Mayor’s Homeless Count report: Just as invisible as many homeless San Franciscans

On an evening in late January, hundreds of volunteers hit the streets of San Francisco to complete the 2009 Homeless Count, a biennial point-in-time head count of homeless persons in the city. The count is required by the US Department of Housing and Urban Development for all jurisdictions receiving federal funding to provide housing and services for the homeless. To do it, city staffers from various departments team up with volunteers to go out into city streets, emergency shelters, drop-in centers, jails and hospitals to take a tally of how many homeless people they encounter.

In the weeks leading up to it, the Mayor Gavin Newsom issued a press release announcing that he was working with the city’s Human Services Agency to conduct the point-in-time count. “Having an accurate count of our homeless community is essential in determining the effectiveness of our homeless outreach efforts,” Newsom said in a statement. “We’ve got a long way to go toward ending chronic homelessness in San Francisco, but this count will help us to continue in the right direction.”

We called the Mayor’s Office of Communications in January and asked them to keep us in the loop when the results of the homeless count were released. Given the tanking economy, home foreclosures, and anecdotal accounts of rising homelessness, we were interested to see what this survey might reveal. Yet after submitting a series of requests to the MOC earlier this week for the homeless count results, we were finally told: “There has not been a report that has been released.”

Really? How strange. Because Jennifer Friedenbach from the Coalition on Homelessness later forwarded us a document from the city titled “2009 Homeless Count: Executive Summary,” featuring an introduction, survey methods, homeless count results, and analysis. Looks like a report. Sounds like a report. It must be a report!

The budget mysteries

San Francisco’s top budget advisors are predicting that dollars from President Obama’s stimulus package will help reinvigorate the economy over the next three years. But they also warn that the recovery will be slow, and that deficits will be part of political life for some time to come.

The findings are contained in a three-year budget projection report jointly compiled by the Mayor’s Office, the Controller’s Office, and the Budget Analyst’s Office and released to the news media at a hastily announced March 31 roundtable.

During the roundtable, Mayor Gavin Newsom announced that the city faces a "staggering" $438 million budget shortfall in fiscal year 2009-10 — a deficit, financial experts warn, that could balloon to $750 million by fiscal year 2011-12 if cuts and wage concessions aren’t made and structural reform and revenue creating measures aren’t undertaken.

Those future numbers are scary — and a bit apocryphal. Nobody seriously thinks the city will simply ignore this year’s problems and put them off until next year, which means future deficits should be smaller.

But the decisions that will have to be made to keep the red ink under control have been the subject of intense speculation since December, when Newsom announced that the city was facing a deficit equal to cutting every other dollar in the city’s discretionary general fund.

REFORMS? WHAT REFORMS?


In January newly elected Board of Supervisors President David Chiu sought to address the anxiety crashing over the city’s business and labor leaders by inviting stakeholders, including Newsom, to budget meetings at City Hall. But Newsom only agreed to get involved once the youthful board president’s other bright idea — a special election that combined cuts, revenue generating measures, and structural reforms to save as many jobs, programs, and services — was off the table.

And with only two months to go until he submits his 2009-10 budget proposal, Newsom still has not clarified what budgetary reforms he will support this fall, even as the labor unions are being asked to give back $90 million in promised benefits, and the Board of Supervisors gets ready to prepare an annual appropriations ordinance by the end of July.

Newsom did announce last week that he will be is asking some, but not all, departments for 25 percent cuts in the coming fiscal year. Human Services Director Micki Callahan confirmed that 730 pink slips have been sent out since July 2008.

Yet the actual cuts remain a mystery. "I will not be accepting 25 percent cuts from some departments, but from others, I will," Newsom said. "I don’t believe in across-the-board cuts."

Asked which departments he would accept 25 percent cuts from, Newsom told reporters: "You’ll find out when you read my budget."

Within days of Newsom’s statement came news of a deal between the Mayor’s Office and Service Employees International Union Local 1021, the largest city-workers union.

"The goal of this tentative agreement is to protect vital services for San Franciscans, minimize layoffs to employees, preserve the integrity of the collective bargaining agreement, and assist the city with its economic recovery," read a joint public statement.

As of press time, SEIU’s 1021’s Robert Haaland told the Guardian that the two sides are still in negotiations, but confirmed that the union is discussing giving up about $40 million over 16 months, including furloughs and other benefits.

"At the end of the day, our members recognize that they need to share the pain," Haaland said. "The idea is to save jobs and programs."

These givebacks from SEIU are part of the $90 million in concessions the city hopes to get from unions, including those that represent police, firefighters and nurses.

THE PERILS OF TWO-YEAR BUDGETING


As it becomes clear that givebacks and cuts won’t be enough to solve the city’s fiscal crisis, there is talk that the mayor wants to switch to a two-year budget process. Critics say that could represent a massive transfer of power to the Mayor’s Office, unless the Board of Supervisors also gets the power to approve the mayor’s midyear cuts.

"As it is right now, we have power through the Board of Supervisors for one month of the year," said one community organizer, who asked to remain anonymous. "The rest of the time Newsom moves his own agenda through his midyear cuts."

A summary of a March 16 Controller’s Office "budget improvement project" recommends that "the board’s add-back process should require that program restorations and enhancements be reviewed and analyzed by department staff and the board’s budget analyst;" that the "mayor and board should outreach to the general public regarding budget priorities;" and that the "city should adopt a two year budget process consistent with the city’s financial plan."

Sup. Chris Daly said he thinks this year’s grim three-year budget projections make a strong argument against a two-year budget process. "Projections are never right," said Daly, who used to chair the powerful budget committee. "Two years ago we weren’t projecting how bad it was going to be. We can’t do budgets for years out past the current fiscal year. It just doesn’t work."

Sup. David Campos, who sits on the current budget committee, said he wants to see the increased Federal Medical Assistance Percentage (FMAP) funding being provided to the city’s public health and human services departments used to restore proposed cuts, jobs, and services.

Much of the federal money will be earmarked for non-General Fund infrastructre projects at the Municipal Transporation Agency, Housing Authority, airport, and San Francisco Public Utilities Commission.

"We’re saying that if FMAP is coming in so that revenue cuts are not made in the public health area, then why not use these monies to fill gaps, replace cuts, restore funds, preserve programs?" Campos asked.

Campos also wants the mayor and the board to sit down and talk about the November ballot. "I don’t think the budget hole is going to be closed on backs of labor alone," Campos told us. "We’re focused on cuts, elimination of programs, layoffs … But why aren’t we talking about what revenue measures we are putting on the November ballot?

Chiu said he thinks Newsom is committed to some form of tax-based revenue measure. "Just as we can’t solve our budget deficit by taxing our way out of it, so we can’t solve it by cutting our way out of it either," Chiu said. "None of our tax or revenue-generating options would come close to filling 25 percent of that gap."

Noting that business is "more open to taxes that share the burden of who pays," Chiu observed that "it’s important to balance the cuts so it’s not just social services and the health department taking the burden."

It’s official: SF follows the stimpack money.

So, finally, the Mayor’s Office has launched a website to track stimpack dollars that are coming to San Francisco based on census data (formula funding), or that can be competed for locally.

So far the newly launched website breaks down the dollars by the following categories: public safety, environment, education, housing, health and human services and transportation. It’s a good start.

What the site does not do is break down the dollars according to whether they are going to create green collar jobs. Such jobs been defined by Van Jones, Obama”s new Green Collar czar, as, ” a family-supporting, career-track job that directly contributes to preserving or enhancing environmental quality.”

I realize it’s early days and the city may truly not have a handle on this crucial date yet, and I’m trying to practice what Jones, who likes metaphors involving ships, (the Amistad, the Titanic, and Noah’s Ark all get invoked in Jones The Green Collar Economy,) calls “the Noah principles.

These five principles can be summed up thus: “fewer issues, more solutions; fewer demands, more goals; fewer targets, more partners; less accusation, more confession; and less cheap patriotism, more deep patriotism.”

Onward and upward

With a statewide unemployment rate of 10.5 percent and industries crumbling, it almost seems absurd to think about making upward career moves. But an awful economy doesn’t need to equal personal unhappiness in your work life. Dena Sneider, a career counselor of 15 years and cofounder of the Bay Area Career Center (www.bayareacareercenter.com), gave us some advice on what to do to for your career in the current economic climate.

Don’t stay stuck. If you’re not content with your current job, start the process of figuring out what type of work is best for you. Can’t get yourself out of bed on a Monday morning? No excitement, energy, or engagement in your work? Sounds like it’s time to start searching for a position that will use your skills and make you happier. The economy is in turmoil, which can mean that opportunities are opening up for those keeping an eye out.

