Although restaurants can be, and often are described as being, sexy, they aren’t really sexy in that way, the people way. So far as we know, and for reasons that I need not get into, they don’t actually indulge. Which means that Piccino Cafe, a petite jewel of a restaurant that opened a few months ago on a quiet Dogpatch side street between the furies of I-280 and Third Street, cannot be the love child of, say, Universal Cafe and A16. Although such a union is flatly impossible – Universal and A16 have never met, never been alone together – one can’t stop wondering. Piccino’s serious yet warm industrial look (stainless steel, blond wood, glass), the almost tissue-thin pizza crusts coming out of the kitchen, and the ingredients obtained from impeccable sources all seem profoundly familiar if not familial.http://www.youtube.com/

If Piccino were a child, we might have our answer by waiting for it to grow up a bit. But, as the name suggests, the restaurant is tiny, with just a half dozen or so tables (not counting sidewalk seats) in a space largely given over to the kitchen. It’s almost like a catering kitchen or the original Citizen Cake; the setup seems tilted more toward making food than serving it to people, and we did notice quite a few takeout pizza boxes being whisked away by people who clearly live in the changing neighborhood. But despite the tight space, service is sharp; each table is swiftly brought a Straus Organic Creamery milk bottle filled with water (chilled but not filtered) and a plate of crispy flatbreads, and even at the outdoor tables, one’s needs are continually seen to.

It is a fact that sometimes restaurants, like children and even love children, do grow up: Delfina began in quarters no roomier than Piccino’s and is now an order of magnitude bigger, plus an adjoining pizzeria. Part of Piccino’s charm is its snugness, but the food is so good that demand is bound to raise the issue of expansion sooner or later, probably sooner. While that question simmers, wedge yourself in at one of the knee-to-knee tables, pour yourself a tumbler of water from your personal stash, have a bite of flatbread, and scan the brief menu.

What do you see? A selection of pizzas, of course, including such staples as margherita and napoletana ($9.25) – the latter swabbed with blood-red tomato sauce and dotted with halved black olives and bits of anchovy – along with special pies that vary according to season and inspiration. The people at the next table could be overheard urgently discussing a pizza topped with, among other things, speck.

"Maybe it’s fish," one of them said doubtfully. Her companion furrowed his brow. Only moments before, we too had furrowed our brows in bafflement about speck before asking our server. His answer: smoked prosciutto. The speck pie ($10.75), a bianco, was also topped with fresh arugula and mild white cheese. Since we like arugula, we’d started with a simple arugula salad ($7) decorated with Parmesan shavings and drizzled with balsamic vinegar – a simple and perfect combination, like an unforgettable piece of chamber music.

A weightier opener is the antipasti platter ($8.50), a blending of some usual suspects – country pate with Dijon mustard, thin coins of salume, black and green olives (mind the pits!) – along with a few special guests, including a chickpea spread that wasn’t hummus (coarser of texture, no tahini) and a bouquet of pickled baby carrots and radishes. There was flatbread on the side, of course, for clean-up duty.

The evening menu differs from its midday confrere mainly in the addition of a few nonbready main dishes. We did not try the evening’s risotto, though a plate that arrived at the next table (opposite the speck-flummoxed folk) looked fabulously creamy. We did try the duck confit ($14), a gently crisped leg and thigh half-recumbent on a bed of dandelion greens given some sweetness and crunch by sections of pixie tangerines and rubbly little bits of crushed hazelnuts. Duck confit is one of those ideal dishes for restaurants – it’s elegant and slightly exotic, highly skill- and time-intensive, with most of the work being done days beforehand and not much to do at the finish besides crisping the skin and warming the meat through – and Piccino’s version does honor to the kitchen. I wouldn’t have minded some lentils on the side, though maybe they’re considered cliche now, or maybe Americans just don’t have much use for legumes other than the peanut. And even with peanuts, we prefer the artifice of grinding them into paste.

There was at lunch an interesting minestrone ($5.50) that consisted largely of a mocha-colored cranberry-bean puree in which orecchiette floated like inner tubes on a muddy summer river. Perhaps legumes are more acceptable to the American palate if pulverized so as to be unrecognizable? And where there is soup, there is likely to be sandwich: of salume cotto ($8.75), slices of warm cured meat on grilled country bread. With arugula! And a nice heap of vinegar-modulated lentil salad on the side, with the legumes daringly left intact.

The advent of Piccino tells us which way the wind is blowing in the Dogpatch. In the evening the neighborhood’s streets are quiet (all the traffic is on the freeway a few blocks west and Third Street a few blocks east), and the houses show a friendly dowdiness, like a grandmother’s dresses. But the restaurant’s crowds are young and knowing, and if they’re not sure what speck is, they expect to find out. *

Shortly before Clint Reilly began a press conference April 25 announcing that he’d settled his federal antitrust suit against the Bay Area’s two largest newspaper companies, Cheryl Hurd of NBC affiliate KNTV, channel 11, loudly complained to the pack of reporters that she just didn’t quite get the story.

"Why does anybody care about this?" she asked, sounding annoyed as she waved the press release listing the terms of the settlement in the air. "I don’t even understand any of this. What’s this mean?"

She wasn’t the only confused reporter. In the week since the settlement was announced, the local media have downplayed or mangled what is actually a huge story: Reilly, acting on his own, with no support from federal or state regulators, managed to scuttle a deal that would have ended all newspaper competition in the Bay Area.

"Would I have liked to see it go further? Yeah," said Bruce Cain, director of UC Berkeley’s Institute of Governmental Studies, who penned a declaration supporting Reilly’s case. "But at least he was able to stop more collaboration between those two companies, and he was able to establish the legal point that this has more than just economic consequences. It has consequences for the vitality of political news coverage in the Bay Area."

The settlement involved a lot of peripheral terms, but the essence was this: the Hearst Corp., which owns the San Francisco Chronicle, can no longer consider combining printing, distribution, and ad sales with MediaNews Group, which owns almost every other major local daily in the Bay Area.

Reilly announced that the deal prevents the supposed competitors from unfairly or illegally negotiating any major joint operating arrangement in the near future. The trial was scheduled to begin just days after the agreement was reached.

"Newspapers are the intellectual bridge between citizens and their government," Reilly told reporters. "To me, one Bay Area newspaper company owning every paid circulation daily newspaper would be a very bad thing for Bay Area newspaper readers and for public discourse."

The deal nixes a plan outlined in a letter unearthed during an early phase of the trial. The letter showed that Hearst and MediaNews wanted to consolidate distribution and advertising operations among their local papers to create additional revenue and save on expenses.

Hearst enabled MediaNews to complete the purchase of several major local dailies last year by investing $300 million in the company’s stock. To survive antitrust scrutiny, the deal was crafted to make the stock’s value hinge entirely on non-Bay Area assets. But documents revealed during the suit clearly show that Hearst had planned to convert the stock so that it included MediaNews papers here as well. The settlement also prevents that from happening.

According to the terms, Reilly will recommend private citizens for appointment to the editorial boards of every California Newspapers Partnership publication in the region, including the San Jose Mercury News, the Contra Costa Times, and the Oakland Tribune.

He will also get access to advertising space in the pages of the papers for a regular column.

Reilly had originally sought to force MediaNews to divest itself of the San Jose Mercury News and other papers, but that was a long shot at best. What’s remarkable is that he accomplished as much as he did when no government agency was willing to help.

"I see in a lot of places what’s happening is owners are trying to make as much money as possible," Cain told us. "I see this in local TV, I see this in print media. I’m sure there’s an element of survival sometimes, but I think a lot of it is just trying to get profit margins up."

The US Justice Department never made a serious effort to stop the deal. The Guardian recently confirmed that the state Attorney General’s Office under the newly elected Jerry Brown has dropped its probe into the transactions. Spokesperson David Kravets refused to explain why.

The state’s treasurer and former AG, Bill Lockyer, began the investigation, and when we asked for a comment on Brown’s decision, he declined, saying he had "moved on."

Gina Talamona, spokesperson for the federal Justice Department, said its examination of Hearst’s substantial investment in MediaNews continues. But MediaNews CEO Dean Singleton told us that he expects it will not only close soon but will also clear the companies to move ahead.

Singleton said his meetings with Reilly, a Bay Area native and former mayoral candidate, were civil and there were no terms of the settlement he was displeased with. But he still doesn’t believe Reilly had grounds to bring the suit.

"A lot of wild statements have been thrown out that are simply not true," Singleton said. "There’s no evidence whatsoever that we had any discussions with Hearst about doing anything with the Chronicle that would have been improper. In fact, we’ve had few discussions about anything with the Chronicle."

Perhaps there was nothing "improper" as far as justice officials were concerned. But a March 2006 letter from Hearst vice president James Asher to MediaNews president Joseph Lodovic that surfaced during the case shows Hearst required an agreement on consolidated distribution networks with MediaNews before the company would proceed with its side of the transaction.

So let’s go back to Hurd’s question: why should anyone care about newspaper mergers in an era when there are so many other sources of information?

John McManus is a part-time journalism professor at San Jose State University and director of GradeTheNews.org, a consumer Web site on Bay Area news quality. He was hired as a consultant by Clint Reilly’s legal team to provide analysis of how consolidated or noncompetitive media outlets might fail to provide the best, most valuable news stories possible to local consumers.

His answer is simple. "Everyone is affected by the quality of newspapers because they form the bottom of the food chain for news," McManus told us. "Probably about 85 percent of the original news reporting in the Bay Area comes from newspapers, because they have much larger staffs than television stations or radio stations or Web-only operations."

McManus did his Stanford PhD dissertation in 1987 on four television news stations scattered around California, spending a month at each of them. At one of the stations, he said, what appeared in the local newspaper was so important, a station producer would clip stories directly from it and attach them to the assignments reporters were expected to have prepared by that evening’s newscast.

"The situation has gotten worse since then," McManus told us, "because local TV news staffs have shrunk."

The settlement also did not include an agreement on what would happen to the mountain of records produced in the case leading up to the trial.

Hundreds of pages previously sealed by the newspaper companies were opened to the public after the Guardian and the East Bay nonprofit Media Alliance intervened in the case. Reilly’s lawyer, Joe Alioto, recently insisted that he would petition the judge to unveil more documents, such as full depositions of company executives and additional memos and e-mails.

The settlement comes with some caveats for critics of consolidation. McManus believes that Reilly ultimately "got a quarter of the loaf." Reilly, he said, may have protected the independence of the Chronicle, but MediaNews isn’t being forced to unload any of its Bay Area properties to balance the field.

"Without [Reilly] having liberated the Mercury News and the Contra Costa Times and the smaller papers from the grip of MediaNews," McManus said, "the Chronicle‘s fate may be sealed." *

Editors note: The daily papers in the Bay Area treated the news of the settlement as a one-day story, and not a terribly big one. The San Francisco Chronicle ran it below the fold in the business section with a one-column head. But over the next few days, there were a lot of development and arguments over the deal; the trade journal Editor and Publisher was all over it. But none of that made it into the supposedly competitive local daily press.

