Bayview–Hunters Point resident Espanola Jackson says her phone rang off the hook after the San Francisco Chronicle printed her photo — but none of her concerns — under the headline "Residents Like Plan to Revitalize Area." It was part of the newspaper’s extensive coverage of Mayor Gavin Newsom’s plan to rebuild the community around a football stadium.

"People called to say, ‘You need to sue the Chronicle,’ " Jackson told the Guardian. Newsom wants to entrust Florida-based developer Lennar Corp. with cleaning up the five highly contaminated Hunters Point Shipyard parcels. Jackson finds this plan worrisome because, as the Guardian recently revealed ("The Corporation That Ate San Francisco," 3/14/07), Lennar was cited multiple times last year for failing to monitor and control dust and asbestos at Parcel A, the first and only piece of the shipyard that the Navy has released to the city as ready for development. Lennar is also being sued by three employees for allegations of racially charged whistle-blower retaliation in connection with the problems on Parcel A (see "Dust Still Settling," 3/28/07).

Beyond her problems with Lennar, Jackson worries that Newsom’s plan doesn’t account for climate change or the true cost of shipyard cleanup.

"Because of global warming, that entire area is going to be underwater," Jackson said. "And if Michael Cohen [of the Mayor’s Office of Base Reuse] and the rest of them are really interested in cleaning up the area, they should send a resolution to the Board of Supervisors requesting that Dianne Feinstein, Barbara Boxer, and Nancy Pelosi appropriate $5 billion, which is what it will really take to clean up the shipyard."

Jackson was also frustrated that neither the Hunters Point Shipyard Restoration Advisory Board, which is composed of local residents, tenants, and environmental and community groups, nor the regulators overseeing the cleanup have been consulted by the mayor in his haste to try to keep the 49ers in town by quickly building a new stadium.

Jackson, who bought a home in the Bayview 34 years ago, said residents want a thorough cleanup, not a rush job. That was what city residents said in November 2000 when they overwhelmingly approved Proposition P, demanding that no transfer of property take place "until the entire Shipyard is cleaned to residential standards."

"It’s a landfill, and it needs to be removed," Jackson said.

Yet Lennar, which won the contract to redevelop the shipyard, is in a worsening financial position to deal with unexpected challenges at the site. The company’s profits plummeted more than 70 percent in the first quarter of 2007 because of the slumping housing market. Jackson doesn’t believe the cleanup will cost $300 million, a figured touted by Cohen, but she questions where the cleanup money will come from.

"Only white folks will be able to afford the 8,900 housing units that Lennar is proposing to build near the stadium," Jackson said.

The Chronicle‘s overwhelmingly positive coverage of the mayor’s shipyard plan came shortly after Lennar Urban president Kofi Bonner wrote to the Board of Supervisors and the San Francisco Redevelopment Agency claiming that articles in the Guardian and the Chronicle about Lennar’s asbestos and dust problems at the shipyard and the lawsuit by employees "are full of errors, inaccuracies and misinformation."

Asked what errors Bonner was referring to, Lennar spokesperson Sam Singer told the Guardian, "My main complaint is with the lawsuit, which contains numerous false allegations, and with the Chronicle‘s article, which called these employees ‘executives.’ " Lennar has not requested any corrections of Guardian articles.

Asked about the lawsuit’s claim that Bonner sat by and allowed the alleged discrimination to happen, Singer told us, "Kofi is one of the leading African American executives in the nation." Neither Bonner nor Lennar vice president Paul Menaker, who are both named in the whistle-blower suit, returned the Guardian‘s calls as of press time.

Attorney Angela Alioto, who represents the three African American Lennar employees suing the company, told the Guardian that Singer’s defense of Bonner is "racist."

"Just because Kofi is African American means he couldn’t discriminate?" Alioto asked.

Equally disturbing is the Mayor’s Office’s reliance on Lennar for accurate information about the developer’s performance at the shipyard. When the Guardian contacted Newsom press secretary Nathan Ballard for comment about Lennar, he wrote to the Guardian, "You might want to give Sam Singer a call. He’s the spokesperson for Lennar and can really answer questions about that stuff … accurately."

