Lennar’s shipyard: more toxic than you think

OPINION "So, what do you want us to do?"

That was the question from a staff member at the Bay Area Air Quality Management District (BAAQMD) after he passed along reports of Lennar Corp.’s latest repeated releases of toxic dust containing asbestos, arsenic, lead, and other metals into the air in Bayview-Hunters Point, one of the last remaining African American communities left in San Francisco.

After grudgingly levying more than $500,000 in fines against Lennar in 2008 for earlier brazen violations (after fierce community pressure), why is BAAQMD’s enforcement of clean-air standards against a notorious corporation on a dangerously toxic site still a negotiation?

After years of broken promises and half-hearted mitigation, the toxic partnership between the city and Lennar to develop the shipyard continues to threaten public resources and poison our communities in more ways than one.

In the last few months, with the help of the Mayor’s Office, Lennar is backing away from the promises it made in Proposition G. Instead of making 32 percent of its housing at the shipyard "affordable" to city residents (never mind that this definition of "affordable" is still well out of the reach of the great majority of Bayview residents), Lennar is now placing responsibility back on the city to build the affordable housing. As the Mayor’s Office prepares to use public money to subsidize Lennar’s broken promises, this revised arrangement blows a huge hole in the budget of the Mayor’s Office of Housing and threatens to destroy 30 years of efforts to create and preserve affordable housing elsewhere in the city.

As reported by Sarah Phelan last week ("Eliminating dissent," 6/17/09), state Sen. Mark Leno has legislation that seeks to trade 25 percent of Candlestick Point State Recreation Area for small strips on the shipyard so Lennar can build condos on the parkland (see "Selling the park" in this issue).

With the consent of City Hall, the Navy and Lennar continue to make deals in a backroom, with no public participation. The plan for development of the shipyard is getting even more toxic than you think, and its dangers threaten everyone in San Francisco.

Tear up the budget

EDITORIAL Here are a few of the new taxes in Mayor Newsom’s no-new-taxes budget.

The cost of sending your kid to a city day camp will jump 35 percent. The cost of after-school latchkey programs will go up 112 percent. It will cost a dollar more to swim in a public pool. Annual swim passes for seniors and people with economic needs will rise by $25. And that’s on top of the Muni fare hike. Fines, fees and licenses will go up a staggering 41 percent.

In other words, poor people who use city services will see their taxes — that is, the cost of using city services — go up significantly. But rich people, big business, Pacific Gas and Electric Co., property owners — they won’t pay anything more at all. (Of course, if you own a small tatoo parlor, your city fees will go up 1,200 percent.)

This is one of the essential lies of the Newsom budget. It’s not revenue-neutral at all; it just raises taxes on the poor.

It’s also not a budget that shares the economic pain fairly.

The Firefighters union is screaming that the supervisors might want to cut a little bit from that bloated agency, but their protests defy reality. In fact, the budget analyst has identified more than $6 million in relatively painless cuts to the Fire Department — and if the supervisors went along with those recommendations, the department would still be getting more than $1 million in increased funding. It’s hard to argue for cutting firefighting in a city built of wood that’s had a bad history with fires. But the reality is that San Francisco’s fire-suppression system was designed long before the days of fire codes, smoke detectors, and sprinklers, and there just aren’t as many fires these days. The budget analyst suggests — as the controller did in 2004 — that the city could temporarily close a few fire stations without any appreciable reduction in public safety.

Firefighters in San Francisco get pay and benefit parity with the cops — and the cops have gotten nice raises recently, in part because it’s been hard to recruit people to work for the San Francisco Police Department. On the other hand, there are 5,000 people on the waiting list to apply for a job as a San Francisco firefighter.

The Police Department’s due for a budget increase, too — of more than $15 million. The budget analyst suggests that $4 million of that could be cut without damaging law enforcement.

Then there’s the Mayor’s Office, where a staff of five people handle public relations for Newsom, at a cost to the public of $653,571. When Art Agnos was mayor in the late 1980s, he managed to get by with just one press secretary. The population of the city hasn’t changed; the number of reporters at City Hall has decreased. Why does Newsom need five times as many people in his communications office? And how much of that public money is actually being used to promote the mayor’s campaign for governor?

Those are just some of the revelations from the reports of the budget analyst and the hearings so far. And they add up to a budget situation that’s very different from anything the city has seen in years.

The Board of Supervisors typically tinkers with the mayor’s budget, changing a million here and a million there. This time the mayor has in effect declared war on the supervisors, appearing with the firefighters at rallies and denouncing board members (at one point Newsom told reporters, "Thank god we have a mayor.") The outcome of the current budget hearings will be a test for the progressive majority on the board, and particularly for president David Chiu. The board members have to be willing to essentially tear up the mayor’s budget, restructure the priorities, replace the fee increases with fair new taxes (even if it means including in the budget projections for tax measures to go on the November ballot), and eliminate the embarrassing waste. *

Vote on resolution to drop SF8 charges is postponed

In the face of police officers already angry about proposed budget cuts, the Board of Supervisors this week delayed consideration of a resolution supporting the San Francisco 8 and urging charges to be dropped.

Last week, we reported that the Board of Supervisors’ Government Audit and Oversight Committee would hear a resolution urging the state attorney general to drop charges against the SF8, a group that’s now seven African-American men accused in the killing of a San Francisco Police Department sergeant 38 years ago. The case had been dropped in 1975 because the court found that the confessions constituting the main evidence were elicited under torture.

The Committee heard public comment from SF8 supporters and police officers on June 11 and sent the resolution to the full board on June 16, the day when all hell broke loose in City Hall. Then on June 13, the San Francisco Chronicle published an editorial challenging the resolution and a front page story on the day of the hearing include quotes from police officials using the resolution to argue the board was anti-cop.

The cops and the carpetbaggers

The Chron’s Marisa Lagos got a nice little snipe in at the bombastic leader of the San Francisco Police Officers Association, Gary Delagnes, who was blasting the supervisors for asking cops and firefighters to share some of the financial burden of the budget deficit.

Police Officers Association President Gary Delagnes went even further, specifically attacking Avalos, the board’s budget committee chair.

“I’m sick and tired of carpetbaggers coming into this city and making decisions about how we live our lives and how we’re protected,” said Delagnes, who now lives in Novato. “I grew up here, I care about this city. It’s about time these idiots over here start caring about this city.”

What the fuck right does Delagnes, who doesn’t live in the city, doesn’t pay property taxes in the city, doesn’t even get to vote here, have to complain about Avalos (who has lived here for years and been an active part of the community)?

