Burning reentry

I returned from Burning Man a week ago today, one of the nearly 40,000 souls reentering the real world from the one that we call “home.” There are more of us than ever given that the population of Black Rock City jumped more than 10 percent this year to by far it’s largest level yet, with the Bay Area still the main source of BRC citizens. The event is growing fast, and at a time when there is increasing concern about global warming and other environmental problems associated with unsustainable consumption of resources. So I was pleased to see founder Larry Harvey and his board announce next year’s theme — Green Man — just as this year’s event was wrapping up. The idea is to better connect the isolated event with the larger world, to increase awareness of our impacts on the environment, and to start offsetting that impact with tree planting and other year-round projects. It’s a natural step in the evolution of an event that began on Baker Beach in 1986, but one that needed to be deliberately taken, a challenging move than will test whether Burning Man is ready to return from the desert and project its values outward.

Northern composure

Four years ago, a high school junior named Britney Gallivan managed to fold a piece of paper in half 12 times, surpassing the eight-fold limit with a 4,000-foot-long piece of special toilet paper. For this girl, origami became more than paper frogs, cootie catchers, and hope-giving cranes. But those cranes are still essential. The four sprightly members of Shapes and Sizes do a lot of musical origami and showy unfolding on their self-titled debut. They make cranes with at least two heads, constantly pulling in multiple directions: toward fairy tales and woodsy rock, unexpected bursts and clap-along accents.
Shapes and Sizes fit on the energetic Asthmatic Kitty roster, but I wouldn’t have expected it. Neither did the band. “We sent out around 50 demos, and three or four labels responded. Asthmatic Kitty got back to us quickly and were excited,” said vocalist-guitarist Rory Seydel and vocalist-keyboardist Caila Thompson-Hannant, speaking at the same time on a conference call from Victoria, British Columbia.
“It took a while, though, to get to where we are now with them,” Seydel added. “We met up with the heads of the label while we were on tour, and they agreed to produce the album.”
“The whole process took a year,” Thompson-Hannant chimed in.
The full-length is the demo, unchanged. Some of the songs had been living in their heads for years. Old high school friends, Thompson-Hannant and Seydel wrote the first Shapes and Sizes ditties when they were only 18. “It’s a long departure. I think we’ve grown up a little,” laughed Seydel, who just turned 22.
When they headed into Victoria’s Lucky Mouse Studios — also home to Frog Eyes — Shapes and Sizes planned on recording a seven-song EP. But, said Thompson-Hannant, they decided to “really go to town,” laying down some tunes that they’d never even practiced and adding a cavalcade of other instruments, from saxophones to vibraphones, trumpets to violas. With the help of Frog Eyes engineer Tolan McNeil, they achieved a panoramic sound.
They will not be touring with a horn section, said Seydel, but that’s fine, since they can just turn up their guitars “really loud.”
He’s only half kidding. Their show tunes–influenced melodies are designed to expand in the live environment, a giddy indie-rock cabaret. The youthful duo cuts, collages, and boldly displays myriad shapes of stories and sizes of sounds, as drummer Jon Crellin and bassist Nathan Gage add rhythmic color to this melodic union. Because they play almost exclusively originals (save for a cover of the Magnetic Fields’ “Come Back from San Francisco” last Valentine’s Day), their songs continue to morph in front of their eyes and they are constantly working on new material.
“It seems like the songs are always changing,” said Thompson-Hannant with the same sense of awe that lifts her singing. “I’ve come undone … another wire linked up to my heart,” she croons on “Northern Lights.” Seydel joins this dramatic unraveling on the Pavement-influenced “Rory’s Bleeding,” singing a cappella at the start: “Why is Rory bleeding?/ Placed between black and white/ Phew, I was dreaming/ I couldn’t see his eyes.”
Shapes and Sizes inhabit a delightfully brisk and very bright way-Northern version of Architecture in Helsinki’s Australia. A deeply collective energy is present on both bands’ debuts, but it’s only in hearing Architecture’s greatest achievement, In Case We Die (Bar/None, 2005), that their earlier efforts appear as the treasure maps that they are, diagrams on origami paper about to become 3-D unicorns. It’s a sure bet that Shapes and Sizes too will continue to expand. Inside their paper cranes are the scribbled notes of castaways happily ignoring borders and ready to hitch a ride. SFBG

REVIEW Near the end of “Song of Myself,” Walt Whitman’s woozy celebration of the universe contained within, he asks, “Do I contradict myself?” then responds to his own query, “Very well, then, I contradict myself.” This is followed by the oft-cited parenthetical thought, “I am large — I contain multitudes,” a sentiment that has been variously expressed in art since Whitman did so at the turn of the 20th century. “Cosmic Wonder,” a group exhibition featuring more than 20 emerging and established artists and an artists collective, offers a new take on Whitman’s lines as well as on one of the other overarching themes of the poem: the complexity of the American identity.
The heart of “Cosmic Wonder” revolves around the soul — more specifically, around a 21st-century reading of spirituality and our current relationship with the natural world. Threaded throughout are propositions toward articuutf8g the self within the context of an increasingly chaotic society that’s split between the built environment (manufactured slabs of concrete and acres of glass, metal, and plastic) and the myriad holes (some might call them black) within cyberspace. In the exhibition introduction, guest curator Betty Nguyen writes that among other things, “Cosmic Wonder” is about the “relationship of the individual to the multitude.” The contemporary “I” contains multitudinous parts; the song of the self is a dissonant dirge in multiple echo chambers; the largess of self is refracted across numerous surfaces. How to find oneself in this fractured landscape?
The black-and-white DVD projection Untitled (Silver) by Takeshi Murata (whose Monster Movie was part of “The Zine Unbound” at the Yerba Buena Center for the Arts last year) is more of a kinetic painting than a video — the aesthetic is that of a painterly pixilation made of swooping gestures, as if an invisible brush is drawing the action. A woman moves through an indiscernible landscape, her figure dissolving between the abstract and wholly recognizable. Set to a squishy electronic soundtrack composed by Robert Beatty and Ellen Mollé, it suggests the ways identity morphs as we move through real and virtual time, shape-shifting in order to adapt to whichever environment we’re in. A stream of pixels trails the woman’s figure, as if she’s leaving programming code and bits of herself behind as she wends her way through a so-called meatland (as cybergeeks refer to life off-line) and cyberspace.
Shrines abound in various forms: Yukinori Maeda’s Eclipse/Eclipse Weeping Rock floor installation; Paper Rad’s wall-mounted installation consisting of hundreds of paintings and drawings and four DVDs; Mark Borthwick’s photographs, drawings, and performance environment Is My Nature My Only Way; and a giant mandalalike site-specific wall painting by Hisham Bharoocha. Spend a little time in the main gallery and it becomes difficult to determine what could be considered a shrine and what’s straight-up installation, especially in the context of the remainder of the show. Although taking cues from religious configurations, these shrines embody a more current vision of how to access the divine. What is offered can be seen as a sort of shrine reclamation project that eschews any particular religious doctrine in favor of celebrating those things that strike a more universal chord (inasmuch as anything can be considered universal in this age of political and religious partisanship). At the end of one of the videos serving as the centerpiece of the work by Paper Rad (a collective hailing from Pittsburgh, Penn., and Northampton, Mass.), the voice-over narration asks for a “nonexclusive real prayer” to put to rest a robot battle involving the U2 iPod, Adam Sandler, and … I forget what else. The point is it would be nice to think a “nonexclusive real prayer” could be said to help resolve some of the conflicts currently raging around the world.
Nature’s beauty is championed through chosen material (Jose Alvarez’s sculptural paintings made of mineral crystals and seashells), content (Doug Aitken’s geometrically reconfigured landscape horizon lines), and intent (Mike Paré’s illustrations of blissed-out festivalgoers and ritual-inventing skateboarders). Arik Moonhawk Roper’s animation Lazarian Forest is a darker and perhaps more accurate depiction of our current relationship with nature. Set to a squawking, increasingly agitated soundtrack, a strange flower blooms in stop-motion stages. Leaves unfurl skyward, a bulb sprouts from its stem, and the music reaches a crescendo as the bulb slowly cracks open to reveal a green human skull — the simultaneous celebration and destruction of nature encapsulated. Topping the hoop

“Wowza, how’d you get that gnarly bruise?” wide-eyed oglers at the office, in line at the taquería, or on my MySpace blog would ask with awe after peeping the five-inch-long trophy wound on my hip.
“Oh, this old thing,” I’d sniff. “No big deal. Just picked it up in hula hoop dance class.”
“Hula hoop dance class?” my friends back home would reply incredulously, their tiny brains atrophied by played-out calorie burners like hiking and cycling. “You got that from hula hooping? [Guffaw, guffaw, insert joke about pitiful lack of physical endurance here.]”
“Yes, friend, you see, I’m doing an article about this new fitness trend, hoop dance, and …”
“HULA HOOP DANCE CLASS!?!? Only in California, dude, only in California.”
Well, yeah, bitches. That’s right: California. Utopian birthplace of an endless array of revolutionary fitness regimens. Jazzercise. Tae Bo. Heck, according to Wikipedia, Jack LaLanne invented the jumping jack right here in California.
It’s true, though, that when it comes to wacky-sounding physical fitness, it’s been a while since the Golden State unleashed any new trends upon the world. Opportunities for women to get their saucy swivel on have been dwindling — spinning’s hardly saucy, girlfriend — with nary a Curves-free shimmy in sight in some parts of the country.
So yes, indeed, I say thank heavens for the hula hoop, God’s sexiest training wheel. Not only is the hoop helping to polish the state’s tarnished gym-class cred, it’s also spawned hoop dance, a swayin’ and slithery new workout aimed at squeezing the inner juiciness out of average dames like you and me (or possibly your girlfriend or even your mom).
The practice has already gained a healthy following in San Francisco, thanks to inspirational instructor Christabel Zamor, a.k.a. HoopGirl (winner of the 2006 Guardian Best of the Bay Award for Best Personal Trainer). But what about my hoop-deprived friends back East? When and how will they ever get their jaded swivel on?
Good news for all: having wisely determined that despite her effervescent charm and spiritual buoyancy she simply can’t be everywhere at once, HoopGirl’s now passing her hard-earned knowledge along to a bevy of women from all over the country who seek opportunity in this brand-new industry. After all, what better way to sneak erotic exercise into the red states than via the seemingly innocuous hula hoop, Trojan horse of the fitness world?
The 10 women who attended Zamor’s first weekend-long teacher certification workshop in June formed a broad career spectrum: a nurse, a raw food chef, an elementary school teacher, a massage therapist, an architectural assistant, and, of course, a handful of professional fitness instructors. All possessed the requisite hoop skills, and a few even had teaching experience.
What they came to learn, however, was the nitty-gritty of the hoop dance biz, something that Zamor did not have the benefit of knowing at the beginning of her own career. In fact, Zamor’s first exposure to hoop dance came while she was pursuing a career as an anthropology professor at UC Santa Barbara.
“When I was studying anthropology, I loved teaching, but I was really interested in ethnic dance and music traditions,” she says. “The academic environment only contextualized these things in terms of their own preestablished academic jargon. I had been very naive going into graduate school. I really thought it was about exposing myself to the beauty of dance.”
She found herself entranced by hoop dancers at a rave outside of Los Angeles. Disillusioned with the academic environment, she committed herself to learning hoop dance. She returned to Santa Barbara with a hula hoop and started practicing in the park.
“It was a new field, based on no other cultural dance form,” she explains. “And all of a sudden people were beating down my door for hoop dance.”
After struggling in an environment in which she was constantly forced to defend the legitimacy of studying African dance traditions, Zamor found herself at the epicenter of a dance revolution. Within three months of her first hoop dance experience, she found herself teaching group classes.
Today, the hoop dance teacher certification course is the latest addition to Zamor’s hula-shake empire, which includes group classes, private lessons, instructional DVDs, and performances. It’s also a crash course in running your own business.
Over three days, students learn everything they need to effectively teach a hoop dance fitness course, including how to clearly explain and demonstrate the key principles of hoop dance (squat and shimmy, very important); how to make use of imagery and metaphors (“Reach into the honey pot!”); the physiological and psychological benefits of hooping (“Did you know that the most beautiful sound in the world is the sound of a hoop hitting the floor? That’s the sound of learning and growing.”); class structures (hoop jam!); and how to deal with the top five difficult situations (a cranky, clumsy reporter in your midst, perhaps). The course also leaves students with a sense of marketing savvy and all the esoterica involved in operating a small business, such as insurance, liability waivers, pricing, and property rental.
“I really respect Christabel as an artist and a business woman,” says Candice Schutter, a movement facilitator and life coach from Portland. “She’s given us a workable structure that can be used right away to create a thriving business.”
But Zamor said she hopes the women take away much more than technical know-how. “The most important thing that I want the teachers to exude, so that other people can absorb it, is confidence,” she says. “It’s the key to learning hoop dance. It’s a feeling. It’s not something people can memorize. You just have to believe it.” SFBG

