Measures A and B (Children’s Hospital bond)

NO


The history of this pair of ballot measures speaks to the reasons to oppose them: Children’s Hospital, a private outfit, hired signature gatherers and put Measure B — a special tax to fund a $300 million bond to help rebuild the hospital, which needs a seismic upgrade — on the ballot without even consulting the county supervisors. The supervisors then came back with a compromise plan, Measure A, which Children’s is now supporting — but none of the supervisors have endorsed.

We’re not big on using public bonds and tax money to rebuild a private hospital (especially when the county’s public health system has so many needs of its own). And none of this was very well thought out. Vote no; if there’s a good reason to rebuild Children’s Hospital, there needs to be a much better public process to fund it.

Measure E (Albany pool bonds)

YES


Measure E would authorize $10 million in bonds to rebuild the public pool at Albany High School. It also includes money for new classrooms. The Alameda Green Party thinks the pool should have solar heat and use alternatives to chlorine, and we agree — but that’s not reason enough to block a modest measure to improve a widely used facility. Vote yes.

Measure G (Oakland school tax)

YES


This is a parcel tax that would charge property owners in Oakland $195 per year, with the money going to the public schools. Yes, the Oakland schools are still controlled by a state administrator, who can ultimately decide where the money will go, and yes, parcel taxes aren’t perfect, but with school funding in the state as dire as it is, we support almost any sort of tax that helps education. And while parcel taxes allow big commercial landlords to pay the same rate as small homeowners, there is a low-income-resident exemption. Vote yes. 2

Messy Marv at large

Even the short list of elite Bay Area rappers — say, Too Short, E-40, Keak Da Sneak, and Mistah FAB — must include the Fillmore’s own Marvin Watson Jr., a.k.a. Messy Marv. Since selling 15,000 units of his debut, Messy Situations (Ammo, 1996), at age 16, Mess has consistently earned impressive independent numbers: his solo discs Disobayish (Scalen/Sumday, 2004) and Bandannas, Tattoos, and Tongue Rings (Scalen/SMC, 2005) both sold 20,000, while his collaboration with San Quinn, Explosive Mode (Presidential, 1998), has moved more than 50,000.

Mess began 2007 with Da Bidness (Gateway/SMC), the creation of a supergroup formed with Keak and PSD, which, according to SMC’s Will Bronson, was last year’s best-selling local independent disc, at 19,000 and counting. Mess’s current project, Draped Up and Chipped Out 2 (Scalen/SMC), dropped at the year’s end. By mid-December, Draped was the number one independent and number 13 overall album on the Music Monitor Network, which tracks sales from major United States indie chains.

The soundtrack to an uncompleted film, Draped consists mostly of songs by Mess — spitting alongside national talent like Mike Jones, Juvenile, and Sean Paul — plus tracks from local heavyweights like G-Stack and B-Legit. Despite its various hands, the disc still has an album feel, containing some of Mess’s best work since Bandannas. Highlights include his singles "My Life Is a Movie," which showcases a hook by the late Mac Dre, and "Sei Luv," a rare foray into romantic R&B. With multiple business ventures in the works — including a clothing line and a reality TV show — and perpetual major-label interest, Mess is as likely as any Bay rapper to go nationwide.

Coming from the Fillmore’s projects, however, presents challenges most artists don’t face. When I spoke with Mess, he was fresh out of Santa Rita Jail, where he spent the past year on a weapons charge.

"I was charged with felony possession of a firearm, my second firearm case," he said. "The deal was three years’ state pen, but my legal defense got me a year. Now I’m back out, trying to turn my negative situation into a positive.

"Jail didn’t stagnate anything as far as my label Scalen," continued Mess, who even recorded a Draped intro behind bars. "They had a phone so I could do my business and my time. I have a strong team behind me."

Nonetheless, given California’s three-strikes law, another felony gun charge could land Mess serious prison time. When asked if he’s worried, however, he got a little heated.

"Now you sound like the SF police," he said — the last thing a rap reporter wants to hear. "Are we trying to make people think I don’t care about going to jail?" he asked, citing his displeasure with a May 15, 2007, San Francisco Chronicle article implying his gun toting had ruined his career opportunities.

"I felt real exploited by that article," Mess said. "I said I’d rather be caught with than without, any day. The way the murder rate is, it’s like that. I don’t regret any of it. I’d rather people read about me in jail than read about me dying or being shot."

He has a point. I absolutely hate guns, as do SF voters, who passed Proposition H — banning possession and sale of firearms within city limits — in 2005. But Prop. H was struck down Jan. 9 by the First District Court of Appeal, based on a challenge by the National Rifle Association, for conflicting with state law, and I think it’s hypocritical to condemn rappers for carrying guns in a society that refuses to ban them. Street rappers like Mess have to maintain a presence in the hood to preserve their credibility and fan base. But money and fame make them targets for violent crime.

"We need some kind of protection," insisted Bay legend Spice 1, who was shot in the chest during a Dec. 3, 2007, attempt to break into his Escalade while he slept inside. The bullet pierced his lung, leaving him in critical condition, though he’s now out of danger and recovering.

"Entertainers should get a break, but we can’t even wear [bulletproof] vests," added Spice, who has had six gun charges, including four in California that predate the three-strikes law. "Marv ain’t trying to jack nobody. He’s trying to protect himself."

In any case, despite the risks, Mess has no intention of abandoning his hood. Beyond the usual rapper’s neighborhood pride, he has taken on an active role in attempting to turn negatives into positives. Aside from using his label to employ youths whose criminal records and/or poor education make getting jobs nearly impossible, he’s put out two volumes of Fillmore Nation (Scalen/SMC, 2006) to help young rappers launch their careers. He intends to donate a portion of the profits to two Fillmore community centers.

"When I got my position in the music industry, I didn’t turn my back on the kids," Mess said. "I’m out here with these kids, these criminals, and they look at me as hope because I was the same way. When they look at me, they can say, ‘If Messy Marv can do it, I can do it.’<0x2009>"

All told, I think San Francisco — or at least the Fillmore — is better off with Mess on the street than in a cell.

Imagine San Francisco without rent control

OPINION If you think the mortgage foreclosure crisis is big, imagine what would happen to San Francisco if rent control were repealed.

With 180,000 rent-controlled apartments currently housing more than 350,000 San Franciscans, the end of rent control would be disastrous. Literally hundreds of thousands would be forced from their homes and forced to leave the city.

The pain and suffering people would face as they lost their homes would be immense, making the foreclosure problem seem insignificant by comparison. Maybe even worse, repealing rent control would destroy forever the soul of San Francisco, eliminating altogether the city’s character and diversity and leaving it nothing more than a wealthy enclave affordable only to the very rich.

Envisioning the loss of rent control and the effect that would have is not fantasy. A statewide ballot measure this June would abolish rent control in San Francisco and all across California. The measure would also abolish requirements that developers include affordable housing in their projects. That means we could wake up on June 4 this year with all affordable housing in San Francisco gone — unless we all work as hard as we can to save our rent control and our affordable housing.

In 1979, rent control was adopted in San Francisco, and it was accomplished only because thousands of San Francisco tenants made it happen. People collected signatures, made phone calls, walked precincts, packed City Hall hearings, and demonstrated and marched. Through collective grassroots activism, rent control became a reality. Now many of us think of rent control as something we’ve always had and a law that will always be there.

But we need to face reality: in five months, all limits on rent hikes could be gone. It won’t be easy to save rent control, and we need to begin our work now. The fate of rent control will largely be up to voters in San Francisco and Los Angeles, where most California renters live. Los Angeles tenants are organizing and mounting a strong campaign there. We need to do the same in San Francisco.

The San Francisco campaign to save rent control will kick off Jan. 19 with a citywide mobilization of tenants and allied organizations to plan and begin our work. If we’re going to save rent control, we need the same level of grassroots activism we had when we fought to get rent control in 1979, and we need tenants to come to the Save Rent Control Convention and begin the hard work to keep our homes.

This will be a working convention: following an overview about the measure, we will map out strategies and plans for fundraising, voter registration and education, media strategies, Web site development, rally organization, and all of the other components that make for a successful grassroots campaign. The tasks are many, and there’s not much time.

If we lose rent control, we’ll lose not just our homes but also our city. Saving rent control is not a fight people can sit out and hope someone else will do something about.

Life of the party

GREEN CITY Amid the much-hyped speculation about whom Democratic and Republican party voters will choose as their respective presidential nominees this year, California members of the Green Party will vote for their representative Feb. 5.

Candidates Jared Ball, Kent Hesplay, Jesse Johnson Jr., Cynthia McKinney, and Kat Swift met for their only planned debate Jan. 13 at Herbst Theatre in San Francisco, addressing a near-capacity crowd and laying out platforms that are decidedly more aggressive in tackling environmental and social problems than any proposed by the major-party candidates.

The candidates echoed one another on plans for immediate withdrawal from Iraq and shifting funding from the Pentagon into domestic programs for education, health care, and jobs. All professed grave concern about the environment, with Johnson calling the coal-mining method of mountaintop removal "ground zero for climate change."

By the end of the debate, Ball, a Baltimore hip-hop artist and professor in communications studies, fully endorsed McKinney, a former Democratic congressperson from Georgia. He emphasized that his greatest desire was for a strong national movement of people of all races, places, and income levels to continue what he called "incomplete revolutions" in the civil, labor, and women’s rights movements.

McKinney received the longest, most sustained standing ovation of the evening when she said, "Please unite the party. We can’t do it divided." She said the Greens represent the best hope of bringing together the large percentage of the country that’s spurned membership in both the Democratic and Republican parties. "I’ve never seen anything like I’ve seen in the Green Party," she said. "Please come together."

Also on hand — not participating in the debate but taking questions afterward — was Ralph Nader, a presidential candidate in 1996, 2000, and 2004, who hasn’t yet ruled out another run this year. Some Greens and other high-profile figures are urging him not to run and expressing concern that he’s become a polarizing figure who could hurt the party. Nader addressed the issue of party unity by saying, "I have very little to offer about how to unite the Green Party internally."

But he told the Guardian that if powerful institutional forces collude to limit his or the Green Party nominee’s access to the ballot, as he charges they did in 2004, he might run to highlight the need for greater political participation, saying, "I’ll be deciding within the next month." Nader has sued the Democratic Party, the John Kerry–John Edwards campaign, the Service Employees International Union, and a number of law firms and political action committees for allegedly conspiring to prevent him from running for president in 2004.

"Ballot access is a major civil liberties issue," Nader said. "Without voters’ rights, candidates’ rights don’t mean anything."

Yet the five announced candidates and Green Party activists on hand all seemed ready to rally around a new nominee for 2008, even as questions remain about whether the party should pool its energy and resources for national races or focus on state and municipal elections. Greens represent less than 3 percent of San Francisco’s registered voters and are outnumbered by Republicans four to one. Statewide, Greens amount to less than 1 percent. However, nearly 20 percent of California voters and 30 percent in San Francisco decline to state any party affiliation.

"I’m not sure yet that running a presidential candidate helps to grow the party, based on the experiences of the last several presidential attempts, especially in contrast to us focusing on races that can be won locally," Sup. Ross Mirkarimi, a Green who helped found the party in California, told the Guardian outside the debate. When asked if a national Green Party candidate trickles down attention and funding to the grassroots races, he said, "The theory is that it does. There isn’t any concrete evidence that it has coattails."

Since the Nader runs, Greens are wary of being tagged as presidential spoilers, but when that question was posed to this year’s prospects, they denied that it accurately portrays the voting landscape. As McKinney said, "When you’ve got a million black people who go to the polls … and nobody counts their votes … then don’t you dare call the Green Party spoilers."

President, Democrat

BARACK OBAMA


This is now essentially a two-person race for the Democratic nomination, and no matter how it comes down, it’s a historic moment: neither of the front-runners for the White House (and by any standard, the Democratic nominee starts off as the front-runner) is a white man. And frankly, the nation could do a lot worse than either President Hillary Clinton or President Barack Obama.

But on the issues, and because he’s a force for a new generation of political activism, our choice is Obama.

Obama’s life story is inspirational, and his speeches are the stuff of political legend. He can rouse a crowd and generate excitement like no presidential candidate has in many, many years. He has, almost single-handedly, caused thousands of young people to get involved for the first time in a major political campaign.

The cost of his soaring rhetoric is a disappointing lack of specific plans. It can be hard at times to tell exactly what Obama stands for, exactly how he plans to carry out his ambitious goals. His stump speeches are riddled with words like change and exhortations to a new approach to politics, but he doesn’t talk much, for example, about how to address the gap between the rich and the poor, or how to tackle urban crime and poverty, or whether Israel should stop building settlements in the occupied territories.

In fact, our biggest problem with Obama is that he talks as if all the nation needs to do is come together in some sort of grand coalition of Democrats and Republicans, of "blue states and red states." But some of us have no interest in making common cause with the religious right or Dick Cheney or Halliburton or Don Fisher. There are forces and interests in the United States that need to be opposed, defeated, consigned to the dustbin of history, and for all of Obama’s talk of unity, we worry that he lacks the interest in or ability to take on a tough, bloody fight against an entrenched political foe.

Still, when you look at his positions, he’s on the right track. He wants to raise the cap on earnings subject to Social Security payments (right now high earners don’t pay Social Security taxes on income over $97,000 a year). He wants to cut taxes for working-class families and pay for it by letting the George W. Bush tax cuts on the rich expire (that’s not enough, but it’s a start). He wants to double fuel-economy standards. His health care plan isn’t perfect, but it’s about the same as all the Democrats offer.

And he’s always been against the war.

It’s hard to overstate the importance of that. Obama spoke out against the invasion when even most Democrats were afraid to, so he has some credibility when he says he’s going to withdraw all troops within 16 months and establish no permanent US bases in Iraq.

Hillary Clinton has far more extensive experience than Obama (and people who say her years in the White House don’t count have no concept of the role she played in Bill Clinton’s administration). We are convinced that deep down she has liberal instincts. But that’s what’s so infuriating: since the day she won election to the US Senate, Clinton has been trianguutf8g, shaping her positions, especially on foreign policy, in an effort to put her close to the political center. At a time when she could have shown real courage — during the early votes on funding and authorizing the invasion of Iraq — she took the easy way out, siding with President Bush and refusing to be counted with the antiwar movement. She has refused to distance herself from such terrible Bill Clinton–era policies as welfare reform, the North American Free Trade Agreement, and don’t ask, don’t tell. We just can’t see her as the progressive choice.

We like John Edwards. We like his populist approach, his recognition that there are powerful interests running this country that won’t give up power without a fight, and his talk about poverty. In some ways (certainly in terms of campaign rhetoric) he’s the most progressive of the major candidates. It is, of course, a bit of a political act — he was, at best, a moderate Southern Democrat when he served in the Senate. But at least he’s raising issues nobody else is talking about, and we give him immense credit for that. And we’ve always liked Dennis Kucinich, who is the only person taking the right positions on almost all of the key issues.

But Edwards has slid pretty far out of the running at this point, and Kucinich is an afterthought. The choice Californians face is between Hillary Clinton and Barack Obama. And Obama, for all of his flaws, has fired up a real grassroots movement, has energized the electorate, and is offering the hope of a politics that looks forward, not back. On Feb. 5, vote for Barack Obama.

President, Republican

RON PAUL


We have a lot of disagreements with Ron Paul and his libertarian worldview. He opposes the taxes that we need to make civil society function and the government regulations that are essential to protecting the most powerless members of society. From its roots in the Magna Carta and Adam Smith’s economic theories to the Bill of Rights, it’s clear the United States was founded on a social compact that libertarians too often seem to deny. And Paul compounds these ills in the one area in which he departs from the libertarians: he doesn’t support federal abortion rights. He’s been associated with some statements that are racially insensitive (to say the least). He clearly shouldn’t be president.

But he won’t — Paul isn’t going to win the nomination. So it’s worthwhile endorsing him as a protest vote for two reasons. His presence on the ballot serves to show up some of the hypocrisies of the rest of the GOP field — and he is absolutely correct and insightful on one of the most important issues of the day: the war.

Paul is alone among the Republican candidates for president in sounding the alarm that our country is pursuing a dangerous, shortsighted, hypocritical, expensive, and ultimately doomed strategy of trying to dominate the world militarily. He opposed the invasion of Iraq and thinks the US should pull out immediately. It’s immensely valuable to have someone like that in the GOP debates, speaking to the conservative half of our country about why this policy violates the principles they claim to hold dear.

