D10 candidate Eric Smith on Local SF

Coming into work this morning, I was greeted by the sight of D10 candidate Eric Smith standing under a San Francisco Bike Coalition tent near the railroad/freeway intersection at 16th and 7th Street in Potrero Hill.

Curious, I stopped by their tent where I was greeted by a hearty handshake from Smith, and plenty of input from the Bike Coalition’s Marc Caswell and League of Conservation Voters president Amandeep Jawa about why they support Smith.

“Eric is about integrity and sustainability,” Jawa said. “In a district like D10 that so desperately needs those things, Eric is the obvious choice.”

“D10 has a lot of really great street projects that are already approved by the MTA,” Caswell added. “So we are looking for strong leadership from Eric on the Board of Supervisors around biking, walking and transportation.”

Smith for his part chatted about Sup. John Avalos’ recently introduced Local SF legislation, which would require contractors to meet local hiring goals that will be phased in over the next few years.

Smith supports Avalos’ legislation—and thinks it needs to go even further.

“A lot of the folks who are clamoring for jobs don’t have the skills,” Smith said, noting that only John O’Connell High School of Technology has vocational training.

“Idle union workers could train folks for prime time, that’s the basic premise of the work that Raquel Pinderhughes did,” Smith said, referring to the efforts of Pinderhughes, an urban studies professor at San Francisco State, to secure truly green-collar local jobs.
“There has to be a mechanism to train folks who need skills, to get them truly trained and ready to take the union tests. That would be a sustainable approach and a huge part of the solution.”

I’ve been hanging out with the Haight Street kids. Over the course of a week or so, I smoked weed, drank malt liquor, witnessed nasty run-ins with police officers — all events that anyone who has walked down the sidewalks of that legendary street would expect. But I also met people who’d give away their last dollar to a friend, people who know a thing or two about community, and people who don’t see sidewalks only as thoroughfares to commerce.

Ironically, though the homeless kids on Haight are the explicit inspiration for Proposition L, the sit-lie measure on the Nov. 2 ballot, their voices have been significantly absent from the vitriolic debate on its merits and faults. Ironic because of all people, it’s these young men and women — and the citizens of San Francisco who interact humanely with them — who could teach us the most about what public space in San Francisco could be.

I didn’t just stand with a notebook, fire questions, and walk away. I took a seat and spent time with the kids, to see for myself whether its true that they’re harassing people, letting their dogs run amok, and generally ruining everyone’s lives as much as sit-lie supporters say they are. That it turned out to be uplifting was an added bonus. I got to see what many don’t on their way to shop for souvenir bongs, retro dresses, and designer skateboards — the reason young people from around the country come to the neighborhood.

It doesn’t have anything to do with fancy Victorians and boutiques, which may explain the disconnect between the street kids and their detractors. They come for the legacy of individuals brave enough to slough off social mores that Haight-Ashbury residents are so ostensibly proud of — not to mention the companionship of others who are comfortable with their rejection of and by society. They come to share stories and pipes and encouragement, and it was cool to watch a streetscape in San Francisco that wasn’t geared solely to commerce.

And while the young people I talked to told me how much they liked to travel, to live free of convention and without ties to the workday world, after a while most acknowledged that they had left behind families who couldn’t or didn’t care for them, home situations that were uncomfortable enough to make life on the streets seem like a better alternative.

Although violent incidents, uncivil behavior, and threatening dogs are well-documented by other news sources, I didn’t see any of that when I was hanging out on Haight. That doesn’t mean that these things don’t exist — but it might suggest that some of the strident supporters of Prop. L are seeing what they want to see.

SPANGING

Steven, who asked us not to use his full name, is 20 and homeless. He grew up in Stockton, became a welder after high school, then decided he “didn’t want the hassle” of staying put for a wage job. His fingernails play host to an ungodly amount of dirt, but his tight blonde curls, pretty golden eyes (“they look like a lion’s!” says one friend in amazement) and mellow, generous demeanor make him a popular hub among his homeless peers.

It doesn’t hurt that he sells weed, small amounts at a time to passing tourists and acquaintances. He silently passes a pipe around to his companions with the slightest provocation. Steven approached me on the street before he knew I was a journalist, a fact that seemed to make little difference to him.

He says he came to the Haight “for the people,” for the area’s reputation of open souls and unconventional artists that originated in the glory days of Janis Joplin and the Grateful Dead. Like most of the kids I talked to, he eschewed the often dangerous shelter scene to sleep in Golden Gate Park or nearby Buena Vista Park despite the police surveillance that could result in spendy fines for park camping.

Although Steven’s worldly possessions fit into the large camping backpack he carries with him 24 hours a day, and even though he’s been living on Haight less than nine months — broken by a jaunt to Eugene, Ore., where he found it “too rainy” to join the town’s expansive street kid community — he doesn’t plan on being homeless forever. It’s just that nothing about this economic climate inspires him to sell his freedom for a paycheck. He plans to go to a four-year college eventually. He sees an education as the only way to get a “real” job. “But until then, why not do this?” he asks. I’m not sure if he’s waiting for my answer.

“This” is sit on Haight Street and “spange,” the term used for “flying a sign” and asking shoppers and neighbors walking by for money, often in a creative way. Of the many crimes street kids are guilty of in the eyes of supporters, spanging is the only one Prop. L would effect.

If Francisco voters approve it, anyone who sits or reclines on the sidewalk (with exceptions for the handicapped and those with permits — but not for the tired, workers on breaks, or people waiting for buses) will be subject to a fine of $50 to $100 for the first offense and $300 to $500, or a maximum of 10 days in jail, for someone found guilty twice within 24 hours of unduly supporting his or her body on the sidewalk between 7 a.m. and 11 p.m. Similar laws can be found up and down the West Coast — although Portland’s was pulled from the books last year after being found unconstitutional because it targeted the homeless.

I ask street kid after street kid why they’ve chosen this lifestyle. Many wouldn’t have it any other way. “Why do people want us off the street?” says Oz, a 21 year old from upstate New York who deals alongside Steven. “Probably because they can’t do this themselves.”

Though I’m skeptical at first, after a while I see why the unconventional group of “travelers” on Haight choose to spend their time spanging. Conversations get struck up with the most unusual people — the old hippie who bought a new Mad Hatter cap for the weekend, the suburban woman who might or might not like to buy some weed (she can’t decide). When a few businesses ask us to move so they can sweep the sidewalk or clear a doorway, the street kids I’m watching relocate with little protest. Many who walk past Steven seemed to find humor in his sign, which that day reads “Are you one paycheck away from having this be your job too?” He says he likes to switch his message daily. “Keep it fresh.”

By hanging out with the spangers, I get to see a Haight Street with human interaction at its core. People walk by, often dropping off surprisingly generous gifts: a ex-Grateful Dead roadie with a massive beard who lives in Fairfax and stopped by the neighborhood for a quick lunch with his daughter parks in front of Steven’s group and approaches them. “You kids hungry? You look like you could use a pizza.”

He emerges a half-hour later with a large cheese pie and drives away after chatting for a few minutes about the old days, to the glee of the group (many of the street kids are Dead Heads). The kids eat their fill, then start handing out the remaining pizza to people walking by, a comic role reversal. “I like to support the community — they get back all the money they get sucked out of them,” Steven tells me.

“NARCOTIC FUELED, ANTISOCIAL THUGS”

The campaign to put a sit-lie ordinance into effect in San Francisco kicked into gear with a Saturday morning stroll. As San Francisco Chronicle columnist C.W. Nevius — who regularly publicizes complaints against the Haight street kid culture — reported Feb. 27, Mayor Gavin Newsom recently relocated to the neighborhood and saw evidence of drug use on the main stretch of Haight where he was walking with his infant daughter. “As God as my witness, there’s a guy on the sidewalk smoking crack,” Newsom reportedly said.

The mayor threw his support behind a sentiment already being voiced by the Haight Ashbury Improvement Association, a resident-merchant alliance in the area. HAIA sees the street kids as disruptive outsiders. “These are not the flower children of the 1960s. It’s narcotic fueled, antisocial thugs who act like a quasi-gang,” Ted Loewenberg, president of the association, was quoted as saying in Business Week.

Adds the Prop L website: ” … the Haight-Ashbury district — once synonymous with peace and love — this corridor is now a hot spot for street bullies, pit bulls, and drug abuse.” It’s a deft cultural lobotomy that dissociates drugs from the Summer of Love, and a devious one that implies that street kids weren’t major players in that social revolution.

As for the bullies, I didn’t see any violence from the street kids in the days and nights I spent out on Haight Street.

I couldn’t get cops to talk to me about it, either. There were two police officers on foot traversing Haight’s main strip and I introduced myself when they stood chatting with a coffee shop owner in the afternoon sunshine and asked them about the sort of neighborhood complaints they regularly received about the street kids.

“No comment,” Cop No. 1 told me. Okay, Cop No. 2, your thoughts? “I don’t speak English.”

To my requests that they share their view of crime on Haight, I could get one response: “It’s complicated.” Later, when I returned to write down their badge numbers, they were standing silently, staring at a lone young man sitting against a wall next to his skateboard. The kid was looking at the ground. Eventually they handcuffed him and put him in a police car while he pleaded meekly about it “only being a little bit of weed — and I was only skateboarding on the sidewalk.”

The most aggression I witnessed from any party took place while I was tapping my feet to a group of traveling bluegrass musicians performing around 10 p.m. on a Thursday. Their cover of Del Shannon’s “Runaway” had inspired an older homeless man to strike up a curiously graceful stomp dance on the sidewalk. He was so drunk and fully immersed in the music that the bottle of Jim Beam in his flailing hand didn’t even register when the police officer approached him and asked, “What do you think you’re doing?”

The musicians began to pack up. “I could have told you this would happen 20 minutes ago,” one tells me, nodding toward the old man. “Don’t say a word or I’ll fucking take you in,” said the cop, who poured out the half-full bottle and wrote a ticket for the older man, who had made a few feeble protests that ended abruptly with the cop’s obscenity.

The officer said he’d received a complaint about the music, a line I heard from each cop I came into contact with on Haight — including one officer who cautioned a family with a toddler to pack up the bracelets they were selling to pay the towing charges on their van. “People don’t like to see people with kids out here, you better move it along,” the cop said.

“I’ve seen aggression because people start shit,” Steven tells me when I ask him about his experience with street violence. A man has just walked by chanting “dirty, dirty” in Steven’s and his friends’ faces. “They don’t like to see people sit on the ground.”

“There are people who come down here just to make themselves look better,” chimes in Oz. “Like ‘ha ha ha, I have air conditioning.’ All kinds of people start shit”

I asked if they knew they were the focus of a massive political debate in San Francisco. “No, what debate?” asked Steven.

“You mean sit-lie?” Oz asks. “It probably has to do with tourism. I don’t see why else they would do that.”

Even the most well-known recent case of Haight Street violence — which was reported June 11 by New York Times reporter Scott James as having “inspired a grass roots movement” that propelled Prop. L, seems to be a question of mutual aggression on the two sides of the street kids issue.

The story goes that a man named Thomas was hosing down the sidewalk in front of his house — a practice that is growing more common in the Haight to make property inhospitable to the homeless. He found himself “surrounded and engaged in a heated confrontation,” as James reports. Thomas reportedly shouted “Do you want a piece of me?” and a scuffle erupted between him and Chad Potter, a 26-year old homeless man, culminating with Potter being arrested and set free the next day. Thomas says Potter and friends continued to harass him after the incident.

James Orr, 24, is busking with his flute when I meet him sitting by a store that sells flowing hippie skirts and bumper stickers that command future tailgaters to “Coexist.” He’s looking to trade his wind instrument for a banjo, which he plays in addition to guitar. A rolling stone, Orr is in town for the Hardly Strictly Bluegrass festival that weekend — he travels the country going to festivals, and even scored a job recently at upstate New York’s Mountain Jam for the event’s blog site, taking photos with a borrowed camera of performances by (ex-member of The Band) Levon Helm and Michael Franti.

Orr’s quite erudite and eager to “say something articulate” about the situation of the street kids and travelers on Haight. He tells me that yeah, he’s seen aggression go down here on occasion. But he resents those situations leading to laws against sitting on the street.

“It’s another example of the few that do mess up casting a bad light on everyone else. Most of us just want to make some money, put a smile on someone’s face.” As a busker, he finds it baffling that people who are against the presence of the homeless would want him to stop plying his trade by making sitting illegal. “You should point out also that it’s how we make money!” he exclaims.

THE PIT BULLS

Snarling ruffians on frayed rope leashes stalking the city streets! As evidenced by the Civil Sidewalks campaign, dogs — specifically pit bulls — are another source of controversy on the pavement. Last December, SFist identified a C.W. Nevius tirade against the breed as example of its ongoing feature “Pit Bull Hate Watch.” The paper has pointed out that the demonized dogs can make great members of society and are often the subject of a media smear campaign.

But for many homeless youth, their dogs aren’t the means of imposing chaos on the gentry. They keep them for the same reasons we do: friendship, protection, love — and during the days I spent on Haight, it was a pleasure to pat the doggies while interviewing their owners. Most were as gentle and laid back as the kids they sprawled next to, a reasonably expected result from the 24 hours a day of socialization with humans that the homeless lifestyle affords.

Smiley is an inveterate street kid unlikely to go indoors anytime soon. “I don’t know how to do anything else,” she tells me. Now in her early 20s with a shock of magenta, purple, and dirty blonde hair and fanciful purple ear plugs that pierce her lobes before spiraling nearly to her shoulders, she’s been traveling since she was 12 — “a Bohemian by blood,” as she puts it. Not only did her parents move their household regularly throughout her childhood, but their heritage is Romani, from the traveling tribes of Eastern Europe.

For Smiley, travel outside the bounds of business trips and weekend vacations is her life’s norm, and Haight Street’s legacy resounds in her nomadic soul. “Most of the people that travelers idolize were here,” she tells me.

Smiley has a year-old behemoth black mutt with droopy eyes. He obliges her as she leans into him holding her spanging sign, which tells the world the pup needs Benadryl for an upcoming van ride to Southern California. “He’s carsick,” she tells me sheepishly. She admits that the dog can limit her mobility on public transportation, but his benefits outweigh his cost. He keeps her warm at night — and, more important for a young woman who is often on her own, he protects her. For a moment breaking out of tough girl mode, she tell me, “oh yeah, I don’t have to worry about anything when he’s around.”

We talk about the perceived threat of dogs on Haight Street. “They want us to leash them, which I guess I understand — but look at that!” A well-dressed woman in her 40s has her Chihuahua off its leash and it has run into the busy street, with her in hot pursuit. “That dog’s out of control,” Smiley smiles.

PISS

Sitting against a mural on a wall where Haight meets Clayton, I watch Piss, an outgoing, gangly guy in his early 20s with a curly blonde mohawk in a growing-out stage. I ask him where he got his unusual moniker. “I like to get drunk and piss on things,” he says.

Well. Originally from Billings, Mont., Piss has been traveling since his mid-teens. “Let’s just say me and my family don’t get along,” he tells me.

His answers to my questions about why he’s on the streets follow a path I see with many of the younger homeless youth: they insist that the lure of the open road was too hard to ignore, but eventually reveal that their parents kicked them out or were unable to care for them at a young age. Many, like Juju, another small-time weed dealer I met, bounced from family member to family member until frictions with them and their significant others left no recourse but the street.

Piss says he’s been to every state in the country, plus Canada and Mexico. With so many years on the road, he is, as they say, letting his freak flag fly. Piss has a blue, vaguely tribal tattoo that curls around his right eye. He’s wearing white tube socks on the dirty pavement. At first glance, he could be crazy — and maybe he is. Whatever his motivation for travel, it’s not to blend in with the locals.

Piss is also actively spanging passersby in a manner that oscillates between off-putting and charming. “You got some money for some crack and ice cream?” he inquires of a passing trio of young women. They shake their head, but before they’re gone completely he continues “I’m just kidding! I don’t like ice cream! Hey miss, you have a nice ass … day!”

Over the course of the hour that I watch him a stand up routine emerges. Beneath the grime, he’s a charismatic kid with an enviable sense of comedic timing.

As he ranges up and down a 20-foot stretch of sidewalk, belly laughs are elicited from a few targets, dollars surfacing here and there. One man carrying an accordion and wearing an expensive-looking pair of leather Chaco sandals donates a handful of strawberries to Piss and to those of us acting as his entourage.

But Piss’ play is a little rough — like a big puppy — and he’s alienating the people who don’t crack up over crack. A couple of people walk away quickly from his petitions shaking their heads over one of the zingers, their suspicions confirmed about those rowdy Haight Street kids.

He’s not doing anything more than what young travelers do all over the world. Thousands of families bid see you later to young adults en route to Prague, Peru, and Perth each year, where they lug their dirty backpacks through the world’s most wondrous towns.

Of course, these kids aren’t sleeping in the public parks of Cuzco — but in countries with plenty of cheap travelers’ hostels, you don’t have to. And though international flights cost more than the van rides and freight train hops that brought in most of the Haight Street kids, backpackers abroad do the same things: take fewer showers and flaunt social norms — not because they want to cause a problem for the natives of the lands they pass through, but because they are young, and discovering themselves for the first time, and can’t see much past that. Piss isn’t being violent, but he has lost the language to deal with “normies” and he’s seen as unpredictable to the not-traveling, not-disenfranchised around him. Which to those who see public space as a place that should be predictable, mean he’s a threat.

The clash between the settled and transient in the Haight is not new. Indeed, it’s what made the neighborhood famous. As far back as the mid-1960s, officials have been simultaneously fighting and publicizing the Haight’s worldwide reputation as a traveler’s meeting place, a place with a culture of loosened societal moorings and enlightenment through free love, drugs, and art.

Businesses claim that the omnipresent homeless drive away paying customers from Haight Street. It a curious claim in an area where the vagrant hippie culture made the place the tourist attraction it is today, and one that is belied by the entry of Whole Foods, which plans to open a branch this year at a lot at Haight and Stanyan vacant since 2006. When contrasted with the Tenderloin — another neighborhood with a visible street community — and its chronic problems attracting a grocery store, the Haight street kids’ effect on local commerce doesn’t seem to be all that grave.

They certainly aren’t making the place any less desirable of a neighborhood to live in for the wealthy. Real estate website Trulia.com puts the median listing price for homes in the Haight-Ashbury neighborhood at $962,264.

The Haight Street kids I spoke could all too easily see what sit-lie would mean for San Francisco. When you control public space, you control who is in public space — and they have no illusions about whether or not they’re included in the perfect world of those who push the measure. If it’s enacted, the subculture that made Haight famous — part of which still survives today in a different form — would be gone, leaving it sterile and safe for the head shops and clothing boutiques, an even less authentic version of the ’60s love fest their patrons come to the street for. One wonders if a scrubbed-clean Haight is even what the residents and business owners who have thrown their lot behind sit-lie truly want, or if they’ve been duped into sit-lie’s efficacy by the same forces that on a national level have convinced us that curtailing civil liberties will lead to freedom for the real Americans. It comes down to this: What do we want Haight Street to be? Do we want to capitalize and benefit from the accepting, messy, wildly creative legacy the 20th century endowed our streets, or do we want a clean, friendly, outdoor mall? The powers of homogenization and gentrification can demonize the little heathens on Haight Street all they want, but they’ve miscalculated if they think that they don’t belong in San Francisco — after all, Haight created them, not the other way around.