Learning from leaks

Brace yourself. What you are about to read might go against what you think is the general wisdom of conservationists: if it’s pee, don’t let it be. Now, I’m not advocating that you should flush. What I’m about to suggest emerges from the world of permaculture, and you’re about to find out all about it.
Permaculture is an approach to sustainable living that entails close, spiritual observation of nature and its inherent patterns and rhythms. Through contemplation of the land — a backyard, an entire city, Yosemite’s wilderness — humans can learn how to interact with the environment in a balanced and harmonious way. According to its adherents, permaculture design can integrate the vast spectrum of biological diversity into a functional system that naturally replenishes what it depletes. It seems fundamental that imitating the cycles of nature would produce a less wasteful way of living, but permaculturists insist that we’ve strayed so far from that course (for example, by farming miles and miles of wheat and using limited sources of energy) that it’s time for a full-on return to basics.
But permaculture is more than just a lesson on the how-tos of composting. And it’s more than simply a call to turn back the clock of industrialization. As Guillermo Vásquez, a Mayan from Central America who has been running the Indigenous Permaculture design course around the Bay Area since 2002, puts it, “It’s about how local communities can use their resources in the city in a sustainable way.”
Though geared to the urban environment, Vásquez’s classes use farming techniques drawn from native rural communities in El Salvador, South Dakota, and Guatemala. As a demonstration of how some of these techniques can be applied to everyday situations for the typical city dweller, he talked to me about the patch of bereft soil that is my backyard. Local permaculture courses such as the one Vásquez teaches introduce students to a holistic way of gardening that goes beyond throwing down some dirt, plugging a tomato seedling into the ground, and then turning on the hose. I mentioned that I should probably wait until winter to plant, in order to take advantage of the spring rains, so that I don’t have to wastefully water the yard so much, to which he responded, “you’re right, but first you have to find out what’s in your soil.” His classes give practical lessons in such things as testing the soil for lead and rotating crops and adding trees that retain water and recycle nutrients.
Vásquez’s class is taught on a shoestring budget. He organizes the course with elders from native communities in Central America and the United States. The staff includes specialists in water, soil, and green business. Employees of local nonprofits and people from underserved communities are invited to take the course for free, so long as they make a solemn commitment to do permaculture work in their communities for at least a year after the training. “We have a really teeny budget. Sometimes we work with nothing. We do this because we believe in hard work. We don’t get a salary. We organize the students to work with no money. We prove to them and show them that we can do positive things in our community with no money.”
Permaculture courses were developed in Australia in the mid-’70s when it first became obvious to environmentalists that the planet was in serious trouble due to monoculture farming. These environmentalists believed that we should value the earth’s bounty and endeavor to not hog all of its resources. Then they looked for ways to draw upon the interconnection between earth, water, and sky. One should meditate upon a site for as long as a year before farming, permaculturists advise, making note of all the connections observed. You might notice the sun’s path through the area or how water is leaking away from the site instead of being absorbed into it.
Besides ecological sustainability and environmental relationships, most permaculturists focus on creating social sustainability, recognizing cultural and bioregional identity, and building creative activist networks to implement “placemaking” and “paradigm reconstruction practices.” Not surprisingly for such an interactive philosophy, permaculture has found a huge following on the Web — sites such as permaearth.org and permacultureactivist.net host lively online forums.
Permaculturists also believe that humans should not interfere with the wilderness and that our only interaction with it should be to observe and learn from its ecological systems. The permacultural interactivity of humans and the environment is usually organized and described graphically as a system of concentric zones, like a mandala, beginning with “home” and extending toward “community,” so that the patterns of our social worlds can be put into balance.
Permaculture instructor Kat Steele of the Urban Permaculture Guild got into this kind of holistic approach because she wanted to combine her graphic design background with what she learned about sustainable living while traveling. She took a permaculture design course and started a landscaping business, then moved on to teaching certification courses. (In most cases, permaculture certification allows graduates to teach and participate in larger projects). The Urban Permaculture Guild uses “nonheirarchical decision-making” as one of its principles, and its members, in between contributing to the guild’s operations, have been involved in such large-scale projects as working with Jordanians to green their heavily salted deserts and transforming water recycling policies in Australia.
Steele discussed the guild’s training course with me while on a break from a six-week course conducted at the education facility of Golden Gate Park’s botanical garden. (It’s the first time the park has offered the course; the educational director hopes to develop the program further with Steele.) As in Vásquez’s class, students learn about the principles and concepts of permaculture and put them into practice in gardens. They learn from guest lecturers about soil enrichment and gray water (any water except toilet water that’s been used in the home). Both Vásquez’s and Steele’s classes follow the guidelines of the Permaculture Institute of Northern California and offer certification to students who successfully complete the course. They can be beneficial to yard gardeners like me, architects who wants to consider the best way to orient a building in order to make use of the sun and shade, and civil engineers looking for different approaches to water use and recycling.
During my conversation with Steele, she indicated how the concepts of permaculture could translate to social systems. “In our social landscape, we want to look at where energy is leaking. Typically in most businesses there is an organizational structure that is sort of top-down, and we can create feedback loops from energy or information that might be stored in areas that aren’t being used, so that it all can come back to decision makers. So creating flows that mimic cycles in nature in our business structures can help that.”
So learning from leaks is a key practice of permaculture design. Before we finished our interview, Steele got me thinking about how much I leak at home and that flushing isn’t just a gross misuse of water, it’s a waste to send all that pee down the drain. Turns out pee, when diluted in, say, a backyard pond fed by rain runoff from your roof, is excellent for your garden. SFBG

Complete interview: The Descent director Neil Marshall on phallic caves, Iggy Pop-like troglobites, and good old-fashioned horror

Doing publicity rounds for The Descent (in Bay Area theaters Fri/4), British writer-director Neil Marshall called from — appropriately enough — a cave-like environment somewhere deep within darkest Hollywood. (“I’m just stuck in a small room with no windows at the moment. Serving my time.”)

SFBG: You’ve said that you don’t want The Descent to be seen as a chick flick — which it’s clearly not, of course. What inspired you to make a horror film with an all-female cast?

NM: It’s unique in this genre, certainly. It was very contemporary, and nobody’s tried it before in an action-horror movie. The story wasn’t about them being women, it didn’t hinge on them being women — it just, simply, they were. It’s perfectly believable in this day and age that women would go off climbing, go off caving. Why not? I didn’t think it threatened the believability in any kind of way. I just thought it’d be interesting, and be a lot of fun to do. It had the potential to be a lot of fun, but it also had the potential to be a complete nightmare.

The reasons were manifold, many-furred, and multihued, but this much was clear at South by Southwest 2006: The Nashville teen punk sensations Be Your Own Pet were definitely a band to raise your right fist Arsenio-style and woof at, like a member of the Bloodhound Gang at a sports bar. Fronted by the kittenish Courtney of a vocalist Jemina Pearl Abegg and filled out by the impressively fro’d bassist Nathan Vasquez, guitarist Jonas Stein, and drummer Jamin Orrall, and shaking it like Smell-style teenage kicks, Be Your Own Pet gave off the delicious fumes of scruffy Jack Russell terriers hopped up on ’roids, Pop Rocks, and raucous hip-shaking noise punk. They made all the right moves. They were as cute as little pink pills. They threw outrageous parties. They played heavenly bills.
Life in the fast lane. Frankly the entire scene made Orrall want to lose his mind, he said last week, fading in and out on the fiber-optic freeway leading from Texas to Arizona. “I didn’t really like that week,” the asthmatic drummer said — his nose clearly stuffed to hell and back. “We did a lot of shows and a lot of meetings and it was too much stuff with people who aren’t really into music. It felt gross.”
Orrall, who turned 18 last month, and his bandmates must have had some inkling of what would happen — they were born into the business. BYOP’s 2004 single “Damn Damn Leash” initially came out on Infinity Cat, the label run by Orrall, his brother, Jake, and his father, singer-songwriter Robert Ellis Orrall. Stein’s father is said to have managed Vince Neil, Vasquez’s pops is a flamenco guitar player, and Abegg’s dad is a rock photographer.
Helmed by multiple producers, including pater Orrall, Modest Mouse producer Jacquire King, Kings of Leon knob fondler Angelo, and Redd Kross’s Steve McDonald, Be Your Own Pet’s self-titled debut on Thurston Moore’s Ecstatic Peace (distributed by Universal) is a spiky, spastic — and yes, adorable — little mutt of a recording, reminiscent of early, primitive Yeah Yeah Yeahs and knuckle-skating riot grrrl, with the odd ode to bicycles, felines, and, urp, “Stairway to Heaven.”
Orrall doesn’t know if their music is “necessarily punk. We’re not really protesting anything,” he wheezed. Nonetheless he and Jake have been writing songs since they were 9 or 10, with few assists from the parental unit. “I wrote a lot of lyrics just in school when I was kind of bored,” he explained.
So isn’t there a bit of a cultural disconnect occurring? The bands that sound like them are still toiling old-school, while Be Your Own Pet’s early single was slipped to Zane Lowe at BBC Radio One before finding its way to XL in England — and the teens have already played massive UK fests like Reading and Leeds and Glastonbury. Orrall likes the idea of their music finding its way into the hands of kids who shop chain stores in Dookieville, Pa. — are such creatures still out there? — but will confess, “It’s, like, pretty strange. We do the same thing, just in a different environment, but it’s hard to connect with the audience because they’re so far away.” (Kimberly Chun)

It takes a lot to knock an obsession out of Built to Spill singer-songwriter-guitarist Doug Martsch. Behind the beard, the down-low home life with wife and child, and the phone conversation padded with softly undercutting “Oh, I dunno’s,” once lay the heart of a raging pickup basketball junkie.
“I kinda got sucked into the NBA play-offs seven or eight years ago,” explains Martsch, 37, from his home in Boise, Idaho. “Then I quit smoking cigarettes five or six years ago, and when I quit smoking, I decided to go shoot hoops, and then I just got really addicted to it, totally loved it. That was kind of my main passion.
“Yeah, I played music somewhat, but basketball was what I lived for and did every day.”
A seemingly harmless hobby, except that Martsch threw himself so vigorously into the game that he was starting to do some real damage — to himself. Most recently, Built to Spill — one of Northwestern rock’s most respected representatives and one of ’90s indie/alternative/modern rock/whatev’s most influential bands — had to push back the tour dates for their new album, You in Reverse (Warner Bros.), because of a detached retina Martsch suffered while banging around the court. And then there was the last time Built to Spill played in San Francisco, two years ago …
The band was staying at the Phoenix, and as usual while on tour, Martsch ventured out, looking for a local pickup game. He found one at the Tenderloin Golden Gate YMCA. “I was playing noon ball with the people there, and I got smacked in the ear and popped my eardrum, and I was deaf in my right ear for a couple months,” he recalls. “I kept waiting for my hearing to come back. We had to finish the tour, and I could only hear out of one ear, and it was driving me crazy!” After he returned home Martsch finally, reluctantly broke the news to his wife, who had been worried about basketball injuries for some time. One can imagine the I told you sos ringing out all over Boise.
“Yeah, I had my right ear destroyed, and my right eye destroyed so far, and my right knee also,” continues Martsch, who, at one point, also suspected he had a torn ACL. “So, I dunno — I’m about done. I also started taking it a little too seriously. I started not having very much fun unless I was playing well. If I missed a few shots, I’d just become really frustrated, and I wasn’t really enjoying myself.” After his eye injury Martsch followed his doctor’s orders to stop playing for a few months, and in the process, some of the fixation dissipated (though plucky challengers can get a taste of it by playing Martsch via a game on the band’s Built to Spill Web site).
Luckily for patient Built to Spill fans, Martsch reimmersed himself in music. Those listeners had been waiting for five years for a studio follow-up to Ancient Melodies of the Future (Warner Bros.). Touched by Martsch’s passion for the Delta blues — which resulted in his 2002 solo album, Now You Know (Warner Bros.) — You in Reverse finds the band shaping less characteristic jams and experimenting in the studio, sans their longtime producer Phil Ek and accompanied by only engineer Steven Wray Lobdell (who ended up getting the producer credit). Pitting himself against longtime contributing guitarist–turned–permanent member Brett Netson of Caustic Resin, Martsch unfurls guitar solos that are both economical and impassioned, beginning with the lengthy, multitextured suite “Goin’ Against Your Mind.” He buries his vocals as guitars chime brightly in the foreground on “Liar,” then throws indie listeners for a loop with souped-up ska and flamenco tempos (“Mess With Time”). In all, Martsch sounds more like a ’burb-bound Neil Young than ever before, harnessing a semi-tamed Crazy Horse for his garage jams with his Seattle- and Boise-based bandmates while sidestepping the dangers of repeating himself and working in almost undetectable jabs at the current political environment.
Looking back at the gap between Ancient Melodies and You in Reverse, Martsch is quick to point out that the band actually took only a yearlong breather between tours and recording. But the reason they took the break, he confesses, was that “I just really burned out. I was just kind of tired of Built to Spill and wasn’t very interested in alternative rock in general.” He discovered Delta blues around the time he recorded Keep It Like a Secret and, he explains, “that’s all that sounded very good to me.”
That changed when the group got together to jam for You in Reverse, which Martsch describes as Built to Spill’s most collaborative album yet. He hopes with the official addition of Netson that he can write songs with the rest of the band while Built to Spill is on tour and recording songs at studios across the country. “I’m just kind of excited,” says Martsch. And that’s a major score for someone who claims he doesn’t think he has a “real lust for life.”

