Unless you’ve been living under a rock, you’re aware that the last few years have seen an impressive flowering of graphic novels and comic book art. These days, every self-respecting, well-read person should have a graphic novel or two on the shelf — and that makes this the perfect moment to give your fave loved one a comic as a holiday gift. If a picture is worth a thousand words, how about a present with both?

FOR THE SMARTY-PANTS IN UNDEROOS


Watchmen changed the world of comic books when it debuted in 1986, ushering in an era of more serious and ambitious storytelling. Written by the revered Alan Moore, Watchmen uses the trope of superheroes to examine American culture. It won the Hugo Award that year (the first time a comic book had ever won a major literary award in America), was later named one of Time Magazine‘s "Best 100 Books of All Time" (the only comic book on the list), and is now being made into an movie. Watchmen dissects the superhero, revealing the elements of fascism, nihilism, and sexual obsession inherent in the genre, while always maintaining a sense of empathy for its characters’ humanity. It is beautiful, incredibly dense and intricate, and profoundly moving.

Watchmen: The Absolute Edition (DC Comics, 2008, 436 pages, $39.99) is a magnificent large-format reissue that beautifully shows off illustrator Dave Gibbon’s meticulous art, is completely re-colored, and has plenty of additional material. This is something that any geek would be proud to own.

FOR THE TWEEN WHO STILL BELIEVES IN MAGIC


Forget Harry Potter, Bone (Cartoon Books, 2004, 1300 pages, $39.95) is the bomb! Jeff Smith’s magnum opus is something truly rare in comics — a fully realized, all-ages fantasy story that balances thrilling adventure, humor, and lovable characters that develop and grow.

Three cousins stumble into a new land complete with dragons, a super-strong grandma, a princess with a destiny, a terrifying lord of locusts, and stupid rat creatures. As in the Harry Potter series, Bone becomes darker and more serious as the story progresses, but it never loses a delightful playfulness, both in the moments of comic relief and in Smith’s light, masterful brushwork. Bone can be found either as a single volume in its original black-and-white form, or as a set of color books from Scholastic Press.

FOR SCI-FI FANS WITH POST-APOCALYPTIC DAYDREAMS


Perhaps the best science fiction comic book ever produced starts off the way the best sci-fi stories do, with a simple premise that creates a ripple-effect of expanding consequences. In Y: The Last Man, all the males on the planet except for two die off from a sudden, horrifying plague, leaving poor Yorick and his pet monkey Ampersand the last creatures alive with Y chromosomes.

Writer Brian K. Vaughn, one of the best of a new generation of comics writers and one of the principle writers for TV’s Lost, cut his teeth creating the Y saga, which has been seeping out in one-volume installments since 2003. He imagines a world without men in fascinating ways, but never lets the setting get in the way of a gripping, fast-paced story. Pia Guerra’s art is competent and engaging, and propels the story along at the same clip as the writing. The entire breathtaking story comes in 10 soft-cover volumes from publisher Vertigo for around $13–<\d>$15 each. A just-published comprehensive deluxe edition (Vertigo, 2008, 256 pages, $29.99) comprises the first five volumes, with the second installation scheduled to come out in May 2009.

FOR TORTURED, BEAUTIFUL SOULS


There is a long, venerable history to comics biographies and autobiographies, from Art Spiegleman’s Maus to Marjane Satrapi’s Persepolis and Alison Bechdel’s Fun Home (fabulous gifts all). I want, however, to point out an often-overlooked book that deserves its place in the canon, Phoebe Gloeckner’s Diary of a Teenage Girl (Frog Books, 2002, 312 pages, $22.95), which is one of the most compelling accounts of a troubled childhood that I’ve ever read.

Diary is not just a comic book. It weaves together graphic chapters with diary-form prose and illustrations to tell the story of Minnie Goetze, a 15-year-old girl who has an affair with her mother’s boyfriend before spiraling downward into drugs and abusive relationships.

It all takes place in 1970s San Francisco, and the city is an integral part of the story, from Minnie’s home in a Victorian flat in Laurel Heights to the world of gay hustlers and runaways on Polk Street.

FOR ROCKET-POWERED LOVERS


Have someone on your gift list who loves the magical realism, multigenerational storylines, and fantastic characters of Gabriel García Márquez? How about someone who can’t get enough of cool-ass, punk-rock dykes? Well, I have the perfect graphic novels for you: Gilbert Hernandez’s Palomar: The Heartbreak Soup Stories (Fantagraphics, 2003, 512 pages, $39.95), which chronicles the adventures of the denizens of a fictional Central American village, and Locas: The Maggie and Hopey Stories (Fantagraphics, 2004, 712 pages, $49.95) by Jaime Hernandez, which centers around two punk girls in the Mexican barrios of Los Angeles.

Both collect stories originally serialized in what is arguably the greatest American comic ever produced, Love and Rockets (and yes, that’s where the band got its name), which has been published somewhat consistently since 1981.

FOR EPIC MEDICAL DRAMA QUEENS


Ode to Kirihito (Vertical, 2006, 832 pages, $24.95) will blow your mind. Created in 1969 by the stellar Osama Tezuka, godfather of manga and anime (Japanese comics and cartoons), it was markedly more sophisticated and accomplished than anything coming out of the United States at the time. In fact, American popular culture is only now catching up to Tezuka — we’re just now getting translations of his works. Luckily, the new American versions are well designed and nimbly translated.

Kirihito tells the story of a plague that turns people into doglike creatures, and reads like a combination of a medical drama (Tezuka was trained as a physician), a panoramic 19th-century novel, and an existentialist treatise à la Albert Camus. Maybe your loved ones think that manga is all melodramatic kids with big eyes, spiky hair, and cute pets that shoot lightning? Ode to Kirihito will expand their view.

FOR YOUR FAVORITE PERVERT


Best Erotic Comics 2008 (Last Gasp, 2008, 200 pages, $19.95) is trying to fill an important, ahem, hole in the world of alternative comics. As the current comics renaissance gains steam, it is becoming curiously less and less sexual. Compared to the wild antics of the underground cartoonists of the 1960s, today’s indie comics tend to be flaccid fare.

BEC 2008 aims to change all that, as the first of an annual series of anthologies devoted to showcasing the best of comics erotica and restoring sexuality as a centerpiece of the indie comics sensibility. Last Gasp, a venerable San Francisco–based comics and alt-media publisher and distributor, is putting out the series.

Impressively diverse on all levels, BEC 2008 features a young dyke’s first encounter with a vibrator, a dominatrix who hires a gay masseur to fuck her boyfriend, King Kong and Godzilla getting it on … there’s a little something here for every proud pervert to treasure. That’s the magic of the holiday season! 2

Holiday Guide 2008: Pumpkin and pie

For most of us, pumpkin pie is as much an integral part of Thanksgiving as turkey and stuffing. It’s been that way since the beginning, when pilgrims included pumpkin-based delights in their harvest meal.

But early versions of the dessert were much harder to come by than our canned-puree (or Marie Callender’s) variety. The original New Englanders used pumpkins from the American Indians’ harvest, of which they received a large share after arriving in Plymouth, Mass., in 1620. They filled pumpkin shells with a mixture of pumpkin, milk, honey, and spices, and baked them in hot ashes to get that puddinglike, orange deliciousness that so many of us crave by mid-November.

Back then, every part of the pumpkin was used. Pumpkin seeds were medicine. Mats were made from flattened, dried strips of shell. It even came in handy if you didn’t like your freckles or wanted to get rid of a nasty snakebite, or so the pilgrims believed. The early Americans were so infatuated with the fruit (then known as pompion) that they even wrote songs about it: "We have pumpkin at morning and pumpkin at noon / If it were not for pumpkins, we would be undone."

