The Board of Supervisors’ narrowly thwarted attempt to reject the Municipal Transportation Agency’s 2009-10 budget was the first in a wave of anticipated showdowns between Mayor Gavin Newsom and the progressives this summer as budget season gets underway.

The mayor appeared to win this particular showdown when the board voted 6-5 not to reject the MTA deal May 27, although the skirmish helped progressives voice their concerns over Newsom’s budget priorities. It also gave board President David Chiu the opportunity to conduct a masterful interrogation of MTA executive director Nat Ford that set the stage for Sup. John Avalos to try to place a charter amendment on the November ballot that would make MTA more accountable and accessible.

That said, the final MTA deal — which closes a $129 million deficit on the backs of Muni riders (through service cuts and fare hikes) rather than motorists (MTA governs all parking revenue) by a ratio of about 4-1 — seems to be inconsistent with San Francisco’s official "transit-first" policy.

Chiu was the first to suggest rejecting the deal when it became clear that the Mayor’s Office has been using the MTA as a backdoor ATM, authorizing $66 million in work orders for things like salaries for Newsom’s environmental aides and compensating the police department for vaguely defined security services.

The practice made a mockery of Prop. A., which voters approved in 2007 to increase funding to Muni by $26 million annually. But since then, work orders from unrelated city departments, including the police and Newsom’s 311 call center, had increased by $32 million.

"If people have to pay more for less, they will stop taking Muni," Chiu said at the May 6 Budget Committee hearing on the MTA budget.

Sup. David Campos also took issue with the work orders and service cuts. "Whatever money riders of Muni pay into the system should be used for public transportation," Campos said.

In the end, Chiu got the agency to trim $10 million from its budget, restore $8.6 million in proposed Muni service cuts, and delay the increases that seniors, youth, and the disabled will pay for fast passes. In exchange the board voted 6-5 May 12 to drop its MTA’s budget challenge, allowing fares to increase to $2 and for services to be reduced. Sups. Campos, Avalos, Ross Mirkarimi, Chris Daly, and Eric Mar dissented.

"We needed to work this out so we can move forward on the myriad issues before us," Chiu said.

But led by Avalos, who chairs the board’s powerful Budget and Finance Committee, the progressives revived the issue the next day. "Given our grave economic crisis, we owe it to seniors, youth, and other low-income Muni riders to come up with a better budget, one that ensures Muni accessibility and accountability," Avalos said.

Instead of increasing fares and cutting services, Avalos suggested that the MTA extend meter hours to evenings and Sundays. For a moment, it looked as if the progressives would be able to muster the seven votes needed to reject the deal. Ultimately Chiu, Sophie Maxwell, and the other MTA budget opponents stuck to the deal, which was reapproved May 27.

But the episode underscores why Avalos wants to reform the composition of the MTA board. Currently the mayor appoints all seven members. The only thing the supervisors can do is confirm or reject his nominations.

The mayor also appoints MTA’s executive director. Under Newsom, Ford was hired to the post for $316,000 annually, making him the city’s highest paid employee and someone who feels accountable to the mayor. "In all the cities, the mayor takes the heat for the transit system," Ford told the Guardian when challenged on his agency’s seeming lack of independence.

But under Avalos’ amendment, the mayor and the Board of Supervisors would each nominate three board commissioners while voters would elect the seventh. "The new MTA board composition will create greater checks and balances and also ensure that the MTA director is not solely accountable to one person, but to a board that is more representative of the city and county of San Francisco," Avalos said.

MTA now faces an additional $10 to $16 million deficit, thanks to union negotiations and fears that the state will raid city property tax and gas tax coffers. But as part of his budget deal with Chiu, Ford promised that the agency would study extending parking meter enforcement hours to close the gap.

Confirming that the agency dropped a $9 million a year proposal to extend meter hours citywide after receiving input from merchants, Ford said that "we’ll clearly have to revisit parking. We’ll be looking at how to administer extended meter hours, and how that impacts churches if we do it Sundays. But we are sitting here with a structural deficit that’s been going on for decades. We need to figure out the revenue streams we need to enhance the system."

Campos thought that a progressive Board of Supervisors should have gotten a better MTA budget. "As Sup. John Avalos and I pointed out, there’s almost nothing different between this budget and what was presented last week," Campos said. "I think it’s an illustration of how it is not enough to have power. You have to be willing to use it."

But Chiu defended his deal as a necessary way out of the board conflict with Newsom’s office. "Nat Ford has committed publicly and privately that he will propose meter hour change. And MTA Board President Tom Nolan has committed that he will ensure that car owners pick up more of the burden, and that if the budget gets worse, the additional problems won’t be balanced on the backs of Muni riders, which was not something we heard last week," Chiu said.

Avalos was less sanguine: "It was a clear moment for the Board of Supervisors to support transit-first and the city’s most vulnerable residents."

But he felt that concerns about the deal, and the realization that Newsom is an increasingly absent mayor, will help voters see the need for MTA reform.

"There wasn’t a single MTA commissioner or director accessible or accountable to the greater part of San Francisco. But they were responsive to Room 200, the Mayor’s Office," Avalos said. "Clearly, we need greater checks and balances."

Mirkarimi observed how, when faced with a crisis, people make practical decisions. "What gets lost when we are in crisis mode is our larger objective," he said. "We are a transit-first city that has strong climate change legislation, and Mayor Gavin Newsom is constantly campaigning on green issues. So it’s counterintuitive for us to broker an MTA budget on the backs of Muni riders and not understand that this deal could diminish that ridership."

But MTA spokesperson Judson True believes that what got lost in the discussion is that, as a result of Proposition A, the agency adopted a two-year budget that slapped drivers with increased rates and fees in 2008 while Muni riders and services were mostly spared.

Things changed, True said, when the economy tanked in 2008 and the MTA was left facing an unprecedented deficit. "At that point we reopened the budget and put everything on the table," True said.

Either way, Chiu has been urging supervisors to move on and focus on the next big thing: the mayor’s budget. "There’s a half-billion dollar hole in this budget," Chiu said last week. "It’ll make this debate look like child’s play."

Examiner denies climate change

I’ve learned to have low expectations of editorials in the San Francisco Examiner, which endorsed John McCain for president and seems to always reflect the right-wing extremism of the paper’s Denver-based owner Phil Anschutz. But today’s editorial, which questions whether climate change is happening, is a new low.

In “Cap-and-trade scheme will wreck economy,” the paper refers to how some people believe burning fossil fuels is “allegedly” causing global warming and writes, “The problem for such advocates, however, is that Earth average temperatures have been declining for the last decade, and a fast-growing number of climate and other scientists now question the root idea of a global warming crisis.”

That statement is a lie. It is the opposite of truth, and not simply a matter of opinion or perspective, but a ridiculous and calculated effort to fool readers (I’m waiting for a response from Executive Editor Jim Pimentel and Managing Editor Deirdre Hussey and will add it to comments if I hear back from them).

Global temperatures in the last decade are some of the hottest on record, which is why the polar ice caps are melting. And the scientific community – real scientists, not those who work for industry or right-wing think tanks – is united (as much as scientists ever are about anything) in its belief in climate change and its connection to excessive carbon output.

It’s so clear that even George W. Bush and most Republicans believe it. Even the oil companies, the biggest single cause of global warming and the industry that will be hit hardest as we combat it, run ads acknowledging that it’s happening. But the Examiner appears to be the last holdout. Wow.

Historic proportions

GREEN CITY "110 The Embarcadero" is the stately address of a building that doesn’t exist yet. But the battle that continues to be waged over this proposed development, along with skirmishes that are brewing over other proposed buildings nearby, speaks volumes about a complicated tug-of-war that is emerging over a prominent slice of the city’s northern waterfront.

Preservationists are concerned about saving a union hall on Steuart Street that housed the International Longshoremen’s Association during the strike of 1934, which would be razed to build 110 The Embarcadero. That’s one of a number of historic properties critics say could face the wrecking ball as new building plans are drafted. Other proposals, among them 8 Washington and 555 Washington, have neighborhood activists anxious about long skyscraper shadows that could be cast on public parks, the development pressure that would result from allowing skyscrapers to exceed height limits, and views of the bay that would be enhanced from inside luxury high rises but blocked to others.

On the other side of the coin, building-trades union members increasingly desperate for work are fervently advocating for new construction projects that would open the spigot on jobs. And the Port of San Francisco hopes development money will help cover its huge infrastructure backlog.

Meanwhile a report released in early April by the Bay Conservation and Development Commission noted that the waterfront stretch from Pier 35 to the Bay Bridge is one of the most vulnerable to sea-level rise. As plans for this part of the Embarcadero are hashed out in public hearings and architects’ sketches, a new reality must be factored into the mix: some of that land could soon be underwater.

MISSING HISTORY


110 The Embarcadero initially won praise for its goal of attaining the highest certification level for nationwide green-building standards. Sponsored by Hines Interests, it was a shining example of ecodesign that even featured living vines climbing the sides. Even though it would shoot 40 percent above the allowable height limit of 84 feet, the San Francisco Planning Commission gave it a green light.

Enthusiasm waned, however, when historic preservationists pointed out that the building slated for demolition — 113 Steuart St. — was an ILA labor hall during the famous maritime strike of 1934, which erupted into violence after two union members were gunned down by police and led to a four-day general strike that paralyzed the city. "Harry Bridges rose to fame in this building," says architectural historian Bradley Weidmeier, referring to the famous labor leader. "Labor historians from around the country are going to be blocking this."

Hines hired a leading historic architecture firm, Page & Turnbull, to conduct a historic assessment of that building as part of the planning process. Yet the initial report neglected to mention anything about the building being at the center of a profound moment in San Francisco’s labor history.

Former Board of Supervisors president Aaron Peskin, an opponent of the project, says the gaps in information weren’t hard to miss. "The fact that it was ground zero for bloody Thursday, that it was ground zero for the general strike … that people were shot in front of there, that their bodies lay inside. You want to know how we found that out? We got it online," Peskin said.

Page & Turnbull later submitted an addendum, including historic photos depicting people crowding into the two-story building to pay respects to the slain union members. The firm acknowledged its historic significance this time, but asserted that the now-empty building had undergone too many retrofits to comply with historic landmark requirements.

This, too, was challenged by project opponents. "You can look at pictures of dead people laying there on the sidewalk with that building in the background, and look at it today, and godammit, it’s pretty much the same building," Peskin says.

The Board of Supervisors in mid-March approved an appeal of the project and instructed city planners to prepare an environmental impact report. Ralph Schoenman, a preservation advocate who says he met with board members about the project, told us that "members of the board were plainly shocked by finding out that the historic report was so flawed and untrue."

That feeling may have lingered for some at the April 21 bard meeting when Supervisors voted 7-4 to reject Mayor Gavin Newsom’s nomination of Ruth Todd, a Page & Turnbull principal, to the city’s Historic Preservation Commission.

WHOSE WATERFRONT?


Though the project has been stalled, the issues it stirred are gaining momentum. The picture of what this stretch of the Embarcadero could look like is shaping up to be quite different from developers’ gauzy artistic renderings. Sue Hestor, a land-use lawyer, is a driving force behind a community-led meeting scheduled for June 24 at the headquarters of International Longshore and Warehouse Union Local 34 (the successor to ILA) to initiate a new approach to development along the western edge of the Embarcadero.

"Threatened demolition of the 1934 Waterfront Strike headquarters at 113 Steuart has pulled us together," Hestor wrote in a widely disseminated e-mail. "The community will proactively start defining changes we want. No more waiting for a developer proposal, then meekly responding. The community gets to define how the city should look … along the northeast waterfront. When you start at the Embarcadero it is possible to weave in so many areas, so many neighborhoods, so much of our political and immigrant and labor history."

ILWU members are joining with preservationists in the effort to preserve 113 Steuart. "We are at a historic moment when working people are under unprecedented attack," a team of six Local 34 leaders wrote in a recent statement opposing the demolition. "That living history is a prologue to our struggles of the future."

Not all labor unions agree. At a picket staged by San Francisco’s Building and Construction Trades Council outside a Democratic Party luncheon April 21, protesters carried a few flew signs reading "How can we feed our kids with history?" The signs referenced the city’s Historic Preservation Commission, but the same question might be asked of 110 The Embarcadero, which was favored by building-trade workers.

Neighborhood groups are also worried because the construction of the two proposed 84-foot condominium towers at 8 Washington could cause the adjacent Golden Gateway Tennis and Swim Club to lose half its facility. "Six hundred to 700 kids come every summer to learn to swim and to play tennis," Club director Lee Radner says. "To us, it’s just a matter of the developer not considering the moral issues of the neighborhood club that has given so much to the community." Friends of Golden Gateway (FOGG), which formed to preserve the club in the face of development, has hired Hestor as its attorney.

Because the development would be partially built on a surface parking lot controlled by the Port Commission, a parcel held to be in the public trust under state law, developers proposed a land-swap to get around provisions prohibiting residential uses in those parcels. Renee Dunn, a spokesperson for the Port Commission, noted that the Port’s annual revenues total $65 million, while the amount that would be needed for repairs and maintenance of its century-old infrastructure is almost $2 billion. In general, "Public-private developments provide the dollars needed to make improvements," she told us.

In the wake of concerns about 8 Washington, Board of Supervisors President David Chiu sent a letter to the Port Commission requesting an update to the waterfront plan for that area. "Concerns are currently being raised regarding the proposed development … and the future development of seawall lots along the northern waterfront, and I share many of these concerns," Chiu wrote. In response, the Port agreed to conduct a six-to-eight month focus study for those seawall lots.

Meanwhile, a quietly growing problem may mean that plans for this stretch of the Embarcadero will get more complicated. A report released in early April by the Bay Conservation and Development Commission predicts a 16-inch rise in the level of the San Francisco Bay by 2050, and a 55-inch rise by 2100, based on data from the Intergovernmental Panel on Climate Change. Along San Francisco’s waterfront, the most vulnerable area will be from Pier 35 to the Bay Bridge, the report found. "Sea-level rise has been linear, and it’s continuing, and we expect that based on what we know about climate change, it will accelerate," notes Joe LaClair of BCDC. In the event of storm surges, he adds, "we will have to find a way to protect the financial district from inundation."

As local governments begin to get up to speed on mitigating the effects of climate change, new questions — beyond developers’ plans vs. neighborhood input — will have to come into play. One that BCDC plans to tackle in coming months, LaClair notes, is: "What does resilient shoreline development look like?" It’s a good one to start asking now.