Campo Santo is currently celebrating its 10th anniversary, a significant milestone for any small theater company. But this one really does have something to celebrate. The past decade has been an intense, vibrant, unconventionally structured experiment in multicultural communal theater that’s not your typical "community theater," but an ambitious undertaking that takes seriously both its own immediate community and the various communities making up society at large. Along the way, it’s consistently produced by far some of the most exciting and risk-taking productions around. And with more than 30 world premieres to its credit as the resident company at Intersection for the Arts (San Francisco’s premier multidisciplinary alternative arts organization), it’s fair to say Campo Santo’s output has been nothing short of awesome.

But Campo Santo + Intersection is more than the sum of its production history, as anyone who goes to a performance knows. Not just situated in the Mission District but very much a part of it it’s a place, a space, an environment, a neighborhood, and to many, precisely the hallowed ground the company’s name implies. With a loose and flexible network of individuals and groups capable of supporting and elaborating on each other’s artistic and social work as well as an atypically astute and diverse audience Campo Santo and Intersection’s personnel, setting, and semipublic work process all contribute to making it a conspicuously unique site on the theatrical landscape.

There’s probably no more ready proof of that, or the success of its formula, than the willingness of so many nationally prominent playwrights to repeatedly collaborate with Campo Santo on new work a list that includes Naomi Iizuka, John Steppling, Greg Sarris, Jessica Hagedorn, Erin Cressida Wilson, Philip Kan Gotanda, and Octavio Sol??s. It’s even famously coaxed the first stage works out of well-established writers and poets like Jimmy Santiago Baca, Dave Eggers, and Denis Johnson.

The series of events marking Campo Santo’s 10th anniversary from workshops, open discussions, and staged rereadings of past productions with the playwrights to a major blowout planned for June 3 comes as a rare opportunity for company and audience to reflect on a decade of feverish, often brilliant work that has always looked restlessly ahead, as if to the next fix.

The retrospective has been something of a revelation to the company’s members and associates, judging by the rapt discussion that followed a rehearsal last week for the Denis Johnson program.

Words like simple, basic, naked these recur repeatedly in any discussion of the theater with company member and Intersection program director Sean San Jose, who founded Campo Santo in 1996 with fellow actors Margo Hall, Luis Saguar, and Michael Torres. The occasion was a production of Octavio Sol??s’s Santos y Santos, a major dramatic success when Thick Description premiered it at Theater Artaud in 1993. San Jose, with Saguar and Torres (who had both been in the original production), staged a new version. Sol??s, who has since worked repeatedly with the company most recently on 2005’s world premiere of The Ballad of Pancho and Lucy, a modern folkloric joyride set in the bars of the Mission District remembers that first production as a portent of things to come.

"I found the production totally different but equally exciting to the one Tony Kelly had directed at Theater Artaud," he told me. "It was such a pressure cooker situation I didn’t think it would ever work in a small space like New Langton Arts. But it was stirring. I knew this company had a future. I saw it as very hungry and focused intense, brooding, and always on. Never a second wasted."

The decision to stage Santos at New Langton came out of another experience with bare bones performance. "These guys read the play in a youth correctional facility," explains Deborah Cullinan, who at the time had just been hired as Intersection’s new executive director financial straits having temporarily shuttered the arts organization and was tasked with reviving it. (The rise of Campo Santo and the resurgence of Intersection are intimately tied together, as it turns out.) "They were just reading it for these youth and the water pipe broke in the auditorium, so they got stuck in one of the living quarters, this tiny space. But Luis, Sean, and Michael will all tell you that’s when they understood that the words could drive something forward, because the boys were riveted."

The full production impressed Cullinan, and after their next one an equally successful staging of a very different play, Erin Cressida Wilson’s Hurricane she was convinced this was the sort of broad-ranging company Intersection wanted on board. In turn, Intersection gave Campo Santo crucial support, not least the Valencia Street space, to continue doing the kind of theater it had been groping toward.

The key to the company, Sol??s explains, is that "each actor is a dramaturge. They know what the play needs. They start to intuit it. It’s just part of their aesthetic now."

"It’s very much a playwright’s theater," notes Philip Kan Gotanda, whose A Fist of Roses was a thorough surprise last year, an exploration of male domestic violence whose highly original and unusually collaborative nature did as much credit to the veteran playwright as to the small company. "You just don’t find it that often especially if you’re interested, as I’m interested, in writing pieces that are a little off the beaten path, both in form and content."

"They’re a writer’s theater in that they do exclusively new work, and find the playwrights that appeal to them," Sol??s agrees. At the same time, however, he believes Campo Santo is a strong actor’s theater. "There’s a reason why they’re drawn to Erin Cressida Wilson or Naomi Iizuka. There’s a real reason why they’re drawn to Denis [Johnson]. And Denis now, as I do and I’m sure the other writers are doing we’re writing to suit the company. They have a great core of talent. They really know how to stretch and take chances. They do very dangerous acting."

Remarkably, 10 years along, Campo Santo continues to convey that sense of immediacy, a sense of raw intensity, risk, and daring, while always matching it with exceptional skill and a youthful, street-smart confidence.

Sol??s puts the formula succinctly: "They like passion. They like works about passion. And passion also in that religious sense." SFBG

Newsom loses control

In the early days, the mayor tried to sound like a practical, hands-on executive who was ready to run San Francisco.

Mayor Gavin Newsom used his inaugural address on Jan. 8, 2004, to emphasize that he was a uniter, not a divider and that he wanted to get things done.

"I say it’s time to start working together to find common purpose and common ground," he proclaimed. "Because I want to make this administration about solutions."

It’s a mantra he’s returned to again and again in his rhetoric on a wide range of issues, claiming a "commonsense" approach while casting "ideology" as an evil to be overcome and as the main motive driving the left-leaning majority of the San Francisco Board of Supervisors.

"Because it’s easy to be against something," Newsom said on that sunny winter day. "It’s easy to blame. It’s easy to stop…. What’s hard is to hear that maybe to come together, we need to leave behind old ideas and long-held grudges. But that’s exactly what we need to do."

But if that’s the standard, Newsom has spent the past 17 months taking the easy way.

It’s been a marked change from his first-year lovefest, when he tried to legalize same-sex marriage, reach out to BayviewHunters Point residents, and force big hotels to end their lockout of workers.

A Guardian review of the most significant City Hall initiatives during 2005 and 2006 as well as interviews with more than a dozen policy experts and public interest advocates shows that Newsom has been an obstructionist who has proposed few "solutions" to the city’s problems, and followed through on even fewer.

The Board of Supervisors, in sharp contrast, has been taking the policy lead. The majority on the district-elected board in the past year has moved a generally progressive agenda designed to preserve rental units, prevent evictions, strengthen development standards, promote car-free spaces, increase affordable housing, maintain social services, and protect city workers.

Yet many of those efforts have been blocked or significantly weakened by Newsom and his closest allies on the board: Fiona Ma, Sean Elsbernd, Michela Alioto-Pier, and Bevan Dufty. And on efforts to get tough with big business or prevent Muni service cuts and fare hikes, Newsom was able to peel off enough moderate supervisors to stop the progressives led by Chris Daly, Tom Ammiano, and Ross Mirkarimi at the board level.

But one thing that Newsom has proved himself unable to do in the past year is prevent progressive leaders particularly Daly, against whom Newsom has a "long-held grudge" that has on a few recent occasions led to unsavory political tactics and alliances from setting the public agenda for the city.

Balance of power

The Mayor’s Office and the Board of Supervisors are the two poles of power at City Hall and generally the system gives a strong advantage to the mayor, who has far more resources at his disposal, a higher media profile, and the ability to act swiftly and decisively.

Yet over the past year, the three most progressive supervisors along with their liberal-to-moderate colleagues Gerardo Sandoval, Jake McGoldrick, Aaron Peskin, and Sophie Maxwell have initiated the most significant new city policies, dealing with housing, poverty, health care, alternative transportation, violence prevention, and campaign finance reform.

Most political observers and City Hall insiders mark the moment when the board majority took control of the city agenda as last summer, a point when Newsom’s honeymoon ended, progressives filled the leadership void on growth issues, problems like tenants evictions and the murder rate peaked, and Newsom was increasingly giving signs that he wasn’t focused on running the city.

"Gay marriage gave the mayor his edge and gave him cover for a long time," said Tommi Avicolli Mecca, a queer and tenants rights activist. "About a year ago that started to wear off, and his armor started to be shed."

Daly was the one supervisor who had been aggressively criticizing Newsom during that honeymoon period. To some, Daly seemed isolated and easy to dismiss at least until August 2005, when Daly negotiated a high-profile deal with the developers of the Rincon Hill towers that extracted more low-income housing and community-benefits money than the city had ever seen from a commercial project.

The Newsom administration watched the negotiations from the sidelines. The mayor signed off on the deal, but within a couple months turned into a critic and said he regretted supporting it. Even downtown stalwarts like the public policy think tank San Francisco Planning and Urban Research Association noted the shift in power.

"I think we saw a different cut on the issue than we’ve seen before," SPUR executive director Gabriel Metcalf told us. "Chris Daly is not a NIMBY. I see Chris Daly as one of the supervisors most able to deal with physical change, and he’s not afraid of urbanism…. And he’s been granted by the rest of the board a lot of leadership in the area of land use."

SPUR and Metcalf were critical of aspects of the Daly deal, such as where the money would go. But after the deal, Newsom and his minions, like press secretary Peter Ragone, had a harder time demonizing Daly and the board (although they never stopped trying).

Around that same time, hundreds of evictions were galvanizing the community of renters which makes up around two-thirds of city residents. Newsom tried to find some compromise on the issue, joining Peskin to convene a task force composed of tenants activists, developers, and real estate professionals, hoping that the group could find a way to prevent evictions while expanding home ownership opportunities.

"The mayor views the striking of balance between competing interests as an important approach to governing," Ragone told the Guardian after we explained the array of policy disputes this story would cover.

The task force predictably fell apart after six meetings. "The mayor was trying to find a comfortable way to get out of the issue," said Mecca, a member of the task force. But with some issues, there simply is no comfortable solution; someone’s going to be unhappy with the outcome. "When that failed," Mecca said, "there was nowhere for him to go anymore."

The San Francisco Tenants Union and its allies decided it was time to push legislation that would protect tenants, organizing an effective campaign that finally forced Newsom into a reactionary mode. The mayor wound up siding overtly with downtown interests for the first time in his mayoral tenure and in the process, he solidified the progressive board majority.

Housing quickly became the issue that defines differences between Newsom and the board.

Free-market policy

"The Newsom agenda has been one of gentrification," said San Francisco Tenants Union director Ted Gullicksen. The mayor and his board allies have actively opposed placing limitations on the high number of evictions (at least until the most recent condo conversion measure, which Dufty and Newsom supported, a victory tenants activists attribute to their organizing efforts), while at the same time encouraging development patterns that "bring in more high-end condominiums and saturate the market with that," Gullicksen explained.

He pointed out that those two approaches coalesce into a doubly damaging policy on the issue of converting apartments into condominiums, which usually displace low-income San Franciscans, turn an affordable rental unit into an expensive condominium, and fill the spot with a higher-income owner.

"So you really get a two-on-one transformation of the city," Gullicksen said.

Newsom’s allies don’t agree, noting that in a city where renters outnumber homeowners two to one, some loss of rental housing is acceptable. "Rather than achieve their stated goals of protecting tenants, the real result is a barrier to home ownership," Elsbernd told us, explaining his vote against all four recent tenant-protection measures.