These days, it’s hard to find anyone who uses a pumpkin for anything more than a table decoration or a Jack-o’-lantern. But it’s just as hard to find someone who’d say that the orange-colored custard tart doesn’t belong on the Thanksgiving table. So why argue with tradition? At the very least, you’ll be serving up some good, old-fashioned nutrition to your guests, in the form of vitamin A, potassium, and fiber.

Here are some ideas for pumpkin treats, whether they’re traditional pies or modern alternatives, store bought or homemade.

MISSION PIE


From the outside, this Mission Street den doesn’t look like a place where you’d want to buy a pet mouse, let alone a dessert to feed your loved ones. But stepping inside the café is like opening the door to Oz: bright colors and friendliness offset the tattered exterior. The staff suggests preordering from the rotating menu of five popular holiday pies ($18) if you want a whole one in time for Turkey Day. And believe me, you will. Try a slice ($3.85, or $3.50 to go) with a dollop of chilled whipped cream and a cup of one of three house-blend coffees. You’ll find the pie’s as traditional as anything Grandma’s ever made for you.

MIETTE PATISSERIE AND CONFISERIE


It’s nutty. It’s succulent. And according to my findings, one person can devour the whole thing in a day. Beautifully wrapped in plastic and a pink bow, Miette’s pumpkin walnut cake ($14) is a staple dessert for anyone headed to Mom and Dad’s for Thanksgiving — but only if you can make it there with some still left on the platter. Not dressed to impress? Oh please, this cake is class-y. It will make up for a tattered sweater or a stained pant leg.

It’s always fun to mix things up. It’s even more fun when there’s pumpkin cheesecake involved. In my opinion, the cheesecake is a close second to its time-honored counterpart, the pie. And unlike most cheesecakes, Zanze’s (6-inch pie, $14; 8-inch, $22; 10-inch, $28) won’t weigh you down like a pile of bricks — you’ll have a turkey to do that. It’s light and carefully whipped, so there will be no need to embarrass yourself by unfastening your pant button and unleashing your belly bulge. It’ll all fit this year.

PEASANT PIES


With its top layer of apricot jelly and delicate homemade crust, Peasant’s pumpkin pecan pie ($15.75, one-day advance notice necessary for ordering) will have you wishing Thanksgiving were a weeklong celebration. With its oh-so-desirable pumpkin pies available only through New Year’s, the bakery recommends placing an advance order to get your paws on one. Maybe you’re the unpatriotic Scrooge who doesn’t serve pie on Thanksgiving. Fair enough. They’re flaky on the outside, creamy on the inside, and lightly sprinkled with powdered sugar that will undoubtedly end up all over the place. It could be a fun new tradition.

YOUR KITCHEN


If you’re really brave and have some time on your hands, be bold and bake a pie from real pumpkin, not the canned-puree stuff. To make the filling, follow this recipe from www.vitalitymagazine.com:

Cut the pumpkin in half with a French knife or cleaver.

Scoop out the seeds. (Set them aside for roasting or use them in another recipe.)

Brush the cut sides with 2 tablespoons of olive oil.

Place the pumpkin halves on a baking sheet, cut side down. Bake them in a 375-degree oven for about one hour, or until a knife pierces the skin and flesh easily.

Remove them from the oven and let them cool.

Scrape the flesh from the skin and puree it in a blender or a food processor. Use it immediately or freeze it in one-cup portions.

A three-pound pumpkin yields three cups of puree.

It’s that time of year again: stores are hanging up wreaths of holly, people are stringing Christmas lights and taking their menorahs out of storage, and you’re scrambling around the city, without enough money or time, trying to find the perfect gift for everyone on your list and cursing mindless consumption. The holidays have always been a time for toys. Back in the day, it was board games, baby dolls, and Rubik’s cubes. Then came Nintendo, Dance Dance Revolution, and The Sims. And now? The world of gaming is exploding, with something for everyone — from sci-fi-loving kids to sports-fanatic adults. Here are a few of our favorite new releases, which are sure to please everyone on your list (except maybe Grandpa):

"Playing God" just took on a whole new meaning. From Maxis, the people who brought you The Sims, comes the genre-defying Spore, a game designed for people who are tired of creating boring ol’ humans. In its captivating metaverse, gamers create a unicellular organism which must evolve into a social, cognizant creature. Explore the game’s expansive, interstellar landscape while developing a whole new species that can live and thrive in a brave new world. If that isn’t enough, it features ambient soundscapes by avant-garde composer and producer Brian Eno.

Pro Evolution Soccer 2009

The Pro Evolution Soccer series, also known as Winning Eleven, has long been the "Beautiful Games" best-kept gaming secret. While enjoying rampant global popularity, stateside it has long been the Don Swayze to Electronic Arts’ FIFA series’ Patrick Swayze. Its underwhelming sales in the United States are due to EA’s publicity machine and its name recognition. But PES 2009‘s staggering fluidity, graphics, and realism leaves FIFA‘s in the dust. While it features the international and club matches we expect, this year’s version exclusively features UEFA Champion’s League mode, which allows you to navigate through soccer’s preeminent club competition that decides the best team in Europe. A majestic sport demands a majestic game, and Pro Evolution Soccer ’09 best captures the nuances and gravity of the world’s most beloved sport.

World of Warcraft: Wrath of the Lich King

If you can control an insatiable appetite for the destruction of your social life during the 42 days between its release and St. Nick’s World Tour, No. 1 on your shopping list should be the latest installment of the soul-sucking, hypnotic genius of Blizzard Entertainment’s World of Warcraft. While its global fans’ limitless dedication risks the ire of parents, teachers, and psychologists (read: party poopers), who confuse persistence and attention to detail with addictive behaviors, Blizzard has simply achieved every video game maker’s wet dream. It’s crafted a game intriguing and enjoyable enough that both hardcore and weekend warriors want to get in on the action.

Shaun White Snowboarding

Ubisoft; PS3, Xbox 360, Wii, Nintendo DS, PSP, PS2, PC

Not since Tony Hawk has an athlete been able to seamlessly transition from extreme sports star to bona fide sports hero and A-list celebrity like Shaun "the Flying Tomato" White has. He’s appeared on countless magazines and talk shows, and is now pulling his own "Tony Hawk" by fronting a big-budget, mainstream video game franchise. While time will tell if Shaun White Snowboarding will be as successful as the Tony Hawk’s Pro Skater series, but early returns have been overwhelmingly positive. The game features four mountain settings — Alaska, the Alps, Japan, and Park City, Utah — with seemingly endless runs and backcountry trails to get lost on. The game flows well, and there are countless opportunities to do hair-raising tricks and twists. White wanted the game to capture the freedom that made him fall in love with snowboarding, and Ubisoft has captured that perfectly, constantly pushing the user to discover the road less traveled without the possibility of death by hypothermia.

