Oil spill secrecy: What’s in the dispersal chemicals?

One the major responses to the Gulf of Mexico oil spill has been the use of chemical dispersants, compounds that break up the oil before it gets to shore. But Propublica’s raising an important issue:


Dispersing the oil is considered one of the best ways to protect birds and keep the slick from making landfall. But the dispersants contain harmful toxins of their own and can concentrate leftover oil toxins in the water, where they can kill fish and migrate great distances.


And the sharp-eyed sunshine advocates at the Sunshine in Government blog picked up on another element of this: We don’t really know how dangerous the chemicals are — because even though BP is dumping vast amounts of the stuff into the ocean, the dispersant formulas are secret:


In situations where the public interest in knowing what science can tell us about the chemical product we’re blasting into the Gulf of Mexico in a vast, untested experiment to stop a petroleum hemmorage in deep waters that threatens life in nature and livelihood in the Gulf Coast, the federal government, private companies and the industry they are a part of ought to do the right thing and make public all  the science they’re holding that sheds light on how the government and private sector are responding to this very current environmental and economic crisis.


Now, the sources I have in this clean-up tell me that the dispersant is a lot less toxic than the oil itself — but there are no long-term studies on the damage it might do to deep-sea biota and to the larger ecosystem. Not that they should stop dumping the stuff — it’s probably the best alternative, given a lot of bad alternatives — but since BP is taking responsibility for the spill and cleanup, we ought to know what the impacts of this chemical solution are — because the company ought to be responsible for those, too.

A bit of fairness for Prop. 13

EDITORIAL Behind the crisis in the San Francisco schools, behind the city’s fiscal nightmare, behind the state’s intractable budget deficit is one gigantic policy mistake that dates back to 1978. It’s almost impossible to talk, even today, about repealing Proposition 13, the measure that limits property taxes. Millions of homeowners love their low taxes, and even the liberals among them are dubious about giving up their cherished perk.

But it’s entirely possible — and absolutely necessary — to look at amending the measure to end the most blatant inequalities and make the state’s property tax system a little more fair. AB 2492, a bill by Assembly Member Tom Ammiano, would do just that — and it deserves the support of every elected official, every community leader, and every voter who wants to save the state’s basic services and prevent the once-vaunted California education system from falling into irreparable collapse.

Ammiano’s bill starts with the basic premise that commercial and residential property should be taxed differently. There’s a good reason for that: Prop. 13 allows tax reassessments only when property changes hands, and residential property turns over far more often than commercial property. So over the past 32 years, homeowners have been taking on more and more of the property-tax burden.

Then there’s the popular scam big companies use to avoid higher assessments. The legal details are complicated, but the basic deal goes like this. A real estate investor or investment group sets up a corporation called, say, Big Building Inc. and buys a commercial office building. A few years later, when the property has doubled in value, the investors sell to a new group — by transferring 51 percent of the stock in Big Building Inc. There’s a new owner of the property, of course — but on the assessment roles, it still reads "Big Building Inc." — and the owners say that means no ownership transfer and no new assessment.

San Francisco Assessor-Recorder Phil Ting has been complaining about this for years, and a few of these investors have been busted and forced to pay the proper taxes. But it’s hard to keep track of every deal — and expensive to fight the legal battles every time some corporation sets up a convoluted structure to hide an ownership transfer.

Ammiano’s bill would put an end to that. AB 2492 would make state law clear: Any time 50 percent or more of the ownership interest in a company changed hands, all of the real property that company owned would be deemed to have changed hands and could be reassessed.

In fact, the bill would create a rebuttable presumption that all property owned by any publicly-traded corporation would be assumed to have changed hands every Jan. 1. If the company wanted to prove that its stock holdings were substantially unchanged in the past 12 months, it could make that case; otherwise, the buildings get reassessed.

The impact on the state’s finances would be massive, in the multiples of billions of dollars. Local governments would see their budget problems diminish; schools would get more money. And the property tax burden would start to shift back off of homeowners, who now pay far more than their fair share.

Ammiano told us that Speaker of the Assembly John Perez is supportive. Even so, passing even such an obvious, fair amendment to Prop. 13 will be a massive struggle. Mayor Gavin Newsom needs to make a strong public statement of support; so do the mayors of every other Bay Area city. School boards, city councils, county supervisors — this is going to be a battle royal, and they all need to be on board. With this reform, an oil severance tax and reinstating the vehicle license fee, California’s budget problems could be nearly solved. What are we waiting for?

The guv runs away from offshore drilling

The fallout from the disaster in the Gulf of Mexico has Repulicans scurrying for cover, and the latest on the list is Gov. Schwarzenegger, who just announced he no longer supports the Tranquillon Ridge project. (SacBee, from SFist). But Meg Whitman is still hanging tough; her website still says:

“With advances in drilling technology that reduce environmental risks, we need to re-look at offshore drilling. We have to utilize our resources here at home to reduce dependence. I want to look at new technologies such as slant drilling.”

As recently as May 2, her campaign confirmed that she’s still open to drilling off the California coast, as long as the cool new technology she talks about can minimize risks:

Whitman opposes new offshore drilling unless technological advances can minimize risks. Pompei defined the threshold as “next to a zero chance of an environmental impact.” Whitman has suggested, however, that slant drilling may be safe enough.

Let’s remember: the BP oil rig that blew up off the coast of Louisiana was state-of-the-art technology, the latest in drilling hardware:

BP suggested in a 2009 exploration plan and environmental impact analysis for the well that an accident leading to a giant crude oil spill — and serious damage to beaches, fish and mammals — was unlikely, or virtually impossible.

Oil Spill Meg is going to have a hard time with this one — and the way things look now, the issue isn’t going away for a long, long time.

National races


U.S. SENATE, DEMOCRAT


BARBARA BOXER


The Republican Party is targeting this race as one of its top national priorities, and if the GOP can dislodge a three-term senator from California, it will be a major blow for the party (and agenda) of President Obama. The pundits are happily talking about how much danger Barbara Boxer faces, how the country’s mood is swinging against big-government liberals.


But it’s always a mistake to count out Boxer. In 1982, as a Marin County supervisor with little name recognition in San Francisco, she trounced then-SF Sup. Louise Renne for an open Congressional seat. Ten years later, she beat the odds and won a hotly contested primary and tough general election to move into the Senate. She’s a fierce campaigner, and with no primary opposition, will have a united party behind her.


Boxer is one of the most progressive members of the not-terribly progressive U.S. Senate. She’s been one of the strongest, most consistent supporters of reproductive rights in Washington and a friend of labor (with 100 percent ratings from the AFL-CIO and National Education Association). We’ve had our disagreements: Boxer supported No Child Left Behind, wrote the law allowing airline pilots to carry guns in the cockpit, and was weak on same-sex marriage when San Francisco sought to legalize it (although she’s come around). But she was an early and stalwart foe of the war in Iraq, split with her own party to oppose a crackdown on illegal immigration, and is leading the way on accountability for Wall Street. She richly deserves reelection, and we’re happy to endorse her.


 


CONGRESS, 6TH DISTRICT, DEMOCRAT


LYNN WOOLSEY


It’s odd that the representative from Marin and Sonoma counties is more progressive by far than her colleague to the south, San Francisco’s Nancy Pelosi. But over the years, Lynn Woolsey has been one of the strongest opponents of the war, a voice against bailouts for the big Wall Street banks, and a foe of cuts in the social safety net. We’re proud to endorse her for another term.


 


CONGRESS, 7TH DISTRICT, DEMOCRAT


GEORGE MILLER


George Miller has been representing this East Bay district since 1974, and is now the chair of the Education and Labor Committee and a powerhouse in Congress. He’s too prone to compromise (with George W. Bush on education policy) but is taking the right line on California water (while Sen. Dianne Feinstein is on the wrong side). We’ll endorse him for another term.


 


CONGRESS, 8TH DISTRICT, DEMOCRAT


NANCY PELOSI


We’ve never been terribly pleased with San Francisco’s most prominent Congressional representative. Nancy Pelosi was the author of the bill that created the first privatized national park at the Presidio, setting a horrible standard that parks ought to be about making money. She was weak on opposing the war, ducked same-sex marriage, and has used her clout locally for all the wrong candidates and issues. But we have to give her credit for resurrecting and pushing through the health care bill (bad as it was — and it’s pretty bad — it’s better than doing nothing). And, at a time when the Republicans are trying to derail the Obama presidency, she’s become a pretty effective partner for the president.


Her fate as speaker (and her future in this seat) probably depends on how the Democrats fare in the midterm Congressional elections this fall. But if she and the party survive in decent shape, she needs to take the opportunity to undo the damage she did at the Presidio.


 


CONGRESS, 9TH DISTRICT, DEMOCRAT


BARBARA LEE


Barbara Lee, who represents Berkeley and Oakland, is co-chair of the Progressive Caucus in the House, one of the most consistent liberal votes in Congress, and a hero to the antiwar movement. In 2001, she was the only member of either house to oppose the Bush administration’s Use of Force resolution following the 9/11 attacks, and she’s never let up on her opposition to foolish military entanglements. We’re glad she’s doing what Nancy Pelosi won’t — represent the progressive politics of her district in Washington.


 


CONGRESS, 13TH DISTRICT, DEMOCRAT


PETE STARK


Most politicians mellow and get more moderate as they age; Stark is the opposite. He announced a couple of years ago that he’s an atheist (the only one in Congress), opposed the Iraq war early, called one of his colleagues a whore for the insurance industry, and insulted President Bush and refused to apologize, saying: “I may have dishonored the commander-in-chief, but I think he’s done pretty well to dishonor himself without any help from me.” He served as chair of the House Ways and Means Committee for exactly one day — March 3 — before the Democratic membership overruled Speaker Pelosi and chucked him out on the grounds that he was too inflammatory. The 78-year-old may not be in office much longer, but he’s good on all the major issues. He’s also fearless. If he wants another term, he deserves one.


