TECHSPLOITATION For weeks now, analysts and armchair financial nerds have been mulling over what it will mean if software megacorp Microsoft buys Web monkey farm Yahoo! Would Microsoft-Yahoo! (known forevermore as Microhoo!) challenge Google to some kind of Web domination duel and win? Probably not. As much as I would love to see Bill Gates, Sergey Brin, and Jerry Yang in some kind of unholy three-way Jell-O wrestling match, I know it will never come to pass.

Microhoo! won’t ever have what Google has right now. Sure, Microhoo! will have some solid assets: control of most PC desktops with the Windows OS, Microsoft Office crap, and the Internet Explorer browser. After chomping up Yahoo!, Microhoo! will have a second-rate search engine used by a forlorn 22 percent of Web searchers, followed by a very confused 10 percent who use Microsoft search — I bet you didn’t know Microsoft even had a search engine, did you? It would also have a giant mess of users on free Yahoo! mail, as well as Yahoo! instant messenger. Plus it would acquire a host of Yahoo! things you also didn’t know existed, like Yahoo! Buzz and Yahoo! Answers. Along with about 8 percent of the Web advertising market.

What does Google have? Sure, it has a million things like Android and Orkut and Gmail and Reader and Blogger and Scoop and Zanyblob. But what it really has is Search. Fifty-nine percent of online searches go through Google servers. And if it can sell ads to 59 percent of the billions online? It owns the attention of the majority of the market. Google wins. That’s why the company isn’t worrying so much about Microhoo! and instead is doing things like investing in alternative energy research and letting its employees make psychotically long, company-wide e-mail arguments about whether it’s Earth-friendly to provide plastic bottles of water in the lunchrooms.

I shouldn’t be so glib. Google is making a halfhearted attempt to prevent Microhoo! from being born. The company offered Yahoo! an ad-sharing partnership where the two could pool their networks, put more ads in front of more eyes, and come out as an even more giant advertising machine. They’re doing a very limited test of the ad partnership over the next couple of weeks. Maybe we’ll see a Goohoo! after all.

I don’t think so. Most business pundits think the Goohoo! deal is just Yahoo!’s last-ditch effort to get a bigger offer from Microsoft. Apparently Yahoo! wants about $50 billion to become Microhoo!, and Microsoft is currently offering a little more than $40 billion. No matter what the price tag, my bet is that we’re going to see Microhoo! by this time next year. Microsoft is even contemputf8g a hostile takeover — that’s how serious the situation is.

So what does Microhoo! mean for us, the little guys, who just want a nice search engine that helps us find "hot XXX pussy" or "free MP3" on the Web? For one thing, it means we’ll have fewer options when it comes to online searches, using Web mail, and just plain goofing around online. Microsoft actually considered bringing News Corp, owners of MySpace, in on the Microhoo! deal. That would mean MySpace, Hotmail, Yahoo! mail, and your PC software would all come from a merged corporate entity.

Let’s say we did get a Micronewshoo! It’s online offerings, combined, would be very much a version of Google’s online offerings: mail, social networking, search, Web fun. There would be no cool new thing, no sudden breakthrough application that would transform our relationship to the Web the way Search did. It would be more of the same stuff, but from fewer players — and therefore blander and bigger, like Hollywood blockbusters. New applications and content creators on the Web will be incredibly hard to find unless they have a deal with Microhoo! or Google.

Then in 20 years, a woman in a physics graduate program in China will come up with an idea for the next cool communications network. At last, we’ll say, we finally have a network free from advertising! A place where we can share information without Big Business intruding! Not like the Web, which is all corporate content and has no place for the little guy.

China’s internet censorship: what to do?

For those of us in the free speech and free press line of work, China’s censorship of the internet is a major practical and theoretical issue. Here is a reasoned approach by Peter Scheer, executive director of the California First Amendment Coalition (CFAC). B3

Make no mistake, China’s censorship of the internet is a crime against liberty on a mass scale. Still, American firms can’t just steer clear of the world’s biggest market. What to do?

A milestone of sorts was passed in the first quarter of this year when China blew past the United States to become the biggest internet market in the world. At 225 million users, and still growing at double-digit rates, China’s internet is a business opportunity so grand and irresistible that it can blind normally circumspect people to the moral compromises that cooperation with Chinese government authorities inevitably entails.

I experienced this first-hand when, about a year ago, I made inquiries at the China offices of a number of American law firms to ask for help in comparing internet search results for searches performed inside China–within the “Great Firewall” of government censorship, as it is called–with the same searches performed from locations outside China (and therefore outside the firewall). The law firms demurred, explaining, with commendable candor at least, that they could not risk being observed submitting to Google and Yahoo search terms like “Tiananmen Square” or “Falun Gong”.

Mind you, these were American-trained litigators, the kind of lawyers who barely flinch in the face of a grand jury subpoena, and who spend their careers pushing back against the demands of government authorities. While usually immune to intimidation, they nonetheless feared the repercussions to themselves, their firms, and their clients from the mere act of typing a few search terms into an internet-connected computer. So seductive are the business opportunities in China that the risk of losing them transforms even hardened litigators into wimps.

In conversations with internet entrepreneurs and investors active in China, one often hears arguments that are more rationalization than logic. An internet CEO recently told me that freedom of speech is a “relative” value that, despite its appeal in western democracies, is not appropriate to China. Popular variations on this theme are that freedom of speech is an unaffordable luxury in a country that must be single-minded in its pursuit of economic development; that the people of China are more interested in consumer goods than personal and political freedom; and that westerners’ pressure on China to be more tolerant of dissent is a form of cultural imperialism.

Let’s be clear: Freedom of speech, freedom of political choice, and the rule of law are not relative values; they are absolutes. China’s regime of internet censorship is, without question, a crime against individual liberty on a truly mass scale. That it coexists with a fast-modernizing economy offering its people considerable choice in the economic sphere only makes the curtailment of personal freedom more offensive because less excusable. China does not need to suppress speech to achieve its economic goals. China’s leaders are more cynical than that. They maintain censorship solely to preempt challenges to their monopoly on political power.

This can be seen in the government’s censorship policies. Websites based inside China are subject to content restrictions that are, by design, so uncertain and unpredictable that they force internet companies to censor themselves. Standards that are unknown and unknowable, backed by the threat of license-revocation for companies and jail for individuals, create a pervasive fear that is far more effective than direct regulation at muting opposition to the government and its policies.

Websites based outside China, meanwhile, are subject to blocking by the Great Firewall based not on their content, but on their capacity to create, inside China, large, voluntary online communities that are independent of the government. These include nearly all blogging services, wikipedia and wiki platforms generally (wikileaks included), social networking websites and peer-to-peer technologies of all kinds, including photo-sharing and video-sharing businesses. In other words, the full panoply of internet 2.0 technologies.

Websites commanding vast audiences for user-generated content are seen by authorities as a grave threat. The Chinese government’s worst nightmare, after all, is a lone and anonymous Tibetan uploading to YouTube grainy cellphone videos of rioting police.

What should American internet companies do? To point out that doing business in China is morally compromising is not to say that companies must forswear the world’s biggest market–hardly a realistic option, in any event, for premier internet firms like Google, Yahoo, MSN, and Amazon. And while these companies might prefer to compete in China remotely–basing their servers outside the Great Firewall–government policies force them to set up shop inside China.

Those policies manipulate the firewall to degrade the performance of websites based outside China. Because all data from foreign websites pass through bottlenecks connecting China’s internet with the outside world, and because sensors at those bottlenecks further degrade transmissions across the firewall, non-Chinese websites are experienced from inside China as performing v-e-r-y
s-l-o-w-l-y.

This performance deficit is so substantial–and puts non-Chinese websites at such a huge disadvantage relative to their competitors inside China–that foreign websites must establish a presence inside the firewall. Indeed, Google, despite misgivings, established Google.cn within China in 2007 mainly for this reason, while Yahoo and Amazon crossed the firewall by investing in their Chinese domestic rivals.

American internet companies doing business in China should, for starters, acknowledge the extent of their self-censorship, not hide it or rationalize it or pretend that it is something other than the intensely unpleasant compromise that it is. Spare us the tortured and hypocritical justifications. It helps for companies to admit their complicity; to clarify that all is not as it should be or appears to be; to openly assert their disagreement with Chinese government policies (if they do, indeed, disagree); and to disclose specifics about how their content has been altered to avoid displeasing authorities.

U.S. firms also should do everything they reasonably can to protect their Chinese customers from the surveillance–and worse–of Chinese government authorities. If customer data and identifying information can be stored outside the firewall, beyond the reach of Chinese regulators and courts, they should be, even though that may involve greater costs. While this step does not assure protection of anonymous users (since control of a company’s license to operate in China gives the government considerable de facto leverage, quite apart from territorial limits on subpoenas and other legal processes), it is still meaningful.

If off-shoring of confidential user information is not feasible, companies must take steps to warn their customers about the risks of using their service. And finally, where warnings are not possible or go unheeded, companies should force customers to give their real names when using their websites–which will, in turn, force users to think carefully about what they say or do online. Ironically, the barring of anonymity is the surest means of getting users to appreciate the risks of saying what the government doesn’t want to hear.

Doing business on China’s internet is a messy, though potentially very lucrative, activity. Some companies may be so put off by the messiness that they stay away. For most, however, that is not a viable option. They must learn to be both honest with themselves and honest with their customers.

Freedom of Information: More sunshine — easily and at no cost

Imagine sitting at home — or in your office, or in your favorite café — and listening in on what are now secret, backroom policy discussions and decisions in the San Francisco mayor’s office. Imagine having access to an immediate transcript of the talks. Imagine being able to read internal e-mail discussions among city staffers about issues that affect you — without ever filing a public records request. In fact, imagine never having to file another written request for public documents; imagine just going to a city Web site, entering a search term, and finding all of the records yourself.

Imagine filing a complaint with a city agency and tracking the issue, minute by minute, as it works its way through the system.

Imagine listening on your cell phone to any policy body as it meets in city hall.

All of this is possible, today. Much of it is not only consistent with but actually required by local law. And it won’t cost the city more than a modest amount of money.

Transparency is a common buzzword during this presidential campaign; the Barack Obama campaign has even issued a white paper describing policy and technological ways to embrace it. He’s talking about live Internet feeds of meetings about significant issues involving executive branch appointees as well as for those of regulatory departments (a program that would go far beyond what you see on C-SPAN).

So there’s no reason San Francisco can’t take the lead in using technology — generally simple, off the shelf, existing technology — to dramatically increase sunshine at City Hall and public participation in local government.

Proposition G, the city’s 1999 sunshine law, mandates that San Francisco use "all technological and economical means to ensure efficient, convenient and low cost access to public information on the Internet." Here are five easy ways to do that:

1. Fully adopt the voyeur concept for city meetings. This is the idea that the public should be able to observe and engage in government decision making — all government decision making.

All policy meetings in City Hall should at the very least be broadcast as audio on the Web and available via phone teleconference. In other words, the meetings should be streamed online, and that stream should be accessible by calling a free conference line. This is already standard practice in the business world and is working well for many investors in public companies that disclose financial information in compliance with Securities and Exchange Commission rules. It can be done for little or no cost with services like blogtalkradio.com, skype.com, freeconferencecalls.com, and webex.com.

Today only a limited number of public meetings are broadcast, mostly because the only outlet is SFG-TV and resources are limited. But audio streaming is a no-brainer — there’s no need for a staffer to control cameras, the microphones are already set up, and these days just about every room has a speakerphone.

Currently, the SFG-TV video coverage isn’t posted on the city’s Web site, sfgov.org, until two or three days after a meeting. That’s too long; the audio should be made immediately available online. And the Internet URL and dial-in options should be listed on the meeting agenda so that news media and citizen bloggers can instantly refer back to the URL with timecodes to point out specifics, and include them in their stories and blog postings.

With streaming, you can follow along in real time when you are stuck at home taking care of a sick relative, or at the office listening with headphones, or you are disabled and can’t cross town to attend in person.

The city already has a great contract for real time captioning — the text you see at the bottom of the screen for video. It’s not 100 percent accurate, but it’s pretty decent. That could be expanded to cover streaming audio, and the text could be computer translated (or translated by bilingual typists) into other common languages. The advantage of media integrated with RTC is that specialized search engines like blikx.com and everyzing.com can be used to find relevant phrases and begin playback directly at that spot. And transcriptions can be posted online in real time (somewhat like live blogging!) so that if you are late for a meeting you can quickly scan what has already transpired, and by the end of the meeting you will effectively have a draft of minutes. That saves a lot of staff time and provides an immeasurably more useful historic record.

Today, video recordings of city meetings can’t be downloaded — the only way to review it or post a clip to YouTube is to order a $10 DVD, which arrives a week after you send a check (and no, they don’t take PayPal). And while many other city meetings make audio recordings, you have to pay $1 for an audio tape and pick it up during business hours or pay more for postage. They all should be available as free podcasts.

The SFG-TV video shows more than just the speakers and officials; there are other angles, and they ought to be available too. It’s important to know who attended the meeting but never said anything, who greeted whom, and even who ignored whom.

2. Let the public do the broadcasting. All City Hall meeting rooms should provide wi-fi (and electrical outlets), and the system ought to have enough speed to allow bloggers or activists to upload high-quality video broadcasts of meetings that SFG-TV can’t afford to cover. It can be done using existing services like Justin.tv, Upstream.tv, and live.yahoo.com. This would also allow live blogging — and let people preparing to testify on an issue have access to the Web to do research on the spot. If the room had a projector and a screen, people who were unable to attend the meeting could still comment, either through video or just by posting text messages that the decision makers could read.

The audio broadcasting of meetings should be expanded to include all meetings between the mayor (or supervisors) and city staff. The law already requires public access to so-called passive meetings — those between the mayor or department heads and outside parties that influence city policy.

3. Make public most city emails and other documents as soon as they are produced.

San Francisco city employees produce thousands of records a day — e-mails, memos, reports, etc. — and the vast majority of them are and should be public record. But many are deleted and others never see the light of day. When a member of the public asks for all the records on a topic, just finding those documents can be a sizable task.

But it’s technologically simply to solve that problem: every time a city employee produces a document, the computer system should automatically send a back-up copy to a public web server. That way nothing would get lost or erased, and anyone looking for public information could simply go to that site and search for it him or herself.

For e-mails sent by city staff, one way might be to CC (carbon copy) an online message board (for example Google or Yahoo groups, which would be available at no cost to the city). Other approaches for instant messages, text messages and voicemails could be adopted as well. The Palo Alto City Council is already doing something like this for a narrow collection of e-mails (although not in real time).

We all know there are some city communications that must remain private or be redacted — for example Attorney Client discussions or human-resource conversations regarding personnel. But there are simply ways to make sure those stay confidential: one approach might simply have the user tick a flag or answer a Yes/No Possible Redaction popup when the message is sent. Certain employees — like the people who handle sensitive employee health records and certain litigators in the city attorney’s office — could have software that defaults to a confidential server.

The added advantage, of course, is that the computers could also make a record of the title and date of every confidential document — and that information could be made public. If a dispute arose over whether the city was improperly withholding records, the public would at least know that certain documents existed.

All city files could be stored on network drives (not on local drives) with one location for default public files that would not allow overwriting or deletions and would be mirrored to a Web server and another drive for the few that may require redaction first.

4. Save all the old records. After a very embarrassing lawsuit that is threatening the Missouri governor’s job, that state in January adopted an email retention system that preserves all email for at least seven years (based on federal requirements for financial records). And e-mail/instant message/text/fax retention systems are standard practice now in the financial industry (Morgan Stanley lost a $1.45 billion judgment because the company failed to preserve e-mail).

In fact, we all know storage continues to get cheaper and smaller — so San Francisco should abolish any retention timeframes for electronic records and keep them all into the foreseeable future. The world-famous Internet Archive is right here in the Presidio: I suspect that group would love to archive all the city information, and keep it online, free and forever.

When paper documents are part of the public record, they should be scanned and converted to text and posted within two days. This would include discussions between staff and individual members of policy bodies and the creation of the draft agenda and supporting materials as they are obtained.

All these methods would significantly reduce the number of public records requests to the city staff and thus save the city money.

5. Make calendars public — and keep communications public. Mayor Gavin Newsom won’t provide detailed daily calendars — even after the fact, when there is no possible security reason for keeping his workday itinerary secret. All top officials should post their calendars on the web so the public can track what they are doing.

The city needs to adopt a global policy that city business should be performed on city devices (computers, email accounts, phones) whenever possible — and when city employees or officials use their own computers or hand-held communications tools, those should be forwarded immediately to the city system and made public.

San Francisco has one of the best local Sunshine laws in the country — and at a time when activists at every level are looking for ways to use technology to expand public access, the city should be in the forefront. All it takes is some political will.

Here are some more ways that the city could use technology to improve public access:

1. Use a program like govtrack.us to follow legislative changes.

2. Explore ways to bring nonprofits that perform traditional government services under sunshine laws.

3. Significantly improve the city’s Crimestats system (more real-time allow alerts for crimes near you) – google mashup et al. See http://chicago.everyblock.com/crime/

4. Embrace e-rulemaking technology – similar to federal rulemaking use technology to get ideas online and generate more participation for those who can’t show up in a meeting.