As an aficionado of the men’s-club look, I was swept into Scott Howard as if into some beautiful dream. Beyond the set of fluttering drapes that shield the host’s station from errant breezes blowing near the front door lies a world of coffee- and tea-colored wood (floor, table and chairs, wall trim), gently dim lighting, a slightly sunken floor like that of some kind of arena, and a brilliantly backlit bar standing against one wall like a sentinel.

But … we weren’t really under any delusion of having stepped into White’s or the Athenaeum in London; although Scott Howard’s interior design relies heavily on traditional materials, it gives them a spare, modern look. Lines are clean and frivolities few, and you feel that the restaurant is meant to appeal to tasteful people who know how to make much of time. There is no wasted motion or idle effect. The Cypress Club (which long occupied the space) is indeed gone for good.

The masculine cast of things isn’t surprising, if only because the restaurant’s chef-owner and eponym bear a name of double-barreled maleness. Yet Scott Howard (the restaurant, and maybe the man too) is all about elegance, not ESPN, and elegance here is understood as flowing from understatement. In this sense the place makes an interesting contrast to nearby Bix (just around the corner, on brick-lined, lanelike Gold Street), whose aura, while also male, has a distinctly more fanciful, Great Gatsby retro element. You could easily stand at Bix’s bar and indulge a brief fantasy of waiting for Nick Carraway; Scott Howard, by contrast, is very much of the here and now, spotlighted by halogen sconce lamps in the ceiling.

The tables are set comfortably far apart – a subtle touch that helps the restaurant breathe more easily and allows the restaurant’s patrons to converse in ordinary tones. And what would they be conversing about? Why, the prix fixe, of course, an innovation Howard returned to the one-and-a-half-year-old restaurant a few months ago. The deal is $32 for a three-course dinner – starter, main dish, and dessert, with a couple of choices available in each category – or $47 for the same dinner with wine pairings. (No choices as to the wines, and none needed, so far as I was concerned. The pairings were superior.)

A la carte devotees and other iconoclasts need not fret, for an entire side of the menu card is given over to the regular menu, whose entries, from a pork chop to Maine lobster to hamachi, reveal Howard’s distinctive blending of European, Asian, and all-American cooking. His style is a bit like Bradley Ogden’s, but with a less overt Middle Western bent.

It is sometimes said by cognoscenti that when visiting London and Paris, you should always go to London first so as not to be disappointed. If you start in Paris, you might find London, for all its splendors, a little tatty. A similar advisory ought to apply to Scott Howard’s tuna tartare ($12), a disk of chopped fish atop a bed of cubed avocado, with a well-modulated chorus of piperade and crisped chorizo bits on the side and, throughout, a subtle perfume of vanilla oil. This dish is so sublime that you will struggle not to order a second one (we struggled unsuccessfully), and if you start with it, you might find that it casts a shadow over everything that follows. One solution would be to have it for dessert, but this would seem odd, despite the vanilla; another would be not to have it at all, but this would be a heavy loss.

Only marginally less rapturous but considerably earthier is the orzo "mac and cheese" with tomato jam ($7 for a sizable crock), which could pass as an especially creamy risotto. ("That stuff is evil!" our server said to us with barely restrained glee. He meant "evil," of course, in the best possible, the Dame Edna, sense.) If Howard’s sensibility glides gracefully between the earthy and the sublime, then the prix fixe cooking finds a balance somewhere near the middle, in happy-medium country. The cooking here is sophisticated rather than dazzling – the kind of food your table considers for a moment in quiet admiration but does not hesitate to eat, while talking about other matters.

A tomato soup, for instance, was rich and thick, with a few flicks of fennel pollen (which looked like black pepper) cast over the molten surface and a faint hint of smokiness that suggested roasting. A plate of smoked salmon draped over a potato pancake – really more of a fritter – and garnished with a dollop of sour cream was a classic presentation, the kind of thing you might be served at your club, if you belonged to one. (Wine pairing for both: a crispy-rich albarino.)

The recurrence of salmon – Scottish, as a main course, with hedgehog mushrooms and coins of fingerling potatoes in a tarragon broth – didn’t quite make it up the mountain for me. The poached fish was fishy, the broth watery. Much better was roasted lamb loin, ruby rose in the middle, laid in two pieces atop a bed of braised spinach and scallions and finished with dribbles of truffled jus. Your club would definitely serve this with pride. (Wine pairing for both: an intense but controlled California primitivo.)

Prix fixe desserts seldom set the world on fire, and Scott Howard’s are no exception, though the sparkling moscato sounded a festive holiday note. Warm chocolate cake with blackberry coulis and whipped cream? Nice, but a rerun deep in syndication. There was nothing showy about butterscotch pudding either, except that it was dense and good, sweet but not too. Can a dessert be manly? *

TECHSPLOITATION The biological functioning of my body is all over the news right now. Lawmakers and federal regulatory agencies are asking themselves whether I should be allowed to have abortions, and whether I should be allowed to take a drug that prevents me from menstruating. You probably know about the brouhaha over abortion, spurred by the recent Supreme Court decision, but you may not have realized that decision came as the Food and Drug Administration decides the fate of Lybrel, a birth control pill that could liberate millions of women from paying Tampax for "wings" every month. But these two issues are not unrelated. They are both symptoms of how much the government loves to regulate the basic functioning of my body. Still, there are some key differences.

Most arguments over abortion boil down to whether you think a woman’s right to control her future is more or less important than the much-debated rights of a potential human. Because the legal status of a fetus has become part of the abortion debate, it’s hard to cast abortion purely as a female reproductive rights issue (as much as I’d like to do that). These days the abortion debate is also about how we define human life and whether a fetus constitutes a being that deserves legal protection.

However, the issue of controlling menstrual cycles is unequivocally about the female reproductive cycle, untainted by questions of embryo civil rights. Why should there be any controversy over pharmaceutical company Wyeth marketing Lybrel, which is exactly like a birth control pill without the seven-day placebo cycle that creates a fake period? (In case you aren’t a Pill geek, the period women have while taking contraceptive pills is caused only by hormone fluctuation and not a biological need to flush out unused eggs – the Pill works by preventing the ripening of said eggs. So it’s purely a cosmetic menstrual cycle.)

There are good reasons to test Lybrel, since nobody is completely sure what might happen in the long term to women who stop menstruating. But now that Wyeth has demonstrated the safety of this pill, what’s the big deal? The New York Times recently published a much-discussed article about negative reactions to Lybrel and other drugs like it. Canadian psychologist Christine Hitchcock told the paper she didn’t like "the idea that you can turn your body on and off like a tap." Giovanna Chesler, who just made a documentary about "the end of menstruation," objects to the idea that taking a daily pill makes women appear defective. "Women are not sick," she said. "They don’t need to control their periods for 30 or 40 years."

It’s interesting that Chesler uses the word "control" in her comment. Why are women eager to relinquish control over their periods, arguably one of the most annoying parts of being a biological female? After all, we take calcium pills to control bone density; we take showers to control odor; and take ibuprofen to control pain. None of these things are necessary. We don’t do them because we are sick, and not doing them won’t kill us. So why shouldn’t we take control of our bodies and stop having periods if we want to? There are no fetuses being harmed here. Why should we reject Lybrel, if not for the dogma that it’s unnatural for women to control their reproductive functions?

Yes, Wyeth stands to make money on Lybrel, and I’m no fan of pharmaceutical companies, but women already pay to deal with their periods. We pump billions of collars into feminine hygiene products so Kotex can sell us more wings and soft applicators and superabsorbent crap. I say if we can take pills that free us from having to deal with the monthly goo and bother, then let’s do it. Nobody is saying periods are sick or wrong here. It’s just that they’re annoying and uncomfortable – and if women don’t want to deal with them, they shouldn’t have to.

The social rejection of drugs such as Lybrel – which the FDA has already turned down for approval once – is based on the idea that there is something about women’s bodies that women themselves should not be allowed to control. Even in the absence of the fetus debates, we’re still seeing women who are afraid to control their reproductive systems. As long as we are in thrall to this fear, we will never triumph in the struggle for abortion rights and effective birth control. *

The importance of being imported

If you think of Mateus or Lancer’s when you think of Portuguese wine, then you may soon be thinking anew. Portugal’s food and wines have been overshadowed by those of Spain, its larger Iberian neighbor, over the last generation or so, but the Portuguese viticultural tradition has its roots in Roman times and produces wines that compare favorably with any in the world. The issue at the moment is distributing them to that world – in particular, to us – and that means finding importers.

To judge by the offerings of a recent trade show, Portuguese winemakers aren’t going to have much trouble convincing the public about the quality of their wines nor about their value. I found myself, after rapturous sips of this and that, asking what a particular bottling might sell for at retail in Europe and repeatedly hearing, "2 euros 50" or "3 euros" – in other words, $3 or $4. I would have bought several cases on the spot if I’d been able to, the whites being especially appealing.

At least one wrinkle for Portuguese winemakers who want to sell their stuff here is that there is no restaurant infrastructure to serve as a wedge into public consciousness. Our Iberian restaurants are almost all Spanish, and there aren’t even that many of them; I am aware of only the Grubstake, a Polk Gulch hamburger salon, as an offerer of a full-scale Portuguese menu in the city, and even there you have to know what you’re looking for, lest you end up with a BLT from the regular menu. Some years ago, Stars, in one of its post-Jeremiah Tower configurations, made a point of featuring Portuguese wines, but that program went down with the restaurant.

Perhaps there will be a breakthrough wine, a Portuguese answer to gruner veltliner and albarino. (The Portuguese grow the latter, incidentally, as alvarinho.) I might place a small bet on white wines produced from antao vez, a grape indigenous to Portugal and grown in the Alentejo region southeast of Lisbon. The name looks a bit forbidding to the Anglophone eye – an unhelpful detail in a brand-name culture like ours – but the wines are bright and fresh, with a green fruitiness gently crisped by acid. Wines like these at $3 to $4 a bottle would be too good to be true – but maybe $5 or $6 is feasible?

Death of fun, the sequel

Fun – in the form of fairs, festivals, bars, art in the parks, and the freedom to occasionally drink alcohol in public places – is under attack in San Francisco.

The multipronged assault is coming primarily from two sources: city agencies with budget shortfalls and NIMBYs who don’t like to hear people partying. The crackdown has only intensified since the Guardian sounded the alarm last year (see “The Death of Fun,” 5/24/06), but the fun seekers are now organizing, finding some allies, and starting to push back.

Mayor Gavin Newsom and other city hall leaders have been meeting with the Outdoor Events Coalition, which formed last year in response to the threat, about valuing the city’s beloved social gatherings and staving off steep fee hikes that have been sought by the Recreation and Park, Fire, Public Works, and Police departments.

Those conversations have already yielded at least a temporary reprieve from a substantial increase in use fees for all the city’s parks. It’s also led to a rollback of the How Weird Street Faire’s particularly outrageous police fees (its $7,700 sum last year jumped to $23,833 this year – despite the event being forced by the city to end two hours earlier – before pressure from the Guardian and city hall forced it back down to $4,734).

