Avalos for mayor? He’s talking about it

The San Francisco mayor’s race is taking a new twist: Sup. John Avalos — one of the best, most consistent and productive progressives on the board — is looking at running.


Avalos told me he wasn’t interested in the interim mayor job and “this was never on my mind when I ran for supervisor.” But the process of selecting an interim mayor and the politics of Sup. David Chiu’s re-election as board president left him deeply disturbed. “I was blown away by how the process was perverted into a backroom deal based on personal ambition,” he said. “The side of the progressive movement that’s about good government and transparency was lost.”


So he’s been meeting with potential supporters and discussing what an Avalos for Mayor campaign would look like.


Although he’s only been in office two years, Avaos has been Budget Committee chair and has a solid and impressive legislative record (the local hire law being his most recent accomplishment). He has as much experience as Matt Gonzalez did when he ran for mayor (and, obvioulsy, as much experience as Chiu, who is also running.)


He makes the case that the progressive movement is better off in the long term if there’s a strong progressive in the race: “If we don’t have someone running, we won’t do as well in district elections next time,” he said, noting that the progressive victories in 2000 and 2004 were helped by the energy generated by Tom Ammiano’s mayoral campaign in 1999 and the Gonzalez campaign in 2003.


Not everyone in progresive poltics agrees with that analysis; I’ve heard from a number of community leaders who question whether what everyone agrees would be a longshot mayoral campaign is the best use if prorogressive resources right now.
But Avalos, to his immense credit, isn’t going to do this on his own. “I don’t believe in just announcing one day,” he told me. “I’m going to talk to people, and if there’s enough support for me, fine, and if there isn’t, I won’t run.”


That’s a sharp contrast to Chris Daly, who has pretty much announced that if no other progressive runs, he will. And with all due respect to the former District 6 supervisor — who has done a tremendous amount of good for the city, and I mean that with all sincerity — Daly’s not the right person to carry the progressive standard in the November mayor’s race.

Is the California GOP done?

The folks at CalBuzz — veteran political reporters who know their shit — thing the CAGOP is teetering on the brink of irrelevance:


Like a herd of wooly mammoths at the end of the Pleistocne epoch, the California Republican Party is on the verge of extinction.


It may still recover. The CRP has come back from near death before. And redistricting, alongside the top-two primary system may yet revive it. But judging from the infighting, narrow thinking and rigid ideological positioning on display at the party’s organizing convention last weekend in Sacramento, the signs are not good.


But that assumes that the party wants to recover, wants to be part of governing the state and actually has a plan to do that. Right now, Republicans in Sacramento are standing up and denouncing some of Gov. Brown’s proposed cuts — while refusing to even allow a public vote on extending taxes.


Over at Calitics, David Atkins suggests another perspective:


In reality, the GOP at a national and state level exists to 1) deliver money from the poor and middle class to the rich; and 2) feed enough red meat to their prejudiced and unthinking base to garner just enough votes to continue achieving objective #1. That’s pretty much it.


Right now, the GOP doesn’t actually need to win any of the statewide elections in order to accomplish those goals. Winning them would be helpful, but is ultimately unnecessary. Knowing that the chances of anyone overturning Prop 13 and the 2/3 requirement on revenues are slim to none, all they need is at least 1/3 of the members of just one of the statehouse chambers. To ram through all cuts budgets and destroy faith in government, they need do nothing more.


In fact:


There’s nothing that serves Republican interests at a state and national level more than to see California fiscally collapse. That means shock doctrine, a transfer of wealth from the middle class to the rich, an ability to end all state labor contracts in a way Governor Walker would only dream of, and ultimately the ability to crush the belief of the People in the power of their government to do good on their behalf.


I’m not sure everyone in the GOP thinks this way, but on a macro level, it certainly makes sense. That’s exactly what the Repubicans are doing in Congress — make it impossible for the Obama Administration to succeed, and you’ve done your job. It doesn’t hurt that Obama is allowing that to happen.


Brown continues to say that he doesn’t want to pull any legal chicanery, that he wants Republican support for his plan to but the tax extensions before the voters in June. But if this is the game they’re playing, he may have to reconsider.

Although it’s not often that the Wall Street Journal alerts us to convincing arguments for the existence of prostitution, that seems to be the case today. The Journal published findings from a Duke University paper done on sex workers in Kenya that concluded that many prostitutes found relief in hard times from their clients. Illnesses in the family, unexpected handicaps, and staggering funeral bills were all cited as instances in which sex workers fell back on the largesse of their regular clients for financial support.

The GOP convention dilemma

Word in Sacramento is that five Republicans may be close to going along with the governor’s plan to put $12 billion in tax extensions (NOT tax increases, just extensions of existing taxes) before the voters. The problem: They don’t want to vote for taxes and then have to show up at the state convention March 18 — where there’s a move afoot (I kid you not) to pass a resolution (thanks, CalBuzz) that calls on the party to censure any “traitorous Republicans-in-Name-Only, ask for their resignation from their positions within the California Republican Party, pledge to endorse and support efforts to recall them from office, and direct the California Republican Party staff, agents and officers to refuse to provide them with funding or assistance in future elections.”


Why can’t the Democrats do shit like this? Censure and abandon any Democrat-in-Name-Only who supports continuing the wars in Iraq and Afghanistan and refuses to increase taxes on the rich? (Oh, wait — then we wouldn’t have very many Democrats left. Which, I guess, is the GOP problem.)


At any rate, the Legislature is going into session this afternoon to try to push this package through — and it could be one of those marathon sessions that lasts all night. Or maybe the Republicans will vote for the budget plan — but only if they can wait until Monday.


By the way: Isn’t it odd that two crazy talk-show hosts in L.A. can hold an entire state hostage? How come we don’t have a couple of crazy talk show hosts in San Francisco who can make very Democrat in Sacramento pay attention?

An agenda as clear as 1, 2, 3

Downtown hates democracy. Entities like the San Francisco Chamber of Commerce and San Francisco Chronicle prefer elections with well-financed frontrunners willing to do their bidding. They don’t like messy democratic exercises like this year’s mayoral elections, in which the crowded field of solid, evenly matched candidates will be looking for support from progressives as part of their ranked-choice voting strategies and any of several candidates could win.

That’s why the Chamber/Chronicle are hyperventilating about the ranked-choice voting system, which resulted in a candidate from outside the acceptable establishment becoming mayor of Oakland, a result they fear might also happen here. The latest attacks come in a pair of misleading stories in today’s Chronicle, based on a loaded Chamber poll.

The main story ran front page above the fold, the big headline calling the seven-year-old voting system “a mystery” because the poll found many voters didn’t know precise details about how votes are tabulated. And even though the poll found “voters evenly split on whether they prefer the current system or a runoff,” according to the story, columnist CW Nevius writes that the poll shows voters “would prefer a two-candidate runoff.”

No, Chuck, you and your fearful downtown cronies prefer elections like that: costly, low-turnout elections in which the better financed and more conservative candidate wins every time. But most people are content with the current system, and they have a strong record of knowing how to use it and how it basically works, which why the paper reluctantly admits at the end of the story that voters preferred this system more than 2-1 in a 2009 poll.

Even without knowing how the Chamber asked the question (we’re still waiting for a response to our request to review the poll questions and data) in the current poll, and even in a newspaper with a consistent record of wanting to repeal this voting system along with other progressive reform like district election and public financing, as many respondents to this obviously leading poll said they preferred this system as did those who don’t like it.

But you better believe that the Chronicle/Chamber are going to do everything they can to scare and confuse voters into losing confidence in ranked-choice voting. Spotting these thinly veiled Chronicle/Chamber crusades is as easy as 1, 2, 3.

UPDATE: The Chamber did forward us its poll questions, including this one: “As far as you know, in an election that uses ranked choice voting, if your first choice, second choice and third choice candidates are all eliminated when the votes are tallied, what happens …. (ROTATE) is your vote counted or is your vote not counted … (READ LAST) or are you unsure?”

The results: 55 percent unsure, 29 percent “your vote is counted,” 15 percent “your vote is not counted.” And this confusing question is the basis for the Chron’s conclusion that “a majority of voters don’t know how the system works.” Actually, voters seem to understand just fine that they get three choices, that they ranks them in order of preference, and that there is a system for reassigning their votes as their top choices are eliminated. In this question, one might argue that the voters whose top three candidates were eliminated had their votes counted three times. Or you could say it wasn’t counted. It’s basically a philosophical question that was clearly intended to confuse respondents, and it worked. But they only way that would justify the screamer headline and high play for this story is if the Chron/Chamber was pushing an agenda.

Is David Crane just another Kochhead?

This week the Chronicle majorly attacked State Sen. Leland Yee, claiming Yee tried “to distort the words” of billionaire investment banker and UC Regent David Crane on collective bargaining.

The Chron’s attack came on the heels of Yee’s attempt to block Crane’s UC Regents confirmation. And Yee’s attempt to block Crane came in response to an op-ed Crane wrote for the Chron titled “Should public employees have collective bargaining rights?”

In its counter-counter attack editorial this week, the Chronicle accused Yee of falsely claiming that Crane had “called for an end to collective bargaining rights for California teachers, nurses, firefighters, university employees and other public sector worker.”

“What the former adviser to Gov.Arnold Schwarzenegger did was present a history of collective bargaining in California and explain how a 1977 law had changed the balance of power by giving public employees power over their compensation and benefits,” the Chronicle stated. “Crane did assert that extending collective bargaining to employees who already have civil service protections ‘serves to reduce benefits for citizens and to raise costs for taxpayers. Anyone who would argue with that fact has not been paying attention to what is happening with state and local budgets lately.”

The Chronicle finished by praising Crane, who is currently a lecturer on Public Policy at Stanford University and is reportedly working with former Fed Chairman Paul Volcker to form a task force to examine current state budget practices. Crane, the Chron asserted, has “long been widely respected as a teller of inconvenient truths about the rising costs of public-employee pensions and benefits. He should not be silenced – or misquoted by opportunistic politicians. The Senate should vote to confirm him as regent.”

Now, when Schwarzenegger appointed Crane as a UC Regent in December 2010 as one of his last acts as Governor, the Sacramento Bee described Crane as Schwarzenegger’s “chief public employee pension critic.” But here in San Francisco, the Chron didn’t bother to flesh out Crane’s history of employment, campaign contributions, prior statements on collective bargaining, and financial investments.

Maybe it was because these public records reveal Crane to be less a dyed-in-the-wool Democrat and more of a Bushocrat, an ultra-rich investor who supported G.W. Bush through two elections, and repeatedly frames the collective bargaining rights of government employees as an obstacle standing in the way of pension reform and budget balancing.

Campaign finance records show that in March 1999, when Democrats were trying to hang onto the White House in the wake of Clinton’s sex scandals, Crane gave $1,000 to Bush. And in June 2003, just three months after Bush invaded Iraq on a false pretext, Crane saw fit to give Bush another $2,000.

The good news? Crane didn’t support Sarah Palin and John McCain in 2008. But he did donate $7,200 to Republican Tom Campbell’s unsuccessful 2010 bid for US Sen. Barbara Boxer’s seat. And here in San Francisco, Crane was one of several billionaires who wrote big fat checks last fall in support of Measure B, which sought to curb the pension and health benefits of city workers, most of whom will make a fraction in their lifetime of what Crane rakes in each year from his widely diversified financial portfolio.

Crane’s 2009 statement of economic interest shows he has over $1 million invested in Farallon Capital Partners, one of the world’s largest hedge funds, many of whose investors include top university endowments.

Crane also has over $1 million invested in Acacia Partners, over $1 million in Bislett Partners, over $1 million in Kensico Partners, over $1 million in Semper Vic Partners, over $1 million in Berkshire Hathaway, whose CEO is Warren Buffet, over $1 million in the HCP Absolute Return Fund, whose Board includes Warren Hellman, and up to $1 million in Hall Capital Management, whose Board includes Hellman and Gap heir John Fisher. Crane also owns several million dollars stake in real estate investments, and has sizeable stock in Wells Fargo, Chesapeake Energy, Microsoft, Google, Pangloss Oil, Whole Foods Market, M&T Bank Corp., IBM, American Express, WalMart and Exxon.

And he gets income from Acacia Partners and Babcock & Brown, where he was a former partner from 1979 to 2003. While at Babcock, Crane reportedly brokered a controversial jet-lease deal between Arnold Schwarzenegger and Singapore Airlines that allowed Schwarzenegger to defer taxes on millions of dollars. And in 2004, Crane went to work for then Republican Gov. Schwarzenegger as special advisor for Jobs and Economic Growth. The Terminator returned the favor by appointing Crane to the California Commission in Economic Development and the California High Speed Rail Authority. But Crane was rejected in Senate confirmation proceedings for a position on the board of California State Teachers Retirement System.

Now, clearly it’s not a crime to be a billionaire, even though the way some folks make their billions is criminal. But you have to wonder if UC really needs another ultra-rich Regent on its Board. You also have to wonder why the wealthy Crane sought reimbursements of $2,812 from UC in 2009, if he cares about saving the state money.

And Crane has made plenty of statements about collective bargaining rights and pension reform in recent months that seem to frame government employees as the bogey men, not just in California, but across the entire nation.

Take his April 2010 comments to the Los Angeles Times: “State legislators are afraid even to utter the words ‘pension reform’ for fear of alienating what has become — since passage of the Dills Act in 1978, which endowed state public employees with collective bargaining rights on top of their civil service protections — the single most politically influential constituency in our state: government employees,” Crane said.

Or what he said in August 2010 to the Fox Business Network: “Even if you took care of every one of these spiked above the iceberg level pensions in California, you would not take care of the pension problem in California, which is true of virtually every state in the country, at least those where, you know, government employees have collective bargaining rights,” Crane said

In December 2010, he told the L.A. Times that the year 1978, ”wasn’t notable just because of Proposition 13. That was also the year public employees gained a power Franklin D. Roosevelt had warned against: collective bargaining rights.”

“California hasn’t been the same since,” Crane continued. “Public workers have gained at the expense of private workers as government spending was redirected from infrastructure and education to higher salaries, pensions and other benefits.”

And in his Feb. 27 Chronicle op-ed, Crane claimed that, “The battle in Wisconsin is not over collective bargaining rights generally but rather the appropriateness of those rights in the public sector ”

“Collective bargaining is a good thing when it’s needed to equalize power, but when public employees already have that equality because of civil service protections, collective bargaining in the public sector serves to reduce benefits for citizens and to raise costs for taxpayers,” Crane continued. “Citizens and taxpayers should consider this as they watch events unfold in Madison.”

As of today, letters are circulating in Sacramento opposing Crane’s confirmation. And Sen. Ted W. Lieu (D-Torrance), Chair of the Labor and Industrial Relations Committee in Sacramento, has already signaled his opposition.

“I cannot support someone for the powerful post of UC Regent who continues to perpetuate the myth that collective bargaining caused our state economic crisis and has a fundamental misunderstanding of how our state budget operates,” Lieu said in a statement. He noted that in the Chron op-ed Crane claimed that because of collective bargaining, “general fund spending on higher education, parks and environmental protection was flat or lower.” 
“As a matter of historical fact, that is false,” Lieu countered. “ Our general fund spending generally declined because of a national economic recession.  The recession was not caused by collective bargaining or public sector unions, but by private sector, out of control Wall Street firms at the time.”

“The specific reason our general fund spending sharply declined was because the person Mr. Crane advised, former Gov. Arnold Schwarzenegger, reduced the Vehicle License Fee and replaced it with . . . nothing,” Lieu continued. “As a result, the state general fund lost over $5 to $6 billion in revenues per year for every year Mr. Schwarzenegger was in office.  The VLF reduction has resulted in a total loss of over $30 billion to the state, an amount in excess of the current California budgetary shortfall.  How conveniently Mr. Crane forgot to mention that critical fact when it doesn’t suit his ideological assault on public sector unions.”

“Now that Mr. Crane senses his confirmation may be in jeopardy, he attempts to marginalize his own Op-Ed by releasing a new statement saying he really didn’t mean to attack all public sector unions, just those who happen to have statutory civil service protections,” Lieu added. “For those in Ivory Towers that distinction may have some academic meaning, but for everyone else in the real world that is a distinction without a difference. Civil Service protections do not prevent employees from being terminated or laid off, they provide standards for government to follow when firing or disciplining employees. Such protections do not guarantee appropriate wages or benefits, nor address a plethora of other issues, such as workforce safety issues.”
 
“Mr. Crane’s Op-Ed also discusses political spending by public sector unions, “Lieu concluded. “In his world view, political spending by the California Teachers Association is inappropriate, but the massive political spending by the Koch Brothers would presumably be acceptable. I cannot, and will not, support someone for the post of UC Regent who blames public sector employees, such as teachers, for somehow being responsible for our economic crisis or the resulting decline in general fund spending.  We need UC Regents who are interested in solving problems, not those who twist historical facts to suit an ideological agenda.”

So, as I wait for Crane to return my call, I’ll leave you with something reporter Peter Byrne, who authored the award-winning investigative series ‘Investor’s Club” How the Regents of the University of California spin public funds into private profit,” said to me yesterday when I asked him about the wisdom of putting investment bankers on the UC Regents Board. “Putting investment bankers in front of a plate of $63 billion is like putting a pound of hamburger in front of a bunch of feral cats. They are going to eat it. It’s in their nature.”