 


State races


GOVERNOR, DEMOCRAT


EDMUND G. BROWN


Jerry Brown? Which Jerry Brown? The small-is-beautiful environmentalist from the 1970s who opposed Pacific Gas and Electric Co.’s Diablo Canyon nuke and created the California Conservation Corps, the Office of Appropriate Technology, and the Farm Labor Relations Board (all while running a huge budget surplus in Sacramento)? The angry populist who lashed out at corporate power on a KPFA radio talk show and ran against Bill Clinton for president? The pro-development mayor of Oakland who sided with the cops on crime issues and opened a military academy? Or the tough-on-crime attorney general who refuses to even talk about tax increases to solve the state’s gargantuan budget problems?


We don’t know. That’s the problem with Brown — you never know what he’ll do or say next. For now, he’s been a terribly disappointing candidate, running to the right, rambling on about preserving Proposition 13, making awful statements about immigration and sanctuary laws, and even sounding soft on environmental issues. He’s started to hit his stride lately, though, attacking likely GOP contender Meg Whitman over her ties to Wall Street and we’re seeing a few flashes of the populist Brown. But he’s got to step it up if he wants to win — and he’s got to get serious about taxes and show some budget leadership, if he wants to make a difference as governor.


 


LIEUTENANT GOVERNOR, DEMOCRAT


JANICE HAHN


Not an easy choice, by any means.


Mayor Gavin Newsom jumped into this race only after it became clear that he wouldn’t get elected governor. He sees it as a temporary perch, someplace to park his political ambitions until a better office opens up. He’s got the money, the statewide name recognition, and the endorsement of some of the state’s major power players, including both U.S. Senators and House Speaker Nancy Pelosi. He’s also been a terrible mayor of San Francisco — and some progressives (like Sup. Chris Daly) argue, persuasively, that the best way to get a better person in Room 200 is to ship Newsom off to an office in Sacramento where he can’t do much harm and let the supervisors pick the next mayor.


But it’s hard to endorse Newsom for any higher office. He’s ducked on public power, allowing PG&E to come very close to blocking the city’s community choice aggregation program (See editorial, page 5). His policies have promoted deporting kids and breaking up families. He’s taken an approach to the city budget — no new revenue, just cuts — that’s similar to what the Republican governor has done. He didn’t even bother to come down and talk to us about this race. There’s really no good argument for supporting the advancement of his political career.


Then there’s Janice Hahn. She’s a Los Angeles City Council member, the daughter of a former county supervisor, and the sister of a former mayor. She got in this race way before Newsom, and her nightmare campaign consultant, Garry South, acts as if she has some divine right to be the only Democrat running.


Hahn in not overly impressive as a candidate. When we met her, she seemed confused about some issues and scrambled to duck others. She told us she’s not sure she’s in favor of legalizing pot, but she isn’t sure why she’s not sure since she has no arguments against it. She won’t take a position on a new peripheral canal, although she can’t defend building one and says that protecting San Francisco Bay has to be a priority. She won’t rule out offshore oil drilling, although she said she has yet to see a proposal she can support. Her main economic development proposal was to bring more film industry work to California, even if that means cutting taxes for the studios or locating the shoots on Indian land where there are fewer regulations.


On the other hand, she told us she wants to get rid of the two-thirds threshold in the state Legislature for passing a budget or raising taxes. She supports reinstating the car tax at pre-Gov. Arnold Schwarzenegger levels. She supports a split-roll measure to reform Prop. 13. She wants to see an oil-severance tax to fund education. She’s one of the few statewide candidates who openly advocates higher taxes on the wealthy as part of the solution to the budget crisis.


We are under no illusions that Hahn will be able to use the weak office of lieutenant governor to move on any of these issues, and we’re not at all sure she’s ready to take over the top spot. But on the issues, she’s clearly better than Newsom, so she gets our endorsements.


 


SECRETARY OF STATE, DEMOCRAT


DEBRA BOWEN


Debra Bowen is the only Democrat running, a sign that pretty much everyone in the party thinks she’s doing a fine job as Secretary of State. She’s run a clean office and we see no reason to replace her.


 


CONTROLLER, DEMOCRAT


JOHN CHIANG


Like Bowen, John Chiang has no opposition in the primary, and he’s been a perfectly adequate controller. In fact, when Gov. Schwarzenegger tried two years ago to cut the pay of thousands of state employees to the minimum wage level, Chiang defied him and refused to change the paychecks — a move that forced the governor to back down. We just wish he’d play a more visible role in talking about the need for more tax revenue to balance the state’s books.


 


TREASURER, DEMOCRAT


BILL LOCKYER


Bill Lockyer keeps bouncing around Sacramento, waiting, perhaps, for his chance to be governor. He was attorney general. Now he’s treasurer seeking a second term, which he will almost certainly win. He’s done some good things, including trying to use state bonds to promote alternative energy, and has spoken out forcefully about the governor’s efforts to defer deficit problems through dubious borrowing. He hasn’t, however, come out in favor of higher taxes for the rich or a change in Prop. 13.


 


ATTORNEY GENERAL, DEMOCRAT


KAMALA HARRIS


There are really only two serious candidates in this race, Kamala Harris, the San Francisco district attorney, and Rocky Delgadillo, the former Los Angeles city attorney. Harris has a comfortable lead, with Delgadillo in second and the others far behind.


Delgadillo is on his second try for this office. He ran against Jerry Brown four years ago and got nowhere. And in the meantime, he’s come under fire for, among other things, using city employees to run personal errands for him (picking up his dry-cleaning, babysitting his kids) and driving his car without insurance. On a more significant level, he made his reputation with gang injunctions that smacked of ethnic profiling and infuriated Latino and civil liberties groups. It’s amazing he’s still a factor in this race; he can’t possibly win the general election with all his baggage.


Harris has a lot going for her. She was among the first California elected officials to endorse Barack Obama for president, and remains close to the administration. She’s a smart, articulate prosecutor and could be one of the few women atop the Democratic ticket this year. We were never comfortable with her ties to Willie Brown, but he’s no longer a factor in state or local politics. These days, she’s more closely allied with the likes of State Sen. Mark Leno.


That said, we have some serious problems with Harris. She’s been up in Sacramento pushing Republican-style tough-on-crime bills (like a measure that would bar registered sex offenders from ever using social networking sites on the Internet) and forcing sane Democrats like Assembly Member and Public Safety Committee Chair Tom Ammiano to try to tone down or kill them (and then take the political heat). If she didn’t know about the problems in the SFPD crime lab, she should have, and should have made a bigger fuss, earlier.


But Harris has kept her principled position against the death penalty, even when it meant taking immense flak from the cops for refusing to seek capital punishment for the killer of a San Francisco police officer. She’s clearly the best choice for the Democrats.


 


INSURANCE COMMISSIONER, DEMOCRAT


DAVE JONES


Two credible progressives are vying to run for this powerful and important position regulating the massive — and massively corrupt — California insurance industry. Dave Jones and Hector De La Torre are both in the state Assembly, with Jones representing Sacramento and De La Torre hailing from Los Angeles. Both have a record opposing insurance industry initiatives; both are outspoken foes of Prop. 17; and either would do a fine job as insurance commissioner. But Jones has more experience on consumer issues and health care reform, and we prefer his background as a Legal Aid lawyer to De La Torre’s history as a Southern California Edison executive. So we’ll give Jones the nod.


 


BOARD OF EQUALIZATION, DISTRICT 1, DEMOCRAT


BETTY T. YEE


Betty Yee has taken over a job that’s been a stronghold of progressive tax policy since the days of the late Bill Bennett. She’s done well in the position, supporting progressive financial measures and even coming down, as a top tax official, in favor of legalizing (and taxing) marijuana. We’re happy to endorse her for another term.


 


SUPERINTENDENT OF PUBLIC INSTRUCTION


TOM TORLAKSON


Two prominent Democratic legislators are running for this nonpartisan post, state Sen. Gloria Romero of Los Angeles and Assembly Member Tom Torlakson of Martinez. It’s a pretty clear choice: Romero is a big supporter of charter schools who thinks parents should be able to move their kids out of one school district and into another (allowing wealthier white parents, for example, to abandon Los Angeles or San Francisco for the suburban districts). She’s been supported in the past by Don and Doris Fisher, who put a chunk of their GAP Inc. fortune into school privatization efforts. Torlakson wants more accountability for charters, opposes the Romero district-option bill, and has the support of every major teachers union in the state. Vote for Torlakson.


 


STATE SENATE, DISTRICT 8, DEMOCRAT


LELAND YEE


Sen. Leland Yee can be infuriating. Two years ago, he was hell-bent on selling the Cow Palace as surplus state property and allowing private developers to take it over. In the recent budget crisis, he pissed off his Democratic colleagues by refusing to vote for cuts that everyone else knew were inevitable (while never making a strong stand in favor of, say, repealing Prop. 13 or raising other taxes). But he’s always been good on open-government issues and has made headlines lately for busting California State University, Stanislaus over a secret contract to bring Sarah Palin in for a fundraiser — and has raised the larger point that public universities shouldn’t hide their finances behind private foundations.


Yee will have no serious opposition for reelection, and his campaign for a second term in Sacramento is really the start of the Leland Yee for Mayor effort. With reservations over the Cow Palace deal and a few other issues, we’ll endorse him for reelection.


 Correction update: Yee’s office informs us that the senator suports an oil-severance tax and a tax on high-income earners and “believes that Prop. 13 should be reformed,” although he hasn’t taken a position on Assemblymember Tom Ammiano’s reform bill. 


