GREEN CITY Alan Weisman’s book The World Without Us begins with a funny but humbling exploration of what would happen to New York City if humans were gone, wiped out by a virus or a wizard who perfected a way to sterilize our sperm. "Or say that Jesus, or space aliens rapture us away, either to our heavenly glory, or to a zoo somewhere across the galaxy," Wiseman writes, launching into a delicious deconstruction of a great world city.

Without people to unblock the sewers or run the power stations, it wouldn’t take long, Weisman predicts, before the city flooded, streets cratered, weeds sprang up, pipes burst, and fires broke out.

"Collectively, New York’s architecture isn’t as combustible as, say, San Francisco’s incendiary row of clapboard Victorians," Weisman notes as he describes how, with no firefighters to answer the calls, fires triggered by lightning would engulf the city.

Over the following centuries, corrosion would periodically set off "time bombs left in petroleum tanks, chemical and power plants, and hundreds of dry cleaners," while outdoors a great return to wildness would occur, repopuutf8g the city with maturing forests, coyotes, wolves, "and a wily population of feral house cats."

Tracing the Big Apple’s demise through to the next ice age, Weisman concludes that "after the ice recedes, buried in geologic layers below will be an unnatural concentration of reddish metal, which briefly had assumed the form of wiring and plumbing."

Reached by phone, Weisman says he came up with his World Without Us fantasy after reading and writing about the environment for two decades, including stints covering Chernobyl and the melting of the Artic permafrost.

"I saw all this stuff and began to say, ‘Oh man, this hopeless,’ but then I stepped back and saw that there are places that are still untouched and beautiful and that even in Chernobyl, voles were throwing off bigger litters," he says.

Weisman’s book resulted from his struggle to find a way "to get people to read about environmental issues without saying, ‘Oh, forget it,’ and throwing away their newspapers." The author says his fantasy is intended to help people take a long view of our current challenges and begin to understand, for example, the profoundly serious impact of, say, plastic on our world.

He focuses on "the Great Pacific Garbage Patch," or the North Pacific subtropical gyre, as it’s officially known. It’s in this swirling sink, Weisman writes, that "nearly everything that blows into the water from half the Pacific Rim eventually ends up, spiraling slowly towards a widening horror of industrial excretion."

"They say it’s an enormous sump, and there are others on the planet where all the plastic ends up," Weisman says, noting that discarded plastic accounts for only 20 percent of the material in landfills, with the rest consisting mostly of construction debris and paper products. But unlike the Rocky Mountains, which are slowly, almost imperceptibly eroding and will end up in the ocean, plastic gets blown into the sea much faster.

"It’s only been around since World War II, but already it’s everywhere," Wiseman says of plastic, which has the featherweight ability, once broken into tiny particles, to ride global sea currents.

Weisman’s account should leave San Francisco proud to be the first US city to ban plastic bags, since these limp suckers apparently feature heavily in the oceanic sumps. But with the Great Pacific Garbage Patch measuring 10 million square miles in area (nearly the size of Africa) as of 2005 and six other tropical oceanic gyres swirling with ugly plastic debris — not to mention all the other environmental problems humans have caused — is it too late to heal our world?

Specuutf8g that microbes will eventually evolve to eat all our plastics — something that could take 100,000 years to occur — Weisman suggests a healing path that doesn’t require a world without us. "Green technology won’t be enough on its own," he notes. "The answer lies in lowering the number of humans on the planet. I don’t mean shoot ourselves, but that we don’t replace ourselves at same rate."

There are 6.6 billion people on the planet, and 9 billion are predicted by 2050. Weisman says that by restricting reproduction to one child per couple, "our population could shrink to 1.6 billion by 2100, and the world will be a better place." And in the meantime, don’t forget the reusable bags on your next trip to the grocery store.*

Give a hoot (or else)

WILD WILDLIFE Had director Davis Guggenheim attempted to explore all the creative possibilities that lie behind such a name as Al Gore (get it?), An Inconvenient Truth would have been a much more interesting and way scarier film. Not that turning a pressingly threatening environmental issue into unforgettably blatant propaganda isn’t frightening. It’s just that if the former vice president had played some kind of freakish, global-warming-afflicted mutant — roaming the world, secretly planning to take his revenge by literally boring people to death with his clip show — the movie would have been closer to the truth and a lot more alarming.

Fortunately, the curators at Berkeley’s Pacific Film Archive have created a film series that gives environmental concerns the exact twist that Truth lacks and the depth that it persistently avoided. The major theme shared by all the earth-friendly flicks in "Eco-Amok! An Inconvenient Film Fest": the antagonistic relationship between science and nature, with the latter always the triumphant victor. Science is responsible for the destruction of the environment and the birth of many mutations, but it’s also the means by which people try to save the ecosystem.

"Eco-Amok!" ‘s selections also display admirably artistic inventiveness. Frogs (1972), Prophecy (1979), and Meet the Applegates (1991) all present the unstoppable power of nature, but they also reveal the reasons why we stay so apathetic to the danger we are facing. In Frogs the members of a wealthy family whose greed overcomes their environmental sensitivities are picked off, one by one, by the croaking (and hissing, and creepy-crawling) inhabitants of the abused swamp on their estate. In Prophecy the cheapskate owner of a lumber company uses mercury to process wood; as a result, the tainted water supply spawns a nasty-looking mutant bear that devours kids while they dream in their sleeping bags. And in Meet the Applegates, Brazilian cockroaches disguise themselves as a middle-class American family to carry out a nuclear explosion but are corrupted by capitalism’s lure.

Phase IV (1974), a film with extraordinary insect photography and many avant-garde qualities, presents nature’s revenge on a whole different level. Instead of getting rid of humans, hardworking and devoted-to-their-cause ants create a new Adam and Eve — a comment on the mutations that might take place in us if the ecosystem keeps changing at a rapid pace.

But even more troublesome is the obsession with creation that’s present in The Mutations (1974), Silent Running (1972), and Habitat (1997). In these three films, mad scientists are credited with the ability to create life. In The Mutations crazed Dr. Nolter (Donald Pleasence) forges humans from plants. In Silent Running delusional botanist Lowell (Bruce Dern) produces forests while floating in space. The wackiest of them all, Habitat‘s microbiologist Hank (Tchéky Karyo), turns into a higher form of energy after he transforms his house into a living "accelerated evolution" rain forest with the ability to kill.

What those three movies make crystal clear is the same thing that all the other films in the series more or less imply: science, even when used with the best of intentions, can only bring into existence abominable forms of life. Luckily, some of the time, no matter how horrid and gruesome these creations are, nature has better plans, including them in its survival scheme. But in a less fortunate and more frequent variation, these grim new species’ sole objective is to spread mayhem and introduce humans to their messy and abhorrent deaths — which some may argue isn’t so bad either.

Green City: Slow climate change U-turn

GREEN CITY It seems like most of the recent talk about global warming has been in terms of its apocalyptic potential in the distant future. Yet Bay Area heat waves and soaring temperatures in the Central Valley of late could certainly cause me to wonder whether it’s already begun. What has happened to our legendary cold summers and heavy rainy seasons? Sure, we’ve gotten patches of fog and wind, but for the most part this summer has felt, well, summery.

And apparently I’m not the only one thinking about climate change and what we need to be doing today to minimize it. Let me tell you, it’s going to take a lot more than driving a Prius and using energy-efficient lightbulbs to get the job done. That’s why the San Francisco Public Utilities Commission and the Department of the Environment published the city’s Climate Action Plan in 2004. The plan evolved from the Board of Supervisors’ 2002 resolution to reduce the city’s annual greenhouse gas emissions by 2012 to 20 percent below their 1990 levels and included a series of recommendations on how to achieve this goal.

In 1990, San Francisco emitted 9.1 million tons of carbon dioxide and other greenhouse gases, but by 2004 it was pumping out an extra 600,000 tons per year and counting. In order to get down to the ideal of 7.3 million tons by 2012, things need to make a major U-turn. Last month the San Francisco Civil Grand Jury released a report on how successful the Climate Action Plan has been so far, and while the city has made some progress in reducing its annual greenhouse gas emissions, the report noted that if the board’s goals are to be met, the entire city needs to step it up.

According to the grand jury report, the reduction of emissions in 2005 (the most recently available local emissions inventory) was "500,000 metric tons, only half the amount hoped," and "to achieve the reductions to 7.3 million tons by 2012 will require a tripling of the reduction rate."

The Department of the Environment remains optimistic. "We haven’t fallen behind," Mark Westlund, the department’s public outreach program manager, told the Guardian. "But we need to do more. We are currently at 1990 levels. At this point we’ve made the U-turn and are lined up to reach 7 percent [below] our 1990 levels, which would put us up to pace with the Kyoto Protocol’s goals, but we just need to ramp it up to reach our 20 percent."

City government can do a lot to control emissions. There are already regulations in place regarding the city’s vehicle fleets and setting green standards for municipal buildings. Mayor Gavin Newsom’s Green Building Task Force on July 11 announced a proposal to create incentives for private-sector buildings to adopt green building standards over the next five years.

Other city efforts include 2001’s Proposition B, which expanded solar power possibilities, and Community Choice Aggregation, which recently received preliminary approval from the Board of Supervisors; the latter program will allow the city to develop renewable energy projects on behalf of its citizens. But when it comes to making San Francisco a truly green city, much of the dirty work will fall to private citizens.

Nonmunicipal sources are responsible for 90 percent of San Francisco’s emissions, with a whopping 50 percent coming from private transportation, mostly cars. While the Climate Action Plan and the Civil Grand Jury report both give suggestions on how government agencies can motivate the public to reduce emissions, these suggestions can also be read as a map for how we can help ourselves. Simple changes in transportation habits — more walking, bicycling, and public transit — could cut 963,000 tons of greenhouse gases per year. And those who must use cars could carpool more often and switch to more-efficient vehicles.

The Climate Action Plan also indicates we can reduce emissions by an estimated 328,000 tons by changing how we live at home, including better energy efficiency and waste management.

Westlund told us, "Twenty percent is not just a municipal target, it’s citywide. Residences can help. Businesses can help. We’re all in this together. Getting the message out is half of it."*

Pitchfork Music Festival Day 2: Life-changing moments with Yoko Ono, Cat Power, Dan Deacon, Battles, Girl Talk…

To kick-off the Pitchfork festivities on Saturday, July 14, I decided to check in with some Bay Area denizens.

I’d been hearing excited murmurings about cheap subscriptions to Ready Made magazine, so I headed over to see how the Berkeley publication was faring in the Chicago heat. The corner booth was swarmed with people eager for a turn at custom-designing their own organic T-shirts. Mike Senese, the magazine’s product and online manager, made the trip out from California to organize a crew of local volunteers. This was Ready Made‘s second year at Pitchfork, and Senese explained that they’ve decided to offer festival-goers the chance to get a year’s subscription for only $5. It’s a huge hit. According to Senese, the booth has been constantly busy between the T-shirt making and subscription-peddling — he’s barely had time to see any of the bands.

Next I checked in with Cory Brown, founder of Emeryville’s Absolutely Kosher Records. Brown and his two little nephews were busy doling out T-shirts and albums to ecstatic festival-goers, but he managed to find a few minutes to tell me that all of the AK bands — across the board — are selling really well. At the fest for a third year, the AK was now joined by hoards of other small imprints from coast to coast in the WLUW Record Fair tent.

Later I headed over to the FlatStock Poster Convention on the other side of the park to check in with Terrance Ryan, a.k.a., Lil Tuffy, San Francisco’s premier rock poster artist. Tuffy told me he was doing well, selling many posters, and having fun. A quick look around at the other vendors — who are all extraordinary — solidifies in my mind that SF does it better: Lil Tuffy’s prints were one of the highpoints of the convention for me.

Finally it’s time to take in some music. I head over to the Aluminum Stage, where Grizzly Bear is about 10 minutes into their set. Having been underwhelmed by the band in the past, I wasn’t really expecting much from their mid-afternoon slot. With a sweeping, ethereal momentum that seemed to sprout out of some deep flirtation with rock opera, the Brooklyn quartet positively thrived in the festival environment. The drummer seemed to be working on about 13 internal metronomes, anchoring a set list largely pulled from their 2006 album, Yellow House. A flourish of delicate melodies were layered over the driving rhythm, and the whole thing sounded like an experiment in wrangling chaos. The end result was so charged, I’m surprised the band didn’t collapse after the final song. I suspect they at least had to go bury their feet in the earth of Union Park to ground themselves after such a stellar showing.