Paul is absolutely correct that if we stopped trying to police the world, ended the war on drugs, and quit negotiating trade deals that favor multinational corporations over American families and workers, we would be a far more free and prosperous nation.

President, Green

CYNTHIA MCKINNEY


We endorsed Ralph Nader for president in 2000, in large part as a protest vote against the neoconservative politics of the Bill Clinton administration (the North American Free Trade Agreement, the General Agreement on Tariffs and Trade, welfare "reform," etc.). And Nader’s Green Party campaign had a place (particularly in a state the Democrats were going to win anyway). We’ve never been among those who blame Nader for Al Gore’s loss — Gore earned plenty of blame himself. But four years later we, like a lot of Nader’s allies and supporters, urged him not to run — and he ignored those pleas. Now he may be seeking the Green Party nomination again. Nader hasn’t formally announced yet, but he’s talking about it — which means he still shows no interest in being accountable to anyone. It’s too bad he has to end his political life this way.

Fortunately, there are several other credible Green Party candidates. The best is Cynthia McKinney, the former Georgia congressional representative, who has switched from the Democratic to the Green Party and is seeking a spot on the top of the ticket. McKinney has her drawbacks, but we’ll endorse her.

The real question here is not who would make a better president (that’s not in the cards, of course) but who would do more to build the Green Party and promote the best course for a promising third party that still hasn’t developed much traction as a national force. We’ve been clear for years that the Greens should be working from the grass roots up: the party’s first priority should be electing school board members, community college board members, members of boards of supervisors and city councils. Over time, leaders like Mark Sanchez, Jane Kim, Matt Gonzalez, and Ross Mirkarimi can start competing for mayor’s offices and posts in the State Legislature and Congress. Running a presidential candidate only makes sense as part of a party-building operation. (That’s what Nader did in 2000, and for all the obvious reasons he’s incapable of doing it today.)

But the Greens insist on running candidates for president, so we might as well pick the best one.

McKinney has a lot to offer the Greens. She’s an experienced legislator who has won several tough elections and taken on a lot of tough issues. As an African American woman from the South, she can also broaden the party’s base. She was a solid progressive in Congress, where she was willing to speak out on issues that many of her colleagues ducked (she was, for example, one of the few members to push for an impeachment resolution).

McKinney has her downside — in recent years she’s been flirting with the loony side of the left, getting a bit close to some Sept. 11 conspiracy theories that hurt her credibility (although she’s also made some very good points about the attacks and the lack of a serious investigation into what happened). And some of her supporters have made alarmingly anti-Semitic statements (from which, to her credit, she has attempted to distance herself). But she has to come out now, strongly, to denounce those sorts of comments and show that she can build a real coalition.

With those (serious) reservations, we’ll give her the nod.

Proposition 91 (use of gas tax)

NO


Prop. 91 is essentially an effort to ensure that revenue from the state’s gas tax goes only to roads and highways. It’s a moot point anyway: Proposition 1A, which passed last year, did the same thing, and now even proponents of 91 are urging a No vote.

But we’re going to take this opportunity to reiterate our opposition to Prop. 1A, Prop. 91, and any other ridiculous effort to restrict the use of gasoline tax revenues.

It should be clear to everyone at this point that the widespread overuse of automobiles is having far bigger impacts on California than just wear and tear on the roads. Cars are the biggest single cause of global warming, and they kill and injure more Californians than guns do, causing enormous costs that are borne by all of us. Driving a car is expensive for society, and drivers ought to be paying some of those costs. That should mean extra gas taxes and a reinstatement of the vehicle license fee to previous levels (and extra surcharges for those who drive Hummers and other especially wasteful, dangerous vehicles). That money ought to go to the state General Fund so California doesn’t have to close state parks and slash spending on schools and social services, as Gov. Arnold Schwarzenegger is proposing.

Proposition 92 (community college funding)

YES


Prop. 92 is another example of how desperate California educators are and how utterly dysfunctional the state’s budget process has become.

The measure is complicated, but it amounts to a plan to guarantee community colleges more money — a total of about $300 million a year — and includes provisions to cut the cost of attending the two-year schools. Those are good things: community colleges serve a huge number of students — about 10 times as many as the University of California system — many of whom come from lower-income families who can’t afford even a small fee increase. And, of course, as the state budget has gotten tighter, community college fees have gone up in the past few years — and as a result, attendance has dropped.

Part of the way Prop. 92 cuts fees is by divorcing community college funding from K–12 funding — and that’s created some controversy among teachers. Current state law requires a set percentage of California spending (about 40 percent) to go to K–12 and community college education, but there’s no provision to give more money to the community colleges when enrollment at those institutions grows faster than K–12 enrollment.

Some teachers fear that Prop. 92 could lead to decreased funds for K–12, and that’s a real concern. In essence, this measure would add $300 million to the state budget, and it includes no specific funding source. This worries us. In theory, the legislature and the governor ought to agree that education funding matters and find the money by raising taxes; in practice, this could set up more competition for money between different (and entirely worthy) branches of the state’s public education system — not to mention other critical social services.

But many of the same concerns were voiced when Prop. 98 was on the ballot, and that measure probably saved public education in California. The progressives on the San Francisco Board of Education all support Prop. 92, and so do we. Vote yes.

Proposition 93 (term limits)

YES


This is pathetic, really. The term-limits law that voters passed in 1990 has been bad news, shifting more power to the governor and ensuring that the State Assembly and the State Senate will be filled with people who lack the experience and institutional history to fight the Sacramento lobbyists (who, of course, have no term limits). But the legislature isn’t a terribly popular institution, and the polls all show that it would be almost impossible to simply repeal term limits. So the legislature — led by State Assembly speaker Fabian Núñez, who really, really wants to keep his job — has proposed a modification instead.

Under the current law, a politician can serve six years — three terms — in the assembly and eight years — two terms — in the senate. Since most senators are former assembly members, that’s a total of 14 years any one person can serve in the legislature.

Prop. 93 would cut that to 12 years — but allow members to serve them in either house. So Núñez, who will be termed out this year, could serve six more years in the assembly (but would then be barred from running for the senate). Senators who never served in the assembly could stick around for three terms.

That’s fine. It’s a bit better than what we have now — it might bring more long-term focus to the legislature and eliminate some of the musical-chairs mess that’s brought us the Mark Leno versus Carole Migden bloodbath.

But it’s sad that the California State Legislature, once a model for the nation, has been so stymied by corruption that the voters don’t trust it and the best we can hope for is a modest improvement in a bad law. Vote yes.

Propositions 94, 95, 96, and 97 (Indian gambling compacts)

NO


We supported the original law that allowed Indian tribes to set up casinos, and we have no regrets: that was an issue of tribal sovereignty, and after all the United States has done to the tribes, it seemed unconscionable to deny one of the most impoverished populations in the state the right to make some money. Besides, we’re not opposed in principle to gambling.

But this is a shady deal, and voters should reject it.

Props. 94–97 would allow four tribes — all of which have become very, very wealthy through gambling — to dramatically expand the size of their casinos. The Pechanga, Morongo, Sycuan, and Agua Caliente tribes operate lucrative casinos in Southern California, spend a small fortune on lobbying, and convinced Gov. Arnold Schwarzenegger to give them permission to create some of the largest casinos in the nation. Opponents of this agreement have forced the issue onto the ballot.

The tribes say the deals will bring big money into the state coffers, and it’s true that more gambling equals more state revenue. But the effective tax rate on the slot machines (and this is all about slot machines, the cash engines of casinos) would be as little as 15 percent — chump change for a gambling operation. And none of the other tribes in the state, some of which are still desperate for money, would share in the bounty.

The big four tribes refuse to allow their workers to unionize. While we respect tribal sovereignty, the state still has the right to limit the size of casinos, and if the tribes want the right to make a lot more money, they ought to be willing to let their workers, not all of them Indians, share in some of the rewards. We’re talking billions of dollars a year in revenue here; paying a decent salary is hardly beyond the financial ability of these massive operations.

The governor cut this deal too fast and gave away too much. If the tribes want to expand their casinos, we’re open to allowing it — but the state, the workers, and the other tribes deserve a bigger share of the revenue. Vote no on 94-97.

Proposition A (neighborhood parks bond)

YES


This $185 million bond has the support of a broad coalition of local politicians and activists, Mayor Gavin Newsom, and every member of the Board of Supervisors. It would put a dent in the city’s serious backlog of deferred maintenance in the park system.

The measure would allocate $117.4 million for repairs and renovations of 12 neighborhood parks, selected according to their seismic and safety needs as well as their usage levels. It would also earmark $11.4 million to replace and repair freestanding restrooms, which, the Recreation and Park Department assures us, will be kept open seven days a week.

The bond also contains $33.5 million for projects on Port of San Francisco land, including a continuous walkway from Herons Head Park to Pier 43 and new open spaces at regular intervals along the eastern waterfront. While some argue that the Port should take care of its own property, it’s pretty broke — and there’s a growing recognition that the city’s waterfront is a treasure, that open space should be a key component of its future, and that it doesn’t really matter which city agency pays for it. In fact, this bond act would provide money to reclaim closed sections of the waterfront and create a Blue Greenway trail along seven miles of bay front.

One of the more questionable elements in this bond is the $8 million earmarked for construction and reconstruction of city playfields — which includes a partnership with a private foundation that wants to install artificial turf. There’s no question that the current fields are in bad repair and that users of artificial turf appreciate its all-weather durability. But some people worry about the environmental impact of the stuff, which is made from recycled tires, while others wonder if this bond will end up giving control of 7 percent of our parkland to the sons of Gap founder Don Fisher (their City Fields Foundation is the entity contributing matching funds for city-led turf conversions). Although the Rec and Park Department has identified 24 sites for such conversions, none can take place without the Board of Supervisors’ approval — and the supervisors and the Rec and Park Commission needs to make it clear that if neighbors don’t want the artificial turf, it won’t be forced on them.

Prop. A also earmarks $5 million for trail restoration and $5 million for an Opportunity Fund, from which all neighborhoods can leverage money for benches and toilets through in-kind contributions, sweat equity, and noncity funds.

And it includes $4 million for park forestry and $185,000 for audits.

With a 2007 independent analysis identifying $1.7 billion in maintenance requirements, this is little more than a start, and park advocates need to be looking for other, ongoing revenue sources. But we’ll happily endorse Prop. A.

Proposition B (deferred retirement for police officers)

YES


We’ve always taken the position that relying exclusively on police officers to improve public safety is as useless as simply throwing criminals behind bars — it’s only part of the solution and will never work as an answer all on its own.

But we’re also aware that the city is suffering a dramatic shortage of police officers; hundreds are expected to retire within a few short years, and those figures aren’t being met by an equal number of enrollees at the academy.

So we’re supporting Prop. B, even if it’s yet another mere stopgap measure the police union has dragged before voters, and even though the San Francisco Police Officers Association is often hostile to attempted law enforcement reforms and is never around when progressives need support for new revenue measures.

Prop. B would allow police officers who are at least 50 years of age and who have served for at least 25 years to continue working for three additional years with their regular pay and benefits while the pension checks they’d have otherwise received collect in a special account with an assured annual 4 percent interest rate.

The POA promises Prop. B will be cost neutral to taxpayers, and the city controller will review the program in three years to ensure that remains the case. Also at the end of three years, the Board of Supervisors, with a simple majority vote, could choose to end or extend it.

POA president Gary Delagnes added during an endorsement interview that department staffers in San Francisco who reach retirement age simply continue working in other police jurisdictions. If that’s the case, we might as well keep them here.

No other city employees are eligible for such a scheme, which strikes us as unfair. And frankly, one of the main reasons the city can’t hire police officers is the high cost of living in San Francisco — so if the POA is worried about recruitment, the group needs to support Sup. Chris Daly’s affordable-housing measure in November.

But we’ll endorse Prop. B.

Proposition C (Alcatraz Conversion Project)

NO


We understand why some people question why a decaying old prison continues to be a centerpiece of Bay Area tourism. A monument to a system that imprisoned people in cold, inhumane conditions doesn’t exactly mesh with San Francisco values.

But the Alcatraz Conversion Project, which proposes placing a half–golf ball–like Global Peace Center atop the Rock, is a wacky idea that looks and sounds like a yuppie tourist retreat and does little to address the island’s tortured past. People don’t have to support everything with peace in the title.

The proposal includes a white domed conference center for nonviolent conflict resolution, a statue of St. Francis, a labyrinth, a medicine wheel, and an array of what proponents call "architecturally advanced domed Artainment multimedia centers."

We agree with the ideal of dedicating the island to the Native Americans who fished and collected birds’ eggs from this once guano-covered rock for thousands of years and whose descendants carried out a bold occupation at the end of the 1960s. But this proposal seems based on wishful thinking, not fiscal or environmental realities.

The plan is backed by the Global Peace Foundation, which is a branch of the San Francisco Medical Research Foundation, a Mill Valley nonprofit founded by Marin resident and Light Party founder Da Vid. It’s just goofy. Vote no.

A no-new-cuts budget

EDITORIAL It’s time for Democrats in Sacramento to show some political courage. Gov. Arnold Schwarzenegger has thrown down the gauntlet, offering a budget plan that isn’t just brutal and wrong — it’s a train wreck, a catastrophe that would devastate public education, parks, and basic services in California for years to come. The Democrats need to publicly declare this dead on arrival and offer an alternative plan that closes most of the $14 billion deficit with new taxes.

The budget deficit is serious business: it represents more than 10 percent of the state budget, and, after a series of tough years that have left California in debt, it’s not going to be easy to eliminate. And we recognize that Schwarzenegger is serious about across-the-board cuts — he’s willing to eliminate 6,000 jobs from the bloated prison system and let 22,000 inmates out early. That’s long overdue, and those savings can be incorporated in any final plan.

But slicing the education budget by $4 billion is insane. We’re not just talking about government employees losing their jobs or reducing bureaucratic overhead — this is about threatening the future of a generation of California kids. Those kinds of cuts — which absolutely will translate into a loss of teachers, school closures, and the end of music, art, and science programs — aren’t just one-year measures that can be repaired later. These are deep reductions in the state’s commitment to educating children who can’t afford private schools — and those kids will suffer for years.

Closing parks, cutting social programs, and eviscerating aid to cities — which will mean another round of cuts at the local level — would do serious damage to California. And none of it is necessary.

The governor’s pledge not to raise taxes demonstrates that, for all his talk of bipartisanship, at heart he’s a George W. Bush Republican. Cutting state spending at this level as the nation heads into a recession is insane; all the governor’s plan would do is drive the economy further into the tank, destroy more jobs, and reduce tax revenue, making next year’s problem even worse.

Think about it for a second: just restoring the vehicle license fee, which is a modest tax on car ownership, would bring in more than $4 billion, enough to save public education.

The richest Californians have done very well under the Bush tax cuts. And the deficits that those tax cuts created are part of California’s budget problem. Even increasing state income taxes slightly on those very-high-wage earners would bring in as much as $3 billion, according to the California Tax Reform Association — and since the rich can deduct state taxes from their federal payments, this would ultimately be a way to transfer money from Washington DC back to California.

That state’s sales tax code is still stuck in another era, and all sorts of things defined as services don’t get taxed at all — even though, according to the CTRA, "many ‘services’ are actually the temporary use of tangible commodities, such as admission to sporting events, ski resorts, golf courses, amusement parks, gyms and concerts, and should be in the tax base." Fixing that problem would bring in another $4 billion.

In other words, a few modest changes in the tax laws that would affect only the rich and those with excess disposable income would solve the budget deficit without cutting any services at all (except prisons, which need to be cut anyway). And that’s without even addressing the regressive mess that is Proposition 13.

A revenue-based solution would also prevent a deep hit to the economy, because shifting money from the very rich (who don’t tend to spend their marginal dollars) to the poor (who tend to put every new dollar right into the economy) is always a source of economic stimulus.

The Democratic leadership knows this. Most of the rank-and-file Democrats in the State Legislature know this. It’s not rocket science. But politicians in California are terrified of raising taxes — but in 2008 they have to get over it. It’s the responsibility of the Democratic leadership to educate the public about the real choices here, the real economics, the real stakes — and the only humane, credible solutions. If they cower in fear and cave in to the governor now, it’s hard to imagine when they will ever be able to take a stand.

