FILM To say that Bill Cunningham, the 82-year old New York Times photographer, has made documenting how New Yorkers dress his life’s work would be an understatement. To be sure, Cunningham’s two decades-old Sunday Times columns — “On the Street,” which tracks street-fashion, and “Evening Hours,” which covers the charity gala circuit — are about the clothes. And, my, what clothes they are.

But Cunningham is a sartorial anthropologist, and his pictures always tell the bigger story behind the changing hemlines, which socialite wore what designer, or the latest trend in footwear. Whether tracking the near-infinite variations of a particular hue, a sudden bumper-crop of cropped blazers, or the fanciful leaps of well-heeled pedestrians dodging February slush puddles, Cunningham’s talent lies in his ability to recognize fleeting moments of beauty, creativity, humor, and joy.

That last quality courses through Bill Cunningham New York, Richard Press’ captivating and moving portrait of a man whose reticence and personal asceticism are proportional to his total devotion to documenting what Harold Koda, chief curator at the Costume Institute at the Metropolitan Museum of Art, describes in the film as “ordinary people going about their lives, dressed in fascinating ways.”

Press goes about filming Cunningham the way the photographer claims to capture his own subjects: “discreetly, quietly, invisibly.” Press, along with producer Philip Gefter and cinematographer Tony Cenicola (also a Times staff photographer), followed Cunningham for two years with no crew (after Press spent eight attempting to get Cunningham’s consent), tailing the photographer from uptown soirees to the runways of Paris fashion week.

Interspersed with Cunningham’s own sharp insights and footage of the photographer biking around Manhattan and throwing himself into oncoming traffic to get the perfect shot, are interviews with old friends and frequent subjects: Upper West Side grandes dames, fashion powerhouses, former editors, neighbors, and strutting peacocks. The loving accounts they share of encounters with Cunningham sing his artistic praises and unwavering kindness but stop short of revealing much about the man himself, save for his monasticism.

Cunningham famously lived for decades in a tiny studio apartment above Carnegie Hall filled almost exclusively with negative-stuffed file cabinets and an Army cot. His uniform is the cheap blue jacket worn by French street sweepers, augmented by a duct-tapped poncho in inclement weather. He rarely stops to schmooze, let alone sleep or eat. When a real estate agent shows Cunningham, who over the course of filming was evicted from his Carnegie Hall cell, the kitchen of the new apartment he will be relocated to, he genially scoffs, “What would I do with that?”

Cunningham’s disdain for the material and emotional comforts most of us take for granted might seem at odds with the worlds he documents (perhaps the film’s most shocking moment comes when Cunningham casually reveals he has never been in a romantic relationship). Fashion has become a hydra-headed beast of which street style, and the myriad bloggers who document it, have been completely swallowed by.

What Bill Cunningham New York makes clear, however, is that for this man, sustained by indefatigable reserves of passion and the ability to see what others can’t, the pursuit of beauty is not merely his chosen vocation; it has always been and always will be a calling.

A meeting of Mayor Lee and Bloomberg’s minds

Mayor Ed Lee described New York Mayor Michael Bloomberg as “a model of mine” as the two men exchanged gifts in the Mayor’s Office, and reporters unsuccessfully tried to figure out which of the two men is taller.

Bloomberg gave Lee a box of golf balls, Lee gave Bloomberg a trolley bell, organic hot dogs, a lifetime membership to the San Francisco Museum of Modern Art, and the two men had a meeting of the minds when it came to the need for big cities to reduce greenhouse gas emissions.

Lee prefaced his gift giving by saying he intended to make Bloomberg an honorary citizen of San Francisco.

“Does that mean I’ll have to pay taxes?” Bloomberg quipped.
“If they go up, you’ll be the first to know,” Lee replied.

Bloomberg said it was “fun to talk” with Mayor Lee about energy conservation and environmental activism. “Things like the environment are things mayors have to deal with every day,” Bloomberg said, noting that cities account for 70 percent of the world’s greenhouse gas emissions.”

Bloomberg praised San Francisco for approving an ordinance that requires owners of non-residential buildings to make public how much energy each building consumes each year. The legislation is meant to improve energy efficiency in existing buildings, reduce greenhouse gas emissions, lower energy costs and create green jobs. It also requires commercial buildings over 10,000 square feet to conduct energy-efficiency audits every five years.

“Each can profit from each other’s experiences,” Bloomberg said, noting that because NYC has a more carbon efficient mass transit than most U.S. cities, its buildings are responsible for creating 80 percent of NYC’s emissions. 

Asked about a lawsuit that his transportation commissioner Janette Sadik-Khan reportedly triggered by installing a bike lane along the boundary of an affluent Brooklyn neighborhood, Bloomberg flashed a smile that didn’t suggest he thinks Sadik-Khan is now a PR liability for his administration.

“Change is difficult,” Bloomberg replied, acknowledging that there are “battles between those who drive cars and ride bikes.”

“Mass transit is the solution for every big city,” he continued. “And the bicycle is one of the answers, but they can be dangerous. Roads are not just for motor vehicles. They are also for bikes and pedestrians. The key is pedestrian safety.”

“Our transportation commissioner is very innovative,” Bloomberg continued, referring back to the reportedly embattled Sadik-Khan. “She therefore does come under criticism, but I should be the one taking the heat, not her!”

“Closing Times Square was one of the most successful things we’ve done,” he added, referring to another initiative that Sadik-Khan championed, in addition to installing bike lanes on crowded streets and proposing to shut part of NYC’s 34th Street to cars.

Asked for his impressions of San Francisco’s homeless problem, Bloomberg pointed out that he had just traveled straight from the airport to City Hall by BART, and therefore didn’t have a deep grasp of the issue locally. “I don’t know the specifics,” he said.

But he was happy to outline how New York set “a very aggressive goal” of reducing its homeless population that it then failed to meet it, in part because the economy tanked. “The numbers are down about 13 percent each year,” he said, noting that he hasn’t seen the 2010 statistics.  “But only a small number sleep on the streets,” he continued, noting that folks in NYC, “have to work to qualify for rental assistance.”

Asked to give Lee some mayoral advice, Bloomberg said, “The public wants elected officials who are genuine, who are doing things for what they think are the right reasons.

Asked to give Lee specific advice on how to stay out of trouble as the city’s top official, Bloomberg joked that Lee should move to New York until the end of the year, when his term as interim mayor expires. “But then he’d get into trouble for doing that,” he said. And then he and his coterie of security guards and photographers were out of the press conference and into the elevators, faster than a cabbie trying to beat a red light on a sweltering night in the Big Apple.

Rise up and reflect

FILM A 10-part anthology film marking the 100th anniversary of the Mexican Revolution, Revolución derives most of its resonance from bits of Mexico’s landscape and cultural identity rather than head-on treatments of the revolution and its ideals.

However, this should only be read as a shortcoming if one approaches the film anticipating overt political or nationalist engagement. Instead, as might be expected from independent-minded, festival-focused directors such as Fernando Eimbcke (2008’s Lake Tahoe) and Carlos Reygadas (2007’s Silent Light), these 10 short films by Mexico’s most recognized directors and actors (Gael García Bernal and Diego Luna coproduced the entire project and directed segments) shape up in unexpected ways.

Taken as a whole, Revolución presents an ordinary, dignified, beautiful Mexico (in contrast to its increasingly violent image, courtesy of sensationalized news reports). Apropos to the diversity of the nation is the diversity of cinematic styles employed.

Patricia Riggen’s Beautiful and Beloved is a heartfelt and comedic story of familial duty leading to a small revelation. When a second-generation immigrant has to sneak the corpse of her father across the border to fulfill his wishes of being buried in Mexico, she is initially resentful. But something in her changes amid the massive funeral procession when she engages with her dad’s garrulous old pal. Beautiful offers one of the more conventional narratives in the film; it also includes the most direct references to the revolution and outlines an easily discernible conflict. Rodrigo García’s 7th and Alvarado, on the other hand, is a dreamlike juxtaposition of ordinary pedestrians and traditional horseback soldiers on the streets of a Hispanic area of Los Angeles.

Similarly, the three segments that portray celebrations in order to consider how the revolution is remembered today are all poignant yet quite distinctive from each other. Eimbcke’s graceful The Welcome Ceremony opens the film on a quiet, observant note by depicting a taciturn tuba player preparing for a concert that never happens. Reygadas’ This is My Kingdom is a vérité-style depiction of raucous outdoor activities that contrasts middle-class enjoyment with the rituals of the homeless who share the space. Rodrigo Pla’s vision, 30/30, may be Revolución‘s most cynical — it explores the dissonance experienced by Mexican Revolutionary general Pancho Villa’s grandson when he is both superficially honored and callously ignored at a centennial event.

SF local artist’s purpose within reach

“I wanted to teach people, tell them how to do it. I always dream about taking back the city through art.” Reynaldo Cayetano Jr. is showing me his photographic prints in a Lower Haight coffee shop. He’s explaining to me how a guy who grew up in San Francisco came to be on the brink of his third art show in San Francisco (Purpose: Beyond Reach, coming up on Sat/20 at Rancho Parnassus).

Is it weird that this trajectory needs explaining? Common sense says that growing up in a world-class art city would give you a leg up on an career amidst darkrooms and gallery openings. But that’s not the case in cities, really. Local kids get the boot for all kinds of reasons in today’s 21st century – especially creative types who aren’t ready to divest their days to the rat race necessary to stay and live in our great urban spaces.

Maybe to look for real, SF-grown artists you have to see beyond the standard downtown gallery scene. Cayetano’s art shows take place at non-traditional venues – the most recent of which was Bayanihan Community Center on Sixth Street, in the neighborhood that Cayetano grew up. The 23 year old populates the shows half with friends he grew up with and half simpatico souls he meets around the city (full disclosure: my boyfriend falls into this category for the upcoming Sat/20 show). 

Cayetano (Rey to friends) says he’s always been “a spectator of art.” He began sketching as a teen, copying his older brothers who liked to draw. “But soon I was getting better than they were,” he tells me, smiling over coffee and a pastry at the round table we’re sitting at with fellow Inks of Truth artist, photographer Chris Beale (whose shots illustrate this article). 