The sassy genre-spanning spastics Battles christened the cooling weather with an unabashedly raucous shit storm. Pulsing with hipster smugness, the New York prog-electro-funk-metal-kitchen-sink group pounded through an unsurprisingly mind-melting set to an audience that just couldn’t get enough. Sewn into the fabric of Battles’ success is their ability to produce sound that seems to shed irony. Indeed, the festival crowd was coated with a heavy gloss of the stuff, igniting a theme of “Fuck being cool — let’s just dance!” for the duration of the evening.

Green City: Winds of change

GREEN CITY Atop Bernal Heights, winds speed at 25 mph, enough to prematurely slam doors, disperse heat, and power Todd Pelman’s Roscoe Street house with 100 watts of electricity at any given moment.

The 34-year-old engineer has pioneered the city’s first permitted micro–wind project, a six-foot-tall cylindrical turbine that currently sits on his roof and sends juice into the energy grid, offsetting some of his dependence on Pacific Gas and Electric Co. Now his company, Blue Green Pacific, is working to put the turbines on the market in the next year.

"It’s aesthetically not going to be disruptive in an urban environment," Pelman told the Guardian, referring to the generator, which resembles the double helix of a DNA strand when it spins.

It is microprojects like this that could help support the Community Choice Aggregation program passed by the Board of Supervisors last month, which aims to have the city partner with its residents to generate a greener power portfolio over the next 10 years.

Bernal Heights Sup. Tom Ammiano, who codrafted a plan for CCA with Sup. Ross Mirkarimi, considers Pelman’s project a grassroots step away from PG&E, which he regards as a "wolf in sheep’s clothing."

"When people see how fruitful and utilitarian this is, we’ll wind up calling the shots," Ammiano told us. He amended the planning code for Bernal Heights to permit structures to reach more than 30 feet high, thus allowing the current and future use of wind turbines in his district.

Pelman’s turbine will generate between 300 and 600 kilowatt hours of energy per year, or about 10 percent of a typical home’s energy needs, he told us. His vertical-axis turbine is a natural propeller system that spins on its axis — a contrast from the windmill-style horizontal-axis turbines characteristic of rural areas. It’s made of steel, aluminum, and plastic and contains no sharp blades that might endanger birds.

Urban wind, though plentiful, has not been widely used, mostly due to aesthetics and the space constraints of turbines, according to Johanna Partin, the Renewable Energy Program manager of the San Francisco Department of the Environment.

"The micro– and small urban wind market is still in the early stages of development," Partin said, pointing out that Chicago, the notorious Windy City, only recently started a residential permitting process.

Pelman’s turbine became the first in the city to receive a residential permit for use last Oct. 5 after numerous bureaucratic back-and-forths with the Planning Department.

His rooftop turbine captures wind energy coming from the coast and going east and sends it to an inverter in his garage that converts it to usable energy, which then travels into an electrical panel.

"Think of the turbine as the heart of the system and the inverter as the brain of the system," Pelman said.

While Pelman’s turbine may catch people’s eyes, he claims it does not do the same to birds. "It coexists very peacefully with the pigeons and the hawks," he said, mentioning a couple of Bernal Heights’ bird species.

He is working with the Audubon Society to make sure he can live up to his assertion. Due to the turbine’s opaque appearance, no birds have attempted to fly through and meet their doom — a problem frequently noted with the large, horizontal-axis turbines at the Altamont Pass Wind Farm.

A one-turbine system will cost around $5,000, though Pelman estimates that rebates will reduce the price by $1,500. It’s an "emotional purchase," he said, that will at least partially satisfy a green conscience.

Chris Beaudoin, one of Pelman’s first customers, decided to make wind energy his green cause. His Castro home of 20 years — located on what he calls "consistently windy" Kite Hill — is one of the 10 sites where Blue Green Pacific will initiate beta testing in the next six to 12 months.

As a flight attendant whose job has opened his eyes to locations where governments are stepping up to the plate in renewable-resource use, Beaudoin realized that "we can either bitch about [the lack of renewable resources] or politically agitate for it."

Beaudoin takes the ominous signs of global warming as a reason to act fast in every plausible way that he can. As he told us, "I think the main motivation is that we have to be ready for what’s going on down the road." *

The catch

How shocking, shocking to learn that frozen seafood being imported from China is so likely to be tainted — with pathogens, antibiotics, and even (according to the fastidious New York Times) "filth" — that our very own Food and Drug Administration felt obliged to issue an alert about it at the end of last month. Globalization, we have long been assured — mainly by shills for transnational corporations — is a great blessing, a means of producing the most goods at the lowest cost per some sterile and one-dimensional rule of economic efficiency. It’s the gospel according to Wal-Mart, and it certainly does seem to be producing a great flood of goods, if not great goods. And it probably is a great blessing — for the shareholders and executives of transnational corporations.

But there is a central fallacy to the case for globalization, and it is this: that we can reap the benefits of a global economy while keeping its problems quarantined overseas. Let the Chinese use child labor and foul their environment! We are safe here, in our low-prices-always bubble. Except, as we learn from the parable of the dirty frozen fish, we’re not. In a shrinking world, benefits and burdens alike tend to be distributed worldwide, and there are reasons — many of them unsavory — that articles produced in poorer countries (for consumption in rich ones) tend to cost less. Lower prices aren’t magic, and the fact that we are encouraged not to notice the connection between low prices and the methods that yield them tells us that the connection is important. If we saw and understood the connection, we might well act differently. We might stop to consider that the true cost of some item isn’t necessarily reflected in its retail price — and that more expensive items are sometimes worth the money.

You don’t get something for nothing, and if that’s the offer, then it’s time to start poking around. There’s almost certainly a catch, and the catch is seldom in our interest.

In my recent piece about Emily Luchetti and Stars (Without Reservations, 6/20/07), I slightly misconstrued the restaurant’s life span. In fact, Stars did survive for a few years into the new millennium — but under new ownership. Founder Jeremiah Tower sold out well before the year 2000.

If the “Shrew” fits

By early last week the pace of rehearsals for The Taming of the Shrew had picked up at the Magic Theatre. It was time for the Cutting Ball Theater to try a run-through of the whole play, and performers and crew bustled in preparation. Sound designer Cliff Caruthers, seated at a computer console halfway up the raked house, was busy cuing invigorating blasts of Italian hip-hop and other atmospheric sounds. Actors, with obvious gusto, practiced leaping on one another, tumbling onto the floor, shouting, screaming, and miming outrageous slapstick violence. Three hip-hop dancers, meanwhile, legs and arms jabbing and swinging in ecstatic synchronization, swept on and off the stage.

In a rather striking contrast to this commotion, director Rob Melrose sat quite still, with only the occasional consultation here or brief suggestion there, as if calmly situated in the eye of a storm. But then, it would be better to say that as the Cutting Ball’s artistic director, he is the eye of the storm: ever placid, ever watchful, and very much at the center of all activity.

The Cutting Ball’s mission, as its Web site will tell you, is geared to experimental new plays and "re-visioned classics" through thoughtful, stylish productions that reach for "poetic" truths over "naturalistic or realistic" ones. And its shows — including, notably, last season’s exquisite staging of Suzan-Lori Parks’s The Death of the Last Black Man in the Whole Entire World — invariably have a distinct sense of expertise, passion, and intelligence.

With its latest venture, a high-energy, cleverly updated, localized take on Shakespeare’s Shrew, the small but serious San Francisco company that Melrose founded in 1999 with partner and actor Paige Rogers (this production’s Kate) moves out of the 60-seat venues of the past and into the medium-big time of the Magic’s 160-seat Northside Theatre. It’s a significant step for a company still going places. Moreover, when the Cutting Ball premieres its very particular take on Shrew at the Magic this week, it will represent the culmination and confluence of several passions and pursuits for Melrose, Rogers, and their company, including the techniques and themes of commedia dell’arte, hip-hop, and, not least of all, a theater that reflects the diversity and particularity of its Bay Area environment.

Momentum for the current show began last season during a successful run of Macbeth at the Exit on Taylor.

"We were thinking of what our next Shakespeare was going to be," Melrose remembers. "David Sinaiko joined the cast when we extended, and I thought how Paige and David would make a great Kate and Petruchio. I [had also been] studying commedia dell’arte for a while, and in the summer I got a grant to go study with Antonio Fava in Italy, to kind of get it from the master. I love the influence of commedia dell’arte on Shakespeare’s work, [and] the most commedia dell’arte Shakespeare play is The Taming of the Shrew. The other thing is that my day job for the past eight years has been at the Marin Academy, [where] I’ve done lots of these big comedies — [A] Midsummer [Night’s Dream], Comedy of Errors, As You Like It. Because it’s at a school and I don’t have a lot of the limitations you have in the professional world, I’ve let my imagination run free. I’ve been a lot more bold there than I have in my professional world. Just free and easy."

That’s where he asked students versed in hip-hop dance (some of whom have since graduated) to perform during the transitions between scenes. "That worked so well that we kept doing shows with them, and it’s been really fun," Melrose said. "I also taught my students commedia. All those influences kind of fused and made for really live, fun, and no-holds-barred productions."

Rogers adds, "Those comedies had a feeling of real joy about them. I said, ‘Robby, what is going on here that you can be so free, take all these risks, and feel fine about it?’ He said, ‘Because they’re my students and they will love me no matter what I do and their parents are going to love the show no matter what.’ I said, ‘For God’s sake, let’s get some of that going at Cutting Ball!’"

If the roots of this production were in the inspiration of chemistry and coincidence, the Cutting Ball soon had to grapple with a play that comes especially freighted with political and theatrical conventions. Faced with the decidedly un-p.c. "taming" plot in which the smart and willful Kate finally submits to Petruchio’s abrasive wooing stratagem, modern productions have tended to try to subvert (often by making simply ironic) the play’s patriarchal thrust. This works against the text, as Melrose points out. His solution is to emphasize the prologue or induction scene at the outset (often cut from other productions) in which the drunkard Christopher Sly (played by Sinaiko) is made to believe he is a wealthy aristo by a mischievous lord (played by Rogers). By emphasizing this framework, which serves to make the taming plot a play within the play, and by doubling up Sinaiko and Rogers in parts that place them in alternating positions of dominance and deception, the production cleverly opens up the comedy’s themes of role playing and the social construction of self.

Finally, by rooting it all in a contemporary San Francisco milieu that includes a porn-industry wrap party, a transvestite bar in the Mission, and the Folsom Street Fair, this Shrew celebrates the fluid nature of identity in Bay Area drag, where everybody knows all the world’s a stage.*

Turning the tides

On June 19 the Board of Supervisors cast its final ayes in favor of San Francisco’s new plan for public power, Community Choice Aggregation, which allows the city to own or purchase as much as 51 percent of the electricity for its residents and businesses from renewable sources. The plan’s goal is to meet or beat the rates of the city’s current provider, Pacific Gas and Electric Co., which draws 13 percent of its power from renewable sources. CCA has become the popular choice for public power fans, who have long pushed the city to get a divorce from PG&E’s monopoly.

But across town the same day, it looked as if Mayor Gavin Newsom was renewing nuptial vows with the $12 billion utility. In front of the charming backdrop of the Golden Gate Bridge, Newsom announced a partnership between the city and PG&E to look into tidal power. He promised "the most comprehensive study yet undertaken to assess the possibilities for harnessing the tides in San Francisco Bay."

PG&E committed as much as $1.5 million, which will bolster $146,000 from the city and a $200,000 grant from the Sidney E. Frank Foundation.

The news conference had public-power advocates wondering about Newsom’s real commitment to renewable, locally owned power. "I’ve asked all the members of the Board of Supervisors," Sup. Ross Mirkarimi told the Guardian. "That press conference — nobody knew it was taking place." He said a mayoral aide later apologized that his office hadn’t been informed, but he added, "I don’t think it was a mistake that it occurred on the same day as the vote for CCA."

The Mayor’s Office said the scheduling was purely coincidental and had been on the books for at least three weeks, but it did not issue a news release about the news conference, and no media advisory was sent to us.

Parties involved in the deal say it will bring more money to researching a shaky, untested technology — even if it means that the power any project generates could be controlled by PG&E. "We’re always going to have that issue of ownership later, and I’d rather get the research data into the public domain," said Jared Blumenfeld, director of the city’s Department of the Environment (SFE).

Blumenfeld insisted that the deal would give the public direct oversight of all research, including work done by the private utility. The memorandum of understanding between San Francisco, PG&E, and Golden Gate Energy, which holds the permit license for tidal energy in the bay, makes it clear that all information will be shared by all parties and open to public scrutiny.