So, would confirming Crane be like adding another feral cat to the mix? Is he just another Kochhead? Or is he just maligned and misunderstood, as the Chron vehemently implies?

The future of the San Francisco left

That, at least, was the title of the Milk Club forum March 1. Quite a panel, too: Sups. Avalos, Campos, Chiu, Kim and Mar. Tim Paulson from the Labor Council. Former Milk Club Prez Jef Sheehy. Tiny from Poor Magazine. And me.


I told the assembled that it was worth reminding ourselves how far we’ve come — when I started in this business, in 1982, Dianne Feinstein was mayor, there was exactly one reliable progressive on the Board of Supervisors (Harry Britt) and it was impossible for grassroots types without big gobs of money to get elected to high office. I’ve lived through Feinstein, Agnos, Jordan and Brown, all (until the end of the Brown Era) with at-large boards. It was awful trying to get anything good done; all we could do was fight to prevent the truly horrible from happening. Under Brown, as Sheehy noted, San Francisco politics was locked down, tight; the machine ruled, the Democratic Party was not a force for progressive issues and only a few exceptional leaders, like Tom Ammiano, kept the spirit alive.


Today, the very fact that five supervisors showed up at a Milk Club event to talk about progressive politics shows how district elections has transformed the city and how far we’ve come.


That said, we’ve still failed to make much progress on the most important issue of the day — the gap between the rich and the poor, the fact that this city has great povery and great wealth and the utterly unsustainable economic and tax system that has made us the most socially unequal society in the industrialized world.


Sheehy talked about the schools (both he and are are parents of kids in the public schools). Good schools, he said, are one of the most important socialequalizers; with a good education, poor kids have a chance. But while our local billionaires enjoy nice tax breaks, we’re starving the schools.


Kim talked abou the need for summer school and longer school years (I would add longer school days). These are things San Francisco can do — if we’re willing. “We’re talking about taxes,” Sheehy said, and he’s right.


In the past five years, I think we’ve cut about a billion dollars out of the General Fund, labor has given back more than $300 million — and we’ve raised $90 million in new taxes. Not good enough, not even close.


Yes, the bad economy is to blame for our fiscal problems, but so is the fact that we have a tax structure that systematically underfunds the public sector. (And yes, my conservative friends, cops shouldn’t retire with $250,000 a year pensions. Got it.)


Tiny made a strong statement about the essential problem facing the city when she asked, “who isn’t here?” She didn’t just mean that there were too many white people in the room (althought that was true); she meant that there were were too many working-class and poor people who can no longer live in San Francisco.


Sheehy was even more blunt: “In five years,” he said, looking out at the room, “none of us are going to be here.”
And my essential message to the crowd (and the elected officials on the panel) was: We don’t have to accept that. These are problmes we can address, right here in San Francisco. If we want to, we can shift the burden of paying the costs of society at least a little bit off the backs of the poor and middle class and onto the rich.


Nobody directly disagreed with me. In fact, Chiu announced that “income inequality is something all of us care about.”
How agressively he and others try to turn that concern into legislation will tell us something.


Two other interesting moments:


1. Every single person on the panel talked about how important Tom Ammiano was to the modern progressive movement. One by one, every panelists described the 1999 Ammiano for Mayor campaign as a defining moment in their lives and in the emergence of today’s progressive politics. Good to see the guy get the recognition he so richly deserves.


2. Campos, who was sitting next to Chiu, made a point of saying that there’s no longer a progressive majority on the board, and he pointed to the committee assignments that gave conservatives control of some key panels. Chiu responded: “At the end of the day, we have a progressive majority on the board that will serve as a backstop” to anything bad that comes out of committees.


It was curious; it sounded almost as if Chiu was disappointed in his own assignments. Why would you need a “backstop” if the committees were good in the first place?


So I called him the next day and asked him about it. First he said he thought the commitees were balanced and it was all going to be fine. But when I asked him directly — why not appoint progressive majorities on the key committees? — he responded:


“I wish the board presidency vote hadn’t turned out the way it did.”


In other words: If the progressives had all voted for Chiu, he wouldn’t have appointed conservatives to key posts of power. Instead, some progressives voted for Avalos, and Chiu won with the votes of Carmen Chu, Scott Wiener, Sean Elsbernd and Mark Farrell (along with Kim and Mar). The payback, the deal, the whatever you want to call it, means that bad decisions will be made at Land Use and Rules and maybe in the Budget Committee, and Chiu as much as admitted that the progressive majority will have to go to unusual lengths to undo them.


I know how politics works; I know you have to dance with the ones that brung you and all that. But it would be nice if every now and then someone would do something just because it was the right thing to do, and to hell with the political consequences.


I suppose that’s too much to ask.

I first came into contact with the work of poet Roberto Vargas a couple of years ago, when I saw his face, projected several stories tall, on a wall just off Valencia Street.

I was riding my bike to the Day of the Dead procession when I came across filmmaker Veronica Majano screening historical footage of the old Mission District on the wall of Dog Eared Books. The footage of Vargas was from a movie called Back to the Streets, and it showed a Latino hippie fest in Precita Park circa-1970. Long-haired Chicanos smoked weed and danced and played bongos on the grass while Vargas read from a stage. On today’s Valencia Street, Vargas was a ghost returned from a long-lost Mission, now standing twenty feet tall on the bookstore’s wall, reading a powerful poem that angrily denounced the SFPD for the mysterious death of a Mission Latino youth in police custody.

The film of Vargas was a beautiful snapshot of Latino youth culture in the neighborhood before gang violence and gentrification, like a Mission High School yearbook scene from an exhilarating era of Latino self-determination. In 1970, the Free Los Siete movement was feeding the community at a free breakfast program out of St. Peter’s Church on Alabama Street and had started free clinics and legal aid programs in the Mission. In the years to follow, the neighborhood would see the founding of the Mission Cultural Center and Galeria de la Raza and the inception of many of the neighborhood’s now world-famous mural projects.

Looking at the groovy scene in the park, it was hard to imagine that just a few short years later, Vargas and other kids from the Mission would be fighting alongside the Sandinistas in the jungles and mountains of Nicaragua. Yet the utopian promise of the era’s poetry, art, and youth culture in many ways culminated in the guerrilla war in which Vargas and other poets from San Francisco would fight and ultimately — in 1979 — help defeat the forces of Nicaraguan dictator Anastasio Somoza.

On Feb. 24, the day of his 70th birthday, Roberto Vargas makes a rare return to San Francisco to perform in a poetry event at the Mission Cultural Center in honor of that Nicaraguan solidarity movement of the 1970s. A video will be shown of footage from that struggle — classic scenes of Vargas and others taking over the Nicaraguan consulate in San Francisco; of the famed nightly candlelight vigils at 24th and Mission BART Plaza in support of the Sandinistas — and Vargas will be reunited on stage to read with old poet friends like Lawrence Ferlinghetti, Diane di Prima, Alejandro Murguía, and Vargas’ old compañero from San Francisco State University’s Third World Liberation Front, actor Danny Glover. The event is not open to the public. Invitations have been given out and the small MCC theater’s 150 seats have already been filled. Yet the event provides an opportunity to publicly honor Roberto Vargas’ contributions to the Mission, and to reflect on the hopes and dreams of Mission past.

 

POETRY AND REVOLUTIONARY VISION

Poetry was a part of Vargas’ world from the beginning. Vargas was born in Nicaragua, but came to the United States when he was a small child. In his 1980 collection of poems Nicaragua Te Canto Besos, Balas, y Sueños, he writes of “living in an offbeat alley called Natoma Street (where I always imagined a lost Mayan city existed beneath the factories).” By the late 1950s, Vargas may have been the first Mission District Latino Beat poet. “I graduated from Mission High School in 1958 and used to hang out in North Beach, going around to see all the poets,” he says. “I met Allen Ginsberg when I was just a 19-year-old kid running around in North Beach. Diane di Prima, Bob Kaufman, Ted Berrigan — all the major poets knew me when I was in my teens.”

After a stint in the U.S. Marine Corps and an attempt at a boxing career that ended with a detached retina (an injury that also helped him avoid the Vietnam-era draft), Vargas went to SF State, where he was heavily active in the student strike of 1968-69. Students walked out of campus and battled riot police while standing on picket lines for five months to demand an ethnic studies program at the university.

In the spirit of the times, Vargas and other poets — including a young Mission Chicano named Alejandro Murguía — joined the Pocho-Che Collective to publish poetry by local Latino poets. The poets went to cut sugar cane in the Venceremos Brigade in Cuba. They put out small poetry chapbooks in the Mission, full of poems that linked Che Guevara’s call for Third World revolution with the experience of the Chicano barrios of the United States in a new vision tropical. In the era after the SF State strike, the city started funding community arts projects in the ghettos. Like all classic zines, the first copies of Pocho-Che were scammed, in this case late at night at Vargas’ new job in the Mission’s Neighborhood Arts Program. In the years to come, the group would eventually publish hardbound books by Vargas, Nina Serrano, and others.

Today, Murguía is a professor in the ethnic studies program at SF State that the strikers fought to originate. He is the author of the American Book Award-winning short story collection This War Called Love (2002) and the memoir The Medicine of Memory (2002). He remembers, “The poetry scene was incipient, very young, and the readings weren’t always very formal. Sometimes they were at community events or protest rallies. But we had contact with Latin America. We knew people who had been in Chile, like Dr. Fernando Alegría.”

Alegría was a poet who had been the cultural attaché to the U.S. under Allende in Washington. Vargas recalls, “Alegría had myself and some other young poets come to Chile and spend a month or two studying with [Pablo] Neruda. But, of course, our plans were canceled by the coup in Chile.”

Murguia remembers the September 1973 coup in Chile that overthrew the popularly elected Socialist democracy of Salvador Allende caused the young poets to organize rare formal readings at Glide Memorial Church in protest. “We had several big ones there,” he says. “There was a broad range of poets — Michael McClure, Fernando Alegría, Jack Hirschman, Bob Kaufman, Janice Mirikitami all read. There was a line going down the block to get in.”

In addition to their mentor, Alegría, Vargas, and Murguía also knew one of their heroes, the Nicaraguan Marxist poet and priest, Ernesto Cardenal. Cardenal lived under the Somoza dictatorship in a sort-of internal exile in a religious artist commune called Solentiname. Vargas wanted to bring Cardenal to read in the United States, but Somoza would not allow the poet, who was critical of the Nicaraguan dictator, to travel outside the country. Vargas went to his old pal Ginsberg for help.

“Because Allen knew me when I was a kid, he helped me with my organizing for Nicaragua,” says Vargas. “Allen was part of PEN, and in 1973 or ’74 he went to the State Department with other writers to put pressure on [Anastasio] Somoza. Eventually Somoza relented and we brought Cardenal to New York for a reading.”

The poetry of Cardenal was a north star to the young Mission poets. Cardenal’s epic 1957-60 masterwork Zero Hour is perhaps the literary foundation of revolution in Nicaragua. Influenced formally by Ezra Pound, Zero Hour weaves a sprawling history of Somozan oppression and U.S. intervention in Nicaragua together with lyrical imagery of Nicaragua’s natural beauty and wildlife. The poem creates a poignant sense that Nicaraguans, unable to enjoy and own these natural riches, had under Somoza become exiles within their own country.

Of particular interest to the young Mission poets, though, was Cardenal’s Homage to the American Indians (1969), a book-length meditation on the glory of Mayan and North American native civilizations. “For us, the work of Cardenal was very important,” says Murguía. “Homage to the American Indians is a continental vision of Native Americans — everything from the San Blas Indians of Panama to the Indians of Omaha to the Indians of Mexico City and Peru.”

In Homage, Cardenal evokes a lost Indian Utopia “so democratic that archaeologists know nothing about their rulers,” where “their pyramids were built with no forced labor, the peak of their civilization did not lead to an empire, and the word wall does not exist in their language.” He writes:

But how to write anew the hieroglyph,

How to paint the jaguar anew,

How to overthrow the tyrants?

How to build our tropical acropolis anew

Cardenal’s poems of this lost glorious past were to Vargas more pointedly a vision of a Latin American utopia that can also be regained in the future. In Cardenal’s work, says Vargas, “There is a longing for the simplicity of that civilization — the creativity, the innocence, the tribalism. Can we get it back after all the dictatorships, after all that capitalism has done? Cardenal showed us what we were, what we had, what we lost.”

Under Cardenal’s influence, the Mission poets turned seeing lost Mayan cities beneath the city’s factories into a literary movement. By 1975, members of Pocho-Che had started a magazine called El Tin Tan with Murguia as editor and Vargas as contributor. El Tin Tan presented a sweeping utopian vision of a borderless invisible Latino republic united culturally and politically under the sign of the palm tree. The poets situated the capital of this world right here in the Mission District.

“To tropicalize the Mission — to see it as a tropical pueblo — was a political act of defiance and self-determination,” says Murguía. “We were saying that we put this particular neighborhood — our pueblo, in a way — not in a context of North American history but in the context of Latin American history. The history of the eastern U.S. doesn’t affect California until 1848 when the first illegal immigrants came to California — not from the South, but from the East.

El Tin Tan,” Murguía continues, “was probably the first magazine that was intercontinental in scope, a combination of politics and literature and art and different trends from the Mission to Mexico City to Argentina and everywhere in between.” He proudly recalls that it ran the first North American essays on Salvadoran poetry, and translated and printed a short story by Nelson Marra, a writer imprisoned by the Uruguayan dictatorship.

Yet for all its international perspective, El Tin Tan remained firmly rooted in the Mission. Columns by Nuyorican poet Victor Hernández Cruz and news of the assassination of Salvadoran guerrilla poet Roque Dalton ran side by side with the first comics by future Galeria de la Raza founder Rene Yáñez, all folded between wildly colorful cover art by neighborhood favorites like the famed Chicano artist Rupert Garcia and the muralist Mike Rios.

“The magazines were colorful — tropical — on the outside, but very political on the inside,” says Murguía. “That was a metaphor for our own work.”

By this time, Vargas had become an Associate Director at the SF Arts Commission. From within City Hall, he started to pump city arts money into the Mission, helping to fund projects like Mike Rios’ mural of the people holding BART on their backs at 24th and Mission BART Plaza and the Balmy Alley Mural Project — art that can still be seen in public today.

Once, Vargas commissioned a Chuy Campesano mural for the Bank of America building at 22nd and Mission. “I read a poem called “Boa” and had the crowd dancing and chanting, Es la Boa, Es la Boa,” says Vargas. “We were trying to say, ‘You made your millions off our farmers, but now you are on our turf in the Mission here in occupied Mexico. So we’ll put hieroglyphics on the walls of your bank like we used to do!’ Someone from the bank tried to take the mic from me and cops came and escorted us out.”

Vargas’s story of the mural’s dedication ceremony captures the bravado of the era. “It was a beautiful time, all of us young and thinking we were going to change the world. We wanted to change the world through culture.”

The poets organized the community to demand a neighborhood’s arts center, too. In 1977, the dream was realized when the City, with pressure from Vargas from within City Hall in the Arts Commission, purchased an old, five-floor furniture store at 24th and Mission to be made into the Mission Cultural Center. Murguia became the center’s first director.

The Mission utopia was becoming a reality for Vargas. In Nicaragua Te Canto, he wrote:

We used to drive

Our lowered down Plymouths and Chevys

On top of the breast of a mountain to

Make love and drink wine… Never

Knowing what was going to happen after

Mission High School

The Mission is now an expression of real culture, a many-faceted being … both plus and minus with the soul of a human rainbow…My people watching slides of Sandino and Nica history … White children wearing guarachas and afros trippin’ down the streets to party. Young Salvadoran poets discussing the assassination of Roque Dalton … The Mission is now an implosion/explosion of human color, of walls being painted by muralistas. There is a collective feeling of compassion for each other Nicas Blacks Chicanos Chilenos Oppressed Indios. The sense of collective survival, histories full of Somozas, Wounded Knees written on the walls.

In Zero Hour, Cardenal wrote of Nicaragua’s trees and birds and lakes, and their call to revolution, as seen from its mountains:

What’s that light way off there? Is it a star?

STRUGGLE AND VICTORY — AND STRUGGLE

Perhaps inevitably, the Latin American Utopia Vargas and company created in poetry would seem so tantalizingly close to actualization that they would be forced to pick up the gun and fight for its existence.

When the enormous earthquake of 1972 left Nicaragua’s capital, Managua, in ruins, Nicaraguan refugees flocked to SF’s Mission District. Soon, San Francisco was home to more Nicaraguans than any place on Earth outside of Nicaragua. The family of Anastasio Somoza had controlled Nicaragua with brutal repression for generations. Somoza’s embezzling of relief funds for earthquake victims led to increased revolutionary activity against his rule. Taking their name from Augusto Sandino, a Nicaraguan revolutionary who led resistance against U.S. occupation of Nicaragua in the 1930s, La Frente Sandinista de Liberacion Nacional (FSLN) — or the Sandinistas, as they were popularly known — began guerrilla activities in late 1974 by taking government officials and Somoza relatives hostage in a raid on the house of the minister of agriculture. They received a $2 million ransom and had their communiqué printed in the national newspaper. Thus was born the Sandinista revolution.