The truth is, a lot of the cops who whine about the supervisors don’t live here. They’re off in the suburbs, where there aren’t as many homeless people, poor people, people who need city services … and that’s the attitude these carpetbagger cops bring to City Hall.

The most painful and divisive city budget season in many years was just getting under way as this issue went to press, with dueling City Hall rallies preceding the June 16 Board of Supervisors vote on an interim budget and the board’s Budget and Finance Committee slated to finally delve into the 2009-10 general fund budgets on June 17.

Both sides have adopted the rhetoric of a life-or-death struggle, with firefighters warning at a rally and in an advertising campaign that any cuts to their budget is akin to playing Russian Roulette, while city service providers say the deep public health cuts proposed by Mayor Gavin Newsom will also cost lives and carry dire long-term costs and consequences.

Despite Newsom’s pledges in January and again on June 1 to work closely with the Board of Supervisors on budget issues, that hasn’t happened. Instead, Newsom’s proposed budget would decimate the social services supported by board progressives, who responded by proposing an interim budget that would share that pain with police, fire, and sheriff’s budgets — which Newsom proposed to increase.

Rather than simply adopting the mayor’s proposed budget as the interim spending plan for the month of July, as the board traditionally has done, progressive supporters proposed an interim budget that would make up to $82 million in cuts to the three public safety agencies and use that money to prevent the more draconian cuts to social services.

“It’s the start of a discussion to figure out what that number should be. I don’t know where we’re going to end up,” Sup. David Campos, who sits on the budget committee, told us.

Board President David Chiu said Newsom did finally meet with him and Budget Committee chair John Avalos on June 15 to try to resolve the impasse. But he said, “We didn’t hear anything from the mayor that would change where we were last week.” They planned to meet again on June 19.

“What we proposed represents the magnitude of the challenge we face this year,” Chiu said of the interim budget proposal, seeming to indicate that supervisors are open to negotiation.

The real work begins the morning of June 17 when the Budget and Finance Committee dissects the budgets of 15 city departments, including the Mayor’s Office, of which Avalos told us, “I don’t think the mayor has made the same concessions as he’s had other departments make.”

The next day, another 13 city departments go under the committee’s microscope, including the public safety departments that were spared the mayor’s budget ax and even given small increases, and the budget of the Public Defenders Office, where Newsom proposes cutting 16 positions.

“This creates a severe imbalance in the criminal justice system,” Public Defender Jeff Adachi told us. “Why is he cutting public defender services while fully funding police, fully funding the sheriff’s department, and essentially creating a situation where poor people are going to get second-rate representation?”

That theme of rich vs. poor has pervaded the budget season debate, both overtly and in budget priorities that each side is supporting.

 

BUDGET JUSTICE

Hundreds of people whose lives would be affected by cuts marched on City Hall under the banner Budget Justice on June 10. Some of San Francisco’s most vulnerable citizens, including homeless people, immigrants, seniors, and public housing residents, turned out for the march, chanting and waving signs asking the mayor to “invest in us.”

Sups. John Avalos and Chris Daly delivered resounding speeches mirroring the anger in the crowd, and promised to fix the budget by reallocating money to protect the city’s safety net. Daly charged that even as services to the city’s vulnerable populations are being slashed, “the politically connected and the powerful get huge increases.”

Avalos took the podium just before heading into City Hall to lead the Budget and Finance Committee meeting and implored the hundreds of people gathered out front to make their voices heard. “Mayor Newsom, he told us, he said, ‘We have a near-perfect budget.’ Do we have a near-perfect budget?” Avalos asked, and then paused while the crowd cried out, “Nooo!!!!!”

During an interview discussing Newsom’s budget priorities, Avalos twice made references to The Shock Doctrine, using the Naomi Klein book about how crises are used as opportunities to unilaterally implement corporatist policies. “We have a budget deficit that is real, but it’s being used to do other things,” Avalos said. “I look at it as a way to remake San Francisco. It’s a Shock Doctrine effect.”

He referred to the privatization of government services (an aspect of every Newsom budget), promoting condo conversions and gentrification, defunding nonprofits that provides social services (groups that often side with progressives), and helping corporations raid the public treasury (Newsom proposed beefing up the Mayor’s Office of Economic and Workforce Development by a whopping 32 percent).

“It’s things that the most conservative parts of San Francisco have wanted for years, and now they have the conditions to make it happen,” Avalos said.

Much of that agenda involves slashing services to the homeless and other low-income San Francisco and de-funding the nonprofit network that provides services and jobs. “There’s an effort to say nonprofit jobs aren’t real jobs, but they are an important economic engine of the city,” Avalos told us. Those cuts were decried during the June 10 budget rally.

“What people don’t realize,” Office & Professional Employees International Union Local 3 representative Natalie Naylor said, “is that everything that’s being proposed to be cut from the city is creating no place for homeless people to go during the daytime. I don’t think Newsom’s constituents realize that we’re going to see more homeless people on the street than ever before.”

Pablo Rodriguez of the Coalition on Homelessness told the crowd that he was furious that the mayor would make such deep cuts to social services. “Stop riding on the back of the homeless, and the seniors and the children and all the community-based organizations,” Rodriguez said. “Why make the poor people pay for the rich people’s mistakes? The poor people didn’t make the mistakes.”

 

WHOM TO CUT?

The public safety unions were equally caustic in their arguments. An announcement for the Save Our Firehouses rally — which was heavily promoted by members of the Mayor’s Office and Newsom’s gubernatorial campaign team — claimed that “the Board of Supervisors voted to endanger the progress that we’ve made in public safety by laying off hundreds of police officers, closing up to 12 out of 42 fire stations and closing part of our jail.”

Actually, all sides have said the interim budget probably won’t lead to layoffs, station closures, or prisoner releases, but those could be a part of next year’s budget.

Tensions temporarily cooled a bit in the days that have followed, but the two sides still seemed far apart on their priorities, mayoral spin aside. Asked about the impasse, Newsom spokesperson Nate Ballard told the Guardian, “The mayor has already included over 90 percent of the supervisors’ priorities in the budget. But he’s against the supervisors’ efforts to gut public safety. He’s willing to work with people who have reasonable ideas to balance the budget. Balancing the budget with draconian cuts to police and fire is unreasonable.”

Campos disputed Ballard’s figure and logic. “I don’t know where that number comes from,” Campos said. “A lot of the things we wanted to protect, the mayor cut anyway.”

Campos said Newsom’s slick budget presentation glossed over painful cuts to essential services, cuts that activists and Budget Analyst Harvey Rose have been discovering over the last two weeks. “I felt the mayor has done a real good job of presenting things to make it look like it’s not as bad as it really is,” Campos said.