Newsom made a similar announcement in September 2006, when he called for the creation of a Tidal Power Advisory Group and allocated $150,000 for a feasibility study through the San Francisco Public Utilities Commission and the SFE. But that program hasn’t gone far — and the little that has happened is secret.

A review of the agendas and minutes of SFPUC and SFE commission meetings shows only scant and passing mention of tidal power. The Tidal Power Advisory Group eventually came to fruition as one of five subcommittees of the Clean Tech Advisory Council, a 16-member board of local "green" business executives, entrepreneurs, and environmental experts that was formed at the call of the mayor in November 2005. Chaired by William K. Reilly, an Environmental Protection Agency administrator under George H.W. Bush, the council neither announces meetings or agendas nor makes public its minutes.

A special subcommittee devoted to tidal and wave energy has worked closely with the SFPUC to advance a feasibility study. The contract for that study went without bid to URS Corp. and will continue in conjunction with the new PG&E partnership.

URS, an international engineering, design, and construction firm based in San Francisco and formerly run by Sen. Dianne Feinstein’s husband, Richard Blum, has a long history with the city. The tidal power study was not subject to competitive bids and was awarded to URS because the company had undertaken significant computer models of the entire Bay Area for a past proposal to fill in part of the waterway to extend runways at San Francisco International Airport, Blumenfeld said. That plan was shot down, but the environmental impact report it spawned contains information relevant to studying tidal power.

Additionally, URS has an as-needed work agreement with San Francisco, Blumenfeld said, "and everything moves glacially" in regard to contracting with the city.

The kind of tidal power being considered — called "in-stream" and analogous to a wind farm of water-pushed turbines — is such a new technology that there is only one deployment in the world that’s generating more than one megawatt of energy. One megawatt is enough to power about 1,000 average homes. The Electric Power Research Institute released a study in 2006 concluding that the Golden Gate has the potential to generate 237 megawatts but suggesting that only 15 percent of that — about 35 megawatts — would be available without negative environmental impact.

"I think that number’s made up, personally," said Mike Hoover, a partner at Golden Gate Energy. "We know the energy that’s coming in and out of the bay is more than that."

URS, which has conducted no other tidal power studies in the United States, may support those findings, but the outlook at this point doesn’t bode well. "It appears EPRI used optimistic assumptions on water velocities," the SFPUC’s Power Enterprise director, Barbara Hale, wrote to officials in the Mayor’s Office and at the SFPUC and the SFE. "Our feasibility study estimates around 10 MW extractable power, peak, and five MW on average with a commercial plant." Additionally, Hale wrote, the cost per kilowatt-hour could be closer to 20 cents than the 5.5 cents the EPRI predicted.

Hale told us it’s difficult to say how much power would make dropping a pilot project into the bay feasible, and the best-case scenario has a pilot project four or five years away. An actual grid connection of any significance would be several years in the future.

Then there’s the huge issue of who would own the power. San Francisco Bay is considered a public trust — and under any reasonable policy scenario, the power generated by its tides should belong to the public.

After hearing about the mayor’s handshake with PG&E, Mirkarimi introduced legislation at the June 19 board meeting that would require any power harnessed in the bay to be publicly owned. He said tidal technology is still at an "embryonic stage," but the memorandum of understanding "that was unilaterally devised by the mayor and the PUC at the exclusion of the Board of Supervisors demonstrates an early intention to give the new technology to the profiteers, and that alarms me."*

Green City: Tapping the tides

GREEN CITY Turning the tides that flow through the Golden Gate into a source of clean, renewable energy was contemplated long before Mayor Gavin Newsom partnered up with Pacific Gas and Electric Co. to announce the latest study (see "Turning the Tides," page 11), even before Matt Gonzalez proposed the idea in his 2003 race against Newsom. Tidal power is an old concept now getting a new push, thanks to the climate change threat and the unique dynamics of San Francisco.

An independent study by the nonprofit Electric Power Research Institute was conducted last year to assess the feasibility of tidal energy in North America and concluded that the Golden Gate is "the second largest tidal in stream energy resource" on the continent. A combination of the Golden Gate’s powerful currents and its proximity to existing power infrastructure makes San Francisco the most promising site for a tidal energy pilot project in the lower 48 states.

However, the EPRI’s analysis revealed the Golden Gate’s tidal power potential to be far less than the 1,000 megawatts first mentioned by Gonzalez, which would have more than covered the city’s annual energy needs. The EPRI estimates that the 440 billion gallons of water in the Golden Gate’s tidal stream hold a total of 237 megawatts of energy. The study also suggests that a tidal program in San Francisco could only safely extract 35 megawatts of that available energy without negatively affecting the surrounding environment.

At 35 megawatts, tidal power would meet roughly 4 percent of the city’s energy demands. Internal San Francisco Public Utilities Commission documents obtained by the Guardian revealed that SFPUC officials lack confidence in those numbers and place the estimate at only 1 percent of the city’s energy needs.

Regardless of the potential output, the major challenge is still establishing the proper technology to safely harness the power of the tides.

Tidal power, much like hydropower, harnesses the energy of water currents to create electricity. In the case of tidal power, the force of the ocean currents generated by the rise and fall of the tides spins turbines placed underwater.

La Rance Tidal Power Plant in France, operating since 1966, is the oldest such system in the world. It generates 240 megawatts of power a day, which is enough to cover 90 percent of Brittany’s demand. At 3.7 cents per kilowatt hour, the electricity generated by La Rance is among the most affordable in France, which relies heavily on nuclear power.

However, La Rance — like Canada’s Annapolis Royal Generating Station, built in 1984 — is essentially a hydroelectric dam that spans a river, capturing and releasing the tides, so it’s not a viable design for San Francisco. A tidal power project at the Golden Gate would have to be largely submerged to leave vital shipping lanes unobstructed. So far, there is no existing tidal power program similar to the one being proposed for San Francisco. There are many tidal technology projects under development around the world that use partial and completely submerged systems that could be compatible with the Golden Gate. None has a model that’s seen commercial use, except Verdant Power, which has a single test turbine submersed in New York City’s East River that powers a nearby parking garage and supermarket.

The EPRI study evaluated eight possible turbine designs for San Francisco. Among these designs, the maximum output per turbine is two megawatts. The installation and maintenance of a project using several of these turbines would not only be inherently expensive but also require the heavy lifting of barges, cranes, drills, and derricks as well as ongoing activity that likely would affect what went on above and below the surface of the sea.

Many of these turbine designs involve spinning blades, which can threaten marine life. The tides are also essential for transportation and the distribution of silt. A pilot project would address these challenges, perhaps demonstrating whether the planet’s natural flows can offer another key to slowing its warming trend.*

Jailhouse justice

San Francisco’s popular Mike Hennessey — the longest-serving sheriff in the state after winning seven elections — likely won’t be facing a major challenger during his reelection bid this year. But a group of his deputies are being targeted for allegedly employing abusive tactics.

Six former jail inmates are charging in a civil lawsuit that they were beaten severely, left without medical attention, and forced to remain in administrative segregation for days, weeks, and even months. They originally filed suit in 2005, alleging that while in pretrial custody at various jail facilities in the city, including the Hall of Justice on Bryant Street, they were punched, kicked, or slammed by deputies from the Sheriff’s Department, which oversees the jails.

A judge, after dismissing an attempt by the deputies to have the suits tossed, ruled in December that at least four of the former inmates could take their allegations of excessive force to a jury trial. Some of the plaintiffs claim they were denied proper medical treatment for the resulting injuries, while others say they’ve endured chronic pain or injuries since the alleged attacks took place.

"The only reason these cases have come to light is because two of the inmates ended up in San Francisco General Hospital," Scot Candell, an attorney for the inmates, told the Guardian. "They were knocked unconscious."

Candell has been a criminal defense attorney in the city for 10 years, working most recently out of an aging Victorian with mismatched carpets on Webster Street. He’d never handled a civil suit before but said he took the cases, along with cocounsel Mark Marin, an attorney based in Sacramento, because the allegations represented a disturbing pattern of inmate mistreatment by the accused deputies.

He was aware of such complaints made by inmates in the past but says they were often unfounded or he chose not to take them seriously. Candell says he still believes most of the department’s deputies handle inmates appropriately. But he argues that these cases went too far and the inmates had no legitimate venue for complaining about them afterward.

"In general with people in custody, there are a lot of problems representing them both criminally and civilly," Candell told us. "They don’t have a lot of credibility. But when I saw Mr. Henderson, there was no denying that there was a problem. You don’t just get a broken back from falling out of your bed."

Earnest Henderson claims that in December 2003, following a verbal dispute with deputies involving an extension cord, three of them trapped him in a utility room, slammed him to the ground, and punched him repeatedly in the head until he slipped in and out of consciousness and was left naked in a padded cell.

He later fell to the floor twice in his cell because of a pain in his back, jail medical records show, and finally had to be transported to San Francisco General Hospital after the second fall knocked him out. There, doctors discovered a broken lower vertebra, which attorneys for the city later characterized as "minor." The city attorneys insist Henderson was inciting inmates by yelling and kicking his cell door and the deputies were merely working to contain him using only constitutionally permitted "nonlethal force."

Inmates in county custody have basically one avenue outside civil litigation for pursuing grievances against deputies alleged to have used excessive force. But the inmates complain that the Internal Affairs Division of the Sheriff’s Department didn’t thoroughly investigate their grievances, while the deputies continued working in the jail.

Voters created the Office of Citizen Complaints in 1983 to serve as an independent watchdog over the San Francisco Police Department and a place where civilians can go to protest law-enforcement misconduct. But no such equivalent exists for the Sheriff’s Department, which, in addition to managing jails, also provides security for City Hall and San Francisco’s criminal and civil courts.

Candell argues that something similar should be created for the Sheriff’s Department. Even though allegations of institutional shortcomings (such as flawed training and oversight) have been removed from the case, Candell hopes a large monetary award paid by the city’s taxpayers would prompt local lawmakers to demand greater oversight.

The suit originally charged the city and Hennessey with medical negligence and wider-ranging inmate abuse resulting from a lack of proper training for deputies. But those allegations were dismissed by Judge Vaughn Walker, who held in part that the city and Hennessey were not deliberately indifferent toward inmate grievances.

"We already know there are a bunch of allegations in this case that did not rise to a legal standing," Hennessey told the Guardian. "I believe that’s how the case will resolve itself ultimately as well."

Nonetheless, allegations by four of the six original plaintiffs, all targeting a deputy named Miguel Prado, appear likely to go to trial after brief settlement negotiations between the City Attorney’s Office and Candell deteriorated. Two other deputies, Glenn Young and Larry Napata, are also defendants in excessive-force claims made by Henderson.

Mack Woodfox alleges that in October 2005, he had an argument with Prado over a breakfast tray he was trying to give to another inmate. The two exchanged words, and Woodfox alleges the deputy removed him from the cell, took him down the hall to a different area, and punched his head and banged it into the floor.

Two days later Woodfox lost consciousness and was taken to the hospital, where doctors found he had a broken nose and broken blood vessels in his eye. Candell said the District Attorney’s Office is investigating the alleged attack on Woodfox and could bring assault charges against Prado, but a representative in the office contacted by the Guardian would neither confirm nor deny that such an investigation was taking place.

Several inmates filed declarations stating they had either seen or heard Prado attack other inmates, and two claimed Prado and other deputies beat them last year. One testified he was told by Prado to clean the cell in which Henderson’s alleged attack occurred. "There were pools of blood on the floor and a smeared bloody handprint on the wall," the inmate stated.

Michael Perez claims that in July 2004, Prado punched and kicked him after they argued over whether Perez could stay behind in a gym at the end of an exercise period to look for a screw missing from his eyeglasses. Arturo Pleitez alleges that in November 2004, Prado punched him several times, stripped off his clothes, and dunked his head in a toilet. In both instances, the city argues that the inmates assaulted Prado first, and Perez was even charged with battery and resisting arrest, but those allegations were eventually dismissed.

Messages left for deputies Napata, Young, and Prado seeking comment were not returned.

Hennessey told the Guardian that force is sometimes needed to subdue defiant inmates who threaten or attack other inmates and deputies. He told the court in a declaration that "rare" instances of excessive force do occur at the jails, and when they happen, he doesn’t hesitate to discipline or fire the deputies involved if necessary.

"It’s a difficult environment to work in…. Two-thirds or more of the people in that jail have been to state prison before," Hennessey said, referring to San Francisco’s Bryant Street jail. "Most of them are going to state prison when their time in San Francisco is done. It’s a very tense environment with very sophisticated prisoners, and the deputies have to be very sophisticated as well."