In the Mission, Vargas, Murguía, and others were in touch with La Frente, and began organizing Sandinista solidarity rallies to coordinate with La Frente’s actions in Nicaragua. Out of offices in the Mission Cultural Center, along with El Tin Tan, the poets published a newspaper called La Gaceta about the situation in Nicaragua. The paper had a circulation of 5000 copies and was available for free all over the district. The sight of pro-Sandinista rallies at 24th and BART Plaza became so common that the plaza was popularly nicknamed Plaza Sandino.

Vargas organized takeovers of the Nicaraguan consulate in San Francisco and traveled the US, speaking about Nicaragua. Yet, soon, this kind of support didn’t seem like enough. In Cardenal’s poetry, victory was inevitable. Cardenal had written that Indian time was circular, that “history became prophecy,” and that therefore the “empire will always fall.” He had also written, “The hero is reborn when he dies. And the green grass is reborn from the ashes.” In poetry, Vargas and Murguia found inspiration to go to war.

In 1976 and 1977, Mission District residents, in solidarity with the FSLN, began quietly leaving San Francisco to join up with La Frente and pick up the gun in the Sandinista Revolution. Among them were Roberto Vargas and Alejandro Murguía.

“It was very romantic,” says Murguía. “If you grew up in the time after Che’s death, when you had Che’s figure calling for “1,2,3, many Vietnams” and a lot of different armed struggles going on all over Latin America, then it would seem logical, I think, if you were kind of young and crazy, that you would want to participate in some of these situations besides just doing solidarity work or organizing rallies. Also, the coup in Chile crushed our generation’s hope for electoral change in Latin America.”

Today, Murguía tries to situate the poets’ embrace of armed struggle within the spirit of those long ago times, but one senses that Vargas would not hesitate to join a guerrilla war tomorrow morning. When I ask him how the young poets made the leap from verse to bullets, he is incredulous at the question.

“We had to fight! There was no other way!” Vargas says. “We had the historical perspective and as a people we were worthless if we let that situation stand. We had our own books out. But are we really revolutionary poets if we just sit back and collect our laurels?”

Murguía compares the Sandinista war with the Spanish Civil War, when there were many international brigades in which writers had been involved. He suggests the poets went to war because they were poets. “If you knew the situation intimately in Nicaragua and you were reading Cardenal’s poems,” he says, “it was easy to see the connection between poets and political necessity.”

Vargas began organizing small, tight-knit cadres for battle in Nicaragua, recruiting his Sandinista guerrillas right off of the streets of the Mission. “I was secretive and I found them one by one,” he explains. “We were very clandestine and very compartmentalized. We never had more than a dozen people in our committee at once.”

Men who were menial laborers in San Francisco would one day be among the most respected heroes of the Nicaraguan Revolution. “When I recruited Chombo [Walter Ferretti], he was a cook at the Hyatt Regency,” says Vargas. “Later, Chombo would become a head of national security in Nicaragua. Another recruit was a former pilot, so I went to talk to him where he pumped gas at 21st and South Van Ness. That was Commandante Raúl Venerio. After the triumph of 1979, he would become the Chief of the Nicaraguan Air Force.”

When in San Francisco, Venerio later served as the editor of La Gaceta. In Nicaragua, the former gas station attendant became a real hero. “They got an airplane and attacked the National Palace,” says Vargas, laughing. “They hit it and split, and got away — real Mission boys!”

Before heading off to join La Frente, Vargas’ recruits would undergo a regimen of training and political education, an informal boot camp largely hidden in plain sight in the Bay Area.

“It was primitive,” remembers Murguía. “We didn’t really have someone with a military background to train us. We got just guns at pawn shops on Mission Street and practiced shooting at the firing range in Sharp Park down in Pacifica. We worked out with a friend who was a black belt in karate.”

Murguía says the most difficult part of training was the daily pre-dawn run of five laps around Bernal Hill. “We would run up the hill counter-clockwise — because that way is more difficult,” he says, “and we would wear these combat boots we bought at Leed’s Shoes on Mission.”

Besides being a part of physical conditioning, the run was a litmus test of the recruits’ commitment. “Doing activity like that is almost impossible if you’re not really psychologically into it,” says Murguía. “Try running five times around Bernal Hill! You start wondering after your third lap, ‘Goddamn! Why am I doing this?‘ Especially when no one is forcing you to do it!”

When I ask if the daily jog of 10 or 12 Latino men in combat boots on the hill at sunrise did not attract any, uh, attention, Murguía shrugs. “There were less people on the hill in those days,” he says. He recalls that the Mission cadres trained in complete anonymity: “We got money to rent planes and we took turns learning to fly the planes around the Bay Area. Nobody suspected anything because nobody knew anything about Nicaragua then.”

When I try to imagine a phalanx of Sandinistas at dawn on today’s Bernal Hill, surrounded by a crowd of early morning dog walkers, I can’t help but laugh. But the cadre’s training was deadly serious, and Murguía says its value was far more than psychological. “What I discovered when I went to the Southern Front was that our San Francisco cadres were some of the most advanced in the war,” he explains. “We understood the political situation and the tactic of insurrection and we had a minimum of physical conditioning. But some of these other cats, man! They literally just walked in off the street!”

For a time, Murguía remained the director of the Mission Cultural Center, while making regular trips to fight in Nicaragua. In 1977, Vargas resigned from the Arts Commission and went to battle for six or seven months. He and Murguía would spend the next couple of years rotating back and forth from the war front in Nicaragua to their solidarity work in the Mission. Murguía describes his entry into Nicaragua, his stay in various guerrilla safe houses in Costa Rica, and his experiences in the war in his 1991 American Book Award-winning fictionalized memoir, Southern Front.

Though Murguía says the actual military war on the ground was largely a stalemate between the Sandinistas and the Somozas’ National Guard, the Sandinistas were at last able to triumph through international pressure, strategic military victories, and a general strike. Somoza fled in July of 1979, and the Sandinistas entered Managua victorious on July 19 of the same year. Cardenal’s poem “Lights” describes the city as seen from a plane that brought the elder poet into a Managua free from the Somoza family’s rule for the first time in 43 years. In Managua, street graffiti declared, El triunfo de la revolución el triunfo de la poesía.

Vargas and Murguía, however, did not enter Managua with the victorious army. The Southern Front did not go to Managua, and Vargas had recently been sent back to the U.S., to coordinate a simultaneous take over of the Nicaraguan consulates in major U.S. cities from coast to coast to coincide with the victory in Managua.

Vargas’ work for Nicaragua did not end with victory. The Mission High kid now found himself serving in the new revolutionary government as cultural attaché to the United States. “I was jailed in the takeover of the DC consulate,” Vargas says, laughing, “but then I came back several months later to serve there!”

The voluble poet grows uncharacteristically silent when I ask him what it felt like to actually win the war.

“To win?,” he asks, pronouncing the word as if he was hearing it for the very first time. “Well … it’s like taking off a huge load, man. Like taking mountains off your back.” He is silent for a bit and then adds, “But what do you win? You win the right to continue the struggle.”

“To win was to reach the objective of getting rid of the Somoza family once and for all,” Vargas says. “But it was not really a win/lose situation.” Indeed, the Sandinistas inherited a country in ruins and in debt, with an estimated 50,000 war dead, and 600,000 homeless. Nicaragua’s left-wing powers would become an obsession for the Reagan Administration, who for the next ten years offered heavy financial assistance and training to the Contras, a coalition of pro-Somoza and anti-Sandinista guerrillas who fought to overthrow the revolutionary government. The U.S. strangled Nicaragua’s economy with a trade embargo like it employed against Cuba. In reality, for the Sandinistas, the war literally never ended.

“Somoza bombed everything in Nicaragua before he left the country. Reagan was spending — what? — $100 million a year annually against us at that time?” says Vargas. “They spent so much for a decade to destroy our little country.”

Nonetheless, poetry remained in the forefront of the Nicaraguan revolution. Cardenal was named Ministry of Culture, and he instituted poetry workshops across Nicaragua as part of a highly successful literacy campaign that raised literacy from just 12 percent to over 50 percent in the first 6 months of the revolutionary government. Soon, poetry was being written and taught in the tiniest villages and in the fields.

“We tried,” Vargas says bluntly. “We were doing very important land reform, incredible stuff for the economy. But it was dangerous to be a good example. We had the potential, but we had to hold off this enormous power [of the U.S.] for decades. Ultimately, we had to step back so they would not destroy Nicaragua.”

In 1990, Nicaraguan voters, weary of war and economic misery, chose to elect FSLN President Daniel Ortega’s U.S.-backed opponent, Violetta Chamorro, in the presidential election. “We lost the elections,” says Vargas. “But we had to allow them to demonstrate that we were not like Cuba or other revolutions. We lost beautiful young men and women to get that liberty.”

I ask Vargas to consider the successes and failures of the Nicaraguan revolution. He pauses and then seemingly changes the subject, excitedly telling me of the time he brought Ginsberg to meet the Sandinista soldiers. “Ginsberg was fascinated by the Sandinistas,” says Vargas. “And he wanted to see what he had been supporting on my behalf all these years. So I took him to the fighting along the Honduras border in 1984, during the Contra war.”

When Ginsberg went to the war zone, he brought not a rifle but a concertina. “I took him to meet these young soldiers in a trench. They see Allen with the concertina and they were like, ‘Who the hell is this guy?’ I told them he was a very famous poet. At once, they all started taking bits of paper out of their pockets that they had written poems on and started reading them to Allen. So there we are, with these soldiers in the trench with their rifles reading poetry, and Allen just wailing away on this concertina!”

I think of the strange road from Cardenal’s vision of lost Mayan cities to Vargas’ dreams of a Bernal Hill utopia to Ginsberg listening to soldiers’ poetry in a Nicaraguan trench, and I see that Vargas has answered my question with his own, the question asked by revolutionary poetry.

 

LOST CITIES, AND NEW ONES

The lost moment with Ginsberg in the trenches is like a missing chapter out of Roberto Bolaño’s Savage Detectives. Indeed Vargas’ story in many ways embodies that of Bolaño’s exile poet generation, of which he wrote, “They dreamed of a Latin American paradise and died in a Latin American hell.” Except for one crucial difference: Vargas is very much alive and still fighting.

Today, Vargas still puts in a tireless 50-hour work week as a labor organizer for the American Federation of Teachers in San Antonio, TX. During our conversation, he excitedly tells me of an action he is organizing for next month, a march of teachers on the Texas capital to protest budget cuts to education. “I camp out in the teacher’s lounge and talk to them when they are on break,” he says. “I signed up 50 new members last week!”

As he nears 70, the poet shows no signs of slowing down. “I can’t afford to!” he says. “My youngest son is only 17. When I get finished putting him through college, then maybe I can take a break.”

But work seems like more than necessity to Vargas; political struggle is the central theme of his life’s work. “Work, work, work, Erick,” he tells me. “That is what we have to do. I could go back and forth about what went wrong in Nicaragua, but there is more work to do and I have to stay positive. It is all part of the process.”

When Vargas comes back to the Mission Cultural Center this week, he will literally return, full circle, to a building he helped build. “We had no money to hire laborers, so we’d be there with our kids every weekend, building the place,” he remembers.

One of those kids was Vargas’ son, Mission poet Ariel Vargas, who will read in public with his father for the first time this week. “Cardenal baptized him when Ernesto came to bless the new Mission Cultural Center in 1977,” Vargas says. “He had offered to baptize any children who also might be there. In the end, there was a line of families around the block on 24th Street who had brought their children for Ernesto Cardenal to baptize. Ariel had already been there every weekend on his hands and knees sanding those huge gymnasium-like floors with us. The Mission Cultural Center is still there and that is our monument.” As he discusses the Mission, Vargas forgets the problems of the Nicaraguan revolution and begins talking nonstop again at last. He comes back to the stories that started our conversation. “You know, I lived at 110 Mullen on Bernal Hill,” he says, his excitement gathering. “Mike Rios was my neighbor. Rene Yáñez lived on the block. So it was all happening right there! Carlos Santana lived down the block at around 180 Mullen or something. We used to hear him and his band jamming all the time. The Arts Commission had a stage truck and I’d take it out to Precita Park and put the stage down for Carlos to play on.” I think of Cardenal’s vision of the repeating cycle of time, the promise that the empire will always fall and the hero will always be reborn. Much in the Mission has changed. Is Adachi’s pension reform a Tea Party initiative?

With all eyes on Wisconsin, local labor leaders are suggesting that Public Defender Jeff Adachi’s proposed retirement/health plan reforms are really Tea Party initiatives, even as Adachi threatens to place another Measure B-like initiative on the fall ballot if city leaders can’t agree on a fix for the city’s fiscal problems

Last fall, Adachi started a war with the local labor movement when he placed Measure B on the November ballot. Measure B proposed increasing employee contributions for retirement benefits, decreasing employer contributions for heath benefits for employees, retirees and their dependents, and changing rules for arbitration proceedings about city collective bargaining agreements,

Measure B ultimately failed, but not after both sides spent a ton of cash. And now labor is refusing to have Adachi sit in on their pension reform talks with Mayor Ed Lee, former SEIU President Andy Stern is describing the fight in Wisconsin as a ’15 state GOP Power grab,” and SEIU Local 1021 leader Gabriel Haaland is pointing to Wisconsin as a reason for excluding Adachi from pension reform talks

“Adachi’s obviously scapegoating a group that’s part of a national agenda,” Haaland said, noting that in the states where Republicans gained statehouse control in 2010, there’s talk about eliminating collective bargaining, and ending defined benefit plans and paycheck protection.

“The problem is that pension reform has been blowing on the anti-public sector worker winds that are blowing in Wisconsin and other states, whether progressives want to acknowledge it or not,” Haaland continued. “There is a reason that Adachi got so much money last year, and the corporate interests behind him are part of this effort to bash public sector workers.”

Prop. B’s campaign finance records show the campaign raised $1.125 million in 2010, and that the lion’s share came from wealthy individuals.

Billionaire venture capitalist, former Google board member and Obama supporter Michael Moritz gave $245,000. Author Harrier Heyman, Moritz’ wife, donated $172,500. financial analyst Richard Beleson donated $110,000. George Hume of Basic American Foods donated $50,000. Gov. Schwarzenegger’s former economic policy advisor David Crane gave $37,500. Philanthropist Warren Hellman donated $50,000. Republican investor Howard Leach, who co-hosted a Prop. B fundraiser with former Mayor Willie L. Brown, gave $25,000. Investor Joseph Tobin gave $15,750. Maverick Capital partner David Singer gave $15,000. JGE Capital Partners donated  $15,000; Bechtel owner  Stephen Bechtel Jr gave $10,000: Matthew Cohler, a general partner of Benchmark Capital, donated $10,000; the California Chamber of Commerce donated $5,000 and philanthropist Dede Wilsey gave $1,000.

But records also show that Measure B opponents, which included San Francisco Firefighters, SF Police Officers Association, SF First Responders, the California Nurses Association, United Educators, San Francisco Gardeners, San Francisco Teachers, Library Workers, laguna Honda Workers, donated over $1 million in their successful bid to squash Adachi’s reform. And that just about every elected Democrat, including Assemblymember Tom Ammiano, then mayor Gavin Newsom, Sheriff Mike Hennessey, and Board President David Chiu, came out against Adachi’s original plan.
 
Haaland acknowledged that the argument could be made that the progressives’ version of the hotel tax didn’t pass and less attention was paid to the district elections last fall, because labor focused primarily on defeating Adachi’s Measure B.

“But at the end of the day, we did get the real estate transfer tax and we defeated Measure B,” Haaland observed. “So, we need to keep fighting anti-worker pressure. It’s challenging times, but I feel like the connections need to be made.”

Adachi was swift to refute Haaland’s claim that his Measure B pension reform is and was a Tea Party initiative.
“What’s not been reported is the fact that there are all these people supporting pension reform who are progressive Democrats,” Adachi said, pointing to Moritz, Crane and former Board President and Green Party member Matt Gonzalez, who all supported Measure B last fall.

“You are talking about saving basic services and that’s a progressive cause,” Adachi continued. “You might argue that pension reform isn’t a progressive solution. But then you are saying that the needs of one group of workers are subservient to the needs of other workers. And even if you raised every tax in the city, you’d not be able to keep up with pension and healthcare costs.”

“Even if we could raise parking tickets to $200 a pop, and tax folks who make more than $100,000 a year, that still wouldn’t solve the problem, because the problem is so huge,” Adachi added. “When you look at this crisis, you can’t simply redbait and say, you are a Republican, or Sarah Palin. Matt Gonzales has always spoken for progressive values, but because he supports pension reform, he’s suddenly a member of the Tea Party? At a certain point, it begins to become absurd.”

Haaland countered that he’s  “challenged by the notion that thousands show up in Wisconsin to fight some of the same people behind Measure B, but our discourse has lowered to whether or not Jeff Adachi is a good guy.”

And Adachi expressed doubt that Mayor Ed Lee can come up with a suitable pension reform plan.

“I’ve heard Lee say there has to be a solution involving pension reform and underfunded healthcare benefits that would save $300 million to $400 million in annual savings, and that corresponds with the solution he needs to come up with to close the budget deficit,” Adachi said.

