn for chickens and goats, and curated art shows.

Check out the photos on a Living Library Web site (www.alivinglibrary.org), and you’ll see how that area flourished during Sherk’s days as the collective’s executive director. Back then a landscape of native plants grew under the overpass. Now fences enclose these scraps of dead space to keep homeless people from setting up encampments in them.

When Sherk learned from old maps that the area was built over a watershed of intersecting creeks that feed into Islais, she tried to convince the city to uncover some of the creek water that flows under an open space next to the Farm, what is now Potrero del Sol Park.

The city built the park as she suggested but separated it from the artist community by a fence. Her idea to expose the creek wasn’t adapted either. A concrete-bottom pond fed by Hetch Hetchy water was installed instead. Soon it will be transformed into a skateboarding area, which Sherk thinks is better than constantly piping in precious reservoir water.

But she hasn’t given up on the idea of daylighting Islais at the interchange. She envisions diverting the off-ramps a bit to make way for the pond at the center of the underpass. From there César Chávez would be resculpted into a curving road, forcing traffic to slow down. Poplars could line the street, and educational artwork could be added to the mix. The fences would come down under the freeway, and the area once again would be replanted. It would be a nice place to drive and walk. Perhaps the crime and litter would disappear.

According to Sherk, the idea of an urban environment needs a paradigm shift from the days of factory-school settings. To her, it’s not just a matter of beautification or convenience. "Why do one thing when you can do 10 things simultaneously?" she asks — meaning a pond isn’t just a pool of water, it’s part of a place where nature intersects with industry, technology, and our everyday culture and where we can look at all of those elements, as she often says, "through the lens of time." *

Green city, part one: cut back cars

EDITORIAL San Francisco needs a real green city agenda — not something that comes out of Pacific Gas and Electric Co.’s corrupt propaganda operation or from the timid folks in the Mayor’s Office but a comprehensive environmental plan for the next 10 years that aims at making San Francisco the nation’s number one city for green policy.

There’s no point in thinking small: this is the year for dramatic talk about real environmental action. And it doesn’t have to be overwhelmed by global problems; there’s so much to be done right here at home.

We will be laying out a much longer, more detailed platform over the next few months, but here’s one way to start:

San Francisco ought to commit to cutting car use in the city by at least 50 percent in the next five years.

How do you do that? By making cars unnecessary and slightly more expensive.

The nation’s addiction to oil didn’t come by accident. As Thomas Friedman wrote in the April 15 New York Times, then-president Dwight Eisenhower responded to the cold war in part by building the Interstate Highway System, which allowed the military to move people and weapons quickly — but also set the nation on a path to the car-driven development and land use that are now poisoning the environment and global politics. Turning that around requires tremendous dedication and political leadership, but San Francisco shouldn’t have to wait for the rest of the country.

A citywide auto-reduction plan would involve sweeping land-use changes. Some streets, such as Market, should be closed to cars entirely. Much downtown parking should be eliminated. More bike lanes and transit-only roads, more pedestrian-friendly shopping areas, and other measures of that sort would not only help discourage car use but also make the city a more livable place.

But there’s more: a city that discourages car use has to build housing for local workers — that means affordable housing for the city’s service-industry and public-sector workforce. All new housing needs to be evaluated on that basis: will people who work in San Francisco be able to live here — and avoid long commutes? Most housing currently in the planning pipeline utterly fails that test.

To make cars irrelevant, public transportation has to be vastly improved. As Sups. Chris Daly and Aaron Peskin point out in the Opinion on page 7, that means better management. But more than anything, it means money — big money. Muni fares ought to be reduced dramatically (or eliminated altogether) — but in exchange, Muni needs a dedicated funding source. A special fee on downtown businesses makes sense. A citywide transit assessment on property owners might be necessary.

It’s not fair to place a burdensome tax on cars that makes it possible only for the rich to drive — but simply restoring in San Francisco the vehicle fee Gov. Arnold Schwarzenegger wiped out would cover Muni’s deficit. Assemblymember Mark Leno is working on this, and it should be a top civic priority. So should pushing high-speed rail (see page 19), which would eliminate tens of thousands of car trips between San Francisco and Los Angeles.

There are lots of ways to approach this goal; the supervisors and the mayor just need to set it and enforce it. *

Extend your shrinking lunch hour by grabbing a quick and wholesome snack or a custom-built salad, or order pick-up food online.

The ceilings are high, the cost is low, and the menu is extensive at Sellers Markets (595 Market, SF. 415-227-9850, www.sellersmarkets.com). Committed to buying from local artisanal farmers with pledges to sustainable agriculture, this refectory isn’t happy just feeding its guests healthy food — it also educates its patrons about environmentally responsible dining. Casiotone for the Painfully Alone’s Owen Ashworth sounds like he’s in dire need of a friend. To listeners, the 29-year-old San Francisco native exudes the air of a hopeless romantic holed up his bedroom, his floor littered with broken Casio SK-1s and ready-to-be-pawned drum machines instead of crumpled-up balls of chicken scratch.

"Casios are such ubiquitous instruments, and I think there are as many homes with Casios in them as guitars," Ashworth explained from Chicago, where he now lives. "I feel like those sounds are ingrained in people’s adolescent subconscious, and they’re the cheapest and most accessible form of a musical instrument in a lot of households."

Since 1997, Ashworth has coupled blithe electronic dissonance and Atari-effected percussive treatments with husky spoken-narrative vocals, generating two-minute compositions that sound like pages torn from a diary. Almost on the fringes of satire, his dream pop melancholia conjures fictional characterizations that most think reflect Ashworth’s personal life: a stargazer prowls through the Safeway aisles for his Rice Dream–drinking vamp, an escapist searches for his beach-cruiser biker hipsteress. His new split 7-inch with Foot Foot, "It’s a Crime" (Oedipus), bears witness to this as Ashworth laments, "It’s plain to see / That boxes of candy will make her sigh / But confidentially / They’ll just rot her pretty teeth and it’s a crime / Yeah it’s a crime / That you’re kissing on that girl for all to see / And it’s a crime / That she’s going home with you and not with me."