5. Require the Police Department to issue press credentials to bloggers.

6. Fund a few open-government lawsuits to expand the boundaries on access to public records (the law provides for attorney’s fees if the suit is successful).

7. Require city agencies to post the method for obtaining public records online. Require posting of all negative determinations on home pages.

8. At budget time, mandate that each agency provide statistics as determined by SOTF on sunshine responsiveness.

9. Require an assessment of sunshine compliance as a mandatory item for all Financial/Management audits.

10. Televise SOTF and Ethics Commission formal hearings.

11. Require active Ethics investigative files to be open.

12. Embrace fully the much-improved but incomplete example of posting online all interactions as part of large contract negotiations – as was partially done with TechConnect.

13. Host accounts payable/receivables online with the scanned images of invoices paid.

The week that the San Francisco Unified School District sent out preliminary layoff notices to 535 teachers, the New York Times Magazine devoted much of its special money issue to educational philanthropy. It’s a vicious kind of irony.

The United States heads into a deep recession, but for a new generation of multibillionaires, it’s another gilded age. Fortunes built over the past 15 years or so put the likes of Carnegie and Rockefeller to shame, and as the guys from Google recently proved, it’s still going on.

And the tax laws are more favorable to the rich than they have been at any time since the 1920s, so less and less of that greater and greater concentration of wealth is available for public priorities such as education.

But that’s OK, the Times says: Bill and Melinda Gates are giving a lot of money to schools. Something like $350 million a year. Wow! That’s enough to make up for maybe 10 percent of the current cuts to school districts in just the state of California. Thanks, Bill.

I don’t think anyone with the last name of Gates or Buffet reads the Guardian every week, but I bet a copy or two makes its way down the Peninsula to the Googleplex and maybe Oracle headquarters, so I’d like to make a suggestion here to the very rich.

You want to make a difference with your philanthropy? Well, you could start by funding a massive educational campaign to convince Californians that public education works and is valuable, then underwrite a ballot initiative to raise income taxes on people like yourselves. That would do more good, for more kids, for more years into the future than any amount of grantmaking on planet Earth.

But maybe that’s asking too much. Maybe that’s not measurable or accountable enough. Maybe you can’t put the test scores on a computer graph and track the day-to-day impact or your investment the way you can track your stock prices.

So let’s try something else. Maybe you could save one school district.

That’s right: one school district. A big one. Somewhere in urban America. I’d suggest the San Francisco Unified School District in the great state of California, but I’m biased. Just pick a district where the public money falls far short of the educational needs that also has a credible, competent elected school board running things.

And instead of setting up charter schools or building new gyms or concert halls with your name on them, put a big chunk of money — say, $3 billion — in a trust fund that would generate a few hundred million a year, forever. And then let the local school board spend it.

Sure, you’ll get some corruption. Sure, some of the money will be wasted on stupid pet projects or dumb ideas. But that’s going to happen whatever you do. And I would argue that right now, if the San Francisco schools got an additional $300 million a year, no strings attached, on top of the existing state funding, the public schools would improve radically, a generation of kids would be far better prepared for life, the achievement gap would close up a good bit, and there would be quantifiable, measurable progress on every possible metric.

And suddenly, maybe even the tax-averse people of California would realize that well-funded schools are worth paying for.

Since the symphony strike of the mid-1990s, the west side of the Civic Center has seen more than its share of high-profile destination restaurants open their doors. From Jardinière (born 1997) to Essencia (2007), the tone of the restaurants in the neighborhood (whose epicenter is the corner of Gough and Hayes) has become considerably … tonier.

Much of the upscale-ishness doubtless has to do with the demolition of the Central Freeway viaduct and the reemergence of Hayes Valley as a nice place to live. A fresh bloom of boutique shops tends to confirm this. But east of Gough, the song remains largely the same: opera, symphony, ballet, with the occasional "in conversation with" at Herbst Auditorium thrown in. Yes, we are talking performances of one kind or another, and performance audiences often want something to eat in a civilized setting beforehand and aren’t always eager to cash out their 401(k)s or Google stock options to pay for it. Does the west Civic Center, with its new wealth of destination spots, have anything to offer these people? Ivy’s was the archetype of this sort of value restaurant, but it closed more than a decade ago.

On a recent weekend evening, mild and clear after weeks of stultifying rain, we slipped into Breezy’s at about 7:30 and found both large dining rooms full. A half hour later, as the clock struck eight, the restaurant was nearly empty; we were like the two forlorn members of a school of tasty fish who didn’t get the memo about the approaching great white shark. As curtains grandly rose in grand buildings on the other side of Gough, we made do with a chocolate tart.

Bawer Tekin and Dawn Wiggins opened Breezy’s last fall in a space long occupied by the Blue Muse, whose fanatical devotees will be relieved to know their restaurant has reappeared a block away, in a space that adjoins the performing-arts parking garage. The old space, meanwhile, looks little-changed and is still rather cavernous, with the front room still dominated by the big bar and the rear dining room faintly secret, like a cell in a medieval cloister. A creamy color scheme brings some warmth to this brutal roominess, and the iridescent tiles on the support pillars exert a certain hypnotic appeal, as Rubik’s Cube did a generation ago.

But forget about Breezy’s pleasantly unobtrusive décor and its friendly, efficient service, which holds up well even at the heart of the pre-performance rush. You’re there to eat, and the food is good. Quite good! Interesting without calling undue attention to itself, and reasonably priced in a fat-cat city where the word affordable often seems as if it’s been read right out of the language.

Chef Rodney Baca’s menu offers, according to the restaurant’s Web site, "the fresh tastes of the Mediterranean, with a swirl of Asian flair." Nicely put. The food, in other words, is that by-now familiar amalgam of California–New American cuisine, with touches of local and sustainable, along with a few blatant violations of these tenets. I love stuffed tomatoes, and Baca’s version ($9) is excellent — a baseball-size, reasonably ripe (for February) fruit, opened at the top like a Halloween pumpkin for a lively filling of prosciutto, cheese, and basil — but … a tomato in February? With basil? Everything is for the best in this, the best of all possible worlds, Voltaire wrote in Candide, except (and I choose to believe this is implicit in the Voltairean text) winter tomatoes.

An arugula and watercress salad ($6) is a little more like it. The greens reached the table still practically glistening with rain, and instead of walnuts (those usual suspects), Baca used spicy peanuts to add crunch while making, possibly, a sly Super Bowl reference. Aged bleu cheese is a standard player in these salads and did appear in this one, but the vinaigrette acquired a refreshing sheen from pomegranate juice.

The kitchen also handles pasta beautifully, and this is an important consideration for performance-bound people, who will be more comfortable sitting there for an hour or three if they’ve eaten something a little lighter than a 20-ounce steak. You can get some steak with your pasta if you like; linguine alla carbonara ($14), with a classic sauce of pancetta cream and green peas, also includes meatballs of rib eye and Asiago cheese — just enough meat to register. And macaroni and cheese ($6, for a serving big enough to be a small main dish), is infused with truffle oil, scattered with crisped bits of chorizo, and plated with mixed micro greens, for a full-spectrum effect.

The chocolate tart ($7) we were so contentedly eating when the room cleared, as if in response to an air-raid siren, did suffer from a tough crust. Our server had mentioned this to us beforehand. But it was flavorful tough crust, we had good knives, and the ganache inside was intense and at the very precipice of not being sweet. Embedded on the surface of the ganache like bits of buckshot were blueberries, while napped around the edge was a wild berry marmalade and a dusting of pulverized pistachio.

At weekday lunchtime (the other busy period for restaurants in this area) Breezy’s is nicely accessible. Its large carrying capacity must help. Choices tend toward the conventional — Cobb salad ($9), say, or seared ahi tuna ($11) on a focaccia bun — and as at dinner, toward lightness too. Lightness, freshness, the pleasant startlement of a fresh breeze in the face: the name Breezy’s made not much sense to me before I went there and ate the food, but then I did and now it does. *

To get an unfiltered look at the conditions, they didn’t identify themselves as journalists, so some names in this story have been changed to protect people’s privacy. It’s about quarter past seven on a Thursday night, and I’m late for curfew. Not even during my wildest high school days did I have to be home by a certain time, but tonight, 29 years old and sleeping in a homeless shelter, I’m supposed to be in by 6:30 p.m.

Heading down Fifth Street toward the shelter, I wonder what I’ll do if I lose my bed for being late. Can they set me up at a different shelter? Will I have to head back to a resource center in the Tenderloin or the Mission District to wait in line for a reservation somewhere else? Either way, I could be walking the streets for the next few hours, so I adjust my heavy backpack for the journey. Waiting to cross Bryant Street, I stare up at the large, hulking building with its utilitarian name, Multi-Service Center South, and notice there are no shades on the windows in the men’s dorm. Since it’s lit from within, I can clearly see someone standing beside his cot, clad in nothing but blue plaid boxers, obviously unaware that he’s so exposed. I wonder if the windows would be shaded if it were the women’s room. Maybe that’s why we sleep in the basement.

Inside the door I shed my pack and step through the metal detector. The security guard dutifully pats it down and pushes it back into my arms. At the desk I give the last four digits of my Social Security number and am checked in. No questions about being tardy. I’m in.

I’m also late for dinner. A staffer hands me two unwrapped sandwiches from a reused bread bag under the counter. Ham, mustard, and American cheese between two pieces of cheap, sliced bread. After two days in the shelter I still haven’t seen a piece of fruit or a vegetable. I wrap the sandwiches in the newspaper under my arm and head down to my bunk. On the stairs I pass a guy and nod hello. He nods back, then calls out, "Hey, can I ask you something?"

I turn. "Sure."

"What’s a nice girl like you doing in here?"

I shrug and step back, unsure of what to say.

"I’m not trying to mess with you," he says. "I’m not fucking with you. I don’t do drugs. I’m straight. I don’t mess with anything," he goes on, trying to reassure me.

I believe him and dish it back. "Then what’s a nice guy like you doing in here?"

He laughs and shrugs. He tells me he doesn’t really stay here. It’s just for a couple of days. He lives in a $200 per week hotel in Oakland, but if he stays there more than 28 consecutive days, it becomes residential and the rates go up, so he clears out for a few days every month and comes here. The hotel’s nicer than this, he claims. It’s clean and safe, and he has his own space. "I can walk around in my underwear," he says.

We sit on the stairs, talking about how you lose all your privacy when you stay in a shelter, how the regimentation is reminiscent of prison. There are no places to go and be on your own, rest, and be quiet. Once you’re in for the night, you can’t leave except to step out for a smoke.

I ask if he has a job. He tells me he’s a chef for Google. I raise an eyebrow, recalling that the company’s stock is hovering somewhere between $600 and $700 per share right now. The pay isn’t the problem — he gets $16 an hour, but he’s been out of town for a while, caring for a sick family member, and has just returned. He got his job back, but only part-time, and he lost his home.

He’s wary of being on welfare — that’s not the way his mother raised him — but he’s in the County Adult Assistance Program, which gets him $29 every two weeks, a guaranteed bed at the shelter, and a spot on a waiting list for a single-room-occupancy hotel room, the bottom rung on the permanent-housing ladder.

What he really wants is a studio, but his searches haven’t turned up anything affordable. He needs a little boost of cash for a security deposit on an apartment, but when he asked the General Assistance Office if it could help him out with that, the answer was no.

His brow furrows with concern, and then the conversation turns to me. "You got a job?" he asks.

What can I say? I’m a reporter for a local newspaper. I’ve heard that some of the city’s homeless shelters are lacking basic standards, accessing a bed can be complicated, and services are scattered. I thought I’d come find out for myself.

Here’s what I learned: San Francisco has a cumbersome crazy quilt of programs, stitched together with waiting lists and lines. Policies that are written on paper and espoused in City Hall are often missing in shelters. Some rules don’t seem to exist until they’ve been broken. Others apply to some people, but not all. Getting a bed is a major hurdle, and I say that as a stable, able, mentally competent, sober adult.

And once you’re in, it’s sort of like sitting in a McDonald’s for too long. Years ago a friend told me the interiors of fast food restaurants are deliberately designed to make you feel a little uncomfortable. They don’t want you to get too cozy; they want you to eat and leave, making way for the next hungry mouth they can feed.

In other words, shelters are designed to make people not want to use them.

The only information I took with me was a one-page handout I got from a San Francisco Police Department Operation Outreach officer. He said it’s what cops and outreach workers give to people they come across who are sleeping on the streets. I figure if it’s good enough for them, it’s all I need to navigate the system.

The map, as it were, is a cramped, double-sided list of places to get free meals, take showers, store your stuff, sober up, and, of course, get a bed.

For the bed, it instructs, you have to go to a resource center and make a reservation. Some of the resource centers are also shelters. Some aren’t. Some are just reservation stations. They all have different operating hours and are located all over the city, but mostly in the Tenderloin and South of Market.

It takes me a while to puzzle out which ones are open, where exactly they are, then which is closest to me. Phone numbers are also listed, so I assume it’s like making a hotel reservation and dial one up on my cell phone.

The first number doesn’t work. There’s a digit missing. Dialing methodically down the list, I discover that none of the numbers connect me to a person. This is obviously not the way to go.

The way I ultimately get into a shelter is not the way you’re supposed to. In San Francisco’s system, you’re not supposed to just walk up to a homeless shelter and get a bed, but that’s what I do.

At first the woman behind the counter at MSC South tells me the only open beds are across town, at Ella Hill Hutch in the Western Addition. Then another staffer looks at the clock and says he’s not sending me out there. He’ll "drop" beds instead.

The city’s 1,182 beds for single adults are managed through an electronic database called CHANGES. It’s a modern-day improvement on people roaming from shelter to shelter everyday, putting their names on lists for possible beds. Launched in 2004, CHANGES now does that electronically and maintains profiles of people who use the system. If you’ve been kicked out of a shelter, missed your tuberculosis test, or not shown up for curfew, CHANGES knows and tells on you.

Every day around 8 p.m. shelter staff trawl through the reservations and drop the no-shows, cancellations, and reservations that have expired or whose makers have moved on to hospitals, rehab, the morgue, or — less frequently — housing.

MSC is allowed to make reservations for any shelter except itself — that’s against policy. I learn this the next morning, and I’m told it’s because there’s too much corruption and favoritism. MSC is apparently one of the better shelters, so to keep clients from cutting deals with staff, the policy doesn’t allow clients to reserve a bed there.

But after half an hour the staffer hooks me up for a two-night stay, bending the rules to do so. While I’m waiting, he turns away a client who had a seven-day bed but didn’t show up the previous night. The guard confiscates his fifth of vodka, and he gets an earful about drinking.

When the city’s shelter system was born in 1982, it was first come, first serve at the doors of churches and community centers. President Ronald Reagan’s cuts to federal domestic spending landed hard on low-income people, so then-mayor Dianne Feinstein called on local organizations to temporarily house and feed the growing number of street sleepers.

Throughout the ’80s wages stagnated while the cost of living soared: between 1978 and 1988 the average rent for a studio apartment in San Francisco jumped 183 percent — from $159 a month to $450. Twenty years later it’s $1,114. In 1978 the Housing and Urban Development budget was $83 billion. Today it’s $35.2 billion, almost nothing by federal budgetary standards, and almost no new public housing units have been built since 1996, while 100,000 have been lost.

Every year the federal government spends almost twice as much on a single attack submarine as the Department of Housing and Urban Development spends on homeless assistance. State and local governments have been left to pick up the hefty price tag.

San Francisco spends more than $200 million on homelessness, through services, financial aid, supportive housing, emergency care, and shelter beds. There are 13 city-funded shelters, four resource centers, and three reservation stations in San Francisco. The Human Services Agency spends $12.5 million per year on shelters through contracts with nonprofit managers. The Department of Public Health also manages two contracts, for a battered women’s shelter and a 24-hour drop-in center.

But it’s not enough: the nonprofits supplement operating expenses with grants and private donations and recently relied on a special allocation of $300,000 to purchase basic supplies like soap, towels, hand sanitizer, sheets, pillows, and blankets.

James Woods, a spry 51-year-old wearing a red Gap parka barely zipped over his thin, scarred chest, rattles off the places he’s lived: Detroit, Atlanta, Seattle, San Francisco, Louisville, Ky., and his hometown, Nashville, Tenn. "Out of all the cities I’ve been in, this is the only city where you have to go and make a reservation for a bed at the rescue mission all the way across the city in order to come back to the place you started," he says, jabbing the floor of MSC with his cane. "I can’t even make a reservation here for a bed here. They’ll send me across the city to another place to do that."

Woods has been pounding the pavement between MSC and the Tenderloin AIDS Resource Center for eight months. Every day around 3:30 p.m. he heads to the Tenderloin, where he gets in line for a bed. Woods has a fractured hip and arthritis, pins in his knees and feet, and hepatitis C. He’s been HIV-positive since 2002. He walks with a limp that can transform into a springy, stiff-legged canter when he chases the 27 bus down Fifth Street.

Rather than tote all of his possessions with him, he hides them in the drawer of an emergency bed at MSC, so it’s imperative that he get back there every night. Sometimes he waits hours for an MSC bed to open up.

Though Woods speaks highly of some city services, swooning a little when he mentions his doctor at the Tom Waddell Health Center, the daily bed hunt has left him exhausted and disgusted with the city. "They’ve got the program designed to run the homeless off," he says. "They have it as hard and difficult as possible for you to take a breath, take a rest, get a routine."

