SUPER EGO It certainly has not escaped my attention that this whole amazing Arab youth uprising thing is taking place during Fashion Week. It’s a mitzvah! But while Hunky Beau and I have been busily rooting through Reuters for inspiring pics of various hipster Egyptsters and Tunisians turnin’ in out (or, conversely, signs of any uprising under the Manhattan tents — watch out for Joseph Altuzarra, y’all), I’ve tried to have more than fast-forward fashionistas in my forethoughts and yummy Yemenis on the Bahrain.

Specifically: gay democracy. It’s time once again for an annual event that still remains charmingly underground here, yet has a heavy impact on San Francisco’s charitable community and global gay image. For serious, the wigs alone weigh like 20 pounds. Yes, it’s time to elect a new Empress of San Francisco — and this year the candidates have come out fighting, but graciously.

If you’re unfamiliar with our nearly 50-year-old Imperial Court system, which originally took ironic inspiration from beloved-yet-deranged San Francisco scallywag Joshua Norton, who in 1859 declared himself Emperor of the United States — and which first found full flower in 1965 with majestic Absolute Empress Jose Sarria I, The Widow Norton, while later helping to lead the community through gay liberation and the AIDS crisis — then hie thee ho to the newly revamped www.imperialcouncilsf.org website for a highball full of essential history.

Empress 2011 will wholly dedicate the next year of her life raising tens of thousands of dollars for good causes through nightlife affairs and traveling to regally represent our fair burg at Imperial Courts around the world. And this year’s candidates make for a feisty ballot: Saybeline, glamorous longtime luminary of the LGBT fundraising scene, and rousing dark horse Monistat, the party promoter voted Best Drag Queen in the Guardian’s Best of the Bay poll.

If elected, the youthful Monistat promises to tap her extensive database of “promoters, DJs, performance artists, and venues” to “refresh” the institution. She also invokes her considerable party stamina, promising to give us night after night (after night) of fundraising in face.

Saybeline vows to throw “open the doors to younger members of our community” and to “engage and encourage them” to become more involved in community service. She puts forth her “two decades of experience in volunteering and organizing fundraising events” as one of the main reasons to grant her the crown.

The crown is stunning, btw.

There are two great guys running for emperor as well, Frankie Fernandez and Ray MacKenzie, and voting should be hot and heavy. Everyone 21+ who lives in San Francisco, Marin, and San Mateo is welcome to vote. So hit the polls and enjoy our freedoms while we wait for that exhilarating youth uprising to finally spread to Iraq! Oh wait …

Flush with tips

CULTURE I floated drunkenly into the second-story bathroom at 1015 Folsom. It’s a tiny affair, and my head was just enough obscured to make navigating past the waiting bodies a sure difficulty. I did my business and realized that the man that I had squeezed by, near the sink, wasn’t another patron, but some sort of bathroom attendant. In my inebriated state, it appeared to be an elaborate joke.

He was Latino, wearing a nice suit, and stood in the narrow space between the sink and one of the three urinals, his back against the middle pissoir. He had a mountain of curiosities piled over the sink, and a towel for drying hands draped over one arm.

“Have you worked here long?” I asked.

He shook his head. No. Just a little while.

“Do you keep your tips?”

No. He shook his head again, indicating that there was some sort of split. Reluctantly using the towel, I thanked him and dropped a Washington into the tip jar.

Somewhere, after more French techno, I drifted off to sleep. When I awoke, I wondered, had that really happened? Had I dreamt it? Had I hallucinated?

I sent 1015 Folsom an e-mail inquiring about the attendant. Apparently it was true. Barnaby May, who describes himself as a seven-year veteran of the nightclub scene, took credit for the hookup. He felt that something was lacking from 1015, that it would be better to have a bathroom attendant than not. He put me in contact with Shaun Fausz, who runs a company called Refreshus, which trains and supplies bathroom attendants.

According to Fausz, the service is tailored to appeal to a lackluster economy: it costs the clubs nothing. “Clubs would rather have a free service than have to repaint every few months and replace a trashed sink,” Fausz says. Which makes good sense in a city where one of the dominant aesthetics of the nightlife is a sort of high-class posturing that can quickly be ruined by a Magic Marker. Other clubs have resorted to taunting taggers. Look how fucked up our bathroom is, the Rickshaw Stop seems to say, what else can you do? Put up another sticker? The Independent has painted its water closets black to nullify vandalism.

Bathroom attendants from Refreshus act as security, whether they’re at a nightclub, like 1015, or at a strip club, like the Century Club, where one of Refeshus’ longest standing employees, Gary Lawton, has worked for nine months. Lawton says it’s “a good public service,” although he never imagined performing it. Positioned in the bathroom, he’s able to monitor illicit behavior. “As you hear the snorting, you know what’s going on and you just let them know that they have to take it outside,” he says. “Or they’ll approach me and ask me if its cool, and I’ll just inform them that it’s zero tolerance, as well as alcohol, because there’s no drinking with full nudity.”

This was news to me. (My Catholic upbringing and feminist programming at university makes it impossible to attend a “gentleman’s club.”) If a club includes full nudity, and not just topless dancing, alcohol is verboten. “Our beloved senator is responsible for that, Dianne Feinstein.” says Lawton. “It doesn’t make any sense — I mean that’s what security is for. If you see someone being belligerent, you just tell them to go get some fresh air or something.”

Lawton, who looks like he could be a bouncer, doesn’t necessarily tell people he’s a bathroom attendant as much as “a member of security, who’s stationed in the bathroom.” But no embarrassment shows when he discusses the details. He loves his work, where he gets to act as liaison, recommending girls to patrons and occasionally getting a peek himself. He gets to meet people from all over, and show them a piece of the world that he never glimpsed before being at the Century. “It’s something I can’t explain,” he says. “You know you’re stuck in the bathroom, and then you see them doing something like ‘School Girl Night.’ It’s wild. Like nothing I’ve ever seen before. It’s just amazing every time I get out there. They have several girls who actually lift their legs up and climb all the way to the ceiling. It’s like being at the circus, but they’re stripping.”

It’s an experience that, to put it simply, Lawton is generally priced out of, a world where “private dances” can cost upwards of $100. In terms of straightforward class, Lawton has no shortage — he’s a polite man who chooses his words with the precision of someone who makes a living speaking to people — but if we’re talking economics, he’s low on the ladder. Once or twice before meeting me at the Barbary Coast coffee shop off Market Street, Lawton had to drop appointments at the last minute, his housing situation in tumult. Truth is he’s on General Assistance, in the shelter system, and shared tips from a few nights work a week aren’t enough to get over.

The income for a bathroom attendant, the flow of tips, breaks down across class lines as well as cultural ones. In Lawton’s experience, middle- to upper-class white men tip well. With African American or Indian men, he doesn’t count on tips. In some ways, bathroom attendants perform an obsolete service that only older generations know how to handle. (Think of the bathroom attendants at Bimbo’s, and that club’s retro style.)

Fausz has his own observations: “European people don’t tip. They don’t have tipping over in Europe. Women don’t tip as often — they like to let the guys pay for everything when they go out.” To my knowledge, Refreshus doesn’t have female attendants.

While Lawton can’t enforce any specific prices, he sometimes has to step in, politely explaining that the service isn’t complimentary. “Everyone under 32, they’re oblivious,” he says. “They come in and see the candy and go, ‘Oh, it’s free.’ And you have to remind them that, no, this is a service. But you don’t force any prices. Like I’ll have a jar with a $5 bill and I’ll just let them use their own discretion, just remind them that the colognes are usually this amount because it’s expensive and I have to pay for all that. You just make them feel comfortable and let them know that even though it’s complimentary, this is how I make a living. I’m responsible for all this. Because they think the club provides the service.”

A lot of this has to do with exposure. While a number of clubs — Vessel, Harlot, Trigger — reportedly have similar services, bathroom attendants aren’t common. Lawton had never encountered one before landing his job, just seen them on TV, and he describes the position as obsolete. “Each generation wants their own type of representation,” he says. “So naturally anything they think of as obsolete just doesn’t apply to them.” At the same time, Lawton acknowledges that a genuine amount of surprise plays in his favor, and patrons admire that the service is still on offer.

Whether bathroom attendant work at the nightclubs provides enough income is unclear. In a place where people pack singles, like the strip clubs, the tips are expected to flow more freely. That’s fine with Lawton, who doesn’t like the more amphetamine-infused nightclub culture as much, having had close family members ruin their life over addiction.

Fausz has seen turnover, most often when attendants steal or are headhunted by clubs. Some just aren’t a good fit ,or can’t work in the environment, or can’t hold the right amount of conversation. (The attendant I met at the beginning of this piece no longer works for Fausz.) But there are people willing to work for Refreshus wherever the opportunity arises. On a recent night I ran into Russ, a lean fellow in a sharp jacket stationed in the more luxurious main bathroom at 1015 Folsom. He described the job as “a good way to supplement my income,” adding “I’m a personal trainer.”

Fausz wants to fit bathroom attendants into more of the city’s nightclubs, even if an event tends to draw a crowd for whom a bathroom attendant is an obscure novelty. He puts it simply: “I’m kind of training the next generation of people to tip.”

We received dozens of responses, from the heartwarming to the bizarre. It was incredibly hard to choose, but below are our 10 favorites.