After making it clear that we wanted Newsom’s perspective, not Lennar’s, Ballard wrote that the Mayor’s Office is "confident the systems we have in place will protect human health," an answer that dodges our question about the violations that happened over a six-month period in 2006.

Insisting that Lennar will not be asked to take over the cleanup, Ballard claimed that "if the city pursues an ‘early transfer’ with the Navy, a specialized environmental remediation firm, not Lennar, would finish certain elements of the cleanup. And the city will have extensive oversight over any such work."

Ballard refused to comment on the suit brought against Lennar by three of its employees but went into detail about the Restoration Advisory Board, which he said was "created by the Navy to advise the Navy."

"The city created its own Citizens Advisory Board independent of the Navy for local input from the Bayview community," Ballard claimed.

He also maintained that the "Navy is and will always remain legally responsible for paying for the cleanup. Over the last three to four years, we have secured more cleanup money for the shipyard than any other closed Navy base in the county. We intend to have those robust funding levels continue."

This was also one of the most toxic bases in the country, which is why the conversion effort has been difficult. Plaintiff Guy McIntyre also alleges it is complicated because of chicanery. Before being demoted, McIntyre said he told his bosses there were "severe discrepancies in the invoicing submitted by Gordon Ball," which has a $20 million construction contract with Lennar.

"Specifically, while Gordon Ball stated that over $1 million was going to a certain minority-owned subcontractor, only a small fraction of that money was actually going to the subcontractor," the lawsuit contends.

We have been trying to review those public records, so far without success. James Fields, contract compliance supervisor for the Redevelopment Agency, told us that Gordon Ball subcontracted with several minority business enterprises, including Michael Spencer Masonry, Oliver Transbay, Remediation Services, Bayview Hunters Point Trucking, and Gordon Ball’s joint-venture partner, Yerba Buena.

Fields said, "I have been advised that the project manager usually presides over the collection of the data but that they are out of the country. Because the project is substantially completed, we will ask the prime contractor, which is Ball, and the minority business enterprises and the women business enterprises under Ball to show us how much they were paid, then compare the sets of records."

In other words, there are still more unanswered questions about Lennar and its subcontractors. *