Rock Band 2

Harmonix/ Pi Studios; PS3, Xbox 360 (PS2/Wii releasing December 2008)

I’ll be honest with you. There is nothing, but nothing, that can kill a night out quite like Rock Band. Speaking from experience, it usually strikes around 11 p.m., when you and your friends are, theoretically, having your last drinks and preparing to brave the San Francisco nightlife. You may have high hopes for the evening. Maybe you’ll find a cool new bar, meet some new people, or even engage in a hazy dalliance that hopefully leaves you disease- and child-free in the morning. Then, disaster strikes. Someone asks, "Hey, who wants to play a little Rock Band before we go out?" Three hours later, you are wasted, singing "Wanted Dead or Alive" at the top of your lungs, and surrounded by the same four mates you started the night with. Good-bye cool bar, new friends, and Ms. or Mr. Right (Now). The latest version promises even more lost evenings and new opportunities to show off that falsetto, with almost 100 songs from nearly every genre, including classic rock standards (Fleetwood Mac, the Who), a double helping of ’90s grunge (Pearl Jam, Alice in Chains), and ’80s metal jams (Ratt, Bon Jovi).

Mirror’s Edge

Electronic Arts; PS3, Xbox 360

First-person adventure games are the Auto-Tune (T-Pain Effect) of video games, with seemingly every major video game manufacturer using this über-realistic, up-close perspective. That said, Mirror’s Edge looks likely to revolutionize first-person shooters with its unparalleled gameplay. Players control Faith, the game’s tragic hero, on her quest to save her sister from a web of deceit woven by a corrupt communist government. The game’s gorgeous, illuminated metropolitan setting demonstrates its elite graphics, but the real attraction lies in Faith’s ambitious journey. While fighting is involved, the user must navigate the expansive urban labyrinth and find ways to infiltrate the totalitarian regime. Though it boasts more action (read: combat) than most RPG’s, Mirror’s Edge is not a game for the unreceptive, lazy gamer who simply wants to blow shit up. But if you like using your brain as well as your bullets, you will rejoice in its complex storyline, nuance, and overall gameplay.

Without the mighty Baron Davis, how are the hapless Warriors going to make the playoffs? Easy. Barack Obama may have won the election and things may be looking up, but now, in post–Election Day reality, certain things are still true: we’re stuck with George W. Bush until January. Proposition 8 passed in California. And the economy still sucks. Not to rain on anyone’s parade — or water down your big steaming cup of holiday cheer — but things aren’t all better yet. Which means that on an economic level, at least, the prospect of gift giving this season remains daunting — if not impossible — for most of us.

But there’s no need to fear. Obama may be our hope for changing the country, but we’re hoping this guide to affordable gifts (most $10 and under!) might give you a little hope for Christmas morning or the Hanukkah gift exchange — one that doesn’t involve guilt trips (your friends’ and families’) or credit card debt (yours).

THINKING OF YOU


All great gifts involve a certain ratio of money, time, and thoughtfulness. The more thoughtful the gift, the less money you need to spend on it. A great example? My cash-strapped friend once got his girlfriend a concert poster for Christmas. Expensive? Hardly. But the poster was from the first concert the two ever attended together. Similarly, spending a lot of time or effort on a gift can mean as much — if not more — than spending a lot of scrill. I doubt the secondhand corset my sister got me last year cost much up front, but I know that personalizing it with leopard-print fabric, feathers, and red lace took a bunch of work and thought. If you adjust your ratio according to your budget, you just might be able to ride the Obama high through New Year’s.

For those who are crafty, now’s the time to use the skills you’ve got. Photoshop wizards might consider making a personalized magazine or concert-style poster for loved ones. Those who sew can get bags, clothes, and even shoes from thrift stores and jazz them up with fabric, beads, and iron-on images. If you’re more paint- than needle-friendly, find a funky box, vase, or even lampshade and re-imagine it for your giftee’s tastes. Determined to make something, but don’t know how? For Jews and Judeophiles, try making an incredible edible dreidel. All you need are Hershey’s chocolate kisses, marshmallows, thin pretzel sticks, and peanut butter.

Step 1: Spread a generous amount of peanut butter on the end of a marshmallow. This peanut butter will act as a glue for the next step.

Step 2: Unwrap a kiss and attach it to the peanut butter–glazed side of the marshmallow. This will create the bottom of the dreidel — the part that allows it to spin.

Step 3: On the side of the marshmallow that has thus far remained untouched, take a pretzel stick and press it into the center of the top of the marshmallow. This will create the top handle of the dreidel.

It may not spin very well, but it’ll sure be cute!

Another idea is a real cork board. Just collect about 30 corks from wine bottles and hot-glue them to any wooden frame. Voilà! Instant wino-chic. Or turn a cheap wooden frame into an earring holder. Simply adorn the frame with paint, beads, stickers, glitter or feathers; staple netting to the back of the frame (an old window screen works great!); and attach a picture-hanger to the back for easy wall application. All your giftee need do is attach earrings — both dangly and post styles — to the net, and they’re on display for all to see.

The most important thing to remember is that when trying to give a gift with minimal cash, you should think about the message you want to send. Showing someone they’re important to you, important enough to pay attention to, can mean just as much as getting them the Guitar Hero for MacBook game they know you’ve been wanting (hint hint, Mom). And who knows? Maybe next year, Obama will give us a better economy for Christmas. *

The future is on track

On the day after the election, retired judge Quentin Kopp was finally able to exhale and enjoy his martini, even though there’s still much work to be done in the coming years creating a high-speed rail system for California.

"I feel relaxed for the first time since June," Kopp, the proud father of high-speed rail in the state, told the Guardian at the Thirsty Bear brewpub in San Francisco shortly after arriving to an enthusiastic ovation from the large crowd of project engineers and contractors who had gathered to celebrate on the night after the election.

Proposition 1A — the $10 billion bond measure that finally launches high-speed rail in California, the most expensive and ambitious public works project in state history — got the nod from about 5.4 million voters, or a too-close-for-comfort 52.3 percent of the total. Combined with federal, state, local, and private funding, the measure will finance the San Francisco-to-Anaheim segment of a system that is eventually planned to stretch from Sacramento to San Diego.

The previous few months had been an emotional roller coaster for Kopp and other high-speed rail supporters. "It was like The Perils of Pauline," said Kopp, who sponsored the project as a state legislator representing San Francisco in the mid-90s and now chairs the California High-Speed Rail Authority, the agency charged with building the project.

Last year, Kopp had to overcome the resistance from Gov. Arnold Schwarzenegger, who sought to delay the bond measure for a third straight year (see "The silver bullet train," 4/17/07). This year, Kopp had to fight through many setbacks, starting with Schwarzenegger-allied CHSRA board member David Crane’s insistence on the creation of a detailed business plan before the project could go before voters.

To incorporate that plan into the bond measure required new legislation, Assembly Bill 3034, which replaced the former Prop. 1 with the new Prop. 1A and included new fiscal standards. Meanwhile, the CHSRA in July voted to choose Pacheco Pass over Altamont Pass as the preferred Bay Area alignment, triggering controversy and a lawsuit (see "High-speed rail on track," 7/16/08).

Although high-speed rail still appeared to enjoy strong support in the California Legislature, AB 3034 was stalled by partisan bickering and appeared doomed to miss a key legislative deadline. Kopp and supportive legislators, mostly notably Assembly member Fiona Ma, managed to get the legislation through, only to again be stymied when Schwarzenegger announced he would sign no legislation until a budget was approved.

Kopp persuaded the governor to make an exception for AB 3034 and things started to look good, with the measure ready for voters and polling data showing a healthy margin of support. "Then the financial markets collapsed and we lost 10 points," Kopp recalled. That apparent voter anxiety over big-ticket expenditures was compounded by campaign fundraising drying up and newspapers in regions outside the initial project area urging readers to vote against the measure.

"From there, it was tight all the way," said Kopp, noting that by election night, "I didn’t think it would pass."