Adachi said that he has met with Lee on his own to discuss pension reform, but the new mayor did not list specifics.
“He didn’t tell me what his plan was,” Adachi said, “The Prop. B supporters have a plan, but Lee did not ask what that was. But he said he sincerely wants to solve that problem, and that his preference would be one ballot initiative that everyone would agree on. And I fully support a solution that is going to truly solve the problem. I’ve always believed it’s important for the public to understand the gravity of the situation. For too long, it’s been the elephant in the room and there hasn’t been enough public information.”

Adachi said he had a beef with the idea of “groups of labor unions holding meetings at City Hall and deciding who can participate.”

“It’s also troubling that there is no information publicly available about what the ideas on the table are, no explanation of how they got there, and no documenting of the extent of the problem,” Adachi continued. “And that’s what got us here in the first place: a lack of transparency, and voters being asked to weigh in without the full information.”

Adachi said he has an upcoming meeting with Lee, the Department of Human Resources and Sup. Sean Elsbernd about pension reform that is separate from the working group that includes labor and philanthropist Warren Hellmann.

And Elsbernd told the Guardian he believes the pension reform process would go smoother if Adachi were at the table.
“I have no problem with Jeff at the table, it makes sense to have him there to avoid two ballot measures,” Elsbernd said.

Elsbernd added that it was too early to cite numbers when it comes to talk of capping pensions.
“It’s a mistake to pick a number right now because you don’t know what it’s worth,” he said, noting that the pension reform working group has sent a bunch of different scenarios to retirement actuaries to crunch the numbers to see how much they would save the city.

“I can see a case being made for asking the highest paid city workers to contribute higher amounts for healthcare benefits,” Elsbernd said. “But I’m not sure that’s equitable on retirement benefits, though I could see a situation where safety pays more, regardless, because they have better pensions.”

Dick Meister: Shades of the Thirties

Dick Meister, formerly labor editor of the SF Chronicle and KQED-TV Newsroom, has covered labor, politics and other matters for a half-century.

By now, there’s can be no doubting it: What’s happening in Wisconsin is one
of the most important labor developments in decades. It’s of major
importance to unions and their members, of major importance to working
people generally ­ of major importance to us all.

In  many ways, it’s the 1930s again. Just as then, workers and their
political allies and other  supporters are demonstrating, picketing,
marching, striking and otherwise forcefully demanding the basic civil right
of collective bargaining ­ the unfettered right for workers’ representatives
to negotiate with employers on setting their wages, hours and working
conditions.

Eventually, workers and their millions of supporters won the 1930s struggle.
Congress, acting closely with President Franklin D. Roosevelt, granted the
legal right of collective bargaining to most workers. Farm workers,
domestics and a few other groups were excluded from the law, but all others
finally had that vital right.

The 1930s struggle arose primarily because of the economic pressures of the
Great Depression that led to massive protests, just as today’s struggle can
be traced to the pressures of the Great Recession that also have led to
massive protests.

There are key differences between then and now, however. In the thirties,
the struggle was to win union rights for workers in the face of strong
opposition from large financial interests, powerful conservative politicians
and other anti-labor forces. Today, the struggle is to keep union rights
from being taken away from workers by today’s anti-union forces. Their main
targets are public employees and the pensions and other benefits they won in
past bargaining with their government employers.

The governments’ aim, of course, is to use the savings from that to make up
for budget shortfalls resulting from the recession and, in many cases, from
poor government management.

But there’s another important reason: Public employees have become the
vanguard of the labor movement. Their numbers and the percentage of them
belonging to unions have been growing steadily, while the number and
percentage of unionized workers in private employment have been shrinking.
That’s caused anti-union forces to shift their major efforts into attempting
to curb the escalating spread of unionization among public employees.

Which explains what’s happening in Wisconsin, where Republican Gov. Scott
Walker has moved to all but eliminate the bargaining rights of most state
employees.
Walker is pushing bills through the GOP-controlled Legislature that would
bar state employees from bargaining on anything except their pay, and limit
any pay increases to the level of Consumer Price Index increases.

Employees would have no say in determining  their benefits or working
conditions, although most would have to increase their contributions to
pension and health care funds by up to 50 percent. What’s more, their
contracts would have to be re-negotiated yearly, and union dues could no
longer be deducted from employee paychecks.  It’s hard to imagine a union
surviving under such restraints.

The pay and benefits of Wisconsin state workers may be too high, or too low,
depending on who’s measuring. But that could be addressed through
negotiations between Gov. Walker and union representatives. But like some
petty dictator, Walker insists, “I don’t have anything to negotiate.”

Peaceful negotiations are how it’s done in civil societies, but that’s not
the style of union-busting Walker and his cohorts.  And if anyone doesn’t
like Walker’s approach, look out! He’s alerted the National Guard to be
armed and ready should Wisconsin state workers strike, disrupt state
services or otherwise rise in protest.

Shades, again, of the 1930s. In fact, the last time the Guard was called out
to quell a labor dispute in Wisconsin was during a United Auto Workers
strike in 1934.

Workers eventually won that and many other struggles of the thirties, thanks
to their courage and fierce determination and the broad public support they
inspired. And that’s precisely what it will take to overcome today’s
anti-worker onslaught by Walker and others like him.

The good news ­ and it’s very good news ­ is that such help is here and
growing fast. Crowds of as many as 70,000 labor supporters have been
gathering daily outside the Wisconsin State Capital in Madison to demand
that Walker and his fellow reactionaries return to the 21st century.

But give Walker this: Like the anti-labor politicians of the 1930s, he has
aroused public outrage that has brought important new strength and
solidarity to the cause of working people and their unions nationwide.

Certainly they’ll need all the strength they can muster, with major efforts
similar to Walker’s in Wisconsin underway in at least 17 other states.  In
more than a dozen. , Republican anger over labor’s strong support for
Democrats in last year’s elections have led directly to measures curbing
union political activities.

President Obama is correct. There is indeed a nationwide “assault on
unions.” But as the assaults increase, so will the public outrage that’s
winning unions the broad support they so badly need ­ and so richly deserve.

Work the throne: Interviews with the San Francisco Empress 2011 candidates

Update: Saybeline has been crowned the new Empress. Congratulations to both the outstanding candidates, and warm wishes for the future.

In this week’s Super Ego column in the paper, I give a grateful nod to our esteemed – if little acknowledged — Imperial Court system, an incredible, drag-based 45-year-old institution that raises tens of thousands of dollars for charitable Bay Area causes. (Really, do yourself a historical favor and check out the recently revamped Imperial website.) Below are my full interviews with the candidates, Saybeline and Monistat.

The annual elections for Empress of San Francisco are coming fast upon us (Sat/19, free. Noon–7 p.m. at Castro Muni Station, Castro and Market, and 11 a.m.–6 p.m. at Project Open Hand, 730 Polk, SF.) The winner will devote the next year of her life to raising funds and repping SF — after she graciously endures a daylong coronation ceremony on Sat/26, one of the city’s true mind-blowing spectacles. (The winner will be announced at Coronation.)

I emailed a series of questions to both candidates in order to get a better sense of who they are and why we should vote for them. They each bring a different, welcome perspective to the competition that ultimately helps refresh this cherished local tradition.

SFBG  What is your Empress platform?

MONISTAT My mission to become Empress is to bridge communities together. We all know that Marlena’s [Bar in Hayes Valley] is the seat of power for the Imperial Court of San Francisco, and I being the outsider candidate promise to outreach to the members of this community. As Empress, I will be the Empress of San Francisco, not just the Castro, but the entire city. There are so many great facets of this town, and so much talent that I can use at my disposal to do some really good work! Being part of an amazing club scene in this town, I have been fortunate enough to work with some of the best promoters, DJs, performance artists, and venues, so why not refresh their eyes and give them something a little different.

SAYBELINE First and foremost, I offer an experienced continued commitment to service in our community. Additionally, I offer a continued commitment to honoring the 45-year history and traditions of the Imperial Council of San Francisco and the many Empresses and Emperors that have paved the way for many like myself, making a difference and serving in our community. Most importantly, my motivation comes from wishing to take on an expanded leadership role spearheading much needed grass roots community fundraising for our local network of diverse community based charitable organizations struggling to make ends meet.

I have actively been involved (both as a gay man and the persona of Saybeline Fernandez) in some way serving the LGBT community of San Francisco for over two decades. In those 20-plus years, I have giving my own money and served the community volunteering on the front lines for our LGBT political and human rights causes, volunteering for HIV/AIDS support services, services for our LGBT youth and services for our marginalized diverse communities. Additionally, I have lent my professional experience in event-planning to many fundraising events that have raised thousands of dollars and awareness, supporting and serving San Francisco. I also feel that one of the biggest differences in this campaign is that I have the ability and experience to energize and engage younger members of our community to become more actively involved in serving the community.

SFBG What would your first act as Empress be?

MONISTAT OMG Coronation is usually six hours long, and ends at midnight with the crowning of the new Empress. Its a long-held tradition. But of course win or lose, I’ll be out that night after the ball partying my brains out, to thank myself for finishing this amazing campaign. I will probably never sleep that night if I win, because usually I have to cart myself to all the bars that have sponsored me with the crown on my head, then have to be up and ready by 7am to go the Emperor Norton’s Cemetery all the way in Colma, in full mourning drag, with a veil on and everything (I secretly love all this pomp and circumstance). Then after a round of partying for three more days, I have to get working on my official Investiture, which naturally will be a fundraiser.

SAYBELINE This is easy for me. It’s sooo important to me that we get more younger members of our community actively involved in serving our community…. So many want to be involved but don’t know how. We have to open the doors, and engage and encourage them to have a greater presence in being of service.

SFBG How long have you wanted to be Empress?

MONISTAT What a loaded question. I believe that every queen is royalty and should be treated that way. The title of Empress just means you have to be in drag more than everyone else. I went to coronation last year. I’ve never won a title in my entire my life — all of my friends have kind of created their own niches and scenes in the city, so I thought, “Hey, why not do something my friends will never do?” So after talking to my closest pals, I decided to go for it and take the bull by the horns. Trust me, running for Empress is harder than most people think.. and it has taught me a lot of lessons about myself and growing up. It’s incredibly challenging to be put under a microscope 24/7 when everyone is watching you and every mistake you make is blown up 20,000 percent.

SAYBELINE I have been actively involved with the Imperial Council of San Francisco for a little over five years. And the thought of becoming Empress first crossed my mind some three years ago. As much as I may have wanted to run in previous years, I knew it was important to gain more experience within the court of San Francisco and the International Court System. Being Empress means both making a large personal financial committment and an expanded committment of one’s personal time. One has to have both in place in order to be successful. And after planning and getting things in order personally, the timing was finally right for me to throw my hat in and become a candidate and with the support of our community hopefully become the next elected Empress.

SFBG In one sentence, why should we vote for you as empress?

MONISTAT I’m young — my youthful energy combined with fresh ideas and the willingness to learn, plus my hands-on approach to things, is the perfect cure to a traditional court that needs to be shaken up a bit. My experience as a club promoter and my connections in this city will make for a great year as Empress. the Imperial Court is nearing its 50th year, there is need for new blood. I’m that queen. Oh yeah, I was also voted Best Drag Queen by the readers of SF Bay Guardian, enough said.

SAYBELINE A vote for Saybeline Fernandez is a vote for someone that offers leadership and experience — and someone committed to welcoming and encouraging younger members of our community to become more actively involved serving the community, raising much-needed funding for our local network of community-based charitable organizations.

San Franciscans show solidarity with Egyptians

“Yesterday we were all Tunisian. Today we are all Egyptian. Tomorrow we will all be Free,” read one sign on at last weekend’s protest in solidarity with the wave of uprisings across the Arab world, an event drew thousands of people into the streets of San Francisco.

The crowd was diverse, from a variety of cultures and age groups. Sabreen Abdelnahmen is an 11-year-old Egyptian American who said she is “very proud there are people of many cultures and many religions fighting for the same thing.”

The events in the Middle East reverberate in San Francisco as well as many major cities, with everyone watching Egypt teeter toward democracy. To understand more about the events in Egypt, we spoke with local activist Yasmeen Daifallah, who helped organize the solidarity events and has connections in Egypt, where she attended Cairo University for six years. She is an activist, a political science doctoral student at UC Berkeley, and a singer in the Arabic music ensemble, ASWAT.

SFBG: Why protest in San Francisco?

YD: Two things were important to us. The first was to express solidarity… when [images of protests here] are transmitted to Tahrir Square [the central square where thousands of Egyptians have been remaining against government orders for two weeks]… it is definitely very uplifting. The second is to spread awareness in San Francisco…and in the U.S, to express a message to the American public and the American government. There should be respect for the people’s rights of self-determination and a cutting back on a strict consideration of self or national interest.

SFBG: Tell us about Tahrir Square, which has been at the heart of the protests, and who is leading the protests.

YD: I am amazed at the intensity of the steadfastness because many protestors are struggling to make a living. They all strike you as struggling to make a living and would not do anything to jeopardize making a living and these same people come out and say ‘we are staying here, we don’t care about bread, we care about dignity, we are not moving from here until [President Mubarak’s] regime falls.’

One of the most interesting things about this protest—there is no particular organization or person or even a group of organizations leading. Actually, the organizations are trying to piggy bag on the people and the momentum that is created by the public. For the leaderless nature that is has, it is remarkably organized.

SFBG: Why did the people rise up? Tell me a little about Egypt under Mubarak.

YD: The economic condition was abysmal and this is because when Mubarak came to power, the country started structural adjustment policies, which gave way to mass privatization. These have particularly intensified in the past 5-10 years. What this has translated into is massive unemployment and having to do several jobs in order to survive. On the day-to-day basis life under Mubarak is a life of economic hardship and social immobility.

When we start talking about the middle class, about politics and the political concerns probably [what is important] are fraudulent elections, rigging elections after people have actually voted but also preventing people from opposition movements from entering the ballot box to begin with. So this a very flagrant political repression. It takes place across the board. The second thing is the repression of the right to freedom of expression, whether in writing and the detention of journalists or in demonstrating. There is a law preventing the right to assemble. Then there is the bureaucracy and inefficiency, which all citizens suffer from on a daily basis. Their energies are exhausted in… getting their daily life going whether on the economic level, the bureaucratic level, or just the transportation level.

SFBG: You were just in Egypt and left 10 days before protests erupted. Do you wish you were there still? How does you feel as an Egyptian at this moment?

YD: Yes, very much so. I wish I were there—we all have a sense that there is something historic happening. We never had this number of people protesting against the regime and putting out demands that are this vocal and this radical. I wish I was more a part of this moment, I am just part of this moment from afar. I feel proud to be an Egyptian, which is a feeling you don’t get often, unfortunately.

On the one hand it feels bad because I wanted to be there to actually be a part of it. On the other hand, I have been convincing myself that there is a role that maybe I was destined to play being out here instead of out there.

SFBG: What do you think about the fears and concerns that democratic elections will lead to the rise of an Islamic government in Egypt?

YD: The question itself is unacceptable in the sense that fear and Islamic government put together should not be an issue. The issue is that people should have the right to determine who they want to govern them and whoever comes out of this is a legitimate leader.

The second thing is, you can easily see…this uprising is not an Islamic uprising—there is no foundation for this concern. The Islamic opposition, which has been among the most powerful if not the most powerful opposition movement will play a role and has to play, rightly, because they have been [part of the opposition]. There is no reason for concern, whether we look at it from the perspective that this is not an Islamic uprising or from the perspective that the nature of the Islamic opposition in Egypt is moderate in the sense that it is not militant and not violent and buys into a lot of democratic rhetoric and human rights rhetoric that is around.

SFBG: The other concerns have been around the lack of stability.

YD: This is not such a bad thing. The state of affairs in this point in time in the region is stability with no justice which in turn is bound to create instability and we have seen the instability of the intifada, we have the instabilities with the war on Gaza. Whatever we think of as stability in the Middle East is a fake and frail notion of stability. One would hope that if a new regime comes in Egypt that is more democratic that it would try to address some of the injustices that have been taking place so far regarding the Middle East peace process, but even this is not a guarantee.

At this point what one should focus on is who are the people at Tahrir, what are they demanding, and how can the international community help them get what they demand because this is not a violent uprising. This is not even an organized uprising. This is not a single actor uprising. It’s a crosscutting uprising and it is legitimate, which calls for respect and support and solidarity and anything less than that is betrayal.

Dick Meister: Ronald Reagan’s Law of the Jungle

The 100th anniversary of Ronald Reagan’ s birth is coming up in February, and before the inevitable gushing over what a wonderful leader he was begins, let me get in a few words about what sort of a leader he really was.

Ronald Reagan was, above all, one of the most viciously anti-labor presidents in American history, one of the worst enemies the country’s working people ever faced.

Republican presidents never have had much regard for unions. But until Reagan, no Republican president had dared challenge labor’s firm legal standing, gained through Democratic President Franklin D. Roosevelt in the mid-1930s.

Reagan’s Republican predecessors treated union leaders much as they treated Democratic members of Congress – as adversaries to be fought with at times, but also as people to be bargained with at other times. Reagan, however, engaged in precious little bargaining. He waged almost continuous war against organized labor and the country’s workers from the time he assumed office in 1980 until leaving the presidency in 1988.