Bayview’s perspective

Consider the perspective of Marie Harrison and her political allies in Bayview — including the owners and writers at the San Francisco Bay View newspaper — whose support for Proposition 90 has put them at odds with the progressive political community.
Harrison, who is running for supervisor against incumbent Sophie Maxwell, lives on Quesada Avenue just off Third Street, in a diverse neighborhood bustling with vitality. Residents have transformed the wide median on her street into a gorgeous community garden. Almost all the houses are owner-occupied and well maintained.
“Blight” is not a word that most people would use to describe this neighborhood. Yet that is the word city officials have used to justify their decision earlier this year to turn this neighborhood and the rest of Bayview–Hunters Point into the biggest redevelopment area in city history over the strident objections of Harrison and others.
Redevelopment is a process that collects annual property tax increases into a fund that the San Francisco Redevelopment Agency uses to subsidize favored development projects, usually working with big developers and often bundling properties together for them to use, seizing the land by eminent domain if need be.
“The Redevelopment Agency is like a monster,” Dr. Ahimsa Porter Sumchai, a physician who covers the environment for the Bay View, told the Guardian while sitting in Harrison’s house.
For Harrison and others who moved to this neighborhood after being forced out of the Fillmore by another redevelopment effort that began in the ’60s, redevelopment means one thing: displacement of existing residents, or “repeopling,” a disturbing term that Harrison said she found in some Redevelopment Agency literature. They see it as simply a land grab by greedy developers working in cahoots with Mayor Gavin Newsom and the political establishment.
“Yeah, we’d like to see our community built up and look nice. But does that mean I don’t get to live here?” said Harrison, who, like many Bayview residents, owns her home but struggles to get by: she works, and her husband has two jobs, but they still live month to month.
It is that fear that caused Harrison to support Prop. 90 even after editors at the Guardian and other progressive voices tried to convince her that the state measure’s damaging aspects far outweigh its protections against eminent domain.
While Harrison admitted, “I see some things in Prop. 90 that scare the shit out of me,” she said, “desperation has set in.
“They’ve taken all hope. I see that I have to protect my community. Somebody has to remove the fear…. In this community, [Prop. 90 is] a hope and a chance.”
Where Maxwell and city leaders who favor redevelopment see progress, Harrison and others see an insidious conspiracy to take control of Bayview away from the people who live there.
And the narrative that city government is out to get Bayview has recently been reinforced by other actions: Newsom’s announcement that he wants to use Bayview–Hunters Point as a staging ground for the 2016 Olympics; expanded plans for upscale housing development around Candlestick Park; City Attorney Dennis Herrera’s rejection of a seemingly successful referendum drive challenging the Bayview Hunters Point Redevelopment Plan and the refusal of the Board of Supervisors to allow a vote on the matter; city staffers issuing regular citations to Bayview property owners to make improvements or risk fines; the Housing Authority’s failure to properly maintain the projects it manages; Herrera’s decision this month to seek civil injunctions preventing the free association of purported members of the Oakdale Mob; and the Redevelopment Agency’s Oct. 17 decision to let Lennar Corp. out of its pledge to build rental units on Parcel A of the former Hunters Point Naval Shipyard.
Add it all up, and it becomes understandable why many Bayview residents buy into the vision that Bay View publisher Willie Ratcliff has repeatedly put on the front page of his newspaper: “the bulldozers are at our borders,” just waiting to turn Bayview into one more white yuppie enclave and make a handful of politically connected developers rich in the process.
Officials strenuously deny this is true, arguing that this redevelopment project is all about helping the area by building more affordable housing, infrastructure, and open space and noting how the plan strictly forbids the seizure of residential property by eminent domain.
“The agency has that historical baggage, but we haven’t done anything like that in many years,” Marcia Rosen, director of the Redevelopment Agency, told us.
That hasn’t allayed fears in Bayview or among its allies outside the community, most notably Brian Murphy O’Flynn, whose North Beach property was seized by the city in 2003 to be turned into a park.
“I thought, ‘These people are getting steamrolled,’” O’Flynn told us. “The people there are going to be displaced…. It comes down to money. [Powerful people] want that neighborhood. It’s right on the water, and it’s going to make some people rich.”
Nonetheless, O’Flynn has concerns about the other impacts of Prop. 90, so much so that he has parted ways with his Bayview allies on the measure and refused requests by Prop. 90 advocates to join the campaign.
“I have no position on 90,” O’Flynn said. “But I understand how it came about.” SFBG

Doug Chan, PG&E’s man at City Hall

Matt Smith, the SF Weekly columnist, did a little investigative reporting last week and discovered that Doug Chan, candidate for supervisor from District 4, does, indeed, live in the district, has a messy house and hasa neighbor who complains about him hogging the laundry room. But after what appears to have been a brief conversation (summarized in a couple of paragraphs), Smith concludes that Chan is really a hell of a guy, and would be a fine supervisor. (He main claim to fame, according to Smith, is that he thinks “ideology is killing San Francisco.”) What an ass.

Smith’s bang-up investigation, however, missed a little fact that’s easily accessible to anyone who checks some state and local public records. Chan is an attorney for Pacific Gas and Electric Co.

In fact, California Public Utilities Commission records show that Chan’s law firm, Chan, Doi and Leal, has received more than $200,000 in legal fees from the utility in the past two years. Chan himself, as a partner, has pocketed at least $10,000 of that money, according to his economic interest statements.

It’s hard to figure out what Chan has done for PG&E — he clearly doesn’t do utilities law (or much else that fits PG&E’s needs, according to his own website.)

Should the city elect a candidate who has derived a substantial amount of his personal income from one of the greatest lawbreakers in town, a company the city is fighting now over public power in Bayview Hunters Point and will be fighting bitterly over citywide public power in the next few years?