Keep perspective. If you’ve recently been laid off and need to find a job just to pay the bills, keep in mind that it’s only temporary. "Take jobs knowing exactly why you are there," says Sneider. "Be prepared for your move back into your career when the time comes."

Explore other options. "The best time to figure out what you want to do is when you are employed — you can network, take classes, or volunteer," says Sneider. Start planning for a career change several months or a few years from now. If you’re unemployed, take advantage of any opportunities you can to gain experience. Sneider often meets people who know what they don’t want, but not what they do want, and they spend time sorting through hundreds of ideas.

Think outside the box. "People who were passionate about what they did are losing careers right now and not knowing what they’ll do," says Sneider. "What people did to make a living may not be possible now, but they can find something close." Think about how your talents can be used in a different industry. Perhaps your passions can be channeled though a new outlet. Or you may find that you can revitalize rusty skills or lean new ones.

Be optimistic. "Just because finding the right job is harder now, does not mean it is not possible," Sneider reminds us. "Be optimistic — once you figure out what you want, go forward!"

Green-collar heat

GREEN CITY Local residents, workers, and businesses are anxious to learn who and what will be stimulated by the billions of dollars that President Barack Obama authorized for release when he signed the American Recovery and Reinvestment Act.

Since January 2008, unemployment in the Bay Area has risen from 4.9 percent to 8.4 percent, according to the U.S. Department of Labor Statistics, and house prices and consumer spending are down.

Despite all the anxiety, representatives from local low-income community groups hope to turn Obama’s stimulus package into an opportunity to make local government accountable for creating decent green-collar jobs. And Sups. Eric Mar, John Avalos, Sophie Maxwell, and Board President David Chiu seem happy to help further the community in this environmentally friendly cause.

Mar scheduled a March 23 hearing of the board’s Land Use and Economic Development Committee "to obtain community input on the creation of jobs, particularly green-collar jobs, in San Francisco as the city positions itself for federal investment dollars."

"The hearing was the first step toward building a grassroots coalition to hold government accountable," continued Mar, who worries that the Mayor’s Office is not sharing enough information related to the stimulus package. "Labor and community groups, not just department heads and City Hall, should be at the table."

At the hearing, representatives from the city’s Office of Economic and Workforce Development said that a substantial part of the first wave of stimulus package dollars has already been allocated, mostly to shovel-ready projects such as the Doyle Drive rebuild and massive development projects at Treasure Island and the Hunter’s Point Shipyard.

OEWD representatives also indicated that more waves of formula funding are expected, for which San Francisco must compete with other cities, and that the city’s Department of Technology is constructing a Web site to track all local money from Obama’s $787 billion package.

OEWD deputy director Jennifer Entine Matz says community-based organizations, unions, and community colleges need to work together to ensure that people are successfully brought through any work program. "In many cases, green collar jobs are existing jobs," Matz said. "If we are successful in training people with green power technology, they will be more marketable here and beyond. We can also train and modify people in existing programs."

But representatives from the Chinese Progressive Association, PODER (People Organizing to Demand Environmental and Economic Rights), and POWER (People Organizing to Win Employment Rights) expressed their belief that stimulus package funds should go to help low-income communities, not rich corporations.

"Let’s make sure we stimulate quality to make sure we stimulate the economy," said PODER’s Oscar Grande, who warned against using the funds on low-paid jobs with few advancement opportunities. He and others suggested tracking what communities receive funding. "We want to go past the green hype, the green-washing, and the green lifestyle marketing," Grande said.

Raquel Pinderhughes, an urban studies professor at San Francisco State University who helped Berkeley’s Green Business Council and Oakland’s Green Jobs Corp program, defined green-collar jobs as "blue collar jobs in green businesses.

"Green collar jobs can function to get more people out of poverty," Pinderhughes said. "They can provide living wages. They have low barriers to entry. They provide an opportunity for occupational mobility. They are inherently dignified, and they have a shortage of entry-level workers, so there is room for people."

But Pinderhughes warned that cities must link improving environmental quality to social justice to avoid creating temporary jobs and preserve industrially zoned lands for green-collar jobs. She also said that cities must fund case management services "so folks don’t quickly drop out."

The Land Use Committee has scheduled an April 6 continuation to address a plethora of outstanding issues like how much money is going to specific corporations and departments, the division of funds between public transportation and freeway projects, and how much Lennar Corp. is getting for its Hunters Point Shipyard/Candlestick Point redevelopment project.

Off the wall

It’s Saturday morning, and Michael Rosenthal Gallery is crowded — because it’s playing host to a baby shower. The current show of paintings by Terry Hoff is partly obscured by the small celebration. In one corner, Rosenthal sits on a couch. Aside from the dark circles around his eyes, you wouldn’t know that he’s caught up in perhaps the strangest of a string of recent art thefts at SF galleries.

At 3 a.m. on Friday, March 20, police notified Rosenthal that his Valencia Street space had been vandalized. Arriving at the site, he was surprised to discover that while a pair of computers, an expensive printer and scanner, and a bag of Nikon cameras were still there, four paintings from the current show by Hoff were amiss. "The first two cops [to arrive] were totally uninterested," Rosenthal says, adding that when he gave the missing works an estimated value of $40,000, the answer he received was blunt: "They said, ‘Too bad — if the paintings were valued at $50,000, everyone would be here’" (SFPD didn’t return calls for comment.)

The theft of the Hoff paintings marks the third time in the past six months that a street-level San Francisco gallery was the target of a robbery. On Oct. 15 last year, two paintings by the late Margaret Kilgallen were stolen from the SoMa space Gallery 16, which was putting on a 15-year retrospective. (Unlike the majority of the exhibition, neither Kilgallen piece was for sale.) Less than a month later, someone walked into the Mission District gallery Triple Base and took a painting by Jay Nelson from the wall.

"It’s horrible," Gallery 16 owner Griff Williams says, when asked about the Kilgallen theft. "The whole experience continues to be horrible because we haven’t settled any of this. There’s a personal sadness — Margaret wasn’t interested in the art market, and didn’t sell her work by choice in the shows we did with her. It also points to the ugly side of the way things are valued, and how insurance companies want to undervalue the work."

"People don’t know that if they steal artwork or buy stolen artwork, it has no value in the market," says Triple Base codirector Dina Pugh. "It doesn’t have value unless you have the title to the work, and the gallery is always looking for stolen pieces."

The three recent thefts, while not necessarily related, share some commonalities beyond the street-level position of the galleries. Kilgallen, Nelson, and Hoff all knew or know the San Francisco artist Barry McGee, the sole focus of a lengthy April 2008 Artforum article on the proliferation and market value of stolen artworks. (In fact, Hoff owns work by both Kilgallen and McGee.) In a 2006 issue of ANP Quarterly, Darryl Smith from the Market Street gallery the Luggage Store recounts an experience buying a piece by McGee on the street.

"[The thefts] point to all these issues that the art world deals with in terms of valuation," says Williams, whose space has been vandalized more than once without any art being stolen. "As an art project, you could take someone’s work and see what you can get for it on the street. With Barry’s [McGee’s] work, there’s a street cred to stealing it."

The theft of the Terry Hoff paintings differs from the Gallery 16 and Triple Base robberies in one crucial way: the artworks were recovered. At press time, both the San Francisco police and the individual who returned the paintings were unavailable for comment. However, at 2 a.m. March 21, Rosenthal was awakened by a call from police informing him that the Hoff paintings were recovered, albeit with some scratches and damage. "It was a whirlwind of emotions," Hoff says of the experience.

In the current market, art might not seem to have strong value. "You’re gonna sell Terry Hoff paintings on Market Street?" Williams asks, only somewhat rhetorically. Pugh has a pragmatic view of the situation. "With the economy going down the tubes, there are so many things that come along with it — violence, robbery. People are desperate, and I expect more [thefts] to happen. It’s making galleries be more cautious and vigilant."

The polluting Port

GREEN CITY Manuel Rivas is an independent truck driver working at and living near the Port of Oakland, where diesel exhaust from old idling vehicles has created a serious public health threat.

Officials have long talked about addressing the problem (see "ImPorting injustice," 7/17/07). In the meantime, however, Rivas and his twin boys — whom he has cared for alone since his wife died in a car accident 12 years ago — struggle with respiratory problems on low wages and with no health insurance.

"I’ve spent 21 years working as a truck driver. This is where I’ve spent most of my life, and I don’t have anything from it. You can see for yourself," Rivas tells the Guardian in Spanish, gesturing to his small, rundown house and showing us his empty refrigerator. "We are people, not slaves. We fuel the economy not just here in Oakland, but throughout the country."