While a person can reserve a bed for one to seven nights and, if on General Assistance, make arrangements through a caseworker for 30- to 90-day stays, Woods has rarely been able to procure a bed for longer than one night. "Maybe twice I’ve gotten a seven-day bed," he says.

The inability to connect people with beds is not lost on city officials. Mayor Gavin Newsom’s recently hired homeless policy director, Dariush Kayhan, told me, "I really want to solve the issue of the juxtaposition of vacant beds and homeless people on the streets. That to me is untenable."

However, he only discussed the issue in terms of people who’ve chosen not to use the shelters and are sleeping in the street. To him, empty beds signify that there’s more than enough shelter for people. "At this time there’s no plan to expand any shelter beds, and I think homeless people, in many ways, many of them vote with their feet and have decided that shelter’s not for them," he said.

But the Guardian found that even if you are willing and waiting for a bed in a place where someone can presumably connect you with one, it often doesn’t happen.

According to the 2007 Homeless Count, there are 6,377 homeless people in San Francisco. The nine year-round single-adult shelters have enough beds to accommodate one-third of that population. Other emergency facilities shelter some of the overflow on a seasonal basis. The remaining homeless sleep in jails and hospitals, respite and sobering centers, parks and sidewalks.

People also pile up at Buster’s Place, the only 24-hour drop-in resource center in the city, where they slump all night in chairs, forbidden by staff to sleep on the floor.

It took Guardian writer Bryan Cohen five nights to find a spot at a shelter. He spent Jan. 20 and 21 at Buster’s waiting to see if a bed would open up. None did. According to the shelter vacancy report for those two nights, there were 108 and 164 beds set aside for men that went unfilled. On an average night this January, a month marked by cold weather and flooding rain, 196 beds were empty.

Buster’s does not have access to CHANGES but can apparently call shelters and ask about empty beds. I was at the Providence Foundation shelter one night and overheard a call come through and shelter staff tell whoever rang that no, they couldn’t bring more people here. There were four empty mats beside me.

Laura Guzman, director of the Mission Neighborhood Resource Center, said CHANGES was a breakthrough in getting people into beds, but when it was first launched in 2004, things were different. "You had a choice. Shelter of choice was much easier to achieve. Then Care Not Cash happened," she said.

Most of the city’s beds are assigned to beneficiaries of certain programs, like Swords to Ploughshares and Newsom’s signature plan Care Not Cash, or to people with mental health or substance abuse issues who have case managers.

Though beds can be turned over to the general public when they are dropped after curfew, one wonders how effectively that happens.

The challenges are worst for Latinos, refugees, and immigrants, who face language barriers and the potential hurdle of illegality.

As a result, they flood one of the few places they can get in. Dolores Street Community Services reported the second-lowest vacancy rate in January, just 5 percent. The 82-bed program hosts a waiting list and is one of the more flexible in the city — deliberately so, as many of its Latino participants have jobs or work as day laborers. Marlon Mendieta, the executive program director, says, "They have a plan and just need to save up some money to move into a place."

However, rising rents have made moving on difficult. "We have people who are basically just cycling from one shelter to another," Mendieta said. "We see some who exit our shelter, find housing, but might end up back at the shelter if rent goes up or they lose work."

Providence is one of the sparest of homeless facilities and is located in a Bayview church. Unlike at other shelters, there’s no hanging out here. When the doors open at 9:30 p.m. about 90 people with reservations are already lined up in the rain on its dark side street.

We receive one blanket apiece, and the men shuffle into the gym while I follow the other females into a smaller side room, where 12 mats are laid out on two ratty tarps. Several women immediately lie down, speechless.

The cook gives a quick blessing when plates of food arrive on two sheet pans: spaghetti, heavily dressed salad, limp green beans mixed with cooked iceberg lettuce, and a very buttery roll. It’s all heavy and slightly greasy, but also warm and a closer approximation of a square meal than any of those offered by the other shelters I’ve stayed in so far.

Moments after I finish eating the lights are turned off, even though a couple of women are still working on their meals. A shelter monitor comes through and confiscates our cups of water, saying she just refinished the floors in here and doesn’t want any spills. I notice that unlike at other shelters where I’ve stayed, none of the women here have bothered to change into pajamas. Some haven’t even removed their shoes. I follow suit, tucking my jacket under my head for a pillow and pulling the blanket around me.

When the lights come back on at 5:45 a.m., I understand why no one changed: there’s no time to get dressed. Shelter monitors enter the room, rousting sleepers with catcalls to get up and get moving. One turns on a radio, loud. They’re brisk and no-nonsense, grabbing blankets and shoving them into garbage bags, pulling mats into a stack at the edge of the room.

A woman becomes perturbed by being hustled and talks back to the shelter monitor. A verbal battle ensues, with the client picking up her mat and throwing it across the room, scattering her possessions. "What a woman, what a woman," the shelter monitor yells. "We’ll see if you get a bed here tonight."

Another staffer comes through with a toxic-smelling aerosol, which she sprays around us as we get ready to leave. The bathroom, the cleanest I’ve come across in the city’s shelter system, is still a clusterfuck as a dozen women wait to use the three toilets and two sinks. One stall has a broken door, and the only morning conversation is apologies to the occupant.

Even though the contract between Providence and the HSA says the former will provide shelter until 7 a.m., it’s a little after 6 a.m. and all 90 of us are back out on the street, rubbing sleep from our eyes, shivering in the dark dawn, and waiting for the Third Street T line. When the train comes, most of us board without paying and ride back toward the city center to get busy finding some breakfast and making preparations for where to stay tonight. I have four hours before I have to be at work.

Shucrita Jones, director of Providence, later tells me the shelter’s materials have to be cleaned up by 7 a.m. because the church is booked for other activities. "We turn the lights on at 6. The clients have at least until 6:10 to get up. We encourage everyone to be out of there by 6:15 so we can be clear of the building by 6:30," she says. To her defense, she adds that the shelter monitors often let people in earlier than the contracted time of 10 p.m. and that when the weather is particularly nasty she’ll open the doors as early as 8:30 p.m. to let people in out of the cold.

As for the discrepancy between empty mats in the shelters and people going without beds, she blames the reservation system. "CHANGES has a lot of glitches," she says. "It’s got a lot of errors the city and county [are] trying to fix."

What I witness isn’t as bad as what I hear. In the shelters everyone has a horror story — some are about how they got there, others about what’s happened to them since they arrived. Nearly all include a questionable experience with staff — from witnessing bribes for special treatment to being threatened with denial of service for complaining. Their observations echo mine: the administration and certain high-level staffers exhibit genuine concern and an ability to help when you ask, but lower-tier workers aren’t as invested in providing good service.

Tracy tells me she sent her daughter to private school and considers herself a victim of the dot-bomb era and an illegal eviction that landed them at the Hamilton Family Center. "We were given one blanket. It was filthy. It had poo on it, and, I’m not kidding, there were even pubic hairs," she says.

She describes the shelter’s intake process as similar to that of jail bookings she’s seen on television. Six days later she and her child were thrown out. No reason was given, though she’s convinced it’s because a staff member overheard her complaining about a recent incident involving another client sneaking in a gun. When she was told to leave immediately, she wasn’t informed that she had the right to appeal. So she and her daughter hastily gathered their things and hit the dark Tenderloin streets.

A grievance system exists for people who’ve been hit with denial of service, or DOS’d, the colloquial term for kicked out. But the process can take months. Shelter managers I spoke with don’t deny that stealing is rampant, favoritism exists, and complaints occur — the greatest number about staff and food.

General complaints are supposed to be handled within the shelter, though they may be copied to the city’s Shelter Monitoring Committee. The SMC submits quarterly reports to the Board of Supervisors, Mayor Newsom, and the public, which show regular instances of inconsistent and unsafe conditions, abusive treatment, and a lack of basic amenities like toilet paper, soap, and hot water.

Those reports prompted Sup. Tom Ammiano to sponsor legislation mandating standards of care for all city-funded shelters (see "Setting Standards," 1/30/08). The new law would create baseline standards and streamline a complaint and enforcement process.

According to the HSA, many of these standards are already policies included in the contracts with the nonprofits that run the shelters, requirements such as "provide access to electricity for charging cell phones."

During my stay at the Episcopal Sanctuary, I asked the shelter monitor on duty where I could plug in my cell phone and was told I couldn’t. When I asked why not, the only reply was that it’s against shelter policy. At Ella Hill Hutch Community Center, Cohen was told he could plug in but at his own risk — his unattended phone would probably be stolen.

I reviewed all of the contracts between the city and the nonprofit shelter providers, as well as the shelter training manual that’s given to staff. I was unable to find the same list of policies the HSA gave to the budget analyst. I asked HSA executive director Trent Rhorer how these policies have been communicated to the shelter staff, but he did not respond by press time.

While the ability to charge a cell phone seems relatively minor, its ramifications can be huge. The first time James Leonard met with his case manager at Next Door shelter, he knew exactly what he needed to get back on his feet: bus fare to get to and from three job interviews he’d already scheduled, a clothing voucher so he’d have something nice to wear when he got there, and a couple of dollars for the laundry facilities at the shelter. He also needed to charge his cell phone to confirm the interviews. He said he was denied all four things.

The standards of care, if passed, could improve access to those basic provisions, but some in the Mayor’s Office have balked at the estimated $1 million to $2 million price tag. The budget analyst’s final report is scheduled for release Feb. 14, in time for a Feb. 20 hearing at the Budget and Finance Committee.

Deborah Borne, medical director of the DPH’s Tom Waddell clinic, is a proponent of the standards from a public health perspective. "For me, I’m looking at decreased funding and how can I best affect the most population with what remains," she said.

Dirty shelters can help spread disease outside their four walls, as clients leave every day to use municipal services like buses, libraries, trains, and restaurants, which we all enjoy. Borne says this is something that’s been tackled by other facilities that house large numbers of people and is long overdue in the shelters.

"You can argue about whether we should or shouldn’t have shelters, but there are no city, state, or federal regulations for them. There are tons of regulations for the army, for public schools and colleges, but we put people in shelters and there’s none," she said. To her, San Francisco is on the cutting edge of care with this legislation. "I can’t wait until we do this on a state level," she said.

Kayhan said he and the mayor support the spirit of the legislation and have no problems with most of the no-cost items, but the price tag for staffing, training, and enforcement is a concern. "I think when you’re looking at how much money you’re going to spend on homelessness overall," he told us, "I would rather allocate additional resources to create another unit of housing for someone as opposed to enhancing the service model of the shelters."

Every day he’s on duty in the Tenderloin, police captain Gary Jimenez comes across homeless people — or people who seem homeless but aren’t.

"One day on Turk Street, I came by a long line of people drinking. I was walking with a Homeless Outreach Team officer, and he said he knew them all. Only about 20 percent of them were actually homeless. They don’t want to sit in their rooms drinking. We give people housing but we don’t acclimatize them, get them used to being inside. They want to do what they’ve been doing, and they go out on the streets to do it. It’s social," he said.

Larry Haynes agrees. "It’s lonely and depressing in your room," he says. He lost his Beulah Street apartment through an Ellis Act eviction and has been living in the Vincent Hotel for three years, after a nine-month stint in the shelter system. He’s a tenant representative now, advocating for improved conditions in the SROs, which still beat the shelters.

"The criticism I hear from people on the streets is that there are some good shelters but you can’t get in them," Jimenez said. "Then there are shelters that are open that you can go to, but you wouldn’t want to because they’re really bad."

He tells me he’s visited shelters but finds it difficult to get a feel for how valid the complaints are. "I can’t tell without waking up there or knowing what it’s like to be thrown out on the street at 6 a.m. in the cold when there’s nothing open," he said.

The Shelter Monitoring Committee has requested that HSA staff stay in shelters at least once to get firsthand experience, but it’s yet to receive confirmation that this has occurred. When we asked Rhorer about the policy, he said, "There are 1,800 employees who work for HSA, so there is no way of knowing if any of them have been homeless and used the shelter system."

In our first conversation, Kayhan told me he had never stayed in a shelter. In a later interview, when I asked what he thought about the public perception of the shelters, he said, "I’m just not sure that the criticism that I hear around the shelters as being dangerous hellholes — or whatever has been said — matches what I see in the shelters or what I read with respect to incident reports or what I hear at the Shelter Monitoring Committee or at the shelter directors’ meetings. So perception is reality."

"Housing first" has been Mayor Newsom’s modus operandi for handling homelessness, and it’s a good one — the idea being to stabilize people, whatever condition they’re in: drunk or sober, clean or using, ill or able, young or old, alone or with family.

The city’s 10-Year Plan to End Chronic Homelessness, released in 2004, recommended 3,000 units of supportive housing to get the chronically homeless off the streets. Kayhan confirms the Mayor’s Office of Housing is on track to meet that goal through master-leasing SROs and building or renovating new affordable units, where occupants will get supportive services.

The chronically homeless, a catchall term for folks who stick to the streets and don’t or aren’t able to use the system, have been the mayor’s target and Kayhan’s priority. This makes sense because they’re the most visible face of homelessness.

Last year’s city budget allowed a tripling of staff for the Homeless Outreach Team, which works diligently to move the most entrenched homeless off SoMa side streets and out of encampments in Golden Gate Park. A special allocation of shelter beds was set aside for them, and those who refused shelter were put directly into stabilization units in SROs, bypassing the shelter system entirely.

For some, this has been great. It’s how Leonard finally started to make some progress. He bailed on the shelters after having his possessions thrown out three times by staff and hit the streets, where HOT found him, deemed him "shelter challenged," and moved him into a stabilization unit.

"I feel almost as good today as the day before I became homeless," he tells me one afternoon in January. The Bay Area native is hoping to transition into a subsidized rental soon.

Twenty-five percent of shelter staff are required to be homeless or formerly homeless. Some shelters hire up to 80 percent. Tyler is one of them — he lives at MSC South but works for Episcopal Community Services, which runs Sanctuary, Next Door, and the Interfaith Emergency Winter Shelter Program. He shows me his pay stub to prove it, and I note that every two weeks he takes home more than I do. "Yeah, I make good money," he agrees.

He’s been looking for an apartment, but rents are high and he hasn’t found anything good. A plan to move in with a family member fell through, so he’s just hanging out on the housing wait list. "What I really want to do is see what they’re going to do for me. I’ve been on [Personal Assistance Employment Services] for six months. Where is my SRO if I can afford to pay for it? So obviously that shit doesn’t work," he says.

He’s bitter about the effect the Golden Gate Park sweeps have had on the SRO stock. "They got SROs right away," he said of the 200-plus people who were removed from the park by HOT, put into stabilization beds, and transitioned to SROs. "They took them right away ’cause Gavin had to clean that shit up," he says.

Tyler, like many people I spoke with, keeps as sharp an eye as possible on City Hall. They read the papers and have opinions informed by firsthand experience about programs like Care Not Cash. They know Kayhan is making $169,000 per year and they’re making $29 every two weeks.

One morning, coming out of the bathroom at Sanctuary, I stop to study a posting for affordable housing on a bulletin board. It’s a studio for $863 per month, more than I pay for my one-room Mission flat. The longer I stay in the shelters and the more people I talk to, the less secure I feel in my economic stability.

Ruby Windspirit has been homeless since Jan. 14, two days before I started my tour of the shelters. The 59-year-old Irish Navajo was attending school in Portland, Ore., studying photography and science, when she became ill with bone cancer. She came to San Francisco to convalesce closer to her daughter, who lives in a one-bedroom apartment in the Castro with three other people.

Windspirit knew she couldn’t stay on the couch for too long and made a reservation for a $27 per night hotel in the Tenderloin. Despite the reservation, she couldn’t get in for two days and the bed she was ultimately given was two box springs with a piece of plywood for support. The sheets were dirty. She left after two weeks and entered the shelter system. She says Next Door is "150 percent better" than the hotel. She has a bed off the floor and the extra blanket her doctor recommended, though she was scolded for trying to plug in her phone.

I try to imagine what people like Windspirit would do if there weren’t shelters. But the Ten Year Council also recommended a phasing out of shelters within four to six years, to be replaced by 24-hour crisis clinics and sobering centers.

There are 364 fewer shelter beds in San Francisco than when Newsom became mayor. This year more may go. The city is currently requesting proposals to develop 150 Otis, which serves as a temporary shelter and storage space for homeless people, into permanent supportive housing for very-low-income seniors. About 60 shelter beds will be lost.

The HSA confirmed there are currently no plans to open any more shelters in San Francisco. The last plan for a new shelter — St. Boniface — fell through, and the money that was set aside for the project still languishes in an HSA bank account. Midyear budget cuts proposed by the mayor put that money on the chopping block.

Buster’s Place is also on the list of cuts. By April 15, the only place where someone can get out of the elements at any time, day or night, could be closed for good.

Kayhan, who previously oversaw Project Homeless Connect, Newsom’s private-sector approach to the problem, agreed that shelters will always be needed. What he worries about are the people who become dependant on them and refuse housing offers, although he’s also thinking about ways that shelters could be more amenable.

"I’d like to look at the next step with Homeless Connect to try and institutionalize that in the way we do business specifically in the shelters," he said, imagining a shelter pilot of one-stop shopping for services.

