Twitter tax break could help a well-connected landlord

Opposition to the proposal to give millions of dollars in city payroll tax breaks to Twitter and other companies that open for business in the mid-Market area has focused on the bad precedent of caving into demands for corporate welfare and the lead role that two people who call themselves progressives – Sup. Jane Kim and Board President David Chiu – are taking in pushing the deal.

But behind-the-scenes, there’s another aspect of the deal that is troubling to advocates for transparent government that acts in the broad public interest, rather than that of powerful individuals. And once again, the specter at the center of this insider deal-making is none other that former mayor Willie Brown, whose close allies seem to once again have the run of City Hall.

The mid-Market property that Twitter wants to move into is San Francisco Mart, a million-square-foot building at Market and 9th streets, which sources say has been having a hard time finding tenants to fulfill its ambitious plan to “transition and reinvent” the old furniture outlet as a modern home for high-tech businesses. Most recently, they were unable to seal the deal with Twitter – until the tax break proposal popped up.

The building is owned by millionaire developer Alwin Dworman, founder of the ADCO Group and someone who has had a 30-plus-year friendship with Brown, who sang Dworman’s praises in this 2007 article from the San Francisco Business Times discussing this property and others. The property is also operated by Linda Corso, longtime partner of Warren Hinckle, a local media figure with close ties to Brown (as well as Gavin Newsom, who last year named Hinckle as his alternative representative to the DCCC). Reached by phone yesterday, Corso said she wasn’t directly involved in the negotiations with Twitter and would have someone call us, but nobody did.

Brown’s name has been popping up quite a bit in recent months as he and his allies re-exert their deal-making influence on the city, starting four months ago with his stealth support for Kim’s campaign and continuing with his role in elevating his protege Ed Lee to the interim mayor post (the way the pair ran City Hall when Brown was mayor is also the subject of an investigative report in this week’s Guardian) and placing ally Richard Johns onto the Historic Preservation Commission over progressive objections that he was unqualified.

Reached on his cell phone, Brown refused to comment, telling us, “I don’t want to talk to the the Bay Guardian ever in my life. Goodbye.” There is no indication that Brown or other representatives for Dworman lobbied the supervisors over the deal, and both Kim and Chiu say they weren’t contacted. “I’ve never spoken to the man and I don’t know much about his business,” Chiu said of Dworman, although he said that he was told by people in the Mayor Office, which brokered the deal, that Twitter was looking at moving into Dworman’s building.

Kim has maintained that she has very little contact with Brown and doesn’t know why he supported her candidacy. And she said the benefits for Dworman and other big mid-Market landlords who will profit from her legislation wasn’t a factor in her decision to sponsor it. In a prepared statement to the Guardian, she wrote, “I am not aware of any lobbyists for the Mid-Market legislation and therefore certainly have not met with any.  I have communicated directly with Twitter, who are [sic] excited to be a part of revitalizing the Mid-Market corridor and about partnering with community-based organizations and schools who serve the neighboring communities of SOMA and the Tenderloin.  Our office has convened neighborhood stakeholders who will be directly impacted by this legislation and they are currently committed to being a part of this dialogue over the next month.”

Kim told us last week that she philosophically opposes business tax breaks, but that she wanted to help stimulate the mid-Market area and keep Twitter from following through on its threat to leave town. Despite calling himself a progressive, Chiu has supported using targeted tax breaks as a economic development tool, including the biotech tax credit. And yesterday, he told us, “I would love to bring more companies in the mid-Market area…If we don’t do this policy, we will see future years of zero economic activity in that area.”

But progressives say these tax breaks are nothing but corporate welfare that will exacerbate the city’s budget deficit. During a benefit event for Lyon Martin Health Services last night at the Buck Tavern, which is owned by Kim predecessor Chris Daly, signs plastered throughout the bar urged the public to oppose the Twitter tax break in order to preserve public health and other vital city services.

OPINION While many of us (and most of the rest of the state) can tire from time to time when we hear San Francisco “exceptionalism” being touted, especially when Gavin Newsom is doing the touting, there are some cases in which it’s justified. One of the most salient is the way San Franciscans transformed the city’s Redevelopment Agency and used tax-increment financing to build housing and infrastructure that served its residents, not elite developers.

This is an exceptional story that Gov. Brown does not want to hear. He should both listen and learn from San Francisco’s experience.

The San Francisco Redevelopment Agency started out like all others: destroying low income neighborhoods to create what the San Francisco Planning and Renewal Association, a strong agency supporter at the time, called ” ‘clean’ industries [and a] population … closer to ‘standard white Anglo-Saxon Protestant’ characteristics … ” But the big difference was that San Franciscans fought back.

In the 1960s in the Western Addition and SoMa, community organizations were formed that sought legal assistance and stopped the agency in its tracks. In the 1970s, new community coalitions were formed to deny the agency new federal funding. By the 1980s, the agency was broke and its mission of urban renewal so blocked and discredited that SPUR changed the last two words in its name from “Urban Renewal” to “Urban Research.”

In 1988, Mayor Art Agnos brought in the opponents of redevelopment and asked them how to redesign the agency. The product of that collaboration was a new mission statement and an ordinance fully integrating the agency into city government — transforming it into a financing agency, with no operational role.

Since 1990, the agency has become the major funder of affordable housing in San Francisco, pouring more than $500 million into low-cost housing both inside and outside redevelopment areas. More than 10,000 units have been built for working and low-income residents, more than half of those units for families with children. The urban infrastructure needed to transform Mission Bay from a toxic rail yard to a residential and biotech center came from the agency. Since 1990, not one neighborhood has been bulldozed by the agency and two new ones are being created (Mission Bay and Transbay).

Yes, some of the tax increment has been used to do some infrastructure work at ATT Park, and former Mayor Gavin Newsom wanted to entice the 49ers with agency funds for a new stadium at the shipyard. And yes, former Mayor Willie Brown gave Bloomingdale’s some agency money for its Market Street store. But the reality is that 50 percent of all tax increment since 1990 has gone to affordable housing development, and the bulk of the remaining 50 percent has gone for critical needed infrastructural work that has produced new property taxes more than paying for the investments. As the state and federal government turned their backs on central cities it was the only form of financing available.

And now Gov. Brown wants to end tax-increment financing. He points to the excess of other redevelopment agencies in other places. He does not, however, look to us and our experience. He should. San Francisco should be the model for what is required of all redevelopment agencies.

After serving as mayor of Oakland, Brown is probably tired of hearing about how different San Francisco is, how exceptional we are. That’s too bad, because in this case it isn’t hype. It’s real. *

The Free University of San Francisco kicks off teaching — to a lot of white people

“A piece of blank paper means anything you want can happen,” SF beat poet laureate Diane Di Prima was imparting a rare free lecture on shamanic poetry, the marquee event of this weekend’s popular first Free University of San Francisco teach-in at Viracocha. She had a packed the antique store-community center’s first floor showroom, encouraging in regards to the FUSF collective’s run at making free education available to all. But if the Free University wants to teach the world, why are the vast majority of its students – let’s not parse words here – white?

“Diversity outreach, that is absolutely one of our top priorities,” says FUSF organizer Alan Kaufman when the point was brought up in a phone interview with the Guardian yesterday. “We’re one of the most racially polarized cities, even in the progressive community. It’s something that needs to be explored and discussed.” Kaufman said that as the collective that runs the university moves forward, FUSF is actively working to involve minority community members – especially undocumented immigrants, one of SF’s populations who surely are among the least-served by the town’s would-be progressive creative institutions. 

It does seem like FUSF has the capacity to be a source of radical academia and community in the city. This weekend’s teach-in (which continues through tonight, Tues/8) attracted capacity crowds to many of its popular hour-and-a-half long courses: Di Prima’s “19th Century Visionary Poetry,” Kaufman’s “Jack Kerouac, Thelonius Monk and Jackson Pollack,” and David Cobb’s “Abolishing Corporate Personhood to Create Authentic Democracy” among them. Though FUSF’s plan for six to eight week classes in the future and another teach-in may be a stretch to replace the value of an actual university degree for students, the success of its initial weekend course schedule does say that some people in the city are ready to rethink the way we view teaching. After all, as Kaufman reminded us, the cost of a four year degree at Stanford is now pegged at a quarter of a million dollars. “That can’t last.” 

But if it’s going to be SF’s new center of alternative, cost-free education, FUSF has to appeal to more than just the aging hippies and earnest intellectual young people who attended this weekend’s teach-in. 

How? Well, that’s the question, really – one that many creative institutions in San Francisco have yet to resolve, if they’ve tackled it at all. “We’re going to need to come up with new answers because the new answers are not working.” Kaufman mentioned that he is particularly impressed by the way SF’s queer community has celebrated its diversity.

“I feel like there are reasons why different groups don’t get involved in the beginning of these things.” Writer Maisha Johnson is one of the only African Americans who has been involved with the Free University planning meetings since she heard about its first get-togethers through her involvement in literary events like Quiet Lightening. “For me, living in San Francisco, it’s hard to find out where the black community gathers. A lot of the time, the assumption is you go to Oakland for acitivities with people of color.” 

“If you’re looking at organizational power in San Francisco, it usually runs along lines of whiteness, maleness, and straightness. The only way to break down those social divisions is for people that don’t feel like they’re that similar to collaborate,” says Mumbles, a spoken word poet who is helping to organize an artist resource center called Merchants of Reality. 

Mumbles says that the goal of Merchants of Reality – which plans to operate out of SoMa’s Anon Gallery and Climate Theater — will be “to help artists commercialize themselves so that others don’t do it for them.” Its a pragmatic mission, one that will even involve what Mumbles refers to as the “realty community” in order to help artists find studio space in the abandoned buildings that dot the SF landscape. The center will also include darkroom facilities, digital video setup, screen-printing equipment, help finding studio space, and a possible performance venue, all for use by artists who normally don’t have the opportunity to use professional-grade equipment and materials, presumably many non-white artists and performers. 

Kaufman and Mumbles think that Merchants of Reality and the Free University can benefit from each other. “Space sharing is one way community can be developed,” says Kaufman, who told us the two groups are looking at ways to overlap each others’ missions in the hope of broadening the community of both organizations. 