On the development front, Gullicksen said Newsom has actively pushed policies to develop housing that’s unaffordable to most San Franciscans as he did with his failed Workforce Housing Initiative and some of his area plans while maintaining an overabundance of faith in free-market forces.

"He’s very much let the market have what the market wants, which is high-end luxury housing," Gullicksen said.

As a result, Mecca said, "I think we in the tenant movement have been effective at making TICs a class issue."

Affordable housing activists say there is a marked difference between Newsom and the board majority on housing.

"The Board of Supervisors is engaged in an active pursuit of land-use policy that attempts to preserve as much affordable housing, as much rental housing, as much neighborhood-serving businesses as possible," longtime housing activist Calvin Welch told us. "And the mayor is totally and completely lining up with downtown business interests."

Welch said Newsom has shown where he stands in the appointments he makes such as that of Republican planning commissioner Michael Antonini, and his nomination of Ted Dienstfrey to run Treasure Island, which the Rules Committee recently rejected and by the policies he supports.

Welch called Daly’s Rincon deal "precedent setting and significant." It was so significant that downtown noticed and started pushing back.

Backlash

Board power really coalesced last fall. In addition to the housing and tenant issues, Ammiano brought forward a plan that would force businesses to pay for health insurance plans for their employees. That galvanized downtown and forced Newsom to finally make good on his promise to offer his own plan to deal with the uninsured but the mayor offered only broad policy goals, and the plan itself is still being developed.

It was in this climate that many of Newsom’s big-business supporters, including Don Fisher the Republican founder of the Gap who regularly bankrolls conservative political causes in San Francisco demanded and received a meeting with Newsom. The December sit-down was attended by a who’s who of downtown developers and power brokers.

"That was a result of them losing their ass on Rincon Hill," Welch said of the meeting.

The upshot according to public records and Guardian interviews with attendees was that Newsom agreed to oppose an ordinance designed to limit how much parking could be built along with the 10,000 housing units slated for downtown. The mayor instead would support a developer-written alternative carried by Alioto-Pier.

The measure downtown opposed was originally sponsored by Daly before being taken over by Peskin. It had the strong support of Newsom’s own planning director, Dean Macris, and was approved by the Planning Commission on a 61 vote (only Newsom’s Republican appointee, Antonini, was opposed).

The process that led to the board’s 74 approval of the measure was politically crass and embarrassing for the Mayor’s Office (see “Joining the Battle,” 2/8/06), but he kept his promise and vetoed the measure. The votes of his four allies were enough to sustain the veto.

Newsom tried to save face in the ugly saga by pledging to support a nearly identical version of the measure, but with just a couple more giveaways to developers: allowing them to build more parking garages and permitting more driveways with their projects.

Political observers say the incident weakened Newsom instead of strengthening him.

"They can’t orchestrate a move. They are only acting by vetoes, and you can’t run the city by vetoes," Welch said. "He never puts anything on the line, and that’s why the board has become so emboldened."

Rippling out

The Newsom administration doesn’t seem to grasp how housing issues or symbolic issues like creating car-free spaces or being wary of land schemes like the BayviewHunters Point redevelopment plan shape perceptions of other issues. As Welch said, "All politics in San Francisco center around land use."

N’Tanya Lee, executive director of Coleman Advocates for Children and Youth, said the Newsom administration has done a very good job of maintaining budgetary support for programs dealing with children, youth, and their families. But advocates have relied on the leadership of progressive supervisors like Daly to push affordable housing initiatives like the $20 million budget supplemental the board initiated and approved in April.

"Our primary concern is that low- and moderate-income families are being pushed out of San Francisco," Lee told us. "We’re redefining what it means to be pro-kid and pro-family in San Francisco."

Indeed, that’s a very different approach from the so-called pro-family agenda being pushed by SFSOS and some of Newsom’s other conservative allies, who argue that keeping taxes low while keeping the streets and parks safe and clean is what families really want. But Lee worries more about ensuring that families have reasonably priced shelter.

So she and other affordable housing advocates will be watching closely this summer as the board and Newsom deal with Daly’s proposal to substantially increase the percentage of affordable housing developers must build under the city’s inclusionary-housing policy. Newsom’s downtown allies are expected to strongly oppose the plan.

Even on Newsom’s signature issue, the board has made inroads.

"In general, on the homeless issue, the supervisor who has shown the most strong and consistent leadership has been Chris Daly," said Coalition on Homelessness director Juan Prada.

Prada credits the mayor with focusing attention on the homeless issue, although he is critical of the ongoing harassment of the homeless by the Police Department and the so-called Homeward Bound program that gives homeless people one-way bus tickets out of town.

"This administration has a genuine interest in homeless issues, which the previous one didn’t have, but they’re banking too much on the Care Not Cash approach," Prada said.

Other Newsom initiatives to satisfy his downtown base of support have also fallen flat.

Robert Haaland of the city employee labor union SEIU Local 790 said Newsom has tried to reform the civil service system and privatize some city services, but has been stopped by labor and the board.

"They were trying to push a privatization agenda, and we pushed back," Haaland said, noting that Supervisor Ma’s alliance with Newsom on that issue was the reason SEIU 790 endorsed Janet Reilly over Ma in the District 12 Assembly race.

The turning point on the issue came last year, when the Newsom administration sought to privatize the security guards at the Asian Art Museum as a cost-saving measure. The effort was soundly defeated in the board’s Budget Committee.

"That was a key vote, and they lost, so I don’t think they’ll be coming back with that again," Haaland said, noting that labor has managed to win over Dufty, giving the board a veto-proof majority on privatization issues.

Who’s in charge?

Even many Newsom allies will privately grumble that Newsom isn’t engaged enough with the day-to-day politics of the city. Again and again, Newsom has seemed content to watch from the sidelines, as he did with Supervisor Mirkarimi’s proposal to create a public financing program for mayoral candidates.

"The board was out front on that, while the mayor stayed out of it until the very end," said Steven Hill, of the Center for Voting and Democracy, who was involved with the measure. And when the administration finally did weigh in, after the board had approved the plan on a veto-proof 92 vote, Newsom said the measure didn’t go far enough. He called for public financing for all citywide offices but never followed up with an actual proposal.

The same has been true on police reform and violence prevention measures. Newsom promised to create a task force to look into police misconduct, to hold a blue-ribbon summit on violence prevention, and to implement a community policing system with grassroots input and none of that has come to pass.

Then, when Daly took the lead in creating a community-based task force to develop violence prevention programs with an allocation of $10 million a year for three years Measure A on the June ballot Newsom and his board allies opposed the effort, arguing the money would be better spent on more cops (see “Ballot-Box Alliance,” page 19).

"He’s had bad counsel on this issue of violence all the way through," said Sharen Hewitt, who runs the Community Leadership Academy Emergency Response project. "He has not done damn near enough from his position, and neither has the board."

Hewitt worries that current city policies, particularly on housing, are leading to class polarization that could make the problems of violence worse. And while Newsom’s political allies tend to widen the class divide, she can’t bring herself to condemn the mayor: "I think he’s a nice guy and a lot smarter than people have given him credit for."

Tom Radulovich, who sits on the BART board and serves as executive director of Transportation for a Livable City (which is in the process of changing its name to Livable City), said Newsom generally hasn’t put much action behind his rhetorical support for the environment and transit-first policies.

"Everyone says they’re pro-environment," he said.

In particular, Radulovich was frustrated by Newsom’s vetoes of the downtown parking and Healthy Saturdays measures and two renter-protection measures. The four measures indicated very different agendas pursued by Newsom and the board majority.

In general, Radulovich often finds his smart-growth priorities opposed by Newsom’s allies. "The moneyed interests usually line up against livable city, good planning policies," he said. On the board, Radulovich said it’s no surprise that the three supervisors from the wealthiest parts of town Ma, Elsbernd, and Alioto-Pier generally vote against initiatives he supports.

"Dufty is the oddity because he represents a pretty progressive, urbane district," Radulovich said, "but he tends to vote like he’s from a more conservative district."

What’s next?

The recent lawsuit by the San Francisco Chamber of Commerce and the Committee of Jobs urging more aggressive use of a voter-approved requirement that board legislation undergo a detailed economic analysis shows that downtown is spoiling for a fight (see “Downtown’s ‘Hail Mary’ Lawsuit,” page 9). So politics in City Hall is likely to heat up.

"There is a real absence of vision and leadership in the city right now, particularly on the question of who will be able to afford to live in San Francisco 20 years from now," Mirkarimi said. "There is a disparity between Newsom hitting the right notes in what the press and public want to hear and between the policy considerations that will put those positions into effect."

But Newsom’s allies say they plan to stand firm against the ongoing effort by progressives to set the agenda.

"I think I am voting my constituency," Elsbernd said. "I’m voting District Seven and voicing a perspective of a large part of the city that the progressive majority doesn’t represent."

Newsom flack Ragone doesn’t accept most of the narratives that are laid out by activists, from last year’s flip in the balance of power to the influence of downtown and Newsom’s wealthy benefactors on his decision to veto four measures this year.

"Governing a city like San Francisco is complex. There are many areas of nuance in governing this city," Ragone said. "Everyone knows Gavin Newsom defies traditional labels. That’s not part of a broad political strategy, but just how he governs."

Yet the majority of the board seems unafraid to declare where they stand on the most divisive issues facing the city.

"The board has really, since the 2000 election has been pushing a progressive set of policies as it related to housing, just-taxation policies, and an array of social service provisions," Peskin said. "All come with some level of controversy, because none are free." SFBG

Next: Shut down Mirant

EDITORIAL It’s taken years, even decades of fighting, but the noxious, deadly Hunters Point power plant finally shut down this month. After a string of lies and broken promises, Pacific Gas and Electric Co. bowed to community pressure and pulled the switch May 15, stopping the flow of asthma-causing pollution from the ancient smokestacks and immediately offering cleaner air to a neighborhood that has been plagued by respiratory illness.

It was huge victory for groups like Greenaction, which has been pushing for a shutdown, and community leaders like Marie Harrison, who helped keep the plant on the political agenda. The deal they finally forced on PG&E: The company had to agree that as soon as state regulators agreed that San Francisco had adequate electricity sources without the plant, it would be closed.

And now it’s time to use the momentum to go after the other pollution-spewing power plant in the southeast Mirant Corp.’s Bayside behemoth. The Mirant plant not only spews pollution into the air, but it also causes extensive environmental damage to the bay. According to Communities for a Better Environment, the Mirant plant uses 226 million gallons of bay water every day for cooling. The water is sucked in, circulated to cool the turbines, and then discharged. The process stirs up sediments at the bottom of the bay that are laced with toxic mercury, dioxin, copper, and PCBs and then those sediments are drawn into the plant, whirled around, heated up, and sent back out into the bay, where they contaminate fish and generally wreak environmental havoc.

The old-fashioned cooling system doesn’t meet modern environmental standards, but Mirant wants to keep using it. There are alternatives including so-called dry cooling, which uses little water but the company doesn’t want to pay to retrofit the plant. Instead, Mirant has applied for an extension of its existing permit from the Regional Water Quality Control Board.

City Attorney Dennis Herrera filed an opposition brief, and a decision is pending. The water board should deny the permit and force Mirant to either abide by modern standards or close the place down.

In fact, that ought to be the endgame anyway: Mirant has never committed to shutting down the plant, even if it becomes unnecessary as a local power source. The Board of Supervisors should pass a resolution establishing as city policy the need to close the facility, and should demand that Mirant agree to a schedule to turn off its fossil-fuel power generation program as soon as the city can replace the energy with renewables.

This is exactly the sort of decision a public power agency could and would make and Mirant’s intransigence is another sound reason for San Francisco to proceed at full speed with plans to implement a full-scale public power system, in which elected officials, not private corporations, control the city’s energy mix. "I wanted to make something that was really grand and epic, that was really composed, and maybe kind of mythic, in the way that a lot of those protometal bands were trying to do," Ezra Feinberg of Citay says, his postpsychedelic, postmetal outfit. Feinberg is inspired by hard rockmetal bands of the late 1960s and 1970s, such as Led Zeppelin, Black Sabbath, and Deep Purple, whose used power chords as the basis for their grand, jazz-inspired, narrative song structures. Favoring melodies interwoven with narratives over power chords, Feinberg has turned Citay into a kinder, gentler incarnation of the archetypal headbanging unit. "I wasn’t writing the songs with a drummer, you know, where it’s about power chords and physical energy," he explains. "Instead, it was more melody-driven composition and harmony."