Incumbent Carole Ward Allen has been a disappointment, part of the moribund BART establishment that wastes money on pointless extensions, ignores urban cores, and can’t control its own police force. Robert Raburn, a bicycle activist with a PhD in transportation and urban geography, would be a great replacement. If he’s elected, and Bert Hill wins in San Francisco, BART will have two more progressive transit activists to join Tom Radulovich. Vote for Raburn.

Hogan’s running unopposed and we see no reason not to support her for another term.

LINDA MAIO

Maio in the past has had a decent progressive track record, but lately she’s been something of a call-up vote for Mayor Tom Bates. We’re not thrilled with her more recent positions years (against raising condo conversion fees and for new high-rises downtown), but she has no strong credible opponents. Green Party Jasper Kingeter has never run for elective office before and needs more seasoning.

DISTRICT 4

JESSE ARREGUIN

Arreguin and Kriss Worthington hold down the progressive wing on the City Council. He’s pushed the Berkeley police to stop impounding the cars of undocumented immigrants and is a foe of the development-at-all costs mentality of the mayor.

DISTRICT 7

KRISS WORTHINGTON

It’s disappointing that Mayor Tom Bates and his allies are trying to get rid of Worthington, who by our estimation is the best, hardest-working, and most progressive member of the City Council. He’s been willing to stand up to the mayor when he’s wrong — and has managed to force developers to build more affordable housing. He’s against the mayor’s downtown plan, but sees a way forward to a compromise that includes all the positive elements without big high-rises. Vote for Worthington.

DISTRICT 8

STEWART JONES

Gordon Wozniak, the incumbent, is the most conservative member of the City Council and has been a bad vote on almost everything. He’s going to be tough to beat in this district, but we’re giving the nod to Jones, a teacher, Green Party member, and neighborhood activist. He lacks experience, but almost anyone would be better than Wozniak.

OAKLAND MAYOR

The danger in this race is Don Perata, the former state Senate president, longtime power broker, and friend of developers who has, at the very least, a checkered ethical record that led at one point to a five-year federal corruption investigation (the investigation ended with no charges filed). Perata wants to use the mayor’s office to continue his role as a regional kingpin, and he has the support of Pacific Gas and Electric Co. and the big developers. No thanks.

Two strong progressive challengers are taking him on. Our first choice is Rebecca Kaplan, an at-large City Council member who is full of great, innovative ideas for Oakland. She wants to enforce an Oakland-first hiring law, work on transit-oriented development, and encourage small businesses that can attract some of the $2 billion a year Oakland loses in retail sales from local residents who shop out of town.

Kaplan told us she thinks that if Proposition 19 passes and local government has the right to regulate legal marijuana, Oakland is perfectly situated to take advantage of the new law. By combining pot sales and possibly on-site consumption with new restaurants, bike lanes, and street-level amenities, the city could revitalize neighborhoods and bring in significant new tax revenue.

She’s a big bicycle advocate, would consider a progressive city income tax, and is a strong supporter of public power. She also has a practical sense of how to solve problems.

Jean Quan has been active in Oakland politics for decades. She served 12 years on the school board, eight on the City Council, and has the experience, skills, and vision to run the city. She’s also almost tied in the polls with Perata, despite being outspent dramatically (and being the subject of some nasty, inaccurate Perata hit pieces). She told us she wants to be a cheerleader for the public schools, to work with local businesses, expand the high school internship program, and add city wrap-around services to public schools. She’s had a long, impressive record on environmental issues (she worked with San Francisco on a plastic bag ban and wrote Oakland’s Styrofoam ban). She recognizes that much of the city’s budget problem comes from the police department and police pensions. But she’s a little less aggressive than Kaplan about raising new revenue, and while she fully supports Prop. 19 and the Oakland plan for allowing commercial marijuana operations, she is, in her own words, “relatively conservative” on how far Oakland should go to allow sales and use in the city.

Kaplan’s got more of the cutting-edge progressive vision. Quan’s got more experience and a longer track record. They’re the two choices to beat Perata and save Oakland’s future, and we’re happy that ranked-choice voting allows us to endorse them both.

 

OAKLAND CITY COUNCIL

DISTRICT 2

JENNIFER PAE

Patricia Kernighan is among the most conservative votes on the council. She’s also representing a wealthy, conservative hills district and will be hard to beat. We’re endorsing Jennifer Pae, community outreach director for the East Bay Voter Education Consortium. She has the backing of progressives like Supervisor Keith Carson and Berkeley City Council Member Kriss Worthington (as well as the Alameda County Green Party). She’s a long shot, but better than the incumbent.

DISTRICT 4

DANIEL SWAFFORD

The front-runners in this race are probably Libby Schaaf, a former aide to Ignacio de la Fuente; Melanie Shelby, a small business owner; and Daniel Swafford, a business consultant. Schaaf is too close to her old boss. We liked Shelby, but she’s awfully vague on solutions to Oakland’s problems — and she voted for Prop. 8. She now says her position on same-sex marriage is “evolving,” and she supports equal rights for all couples. But that’s an awfully big issue to have taken an awfully wrong stand on just two years ago.

This leaves Swafford, a neighborhood activist who grew up in Oakland and was City Council Member Jean Quan’s appointee to the Neighborhood Crime Prevention Council and is a strong advocate of community policing. He gets the nod.

DISTRICT 6

JOSE DORADO

Conventional wisdom says Desley Brooks is almost certain to get reelected to this seat. Her only competition comes from Nancy Sidebotham, whose platform is all cops all the time, and Jose Dorado, a bookkeeper with little political experience. Brooks is a fierce advocate for her district and has been tough on banks and good on pushing local hiring, but has too many ethical problems to merit our endorsement. She has never denied that she kept her boyfriend’s daughter on as a $5,000-a-month aide while the young woman was a full-time student at Syracuse University in New York. When San Francisco Chronicle columnist Chip Johnson challenged some of her ethical lapses, she sued him for libel (the case was dismissed).

Dorado is a neighborhood activist who is running a grassroots campaign and, while he needs more experience, he’s raising good issues (like public financing of elections). And unlike Sidebotham, he’s supporting the revenue measures on the ballot.

 

East Bay Ballot Measures

BERKELEY MEASURE H

SCHOOL FACILITIES TAX

YES

The East Bay cities have done a much better job than San Francisco at using parcel taxes — a poor substitute for property taxes but still a relatively progressive form of revenue — to support schools and other public services. Measure H would continue an existing tax on residential and commercial buildings — 6.3 cents per square foot on residences and 9.4 cents on businesses — to pay for maintenance on public school buildings. Vote yes.

Measure I is a $210 million bond act to expand and upgrade the public schools. Vote yes.

Measure T is on the ballot as part of Berkeley’s effort to implement Prop. 19, the statewide pot-legalization measure. Berkeley and Oakland are both ahead of San Francisco in planning for legal marijuana. Prop. T would allow six medical cannabis clinics with cultivation permits, but restrict future industrial pot uses to industrial districts. Vote yes.

Another parcel tax for schools, this one $195 a year for 10 years, essentially to offset state cuts. There’s an exemption for low-income taxpayers. Vote yes.

If Oakland goes ahead with its plans to allow large-scale cultivation and passes this tax hike on pot sales (to $50 per $1,000 of gross revenue for medical pot and $100 per $1,000 for recreational pot) the city could take in as much as $30 million a year — almost enough to offset the budget deficit. Another creative — if imperfect — way to raise some revenue, Measure W puts a modest $1.99 a month tax on phone lines to raise money for the general fund. Vote yes.

We typically support any reasonable tax on property to pay for public services, but we can’t back this one. Measure X would impose a fairly high ($360 a year) parcel tax on single-family homes — entirely to pay for cops. The police union has been intractable, refusing to give back any of its generous pension benefits to help solve the budget deficit. We can’t see raising taxes for that department alone when so much of Oakland is hurting for money.

 

OAKLAND MEASURE BB

POLICE FUNDING

YES

Measure BB would allow Oakland to continue collecting violence-prevention money under a previous ballot measure even if the police department falls below a mandated staffing level. It would give the City Council more flexibility in addressing public safety. Vote yes.

VEHICLE REGISTRATION FEE

YES

Proposition AA would add $10 to the existing annual fee for vehicles registered in San Francisco, which would bring in about $5 million a year in desperately needed funds for public transit and other environmentally friendly modes of transportation. Proceeds would help to fund new bike infrastructure, pedestrian crosswalks, and transit reliability projects. Some would also be spent on street repairs — with top priority given to streets with bikeways and public transit routes. Unless Muni and bike infrastructure improves, it’s hard to persuade drivers to leave their cars at home and choose greener ways of getting around. Prop. AA is in line with the city’s transit-first goals, and it will be a step toward reducing traffic congestion and helping public transit. Vote yes.

 

PROP. A

EARTHQUAKE RETROFIT BOND

YES

This $46.15 million general obligation bond to support seismic upgrades for wood-framed buildings is an important means of protecting San Franciscans in an earthquake and preserving affordable housing. A 2009 report by the Department of Building Inspection found that 151 buildings that received government affordable housing support — 8,247 units in all — could be destroyed in the next big earthquake.

Unfortunately, most of these buildings are break-even ventures for their owners, who have no incentive to put the money into needed seismic upgrades. This measure would fund those improvements with grants and deferred loans, which would accrue interest but would only need to be paid back if the owner makes a profit or tries to convert the building to another use, providing further guarantees that the housing will remain affordable even after an owner’s obligation to the state or federal governments ends. Vote yes on Prop. A.

 

PROP. B

CITY RETIREMENT AND HEALTH PLANS

NO, NO, NO

Back when the great national health care reform debate was raging, the Guardian advocated for a single-payer system, which would have cut out health insurance companies altogether. What we got instead was a bill that requires everyone to buy health insurance. Now endlessly rising health insurance costs pose a problem for the city — in years of financial stress, it must make ever-larger payments to cover public employees’ health benefits. The blame for this dysfunctional system should be pinned on health insurance companies, not public employees. After all, the industry spent millions lobbying federal lawmakers to preserve a system in which they are solidly guaranteed to make millions off the backs of taxpayers.

But Prop. B, introduced by Public Defender Jeff Adachi, asks public employees to bear the brunt of these ballooning costs. It would also require them to contribute up to 10 percent of their pay to fund retirement benefits. One of the most compelling arguments against Prop. B was articulated by Assemblymember Tom Ammiano in a recent Guardian editorial: “A single mother will be forced to pay up to $5,600 per year for her child’s health care — in addition to the $8,154 she already pays.” That cost would be the same whether the employee earns $40,000 or $100,000 annually — and that’s just unfair. Prop. B would deal the greatest blow to the people who have the least. But there’s a broader consequence, too — take this kind of money out of the pockets of working people and you’ve done just the opposite of stimulating the economy.

Adachi wrote and circulated his measure without negotiating with city employee unions or seeking a solution that would be less harsh and regressive. We’re all for reviewing the city’s pension and health care costs. But making the lowest-paid city workers take the same hit as the overpaid managers is no answer. Vote no on B.

 

PROP. C

MAYOR APPEARANCES AT BOARD

YES

If you feel like you’ve seen this measure before, that’s because you have — an advisory measure asking the mayor to show up once a month and answer questions at the Board of Supervisors passed overwhelmingly in 2006. But Mayor Gavin Newsom ignored it, and a tougher measure failed the next year after Newsom raised $250,000 to defeat it.

Now the problem is worse than ever. In a year in which back room negotiations and underhanded political tactics marred the city budget approval process and other legislative initiatives, progressive supervisors are again trying to get Newsom and future mayors to engage in a political dialogue, in public, to determine what’s best for the city. This is precisely how the people’s business should be done, in an open and transparent way that respects the role that these two branches of government are supposed to play in running the city. Besides, won’t it be fun to watch? Vote yes.

 

PROP. D

NONCITIZEN VOTING IN SCHOOL BOARD ELECTIONS

YES

Sponsored by Board President David Chiu and Sups. David Campos, Eric Mar, John Avalos, Ross Mirkarimi, Sophie Maxwell, Chris Daly, and Bevan Dufty, this charter amendment would extend the right to vote in local school board elections to San Francisco residents who are parents, guardians, and caregivers of children who attend school in San Francisco, regardless of whether these residents are U.S. citizens.

One-third of San Francisco residents are foreign-born. Parental involvement has been determined as a critical factor in children’s education — and this measure only applies to elections for the Board of Education. Vote yes.

 

PROP. E

ELECTION DAY VOTER REGISTRATION

YES

In an era of growing political apathy and cynicism, anything that draws more people into the electoral process is a good thing. So this common sense measure by Sup. Ross Mirkarimi to remove one more barrier to participation in elections is a positive step.

Current state law requires eligible voters to register at least 15 days before an election. Prop. E would allow any city resident to simply show up at a polling place on Election Day, register to vote, and participate in a municipal election. Eight other states currently offer same-day voter registration. Vote yes.

 

PROP. F

HEALTH SERVICE BOARD ELECTIONS

NO

Sup. Sean Elsbernd, who sponsored this measure, says it will save the city money be consolidating elections for the board that oversees the city employee health care fund. But it won’t save much — $30,000 a year, at most — and the unions that represent the people who are served by this board say risks turning board elections into more expensive and complex political contests. Vote no.

 

PROP. G

TRANSIT OPERATOR WAGES

NO

We understand the motivations behind this measure — Muni drivers are the only city employees who don’t have to engage in collective bargaining for wages and work rules. Instead, the City Charter guarantees them the second-highest salary level of all comparable transit systems in the nation. Although that’s not an unreasonable salary level given that Muni is perhaps the country’s most challenging transit system and San Francisco has one of the highest cost of living price tags in the country, no city workers should have their salaries set this way.

We also agree that many of Muni’s work rules need to be changed and that removal of the salary guarantees would give the city more leverage to make those changes. We even agree that Transport Workers Union Local 250 hasn’t done itself any favors and should have been a better partner in this year’s difficult city budget process.

But we oppose Prop. G, which inappropriately seeks to blame Muni’s problems on its drivers and would set a new standard for collective bargaining that could hurt workers and perhaps make Muni more dangerous to pedestrians and others.

Like all city employees, Muni drivers are banned from going on strike. In exchange, the city agrees to binding arbitration if contract talks reach an impasse. But this measure adds a factor that exists in no other city union contract: the arbitrator would have to consider whether a proposed contract could negatively affect service.

While that might seem benign or even appropriate, the reality is that everything from driver rest breaks to assisting those with disabilities to the expectations of how fast drivers can complete a route all potentially affect service, forcing the arbitrator into positions of agreeing with city officials who have been choosing the politically expedient path of trying to squeeze more out of Muni without trying to give it the resources it needs to operate safely, efficiently, and reliably.

Earlier this year, progressive supervisors tried to craft an omnibus Muni reform measure that removed driver pay guarantees from the charter while also trying to get it more money and make critical changes in how the system is governed, an effort the TWU supported but that the supervisors ultimately abandoned. That’s the kind of balanced approach the system needs and it ought to be revived. In the meantime, vote no on G.

 

PROP. H

LOCAL ELECTED OFFICIALS ON POLITICAL PARTY COMMITTEES

NO

This one’s a pure political vengeance act by Mayor Newsom, who is unhappy that the local Democratic Party is controlled by progressives who oppose his initiatives. The measure would bar elected officials in San Francisco from serving on the Democratic or Republican County Central Committee. It’s almost certainly unconstitutional — the parties get to decide their own membership rules — and has no rationale at all except the mayor’s personal sour grapes. Vote no.

 

PROP. I

SATURDAY VOTING

YES

Okay, we’re suspicious of Prop I. The sponsor is Alex Tourke, a political consultant whose client list isn’t exactly a roster of progressive San Francisco. And it’s a little funky — it calls for an experiment in opening the polls the Saturday before the next mayoral election, with the costs covered by private donations. And the idea of private interests paying for an election strikes us as bad policy.

But at its base, the idea is sound. Tuesday voting is a very old idea that makes no sense in the modern age. We’d much rather see Election Day held at a time when most people aren’t working. In fact, we’d rather see the polls open for a week, not just one day. And this is a one-time test to see if weekend voting might increase turnout. Vote yes.

PROP. J

HOTEL TAX CLARIFICATION AND TEMPORARY INCREASE

YES

There are two competing hotel taxes on the November ballot: Prop. J and Prop K. Prop. K contains a poison pill: if both measures pass, whichever gets the most votes take effect. Both J and K try to address legal insufficiencies in San Francisco’s existing hotel tax, but Prop. J also asks visitors to pay a slightly higher tax — about $3 a night (the cost of a latte) — for the next three years.

Currently the way hotel taxes are assessed allows some online customers to avoid part of the tax. When a customer books a hotel room through an online booking service like Expedia or Orbitz, the hotel tax is only assessed on the amount that a hotel receives, not the amount that the website charges the customer. In other words, if a website sells a room to an online customer for $150 a night, but only $120 of that goes to the hotel, the customer is charged hotel tax on the lower amount. If Prop. J passes, the customer will have to pay a hotel tax on the full amount paid to the online booking service. The measure would also eliminate a loophole that allows airlines to book rooms for flight crews without paying any tax. Those changes are expected to generate at least $12 million a year. The $3 increase in the hotel tax will generate another $26 million.

The Chamber of Commerce and Convention and Visitors Bureau say the measure could hurt tourism — but it’s hard to imagine how somebody will decide not to visit San Francisco because of a $3 a night fee. Vote yes.

 

PROP. K

HOTEL TAX CLARIFICATION

NO

Put on the ballot by Mayor Newson at the behest of large hotel corporations, Prop. K also seeks to close loopholes in the hotel tax. But Prop. K doesn’t include a tax increase, meaning that it will contribute millions less to the city’s General Fund at a time when San Francisco is having trouble balancing its budget, leading to ongoing cuts in city staff and services.

Prop. K’s a direct attempt to undermine Prop. J. Vote no.

 

PROP. L

SITTING OR LYING ON SIDEWALKS

NO, NO, NO

What kind of a city is San Francisco? If proponents of Prop. L, the Civil Sidewalks Ordinance, were to be believed, it’s a city where nothing is done when uncivil people harass pedestrians, drink on the sidewalk, or pee in public. Even though Prop. L purports to address this kind of behavior, all it really does is outlaw sitting or lying on public sidewalks.

We think San Francisco is the kind of city that is smart enough to reject this dumb idea. The Prop. L proponents like to say it’s about public safety, but there is nothing inherently unsafe about sitting or lying down on the sidewalk. Street poets sit at their typewriters to sell sonnets to tourists. The tamale lady sometimes sits while selling her tasty Mexican treats. Day laborers sit when they get tired of standing around waiting for work. Many people who live on the streets lie down to sleep beside their shopping carts. If Prop. L passes, there is nothing to guarantee that buskers, day laborers, homeless people, partygoers, people with bad knees, or anyone else would not be harassed by police for the simple act of sitting.

But even if there are people squatting on the sidewalk harassing passersby, how is this law going to change that? All they have to do is stand up — which would still be legal. If they persist, and the police arrest them, the city will be on the hook for millions of dollars in costs for prosecution, defense, and incarceration.