But just three weeks into his new job Kayhan was reaching out to constituents to try to figure out what isn’t working. He told us, "What I’m trying to do since I came into this position is be on the street and measure the impact the system is having on those that are on the street day in and day out and try to see what part of the system isn’t working properly or needs to be resourced differently so that we don’t see homeless people, long term, on the streets."

One night at MSC, in the bathroom before bed, a young woman tells me her story while I brush my teeth and she washes off her makeup. Not too long ago she drove here from Florida to meet up with her boyfriend. They were hanging out on the street one night when a cop came by, cited him for an open container, and discovered he had a warrant. Now he’s in jail in San Rafael.

She started sleeping in her Suburban while she looked for job and a place to stay. One night while she slept, parked at Castro and Market, she was hit by a drunk driver. She lifts a hank of long blond hair and shows me a bright pink tear of stitches above her temple. An ambulance took her and the drunk to the hospital. Her totaled car was towed. When the hospital found out she had no place to go, it sent her here.

"Now I’m in a fucking homeless shelter," she says, genuinely aghast at the situation and truly lost about what to do. She has her bed for five more days.

She could get a job. She says, "I have hella references," from working in restaurants for years. She could sleep in one of her friends’ cars, but it seems like so much work: waking up in the car, going to a resource center or shelter to wash up, then going to work.

We joke about living in the shelter. "Yeah, you can come over," she imagines telling her friends. "Dinner’s at 4:30."

"You’ve got to leave by 10," I say.

"It’ll be fun. We can hang out and smoke on the patio," she says.

I don’t know what else to say, except "Good luck." I know what it’s like to chase a boyfriend to San Francisco. I remember sleeping in my car when I was 21, during a strange time between graduating from college and getting a place to live for the summer in a town where housing was tight. I think about my little sister, packing up her Subaru one day and taking off to Miami, where she didn’t know a soul. You have a little money, a lot of hope, and that youthful sense of invincibility, but sometimes it all comes down to luck.

I bid her good night, pack up my toiletries, and wipe my face with my shelter-issued towel. It smells vaguely of bleach and shit.

Polite message from the surveillance state

TECHSPLOITATION Say what you want about Google being an evil corporate overlord that steals all of your private data, turns it into info-mulch, and then injects it into the technoslaves to keep them drugged and helpless. There are still some good things about the company. For example, Google’s IM program, Google Talk, sends you a warning message alerting you when the person on the other end of your chat is recording your chat session.

Just the other day I was chatting with somebody about something slightly personal and noticed that she’d suddenly turned on Record for our chat. I knew everything I was saying was being logged and filed in her Gmail. In this case I wasn’t too concerned. For one thing, I wasn’t saying anything I’d regret seeing in print. I’m used to the idea that anything I say on chat might be recorded and logged.

What was different about this experience was that Google warned me first — told me point-blank that I was basically under surveillance from the Google server, which would automatically log and save that conversation. I appreciated that. It meant I could opt out of the conversation and preserve my privacy. It also meant that other people using Gtalk, who might not have had the expectation that all of their chat sessions might be recorded, would be enlightened.

It also reminded me forcefully that Google is a far more polite and privacy-concerned evil overlord than the United States government.

Right now members of Congress are trying to pass a law that would grant immunity to large telcos like AT&T that have been spying on their customers’ private phone conversations and passing along what they’ve learned to the National Security Agency. The law, called the Protect America Act, would allow telephone and Internet providers to hand over all private data on their networks to the government — without notifying their customers and without any court supervision of what amounts to mass wiretapping.

Last year the Electronic Frontier Foundation sued AT&T for vioutf8g the Fourth Amendment when a whistle-blower at AT&T revealed that the company was handing over private information to the NSA without warrants. That case has been working its way through the courts, and making some headway; in fact, it was starting to look like AT&T would be forced to pay damages to its customers for vioutf8g their rights. But the Protect America Act would stop this court case in its tracks by granting retroactive immunity to AT&T and any other company that spied on people for the NSA without warrants.

The whole situation is insane. First, it’s outrageous that telcos would illegally hand over their private customer data to the government. And second, it’s even more outrageous that when its scheme was discovered, the government tried to pass a law making it retroactively legal for AT&T to have broken one of the most fundamental of our civil rights: protection of our private data from the government.

Imagine what would happen if the phone and Internet systems in our country had the same warnings on them that Gtalk has. Every time you picked up the phone to make a call or logged on to the Internet, you’d get a helpful little message: "Warning: the government is recording everything that you are saying and doing right now." Holy crap.

The good news is that it’s not too late. The Protect America Act must pass both houses of Congress to become law, so you can still alert your local congress critters in the House that you don’t want retroactive immunity for telcos that are logging your private conversations for the NSA. This is the Guardian‘s video art issue, and anyone who’s recently hung out with a certain brand of cued-in, mid-20s clubber knows that the neon-splattered, inverted Internet psycho-vids of Ryan Trecartin are the new now. Those who’ve not hung out with such can plug directly into any enervated crackles and eyeball quivers lingering from their tab-heavy rave days — a tweekend back in K-land, courtesy of capital A — with a quick scan of the Philadelphia-based 26-year-old’s YouTube channel, WianTreetin.

There — and in several big-time art exhibitions throughout the world — you’ll find one of the most mind-bending glosses on getting ready for a night out, and actually going out, that’s ever been burnt to digi, A Family Finds Entertainment (2004). This half-hourish doozy begins with a gothic drag specter clutching a bottle of generic hair spritz and trying to pull a little girl into a bathroom closet. It ends with a boy who’s been run over by a ghost car rising from the dead, kind of, as a gender-clown version of himself gets reborn in a kiddie pool after a house is destroyed by an underground indie rock dance orgy. (Cue fireworks.)

In between is what one character calls "nonlinear trash, with color!" and the wickedest toss-off line in the universe, "To the dark side — I party alone." Also: a chipmunk remix of Sophie Ellis Baxter’s awful "Murder on the Dance Floor," a spastic impersonation of infernal fiber-optic networks, liberal quantities of ingested toner, confused plans shouted through butcher-paper walls, and the partially imaginary dream girl PattyMay, made somehow realer by several incantations of her name. All this and more, plus an overload of kitten star wipes.

What? That’s not your typical night out? Honey, call me.

Mapping the plots of Trecartin’s hyperactive, live-action phantasmagorias is so beside the point it’s next to it. Part of the posted synopsis of his 2006 short Tommy Chat Just E-Mailed Me: "Takes place inside and outside of an Internet e-mail…. Tammy prints stuff and confronts Beth. Beth does a Google search for ‘fun’ and finds ‘ugly,’ so she phone calls her dark dream girlfriend Pam who has communication problems, a dead computer painting, Apple OSX, and their lesbian communal baby prop."

And although the look and feel of his episodes — Microsoft-blue papier-mâché interiors, vine-sprouting ceilings, fluorescent-dipped skin tones, looped asexual voices, ominous snippets of warped bubblegum pop — are definitely wiggy, drug analogies come up obvious and short. Trecartin’s created a hilarious and horrifying — hilarifying — open-source code for the nightmare side of contemporary life, with its inflatable technological chaos, zombified discount shopping, and endless idiotic yakking. Wild club nights and the ancient rituals of rebirth they tap into yield a central theme — actual physical activity among streaming virtual selves.

In 2007’s I-BE AREA — basically what the invisible thing that sneaks up behind you when you’ve been online too long looks like — the main gist is the soul’s fate in a world of obnoxious social networking, one that reduces individuals to quasi-emotional ADD outbursts and illogical catchphrases. It’s life aboard the MySpace Death Star, and everyone had better fill up their blogs, crop their pics, broadcast in a perfect urban patois, and be their own friends. "Look, I think I just saw a highly advanced, 3-D text message of my future self giving me the middle finger," main character I-BE, a.k.a. Trecartin, says snootily.

I-BE AREA zings off on a million paths in its quest for authenticity — names become other names, twins melt into clones, characters switch places with their avatars and turn clairvoyant. There’s a jaw-dropping tap dance sequence featuring orphaned kids recorded on Adoption Audition Tapes. At one point a woman who looks like she wandered off the set of Dynasty identifies herself as the Head-PArent and drops a hypothetical blow-dryer into a hot tub full of hippie ghouls. Later a noodle-eyed tranny ectomorph called Pasta kidnaps a baby.

Near the center of it all is the Wood Shop — a real wood shop, with band saws revving and lumber strewn precariously. It’s also the perfect joke on a mainstream gay dance club (or online hookup site). "Exotic" black go-go boys writhe frantically on tables, fractured machinery noises sub in for lame-ass techno, and an obnoxious, pig-tailed faggy avatar screams "What?" into her brick cell phone. Then everyone prances around lewdly and breaks windows. Just like real life!

When the lights go off

While snow chasers — not to be confused with chub chasers — spent much of last week zooming to the mountains in pursuit of virgin powder, the rest of us coped with such storm-related inconveniences as no electricity for hours at a time, from dusk to dawn and beyond. I went to brew myself some consoling tea, only to be reminded, when the burner under the kettle would not catch, that while the stove is a gas stove, its ignition elements are electronic. These small but indispensable bits of gadgetry had gone into involuntary hibernation, as had the ignition element for the furnace (ergo: no heat), along with the modem, the router, and the cordless telephone. I lit some candles, but I couldn’t brew tea with them.

By nightfall, I felt as if I were on the set of a Brother Cadfael mystery. Naturally, we went out to dinner. Alice Waters once described how she cooked an entire meal in a fireplace in some remote but charming inn; I would like to go her one better, by describing how, lacking even a fireplace, I cooked an entire dinner over a Shabbat candelabra (and used a fully lit menorah for searing), but I can’t, because I couldn’t. Instead it was off to a cheery Italian place in the neighborhood, with iffy bread, butter pats wrapped in foil (does any get recycled?), overlarge servings, and a stiffer-than-expected bill. Had the Google riche discovered this once-homey spot? Had their electricity failed too? Why didn’t they just stay in their luxury buses?

Privately, one was galled to find the power on and lights burning brightly just a few blocks away. One then screamed, somewhat less privately, at the utility’s automated complaint line, with its endlessly shifting stories of what had happened and ever-changing predictions of when it would end, and the automated voice’s chirpy implacability in response to one’s frothings. These days the best customer service appears to be robotic customer service that induces despair and causes the unserved to hang up and go away.

The temperature in an unheated San Francisco house in mid-January soon falls into the middle 50s, which — lo! — is a good temperature to serve red wine at. I cracked open a bottle of holiday-basket Concannon cab and bathed my tender larynx. Let there be light. And at last, past my bedtime, there was.

My brother called me from the East Coast over the weekend to ask if I was still alive and my house still standing. He’d been watching CNN, which apparently was showing nonstop reports of terrible storm carnage in Northern California, complete with breathless voice-overs talking about hurricane-force winds.

"Yeah," I told him. "It rained."

It was windy too. Some trees came down, my roof leaked a little, and some people who built houses on unstable hillsides learned what happens to unstable hillsides when it rains. None of this is terribly unusual or strange. It’s just that people in San Francisco aren’t used to living in a world where there’s actual weather. You’d think a place that could be shaken into dusty wreckage any minute by the inevitable earthquake would be a little less freaked about precipitation.

Still, I found a bit of a lesson here.

Just hours after the storm broke, while the bold and adventurous tech pioneers of Google were still huddled in their homes and afraid to go to work, the San Francisco Department of Public Works had crews on the streets clearing fallen trees. The response was stunningly efficient — the stuff that couldn’t be chopped up right away was hauled off to the side so cars could get through. By that evening the worst of the fallen timber was corralled and being cut up with chain saws. It’s fun to talk about the lazy, inefficient public sector, but frankly, the DPW did its job.

And 36 hours later, the efficient, private utility company, Pacific Gas and Electric Co., still couldn’t get the power back on along Third Street.

We got a press release Friday from the Democratic Leadership Council, which runs the Bill Clinton wing of the party and has long supported Democrats who hew to the center-right. The DLC folks call these hawkish neocons "new Democrats." And according to their Jan. 4 statement, the "New Democrat of the Week" was … San Francisco mayor Gavin Newsom.

Newsom got the award for "his continued commitment to reducing his city’s carbon footprint," which is fine and lovely. But it came the same week he announced, in a very DLC style, that he was bringing Kevin Ryan, the former United States attorney, on board as the head of his criminal justice council.

Ryan’s a right-wing prosecutor, a George W. Bush appointee who was in charge of the witch hunt and persecution that sent videographer Josh Wolf to jail for 226 days. Why, exactly, is a guy who has no respect for the First Amendment working for the mayor of San Francisco?

Newsom’s big plans to shake up his administration seem to amount to firing Public Utilities Commission general manager Susan Leal (who can’t be fired right now because she’s on job-related disability) and replacing her with controller Ed Harrington. Leal had to go because she might run for mayor in four years against whomever Newsom and chief consultant Eric Jaye handpick (Assessor Phil Ting seems to be the choice right now) and because, as Sup. Bevan Dufty put it, "PG&E was not happy about her."

Sounds like an award-winning strategy to me.

Why I am not a foodie

As the year dwindles and we start to see our breath in the evening cold, we don our scarves and indulge in little sentimentalities and considerable amounts of alcohol. Also, it’s time to clean out the e-mail box. Now or never. I find a note, half buried in a drift of messages slowly composting into cybermulch, announcing a new foodie Web site, www.foodiebytes.com, which is there to assist you when you crave a particular dish and need to locate a restaurant that serves it. You just type in the name of the dish, and the Web site quickly returns a list of nearby places where you can find it and at what price. A Google Maps or MapQuest feature seems inevitable.

Even sheathed in a pun — an obvious one at that — the word foodie provokes a shiver, and I am a wearer of scarves. Some of my best friends are, or I suspect them of being, foodies; it is important to distinguish between the self-confessed types and the latents and cryptos. We are able to converse about food, these foodies and I, often to our mutual pleasure and benefit, but I am not one of them, and they know it.

Through some quirk of temperament, I am not able to go ice-skating over the smooth surfaces of foodie Web sites that cater to people’s cravings. It is my fate instead, as a wonderer and a ponderer, to find myself needing to know the history of a particular dish or technique. And how did it get here? And can I do it, or something like it, at home? All of this is part of my experience of buying, cooking, and eating food.

Food separated from the past, from the ligaments and other connective tissues of culture and custom — food flattened to one dimension — loses much of its power to nourish our souls, our whole human selves, in much the same way that nutrients packed into pills don’t do us the same kind of good as nutrients eaten as part of the foods in which they naturally occur.

We live in a culture that exalts monomania, pops pills for every ailment, and tirelessly resists the past, and in such a context a foodie obsession (got a craving? get a fix!) is hardly unusual. But like most other forms of monomania, it isn’t necessarily all that interesting either.

Clay Oven

Two cheers, then, for Google, which recently rerouted its Noe Valley shuttle-bus lines so as to cause less air pollution and other distress in the heart of a neighborhood that has become, in effect, Googleberry RFD, the nesting habitat for those countless Google employees who spend their working days in the suburban wilds of the Peninsula. The child is father to the man, and the city is now the suburb, a dangling appendage to industry but no longer itself industrial. Just recreational.

During the last dot-com boom, in the late 1990s, a rise in both quality and quantity was noted in Bay Area restaurants serving Indian food. Software engineers and other tech types of Indian heritage were drawn here for work, and they expected — and got — an improvement in Indian restaurants, which previously were scarce and abysmal. The renaissance, or naissance, first took hold in the South Bay, whose environs were and are dotted with gigantic tech installations (including Google’s, in Mountain View), but now that everyone has moved to the city, enabled by shuttle buses with wi-fi and probably whirlpools, the city is getting better Indian restaurants too. Two more cheers.

Before the recent opening of Clay Oven, Noe Valley had no Indian restaurants at all, not a one, despite the neighborhood’s profound connection to Silicon Valley. An Indian restaurant in Noe Valley was arguably overdue — and not just because of software engineers and other Googloids either, but also because many of the rest of us marginal-Luddite types happen to like Indian food and its hit parade of spices. Of course, Dosa and Aslam’s Rasoi, each within a few steps of Valencia and 22nd streets, aren’t exactly light-years from Noe Valley, but there is something cozier about Clay Oven’s setting on outer Church, amid a quieter but flourishing restaurant row and Muni’s J trains rumbling past at odd intervals: a real convenience for those lucky enough to catch one.

If you believe addresses are portents, then you might think Clay Oven’s prospects are no better than mixed. The space was occupied most recently by a California-style bistro that never quite caught on, and before that by a Chinese restaurant that never quite caught on, and before that by a Burmese-inflected spot whose owners kept an old sofa and a dead television at the back of the dingy dining room. The Burmese food was pretty good, but eating there was like having dinner in a U-Store warehouse.

All of that dimness and debris has been cleared away. The old TV and sofa are long gone, and the kitchen has been separated from the stylishly low-key dining room by a new wall. Even the building’s faded facade has been remade; it’s now clad in red granite. If you didn’t know what used to be here, you would never guess.

The food is what many of us would probably consider standard-issue in Indian restaurants these days, but it’s carefully prepared and intensely flavorful. (Clay Oven, not coincidentally, has a number of older siblings around the city, including India Clay Oven in the Richmond, as well as a namesake Clay Oven in San Mateo.) The only real disappointments for me were the pappadum ($1), the crinkly lentil wafers, which were cold and therefore a little flat, and the palak pakora ($3.50), fritters of spinach in a batter of chickpea flour — also cold, and apparently fried (well ahead of time) in rancid oil.