MISTAKEN MAKE-OUT

Friday the 13th. Full Moon. Make-Out Room in the Mission. I was supposed to meet my roommate’s cute single friends in the front booth, but they were long gone. So I accidentally introduced myself to this pretty lady, thinking she was one of them. Bought drinks. Flirted. “So how long have you worked with Dana?” “Who the heck is Dana?” “Ummm … wanna go out sometime?” Now we’ve been married for seven years.

 

CELL IT, SWEETIE

My cell phone just wouldn’t charge anymore, and I needed a replacement. I walked into my cell phone carrier’s local storefront and spotted a hot “must have” at the end of the counter, who just happened to be matched with me for support on the floor. Due to the nature of the transaction, he didn’t get a commission. But after giving me his card, he soon got a call. Thank goodness my battery was charged! Two years and at least four phones later, he’s still in my cell phone “top five” and he’s No. 1 in my heart.

 

CARNAVAL OF LOVE

There was a big Carnaval party in the Mission, and a friend promised to fix me up with a cute Brazilian musician. They arrived well past midnight, when the party was winding down. The musician was starving after playing a gig. His English was minimal, but so cute with the accent. “There is no food in this house,” he said. “I’ll cook you breakfast,” I said. “To have breakfast, I must sleep in your home,” he said — to which I replied, “I don’t think you’re gonna get much sleep.” Our 20th anniversary is June 21. And yes, I cooked him breakfast … eventually!

 

MORE THAN A-PEELING

He was a San Francisco native, and so was she. They went separately to see live music at the Edinburgh Castle. Sitting next to one another at the bar, they began to chat. In the first 10 minutes, they discovered they had the same favorite movie, Wings of Desire. Before leaving, she gave him her number written on the only thing she had handy — a banana. This March, 10 years later, they will celebrate their tenth “Banana Day”: the anniversary of the day they met.

 

TWO SNAPS UP

I was a nightlife photographer. He was a nightlife promoter and manager. One day, we found ourselves venting to each other about all the drunk people we had to baby-sit all the time. Just as our eyes met, someone threw up at the bar across from us. The rest is history!

 

BOOKED FOR LOVE

It was a normal Saturday afternoon as I took my post at the front desk of a library at Cal. A few hours into my shift, a guy passed me by on his way to the exit, tossing a small folded note onto my desk before quickly boarding the elevator. I looked up and said, “Thanks!” not really thinking. I opened the note to find, “Hey, you’re cute.” Blushing, I folded it up and, four days later, finally decided to go for it. Three years later, I couldn’t be any happier or more thankful that I did.

 

CORNY?

On the first Saturday of March Madness, my buddy hosts an annual Corn Dog Day party in Oakland. Although it’s an unlikely place for vegetarians to get together, I first met Kerry at CDD 2004. While other partygoers tried to score a triple-double of 10 dogs, 10 servings of tots, and 10 beers, I tried to score a glance from the adorable redhead. We chatted briefly while waiting for veggie dogs during halftime of the Stanford-Alabama game. I was smitten; she was mostly just hungry. But seven years later, we’re preparing to celebrate our first CDD as husband and wife!

 

SHACKED UP

I can say without much exaggeration that I met the man of my dreams in a dirty shack. My first October in San Francisco, a friend invited me over for Sukkoth, the Jewish harvest celebration involving a temporary structure made of branches and flora — a sukkah. On arrival, his roommate Carlton greeted me. We talked all night in that sukkah. I’ve been smitten since! In our four years, Carlton’s inspired me to song many times. As I wrote in a song for my band, My First Earthquake: “Starry night in a twig hut/ Man, did I have the pot’s luck!”

 

PORN AGAIN

My then-boyfriend and I filmed an artistic amateur porn as a birthday gift for a friend of mine. We wound up hooking up together with the director, an insanely cute and talented nightclub videographer. After my BF and I broke up and I moved overseas for a couple years, I came back and reconnected with the videographer over a camping trip. We’ve been cuddle bunnies ever since.

 

NEVER GIVE UP

“Cute Fat Girl Seeks Cute Fat Boy for Romance and Companionship” was the headline. I was ready to give up searching, but a friend talked me into placing a personal ad (probably my umpteenth at that point) on Craigslist. I met Dub on a Thursday night and I was smitten from the start. Two weeks later, he presented me with a beautiful handmade garnet necklace as a token of his affection. Seven years later, we are happily married, still cute and fat, and I’m just as smitten — if not more.

While the basic ideological makeup of the new Board of Supervisors didn’t change much, there are a few notable differences between the newbies and their predecessors. Much has been made of Sup. Jane Kim’s greater willingness than Chris Daly to vote against her progressive colleagues (we have a story in tomorrow’s paper about that), but another significant one is Sup. Scott Wiener’s support for nightlife and concerns about what we’ve called the Death of Fun.

His office has announced that at today’s board meeting, Wiener will call for a study of the economic impacts of entertainment and nightlife in the city. “It’s important that we understand the size and reach of this industry as we consider regulating it,” Wiener in a press release.  “Without this information, it’s difficult to make informed decisions and to enact effective policies concerning entertainment and nightlife, which are a key part of San Francisco’s cultural identity.  Particularly as we attract more young people to San Francisco, as the biotech and other new economy industries grow here, we need to ensure that we are providing them with entertainment opportunities.  Understanding the size and scope of entertainment and nightlife in the City will help us achieve that goal and help us remain a world-class city that attracts people here.”

Contrast that with Wiener’s predecessor, Bevan Dufty, who led the effort to cancel Halloween in the Castro (enforced with hordes of police and water trucks) and presided over the city’s efforts to demonize the nightlife industry, give the cops greater authority to crackdown on clubs, and opposed efforts to create and support street fairs.

Longtime Entertainment Commission member Terrence Alan was an enthusiastic supporter of Wiener’s supervisorial campaign, breaking with many of his progressive allies who were backing Rafael Mandelman. And now, with this study, Wiener seems to be trying to show how valuable this industry really is to San Francisco in the hopes of stopping future crackdowns.

NIGHTLIFE Actually, the Edwardian Ball — now in its 11th year of gothic, ghoulish, glorious celebration — isn’t strictly a gathering of period costume nerds. In fact, those who focus on historical accuracy, says event cofounder Justin Katz, are kind of missing the point. “Much to their frustration, the founders of the ball don’t care if your collar is Edwardian or not,” he chuckles.

That’s because, as any good SF costume freak will tell you, the original Edward of this shindig is Gorey, not Windsor. In its first years, it was actually named the Edward Gorey Ball, a theatrical homage to the work of the macabre writer and illustrator of such classics as the A-to-Z book of child demise, The Gashlycrumb Tinies. This tome was read at the ball’s first incarnation, which was hosted by Rosin Coven, the pagan lounge ensemble that has graced the stage each subsequent year.

Why Gorey? “Once we began to explore his work, we really enjoyed his ‘untelling’ of stories,” Katz continues. “Almost nothing happens in his books!” Which isn’t exactly true, of course, but his slight and spindly, grave-studded plot lines seem slightly unsuited for nightlife action, especially the bedazzled, bedazzling theatrical productions that Mike Gaines’ Vau de Vire Society circus-dance troupe so spectacularly gives birth to on stage at the ball.

“It isn’t the easiest thing to base a dramatic stage show on,” Gaines admits. “But Gorey left [his stories] up for interpretation. He was a real theatrical cat.” Gorey was a noted ballet fan, and his illustrated landscapes could easily double as sets. And if he did indeed mean for his creepy-cute stories to be blown into phantasmagoric carnivals someday, then he is smiling down on the Edwardian Ball.

But as far as the event goes these days, Gorey stories are but one of its attractions. In addition to all the offstage attractions at the ball (which has burgeoned into a weekend-long affair that includes an expo of steampunk wonder-toys, entire floors of the Regency Ballroom given over to vendors of satin and skeletal finery, even a Friday night-only Ferris Wheel to be erected inside the ballroom itself), the event has become a group therapy session for SF’s costume-addicted party people. Well, a therapy session in which the addicted bust out their most flagrant behavior and congratulate each other on having done so.

Top among Gaines’ favorite get-ups from years past was an homage to Gashlycrumb‘s Winnie, the poor tot who met her maker after becoming “embedded in ice.” The intrepid Edwardian in question encased herself in frosted Plexiglass for the evening’s festivities. Others choose more technically Edwardian-accurate ensembles, and others still will use the event as an excuse to wear whatever the hell gets their creative juices flowing: goth-steampunk-geisha, anyone?

This inclusivity most likely explains the success of the ball. Katz mentions that one is likely to see one of the aforementioned period fundamentalists having a cuppa with a giant grasshopper, one table over from a couple who “look like they just crawled out of a nightclub,” all in a steam-powered tea garden. And then they’ll all join in a round of ballroom dancing that takes place near the main stage on Saturday. One mustn’t forget about the ballroom dancing. *

‘Too Much’ — and more

THEATER/DANCE/PERFORMANCE Too much of a good thing can be a good thing. That became clear to artist/curators Julie Phelps and Keith Hennessy last year with the unexpected success of “Too Much!,” a no-holds-barred marathon of contemporary queer performance originally conceived as a cheeky 20th anniversary celebration of Hennessy’s lauded yet uncompromising career as performer, choreographer, and activist.

The idea of a “queer 20th anniversary” only got the conversation started, says Hennessy, whose company Zero Performance produced last year’s event. “I’m in a really different space than I was 20 years ago. I’m now 50. I made [my breakthrough] piece when I was in my late 20s. Who are those people now? And where is queer performance at? That sort of launched our thinking about putting on a festival, and [the idea] that the thing in itself should be excessive or ‘too much.’ So we crammed everything into 10 hours.”