 

COMMITTEE WORK

Avalos expressed confidence that his committee will produce a document to the full board in July that reflects progressive priorities.

“We’re going to pass to the full board a budget that we have control over,” Avalos said, noting that a committee majority that also includes Sups. Campos and Ross Mirkarimi strongly favors progressive budget priorities.

He also praised the committee’s more conservative members, Sups. Bevan Dufty and Carmen Chu, as engaged participants in improving the mayor’s budget. “I think the tension on the committee is healthy.”

Ultimately, Avalos says, he knows the board members can alter Newsom’s budget priorities. But his goal is to go even further and develop a consensus budget that creatively spreads the pain.

“Ideally, I want a unanimous vote on the Board of Supervisors,” Avalos said.

In the current polarized budget climate, that’s an ambitious goal that may be out of reach. But there are some real benefits to attaining a unanimous board vote, including the ability to place revenue measures on the November ballot that can be passed by a simply majority vote (state law generally requires a two-third vote to increase taxes, but it makes provisions for fiscal emergencies, when a unanimous Board of Supervisors vote can waive the two-thirds rule).

Avalos has proposed placing sales tax and parcel tax measures on the fall ballot. Other proposals that have been discussed by a stakeholder committee assembled by Chiu include a measure to replace the payroll tax with a new gross receipts tax and general obligation bond measures to pay for things like park and road maintenance, which would allow those budget expenses to be applied elsewhere.

But Avalos said Newsom will need to step up and show some leadership if the measures are going to have any hope of being approved. “To get the two-thirds vote we need to win a revenue measure in this bad economy is going to be really hard,” Avalos said.

“The mayor is open to new revenue measures as long as they include significant reforms and are conceived and supported by a wide swath of the community including labor and business,” Ballard said.

Sup. Sean Elsbernd — one of the most conservative supervisors — has repeatedly said he won’t support new revenue measures unless they are accompanied by substantial budget reforms that will rein in ballooning expenditures in areas like city employee pensions.

“Pension reform. Health care reform. Spending reform. One of the above. A combination of the above,” Elsbernd told the Guardian when asked what he wants to see in a budget revenue deal.

Avalos says he’s mindful that not every progressive priority can be fully funded as the city wrestles with a budget deficit of almost $500 million, fully half the city’s discretionary budget. “It’s a crappy situation, and we can make it just a crummy situation.”

The budget battle of the decade will erupt at City Hall over the next few hours, with firefighters, cops, and representatives of Mayor Gavin Newsom rallying out front at 1 p.m. and the providers and users of other city services – those slashed by Newsom, from public health to parks to social services – rallying with progressive supervisors in the same spot at 12:30 p.m.
Newsom spokesperson Nate Ballard denied accusations of improper coordination between Newsom and firefighters, who are represented by Eric Jaye, who is also running Newsom gubernatorial campaign. “There is an ethical wall between the Mayor and Eric Jaye on these issues, ” Ballard said. “[Newsom] agrees with the firefighters, but he is not involved with planning the rally. Maybe he’ll stop by.”
Expect fireworks and angry accusations being traded before both sides file into Board Chambers at 2 p.m. as supervisors consider an interim budget that shifts $82 million in Newsom cuts over to the public safety departments that actually got small budget increases despite the $438 million deficit.
Newsom did finally follow through on his seven-month-old pledge to work with supervisors yesterday, meeting with Board President David Chiu and Budget Committee Chair John Avalos, but they failed to resolve the impasse. As Chiu told us, “We didn’t hear anything from the mayor that would change where we were last week.”
In other words: Game on!

‘Budget Justice’ rally rocks City Hall

Hundreds marched from Hallidie Plaza to San Francisco City Hall yesterday afternoon to protest Mayor Gavin Newsom’s proposed city budget, which contains deep cuts to address a looming $438 million general fund deficit.

Organized by a coalition called Budget Justice, which includes Coleman Advocates, the Coalition on Homelessness, SEIU and others, the rally and march brought out a wide cross-section of people whose lives would be directly affected by cuts to the city’s health and human services programs. Homeless people, veterans, the elderly, AIDS patients, organizations that aid victims of violence and sexual abuse, people in need of mental-health therapy or programs for recovery from substance abuse, and single room occupancy residents were all represented.

Sups. John Avalos and Chris Daly delivered rousing speeches and hurled scathing criticism at Newsom’s proposed budget. They called for sharing the pain more equitably, and a number of speakers advocated for progressive revenue measures that could help stave off the worst of the bloodshed.

Wine-by-the-glass battle: half full, half empty

As expected, the Planning Commission granted the national franchise WineStyles a conditional use permit June 4 to add a wine bar to its premises on West Portal.

But the panel limited the hours and size of the bar beyond what the planning staff had recommended. (To stream the video of the hearing, click on item 8.)

WineStyles lined up impressive community support. Not only did the outfit’s backers submit 458 signatures and 58 letters in their favor, but 15 aficionados actually came in person to City Hall to rave about the wine store owners’ friendliness and their role in the community.

But the commissioners were also sympathetic to argument by supporters of a locally owned wine bar, Que Syrah, who fear that the big chain will drive the locals out of business.

Although the CEO of the Winestyles chain, Robert Spuck, told the New York Times in 2007 that blurring the line between a bar and a retail store was part of the company’s mission, the local WineStyles attorney, Tuija Catalano, argued that the establishment wants to remain primarily a liquor store. So the commissioners decided that sales of wine by the glass will have to cease at 8 p.m. daily instead of 10 p.m. The number of seats will be limited to 8 instead of 15.

Both WineStyles owner James Robinson and Que Syrah owner Stephanie McCardell declined to comment.

An estimated 10,000 people turned out in San Francisco May 26 for a day of rallies and marches staged in reaction to the California Supreme Court’s decision to uphold Proposition 8, the voter-approved measure passed in November 2008 that outlawed same-sex marriage in California. Expressing anger and frustration with the news, same-sex couples and advocates for marriage equality nonetheless vowed to push ahead with a new fight to overturn Prop. 8 at the ballot.

"Today’s court decision means we have to go back to the ballot," Abdi Soltani, executive director of the Northern California chapter of the American Civil Liberties Union, told a crowd gathered outside San Francisco City Hall. "The issue is not whether we go back to the ballot. The key question for us to tackle now is what we have to do in order to win at the ballot. That’s the difficult work that is ahead for all of us."

It was an emotional day for same-sex couples. Protesters took to the streets in permitted and spontaneous marches, and 200 arrests were made after a sit-in was staged at Van Ness and Grove streets around midday.