The notion that the ordinance would only be used against troublemakers is problematic too, since a law that is selectively enforced could open the door to legal headaches. Prop. L is misguided, draconian, unnecessary, and the wrong direction for San Francisco. Vote no.

 

PROP. M

COMMUNITY POLICING AND FOOT PATROLS

YES

Prop. M offers an enlightened alternative to Prop. L. Introduced by Sup. Ross Mirkarimi, it would require the chief of police to establish a comprehensive beat patrol program, with cops on the beat, to deal with the safety and civility issues Prop. L seeks to address. It would also direct the Police Commission to adopt a written community policing policy, involving police interactions with the community, focusing police resources on high crime areas, and encouraging citizen involvement in combating crime. Prop. M also has a poison pill: if the voters adopt both M and L and M gets more votes, then the law against sitting or lying down on the sidewalk would not take effect. So a yes vote for Prop. M is kind of like another no vote against Prop. L. Vote yes.

 

PROP. N

REAL PROPERTY TRANSFER TAX

YES

With the city facing a massive structural budget deficit, it’s hard to argue against a measure that would bring in an average of $36 million without hurting anyone except the buyers and sellers of very high-end property — that is, big corporations and exceptionally wealthy individuals. Prop. N would slightly increase the tax charged by the city on the sale of property worth more than $5 million. Vote yes.

SUPERVISOR, DISTRICT 2


JANET REILLY


Frankly, we were a little surprised by the Janet Reilly who came in to give us her pitch as a District 2 supervisorial candidate. The last time we met with her, she was a strong progressive running for state Assembly as an advocate of single-payer health care. She was challenging Fiona Ma from the left, and easily won our endorsement.


Now she’s become a fiscal conservative — somewhat more in synch with her district, perhaps, but not an encouraging sign. Reilly seems to realize that there’s a $500 million budget deficit looming, but she won’t support any of the tax measures on the ballot. She’s against the hotel tax. She’s against the real estate transfer tax on high-end properties. She’s against the local car tax. She opposed Sup. David Chiu’s business tax plan that would have shifted the burden from small to larger businesses (even though it was clear from our interview that she didn’t understand it).


She talked about merging some of the nonprofits that get city money, about consolidating departments, and better management — solutions that might stem a tiny fraction of the red ink. But she wouldn’t even admit that the limited tax burden on the very rich was part of San Francisco’s budget problem.


Her main proposal for creating jobs is more tax credits for biotech, life sciences, and digital media and more public-private partnerships.


It’s too bad, because Reilly’s smart, and she’s far, far better than Mark Farrell, the candidate that the current incumbent, Michela Alioto-Pier, is backing. We wish she’d be realistic about the fiscal nightmare she would inherit as a supervisor.


On the positive side, she’s a strong supporter of public power and she has good connections to the progressive community. Unlike Alioto-Pier, she’d be accessible, open-minded, and willing to work with the progressive majority on the board. That would be a dramatic change, so we’ll give her the nod.


We were also impressed with Abraham Simmons, a federal prosecutor who has spent time researching city finance on the Civil Grand Jury. But he supports sit-lie, Prop. B and Prop. S, and opposes most new tax proposals and needs more political seasoning.


 


DISTRICT 4


NO ENDORSEMENT


We’ve always wanted to like Carmen Chu. She’s friendly, personable, intelligent, and well-spoken. But on the issues, she’s just awful. Indeed, we can’t think of a single significant vote on which she’s been anything but a call-up loyalist for Mayor Newsom. She even opposed the public power measure, Prop. H, that had the support of just about everyone in town except hardcore PG&E allies.


She’s running unopposed, and will be reelected. But we can’t endorse her.

CORRECTION: In our original version of this endorsement, we said that Jim Meko supports the sit-lie ordinance. That was an error, and it’s corrected below.


A year ago, this race was artist and activist Debra Walker’s to lose. Most of the progressive community was united behind her candidacy; she’d been working on district issues for a couple of decades, fighting the loft developers during the dot-com boom years and serving on the Building Inspection Commission. Then School Board member Jane Kim decided to enter the race, leaving the left divided, splitting resources that might have gone to other critical district races — and potentially helping to put the most pro-business downtown candidate, Theresa Sparks, in a better position to win.


Now we’ve got something of a mess — a fragmented and sometimes needlessly divisive progressive base in a district that’s key to holding progressive control of the board. And while neither of the two top progressive candidates is actively pursuing a credible ranked-choice voting strategy (Kim has, unbelievably, endorsed James Keys instead of Walker, and Walker has declined to endorse anyone else), we’re setting aside our concern over Kim’s ill-advised move and suggesting a strategy that is most likely to keep the seat Chris Daly has held for the past 10 years from falling to downtown control.


Walker is far and away our first choice. She understands land use and housing — the clear central issues in the district — and has well thought-out positions and proposals. She says that the current system of inclusionary housing — pressing market-rate developers to include a few units of below-market-rate housing with their high-end condos — simply doesn’t work. She supports an immediate affordable housing bond act and a long-term real estate transfer tax high enough to fund a steady supply of housing for the city’s workforce. She told us the city ought to be looking at planning issues from the perspective of what San Francisco needs, not what developers want to build. She’s in favor of progressive taxes and a push for local hiring. We’re happy to give her our first-place ranking.


Jane Kim has been a great SF School Board member and has always been part of the progressive community. But she only moved into District 6 a year and a half ago — about when she started talking about running for supervisor (and she told us in her endorsement interview that “D6 is a district you can run in without having lived there a long time.”) She still hasn’t been able to explain why she parachuted in to challenge an experienced progressive leader she has no substantive policy disagreements with.


That said, on the issues, Kim is consistently good. She is in favor of indexing affordable housing to market-rate housing and halting new condo development if the mix gets out of line. She’s for an affordable housing bond. She supports all the tax measures on this ballot. She’s a little softer on congestion pricing and extending parking-meter hours, but she’s open to the ideas. She supports police foot patrols not just as a law-enforcement strategy, but to encourage small businesses. She’d be a fine vote on the board. And while we’re sympathetic to the Walker supporters who would prefer that we not give Kim the credibility and exposure of an endorsement, the reality is that she’s one of two leading progressives and would be better on the board than the remaining candidates.


Hyde, a dynamic young drag queen performer, isn’t going to win. But he’s offered some great ideas and injected some fun and energy into the race. Hyde talks about creating safe injection sites for IV drug users to reduce the risk of overdoses and the spread of disease. He points out that a lot of young people age out of the foster-care system and wind up on the streets, and he’s for continuum housing that would let these young people transition to jobs or higher education. He talks about starting a co-op grocery in the Tenderloin. He proposes bus-only lanes throughout the district and wants to charge large vehicles a fee to come into the city. He’s a big advocate of nightlife and the arts. He lacks experience and needs more political seasoning, but we’re giving him the third-place nod to encourage his future involvement.


Progressives are concerned about Theresa Sparks, a transgender activist and former business executive who now runs the city’s Human Rights Commission. She did a (mostly) good job on the Police Commission. She’s experienced in city government and has good financial sense. But she’s just too conservative for what remains a very progressive district. Sparks isn’t a big fan of seeking new revenue for the city telling us that “I disagree that we’ve made all the cuts that we can” — even after four years of brutal, bloody, all-cuts budgets. She doesn’t support the hotel tax and said she couldn’t support Sup. David Chiu’s progressive business tax because it would lead to “replacing private sector jobs with public sector jobs” — even though the city’s own economic analysis shows that’s just not true. She supports Newsom’s sit-lie law.


Sparks is the candidate of the mayor and downtown, and would substantially shift the balance of power on the board. She’s also going to have huge amounts of money behind her. It’s important she be defeated.


Jim Meko, a longtime neighborhood and community activist, has good credentials and some solid ideas. He was a key player in the western SoMa planning project and helped come up with a truly progressive land-use program for the neighborhood. But he supports Prop. B and is awfully cranky about local bars and nightlife.


James Keys, who has the support of Sup. Chris Daly and was an intern in Daly’s office, has some intriguing (if not terribly practical) ideas, like combining the Sheriff’s Department and the Police Department and making Muni free). But in his interview, he demonstrated a lack of understanding of the issues facing the district and the city.


So we’re going with a ranked-choice strategy: Walker first, Kim second, Hyde third. And we hope Kim’s supporters ignore their candidate’s endorsement of Keys, put Walker as their second choice, and ensure that they don’t help elect Sparks.


 


DISTRICT 8


RAFAEL MANDELMAN


This is by far the clearest and most obvious choice on the local ballot. And it’s a critical one, a chance for progressives to reclaim the seat that once belonged to Harvey Milk and Harry Britt.


Mandelman, a former president of the Milk Club, is running as more than a queer candidate. He’s a supporter of tenants rights, immigrants’ rights, and economic and social justice. He also told us he believes “local government matters” — and that there are a lot of problems San Francisco can (and has to) solve on its own, without simply ducking and blaming Sacramento and Washington.


Mandelman argues that the public sector has been starved for years and needs more money. He agrees that there’s still a fair amount of bloat in the city budget — particularly management positions — but that even after cleaning out the waste, the city will still be far short of the money it needs to continue providing pubic services. He’s calling for a top-to-bottom review of how the city gets revenue, with the idea of creating a more progressive tax structure.


He’s an opponent of sit-lie and a supporter of the sanctuary city ordinance. He supports tenants rights and eviction protection. He’s had considerable experience (as a member of the Building Inspection Commission and Board of Appeals and as a lawyer who advises local government agencies) and would make an excellent supervisor.


Neither of the other two contenders make our endorsement cut. Rebecca Prozan is a deputy city attorney who told us she would be able to bring the warring factions on the board together. She has some interesting ideas — she’d like to see the city take over foreclosed properties and turn them into housing for teachers, cops, and firefighters — and she’s opposed to sit-lie. But she’s weak on tenant issues (she told us there’s nothing anyone can do to stop the conversion of rental housing into tenancies-in-common), doesn’t seem to grasp the need for substantial new revenues to prevent service cuts, and doesn’t support splitting the appointments to key commissions between the mayor and the supervisors.


Scott Wiener, a deputy city attorney, is a personable guy who always takes our phone calls and is honest and responsive. He’s done a lot of good work in the district. But he’s on the wrong side of many issues, and on some things would be to the right of the incumbent, Sup. Bevan Dufty.


He doesn’t support public power (which Dufty does). He says that a lot of the city’s budget problems can’t be solved until the state gets its own house in order (“we can’t tax our way out of this”) and favors a budget balanced largely by further cuts. In direct contrast to Mandelman, Wiener said San Franciscans “need to lower our expectations for government.” He wants broad-based reductions in almost all city agencies except Muni, “core” public health services, and public safety. He doesn’t support any further restrictions on condo conversions or TICs. And he has the support of the Small Property Owners Association — perhaps the most virulently anti-tenant and anti-rent control group in town.


This district once gave rise to queer political leaders who saw themselves and their struggles as part of a larger progressive movement. That’s drifted away of late — and with Mandelman, there’s a chance to bring it back.


 


DISTRICT 10

District 10 is the epicenter of new development in San Francisco, the place where city planners want to site as many as 40,000 new housing units, most of them high-end condos, at a cost of thousands of blue-collar jobs. The developers are salivating at the land-rush opportunities here — and the next supervisor not only needs to be an expert in land-use and development politics, but someone with the background and experience to thwart the bad ideas and direct and encourage the good ones.


There’s no shortage of candidates — 22 people are on the ballot, and at least half a dozen are serious contenders. Two — Steve Moss and Lynette Sweet — are very bad news. And one of the key priorities for progressives is defeating the big-money effort that downtown, the police, and the forces behind the Van Ness Avenue megahospital proposal are dumping into the district to elect Moss.


Our first choice is Tony Kelly, who operates Thick Description Theater and who for more than a decade has been directly involved in all the major neighborhood issues. He has a deep understanding of what the district is facing: 4,100 of the 5,300 acres in D10 have been rezoned or put under the Redevelopment Agency in the past 10 years. Planners envision as many as 100,000 new residents in the next 10 years. And the fees paid by developers will not even begin to cover the cost of the infrastructure and services needed to handle that growth.


And Kelly has solutions: The public sector will have to play a huge role in affordable housing and infrastructure, and that money should come from higher development fees — and from places like the University of California, which has a huge operation in the district and pays no property taxes. Kelly wants to set up a trigger so that if goals for affordable housing aren’t met by a set date, the market-rate development stops. He supports the revenue measures on the ballot but thinks we should go further. He opposes the pension-reform measure, Prop. B, but notes that 75 percent of the city’s pension problems come from police, fire, and management employees. He wants the supervisors to take over the Redevelopment Agency. He’s calling for a major expansion of open space and parkland in the district. And he thinks the city should direct some of the $3 billion in short-term accounts (now all with the Bank of America) to local credit unions or new municipal bank that could invest in affordable housing and small business. He’s a perfect fit for the job.


DeWitt Lacy is a civil-rights lawyer and a relative newcomer to neighborhood politics. He speaks passionately about the need for D10 to get its fair share of the city’s services and about a commitment to working-class people.


Lacy is calling for an immediate pilot program with police foot patrols in the high-crime areas of the district. He’s for increasing the requirements for developers to build affordable housing and wants to cut the payroll tax for local businesses that hire district residents.


Lacy’s vision for the future includes development that has mixed-use commuter hubs with shopping and grocery stores as well as housing. He supports the tax measures on the ballot and would be willing to extend parking meter hours — but not parking fines, which he calls an undue burden on low-income people.


He’s an outspoken foe of sit-lie and of gang injunctions, and with his background handling police abuse lawsuits, he would have a clear understanding of how to approach better law-enforcement without intimidating the community. He lacks Kelly’s history, experience, and knowledge in neighborhood issues, but he’s eminently qualified and would make a fine supervisor.


Chris Jackson, who worked at the San Francisco Labor Council and serves on the Community College Board, is our third choice. While it’s a bit unfortunate that Jackson is running for higher office only two years after getting elected to the college board, he’s got a track record and good positions on the issues. He talks of making sure that blue-collar jobs don’t get pushed out by housing, and suggested that the shipyard be used for ship repair. He wants to see the city mandate that landlords rent to people with Section 8 housing vouchers. He supports the tax measures on the ballot, but also argues that the city has 60 percent more managers than it had in 2000 and wants to bring that number down. He thinks the supervisors should take over Redevelopment, which should become “just a financing agency for affordable housing.” He wants to relocate the stinky sewage treatment plant near Third Street and Evans Avenue onto one of the piers and use the area for a transit hub. He’s still relatively unseasoned, but he has a bright political future.


Eric Smith, a biodiesel activist, is an impressive candidate too. But while his environmental credentials are good, he lacks the breadth of knowledge that our top three choices offer. But we’re glad he’s in the race and hope he stays active in community politics.


Malia Cohen has raised a lot of money and (to our astonishment) was endorsed No. 2 by the Democratic Party, but she’s by no means a progressive, particularly on tenant issues — she told us that limiting condo conversions is an infringement of property rights. And she’s way too vague on other issues.


Moss is the candidate of the big developers and the landlords, and the Chamber of Commerce is dumping tens of thousands of dollars into getting him elected. He’s got some good environmental and energy ideas — he argues that all major new developments should have their own energy distribution systems — but on the major issues, he’s either on the wrong side or (more often) can’t seem to take a stand. He said he is “still mulling over” his stand on sit-lie. He supports Sanctuary City in theory, but not the actual measure Sup. David Campos was pushing to make the policy work. He’s not sure if he likes gang injunctions or not. He only moved back to the district when he decided to run for supervisor. He’s way too conservative for the district and would be terrible on the board.


Lynette Sweet, a BART Board member, has tax problems (and problems explaining them) and wouldn’t even come to our office for an endorsement interview. The last thing D10 needs is a supervisor who’s not accountable and unwilling to talk to constituents and the press.


So we’re going with Kelly, Lacy, and Jackson as the best hope to keep D10 from becoming a district represented by a downtown landlord candidate.


 


SAN FRANCISCO BOARD OF EDUCATION


MARGARET BRODKIN


KIM-SHREE MAUFAS


HYDRA MENDOZA


Three seats are up on the School Board, and three people will get elected. And it’s a contested race, and in situations like that, we always try to endorse a full slate.


This fall, it was, to put it mildly, a challenge.


It’s disturbing that we don’t have three strong progressive candidates with experience and qualifications to oversee the San Francisco Unified School District. But it seems to be increasingly difficult to find people who want to — and can afford to — devote the time to what’s really a 40-hour-a-week position that pays $500 a month. The part-time school board is an anachronism, a creature of a very different economic and social era. With the future of the next generation of San Franciscans at stake, it’s time to make the School Board a full-time job and pay the members a decent salary so that more parents and progressive education advocates can get involved in one of the most important political jobs in the city.


That said, we’ve chosen the best of the available candidates. It’s a mixed group, made up of people who don’t support each other and aren’t part of anyone’s slate. But on balance, they offer the best choices for the job.


This is not a time when the board needs radical change. Under Superintendent Carlos Garcia, the local public schools are making huge strides. Test scores are up, enrollment is increasing, and San Francisco is, by any rational measure, the best big-city public school district in California. We give considerable credit for that to the progressives on the board who got rid of the irascible, secretive, and hostile former Superintendent Arlene Ackerman and replaced her with Garcia. He’s brought stability and improvement to the district, and is implementing a long-term plan to bring all the schools up to the highest levels and go after the stubborn achievement gap.


Yet any superintendent and any public agency needs effective oversight. One of the problems with the district under Ackerman was the blind support she got from school board members who hired her; it was almost as if her allies on the board were unable to see the damage she was doing and unable to hold her accountable.


Our choices reflect the need for stability — and independence. We are under no illusions — none of our candidates are perfect. But as a group, we believe they can work to preserve what the district is doing right and improve on policies that aren’t working.


Kim-Shree Maufas has been a staunch progressive on the board. She got into a little trouble last year when the San Francisco Chronicle reported that she’d been using a school district credit card for personal expenses. That’s not a great move, but she never actually took public money since she paid back the district. Maufas said she thought she could use the card as long as she reimbursed the district for her own expenses; the rules are now clear and she’s had no problems since. We don’t consider this a significant enough failure in judgment to prevent her from continuing to do what she’s been doing: serving as an advocate on the board for low-income kids and teachers.


Maufas is a big supporter of restorative justice and is working for ways to reduce suspensions and expulsions. She wants to make sure advanced placement and honors classes are open to anyone who can handle the coursework. She supports the new school assignment process (as do all the major candidates), although she acknowledges that there are some potential problems. She told us she thinks the district should go back to the voters for a parcel tax to supplement existing funding for the schools.


Margaret Brodkin is a lightening rod. In fact, much of the discussion around this election seems to focus on Brodkin. Since she entered the race, she’s eclipsed all the other issues, and there’s been a nasty whisper campaign designed to keep her off the board.