The San Francisco Democratic County Central Committee will also wade into the issue April 25 when it considers a resolution warning that “San Francisco has become noticeably less tolerant of nightlife and outdoor events.” It is sponsored by Scott Wiener, Robert Haaland, Michael Goldstein, and David Campos.

The measure expresses this premier political organization’s “strong disagreement with the City agencies and commissions that have undermined San Francisco’s nightlife and tradition of street festivals and encourages efforts to remove obstacles to the permitting of such venues and events up to and including structural reform of government permitting processes to accomplish that goal.”

The resolution specifically cites the restrictions and fee increases that have hit the How Weird Street Faire, the Haight Ashbury Street Fair (where alcohol is banned this year for the first time), and the North Beach Jazz Festival, but it also notes that a wide variety of events “provide major fundraising opportunities for community-serving nonprofits such as HIV/AIDS, breast cancer, and violence-prevention organizations that are dependent upon the revenue generated at these events.”

Yet the wet blanket crowd still seems ascendant. Sup. Michela Alioto-Pier now wants to ban alcohol in all city parks that contain playgrounds, which is most of them. Hole in the Wall has hit unexpected opposition to its relocation (see “Bar Wars,” 4/18/07), while Club Six is being threatened by its neighbors and the Entertainment Commission about noise issues. And one group is trying to kill a band shell made of recycled car hoods that is proposed for temporary summer placement on the Panhandle.

That project, as well as the proposal for drastically increased fees for using public spaces, is expected to be considered May 3 by the Rec and Park Commission, which is likely to be a prime battleground in the ongoing fight over fun.

 

FEE FIGHT

Rec and Park, like many other city departments, is facing a big budget shortfall and neglected facilities overdue for attention. A budget analyst audit last year also recommended that the department create a more coherent system for its 400 different permits and increase fees by 2 percent.

Yet the department responded by proposing to roughly double its special event fees, even though they make up just $560,000 of the $4.5 million that the department collects from all fees. Making things even worse was the proposal to charge events based on a park’s maximum capacity rather than the actual number of attendees.

The proposal caused an uproar when it was introduced last year, as promoters say it would kill many beloved events, so it was tabled. Then an almost identical proposal was quietly introduced this year, drawing the same concerns.

“These are just preliminary numbers, and they may change,” department spokesperson Rose Dennis told us, although she wouldn’t elaborate on why the same unpopular proposal was revived.

Event organizers, who were told last year that they would be consulted on the new fee schedule, were dumbfounded. They say the new policy forces them to come up with a lot of cash if attendance lags or the weather is bad.

Mitigating such a risk means charging admission, corralling corporate sponsorship, or pushing more commerce on attendees. This may not be a hindrance for some of the well-known and sponsored events such as Bay to Breakers and SF Pride, but consider how the low-budget Movie Night in Dolores Park might come up with $6,000 instead of $250, or how additional permit fees could strangle the potential of nascent groups such as Movement for Unconditional Amnesty.

The group is sponsoring a march in honor of the Great American Boycott of 2006. On May 1 it will walk from Dolores Park to the Civic Center in recognition of immigrants’ rights. The group wanted to offer concessions, because food vendors donate a percentage of their sales to the organization, but the permit fee for propane use from the Fire Department was too high.

“They couldn’t guarantee they’d make more than $1,200 in food to cover the costs of permits,” said Forrest Schmidt, of the ANSWER Coalition, who is assisting the organizers. “So they lost an opportunity to raise funds to support their work. It’s more than $1,000 taken off the top of the movement.”

ANSWER faced a similar problem after the antiwar rally in March, when the rule regarding propane permits was reinterpreted so that a base charge, once applied to an entire event, was now charged of each concessionaire – quadrupling the overall cost. ANSWER pleaded its case against this new reading of the law and was granted a one-time reprieve. But Schmidt says none of the SFFD’s paperwork backs up a need to charge so much money.

“They kept on saying over and over again, ‘You guys are making money on this,’ ” Schmidt said. “But it’s an administrative fee to make sure we’re not setting anything on fire. It’s essentially a tax. It’s a deceitful form of politics and part of what’s changing the demographic of the city.”

The Outdoor Events Coalition, which represents more than 25 events in the city, agrees and has been meeting with city officials to hash out another interim solution for this year, as well as a long-term plan for financial sustainability for all parties.

“We’re cautiously optimistic,” said Robbie Kowal, a coalition leader and organizer of the North Beach Jazz Festival. But he’s still concerned about what he and the coalition see as a continuing trend.

“The city is changing in some way. It’s becoming a culture of complaint. There’s this whole idea you can elect yourself into a neighborhood organization, you can invent your own constituency, and the bureaucracy has to take you seriously. Neighborhood power can be so effective in fighting against a Starbucks, but when it’s turned around and used to kill an indigenous part of that neighborhood, like its local street fair, that’s an abuse of that neighborhood power.”

 

NIMBY POWER

Black Rock Arts Foundation, the San Francisco public art nonprofit that grew out of Burning Man, has enjoyed a successful and symbiotic partnership with the Newsom administration, placing well-received temporary artwork in Hayes Green, Civic Center Plaza, and the Embarcadero.

So when BRAF, the Neighborhood Parks Council, the city’s Department of the Environment, and several community groups decided several months ago to collaborate on a trio of new temporary art pieces, most people involved thought they were headed for another kumbaya moment. Then one of the projects hit a small but vocal pocket of resistance.

A group of artists from the Finch Mob and Rebar collectives are now at work on the Panhandle band shell, a performance space for nonamplified acoustic music and other performances that is made from the hoods of 75 midsize sedans. The idea is to promote the recycling and reuse of materials while creating a community gathering spot for arts appreciation.

Most neighborhood groups in the area like the project, and 147 individuals have written letters of support, versus the 17 letters that have taken issue with the project’s potential to draw crowds and create noise, litter, graffiti, congestion, and a hangout for homeless people.

But the opposition has been amplified by members of the Panhandle Residents Organization Stanyan Fulton (PROSF), which runs one of the most active listservs in the city, championing causes ranging from government sunshine to neighborhood concerns. The group, with support from Sup. Ross Mirkarimi’s staff, has delayed the project’s approval and thus placed its future in jeopardy (installation was scheduled to begin next month).

“My main concern would be that this is a very narrow strip of land that is bordered by homes on both sides,” said neighbor Maureen Murphy, who has complained about the project to the city and online through the PROSF. “My fear is that there is going to be amplification and more people and litter.”

The debate was scheduled to be heard by the Rec and Park Commission on April 19 but was postponed to May 3 because of the controversy. Nonetheless, Newsom showed up at the last hearing to offer his support.

“Rare do I come in front of committee, but I wanted to underscore … the partnership we’ve had with Black Rock Arts Foundation. It’s been a very successful one and one I want to encourage this commission to reinforce,” Newsom told the commission. “I think the opportunity exists for us … to take advantage of these partnerships and really bring to the forefront in people’s minds more temporary public art.”

Rachel Weidinger, who is handling the project for BRAF, said the organizers have been very sensitive to public input, neighborhood concerns, environmental issues, and the impacts of the project, at one point changing sites to one with better drainage. And she’s been actively telling opponents that the project won’t allow amplified music or large gatherings (those of 25 or more will require a special permit). But she said that there’s little they can do about those who simply don’t want people to gather in the park.

“We are trying to activate park space with temporary artwork,” she said. “Guilty as charged.”

Yet any activated public space – whether a street closed for a fair or a march, a park turned into a concert space, or a vacant storefront turned into a nightclub – is bound to generate a few critics. The question for San Francisco now is how to balance NIMBY desires and bureaucratic needs with a broader concern for facilitating fun in the big city.

“Some people have the idea that events and nightlife are an evil to be restricted,” Wiener said. But his resolution is intended as “a cultural statement about what kind of city we want to live in.” *

In 2000, when Gary Erickson, founder and owner of Clif Bar and Co., told reps from Quaker Oats – the fourth largest consumer goods company in the world – that he needed to go for a walk before signing over his company for $120 million, they thought he was bluffing to secure a larger payout.

"He literally had his pen this close to the contract," recalls Sheryl O’Loughlin, outgoing CEO of the company, as she poises the tip of an ink pen a couple inches above a notepad at her desk. "The way he described it was that his hand started to shake. Something just didn’t feel right."

Erickson chewed over the life-changing dilemma as he walked the block surrounding his Berkeley office building. Did he honestly want to exchange an eight-year enterprise to produce and successfully market an appetizing assortment of energy bars and drinks for the life of an instant multimillionaire and all the attendant comforts it yields – mansions, shopping sprees, and exotic trips?

And how could the company founder not sell when the consensus among consultants, Erickson’s now ex-partner, and even some of his employees was that Clif Bar’s competitors would eat them alive if he didn’t? Deserting the Clif Bar empire before its fated downfall seemed to be the only logical move.

"Nestle had just bought PowerBar, which was really big at the time, and then Kraft bought Balance Bar," O’Loughlin explains. "So naturally there was a ton of pressure to sell, because we [supposedly] couldn’t make it on our own."

In spite of the risk or perhaps because of it, Erickson returned to his office with a new resolve and announced to the investment banker, lawyers, and his stunned partner that the deal was off. He then literally told them all to go home.

"I went from the darkest of dark to the highest of highs the moment I realized I didn’t have to sign that contract," marvels Erickson during a phone interview. The company founder – with his wife and partner, Kit Crawford – is resuming leadership of their company with just under 200 employees.

"I was more excited at that moment than probably any other moment of my life, aside from having children."

A year after ditching Quaker Oats at the altar, Erickson could identify another important reason why he did it. Although he and his partner were promised postacquisition roles in the company, as signing day neared it became clear that this was merely a typical sweet nothing often whispered in the midst of a seductive corporate takeover.

But once Quaker Oats unveiled its plan to move the Clif Bar operations to its offices in Chicago and told Erickson that his people in Berkeley would basically be out of their jobs, he got a whiff of the company’s true oats.

The decision invigorated Erickson and motivated him to define Clif Bar’s bottom line beyond its profits. He came up with what the company now refers to as the Five Aspirations: business, brand, planet, community, and people. This new mission galvanized the creators of Luna, Nectar, Mojo, and Builder’s bars to make 70 percent of each product organic and use biodiesel trucks between their bakery and destination centers.

On the community tip, Clif Bar donates approximately 1 percent of its net sales in the form of food, money, and volunteer time. Each employee volunteers at least 20 community service hours per year during paid work time, which can entail anything from assisting Habitat for Humanity in New Orleans to planting community gardens in Hunters Point.