As the window of opportunity for averting the worst-case global warming scenarios narrows, wise use of energy seems increasingly urgent. So millions of dollars in state and federal funding and significant contributions from utility customers are devoted each year to improving energy efficiency in California.

It’s a crucial program designed to reduce consumption and planet-damaging emissions and eliminate the need for new fossil-fuel burning power plants. Yet the state’s energy-efficiency programs are often run by investor-owned utility companies, such as Pacific Gas & Electric, that have been missing efficiency targets yet demanding ever more public money anyway.

Critics say the programs would yield more energy savings on the dollar if local governments or nonprofits were in charge. The utilities have not only fought to maintain control of these programs, they’re now seeking even more taxpayer money by trying to claim federal economic stimulus funds.

Meanwhile, the San Francisco Public Utilities Commission is engaged in a long, slow process of rolling out an ambitious community choice aggregation (CCA) program, Clean Power SF, which would utilize 50 percent renewable energy and promote green technologies in the city.

While state law guarantees that energy-efficiency funding generated by San Franciscans could be funneled into Clean Power SF, it isn’t likely to happen without a fight from the state’s most powerful utility.

AN ‘A’ FOR EFFORT


Although PG&E and other utilities are entrusted with millions in ratepayers’ money to promote energy efficiency, independent analysis demonstrates that they’ve had limited success. But last December, they garnered rich rewards anyway, at ratepayers’ expense.

In 2007, the California Public Utilities Commission adopted a system to encourage utilities to strive for high energy efficiency standards. Utilities could receive hearty payouts for achieving a certain threshold of energy savings, the commission decided. Conversely, if the companies failed miserably, they’d be slapped with penalty fees. Rather than take the utilities’ word for it, the CPUC directed its Energy Division to inspect the companies’ energy efficiency program performance and report on it each year.

About a third of the funding for these programs is amassed with a mandatory fee on every ratepayer’s monthly energy bill, called the Public Goods Charge. This is combined with a second pot of ratepayer money and collected by utilities to fund initiatives such as rebates, light-bulb discounts, energy retrofits, and consumer-education drives. The program budget for all the utilities from 2006 through 2008 was around $2 billion. For the 2009 to 2011 program, the utilities are collectively seeking closer to $4 billion.

Last December, based on the utilities’ own claims that they’d hit the targets for the 2006 — 2007 program, the CPUC handed over nearly $82 million in incentive payments — with some $41 million going to PG&E. The commission accepted the utilities’ claims because the Energy Division’s verification report was behind schedule, and the utilities argued that this delay would postpone their payments and thus undermine the whole incentive.

At the same time, the commission noted, "We have profound concerns that accepting the [utilities’] proposal … would subject ratepayers to significant risk of overpayment." In an attempt to strike a balance, the CPUC voted to award $82 million rather than the $152.7 million that the utilities claimed they were owed.

But the independent report, which was finally released two months later, concluded that PG&E and two other utilities shouldn’t have been entitled to any incentive payments at all. Based on this analysis, they’d missed the targets.

The move drew criticism from groups like The Utilities Reform Network (TURN), Women’s Energy Matters, and the California Public Utilities Commission’s Division of Ratepayer Advocates, which charged that investor-owned utilities are more concerned about the payouts they receive for running these programs than maximizing energy savings.

"They didn’t seem troubled by the fact that they hadn’t met the goals. They were only troubled by the fact that they weren’t going to get the financial reward," said Mindy Spatt, communications director for the Utility Reform Network (TURN). "I suppose there’s a message in there about just how seriously they take energy efficiency."

Loretta Lynch, a former CPUC commissioner, told the Guardian that she’d been watching the proceedings closely. "They had already promised Wall Street they were going to get this money, and so they had to meet Wall Street’s expectations regardless of whether or not they met the technical requirements of the program," Lynch said.

The CPUC’s Division of Ratepayer Advocates opposed the decision to award the incentive money. "[The utilities] are being rewarded for something they say they’ve done, but that independent analysis shows they just didn’t do," DRA Regulatory Analyst Thomas Roberts told the Guardian. "It’s like rewarding a student for getting a D."

Part of the problem is that PG&E’s program relied heavily on giving away compact-fluorescent light bulbs, and then the utility inflated estimates for how much energy savings they would provide and how long they would last. In other words, CFLs are a good first step to energy conservation, but not enough to make the greatest strides in reducing demand.

Roberts also said PG&E often delivered the bulbs to what he called "free riders," or people who would’ve made the switch on their own. TURN once discovered a box of light bulbs posted on eBay by some crafty entrepreneurs who had purchased them at a discount, courtesy of PG&E. At that point, the bulbs could have wound up anywhere in the country, Spatt points out, instead of reducing electricity demand in California.

"There is no clear connection that we are not building new power plants due to energy efficiency programs," said Cheryl Cox, senior policy analyst and project manager for energy efficiency at the CPUC’s Division of Ratepayer Advocates. "And we do not appear to be on track to achieve long-term, persistent energy savings. Given the dependence of energy efficiency portfolios on short-term savings like lighting, it appears that the utilities would have to spend additional dollars to play catch-up — yet they persist on proposing the same old, non-progressive, CFL programs."

WHO’S IN CHARGE OF YOUR SURCHARGE?


For some, the incentive payouts provided new fuel for a longstanding argument that utilities shouldn’t be in charge of administering state-mandated energy efficiency programs in the first place. Barbara George, executive director of Women’s Energy Matters, points out that states with financially disinterested third parties managing energy efficiency measures tend to be more careful with the money they’re granted, resulting in more energy savings per dollar.

She points to a report completed by analyst Richard Estevez, which ranked 37 statewide energy efficiency programs by cost-effectiveness. "Non-utility implemented programs make up 18 out of the top 20 rankings; utility-implemented programs make up 15 out of the 17 poorest rankings," that report concludes.

Under the current system, "PG&E makes a profit on every dollar," says Lynch. "In addition, all of PG&E’s costs are covered. Then, of course, all the subcontractors’ costs are covered too, so it gets down to only 50 or 60 cents of every dollar that is actually going into programs. The rest of the money is going into PG&E’s profit, PG&E’s overhead, and the subcontractors’ overhead. Not surprisingly, if you’re a nonprofit or a government, you’re doing that service directly at no profit and lower administrative costs."

Paul Fenn, a consultant to Clean Power SF, sounds a similar note. In his view, PG&E "doesn’t want to reduce energy consumption. Why? Because every year, they go to their shareholders and they predict next year’s load growth. That’s their business. They burn gas, and they sell power. They’re a gas and electric company. The idea that a gas and electric company could be adequately incented to reduce their sales is naïve."

Fenn is the founder of Local Power, Inc. and the author of Assembly Bill 117 — a state bill passed in 2002 under the sponsorship of then-Assembly Member Carole Migden that allows municipalities to set up community choice aggregation programs. Local Power has been a key player in San Francisco’s own embryonic CCA.

AB 117 also gave cities the option to gain control of Public Goods Charge funds generated by their own ratepayers. In SF, that would mean funneling roughly $18 million annually into Clean Power SF’s energy efficiency budget.

Sup. Ross Mirkarimi, who chairs a committee overseeing the CCA implementation, told the Guardian he supports the idea. But he warned that the city probably wouldn’t be able to wrest the funding away from PG&E without a fight. "It’s completely appropriate for city government to be in charge of those funds," he says. "PG&E shouldn’t be in the driver’s seat with all that money anyway."

San Francisco is already hailed as a green city, but Clean Power SF, which has renewable energy as its centerpiece, would set a new standard for what cities can do to address climate change. The plan calls for 50 percent renewable energy, compared with PG&E’s energy mix of 11 to 12 percent renewable power. The SFPUC is slated to present CCA program plans to the state next year.

SFPUC’s Michael Campbell, the CCA program director, rejects the idea of going after Public Goods Charge funds just yet. "It’s premature to do that now," Campbell says. "About one-third of the energy efficiency dollars that PG&E collects … come from Public Goods Charge, and the other two-thirds are charges associated with procurement portions of customers’ bills. If a CCA were formed … to have an equal amount of dollars, we would need to have additional charges to CCA customers that would be associated with the energy portion of their bill."

Yet Fenn said applying to administer those funds is long overdue. Not knowing whether that $18 million is in place every year could derail the CCA bidding process, Fenn argues, since it would be difficult for prospective power suppliers to draft a plan if they lack clarity on the program budget.

The other problem, Fenn said, is that without the energy-efficiency funds, it would be harder for the city’s CCA to get its rates down low enough to compete with PG&E. Given the CCA is required to beat PG&E rates, it could make or break the success of the project.

"Energy efficiency is the cheapest resource," Fenn said. "It helps the economic feasibility of the portfolio by creating surplus revenue. If you’re just doing green supply, and not green load reduction, it’s going to be really hard not to pay more than PG&E."

BROUGHT TO YOU BY PG&E


While Clean Power SF lags, energy efficiency programs are percoutf8g throughout the city — usually touted by Mayor Gavin Newsom and funded through public-private partnerships with PG&E.

In a recent post on TriplePundit.com, Newsom announced the creation of an Existing Buildings Efficiency Task Force — composed of landlords, developers, PG&E, and other downtown interests — tasked with greening buildings and creating green jobs.

"The Task Force builds upon a great deal of work we’re doing already — taking full advantage of the $7 [million] to $11 million provided in energy efficiency block grants by the federal stimulus, leveraging our ongoing … partnership with PG&E, and working with private partners to create a San Francisco Clean Energy Fund," Newsom wrote.

A recent initiative to install energy efficient streetlights in the Tenderloin is the result of another PG&E partnership. While there’s no doubt that these programs will have positive results, they also serve to further entrench PG&E into citywide green initiatives, which render it more difficult for Clean Power SF to gain footing further down the road.

With federal stimulus money flowing into state coffers, the utilities are back at the table, recommending to the CPUC that some of the federal funding go into their existing energy-efficiency programs. "We believe that the Recovery Act or ARRA funds should work in conjunction with [investor-owned utility] programs to minimize potential customer confusion and leverage the success we have had with the programs," Marc Gaines, a representative for the state’s four investor-owned utilities, said during a recent All-Party CPUC meeting to discuss the stimulus funds. "Rather than competing with the programs, we would like to use ARRA funding to supplement existing energy efficiency [and other] programs."

Not so fast, countered George, who stood up to speak during the meeting. "We have to worry about if these funds are commingled with current programs, are the utilities going to rake off profits?" she wondered. A LAFCo “milestone” at today’s Board meeting

At meetings of the Local Agency Formation Commission, it’s all too common to hear concerns that the whole Community Choice Aggregation program endeavor is moving along at a snail pace. At today’s Board of Supervisors meeting, there will be vote on whether to approve two new LAFCo staff positions, which could jump start CCA. But is there enough support for eight votes, which would ensure that the decision could withstand a veto? And will Supervisor Sophie Maxwell, who voted against it at the last meeting but for it at a committee meeting the day before, stick with her ‘no’ vote?

LAFCo plays an advisory role in the implementation of San Francisco’s CCA program, which would allow the city to combine electricity needs of residents and businesses into a citywide electricity buyers’ program. Administered by the San Francisco Public Utilities Commission, the plan includes ambitious targets for clean and renewable-energy generation.

But the process of getting such a massive project off the ground has been fraught with delay, and it’s not uncommon for citizens to get up during the public comment session at LAFCo meetings to voice their anxiety that an environment threatened by climate change can’t afford to wait any longer.

I’ve heard about a fortuneteller with a tarot deck and a dead fish. I can smell the fish, but I’m daunted by the line in front of the curtain, so I wander into another room and stand before a terrycloth sculpture of some tropical beach getaway. It looks a little like a desert nomad’s tent in Technicolor, and comes fronted by an immobile bare-shouldered woman in vertical repose, cast like a caryatid and basking in cat-eye shades under some imagined equatorial sun for, I’m told, hours on end.

I try not to stare at her beach towel, which not only conforms to her shape but also a life-size photorealistic representation of what you imagine to be the body underneath. Somebody finally offers her a color-appropriate drink through a straw as my eyes dart over to a bedroom scene of vaguely subconscious associations: an inanimate, incongruous couple pokes out from under a duvet, the whole scene partially obscured by a murky plastic curtain on which a playfully frenetic lightshow dances. Titled Sea of Dreams and fashioned by Joegh Bullock — landlord and Anon Gallery proprietor, in addition to being one of more than 20 artists with work on display here tonight — it stands just to the left of a DJ booth, and attracts a group of costumed art lovers who also break into dance.

Taking in Unseen/Unsaid, as this one-off evening of curated art and performance is called, is a lot like trying to take in the history of the Climate Theater itself, full of blurring boundaries and strange echoes. In some ways it’s as labyrinthine as the floor plan of the former bordering house at Ninth and Folsom streets whose second floor contains the theater, its offices, and Anon Gallery. Branching out in several directions at once, it also stitches together the fringe arts, tech, and underground party scenes of the mid-1980s to those of the present.

Next year the Climate turns 25, an impressive run for any theater, and probably a better occasion than just now to trace this one’s full baroque lineage. Suffice it to say that the Climate Gallery, as it was originally known, was an accidental theater started by artists who, by their own admission, had no background or even interest in theater per se. But in opening its doors in 1985 to Nina Wise, who had recently lost a performance space, it quickly became a vital scene and vibrant avenue for some of the most dynamic and promising crossover and experimental work around.

In the last year and a half, as a result of a spurt of new energy via new management — as well as a larger recrudescence, if you will, of some of the old SoMa arts scene of the ’80s — the Climate has been looking pretty spry for a decades-old theater. Granted, this is happening at a time of supreme social and economic uncertainty. But what’s particularly striking about this fresh whirl of eclectic programming, as well as some wider neighborhood networking, is how naturally it harks back to the early history of the quirky black box, founded by artists and famed trend-setting party impresarios Bullock and Marcia Crosby — also founders, with Mark Petrakis, of the famed Glashaus parties of the ’90s and the still-influential Anon Salons. The current vibrant and dedicated bustle on this little corner of the city frankly inclines one to wax wise: do not the biggest downpours also give rise to the most unexpected blooms?

NOW PLAYING: THE GREAT DEPRESSION II?