We’ve had our issues with Brodkin. When she worked for Mayor Newsom, she was part of a project that brought private nonprofits into city recreation centers to provide services — at a time when unionized public employees of the Recreation and Parks Department were losing their jobs. It struck us as a clear privatization effort by the Newsom administration, and it raised a flag that’s going to become increasingly important in the school district: there’s a coming clash between people who think private nonprofits can provide more services to the schools and union leaders who fear that low-paid nonprofit workers will wind up doing jobs now performed by unionized district staff. And Brodkin’s role in the Newsom administration — and her background in the nonprofit world — is certainly ground for some concern.


But Brodkin is also by far the most qualified person to run for San Francisco school board in years, maybe decades. She’s a political legend in the city, the person who is most responsible for making issues of children and youth a centerpiece of the progressive agenda. In her years as director of Coleman Advocates for Children and Youth, she tirelessly worked to make sure children weren’t overlooked in the budget process and was one of the authors of the initiative that created the Children’s Fund. She’s run a nonprofit, run a city department, and is now working on education issues.


She’s a feisty person who can be brusque and isn’t always conciliatory — but those characteristics aren’t always bad. Sup. Chris Daly used his anger and passion to push for social justice on the Board of Supervisors and, despite some drawbacks, he’s been an effective public official.


And Brodkin is full of good ideas. She talks about framing what a 21st century education looks like, about creating community schools, about aligning after-school and summer programs with the academic curriculum. She wants the next school bond act to include a central kitchen, so local kids can get locally produced meals (the current lunch fare is shipped in frozen from out of state).


Brodkin needs to remember that there’s a difference between being a bare-knuckles advocate and a member of a functioning school board. But given her skills, experience, and lifetime in progressive causes, we’re willing to give her a chance.


We also struggled over endorsing Hydra Mendoza. She works for Mayor Newsom as an education advisor — and that’s an out-front conflict of interest. She’s a fan of Obama’s Education Secretary, Arne Duncan, whose policies are regressive and dangerous.


On the other hand, she cares deeply about kids and public education. She’s not a big supporter of charter schools (“I’ve yet to see a charter school that offers anything we can’t do ourselves,” she told us) and while she was on the wrong side of a lot of issues (like JROTC) early in her tenure, over the past two years she’s been a good School Board member.


There are several other candidates worth mentioning. Bill Barnes, an aide to Michela Alioto-Pier, is a good guy, a decent progressive — but has no experience in or direct connection to the public schools. Natasha Hoehn is in the education nonprofit world and speaks with all the jargon of the educrat, but her proposals and her stands on issues are vague. Emily Murase is a strong parent advocate with some good ideas, but she struck us as a bit too conservative (particularly on JROTC and charter schools.) Jamie Wolfe teaches at a private school but lacks any real constituency or experience in local politics and the education community.


So given a weak field with limited alternatives, we’re going with Maufas, Brodkin and Mendoza.


 


SAN FRANCISCO COMMUNITY COLLEGE BOARD


JOHN RIZZO


The San Francisco Community College District has been a mess for years, and it’s only now starting to get back on track. That’s the result of the election of a few progressive reformers — Milton Marks, Chris Jackson, and John Rizzo, who now have enough clout on the seven-member board to drag along a fourth vote when they need it.


But the litany of disasters they’ve had to clean up is almost endless. A chancellor (who other incumbent board members supported until the end) is now under indictment. Public money that was supposed to go to the district wound up in a political campaign. An out-of-control semiprivate college foundation has been hiding its finances from the public. The college shifted bond money earmarked for an arts center into a gigantic, expensive gym with a pool that the college can’t even pay to operate, so it’s leased out to a private high school across the street.


And the tragedy is that all three incumbents — two of whom should have stepped down years ago — are running unopposed.


With all the attention on the School Board and district elections, not one progressive — in fact, not one candidate of any sort — has stepped forward to challenge Anita Grier and Lawrence Wong. So they’ll get another term, and the reformers will have to continue to struggle.


We’re endorsing only Rizzo, a Sierra Club staffer who has been in the lead in the reform bloc. He needs to end up as the top vote-getter, which would put him in position to be the board president. Rizzo has worked to get the district’s finances and foundation under control and he richly deserves reelection.


 


BART BOARD OF DIRECTORS, DISTRICT 8


BERT HILL


It’s about time somebody mounted a serious challenge to James Fang, the only elected Republican in San Francisco and a member of one of the most dysfunctional public agencies in California. The BART Board is a mess, spending a fortune on lines that are hardly ever used and unable to work effectively with other transit agencies or control a police force that has a history of brutality and senseless killing.


Fang supports the suburban extensions and Oakland Airport connector, which make no fiscal or transportation sense. He’s ignored problems with the BART Police for 20 years. It’s time for him to leave office.


Bert Hill is a strong challenger. A professional cost-management executive, he understands that BART is operating on an old paradigm of carrying people from the suburbs into the city. “Before we go on building any more extensions,” he told us, “we should take care of San Francisco.” He wants the agency to work closely with Muni and agrees there’s a need for a BART sunshine policy to make the notoriously secretive agency more open to public scrutiny. We strongly endorse him.


 


ASSESSOR-RECORDER


PHIL TING


San Francisco needs an aggressive assessor who looks for every last penny that big corporations are trying to duck paying — but this is also a job that presents an opportunity for challenging the current property tax laws. Phil Ting’s doing pretty well with the first part — and unlike past assessors, is actually stepping up to the plate on the second. He’s been pushing a statewide coalition to reform Prop. 13 — and while it’s an uphill battle, it’s good to see a tax assessor taking it on. Ting has little opposition and will be reelected easily.


 


PUBLIC DEFENDER


JEFF ADACHI


Adachi’s done a great job of running the office that represents indigent criminal defendants. He’s been outspoken on criminal justice issues. Until this year, he was often mentioned as a potential progressive candidate for mayor.


That’s over now. Because Adachi decided (for reasons we still can’t comprehend) to join the national attack on public employees and put Prop. B on the ballot, he’s lost any hope of getting support for higher office from the left. And since the moderate and conservative forces will never be comfortable with a public defender moving up in the political world, Adachi’s not going anywhere anytime soon.


Which is fine. He’s doing well at his day job. We wish he’d stuck to it and not taken on a divisive, expensive, and ill-conceived crusade to cut health care benefits for city employees.


 


SAN FRANCISCO SUPERIOR COURT


SEAT 15


MICHAEL NAVA


To hear some of the brahmins of the local bench and bar tell it, the stakes in this election are immense — the independence of the judiciary hangs in the balance. If a sitting judge who is considered eminently qualified for the job and has committed no ethical or legal breaches can be challenged by an outsider who is seeking more diversity on the bench, it will open the floodgates to partisan hacks taking on good judges — and force judicial candidates to raise money from lawyers and special interests, thus undermining the credibility of the judiciary.


We are well aware of the problems of judicial elections around the country. In some states, big corporations that want to influence judges raise and spend vast sums on trial and appellate court races — and typically get their way. In Iowa, three judges who were willing to stand on principle and Constitutional law and declare same-sex marriage legal are facing what amounts to a well-funded recall effort. California is not immune — in more conservative counties, liberal judges face getting knocked off the bench by law-and-order types.


It’s a serious issue. It’s worth a series of hearings in the state Legislature, and it might be worth Constitutional change. Maybe trial-court elections should be eliminated. Maybe all judicial elections should have public campaign financing. But right now, it’s an elected office — at least in theory.


In practice, the vast majority of the judicial slots in California are filled by appointment. Judges serve for four-year terms but tend to retire or step down in midterm, allowing the governor to fill the vacancy. Unless someone files specifically to challenge an incumbent, typically appointed judge, that race never even appears on the ballot.


The electoral process is messy and political, and raising money is unseemly for a judicial officer. But the appointment process is hardly pure, either — and governors in California have, over the past 30 years, appointed the vast majority of the judges from the ranks of big corporate law firms and district attorney’s offices.


There are, of course, exceptions, and Gov. Arnold Schwarzenegger has been better than his predecessor, Democrat Gray Davis. But overall, public interest lawyers, public defenders, and people with small community practices (and, of course, people who have no political strings to pull in Sacramento) have been frustrated. And it’s no surprise that some have sought to run against incumbents.


That’s what’s happening here. Michael Nava, a gay Latino who has been working as a research attorney for California Supreme Court Justice Carlos Moreno, was going to run for a rare open seat this year, but the field quickly got crowded. So Nava challenged Richard Ulmer, a corporate lawyer appointed by Schwarzenegger who has been on the bench a little more than a year.


We will stipulate, as the lawyers say: Ulmer has done nothing wrong. From all accounts, he’s a fine judge (and before taking the bench, he did some stellar pro bono work fighting for reforms in the juvenile detention system). So there are two questions here: Should Nava have even filed to run against Ulmer? And since he did, who is the better candidate?


It’s important to understand this isn’t a case of special interests and that big money wanting to oust a judge because of his politics or rulings. Nava isn’t backed by any wealthy interest. There’s no clear parallel to the situations in other areas and other states where the judiciary is being compromised by electoral politics. Nava had every right to run — and has mounted an honest campaign that discusses the need for diversity on the bench.


Ulmer’s supporters note — correctly — that the San Francisco courts have more ethnic and gender diversity than any county in the state. And we’re not going to try to come to a conclusion here about how much diversity is enough.


But we will say that life experience matters, and judges bring to the bench what they’ve lived. Nava, who is the grandson of Mexican immigrants and the first person in his family to go to college, may have a different perspective on how low-income people of color are treated in the courts than a former Republican who spent his professional career in big law firms.


We were impressed by Nava’s background and knowledge — and by his interest in opening up the courts. He supports cameras in the courtrooms and allowing reporters to record court proceedings. He told us the meetings judges hold on court administration should be open to the public.


We’re willing to discuss whether judicial elections make sense. Meanwhile, judges who don’t like the idea of challenges should encourage their colleagues not to retire in midterm. If all the judges left at the end of a four-year term, there would be plenty of open seats and fewer challenges. But for now, there’s nothing in this particular election that makes us fear for the independence of the courts. Vote for Nava.

Walk SF goes pro as pedestrians get priority

Walk San Francisco, a longtime pedestrian advocacy organization in San Francisco, wants us all on our feet and in the streets. This week, the organization welcomed Elizabeth Stampe to their nonprofit team as executive director — its first executive director in four years – just as the city of San Francisco has made it official policy to promote walking over other transportation options.

With the help of Stampe, who spent eight years as communications director for the Greenbelt Alliance, Walk SF plans to improve overall street safety and increase pedestrian activity throughout the City. However, with Stampe’s plans to make San Francisco “the most walkable city in America,” there also comes a fair share of speed bumps to take into consideration. For one thing, the desire to keep all pedestrians in a large metropolis safe is about as simple as keeping Tiger Woods celibate — the issue may never be completely resolved.

Walk SF, although welcomes Stampe with whole heartedness, will need to step up their game funding-wise now that they have officially gone pro. “We’re looking for all of the funding we can find right now,” Stampe said. “Especially right now funding is not a sure thing”

Getting San Franciscans walking instead of driving may be an arduous task, but it is a task Stampe is ready to take on. She said organizing and promoting street events is “a way of showing that we can use streets in a different way,” other than solely attempting to exterminate the notion of an unsafe road. “That’s something we really want to build here.”

Walk SF’s number one goal is to safeguard pedestrians and make walking fun again. However even though walking provides fabulous oxygen circulation as well as exercise, being a pedestrian can sometimes become a high risk activity. In a report released in 2009 by Transportation for America, studies showed that 27 percent of all traffic deaths in the San Francisco region —which includes Oakland and Fremont — were pedestrians.

The study also reported that there were 72 pedestrian fatalities in the SF region in 2008, which rose from 64 in 2007. Transportation for America also refers to potentially hazardous roads as “dangerous by design roadways,” which Stampe describes as any type of road that encourages fast driving.

“Pedestrians also have the right to speak up for safety,” Stampe said. “There are [dangerous by design roadways] in San Francisco, where there’s very little to influence cars to slow down.”

While San Francisco’s hilly streets make for a thrilling car ride, the amount of pedestrian-vehicle collisions that take place in this city alone are enough to shoot down any race car driver dreams of careening down Nob Hill.

Stampe mentioned well-known streets such as 19th Avenue, Masonic Avenue, and Monterey Boulevard as some of the most prominent dangerous by design roadways, listing several priorities in promoting pedestrianism.

“The first thing is for there to be more equity in how funding is distributed,” Stampe said. “Right now much more money goes towards funding for cars than sidewalks.” 

A way in which this may soon change can be found in Proposition AA, which is on the ballot for this November’s elections. Walk SF Board President Manish Champsee explained how Prop AA will help strengthen sidewalk safety and promote more walking.

“It is a vehicle registration fee, projected to bring about $5 million a year,” Champsee said. “It costs $10 every time you register your car.”

If passed, 50 percent of Prop AA funding will go to road resurfacing, 25 percent will go towards transit reliability improvements, and another 25 percent for pedestrian safety. Champsee tells us about what his organization calls “walkability,” which makes places inviting to walk through and deflects local street crime.

“There should be active ground floor uses,” Champsee said. “At street level,you should have retail, eyes on the street.”

After traveling the world, Stampe feels inspired by street culture abroad and hopes to bring that same environment to San Francisco. She explained that in places like India and other Asian countries, “what you realize is that people are paying much more attention there,” regardless of the J-walking cows and street vendors blocking the road.

Champsee’s street-life inspiration lies in bicycle communities like Amsterdam and sidewalk café culture in Paris. Community events such as Sunday Streets, in which San Francisco city streets are temporarily closed and completely open to pedestrians, are what members of Walk SF hope to see more of.

Walk SF’s own event, Peak to Peak, will take place Oct. 16, and hundreds of walkers will make the trek from one side of the city to the other. “There are 10 different peaks,” Chamsee said. “You see parts of the city that not many have seen before.”

From advocating the reduction of car use to asserting local speed limits, Walk SF clearly has a lot in store for our city. And when asked if we can expect anything like Bay to Breakers from Peak to Peak, Stampe replied, “Probably, but with fewer naked people.”

It’s been nearly two weeks since the pipeline in San Bruno exploded and killed four people, injuring many more and destroying 37 homes. And it’s left a lot of people in San Francisco wondering: could it happen here?

Of course it could. PG&E has more than 200 miles of major gas pipelines under the city streets that are scheduled to be replaced — and that means they’re reaching the end of their useful life. Just like the pipe that blew up in San Bruno.

Are any running under your home or business? PG&E isn’t going to tell you.

That’s bad. “The public has a right to this information,” City Attorney Dennis Herrera told us. And Sup. Ross Mirkarimi has introduced a resolution calling on PG&E to make the locations of its pipelines, electric lines, and other potentially parts of the company’s infrastructure public.

But here’s what worse: even the city’s public safety departments — the ones that would have to respond to a catastrophic event involving a gas main break — don’t know where those lines are.

“I’m still looking for that map myself,” said Lt. Mindy Talmadge, a spokesperson for the Fire Department.

The city’s Public Utilities Commission, which, among other things, digs its own trenches to install and repair water pipes, doesn’t have the PG&E map. Neither does the the California PUC, which regulates PG&E.

It might also make sense for the City Planning Department to have the map; after all, zoning an area for the future development of dense housing that sits on top of an explosive gas main might be an issue. “People need to start holding PG&E accountable,” Planning Commission member Christina Olague told us. “Why shouldn’t PG&E release [the map] given the recent tragedy?”

PG&E insists that the exact location of the gas mains should remain secret because someone might want to use the information for a terrorist attack. But if the San Francisco Fire Department and Department of Emergency Services can’t get the map of the pipelines, something is very wrong. Even Sup. Sean Elsbernd, who has been allied with PG&E against public power issues, agreed that “the public safety agencies should certainly have that information.”

The Mirkarimi resolution urges PG&E “to cooperate with the city’s request for infrastructure information.” Mayor Gavin Newsom has already appointed the fire chief and city administrator to conduct a utility infrastructure safety review that would evaluate the location, age, and maintenance history of every pipeline underneath city streets.

Not every state allows utilities to keep this information secret. In both Washington and Texas, maps of underground pipelines are easily accessible, said Carl Weimer, executive director of the Bellingham, Washington-based nonprofit Pipeline Safety Trust. Texas even has an online system, he said.

But in California, PG&E keeps even essential safety agencies in the dark. If a fire came near where a PG&E pipeline was buried — or if an earthquake fractured some of the lines and gas started to leak — Talmadge said the San Francisco Fire Department wouldn’t be able to do anything about the explosive gas except call PG&E. Only the private utility can shut off the gas, which is under high pressure in the main lines.

“We radio to our dispatch center and request PG&E to respond … They would contact PG&E and have them respond,” she explained.

The department doesn’t prepare specifically for that sort of event. “We do not have a specific gas leak training … it would be more of a hazardous material training,” Talmadge said.

The remarkable thing is that much of the data the city doesn’t have — and PG&E won’t give up — can be pulled together from publicly accessible data. The major news media, particularly The Bay Citizen, have been pursuing the story and have run pieces of the map. Several newspapers and websites have published rough maps outlining where the major underground pipes are.

But as far as we know, nobody’s done a full-scale look at what the existing public records show.

Using information that the U.S. Department of Transportation has put on the Web, we’ve managed to put together a pretty good approximation of the secret map PG&E doesn’t want you to see.

We took a map from the DOT’s Pipeline and Hazardous Materials Safety Administration and layered it over a map of San Francisco. The maps of the southeast part of the city are more accurate; the information on gas mains going through the north and west side of town are sketchier. But the lines appear to run parallel to major streets, and we’ve put together a guide that at the very least can tell you if there’s a potentially explosive gas line in your neighborhood — and maybe even under your street.

Obviously, every house or business that has natural gas service — and that’s most of San Francisco — is hooked up to a gas pipe, and those feeder pipes run under almost every street. But the gas in those lines is under much lower pressure than the gas in the 30-inch main lines shown on this map, where pressure can reach 200 pounds per square inch. It was a main pipe that blew up under San Bruno.

It’s not surprising that the southeast — traditionally the dumping ground for dangerous and toxic materials — would have the most gas mains, and the most running through residential areas. One line, for example, snakes up Ray Street and jogs over to Delta Street on the edge of McLaren Park and near a playground. It continues under Hamilton and Felton streets, under the Highway 280 and onto Thornton Street before heading into the more industrial areas near Evans Avenue.

Another main line goes under the south side of Bernal Heights, running below Banks Street, around the park, then down Alabama Street to Precita Street, where it connects with 25th Street. That line then heads to Potrero Hill, where it follows Rhode Island Street to 20th Street.

Trash war hits Chamber of Commerce lunch

The San Francisco Chamber of Commerce is hosting a lunch with Recology today in an apparent effort to push a garbage transportation/disposal contract that the Board of Supervisors hasn’t yet approved.

The Guardian wrote about this ongoing landfill disposal contract dispute between Recology and Waste Management earlier this year, and to date, the Board has not voted on the matter.

But judging from the tone of the following press release, the Chamber, whose incoming chair elect is Recology Vice President John Legnitto, has already made its decision:

“Please join us for a lunch with Recology to learn about the San Francisco’s garbage by Green Rail to Ostrom Road project,” the Chamber states, noting that until the city’s goal of zero waste is reached, “some material will still need to be sent to landfill.”
“A panel of city officials from San Francisco and Oakland chose Recology Ostrom Road Landfill to receive garbage from San Francisco after the city’s current landfill agreement ends in 2015,” the Chamber continues, without bothering to note that this plan involves hauling the city’s waste all the way to Yuba County, which is three times further away than San Francisco’s current waste disposal contract with Waste Management at the Altamont Landfill, near Livermore.