STATE ASSEMBLY, DISTRICT 12, DEMOCRAT


FIONA MA


Fiona Ma’s a mixed bag (at best). She doesn’t like Pacific Gas and Electric Co. and supports public power, but comes up with strange bills that make no sense, like a 2009 measure to limit rent control in trailer parks. Why does Ma, who has no trailer parks in her district, care? Maybe because the landlords who control the mobile home facilities gave her some campaign cash. She faces no opposition, and we’re not thrilled with her record, but we’ll reluctantly back her for another term.


 


STATE ASSEMBLY, DISTRICT 13, DEMOCRAT


TOM AMMIANO


When the history of progressive politics in modern San Francisco is written, Tom Ammiano will be a central figure. His long-shot 1999 mayoral campaign against Willie Brown brought the left to life in town, and his leadership helped bring back district elections and put a progressive Board of Supervisors in place in 2000. As a supervisor, he authored the city’s landmark health care bill (which Newsom constantly tries to take credit for) and the rainy day fund (which saved the public schools from debilitating cuts). He uses his local influence to promote the right causes, issues, and candidates.


And he’s turned out to be an excellent member of the state Assembly. He forced BART to take seriously civilian oversight of the transit police force. He put the battle to reform Prop. 13 with a split-role measure back on the state agenda. And his efforts to legalize and tax marijuana are close to making California the first state to toss the insane pot laws. As chair of the Public Safety Committee, he routinely defies the police lobbies and the right-wing Republicans and defuses truly awful legislation. We’re glad Ammiano’s still fighting in the good fight, and we’re pleased to endorse him for another term.


 


STATE ASSEMBLY, DISTRICT 14, DEMOCRAT


NANCY SKINNER


Nancy Skinner has taken on one of the toughest, and for small businesses, most important, battles in Sacramento. She wants to make out-of-state companies that sell products to Californians collect and remit sales tax. If you buy a book at your local bookstore, you have to pay sales tax; if you buy it from Amazon, it’s tax-free. That not only hurts the state, which loses hundreds of millions of dollars in tax revenue, it’s a competitive disadvantage to local shops. Skinner’s a good progressive vote and an ally for Ammiano on the Public Safety Committee. We’re happy to endorse her for another term.


 


STATE ASSEMBLY, DISTRICT 16, DEMOCRAT


SANDRE SWANSON


Sandre Swanson represents the district where BART police killed Oscar Grant, but he wasn’t the one out front pushing for more civilian accountability; that was left to SF’s Ammiano. And while Swanson was generally supportive of Ammiano’s bill, he was hardly a leader in the campaign to pass it. This is too bad, because Swanson’s almost always a progressive vote and has been good on issues like whistleblower protection (a Swanson bill that passed this year protects local government workers who want to report problems confidentially). We’ll endorse him for another term, but he needs to get tougher on the BART police.

The vision thing

VISUAL ART All artists, to some degree, are visionaries. They envision something the rest of us can’t or haven’t been able to. That “something” can also be the envisioning itself, a way of seeing made manifest. An articulation of that vision should hopefully leave us questioning what it is we see before us, how we have come to see before this encounter, what we haven’t seen or noticed until now. One measure of an artwork’s efficacy, then, could be to what extent we find ourselves continuing to stumble along this line of inquiry, opened up by the work, long after we have left its presence.

In this respect, the art of Morris Graves (1910-2001), which has so often been hailed as “visionary,” is particularly efficacious. The latest testament to this unsung great of midcentury American art is “The Visionary Art of Morris Graves,” Meridian Gallery’s fantastic retrospective curated by Peter Selz. Taking over the first two floors of the former beaux-arts mansion, the 45 works in this comprehensive survey encourage much pleasurable stumbling.

This exhibit takes its title from San Francisco Renaissance man Kenneth Rexroth’s laudatory 1955 essay, “The Visionary Painting of Morris Graves,” which rightfully recognized that Graves’ art could not be reduced to the sum of its influences: whether the Asian calligraphic and brush painting traditions he studied from primary sources, such as the 15th century master Sesshu, as well as their reinterpretation by fellow Northwestern artist Mark Tobey, or the wilds of coastal Washington, a region from which he drew his color palette and which he called home for a great period of his life.

I will admit that all this talk of Graves’ visionary status colored my initial approach to his art. It was hard not to first fixate on the birds, serpents, chalices, and flowers — enough to fill a tarot deck — with their aura of hermetic significance and iconographic associations. But, as Rexroth’s observations underscore, to regard Graves’ work solely as that of a sylvan mystic, as Life magazine did in its famous 1954 spread “Mystic Painters of the Northwest,” is to see it myopically.

Graves’ vision is legible on the surfaces of his paintings. Many bear traces their initial contact with the tempera, oil paint, or ink, like dampened tissue spread out to dry. One has to get close to see how Graves’ intimately imbricates his figures with the sensuous textures in which they are situated. The spermatic flower delicately zig-zagging atop an ombre sea of undulating ink wash in Effort to Bloom (1943), or the bird buried within a calligraphic nest of white hatch-marks and seemingly endlessly retraced filigree in Bird in Moonlight (1939) are just two of the more dramatic examples of how Graves combines figuration and abstraction to create an insistently tactile whole.

Jarrett Earnest, Meridian’s assistant director (and full disclosure, a personal friend), articulates this quality of Graves’ work in his catalog essay when he writes, “[Graves’ paintings] ask you to experience their surface as you would the anatomy of a lover, looking as if caressing.” This tenderness, so markedly displayed in the large color paintings, also comes through in the simpler ink portraits of animals on the second floor. In Untitled (Hibernation) (c.a. 1954) the sleeping, whiskered donut of fur Graves depicts — in just a handful of measured brush strokes — so vividly evokes a deep sense of peace that I wish it were possible to spoon. To be in its presence makes one take stock of one’s own presence.

It would be reductive and essentializing to dovetail Graves’ deep sensitivity with his openness about his homosexuality, remarkable at a time when same-sex desire was criminalized. And yet, as Earnest also concludes, there is something about the sensuality of Graves’ work — one so removed from the masculine athleticism of Graves’ Abstract Expressionist contemporaries — that makes it truly visionary. Graves’ friend John Cage called his paintings “invitations.” Don’t be afraid to accept their offer to get close.

Appetite: Anchovies three ways

One (of many) of my great pleasures traveling in Italy is eating fresh sardines and anchovies along the coast, whether baked, brined or any other way. Thankfully, anchovies are plentiful — and often out of local waters — in the Bay Area. The anchovy, in particular, gets a bum rap as a too-salty pizza topping. That’s too bad, because it’s fantastically flavorful in the right preparation. Here are three places doing anchovies proud, with their own unique takes on one of the most healthy of fishes.

DINE As we wait for someone to open a restaurant called Highway 29 — the ultimate Napa Valley wine-country spot — we are comforted in the knowledge that we already have RN74. You are absolved for not knowing that RN74, the road, is the Highway 29 of Burgundy. It runs south from the provincial capital of Dijon to Beaune, in the heart of the Burgundian wine country.

I am not thrilled with the local trend toward naming restaurants after European highways — the names sound too much like car names — but there is no denying the force behind RN74. That force is Michael Mina, and if there is a more lustrous name in the recent annals of San Francisco restauranting, that name has escaped my notice. Mina was the man who, for a decade, guided the kitchen at Aqua (after an opening starburst of George Morrone); he then went on to open his (first) eponymous restaurant in the Westin St. Francis in the summer of 2004, with another following at the Bellagio in Las Vegas.

The themes here would seem to be luxe and empire, but in both of those senses, RN74 upsets expectations. It is beautiful and elegant inside but not overwrought, and it is (so far) one-of-a-kind. The main disappointment, for me, pertains to location; as at nearby Roy’s, the windows gaze out onto Mission Street and the romantic spell fades. Maybe that’s why such effort has been spent on the window treatments, with row after row of louvered screens lending a sense of warm summer evenings while subtly filtering out much of the actual view.

The other tremendous design element is the huge wine board hanging high above the east end of the dining room. It resembles the big boards you see in French railway stations, black with ever-changing white letters, like a huge mechanized chalkboard. In train stations, the board gives destinations and platforms; at RN74, the data involves last bottles of wine.

Given the immense scope of the wine list, the mechanized chalkboard must be close to indispensable. You could easily get lost in the printed version, which runs for many pages in small print and includes bottlings from France, Italy, Spain, California, and elsewhere, more than a few of them running into the hundreds of dollars. But the big board flashes deals — we snagged the last of an Italian gamay for $42 — while the prix-fixe option, three courses for $39, also includes a crack at the sommelier’s choice of red or white Burgundy for $30.

The food is exemplary: much less intricate and overbearing than at Michael Mina while losing little or nothing in inventiveness and polish. I was especially impressed by the smoked-sturgeon rillettes ($9), which incorporated a responsibly farmed fish into a classic French technique to produce a beguiling result — a kind of shmear to be spread on toast points. (The fish had been combined with crème fraïche for extra velvetiness.)

When your risotto wins the approval of someone who dislikes risotto, you must be making pretty good risotto. RN74’s leek version ($15) included plenty of Parmesan cheese, green peas, trumpet mushrooms, and watercress; it had the look and texture of corn snow, and the grains were perfectly cooked al dente, with just a hint of chalkiness. No mush. And when your grilled Monterey Bay sardines ($14) are gobbled up by someone who doesn’t like sardines … well, Q.E.D.

The main courses are marginally less compelling, mainly because they are star-driven and tend to rely on large masses of protein rather than artful interlacings of varied ingredients. Still, protein has its charms: halibut ($27) poached in olive oil to an almost confit-like denseness and plated with asparagus and snap peas; a pair of rounds of center-cut ribeye ($30), still gorgeously purple-pink in the middle and riding a coarse magic carpet woven from green garlic and trumpet mushrooms, while a ravioli filled with potato mousseline sat to one side like a cupcake; a filet of striped bass ($28), intoxicatingly scented with herbs and served with little pebbles of crisped chorizo.