Hennessey has a reputation as a progressive who shows more compassion toward inmates than most sheriffs, but he arguably can’t oversee all of the 850 sworn employees under his supervision. Hennessey told the Guardian that he’d directed investigations into complaints about Prado’s conduct in the past, but he insisted they had not resulted in discipline, and he remains confident of all three deputies.

"Mike Hennessey is probably as good a sheriff as you’re ever going to get," said Dan Macallair, a criminal-justice expert at San Francisco State University who specializes in corrections policy. "But Mike Hennessey is one person. The Sheriff’s Department is a big bureaucracy. Law-enforcement bureaucracies tend to be very closed, and there’s a code of silence…. They don’t do well at policing themselves."

In response to the allegations, the City Attorney’s Office was sure to remind Judge Walker exactly what the court was dealing with: hardened criminals. Perez, a purported member of the Norteños gang, is now in San Quentin doing 25 years to life for murder. Henderson was awaiting trial on charges of attempted murder and eventually pled guilty to robbery.

But not everyone in jail is prison bound. All of Candell’s clients were in pretrial custody at the time of their alleged abuses and simply too poor to afford bail before they had their day in court. Woodfox was eventually released after attempted murder and carjacking charges against him were dismissed.

"The bad guards are the ones that control the culture within the institution typically," Macallair told us, noting that he supports the establishment of outside oversight bodies. "The good people don’t speak up…. There’s always going to be problems in correctional institutions. It’s just their nature. But you can at least help promote a humane, better-managed environment when there’s accountability and monitoring."<\!s>

GREEN CITY Doing the right thing often costs a little more. Organic food, solar panels, and compact fluorescent lightbulbs are all pricier than conventional options. But Café Gratitude is now adding legal fees to the cost of going green for terminating a linen service contract in order to use unbleached cotton napkins in its four restaurants.

It’s hard to imagine how a restaurant could be any more humane, sustainable, and environmentally conscious. Café Gratitude’s raison d’être is encouraging deeper human relationships with one another and the world while serving strictly raw, vegan food. Wheatgrass grows on its counters, and if it’s not organic, it’s not on the menu.

Terces and Matthew Engelhart opened the first restaurant in the Mission District in 2004 and have since spread to the Sunset, Berkeley, and San Rafael, with a Los Angeles location on the way. Each spot has compact fluorescent lightbulbs, toilets that flush with a low-flow gush, high-output hand dryers, and cornstarch to-go containers.

In order to eliminate plastic from their entire supply chain, the Engelharts have leaned on their bulk-food carriers to use fusti containers (large, stainless-steel casks provided by the café) instead of those ubiquitous, unrecyclable five-gallon buckets when shipping their raw goods. A recent raw food recipe book by Terces was printed on 100 percent recycled paper at her insistence. The cafés frequently host fundraisers for local nonprofits. Of course they compost, recycle, and buy local. The delivery van putters along on biodiesel.

Yet in the process of seeking to further green their business, the issue of bleached napkins came up. The Engelharts have always used cloth napkins rather than paper. Once washing napkins themselves became infeasible for their growing business, they contracted for clean cotton napkins from Mission Linen Supply. From the start, they asked the company for an unbleached alternative, but none was available.

Anyone with a bottle of Clorox can read the warning label cautioning against allowing its contents anywhere near your skin, mouth, or eyes. The use of chlorine bleach in laundry produces chloroform, a human carcinogen, and additional industrial uses create another 177 organochlorine byproducts, including dioxin, the stuff found in pesticides like DDT and Agent Orange. No level of exposure to dioxin is considered safe, but it has pervaded the environment so deeply that it typically turns up in breast milk and semen, drinking water, and the fatty tissue of the fish we eat. Dioxin can lead to hormone imbalances, reproductive disorders, kidney and liver diseases, and cancer of all kinds.

So the Engelharts decided to switch from Mission Linen to another nationally known company, Aramark, which offers unbleached cotton cloth rags, often used in the auto industry. The rags, which are a creamy beige color and look like they could have come off a shelf at Crate and Barrel, would have a first run at Café Gratitude, then be recycled for their next job, wiping oil dipsticks. "We thought this was a great green solution," Terces said.

But now Café Gratitude is being sued for $25,000 by Mission Linen for breach of contract.

Before terminating their contract with Mission Linen, the Engelharts continued to press the company for a green solution, but no dice. They decided to keep the bleached supply coming to the Harrison Street location, but as new cafés opened, they’d use Aramark’s unbleached alternative, which is the same price.

After repeatedly requesting a greener laundry service from Mission Linen, they reviewed their contract and determined it could be terminated if Mission Linen couldn’t provide a product or service of the quality found at a similar laundry in the area. Mission Linen did not return calls for comment, but according to the Engelharts’ lawyer, Fania Davis, the linen company interprets that language more narrowly and is suing for the estimated lost profit. The Engelharts offered a settlement, and the company turned them down, so the fight continues, but the Engelharts still think it’s unfair.

"We were more committed to green than to continuing to bleach in ever-increasing numbers," Terces said.

Matthew added that the point isn’t to cast Mission Linen in a bad light but to bring attention to an important need in the restaurant community for more environmentally friendly laundry options.

"We’re not doing this for us," Matthew said. "It’s for everyone, our children and grandchildren." *

Downtown’s sneaky parking plan

OPINION Two years ago this week, the mayors of many of the world’s largest cities gathered in San Francisco for World Environment Day and pledged to make their cities more livable and sustainable places.

San Francisco justly prides itself on being an environment-minded city made of diverse and livable neighborhoods. Thanks in large part to the city’s historic neighborhoods, designed around walking and public transit, San Franciscans generate fewer greenhouse gas emissions per capita than residents of any city in the country except New York.

Unfortunately, one of the most environmentally unfriendly measures to come along in a decade may be headed to the ballot. A shadowy coalition of downtown interests is gathering signatures for a measure, the brainchild of Republican financier Don Fisher, that would impose a one-size-fits-all parking "solution" on San Francisco’s distinct neighborhoods while removing protections for pedestrians, cyclists, and public transit from the city’s Planning Code.

This measure, blandly titled the Parking for Neighborhoods Initiative, threatens to reverse decades of progress toward a sustainable and livable San Francisco.

If this measure becomes law, it will negate the ability of neighborhoods to plan their own future, to provide affordable housing options, and to make their streets safe and livable. It will, in a stroke, overturn many years’ worth of neighborhood-based planning efforts, from downtown and South of Market through Hayes Valley and the Mission to Balboa Park.

Reduced-parking requirements, limitations on creating new parking spaces, have become a useful tool for decreasing traffic congestion, encouraging walking, cycling, and public transit use, and making housing more affordable in the city’s most dense and transit-rich neighborhoods. The city’s Downtown Plan, adopted in the 1980s, encouraged the area to grow as a diverse commercial, industrial, and residential district, oriented to transit rather than the automobile.

Many neighborhoods may not choose reduced-parking requirements, but where they fit, residents have embraced them as a way to preserve their neighborhoods’ livability, character, and affordability. Nearly a third of San Francisco households live without a car. A UC Berkeley study showed that units without parking spaces are affordable to twice as many households as units with them.

The measure would also prohibit programs to make San Francisco’s mean streets safer places for all of us, particularly children, elders, and the disabled. It arrogantly asserts the right of developers to cut new driveways and garage entrances wherever they want, regardless of the number of pedestrians, cyclists, and Muni riders who would be inconvenienced or even endangered.

Proponents of the measure are trying to give it a green gloss, invoking provisions about car sharing and low-emission vehicles. Don’t be fooled — this ill-conceived measure will make our city less sustainable, less livable, less affordable, and less safe. Don’t sign the petition! *

Entertainment commissioner Audrey Joseph is, by her own assessment, a tough cookie. She successfully beat back a developer’s efforts to close her old SoMa nightclub. She attended her first Halloween in the Castro as a windup doll. And when skinheads targeted the famously gay Halloween event in the late 1980s, Joseph helped form the Gay Guards. But for all that, she is the first to admit that her latest gig — which involves helping Sup. Bevan Dufty and Mayor Gavin Newsom move Halloween festivities out of the Castro — won’t be easy.

"Sometimes I feel like a whipping post," Joseph told the Guardian the day after she gave the city’s first public presentation of the Dufty-Newsom plan to move the event into a parking lot behind AT&T Park — a lot that just happens to lie in the district of Newsom nemesis Sup. Chris Daly.

With Dufty stuck in traffic, though he did show up later, and Newsom nowhere in sight, Joseph was flying solo May 30 as she laid out their plan to an audience that was composed primarily of middle-aged Castro business and property owners. The city won’t close Market and Castro streets, and it won’t provide portable toilets or entertainment in the Castro, but it will police the area, and Castro merchants will be asked to voluntarily close early.

"We’d love to see the Castro dead," Joseph said as she laid out plans to lure Halloween revelers into the stadium parking lot by holding a concert featuring an as-yet-unnamed mainstream entertainer.

Some Castro residents expressed ambivalence about killing off what one attendee said amounts to "a sacred holiday" for the gay community, others pointed out that it would take a major hip-hop artist to lure the bridge-and-tunnel crowd to a concert that will cost $10 to $25 a pop, and bar owner Greg Bronstein questioned the sanity of closing early on what is the busiest business night of the year. Deputy police chief David Shinn pointed out that unlike New York’s 30,000-strong police force, which can encircle the Big Apple’s Halloween parade, the San Francisco Police Department’s 2,400 officers cannot ring the Castro.

"We’ve heard everyone’s cries about wanting Halloween out of the Castro," Joseph told the crowd. But her headache stemmed from the fact that her audience represented a small but highly vocal fraction of the 49,839 registered voters in Dufty’s district — and similarly small but vocal groups exist in Daly’s district too. Rincon Tenants Association president David Osgood decries the proposed plan as "the worst case of NIMBYism."

"This is an obvious effort by one neighborhood to get rid of their own event," Osgood told the Guardian. "But people are going to go to the Castro anyway. Halloween in the Castro has a flamboyance you don’t get anywhere else. Moving Halloween to the Embarcadero is like trying to move Mardi Gras out of New Orleans to Omaha. It’s just not going to work. It needs to be planned where it is."

But Joseph has high hopes for AT&T Park as a Halloween site, even though she has had a hard time finding event promoters. "The site is bigger, there’s less residential impact, it’s right on a Muni line, and we won’t have to stop traffic on the Embarcadero during rush hour when we’re setting up," she said.

Defending the lack of community meetings about Halloween in the past six months (something Newsom and Dufty had promised), Joseph said, "The city had to debrief from last year’s event, make a plan, and get Supervisors Dufty and Chris Daly to sign off on it, since both districts are involved, then meet with the mayor, the port, and a string of musical promoters."

As for concerns that people will just show up in the Castro or drift there once the city pulls the plug on the stadium parking lot concert at 10 p.m., Joseph said, "I’m open to suggestions. I’m trying to create a safe and fun environment where people say, ‘Wow, this is a great party!’ instead of coming to the Castro, looking terrified, and holding on to each other — for the thrill of what? Being stabbed or shot?" *

GREEN CITY Eight San Francisco cabbies fed up with their money-devouring gas guzzlers have founded a taxi company that is friendly to the environment and to workers.

Green Cab hit the streets April 25, flaunting its ideology with bright paint jobs. The driver-owned cooperative has about 14 drivers and three hybrid vehicles, and it plans to purchase two more cars next month.

"We’re the only cab company in San Francisco where every driver is going to have an opportunity to participate in the decision-making process," cofounder Mark Gruberg, a taxi driver of 20 years, said. "We’re driver owned and driver operated."

The business is blazing a trail that others may soon follow if Mayor Gavin Newsom realizes the goal he announced last October of having all SF taxis be clean and green by 2011. On June 12 the San Francisco Taxicab Commission will discuss ways of meeting this goal of, in a sense, transitioning the city’s cabs from yellow to green — or at least greenish. Of the 1,351 taxis in 34 fleets that operate in the city, there are 140 Crown Victorias that run on compressed natural gas (CNG), which is made mostly from the greenhouse gas methane, and 40 hybrids, most of which are Ford SUVs. By October of this year, another 25 alternative-fuel or hybrid taxis are expected to be on the streets.

Heidi Machen, executive director of the Taxicab Commission, told us that taxis are required to be replaced after they’ve clocked 350,000 miles. On April 24 the commission decided to hold off on a policy that, she said, "would have restricted any replacement vehicles to be hybrid or alternative-fuel vehicles."

A key reason the policy was not approved, Machen said, was concern that the replacement alternative-fuel vehicles would be mostly those that run on CNG, which burns more cleanly than gasoline but still produces greenhouse gases and gives vehicles worse fuel efficiency than hybrids have. "[CNG] is an improvement, but only an improvement over something terrible to start with," Gruberg said.