“Officials say the plan to ship San Francisco’s garbage by Green Rail to Ostrom Road is the most cost-effective and environmental option for transporting waste,” the Chamber continues.  “Rail haul is at least three times more efficient than trucking, takes trucks off the road, and cuts fuel consumption and air emissions.” And it encourages folks to learn more about the plan to ship the city’s garbage to Ostrom Road, by visiting Recology’s Ostrom Road site:

Not to be outdone, Waste Management, Inc.has put together a video clip that features on-the-street interviews in downtown San Francisco with local residents–including an amazing “Statue Man” in Justin Herman Plaza– about its competing plan to convert San Francisco’s garbage into liquid natural gas that would then fuels its garbage trucks.

Meanwhile, the Sierra Club has asked the Board of Supervisors to schedule a public hearing. In a September 17 email, sent to Board President David Chiu and the rest of the Board, Rebecca Evans, chair of the Sierra Club’s San Francisco Group, requested that the Board hold a public information hearing on the current status of the City’s contract for landfill operations, starting in 2015.  

“Some months ago, the Department of the Environment ‘selected’ Recology’s proposal to transport San Francisco’s waste to Yuba County,” Evans notes. “A contract was to be released in June 2010.  We understand the confidential nature of contract negotiations but it is September and no further information has been made public.”

“To be clear, the San Francisco Bay Chapter has no policy position on the plan to move landfill operations from the current Waste Management Alameda County Altamont site to Recology’s Ostrom Road destination,” Evans clarifies. “However our chapter and the Club’s Mother Lode Chapter have strong interests in the proposal and how it might be carried out. We ask you to hold a hearing in the near future so that the public can have a fuller understanding of this important issue.”

 

 

Ednorsement interviews: Bus drivers on Prop. G

Advocates for Muni drivers came to the Guardian this week to make the case for voters to reject Proposition G, which would remove their pay guarantees from the city charter, and to argue that the union has been unfairly demonized by Mayor Gavin Newsom, Sup. Sean Elsbernd and other city officials in an effort to deflect blame for problems with the troubled transit system.


The group included top Transport Workers Union Local 250A officials Irwin Lum and Rafael Cabrera, Bob Planthold with Senior Action Network, and Frank Lara with More Public Transit Coalition (which was spearheaded by the ANSWER Coalition). “Muni is broken and needs drastic change. It needs to be changed from the top to the bottom,” Lum began.


Yet he said targeting Muni drivers, most of whom are people of color doing a difficult job in one of the country’s most complex systems, doesn’t solve a problem that goes far beyond work rules and salaries. The problem lies with lack of resources and the political will to pursue them, they said, which is why the union supported proposals to reform the Municipal Transportation Authority governing structure and pursue significant revenue options, which were discussed but ultimately abandoned by the Board of Supervisors earlier this year.


“Too many people at City Hall are looking to cover their political rear ends,”said Planthold, who advocates for the rights of those with disabilities and has studied transit systems around the country.


Newsom has repeatedly singled out TWU as the one public employee union that didn’t agree to givebacks to help close the city’s budget deficit, and even some progressives have told the Guardian that the union hasn’t done itself any favors with its intransigent stance. But Lum said union leaders were prepared try to sell their members on a deal that included forgoing raises and accepting unpaid furlough days but that Newsom was too quick to leak news of the deal to the media for political reasons, causing TWU members to dig in and reject the deal before that education process could begin.


While the city and MTA may save $10 million through the measure, they said that was small change compared to the system’s real needs, which they estimated to be around $125 million, much of which could be brought in by creating transit assessment districts to charge big employers whose workers rely on Muni.

CityPlace, USA — and why Newsom wants developers involved in district elections

Speaking at the San Francisco Mariott Hotel today, Sept. 14, to a room packed full of developers, land-use attorneys, building owners and managers, members of the San Francisco Convention & Visitor’s Bureau, and others who had gathered for a San Francisco Business Times event, Mayor Gavin Newsom championed a retail development project proposed for San Francisco’s mid-Market area that is being opposed by Livable Cities and the San Francisco Bicycle Coalition. The project will come under consideration at today’s Board of Supervisors meeting.

“CityPlace will be an anchor of revitalization” in mid-Market between Fifth and Sixth streets, Newsom said. Members of the Board of Supervisors may try to block it, he added, but “we can’t afford to let that happen. It’s a quarter of a million square feet, and it connects right up from Nordstrom’s.”
“CityPlace is critical,” he added. Marcia Smolens of public relations firm HMS Associates is representing Urban Realty, the developer of CityPlace, according to a file included in the Board of Supervisors meeting packet. Smolens contributed $2,500 to Newsom’s run for Lieutenant Governor. An architect with a partnering firm on the project, Gensler, plunked down $1,000 for Newsom’s campaign.

The mid-Market area has long faced issues of blight and crime. Newsom put forth a vision for its revitalized future that would include “more cops” (the development would connect with a police officers’ substation planned near Sixth and Market streets, Newsom noted), a creative bent thanks to partnerships with artists, and an area “a little less crowded with folks panhandling.”

The proposed development is essentially a large glass box with a shopping mall inside. According to the project website, Urban Realty has not yet engaged potential tenants, but appears geared toward attracting low-end retail chains. “We intend to bring affordable, value-based retail tenants to the area and expand the shopping choices available to make this section of Market Street a shopping destination that truly caters to San Francisco’s diverse demographic,” the website notes. Our guess is that they aren’t talking about unique, independently owned thrift stores that offer affordable used items and encourage shoppers to support small business, but something more along the lines of TJ Maxx.

The project would also include 188 parking spaces in an underground garage. In contrast, the Westfield mall near Fourth and Market streets was built with no new parking.

Livable Cities has filed an appeal of the Environmental Impact Report (EIR) for CityPlace on the grounds that transportation issues weren’t adequately dealt with, and the board will vote on the appeal today after opening the item up for public comment. Livable Cities executive director Tom Radulovich noted that the project would demolish the St. Francis Theater, a 1910 building that some had envisioned as a structure that could be rehabbed as part of a revived theater district in that area. He also felt the development was out of character for the neighborhood. “They’ve been given a lot of bonuses, like surplus parking and an excess floor,” Radulovich noted. “We feel like the Planning Department gave them a lot more value — millions of dollars worth. The public should get something out of it.” Partly out of a desire to improve the area, he said, mid-Market amounted to a sort of “Wild West in terms of planning. That’s been the story is that the only way to move forward is to throw away our rules.”

The developer estimates that the project would create up to 250 union jobs during construction, and 760 new permanent retail positions (that is, non-union, low-wage jobs with high rates of turnover — but at least it’s something). This could present a quandary for supervisors who might otherwise hold their nose at the idea of approving a big-box mall in the heart of San Francisco. Construction workers are in dire straits right now, and unemployment in the city is nearing 10 percent — and even higher in communities of color such as the Bayview.

Meanwhile, Newsom urged the crowd of downtown real-estate big shots to get involved in disctrict elections for the Board of Supervisors, lest “you wake up and things get worse quickly.”

The mayor issued a strong warning that “ideology is too strong in this town,” and then referenced the Guardian, speaking to some dangerous influence wielded by “these people who write these blogs.”

“You are the only thing standing between a dramatic shift off course in this town,” he told the crowd. “But our opportunities are limitless as long as we have stable leadership. Please take the time to learn about these candidates. Get involved – even in the districts you don’t reside in.”

At the end of Newsom’s speech, everyone applauded and then turned their attention to a short, flashy video about America’s Cup.

Play at work, or more at play?

There’s a long-standing perception in San Francisco that certain development firms are treated more favorably than others thanks to insider politics. And while supporters of Mayor Gavin Newsom say he’s cleaned up the pay-to-play culture, a look at the list of contributors to Newsom’s run for lieutenant governor at the very least raises questions.

For example, according to campaign filings, Newsom received $6,500 from a business called 706 Mission Street Co. LLC, which was formed to construct a condo high-rise at Yerba Buena Center. The building would also be a new permanent home for the city’s Mexican Museum. The 706 Mission project, which has been in the works for several years, is a joint venture between developer Millennium Partners and JMA Ventures, a San Francisco-based real estate investment firm. JMA Ventures contributed $5,000 to Newsom, campaign finance records show, and the firm’s president and CEO, Todd Chapman, also made a generous donation of $1,000. Effectively, Newsom’s campaign received a total of $12,500 from individuals or firms associated with 706 Mission.

The project has been under the jurisdiction of the San Francisco Redevelopment Agency since 2008, when the Redevelopment Commission authorized an exclusive negotiations agreement with the developer for the mixed-use high-rise and museum, to be partially constructed on a parcel owned by Redevelopment and later included plans to integrate the landmark Mercantile Building. The project went dormant in the face of the economic downturn, but it’s now moving forward again, and the environmental review of the proposed 600-foot tower falls under the purview of the city’s Planning Department. On Sept. 1, Newsom mentioned 706 Mission, a “new, world-class facility,” in a press release announcing a new director for the Mexican Museum.

“The Redevelopment Agency and the city are fully committed to the public/private/nonprofit partnership that will eventually bring the Mexican Museum to a new home in the heart of Yerba Buena Center, San Francisco’s premier cultural district,” Redevelopment Agency executive director Fred Blackwell proclaimed.

Another contributor that demonstrated strong financial support for Newsom’s bid is a global technical firm that has a hand in several major infrastructure and development projects throughout San Francisco. AECOM contributed $13,000 to Newsom’s campaign, and a handful of people who work for AECOM chipped in smaller amounts totaling $3,600, according to campaign-finance records. In an April 15 news release for investors, AECOM noted that it had been awarded a $26 million contract for construction management of the San Francisco Public Utilities Commission’s Water Improvement Infrastructure Project. As the San Francisco Chronicle reported in May, the firm was also awarded a five-year, $147 million contract with the San Francisco Metropolitan Transportation Agency for construction management on the Central Subway project. AECOM is also playing a role in a number of major developments currently under review in city planning. It is the prime environmental impact report consultant for the California Pacific Medical Center proposal for a giant new hospital on Van Ness Avenue. It’s also completing a traffic corridor analysis for 19th Avenue on behalf of the developers of Parkmerced, a renovation and in-fill project on track to be one of the largest new residential developments in the city.

 

A $2 MILLION BONUS

The Parkmerced developers have helped Newsom’s campaign along too. Craig Hartman, an internationally renowned architect with Skidmore, Owings & Merrill who is a design partner for the project, dropped $1,000 into Newsom’s hat. Two executives associated with Parkmerced each pitched in another $1,000.

A smaller project that has been in the works for years also seems close to home for Newsom. Michael Yarne, of the Mayor’s Office of Economic and Workforce Development, is a former director of development of the Martin Building Co., the lead developer on mixed-use residential project located in Central Waterfront at 2235 Third St. The project has commendable features such as a reuse of an existing industrial building, proximity to transit, and 39 below-market-rate units — and the project developer managed to secure an incredible deal with the city.

This past April, the Planning Commission approved an unprecedented in-kind agreement with Martin Building Co. that waived nearly $2 million in development fees, including about $1.2 million for 2235 Third St. and the rest for a second Martin Building Co. project on Townsend Street, in exchange for the developer’s commitment to construct a space for a day-care facility on the Third Street site and lease that portion of the property to a childcare provider for free for 55 years. The provider would have to operate the facility without profit and would be required to have low-income child-care slots, so this bargain would serve to create affordable day care.

Yarne’s close ties to the mayor and the developer — plus a $2,000 campaign contribution to Newsom from the head of the project’s general contractor, a building company called Nibbi Bros. — could raise a few eyebrows in light of this unprecedented deal, especially given the city’s gaping deficit and the question of how else that $2 million might have been put to use. The project was also awarded more than $1.6 million in American Recovery and Reinvestment Act funds to excavate lead-contaminated soil from the property and transport it away for off-site disposal. The project, which has already been approved and moved to the Department of Building Inspection phase, also incorporates a City CarShare space. Yarne’s on the board of City CarShare, too.

It’s always possible that there is no connection between Newsom’s campaign contributions, his personal staff, and contributors’ connections to the myriad development projects in the hopper — but that doesn’t stop observers from asking questions. Developers who are anxious about the economic downturn may be motivated do everything in their power to speed a project along, and it’s possible that throwing money at a political campaign is just one tool among many.

Or maybe they just think Newsom would make a great lieutenant governor.

 

PLANNERS COMPLAIN

Nonetheless, the perception that certain developers get special treatment is shared by at least two former planners in the city’s Planning Department — one of whom is facing termination in the wake of a recent investigation surrounding porn email.

Following an internal shake-up at the planning department triggered by the discovery that some staffers shared pornographic e-mails, messages started flying about what was behind the crackdown. “Porn is not the real story,” Lois Scott, a retired planner and former president of International Federation of Professional and Technical Engineers Local 21 wrote in an e-mail to the Guardian.

After the porn scandal broke, the hammer came down. Five people were terminated effective this past May, and another 20 or more reportedly faced some form of disciplinary action.

Some have interpreted the move as a signal that Planning Director John Rahaim, a Newsom appointee, won’t stand for inappropriate conduct on his watch. At the same time, others have contacted the Guardian to voice concerns that the firings and internal shakeup were connected to something deeper than dirty emails.

Although speculative theories abound and there is a paucity of official comments on the firings due to privacy laws, one point is abundantly clear. In a city where powerful developers will go to great lengths to secure approval for lucrative projects, there’s a great deal of wariness surrounding city planning. San Francisco is host to leagues of developers, real estate investment groups, prestigious law firms specializing in land use, technical consultants, and politically powerful associations of residential builders, building owners, and building-trade unions — all with a huge financial stake in seeing projects make it past the approval finish line and onto groundbreaking.

When it comes to a major project that will transform a city block in San Francisco, the planning department (which relies on development fees to pay the bills) inevitably encounters pressure from two sides: well-connected development teams with economic interests on the one hand, and neighborhood groups or historic preservationists who aren’t shy about hurling criticism on the other.

So it’s no surprise than anything affecting the planning staff in a major way would not pass quietly.

One of the planners affected by the firings told the Guardian that the porn investigation went on for months. There were one-on-one interviews, and some 70 staff members were called in and questioned, some two or three times. Contents of computer hard drives and city e-mail accounts were analyzed. Later, huge posters went up, displaying questions like, “How Are You Going to Make a Better Planning Department?”

“It was bizarre,” the former planner said.

According to Leigh Kienker — a former planner who recently retired and was not implicated in the computer misuse investigation — the result of all this was to create a sort of chilling effect on the planning staff, especially since she said two of the five individuals who lost their jobs had been more likely to question management and speak up when they didn’t think a project was being handled properly. When it comes to ensuring that projects conform to the planning code, “We need to be able to speak up,” she said. “This is our expertise.”

Jim Miller, who had been with the department for more than 32 years and is regarded by his peers as very outspoken, discussed his own termination in an e-mail to a number of supporters. “I was given a loose-leaf binder indicating the reasons for the firing,” he wrote. “The information contained therein was decidedly very thin. This, plus the fact that others who had a greater role in the ‘wrongdoing’ received job suspension rather than termination, leads me to believe that there is some other reason for the action taken. This reason is heretofore unbeknownst to me.”

Cynthia Servetnick, shop steward for IFPTE Local 21 planner’s chapter and a historic preservation advocate, voiced concerns about how the department dealt with the porn problem in an e-mail to Rahaim. “Frankly, the firing of so many senior Planning Department staff members not only seems like a ‘witch hunt,’ but smacks of age discrimination against a class of union-represented employees for the purpose of shoring-up budget deficits and intimidating less senior employees,” she charged. In response, Rahaim dismissed her comments as baseless accusations.

 

BADINER GETS $82,500

At a Feb. 18 Planning Commission meeting, when the department’s proposed budget came under review, commissioners noted that Rahaim was in the unenviable position of having to lay off four to six staffers in order to balance the budget. Noting that a great deal of effort had gone into attracting fresh talent and hiring younger planners, several commissioners expressed hope that they wouldn’t be the first to go. Rahaim responded that, given the union’s seniority rules, his hands were tied to an extent. In light of that conversation, Servetnick suggested that the porn e-mails presented a convenient solution for a director faced with a thinly stretched budget. All of the five who were fired were 50 or older.

At the same time, others who closely follow city planning rejected the idea of any ulterior motive. Sue Hestor, a land-use attorney who seems to have her finger firmly on the pulse of San Francisco development, told the Guardian that she’d heard plenty of rumors, but wasn’t necessarily buying the hype. Charles Marsteller, a former director of Common Cause and a keen observer of the planning process, said he had little reason to suspect that what had happened was anything more than responding to inappropriate conduct.

Zoning Administrator Larry Badiner, a 28-year veteran of the department who critics say was friendly to high-end developers, was fired in the wake of the porn investigation along with three lower-level staffers — but he appeared to walk away with a better deal than his subordinates.

A Guardian sunshine request revealed that Badiner received a six-month severance package amounting to $82,500, plus benefits he was eligible for that could have amounted to more than $57,000 (but may be significantly less). In exchange, he agreed not to sue the city. None of the other planning staffers who were terminated appear to have received such a payout.

Meanwhile, Badiner may not have been the highest-ranking city employee to be snagged in the porn investigation. An e-mail address of dlmacris[at]aol.com was included on an e-mail provided to the Guardian that contained a rather tame pornographic image.

The planner who sent the e-mail was fired after the porn investigation, and so were three of the recipients. Former Planning Director Dean Macris, who more recently served as a special advisor to Newsom, stopped working for the city around the same time Badiner and the others were terminated. Mayoral spokesperson Tony Winnicker told the Guardian he could not discuss anything related to how or why Macris left city service.

Rahaim said he had no choice in the Badiner severance. “The issue with Larry Badiner was required as part of a MEA labor contract. It requires a payout in any situation where a person is terminated or laid off.” He added that the firings were “strictly because of inappropriate use of city resources and also because of the type of material” that was being viewed. There was “absolutely no other reason.”

And he insisted that no developers get favoritism: “I have no idea who’s contributing to whose campaign.”

At least one response to the rash of firings commended the planning director for taking action. “I applaud your efforts to address hostile working conditions related to gender and sexual preference, which have long existed in the Planning Department,” a retired senior planner wrote to Rahaim shortly after the firings. “There is, perhaps as you have realized, a deep undercurrent of unresolved and unpleasant practices which perhaps finally led to the present complaints.”

Does the planning department shake-up indicate a move away from the bad old days of quid pro quo dealings and hostile working conditions, thanks to a director who’s standing strong against inappropriate conduct — or is it a move to consolidate power in a department led by a mayoral appointee at a time when the development community is particularly hungry to move new projects forward? Given the knock-down, drag-out fights that have unfolded over planning in the city’s history, and the high sums of money that are gushing into project proposals and campaign coffers, it’s no wonder the question is being posed.

“The bottom line is, the public is not being served,” Servetnick said. “Developers shouldn’t be able to come in and say, ‘Just for me!’ If everybody who pays to play gets away with that, we’re going to end up with a really ugly city.”