"It’s a sad day to be a Californian, as far as I’m concerned. I’m embarrassed," Castro District resident Hank Doonan, standing arm in arm with his partner Michael Talty, told the Guardian. Talty displayed his engagement ring. "We’re still getting married, and it doesn’t matter," he asserted with a note of defiance. "But we’re really sad today."

Molly McKay, media director for nationwide same-sex marriage advocacy group Marriage Equality USA, appeared at the San Francisco rally in a wedding dress. "I’m sorry we have to keep fighting the same battle," she told the Guardian later. "But I’m proud of all the people who turned out."

Wine bar wars in West Portal

If you live in West Portal, you may have recently noticed the sign in the WineStyles window at 9 West Portal: the wine shop is applying for a bar use permit. Its Conditional Use authorization hearing is scheduled for Thursday, June 4, at City Hall, and if approved, the wine retailer will be able to sell wine by the glass to its customers.

Actually, WineStyles had already been doing just that, in violation of the Planning Code, for almost a year, until the store got caught by the enforcement division. Pleading ignorance, the owners now want to come into compliance. But they’re facing opposition for locally based neighbors upset that WineStyles – part of a national chain – didn’t play by the rules.

City Desk Newshour ends long SF run

An era ended last night while my colleagues and I taped the final episode of the City Desk Newshour, a Comcast television program that has provided continuous weekly coverage of San Francisco City Hall for almost 30 years. It is simply the latest blow in a steady erosion of political and local government coverage by experienced journalists.

I’ve been a regular panelist on the show for a couple years now, but I was really struck by what an institution it is in November when we did a segment on the anniversary of the Harvey Milk and George Moscone assassinations. I glanced at the monitors and saw our B-roll footage of Milk, Moscone, and Dan White being interviewed in our studio for our show back in the day.

Comcast decided to slash its locally originated programming budget and fire half its Bay Area staff, something it is allowed to do because local governments have lost the legal ability to set local programming standards for cable companies as part of their franchise agreements. If you have Comcast cable, try to catch the final episode replays this weekend on Channel 11 and/or check out old episodes in the OnDemand section under hometown local programming.

But there is a silver lining to this story. Comcast officials in California successfully fought to save our show as long as we can retool it to have a more regional focus, which we’ll be working on over the next couple months. So tune in later this summer for a new show with a new name and new focus, but some of the same faces from the Guardian, Chronicle, Examiner, and KQED.

Racial justice: A to G spells victory

OPINION On Tuesday, May 19, poor and working-class families of color packed the San Francisco School Board with a powerful message of hope, opportunity, and justice: we want the right to a secure future in our own city. To get a good job here, we know we need a high quality education that prepares us for college, career, or union trade — not poverty or prison.

After a year of research, organizing, and talking to thousands of families, collecting 3,000 postcards, and mobilizing hundreds of parents and youth, our proposal — that every San Francisco student have access to the so-called A–G classes — was approved, setting the stage for a systemic change in our public schools that could dramatically improve the lives of tens of thousands of students of color over the next few years.

A–G describes the high school coursework that state colleges require for admission. Setting A-G as part of the graduation requirement will finally give low-income black and Latino students access to high expectations and our state college system.

We will have to stay on top of the district and monitoring will be intense and long-term, but we have parent and student leaders ready for the task, because their own lives are at stake.

Our experience is that thousands of parents and students get the issues, but that so many San Franciscans, even progressive ones, just don’t. In San Francisco, 75 percent of children are black, Latino, Asian, or Pacific Islander, and more than 80 percent of those families are low income. A full 90 percent of the students in public schools are students of color. This means kids’ issues in San Francisco are issues of racial and economic justice.

Our issues are often not the ones that make front page news. Education outcomes for black children — right here in San Francisco — are the worst of the state’s urban districts. But this gets lost in the inside baseball reporting about City Hall politics, the flinging about of political self-righteousness, and frankly, issues like JROTC.

We believe that organizing families for racial equity in our public school system is core to a progressive agenda in the 21st century. Consider the following.

•<\!s> Young people’s future in the 21st century San Francisco economy now requires a college education. More than 50,000 blue-collar jobs that paid a living wage without requiring a degree have disappeared from SF over the last generation.

•<\!s> Only one in three students from SF schools graduated from high school prepared for a four-year university in 2008. Without access to college and career-ready A-G classes, most graduating students weren’t even eligible for either the U.C. or California state universities or prepared for a union apprenticeship exam.

•<\!s> Most black, Latino and Pacific Islander students do not have access the A-G college, career, and union trade path in San Francisco. Marriage ruling met with civil disobedience in SF

Hundreds of people had gathered outside City Hall this morning to peacefully protest the Supreme Court’s 6-1 decision upholding Proposition 8. While there was undeniable anger and frustration in the air, the overall sentiment clearly indicated that the ruling wasn’t a surprise. Protesters arrived prepared, holding up signs and passing around petitions in a peaceful show of objection.

Frank Capley-Alfano, 34, sat among the circle of people gathered in the intersection of Van Ness and McAllister. A member of One Struggle, One Fight, he was accompanied by his husband, Joe, who held up an oversized replica of their marriage license. “I had a feeling deep down inside that the ruling would go the way it did,” Frank said. “I’m devastated, but I came to sit here and commit peaceful civil disobedience.”

And he did just that. At about 11:45 am, police began barricading the intersection and warned protesters to either move to the sidewalks or face arrest. Staying true to his word, Frank and his husband remained seated as officers marched in to begin arresting those who stayed behind.

For years, small business leaders have criticized City Hall for spending only a fraction of its hundreds of millions of dollars of public purchasing money with local businesses.

Wednesday night (5/20/01) at the Guardian’s annual Small Business Awards Ceremony, Board of Supervisors President David Chiu and the new executive director of the Small Business Commission Regina Dick-Endrezzi acknowledged the wrongway policy and pledged to work to change it and put millions of dollars of city money into local businesses and the local economy instead of spending it for good and services out of town.

Chiu, a former small businessman and former president of the SBC, said he had campaigned on this issue and would do all in his power as board president to fire up a “Shop Local, City Hall” campaign.
Dick-Endrezzi said the SBC would make it a central issue on the commission agenda. She also said she wanted to promote a Shop Local campaign for the 55 per cent of the city’s work force who lived outside the city.

Both Chiu and Dick-Endrezzi pointed out that the city was dependent on small businesses as the backbone and economic engine of the city. Yet, they could not get much of the public money that the city spent each year for goods and services.

Chiu said the issue was not new with him and waved to Steve Cornell and Scott Hauge, battle-scared veterans sitting in the audience, and said they had been at it for “l0 or l5 years.” He asked Hauge how long. “Twenty years,” Hauge said. Cornell and Hauge were both pleased with the statements and said they were awaiting the action.