Really scary

I had a really scary moment tonight.

it started well — I was moderating a discussion on immigration politics at New College, featuring Justin Akers Chacon, who has written a new book called “Nobody is Illegal.” Renee Saucedo, a longtime advocate for immigrants and day laborers, was on the panel, too, and we had a great discussion — until the very end, when Saucedo starting talking about how she was trying to build coalitions between immigrants and African Americans in Bayview Hunters Point, organizing around opposition in that neighborhood the the redevelopment plan.

And out of nowhere, she urged everyone to vote yes on Proposition 90.

For the record, Prop. 90 is almost indescribably horrible. It’s a radical right wing property-rights measure that would instantly halt any new environmental laws, any new rent-control laws, any new workplace safety laws, any new zoning laws, any limits on evictions or condo coversions … it would effectively stop government regulation of private property in California.

So why was Saucedo, a smart lawyer and strong progressive, supporting it? Because Willie Ratcliff, the publisher of the San Francisco Bay View, and Marie Harrison, a candidate for supervisor from District 10, are so dead-set against redevevelopment that they’ve signed on with the worst of the right-wing nuts in the state to endorse a measure that claims to be limiting eminent domain but is so much, much more.

I’ve discussd this with Harrison; she totally doesn’t get it. Neither, for now, does Renee Saucedo. I understand their fear of redevelopment seizing people’s homes — and I understand Saucedo’s desire to build ties with and follow the lead of African American community leaders. But get a clue, my friends. This is embarassing.

If people like Renee Saucedo are getting duped into supporting the worst law to come along in California since Prop. 13, we’re in serious trouble.

So much going on this week: the cops and the San Francisco Police Commission are heading for a battle over secrecy, the cops and the supervisors are headed for a battle over foot patrols — and Mayor Gavin Newsom is heading for a battle with homeless advocates over a new round of sweeps at Golden Gate Park. The mayor and the local gendarmes can’t win any of this without community support and would do far better to stop trying to fight these battles.
Then there’s redevelopment and the city attorney … and we might as well get started:
•The state Supreme Court ruled a couple of weeks ago that all police disciplinary records have to be kept secret. It’s an awful decision, and San Francisco needs to find a way around it if at all possible. Some police commissioners, starting with David Campos, want to do that, but City Attorney Dennis Herrera is interpreting the law very conservatively and not offering the commission a lot of options.
Why not make public all the charges against cops with the individual officers’ names redacted? At least the community would know that some cops are improperly shooting people, giving liquor to minors, beating up people of color, beating up their spouses … and at least we’d all have a way to demand some policy changes. Or why not tell bad cops facing disciplinary hearings that they can plea bargain for a lenient sentence — and waive their rights to privacy — or take their chance in a full commission trial, where they will face termination if they lose? Let’s think here, people: this is too important to just give up. San Franciscans aren’t going to accept a secret police state.
•The mayor and the police chief are still fighting against Sup. Ross Mirkarimi’s plan to put cops on foot in high-crime areas. That’s a loser, Mr. Mayor. Nobody thinks that your current plans are working.
•After visiting Central Park in New York City — which is run by and for a private group of rich people — Newsom has decided to clear all the homeless people out of Golden Gate Park. Let me offer a little reality here: people sleep in the park because they have no place else to go. You cut their welfare payments and let the price of housing skyrocket, this is what you get. Sweep them out and they won’t disappear: they’ll sleep on the streets in the Haight and the Sunset and the Richmond. There’s a great campaign issue.
Besides, Golden Gate Park, homeless and all, is generally a safe, pleasant place, with only minor crime problems. But kids are dying on the streets only a few hundred yards away in the Western Addition. We don’t have enough cops to walk the beat where they could save lives — but we have enough to roust the homeless?
•Herrera, who’s got his hands full of ugly messes this week, tossed a referendum on the Bayview Hunters Point Redevelopment Plan off the ballot because each of the petitions didn’t have the entire plan attached. For the record, the plan is 62 pages. If this is the standard — an entire plan has to be copied and printed with every single petition — then as a practical matter, nobody in California can ever do a referendum on a redevelopment project. I suspect that’s not what Hiram Johnson had mind. SFBG