Beignets seem to be well on their way to joining crème brûlée and molten chocolate cakes on just about every dessert menu around. At RN74, the beignets ($9) look like little throw pillows someone spilled sugar all over, and you dip them in a whiskey-caramel sauce with a little whipped cream. More interesting was a chocolate-praline bar ($9) — if your tailor made bespoke candy bars, they’d be something like this. You can get throw pillows anywhere.

The dawn of Earth Day

GREEN ISSUE The heavens welcomed Earth Day to America. All over the country, April 22, 1970 dawned clear and sunny; mild weather made it even easier to bring people into the streets. The Capitol Mall was packed, and so many members of Congress were making speeches and appearing at events that both houses adjourned for the day.

Mayors, governors, aldermen, village trustees, elementary school kids, Boy Scout troops, labor unions, college radicals, and even business groups participated. In fact, the only organization in the nation that actively opposed Earth Day was the Daughters of the American Revolution, which warned ominously that "subversive elements plan to make American children live in an environment that is good for them."

By nightfall, more than 20 million people had participated in the First National Environmental Teach-In, as the event was formally known. It established the environmental movement in the United States and helped spur the passage of numerous laws and the creation of hundreds of activist groups.

It was, by almost all accounts, a phenomenal success, an event that dwarfed the largest single-day civil rights and antiwar demonstrations of the era — and the person who ran it, 25-year-old Denis Hayes, wasn’t happy.

His concern with the nascent movement back then says a lot about where environmentalism is 40 years later.

Gaylord Nelson, a mild-mannered U.S. senator from Wisconsin, came up with the idea of Earth Day on a flight from Santa Barbara to Oakland. Nelson was the kind of guy who doesn’t get elected to the Senate these days — a polite, friendly small-town guy who was anything but a firebrand.

A balding, 52-year-old World War II veteran who survived Okinawa, Nelson was a Democrat and generally a liberal vote, but he got along fine with the die-hard conservatives. He kept a fairly low profile, and did a lot of his work behind the scenes.

But long before it was popular, Nelson was an ardent environmentalist — and he was always looking for ways to bring the future of the planet into the popular consciousness.

In August 1969, Nelson was on a West Coast speaking tour — and one of his mandatory stops was the small coastal city that seven months earlier had become ground zero for the environmental movement. Indeed, a lot of historians say that Earth Day 1970 was the coming out party for modern environmentalism — but the spark that made it possible, the event that turned observers into activists, took place Jan. 28, 1969 in Santa Barbara.

About 3:30 on a Tuesday afternoon, a photographer from the Santa Barbara News Press got the word that something had gone wrong on one of the Union Oil drilling platforms in the channel just offshore. The platforms were fairly new — the federal government had sold drilling rights in the area in February 1968 for $603 million, and Union was in the process of drilling its fourth offshore well. The company had convinced the U.S. Geological Survey to relax the safety rules for underwater rigs, saying there was no threat of a spill.

But shortly after the drill bit struck oil 3,478 feet beneath the surface, the rig hit a snag — and when the workers got the equipment free, oil began exploding out. Within two weeks, more than 3 million gallons of California crude was on the surface of the Pacific Ocean, and a lot of it had washed ashore, fouling the pristine beaches of Santa Barbara and fueling an angry popular backlash nationwide.

Nelson received an overwhelming reception at his Santa Barbara talk — and horrified as he was by the spill, he was glad that an environmental concern was suddenly big news. But, as he told me in an interview years ago, he still wasn’t sure what the next steps ought to be — until, bored on an hour-long flight to his next speech in Berkeley, he picked up a copy of Ramparts magazine.

The radical left publication, once described as having "a bomb in every issue," wasn’t Nelson’s typical reading material. But this particular issue was devoted to a new trend on college campuses — day-long "teach-ins" on the Vietnam War.

Huh, Nelson thought. A teach-in. That’s an intriguing idea.

Hayes was a student in the prestigious joint program in law and public policy at Harvard. He’d been something of a campus activist, protesting against the war, but hadn’t paid much attention to environmental issues. He needed a public-interest job of some sort for a class project, though, so when he read a newspaper article about the senator who was planning a national environmental teach-in, he called and offered to organize the effort in Boston. Nelson invited him to Washington, was impressed by his Harvard education and enthusiasm, and hired him to run the whole show.

The senator was very clear from the start: the National Environmental Teach-In would not be a radical Vietnam-style protest. The event would be nonpartisan, polite, and entirely legal. Hayes and his staffers chafed a bit at the rules (and the two Senate staffers Nelson placed in the Earth Day office to keep an eye on things), and they ultimately set up a separate nonprofit called the Environmental Action Foundation to take more aggressive stands on issues.

Meanwhile, Hayes did the job he was hired to do — and did it well. Everywhere he turned, from small towns to big corporations, people wanted to plug in, to be a part of the first Earth Day. Many wanted to do nice, noncontroversial projects: In Knoxville, Tenn., students decided to scour rivers and streams for trash to see if they could each clean up the five pounds of garbage the average American threw away each day. In dozens of communities, people organized tree-plantings. In New York, Mayor John Lindsay led a parade down Fifth Avenue.

A few of the actions were more dramatic. A few protesters smashed a car to bits, and in Boston, 200 people carried coffins into Logan International Airport in a symbolic "die-in" against airport expansion. In Omaha, Neb., so many college students walked around in gas masks that the stores ran out. But it was, Hayes realized, an awful lot of talk and not a lot of action. The participants were also overwhelmingly white and middle-class.

Hayes wasn’t the only one feeling that way. In New York, author Kurt Vonnegut, speaking from a platform decorated with a giant paper sunflower, added a note of cynicism.

"Here we are again, the peaceful demonstrators," he said, "mostly young and mostly white. Good luck to us, for I don’t know what sporting event the president [Richard Nixon] may be watching at the moment. He should help us make a fit place for human beings to live. Will he do it? No. So the war will go on. Meanwhile, we go up and down Fifth Avenue, picking up trash."

Hayes finally broke with the politics of his mentor early on Earth Day morning when it was too late to fire him. The next day, the National Environmental Teach-In office would close and the organization would shut down. From that moment on, he could say what he liked and not worry who he offended.

"I suspect," he told a crowd gathered at the Capitol Mall, "that the politicians and businessmen who are jumping on the environmental bandwagon don’t have the slightest idea what they are getting into. They are talking about filters on smokestacks while we are challenging corporate irresponsibility. They are bursting with pride about plans for totally inadequate municipal sewage plants. We are challenging the ethics of a society that, with only 6 percent of the world’s population, accounts for more than half the world’s annual consumption of raw materials.

"We are building a movement," he continued, "a movement with a broad base, a movement that transcends traditional political boundaries. It is a movement that values people more than technology and political ideologies, people more than profit.

"It will be a difficult fight. Earth Day is the beginning."

I first met Hayes in 1990, near the office in Palo Alto where he was planning the 20th anniversary of Earth Day. He’d continued his environmental work inside and outside government, at one point running the National Energy Laboratory under President Jimmy Carter. Earth Day 20 was shaping up as a gigantic event, one that would ultimately involve 200 million people around the globe. Earth Day was becoming the largest secular holiday on the planet.

Hayes was excited about the event, which he was running this time without the moderating influence of a U.S. senator. And he was aiming for a much more activist message — in fact, at that point, he was pretty clear that the U.S. environmental movement was running out of time.

"Twenty years ago, Earth Day was a protest movement," he told a crowd of more than 300,000 in Washington, D.C. "We no longer have time to protest. The most important problems facing our generation will be won or lost in the next 10 years. We cannot protest our losses. We have to win."

And now another 20 years have passed — and by many accounts, we are not winning. Climate change continues, and even accelerates; an attempt at a global accord just failed; and Congress can’t even pass a mild, watered-down bill to limit carbon emissions.

And Hayes, now president of the Bullitt Foundation, a sustainability organization in Seattle, thinks the movement has a serious problem. "Earth Day has succeeded in being the ultimate big tent," he told me by phone recently. "To some rather great extent, is had some measure of success."

But he noted that "in American politics these days, it’s not the breadth of support, it’s the intensity that matters. Environmentalists tend to be broadly progressive people who care about war and the economy and health care. They aren’t single-issue voters. And somehow, the political intensity is missing."

Hayes isn’t advocating that environmentalists forget about everything else and ignore all the other issues — or that the movement lose its broad-based appeal — but he said it’s time to bring political leaders and policies under much, much sharper scrutiny and to "stop accepting a voting record of 80 percent."

It’s hard today to be bipartisan, and compromise is unacceptable, Hayes told me. "I was probably right [in 1990]," he said. "If what you’re aspiring to do is stop the greenhouse gases before they do significant damage to the environment, it’s too late." At this point, he said, it’s all about keeping the damage from turning into a widespread ecological disaster.

"I would like to see Earth Day 50 be a celebration," he said. "I would like to see by then a real price on carbon, nuclear power not proliferating, and a profound, stable investment in cost-effective, distributed renewable energy." But for that to happen, "we need to have a very intense core of environmental voters who realize that these threats to life on the planet are more important than a lot of other things."

SF smokers kicked to curb, by the cars

San Francisco smokers will be hit with the latest in a long lines of restrictions starting April 25, when they’ll be kicked to the curb, out by the cars whose tailpipes are at least as dangerous as secondhand smoke.

But drivers haven’t been as easy to demonize as smokers. Light up within 15 feet of a building entrance and you’ll be breaking the law. Other spots where smokers will be barred include outdoor areas at cafes and restaurants, farmer’s markets, and charity bingo games (grandma can take her wheelchair to the curb if she needs a puff).

But pot smokers need not fear. The new law maintains a provision allowing you to light up in licensed dispensaries. Smoking patios at bars are still okay, though smokers probably shouldn’t get too comfortable.