This spirit of polymorphous plenitude launched a one-off “queer marathon” so momentous it turns into a second annual this Sunday, over the course of another 10 hours. Between 2 p.m. and midnight, three rooms at Dance Mission Theater are given over to the work of more than 50 artists — a mix of performance, installation, video, public discussion, workshops (in street art and queer games), and dinner. It promises to complicate all the usual expectations around identity-based art and politics. The only thing not overflowing is the price: 10 bucks.

This year’s “Too Much!” is more than a reprise, though. Co-curator Phelps — a young artist who recently cofounded queer performance incubator TheOffCenter, which comes on board as coproducer — explains that she and Hennessy have broadened the program. “Last year we only had performance, live installations, or full-length shows,” she says. “This year we were interested in adding this symposium element to it. While we’re all together, we might as well talk to each other, you know? So we’ve added a few workshops. Irina Contreras, for instance, is doing a stenciling workshop aimed at reminding people of the fully accessible tools they can use to express themselves as political beings, people of action.”

The symposia quotient includes a discussion of the controversial use of blackface as a subversive performance tool, a subject both Hennessy and Phelps see as particularly contentious in local identity-based art and academic discourse.

Among some notable returns from last year are Jesse Hewit, Laura Arrington, and Mica Sigourney, who as drag persona VyvvyAnne ForeverMore returns with another installment of her “Work MORE” series. Phelps describes the series, now in its third iteration, as “decentralizing drag out of nightlife bar culture and putting it into a contemporary art scene where it can be questioned and be challenged.” In this edition, Sigourney pairs drag queens with contemporary performance artists and challenges them to come up with a collaborative piece.

Of course, San Francisco has more than the average share of venues and platforms for queer art, so why is “Too Much!” not (despite the suggestion in the name) overkill?

“The Bay Area, obviously, is one of the gayest places on earth,” acknowledges Hennessy. “There are a number of different contexts for LGBT performers to work in. We looked at those and we tried to think of what doesn’t happen there? What if we did something, in a sense, more DIY? We don’t give a fuck what happens — we’re not going to pay anyone anyway. We’re just going to do this one day, organize it all ourselves, and if you want something different you can go somewhere else.”

Hennessy says they got a small grant this year that allows artists a modest remuneration. But the lack of institutional support or control, not to mention profit motive, combines neatly with a desire to include work that slips through the usual categories. “If we’re not beholden to anything, how much could we queer even the idea of an event?” he asks. “I think we’ve pulled [“Too Much!”] even further in the direction of messing with a simple theatrical structure. That means introducing people doing time-based work, or work that doesn’t fit into theatrical contexts for a variety of reasons.”

They have issues: Members of the new Board speak

Board President David Chiu touched off a broad political discussion in recent weeks with his statement that officials were elected “not to take positions, but to get things done.” Delivered just before his reelection as Board President with the solid backing of the board’s moderate faction, Chiu’s comment has been viewed in light of City Hall’s shifting political dynamic, a subject the Guardian explores in a Jan. 19 cover story. Politics aside, Chiu’s statement also begs the question: Just what do members of the board hope to get done, and how do they propose to accomplish the items on their agenda?
Last week, Guardian reporters tracked down every member of the board to find out. We asked, what are your top priorities? And how do you plan to achieve them? Some spoke with us for 25 minutes, and others spoke for just 5 minutes, but the result offers some insight into what’s on their radar. Not surprisingly, getting the budget right was mentioned by virtually everyone as a top priority, but there are sharp differences in opinion in terms of how to do that. Several supervisors, particularly those in the moderate wing, mentioned ballooning pension and healthcare costs. Aiding small business also emerged as a priority shared by multiple board members.

Elected in 2008 to represent D1, Sup. Eric Mar has been named chair of the powerful Land Use & Economic Development Committee and vice chair of the City Operations and Neighborhood Services Committee.

Asked to name his top priorities, Mar said, “A humane budget that protects the safety net and services to the must vulnerable people in San Francisco is kind of the critical, top priority.”

It’s bound to be difficult, he added. “That’s why I wish it could have been a progressive that was chairing the budget process. Now, we have to work with Carmen Chu to ensure that it’s a fair, transparent process.”

A second issue hovering near the top of Mar’s agenda is lending a helping hand to the small businesses of the Richmond District. “There’s a lot of anxiety about the economic climate for small business. We’re trying to work closely with some of the merchant associations and come up with ideas on how the city government can be more supportive,” he said. Mar also spoke about the need to respond to the threat of big box stores, such as PetCo, that could move in and harm neighborhood merchants. “I’m worried about too many of the big box stores trying to come in with an urban strategy and saying that they’re different — but they sure have an unfair advantage,” he noted.

Programs and services for the senior population ranked high on his list. Mar noted that he’d been working with senior groups on how to respond to a budget analyst’s report showing a ballooning need for housing – especially affordable housing – for seniors. “It’s moving from the Baby Boom generation to the Senior Boomers, and I think the population, if I’m not mistaken, by 2020 it’s going up 50 percent,” he said. “It’s a huge booming population that I don’t think we’re ready to address.”

Addressing food security issues through the Food Security Task Force also ranked high on Mar’s list, and he noted that he’s been working with a coalition that includes UCSF and the Department of Public Health to study the problem. “We’ve had a number of strategy meetings already, but we’re trying to launch different efforts to create healthier food access in many of our lowest income neighborhoods,” Mar said.

Finally, Mar talked about issues relating to the park. “I do represent the district that has Golden Gate Park, so I’m often busy with efforts to preserve the park, prevent privatization, and ensure enjoyment for the many residents not just in the Richmond but throughout the city that enjoy the park.” Although it’s not technically in his district, Mar noted that he is very supportive of HANC Recycling Center – and plans to advocate on their behalf to Mayor Lee.

Elected to replace termed-out D2 Sup. Michela Alioto-Pier, Farrell has been named vice-chair of the Government Audits & Oversight Committee and a member of the Rules Committee. A native of D2, Farrell told the Guardian he believes his roots in the city and background as a venture capitalist would be an asset to the city’s legislative body. “I know at the last board, Carmen [Chu] was the only one who had any finance background,” he said. “To have someone come from the private sector with a business / finance background, I really do believe … adds to the dialogue and the discussion here at City Hall.”

Along those lines, Farrell said one of his top priorities is the budget. “I’m not on the budget and finance committee this time around, but given my background, I am going to play a role in that,” he said.

So what’s his plan for closing the budget deficit? In response, he alluded to slashing services. “In the past, there have been views that we as a city don’t provide enough services and we need to raise revenues to provide more, or the perspective that we first need to live within our means and then provide more services. Everyone’s going to disagree, but I’m in the latter camp,” he said. “I do believe we need to make some tough choices right now – whether it be head count, or whether it be looking at …pension reform. I do believe pension reform needs to be part of the dialogue. Unfortunately, it’s unsustainable.”

He also said he wanted to be part of “trying to create and focus on a framework for a long-term financial plan here in San Francisco.”

Secondly, Farrell discussed wanting to put together a “jobs bill.”

“Jobs is a big deal,” he said. “It’s something I want to focus on. There are only so many levers we can pull as a city. I think the biotech tax credits have spurred a lot of business down in Mission Bay.”

Next on Farrell’s agenda was quality-of-life issues, but rather than talk about enforcing San Francisco’s sit/lie ordinance – supported by political forces who organized under the banner of maintaining ‘quality-of-life’ – Farrell revealed that he is incensed about parking meter fines. “It is so strikingly unjust when you are 1 minute late to your parking meter and you have a $65 parking fine,” he said.

Farrell also mentioned development projects that would surely require time and attention. “CPMC is going to be a major dominant issue,” he said. He also mentioned Doyle Drive, and transitional age youth housing projects proposed in D2 – but as far as the housing project planned for the King Edward II Inn, which has generated some controversy among neighborhood groups, he didn’t take a strong position either way, saying he wanted to listen to all the stakeholders first.

Elected for a second two-year term as President of the Board, D3 Sup. David Chiu is rumored to be running in the mayor’s race, after he turned down former Mayor Gavin Newsom’s offer to appoint him as District Attorney. That offer was made after Kamala Harris won the state Attorney General’s race this fall. And when Chiu turned it down, former Mayor Gavin Newsom shocked just about everybody by appointing San Francisco Police Chief George Gascon, who is not opposed to the death penalty and was a longtime Republican before he recently registered as a Democrat, instead.

A temporary member of the Board’s Budget acommittee, Chiu is also a permanent member of the Board’s Government Audits & Oversight Committee.

Asked about his top priorities, Chiu spoke first and foremost about  “ensuring that we have a budget that works for all San Franciscans, particularly the most vulnerable.” He also said he wanted to see a different kind of budget process: “It is my hope that we do not engage in the typical, Kabuki-style budget process of years past under the last couple of mayors, where the mayor keeps under wraps for many months exactly what the thinking is on the budget, gives us something on June 1 for which we have only a couple of weeks to analyze, and then engage in the tired back-and-forth of debates in the past.” Chiu also spoke about tackling “looming pension and health care costs.”

Another priority, he said, was “Ensuring that our neighborhoods continue to remain the distinctive urban villages that they are, and protecting neighborhood character,” a goal that relates to “development, … historic preservation, [and] what we do around vacant commercial corridors.”