Such intimacy makes it easy to confuse the singer and the song. "I think it could be frustrating for Owen to have people think, as I did, that the narrator in his songs is actually him," Ashworth’s friend Sarah Han, an editor at the San Francisco Chronicle, e-mailed. "It might be him sometimes, but getting to know him better personally and hearing how his narrative skills have broadened in his later songs, I realized that Owen is just a good storyteller."

"I definitely like the narrative aspect" of songwriting, Ashworth said. "What makes me want to make music in the first place is to be able to tell stories and sort of prop up this weird, sonic environment for a couple of characters to live in."

CFTPA releases of late, however, sound like Ashworth is ready to pull the batteries out of those keyboards and give his poetic escapades a new soundtrack. On Tomlab albums such as Answering Machine Music (1999) and Twinkle Echo (2003), CFTPA’s fractured synth pop captures the sonic cacophony of Big Black and the analog-fraught lo-fi-isms of Young Marble Giants. But with 2006’s Etiquette (Tomlab), Ashworth implements pedal steel guitars, pianos, and strings into his arsenal, birthing a new challenge. The acoustic vim of "It’s a Crime" has him sounding more like Steve Forbert than Stephin Merritt. Though the single lacks the digital squalls of CFTPA’s previous efforts, its raw spirit exhibits a folk soul sentimentality with its rustic strummed chords, a path Ashworth described as "traditional American songwriting."

"What’s nice about being on my own and being the boss is that I can try all sorts of strange things," he revealed. "I’m more interested now in arrangements and toying with the variables that I had set as off-limits on my first record."

And speaking of American songsters, a certain Paul Simon received the Ashworth treatment late last year when CFTPA’s electro-fueled "Graceland" 7-inch (Rococo) was released. Assembled with a barrage of machine gun–like drum noise and grimy synths, the track flaunts the classic Casiotone strut. "I covered ‘Graceland’ because it’s a great song and I have a personal, lifelong connection to it," Ashworth said. "Every time I got in the car with my parents, it always seemed to come on the radio."

Following his spring US tour, Ashworth will embark on a summer stateside jaunt during which he will be joined onstage by San Diego’s the Donkeys. He plans on recording his next full-length this fall, and some of the songs now being rehearsed with the band will probably make it on to the album.

Until then, one can only hope Ashworth will find friends among his listeners and will always have a shoulder to lean on. *

Dan Cooke, an educator and historical interpreter who guided tours of Alcatraz Island for the Golden Gate National Parks Conservancy, has been fired in the wake of a Guardian article that quoted him complaining about a sewage spill in the Bay.

On March 3, 2007 Cooke was informed by his supervisor, John Moran, that his position had been terminated because there weren’t enough hours available to keep him employed.
However, the day before Cooke was fired, and for several days after, the GGNPC website was advertising an immediate opening for the same position as Cooke’s. That posting has since been removed from the web site.
Cooke has filed an administrative complaint with the United States Department of Labor against GGNPC and NPS, claiming he should be protected under the whistleblower provisions of several federal environmental and health safety acts.

Cooke was a source for an article about possible sewage spills on the island (see “Smelly Situation,” Dec. 27, 2006) and told the Guardian that on Oct. 13 he witnessed Alcatraz Cruises boat crew hosing raw sewage into the bay from an overflowing holding tank on the island. The spill was also witnessed by the captain of a passing ferry boat, who reported what he saw to California’s Environmental Protection Agency.

National Park Service spokespeople dismissed those claims in interviews with us for the article and said it was their understanding the spill in question was just salt water.
Cooke was a part-time, “on-call” employee and his hours often fluctuated with the seasons. In December, he took two months off to visit his family in England, but since his return in late January he had not been scheduled for any shifts.

He contacted his supervisor, Moran, to find out why. According to the administrative complaint filed by Cooke’s lawyer, Eleanor Morton, “Moran told Cooke that Cooke’s statements in the San Francisco Bay Guardian article had ‘caused a big flap’ at GGNPC and NPS. Moran said that there had been multiple meetings about the article. Moran said that there was a high level of anger and resentment at GGNPC toward Cooke for his statements, that NPS was very concerned and that Moran himself had felt pressured to say that he also was angry at Cooke.”

Cooke says he noted the spill in the NPS logbook because that was protocol, and spoke to the Guardian because he was concerned about public health and safety. “My training is if you see things that concern you, write them down and inform your supervisor,” he said.

When contacted by the Guardian, NPS spokesperson Chris Powell said, “the National Park Service has no comment at this time. We just can’t talk about things like this.”

GGNPC also refused to comment on personnel issues.

Cooke remains concerned about conditions of the sewage system on the island and whether or not what he and others witnessed on October 13 has been properly investigated. “I’ve never been asked a question about this once by anyone at the National Park Service. Nobody’s ever asked me what happened,” he said. He said that the park’s superintendent, Brian O’Neill. “needs to say when these events occur we will do a proper investigation.”
Assemblymembers Mark Leno and Fiona Ma agree. After reading the Guardian article, as well as receiving additional evidence of possible E. coli-riddled bilge water from a boat in the Alcatraz fleet, Leno and Ma called on the NPS and San Francisco Bay Regional Water Quality Control Board to investigate the island and ferry service sewage issues.

In a joint letter drafted Jan. 17, they wrote: “The Alcatraz Ferry Service is one of San Francisco’s major tourist destinations with international visibility and the volume of these trips is significant. For these reasons, we would like to know if the problems …have been thoroughly or should be thoroughly investigated by your agency with assistance from the appropriate federal or local officials.”

Superintendent O’Neill responded that “the investigations were closed as ‘unjustified complaints’” and questioned the origin and verity of the E.Coli test sample, which obtained by Marina Secchitano, regional director of the Inland Boatmen’s Union, who has been protesting Alcatraz Cruises ferry contract with the NPS (See “Casting off,” Sep. 26, 2006).

O’Neill questioned Secchitano’s ability to gain access to the bilge of the boat from where it’s claimed the sample hailed, and also said the results were from a lab where “this was not the kind of testing that they do.” But in fact, someone with access to the bilge gave the sample to Secchitano – and the lab in question, Brelje and Race, confirmed that this is, in fact, exactly the kind of testing they do.