We’re passing around the portfolio of the two men, who met in a City College photojournalism class and bonded over being the only ones working with film in a digital world (“making it, like, twice as hard on ourselves,” they tell me, clearly relishing the challenge). Cayetano’s folder of prints shows street scenes from his recent trip to the Phillipines — a journey he’s made only twice since his father, mother, two brother, and he moved to California in 1993.

I turn the page and there is a black and white closeup of his uncle’s knotted hands, then photos from his life in SF: friends, protesters at immigration rallies, corners and streets he’s walked for years. Beale, a long time SF resident originally hailing from Baltimore, has crisply developed shots of Rey in his own book, a dissenter giving the finger to City Hall’s golden cupola, an image of the two’s friend – and emcee who’ll be playing his new album at Saturday’s event – Patience the Virtuous, gazing into the MUNI bus yards. 

Rey started curating his group shows — which display the work of a loosely bound collective called Inks of Truth — to fight ignorance in the SF community. Ignorance of pedestrians, that is. Spurred by a good friend’s death on the Alemany and San Jose S-curve (the young woman for whose 21st birthday present the camera he shoots with was intended), he brought together creative acquaintances for an event that “was supposed to be an art show, but leaned towards awareness.”

Photos from that show and Rey’s second depict a crowd of young people enjoying themselves amidst the physical evidence of their collective creativity, at one point clearing the floor for some b-boys to get in on the show and tell. It’s hardly the scene you see at many wine and cheese receptions that mark the debut of an artist’s work at other places around the city.

The events’ orchestration were big moves for a guy that has trouble seeing himself as a professional artist. “As soon as I call myself that, it comes with… I don’t want to say baggage, but it implies a lot of knowledge,” Rey tells me. “At first I thought that I shouldn’t have a show because I’m not a photographer, but then I thought no – that’s why I should do it.” When I ask him whether he sees a lot of the peers he grew up with in the Sixth Street neighborhood getting in on the SF art scene, he’s hesitant to make sweeping statements. “I feel like it’s lagging, but it’s not to the point where it’s hopeless.”

Perhaps this lag is what gives Cayetano the motivation for his inclusive shows. Saturday’s will feature works by sixteen artists in a variety of mediums. Cayetano is hungry to give others the adrenaline rush and fufillment that comes from finally, seeing one’s work on the wall. 

But it’s not always easy. In the midst of his own worry over producing events without professional guidance, Rey’s dealing with the varying levels of commitment of artists showing their beloved creative mindsprings for the first time. But overall, the process is one he seems to take inspiration in. “It’s great to give them that kind of anxiety, it’s a good stress. If you’re not stressing in the process, it’s not explosive,” he reasons.

In addition to bringing a taste of artistic involvement to the talented around him, the upcoming Purpose: Beyond Reach show at the Sixth Street cafe has another, even more salient community connection. It’s a food drive for Martin de Porres House of Hospitality, a place that Beale says is the soup kitchen of choice for many of the homeless people he’s spoken with. 

Cayetano elected Martin de Porres as the beneficee for its relatively small capacity. After speaking with representatives from larger shelters like Glide, he discovered “even if you raise a lot of cans, for a big shelter it will be gone within a meal.” Art show attendees are expected to load down their backpacks for entrance: those over the age of 21 are expected to donate at least five cans of food. 

For Cayetano, it was important that his third show reflect the entirety of the community where he was raised.  “It’s a testament of growing up on Sixth Street. The people out on the street now are the same ones that were there when I was growing up.” All the better to reflect the real community of San Francisco — if not that, then what are we painting for?

Ports blocked for Oscar Grant

The International Longshore and Warehouse Union Local 10 has called for a shutdown of Bay Area ports to call for justice in the case of Oscar Grant, who was fatally shot by BART police officer Johannes Mehserle on an Oakland train platform on New Year’s Day 2009. “Bay Area ports will shut down that day to stand with the black community and others against the scourge of police brutality,” said Jack Heyman, an executive board member for the union. Mehserle was convicted of involuntary manslaughter in July and is scheduled to be sentenced Nov. 5.

Endorsements 2010: San Francisco ballot measures

VEHICLE REGISTRATION FEE

YES

Proposition AA would add $10 to the existing annual fee for vehicles registered in San Francisco, which would bring in about $5 million a year in desperately needed funds for public transit and other environmentally friendly modes of transportation. Proceeds would help to fund new bike infrastructure, pedestrian crosswalks, and transit reliability projects. Some would also be spent on street repairs — with top priority given to streets with bikeways and public transit routes. Unless Muni and bike infrastructure improves, it’s hard to persuade drivers to leave their cars at home and choose greener ways of getting around. Prop. AA is in line with the city’s transit-first goals, and it will be a step toward reducing traffic congestion and helping public transit. Vote yes.

 

PROP. A

EARTHQUAKE RETROFIT BOND

YES

This $46.15 million general obligation bond to support seismic upgrades for wood-framed buildings is an important means of protecting San Franciscans in an earthquake and preserving affordable housing. A 2009 report by the Department of Building Inspection found that 151 buildings that received government affordable housing support — 8,247 units in all — could be destroyed in the next big earthquake.

Unfortunately, most of these buildings are break-even ventures for their owners, who have no incentive to put the money into needed seismic upgrades. This measure would fund those improvements with grants and deferred loans, which would accrue interest but would only need to be paid back if the owner makes a profit or tries to convert the building to another use, providing further guarantees that the housing will remain affordable even after an owner’s obligation to the state or federal governments ends. Vote yes on Prop. A.

 

PROP. B

CITY RETIREMENT AND HEALTH PLANS

NO, NO, NO

Back when the great national health care reform debate was raging, the Guardian advocated for a single-payer system, which would have cut out health insurance companies altogether. What we got instead was a bill that requires everyone to buy health insurance. Now endlessly rising health insurance costs pose a problem for the city — in years of financial stress, it must make ever-larger payments to cover public employees’ health benefits. The blame for this dysfunctional system should be pinned on health insurance companies, not public employees. After all, the industry spent millions lobbying federal lawmakers to preserve a system in which they are solidly guaranteed to make millions off the backs of taxpayers.

But Prop. B, introduced by Public Defender Jeff Adachi, asks public employees to bear the brunt of these ballooning costs. It would also require them to contribute up to 10 percent of their pay to fund retirement benefits. One of the most compelling arguments against Prop. B was articulated by Assemblymember Tom Ammiano in a recent Guardian editorial: “A single mother will be forced to pay up to $5,600 per year for her child’s health care — in addition to the $8,154 she already pays.” That cost would be the same whether the employee earns $40,000 or $100,000 annually — and that’s just unfair. Prop. B would deal the greatest blow to the people who have the least. But there’s a broader consequence, too — take this kind of money out of the pockets of working people and you’ve done just the opposite of stimulating the economy.

Adachi wrote and circulated his measure without negotiating with city employee unions or seeking a solution that would be less harsh and regressive. We’re all for reviewing the city’s pension and health care costs. But making the lowest-paid city workers take the same hit as the overpaid managers is no answer. Vote no on B.

 

PROP. C

MAYOR APPEARANCES AT BOARD

YES

If you feel like you’ve seen this measure before, that’s because you have — an advisory measure asking the mayor to show up once a month and answer questions at the Board of Supervisors passed overwhelmingly in 2006. But Mayor Gavin Newsom ignored it, and a tougher measure failed the next year after Newsom raised $250,000 to defeat it.

Now the problem is worse than ever. In a year in which back room negotiations and underhanded political tactics marred the city budget approval process and other legislative initiatives, progressive supervisors are again trying to get Newsom and future mayors to engage in a political dialogue, in public, to determine what’s best for the city. This is precisely how the people’s business should be done, in an open and transparent way that respects the role that these two branches of government are supposed to play in running the city. Besides, won’t it be fun to watch? Vote yes.

 

PROP. D

NONCITIZEN VOTING IN SCHOOL BOARD ELECTIONS

YES

Sponsored by Board President David Chiu and Sups. David Campos, Eric Mar, John Avalos, Ross Mirkarimi, Sophie Maxwell, Chris Daly, and Bevan Dufty, this charter amendment would extend the right to vote in local school board elections to San Francisco residents who are parents, guardians, and caregivers of children who attend school in San Francisco, regardless of whether these residents are U.S. citizens.

One-third of San Francisco residents are foreign-born. Parental involvement has been determined as a critical factor in children’s education — and this measure only applies to elections for the Board of Education. Vote yes.

 

PROP. E

ELECTION DAY VOTER REGISTRATION

YES

In an era of growing political apathy and cynicism, anything that draws more people into the electoral process is a good thing. So this common sense measure by Sup. Ross Mirkarimi to remove one more barrier to participation in elections is a positive step.

Current state law requires eligible voters to register at least 15 days before an election. Prop. E would allow any city resident to simply show up at a polling place on Election Day, register to vote, and participate in a municipal election. Eight other states currently offer same-day voter registration. Vote yes.

 

PROP. F

HEALTH SERVICE BOARD ELECTIONS

NO

Sup. Sean Elsbernd, who sponsored this measure, says it will save the city money be consolidating elections for the board that oversees the city employee health care fund. But it won’t save much — $30,000 a year, at most — and the unions that represent the people who are served by this board say risks turning board elections into more expensive and complex political contests. Vote no.

 

PROP. G

TRANSIT OPERATOR WAGES

NO

We understand the motivations behind this measure — Muni drivers are the only city employees who don’t have to engage in collective bargaining for wages and work rules. Instead, the City Charter guarantees them the second-highest salary level of all comparable transit systems in the nation. Although that’s not an unreasonable salary level given that Muni is perhaps the country’s most challenging transit system and San Francisco has one of the highest cost of living price tags in the country, no city workers should have their salaries set this way.

We also agree that many of Muni’s work rules need to be changed and that removal of the salary guarantees would give the city more leverage to make those changes. We even agree that Transport Workers Union Local 250 hasn’t done itself any favors and should have been a better partner in this year’s difficult city budget process.