Of course, its about more than organizational partners. “It requires more of an explicit effort to reach out to other communities,” says Johnson who will be a part of FUSF’s outreach committee and, adding that she’s heartened by the university’s chances to diversify itself. “Right now it’s really open to people to come in and work on their own vision.” Kaufman agreed that expanding FUSF’s audience means working towards a curriculum that everyone finds useful and illuminating, incorporating classes and promotional materials in different languages, and connecting those typically excluded from professorships in the United States teaching positions. “There’s whole areas of education that others might know about that we might not consider,” he said.

“I believe our university will become famous among universities – come to be known as the ‘Zorro’ of universities,” said Kaufman in an address to the university community. (Printed copies of his four addresses were available by the class sign-in sheets at this weekend’s teach-in.) High hopes — but if the school is meant to make a real difference in progressive education, it’ll have to find a way to bring its message to everyone.

I don’t have a lot of pet peeves — that would break my lease. Other than, say, invading a country for no reason, making fun of people with mental illnesses and addictions, refusing to pay taxes because you think people of color are moochers, or ordering Uggs online, still, not much reliably gets my goat, ties it down with friendship bracelets and Danish dreadlocks, and forces it to listen to Ke$ha remixed by Tiësto while wearing Juicy Couture or Pink by Victoria’s Secret.

I do however have an eensy beensy problem with fried food in bars. It may be because I recently quit smoking — farewell, dear Marlboro Man, please moisturize — but lately the combined and pungent waft of cheese-smothered freedom fries, bleachy bar-cleaning solution, and, heaven forfend, deep fried pickles (they have these at Truck in SoMa, they’re frickin’ delicious) makes me want to hurl rainbow Santorum. Could it be that I’m finally pregnant? We’ve tried so hard!

Alas, clouds of steamy trans fat, the unerotic kind, are what one must brave to enjoy Buck Tavern on Market Street, notorious for its new owner, former supervisor and mercurial rabble-rouser Chris Daly. It offers a full menu of yummily evil things whose scent can overpower the atmosphere. But other than that, and perhaps a slight overbrightness of lighting, I have no beef with the place. I’d been there before, when it was a sparsely occupied pool haunt (population: one large drag queen with a pool cue and a frightened-looking bartender) which served only beer and soju cocktails. Now, crowded with cute, diverse folks deep in interesting conversations, full call liquor bottles lining the wall, and the sound of cheerleaders screeching on the flatscreens, it feels downright cozy.

Others may fear clouds of a different sort — and yes this is a progressive wonk’s paradise. Daly can be found behind the bar many nights, and you’ll usually see some political player like John Avalos or Ross Mirkarimi or David Campos or “who the hell knows cuz they’re all slightly brown dudes with the same goatee-hair-tiny glasses thing going on” downing a well-priced pint. There’s even a spread-eagle copy of the Guardian to read over the urinal. (Aim high, haters.) But don’t worry, there’s no ideological purity check at the door, just a friendly sense of come-what-may. In fact, I think we may be witnessing the sudden materialization of some boisterous and idyllic parallel universe City Hall. With cheeseburgers, even!

Early indicators

Land use politics and the way development decisions are made at City Hall fed San Francisco’s ascendant progressive movement over the last decade. So in the wake of a still-unfolding political realignment, an early key vote is making some preservationists and developer foes nervous.

At the center of that concern is Sup. Jane Kim, who broke with her progressive colleagues Jan. 25 to be the swing vote in the board’s 6-5 approval of attorney Richard Johns to the historian’s seat on the Historic Preservation Commission. Progressives and preservationists opposed the nomination on the grounds that Johns isn’t a historian and that he has close ties to former Mayor Willie Brown, a friend of developers whose longtime chief of staff was Johns’ wife, Eleanor.

And they’re suspicious of Brown’s support – both overt and stealthy – for Kim’s supervisorial campaign (see “Willie Brown and the accusations of machine politics in D6,” 10/16/10, Guardian Politics blog).

Kim didn’t explain her vote at the full board meeting, and her comments at the Rules Committee (which she chairs) and to the Guardian that Johns “was qualified” and she could “see no reason not to support his nomination” irked many of her progressive supporters who consider development the big issue.

Feeding concerns about the potential blunting of historic preservation and other tools used to scrutinize development projects was the Jan. 25 announcement by Sup. Scott Wiener that he is calling for hearings into whether the commission is improperly hindering development and other policy priorities.

“The Historic Preservation Commission — and I supported the creation of the Historic Preservation Commission — has become an increasingly powerful commission reaching into a lot of different areas of policy in the city,” Wiener said during the discussion of Johns’ nomination, citing housing, parks, and libraries as areas the commission has affected. “It’s important to have a diversity of backgrounds and viewpoints on this commission, and if we’re going to have a committee made up exclusively of advocates for historic preservation, only advocates, that is a problem.”

Former board President Aaron Peskin, who led the effort to create the commission through the voter-approved Proposition J in 2008, disputes the allegation that the commission has become too powerful, as well as the claim that Johns is qualified to serve in the historian’s seat, one of six seats on the commission that now requires professional qualifications.

“The facts do not support Sup. Wiener’s allegations,” Peskin told us, noting that the Board of Supervisors and the mayor retain the authority to decide what is and isn’t historically significant. Yet Wiener said that even commission- and staff-level actions affect other city goals. “The conducting of a survey does have legal impact,” Wiener told us.

But Peskin said San Francisco has very few protected buildings compared with other major U.S. cities, something voters sought to change through Prop. J, and Peskin said he was disappointed that Kim didn’t support the law’s dictates. “This is the second time in 2011 when the slim alleged progressive majority has not stayed together,” he said, referring also to the election of David Chiu as board president.

Peskin and others who fight land-use battles say they don’t yet want to jump to the conclusion that developers might have an easier time with this board. “It’s my profound hope is that this is a learning experience,” Peskin said of Kim’s vote.

Veteran land use attorney Sue Hestor noted that neither Kim nor Wiener has a record on land use issues by which to judge them and she didn’t want to make a big deal of their Jan. 25 actions. Yet she said that development is a huge issue in the Tenderloin, SoMa, and Rincon Hill areas that Kim represents, so there are major tests of her progressive values coming soon.

“In District 6, it’s the defining issue because it’s the most explosive district in terms of growth,” Hestor said. “Land use is about who gets to live in the city.”

 

WHOSE CITY?

While most of the discussion about the Johns nomination focused on his qualifications as a historian — indeed, that was the basis of most of the opposition to his nomination, by both activists and progressive supervisors — there was some telling subtext focused on Hestor’s point that land use is the most fundamental progressive issue.

At the Jan. 20 Rules Committee meeting, Kim even asked Johns about his “vision for affordable housing as it related to preservation.” But the answer she received wasn’t terribly reassuring to those who see the lack of affordable housing for low-income city residents as a serious problem that the city is failing to address (see “Dollars or sense?” 9/29/10).

“San Francisco is made up of lots of different groups of people with lots of different backgrounds,” Johns said at the hearing, noting that it is important to “preserve the culture and the past that have brought us to where we are. But part of that past is the ability to grow.”

In an interview with the Guardian, Johns expanded on the point, sounding a more pro-growth point-of-view than many of his colleagues on the commission are likely to share. “Development and preservation can go hand-in-hand,” Johns said. “Maybe it’s the development that allows what might be a slowly deteriorating building to be fixed up properly.”

As an example, he cited his 20 years of work on preserving the Old Mint Building — his main claim to expertise as a historian — which was ultimately accomplished as part of the development project that included office and commercial development and the Mint Plaza public space.

“People of all income levels have a right to live in San Francisco,” Johns said, adding, “The real need some people would say is the need for middle class housing.” When we noted that it’s often the low-income residents who are ousted when old buildings get modernized, he said, “You have to think about the desirability of people to live in crummy housing.”

Chiu and Kim both downplayed the importance of the Johns vote. “People are trying to read too much into this,” Chiu said, explaining that he opposed the nomination because he simply felt Johns didn’t meet the criteria as a historian. “What was relevant is what city law says.”

Kim told us that it wasn’t until the full board meeting that she learned how her progressive colleagues felt about the matter, and that she didn’t want to change how she voted in committee. “It was not important enough for me to change my vote based on my verbal commitments,” Kim said later.

Yet on the evening of the vote, Kim told the Guardian that she felt “pressure” to support Johns, although she wouldn’t say from whom. “I was put in a bad position on this issue,” she said. Many progressives have speculated that pressure came from Brown, which Kim denies. “We didn’t talk about this, not once,” she said.

But in his Jan. 30 column in the San Francisco Chronicle, Brown crowed about the victory by “my friend Richard Johns” and called Chiu’s opposition to him “a mistake that could haunt him for some time,” saying Chiu has set up Sups. Malia Cohen and Kim “to be the swing votes on every issue where moderates and progressives split.”

MUSIC Tommy Guerrero likes to skate down Potrero Hill. He’s been doing it since he was a young pup street boarder — one of the first to go pro, in fact — cruising down those steep residential declines that, looking south from SoMa, resemble like nothing so much as that scene from Inception where the dream city folds on top of itself. Guerrero skates smoothly from one legendary SF career to another, a shape-shift neatly illustrated by the release party for his eighth solo album Lifeboats and Follies at Cafe Du Nord Saturday, Feb. 5.

Despite the requests for autographs that he still gets; the occasional cravings his beat-up body experiences for skating (“It’s so raw and the energy is so fucking gnarly. Once you’ve had a taste of it, there’s no turning back.”); and a job that most ex-skate rats would kill for — he’s the art director for Krooked, a subset of Potrero Hill skate company Deluxe — he’s really more into music these days. “I would love to have all that time to work in the studio. I want to retire [from skate design] in a year,” he says, half-jokingly — but still longingly.

Maybe it’s a grass-is-always-greener thing, but until now he’s done a good job of balancing his various passions. Even in the 1980s and ’90s when Guerrero was grinding out his signature moves on the driveways and suicide hills of the city, back when he was popularizing Public Enemy in Japan by skating to the group’s tracks during competitions, music was always playing a supporting role. He and brother Tony played in punk bands, including Free Beer (a name that made for alluring concert flyers).

Nowadays Guerrero makes layered instrumental music that’s appropriately enough a mix of many different elements: chill jazz with electronic crescendos, a little Latin percussion, maybe a horn solo easefully inserted. Guerrero has a DJ-like impulse to play with genres. “I just hear so much shit in my head, this is what comes out.” Apparently his albums cause havoc in the Amoeba cataloging system. “I’ve seen it in electronic, rock, alternative, even experimental or some shit,” he laughs, sitting cross-legged in a patio booth at Thee Parkside, black leather Vans (his own signature design) on his feet.