Battle for Bayview

It’s been a week since City Attorney Dennis Herrera invalidated the seemingly successful referendum drive challenging the Bayview Hunters Point Redevelopment Plan, and everyone involved is still wondering what’s next.
Can the biggest redevelopment plan in city history just move forward as if more than 33,000 city residents hadn’t signed petitions asking to vote on it? Legally, that’s where the situation now stands. But even Herrera told the Guardian that the legal question he answered is separate from the policy and political questions.
Should the Board of Supervisors hold a hearing to discuss the controversial issues raised by redevelopment and this referendum? Should it consider repealing the plan and allowing a ballot vote, as some supervisors want?
And if each referendum petition must include a thick stack of all related documents, as Herrera’s opinion indicates, won’t that make it prohibitively expensive for a community group to ever challenge such a complex piece of legislation? Have the citizens in effect lost the constitutional right to force a referendum on a redevelopment plan?
“I can’t speak to what the practical effect will be. I can just tell you what the state of the law is,” Herrera told us, noting that referendum case law clearly indicates that the petitioners should have carried the 62-page redevelopment plan and all supporting documents, not simply the ordinance that approved it.
A “TERRIBLE” DECISION
Four supervisors — Chris Daly, Tom Ammiano, Gerardo Sandoval, and Ross Mirkarimi — voted against the plan in May. All have expressed concern about Herrera’s decision, but none have yet called for a hearing.
“Whether you agree or disagree with this opinion on the validity of the redevelopment referendum, it raises some grave concerns that this process — a democratic, grassroots process — was overturned,” Mirkarimi told us. Daly called the decision “terrible.”
Yet given that they need the support of at least two more supervisors to reconsider the plan, Mirkarimi conceded that the next step will probably have to come from a lawsuit by the petitioners, a move referendum coalition leaders Willie Ratcliff and Brian O’Flynn say they intend to pursue if political pressure fails.
“It’s unclear what the next steps are to dislodge this from the legal shackles that knocked it down,” Mirkarimi said. “Something doesn’t smell right, and it’s difficult to trace the odor completely without the courts getting involved.”
But Ratcliff hasn’t given up on forcing a political solution, which he is pushing through his coalition and the San Francisco Bay View newspaper he publishes. The paper last week ran a story on the decision under the hyperbolic headline “City Hall declares war on Bayview Hunters Point.”
“We’re talking to lawyers, but to us the last resort is going to court. We feel we can pull it off politically,” Ratcliff told us. “What this did really was unite this community. If the city will pull this kind of thing, how are we going to have any faith in this plan? We’re going to flex our power…. People are ready to fight now.”
One gauge of Ratcliff’s support in the community will come on the afternoon of Sept. 27, when he will lead a march and rally on the issue. The event is tied to the 40th anniversary of the so-called Hunters Point Uprising, when a teenager was shot by police and the resulting community backlash was violently quelled using National Guard tanks and police sharpshooters.
“With the 40th anniversary of the Hunters Point Uprising of Sept. 27, 1966, only days away, this sounds like a declaration of war against the same people who protested then and are protesting still against police brutality and for jobs, economic equity and the right to develop our own community and control our own destiny,” Ratcliff wrote in a front page editorial.
Ratcliff told us, “We’re going to have a big march out there to show the city that we oppose this plan.”
THE PLAN IS IN EFFECT
Herrera’s opinion on the referendum was requested by Mayor Gavin Newsom, the San Francisco Redevelopment Agency, Board of Supervisors president Aaron Peskin, and Sup. Sophie Maxwell.
Redevelopment Agency director Marcia Rosen told the Guardian that fears of redevelopment stem from how badly it was handled in the Western Addition in the 1960s, but that the agency and the political climate of the city have changed. She said the agency is approaching Bayview–Hunters Point in an incremental, community-based fashion. She said the plan should go forward and will eventually prove the fears are unfounded.
“The plan was adopted by the board and signed into law by the mayor, and there is no further action needed, so the plan is in effect,” she told us.
Maxwell and Peskin each said they’re inclined to just let the redevelopment plan go into effect, although Peskin said, “I’m not going to stop any supervisor from having a hearing on any subject.”
“It’s important to understand that this plan is a living document, so there will be changes and people talking to each other,” Maxwell told us. “It’s certainly not the end of anything.”
She told the Guardian that the referendum campaign used paid signature gatherers, money from a developer from outside the area, and distorted claims about eminent domain and other aspects of the plan — misrepresentations that signers could have checked if the plan was readily available as legally required.
“The democratic process has to be taken seriously, and democracy is not easy,” Maxwell told us. “The decision was about preserving the democratic process, and people need to have facts at their disposal. There has to be a process and there has to be a standard.”
That’s certainly true — and O’Flynn is a contractor who lives in the Marina. But it’s hard to imagine how carrying around thick stacks of paper filled with complex land-use plans would have made a difference. Most signers would never have stopped to take several hours to read it all.
John Matsusaka, president of the Initiative and Referendum Institute at the University of Southern California School of Law, said that referendum case law has been built around a few courts validating actions by civic officials to strike down citizen movements.
“The sad fact is it looked like elected officials are trying to keep measures off the ballot and looking for ways to support that,” Matsusaka told the Guardian. “Preventing the people from voting is really not going to bring harmony to the community.” SFBG