Then again, a few months ago Great Depression II: the Reckoning was just the big coming unattraction. By now it has officially hit theaters, and already set more than one teetering. Most dramatic cases so far: the Magic Theater — whose recent close shave with the bill collectors put in jeopardy the rest of the current season before a massive donor campaign was launched — and Shakespeare Santa Cruz, which underwent a similar, narrowly averted disaster. If this can happen to established, midsize institutions, what of the little guy? And with funding for the arts promising to be an even shakier proposition than usual — $50 mil in the stimulus bill notwithstanding — it’s small wonder that GDII is the inevitable topic of conversation in theater circles.

Climate Theater artistic director Jessica Heidt, however, is talking to me about sloths. We’re parked at a table outside Brainwash, a couple blocks east of Climate, and it’s becoming clear she admires them. "There’s this theory," she says, "that the reason sloths are so sedentary and stay in one tree is that they then fertilize their tree."

I wait for the relevance of this remark to wash over me. I had thought we were discussing the Climate.

"I’m really interested in being rooted in the neighborhood that you’re living in," she continues. "So you can fertilize what’s around you and have a more symbiotic relationship."

Heidt took over Climate in September 2007, shortly after leaving her associate artistic director position at the Magic. Since then, and true to her words on symbiosis, she has been strengthening the theater’s area ties. Recently she banded together with colleagues from other small neighborhood theaters and dance venues under the banner of the newly formed SOMA Culture Coalition, organizing the first theater crawl between the Garage, Boxcar Theater, and Climate.

Meanwhile, Heidt has been coordinating some theater and dinner packages with Climate’s downstairs neighbor, the Medici Lounge. Then there are the collaborations she’s facilitating between Climate artists and neighborhood organizations. She describes one involving women in the penal system based out of the women’s re-entry program on Bryant Street. "That’s been key with the resident artist program," she says, "figuring out partnerships for my eight resident artists to go work with social service organizations, specifically in this neighborhood, where they can give back a little bit — the sloth theory."

THE BIGGEST LITTLE THEATER IN SAN FRANCISCO


So much sprang from the Climate’s operation in the 1980s and ’90s that the outfit was soon labeled "the biggest little theater in San Francisco." And no wonder, since the space managed to be at the precise center of some mighty major trends. Tapped into the local vanguard geek scene of the burgeoning tech industry, for instance, Climate opened the country’s first Internet-wired restaurant-bar downstairs, the Icon Byte Bar and Grill. Meanwhile, the same confluence of art-types and venturesome techies spurred on new social networking strategies, including the earliest version of ex-Climate board member Craig Newmark’s ever-expanding online message board.

In the performance world, Climate helped spawn the storied Solo Mio Festival in 1990, a jaw-dropping who’s who of the form — which enjoyed a real vogue as the most promising segue out of a performance art shtick everyone was getting pretty bored with. Solo Mio’s principal curator was also, as it happens, its second performer, after Wise, to grace the Climate’s new stage in 1985: former SF denizen Bill Talen, a.k.a. Reverend Billy, followed by a runaway hit that solidified Climate’s new status as a serious alternative venue, "avant-vaudevillian" Helen Shumaker’s turn as Mona Rogers in Person, which ended up ensconced off-Broadway. One could go on. There was the international avant-puppetry performance showcase Festival Fantochio …

Climate worked with the hand they were dealt: once, Winston Tong, one "performance art crossover guy" who sparked Fantochio, was stabbed onstage. "Suddenly there was this big blood-spurting thing that we knew wasn’t special effects," remembers Crosby with a cringe. Soon afterward she discovered, while putting up flyers for the show, that the accident had helped them in the all-mighty word-of-mouth department. "’Is that the show where somebody got stabbed?’ they asked. I said, ‘Yeah, you should see it.’ They went, ‘Yeaaah!’<0x2009>"

Bullock — while still a practicing artist and one of the biggest events presenters around, associated with everything from the Sea of Dreams NYE parties to the SF Burning Man events, Decompression, and Flambé Lounge — notes wryly that these days he’s not always recognized when he strays from Anon to the other side of the building. In truth, his and Crosby’s involvement with the theater side of Climate is limited. "I’m still a board member, and I’m still sub-landlord of this space," he says. "But I don’t have much to say about the programming."

The theater itself is the Climate’s second incarnation — after a progressively overtaxed Bullock and Crosby finally decided to hang up their theater hats and vacate the storefront space at 252 Ninth St. in the late ’90s — and it’s the handiwork of magician, actor, showman, and impresario Paul Nathan of Dark Kabaret — a lavishly popular event that has served in part, like Bullock and Crosby’s famous Glashaus parties, as a fundraiser for the theater.

Nathan happened to be driving by, contemputf8g a sojourn in Europe in the wake of the dot-com bust, when he saw the for-rent sign at Ninth and Folsom. He knew the space well from Glashaus party days and the old Billboard Café, which derived its name from the sheets with painted messages that regularly hung from the roof. "I thought, you know, small theater is a dumb idea," he says. "But with a billboard there, we might be able to make a go of it." He got a good deal on the rent from Bullock, built a stage in the empty space, and took on the Climate name again with Bullock’s hearty approval.

"We started with Devil in the Deck and Titillation Theater," Nathan recalls. The evolving smart and sexy sketches of Titillation Theater (favorite program title: Let’s Pretend I’m Not Your Mother) produced another long-running success for the Climate. "We got huge crowds, but we were also advertising in the Chronicle, so our advertising budget was just insane," he adds. "We were breaking even, or making a little bit of money each week. But we really didn’t know what we were doing. There was no grant money." Eventually, Nathan says, they couldn’t afford to continue: "You do the numbers — it just can’t happen."

A NEW CLIMATE


Journey across the gulf of the dot-com boom of the late 1990s, during which the theater briefly disappeared along with many other art spaces and artists, to the moment when Heidt joined the Climate in 2007. In step with the intrepid optimism she detects in her SoMa environs, she has cheerfully and tirelessly overseen a remarkable resurgence of activity at the 49-seat black-box theater. With its all-volunteer staff, the venue hit a high point in February, presenting in that one month 16 downright disparate shows, including the current West Coast premiere of Skin, a smart, bold, adults-only rumination on lust and fidelity by the sharp and whimsical young Atlanta playwright Steve Yockey, a coproduction with Encore Theater, which coproduced Yockey’s Octopus at the Magic last year.

As offbeat as any play by Yockey promises to be, it remains one of the more straight-ahead components in an unusually varied theatrical lineup. The Climate’s programming stretches beyond the average small theater fare and its audience, to encompass a range of performance and visual art styles and solid Bay Area microscenes — like those around clowning or belly dance — as well as a laidback, brew-in-hand atmosphere of cultured fun, or just funny culture, amenable to a more general bar-hopping crowd.

The first show Heidt produced, You Tubed, a performance series codirected by the artistic director and Richard Ciccarone, was a crowd-pleasing blend of quotidian Internet technology and live reenactments. At the same time, Climate is also making forays into exploratory works in other media: one of Heidt’s first initiatives was establishing both a music and (now defunct) film series. She also repeatedly brought in acclaimed clown and Cirque de Soleil vet John Gilkey’s rollicking band of bad-boy "anticlowns," Your New Best Friends.

"The great thing about this space is that we get to try stuff out and to be much more experimental," Gilkey explains, taking a break from rehearsing a new show he’s developing for the Climate stage. Gilkey’s association with the Climate runs back at least 15 years, but it’s not nostalgia that brings him back.

"The history of San Francisco is that of producing amazing clowns," he says, citing Geoff Hoyle, Bill Irwin, and Larry Pisoni. "I think we have to push a lot harder to be more subversive, more daring, and bolder in the kind of clown we’re creating. This is the place that has open doors for the forward stuff, and that’s what excites me."

Climate’s forward programming last month included installments of the Wednesday night Music Box concerts; another Improv Soapbox open jam session hosted by resident champs Crisis Hopkins; the Monday night Clown Cabaret directed by Paoli Lacy and showcasing students and grads from the Clown Conservatory, as well as faculty and seasoned clowns of the likes of Gilkey, Joel Salom, and James Donlon; another boisterous staging of the matchmaking show and runaway hit, The Dating Game; and Unseen/Unsaid, one in a series of irregular, curated, multi-artist, multidisciplinary, and multi-roomed art parties.

Looking back at its history, the Climate’s success then, and now, has resided in its talent for bridging not just disciplines and genres, but audiences and whole scenes in what was once — and increasingly is again — a flourishing hub of arts and nightlife in SoMa. While it remains to be seen if this gradual crawl back to life can weather the full brunt of the coming economic storm, Heidt’s sloth theory dovetails comfortably with her vision of a diverse but tight-knit artistic community.

Her extensive theater background has held her in good stead: Heidt knows how to produce, direct, and write grants — although ticket sales are still the main source of operation revenue. At the same time, she’s been inspired by what she was not familiar with. "For me that’s been one of the most exciting things about being here — going to Burning Man, knowing it’s a city of crazy artists, incredibly talented people, and it’s all sort of below the surface of what you’re seeing in the mainstream," she says. "To be able to tap into that world a little has been really fun."

As for Bullock and Crosby, who both have remained deeply involved in the culture and organizing of Burning Man and its year-round Bay Area events, they are clearly gratified with a direction they see as consonant with the theater’s long, remarkably fruitful tradition of cultivating crossover communities and promoting the edgy, fun, experimental, and unexpected. "She’s doing the kind of programming that we used to do," says Bullock, "which is eclectic."

I’m hearing echoes again. "South of Market is starting to come back," he continues. "I think there’s a resurrection of the arts right now. I think this corner and this block are key to it, with New Langton Arts and Eighth Street. I mean, this is becoming what it used to be 20 years ago." Bullock laughs. "It’s like, what the hell?"

Please, Hearst, don’t leave us with just the Examiner

This morning’s San Francisco Examiner, with its ridiculous cover story puff piece on Pacific Gas & Electric CEO Peter Darbee, offers another compelling reason why it would be disastrous if Hearst Corp. shuts down the San Francisco Chronicle.
This great city simply can”t have its sole daily newspaper, owned by a right-wing zealot from Colorado, claiming that our only hope for dealing with global warming is a business executive whose company isn’t even meeting the modest renewable portfolio goal of 20 percent and who admits to only recently being convinced that climate change is happening and expressing surprise that those who long denied it were full of shit.
It was embarrassing enough that the Examiner endorsed John McCain for president, but now we have obvious and dubious corporate flackery being presented as journalism. For all the Chronicle’s flaws and shortcomings — and there are many — they at least maintain some semblance of professional journalism standards. With the exception of some solid local stories by real journalists, the Examiner is simply a newsletter for the narrow corporatist perspective. It’s an insult to San Francisco.

FIELDS OF DREAMS


We wanted to correct some misperceptions about the mission and work of the City Fields Foundation as quoted in your Feb. 18 article "Wrecked Park Department."

San Francisco has long had too few athletic fields for all the kids and adults who want to play. Each weekday afternoon during fall, more than 4,000 kids use Rec-Park athletic fields for school sports, league sports, and recreation center programs. Many of the existing fields are in poor condition due to constant, year-round play, abundant gophers, and scarce resources. To remedy this situation, City Fields and Rec-Park teamed up in 2006 to increase athletic field playtime citywide, largely by renovating a handful of high-use athletic fields with artificial turf and lights. Rec-Park manages and maintains the fields and allocates their use through the department’s permits and reservations office.

The Playfields Initiative partnership has already resulted in more than 62,000 hours of additional playtime for San Francisco’s athletic field system and transformed four worn-down athletic fields into safe, high-quality play spaces. But to fully appreciate what this means to the city’s kids, go after school one day to the new athletic fields at Garfield Square, Silver Terrace, Crocker Amazon, or South Sunset Playground and ask the kids playing how they like their new field. They might even stop playing long enough to tell you.

THE REAL CRIME PROBLEM


The cover art for Sarah Phelan’s "Ship of Fools" story (2/11/09) portrays an SFPD ship adrift at sea, but one-third of the article is focused on political appointees with limited influence on day-to-day crime in the city: Joseph Ruissionello and Kevin Ryan. Ryan is a surrogate for the mayor, but he has no real law enforcement power and those who think otherwise are naive.

The Guardian heightens Russionello’s influence by discussing sanctuary, an issue that receives disproportionate attention when it comes to discussing crime. Sanctuary is a juicy story that involves immigration law, race, and geopolitics. For most people who deal with crime on a daily basis, sanctuary is a back-burner issue at best.

The real tragedy of crime in this city is felt by those who have lost a loved one to needless homicide. There are neighborhoods in this city that smart politicians seem to have forgotten, where drug and gang-related violence are a part of life.

STOP BURNING FUEL — ANY FUEL


I liked the column (Green City, 2/11/09) showing that San Francisco will be increasingly using biofuels created locally. This is much better environmentally than using fuels that have to be shipped long distances, which causes more oil consumption and creates more pollution, including global climate change. However, I must point out a common misconception that also appeared in your column.

Burning biofuel instead of a petroleum-based fuel does nothing to reduce greenhouse gas emissions. Every fuel that is burned creates carbon dioxide. Global climate change will not be mitigated by using biofuel or by any other technological means. It will only be mitigated — it cannot be averted, it began decades ago and will continue to some extent regardless of what we do — by humans living more simply and burning less fuel of all types.

GREEN CITY The easier a compost bucket is to use, the more people will use it. But Compostmodern ’09 isn’t about compost at all — it’s about design. This annual event is a collaboration between the American Institute for Graphic Artists (AIGA) and the Academy of Art University that examines the intersection of design and environmental sustainability.

This weekend’s conference, held at various locations around San Francisco, features talks and slide shows by local designers, art installations, workshops, and demonstration projects proving that brown is the new green.

"I’m interested in helping people get a good grounding in what designing for sustainability means. The reality is that this industry is still so new," Nathan Shedroff wrote on the Compostmodern blog (compostmodern.wordpress.com). Shedroff chairs the Design Strategy MBA program at California College of the Arts, and will discuss sustainability frameworks at the conference.

Local graphic designer Amy Franceschini (futurefarmers.com) presented some of her work at Compostmodern in 2006. Inspired by all things green, she posed a question that only a designer would ask: if earth-bound plants lean toward light naturally, might design liberate plants to move about freely? There were mixed results to her experiment, but the question alone gets at the spirit of the conference: bridging the gap between the possible and the possibly possible by challenging designers to be environmentalists.

Autodesk brings sustainable design into the world of software by incorporating powerful new analytical tools into 3-D modeling programs used in architectural and other design. "Full-on energy analysis used to be really challenging and expensive," said program manager Dawn Danby, a featured speaker at Compostmodern this year. "We’re making software that empowers designers to make a case for sustainability, to make better decisions, decisions that have huge impacts on things like water or energy use. We need to make design a solution, not just a bonus when times are good."

