Memorial Day in Rock Rapids, Iowa, circa 1940s-50s

When I was growing up in my hometown of Rock Rapids, Iowa, a farming community of 2,800 in the northwest corner of the state, Memorial Day was the official start of summer.

We headed off to YMCA camp at Camp Foster on West Okiboji Lake and Boy Scout camp at Lake Shetek in southwestern Minnesota. The less fortunate were trundled off to Bible School at the Methodist Church.

As I remember it, Memorial Day always seemed to be a glorious sunny day and full of action for Rock Rapids. The high school band in black and white uniform would march down Main Street under the baton of the local high school band teacher (in my day, Jim White.) A parade would feature floats carrying our town’s veterans of the First and Second World wars, young men I knew who suddenly were wearing their old uniforms. And there was for many years a veteran of the Spanish American War named Jess Callahan prominently displayed in a convertible. Lots of flags would be flying and the Rex Strait American Legion Post and Veterans of Foreign Wars would be out in force. We never really knew who Rex Strait was, except that he was said to be the first Rock Rapids boy to die in World War I and the post was named after him.

After the parade, we would make our way to our picture post card cemetery, atop a knoll just south of town overlooking the lush green of the trees and the fields along the lazy Rock River.

A local dignitary would give a blazing patriotic speech. A color guard of veterans would move the flags into position and then at the command fire their rifles off toward the river. I remember this was the first time I ever saw a color guard in action, with a sergeant who moved his men with rifles into position with strange “hut, hut, hut” commands.

After the ceremony, everyone would go to the graves of their family and friends and people they knew and look at the flowers that would be sitting in bouquets and little pots by the headstones. The cemetery was and is a beautiful spot and many of us who are natives have parents, friends, and relatives buried here. It is one of the wonderful things that connects us to the town, no matter where we end up.

And so this year I got my annual telephone call from the Flower Village florist in Rock Rapids, reminding me two weeks ahead of Memorial Day about the flowers I always place on the graves of my relatives in the Brugmann plot. I always get a kick out of doing business with Flower Village, because it once was in the Brugmann Drugstore building on Main Street that had housed our family store since l902. It later moved across the street to the building that once housed the Bernstein Department store.

I always ask for the most colorful flowers of the moment and the Flower Village people always put them out on the headstones in the Brugmann plot a couple of days ahead of Memorial Day. This year, I called Pauline Knobloch to pick up the flowers and put them in her garden.  Pauline and I go back to 1947, when she was a young clerk, just in from Lester, in the store.  I started clerking at age 12  that year, selling stamps and peanuts in the front of the store.  Pauline worked for many years in our store and is still going strong, as they say in Rock Rapids.

Ours is an unusual plot, because it holds the graves of my four grandparents, my parents, my aunt and uncle and someday my wife and I. My grandfather C. C.Brugmann and my father C.B.Brugmann spent their entire working lives in Brugmann’s drugstore, which my grandfather started in l902. My father (and my mother Bonnie) came into the store shortly after the depression.

My grandfather A. R. Rice (and his wife Allie) was an eloquent Congregational minister who had parishes throughout Iowa in Waverly, Eldora, Parkersburg,  and Rowan. He retired in Clarion. My aunt Mary was my father’s sister and her husband was her Rock Rapids high school classmate, Clarence Schmidt. He was a veterinarian and a reserve army officer who was called up immediately after Pearl Harbor and ordered to report to Camp Dodge in Des Moines within 48 hours. He did and served in Calcutta, India, as an inspector of meat that was flown over the hump to supply the Chinese forces under Generalissimo Chiang Kai-Shek.

Through the years, Elmer “Shinny” Sheneberger, the police chief when I was in school, would say to me, “Well, Bruce, you and I have to get along. We’ll be spending lots of time together someday.” I never knew what he meant until one day, visiting the Brugmann plot, I noticed that the Sheneberger family plot was next to ours. Every Memorial Day, Shinny took  pictures in color of the flowers on the Brugmann and Sheneberger family graves and would  send them to me. I would  them on to my sister Brenda in Phoenix and the families of the three Schmidt boys John in Cedar Falls, Iowa, and Conrad and Robert in Worthington, Minnesota. Well, Shinny died last year and so I won’t be getting his annual batch of pictures. But he was right. We will be together for a long, long time.

Every year the rep from our American Legion Post puts a small American flag on the grave of every person buried in the cemetery who served in the Armed Forces. Chip Berg, who was three years ahead of me in school, performs this chore every year. My uncle gets one. And, Chip assures me, I will get one someday. I earned it, I am happy to report, as a cold war veteran in 1958-60, an advanced infantryman at Ft. Carson, Colorado, a survivor of two weeks of winter bivouac in the foothills of the Rockies, and bureau chief in the Korea Bureau of Stars and Stripes, dateline Yongdongpo. I am proud of the flag already. B3, who never forgets how lucky he is to come from the best small town in the country.

P.S. As the years went by, I became more curious about how my uncle Schmitty, as he was known, could leave his three young boys and his veterinary practice in nearby Worthington, Minnesota,  and get to Camp  Dodge so fast and serve throughout the entire war. I asked him lots of questions. How, for example, did he handle his veterinary practice? Simple, he said, “my partner just said let’s split our salaries. You give me half of what you make in the Army and I’ll give you half of what I make in veterinary practice.” And that’s what they did and that’s how the veterinary practice kept going throughout the war. Schmitty returned to a healthy practice, retired in the 1960s, and turned it over to his second son Conrad.

P.S. 1: Confession: I was not drafted. I enlisted in the federal reserve in the summer of 1958, which amounted to the same thing. Two years of active duty, two years of active reserve, and two years of inactive reserve. I did this maneuver so that I could formally say that I beat Elmer Wohlers. Elmer was the local draft board chief who had spent a little time in World War I, “the big one,” as he would say. The word around town was that he never got out of Camp Dodge in Des  Moines. He had a bit of black humor about his job and we had a running skirmish for years.

Whenever he would see me on the street in Rock Rapids, he would say, ” Bruce, I’m going to get you, I’m going to get you.” And I would reply, “No, no, Elmer, you’ll never get me.”  I think he was particularly annoyed when I escaped his grasp and went off for a year to graduate school at the Columbia University Graduate School of Journalism in New York City. I would send him cards through the years, from an ATO  fraternity party at the University of Nebraska, or from my hangout bar  in New York City (the West End Bar, across from the Columbia Journalism building.) I would write in effect, but with elegant variations, “Elmer, having a wonderful time. Keep up the good work. Wish you were here.” And so I joined the federal reserve and ended up with the initials FR instead of  US on my dog tags that hung around my neck for two years. I was officially FR17507818 and rose from recruit in the 60th infantry at Ft Carson  to E-5 in the Stars and Stripes bureau in Yongdongpo.  But my big accomplishment  was that Elmer didn’t get me. I still feel good about beating Elmer at his own game.

P.S. 2: Here’s how things work in Rock Rapids.  I mentioned my annual Memorial Day drill in an email note to Rock Rapids alumni of my era. I recounted the Shinny anecdote and placed the Brugmann and Sheneberger plots in the southeastern corner of the cemetery. I promptly got an email note back from Joanne Schubert Vogel (class of ’49). She wrote that she had sent my note to her brother Dale Schubert in Rock Rapids (class of ’55, who was a halfback when I was a quarterback on the celebrated Rock Rapids Lions football team.) Dale called her and said that I had made an error and that the Brugmann and Sheneberger plots were in the southwestern corner of the cemetery, not in the southeast corner. Amazing.  He was right and I was wrong. Joanne softened the blow by saying she was sure that this was the first error I had ever made.

 

Kindred spirits

Heady, hoppy, smoky with the musky tang of interstellar, international exotica shot through a post-hardcore prism. Oakland psych-space-rock-drone outfit Lumerians’ sound is intoxicatingly addictive enough to inspire that imaginary brewski review, even in the thick of the raging patio at Jack London Square’s Beer Revolution. And if the band was a glass of sheer liquid refreshment, what would it be? A complex Cab, a supernatural Super Tuscan, or a solid stout?

I’m guessing a highly groovy gruit, as drummer Christopher Musgrave takes another gulp of his herbaceous, hops-free custom-crafted Two Weeks Notice. “It’s really weird, but after a few sips it gets really good,” he tells newly arrived bass player Marc Melzer. Musgrave should know: he makes beer by the keg in the former Murder Dubbs church he now calls home — and Lumerians’ recording studio. “I’m changing my mind. I might order it again.”

We swap slugs of our selections from the pub’s massive menu — Melzer’s Big Eye IPA and my Sweetgrass pale ale. It’s all in keeping with Lumerians’ shared approach to life and music-making: card that ego at door, share your inspirations — be they musical, painterly, or brew-crafted — and strive to work as one fluidly intuitive, wholly non-derivative whole.

Taking in Lumerians’ recently released, long-awaited debut, Transmalinnia (Knitting Factory), I’ve been sucked into the burly, bass-smudged biker boogie of “Burning Mirrors,” the witchy organ-shimmy and sex-magik drone of “Black Tusk,” and feathery woodwind textures and unholy shrieks of “Calalini Rises.” The LP shares its name with its artwork, a glorious finger-painting from the “Voyage Into Space” series by outsider artist Eugene Von Bruenchenhein — a vision borrowed by a band just a vowel or two away from the lost world of Lemuria, undertaken to turn kindred spirits onto the late self-taught surrealist’s mind-blowing art.

“One of the foundations of our band is we do try and make egoless music,” explains Melzer with equanimity while a birthday party brays in the background. “It’s not about one person writing the music, and it’s not about guitar solos or bass solos or drum solos. It’s about us, where all these different personalities meet and what develops after that.”

Of course, adds Musgrave, “it’s not all sunshine and puppy dogs.” Lumerians’ origins began humbly, with Melzer and Musgrave vowing to play together after a “strange hiatus” from music: they were disillusioned by the band politics in their old indie and hardcore groups. Guitarists-organists-synth-players Tyler Green and Jason Miller had begun to make music in 2006 when Musgrave joined in and enlisted Melzer, a guitarist now playing bass for the first time. “We hold it down,” Musgrave exclaims proudly. “We’re the earthbound ones. We’re like the tractor and the plow.” Soft Moon voyager Luis Vasquez eventually rounded out the fivesome on conga and synth.

The group took its time, hoping to create a “sustainable” environment — a world of its own, if you will — and built a studio in SF’s South Park where it recorded Transmalinnia, the follow-up to its self-titled, self-released, now-out-of-print, much-praised 2008 EP, forging the songs via jams that they’re reluctant to call jams. “The difference is everything we play in the band is pretty simple, but it combines to create a greater whole,” says Melzer. “We also play repetitive stuff — we’re either trying to trance out our audience or ourselves or both. I don’t think that’s one of the aims of a jam band.” They’ve succeeded to the point where Melzer confesses he’s more than once almost fallen off the stage.

The tough part was capturing the songs in their perfectly imperfect “nascent state,” as Musgrave puts it. “We’ve always tried to capture those ephemeral moments — it’s proven to be very difficult,” he explains. “Hard drives crash. Or we’ll think we’re recording and look over and it’s stopped. But the power of inspiration is so powerful you can’t pull away — it’s like you’re in a tractor beam!”

Fortunately, Lumerians doesn’t seem destined to perish in obscurity à la Von Bruenchenhein — the combo had just returned from the Austin Psych Fest, where by their accounts, they were the underdog belles, hampered by two power outages during their set. Will bands of the future find their minds blown by dog-eared Lumerians LPs? “I don’t know if that’s the way I think about it,” Musgrave says, “but any artifacts we put out are hopefully worthy of discovery.”

“So when the blogosphere forgets about us,” adds Melzer, tongue lodged in cheek, “and three months later, we get rediscovered!”

Four for Popfest

 The third annual San Francisco Popfest kicks off Wednesday, May 25 at Rickshaw Stop. The good news is that this year’s festival has been expanded to five days, transforming Memorial Weekend into a music extravaganza. There are shows at Rickshaw, Cafe Du Nord, and Hemlock Tavern, as well as a secret Sunday show at Dolores Park. The bad news is that you can only be in one place at a time. Here are four must-see Bay Area groups.

The opening night headliner Blackbird Blackbird is spearheaded by vocalist, producer, and multi-instrumentalist Mikey Sanders. He released his debut album Summer Heart in late 2010 through Bandcamp on a “pay what you wish” system and followed it up in 2001 with Halo, which is a collection of new songs, B-sides, and unreleased tracks. With the aid of the blogosphere, Blackbird Blackbird quickly amassed a following.