Reconsidering redevelopment

My head is spinning after reading both the City Attorney’s Opinion that struck down the successful referendum drive challenging the Bayview Hunters Point Redevelopment Plan, and the redevelopment plan itself. Reading the actual 62-page plan and its supporting documents is what Herrera contends voters needed to be able to do before signing the referendum. I contend that few sane citizens have the stomach or tools they need to glean much meaning from this big pile of governtese. And for wonks like me who have a long history of poring through these kinds of documents, I can’t say that I found much in there to disabuse me of the notion that redevelopment was, is, and will probably always be a tool for displacement of citizens and subsidies for private developers, with only vague and easily waived controls on how the Redevelopment Agency operates. One exception in this plan does appear to be the outright prohibition of using eminent domain to seize houses — a needed protection against a tool the Redevelopment Agency used to cleanse the Fillmore of low-income black people — although other properties can still be seized, despite plan proponents claims that eminent domain is banned by the plan.
But my point here is not to rehash the plan, which you can read yourself (and could have read yourself before signing the petition, whether or not the petitioners had a copy with them for you to spend a couple hours reading on a street corner). No, my main point is that the plan is a big deal, one that should be voted on (at the very least by BHP residents). And it’s sad to see city officials circling the wagons instead of allowing that to happen, particuarly when state law calls for city officials to err of the side of letting people vote, as even this opinion concedes.

Behind the redevelopment initiative

I just said something nice about Randy Shaw, so it’s time to slap him a fast one. The big story in today’s BeyondChron is a gushing testimonial to the efforts of one Biran Murphy O’Flynn to block the city’s redevelopment plan for Bayview Hunters Point. Shaw calls O’Flynn’s efforts “the Little Engine That Could” (no, really, he does) and says that “O’Flynn’s tenacity in the face of funding problems, and the failure of any single powerful organization to take ownership of the campaign, shows how a single person’s passion and commitment can still make a difference in San Francisco.”

Okay, so there are problems with the redevelopment plan — but O’Flynn is no community hero. He’s the guy, you may recall, who tried to build some condos in what became a North Beach park and got so mad at Sup. Aaron Peskin for opposing the development that he tried to run against him in District Three, with an utter lack of success.

He’s a pal of Joe O’Donoghue and the residential builders, and is pissed at revevelopment, I suspect, not because he worries about the people in Bayview (remember, he ran for supervisor from North Beach, so presumably he lives there), but because the redevelopment plan, for all its flaws, would stop builders like him from turning the southeast neighborhoods into a condo development free-for-all.

PG&E vs. Greenaction

Pacific Gas and Electric Company has been promising for years to shut down its filty, dangerous Hunters Point power plant. Now state regulators have signed off on the plan, and it should be happening any day. But PG&E and Greenaction — which has been the group leading the charge to close the plant — have very different ideas about the timeframe.