He’s in the middle of doing some promotional work for Lifeboats and Follies, but like the rest of his projects, you get the feeling that Guerrero would be doing the same thing even if he never got paid a dime. After failing to resolve differences with his old label, Quannum, Guerrero bought the entire stock of his last album, From the Soul to the Soul, back from the company. He’s mulling over what to do with it — maybe give CDs away at Saturday’s show?

Guerrero never gained the Thrasher notoriety he got from skating in his musical career. But he casually mentions that he is, as the saying goes, big in Japan. He performs there a lot and gets off on being able to take risks with in his live performances that wouldn’t go over well with American audiences looking to hear the same old thing. “They can love J-pop and, at the same time, they can love John Zorn,” he says of his Japanese fans. It makes sense that Guerrero would gravitate toward an audience looking for a more diverse experience, one that trusts that whatever he’s popping off with — on the skateboard or mixing board — is gonna turn heads.

Appetite: 3 new coffee havens

CAFFE PASCUCCI, SoMa – I feel like I’m back in Italy at brand new Caffe Pascucci, the first outpost of a popular Italian chain. The crisp, white space is chic and soothing, even as the place buzzes with the Italian families and individuals already frequenting the place within merely days of opening. It’s not just because the menu is loaded with dozens of types of espresso, cappuccinos and iced coffees topped with banana or doused with amaretto. It’s because the majority Italian staff and clientele exude convivial Italian spirit, throwing out “ciaos” and “pregos” liberally. I like the robust Gold Espresso, though dark hot chocolate was a little too pudding-like in consistency, even if thankfully dark (my favorites in Italy or France are syrupy rich, but not stiff). Chad Newton, formerly of Fish & Farm, executes a simple but pleasing menu of salads and sandwiches – even an ultra-basic Tri-Color Salad is three types of greens (including bits of endive), gentle shavings of Parmesan, and a perky lemon dressing. 170 King, SF.

CONTRABAND COFFEE, Nob Hill – Yet another in the endless flow of Third Wave coffee houses,  brand new Contraband Coffee Bar occupies a less coffee-driven corner of Nob Hill (the Mission and SoMa don’t need any more… spread the wealth!) The space is clean, white, with modern art, and baristas I’ve seen working at other coffee havens around town. It sports a shiny Synesso Hydra espresso machine and also offer V60 pour-over and Chemex preparations for its own roasted beans. Additional kudos for getting the snacks right: Dynamo Donuts and Peasant Pies. 1415 Larkin, SF.

BAR AGRICOLE, SoMa – The simplicity is appealing. Bar Agricole, previously open for dinner and bar only, shares its soothing garden patio and forward-thinking, urban interior for a Four Barrel coffee and one food item: a pretzel bun, aka Laugenbrötchen, from Mountain View’s German baker par excellence, Esther’s Bakery (http://www.esthersbakery.com). Order the pretzel roll with a side of apple butter, jam or cream cheese. Oh, they also have free WiFi and are open all day (from 8am on) until the dinner switchover at 5pm. There are fewer cooler spaces you could linger in. 355 11th Street, SF.

DINE Many of the city’s Ethiopian restaurants are to be found in the Western Addition (on or near Divisadero Street) and in the Inner Sunset, so to find one, Moya, blooming in SoMa is an unexpected pleasure. The rush of Internet Age money into the neighborhoods south of Market Street in recent years has been a fast-rising tide that can be said to have lifted all boats only if by boats we mean yachts. But if by boats we mean boats, then some swamping has occurred. The area isn’t yet devoid of modest, high-value restaurants, but the trend has bent strongly in the direction of pricey new places, from Prospect in the east to Bar Agricole in the once-forlorn west.

The foods of Ethiopia seem a little underappreciated on these shores. The cooking is as gratifyingly spiced as that from the other side of the Indian Ocean. But while Indian cuisine has found a sort of vogue here, perhaps because of the influx of so many software engineers, Ethiopian cuisine has not.

Yet neglect isn’t always and entirely a bad thing. It can help preserve a certain integrity and authenticity. At Moya (which opened last summer), the look is big-city modern, with high ceilings, a floor handsomely laid with rough tiles the color of sandstone, and walls washed with a butter color. The place looks fresh and clean, and the kitchen is half out in the open, which lends a reassuring transparency to things. There is nothing quite like being able to see the people who make your food actually making it.

But at heart, it’s very much a mom-is-cooking operation. The ayb, a kind of cottage cheese, is house-made according to a family recipe. You can order the cheese as a side, for $4, and it’s also served with the kitfo ($14), a kind of spicy, tataki-ized steak tartare — steak tartake? More on the beef in a moment, but as for the cheese: it was more creamy than chunky, almost like a relation of mascarpone but with a fresh sourness that led me to ask our server whether lemon juice had been substituted for rennet as the curdling agent. The answer was indefinite, which might mean I hadn’t put the question clearly or had stumbled on a trade secret. But the cheese did strongly remind me of a simple fresh white cheese I’ve sometimes made myself (using lemon juice squeezed into scalded milk) for the Indian spinach dish saag paneer.

The other lovely element of sourness in the food involves injera, the bread (made from a grain called teff,) that resembles a cross between sponge cake and sourdough. You could make a savory bûche de Noël from it. At Moya. as at all the Ethiopian and Eritrean places I’ve been to, injera is ubiquitous, whether laid out as a kind of mat for other items to rest on; rolled up like fresh lavash and set beside a rounded cone of green lentils — azifa ($5) — strongly seasoned with red onions, garlic, lemon, chilis, and olive oil or torn up and tossed with tomatoes, green peppers, onions, and a garlicky vinaigrette for ye timatim fit fit ($4), a sort of east African panzanella.

The kitchen’s seasoning hand is a robust one, whether the animating ingredient is garlic (the ye timatim fit fit should come with a whole coffee bean or two for each diner, to chew away garlic breath, which becomes particularly lethal the morning after), or hot pepper. We were consulted on how hot we wanted the kitfo and ye doro tibs ($12), chunks of boneless chicken sautéed in clarified butter with berberé, (the traditional Ethiopian chili powder), onions, garlic, tomato, and herbs. When told that hot was quite hot, we said medium and hoped for the best. But medium turned out to be what most places would call hot. I like spicy food, and I found the tingling afterglow of the berberé to be a distinct pleasure. But mild wouldn’t be a bad default choice for those in doubt.

As is customary, the main courses were piled together onto a platter lined with injera, and a well-dressed chopped salad dotted with tomato quarters were heaped at either end. The salad was both decorative and cooling, while the injera rug, of course, was ripped to shreds that served as little finger-operated grabbing devices. The atavistic satisfaction of tearing something up and then eating it reminds us of how close to being uncivilized we are, really, even in such civilized surroundings.

Best restaurant openings of 2010, San Francisco

In a ridiculously rich year of new restaurant openings, the most prolific I’ve seen yet, it is harder than ever to name the top ones. There are many noteworthy places, from the “Mad Men”-esque vibe of Thermidor, to the stratospheric prices and fabulous snapping turtle veloute at Benu. Some of our best cafes (Ma’velous) and cocktail bars (Burritt Room) were added to the SF scene. Gourmet comfort food is a worn-out trend but places like Citizens Band and Grub infused it with new life.

As ever, my goal is to include cheaper and upscale openings, making it trickier to list every worthy candidate within the limits of 2010. The good news is, our already incredible dining scene only continues to explode, despite trying economic times. We have some of the most affordable, high-caliber food in the world, as Michelin Guide’s director noted. Here’s to more creativity, diversity and fine meals with good friends in 2011.

>>BAKER AND BANKER Baker and Banker technically is a 2009 opening (11/09), but I include it as an exemplary destination neighborhood restaurant. With dark brown walls and booths, the space exudes a modern, warm elegance. Husband-and-wife team, Jeff Banker and Lori Baker, get it right from start to finish with his dishes, like vadouvan curry cauliflower soup or brioche-stuffed quail in a bourbon-maple glaze, and her memorable desserts, like famed XXX triple dark chocolate layer cake (awarded a 2010 Guardian Best of the Bay) or warm pumpkin cobbler with candied pumpkin seed ice cream. Since the debut of their bakery next door, you can get Baker’s goods all day long.

>>BARBACCO Yes, Barbacco is usually obnoxiously noisy and crowded. But it improves upon its parent restaurant, Perbacco, with gourmet quality at a great value ($3-14 per dish). Reminiscent of enotecas I’ve dined in throughout Italy, heartwarming food and a thoughtful wine list make it an ideal urban trattoria. Order a glass of Lambrusco, fried brussels sprouts, and raisin/pine nut-accented pork meatballs in a tomato sugo, then marvel at the minimal bill.

>>COMMONWEALTH Anthony Myint and chef Jason Fox are re-inventing fine dining, along with a few key players in San Francisco (see Sons and Daughters below). Myint was one of the masterminds behind Mission St. Food and Mission Chinese Food, but at Commonwealth delves into molecular gastronomy. Taste your way through deliciously experimental creations for a fraction of the price at comparable restaurants – no dish is over $15. Dine on goat cooked in hay while sipping a liquid nitrogen aperitif, finish with porcini thyme churros with huckleberry jam. You may be packed in tight in the spare, modern space, but you’ll leave glowing from stimulating flavors and presentation.

>>COMSTOCK SALOON The Barbary Coast comes alive in this bar/restaurant gem that feels like a timeless classic. From Victorian wallpaper and wood-burning stove, to restored dark woods, the spirit and history of the space charm immediately. Filling up on rich beef shank/bone marrow pot pie or bites like whiskey-cured gravlax on rye toasts with dill sour cream is happy respite on chilly nights. Pair with a perfect Martinez cocktail or a barkeep’s whimsy (bartender’s creation based on your preferences). Comstock exemplifies the best of what a modern-day saloon (with old world sensibilities) can be.

>>CURRY VILLAGE When husband-and-wife owners Kamal Barbhuyan and Nimmi Bano left the Tenderloin’s Little Delhi, I mourned the loss of their divine butter chicken and made-from-scratch eats. Thankfully, this year brought them to the Inner Sunset with Curry Village. With the highest concentration of great Indian food in the ‘Loin, it feels right to spread the love across the city. Whether it’s daal (lentils) enriched with spiced beef, or the ultimate eggplant curry, baingan bharta, this couple prepares what could otherwise be standard Indian fare with love and lush flavor.