*Immigrant rights also made his top-five list. “I was very sad that last November we didn’t prevail in allowing all parents to have a right and a voice in school board elections,” he said, referencing ballot measure Proposition D which appeared on the November 2010 ballot. “I think we are going to reengage in discussion around Sanctuary City, another topic I have discussed twice already with Mayor Lee.”

Another issue for Chiu was  “ensuring again that hopefully San Francisco continues to remain an economically diverse city, and not just a city for the very wealthy.” He spoke about reforming city contracts: “In particular, dealing with the fact that in many areas, 70 to 80 percent of city contracts are awarded to non-San Francisco businesses. … I think there is more significant reform that needs to happen in our city contracting process.” Another economic-diversity measure, he said, was tax policy, “particularly around ensuring that our business tax is incenting the type of economic growth that we want.”

Finally, Chiu spoke about “Creating a transit-first city. This is not just about making sure MUNI is more reliable and has stable funding, but ensuring that we’re taking steps to reach a 2020 goal of 20 percent cycling in the city. Earlier this week I called for our transit agencies to look at pedestrian safety, because we are spending close to $300 million a year to deal with pedestrian deaths and injuries.”

Chiu has just named Sup. Carmen Chu as chair of the powerful Board and Finance Committee. And Chu, who worked as a budget analyst for Newsom’s administration, says the budget, core services, employment and the economy are her top priorities.

“My hope is that this year the budget is going to be a very collaborative and open process,” Chu said.

Chu believes workers benefits will be a central part of the budget-balancing debate.
“Any conversation about the long-term future of San Francisco’s budget has to look at the reality of where the bulk of our spending is,” she said.

Chu noted that the budget debate will have to take the state budget into account.
“At the end of the day, we need to take into account the context of the state budget, in terms of new cuts and taxes, because anything we do will be on top of the state level.

“We need to ask who do these measures really impact,” she added, noting that there were attempts to put revenue measures on the ballot last year.

With only two years left to serve on the Board, D5 Sup. Ross Mirkarimi has been named chair of the Board’s Public Safety Committee and vice-chair of the Budget and Finance Committee.

“One of my top priorities is building on and strengthening the work that I’ve already done and that Avalos is doing on mandatory local hire and First Source programs,” Mirkarimi said. He also spoke about “strengthening reentry programs for those coming out of the criminal justice system, because we still have an enormously high recidivism rate.”

The budget also ranked high on Mirkarimi’s list, and he stressed the need for “doing surgical operations on our budget to make sure that services for the vulnerable are retained, and looking for other ways to generate revenue beyond the debate of what’s going on the ballot.

“For instance, I helped lead the charge for the America’s Cup, and while the pay-off from that won’t be realized for years, the deal still needs to be massaged. What we have now is an embryonic deal that still needs to be watched.”

Mirkarimi mentioned safeguarding the city against privatization, saying one of his priorities was “retooling our budget priorities to stop the escalating practice of privatizing city services.”

 He spoke about “ongoing work citywide to make mixed-use commercial and residential infrastructure improvements, which coincide with bicycle and pedestrian improvements.”

Finally, Mirkarimi said he wanted to focus on transportation issues. “As Chair of the Transportation Authority, if I even continue to be chair, to take the lead on signature transit projects and work with the M.T.A. to reverse service cuts.”

Elected to replace termed-out D6 Sup. Chris Daly, Kim has been named chair of the Rules Committee and a member of the Budget & Finance committee.

Kim believes that she will prove her progressive values through her work and she’s trying to take the current debate about her allegiances on the Board in her stride.

“The one thing I learned from serving on the School Board was to be really patient,” Kim told me, when our conversation turned to the issue of “progressive values.”

“I didn’t want to be President of the School Board for the first few years, because I loved pushing the envelope,” Kim added, noting that as Board President David Chiu is in the often-unenviable position of chief negotiator between the Board and the Mayor.

But with Ed Lee’s appointment as interim mayor, Kim is excited about the coming year.
“There are a lot of new opportunities, a different set of players, and it’s going to be very interesting to learn how to traverse this particular scene.”

Kim is kicking off her first term on the Board with two pieces of legislation. The first seeks to address bedbug infestations. “Particularly around enforcement, including private landlords,” Kim said, noting that there have also been bedbug problems in Housing Authority properties.

Her second immediate goal is to look at pedestrian safety, a big deal in D6, which is traversed by freeways with off-ramps leading into residential zones.
“Pedestrian safety is a unifying issue for my district, particularly for all the seniors,” Kim said, citing traffic calming, speed limit enforcement and increased pedestrian traffic, as possible approaches.

Beyond those immediate goals, Kim plans to focus on jobs, economic development and small businesses in the coming year. “What can we do to create jobs and help small businesses? That is my focus, not from a tax reduction point of view, but how can we consolidate the permitting and fees process, because small businesses are a source of local jobs.”

Kim plans to help the Mayor’s Office implement Sup. John Avalos’ local hire legislation, which interim Mayor Ed Lee supports, unlike his predecessor Mayor Gavin Newsom.

“Everyone has always liked the idea of local hire, but without any teeth, it can’t be enforced,” Kim observed. “It’s heartbreaking that young people graduate out of San Francisco Unified School District and there’s been not much more than retail jobs available.”

She noted that jobs, land use and the budget are the three overarching items on this year’s agenda. “I’m a big believer in revenue generation, but government has to come half-way by being able to articulate how it will benefit people and being able to show that it’s more than just altruistic. I think we have to figure out that balance in promoting new measures. That’s why it’s important to be strong on neighborhood and community issues, so that folks feel like government is listening and helping them. I don’t think it’s a huge ask to be responsive to that.”

Kim said she hoped the new mayor would put out a new revenue measure, enforce local hire, and implement Sup. David Campos’ legislation to ensure due process for immigrant youth.

“I think Ed can take a lot of the goodwill and unanimous support,” Kim said. “We’ve never had a mayor without an election, campaigns, and a track record. Usually mayors come in with a group of dissenters. But he is in a very unique position to do three things that are very challenging to do. I hope raising revenues is one of those three. As a big supporter of local hire, I think it helps having a mayor that is committed to implement it. And I’m hoping that Ed will implement due process for youth. For me, it’s a no brainer and Ed’s background as a former attorney  for Asian Law Caucus is a good match. Many members of my family came to the U.S. as undocumented youth, so this is very personal. Kids get picked up for no reason and misidentified. People confuse Campos and Avalos, so imagine what happens to immigrant youth.”

District 7

With two years left to serve on the Board, D7 Sup. Sean Elsbernd has been named vice-chair of the Rules Committee and a member of the City Operations & Neighborhood Services Committee. He was congratulated by Chinatown powerbroker Rose Pak immediately after the Board voted 11-0 to nominated former City Administrator Ed Lee as interim mayor, and during Lee’s swearing-in, former Mayor Willie Brown praised Elsbernd for nominating Lee for the job.

And at the Board’s Jan. 11 meeting before the supervisors voted for Lee, Elsbernd signaled that city workers’ retirement and health benefits will be at the center of the fight to balance the budget in the coming year.

Elsbernd noted that in past years, he was accused of exaggerating the negative impacts that city employees’ benefits have on the city’s budget. “But rather than being inflated, they were deflated,” Elsbernd said, noting that benefits will soon consume 18.14 percent of payroll and will account for 26 percent in three years. “Does the budget deficit include this amount?” he asked.

And at the afterparty that followed Lee’s swearing in, Public Defender Jeff Adachi, who caused a furor last fall when he launched Measure B, which sought to reform workers’ benefits packages, told the Guardian he is not one to give up lightly. “We learned a lot from that,” Adachi said. “This is still the huge elephant in City Hall. The city’s pension liability just went up another 1 percent, which is another $30 million.”

As for priorities, Elsbernd broke it down into district, city, and regional issues. In D7, “Hands-down, without question the biggest issue … is Parkmerced,” he said, starting with understanding and managing the environmental approval process. If it gets approved, he said his top concerns was that “the tenant issue. And the overriding concern of if they sell, which I think we all think is going to happen in the near-term – do those guarantees go along with the land?”

Also related to Parkmerced was planning for the traffic conditions that the development could potentially create, which Elsbernd dubbed a “huge 19th Avenue issue.”

Citywide, Elsbernd’s top priorities included enforcing Proposition G – the voter-approved measure that requires MUNI drivers to engage in collective bargaining – and tackling pension and healthcare costs. He spoke about “making sure that MTA budget that comes to us this summer is responsive” to Prop G.

As for pension and healthcare, Elsbernd said, “I’ve already spent a good deal of time with labor talking about it, and will continue to do that.” But he declined to give further details. Asked if a revenue-generating measure could be part of the solution to that problem, Elsbernd said, “I’m not saying no to anything right now.”

On a regional level, Elsbernd’s priority was to help CalTrain deal with its crippling financial problem. He’s served on that board for the last four years. “The financial situation at CalTrain – it is without question the forgotten stepchild of Bay Area transit, and the budget is going to be hugely challenging,” he said. “I think they’ll survive, but I think they’re going to see massive reductions in services.”

Sup. Scott Wiener
District 8

Elected in November 2010 to replace termed-out D8 Sup. Bevan, Wiener has been named a temporary member of the Board’s Budget and Finance Committee and a permanent member of the Land Use and Economic Development Committee.

“Transportation is a top priority,” Wiener said. ‘That includes working with the M.T.A. to get more cabs on the street, and making sure that the M.T.A. collectively bargains effectively with its new powers, under Prop. G.”