Other than that: satisfaction. How about tandoori chicken, which is so cliché that it transcends cliché? You would expect a place called Clay Oven to have a pretty good version, since a tandoor is a clay oven, and Clay Oven’s version ($9.95 for a half bird) is exemplary, very tender and juicy, with the requisite reddish pink color (from the seasoned yogurt marinade), presented on a sizzling iron platter with slivers of onion and quartered lemons.

But we were pleased too to find tandoori chicken meat turning up in a dish called chicken makhai ($10.95): chunks of boneless flesh swimming in a voluptuous, spicy sauce very similar to that of chicken tikka masala. The restaurant offers this latter preparation too ($11.95), the only difference being … well, we couldn’t really detect any difference. If you’re concerned about the heat factor, incidentally, you needn’t worry, since the kitchen will tune the food’s fieriness to your specification.

Vegetarian dishes, as is typical at South Asian restaurants, are more than sufficient if you are a shunner of flesh. Saag paneer ($8.95) struck us as unusually and agreeably creamy, with a heavy allotment of white cheese, while chana masala ($7.95) — chickpeas cooked in a spicy gravy — was rich in said gravy, which helped allay any sense of dryness. (Chickpeas can be chalky.) Rice, of course, is offered to help capture the sauces of all of these dishes, but the breads work just as nicely, from a simple, well-blistered naan ($1.95) to a whole-wheat chapati ($1.50) glistening with oil.

Some of the humblest of dishes were among the most memorable. A cucumber salad ($2.75) turned out not to be a yogurty raita (though raita is available) but instead a heap of peeled coins sprinkled with salt and curry powder. And mulligatawny soup ($3.50), a hearty combination of shredded chicken and rice, was Soup Nazi–worthy, though served in a dainty little bowl. Ordinarily I might have hoped for a slightly bigger serving, but the world is not ordinary in the wake of Thanksgiving. So: two cheers yet again for little bowls of soup, and a dessert menu (of such usual suspects as rice pudding and saffron ice cream) from which one can abstain with a clear conscience. *

Reading a work of fiction is a little like getting into someone else’s car for a trip that someone else has planned without consulting you: it’s an act of trust. The car pulls up and you climb in. You hope that the headlights and brakes are in working order and that there is no liquor on the driver’s breath. You assume that the driver knows the route, even if you don’t; you assume the destination is a worthy one, even if you’ve never heard of it. Discreetly you fasten your seat belt. The car pulls away from the curb, perhaps smoothly, perhaps amid squeals of burning rubber.

You might soon find yourself bouncing along unpaved rural roads or roaring through hairpin curves in the mountains, wishing you’d remembered your Dramamine. Snow, rain, fog, sleet, sunshine, boring vistas of cornfields, stunning views from turnouts, all are possible — and eventually you’re there, wherever it was you were meant to be taken. You didn’t get lost, the car didn’t crash, no one was killed or maimed, the journey was memorable if not always agreeable, and this is what we call literature. If you don’t like the destination, you make a silent note to yourself and, thumb extended, wait for another car to come along.

In Philip Roth’s new novel, Exit Ghost (Houghton Mifflin, 292 pages, $26), there is a good deal of perseveration about the Library of America, our pantheon of literary immortals — of greatness, that great American obsession. Roth, notably, has already been admitted to this black-jacket collection, and his alter ego in the novel, the now-aged Nathan Zuckerman, a bundle of genitourinary woes and other peeves of the sort that afflict the solitary when they find themselves tossed into the simmering kettle of metropolitan life, is keen to see his late mentor, E.I. Lonoff, similarly enshrined. But Zuckerman isn’t the only character interested in Lonoff’s legacy; there’s also Richard Kliman, a 28-year-old literary ambitionist. Kliman wants to write Lonoff’s life and believes he’s caught an exciting whiff of incest in the dead writer’s story.

Zuckerman and Kliman, needless to say, aren’t fated to be chummy, though they do meet in an impressive shower of word sparks. Google tells us that Lonoff is probably a semiportrait of Bernard Malamud, author of The Natural and a friend of Roth’s, but the particulars of Lonoff’s fictive life — a house deep in the Berkshires, a flitting shadow of sexual transgression — struck me as a mingling of details in the lives of real-lifers J.D. Salinger and Henry Roth.

The other Roth — Philip — may or may not be a great writer, whatever that means (more anon), but he is certainly a good writer. He pulls up to the curb in an unassuming rig, and within moments we are under way, the scenery gliding by, the author in complete control, with a route and destination plainly in mind. The language is effective, not showy; its pull is strong and steady. The writer of these words has obviously thought about life as he’s lived it; the experience of growing older is rendered with vivid precision and an equally vivid lack of sentimentality. The author has nothing to prove, only something to tell, and we are only too pleased to listen, as the journey ticks by and the pages turn one after the other.

"Good writer," like "friend," is possibly too temperate an expression for our intemperate times. Gore Vidal once suggested that the good is the enemy of the great — a splendid aphorism — but he seemed to understand great as gifted, with good being highly polished, self-approving, and perhaps slightly resentful ordinariness, the glittering gemstone that turns out to be zircon. That is the truth about most glittering gemstones. Yet great, in our demotic culture, carries another meaning: it means "celebrated," and celebration is often the result of telling people, intentionally or not, what they wish to hear. Good writers can do this as well as bad writers.

Being considered a great writer in this sense is a political achievement, like winning the presidency. It’s a symbiosis that has to do with the writer’s times and the writer’s relation to those times. How does the writer see the times, and how is he or she seen by them? What if the relationship is adversarial? What happens if the writer is inclined to commit the unpardonable sin of telling the truth? Does the Library of America take these factors into account?

Long ago I noticed, and I continue to notice, that the animus at the heart of most unfavorable comment about fiction is You didn’t write the book I wanted you to! I am a disappointed consumer in a land where the customer is always right! Much favorable comment merely inverts this proposition; such noise is idiotic but at least doesn’t hurt the writer’s feelings. (Imaginative writers bruise easily, like peaches.) Lost in this welter of vainglory and petulance is the patient attempt to understand what was attempted, measure what was achieved, and describe the gap between the two. Some dare call this criticism, and while criticism might lack the autoerotic thrill of anointing the great or carrying out drive-by shootings on literary misfits, it remains our only trustworthy method of separating the good from the rest.

Consumer biotech

TECHSPLOITATION When will we tire of the endless scandals over bricking iPhones, RSI-causing Wiis, and PlayStation shootings? I think the time is coming soon, my friends. In fact, the whole consumer electronics craze is about to die off and give birth to a new home-tech phenomenon. I refer, of course, to the consumer biotech revolution that’s just on the horizon.

Consumer biotech isn’t a new idea. Home pregnancy tests are a form of consumer biotech, as are Viagra and Prozac. Many diabetics administer insulin using small computers that measure their blood sugar levels and administer appropriate doses when necessary. I call this stuff consumer biotech because it measures and alters biological states for the mass market. And when smart phones become as boring as dumb ones, the lust for cool new biotech will replace the lust for new game consoles. Here are a few ideas about what will happen when consumer biotech goes beyond medical devices and into the realm of entertainment.

DNA Crystal Ball Already people are jumping at the chance to get their genome sequenced using cheapo services like GeneTree.com. Meanwhile, scientists at the Georgia Institute of Technology have invented a biosensor for identifying viruses that’s the size of an attaché case. So it shouldn’t be long before a company develops handhelds that identify sections of your DNA that offer hints of your distant parentage as well as what kinds of characteristics you’re likely to develop as you age. Of course, nobody really cares about the science behind this crap — they just want to be told a cool story that predicts what will happen to them based on their allele configuration. Thus Mattel will offer the DNA Crystal Ball, a little computer that will spit out pseudoscientific "predictions" about you based on poorly researched genomics studies. If you have this or that allele, you might become an artist! Or you might be quick to anger. Your ancestors might have been Indian princesses or African warriors! Since the device will be sold purely "for entertainment," it won’t give you, for instance, valuable information about a predilection for breast cancer. But you’ll metastasize happily knowing you’ve got the "gene" for friendliness.

Clonies! Kids love Shrinky Dinks, the plastic toys you color and stick in the oven, shrinking them into hard little plastic ornaments. So why not do the same thing with tissue engineering? Using techniques already perfected by a bunch of Australian tissue artists from a lab called SymbioticA, kids will create wee "clonies," tiny versions of themselves grown from their own skin cells using tissue-engineering edifices. Just culture a bit of your skin and grow it in a petri dish while you build a little model of yourself out of the foamy edifice. Once you’ve got a few inches of skin, drape them on the edifice, let them grow for a few days, and presto! A tiny version of you, made of your own skin! You’ll get days of fun, and then you can dispose of the clonie in a handy biohazard container (sold separately). Try it with your dog, and your friends!

Gene Expression Jam Session Remember how cool Garage Band was back when people thought playing with computer networks was as fun as playing with cellular signaling mechanisms? Jim Munroe has predicted that in the future every kid will have an Easy-Bake Oven for growing new animals, but Gene Expression Jam Session will be way cooler. Mix and match the genes of your choice using an easy user interface and rewrite your biology on the spot. Want to glow green for the evening or sprout hair all over your body? How about growing an extra pair of arms on your torso? Google’s gentrification shuttle

OPINION Cari Spivek thought it was wasteful that so many employees like her were driving to work in different cars. Her idea became the Google Shuttle, a private transit network made of biodiesel-powered, wi-fi-enabled, air-conditioned buses transporting employees from around the Bay Area to Google headquarters in Mountain View, south of San Francisco.

At first it was used by a hundred employees from the entire area. But Google has been growing and now shuttles more than 1,200 Googlers every day, many from the Mission District, which has recently added a second bus.

Anyone who has ever taken a population class knows that every migration has a countermigration. In addition to all of the Google employees already living in the city and doing less environmental damage by taking the shuttle, many employees are choosing to move to the city because there is now a comfortable shuttle to take them to work. And many want to be a short walk to one of the stops.

When one takes into account the cost of gentrification, which is destroying the arts in San Francisco and forcing many low-income workers out of the city, the Google Shuttle no longer looks so environmentally friendly. Low- and middle-income wage earners are forced to commute to the neighborhoods they can no longer afford to live in. Their commute can take more than an hour, and they can’t afford environmentally friendly cars.

It’s very possible the Google Shuttle is doing as much harm to the environment as good. And the young Google employees, many making well over $100,000 a year, who move to places like the Mission for the art and diversity, are unintentionally devastating the neighborhood they love. Soon there will be no economic diversity in the Mission, and the young rich who have driven the rents so high will wonder how they ended up living in a place that resembles Greenwich, Conn.

Ending the Google Shuttle is not the only solution. It’s not even the best solution. A much better alternative would be for Google to make substantial investments in low- and middle-income housing in the areas it’s transforming, like the Mission and the Tenderloin, where its employees are clustered.

Google could give back to the community by donating $5,000 per employee living in the Mission to a fund that offsets the costs incurred by tenants forced from their homes by owner move-ins or loss of primary leaseholder, with the rest of the money going to fund neighborhood artists and new middle-income housing. Annually, we’re talking between $5 million and $10 million, a cost Google could easily afford. It would be good for Google in other ways, keeping this an area its creative employees still want to live in, before they follow the rest of the artists to Portland, Ore., or Detroit.

It’s hard for people to admit that their mere presence is doing damage, that their ability to pay exorbitant rent is destroying the neighborhood they love. But the Mission cannot endlessly absorb renters with six-figure incomes. In many ways, including the use of biodiesel shuttle buses, Google has behaved like a responsible profitable corporation should. Now it has a responsibility to help the Mission maintain its diversity. Otherwise, Google needs to stop shuttling its employees from 24th and Mission and stop encouraging them to live in a neighborhood that simply can’t afford them.

41st Anniversary Special: Connect the Connects

Mayor Gavin Newsom has created an entirely new branch of city government that is private, funded by undisclosed corporate donations, staffed by volunteers who are often city employees or his campaign donors, and unaccountable to any internal controls or outside scrutiny.

Yet rather than being a cause for concern, Newsom has touted San Francisco Connect and its four subprograms — Project Homeless Connect, Tech Connect, Green Connect, and Project Children and Families Connect — as his proudest achievement, a model he is actively exporting to other cities.

According to its Web site, "The mission of SF Connect is to mobilize residents and sectors for a stronger San Francisco. SF Connect is about engaged residents volunteering their talent and time for the City, as well as innovative partnerships between the private, public, and social [nonprofit] sectors."

Green Connect (and "partners" that include Pacific Gas and Electric Co. and Oracle), does cleanup and tree planting. Tech Connect (and partners Netgear.com and Hewlett Packard) works on "digital inclusion." And Project Homeless Connect (Gap, Visa, AT&T, Blue Shield, IBM, the Hotel Council, and Charles Schwab among its partners) does homeless outreach events.

During his endorsement interview with the Guardian, we asked Newsom about the programs and how they allow the private sector to take a more active role in delivering public services on behalf of city government, sometimes with the help of public resources. Is that a model he likes?

"Oh, you’d better believe that!" Newsom said. "Am I for actual responsibility and civic service and duty? You’d better believe it. I think it should be mandated for everyone who graduates from our public education system. I think they should be forced to give back and contribute in community service. What the Connects are all about is community service and connecting the dots. The Rec Connects, which may be what you’re referring to, is a way of leveraging resources and getting more of our [community-based organizations] involved."

All of those involved with SF Connect also seem to sing its praises. But there’s another side to Newsom’s feel-good approach to delivering public services: they often displace social services delivered by qualified providers, supplement underfunded city services with private providers rather than simply fixing and funding them, provide wedges for corporations to take over public spheres (as the Google-EarthLink wi-fi deal through Tech Connect very nearly did), and allow corporations to buy influence with unregulated contributions to a politician’s pet program.

"If you look at the ways of privatizing, volunteering is one, and it sounds nice," said Margot Reed, an organizer with Service Employees International Union Local 1021.

Yet that volunteerism sometimes replaces services that previously were provided by government or nonprofit agencies whose contracts and performance could be scrutinized. But Newsom’s approach through SF Connect doesn’t allow that kind of transparency.

To illustrate the problem, the Guardian made a Sunshine Ordinance records request to the Mayor’s Office, asking for a complete breakdown of the budgets of all the Connect programs. The office refused to provide the information, referring us instead to SF Connect, but that organization has a history of refusing to provide the Guardian and other media organizations with its budget and donor lists.

Last year the San Francisco Chronicle fought the Newsom administration for two months to get it to reveal the donor list, finally winning the release of the names of donors who had agreed to be disclosed (some asked for their money to be returned instead). SF Connect’s donors included PG&E, which gave $25,000; Google investor Ron Conway, who gave $100,000; Wells Fargo Bank, which gave $20,000; and Carmen Policy (the former 49ers top dog who was recently named to push a June ballot measure on a new stadium that Newsom wants to build), who gave $2,500. Other donors included Newsom appointees, contributors, and companies that do business with the city.

When we tried to get a current list of donors, staffers didn’t respond to Guardian phone calls or e-mails.

We also asked Newsom’s office for a complete breakdown of city staff time, money, and other resources that have gone into supporting the Connect programs, knowing that city staff have been involved in their events and e-mails have gone out from city offices.

"There is no line item in any budgets nor any reporting within our office on time spent coordinating with SF Connect," Joe Arellano from the Mayor’s Office of Communications responded by e-mail after repeated requests for answers.

That’s probably because there seems to be no clear line drawn between where the private SF Connect ends and where the public-sector Mayor’s Office begins. Call the phone number on the San Francisco Connect Web site for Project Homeless Connect, and it rings at the desk of Judith Crane in the Department of Public Health.

Even getting a list of privatization proposals by Newsom hasn’t been easy. The Mayor’s Office cited technical inadequacies when we asked it to search all of Newsom’s speeches, press releases, e-mails, and other documents for the words "public-private partnership," a favorite Newsom phrase.

We know that he’s unsuccessfully sought to privatize jail health services, security at the Asian Art Museum, and the city’s golf courses (see "Bilking the Links," page 22) and to create a citywide wireless Internet system run by Google and EarthLink.

But ask Newsom about it, as we did, and you’ll hear his semantic gymnastics: "Privatization is failing, so I’m not pro-privatization. I don’t look to privatize. I look for ways to manage more creatively and more efficiently."

Endorsements: Local ballot measures

Proposition A (transit reform)

YES


This omnibus measure would finally put San Francisco in a position to create the world-class transportation system that the city needs to handle a growing population and to address environmental problems ranging from climate change to air pollution. And in the short term it would help end the Muni meltdown by giving the system a much-needed infusion of cash, about $26 million per year, and more authority to manage its myriad problems.

The measure isn’t perfect. It would give a tremendous amount of power to the unelected Metropolitan Transportation Authority, a semiautonomous agency created in 1999 to reform Muni. But we also understand the arguments of Sup. Aaron Peskin — who wrote the measure in collaboration with labor and other groups — that the MTA is free to make tough decisions that someone facing reelection might avoid. And the measure still would give the Board of Supervisors authority to block the MTA’s budget, fare increases, and route changes with seven votes.