Though a commitment to green practices and community service has boosted company morale, masseuses, salons, in-office rock climbing walls, personal trainers, and laundry facilities, among other staff perks, also serve to sustain Clif Bar’s people. How’s that for ulterior motives? (Angela J. Bass)

It’s a green-minded, art-and-music-focused campout in a forest wonderland. Organized by Los Angeles’s the Do Lab with participation from tons of SF artists, this three-day event is powered by alternative energy, offers ecoworkshops in everything from permaculture to raw foods, and encourages rideshares — including a participant-organized bus trip from San Francisco. Also featuring performances by Freq Nasty, Bassnectar, Vau de Vire Society, El Circo, and other DJs and artists from San Francisco and elsewhere, LIB attempts to change the precedent that festival fun has to be ecologically disastrous.

"Sierra Nevada World Music Festival" Mendocino County Fairgrounds, Boonville; www.snwmf.com. June 22-24, $125 plus $50 per car camping pass. Peace is green, right? I mean, what about Greenpeace? And peace is what this festival, which promotes "conscious" music, is all about. Plus, a range of representatives of environmental and social issues will be tabling at the festival — and registering voters.

BEYOND

"Burning Man" Black Rock City, Nev.; (415) TO-FLAME, www.burningman.com. Aug 27-Sept 3, $250-$280. With its Leave No Trace philosophy and its hippie roots, Burning Man has always been greener than most. But this year it’s getting even more explicitly so with the theme the Green Man, focusing on humanity’s relationship to nature (even though there is no nature on the dry lakebed surface). A pessimist might suggest this year’s theme is just another excuse to waste resources on leaf-themed art cars and that "Leave No Trace" usually translates to "Leave Your Trash in Reno." But an optimist might say this is Burning Man acknowledging and trying to address such issues. Either way, air out your dust-filled tent and pack some chartreuse body paint — it’s going to be an interesting year in Black Rock. *

Spanish food may have struggled for recognition in this country and will almost certainly never be as well loved as its near relation, Italian cooking, but in the last decade or so the Iberian peninsula has given us at least one big present: the tapa. Tapas, the little plates that could, are so big now that they’re often not even remotely Spanish: we find Cuban and nuevo Latino and even American versions, while small plates from other cultures end up being called "tapas" for convenience’s sake. People might not know about, and might be chary of ordering, a meze platter, but if you call it Turkish or Greek tapas, they’re in.

At Esperpento, which turns 15 this year (the name means "absurdity"), the tapas are still tapas, still Spanish — the kinds of things you’d have with a beer or a glass of verdujo or rioja in the middle evening at some restaurant near the Plaza Mayor in Madrid. The venue itself, with its forest of support columns and cheerful, well-scuffed yellowness, looks like such a place and offers us a reminder that restaurant interiors evolve or accrete meaning through use and are not necessarily complete when created, no matter how elaborately and expensively they are designed. But what most amazes about Esperpento is the paella, which is actually better than good — quite near excellent, in fact. While I cling to my view that the best paella is likely to be made by a home cook, I can no longer say that restaurants can’t pull it off. Esperpento can and does, though, as with soufflés, you are given notice that there will be a 30-minute wait.

If you have to wait a spell for your main dish, what better way to pass the time than by noshing on tapas in a house of tapas? Esperpento’s selection is huge, turn-around time is short, and a surprising number of the small plates are vegetarian friendly. You could easily order up a meatless feast here without disappointing meat eaters in the slightest. Especially fabulous are the alcachofas a la plancha ($5.50), disks of thinly sliced artichokes grilled with a simple combination of garlic and parsley. And not far behind are the patatas ali-oli ($4.50), crispy-tender new-potato quarters generously spattered with garlic mayonnaise. If you like your potatoes a little less free-form, you might prefer the tortilla de patata ($6), which the menu describes as an "omelet" of potatoes and onion but is really more like a cross between a quiche and a tart and is far tastier (and substantial: the pie yields six decent-size slices) than its modest list of ingredients might imply.

As in Italian cooking, simple preparations yield potent results. Mushrooms sautéed with garlic ($5.25) were as meaty and fragrant as chunks of kebab. A salad of roasted julienne red pepper ($5.50) dressed with a house vinaigrette was gorgeous, even though the peppers were just the ordinary kind rather than the fancier (and slightly hotter) sort from Navarre. Boquerones ($5), Spain’s famous white anchovies, were dipped in batter and flash-fried, so they resembled french fries, while calamares a la plancha ($6.50) took a turn on the grill quick enough to keep them tender. One plancha-style dish did disappoint: clams ($6.25), which were not bad, just pallid despite garlic, parsley, and olive oil. And a salad of white beans ($4.75) could have used a boost of something.

A common booster in Spanish cooking is pimentón ahumado, or smoked paprika. This is the spice that gives Spanish chorizo its distinctive flavor, and it turned up big in the sauce of the rabbit stew ($6.75), a quasi-signature dish. The meat itself, still on the bone, was fine if not remarkable, but we carefully sopped up all of the sauce with rounds of white bread from the continually replenished basket.

The paella — de carnes y mariscos ($26 for two, but plenty for four if sufficiently preceded by tapas) — arrived in due course and was inspected. We noted the traditional two-handled pan, the wealth of meat, mussels, prawns, and green peas, and the bright yellowness of the rice — an indication that there has been no stinting on the saffron. The grains of rice were plump and glistening, a sign that they had just been cooked straight through rather than parboiled, left to wait, then finished in haste.

Best of all was the caramelized crust that had developed at the bottom of the rice layer. One of the big differences between risotto and paella is that the former is stirred more or less constantly, with a creamy result, while the latter is stirred hardly at all. The result of this stasis is the crust, which is something of a delicacy, though scraping it off and folding it into the rest of the dish can be an indelicate operation.

Paella is one of life’s more festive dishes, and Esperpento, despite its advanced age, has to be one of the more festive restaurants in the not-exactly-somnolent Mission: large parties wait at the door, tables are pushed together, cheerful voices are raised, plates laden with tapas fly from the kitchen (to return a few minutes later, stripped clean), service staff move nimbly among the tables like performers in some high-wire circus act. It is chaos, yes, but functional chaos, absurd as that might sound. *

CHEAP EATS The Craigslist ad said "blood-soaked carnivore." And I wish I could remember the rest of it, because it was unusual and well written, but all I needed to know, really, was "blood-soaked carnivore."

By the letter, it wasn’t even what I was looking for; it wasn’t M or FTM or F (w/a SOD)…. It was BSC. Blood-soaked carnivore.

That’s my favorite kind of carnivore!

Talk about a hook with my lip written all over it…. It’s almost not even fair. It’s almost cheating. It’s like deer hunting with land mines, or something. I didn’t need to see no pictures or nothing. I was stacked steaks in white paper, brown tape; and I wrote back immediately and was all, like, "WheRE do you wAnt to EAt?!?!"

She mentioned some places, and we ate at all of them. We ate bacon burgers, chili burgers, barbecue, and Filipino food. Her name is Twinkle Wonderkid, and she lives in Cowgirl City, which looks a lot like the Tenderloin to me. And I know that’s a foofy-sounding name, Twinkle Wonderkid, but this BSC used to be in the Navy and the Merchant Marines, and I think she used to be a cow puncher too.

What else she used to be was a dude. The one thing I said I wouldn’t do!

Well …

Three words: Blood. Soaked. Carnivore. And you can ask her yourself if I ain’t the cuddliest, snuggliest, heat-producingest little campfire she ever poked.

So: thus endeth my 2 1/2-year drought, the longest length of itlessness I’ve had to endure (in case anyone was wondering) since the 19 years it took me to lose my male virginity.

Speaking of which, it’s kind of ironic, probably, that I got axed to the prom for the first time ever on the same day I got made into meat. It wasn’t a pimply, awkward high school boy who asked me, either. It was an all-growed-up and entirely cool chickenscaping client of mine named Aunt Stink. We were having kind of a business meeting. In exchange for dinner, I was going to help her conceptualize her budding Pacifica backyard chicken farm.

So that was what we talked about, chicken farming this and chicken farming that, over a vegetarian burrito for her and a big huge bowl of fishy soup for me.

Then she invited me to the prom. (I love my life!) Well, it wasn’t like that exactly. I mean, she did invite me to a party, and it was a prom-themed thing, but she already had herself a partner. And I didn’t know if I wanted to third-wheel it with them or go alone or go at all. Or … I mean, the thing was that I didn’t have anything to wear. I’ll be damned if I’m going to finally go to the prom, in my 40s, and not wear a prom dress.

And I don’t even know what that is, so … maybe in my 50s.

But this soup! The name of the place is El Toro Loco, or crazy fuckin’ bullshit, and it’s my new favorite restaurant. Best place to eat in Pacifica, anyway, according to two different people and now me. The sopa siete mares, or seven-horse soup, is just fish fish fish, mostly tentacles, which I love love love.

And I’m in my element, right, advising Aunt Stink on all the philosophical intricacies of chicken farming, like hawks and raccoons and shit, with calamari tentacles dangling out of the corners of my mouth most of the time, when all of a sudden it occurs to me that I’m famous. In my own small, farmerly way.

People contact me when they want to know about chickens. They see me in a bar and go, "Chicken Farmer!" And in one case, recently, I was paid $25 and two free drinks to stand up in front of a couple hundred people and talk about chickens. People want to eat with me, on them, and if that ain’t making it …

Well, it’s not the kind of making it I been looking for. And that’s why as soon as I got back to the city I started calling everyone I know and asking, "You got a prom dress I could borrow?"

First one to actually pick up the phone was the Wonderkid, and she’d just lost her job and had cried herself to sleep. Didn’t feel like going out, but if I wanted to come over and watch a movie …

She had popcorn, she said, and a bottle of wine.

I got the movie. I got the flowers. *

Clean isn’t always green

There’s no more symbolic and tangible an issue for elected officials than clean streets.

Not everyone can see firsthand how well local schools are operating, whether nonprofits receiving city grants are spending the money wisely, or if every board and commission is complying with open-government rules.

On the other hand, everyone knows when the streets are filthy, and if a grease-soaked, wind-tossed burger bag slaps you in the face on your way to the ballot box, you’ll angrily remember it.

But clean doesn’t inherently equal green. Street sweepers don’t magically cause dirt to disappear. Where do the used condoms, food wrappers, trails of frothy malt liquor, puddles of urine, auto exhaust particulates, oil and gas residue, toxic chemical spills, and arching piles of trash go after being sucked into a street sweeper’s collection bin?

Well, two places really. When haulers and street sweepers at the Department of Public Works pick up junk from the streets, as much as possible gets recycled at a site on Tunnel Avenue.

"DPW separates materials we pick up for recycling [furniture, appliances, construction debris, etc.], which as recently as 2003 went to the landfill," department spokesperson Christine Falvey told the Guardian.

Then, however, the street sweepers all congregate at a DPW maintenance yard on César Chávez Street, where workers hose charming layers of sludge off the inside reservoir panels of the trucks and out onto two grates — little more than storm drains, which ultimately empty into the bay.

Harvey Rose, chief budget analyst for the Board of Supervisors, released a comprehensive management audit of the DPW in January. Buried on page 149 is a description of what San Francisco does with all this waste scrubbed from the city’s asphalt surfaces and left clinging to the inside of street sweepers.