“I’m also going to be focusing on public safety, including work around graffiti enforcement, though I’m not prepared to go public yet about what I’ll be thinking,” he said.

“Regulating nightlife and entertainment is another top priority,” Wiener continued. “I want to make sure that what we do is very thoughtful in terms of understanding the economic impacts, in terms of jobs and tax  revenues, that this segment has. With some of the unfortunate incidents that have happened, it’s really important before we jump to conclusions that we figure out what happened and why. Was it something the club did inappropriately, or was it just a fluke? That way, we can avoid making drastic changes across the board. I think we have been very reactive to some nightclub issues. I want us to be more thoughtful in taking all the factors into consideration.”

“Even if we put a revenue measure on the June or November ballot, we’d need a two-thirds majority, so realistically, it’s hard to envision successfully securing significant revenue measure before November 2012,” Wiener added. “And once you adopt a revenue measure, it takes time to implement it and revenue to come in, so it’s hard to see where we’ll get revenue that will impact the 2012 fiscal year. In the short term, for fiscal year 2011/2012, the horse is out of the barn”

“As for pension stuff, I’m going to be very engaged in that process and hopefully we will move to further rein in pension and retirement healthcare costs.”

Sup. David Campos
District 9

Elected in 2008, D9 Sup. David Campos has been named chair of the Board’s Government Audit & Oversight Committee and a member of the Public Safety Committee. And, ever since he declared that the progressive majority on the Board no longer exists, in the wake of the Board’s 11-0 vote for Mayor Ed Lee, Campos has found his words being used by the mainstream media as alleged evidence that the entire progressive movement is dead in San Francisco.

“They are trying to twist my words and make me into the bogey man,” Campos said, noting that his words were not a statement of defeat but a wake-up call.

“The progressive movement is very much alive,” Campos said. “The key here is that if you speak your truth, they’ll go after you, even if you do it in a respectful way. I didn’t lose my temper or go after anybody, but they are trying to make me into the next Chris Daly.”

Campos said his overarching goal this year is to keep advancing a good government agenda.

“This means not just making sure that good public policy is being pursued, but also that we do so with as much openness and transparency as possible,” he said.

As a member of the Board’s Public Safety Committee, Campos says he will focus on making sure that we have “as much community policing as possible.

He plans to focus on improving public transportation, noting that a lot of folks in his district use public transit.

And he’d like to see interim mayor Ed Lee implement the due process legislation that Campos sponsored and the former Board passed with a veto-proof majority in 2009, but Mayor Gavin Newsom refused to implement. Campos’ legislation sought to ensure that immigrant youth get their day in court before being referred to the federal immigration authorities for possible deportation, and Newsom’s refusal to implement it, left hundreds of youth at risk of being deported, without first having the opportunity to establish their innocence in a juvenile court.
‘We met with Mayor Lee today,” Campos told the Guardian Jan. 18. “And we asked him to move this forward as quickly as possible. He committed to do that and said he wants to get more informed, but I’m confident he will move this forward.”

Campos also said he’ll be focusing on issues around workers’ rights and health care.
“I want to make sure we keep making progress on those fronts,” Campos said.

“It’s been a rough couple of days,” Campos continued, circling back to the beating the press gave him for his “progressive” remarks.“But I got to keep moving, doing my work, calling it as a I see it, doing what’s right, and doing it in a respectful way. The truth is that if you talk about the progressive movement and what we have achieved, which includes universal healthcare and local hire in the last few years, you are likely to become a target.”

District 10

Elected to replace termed-out D10 Sup. Sophie Maxwell, Cohen has been named chair of the City & School District committee, vice chair of the Land Use and Economic Development Committee and vice chair of the Public Safety Committee.

Cohen says her top priorities are public safety, jobs, open space, which she campaigned on, as well as creating community benefits districts and putting an end to illegal dumping.

“I feel good about the votes I cast for Ed Lee as interim mayor and David Chiu as Board President. We need to partner on the implementation of local hire, and those alliances can help folks in my district, including Visitation Valley.”

“I was touched by Sup. David Campos words about the progressive majority on the Board,” she added. “I thought they were thoughtful.”

Much like Kim, Cohen believes her legislative actions will show where her values lie.
“I’d like to see a community benefits district on San Bruno and Third Street because those are two separate corridors that could use help,” Cohen said. 

She pointed to legislation that former D10 Sup. Sophie Maxwell introduced in November 2010, authorizing the Department of Public Works to expend a $350,000 grant from the Solid Waste Disposal Clean-Up Site trust fund to clean up 25 chronic illegal dumping sites.
“All the sites are on public property and are located in the southeast part of the city, in my district,” Cohen said, noting that the city receives over 16,000 reports of illegal dumping a year and spends over $2 million in cleaning them up.

District 11

Sup. John Avalos, who chaired the Budget committee last year and has just been named Chair of the Board’s City Operations and Neighborhood Services Committee, said his top priorities were implementing local hire, improving Muni and Balboa Park BART station, building affordable housing at Balboa, and improving city and neighborhood services.

“And despite not being budget chair, I’ll make sure we have the best budget we can,” Avalos added, noting that he plans to talk to labor and community based organizations about ways to increase city revenues. “But it’s hard, given that we need a two-thirds majority to pass stuff on the ballot,” he said.

Last year, Avalos helped put two measures on the ballot to increase revenues. Prop. J sought to close loopholes in the city’s current hotel tax, and asked visitors to pay a slightly higher hotel tax (about $3 a night) for three years. Prop. N, the real property transfer tax, h slightly increased the tax charged by the city on the sale of property worth more than $5 million.

Prop. J secured only 45.5 percent of the vote, thereby failing to win the necessary two-thirds majority. But it fared better than Prop. K, the competing hotel tax that Newsom put on the ballot at the behest of large hotel corporations and that only won 38.5 percent of the vote. Prop. K also sought to close loopholes in the hotel tax, but didn’t include a tax increase, meaning it would have contributed millions less than Prop. J.

But Prop. N did pass. “And that should raise $45 million,” Avalos said. “So, I’ve always had my sights set on raising revenue, but making cuts is inevitable.”

Funk phenomenon

One of the most influential, and underreported, trends of San Francisco nightlife in the past few years has been the feisty reinvigoration of the jazz scene. Yoshi’s Fillmore, which opened in 2007, finally seemed to settle into its giant digs in that historic district — and, despite fears to the contrary, didn’t crowd out the stellar, more established jazz joints around it like Rasselas and Sheba Lounge. It also helped expand the traditional jazz palate into famously funkier territory — this month at Yoshi’s boasts the Ohio Players, The Family Stone, War, George Clinton and Parliament Funkadelic, and Public Enemy with a live band. (What, no full orchestra? Flava Flav needs some glockenspiel.)

Also recently, San Francisco sent its huge and hip Jazz Mafia collective around the country performing uptempo “hip-hop symphony” Brass, Bows, and Beats. Unfortunately the Mafia’s homebase, Coda, closed on the first of this year — along with another beloved club, Triple Crown — citing the economic climate, but the supper club valiantly kept true to its live jazz mission to the end and shimmied with packed aficionados. Club Verde’s spunky Tuesday Night Jump! (Tuesdays, 9 p.m., $12. 2424 Mariposa, SF. www.oldtimey.net/tuesdays) with live band Stompy Jones revived that classic SF rockabilly swing vibe. Meanwhile, over at Martuni’s piano bar (4 Valencia, SF. 415-241-0205) near the Castro, a new generation seemed to discover its inner Sondheim, tipsily belting a few out ’round the gleaming ebonies and ivories. Send in those damn clowns already, Jesus.

That jazzy hometown spirit of expanding definitions and embracing the musical past as a living thing, not just some retro curiosity frozen into easily marketed poses, has graced other scenes as well. Even as you’re funking hard on the floor to some old school disco cuts or electronic productions, it’s hard not to hear echoes of jazz’s open-minded complexity working somewhere in the background.

And one of the parties I’ve funked hardest at lately has been Loose Joints (Fridays, 10 p.m., $5. MakeOut Room, 3225 22nd St., SF. www.makeoutroom.com). Let me be clear: Loose Joints isn’t a jazz club — although on a recent visit, DJ Tom Thump expertly melted London all-horn ensemble Brassroots’ 2010 New Orleans-leaning version of Inner City’s 1988 Detroit techno classic “Good Life” into Bill Withers’ Hammond-driven soul stomper “Harlem” from 1971. (At that point along my night’s journey, I needed a new pair of hotpants.) It’s more of an improvisational, all-vinyl DJ jam session that uses classic funk as its departure point. Hitting a tuneful sweet spot neither too familiar nor too abstract, Loose Joints has one of the best brain-to-feet ratios in the city: music nerds will dance their tight glasses off, straight-up partiers will discover where all those groovy samples come from.

The core trio of DJs at the heart of Loose Joints is a wild combination, rotating rapidly behind the tables. Founder Tom Thump digs deep into the wide-ranging, rarity-seeking global funk scene that brings to mind great DJs like Greg Wilson and Gilles Peterson (especially Peterson’s Brownswood Recordings project). Damon Bell reps Oakland’s fantastic, proudly abstract Deepblak techno scene, with a soulful Afro-Cuban twist. (Don’t sleep on his “multiple mind-space” Kush Musik series on Deepblak Recordings, www.deepblakmusic.com.) And DJ Centipede, who helps put on the headiest club going right now, Change the Beat (Tuesdays, 9 p.m., free. SOM, 2925 16th St., SF. www.som-bar.com), brings a future bass and experimental low-end background to the proceedings. Somehow they average out into a completely accessible and danceable entity.