But we oppose Prop. G, which inappropriately seeks to blame Muni’s problems on its drivers and would set a new standard for collective bargaining that could hurt workers and perhaps make Muni more dangerous to pedestrians and others.

Like all city employees, Muni drivers are banned from going on strike. In exchange, the city agrees to binding arbitration if contract talks reach an impasse. But this measure adds a factor that exists in no other city union contract: the arbitrator would have to consider whether a proposed contract could negatively affect service.

While that might seem benign or even appropriate, the reality is that everything from driver rest breaks to assisting those with disabilities to the expectations of how fast drivers can complete a route all potentially affect service, forcing the arbitrator into positions of agreeing with city officials who have been choosing the politically expedient path of trying to squeeze more out of Muni without trying to give it the resources it needs to operate safely, efficiently, and reliably.

Earlier this year, progressive supervisors tried to craft an omnibus Muni reform measure that removed driver pay guarantees from the charter while also trying to get it more money and make critical changes in how the system is governed, an effort the TWU supported but that the supervisors ultimately abandoned. That’s the kind of balanced approach the system needs and it ought to be revived. In the meantime, vote no on G.

 

PROP. H

LOCAL ELECTED OFFICIALS ON POLITICAL PARTY COMMITTEES

NO

This one’s a pure political vengeance act by Mayor Newsom, who is unhappy that the local Democratic Party is controlled by progressives who oppose his initiatives. The measure would bar elected officials in San Francisco from serving on the Democratic or Republican County Central Committee. It’s almost certainly unconstitutional — the parties get to decide their own membership rules — and has no rationale at all except the mayor’s personal sour grapes. Vote no.

 

PROP. I

SATURDAY VOTING

YES

Okay, we’re suspicious of Prop I. The sponsor is Alex Tourke, a political consultant whose client list isn’t exactly a roster of progressive San Francisco. And it’s a little funky — it calls for an experiment in opening the polls the Saturday before the next mayoral election, with the costs covered by private donations. And the idea of private interests paying for an election strikes us as bad policy.

But at its base, the idea is sound. Tuesday voting is a very old idea that makes no sense in the modern age. We’d much rather see Election Day held at a time when most people aren’t working. In fact, we’d rather see the polls open for a week, not just one day. And this is a one-time test to see if weekend voting might increase turnout. Vote yes.

PROP. J

HOTEL TAX CLARIFICATION AND TEMPORARY INCREASE

YES

There are two competing hotel taxes on the November ballot: Prop. J and Prop K. Prop. K contains a poison pill: if both measures pass, whichever gets the most votes take effect. Both J and K try to address legal insufficiencies in San Francisco’s existing hotel tax, but Prop. J also asks visitors to pay a slightly higher tax — about $3 a night (the cost of a latte) — for the next three years.

Currently the way hotel taxes are assessed allows some online customers to avoid part of the tax. When a customer books a hotel room through an online booking service like Expedia or Orbitz, the hotel tax is only assessed on the amount that a hotel receives, not the amount that the website charges the customer. In other words, if a website sells a room to an online customer for $150 a night, but only $120 of that goes to the hotel, the customer is charged hotel tax on the lower amount. If Prop. J passes, the customer will have to pay a hotel tax on the full amount paid to the online booking service. The measure would also eliminate a loophole that allows airlines to book rooms for flight crews without paying any tax. Those changes are expected to generate at least $12 million a year. The $3 increase in the hotel tax will generate another $26 million.

The Chamber of Commerce and Convention and Visitors Bureau say the measure could hurt tourism — but it’s hard to imagine how somebody will decide not to visit San Francisco because of a $3 a night fee. Vote yes.

 

PROP. K

HOTEL TAX CLARIFICATION

NO

Put on the ballot by Mayor Newson at the behest of large hotel corporations, Prop. K also seeks to close loopholes in the hotel tax. But Prop. K doesn’t include a tax increase, meaning that it will contribute millions less to the city’s General Fund at a time when San Francisco is having trouble balancing its budget, leading to ongoing cuts in city staff and services.

Prop. K’s a direct attempt to undermine Prop. J. Vote no.

 

PROP. L

SITTING OR LYING ON SIDEWALKS

NO, NO, NO

What kind of a city is San Francisco? If proponents of Prop. L, the Civil Sidewalks Ordinance, were to be believed, it’s a city where nothing is done when uncivil people harass pedestrians, drink on the sidewalk, or pee in public. Even though Prop. L purports to address this kind of behavior, all it really does is outlaw sitting or lying on public sidewalks.

We think San Francisco is the kind of city that is smart enough to reject this dumb idea. The Prop. L proponents like to say it’s about public safety, but there is nothing inherently unsafe about sitting or lying down on the sidewalk. Street poets sit at their typewriters to sell sonnets to tourists. The tamale lady sometimes sits while selling her tasty Mexican treats. Day laborers sit when they get tired of standing around waiting for work. Many people who live on the streets lie down to sleep beside their shopping carts. If Prop. L passes, there is nothing to guarantee that buskers, day laborers, homeless people, partygoers, people with bad knees, or anyone else would not be harassed by police for the simple act of sitting.

But even if there are people squatting on the sidewalk harassing passersby, how is this law going to change that? All they have to do is stand up — which would still be legal. If they persist, and the police arrest them, the city will be on the hook for millions of dollars in costs for prosecution, defense, and incarceration.

The notion that the ordinance would only be used against troublemakers is problematic too, since a law that is selectively enforced could open the door to legal headaches. Prop. L is misguided, draconian, unnecessary, and the wrong direction for San Francisco. Vote no.

 

PROP. M

COMMUNITY POLICING AND FOOT PATROLS

YES

Prop. M offers an enlightened alternative to Prop. L. Introduced by Sup. Ross Mirkarimi, it would require the chief of police to establish a comprehensive beat patrol program, with cops on the beat, to deal with the safety and civility issues Prop. L seeks to address. It would also direct the Police Commission to adopt a written community policing policy, involving police interactions with the community, focusing police resources on high crime areas, and encouraging citizen involvement in combating crime. Prop. M also has a poison pill: if the voters adopt both M and L and M gets more votes, then the law against sitting or lying down on the sidewalk would not take effect. So a yes vote for Prop. M is kind of like another no vote against Prop. L. Vote yes.

 

PROP. N

REAL PROPERTY TRANSFER TAX

YES

With the city facing a massive structural budget deficit, it’s hard to argue against a measure that would bring in an average of $36 million without hurting anyone except the buyers and sellers of very high-end property — that is, big corporations and exceptionally wealthy individuals. Prop. N would slightly increase the tax charged by the city on the sale of property worth more than $5 million. Vote yes.

Walk SF goes pro as pedestrians get priority

Walk San Francisco, a longtime pedestrian advocacy organization in San Francisco, wants us all on our feet and in the streets. This week, the organization welcomed Elizabeth Stampe to their nonprofit team as executive director — its first executive director in four years – just as the city of San Francisco has made it official policy to promote walking over other transportation options.

With the help of Stampe, who spent eight years as communications director for the Greenbelt Alliance, Walk SF plans to improve overall street safety and increase pedestrian activity throughout the City. However, with Stampe’s plans to make San Francisco “the most walkable city in America,” there also comes a fair share of speed bumps to take into consideration. For one thing, the desire to keep all pedestrians in a large metropolis safe is about as simple as keeping Tiger Woods celibate — the issue may never be completely resolved.

Walk SF, although welcomes Stampe with whole heartedness, will need to step up their game funding-wise now that they have officially gone pro. “We’re looking for all of the funding we can find right now,” Stampe said. “Especially right now funding is not a sure thing”

Getting San Franciscans walking instead of driving may be an arduous task, but it is a task Stampe is ready to take on. She said organizing and promoting street events is “a way of showing that we can use streets in a different way,” other than solely attempting to exterminate the notion of an unsafe road. “That’s something we really want to build here.”

Walk SF’s number one goal is to safeguard pedestrians and make walking fun again. However even though walking provides fabulous oxygen circulation as well as exercise, being a pedestrian can sometimes become a high risk activity. In a report released in 2009 by Transportation for America, studies showed that 27 percent of all traffic deaths in the San Francisco region —which includes Oakland and Fremont — were pedestrians.

The study also reported that there were 72 pedestrian fatalities in the SF region in 2008, which rose from 64 in 2007. Transportation for America also refers to potentially hazardous roads as “dangerous by design roadways,” which Stampe describes as any type of road that encourages fast driving.

“Pedestrians also have the right to speak up for safety,” Stampe said. “There are [dangerous by design roadways] in San Francisco, where there’s very little to influence cars to slow down.”

While San Francisco’s hilly streets make for a thrilling car ride, the amount of pedestrian-vehicle collisions that take place in this city alone are enough to shoot down any race car driver dreams of careening down Nob Hill.

Stampe mentioned well-known streets such as 19th Avenue, Masonic Avenue, and Monterey Boulevard as some of the most prominent dangerous by design roadways, listing several priorities in promoting pedestrianism.

“The first thing is for there to be more equity in how funding is distributed,” Stampe said. “Right now much more money goes towards funding for cars than sidewalks.” 

A way in which this may soon change can be found in Proposition AA, which is on the ballot for this November’s elections. Walk SF Board President Manish Champsee explained how Prop AA will help strengthen sidewalk safety and promote more walking.

“It is a vehicle registration fee, projected to bring about $5 million a year,” Champsee said. “It costs $10 every time you register your car.”

If passed, 50 percent of Prop AA funding will go to road resurfacing, 25 percent will go towards transit reliability improvements, and another 25 percent for pedestrian safety. Champsee tells us about what his organization calls “walkability,” which makes places inviting to walk through and deflects local street crime.

“There should be active ground floor uses,” Champsee said. “At street level,you should have retail, eyes on the street.”

After traveling the world, Stampe feels inspired by street culture abroad and hopes to bring that same environment to San Francisco. She explained that in places like India and other Asian countries, “what you realize is that people are paying much more attention there,” regardless of the J-walking cows and street vendors blocking the road.