>>HEIRLOOM CAFE The menu (less than ten starters and entrees) is so simple I’m almost bored reading it. But upon first visit to the Victorian, country kitchen dining room (circa the Mission 2010), each dish was so well-executed as to diminish scepticism. Reminding me more than a little of Chez Panisse in ethos, ultra-fresh, pristine ingredients make a basic dish a revelation. Take a mountain of Heirloom tomatoes piled over toasted bread with pickled fennel, cucumbers and feta, or a flaky bacon onion tart loaded with caramelized onions. Heirloom’s added strength is owner Matt Straus’ thoughtfully chosen wine lists covering wines from Lebanon to Spain.

>>PROSPECT Though I’m not won over by the semi-corporate look of Prospect’s large space, this hot newcomer shines in everything that passes through your lips: wine, cocktails and food. Chef Ravi Kapur’s exploratory dishes reveal impeccable technique with funky attitude. Garlic-roasted quail with roasted almonds, preserved lemon and Black Mission figs is exemplary, while Summer beets meld with vadouvan yogurt, candied pistachios and onion rings. Pair with a glass of wine recommended by wine director Amy Currens or bar manager Brooke Arthur’s elegantly layered cocktails and you have a meal that is the whole culinary package.

>>THE SYCAMORE
I feel like a kid again eating The Sycamore’s “famous” roast beef sandwich. A glorified Arby’s roast beef on grocery store-reminiscent sesame buns with BBQ sauce and mayo, the sandwich tributes the native Bostonian owners’ roots. But this humble Mission eatery, which doubles as a cozy beer and wine bar, doesn’t only shine there. Pork belly-stuffed donut holes in Maker’s Mark bourbon glaze are pretty near orgasmic. A slab of pan-fried Provolone cheese is enlivened by chimichurri sauce and roasted garlic bulb. I applaud all-day hours and $9 being the most expensive menu item.

>>SONS & DAUGHTERS
Like Commonwealth (above), Sons and Daughters is another opening where young, visionary chefs create molecular, fine dining-worthy fare at reasonable prices ($48 for four course prix fixe, a la carte from $9-24). Though service can be unfortunately erratic, the intimate black and white space evokes a romantic European bistro with youthful edge. Dishes are inventive and ambitious, like an acclaimed eucalyptus herb salad of delicate curds and whey over quinoa, or seared foie gras accompanied by a glass of tart yogurt and Concord grape granite.

>>UNA PIZZA NAPOLETANA Pre-opening hype could easily have made the debut of Una Pizza a letdown. Pizzaiolo Anthony Mangieri closed his beloved New York institution, moving cross-country to a mellow SoMa street. As in NY, Una Pizza is a one-man show with Mangieri solely crafting each pie, explaining the no take-out policy and long waits. Though this may make it hard to frequent Una Pizza, when you go, you are rewarded with doughy heaven. With only five vegetarian pies available, I dream of the Filetti: cherry tomatoes soaking in buffalo mozzarella, accented by garlic, extra-virgin olive oil, basil, sea salt. New York’s loss is certainly our gain.

Rebecca Solnit’s Infinite City: A San Francisco Atlas (University of California Press, 158 pages, $24.95) is one of the best ideas a writer has come up with in a long time. By combining private and public support, Solnit was able to give away portions of the atlas in full-color, full-spread map handouts. (My favorite tracked both famous/infamous queer public spaces and the migration of butterflies throughout the city.). In the process, she also gave lectures in public spaces, providing a public service in the name of history and inclusion before dropping this tome on the book-buying masses. Gent Sturgeon’s version of a city-fied Rorschach alone is worth the price of the ticket. From insect habitats to serial killers, Zen Buddhist centers to the culture wars of the Fillmore and South of Market that some call redevelopment; Solnit and her cadre of artists, writers, cartographers, and researchers — Chris Carlsson, Guillermo Gómez-Peña, and Mona Caron among them — give us the infinite depths and limitless potential that can be found in 49 square miles. A lot of good and even great books came from the Bay Area this year, but one stands out: a book of poetry, Cedar Sigo’s Stranger in Town (City Lights, 100 pages, $13.95). He is a young writer who improves dramatically each time I hear him read, and his poetry and critical writing are among the wonders of our age. And of the age before, since through him speak the dead poets David Rattray, John Wieners, Robert Creeley, Denton Welch, Philip Whalen, Salvador Dali, Jean Cocteau, Eartha Kitt, Raymond Roussel, Lorine Niedecker, and Cole Porter. When new writers come to San Francisco, they ask me if I’ve met Cedar Sigo. If they don’t know Sigo’s work, then I hand them a copy of the new collection. Don’t have to say much, I just step back a little to avoid the stars and diamonds and apples popping out of their eyes like toast from a toaster, because this crazy work is that crazy good. Compared with the prosaic grind of the inner city, the Sunset can seem like a — albeit foggy — vacation. Wide streets, surf breaks, dunes fit to get lost in: the neighborhood is just right for an offbeat bohemian getaway. But maybe those are just the reverberations of the past, which western neighborhood historian Woody LaBounty has dug up in Carville-by-the-Sea (Outside Lands Media, 144 pages, $35). This coffee table book illustrates the lives of the Sunset’s first modern-day inhabitants, who constructed a seaside village of retired street cars to inhabit back in the days before the N-Judah. Colorized at times for an Oz-like effect, the photos LaBounty digs up to illustrate “Cartown” reveal a community of artists, families, and enthusiasts — even a women’s cycling club — amid an untamed, oscillating sandscape. Those converted SoMa warehouse apartments suddenly don’t seem quite so rugged, do they now? (Caitlin Donohue)

In a city that boasts literally hundreds of theatrical world premieres per year, it’s astounding how few make it to the printed page. Bravo, then, to EXIT Press, new publishing arm of the venerable EXIT Theatre, for helping to ensure that at least some of our local play-writing talents will be preserved for posterity. And who better to inaugurate the series than Mark Jackson, whose professional development has been closely tied to the EXIT, and to the San Francisco Fringe Festival, which it produces? Far from being merely a collection of “Fringe-y” experimentation, Ten Plays (EXIT Press, 492 pages, $19.95) is a testament to the tenacity of vision. From reimagined Shakespearean classics (R&J, I Am Hamlet) to Jackson’s breakout hit The Death of Meyerhold, the bleakly comedic American $uicide, and the stirring Kurosawa-esque epic The Forest War, what these plays have in common is an audacious commitment to the illimitable possibilities of live theater. Of which, giving these works an opportunity to reach a wider audience is but one. (Nicole Gluckstern)

By any good political standard, John Lescroart’s Damage (Dutton, 416 pages, $26.95) is awful. It’s all about how a criminal uses the technicalities of law to get released (damn liberal judges) and how his family — newspaper publishers with ties to the (damn liberal) political establishment — protects him even as he continues to rape young women. Reminds me of that atrocious movie Pacific Heights, which is supposed to convince you that eviction protection and tenants rights are unfair to the poor landlords. But Lescroart writes about San Francisco, and does a pretty good job describing the city, and his characters are so real and well-crafted that I’m able to set aside the politics. In this case, Ro Curtlee, the rapist, is such an evil, evil bad guy — but a plausible, privileged evil bad guy — that he comes to life in a way that makes you want to kill him yourself. And makes you understand why a cop might feel the same way. And in the world of crime fiction, making you feel pain is half the game. It’ll be out in paper this spring. (Tim Redmond)

What Carl Rakosi was to Objectivism — a significant poet who dropped out of sight only to reemerge an old master — Richard O. Moore is to the SF Renaissance. The 90-year-old Moore was active in Kenneth Rexroth’s libertarian-anarchist circle in the 1940s, but abandoned poetry publishing for the more efficacious mass media of radio and TV, cofounding both KPFA and KQED in the process (and shooting the only footage of Frank O’Hara to boot). But Moore never stopped writing, and his debut volume Writing the Silences (University of California Press, $19.95) offers a brief but tantalizing introduction to more than 60 years of poetic activity. Moore’s diction is spare but memorable; a hawk’s wings, for example, “balance on the blind/ push of air.” Yet his low-key tones are wedded to an experimental sensibility; witness 1960’s “Ten Philosophical Asides,” which might be the first poem in English riffing on Wittgenstein, more than a decade before language poetry. Writing the Silences is thus belated yet ahead of its time. (Garrett Caples)

I commissioned three of the works in Veronica De Jesus’s Here Now From Everywhere (Allone Co. Editions, 130 pages, $26). Her portraits of Michael Jackson and Jay Reatard ran in the Guardian, while I paid out of pocket for her to render a tribute to the poet John Wieners for my boyfriend. Along with just-announced SECA Award winner Colter Jacobsen, who published this book, De Jesus is my favorite creator of drawings in the Bay Area. Like Jacobsen, she delves into memory — her memorial portraits can be seen for free on the windows of Dog Eared Books, where this book is for sale. The charm and value of Here Now From Everywhere is immediate, but the book reveals more of its multfaceted personality with each return visit. De Jesus’ illustrated dictionary of inspirational icons ranges from superstars to half-forgotten pop heroes, from cultural figures to obscure female athletes. It’s a gift. (Johnny Ray Huston)

“I told Micah last night that my new book would be a haunted house.” Berkeley-based poet Julian Poirier’s El Golpe Chileño (Ugly Duckling Presse, 128 pages, $15) is filled with the ghosts of past and present. Essentially a bildungsroman, it tracks Poirier’s protagonist’s growth from youthful journeyman into adulthood though a kind of mixed-genre Theatre of the Absurd. Vaudeville, comics, memoir, film pitch, epistolary, failed novel, poetry, the carnival, and travelogue are all wielded brilliantly in the hands of Poirier, making for a phantasmagoric reading experience where the whole emerges defiantly greater than the sum of its parts. Poirier writes, “I turned my whole brain into a city and wrote down everything I saw happening there.” And indeed it certainly feels that way — the book is ripe with the names of places, of friends living and dead; with lists of dates and years; and with drawings and photographs, making up what Poirier somewhat obliquely labels “The Stolen Universe.” El Golpe Chileño is truly a success of form and content, of the high and low, of pop and elegy. Class of 2010: Jane Kim

Despite fears that a candidate backed by downtown could replace firebrand progressive leader Sup. Chris Daly in District 6, in the end it was the two progressive candidates — Jane Kim and Debra Walker — who finished far in front of the large pack of candidates, with Kim winning the race. And she thinks that says something about how the progressive movement has matured.