Burners in flux

Temples are the spiritual centers and gathering places for the communities that build them, standing as testaments to their faith. In traditional culture, they are lasting monuments. At Burning Man, these complex, beautiful structures are destroyed at the end of the festival.

Building something that takes months to plan, design, and construct but lasts only a week takes an unusual attitude and a faith — not in some unknowable deity, but in one another and the value of collective artistic collaboration. In many ways, the Temple of Flux, this year’s spiritual centerpiece on the playa, represents the essence of an event that is redefining the American counterculture.

Burning Man has been experiencing a renaissance in recent years as it moves from a wild bohemian celebration on the open frontier into a permanent counterculture with well-developed urban values, vast social networks, and regional manifestations around the world.

The Temple of Flux crew toiled for months in West Oakland’s huge, burner-run American Steel workspace, designing, cutting, painting, and assembling the parts and pieces of what would become five massive wooden structures. And for the last few weeks, they camped and worked in the desert to create what looks like a stunning series of peaks and canyons, dotted with caves and niches that tens of thousands of visitors will explore this week.

Even with volunteer labor, this 21,600 square foot project cost $180,000. And on Sunday, Sept. 5th, it will be completely destroyed by a carefully orchestrated fire. Yet its real value will linger on in the spirit, skills, and community that created it. And that’s true of many of the projects that comprise Black Rock City and this year’s particularly timely art theme: Metropolis: The Life of Cities.

The city that nearly 50,000 citizens build for Burning Man each year is one of world’s great urban centers while it stands, with mind-blowing art and world-class entertainment offered free to all in a stunning visual environment. The $210–$360 ticket that people buy to attend the event only entitles them to help build the city.

But it doesn’t last — the city is dismantled entirely, and some of the most impressive art is destroyed. Why do people devote months of their lives to build art that will be burned in a week?

An ambitious undertaking like the Temple of Flux required five carefully packed semi trucks to move and a mind-boggling logistical effort to construct in the hostile world of the Nevada desert. Making it happen was like a full-time unpaid job for four months for many of the more than 200 diverse volunteers.

I spent four months embedded with the crew and helped build the Temple, seeking to understand what drove the artists and builders. The question is pronounced, the answers varied, but it comes down to one of the defining characteristics of Burning Man: the process, the work, the experience, the challenge, and the ability to bond with and learn from others was far more important than the final product.

The three project principals and designers — Rebecca Anders, Jessica Hobbs, and PK Kimelman — have been lauded within the Burning Man community, but they say they are humbled by the efforts of the team that supported them and their vision.

“I was under the impression that I’d have to call in a lot of favors, but people have been coming out of the woodwork,” PK, a veteran of the Space Cowboys sound collective who is new to making large-scale art, told me in the desert. “It’s a very diverse group of people in their personalities and backgrounds, but it’s amazing how it’s become just one cohesive group without any factions.”

Indeed, a steady in-flow of volunteers showed up, ranging from experienced builders and grizzled Burning Man veterans to first-time burners (and a few who weren’t even attending the event) with no relevant skills but a desire to help in any way they can. Almost all said they were honored to simply be a part of the project and were willing to devote themselves to it.

“I’ve been amazed by people’s dedication and devotion. That doesn’t necessarily happen in the real world,” PK said.

This was a project that required an immense commitment, from raising the $120,000 needed to supplement a $60,000 art grant from Burning Man organizers to the thousands of person-hours required to build and burn it. And there were many unexpected obstacles to overcome along the way, such as when PayPal froze the group’s finances just as they were leaving for the playa.

 

BEFORE METROPOLIS

The only set pieces at Burning Man each year are the Man and the Temple, which get burned on successive nights as the week ends. Only the base of the Man changes each year, but the Temple gets designed from scratch. This is the first year the Temple isn’t a traditional building, but rather a throwback to precivilization.

The temple’s structure resembles five dunes, named for notable ridges, canyons, and land forms — Antelope, Bryce, Cayuga, Dumont, and El Dorado — the latter the biggest at more than 80 feet tall. Together they form sheltering canyons and create a contrast to the event’s Metropolis art theme and the tower that the Man stands on this year.

“Before we even discussed it together, we all gravitated toward the idea of natural formations, and the more we talked about it, the more it made sense. We wanted to relate Metropolis back to where we came from,” said Jessica Hobbs, who has done several large-scale artworks at Burning Man, last year creating Fishbug with fellow Temple artist Rebecca Anders.

Rebecca and Jess are veterans of the fire arts collective Flaming Lotus Girls (see “Angels of the Apocalypse,” 8/17/05), whose members are playing key roles with the Temple project as the group takes a year off. Rebecca has known PK since college and they’ve long talked about doing a big project together. The opportunity presented itself this year when Burning Man officials approached Jess and Rebecca about doing the Temple.

An architect by training, PK said the design and theme aren’t as incongruous as they might initially seem. “If the city was going to be architectural, then the Temple should stand in counterpoint to that and go back to where our collective enterprise began. Man originally sought shelter and dwelling in the land, in caves, and in canyons, and it was only after existing in the cradle of the earth, literally, that man then started making and building structures that became more and more elaborate … and we relate to it in very much the same way we once related to the peaks and canyons,” PK said.

Yet if the temple design seems to buck the Metropolis theme, the massive collaboration that created it epitomizes the urban ideal that Black Rock City is all about these days, as the chaotic frontier of old becomes a vibrant city with a distinctive DIY culture. The Temple of Flux drew together people of all skill sets from a wide variety of camps to design, build, fundraise, support, and create the nonprofit Flux Foundation to continue the collaboration into the future.

From the first meeting in mid-May, the project was broken down into teams devoted to design and structural engineering, fundraising, construction, a legal team (to create the nonprofit Flux Foundation, among other things), infrastructure and logistics, documentation, and the burn team, each headed by capable, experienced leaders (most of them women) with the authority to make myriad decisions big and small along the way.

“Big projects are really tough if I try to think about the whole thing all at once,” Jess told me June 6 during the regular Monday evening meeting and work session at American Steel.

Even at that early stage, before the design was done and all the wood had been ordered, there were already many moving parts to the project. A demonstration wall had been built to develop the look for the exterior cladding; a cutting station for creating the plywood strips for the cladding and a painting station for whitewashing them; 10 A-frames from Dumont — the smallest dune, the only one that would fit in the workspace — reached up about 20 feet and created a slow twist; scale models of the whole project were built and refined; and the whiteboard was filled with fundraiser dates and other project details.

Over the coming weeks, Dumont would be cladded with plywood strips and shapes, then torn apart and recladded, several times over, as part of the learning and training process. Caves and benches were added and refined. “This is the only one we can build in the shop, so this is our petri dish,” Rebecca said.

Johnny Poynton, a British carpenter and psychedelic therapist who didn’t really know anyone with the project but joined after his own request to Burning Man for “a ridiculous amount of money” for a lighthouse project was rejected, quickly became an integral member of the team, and perhaps its most colorful.

He had been going to Burning Man for 10 years with his son, Max, who is now 26. They each have been involved with a variety of camps, together and separately, something that has drawn them closer together. “It’s something we’ve bonded over, to say the least,” said Max, who worked hard on the Temple.

That kind of connecting through a shared purpose is important to Johnny, who quickly developed affectionate relationships with those on the project. He said it is the project, the shared vision, that unites people more than casual social connections. “For me, it’s not about how people are interconnected. It’s about what they want to do,” Johnny said.

Catie Magee, another former Flaming Lotus Girl, took on the role of project den mother, seeing to its myriad details while the principals initially focused on design and wrangling needed expertise and supplies. She was also dealing with Burning Man brass, who knew the project was underfunded but promised to make up for it with logistical support, free tickets, and as many early arrival passes as they needed to finish this labor-intensive project.

“From what we gather,” Catie said at the June 6 meeting of the passes needed to facilitate a large crew on the playa starting Aug. 13, “we get as many as we need.”

 

THE NATURE OF ART

The Flaming Lotus Girls, who work in steel and fire, have always focused on teaching and spreading the skills and knowledge to as many people as they could. But that was even easier to do with an accessible medium like wood, and all the more essential on a project of this scale. They needed as many people as possible to understand the design and do the work.

“A lot of us come from groups where we encourage empowerment and teaching,” Jess told the group during one meeting. “If the opportunity is there, please take it [and teach skills to someone who needs them].”

It was something all the leads encouraged throughout the project. “The design is about horizontal learning,” PK told group, referring to how the knowledge gets spread, with one person teaching another, who then teaches another.

The cladding on Dumont was placed and removed several times with different teams to hone the design and facilitate learning, waiting until late July to finally break it down and get its frames and cladding ready for transport to Burning Man. While the team used computer programs to design the structure and faces, the artistry came in modifying Dumont and letting it inform how the other dunes would look.

To represent the varied texture of hillsides, the plywood received a light latex whitewash, the wood grain showing through. Solid plywood sections would represent veins of solid rock, surrounded by the layers of sediment and dirt that would be created using strips of plywood randomly thatched together at varying angles.

“The metaphor we’re working for is the rock face with the various strata and how it changed over time,” Rebecca said.

“It’s important that it’s not an artist’s sketch,” PK said, but a work of art in progress. So as they learned from Dumont, studied photos of their dunes’ namesakes, and thought more about their art, the leads would draw new lines on the cardboard model they created, refining the design.

“I’m trying to use geological rules to do this. It’s all conceptual geology,” Jess said one Saturday in late June as she drew on the model with a pencil, shop glasses on her head, earplugs hanging about her neck, wearing a Power Tool Drag Races T-shirt.

In addition to doing freelance graphic design, she helps run All-Power Labs with her boyfriend, longtime Burning Man artist Jim Mason. “Work gets in the way,” said Jess, who was working on the temple project full-time. She supplemented her hands-on Burning Man art experience by studying at the San Francisco Art Institute, earning her MFA in 2005. So she brought an artistic eye to her innate social skills that made her an unflappable connecter of key people.

During a meeting at American Steel, PK said the architectural term for the way shapes are created that only fit together a few different ways is a “kit of parts,” adding, “It’s like building a puzzle without the box.”

Later, on the playa, he conveyed the concept to the group in a way that seemed downright zen. “The pieces will tell you the way more than the guidelines,” PK said of the cladding shapes and thatches. He said shapes have an inherent nature, something they want to be, and “they will show you the way if you let them.”

But the process was always more important than the product, something that was conveyed regularly through the project. At the July 12 meeting and work night, Jess, Rebecca, and Catie said the need for progress shouldn’t compromise the central mission of teaching and learning.

They told the temple crew that one woman working on the project complained that some of the more skilled men weren’t taking the time to teach her, and they said that was simply unacceptable. Rebecca even invoked the original Temple builder, artist David Best, who built all the Temples until 2005.

“David Best said, ‘Never take a tool out of a woman’s hand. It’s insulting and not OK.’ But I’d like to expand that and say never take a tool out of anyone’s hand,” Rebecca said. “Hopefully we can take on that sexism and some of the other isms in the world.”

 

TEMPLE OF FLUFF

Heavy equipment has become essential to creating the large-scale art that has been popping up in Black Rock City in recent years, so Burning Man has an Art Support Services crew to operate a fleet of cranes, construction booms, scissor lifts, and other equipment that big projects need.

For months, the Temple of Flux crew built sturdy frames that were carefully broken down for transportation on five tractor-trailers, along with hundreds of cladding thatches stacked on pallets, boxes of decorated niches, a tool room built in a shipping container, all the pieces and parts needed to create a smooth build on the playa.

“Then I get to pop in and help them make it art,” Davis, a.k.a. The Stinky Pirate, said as he prepared to take Lou Bukiet (a Flaming Lotus Girl in her early 20s) and a stack of thatches up in the boom lift on Aug. 23 to staple the cladding to the windward side of Cayuga, with Jess and her artistic eye spotting from the ground.

Davis has helped build Black Rock City every year since 1999 when he joined Burning Man’s Department of Public Works. In recent years, he has operated heavy equipment for a variety of notable artworks, such as Big Rig Jig and the Steampunk Treehouse. He said the groups do all the prep work and “I get to come in and be a star player.”

I began my work day on the playa ripping off cladding that had been placed on wrong the night before, an exercise that was a regular occurrence as the artists sought to perfect their work.

It was a little frustrating to undo people’s hard work, and Davis even told Jess before going up into the lift with Lou, “My goal is no more redoes, whatever time we have to take for a do.” Yet it was a minor quibble with a group he said was the best on the playa.

“This is a killer group. It’s probably the best crew I’ve gotten to work with,” Davis said, explaining that it was because of their attitude and organization. “Art is more than just building the art. It’s about community, and this group is really good at taking care of each other.”

Taking care of each other was a core value with this group. Not only did the Temple team have a full kitchen crew serving three hot, yummy meals a day and massage therapists to work out sore muscles, it also had a team of “fluffers” who brought the workers snacks, water, sunscreen, cold wet bandanas, sprays from scented water bottles, and other treats, sometimes topless or in sexy outfits, always with a smile and personal connection.

Margaret Monroe, one of the head fluffers, instructed her team to always introduce themselves to workers they don’t know and to touch them on the arms or back to make a physical connection and help them feel cared for and supported.

PK said he initially bristled at the high kitchen expense and other things that seemed extraneous to the cash-strapped project. “People are eating better here than they eat back at home,” he said. But he came to realize the importance of good meals and attentive fluffers: “If you keep people happy, then it’s fun. And if it’s fun, then it’s not like work.”

 

BUILT TO BURN

Don Cain is the head of the burn team, the group charged with setting the temple on fire. They worked out of his workspace and home in Emeryville, known as the Department of Spontaneous Combustion, which is like a burner clubhouse complete with bar, rigging, classic video games, old art projects, and the equipment to make new ones.

Don grew up in Georgia working in his dad’s machine shop and did stints as a police officer — where he cross-trained with the fire department and developed a bit of pyromania — and in the Army. After that, he lived in Humboldt and then came to the Bay Area to study art photography at San Francisco State University.

He attended his first Burning Man in 2000 “and my very first night there was epic.” So he immersed himself in the culture, making massive taiko drums for the burner musical ensemble The Mutaytor, creating liquid fuel fire cannons and building massive fire-spewing tricycles.

“I’ve been doing the fire stuff for a while and I have all my fingers and toes and I haven’t set anyone on fire yet,” Don told me in his shop.

So he was the natural choice to lead the team that will “choreograph the burn” of the Temple, as Don put it, an experienced group that loves geeking out on the best ways to burn things. “We have a collection of very experienced people in the fire stuff,” Don told me. “About 50 years of experience.”

The most basic goal was to create hundreds of “burn packs” made of paraffin, sawdust, burlap, and other flammable materials to “add a lot of calories in one spot, which is what we’re after,” he said. The burn packs, stacks of kindling, and tubes of copper and chlorine shavings to create a blue-green color were placed strategically throughout the Temple as soon as the framing was done.

The idea is to break down the structure before the cladding burns away so the A-frames aren’t standing up the air. “I would like to get the structure to collapse relatively quickly,” Don said. “Then we’ll have a pile of fuel that will burn for a while.”

They also created 13 “sawdust cannons” using the finest, cleanest sawdust from the cutting of wood at American Steel, one of many creative reuses of the project’s byproducts. Tubes of the sawdust, so fine they called it “wood flour,” were placed over buried air compressors that will be silently fired off during the burn to create flammable plumes. “I’ve taken the opportunity to turn this burn into more than just setting a structure on fire,” Don said.

The Temple is where burners memorialize those who have died, something that took on personal significance with the Department of Spontaneous Combustion crew when member Randall Issac died suddenly of cancer earlier this year.

So they created the largest cave in the Temple of Flux as a memorial to him, only to have Burning Man brass threaten to close it down because of concerns about the potential fire hazard. On Aug. 25, Burning Man fire safety director Dave X (who founded the Flaming Lotus Girls in 2000) led a delegation to inspect the Temple, which includes Bettie June from the Artery, lawyer Lightning Clearwater, Tomas McCabe from Black Rocks Arts Foundation, and fire marshal Joseph P.

“The thing we’re concerned about is closed spaces, ingress and egress,” said Dave X, who assembled all the relevant department heads to consider it together.

After touring the site with PK and Jess, the group eventually agreed that the risk was manageable if the Temple Guardians who will work shifts monitoring the project during the week watch out for certain things. “Their mantra needs to be no smoking, no fire,” Dave said. Joseph also said the caves needed to be named and a protocol developed for evacuation in case of accidental fire.

“The important thing is that whoever is calling in can use the terminology we use in our dispatch center,” Joseph said.

The fire arts were largely developed in the Bay Area by burners, who have developed an expertise and understanding that exceeds most civil authorities. And even though the Temple crew was like family to him, Dave X warned them, “You guys are in the yellow zone here where you’re taking precautions.”

 

KEEPING THE PACE

On the playa, a sense of camaraderie and common purpose propelled the Temple crew to make rapid progress on the project, working all day, every day, and most of every night. Given the uncertain weather on the playa, they still felt time pressure and the need to crack the whip on the crew periodically, particularly guarding against letting the great social vibe turn into a party that steals the focus from the work at hand.

“Let this temple be your highest priority,” Rebecca also said the night of Tuesday, Aug. 24, asking for a show of hands of when people were committing to work on the project: that night, the next morning, during the heat of the next day. “Look at each other and know that you’re making a commitment to yourselves and each other.”

That sort of hard sell, used several times during the week, hardly seemed necessary most of the time. People really were there to work long hours on the project and seemed to take great pride in it — even if many also took car trips during the hottest part of the day to the nearby reservoir and the on-playa hot springs Frog Pond and Trego. This was a treat for the crew, since they are all closed during Burning Man.

By Wednesday, Aug. 25, word arrived that windy, rainy weather was on the way that weekend, which got the group even more focused on finishing. “We need to ask everybody for a really big push,” Rebecca said.

“We are so close, so we need everyone to get out there and kick ass,” Jess said that evening. “We’re going to finish this tonight, and then we’re going to have fun for the rest of the time.”

And that’s what happened, with a huge crew working until the wee hours of the morning, leaving mostly fine-tuning to go as the winds began to pick up the next day, growing to zero-visibility dust storms by evening. But they finished with time to spare before the event began on Aug. 30, despite a nasty storm rolling in on the final weekend, complicating the breakdown of the camp and touched frayed nerves.

Seeing this massive project through was particularly poignant for PK, who suffered a seizure at Burning Man in 2001, leaving the playa with Rebecca and ending up getting a golf ball-sized brain tumor removed, the first of two craniotomies that left him partially paralyzed on his left side.

“I should have been dead by now if you look at the averages. I should have been dead a long time ago. So you learn to appreciate life in a slightly new way,” PK told me as the project was just getting underway. “The minute you give up the lust for life is the minute your life is over.

“Most importantly,” he continued, “you learn to appreciate the community, the people around you, and your support system.”

Catie, who has her master’s in public health and does evaluations and qualitative research, said the project was transformative for many of its participants. “It’s the capacity that has been built in people and the skills they’ve discovered,” Catie said of this project’s real value. “Even in West Oakland, people were having profound experiences. At the shop, I tell people it’s like being in love.”

And that love is likely to only grow as a spectacular fire consumes the Temple of Flux.