The great escape

There are some dark clouds hovering over City College of San Francisco. The District Attorney’s Office is investigating political corruption allegations, a long-awaited audit of half a billion dollars in bond spending is just months from completion, and several infrastructure projects are running tens of millions of dollars over budget.

But Chancellor Phil Day won’t be around to clean up those messes. He’s leaving City College for a new job on the East Coast at the National Association of Student Financial Aid Administrators as early as March 1.

Day’s announcement came just weeks before the school’s Board of Trustees Jan. 10 unveiling of the results of an internal investigation into who knew what about City College money from taxpayers being diverted to an election campaign committee that should have operated entirely independently of the school.

The investigation concludes that there was no evidence that contractors made donations to a campaign committee formed by the school’s leadership in exchange for favorable business arrangements.

But the report does confirm that two lower-level bureaucrats, Stephen Herman and James Blomquist, instructed business tenants who used school facilities — the coffer vendor Bean Scene and Bay Area Motorcycle Training — to sign rent checks over to the committee instead of to the school. Neither tenant appeared to have any intention of contributing to the committee.

The timing of the checks is also questionable. The school returned the Bean Scene’s $20,000 rent check shortly after recognizing a potential violation of the state’s Education Code, which prohibits using school funds for electioneering purposes. But officials then violated the same provision when a $10,000 rent check from the motorcycle-training outfit wasn’t returned to public coffers until a year and a half later, when the San Francisco Chronicle‘s Lance Williams began snooping around.

"The fact that an apparent misuse of public funds could be discovered, corrected, and then occur again after such a short period reveals a glaring lack of oversight of the College’s involvement in fundraising from College contractors, literally from start to finish during the campaign," the report states.

City College’s trustees and school administrators created the Committee to Support Our City College in 2005 as a campaign vehicle for convincing voters to authorize $246 million in bond projects, the third such bond election for City College in a decade.

The report’s executive summary in part downplays the significance of the Chron stories from last April that inspired the probe in the first place. Rather, it implies that the fund diversions had more to do with a poor accounting system and an 11th-hour decision to rush the bond election to voters with minimum preparation.

It’s not clear how the report will impact a DA’s investigation of the campaign committee related to the same allegations. The Guardian revealed last summer (see "Day’s Dilemma," 8/8/07) that just days before the November 2005 election, Kamala Harris’s office also requested documents stemming from the college’s $8.7 million purchase of land in Chinatown that the county determined was worth only $1.7 million for tax purposes.

We also reported that City College’s half a billion dollars in infrastructure improvements are running approximately $225 million over budget and as a result, the school has gutted projects promised to voters and reallocated about $130 million in order to sustain others (see "The City College Shell Game," 7/4/07). An expansive management audit of the school’s bond spending is due in June.

In a prepared statement, Day insists the fund diversions were an accident, and he complains that if the San Francisco Ethics Commission had notified it of the mistake sooner, the school would have corrected it. The Guardian reported that the Ethics Commission had known the Bay Area Motorcycle Training check was illegally used by the committee but waited for more than a year to notify the state’s Fair Political Practices Commission of a possible elections law violation (see "At the Crossroads," 7/18/07).

"As the chancellor and CEO of this college, I take responsibility for these mistakes," Day’s statement reads. "However, it is important to understand that these mistakes occurred innocently and inadvertently, and as soon as we learned of them, we took immediate action to rectify them."

An exasperated Day, who became City College’s chancellor in 1998, said in a phone interview that he didn’t believe the school’s troubles would make it difficult for his successor to return to the ballot and get voters to approve bond projects they’ve already partially paid for, including a stem-cell technology training center.

"I don’t feel like I’m leaving someone with disarray," Day told us. "It’s the people in the institution that sometimes make mistakes, not the institution itself."

Day’s departure also comes as a building inspector hired by the school in 2003 alleges in a federal lawsuit that he was wrongfully terminated last summer for blowing the whistle on illegal building code violations and for making safety complaints during facility renovations. The suit was filed Dec. 24, 2007.

Plaintiff Lawrence Lauser contends that he’d repeatedly informed his bosses at City College that building codes were being violated during construction work, but there was no willingness to fix them.

Instead of being outright fired, Lauser alleges, he was told the work had run out. "That was a complete sham," his attorney, Frank Sarro, said. "There wasn’t a lack of work at all." Lauser is also suing his union, the United Brotherhood of Carpenters and Joiners Local 22, for refusing to request arbitration with the school on his behalf.

"He just had a strong feeling that things should be done by the book," Sarro said of Lauser. "And his bosses didn’t want to hear it."

Rebel women

LA GARRUCHA CHIAPAS (Jan. 8th) – Dozens of Zapatista companeras, many of them Tzeltal Maya from the Chiapas lowlands decked out in rainbow-hued ribbons and ruffles, their dark eyes framed by pasamontanas and paliacates that masked their personas, emerged from the rustic auditorium to the applause of hundreds of international feminists gathered outside at the conclusion of the opening session of an all-women’s Encuentro hosted by the Zapatista Army of National Liberation (EZLN) here at year’s end.

The Tzeltaleras’ line of march, which resembled a colorful if bizarre fashion parade, seemed an auspicious start to the rebels’ third “encounter” this year between “the peoples of the world” and the Zapatista communities and comandantes – an anti-globalization conclave last December and an Encuentro in defense of indigenous land this summer preceded the womens’ gathering.

Although the call for the event was issued under the pen of the EZLN’s quixotic spokesperson Subcomandante Marcos, the author of a recently published erotic coffee table book in which his penis plays the role of a masked guerrillero, the impetus for the women’s Encuentro sprung from the loins of the Zapatista companeras.

Last July, at the conclusion of a meeting with farmers from a dozen counties in the hamlet with the haunting name of La Realidad (“The Reality”), a young rebel from that community, “Evarilda,” apparently without clearing the invitation with the EZLN’s General Command, called for the all-womens’ encounter, explaining that men were invited to help with the logistics but would be asked to stay home and mind the children and the farm animals while the women plotted against capitalism.

True to Evarilda’s word, at the December 29th-31st gathering, which drew 300-500 non-Mexican mostly women activists to this village, officially the autonomous municipality of Francisco Gomez, and which honored the memory of the late Comandanta Ramona (d. January 2006), men took a decidedly secondary role. Signs posted around the Caracol called “Resistance Until the New Dawn,” a sort of Zapatista cultural/political center, advised the companeros that they could not act as “spokespersons, translators, or representatives in the plenary sessions.” Instead, their activities should be confined “to preparing and serving food, washing dishes, sweeping, cleaning out the latrines, fetching firewood, and minding the children.”

Indeed, some young Zapatista men donned aprons imprinted with legends like “tomato” and “EZLN” to work in the kitchens. Meanwhile, older men sat quietly on wooden benches outside of the auditorium, sometimes signaling amongst themselves when a companera made a strong point or smiling in pride after a daughter or wife or sister or mother spoke their histories to the assembly.

The role of women within the Zapatista structure has been crucial since the rebellion’s gestation. When the founders of the EZLN, radicals from northern Mexican cities, first arrived in the Tzeltal-Tojolabal lowlands or Canadas of southeastern Chiapas, women were still being sold by their families as chattel in marriage. Often, they were kept monolingual by the husbands as a means of control, turned into baby factories, and had little standing in the community. Those from the outside offered independence and invited the young women to the training camps in the mountain where they would learn to wield a weapon and use a smattering of Spanish and become a part of the EZLN’s fighting force. Fourteen years ago, on January 1st 1994, when the Zapatistas seized the cities of San Cristobal and Ocosingo and five other county seats, women comprised a third of the rebel army. Women fighters were martyred in the bloody battle for Ocosingo.

Key to bringing the companeras to the rebel cause was “The Revolutionary Law of Women,” officially promulgated that first January 1st from the balcony of the San Cristobal city hall, which decreed that women should have control over their own lives and their bodies. The law, which had been carried into the Indian communities by Comandantas Susana and Ramona, often meeting with hostility from the companeros, was “our toughest battle” Marcos would later note.

Integrating women into the military structure, which was not tied to local community, proved easier than cultivating participation in the civil structure, which was rooted in the life of the villages. Although women occupied five seats on the 19-member Clandestine Revolutionary Indigenous Committee (CCRI), the EZLN’s General Command, their numbers fell far shorter in 29 autonomous municipal councils and the five Juntas de Buen Gobierno (“Good Government Committees”) which administrate Zapatista regional autonomy.

But as the Zapatista social infrastructure grew, women became health and education promoters and leaders in the commissions that planned these campaigns and their profile has improved in the JBGs and autonomias.

Women’s Lib a la Zapatista has been boosted by the rebels’ prohibitions against the consumption of alcohol in their communities. Whereas many inland Maya towns like San Juan Chamula are saturated in alcohol, with soaring rates of spousal and child abuse, the Zapatista zone has the lowest abuse indicators in the state, according to numbers offered by the womens’ commission of the Chiapas state congress. As a state, Chiapas has one of the highest numbers of feminicides in the Mexican union – 1456 women were murdered here between 1993 and 2004, more than doubling Chihuahua (604) in which the notorious muertas of Ciudad Juarez are recorded. The low incidence of violence against women in the zone of Zapatista influence is more remarkable because much of the lowland rebel territory straddles the Guatemalan border, a country where 500 women are murdered each year.

With the men tending the kids and cleaning latrines, the women told their stories in the plenaries. Many of the younger companeras like Evarilda had grown up in the rebellion – which is now in its 24th year (14 on public display) – and spoke of learning to read and write in rebel schools and of their work as social promoters or as teachers or as farmers and mothers. Zapatista grandmothers told of the first years of the rebellion and veteran comandantas like Susana, who spoke movingly of her longtime companera Ramona, “the smallest of the small,” recalled how in the war, the men and the women learned to share housekeeping tasks like cooking and washing clothes.

“Many of the companeros still do not want to understand our demands,” Comandanta Sandra admonished, “but we cannot struggle against the mal gobierno without them.”

The Zapatista companeras’ struggle for inclusion and parity with their male counterparts grates against separatist politics that some militant first-world feminists who journeyed to the jungle espouse. Lesbian couples and collectives seemed a substantial faction in the first-world feminist delegations. Although no Zapatista women has publicly come out, the EZLN has been zealous in its inclusion of lesbians and gays and incorporate their struggles in the rainbow of marginalized constitutuencies with whose cause they align themselves.

Sadly, the Encuentro of the Women of the World with the Zapatista Women did not provoke much formal interchange between the rebel companeras and first-world feminists – who were limited to five-minute presentations on the final day of the event. Nonetheless, a surprise Zapatista womens’ theater piece did imply a critique: in the skit, a planeload of first-world feminists with funny hair (played by the companeras) lands in the jungle to deliver the poor Indian women from oppression.

Among international delegations in attendance were women representatives from agrarian movements as far removed from Chiapas as Brazil and Senegal, organized by Via Campesina, an alliance that represents millions of poor farmers in the third world, and a group of militant women from Venice, Italy who have been battling expansion of a U.S. military base in that historic city. Political prisoners were represented by Trinidad Ramirez, partner of imprisoned Ignacio del Valle (who is serving a 67-year sentence), leader of the farmers of Atenco. A message from “Colonel Aurora” (Gloria Arenas), a jailed leader of the Popular Army of the Insurgent People (ERPI), who now supports the EZLN, was read. Although he reputedly lives only a few villages away, Subcomandante Marcos (or his penis) did not put in an appearance at the women’s gathering.

Ladling out chicken soup at her makeshift food stand, Dona Laura told La Jornada chronicler Hermann Bellinghausen that once the womens Encuentro had concluded, everything would return to normal – “only normal would be different now.”

Although the Encounter amply demonstrated the increasing empowerment of the Zapatista companeras, how much of what was said actually rubbed off on those who came from the outside is open to question. “I didn’t really get a lot of it,” confided one young non-Spanish-speaking activist on her way home to northern California to report back on the women’s gathering to her Zapatista solidarity group.

Be that as it may, the EZLN is going to need all the women – and men – it can muster in the months to come. 2008 looms as a difficult year for the rebels with the mal gobierno threatening to distribute lands the Zapatistas recovered in 1994 to rival Indian farmer organizations and paramilitary activity on the uptick.

As has always been the case since this unique rebellion germinated, the Zapatistas turn the corner into another year in struggle.

Imagine Gary Delagnes, president of the San Francisco Police Officers Association, pondering the impact of abstract expressionism on the American zeitgeist with a far-off gaze. Or picture him dressed in fashionably tight jeans, walking his fixed-gear bike to the San Francisco Academy of Art University with a leather portfolio tucked under his skinny arm.

Does that seem incongruous to you? It does to us as well. After all, Delagnes is the very antithesis of an art school student. So why are the POA and Delagnes, a brutish former narcotics officer, lobbying the San Francisco Planning Commission on behalf of the Academy of Art?

The academy, which has been rapidly snapping up properties around town to accommodate its ambitious expansion plans, has become an entity of increasing concern in San Francisco’s dicey world of land-use politics.

The for-profit school, which costs students around $16,500 per year to attend, today owns or controls more than 30 properties across the city, half of which are used to house its students, and expects to take over nearly a dozen more to accommodate approximately 14,500 students by 2017.

In the meantime, the school is facing several enforcement actions initiated by the Planning Department for brazenly making building conversions without bothering to obtain proper permits.

Delagnes was nonetheless first in line at a September 2007 commission meeting held to address the academy’s pending enforcement cases and praised the school as a tremendous asset to the academic community.

"I think that their reputation in San Francisco is unquestioned as some of the finest, true San Franciscans that I know," Delagnes said of the wealthy Stephens family, which owns the Academy of Art. "They are heavily involved and invested in the city of San Francisco and care deeply about its future."

Delagnes’s lobbying on behalf of the academy surprised and appalled at least one commissioner, Hisashi Sugaya, who told the POA president that he was "really offended" someone representing law enforcement was carrying water for a private art school that had flouted the law by racking up alleged planning and building code violations.

Responding in the union’s newsletter, POA vice president Kevin Martin reached a dizzyingly patriotic pitch in denouncing Sugaya as a liberal and demanding he apologize not just to Delagnes but also to the entire union for "demeaning our president" and "censuring his freedom of speech."

Delagnes admitted to the Guardian that his testimony was essentially a "quid pro quo." The academy has supported the POA, even offering special summer apprenticeships to the children of its members. "I’m sure that they were thinking, ‘You know what? The POA is a pretty powerful organization. It wouldn’t hurt to get close to them,’<0x2009>" Delagnes said. "Here came this problem with the Planning Commission. They called me and said, ‘Hey, would you mind going up there and basically saying that we’re a good organization? We’re good people.’<0x2009>"

During the meeting, school president Elisa Stephens, who did not return calls, portrayed the academy as a simple mom-and-pop business ignorant of planning politics and intending to fully cooperate with the city.

"My grandfather was an artist…. We’re an integral part of this community," Stephens told the commissioners. "I live in this community. We’ve been here since the late 1800s. We’re dedicated to this city…. I apologize for not being involved in city politics. I’m involved in education."

But city staffers implied there’s more to the academy’s troubles than a few honest mistakes. In March 2007, the school was hit with a litany of alleged code violations, including 14 properties converted without conditional-use permits and seven made into group housing or modified for other school uses without building permits, Planning Department records show.

Before last year the academy had never submitted an institutional master plan to the city, even though San Francisco’s Planning Code has required them from universities since the 1970s, particularly for a scattered campus that’s in a position to dramatically alter the face of downtown, where the school is primarily located and its private transit buses are ubiquitous.

The academy finally turned one over in 2007 after city planners issued a citation in summer 2006. Afterward the department visited all of the school’s properties and discovered multiple problems with use permits, plus an additional property the academy had recently acquired but didn’t include in its plan.

Code enforcers tried to negotiate with the school, planning staffer Scott Sanchez told the commission. But after department personnel outlined the March 2007 violations for the academy, it simply continued onward, converting 601 Brannan for its own use without any building permits and doing the same at the Star Motel on Lombard, this time without a conditional-use application.

As the department worked to keep up, the academy purchased four new buildings and put its eye on another, all between spring and fall 2007.