Rivas works eight to 10 hours per day and says he takes home about $5.55 per hour after the expenses for his truck. Deregulation of the trucking industry has left drivers, many of them immigrants, as independent contractors with low wages and few benefits.

"We don’t get any vacation time," he said. "We don’t get health insurance. If we get sick, then we have to pay out of our own pockets."

And they do get sick. Diesel exhaust is a toxic air pollutant. The Coalition for Clean and Safe Ports organized an asthma screening in West Oakland last month to address problems around the Port. "Small particulates get breathed into the lower reaches of the lungs and cause irritation and inflammation, an increase in respiratory problems like asthma, chronic obstructive pulmonary disease, and a long term risk of lung cancer," said Dr. Robert Harrison, a UCSF professor who participated in the screenings.

Sandra Witt of the Alameda County Health Department said West Oakland residents are exposed to three times more diesel particulate matter than the rest of the Bay Area, thanks to the Port and nearby freeways.

"We’re driving all day, every day, and at this moment my throat is very dry and it hurts, so I take cough drops," Rivas said. He is concerned that one of his sons recently came down with bronchitis and was unable to play soccer.

Harrison says that children and the elderly are most susceptible to toxic air. "Bronchitis is one of the symptoms of respiratory problems from diesel pollution," Harrison said. One in five children in Oakland has asthma, the highest rate in California.

But treating a large population for respiratory problems is difficult. "There really isn’t any way to treat the community unless you reduce air pollution," Harrison said. "I found that the independent status of truck drivers keeps them vulnerable to health problems."

Port Commissioner Margaret Gordon, a longtime community activist before joining that body in 2007 (see "Port tack," 10/10/07), has pushed the Port to take responsibility for its contribution to the problem. "Diesel is bad in any way it comes. In trucks, trains, ships, cargo, or cabin equipment, it’s bad. But the closest thing to the people of West Oakland are the emissions from the trucks," Gordon said.

Swati Prakash of the Coalition for Clean and Safe Ports hopes that new legislation will alleviate some problems from diesel pollution. "For the first time you have state regulations coming down the pipe," Prakash told us. "The California Air Resources Board has recognized how deadly diesel pollution is."

On Jan. 1, 2010, pre-1994 trucks will not be allowed on Port land and 1994-2003 trucks must be retrofitted to reduce diesel particulate matter by 85 percent. But Rivas can’t afford a new truck, so he and other drivers are hoping to become employees of trucking companies.

The Port’s Comprehensive Truck Management Plan (CTMP), which will address diesel pollution and related issues, is now being drafted and is set to go before the commission for approval in June. Richard Sinkoff, the Port’s director of environmental programs and planning, said staff is working at an accelerated schedule because of the urgency of the issue.

"I think the board really understands that public health is a concern for all of us," Sinkoff said. "Time is always of the essence when dealing with a recognized public health issue."

When it comes to fashion, San Francisco is an interesting paradox. Bay Area designers and consumers are notoriously innovative, politically conscious, and stylishly playful. Many who grow up or study here go on to make waves on a national or international scale. And yet this city still is not considered a global style center in the way that New York, Paris, or Milan are. In recent years, even L.A. seems to be getting more attention as a legitimate fashion capital than San Francisco.

With spring (and spring fashion lines) afoot, we decided to profile some of our favorite local designers — those who, regardless of their popularity outside city limits, have decided to stay put or move here to contribute to the San Francisco fashion design dialogue. SOCIALIST STYLE

With delicate features, a smattering of transparent freckles and dark blonde hair that hangs in messy curls to her elbows, Shaye McKenney could be a model. But her approach to fashion is more altruism than narcissism. After returning from an extended sojourn that took her to India, tribal Amazon, and on many nomadic adventures in between, the Oakland native and daughter of a designer opened La Library on Guerrero Street a borrow-or-buy boutique whose purpose is to make stylish clothing available to all.

“The sense of ownership we have is not sustainable,” says McKenney, whose business model was inspired by the designer handbag rental concept seen in Sex and the City. Which is why she doesn’t just sell outright the airy white dresses, embroidered linen jumpsuits, and leather hot pants she makes from her mother’s fabric remnants. It’s passion for social change — as well as for a good pattern and great fit — that drives her. The whole point is being able to share. “We should not have to sacrifice glamour and art because of money and a bad economy.”

 

OLD-FASHIONED, FASHION FORWARD

Tucked away in a former North Beach butcher shop among towers of vintage hatboxes and fabric bolts stacked to the ceiling, custom clothier Al Ribaya is king of the cutting board. His old world tailor shop Al’s Attire makes every imaginable piece of clothing to order, paying more attention to detail than profit. “It’s a difficult thing to make money at,” he admits. “People don’t know what it takes to build something one stitch at a time.”

The other distinguishing factor about Ribaya’s shop is that he outfits people from head to toe. Using the same effort, energy, and remarkable focus, he makes everything from shoes crafted with soles of repurposed tire treads or turn-of-the-century buttons to suits, shirts, pants, jackets, skirts, and dresses. He even makes hats from suit fabric remnants. Every garment is custom labeled with the wearer’s name (alongside Al’s, of course). FORM AND FUNCTION

What if one piece of clothing could be worn seven different ways? What would happen if you took a jacket and turned it upside-down? Or backward? These are the questions that the innovative, boundary-breaking creative minds at Harputs Collective have been asking. Their answer— called the swacket —hangs beside an oversized mirror in the airy industrial Harputs Own shop. The collective members are waiting for curious customers to come and play with the architectural sweater/jacket outerwear—putting it on backward, changing the swooping collar into a hood, then flipping it upside-down and adding a belt, until the most flattering fit is found.

The studio was started in September, a serendipitous confluence of a few thoughtful designers, a retiring tailor who stocked the store with fabrics and machinery, and an established high-end retailer with such a sense of play he will dye garments from New York lines when they are past season just to see if they will sell better in indigo than white. Our favorite part? A garment that fits well and can be worn several ways is less likely to go out of style — and therefore inspires us to consume less. (Our least favorite? They declined to participate in our fashion shoot. But we love ’em anyway.)

 

FASHION PHILOSOPHY

Mi Concept‘s visionary pieces are offered as a bespoke capsule collection for people who appreciate fashion-forward, cutting-edge design — and who aren’t afraid to look like time travelers from some distant utopian future.

Before designing any piece of clothing, Dean Hutchinson, creative director of the Mi Concept, asks himself, “How do I stimulate conversation?” The purpose, Hutchinson, says, is to challenge people to think beyond fashion. It must be working: ever since Mi Concept emerged at 808 Sutter last December, conversation and buzz have followed.

Peek inside the unmarked store and you’ll find an eerie modernist sarcophagus illuminated by fluorescent tubes, where dauntingly expensive-looking clothes cling to hangers as if worn by invisible ghosts. Together the space and the clothing create a synthesis of progressive, modern design.

Hutchinson eschews classic forms in favor of postmodernist distortion, working with asymmetrical lines and deconstructed shapes, often incorporating multiple silhouettes in a single garment to create an effect that evades easy labeling in any genre. “The other day someone said it was like a marriage between Rick Owens and Jil Sander,” Hutchinson said. “That was sort of flattering. But I don’t think about fashion like that. I have an initial idea, and then it just takes on it’s own life. ECO-FRIENDLY FOR EVERYDAY

Jules Elin’s designs for women are simple and casual, without sacrificing style. The ideal wearer seems to be someone who is practical and comfortable but can appreciate the occasional coquettish detail — like a bell sleeve or a floral lining — on an otherwise unembellished piece.

While Elin is conscious of seasonal trends, there is nothing overtly “fashion-y” about her classic silhouettes: a swing coat is spruced up with extra-large buttons, a zippered jacket is adorned with a ruffled Peter Pan collar, and both are stylish without coming across as self-consciously en vogue. Elin’s pieces are made with organic cotton and get bonus points for not having to be dry-cleaned. On being called an eco-designer, Elin reflects, “I never really thought of it as being progress; I thought it was the right thing to do.”

When it comes to the designs themselves, San Francisco is always an inspiration. “There’s a lot of movement and architecture to the pieces,” she says. “But they’re also really sweet in a way that matches the demographic of this city.” And it’s Bay Area weather that determines the length of Elin’s sleeves: always long enough to be worn over the hands when it’s cold. San Franciscans are responding positively in turn, and even the dire economy hasn’t slowed the growth of her brand. “It’s just made me realize I can always work harder.”