For the audit, Rose’s office hired health and safety experts from the San Francisco Public Utilities Commission and the San Francisco International Airport to conduct an inspection of the maintenance yard.

We recently requested a copy of the report, and it shows that the foul and possibly toxic liquids removed from the trucks — still swirling with smaller debris that slipped through the grates — wind up in the city’s sewers.

A capture basin below the drains, which the SFPUC cleans out once a week, gathers some of the smaller debris such as trash and gravel. But the basins lose their treatment capacity once they’re a third full, and auditors noted that the basins were almost overflowing when they visited. And despite the presumably high concentration of pollutants in the waste liquids (uninhibited runoff from the streets is a chief contributor to water pollution), no special attention was being given to their handling.

"There are no measures in place to prevent an acute discharge of a collected hazardous material," the analyst’s report concluded, "or to reduce the chronic influx of pollutants generated from this activity."

In other words, the city is cleaning crud off the streets, where people can see it — then dumping it into the bay, where it’s a lot less visible.

In the DPW’s official response to the audit, director Fred Abadi did not dispute how poorly the agency was treating discarded waste from street sweepers and vowed to link the catch basin to a multichambered oil-grit separator, as auditors proposed. Falvey admitted that sometimes night-shift sweepers dumped their entire loads at the César Chávez yard, but she said that habit stopped after the audit was released. The DPW is currently in the market for an oil-grit separator, she added, and the maintenance yard’s drains that receive material from the sweepers have been covered with metal nets.

Of course, all that flushing also requires a lot of water — and that’s in scarce supply right now. San Francisco is experiencing its fourth driest winter on record, and to fill the region’s water needs, there’s talk of diverting more precious flow from the Tuolumne River, threatening fish and wildlife (see "Draining the River").

The DPW’s "street flushers" can each hold 3,200 gallons of water and use about 15,000 gallons of freshwater every business day to cover an average of 25 routes.

In comparison, three average San Francisco households would have to cease using water for an entire month to equal the amount of water used to clean local streets each day. The DPW’s Bureau of Street Environmental Services used 5.6 million gallons of water last year, according to figures provided by water officials. The agency used 90.8 million for landscape maintenance, mostly irrigation for street medians, which during droughts in the late ’80s was temporarily outlawed to conserve water, according to SFPUC spokesperson Tony Winnicker. San Francisco is not there yet, but "for now we would just like everybody to cut back," Winnicker said, "and certainly the city has room to do that as well."

There are costs involved in not cleaning the streets. The Maryland-based Stormwater Center, funded in part by the Environmental Protection Agency, argues that it’s not clear how much street cleaners help remove surface pollution before it runs directly into the oceans. The center says, however, the runoff could be reduced by 5 to 30 percent with the right modern trucks and aggressive maintenance.

Street sweeping as a municipal function historically began as a matter of aesthetics. Unmanageable layers of trash and slime on the street are unsightly and generally not considered to be a part of good public policy, to say the least.

More recently, though, cities have looked at how street cleaning can also help green their locales. "They still want to pick up trash and litter, which was the original idea," said Jim Scanlon, a program director for the Alameda Countywide Clean Water Program. "But it’s moving a little bit more toward wanting to pick up the finer particles because of the pollutant-reduction capabilities."

To its credit, the DPW has planted several thousand trees in the city over the past three years at the direction of the mayor, helping to contain burgeoning stormwater during heavy rains that would otherwise overflow into the ocean. It’s a strategy lauded by groups such as San Francisco Planning and Urban Research. And elsewhere at the César Chávez maintenance yard, auditors noted the DPW’s good housekeeping, including its storage of toxic materials.

But scooping up noxious sludge in one place and pouring it out somewhere else isn’t exactly the sort of green behavior that Mayor Gavin Newsom likes to talk about. *

Assault on batteries

The urban forager is generally looking for something to eat, but this does not have to be the case. While there is an undeniable pleasure in bringing edibles (blackberries, nasturtiums) home to the table from the metropolitan wild, there is also satisfaction in gathering up rubbish and disposing of it properly. And just as the city is a remarkably fertile place, so too is it rich in articles it would be better off not being rich in.

We have all seen the plastic water bottles rustling in the gutters like autumn leaves — husks emptied of their pricey elixirs and tossed away. They are easy enough to pick up and put in the nearest blue recycling bin, and that was how I started. But once I began to see the gutters as traps for stray Evian bottles, I began to notice that they hold other sorts of trash, less conspicuous but more worrisome. They hold an awful lot of batteries, in particular, with a decided tilt toward the AA size. I would like to think that even blithe people do not make a practice of throwing objects as thick with toxic chemicals and heavy metals as batteries on the sidewalk or into the street, but I seldom travel more than three blocks by foot or bike without finding at least one, often smashed or mangled by traffic.

My little foraging project for the past six months or so (since winter is a bleak time for urban food hunting; the weekday chef’s menus have heavily featured cabbage and broccoli) has been to collect all the discarded batteries I come across and put them in an old measuring cup on the pantry counter. When the cup fills, every few weeks or so, I take it to Walgreens and empty its contents into the recycling pail. Batteries do not belong in landfills almost as much as they don’t belong in the gutters, and by accepting them and sluicing them into the recycling stream, Walgreens is performing a large, if undersung, public service.

My hope is that once people start to notice that yes, there are AA batteries all over the gutters and yes, they can be picked up and recycled, people will pick them up and recycle them. Walgreens stores are easy to find in these parts, and a city whose streets are cleansed of old batteries will be a better city.

UB V2?

The obvious question to ask about V2 is: what about V1? What happened there? Was it an experimental version that didn’t quite pan out, like one of Hitler’s 11th-hour rockets? Or is it still out there somewhere? Fearless of spirit, we put our obvious question to our server and were told that V2 — a small but spiffy Malaysian restaurant that opened toward the end of January in a rapidly changing quarter of SoMa — is in fact the younger sibling of V Café, which occupies the old Whiz Wit space on Folsom near 10th Street and serves a menu similar to its predecessor’s, with the cheesesteak at its center.

The line of descent seems a little skewed here. If you like V Café, you aren’t necessarily going to be prepared for V2, though you might like it as well or even more. Despite the laconic sleekness of the name and the modesty of the physical plant, V2’s kitchen turns out striking, full-flavored dishes at prices that almost seem as if they’re part of a throwback promotion. Virtually everything on the menu, even at dinner, costs less than $10, and portions are not small.

Tomorrow, meanwhile, rises like Kuala Lumpur a few blocks away, in the form of those huge residential pillars of glass under construction on Rincon Hill. There has already been a certain amount of hand-wringing about the self-containedness of these sky-suburb developments, but the popping up of V2 in the vicinity is a sign that the occupants of the towers are, at some point, expected to grow hungry and come forth in search of food — good food, the kind you find in your favorite neighborhood restaurant. While at the moment V2 is a neighborhood restaurant waiting for its neighborhood to take shape, its presence means the area will not be entirely given over to such chain gangers as Starbucks and Au Bon Pain.

Malaysian food per se isn’t yet a commonplace around here, but because Malaysia is part of Indochina and counts as its neighbors Thailand, Indonesia, and Singapore — with China and India not too much farther away — the cooking is not all that foreign. Curry figures widely in V2’s seasoning repertoire; there is an obvious kinship to Indian and Thai curries, with the Malaysian varieties being a little smoother and richer than those of India and a little less fruity and hot than their Thai counterparts.

Malaysian curry beef ($7), for instance, consists of strips of meat and cubes of potato in a thick, reddish brown sauce reminiscent of the gravy (supposedly concocted of ketchup and cream to appeal to English tastes) that gives the Anglo-Indian dish tikka masala its endearing character. The curry nose was more pointed in (as the name implies) Indian mee goreng ($7), a stir-fry of spaghettilike noodles in a chili-fired, onion-breath red sauce. You can get chicken or (shelled) prawns for a buck or two extra, but even if you don’t, you will find items of interest folded among the noodles, among them flaps of wonton skin, like slices of gratin potatoes, and little stir-fried flour dumplings we thought at first might be tofu. There was an even sharper curry bite, along with a faint yellow iridescence, in cabbage with minced pork, one of the continually varying lunchtime specials. (You get two choices for $7.) There was a faint acridity here, and one suspected the use of commercially prepared curry powder.

If not curry, then sambal belachan (belacan is a more common English spelling), a paste of chiles and shrimp that’s used as a condiment in much of Southeast Asia. It turns up, mutedly, in a lunchtime stir-fry of chicken and neatly trimmed string beans; we detected a slight brininess and some heat, but the dish looked so Chinese that we had trouble understanding it as not Chinese. The distinctive flavor of shrimp, interestingly, also went missing in the prawn crackers ($2), those pastel-colored undulations of flash-fried rice flour that, when gathered on a plate, look like miniature versions of all those fake-rock Class M planet surfaces Kirk, Spock, and the gang were forever beaming down to. Despite the prawn deficit, we inhaled them.

One of the liveliest preparations on the menu is beef ribs in OK sauce ($6). The ribs are knuckle-size, and the meat’s a little tough — you must use your fingers for efficient separating of flesh from bone — but the sauce is sensational. It looks like cherry Jell-O that hasn’t yet set and combines elements of sweetness and barbecue savory to near-addictive effect. We were scooping up the last of it with spoons long after the final bone had been stripped bare.

Dessert means bananas, fried. We opted for honey ($2.95) rather than vanilla ice cream, on a wan theory of calorie containment. But it probably didn’t make much difference in the end, since either way you end up with a half dozen banana fritters: chunks of the fruit dunked in egg batter and deep-fried until golden. We couldn’t finish them.

V2 occupies a midblock storefront, which means it’s basically a large shoe box with a single set of windows, looking southeast. Nonetheless, the visual flavor is clean and modern, from the cinnamon-colored bamboo floors to the serene beige paint scheme on the walls, along with a few photographs of Kuala Lumpur. As in all such simple, Spartan spaces, noise is a concern; the shrieks and giggles of a trio of iPod-equipped young women several tables away filled the restaurant and actually made us flinch a few times. But that’s so often the way it is with neighbors. *

Free Josh Wolf from the Media spin

“What will everyone do now?” asked a fellow Guardian-ista, when freelance videojournalist and blogger Josh Wolf was released. She was referring to those who fought to get Wolf freed after the feds locked him up last summer. Don’t worry, I thought, the war over why Josh Wolf has been freed is about to begin.
Sure enough, war broke out that afternoon.

With Wolf set to speak on the steps of San Francisco City Hall on April 3, after 226 days inside, everyone was asking “So, what’s changed?” Had Wolf, tiring of prison food, thrown in the towel and told the feds everything they always wanted to know about anarchists? Or had the feds, weary of the fired US Attorney General scandal, decided it was time to score Brownie points in Nancy Pelosi’s home town by letting Wolf go, no questions asked?