Reagan had little apparent reason to fear labor politically. Opinion polls at the time showed that unions were opposed by nearly half of all Americans, and that nearly half of those who belonged to unions had voted for Reagan in both his presidential campaigns.

Reagan, at any rate, was a true ideologue of the anti-labor political right. Yes, he had been president of the Screen Actors Guild, but he was notoriously pro-management in that position. He led the way to a strike-ending agreement in 1959 that greatly weakened the union and finally resigned as union president under heavy membership pressure before his term ended.

Reagan’s war on labor as U.S. president began in the summer of 1981, when he fired 13,000 striking air traffic controllers and destroyed their union.

As Washington post columnist Harold Meyerson noted, that was “an unambiguous signal that employers need feel little or no obligation to their workers. Employers got that message loud and clear, illegally firing workers who sought to unionize, replacing  permanent employees  who could collect benefits with temps who could not, and shipping factories and jobs abroad.”

Reagan gave dedicated union foes direct control of the federal agencies that were originally designed to protect and further the rights of workers and their unions. Most important was Reagan’s appointment of three management representatives to the five- member National Labor Relations Board.

The appointees included NLRB Chairman Donald Dotson, who declared that “unionized labor relations have been the major contributors to the decline and failure of once healthy industries” and have caused “destruction of individual freedom.”

A House committee found that under Dotson, the NLRB abandoned its legal obligation to promote collective bargaining, in what amounted to “a betrayal of American workers.”

The NLRB settled only about half as many complaints about employers’ illegal actions as did the board during the previous administration of Democrat Jimmy Carter. Most of the complaints were against employers who responded to organizing drives by illegally firing union supporters. The employers were well aware that, under Reagan, the NLRB was taking an average of three years to rule on complaints, and the board did no more than order that the discharged unionists be reinstated with back pay – which was much cheaper than if the employers had been operating under a union contract.

The board stalled as long before acting on petitions from workers seeking union representation elections, and generally stalled for another year or two after such votes before certifying winning unions as the workers’ bargaining agents. Also under Reagan, employers were allowed to permanently replace workers who dared exercise their legal right to strike.

Reagan’s Labor Department was as one-sided as the NLRB. It became an anti-Labor Department, virtually ignoring, for example, the union-busting consultants that many employers hired to help them fend off unionization.

Very few consultants and very few of those who hired them were asked for the financial disclosure statements that the law demands, Yet all unions were required to file the statements that the law required of them – and that could be used to the advantage of their opponents. Although the department cut its overall budget by more than 10 percent, it increased the budget for such union-busting activities by almost 40 percent.

Among Reagan’s many other outrages, there were his attempts to lower the minimum wage for younger workers, weaken the child labor and anti-sweatshop laws, tax fringe benefits, and cut back programs to train unemployed workers for available jobs. He also tried to replace thousands of federal employees with temporary workers who would not have civil service or union protection.

Reagan all but dismantled programs that required affirmative action and other steps against discrimination by federal contractors. And he seriously undermined job safety programs.  He closed one-third of the Occupational Safety and Health Administration’s field offices, trimmed the agency’s staff by more than one-fourth and decreased the number of penalties assessed against offending employers by almost three-fourths.

Rather than enforce the laws, Reagan appointees sought “voluntary compliance” from employers on safety matters – and generally didn’t get or expect it. Reagan had so tilted the safety laws in favor of employers that safety experts declared them virtually useless.

The same could have been said of all other labor laws in the Reagan era. A statement issued at the time by the leaders of several major unions concluded that it would have been more advantageous for those who worked for a living to ignore the laws and return to “the law of the jungle” that prevailed a half-century before.

The suggestion came a little late. Ronald Reagan had already plunged the nation’s labor-management relations deep into the jungle.

Yet Reagan will nevertheless be honored in centennial celebrations throughout the United States, in Europe and elsewhere in coming days.  He’s become a much beloved mythical figure, and nothing will change that, certainly not the unheard or unacknowledged facts of his presidency and its disastrous effects on America’s working people, many of whom ironically will be among the celebrants.

You can argue about what the word “progressive” means, and you can argue about the process and the politics that put Ed Lee in the Mayor’s Office. And you can talk forever about which group or faction has how much of a majority on the San Francisco Board of Supervisors, but you have to admit: this city has just undergone a significant political realignment.

Some of that was inevitable. The last members of the class of 2000, the supervisors who were elected in a rebellion against the sleaze, corruption, and runaway development policies of the Willie Brown administration, have left office. Gavin Newsom, the mayor who was often at war with the board and who encouraged a spirit of rancor and partisanship, is finally off to Sacramento. For the first time since 1978, the supervisors will be working with a mayor they chose themselves.

For much of the past 15 years, progressive politics was as much about stopping bad things — preventing Brown and then Newsom from wrecking the city — as it was about promoting good things. But the “politics of anti,” as San Francisco State political scientist Rich DeLeon describes is, wasn’t a central theme in the November elections, and this generation of supervisors comes into office with a different agenda.

Besides, one of the clear divisions on the board the past seven years was the Newsom allies against the progressives — something that dissipated instantly when Lee took over.

But the realignment goes deeper.

Until recently, the progressives on the board had a working majority — a caucus, so to speak — and they tended to vote together much of the time. The lines on the board were drawn almost entirely by what Newsom disparagingly calls ideology but could more accurately be described as a shared set of political values, a shared urban agenda.

There are still six supervisors who call themselves progressives, but the idea that they’ll stick together was shattered in the battle over a new mayor — and the notion that there’s anything like a progressive caucus died with Board President David Chiu’s election (his majority came in part from the conservative side, with three progressives opposing him) and with Chiu’s new committee assignments, which for the first time in a decade put control of key assignments in the hands of the fiscal conservatives.

 

A PROGRESSIVE MAJORITY?

The progressive bloc on the board was never monolithic. There were always disagreements and fractures. And, thanks to the Brown Act, the progressives don’t actually meet outside of the formal board sessions. But it was fair and accurate to say that, most of the time, the six members of the board majority functioned almost as a political party, working together on issues and counting on each other for key votes. There was, for example, a dispute two years ago over the board presidency — but in the end, Chiu was elected with exactly six votes, all from the progressive majority that came together in the end.

That all started to fall apart the minute the board was faced with the prospect of choosing a new mayor. For one thing, the progressives couldn’t agree on a strategy — should they look for someone who would seek reelection in November, or try to find an acceptable interim mayor? The rules that barred supervisors from voting for themselves made it more tricky; six votes were not enough to elect any of the existing members. And, not surprisingly, some of the progressives had mayoral ambitions themselves.

When state Assemblymember Tom Ammiano — who would have had six votes easily — took himself out of the running, there was no other obvious progressive candidate. And with no other obvious candidate, and little opportunity for open discussion, the progressives couldn’t come to an agreement.

But by the Jan. 4 board meeting, five of the six had coalesced around Sheriff Mike Hennessey. Chiu, however, was supporting Ed Lee, someone he had known and worked with in the Asian community and whom he considered a progressive candidate. And once it became clear that Lee was headed toward victory, Sup. Eric Mar announced that he, too, would be in Lee’s camp.

A few days later, when the new board convened to choose a president, the progressive solidarity was gone. Sups. David Campos, John Avalos, and Ross Mirkarimi, now the solid left wing of the board, voted for Avalos. Chiu won with the support of Mar, Sup. Jane Kim, and the moderate-to-conservative flank.

Now the Budget Committee — long controlled by a progressive chair and a progressive majority — will be led by Carmen Chu, who is among the most fiscally conservative board members. The Land Use and Development Committee will be chaired by Mar, but two of the three members are from the moderate side. Same goes for Rules, where Sup. Sean Elsbernd, for years the most conservative board member, will work with ideological ally Sup. Mark Farrell on confirming mayoral appointments, redrawing supervisorial districts, and promoting or blocking charter amendments as Kim, the chair, does her best to contain the damage.

You can argue that having independent-minded supervisors who don’t vote as a caucus is a good thing. You can also argue that a fractured left will never win against a united downtown. And both arguments have merit.

But you can’t argue any more that the board has the same sort of progressive majority it’s had for the past 10 years. That’s over. It’s a new — and different — political era.

What happens now? Will the progressives hold enough votes to have an influence on the city budget (and ensure that the deficit solutions include new revenue and not just cuts)? What legislative priorities will the supervisors be pushing in the next year? How will the votes shake out on difficult new proposals (and ongoing issues like community choice aggregation)?

Mayor Lee has pledged to work with the board and will show up for monthly questions. How will he respond to the sorts of progressive legislation — like tenant protections, transit-first policies, immigrant rights measures, and stronger affordable housing standards — that Newsom routinely vetoed?

How will this all play out in a year when the city will also be electing a new mayor?

 

IDENTITY POLITICS?

When Sups. Chiu, Mar, and Kim broke with their three progressive colleagues to support Chiu for board president — just as Chiu and Mar helped clear the path for Ed Lee to become mayor days earlier — it seemed to many political observers that identity had trumped ideology on the board. There’s some truth to that observation, but it’s too simple an explanation. There’s also the fact that Chiu strongly supported Kim, who is a personal friend and former roommate, in her election, so it’s no surprise she went with him for board president.

And the phrase itself is so laden with baggage and problems that it’s hard to talk about. It has come to signify a wide range of political activity and theorizing founded in the shared experiences of injustice of members of certain social groups. “Rather than organizing solely around belief systems, programmatic manifestoes, or party affiliation, identity political formations typically aim to secure the political freedom of a specific constituency marginalized within its larger context,” says the Stanford Encyclopedia of Philosophy, an ongoing research project by the students and faculty at Stanford University.

Although the notion of identity politics took hold during the social movements of the 1960s and ’70s — when liberation and organizing movements among women and various ethic and other identity groups fed a larger liberal democratic surge that targeted war, economic inequity, social injustice, and other issues — it’s also a political approach that has divided the populace.

“One of the central charges against identity politics by liberals, among others, has been its alleged reliance on notions of sameness to justify political mobilization,” says the Stanford Encyclopedia. “Looking for people who are like you rather than who share your political values as allies runs the risk of sidelining critical political analysis of complex social locations and ghettoizing members of social groups as the only persons capable of making or understanding claims to justice.”

Mar explains that the reality of identity politics and whether it’s a factor in the current politics at City Hall is far more complex.

“With me, David Chiu, and Jane Kim as a block of three progressive Asians — and I still define David Chiu as a progressive though I think some are questioning that — we all come out of what I would call a pro-housing justice, transit-first, and environmental sustainability [mindset],” Mar told us. “But I think because of our ethnic background and experiences, we may have different perspectives at times than other progressives.”

For example, Mar said, many working class families of color need to drive a car so they’ll differ from progressives who want to limit parking spaces to discourage driving. He also has reservations about the proposed congestion pricing fee and how it might affect low-income drivers.\

“I think often when progressive people of color come into office — Jane Kim might be one of the best examples — that sometimes there’s an assumption that her issues are going to be the same as a white progressive or a Latino progressive,” he said. “But I think kind of the different identities that we all have mean that we’re more complex.”

Campos, a Latino immigrant who is openly gay, noted that “as a progressive person of color, I have at times felt that the progressive movement didn’t recognize the importance of identity politics and what it means for me to have another person of color in power.”

But, he added, “I don’t think identity politics alone should guide what happens. A progressive agenda isn’t just about race but class, sexual orientation, and other things. It’s not enough to say that identity politics justifies everything.”

University of San Francisco political science professor Corey Cook told the Guardian that identity has always been a strong factor in San Francisco politics, even if it was overshadowed by the political realignment around progressive ideology that occurred in 2000, mostly as a reaction to an economic agenda based on rapid development and political cronyism.

“I’m not sure that identity wasn’t relevant, but it was swamped by ideology,” Cook told the Guardian. Now, he said, another political realignment seems to be occurring, one that downplays ideology compared to the position it has held for the last 10 years. “I’m not sure that ideology is dead. But the dynamics have definitely changed.”

Cook sees what may be a more important change reflected in Chiu’s decision to put the political moderates in control of key board committees. But he said that shift was probably inevitable given the difficulties of unifying the diverse progressive constituencies.

“It’s hard to hold a progressive coalition together, and it’s amazing that it has lasted this long,” he said.

There’s another kind of identity politics at play as well — that of native San Franciscans, who often express resentment at progressive newcomers talking about what kind of city this is, versus those who see San Francisco as a city of immigrants and ideas, a place being shaped by a wider constituency than the old-timers like to acknowledge.

“I’m honored to join Sups. Elsbernd and Cohen in representing the neighborhoods they grew up in,” Sup. Mark Farrell said during his opening remarks after being sworn in Jan. 8., sobbing when he thanked his parents for their support.

As he continued, he fed the criticism of the notion of ideology-based politics that has been a popular trope with Gavin Newsom and other fiscal conservatives in recent years, telling the crowd he wanted “to turn City Hall into a place based on issues and ideas, not ideology.”

Cohen also placed more importance on her birthright than on her political philosophy, telling stories about entering board chambers through the back door at age 16 when she was part of a youth program created by then-Mayor Frank Jordan, and with former Mayor Dianne Feinstein coming to speak at Cohen’s third-grade class. “I am a San Francisco native, and that is a responsibility I take seriously,” said Cohen, who graduated from the Emerge Program, which grooms women for political office,

“We will have another woman as president of the Board of Supervisors, and we will have a woman as mayor of San Francisco,” she added. And as the sole African American on the board, she also pledged, “I will be working to add more members of the African American community to the elected family of San Francisco.”

But what issues she plans to focus on and what values she’ll represent were unclear in her comments — as they were throughout her campaign, despite the efforts of journalists and activists to discern her political philosophy. In her public comments, her only stated goal was to build bridges between the community and City Hall and let decisions be guided by the people “not political ideologies.”

Oftentimes in recent San Francisco history, identity and ideology have worked in concert, as they did with former Sup. Harvey Milk, who broke barriers as the first openly gay elected official, but who also championed a broad progressive agenda that included tenants rights, protecting civil liberties, and creating more parks and public spaces.

Sup. Scott Wiener, shortly after being sworn into office, acknowledged the legacy of his district, which was once represented by Milk and fellow gay progressive leader Harry Britt, telling the crowd: “I’m keenly aware of the leadership that has come through this district and I have huge shoes to fill.”

Yet Wiener, a moderate, comes from a different ideological camp than Milk and Britt and he echoed the board’s new mantra of collaboration and compromise. “I will always try to find common ground. There is always common ground,” he said.

 

GETTING THINGS DONE?

Chiu is making a clear effort to break with the past, and has been critical of some progressive leaders. “I think it’s important that we do not have a small group of progressive leaders who are dictating to the rest of the progressive community what is progressive,” he said.

While he didn’t single out former Sup. Chris Daly by name, he does seem to be trying to repudiate Daly’s leadership style. “I think that while the progressive left and the progressive community leaders have had very significant accomplishments over the past 10 years, I do think that there are many times when our oppositional tactics have set us back.”

When Chiu was reelected board president, he told the crowd that “none of us were voted into office to take positions. We were voted into office to get things done.”

Some progressives were not at all happy with that comment. “I thought that was a terrible thing to say,” Avalos told the Guardian, arguing the positions that elected officials take shape the legislation that follows. As an example, he cited the positions that progressive members of Congress took in favor of the public option during the health care reform debate.

Talking about getting things done is “a sanctimonious talking point that fits well with what the Chronicle and big papers want to hear,” Avalos said. He said the Chronicle and other downtown interests are more interested in preserving the status quo and blocking progressive reforms. “It’s what they want to see not get done.”

Campos even challenged the comment publicly during the Jan. 11 board meeting when he said, “It’s important to get things done, but I don’t think getting things done is enough. We have to ask ourselves: what is it that we’re getting done? How is it that we’re getting things done? And for whom is it that we’re doing what we’re doing? Is it for the people, or the downtown corporate interests? I hope it’s not getting things done behind closed doors.”

Chiu said that, for him, getting things done is about expanding the progressive movement and consolidating its recent gains. “I think we all share a political goal. As progressives, we all share a political goal of getting things done and growing mainstream support for our shared progressive principles so that they really become the values of our entire city.”

To do that, he said, progressives are going to need to be more conciliatory and cooperative than they’ve been in the past. “I think it’s easy to slip into a more oppositional way of discussing progressive values, but I’m really pushing to move beyond that.”

The biggest single issue this spring will be the budget — and it’s hard to know exactly where the board president will draw his lines. “I have spoken to Mayor Lee about the need for open, transparent, and community-based budget processes and he’s open to that,” Chiu told us — and that alone would be a huge change. But the key progressive priority for the spring will be finding ways to avoid brutal budget cuts — and that means looking for new revenue.

When asked whether new general revenue will be a part of the budget solution, instead of Newsom’s Republican-style cuts-only approaches, Chiu was cautious. “I am open to considering revenues as part of the overall set of solutions to close the budget deficit,” he said. “I am willing to be one elected here that will try to make that argument.” But with his political clout and connections right now, he can do a lot more than be one person making an argument.