Chiu spoke as keynoter for the ceremony and handed out the award certificates. Dick-Endrezzi spoke as an award winner for small business advocate. She was making her first public remarks as the new SBC head and, in outlining the issues for small business and the SBC, gave every indication she was the right choice by Mayor Gavin Newsom for this critical City Hall position. Guardian Executive Editor Tim Redmond served as master of ceremonies, which were held in the bar area of the Teatro Zinzanni theater.

It was not what you’d call a banner day in the big leagues. On May 12, the progressives — who celebrated sweeping victories in last fall’s election — lost three significant battles, leaving me more than a little nervous about the upcoming epic fight over Mayor Newsom’s 2009-10 budget.

In separate votes, with different members going the wrong way each time, the Board of Supervisors sided with Newsom on a private deal to build a solar-power project in the Sunset District, then approved his Muni service cuts and fare hikes.

And while the final Muni vote was going on at City Hall, the School Board was meeting nearby and voting to restore a military recruiting program to the public high schools.

This is not what any of us had in mind during last fall’s campaigns.

The vote to approve the Recurrent Energy project came early in the day and left me shaking my head. The idea was fine — build solar panels on the Sunset Reservoir — but the contract the mayor’s Public Utilities Commission put forth was full of serious problems. For starters, nobody was ever able to explain why the city never looked seriously at a way to build the project itself instead of giving the land to a private, for-profit company that will charge very high rates for the power. It was the kind of deal you’d expect the fiscal conservatives to wince at, but no: Sean Elsbernd was all in favor.

That left Ross Mirkarimi and David Campos to raise the questions about this use of public resources and public money. The problems should have been hammered out in committee, and the deal amended before it ever came to the board. But to my surprise, John Avalos voted with Carmen Chu to pass it out of Budget and Finance.

Then, again to my surprise, Eric Mar broke with the progressive bloc and sided with the Newsom camp to approve the thing.

I wasn’t thrilled with the outcome, but you can’t win ’em all — and I figured that at least the Muni fare hikes were going down. After all, Board President David Chiu had done an outstanding job of challenging Muni on its assumptions and its spending on plans, and was leading the charge to reject the budget. Six other supervisors signed on to his move.

Then the backroom talks started — right in the middle of the board meeting. The Mayor’s Office offered a few tidbits, but insisted that the fare hikes and service cuts had to be passed or the entire city budget would be out of whack. And to my surprise, in the end, Chiu blinked. He voted to table his own resolution, effectively approving the Muni plan.

What was missing in all of this, I think, was visible progressive leadership. Chiu has done some good things, but he’s still very new — and in this case, he didn’t stand up to the mayor. I think that’s partially experience, learning how Newsom plays the game and realizing that you can’t let him threaten you or push you around, that compromise is fine and open communications are great, but that in the end, the supervisors have to call their own shots.

And there’s nobody else on this board stepping into that role right now.

The progressive majority on the board is fractious, but that’s always going to be the case. The reason there’s no left-wing "machine" in San Francisco, and never will be, is that people on the left are always too independent and too unwilling to be herded. There’s still room, though — and now, a desperate need — for leadership, for someone who can be the majority whip and make sure the six votes are there when we need them.

If the progressives can’t stick together on Newsom’s budget, it’s going to be a long, and painful, year.

I wish Mark Sanchez had decided to stay on the School Board instead of running for supervisor. He would have been re-elected, and either Jill Wynns or Rachel Norton would have lost, and this whole JROTC fiasco would never have happened.

There are plenty of problems in the schools, plenty of issues for the board to work on, and with the deep budget problems, it’s going to be important for the members to work together. The decision by Wynns and Norton to dredge up a done issue and drag it back before the board was needless and wrong.

I’m way against JROTC in the schools, but even some of the people who ended up supporting it — like board member Norman Yee — never wanted to see it back before the board again. Now we’re going to be fighting over this for months to come. There may be litigation, and it didn’t need to happen.

Now any hope of finding an alternative leadership program that doesn’t involve the military is gone for at least the next two years, and we’re stuck with the Army as part of our high school curriculum.

Big afternoon at City Hall

A series of progressive groups will take to the steps of City Hall this afternoon for rallies supporting Sup. Chris Daly’s renters’ economic relief legislation, laying out the budget priorities of Coleman Advocates for Children and Youth, and opposing the damage to Muni that would be inflicted by the Municipal Transportation Agency’s budget.

San Francisco Tenants Union sponsors a noon rally that precedes the 1 p.m. Land Use Committee hearing on Daly’s legislation, which would expand renters’ rights to add roommates, suspend rent increases that would exceed 33 percent of a tenant’s income, and limit rent increases that have been banked over several years.

At 2 p.m., Coleman Advocates launches a preemptive strike on the June 1 release of Mayor Gavin Newsom’s proposed budget, calling for City Hall to be mindful of the needs of low-income families that are being forced from the city.

And then at 3 p.m., the Transit Justice coalition will make a last ditch effort to save Muni from service cuts and fare hikes. Although the Board of Supervisors last week approved a negotiated deal to approve the MTA budget, progressive supervisors on the Budget and Finance Committee revived it the next day and it returns to the full board tomorrow.

While Sups. David Campos, John Avalos, Eric Mar, Ross Mirkarimi, and Daly – who oppose the MTA budget deal – need two more votes to be successful, they’ll highlight how Muni fares will have doubled to $2 under Newsom and they’ll push for drivers to share more of the Muni riders’ pain and a decrease in the $63 million in payouts to our departments.

Is cable access worth $28?

That’s a key question that will come before the Board of Supervisors Tuesday.

The board is voting on a resolution by Sup. Ross Mirkarimi that would seek to save the city’s PEG — that is, public, educational and government — cable TV access program. If the resolution doesn’t pass, the current PEG system, run through the nonprofit San Francisco Community Television Corporation — will shut down June 30.

The Comcast lobbyists are all over City Hall, working every supervisor, trying to stave off a move that would make the company pay a few million dollars a year to keep CTC running. Comcast’s biggest argument: We will simply pass the costs along to the consumers. Cable subscribers who now pay $6.24 a year for PEG fees will wind up paying $28.20 a year.

Comcast is calling that a 352 percent hike, but the reality is that $28 a year is, in my mind, very little to pay for the kind of cable access we now have. As CTC chief Zane Blaney noted in a message he sent around this week:

The question is whether PEG access is worth $2.35 per subscriber per month? That’s less than the price of a latte or a pizza or a bag of chips. It’s less than the price of a movie or three iTune downloads. For a year, it’s about the price of a movie for two with popcorn. Most subscribers get hundreds of channels that they don’t watch or care about and get nothing but mindless programming in return. With PEG they get access to television training and production facilities; 2,500 hours of relevant local, community-based, grassroots programming; gavel-to-gavel coverage of government meeting and distance learning courses.