Hybrids, unlike purely gas-powered vehicles, have engines that switch to electric power when the cars are stationary due to, for instance, traffic jams or stoplights. According to Gruberg, hybrids get about 40 miles to the gallon for city driving — a drastic improvement over the 12 mpg of standard Crown Victorias. Hybrids emit 13 pounds of carbon dioxide into the atmosphere for every 30 miles they drive, compared with the 40 pounds that Crown Victorias produce.

So, besides hybrids, what’s the next efficient upgrade to the Green Cab fleet: Hydrogen? Electric? Biodiesel? "We’re open to anything that’s going to have beneficial effects to the environment," Gruberg said, adding that the company’s always looking for more ideas — and envirofriendly car donations.

Joe Mirabile, another Green Cab cofounder, emphasized the urgency of the company’s role in fighting or at least lessening the adverse effects of global warming.

"We have to move fast," Mirabile said. "Hybrids aren’t going to do everything, but they’re one small piece of the puzzle."

At its next meeting the Taxicab Commission will discuss possible monetary incentives, such as a higher gate fee, to make it easier for cab companies to purchase green vehicles. Newsom press secretary Nathan Ballard also told us that grant money is the key to putting more Priuses on the street.

"The Mayor has made a commitment to seek additional grant funding at the federal, state and regional levels to help taxi companies finance the more expensive vehicles," Ballard wrote in response to Guardian questions.

But even if Newsom can’t get those grants or otherwise fails to meet his goal, at least San Franciscans have Green Cab, which Gruberg said has been getting 50 to 60 customers per day and lots of goodwill from passersby. "People will wave and honk in the street," Gruberg said. "They’ll come up to the window and say, ‘How can I support you?’ A lot of drivers are asking if they can work for the company. Why wouldn’t they? Instead of paying $40 to $50 a day for gas, they can be paying $10 to $15." Machen likewise expressed her enthusiasm for the growing fleet.

"[Green Cab] is a business model," she said. "They show the direction the industry is going and the direction San Francisco is going." *

Green libertarians

TECHSPLOITATION It sounds crazy, but it just might work: green libertarianism could become the new reformist movement in politics and cultural life.

In the 1980s, suggesting that green culture could be combined with libertarianism would have been worse than foolish. Those were the days when libertarians protested having to get their cars smog-checked because it represented government control of their personal property. But now that even staunch Republicans like Governor Arnold Schwarzenegger are promoting ecofriendly policies and business leaders like Silicon Valley venture capitalist Vinod Khosla are hanging out at the Sierra Club, it seems that the times, they are a-changin’.

Over the past decade, experts have slowly and quietly been publishing studies on how to bring green sensibilities into line with the free-market agenda of libertarians. Natural Capitalism, published in 2000, was one of the first books to advance this idea. Last year two Yale environmental researchers, Daniel Esty and Andrew Winston, published Green to Gold, which explores ways that companies like Wal-Mart are attempting to bring sustainability into their business models. Though Esty and Winston conclude that there are no companies currently doing enough to be truly green, they acknowledge that some are on the right track.

They also explain quite succinctly why free-market leaders have joined what they call the Green Wave. No, it’s not out of the goodness of their hearts. "Behind the Green Wave are two interlocking sources of pressure," they write. "First the limits of the natural world could constrain business operations, realign markets, and perhaps even threaten the planet’s well-being. Second, companies face a growing spectrum of stakeholders who are concerned about the environment."

A lot of Green Wave entrepreneurs are probably disingenuous. One imagines they’re like the antihero of underrated movie I Heart Huckabees, a slimy corporate type who feigns interest in green development to sucker a community into signing over its land to condo and mall developers. But I believe some real-life Green Wavers are genuinely fascinated by strange new ideas that could encourage economic growth and sustainable development. These are people who are talking about carbon credits, emissions trading, and various financial incentives for entrepreneurs who limit their environmental impact, recycle, use alternative energy sources, or encourage their employees to carpool.

The question is why would anybody want to marry green and libertarian values? It sounds like a way of letting business do an end run around international bodies and governments, groups that have traditionally set limits on industry. There’s no doubt that states should have a role in setting policies for local corporations, but those corporations need rewards for their good behavior too. That’s where capitalism comes in. Combining libertarianism with green values might be a pragmatic way to convince some of the worst polluters to cut back by essentially bribing them with cash. The state can step in to punish bad actors who refuse to try for the carrot.

On a less cynical note, one might say that libertarians and greens go together because both are focused on maintaining economic development in the long term. They aren’t looking at next quarter: they’re looking at next century. A green libertarian has realized that the freedom of future markets depends on maintaining a healthy environment.

If green libertarianism prevails, I’m guessing the future will look nothing like ecotopia and nothing like capitalist Utopia either. Business will behave more like government, limiting its growth for the sake of sustainability. And ecology as we know it will probably be a lot more engineered and synthetic than ever before because communities will carefully plan their ecosystems to remain healthy and whole alongside cities and corporations. We will reach a stage in our technological development when we have to manage our natural environments as well as our economic ones. Perhaps one day the capitalism that results from green libertarianism will know itself to be only one piece of a healthy social ecology. That’s the kind of capitalism that even a grumpy old Marxist like myself can get behind. *

Patrick Moore’s presentation isn’t as slick as Al Gore’s. The slides he shows lack a certain visual panache and don’t compare to the ones in An Inconvenient Truth. Moore himself seems a little frumpy, particularly as he peers out across the audience recently gathered in the Warnors Theatre in Fresno.

But attendees paid $20 to hear the former Greenpeace leader extol the benefits of nuclear energy as a clean, safe, reliable, economic, and — perhaps most important to the current political and media focus on global warming — emissions-free source of power.

It’s hard to imagine Moore at the helm of an inflatable boat steering into the line of a whaling ship’s fire, but that iconic Greenpeace image is exactly what he wants you to associate with him. The Vancouver, British Columbia, native is quick to tell you he’s a former leader of one of the most effective international activist organizations ever. But he said he’s older now and wants to be for things instead of against them.

What’s Moore for? Warding off the warming of the world. What does he think will do it? More nuclear power plants.

If there’s any great and unifying issue thrumming through the national psyche, defying political party lines and flooding the media filters these days, it’s global warming. While leaders argue left and right about nearly every issue that comes before them, there is at least consensus that something must be done about climate change.

Gov. Arnold Schwarzenegger jumped on that bandwagon last September when he signed into law Assembly Bill 32, mandating a 25 percent reduction in carbon emissions by 2020.

Thirty-one states recently agreed to join a voluntary greenhouse gas emissions registry similar to California’s, 10 northeastern states are creating a cap-and-trade market, and already half the country has laws requiring that a certain percentage of local power portfolios come from renewable energy.

The alternative-energy troops who’ve long been waiting in the trenches have stepped up to fight, armed with the tools they’ve been honing for years: solar panels, wind turbines, tidal power, and biofuels. They say new options and innovations abound for weaning the country off its fossil fuel habit.

But there are already critics who say those approaches aren’t going to be enough — and that we need to go nuclear against this planetary threat. And now they have some unlikely new allies.

Maybe you’ve seen the headlines touting the new nuclear push, running in the New York Times, the Washington Post, the Los Angeles Times, and all the daily syndicates. They all claim the same questionable facts: Nuclear power is clean and emissions free. It’s safe, reliable, and cost-effective. It isn’t contributing to global warming — and these days even the environmentalists like it.

James Lovelock, the renowned Gaia theorist, thinks nuclear energy will be essential to power the developing world. On a Sept. 13, 2006, airing of KQED’s Forum, he told host Michael Krasny, "I would welcome high-level nuclear waste in my backyard."

During the hour-long program he said the dangers of radiation were exaggerated; there wasn’t that much waste generated; and in order to mitigate the increasing effects of climate change, we should "look at nuclear as a kind of medicine we have to take."

Stewart Brand, creator of the Whole Earth Catalog, thinks nothing is more doomsday than global warming and told the Guardian he advised Pacific Gas and Electric Co. to start touting nuclear power as a solution.

"The nuclear industry needs a new green generation," he told us. "My fellow environmentalists ought to be grateful to the nuclear industry for supplying 20 percent of our electricity."

And then there’s Moore, the 15-year Greenpeace veteran who once put his body in the way of a seal hunter’s club and wrote in an April 16, 2006, Washington Post op-ed, "My views have changed and the rest of the environmental movement needs to update its views, too, because nuclear energy may just be the energy source that can save our planet from another possible disaster: catastrophic climate change.

"Nuclear energy is the only large-scale, cost-effective energy source that can reduce these emissions while continuing to satisfy a growing demand for power. And these days it can do so safely."

The bio for the Post piece identifies Moore as cochair of "a new industry-funded initiative, the Clean and Safe Energy Coalition, which supports the use of nuclear energy."

It’s one of the few articles that make such a disclosure, although more probably should. A survey by Diane Farsetta, a senior researcher at the Center for Media and Democracy, came across 302 recent articles mentioning Moore and nuclear power as a possible option for mitigating the effects of global warming.

Only 37 — a mere 12 percent — said he’s being paid to support nuclear power by the Nuclear Energy Institute (NEI), a national organization of pro-nuke industries that’s hired Moore to front its nuclear renaissance.

Only the Columbia Journalism Review has drawn the further connection that Hill and Knowlton has been paid $8 million to help the NEI spread the word that the nukies have the silver bullet for solving global warming.

Hill and Knowlton knows a little something about pushing dangerous products. The company created the tobacco industry’s decades-long disinformation campaign about the effects of smoking. Veterans of that campaign then helped ExxonMobil try to bury the truth about global warming.

Before laughing these folks out of the reactor room, consider this: Nancy Pelosi and Dianne Feinstein, who’ve been against nukes in the past, are now suggesting nuclear energy needs to be considered in light of global warming.

Al Gore and Hillary Clinton have also made similar recent murmurings. Of all the major 2008 presidential candidates, only Dennis Kucinich and John Edwards have offered up energy plans that don’t include more nukes.

Eight states are working on pro-nuclear legislation, and although a bill to lift the moratorium on new plants in California was shot down in the Assembly’s Committee on Natural Resources, its sponsor, Chuck DeVore (R-Irvine), told us he intends to introduce it again and again until it passes.

In the meantime a private group of Fresno investors has signed a letter of intent with a nuclear power company to put a 1,600-megawatt nuclear plant in the San Joaquin Valley. So far the only thing stopping the group is the state’s 30-year-old moratorium, which says no new nuclear power plants may be built in California until a permanent solution to the waste is established. The investors are already working on a November 2008 ballot measure to end the ban and allow new nuclear plants.

A new nuclear plant hasn’t been built in the United States since 1978, when concerns about safety, cost, and the long-term waste management challenge (nuclear rods will still be deadly hundreds of thousands of years from now) overwhelmed the industry.

But if there were ever an opportunity for a nuclear renaissance, the threat of climate change has created one. And the poster child is Moore, a relatively innocuous Greenpeace exile who’s traveling around the country with a B-movie version of Gore’s Oscar-winning documentary, speaking to communities and drumming up what he calls a grassroots coalition of mayors, business leaders, and community activists. He’s steadily convincing them we need more nuclear power by trading the classic doomsday scenario of a massive radioactive explosion for the creeping killer global warming.

"I’m aghast," Dr. Helen Caldicott, an Australian who helped found Physicians for Social Responsibility and is one of the most prominent international critics of the dangers of nuclear energy, told us.

Caldicott, who’s authored several books on the subject, most recently Nuclear Power Is Not the Answer (2006), said, "I’ve never seen a propaganda exercise which is so fallacious. Both the politicians and the media are buying it."

She and other nuclear watchdogs who’ve been patrolling the industry for more than 30 years say it’s anything but a safe, reliable, economic, and emissions-free silver bullet.

Let’s look at the facts.

SAFETY


When it comes to safety, Moore told us, "US nuclear power plant employees enjoy the so-called healthy worker effect: people employed at the plants have lower mortality rates from cancer, heart disease, or other causes and are likely to live longer than the general population."

To support this claim, he cited a 2004 Radiation Research Society study of 53,000 workers. After reviewing it, Caldicott said, "I’m very suspect. There’s nothing here about people who are living with cancer."

Caldicott admits there’s a void of data about the health of nuclear workers and people who live near plants. The Nuclear Regulatory Commission doesn’t mandate baseline studies of cancer rates in areas surrounding the sites of nuclear facilities.