Anyone who has listened to Citay’s carefully crafted, self-titled debut will tell you that composition is clearly Feinberg’s modus operandi. Each song is knit tightly around melodies that aren’t so much meandering as on a journey with a distinct destination. Though Feinberg is admittedly obsessed with Led Zeppelin, and Citay’s emphasis on instrumentation wears its classic rockmetal influences on its sleeve, it is the disciplined melodies and more nuanced harmonies, à la the Beach Boys and the Byrds, combined with a scampering mandolin and lackadaisical tambourine, that make Citay’s music accessible and original. Citay’s forthcoming Mission Creek performance and upcoming summer tour with Vetiver might make a comparison to the psych-folk movement an apt one, even though Feinberg is quick to distance Citay from any such categories.

The 29-year-old Boston native wrote and composed the album using a cache of instruments and a multitrack computer program in his Excelsior apartment, the results of which he brought to Louder Studios to collaborate with Tim Green (the Fucking Champs, Nation of Ulysses), with whom Feinberg had worked previously in Brooklyn when Green produced the album by Feinberg’s "sludge metal" band, Feast.

Feinberg credits Green with much of the Citay sound and with adding another dimension to his music. "If the record is any good, a lot of it is because of Tim," he says. "I had the songs, which were written the parts and the melodies were already there but he added so much." Tim Soete, of the Fucking Champs, also contributed backing vocals and guitar.

Not only is Green’s Louder Studios the home of Citay the band, but it was also the home of Feinberg for about a month after he moved from Brooklyn to San Francisco in 2004. Having spent four years in Brooklyn working with Feast and a few other musical endeavors, Feinberg felt as though he was "done" with the Brooklyn music scene and considered moving to be an opportunity to focus on writing music for himself, outside of a collaborative band environment. "I felt that I needed to musically be alone for a little while, which sounds really juvey and dramatic, but I had just been doing the band thing for so long. I knew that I wanted to keep writing music, but I knew that I wanted to do it in another way."

Now that the Citay album has been released, on Important Records, to largely glowing reviews, the challenge for Feinberg has been transutf8g that sound in performance, a process that has always evolved the other way around for the songwriter. He’s still solidifying Citay’s live lineup, which currently includes eight friends drawn from Crime in Choir, the Dry Spells, Ascended Master, By Land and Sea, Skygreen Leopards, and Tussle. "It’s the first time that I’ve ever gone from the studio to the stage," he says. SFBG

As the Pacific Gas and Electric Co. prepared to finally shut down its Hunters Point power plant May 15, environmentalists were gearing up for another task pressuring the Mirant Corp. to replace its 40-year-old, pollution-spewing cooling system near Potrero Hill. The two plants have been blamed for a wide variety of health problems in the southeast part of San Francisco.

Community groups aren’t the only ones decrying the aging facility. Sup. Sophie Maxwell, City Attorney Dennis Herrera, Board of Supervisors president Aaron Peskin, and San Francisco Public Utility Commission general manager Susan Leal all plan to appear at the May 10 Regional Water Quality Control Board meeting to call on Mirant to update the cooling system of its Potrero Unit 3 with more modern technology.

Critics claim the current unit absorbs nearby polluted sediment through its cooling system and discharges it into Bay waters.

The water board will be considering whether to green-light a discharge permit drafted by its staff. But the RWQCB staff proposal, according to Hererra spokesperson Matt Dorsey, is really an extension of a permit Mirant was granted all the way back in 1994. The permit was extended by the water board in 1999 and again in 2004, meaning that the permit has fallen "out of compliance with current environmental standards," Dorsey said.

SF-based Communities for a Better Environment says the permit does not take into account new technologies that would eliminate the need to suck up Bay water for cooling purposes. If Mirant does not switch to the alternative "upland cooling," CBE says, the plant should be closed.

"We’re hoping for there to be as big a turnout as we can get," CBE’s Greg Karras said in a phone interview. "This is the most important issue for the community’s goals on the existing Potrero plant. This plant’s ancient cooling technology is known to kill hundreds of millions of larval fish every year and poison the fish people rely on for food."

The Board of Supervisors passed a resolution April 25 asking the water board to reject the current draft discharge permit and adopt an alternative "community permit" that includes the requirement of a new cooling system.

Lila Tang, chief of the wastewater division of the EPA’s National Pollutant Discharge Elimination System, said the water board needs more time to "fully assess and analyze alternatives for compliance" before addressing new pollution rules that were passed in 2004. But she insisted that the current draft permit includes updated toxicity monitoring requirements and imposes discharge limits on copper and mercury concentrations where such requirements haven’t previously existed.

The water board meeting is scheduled for Wednesday, May 10 at 9:00 a.m. at 1515 Clay St. in Oakland (near the 12th Street Oakland City Center BART station). The deadline for submitting written remarks has passed, but interested parties can still show up at the meeting to make a public comment. Call the water board at (510) 622-2300 for more information.

The Mirant plant has become the new target for environmentalists now that the Hunters Point plant is finally closing. PG&E announced in late April that the long-awaited closure of the plant would finally be completed by May 15. Energy production was transferred to another transmission line April 29. Construction of the new transmission line began in January 2005, but BayviewHunters Point residents have waited for nearly a decade to see the old plant closed as concerns over widespread asthma symptoms in the area grew.

Small Business Activist: Comet Skateboards

What if we saved our precious natural resources by not transporting our food and clothes halfway around the world? What if Oakland had its own BART-accessible skate park? And what if everyone there were riding skateboards made from stuff that wasn’t gnarly on the planet?

The proprietors of Comet Skateboards, founders Jason Salfi and Jonathan Reese and co-owner Don Shaffer, want to make all of these grand ideas realities. They’re already doing so with their stylishly designed skateboards, with many decks sporting artwork by Oakland youths. Manufactured by Glissade Snow Board Company, a solar-powered facility in SoMa, the boards are made from sustainably grown bamboo or maple and will be glued together with a soy-based resin.

By "merging sustainability ethos with pop culture," as Salfi explains, "[Comet] can help push things over the edge" in terms of influencing youth to think more about the environment.

But their eco-consciousness doesn’t just end with the manufacturing of their boards. The entrepreneurship would also like to foster other small businesses in the Bay Area while saving the planet at the same time.

For the past two years, Shaffer has been busy working toward his vision of living economies. He started the San Francisco office of the Business Alliance for Local Living Economies, which connects local agriculture with local business to encourage people to sell Bay Area–made goods locally. The organization, which has chapters in Philadelphia and Victoria, British Columbia, also supports the principle that when businesses stay small and local, they better serve the community, labor, and the environment.

As for that skate park, the company is planning the Hood Games block party for May 13 at 15th and Franklin Streets in downtown Oakland, all to help fund the park on Jefferson Square.

While Shaffer works with BALLE, Salfi involves himself with Earth Alliance Institute, which gets youth involved in solving global environmental problems. Looks like Comet Skateboards will have many successors in the next generation. (Deborah Giattina)

J-Stalin knows how to make an entrance.

The first time we meet, in November 2004 at the Mekanix’s recording studio in East Oakland, he enters nonchalantly, sporting an embroidered eye mask as though it were everyday wear. He walks up to me and shakes my hand. "I’m J-Stalin. I write and record two songs a day," he says with boyish pride.

I had a hard time retaining the notion the rapper wasn’t a boy, for though he’d recently turned 21, his five-foot frame and preternatural baby face gave the impression of a raspy-voiced, blunt-puffing, Henny-swilling 14-year-old.

Yet he already had a storied past. A teen crack dealer, or "d-boy," from West Oakland’s Cypress Village, Stalin was busted at age 17, spending the next 11 months on parole with weekends in juvenile hall. During this period, to both stave off boredom and possibly escape the multigenerational cycle of dope-dealing in his family, the young Jovan Smith began writing raps, finding out about the other Stalin in 11th-grade history class, and soaking up game at the Grill in Emeryville, where family friend DJ Daryl had a recording studio.

After letting him watch for a year, Daryl put Stalin on a track the result so impressed Daryl’s frequent collaborator, Bay Area legend Richie Rich, he immediately commissioned a hook. Stalin would end up on three cuts on Rich’s Nixon Pryor Roundtree (Ten-Six, 2002) and on two as a member of the Replacement Killers, a group that included Rich and Crestside Vallejo’s PSD. Several more songs from this period had just surfaced on Rich’s 2004 compilation, Snatches, Grabs, and Takes (Ten-Six), though Stalin had since defected to the Mekanix’s production company, Zoo Entertainment. By the time we met, the highly productive crew had recorded most of Stalin’s upcoming debut, On Behalf of Tha Streets.

He’s next

During the next 18 months, J-Stalin would generate no small amount of buzz, thanks in part to high-profile guest shots on projects like the Jacka’s The Jack Artist (Artist, 2005) and the Delinquents’ Have Money Have Heart (Dank or Die, 2005). Three advance tracks from On Behalf "Party Jumpin’," featuring Jacka; a clean version of "Fuck You"; and an homage to the classic drum machine, "My 808" have accumulated spins on KMEL, while the video for "My 808" has more than 20,000 plays on Youtube.com. Too $hort says he’s "next," E-40’s dubbed him "the future," and major labels like Capitol and Universal are checking him hard.

To crown these achievements, Stalin’s copped a coveted spot hosting an upcoming project for the Bay Area’s mix-tape kings, DJ Devro and Impereal, alias the Demolition Men (see sidebar). Named after Stalin’s penchant for calling the DJs at 7 a.m., ready to lay verses, The Early Morning Shift is a potent fusion of mix tape beats and Mekanix originals, laced with Stalin’s melodic raps and distinctively raw, R&Bstyle vocals. Taking advantage of the industry’s current structure, whereby you can drop a mix tape or two without compromising your "debut" album marketability, The Early Morning Shift will be most listeners’ first chance to hear the prolific J-Stalin at length, in the company of stars like Keak, F.A.B., and the Team, as well as Stalin’s Cypress Village crew, Livewire. Having generated some 60 tracks in the scant two weeks devoted to recording the disc, Stalin has literally given the Demolition Men more than they can handle: Talk of a "part two" is already in the air, though the DJs are still rushing to finish the first for an early-May release.

The Early Morning Shift comes at a pivotal time in J-Stalin’s career. At the very least, the mix tape will warm up the Bay for On Behalf, which Zoo Entertainment plans to release independently in the next few months. With everywhere from Rolling Stone to USA Today catching on to the Bay’s hyphy/thizz culture, and major labels lurking in the wings, it’s probably only a matter of time before Stalin gets a deal. But the rapper is adamant on signing only as part of the Mekanix’s Zoo.

"We don’t want an artist deal," he says. "If they give us a label deal, it’ll work, because I ain’t fittin’ to sign no artist deal."

If this sounds a tad dictatorial in the mouth of so young a playa, consider that Stalin left a famous rapper’s camp to work with a then-unknown production duo, a decision fraught with risk. But Stalin’s instincts regarding his own artistic strengths are sound. He thrives on quantity, and the Mekanix’s intense productivity suits Stalin’s seemingly endless supply of rhymes and hooks. The duo’s ominous, minor-key soundscapes provide perfect vehicles for the rapper’s exuberant tales of West Oakland street hustle and melancholy, often poignant reflections on d-boy life.

"I used to listen to their beats," Stalin recalls, "and be like, ‘Damn, them niggas got heat!’ Plus they ain’t no haters. I mean, I’m a leader; I ain’t no follower. They allow me to still be me and fuck with them at the same time."

A few months ago I had a chance to watch this process in action, dropping by the studio as Dot and Tweed were putting the finishing touches on a hot new beat, one in tune with current hyphy trends yet retaining the dark urgency characteristic of the Mekanix sound.

"Let me get on it," Stalin says, as he usually does when he hears something he likes.

Sometimes Dot says yes, sometimes no, depending on their plans for a particular session. With a beat this fresh and radio-ready, one they could easily sell, Dot is noncommittal: "What you got for it?"

Without a pause Stalin breaks into a melody, accompanied by an impromptu dance: "That’s my name / Don’t wear it out, wear it out, wear it out …" Simple, catchy, the phrase totally works, and in less time than it takes to tell, he’s in the booth laying down what promises to be the main single from On Behalf: "That’s My Name."

Sitting behind the mixing board, Dot shoots me a smile, as if to say, "See why we work with this guy?"

On the Go Movement

With The Early Morning Shift about to drop, and On Behalf on the way, the only thing Stalin needs is his own catchword, à la hyphy or thizz. Enter the Go movement. Among recent innovations in Bay Area hip-hop slang is a certain use of the word go to indicate a kind of dynamic state of being, widely attributed to Stalin.