"All of our information about their new facilities came from members of the public…. It wasn’t actually through the academy, with whom we thought we had a dialogue about their institutional master plan," Sanchez told the Guardian. "We had something ongoing with them, yet they were not informing us of their new acquisitions, and they weren’t obtaining proper permits for them."

The school, in fact, is accelerating plans to convert 575 Sixth St., known as the San Francisco Flower Mart, into studio space, despite opposition from the Mayor’s Office, the Planning Commission, and the Board of Supervisors. The 30 floral business tenants that currently inhabit the building received eviction notices dated Christmas Eve 2007.

A future academy gymnasium is slated for 620 Sutter, but building it would result in the eviction of the Lorraine Hansberry Theatre, a 25-year-old institution specializing in African American stage performances. The academy already converted part of the building to group housing without a permit.

So what else is the POA getting for its support of the arts? For one, the Academy of Art was a $5,000 putf8um sponsor of the POA’s 2007 charity golf tournament at the StoneTree Golf Club in Novato, beating out dozens of other donors for the top of the list. The exclusive title was used for only three other contributors.

The union’s November 2007 newsletter, which appeared just after Delagnes voiced his support for the school, announced that academy president Stephens had also given POA members working at the police department’s Southern Station in SoMa 15 free underground parking spots on Bluxome, just a short walk from the Hall of Justice and the union’s headquarters.

And that’s the art of politics in San Francisco.

Careers & Ed: The Roots of teaching

The last day of class before Christmas break presents a challenge for any educator, in any class, at any school. It’s usually considered completely devoid of teachable moments, a phenomenon that’s chalked up (pun intended) to prevacation excitement: PlayStation daydreams, visions of sugarplum romance, and the promise of two and a half weeks of sleeping in don’t exactly encourage industrious behavior.

So the popular course of action among teachers remains the party approach — some snacks, some games, a dose of holiday frivolity. Why swim against the prevailing yuletide, hopelessly and in vain, when you can just float home on a mess of soggy pizza boxes lashed to some two-liter pontoons?

When I visited Claire Keefer’s class Dec. 14, she seemed to be taking this approach. Sure enough, she’d brought a bag of her favorite Christmas candies, a little soda, and some healthier-looking crackers. And she informed her students they’d be playing a game for the better part of the period. But before giving in to the swell of a winter recess so near at hand, during the second-to-last period of the calendar year Kiefer gave her students an honest-to-goodness assignment. She asked them to pull out their journals and respond to a writing prompt she’d posted on the board. And they did, after a collective, semipolite grumble.

And before they knew it — before I knew it — Kiefer’s prompt became a complex sociopolitical discourse on the visual representation of traditional Christmas characters like your boys Jesus, Santa, those creepy little white-guy elves (hee-hee), et al.

Being the literate, postfeminist, righteously liberal San Franciscan that I am, it wasn’t difficult for me to see the purpose of Kiefer’s holiday exercise: to allow her students to problematize the whiteness that so often masquerades as normalcy by paying special attention to holiday symbols.

Looking back on my high school experience, I can say for certain that they, those nefarious they, never stretched my cultural IQ like that. Kiefer’s kids have access to these kinds of ideas. I listened as her students commented on race, power, religion, and misnormalized iconography with intelligence, all quite comfortable in the task. Dare I say, what an important challenge? (I’ll admit I didn’t know Jesus was brown skinned until well into my second year of college.) And what a show of teaching chops it was, to take the least teachable moment of the least teachable day of 2007 and pull some learning out of it.

Quite unlike the stereotype of the emergency-credentialed twentysomething pushover left to rattle all alone in an urban trial by fire, at 26, Kiefer cuts a most confident, no doubt pedagogic figure. Her intelligence, craft, and experience have made her transition from jail to prison to Balboa High School a seamless one.

Jail? Let me explain. Kiefer teaches Roots, a classroom-based initiative that serves children affected by incarceration, which falls under the umbrella of a California nonprofit called Community Works. To clarify: Kiefer works for Community Works at Balboa High School, where she teaches the Roots elective. At a glance, one might conjecture a circumstance of triangulated, bureaucratic-type tension, considering she basically has two bosses, Principal Patricia Gray at Balboa and Ruth Morgan of Community Works. Yet both not only hold Kiefer in the highest regard but also seem equally keen on giving her all the support she needs. And as to the question of distance between Kiefer and the rest of the faculty at Balboa, there is none, plain and simple. Everybody knows her, and everybody knows she puts her students first.

One of the great advantages of teaching Roots is that Kiefer gets to develop and implement the curriculum as she sees fit, in a manageable, supportive classroom environment. Small class size really helps, as does the freedom to design a program that encourages students to respond to their feelings by communicating creatively.

"We always go back to incarceration, sharing personal stories, learning empathy, meeting it head-on." Some of her kids have been incarcerated themselves; most attend her Roots class because their parents have recently been or are currently incarcerated. Control of her curriculum means Kiefer can account for the academic and emotional complexities of her classroom and adjust, midstream if necessary, to the needs of a group of 9th to 12th graders of varied ages, from diverse backgrounds, and with different personalities. Kiefer tailors her lessons to make room for all types of learners.

Curriculum design, creative writing, learning and teaching empathy — these happen to be Kiefer’s experiential strengths. "I’ve never not designed my own curriculum," she says. How many teachers, at 26, can claim such autonomy? How many teachers, at 26, have already worked for years inside correctional facilities? The public school system has placed Kiefer perfectly, in exactly the right circumstances, with kids who respond to her sense of responsibility, her gift of honesty, and her desire to challenge them.

In fact, there is something of a university feel to her classroom dynamic, and she is well aware that her MFA qualifies her to be a college-level instructor. However, neither tweedy aspirations nor hubris figure into Kiefer’s seeming raison d’être. Instead, it has everything to with finding those places where "the need is so transparent," she said. Kiefer’s life path seems so clearly marked as to appear predestined.

At the age of 20, during summer break from Tulane University and entirely of her own volition, Kiefer contacted the Cobb County Jail in Marietta, Ga., asking to be let inside to teach. When someone at the jail returned her call, offering her an administrative position at the facility, she politely insisted, "I already have a job. I just want to teach creative writing." She took the $8 per hour position then offered to her and started showing up about eight hours per week, as much as she could.

She spent her senior year of college editing the school’s literary magazine, the Tulane Review, while volunteering with adult literacy programs in New Orleans. She graduated with a double major in religious studies and English in 2003 and immediately afterward embarked on a yearlong Josephine Louise Newcomb Fellowship.

With the acceptance of her proposal, a plan involving a three-month stint teaching inside three institutions, Kiefer found herself first at San Quentin, then at Noriega, a federal institution in Miami, and finally at the Dale Women’s Facility in Vermont, implementing her curricula, sharing her love of the written word, and saddling her students with rigorously academic assignments. She always stresses the importance of word economy and limitation and is notorious for teaching entire sections around somewhat esoteric poetic forms — e.g., the villanelle and the sestina. "Society doesn’t expect much from [prisoners]. I sure as hell was going to," she said.

The same uncompromising, formal approach has helped Kiefer earn a reputation at Balboa for sticking to her guns, but her firmness comes with the deepest, most genuine regard for those around her. Thinking back on her first semester-long class at San Quentin, which she titled Art in Response to Gang Violence, Kiefer recalled, "A lot of these guys needed this creative outlet, or channel, and I needed to find a community."

Her attachment to the place was so profound that she returned to San Quentin in 2005, a year after her fellowship had ended, to teach one night per week while running down an MFA at San Francisco State University — all while holding a full-time position at Saint Vincent’s in Marin, where, she said, she learned how to handle emotional turbulence in young people after being threatened, groped, and cussed at, seeing desks and chairs fly, and watching a BBQ grill crash to the ground from a second-story window. Trying times at St. Vincent’s taught her how to be available at an authoritative distance.

Kiefer took the Roots job at Balboa High School just last year, the final one of her MFA program at SF State. Some attribute her teaching skill to her lifelong study of the written word, as students do make the best teachers. However, while acknowledging her diligence, she noted that fate, more than any other factor, has landed her right where she needs to be. Ask her if educating kids who’ve been affected by incarceration is something of a calling, and without hesitation she’ll tell you, "Totally."

"Prison education has been proven to prevent recidivism, and it injects humanity into the reality of being incarcerated…. Our society has it so wrong: we’re doing nothing to rehabilitate," Kiefer said with obvious sincerity. Her urgency is born of six years’ hands-on experience, and it still has her visiting prisoners and their families on her own time and acting as an advocate.

Notwithstanding her clarity of vision, though, she says she can be very wrong now and again. For example, I asked if she’d ever failed at anything. "I have a terrible sense of direction," she said. Well, Ms. Kiefer, I beg to differ. Your inner compass seems perfectly calibrated.

Careers & Ed: Branching out

Paul Donald, the founder of sustainable online retailer Branch Homes, agrees to meet me at Mission Beach Cafe. He arrives dressed in a black turtleneck sweater and smart bluish purple rimmed glasses and takes a seat at the wooden table where I’m sitting. At one point during our conversation I accidentally make a big black ink smudge on the tabletop.

"It’s heavily varnished, and we’ve got some toxic industrial cleaners that will take care of that," he says dryly.

This is clearly a joke, as everything about Branch — and Donald — is the polar opposite of varnished and toxic. In fact, the San Francisco company only carries ecofriendly, fair trade, and organic objects, clothing, and furniture, with an emphasis on local and national designers (though it has products from all over the world).

But Donald didn’t start out as a retailer, or even a sustainability advocate. His background is in design. In fact, he spent 12 years in New York and San Francisco helping craft the identities of magazines like Spy, Wired, and Sunset before founding Branch Home in 2005. Which is probably why he describes his current job this way:

"I’d like to tell people that I’m the creative director for this cool company that’s at the nexus of design and sustainability — and it just happens to be a retail store," he says, sounding slightly apologetic when he gets to the retail part. After all, when you’re used to being a hip graphic designer, perhaps the title of shopkeeper just doesn’t hold the same mystique.

So how did he get from one to the other?

SMART SHOPPING


Donald said there wasn’t a singular "aha!" moment behind Branch. Instead, the idea percolated over time. It could’ve started with his childhood in small-town Iowa, where working in cornfields during the summers inspired his love for the land and a curiosity about where food comes from. This curiosity expanded to include other everyday products when, years later, he read William McDonough and Michael Braungart’s Cradle to Cradle (North Point Press, 2002).

Then, while in his often stressful role as creative director for Sunset magazine, Donald frequently found himself shopping to relax — although he says his motives were more entertainment driven than consumption driven. But he openly celebrates the role of shopping in our lives — as a form of exploration, education, connection, and, of course, therapy.

"It’s an opportunity to discover what’s new and interesting and beautiful in the world," he says.

He also acknowledges shopping’s darker side, including the toxic materials, processes, and packaging that put our objects of desire on the shelf and our purchases’ not-so-pretty by-products: deforestation, global warming, the Great Pacific Garbage Patch (or GPGP, a plastic floe of trash floating in the ocean that’s twice the size of Texas), unfair wages, and poor working conditions.

This duality pointed toward the creation of Branch, which represents a greener, happier alternative to our society’s often blind and copious consumption. "No one wakes up and thinks, ‘I want to contribute to deforestation today,’<0x2009>" Donald says. "We’re just not brought up to think about the life cycle of the things we consume." Instead of flat-out asking people to abandon their consumptive ways (an improbability as far as Donald is concerned), Branch encourages design-savvy shoppers to get curious about whence and from what things come. "We can’t consume our way to a better world, but we can be more considerate about what we buy," he says.

That’s why each item Branch sells, from stuffed animals to kitchenware, comes with its own story — what it’s made from, how and where it’s made, and who made it — on the Web site and on printed cards that are included in each package. This helps to create another point of connection between object and buyer and furthers Branch’s goal of educating consumers about sustainability, something that’s close to Donald’s heart.

But even people who don’t read all the stories that come with the products can rest assured that Donald, in his dual role as Branch’s curator and art director, has already made a lot of the hard choices for them. Branch offers a well-edited collection of products that are also manufactured and brought to market in such a way that its customers don’t have to feel guilty about buying — or, eventually, disposing of — them.

In addition to the Web site, Donald’s original plan involved opening a physical store with an adjacent café that would serve locally and sustainably grown foods. After a few bids fell through right around Thanksgiving of 2005, it dawned on Donald that he had a bunch of inventory on the way and no place to display it. He decided to launch the site first and deal with the rest after the holidays. At the time there were no other stores like Branch, and it found popularity online through blogs and word of mouth. When sustainable design hit the mainstream a little over a year later, Branch had an advantage over new competition as an already established brand. Plus, more exposure and increased visibility meant increased sales.

With zero retail or customer service experience (Branch is his first job that involves interacting directly with the public) and no formal business background, Donald says he was lucky to learn the ropes online, without the albatross of a physical retail space — not to mention a café, something with which he has even less experience. With just a single focus, Donald found he was less in the spotlight, and the growing pains weren’t so extreme. He likens his role at Branch to being a single parent and admits he’ll always choose thinking about branding and design above burying himself in a spreadsheet.

He still longs for a storefront in San Francisco, and if all goes according to plan, there may be a Los Angeles and a New York Branch in the not-so-distant future.

BEAUTIFUL AND SUSTAINABLE


A self-described design snob, Donald says he’s only interested in working with objects that are both beautiful and sustainable. "To make any kind of real impact we need to reach a broad audience," he says. "Tie-dye and hemp sandals aren’t going to do this." Branch is successful largely because it caters to anyone who appreciates good design — green or not. It educates unsuspecting browsers when their guards are down — when they’re relaxed and curious. Donald avoids loaded labels like environmentalist and opts instead for the more friendly moniker of thoughtful citizen to describe himself and the people he’s targeting. "In the same way I try not to be preachy about Branch, I try not to use preachy words," he says.

Ultimately, he would like to see more designers take the green road. (He’s currently on the lookout for affordable, everyday, sustainable tableware, which so far has proved difficult to source.) Donald is also working to expand Branch’s offerings to include things that make it easier for people to live a more sustainable lifestyle, such as power strips with easy-to-reach on-off switches and reusable shopping bags.

In fall 2006, Branch partnered with the California College of the Arts and became a client for its wood furniture class, which required students to neither create furniture nor use wood as a material. "Leave it to an art school," Donald says. The assignment was to design a sustainable product for Branch. The final designs were exhibited in a show at the end of the semester — and a few have been earmarked for possible future production for Branch. Each student was forced to grapple with the challenges of sustainability, but even more significant for Donald, many commented that their involvement in the Branch project had already begun to influence their approach to their other work. "Designers have so much power," Donald says. "And the best way to solve a problem is to not create one in the first place."

Donald is keen on helping designers establish more sustainable practices, which sometimes results in an exclusive product line for Branch. For example, designer Derrick Chen of Urbana Design modified his popular resin-coated bent-plywood tray by creating a cork-topped version — an item that has proved hugely popular in its sustainable iteration.

But for all of its cool, Earth-friendly appeal, Branch is still competing in a price-driven world dominated by the cheap and clever designs of Target and IKEA. "There’s a big difference between getting the message and shelling out an additional 10 to 20 percent more for a sustainable product," Donald says. To his mind, it’s going to be a long time before the Target shopper starts asking the tough questions. "We’re like dogs," he says. "We need to have our noses rubbed in it before we’ll change."

The Zoo Blues

IN EARLY 1997, the San Francisco Zoo had a serious public-relations problem. The zoo wanted San Francisco voters to approve a $48 million bond measure to overhaul the facilities. But the Asian elephant exhibit was making the zoo look bad.

Tinkerbelle the elephant had been living alone since April 1995, when her longtime companion, Pennie, was put to sleep. Animal activists had been complaining that, for an animal that herds and has complex social interactions in the wild, life alone was cruel and unacceptable. According to the minutes from a board meeting of the San Francisco Zoological Society, the private group that manages the zoo, executive director David Anderson decided it was time to find a friend for Tinkerbelle. He thought he found her in Calle.

Calle was about 30 years old and on exhibit at the Los Angeles Zoo. She had put in her time entertaining humans, working shows in Las Vegas and giving rides to kids at the San Diego Zoo. Animal advocates in Los Angeles were trying to get her to a sanctuary in Tennessee. But Anderson decided he wanted her in San Francisco.
Animal rights advocates hated the idea. Gretchen Wyler, executive director of Endocino-<\h>based Arc Trust came to San Francisco to check out the zoo’s facilities. “I was devastated when I saw how small and barren it was,” Wyler told the Bay Guardian.