 

CLASSIC SF DAYWEAR

When examining Turk+Taylor‘s well-edited collections of sustainable, nouveau-preppy clothes, the aesthetic appears so cohesive you could never tell that they nearly always result from a disagreement between the designers, Andrew Soernsen and Mark Lee Morris. “We fight all the time,” Soernsen proclaims. “We end up yelling.” During our interview, Soernsen and Morris often contradicted one another while answering the same questions — even the straightforward ones. “But somehow,” says Morris, “it all comes together.”

Soernsen and Morris don’t have fashion degrees. “We can’t sew. We aren’t pattern-makers.” The two designers run their business out of Soernsen’s apartment in NoPa, where boxes of samples are stacked on the floor, racks of clothes clutter every room, and eco-friendly fabrics perilously overflow from shelves and surfaces. Somehow, amid the jumble, they’ve managed to create beautiful collections of casual daywear year after year.

This year was the brand’s fifth, but neither Soernsen nor Morris has quit their day-jobs. “I don’t know how we have time to do this,” Soernsen admits. “We’re so unorganized.” The self-deprecating posturing belies the fact that they’ve grown into an influential label synonymous with San Francisco style. A perfect example? Pop into the SFMOMA store, and you’ll notice the museum tees are all by Turk+Taylor.

 

ACROSS THE POND AND INTO THE BAY

Sara Shepherd is, at heart, a contradiction: edgy London meets cuddly San Francisco. Originally from England, Shepherd moved to San Francisco to attend the Academy of Art University and stayed on to teach at the academy and create a fashion line out of her SOMA studio.

Shepherd’s Victorian menswear-inspired clothing evokes images of urban dandies and Byronic heroes, but her work is consciously feminine and innately modern. With tailoring that emphasizes shape over ornament, Shepherd draws her inspiration from classic British icons, whether fictional, like Alice in Wonderland, or real, like Elizabeth I. Despite the distant historical comparisons, her vision remains practical and wearable for San Francisco women who “know their own mind, who feel strong and confident in what they wear and who they are.” Like Elin, she’s also careful to consider San Francisco weather when designing. “There needs to be the opportunity to layer the clothes. Popular anger at obscene corporate bonuses being issued in the midst of economic collapse was directed at Wells Fargo’s offices in the SF Financial District yesterday.

Wells Fargo received a $25 billion bailout from the federal government. And while its CEO was paid $26.6 million last year, the bank’s tellers make a median wage of $10.20 per hour.

The San Francisco rally was part of a national day of action that included protests in 33 states. The crowd of around 60 people waved signs that included, “IT’S TIME FOR AN ECONOMY THAT WORKS FOR EVERYONE.”

Why doesn’t the end of stop-loss mean the end of war? The short answer is, “It’s the economy, stupid.”

That said, it was good to hear Secretary of Defense Robert Gates announce yesterday that he has approved a plan to eliminate the use of stop-loss for deploying soldiers.

“Our goal is to cut the number of those stop-lossed by 50 percent by June 2010 and to eliminate the regular use of stop-loss across the entire Army by March 2011,” Gates said, noting that the Department of Defense still retains the authority to use stop-loss under extraordinary circumstances.

Asked what he considers extraordinary circumstances, Gates told reporters, “I would say that it would be some kind of an emergency situation where we absolutely had to have somebody’s skills for a specific limited period of time.”

Asked who would make that decision, Gates said it would “probably ultimately be up to the Secretary of the Army.

Reminded that the argument for stop loss has always been, at least in public, unit cohesion, Gates told reporters that cohesion remains very important, but that retention is up, fairly significantly.

“And we are expecting the tempo of operations to be reduced over the next 18 months or so as we do draw down in Iraq,” Gates continued. “We will — as best I understand, we will be drawing down in Iraq, over the next 18 or 19 months, significantly more than we are building up in Afghanistan, in terms of the Army.”

Stop-loss, Gates added, isn’t a violation of the enlistment contract.

“But I believe that when somebody’s end date of service comes up, to hold them against their will, if you will, is just not the right thing to do,” he said.

Asked about suicides in the military, Gates observed that “About a third of the suicides are members of the military who have never deployed.What I am told is that one of the principal causes of suicide, among our men and women in uniform, is broken relationships. And it’s hard not to imagine that repeated deployments don’t have an impact on those relationships.”

To understand war by the numbers, here is a list of some of the more salient statistics:

Real set-aside reform

Whenever conservative elements within San Francisco’s political mix put forth measures that carry the moniker "good government," liberals, progressives, and those of us concerned that good government serve the people rather than the corporations should take notice.

Last year, one so-called good government measure usurped the right of four members of the Board of Supervisors to check a mayoral veto by putting a measure on the ballot at the last minute. The reform imposed a requirement that hearings be held before the supervisors put any legislation on the ballot.

Never mind that empirical evidence shows no correlation between the route to the ballot and the quality of measures; good as well as crap has made it onto the ballot and into law from all origins. Never mind that there were other ways to ensure that voter-initiated ordinances were amendable and flexible. Downtown wanted to crimp the power of the Board of Supervisors and our neighborhoods and, with the help of some progressives, succeeded.

They’re back at it again, as government grapples with revenue shortfalls caused by the second Great Depression, a depression caused by the economic policies championed by our local conservative/moderate coalition. We are seeing another effort at good government that would only benefit those who wish to destroy popular public services, to enable Reaganism, and to wipe away much of the public sector.

In order to secure a dedicated, reliable stream of funding, activists have run campaigns to create set-asides for various public programs. The earliest funded the San Francisco Symphony during the first Great Depression. Since then, programs that carry great public appeal, from the Children’s Fund to the Open Space Fund to Muni have been given set-asides by the votes.

The proposal on the table now would change the way the city handles budget set-asides, ostensibly to allow greater flexibility during tough times. It would allow the Board of Supervisors, under certain budgetary shortfall conditions, to dip into funds earmarked for particular purposes. But the result would be dangerous to the ongoing essential function of government. And the proposal would prevent the voters from solving a problem created by our City Charter — the inability to do multiyear budgeting.

What this city needs is a way for voters to express their long-term funding priorities and to hold the feet of elected officials to the fire in funding those priorities — but in a manner that accounts for the vicissitudes of the economy.

The reason the city can’t do multiyear budgeting without a Charter set aside is that any regular ordinance passed by the board and the mayor can override any other ordinance. One way to approach the problem: amend the charter to create a new class of ordinance, one that would allow for multiyear budgeting. This class of ordinance would need to be classified as a multiyear budget ordinance when proposed, and would require either a vote of the people or a super majority at the Board of Supervisors and a mayoral signature to enact.

The multiyear budgeting ordinances would govern subsequent years’ budgets and could be overridden only with a super-majority vote, and only under conditions of economic hardship. In normal times, the city could set longer-term spending priorities for projects and priorities that last longer than one budget year, as well as those areas that are important to San Franciscans year in and year out. *

House Speaker Nancy Pelosi’s letter to US Attorney General Eric Holder, seeking changes to the antitrust restrictions that govern newspapers, is a revealing document.

Pelosi states that her decision to write Holder wasn’t just prompted by the economic challenges facing the San Francisco Chronicle and other Bay Area news organizations, “but also by major news organizations across the country.”

“I am sure you agree that a strong, free and independent press is vital for our democracy,” Pelosi continues, noting how newspapers have been, “the indispensable source of public information and a check on the abuses of government and other powerful interests,” for more than two centuries.

And then she signals that the House Judiciary Subcommittee on Courts and Competition Policy, which is chaired by Rep. Hank Johnson, (D-Ga.) will soon hold a hearing and discuss the implications of newspaper survival for antitrust policy.

Pelosi acknowledges that “antitrust laws have been an essential protector of competitive choice in the newspaper business,” and that, “the antitrust laws are every bit as vital in this industry as elsewhere in the economy, and perhaps more so given the First Amendment issues that are also at stake.”

But then she asserts that she is, “confident” that the AntiTrust Division, “in assessing any concerns that any proposed mergers or other arrangements in the San Francisco area might reduce competition, will take into appropriate account, as relevant, not only the number of daily and weekly newspapers in the Bay Area, but also the other sources of news and advertising outlets available in the electronic and digital age, so that the conclusions reached reflect current market realities.”

“This is consistent with antitrust enforcement in recent years under both Republican and Democratic administrations,” Pelosi concludes. “And the result will be to allow free market forces to preserve as many news sources, as many viewpoints, and as many jobs as possible. We must ensure that our policies enable our news organizations to survive and to engage in the news gathering and analysis that the American people expect.”