“To have the two leading candidates be progressives says a lot about the progressive political community,” Kim said. “The race was really between Debra and me in end.”

Kim, a 33-year-old attorney and the outgoing president of the San Francisco Board of Education, has been active in progressive politics in San Francisco for many years, from doing community organizing with the Chinatown Community Development Center to running the short-lived San Francisco People’s Organization, which Daly helped create.

Yet part of her campaign strategy, and the message that she’s sending in the wake of an election that divided the progressive community, focuses on issues and themes that are more common to political moderates: job creation, clean streets, public safety, and neighborhood services.

“I think it’s important for progressives to cross over, and I don’t think it should be viewed as selling out,” Kim told us. “Progressives need to do a good job at maintaining voters’ faith in the progressives’ ability to lead.”

In addition to courting progressive groups and voters, Kim’s campaign aggressively targeted residents of the residential condo towers in Rincon Hill and Eastern SoMa, voters who are generally more affluent and newer to San Francisco than the typical progressive constituencies.

“It’s a lot of new residents who don’t feel like they’re a part of any political faction and they’re really open,” Kim said. “People just want to see that things are better. They want the streets to be clean and safe.”

With a new mayor and new blood on the Board of Supervisors, Kim said this is an important political moment for San Francisco, “a huge opportunity” to redefine San Francisco politics in the wake of Mayor Gavin Newsom and progressive supervisors such as Aaron Peskin, Matt Gonzalez, Tom Ammiano, and Daly.

“The Class of 2000 was able to show how progressive we can be with policy. They really pushed the envelope,” Kim said, citing new worker and tenant protections and programs such as Healthy San Francisco. Now, she said, the challenge for progressives in the Classes of 2010 and 2008 is to show that they can provide effective leadership in realms like public safety and economic development. “If we’re able to lead on those two issues, it would really firm up our leadership of the city,” Kim said, noting that it would also affect the dynamics of next year’s mayor’s race.

While Kim didn’t go into detail about how she intends to deal with what she says is the biggest challenge facing the new board — a budget deficit of $700 million over two years, coming at a time when all the easy cuts have already been made in recent years — she said the city needs to be aggressive in boosting the local economy and ensuring San Franciscans get most city contracts.

“We need to figure out how we can partner with small business to create a diversity of jobs in San Francisco,” she said, noting that the average San Franciscan has more faith in the moderates’ ability to create jobs, something that progressives need to address. But how can she help break the grip that the conservative San Francisco Chamber of Commerce has on small businesses?

“Part of the problem is that small businesses aren’t organized,” Kim said, noting how that hurt Sup. David Chiu’s ability to win support this year for his business tax reform measure that would have helped most small businesses and made some large corporations pay more taxes. “They’re busy running their businesses and they don’t have the time to look at the details, so they just read the briefing of the Chamber of Commerce.”

Kim said she respects the leadership role Daly has played in progressive politics and that she’d “like to be part of the moral compass of the Board of Supervisors.” But she also said that Daly’s sometimes abrasive style unnecessarily hardened the opposition of moderates to important progressive issues.

“He made it harder to talk about affordable housing,” Kim said, noting that the city’s dearth of affordable housing should be an issue that’s important to middle class voters, noting that it includes housing for people who earn up to 120 percent of the median income for the region. But after Daly hammered on the issue, “It was like a bad word coming out, and people would turn off to the issue.”

But she thinks it’s a fixable problem if she and her allies do the hard work, an ability they demonstrated this year by defeating Walker, who had been running for the seat for years and lining up all the key endorsements. “Voters do respond to campaigns that work really hard, and that bodes well for progressives,” Kim said, noting that she intends to reach out to Walker’s supporters. “I don’t think I can be successful as a supervisor if I don’t work with all the camps in the progressive community.”

Production values are enjoyably thoughtful (including lighting designer Amanda Ortmayer’s moody use of small portable lights, laser pointers, and snatches of pure, delicious darkness) as the audience mills around a cement room in which actors stand or lie frozen, and in some cases encased, like some macabre wax museum. Daniel Korth’s script makes up in clever, fluid dialogue what it can lack in narrative coherence. But the doom-clouded storyline, featuring a fated romance between an ardent young man (a likeable Eddie Barol) and his somewhat aloof object of desire (a nicely detached yet powerful Shay Wisniewski), is familiar enough in sporadic outline that this isn’t a big deal. The play demands a certain over-the-top performance style, however, which few of co-directors Korth and Mikka Bonel’s otherwise capable actors really carry off (Gerri Lawlor is one of the more notable exceptions). The freedom to walk around the space as action unfolds on surrounding stages (or inaction in cages) is a visual and atmospheric plus. The production’s real limit is that its neo-expressionist dark-carnival invention comes across at times as too borrowed, as when a late-era Tom Waits song is heard. At least it wasn’t one from The Black Rider. (Avila)

adaptation” of Dickens’ classic in “the most authentic form we know how” a ragtag crew from the Gas ‘N’ Gulp in Rectal, Texas, bumble through a singular interpretation of the tale, punctuated by original comic songs penned by Cora (Sean Owens) and Emmett Cornpike (Don Seaver). Sticklers for textual authenticity or political correctness may cringe at the chorus of the solo song by Tiny Tim (Amanda Ortmayer), “This Won’t Be Another Lame Holiday,” but Dickens wrote a few head-scratching lines himself. Take this description of Marley’s face appearing in Scrooge’s doorknocker: “It&ldots;had a dismal light about it, like a bad lobster in a dark cellar.” “Charles Dickens’ immortal text” Cora remarks dryly. Set on an enchanted island (or, in Cutting Ball’s interpretation, at the bottom of a swimming pool) The Tempest begins with stormy weather, but quickly grows into a full-blown hurricane of shipwrecked nobles, nymphs, and drunks, plus the turbulent awakenings of a teenage daughter’s libido, and the rumblings of her over-protective papa. The most effective dual-character is Caitlyn Louchard’s Miranda-Ariel, as both characters are quite under the stern control of Prospero (David Sinaiko) and equally deserving of release. Less affecting yet somehow equally congruous is Sinaiko’s comic turn as the buffoonish Stephano, who stumbles through the forest in his boxer shorts, yet somehow maintains an air of mock dignity that does parallel Prospero’s. Donell Hill’s Caliban-Ferdinand endures his lust-love for Miranda and servitude to Prospero alternating between raw physicality and social ineptness. But since “The Tempest” is littered with characters even more minor, the game cast is stretched too thinly to fully inhabit each, and the entire subplot involving King Alonzo, Gonzalo, and Antonio in particular suffers from this ambitious over-extension. The current firestorm over leaked diplomatic cables and exposed government lies and imperial machinations are nothing new in The Tender King. Second Wind’s debut of Bay Area playwright Ian Walker’s new drama takes audiences back to 1945, a critical period in the structuring of the postwar world as dominated ever since by the American Empire. Walker explores the tensions and contradictions attendant on the countdown to American global hegemony in three characters, two rooms, and one fateful decision. President Harry Truman (Brian O’Connor), newly ensconced in office after FDR’s death, sits drinking in a darkened room (mood-inducing lighting by Rob Siemens) as an ambitious young functionary named Will (Stephen Muterspaugh) arrives to get his John Hancock on the order to drop the new A Bomb on two Japanese cities. In shades of Schiller’s Mary Stuart, Truman delays and evades cunningly, filled with the exuberant knowledge and burden of power. Meanwhile, a semi-romantic, semi-sadistic relationship between Will and a French-German prostitute (Natalie Palan) unfolds in a parallel scene—a complex echo of the shock-doctrine advantage Will advocates to Truman in the face of a stunned and helpless European population. Directed by Walker, the production relies not ineffectively on heightened vernacular language and performances, although the latter while sturdy can feel more rote than in-the-moment, and the neat narrative framework and effervescent dialogue strays into formulaic conceits. Nevertheless, the play’s well-researched and articulated detail as well as forceful conviction make it both worthwhile and generally engaging—not to mention as politically au courant as anything on stage just now. The War on Fun — a term coined by the Guardian in 2006 to describe the crackdowns on nightclubs, special events, and urban culture by police, NIMBY neighbors, and moderate politicians — continues to grind on in San Francisco.

The latest attack was launched by Mayor Gavin Newsom and the San Francisco Police Department, which has proposed a series of measures to monitor and regulate individuals who visit bars or entertainment venues, proposals that the embattled Entertainment Commission will consider at its Dec. 14 meeting.

Perhaps most controversial among the dozens of new conditions that the SFPD would require of nightclubs is an Orwellian proposal to require all clubs with an occupancy of 100 persons or more to electronically scan every patron’s identification card and retain that information for 15 days. Civil libertarians and many club owners call this a blatantly unconstitutional invasion of privacy.

Driving the latest calls for a crackdown is a stated concern over isolated incidents of violence outside a few nightclubs in recent years, something Newsom and police blame on the clubs and that they say warrants greater scrutiny by police and city regulators.

But the proposals also come in the wake of overzealous policing of nightclubs and parties — including improper personal property destruction and seizures, wrongful arrests and violence by police, harassment of disfavored club operators, and even dumping booze down the drain — mostly led by SFPD Officer Larry Bertrand and his former partner, Michelle Ott, an agent with the California Department of Alcoholic Beverage Control.

Those actions were documented in back-to-back cover stories by the Guardian (“The New War on Fun,” March 24) and SF Weekly (“Turning the Tables,” March 17), and they are the subject of multiple ongoing lawsuits by nightclub owners, patrons, and employees, including a racketeering lawsuit alleging that officials are criminally conspiring against lawful activities.

Yet rather than atoning for that enforcement overreach, Newsom and SFPD officials seem to be doubling down on their bets that San Franciscans will tolerate a more heavily policed nightlife scene in the hopes of eliminating the possibility of random violence.

A series of nighttime shootings this year has grabbed headlines and prompted calls to action by the Mayor’s Office and Board of Supervisors President David Chiu, whose District 3 includes North Beach. In February, there were shootings at Blue Macaw in the Mission and Club Suede at Fisherman’s Wharf, followed by a shooting at the Pink Saturday fair in June, one outside Jelly’s in SoMa in July, and the high-profile murder of a German tourist near Union Square in August.