Blackbird Blackbird’s music is electronic-based, although when performing live, Sanders plays with Cade Weidenhaft on drums. Sanders creates a rich, textured synthscape, as on “Sunspray,” where bubble sounds and an overall feeling of swirling makes the song seem as if it’s being sung from underwater. Other tracks, like “Ups and Down” with its heavy bass, sound dance party-ready.

Also on the Wednesday, May 25 bill is Sanders’ project Wolf Feet, which he started with Austin Wood. The pair recorded tracks while living in a “Hobbit-like apartment in Santa Cruz,” explains Sanders, who grew up in San Francisco but went to school in Santa Cruz. It’s a decidedly less electronic project than Blackbird Blackbird, and garage-rock influenced, with upbeat tempos, handclapping, twinkling guitars, and howling vocals.

Sanders is promoting Wolf Feet similarly to Blackbird Blackbird, self-releasing an EP in January via UFOLK Records and running a cute and informative Tumblr. The band’s homemade video for “Dead Hand,” a montage of vintage films such as Thunderbirds Are Go and Gamera vs. Zigra, was already featured on Pitchfork.

The Friday, May 27 Popfest show includes San Francisco’s beloved the Mantles. After a slew of singles, a self-titled LP, and the Pink Information EP, the group recently released the “Raspberry Thighs/Roman Hat” seven-inch single via SDZ Records. The song reveals a darker side to the band.

The Mantles have always been high on melodies, which they coat in reverb, but the sunny sounds are sometimes meant to distract from the truth. “Raspberry Thighs” starts with buoyant guitars, and Michael Olivares’ vocals are more spoken than sung as he says, “Hey there unassuming eyes/ What on earth can alarm you/ You’re too ready to derail/ You’re too ready to say goodbye.” It’s hard to discern all the lyrics, but there’s a sadness to Olivares’ farewell and description of the ephemeral summer.

The Saturday, May 28 show at Rickshaw Stop is a showcase for Slumberland Records. To put it simply, the entire lineup is awesome. San Francisco’s the Art Museums, formed by Josh Alper (Whysp) and Glenn Donaldson (Skygreen Leopards) in the summer of 2009, sing tales of artists, lovers, and imposters that read like mantras for the aught generation. The band released its debut record Rough Trade on Woodsist last year and will put out an EP called Dancing this summer.

From tales of bike-based dates and descriptions of art happenings to details of Sta-Prest trousers and even the band’s name, the Art Museums’ music is meant to be absurdly funny, and true. Alper and Donaldson craft hooks and sing in faux-British accents — their heroes include the Kinks, Swell Maps, and the Television Personalities. The band records on a Tascam 388 eight-track for its snap, crackle, and pop, and performs with Carly Putnam (Green Flash) and Virginia Weatherby (the Mantles) to fill out its live sound.

The secret life of Michael Peevey

Inside a legislative hearing room at the state capitol, things were beginning to get uncomfortable. Roughly five weeks had passed since a Pacific Gas & Electric Co. pipeline explosion killed eight and leveled an entire San Bruno neighborhood, and this California Senate committee hearing was an early attempt to get answers.

San Bruno residents who lost loved ones in the deadly explosion huddled in the front row, their eyes fixed on company representatives and agency bureaucrats as they spoke. At the back of the room, a band of immaculately dressed PG&E executives and utility lawyers sat clustered together.

Richard Clark, director of the consumer protection and safety division of the California Public Utilities Commission (CPUC), fielded questions from visibly frustrated state legislators. Sen. Dean Florez (D-Shafter) wanted know why the CPUC hadn’t done anything when PG&E ignored an impaired section of the ruptured pipeline even after it was granted $5 million to fix it.

“Did the PUC do any accounting when you gave them $5 million?” Florez demanded. “Do we just give them money and cross our fingers and hope they fix it? Is that what we do? Until some terrible tragedy occurs?”

Sen. Mark Leno (D-San Francisco) said the CPUC needed to step it up and start practicing serious hands-on oversight. He recalled a tragedy that occurred in 2008 when a gas leak in Rancho Cordova triggered a pipeline explosion, killing one person and injuring several others. Although an investigation determined that PG&E was at fault, the CPUC hadn’t yet gotten around to fining the company.

“We’ve got a pattern here,” Leno said. “And we’re not doing anything differently.”

Less than three weeks after CPUC staff members were grilled in Sacramento, Michael Peevey — president of the CPUC and the top energy official in the state — boarded an airplane for Madrid. He was embarking on a 12-day travel-study excursion, with stops in Sevilla and Barcelona, sponsored by the California Foundation on the Environment and the Economy (CFEE).

Peevey’s wife, California Sen. Carol Liu (D-Glendale), was along for the trip. So were two other state senators, several members of the state Assembly, CPUC commissioner Nancy Ryan, and a host of representatives from the energy industry. The group included executives from Chevron, Mirant (now GenOn, the owner of the Potrero power plant), Covanta Energy Corporation, Shell Energy North America, and engineering giant AECOM. High-ranking executives of the state’s investor-owned utilities also participated, including Fong Wan, the senior vice president of energy procurement for PG&E.

Although strict rules normally govern commissioners’ interactions with parties that have a financial stake in the outcomes of commission rulings, there wasn’t anything especially unusual about Peevey traveling internationally with a group that included representatives from the same companies his regulatory commission oversees. CFEE trips happen every year. The nonprofit has footed the bill to fly groups of regulators, legislators, and utility executives to prime vacation destinations like Italy, Brazil, and South Africa in recent years, excursions organizers say are critical for educating top-level stakeholders about worldwide best practices for sustainable systems. However, groups such as The Utility Reform Network (TURN) have decried CFEE trips as “lobbying junkets.”

As PG&E and the CPUC both work to win back the public’s confidence after their latest deadly failure, it’s worth analyzing whether their relationship — shaped by vacations together at exotic locales — has grown too cozy.

 

THE BUDDY SYSTEM

CFEE isn’t the only nonprofit that regularly flies Peevey overseas for green travel tours with high-ranking utility executives, and the 12 days he spent in Spain wasn’t the only time he spent away from official duties and in the company of the corporations his commission regulates.

These controversial getaways are just a small part of Peevey’s involvement with private-sector interests. He also chairs the board of a nonprofit investment fund created as part of a $30 million settlement agreement with PG&E. Called the California Clean Energy Fund, it funnels money into private venture-capital funds that invest in green start-ups, plus a few companies in the fossil-fuel sector.

While legislators have voiced frustration that lax CPUC oversight of PG&E on pipeline-safety issues opened the door to disaster in San Bruno, inside observers are critical of the outright favors Peevey has granted utilities, such as guaranteeing an unprecedented, higher-than-ever profit margin for PG&E as part of the company’s 2004 bankruptcy settlement.

The CPUC is set up to perform as a watchdog agency, yet social and professional ties running deep within California’s insular energy community mean regulators sometimes run in the same circles as the executives who answer to them, making for cozier relationships than the general public might anticipate. It’s an old-fashioned insider game that one longtime observer wryly characterizes as “the buddy system.” But the buddy system can bring consequences.

As the public face of the CPUC, Peevey repeatedly has been thrust into the spotlight. He has absorbed advocates’ concerns about pipeline safety, rising electricity rates, SmartMeters, missed targets for energy efficiency, and municipalities’ David-vs.-Goliath battles with PG&E to implement community choice aggregation (CCA), to name a few. He’s a magnet for public scrutiny while occupying the center seat at commission meetings, but Peevey’s behind-the-scenes engagements with private-sector organizations bent on shaping statewide energy policy demonstrate how power is wielded in California’s energy world, a system in which regulators seem to be partnering with utilities rather than policing them.

Based at Pier 35 in San Francisco, CFEE’s board of directors is composed of a small group of officers, plus a long list of members who hail from some of the most prominent businesses nationwide. Shell, Chevron, J.P. Morgan, Goldman Sachs, AT&T, and PG&E all hold positions on CFEE’s membership board, and each entity chips in to fund the foundation’s activities and travel excursions.

The group also includes representatives from labor organizations like the International Brotherhood of Electrical Workers and mainstream environmental groups such as the Natural Resources Defense Council. Among the emeritus members of CFEE’s governing board are some high-ranking figures, such as CIA director-turned-Pentagon boss Leon Panetta. CFEE received $45,000 in donations from PG&E in 2009 (the most recent year available) and was granted similar amounts in prior years.

CFEE spokesperson P.J. Johnston, the son of former state senator and CFEE officer Patrick Johnston and the press secretary under former Mayor Willie Brown, described the trips as valuable opportunities for top-level stakeholders to gain insight on best practices and engage in noncombative dialogue on key issues.

“The idea for us was that it made sense to have someplace where it was nonconfrontational to engage in policy, work-type discussions,” Johnston explained. He added that the trips are “all about policy, on the 30,000-foot level,” and emphasized that discussions aren’t about specific decisions pending before the CPUC.

Loretta Lynch, a former president of the CPUC who brought a reformist spirit to the agency and was never shy about rebuking utilities, is skeptical of CFEE’s stated program goals. When she was first appointed to the commission, Lynch said, CFEE contacted her to ask where she wanted to travel. If the trips are arranged to fly regulators to destinations they’ve been itching to visit, she reasoned, must-see green innovations probably aren’t dictating the itineraries. “To me,” Lynch said, “they don’t have anything to study in mind.”

 

“PARTYING WITH THE JUDGE”

The CFEE trip to Spain included a briefing on developing wind energy from AES, a company working on wind and solar development in California that also operates polluting, gas-fired power plants in Huntington Beach, Long Beach, and Redondo Beach. There was a round table on solar energy featuring a presentation from the Independent Energy Producers Association, a trade group that regularly files petitions and comments on CPUC proceedings. The trip included a tour of a desalination plant, a talk from the president of the Madrid Chamber of Commerce, and discussions about California’s energy market. Scheduled activities ended by midafternoon on some days, and the itinerary left a Friday afternoon, Saturday, and Sunday in Sevilla wide open.

Asked to comment on concerns about inappropriate lobbying, Johnston said: “We’re not guarding against anyone’s potential behavior any more than we would be on the streets of Sacramento. We’re not setting ourselves up as the guardians. We’re not facilitating that, per se, either.” He added, “I realize there are critics of any kind of travel and any kind of commingling. But it is wise for us not to close our eyes to the rest of the world, and there’s not a great appetite for spending taxpayer money on these trips.”

Yet Lynch countered that there is an important distinction between the roles of Sacramento legislators and that of utility commissioners. “Regulators are not legislators,” Lynch said. “They’re more like judges. Their decisions have the power of a judge’s decision.” By inviting commissioners along on these lavish getaways, she said, “it’s as if you’re partying with the judge.”

Mindy Spatt, a spokesperson for TURN, echoed Lynch’s concerns. “These ostensibly educational trips are essentially lobbying junkets, where utilities … wine and dine legislators,” Spatt said. TURN raised the issue several years ago, she said, when Peevey joined a CFEE trip attended by a representative of Southern California Edison “just coincidentally at the exact same time that he was penning an alternate decision in Edison’s rate case.” She added: “In TURN’s perspective, the commissioners need to be more in touch with what actual utility customers are experiencing, rather than in touch with the top restaurants in Brazil.”

While Peevey is only one of a host of officials who attend CFEE trips, he has more than just a casual tie to the nonprofit. From 1973 to 1983, he served as president of the California Coalition for Environment and Economic Balance (CCEEB), an organization CFEE grew out of and whose membership shares some overlap with CFEE.

Based in San Francisco, CCEEB was founded by Edmund G. “Pat” Brown (Gov. Jerry Brown’s father) in 1973. CCEEB backed a late-1970s proposal to construct a series of nuclear power plants along the California coastline. More recently, the group honored BP with a 2009 award for environmental education — shortly before the company and lax federal regulators were responsible for the worst oil spill in U.S. history.

 

A YEAR IN THE LIFE

Spain wasn’t the only country Peevey jetted off to with complimentary airfare in 2010. According to a Form 700 filing with the Fair Political Practices Commission, he also traveled to Germany from Aug. 1–5 for a sustainable energy study tour organized by the Energy Coalition. Joining that trip were representatives from investor-owned utilities PG&E, Southern California Edison, and Sempra, plus various city officials and energy experts from the Swedish Energy Agency.

The group stayed at the Radisson Blu Berlin Hotel, which is famous for its AquaDom. “Standing at 25 meters high, it is the world’s largest cylindrical aquarium containing 1 million liters of saltwater,” according to the hotel website. All Radisson Blu Berlin guests have free access to “the hotel’s well-being area,” called Splash, which features a pool, sauna, steam bath, and fitness room.

Based in Irvine, the Energy Coalition’s Board of Directors is chaired by Warren Mitchell, a retired chair of the Southern California Gas Co. and San Diego Gas & Electric Co.. Another director is a utility lawyer who also sits on the board of directors of the Northeast Gas Association, a consortium of natural gas companies in the northeastern U.S.