Pelosi reportedly released this letter, which you can read here, after meeting with Hearst general counsel Eve Burton and Chronicle at-large editor Phil Bronstein in D.C. last week, where they discussed the future of the Chronicle as well as federal media shield legislation.

Her letter immediately fueled rumors that Dean Singleton’s MediaNews chain, which already owns the San Jose Mercury News, the Contra Costa Times and the Oakland Tribune, and Hearst, which has a one-third stake in Singleton’s non Bay Area papers, are hoping to consolidate operations.

If so, that’s doesn’t bode particularly well for newspaper workers, who have only lost jobs, suffered pay cuts and seen reduced investigative reporting under both regimes. But maybe they can use Pelosi’s letter to open up a much needed public discussion of the future of newsprint.

Ironically, that discussion is already going on within the blogosphere. And judging from the comments, some folks don’t give a toss if print newspapers die, right here, right now.

Feinstein MIA on Employee Free Choice Act

So why is Sen. Feinstein the only Democrat in the California delegation who hasn’t signed on as a cosponsor of the Employee Free Choice Act, labor’s number one priority for the year?

Curious — she supported it in 2007, and it’s exactly the same bill. I called her press office, and they promised to get back to me. Haven’t heard yet, but I’ll let you know.

Meanwhile, Steve Smith, a spokesperson for the AFL-CIO in California, told me that Feinstein “has said nothing one way or the other in public. But she was very clear in her support for the bill two years ago, and we fully expect she will support it in 2009.”

Let’s keep on eye on her, eh?

UPDATE: Feinstein’s office got back to me with this statement:

Senator Feinstein has supported the Employee Free Choice Act in the past. She is not a co-sponsor of the current bill at this point, but is considering it very carefully. She is concerned about this extraordinarily difficult economy and is taking a very serious look at the legislation.

So .. maybe she’s backsliding a bit. We’ll be watching.

Why Chronicle workers need to see Hearst’s books

Hearst and the Chronicle’s refusal to share its audited books should raise serious red flags for workers.

We all know that the economy is in bad shape and that the newspaper industry is hurting. But before Guild members vote this Saturday at the Parc 55 Hotel on whether to accept a deal that cuts 150 jobs and eliminates seniority, they should demand to see the audited records of both the Hearst and the Chron.

Back in 2005-2006, Local 4, which represent pressmen at the Chronicle, hired Peter Donahue of PBI Associates to assess allegations that the Chron and/or Hearst could not meet its obligations to the pressmen and other Chronicle employees.

To assess these claims, Donahue suggested the union should request audited financial statements for Hearst for the past ten years, audited financial statements for the Chron, and detailed statements of non-operating and operating costs, “distinguishing clearly between actual expenditures, set-asides and inter-corporate transfers” for Hearst, the Chron, SFgate and the San Francisco Newspaper Agency, for the past 10 years.

“No such information was provided by Hearst,: Donahue advised Local 4’s then President Anthony Price. “Without such information, allegations that the newspaper or the Corporation are unable to meet their obligations are unfounded, only repeat claims that the company has been unwilling and unable to support with credible evidence.”

How’s this for lowest common denominator? The first sentence of Kiyoshi Kurosawa’s Wikipedia entry explains that he is a "Japanese filmmaker best known for his many contributions to the J-horror genre." With his latest film, family drama Tokyo Sonata, particularly fresh in my mind, I’d nearly forgotten he was even part of that late-1990s trend. It’s inarguable that he made one of the best of the genre — 2001’s cult nugget Pulse, a meditation on the cold, paralyzingly lonely soul of the Internet masquerading as a sublimely creepy ghost story. Pulse is the only one of Kurosawa’s films made widely available to American popcorn-munchers, albeit in the dumbed-down form of a bastardized PG-13 remake starring Kristen Bell (tagline: "You are now infected.")

Fortunately, as the San Francisco International Asian American Film Festival program notes point out, you’ll soon be getting a chance to see the original Pulse on the big screen, where its sinister sparseness should freak out even those who’ve already watched it on DVD. SFIAAFF’s spotlight on Kurosawa, encompassing seven films (including the local premiere of Tokyo Sonata) and an in-person visit from the man himself, couldn’t have been easy to curate. His filmography stretches back to the 1970s, with pink films and yakuza films and pre-J-horror horror films. His breakthrough, at least to stateside art house patrons and festival attendees, was 1997’s Cure, a serial-killa-thrilla lacking anything resembling Hollywood-style story beats. As the New York Times marveled, "Kurosawa constructs an elaborate psychological maze and then strands us in the middle of it" — a favorite technique that echoes throughout his work.

Though the SFIAAFF program spotlights Kurosawa, in many ways it’s also the Sho Aikawa show, with the actor appearing in paired films The Revenge: A Visit from Fate and The Revenge: The Scar that Never Fades (both 1997), and Eyes of the Spider and Serpent’s Path (both 1998). The stone-faced Aikawa — also a Takashi Miike regular, having triggered the total destruction of Planet Earth at the end of 1999’s Dead or Alive, among other triumphs — is particularly moving in the later films, wherein he plays a same-named character caught up in mirror-image circumstances who is, nonetheless, decidedly not the same dude. A child is snatched and murdered, and vengeance is sought, but Kurosawa focuses on the mundane aspects of gangsterhood, with the crew in Eyes of the Spider, for example, discussing polar bears and fishing strategies during stretches of downtime.

But this ain’t no Tarantino-style crimes-‘n’-chuckles set of films. With Tokyo Sonata, Kurosawa does away with the yakuza element, along with the overtly scary stuff, though the film is so timely it’s near-eerily prophetic. The economy is the boogeyman here, as an average Japanese family fractures when Dad is laid off (and doesn’t tell Mom) and the older son decides that joining the U.S. military seems like a pretty good career option. Dinner-table calm is soon replaced by ever-bizarre and sometimes tragic events, but the hidden talents of the younger son suggest all may not be dark in the world. The end result is Kurosawa’s most fulfilling work to date, in a career that’s already delivered quite a few winners. To borrow the title of one of those films, a bright future awaits.

A D.I.Y. movie musical made for all of $15,000, indie popster-turned-scenarist/actor H.P. Mendoza and local cinematographer-turned-feature-director Richard Wong’s Colma: The Musical proved to be the little movie that could after its 2006 San Francisco International Asian American Film Festival debut. It won a limited theatrical release and critical praise, including a flattering New York Times review. After collaborating on last year’s unclassifiable (IMDB lists it as "action/drama/musical/thriller") SFIAAFF premiere Option 3, they’re back with Fruit Fly, which isn’t quite a Colma sequel but feels like one. It brings back that film’s Maribel (L.A. Renigen), this time starring as a straight newcomer wading into SF’s theater and gay-nightlife scenes while dealing with some unresolved identity issues. With 19 numbers (including "Fag Hag"), it is once again not your grandma’s (or even ABBA’s) kind of musical.

This time around Mendoza (who also plays a supporting part) is in the director-editor’s chair. But Wong’s brightly colored widescreen HD photography is once again an outstanding element. He spoke with the Guardian before Fruit Fly‘s bow as this year’s SFIAAFF Centerpiece presentation.

SFBG H.P. Mendoza directed this time, but it seems like the two of you are collaborative in most aspects of the movies you’ve made together.

RICHARD WONG I was certainly very involved in a lot of different ways. This is definitely H.P.’s movie, though. We were originally going to do something called On Sundays. Where Colma was kind of H.P.’s story, I wanted to do a movie about my family dynamic, this big, grand musical. But the economy really screwed that. We decided to use our CAAN (Center for Asian American Media) grant just to jump in and do something, [resulting in] both Option 3 and Fruit Fly.

SFBG You must have been really surprised by the exposure Colma got.

RW So much has happened since then, it’s really changed my life. I can attempt to be an actual, serious filmmaker. When we were making it, it was hard to see that as even a possibility. It was so remote. Of course all the timing was wrong with the writer’s strike and the recession, but nonetheless, I honestly still can’t quite believe it.

Spin vs. substance

Hollywood paparazzi crews are beginning to follow high-profile politicians, such as Mayor Gavin Newsom, the same way they track the likes of Britney Spears, the San Francisco Chronicle reported recently. And when a celebrity gossip photographer surreptitiously aims the lens at a political leader, the picture that emerges isn’t always flattering.

Likewise, the documents that can be extracted through public records laws — including the federal Freedom of Information Act, California Public Records Act, and San Francisco Sunshine Ordinance — don’t always paint political figures in the most favorable light.