Michael Gelobter, another of this year’s Compostmodern presenters, told the Guardian that the Bay Area’s unique combination of companies, researchers, and activists all living together is what makes it the epicenter of the clean-tech revolution. Even though he’s a climate strategist, Gelobter is optimistic about the future: "We have to own this change, and in the process solve a lot of other problems like wars and financial waste.

"A lot of our relationship with climate change and fossil fuels has to do with the built environment, the designed environment — our cities, buildings, schools. and the way we design our day-to-day interactions with products," Gelobter continued. "All of those include assumptions about energy use, where we get the energy, and the form that energy comes in. And designers are really the front line in redrawing that. They’re the cutting edge of how we make the world different, so they have to be informed about policy and economics, but also [about] people’s day-to-day lives, their lived experience of how change might happen. They have to be able to design to those kind of criteria."

That’s why Gelobter founded Climate Cooler, shifting his work from policy to shopping and "changing the choices consumers have so that they can take action." He insists that cleaning up the economy is good business. "You stop smoking crack, and you suddenly have all this money to spend on things that are a whole lot healthier. That’s true with fossil fuel use and the other things that cause global warming as well."

Gelobter’s latest project will equip Intuit’s popular QuickBooks accounting software with a carbon-calculator. It’s a partial redesign to help small businesses know the impact of their purchasing patterns on global warming, and to "start using that information to make better choices, to save money, save energy, and reduce their [carbon] footprint."

Taking on Herculean problems is not for everyone. But Compostmodern seeks to engage top designers with the task of making the seemingly impossible a little more likely. It’s a goal that is essential to achieving sustainability on a grand scale and using this economic meltdown as an opportunity to redesign our world.

NEW YORK – Hillary Clinton is off to China. The US Secretary of State’s decision to make her first overseas trip to Asia, particularly China, was a smart one and, if done with aplomb, could yield enormous returns for the Obama administration as it attempts to re-establish world leadership.

The fact that Clinton chose to go to Asia now, when the State Department remains unsettled – with no ambassador in Beijing, many old officials having departed or leaving, and many new appointees still unseated – attests to her determination to stake out Asia as her own area.

GREEN CITY Biofuels, which decrease reliance on polluting and planet-cooking fossil fuels, made a couple of big advances in San Francisco in recent weeks.

Michele Swingers and Robin Gold seized the key market by opening Dogpatch Biofuels Station on Pennsylvania and 22nd streets. The youthful partners say it’s the only station in San Francisco selling B100, or fuel made from 100 percent organic matter. San Francisco Petroleum finishes a distant second by selling B20, which is 20 percent biodiesel blended with 80 percent petroleum diesel.

The independent owners of Dogpatch Biofuels take the extra green step by trying to tap production sources that are as local as possible. "We should always be striving for a comprehensive picture of the resources that go into the production and transport of fuel," Swingers said. "We believe that locally sourced biodiesel from recycled oil is a far cry from corn-based ethanol. Further, we believe it’s a sustainable diesel alternative utilizing a waste product."

Dogpatch gets its biodiesel from as far away as Bently Fuels in Reno, Nevada, which blends fuel from recycled components, such as used vegetable oil from restaurants. Many biofuel manufacturers here on the West Coast buy virgin oil from the Midwest because it’s pretty cheap. But buying virgin oil for biofuel can increase the demand for its edible sources, like soybean and rapeseed crops, and drive up the cost of food. Now think about transporting millions of barrels of biofuel by fossil fuel–powered truck across the country. It seems wasteful, defeating the benefits of sustainable fuel.

San Francisco’s municipal fleet is a prime culprit of unsustainable sustainability practices: it buys soybean oil from the Midwest to power its trucks and Muni buses. Karri Ving, Biofuel Program Coordinator for the San Francisco Public Utilities Commission, said that the city’s current system is better than using petroleum diesel from Iraq, but that it could be even more efficient.

Fortunately, Mayor Gavin Newsom just announced the launch of a new project that will take "brown grease" from sewers and turn it into a renewable biofuel for the city fleet. "Turning waste generated by local restaurants and other businesses into a sustainable fuel source is yet another major step in reaching our goals of carbon neutrality for city government by 2020," Newsom said.

He also touted the city’s progress toward other environmental goals, including zero-emission public transit by 2020, a 75 percent recycling rate by 2010, and zero waste by 2020.

"We are not going to be growing soybeans in San Francisco, so why not take this grease and make it into something usable and renewable, for that matter," Ving said.

The Environmental Protection Agency and the California Energy Commission awarded the city $1.2 million in grants for the project. The SFPUC will provide a solid model for other cities looking to adopt similar programs and even show them how to save a buck in the process. For example, by putting the biodiesel processor at the site of the Oceanside Wastewater Treatment Plant, the city repurposes property it already owns. Grease already gets stuck inside the plant’s "grease trap," racking up $3.5 million every year in cleanup costs. The new project will potentially save hundreds of thousands of dollars per year.

"The overall goal is for the wastewater division of the PUC to help the city gain fuel independence to import less diesel and export less grease to surrounding cities," Ving said. "Millions of pounds of rancid material is exported out of the city, making a case for environmental injustice." San Francisco’s brown grease is exported to East Bay landfills, which are often sited in areas with high minority populations. The Oceanside brown-grease project is supposed to be up and running by November.

"So if we can turn that tarlike bunker fuel into a clean-burning biofuel made from restaurant waste, it’s a win on a number of levels," Ving said. "The only downside is that we should have been doing this 50 years ago, but now we’re in a situation where we recognize the global and health issues, and we have a solution that we really want to get moving on."

The fight against local and global climate change is on. With small- and large-scale infrastructure falling into place, the biofuels movement in San Francisco is gathering momentum.

Strange bedfellows

GREEN CITY San Francisco’s bicycle community found itself in the strange position of encouraging Superior Court Judge Peter Busch — someone many cyclists revile for his strict enforcement of a far-reaching injunction against bike projects in the city — to reject a city-sponsored bike safety proposal during a Jan. 22 hearing. It was one more sign of the desperation bicyclists and city officials are feeling over the three-year-old ban on all things bike-related, from new lanes to simple sidewalk racks (see “Stationary biking,” 5/16/07).

Judge Busch denied a city motion asking for the authority to make safety improvements at intersections that have proven dangerous to bicyclists, as well as a specific proposal by the Municipal Transportation Agency (MTA) to remove the bike lane at the most dangerous of those intersections, on Market Street at Octavia Boulevard, where 15 bicyclists have been hit by cars making illegal right turns onto the freeway since the revamped intersection opened in September 2005.

But the San Francisco Bicycle Coalition and other bicyclists opposed the MTA proposal, arguing it would be more dangerous and holding a Jan. 16 rally at the site, which drew several supportive local politicians, including Sen. Mark Leno, Assembly Member Tom Ammiano, and Sups. Ross Mirkarimi, David Campos, and Bevan Dufty. “As people who ride through that intersection every single day, we believe the proposal would have made the intersection more dangerous. So I’m really relieved that the judge saw that,” SFBC director Leah Shahum told us.

She was less pleased with the judge’s refusal to relax the injunction, which stems from a legal challenge to the San Francisco Bicycle Plan. San Francisco resident Rob Anderson and attorney Mary Miles successfully sued the city in June 2006, arguing that the plan was hasty and did not include an environmental impact report (EIR), as required by state law, to determine how the plan would affect traffic, neighborhoods, businesses, and the environment.

“This case has been very discouraging because there are a handful of activists against bicyclists in the city,” City Attorney’s Office spokesperson Matt Dorsey said. “The hearing showed that the city has to go to court any time it wants to improve the streets for bicyclists.”

Although Judge Busch denied the city’s request to remove the bike lane, he hinted that the injunction would probably be lifted this spring with the completion of the Bike Plan’s EIR. “There was a strong message from the judge that he sees the bigger picture about getting the EIR done. It just needs to be complete and fair and accurate. Then the city can get back to work making the streets safer,” Shahum said.

Both Anderson and the SFBC, who usually agree on little, agreed on the judge’s latest ruling. Anderson advocates maintaining streets for cars and pedestrians, while the SFBC works to make roads safer for bicycles and encouraging bicycling as an important transportation option. Shahum urges city officials to rethink their approach to make Market and Octavia safer. “The city really does need to move on to the next steps to make the intersection better,” she said.

Although the number of bicyclists in San Francisco has doubled in recent years in light of volatile gasoline prices, the economic crisis, and greater awareness of global climate change, Anderson continues to argue that bicyclists will always be a minority interest, even in San Francisco.

“We have to make the streets as safe as possible without strangling the rest of the traffic,” Anderson told the Guardian. “Only a small percentage of the population in San Francisco use bicycles as their main mode of transportation. It’s not fair for the bike people to design the streets just to benefit them.”

Dorsey and Deputy City Attorney Audrey Pearson oppose Anderson, who has said bicycling is an inherently dangerous activity that the city shouldn’t be promoting. “As a policy, the city tries to discourage cars in San Francisco,” Dorsey said, referring to the longstanding “transit first” policies.

Now that the public comment period for the Bike Plan’s Draft EIR is over and Judge Busch has ruled to keep the bike lane at Market and Octavia, all parties are looking ahead to spring when the court is expected to lift the injunction on improving bike safety in San Francisco, unleashing nearly 60 new bike projects. That is, unless Anderson and Miles can find a way to stop them.

Barack Obama is going to have to be a different kind of president, and I don’t mean just policy or the fact that he’s by far the coolest guy to hold that office in my lifetime. I mean he’s going to have to change the tone of how Americans look at our country. He’s going to have to do something that George Bush (and Bill Clinton before him) never did. He’s going to have to get rid of the selfish baby boomer ethos. He’s going to have to talk about sacrifice.

The economy can’t be fixed with deficit spending alone, and the equally massive environmental issues can’t be fixed with just hybrid cars and wind turbines. All those things are important. Without massive federal spending, probably well beyond what Obama is talking about today, the nation will continue to lose millions of jobs, the recession will become a deep depression, and life around here will really suck. And without new technologies, climate change will continue to get worse and energy will become far more expensive and far less reliable.

But in the end, it’s going to take more.

I was listening to the Democratic response to the governor’s State of the State speech Jan. 15 and the KQED radio host asked Darrell Steinberg, the state Senate president pro tem, the basic question of our time: why do Californians want all these wonderful services — education, parks, roads, trains, etc. — but don’t want to pay for them? Steinberg ducked beautifully, but the question still hangs out there. And it’s not just California.

Let us not forget: the United States is still a very wealthy country, and the Bush years made some of its residents exceptionally rich. I just added up the net worth of the top 20 people on the latest Forbes 400 list, and it came to $433 billion. That’s 20 people. The net profits of the top 10 companies on the Fortune 500 list for 2008 totaled more than $100 billion. That’s 10 companies.

Bush never asked any of those people or corporations to help pay for his war. Instead he told them everything would be easy, and gave them juicy tax cuts.

Obama has to set a different tone. He needs to say, loudly and clearly, that those who have the most (far more than they need) in very tough times should be willing to share.

A one-time, 10 percent wealth tax on the ultra-rich would probably raise half a trillion dollars. A short-term excess profits tax (similar to what the nation enacted during World War II) would provide another huge chunk. And it would send a signal to the rest of the country: this isn’t going to be easy. We all have to help out, starting with those at the top.

It also means that, on every level, we all have to get more engaged, more involved in the community. We have to become a nation of givers, not just takers. Public service has to be more important than private profit.

That’s a tough order for a generation raised on selfishness and greed. But it’s the only way out — and the guy we put in office on a banner of change has to lead the way.

"Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America," President Barack Obama told US citizens on his Inauguration Day. "For everywhere we look, there is work to be done."

He’s not just cheering himself on — he’s asking his constituents to embrace what’s to come and to consider what more we can be as the individual moving parts of this incredibly complex country.

Even as far back as the Democratic National Convention, Obama turned his campaign slogan into a call to action. "All across America something is stirring. What the naysayers don’t understand is this isn’t about me — it’s about you."

That rang in the ears of people profiled below, who changed their lives in response to his call. That inspired other changes, suggesting that the effort to elect Obama is having a spillover effect on organizing at other levels — which may become a part of how US citizens respond to his actions in office.

Expectations are high for the changes he will order and already there’s indications of what’s to come, such as the closure of the Guantánamo Bay detention facility, the end of the military’s "don’t ask, don’t tell" policy on homosexuality, and a commitment to action on climate change.

Many are eager to see more fundamental change in areas such as war, jobs, housing, energy, and transportation — areas we explore in this issue — as well as greater engagement between the White House and the grassroots groups that helped elect Obama.

In the profiles and stories that follow, the Guardian asks questions about what and who will change and how to move past a pithy slogan to trigger the transformation this country desperately needs.

MARIA GOMES

Maria Gomes was committed to Obama from the beginning. "I signed up right after he announced," said this Menlo Park resident, who joined Silicon Valley for Obama and volunteered on the campaign.

Her first big assignment was in Iowa, where she spent 10 days campaigning before the caucus along with her husband and two teenage children. For Gomes, Obama’s Iowa win was a particularly powerful and pivotal moment. "I just realized the power of the volunteers and how awesome it was," she said. "It was clear to me after Iowa that he was going to win, so I just dove in."

Gomes, a 60-year-old lawyer, took an eight-month unpaid leave from her work as an immigration and dependency attorney for San Mateo County to devote herself fulltime to Obama’s campaign. It was the first time she devoted her life to get a politician elected.

"In fact, I [had] steered away from politics because I don’t really like politics," she said. "This was different. I really strongly felt the people carried this campaign. I canvassed with CEOs, doctors, young people … nobody took a back seat in this campaign. We did not take it lightly."

She and her husband served as precinct captains in California. After the primary, she coordinated volunteers and voter registration efforts for the general election. Gomes traveled to seven states in the months leading up to Nov. 4, spending Election Day working on voter protection in Las Vegas.

"I felt that the only way he was going to get elected was if people got in there. It wasn’t just going to happen," said Gomes, an immigrant from Cabo Verde, off the western coast of Africa.

And it’s not over for Gomes. Her whole family went to Washington DC for the inauguration, where she answered Michelle Obama’s call to volunteer on Martin Luther King Jr. Day. Gomes has also signed up to work on Kamala Harris’ run for attorney general and she’s still active with her fellow workers at Silicon Valley for Obama.