Founded in the late 1970s by John Phillips to get large businesses to reduce energy consumption in partnership with utilities, the Energy Coalition has arranged excursions for years to bring energy regulators, city officials, and utility executives to Sweden (where Phillips’ wife was born) to exchange ideas on energy issues. The nonprofit organizes an annual summit called the Aspen Accord, “an energy policy forum where cities, utilities, regulators, and end-users collaborate to identify problems and propose solutions to our most pressing energy issues,” according to a 2009 tax filing. While it used to be held in Aspen, Colo., the most recent Aspen Accord was held at San Francisco’s Westin St. Francis. Peevey gave introductory remarks, and the conference featured talks from PG&E, among others.

Craig Perkins, executive director, told the Guardian that the Aspen Accord and study trips are designed to create a venue for major stakeholders to arrive at outside-the-box solutions. “What we try to do is get everybody out of their comfort zone, if you will — that’s the best way to support more creative thinking,” he said. Official regulatory proceedings are “so rigidly legalistic and bureaucratic that it almost prevents any creative thought from happening,” he added. “We’re not in San Francisco, we’re not in Sacramento, we’re not in corporate offices — let’s just talk about these really big issues, and really big challenges.”

The Germany tour included meetings with the Berlin Energy Agency, talks about climate policy, and a tour of an eco-community in Freiburg. Perkins said utility companies must to pay their own way on the trips, but costs are covered for governmental officials.

An Energy Coalition tax filing reveals that board members receive a monthly retainer of $1,000, quarterly meeting fees of $1,000, plus $500 for each board committee meeting. Teleconferences also result in $500 meeting fees.

Several years ago, the Energy Coalition partnered with PG&E to create the Business Energy Coalition, which paid businesses including Bank of America and the Westin St. Francis $50 per KW of energy savings for banding together to reduce energy during peak load hours. According to a tax filing, total annual Energy Coalition revenue dropped from $10.7 million in 2008 to $3.75 million in 2009 “due to large revenue receipts for participant incentives” for the Business Energy Coalition program, as “revenues were used for direct pass-through payments to program participants and contractors.” In 2006, according to a CPUC filing, PG&E paid the Energy Coalition $227,373 for unspecified consulting services.

In addition to the $8,880 trip to Spain (comped), and the $6,583 trip to Germany last year (comped), Peevey’s 2010 disclosure form shows that he also went to Australia May 14-19 to participate in a conference hosted by the Sydney-based Total Environment Center called “Smart Metering to Empower the Smart Grid” ($12,577, comped). And while it doesn’t show up on his FPPC filing, an agenda for CFEE’s Energy Roundtable Summit from Dec. 9-10 at the Carneros Inn in Napa lists Peevey as a participant. A glance through past filings suggests that 2010 was no anomaly; it’s a typical year in the life of a jet-setting utilities regulator.

 

GREEN CAPITALISM

Peevey once served as president of the Southern California Edison, an investor-owned utility, and was president of NewEnergy, Inc., an electricity company that later was sold to Williams Energy. Yet his professional image is that of a forward-thinker on climate change. According to a bio on the CPUC website, he’s received awards for achievements on green and sustainable energy from various organizations throughout California.

In 2005, speaking in Berkeley at an annual conference for the California Climate Action Registry, Peevey touted a list of his accomplishments on sustainable energy. My final example of PUC actions on climate change is related to PG&Es bankruptcy, he said. When they emerged from bankruptcy last year, one of many conditions of our support for their reorganization plan was that they create a $30 million Clean Energy Fund, devoted to investing in California businesses developing and producing clean technologies.

What Peevey didnt mention is that he chairs the board of directors of that fund. As a nonprofit venture capital fund, the obscure, San Francisco-based CalCEF sounds like an oxymoron. Based on the terms of the PG&E bankruptcy settlement, its governed by a nine-member board consisting of three CPUC appointees, three PG&E appointees, and the rest selected jointly by the CPUC and PG&E appointees. Other board members include past PG&E executives, a former member of the California Energy Commission, and a former chair of the board of governors of the California Independent System Operator (Cal-ISO), the body that ensures statewide grid reliability and blocked the closure of the Mirant Potrero Power Plant for years.

The nonprofit’s stated mission is to catalyze clean energy investment to aid in the state’s transition away from fossil fuels. CalCEF president Dan Adler described it as a sort of seasoned guide for fledgling green companies that might otherwise fail to navigate the murky, complicated clean-energy sector. CalCEF is in a position to usher start-ups toward success with a combination of funding, networking, and insider wisdom on state energy policy.

Among the challenges that the clean-energy sector faces, Adler said, are the utilities themselves. “They are effectively monopoly, or oligopoly, controllers of the energy industry,” he said. “And they don’t like outside innovation coming and disrupting their work process or their relationship with their customers.”

CalCEF aims to guide the finance community “to be partners with what public policy is doing around clean tech and clean energy,” Adler went on. “There’s a tremendous amount of money to be made, but there’s also a lot of opportunity for money to be wasted. If you don’t have a private-sector investment community that understands these rules and can put their money alongside these rules in a collaborative framework, we’re very unlikely to achieve the really aggressive energy targets that California has set.”

Yet as one skeptical energy insider noted, “there are 15 to 20 other funds, with 10 times as much money, an hour south in the same field,” referring to the burgeoning clean-tech hub in Silicon Valley. It’s questionable whether the CPUC is actually fulfilling some dire need with CalCEF, this person said.

Lynch, not surprisingly, takes a dim view of CalCEF. The former CPUC president questions what business the CPUC has creating a private foundation to guide venture capital investment. “It is a fundamental distortion of the PUC’s authority,” she charged, “all in service of Peevey’s ambitions.”

Peevey’s economic disclosure showed that he holds more than $1 million in a private family trust, without disclosing whether private investments contributed to that fund.

Adler stressed that there is arms-length relationship between CalCEF board members and the companies that benefit from the fund’s investments. “Because we are a nonprofit, and because we have on our board members of the regulatory community, we recognized quickly that we can’t be making direct investments into companies,” said Adler, a former CPUC staff member who was highly regarded even by the critics of CalCEF. “So … we’ve picked the venture-capital funds that we wanted to partner with.”

CalCEF funnels its capital into three different for-profit investment firms, which in turn select the companies that will be included in CalCEF’s investment portfolio. Several directors of the partnering investment firms also sit on the boards of directors of the companies they invest in. The startups run the gamut, from carbon-offset outfits, to energy-efficient lighting manufacturers to solar and wind companies, to biofuels startups to various kinds of technology firms related to the smart grid.

But CalCEF has also poured money into companies that bolster the fossil-fuel industry. One of its first investments was CoalTek, a company developing technology for so-called “clean coal.” Asked to explain why, Adler told the Guardian, “We don’t have veto power on every deal that goes down.”

Adler said he personally believes that “there’s no such thing as clean coal,” but tempered this by adding, “there are some very smart people in our community who will tell you that there’s no future … without coal.”

Another CalCEF investment, DynaPump, is developing technology to make it more energy efficient to pump oil and gas. Asked about this decision, Adler responded: “I will say that when we were approached with this investment by the venture partner that ultimately undertook it, we had our misgivings. If you can save energy in the production of oil and gas, then you’re definitely making a contribution to overall energy efficiency.”

 

TAX-EXEMPT TESLA

There appear to be some closer-than-arms-length links between CalCEF board members and the investment fund’s beneficiaries. A bio for CalCEF director Nancy Pfund, for example, notes that in her capacity as manager of an outside investment fund, she had “worked closely” with Tesla Motors, a CalCEF investment. Tesla provided CalCEF’s first investment return earlier this year after Tesla went public. A principal of one of the investment firms that works with CalCEF, Stephen Jurvetson of Draper Fisher Jurvetson, holds Tesla shares in a personal trust, according to a filing with the U.S. Securities and Exchange Commission.

Tesla manufactures sleek, electric, zero-emission sports cars with prices in the six-figures, and it’s gearing up to roll out a model that will cost somewhere closer to $50,000. The company’s success was helped by a sales-and-use-tax exclusion granted by the state of California last year. Peevey had a hand in that, too. Few Californians may have heard of the California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA), a state body within the Office of the Treasurer, which has the power to authorize sales-tax exclusions for companies that are developing alternative energy technologies. Peevey has a seat on it.

In October 2009, according to a CAEATFA document, Tesla was granted a sales tax exclusion from that financing authority. The sports car manufacturer had received a tax break of $3.3 million as of December 2010, and stands to gain a tax break as large as $29.1 million, depending on its property purchases. As a CAEATFA member, Peevey approved the deal by proxy.

A central question is whether the CalCEF dollars that benefited Tesla and other CalCEF portfolio investments were originally derived from PG&E shareholder profits or ratepayer funds. Adler was careful to note that the initial $30 million came from company shareholders, not PG&E customers. But Lynch pointed out that every dime in PG&E coffers originates with the millions of customers who pay utility bills.

Lynch noted another provision of the bankruptcy settlement agreement, which guarantees PG&E a minimum annual profit of 11.2 percent, catapulting it forever into a higher rate of return than the 8 percent to 11 percent profit traditionally granted by the CPUC in prior decades. “They’re manipulating how big this bucket is to siphon off funds into programs like CalCEF,” Lynch said. “It’s all to give Peevey and his friends access — and to greenwash what was a very stinky deal for the ratepayer.”

 

ELUSIVE CLEAN ENERGY FUTURE

In California, a national leader in addressing climate change, the stakes are high in the energy sector. The CPUC is tasked not only with shoring up transmission-pipeline safety to prevent another San Bruno disaster, but helping to chart a course away from reliance on fossil fuel-powered energy sources.

CFEE, the Energy Coalition, and CalCEF share a common thread — their missions relate to advancing the cause of a clean energy future in California. And while utility funding and partnership is evident in all three operations, the overarching goal is understood to be green.

But as Adler observed, the utilities themselves present one of the greatest obstacles to progress on a clean-energy transition. While California has increased renewable energy sources, it’s done a poor job at supplanting fossil fuel generation with green alternatives, in part because the CPUC has allowed for increasing fossil fuel power generation even as renewable energy expands. According to a listing on the California Energy Commission website, nine natural gas power plants have won approval statewide and are moving toward construction, while six new ones are under review.

The CalCEF approach to addressing climate change, rather than aggressively targeting polluting industries, is to encourage the fledgling green industry in hopes of facilitating success in partnership with the financial sector. In many cases, the backers of the clean-tech companies are the same players behind the big energy giants.

Environmental advocates are critical. “If anyone thinks the CPUC is set up to serve public interests, forget that,” says Al Weinrub, executive director of the Local Clean Energy Alliance, a group that organized against PG&E’s ill-fated Proposition 16 last year. “They never have and they never will.”

Weinrub said he viewed proponents of green energy as falling into two camps: Moneyed interests motivated by a growing new market sector, and activists motivated by environmental and social justice causes. Major green investment firms “want to de-carbonize capitalism,” he observed. “But everything else stays the same.”

Peevey is considered a major driver behind the state’s climate change legislation, and he’s highly regarded for his dedication to green energy. Yet as long as the interlocking dynamic between energy regulators and California’s largest utilities goes unchallenged, change will only come in a way that’s as comfortable, profitable, and manageable for the state’s top polluters as they wish. Appetite: Napa’s affordable eats and surprising treats

After countless weekends in Napa over the years, I’m flush with recommendations for worthy restaurants and hotels. It’s not always the most affordable area, but my recent visits north have revealed a number of delightfully reasonable options within the bounds of Napa and Yountville, both new and established. 

They’ve also uncovered a few unexpected dishes – and in the case of one restaurant with a new chef, a whole range of them.

Napa Valley Marriott: Sleep… and a superior burger 

Breakfast, lunch, or dinner — don’t check your watch, just order the Knife and Fork burger at the Marriott

For those familiar with the hotel before its two years of multi-million dollar renovations, Napa Valley Marriott is a whole new ballgame. It now sports a warm, modern look with a soothing spa, an ultra-cool poolside patio with couches and firepits, and a new restaurant-bar. Though you may not be able to tell from the street outside, it’s really a dramatic revamp.

In the high season summer months, make a weekend of it with rooms in the low $200-300 range (or mid $200 range on weeknights). Rooms have also been completely redecorated with gentle colors and artwork, plasma screens, and comfy beds. The ones facing the courtyard are particularly tranquil. The only thing lacking? Free wi-fi. It’ll run you $4.95 a day.

Chef Brian Whitmer’s garden restaurant is a revelation. I’ve seen Napa restaurants with their own gardens, but nothing as lush as his. Spring peas are crispy and sweet right off the vine, and leafy greens make for abundant salads. Whether you stay in the hotel or not, it’s worth a detour to check out.