The vote on Tuesday will determine if the cable industry will continue to rule at City Hall; diminish the return to San Franciscans for their use of our public-rights-of-way and continue to collect nearly $2,000,000 per year from San Francisco cable subscribers without returning anything substantial in the public interest. We can make a difference, but not without your help. Here’s what you can do.

Tell them PEG access is worth $2.35 per month and, if you’re a cable subscriber, tell them you’re willing to pay this fee and to support the State Video Franchise Holder Ordinance at 3%.

Also, if you’re available, come to the meeting of the Supervisors on Tuesday, May 19th with an object worth at least $2.35 and hold it up with a sign supporting PEG. No food or drink is allowed in the Chamber.

Sounds like a good idea to me.

John Ross takes no prisoners

It wouldn’t have been John Ross Day in San Francisco if they didn’t have to call the cops.

And, indeed, a few minutes after Ross – the poet, journalist, activist, author and Bay Guardian correspondent – was honored at the Board of Supervisors, with a proclamation sponsored by Sup. John Avalos, his companeros and campaneras recessed to a conference room down the hall to await refreshments, and since it was 4:20, and the windows of the room were open, well …. The smell of fresh herbal medicine wafted out the door and down the hall, and pretty soon you could smell it in front of the supervisors chamber, and before long a couple of sheriff’s deputies came by and – politely, respectfully – informed us all that smoking – “of any kind” – was forbidden in City Hall.

And for a moment, I shuddered, because whenever the cops are around and John is around, there always seems to be trouble.

But remarkably enough, everyone on all sides kept cool, and the deputies walked away, and John made it through an entire afternoon and evening at City Hall without getting arrested.

That’s a far cry from the old days.

Typically, when people are honored by the supervisors, they thank the board, praise the wonders of this city and politely and meekly receive their award. Not John Ross.

The half-blind, half deaf rabble rouser made a short statement in which he managed to insult city government, denounce the entire process of giving out awards and demand that the board reject the Muni fare hike. Then he read a poem denouncing the “motherfuckers” who are driving poor people out of the Mission.

It was a great moment in San Francisco history. Supervisors Chris Daly, David Campos, Avalos and Ross Mirkarimi seemed to be enjoying themselves immensely; some of their colleagues, as Daly later told me, were squirming.

But that’s why we love John Ross, an uncontrollable shit disturber who is utterly and sometimes insanely fearless, who is pure of heart and devoted so deeply to the cause of social justice that he can’t put it aside, even for a minute.

In the wake of Tuesday’s vote on the Recurrent solar power deal for the Sunset Reservoir, long time progressive activists have to ask themselves, what happened?

A widespread commitment to positive government courses through the veins of San Francisco’s political community. Whether it’s defending the public health care system against cuts or the perennial advocacy of public power, one thing that unites progressives is a belief that government should work for the people and that corporate special interests have no place dictating or writing the terms at City Hall.

Bike Coalition honors Sunday Streets

The San Francisco Bicycle Coalition honored the proponents of Sunday Streets – the temporary closure of San Francisco roads to cars that was created by a partnership of groups ranging from Livable City to the Mayor’s Office – at its annual Golden Wheels awards event, held last night in the War Memorial Building across from City Hall.

Sunday Streets, part of an international trend toward adopting the ciclovias popularized in Columbia as a means of expanding public space and promoting fitness and recreation, started last year in San Francisco with two events and there are six planned for this year, with the second coming this Sunday from 10 a.m. to 2 p.m. from AT&T Park to the Bayview Opera House.

“The streets belong to us, they are the public spaces of the city, but they don’t feel like they belong to us,” said Livable City director Tom Radulovich, who praised the unlikely coalition that brought these events together. “I don’t get a chance to thank the mayor for very many things…But the mayor was committed to this.”

On Dec. 3, 2008, just before noon, Mayor Gavin Newsom arrived at a press conference in Noe Valley to remind city residents why it’s important to shop locally. The mayor climbed out of his shiny new hybrid SUV, walked into the Ark Toy Company, showed charts and graphs, and talked about how money spent in town helps the local economy. Joined by Steve Falk, president of the San Francisco Chamber of Commerce, Newsom urged holiday shoppers to look first in San Francisco before buying something on the Internet or in some suburban mall.

The mayor’s shop-local press conference was a clear sign that the debate over the role of small business in the San Francisco economy is over. Everyone from the mayor’s business advisors to the Chamber of Commerce to small business advocates and progressive economists now agrees that small local businesses provide the vast majority of the jobs, keep their money in town, and generate more tax dollars, more wealth, and more prosperity for this city than the big out-of-town chains.

It was a picture-perfect scene, until KPIX-TV reporter Hank Plante asked the mayor an embarrassing question: Why, he wanted to know, did the Mayor’s Office buy Newsom’s new car in Colma?

Newsom said he didn’t have a clue.

Actually, the reason was pretty simple: the dealership in Colma submitted the lowest bid. But San Francisco lost out on the sales tax, a local Chevy dealer that was going out of business lost a local sale, San Francisco workers lost a commission — and in the end, the city almost certainly lost more on the deal than it saved with the Colma discount.

That’s the untold story behind the mayor’s promotion. San Francisco, as a buyer of goods and services worth hundreds of millions of dollars a year, does a terrible job at shopping local. Indeed, for years small business advocates have been trying to get city officials to make it easier for local merchants to get city contracts — and they’ve made very little progress.

"I’ve worked so hard on this, year after year, and nothing ever happens," Scott Hauge, a small business activist and organizer, told us. "After a while, I just threw in the towel."

Hauge is devoting his energy these days to statewide issues. But on the local level, there’s a growing sense that the city needs to do more to help small local businesses get their share of the massive public spending pie.

"The Small Business Commission has made it clear that this will be a priority over the next year," Regina Dick-Endrizzi, the commission’s acting director, told us.

Nobody knows exactly what percentage of city contracts for goods and services go to local businesses. Hauge said the Mayor’s Office did a limited survey about a year ago, but the data wasn’t very good. And while Newsom signed an executive order in 2005 directing departments to look for ways to patronize local businesses, there’s not much to show for it.

"I think probably less than 10 percent [of city spending] goes to local businesses," Hauge said.

Board of Supervisors President David Chiu, a former small business commissioner, agrees. "I think it’s accurate to say that at least 70 to 90 percent of all city contracts go to out-of-town businesses," he told us.