            The San Francisco Department of Public Health frames the smoking debate in terms of the impacts of secondhand smoke. And there’s some good data there. People tend to think lungs and cancer when they think smoking, but the real problem with second hand smoke is heart attacks.  A 2005 estimate from the California EPA put the number of heart attack deaths from second hand smoke at 3,600 annually. Second hand smoke contains a host of toxins from benzene to arsenic.

But it’s hard to know the incremental benefits of moving smokers to the curb. Almost all of the positive data on public health improvements from smoking bans has come from measures the city has already taken. But Mele Lau-Smith of DPH gave me a preview of the potential next battleground: third hand smoke.

“The new science that’s coming out on third hand smoke is interesting. Third hand smoke is everything that clings to furniture and hair and takes longer to dissipate. They’re smaller particles that get deeper into the lungs,” she says. The term was coined last year in the journal Pediatrics and a 2010 paper showed that nicotine reacts with nitrous acid to form carcinogenic molecules that hang around long after a smoker has left the room.

            So the news gets worse for smokers, and the anti-smoking crusade to completely eliminate smoking gains an inch. The smoking prevalence rate in California is among the lowest in the country at 14.3 percent. Most states are in the 18-20 percent range.

            And while it’s all well and good, one wonders if there are other problems in the air besides second hand smoke. Choosing to live in an urban area like San Francisco lowers one’s life expectancy by two years, and one of the major reasons for that is auto exhaust and illnesses related to poorer air quality.

            Mark Jacobson, Professor of Civil and Environmental Engineering at Stanford University, believes the government should keep regulating until smoking is eliminated. But when comparing deaths from automobile emissions versus second hand smoke, he added, “If you look at the mass of the automobile exhaust, then you’re looking at a much bigger figure than second hand smoke. Vehicle exhaust is still way under regulated for addressing health concerns.” Over 2 million people die globally from air pollution each year. About 500,000 die from second hand smoke.

            In the end, Jacobson says it comes down to combustion. When you start burning, you release toxins that eventually hurt or kill people. It doesn’t matter if it’s diesel fuel, gasoline, or tobacco. Combustible products harm public health, and in the case of oil, the environment.

Smokers have proven ideal targets for taxes. San Francisco smokers pay $2.08 in taxes on every pack of cigarettes. When you’re in the minority and the government needs cash, it’s a political no brainer. A 20 cent cigarette tax was tacked on by the Board of Supervisors last October, done under the argument that the money was needed to clean up cigarette butts. Recent proposals to add a local 10 cent tax on gasoline in order to help various cash strapped public transit agencies haven’t found much traction.

So smokers, enjoy the summer. It’ll be the last summer you can light up after an outdoor sunset meal. The smoking ban at restaurants won’t be implemented for another six months.

But come November you’ll be enjoying that smoke out by the curb, where you’ll also be treated to some car exhaust. But, hey, at this point you’re probably all in anyways.

No time for a trade war

NEW YORK – The battle with the United States over China’s exchange rate continues. When the Great Recession began, many worried that protectionism would rear its ugly head. True, G-20 leaders promised that they had learned the lessons of the Great Depression. But 17 of the G-20’s members introduced protectionist measures just months after the first summit in November 2008. The “Buy America” provision in the United States’ stimulus bill got the most attention. Still, protectionism was contained, partly due to the World Trade Organization.

Continuing economic weakness in the advanced economies risks a new round of protectionism. In America, for example, more than one in six workers who would like a full-time job can’t find one.

These were among the risks associated with America’s insufficient stimulus, which was designed to placate members of Congress as much as it was to revive the economy. With soaring deficits, a second stimulus appears unlikely, and, with monetary policy at its limits and inflation hawks being barely kept at bay, there is little hope of help from that department, either. So protectionism is taking pride of place.

The US Treasury has been charged by Congress to assess whether China is a “currency manipulator.” Although President Obama has now delayed for some months when Treasury Secretary Timothy Geithner must issue his report, the very concept of “currency manipulation” itself is flawed: all governments take actions that directly or indirectly affect the exchange rate. Reckless budget deficits can lead to a weak currency; so can low interest rates. Until the recent crisis in Greece, the US benefited from a weak dollar/euro exchange rate. Should Europeans have accused the US of “manipulating” the exchange rate to expand exports at its expense?

Although US politicians focus on the bilateral trade deficit with China – which is persistently large – what matters is the multilateral balance. When demands for China to adjust its exchange rate began during George W. Bush’s administration, its multilateral trade surplus was small. More recently, however, China has been running a large multilateral surplus as well.

Saudi Arabia also has a bilateral and multilateral surplus: Americans want its oil, and Saudis want fewer US products. Even in absolute value, Saudi Arabia’s multilateral merchandise surplus of $212 billion in 2008 dwarfs China’s $175 billion surplus; as a percentage of GDP, Saudi Arabia’s current-account surplus, at 11.5% of GDP, is more than twice that of China. Saudi Arabia’s surplus would be far higher were it not for US armaments exports.

In a global economy with deficient aggregate demand, current-account surpluses are a problem. But China’s current-account surplus is actually less than the combined figure for Japan and Germany; as a percentage of GDP, it is 5%, compared to Germany’s 5.2%.

Many factors other than exchange rates affect a country’s trade balance.  A key determinant is national savings. America’s multilateral trade deficit will not be significantly narrowed until America saves significantly more; while the Great Recession induced higher household savings (which were near zero), this has been more than offset by the increased government deficits.

Adjustment in the exchange rate is likely simply to shift to where America buys its textiles and apparel – from Bangladesh or Sri Lanka, rather than China. Meanwhile, an increase in the exchange rate is likely to contribute to inequality in China, as its poor farmers face increasing competition from America’s highly subsidized farms. This is the real trade distortion in the global economy – one in which millions of poor people in developing countries are hurt as America helps some of the world’s richest farmers.

During the 1997-1998 Asian financial crisis, the renminbi’s stability played an important role in stabilizing the region. So, too, the renminbi’s stability has helped the region maintain strong growth, from which the world as a whole benefits.

Some argue that China needs to adjust its exchange rate to prevent inflation or bubbles. Inflation remains contained, but, more to the point, China’s government has an arsenal of other weapons (from taxes on capital inflows and capital-gains taxes to a variety of monetary instruments) at its disposal.

But exchange rates do affect the pattern of growth, and it is in China’s own interest to restructure and move away from high dependence on export-led growth. China recognizes that its currency needs to appreciate over the long run, and politicizing the speed at which it does so has been counterproductive. (Since it began revaluing its exchange rate in July 2005, the adjustment has been half or more of what most experts think is required.) Moreover, starting a bilateral confrontation is unwise.

Since China’s multilateral surplus is the economic issue and many countries are concerned about it, the US should seek a multilateral, rules-based solution. Imposing unilateral duties after unilaterally labeling China a “currency manipulator” would undermine the multilateral system, with little payoff. China might respond by imposing duties on those American products effectively directly or indirectly subsidized by America’s massive bailouts of its banks and car companies.

No one wins from a trade war. So America should be wary of igniting one in the midst of an uncertain global recovery – as popular as it might be with politicians whose constituents are justly concerned about high unemployment, and as easy as it is to look for blame elsewhere. Unfortunately, this global crisis was made in America, and America must look inward, not only to revive its economy, but also to prevent a recurrence.

DANCE This past weekend, Kendra Kimbrough Barnes and José Navarrete with Violeta Luna — CounterPULSE’s winter artists-in-residence — showed what artists can do, given time and space to work. Both tackled complex issues that extract high human costs. For Barnes it was imprisonment; for the Navarrete-Luna team, water. Both half-hour pieces will benefit from some refinement and rethinking.

Barnes calls her Home Is That Way? a work in progress, so one can hope it will return in a modified form. Home doesn’t even to attempt to untangle the morass surrounding the justice system, instead trying to shed light on the personal cost for prisoners and their families. Intimate yet far-reaching, Home has strong bones; they need to be fleshed out. Seen through Shelley Davis’ chain-link fence, Barnes, Clairemonica Figueroa, Kayos Makaya, and Travis Rowland are four automaton prisoners who do their own version of walking the walk. When Figueroa puts a slight drag into her step, she fills it with the weight in her soul.

The often haunting Home reworks all-too-familiar images well. The dancers spread-eagle themselves against the wall, and you don’t know whether there is guard behind them or whether they are trying to push the stones down. A lineup turns into a row boat with a futile dream of getting away. In a prison yard, the men work at bodybuilding, the women at connecting with each other. When Home attempts to recall a time of innocence, it runs into a common theatrical conundrum. It’s almost impossible for adults to slip into the skin of children. So these games of pattycake, kick the ball, and hopscotch look imposed instead of embodied. The piece’s un-credited writing, though undoubtedly heartfelt, also has a stiff earnestness to it that undercuts its emotional thrust. Davis’ set, including what looks a place for dreaming, needs better lighting.

At the end of another work in progress, New Rituals for a Desperate Era, Navarrete invites the audience to fill out a petition to Congress to recognize water as a human right. He explains that he wants the audience to go away having done something hopeful. Audiences will also take something good with them if a piece is rounded off successfully. He and Luna might try to do that in addition to the political gesture. Luna is a performance artist from Mexico whose finely tuned theatrical skills complement Navarrete’s more exuberant antics. Together they have created a wild ride that starts cosmically and ends in a carnivalesque phantasmagoria. Major credit has to go to long-time Bay Area designer Lauren Elder’s stunning set and costumes, the key to which are that detritus of modern society: the plastic water bottle.

Rituals is divided into distinct episodes, with Luna taking the lead in evoking a holistic perspective of nature with slow-paced but tightly controlled images of birthing and growth through sacred practices. Navarrete is a motor-mouthed huckster of “agua mágica” — the product of multinational greed — that promises to heal everything from asthma to sexual dysfunction. He also beautifully segues into a transformation from an oil-slicked subhuman into a dying fish who dreams of clean water. The final image of the transformation of the gods takes too long, though it’s worth the wait.