Cozy up in a chic booth, or a grab a stool at the curved bar and order the spicy Knife and Fork burger ($12) for breakfast, lunch, or dinner. It doesn’t matter when, just order it. This burger is made of Caggiano chorizo, which is savory and spicy, yet also delicate, melt-in-your-mouth, on a Model Bakery brioche. Layered with aged cheddar, watercress, the restaurant’s secret sauce, and a fried egg, it’s one of the better things I’ve eaten in Napa in awhile — an utterly unique burger. You won’t regret making a stop for this one.

Ubuntu: Vegetarian perfection

Chef Jeremy Fox brought nationwide fame to this eatery, often named among the best vegetarian restaurants in the country by publications like the New York Times. I’ve always enjoyed my previous visits.

But I’ll tell you now, with young chef Aaron London at the helm, it’s better than ever. The food has moved from winning vegetarian cuisine to work-of-art vegetarian cuisine. It’s gone from high quality to superb. As a non-vegetarian, I would say it has become possibly the best vegetarian restaurant I’ve been to anywhere and one of the best dining experiences in Napa.

What’s interesting about chef London is that he’s been at Ubuntu since the beginning, working as Fox’s sous chef. I hear he influenced a number of dishes in those lauded early days, though we did not hear much about him. Nominated for Rising Star Chef at this year’s James Beard Awards, we should be hearing a lot more about him.

He’s revamped the menu in such a way that each $10-19 dish is far more than the sum of its parts. You read of roasted and raw asparagus ($16) with burratta cheese coated in potato chip crumbs, but you really have no idea what you’re in for. A garden-fresh dish comes out, smeared with earthy potato skin puree, lavished with pine nut and currant soffrito, dotted with frisee, greens, and edible flowers. It’s an art piece that not only stuns visually but tantalizes the tongue with its range of flavors.

The two key words I’d use to describe London’s cooking outside of artistic? Texture and contrast. Every single dish of the six I recently had the pleasure of dining on were a study in layers and texture. Sweet complimented savory. Earthy and bright co-mingled. Crunchy partnered with creamy. Surprises came in every dish. Not a one was lackluster.

I could wax eloquent about the merits of each — some served on stone labs that kept them warm – but the menu changes frequently and this article would grow tedious. So I will simply say: go, and be prepared to be blown away.

Bistro Sabor: Funky, fun Latin

Bistro Sabor‘s menu initially appears Mexican, but it’s really a mix of Latino cuisines in the new downtown Napa. The space is hip with brightly-painted, graffiti-bedecked walls, and the staff couldn’t be more helpful, particularly considering its order-at-the-counter casualness. 

On a Saturday night, tables were cleared for 10 p.m. salsa dancing, a hit with the local Latino community. Beer and wine keep it festive (wish they had a hard liquor license to serve tequila). The food? Fresh, satisfying, and all under $15. A two taco special of grilled sea bass ($11) is impeccably flaky, topped with scallion-cilantro slaw and a pineapple habanero salsa. Even accompanying rice and black beans are a notch above the rest. A rock crab quesadilla ($10) is less creative but still warm and cheesy, while pupusas, pozole, blood orange avocado salad, and lomo saltado exhibit a range from El Salvador to Peru. It’s playful Latin street food with quality ingredients. A win for Napa and cheap eats.

Dim Sum Charlie’s: Dim sum with a side of magic

I’ll tell you right now: you can get better, cheaper dim sum at dozens of places in SF. In fact, for the nearly $7 Dim Sum Charlie’s charges for a mere four dumplings, I can get at least twelve, and buns, at my favorite city spots. Why go? First off, there’s not much dim sum in Napa and Charlie’s is decent, though far from memorable. Warning: some have commented on menu listings that could be perceived as racist (“ten dolla make you holla”?).

But the setting is still a reason to go. Dim sum and noodles are served out of a classic Airstream trailer. Sure I’ve seen it before, but lover of all things retro that I am, I still find it charming. And what’s different about this trailer setting is its canopy of lights and dirt lot strewn with picnic tables and a campfire. Rollicking tunes make it feel like a backyard party — a bit like camping in retro-kitsch style. With dim sum.

It doesn’t really matter what you order. Bring friends. Pull up to a picnic table or fireside with hot sauce and chopsticks, and sing along to the Beastie Boys as you slurp noodles and fill up on pork buns.

Yountville Coffee Caboose: Coffee lovers

You’ll not go wrong with coffee and pastries at the original Bouchon Bakery across the street. But when that line is unbearable (or even if it isn’t), I’m delighted to hit up a locals coffee go-to: Yountville Coffee Caboose. Yes, it’s actually in a train caboose off Washington Street. It often features Bay Area coffees like Ritual, brewed strong, robust and with proper crema.

Grace’s Table: Local’s breakfast 

Grace’s Table has its minor missteps: its raved about skillet cornbread with lavender butter ($6) was dry and rather flavorless. And $10-18 entrees for breakfast pushes a little high for a casual neighborhood restaurant. But as an open air, corner space with sweet waitstaff and soothing decor, it’s a welcome brunch stop.

Quiche of the day ($12 with salad or soup – can also be had a la carte) was the stand-out, fluffy and light. The crust almost reminded me of Tartine in its buttery flakiness. Mini bagels with house-cured salmon and cream cheese ($10) are playful approach to morning food, though the bagels are not exceptional (but isn’t that ever the case outside of New York?) Grace’s is a pleasant place to start your day with coffee and a newspaper.

C Casa Taqueria: Breakfast to go 

C Casa, a worthy newer addition to Oxbow Public Market, works for a cheap breakfast. With grass-fed beef, free range chicken, sustainable fish, and local produce, it’s a forward-thinking taqueria, yet it maintains authenticity of flavor. A breakfast taco brimming with over-medium egg and chorizo ($4.50), is meaty and satisfying first thing in the morning. Also stuffed in there? Black beans, avocado, pico de gallo, garlic aioli, and cilantro.

Ad Hoc: Ok, one splurge

Ad Hoc’s Liberty Farm duck breast: more than a mouthful

At $52 per person without anything to drink (its another $39 for wine pairings), Ad Hoc is quite expensive, even if it is the one and only Thomas Keller’s “casual” venture. Watch where you sit: I’d be annoyed eating inside where too many kids (at this price?) and a noisy din make make for a less than appealing ambiance. The few tables outside on the tiny patio, however, are idyllic. 

As is the food in the four-course dinner. One appetizer, a main, a cheese course, and dessert, all served family-style and impeccably prepared with ingredients from their cheery garden behind the restaurant. No substitutes — you eat whatever is on the daily menu. 

And that’s alright when you get a salad as a beautiful as a recent mix of lettuces, pickled haricots verts (green beans), toasted pine nuts, red radishes, and shaved asparagus. Dotted with green garlic buttermilk dressing and king trumpet mushrooms, it was far more gratifying than those ingredients may sound on paper. Ditto the added course of ivory salmon ($15 supplement) baked in phyllo pastry, drizzled with porcini cream, and accented with fresh, white corn. Liberty Farm duck breast was actually a little too much for two people, but deftly prepared and served with a bowl of chickpea stew gentle with curry. We finished with strawberry shortcake on biscuits, slathered in lemon curd.

At roughly $34 per person, the Sunday brunch is the way to do Ad Hoc from a slightly more affordable, angle.

Clean secrets revealed: the Lusty Ladies

Sandy Bottoms has been working at the Lusty for a year and a half and loves being surrounded by the cast of intelligent babes who prove that the sex industry can indeed provide legitimate work. She started off as the “surfer-California beach girl” but eventually found herself playing a younger role, complete with braces. 

SFBG: What’s your clean secret?

Sandy Bottoms: When I’m not dancing naked on stage I can usually be found in my apron baking. I’m so obsessed with cupcakes I’ve even wrangled a sweetie into making me a cupcake dress. 

 

SFBG: When do you most like to do it? 

SB: I like to make treats for my fellow Lusties, family, and friends whenever I can, really. Decadent boob-shaped cakes have made their way to birthday events, baby blue meringue cookies to transition parties, and indulgent vegan gluten-free cupcakes to Lusty PRIDE bake sales. 

 

SFBG: Where do like it? 

SB: My kitchen. 

 

SFBG: Why does it make you feel good? 

SB: I suppose in part baking fulfills a 1950s housewife fantasy that doesn’t integrate with or show through other parts of my character. I like to be productive when I’m relaxing and I never let the green grass grow under my high heels.

It’s been nearly five years since Cinnamon debuted at the Lusty and she just completed her year-long term as Lead Madam in February. She likes stripping because it’s fun, different, and unionized — and her “pretty awesome juicy booty” demands attention. 

SFBG: What is your clean secret? 

C: I love to paint. I love to paint, sculpt, costume design (as seen above), sew, and get down and dirty with a good art project. Not that exciting, but it’s what I love. I even went to an art high school in Oakland.

 

SFBG: When do you most like to do it? 

C: In the morning, afternoon, evening. Sometimes even late at night, I wake up at 2 a.m. and want to paint or draw. 

 

SFBG: Why does it make you feel good?

C: Painting helps me sort my thoughts and I don’t feel so overwhelmed. I feel relaxed when I paint. I love getting really into a project and getting messy and covered in paint and other materials. I also don’t just stop with paint when I’m really into a project. I usually use anything I can get my hands on, from sand to coffee filters. 

 

SFBG: When do you feel most proud about it?

C: When I finally finish a project! Which is hardly ever. I also feel pretty happy when I start a really good new project with something I’ve never tried before. But more than anything I love it when someone comes over to visit and says “That picture is awesome, where’d you get it?”

A love of dancing and an appreciation of the Lusty community has kept Bijou on the stage for three years. She doesn’t pre-plan a routine per se, but she’s known to have cat moves, or at least a very feline-like presence. 

SFBG: What is your clean secret? 

B: I absolutely love and do A LOT of yoga.

 

SFBG: Why does it make you feel good? 

B: I can literally enter another space while I’m practicing, and my body always feels immediately energized after a class or home practice.

 

SFBG: Where did you learn such a thing? 

B: Studios all over the country and I informally trained every single day during a year in Bangkok, Thailand.

 

SFBG: When did you feel most proud of it? 

B: When I just let go and cry during my practice. It sounds funny but that usually means I’ve really, truly connected with my body.

In the shifting sea of drink menus around San Francisco, one of the world’s leading cocktail cities, excellent cocktails have long been the standard rather than the stand-out. Keeping up on trends can be exhausting — but staying abreast of a great mixology culture can be well worth the hefty bar tabs. This week, we examine two new shakes to the cocktail scene that hail from outside city limits — and have us asking the bartender for another round.

 

BARREL AGING

Thanks to Jeffrey Morgenthaler of southeast Portland, Ore.’s Clyde Common restaurant, the barrel-aged cocktail phenomenon has taken off over the past year. If you’re new to the aging scene, here’s the gist: take an already brilliant drink — Morgenthaler finds his muse in a classic negroni — and age it in a barrel for weeks or months, letting the flavors meld into a more integrated whole.

And barrel-aged cocktails have made it to the Bay Area in a big way. Joel Teitelbaum of Zero Zero launched a barrel-aged negroni of his own earlier this spring. Made with Beefeater gin, Campari, sweet vermouth, and aged in an American oak barrel for three months, it’s a sexy, lush version — even deeper than an iconic negroni when you taste the two side by side. Still thirsty? Head in a slightly different direction with Teitelbaum’s negroni bianco: Leopold’s gin, infused Cocchi, and white vermouth.

On a recent trip across the bay to Oakland’s forward-thinking Adesso, I tried a house barrel-aged martini made with Karlsson’s Gold vodka, an already unusual (read: flavorful and high quality) spirit. The white vermouth and vodka meld into a sophisticated, layered martini.

If you see a barrel-aged cocktail on a menu, order it — and quickly, since a bar’s stock of these beauties can run out rapidly. Even better, sample one next to its young version to fully comprehend the difference a little oak aging can make. It’s a trend whose novelty may pass eventually, but the barrel aging technique can put a new spin on your favorite cocktail.

 

WINE COUNTRY RISING

Sonoma County has long had one of the best bartenders in the country in Scott Beattie, formerly of Cyrus and now at Spoonbar, even if wine country on the whole continues to be far better known for, well, the wine. But a cocktail renaissance seems to be on the rise.

In early 2009, a wave of new restaurants debuted, including Bardessono in Yountville, whose farm-fresh cocktail menu was assembled by SF experts like Thad Vogler. Around the same time, old school-spirited Jack & Tony’s opened in Santa Rosa, heavy on boozy cocktail classics and whiskey selections. Sweeping change did not follow; nor has the wine country become a cocktail mecca. Yet slowly, steadily, it has been gaining momentum.