“We are a strange triumvirate,” Thump told me. “I planned that, it was by design. I’ve known Centipede for years, when he used come into [Haight Street record store] Groove Merchant. So talented and unique. And I saw Damon play at [now-closed Panhandle club] Poleng one night a few years ago and was blown away by his soulful tunes. We are just one of my serendipitous flights of fancy.”

“Loose Joints” itself is a sly wink toward the experimental-made-accessible, a name cribbed by Damon from left-field dance music hero Arthur Russell’s popular side project, which put out the 1980 hit “Is It All Over My Face.” It also refers to the loose style the trio applies to mixing their vinyl cuts. (They leave other, more elevating interpretations to the imagination.)

The party is put on well from a practical standpoint, although the MakeOut Room’s layout is a bit strangulating near the door and it could use another person or two behind the bar. Because the MakeOut hosts live acts earlier in the evening, you’ll encounter a thrilling grab-bag of leftover patrons. The crowd is comfortable and open, dancing itself into frenzy. (When I dropped by last month, there was a gaggle of super-hot boys and girls grappling each other woozily to the floor, which was just fine. But watch where you step.) The strip of 22nd Street between Shotwell and Valencia has really taken on a European plaza air of late, with several bars and cafes spilling over with exuberant sophisticates. We need to ban cars there. And there’s also a healthy dose of newbie tech types — including the one in front of me in line who couldn’t believe the door guy wouldn’t take Visa for the $5 cover.

“San Francisco is so fucking beautifully diverse, that’s why the party goes so hard,” Centipede told me. “All types of life dancing to the same bassline.” Thump said: “There are a lot of people into funky sounds right now — from 1960s girl groups and Latin disco to post-punk and newer Afro-electro. We’re here to give all those a push. A sexy push.”

Tiny Bones breaks out

Elise-Marie Franklin, a.k.a. Tiny Bones, breezes into Four Barrel Coffee in the Mission, turning several heads in her wake, and it’s like, “Wow, dayum, star power!” (She declines a cup of slow-drip because, “I have so much natural energy, I’d probably explode.” I can see that.)

The gorgeous young singer and musician looks destined to be the first pop star graduate of San Francisco’s storied hardcore electro scene, utilizing her various talents to combine underground and mainstream elements into a bewitching and surprisingly unique style. Together with her partner in music, local fameball Topher Lafata, a.k.a. Gold Chains, she’s finally started releasing tracks on their label New California Music (www.newcaliforniamusic.com) after a long gestation period.

“We’ve been working for three years on all of this and have dozens of songs ready to go, but we wanted everything to be just right — the music, the website, the label. It’s fantastic, because now we can do things our own way.”

Tiny Bones spent her childhood in Carmel and France, training from an early age in vocal techniques and multiple instruments. But she came of punk-rock age in the famous pit of Berkeley’s 924 Gilman and, later, the electro-styley, camera-ready world of club Blow Up. Add to all that a music appreciation that runs from the Ronettes to Eazy-E (with stops at Deniece Williams and Depeche Mode), and you’ve got a powerhouse of influences.

“I love so many different kinds of music that for me it’s less about the style than the fact that something’s authentic,” she told me. “I aim for that authenticity with my own music — I put all of myself into my songs and performance, I don’t believe in holding back.”

That perfect lack of restraint comes through in her stage persona, which mixes sexiness (“Sexuality is huge in my life, and I don’t shy away from it”) and smarts (Tiny Bones is a psychology grad student at UC Berkeley). Those two sides meld to humorous-hot effect in the video for her first single, a slow-building, tropical-tinged banger called “Heat.” It starts in a boardroom, with Tiny Bones setting feminist boundaries for her marketing campaign — no bikini-clad sexploitation, no oil, no fans in the hair — and then demolishing those boundaries in a tight gold tube top, owning her hotness and slaying the fanboys.

Tiny Bones has just released her second track, “Parley,” an epic hardcore electro breakup-party ballad that expertly hits an aching sweet spot between build and release around the two-minute mark and holds you there for the rest of the six-minute track. It’s pretty breathtaking in its ballsiness, and the video is a love letter to San Francisco, with guest spots from nightlife stars HOTTUB, the Tenderlions, Monistat, Merkeley???, Richie Panic, and more.

Tiny Bones is going to soon bring that San Fran ballsiness to the world, with a tour in the works, a full album, and a lot more partying (and studying). “This has always been my dream, to be a singer and make people happy and maybe inspire someone. Now I’m ready to go for it.”

The long-time cabaret circuit favorite, underground club hostess, and member of scandalous electro-revival band Dirty Sanchez pulled out her giant fork and dug into a little interview with us about ambrosia salad, abortion, AM schlock .. and that’s just the beginning. SFBG: OK I’m dying over the concept for All-You-Can-Eat Christmas — it’s so refreshing to hear a drag queen talk about eating! What are some of your favorite foods? And do you do a lot of cooking?

Jackie Beat: Well, I was referring more to huge portions of talent, but I do love to eat! The ironic thing is that I have actually lost 100 pounds since my last holiday show, so people may think the title is actually “All-You-Can-Eat (And Then Throw Up!) Christmas,” but I promise it’s not! I still love to eat, I just eat less. My favorite holiday food has to be good old-fashioned Ambrosia Salad.  It’s a big mess of pineapple chunks, pecans, shredded coconut, mandarin orange segments in heavy syrup, mini marshmallow, sour cream and Cool Whip. You can eat a huge bowl of it and then honestly tell people, “All I had was salad!”

SFBG: I love that you sing live — what kind of music is part of the new show?

JB: Most of the new material is in my amazing new outfit — yards and yards of it! Seriously, it gets harder every year to come up with new stuff. I have done thousands of song parodies, including every holiday song ever written! This year, I am doing a Country Christmas Medley, a great medley of horrible old AM radio classics — the type of crap you hear at wedding receptions — but sung with the original lyrics that were too shocking at the time. You know, so all these sweet nostalgic old songs are now about fisting and abortion. Good times! I am also doing a new song about getting a full-cavity search at the TSA and there are plenty of classics like “Santa’s Baby” and “Do Some Blow!”

Class of 2010: Scott Wiener

Scott Wiener, who is 40, gay, soft-spoken, and remarkably tall, seems to have made an impression on voters with his successful campaign for District 8 (the Castro, Noe Valley) supervisor. On a recent Wednesday afternoon, several patrons of a Market Street café stopped to say hello and congratulate him. “I saw millions of signs about you!” one exclaimed.

A deputy city attorney, Wiener claimed one of the most decisive victories among contenders vying for seats on the San Francisco Board of Supervisors. He’s more fiscally conservative than Rafael Mandelman, who was his progressive opponent in the race, and is more in step politically with Mayor Gavin Newsom than San Francisco progressives. Yet Wiener stressed to the Guardian that he should ultimately be viewed as an independent thinker. “For me, it’s about having mutual respect for everyone,” he said. “Even if you disagree on some issues, and even if you disagree on a lot of issues, you can always find areas of agreement.”

Asked about his priorities in office, Wiener put public transit at the top of the list. Over the next few decades, the population of San Francisco and the Bay Area will dramatically increase, he said. “And at the same time, we’ve been underfunding public transportation, and particularly our roads. It could potentially be a catastrophe if we’re not able to not just keep the system as it is, but actually expand it. That is a really big priority.” To raise money for Muni, he doesn’t support extending parking meter hours, but does support a local vehicle license fee. There’s some question surrounding that prospect since California voters approved Proposition 26, which requires a two-thirds majority vote for fees. But Wiener said he wanted to be involved in efforts to implement a VLF in San Francisco.

Another priority is finding ways to stimulate job growth. He approves of the city’s move to use a tax credit for biotech industry businesses as a means of encouraging job creation, but said that mechanism should be used sparingly since it creates a revenue hole. Instead, Wiener said he was more in favor of looking at payroll-tax reform — but only if it doesn’t result in a tax increase.

Wiener also places importance on supporting the city’s Entertainment Commission and preserving San Francisco’s vibrant nightlife. “That’s an issue that I’ve always worked on and I’ll be speaking at [the California Music and Culture Association] next Friday, which I’m hoping will become a really effective voice for that community,” Wiener noted. “It needs a really unified and strong voice. and I want to make sure that we are really prioritizing having a vibrant nightlife and outdoor festival scene, and that we’re not blaming the entertainment community for societal ills like gun violence.” He also mentioned bolstering the Entertainment Commission’s budget.

But might that pro nightlife stance place him at odds with the San Francisco Police Department? “In some ways, I’m from a public-safety background,” he said in response. “I’ve been involved in a lot of safety issues on a neighborhood level. I’ve worked closely with SFPD and I am supportive of Chief [George] Gascon. In a way, I think that gives me some credibility.”

Speaking of working closely with people, whom does Wiener see himself forming alliances with on the new board? “I definitely have a great relationship with Sean Elsbernd and Carmen Chu, and I will be working closely with them. But I don’t agree with them on everything,” he said. Board President David Chiu and Sup. David Campos were both his classmates at Harvard, he noted, so he feels confident in his ability to work with them even if they don’t always see eye to eye. “One thing I see about this board that I’m optimistic about is that I think it’s going to be a more collegial board,” he added.