Champsee’s street-life inspiration lies in bicycle communities like Amsterdam and sidewalk café culture in Paris. Community events such as Sunday Streets, in which San Francisco city streets are temporarily closed and completely open to pedestrians, are what members of Walk SF hope to see more of.

Walk SF’s own event, Peak to Peak, will take place Oct. 16, and hundreds of walkers will make the trek from one side of the city to the other. “There are 10 different peaks,” Chamsee said. “You see parts of the city that not many have seen before.”

From advocating the reduction of car use to asserting local speed limits, Walk SF clearly has a lot in store for our city. And when asked if we can expect anything like Bay to Breakers from Peak to Peak, Stampe replied, “Probably, but with fewer naked people.”

 

Legislators behaving badly

There’s only one country in the world that allows children to be sentenced to life without parole. Only one place on Earth where a 16-year-old can be sent to prison for life, without any chance at redemption. Only one place that doesn’t recognize that brain development, including judgment, isn’t complete until a person reaches his or her 20s.


And that’s the United States.


State Sen. Leland Yee, a child psychologist, had a very moderate bill in the Legislature this year that would have given juveniles sentenced to LWOP a chance after 15 years to be reconsidered for parole. That would put California somewhere close to the rest of the civilized world.


“SB 399 is not a get-out-of-jail-free card; it is an incredibly modest proposal that respects victims, international law, and the fact that children have a greater capacity for rehabilitation than adults,” Yee noted.


It cleared the state Senate, and should have cleared the Assembly Aug 24. But even with the Democrats firmly in control of that body, Yee failed to get enough votes for SB 399. And one of the people who refused to vote for it was San Francisco Assembly member Fiona Ma.


You expect this sort of shit from Republicans and from some conservative law-ond-order Democrats. But it’s inconceivable that a San Francisco Democrat would be against a bill like this. 


What on Earth was Ma thinking? I couldn’t get her on the phone, but her communications aide, Cataline Hayes-Bautista, sent the following Ma statement:


 “I did not come to my decision on SB 399 easily – it’s legislation that I have carefully reviewed and considered for months. While I acknowledge that some juveniles in the correctional system may have the capacity to be rehabilitated after decades of being incarcerated, I feel that we cannot reset a defendant’s clock 25 years later expecting a victim’s family will reset their hearts.


I know our District Attorneys do not take life sentences lightly. These crimes are limited to first and second degree murder offenses with a special circumstance which include the most troublesome crimes: murdering a peace officer, murdering to achieve a hate crime, committing a murder that’s especially heinous, murdering for financial gain, and murdering while escaping lawful custody.


All of these sentences were handed down after murder victims’ families had the chance to speak out and address the court on the impact of these murders. To re-open these closed cases to new sentencing hearings would re-open the wounds already suffered by murder victims’ families, forcing these victims to re-visit and re-live cases they were told had been closed forever. I think it would be unfair to these victims’ families to have to re-live these horrific crimes and for that reason I felt compelled to oppose this legislation.


There are already deliberative checks in place throughout the system where prosecutors, defense attorneys, jurors, and particularly our judges, have the ultimate discretion to choose a lesser juvenile sentence when sentencing a juvenile murderer. In addition, the Governor has the power to grant pardons and commute sentences. This already provides an avenue for juveniles to seek extraordinary relief if justice calls for it.


 While I appreciate Senator Yee’s intent to create opportunities to rehabilitate juvenile criminals, these particular crimes rise to a standard in which we need to hold those responsible accountable for their actions.”


Sorry, but that’s just terrible. To say that the victims’ families are better off if juveniles — people who were too young to be fully responsible for what they did, and who in some cases didn’t even kill anyone (just being present when someone kills someone can be a life sentence) are locked up until they die is just kind of sick. I don’t know what else to say. Except to give an example of who is serving life without parole (from Yee’s press release):


One such case involves Anthony C., who was 16 and had never before been in trouble with the law. Anthony belonged to a “tagging crew” that paints graffiti.  One day Anthony and his friend James went down to a wash (a cement-sided stream bed) to graffiti.  James revealed to Anthony that he had a gun in his backpack and when another group of kids came down to the wash, James decided to rob them. James pulled out the gun, and the victim told him, “If you don’t kill me, I’ll kill you.” At that point, Anthony thought the bluff had been called, and turned to pick up his bike. James shot the other kid.


 The police told Anthony’s parents that he did not need a lawyer. He was interviewed by the police and released, but later re-arrested on robbery and murder charges. Anthony was offered a 16-to-life sentence before trial if he pled, but he refused, believing he was innocent. Anthony was found guilty of first degree murder and sentenced to life in prison without parole. Charged with aiding and abetting, he was held responsible for the actions of James.


 Okay, this kid doesn’t belong in prison for life, without any chance of parole. Thanks, Fiona.


Meanwhile, without the support of Yee, Assemblymember Tom Ammiano’s bill that would allow a traffic camera at Market and Octavis narrowly squeaked by the state Senate Aug. 24 and will now head for the governor’s desk. The bill has generated a lot of commentary on this blog; bicyclists and pedestrians think it will save lives in a crazy intersection, and privacy types worry about the creeping police state.


Adam Keigwin, Yee’s chief of staff, insists that Yee didn’t do anything to block the bill:


FYI: Senator Yee did not block the bill.  In fact, he told his colleagues who were looking for his input on a San Francisco specific bill that it was ok for them to vote for it, even though he voted no.  The bill passed today.  Again, the Senator has opposed all camera enforcement bills for several reasons: such cameras create a police state; law enforcement could use the film to enforce other laws; we should use actual officers, have better traffic improvements – like we have done on 19th avenue where we have gone from several deaths a year to zero; open government problem – film (government document) is allowed to be destroyed without the public ever gaining access to it; and finally other privacy concerns.


Still, he didn’t vote for it, forcing Ammiano and Sen. Mark Leno to scramble around trying to find another vote to put it over the top.

How to save Muni

Editors note: In this week’s paper, we offered a series of proposals for discussion at the community congress Aug. 14th and 15th. Here’s one that we couldn’t fit:

San Francisco is a transit-first city, yet its bus system is perennially in crisis. Everyone knows Muni needs fixing—but how do we do it in a way that honors the needs of both drivers and riders, while deepening San Francisco’s commitment to sustainability and transit innovation? How do we maintain and improve service when Muni and the San Francisco Municipal Transportation Agency face deep budget deficits and service cuts on a regular basis?

Here are a few priorities that Muni advocates have identified:

1. The discussion around MUNI must include everyone–motorists, Muni drivers and riders, neighborhood groups, business people, labor groups, low-income people, communities of color, seniors, youth and the disabled. 

2. Muni drivers should be encouraged and empowered to take an active part in the discussion.  In order to creatively address Muni’s operating problems, we must tap into the knowledge and experience of those on the front lines driving our buses.

Accountability, reasonable work rules and good performance are essential. While changes to the current work rules and practices deserve consideration, it must be recognized that Muni drivers have difficult jobs and important responsibilities that warrant good pay and proper respect—from both Muni riders and SFMTA Management.

3. An outside financial audit of the SFMTA should commence immediately.  The audit should include an analysis of how overtime is assigned, how other departments assess Muni for services, and how developer transit assessment fees and other revenues for Muni are assessed and collected. 

4. There’s been no management audit of the SFMTA since 1996.  Such an audit is long overdue, and should be performed as soon as possible.
Some other recommendations discussed at a Muni summit this spring:

A) Improving the flow of Muni Vehicles.  In September 2009, SFMTA Executive Director Nathaniel Ford supported the idea of conducting test programs to improve the flow of transit vehicles on congested streets such as Stockton Street and Columbus Avenue.  To date, there has been no follow through on this promise.  Action on this should proceed at once.

B) Priority for Light Rail Vehicles.  We must take steps to prevent trucks, automobiles, bicycles and pedestrians from slowing down light rail vehicles.  This would include pre-empted signals, signals in place of stop lights and traffic barriers, and eliminating the queues of automobiles that block the flow of light rail vehicles.  Similar steps would help facilitate the flow of buses: eliminating parking lanes on certain streets, limiting deliveries to off-peak hours and creating special parking zones for trucks.

C) Improved Customer Service. Buses will run faster and more smoothly with greater emphasis on getting riders to the back of the bus.  This would involve stationing rear door loaders to sell and collect tickets during peak commute periods. Conveniently located ticket vending machines would help speed up the loading process and allow passengers to pay fares with either credit cards or cash.
Funding and Costs

We all know that Muni must be adequately funded and efficiently run – but how?

To boost Muni use and revenues, the city can:

Work with large and small employers, apartment owners, residential developers and Municipal permitting authorities to provide incentives for people to use Muni Fast Passes and/or TransLink. 
Create a moderately priced all-day pass, and a higher cost day pass also valid on ferries and commuter bus services. Along major commercial corridors, businesses and employers who benefit from Muni should help subsidize the system — for instance, through progressive impact taxes.

Increase parking meter fees/hours/days and garage taxing rates as appropriate.  Eliminate parking exemptions, discounted all-day parking (except for neighborhood protected parking) and all other special parking privileges.

Sunday Streets creates public benefits from private labors

San Francisco locals will take to the streets this weekend as main roads in the Mission neighborhood are closed to automobiles for the sixth installment of Sunday Streets. On July 11, a three-mile route from 17th and Valencia to Dolores Park to Potrero Avenue will be car-free from 10 am until 3pm.

Taken from Bogota’s weekly ciclovía, in which nearly 100 miles of city streets are reserved for pedestrians and other recreationalists, Sunday Streets began in San Francisco almost two years ago. Since then, the tradition has made its way to other California cities including Los Angeles and Oakland.

“In San Francisco we have our own unique style,” event coordinator Susan King, who works for the nonprofit group Livable City, said. “We have different routes and we hit different neighborhoods year after year. In each neighborhood, the featured events have their own flair.”

This Sunday, revelers can look forward to performances by Grupo Azteca as well as capoeira and salsa dancing lessons, not to mention the countless restaurants in the area opening their doors early to the public. While the event has some support from the city and its San Francisco Municipal Transportation Agency, mostly in the form of permit fee waivers, it is run by Livable City and funded from corporate donations.