Healdsburg’s Spoonbar serves some of the best cocktails anywhere. Recently, beloved culinary destinations like Terra opened a more casual bar focused around — you guessed it — cocktails. At Bar Terra, you can get a Jack Rose or a Rob Roy as easily as a glass of Cep Vineyards rosé.

One of the best places for cocktails in Sonoma county is Medlock Ames’ Alexander Valley Bar. It’s a winery, but if you arrive after 5 p.m., walk around to the back side of the tasting room. There you’ll find a retro-casual bar with design touches of Prohibition and the Wild West mingling with a vintage photo booth and a bar lined with herbs and citrus. Cocktails like the Verdant Virtue/Vice exemplify the garden fresh harvest of ingredients from Medlock’s own backyard. Hendrick’s Gin and green Chartreuse are amplified with mint, basil, rosemary, cucumber, and lime to yield refreshing beauty. A nocino manhattan plays heavier and muskier with Buck Bourbon, Carpano Antica, and the nuttiness of nocino walnut liqueur.

And while wine still reigns in Napa and Sonoma counties, contests like Charbay and Perfect Puree’s second annual wine country cocktail competition, held May 16, showcase the increasing array of talent in both counties. It may not be up with the big cities yet, but the region has caught onto the cocktail renaissance, infusing it with its fresh local flair. It would seem that the wine country is not just for winos anymore.

Straits Restaurant

If the archetypal American success story is, or was, the move to the bigger house in the better neighborhood, then Straits Restaurant (né Straits Cafe) is an archetypal American success. The restaurant, born late in the Reagan years in a modest corner spot in the inner Richmond, moved about five years ago to massive new digs in the Westfield Center, right in the heart of shoppers’ city. It also became a small chain, with outposts on the Peninsula and as far afield as Houston and Atlanta.

Clearly, Chris Yeo, the impresario behind Straits, does not lack for ambition. The question is what is gained at what cost in a transformation of such magnitude. Recently I stepped into Straits full of skepticism, having first had to overcome a slight wave of mallphobia. and found myself in what could have been a dimly lit soundstage where the Sex and the City folk might have been shooting one of their downtown-club scenes. There was a huge bar and an array of dramatic light fixtures dangling from the soaring ceiling as tubes of crinkled paper.

My only qualm about this handsome setting was that the homemade, slightly kitschy flavor of the original place — the lengths of corrugated iron roofing, the false façade of palm fronds — has been lost. Would you rather have a slightly out-of-round cookie that plainly has been shaped by hand, or a perfectly round one from a machine? I favor the handmade, since in our ever-more mechanized world, the hand-finished or homemade article is both a rarity and a reminder that our connections to this earth need not be mediated by machines.

What about the food? Straits for years was a great beacon of Singaporean cooking, itself an attractive blend of influences from east, south, and southeast Asia as well as Europe. And, considering that it served some of the best food in the city — and by best I mean interestingly tasty — it was very reasonably priced. A move to a huge (and surely pricey) space in a mall in the city center would have to be a dim augury.

But no! The food remains recognizable; it is vivid and it is excellent, and while prices have tended up from a decade ago, here as everywhere, they are surprisingly restrained. While some of the beef and seafood dishes do reach dizzying heights (the crab and lobster main dishes push near $40), the chicken dishes are all $14 or less — and let’s remember that because the chicken is native to southeast Asia, the region’s cuisines grew up with and around it and are tuned for it. And I was glad to see the menu still listed an old favorite, roti prata ($7), shreds of griddled Indian flatbread with a rich yellow-curry dipping sauce that had just enough fire to be interesting.

The spiciness of the food is, overall, expertly controlled. Some of the dishes supplied a strong chili kick, in particular the beef rendang ($14), cubes of stringy meat (brisket?) braised with Kaffir lime and served with a wedge of polenta whose pandan flavoring gave it a green worthy of Star Trek‘s food synthesizers. But spicy basil chicken ($12), with shiitake mushrooms, bamboo shoots, and Thai basil, was milder, almost cooling — and of a natural color — despite its red-flag name. And the wonderful mee goreng ($14), a bowl of fat egg noodles tossed with tiger prawns, tofu, cabbage, potatoes, and tomato, brought a whiff of fragrant sweetness despite, again, use of the word “spicy” on the menu card.

If you want to be absolutely sure about fire management, a salad would do the trick, maybe the lovely spinach salad ($10), a heap of baby leaves tossed with tiger prawns, crunchy toasted coconut and peanuts, lime, and a deeply fruity tamarind dressing. For striking visuals, there is no topping the Indonesian corn croquettes ($9). The fritters were less flavorful than they looked, so the matter of condiment assistance wasn’t a trivial one. With a more deeply imagined sauce, this could be an unforgettable dish, a signature.

As someone who has been to Las Vegas and lived to tell, I left Straits thinking that it could easily be in Vegas. It has the necessary scale and generic glamour; it’s affordable and good. There’s nothing not to like except that I don’t like Las Vegas, and I did like the old place in its glorified shack, where the touch of the human hand was still palpable.

Summer movie madness!

‘Tis the season for big, loud, making-zillions-opening-weekend-then-dropping-off-into-oblivion fare. Summer 2010 was one of the shittiest in years (Iron Man 2, we hardly knew ye). Summer 2011 has the usual array of superhero sequels and remakes, but there are a few seemingly bright spots on the blockbuster schedule. And if giant robots aren’t your thing, there’s plenty more in store beyond the multiplex. All release dates are subject to change.

Superheroes! As always, there are plenty of superdudes (and ancillary dudettes) to choose from. Thor is already out, but anticipation is high for X-Men: First Class (June 3) — a prequel potentially poised to breathe new life into the series after 2006’s meh X-Men: The Last Stand; and The Green Lantern (June 17), which stars Ryan Reynolds and will probably confuse people who thought it came out in January (that was The Green Hornet). There’s also Transformers: Megan Fox Has Been Replaced — er, Dark of the Moon (July 1), and endgame Harry Potter and the Deathly Hallows, Part 2 (July 15). (Harry’s a superhero by now, even with the glasses.) Though the wizard king will prob make the most dough, look for Captain America: The First Avenger (July 22) to bring the most noise. Red Skull in the house!

Manmeat! Ah, but the boy’s club doesn’t end there! The Hangover Part II (May 26) reunites the stars of the 2009 comedy hit for a sure-to-be-memorable trip to Thailand (the cast list includes a “drug-dealing monkey”). J.J. Abrams’ Super 8 (June 10) looks like a more menacing version of producer Steven Spielberg’s E.T.: The Extra-Terrestrial (1982). Pirates of the Caribbean: On Stranger Tides (May 20) tests my theory that every movie should, in some way, feature Blackbeard as a character. But the most intriguing title in this pile is obviously Cowboys & Aliens (July 29): Han Solo and James Bond gunslinging amid interplanetary rabble-rousers in the Wild West? Could this be something resembling an original idea? Hooray for Hollywood?

Indie intrigue! So you’d rather eat a wadded-up copy of Us Weekly than go to the Metreon. Fear not — summer 2011 also means the release of dozens of movies with budgets smaller than what it cost to make one pant leg of the Green Lantern suit. Just a few: from fake trailer to real cinema is the cult-hit-in-the-making Hobo With a Shotgun (May 27); master filmmaker Terrence Malick releases his latest, the Brad Pitt-starring The Tree of Life (June 3); and quirky Norwegian import The Troll Hunter (June 17) and documentarian Errol Morris’ Tabloid (July 15) open after local debuts at the San Francisco International Film Festival.

Keepin’ it repertory! Rep houses are also ideal summer hangouts for movie fans who don’t need everything that passes through their retinas to be in RealD. The Castro kicks off the season with an Elizabeth Taylor series (May 27-June 1). Berkeley’s Pacific Film Archives offers up tributes to director Arthur Penn (June 10-29) and local heroes George and Mike Kuchar (June 10-25), plus an extensive “Japanese Divas” program (June 17-Aug. 20). Closure rumors be damned (let’s hope!) — the Red Vic has an online calendar posted through early July, featuring everything from Wim Wenders to Woody Allen to the Muppets. The Roxie’s summer slate includes Rainer Werner Fassbinder’s newly restored 1973 World on a Wire (July 29), also a recent SFIFF selection.

Summer fests! Speaking of festivals — if you want ’em, the Bay Area’s got ’em. The big two are Frameline (June 16-26), now in its 35th year of showcasing LGBT films, and the 31st San Francisco Jewish Film Festival (July 21-Aug. 8), but stay tuned to the Guardian for updates on mini-fests, super-specialized niche fests, outdoor film series, and more. Example: the Four Star is currently traveling through 36 chambers of Asian Movie Madness, encompassing everything from Jet Li’s fists to magic swords, monsters, and erotica (series runs every Thursday through July 28). Happy movie-going, and yes, that is me carrying a boat-sized bucket of popcorn into Shark Night 3D (Sept. 2). 

 

Appetite: Island bites, part four

I spent some brilliant days — and the first three of five installations in my Hawaiian series — exploring Oahu. But based on what every traveler I’d ever met had told me, I knew it could only get better with Kauai. This time around, let’s talk the restaurant scene on Kauai – next time, I’ll feature its hotels and drink. 

But first, the ugly: traffic jams are jarring shocks on the island’s east side near Lihue, particularly in Kapaa. One-lane roads at a dead stop along stetches of strip malls are downright irritating. I almost missed my flight home when it took one hour to go 10 miles from Kapaa to Lihue Airport (the day before the same route took 10 minutes).

But on the South and North shores there was little to no traffic. Even in Lihue, where the main airport is based, mountains and fields surround the tiny town. Kauai is imminently more laid back than the already relaxed Oahu — a distinction I savored, even if Honolulu is clearly the leader in food and dining.

A helicopter ride over the famed Napali Coast and around the entirety of Kauai is nothing short of magical. Though you will spend roughly $350 per person, it’s worth it. It cost $250 when we payed in cash at Inter-island Helicopters – whose friendly, fun staff and pilot gave us a wonderful, hour-long tour, just take note: those shiny, red copters on the website are not the ones we rode, ours was more like an old army helicopters, with open air, no doors — terrifying to take off in, but one quickly acclimates to the feeling.

I can honestly say this was one of the best travel adventures of my life, and I’ve traveled to five continents. Views are breathtaking, yes, but getting up close and personal is the real thrill.

On a less windy day, our pilot flew close into craters and mountain niches, through the gorgeous Waimea Canyon, over blowholes and coffee plantations, and along the coastline. We covered the entire island, smelled rain from the highest peaks, and took in the pristine blue of the ocean.

Whatever you do on Kauai, do this. Next time I will try an ocean boat ride, the only other way to actually see the Napali Coast without hiking it (an arduous journey meant for the hardcore and even then, limited paths mean you can’t hike it in its entirety). I’m sure a boat ride can be full of thrills, but it can’t give the all-encompassing view of the entire island you can see via air.

But no matter how you see it, see Kauai at least once in your life. It’s incredible how a tiny island can enchant. Even for a big city girl like myself, Kauai had a way of wrapping my days up in its mellow spell.

 

CHEAP EATS

Mark’s Place, Lihue:

Mark’s Place musubi, for those who like their Hawaiian snacks authentic

My favorite plate lunch of the trip, Mark’s Place is a true local’s gem. It’s a clean hole-in-the-wall with creative daily specials and desserts and salads on top of traditional loco moco, beef stew, and chicken katsu.

Specials were not just ultra-fresh, they were gourmet. I loved a dish of blackened mahi mahi ($8.95) gently drizzled in a lilikoi (passion fruit) mustard sauce, served over quinoa and sauteed spinach. A green salad in papaya seed dressing accompanied the fish.

At that price, the dish was a steal, and you’d expect it to shine in any restaurant setting – only you order it as take-out in an industrial neighborhood frequented by blue collar workers, with whom you’ll be sharing one outdoor picnic table. Mark’s Place’s simple, fresh musubi ($2.25), particularly the teriyaki beef variety, makes a fine snack.

 

Kountry Kitchen, Kapaa: 

Kountry Kitchen was my top breakfast on Kauai. Packed with locals, my eyes widened at the sight of what must have been the most massive pancakes I’ve seen (and I’ve had some gigantic ones). Good thing I saw them before ordering two — it’s a mere $6-8 for two pancakes, which could feed a few tourist between them.

Macadamia nut pancakes are a popular pick at Kountry Kitchen, but I couldn’t resist the day’s special: Elvis pancakes. Yes, this means peanut butter and bananas, the King’s beloved combo. Accompanied with awesome housemade coconut syrup, they were perfection.