Both end products leave the same impression of a glimpse behind the curtain — consumers feel they’re privy to the raw, unpackaged truth. But while photos may show politicians looking silly or meeting with controversial power brokers, documents show how the people’s business is being conducted. So the willingness of officials to promptly comply with requests for documents and information says a great deal about whether their public statements match their private deeds.

Nathan Ballard, Newsom’s press secretary, characterizes (through e-mail, the medium through which he insists on dealing with the Guardian) the mayor’s commitment to open government as being "as strong or stronger than any public official in this country."

But to hear some proponents of open government tell it — and in our experience here at the Guardian — the Newsom administration keeps much of the mayor’s business under wraps, leaving many info-seekers in the dark or reliant on Ballard’s spin. Responses to requests for public records tend to be delayed and incomplete, and queries directed to the mayor’s office of communications are often returned with terse, one-line e-mails that obscure more than illuminate.

Rick Knee, a longtime member of the city’s Sunshine Ordinance Task Force — the city body charged with upholding the open-government rule — says Newsom has been in violation of the Sunshine Ordinance on several occasions. "Mayor Newsom’s actual practices regarding Sunshine have been, shall we say, less than what one would desire of him," Knee says. Despite those violations, he adds, the mayor "continues to refuse to provide what remedies the task force calls for on his part."

Under Proposition 59, a state constitutional amendment that won overwhelming voter approval in 2004, the records kept by public officials are considered to be "the people’s business." In practice, however, it doesn’t always pan out that way.

For example, a group of citizens informally known as the Sunshine Posse who have made it a personal quest to improve government transparency by peppering city departments with Sunshine requests, have sounded alarm bells over the mayor’s refusal to release a more detailed daily calendar. One Sunshine Posse member began seeking more fleshed-out mayoral itineraries back in 2006, according to group member Christian Holmer, to gain an understanding of whom the mayor had met with and what had been discussed.

But he quickly ran into a slew of difficulties. "The Mayor’s Office ignored our simple request for 255 days," Holmer told the Guardian. "We sent weekly reminders to most of his staff and key members of the city attorney’s executive and government teams for months and months." After bringing the matter to the attention of the Sunshine Ordinance Task Force, Holmer says, a new set of problems cropped up. "For the Mayor’s Office, it was an ongoing tale of crashed hard drives, changing office personnel, lost documents, overt/covert confusion, and best intentions."

Nearly three years later, the scrutinizing crew remains frustrated with the results, saying the Mayor’s Office has only come forth with a watered-down schedule, called the Prop. G calendar ("scrubbed" and "virtually useless," in Holmer’s opinion), rather than the more descriptive document known as the working calendar. Many days, Newsom’s Prop. G calendar is blank, and seldom is there more than a few hours worth of activities, each one usually described in just a few words.

The Prop. G calendar seeks to comply with the minimum standards for calendars set forth in the city’s 1999 sunshine law: "The mayor … shall keep or cause to be kept a daily calendar wherein is recorded the time and place of each meeting or event attended by that official…. For meetings not otherwise publicly recorded, the calendar shall include a general statement of issues discussed."

The working calendar is a confidential document, the Mayor’s Office held in a letter responding to the Sunshine Posse’s complaint that the mayor was withholding public information. "The Mayor’s Office prepares a working calendar that is extremely detailed and accounts for his time from departure from home until his return in the evening," the letter states. "The working calendar contains not only the mayor’s meeting schedule, but also confidential information such as the officers assigned to protect him, security contact numbers, the mayor’s private schedule, details of his travel [etc.]. As with past administrations, the mayor’s staff keeps the working calendar and its contents confidential…. The computer system automatically deletes the working calendar after five days."

Despite this defense, the task force determined that the working calendar is in fact a public document that should be provided to the citizens. Doug Comstock was task force chair when the issue was heard. "We made it very clear that they have to turn over those documents," he says. "If there’s a document that’s being created using public monies and public funds, that is a more specific calendar, that’s the document that needs to be provided." Comstock also noted that it is possible for the Mayor’s Office to redact sensitive information that could pose a security risk. Nonetheless, he says, three years have passed and "the real calendar remains hidden from view."

When asked about the complaints regarding the calendar, Ballard responded, "Their criticism is baseless. We exceed far [sic] the requirements of the Sunshine Ordinance with the level of disclosure that we provide."

Erica Craven, an attorney who sits on the task force, believes there’s room for improvement on the mayor’s practices regarding sunshine. "My instinct is that there are a lot of people who work in the Mayor’s Office who are committed to open government," she says. "But there are some troubling things we’ve seen as well, such as complaints where the Mayor’s Office hasn’t sent a representative to respond to allegations. I would like to see a little bit more commitment and leadership on open government from the Mayor’s Office — I think it would set a good tone in City Hall."

In recent weeks, interest in the mayor’s schedule has intensified once again in light of the city’s financial predicament. In the face of a looming budget deficit of unprecedented size and with the economy in shambles and jobs at stake, journalists and affected citizens are seeking details about how the conundrum is being dealt with inside City Hall.

Last month, the Guardian filed a request under the Sunshine Ordinance for details on the mayor’s meetings about the budget, asking for "a list of all the labor and business leaders and supervisors that he’s met with about the budget, the dates of those meetings and how long they lasted, all documents associated with those meetings (including any agendas, communications to set up those meetings and follow-up communications after the meetings), and summaries of what was discussed at those meetings, including any outcomes or agreements."

Under the Sunshine Ordinance, such "immediate disclosure" requests are supposed be honored in two days’ time, but it took five days and a Guardian reminder for the Mayor’s Office to respond via e-mail, saying: "As you know, the Sunshine Ordinance does not require us to create documents. If you can point to a specific document that you’re seeking, I’d be happy to try and locate it for you."

Three days later, the Mayor’s Office forwarded the Prop. G calendar, which revealed that the mayor booked 7.5 hours of meetings about the budget crisis over the course of 17 days, none with labor representatives (whom Ballard said Newsom had met with). It included one-line entries disclosing whom he met with and when, but no information concerning the substance of the discussion. When the Guardian pressed for more information, the Mayor’s Office said there were no other documents associated with those meetings or any other information they were willing to provide.

Similarly, just last week, the Guardian tried to find out what the Mayor’s Office was doing about reports that Caltrain and the California High-Speed Rail Authority were balking at using the Transbay Terminal, citing technical concerns. On March 6, we asked who was working on the issue, what communications there had been with these agencies, and other basic information.

Ballard would say only that "The mayor is fully engaged in finding a comprehensive regional solution that ensures that high speed rail will come to the Transbay Terminal," and denied further requests for more substantive information.

Ballard acknowledges that the Mayor’s Office has "occasionally" been found to be in violation of the city’s Sunshine Ordinance. However, he noted, "I can’t remember a time when the Ethics Commission did not overturn a task force decision against our office. In other words, most if not all task force decisions against us have, upon review, been found to be without merit."

Actually, the chronically under-funded Ethics Commission isn’t charged with judging whether SOTF findings have merit. The SOTF is the arbiter of whether the Sunshine Ordinance was violated, but it has no enforcement authority and therefore must rely on Ethics to pursue violations — if it has the will and resources to do so.

This touches on a trend that Knee says is a fundamental challenge to upholding the Sunshine Ordinance. "If the [task force] finds that there has been a willful violation … we can refer our findings to any or all of four entities: Ethics, the Board of Supervisors, the District Attorney, and the California Attorney General," Knee explains. "At one time or another we have made referrals to any or all of those organizations. And every single time, those entities have thrown out our findings. Not one complaint we have submitted has been upheld."

To remedy this, he says, a package of proposed reforms is in the works. "We want to give the task force some teeth," he says. "We want enforcement power of our own."

Leno picks up single-payer campaign

State Sen. Mark Leno has taken on the long campaign to enact single-payer health reform in California. He’s announcing tomorrow (Wed) morning that he’s introduced SB 810, which follows (and is nearly identical to) SB 840, the landmark measure by former Sen. Sheila Kuehl that passed the Legislature and was vetoed by the governor.

The bill is remarkable in its simple premise: Everyone — consumers, businesses, government — will save money if the public sector takes over the role of providing health care from the private insurance industry. “We don’t have a health-care policy right now,” Leno told me. “We have a risk-management policy. When the private insurers talk about paying for health care, they cal lit a ‘medical loss.'”

By Leno’s estimates — and those of about every other credible analyst and study — businesses would see lower costs, individuals would pay lower premiums and the state would spend less on health care if only the insurance industry were out of the picture.

“We pay more for health care than any other industrialized country, and we get worse outcomes,” he said. “The system is broken.”