"About a week after the election I went to a meeting for our field office. Five hundred people were there. We brainstormed how to stay involved in his campaign," she said. They ranked issues they’d like to see addressed by Obama and organized themselves into teams to work on messaging them to the new administration. "We received a survey from the national team…. The [Silicon Valley] team took the national survey and made it local, community by community. That’s the kind of movement that’s happening now. I’m sure it’s going on everywhere because the campaign wanted every state and every county involved." Her husband is now on the tech team and she’s doing fundraising work for the inauguration.

"It’s not over. Nothing has stopped," she said, adding that she believed this kind of organizing would be very present in the administration. "It’s going to be governed by the people. I plan to be involved for the next four years at whatever level I can. I still write e-mails to whoever I think can change something. I hope it will be transparent enough that we can still communicate to people higher up in the administration — all the way to Barack and Michelle Obama."

AARON KNAPP

Aaron Knapp graduated from law school in 2002 and spent the subsequent six years working for big corporate law firms. By 2008, he began to feel that all of the major decisions in his life had been made based on money and materialism, an certain emptiness that changed suddenly at summer’s end.

"Obama’s speech at the Democratic National Convention was a real turning point for me," he recalled. "The change that I needed in my life was to join in this campaign that transcended the individuals."

He said he did what he always wanted to do: "I quit a job I don’t enjoy." Knapp went to work instead on the Obama campaign, spending about four months in Nevada. Putting Obama in office became too important to not give it his all: "I just wanted to make sure on November 4, I could say to myself I did everything I could."

On election night, with the feeling of victory rushing through him, there was also a kind of malaise, a feeling of "now what?"

"Our roles in the campaign were predetermined — there are a finite amount of things you do in a campaign. Make phone calls, gather data, knock on doors…. After the election, after we won…. What do we do now? Those predetermined roles are no longer set up for us," he said.

Knapp said it required some soul searching to find the next important thing to do: "The task is to get real specific."

He’s now writing a book and working to get the Employee Free Choice Act passed by Congress. The act would amend existing labor laws to make it easier for workers to create unions that are recognized by employers. In 2007, it passed in the House and failed in the Senate, but it was part of Obama’s platform during the primary season, and one of the reasons he garnered support from organized labor.

But, said Knapp, "It’s one of those things that’s being put on the back burner as we transition in this administration…. While Obama was championing this cause during the campaign, there’s no sign of it now."

The waning of enthusiasm for it is indicative of how Obama’s administration may start to handle some of those crucial campaign promises that drew so many people into his fold. That piqued Knapp’s interest and reminded him of the goals of his grandfather, an auto worker for Chevrolet during the 1940s, who passed away during Knapp’s first year of law school: "My grandfather always would plead with me to do whatever I could to get the labor laws back in order. So that’s an issue that’s really important to me."

Knapp also said that it’s important to keep the grassroots Obama movement alive by continuing to push crucial legislation that was part of his platform for change.

"It goes right to the controversial pieces of law and policy that he’s addressing," Knapp said. "If he’s able to keep this mobilization together, that will help him significantly in getting policies through."

PAULI OJEA

Pauli Ojea, who’s about to turn 30 years old, says that she’s spent her entire adult life "voting for the loser" and advocating for change that’s been slow to happen.

A New Jersey native, Ojea came to California to work for the San Francisco Conservation Corps on environmental education programs. That lead to a position with Breast Cancer Action as a community organizer, where she found that hopeful efforts were often frustrated by political pitfalls.

Then, Ojea attended a 2004 event where she heard Van Jones speak about how a new green wave was coming and it needed to lift all boats. When a position opened with Jones’ new organization, Green for All, she applied to be a policy analyst for the Oakland-based green-jobs advocacy group.

In between the two jobs, she spent a week campaigning for Obama with her mother, a Spanish immigrant who groused that if he lost, she’d be spending more time back in Spain.

Ojea now works on federal green-jobs policy and climate change equity, and has already been deeply affected by the Obama election. "For most of my career in advocacy, there’s been this sense that we probably don’t want to work on federal policy because we’re not going to get anywhere," she explained. "I started at Green For All with Barack Obama elected as president and we’re actually putting a lot of resources into federal policy, and there’s this whole feeling like we’re going to get somewhere. That’s shifted for me. I imagine that for a lot of other environmental and social justice advocates, there seems to be a door opening."

She’s even more enthused after meeting with members of the Obama transition team who were tasked with a review of the Department of Energy. About 30 to 40 people, representing organizations including the Sierra Club and Natural Resources Defense Council as well as renewable energy business leaders and public officials doing energy work in different states, convened in Washington DC to discuss energy policy.

"I’ve been to a lot of public agency meetings and what usually happens is you have maybe an hour and a half of presentation from the agency and maybe a half hour for all the organizations and people trying to get in their piece," she said. "This was different. It was about a two-hour meeting and the whole time it was dedicated to hearing from the community, from businesses, from people with experience in energy efficiency. The transition team members were fully engaged, actually listening, asking questions, asking for clarifications if they didn’t understand something. They were really humble and they seemed really excited about what kinds of changes were possible. I’d never been part of a process like that."

Ojea sees more potential than ever for the activist community in the Obama administration. "It could provide more opportunity and open more doors for what your activism is about. There’s such a difference between being used to being on the outside of the fence, behind the barricade, screaming because it’s the only way to be heard. Is that going to change? Are we going to be inside the fence?"

She recalled Obama’s campaign observation that "change doesn’t come from Washington, change comes to Washington." She’s hoping the Obama team’s outreach will continue.

"We’re at a really strange and critical time," Ojea said. "As Van says, in America, in terms of the economy, the floor has dropped out from under us. But with the election of Obama, the ceiling has come off. There’s a lot of opportunity, and things could also go downhill. What are we going to do?"

StreetsBlog (www.streetsblog.org) isn’t your average blog, but rather a well-funded institution that helped promote and propel a major transformation that has taken place on New York City streets since the site was founded in 2006, sparking rapid and substantial improvements for bicyclists and pedestrians.

In the process, StreetsBlog — which is part of the Livable Streets Network, along with StreetFilms and the StreetsWiki, started by urban cyclist Mark Gordon, founder of the popular file-sharing site LimeWire — developed a loyal following among alternative transportation planners and advocates in cities across the United States.

"There was nothing like it," said Leah Shahum, executive director of the San Francisco Bicycle Coalition. "They put out these inspiring images and really helped people envision better streets."

So when a group of about two dozen of these Bay Area transportation geeks made the trek up to Portland, Ore. last summer for the Towards Carfree Cities International Conference (see "Towards Carfree Cities: wrap-up," Guardian Politics blog), one of their secret goals was to try to lure StreetsBlog to San Francisco.

What began with a long, beer-soaked meeting at a Portland brewpub has turned into substantial new voice in the local media and transportation landscape since StreetsBlog San Francisco (www.sf.streetsblog.org) launched at the start of this year.

"All this really came together in Portland during the Carfree conference," said Aaron Naparstek, executive editor of the three StreetsBlogs (SF, NYC, and Los Angeles) and executive producer of the LivableStreets Network. "The No. 1 reason we decided to open up SF StreetsBlog is because so many people were asking us to do it, particularly from the bike activist community. Most important, we also had a guy with money asking us to do it — [San Francisco bicyclist] Jonathan Weiner … There’s a vibrant activist community that thinks we can be useful and there are people willing to fund the work."

It also dovetailed nicely with the organization’s push to influence the quadrennial federal transportation bill reauthorization that Congress will consider later this year, which environmentalists hope will shift money away from freeway projects. "There was a sense that now is the time to build a nationwide movement," Naparstek said. "The freeway lobby guys are very organized and embedded in all the state [departments of transportation] and it’s tough to counter that. We want to use the Internet to foment a national movement."

StreetsBlog SF has two full-time staffers, editor Bryan Goebel, a San Francisco-based journalist who worked for KCBS) and reporters Matthew Roth, part of the team that started StreetsBlog in New York. StreetsBlog also pays as a contributor longtime local author and activist Chris Carlsson, who was part of the SF crew in Portland.

"I think they have an opportunity to bring close attention to the texture of life on the streets, something print journalism doesn’t do very well," Carlsson said. "It’s about reinhabiting city life."

Shahum said she’s thrilled at the arrival of StreetsBlog, which she says will help local leaders envision a less car-dependent city: "We as advocates are not always so good at helping people visualize what something better looks like."

And that, says Naparstek, is his network’s main strength. "We’ve actually had a lot of success in New York moving these livable streets models forward and we have a lot of best practices to share," he said, noting their network of 175 bloggers in cities around the country and world.

With Mayor Gavin Newsom’s penchant for "best practices"; San Francisco’s experimentation with innovative ideas like market-based parking pricing, congestion fees, Muni reform, and creation of carfree ciclovias; and the imperatives of climate change and the end of the age of oil, activists say this is the ideal time and place the arrival of StreetsBlog.

"There is an interesting convergence of issues that has made it bigger than it might have been," Roth said.

"And in San Francisco, who’s covering these issue besides the Guardian? There is a big need for this," Goebel added. "From a journalists’ point of view, we need to call people on their inconsistencies and not just let leaders govern by press release, which Mayor Gavin Newsom has a tendency to do."

For a little extra routine effort, I’ve managed to make San Francisco’s library system my Netflix/GreenCine, rotating CD turntable, and bookstore, all rolled into one. And it’s all free.

If you’re a books-music-film whore like me, you find your home maxed out with piles of the stuff … and not enough extra cash to feed your habits. So I’ve decided to only buy my favorites and to borrow the rest. We San Franciscans have quite a library system at our fingertips. You just have to learn how to use it.

Almost everyone thinks of a library as a place for books. And that’s not wrong: you can read the latest fiction and nonfiction bestsellers, and I’ve checked out a slew of great mixology/cocktail recipe books when I want to try new drinks at home. I’ve hit up bios on my favorite musicians, or brought home stacks of travel books before a trip (they usually have the current year’s edition of at least one travel series for a given place, whether it be Fodor’s, Lonely Planet, or Frommer’s).

But there’s much more. For DVDs, I regularly check Rotten Tomatoes’ New Releases page (www.rottentomatoes.com/dvd/new_releases.php) for new DVD releases. Anything I want to see, I keep on a list and search www.sfpl.org for those titles every week. About 90 percent of my list eventually comes to the library, and most within a few weeks of the release date.

And such a range! I recently checked out the Oscar-nominated animated foreign film, Persepolis, the entire first season of Mad Men, tons of documentaries, classics (like a Cyd Charisse musical or Katherine Hepburn and Spencer Tracy’s catalog), even Baby Mama (sure, it sucked, but I can’t resist Tina Fey).

A music fanatic can find virtually every style, and even dig into the history of a genre. I’ve found CDs of jazz and blues greats, including Jelly Roll Morton, John Lee Hooker, Bessie Smith, Muddy Waters, kitschy lounge like Martin Denny and singer Julie London, and have satiated rap cravings with the latest Talib Kwali, Lyrics Born, Missy Elliott, T.I. or Kanye (I won’t tell if you won’t).

Warning: there can be a long "holds" list for popular new releases (e.g., Iron Man just came out and has about 175). When this happens, Just get in the queue — you can request as many as 15 items simultaneously online (you do have a library card, right?) You’ll get an e-mail when your item comes in and you can check the status of your list any time you log in. Keep DVDs a full seven days (three weeks for books and CDs) and return ’em to any branch you like.

I’ve deepened my music knowledge, read a broader range of books, and canceled GreenCine. Instead, I enjoy a steady flow of free shit coming my way each week. And if I get bored or the novelty of Baby Mama wears off, I return it and free up space in my mind (and on my shelf) for more. (Virginia Miller)

Shhh. The first rule about thrifting, to paraphrase mobsters and hardcore thrift-store shoppers, is don’t talk about thrifting — and that means the sites of your finest thrift scores. Diehard thrifters guard their favorite shops with jealous zeal: they know exactly what it’s like to wade through scores of stained T-shirts, dress-for-success suits, and plastic purses and come up with zilcherooni. They also know what it’s like to ascend to thrifter nirvana, an increasingly rarified plane where vintage Chanel party shoes and cool dead-stock Western wear are sold for a song.

Friendships have been trashed and shopping carts upended in the revelation of these much-cherished thrift stores, where the quest for that ’50s lamb’s fur jacket or ’80s acid-washed zipper jeans — whatever floats your low-budg boat — has come to a rapturous conclusion. It’s a war zone, shopping on the cheap, out there — and though word has it that the thrifting is excellent in Vallejo and Fresno, our battle begins at home. When the sample sales, designer runoff outlets, resale dives, and consignment boutiques dry up, here’s where you’ll find just what you weren’t looking for — but love, love, love all the same.

Dive into said bins, rolled out by your, ahem, gracious Goodwill hosts throughout the day, along with your competition: professional pickers for vintage shops, grabby vintage people, and ironclad bargain hunters. They may not sell items by the pound anymore — now its $2.25 for a piece of adult clothing, 50 cents to $1 for babies’ and children’s garb, $4 for leather jackets, etc. — but the sense of triumph you’ll feel when you discover a tattered 1930s Atonement-style poison-ivy green gown, or a Dr. Pimp-enstein rabbit-fur patchwork coat, or cheery 1950s tablecloths with negligible stainage, is indescribable.

But others, like this Hunter’s Point Goodwill, abound with on-trend goodies. At least until all of you thrift-hungry hordes grab my junk first. Tucked into the corner of a little strip mall, this Goodwill has all those extremely fashionable hipster goods that have been leached from more populated thrift pastures or plucked by your favorite street-savvy designer to "repurpose" as their latest collection: buffalo check shirts, wolf-embellished T-shirts, Gunne Sax fairy-princess gowns, basketball jerseys, and ’80s-era, multicolored zany-print tops that Paper Rad would give their beards for.

Salvation Army, 1500 Valencia, SF. (415) 643-8040, www.salvationarmyusa.org. The OG of Mission District thrifting, this Salv has been the site of many an awesome discovery. Find out when the Army puts out the new goods. The Salvation soldiers may have cordoned off the "vintage" — read: higher priced — items in the store within the store, but there are still plenty of old books, men’s clothing, and at times hep housewares and Formica kitchen tables to be had: I adore the rainbow Mork and Mindy parka vest I scored in the boys’ department, as well as my mid-century-mod mustard-colored rocker.