Company has released into service a new underground transmission line in San
Francisco, bringing the utility closer to its goal of closing its last San
Francisco power plant.
    The Potrero-Hunters Point Cable is a 115,000-volt transmission line that
improves electric reliability and increases electric capacity in San
Francisco. Built at a cost of about $40 million, the Potrero-Hunters Point
Cable spans 2.5-miles and is entirely underground, connecting two large
substations in southeast San Francisco. Construction on the line began in June
2005.
    The Potrero-Hunters Point Cable is the second-to-last of nine transmission
projects PG&E has completed in its effort to obtain California Independent
System Operator approval to terminate the must-run contract for the Hunters
Point Power Plant. The California ISO has required PG&E to run the plant to
assure continued reliable electric service in the region, but completion of
the transmission projects will allow PG&E to maintain reliable service without
the plant.
    The final transmission project, the Jefferson-Martin 230-kv Transmission
Line, is scheduled to be completed this spring, even though excessive rain
during March and April has posed challenges. PG&E is investing approximately
$320 million in the nine projects that will increase electric capacity,
improve reliability and also allow for the Hunters Point Power Plant to close.
    Ten business days after PG&E notifies the California ISO that the
Jefferson-Martin line is in commercial service, the "reliability must-run"
contract under which PG&E is obligated to operate the plant will terminate, at
which point PG&E will immediately close the plant.
    "PG&E worked closely with the community, the City and the Port of San
Francisco to get the Potrero-Hunters Point Cable project approved and built in
a timely manner," said Jeff Butler, senior vice president of energy delivery
at PG&E. "Everyone understood the project’s role in closing the Hunters Point
Power Plant."
    "The Close It Coalition and the A. Philip Randolph Institute have been
instrumental in seeing that Hunters Point Power Plant close," said Lynette
Sweet, a community resident and advocate, and board member of the Bay Area
Rapid Transit District. "I’m grateful that PG&E listened to the community and
worked hard to keep their promise."

PG&E claims plant will close, but fails to set date & makes conflicting statements about closure

Tired of broken promises over the last 8 years, residents issue ultimatum

 

San Francisco, CA – Fed up with PG&E’s refusal to set a specific date to close the dirty and outdated PG&E Hunters Point power plant and tired of years of broken promises to shut it down, Bayview Hunters Point community residents and Greenaction for Health and Environmental Justice will take nonviolent action at the power plant on April 11th at noon to ensure it closes once and for all. 

 

The power plant is located at Evans and Middlepoint, San Francisco, in the heart of the low-income Bayview Hunters Point neighborhood. As one of California’s dirtiest and oldest power plants, it has polluted the community for over 77 years.  Residents suffer very high rates of asthma and cancer.

 

PG&E officials have recently made numerous conflicting statements about the supposed upcoming closure of the power plant. First, in September PG&E told the California Independent System Operator (ISO) that the plant should be able to close by early April. Next, in November they wrote a letter to the ISO stating it should close by the end of the second quarter (by end of June). Then, two weeks ago a PG&E official told Greenaction that construction of transmission lines required for ISO approval for the shut down had been completed, and were undergoing testing. Early this week PG&E told a City Department of the Environment official that construction had not been completed. On April 6th PG&E Vice President Bob Harris told an environmental group representative that the plant would be closed "8 days after the rains stop." It is very unclear which rains the PG&E official was referring to.

 

PG&E has had so-called community groups that it directly supports praise the company, ignoring the ongoing criticism from residents who actually live next to the plant and suffer every day from dirty air.

 

Tessie Ester, resident of the Huntersview public housing project located across the street from the PG&E plant and chair of the Bayview Hunters Point Mothers Committee for Environmental Justice, said "After years of watching our children suffer with all these illnesses, we won’t be singing or dancing until it closes, and we will be there on April 11th to ensure that, in fact, it finally shuts down."

 

On April 11th, residents and their supporters will gather in front of the PG&E Power Plant to ensure that the plant closes, by community action if necessary. "Residents and Greenaction will be at the front gates of PG&E on April 11th to make sure this dirty polluter is shut down once and for all," said Marie Harrison, community organizer for Greenaction. "We are tired of delay after delay and broken promises from PG&E and government officials, and we will be at the front gate on April 11th."