But on the positive side, the campaign against the measure was weak, particularly after the Howard Jarvis Taxpayers Association blew its wad in June on an ill-fated ballot measure which attacked eminent domain laws and rent control. The closeness of the poll numbers caused the thousands of contract employees who will work on the high-speed rail project to take active roles campaigning for Prop. 1A.

Peter Gertler, national transit director for HNTB Corp., the engineering firm working on the peninsula section of the project, helped organize his colleagues to hit the streets and phones. "We were very nervous. I didn’t go to bed until 4 a.m.," he told the Guardian. After doing street-level campaigning, Gertler said he learned, "Overwhelmingly, everyone thinks this is a good idea."

Gertler said voters in California approved almost all the public transit measures on the ballot, signaling a new recognition of its importance: "Something fundamentally has changed."

He said the combination of high land values and the narrow corridor on the peninsula will present challenges in getting the section up and running — challenges that abound through the project area — but they’re confident in the project’s ultimate success.

"There are always going to be problems. This is the largest project in the history of the state," Kopp said. "The hard work is just beginning. But this was a foundational step."

The bond sales will likely be delayed by the current turmoil in the financial markets, but Kopp expects to get $50 million in the next state budget to complete the engineering work on the project. Construction could begin as soon as late 2010 and be completed in 2018, with some segments ready even earlier. The segment between San Francisco and San Jose could be operational by 2015, allowing trains to travel at speeds of up to 150 mph and complete the trip in just 30 minutes.

"It’ll come in pieces, but at some point it’ll really come together," said Brent Ogden, vice president of AECOM Transportation, one of the project’s contractors, who is working on the regional rail connection over Altamont Pass. While not part of the main project, for which Prop. 1A set aside $9 billion, the Altamont connection is eligible for part of the $1 billion in the measure earmarked for regional connections.

"The first job for the Altamont is figuring out what it’s going to be," Ogden said, adding that it could upgrade existing Altamont Commuter Express Rail lines and come on line even before the larger project.

Even if California and the rest of the country are in for a prolonged economic recession or even a depression, Kopp said the project would still likely move forward, noting that all the great public works projects — from the Golden Gate Bridge to the Hoover Dam — were built during the Great Depression and helped to revive the economy by creating jobs and stimuutf8g economic activity.

"We need projects," Kopp said. "We need to rebuild and expand the infrastructure of America."

The people’s election

By midnight Nov. 4, the drama was long over: John McCain had conceded, Barack Obama had delivered his moving victory speech — declaring that “change has come to America” — and the long national nightmare of the Bush years was officially headed for the history books.

But in San Francisco, the party was just getting started.

Outside of Kilowatt, on 16th Street near Guerrero, the crowd of celebrants was dancing to the sounds of a street drummer. In the Castro District, a huge crowd was cheering and chanting Obama’s name. And on Valencia and 19th streets, a spontaneous outpouring of energy filled the intersection. Two police officers stood by watching, and when a reporter asked one if he was planning to try to shut down the celebration and clear the streets, he smiled. “Not now,” he said. “Not now.”

Then, out of nowhere, the crowd began to sing: O say can you see /By the dawn’s early light …

It was a stunning moment, as dramatic as anything we’ve seen in this city in years. In perhaps the most liberal, counterculture section of the nation’s most liberal, counterculture city, young people by the hundreds were proudly singing The Star Spangled Banner. “For the first time in my life,” one crooner announced, “I feel proud to be an American.”

Take that, Fox News. Take that Sean Hannity and Rush Limbaugh and Sarah Palin and the rest of the right-wing bigots who have tried to claim this country for themselves. On Nov. 4, 2008, progressives showed the world that we’re real Americans, too, proud of a country that has learned from its mistakes and corrected its course.

President Obama will let us down soon enough; he almost has to. The task at hand is so daunting, and our collective hopes are so high, that it’s hard to see how anyone could succeed without a few mistakes. In fact, Obama already admitted he won’t be “a perfect president.” And when you get past the rhetoric and the rock star excitement, he’s taken some pretty conservative positions on many of the big issues, from promoting “clean coal” and nuclear power to escautf8g the war in Afghanistan.

But make no mistake about it: electing Barack Obama was a progressive victory. Although he never followed the entire progressive line in his policy positions, he was, and is, the creature of a strong progressive movement that can rightly claim him as its standard-bearer. He was the candidate backed from the beginning by progressives like Supervisors Chris Daly and Ross Mirkarimi (a Green). And only after his improbable nomination did moderates like Mayor Gavin Newsom and Sen. Dianne Feinstein jump on the bandwagon.

From the start, the young, activist, left wing of the Democratic Party was the driving force behind the Obama revolution. And while he has always talked to the Washington bigwigs — and will populate his administration with many of them — he would never have won without the rest of us. And that’s a fact of political life it will be hard for him to ignore, particularly if we don’t let him forget it.

For a few generations of Americans — everyone who turned 18 after 1964 — this was the first presidential election we’ve been able to get truly excited about. It was also the first presidential election that was won, to a significant extent, on the Internet, where progressive sites like dailykos.com raised millions of dollars, generated a small army of ground troops, and drove turnout in both the primaries and the general election. The movement that was built behind Obama can become a profound and powerful force in American politics.

So this was, by any reasonable measure, the People’s Election. And now it’s the job of the people to keep that hope — and that movement — alive, even when its standard-bearer doesn’t always live up to our dreams.

The evidence that this was the People’s Election wasn’t just at the national level. It showed up in the results of the San Francisco elections as well.

This was the election that would demonstrate, for the first time since the return of district elections, whether a concerted, well-funded downtown campaign could trump a progressive grassroots organizing effort. Sure, in 2000, downtown and then-Mayor Willie Brown had their candidates, and the progressives beat them in nearly every race. But that was a time when the mayor’s popularity was in the tank, and San Franciscans of all political stripes were furious at the corruption in City Hall.

“In 2000, I think a third of the votes that the left got came from Republicans,” GOP consultant Chris Bowman, who was only partially joking, told us on election night.

This time around, with the class of 2000 termed out, a popular mayor in office and poll numbers and conventional wisdom both arguing that San Franciscans weren’t happy with the current Board of Supervisors (particularly with some of its members, most notably Chris Daly), many observers believed that a powerful big-money campaign backing some likable supervisorial candidates (with little political baggage) could dislodge the progressive majority.

As late as the week before the election, polls showed that the three swings districts — 1, 3, and 11 — were too close to call, and that in District 1, Chamber of Commerce executive Sue Lee could be heading for a victory over progressive school board member Eric Mar.

And boy, did downtown try. The big business leaders, through groups including the Committee on Jobs, the Chamber, the Association of Realtors, Plan C, the newly-formed Coalition for Responsible Growth, and the Building Owners and Managers Association, poured more than $630,000 into independent expenditures smearing progressive candidates and promoting the downtown choices. Newsom campaigned with Joe Alioto, Jr. in District 3 and Ahsha Safai in District 11. Television ads sought to link Mar, John Avalos, and David Chiu with Daly.

Although the supervisors have no role in running the schools, the Republicans and downtown pushed hard to use a measure aimed at restoring JROTC to the city’s high schools as a wedge against the progressives in the three swing districts. They also went to great lengths — even misstating the candidates’ positions — to tar Mar, Chiu, and Avalos with supporting the legalization of prostitution.

And it didn’t work.

When the votes were counted election night, it became clear that two of the three progressives — Avalos and Chiu — were headed for decisive victories. And Mar was far enough ahead that it appeared he would emerge on top.