But people living near Three Mile Island, the Pennsylvania plant that came within minutes of a catastrophic meltdown in 1979, demanded studies, which found evidence of increases in thyroid cancer in the region. And Caldicott, in her recent book, pointed out that there are a number of things the government doesn’t want to admit. "To this day there is no available information about which specific isotopes escaped nor the actual quantity of radiation that was released," she wrote, going on to detail how, for lack of sufficient data about the distance the radiation may have spread, scientists studied the rates in the livestock of nearby fields and found supporting evidence that the plume of poison spread as far as 150 miles away.

And of course, there’s Chernobyl, where a 1986 nuclear-plant disaster caused lasting health problems and contaminated a huge swath of what was then the Soviet Union.

The unavoidable fact is that the industry thus far has had two terrible, nightmarish accidents, one of which was catastrophic and the other very nearly so.

And every part of the nuclear-power cycle involves serious health risks.

"You want to get really sad?" asked Molly Johnson, a lifelong environmental justice activist and San Luis Obispo County resident. "Go to New Mexico, go to Arizona, see the families that are dying because of the uranium mining. Their water is irradiated from the uranium tailings that are still there…. Why would we continue that?"

These days intentional attacks are even more of a concern. But Moore isn’t sweating. He said he thinks a plane colliding with a power plant is unlikely, even though the 9/11 Commission Report found that al-Qaeda operatives at one point considered aiming for the Indian Point reactor in New York.

Even if a jet hit a plant, Moore insists, the plant would be strong enough to withstand a collision. "If you drove an airplane into that, it would just be one messed-up airplane you’d have to deal with," he said.

Not exactly, say the critics.

"He is just dead wrong about reactor security. Breathtakingly misinformed," said Dan Hirsch of Committee to Bridge the Gap, a public interest group that’s been studying nuclear power and proliferation issues for nearly four decades. "Virtually no reactor containment in the US was designed to withstand a hit by a jumbo jet. Significant parts of the plant essential to preventing a meltdown are outside containment anyway."

Hirsch is speaking of power lines, which transmit electricity from the plant and also carry electricity to it — power that’s used to keep dangerous components cool and safe. If that power were cut off for any length of time, a meltdown could occur in the pools where explosive spent fuel is kept.

These spent-fuel storage areas — essentially big swimming pools where radioactive waste is kept underwater until a long-term storage facility is built — rely on a steady pumping of water to cool the superheated waste. All you’d have to do is stop that water pump, and there’d be a meltdown. And the storage areas don’t necessarily have the same fortified structures as the reactors.

Hirsch said, "A successful attack on a nuclear plant or, even worse, a spent-fuel pool would be the worst terrorist event to ever occur on earth by far, capable of killing over 100,000 people immediately and hundreds of thousands of latent cancers thereafter, contaminating an area the size of Pennsylvania for generations."

There’s no immediate solution in sight for long-term storage, so these pools of deadly waste will likely remain on reactor sites for many years.

San Luis Obispo County’s Mothers for Peace recently sued the NRC over the newly established laws regarding protection against terrorist attacks, which only require plants to be able to ward off five potential external terrorists on the ground. It took 19 people to pull off the Sept. 11 attacks. The 9th Circuit Court of Appeals in San Francisco ruled that power plant operators must also consider the possibility of an air attack when designing spent-fuel storage tanks.

Mothers for Peace is fond of noting that existing security measures aren’t what you’d call foolproof. During a recent earthquake, 56 of 131 sirens in the San Luis Obispo area — designed to alert residents of a possible accident at the plant — didn’t go off because the power was out and they aren’t backed up by generators or batteries.

When Mothers for Peace and the Alliance for Nuclear Responsibility brought the failure to the attention of the NRC, the agency said that nothing is perfect and that the sirens over the course of 1,000 hours worked 99 percent of the time.

"Except the five hours you’d actually want them to work," David Weisman of the Alliance for Nuclear Responsibility said.

Nuclear power is either a creeping killer or a sitting bomb. Wind farms and solar-panel arrays are not leaching poisons into the environment. They’re not direct targets for terrorist attacks, and if they were, the result wouldn’t be all that horrible. Imagine cleaning up a bombed wind farm versus a nuclear power plant.

"Wind farms are on nobody’s list of targets," Weisman added. "If a windmill falls and there’s no one there to hear it, do you need an emergency evacuation plan?"

RELIABILITY


A centerpiece of the pro-nuke argument is that nuclear power is a baseload source, meaning it can generate energy all day, every day. Solar and wind, of course, rely on the cruel (and unpredictable) forces of nature to generate power.

But one could argue the same about nuclear power plants. They’re run by people — and the record of those operators isn’t encouraging.

Moore expressed great confidence in the Nuclear Regulatory Commission: "They have very, very stringent requirements and regulations. It’s all there for anybody to see. All of these reactors are inspected regularly. There is no reason in my estimation to suspect the NRC of anything other than being a responsible watchdog agency. If you want to take the time to dig into it, you can find out what’s going on."

David Lochbaum does take that time — and he’s found out a lot. After working for 17 years as a consultant to the NRC, he joined the Union of Concerned Scientists (UCS) as a nuclear-safety engineer. He spends his days combing NRC reports and documents and compiling studies on the safety of the industry. His experience and research have caused him to conclude that the commission can’t stay on top of the 103 plants in the country.

"We get a lot of calls from workers in the plants, and NRC employees that have safety issues they’re afraid to raise," he said. "We had three calls last week. That’s a little more than usual, but we usually get 50 to 60 whistleblower calls a year." He said sometimes the workers have already raised the issue internally but need an ally to force a remedy at the plant. Other times they’re afraid to speak about what they’ve seen without fear of retaliation.

Lochbaum authored a September 2006 study for the UCS titled "Walking the Nuclear Tightrope" on the issues of safety and reliability. It’s a chilling read; it carefully outlines how regulators have been complicit in allowing plants to operate far longer than they should and how these overstressed plants eventually have to be shut down for years to restore safety standards. He found that in the last 40 years plants have ground to a halt for a year or more on 51 occasions. In most cases it wasn’t a spontaneous incident but an overall decaying of conditions that compromised safety.

"Some observers have argued that the fact no US nuclear power reactor has experienced a meltdown since 1979 (during which time 45 year-plus outages have occurred) demonstrates the status quo is working successfully," Lochbaum wrote. "That’s as fallacious as arguing that the levees protecting New Orleans were fully adequate prior to Hurricane Katrina by pointing to the absence of similar disasters between 1980 and 2004."

One of the most recent and chilling examples is the 2002 outage of the Davis-Besse plant near Toledo, Ohio, where a hole the size of a football was discovered in the vessel reactor head. Only a half inch of steel remained to prevent a massive nuclear meltdown. The plant was overdue for a shutdown and an inspection and had been granted the extension by the NRC.

When asked what he thought about that close call, Moore said, "I didn’t think it was a close call. I thought it was a mechanical failure that should have been caught sooner. It was caught long before it became an accident or anything like that."

"When you say close call, that means that nothing actually happened," he concluded.

But when there’s a facility where an accident could lead to mass deaths, even close calls are grounds for concern. That’s why we have to hold nuclear plants to such high standards. And the fact that plants have to close so often to avoid disastrous accidents doesn’t say much for the reliability argument.

EMISSIONS


This may be the issue on which the pro-nukers make the most headway. Moore cites a number of international studies, posted on the NEI’s Web site, that show nuclear plants competing only with hydropower when it comes to emitting the lowest level of carbon dioxide. Even solar panels and wind turbines, when one factors in the entire energy process, emit more greenhouse gases, according to these studies, though all these power sources release significantly less than burning coal or natural gas.

The anti-nuke crowd says a true study has never been completed that quantifies the CO2 emissions from mining uranium and turning it into usable nuclear fuel. Both are heavily energy intensive. Additionally, they argue that transporting waste will incur even more CO2 emissions, whether it’s shipped across the sea for reprocessing in Europe or trucked across the country for burial in Yucca Mountain.

But the waste itself is also a huge issue. Although nuclear power plants don’t have bad breath, they do emit toxins — and it’s an unresolved issue as to where to put them. The current forecast for opening the Yucca Mountain repository is 2021. Senate majority leader Harry Reid of Nevada opposes building the facility, and he’s pushing a bill that would require plants to keep the crud in their backyards.

"They’ve had 50 years to work on the waste issue," Weisman said. "And the best solution they’ve come up with is, who do we not like enough to send it to?"

Either way, Moore thinks waste is not a problem. If anything, it should be reprocessed — he likes to call it "recycling." Under that process, spent fuel is bathed in acid to separate out the usable plutonium. That can be followed by vitrification — a complex, energy-intensive process of suspending the highly radioactive and corrosive acid in glass, which is then sealed in expensive trash cans of steel and concrete and buried underground for at least 300 years, after which point he predicts it should no longer be a problem.

"It makes more fuel," he said.

Actually, Hirsch said, "it makes more weapons-grade plutonium." He argues that the last thing the nation should do is allow nuclear-plant operators to separate the plutonium and put it on the market, where it can be leaked for bomb making.

Additionally, there are a number of waste sites around the country that are slowly emitting what they’ve been designed — or not designed in some cases — to contain.

The worst is probably in Hanford, Wash., where decades’ worth of reprocessed spent radioactive fuel pushed the area beyond Superfund status into a "national nuclear waste sacrifice zone.

"Hanford is the most contaminated site in North America and one of the most significant long-term threats facing the Columbia River," Greg deBruler, of Columbia Riverkeeper, wrote in the Fall 2006 issue of Waterkeeper, the group’s quarterly journal. "It’s difficult to comprehend the reality of Hanford’s 150 square miles of highly contaminated groundwater or its 53 million gallons of highly radioactive waste sitting in 45-year-old rotting steel tanks."

Much of that waste includes leftover reprocessed spent uranium fuel, which ate through its casks and poisoned the community’s drinking water.

Moore said, "It’s not as if everyone is dead. The nuclear waste has been contained."

Not exactly a ringing endorsement.

ECONOMICS


"The economics of nuclear power are well proven around the world. It is one of the most cost-effective forms of energy," Moore said.

Just check the record. Of the 103 reactors that were built in the United States, 75 ran a total of $100 billion over budget. India more recently went 300 percent over budget on its 10 reactors. Finland is already 18 months behind and $1 billion over on a reactor.

Given this track record, the Department of Energy’s Energy Information Administration "Annual Energy Outlook 2005" reported that "new plants are not expected to be economical." They’re so risky, in fact, that not a single plant could have been built without the 1957 Price-Anderson act, which moves the liability for a nuke plant off its owners and onto US taxpayers. "If they were really economical, they’d be able to get insurance," Weisman said. The bill was recently renewed.

The nuclear industry forges on unperturbed, claiming that new plants have been streamlined for easier construction. Additionally, the siting and licensing laws for plants have been changed to speed up the process by precluding public input. (Given the industry’s safety record so far, that’s not comforting.) Experts predict it will now take 10 years to build a new nuclear plant. Thirty-four licenses are currently pending at the NRC as utility companies race to secure the $8 billion the federal government set aside for subsidies.

"Imagine how many wind turbines that could buy," said Harvey Wasserman, a longtime anti-nuke activist who recently authored the book Solartopia, which outlines a plan for completely renewable energy by 2030. In fact, renewables are far cheaper. Building the facilities to create one gigawatt of wind power costs about $1.5 billion; about two gigawatts could replace the Diablo Canyon Power Plant.

THE BOTTOM LINE


In the end, it comes down to money, and that’s where nuclear power may be the most vulnerable.

Sam Blakeslee, a Republican Assembly member from San Luis Obispo, introduced a bill last year that calls on the California Energy Commission (CEC) to conduct an in-depth study of the true costs of nuclear power to assess its viability as part of California’s future energy plans. The bill passed unanimously, and Schwarzenegger signed it.

"This will be cradle to grave," said Weisman, of the Alliance for Nuclear Responsibility, which has focused its scrutiny on the industry’s costs.

The group has long been suspicious of PG&E’s financial woes, which came to a head this past March when the California Public Utilities Commission allowed the company to use $16.8 million from ratepayers to fund its in-house study of relicensing its two nuclear plants. "The licenses won’t be up until 2023 and 2025, so why are they looking at relicensing now — and why does it cost $16.8 million when the state’s study is projected to cost $800,000?" Weisman asked.

Assemblymember Mark Leno (D–San Francisco) is introducing a bill this year that will undercut PG&E’s study before the CEC’s analysis is completed, which is expected to occur around November 2008.

"Our very simple idea here is that before any relicensing of our aging nuclear power plants can proceed, the CEC study be completed," Leno said. "Clearly, PG&E is very eager to move forward its relicensing process. They have many years to accomplish that task."