Savers, 875 Main, Redwood City. (650) 364-5545, www.savers.com When the ladies of Hillsborough, Burlingame, and the surrounding ‘burbs shed their oldest, most elegant offerings, the pickings can’t be beat at this Savers. You’ll find everything from I. Magnin cashmere toppers, vintage Gucci tweed, and high-camp ’80s feather-and-leather sweaters to collectible dishware, antique ribbons, and kitsch-cute Holly Hobbie plaques. Strangest, oddly covetable missed-score: a psychiatrist’s couch.

Thrift Town, 2101 Mission, SF. (415) 861-1132, www.thrifttown.com. When all else fails, fall back on this department store-sized megalith. Back in the day, thrift-oldsters tell me, they’d dig out collectible paintings and ’50s-era bikes. Now you’ll have to grind deeply to land those finds, though they’re here: cute, mismatched, mid-century chairs; the occasional designer handbag; and ’60s knit suits. Maybe you don’t qualify for food assistance programs or you just want to be a little thriftier — in which case the old adage that the early bird gets the metaphorical worm is apropos. When it comes to good food deals, timing can be everything. Here are a couple of handy tips for those of us who like to eat local, organic, and cheap. Go to Rainbow Grocery early and hit the farmers markets late. Rainbow has cheap and half-price bins in the bread and produce sections — but you wouldn’t know it if you’re a late-riser. Get there shortly after doors open at 9 a.m. for the best deals.

By the end of the day, many vendors at farmers markets are looking to unload produce rather than pack it up, so it’s possible to score great deals if you’re wandering around during the last half hour of the market. Then there’s the Grocery Outlet (2001 Fourth St., Berkeley and 2900 Broadway, Oakland, www.groceryoutlets.com), which puts Wal-Mart to shame. This is truly the home of low-cost living. Grocery Outlet began in 1946 in San Francisco when Jim Read purchased surplus government goods and started selling them. Now Grocery Outlets are the West Coast’s version of those dented-can stores that sell discounted food that wasn’t ready for prime-time, or perhaps spent a little too long in the limelight.

Be prepared to eat what you find — options range from name brands with trashed labels to foodstuffs you’ve never seen before — but there are often good deals on local breads and cheeses, and their wine section will deeply expand you Two-Buck Chuck cellar. Don’t be afraid of an occasional corked bottle that you can turn into salad dressing, and be sure to check the dates on anything perishable. The Grocery Outlet Web site (which has the pimpest intro music ever) lists locations and ways to sign up for coupons and download a brochure on how to feed your family for $3 a day. LIVE MUSIC FOR NOTHING — AND KICKS FOR FREE

Music should be free. Everyone who has downloaded music they haven’t been given or paid for obviously believes this, though we haven’t quite made it to that ideal world where all professional musicians are subsidized — and given health care — by the government or other entities. But live, Clive? Where do can you catch fresh, live sounds during a hard-hitting, heavy-hanging economic downturn? Intrepid, impecunious sonic seekers know that with a sharp eye and zero dough, great sounds can be found in the oddest crannies of the city. You just need to know where to look, then lend an ear. Here are a few reliables — occasional BART station busks and impromptu Ocean Beach shows aside.

Some of the best deals — read: free — on world-class performers happen seasonally: in addition to freebie fests like Hardly Strictly Bluegrass every October and the street fairs that accompanying in fair weather, there’s each summer’s Stern Grove Festival. Beat back the Sunset fog with a picnic of bread, cheese, and cheap vino, though you gotta move fast to claim primo viewing turf to eyeball acts like Bettye Lavette, Seun Kuti and Egypt 80, and Allen Toussaint. Look for the 2009 schedule to be posted at www.sterngrove.org May 1.

Another great spot to catch particularly local luminaries is the Yerba Buena Gardens Festival, which runs from May to October. Rupa and the April Fishes, Brass Menazeri, Marcus Shelby Trio, Bayonics, and Omar Sosa’s Afreecanos Quintet all took their turn in the sun during the Thursday lunchtime concerts. All year around, shopkeeps support sounds further off the beaten path — music fans already know about the free, albeit usually shorter, shows, DJ sets, and acoustic performances at aural emporiums like Amoeba Music (www.amoeba.com) and Aquarius Records (www.aquariusrecords.org). Many a mind has been blown by a free blast of new sonics from MIA or Boris amid the stacks at Amoeba, the big daddy in this field, while Aquarius in-stores define coziness: witness last year’s intimate acoustic hootenanny by Deerhoof’s Satomi and Tenniscoats’ Saya as Oneone. Less regular but still an excellent time if you happen upon one: Adobe Books Backroom Gallery art openings (adobebooksbackroomgallery.blogspot.com), where you can get a nice, low-key dose of the Mission District’s art and music scenes converging. Recent exhibition unveilings have been topped off by performances by the Oh Sees, Boner Ha-chachacha, and the Quails.

Still further afield, check into the free-for-all, quality curatorial efforts at the Rite Spot (www.ritespotcafe.net), where most shows at this dimly lit, atmospheric slice of old-school cabaret bohemia are as free as the breeze and as fun as the collection of napkin art in back: Axton Kincaid, Brandy Shearer, Kitten on the Keys, Toshio Hirano, and Yard Sale have popped up in the past. Also worth a looky-loo are Thee Parkside‘s (www.theeparkside.com) free Twang Sunday and Happy Hour Shows: a rad time to check out bands you’ve never heard of but nonetheless pique your curiosity: Hukaholix, hell’s yeah! And don’t forget: every cover effort sounds better with a pint — all the better to check into the cover bands at Johnny Foley’s (www.johnnyfoleys.com), groove artists at Beckett’s Irish Pub in Berkeley (www.beckettsirishpub.com), and piano man Rod Dibble and his rousing sing-alongs at the Alley in Oakland (510-444-8505). THE CHEAPEST WAY TO GET AROUND TOWN

Our complex world often defies simple solutions. But there is one easy way to save money, get healthy, become more self-sufficient, free up public resources, and reduce your contribution to air pollution and global warming: get around town on a bicycle.

It’s no coincidence that the number of cyclists on San Francisco streets has increased dramatically over the last few years, a period of volatile gasoline prices, heightened awareness of climate change, poor Muni performance, and economic stagnation.

On Bike to Work Day last year, traffic counts during the morning commute tallied more bicycles than cars on Market Street for the first time. Surveys commissioned by the San Francisco Bicycle Coalition show that the number of regular bike commuters has more than doubled in recent years. And that increase came even as a court injunction barred new bike projects in the city (see "Stationary biking," 5/16/07), a ban that likely will be lifted later this year, triggering key improvements in the city’s bicycle network that will greatly improve safety.

Still not convinced? Then do the math.

Drive a car and you’ll probably spend a few hundred dollars every month on insurance, gas, tolls, parking, and fines, and that’s even if you already own your car outright. If you ride the bus, you’ll pay $45 per month for a Fast Pass while government will pay millions more to subsidize the difference. Riding a bike is basically free.

Free? Surely there are costs associated with bicycling, right? Yeah, sure, occasionally. But in a bike-friendly city like San Francisco, there are all kinds of opportunities to keep those costs very low, certainly lower than any other transportation alternative except walking (which is also a fine option for short trips).

There are lots of inexpensive used bicycles out there. I bought three of my four bicycles at the Bike Hut at Pier 40 (www.thebikehut.com) for an average of $100 each and they’ve worked great for several years (my fourth bike, a suspension mountain bike, I also bought used for a few hundred bucks).

Local shops that sell used bikes include Fresh Air Bicycles, (1943 Divisidero, www.fabsf.com) Refried Cycles (3804 17th St., www.refriedcycles,com/bicycles.htm), Karim Cycle (2800 Telegraph., Berkeley, www.teamkarim.com/bikes/used/) and Re-Cycles Bicycles (3120 Sacramento, Berkeley, www.recyclesbicycles.com). Blazing Saddles (1095 Columbus, www.blazingsaddles.com) sells used rental bikes for reasonable prices. Craigslist always has listings for dozens of used bikes of all styles and prices. And these days, you can even buy a new bike for a few hundred bucks. Sure, they’re often made in China with cheap parts, but they’ll work just fine.

Bikes are simple yet effective machines with a limited number of moving parts, so it’s easy to learn to fix them yourself and cut out even the minimal maintenance costs associated with cycling. I spent $100 for two four-hour classes at Freewheel Bike Shop (1920 Hayes and 914 Valencia, www.thefreewheel.com) that taught me everything I need to know about bike maintenance and includes a six-month membership that lets me use its facilities, tools, and the expertise of its mechanics. My bikes are all running smoother than ever on new ball bearings that cost me two bucks per wheel, but they were plenty functional even before.

There are also ways to get bike skills for free. Sports Basement (www.sportsbasement.com) offers free bicycle maintenance classes at both its San Francisco locations the first Tuesday of every month from 6:30-7:30 p.m. Or you can turn to the Internet, where YouTube has a variety of bike repair videos and Web sites such as www.howtofixbikes.com can lead you through repairs.

The nonprofit The Bike Kitchen (1256 Mission, www.thebikekitchen.org) on Mission Street offers great deals to people who spend $40 per year for a membership. Volunteer your time through the Earn-a-Bike program and they’ll give you the frame, parts, and skills to build your own bike for free.

But even in these hard economic times, there is one purchase I wouldn’t skimp on: spend the $30 — $45 for a good U-lock, preferably with a cable for securing the wheels. Then you’re all set, ready to sell your car, ditch the bus, and learn how easy, cheap, fast, efficient, and fun it is to bicycle in this 49-square-mile city. (Steven T. Jones)

LOW-COST HEALTH CARE

When money’s tight, healthcare tends to be one of the first costs we cut. But that can be a bad idea, because skimping on preventive care and treatment for minor issues can lead to much more expensive and serious (and painful) health issues later. Here is our guide to Bay Area institutions, programs, and clinics that serve the under- and uninsured.

One of our favorite places is the Women’s Community Clinic (2166 Hayes, 415-379-7800, www.womenscommunityclinic.org), a women-operated provider open to anyone female, female-identified, or female-bodied transgender. This awesome 10-year-old clinic offers sexual and reproductive health services — from Pap smears and PMS treatment to menopause and infertility support — to any SF, San Mateo, Alameda, or Marin County resident, and all on a generous sliding scale based on income and insurance (or lack thereof). Call for an appointment, or drop in on Friday mornings (but show up at 9:30 a.m. because spots fill up fast).

A broader option (in terms of both gender and service) is Mission Neighborhood Center (main clinic at 240 Shotwell. 415-552-3870, www.mnhc.org, see Web site for specialty clinics). This one-stop health shop provides primary, HIV/AIDS, preventive, podiatry, women’s, children’s, and homeless care to all, though its primary focus is on the Latino/Hispanic Spanish-speaking community. Insurance and patient payment is accepted, including a sliding scale for the uninsured (no one is denied based on inability to pay). This clinic is also a designated Medical Home (or primary care facility) for those involved in the Healthy San Francisco program.

Contrary to popular belief, Healthy San Francisco (www.healthysanfrancisco.org) is not insurance. Rather, it’s a network of hospitals and clinics that provide free or nearly free healthcare to uninsured SF residents who earn at or below 300 percent of the federal poverty level (which, at about $2,600 per month, includes many of us). Participants choose a Medical Home, which serves as a first point-of-contact. The good news? HSF is blind to immigration status, employment status, and preexisting medical conditions. The catch? The program’s so new and there are so many eligible residents that the application process is backlogged — you may have a long wait before you reap the rewards. Plus, HSF only applies within San Francisco.

Some might consider mental health less important than that of the corporeal body, but anyone who’s suffered from depression, addiction, or PTSD knows otherwise. Problem is, psychotherapy tends to be expensive — and therefore considered superfluous. Not so at Golden Gate Integral Counseling Center (507 Polk. 415-561-0230, www.goldengatecounseling.org), where individuals, couples, families, and groups can get long- and short-term counseling for issues from stress and relationships to gender identity, all billed on a sliding scale.

Other good options

American College of Traditional Chinese Medicine (450 Connecticut, 415-282-9603, actcm.edu). This well-regarded school provides a range of treatments, including acupuncture, cupping, tui ma/shiatsu massage, and herbal therapy, at its on-site clinics — all priced according to a sliding scale and with discounts for students and seniors. The college also sends interns to specialty clinics around the Bay, including the Women’s Community Clinic, Haight Ashbury Free Medical Clinic, and St. James Infirmary.

St. James Infirmary (1372 Mission. 415-554-8494, www.stjamesinfirmary.org). Created for sex-workers and their partners, this Mission District clinic offers a range of services from primary care to massage and self-defense classes, for free. Bad ass.

Free Print Shop (www.freeprintshop.org): This fantabulous Webs site has charts showing access to free healthcare across the city, as well as free food, shelter, and help with neighborhood problems. If we haven’t listed ’em, Free Print Shop has. Tell a friend.

Native American Health Center (160 Capp, 415-621-8051, www.nativehealth.org). Though geared towards Native Americans, this multifaceted clinic (dental! an Oakland locale, and an Alameda satellite!) turns no one away. Services are offered to the under-insured on a sliding scale as well as to those with insurance.

SF Free Clinic (4900 California, 415-750-9894, www.sffc.org). Those without any health insurance can get vaccinations, diabetes care, family planning assistance, STD diagnosis and treatment, well child care, and monitoring of acute and chronic medical problems.

Haight Ashbury Free Clinics (558 Clayton. 415-746-1950, www.hafci.org): Though available to all, these clinics are geared towards the uninsured, underinsured "working poor," the homeless, youth, and those with substance abuse and/or mental health issues. We love this organization not only for its day-to-day service, but for its low-income residential substance abuse recovery programs and its creation of RockMed, which provides free medical care at concerts and events. THE BEST HOMELESS SHELTERS

There’s no reason to be ashamed to stay in the city’s homeless shelters — but proceed with awareness. Although most shelters take safety precautions and men and women sleep in separate areas, they’re high-traffic places that house a true cross-section of the city’s population.

The city shelters won’t take you if you just show up — you have to make a reservation. In any case, a reservation center should be your first stop anyway because they’ll likely have other services available for you. If you’re a first-timer, they’ll want to enter you into the system and take your photograph. (You can turn down the photo-op.) Reservations can be made for up to seven days, after which you’ll need to connect with a case manager to reserve a more permanent 30- or 60-day bed.

The best time to show up is first thing in the morning when beds are opening up, or late at night when beds have opened up because of no-show reservations. First thing in the morning means break of dawn — people often start lining up between 4 a.m. and 6 a.m. for the few open beds. Many people are turned away throughout the day, although your chances are better if you’re a woman.