How did that happen? Old-fashioned shoe leather. The three campaigns worked the streets hard, knocking on doors, distributing literature, and phone banking.

“I’ve been feeling pretty confident for a week,” Avalos told us election night, noting his campaign’s strong field operation. As he knocked on doors, Avalos came to understand that downtown’s attacks were ineffective: “No one bought their horseshit.”

A few weeks earlier, he hadn’t been so confident. Avalos said that Safai ran a strong, well-funded campaign and personally knocked on lots of doors in the district. But ultimately, Avalos was the candidate with the deepest roots in the district and the longest history of progressive political activism.

“This is really about our neighborhood,” Avalos told us at his election night party at Club Bottom’s Up in the Excelsior District. “It was the people in this room that really turned it around.”

The San Francisco Labor Council and the tenants’ movement also put dozens of organizers on the ground, stepping up particularly strongly as the seemingly coordinated downtown attacks persisted. “It was, quite literally, money against people, and the people won,” Labor Council director Tim Paulson told us.

Robert Haaland, a staffer with the Service Employees International Union and one of the architects of the campaign, put it more colorfully: “We ran the fucking table,” he told us election night. “It’s amazing — we were up against the biggest downtown blitz since district elections.”

The evidence suggests that this election was no anomaly: the progressive movement has taken firm hold in San Francisco, despite the tendency of the old power-brokers — from Newsom to downtown to both of the city’s corporate-owned daily newspapers — to try to marginalize it.

Political analyst David Latterman of Fall Line Analytics began the Nov. 5 presentation at the San Francisco Planning and Urban Research Association election wrap-up by displaying an ideologically-coded map of San Francisco, drawing off of data from the Progressive Voter Index that he developed with San Francisco State University political science professor Rich de Leon. The PVI is based on how San Francisco residents in different parts of the city vote on bellwether candidates and ballot measures.

“Several of the districts in San Francisco discernibly moved to the left over the last four to eight years,” Latterman told the large crowd, which was made up of many of San Francisco’s top political professionals.

The two supervisorial districts that have moved most strongly toward the progressive column in recent years were Districts 1 (the Richmond) and 11 (the Excelsior), which just happened to be two of the three swing districts (the other being District 3–North Beach and Chinatown) that were to decide the balance of power on the Board of Supervisors this election.

Latterman said Districts “1, 3, and 11 went straight progressive, and that’s just the way it is.”

In fact, in many ways, he said this was a status-quo election, with San Francisco validating the progressive-leaning board. “A lot of people in the city didn’t see it as a chance for a drastic change citywide.”

In other words, keeping progressives in City Hall has become a mainstream choice. Whatever downtown’s propaganda tried to say, most San Franciscans are happy with a district-elected board that has brought the city a living-wage law and moved it a step toward universal health insurance.

The fate of the local ballot measures was another indication that Newsom, popular as he might be, has little ability to convince the voters to accept his policy agenda.

Voters rejected efforts by Newsom to consolidate his power, rejecting his supervisorial candidates, his Community Justice Center (as presented in Measure L), and his proposed takeover of the Transportation Authority (soundly defeating Proposition P) while approving measures he opposed, including Propositions M (protecting tenants from harassment) and T (Daly’s guarantee of substance abuse treatment on demand).

Asked about it at a post-election press conference, Newsom tried to put a positive spin on the night. “Prop. A won, and I spent three years of my life on it,” he said. “Prop B. was defeated. Prop. O, I put on the ballot. I think it’s pretty small when you look at the totality of the ballot.” He pointed out that his two appointees — Carmen Chu in District 4 and Sean Elsbernd in District 7 — won handily but made no mention of his support for losing candidates Lee, Alicia Wang, Alioto, Claudine Cheng, and Safai.

“You’ve chosen two as opposed to the totality,” Newsom said of Props. L and P. “Prop. K needed to be defeated. Prop. B needed to be defeated.”

Yet Newsom personally did as little to defeat those measures as he did to support the measures he tried to claim credit for: Measures A (the General Hospital rebuild bond, which everyone supported) and revenue-producing Measures N, O, and Q. In fact, many labor and progressives leaders privately grumbled about Newsom’s absence during the campaign.

Prop. K, which would have decriminalized prostitution, was placed on the ballot by a libertarian-led signature gathering effort, not by the progressive movement. And Prop. B, the affordable housing set-aside measure sponsored by Daly, was only narrowly defeated — after a last-minute attack funded by the landlords.

All three revenue-producing measures won by wide margins. Prop. Q, the payroll tax measure, passed by one of the widest margins — 67-33.

Latterman and Alex Clemens, owner of Barbary Coast Consulting and the SF Usual Suspects Web site, were asked whether downtown might seek to repeal district elections, and both said it didn’t really matter because people seem to support the system. “I can’t imagine, short of a tragedy, district elections going anywhere,” Latterman said.

Clemens said that while downtown’s polling showed that people largely disapprove of the Board of Supervisors — just as they do most legislative bodies — people generally like their district supervisor (a reality supported by the fact that all the incumbents were reelected by sizable margins).

“It ain’t a Board of Supervisors, it is 11 supervisors,” Clemens said, noting how informed and sophisticated the San Francisco electorate is compared to many other cities. “When you try to do a broad-based attack, you frequently end up on the wrong end (of the election outcome).”

We had a bittersweet feeling watching the scene in the Castro on election night. While thousands swarmed into the streets to celebrate Obama’s election, there was no avoiding the fact that the civil-rights movement that has such deep roots in that neighborhood was facing a serious setback.

The Castro was where the late Sup. Harvey Milk started his ground-breaking campaign to stop the anti-gay Briggs Initiative in 1978. Defying the advice of the leaders of the Democratic Party, Milk took on Briggs directly, debating him all over the state and arguing against the measure that would have barred gay and lesbian people from teaching in California’s public schools.

The defeat of the Briggs Initiative was a turning point for the queer movement — and the defeat of Prop. 8, which seeks to outlaw same-sex marriage, should have been another. Just as California was the most epic battle in a nationwide campaign by right-wing bigots 30 years ago, anti-gay marriage measures have been on the ballot all over America. And if California could have rejected that tide, it might have taken the wind out of the effort.

But that wasn’t to be. Although pre-election polls showed Prop. 8 narrowly losing, it was clear by the end of election night that it was headed for victory.

Part of the reason: two religious groups, the Catholics and the Mormons, raised and spent some $25 million to pass the measure. Church-based groups mobilized a reported 100,000 grassroots volunteers to knock on doors throughout California. Yes on 8 volunteers were as visible in cities throughout California as the No on 8 volunteers were on the streets of San Francisco, presenting a popular front that the No on 8 campaign’s $35 million in spending just couldn’t counter — particularly with so many progressive activists, who otherwise would have been walking precincts to defeat Prop. 8, fanned out across the country campaigning for Obama.

“While we knew the odds for success were not with us, we believed Californians could be the first in the nation to defeat the injustice of discriminatory measures like Proposition 8,” a statement on the No on Prop. 8 Web site said. “And while victory is not ours this day, we know that because of the work done here, freedom, fairness, and equality will be ours someday. Just look at how far we have come in a few decades.”

San Francisco City Attorney Dennis Herrera, joined by Los Angeles City Attorney Rocky Delgadillo and Santa Clara County Counsel Ann C. Raven, filed a legal challenge to Prop. 8, arguing that a ballot initiative can’t be used to take away fundamental constitutional rights.

“Such a sweeping redefinition of equal protection would require a constitutional revision rather than a mere amendment,” the petition argued.