“We received a copy of your letter discrediting our laboratory results,” wrote Ann Hill to the NPS. “Although we can’t vouch for where this sample was collected from, we do stand by our results….We did not tell Alcatraz Cruises that this was not the type of testing we do. I talked with them and told them we did not collect or pick up samples that far away.” Which wasn’t an issue in this case, since a spokesperson for the union told us Secchitano brought the sample to the lab.

As far as what Cooke and an anonymous captain witnessed, O’Neill continued to maintain it was just sea water. “This complaint is erroneous and unjustified; allow us to clarify what happened,” he wrote, submitting as evidence a written statement from the island’s facilities engineer, James L. Adams — except the incident Adams cites, of a parted salt water line, was four days after the overflowing shit tank that Cooke and the captain saw.

“The letter kind of skirted the question,” said Ma spokesperson, Nick Hardeman, summing up O’Neill’s response. “The Brian O’Neill letter to Fiona and Mark is all the more reason there needs to be an independent investigation. There are disputing facts here. We need to find out what’s going on.” Hardeman has met with Cooke and is in discussion with Rep. Nancy Pelosi’s office to determine the proper jurisdiction for a full and independent investigation of the sewage system on Alcatraz and handling of it by Alcatraz Cruises.

Cooke says that’s the only reason he ever noted the spill in the first place. “I want an investigation. I want to go back to work. And I’d like the toilets to get fixed on the island. It’s a basic right for workers and visitors to the park,” he said. “If the net result is the termination of a person related to the leaking of the information, if that’s the only follow-up instead of an investigation, that’s a problem.” At this point, he is considering further legal action but is demanding only that the job he loves be reinstated and the appropriate back pay granted.

“The firing of Dan Cooke clearly raises a red flag,” Ma said in a statement to the Guardian. “My hope is that the National Park Service is committed to the protection of the fragile ecosystem of the Bay. If even some of Mr. Cooke’s allegations are true, it’s clear that NPS mistakenly thinks their reputation matters more than our environment.”

The 1980s was a turbulent decade in Jamaica. Government control had shifted from Michael Manley’s socialist-leaning People’s National Party to Edward Seaga’s free market–oriented Jamaican Labour Party. As Prime Minister Seaga tilted the country’s foreign policy to the right, American political and economic meddling in the region, combined with the nascent drug trade from Colombia to Miami via Jamaica, threw the island into flux.

Against this backdrop, in the Kingston ghetto enclave of Waterhouse, record producer and engineer Lloyd "King Jammy" James embraced the emerging digital reggae era and became its king. E-mailing from his office in London, reggae historian and author David Katz asserts that it was James who revolutionized Jamaican music overnight in 1985 with the release of Wayne Smith’s "Under Mi Sleng Teng," precipitating the shift from analog to digital. None of the precious few digital rhythms that came before "Sleng Teng" had its tremendous impact; Katz notes, "Jammy was the one who embraced the use of technology in its totality, in such a way as to be far in front of his rivals."

James honed his talents in the 1970s, working alongside another major production figure, Osbourne Ruddock, otherwise known as King Tubby. While assisting Tubby, James moonlighted and recorded albums for Black Uhuru and Johnny Osbourne. By the mid-’80s, James was ready to strike out on his own, and he recruited several impressive vocalists and toasters from his neighborhood.

Indeed, James is revered as much for his ability to discover raw talent as for his innate mixing skills. You’ll find visual evidence of the latter in several recently posted YouTube videos that show James executing dub versions of songs by Smith, Johnny Clarke, and others. Seeing James use all 10 fingers on the faders certainly authenticates his mastery. Now VP Records has released another document that reveals James’s genius.

The New York label has amassed a four-double-disc collection of King Jammy 12-inch single releases, circa 1985 to 1988. Selector’s Choice organizes each batch of recordings by "riddim," or common backing instrumental, which enables club and radio DJs to easily play several different artists with the same musical arrangement consecutively. For instance, disc one features the Tempo riddim with individual songs by Nitty Gritty, Pad Anthony, and Tonto Irie, and also the Stalag riddim with work by Smith, Osbourne, and Dean Frasier. The collection is a DJ’s nirvana.

Other chapters in Selector’s Choice show the evolution of Jammy’s roster from a primarily vocalist-focused endeavor — composed of reggae legends Nitty Gritty, Little John, and Tenor Saw — to a toaster-oriented team with key artists such as Ninjaman, Admiral Bailey, Major Worries, and Shabba Ranks. On the phone from his still-Kingston-based studio, James explains that back in the day, aspiring artists lined up down the block, drawn to his yard by the amount of good riddims the studio produced. "We never kept anybody out," he says. "We invited everybody to come in."

Katz notes that the toasters James attracted added value to his stable. "[Toasters such as] Josie Wales were very influential," Katz says of the Wild West–inspired micsmith. "Josie had style, verve, wit, and longevity, and he spoke of reality but was also humorous." Wales inspired fellow toaster Admiral Bailey, who became tremendously popular in dancehall with his rapid rhymes, producing hits for Jammy such as "Big Belly Man," "Jump Up," and "No Way Better Than Yard," all included on Selector’s Choice. Bailey in turn shaped James’s biggest find, Shabba Ranks, who later went on to greater popularity and a Grammy award on the Digital B label, with Jammy’s apprentice Bobby "Digital" Dixon at the helm.

But as Selector’s Choice deftly proves, James was the dominant hitmaker between 1985 and 1989, a reign born partially out of a love for his profession. James describes producing music during the mid-’80s as a joyful experience, one that saw him craft hits almost daily. "It was a very good [studio] environment," James says. "All the artists, producers, everybody used to live close, like a family. We used to cook and eat [together], go in the studio, and work hard."

A hard workday typically entailed building two or three new riddims with musicians Wycliffe "Steelie" Johnson and Cleveland "Clevie" Brownie or with Smith, and then voicing artists into the night. James kept his personal living quarters in the same building as his studio, so at the end of the session he could just walk a few meters to the bedroom and catch some z’s. Music journalist Rob Kenner relays personal details such as these — and the backstory of each song — in Selector’s Choice‘s liner notes. Kenner’s revelations about the dual meanings of tracks such as Nitty Gritty’s "Hog in a Minty" and Major Worries’ "Babylon Boops" add another layer to the greatness of James’s productions.