"I ain’t sayin’ I made it up, but somebody from West Oakland did," Stalin says. "Even before there was hella songs talkin’ about Go and shit, that shit came from ecstasy pills. We used to say, ‘Goddamn, you motherfuckers go.’ And then you refer to a female like, ‘She go.’ I swear it used to just be me and my niggas in the hood. I started fuckin’ with the Mekanix and sayin’ it at they place. Then, before I knew it, everybody was talking about Go."

Like thizz, Go quickly expanded beyond its drug-related origins, partly because it epitomizes so well the fast-paced environment of rappers’ lifestyles. Among the early cosigners of the Go movement is the Team, whose album World Premiere (Moedoe) dropped at the beginning of April. Not only did the group release a between-album mix tape and DVD called Go Music (Siccness.net, 2005), but Team member Kaz Kyzah has hooked up with Stalin and the Mekanix for a side project called the Go Boyz. First previewed on Go Music, on a track also featuring Mistah F.A.B., the Go Boyz have already recorded their self-titled debut, and Zoo is in talks with Moedoe about an eventual corelease.

"Where I’m from, we don’t say, ‘Go stupid.’ ‘Go dumb.’ We just go," Kaz Kyzah says, explaining the term’s appeal.

"Really, it’s a way of life for us," he continues. "Me, Stalin, Dot, and Tweed, we’d be up all night just goin’. Every song was recorded at like four in the morning. Listening to some of the stuff now, you can feel it in the music."

Getting in early

Since I began this piece, Stalin, it seems, has gotten even bigger, as word of The Early Morning Shift and the Go Boyz has spread through the scene. People are suddenly lining up to work with him, and he’s already committed to new projects with DJ Fresh, Beeda Weeda, the Gorilla Pits, and J-Nash, an R&B singer featured on Mistah F.A.B.’s upcoming Yellow Bus Driver. In a late-breaking development, E-40 confirms he intends to sign the Stalin/Beeda Weeda duo project to Sick Wid It Records.

During our interview, Stalin and I run by DJ Fresh’s studio so J can lay a rhyme for an upcoming installment of Fresh’s mix tape series, The Tonite Show. Another rapper, watching Stalin pull a verse out of thin air four bars at a time, is clearly awed: "He’s amazing. I mean, he’s on the records I buy."

Stalin takes it all in stride, though; aside from when I’ve watched him perform live, this is the first time I’ve ever seen someone react to him like he was a star. I get the feeling, however, it’s far from the last. SFBG

Bring on the Demolition Men

The Demolition Men, Impereal and DJ Devro, definitely didn’t earn their reputation as the Bay Area’s mix-tape kings by staying at home. As DJs the duo has performed together and separately at clubs all over the world, from China and Japan to South America and Europe. Native Spanish speakers — Impereal hails from the Colombian community in Queens, NY, while Devro is Southern California Creole — the pair also hosts Demolition Men Radio, broadcast Thursdays from 6 to 7 p.m. on Azul 1063, a hip-hop station in Colombia’s Medell??n. Yet if you live in the Bay, you’re most liable to see them on the street, selling mix tapes out of their backpacks.

"We’re like a walking promotional retail machine," Impereal jokes. "If you don’t buy a mix tape, you going home with a flyer."

Such determination, coupled with the DJs’ high output (more than 30 releases since late 2003, including three volumes each of R&B and reggaeton) and elaborate graphics, has finally kick-started the Bay’s once lackadaisical mix tape scene.

An integral component of hip-hop in New York and the South, enabling new talents to be heard alongside vets and vets to issue bulletins with an immediacy unavailable to corporate labels, DJ-assembled mix tapes at their best are the ultimate in no-holds-barred hip-hop. Considered "promotional material" and usually printed in limited quantities, the discs are generally unencumbered by legal requirements like sample clearance.

Until recently, however, mix tapes weren’t much of a factor here. While the Demolition Men are quick to pay homage to their local predecessors — like Mad Idiot, DJ Natural, and DJ Supreme — Natural acknowledges the mix tape scene was a bit dead before the Demolition Men began shaking it up.

"Out here DJs were concentrating on clubs," Natural says. "Then they started putting stuff out constantly." Now there’s sufficient trade in mix tapes for Natural to move his formerly virtual business, Urban Era, to brick-and-mortar digs at 5088 Mission, making it the Bay’s only all–mix tape music store. Yet even with increased competition, he notes, the Demolition Men still routinely sell out.

In addition to their up-tempo release schedule, the success of the Demolition Men’s mixes might be attributed to the conceptual coherence they bring to their projects. While they do put together general mixes featuring more mainstream fare — such as the Out the Trunk series, which boasts exclusives from Ludacris — the duo’s hottest projects tend to tap into the Bay’s reservoir of talent. Aside from their multifaceted Best of the Bay series, the Demolition Men have released mix tapes hosted by Bay Area artists like Balance, Cellski, El Dorado Red, and the Team.

Currently the Demolition Men’s most successful disc has been their most ambitious: Animal Planet, not so much a mix tape as music cinema, starring the Mob Figaz’ Husalah and Jacka. A mighty 34 tracks — featuring production by Rob Lo, Traxamillion, and the Mekanix, and appearances by F.A.B., Keak, and Pretty Black — Animal Planet is an incredible collection of almost entirely exclusive, original material, seriously blurring the boundary between mix tape and album. Its success has encouraged bold undertakings, like The Early Morning Shift with J-Stalin and Block Tested, Hood Approved, a mix tape/DVD starring Fillmore rapper Big Rich. "I guess we’re taking the mix tape to the next level," Devro says. (Caples)

These days, folks make records faster than nervous singer-songwriters forget the words to their own tunes.

Jenny Lewis forged the delectable, bite-size Rabbit Fur Coat in the time between hairdos I mean, between Rilo Kiley’s increasing obligations finishing lyrics on the plane. Will Oldham churns out projects faster than I can spot them. And that’s all well and good. These people have their voices and they’re sticking with them. But, luckily, San Francisco’s Michael Talbott and the Wolfkings took their sweet time constructing Freeze–Die–Come to Life (Antenna Farm), a panoramic realization of earthy songs that have been floating around in the gentle, gifted Talbott’s head for years.

The resulting depth is fantastic. Underneath sonic icebergs freezing and melting and taking form again, there are oceans upon oceans, dark worlds within illuminate worlds. The many life-forms on this record swirl around us like the icy but essential winds in the opener, "Winter Streets."

"I’d been kicking these songs around for a while," Talbott says, speaking in a Mission District café on a break from his work in film restoration. The record would probably not have manifested but for the encouragement of Court and Spark’s M.C. Taylor and Scott Hirsch, good friends of Talbott’s. They’d heard his tunes over the years and believed in his vision. "They offered to be my backing band, and we started playing. Then they offered to make a record for me," he says with gratitude.

Taylor and Hirsch are the producers and a definitive part of the extensive backup band. "We didn’t have any financial constraints. I had as much time as they were willing to put in," Talbott acknowledges. They tweaked different parts over time, recording much of the album at Alabama Street Station, in San Francisco, throughout a one-year period. Oakland’s Antenna Farm Records is becoming a major indie folk club for the young and clear. It makes an excellent, publike home for this project.

There is certainly a lack of constraint here, recalling the egoless, mystic lake and hilltop murder ballads passed from singer to singer in the British folk tradition. None of the stories feel forced. Like many old tales, Freeze–Die–Come to Life flirts with darkness, caresses it, and then looks it considerately in the face. The record is modern in its focus on the fate of our hearts in often chilling, contemporary urban life, but ancient and, dare I say, traditional in its spaciousness. Keep it on for a day or two, and you’re bound to think you just saw wispy wolves scurrying around the edges of Dolores Park.

The wolfking was a mythical creature said to roam the hills of Southern California, transforming painful realities into glowing amber stones, which it then spit onto the hillside. Hard work, but easy and effective when these particular Wolfkings pace it so well. In the making of the album, one song, "The Passenger," naturally split into two, which, Talbott says, act as interludes. In "Passenger II," which comes first and is enlivened by unexpected chordal resolutions, Talbott sounds like a more grounded Leonard Cohen: "I will watch you start a revolution / But I will not take a side … I am the passenger / Leaving something behind." Tender harmonies abound throughout the disc, whether painting a picture of angelic abduction, on "Angel of Light," or brewing a potent cup of twilight tea, on "Goodnight." I shudder with delight every time "Angel of Light" reaches the trembling vocal climax: "Will you regret / Each pirouette / That you’ve turned?"

"The record is hushed and acoustic," Talbott confesses when I ask about the upcoming record-release show. "It’s good to listen to by yourself. But that doesn’t always translate when you play bars." Gathering from the talented local flock that plays on the album, Talbott formed an electric six-piece. The live shows are "louder and more aggressive," he declares, adding that no one in the audience will "get bored." And neither will the musicians, the tricksters, or the wolf-eyed shape-shifters, because each song has been specially reworked to thrive in the live environment.

In a nation where every viewpoint is clearly marked and where Mark Twain’s early take on the budding tourist industry, Innocents Abroad, is quickly losing its humor because we’re all like that these days, it’s refreshing to see Talbott and his brethren inhabiting the musical landscape so fully, not content to be tourists. It’s like, well, freezing, dying, and, while doing nothing but listening, coming to life. SFBG

PG&E vs. Greenaction

Pacific Gas and Electric Company has been promising for years to shut down its filty, dangerous Hunters Point power plant. Now state regulators have signed off on the plan, and it should be happening any day. But PG&E and Greenaction — which has been the group leading the charge to close the plant — have very different ideas about the timeframe.

                               in San Francisco

      Utility on Target to Closing Hunters Point Power Plant This Spring

    SAN FRANCISCO, April 7 /PRNewswire-FirstCall/ — Pacific Gas and Electric
Company has released into service a new underground transmission line in San
Francisco, bringing the utility closer to its goal of closing its last San
Francisco power plant.
    The Potrero-Hunters Point Cable is a 115,000-volt transmission line that
improves electric reliability and increases electric capacity in San
Francisco. Built at a cost of about $40 million, the Potrero-Hunters Point
Cable spans 2.5-miles and is entirely underground, connecting two large
substations in southeast San Francisco. Construction on the line began in June
2005.
    The Potrero-Hunters Point Cable is the second-to-last of nine transmission
projects PG&E has completed in its effort to obtain California Independent
System Operator approval to terminate the must-run contract for the Hunters
Point Power Plant. The California ISO has required PG&E to run the plant to
assure continued reliable electric service in the region, but completion of
the transmission projects will allow PG&E to maintain reliable service without
the plant.
    The final transmission project, the Jefferson-Martin 230-kv Transmission
Line, is scheduled to be completed this spring, even though excessive rain
during March and April has posed challenges. PG&E is investing approximately
$320 million in the nine projects that will increase electric capacity,
improve reliability and also allow for the Hunters Point Power Plant to close.
    Ten business days after PG&E notifies the California ISO that the
Jefferson-Martin line is in commercial service, the "reliability must-run"
contract under which PG&E is obligated to operate the plant will terminate, at
which point PG&E will immediately close the plant.
    "PG&E worked closely with the community, the City and the Port of San
Francisco to get the Potrero-Hunters Point Cable project approved and built in
a timely manner," said Jeff Butler, senior vice president of energy delivery
at PG&E. "Everyone understood the project’s role in closing the Hunters Point
Power Plant."
    "The Close It Coalition and the A. Philip Randolph Institute have been
instrumental in seeing that Hunters Point Power Plant close," said Lynette
Sweet, a community resident and advocate, and board member of the Bay Area
Rapid Transit District. "I’m grateful that PG&E listened to the community and
worked hard to keep their promise."

San Francisco, CA – Fed up with PG&E’s refusal to set a specific date to close the dirty and outdated PG&E Hunters Point power plant and tired of years of broken promises to shut it down, Bayview Hunters Point community residents and Greenaction for Health and Environmental Justice will take nonviolent action at the power plant on April 11th at noon to ensure it closes once and for all. 

 

The power plant is located at Evans and Middlepoint, San Francisco, in the heart of the low-income Bayview Hunters Point neighborhood. As one of California’s dirtiest and oldest power plants, it has polluted the community for over 77 years.  Residents suffer very high rates of asthma and cancer.

 

PG&E officials have recently made numerous conflicting statements about the supposed upcoming closure of the power plant. First, in September PG&E told the California Independent System Operator (ISO) that the plant should be able to close by early April. Next, in November they wrote a letter to the ISO stating it should close by the end of the second quarter (by end of June). Then, two weeks ago a PG&E official told Greenaction that construction of transmission lines required for ISO approval for the shut down had been completed, and were undergoing testing. Early this week PG&E told a City Department of the Environment official that construction had not been completed. On April 6th PG&E Vice President Bob Harris told an environmental group representative that the plant would be closed "8 days after the rains stop." It is very unclear which rains the PG&E official was referring to.