“The issue before the court today is of far greater consequence than marriage equality alone,” Herrera said. “Equal protection of the laws is not merely the cornerstone of the California Constitution, it is what separates constitutional democracy from mob rule tyranny. If allowed to stand, Prop. 8 so devastates the principle of equal protection that it endangers the fundamental rights of any potential electoral minority — even for protected classes based on race, religion, national origin, and gender.”

That may succeed. In fact, the state Supreme Court made quite clear in its analysis legalizing same-sex marriage that this was a matter of fundamental rights: “Although defendants maintain that this court has an obligation to defer to the statutory definition of marriage contained in [state law] because that statute — having been adopted through the initiative process — represents the expression of the ‘people’s will,’ this argument fails to take into account the very basic point that the provisions of the California Constitution itself constitute the ultimate expression of the people’s will, and that the fundamental rights embodied within that Constitution for the protection of all persons represent restraints that the people themselves have imposed upon the statutory enactments that may be adopted either by their elected representatives or by the voters through the initiative process.

As the United States Supreme Court explained in West Virginia State Board of Education vs. Barnette (1943) 319 U.S. 624, 638: ‘The very purpose of a Bill of Rights was to withdraw certain subjects from the vicissitudes of political controversy, to place them beyond the reach of majorities and officials and to establish them as legal principles to be applied by the courts. One’s right to life, liberty, and property, to free speech, a free press, freedom of worship and assembly, and other fundamental rights may not be submitted to vote; they depend on the outcome of no elections.'”

As Board of Supervisors President Aaron Peskin told the Guardian later that week: “Luckily, we have an independent judiciary, because the voters of California have mistakenly taken away a class of civil rights.”

But if that legal case fails, this will probably wind up on the state ballot again. And the next campaign will have to be different.

There already have been many discussions about what the No on 8 campaign did wrong and right, but it’s clear that the queer movement needs to reach out to African Americans, particularly black churches. African Americans voted heavily in favor of Prop. 8, and ministers in many congregations preached in favor of the measure.

But there are plenty of black religious leaders who took the other side. In San Francisco the Rev. Amos Brown, who leads the Third Baptist Church, one of the city’s largest African American congregations, spoke powerfully from the pulpit about the connections between the civil rights struggles of the 1960s and the fight for same-sex marriage.

The next time this is on the ballot, progressive and queer leaders will need to build a more broad-based movement. That is not only possible, but almost inevitable.

The good news — and it’s very good news — is that (as Newsom famously proclaimed) same-sex marriage is coming, whether opponents like it or not. That’s because the demographics can’t be denied: the vast majority of voters under 30 support same-sex marriage. This train is going in only one direction, and the last remaining issue is how, and when, to make the next political move.

The progressives didn’t win everything in San Francisco. Proposition H, the Clean Energy Act, was taken down by one of the most high-priced and misleading campaigns in the city’s history. Pacific Gas and Electric Co. spent more than $10 million telling lies about Prop. H, and with the daily newspapers virtually ignoring the measure and never challenging the utility’s claims, the measure went down.

“This was a big, big, big money race,” Latterman said. “In San Francisco, you spend $10 million and you’re going to beat just about anything.”

But activists aren’t giving up on pushing the city in the direction of more renewable energy (see Editorial).

Latterman said the narrow passage of Prop. V, which asked the school board to consider reinstating JROTC, wasn’t really a victory. “I would not call this a mandate. I worked with the campaign, and they weren’t looking for 53 percent. They were looking for 60-plus percent,” Latterman said. “I think you’ll see this issue just go away.”

Neither Latterman nor Clemens would speculate on who the next president of the Board of Supervisors will be, noting that there are just too many variables and options, including the possibility that a newly elected supervisor could seek that position.

At this point the obvious front-runner is Ross Mirkarimi, who not only won re-election but received more votes than any other candidate in any district. Based on results at press time, more than 23,000 people voted for Mirkarimi; Sean Elsbernd, who also had two opponents, received only about 19,000.

Mirkarimi worked hard to get Avalos, Chiu, and Mar elected, sending his own volunteers off to those districts. And with four new progressives elected to the board, joining Mirkarimi and veteran progressive Chris Daly, the progressives ought to retain the top job.

Daly tells us he won’t be a candidate — but he and Mirkarimi are not exactly close, and Daly will probably back someone else — possibly one of the newly elected supervisors.

“It’s going to be the most fascinating election that none of us will participate in,” Clemens said.

The danger, of course, is that the progressives will be unable to agree on a candidate — and a more moderate supervisor will wind up controlling committee appointments and the board agenda.

One of the most important elements of this election — and one that isn’t being discussed much — is the passage of three revenue-generating measures. Voters easily approved a higher real-estate transfer tax and a measure that closed a loophole allowing law firms and other partnerships to avoid the payroll tax. Progressives have tried to raise the transfer tax several times in the past, and have lost hard-fought campaigns.

That may mean that the anti-tax sentiment in the city has been eclipsed by the reality of the city’s devastating budget problems. And while Newsom didn’t do much to push the new tax measures, they will make his life much easier: the cuts the city will face won’t be as deep thanks to the additional $50 million or so in revenue.

It will still be a tough year for the new board. The mayor will push for cuts that the unions who supported the newly elected progressives will resist. A pivotal battle over the city’s future — the eastern neighborhoods rezoning plan — will come before the new board in the spring, when the recent arrivals will barely have had time to move into their offices.

Obama, of course, will face an even tougher spring. But progressives can at least face the future knowing that not only could it have been a lot worse; for once things might be about to get much better.

No amount of feel-good advertising can counter the perfect populist storm that has been brewing around Chevron, the giant Bay Area-based oil company that for the last month has spent $15 million plastering billboards and the airwaves with slick, heartwarming appeals to use less energy.

Few expect the greenwashing campaign to do much good in a political climate that has had everyone from Barack Obama to Sarah Palin bashing "Big Oil." And in the week leading up to an historic presidential election, Chevron was looking bigger and badder than ever.

The week began Oct. 27 with the start of a landmark human rights and corporate responsibility trial in federal court in San Francisco, in which Chevron stands accused of complicity with Nigeria’s authoritarian government in the torture, murder, and abuse of those protesting Chevron’s exploitation of the Niger Delta.

And the work week ended Oct. 31 with Chevron announcing record quarterly profits of $7.9 billion, more than double what the oil giant earned a year earlier, when the company’s $3.7 billion in profits triggered calls by Obama and other political figures to levy higher taxes on such windfalls.

That’s exactly what city officials in Richmond were trying to do this election with Proposition T, which would steeply increase the tax Chevron pays the city for its Richmond refinery. The measure would assess a tax based on the value of raw materials being processed, increasing to about $26.5 million per year, 440 times what it currently pays the city through a payroll tax. (Election results were expected after the Guardian‘s press deadline, so check www.sfbg.com for more.)

Jamie Court, executive director of the Foundation for Taxpayer and Consumer rights and the author of Corporateering: How Corporate Power Steals Your Personal Freedom and What You Can Do About It (Penguin, 2003), said the combination of events creates a moment that makes significant reform possible.

"They make a very juicy target for people who want to show that oil companies do not share the values of the American people," Court said. "I think this trial could very well become a defining moment for how public opinion moves policymakers in Washington to real energy reform."

The case, Bowoto vs. Chevron, breaks new ground in seeking to hold an American corporation responsible in US courts for atrocities committed half the world away. The complaint, first filed in 1999, alleges that "the military, at the request of, and with the participation and complicity of Chevron, killed and injured people, destroyed churches, religious shrines, and water wells; burned down houses, killed livestock; and destroyed canoes and fishing equipment belonging to villagers" who were peacefully protesting Chevron’s pollution and destabilization of the region.