Many label compendiums try to account for every session, take, and rough draft a producer laid hands on. Selector’s Choice instead packs its eight 20-song discs with true dancehall smashes, records that bear the unmistakable stamp and production ethic James uses to this day. He summed up his creative philosophy this way: "I’d rather do original music than covers, because I learned that you own that stuff and it lasts longer." *

The corporation that ate San Francisco

For the past decade, Florida-based megadeveloper Lennar Corp. has been snatching up the rights to the Bay Area’s former naval bases, those vast stretches of land that once housed the Pacific Fleet but are now home to rats, weeds, and in some places, low-income renters.

When the Navy pulled out of Hunters Point Shipyard in 1974, it left behind a landscape pitted with abandoned barracks, cracked runways, spooky radiation laboratories, antique cranes, rusting docks, and countless toxic spills.

A quarter century later, Lennar came knocking at the shipyard’s door — and those of other military bases abandoned in the waning days of the cold war — recognizing these toxic wastelands as the last frontier of underdeveloped land in urban American and an unparalleled opportunity to make big money.

Lennar had already won its first battle in 1997, seizing control of the Bay Area’s former military pearl in Vallejo when it was named master developer for the old Mare Island Naval Shipyard. Two years later it almost lost its bid for Hunters Point Shipyard when a consultant for the San Francisco Redevelopment Agency recommended giving the development rights to the Ohio-based Forest City.

Lennar fought back, calling on politically connected friends and citing its deep pockets and its track record at Mare Island.

A parade of Lennar supporters, many of them friends of then-mayor Willie Brown and Rep. Nancy Pelosi, told the Redevelopment Agency commissioners that Lennar was the only developer that had bothered to reach out to the Bayview–Hunters Point community. In the end, the commissioners — all of them mayoral appointees — ignored their consultant’s advice and voted for Lennar.

Nobody knows if Forest City would have done a better job. A developer is, after all, a developer. But Lennar’s victory at the shipyard helped it win the rights, four years later, to redevelop Treasure Island — long before it had even broken ground at Hunters Point. And a couple years ago, it parlayed those footholds into an exclusive development agreement for Candlestick Point.

Now the Fortune 500 company, which had revenues of $16.3 billion in 2006, does have a track record at the shipyard. And that performance is raising doubts about whether San Francisco should have entrusted almost its entire undeveloped coastline to a profit-driven corporation that is proving difficult to regulate or hold accountable for its actions.

Sure, Lennar has provided job training for southeast San Francisco residents, set up small-business assistance and community builder programs, and invested $75 million in the first phase of development. That’s the good news.

But on Lennar’s watch, a subcontractor failed to monitor and control dangerous asbestos dust next to a school at the Hunters Point Shipyard, potentially exposing students to a deadly toxin — despite promising to carefully monitor the air and control the construction dust.

And when the homebuilding industry took a nosedive last year, Lennar reneged on its promise to provide needed rental housing on Hunters Point — saying that its profit margins were no longer good enough to make rentals worthwhile. All of which raises questions about whether this company, which is working with Mayor Gavin Newsom to build a stadium at the shipyard to keep the 49ers in town, really has San Francisco’s interests in mind.

Bayview–Hunters Point native Dr. Ahimsa Porter Sumchai, a physician and a Sierra Club member, called the Lennar deal the "dirty transfer of the shipyard." She told us, "There is no reason why I’d trust Lennar more than I would the Navy and the federal regulators who have stringently worked on the cleanup of Hunters Point Shipyard, and yet it still remains toxic."

"This is just a play to get the shipyard," said Porter Sumchai, whose father was a longshore worker at the shipyard and died from asbestosis.

Part of the problem is systemic: the Redevelopment Agency hands over these giant projects to master, for-profit developers — who can then change the plans based on financial considerations, not community needs. And while Lennar likes to tell decision makers of its massive size and resources, the actual work at these bases has been delegated to limited-liability subsidiaries with far fewer available assets.

In this case, Lennar experienced a 3 percent drop in sales last year, a 29 percent increase in cancellation rates on homes, and a 15 percent dip in its fourth quarter profits. The downturn prompted Lennar’s president and CEO, Stuart Miller, to identify ways to improve what he described in the annual report as the company’s "margin of improvement" in 2007. These included "reducing construction costs by negotiating lower prices, redesigning products to meet today’s market demand and building on land at current market prices."

A Lennar spokesperson, Sam Singer, issued a statement to us saying that "Lennar BVHP is committed to operating responsibly, continually incorporating best community and environmental practices into our everyday business decisions."

But for a look at how Lennar’s model clashes with community interests, you need go no further than the edge of the site where Lennar has been digging up asbestos-laden rock.

DUST IN THE WIND


The Muhammed University of Islam is a small private school that occupies a modest flat-roofed hilltop building on Kiska Road with a bird’s-eye view of the abandoned Hunters Point Shipyard. This year-round K–12 school is affiliated with the Nation of Islam and attracts mostly African American students but also brings in Latino, Asian, and Pacific Islander children, many of whom have had problems in the public school system and whose parents can’t cover the cost of a private school.

"We find a way," the school’s mustachioed and nattily dressed minister, Christopher Muhammed, recently told the Redevelopment Agency in a veiled allusion to the financial nexus between the MUI and the Nation of Islam’s mosque and bakery on Third Street. "Many students aren’t members of our tradition but live across the street, down the street, or come from Oakland and Vallejo."

The minister is asking the Redevelopment Agency, the agency that selected Lennar and oversees the project, to permanently relocate the school. The school’s classrooms and basketball courts sit on the other side of a chain-link fence from Parcel A, which is the first and only plot of land that the Navy has certified at the shipyard as clean and ready for development.

Standing on these courts, the children have been able to watch heavy machinery digging up and moving huge amounts of earth in preparation for the 1,600 condos and town houses that Lennar wants to build on this sunny hillside, which has views of the bay and the rest of the shipyard.

The shipyard’s other five parcels are still part of a federal Superfund site, despite having undergone years of decontamination. Black tarps cover piles of soil that have been tagged as contaminated, and recently, radiological deposits were found in the sewers and soil. The Navy is still cleaning up a long list of nasty toxins, including PCBs and solvents, on Parcels B through F, the land Newsom now wants the city to take over so that it can hastily build a stadium for the 49ers.