 

Shrimp Station, Waimea:

If you’re going to Waimea, don’t miss this classic shrimp window with outdoor picnic tables, reminiscent of the shrimp trucks and window fronts on Oahu’s North Shore. Shrimp Station serves killer coconut shrimp, plus beer-battered, garlic, or sweet chili garlic.

A basket of coconut shrimp was juicy and savory with ginger-papaya tartar sauce. Our pace was slow while we lingered at the picnic tables in this sleepy little town. Quintessential southern Kauai.

 

Koloa Fish Market, Koloa: 

An authentic, plate lunch take-out only shop, Koloa Fish Market is beloved in southern Kauai. It serves heaps of Kalua pork, lau lau (shredded pork wrapped in a taro leaf), and all kinds of poke, from raw ahi to octopus. Ordering food and taking it back to our Grand Hyatt porch with a bottle of wine was a pleasure.

Though cheap and plentiful, I found Koloa’s flavors not particularly impressive. I’m crazy about fish (raw, cooked, any which way), but this is no pristine poke experience. Fresh as it is, I find eating at similar hole-in-the-walls around Hawaii, authenticity seems to mean hunks of seafood drowning in oil — well-prepared but lacking that ultra-fresh, of-the-sea taste. I find plenty to love in local Hawaiian cooking, but personally find more flavor and finesse with raw fish in other culinary styles.

Salty, fall-apart pork (in lau lau or Kalua styles) was better than the seafood but not as satisfying for me as pulled pork barbecue from the South. 

 

Papalani Gelato, Koloa: 

It’s no Italian gelato or San Francisco ice cream (à la Humphry or Bi-Rite), but Papalani Gelato is organic, with straightforward island flavors like lilikoi, mango, papaya, and macadamia nut. It’s the go-to local ice cream shop (as opposed to sugary, lower quality cream at the shop a couple doors down – I tried both).

 

Mermaids Cafe, Kapaa:

Mermaids Cafe is about one thing: ahi nori wraps ($9.45). Basically a giant burrito made with a green tortilla with a layer of nori, or seawood, they come stuffed with seared ahi tuna tossed in wasabi cream, pickled ginger, and rice.

This hippie-spirited walk-up counter isn’t quite what I’d call gourmet – there is something slightly amateur about the food (are things cooked in burnt oil?) But the cafe does bring fresh, vegetarian-oriented food and hippie clientele to the island — and those factors hardly mask its Hawaiian spirit. Plus, you can fill up for $10.

 

MID-RANGE

22 North, Lihue: 

Maybe the best meal I had in Kauai, and certainly the most creative, 22 North is on the grounds of Kilohana Plantation. Kilohana, if you squint past the touristy jewelry shops and such, is among the last remaining glimpses of the sugar glory days of Hawaii. The 1930s spirit prevails, lazy breezes blowing through the original house (where a few rooms still showcase ’30s decor), while whiffs of whole pig roasting underground in expectation of a luau intoxicate.

Tourist trappings aside, I enjoyed an hour and a half ride on the plantation’s 1939 Whitcomb diesel engine train, taking in 50 varieties of fruits and vegetables growing alongside the tracks that ran through the working farm. The best part was stopping to feed bread to a herd of pigs.

Afterwards, I sat in the courtyard of the plantation house for a meal at 22 North. Farm fresh is no exaggeration here — many ingredients come straight from the surrounding fields. 

The playful, contemporary hand given to many a dish is reason enough to dine here. But 22 North’s cocktails were the best I had on Kauai. Intriguingly, one was unlike any other I’ve had before – a rare occurrence for me anywhere, much less in a region not known for cocktails. Blue Rhum ($8) impressed me with its light rum, home-grown Kilohana pineapple, lime, and a stunning frond of African blue basil – it was aromatic and sophisticated. 

The rest were a mixed bag. The Paloma Fresca ($8) was unable to find a harmony between its tequila and grapefruit, but it benefited from local citrus and Kiawe honey. Fried Green Tomatoes ($11) gave a nod to the Southern United States with tomatoes from the farm encrusted in cornmeal, served with a romaine salad in a Maui onion buttermilk chive dressing.

22 North’s burger ($11) was satisfyingly juicy, made with local meat (rotates between beef, lamb, and veal). The cubano sandwich ($9) was pulled pork and house-cured ham laden with homemade pickles and mustard. The restaurant serve gougères ($5) made with fennel honey butter, baccala fritters ($7) with macadamia nut romesco, and sesame-crusted tuna ($28) poached in carrot, ginger, and white wine with a “forbidden rice cake.”

Dessert (all $8) is another highlight here. Local fruit pie benefits from even more home-grown produce, served warm, enclosed in a surprisingly French pie crust that was flaky and buttery, and topped with a scoop of Kauai’s own Lappert’s vanilla ice cream.

22 North has four different “adult floats” ($12) all made with ice cream and beer or spirits — oddly delightful. Though I’ve had beer floats before, I’ve never had one with the refreshing tang of the coconut porter float made with Maui Brewing Co. coconut porter and toasted coconut.

All around, this meal was the most uniquely satisfying of my Kauai visit, and the one that best represents local bounty.

 

EXPENSIVE

Tidepools, Koloa:

Tidepools at the otherworldly Grand Hyatt captures the magic of its setting in a Disneyland-esque way. It almost feels fake: tiki torches light up a lagoon as you dine under open-air, thatched-roof huts listening to frogs croak. Idyllic.

Certainly the menu reads old school – and there is a dated air about the place, but there are culinary surprises that hold the spell of the setting. It’s $32-55 for entrees and a more reasonable $9-15 for appetizers. You’re right: in the scheme of fine restaurants, it’s not worth that high price tag. But you’re in Kauai and this is one of the best meals you’ll have there, in an environment that helps that cost go down more easily.

Salads (like $9 Manoa lettuce with a creamy Maui onion-garlic dressing and shaved manchego cheese) and sashimi starters (like $15 ahi with Hawaiian hearts of palm and shiso leaf) are fresh and pleasing. Brandt Farms organic prime NY strip steak ($48) is shockingly juicy when cooked medium-rare, and packed with flavor. The other surprise is the crowd-pleasing macadamia nut mahi mahi ($32): lightly encrusted in nuts over coconut jasmine rice in a tropical rum buerre blanc. It tastes of Hawaii: redolent of the sea, gently sweet, with a nutty goodness.

The problem with the yellow pages

Editors note: We ran an opinion piece this week opposing Sup. David Chiu’s proposal to limit delivery of yellow pages phone books. It’s gotten a lot of comments. Chiu asked if his supporters could respond.

Tired of getting stacks of yellow pages books delivered to your front steps every year when you didn’t ask for them? Most people are.
 
Phone companies distribute 1.6 million phone book directories in San Francisco every year, which is two for every man, woman and child – producing 3,600 tons of waste annually, and costing residents as much as $1 million dollars a year. There are approximately 350,000 residential units in San Francisco and 80,000 businesses. If we had a single phone book in every home and office we would only need a third of what is currently being produced. That doesn’t even take into account the fact that many individuals no longer use the yellow pages to get information, and non-English language speakers don’t use the English print directory.
 
Does anyone in San Francisco need two five-pound yellow pages phone books delivered every year? No. So why does the industry do this? According to the Green Chamber of Commerce and independent research, the companies do it to pump up ad sales, which are based on inflated circulation numbers.
 
San Francisco’s attempt to restrict the mass over distribution of yellow pages, and to force an honest look at the industry, marks some of the most important environmental legislation of the last several years.
 
Supervisor David Chiu’s Yellow Pages legislation is supported by the Sierra Club, Rain Forest Action Network, The Green Chamber of Commerce, the Product Stewardship
Institute, Californians Against Waste, Senior Action Network, numerous small businesses, the San Francisco Small Business Commission, homeowners, tenants, and landlords.
 
The San Francisco city economist did an independent economic impact analysis of the legislation and found that this pilot program was good for business, good for the environment and would create 111 jobs while pumping $12 million dollars back into the local economy. The legislation is considered a no-brainer by serious economists, climate change experts and environmentalists who have examined it.
 
If you oppose this simple legislation, you are inviting a major corporation to come in, dump garbage on our front steps, and then volunteer to pay for the clean up. The financial loss of cleaning up over produced yellow pages is passed down to the residents and businesses of the city. And since the yellow pages are not produced locally the majority of the economic benefit of this industry accrues elsewhere.
 
The legislation will create a three year pilot program to reduce the waste of unwanted yellow page phone books. Under this legislation, anyone who wants a yellow page book can get one — but those who don’t want one won’t be responsible for the disposal of the books. Because this innovative and historic legislation is being set up as a test pilot for the nation, if San Franciscans see any negative impact we can adjust the program or end it altogether.
 
The paper industry is a massive polluter. It is the single largest consumer of water, has a toxic by-product, destroys trees we need to absorb carbon, and is the fourth largest manufacturing source of carbon dioxide in the United States. If we only distributed half as many yellow pages in San Francisco – to the people who actually need and want them — we would save 6,180 metric tons of carbon dioxide emissions each year.
 
Rather than being a good steward of the environment, the yellow page industry is producing far beyond the demand for their product. The companies do this as a way of inflating the amount they charge to the businesses that advertise with them. Today, this business model is wasteful and unnecessary. It is time to demand that these paper directories are only distributed to the people that want and need them.

Almost every top city official pedaled up to City Hall this morning for the 17th annual Bike to Work Day, all pledging their support for expanding safe cycling opportunities in San Francisco and declaring the bike to be a vital part of the city’s transportation infrastructure that will only grow in importance in the coming years.

“We should all feel proud that we have more to celebrate than ever in the history of Bike to Work Day,” said Leah Shahum, executive director of the San Francisco Bicycle Coalition, which sponsored the event and facilitated the rides by city officials, including riding Sups. Jane Kim and Carmen Chu to work on tandem bikes. Shahum praised the city for rapidly expanding the network of bike lanes and facilities over the last year.

Shahum accompanied Mayor Ed Lee on a ride along JFK Drive in Golden Gate Park (which Lee announced will soon get the city’s next separated green bikeway), along car-clogged Fell and Oak streets, through the Wiggle, and along Market Street toward City Hall.

Lee told us, “I feel good, exhilarated,” as he neared City Hall, where he and officials gave speeches praising bikes and calling for improvements to the system. “I want to experiment with ways to have detached bike lanes on Fell and Oak,” Lee said to the applause of cyclists familiar with competing with cars on those fast-moving streets.

Lee also declared his support for the goals of SFBC’s Connecting the City initiative, which calls for a system of safe, crosstown bikeways, connecting the bay to the ocean and the northern waterfront to the south side of the city. He also called for continuing the green bike lanes on Market Street all the way to the Ferry Building and said, “I’m dedicated to it.”

Board President David Chiu, who sponsored the legislation that set the goal of achieving 20 percent of all vehicle trips by bicycle by the year 2020, said he was proud to see so many bikes on the streets today. “Thank you for showing the world how we roll,” he told the crowd, also voicing his support for the crosstown bike route plan. “We have to imagine safe enough conditions for 8- and 80-year-olds to bike.”

“It makes us a healthier, happier, and more vibrant city when we bike together,” Sup. Eric Mar told the gathering.

Sup. Sean Elsbernd was the only member of the board not to bike today, but his fellow fiscal conservative Sup. Mark Farrell biked in from District 2 and told the gathering that improving the city’s bicycling infrastructure “is critical to our future.”

Chu doesn’t ride a bike, but she hoped on a tandem bike with SFBC board member Amandeep Jawa and told him, “Thanks for helping me see San Francisco in a new way,” noting her new appreciation for the sights, smells, and small details that opened up along a route to work that she usually drives.

Sup. Ross Mirkarimi called his District 5 the “epicenter” for cycling in the city and declared, “It’s time that we take back Masonic Boulevard…to make sure it’s safe for bicyclists and pedestrians.”

Sup. Jane Kim told the crowd, “I grew up a city girl and I never learned how to ride a bike,” but said that former SFBC director Dave Snyder and others have been trying to teach her recently. In her ride in on the back of a tandem bike, “I got to feel how unsafe it is to have cars and buses jostle around you.”

Sup. Scott Wiener told the gathering, “This was my first Bike to Work Day and it’s not going to be my last.”

Sup. David Campos told us he really enjoyed his ride up Valencia Street, where the stoplights are timed to the pace of bicyclists. “It’s the best ride in the city. If we can make more streets like Valencia we’d be in better shape,” Campos told us.

In his speech, Campos said, “We have so much happening around bicycling, bu we also have a long way to go.”

Sup. Malia Cohen said she biked the longest way in to City Hall, all the way from 3rd Street and Thomas, and that she was happy about both the bike infrastructure improvements and carfree events like Sunday Streets. “I want to encourage you all to come out to the Bayview for Sunday Streets [on June 12],” she said.