But it won’t be easy. Leno is confident that SB 810 will pass both houses of the Legislature — and that the governor will once again veto it. “And that’s why we need to make sure we elect a Democratic governor in 2010 who will promise to sign this bill in 2011,” he said. “And we need to start organizing now to defeat the referendum the insurance industry will put on the ballot in 2012 and the hundreds of millions of dollars they will spend to confuse Californians.”

In other words, it’s a long-term battle. I wonder if any of these business groups like the California Chamber of Commerce will come to their senses and recognize that this is about the most pro-business thing you could do in this state. Health-care costs are slamming small businesses, hurting our ability to compete as a state and a nation — and the entire economy of California is more important than the profits of one industry.

We shall see.

The budget crisis is getting worse, not better

Nice piece on Calitics about how the California budget crisis is by no means over. David Dayen explains how the state balanced its budget — so to speak — based on projections for tax revenue that were higher that what’s actually coming in. It looks as if the February numbers will be off by $900 million, and if the economy continues to get worse, we could be looking at ANOTHER $10 billion deficit by summer.

The same holds true for San Francisco. The mayor insists there’s no crisis, but even the numbers he used to make his mid-year cuts aren’t going to hold up. The way things are going now, the half-billion-dollar shortfall will be even bigger by the time the supervisors have to make next year’s budget balance.

It’s hard to imagine what this is going to mean. I was cautious about the Rainy Day Fund, but I think we’re going to need that money. And we’re going to need major, major new revenue sources. And we’re still going to face horrible cuts.

Mayor Newsom isn’t dealing with reality here. He needs to be preparing the city for what’s to come, and he needs to start now.

NEW YORK – Some people thought that Barack Obama’s election would turn everything around for America. Because it has not, even after the passage of a huge stimulus bill, the presentation of a new program to deal with the underlying housing problem, and several plans to stabilize the financial system, some are even beginning to blame Obama and his team.

Obama, however, inherited an economy in freefall, and could not possibly have turned things around in the short time since his inauguration. President Bush seemed like a deer caught in the headlights – paralyzed, unable to do almost anything – for months before he left office. It is a relief that the US finally has a president who can act, and what he has been doing will make a big difference.

The San Francisco Chronicle today reports (way back on its Business page) on how the recession/depression and free Internet porn sites (which often steal content from paid sites) are hurting the porn industry, which will in turn hurt San Francisco’s economy.

Among the revelations is that homegrown success story Kink.com last month laid off 13 employees and scuttled plans for some new sites after a major expansion at its San Francisco Armory headquarters just last year.

Just like the newspaper and music businesses, the porn industry will need to find ways to continue to monetize its content. Maybe the bankers aren’t the only industry that could use a government fluffer these days.

ESSAY/REVIEW There is a wry but hilarious scene near the very end of Roberto Bolaño’s novel 2666 (Farrar, Straus and Giroux; 912 pages; $30), in which a French literary critic finds a German writer, Archimboldi, lodging at what the critic calls "a home for vanished writers." After checking into a room at the large estate, the elderly vanished writer wanders the grounds, meeting with the other vanished authors, residents whom Archimboldi finds friendly but increasingly eccentric. Gradually it dawns on Archimboldi that all is not as it seems. Walking back to the entrance gate, he sees, without surprise, a sign announcing that the estate is the "Mercier Clinic and Rest Home — Neurological Center." The home for vanished writers is an insane asylum.

As we enter the Obama era, with all its promise of "change," I’ve found it impossible to read 2666 without being haunted by the memory of those who vanished into the lunatic asylum of the long George W. Bush years — not just the nameless and unlucky left to rot in the Bush administration’s secret torture cells throughout the world, but also those who disappeared right here at home. For instance, a guy I worked with a couple of years ago. One day he was training me on the job, and a week or so later he was in a federal prison, labeled a "terrorist" — which in his case meant that he edited a Web site called Stop Huntingdon Animal Cruelty.

There were other ghosts, those who vanished after refusing to speak to grand juries. They were rumored to have gone over the border, or back to the land, or who knows where, their very names now superstitiously verboten to speak out loud, lest we bring the heat down on ourselves. Now that Obama is here and everybody is eager for "change," who will remember the once-bright hopes and dreams of the generation that beat the World Trade Organization in Seattle at the dawn of this decade — the hopes that would later be chased down and gassed and beaten by riot police under cover of media blackout in the streets of Miami, St. Paul, or countless other cities? Of course, there were the suicides and overdoses, and other kinds of disappearances, different but related, too: the abandoned novels, or the guitars taken to the pawnshop. Three people in my community jumped off bridges. Only one survived. The human toll of the Bush years in my life has been enormous.

Watching the celebrations in the streets of the Mission District on election night in November, I could tell all of this was soon to be trivia. I saw a virtually all-white crowd of completely wasted people take over the intersection at 19th and Valencia, shouting "Obama!" and dancing in the street. In one way, this scene was touching: the spontaneous gathering was a product of the true feelings of human hope that people have for a better world. Yet the moment already had the scripted feel of something self-conscious or mediated, like the Pepsi ad campaign it would soon become. I had a sinking realization: those of us who have spent eight years battling the post-9/11 mantra of Everything Is Different Now were now going to soon be up against a new era of, well, Everything Is Different Now.

The narratives we tell ourselves about our country are important. Just when a Truth and Reconciliation Committee is most needed to write a detailed narrative of the Bush era’s torture, spying, illegal war, and swindling, I could already see the opportunity for that kind of change slipping away into the blackout amnesia aftermaths of the street parties taking place all across the nation. The election of a president of the United States from among the ranks of the nation’s most oppressed minorities has offered the country a new triumphant storyline. We have symbolically redeemed our sins against civilian casualties and third world workers, without too much painful self-examination. I could see that Obama’s brand of change was really so seductive because it offered a chance to change the subject.

Like Ronald Reagan, elected while the U.S. was mired in recession and post-Vietnam soul-searching, Barack Obama developed campaign narratives that made the U.S. feel good about itself again. Obama guessed correctly that national morale is low partially because we don’t want to deal with the nameless guilt we feel from the atrocities Bush and company committed in our names. Accordingly, he stated during his campaign that he would not pursue criminal prosecution of members of the Bush administration. Nor has Obama questioned the preposterous idea that we can win either a War on Terror or the war in Afghanistan. If you think about it, "Yes We Can" — his campaign’s appeal to good old American can-do spirit — isn’t far off in substance from Bush’s faith-based convictions about U.S. power. Both Bush’s crusade to make democracy flower in the desert of Iraq and Obama’s notion that the auto industry could save itself — and the planet! — with electric cars are fantasies that appeal to our sense of pride about being the richest and most powerful.

When a country that is owned by China and is getting its ass kicked simultaneously by ragged guerilla armies in two of the most impoverished and backward parts of the world keeps finding new ways to tell itself that it’s the richest and most powerful country, it is in deep trouble.

When political leaders and journalists seek to generate false narratives for our consumption and comfort, the difficult task of remembering the truth falls to literature.

Roberto Bolaño completed 2666 in 2003, shortly before he died, too poor to receive a liver transplant, at the age of 50. Born in Chile, Bolaño counted himself a member of "the generation who believed in a Latin American paradise and died in a Latin American hell," and was himself something of a vanished writer. Briefly jailed during the 1973 coup in which Gen. Augusto Pinochet overthrew the popularly elected socialist government of Salvador Allende, Bolaño wandered in exile from Mexico City to Spain, working variously as a janitor and a dishwasher, entering obscure literary competitions advertised on the backs of magazines, while his generation was consumed by Pinochet’s secret prisons and torture cells.

Fittingly, disappearance is perhaps the main action of characters in Bolaño’s works, from the vanished fascist poet and skywriter in 1996’s Distant Star (published in English by New Directions in 2004) to the entire romantic generation of doomed Mexican poets and radicals followed across the span of decades and continents to its vanishing point in a desert of crushed hopes in 1998’s The Savage Detectives (published in English by Farrar, Straus and Giroux in 2007). In 2666, the terminally ill Bolaño wrote as if in an urgent race against the moment of his own departure, unwilling to leave anything out, as if he wanted to save an entire lost underworld from banishment. Taking on every genre from detective noir to the war novel to romantic comedy in an exhilarating, nearly 1,000-page race to the finish, the book is Bolaño’s epic of the disappeared.