But the minister’s request to relocate the MUI isn’t inspired by fear of Navy-related contamination or the impact of a stadium on the neighborhood but rather by the reality that asbestos is naturally present in this hillside and Lennar’s excavation work on the other side of the school’s chain-link fence has been kicking up dust for almost a year.

It’s not that Lennar and the city didn’t know about the asbestos. In April 2000 the environmental impact report for the shipyard reuse noted, "Because asbestos-containing serpentinite rock occurs at Hunters Point Shipyard, construction-related excavation activities could cause chrysotile asbestos associated with serpentinite to become airborne, creating a potentially significant impact to public health and safety."

So when Lennar proposed demolishing abandoned housing and roads and grading and transferring massive amounts of earth on Parcel A, the Bay Area Air Quality Management District demanded an asbestos dust mitigation plan that included sweeping and watering the construction sites and making sure that vehicle tires are washed before drivers exit.

The state Asbestos Air Control Toxic Measure also stipulates that if a school lies within a quarter mile of a construction site, local air districts can require developers to install asbestos dust monitors and shut down their sites whenever asbestos registers 16,000 fibers per cubic meter. The state requires these extra steps because children have higher metabolisms, growing lungs, and longer life expectancy. Plus, they’re lower to the ground and are likely to run, skip, hop, and play ball games that kick up dust.

Although Lennar agreed to abide by the air district’s requirements, the developer failed to properly implement this plan for more than a year.

The air district’s records show that Lennar’s environmental consultant, CH2M Hill, failed to include any air monitoring in its original plan for Parcel A, which is odd because the school is obvious to anyone who visits the site. It was only when the air district pointed out the existence of the Hunters Point Boys and Girls Club, the Milton Meyer Recreation Center, and the MUI, all within the quarter-mile limit, that Lennar agreed, at least on paper, to what the air district describes as "one of the most stringent asbestos dust mitigation plans in the state."

The plan combines the air district’s asbestos requirements with the city’s demands that Lennar limit "ordinary dust" that can cause respiratory irritation and aggravate existing respiratory conditions, such as asthma and bronchitis. Lennar agreed to implement the plan in the summer of 2005 and determine background levels of dust and toxins at the site before work began in the spring of 2006.

But that didn’t happen. For 13 months there is no data to show how much asbestos the MUI students were exposed to, neither for the 10 months before construction started on the cleared site nor for the first three hot and dusty months when Lennar’s subcontractors began massive earth-moving operations next to the school.

You’d think that after these failures became public knowledge, a devastated Lennar would have gotten a black eye and perhaps fired the subcontractors involved. Failing to protect children in a community that’s been the repeat victim of environmental injustice is a public relations nightmare, particularly in a part of town where distrust of redevelopment runs deep, thanks to the travesties in the Fillmore in the 1960s, followed by the city’s recent rejection of a referendum to put the Bayview–Hunters Point Redevelopment Plan to a public vote.

But while Lennar’s executives finally did the right thing last August by alerting the air district and replacing CH2M Hill, they didn’t release their two other subcontractors, Gordon Ball and Luster, nor did they sufficiently rein them in when violations continued, critics have testified at agency meetings.

And instead of apologizing to the air district and the city’s Department of Public Health for making them look like impotent fools, Lennar executives pushed back, contending that asbestos monitoring wasn’t necessary until May 2006 and that they didn’t need to water the tires of private vehicles.

They even listed economic rationalizations for the screwups that did happen. According to a memo marked "confidential" that the Guardian unearthed in the air district’s files, written by the air district’s inspector, Wayne Lee, Lennar stated, "It costs approximately $40,000 a day to stop grading and construction activity" and "Gordon Ball would have to idle about 26 employees on site, and employees tend to look for other work when the work is not consistent."

Meanwhile, the Department of Public Health was left reeling. Environmental health director Dr. Rajiv Bhatia told us, "It was very disappointing. We worked very hard. We wanted this system to be health protective. Whenever things don’t work, it takes time to get back to levels of trust. This hurts trust and credibility."

In September 2006 the air district issued Lennar a notice of violation for the period of July 14, 2005, through Aug. 3, 2006. Lee wrote that vegetation removal on the site "disturbed the soil and in some cases, likely resulted in dust." He also made it clear that "any track onto common roads could be tracked out to public thoroughfares and create asbestos dust plumes."

Lennar’s fines have yet to be determined, but they could reach into millions of dollars. State fines for emitting air contaminants range from $1,000 a day, if the violation wasn’t the result of intentional or negligent conduct, to $75,000 a day, if the conduct was deemed willful and intentional.

But as the air district weighs the evidence, one thing’s for sure: this wasn’t an isolated case of one set of monitors failing or one subcontractor screwing up. This case involves numerous violations and three subcontractors, two of which — Gordon Ball and Luster — are still working next to the MUI (neither company returned our calls).

Records show that once Lennar fired its environmental compliance subcontractor, CH2M Hill, properly installed monitors immediately detected asbestos dust, triggering 15 health-protective shutdowns during the course of the next six months. From these results, is it reasonable to conclude that had Lennar got its monitoring right from the beginning, further shutdowns would have cost Lennar’s construction subcontractors even more truckloads of money, as would have adequate watering of the site, which they didn’t get right for months?

So far, the only explanation for the watering deficiencies has come from Kofi Bonner, president of Lennar Urban for Northern California, who told the Redevelopment Agency, "Given the hilly terrain, it can only be watered enough so as not to create difficult conditions for the workers going up and down the site."

Lennar didn’t finally start to really control its subcontractors until January, when Lennar ordered Gordon Ball and Luster to "replace two site superintendents with new personnel who must demonstrate environmental sensitivity in conducting their work," according to public records.

MIAMI VICE


Headquartered in Miami Beach, Fla., Lennar began in 1954 as a small home builder, but by 1969 it was developing, owning, and managing commercial and residential real estate. Three years later it became a publicly traded company and has been profitable ever since, spinning off new entities.

Lennar Urban is one such venture. Established in 2003 to focus on military-base reuse, Lennar Urban recently produced a glossy brochure in which it proclaimed, "Military base reuse is our business — this is what we do."