The trial, which is expected to continue until December, was brought under the little-used, 219-year-old Alien Tort Claims Act. Unocal faced a similar lawsuit for its alleged abuses in Myanmar and settled the case in 2004. But the Chevron case is the first of its kind to make it to trial.

Michael Watts, a geography professor who directs the Institute of International Studies at UC Berkeley, said the political momentum has been building against big oil companies for a long time and the combination of this case, record profits, and the election create an opportunity for reform.

"The case is very important for a lot of reasons in and of itself, even if there was nothing else going on in the industry," Watts told us. "This is a big, precedent-setting case."

Not only could Chevron be hurt financially by the verdict, but the precedent could affect multinational corporations of all kinds that do business with regimes around the world with poor human rights records. And it could fuel political efforts at home to rein in corporate bad behavior.

"If you’re running up these kinds of profits, why would you let a case like this go to trial in the first place?" Watts asked.

Chevron officials did not return calls for comment.

Chevron is also facing another landmark trial in Ecuador, where Texaco (which Chevron bought in 2001) is being sued for billions of dollars to compensate for widespread environmental degradation of sensitive rainforests from its oil extraction efforts there, a case in which US courts have refused Chevron’s requests to intervene.

Will this perfect storm lead to reform? That depends on the social movements and the political leadership that takes office in January.

Since the beginning of the presidential campaign, Americans have been bombarded with one big concept summed up in one little word: change.

It was Barack Obama’s slogan from day one and represented many people’s hope for the future, an idea that so appeals to beleaguered Americans that the Republicans eventually adopted it as well. Both parties recognized that the country would have to make big adjustments to salvage the economy, environment, schools, and health care system.

They each cited factors that point to the big changes that are coming — but they didn’t mention a huge one that has been bearing down on our species for nearly 5,200 years: the colossal transformation of solar system and our collective psyche that the ancient Mayans and their modern day supporters believe will take place Dec. 21, 2012, the day the Mayan calendar comes to an abrupt end.

Erick Gonzalez, founder and spiritual leader of Earth Peoples United, a nonprofit organization that works to bridge indigenous values with modern society, says the event will deeply disturb our minds and bodies here on earth. Nearly 300 people from around the world gathered Oct. 31-Nov. 2 during a 2012 conference at Fort Mason Center.

Some enthusiasts predict an apocalypse, while others foresee a shift in human awareness. Yet they all believe that big change is coming.

The Mayan calendar was developed by ancient astronomers who concluded that Dec. 21 was the sun’s birthday, noting that the winter solstice marked the beginning of the sun’s return from around the world.

Gonzalez, who has been studying Mayan culture for 33 years, says Dec. 21, 2012 will be a monumental birthday for our sun, when it will shift to the dead center of the Milky Way galaxy, on the galactic equator, for the first time.

The Mayans believed this was the precise spot where the sun — and all life — was created. Followers of the ancient theory claim the Milky Way will give birth to a new sun and a new galactic cycle on this day, marking the beginning of our world’s transformation.

"For the Maya, this is like the stroke of midnight on New Year’s Eve," said philosopher Roderick Marling, a Tantric yoga teacher who has spent the last 36 years researching yoga meditation and expanding consciousness, in addition to writing numerous papers on religion, mythology, history, and archeology. "The galactic clock will be set at zero point, and a new processional cycle will begin," he said.

As our planets shift overhead, believers say our awareness of the Earth, political issues, and each other will also change. Conference co-organizer Christian Voltaire says many of the changes in 2012 will be tangible, such as revising our current financial model or switching to alternative fuels. He points to former presidential candidate Ron Paul, who advocated for extreme change in monetary policy — abolishing the IRS and the Federal Reserve, for example — and Obama, who has pushed for transforming the economy with green jobs. "They’re at least conscious of the fact that something has to change," he says. "And, as we’ve been told by our prophesies, change is coming."

But skeptics have their doubts. Wouldn’t we be pushing for green energy anyway? And how could the shifting planets cause the financial meltdown — or even the actual meltdown of our polar ice caps? University of Florida anthropologist Susan Gillespie says the theory is a media myth and nothing more. Susan Milbrath, author of Star Gods of the Maya: Astronomy in Art, Folklore, and Calendars and curator of Latin American art and archaeology at the Florida Museum of Natural History, believes it’s unlikely the Mayans could have predicted such events.

Believers remain undeterred. Last Gasp Books employee and conference attendee Eliza Strack says her 2012 obsession started as an innocent topic of conversation many years ago. She believes alternate realms of existence and multiple dimensions of time could collide, allowing us to access our past, present, and future in one moment. "We spend a quarter of our lives in a dream state where alternate realities are playing themselves out," Strack says. Gonzalez backs her up, arguing that the alignment of the sun in 2012 will create a powerful magnetic force, and human protons and electronic will react to it.

Lifelong Mayan researcher John Major Jenkins, who has written several books on 2012, brings up the possibility of the sun inverting the earth’s magnetic fields. But according to Vincent H. Malmström, professor emeritus of geography at Dartmouth College, there’s no hard evidence to support Strack’s claim. Besides, how could a magnetic pull bring our dreamlike realities to life? Malmström writes in his paper The Astronomical Insignificance of Maya Date (www.dartmouth.edu/~izapa/M-32.pdf): "It would seem that Jenkins has advanced our understanding of the Maya from the sublime to the ridiculous."

Although we have four years before the astral shift, Voltaire says it’s crucial to hold 2012 conventions now. "The weekend before the election carries a vibration of anticipation of the future. We wanted to connect with that." The Southern Californian didn’t know much about the 2012 theory before last March, but he says he’s constantly alert and keeps a subtle ear out.

"I kept hearing the subject of 2012 in my consciousness — at events, on the radio, at yoga class," he says. "Everyone was talking about it." After making a few phone calls, he partnered with 2012 author and filmmaker Jay Weidner, a native Oregonian who has been studying the subject for nearly 20 years. Sponsored by Weidner’s company Sacred Mysteries Live, they organized their first convention in Hollywood in March 2008 and were blown away by the response.

Their conference last weekend was even bigger. With interactive panels and community circles, participants could share their ideas about 2012. Voltaire and Weidner say it represents something different for everyone: change, chaos — even beauty. In the midst of it all, the organizers premiered 2012-themed films and documentaries that filmmakers submitted along with an entry fee of — $20.12.

The conference also offered critical analyses of some related prophecies: the Mayans, Tibetan Buddhists, Incas, and the mysterious Cross of Hendaye. They lived in different times, and had different notions about the events that would take place around 2012. Conference organizers say Inca texts prophesized "a world turned upside-down" around that year, while Tibetan Buddhists predicted the mythical city of Shanballad would be constructed at the end of the current era.

Voltaire says the Cross of Hendaye — a 400-year-old monument in the coastal town of Hendaye, France — holds the key to the paradigm. The cross was first described in the 1926 book The Mystery of the Cathedrals, written by an alchemist named Fulcanelli. In 1995, before learning of the 2012 stories, Weidner was hooked on this book. He worked for years to decipher the messages behind the cross, deconstructing a Latin inscription carved into its top, and finally claims to have discovered its meaning: "It represents a world crisis that will end this time period.

There’s exactly one presidential term left before the end of this time period, which has witnessed everything from financial crises to homelessness to global warming. But will a new era end the problems of the current one? It’s hard to imagine how thousands of San Francisco’s poorest residents will acquire homes, or how our ozone layer will suddenly thicken.