We’re also a little worried about provisions that could place the Taxicab Commission under the MTA’s purview and allow the agency to tinker with the medallion system and undermine Proposition K, the 1978 law that gives operating permits to working drivers, not corporations. Peskin promised us, on tape, that he will ensure, with legislation if necessary, that no such thing happens, and we’ll hold him to it.

Ultimately, the benefits of this measure outweigh our concerns. The fact that the labor movement has signed off on expanded management powers for the MTA shows how important this compromise is. The MTA would have the power to fully implement the impending recommendations in the city’s Transit Improvement Project study and would be held accountable for improvements to Muni’s on-time performance. New bonding authority under the measure would also give the MTA the ability to quickly pursue capital projects that would allow more people to comfortably use public transit.

The measure would also create an integrated transportation system combining everything from parking to cabs to bike lanes under one agency, which would then be mandated to find ways to roll back greenhouse gas emissions from transportation sources to 80 percent of 1990 levels by 2012. And to do that, the agency would get to keep all of the revenue generated by its new programs. As a side benefit — and another important reason to vote for Prop. A — approval of this measure would nullify the disastrous Proposition H on the same ballot.

San Francisco faces lots of tough choices if we’re going to minimize climate change and maximize the free flow of people through our landlocked city. Measure A is an important start. Vote yes.

Proposition B (commission holdovers)

YES


Proposition B is a simple good-government measure that ends a practice then-mayor Willie Brown developed into a science — allowing commissioners to continue serving after their terms expire, turning them into at-will appointments and assuring their loyalty.

Members of some of the most powerful commissions in town serve set four-year terms. The idea is to give the members, many appointed by the mayor, some degree of independence: they can’t be fired summarily for voting against the interests (or demands) of the chief executive.

But once their terms expire, the mayor can simply choose not to reappoint or replace them, leaving them in limbo for months, even years — and while they still sit on the commissions and vote, these holdover commissioners can be fired at any time. So their jobs depend, day by day, on the whims of the mayor.

Prop. B, sponsored by the progressives on the Board of Supervisors, simply would limit to 60 days the amount of time a commissioner can serve as a holdover. After that period, the person’s term would end, and he or she would have to step down. That would force the mayor to either reappoint or replace commissioners in a timely manner — and help give these powerful posts at least a chance at independence. Vote yes.

Proposition C (public hearings on proposed measures)

NO


Proposition C sure sounds good: it would mandate that the supervisors hold a hearing 45 days in advance before putting any measure on the ballot. The mayor would have to submit proposed ballot measures for hearings too. That would end the practice of last-minute legislation; since four supervisors can place any ordinance on the ballot (and the mayor can do the same), proposals that have never been vetted by the public and never subjected to any prior discussion often wind up before the voters. Sometimes that means the measures are poorly written and have unintended consequences.

But this really isn’t a good-government measure; it’s a move by the Chamber of Commerce and downtown to reduce the power of the district-elected supervisors.

The 1932 City Charter gave the supervisors the power to place items before the voters as a check on corruption. In San Francisco it’s been used as a check on downtown power. In 1986, for example, activists gathered enough voter signatures to place Proposition M, a landmark measure controlling downtown development, on the ballot. But then–city attorney Louise Renne, acting on behalf of downtown developers, used a ridiculous technicality to invalidate it. At the last minute, the activists were able to get four supervisors to sign on — and Prop. M, one of the most important pieces of progressive planning legislation in the history of San Francisco, ultimately won voter approval. Under Prop. C, that couldn’t have happened.

In theory, most of the time, anything that goes on the ballot should be subject to public hearings. Sometimes, as in the case of Prop. M, that’s not possible.

We recognize the frustration some groups (particularly small businesses) feel when legislation gets passed without any meaningful input from the people directly affected. But it doesn’t require a strict ballot measure like Prop. C to solve the problem. The supervisors should adopt rules mandating public hearings on propositions, but with a more flexible deadline and exemptions for emergencies. Meanwhile, vote no on Prop. C.

Proposition D (library preservation fund)

YES


In the 1980s and early 1990s, San Francisco mayors loved to cut the budget of the public library. Every time money was short — and money was chronically short — the library took a hit. It was an easy target. If you cut other departments (say, police or fire or Muni or public health), people would howl and say lives were in danger. Reducing the hours at a few neighborhood branch libraries didn’t seem nearly as dire.

So activists who argued that libraries were an essential public service put a measure on the ballot in 1994 that guaranteed at least a modest level of library funding. The improvements have been dramatic: branch library hours have increased more than 50 percent, library use is way up, there are more librarians around in the afternoons to help kids with their homework…. In that sense, the Library Preservation Fund has been a great success. The program is scheduled to sunset next year; Proposition D would extend it another 15 years.

If the current management of the public library system were a bit more trustworthy, this would be a no-brainer. Unfortunately, the library commission and staff have been resisting accountability; ironically, the library — a font of public information — makes it difficult to get basic records about library operations. The library is terrible about sunshine; in fact, activists have had to sue this year to get the library to respond to a simple public-records request (for nonconfidential information on repetitive stress injuries among library staff). And we’re not thrilled that a significant part of the library’s operating budget is raised (and controlled) by a private group, Friends of the San Francisco Public Library, which decides, with no oversight by an elected official, how as much as 10 percent of library money is spent.

But libraries are too valuable and too easy a budget target to allow the Library Preservation Fund to expire. And the way to fend off creeping privatization is hardly by starving a public institution for funds. So we’ll support Prop. D.

Proposition E (mayoral attendance at Board of Supervisors meetings)

YES, YES, YES


If it feels as though you’ve already voted on this, you have: last November, by a strong majority, San Franciscans approved a policy statement calling on the mayor to attend at least one Board of Supervisors meeting each month to answer questions and discuss policy. It’s a great idea, modeled on the very successful Question Time in the United Kingdom, under which the British prime minister appears before Parliament regularly and submits to questions from all political parties. Proposition E would force the mayor to comply. Newsom, despite his constant statements about respecting the will of the voters, has never once complied with the existing policy statement. Instead, he’s set up a series of phony neighborhood meetings at which he controls the agenda and personally selects which questions he’s going to answer.

We recognize that some supervisors would use the occasion of the mayor’s appearance to grandstand — but the mayor does that almost every day. Appearing before the board once a month isn’t an undue burden; in fact, it would probably help Newsom in the long run. If he’s going to seek higher office, he’s going to have to get used to tough questioning and learn to deal with critics in a forum he doesn’t control.

Beyond all the politics, this idea is good for the city. The mayor claims he already meets regularly with members of the board, but those meetings are private, behind closed doors. Hearing the mayor and the board argue about policy in public would be informative and educational and help frame serious policy debates. Besides, as Sup. Chris Daly says, with Newsom a lock for reelection, this is the only thing on the ballot that would help hold him accountable. Vote yes on Prop. E.

Proposition F (police pensions)

YES


We really didn’t want to endorse this measure. We’re sick and tired of the San Francisco Police Officers Association — which opposed violence-prevention funding, opposed foot patrols, opposes every new revenue measure, and bitterly, often viciously, opposes police accountability — coming around, tin cup in hand, every single election and asking progressives to vote to give the cops more money. San Francisco police officers deserve decent pay — it’s a tough, dangerous job — but the starting salary for a rookie cop in this town exceeds $60,000, the benefits are extraordinarily generous, and the San Francisco Police Department is well on its way to setting a record as the highest-paid police force in the country.

Now it wants more.

But in fact, Proposition F is pretty minor — it would affect only about 60 officers who were airport cops before the airport police were merged into the SFPD in 1997. Those cops have a different retirement system, which isn’t quite as good as what they would get with full SFPD benefits. We’re talking about $30,000 a year; in the end, it’s a simple labor issue, and we hate to blame a small group of officers in one division for the serious sins of their union and its leadership. So we’ll endorse Prop. F. But we have a message for the SFPOA’s president: if you want to beat up the progressives, reject new tax plans, promote secrecy, and fight accountability, don’t come down here again asking for big, expensive benefit improvements.

Proposition G (Golden Gate Park stables)

YES


This is an odd one: Proposition G, sponsored by Sup. Jake McGoldrick, would create a special fund for the renovation of the historic (and dilapidated) horse stables in Golden Gate Park. The city would match every $3 in private donations with $1 in public money, up to a total of $750,000. The city would leverage that money with $1.2 million in state funds available for the project and fix up the stables.

Supporters, including most of the progressive supervisors, say that the stables are a historic gem and that horseback riding in the park would provide "after-school, summer and weekend activities for families and youth." That might be a bit of a stretch — keeping horses is expensive, and riding almost certainly won’t be a free activity for anyone. But the stables have been the target of privatization efforts in the past and, under Newsom, almost certainly would be again in the future; this is exactly the sort of operation that the mayor would like to turn over to a private contractor. So for a modest $750,000, Prop. G would keep the stables in public hands. Sounds like a good deal to us. Vote yes.

Proposition H (reguutf8g parking spaces)

NO, NO, NO


It’s hard to overstate just how bad this measure is or to condemn strongly enough the sleazy and deceptive tactics that led Don Fisher, Webcor, and other downtown power brokers to buy the signatures that placed what they call "Parking for the Neighborhoods" on the ballot. That’s why Proposition H has been almost universally condemned, even by downtown’s allies in City Hall, and why Proposition A includes a provision that would negate Proposition H if both are approved.

Basically, this measure would wipe out three decades’ worth of environmentally sound planning policies in favor of giving every developer and homeowner the absolute right to build a parking space for every housing unit (or two spaces for every three units in the downtown core). While that basic idea might have some appeal to drivers with parking frustrations, even they should consider the disastrous implications of this greedy and shortsighted power grab.

The city has very little leverage to force developers to offer community benefits like open space or more affordable housing, or to design buildings that are attractive and environmentally friendly. But parking spots make housing more valuable (and expensive), so developers will help the city meet its needs in order to get them. That would end with this measure, just as the absolute right to parking would eliminate things like Muni stops and street trees while creating more driveways, which are dangerous to bicyclists and pedestrians. It would flip the equation to place developers’ desires over the public interest.

Worst of all, it would reverse the city’s transit-first policies in a way that ultimately would hurt drivers and property owners, the very people it is appealing to. If we don’t limit the number of parking spots that can be built with the 10,000 housing units slated for the downtown core, it will result in traffic gridlock that will lower property values and kill any chance of creating a world-class transit system.

But by then, the developers will be off counting our money, leaving us to clean up their mess. Don’t be fooled. Vote no.

Proposition I (Office of Small Business)

YES


Proposition I got on the ballot after small-business leaders tried unsuccessfully to get the supervisors to fund a modest program to create staff for the Small Business Commission and create a one-stop shop for small-business assistance and permitting. We don’t typically support this sort of after-the-fact ballot-box budgeting request, but we’re making an exception here.

San Francisco demands a lot from small businesses. It’s an expensive place to set up shop, and city taxes discriminate against them. We supported the new rules mandating that even small operations give paid days off and in many cases pay for health insurance, but we recognize that they put a burden on small businesses. And in the end, the little operators don’t get a whole lot back from City Hall.

This is a pretty minor request: it would allocate $750,000 to set up an Office of Small Business under the Small Business Commission. The funding would be for the first year only; after that the advocates would have to convince the supervisors that it was worth continuing. Small businesses are the economic and job-generation engines of San Francisco, and this one-time request for money that amounts to less than 1/10th of 1 percent of the city budget is worthy of support. Vote yes on Prop. I.

Proposition J (wireless Internet network)

NO


It’s going to be hard to convince people to vote against this measure; as one blogger put it, the mayor of San Francisco is offering free ice cream. Anyone want to decline?

Well, yes — decline is exactly what the voters should do. Because Proposition J’s promise of free and universal wireless Internet service is simply a fraud. And the way it’s worded would ensure that our local Internet infrastructure is handed over to a private company — a terrible idea.

For starters, San Francisco has already been down this road. Newsom worked out a deal a year ago with EarthLink and Google to provide free wi-fi. But the contract had all sorts of problems: the free access would have been too slow for a lot of uses, faster access wouldn’t have been free, there weren’t good privacy protections, and the network wouldn’t have been anything close to universal. Wi-fi signals don’t penetrate walls very well, and the signals in this plan wouldn’t have reached much above the second floor of a building — so anyone who lived in an interior space above the second floor (and that’s a lot of people) wouldn’t have gotten access at all.

So the supervisors asked a few questions and slowed things down — and it’s good they did, because EarthLink suddenly had a change in its business strategy and pulled out of citywide wi-fi altogether. That’s one of the problems with using a private partner for this sort of project: the city is subject to the marketing whims of tech companies that are constantly changing their strategies as the economic and technical issues of wi-fi evolve.

San Francisco needs a municipal Internet system; it ought to be part of the city’s public infrastructure, just like the streets, the buses, and the water and sewer lines. It shouldn’t rely just on a fickle technology like wi-fi either; it should be based on fiber-optic cables. Creating that network wouldn’t be all that expensive; EarthLink was going to do it for $10 million.

Prop. J is just a policy statement and would have no immediate impact. Still, it’s annoying and wrongheaded for the mayor to try to get San Franciscans to give a vote of confidence to a project that has already crashed and burned, and Sup. Aaron Peskin, the cosponsor, should never have put his name on it. Vote no.

Proposition K (ads on street furniture)

YES


San Francisco is awash in commercialism. With all of the billboards and ads, the city is starting to feel like a giant NASCAR racer. And a lot of them come from Clear Channel Communications, the giant, monopolistic broadcast outfit that controls radio stations, billboards, and now the contract to build new bus shelters in the city with even more ads on them.

Proposition K is a policy statement, sponsored by Sup. Jake McGoldrick, that seeks to bar any further expansion of street-furniture advertising in the city. That would mean no more deals with the likes of Clear Channel to allow more lighted kiosks with ads on them — and no more new bus shelter ads. That’s got Clear Channel agitated — the company just won the 15-year bid to rebuild the city’s existing 1,200 Muni shelters, and now it wants to add 380 more. Clear Channel argues that the city would get badly needed revenue for Muni from the expanded shelters; actually, the contract already guarantees Muni a large chunk of additional funding. And nothing in Prop. K would block Clear Channel from upgrading the existing shelters and plastering ads all over them.

On a basic philosophical level, we don’t support the idea of funding Muni by selling ads on the street, any more than we would support the idea of funding the Recreation and Park Department by selling the naming rights to the Hall of Flowers or the Japanese Tea Garden or the golf courses. On a practical level, the Clear Channel deal is dubious anyway: the company, which runs 10 mostly lousy radio stations in town and gives almost nothing of value to the community, refuses to provide the public with any information on its projected profits and losses, so there’s no way to tell if the income the city would get from the expanded shelters would be a fair share of the overall revenue.

Vote yes on K.

Elections usually create an important public discussion on the direction of the city. Unfortunately, that debate isn’t really happening this year, largely because of the essentially uncontested races for sheriff and district attorney and the perception that Mayor Gavin Newsom is certain to be reelected, which has led him to ignore his opponents and the mainstream media to give scant coverage to the mayoral race and the issues being raised.

To the casual observer, it might seem as if everyone is content with the status quo.

But the situation looks quite different from the conference room here at the Guardian, where this season’s endorsement interviews with candidates, elected officials, and other political leaders have revealed a deeply divided city and real frustration with its leadership and direction.

In fact, we were struck by the fact that nobody we talked to had much of anything positive to say about Newsom. Granted, most of the interviews were with his challengers — but we’ve also talked to Sheriff Mike Hennessey and District Attorney Kamala Harris, both of whom have endorsed the mayor, and to supporters and opponents of various ballot measures. And from across the board, we got the sense that Newsom’s popularity in the polls isn’t reflected in the people who work with him on a regular basis.

Newsom will be in to talk to us Oct. 1, and we’ll be running his interview on the Web and allowing him ample opportunity to present his views and his responses.

In the meantime, we offer this look at some of the interesting themes, revelations, and ideas that are emerging from the hours and hours of discussions, because some are quite noteworthy.

Like the fact that mayoral candidates Quintin Mecke and Harold Hoogasian — respectively the most progressive and the most conservative candidate in the race — largely agree on what’s wrong with the Newsom administration, as well as many solutions to the city’s most vexing problems. Does that signal the possibility of new political alliances forming in San Francisco, or at least new opportunities for a wider and more inclusive debate?

Might Lonnie Holmes and Ahimsa Porter Sumchai — two African American candidates with impressive credentials and deep ties to the community — have something to offer a city struggling with high crime rates, lingering racism, environmental and social injustice, and a culture of economic hopelessness? And if we’re a city open to new ideas, how about considering Josh Wolf’s intriguing plan for improving civic engagement, Grasshopper Alec Kaplan’s "green for peace" initiative, or Chicken John Rinaldi’s call to recognize and encourage San Francisco as a city of art and innovation?

There’s a lot going on in the political world that isn’t making the front page of the San Francisco Chronicle. The interviews we’ve been conducting point to a street-level democracy San Francisco–style in all its messy and wonderful glory. And they paint a picture of possibilities that lie beyond the news releases.

THE RIGHT AND THE LEFT


As the owner of Hoogasian Flowers on Seventh Street and a vocal representative of the small-business community, mayoral candidate Hoogasian describes himself as a "sensitive Republican," "a law-and-order guy" who would embrace "zero-based budgeting" if elected. "The best kind of government is the least kind of government," Hoogasian told us.