S.F. Zoo curator David Robinett denies that the decision to move Calle to San Francisco had anything to do with the timing of the bond campaign. “We were anxious to move ahead and get a companion for Tinkerbelle,” he told us.
Either way, the zoo was in a hurry — and it wound up with a huge problem on its hands. Before leaving Los Angeles, Calle was tested for tuberculosis. According to Susanne Barthell, who ran the Council for Excellence in Zoo Animal Management until her death last fall, the elephant population at the L.A. Zoo was known to have problems with T.B., a claim Robinett denies. But S.F. Zoo officials did not wait for the test results to come back before they brought Calle north on March 19, 1997.

The tests came back positive. The zoo had just bought a tuberculous elephant.

As soon as she arrived, Calle had to be quarantined from her new companion. And the financially troubled zoo got hit with elephantine medical bills. Calle’s treatment would run from $60,000 to $65,000 a year, curator Robinett told the city’s Commission of Animal Control and Welfare in July.

It got worse. In separating the elephants, zoo workers put Calle in the cushier exhibit quarters, which at least had some vegetation and a watering hole. Tinkerbelle was moved to neighboring quarters, without vegetation or water. She had to poke her trunk through a hole in the wall to refresh herself. (Only this month was the electrified barrier between the two areas removed permanently. Calle is cured, and the two elephants can now interact.)

The elephant debacle is all too typical. San Francisco’s zoo has never been one of the country’s best — but six years after it was placed in private hands, it’s in worse shape than ever. Privatization was supposed to save the zoo; instead it has failed it. A Bay Guardian investigation based on interviews and documents shows:

* Dozens of animals live in squalid, substandard conditions: primates have died because of disease-<\h>ridden cages, orangutans are cooped up in tiny cement boxes, rare rainforest mammals are losing hair.

* The number of zoo employees charged with taking care of the animals has plummeted — while the number of other employees has doubled.

* The U.S. Department of Agriculture is so frustrated with the S.F. Zoo’s animal mistreatment, it is threatening to fine the zoo thousands of dollars — and one foundation that had given hundreds of thousands to the zoo has withdrawn its funding.

* Thanks to a string of expensive bond issues, the public is still paying for the zoo, but zoo executive director David Anderson has seen his own salary substantially boosted.

* Marketing expenses have skyrocketed, and the zoo is heavily dependent on amusement park–<\d>type rides and other non-educational attractions to break even.

* City officials have become so skeptical of the zoo society’s ability to manage itself that Board of Supervisors president Tom Ammiano called for an audit last spring. Stanton W. Jones, an auditor who works for budget analyst Harvey Rose, is expected to release the audit late this summer.

In fact, the zoo is a case study of everything that is wrong with privatization.

A bad place to live


The push to privatize the zoo got rolling in 1990, when David Anderson was brought in from New Orleans’s Audubon Park and Zoological Garden. The zoo’s infrastructure was crumbling, and its finances were in bad shape. Sources in the Recreation and Park Department say Anderson enthusiastically advocated privatization as a solution.
Without accepting bids from other organizations, Rec and Park handed over control of the zoo to the private San Francisco Zoological Society, which had been raising money for the zoo since 1954. In the summer of 1993 the society agreed to lease the premises and take over management of the zoo, promising to balance its budget by June 30, 1998 (see “Sold!,” 10/19/94).

Anderson has made out handsomely from the deal. In 1994 the society paid him $81,443; by 1997 his total compensation had gone up to $148,500, including a $25,000 bonus — in a year when the zoo was still losing money.

The animals have fared much worse.

Within the past two months the U.S. Department of Agriculture, which governs animal care in zoos, has issued the society a warning. According to the USDA, inspectors have repeatedly notified zoo administrators about problems. If those problems aren’t corrected, the agency is now threatening to fine the zoo.

“We made it clear that they are not doing a good job on maintenance,” Wensley Koch, supervisory animal care specialist with the USDA’s western sector office, told the Bay Guardian. “Basically there’s a management problem.”
Records of inspection reports dating back to 1990 reveal problems throughout the zoo facilities — from the big cats’ lairs to the monkeys’ quarters. Wood is rotting; fences are rusting. Rats get into food areas and leave droppings.
Many of the problems are associated with the primate center, which has been a trouble spot since it was built in 1985. The colobus monkeys’ metal climbing bars were grooved. Since keepers couldn’t clean them of feces, the monkeys got sick from contact with their own excrement. The colobus population was decimated. According to Sandra Keller of Citizens for a Better Zoo, which was watch<\h>dogging the zoo at the time, 53 of the 85 primates in the center died.

“Once they opened it, the animals started dying,” Keller told the Bay Guardian. “They didn’t quarantine the new animals sufficiently when they were brought in. They basically wiped out the whole primate collection. It was heartbreaking.”

But turning the zoo over to the private society didn’t help. If anything, conditions are worse. A September 1996 USDA inspection found feces all over outdoor structures in the primate center. And in April 1997 an inspector noted that rat feces were found in the gorillas’ indoor housing area and that weeds and bushes grew out of control in the outside exhibit.

Inspectors frequently found that problems they had repeatedly brought to the society’s attention had not been addressed. For example, rotting wooden structures in the primate center went unrepaired for years between inspections; wire mesh fences keeping the colobus monkeys from escaping the exhibit continued to rust for a year after the USDA-imposed deadline to fix them.

Indeed, records from the past three years show that the zoo was regularly blowing its USDA-imposed deadlines on fixing facilities.

“When you’ve been writing ‘rust up’ for 10 years, most people get the message,” Koch told the Bay Guardian. “We’re at the point where, if the zoo doesn’t shape up, we might be forced to take an action against them. We can fine them up to $2,500 per violation.”

“If we’re looking at a monkey enclosure and we explain that a rusty enclosure is a problem and we note they also have rust at the zebra site, then the next time we come out, we don’t want to see a rusty elephant enclosure,” she said. “What becomes obvious is that either they don’t care about complying or they have decided not to. When they’re doing that, they’re using us as a quality control agency. The impression is that they have no quality control themselves.”

A 1993 incident involving an orangutan named Chewbacca sheds light on how zoo officials have tended to respond to agency involvement. Responding to an anonymous complaint, the USDA found that zoo officials had been planning to keep the 150-pound Chewbacca confined to a four-by-six-foot converted entryway for more than a year while they used his quarters to breed chimpanzees.

“From my perspective it appears that the project with the chimpanzees has been ill conceived,” William DeHaven, a sector supervisor with the USDA, noted on Oct. 12 of that year. “If you do not have sufficient space to conduct a breeding program properly, we feel it should not be conducted at all.”

USDA veterinary medical officer Richard Spira found Robinett to be uncooperative in dealing with the situation. “Incredibly, David Robinett took exception to my observation that the temporary night quarters were cramped at best,” Spira wrote to Koch. “This … is to give you a little taste of the double<\h>speak I’m getting at the zoo.”

The zoo has been no quicker to respond to problems brought to its attention by private citizens. On January 23, 1997, Barthell complained to both the zoo and the USDA. Barthell, an outspoken critic of the zoo, reported that she had seen a herd of six blackbuck standing in a driving rainstorm with no shelter, not even a tree. She also noted that 12 kangaroo were soaked and huddling against a wall for protection, their shelters too small to protect them.
Robinett responded to her concerns in writing. “This is not atypical of antelope,” he wrote. “In fact, many species react to inclement weather by seeking open space rather than cover.” He also said the kangaroo shelters were fine.

The USDA didn’t see it that way. The agency informed the zoo in February 1997 that shelter provided for both the blackbuck and the kangaroos was inadequate.

Robinett denied that the zoo has a cavalier attitude toward facilities problems.

“A lot of it is the age of the enclosures,” Robinett told us. “It is also a problem of limited resources. When you’re patching the patch of a patch — that’s when there are problems.”

He said that the zoo had to choose carefully how to spend its funds and that it gave the highest priority to the ones that officials there felt posed the greatest hazard to animals. And Wayne Reading, the society’s chief financial officer, says the infrastructure improvements are well underway, funded by donations and bond revenues.

Private zoo, public funds

When the society assumed control of the zoo in 1993, it was on the verge of collapse. City officials had neglected at least $10 million in facility maintenance; the number of paying visitors was in decline.

According to the zoo society’s lease, the city agreed to keep paying the zoo $4 million a year (to help cover the cost of civil service employees). In exchange, the society was supposed to take over the zoo and make it financially viable.

The society was not able to pull the zoo out of the red. In the spring of 1997, after four years of losing money, zoo officials admitted to acting parks director Joel Robinson that they were paying operating expenses with a loan of roughly $2.5 million from Wells Fargo as well as with money raised before the zoo went private. And in November of that year, Reading told the Rec and Park Commission that the marketing expenses for that fiscal quarter were over budget by $47,000. The society raised admissions prices in spring 1998 to cover an immediate $250,000 shortfall.

The society had already started going after an infusion of public funds. The minutes of society meetings show that for more than a year, the group devoted almost all its energy to getting a $48 million bond issue passed. According to the lease, the city agreed to sell at least $25 million in bonds to improve crumbling facilities. The society was supposed to raise $25 million from private funders by the time the bonds were sold. (To date, the society has raised $17 million.)

In June 1997, voters passed the $48 million bond issue. The zoo expected the bonds to start selling in late fall 1998, but they were delayed by a lawsuit seeking to overturn voter approval of the 49ers stadium bonds, which passed in the same election. That litigation was thrown out of court; the zoo bonds are expected to be sold this summer. The society has also taken $26 million from bonds issued for rebuilding after the Loma Prieta earthquake.

The city’s Recreation and Park Department responded to the zoo’s financial troubles by looking the other way. Rather than conduct an audit of the zoo or monitor the operation more closely, the department announced that it would no longer scrutinize the zoo’s budgets at all (see “The Secret Zoo,” 11/26/97, and “Don’t Feed the Zoo Society,” 12/10/97).

Rec and Park’s former finance director Ernie Prindle, who had been checking the zoo’s budgets until 1997, told the Bay Guardian that Anderson seemed to want the zoo to have the advantages of being run by a private organization while still being covered by a public one. When the zoo admitted in the fall of 1997 it was further in debt than it should have been, Anderson asked why the department could not just take care of the deficit and make the numbers work as it had done in the days when it was part of the city system, Prindle said.

“We had to tell him it does not work that way anymore, now that the zoo is a private contractor,” Prindle said.

Carnival or classroom?

By the end of October 1998 the zoo was in the black for the first time since the society took it over. But with that success has come controversy. Instead of investing in the animals, the society has capitalized on theme rides, such as the merry-go-round, the Puffer Train, and the Tiger Express ride.

Amusement-park attractions and a pricey marketing campaign — costing the zoo almost $3 million from 1995 to 1998 — have brought more visitors to the zoo. That plus higher ticket prices means more money. And Anderson is certain that with this increased revenue, the zoo will ultimately be able to shed its carnival atmosphere and focus on its true mission: education to foster environmental activism among visitors.

But if environmental activism is Anderson’s goal, he has a strange way of showing it. For example, when the zoo brought in a lorikeet exhibit in April 1998, it allowed its sponsors to place a display — a shiny Ford sports utility vehicle — near the site.

“If you’re setting yourself out as an educator, then you’ve got to have a source of funds,” Anderson told the Bay Guardian.

Some of Anderson’s more straightforward forays into environmental education have had trouble. One of his pet conservation projects is the Madagascar Fauna Group, head<\h>quartered at the San Francisco Zoo. Among other things, the group supports the protection of Madasgascar’s Betampona National Reserve and hopes to re-introduce zoo-bred lemurs and other endangered primates, such as aye-ayes, to the island nation’s wilds.

Since 1994, when the society assumed control of the zoo, it has spent $785,222 on its Madagascar projects.
In August 1997 Anderson brought two aye-ayes from Duke University’s primate center to San Francisco. Merlin and Calaban are the only male-female aye-aye pair in any zoo in the United States. Zoo officials hope to breed them.
Anderson speaks proudly of the work the zoo has done to educate people in Madagascar about protecting aye-ayes. But he hasn’t done such a great job protecting the ones in his care.

In Madagascar, aye-ayes spend time more than 60 feet high in the rainforest canopy, where they pull bugs from trees with their long fingers. In San Francisco, they live in an eight-foot-tall glass case.

Male aye-aye Merlin has had an ongoing problem with hair loss on his hind legs. As a result the zoo’s vet put him on steroids periodically from 1997 to 1998. Zoo officials blame the hair loss on two factors: premature separation from his mother, which took place while Merlin was at Duke, and the stress of being introduced to a new female.
Anderson told the Bay Guardian the hair loss wasn’t a big deal; some activists feel differently.

“That’s a shame,” Shirley McGreal, director of the International Primate Protection League, located in South Carolina, told the Bay Guardian. “Those guys cover a good distance of territory in the wild.”

But the aye-ayes haven’t been a huge success with zoogoers either. Aye-ayes are nocturnal creatures and extremely timid; Merlin and his mate, Calaban, rarely leave the shelter of leafy branches. The best chance you’ll get to see an aye-aye at the zoo is in the gift shop, on a sweatshirt or a postcard.

Paying the price

Luckily for the society, hardly any of its donors know about how the zoo animals live; it’s hard to woo grants with rusty fences, feces-filled cages, and cramped cement cells. But one funder did find out.

In September 1994, the zoo announced the opening of its $2 million Feline Conservation Center. Keepers had already raised questions about the new facility; some thought it was unsafe for the keepers because the animals could reach through the fence to the service area with their paws and claws.

When zoo administrators brought in Denver Zoo curator John Wortman, he had the same concerns. In his final evaluation to the Zoo Society, written in October 1994, Wortman stated, “I hate to sound like a broken record, but the old safety issue rises again. The repairs should have been made prior to the felines moving unto the enclosures. Fortunately, enough of the lock system functioned and no person or creature was hurt during the shake-down period.”

The keeper at the time, Terry Moyles, was fired by the zoo March 1995. Barthell and other animal advocates suspected he was dismissed because he was outspoken about the inadequacy of the facility; Robinett denied the charge.

In a Jan. 30, 1995, letter to the charitable foundation that was funding the center, Wortman described the Feline Conservation Center as “a poor design and dangerous exhibit for both the animals and the zoo keepers.”
The center’s problems got its funders’ attention. In a Feb. 19, 1999, letter to city auditor Jones, executives from the Redmond, Wash.–based Leonard X. Bosack and Betty M. Kruger Charitable Foundation blasted the zoo.

After the foundation made initial grants of more than $200,000 for the center, the letter states, “the Foundation Board also pledged two payments of $162,000 to be made in 1994 and 1995 contingent on continued progress reports. The Foundation rescinded the pledge of $325,000 in 1995 after years of unsatisfactory response from the Zoo Executive Director and the Board of Directors.”

The letter goes on to lay out how the zoo hired a contracting firm with no experience in building wildlife care facilities, how it wasted funds, and how it ignored the recommendations of its consultant.

“As John Wortman noted, the `major problem was the inability of the S.F. staff to design a modern animal facility,’” the letter stated.

Robinett denies that the zoo staff is to blame. “To say this was a screwup in design — I think that is incorrect,” Robinett told the Bay Guardian. “We have had success [with the center], especially with breeding. It’s been a very good exhibit.”

It is that attitude that makes some people worry about making animals pay the costs of privatization.
Privatization “has not helped animal care,” Ron Lippert, a longtime animal health technician and former member of the city’s Commission on Animal Control and Welfare, told the Bay Guardian. “What privatization has done is allowed the society to do more things on their agenda — without the public scrutiny they had before. It seems like this is [Anderson and the society’s] kingdom and palace, and they want to see how much they can show it off.

“But the bottom line is that with the cold, windy, and wet climate at the zoo, it’s the wrong city. It’s the wrong location. Animals who aren’t used to handling ocean climate have to handle it day in and day out. Maybe we just shouldn’t have a zoo here. The zoo society was supposed to do all this great stuff. But as far as zoos go, this one still sucks.”

OPINION A major difference between Rep. Nancy Pelosi’s values and my values surfaced last month.

On Friday, Dec. 14, I learned that since 2002, Pelosi has been a silent partner in the George W. Bush regime’s torture policy. As a Bay Area resident for the past 15 years, I can say with confidence that the use of torture is not a San Francisco value.