Military-base development may be good business — but it isn’t always such a good deal for cities, particularly when communities don’t end up receiving what was promised on the front end.

In November 2006, Lennar announced it wouldn’t build any rental homes in its 1,600-unit development at the Hunters Point Shipyard. The Redevelopment Agency had originally approved a plan for 700 rental units on the 500-acre site, but Lennar said rising construction costs make rentals a losing investment.

Also in November, Arc Ecology economist Eve Bach warned the Board of Supervisors that Lennar’s public-benefits package for Treasure Island could be seriously compromised.

The package includes 1,800 below-market affordable housing units, 300 acres of parks, open space and recreational amenities, thousands of permanent and construction jobs, green building standards, and innovative transportation.

Bach summed up these proposals as "good concepts, uncertain delivery" and noted the discrepancy between Lennar’s stated desire for a 25 percent return and Budget Analyst Harvey Rose’s conservative prediction of an 18.6 percent return.

"Particularly at risk of shortfalls are transit service levels, very-low-income housing, and open-space maintenance," Bach warned.

With community benefits up in the air, high profits expected, and Lennar’s ability to regulate developers uncertain, many community activists question just what San Francisco is getting from the company.

"I can’t say that Lennar is trustworthy, not when they come up with a community benefits package that has no benefit for the community," activist Marie Harrison said. "I’d like to be able to say that the bulk of our community are going to be homeowners, but I resent that Lennar is spoon-feeding that idea to folks in public housing who want a roof over their heads and don’t want to live with mold and mildew but don’t have jobs or good credit or a down payment. I’ve heard seniors say, ‘I can’t even afford to die.’ Lennar is not being realistic, and that hurts my feelings and breaks my heart."

SHOE-IN


The story of Lennar and Muhammed University of Islam underscores the problems with a system that essentially relies on developers to regulate themselves. Bay Area Air Quality Management District records show officials didn’t know monitoring equipment at the site wasn’t working until August 2006, when Lennar discovered and reported the problem.

Lee reported after an Aug. 31, 2006, meeting with CH2M Hill staff, "They were not confident that the air sampling equipment was sampling correctly, due to faulty records and suspect batteries. CH2M Hill staff discovered depleted batteries and could not determine when they drained."

The air district’s air quality program manager, Janet Glasgow, told the Guardian, "The district had never been in this situation before, in which a developer, Lennar, came in and self-reported that they discovered a problem with their monitoring — something the district would never have been able to determine."

Worrisome as Glasgow’s statement is, there’s also the possibility that CH2M Hill’s failures might never have come to light had it not been for the city’s decision to demand another layer of dust controls. As Department of Public Health engineer Amy Brownell said, her inspectors were witnessing trails of dust firsthand, yet CH2M Hill’s monitors kept registering "non-detect" around asbestos.

"Which was suspicious," Brownell told us, "since they were doing massive earthwork."

Saul Bloom, who is executive director for Arc Ecology, a local nonprofit that helps communities plan for base closures and cleanups, told us he recalls "waiting for the first shoe to drop, wondering how there could be no work stoppages when Lennar was digging up a hillside of serpentinite."

The other shoe did drop shortly after the August 2006 meeting. It was black and well polished and attached to the foot of Muhammed, who began questioning whether the dust wasn’t harming his students.

But Muhammed found his questions weren’t easy to answer, given that Lennar had failed to monitor itself and therefore lacked the data that could have proved no harm was done, a scary situation since health problems from asbestos exposure don’t generally manifest themselves until many years later.

Those questions raised others about Lennar and whether it should be trusted to self-regulate.

DÉJÀ VU


In December 2006, Redevelopment Agency Commissioner Francee Covington asked Lennar’s environmental manager, Sheila Roebuck, if the company had any asbestos issues at other projects in the nation. Roebuck replied no, not to her knowledge.

But the Guardian has learned that Lennar already had problems with naturally occurring asbestos in El Dorado. The problems concerned dynamiting in hills that were full of naturally occurring asbestos and resulted in a $350,000 settlement in November 2006. The case involved two El Dorado Hills developers, Angelo K. Tsakopoulos and Larry Gualco, and their earthmoving subcontractor, DeSilva Gates Construction of Dublin.

As part of the terms of the settlement, the county agreed, at the behest of the developers, to make their earthmoving contractor, DeSilva Gates, who provided the dynamite, solely responsible for the settlement. Accused of, but not formally charged with, 47 violations of air- and water-pollution laws is West Valley, a limited liability company composed of Lennar Communities of Roseville, Gualco, and Tsakopoulos’s AKT Investments of Sacramento, with Lennar managing the LLC and AKT acting as the investor.

But as the Sacramento Bee‘s Chris Bowman reported, El Dorado Air Quality Management District head Marcella McTaggart expressed her displeasure directly to Lennar Communities, writing, "We are very disappointed to note that the agreed-upon measures to minimize … dust were completely disregarded by your company."

McTaggart’s words bear an eerie resemblance to Bhatia’s comments about how Lennar’s failure to protect the public heath "hurts trust and credibility."

"Ultimately, I’m very interested in being able to talk to the families and children who believe they have been harmed," Bhatia told us. "I want to help with people’s uncertainties and fears."

LEGAL PROBLEMS


Uncertainty and fear were on display at the Redevelopment Agency’s December 2006 meeting when Muhammed claimed that serpentinite, arsenic, and antimony had been found on his students and staff through "resonance testing."

Lung cancer experts doubt that methodology, telling us the only way to detect serpentinite in bodies is by doing an autopsy.

Following the minister’s claims, a rattled Bonner told the Redevelopment Agency, "Lennar cannot continue to be accused of covering something up or willfully poisoning the community because of profits. Lennar is a national public company, and the accusations and allegations are very serious."

Unfortunately for Lennar and the city, the company’s failures to monitor and control dust have left both entities exposed, since they formed a limited liability company without extensive resources, Lennar BVHP, to conduct the shipyard cleanup.

This exposure became even more evident when Muhammed returned to the Redevelopment Agency Commission in January with 15 MUI students in tow to ask for a temporary shutdown of Lennar’s site until a permanent relocation of the school had been worked out.

"It doesn’t seem proper to have peace discussions while the other side is still shooting," Muhammed said.