For all the celebration and improvements to the system, Sup. John Avalos said it’s important to continue establishing respect on the roads for bicyclists. “We have to change many minds about biking in San Francisco,” he said.

To illustrate the increasingly important role that bicycling is playing in San Francisco, SFMTA Commissioner Cheryl Brinkman cited city studies showing a 58 percent increasing in the number of cyclists on the streets of San Francisco over the last four years, noting a comparable increase in Muni ridership or in motorists on the roads would have resulted in gridlock in those systems.

“It’s a good lesson for us,” Brinkman said, voicing support for the goal to creating 100 miles of dedicated bikeways throughout the city in order to promote safe cycling.

City’s local power program will be greener, but not so local, at first

The San Francisco Public Utilities Commission (SFPUC) is in negotiations with Shell Energy North America to purchase power for a new version the city’s community-choice aggregation (CCA) program that will be smaller — but greener — than what city officials had originally envisioned.

While the forward momentum and the prospect of offering 100 percent renewable energy seems to have ushered in a rare moment of harmony among the players in City Hall who are crafting the program, not all the grassroots advocates were fully sold on the idea, saying they were still waiting to see how committed the city was to moving ahead with a plan to build municipal green energy facilities which could ultimately bolster the local economy and create jobs.

The new plan for CleanPower SF was unveiled by the SFPUC at a May 6 meeting of the Local Agency Formation Commission (LAFCo), which has been working with the city’s utility commission for half a decade to implement CleanPower SF. Emerging after a false start last year, the new plan would target 75,000 electricity customers at the outset – far less than under the original idea of enrolling all of San Francisco’s Pacific Gas & Electric Co. customers while providing the chance to opt out.

The CCA would offer 100 percent renewable power right off the bat, instead of the 51 percent renewable target that was previously envisioned. That fully green product offering is possible because the city would hire a contractor, most likely Shell, to purchase the green energy on the open market. The energy mix could be derived from sources within California or out of state.

“We’re having productive discussions,” noted Mike Campbell, who directs the CCA program for the SFPUC, but noted that it would be awhile yet before all the terms of the deal were cemented. Shell also contracts with the Marin Energy Authority for its CCA program, which San Francisco is looking to as a model.

The new scheme abandons a prior goal of meeting or beating PG&E electricity rates, but the SFPUC justified this switch by pointing to market research suggesting that the higher price would not necessarily subvert the program’s success.

Campbell said the new model came to fruition after poll results identified a core segment of San Franciscans who would be willing to stick with the green power program even if the price was slightly higher. “There’s such a strong segment of folks who are eager to do something about global climate change,” he said.

Campbell added that estimated generation fees could climb from around 7 cents to 13.5 cents per kilowatt-hour, amounting to a roughly $10 monthly utility bill increase on average. Since PG&E is expected to increase rates for customers who use less energy, “it’s going to help make it more attractive,” Campbell noted.

The new plan seemed to sit well with Ross Mirkarimi, a longtime advocate for community choice who chairs the Local Agency Formation Commission, which is tasked with overseeing the SFPUC’s implementation of the program. “The new program has great potential and goes where PG&E can’t or won’t,” Mirkarimi told the Guardian. “Carving out a customer niche that delivers a true green load is strategically more beneficial to the longevity of CCA in San Francisco. Once we establish an economic foundation for CCA, we then are positioned to build a renewable energy infrastructure as originally envisioned.”

Mirkarimi noted that the forward momentum had changed the dynamic in a historically fractious process, since, after years of being at loggerheads, the SFPUC and LAFCo finally seemed to be on the same page.

Both Campbell and Mirkarimi acknowledged that they expected PG&E to put up a fight, as it did when Marin County rolled out its CCA using a similar model to the one San Fransico now plans to adopt. Since PG&E will still be in charge of customer billing, it could employ tactics such as artificial spikes as it did in Marin to try and scare off CCA customers. “We do expect PG&E to do everything it can think of to try and encourage customers not to participate,” Campbell said.

Meanwhile, organizers from the San Francisco Green Party and the Local Clean Energy Alliance, who have closely tracked the process and held meetings with the SFPUC, say they’re supportive of the general concept but are still waiting to see whether the city is fully dedicated to laying the groundwork for building city-owned energy generating facilities.

Over time, this aspect of the program — which has been part of the plan all along — could supply green energy locally, gradually replacing the energy supply that Shell would be purchasing from elsewhere. San Francisco Green Party organizer Eric Brooks also pointed out that over time, city-owned generating facilities and local energy-efficiency upgrades could enable the SFPUC to bring down the cost of the green power to make it competitive with PG&E.

Campbell noted that the city would move ahead with the build-out, but “it certainly won’t be in the first year.”

Unless the build-out aspect of CCA moves ahead with a strong level of commitment, said Al Weinrub of the Local Clean Energy Alliance, the social-justice goals of creating new jobs and bringing generation costs down to make green power accessible to everyone may not be realized.

“We have a commitment from staff that they will pursue studies” to move ahead with the build-out, noted Weinrub. “The problem … is that they’re really dragging their feet.” He added, “We’ll have a lot of trouble supporting CleanPower SF is there’s no local build-out.”

Organizers also voiced concerns that without moving forward with this second element, the CCA could end up catering exclusively to an upper-middle class, predominately white customer base.

At the LAFCo meeting, the SFPUC delivered a presentation explaining the results of the poll that had been conducted to determine who would purchase green electricity from CleanPower SF. A longer version of that presentation, delivered to grassroots advocates in a separate meeting and provided to the Guardian by Brooks, showed that on average, CleanPower SF customers were expected to have higher levels of education and higher income levels — individuals making more than $100,000 per year had the greatest enthusiasm for the program. Those results also showed that 67 percent of survey respondents representing African American, Asian / Pacific Islander, or other communities of color indicated that they would not be interested in enrolling in CCA when they were given information about the program and the estimated rates.

Weinrub said this demographic profile of the initial CCA customer base would be problematic if it represented the only customers who would ever subscribe, because the whole notion of CCA from the start had been to create an accessible, community-owned power source that benefited San Franciscans across the board and offered an alternative to PG&E. But he said he believed the program could have more widespread appeal and grow its customer base if there was a sound strategy to bring down rates over time by employing local energy generation and energy-efficiency projects. “Our whole pitch is, what about everybody else?” he said. “We feel pretty strongly that with a well designed build-out program, you can offer very competitive services.”

The fun side of bikes

Paul Freedman, a.k.a. the Fossil Fool, is a singer-songwriter and builder of elaborate art bikes who lives in San Francisco’s Mission District. Since 2001, when he decided to apply his Harvard University education to building custom bikes, accessories, pedal-powered products, and mobile sound systems, Freedman created Fossil Fool and Rock the Bike to sell his creations and provide a platform for his performances and alternative transportation advocacy work.

But anyone who’s watched Freedman build and ride his creations — such as his latest, El Arbol, a 14-foot fiberglass tree built around a double-decker tall bike with elaborate generator, sound, and lighting systems and innovative landing gears — knows this is a serious labor of love by an individual at the forefront of Bay Area bike culture. We caught up with him recently to discuss his work and vision.

SFBG How did Rock the Bike start?

FOSSIL FUEL I was working at a shop in Berkeley and I decided to make my first bike music system, which I called Soul Cycles. So I had that other job at a bicycle nonprofit, which is cool, and that was the first impetus. I did two innovative things with my first bike music system: I put the controls on the handlebars, which I’d never seen anyone do, and I put speaker back-lighting to make the speakers look nice at night. I used a really nice CFL fluorescent lamp, and I started playing around with those and it looked great, so that was our first product for those first three or four years.

SFBG What was going on in the larger culture at the time that led you to believe your interest in bikes and technology was going to be fruitful or make an interesting statement?

FF I care deeply about biking and a lot of the people I was with did too, but I felt like the bicycle advocacy scene was not very effective when it came to actual outreach. I felt like the thing that had been really formative for me was this person-to-person interaction, in my case by hanging out with the guys who started Xtracycle, and going on quests to get ingredients for dinner and riding late at night with the music systems on the tour. I felt like those experiences were what made bicycling appealing, but the bike advocacy scene was using guilt trips and telling people you should ride a bike because you’re too fat and you should ride a bike because there’s too much traffic. And I felt like we needed to shift that mindset and really start focusing on the fun aspects of biking and the social aspects to grow the scene.

SFBG Do you feel like it has, and what effect do you think it had on those who weren’t already riding bikes?

FF I think it’s moving that direction. Even within traditional bike advocacy groups, those people are starting to really focus on their events and creating community, in a good way, and challenging themselves with doing so. And I think that’s really positive.

SFBG Your timing also dovetailed with heightened green awareness — with a push for renewable energy, concerns over peak oil, and things like that.

FF Yeah, I feel that transportation choices are the main thing people need to examine about their lives with respect to their impact on global warming. And that’s not just a feeling, that’s the consensus of the Union of Concerned Scientists. They say that if you want to have an impact on the planet, positive or negative, the first thing you should consider is your transportation habits. So that means flying, it means driving, and everything else. I don’t think it’s really beneficial to focus on what people need to do with a car, like they need to drop their kids off. It’s more important how people do the optional things with cars like the trips to Tahoe, and the flights to Mexico. It’s those optional things I want to focus on, which is why I’m so interested in Sunday Streets, which is like the antidote. It’s this thing you can do here, that you can walk and bike to, that’s as fun as driving to Tahoe.

SFBG Through your technology and design work, it also seems like you’re showing a broad range of what people can do on a bike, with lots of cargo or a whole performance stage setup. Do you think design is convincing people that bikes are more versatile that they thought they were?

FF Oh yeah, I think that would be a really beneficial outcome of this work. By riding through town with our music gear, of course people are going to look at that and think, oh yeah, I could probably go to Rainbow Grocery and buy a bunch of food for my household on a bike. So it would be a great outcome if people would make that connection.

SFBG Is there anything about San Francisco that makes people here more receptive to your message?

FF San Francisco is a very tight city geographically. It’s not like Phoenix. The blocks are pretty short here and the distances are pretty short here, and you can ride year-round here, which is not true in Boston where I grew up.

SFBG The focus on technology and design here also probably helps, right?

FF Oh, for sure. This is an awesome place to be prototyping and doing funky mechanical, electrical art. There’s a lot of support for it. There are places like Tap Plastics for learning about fiberglass. There are lots of electronics stores that serve the Silicon Valley tech developer communities. You can buy stuff there that’s helpful. You can learn about Arduino [an open source microprocessor] at Noisebridge. There are a lot of resources for doing interactive art here or for doing bicycle-related projects. There are a lot of welders here.

SFBG Where do you think we are on the arch with this stuff — the beginning, the middle? — in terms of gaining wider acceptance of biking as an imperative and an option for anyone?

FF I think there’s an important generational shift underway, and I don’t know whether it’s my focus on bikes that leads me to meet all these kinds of people, but it feels like I’m meeting more people these days that are going to pick their next city or their next neighborhood based on how it is to bike there. They’re bringing it up in conversation, it’s not me. So it seems like people are really considering what their daily life is going to be like and how the community feels, and biking is one of the symbols of a whole swath of other beneficial things. They know that if they see a bunch of bikes when they visit a place, then there’s probably a lot of other cool stuff like music, arts, farmers markets. Those kinds of things are sort of linked together, and the bike is the key indicator. So there’s been this generational change of thought. The idea that having a bigger, faster car is better, I just don’t think that’s popular with these people. They no longer believe it.

SFBG It’s having cooler bike.

FF It’s having cooler bike and being able to use it and not have to step into the stress of car culture if you can avoid it.

SFBG What’s your next step?

FF One of the really positive things for me has been the Rock the Bike community, with its roadies, performers, musicians — all types of people who are on our e-mail list. So I can just say, I need three roadies for a three-hour performance slot and there’s going to be a jam at the end, so bring your instruments. That’s an awesome thing and it’s just going to improve, so I think the community will grow as we continue do gigs where we have fun and the people have fun.

In terms of my own art, this tree [gesturing to his El Arbol bike] has been my focus for the last year or two, and it’s not done yet. It has to look undeniably like a tree. It looks like a tree, but with a light green bark that you really don’t see in nature, so that has to change. I want it to have brown bark, but I still want it to do beautiful things at night with translucency. And I want it to have a true canopy of leaves, so that when you’re far away from it at Sunday Streets and you’re wondering whether to go over there, you’ll see a tree. Not just a representation of a tree, but I want them to be like, how the hell did he ride a tree over here?

SFBG Why a tree?

FF I don’t know. You get these ideas, and you start drawing them and can’t shake them. There are all sorts of reasons why trees are interesting. They are gathering points.