Chiu responded with legislation to give the Entertainment Commission greater authority to close down problem nightclubs and, more recently, with legislation to require party promoters to register with the city so that officials can take actions against those who act irresponsibly.

In September, Newsom asked the SFPD for its recommendations and he received a laundry list of proposals now before the Entertainment Commission. That body held a closed session hearing Nov. 30 to discuss a confidential legal opinion by the City Attorney’s Office on whether the identification scan would pass constitutional muster, an opinion that has so far been denied to the Guardian and the public, although officials say it may be discussed in open session during the Dec. 14 hearing.

“Everything is being considered,” Jocelyn Kane, acting executive director of the Entertainment Commission, told the Guardian. Her office already has looked at the different types of scanners that clubs could use and has discussed the idea with several technology companies.

SFPD Inspector Dave Falzon, the department’s liaison to the nightclubs and ABC, told the Guardian that he believes the data gathered from nightclub patrons would allow police to more easily find witnesses and suspects to solve any crimes committed at or near the nightclubs.

“It’s not intended to be exploited,” Falzon said, stressing that the recommendations are a work in progress and part of an ongoing dialogue with the Entertainment Commission — an agency Newsom, SFPD officials, and some media voices have been highly critical of over the last two years.

Along with the proposal for the ID scanners, SFPD proposed many other measures such as increased security personnel (including requiring clubs to hire more so-called 10-B officers, or SFPD officials on overtime wages), metal detectors at club entrances, surveillance cameras at the entrances and exits, and extra lighting on the exterior of the night clubs.

Though this may sound to many like heading down the dystopian rabbit hole with Big Brother potentially watching your every move, Falzon thinks it’s the opposite. “It isn’t that police department is acting as a militant state,” Falzon said. “All we’re trying to do is to make these clubs safer so they can be more fun.”

Yet critics of the proposals don’t think they sound like much fun at all, and fear that employing such overzealous policing tools will hurt one of San Francisco’s most vital economic sectors while doing little to make anyone safer.

Jamie Zawinski is the owner of the DNA Lounge, which recently celebrated its 25th anniversary. He has been a leading voice in pushing back against the War of Fun, including running a blog that chronicles SFPD excesses. He said the proposed regulations go way too far.

“It’s gang violence happening on the street. The nightclubs are being scapegoated. You don’t solve the problem by increased security in the clubs,” Zawinski told us, adding that the lack of proper policing on the streets should be addressed before putting the financial strain on the entertainment industry.

“It’s ridiculously insulting. I will not do that to my customers. It’s not a way to solve any problems,” Zawinski said. “It sets the tone for the evening when you start demanding papers.”

It’s also a gross violation of people’s rights, says Nicole Ozer, the director of Technology and Civil Liberties Policy for the American Civil Liberties Union of Northern California. She said that recording people’s personal information when they enter a public venue raises troubling legal issues.

“There are some real implications of tracking and monitoring personal data. The details of what you visit reveal things about your sexuality and political views,” Ozer said, adding that the ACLU would also have issues with how that information is used and safeguarded.

In response to police crackdowns on nightlife, club owners and advocates earlier this year formed the California Music and Culture Association (CMAC) to advocate for nightlife and offer advice and legal assistance to members. CMAC officials say they are concerned about the latest proposals.

“The rise in violence has to be looked at from a societal point of view,” said Sean Manchester, president of CMAC and owner of the nightclub Mighty. He noted that most of the violence that has been associated with nightclubs took place in alleys and parking lots away from the bars and involved underage perpetrators. “In many instances [the increased security measures] wouldn’t have done anything to stop it,” he said.

While there are plenty of ideas to combat crime at nightclubs, nightlife advocates say the city is going to have to look beyond club venues to address what can be done to combat crime without infringing on any civil liberties or damaging the vibrant nightlife. Or officials can just listens to the cops, act on their fears, and make the experience of seeing live music in San Francisco more like boarding an airplane.

Red-eyed and happy at the Cannabis Competition

Somewhere amidst the marijuana energy drinks and exuberantly filled bags of Volcano vapor at yesterday’s fourth annual Cannabis Competition, a young lady named Lacey was making a name for herself. 

“Sales have been excellent – we’ve cornered it! I think the best sellers have been the shortbread cookies. You can have them alone or we also make them into filled sandwiches,” said the fetching entrepreneur of Laced Cakes, who sat with her girl friends behind stacks of individually packaged marijuana edibles, all attired in vintage approximations of boho homemakers.

The trio joined proud purveyors of marijuana energy drinks, handmade color-changing coffee mugs, and raw organic hemp rolling papers — not to mention the more urban, less crunchy beats than Competitions past by Bayonics, Manicato, and Mystic Roots — in a celebration of gourmand greens. Set in Terra’s be-succulented patio and indoor space, the Competition was a happy, if slow moving refutation of the fact that pot heads can’t party.

Lesson of the day? There is life post-Prop 19. Even while plagued with last-minute venue kerfuffle and copyright blowback from the OG cannabis cuppers, High Times, the Cannabis Competition hit it big with SF indian summer weather to die for and an enthusiastic crowd. “It was an extremely successful event in terms of people having fun,” said Kevin Reed, CEO of the Green Cross, the pot delivery service that sponsored the event. 

“I think that [the venue change] probably did keep a lot of people home – anything that has to do with the police department will do that – but it did get us some mentions in the press,” Reed continued. He said that a few vendors also backed out at last minute for fear of conflict with the law. 

But the trepidation of the competition suited Lacey (real name: Courtney, she didn’t want her surname in the press) just fine. Laced Cakes has been around since 2007, but lack of consistency with her inventory – “you know how that happens,” she smiles – led to Lacey losing her regular selling gig at the Green Door, a SoMa dispensary. 

Six days before the Competition, the buyer at the Green Door mentioned there was an empty vendor booth still available – would Laced Cakes like an expo debut? Lacey sprung into action and baked up some product, even learning a recipe for caramel that looked like a success from where I was standing and admiring her cakes. Her other offerings? Zucchini bread, vegan butter, take and bake cookies with their own little tubs of frosting – all “medicated,” all preciously packaged and ready for action. 

Which was kind of a shame, because by the time I ran across her booth, I was in no shape to eat any more weed. In fact, by the end of the eight hours of Cannabis Comp, it was fair to say that not many were – particularly the judges of the Patient’s Choice contest itself. I spoke with one judge, who paid $250 for the privilege of weighing in on the Bay’s best buds. The Green Cross mails these brave arbiters 43 strains of weed (a gram of each), 17 kinds of weed edibles, and eight weed concentrates. 

Ahem, a mere 10 days before the competition. Clear your schedule! Reed says some patients – you have to have your medical marijuana card to participate – hosted tasting parties with their similarly-carded friends to help share the burden of the position. 

I got a chance to check out the tiny microscopes included in the judge’s package of fun (the Green Cross hands them out to all its patients who place orders with them). Equipped with a button to turn regular or black light on your bud of choice, the ‘scope revealed a tiny new land of purples and greens and complex crystal formations. The whole thing looked a lot like some dendrite-heavy sea creature. An pungent anemone, maybe. Or maybe I was just stoned.  

Makes you think differently about marijuana – the intent, surely, of a peaceful party packed with pot. Maybe the rest of the state’s not ready for legalizing the dro, but it would seem that for San Francisco, a lot of the victory would be a symbolic one. Symbols, man.

The next mayor

By the time a beaming Mayor Gavin Newsom took the stage at Tres Agaves, the chic SoMa restaurant, on election night, enough results were in to leave no doubt: the top two places on the California ballot would go to the Democrats. Jerry Brown would defeat Meg Whitman in the most expensive gubernatorial race in American history — and Newsom, who once challenged Brown in the primary and dismissed the office of lieutenant governor, would be Brown’s No. 2.

It might not be a powerful job, but Newsom wasn’t taking it lightly anymore. “We can’t afford to continue to play in the margins,” he proclaimed proudly, advancing a vague but ambitious agenda. “There is absolutely nothing wrong with California that can’t be fixed with what’s right with California.”

But around the city, as results trickled in for the local races, the talk wasn’t about Newsom’s role in the Brown administration, or the change the Democrats might bring to Sacramento. It was about the profound change that could take place in his hometown as he vacates the office of mayor a year early — and opens the door for the progressives who control the Board of Supervisors to appoint a chief executive who agrees with, and is willing to work with, the majority of the district-elected board.

At a time when the Republican takeover of Congress threatens to create gridlock in Washington, there’s a real chance that San Francisco’s government — often paralyzed by friction between Newsom and the board — could take on an entirely new direction. It’s possible that the progressives, long denied the top spot at City Hall, could put a mayor in office who shares their agenda.

This could be a turning point in San Francisco, a chance to put the interests of the neighborhoods, the working class, small businesses, the environmental movement, and economic justice ahead of the demands of downtown and the rich. All the pieces are in place — except one.

To make a progressive vision happen, the fractious (and in some cases, overly ambitious) elected leaders of the progressive movement will have to recognize, just for a little while, that it’s not about any individual. It’s not about David Chiu, or Ross Mirkarimi, or Chris Daly, or John Avalos, or Eric Mar, or David Campos, or Jane Kim, or Aaron Peskin. It’s not about any one person’s career or personal power.

It’s about a progressive movement and the issues and causes that movement represents. And if the folks with the egos and personal gripes and career designs can’t set them aside and do what’s best for the movement as a whole, then the opportunity of a generation will be wasted.

Folks: this is a hard thing for politicians to recognize. But right now it’s not about you. It’s about all of us.

It’s an odd time in San Francisco, fraught with political hazards. And it’s so confusing that no one — not the elected officials, not the pundits, not the lobbyists, not the insiders — has any clear idea who will occupy Room 200 in January.

Here’s the basic scenario, as described by past opinions of the city attorney’s office:

Under the state Constitution, Newsom will take office as lieutenant governor Jan. 3, 2011. The City Charter provides that a vacancy in the Mayor’s Office is filled by the president of the Board of Supervisors until the board can choose someone to fill the job until the end of the term — in this case, for 11 more months.

So if all goes according to the rules (and Newsom doesn’t try to play some legal game and delay his swearing-in), David Chiu will become acting mayor on Jan.3. He’ll also retain his job as board president.