His relocation request got Bayview–Hunters Point community activist Espanola Jackson raising more questions: "OK, but where are the other residents going? How can you displace them? Have the residents on Kiska Road been notified? Or on Palou? Nope. You give people dollars to do outreach, but they don’t come to my door. Someone is being paid to not give the truth."

Scott Madison, a member of the Hunters Point Shipyard Citizens Advisory Committee, who’d observed large excavation machines breaking rock but not using water or any other dust controls, said, "I don’t understand how Lennar, who I believe has a sincere interest in doing right, can continue to have a contractor who is out of control."

Bonner explained that Lennar sent notices of default to its subcontractors and hired people from the community to be monitors, plus installed a secondary level of consultants to monitor contractors. But when Redevelopment Agency commissioner London Breed expressed interest in releasing the old contractor and hiring a new one, the agency’s executive director, Marcia Rosen, chimed in.

"Our agreement," Rosen said, "is not with the subcontractor. Our agreement is with Lennar." Her words illustrated the agency’s impotency or unwillingness to crack the whip over Lennar and its subcontractors. But when Lennar Urban vice president Paul Menaker began to explain that its contractors have a 10-day cure period, it was too much for Commissioner Covington.

"We’re way past that," Covington exploded. "We’re not hams!"

EXPLODING HAMS


Perhaps they’re not hams, but the commissioners’ apparent inability to pull the plug on Lennar or its subcontractors leaves observers wondering how best to characterize the relationship between the agency, the city, the community, and Lennar.

Redevelopment Agency commissioners have been appointed either by Mayor Gavin Newsom or his predecessor, the consummate dealmaker Willie Brown. But the incestuous web of political connections goes even further.

Newsom is Speaker of the House Nancy Pelosi’s nephew by marriage. Newsom’s campaign treasurer is another Pelosi nephew, Laurence Pelosi, who used to be vice president of acquisitions for Lennar and now works for Morgan Stanley Real Estate, which holds Lennar stock.

Both Newsom and Laurence Pelosi are connected to lobbyist Darius Anderson, who hosted a fundraiser to pay off Newsom’s campaign debts. Anderson counts Lennar as his client for Treasure Island, Mare Island, the Hunters Point Shipyard, and Candlestick Point, another vast swath of land that Lennar controls.

Brown’s ties to the agency and Lennar run equally deep, thanks in part to Lennar’s Bonner, who was Brown’s former head of economic development and before that worked for the Redevelopment Agency, where he recommended hiring KPMG Peat Marwick to choose between Catellus, Lennar, and Forest City for the Hunters Point project.

KPMG acknowledged all three were capable master developers, but the commission decided to go with the most deep-pocketed entity.

Clearly, Lennar plays both sides of the political fence, a reality that suggests it would be wiser for cities to give elected officials such as the Board of Supervisors, not mayoral appointees, the job of controlling developers.

DAMAGE CONTROL


Under the current system, in which Lennar seems accountable to no one except an apparently toothless Redevelopment Agency, you can’t trust Lennar to answer tough questions once it’s already won your military base.

Asked about asbestos at the Hunters Point Shipyard, Bonner directed the Guardian‘s questions to veteran flack Sam Singer, who also handles PR for Ruby Rippey-Tourk. Singer tried to dodge the issue by cherry-picking quotes, beginning with a Dec. 1, 2006, letter that the city’s health director, Dr. Mitch Katz, sent to Redevelopment’s Rosen.

Katz wrote, "I believe that regulatory mechanisms currently in place for Shipyard Redevelopment are appropriate and adequate to protect the public from potential environmental hazards."

The assessment would seem to be at odds with that of Katz’s environmental health director Bhatia, who has been on the frontline of the asbestos fallout and wrote in a Jan. 25 letter, "The failure to secure timely compliance with the regulations by the developer and the repeated violations has also challenged our credibility as a public health agency able and committed to securing the regulatory compliance necessary to protect public health."

Singer also quoted from a Feb. 20 Arc Ecology report on asbestos and dust control for Parcel A, which stated, "Lennar’s responses have been consistently cooperative." But he failed to include Arc’s criticisms of Lennar, namely that its "subcontractors have consistently undermined its compliance requirements," that it has "not exercised sufficient contractual control over its subcontractors so as to ensure compliance," and that it was "overly slow" in implementing an enhanced community air-monitoring system.

Singer focused instead on Arc’s observation that "there is currently no evidence that asbestos from the grading operation on Parcel A poses an endangerment to human health and the environment."

Lack of evidence is not the same as proof, and while Arc’s Saul Bloom doesn’t believe that "asbestos dust is the issue," he does believe that not moving the school, at least temporarily, leaves Lennar and the city liable.

"They formed a partnership, protective measures didn’t happen, the subcontractors continue to be unreliable, and dust in general continues to be a problem," Bloom told us.

Bloom also recommends the Redevelopment Agency have an independent consultant on-site each day and bar contractors who screw up. "Without these teeth, the Redevelopment Agency’s claims that they have enforcement capabilities are like arguments for the existence of God."

Raymond Tompkins, an associate researcher in the Chemistry Department at San Francisco State University and a member of the Remediation Advisory Board to the Navy who has family in Bayview–Hunters Point, says what’s missing from the city’s relationship with Lennar is accountability, independence, and citizen oversight.

"If you can’t put water on dirt so dust doesn’t come up, you can’t deal with the processes at the rest of the shipyard, which are far more complicated," says Tompkins, who doesn’t want the Navy to walk away and believes an industrial hygienist is needed.

"The cavalier attitude around asbestos dust and Lennar at the shipyard fosters the concerns of the African American community that gentrification is taking place — and that, next stop, they are going to be sacrificed for a stadium." *

Ending the road-closure stalemate

EDITORIAL There’s really only one way to look at Mayor Gavin Newsom’s response to Saturday road closures in Golden Gate Park: the fix has been in from the start. The mayor is willing to discard his own evidence, break his word, ignore the obvious facts, and damage his environmental credentials — but he won’t risk offending the rich society swells who run the de Young museum.

It’s been 40 years since the city began shutting down a stretch of JFK Drive to cars on Sundays, and by any account it’s one of the most popular regular programs in the city. On nice days the park is packed with bikers, joggers, skaters, walkers, families. There are free swing dance lessons. It’s one of the few opportunities for young kids to learn to ride bikes in a safe environment.