“Our corporate sponsors provide everything from durable goods, in-kind donations and cold, hard cash,” King said.

City officials have even curtailed helping with hanging “no parking” signs, leaving that task to volunteers from the SF Bicycle Coalition. That job was usually designated to the San Francisco Department of Parking and Traffic, but they have now stopped providing that service to an event that Mayor Gavin Newsom trumpets as something he’s bringing to the people. But King still calls Sunday Streets a good example of a public-private partnership.

“Everybody brings something to the table,” King said. “It’s a real cooperative entity with everyone pulling together to produce something really special.”

According to King, the benefits are widespread. Not only is it refreshing for the public to ditch their cars for a few hours, but it also reinvigorates the local economy. “It’s a real boom for the city,” King said. “Lots of people on the street means lots of eating. It’s good for business and good for the community.”

Acting executive director for the SF Bicycle Coalition Renee Rivera said that the Mission in particular has benefited from the crowds at Sunday Streets. “Everyone is enjoying the outdoor activities the event has to offer but, at the same time, are going to get ice cream, stopping for tacos or getting to enjoy all the merchants on 24th and Valencia,” Rivera said.

There are three more Sunday Street events following the Mission neighborhood closure. The Great Highway and areas of Golden Gate Park will be closed on August 22 followed by the Western Addition on September 19. The series will conclude on October 24 with the closure of the Civic Center and Tenderloin areas.

Oakland joins the car-free “ciclovia” movement

Joining American cities including Portland, San Francisco, and New York in borrowing the temporarily car-free ciclovia concept pioneered in Bogota, Colombia, Oakland officials will clear the automobiles from the heart of the city this Sunday for its first Oaklavia event.

The city’s invitation to “come play in the streets of Oakland” from 10 a.m. to 2 p.m. mirrors SF’s Sunday Streets call that brought thousands of people into the streets of the Mission District last Sunday, an event that will be repeated July 11 before moving to Great Highway Aug. 22 and the Western Addition Sept. 19.

“The heart and soul of a city is its pedestrians spaces,” former Bogota Mayor Enrique Penalosa, who started the trend, told the Guardian during a visit to San Francisco last year, emphasizing the value of borrowing space from cars to to create temporary parks, particularly in resource-strapped cities such as Oakland. “In a poor city, the inequality is felt most during leisure time,” he said. “My main concerns are equity and happiness and the way cities can contribute to those things.”

Sunday Streets contrasts with SF’s bike injunction

A day after bicyclists and pedestrians took over the streets of the Mission for the popular, incident-free Sunday Streets, and a day before the court hearing on whether to end the four-year-old injunction against bike-related projects in San Francisco, Judge Peter Busch today (6/21) issued a noncommital tentative ruling in the case, indicating he needs a hearing on myriad technical details to reach a decision.

Most members of the city’s bicycling community see the injunction as surreal and are simply unable to understand how the California Environmental Quality Act could be used to hinder a transportation option that is clearly a boon for the environment. The answer, say critics, lawyers, and Judge Busch, is that the city should have done an expensive EIR first to probe the finest of details of exactly how more bike lanes would disrupt traffic.

Or as Busch put it in his temporary ruling, he wants to explore questions such as: “1) WHAT OTHER ALTERNATIVES OR MITIGATION MEASURES DOES PLAINTIFF CONTEND RESPONDENT SHOULD HAVE ANALYZED OR CONSIDERED? 2) WAS RESPONDENT REQUIRED TO INCLUDE DATA UNDERLYING TRAFFIC LOS AND, IF SO, DID IT SATISFY THE REQUIREMENT? 3) DID RESPONDENT ABUSE ITS DISCRETION BY USING A SIX-MINUTE THRESHOLD TO ANALYZE TRANSIT IMPACTS?”

It’s a level of detail that only lawyers and traffic engineers can appreciate, and to the casual observer, it’s a level of detail that could maddeningly extend this entirely unreasonable injunction. And Sunday Streets was a great example of why it’s so unreasonable. Here’s an event that disrupted far more cars and buses than the Bike Plan would over a month, and it was done with no EIR and with no major problems.

Why? Because CEQA has an exception for temporary events, which is certainly a good thing. But if CEQA is used to extend this injunction for another month, or a year, then it’s time to revisit this unreasonable law and whether this was ever a reasonable ruling.  Because the harm he’s doing by dragging this case out for a year after the city completed the EIR – to bicyclist safety and to the environment when people are afraid to bike and choose to drive — certainly outweighs any harm this plan will do.

OPINION Steel gates, steeds with silver spurs, lush red carpet lining the streets, uniformed officers guarding velvet-roped grand entrances to fancy costume balls while commoners are arrested if they so much as stop to rest on a nearby sidewalk. Sounds like the days of feudal England, or Marie Antoinette’s Paris. Guess again — its San Francisco, circa 2010.

In the wake of the proposed sit-lie law, which would make it illegal for poor people to sit or lie on any public sidewalk or street, the San Francisco is increasingly giving public streets and sidewalks away to large corporate festivals where rich, mostly white people stumble around with open containers, drunk and disorderly.

Since last month’s expanding Bay to Breakers "race," at which drunk, oddly dressed white people sat on curbs, stumbled into doorways, toppled onto the streets, and partied with entitled impunity as only people with race and class privilege can in this country, I have felt uneasy. This so-called run, supported by large corporations, has increased its land grab of several blocks of city streets, causing increased traffic, pollution, and blocked arteries for pedestrians, cyclists, and cars — all so that white people can party in undisturbed inebriation all across the city.

And if you think it was just a benign day of public drunkenness, think again. Several of my friends of color who made the mistake of being outside on race day were subjected to an onslaught of hate speech from some very threatening gang members (from the INGCHARLESSCHWABSTANFORD Gang. "You think this is Arizona?" "Are you here to be a valet?" "Go Back to Mexico."

I was riding my bicycle a week later only to be stopped on my route up Van Ness Street because of the two-day preparation, and then almost 24-hour exclusive usage of McAllister and Van Ness streets for the Black and White Ball. Again: a state-sanctioned, corporate-and-private-philanthro-pimped event for rich white people to get drunk and party on city streets.

Why is it that white people in a corporate-sanctioned party are seen as more safe or civilized than the rest of us — and how do houseless people, poor people, and people of color get criminalized in our own communities for the sole act of convening, standing, talking, or being?

It’s important to note that the rhetoric and propaganda in support of sit-lie has gone so far as to cite the struggle of disabled people to get by sidewalks "cluttered" with houseless people or businesses having their customers scared away by houseless folks convening. Yet the plethora of drunk people lying on sidewalks after Bay to Breakers are not seen as an obstacle to safety.

DINE The boomlet in south Indian cuisine that began a few years ago with the opening of Dosa has now given us Ruchi — and meanwhile Dosa itself is on the march, having toted its dosas from the Mission uphill to Pacific Heights. Ruchi, like Dosa, offers dosas — pan-fried disks made from rice and lentils — but the two restaurants’ dosa styles are quite dissimilar, about which more presently.

Ruchi opened about six months ago on a stretch of Third Street in SoMa that, like so many stretches of so many streets in SoMa, is flooded with speeding traffic. The automotive torrent is certainly a hazard and almost certainly a disadvantage; (the original) Dosa, by contrast, occupies the old Val 21 space at Valencia and 21st Streets, with tons of pedestrians and a big public parking garage around the corner.

But Ruchi’s location does have its advantages. What was once an industrial neighborhood, largely empty at night, is increasingly residential, with new housing developments popping up right and left. There is even — almost — a quaint village feel to Ruchi’s block of Third. Across the way is a nice Italian restaurant, La Briciola, and if you were to wave at its patrons, it might be a little like waving at your fellow villagers across a placid creek, once a mere trickle through your settlement, that abruptly somehow became a whitewater. Still, they could see you and they might wave back.

Inside, Ruchi is a tasteful, muted modern, in earth tones. Just past the door is a length of slatted fence that looks like something to keep Spot the dog penned up in the kitchen instead of letting him run around peeing on every rug in the house. On the one hand the design is a little generic, but on the other it stands patiently in the background while the food steps up to be noticed. Our server one evening described south Indian cooking to us as “aromatic,” which for me helped explain the wonderful, pungent presence of fresh ginger in so many of the dishes.

Ginger, when combined with garlic and scallions, is strongly redolent of the wok cuisines, and whether or not Ruchi’s greens pullakoora ($8), a spicy spinach dish, was cooked in a wok, it had the sharp freshness of stir-fried vegetables you might find in a Chinese or Vietnamese restaurant.

The utappam dosa ($8), a house favorite according to the menu, surely hadn’t been cooked in a wok, but it did carry a strong charge of ginger, along with scallion and green chili. If you are used to Dosa’s dosas — thin, crisp, and folded in half — then you might find Ruchi’s version, which resembles a slightly spongy pizza scattered with toppings, unexpected. We were told to cut it up like a pizza, and we did, satisfyingly.

South Indian cooking might indeed be aromatic rather than spicy, but Ruchi’s menu doesn’t lack for spicy items. The mirchi bajji ($5), in particular — serrano peppers coated in chickpea batter and fried to look like little corn dogs — is as blazing a dish as I’ve ever had. Although I like spicy food, I could only eat two before the heat, building slowly but inexorably, forced me to pull off the road with steam billowing from under the hood.

Chili overheating, like influenza, is an affliction that just has to play itself out, and there isn’t much you can do except be patient. Sips of water and beer offered moments of respite, but I had higher hopes for the yogurt sauce surrounding the lentil patties in a dish called dahi vada ($6), until we recognized that there was chili heat lurking in the apparently cool, creamy, wintry yogurt. When the water gushing from your fire hose turns out to be gasoline, you experience a setback.

Kebabs of chicken tikka ($9) — boneless cubes of a rather orange hue, like tandoori chicken — were expertly seasoned and wonderfully plump and tender. But a kachoomar salad ($5), though a colorful jumble of diced onions, cucumber, tomatoes, and cilantro, was a little too salty despite the advertised (and presumably acidic) lemon vinaigrette. The saltiness came from what seemed to me like fish sauce — another hint of southeast Asia.