As Dick-Endrizzi pointed out, city purchasing has strict rules — and for good reason. "In most cases, you have to put out a request for proposals and take the lowest bid," she said. "If you didn’t have that, you’d have a big problem with favoritism."

But when the lowest bid is the only criterion, San Francisco businesses are at a distinct disadvantage.

"Say a city agency wants to buy five hammers," said Steven Cornell, owner of Brownie’s Hardware. "I have the hammers for $6, but somebody in Nowhere, Miss., can sell them for $5.99.

"Well, the shop in Mississippi doesn’t have to pay San Francisco’s minimum wage, doesn’t have to pay for sick days, doesn’t have to pay for health care … We’ve asked businesses to contribute to all these good social policies, then those businesses get penalized because someone else can sell something cheaper."

Cornell — who says he agrees that local businesses should pay well and give their workers benefits — is frustrated that when it comes to purchasing, the city doesn’t give anything back. "We lost S&C Ford, we lost Ellis Brooks Chevrolet," he said. "Those were all union jobs, with good benefits. And how many cars did the city buy from them?"

When Cornell was on the Small Business Commission, he remembered some small locally owned cabinet-making shops came to complain about a $4 million city contract for woodwork. "They told us that they lost the contract to a Canadian firm," he said. "The costs of operating in San Francisco were higher than in Canada, so they couldn’t compete."

"We do not as a city reflect the fact that we ask employers to do good things for their workers," Chiu added. "When we spend perhaps $1 billion a year in city contracts, those employers don’t have a level playing field."

Sure, on the surface and in the short term, the city gets a better deal when it awards contracts based entirely on price. But San Francisco has, as a matter of public policy, already decided there are good reasons to give minority-owned contractors some advantage in bidding, and that public contractors should pay prevailing union wages and offer benefits to domestic partners. Local enterprises get a modest advantage in some bids, but nowhere near enough to make up for the cost difference of operating in San Francisco.

And as Newsom himself has made clear, spending money locally has a long-term economic benefit that almost certainly outweighs the price differential in most bids. "When Newsom bought his car in Colma, the city lost the sales taxes, and lost the multiplier effect of the money being spent in town," Cornell noted.

In fact, a 2007 study by Civic Economics, sponsored by the San Francisco Locally Owned Merchants Alliance, showed that if city residents shifted just 10 percent of their purchasing from national chains to locally-owned businesses, the city would gain 1,300 new jobs and $200 million in economic activity every year.

Imagine the activity — the positive benefits to the local economy — that would come with the city shifting, say, 25 percent of its spending to local businesses.

Obviously the city can’t buy everything in town. "Nobody in San Francisco makes Muni trains," Cornell noted. But a lot of what city departments buy, from hammers and paper to cars and trucks, is available from local suppliers — or could be. "If the city made it known it was looking to buy something locally, some entrepreneur would come along and figure out a way to supply it," Cornell said.

So how could this work on a policy level? It’s not that complicated. The city controller, or the Human Rights Commission, which oversees contracting policy, could devise a formula showing how much the cost of complying with city laws like the minimum wage, health care, and sick days (laws that most of us, and many small businesses, fully support) drives up the cost of doing business in San Francisco. Then give local merchants an equivalent advantage in the bidding process.

In other words, if the hammers at Brownie’s Hardware cost 25 cents more than the hammers in Nowhere, Miss., because Cornell pays for his workers’ health insurance, he should only have to come within 25 cents of the cut-rate suppliers’ price to get the city’s business. And if the taxpayers have to fork over a few cents more to buy local hammers, the money will come back, and more, from the demonstrated benefits of shopping locally.

Chiu thinks that’s a good idea, and he’s already taken the first steps to forcing the city to shop local. Chiu introduced legislation in April requiring the city to set aside a portion of all contracts for locally-wned businesses and to increase the financial advantage local firms get in bidding.

And at Chiu’s request, the HRC will appear before the supervisors Land Use Committee May 11 to present the latest data on how much city spending goes to local businesses. "I’ve been asking for this for two years," Chiu said.

"It is unwise for our city not to take $1 of public money and give it to a local business that will pass that dollar onto its local employee, who will then spend it at another local business," he added. "The multiplier effect of this is that money spent locally is better for the economy, and for the taxpayers."

"It was really all about trust," says Stephanie Foster of Church Street Flowers, when asked about the benefits and perils of transferring ownership of the delightful bouquet boutique — and perennial Guardian Best of the Bay winner — near the Castro to the employees. Foster, along with Rachel Shinfeld and Brianna Foehr, took over in December 2008 from previous owners Michael Ritz and Thomas Teel, who’d run the shop for a decade. "The three of us had worked here for a while and we knew our stuff, so Michael and Tom knew they could rely on us to preserve the legacy. And the outpouring of support from our neighbors and regular customers has been overwhelming."

The ownership change of the cozy shop, bursting with vibrant blooms and friendly energy, went off without a hitch. "We were part of the lucky few who received a small business loan before the economic collapse," Shinfeld says. "But our business plan was smart, and the bank saw that we knew what we were doing." And, even in the current climate, business is thriving. "Our arrangements aren’t your standard cookie-cutter stuff," Foster says. "People nowadays want personalized, reasonably priced, green-minded, and locally sourced. We fit into all that — most of our flowers are from the downtown flower market and we keep an eye out for organic. Plus we strive to create a real connection with our customers, so we can give them exactly what they want."

"Sure, there have been some adjustments," Shinfeld adds. "There’s a lot of paperwork — and the first thing we needed to tackle was a Web site redesign. But our experience working here helped us through, and I think we’re just beginning to blossom in our new roles." (Marke B.)

What is the special ingredient that transforms a business from just another store into a place that makes people feel inspired and connected? After 42 years as a San Francisco independent bookseller, Green Apple Books and Music seems to have found it. Located on Clement Street in a building that predates the 1906 quake, it’s a "big, sprawling, dusty and funky new and used bookstore," as co-owner Pete Mulvihill describes it, creating an atmosphere for interactions that might seem impossible in a big-box store. Several weeks ago, for instance, a customer approached the store clerks, presented a CD, and requested that they play it. He also asked them to clear out the philosophy room. "I want it to myself for just a minute," he explained. The staff complied, the music started, and the man whisked his girlfriend into the philosophy room and proposed to her.

"To me, that’s an honor that somebody loves the place so much that they would propose to their girlfriend here," says Mulvihill, one of three owners and an employee for more than 15 years. A founding member of the San Francisco Locally Owned Merchants Alliance, he has been at the forefront of a push to identify and promote the city’s small, independent businesses. "Locally-owned businesses recirculate more money in the local economy than national chains," the SFLOMA Web site points out.