But the trustees of the museum, such as socialite Dede Wilsey, are adamantly opposed to expanding the road closures to Saturday. Their arguments make little sense: since there’s now an underground parking garage, there really isn’t any problem finding a place to park or getting access to the museum.

Yet under pressure from the de Young folks, the mayor vetoed legislation last year to expand the road-closure program to Saturdays, saying he didn’t have enough information on how the program would impact traffic and parking in surrounding neighborhoods. He asked for a study; the study was done. As Steven T. Jones reported ("Unhealthy Politics," 3/7/07), the evidence clearly shows that road closures have minimal negative impacts on anyone.

Newsom’s response: nothing has changed. He’s still opposed to Saturday closures.

So either he was lying last year when he said he wanted more data or he’s ducking today when he says the study hasn’t changed his mind — or he’s just afraid that going against the will of the almighty de Young board will tarnish his political star with the movers and shakers in town. In the end, it doesn’t matter: the mayor apparently can’t be moved on this, and the only way Saturday road closures will happen is if eight supervisors — enough to override a mayoral veto — support Sup. Jake McGoldrick’s road-closure bill, which has been reintroduced and will be heard in committee soon.

The measure got seven votes last time, and since it’s highly unlikely Sups. Sean Elsbernd, Michela Alioto-Pier, or Ed Jew will defy the mayor, the swing vote is Sup. Bevan Dufty.

Last time around he voted to uphold Newsom’s veto, but now he says he’s keeping an open mind. Dufty has a strong tendency to support neighborhood programs and services, and it’s clear that most of the neighborhood people are behind road closures — and now that the city’s own study shows there are no associated parking or traffic problems, this ought to be an obvious one for him. Dufty should announce that he’ll support McGoldrick’s bill — and end this stalemate for good. *

Why people get mad at the media (part l2) The New York Times answers questions about its slow coverage of the Walter Reed scandal but stonewalls on its censorship of Project Censored

Byron Calame, the public editor of the New York Times, spent an entire column in the Sunday New York Times (March ll) answering an important question:

“Why,” Calame asked in his lead, “were readers of the New York Times left without a word of news coverage of the Walter Reed Army Medical Center scandal for six days after it had been exposed by the Washington Post?
That was the question posed to me in the wake of the Post’s Feb. l8 scoop by readers thirsty for readers thirsty for news of the poor care given those wounded in Iraq.”

As attentive readers of the Bruce blog will recall, I raised an even more important question as to why the Times and its sister paper in Santa Rosa (the Press Democrat) have for 30 years refused to run the Project Censored story from the local Sonoma State University. I have also asked Calame, and Times and PD editors, why they won’t run the Project Censored story, even though its stories before and during the Iraq War laid out much of the key neocon policy behind the war and the anti-war strategies in opposing it. Neither Calame nor any Times nor editor would answer me nor provide an explanation to Carl Jensen, the project’s current founder, nor Peter Phillips, the current director, for their censorship of the Censored Project through the years.

This is highly significant in light of Calame’s Sunday column. “Readers have every right to be angry about the Times’s slowness in telling them about the compelling news in The Post’s two-part series,” he wrote.
((I won’t raise the question here as to why neither the Post nor the Times, nor any of the beltway journalists, didn’t get the stories months earlier at nearby Walter Reed and why they didn’t respond earlier to the accelerating drumbeat of criticism of lousy treatment of returning soldiers from veterans, their families, and veteran’s organizations.)

Calame did find the culprit: “Excessive pride, I believe, is the fundamental problem. The desire to be first with the news still permeates the newsroom at the Times and other newspapers in a way that makes editors and reporters feel defeated when they have to conclude that the information in another publication’s exclusive article is so newsworthy that it has to be pursued.” Good point: but what about newsworthy stories broken by other publications, picked up by Project Censored, stamped “Censored,” and put out as a major package that the Times and other mainstream media then refused to print? Was “excessive pride” at work here for 30 years? Is that much of an excuse on stories as big as Iraq and Bush?

I pointed out in my earlier blog that the Censored stories were particularly timely during the war years.
For example, on Sept. l0, 2003, while the Times and the PD and affiliated papers on its news service, were running the stories of the disgraced Judith Miller that helped Bush make the case for the Iraq War and then seeking to justify it, the Guardian ran the Censored package with a headline that read, “The neocon plan for global domination–and nine other big stories the mainstream press refused to cover in 2002.” I noted that our introduction to the timely censored package made the critical point: “If there’s one influence that has shaped world-wide politics over the past year, it’s the extent to which the Bush administration hs exploited the events of Sept. ll, 200l, too solidify its military and economic control of the world at the expense of democracy, true justice, and the environment. But President George Bush W. Bush hasn’t simply been responding to world events. The agenda the administration has followed fits perfectly with a clearly defined plan that’s been in place for a decade.”

I noted that the neocon story, and the many other such stories that Project Censored put out during the war years and again this year, laying out the drumbeat to war and the dark side of the Bush administration, got no play in the Times nor the PD and very little play in the rest of the mainstream press and its “embedded” and “mission accomplished” journalism that marched us into war and is now keeping us there. Who was right, the Guardian and Project Censored stories or Judith Miller and the Times?

Calame wrote that “readers would benefit if the
Times could swallow a bit of its pride and make use of two readily available approaches to dealing with important news in the scoops of competing competitors.” He said the Times could put the stories of competitors up on its web and they could be encouraged to use “solidly reported wire stories” of significant exclusives in other publications. What about the Censored stories?

Calame concluded, “The reality is that when significant news breaks–even in the form of an exclusive in a competing publication–the Times must be committed to getting on the story. Anything less seriously damages the paper’s value to the readers.”

Another good point: so repeating for emphasis: Why won’t the Times and the PD run the Project Censored stories
that were so often on target when the Times wasn’t? And why won’t the Times and its public editor answer or even acknowledge the question and underlying issues of biased reporting, flawed news judgment, and too much lapdog access to the Bush administration? I’m sending this blog to them and asking once again.

I am waiting for the public editor and Times/PD editors to reply. Is this like waiting for Godot? Stay tuned. B3