 

PG&E has had so-called community groups that it directly supports praise the company, ignoring the ongoing criticism from residents who actually live next to the plant and suffer every day from dirty air.

 

Tessie Ester, resident of the Huntersview public housing project located across the street from the PG&E plant and chair of the Bayview Hunters Point Mothers Committee for Environmental Justice, said "After years of watching our children suffer with all these illnesses, we won’t be singing or dancing until it closes, and we will be there on April 11th to ensure that, in fact, it finally shuts down."

 

On April 11th, residents and their supporters will gather in front of the PG&E Power Plant to ensure that the plant closes, by community action if necessary. "Residents and Greenaction will be at the front gates of PG&E on April 11th to make sure this dirty polluter is shut down once and for all," said Marie Harrison, community organizer for Greenaction. "We are tired of delay after delay and broken promises from PG&E and government officials, and we will be at the front gate on April 11th."

The political puppeteer

By offering envelope-pushing legal and political advice at key moments in the fall campaign, attorney Jim Sutton was perhaps the single most influential individual behind the victories of Mayor Gavin Newsom and District Attorney Kamala Harris.
In the process, Sutton solidified his reputation as the dark prince of San Francisco elections, a hired gun who helps downtown interests and well-funded campaigns continue to dominate the electoral field even after voters passed reforms that restricted campaign giving and spending and required more official disclosure.
“He knows more election law than anyone, and he knows it better than anyone else,” local political consultant David Looman told the Bay Guardian. “He is the guy you call.”
New era, new player
Sutton, 40, stepped on the political stage just as voters were going to the polls in the fall of 1997 to demand more transparency in campaigns, a reaction to the leadership of Mayor Willie Brown and the dealings of powerhouse consultants like Jack Davis and Robert Barnes. At the time Sutton worked for Nielsen, Merksamer, Parrinello, Mueller, and Naylor, a Mill Valley firm that specializes in election law.
Sutton took on mostly big-money campaigns backed by downtown interests — such as Brown’s 1999 reelection and Pacific Gas and Electric Co.’s successful, multimillion-­dollar bids to squelch the public power movement in 2001 and 2002. Highly versed in the minutia of campaign finance law, he became a major player in electoral politics in San Francisco — and across the state.
“He is one of a small handful of very influential political law attorneys who typically represent moneyed, influential candidates,” California Common Cause executive director Jim Knox told us. “And he seems to be on something of a crusade right now.”
A search of the San Francisco Ethics Commission’s online database shows that over the past six years, Sutton has acted as treasurer or in another legal capacity for at least 20 campaigns and counts such heavily funded political action committees as the Golden Gate Restaurant Association, the Alice B. Toklas Lesbian Gay Bisexual Transgender Democratic Club, and the San Francisco Association of Realtors among his permanent clients. For that work, which doesn’t include the fall election, he earned at least $750,000.
Many of the city’s progressive activists and leaders see him as a dark agent — a tool only well-heeled interests can hire to navigate regulatory loopholes in order to spend as much as possible, even it means pushing the limits of the law, to sway voters.
“He’s an opportunistic lawyer who works against populist issues,” Sup. Tom Ammiano said.
Moreover, activists and state campaign finance experts say, he exerts an extraordinary level of influence over the city’s campaign regulators, including the top staff at the Ethics Commission and the deputy city attorneys who work with that agency.
“He is a high-powered fixer who has relationships with people in power that let him deliver for his clients in a way that leaves the less-connected among us flabbergasted,” said Marc Solomon, a Green Party member who worked on Sup. Matt Gonzalez’s mayoral campaign.
For his part, Sutton says that’s nonsense.
“There’s absolutely no proof or evidence of that,” Sutton told us. “I’m a professional, and I don’t want special access. I don’t need it, because I have a knowledge of the law.”
Rising to the top
By the time Sutton left his old firm last May to create Sutton and Associates, he had sealed his reputation as a go-to guy and counted among his clients the man who would be mayor. Sutton was everywhere. Consider:
• Having lawyered Newsom through the embarrassing flap in early 2003 over the $1 million loan from mentor Gordon Getty that (whoops!) Newsom neglected to disclose on his economic interest statements, Sutton served as treasurer to the Marina District supervisor’s mayoral campaign.
• When district attorney candidate Harris’s consultants realized their client was facing disaster if they couldn’t get her out of a legally binding pledge she signed in January 2003 to abide by the spending limits set in that race, they summoned Sutton, who got her out of the jam. The Ethics Commission’s decision to lift the spending limit was one of the agency’s most egregious acts in years and was truly an extraordinary event, activists say. It allowed Harris to spend hundreds of thousands of dollars to get past Bill Fazio in the runoff and eventually beat incumbent Terence Hallinan.
• Sutton handled the regulatory filing procedures for the California Urban Issues Project, a nonprofit lobbying outfit that churned out campaign mailers slamming Hallinan and mayoral contender Gonzalez for, among other charges, an unwillingness to crack down on the activities of homeless people. Though the group’s status prevents it from taking positions on candidates, the mailers clearly favored one candidate over the other. However, since the pieces didn’t actually include a “vote for candidate X” command, they fell within the bounds of the law as recently interpreted by the appellate courts, Sutton told us.
“What I do is say, ‘I am the lawyer. It’s my job to say this is what the law says. This is what it does or doesn’t allow,’ ” Sutton said. “It’s not about any kind of ideology on my part.”
• Sutton also served as treasurer for the campaigns behind two successful measures funded by downtown interests: the clean-streets initiative (Proposition C) and the controversial anti-panhandling legislation sponsored by Newsom (Proposition M). Interestingly, Harris particularly benefited because of her support for Prop. M. San Francisco pollster David Binder told us in December that her position on Prop. M helped her win over much of Fazio’s base and was key to her victory.
• Sutton’s expertise helped Newsom and Harris raise money in larger chunks during the runoff than they might otherwise have done. That’s because Sutton is keenly aware of a detail in the city’s campaign finance law that says if a candidate carries “accrued expenses” from the general election to the runoff, that candidate can collect $500 (instead of $250) from contributors. He should be — the ruling came as a result of his suggestion to local regulators.
For practical purposes, it can become a matter of shuffling the books. Newsom and Harris had so much cash behind their candidacies that it’s tough to believe they had any real debt. And in the case of at least Newsom, the amount of “debt” certainly seemed to be a moving target.
Shortly after the general election, Newsom campaign manger Eric Jaye told us he thought Newsom bore roughly $30,000 in accrued expenses. But when the campaign filed the paperwork, Newsom showed $225,322 in unpaid bills (see “Tainted Dough,” 12/03/03).
Neither Hallinan’s nor Gonzalez’s campaign took advantage of this provision in the law, even though Gonzalez treasurer Randy Knox brought it to the candidate’s attention. Gonzalez told us at the time that he didn’t consider such a move ethical.
Learning the ropes
A self-described politics nerd who interned in his state assemblymember’s office in high school, Sutton credits the rigors of the tight-knit environment of Pomona College — more than his three years at Stanford University Law School — with influencing the way he works today.
“I learned early I wasn’t going to get away without doing my homework,” he told us.
After clerking for former California Supreme Court Justice Edward Panelli from 1988 to 1989, he searched for a way to combine his legal degree with his keen interest in politics and government. In 1990 he found his way to Nielsen, Merksamer, though he lived, as he still does, in San Francisco.
Since he knew the city, he evolved into the firm’s attorney who dealt with San Francisco matters, he told us, even though he’s a member of the Republican Party — a rare bird here. In fact, he even served a stint as general counsel for the California Republican Party.
His first work in the city was on behalf of large institutions — the M.H. de Young Memorial Museum’s early bond campaigns, for example. He also made a key alliance with consultant Barnes, who was on his way to building a hugely influential career here and becoming closely connected to former mayor Brown.
In spring 1998, Sutton acted as treasurer for Bay Beautiful, a PAC aimed at defeating Proposition K, which former state senator Quentin L. Kopp put on the ballot to restrict Brown’s control of the development of Treasure Island. (Though the measure passed, the Brown-controlled Board of Supervisors failed to implement it.)
In November 1999, Sutton played a role in the orchestrated independent expenditure campaign on behalf of Brown’s reelection efforts in his handling of the Willie Brown Leadership PAC. The PAC directed some $55,000 into Brown’s bid for a second term (see “The Soft Money Shuffle,” 2/16/00).
At the time, Sutton had gone public with his strong opposition to efforts to restrict spending in political campaigns, writing in the San Francisco Examiner, “Not only does a spending cap decrease the quantity and quality of the issues discussed in the campaigns, it also infringes on First Amendment rights.”
One year after Brown’s reelection, the Leadership PAC, together with the pro-downtown Committee on Jobs, pumped some $67,000 into an unsuccessful bid to defeat Proposition O, which reinstated limits on independent expenditures and provided public financing for campaigns. Sutton handled the legal work for No on O.
No surprise there, Sutton’s critics say. Where money seeks to influence politics, that’s where you’ll find him. Sutton, though, says the list of campaigns he’s served doesn’t reflect his ideology as much as it does his skill set. He told us the best-funded campaigns “tend to have the more complicated legal questions, since they’re going to do more stuff.”
Money and politics
Advocates of campaign finance reform say Sutton has taken his opposition to campaign spending limits on the road, seeking to erode local ordinances that restrict spending.
“Sutton is active all over the state in his opposition to campaign finance reform,” said Paul Ryan, political reform project director for the Los Angeles–based Center for Governmental Studies.
Most recently Sutton testified before the San Diego Ethics Commission at a Jan. 21 hearing on a proposal to strengthen local campaign finance law. Sutton argued the commission should repeal the local law and replace it with the state’s version, which happens to be weaker.
“When we wrote the Political Reform Act of 1974, we put in there that local laws could be stronger than the state law,” Center for Governmental Studies director Bob Stern said. “What we have now is about 100 cities and counties that have gone beyond the state law. What [Sutton] is doing is pushing local jurisdictions to follow the state law only. And that’s unfortunate, because each local jurisdiction needs to deal with its own problems.”
Sutton said he just wants a uniform standard, with the minimal local amendments.
“[Cities and counties] keep making more and more laws, which are making things more and more complicated and difficult for anyone who wants to run for election to figure out,” Sutton said. “It has a dampening effect.”
Ryan and others are concerned Sutton might succeed in discouraging officials in municipalities such as Los Angeles and San Francisco from sticking by their stronger local laws. Compounding their concerns is that Sutton appears to have a great deal of influence over regulatory officials — at least in San Francisco.
Charlie Marsteller, who formerly headed up a San Francisco chapter of California Common Cause, believes the Ethics Commission has for more than a year failed to act on a complaint he filed against Sutton in late 2002, because of Sutton’s influence on the agency. (The complaint was over Sutton’s failure to disclose some $800,000 in contributions from PG&E to a committee aimed at defeating Proposition D, another public power measure.)
“It seems to me they are waiting until after February, when a seat on the commission is up and they’ll be able to replace [Bob Planthold] with a Sutton-friendly commissioner,” Marsteller said. (Assessor-Recorder Mabel Teng is expected to name Planthold’s replacement any day now.)
More recent examples activists point to include the Harris spending-cap matter and the latest: a charge made Jan. 16 by two Ethics Commission staffers that director Ginny Vida ordered the destruction of documents accidentally e-mailed to the agency by a secretary in Sutton’s office. Those documents, which were first reported on in the San Francisco Sentinel, strongly suggest that funds raised by the San Francisco Swearing-In Committee (without contribution limits) for Newsom’s inauguration were used to pay off a long list of consultants who worked on the campaign — a charge Sutton has vehemently denied.
On Jan. 28, Sutton filed paperwork for the committee reporting contributions but not expenditures. The total raised was $317,850 and included donations of $10,000 to $20,000 from such downtown players as Shorenstein Co., Gap founder Don Fisher, the San Francisco Association of Realtors, and Clear Channel.
Though Sutton insists he enjoys no undue influence on local regulators, even one of Harris’s consultants told us Sutton was hired for just that reason. “Jim Sutton has a certain amount of influence with Ginny Vida. He doesn’t think [spending limits] are constitutional,” Looman said. “And I believe that worries her too.”
Vida was on medical leave and couldn’t reached for comment, but her deputy, Mabel Ng, said neither she nor Vida give Sutton special treatment.
“I don’t think he has any more or any less influence than anyone else,” Ng said.
Dealing with Ethics
Sutton’s most impressive act in the Harris controversy was convincing Vida and Ng that Harris didn’t know she was bound to the pledge she signed in January 2003 to stay under the spending cap. Had ethics officials concluded that Harris knew her pledge was binding when she blew the cap sometime in September, they could have disqualified her from the race, according to the terms of the city’s campaign finance law.