The big town

From the air, Chicago in late winter looks like a giant crepe sprinkled with crushed peppercorns and minced scallions: a brown flatness textured with bits of black and white and wan hints of green. It’s a cold crepe, of course; you land and you can see your breath, though within a day or so the temperature will have risen into the malarial mid-70s, and the sky will be filled with purplish green, swelling clouds right out of The Wizard of Oz. Summerish heat in March suggests (apart from global warming) the imminence of tornadoes, to be followed by a blizzard, though not mosquitoes.

One evening we wandered west through River North to Scoozi, the Rich Melman–Lettuce Entertain You Enterprises restaurant that turned 20 last year. The place was something of a pioneer when it opened; the neighborhood was still slightly sketchy, and the setting — a remade temple of heavy industry, with an enormous barrel ceiling supported by wooden cantilevers so as to leave the dining room clear of pillars — gave some sense of what imagination could do with grand old spaces that hadn’t been built with food and restaurants in mind. I thought Scoozi was spectacular when I first visited it, soon after it opened, and it seems to me none the worse for more than two decades of wear; in San Francisco, only LuLu begins to compare in the category of warm spaciousness. Even Scoozi’s big, red, and curiously flattened tomato still hovers, cigar volante–style, above the front door.

The metro-rustic food too was — or is — as good as I remembered it. We particularly liked the grilled artichoke hearts, which seemed not merely to have been marinated in lemon juice and garlic but to have been braised or parboiled in that combination before hitting the barbie. Clue: the potent pair was present throughout the vegetables, making the flesh tender, moist, and fragrant, rather than being just a surface phenomenon. And I am not particularly an apostle of artichokes.

Chicago is underrated as a food city, as in so many other ways. Its reputation is one of rust, Al Capone, Vienna beef sausages, and the clattering El — but that is the old city. The new one is, like our own, a forest of cranes and high-rise apartment buildings whose residents want something interesting for dinner. Excuse me, did someone say crepe?

There could hardly be a more welcoming name for a restaurant than aperto — "open" in Italian, and Aperto is an Italian restaurant — except, possibly, Welcome. The north face of Potrero Hill is home to lots of restaurants, but Welcome isn’t one of them, at least not yet. While we wait, we can wait at Aperto, which offers a handsome wooden bench outside the front door for the convenience of those whose tables aren’t yet available and are too weary to stand. Aperto is small, and it is busy, and everyone seems to know about it. This is fitting, because it’s been there since 1992 and over its 15 years of life has become the jewellike Italian restaurant every urban neighborhood should have at least one of.

For some or no reason, Aperto is a place I’d never been to until recently. Regular reports, most of them favorable, did reach me from friends who seemed to go all the time, and these debriefings perhaps soothed my curiosity. I had noticed that the restaurant, after reaching a crest of sorts in the mid-1990s as one of the San Francisco Chronicle‘s top 100 restaurants, seemed to have receded in later years from public awareness. This could be due to fatigue, but it is certainly not due to the focaccia, which flows from the open kitchen to the dining room in a steady stream and is just exemplary: soft (though with a hint of crust), warm, and gently scented with olive oil. It’s the bread equivalent of the perfect hotel pillow and is at least as good as the focaccia at Blue Plate. And that means it’s awesome.

When you are dishing out complementary focaccia of this quality and keeping water glasses full and prices modest for well-executed, lovable Italian dishes, you are likely to be a successful restaurant. Aperto isn’t up to anything radical; its look and food are classical and timeless, and the restaurant, as an experience, presents itself unobtrusively. It’s like a favorite coat, well made and warming, you might wrap around yourself on a chilly night.

Few cuisines can match the Italian for inventive frugality. Despite a public image of flamboyance, Italians tend not to waste food. Stale bread finds a home in panzanella or ribollita, while grape pomace (the mush left over from the wine crush) is fermented and distilled into grappa. (Then exported and resold to us at a tidy profit.) Because Aperto’s menu is pasta-rich and pasta is among the most flexible of starches, the restaurant’s recycling program uses it to impressive effect. One (chilly!) evening I found myself staring into a broad white bowl of papardelle ($13.50) sauced with a sugo of osso buco. Osso buco, also known as braised veal shank, is a tine-intensive production, not ordinarily to be undertaken just to come up with a pasta sauce. But, should there be surplus from the night before, the leftover meat makes a lovely pairing with pasta, rich and just hinting of the beefiness that makes veal so attractive. Throw in some spinach for color, add some grana shavings on top, and you have a dish of elegant simplicity.

Glancing slightly upmarket, we find striped sea bass ($17.75), coated with arugula pesto, roasted, then plopped into a beanbag chair of lemon mashed potatoes, with an encirclement of ratatouille and a hairpiece of microgreens. This was a handsomely composed, colorful plate of food whose lemon mashed potatoes actually carried a distinct whiff of the advertised ingredient and whose seafood star (as I learned ex post facto from Seafood Watch) is in the "best" category. I give Aperto a big gold star for this alone. If a smallish neighborhood restaurant can keep itself within the boundaries of sustainability without making a huge fuss or overcharging, then everybody can.

The restaurant doesn’t give short shrift to seasonality either. On one late-winter menu we found crab cakes ($9.75 for a crottin-shaped pair), presented on a bed of shaved fennel and radicchio, with pomegranate seeds scattered around the plate like rubies and squirts of spicy aioli atop the cakes themselves. The same menu yielded strands of fat spaghetti ($11.50) tossed with shelled fava beans, leeks, sun-dried tomatoes, and goat cheese — a distinctively NorCal when-seasons-collide moment.

Given the limitless focaccia, which produces a filling effect similar to that of chips and salsa in Mexican restaurants, the first courses are in some danger of superfluousness. Among the best of the lot is the platter of oven-roasted mussels ($9.50), swimming in a buttery shellfish broth perfumed with fennel and garlic. The broth is nicely soppable with the accompanying spears of well-grilled levain (topped with the customary rouille), and when that was gone, we picked up the slack with focaccia.

Only the soups seemed flat: good, but a little slow out of bed in the morning. Lentil ($4.50) did feature shreds of crispy pancetta, but the floating chunks of celery seemed slightly clumsy, like flotsam after some sort of accident. And cream of roasted tomato ($5) was creamy — and cheesy! — but might have been made more interesting, visually, at least, by an addition as simple as minced parsley.

If the overhead chalkboard listing the day’s specials includes the mascarpone brownie ($6), you won’t be sorry if you ignore your diet and have it. Brownies sound juvenile, but this one isn’t; it’s marbled, moist, and just sweet enough, like homemade cake. Whipped cream? Yes, but not too much; same with the hot fudge sauce piped around the edges of the plate. The brownie might not be authentically Italian, but I suspect even a lot of authentic Italians would be open to its charms. *

Oh dad, poor dad

Dear Andrea:

I have a bit of a problem. It’s not a huge one, but I’d like to get past it. A long time ago (maybe 15 years ago or more), I had a dream that my dad was molesting me. Now, I love my dad, and I have nothing but respect for him. I know he would never do anything like that to me. But right after the dream I started to feel uncomfortable around him. If I sat next to him on the couch, I’d sit at the other end and keep a pillow between us. If he went to hug me, I’d want to pull away. I would especially hate it when he’d kiss my cheek. On my wedding day (I’m divorced now — that’s another story), he kissed me on my mouth so as not to mess my makeup, he said. I pulled away and tried to make the kiss land on my cheek. I know he didn’t mean anything by it, but it bothered me. The situation has gotten a little better over the years, but I’m still bothered if he sits too close to me or tries to hug me.

It’s a problem because my dad is a very affectionate person by nature. All my life I’ve always been a daddy’s girl (my mom died when I was young). Now that I’m an adult, he and I are like good friends. I want it to stay that way, but I need to get over this dislike of being touched. What can I do?

Dear Dreams:

Wow. I don’t get to say this often, but I don’t believe I’ve heard this one before. There’s a similar phenomenon — the friend or coworker sex dream, usually starring someone completely inappropriate or out-of-the-question — that does come up pretty often. Unlike your supercreepy version, of course, the coworker sex dream is at least kind of funny, although it can have oddly lingering effects: you find yourself glancing speculatively at the dream object, against all common sense, or blushing furiously when said coworker brushes your shoulder in the corridor on the way to the break room.

Yours, though, is more like a dream I had when I was five or so, in which my grandmother (in real life, batty and irritating but harmless) was trying to poison me. I gave her a wide berth for weeks, and I distinctly remember refusing food she offered (not a bad idea in general, come to think of it, with that particular grandma). But lady, 15 years of feeling weird about your poor old dad? That’s plenty, already. Good god, let it go.

I know, I know, you want to. If giving yourself a stern talking-to before a visit with dad — reminding yourself that nothing bad ever happened between you and therefore nothing bad will happen if you let him hug you — doesn’t work and neither does deep breathing or stiff drinking, it’s time to call in the pros. I’m pretty sure a short course of cognitive-behavioral therapy would be of use to you. CBT (this abbreviation always startles me, since I doubt very much you’d be interested in cock and ball torture) is based on the belief that the way we think determines the way we feel: change the thoughts and you change the feelings. You seem like a good candidate, given that what’s going on with you is 100 percent internal and that nothing your father has done or could do could affect things in the slightest. You really do need to change the way you think, don’t you think?

If CBT sounds too, I dunno, therapy-y to you, you might consider hypnotherapy, guided relaxation-meditation, or even EMDR, which I spent half a column making fun of just a few weeks back (3/7/07). It doesn’t matter, really. They all work OK. Just do something. This is a really stupid way to be broken, so get it fixed.

There is one word of caution I don’t feel like including here but suppose I must: be very sure of whom you’re talking to before you tell a therapist that you feel creeped out at the slightest physical contact with your father. Recovered memory may no longer be the "it" diagnosis (serious memory research having put the kibosh on that hogwash), but a therapist would not have to be an ’80s-style witch-hunting hysteric to wonder if there might be anything going on here besides a 15-year-old dream with no more basis in reality than the one I had about my grammy in the basement with a sandwich. I believe you that nothing bad happened, but when you add in the early widowerhood and all, you’ve got to admit that there are people who would hear this story and look at you funny. Just don’t be shocked if they do.

REVIEW Each SECA Art Award exhibition, the San Francisco Museum of Modern Art’s biennial and only official nod to Bay Area artists, is cause to revisit the curious, contested idea of place in contemporary art. In his introduction to the 2006 SECA (Society for the Encouragement of Contemporary Art) Award catalog, SFMOMA director Neal Benezra describes the exhibition as a "lens focusing on the best that the San Francisco Bay Area has to offer." That’s a tough order that the curators, Janet Bishop and Tara McDowell, with input from the SECA group, bestowed on five artists, Sarah Cain, Kota Ezawa, Amy Franceschini, Mitzi Pederson, and Leslie Shows. Do they — should they — illuminate a sense of regionality, what critic Lucy Lippard dubs "a state of mind rather than a place on the map"?