Leno said the stakes are too high and the inherent risks of the toxins already accumulated in seismic zones along the coast need to be carefully weighed against the prospects of generating even more waste. "We should proceed with absolute caution, forethought, and consideration."

NOWHERE TO RUN


Those risks, that caution, are something that never leaves the minds of the people who live in the plants’ fallout zones, areas as vast as a steady breeze or trickling flow of water can make them. That’s really the problem with nuclear power plants. After 50 years there are still too many unknowns. In Moore’s lectures and during interviews and debates, the former Greenpeace activist likes to say more people are killed by car accidents and machetes than by nuclear power plants, but that mocks the magnitude of a meltdown.

A car accident kills at most a few people. A machete attack might kill one person. A nuclear accident has the potential to inflict casualties in the tens of thousands, maybe even millions, and to render entire cities uninhabitable. And while most of the time, most of the plants may be perfectly problem free, it only takes one accident to wreak environmental havoc.

These days opposition to nuclear energy isn’t about mass protests in the streets. "When KQED calls and asks for the sounds of a protest, I say that’s not how it happens," Weisman said while showing a DVD of a Jan. 31 San Luis Obispo County Planning Commission meeting that droned on for more than 12 hours. The meeting ultimately resulted in what he’d hoped for: a continuing delay of PG&E’s permit to site new dry-cask storage tanks for thousands of tons of nuclear waste accumuutf8g at the Diablo Canyon Power Plant. He and Rochelle Becker, the group’s director, sat through the whole thing. "That’s what protesting is now," he said.

Becker, a pert, soft-spoken woman with the aging visage of the youngest grandmother in the room, said correctness is crucial. "Never, ever exaggerate. When they want to talk about safety issues and isotopes, we refer them to someone else because we don’t have that expertise. All we have is our credibility, and if we lose our credibility, we don’t have anything."

THE PLUTONIUM PAYCHECK


Which makes what Moore is doing look like such a travesty.

"Maybe we should hire Hill and Knowlton," joked James Riccio, Greenpeace’s nuclear-policy analyst in Washington, DC, on thinking about gearing up for a new wave of anti-nuke activism.

To Riccio, Wasserman, Weisman, Hirsch, Caldicott, and many others who spoke with the Guardian, Moore is nothing but a dangerous distraction who’s getting the wrong kind of attention. Wasserman disputed Moore’s credentials as a Greenpeace founder in the Burlington Free Press article "The Sham of Patrick Moore."

When questioned by the Guardian, Moore called Wasserman a jerk. Moore said he’s still an activist — and in addition to parroting for the nuclear industry, he runs a sustainability consulting company, Greenspirit Strategies, which advises industries on controversial subjects like genetically modifying organisms, clear-cutting, and fish farming. His clients include hazardous waste, timber, biotech, aquaculture, and chemical companies, in addition to conventional utilities that process nuclear power and natural gas.

Moore insists he’s not hiding anything. "In every interview I do the reporter already knows that I’m cochair of the Clean and Safe Energy Coalition and that I work for the nuclear industry," he told us.

But Moore did not identify himself as such during a lengthy interview with us until we asked. The disclosure was also missing during the long biographical presentation given to the folks in Fresno on Feb. 22, which did include pictures of his Rainbow Warrior days. Again, on May 24, Moore didn’t mention his plutonium paycheck during a radio debate on KZYX. Neither did the moderator, and it was only when Hirsch, his debating partner, got a moment to speak that it was revealed. "Let’s be clear here, Patrick," Hirsch said. "You’re being paid by the industry." *

I love the whales, really I do. I even worked for Greenpeace once. I am in awe of these majestic creatures of the deep and see them as indicators of the health of the entire marine environment. Human beings should take care of their cetaceous fellow citizens of the watery planet. Folks, I am so down with the whales.

Yet as the two errant humpbacks led the news again for about the fifth night in a row and the Coast Guard cutters and the helicopters and the array of state wildlife officials and veterinarians swarmed around the Sacramento River basin, I had to stop and wonder, for about the 50th time:

Why don’t they treat wayward people like this?

Every day the streets of San Francisco are full of injured human beings, members of the species Homo sapiens who have been hit by the psychic or physical equivalent of boat propellers. There are women with children who stagger homeless from one place to another, unable to find their way to a functional family.

These living, breathing mammals do not get a special multiagency task force set up, with a designated full-time Coast Guard petty officer as a media liaison and a staff of dozens of officials from the military, the state Department of Fish and Game, the Governor’s Office of Emergency Services, and the National Oceanic and Atmospheric Administration. They don’t receive what amounts to an unlimited budget to get their wounds treated and their lives turned around.

And the media doesn’t pay any attention to them. Even when they die, as a couple hundred do every year. Nobody who owns a helicopter gives a shit about homeless people in San Francisco.

I’m not going to argue against the whale-rescue effort. I don’t think the Coast Guard ignored any looming terrorist threats in the nearby Pacific or let any sailors die in capsized crafts while it was helping the whales. It was probably a good training exercise for all involved, and hell, if it cost a million bucks, that’s less than the Pentagon wastes every five minutes or so in Iraq. Go team.

I’m just saying, that’s all. I’m just saying.

Way back in 1974, a guy named Sam Lovejoy went on trial for destroying a weather tower in Montague, Mass., that a local utility had built in preparation for the construction of a nuclear power plant. One of Lovejoy’s expert witnesses was John Gofman, a nuclear chemist and the author of the book Poison Power, who made the definitive argument against nuclear energy. The material created by a reactor, he said, must be guarded "99.9999 percent perfectly, in peace and war, with human error and human malice, guerrilla activities, psychotics, malfunction of equipment…. Do you believe there’s anything you’d like to guarantee will be done 99.9999 percent perfectly for 100,000 years?"

You can’t, was the point. Lovejoy walked.

It’s the environment, stupid

You must be a pretty good orator if you can bewitch a roomful of people who can’t understand a word you’re saying — except for, perhaps, your incantatory "stupido!"s while discussing America’s many foolish agricultural policies — and by this standard Carlo Petrini, founder of Slow Food, is a pretty good orator. He held a media crowd rapt at a lunch recently at Greens, the point of which gathering was to proclaim the advent of Slow Food Nation a year hence at Fort Mason. Dutifully I cheer and huzzah the news, though I continue to think the word "slow" is all wrong for this country. In America, "slow" means "stupid" — or, as Petrini and his fellow Italians would say, "stupido."

"Stupido" — operatic accent on the first syllable — is great fun to say, much more fun than "biodiesel," which seemed to be Mayor Gavin Newsom’s mantra as he addressed the same crowd in its native English. Why, you ask, would the mayor be discussing biodiesel at a food-related gathering? Was he planning to haul away some of the restaurant’s used cooking oil for use in Muni buses? Or was he reminding us of the deeper political tectonics at work beneath Slow Food? Food is politics, and a rising theme in politics these days is the fate of the earth itself.

Newsom, despite the travails of the past few months, looked like one of the youngest people in the room — the man with the most tomorrows in the bank. The likelihood is that most of his political career is still ahead of him, and what does a politician of his age see when scanning the prospect? Crisis, of course, since that is the nature of politics and indeed of human beings, but crisis of a new sort, one in which the livability of this globe and the survival of its inhabitants can no longer be assumed. The younger you are, the more acutely you sense that the consequences of our poor planetary stewardship will make your stay here less pleasant — and maybe to suppose that biomass fuels and sustainable agriculture are important pieces of the same big puzzle.

I love slow food by any name, and I am older than the mayor by more years than please me, but on the matter of ecopolitics: faster is better.

Tomorrow’s honorees

Last night’s San Francisco Tomorrow 37th annual dinner on Fisherman’s Wharf offered a who’s who list of environmentally engaged political leaders and activists — a testament to the important role this venerable organization has played in creating the San Francisco of today (full disclosure: my sweetie, Alix Rosenthal, recently joined the SFT board).

Supervisors Chris Daly, Aaron Peskin, and Tom Ammiano all showed up, as did Sen. Carole Migden, Assessor Phil Ting, and Democratic Party stalwart Jane Morrison. Activists being honored by the group were filmmaker Judy Irving (who made “Wild Parrots of Telegraph Hill” and other films focus on SF urban environment), recycling scold and innovator Denise D’Anne, and Amy Meyer and Dr. Edgar Wayburn, who have worked for more than 30 years to create the Golden Gate National Recreation Area.

Yet to me, the most interesting award and resulting speeches were for the special award that Ammiano received for creating a universal health care program for the city, in the process braving aggressive attacks by downtown and finally winning over Mayor Gavin Newsom.

An American Sahara

MEXICO CITY (May 15th) – Mexico’s arid north – 54% of the nation’s land surface – is drying out and blowing away in the wind at an alarming rate as desertification transforms this always-hardscrabble terrain into an American Sahara.

According to the National Commission on Arid and Semi-arid Lands, semi-arid land is being converted to arid wasteland at the rate of 2% a year. Fragile aquifers are sucked dry and erosion turn once-tillable land into sand dunes. Subsistence farmers abandon their plots and jump into the migration stream. Even the native peoples who have lived on this difficult land for millenniums are deserting the desert.

NASA satellite overflights of the northern states of Zacatecas, San Luis Potosi, Nuevo Leon, Durango, Coahuila, Chihuahua, Sonora and the Baja California peninsula now show spreading swatches of bone-white, waterless desert, inhospitable bad lands that can no longer support human communities.

But the North is not the only region of Mexico that is drying up. National Water Commission (CONAGUA) studies indicate that 38 Mexican cities, including the luxury resorts of Acapulco and Cancun, are running out of water and could be dry in a decade. Carlos Gay, director of the National Autonomous University Climate Study Center, anticipates a 20% decrease in rainfall by 2080 in Mexico’s two wettest states, Chiapas and Quintana Roo, on the southern border.

At the other end of the nation in the desiccated north, it hardly ever rains anymore. The Laguna region, 10 municipalities in Coahuila state and five in Durango, receives the least rainfall in the Mexico – 244 millimeters annually – and has the highest rate of evaporation. Rescued from the desert by the collectivization of the land and construction of vast hydraulic projects under depression-era president Lazaro Cardenas, the Laguna was once Mexico’ leading cotton growing region. Now, devastated by dried-up wells and soils that have been contaminated by agri-chemicals, the desert is reclaiming La Laguna.

One key reason for this tragic desertification: the re-privatization of land and water resources and their over-exploitation by Mexican and transnational Agribusiness. Perhaps the most notorious offender is the dairy giant Lala – owner Eduardo Tricio Haro’s herds of 200,000 cows exhaust the carrying capacity of this fragile land. Industry insiders calculate that it takes a thousand liters of water to concoct one liter of milk. Lala – which sells more than half its production to Liconsa, the national milk distribution agency – is the source of one out of every two glasses of milk gulped down in this thirsty nation.

For the past six years, as director of CONAGUA, Clemente Jaime Jarquez, an old crony of ex-president Vicente Fox since their days at Coca Cola (Fox was the director of Mexican operations) presided over the systematic draining of the Laguna’s aquifers to benefit Tricio Haro and Lala. Now the National Water Commission is turning its attention to the neighboring Cuatrocienegas international biosphere where Lala has been granted permits to drill 250 wells – 80 of which are already in operation. Clemente Jaime Jarquez was, of course, the former CEO of the Lala Corporation.

Cuatrocienegas water is precious. The biosphere was once under the sea and its secrets date back to the Jurassic age. Indeed, microorganisms native to the region’s land and water are so unique that the biosphere has been dubbed Mexico’s Galapagos by scientists. Last July, UNAM biologist Valeria Sauza discovered that since the water agency authorized the drilling of Lala’s wells, 70% of the aquifers in some valleys have vanished and the geology of the region, which for 35,000 years remained unaltered, is turning into desert.

Lala is certainly not the only corporate entity that is draining Mexico dry. In Sonora, a border state whose badlands blend into the brutal Arizona desert, Governor Eduardo Bours, Mexico’s chicken king, has permits that allow his Bachocho corporation (the major supplier for Pepsico’s KFC) to exploit 600 million liters annually in a largely waterless state. Fox’s old stomping ground, the Coca Cola Corporation of Atlanta Georgia, sucks up ground water that could otherwise provide two liters a day for 14.5 million Mexicans, to formulate its noxious brew. In San Cristobal de las Casas Chiapas, “La Coca” sucks up five liters every second from the Huitepec aquifer where the rebel Zapatista Army of National Liberation has installed an encampment to protest the selling off of precious water.