You can reserve a bed at one of several reservation stations: 150 Otis, Mission Neighborhood Resource Center (165 Capp St.), Tenderloin Resource Center (187 Golden Gate), Glide (330 Ellis), United Council (2111 Jennings), and the shelters at MSC South (525 Fifth St.) and Hospitality House (146 Leavenworth). If it’s late at night, they may have a van available to give you a ride to the shelter. Otherwise, bus tokens are sometimes available if you ask for one — especially if you’re staying at Providence shelter in the Bayview-Hunters Point District.

They’ll ask if you have a shelter preference — they’re all a little different and come with good and bad recommendations depending on whom you talk to. By all accounts, Hospitality House is one of the best — it’s small, clean, and well run. But it’s for men only, as are the Dolores Street Community Services shelters (1050 S. Van Ness and 1200 Florida), which primarily cater to Spanish-speaking clients.

Women can try Oshun (211 13th St.) and A Woman’s Place (1049 Howard) if they want a men-free space. If kids are in tow, Compass Family Services will set you up with shelter and put you on a waiting list for housing. (A recent crush of families means a waiting list for shelters also exists.) People between 18 and 24 can go to Lark Inn (869 Ellis). The Asian Woman’s Shelter specializes in services for Asian-speaking women and domestic violence victims (call the crisis line 877-751-0880). You’ve got a date this weekend, which you’re feeling pretty good about, but only $50 to spend, which feels … not so good. Where should you go?

You’ll appear in-the-know at the underrated Sheba Piano Lounge (1419 Fillmore, www.shebalounge.com) on lower Fillmore Street, right in the middle of the burgeoning jazz revival district. Sheba was around long before Yoshi’s, offering live jazz (usually piano, sometimes a vocalist) and some of the best Ethiopian food in the city in a refined, relaxed lounge setting. Sure, they’ve got Americanized dishes, but skip those for the traditional Ethiopian menu. Sample multiple items by ordering the vegetarian platter ($13) or ask for a mixed meat platter, which is not on the menu ($16 last time I ordered it). One platter is more than enough for two, and you can still afford a couple of cocktails, glasses of wine or beer, or even some Ethiopian honey wine (all well under $10). Like any authentic Ethiopian place I’ve eaten in, the staff operates on Africa time, so be prepared to linger and relax.

It’s a little hipster-ish with slick light fixtures, a narrow dining room/bar, and the increasingly common "communal table" up front, but the Mission District’s Bar Bambino (2931 16th St., www.barbambino.com) offers an Italian enoteca experience that says "I’ve got some sophistication, but I like to keep it casual." Reserve ahead for tables because there aren’t many, or come early and sit at the bar or in the enclosed back patio and enjoy an impressive selection of Italian wines by the glass ($8–$12.50). For added savings with a touch of glam, don’t forget their free sparkling water on tap. It’s another small plates/antipasti-style menu, so share a pasta ($10.50–$15.50), panini ($11.50–$12.50), and some of their great house-cured salumi or artisan cheese. Bar Bambino was just named one of the best wine bars in the country by Bon Apetit, but don’t let that deter you from one of the city’s real gems.

Nothing says romance (of the first date kind) like a classic French bistro, especially one with a charming (heated) back patio. Bistro Aix (3340 Steiner, www.bistroaix.com) is one of those rare places in the Marina District where you can skip the pretension and go for old school French comfort food (think duck confit, top sirloin steak and frites, and a goat cheese salad — although the menu does stray a little outside the French zone with some pasta and "cracker crust pizza." Bistro Aix has been around for years, offering one of the cheapest (and latest — most end by 6 or 7 p.m.) French prix fixe menus in town (Sunday through Thursday, 6–8 p.m.) at $18 for two courses. This pushes it to $40 for two, but still makes it possible to add a glass of wine, which is reasonably priced on the lower end of their Euro-focused wine list ($6.25–$15 a glass).

FREE YOGA

You may be broke, but you can still stay limber. San Francisco is home to scores of studios and karmically-blessed souls looking to do a good turn by making yoga affordable for everyone.

One of the more prolific teachers and donation-based yoga enthusiasts is Tony Eason, who trained in the Iyengar tradition. His classes, as well as links to other donation-based teachers, can be found at ynottony.com. Another great teacher in the Anusara tradition is Skeeter Barker, who teaches classes for all levels Mondays and Wednesdays from 7:45 to 9:15 p.m. at Yoga Kula, 3030a 16th St. (recommended $8–$10 donation).

HOW TO KEEP YOUR APARTMENT

So the building you live in was foreclosed. Or you missed a few rent payments. Suddenly there’s a three-day eviction notice in your mailbox. What now?

Don’t panic. That’s the advice from Ted Gullicksen, executive director of the San Francisco Tenants Union. Tenants have rights, and evictions can take a long time. And while you may have to deal with some complications and legal issues, you don’t need to pack your bags yet.

Instead, pick up the phone and call the Tenants Union (282-6622, www.sftu.org) or get some professional advice from a lawyer.

The three-day notice doesn’t mean you have to be out in three days. "But it does mean you will have to respond to and communicate with the landlord/lady within that time," Gullicksen told us.

It’s also important to keep paying your rent, Gullicksen warned, unless you can’t pay the full amount and have little hope of doing so any time soon.

"Nonpayment of rent is the easiest way for a landlord to evict a tenant," Gullicksen explained. "Don’t make life easier for the landlady who was perhaps trying to use the fact that your relatives have been staying with you for a month as grounds to evict you so she can convert your apartment into a pricey condominium."

There are, however, caveats to Gullicksen’s "always pay the rent" rule: if you don’t have the money or you don’t have all the money.

"Say you owe $1,000 but only have $750 when you get the eviction notice," Gullicksen explained. "In that case, you may want to not pay your landlord $750, in case he sits on it but still continues on with the eviction. Instead, you might want to put the money to finding another place or hiring an attorney."

A good lawyer can often delay an eviction — even if it’s over nonpayment or rent — and give you time to work out a deal. Many landlords, when faced with the prospect of a long legal fight, will come to the table. Gullicksen noted that the vast majority of eviction cases end in a settlement. "We encourage all tenants to fight evictions," he said. The Tenants Union can refer you to qualified tenant lawyers.

These days some tenants who live in buildings that have been foreclosed on are getting eviction notices. But in San Francisco, city officials are quick to point out, foreclosure is not a legal ground for eviction.

Another useful tip: if your landlord is cutting back on the services you get — whether it’s a loss of laundry facilities, parking, or storage space, or the owner has failed to do repairs or is preventing you from preventing you from "the quiet enjoyment of your apartment" — you may be able to get a rent reduction. With the passage of Proposition M in November 2008 tenants who have been subjected to harassment by their landlords are also eligible for rent reductions. That involves a petition to the San Francisco Rent Stabilization and Arbitration Board (www.sfgov.org/site/rentboard_index.asp).

Gullicksen also recommends that people who have lost their jobs check out the Eviction Defense Collaborative (www.evictiondefense.org).

"They are mostly limited to helping people who have temporary shortfalls," Gullicksen cautioned. But if you’ve lost your job and are about to start a new one and are a month short, they can help. (Sarah Phelan)

OUT OF WORK? HERE’S STEP ONE

How do you get your unemployment check?

"Just apply for it."

That’s the advice of California’s Employment Development Department spokesperson Patrick Joyce.

You may think you aren’t eligible because you may have been fired or were only working part-time, but it’s still worth a try. "Sometimes people are ineligible, but sometimes they’re not," Joyce said, explaining that a lot of factors come into play, including your work history and how much you were making during the year before you became unemployed.

"So, simply apply for it — if you don’t qualify we’ll tell you," he said. "And if you think you are eligible and we don’t, you can appeal to the Unemployment Insurance Appeals Board."

Don’t wait, either. "No one gets unemployment benefits insurance payments for the first week they are unemployed," Joyce explained, referring to the one-week waiting period the EDD imposes before qualified applicants can start collecting. "So you should apply immediately."

Folks can apply by filling out the unemployment insurance benefits form online or over the phone. But the phone number is frequently busy, so online is the best bet.

This land was your land

Anyone paying any kind of attention has a deep-gut feeling that things aren’t going well for Earth. No matter how fancy or technologically advanced we get, everything humans make and break is fashioned from the resources at hand — water, air, petroleum, minerals, soil and its nutrients, and plants and trees and their fruit. Your MacBook may look space age, but it didn’t fall from the sky. "Nearly everything you use every day is based on minerals mined somewhere, often leaving behind disfigured land and a toxic mess," Howard G. Wilshire, Jane E. Nielson, and Richard W. Hazlett write in The American West at Risk: Science, Myths, and Politics of Land Abuse and Recovery (Oxford University Press, 619 pages, $35)

"Mining is the prow of America’s consumer-propelled ship. Its whole purpose is to dig up resources for transformation to consumer goods," the authors go on to note, with the kicker that such resources are nonrenewable. "A three-bedroom, two-and-a-half bathroom house of about 2,000 square feet, with a two-car garage, central air conditioning, and a fireplace, contains more than a quarter-million pounds of mined metals and other minerals."

The American West at Risk explains the exact effects mining has on Western ecosystems — in other words, the other living things trying to survive alongside humans. Beginning with forests, the authors outline the history of logging and how the right to do it on public lands was weasled from a weak Environmental Protection Agency made even weaker over the last eight years. All professional geologists, the three authors draw upon science in their argument for preservation.

An EPA library in condensed form, The American West at Risk presents a coherent survey of forestry, agriculture, water use, outdoor recreation, road building, military operations, garbage disposal, and nuclear power. "Western US public lands, about 47 percent of the region, are this nation’s patrimony — the bulk of its remaining natural capital," the authors observe. In each of the book’s 13 chapters, they study a single major resource and its uses. The chapters are tidy and stand on their own, but read together, they reveal an abuse of public lands and resources for the benefit of a very few. They also reveal how government science has been warped to perpetuate myths — for example, the idea that grazing on rangelands doesn’t harm the soil, or that military testing shouldn’t have bothersome effects on downwind populations.

The conclusions reached by Wilshire, Nielson, and Hazlett aren’t all doom and gloom — solutions are included — but amid climate change, the authors deserve great credit for not mincing words. The American West at Risk is being marketed as a textbook, and although schools are one ideal realm for its ideas, they aren’t the only one. This book appeals to anyone with an interest in environmental issues, and is essential bedside reading for any environmentalist or activist. It should be read by all Westerners — and by anyone who cares about this great, vast, once bountiful planet, now on the brink of death.

Losing the West

GREEN CITY Our society can’t continue functioning the way it does. Exploiting the natural abundance of resources in the western United States, without balancing the needs of nature, has lead to the myriad environmental problems outlined in The American West at Risk, a book recently penned by Bay Area–based geologists Richard W. Hazlett, Jane E. Nielson, and Howard G. Wilshire.

A thorough survey of environmental issues related to forestry, water, agriculture, mining, road building, outdoor recreation, waste disposal, military testing, nuclear energy, and warfare, the book was written from the perspectives of scientists, but told in such a way that the science makes the case for preservation by driving home the point that everything the human race depends on comes from nature. Ultimately, the authors stress that the solution is homegrown. "Americans have to start caring about the survival of small communities, their local towns, and their local resources."

We caught up with Nielson and Wilshire by phone to discuss the book in anticipation of their visit to San Francisco this week.

SFBG It often seems like saving the world becomes an emotional or moral stance and less of a scientific one — or that’s how it frequently gets framed by opponents.

JANE E. NIELSON That’s right, and for no reason. Economics have become more important. One of the things we’re trying to say is the environment is the basis for our economic well-being.

SFBG Do you think that if people more fully realize that resources aren’t infinite, thriftiness will become more of the American lifestyle?

JEN It would be very desirable for people to realize that more, to have it taught in schools. How much time we have left to do that, I don’t know. I feel that once people do get an appreciation for the fact that life is going to be leaner, that the soil is really important, things can change very rapidly.

HOWARD G. WILSHIRE My pessimism is borne of the fact that they will have to respond quickly because we are on the brink of serious problems. Climate change is a big one and coping with that — the plans that are being endorsed now and pushed now by politicians and businesspeople — are that we’re going to have to find alternatives to cheap oil to keep on doing what we’re doing.

SFBG In the book you reveal a pattern of public commons being used to benefit a minority, whether its subsidies for big growers, cheap grazing rights, water rights for a handful of a farmers …

HGW It’s across the board.

SFBG How do we break these patterns of privilege, because it’s so ingrained it seems like an institutional problem?

JEN I have to tell you this is something that just sort of grew on us as we wrote the book. We knew about various subsidies, but the immensity of it and the pervasive pattern really only became clear as we progressed through the book.

SFBG It’s interesting that not only is there a pattern of subsidies, but they’re for a very small percentage of people.

JEN The whole history of land ownership in this country was intended to support the small person. The Homestead Act was supposed to give land to individuals, but most people failed at homesteading and there was no provision built in to prevent land from being gobbled up by big landowners.

SFBG So how can we flip this? Some of it is local, but for a lot of it these laws are federal.

HGW We have to take money out of the election system so we can get people free of monetary interest promoting their offices to do something useful. There are people who have the insight and the knowledge to know that we have got to stop this bleeding of our resources through subsidies.

Steiner: A Global Green New Deal

NAIROBI – With unemployment soaring, bankruptcies climbing, and stock markets in free-fall, it may at first glance seem sensible to ditch the fight against climate change and put environmental investments on hold. But this would be a devastating mistake of immediate, as well as inter-generational, proportions.

Far from burdening an already over-stressed, over-stretched global economy, environmental investments are exactly what is needed to get people back to work, get order books flowing, and assist in powering economies back to health.

In the past, concern for the environment was viewed as a luxury; today, it is a necessity – a point grasped by some, but by no means all, economic architects yet.

Waning wildlife

GREEN CITY Changes to ocean and air temperatures, rising sea levels, loss of habitat, scarcity of food, altered precipitation patterns, environmental asynchronicity — these are the concerns of wildlife biologists who are watching the increased effects of climate change on the thousands of plant and animal species that share the earth with people. Overall, global warming threatens a third of existing species, with 50 percent now in general decline due to a variety of human activities.

Bay Area wildlife is already being negatively affected by a warmer world, one that locally manifests in nesting birds roasting to death during heat waves, plummeting fish populations, and starving whales. Those stories were part of "Irreplaceable: Wildlife in a warming world," a recent seminar held at the San Francisco Public Library by the Endangered Species Coalition. Maria Brown, superintendent of Gulf of the Farallones National Marine Sanctuary — one of the most biologically diverse regions in the world, shared a grim account of the Cassin’s auklet.