HUT LANDON

Hut Landon is responsible the past few years for helping direct millions of dollars into small business in San Francisco and beyond, and millions more into the local economy.

He does it through his energetic and creative leadership of two key organizations that promote the interests of locally-owned small business. Landon has been the executive director of the Northern California Independent Booksellers Association (NCIBA), which promotes the interests of 200 independent bookstores in the region. He is also executive director of the San Francisco Locally Owned Merchants Alliance (SFLOMA).

Under Landon’s stewardship, the two groups commissioned a pioneering 2007 study that quantified the value of locally-owned businesses in the city. Their stunning finding: if consumers redirected l0 percent of their retail purchases from chains to locally-owned merchants, the result would generate about $200 million for the economy, l,295 jobs, and $72 million new income for workers.

Landon’s timing could not have been better. As the economy tanked, local merchants and neighborhood business organizations used the l0 percent consumer shift as a mantra. The study also pointed out that the local economy could get another big boost if the city would shop locally with the tens of millions it now spends outside the city for goods and services.

Landon likes to use the example of two brothers who live together. One works on Potrero Hill and eats lunch at one of the many locally-owned restaurants. The other works at Stonestown shopping center and eats at a chain restaurant because that’s all there is out there. The Potrero Hill money, he points out, stays in the community. Small business owners often feel as if they don’t have many advocates at City Hall. But they do have Regina Dick-Endrizzi.

Dick-Endrizzi, acting director of the Small Business Commission, has been moving rapidly on ways to help small businesses feel more comfortable dealing with the city — and to help them thrive in a tough economic environment. She helped establish the Small Business Assistance Center, which guides local merchants and prospective entrepreneurs through the thicket of city regulations. "It’s a tremendous asset," she told us. "When people walk through the door, we can take the time to help them develop a roadmap to doing business here." And she’s a driving force behind the Shop Local campaign, which will launch this month with bus shelter and bus-side ads designed to encourage San Franciscans to keep their money in town (co-sponsored by the Guardian).

Known in political circles as a former aide to Sup. Ross Mirkarimi, Dick-Endrizzi has a solid background in business. She moved to San Francisco in 1986 to open the Haight Street Buffalo Exchange store, and worked with that company for 13 years. "We bought our inventory from local people, and I had to have a close relationship with local small businesses," she said. "I have an intimate understanding of what it takes to run a business."

After several years in Mirkarimi’s office, she learned of the opening at the Small Business Commission, and plans to stay there for a while. "I truly believe in what this department offers to small business," she said. "There’s such a tremendous need." (Tim Redmond)

URBAN SOLUTIONS

Urban Solutions has its roots in the South of Market Foundation, an economic development corporation formed in 1992 in response to what SoMa merchants, residents, and community-based organizations felt was a lack of accountability in their neighborhood’s development.

A decade later, the organization changed its name and Urban Solutions was born. Two years after that, the burgeoning nonprofit opened a second office, this time in the Western Addition, becoming an important source of service in both neighborhoods.

Urban Solution’s executive director Jenny McNulty says she is currently excited about her organization’s Green Business initiative, which helps educate small business on how to conserve resources and reduce their carbon footprints — and save money in the process.

McNulty is also amped about Urban Solution’s effort — undertaken with the San Francisco Redevelopment Agency — to revitalize Sixth Street’s commercial corridor.

"We’re expanding our Green Business Initiative program, which offers free consulting to help small businesses go green by implementing cost-saving practices to increase the sustainability of their business operations," McNulty said.

Urban Solutions’ Sixth Street revitalization effort includes beautifying the area and helping businesses, in conjunction with Redevelopment Agency grants, by improving their facades, installing new awnings, repainting buildings, and replacing windows, storefronts, and entrance ways.

Jens-Peter Jungclaussen had a dream: Buy a gutted, camouflage-painted school bus on eBay, convert it to biodiesel, and put it to use as a mobile classroom by day and a party on wheels by night, a rollicking omnibus of education, culture, and sustainability. With a few flicks of his wrist, Jungclaussen, a former German windsurfing pro and biology and PE teacher, transforms the bus to suit the need at hand — pulling down a movie screen from the roof; unpacking a buffet table, wet bar, or set of turntables from beneath the seats; or simply switching on the "party lights." Dubbed das Frachtgut ("the good freight"), the bus has hosted dinner parties on Twin Peaks, ecology classes in Muir Woods, sunrise raves on undisclosed beaches, and screenings of The Big Lebowski (complete with bowling and White Russians). It also serves as a mobile billboard for its various local, eco-friendly sponsors and can be rented for field trips and corporate events.

The ever-enthusiastic and tireless Jungclaussen recently turned his attentions to youth education, this year offering for the first time a "mobile summer camp." Teaming up with fellow teachers Michael Murnane, Gretchen Nelson, Justin Ancheta, and Leah Greenberg, he’ll present three, 11-day sessions on wheels that will introduce young people to a variety of Bay Area natural, artistic, and historical treasures. But don’t worry, the parties will still keep rolling. As Jungclaussen promises of the bus, "What you want it to be, it will become." (Marke B.)

ARTHUR JACKSON DIVERSITY IN SMALL BUSINESS AWARD

It’s easy to assume that the purpose of Chillin’, the brainchild of Mexico City native Irene Hernandez-Feiks, is simply to have a good time. But the multimedia parties Hernandez-Feiks has been throwing for 11 years are much more than entertainment. Their actual purpose is to stimulate the economy and support one of the most difficult small businesses to sustain: the business of art.

A former designer herself, Hernandez-Feiks started out organizing weekly happy hours at 111 Minna where she would feature up to five independent Bay Area designers. Her philosophy? Charge the designers nothing for the opportunity and take no commission. The formula worked so well that Chillin’ eventually grew from weeknight happy hours to Saturday night events, complete with DJs. Now Chillin’ is a full-fledged happening — indeed, the June 13 anniversary show at Mezzanine features 180 photographers and artists, 40 filmmakers, 80 fashion designers, and 12 DJs.

But watching Chillin’ grow — and seeing participating artists transform themselves from local to international names — isn’t enough for Hernandez-Feiks. She also devotes much of her time to charity work, including involvement with Gen Art, the Mexican Consulate Cultural Affairs division, the United Nations and Natural World Museum, and the Art Seed Apprenticeship Program benefiting Bayview- Hunters Point youth.

"Because of Chillin’, I have relationships with so many artists," she says. "I want to use those connections to help everybody out." (Molly Freedenberg)