Big timber has so denuded northern Zacatecas with clear-cuts that the region is losing 150,000 hectares to encroaching desertification every year and another 300,000 hectares are so critically eroded that springtime “tolaveras” or whirlwinds fill the air with choking red-brown dirt. University of Zacatecas agronomists calculate that 20 tons of earth is being moved every spring and dunes now rise where once farmers eked out a living growing corn and beans.

The poor of the region have paid the price for clear-cuts and the corporate evisceration of aquifers. Marginalized desert communities wage wars over what little liquid is left in the ground – 59 out of Mexico’s poorest municipalities are located in desert zones. Emaciated kids are strung along the federal highway outside Matahualpa San Luis Potosi selling desert iguanas and begging coins from passing motorists. Farmers abandon their dying fields and flee into the cities and across the northern border, leaving behind abandoned ghost towns.

Even the first peoples to inhabit these inhospitable lands – 15 desert Indian cultures – are having a harder time surviving in an environment that is seriously out of balance. Chakoko Aniko, a 76 year-old Kikapoo Indian shaman from El Nascimiento Coahuila, rues the disappearance of his peoples’ sacred deer without which Kikapoo culture cannot continue. “When the deer dies, the Kikapoos will die too” he laments to La Jornada reporter Laura Poy.

As their habitat dries out and sacred species disappear – cactus rustling puts a big hurt on native cultures – the young men and women abandon the old ways and native speakers among the Indians of Mexico’s northern desert now number in the dozens.

Mexico’s North is just one corner of the global desert. At least 41% of the planet’s surface is now in danger of going dry – 20% is already desert – directly impacting 250,000.000 people and threatening 1.5 billion more, according to numbers presented by Doctor Zafar Abdeel at the 2005 United Nations conference on the degradation of arid lands. Some 60 million sub-Saharans will be forced off ancestral lands in the next 20 years and migrate in search of work and water as the desert takes over. Wherever they go, the desert will not be far behind.

“We have lived on these lands since history began” the Kikapoo shaman Chakoko Anika recalls plaintively, “where else can we go?”

Moving the bike plan forward

EDITORIAL It’s an odd year for Bike to Work Day: San Francisco is in the middle of an ambitious plan to improve the city’s bicycle infrastructure — and it’s utterly stalled. The city can’t add a single new bike rack, can’t add a single bicycle route sign, can’t take a single step to improve bike safety, and can’t move forward on any of the 60 projects that are in the hopper. Every single transportation improvement that involves bicycles is on hold for at least a year.

For that you can thank Rob Anderson, a dishwasher and blogger who thinks bikes are unsafe in the city and recently wrote on his blog that "if the Bike Nut Community (BNC) gets its way on city streets, traffic in the city will be made unnecessarily worse for everyone, with more air pollution as a result, as motorized traffic idles in traffic jams, squeezed into fewer lanes after the BNC creates bike lanes by eliminating traffic lanes and street parking."

The lone antibike nut filed a lawsuit claiming that the city’s bicycle plan lacked adequate environmental review, and in a departing slap at San Francisco, Judge James Warren signed off on an injunction blocking all bike improvements just before he retired. Now the city has to complete its entire plan — at least another year’s work — then complete an environmental impact report (EIR) on it, and then return to court to get the injunction lifted. It’s costing money and time, and it’s making it harder for what should be a safe, healthy, pollution-free method of transportation to pick up more adherents in what ought to be the nation’s most bike-friendly city.

But there’s not a lot anyone can do about Anderson and his pro-car crusade (yes, he says very clearly on his blog, district5diary.blogspot.com, that he’s pro-car and that "cars are a great invention, and they are here to stay"). In another year a judge will toss out this ridiculous injunction, and the city can get on with its planning.

But it’s critical right now that city hall not sit back and wait. The bicycle plan needs to be funded, and the project planning needs to continue moving forward at full speed, so that when the EIR is completed and the city is allowed once again to implement new programs, the projects will be ready to go. This lunatic lawsuit shouldn’t give Mayor Gavin Newsom an excuse to defund bicycle programs for the next year.

The truth is, thousands of additional people have begun to ride bikes to work over the past few years, and that’s had nothing but a positive impact on the environment. Bikes can and should be a central part of the city’s transportation infrastructure. That’s the lesson for Bike to Work Day. *

This year’s Bike to Work Day, set for May 17, comes as San Francisco’s cycling network lies dormant in a court-imposed coma. The city isn’t allowed to make any physical improvements to promote safe bicycling until late next year at the earliest, more than two years after the injunction began. Yet that setback could be followed by the most rapid expansion of bike lanes in the city’s history.

At issue is the San Francisco Bicycle Plan and its stated goal of making "bicycling an integral part of daily life in San Francisco." City resident Rob Anderson and attorney Mary Miles don’t share that goal — particularly when it translates to taking lanes and parking spaces from cars — and they challenged the plan in court last year after it won unanimous approval from the Board of Supervisors and Mayor Gavin Newsom.

Ironically, this environmentally benign mode of transportation was attacked under the state’s landmark California Environmental Quality Act (CEQA), which requires detailed studies of projects that might have impacts on the environment and measures that can be taken to offset those impacts.

City officials and bike advocates were shocked last June when Judge James Warren — in his final ruling before his retirement — issued a sweeping injunction against bike projects in the city, which was upheld and reinforced when Judge Peter Busch heard the case in September.

The judges found that city officials had taken an impermissible shortcut around CEQA by claiming the bike plan was exempt from its strictures. As the plan was being developed, some bike advocates and city officials had called for more resources to be put into doing the detailed studies CEQA calls for, and that’s what now appears to be happening.

"The good thing about the lawsuit is it is forcing the city to do the traffic analysis that it should have done with the bike plan and it reveals the absurdity of our interpretation of environmental laws," Dave Snyder, the former executive director of the San Francisco Bicycle Coalition (SFBC), who is now a planner with the San Francisco Planning and Urban Research Association, told the Guardian.

Now city planners and consultants are preparing environmental impact reports (EIRs) on up to 60 proposed bike projects in the city, which will be queued up and ready to begin once the bike plan is approved. "The projects can be approved all at once," Snyder said.

At least, that’s what could happen if the city’s political leaders don’t lose their will to create a more bicycle-friendly city.

Oddly enough, it was the vague, feel-good nature of the plan that created all the problems.

Cities are required to have a bike plan, updated every five years, to qualify for certain state funding. San Francisco did its first plan in 1997, and in 2001 transportation officials and bike advocates set out to develop an updated version.

From the beginning, there were divisions between those who wanted to focus on completing the bike network with ready-to-go projects and those who wanted a more comprehensive and innovative plan laying out policies for education, enforcement, safety, new traffic models, integration with public transit, and everything else associated with cycling.

Responsibility for developing the plan was shared by the Metropolitan Transportation Authority (MTA), the San Francisco Planning Department, and the San Francisco Department of Parking and Traffic, with significant input from the city’s Bicycle Advisory Committee, the SFBC, and other groups. For reasons of expediency, the decision was made to focus on a relatively vague plan, one that made all sorts of high-minded statements and offered lofty goals.

The plan was presented as an effort to radically transform the roadways to make bicycling a more attractive option, but it didn’t include the detailed transportation analysis needed to support that effort — nor did it draw any conclusions about which car spaces to give over to bikes.

"The plan makes no decisions…. The plan has no measurable objectives anywhere in it," Snyder said, noting that the vague nature of the final product was the reason it was so uncontroversial. "Anytime anything passes unanimously, you know you didn’t ask for enough."

Andy Thornley was chair of the Bicycle Advisory Committee when work on the plan got under way and now serves as program director for the SFBC, which was heavily involved on outreach for the plan. SFBC officials were shocked by the injunction but said the city should have devoted more resources to the project.

"It was a logical outcome to the city’s undercommitment to the bike plan," Thornley said of the lawsuit. "There wasn’t the commitment from the mayor on down to doing this right."

"We had discussions about what it means that the plan doesn’t have any benchmarks," said Leah Shahum, executive director of the SFBC and a member of the MTA board. Sure, it had the goal of having 10 percent of all vehicle trips be by bicycle by the year 2010. "Only later did we realize that the 100 pages behind it didn’t support that goal."

MTA public affairs managers wouldn’t allow the Guardian to speak directly to Oliver Gajda, the main staffer on the bike plan then and now. They required questions in writing and answered the one about lack of city support for the initial plan by writing that "the court’s decision was not based on resource issues."

Newsom’s press secretary, Nathan Ballard, also resisted admitting that the city did anything wrong, responding in writing to a written question by saying, "Actually, the City moved forward drafting and implementing this bike plan quite ambitiously, even though there was a risk it would be challenged in court."

Yet it was clear to all involved that doing the traffic analysis and other work would have headed off the injunction.

"Dave Snyder was always an advocate that the bike plan should be a bike plan and lay out what we’ll see for bicyclists," Tom Radulovich, executive director of Livable City, told the Guardian. "But the decision was made to do a bike plan in the abstract, not laying out specific routes."

Nonetheless, bike advocates say they’re happy with the commitment that city officials are now showing. "Now we’re clearly and unequivocally doing a bike plan," Radulovich said. "To some degree, the city has had to commit itself."

Bevan Dufty, chair of the Transportation Authority’s Plans and Programs Committee, has been demanding that bureaucrats report to him regularly to show progress on the plan.

"I think the fact that we’re seeing them regularly trotted out before the committee is a good thing, because it makes them hit their benchmarks," he told us.

Dufty also overcame the MTA’s restrictive approach to public relations and facilitated our interview with Peter Albert, who took on the job of deputy director of planning for the MTA 10 months ago.

"Right now we’re just looking to do the environmental review to clear the bike plan," Albert told us.

He said that staff and consultants are now going through 60 proposed projects to determine what their environmental studies will entail. Later this month that work will be presented during a scoping meeting, at which planners and advocates will decide whether some of the more complex projects will be eliminated from the plan.

"Our goal is to make sure this is as solid an environmental review as possible. We don’t want to deal with any more legal issues," Albert said. "I feel right now there is a huge will to have this done correctly."

Yet advocates have a slightly different view of that political will, particularly given the projection of completed EIRs by July 2008, followed by the approval process, and maybe more court fights.

"We’re not crazy about the timing, but the scope is good. We’ve moved to projects that we’re planning to do," Thornley said. "So, in a backwards way, the commitment has come to the plan from the gun of the injunction."

"But we have real concerns about the timeline and scope getting shrunk," Shahum said. "Our fear is that we’ll go from 60 projects down to 16."

That’s because the plan will now look at the physical changes to roadways that are bound to get controversial once neighborhood groups grapple with the idea of losing traffic lanes or parking spaces.

"You’ve got a lot of people who are afraid of NIMBY opposition, and that goes from the mayor and the supervisors to the bureaucrats working on the plan," Shahum said. She added that the political leadership of San Francisco is more supportive of bicycling than it’s ever been, "but you still have to work really hard for them to do the right thing in the end."

"Why did it take four years to get the Valencia Street bike lanes?" she asked, noting that the project has proved to be an unqualified success.

"They changed Valencia Street, and nothing [bad] happened, so that opened them up a little," Radulovich said of city officials. But only a little. "There is still a certain ad hoc quality to what they’re doing, rather than being standards-based in how streets are designed."

City policy regarding bike projects — which the Planning Commission will revisit this summer when it considers changes to how it interprets traffic level-of-service (LOS) impacts under CEQA — is that anything that slows car traffic is considered a significant environmental impact that requires extensive study and mitigation.

"It’s imperative for them to fix the way they do CEQA," Radulovich said. "LOS reform would help us in future projects."

Radulovich said that most California cities were built with a focus on automobiles before CEQA was even approved. Yet the law now requires expensive and time-consuming studies before those spaces can be converted to use by public transit, bicycles, or pedestrians.

"That’s why, in some ways, CEQA has become an impediment to making us environmentally sustainable," Radulovich said. "It’s turned into a tool that slows down the taking of spaces back from cars."

While the detailed EIR work is being done, Albert and others say the city is still committed to doing bicycling planning work, applying for grants, and making sure San Francisco can move forward quickly once the injunction is lifted. "We’ve been set back, but we’re not stopped," he told us.

"The current injunction is frustrating because we want to be moving forward with bike improvements each month. While we cannot make physical changes such as bike lanes and bike racks, planning and design are continuing," Ballard said, also noting that the Mayor’s Office is doing regular conference calls to ensure the bike plan moves forward quickly.

"I and the bike advocates are pushing to use this time to do the planning work so we’re ready to go once we have an approved plan," said Sup. Chris Daly, the only regular cyclist on the Board of Supervisors. Once the injunction is lifted, he said, "You will have the most rapid striping of bike lanes in the history of the city." *