On Jan. 4, the current members of the Board of Supervisors will hold a regularly scheduled Tuesday meeting — and the election of a new mayor will be on the agenda. If six of the current supervisors can agree on a name (and sitting supervisors can’t vote for themselves) then that person will immediately take office and finish Newsom’s term.

If nobody gets six votes — that is, if the board is gridlocked — Chiu remains in both offices until the next regular meeting of the board — a week later, when the newly elected supervisors are sworn in.

The new board will then elect a board president — who will also instantly become acting mayor — and then go about trying to find someone who can get six votes to take the top job. If that doesn’t work — that is, if the new board is also gridlocked — then the new board president remains acting mayor until January 2012.

There are at least three basic approaches being bandied about. Some people, including Newsom and some of the more conservative members of the board, want to see a “caretaker” mayor, someone with no personal ambition for the job, fill out Newsom’s term, allowing the voters to choose the next mayor in November, 2011. That has problems. As Campos told us, “The city has serious budget and policy issues and it’s unlikely a caretaker could handle them effectively.” In other words, a short-termer will have no real power and will just punt hard decisions for another year.

Then there’s the concept of putting in a sacrificial progressive — someone who will push through the tax increases and service cuts necessary to close a $400 million budget gap, approve a series of bills that stalled under Newsom, take the hits from the San Francisco Chronicle, and step out of the way to let someone else run in November.

The downside of that approach? It’s almost impossible for a true progressive to raise the money needed to beat a downtown candidate in a citywide mayor’s race. And it seems foolish to give up the opportunity to someone in the mayor’s office who can run for reelection as an incumbent.

Which is, of course, the third — and most intriguing — scenario.

The press, the pundits, and the mayor have for the past few months been pushing former Sup. Peskin as the foil, trying to spin the situation to suggest that the current chair of the local Democratic Party is angling for a job he wouldn’t win in a normal election. But right now, Peskin is no more a front-runner than anyone else. And although he’s made no secret in the past of wanting the job, he’s been talking of late more about the need for a progressive than about his own ambitions.

“If the board chose [state Assemblymember] Tom Ammiano, I would be thrilled to play a role, however small, in that administration,” Peskin told us.

In fact, Peskin said, the supervisors need to stop thinking about personalities and start looking at the larger picture. “If we as a movement can’t pull this off, then shame on us.”

Or as Sup. Campos put it: “We have to come together here and do what’s right for the progressive movement.”

Two years ago, the San Francisco left was — to the extent that it’s possible — a united electoral movement. In June, an undisputed left slate won a majority on the Democratic County Central Committee. In November 2008, Districts 1, 3, 5, and 11 saw consensus left candidates running against downtown-backed opponents — and won. In D9, three progressives ran a remarkably civil campaign with little or no intramural attacks.

The results were impressive. As labor activist Gabriel Haaland put it, “we ran the table.”

But that unity fell apart quickly, as a faction led by Daly sought to ensure that Sup. Ross Mirkarimi couldn’t get elected board president. Instead that job went to Chiu — the least experienced of the supervisors elected in that class, and a politician who is, by his own account, the most centrist member of the liberal majority.

This fall, the campaign to replace Daly in D6 turned nasty as both Debra Walker and Jane Kim openly attacked each other. Walker sent out anti-Kim mailers, and Kim’s supporters charged that Walker was part of a political machine — a damaging (if silly) allegation that created a completely unnecessary rift on the left.

And let’s face it: those fights were all about personality and ego, not issues or progressive strategy. Mirkarimi and Daly have never had any substantive policy disagreements, and neither did Walker and Kim.

In the wake of that, progressives need to come together if they want to take advantage of the opportunity to change the direction of the city. It’s not going to be easy.

“We’re good at losing,” Daly said. “I’m afraid we’re doing everything we can to blow it.”

The cold political calculus is that none of the current board members can count on six votes, and neither can Peskin or any of the other commonly mentioned candidates. The only person who would almost certainly get six votes today is Ammiano — and so far, he’s not interested.

“I know you never say never in politics, but I’m happy here in Sacramento. Eighty-six percent of the voters sent me back for another term, and I think that says something,” he told us.

It’s hardly surprising that someone like Ammiano, who has a secure job he likes and soaring approval ratings, would demur on taking on what by any account will be a short-term nightmare. The city is still effectively broke, and next year’s budget shortfall is projected at roughly $400 million. There’s no easy way to raise revenue, and after four years of brutal cuts, there’s not much left to pare. The next mayor will be delivering bad news to the voters, making unpleasant and unpopular decisions, infuriating powerful interest groups of one sort or another — and then, should he or she want the job any longer, asking for a vote of confidence in November.

Yet he power of incumbency in San Francisco is significant. The past two mayors, Newsom and Willie Brown, were reelected easily, despite some serious problems. And an incumbent has the ability to raise money that most progressives won’t have on their own.

Chiu thus far is being cautious. He told us his main concern right now is ensuring that the process for choosing the next mayor is open, honest, and legally sound. He won’t even say if he’s officially interested in the job (although board observers say he’s already making the rounds and counting potential votes).

And no matter what happens, he will be acting mayor for at least a day, which gives him an advantage over anyone else in the contest.

But some of the board progressives are unhappy about how Chiu negotiated the last two budget deals with Newsom and don’t see him as a strong leader on the left.

Ross Mirkarimi is the longest-serving progressive (other than Daly, who isn’t remotely a candidate), and he’s made no secret of his political ambitions. Then there’s Campos, an effective and even-tempered supervisor who has friendly relationships with the board’s left flank and with centrists like Bevan Dufty. But even if Dufty (who I suspect would love to be part of electing the first openly gay mayor of San Francisco) does support Campos, he’d still need every other progressive supervisor. Campos also would need Chiu’s vote to go over the top. Which means Chiu — who needs progressive support for whatever his political future holds — would have to set aside his own designs on the job to put a progressive in office.

In other words, some people who want to be mayor are going to have to give that up and support the strongest progressive. “If there’s someone other than me who can get six votes, then I’m going to support that person,” Campos noted.

Then there are the outsiders. City Attorney Dennis Herrera has already announced he plans to run in the fall. If the board’s looking for a respected candidate who can appeal to moderates as well as progressives, his name will come up. So will state Sen. Mark Leno, who has the political gravitas and experience and would be formidable in a re-election campaign in November. Leno doesn’t always side with the left on local races; he supported Supervisor-elect Scott Wiener, and losing D6 candidate Theresa Sparks. But he has always sought to remain on good terms with progressives.

All that assumes that the current board will make the choice — and even that is a matter of strategic and political dispute. If the lame duck supervisors choose a mayor — particularly a strong progressive — you can count on the San Francisco Chronicle, Newsom, and the downtown establishment to call it a “power grab” and cast doubt on the legitimacy of the winner.

“But choosing a mayor is the legal responsibility of this board and they ought to do their jobs,” Peskin said.

The exact makeup of the next board was still unclear at press time. Jane Kim is the likely winner in D6 and has always been a progressive on the School Board. She’s also close to Chiu, who strongly supported her. If Malia Cohen or Lynette Sweet wins D10, it’s unlikely either of them will vote for a progressive mayor.

Newsom also might try to screw things up with a last-minute power play. He could, for example, simply refuse to take the oath of office as lieutenant governor until after the new board is seated.

Chiu’s allies say it makes sense for the progressives to choose a mayor who’s not identified so closely with the left wing of the board, who can appeal to the more moderate voters. That’s a powerful argument, and Herrera and Leno can also make the case. The progressive agenda — and the city — would be far better off with a more moderate mayor who is willing to work with the board than it has been with the arrogant, recalcitrant, and distant Newsom. And if the progressives got 75 percent of what they wanted from the mayor (as opposed to about 10 percent under Newsom), that would be cause to celebrate.

But to accept that as a political approach requires a gigantic assumption. It requires San Franciscans to give up on the idea that this is still, at heart, a progressive city, that the majority of the people who live here still believe in economic and social justice. It means giving up the dream that San Francisco can be a very different place, a city that’s not afraid to defy national trends and conventional wisdom, a place where socioeconomic diversity is a primary goal and the residents are more important than the big companies that try to make money off them. It means accepting that even here, in San Francisco, politics have to be driven by an ever-more conservative “center.”

It may be that a progressive can’t line up six votes, that a more moderate candidate winds up in the Mayor’s Office. But a lot of us aren’t ready yet to give up hope.

The Performant: Rite of autumn

It might have been unannounced, but there’s a ritual aspect to all this the Giants-Halloween-Dia de los Muertos mayhem all the same. And like any great autumnal rite, the cathartic frenzy implies a greater narrative — one last big harvest before the little death of winter, the rebirth of spring. How appropriate to the season then, was the Ragged Wing production “Persephone’s Roots” a site-specific re-imagining of the Persephone myth at Berkeley’s Cordornices Park. 

Persephone — as you might remember — is the daughter of Demeter, and traditionally the story told is that she was kidnapped into the underworld by Hades, which caused Demeter to neglect the Earth while she searched for her, bringing barren winter to the land. Ragged Wing’s Persephone was a far more willful curator of her own destiny. 

As an oddience, we followed her self-propelled journey into the underworld past a three-headed Hecate at the crossroads, around a despairing Sisyphus and Tantalus, through a spiral maze (Hecate’s Temple) where we wrote down our shadow thoughts and cast them into a basket to be burned later on during the climactic reunion scene. Then to the Fates picnic, where Persephone defiantly ate of an onion, and the three weird sisters snipped her thread. 

No victim, this Persephone was a willing Queen of the Underworld, and when Demeter found her at last, beside the bonfires of the “hearth of the triple goddess” (Hecate again) their agreement that Persephone would spend the spring months above ground was hard won. The wooded paths, trickling waterways, and rapidly descending nightfall made the journey feel very otherworldly and the park seem downright mysterious. 

Speaking of mysterious, I will never look at the Shakespeare Garden in Golden Gate Park in quite the same way now that I’ve seen it in the neon of glowsticks at midnight, the end station of the interactive, city-wide Journey to the End of the Night.  

Beginning at Justin Hermann plaza at 8 p.m., the game spread out over much of the city—from Chinatown, to SoMa, to the Mission, to Haight, to Golden Gate Park. The goal was to get through to each checkpoint via public transportation and collect a signature after performing some minor task (most involved was probably the “Change of Face” station in Dore Alley, where we had to exchange parts of our costumes with strangers in the back room of Lennon Studios

The challenge was getting to each checkpoint without being caught by a “chaser” since, like zombies, their powers of evil would then corrupt you and you would become one of them. Indeed, by the end of the night, chasers almost outnumbered survivors, and my group of three survivors were congratulated heartily on our triumph at the entrance to the garden. 