According to a Dec. 9 Washington Post article, Pelosi was one of four members of Congress to witness a "virtual tour" of secret CIA detention sites. Officials have described the briefings as "detailed and graphic." The article, by Joby Warrick and Jan Eggen, revealed that the House Intelligence Committee received 30 briefings on the CIA’s torture chambers and the "harsh techniques interrogators had devised to try to make their prisoners talk."

In 2003, Congressperson Jane Harman (D-Calif.), who was also present during the briefings, filed a letter of protest over the interrogation program. After the Democrats won control of the House in 2006, Pelosi passed over Harman, who was in line for chair of the Intelligence Committee, instead naming Silvestre Reyes (D-Texas) to the position. Harman, who publicly voiced her discontent at her demotion, was punished for speaking out when Pelosi would not.

Pelosi and I both know that the use of torture is outlawed under both the US Army Field Manual and the Geneva Conventions. I have chosen to speak out against the Bush administration’s use of torture. Pelosi has chosen to remain silent.

Through her complicity and her actions, Pelosi continues to support an illegal policy that harms our soldiers in the field and is counterproductive to winning the hearts and minds of the Arab and Muslim world. Even committed warmonger Sen. John McCain (R-Ariz.) realizes that the use of torture as a tool to garner information is a flawed and inhumane strategy.

Pelosi has used her position as Speaker of the House to protect the criminal Bush regime, and although she has pledged to hold the president accountable for the Iraq war, she continues to give him the money, and therefore the means, to wage it.

San Franciscan values are good values. We want every person to be guaranteed the very same basic human rights that Pelosi and her wealthy cronies enjoy: peace, shelter, nutritious and plentiful food, health care, education, and the right to live free from torture. I would add the right to marry whomever one loves regardless of gender or orientation.

The neocon hatemongers have tried to make the word liberal an obscenity. Fox News jester Bill O’Reilly has publicly stated that al Qaeda can "go ahead" and "blow up" San Francisco. We cannot allow our values to be marginalized and ridiculed any longer. Our values must spread across this nation because we care about people and we care about true freedom and real representative democracy.

Pelosi abdicated her role as defender of our values and needs years ago, but especially so when she countenanced torture and refused to impeach the Bush regime when San Franciscans voted overwhelmingly in a referendum for impeachment.

The choice is simple and clear in California’s District 8. If you want San Francisco values represented in Congress, vote for me in November. If you support torture and war crimes, then vote for Pelosi. *

A lousy casino deal

OPINION After spending millions in campaign contributions, four of the state’s wealthiest and most powerful tribes — Pechanga, Morongo, Agua Caliente, and Sycuan — have cut themselves sweetheart deals for one of the largest expansions of casino gambling in United States history.

As a California Indian and vice-chairman of the American Indian Rights and Resources Organization, an organization working to protect the civil rights of Native Americans, I am deeply concerned that the deals on the February ballot — Propositions 94, 95, 96, and 97 — benefit four tribes at the expense of other tribes, the workers at these tribes’ casinos, and California taxpayers.

The big four tribes bring in huge profits from their existing casinos and spend heavily to influence state laws. Yet they are eager to deny California voters their right to decide this issue and have fought to keep these deals off the ballot and prevent the voters from having their say. Could it be that the big four tribes know their sweetheart deals may not hold up to voter scrutiny?

Here are a few reasons to vote no on Props. 94, 95, 96, and 97.

Labor unions oppose the measures because the deals would shower four wealthy tribes with billions in profits but fail to ensure the most basic rights for casino workers, including affordable health insurance. A study conducted by David Farris, a University of California at Riverside professor of economics, found that Agua Caliente’s health coverage is so expensive that 56 percent of the dependent children of casino workers are forced into taxpayer-funded health care programs.

In addition, the expansion of tribal gaming in California has seen an increase in the number of human and civil rights violations, especially within tribes that have gaming operations. These abuses have resulted in thousands of disenfranchised Indians being cut off from or denied health care benefits, elder benefits, education assistance, and other social services provided by their tribal governments.

Other tribes also oppose the deals. Just four of California’s 108 tribes would get control over one-third of the state’s Indian gaming pie. The deals would create dominant casinos that could economically devastate smaller tribes and local businesses. Moreover, the big four deals fail to adhere to the purpose and intent of previous gaming initiatives, which led California voters to believe there would be modest casino expansion and that Indian gaming would benefit all California Indians and taxpayers.

The big four deals would give these tribes an additional 17,000 slot machines. That’s more than all of the slots at a dozen big Las Vegas casinos. As a result, California would become home to some of the largest casinos in the world.

While the big four would make billions of dollars from these new deals, promises to taxpayers would fall short. The claims about the amount of money the state would get under these deals are wildly exaggerated, and the state’s independent, nonpartisan legislative analyst called the tribes’ figures unrealistic. In fact, under these deals the big four tribes themselves would determine how much revenue they would pay to the state.

Join labor unions, educators, public safety officials, tribes, taxpayers, senior groups, and civil rights and environmental organizations and vote no on 94, 95, 96, and 97. *

Here is a report from Carolyn Schmidt, a grassroots observer in Cedar Rapids, Iowa. She filed this report late Wednesday, Dec. 26, 2007.

Cedar Rapids, Iowa–We don’t know a whole lot since the candidates had no public appearances on Christmas Eve or Christmas Day, but they’ve kept their faces in front of us. Chris Dodd, of course, as you may know moved his whole family to Iowa for the caucus campaigning, so he and the family were pictured in the CR Gazette wrapping gifts for Iowa soldiers overseas. Hillary cleverly showed herself putting tags on gifts to go under the tree. The tags read “Health Care,” “Pre-K education,” “Iraq Exit Strategy,” etc.

Every poll seems to show Hillary and Obama neck and neck, although Obama came out slightly ahead on a survey of people agreeing with candidates on specific issues.

Humans are dogs

TECHSPLOITATION Two new studies of animal intelligence caught my attention last week because they prove that humans are no better than dogs and monkeys. This is something I’ve always felt to be true on an anecdotal level, and now cognitive science backs me up.

A researcher in Vienna, Austria, trained dogs to sort photographs into two categories: pictures of other dogs and pictures of landscapes. This is big news because it means that dogs not only recognize what’s happening in symbolic visual representations (photos) but can also figure out how to translate an abstract concept ("dog") into a category of pictures. Previously, nobody thought dogs could categorize photographs or even abstract concepts other than "food" and "enemy."

The other study is even better, partly because it’s called "Basic Math in Monkeys and College Students" (oh, those zany editors at PloS Biology). In this study, cognitive scientists gave monkeys and college students a series of very simple tests to determine how quickly and accurately they could add up the number of dots on a screen. On average, the monkeys and students answered in the same amount of time. The students were 94 percent accurate in their answers, while the monkeys were 76 percent accurate. So monkeys are nearly as good as humans at adding dots, even without the benefit of a college education.

What struck me first on contemputf8g these studies is that cognitive science has taken us in an unforeseen direction. This is a field that promises to study consciousness as if it were a machine, to look at thoughts as electrical impulses and biological structures rather than sublime metaphysics. It would seem, therefore, to run the risk of dehumanizing us, of converting all of our crazy, ambivalent feelings into mere blips on a chart. Instead, what cognitive science has done, at least in these studies, is show us how deeply connected we are to the living creatures around us.

By breaking down our thought processes into their component parts — pattern recognition, counting — we are able to see that the building blocks of thought are not unique to Homo sapiens. Dogs and monkeys are doing this shit too. In fact, there is a monkey out there who can add better than a college student (some of the humans did in fact score lower than some of the monkeys in the study).

So what do we do now that we know dogs and monkeys are capable of humanlike intelligence? Shall we test more animals and discover what we already knew about elephants and dolphins having language? I hope so.

If nothing else, this should teach humans to be a lot more damn humble about our supposed niftiness.

Of course, there are dangers in taking this scenario too far. Instead of seeing ourselves as having something in common with animals, we might use this information to make animals into better slaves. Science fiction author David Brin’s Uplift series is partly about this. He describes humans using biotech and genetic engineering to "uplift" chimps and dolphins, giving them human-equivalent intelligence. The creatures become fully intelligent, but socially they remain second-class citizens.

The two transformed species are in a constant struggle to prove themselves to the humans, and often fail; Brin portrays the dolphins as liable to slip back into incoherent animalness when threatened.

Still, we have not yet appointed ourselves uplifters. Humans are at a moment in our history when we are still in awe of animals who can think the way we do. Now we have to figure out the appropriate next steps.

Obviously, we need to test more animals for intelligence, using a variety of methods.

Probably the most oddly hopeful news to come out of all of this is the fact that both of these tests were done without any killing or brain invading. The researchers who did the dog test even invented a special paw-operated touch-screen computer for the dogs to use. I like that. Not only have we discovered that dogs are like us, but we’ve also invented the first dog-friendly user interface. What next? Wii for dogs? That would pave the way for true interspecies bonding. *

Is New College dying?

After a turbulent year in which its accreditation was suspended and school president Martin Hamilton reluctantly resigned, New College of California is in dire financial straits. Some even fear that the innovative liberal arts institution — whose central campus at 777 Valencia Street once housed a mortuary before the school was founded there 40 years ago — could be in its death throes.

New College has experienced a 41 percent decrease in enrollment this year, seeing its population drop to fewer than 500 students. And the institution is losing about $80,000 each month, according to minutes from a faculty meeting that took place in late November. The school needs more than $2 million to cover operating expenses into January, and school trustees have considered filing for bankruptcy protection.

A Chapter 11 reorganization would allow New College time to improve its finances without shuttering completely. But acting school president Luis Molina says bankruptcy would also mean the school wouldn’t receive any federal financial aid for its students, a source of tuition revenue it desperately needs to survive. So he insists bankruptcy is off the table.

"I’m not going to deny that the school is in a financial crisis," Molina said. "But from my perspective, I don’t see bankruptcy as the solution."

New College is nonetheless struggling to make payments to vendors, and payroll checks have bounced or been withheld by the school. Molina also acknowledged that in the summer Pacific Gas and Electric Co. threatened to turn off the school’s power due to unpaid utility bills.

Dozens of financial aid applications for the just-ended fall semester still need to be processed, which means New College can’t yet receive the federal loans and grants it pays out to students, many of whom rely on the funds to cover basic expenses while attending classes.

"We can’t believe it’s happening," said Cheryl Fabio, a second-year law student at New College. "No one knows anything. We’re operating completely on a rumor mill, and the worst of the rumors keep on becoming [true]."

Fabio returned to school after working for several years as an Oakland city employee. Despite the uncertainty about New College’s future, she was studying for finals and continuing to attend classes. But she hasn’t received $10,000 worth of financial aid from New College this semester, and she’s four months behind in rent at the home in Pittsburg where she lives with her daughter.

The US Department of Education sent a letter to the school in August informing administrators that applications for federal funds submitted by New College’s Financial Aid Office would face heightened scrutiny due to the discovery by investigators earlier this year that the school may have illegally mishandled scholarships and other aid money.

New College must repair dozens of student files and submit a mountain of documentation for preapproval on each financial aid package before being reimbursed. Eighty such packets were submitted Dec. 12, Molina said, but as of now money from earlier applications is only trickling into the hands of students.

That’s a considerable setback for the school, since it relies heavily on student tuition to continue operating, so it’s considering a big fundraising drive and a halt in enrollment in some programs for the spring semester until its finances are stabilized.

The November minutes show proposals including an across-the-board 25 percent pay cut as an alternative to layoffs, but up to 20 full-time faculty members between January and spring of next year might need to be cut to keep the school from going under. Another option, Molina said, is for some faculty to work part-time and apply for limited unemployment benefits from the state to make up the difference.

Maria Bourn is a second-year law student who moved to San Francisco from Washington to attend New College. She’s received her financial aid for the fall semester, but her last $1,200 check for her work-study job as a legal clerk bounced. Bourn says that while she’s fortunate enough to receive help from a partner who works, one of her classmates was forced to return to Pennsylvania because he couldn’t continue paying rent without federal assistance.

"It has just been one disaster after another," Bourn said. "Last year I didn’t receive my financial aid for several months because of difficulty after difficulty with [New College’s] financial aid department."

Recently departed president Hamilton had vowed to stay on for up to a year during a transition period, but Ralph Woolf, the executive director for the Western Association of Schools and Colleges, insisted during a July meeting with the school that it would be "unacceptable" for Hamilton to stay, according to minutes.

WASC’s accreditation commission for senior colleges suspended New College in June after a rare special investigation revealed flawed financial controls, sloppy record keeping of student files, and ill-conceived academic curricula. A blistering report from the commission concluded, for instance, that the school couldn’t explain the course requirements and specific content of its Pilot Hybrid Leadership in Urban Transformed Environments program, which New College hoped would benefit adult African Americans who otherwise have trouble accessing higher education.

"The commission has repeatedly found that, in addition to longstanding and ongoing financial challenges, New College did not have systems and structures in place in very basic areas of operation, including governance, faculty oversight of academic matters, assessment of student learning, and financial management and accounting," the report stated.

WASC will decide in February whether to remove New College from probation or strip the school of its accreditation. Woolf refused to comment when we called his office.

Molina said the school may also have to liquidate some of the buildings it owns in San Francisco to maintain solvency. In the meantime, he said, a committee charged with finding a new president for the school has identified three candidates for the job.

"The students, the faculty, the staff — there’s a huge commitment to keep the college open," Molina said. "It’s part of the social fabric of San Francisco…. Nancy Pelosi is a strong supporter of the college. I know her office is concerned…. We’re doing everything we can to make sure this college can survive."

Money woes and accreditation problems were a common occurrence during Hamilton’s rocky tenure, which often divided the campus into factions of supporters and opponents of his administration.

New College bought one of San Francisco’s oldest and most beloved movie theaters in January 2006 in an effort to save it from closure. But employees at the Roxie Film Center on 16th Street are now unsure about its future. Sunny Angulo has worked there for two and a half years. A payroll check from early November bounced, and she hasn’t received checks for the two following pay periods.

"We have seen single-screen, small independent theaters all over the city — all over the country, really — close down," Angulo said. "They’re sitting around rotting. Without another source of revenue tying in a nonprofit, educational component, I think that it would be very difficult for the Roxie to survive. Almost impossible."

Peter Gabel, a board trustee of New College, admitted during a small Dec. 14 all-campus meeting that he’d recently loaned the school money to help cover payroll expenses. Shortly afterward, however, the attendees voted 10–9 to eject the Guardian from the room after discovering that a reporter was present.

New College’s federal tax forms show that in late 2005, Gabel loaned the school $95,000 to cover operating expenses, and other records show that he loaned the school more than $400,000 in August 2007. As of May 2006, the school owed creditors nearly $6 million, New College’s most recent federal tax forms show.

Despite WASC’s sweeping indictment of the school’s operation, New College’s leaders indignantly responded in a June letter that the school was "shocked and even traumatized by the sudden abruptness of the investigation," which it claimed "lacked due process."

The school also denied that its administrators were reluctant to cooperate with the investigation and implied that complainants who first contacted WASC conspired to damage the school.

New College did admit, however, that Hamilton was duped by an exchange student who promised the school a sizable donation in return for help in attending classes after entering the country from Nepal. The student claimed he was a wealthy bureaucrat there but turned out to be more or less a con artist without money even to cover tuition.

New College has long served as an academic training ground for social justice advocates and liberal activists. In 2002 it made national news when it launched a green business master’s degree that balances traditional marketing and management courses with sustainability concepts in an attempt to marry profit with ecological sensitivity.

Despite the challenges, Molina remains optimistic about the school’s future: "Once we get our record-keeping offices in order so that we don’t have delays processing the financial aid, things will start running smoothly." *

Green City: The baby question

GREEN CITY I remember exactly where I was — sitting on a BART train, reading yet another magazine article about global warming — when it hit me harder than ever before: the year 2050 is going to suck.

Predictions suggest it’s going to be hotter, colder, drier, wetter, and stormier in all the wrong places. Sea levels will be up. Resources will be down. The view from 2007 is not good. So how can I, an educated, middle-class American woman, reasonably consider having a child with such a future to offer?