The periphery of 2666 teems with Bolaño’s archetypal lost and doomed, a host of minor characters including a former Black Panther leader turned barbecue cook, various Russian writers purged by Stalin during World War II, a Spanish poet living out his days in an asylum, and an acclaimed British painter who cuts off his own hand. There are the usual obscure literary critics and lost novelists, and we even briefly meet an elderly African American man who calls himself "the last Communist in Brooklyn." This last communist could speak for all of Bolaño’s lost and departed when he explains why he presses on: "Someone has to keep the cell alive."

The book’s action, however, centers upon the unsolved serial killings of hundreds of women in the fictional Mexican border city of Santa Teresa during the late 1990s, events based on real-life unsolved killings in Juarez, Mexico. The majority of the women murdered in Juarez were workers at the new factories along the border with the United States, the unregulated maquiladoras that have sprung up in the wake of the North American Free Trade Agreement.

In the book’s longest section, "The Part about the Crimes," we learn the names, one by one, of 111 of these murdered women. In terse, police-blotter language, Bolaño describes the crime scenes — the girls’ clothing, their disappearances, and the police investigators’ attempts to construct the last hours of their lives. Their bodies are discovered slashed, stabbed, bound, gagged, and always raped, in ditches, landfills, alleys, or along the side of the highway. Seen from these vantage points, Bolaño’s Santa Teresa is a disjointed place, seemingly patched together from snatches of barely remembered nightmares. Shantytowns and illegal toxic dumps spring up everywhere in "the shadow of the horizon of the maquiladoras." It is a city that is "endless," "growing by the second," a new type of urban zone in a Latin America that has become a laboratory for free trade policy experiments. It is a city made unmappable by globalization.

Bolaño clearly intends the reader to see the disappearances as the inevitable byproduct of the cheapness of life in the maquiladora economy, yet the killings also eerily evoke the disappearances in fascist 1970s Chile and Argentina. These murders are an open secret, virtually ignored by the media. Residents almost superstitiously refer to them only as "the crimes." The Santa Teresa police respond to the killings with a staggering indifference and ineptitude that might suggest complicity. The maquiladoras are ominous, hulking windowless buildings often in the center of town, not unlike the torture cells once hidden in plain sight in Buenos Aires (Bolaño even names one of them EMSA, an obvious play on Argentina’s most notorious concentration camp, ESMA), and many of the women’s bodies are discovered in an illegal garbage dump called El Chile. 2666 suggests that the unrestrained capitalism of the free-trade era is the ideological descendent of the 1970s South America state repression from which Bolaño fled, and that the killings in Santa Teresa are in part a recreation of the Pinochet-era disappearances.

While the scenes Bolaño describes are grisly, his language is clinical, the cold camera eye of the lone detective gathering evidence. The collective impact of story after story starts to accrue into its own profoundly moral force. By giving name and face to hundreds of disappeared women, Bolaño suggests that literature is a political response, a way to make wrongs right by bearing witness. While it would certainly be a mistake to read 2666 strictly as a political tract, Bolaño explicitly ties writing to justice in a rambling digression about the African slave trade. A Mexican investigator of the killings points out that it was not recorded into history if a slave ship’s human cargo perished on the way to Virginia, but that it would be huge news in colonial America if there was even a single killing in white society: "What happened to (the whites) was legible, you could say. It could be written." For Bolaño, the search for justice is partially about who can be seen in print.

At a literary conference in Seville six months before his death, Bolaño joked that his literary stock might rise posthumously. Sure enough, Bolaño the man has, ironically, vanished after his untimely death, lost in the fog of fame in the English-speaking world. Mainstream critics call his work "labyrinthine" — perhaps English-language critics’ stock adjective for Latin American writers — in a rush to "discover" a new Borges. Bolaño was a high-school dropout who bragged of discovering literature by shoplifting books. He claimed to be a former heroin addict who hung out with the FMLN in El Salvador. His genius deserves comparison to the great Borges, but it’s safe to say that, unlike Borges, a literary lapdog of Argentina’s generals, Bolaño would never have addressed the military leaders of the fascist Argentine coup as "gentlemen." Bolaño wrote without a net, over the abyss of atrocity into which his generation vanished. He did so in an effort to make a literature that recorded for all time where the bodies were buried. As a female reporter in 2666 says, "No one pays attention to these killings, but the secret of the world is hidden in them."

The dangers of believing false narratives should be evident by now. In the wake of our current financial collapse, it is now widely understood that the U.S.’s sense of itself as the richest and most powerful nation in the world has been kept artificially afloat in the recent past by the import of cheap goods and credit from China. These cheap goods are manufactured under labor and environmental conditions much like those of Bolaño’s maquiladoras — conditions we tell ourselves we would never allow here at home, yet which are vital to our economic survival. Dealings with China have, instead, spread repressive tactics in reverse back to corporations from the United States, such as when Google memorably agreed to remove all reference to the 1989 Tiananmen Square massacre from its Google China site.

There is a crucial difference between hope and self-delusion. In its dogged search for uncomfortable truth, 2666 creates a hard-won hope that is different from the way in which that word manifests on the campaign trail. It respects the hope that truth matters, that staring it down can provide the shock of self-awareness that makes real change possible.

In the meantime, there is the hope of literature itself. In 2666, Bolaño devotes a scene to one of his disappeared characters, a Spanish poet who lives out his days in an insane asylum in the countryside. The poet’s doctor — who in a classically deadpan Bolaño twist tells us he is also the poet’s biographer — reflects on the asylum the poet has vanished into. "Someday we will all finally leave (the asylum) and this noble institution will stand abandoned," he says. "But in the meantime, it is my duty to collect information, dates, names. To confirm stories." *

It’s a depression. Let’s get cracking

OPINION It’s time we called it what it is: this is a depression. And we need to figure out the politics of the new age we are entering, especially in cities, which will be the ground zero for economic hardship.

While President Obama and the media continue to use euphemisms (the "subprime mortgage collapse," "the recession," "the credit crunch") for fear of causing a panic. But the recent tsunami of lost jobs and frozen credit, coupled with the long-standing structural problems of nearly 30 years of Republican magic-of-the-marketplace economic policies — shrinking real incomes for 90 percent of Americans, an obscenely expensive healthcare system that neither businesses nor workers can afford, and an outmoded and deadly carbon-based energy system — have created a new global depression, one the experts said could never happen again.

The current global depression differs in three important ways from your grandparents’ (or great-grandparents’) depression.

First and foremost, this depression was worldwide from the start. Although made in America, the global financial capital system infected the world economy one trading day after it affected ours. Second, the Great Depression was agricultural- and industrial-based, hitting small towns and the countryside the hardest. The current depression is financial service-sector based, and will hit cities and suburbs the hardest, especially the housing, real estate ,and retail sectors. Since the nation is far more urban than it was in the 1930s, our depression will put far greater strains on our urban politics and life-supporting social services to low income people, than anything that occurred during the Great Depression. Finally and saddest, this depression comes at a time when organized labor is weak, divided, and confused.

San Francisco leaders seem unequal to the challenges confronting us. Recently Mayor Gavin Newsom has come up with the usual policies that transform a bad recession into an even greater depression: cut urban health and human services, lay off city employees, and massively accelerate speculation in condo conversions in the midst of cratering real estate values and zero mortgage lending while providing an anemic stimulus proposal for a handful of small businesses that pay their workers very little and are no longer capable of providing health care.

But in the land of the blind, the one-eyed person is king. What is the progressive answer to these mindless proposals? The usual default answers: no cuts, no layoffs — and silence on all the other issues confronting us. This simply won’t do this time. Its not about the budget, folks, it’s about the economy.

We need to start talking with each other — now — about how we rebuild a sustainable urban economy that runs on renewable energy, provides health care for our people, and houses us all. Lets get cracking. *

Daly introduces rule changes to aid struggling tenants

As the economic downturn deepens, millions in state and federal funds have been allocated to struggling homeowners who are falling behind on mortgage payments. Today, Supervisor Chris Daly will ask the Board of Supervisors to extend a life raft to another group of people who are worried about losing the roofs over their heads: tenants.

“Homeowners aren’t the only ones struggling with the financial crisis. Most San Franciscans are renters,” Daly points out. “It’s about time we do something to help tenants who are losing their homes. In this crisis, it is not appropriate for landlords to be raising rents that tenants can’t afford.”

Toward that end, Daly will introduce a “renters economic relief package” at today’s board meeting, which proposes several amendments to the city’s rent-control law. The three changes are designed to ease some of the pain for San Francisco renters, who face the pressure of rising rents even as the economy continues to slide. In 2009, the Board of Realtors projects a 7 percent rent increase for vacant units, a measure that’s looked to as a barometer for how the rental market is behaving, according to Ted Gullicksen of the San Francisco Tenants Union.