On the question on everyone’s mind — who will succeed Mayor Gavin Newsom to serve as the interim mayor? — Wiener said he thinks the best idea is to appoint a caretaker mayor. “Next year’s going to be really hard year,” he said and a caretaker mayor could “help make some really hard choices that need to be made. I may not like all of those choices, but they can do something that someone who’s a brand new mayor seeking reelection may be timid about doing.”

Who might he support if the new board selects the successor mayor? “There are some really solid names that have been bandied about, like [San Francisco Public Utilities Director] Ed Harrington or [Sherriff] Mike Hennessey,” he replied.

Wiener’s going to be mostly a fiscal conservative when it comes to the budget. Any new revenue, he said, “should be very policy-based,” for example transit-oriented instead of raising business taxes.

And he has plenty of cuts in mind, including “the way we contract for nonprofits,” looking at shared overhead, and consolidation. He also said that “we need to continue moving forward with pension and benefit reform [and] aggressively address overtime in all departments.” And what can voters expect from Sup. Scott Wiener that’s different from Sup. Bevan Dufty, a mayoral hopeful who currently represents D8? Wiener didn’t go too far out on a limb on that one. “There have been some tenant issues that Bevan voted against and I supported,” he said. “We’ve had times where he’s been to my left, or I’ve been to his left, but I can’t speculate as to the future. It’s going to be case by case.” *

The War on Fun — a term coined by the Guardian in 2006 to describe the crackdowns on nightclubs, special events, and urban culture by police, NIMBY neighbors, and moderate politicians — continues to grind on in San Francisco.

The latest attack was launched by Mayor Gavin Newsom and the San Francisco Police Department, which has proposed a series of measures to monitor and regulate individuals who visit bars or entertainment venues, proposals that the embattled Entertainment Commission will consider at its Dec. 14 meeting.

Perhaps most controversial among the dozens of new conditions that the SFPD would require of nightclubs is an Orwellian proposal to require all clubs with an occupancy of 100 persons or more to electronically scan every patron’s identification card and retain that information for 15 days. Civil libertarians and many club owners call this a blatantly unconstitutional invasion of privacy.

Driving the latest calls for a crackdown is a stated concern over isolated incidents of violence outside a few nightclubs in recent years, something Newsom and police blame on the clubs and that they say warrants greater scrutiny by police and city regulators.

But the proposals also come in the wake of overzealous policing of nightclubs and parties — including improper personal property destruction and seizures, wrongful arrests and violence by police, harassment of disfavored club operators, and even dumping booze down the drain — mostly led by SFPD Officer Larry Bertrand and his former partner, Michelle Ott, an agent with the California Department of Alcoholic Beverage Control.

Those actions were documented in back-to-back cover stories by the Guardian (“The New War on Fun,” March 24) and SF Weekly (“Turning the Tables,” March 17), and they are the subject of multiple ongoing lawsuits by nightclub owners, patrons, and employees, including a racketeering lawsuit alleging that officials are criminally conspiring against lawful activities.

Yet rather than atoning for that enforcement overreach, Newsom and SFPD officials seem to be doubling down on their bets that San Franciscans will tolerate a more heavily policed nightlife scene in the hopes of eliminating the possibility of random violence.

A series of nighttime shootings this year has grabbed headlines and prompted calls to action by the Mayor’s Office and Board of Supervisors President David Chiu, whose District 3 includes North Beach. In February, there were shootings at Blue Macaw in the Mission and Club Suede at Fisherman’s Wharf, followed by a shooting at the Pink Saturday fair in June, one outside Jelly’s in SoMa in July, and the high-profile murder of a German tourist near Union Square in August.

Chiu responded with legislation to give the Entertainment Commission greater authority to close down problem nightclubs and, more recently, with legislation to require party promoters to register with the city so that officials can take actions against those who act irresponsibly.

In September, Newsom asked the SFPD for its recommendations and he received a laundry list of proposals now before the Entertainment Commission. That body held a closed session hearing Nov. 30 to discuss a confidential legal opinion by the City Attorney’s Office on whether the identification scan would pass constitutional muster, an opinion that has so far been denied to the Guardian and the public, although officials say it may be discussed in open session during the Dec. 14 hearing.

“Everything is being considered,” Jocelyn Kane, acting executive director of the Entertainment Commission, told the Guardian. Her office already has looked at the different types of scanners that clubs could use and has discussed the idea with several technology companies.

SFPD Inspector Dave Falzon, the department’s liaison to the nightclubs and ABC, told the Guardian that he believes the data gathered from nightclub patrons would allow police to more easily find witnesses and suspects to solve any crimes committed at or near the nightclubs.

“It’s not intended to be exploited,” Falzon said, stressing that the recommendations are a work in progress and part of an ongoing dialogue with the Entertainment Commission — an agency Newsom, SFPD officials, and some media voices have been highly critical of over the last two years.

Along with the proposal for the ID scanners, SFPD proposed many other measures such as increased security personnel (including requiring clubs to hire more so-called 10-B officers, or SFPD officials on overtime wages), metal detectors at club entrances, surveillance cameras at the entrances and exits, and extra lighting on the exterior of the night clubs.

Though this may sound to many like heading down the dystopian rabbit hole with Big Brother potentially watching your every move, Falzon thinks it’s the opposite. “It isn’t that police department is acting as a militant state,” Falzon said. “All we’re trying to do is to make these clubs safer so they can be more fun.”

Yet critics of the proposals don’t think they sound like much fun at all, and fear that employing such overzealous policing tools will hurt one of San Francisco’s most vital economic sectors while doing little to make anyone safer.

Jamie Zawinski is the owner of the DNA Lounge, which recently celebrated its 25th anniversary. He has been a leading voice in pushing back against the War of Fun, including running a blog that chronicles SFPD excesses. He said the proposed regulations go way too far.

“It’s gang violence happening on the street. The nightclubs are being scapegoated. You don’t solve the problem by increased security in the clubs,” Zawinski told us, adding that the lack of proper policing on the streets should be addressed before putting the financial strain on the entertainment industry.

“It’s ridiculously insulting. I will not do that to my customers. It’s not a way to solve any problems,” Zawinski said. “It sets the tone for the evening when you start demanding papers.”

It’s also a gross violation of people’s rights, says Nicole Ozer, the director of Technology and Civil Liberties Policy for the American Civil Liberties Union of Northern California. She said that recording people’s personal information when they enter a public venue raises troubling legal issues.

“There are some real implications of tracking and monitoring personal data. The details of what you visit reveal things about your sexuality and political views,” Ozer said, adding that the ACLU would also have issues with how that information is used and safeguarded.

In response to police crackdowns on nightlife, club owners and advocates earlier this year formed the California Music and Culture Association (CMAC) to advocate for nightlife and offer advice and legal assistance to members. CMAC officials say they are concerned about the latest proposals.

“The rise in violence has to be looked at from a societal point of view,” said Sean Manchester, president of CMAC and owner of the nightclub Mighty. He noted that most of the violence that has been associated with nightclubs took place in alleys and parking lots away from the bars and involved underage perpetrators. “In many instances [the increased security measures] wouldn’t have done anything to stop it,” he said.

While there are plenty of ideas to combat crime at nightclubs, nightlife advocates say the city is going to have to look beyond club venues to address what can be done to combat crime without infringing on any civil liberties or damaging the vibrant nightlife. Or officials can just listens to the cops, act on their fears, and make the experience of seeing live music in San Francisco more like boarding an airplane.

Honest to Tyra, one of my absolute favorite things in the world is the N-Judah Night Owl bus at 3 a.m. Where else can you encounter such a juicy cross-section of the city’s nightlife players — at least the ones too broke or too cheap (or too hot, like me) to snag a cab home?

The guilt-eyed bridesmaid lured away from her bachelorette for a quickie in the bushes; electro kids still fidgety from that tragic final snort; full-throated bro-skis trying tipsily to locate the end of their sentences; post-concert hipsters screaming over their own blown eardrums, ankles swollen and bright blue from asphyxiating jeggings (still!); drooling newbie Googlers who tried so very hard to be “cool,” succumbing to drowsy numbness as their $300 steampunk sunglasses slip, one lens cracked, from their acne-scarred foreheads; botched pot deals, stunned French teens, cruisy bears, fresh tweakers, gothic Lolitas, country line-dancers, really aspiring rappers, several actual hotties … Amazing. Especially when someone busts out a boombox. All aboard our homegrown diesel-driven party train, woot woot!

“It’s like the Discovery Channel … with beer!” I’m not sure if there’s going to be intentional dancing at this hot monthly snarf-a-thon, but feisty cerebella should be jumpin’ for these presentations: “Mars’s Lumpy Bumpy Neato Magneto(sphero),” “Penguins, the True Chickens of the Sea,” and “The Perilous Infirmity of Burning: The History of Neisseria Gonorrhea.” OK!

SUPER EGO I adore history, it’s all so pointless. It’s fun to play around with, too — stick your mitts in the used fork drawer of the past and clatter about a bit, just to make new noise. Artists do this all the time, grab stuff from different eras and pastiche them together to create unique and dreamlike emotional states. Bygones!

That sensibility is making a comeback in dance music. Over the past few years, there’s been a fascinating wave of sonic rummagers digging through five decades of strobe-lit tunes, Frankensteining together ambitiously funky, mostly midtempo tracks that knock sample-trainspotters sideways. What these posthistorical freaks come up with, creating songs that sound like they belong to a not-quite-placeable era, is uncanny, just a tad left of reality, something the wordy Germans call unheimlischkeit. Think DJ Shadow in neon Ray-Bans, collaging together decelerated Minneapolis and Motown samples, Heaven 17-ish synths, early ’90s R&B basslines, rolling Balearic keyboards, and half-forgotten garage house vocal snippets.