To have or not to have is the baby question everybody asks. I’ll admit I’ve been on the fence for a long time. A survey of my female role models reveals that exactly half took the motherhood plunge (including my own mother), yet the other half refrained. I’m clearly drawn to the childless life for a number of reasons, and reading the International Panel on Climate Change reports released this year has given me one more.

By virtue of our existence, we’re all contributing to global warming, and my impact will be at least doubled by every child I have. According to Al Gore’s carbon calculator (at www.climatecrisis.net), I’m emitting 2.35 tons of carbon dioxide per year, well below the national average of 7.5. But that would certainly increase if I were to have a baby. I’d need a bigger place to live, and that would require more heat and electricity. More flights back East to see Grandma and Grandpa would be in order, and I’d probably buy a car, not to mention all that crap that babies need.

I would become more like the average American, who has a life span of 77.8 years and, according to estimates by the Mineral Information Institute in Golden, Colo., needs 3.7 million pounds of minerals and energy fuels to construct and support a lifetime of stuff — from cars and roads to batteries and soap.

It seems like an effective way to cut our impact on the earth would be to cut population, yet such a strategy almost never comes up.

"In the entire discussion of climate change, there’s been no mention of population," Paul Ehrlich, Bing Professor of Population Studies at Stanford University, told me.

The IPCC’s fourth assessment, released in November, discusses mitigation measures but never suggests decreasing population — except as the unintended result of a natural disaster. Historic attempts to limit population growth have never been popular. China has been chastised for its one-child policy, as were environmental groups like the Sierra Club, which called for limiting immigration in the 1970s to curb population growth in the United States.

"It’s an incredibly personal decision," environmentalist and author Bill McKibben told me. "In our culture it’s not one that’s easy for people to talk about." He addressed it in Maybe One (Simon and Schuster, 1998), in which he explains his decision to have a child after years of saying he and his wife wouldn’t.

McKibben says he wrote the book to uncover the weak mythology that only children are spoiled, myopic brats, to show how religious beliefs have been manipulated, and to point out that an increasing population is really an economic advantage.

Ehrlich, who thinks the US should at least have a population policy, also had one child with his wife, Anne. The realization that having more would contribute to an unsustainable future for their daughter led them to author numerous books on the subject, including The Population Bomb (Ballantine Books, 1968), one of the bellwethers on the impact of unchecked population growth. Since then the issue has essentially disappeared from public consciousness, and Ehrlich thinks that’s because the world’s total fertility rate has, in fact, dropped — from five children per woman to three. In the US it’s decreased even further, to less than the replacement level. This has created the impression that population is no longer a problem.

But that’s not entirely true. While birthrates may be down, the overall population has still grown, because life expectancy has increased. Most of us don’t die when we give birth. We go on living, breathing, eating, drinking, shitting, idling in traffic, jetting between cities, and consuming more and more of the dwindling resources we have — with a child or two at our side.

And the equation is simple, right? The more people, the bigger the problem.

"Well, it’s not a direct multiplier," McKibben said. He offers as an example an Amish family of eight "living simply" and having less of an impact than the average American Brady Bunch. "In global terms it’s so much more about consumption."

Ehrlich and McKibben agree that’s really the problem. "An important point, which is usually missed, is the next 2.5 billion people are going to have a much bigger impact than the last 2.5 billion," Ehrlich said.

According to his research, we’ve surpassed the earth’s carrying capacity, and Americans are only able to overconsume because Africans, Indians, Asians and other developing countries are underconsuming.

If the entire world population ate and drank and drove around like Americans — which is the aspiration of many — we’d need two more Earths.

"The current population is being maintained only through the exhaustion and dispersion of a one-time inheritance of natural capital," the Ehrlichs and Gretchen Daily wrote in the 1997 book The Stork and the Plow (Yale University Press), in which they grapple with the question of a sustainable population for Earth.

Their answer: about two billion. How many are we now? Worldwide, 6.5 billion, which will rise to about 9 billion by 2050 — with most of the growth slated for developing countries. Family planning and education are largely considered the primary factors in keeping the US population under control, and that’s where international efforts have focused, according to Kristina Johnson, population expert for the Sierra Club.

This has required an artful dance around the Mexico City Policy, in place in one form or another since 1984, when Ronald Reagan refused aid to any international agencies that use any monies for abortions. So while we’ve managed to handle our head count at home, we’ve done the opposite abroad.

As for how to deal with our enormous abuse of natural resources, technology has long been hailed as the solution. The guiding principle has been that our children will be smarter than we are, so we’ll leave it up to them to figure it out. However, as the Ehrlichs conclude in their most recent book, One with Ninevah (Island Press, 2004), "The claim that ‘technology will fix the problems’ has been around for decades — decades in which the putative advantages of claimed technological ‘fixes’ have often failed to appear or proved to be offset by unforeseen nasty side effects."

For example, we essentially avoided large-scale famine by figuring out how to reap more crops from our soil. But we haven’t mastered how to do this without the use of pesticides and, increasingly, genetically modified organisms that have transformed diverse farms into precarious monocultures.

Today we’re counting on technology even more, but some of the proposed solutions still raise questions. Do we have enough acreage to grow biofuels? What would be the long-term impacts of capturing carbon emissions and burying them underground? Ditto for spent nuclear fuel.

And all of these variables factor in those 2.5 billion people to come, without suggesting people consider not having children.

If there’s a mantra for any concerned citizen to adopt, it should be less. Use less. Buy less. Be less of a draw on the system. But as Richard Heinberg writes in Peak Everything (New Society, 2007), "People will not willingly accept the new message of ‘less, slower, and smaller,’ unless they have new goals toward which to aspire."

Cutting carbon emissions is a serious goal, and it looks like leadership is going to have to come from within. The Bali talks have produced no binding agreement except … more talks.

Our elected representatives have finally raised US fuel-economy standards for the first time since 1975, to the slightly less shameful level of 35 miles per gallon by 2020. Environmentalism is peaking as a popular movement, but the credo to consume less has been divorced from its consciousness.

"Green" products are now the fastest-growing consumer market. In fact, this holiday season you can buy a pair of chic Little Levi’s for your kid. They’re just $148 at Barney’s, and "a portion of proceeds" will go to the Trust for Public Land. How much? Who knows? The company isn’t saying. Just shut up and shop and don’t worry about it — they’re organic. *

So yeah, I went to one of those “liberal New England colleges” that connote images of foliage and cute boys in tartan plaid scarves…but most of the 250 kids on my campus were sporting threads from the “free box” or swimming naked off the pier during lunch break. College of the Atlantic is not like other schools…at all. It’s more of an experiment in what happens when you mix education with extreme environmentalism. Recycling, composting, making fuel from veggie oil, eating local food, building sustainable structures — it’s all old news for them. For almost 40 years they’ve been practicing and preaching so much of what’s encompassed by the year’s biggest buzzword — “green.”

Plenty (It’s easy being green!) Magazine just profiled my alma mater, and as I was scrolling through the article online, up came an advertisement for Pacific Gas & Electric. “We can do this” it read, with a cute little wind turbine graphic.

What business — I ask you, I deeply ask you — does a Northern California utility company that gets most of its energy from burning fossil fuels and nuclear power have advertising in a New York-based magazine profiling a miniscule hippie school in downeast Maine?

Wedged among the commerce, tourism, and white-collar businesses north of Market Street is the slim entry to 312 Sutter, easy to miss unless you happen to be searching for the San Francisco Planning and Urban Research Association. SPUR occupies the fourth and fifth floors of the building — and occupies them completely. Cubicles are close and overstuffed. Conversations compete. Space for meetings is a hot commodity. Four bicycles, ridden to work by staff members, are crammed in a side room where languish a half century’s worth of policy papers, photographs, and planning documents generated by the active public interest think tank.

It looks more like a struggling nonprofit than one of the most influential policy organizations in town, one supported by the city’s richest and most powerful interests.

"This is why we’re building the Urban Center," said Gabriel Metcalf, the youthful executive director of the 48-year-old organization, clad in a dark suit and sipping from a Starbucks coffee cup while he roams the fourth floor office space searching for any available real estate to sit and talk.

He settles on an open-faced workroom with empty seats. They circle a table covered with a thick ledger of plans for SPUR’s new Urban Center, a $16.5 million, 12,000-square-foot four-story building at 654 Mission that the group is building with more than $8 million in public money.

Plans for the center include a free exhibition space, a lending library, and an evolution of the group’s current public education program, now consisting of noontime forums, to include evening lectures and accredited classes. Though the center will house meeting rooms for SPUR’s committees and offices for its staff, the suggestion is that the new space will be a more public place.

And SPUR seems to be searching for a new public image.

For years the organization was synonymous with anything-goes development, ruinous urban renewal, and an economy policy that favored big business and growth at all costs. Today SPUR’s staffers and some board members present a different face. The new SPUR features open debate and seeks consensus; phrases like sustainability and public interest are bandied about more than tax cuts and urban renewal.

But San Francisco progressives are a tough crowd, and SPUR’s history — and, frankly, most of its current political stands — makes a lot of activists wonder: Has SPUR really changed its spurs? And can a group whose board is still overwhelmingly dominated by big business and whose biggest funders are some of the most powerful businesses in town ever be a voice of political reason?

As one observer wryly noted, "I’ve yet to see SPUR publicly denounce a development project."

SPUR considers itself a public policy think tank, a term that conjures an impression of lofty independence. But the group has, and has always had, a visible agenda. SPUR members regularly advocate positions at public meetings, and the group takes stands on ballot measures.

And it has a painful legacy. "We have a dark history," Metcalf admits, referring to the days when "UR" stood for "urban renewal," often called "urban removal" by the thousands of low-income, elderly, and disabled people, many African American and Asian, who were displaced by redevelopment in San Francisco.

That history — and the fact that SPUR’s membership is largely a who’s who of corporations, developers, and financiers — has caused some to raise questions about the public money the group has received for the new Urban Center.

"They’re not an academic institution," said Marc Salomon, a member of the Western SoMa Citizens Planning Task Force who’s butted heads with the group. "There’s no academic peer review going on here. The only peer review is coming from the people who fund them."

Yet prominent local progressives like artist and planning activist Debra Walker, veteran development warrior Brad Paul, and architect and small-business owner Paul Okamoto have joined the SPUR board in recent years. "There’s a bunch of us that have come in under the new regime of Gabriel Metcalf because there’s a real aching need for a progressive dialogue about planning," said Walker, who thinks SPUR is making concerted efforts to inform its policies with the points of view of a broader constituency. "I think SPUR is engaged in those conversations more than anyone."

SPUR defines its mission as a commitment to "good planning and good government." Though a wide range of issues can and does fall under that rubric, the 71 board members and 14 staff tend to focus on housing, transportation, economics, sustainability, governmental reform, and local and regional planning, and their agenda has a dogged pro-growth tinge.

SPUR likes to trace its history to the post–1906 earthquake era, when the literal collapse of housing left many people settling in squalid conditions. The San Francisco Housing Association was formed "to educate the public about the need for housing regulations and to lobby Sacramento for anti-tenement legislation." A 1999 SPUR history of itself places its genesis in the Housing Association, though other versions of the group’s history suggest a slightly different taproot.

According to Chester Hartman’s history of redevelopment in San Francisco, City for Sale (University of California Press, 2002), the 1950s were a time when corporate-backed regional planners were envisioning a new, international commercial hub in the Bay Area. They were looking for a place to put the high-rise office buildings, convention centers, and hotels that white-collar commerce would need. Urban renewal money and resources were coming to the city, and San Francisco’s Redevelopment Agency identified the Embarcadero and South of Market areas as two of several appropriate places to raze and rebuild.

The agency, however, was dysfunctional and couldn’t seem to get plans for the Yerba Buena Center — a convention hall clustered with hotels and offices — off the ground. The Blyth-Zellerbach Committee, "a group the Chamber of Commerce bluntly described as ‘San Francisco’s most powerful business leaders, whose purpose is to act in concert on projects deemed good for the city,’<0x2009>" as Hartman writes, commissioned a report in 1959 by Aaron Levine, a Philadelphia planner, which identified the Redevelopment Agency as one of the worst in the nation and recommended more leadership from the business community. The San Francisco Planning and Urban Renewal Association was born, funded by Blyth-Zellerbach, whose leaders included some corporations that still pay dues to SPUR, like Bechtel, Bank of America, Wells Fargo, and Pacific Gas and Electric Co.

John Elberling, a leader of the Tenants and Owners Development Corp., a group representing the people who were trying to stay in the area, was one of many activists who litigated against the city’s plan and managed to wedge some affordable housing into the developers’ vision of South of Market. SPUR, he told us, was "explicitly formed to support redevelopment issues in the ’60s and ’70s."

By 1974, when Paul began fending off redevelopment efforts around the Tenderloin and directed the North of Market Planning Coalition, "all through that period SPUR was viewed by the community as a tool for the Chamber of Commerce," he said.

In 1976, "Urban Renewal" became "Urban Research," a move away from the tarnished term. The 1999 commemoration of SPUR’s 40th anniversary is a somewhat sanitized history that never presents the faces of the people who were displaced by the program; nor does the analysis nod significantly toward the neighborhood groups and activists who were able to mitigate the wholesale razing of the area.

That’s still a soft spot for SPUR, some say. "They’re uncomfortable with questions of class. Those questions tend to be glossed over," said Tom Radulovich, executive director of Livable City and a SPUR board member from 2000 to 2004.

Metcalf doesn’t duck the issue. "If you’re a city planner, you’ve got to meditate deeply on urban renewal, even though you didn’t do it. It’s the only time in urban history that planners were given power, and that’s what they did with it," he said.

Besides a long friendship with powerful businesses, SPUR has frequently enjoyed an intimate relationship with city hall. "They morphed in the ’80s into a good-government, good-planning group, but in fact they were really tight with the [Dianne] Feinstein administration," Elberling said. "One of the ways you got to be a city commissioner was by being a member of SPUR. Feinstein’s planning and development club was SPUR."

Mayor Feinstein’s reign is often remembered as a boom in downtown development — at least until 1985, when San Franciscans for Reasonable Growth succeeded in passing Proposition M, a measure severely limiting annual high-rise development. SPUR opposed the measure and still supports increased height and density along transit corridors in the city.

"SPUR always goes with more," Radulovich said. "Sometimes there’s a trade-off between sustainability and growth, and I don’t have much confidence they won’t go with growth."

A March SPUR report, "Framing the Future of Downtown San Francisco," is one example of a cognizance of other options, weighing the pros and cons of expanding the central business district or transforming it into a "central social district": "While office uses remain, the goal of a CSD is to create a mixed-use, livable, 24-hour downtown neighborhood." Another line in the report offers a telling look at how SPUR thinks: "Economic growth in the CSD model may be diminished as the remaining sites for office buildings become used for new residential, retail, or other non-office uses."

Retail means, in fact, economic growth. A 1985 Guardian-commissioned study of small businesses in San Francisco, "The End of the High-Rise Jobs Myth," found that most of the new jobs created in the city between 1980 and 1984 were not in the downtown office high-rises but around them. Businesses with fewer than 99 employees had generated twice as many jobs as those with more employees.

While the numbers may be different today, the concept that neighborhood-serving retail keeps a local economy healthy has only grown stronger, as has public sentiment against chain stores. Yet SPUR opposed a proposition calling for conditional-use permits for formula retail, which voters approved in 2006.

Over the years SPUR’s political record has been checkered. Though the group talks the good-government talk, it opposed propositions establishing the city’s Ethics Commission and reforming the city’s Sunshine Ordinance. According to Charley Marsteller, a founder of Common Cause and a longtime good-government advocate in San Francisco, "Common Cause supported initiatives in 1995, 1997, 1999, 2000, 2002, and 2005. SPUR opposed all of them."

This November, SPUR came out in favor of Proposition C, which calls for public hearings before measures can be placed on the ballot, but opposed Question Time for the mayor. The group gave a yes to the wi-fi policy statement and approved establishing a small-business assistance center — contrary to past stances.

SPUR isn’t afraid to defend its positions. "Those who disagree with a conclusion SPUR reaches object to us presenting our ideas as objectively true rather than as values based," Metcalf notes in the May SPUR report "Civic Planning in America," in which he surveys other similar organizations.

"And in truth, evidence and research seldom point necessarily to one single policy outcome, except when viewed through the lens of values. We want to stop sprawl. We want housing to be more affordable. We want there to be prosperity that is widely shared…. Perhaps it’s time to grow more comfortable with using this language of values," he writes.