CHEAP EATS My cowboy hat had mold in it. My chicken farmer coat had mold in it. Even the buttons were fuzzy. My brother doesn’t take baths, he takes showers, and so the outdoor tub was full of insect skeletons, spiders, spider webs, and junk mail. There is a rumor that a guest of his hid some weed in the chicken coop. Not that I’m interested, but I took a look anyway and only saw straw.

I am tempted to get chickens again. There is no buried treasure that chickens will not eventually uncover, and I’ve always kind of wanted stoner chickens. I’ve always wondered what it would be like if they, as a species, were a little more chill and slept longer. Not that it would matter much to me at this point. Ten years of chicken farming has permanently programmed me to snap awake at first-light. In the year or so since I last farmed actual chickens, nothing has changed on this front.

Anyway, I don’t know if I can keep this place. My brother, who had been subletting it, went bust and lit out for Ohio, leaving me, for the moment, his van. Which burns oil, has a badly cracked windshield, no horn or high-beams, electrical problems, and a slow leak in at least one tire. What this all reminds me of, naturally, is every other car I’ve ever had except for that last little one, the new one, which I sold last year when I sold my soul to the devil, and my heart to someone even meaner.

So wheels being wheels, I am able at will to visit my old, now-haunted shack in the woods, at least until the brother comes back.

Should I get chickens?

Can anyone help me pay the rent? Surely I must have me some friends in town who like to sneak away and be haunted for a weekend by the ghost of broken water heaters, all-night face-touching in the dark, and the squawks of long-ago stewed chickens, scratching and pecking from dusk to dawn in search of rumored grass.

The editor of the paper I write for, if not the world, wrote to me while I was still in Europe and said, “If you come back, I will buy you duck soup.”

Technically he said when you come back, but for fun I want to think of this — this duck soup business — as just that: business. Like a contract extension. Or a contract renegotiation. Or a contract.

So correct me if I’m wrong, my lawyerly readers, but I interpret it like this: If I come back (which I did), what’s in it for me is one bowl of my favorite thing to eat in the whole wide world, duck noodle soup, and — as a kind of a signing bonus — an unwritten, nonverbal, body-languageless, and in-no-way-even-hinted commitment to continue to publish this column for as long as I am alive and can make a sentence — whichever comes first.

Well.

That’s a no-brainer, innit? No brain, no heart, no soul, but I’ve still got me my stomach, don’t I? And a healthy appetite and this shit van for a month, and two places to live and at least two bikes …

So I wrote back just as soon as I was in the country, give or take exactly 13 days, and agreed in spirit to the editor of the paper I write for’s proposal. Then I donned my best business skirt and matchingest sneakers, hopped on one of my at-least-two bikes, and pumped it to the Tenderloin to iron out the details.

The details: wide egg noodles, one whole, delicious, fall-apart tender duck leg quarter, and wontons in a wonderfully businesslike broth. Times two. As a show of support and solidarity, Mr. Redmond ordered the same exact thing!

So I told him my story, like I tell all my friends, only instead of making him cry or puke or curse or have to walk around the block a few times to clear his head, he came back with an even better story. And by better I mean worse. Which makes me feel kind of actually, I don’t know, good — knowing that shit happens to everyone, even editors.

It’s no frills, not undiscovered, cheap-even-if-you-have-to-pay-for-it, and by far my new favorite restaurant.

Roundup of depressing environmental news

At the Guardian, we’re busy putting together our annual Green Issue to commemorate Earth Day. It’s great that recycling and general concern for the planet have been on the rise over the past 40 years, but I can’t help but notice a few Prozac-worthy reports on the environmental front recently.

First there was the bomb President Barack Obama dropped on environmentalists last week with plans to open up vast areas off the coast of the eastern seaboard and Alaska for offshore oil drilling.

Then there was the news that a host of Texas oil companies, in league with the Tea Party (Teabaggers?) and a group named for the guy who dreamed up Prop 13, are bankrolling an effort to suspend California’s landmark global warming legislation, AB 32, with a ballot initiative. (A few brave souls have launched a Boycott Valero campaign against Valero Oil Co., a major source of funding for the initiative to suspend AB 32.)

And finally, another tragic reminder that extracting and burning coal is a perilous way to keep the lights on: An explosion at a West Virginia coal mine owned by Massey Energy has killed six mine workers and trapped 21. This is why some communities in the coal-mining regions of Southern Appalachia think of themselves as residents of a national “sacrifice zone” for U.S. energy demand.

Let’s all hope the upcoming Green Festival in San Francisco this weekend is more inspiring than these headlines.

Building better buses

GREEN CITY To hear Jaimie Levin talk is to understand that his cause is larger than just promoting alternative fuels for public transportation. “We either pay the tax ourselves or we pay the tax of sending money to the Middle East,” he said as we walked through the noisy AC Transit bus yard in East Oakland. “There’s a human cost of lives lost in a foreign war.”

AC Transit uses 6.5 million gallons of diesel per year. As the agency’s director of alternative fuels policy, it’s Levin’s job to lower that number. He has experimented with biodiesel and gas-electric hybrid buses. But the passion that consumes him these days is hydrogen. He has spent the last 10 years testing and deploying three hydrogen fuel cell buses for AC Transit, and he’s ready for more.

The first of 12 new hydrogen fuel cell buses begin arriving from Belgium at the end of April, doubling the number of fuel cell buses operating in the United States. They will run on multiple lines, including the 57, 18, and the NL transbay route, which runs between San Francisco and Oakland.

Levin promotes a mix of energy sources, but he argues that hydrogen is the best way to go, even if there’s a big near-term problem: the price of a hydrogen fuel cell bus. The new buses cost $2.5 million each compared to a standard diesel bus, which runs $400,000. Levin describes the buses as research vehicles and works with the National Renewable Energy Laboratory to monitor their performance.

“It’s not cheap. We understand that. These are still hand-made. We’re talking about making less than 20 vehicles,” he says. Levin is hopeful that if orders for hydrogen fuel cell buses could reach even 200, the cost of the fuel cells would come down by 45 percent. Levin has secured 16 different grants from federal, state, and regional agencies, ranging from the Federal Transportation Administration to the California Air Resources Board, to cover the $57 million program. The use of outside funds has been critical at a time when AC Transit is cutting service to deal with its budget shortfall.

The cost of the hydrogen fuel itself has caused some to ask if it’s a viable alternative to gasoline. A kilogram of hydrogen, which is equivalent to a gallon of gas in terms of energy content, typically costs $7-$8. But hydrogen fuel cells are twice as energy efficient as internal combustion engines.

AC Transit currently gets its hydrogen fuel from its own production facility that it built with Chevron, which is regularly criticized by environmental and human rights groups for everything from pollution to obscene profits to support for despotic regimes. “Chevron Hydrogen” billboards plaster the bus yard, and the logos are yellow and baby blue, a noticeable difference compared to the traditional blue and red Chevron insignia. There’s an ecofriendly, sunny quality to the branding.

But come September, Chevron will exit its collaboration with AC Transit, which will begin purchasing its hydrogen from a Linde plant in Southern California. Part of the reason is that the Chevron-designed system does not have the capacity to produce hydrogen for 12 buses. Industry watchers note that oil companies have scaled back initial forays into hydrogen, perhaps not wanting to facilitate the transition from fossil fuels.

“The big issue is the infrastructure side. What’s cooling it off right now is how far the oil companies have backed off,” said Tim Lipman, codirector of the UC Berkeley Transportation Sustainability Research Center. “If you’re an oil company, you’ve got to figure you’re going to lose money for a while — and you’re making tons of money in your existing business. It’s not broken right now. They don’t see an advantage of being the first to market. We’re not running out of oil.”

Maybe not yet, but between the global warming impacts of oil and the increased cost of extracting oil after the most readily available supplies peak, there is a pressing need to develop alternatives to fossil fuels.

“The oil companies were getting all sorts of pressure to get off oil and carbon so they go out looking for an alternative that looks good and takes the longest to implement. Hydrogen is perfect,” said David Redstone, editor of Hydrogen and Fuel Cell Investor, who has covered hydrogen for more than 10 years.

After studying hydrogen for so many years, Redstone has become skeptical about its real potential. “I was a believer when I started,” he told us. “I learned a lot. I knew a lot less when I started. I knew a lot less about the engineering and cost issues involved.”

For example, fuel cells require platinum, which acts as a catalyst to help burn hydrogen fuel. There is ongoing research to reduce the amount of platinum needed in a fuel cell, and exploratory work with less expensive catalysts like nickel. But for now and in the foreseeable future, hydrogen is still a very expensive technology. “They’ve been demonstrating these fuel cell buses for 20 years. It’s like the mentality at the companies involved is that it’s perfectly normal to be a demonstration technology forever,” added Redstone.

He believes that the realistic solutions to the overuse of fossil fuels lie in a mix of behavioral changes and economic incentives, not technological silver bullets. Stop suburban sprawl, get people to live closer to work, and start taxing carbon. Or in Redstone’s simpler terms, you’ve got to put an end to “assholes commuting 75 miles to work in a Hummer.”

The International Panel on Climate Change estimates that surface temperatures will rise 2 degrees to 11.5 degrees Farenheit in the 21st century. Greenhouse gas emissions are a major contributor to global warming.

The promise of hydrogen fuel is that its only emission is water. The major criticism of the move toward battery electric plug-in vehicles has been that the power to charge batteries comes from a power grid that is frequently a heavy greenhouse gas emitter. Half of the electricity generation in the U.S. comes from coal, the dirtiest of the fossil fuels.

But the hitch with hydrogen fuel is how to make it. You can’t drill for hydrogen, you have to create it in a process that requires energy. The predominant source for hydrogen fuel is natural gas, which emits less carbon than gasoline but is still a fossil fuel.