Rocketing to the top of the history-shuffling heap is Hamburg tunesmith Tensnake, whose riveting tracks like “In the End (I Want You to Cry),” “Holding Back (My Love)” and breezy monster hit “Coma Cat” open little windows into an imaginary dance floor past. Take, for instance, Tensnake’s phenomenal remix of Azari and III’s “Reckless (With Your Love),” in which he transforms an already post-postmodern ode to late ’80s house into an insanely bouncy Soul II Soul homage that breaks, at the climax, into a full-on sample of C+C Music Factory’s “Gonna Make You Sweat.” WTF? Which Midwestern gay bar am I wearing ripped jeans and a bolero jacket at?

“Playfulness is key to who I am and what I do.” Tensnake, Marco Niemerski, told me over e-mail. “Some of my music is more deep and dreamy, while other tracks are more open-armed and made for piano connoisseurs, ha. I do have a love and respect for dance music history but like any producer who cares about what they do, I want to look ahead, not back! Whenever I am referring musically to some old tunes, I think I am just trying to have a great time while producing a new one.”

Tensnake’s new double-disc mix for the Defected in the House series and his upcoming tour of the States are sure to expose a lot of European artists working with the new sensibility to American ears. We have our own reps in acts like Wolf + Lamb and Soul Clap, but it’s weird to hear such crate-digging audacity and soul sonics coming from across the pond.

“After the minimal sound, which was huge for a few years, people were hungry for more soulful stuff again,” Tensnake said. “I was never into minimal, so I’m glad that re-edits and classic tracks have come back to the fore. And I think this was always an American sound, the Chicago, Detroit, and New York sound. Very few house records from Europe were important to me. This trip will be the first time in America, so I’m very excited to see how my live show and tracks go down.”

Does he feel part of a revolutionary dance music movement? “I am not a big fan of labeling music or names and numbers — well, maybe apart from the number ten. I just like great music and melodies. To me a great song could be Saint Etienne, Prefab Sprout, or even Janet Jackson. There is just more of a melting pot at the moment and I think that’s incredibly healthy.”

AMBROSIA SALAD’S DOBLE QUINCEAÑERA

Fluff up your pretty pink crinoline: “It’s like I’m becoming a woman again — except without the vaginoplasty,” drag princess Ambrosia tells me of her fab-sounding doble quinceañera birthday celebration. Including a mariachi band with accompanying live vocals from drag luminaries, DJs Javi en Rose and Juanita More, a traditional quinceañera waltz, Juanita Fajita’s fajita cart and the tamale lady, this will be one of the kooky-magical parties of the year. GOLDIES 2010: Said Adelekan

One of the joys of house music in this century is that it doesn’t exist. Or rather, its influence is so ubiquitous, its borders so gleamingly porous, that to call a dance track (or indie song, or laptop experiment, or even symphonic composition) “house” is to engage in the laughably vague. And while the expansion of the genre has produced its fair share of unlistenable clutter, it’s also given rise to exciting new standards of quality and adventurousness. Many of the new house standard bearers are located in the Bay Area, and among the most invigorating is Said Adelekan, known as DJ Said.

A Nigerian native who discovered his love for music through his family’s record collection, Said became a young disciple of Fela Kuti, the outspoken legend who shared his political message through Afrobeat, which combined a plethora of African styles into popping, hypnotic grooves featuring chiming guitars and swelling brass and organ chords. After promoting one of Kuti’s clubs in Lagos, Said moved to England to study and absorb the underground London club scene. Soon after, he found himself drawn to “the beautiful and very open” Bay Area in the 1990s, hosting parties like the wonderful, storied Atmosfere, which combined soulful house grooves with live instrumentation and Afrobeat spirit.

As his party reputation grew, Said felt the need to expand and launched the topnotch Fatsouls record label in 2007. “After a decade of successful event production, I realized that throwing parties isn’t all there is, and that creating music is equally important,” he says. “Dance music at the time had gotten so dark and aggressive, I wanted to counter that with something organic, refreshing. Something that celebrated the soul — the soul of the Bay Area, the soul of Africa, the soul of dance music — to bring that to the world.”

With his parties, Said had already attracted global attention to the Bay’s burgeoning Afrohouse scene, and his Fatsouls releases — featuring sparkling live instrumentation, heavy bass-driven grooves, and collaborations with soulful house giants like Alton Miller, Jerome Sydenham, Hideo Kobayashi, and Mr. Raoul K. — repped the Bay abroad as well. (The world dance music community also has been rediscovering house music’s black and African roots, celebrating complex rhythms and Chicago-style funkiness.) “The vast majority of people that download and buy Fatsouls vinyl are from Europe, Japan, South Africa, and Canada.” Said says. “I wanted to create and bring music to the very same people that had been attending my parties and keeping the spirit alive.”

Fatsouls’ first release, “Bad Belle (Remix),” a sublime, slow-burning slice of Afrohouse by Said overlaid with a ethno-ecological spoken word lament by Nigerian poet Ikwunga, was one of the best dance music releases of the past decade, and the seven Fatsouls releases since have shown an astonishing devotion to quality production and expanding scope. (Said plans to release a Fatsouls compilation soon.)

Said hasn’t stopped throwing parties either. “We & the Music” (first Fridays of the month, 9 p.m., $10. 222 Hyde, SF. www.222hyde.com ) is a fantastic and necessary monthly get-down in San Francisco that showcases the deep and lovely grooves being produced here — especially those coming from Oakland’s thriving soulful and Afro-influenced house scenes. East Bay players like Stephen Ringmaiden, Aybee and the Deepblak crew, and parties like The People, Top Ten Social, and Ra Rah are also contributing to the Bay’s liveliness, and Said is an invaluable supporter of their efforts.

“With the everchanging demographic of new partygoers here and so many promoters willing to cash in on faceless trends, I feel there’s a danger of the true San Francisco nightlife essence — diverse in its range but consistent in its dedication to soulfulness and intimacy — being compromised,” Said says. “With my parties and releases, I strongly wish to preserve that here and transmit it to the world.”

Epic Bush crawl, part 2

SUPER EGO Marke B. is off getting hitched to Hunky Beau (finally!) so we asked scruffy lad-about-town Ruggy Joesten, senior community manager at Yelp.com, to fill in as nightlife correspondent. This is the second part of his SF Bush Corridor bar blitz. You can read all about part one here.

Summer Place Cocktail Lounge (801 Bush): Once we adjusted to the optical shock of entering this dark bar, we were treated to red accents throughout, Festivus lights along the low ceiling, and a new-school jukebox flashing every color of the rainbow and begging for our hard-earned dollars. We were clearly no regulars, but if looks could kill, we’d have all been assassinated by the three locals bellied up to the bar. I get it, though. Here we were, a bunch of young knuckleheads on an ironic bar crawl, interrupting their usually quiet evening with jovial intrigue and obnoxious requests for shots that should only be consumed on 21st birthdays. Clearly we deserved the hesitated acceptance. The standoff between us and the barflies became so contentious that when I asked the bartender for a flyer to help spread the good word about the joint’s 12-year anniversary party, one of the seasoned veterans retorted, “How about this for a flyer: use your fucking mouth and tell people yourself.”

I actually appreciated his candor and offered him a shot. As expected, tequila helped bury the hatchet. Then I learned that every alcoholic beverage purchased comes complete with a free bowl of Doritos! I don’t know if that’s usual policy, since I also noticed a rice cooker and a bottle of mustard on the counter behind the bar. Meanwhile, with cheese-stained fingers and a solid buzz, my posse fixated on a young couple engaging in some serious heavy petting in the corner of the room. And by heavy petting, I mean, I’m almost certain we collectively became pregnant just by watching them. (I named my newly formed zygote Darius, since I’ve always wanted a boy.) Were we slugging moonshine in the Tenderloin, or watching a live sex show with Roman Polanski in Amsterdam? After bidding adieu to the two lovebirds, I thanked my lucky stars that I’d opted for denim instead of sweatpants, and we hightailed it to our next stop.

21 Club (98 Turk): Five warm PBRs for $12.50. Faint smell of Brylcreem, urine, and failure. Esquire magazine’s proclamation that this bar was one of the country’s finest in 2008, proudly framed on the far corner of the facade. Good times for all.

Yong San (895 Bush): Yet another Bush hole-in-the-wall with extremely good-looking Korean women at the helm, and yet another bar where smoking was not only tolerated, but also borderline encouraged. I’m not a smoker, but when in Rome and you find yourself with a lit match in your grill and wandering brown eyes anticipating a long, fiery drag, it almost makes you wish you had a Virginia Slim at the ready. Sadly in this instance, I didn’t have a fag within arm’s reach, but I’ll be better equipped the next time.

Minutes after indulging in complimentary Doritos at Summer Place, I was just as impressed with the honorary eats Yong San had to offer: Cheetos Puffs! I would have been just fine with an ashtray full of Snyder’s or some Beer Nuts. But it’s that kind of outside-the-box thinking that keeps me intrigued. From there, and with another round of shots consumed and more High Life entering my bloodstream than runoff after a winter storm, we sadly waved farewell to Bush Corridor … but I did hold onto a few bullet-pointed observations.