Chiu has always been open to new revenue solutions and even led the way in challenging the cuts-only approach to both the city budget and MTA budget two years in a row, only to back down in the end and cut a deal with Newsom. When asked whether things will be better this year given his closer relationship to Lee, Chiu replied, “I think things are going to be different in the coming months.”

During the board’s Jan. 7 deliberation on Lee, Sup. Eric Mar also said that based on his communications with Lee, Mar believed that the Mayor’s Office is open to supporting new revenue measures. He echoed the point later to us.

In addition to supporting the open, inclusive budget process, Mar called for “a humane budget that protects the safety net and services to the most vulnerable people in San Francisco is kind of the critical, top priority.

“I think it’s going to be difficult working with the different forces in the budget process,” he added. “That’s why I wish it could have been a progressive who was chairing the budget process.”

Mar said progressive activism on the budget process is needed now more than ever. “The Budget Justice Coalition from last year I think has to be reenergized so that so many groups are not competing for their own piece of the pie, but that it’s more of a for-all, share-the-pain budget with as many people communicating from outside as possible, putting the pressure on the mayor and the board to make sure that the critical safety net’s protected.”

 

CUTS WILL BE CENTER STAGE

But major cuts — and the issue of city employees pay and benefits — will also be center stage.

At the board’s Jan. 11 meeting, before the supervisors voted unanimously to nominate Lee as interim mayor, Sup. Elsbernd signaled that city workers’ retirement and health benefits will once again be at the center of the fight to balance the budget.

Elsbernd noted that in past years he was accused of exaggerating the negative impacts that city employees’ benefits have on the city’s budget. “But rather than being inflated, they were deflated,” Elsbernd said, noting that benefits will soon consume 18.14 percent of payroll and will account for 26 percent in three years.

“Does the budget deficit include this amount?” he asked.

And at the after-party that followed Lee’s swearing-in, Public Defender Jeff Adachi, who caused a furor last fall when he launched the ill-considered Measure B, which sought to reform workers’ benefits packages, told us he is not one to give up lightly.

“We learned a lot from that,” Adachi said. “This is still the huge elephant in City Hall. The city’s pension liability just went up another 1 percent, which is another $30 million”

Chu agreed that worker benefits would be a central part of the budget-balancing debate. “Any conversation about the long-term future of San Francisco’s budget has to look at the reality of where the bulk of our spending is,” she said.

Avalos noted that he plans to talk to labor and community based organizations about ways to increase city revenue. “I’m going to work behind the scene on the budget to make sure the communities are well-spoken for,” Avalos said, later adding, “But it’s hard, given that we need a two-thirds majority to pass stuff on the ballot.”

Last year, Avalos helped put two measures on the ballot to increase revenue: Prop. J, which sought to close loopholes in the city’s current hotel tax and asked visitors to pay a slightly higher hotel tax (about $3 a night) for three years, and Prop. N, the real property transfer tax that slightly increased the tax charged by the city on the sale of property worth more than $5 million.

Prop. N should raise $45 million, Avalos said. “I’ve always had my sights set on raising revenue, but making cuts is inevitable.”

 

THE IDEOLOGY ARGUMENT

Newsom and his allies loved to use “ideology” as a term of disparagement, a way to paint progressives as crazies driven by some sort of Commie-plot secret agenda. But there’s nothing wrong with ideology; Newsom’s fiscal conservative stance and his vow not to raise taxes were ideologies, too. The moderate positions some of the more centrist board members take stem from a basic ideology. Wiener, for example, told us that he thinks that in tough economic times, local government should do less but do it better. That’s a clear, consistent ideology.

For much of the past decade, the defining characteristic of the progressives on the board has been a loosely shared urban ideology supported by tenants, immigrant-rights groups, queer and labor activists, environmentalists, preservationists, supporters of public power and sunshine and foes of big corporate consolidation and economic power. Diversity and inclusiveness was part of that ideology, but it went beyond any one political interest or identity group.

It was often about fighting — against corruption and big-business hegemony and for economic and social equality. The progressive agenda started from the position that city government under Brown and Newsom had been going in the wrong direction and that substantive change was necessary. And sometimes, up against powerful mayors and their well-heeled backers, being polite and accommodating and seeking common ground didn’t work.

As outgoing Sup. Daly put it at his final meeting: “I’ve seen go-along to get along. If you want to do more than that, if you think there’s a fundamental problem with the way things are in this world, then go-along to get along doesn’t do it.” When Chiu announced that the new progressive politics is one of pragmatism, he was making a break from that ideology. He was signaling a different kind of politics. He has urged us to be optimistic about the new year — but we still don’t know what the new agenda will look like, how it will be defined, or at what point Chiu and his allies will say they’ve compromised and reached out enough and are ready to take a strong, even oppositional, stand. We do know the outcome will affect the lives of a lot of San Franciscans. And when the budget decisions start rolling down the pike, the political lines will be drawn fairly clearly. Because reaching across the aisle and working together sounds great in theory — but in practice, there is nothing even resembling a consensus on the board about how the city’s most serious problems should be resolved. And there are some ugly battles ahead.

Board President David Chiu touched off a broad political discussion in recent weeks with his statement that officials were elected “not to take positions, but to get things done.” Delivered just before his reelection as Board President with the solid backing of the board’s moderate faction, Chiu’s comment has been viewed in light of City Hall’s shifting political dynamic, a subject the Guardian explores in a Jan. 19 cover story. Politics aside, Chiu’s statement also begs the question: Just what do members of the board hope to get done, and how do they propose to accomplish the items on their agenda?
Last week, Guardian reporters tracked down every member of the board to find out. We asked, what are your top priorities? And how do you plan to achieve them? Some spoke with us for 25 minutes, and others spoke for just 5 minutes, but the result offers some insight into what’s on their radar. Not surprisingly, getting the budget right was mentioned by virtually everyone as a top priority, but there are sharp differences in opinion in terms of how to do that. Several supervisors, particularly those in the moderate wing, mentioned ballooning pension and healthcare costs. Aiding small business also emerged as a priority shared by multiple board members.

*Issues surrounding Golden Gate Park

Elected in 2008 to represent D1, Sup. Eric Mar has been named chair of the powerful Land Use & Economic Development Committee and vice chair of the City Operations and Neighborhood Services Committee.

Asked to name his top priorities, Mar said, “A humane budget that protects the safety net and services to the must vulnerable people in San Francisco is kind of the critical, top priority.”

It’s bound to be difficult, he added. “That’s why I wish it could have been a progressive that was chairing the budget process. Now, we have to work with Carmen Chu to ensure that it’s a fair, transparent process.”

A second issue hovering near the top of Mar’s agenda is lending a helping hand to the small businesses of the Richmond District. “There’s a lot of anxiety about the economic climate for small business. We’re trying to work closely with some of the merchant associations and come up with ideas on how the city government can be more supportive,” he said. Mar also spoke about the need to respond to the threat of big box stores, such as PetCo, that could move in and harm neighborhood merchants. “I’m worried about too many of the big box stores trying to come in with an urban strategy and saying that they’re different — but they sure have an unfair advantage,” he noted.

Programs and services for the senior population ranked high on his list. Mar noted that he’d been working with senior groups on how to respond to a budget analyst’s report showing a ballooning need for housing – especially affordable housing – for seniors. “It’s moving from the Baby Boom generation to the Senior Boomers, and I think the population, if I’m not mistaken, by 2020 it’s going up 50 percent,” he said. “It’s a huge booming population that I don’t think we’re ready to address.”

Addressing food security issues through the Food Security Task Force also ranked high on Mar’s list, and he noted that he’s been working with a coalition that includes UCSF and the Department of Public Health to study the problem. “We’ve had a number of strategy meetings already, but we’re trying to launch different efforts to create healthier food access in many of our lowest income neighborhoods,” Mar said.

Finally, Mar talked about issues relating to the park. “I do represent the district that has Golden Gate Park, so I’m often busy with efforts to preserve the park, prevent privatization, and ensure enjoyment for the many residents not just in the Richmond but throughout the city that enjoy the park.” Although it’s not technically in his district, Mar noted that he is very supportive of HANC Recycling Center – and plans to advocate on their behalf to Mayor Lee.

Elected to replace termed-out D2 Sup. Michela Alioto-Pier, Farrell has been named vice-chair of the Government Audits & Oversight Committee and a member of the Rules Committee. A native of D2, Farrell told the Guardian he believes his roots in the city and background as a venture capitalist would be an asset to the city’s legislative body. “I know at the last board, Carmen [Chu] was the only one who had any finance background,” he said. “To have someone come from the private sector with a business / finance background, I really do believe … adds to the dialogue and the discussion here at City Hall.”

Along those lines, Farrell said one of his top priorities is the budget. “I’m not on the budget and finance committee this time around, but given my background, I am going to play a role in that,” he said.

So what’s his plan for closing the budget deficit? In response, he alluded to slashing services. “In the past, there have been views that we as a city don’t provide enough services and we need to raise revenues to provide more, or the perspective that we first need to live within our means and then provide more services. Everyone’s going to disagree, but I’m in the latter camp,” he said. “I do believe we need to make some tough choices right now – whether it be head count, or whether it be looking at …pension reform. I do believe pension reform needs to be part of the dialogue. Unfortunately, it’s unsustainable.”

He also said he wanted to be part of “trying to create and focus on a framework for a long-term financial plan here in San Francisco.”

Secondly, Farrell discussed wanting to put together a “jobs bill.”

“Jobs is a big deal,” he said. “It’s something I want to focus on. There are only so many levers we can pull as a city. I think the biotech tax credits have spurred a lot of business down in Mission Bay.”

Next on Farrell’s agenda was quality-of-life issues, but rather than talk about enforcing San Francisco’s sit/lie ordinance – supported by political forces who organized under the banner of maintaining ‘quality-of-life’ – Farrell revealed that he is incensed about parking meter fines. “It is so strikingly unjust when you are 1 minute late to your parking meter and you have a $65 parking fine,” he said.

Farrell also mentioned development projects that would surely require time and attention. “CPMC is going to be a major dominant issue,” he said. He also mentioned Doyle Drive, and transitional age youth housing projects proposed in D2 – but as far as the housing project planned for the King Edward II Inn, which has generated some controversy among neighborhood groups, he didn’t take a strong position either way, saying he wanted to listen to all the stakeholders first.

Elected for a second two-year term as President of the Board, D3 Sup. David Chiu is rumored to be running in the mayor’s race, after he turned down former Mayor Gavin Newsom’s offer to appoint him as District Attorney. That offer was made after Kamala Harris won the state Attorney General’s race this fall. And when Chiu turned it down, former Mayor Gavin Newsom shocked just about everybody by appointing San Francisco Police Chief George Gascon, who is not opposed to the death penalty and was a longtime Republican before he recently registered as a Democrat, instead.

A temporary member of the Board’s Budget acommittee, Chiu is also a permanent member of the Board’s Government Audits & Oversight Committee.

Asked about his top priorities, Chiu spoke first and foremost about  “ensuring that we have a budget that works for all San Franciscans, particularly the most vulnerable.” He also said he wanted to see a different kind of budget process: “It is my hope that we do not engage in the typical, Kabuki-style budget process of years past under the last couple of mayors, where the mayor keeps under wraps for many months exactly what the thinking is on the budget, gives us something on June 1 for which we have only a couple of weeks to analyze, and then engage in the tired back-and-forth of debates in the past.” Chiu also spoke about tackling “looming pension and health care costs.”

Another priority, he said, was “Ensuring that our neighborhoods continue to remain the distinctive urban villages that they are, and protecting neighborhood character,” a goal that relates to “development, … historic preservation, [and] what we do around vacant commercial corridors.”

*Immigrant rights also made his top-five list. “I was very sad that last November we didn’t prevail in allowing all parents to have a right and a voice in school board elections,” he said, referencing ballot measure Proposition D which appeared on the November 2010 ballot. “I think we are going to reengage in discussion around Sanctuary City, another topic I have discussed twice already with Mayor Lee.”

Another issue for Chiu was  “ensuring again that hopefully San Francisco continues to remain an economically diverse city, and not just a city for the very wealthy.” He spoke about reforming city contracts: “In particular, dealing with the fact that in many areas, 70 to 80 percent of city contracts are awarded to non-San Francisco businesses. … I think there is more significant reform that needs to happen in our city contracting process.” Another economic-diversity measure, he said, was tax policy, “particularly around ensuring that our business tax is incenting the type of economic growth that we want.”

Finally, Chiu spoke about “Creating a transit-first city. This is not just about making sure MUNI is more reliable and has stable funding, but ensuring that we’re taking steps to reach a 2020 goal of 20 percent cycling in the city. Earlier this week I called for our transit agencies to look at pedestrian safety, because we are spending close to $300 million a year to deal with pedestrian deaths and injuries.”

Chiu has just named Sup. Carmen Chu as chair of the powerful Board and Finance Committee. And Chu, who worked as a budget analyst for Newsom’s administration, says the budget, core services, employment and the economy are her top priorities.

“My hope is that this year the budget is going to be a very collaborative and open process,” Chu said.

Chu believes workers benefits will be a central part of the budget-balancing debate.
“Any conversation about the long-term future of San Francisco’s budget has to look at the reality of where the bulk of our spending is,” she said.

Chu noted that the budget debate will have to take the state budget into account.
“At the end of the day, we need to take into account the context of the state budget, in terms of new cuts and taxes, because anything we do will be on top of the state level.

“We need to ask who do these measures really impact,” she added, noting that there were attempts to put revenue measures on the ballot last year.

With only two years left to serve on the Board, D5 Sup. Ross Mirkarimi has been named chair of the Board’s Public Safety Committee and vice-chair of the Budget and Finance Committee.

“One of my top priorities is building on and strengthening the work that I’ve already done and that Avalos is doing on mandatory local hire and First Source programs,” Mirkarimi said. He also spoke about “strengthening reentry programs for those coming out of the criminal justice system, because we still have an enormously high recidivism rate.”

The budget also ranked high on Mirkarimi’s list, and he stressed the need for “doing surgical operations on our budget to make sure that services for the vulnerable are retained, and looking for other ways to generate revenue beyond the debate of what’s going on the ballot.

“For instance, I helped lead the charge for the America’s Cup, and while the pay-off from that won’t be realized for years, the deal still needs to be massaged. What we have now is an embryonic deal that still needs to be watched.”

Mirkarimi mentioned safeguarding the city against privatization, saying one of his priorities was “retooling our budget priorities to stop the escalating practice of privatizing city services.”

 He spoke about “ongoing work citywide to make mixed-use commercial and residential infrastructure improvements, which coincide with bicycle and pedestrian improvements.”

Finally, Mirkarimi said he wanted to focus on transportation issues. “As Chair of the Transportation Authority, if I even continue to be chair, to take the lead on signature transit projects and work with the M.T.A. to reverse service cuts.”

Elected to replace termed-out D6 Sup. Chris Daly, Kim has been named chair of the Rules Committee and a member of the Budget & Finance committee.

Kim believes that she will prove her progressive values through her work and she’s trying to take the current debate about her allegiances on the Board in her stride.

“The one thing I learned from serving on the School Board was to be really patient,” Kim told me, when our conversation turned to the issue of “progressive values.”

“I didn’t want to be President of the School Board for the first few years, because I loved pushing the envelope,” Kim added, noting that as Board President David Chiu is in the often-unenviable position of chief negotiator between the Board and the Mayor.

But with Ed Lee’s appointment as interim mayor, Kim is excited about the coming year.
“There are a lot of new opportunities, a different set of players, and it’s going to be very interesting to learn how to traverse this particular scene.”

Kim is kicking off her first term on the Board with two pieces of legislation. The first seeks to address bedbug infestations. “Particularly around enforcement, including private landlords,” Kim said, noting that there have also been bedbug problems in Housing Authority properties.

Her second immediate goal is to look at pedestrian safety, a big deal in D6, which is traversed by freeways with off-ramps leading into residential zones.
“Pedestrian safety is a unifying issue for my district, particularly for all the seniors,” Kim said, citing traffic calming, speed limit enforcement and increased pedestrian traffic, as possible approaches.

Beyond those immediate goals, Kim plans to focus on jobs, economic development and small businesses in the coming year. “What can we do to create jobs and help small businesses? That is my focus, not from a tax reduction point of view, but how can we consolidate the permitting and fees process, because small businesses are a source of local jobs.”

Kim plans to help the Mayor’s Office implement Sup. John Avalos’ local hire legislation, which interim Mayor Ed Lee supports, unlike his predecessor Mayor Gavin Newsom.

“Everyone has always liked the idea of local hire, but without any teeth, it can’t be enforced,” Kim observed. “It’s heartbreaking that young people graduate out of San Francisco Unified School District and there’s been not much more than retail jobs available.”

She noted that jobs, land use and the budget are the three overarching items on this year’s agenda. “I’m a big believer in revenue generation, but government has to come half-way by being able to articulate how it will benefit people and being able to show that it’s more than just altruistic. I think we have to figure out that balance in promoting new measures. That’s why it’s important to be strong on neighborhood and community issues, so that folks feel like government is listening and helping them. I don’t think it’s a huge ask to be responsive to that.”

Kim said she hoped the new mayor would put out a new revenue measure, enforce local hire, and implement Sup. David Campos’ legislation to ensure due process for immigrant youth.