SFBG And you’re doing some very innovative design work on this bike, such as the landing gear.  

FF The roots. Yeah, that’s never been done before. Through the course of doing the project, people would send me tips and interesting things, and one guy sent me a link to a photo of tall bikes being used in Chicago in the early 1900s as gas lamp lighting tools, and they were very tall. I’d say 10 to 12 feet tall, and they were tandems, so there was a guy on top and a stoker on the bottom providing extra power, and they didn’t have landing gears. So they would ride from one lamp to another and hold the lamp as they refilled it. And I just love that story because if you were growing up in Chicago, and you saw these gas lamp people coming by in the early evening to turn the lights on, and if you were a little kid trying to fall asleep or whatever, that would have an indelible mark on your childhood, and that whimsical quality is what I’m going for. That should be part of what it’s like to grow up in the Mission District in 2011.

SFBG How does that fit into the other cultural stuff that you’re also bringing to the bike movement, the music you’re writing, design work, the style, and the events that you’re creating?

FF Sometimes I wish it wasn’t so multipronged. I would clearly be a better performer and musician if it was the only thing I did, so I apologize to all my fans for not putting 100 percent into the music. But I put 100 percent into the whole thing, including creating bikes and running Rock the Bike, which is a business.

SFBG But are you doing all these things because you find a synergy among them?

FF It’s the fullest expression of who I am.

SFBG Where do you see this headed? What will Rock the Bike be like five years from now?

FF I would like to see the quality of our entertainment offerings steadily improve to the point where people genuinely look forward to it, and not just to the gee-whiz aspect of look what they’re doing, but just for the feeling of being there. So I’d like to challenge ourselves with the quality of the music, how it is to be engaged in the setup process — because I think the setup is cool, with biking to the event and engaging in the transition to a spectacle, where every step along the way is part of the show. I like that idea. I’d like to challenge ourselves to be a carbon-free Cirque du Soleil, a show that is slamming entertainment and they bike there and pedal-power everything: the lighting, the sound, the transportation. And I want the performers to be just as good.

SFBG Are there people in other cities doing similar things?

FF The Bicycle Music Festival is spreading to other cities, which is cool. I think there are going to be over a dozen bicycle music festivals this summer. In terms of people doing really inspiring work with bike culture or this kind of mobile art, you definitely see some amazing things at Burning Man. That’s probably one of the best venues for this type of art. But I can’t think of another city where people are doing all of this. I’m part of a group on Flickr called Bicycle and Skater Sound Systems, and there’s nothing on that whole group that I see as being on this level. I don’t know why.

SFBG When you ride a cool custom bike down the street, the reactions it elicits from passersby is just so strong and happy. What is that about?

FF It’s a reaction to an expression of personal freedom. People light up when they see you expressing yourself, and a part of them thinks, oh yeah, that would be fun, I’d like to express myself. And there are just so many ways to express yourself and be human — and that’s something that we need to remind ourselves because, in many ways, our personal freedoms are declining and there’s more surveillance.

SFBG And people might take that spark and do any number of things with it.

FF One of the very cool things about bicycle art is that it’s mobile. So you ride your bike and you might turn heads a couple dozen times a day. I ride this tree, and if it’s in the full mode where it’s 14-feet tall and there’s music on, and I’m going from here to Golden Gate Park, I’d estimate that 500 people see it. There’s probably no other art form you can do that with. I can’t think of any other that’s like that. So it’s a really cool art form. Those people aren’t paying you, but you shared art with them, and it’s a good way to get exposure. It’s a great way for a lot of people to see your art.

SFBG With your mobile, pedal-powered stages, you’re also demonstrating green ways of powering even stationary art.

FF It is an interesting time for pedal power. I feel like there’s a turning point that’s maybe beginning in the field of events with how they’re powered. I think there are going to be a lot more people who are going to festivals in the coming years who are looking at the diesel generators and saying, ‘My summertime festival experience is being powered by diesel.’ And I think there are going to be a lot of people seeing that and wanting to do something else.

SFBG Have the technologies for how much juice you’re able to get out of pedal power been advancing since you’ve been working on it?

FF Yes, it’s truly impressive right now, particularly if you’re putting that juice into music because we have very efficient generators where there’s no friction interface anymore, nothing rolling on the tire, it’s all just ball bearings rolling on the hub. Then we put that power into these new modified amps, and they have a DC power supply now, as opposed to an AC power supply, so we don’t have to put the power into an inverter. So the net sum of that is one person can pedal-power dance music for 200 people, which is pretty amazing and inspiring.

SFBG And the battery technology is also improving, right?

FF Yeah, the batteries are what you use for the mobile rides, and that’s getting better. If you’ve been to a bike party, it’s just incredible how many good, loud sound systems there are right now. It’s a very kinetic art form, although I wish people would focus more on the visual aspects of their system, because I feel like there’s a trend to get big and loud fast. But I wish there were more people doing the work that Jay Brummel is doing, where he doesn’t just want to ride on a bicycle, so he turned his bike into a deer and he steers by holding the antlers.

SFBG But there has been some push-back from the police. Have you gotten many tickets?

FF Well, I got tickets for riding up high on this quadracycle. There is a law against riding tall bikes in California. It says you shouldn’t ride a bicycle in such as manner as to not be able to stop safely and put your foot down. Obviously you can’t put your foot down on a tall bike.

SFBG The fact that you have landing gears on your bike didn’t make a difference?

FF Well the officer didn’t take it seriously, but the court sided in my favor. The judge was flipping through photos of the landing gear the entire trial — he couldn’t stop flipping through them. And he asked, ‘How do you get on? Where do you step?’ So I was like, ‘Well, you step here, you step there, and you swing.’ It was pretty fun.

In contrast to the alley cat fixie fiends and placid Venice Beach cruisers, some of Los Angeles’ most ardent bicyclists were going unnoticed and underserved by bike advocacy groups. Working class Latinos are often the only ones on two wheels in several of the city’s most disadvantaged communities — but you weren’t going to catch them at Critical Mass or grabbing a seat at L.A. County Bike Coalition meetings.

The organizers of the community group Ciudad de Luces recognized that these riders, often stuck commuting on the L.A.’s most dangerous roads with substandard safety gear and rickety bikes, needed a voice in the development of the city’s biking infrastructure, and were being missed by the biking movement’s traditional outreach tactics.

The organization started distributing bike lights and Day-Glo visibility vests at day laborer centers; started a weekly bike repair workshop at one of the sites in response to popular demand from workers; and, in 2010, convinced the city to install 73 much-needed bike racks throughout the low income Pico-Union neighborhood. Ciudad de Luces coined a term to describe the community it works with: the invisible riders.

Biking is not a white middle class privilege, but many times the popular face of bike activism is perceived as such. In the case of Ciudad de Luce’s struggle for recognition, that meant the minority communities that do ride aren’t given necessary resources to keep them safe and secure. And according to Jenna Burton of the Oakland community bike group Red, Bike and Green, it also harms cycling’s popularity among some prospective riders.

“If you see something that is predominantly white, it’s automatically not going to be as appealing to the black community,” she said in a phone interview with the Guardian. Burton moved to the Bay Area from the East Coast, and was taken by the strong biking culture. Looking for community, she assumed there had to be some kind of African American bicycle meet-up. (“The Bay Area has everything, right?”) She was surprised to find that one didn’t exist.

Burton realized that blacks were underrepresented in the biking community. When she asked acquaintances about their reluctance to pedal through their daily lives, she found that many were intimidated by the ubiquity of bikes in the area. “It can be really intimidating to get out there for the first time. The culture is so strong here, it seems hardcore to people who are curious about biking.”

“There needed to be a targeted effort toward the black community.” Burton’s solution: create an organization that spoke directly to African Americans about why they should bike. She developed a Black Panthers-style three-point plan to break it down. Black people on average make less money and biking is cheap; black people are subject to chronic health problems and biking makes people stronger; black people are often the subjects of environmental racism and biking is a way to speak out against carcinogenic injustice. To spread the word, the group would hold social rides so riders could see that black bike riders really did exist.

Nick James didn’t own a bike, but when Burton told him about Red, Bike and Green, he was compelled to buy one. Already an activist for HIV/AIDS, education, youth, and health causes, James said in an e-mail interview with the Guardian that he believed Burton had hit upon a way to pull all those social issues together — through an experience that would not only be positive, but fun. Now he uses his bike to get to work and run everyday errands.

“Any space where African Americans can get out stress, laugh, communicate, or heal, I’m there,” he said. “Red, Bike and Green is a space where exercise, socializing, and activism flows seamlessly.”

Core volunteers publicized early rides through word of mouth, often handing out flyers to other black bicyclists that they passed in the streets. They found partners in the East Bay’s burgeoning minority biking advocacy network: Cycles of Change, an umbrella organization that includes the LGBT and minority-run Bikery and Changing Gears Bicycle Shop, and P.O.K.E.R. (People of Kolor Everyday Ridin’).

On Saturday, April 23, Red, Bike and Green held its first ride of 2011. Seventy people rode a route that took them through many of Oakland’s black residential neighborhoods — a tactic that organizers employ, as Burton puts it, to make other black people aware that they can rock some handlebars “to build community in our community.”

Since last year, the rides have attracted cyclists from age seven to 65, families, and strangers who can spend the ride connecting and networking. People have used the rides to announce impending garden harvest surpluses, Oscar Grant protests, and job openings.

As Bay Area bike lanes grow smarter and more numerous, and as gas prices soar and environmental issues become more troublesome, it’s pretty much a done deal that more people are going to be riding bikes. And yes, bike movement, that’s something to ring those bells over. But we have to turn the gears democratically: to really improve access to cycling, the needs of all communities have to be taken into account — and that means getting creative with outreach strategies.

Red, Bike and Green uses bikes to carve out a space for its riders — not only in the velo advocacy movement, but in the social fabric of the Bay Area. Burton is confident that the sight of so many black people rolling by will introduce a thought into the heads of spectators — a thought that really shouldn’t need to be introduced but does anyway: “This is our community, there needs to be space made for us too.”

 

The rise of bike culture

San Francisco has quickly peddled back into the front of the pack among bicycle-friendly U.S. cities, regaining the ground it lost during a four-year court injunction against new bike projects that was partially lifted in November 2009 and completely ended last June.

Since then, the streets of San Francisco have been transformed as the city completed 19 long overdue bike projects, including 11 miles of new bike lanes, 40 miles of “sharrow” shared lane markings, and hundreds of new bike racks. The city’s first physically separated green bike lanes on Market Street are now being extended, and new ones are being added on Alemany and Laguna Honda boulevards.

“The crews are out on Market Street right now filling in the new green bikeway,” San Francisco Bicycle Coalition Director Leah Shahum told us on May 6. “Far and away the No. 1 encouragement to getting people to bike is to make sure they feel safe.”

But it isn’t just bike lanes and other infrastructure that are causing bicycling to blossom in San Francisco. Bike culture is also exploding in myriad ways, including events such as the San Francisco Bike Party and Rock the Bike shows we profile in this issue, as well as the popularity of the monthly neighborhood street closures of Sunday Streets.

At the most recent Sunday Streets in the Mission District on May 8, Valencia and 24th streets were packed with thousands of people riding bikes, skating, and walking, or engaged with activities — in streets usually dominated by cars — such as yoga, art projects, shopping, and dancing.

“It’s a celebration. It’s not about confrontation anymore, it’s about bringing people along with a more expanded idea of how we can use public space,” Sunday Streets Coordinator Susan King told us at the event.

She said Sunday Streets has helped bridge the gap between families and the bicycling and skating communities, as well as cutting across classes, cultures, and communities. The response to the event has been phenomenal, she noted, and she hopes to see a similar momentum leading up to the next Sunday Streets event on June 12 in the Bayview.

“The Bayview event is really important to us because we have extraordinary support from the Bayview merchants and they want to get more involved with the bicycling community,” King said.

The earnest work of SFBC, SFMTA, and other entities that have helped expand the bicycling infrastructure in San Francisco, bringing safe cycling opportunities into every neighborhood, has in turn allowed organic expressions of bike culture to flourish.

From hipsters on their colorful fixies to anarchists riding tall bikes, from old-school Schwinns to cargo-laden Xtracycles, from elaborate art bikes to simple bike trailers with amazing sounds systems, from old white guys in Spandex to the young black kids on custom scraper bikes, from the hardcore bike messengers to the tourists on rental bikes, from Critical Mass defiance to Bike Party celebration, the streets of San Francisco are brimming with bike culture diversity. And the only commonality, the only one that’s really needed, is a simple appreciation for pedal power.

“We need to get the message out that biking is fun — and that’s happening,” Smith said. “We need a paradigm shift, and I think we’re really on the cusp of that.”