And, for the second week in a row, a winning dessert makes an improbable appearance. I’ve had plenty of kulfi (a kind of ice cream) before and never been particularly wowed. But Ruchi’s pistachio version ($5), though possibly the least colorful item on the menu (it looked like a bit of ice floe), gave intense pleasure both as flavor and texture, the latter a fudgy denseness with the faintest hint of granularity. Housemade, too; accept no substitute.

CULTURE Dear cars: I’m only doing my part to keep the air clean, and I promise you, I’m trying to stay in my lane when I have one. I’m looking as cute as I can astraddle my fly new ride, puffing up hills for health. Alas, your intermittent, unwarranted honk is a sorry companion to my bike high. “Get a car!” is a bummer too. Bicyclists sure enough have to put up with some shit.

Which is why we’re glad to have Eben Weiss, New York City’s outspoken Bike Snob. He’s won raves among the two-wheeled for his blog (www.bikesnobnyc.blogspot.com), which pointedly voices the frustrations of the biking masses. Sure, Weiss is opinionated — don’t get him started on brakeless bikes for civilian use — but in our recent phone interview, he articulated his ideas about transportation with an aplomb and wit I seldom hear elsewhere.

And by gosh, it’s only right he follow grand blogging tradition and put out a book. My chat with Weiss coincided with the start of his tour to promote Bike Snob: Systematically and Mercilessly Realigning the World of Cycling — he hits San Francisco Thursday, June 17 — a project that compelled him to shed the cloak of anonymity under which he had blogged for years. (Turns out he’s a looker.)

Right off the bat he told me, “There’s no such thing as ‘bike culture.'” Them’s fightin’ words in SF, which reveres the idea of a biking class that generates its own social mores, political convictions, and tasty microbrews. “As far as I’m concerned, I like to ride. So my ‘common cause’ is just to be happy. You have a lot of different kinds of cyclists. They do it for fitness, they’re into the environment … It’s like anything else: a lot of people doing a lot of things for a lot of reasons.”

Weiss is of the opinion that terms like “bike culture” have been used by the cycling industry to sell us things, a ploy that leads to the type of fashion victimology so snarkily snapped and captioned on his blog. “A decent bike and a good lock,” Weiss says. “And that’s really all you need. I think part of the reason the cycling media can drive you a little bit crazy is that there’s such an emphasis on equipment. You can spend hundreds or thousands on cycling-specific sneakers, on a bike that looks a certain way. I recommend that you get a bike, any bike. Spend as little money as possible — just you and the bike, that’s it.”

It’s refreshing advice, the kind you don’t usually hear from people who have been city-biking as long as Weiss has. I also asked him about traffic laws — he’s questioned their relevance to biking in the past. Do we obey the stop signs, Bike Snob?

“I think it’s important to remember that breaking a rule because it really doesn’t apply to you is different than breaking a rule because it’s exciting,” he tells me. “Anything that involves stopping is good. People who ride bikes think putting your foot down is an admission of defeat. I think they need to get over that. You have to be nice to pedestrians. You have to treat others with the same respect you want motorists to treat you with. Not riding on sidewalks is a good rule.”

Indeed. He’s also got words for nonbikers that they would do well to heed. Avoid referring to your cyclists friends as “Lance Armstrong,” groping on their top tubes without permission, and asking them whether they’re impotent.

And for God’s sake, quit asking if bike accident victims were wearing a helmet. Weiss, in the traffic safety chapter of his book entitled “Why is Everyone Trying to Kill Me?” has gone on record about his neutrality regarding society’s “all helmet, all the time” insistence, calling it something of a misguided fixation. This is not the politically correct line to walk for a bike activist. He’s caught flack for being seen at road races lacking the proper headgear.

But unlike other prominent figures in the bike world who rally fellow cyclists under one flag or another, Weiss doesn’t consider himself an activist so much as a curmudgeon. (Albeit a curmudgeon with a hot blog, a new book, and a heady slew of good ideas.) His popularity may be a result of his non-hectoring, yet still bitingly impish, attitude — an attitude that, whether he likes it or not, jibes well with the current bike culture. Ride on, Bike Snob, we’ll be reading.

Should bicycling adults wear helmets?

Did you pedal today, on Bike to Work Day? And if so, did you wear a helmet? I biked without a helmet, and in the eyes of some, that makes me reckless and irresponsible. Similarly, they say the Guardian has done a disservice to the community by featuring photos of cyclists-sans-helmets in our current issue, a criticism we also received about our Bike Issue last year. It’s an interesting enough debate that I thought I’d move it from the comments section on my latest story up into its own blog post.

“Helmets save lives. I was amazed to go through the entire issue and not see one helmet on your biker models. Please mention this in your paper,” Jim A wrote in our comments section. And when I responded that it was a personal decision for adults (children are required by law to wear them), another commenter wrote, “So isn’t requiring bicyclists to wear helmets something that would benefit all of us in terms of preventing injuries we all pay for (not to mention emergency room costs and police reports, ambulances etc) — and therefore much more than a ‘personal decision?’”

It’s certainly true that helmets make cyclists safer and that’s why most cyclists in San Francisco wear them, but there is a significant minority who regularly ride without head protection, for reasons ranging from a simple preference to philosophical opposition to the notion that cycling is dangerous enough to require armor. The best way to make cyclists safe is to prevent them from crashing, and that means wide, hazard-free bike lanes and awareness by motorists of cyclists and our right to share the road.

“It’s an extremely fraught and charged issue. People have very strong views on both sides,” says Andy Thornley, program director with the San Francisco Bicycle Coalition. The SFBC does bike safety and urban cycling classes, which include instruction on properly fitting one’s helmet, but they stop short of exhorting everyone to wear them.

In fact, Thornley is among those who rarely wears a helmet. “On balance, you’re going to be a little safer riding with a helmet,” he told me.”But I choose not to for my own personal reasons.”

Context is important here. The most recent federal statistics on bicyclist accidents shows there were 716 bicyclists killed on roadways in the U.S. in 2008, or about 2 percent of all traffic fatalities. Certainly, helmets might have prevented some of those deaths, but from public health or statistical perspectives, this is a pretty low number.

By contrast, there were 4,378 pedestrians killed in traffic that year, but nobody is suggesting they should wear helmets, even though it’s likely helmets would have saved many of their lives. So this is about how much risk adults are willing to accept, and Thornley argues that if you’re safely cycling at the typically leisurely pace that most people ride at in cities, you’re unlikely to ever need your helmet.

“We want bicycling to be something that everyone can do without special clothing or gear or feeling the need to wear armor on their heads,” Thornley said.

He notes that in the most bike-friendly cities in the world, such as Amsterdam and Copenhagen, helmets are rare because riding a bike is widely seen as a safe, everyday activity. It would be a bit like pedestrians strapping on a helmet to cross the street, something most would interpret as slightly paranoid overkill.

Yet Thornley also admits that he’s perhaps a little ahead of his time for San Francisco, a city with few separated bike lanes or other features that would make cycling safer. But that’s starting to change, particularly on a day like today when there are so many cyclists the road, something that studies show makes them safer because motorists are more aware of them and drive more carefully.

Personally, I wear a helmet when I go mountain biking, when it’s raining, when I go for long recreational rides, sometimes when I’m wearing headphones, or if I’m just feeling unlucky or not on my game – but most of the time, I don’t. And I resent the condescending criticism that I’m being irresponsible or that I somehow deserve to be injured.

But what do you think?

P.S. BTW, those federal statistics also show that about a quarter of the bicyclists who were killed were legally drunk at the time, something to keep in mind if you hit any of the BTWD evening afterparties, including the SFBC event at Rickshaw Stop, the Rock the Bike event at the Academy of Sciences, or the Timbuk2 party at their 583 Shotwell Street headquarters. Come think of it, perhaps I should swing by my apartment on the way and grab my helmet.

Democratizing the streets

It’s hard to keep up with all the changes occurring on the streets of San Francisco, where an evolving view of who and what roadways are for cuts across ideological lines. The car is no longer king, dethroned by buses, bikes, pedestrians, and a movement to reclaim the streets as essential public spaces.

Sure, there are still divisive battles now underway over street space and funding, many centered around the San Francisco Municipal Transportation Agency, which has more control over the streets than any other local agency, particularly after the passage of Proposition A in 2007 placed all transportation modes under its purview.

Transit riders, environmentalists, and progressive members of the Board of Supervisors are frustrated that Mayor Gavin Newsom and his appointed SFMTA board members have raised Muni fares and slashed service rather than tapping downtown corporations, property owners, and/or car drivers for more revenue.

Board President David Chiu is leading the effort to reject the latest SFMTA budget and its 10 percent Muni service cut, and he and fellow progressive Sups. David Campos, Eric Mar, and Ross Mirkarimi have been working on SFMTA reform measures for the fall ballot, which need to be introduced by May 18.

But as nasty as those fights might get in the coming weeks, they mask a surprising amount of consensus around a new view of streets. “The mayor has made democratizing the streets one of his major initiatives,” Newsom Press Secretary Tony Winnicker told the Guardian.

And it’s true. Newsom has promoted removing cars from the streets for a few hours at a time through Sunday Streets and his “parklets” in parking spaces, for a few weeks or months at a time through Pavement to Parks, and permanently through Market Street traffic diversions and many projects in the city’s Bicycle Plan, which could finally be removed from a four-year court injunction after a hearing next month.

Even after this long ban on new bike projects, San Francisco has seen the number of regular bicycle commuters double in recent years. Bike to Work Day, this year held on May 13, has become like a civic holiday as almost every elected official pedals to work and traffic surveys from the last two years show bikes outnumbering cars on Market Street during the morning commute.

If it wasn’t for the fiscal crisis gripping this and other California cities, this could be a real kumbaya moment for the streets of San Francisco. Instead, it’s something closer to a moment of truth — when we’ll have to decide whether to put our money and political will into “democratizing the streets.”