Those are hardly your typical progressive sentiments.

Yet Hoogasian has also embraced the Guardian‘s call for limiting new construction of market-rate housing until the city develops a plan to encourage the building of more housing affordable to poor and working-class San Franciscans. He supports public power, greater transparency in government, a moratorium on the privatization of government services, and a more muscular environmentalism. And he thinks the mayor is out of touch.

"I’m a native of San Francisco, and I’m pissed off," said Hoogasian, whose father ran for mayor 40 years ago with a similar platform against Joe Alioto. "Newsom is an empty suit. When was the last time the mayor stood before a pool of reporters and held a press conference?"

Mecke, program director of the Safety Network, a citywide public safety program promoting community-driven responses to crime and violence, is equally acerbic when it comes to Newsom’s news-release style of governance.

"It’s great that he wants to focus on the rock star elements, but we have to demand public accountability," said Mecke, who as a member of the Shelter Monitoring Committee helps inspect the city’s homeless shelters to ensure that people are treated with dignity and respect. "Even Willie Brown had some modicum of engagement."

Mecke advocates for progressive solutions to the crime problem. "We need to get the police to change," he said. "At the moment we have 10 fiefdoms, and the often-touted idea of community policing doesn’t exist."

Hoogasian said he jumped into the mayor’s race after "this bozo took away 400 garbage cans and called it an antilitter program." Mecke leaped into the race the day after progressive heavyweight Sup. Chris Daly announced he wasn’t running, and he won the supervisor’s endorsement. Both Hoogasian and Mecke express disgust at Newsom’s ignoring the wishes of San Franciscans, who voted last fall in favor of the mayor attending Board of Supervisors meetings to have monthly policy discussions.

"Why is wi-fi on the ballot [Proposition J] if the mayor didn’t respect that process last year?" Mecke asked.

Hoogasian characterized Newsom’s ill-fated Google-EarthLink deal as "a pie-in-the-sky idea suited to getting young people thinking he’s the guns" while only giving access to "people sitting on the corner of Chestnut with laptops, drinking lattes."

In light of San Francisco’s housing crisis, Hoogasian said he favors a moratorium on market-rate housing until 25,000 affordable units are built, and Mecke supports placing a large affordable-housing bond on next year’s ballot, noting, "We haven’t had one in 10 years."

Hoogasian sees Newsom’s recent demand that all department heads give him their resignations as further proof that the mayor is "chickenshit." Mecke found it "embarrassing" that Sup. Ross Mirkarimi had to legislate police foot patrols twice in 2006, overcoming Newsom vetoes.

"San Francisco should give me a chance to make this city what it deserves to be, " Hoogasian said.

Mecke said, "I’m here to take a risk, take a chance, regardless of what I think the odds are."

ENDING THE VIOLENCE


Holmes and Sumchai have made the murder rate and the city’s treatment of African Americans the centerpieces of their campaigns. Both support increased foot patrols and more community policing, and they agree that the root of the problem is the need for more attention and resources.

"The plan is early intervention," Holmes said, likening violence prevention to health care. "We need to start looking at preventative measures."

In addition to mentoring, after-school programs, and education, Holmes specifically advocates comprehensive community resource centers — a kind of one-stop shopping for citizens in need of social services — "so individuals do not have to travel that far outside their neighborhoods. If we start putting city services out into the communities, then not only are we looking at a cost savings to city government, but we’re also looking at a reduction in crime."

Sumchai, a physician, has studied the cycles of violence that occur as victims become perpetrators and thinks more medical approaches should be applied to social problems. "I would like to see the medical community address violence as a public health problem," she said.

Holmes said he thinks the people who work on violence prevention need to be homegrown. "We also need to talk about bringing individuals to the table who understand what’s really going on in the streets," he said. "The answer is not bringing in some professional or some doctor from Boston or New York because they had some elements of success there.

"When you take a plant that’s not native to the soil and try to plant it, it dies…. If there’s no way for those program elements or various modalities within those programs to take root somewhere, it’s going to fail, and that’s what we’ve seen in the Newsom administration."

Holmes spoke highly of former mayor Art Agnos’s deployment of community workers to walk the streets and mitigate violence by talking to kids and brokering gang truces.

The fate of the southeast sector of the city concerns both locals. Sumchai grew up in Sunnydale, and Holmes lived in the Western Addition and now lives in Bernal Heights. Neither is pleased with the city’s redevelopment plan for the Hunters Point Shipyard. "I have never felt that residential development at the shipyard would be safe," said Sumchai, who favors leaving the most toxic sites as much-needed open space.

Despite some relatively progressive ideas — Holmes suggested a luxury tax to finance housing and services for homeless individuals, and Sumchai would like to see San Francisco tax fatty foods to pay for public health programs — both were somewhat averse to aligning too closely with progressives.

Sumchai doesn’t like the current makeup of the Board of Supervisors, and Holmes favors cutting management in government and turning services over to community-based organizations.

But both made it clear that Newsom isn’t doing much for the African American community.

ORIGINAL IDEAS


The mayor’s race does have several colorful characters, from the oft-arrested Kaplan to nudist activist George Davis to ever-acerbic columnist and gadfly H. Brown. Yet two of the more unconventional candidates are also offering some of the more original and thought-provoking platforms in the race.

Activist-blogger Wolf made a name for himself by refusing to turn over to a federal grand jury his video footage from an anarchist rally at which a police officer was injured, defying a judge’s order and serving 226 days in federal prison, the longest term ever for someone asserting well-established First Amendment rights.

The Guardian and others have criticized the San Francisco Police Department’s conduct in the case and Newsom’s lack of support. But Wolf isn’t running on a police-reform platform so much as a call for "a new democracy plan" based loosely on the Community Congress models of the 1970s, updated using the modern technologies in which Wolf is fluent.

"The basic principle can be applied more effectively today with the advent of the Internet and Web 2.0 than was at all possible to do in the 1970s," Wolf said, calling for more direct democracy and an end to the facade of public comment in today’s system, which he said is "like talking to a wall."

"It’s not a dialogue, it’s not a conversation, and it’s certainly not a conversation with other people in the city," Wolf said. "No matter who’s mayor or who’s on the Board of Supervisors, the solutions that they are able to come up with are never going to be able to match the collective wisdom of the city of San Francisco. So building an online organism that allows people to engage in discussions about every single issue that comes across City Hall, as well as to vote in a sort of straw-poll manner around every single issue and to have conversations where the solutions can rise to the surface, seems to be a good step toward building a true democracy instead of a representative government."

Also calling for greater populism in government is Chicken John Rinaldi (see "Chicken and the Pot," 9/12/07), who shared his unique political strategy with us in a truly entertaining interview.

"I’m here to ask for the Guardian‘s second-place endorsement," Rinaldi said, aware that we intend to make three recommendations in this election, the first mayor’s race to use the ranked-choice voting system.

Asked if his running to illustrate a mechanism is akin to a hamster running on a wheel, Rinaldi elaborated on the twin issues that he holds dear to his heart — art and innovation — by talking about innovative ways to streamline the current complexities that artists, performers, and others must face when trying to get a permit to put on an event in San Francisco.

"I’m running for the idea of San Francisco," Rinaldi said. He claimed to be painting a campaign logo in the style of a mural on the side of his warehouse in the Mission District: "It’s going to say, ‘Chicken, it’s what’s for mayor,’ or ‘Chicken, the other white mayor.’"

He repeatedly said that he doesn’t know what he’s talking about; when we asked him what he’d do if he won, he told us that he’ll hire Mecke, Holmes, Sumchai, and Wolf to run the city.

Yet his comedy has a serious underlying message: "I want to create an arts spark." And that’s something he’s undeniably good at.

THE LAW-ENFORCEMENT VIEW


Sheriff Hennessey and District Attorney Harris aren’t being seriously challenged for reelection, and both decided early (despite pleas from their supporters) not to take on Newsom for the top job. In fact, they’re both endorsing him.

But in interviews with us, they were far from universally laudatory toward the incumbent mayor, saying he needs to do much more to get a handle on crime and the social- and economic-justice issues that drive it.

Hennessey said San Francisco’s county jail system is beyond its capacity for inmates and half of them are behind bars on drug charges, even in a city supposedly opposed to the war on drugs.

"I had this conversation with the mayor probably a year ago," Hennessey said. "I took him down to the jail to show him there were people sleeping on the floor at that time. I needed additional staff to open up a new unit. He came down and looked at the jails and said, ‘Yeah, this is not right.’"

Asked how he would cut the jail population in half, Hennessey — in all seriousness — suggested firing the city’s narcotics officers. He readily acknowledged that the culture within the SFPD is a barrier to creating a real dialogue and partnership with the rest of the city. How would he fix it? Make the police chief an elected office.

"From about 1850 to 1895, the San Francisco police chief was elected," he said. "I think it’d be a very good idea for this city. It’s a small enough city that I think the elected politicians really try to be responsive to the public will."

Hennessey said that with $10 million or $15 million more, he could have an immediate impact on violence in the city by expanding a program he began last year called the No Violence Alliance, which combines into one community-based case-management system all of the types of services that perpetrators of violence are believed to be lacking: stable housing, education, decent jobs, and treatment for drug addiction.

Harris told us so-called quality-of-life crimes, including hand-to-hand drug sales no matter how small, deserve to be taken seriously. But it’s not a crime to be poor or homeless, she insisted and eagerly pointed to her own reentry program for offenders, Back on Track.

More than half of the felons paroled in San Francisco in 2003 returned to prison not long thereafter, reaffirming the continuing plague of recidivism in California. Harris said more than 90 percent of the people who participated in the pilot phase of Back on Track were holding down a job or attending school by the time they graduated from the program. "DAs around the country are listening to what we’re saying about how to achieve smart public safety," she said of the reentry philosophy.

But at the end of the day, Harris is a criminal prosecutor before she’s a nonprofit administrator. And her relationship with the SFPD at times has amounted to little more than a four-year stalemate. Harris and former district attorney Terrence Hallinan both endured accusations by cops that they were too easy on defendants and reluctant to prosecute.

To help us understand who’s right when it comes to the murder rate, Harris shared some telling statistics. She said the rate of police solving homicides in San Francisco is about 30 percent, compared with 60 percent nationwide. And she said she’s gotten convictions in 90 percent of the murder cases she’s filed. Nonetheless, cops consistently blame prosecutors for crimes going unpunished.

"I go to so many community meetings and hear the story," she said. "I cannot tell you how often I hear the story…. It’s a self-defeating thing to say, ‘I’m not going to work because the DA won’t prosecute.’ … If no report is taken, then you’re right: I’m not going to prosecute."

YES AND NO


In addition to the candidates, the Guardian also invites proponents and opponents of the most important ballot measures (which this year include the transportation reform Measure A and its procar rival, Measure H), as well as a range of elected officials and activists, including Sups. Aaron Peskin, Tom Ammiano, Jake McGoldrick, Mirkarimi, and Daly.

Although none of these people are running for office, the interviews have produced heated moments: Guardian editor and publisher Bruce B. Brugmann took Peskin and other supervisors to task for not supporting Proposition I, which would create a small-business support center. That, Brugmann said, would be an important gesture in a progressive city that has asked small businesses to provide health care, sick pay, and other benefits.

Taxi drivers have also raised concerns to us about a provision of Measure A — which Peskin wrote with input from labor and others and which enjoys widespread support, particularly among progressives — that could allow the Board of Supervisors to undermine the 29-year-old system that allows only active drivers to hold valuable city medallions. In response, Peskin told us that was not the intent and that he is already working with Newsom to address those concerns with a joint letter and possible legislation.

"If San Francisco is going to be a world-class city, it’s got to have a great transportation infrastructure," Peskin told us about the motivation behind Measure A. "This would make sure that San Francisco has a transit-first policy forever."

Measure A would place control of almost all aspects of the transportation system under the Metropolitan Transportation Commission and give that panel more money and administrative powers in the process, while letting the Board of Supervisors retain its power to reject the MTA’s budget, fare hikes, or route changes. He also inserted a provision in the measure that would negate approval of Measure H, the downtown-backed measure that would invalidate existing city parking policies.

Ironically, Peskin said his approach would help prevent the gridlock that would result if the city’s power brokers got their wish of being able to build 10,000 housing units downtown without restrictions on automobile use and a revitalization of public transit options. As he said, "I think we are in many ways aiding developers downtown because [current development plans are] predicated on having a New York–style transit system."

Asked about Newsom’s controversial decision to ask for the resignations of senior staff, Peskin was critical but said he had no intention of having the board intervene. McGoldrick was more animated, calling it a "gutless Gavin move," and said, "If you want to fire them, friggin’ fire them." But he said it was consistent with Newsom’s "conflict-averse and criticism-averse" style of governance.

McGoldrick also had lots to say about Newsom’s penchant for trying to privatize essential city services — "We need to say, ‘Folks, look at what’s happening to your public asset’" — and his own sponsorship of Proposition K, which seeks to restrict advertising in public spaces.

"Do we have to submit to the advertisers to get things done?" McGoldrick asked us in discussing Prop. K, which he authored to counter "the crass advertising blight that has spread across this city."*

Cold case

The gruesome death of a French national living in San Francisco is becoming a political hornet’s nest for local top law enforcement officials and the Mayor’s Office.

It’s still not clear how local homicide cops will define 36-year-old Hugues de la Plaza’s death after months of allowing for and even favoring the possibility that he took his own life. Suicide would have made things much less difficult for everyone in San Francisco responsible for catching those who kill, but few people close to de la Plaza believe that he killed himself.

But the French ambassador to the United States, Pierre Vimont, a confidant of newly elected president Nicolas Sarkozy, is following the case closely, and a police officer at the French consulate in Los Angeles is transutf8g hundreds of e-mails from de la Plaza’s Google and Yahoo accounts as well as mining material from the hard drive of his computer after breaking into it last week, a task homicide inspectors here apparently hadn’t yet bothered with.

"I have notified others regarding the implications contained in your letter and the wishes that you expressed to ensure an in-depth and serious inquest into the death of your son," Vimont wrote to de la Plaza’s parents, Mireille and François, earlier this year, according to our rough translation.

The status of the case right now is hardly reassuring for the de la Plazas, who forked out their own cash for a private investigator.

Recent photos of de la Plaza show him with unshorn black hair spilling out from an army cap and wide dark eyes under a pair of bushy brows.

His ex-girlfriend, Mellisa Nix, with whom he remained close, will testify soon in front of the Board of Supervisors’ Public Safety Committee on how well the SFPD is investigating violent crimes in the city as the homicide rate marches swiftly toward a 15-year high.

More than half of the annual homicide cases in San Francisco since 2001 have resulted in no arrests, according to the Police Department’s statistics, and that includes those in which the feds became involved.

Nix has doggedly pursued de la Plaza’s case, starting a blog with photos and updates, frequently calling area newsrooms to urge follow-up stories — she’s a reporter for the Sacramento Bee — and pestering the SFPD’s homicide unit to the point that it now refuses to answer her questions. Messages we left with the SFPD’s Bureau of Investigations seeking comment were not returned.

"From the get-go I had a sense that this investigation was being conducted in a fashion that doesn’t shed a very good light on the SFPD," Nix told the Guardian. "I was the one who had to call the parents and tell them their son was dead."

Two police officers kicked open the back door of 462 Linden on the morning of June 2 after a neighbor discovered blood dripping off de la Plaza’s front doorknob, with spattered pools of it leading from the threshold. They found de la Plaza lying on the floor, stabbed multiple times amid a grizzly scene of more blood that spread from the bathroom up the hallway to the kitchen and into the living room, where it soaked the coach and a television was knocked over.

De la Plaza had recently purchased land in Argentina, earned a promotion at work, acquired a new laptop, and made plans for the upcoming week — all things friends say a man considering suicide wouldn’t have done. But Nix said he had been frequently dating online, and it’s possible that an estranged lover or someone’s boyfriend attacked him.

The night of June 1 he’d met with a friend from work at SF Underground in the Lower Haight after going on a date to an art gallery with another transplant from France.

Nothing significant appeared to be stolen from his apartment after he made it home after last call, and both the front and back doors were locked when the two officers arrived. Immediately, police and officials from the Medical Examiner’s Office suspected a suicide. But Nix and others close to de la Plaza believe that persistent assumption has allowed the case’s trail to grow cold despite evidence suggesting he was murdered.

"It’s fucked-up in retrospect," said Orion Denley, a friend and neighbor who was briefly questioned by police the day de la Plaza was found. "I kept thinking, ‘How come they aren’t asking me if I heard anything?’ All they did was ask over and over again if he was suicidal, like they had already made up their minds that he had committed suicide."

No one from the Police Department contacted him again, but Denley said he heard de la Plaza’s front door slam three times, followed by two crashes and the sound of a distinct set of footsteps on the stairs leading from the apartment.

"It was definitely someone exiting the building," he said, "because you could hear the footsteps getting quieter as they ran away."

There was no suicide note or apparent weapon, nor was there an immediate suspect. Police found a knife in the sink with trace substances that could have been de la Plaza’s blood. They’ve since missed at least two promised deadlines for the completion of a DNA analysis, and now there’s no telling when the results will be available. It’s the only real piece of evidence left allowing investigators to regard de la Plaza’s death merely as suspicious rather than a murder.