But in buying into Sutton’s version of events, the commission allowed Harris to continue spending money that helped her win the race.
“To facilitate the needs of Sutton’s clients, [Ethics] staffers gave in to Sutton the way he wanted,” Marsteller said. “The commissioners dropped the ball in that they needed to request an audit to check out the veracity of the statements being made by Harris…. They could hardly decide that the violations by the Harris committee were unintentional absent an audit. It’s one of the greatest demonstrations of incompetence I’ve seen, and Sutton led them into it.”
For his part, Sutton disagrees that Vida gave him an easy of time of it. “They fined [Harris] $34,000, and they made sure we printed flyers and ads telling the public of the mistake,” Sutton said.
That’s true. But Ryan and others view the matter as strong evidence of Sutton’s influence.
“It appears as though many of the arguments he makes personally are then likewise made by Ginny Vida and Mabel Ng,” Ryan said. “It appears as though Jim Sutton is influencing the public policy and San Francisco and the interpretation of the city’s finance laws.”

The political puppeteer

By offering envelope-pushing legal and political advice at key moments in the fall campaign, attorney Jim Sutton was perhaps the single most influential individual behind the victories of Mayor Gavin Newsom and District Attorney Kamala Harris.
In the process, Sutton solidified his reputation as the dark prince of San Francisco elections, a hired gun who helps downtown interests and well-funded campaigns continue to dominate the electoral field even after voters passed reforms that restricted campaign giving and spending and required more official disclosure.
“He knows more election law than anyone, and he knows it better than anyone else,” local political consultant David Looman told the Bay Guardian. “He is the guy you call.”
New era, new player
Sutton, 40, stepped on the political stage just as voters were going to the polls in the fall of 1997 to demand more transparency in campaigns, a reaction to the leadership of Mayor Willie Brown and the dealings of powerhouse consultants like Jack Davis and Robert Barnes. At the time Sutton worked for Nielsen, Merksamer, Parrinello, Mueller, and Naylor, a Mill Valley firm that specializes in election law.
Sutton took on mostly big-money campaigns backed by downtown interests — such as Brown’s 1999 reelection and Pacific Gas and Electric Co.’s successful, multimillion-­dollar bids to squelch the public power movement in 2001 and 2002. Highly versed in the minutia of campaign finance law, he became a major player in electoral politics in San Francisco — and across the state.
“He is one of a small handful of very influential political law attorneys who typically represent moneyed, influential candidates,” California Common Cause executive director Jim Knox told us. “And he seems to be on something of a crusade right now.”
A search of the San Francisco Ethics Commission’s online database shows that over the past six years, Sutton has acted as treasurer or in another legal capacity for at least 20 campaigns and counts such heavily funded political action committees as the Golden Gate Restaurant Association, the Alice B. Toklas Lesbian Gay Bisexual Transgender Democratic Club, and the San Francisco Association of Realtors among his permanent clients. For that work, which doesn’t include the fall election, he earned at least $750,000.
Many of the city’s progressive activists and leaders see him as a dark agent — a tool only well-heeled interests can hire to navigate regulatory loopholes in order to spend as much as possible, even it means pushing the limits of the law, to sway voters.
“He’s an opportunistic lawyer who works against populist issues,” Sup. Tom Ammiano said.
Moreover, activists and state campaign finance experts say, he exerts an extraordinary level of influence over the city’s campaign regulators, including the top staff at the Ethics Commission and the deputy city attorneys who work with that agency.
“He is a high-powered fixer who has relationships with people in power that let him deliver for his clients in a way that leaves the less-connected among us flabbergasted,” said Marc Solomon, a Green Party member who worked on Sup. Matt Gonzalez’s mayoral campaign.
For his part, Sutton says that’s nonsense.
“There’s absolutely no proof or evidence of that,” Sutton told us. “I’m a professional, and I don’t want special access. I don’t need it, because I have a knowledge of the law.”
Rising to the top
By the time Sutton left his old firm last May to create Sutton and Associates, he had sealed his reputation as a go-to guy and counted among his clients the man who would be mayor. Sutton was everywhere. Consider:
• Having lawyered Newsom through the embarrassing flap in early 2003 over the $1 million loan from mentor Gordon Getty that (whoops!) Newsom neglected to disclose on his economic interest statements, Sutton served as treasurer to the Marina District supervisor’s mayoral campaign.
• When district attorney candidate Harris’s consultants realized their client was facing disaster if they couldn’t get her out of a legally binding pledge she signed in January 2003 to abide by the spending limits set in that race, they summoned Sutton, who got her out of the jam. The Ethics Commission’s decision to lift the spending limit was one of the agency’s most egregious acts in years and was truly an extraordinary event, activists say. It allowed Harris to spend hundreds of thousands of dollars to get past Bill Fazio in the runoff and eventually beat incumbent Terence Hallinan.
• Sutton handled the regulatory filing procedures for the California Urban Issues Project, a nonprofit lobbying outfit that churned out campaign mailers slamming Hallinan and mayoral contender Gonzalez for, among other charges, an unwillingness to crack down on the activities of homeless people. Though the group’s status prevents it from taking positions on candidates, the mailers clearly favored one candidate over the other. However, since the pieces didn’t actually include a “vote for candidate X” command, they fell within the bounds of the law as recently interpreted by the appellate courts, Sutton told us.
“What I do is say, ‘I am the lawyer. It’s my job to say this is what the law says. This is what it does or doesn’t allow,’ ” Sutton said. “It’s not about any kind of ideology on my part.”
• Sutton also served as treasurer for the campaigns behind two successful measures funded by downtown interests: the clean-streets initiative (Proposition C) and the controversial anti-panhandling legislation sponsored by Newsom (Proposition M). Interestingly, Harris particularly benefited because of her support for Prop. M. San Francisco pollster David Binder told us in December that her position on Prop. M helped her win over much of Fazio’s base and was key to her victory.
• Sutton’s expertise helped Newsom and Harris raise money in larger chunks during the runoff than they might otherwise have done. That’s because Sutton is keenly aware of a detail in the city’s campaign finance law that says if a candidate carries “accrued expenses” from the general election to the runoff, that candidate can collect $500 (instead of $250) from contributors. He should be — the ruling came as a result of his suggestion to local regulators.
For practical purposes, it can become a matter of shuffling the books. Newsom and Harris had so much cash behind their candidacies that it’s tough to believe they had any real debt. And in the case of at least Newsom, the amount of “debt” certainly seemed to be a moving target.
Shortly after the general election, Newsom campaign manger Eric Jaye told us he thought Newsom bore roughly $30,000 in accrued expenses. But when the campaign filed the paperwork, Newsom showed $225,322 in unpaid bills (see “Tainted Dough,” 12/03/03).
Neither Hallinan’s nor Gonzalez’s campaign took advantage of this provision in the law, even though Gonzalez treasurer Randy Knox brought it to the candidate’s attention. Gonzalez told us at the time that he didn’t consider such a move ethical.
Learning the ropes
A self-described politics nerd who interned in his state assemblymember’s office in high school, Sutton credits the rigors of the tight-knit environment of Pomona College — more than his three years at Stanford University Law School — with influencing the way he works today.
“I learned early I wasn’t going to get away without doing my homework,” he told us.
After clerking for former California Supreme Court Justice Edward Panelli from 1988 to 1989, he searched for a way to combine his legal degree with his keen interest in politics and government. In 1990 he found his way to Nielsen, Merksamer, though he lived, as he still does, in San Francisco.
Since he knew the city, he evolved into the firm’s attorney who dealt with San Francisco matters, he told us, even though he’s a member of the Republican Party — a rare bird here. In fact, he even served a stint as general counsel for the California Republican Party.
His first work in the city was on behalf of large institutions — the M.H. de Young Memorial Museum’s early bond campaigns, for example. He also made a key alliance with consultant Barnes, who was on his way to building a hugely influential career here and becoming closely connected to former mayor Brown.
In spring 1998, Sutton acted as treasurer for Bay Beautiful, a PAC aimed at defeating Proposition K, which former state senator Quentin L. Kopp put on the ballot to restrict Brown’s control of the development of Treasure Island. (Though the measure passed, the Brown-controlled Board of Supervisors failed to implement it.)
In November 1999, Sutton played a role in the orchestrated independent expenditure campaign on behalf of Brown’s reelection efforts in his handling of the Willie Brown Leadership PAC. The PAC directed some $55,000 into Brown’s bid for a second term (see “The Soft Money Shuffle,” 2/16/00).
At the time, Sutton had gone public with his strong opposition to efforts to restrict spending in political campaigns, writing in the San Francisco Examiner, “Not only does a spending cap decrease the quantity and quality of the issues discussed in the campaigns, it also infringes on First Amendment rights.”
One year after Brown’s reelection, the Leadership PAC, together with the pro-downtown Committee on Jobs, pumped some $67,000 into an unsuccessful bid to defeat Proposition O, which reinstated limits on independent expenditures and provided public financing for campaigns. Sutton handled the legal work for No on O.
No surprise there, Sutton’s critics say. Where money seeks to influence politics, that’s where you’ll find him. Sutton, though, says the list of campaigns he’s served doesn’t reflect his ideology as much as it does his skill set. He told us the best-funded campaigns “tend to have the more complicated legal questions, since they’re going to do more stuff.”
Money and politics
Advocates of campaign finance reform say Sutton has taken his opposition to campaign spending limits on the road, seeking to erode local ordinances that restrict spending.
“Sutton is active all over the state in his opposition to campaign finance reform,” said Paul Ryan, political reform project director for the Los Angeles–based Center for Governmental Studies.
Most recently Sutton testified before the San Diego Ethics Commission at a Jan. 21 hearing on a proposal to strengthen local campaign finance law. Sutton argued the commission should repeal the local law and replace it with the state’s version, which happens to be weaker.
“When we wrote the Political Reform Act of 1974, we put in there that local laws could be stronger than the state law,” Center for Governmental Studies director Bob Stern said. “What we have now is about 100 cities and counties that have gone beyond the state law. What [Sutton] is doing is pushing local jurisdictions to follow the state law only. And that’s unfortunate, because each local jurisdiction needs to deal with its own problems.”
Sutton said he just wants a uniform standard, with the minimal local amendments.
“[Cities and counties] keep making more and more laws, which are making things more and more complicated and difficult for anyone who wants to run for election to figure out,” Sutton said. “It has a dampening effect.”
Ryan and others are concerned Sutton might succeed in discouraging officials in municipalities such as Los Angeles and San Francisco from sticking by their stronger local laws. Compounding their concerns is that Sutton appears to have a great deal of influence over regulatory officials — at least in San Francisco.
Charlie Marsteller, who formerly headed up a San Francisco chapter of California Common Cause, believes the Ethics Commission has for more than a year failed to act on a complaint he filed against Sutton in late 2002, because of Sutton’s influence on the agency. (The complaint was over Sutton’s failure to disclose some $800,000 in contributions from PG&E to a committee aimed at defeating Proposition D, another public power measure.)
“It seems to me they are waiting until after February, when a seat on the commission is up and they’ll be able to replace [Bob Planthold] with a Sutton-friendly commissioner,” Marsteller said. (Assessor-Recorder Mabel Teng is expected to name Planthold’s replacement any day now.)
More recent examples activists point to include the Harris spending-cap matter and the latest: a charge made Jan. 16 by two Ethics Commission staffers that director Ginny Vida ordered the destruction of documents accidentally e-mailed to the agency by a secretary in Sutton’s office. Those documents, which were first reported on in the San Francisco Sentinel, strongly suggest that funds raised by the San Francisco Swearing-In Committee (without contribution limits) for Newsom’s inauguration were used to pay off a long list of consultants who worked on the campaign — a charge Sutton has vehemently denied.
On Jan. 28, Sutton filed paperwork for the committee reporting contributions but not expenditures. The total raised was $317,850 and included donations of $10,000 to $20,000 from such downtown players as Shorenstein Co., Gap founder Don Fisher, the San Francisco Association of Realtors, and Clear Channel.
Though Sutton insists he enjoys no undue influence on local regulators, even one of Harris’s consultants told us Sutton was hired for just that reason. “Jim Sutton has a certain amount of influence with Ginny Vida. He doesn’t think [spending limits] are constitutional,” Looman said. “And I believe that worries her too.”
Vida was on medical leave and couldn’t reached for comment, but her deputy, Mabel Ng, said neither she nor Vida give Sutton special treatment.
“I don’t think he has any more or any less influence than anyone else,” Ng said.
Dealing with Ethics