"This little seabird you maybe never heard of may predict the future of climate change in San Francisco," said Brown.

The auklet spends most of its life far out at sea, and flies inland to breed in burrows on remote islands and coastlines. Invasive grasses have choked many of the prime burrowing spots along the coast, so wildlife biologists have installed bird boxes as an alternative. April, the height of the annual nesting season, was an unusually warm month, with thermometers on the Farallones Islands clocking 90-degree temperatures. The bird boxes turned into ovens. "They literally cooked," said Brown of the breeding auklets. "This is a prediction of what’s to come."

The auklet’s story also shows how species have already been negatively impacted by human activity, even before dramatic climate change was factored into the equation. That’s a point all the speakers drove home.

"We’re dealing with these threats that already exist. Now with climate change we superimpose all these unknowns," said Tamara Williams, a hydrologist for the Golden Gate National Recreation Area, a 60-mile swath of incredibly diverse land spanning from Tomales Bay to San Mateo that is home to 34 threatened or endangered species — more than any other national park in continental North America. "Those listed species were listed without considering impacts of climate change. We’re dealing with species that were in trouble already."

And how will it affect other species that aren’t listed? Williams gave an example of the coast redwood, which relies on a foggy environment to stave off drought during summer months. Will the coast continue to be as foggy as it’s been in the past? "We wish we could predict what’s going to happen, but we can’t," she said.

Mike Lynes of Golden Gate Audubon said the Bay Area has global significance for birds, but there’s already been a 90 percent loss of its historic wetlands — one of the primary habitats for shorebirds, which are already in a 50 percent decline. Climate change is only going to make the world harder for them, he said as he flashed maps of altered land masses in the event of a one-meter sea level rise — the modest prediction for what will happen by 2100. The maps showed that such a rise will cause wetlands in Richmond, along the Petaluma River, and in Silicon Valley to disappear. Lynes pointed out that the reconfigured coast doesn’t allow room for new wetlands — the coastlines will butt up against already heavily developed urban enclaves for people.

But, he said, expanding and preserving wetlands would benefit birds and humans — wetlands mitigate flooding and are a high-quality CO2 trap.

Zeke Grader, executive director of the Pacific Coast Federation of Fishermen’s Associations, didn’t sound optimistic about preserving one critical wetland — the Sacramento-San Joaquin delta — when he spoke about the collapsed Pacific salmon population.

"We know pretty much what the problems are for the Central Valley salmon. It doesn’t take a blue-ribbon panel like the governor would like to appoint," he said. "We’ve affected most all of its lifestyle, its lifecycle, by blocking off the places where these salmon spawn," rattling off the names of dams and rivers — Shasta, Bryant, American, Feather — that are no longer easily passable for fish returning to lay eggs where they were born.

On top of that, eggs that are successfully laid hatch into fish that then migrate downstream where they encounter the delta, an "estuary beginning to die." There, agricultural runoff, limited freshwater, and powerful pumps all threaten fish survival.

The few salmon that make it out to sea are faced with altered currents, fewer cool water upwellings, lower quantities of food, and literal dead zones where pollution has obliterated the natural diversity of the water.

"We know what has to be done to fix it. What has been done? Absolutely nothing. Now comes global warming. How well are we going to respond now that we have global warming?" asked Grader. "This year there was no fishing for the first time since 1848," bringing the issue back to the basic human need for food, as well.

He urged people to start demanding more from elected leaders, including a stronger Endangered Species Act with a well-funded mandate, and to begin "raising a much higher bar if we expect to have salmon on the planet, humans on the planet, in the future."

At the start of the evening’s presentation, Representative Nancy Pelosi’s aide, Melanie Nutter, delivered a short message from the Speaker of the House calling global warming a moral challenge. Nutter didn’t stay for the presentation, however, and wasn’t there to hear speaker after speaker call out the government for lack of action and, in some cases, inappropriate action.

Tom Dey, a water policy analyst who was seated in the audience, commented that change might come from the top of Barack Obama’s administration, but local officials need to be lobbied. "We have Senator [Dianne] Feinstein and Governor [Arnold] Schwarzenegger, who have written off the delta," he said, bringing up their support for a $9 billion bond to build more dams.

All the speakers urged individual action as well, and Williams said the Interior Department was "committed to doing what we can to reduce our own carbon footprint."

So far, that has been an analysis of carbon emissions throughout the national park system. GGNRA recently approved its climate action plan and is just beginning implementation of three major phases: emissions reduction, education, and adaptation, according to Laura Castellini, an environmental protection specialist. So far, that has meant an energy reduction partnership with Pacific Gas and Electric Co., an integration of climate change into interpretations, and beginning a more focused look at how sea level rise will affect GGNRA lands.

There have been hurdles, too. Castellini said most of the park’s emissions actually come from visitors, so the organization is looking at ways to enhance shuttles to and through parks as well as encouraging alternative transportation to arrive there in the first place. When asked how GGNRA was changing its own driving patterns, she said the agency was having problems getting more fuel-efficient cars. "Right now we get all of our vehicles from the General Services Administration. They have been a little slow in getting us vehicles that get us closer to our goal." Specifically, GSA only offers flex-fuel automobiles that run on ethanol, a plant-based fuel that many environmentalists are criticizing as unsustainable. Furthermore, Castellini said there are no ethanol stations in San Francisco.

Even given the concrete actions the park system is taking, there are still a lot of big unanswered questions, said Castellini. What if Glacier National Park no longer has any glaciers? "What does it mean if our protected areas no longer protect what they were established to?" she asked.

The Irreplaceable campaign, which includes a photo exhibit (closing Dec. 31 at the Main Branch of the SFPL), is traveling the country, ending in Washington, DC, as part of a push for Congress to recognize the gravity of the problem. Mark Rockwell, director of the program, closed the seminar by saying, "The only constant in nature is change. Change is what we’re going to have to become more comfortable with."

That includes human change.

A flawed energy bill

Sophie Maxwell has stepped into the battle, introducing a mild ordinance that lifts some of the language from the Clean Energy Act but would accomplish very little. We’re glad to see Maxwell stepping up her efforts to close the dirty Mirant Power Plant in Potrero Hill, but her legislation needs some significant amendments.

Maxwell’s ordinance, cosponsored by Sup. Aaron Peskin (who is one meeting away from being termed out), would make it city policy to "take all feasible steps" to close the Potrero plant. That’s a laudable goal. It also borrows the aggressive environmental goals from the Clean Energy Act, stating that the city needs to meet all its energy needs by 2040 with renewable power. But unlike the Clean Energy Act, Maxwell’s mandate ignores PG&E, which supplies the vast majority of the electricity in San Francisco and which can’t even meet the state’s weak alternative energy standards. Her requirement would apply only to the city’s own power supplies, which come mostly from the Hetch Hetchy hydroelectric project and thus already meet the 2040 standards. So the part of the bill that deals with climate change and greenhouse gas emissions is utterly useless.

The measure calls on the San Francisco Public Utilities Commission to study the ways the city can meet its energy goals without the Potrero plant — again, a fine idea. But it ducks the central question: who’s going to control the local electric grid, and thus the city’s energy future? Will PG&E continue to call the shots (in which case San Francisco will never meet credible green-power goals)? Or will the city take control of the distribution system, which would allow lower electric rates and far higher environmental standards?

As Amanda Witherell reports on page 17, Maxwell’s aide, Jon Lau, said the ordinance is "sort of agnostic toward public power." That’s a mistake — leaving public power out of the equation amounts to a capitulation to PG&E and a guarantee that nothing substantial will change in the city’s energy portfolio.

Maxwell wants to close the Potrero plant as quickly as possible, and so do we. The best way to do that is to block the plant’s water permit when it comes up next year (see "Water board can close Mirant," 11/25/08), and Maxwell and City Attorney Dennis Herrera are moving on that front. But the California Independent System Operator (Cal-ISO), which controls the state’s grid, has in the past argued that the city needs a certain amount of generating capacity within its borders, and could force the Potrero plant to keep running.

Maxwell originally supported a plan to replace the in-city generation capacity by installing city-owned combustion turbines that would run only during periods of peak demand. But that plan failed after both environmentalists and PG&E opposed it. Now she’s pressing an alternative that would use new transmission cables, one owned by PG&E, to eliminate the need for power plants in the city.

That might work — but it would still leave the city in PG&E’s clutches, and while it would eliminate a source of pollution in southeast San Francisco, the city would still be using dirty power from PG&E’s nuclear and fossil-fuel plants elsewhere.

The best long-term solution is to build city-owned renewable generation to replace Mirant. The city’s community choice aggregation plan is moving in that direction. But ultimately, San Francisco will only reach aggressive clean energy goals if it controls its own fate.

Maxwell’s ordinance should be amended to clearly mandate a study that examines the feasibility of a public power system in San Francisco. If that’s not in the final version, the bill should be voted down.

Her requirement would apply only to the city’s own power supplies, which come mostly from the Hetch Hetchy hydroelectric project and thus already meet the 2040 standards. So the part of the bill that deals with climate change and greenhouse gas emissions is utterly useless.

The measure calls on the San Francisco Public Utilities Commission to study the ways the city can meet its energy goals without the Potrero plant – again, a fine idea. But it ducks the central question: who’s going to control the local electric grid, and thus the city’s energy future? Will PG&E continue to call the shots (in which case San Francisco will never meet credible green-power goals)? Or will the city take control of the distribution system, which would allow lower electric rates and far higher environmental standards?

As Amanda Witherell reports on page 17, Maxwell’s aide, Jon Lau, said the ordinance is “sort of agnostic toward public power.” That’s a mistake – leaving public power out of the equation amounts to a capitulation to PG&E and a guarantee that nothing substantial will change in the city’s energy portfolio.

Maxwell wants to close the Potrero plant as quickly as possible, and so do we. The best way to do that is to block the plant’s water permit when it comes up next year [tk: still need a date for this: (see “Water Board can close Mirant,” 11/25/08), and Maxwell and City Attorney Dennis Herrera are moving on that front. But the California Independent System Operator (Cal-ISO), which controls the state’s grid, has in the past argued that the city needs a certain amount of generating capacity within its borders, and could force the Potrero plant to keep running.
Maxwell originally supported a plan to replace the in-city generation capacity by installing city-owned combustion turbines that would run only during periods of peak demand. But that plan failed after both environmentalists and PG&E opposed it. Now she’s pressing an alternative that would use new transmission cables, one owned by PG&E, to eliminate the need for power plants in the city.

That might work – but it would still leave the city in PG&E’s clutches, and while it would eliminate a source of pollution in southeast San Francisco, the city would still be using dirty power from PG&E’s nuclear and fossil-fuel plants elsewhere.

The best long-term solution is to build city-owned renewable generation to replace Mirant. The city’s community choice aggregation plan is moving in that direction. But ultimately, San Francisco will only reach aggressive clean energy goals if it controls its own fate.

Maxwell’s ordinance should be amended to clearly mandate a study that examines the feasibility of a public power system in San Francisco. It that’s not in the final version, the bill should be voted down.

GREEN CITY In its final full month in power, the George W. Bush administration has managed to screw up one last chance to take action on the increasingly desperate climate crisis, the latest in a string of diplomatic failures being inherited by the incoming Barack Obama administration.

The UN Climate Change Conferences in Poznan, Poland concluded Dec. 12 after nearly two weeks of negotiations, presentations, and demonstrations. Greenpeace pushed hard for strong action at the conference, even using San Francisco as a staging ground for its message.

Yet what Greenpeace officials initially viewed as a great chance to show a new face of American leadership on global warming instead turned out to be what group spokesperson Daniel Kessler called "a profound disappointment."

Kessler and other representatives from Greenpeace told the Guardian that members of the American delegation refused to agree to any international agreements because they didn’t want to constrain the incoming administration. The indecisive US stance then spread to other industrialized nations and no substantial agreement was reached.

"In Poznan, it seemed like everyone was in a holding pattern waiting for the Obama administration. But it’s just another excuse when what we really need is action," Kessler said.

For Ben Smith, Greenpeace’s global warming national organizer, this is just the most recent strategic move that the administration has made over the past eight years to obstruct any meaningful progress on the environment.

"The reality is, of course, that they’re catering to industry and don’t want to come to an agreement," Smith said. "They’re continuing their efforts to stall any progress."

Much of Greenpeace’s work at the conference has been to work around the US delegation, attempting to show the international community that the Bush administration is in its death throes and out of touch with the country when it comes to dealing with global warming.

On Dec. 6, Greenpeace organized "A Global Day of Action" to send the message that the American people are ready to help save the planet. It staged demonstrations in 25 cities around the country and dozens more around the world. In San Francisco, the organization brought more than 300 volunteers, activists, and community members to Crissy Field to hold a 30-by-50-foot green postcard reading: "Dear World Leaders, We are ready to save the climate — San Francisco. P.S. Yes We Can!"

A helicopter buzzed overhead to capture the image with the Golden Gate Bridge towering in the background. The images and others like it were sent to the Greenpeace delegates in Poland.

During the San Francisco event, Lauren Thorpe, a field organizer with Greenpeace, stood on the back of the flatbed truck that served as the stage and summed up the day’s message. "We really want strong action on global warming and we’re ready for America to take a leadership role on that again," she said.

The atmosphere at the event was hopeful and enthusiastic. Sup. Ross Mirkarimi even stopped by midway through his morning jog, apparently unaware he was scheduled to speak until 20 minutes before. He stood above the crowd in gray sweats and, after catching his breath, delivered a stirring impromptu speech encouraging the audience to hold officials at all levels of government accountable.

"Our federal government is moving at a very glacial pace in order to address the global warming crisis," he said. "And I’m not seeing any evidence that that’s going to turn around soon enough so that we can relax here from a local or municipal perspective."

Though the negotiations in Poland may have fizzled, the outpouring of support from San Francisco and elsewhere has encouraged Greenpeace during this important transition period. Kessler says that Greenpeace will continue to pursue its direct action strategy while working with the Obama administration’s new team.

"There is a lot of hope that he’s going to do the right thing," Smith said.

Lucy Pearce, a campaign leader from the British organization Stop Climate Chaos, urged the Crissy Field crowd to push for bold action on the climate change in the coming year: "We have to keep the pressure on and make sure that we don’t just rest on hope. We’ve actually got to deliver on climate change."