"It’s something that I don’t think Hugues would have ever considered doing," Nix said of the suicide theory. "He had his ups and downs. He was a very private person. But if he were going to kill himself, he would probably write a letter. He was very precise and particular about how he conducted his life."

But there’s no doubt the pressure’s on. Sup. Ross Mirkarimi has vocalized his disapproval of the way skyrocketing homicides in his district — which includes the Hayes Valley neighborhood, where de la Plaza lived — are being handled by the Police Department, and District Attorney Kamala Harris has paid special attention to the case. Her chief assistant met twice with de la Plaza’s family, who visited for several weeks earlier in the summer.

The family also met with Inspector Tony Casillas and bureau captain Kevin Cashman but returned to France largely empty-handed. They’ve since discussed using insurance money they received after de la Plaza’s death to establish a support group in San Francisco for the families of victims whose murders go unsolved.

"Is that what it takes in San Francisco? Hire a private investigator and involve a foreign police force?" Nix wrote to Mayor Gavin Newsom in July. "If so, shame on the leaders of San Francisco. If so, God help those in your city who do not have such resources."

Antiauthoritarian cities

TECHSPLOITATION Archaeologists have discovered that one of the oldest urban areas in the world was built in a way that completely defies conventional wisdom about how cities grow. Last week, a group of researchers working in Syria published a paper in Science about a 6,000-year-old city called Brak, a once-thriving urban center in northern Mesopotamia (now northern Syria, near its border with Iraq). It has long been believed that cities begin as dense centers that grow outward into suburbs. Brak, however, began as a dispersed group of settlements that formed a rough ring shape and gradually grew inward to form an urban center that boasted a massive temple and a thriving import-export trade in tools and pottery.

Built sometime between 4200 and 3900 BCE, Brak eventually grew to 130 hectares, making it one of the largest known cities of its era, surpassed in size only by Uruk in southern Mesopotamia. Long buried under a tell — a hill of accumulated debris and layers of urban development — Brak’s early history has only recently been revealed. Archaeologists are racking their brains to figure out why the place doesn’t follow known patterns of city growth.

Harvard anthropologist Jason Ur, one of the researchers investigating Brak, writes that Brak’s history might mean that urban development can be an emergent property of many immigrant groups coming together in the same region. Early cities might have spontaneously arisen via the development of a handful of neighboring villages. This flies in the face of older theories, which hold that cities develop when a ruling elite or a set of dominant institutions creates a dense, hierarchical city center whose culture and populations spread outward from it.

Brak reflects a "bottom-up" model of city evolution, in which a central political power is built slowly out of diverse cultural interests. According to Ur and his colleagues, Brak’s layout "suggests both dependence on but some autonomy from the political power on the central mound…. This pattern suggests a greater role for noncentralized processes in the initial growth of Brak and lesser importance for centralized authority."

Short of hopping into a time machine, we’ll never know for certain if Brak’s layout reflects its citizens’ attitudes toward centralized authority or not. What we do know, however, is that not all cities develop in the same way. More important, we now have social scientific theories to explain why that might be — theories that can help us understand urban development in the contemporary world as well. Cities today could be evolving from decentralized areas, out of geographically dispersed groups that do not view themselves as subject to one dominant set of institutions.

Brak might be an example of how cities would grow if neighborhoods had more social and political autonomy. What if, for example, we considered a city to be a federation of neighborhoods rather than a downtown with satellite suburbs? Would that be the foundation for an antiauthoritarian citiscape?

To answer, let’s contemplate a possible modern-day version of Brak: Silicon Valley, a region of dispersed urban centers that have formed a loose economic federation via the computer industry and proximity to freeways. Residents of Silicon Valley may not consider the area to be one city, but it’s very possible that people excavating the toxic remains of Silicon Valley 6,000 years from now will interpret the area as a single urban unit.

Like Silicon Valley dwellers, residents of Brak may have thought of themselves as living in a series of linked villages, united by nothing more than a system of commerce and a set of roads. Does this mean that authority in Brak was truly decentralized? Maybe the urban development of Brak belies a deeper truth, which is that centralized authority does not always reveal itself via tall buildings at a city’s core. An entire region may bow to the authority of an economic system that stratifies it into rich and poor, and yet never have a common culture. Decentralized urban spaces are not necessarily antiauthoritarian ones.

Concierges on the cheap

The concierge desk in the lobby of the Sir Francis Drake Hotel was doing a brisk business on a recent Sunday afternoon. Located a few strides north of Union Square, the Drake is best known for its colorful doormen, who work the curb out front in cartoonishly red costumes. But on this day the doormen seemed to be just killing time, while the concierge, a tall blond named Jill Schultze, was dealing with the long line inside.

"How can I help you?" Schultze asked the elderly couple at the front of the queue. They told her they were interested in taking a bus sightseeing tour. She looked pleased, recommended a specific tour of the Napa wine country, then picked up her phone to make the reservation.

"That was easy," the wife said once the transaction was complete.

For the next half hour, Schultze — whom I watched from a nearby chair without her knowing that I was a journalist — set up one bus tour after the next. In fact, that’s all she seemed to do — or, at least, all she did well. When a party asked for a recommendation for Indian food, she suggested the nearby Naan-N-Curry on Eddy Street, a restaurant that (apparently unknown to her) closed down last year.

One might expect better of a concierge at a place like the Drake, which boasts a AAA three-diamond rating. But the Drake is one of many hotels in San Francisco that have decided professional, in-house concierges are too expansive to bankroll. Instead, the hotels are starting to lease their concierge desks to outside companies, often charging $1,000 a month for a spot in their lobbies. The outside companies, most of which are established vendors in the tourism world, happily incur the cost — and the responsibility of the desk — in exchange for exclusive access to the hotels’ clientele.

Tower Tours, the bus sightseeing company affiliated with the Drake, is the largest player in the growing outsourced concierge business. The company has created a sister enterprise called Tour Links, which runs the concierge desks at five San Francisco hotels: the Drake, the Argonaut, the Best Western Tuscan Inn, the Hyatt Fisherman’s Wharf, and the Hotel Whitcomb. Tour Links concierges like Schultze can range from longtime professionals to summer interns. They’re rotated from one hotel to the next, depending on how well a particular hotel likes them and where the holes in the Tour Links rotation might be. According to one former employee, Tour Links concierges are required to book Tower Tours bus sightseeing trips. The employee told the Guardian the concierges are required to book a minimum number of tours per month, although higher-ups within Tour Links deny there are quotas.

"Our tour desk do provide information about Tower Tours," Hagen Choi, the president of Tour Links and Tower Tours, conceded, speaking in choppy English. "But our concierge also provide high-level service. As long as guests get good service, it doesn’t matter who operates the desk."

Laura Meith, the assistant general manager at the Tuscan Inn, had high praise for the service Tour Links provides. She said her concierges are well-informed, loyal, and outgoing. But Meith also admitted that she worked for Tower Tours as a concierge in 2004 (before the bus sightseeing company formalized Tour Links). She said she was thrown into the fray with little training — "I quickly discovered Zagat and Google and really just utilized those resources" — and said she was denied tips and commissions.

"Basically, concierges can make commissions on anything they sell," Meith said. "At an outsourced concierge desk, the concierges don’t make the money, the company does. The incentive is to drive the sales." She added, "From the guests’ perspective, they don’t know, nor do they care."

The Holiday Inn at Fisherman’s Wharf and the Radisson Wharf both currently lease their desks to Airport Express, the mom-and-pop shuttle company that competes with Lorrie’s Airport Service. Like Tower Tours, Airport Express has created a sister enterprise, Concierge of America, to handle that responsibility. Gil Sherabi, Concierge of America’s head concierge, told us his company allows its concierges to keep their tips and doesn’t mandate any sales quota. They do, however, exclusively book Airport Express tours; it wouldn’t make financial sense if they didn’t.

"We only care about serving the customers," Sherabi said. "We don’t have any quotas on anything. As long as the hotel is happy, we’re happy too."

The Hyatt Regency has handed over its concierge desk to Presentation Services, the company that manages the hotel’s event technologies, such as stage sets, projectors, and audio-video. Presentation Services runs the desk in exchange for the business the hotel provides it. The four-star Westin Market Street leased its concierge desk to Tour Links until last week. According to several inside sources, SuperShuttle, Lorrie’s, and Airport Express are in a bidding war to fill the vacancy.

And then there’s Shell Vacations, the nationwide time-share company that owns the Donatello Hotel, the Inn at the Opera, and the Suites at Fisherman’s Wharf. Concierges at each of these locations are required to cajole guests into taking time-share tours for Shell Vacations. Shell Vacations also runs the concierge desk at the Sheraton Wharf, where its concierges pull the same stunt.

"Our concierges do have quotas they have to meet," Yvonne Merzenich, the assistant general manager at the Donatello, said. The sales center "has negotiated packages with local restaurants, so that if guests want a nice meal, we’ll offer them $100 off that meal if they go to one of our time-share presentations."

Professional, in-house concierges are understandably concerned about the long-term viability of their jobs and the impact of outsourcing on their reputations. I met with one member of Les Clefs d’Or, the prestigious concierge association, who called this new wave of outsourced concierges "un-American and absurd." Another told us that hotel managers need to get their priorities straight.

"It’s a difficult situation because the concierges do not generate revenue," she said. (All the concierges quoted in this story requested to remain anonymous, as they’re prohibited from speaking to the media without the consent of their hotels.) "But the concierges provide the services that the guests come back for. You can’t put a dollar amount on all that we provide."

Whether guests feel that way is a different matter. I caught up with Sandra Curtis, a tourist from New Castle, Australia, who was staying at the Drake recently. When I told her that the concierge who had just helped arrange her bus tour worked for a bus tour company, Curtis was unfazed.

"The concierge was very helpful," Curtis said. "And that’s the way it’s happening now, isn’t it? We’re from Australia, and everything’s outsourced there too."

Susan McDonough, a fellow Drake guest from Cairo, Egypt, was less enthusiastic.

"I question [whether] if I ask the concierge anything else other than about bus tours, will she work just as hard?" McDonough said. "It’s a way for the hotel to cut corners. I don’t like it."

Last year the Wall Street Journal was the first mainstream media outlet to identify the outsourced concierge phenomenon. In a story headlined "The Concierge’s Secret Agenda," the Journal revealed that many of America’s top hotel chains are leasing their concierge desks to third-party employers. The chains include Hyatt, Marriott, Starwood, and Kimpton. Online travel giant Expedia.com had already acquired control of 38 concierge desks when the article hit the streets. Ticket vendor Vegas.com had obtained control of six desks, with plans to open up shop in several dozen more hotels in 2007. As many as 15 hotels in Manhattan had already caved in, and there were more in places like Chicago, Orlando, Las Vegas, and San Francisco.

Unmentioned in the Journal‘s exposé was just how unruly the outsourced concierge game is in San Francisco. The national trend in the hotel industry is toward large-scale outsourced concierge providers, companies like Travelocity, Expedia.com, and Vegas.com. It’s the providers who are expanding their services and courting new hotels. But in San Francisco, midtier hotels are the ones driving the murky business. Many have leased their concierge desks multiple times, unsatisfied with the service they were receiving but unwilling to pay for better.

The Westin Market Street has switched four times, transitioning from in-house concierges to Gray Line Bus Tours, back to in-house, then to Tour Links. Last week the hotel fired Tour Links and is looking for another company to take its place. The Drake has switched outside providers four times as well. In just the past few years, it has fired Tour Links, hired Lorrie’s Airport Service, fired it, and rehired Tour Links.

Ed Gunderson, the Drake’s general manager, said his hotel outsources its desk because concierges are "pretty cost prohibitive" and "if you can find a really good [outside] company and can keep some autonomy over the concierges they bring in, it’s the best of both worlds." When asked if fluctuating from one provider to another is really the best of both worlds, especially for the guests, he replied, "Tour Links is providing a service we’re very happy with."

Adding to the turmoil is Choi. Most professional concierges we spoke to don’t like Choi. "He’s terrible and very litigious" was how one Les Clefs d’Or concierge described the Tour Links and Tower Tours president. "He’s scared the shit out of me." Many concierges associate the outsourcing phenomenon that’s costing them their jobs with Choi and Tour Links more so than with the hotels.

The Northern California Concierge Association has urged its members to strike back by enacting an embargo on Tower Tours bus trips. (There are three primary bus tour providers in San Francisco — Tower Tours, Gray Line, and Super Sightseeing — and each offers comparable sightseeing tours around the city, to the Napa wine country, and to Muir Woods.) The NCCA also won’t let Tour Links concierges join its ranks. "He can drink my blood, and I can drink his," one NCCA member said of Choi. "I think that’s a mutual feeling there."

Earlier this summer, I headed to Tour Links headquarters for a chat with the controversial Choi. I wanted to gain some general insights into the outsourced concierge phenomenon and some deeper ones into the operations of the city’s largest provider. No surprise: Tour Links and Tower Tours share the same headquarters, an impressive office on Beach Street with an unobstructed view of the Hyde Street Pier. I found Choi holed up inside, in a small, cluttered workplace. His desk was strewn with papers, and his walls were festooned with pictures of his daughter (a former Tour Links concierge) and a framed copy of the Wall Street Journal "The Concierge’s Secret Agenda" report. Choi had even highlighted his company’s name in the article.

To my surprise, I liked Choi immediately. He was funny and personable, and he spoke about his company with disarming candor. He told me that in 2003, Expedia.com came to town and started cutting deals with hotels behind the scenes. Once contracts had been finalized, he said, it approached tourism vendors looking for hands to run its newly acquired desks. With more than 20 years of hotel experience — among other things, he used to sell used furniture from hotels undergoing renovation — Choi recognized concierge outsourcing as the newest trend and jumped on the bandwagon.

"The industry is evolving all the time," he told us. "We have to go along with it."

Choi said Expedia.com is still the puppet master at most of the hotels where Tour Links operates. (Expedia.com officials didn’t return numerous calls requesting an interview.) Choi also confided that it’s financially tough to get by in the outsourced concierge business, what with having to pay a hotel for a service it should be paying the lessee to provide. He added that most outside concierge services in the city don’t have the financial resources to expand and that he didn’t know if Tour Links would still be around in a few years.

"We’ll see," he said, his eyes twinkling and blinking in rapid succession. "But if not me, it’ll be somebody else."<\!s>*

A vote on public broadband

EDITORIAL It’s annoying that San Francisco progressives and good-government voters will have to spend time and money this fall trying to defeat Mayor Gavin Newsom’s phony wi-fi initiative. It won’t be easy, either: the mayor is, in the words of one blogger, Sasha Magee, promising free ice cream. He’s telling San Franciscans that they can have wireless Internet access everywhere in town without paying a dime. Hard to get people to turn down that deal.

But the mayor isn’t telling the truth — and when this battle is over, the progressives need to offer a much better alternative.

For many people, the promise of Internet access in the mayor’s plan will prove to be entirely false. The wi-fi deal that Newsom has put together will probably work fine for people checking their e-mail on laptops from park benches downtown and outdoor tables at sidewalk cafés. But people who live or work deep inside buildings, far from windows and walls, won’t get any signal at all. And anyone who lives or works more than two stories up won’t get a signal either.

And of course, the free signal, when it works, won’t be fast enough to do much but (slowly) check your e-mail, if there are no attachments to download. You want real broadband, you’re going to have to pay a monthly fee.

That, as we have reported over and over, is because this is a private-sector deal: the network (if it’s actually built) will be owned by EarthLink and Google, and the two companies will be trying to make money off it. They’ll do that by selling premium service (that is, service at a rate most people would consider tolerable) and by targeting everyone on the network with ads.

Although the ballot measure is vague and legally meaningless, it will be the vote of confidence Newsom can use to push the Board of Supervisors to approve his EarthLink-Google deal — that is, unless, as has been widely suggested in the business media, EarthLink shifts direction and decides not to pursue any more municipal wi-fi deals and the city is left holding the bag. So advocates of a true universal broadband alternative need to start working now to present another, better option.

And the best way to do that is to begin drafting a comprehensive citywide broadband initiative for the June 2008 ballot.

Broadband access is and ought to be part of the city’s basic civil infrastructure — something that, like water (and, someday, electricity), is offered through a publicly owned and controlled system at the lowest possible rates. Low-cost broadband would be an immense advantage to local businesses and a huge convenience for local residents and (unlike Newsom’s joke of a deal) would actually do something to address the digital divide.

Wi-fi would be a part of the package, of course, but the plan should also include a citywide fiber-optic network that would bring reliable, fast, and technologically up-to-date Internet access to every address in the city. And while it would cost the city some money up front to build it, the system would almost certainly pay for itself in just a few years. And it could be paired with the construction of a citywide public power system.

Next June may not be a high-turnout election statewide, but in San Francisco, Democrats will be out in force with one of the most contested primaries in local history, pitting Assemblymember Mark Leno against Sen. Carole Migden for the Third District senate seat. Both candidates will be pushing voter turnout — and both can be pressured to support publicly owned municipal wi-fi as a campaign issue (and to back the growing antiprivatization agenda in San Francisco).

Defeating the mayor’s plan is just step one — and the time to start with step two is today.<\!s>*