The holy grail of alternative energy is an efficient method for making hydrogen fuel from water instead of natural gas. The problem has been the significant amount of energy required to electrolyze water, to split apart H2O to make hydrogen fuel.

Levin believes he has the beginning of an answer. Before the end of 2010, AC Transit will complete its installation of a solar-powered proton electrolyzer in Emeryville. Solar panels will be built atop the roof of the hydrogen fueling station and the solar energy trapped will power the electrolyzer, in turn producing hydrogen fuel from water, hopefully about 60 kilograms per day, enough to power two buses. Levin received $6.4 million from the American Recovery and Reinvestment Act for the project. The remaining 10 hydrogen fuel cell buses will rely on hydrogen fuel made from natural gas.

As important as the production of hydrogen fuel are the pump stations to deliver it. Gov. Arnold Schwarzenegger’s promised “hydrogen highway” hasn’t happened. The initial plans called for 50 to 100 stations by the end of 2010, and a station every 50 miles, but there are now just 21 stations clustered in urban areas. And with oil companies withdrawing their support and government agencies hurting for resources, the hydrogen highway remains as far off as ever.

“I see the power of corporations growing and the power of politicians actually waning,” Lipman said. “Who is really going to benefit the most? It’s society and consumers, but they’re not going to lobby for it.”

When it comes to lobbying, few can outgun the power of the Western States Petroleum Association. WSPA is consistently among the top few lobbyists in California, spending $10.5 million to influence the Legislature in 2007-08. Even with the push for alternative energy options, it’s oil that really governs the debate. Relatively inexpensive and easily storable, oil is still king even as gasoline prices hover at $80 a barrel.

“We will never run out of oil, but the question is, can we afford it?” said WSPA spokesperson Tupper Hull. Rising oil prices have helped proponents of alternative energy because the cost spread between gasoline and other energy options has narrowed. But they worry that momentum will be lost if the recession lingers and oil drops in price.

Proponents of the “peak oil” theory say we are approaching a point at which global oil production will start declining, necessitating a rapid and potentially painful transition to new fuels. But identifying the peak is difficult, complicated by events such as the 2007 discovery of more than 5 billion barrels of oil off the coast of Brazil. The oil field was found under 7,060 feet of water, 10,000 feet of sand, and another 6,600 feet of salt. What the oil industry is ultimately worried about is whether we will hit a point where extracting oil gets so expensive that the cost of oil starts to cripple the global economy. Drilling four miles under the sea isn’t cheap.

In an e-mail exchange about Chevron’s AC transit hydrogen fueling station, Chevron spokesperson Brent Tippen wrote, “Hydrogen has potential as a transportation fuel in the long term, but significant technical and economic obstacles prevent it from being a widespread commercial fuel option right now.”

Levin is cautiously optimistic that it could be the gas companies like Linde and Praxair, and not the oil companies, that carry the hydrogen torch forward.

After a brief ride in a hydrogen fuel cell bus, Levin noted how quiet they are. At one point, he bought Tibetan bells and had them welded to the bus so it would be audible as it moved, but there wasn’t enough vibration to make them ring.

Therein lies Levin’s dream: a quiet, nonemitting vehicle for public transportation. And maybe even someday an entire society running on a clean, renewable, domestic fuel source. But for now he’ll start with what he’s got: a $2.5 million bus that emits water from the tailpipe and doesn’t make any noise.

DINE You walk into a restaurant that offers “global tapas,” and you see a sushi chef standing behind a sushi bar, like an extra player who’s been thrown into some mammoth baseball trade to sweeten the deal, a utility infielder or the fabled “player to be named later.” Apart from this apparent anomaly, the restaurant is good-looking, with a long screen of dark wooden louvers to separate the bar from the dining room, halogen lamps like dangling stars, and plenty of green paint. The place is called Art/S, and the worst criticism that can be made of the physical layout is that the large front windows are filled with Lombard Street traffic.

A few years ago, an excellent restaurant called Sangha, in the Glen Park Village, offered a menu that mingled nuevo Latino and Japanese elements with surprising success (although it didn’t save it from closing late last spring). Still, the Sangha run suggested that Japanese cuisine was not necessarily insular and could sometimes be mixed and matched with other cuisines.

At Art/S, the riff is match, not mix. There is no overt cross-cultural pollination; the two-sided menu card offers a California hodgepodge, with Iberian and Mexican touches, on its front face, while the Japanese items are to be found on the other side. The twain do not meet. Over the head of the sushi chef is a long chalkboard — a kind of scoreboard for the food-involved — listing delicacies such as paella negra (made with squid-ink rice), but he can’t see it.

Paella is one of the few full-sized plates. Most of the dishes are smaller, though large enough to be shareable, and they range in tone from classic bar food to exercises in sophistication that would play well in the temples of haute cuisine downtown. We were especially impressed, in the latter vein, by the yellowtail crudo ($9), which arranged flaps of fish in the shallow wells of a long, narrow porcelain tray, thatched them with shredded radish and slices of jalapeño pepper, and gently doused them with a tart truffle ponzu sauce.

The bar-food angle is well-served by such shamelessly fatty crowd-pleasers as cheese croquette ($9), a blend of white cheddar and mozzarella cheeses like molten lava in a crust of fried breading and served with a ramekin of balsamic vinaigrette, as dark and viscous as used motor oil and quite tasty, though superfluous. Another small plate with similar visceral appeal is the Cali chili-fried potato ($5), spears of Yukon Gold sprinkled with chili flakes and presented with an addictive caesar aioli.

The Iberian-tinged dishes, interestingly, caused some division of opinion. The pintxos chorizo ($7) sounded Spanish, even Basque (“pintxos” is the Basque equivalent of “tapas”), but the chorizo lengths in question were Mexican, made from fresh pork, with plenty of garlic and chile. (Spanish chorizo is air-cured, like prosciutto, and typically seasoned with smoked paprika.) Atop each sausage cylinder, a tab of sweet potato had been fastened with a toothpick, and I wasn’t sure why. The tabs were as pale as Monterey Jack cheese and didn’t add much flavor or texture — not that Mexican chorizo needs help in the flavor department.

The Galicia octopus ($9), an earthenware crock filled with octopus and potato chunks in a spicy dark tomato-based sauce, also left a hung jury. The sauce had the faintly bitter bite of smoked paprika, which perhaps is an acquired taste, and I long ago acquired it; I thought it made a handsome contrast with the faint sweetness of the octopus. Others disagreed. Further objections were raised (rather spuriously, I thought) against the potatoes. They weren’t exactly necessary, but they did add some ballast to the dish. On the other hand, everyone like the spiced chicken tacos ($6 for two), which were made with proper corn tortillas and enlivened with blue cheese.

Fish: several varieties are offered as “sizzling” plates, among them an excellent mahi-mahi filet ($10), dense, meaty, and juicy atop a jumble of bean sprouts, green peas, yellow zucchini, goji berries, and Meyer lemon in a garlic sauce. For unsizzling, flip the menu card and find an extensive list of nigiri, sashimi, and rolls, including spicy tuna — the “ultimate” ($7.50) — and Cancun ($9), with smoked albacore, roasted jalapeño peppers, avocado, and spicy radish. The Cancun struck me as a Californication (a quite nice one, though), while the former strongly appealed to a member of our party who’d never eaten a sushi-style dish before: an already small world growing a little smaller.

EDITORIAL San Francisco has been talking about creating a community-choice aggregation system to sell cleaner electricity for five years now. There have been hearings, studies, debates, discussions, and negotiations. And now it’s coming down to the wire: to avoid the prospect of a Pacific Gas and Electric Company initiative on the June ballot that cuts the city’s effort off at the knees, San Francisco officials need to get CCA up and running before June 8.

But the mayor and the Public Utilities Commission don’t seem to have any sense of urgency. And the slow pace of negotiations with the contractor that would handle the electricity purchases is playing right into PG&E’s hands. If the mayor and his handpicked PUC director, Ed Harrington, and his handpicked commissioners dawdle and delay, they’ll be giving the corrupt private utility exactly what it wants.

It’s particularly frustrating since Marin County – which, unlike San Francisco, has no federal mandate for public power – is far ahead of this city, has a CCA program ready to go, and most likely won’t be affected by the PG&E initiative. What on earth is wrong with San Francisco?
CCA would allow the city to create the equivalent of an electricity buyer’s co-op, so that San Francisco could purchase electricity in bulk from providers that offer a more renewable mix. PG&E gets only a tiny portion of its power from renewables. With the advantage of wholesale purchases and no corporate profit, the city ought to be able to offer lower rates.

The contractor that won the bid to put the co-op together, Power Choice LLC, is run by people with substantial experience in the electricity business. The city’s been in talks with Power Choice about a contract since Feb. 9 – but progress is slow.

Harrington told us that he expects to have “a contract as soon as we can get a contract” but there’s no deadline. That’s crazy – there’s a very real deadline looming, a time bomb planted by PG&E, and the city needs to take it seriously. PG&E has used vast sums of corporate money to place a measure on the June ballot that would make it almost impossible to create new public-power entities; Proposition 16 would mandate a two-thirds local vote for any public agency that wants to sell retail electricity. And the company is spending $35 million on a campaign to get it passed.

That election is barely two months away – and if Prop. 16 passes before San Francisco has a signed contract and a CCA program under way, five years of work, led by Sup. Ross Mirkarimi and the Local Agency Formation Commission, could be for nothing. The best chance the city has to fight global warming, promote renewable energy, take control of its own energy future, and offer more stable, cheaper rates to customers could be gone, forever.