 

RECONSIDERING ROADWAYS

After some early clashes between Newsom and progressives on the Board of Supervisors and in the alternative transportation community over a proposal to ban cars from a portion of John F. Kennedy Drive in Golden Gate Park — a polarizing debate that ended in compromise after almost two acrimonious years — there’s been a remarkable harmony over once-controversial changes to the streets.

In fact, the changes have come so fast and furious in the last couple of years that it’s tough to keep track of all the parking spaces turned into miniparks or extended sidewalks, replacement of once-banished benches on Market and other streets, car-free street closures and festivals, and healthy competition with other U.S. cities to offer bike-sharing or other green innovations.

So much is happening in the streets that SF Streetsblog has quickly become a popular, go-to clearinghouse for stories about and discussions of our evolving streets, a role that the San Francisco Bicycle Coalition — itself the largest grassroots group in the city, with more than 11,000 paid members — recently recognized with its Golden Wheel award.

“I think we are at a tipping point. All these little things have been percolating,” said San Francisco Planning Urban Research Association director Gabriel Metcalf, listing examples such as the creative reuse of San Francisco street space by Rebar and other groups (see “Seizing space,” 11/18/09), experiments in New York and other cities to convert traffic lanes to bicycle and pedestrian spaces, a new generation of more forward-thinking traffic engineers and planning professionals working in government, and more aggressive advocacy work by the SFBC, SPUR, and other groups.

“I think it’s all starting to coalesce,” Metcalf said. “Go to 17th and Valencia [streets] and feel what it’s like to have a sidewalk that’s wide enough to be comfortable. Or go ride in the physically separated bike lane on Market Street. Or take your kids to the playground at Hayes Green that used to be a freeway ramp.”

Politically, this is a rare area of almost universal agreement. “This is an issue where this mayor and this board have been very aligned,” Metcalf said. Winnicker, Newsom’s spokesperson, agreed: “The mayor and the board do see this issue very similarly.”

Mirkarimi, a progressive who chairs the Transportation Authority, also agreed that this new way of looking at the streets has been a bright spot in board-mayoral relations. “It is evolving and developing, and that’s a very good thing,” Mirkarimi said.

Both Winnicker and Mirkarimi separately singled out the improvements on Divisidero Street — where the median and sidewalks have been planted with trees and vegetation and some street parking spaces have been turned into designated bicycle parking and outdoor seating — as an example of the new approach.

“It really is a microcosm of an evolving consciousness,” Mirkarimi said of the strip.

Sunday Streets, a series of events when the streets are closed to cars and blossom with life, is an initiative proposed by SFBC and Livable City that has been championed by Newsom and supported by the board as it overcame initial opposition from the business community and some car drivers.

“There is a growing synergy toward connecting the movements that deal with repurposing space that has been used primarily for automobiles,” Sunday Streets coordinator Susan King told us.

Newsom has cast the greening initiatives as simply common sense uses of space and low-cost ways of improving the city. “A lot of what the mayor and the board have disagreements on, some of that is ideological,” Winnicker said. “But streets, parks, medians, and green spaces, they are not ideological.”

Maybe not, but where the rubber is starting to meet the road is on how to fund this shift, particularly when it comes to transit services that aren’t cheap — and to Newsom’s seemingly ideological aversion to new taxes or charges on motorists.

“We’re completely aligned when it comes to the Bike Plan and testing different things as far as our streets, but that all changes with the MTA budget,” said board President David Chiu, who is leading the charge to reject the budget because of its deep Muni service cuts. “Progressives are focused on the plight of everyday people who can’t afford to drive and park a car and have to rely on Muni. So it’s a question of on whose back will you balance the MTA budget.”

 

WHOSE STREETS?

The MTA governs San Francisco’s streets, from deciding how their space is allocated to who pays for their upkeep. The agency runs Muni, sets and administers parking policies, regulates taxis, approves bicycle-related improvements, and tries to protect pedestrians.

So when the mayoral-appointed MTA Board of Directors last month approved a budget that cuts Muni service by 10 percent without sharing the pain with motorists or pursuing significant new revenue sources — in defiance of pleas by the public and progressive supervisors over the last 18 months — it triggered a real street fight.

The Budget and Finance Committee will begin taking up the MTA budget May 12. And progressive supervisors, frustrated at having to replay this fight for a second year in a row, are pursuing a variety of MTA reforms for the November ballot, which must be submitted by May 18.

“We’re going to have a very serious discussion about MTA reform,” Chiu said, adding, “I expect there to be a very robust discussion about the MTA and balancing that budget on the backs of transit riders.”

Among the reforms being discussed are shared appointments between the mayor and board, greater ability for the board to reject individual initiatives rather than just the whole budget, changes to Muni work rules and compensation, and revenue measures like a local surcharge on vehicle license fees or a downtown transit assessment district.

Last week Chiu met with Newsom on the MTA budget issue and didn’t come away hopeful that there will be a collaborative solution such as last year’s compromise. But Chiu said he and other supervisors were committed to holding the line on Muni service cuts.

“I think the MTA needs to get more creative. We have to make sure the MTA isn’t being used as an ATM with these work orders,” Chiu said, referring to the $65 million the MTA pays to the Police Department and other agencies every year, a figure that steeply increased after 2007. “My hope is that the MTA board does the right thing and rolls back some of these service reductions.”

Transit riders have been universal in condemning the MTA budget. “The budget is irresponsible and dishonest,” said San Francisco Transit Riders Union project director Dave Snyder. “It reveals the hypocrisy in the mayor’s stated environmental commitments. This action will cut public transit permanently and that’s irresponsible.”

But the Mayor’s Office blames declining state funding and says the MTA had no choice. “It’s an economic reality. None of us want service reductions, but show us the money,” Winnicker said.

That’s precisely what the progressive supervisors are trying to do by exploring several revenue measures for the November ballot. But they say Newsom’s lack of leadership on the issue has made that difficult, particularly given the two-third vote requirement.

“There’s been a real failure of leadership by Gavin Newsom,” Mirkarimi said.

Newsom addressed the issue in December as he, Mirkarimi, and other city officials and bicycle advocates helped create the city’s first green “bike box” and honor the partial lifting of the bike injunction, sounding a message of unity on the issue.

“I can say this is the best relationship we’ve had for years with the advocacy community, with the Bicycle Coalition. We’ve begun to strike a nice balance where this is not about cars versus bikes. This is about cars and bikes and pedestrians cohabitating in a different mindset,” Newsom said.

Yet afterward, during an impromptu press conference, Newsom spoke with disdain about those who argued that improving the streets and maintaining Muni service during hard economic times requires money, and Newsom has been the biggest impediment to finding new revenue sources.

“Everyone is just so aggressive on trying to raise revenue. We’ve been increasing the cost of going on Muni the last few years. I think people need to consider that,” Newsom said. “We’ve increased the cost of parking tickets, increased the cost of using a parking meter, and we’ve raised the fares. It’s important to remind people of that. The first answer to every question shouldn’t be, OK, we’re going to tax people more or increase their costs.

“You have to be careful about that,” he continued. “So my answer to your question is two-fold. We’re going to look at revenue, but not necessarily tax increases. We’re going to look at revenue, but not necessarily fine increases. We’re going to look at revenue, but not necessarily parking meter increases. We’re going to look at new strategies.”

Yet that was six months ago, and with the exception of grudgingly agreeing to allow a small pilot program in a few commercial corridors to eliminate free parking in metered spots on Sunday, Newsom still hasn’t proposed any new revenue options.

“The voters aren’t receptive to new taxes now,” Winnicker said last week. Mirkarimi doesn’t necessarily agree, citing polling data showing that voters in San Francisco may be open to the VLF surcharge, if we can muster the same kind of political will we’re applying to other street questions.

“It polls well, even in a climate when taxation scares people,” Mirkarimi said.

 

BIKING IS BACK

It was almost four years ago that a judge stuck down the San Francisco Bicycle Plan, ruling that it should have been subjected to a full-blown environmental impact report (EIR) and ordering an injunction against any projects in the plan.

That EIR was completed and certified by the city last year, but the same anti-bike duo who originally sued to stop the plan again challenged it as inadequate. The case will finally be heard June 22, with a ruling on lifting the injunction expected within a month.

“The San Francisco Bicycle Plan project eliminates 56 traffic lanes and more than 2,000 parking spaces on city streets,” attorney Mary Miles wrote in her April 23 brief challenging the plan. “According to City’s EIR, the project will cause ‘significant unavoidable impacts’ on traffic, transit, and loading; degrade level of service to unacceptable levels at many major intersections; and cause delays of more than six minutes per street segment to many bus lines. The EIR admits that the “near-term” parts of the project alone will have 89 significant impacts of traffic, transit, and loading but fails to mitigate or offer feasible alternatives to each of these impacts.”

Yet for all that, elected officials in San Francisco are nearly unanimous in their support for the plan, signaling how far San Francisco has come in viewing the streets as more than just conduits for cars.

City officials deny that the bike plan is legally inadequate and they may quibble with a few of the details Miles cites, but they basically agree with her main point. The plan will take away parking spaces and it will slow traffic in some areas. But they also say those are acceptable trade-offs for facilitating safe urban bicycling.

The city’s main overriding consideration is that we must do more to get people out of their cars, for reasons ranging from traffic congestion to global warming. City Attorney’s Office spokesperson Matt Dorsey said that it’s absurd that the state’s main environmental law has been used to hinder progress toward the most environmentally beneficial and efficient transportation option.

“We have to stop solving for cars, and that’s an objective shared by the Board of Supervisors, and other cities, and the mayor as well,” Dorsey said.

Even anti-bike activist Rob Anderson, who brought the lawsuit challenging the bike plan, admits the City Hall has united around this plan to facilitate bicycling even if it means taking space from automobiles, although he believes that it’s a misguided effort.

“It’s a leap of faith they’re making here that this will be good for the city,” Anderson told us. “This is a complicated legal argument, and I don’t think the city has made the case.”

A judge will decide that question following the June 22 hearing. But whatever way that legal case is decided, it’s clear that San Francisco has already changed its view of its streets and other once-marginalized transportation choices like the bicycle.