Paul, who’s now program director for the Haas Jr. Fund and has served on the SPUR board for seven years, says the group is indeed changing. "Over the last six to eight years I’ve noticed a real shift on the board," he said. "We have really intense and interesting discussions about issues. People feel they can speak their mind."

Okamoto, a partner in the Okamoto Saijo architectural firm, thinks this is the result of a fundamental shift in planning tactics, due to a more recent and deeper comprehension of the coming environmental crises. "Global climate change is moving things. I think SPUR’s going in the same direction," he said. Okamoto joined SPUR "because I’d like to see if I could influence the organization toward sustainability. Now we have a new funded staff position for that topic."

And yet the fact remains that only 5 of the 71 board members — about 7 percent — can be described as prominent progressives. At least half are directly connected to prominent downtown business interests.

And a list of SPUR’s donors is enough to give any progressive pause. Among the 12 biggest givers in 2006 are Lennar Corp., PG&E, Wells Fargo, Westfield/Forest City Development, Bechtel, Catellus, and Webcor.

In the past 10 years SPUR’s staff has doubled, signaling a subtle shift away from relying mainly on the research and work of board members. One of the newest positions is a transportation policy director, and that job has gone to Dave Snyder, who helped revive the San Francisco Bicycle Coalition in 1991, founded Livable City, and spent seven years on SPUR’s board before taking the job.

Having occupied the new post for a year, he said, "If I left, it wouldn’t be because I didn’t like SPUR. The debates we have at the staff level are more open than I expected."

Proposition A, the November transportation reform measure, is one example of the group’s new approach. The group voted a month earlier than usual to endorse a measure that was directly in opposition to the interests of one of its biggest funders, Gap billionaire Don Fisher (the Gap is also a member of SPUR). According to Walker, when the SPUR board vetted the endorsements the number of no votes for Prop. A was in the single digits. "I was so surprised," she said.

SPUR opposed Proposition H, a pro-parking countermeasure largely funded by Fisher, and worked with progressives on the campaign.

Metcalf noted it was the ground troops who made all the difference. "We don’t have [that kind of] power, and there are other groups that do. We wrote it, but we didn’t make it win. The bike coalition and [Service Employees International Union Local 1021] did," he said.

Sup. Aaron Peskin, who brokered much of the Prop. A deal, called it a sign of change for SPUR. "They probably lost a lot of their funders over this."

Radulovich is still dubious. He jumped ship after witnessing some disconnects between the board and its members. Though SPUR asks members to check their special interests at the door, Radulovich couldn’t say that always happened and recalled an example from an endorsement meeting at which a campaign consultant made an impassioned speech for the campaign on which he was working.

As far as his board membership was concerned, Radulovich said, "there were times I definitely felt like a token…. Development interests and wealthy people were much better represented."

Some say that isn’t about to change. "SPUR has been, is, and I guess always will be the rational front for developers," said Calvin Welch, a legendary San Francisco housing activist. "The members of SPUR are real estate lawyers, professional investors, and developers. Its original function was to be the Greek chorus for urban renewal and redevelopment."

Welch and Radulovich agree SPUR doesn’t represent San Franciscans, and Welch suggests the Dec. 4 Board of Supervisors hearing on an affordable-housing charter amendment was a case in point. "The people who got up to speak, I’d argue that’s San Francisco, and it doesn’t look a fucking thing like SPUR."

SPUR recently applied for a tax-exempt bond capped at $7 million from the California Municipal Finance Authority to help pay the cost of SPUR’s new Urban Center. It’s a standard loan for a nonprofit — SPUR is both a 501(c)(3) and 501(c)(4) — but some neighborhood activists raised questions about whether SPUR’s project is an appropriate expense for taxpayer cash.

"There’s no city money going toward the Urban Center, but by using tax-exempt bond financing they’re depriving the US Treasury of tax revenues," Salomon said. "The people who are funding SPUR can afford to buy them a really nice building, with cash."

The Urban Center also received a $231,000 federal earmark from Rep. Nancy Pelosi, whose nephew Laurence Pelosi is a former SPUR board member. Another $967,500 will come to SPUR from the California Cultural and Historical Endowment, which voters set aside through Proposition 40 to fund projects that "provide a thread of California’s cultural and historical resources."

Metcalf said SPUR isn’t sitting on a pile of cash: "We’re not that wealthy. We just don’t have that level of funding." The group’s endowment is small, and according to its 2006 annual report, revenues were $1.8 million, 90 percent of that from memberships and special events. The annual Silver Spur Awards, at which the group celebrates the work of local individuals, from Feinstein to Walter Shorenstein to Warren Hellman, is one of the biggest cash cows for SPUR, typically netting more than half a million dollars.

So far most of the funds for the Urban Center have come from donations raised from board members, individuals, businesses, and foundations. Metcalf defends the use of public funds. "For a group like SPUR that needs to be out in front on controversial issues, our work depends on having a diverse funding base. The Urban Center is part of that," he said.

The new headquarters is modeled on similar urban centers in Paris and New York, places that invite the public to view exhibits and get involved in answering some of the bigger planning questions cities are facing as populations increase and sprawl reigns. According to SPUR, this will be the first urban center west of Chicago, and the doors should open in 2009.

Walker, who’s been a board member for about a year, isn’t ready to say SPUR has been transformed. "It’s in my bones to be skeptical of SPUR," she said. "I have a different perspective than most of the people who are on SPUR, but the membership is different from the people who are funding it. I still think we need to have a more progressive policy think tank as well."

Walker recruits for SPUR’s membership development committee and said some of her suggestions have been well received. "The reality is, the progressive community is really powerful here when we come together and work on stuff. You can’t ignore us. Rather than fight about it, SPUR is offering some middle ground."

Folked up: Freight & Salvage wins $1.161 million grant to build new green venue

This just in: Freight & Salvage Coffeehouse – the longest-running, full-time venue for folk and traditional music west of the Mississippi River – announced today it has been awarded a $1.161 million grant from the California Cultural and Historical Endowment (CCHE) to fund construction of its new green performance space, school, and café.

A release from the East Bay institution continues:

“Construction will begin before the end of the year on the nonprofit’s 18,000-square-foot venue at 2020 Addison Street, in Berkeley’s Downtown Arts District.

“The Freight’s new home will have a listening room that doubles the audience capacity of its existing 220-seat venue. The plan also includes an additional 1,339-square-foot performance space, state-of-the-art sound system, café, and store offering CDs and sheet music.

“As an all-ages, family-friendly venue, the Freight is using this opportunity to expand its education program, and will offer a variety of folk and traditional music classes in six classrooms, bring music into the local schools, and establish a library and archive that will be open to the public.

Many dedicated faggots have made the comparison between cocksucking and prayer, especially when knees are planted in the ground, eyes closed because of something too powerful to look at. But Christopher Russell’s Landscape, a book of black-and-white photos of men cruising San Francisco’s Buena Vista Park, at first appears to take this assertion one step further — with the trees towering above and light cascading onto shirts, hands, exposed asses, it’s almost as if these men have stumbled into heaven. If so, they appear unaware — in one early photo, someone crouches forlorn in the shadows between trees; above him beckon three perfectly crafted beams of light. There’s an eeriness to many of these photos, as the sumptuousness of the foliage and the brashness of the sunlight render the sex acts comparably mundane: white T-shirts pulled up and white briefs pulled down like on a porn set; the spooky silhouette of a face pressed against a waiting crotch; baseball caps and dark sunglasses holding distance.

It’s when the images become fractured that they reveal depth of feeling — faces merging with leaves and light, heads blending into trees awaiting sky, the motion of hands and arms and legs conjuring a certain type of flight. When the camera pulls back, it’s the sky that’s shimmering, a brightness between branches and leaves with just a tiny figure below. We see a face turned, or the back of a head — yet the action is not where the figure is gazing but above and around, leaves swaying in the breeze and branches shaking underneath the glow of the setting sun. It’s here that we can truly appreciate the complex landscape of lust and loss, adventure and longing.

In one photo, the silhouette of someone’s coat blends so neatly with that of a tree that it resembles a sagging branch, and it brings to mind an image reproduced in the French writer Tony Duvert’s Good Sex Illustrated, a scathing 1974 critique of a five-volume "liberal" sex manual published the previous year in France. The photo, taken from the handbook in question, shows a park somewhat more groomed and far less picturesque than Buena Vista, but we see light reflecting off trees and a man in an overcoat standing to the side of a path, his back to us. Unlike in Russell’s photos, however, it’s the man who seems monumental and the trees a backdrop as a child gazes up from several feet away, apparently immobilized by what he sees. The image, from the volume aimed at 10- to 13-year-olds, is meant to illustrate the dangers of pedophiles who apparently lurk in parks. But Duvert indicts the motives of parents who warn their children about such violence, declaring, "What they are really trying to do isn’t to protect the child but their own exclusive right to do whatever they want with him."

In Good Sex Illustrated, published in English for the first time this month, by Semiotext(e), Duvert skewers the emerging field of sex education as nothing but "science taking charge of the old moral order." With a savage glee, he dissects the volumes of the manual allegedly geared toward helping young adults discover their sexual selves but instead intent on "libidinal dismembering" and centered on a "pro-birth obsession." Duvert is most hilarious when he compares what the handbook calls a "feeling of total fulfillment" from pregnancy to that of a teenager getting fucked in the ass: "Jean scrubbed his ass pensively: is this what they call a feeling of total fulfillment?" In a related footnote he brilliantly comments, "It goes without saying that as soon as the pleasure of having a cock inside your body stops being depreciated, the honor of having a fetus there won’t be over-emphasized." But if this is one of Duvert’s most skillful reversals, it also illuminates a gap in his analysis. After all, he’s comparing a woman’s alleged feelings during pregnancy to a man’s response to getting fucked (we hear nothing about a woman’s sexual pleasure). While Duvert incorporates a nuanced gender critique into many of his readings, he prioritizes male sexuality throughout the book, which ends up thwarting him in his overall mission of subverting the social order by encouraging the sexual freedom of all children.

David Halperin’s What Do Gay Men Want? An Essay on Sex, Risk, and Subjectivity has a similar aim of moving conversations about sexuality (and sexual safety) away from standards of "healthy functioning" and "rational" or "irrational" behavior. Halperin seeks to champion queer cultural traditions over the judgments of psychology and the false dichotomy between risk and safety. (In a homophobic culture, what gay sexual behavior, after all, isn’t risky?) In searching for a more comprehensive approach to gay male sexual splendor, Halperin revisits a vulnerable and challenging 1995 essay by Michael Warner in the Village Voice, "Unsafe: Why Gay Men Are Having Risky Sex," in which Warner at one point states that "abjection continues to be our dirty secret." If Warner talks about abjection as a sense of "dirtiness" due to societal condemnation, Halperin describes it as "an experiment with the limits of both destruction and survival, social isolation and social solidarity, domination and transcendence." In other words, "the more people despise you, the less you owe them, and the freer and more powerful you are." Halperin proposes, "Instead of worrying about the appeal of abjection to gay men, … what we really should be doing is trying to think concretely about … how to make it work for us."

It’s a provocative idea, but unfortunately Halperin here departs from his methodical (and meticulously footnoted) analysis of safer sex strategies to endlessly circle around Warner’s essay and certain passages from the writing of Jean Genet, resulting in a repetitive rhetorical jumble. To be sure, Halperin provides a few illuminating examples (including the writing of porn star Scott O’Hara and the brilliant and short-lived zine Diseased Pariah News), but What Do Gay Men Want? could certainly have benefited from an analysis of the wealth of queer world-making in the era of AIDS that has centered on the possibilities (and perils) of an embrace of outsider status — the work of David Wojnarowicz, Samuel Delany, Derek Jarman, Gregg Bordowitz, Justin Chin, or Essex Hemphill, to name a few among innumerable possibilities. Or, perhaps, an analysis of Christopher Russell’s photos, where the messiness of desire becomes landscape.

There’s a new mural at 24th and Capp streets that does a stellar job of capturing the urban, cultural vibe of the Mission’s residents. No, not the skinny jeans–wearing, Burning Man bohemians who’ve colonized the area in recent years. I’m talking the baggy jeans–wearing Latino youths who are the inheritors of a proud local tradition of Chicano mural art. Craftily melding urban motifs, the mural celebrates their bicultural realities: lowriders cruise alongside hyphy "scrapers," pachucos and Mac Dre mingle, and graffiti lettering makes the same statement as silk-screened Brown Pride posters of the ’70s.

The work was created from July to September by members of Homies Organizing the Mission to Empower Youth, a neighborhood-based youth leadership nonprofit serving at-risk Latino teens and young adults. The primary goal of HOMEY is violence prevention. Through art, education, and skill-building activities, the organization offers alternatives to young people growing up in a rough environment where gangbanging, drug dealing, gun violence, and incarceration are the norm.

The mural is a shining example of the numerous creative projects initiated by HOMEY to bring together young folks who might otherwise have beef or get caught up in the neighborhood’s dangerous Sureño-Norteño turf rivalry. According to HOMEY project coordinator Nancy Hernandez, the mural bolstered the organization’s other violence-prevention efforts because "young people who didn’t know each other got to know each other. People in the community who didn’t know each other got to know each other. And people were educated on a lot of things to be proud of about their culture, their history, and their neighborhood." Although a core group of teen and adult artists executed the initial planning and design for the mural, in the end more than 200 community members contributed to the painting.

The title of the piece is Solidarity: Breaking Down Barriers. Taking unity as a starting point, the artists began by brainstorming about the influences that divide people, communities, and cultures: everything from national boundaries to gang-affiliated colors. No national flags appear in the 100-foot-long painting. The United States–Mexico border wall figures prominently, snaking through the background of the mural’s central panels, but it’s juxtaposed with portrayals of intra- and interethnic alliance in the foreground. Mexican Revolucionarios, members of the United Farm Workers, and Brown Berets, all painted in sepia tones, float beneficently behind modern-day Raza activists wearing white tees and white bandanas — a purposefully neutral color worn nationwide by Latino youths during the immigrant rights rallies of May 1. In the Bay Area, many of those activists were HOMEY members.

As celebratory as the painting is, one controversial panel on its far right-hand side threatened to overshadow the entire project. It’s a portrayal of Palestinians garbed in traditional Arab kaffiyeh head scarves breaking through a concrete wall — ostensibly the Israeli West Bank security barrier. The image fits into a third-world rights vignette expressing solidarity with indigenous groups and colonized peoples.

Some members of San Francisco’s Jewish community took issue with the image, which originally included a hole in the wall in the shape of the state of Israel. Two Jewish advocacy groups, the Jewish Community Relations Council and the Anti-Defamation League, brought these concerns to the San Francisco Arts Commission, the board charged with approving all public art. "We thought this one panel was disjointed from the rest of the mural," JCRC associate director Abby Michelson Porth recalls telling HOMEY and the Arts Commission at a public forum this August. "It didn’t demonstrate peaceful coexistence, which is, frankly, contrary to the theme of the work."

Rather than battle it out and fling loaded accusations of censorship and anti-Zionism at each other — which would indeed completely contradict the intent of the community-building project — the two factions engaged in a civil dialogue that turned out to be a learning experience for all. HOMEY agreed to make some changes to the imagery: the kaffiyeh shrouding one figure’s face, which the JCRC and the ADL claimed connoted terrorism, is now pulled back and worn as a simple Muslim head scarf; the wall opening now breaks into an expansive blue sky; and the branches of an olive tree now weave around the wall — a symbol of peace and a near-literal olive branch. Still, according to Porth, "It’s not the imagery that we would choose, but we recognize the muralists made significant changes and that they came far from the original design."

Hernandez is quick to point out that many Jewish San Franciscans supported the original design and that several of the artists are in fact Jewish. But she acknowledges that "when we’re painting somebody else’s culture, we have to be humble. We have to say, ‘You know what? We don’t know everything about everybody, but we do know about ourselves, and we’re trying to draw parallels between ourselves and other peoples.’<0x2009>"

To many, it may come as a surprise that the mural’s Palestinian imagery was so controversial. After all, claiming solidarity with Palestine is a common stance among San Francisco’s radical left. Nonetheless, by giving their input, the mural’s detractors wound up being collaborators on a project authored by, as it turned out, truly disparate voices in the community.