What’s the hang-up? Nobody’s talking, since the negotiations are still ongoing, but from what we hear, Harrington, Newsom, and the PUC members are worried about “risk” – that is, the risk that the San Francisco CCA might have to raise rates above what PG&E is currently charging to make the numbers pencil out. (Part of the risk: PG&E will have 60 days to try to convince customers to "opt out" of the CCA and stay with the private utility. If a critical mass of residents and businesses doesn’t stick with the CCA program, the economics could be dicey.)

But the risk discussions are missing a critical point: PG&E’s rates are going to go up, dramatically, over the next few years. The company already has an application for a stiff rate hike this year, and it’s inconceivable that the utility’s prices will do anything but continue to climb. So meeting the current rates is a moot point. And as Harrington acknowledged, renewable power rates are "much, much more stable than natural gas, oil, those kinds of things."

Besides, the real risk is that San Francisco will continue to violate the Raker Act and allow PG&E’s illegal monopoly to continue unabated. The PUC needs to get moving, now. Harrington should set a deadline, well in advance of the June election, and direct his staff to make every possible effort to get the program going by then. Newsom should publicly announce his support for the project and demand that the PUC finish its work in time to beat PG&E’s anti-public-power measure (unless he wants to run for lieutenant governor as the mayor who went back on his own positions and allowed PG&E to control the city).

Because right now, the only thing that has to happen for PG&E to win is nothing. *

Deadline looms for San Francisco’s green power program

Negotiations between city government and Power Choice LLC, a contractor selected to implement San Francisco’s Community Choice Aggregation (CCA) program, began Feb. 9. Almost seven weeks later, there’s still no end in sight — but if a deal isn’t secured soon, San Francisco could risk losing an opportunity to implement a cutting-edge green power program that would significantly reduce the city’s reliance on fossil fuels and give customers an alternative electricity provider.

About a half-decade of studies, debate, public meetings, and input from all sides have brought San Francisco’s CCA to the threshold of finally becoming a reality. The program would offer an energy mix comprised of 51 percent renewable power by 2017 for those who opted in.  

Assuming the program can operate successfully without an adverse impact to customers’ wallets, San Francisco could become a shining example of how to transition to a more sustainable energy model. It could represent giant step — rather than an inch-by-inch crawl — toward carbon-free power generation serving the needs of a major U.S. city.

As the negations drag on and a serious deadline looms closer and closer, some observers are growing anxious. No one can tell for sure what’s happening behind closed doors, but one thing is certain: PG&E is spending millions to try and torpedo CCA through a sophisticated public relations campaign, and it would have a much easier time derailing the project if it met with delays. PG&E would lose some of its customer base if the CCA program were a success.

PG&E has, intentionally or not, imposed a critical deadline on San Francisco’s CCA program implementation by introducing Proposition 16 — a ballot initiative that could slam shut this window of opportunity. Prop 16 would require a two-thirds majority vote before any CCA statewide could get off the ground, making it almost impossible to move forward.

If San Francisco’s CCA program hasn’t gotten underway by June, when Californians will vote on Prop 16, years of effort could be rendered futile if the initiative passes.

As SFPUC General Manager Ed Harrington told the Guardian, “We will get a contract as soon as we can possibly get a contract — but I can’t tell you the date.”

Several things would have to happen before the June deadline in order to guarantee that the city’s CCA would not be affected by the outcome of Prop 16. The program contract would have to be approved by the SFPUC, signed off on by the Board of Supervisors, and a 60-day opt-out period would need to be initiated before the start of service.

With so much to do in such little time, some observers are worried that the whole thing could fall apart. “Something seems to be awry,” noted John Rizzo of the Sierra Club, noting, “The PUC has historically fought and delayed CCA.”

The program is the product the joint efforts of two city bodies, the SFPUC and the Local Agency Formation Commission (LAFCo), which is chaired by Sup. Ross Mirkarimi. Historically, LAFCo and the SFPUC have not worked well together, with Mirkarimi trying to prod the power-and-water agency forward, and publicly bemoaning its recalcitrance.

Mayor Gavin Newsom — who has forged partnerships with PG&E in the past, received several campaign contributions from high-ranking PG&E employees, and traveled to Mexico on the utility’s dime — appoints commissioners to the SFPUC. The mayor’s apparent alliance with PG&E combined with his sway over the SFPUC has led program advocates to voice suspicion over the years that its progress was being hampered by something more than ordinary bureaucracy.

Harrington, who heads up the SFPUC, said everyone sitting at the negotiating table is well aware of the Prop 16 deadline.

“The hope is to do it, obviously, as fast as possible,” he said. “I think that we are doing well in terms of rate discussion [and] renewable discussion, they’re very much with us in terms of getting renewables as fast as possible, and meeting the goals that the Board [of Supervisors] and everybody else has set for years now.”

“But the real discussion at this point is risk,” he said. “And trying to figure out how that risk is done in a way that protects our customers and the city is a big deal.” A key program goal since the beginning has been to meet or beat PG&E rates, which will climb by some 30 percent in the next few years if its current rate-hike proposals are approved by state regulatory bodies.

“The other part is just how do you implement this?” Harrington continued. “You’re going to have to contract with people who will in turn contract with generators. What if one of them went under, what if there are price hikes? How do we step in for them?”

At the same time, Harrington acknowledged that in the long-term, this program has the capacity to shift the city’s electric and economic outlook by offering more stability, and minimizing risk.

“In general, the kinds of renewable power that we’re talking about are much, much more stable than natural gas, oil, those kinds of things,” he said. “And so while at the very first day of this we’re not going to own anything … as you start to have ownership interest in power supplies that are sustainable, renewable power, that price fluctuation should be a whole lot less, and our customers should be exposed to a whole lot less price fluctuation and risk than people who still have big things that are in natural gas and those areas.”

Harrington said he believed the CCA program would be attractive to San Franciscans because of its environmental edge. “I think people here want to take care of the world, they want to do things that are right. They probably don’t want to spend a lot of money to do it — and I don’t think they have to,” he said. “That’s the part that makes me crazy: If we can provide greener power for equal to or less than PG&E … why wouldn’t we try to do that for the city?”

Poll: 73 percent in favor of simple majority vote for budget legislation

A new poll by David Binder of DB-Research, conducted on behalf of Californians For Democracy, shows that 73 percent of California voters support a simple majority vote for revenue and budget legislation. Voters were asked to weigh this proposal: “All legislation on revenue and budget must be determined by a majority vote. Would you vote for it?” In response, 73 percent said yes, and 22 percent said no.

The findings are being hailed as a ringing endorsement for the California Democracy Act, a November 2010 ballot initiative authored by UC Berkeley Professor George Lakoff that would change the California Constitution from requiring a two-thirds vote of the Legislature to approve budget and tax proposals to a simple majority rule. Californians for Democracy is in the process of gathering signatures for the initiative.

800 respondents were questioned for the poll. When respondents were asked, “In a democracy, a majority of legislators should be able to pass everyday legislation,” 71 percent said yes, they agreed. When asked, “In a democracy, a minority of legislators should be able to block everyday legislation,” 68 percent said no, they disagreed. Tax worries were addressed as well – 62 percent of respondents agreed they would support a proposal “solving the budget crisis by closing tax loopholes on corporations and charging oil companies an extraction fee without raising taxes on the lower and middle income Californians.”

Since a large amount of state legislation is required to be part of the budget, the initiative could have a far-reaching impact. Californians For Democracy has stated that a 37 percent minority blocks a 63 percent majority on everyday legislation.

“We made sure to ask the right-wing questions and our questions,” Lakoff told the Guardian, noting that most polls only present one side. “Republican questions get Republican answers,” he said. “We finally asked the question on both sides, and the answer is clear.”

Thrifting for the the perfect song with tUnE-yArDs

The deep piles of used goods can be a bit daunting at some of the best thrift stores, but when you find that shimmering prize, the fuzzy feeling is relative to winning a race or seeing your worst enemy trip into a puddle. For the sole member of tUnE-yArDs, musician Merrill Garbus— playing Sat/20 at Bottom of the Hill— her ultimate find was a white purse with row after row of luscious beads.

“I was in high school, living in Connecticut and we’d take trips into New York City to shop at thrift stores,” she recalls, talking to me over the phone while walking in her Oakland neighborhood. “I used to collect purses, even though I never used them.”
Recently she bought up a desk and an entire wardrobe of tour clothes, all without spending more than 20 bucks. Garbus says she uses thrift stores as a way to try on different personalities and I’m guessing she finds a little inspiration in there, too.

Plainly stated, Garbus’ music is lo-fi, indie-folk, but beneath the glorious yodeling and ukulele strumming are lyrical melodies, strong heart beats and interesting percussion made from banging and clanking on found objects. Her latest album, BiRd-BrAiNs (Marriage, 2009) was recorded through a hand-held voice recorder and mixed on her laptop— total DIY style.

Dig through her multitude of songs and you’ll find outside sounds, children talking about fruit and all sorts of one-of-a-kind clips that wear just like your favorite Goodwill-adopted sweatshirt. She’s a one-woman version of Yeasayer and you can hear Garbus’ love of African music, more specifically notes borrowed from her visit to Swahili.

As I talked to her, Garbus was getting ready for the launch of the tour— the car needed an oil change and she needed to get rid of a nasty cold.

“I’m struggling with being human right now— sick, tired and overworked,” she said with a cough. “But I think I’ll be fine and remarkably, my singing voice comes from a different place.”

Still thinking about thrifting and the old white purse, I wondered if Garbus had ever thought about who was the bag’s previous owner. I like to imagine who bought the item new and I always hope to channel some sort of energy through the garment– to see if I can stake out any secrets from its past life. I asked Garbus if she puts subliminal messages into her music for a similar effect.

“I don’t think so,” she laughs. “But maybe a really cheesy message of love? These songs take time and sort of fold and unfold, exposing miniature worlds inside each of them. They’re a labor of love and I guess that’s the message. Yes, love…. Sorry to cheese out.”