Any way you enter the third floor of SFMOMA, you’re faced with SECA artists. From the stairs you’ll see large collage paintings by Shows, landscapes that appear chemically ravaged. Via the elevator, you immediately encounter Pederson’s 2005 sculpture of gray cinder-block fragments stacked like a low-slung house of cards. On the floor at the entry to the gallery proper, there’s Cain’s small pile of leaves painted black and subdued rainbow shades. These three artists share a similar practice of transforming humble materials into something almost magical and begin to articulate an aesthetic — or state of mind — that, to various degrees, is emphatically handmade and poetic. The inclusion of the more widely exhibited Ezawa, who makes computer-rendered, cartoonlike still and video images, and Franceschini, known for digital graphics and ecoconscious public projects, however, subverts the idea of a thematic thread.

The 2004 SECA exhibition focused on artists who worked primarily in drawing in very different ways, a strategy that gave the show a sense of structure and created a dialogue between works. The current group feels more fractured; the whole seems less than the sum of its parts.

Shows and Pederson complement each other most effectively. With extensive use of meticulously collaged printed matter and paint, Shows creates sweeping, epic images of landscapes that seem to have gone through geologic shifts and been layered with kaleidoscopic chemicals. The show also includes a new series of smaller, text-based works in which she’s carefully shredded texts, unlikely selections such as Edwin Abbott’s mathematical fantasy Flatland, and ripped pieces of canvas bookbinding, fusing them into ambiguous wholes.

Her muted, earthy color schemes merge well with Pederson’s cinder blocks, which are dusted with slate-colored glitter and resemble glam-rock geodes. Her other pieces, positioned near Cain’s, employ featherweight materials, such as wood veneer and fluttering strips of tinted cellophane, to explore physical tension and tentative presence — the work is emphatically fragile and deceptively offhand.

There’s an improvisatory feel to Cain’s work that doesn’t quite flower in this setting. She scores with a wonderful site-specific installation: a tree branch dynamically merges with the wall and architecture, using the floor, shadow, and abstract spray-paint squiggles. Titled We Push Ourselves into the Mountain Until We Explode into the Sky, the piece embraces its earthy-spiritual vibes but seems anything but hokey. Her framed paintings on paper, which also contain natural elements and metallic sequins and threads, are less consistently assured and sometimes overwrought. Next to the tree, these seem trapped under glass.

You could ascribe a similar feeling to the presentation of Franceschini’s off-site project to resurrect San Francisco’s official Victory Garden program of the 1940s. The piece makes real sense in food activist Northern California during wartime. The project also exemplifies a strain of socially based art that’s thriving in SF galleries and art schools. This sort of practice, however, unfolds in streets, gardens, and ephemeral interactions and consistently engenders the challenge to create effective gallery presentations. At SFMOMA, Franceschini presents historical civic documents, spiffy new charts, prototype gardening and seed bank gear, and a video of a planting party. While these communicate the gist of this vital idea, the display feels stranded here: it may have been better served with a component that unfolded more directly in the gallery or in an exhibition with contextualizing, like-minded projects.

Bringing an animated Colorforms effect to the notorious Pamela Anderson–Tommy Lee bootleg sex tape, Ezawa wisely expands his artistic purview. In earlier pieces, including the History of Photography Remix series, examples of which are seen here, iconic images and media events become broad, deadpan cartoons. Instant recognition of the material has been key. In his new double-screen piece, Two Stolen Honeymoons Are Better Than One, a well-known but less widely seen piece of media — the aforementioned home video — pushes Ezawa’s work into more ambiguous territory, that strange zone in which celebrities, albeit naked ones with supersize body parts, seem as banal as the rest of us. Doubled to two screens and tinted in divergent hues, the scenario enters the subconscious with the kind of off-color lens that just might be in the Bay Area atmosphere — or perhaps just in this artist’s eye. *

Taking it in

It’s no secret that we are what we eat. But it’s as true on a collective level as it is on a personal one. I’ve been struck by this fact as I’ve toured my new hometown with an eye for Bloody Marys and bloody steaks, learning about the life, vibrancy, art, and activism of San Francisco through its tamales and tajines. Having come most recently from Los Angeles, with the strip-mall predictability of its restaurants, I find myself falling more in love with this bayside city with every PBR I polish off. Not that there aren’t good places to eat in LA — there are. But a city’s culinary landscape is indicative of its culture, values, and politics — and while LA’s sweet spots are few and far between, hidden, often elitist, usually too expensive, and always hard to get to (hello, traffic), San Francisco’s are plentiful, varied, egalitarian, ecofriendly, and accessible. They have personality and heart. They provide nourishment and pleasure. Most of all, they serve damned good food. This is a guide to this city’s characteristic places for dining and drinking, the places that express our great diversity and our activist nature, the places that cater to our exciting nightlife and to the many ways we recover from it. From green restaurants to places to get cocktails, from high-end to lowbrow, from ethnic treasures to all-American classics, these are some of our favorites. This list is by no means comprehensive, as we are blessed to live in a city with so much to offer that a full list of places worth visiting would read like a phone book. FEAST: The art of the splurge

Splurging — not to be confused with surging — is one of those activities whose scale and pleasures tend to vary according to where the fluttering bill comes to rest. Who, in other words, is paying? Because San Francisco is to tourism something like what Rome is to Catholicism, with all roads leading here, we the citizenry of this city are certain to find wanderers from afar turning up on the doorstep sooner or later. They are glad to see you and perhaps accept your hospitality, and in return they offer to take you and yours out to dinner at the best restaurant in town.

It helps if these willing souls are rich, or parents, or both. (European friends aren’t bad either, since they probably wield the mighty euro, and America for euro wielders is one huge fire sale.) They will be grateful for your expertise in choosing the restaurant, and you will need take no notice of the bill, when at last it arrives, nor of its proportions, which, if there is significant wine involved, could vaguely resemble a month’s rent. Glance at the harmless-looking little chit if you must or if you are curious; otherwise, pay a visit to the restroom while the putf8um AmEx card does its work.

These kinds of blowouts are fun, like showing up empty-handed at somebody’s party and gorging on the food and drink everybody else brought, but the more meaningful splurges are those we pay for ourselves. Yes, there can be a certain pang when ordering, since we know the damage is coming right out of our pocket; there can be an even greater pang when the server presents what the French discreetly call l’addition. But there is also a sense of having earned the moment and its satisfactions and of having spent money not on a yacht or a marbled bathroom with gold-leaf fixtures worthy of Nero but on an experience that will last a few hours at most and will be just a memory even before we get into bed for the night. That is priceless. (For everything else, there’s MasterCard.)

What follows is a brief survey of places I consider splurgeworthy (not to be confused with spongeworthy). The first group consists of restaurants most suitable for the spending of other people’s money — i.e., they are expensive, quite a few of them hideously so. The second group is the spots that you should treat yourself to even if you can’t arrange for somebody else to pick up the tab. You live here, and experiencing these restaurants is part of your education: you are obliged. The last set is the best bang-for-the-buck ones; you’ll pay, but not quite so woundingly, and you’ll come away feeling that the money was well spent. (Paul Reidinger)

Somebody else pays

GARY DANKO


The experience of gastronomic luxury is nowhere more holistic than here. Everything is just right and in balance; the restaurant is handsome but not showy, lively but not overwhelming. Members of the service staff seem genuinely pleased to see you, and the food is sublime. I did notice on my last visit that the tables seemed closer together than a few years ago — the more the merrier, apparently, especially in the accounting department. Noise levels have risen a bit, and the staff seems slightly more in a hurry. Nonetheless, a visit is certain to be ethereal and unforgettable, and you will be lauded for your acumen and good taste if you agree to be taken here. NB: the food is quite rich, so adjust your cholesterol meds accordingly if applicable.

AQUA


Even people who are wary of seafood will find much to like at Aqua, which really can’t be improved on. The look has softened and warmed subtly over the years, while the food is as good as it’s ever been, maybe better. Chef Laurent Manrique (who follows in the illustrious footsteps of George Morrone and Michael Mina) brings a muscular elegance to his maritime-leaning menu, and there is even foie gras, if you are so inclined. The wine list is huge and interesting, the ceilings high (noise vanishes up there like unwanted smoke or heat), the bread warm and fresh, the staff well schooled. There is a certain formality of tone that might have to do with the restaurant’s Financial District location; at weekday lunches, hordes of money changers descend. Evening’s the time, then.

FLEUR DE LYS


Being inside Hubert Keller’s restaurant is like being inside A Thousand and One Nights; the walls ripple with loose, tentlike fabric. And you can’t possibly miss the huge pot of flowers that dominates the middle of the main dining room. The cooking combines elements of nouvelle with a certain whimsy. The prix fixe menus offer lots of wiggle room, bigger and smaller portions as you choose and so forth. There is also a vegetarian menu. The cuisine is among the most visually interesting in the city; individual courses tend to be highly architectural and to arrive in, or be sauced from, a wealth of dollhouse-size pots, pans, and pitchers. For those who like to play with their food before eating it, this adds to the fun.

CAMPTON PLACE


Parents are a special case, and Campton Place is the special spot to bring them. Although the dining room is quite small, the tables are decently far apart, and a civilized hush obtains. The kitchen has launched its share of stars over the years; the alumni association includes Jan Birnbaum, Bradley Ogden, Laurent Manrique, and Daniel Humm. No matter who’s cooking, the food is superior — there is none better. What is most distinctive about Campton Place is its layered European feel; there is a sense of tradition and grandeur that does not call attention to itself because it doesn’t need to. It’s a given. Of all the city’s top-tier restaurants, Campton Place is perhaps the one that’s been most resolute in the face of fads and trends; it’s not stuffy, but it isn’t afraid of being what it is either.

You grit your teeth and pay

CHEZ PANISSE


If there’s one restaurant all Bay Area folk should have their passport stamped at (I am speaking metaphorically, of course), it’s Chez Panisse. All the mother-ship clichés are true; many if not most of our best restaurants and chefs can trace their lineage here, and they must be proud to do so. The restaurant’s understanding of California cooking remains distinctive in its unclutteredness; the big wood-fired hearth in the open kitchen means many dishes are grilled, and for rustic elegance, the kiss of wood smoke is unsurpassed. The wider experience is modulated with similar grace. Chez Panisse isn’t quite casual, but it isn’t overformal either. It’s in harmony with its arts and crafts setting, as are most of its patrons.

BOULEVARD


Notwithstanding a bit of the Parisian brasserie look, including a fair amount of dark wood and brass, chef-owner Nancy Oakes’s longtime jewel on the Embarcadero is really quite all-American in its own high-stepping way. The restaurant is a microcosm of the city, a place of power lunches and multigenerational family get-togethers. The food is as stylish as it gets, but if you want some glorious version of meat and potatoes, you will likely find it here — and if you want a main course that knows it’s a main course and not just a puffed-up small plate, you’ll find that too. Of all the city’s top-tier restaurants, Boulevard might be the least terrifying to heartland sensibilities.