“I think Ed can take a lot of the goodwill and unanimous support,” Kim said. “We’ve never had a mayor without an election, campaigns, and a track record. Usually mayors come in with a group of dissenters. But he is in a very unique position to do three things that are very challenging to do. I hope raising revenues is one of those three. As a big supporter of local hire, I think it helps having a mayor that is committed to implement it. And I’m hoping that Ed will implement due process for youth. For me, it’s a no brainer and Ed’s background as a former attorney  for Asian Law Caucus is a good match. Many members of my family came to the U.S. as undocumented youth, so this is very personal. Kids get picked up for no reason and misidentified. People confuse Campos and Avalos, so imagine what happens to immigrant youth.”

Sup. Sean Elsbernd
District 7

With two years left to serve on the Board, D7 Sup. Sean Elsbernd has been named vice-chair of the Rules Committee and a member of the City Operations & Neighborhood Services Committee. He was congratulated by Chinatown powerbroker Rose Pak immediately after the Board voted 11-0 to nominated former City Administrator Ed Lee as interim mayor, and during Lee’s swearing-in, former Mayor Willie Brown praised Elsbernd for nominating Lee for the job.

And at the Board’s Jan. 11 meeting before the supervisors voted for Lee, Elsbernd signaled that city workers’ retirement and health benefits will be at the center of the fight to balance the budget in the coming year.

Elsbernd noted that in past years, he was accused of exaggerating the negative impacts that city employees’ benefits have on the city’s budget. “But rather than being inflated, they were deflated,” Elsbernd said, noting that benefits will soon consume 18.14 percent of payroll and will account for 26 percent in three years. “Does the budget deficit include this amount?” he asked.

And at the afterparty that followed Lee’s swearing in, Public Defender Jeff Adachi, who caused a furor last fall when he launched Measure B, which sought to reform workers’ benefits packages, told the Guardian he is not one to give up lightly. “We learned a lot from that,” Adachi said. “This is still the huge elephant in City Hall. The city’s pension liability just went up another 1 percent, which is another $30 million.”

As for priorities, Elsbernd broke it down into district, city, and regional issues. In D7, “Hands-down, without question the biggest issue … is Parkmerced,” he said, starting with understanding and managing the environmental approval process. If it gets approved, he said his top concerns was that “the tenant issue. And the overriding concern of if they sell, which I think we all think is going to happen in the near-term – do those guarantees go along with the land?”

Also related to Parkmerced was planning for the traffic conditions that the development could potentially create, which Elsbernd dubbed a “huge 19th Avenue issue.”

Citywide, Elsbernd’s top priorities included enforcing Proposition G – the voter-approved measure that requires MUNI drivers to engage in collective bargaining – and tackling pension and healthcare costs. He spoke about “making sure that MTA budget that comes to us this summer is responsive” to Prop G.

As for pension and healthcare, Elsbernd said, “I’ve already spent a good deal of time with labor talking about it, and will continue to do that.” But he declined to give further details. Asked if a revenue-generating measure could be part of the solution to that problem, Elsbernd said, “I’m not saying no to anything right now.”

On a regional level, Elsbernd’s priority was to help CalTrain deal with its crippling financial problem. He’s served on that board for the last four years. “The financial situation at CalTrain – it is without question the forgotten stepchild of Bay Area transit, and the budget is going to be hugely challenging,” he said. “I think they’ll survive, but I think they’re going to see massive reductions in services.”

Sup. Scott Wiener
District 8

Elected in November 2010 to replace termed-out D8 Sup. Bevan, Wiener has been named a temporary member of the Board’s Budget and Finance Committee and a permanent member of the Land Use and Economic Development Committee.

“Transportation is a top priority,” Wiener said. ‘That includes working with the M.T.A. to get more cabs on the street, and making sure that the M.T.A. collectively bargains effectively with its new powers, under Prop. G.”

“I’m also going to be focusing on public safety, including work around graffiti enforcement, though I’m not prepared to go public yet about what I’ll be thinking,” he said.

“Regulating nightlife and entertainment is another top priority,” Wiener continued. “I want to make sure that what we do is very thoughtful in terms of understanding the economic impacts, in terms of jobs and tax  revenues, that this segment has. With some of the unfortunate incidents that have happened, it’s really important before we jump to conclusions that we figure out what happened and why. Was it something the club did inappropriately, or was it just a fluke? That way, we can avoid making drastic changes across the board. I think we have been very reactive to some nightclub issues. I want us to be more thoughtful in taking all the factors into consideration.”

“Even if we put a revenue measure on the June or November ballot, we’d need a two-thirds majority, so realistically, it’s hard to envision successfully securing significant revenue measure before November 2012,” Wiener added. “And once you adopt a revenue measure, it takes time to implement it and revenue to come in, so it’s hard to see where we’ll get revenue that will impact the 2012 fiscal year. In the short term, for fiscal year 2011/2012, the horse is out of the barn”

“As for pension stuff, I’m going to be very engaged in that process and hopefully we will move to further rein in pension and retirement healthcare costs.”

Sup. David Campos
District 9

Elected in 2008, D9 Sup. David Campos has been named chair of the Board’s Government Audit & Oversight Committee and a member of the Public Safety Committee. And, ever since he declared that the progressive majority on the Board no longer exists, in the wake of the Board’s 11-0 vote for Mayor Ed Lee, Campos has found his words being used by the mainstream media as alleged evidence that the entire progressive movement is dead in San Francisco.

“They are trying to twist my words and make me into the bogey man,” Campos said, noting that his words were not a statement of defeat but a wake-up call.

“The progressive movement is very much alive,” Campos said. “The key here is that if you speak your truth, they’ll go after you, even if you do it in a respectful way. I didn’t lose my temper or go after anybody, but they are trying to make me into the next Chris Daly.”

Campos said his overarching goal this year is to keep advancing a good government agenda.

“This means not just making sure that good public policy is being pursued, but also that we do so with as much openness and transparency as possible,” he said.

As a member of the Board’s Public Safety Committee, Campos says he will focus on making sure that we have “as much community policing as possible.

He plans to focus on improving public transportation, noting that a lot of folks in his district use public transit.

And he’d like to see interim mayor Ed Lee implement the due process legislation that Campos sponsored and the former Board passed with a veto-proof majority in 2009, but Mayor Gavin Newsom refused to implement. Campos’ legislation sought to ensure that immigrant youth get their day in court before being referred to the federal immigration authorities for possible deportation, and Newsom’s refusal to implement it, left hundreds of youth at risk of being deported, without first having the opportunity to establish their innocence in a juvenile court.
‘We met with Mayor Lee today,” Campos told the Guardian Jan. 18. “And we asked him to move this forward as quickly as possible. He committed to do that and said he wants to get more informed, but I’m confident he will move this forward.”

Campos also said he’ll be focusing on issues around workers’ rights and health care.
“I want to make sure we keep making progress on those fronts,” Campos said.

“It’s been a rough couple of days,” Campos continued, circling back to the beating the press gave him for his “progressive” remarks.“But I got to keep moving, doing my work, calling it as a I see it, doing what’s right, and doing it in a respectful way. The truth is that if you talk about the progressive movement and what we have achieved, which includes universal healthcare and local hire in the last few years, you are likely to become a target.”

District 10

Elected to replace termed-out D10 Sup. Sophie Maxwell, Cohen has been named chair of the City & School District committee, vice chair of the Land Use and Economic Development Committee and vice chair of the Public Safety Committee.

Cohen says her top priorities are public safety, jobs, open space, which she campaigned on, as well as creating community benefits districts and putting an end to illegal dumping.

“I feel good about the votes I cast for Ed Lee as interim mayor and David Chiu as Board President. We need to partner on the implementation of local hire, and those alliances can help folks in my district, including Visitation Valley.”

“I was touched by Sup. David Campos words about the progressive majority on the Board,” she added. “I thought they were thoughtful.”

Much like Kim, Cohen believes her legislative actions will show where her values lie.
“I’d like to see a community benefits district on San Bruno and Third Street because those are two separate corridors that could use help,” Cohen said. 

She pointed to legislation that former D10 Sup. Sophie Maxwell introduced in November 2010, authorizing the Department of Public Works to expend a $350,000 grant from the Solid Waste Disposal Clean-Up Site trust fund to clean up 25 chronic illegal dumping sites.
“All the sites are on public property and are located in the southeast part of the city, in my district,” Cohen said, noting that the city receives over 16,000 reports of illegal dumping a year and spends over $2 million in cleaning them up.

District 11

Sup. John Avalos, who chaired the Budget committee last year and has just been named Chair of the Board’s City Operations and Neighborhood Services Committee, said his top priorities were implementing local hire, improving Muni and Balboa Park BART station, building affordable housing at Balboa, and improving city and neighborhood services.

“And despite not being budget chair, I’ll make sure we have the best budget we can,” Avalos added, noting that he plans to talk to labor and community based organizations about ways to increase city revenues. “But it’s hard, given that we need a two-thirds majority to pass stuff on the ballot,” he said.

Last year, Avalos helped put two measures on the ballot to increase revenues. Prop. J sought to close loopholes in the city’s current hotel tax, and asked visitors to pay a slightly higher hotel tax (about $3 a night) for three years. Prop. N, the real property transfer tax, h slightly increased the tax charged by the city on the sale of property worth more than $5 million.

Prop. J secured only 45.5 percent of the vote, thereby failing to win the necessary two-thirds majority. But it fared better than Prop. K, the competing hotel tax that Newsom put on the ballot at the behest of large hotel corporations and that only won 38.5 percent of the vote. Prop. K also sought to close loopholes in the hotel tax, but didn’t include a tax increase, meaning it would have contributed millions less than Prop. J.

But Prop. N did pass. “And that should raise $45 million,” Avalos said. “So, I’ve always had my sights set on raising revenue, but making cuts is inevitable.”

Chiu stiffs progressives on key committee appointments

Belying his repeated claims to being part of the progressive movement, Board of Supervisors President David Chiu has ousted his progressive colleagues from key leadership positions on board committees, placing fiscal conservatives into the chairs and majorities on the three most important committees and giving downtown interests more control over city legislation and projects than they’ve had in a decade.

Most notably, the chair of the Budget & Finance Committee was taken away from Sup. John Avalos – who challenged Chiu for the board presidency on Saturday – and given to Sup. Carmen Chu. While Chu did work on budget issues as a staffer in the Mayor’s Office before being appointed supervisor, which Chiu cited in support of his decision, she has consistently voted with the three-member minority of fiscal conservatives throughout her tenure as supervisor, opposing even the most widely accepted revenue proposals and progressive initiatives.

Chiu also placed himself in the swing vote role on that committee, naming Sups. Ross Mirkarimi and Jane Kim as the permanent committee members and Scott Wiener and himself as the temporary members who serve on the committee from March 1 through budget season. Asked if that was intentional, Chiu told us, “Sure was.” With the city facing a budget deficit of almost $400 million after seven years of budget deficits that were closed almost entirely through service cuts and fee increases – rather than general revenue increases targeted at the city’s richest individuals and corporations – the committee will be a key battleground between progressives and fiscal conservatives this year.

“The makeup of the committee reflects a real need for collaboration at this time of transition,” Chiu said of the Budget Committee. But Sup. David Campos was among the many progressives calling the committee assignments a major political realignment, telling us, “I don’t see how you can look at the committee assignments and not see some kind of realignment. The progressives are no longer in control of the key committees.” Avalos called it, “the price of moderates voting for Chiu.”

Also disappointing to progressives were Chiu’s choices for the Rules and Land Use committees. On the Rules Committee, which confirms mayoral appointments, approves the placement of charter amendments on the ballot, and will play a big role this year in approving the redrawing of supervisorial districts in the wake of the 2010 Census, Chiu named Kim and Sups. Sean Elsbernd and Mark Farrell, the latter two childhood buddies who represent the city’s two most conservative districts.

The committee takes the lead role in proposing the board’s three appointees to a task force that will draw the new legislative lines, as well as reviewing the other six appointees (three each from the Mayor’s Office and Elections Commission) and approving the plan that the task force produces. Downtown groups are expected to use the opportunity to negate the gains progressives have made in electing supervisors, probably in collaboration with Elsbernd and Farrell, a venture capitalist new to politics.

“Sean and Mark understand that if they push things through Rules that are outside the mainstream of who the board is, I expect that the full board will stop them,” Chiu told us. He also emphasized that Kim is chairing the committee, a role that can influence what items the committee considers: “On Rules, Sup. Kim will set the agenda there.”

Chiu sounded a similar rationale in defending a makeup on the Land Use & Economic Development Committee, to which he named new Sups. Scott Wiener and Malia Cohen – who were backed by development interests and opposed by tenant groups in last year’s election – along with Sup. Eric Mar as chair.

“With Eric at the helm, he will do a very good job at fighting for neighborhoods, tenants, and other interests,” Chiu said. But Avalos noted that Mar will have his hands full trying to manage a high-stakes, high-profile agenda with little help from his colleagues. “There’s a lot on Eric Mar’s shoulders. It’s his coming of age moment and he’ll have to step up big time to run that committee,” Avalos said.

Avalos said he was disappointed to be removed from the Budget Committee after working on it for eight of the last 10 years, first as Sup. Chris Daly’s legislative aide and then as a supervisor. “But I’m going to work behind the scene on the budget to make sure the communities are well-spoken for,” he said.

Chiu said he has gotten assurances from both Chu and Mayor Ed Lee “about the need for an open, transparent, and community-based budget process.” Carmen Chu echoed the point, telling us, “My hope is that this year the budget is going to be a very collaborative and open process.”

But on the need for need for revenue solutions, which Avalos has said are vital, David Chiu only went this far: “I am open to considering revenues as part of the overall set of solutions to close the budget deficit.” And Carmen Chu wouldn’t even go that far.

“At the end of the day, we need to take into account the context of the state budget, in terms of new cuts and taxes, because anything we do will be on top of the state level,” she told us, adding this about the revenue measures that she opposed last year, “We need to ask who do these measures really impact.”

For progressives, the only bright spots in the committee appointments were Avalos chairing the City Operations & Neighborhood Services Committees, with Mar and Elsbernd also serving; and Sup. Ross Mirkarimi chairing the Public Safety Committee, with Cohen and Campos on it as well.

“I told people I was going to be fair in committee assignments and I have been,” Chiu said.

Will the “real” progressives please stand up?

Before Ed Lee was unanimously appointed interim mayor at the Jan. 11 Board of Supervisors meeting, Sup. David Campos delivered a speech about the progressive movement in San Francisco.

“Progressives are no longer in control of this Board of Supervisors,” Campos noted. “We have a president of the Board of Supervisors who was elected without a clear progressive majority, and who was elected with a clear backing of the moderate block of supervisors.”

Speaking to the notion that supervisors were not elected to take positions, but to get things done, an idea aired by Board President David Chiu, Campos demurred. “I don’t think it’s entirely accurate to say that none of us are elected to take certain positions,” he said.

“It’s important to get things done,” Campos continued. “But I don’t think getting things done is enough. We have to ask ourselves, what is it that we’re getting done? How is it that we’re getting things done? And for whom is it that we’re doing what we’re doing?”

Would things be done in the interests of the people, Campos wanted to know, “or the downtown corporate interests?”

Would things be done in a transparent way? “I hope we’re not getting things done behind closed doors,” Campos said.

Campos also took issue with the implication that “progressives cannot get things done.” He pointed to district elections, universal healthcare, domestic partner benefits, and police reform as accomplishments of the progressive community.

Despite Campos’ pronouncement that progressives were on the losing end, nearly every elected official who stood to speak throughout the course of the historic day uttered the P-word — including Lee himself.

“I was a progressive,” Lee said during his inaugural speech, “before progressive was a political faction in this town.” Lee pointed to his history of fighting for the rights of African Americans and Latinos, his move to establish a whistle-blower program, and his role in creating a recycling program for the city as evidence of his progressive credentials.

Supervisors Eric Mar, Ross Mirkarimi, and Chiu also touched on the issue of progressive politics in comments delivered before Lee was unanimously appointed. “Progressive politics needs to qualify its new definition,” Mirkarimi said, “which is more than just who we are by name or

by ethnicity or culture but by what we stand for.” Mirkarimi also spoke about the transition representing an opportunity to “inject a level of smart politics, not necessarily branded as a progressive or moderate or conservative, but smart politics that take us forward.”

Mar spoke about “our changing progressive movement,” and Board President David Chiu countered Campos’ charge that progressives had lost their control of the board, saying, “I do believe that the majority of this board shares progressive values.”

Chiu also said he believed that there is “a danger in an overly narrow definition of what is progressive.”

At this point, given so many different opinions and affiliations with the label, the very word “progressive” is starting to take on a confusing quality. Does this stem from a lack of a better term? Is it simply that many people with different sets of alliances and perspectives, sometimes at odds with one another, nonetheless identify as “progressives?”

Or is does this new, more complex version of “progressive” relate to the void left behind by two polarizing figures, who drew definitive battle lines between “progressives” and “moderates” by staking out furious opposition to each other? The transition of power in City Hall was marked not only by the introduction of new elected officials in the board chambers and Room 200, but by the departure of former Sup. Chris Daly and former Mayor Gavin Newsom, both towering white men known for relishing the limelight, delivering long-winded addresses, and waging fierce battles against their enemies.