Even the local business community has benefited from this new sensibility, with bicycle shops thriving around San Francisco and local bike messenger bag companies Timbuk2 and Rickshaw Bags experiencing rapid growth thanks to a doubling of the number of regular bicyclists in recent years.

“That’s who we’re aiming at, people who bike every day and make bikes a central part of their lives,” said Mike Waffenfels, CEO of Timbuk2, which in February moved into a larger location to handle it’s growth. “It’s about a lifestyle.”

For urban planners and advocates, it’s about making the streets of San Francisco work for everyone. As Metcalf said, “People need to be able to get where they’re going without a car.”

Fashion Armageddon? Nah, it’s just the great American Apocalypse

The majority of mankind is under the misconception that an apocalypse is primarily associated with the end of the world – some sort of eschatological final battle. Perhaps it’s the slew of movies such as 2012 or The Road influencing our mind to veer into that territory. But an apocalypse doesn’t necessarily mean an ending — even adherents of the Book of Revelations know there’s a next chapter. An apocalypse is defined as “the lifting of a veil or a revelation.”  Late last month, a fashionable veil was lifted: a new collective Web site of vintage fashion, entitled American Apocalypse, was exposed to the world.

I attended the first editorial shoot for American Apocalypse. The motif of the shoot was “Clown, Chola”. Although Urban Dictionary defines chola as “the girls my brother gets pregnant,” there’s much more to a chola than that, obviously. The chola aesthetic includes thick eyeliner, thin drawn on eyebrows, lip liner, gelled hair, high pony tails, gold chains, piercings, tattoos, flannel shirts, Converse or Nikes. And of course she has to be a ruthless gangbanger. You know, like that Lean Like a Chola song says “lean like a chola way up high, thick eye liner in my eye, cruise all day, drink all night, got four kids with three guys.”

I walked down Geary Street at around 11:30am; the models were standing outside of Harput’s Union smoking their cigarettes in anticipation for the shoot to start. None of them had their makeup on yet and their hair wasn’t done either. I didn’t feel as guilty walking into the shoot hung over from the Friday night before. The owner of the store, Gus, greeted me kindly. Then the models, photographers, clothing stylist, make up artist, and the rest of the crew scurried down to the gritty basement of Harputs, where the shoot took place.

There were boxes, bags, and racks full of beautiful clothes and accessories. I was overwhelmed, and for a brief second wanted to jeopardize everything to run away with all these clothes, hoping no one would notice, but in my better judgment, I just stuck around for the shoot. The hairsprays, gels, doorknocker earrings, and – yes! — the paisley bandanas came out. As hair and make-up was being done, a nice mix of Spice Girls, Gucci Mane, and indubitably Bone Thugs and Harmony played in the background, to get the girls in a “Thug Life” mood.

Witnessing all the make-up and hair getting done I could finally see the vision coming in clearly. Envision this scenario with me: Bozo the Clown meets Frida Kahlo, if Frida Kahlo lived in this day in age and was a little more badass. After hours and hours (and several eyeliners), the girls were ready.  They modeled both in the basement and on the busy streets around Union Square. People in traffic and pedestrians watched curiously.

The shoot included some of San Francisco most exclusive models; Fernanda Toledo, Alexis Hutt, Alexandra Kammen, Annalise Lundeen, and Ali Lovell. The mastermind that painted their faces so they were ready to perform in the Chola Circus was Matt Wanaraksa. The hair was a collective effort from the models and stylists.

The creative minds behind the shoot were Sam Banks along with Brooke Candy, also assisting on the set was Rachel Esterline. Esterline has been a stylist for the last six years and has generously opened up not only her own wardrobe, but also several of her clients’ to give a helping hand while American Apocalypse builds up its stock. Her clients include some of San Francisco most elite and fashion-conscious women that strut down Maiden Lane after their weekly yoga and meditation classes. Although Rachel is a prominent stylist, Brooke Candy and Sam Banks were the visionaries behind this shoot. Sam and Brooke, coordinated, conducted creative direction, and styled the models head to toe, while Rachel directed and did the photography for the shoot.

At some point in this decade, the word vintage was added to the fashion bible. Vintage used to be a word that was applied to wines or some grandfather’s Bentley. But somehow between drinking vintage wine and driving vintage cars, a woman walking in to a room with a vintage dress suddenly gained the right to have a holier-than-thou persona. If you admire my dress, I would retort with a smirk, “I know you want it, but too fucking bad, it’s vintage.  You can’t have it. “  There is just something about rummaging through an obscure thrift shop or junk yard, or the closet of a underground fashionista that gives one a thrill of being an individual. American Apocalypse gives us the opportunity to have those pieces in our closet that we know no one else out there has, while still remaining fashionable. It isn’t the end of the world, just a fashion revelation.

Chilling footage of journalists getting shot in Iraq

On July 12th, 2007 two apache helicopters attacked the small suburb of Al-Amin, Iraq. More than two dozen people were killed, including two Reuters journalists, driver assistant Saeed Chmagh and war photographer Namir Noor-Eldeen.

And the entire incident was recorded on video — from the helicopters.

Reuters demanded an investigation in the summer of 2007, and asked for copies of the video the choppers took. The government refused. But after three years, a copy of the video has finally been released — through Wikileaks. The chilling footage shows the helicopters firing on seemingly unsuspecting Iraqi civilians — and includes the helicopter crews’s comment, which are even more chilling.

It’s as if the gunners were playing a video game, as if they didn’t consider the people on the ground to be living human beings. “Oh, look at those dead bastards,” one crewman says. At another point, the gunners — who aren’t allowed to fire at unarmed targets — practically beg a wounded man to pick up a weapon so they can finish him off. And when the man gets into a van that arrives to help him, they ask for permission to open fire: “Come on, let us shoot!”

The U.S. Military released a memo explaining that the actions taken by the soldiers were in accordance with its own Rules of Engagement.

 

The 17-minute video was posted online at Wikileaks.org, an investigative Web site that publicizes sensitive documents and
information leaked by anonymous sources in order to expose corruption and wrongdoing. Wikileaks obtained the footage “from a number of military whistleblowers,” according to a description accompanying the footage on the Web site CollateralMurder.com. Wikileaks editors had to decode the encrypted version of the leaked video in order to view its contents and air it.

In the video, when shooters inside the helicopter start to zero in on the pedestrians below, they can be heard identifying the objects they are carrying as an AK-47 and an RPG. But according to an Associated Press article quoting an unnamed U.S. military official, “a military investigation later concluded that what was thought to be an RPG was really a long-range photography lens; likewise, the camera looked like an AK-47.”

Reuters stopped short — way, way short — of making a big issue of the killings. “The deaths of Namir Noor-Eldeen and Saeed Chmagh three years ago were tragic and emblematic of the extreme dangers that exist in covering war zones,” said David Schlesinger, editor-in-chief of Reuters news We continue to work for journalist safety and call on all involved parties to recognise the important work that journalists do and the extreme danger that photographers and video journalists face in particular.”

David Finkle wrote about the incident in his 2009 book The Good Soldiers. Finkle, who was following military personnel in charge of training Iraqi national forces, had only been a few streets away when the attack took place. The author had also been friends with Noor-Eldeen and Chmang.

Finkle wrote that both Reuters staff were working independently — that is, they weren’t officially embedded with the U.S. forces — and he claims that’s is why the military didn’t know of their existence. “There had been reports of sniper rifle, rooftop chases, and rocket-propelled grenades being fired at Bravo Company, and as the fighting continued, it attracted the attention of Namir Noor-Eldeen, a 22-year-old photographer for Reuters news agency who lived in Baghdad, and Saeed Chmangh, 40, his driver and assistant,” wrote Finkle, who was close to where the Apaches attacked but not an eyewitness.

“There was a one-second pause and then came the fourth burst. In the cloud, NE could be seen trying to stand, and then he simply seemed to explode,” wrote Finkle. Chmang tried to stand up and run away before falling down again. The video’s audio picked up two of the drivers urging Chmang to arm himself so they can kill him.

“Come on, buddy” says one driver. “All you gotta do is pick up a weapon,” says the other driver.

A Kia passenger van stopped by Chmang and attempted to rescue him. The helicopters radioed for permission to fire on the van and received confirmation just as Chmang was being helped into the van. The soldiers blasted the van just as it started to roll away.

Two children were wounded in the attack as well, and were evacuated by US. Military personnel.

Take off your clothes! World Naked Bike Ride, spring edition

Strap on your helmet and strip down to your skin— it’s time to ride bikes in the buff. San Francisco regularly participates in the ‘Northern Hemisphere’ World Naked Bike Ride each summer, but Saturday (3/13) marks the city’s first inclusion in the Southern Hemisphere’s jaunt. Spring or summer, the ride aims to expose the dangers bicyclists and pedestrians face in a car-dominated culture and to protest against “indecent exposure to vehicle emissions.”  

Bay Area bicyclists will join pedaling nudes in Sydney, Cape Town, Lima, and other Southern parts of the globe this weekend, flashing their junk on two wheels for a “critical mass with a lenient dress code.” The crowd will cruise from Justin Herman Plaza to Golden Gate Park, stopping at City Hall for a photo shoot. Because this is the virgin spring fling, the group may be small, but definitely not shy.

Interested in joining but feeling a little insecure about disrobing? Here a few tit-bits of advice from bare-skinned veteran, George Davis.

1. Wear sunscreen— sunburned genitalia isn’t sexy or fun.
2. Wear a bike helmet; decorate it and the rest of your exposed self.
3. Think of your unclothed body as freedom from speed-slowing textiles.
4. Revel in the thumbs up from police and bask in the rock star status you’ll receive while cruising through Fisherman’s Wharf.
5. You are “natural gas powered”— to hell with oil dependency.

And a few more sensitive items to consider:

1. Shoes are good. Pedals are rough on bare toes.
2. Smile! People may photograph you. Be proud and confident. Slouching is never flattering.
3. If you’re hesitant about putting your pussy on the seat or getting your long schlong caught in the chain, wear some cute undies.
4. Children are allowed— non-sexualized nudity is not harmful to young eyes.
5. Worried you’re not ‘hot enough’ to bare all? Damn Gina, everyone looks good when they’re riding green.