Endorsement Interviews: Debra Walker

Editors note: The Guardian is interviewing candidates for the fall elections, and to give everyone the broadest possible understanding of the issues and our endorsement process, we’re posting the sound files of all the interviews on the politics blog. Our endorsements will be coming out Oct. 6th.

Debra Walker, a candidate for District 6, has obviously thought a lot about sustainable development — and she isn’t just focused on what building materials are being selected. In addition to planning in ways that would limit traffic congestion and still make sense years from now when the city is grappling with sea-level rise, affordability ranks near the top of her list of priorities.

“Can we agree that we are not building enough below-market housing?” she asked.

A tenant representative on the city’s Building Inspection Commission, Walker is interested in integrating an analysis of the socioeconomic effects of development into the city planning process. “We need to look at our development proposals through a different lens,” she said. “We need to come at planning from the perspective of what we need.”

She’d like to see the city look at the larger picture of what kind of a future is being crafted through its planning decisions. “Land use is the primary issue in District 6 and District 10,” she said. “If we do it wrong, it will exacerbate every problem we have. It’s the future of San Francisco.”

As someone whose primary mode of transportation is a bicycle, Walker looks at MUNI from the perspective of some one who might take transit more often if her busy schedule permitted it. “None of our policies encourage people to ride transit,” she pointed out, adding that she would be interested in exploring ways to boost ridership in order to improve MUNI service, and looking at measures such as a vehicle license fee to create additional funding for transit.

Walker also talked with us about revenue generating measures, why she would support a Bank of San Francisco as a way to prime the pump for our local economy, and how to address issues surrounding local hiring. Listen to the full interview below.

Brilliant essay on the state of California

Vast treatises have been written about the California mess and how we got where we are today. But a professor at UC Berkeley’s school of public policy sums the whole thing up in one brilliant, short letter to his students. You can read the whole thing here (thanks, Calitics), but the gist is that today’s generation of California kids is the collective victim of a massive swindle:


Swindle–what happened? Well, before you were born, Californians now dead or in nursing homes made a remarkable deal with the future.  (Not from California? Keep reading, lots of this applies to you, with variations.) They agreed to invest money they could have spent on bigger houses, vacations, clothes, and cars into the world’s greatest educational system, and into building and operating water systems, roads, parks, and other public facilities, an infrastructure that was the envy of the world. They didn’t get everything right: too much highway and not enough public transportation. But they did a pretty good job.


Young people who enjoyed these ‘loans’ grew up smarter, healthier, and richer than they otherwise would have, and understood that they were supposed to “pay it forward” to future generations, for example by keeping the educational system staffed with lots of dedicated, well-trained teachers, in good buildings and in small classes, with college counselors and up-to-date books.  California schools had physical education, art for everyone, music and theater, buildings that looked as though people cared about them, modern languages and ancient languages, advanced science courses with labs where the equipment worked, and more. They were the envy of the world, and they paid off better than Microsoft stock. Same with our parks, coastal zone protection, and social services.


This deal held until about thirty years ago, when for a variety of reasons, California voters realized that while they had done very well from the existing contract, they could do even better by walking away from their obligations and spending what they had inherited on themselves.  “My kids are finished with school; why should I pay taxes for someone else’s?  Posterity never did anything for me!”  An army of fake ‘leaders’ sprang up to pull the moral and fiscal wool over their eyes, and again and again, your parents and their parents lashed out at government (as though there were something else that could replace it) with tax limits, term limits, safe districts, throw-away-the-key imprisonment no matter the cost, smoke-and-mirrors budgeting, and a rule never to use the words taxes and services in the same paragraph.


That about sums it up, and I hate to say it, but my generation — the baby boomers who were supposed to change the world in such a wonderful way — is guilty of just the opposite. If the WWII folks were the Greatest Generation, then the boomers are the Selfish Generation.

Bay Bridge tolls a boost for congestion pricing?

San Francisco officials are watching closely to see if higher tolls on the Bay Bridge might help the city make the case for charging fees to drive into downtown in high-traffice periods — and so far, the evidence is promising.


Since tolls increased July 1, an additional 4,000 commuters turning to BART — and that means fewer cars on the bridge.
The Bay Area Toll Authority elevated fees during the hours of 5 am to 10 am and 3 pm until 7 pm for crossing all bridges except the Golden Gate, which is managed by a different agency.


Drivers crossing the Bay Bridge during weekday commute hours are now expected to pay $6. During other hours, the weekday toll remains at $4. The toll is $5 on both Saturday and Sunday.


The toll has also been bumped up to $5 on the Antioch, Carquinez, Dumbarton, San Mateo, Benicia-Martinez and Richmond bridges. Although previously exempt from charges, occupants in the carpool lane now pay $2.50.
These increased costs may have prompted discontented commuters to add to the approximately 335,000 individuals that use BART each day, spokesman Jim Allison said.


“We have seen 2,000 to 4,000 more people riding BART on an average weekday this month compared with last,” he said.
Allison was careful to note that because of the brief time element and other seasonal changes, it is hard to determine higher tolls as the only reason for a boost in ridership.


“It is just too soon to draw any conclusions,” he said. “While it may be a factor, the increase cannot necessarily be attributed to the changes on the Bay Bridge.”


However, executives from the San Francisco County Transportation Authority planning to bring a citywide congestion pricing plan before the Board of Supervisors this fall were encouraged by the trend toward public transit.
“We do think that it is too early to draw any conclusions,” SFCTA deputy director for planning Tilly Chang said. “But the general indication is that people are shifting their behavior in some way, which is the goal of congestion pricing.”
The toll hikes mark the Bay Area’s first quasi-attempt at congestion pricing, with officials hoping to encourage the use of public transportation while simultaneously decreasing travel time for those who choose to stay in the driver’s seat.
According to a preliminary study on the compounded tolls, there were more than 12,000 fewer carpoolers and 2,300 more drivers paying the full fare on their commutes.


Spokesman John Goodwin said that the increase in solo drivers could be due to the new system’s ability to weed out cheaters, with FasTrak identification and a guaranteed minimum toll putting a damper on disobedience.
“It may very well be that we didn’t have as many real carpoolers as we thought we did,” Goodwin said. “There is, of course, no way of quantifying exactly how many drivers who didn’t meet the occupancy requirement are now recalibrating

Community Congress convened

About 60 San Francisco citizens voted just before 1 p.m. on Aug. 15 to adopt a progressive platform of approximately 100 policy recommendations they hope will define the agenda of candidates and elected officials in coming years and offer a contrasting vision for the city to that of downtown corporate interests.

Sunday’s culmination of the 2010 Community Congress represented almost a year’s work by some 400 San Franciscans and dozens of community-based organizations, according to the Congress’ draft recommendations. The congress convened all day Aug. 14, at the University of San Francisco’s Fromm Hall, where participants engaged in breakout groups aimed at addressing four distinct local policy categories: health and human services; Muni and public transportation; affordable housing and tenant rights; and community-based economic development.

Recommendations in the four areas were drafted prior to the congress and published by the Guardian (see “Reinvention of San Francisco,” Aug. 4 and “Ideas that work: a plan for a new San Francisco,” Aug. 11), but planning group coordinator Calvin Welch said between a one-quarter and one-third were rewritten and amended during the breakout sessions on Saturday and by the congress as a whole on Sunday. Representatives from the breakout groups are working to finalize all the last-minute amendments and hope to post a final document by on the congress’ website (www.sfcommunitycongress.wordpress.com) by Aug. 20.

“This is a group of left-progressive people trying to articulate a left-progressive view for the city that is distinct from the cynicism of the [San Francisco] Chronicle and [Mayor] Gavin Newsom’s message,” Welch told the Guardian after the vote.

Gail Gilman facilitated the final adoption session on Aug. 15, passing a microphone to those who wished to speak or propose amendments while pushing the group to stick to the schedule. “I think we produced a solid progressive platform that will gain traction in the upcoming supervisors race,” Gilman told the Guardian outside the congress. “We’re hoping to have actionable items implemented over the next five years.”

Some of the congress’ ambitious agenda had to be put on hold, either because consensus couldn’t be reached or groups simply ran out of time. The Muni group’s recommendation to delay the Central Subway Project and use those funds to address “Muni’s backlog of operating, maintenance, and capital improvement needs” was tabled, as was decentralizing control of expenditures in health and human services out of the mayor’s hands. However, several agencies that the congress hopes to create, including a “canopy” entity to manage San Francisco’s public health system, would have direct budgetary control over city departments.

Health and human services group coleader and Bayview-Hunters Point Foundation Executive Director Jacob Moody told the crowd about a question posed early in the congress that informed his group’s recommendations: How do we create a city where people can live, work, and prosper together?

Welch admitted that some of policy recommendations would be difficult to realize and would draw the ire of powerful political groups in San Francisco, but he insisted that creating a municipal bank, an economic redevelopment agency, and a health and human services planning agency, and implementing several of the Muni group’s recommendations, were actionable in the short term.

“Some others would need to wait until the election of a new mayor,” Welch said. “I hope we can get some mayoral candidates to endorse some of these proposals.”

Sunnydale/southeast neighborhood community organizer Sharen Hewitt said that although there were often disagreements at the congress, the most important aspect of the event to her was that everyone learned from the perspectives of others.

“Tension is not always bad,” Hewitt told the Guardian at the event. “Everybody came here with biases and interests. Everybody needs to leave here with more. I’m damn near 60 years old and I grew half an inch today.”

Sunday’s congress and policy platform were modeled after San Francisco’s first Community Congress, which took place in 1975. But Welch told us this congress was entirely new. “To the extent that there is a historical aspect, 35 years ago we tried to figure out a way to bring people together. And 35 years later, young people want to do the same thing.”

“Diamond” Dave Whittaker, a modern Emperor Norton-esque San Francisco personality, closed the congress with a poem. “The basis of real social change is happening here,” he said. “And we need to continue casting a wider net, finding the thread, and letting it flourish.”

Man charged in fatal hit and run

Last week’s Guardian cover story highlighted a number of efforts to make cycling safer and more viable in San Francisco, such as ongoing San Francisco Bike Plan projects that will create separated bike zones. Sadly, none of it was enough to prevent the tragic death of a German tourist who was hit while riding a bike on Friday, Aug. 13, by an intoxicated driver behind the wheel of a 1989 Mercedes Benz.

Police had little information about Nils Linke, who would have turned 22 next month, other than that he was visiting San Francisco from Germany. Linke was hit at 10:39 p.m. Friday night on Masonic Avenue near Turk Boulevard, according to police spokesperson Lt. Lyn Tomioka. “They are really working very hard on this case,” Tomioka said. “It is an active and ongoing investigation.”

Joshua Calder, 37, was arrested and charged with gross vehicular manslaughter while intoxicated, felony drunk driving, felony hit-and-run causing death, driving with a blood-alcohol content above the legal limit, and driving without proof of insurance. Police originally believed Calder to be an Oakland resident, but he gave a San Francisco address, Tomioka said.

SF Streetsblog picked up the story, providing an insider’s scoop on efforts to address traffic conditions in that area. Here’s an excerpt:

“For years now, advocates and residents who live on and near Masonic Avenue have been trying to get the SFMTA to turn Masonic into a complete street, replete with bicycle and pedestrian amenities that would slow traffic, and make it a safer place for everyone. At a recent community meeting, the agency offered four options to do that, including a cycle track.

The [San Francisco Municipal Transportation Agency] has been hearing loud calls to fix Masonic since 2008 when 500 residents signed a petition citing speed concerns. It was hand delivered to SFMTA Chief Nat Ford. … “We’ve put about four options out there now to really look at how to redesign that street,” said Ford. “Unfortunately, Masonic could use some traffic calming. I have to be cautious, because you can imagine, this is a very litigious situation. Our hearts go out to the family of the young man who got killed, but we have to also make sure that we’re making prudent legal steps going forward in dealing with this issue.”

The Streetsblog report also notes that a group called Fix Masonic — which has been working to improve safety conditions in that area — has been receiving phone calls about the incident.

Linke is the second German tourist to be killed in San Francisco since the start of August. On Aug. 8, Mechthild Schroeer, 50, was killed after being caught in the crossfire of a gun battle near a Union Square venue. Efforts have been made recently to clamp down on violence outside San Francisco nightclubs, with Mayor Gavin Newsom signing legislation last week to strengthen the Entertainment Commission’s ability to revoke permits for clubs that attract trouble. While drunk driving was clearly a factor in this latest hit and run, city efforts to adress community concerns near Masonic and to crack down on dangerous driving that endangers cyclists could serve to prevent tragedies like the one that took Linke’s life.

How to save Muni

Editors note: In this week’s paper, we offered a series of proposals for discussion at the community congress Aug. 14th and 15th. Here’s one that we couldn’t fit:

San Francisco is a transit-first city, yet its bus system is perennially in crisis. Everyone knows Muni needs fixing—but how do we do it in a way that honors the needs of both drivers and riders, while deepening San Francisco’s commitment to sustainability and transit innovation? How do we maintain and improve service when Muni and the San Francisco Municipal Transportation Agency face deep budget deficits and service cuts on a regular basis?

Here are a few priorities that Muni advocates have identified:

1. The discussion around MUNI must include everyone–motorists, Muni drivers and riders, neighborhood groups, business people, labor groups, low-income people, communities of color, seniors, youth and the disabled. 

2. Muni drivers should be encouraged and empowered to take an active part in the discussion.  In order to creatively address Muni’s operating problems, we must tap into the knowledge and experience of those on the front lines driving our buses.

Accountability, reasonable work rules and good performance are essential. While changes to the current work rules and practices deserve consideration, it must be recognized that Muni drivers have difficult jobs and important responsibilities that warrant good pay and proper respect—from both Muni riders and SFMTA Management.

3. An outside financial audit of the SFMTA should commence immediately.  The audit should include an analysis of how overtime is assigned, how other departments assess Muni for services, and how developer transit assessment fees and other revenues for Muni are assessed and collected. 

4. There’s been no management audit of the SFMTA since 1996.  Such an audit is long overdue, and should be performed as soon as possible.
Some other recommendations discussed at a Muni summit this spring:

A) Improving the flow of Muni Vehicles.  In September 2009, SFMTA Executive Director Nathaniel Ford supported the idea of conducting test programs to improve the flow of transit vehicles on congested streets such as Stockton Street and Columbus Avenue.  To date, there has been no follow through on this promise.  Action on this should proceed at once.

B) Priority for Light Rail Vehicles.  We must take steps to prevent trucks, automobiles, bicycles and pedestrians from slowing down light rail vehicles.  This would include pre-empted signals, signals in place of stop lights and traffic barriers, and eliminating the queues of automobiles that block the flow of light rail vehicles.  Similar steps would help facilitate the flow of buses: eliminating parking lanes on certain streets, limiting deliveries to off-peak hours and creating special parking zones for trucks.

C) Improved Customer Service. Buses will run faster and more smoothly with greater emphasis on getting riders to the back of the bus.  This would involve stationing rear door loaders to sell and collect tickets during peak commute periods. Conveniently located ticket vending machines would help speed up the loading process and allow passengers to pay fares with either credit cards or cash.
Funding and Costs

We all know that Muni must be adequately funded and efficiently run – but how?

To boost Muni use and revenues, the city can:

Work with large and small employers, apartment owners, residential developers and Municipal permitting authorities to provide incentives for people to use Muni Fast Passes and/or TransLink. 
Create a moderately priced all-day pass, and a higher cost day pass also valid on ferries and commuter bus services. Along major commercial corridors, businesses and employers who benefit from Muni should help subsidize the system — for instance, through progressive impact taxes.

Increase parking meter fees/hours/days and garage taxing rates as appropriate.  Eliminate parking exemptions, discounted all-day parking (except for neighborhood protected parking) and all other special parking privileges.

DCCC endorsements will test progressive unity

When the San Francisco Democratic County Central Committee convenes tomorrow (Aug. 11) evening to vote on its endorsements for the November races and ballot measures, the clout and unity of its slim progressive majority will be tested in a few high profile contests where the outcome isn’t entirely clear.

As I reported last week, progressives occupy only about 17 of the 33 seats, so any defectors from the slate that won in June could create some squirrely politics or backroom deals. Progressive supervisorial candidates Rafael Mandelman from District 8 and Debra Walker from District 6 are widely expected to get the top endorsements in their races, but Rebecca Prozan in D8 and Jane Kim (and possibly Jim Meko) in D6 each have some progressive supporters on the committee and could make a play for the second slot in the ranked-choice voting election. D8 candidate Scott Wiener, the former DCCC chair, will probably also try to get some kind of spot on the slate but is likely to be met with fairly unified progressive opposition.

The District 10 endorsement will be a free-for-all with no clear progressive consensus alternative to downtown-backed candidate Lynette Sweet yet emerging from the crowded field. Party chair Aaron Peskin has endorsed Malia Cohen and Tony Kelly in that race, but Chris Jackson, Dewitt Lacy, Kristine Enea, and other candidates also have progressive backing, so it could be tough for any of them to get to 17 votes at this point. But in District 2, Janet Reilly appears to have the endorsement locked down, despite a judge allowing incumbent Sup. Michela Alioto-Pier to run for a third term.

On the local ballot measures, the progressive majority is likely to endorse the revenue measures (a hotel tax increase pushed by labor, a transfer tax on properties worth over $5 million, and a small local vehicle license fee surcharge) and reject Public Defender Jeff Adachi’s measure to increase how much city employees pay for health care and into their pensions and Sup. Sean Elsbernd’s measure to end pay guarantees for Muni drivers (although not even progressives are feeling much love for the recalcitrant Transportation Workers Union these days).

The aggressive effort by the legal community to overturn the DCCC endorsement of Michael Nava for judge – waged on behalf of Judge Richard Ulmer, a recent appointee of Gov. Arnold Schwarzenegger, ostensibly over judicial independence but also as a way of sucking up to judges that lawyers want to curry favor with – is expected to fail, mostly because it requires a two-thirds vote. An ordinance to ban sitting or lying on sidewalks that is being pushed by Mayor Gavin Newsom, Police Chief George Gascon, and San Francisco Chronicle columnist CW Nevius is also likely to be soundly rejected by the party.

DCCC endorsements usually carry quite a bit of weight in heavily Democratic San Francisco, getting the candidates on party slate cards and entitling them to other party resources. Any races that don’t yield a majority endorsement this week would get pushed back to the September meeting, when the DCCC will consider school board endorsements.

The fun starts at 6 p.m. at the Unite-Here Local 2 office at 209 Golden Gate Avenue.

D. 10 candidates split on Lennar’s plan

One of the key questions at the Potrero Hill Democratic Club’s forum for D. 10 candidates revolved around Lennar’s Candlestick Point-Hunter’s Point Shipyard redevelopment plan.

The current Board of Supervisors recently approved Lennar’s plan by a 10-1 vote (D.6 Sup. Chris Daly dissented). Following that vote, Mayor Gavin Newsom rushed to sign twelve pieces of legislation that approve and enable what could shape up to be the largest redevelopment project in San Francisco´s history.