RIP: HAWTHORNE LANE


And a quick digression to remember Hawthorne Lane, which closed at the end of the year (and an 11-year run) to be reborn a few weeks later as Two. I haven’t been to the new place, but I know that even if I like it, I will never stop missing the dearly departed. Hawthorne Lane was as comfortably gracious a restaurant as could be found in San Francisco: plush but not stuffy, vibrant but not loud, with a menu rich in style and short on intimidation. It was the sort of place 25-year-olds and their parents would be equally impressed by, and that’s saying something.

DELFINA


Chef-owner Craig Stoll’s Mission venue tilts toward youth — famous rock stars are said to like it, and the crowd (not to mention the service staff) has more than its share of tattoos and piercings — but beneath the hipster glamour is one of the best restaurants in the city. The kitchen turns out Tuscan-inflected dishes that reflect Stoll’s sojourn in that overfamous Italian region; Tuscan might be a cliché now, but it isn’t at Delfina. Noise has long been an issue, and while a large expansion a few years back (along with plenty of quilted sound-baffling material posted discreetly around the dining room) has helped dilute the clamor, Delfina is packed so reliably that it can never truly be calm. Older people can find it overwhelming. But … a glass of wine will help soothe any ruffled feathers.

FEAST: 6 green bars and bistros

The road to hell is paved with recycled soda cans. I know you mean well, turning off the water while you brush your teeth and sorting your trash, but don’t you know it takes more than that now? We’re saving the world, yo, and boy, does it need saving. So what else can you do besides buy your toilet paper at Trader Joe’s? How about support green businesses — and green restaurants in particular? Because with all the day-to-day hard work and heartache it takes to run such a place, it ain’t easy being … well, you know. Luckily, the world has people like Ritu Primlani, founder and executive director of Thimmakka’s Resources for Environmental Education. Thimmakka’s mission is to help restaurants conserve water and energy, prevent pollution, and minimize solid waste — and then reward them for their efforts by publicizing them as certified green businesses. And though some of the classic do-gooders are on the list — Chez Panisse and Café Gratitude among them — Thimmakka also makes a special effort to work with lesser-known, ethnic, and lower-brow venues. The following is a small set of Bay Area bars and clubs that have undergone Thimmakka’s greening program and come out a healthier shade of jade. ELIXIR


Far from being your typical dive, this Mission saloon is all about going above and beyond. It organizes charity bartender nights, hosts meetings of green-leaning politicos, and impressed Thimmakka with its myriad of earth-friendly measures: using rechargeable batteries, ultralow-flush toilets and double-sided printers, reusing recycled content in construction materials and tabletop covers, and letting dry waste sit for a day or so (to save trash bags). Plus, there’s nothing like a good pour of Stella to help you forget for a moment that global warming is going to kill us all.

TASTE OF THE HIMALAYAS


Wonder what Nepalese food is like? It’s a lot like Indian food but lighter, fluffier, and, in the case of this Marina eatery, greener. Though stark and a bit lonely during the day, this is the kind of place that could be cozy and festive when packed on a weekend night. And there’s every reason for it to be — the greens are surprisingly spicy, the garbanzo bean stew both sweet and savory, the naan so airy it’s positively gravity defying, and the service as friendly as friendly could be. Plus, it’s Thimmakka approved.

Not just a home of tiny plates of food and large pitchers of sangria, Ramblas is also an exemplar of green goodness. It has discarded grease and oil picked up to be reused as biodiesel or soap. It donates electronic equipment. It uses a special vent that keeps grease away from the roof so it doesn’t wash into storm water. And all its chard and spinach are organic. Feel that high? It’s not just the fruity wine-and-spirits concoction you had with dinner. It’s the buzz of environmental righteousness.

This Berkeley bistro stays true to the French tradition of well-portioned, perfectly seasoned, richly flavored delights. But it shucks the age-old restaurant convention of waste, waste, waste. SAN MIGUEL


The shabby exterior and faded sign aren’t doing San Miguel any favors, but inside this Mission eatery is a kitschy, cozy, Disneyland-does-Guatemala affair with maps under glass on the tables, rows of Latin American tchotchkes hanging from the corrugated tin ceiling, and a soundtrack of music that can only be described as south of the border polka. And in addition to doing good for your taste buds (try the sour and savory salpicon), this place is doing good for the planet. It uses potpourri and a special degreaser instead of Pine-Sol and aerosols, it’s outfitted its bathrooms with special aerated taps, and it’s learned how to identify and repair leaks. So go ahead: have your camarones asados with a side of environmentalism.

BLONDIE’S BAR AND NO GRILL


"Really? Blondie’s?" That’s the response I get when I tell people this Mission dance club is one of Thimmakka’s darlings — not because the walls are papered with Styrofoam and baby seal eyes or anything, but because the scene is so far from the hemp and hacky-sack culture usually associated with envirofriendliness. But it’s true. This bastion of Yelp.com ambivalence serves organic vodka, reduces paper waste by posting bulletins on a board rather than handing out individual letters or memos, conserves water with special dishwasher systems, and reduces chemical pollution by using a diluted pesticide that’s 200 times less toxic than Raid. Best of all, though, Blondie’s encourages people to get out of their cars by having parking for bikes — no big surprise if you know owner Nicole Dewald’s mother was a major player in getting bike lanes and one-lane streets in the city. "It’s their claim to fame," Primlani said.

FEAST: 9 hidden gems

What the heck is a hidden gem, anyway? The phrase rises from the mist of culinary cliché, a cheery, primordial beast eager to swallow any eye-opening San Francisco dining experience that wanders unchained out of our delicious quotidian. So precious! So unexpected! It’s hard to lift a fork around here without poking it into something tasty and unique, be it handmade sushi in a Tenderloin liquor store or home-style Polish in West Portal. So why draw a line? This is a city of hidden gems by design — opening a Sizzler in SF limits would be front-page food news — and even those establishments that receive the most press would be labeled "kooky food" by puzzled Midwesterners. Good for them. Below is a handful of my personal hidden gems, called that for whatever reason — and to be a foodie show-off. (Marke B.)

CAFE ANDREE


A superb and tiny (26 seats only) gourmet nook in Nob Hill’s Hotel Rex. It’s a literal nook: the location is a former bookstore, and shelves still line the walls, making for clever service stations. No Name Sushi down the block may trump this little Japanese joint near the Castro for scruffy hipster appeal (although reservations here are getting harder to come by), but Eiji holds all the cards when it comes to the house specialty: oboro, or handmade tofu, dutifully stirred to order and served at the table like a steaming custard. It’s sweet and creamy, a cloud in a tureen. Specials such as whelk with uni powder and crunchy dried abalone also abound for the adventurous.

IL BORGO


Hidden in plain sight, Il Borgo is a kitschy-looking Italian place at the corner of Fell and Laguna that most people speed past on their way to the more boutique tastes of Hayes Valley. Ah, what they’re missing: Northern Italian home-style cooking, heavy on the white beans; mind-blowing pastas (I still dream about the lobster ravioli); and extremely motherly service. Nothing here will be on your diet, but you can wiggle your hips to the awesome Italian pop music on the stereo and burn off a carb or two.

KATHMANDU CAFE


A Himalayan hot spot in the Western Addition — just the kind of multiculti mix that makes SF dining great. There’s no yak, alas, but the butter chicken and dal ko jhol (lentil soup) will have you searching Orbitz for a night flight to Nepal. Also especially good: the momos (steamed Nepalese dumplings) and machha, a curry with fish cubes that melt in your mouth.

BASQUE CULTURAL CENTER


Northern California has a huge Basque population, which relocated here for the shepherding opportunities, and Basque cuisine — if you can get past all the x‘s, z‘s, and k‘s on the menu — is as hearty and satisfying as befits an ancient mountain people. The cultural center serves delicious rabbit stew and beef tongue, but it’s the delectable traditional soups that really scale the heights.

BAMBOO VILLAGE


Quality Indonesian food is getting easier to come by — Borobudur in the Tenderloin is an excellent example — but Bamboo Village has the best, and the shaggy, cozy ambience of this sort-of Inner Richmond spot perfectly balances its menu’s exoticism. A selection of dog-eared Indonesian fashion magazines makes perfect reading while you dive into the ikan balado (deep-fried Pompano fish), Kangkung water spinach hot pot, and earthy oxtail stew.

CHEZ MAMAN


This teensy bistro is pretty well known, I admit, but it often gets overshadowed by Chez Papa, its expansive (and more expensive) husband. That’s almost sexist! Brie-smothered hamburgers and some spiffy seafood dishes come with a side of French satisfaction — and the house-made panini sandwiches and warm goat cheese salad, plus a glass of wine or three, make it perfect for lunch. Who doesn’t hanker for a Taiwanese snack after hiking the scenic wonder of Glen Park Canyon? Intriguingly known as a Hong Kong waffle, an eggette is an addictive cross between a sugar cone and a cheap truffle, with rich fillings in a variety of flavors ironed into oval pockets between two crispy layers. Eggettes the place also has an astounding menu of tapioca bubble drinks and the best selection of plastic-toy vending machines this side of Taipei.

This place really freaked me out when I first saw it — it’s like Little Lord Fauntleroy exploded all over Marie Antoinette. You want frills? It’s got ’em. But sleek modern teahouses are all the rage these days, and this fairy-princess wonderland is a delightful antidote. The tea service is exquisite (with Devonshire cream, even!), and the zesty preserves and doll-size sandwiches blow a bracing British breeze up my pinafore.

The East Bay’s feisty radicals, Neurosis fans, hyphy heads, agro hippies, torrid potters, gimlet-eyed gardeners, 924 Gilman suburbo gutter punks, Oakland First–ers, Black Panther vets, passionate nesters, and working-class heroes understand: there’s plenty there to lure SF-oodies over the bridge — construction shutdowns and late-night lane narrowing be damned. Many culinary establishments fall in line with the gospel according to Alice Waters, but still others, such as those overseen by burgeoning eatery empire–builders Haig and Cindy Krikorian (owners of Sea Salt, Lalime’s, Fonda, and T-Rex), are charting new paths in regional cooking and making good food that comforts one’s soul and boosts one’s morale, using sustainable ingredients. But food is so much more than sustenance — why stop there? Farther off the path of nutritional wisdom are other, less-posh grub spots that are no less beloved, for the homier glories of butterfat and chicken gizzards — they make the journey east that much more mouthwatering. ART’S CRAB SHAK


Don’t be deterred by the deliberate misspelling and the forbiddingly windowless ’50s- and ’60s-era exterior: Art knows his crab, man. On Sunday afternoons Baptists in all their bright-hued finery pile into this classic, cork-walled and Naugahyde booth–lined joint to don plastic bibs and chaw massive buckets of Dungeness crab swimming in butter and button mushrooms, along with platters of fried okra, hush puppies, and garlic noodles. Through the garlicky butter haze, you can make out one of several strategically positioned TVs across the room, blaring the Raiders game as grizzled regulars down Johnny Walker Reds. Hot buttered soul ‘n’ seafood Americano, as only Oaktown can do it.