The light at the end of the tunnel was a dreamy, participatory performance by nerd arcana swashbucklers Corpus Callosum, who exhorted us to “drink to the ghosts of the night”, a ritual appropriate for any season. 

 

Election 2010: Jim Meko’s “not going anywhere”

D6 candidate Jim Meko was with campaign volunteers Jake Dues and Anthony Faber at his print shop on 10th Street near the end of the night on Nov. 2.

Meko and the others had ordered pizza, and a couple cans of Bud Light were out on the table. It was a quiet scene, since it was clear that he wasn’t one of the front-runners. Meko seemed disappointed by his loss, but kept a positive attitude.

“Unlike other losing candidates,” he said, “I’m not going anywhere. So I won’t be dwelling on what I could have done to win, but what I can do next for the district.”

He mentioned his involvement with the SoMa leadership council and Western SoMa community plan, which he has been involved with for years.

GOLDIES 2010 LIFETIME ACHIEVEMENT: Rick and Megan Prelinger

“Juxtaposition,” “serendipity,” “appropriation,” and “collaboration” are all words that come up frequently when you talk to Rick and Megan Prelinger about the Prelinger Library.

Tucked above a SoMa carpet store, the space (“a free offering, an installation, a workshop, and an extension of our living room,” according to the handout given to visitors) is stuffed floor-to-ceiling with books, maps, magazines, and other ephemera. It is a place where artists, students, teachers, architects, T-shirt makers — basically anyone with a curious, creative mind — can seek information and inspiration. Visitors are encouraged to photograph, copy, and scan materials for future use in their own projects.

“This is a completely unconventional library,” Rick says. “It’s much more a place where serendipity rules.”

A certain magic comes courtesy of the library’s unconventional shelving system, designed by Megan to maximize what she calls “browsing-based discoveries.” It’s based on a continuum of ideas and interests, not Dewey Decimals. In a section dedicated to the American South, for example, a dusty government tome about Georgia’s river system might nestle next to a paperback copy of Deliverance.

“[Library visitors] tend to start going where they think they’re headed,” Megan said. “Then they find something they’d never seen before, and they just go in a different direction. They come out going, “Wow! I thought I was looking for this, but I found this.'<0x2009>”

Opened to the public in June 2004, the Prelinger is tailored to its current location. Though the fit is snug, Prelingers have no plans to upsize. “The collection is composed in such a way that there’s a relationship between the aisles,” Rick explains.

But the collection is anything but static. In addition to what they call the “user-based chaos” that arises when visitors remove and replace books on the shelves, the Prelingers are constantly adding to, and editing, their highly selective inventory. Subjects range from transportation and land-use to media studies and political history (they joke that the stacks harbor “98 percent bad ideas”). “[The library is] specific to what we’re interested in,” Rick says. “But we’re interested in a lot of things.”

The Prelinger also boasts an online component composed of thousands of digital books that may be downloaded for free. Though this represents only a fraction of the physical collection, it’s a useful tool for those who can’t visit the library in person. As it is, the place has limited hours, and both Prelingers support it with other endeavors.

Megan is also a historian, a wild-bird rehabilitator, and an author; her 2010 release, Another Science Fiction: Advertising the Space Race 1957-62 (Blast Books), is a gorgeous, hefty volume that culls and contextualizes imagery from magazines like Missiles and Rockets, bound editions of which can be admired in the library. Rick is widely known for the Prelinger Archives, a groundbreaking moving image archive he founded in 1983. It eventually grew to include more than 60,000 works — all originally made by amateurs or earmarked for industrial, educational, and advertising use. Much of it was acquired by the Library of Congress in 2002 and 2003 (some 2,500 titles are also available online). The archive inspired Rick’s 2004 collage film, Panorama Ephemera, as well as his popular “Lost Landscapes” presentations, which meld lively discussions about history with found footage.

Along those lines, the Prelingers have a new-old passion: home movies. “Megan and I now run a really fast-growing and exciting home movie collection,” Rick says. “Home movies — that’s the only cinema that matters for me. Each one is unique. We think we understand home movies, but they’re shallow and deep at the same time.”

Rick’s latest film (“slowly in the works”) will be based on this burgeoning collection. “One of the things that we say we’re trying to do — it’s a little grandiose, but it’s actually true — is putting together a complete ethnographic portrait of 20th century North America through home movies,” Rick says. Looking at what they’ve accomplished so far, it’s not hard to conclude that if anyone can pull off such a feat, it’ll be the Prelingers.

DINE One of the revelations in Peter Mayles’ cycle of enchanting memoirs about life in Provence (A Year in ProvenceToujours ProvenceEncore Provence) is that some of the best food in France is to be found at truck stops. This stands to reason, since truckers are a migratory species whose survival depends on knowing where to eat — and French truckers spend their days zooming around France, a land where food and wine are as much a part of the national identity as the language itself.

Citizen’s Band (which opened in August on a semi-sketchy stretch of Folsom St. in SoMa) isn’t quite a truck stop and it certainly isn’t in France, but it does have, stashed above the door, a collection of vintage CB radios, the kind whose tinny crackle helped drive C.W. McCall’s 1975 truckers’ anthem, “Convoy.” And it is, in its hipster-city way, a convincing contemporary version of a roadside diner: it has a long counter, zinc-topped tables, harsh lighting, and plenty of din, all at the edge of an insanely busy street.

But the place doesn’t serve Pabst Blue Ribbon beer, despite a plethora of hipsters, and the staff all seem to be relations of Flo, the cheeky woman from the Progressive Insurance TV ads. Indeed, beer places a distant second as a libation to wine, which is offered in a variety of interesting pours listed on the huge chalkboard that backs the counter. So maybe we’re not so far from France after all. Or somewhere in Europe. Lately I’ve noticed a small but definite bloom on wine lists of reds produced in German-speaking lands, and Citizen’s Band offers a glass of Blaufränkisch, an Austrian red, for $7.50. Our (female) server described it as “feminine,” not a customary description for wine. To me, the wine was light and spicy, like a nero d’avola after some heavy core training. Could this be what she meant?

If a convoy of hungry, discerning French truckers came rolling up to Citizen’s Band, what would they find, apart from trouble in parking? American food, subtly reimagined and cooked to the highest standard. Chef Chris Beerman’s menu includes elements of what we might call comfort cuisine, including macaroni and cheese and a burger with fries, but it also soars into the higher airs of the gastronomic ether — and even the homey stuff is enriched by a close attention to detail.

The mac ‘n’cheese ($8) was made with fontina and a Sonoma dry-jack fonduta, which helped permeate the pasta tubes. I didn’t like the fried onion rings on top; they were crunchy but discordant. A plate of humble franks and beans ($8) was stylishly reinvented with grilled sweet Italian sausage from Paul Bertolli’s Fra’ Mani in Berkeley, surrounded by butter beans (from Iacopi Farms) in a rich sauce of oregano, pecorino romano, and (to judge from the glossiness) butter. And how many diners, or truck stops, would toss a salad of baby arugula leaves ($8) with diced peaches (for deep sweetness), almond brittle (for sweet crunch), Point Reyes blue cheese (for rich bite), and a huckleberry vinaigrette for a final fillip of piquancy and (deep purple) color?

The burger ($13, plus $2 for cheese) was quite a production. The beef was kobe, from Snake River Farms; the bun, challah (which is pretty much brioche, for purposes of richness). Also aioli and house-made burger pickles and — better than either of those items, good as they were — no raw onion. Best of all, the kitchen actually grilled the meat as ordered, to medium rare, as recommended by Flo. A medium-rare burger means a juicy burger, and juiciness makes all the difference. A dry burger is a dead burger. The stack of fries on the side was excellent, still warm and crisp from the deep fryer.

The roasted red trout ($20) looked like a pair of cantaloupe slices slipped atop an heirloom-tomato panzanella, with a scattering of garlicky Monterey Bay calamari and some uncredited braised greens. The fish was lovely, but it was the panzanella that commanded our attention: it was colored by several shades of cherry tomatoes and made crunchy by croutons toasted gold. Panzanella is summer on a plate, but it’s also, at least traditionally, frugality on a plate, a way of rejuvenating bread that’s past its prime. To find it deployed with such elegant discipline here was a delight. Encore!

Appetite: Three beef sandwiches that get it right

In today’s Appetite installation, Virginia Miller ranged near and far (in a fabulous pair of vintage pumps, as is her wont) in search of the meatiest hunk of sandwich available for hungry city souls. Sink your teeth into one while watching your — cross your fingers — new league champion baseball team. Go Gigantes! 

1. Deli Board’s Boca 

You’ll do a double take when arriving at the address given for SoMa’s Deli Board. The window is lined with butcher paper, giving the place an under-construction look. Per building owner’s rules, you can’t even step inside the entrance of the building but must wait on the sidewalk to get your sandwich, soup, or salad. But once you do, Deli Board’s friendly staff ensures that you get a sandwich hot off the grill, freshly made within the last few minutes. Their Boca sandwich ($9) is a triple beef threat with brisket, corned beef, pastrami, delicately sliced in a sweet French roll with Muenster cheese, pickles and brown mustard. Though I could have used more of their “board sauce”, the beef is perfection, melting warm in my mouth: feathery light, yet dense and meaty with a radiant, multi-color meat ranging from pink to brown.

2. Refuge’s roast brisket of beef

The famed pastrami sandwich at San Carlos Belgian beer bar and sandwich-burger joint, The Refuge, deserves the accolades. But equally worthy is their roast brisket of beef ($12). The beef is layered on warm bread in tangy sweet Carolina-style sauce with a lather of horseradish cream to give the already addictive beef even more lusciousness.

3. Sycamore’s roast beef sandwich

Sycamore is a cozy little cafe on Mission Street, the kind of neighborhood joint where quality beers, wines, happy hour prices and sliders (I like the BLT slider) keep you coming back. But the real highlight is Sycamore’s famous roast beef sandwich ($8) on grocery store-reminiscent sesame buns with BBQ sauce and mayo, a sandwich that pays tribute to the roots of native Bostonian owners. The beef is pink, thinly sliced, soft but hearty, and dissolves in your mouth. Eating it makes me feel like a kid again.