If those elected officials once viewed as the solidly progressive block – former Sup. Chris Daly and Sups. John Avalos, David Campos, Eric Mar, and Ross Mirkarimi – were swept out of power with this shift, as Campos suggested, their political label seems to have survived intact. Despite the approving nod of the board’s moderates and two business-friendly powerhouses who hold tremendous sway even if they don’t hold office, the city’s top two officials — Chiu and Lee — nonetheless seemed eager to be associated with “progressive” values.

Former Mayor Willie Brown says that choosing a person of color for a leadership position should be a progressive value. Board of Supervisors President David Chiu says the new mayor, Ed Lee, is a progressive. Several supervisors and other political observers say the six-vote progressive majority on the board is gone.

And nobody really talks about what that word means.

Progressive is a term with a long political vintage, but it’s changed (as has the political context) since the 1920s. (Progressives these days aren’t into Prohibition.) So I’m going to take a few minutes to try to sort this out.

I used to tell John Burton, the former state senator, that a progressive was a liberal who didn’t like real estate developers. But that was in the 1980s, when the Democratic Party in town was funded by Walter Shorenstein and other developers who were happy to be part of the party of Dianne Feinstein, happy to be liberals on some social issues (Shorenstein insisted that the Chamber of Commerce hire and promote more women), and happy to promote liberal candidates like John and Phil Burton for state and national office — as long as they didn’t mess with the gargantuan money machine that was high-rise office development in San Francisco.

But these days it’s not all about real estate; it’s that the level of economic inequality in the United States has risen to levels unseen since the late 1920s. So I sat down on a Saturday night when the kids went to bed(yeah, this is my social life) and made a list of what I think represent the core values of a modern American progressive. It’s a short list, and I’m sure there’s stuff I’ve left off, but it seems like a place to start.

This isn’t a litmus test list (we’ve endorsed plenty of people who don’t agree with everything on it). It’s not a purity test, it’s not a dogma, it’s not the rules of entry into any political party … it’s just a definition. My personal definition.

Because words don’t mean anything if they don’t mean anything, and progressive has become so much of a part of the San Francisco political dialogue that it’s starting to mean nothing.

For the record: when I use the word "progressive," I’m talking about people who believe:
1. That civil rights and civil liberties need to be protected for everyone, even the most unpopular people in the world. We’re for same-sex marriage, of course, and for sanctuary city and protections for immigrants who may not have documentation. We’re also in favor of basic rights for prisoners, we’re against the death penalty, and we think that even suspected terrorists should have the right to due process of law.
2. That essential public services — water, electricity, health care, broadband — should be controlled by the public, not by private corporations. That means public power and single-payer government run health insurance.
3. That the most central problem facing the city, the state, and the nation today is the dramatic upward shift of wealth and income and the resulting economic inequality. We believe that government at every level — including local government right here in San Francisco — should do everything possible to reduce that inequality. That means taxing high incomes, redistributing wealth, and using that money for public services (education, for example) that tend to help people achieve a stable middle-class lifestyle. We believe that San Francisco is a rich city, with a lot of rich people, and that if the state and federal government won’t try to tax them to pay for local services, the city should.
4. That private money has no place in elections or public policy. We support a total ban on private campaign contributions, for politicians and ballot measures, and support public financing for all elections. Corruption — even the appearance of corruption — taints the entire public sector and helps the fans of privatization, and progressives especially need to understand that.
5. That the right to private property needs to be tempered by the needs of society. That means you can’t just put up a highrise building anywhere you want in San Francisco, of course, but it also means that the rights of tenants to have stable places for themselves and their families to live is more important than the rights of landlords to maximize return on their property. That’s why we support strict environmental protections, even when they hurt private interests, and why be believe in rent control, including rent control on vacant property, and eviction protections and restrictions on condo conversions. We think community matters more than wealth, and that poor people have a place in San Francisco too — and if the wealthier classes have to have less so the city can have socioeconomic diversity, that’s a small price to pay. We believe that public space belongs to the public and shouldn’t be handed over to private interests. We believe that everyone, including homeless people, has the right to use public space.
6. That there are almost no circumstances where the government should do anything in secret.
7. That progressive elected officials should use their resources and political capital to help elect other progressives — and should recognize that sometimes the movement is more important that personal ambitions.

I don’t know if Ed Lee fits my definition of a progressive. He hasn’t taken a public position on any major issues in 20 years. We won’t know until we see his budget plans and learn whether he thinks the city should follow Gavin Newsom’s approach of avoiding tax increases and simply cutting services again. We won’t know until he decides what to tell the new police chief about enforcing the sit-lie law. We won’t know until we see whether he keeps Newsom’s staff in place or brings in some senior people with progressive values.
I agree that having an Asian mayor in San Francisco is a very big deal, a historic moment — and as Lee takes over, I will be waiting, and hoping, to be surprised.

I could add a lot more, but I think those six factors are at the heart of what I mean when I talk about progressives. We support a lot of other things; I put the right of workers to unionize under Number 3, since unions (along with public schools and subsidized higher education) are one of the major forces behind a stable middle class and a more equal society. We think racism and homophobia are never acceptable, and we support affirmative action, but that goes under Number 1.

This is not a socialist manifesto; I never mentioned worker control of the means of production. Progressives don’t oppose private enterprise; they just think that some things essential for the good of society don’t belong in the private sector, and that the private sector should be regulated for the good of all of us. We trust and support small businesses much more than big corporations – and we think their interests are not the same.

I don’t know if Ed Lee fits my definition of a progressive. We won’t know until we see his budget plans, and learn whether he thinks the city should follow Gavin Newsom’s approach of avoiding tax increases and simply cutting services again. We won’t know until he decides what the tell the new police chief about enforcing the sit-lie law. We won’t know until we see whether he keeps Newsom’s staff in place or brings in some senior people with progressive values. RCV lessons for the SF mayor’s race

OPINION Elections using ranked choice voting (RCV) in both San Francisco and Oakland contain important lessons for the upcoming SF mayoral election. Rather than rely on traditional endorsements and funding advantages, winning candidates need to get out in the community, meet people, and build coalitions.

Jean Quan became the first Asian American woman elected mayor of a major city by coming from behind to beat the favorite, former state Senate president and powerbroker Don Perata. Perata outspent her five to one, but Quan countered by attending far more community meetings, forums, and house parties. She would knock on the door of a voter with an opponent’s yard sign and say, “I know I’m not your first choice, but please make me your second or third choice.”

She also reached out to her progressive opponents, especially Rebecca Kaplan, saying, “In case I don’t win, I think Rebecca should be your second choice.” As a result, Quan received three times more runoff rankings from the supporters of Kaplan, who finished third, than Perata did. That propelled Quan to victory.

Perata, meanwhile, used the traditional front-runner strategy of spending more money. His campaign never figured out that he needed to seek the second and third rankings from the supporters of other candidates by finding common ground.

A similar story also played out in SF’s supervisorial Districts 2 and 10. In those races, victors also won by coming from behind and picking up more second and third rankings from other candidates’ supporters.

In D10, some people seem to think that winner Malia Cohen wasn’t a strong candidate because she wasn’t one of the top-two finishers in first rankings. But this reflects a misunderstanding of this race’s dynamics. In the final results, Cohen finished third in first rankings (not fourth, as the early results showed), yet she was only five votes behind Tony Kelly for second place and only 53 votes behind Lynette Sweet in first place.

So Cohen was as much a front-runner as either Kelly or Sweet in an extremely close race with 22 candidates. She prevailed by picking up more second and third rankings from other candidates’ supporters, resulting in an African American candidate winning this traditionally black district.

Note that if D10 had used San Francisco’s old December runoff, the voter turnout would have plummeted from the high of a November gubernatorial race, and the winner would have won with a handful of votes. The RCV system worked to pick the candidate preferred by the most voters in a single November election.

In D2, fiscal conservative Mark Farrell beat the progressive’s choice, Janet Reilly. But this district is not a progressive one, and that’s supposed to be one of the benefits of district elections (which was a progressive reform), i.e. each district is able to elect its own representative who conforms to the majority of its district instead of what Big Money interests want. Unfortunately, that also means a progressive candidate probably won’t win a nonprogressive district. Farrell built an effort that attracted more second and third rankings from other candidates’ supporters, allowing him to come from a point behind to win a close race.

That’s the way you win with RCV. With no clear frontrunner, the candidate who can draw significant numbers of second and third rankings is most likely to win. In our overly adversarial, winner-take-all society, the incentives of RCV to find common ground and build coalitions with ranked ballots is a relief for most voters. Mayoral candidates should take note.

Chiu wins holiday bake-off “most artistic” category

The 4th annual Board of Supervisors holiday treat throw down at City Hall today featured elegant trophies, celebrity judges and fierce competition. The desserts were judged in three categories: Most Tasty, Most Festive and Most Artistic. And the judges seemed to be enjoying themselves as they sampled the goodies and decided on the awards, as the rest of us waited hungrily, dessert forks in hand

Sup. Eric Mar’s legislative aide Cassandra Costello won—and lost—the “Most Tasty” category, after the judges (who city insiders say were playing by hardcore Top Chef rules) deemed her apple tart “most tasty” but too late to qualify.

Sup. Bevan Dufty’s former legislative aide Boe Hayward won the “Most Festive” category for his Giants inspired cake. It didn’t hurt that his super cute 51/2 week-old baby Eloise was on hand to help accept the award.

But when it came to the most artistic category, Board President David Chiu’s “Mud Wrestling on the Board” narrowly beat out Sup. Carmen Chu’s legislative aide Katy Tang’s “Board of Chess-Off”. (Oops: as readers will notice if they read the comments on this post, Katy Tang’s entry was actually titled “Board of Chess-Eff,” a subtle play on the Board of SF. Sorry for the error, KT, and thanks for your fabulous bake art.)

Chiu’s mud wrestling confection featured 11 snow people. Each snow person had a numbered clue attached to help cake eaters identify which supervisor they were supposedly eating.  The clues were as follows: 1 Happy Meals. 2 Swans. 3 Gavel. 4 Her Dog Birdie. 5 Plastic Bags. 6 F-Bomb. 7 Throwing the Microphone. 8 Sidney. 9 Progressive Fists in the Air. 10 Stylishly Dressed. 11 Budget Chair. (Scroll down to find answers to Chiu’s quizz).

Chiu’s entry also came with a print out of what the Board President says is his favorite President Roosevelt quote: “The credit belongs to the man in the arena, whose face is marred by dust and sweat and blood.”  A clue, perhaps, as to how Chiu is feeling about his often-embattled position on the Board.

But while Tang’s Chess-Eff didn’t win the “most artistic award,” it was a classic illustration of what Chiu described as “the three-dimensional game of chess” being played around the choice of the next mayor. Featuring marshmallows for interim mayors and/or mayoral candidates, the Board of Chess-Eff came with a warning that the dessert wasn’t actually edible. No kidding. Don’t know about you, but the never-ending speculation about the mayor is giving me major indigestion.

At the San Francisco Tomorrow holiday party Dec. 8th, David Chiu, Dennis Herrera, John Rizzo, Jake McGoldrick and a host of others who I’ve seen at these events for at least the past few years were doing their usual schmoozing — when Ross Mirkarimi, a former SFT board member, showed up with …. Art Agnos. I haven’t seen the former mayor at an SFT event since … I don’t know. Since a long long time ago.


Agnos made a short speech and talked about all of the rising stars in the San Francisco progressive movement — Mirkarimi, Chiu, Rizzo, David Campos, Eric Mar, John Avalos … and it was all very nice and low key. But there was a message in his appearance, in his connection with Mirkarimi, and even in the overall tone of his remarks, which amounts to this:


If the supervisors have trouble finding a progressive who can get six votes — and if they want an old hand, someone who has been through a brutal recession as mayor of San Francisco and dealt with awful budgets and nasty politics, someone who will serve for a year and then walk away — Agnos is open to being asked.


Well, maybe a little more than open to being asked. I wouldn’t say he’s actively, publicly campaiging for the job, but he has met with most of the supervisors, and dropped them all a 13-page memo listing all of his accomplishments, and his supporters (maybe his emissaries) are making the rounds and making the case for Agnos. Which amounts to this:


None of the progressives now more-or-less openly in the mix (Campos, Chiu, Mirkarimi, even Aaron Peskin) can realistically take on all the sacred cows (esp. police and fire), make a bunch of other cuts, and push for all sorts of revenue increases — and at the same time try to run for re-election in November (when the tax hikes would be on the ballot). The only way to do “what needs to be done” is to put in a progressive caretaker who can then take the political heat for the tough decisions — and help set up a campaign for another progressive in November.


I’m not sure I entirely agree — the right person, with the right leadership and agenda, could set up a five-year plan for fiscal stability, launch year one immediately and tell the public that he/she needs a full term to finish the job. But it’s true that it will be tough — and it’s also true that none of the obvious alternatives have ever run citywide.


If Tom Ammiano were interested, we wouldn’t be having this discussion. Tom has run citywide numerous times (for School Board, pre-district elections supervisor and mayor), has been elected by half the city (to the Assembly), and has the credibility to deal with the budget crisis and still win in November. But he’s not, and we have to respect that.


Right now, the progressives can’t seem to unite on a candidate. None of the current board members has six votes today. And Campos, Chiu, Mirkarimi and everyone else in the game knows full well how hard it will be to win in November, particularly against State Sen. Leland Yee, who will be a formidable candidate, and possibly City Attorney Dennis Herrera (who has won citywide), State Sen. Mark Leno (who is popular all over town) and others.


So if a couple rounds pass and there’s no winner, the “progressive caretaker” concept will be in play. It’s possible Mirkarimi would give up his seat two years early and take that job; it’s likely Peskin would agree to serve one year and then step down. But it’s also possible that neither scenario works out — at which point Sheriff Mike Hennessey and Agnos will be in play.


(I hear through the grapevine that Willie Brown is nosing around, too — and let’s remember that he became Assembly speaker by cutting a deal with the Republicans.)


Hennessey’s got a strong progressive record, but has never had to deal with anything remotely as awful as what the next mayor will face. So Agnos backers will make the case that their guy has the experience and gravitas to pull it off.


Given all of that, let me say a couple of things about Agnos, since I was around and watching City Hall when he was mayor (and some of the people who will be voting on this weren’t.)


Art’s a mixture. He was a great progressive member of the state Assembly. When he ran for mayor, we backed him strongly; he seemed to be the great progressive hope. Then his long list of wonderful promises ran into the buzz saw of a deep recession — and made things much worse with his arrogant, imperious style. His first major act in office was to sign a set of contracts that gave away the store to PG&E. He never lifted a finger for public power. And it quickly became clear that he wasn’t a fan of open government or public process. We were all supposed to “Trust in Art” and shut up if we didn’t like it.


That’s why — despite what was at the time and is in retrospect a pretty darn progressive record, a lot of solid accomplishments and absolutly no hint of corruption or scandal — the progressives just weren’t all that excited about his re-election. So he lost to Frank Jordan, who was way worse.


The thing is, Agnos these days is a lot more mellow. He’s 72, knows he’s not going anywhere else in politics, and has essentially admitted to me that he made a lot of mistakes, and his arrogance and closed-door attitude were top on the list. A reformed Agnos — willing to serve with a degree of humility and an acceptance that progressive politics in this town demands inclusiveness, and that even though he’s a former mayor, he’s not by definition the most important person in any room he walks into — would present an interesting option.


Of course, we still don’t know exactly where he would be on the issues, since, like Chiu, he hasn’t even publicly called himself a candidate for the job. I still think anyone who is a serious contender ought to be willing to appear before the supervisors and answer questions.

In about a month, the first class of district-elected supervisors since the 1970s will be gone, termed out, done with the transformative politics they brought to San Francisco. It’s a milestone worth marking: in 2000, when the city returned to district elections, everything changed. Machine-driven politics, controlled by money and mayoral power, vanished almost overnight. Constituencies that were virtually shut out of the corridors of power — tenants, labor, environmentalists, economic progressives, public power activists, the list goes on — suddenly had a seat at the table. Neighborhood issues started to matter. And downtown power brokers were no longer the only game in town.

But term limits mean that none of the members of the class of 2000 can remain in office beyond Jan. 8, 2011; and along with the new members elected two years ago, the class of 2010 will feature four new faces. It’s a diverse group. Two (Malia Cohen and Mark Farrell) have never before run for, much less held, elective office. One (Jane Kim) is Asian, one (Cohen) is African American, one (Scott Wiener) is gay. Farrell, who will replace Michela Alioto-Pier in District 2, is the only straight white guy. (Carmen Chu was reelected from District 4).

Overall, it’s safe to say, the ideological balance of the board hasn’t changed much — but the political approaches will be very different. In 2000, the election was all about then-Mayor Willie Brown, about fighting (or appeasing) the Brown Machine. This group of candidates didn’t run against anything in particular — and with the balkanized nature of local politics, they all have divergent bases of support.

So we sat down with the Class of 2010 and asked them to tell us what they plan to do with the next four years. Two trends emerged: all of the new supervisors want to be seen as independent of any political operation. And most have no clear agenda whatsoever for addressing the biggest problem facing the city — a looming budget deficit that will define almost everything they do in their first year.