“Today is a historic day for San Francisco and a testament to so many who have worked for more than a decade to secure this critical engine for our City´s economic future,” Newsom said in a press statement, after he signed off on the Lennar deal. “I want to thank Sup. Sophie Maxwell for spearheading this effort throughout her entire tenure on the Board of Supervisors and our State and Federal representatives including Speaker Pelosi and Senator Feinstein as we take a giant leap forward towards our shared vision of jobs, housing, and hope for the Bayview-Hunters Point community.”

But with Maxwell termed out in January, the successful candidate in the D. 10 race stands to inherit a plan that has been approved, but apparently isn’t funded yet. And by my accounting, the majority of the candidates who spoke at the D. 10 forum expressed reservations with Lennar’s proposal, with only a few firmly against it, and only a few firmly in favor of it. But read their comments, decide for yourself–and keep tracking this fascinating race!

 
Asked how she would have voted on Lennar’s plan, Lynette Sweet, who voted to make Lennar the shipyard’s master developer when she was a member of the Redevelopment Commission in 1999, said she would have approved it.
“I voted for it then, and I would have voted for it now,” Sweet said. “And I want to be the person who shepherds it through in the next eight years.” But Sweet also sought to reduce the many ongoing questions about the plan–including housing affordability levels, local job creation, air quality impacts, and the  Navy’s related shipyard clean-up–to one simplistic issue: the bridge over Yosemite Slough.

“There’s been a lot of controversy over a bridge,” Sweet said. “But we don’t give up on people for a bridge. We just can’t.”

Eric Smith said he was supportive of the plan and the community benefits agreement, but he voiced criticism of the project’s environmental Impact report (EIR).
“The project’s EIR wasn’t perfect,” Smith noted. “And I wasn’t a huge fan of the bridge, but I’ve walked around Alice Griffith [a dilapidated public housing project in the Bayview] and when you see folks with moldy pipes, broken ceilings, and rats, it moves you. So, I’m supportive of it, and I’m supportive of the community benefits agreement [that the SF Labor Council negotiated with Lennar] and the jobs it can bring.”

Nyese Joshua said she would have voted against the plan, starting years ago.
“I would have voted to stop that project in 2006, when the dust issue was going on,” Joshua said. “And it’s a misnomer to claim the Board voted 10-1 for Lennar,” Joshua contined, as she pointed out that five progressive supervisors on the Board voted against the bridge and for air quality analysis, greater affordability and greater workforce protections. But ultimately, this progressive core was unable to pass those amendments, because Sups. Maxwell, Bevan Dufty, Sean Elsbernd, Carmen Chu, Michela Alioto-Pier and Board President David Chiu did not support them.
“That 10-1 vote is being called a pyrrhic victory,” Joshua added.


Kristine Enea indicated that she would have voted yes, but with reservations.
“I would have consistently voted yes to amendments, but there was no comprehensive transportation analysis,” Enea said.
Enea, who has served on the now disbanded Navy’s Hunter’s Point Shipyard Restoration Advisory Board, noted that she is “intimately familiar with the technical data,” surrounding the Navy’s shipyard clean-up plans.
“And I live a stone’s throw from the shipyard, and I believe we are safe,” Enea added.
“There is hope soon to be a restored public process on the Navy’s clean up,” Enea continued, referring to the Navy’s 2009 decision to dissolve the RAB.“But we need to be very vigilant that cleanup of Parcel E2.”

Malia Cohen said she would have supported Lennar’s plan,
“Lennar has dominated the lion’s share of our conversations,” Cohen said, noting that there are a bunch of redevelopment projects in the southeast. “So, we can’t be singular in our vision of what we want our community to look like. We can’t let Lennar dominate. But I’d have supported the project because I believe what Lennar represents is an extraordinary opportunity for us to pick ourselves up, organize and collectively voice what we’d like our community to look like. It’s imperative that Lennar’s plan moves forward, but it has to be environmentally sound.”

Steve Moss said he probably would have voted for the project’s EIR, but voiced concern about the lack of affordability within the project’s 10,500 units of housing.
“But nothing is more toxic than the shipyard than the conversation about the shipyard,” Moss added, noting that the Navy and US EPA have collectively committed to spend millions and millions on shipyard cleanup, but the community doesn’t trust the process.
“So, what went wrong with the conversation in a community that is clearly wounded?” Moss said. “We need to start having honest conversations. And we’re programming a lot of housing [within the Lennar development,] but not enough jobs.”

Stephen Weber said he would have voted for it.
“ I believe that we need it, that we can’t wait any longer,” Weber said. “But it goes back to oversight. It’s the responsibility of the city to make sure the developer and everyone connected to the development is held accountable and is made to follow through on procedures, and make sure affordable housing is mixed into the plan. It has to be a neighborhood built on diversity.”

Isaac Bowers said he’d have been in favor of sending the plan back to Redevelopment to be amended.
“This is a very difficult decision,” Bowers observed. “We all know that the area has suffered from many decades of neglect. But when I looked closely at the plan’s environmental impact report and the process, I didn’t think the range of alternatives for the bridge were sufficient. The demands for [greater oversight] of the shipyard clean-up were legitimate. The analysis of how many jobs in research and development was insufficient. There was no analysis of displacement. There were inadequate levels of truly affordable housing. We need to look at real jobs when we look at development. And the Redevelopment Agency has to be put back under the control of the Board. It can’t be allowed to put out fake projects that don’t benefit the community.”

Diane Wesley Smith suggested she’d have voted no when she pointed to Lennar’s “trail of broken promises.”
“And talk about collusion,” Wesley Smith said. “ I understand this was a done deal, five years ago.”

Geoffrea Morris said she would have voted no.
“There was a lot of money, a lot of power pushing the shipyard project,” Morris said.
“If this happened in any other community [in the city], it wouldn’t have happened,” Morris continued. And they wouldn’t have got rid of the [Navy’s community-based] restoration advisory board,” Morris added.”But ours is a poor community of minority people and a majority are African Americans.”

Chris Jackson said he would have voted yes, but with amendments.
“I would have supported the plan, but with amendments to ensure the full clean-up of the shipyard to residential standards, and to work towards on agreement on the bridge,” Jackson said.
 “We are a better city than just saying no,” Jackson continued, as he outlined ways to ensure that local workers get decent paying jobs, the community gets an expanded health clinic, the city includes a cooperative housing and land trust element to provide affordable housing, and the city is required to provide a supplemental environmental impact report.

Tony Kelly said he would have voted no–and noted that he was the only candidate to publicly testify against the certification of project’s EIR.
“I was the only candidate to testify against the environmental impact report and in support of the appeal [that three separate groups brought after the Redevelopment and Planning Commissions voted to certify the city’s EIR for Lennar’s plan],” Kelly said.
‘Michael Cohen, the Mayor of San Francisco,” Kelly half-jokingly continued, “has said the project is not going to be started to be built for at least 4 to 5 years. So, how can the city say, you must support the plan now, when it’s not going to happen for a long time?”

Marlene Tran said she can’t support the plan until the shipyard’s cleaned up.
Tran explained that initially, when Arc Ecology’s Saul Bloom gave the community a presentation about the plan, she was intrigued.
“It seemed to bring a lot of promises, but then Bloom presented ten of the deficiencies with the plan,” Tran said, referring to heavy metals and other toxins on the shipyard.
“I will make sure they will do the clean-up first,” Tran said. “If we go for it, and then construction workers and residents, get sick…well, there’s no way I can condone the project, until it’s absolutely clean. And what if the developer goes bankrupt?”

Espanola Jackson gave folks a history lesson
“When I learned that the shipyard was a Superfund site was not until 1990, because we was illiterate about environmental justice in a black community,” Jackson recalled. “I thought environmental justice was white kids chasing whales. But then I went to Monterey and learned about restoration advisory boards [RABs].”

Noting that the local community got its own RAB in 1994, Jackson recalled how former Mayor Willie Brown appointed Lynette Sweet to the Redevelopment Commission, before the Commission voted 4-3 in 1999 to select Lennar as master developer for the shipyard.
“Willie Brown brought in Lynette Sweet to be the swing vote to bring Lennar into the community,” Jackson said.

DeWitt Lacy said he wouldn’t have supported the plan, as it was, and given the Board’s limited ability to amend it under the city charter.
“I’d have supported the plan, if I’d had the power to amend the project’s environmental impact report and get it done right,” Lacy explained.
Lacy faulted the plan for carving up a state park, building a bridge over an environmentally sensitive slough, and not doing enough to ensure local jobs or guarantee benefits.
“Folks didn’t believe it was important for black folks to have state park land, but it’s important for our kids to have this,” Lacy said. “The state has spent $5 million to rehabilitate Yosemite Slough… And a ‘good faith’ agreement [around local hiring quotas] doesn’t get it for me. We have to have absolute certainties to make sure our people get the benefits.”

Reinventing San Francisco

OPINION It’s hard to trust hope these days — to imagine that our world, or even our city — could be different. But for the next 10 or 15 minutes, as you read this, we invite you to suspend the cynicism and disbelief that hang over contemporary life, and allow your mind to imagine that, yes, a different San Francisco is possible. Just for 15 minutes, although we hope this helps kick-start a much longer-term revival of hope and urban reimagining.

It’s time to create something new in San Francisco — a visionary movement for constructive change that’s bold and unapologetic. Imagine, for instance, if San Francisco became a national model for how cities can reinvest local profits (public and private) and assets to expand economic opportunity and social equity. Imagine if, instead of promoting a dispiriting and volatile blend of corporate development and Darwinian “free-market” anarchy, San Francisco transformed how American cities define success by creating concrete alternatives to the chaos of capitalism.

Now imagine that San Francisco had its own public bank — a fiscally solvent, interest-generating financial force (potentially a half-billion dollars strong) dedicated to public financing and economic stimulus, that functioned as a vigorous incubator for homegrown industries and sustainable, true-green job creation.

We are proposing no less than a reinvention of San Francisco — a dramatic shift in priorities, resources, politics, and culture that marries the very best in both creative innovation and urgently needed reforms to make our city socially equitable and sustainable, both ecologically and economically.

Toward this end, the Community Congress, Aug. 14-15 on the University of San Francisco campus, will stimulate ideas, discussion, and planning to reinvigorate civic engagement and inspiration and create a concrete, locally actionable agenda for reshaping the city. The congress is a conversation starter and idea incubator — an opportunity to begin reimagining San Francisco as a socially equitable, racially inclusive, ecologically sustainable city that grows its own food, supplies its own energy, and is an affordable haven for working-class people, immigrants, artists, and creative folk of all stripes.

We humbly propose a city that embraces cosmopolitanism and international exchange while empowering its residents to achieve a decent and livable quality of urban life. We are not trying to turn back the clock; we are trying to create new forms of social and economic value that give people meaning and sustenance, and hope.

 

WHY A COMMUNITY CONGRESS—WHY NOW?

Couldn’t we save such sweeping aspirations for a rainy day? The sky isn’t falling yet, is it? Not quite, but the present constellation of crises San Francisco is ensnarled in — massive and rising structural deficits, a boom/bust economy that’s profoundly unstable and inequitable, deepening economic and social divides that destabilize communities, to name a few — is simply unsustainable.

San Francisco’s economic and fiscal crisis is not a passing moment. Rather, it signals long-term structural flaws in the city’s economic policies and planning. San Francisco has lost roughly 45,000 jobs since 2000, and each “recovery” is marked by steadily higher unemployment rates (currently resting at 9.2 percent). More critically, as jobs and wages have grown more precarious and housing prices have steadily risen (over the long term), thousands of San Franciscans have been displaced.

Any serious vision for change must incorporate race and class dynamics. Consider the economic evisceration of much of the city’s African American population, which has plummeted from 13.4 percent of the population in 1970 to just 6.5 percent today (more than 22,000 African Americans left the city between 1990 and 2008). The gutting of communities of color is intrinsically intertwined with issues of job and wage loss and soaring housing costs. This is particularly acute in the geographic and political dislocation of African Americans in San Francisco. Add to this picture intense overcrowding and poverty in Chinatown and in Latino and immigrant communities, and you get a set of inequities that are morally unacceptable and socially untenable.

Like other major American cities, San Francisco faces a crucial historical moment. Global warming and fast-dwindling oil supplies require a transformative shift in how we conceive (and implement) economic development far beyond the city’s current piecemeal approach to “green procurement.” The Peak Oil Preparedness Task Force, appointed by the Board of Supervisors in 2007, concluded that a full 86 percent of San Francisco’s energy use comes from fossil fuels, primarily petroleum and natural gas, and a small amount of coal. Given the world’s fading oil supplies and mounting climate chaos, this is simply unsustainable.

The specter of a looming energy and environmental crisis, combined with economic instability marked by persistently high unemployment, rising income inequality, systemically entrenched homelessness, consumer debt, and the deepening crisis of cutbacks to critically needed human services and affordable housing call for a radical shift in how society — and San Francisco’s economy — are run.

Transforming San Francisco into a truly sustainable city will mean dramatic shifts in what (and how) we produce and consume, and aggressive city policies that promote local renewable energy. Our economy — how our food, housing, transportation and other essential goods are made — will have to be rebuilt for a world without oil.

These and other limits mean we must redefine growth and profit—fast. Work and sustainability must become fully intertwined, and we must think creatively about how jobs can produce social and community value, instead of profits concentrated at the top.

Creating truly sustainable and equitable cities for the 21st century will also mean dramatic shifts in how we produce and consume. There is no better place to begin than here in San Francisco, long an incubator in progressive thinking and genuine grassroots action and innovation. In an earlier Community Congress in 1975, residents and groups from across San Francisco united in a movement of ideas and organizing that led to district supervisorial elections and successful campaigns to stem the tide of downtown corporate development, helping to democratize politics and economics in San Francisco.

The 2010 Community Congress is aimed at reinvigorating local movements for lasting change, both on the policy level and in the relationship between people and their government. We hope to inspire a spirited and creative shift in the city’s culture and politics — with concrete, politically actionable policies to democratize planning and development and a more sweeping transformation of our expectations — toward a far richer and deeper engagement of people and communities in their own governance.

 

A NEW FRAMEWORK FOR URBAN DEVELOPMENT

What would this City of Hope look like, and how would it work? Consider what we could accomplish with a municipal bank. The City and County of San Francisco currently has almost $2.6 billion in highly liquid reserves, about $500 million of which could be used to fund a Municipal Bank of San Francisco. Once established (and federally insured), the Municipal Bank could take additional deposits and use this to issue more loans. The bank could promote economically viable worker-run cooperatives that produce goods and services addressing community needs — be it day care, urban gardening, or ecologically sustainable light industry that creates meaningful employment for local residents. The bank could provide competitive small-interest loans to help stimulate small-business development — the key economic engine of the city. Currently, access to credit is one of the primary impediments to small business growth in San Francisco.

The city could also start a Municipal Development Corporation to produce goods and services that meet essential needs, boost local employment, and generate surpluses that would be available for local reinvestment. San Francisco could launch itself on the path to local energy self-reliance with funds from the Municipal Bank, together with revenue bonds—raising large pools of capital to finance large-scale alternative energy investments such as solar panels to generate energy for sale to local businesses and households.

The proceeds could help subsidize community-based development such as urban farming projects that could grow food for our public schools. The Municipal Development Corporation could explore other initiatives like large-scale medical marijuana cultivation and development of a commercial fiberoptic network. Other ideas can be developed; we need to engage our collective imagination to envision what can exist if there’s enough people power and political will.

By expanding access to credit, municipalizing a chunk of the city’s assets, establishing an economically viable municipal development enterprise, and democratizing city planning and development, San Francisco can enable long-disenfranchised communities to create sustainable and diversified development — instead of fighting over “jobs versus the environment” and other false choices and getting nowhere for decades.

It’s time for proactive, community-led economic development that addresses urgent needs, from local hiring and training, to creating a diverse base of neighborhood-serving businesses, to ecologically sustainable and healthful development and planning that is driven by communities and residents.

San Francisco’s job creation policies can be transformed to prioritize community needs over corporate profits by linking major development contracts to strict local hiring and training, community benefits agreements that invest in social goods like childcare and in-home health services, and ensuring dramatic increases in the city’s stock of affordable housing.

We need to build new forms of public participation in local government in ways that address people’s everyday needs. For instance, the congress will propose a new partnership between residents and Muni to make Muni work better, involving current riders and drivers in a new, more powerful role in how Muni lines function.

We need to find better ways to sustain a diverse population of working-class, people of color, artists, writers, musicians, and others. We need to make sure development isn’t just code for finding new ways to gentrify neighborhoods and displace existing residents.

Specific proposals will address how the city and community-based nonprofits deliver critical health and human services to our neediest residents. We propose making this an integrated part of the budget process, not a last-minute afterthought. Toward this end, the Community Congress will present actionable proposals to create innovative “resident/government” partnerships to improve local government responsiveness and efficiency.

 

RAISING—AND SPENDING—THE BENJAMINS

One of the keys to unlocking the city’s stagnating economy is progressive revenue generation and more democratic participation in budgeting. We must enlarge the public pie while reapportioning it in a way that stimulates job creation and shifts the tax burden onto the large businesses that reap vast private benefits from public goods and services. The city’s budget process must be dramatically reshaped and democratized. Communities need a seat at the fiscal table when the budget is being crafted — instead of lobbying tooth and nail at the end of the process just to retain funding that barely keeps programs afloat.

How can we build a participatory budgeting movement that brings residents and communities into the process? For instance, community budget councils composed of elected and appointed residents from every supervisorial district could assess neighborhood needs and incorporate them into drafting the budget. Whatever form this takes, the goal is to put the needs of residents at the forefront of how the city spends its resources.

The Community Congress can also help redefine fiscal responsibility. Taxing and spending must be accountable and transparent and respect the fact that this is the public’s money. Let’s be honest: much of what passes for government excess is due to management and executive bloat at the top, not salaries of frontline workers like bus drivers, social service providers, and hospital workers. True fiscal responsibility also means investing in prevention: education, healthcare, and services that help people build their lives.

 

RECLAIMING HOPE

It’s time to reclaim the public sector as the sphere of our shared interest. Rather than thinking in terms of the old paradigm that counterpoises “government” and “the market,” let us envision a new citizen movement to create a more participatory, democratic, and accountable system of self-government.

The San Francisco Community Congress is about bringing people together — community activists, those working in the trenches of our increasingly strained social services, our environmental visionaries, our artists, the urban gardeners and permaculturists, poets, bicycle enthusiasts, inventors … in short, assembling our pool of collective knowledge and wisdom, and yes, our differences — in a forum to discuss, debate, share concerns and viewpoints, and ultimately produce a working template that is both visionary and can be implemented.

The Community Congress will create a space for all of us to participate in defining our own vision of San Francisco. It is a first step toward reasserting popular control over economic development. It is an invitation to be visionary, rethinking in fundamental ways what it means to live in the 21st century city, and a forum for creating real, practical platforms and proposals that can be implemented using the powers of local government.

We want to propose a new vision of urban governance. Not more bureaucracy, more commissions, more departments, but the creation of new institutions that are democratically accountable and place new kinds of economic and political resources in the hands of ordinary citizens.

We don’t have any illusions. There are limits to what local government can do. Ultimately, deep change will require actions by higher levels of government. More profoundly, it will require a deeper change in citizen awareness, a rejection of life dominated by the pursuit of narrow self-interest, in favor of a more ecologically sustainable, socially just, and more democratic way of life.