After rifling through more books, Weidner says he discovered another secret behind the cross: that the Earth’s greatest changes will take place between 1992 and 2012. During that time so far, we’ve seen the birth the Internet, economic globalization and overextension, mass extinctions and global warming, terrorism and imperial hubris, exploding populations and rising discontent, and the end of the age of oil coming into sight. Then again, 20 years is a long time and life moves fast these days, with or without a mystical cross.

Nevertheless, since his supposed discoveries, Weidner has written two books and one film about the Cross of Hendaye’s secrets. In addition to a simpler belief that attributes a natural, geological pattern to these changes, three other prophecies predict some version of disaster or shift around 2012. Weidner admits this could be an incredible coincidence, but he thinks we should be aware of today’s experiences anyway. "There’s no doubt this is one of the most incredible time periods in human history."

While no one knows what will go down Dec. 21, 2012, Strack likes to put a positive spin on the brewing events. She wonders if 2013 will bring sweet-smelling city air, friendly neighbors, and tricycles for old folks to ride to the grocery store. After all, who believes that a shift in consciousness would be a bad thing?

Many followers even look forward to the date and equate it with the second coming of Christ, when they will be blessed with knowledge and euphoria. "Those are the happy thoughts," Strack says. "Yin-yang that shit and you find the darkest, most terrifying possibilities." She says she has had multiple apocalyptic dreams, leading her to ponder World War III, death, chaos, betrayal, and everything else that could hit the fan in 2012.

This sort of anxiety has led some people to use the term "doomsday" when describing the last day of the Mayan calendar. Although the theory has no solid academic backing, it is catching on. YouTube hosts countless videos of asteroids striking earth, tsunamis, tornados, and incidents of chaos linked to the date. Many devotees are preparing for hell on earth. But Voltaire says 2012 isn’t all about doom and gloom. "Our prophecies are about facing the facts and bringing up new ideas, acknowledging indigenous cultures of the past and present and truly listening to what they have to say, not brushing them off."

During our country’s time of change, we may not have heard many full-blown prophecies coming to pass, but we have all witnessed powerful people raising fresh ideas, such as rapidly shifting to new energy sources, developing international standards of human rights and controls on the use of force, and attacking poverty and disease worldwide. Like the 2012 followers, we’re listening and trying to remain open-minded.

If you chose to listen — to the prophecies or the new president — you might ask yourself how you’re supposed to prepare for the future. Voltaire says that "if you’re conscious of the changes, you’ll be able to roll with them, like if you’re in the ocean swimming with the tide. But if you’re unconscious and you suddenly wake up, it’ll be a lot harder to deal with."

Voltaire and Weidner say that our president will need to prepare too. They think that for him to be successful, he will have to address issues such as green energy and global warming brought forth at the 2012 conference.
Whether we’re believers or not, our country’s in for some big changes, whatever the solar alignment.

Bait and switch

The San Francisco Redevelopment Agency has endorsed a draft financing plan for Lennar’s massive proposed Hunters Point Shipyard/Candlestick Point development project, one that increases the company’s housing entitlements and profits.

The agency’s endorsement came during a hastily convened Oct. 27 special meeting, raising the eyebrows of Lennar’s critics. So did the details of the agency’s non-binding financial agreement with Lennar, which two citizens’ committees in the Bayview–Hunters Point community had jointly endorsed a week earlier.

Bayview–Hunters Point resident Francisco Da Costa claimed that "there was almost no public notice of the plan," while Leon Muhammad, who sits on the Bayview–Hunters Point Project Area Committee, fretted that some committee members have business ties and connections with Lennar.

"A group that supposedly represents the interests of the community needs to have transparency and full disclosure," stated Nation of Islam Rev. Christopher Muhammad, who has been a staunch critic of Lennar ever since the developer failed to properly monitor and control asbestos adjacent to his group’s K-12 University of Islam school.

"Lennar never intended to do anything with this land but bank it," Muhammad opined about the public land that Lennar is getting for free. "And now they are hoping to squeeze more profit out of the deal, so they can hedge to where they can make it more attractive to sell."

Alicia Schwartz of People Organized to Win Employment Rights (POWER) observed that the deal is likely being driven by Mayor Gavin Newsom’s unrequited desire to see the Olympics come to San Francisco — a dream that was squashed two years ago, Schwartz recalls, "amid a hoopla around toxicity at the shipyard."

Sup. Chris Daly, who has argued that Lennar’s recent $500,000 settlement with the Bay Area Air Quality Management District over Lennar’s asbestos violations was "too small and poorly handled," said he wasn’t surprised by the latest deal: "That Lennar wants to pull a fast one is not news."

But with the financing deal likely headed for the full Board of Supervisors this month, Lennar’s critics are worried that the city is being rushed into a deal that has already changed since voters approved Proposition G in June, supporting the vague outlines of Lennar’s project.

They note that while Prop. G specified that the project would create "between 8,500 and 10,000 homes" in the depressed southeast sector, the financing deal that Redevelopment endorsed last week specifies 10,500 homes —and a demand that the agency and the city cooperate to help increase Lennar’s annual rate of return.

Stephen Maduli-Williams, the agency’s deputy executive director, told the Guardian that it was always the agency’s intention to finalize Lennar’s draft financing plan by the end of 2008. Asked if Lennar increased the number of proposed housing units by reducing unit size or increasing building height, Maduli-Williams told us, "They did it by finding a way to squeeze more units into the existing space. They redesigned one of the roads."

"Things are probably going to change again in the next year or two," Maduli-Williams said. "This is a living document. And overall, it is a really nice real estate deal."

Yet critics of Lennar are openly wondering whether it’s nice for the beleaguered company, which had rapidly plummeting stock value even before the recent real estate meltdown, or nice for the city. Maduli-Williams said the deal works for all parties.

"We have strong financial partners," he said. "Any investors that look at the deal know that is it really solid. It includes mostly $600,000 homes, which are cheap by San Francisco standards. And we are not looking to break ground for another three years, by which time the economy, hopefully, will be in good shape."

Maduli-Williams also observed that despite nationwide housing woes, San Francisco remains "one of two or three top destination spots where there is only so much land left and where folks have very high incomes."

But the health of the San Francisco real estate market (compared to the rest of the nation) combined with Lennar’s ongoing financial woes, including a June 8 bankruptcy at Mare Island, is precisely why some folks are questioning Lennar’s increased profit demands. But Maduli-Williams said, "San Francisco cannot be compared to Mare Island."

According to the draft financing deal (which is non-binding), Lennar, the city, and the agency "will work cooperatively to reduce risks and uncertainties" and "find additional efficiencies and values," to achieve Lennar’s proposed 22.5 percent annual profit margin.

As Maduli-Williams explained, if the developer puts up $800 million in equity and wants a 22 percent return, it would have to get $1.2 billion in land sales. "And just like any developer, they want to get the highest return possible," he said, adding that the project’s proposed community benefits are "hard wired into the deal" and thus are "not threatened" by Lennar’s proposed target return increase.

Lennar’s proposal, which represents a 7.5 percent increase over current project projections, has also received validation from CBRE Consulting, which is a subsidiary of CB Richard Ellis — a global real estate firm headed by Sen. Dianne Feinstein’s husband, Richard Blum.

In an Oct. 15, 2008 memo (coincidentally written the day President Bush announced a partial nationalization of the US banking system) to Michael Cohen, who heads the Mayor’s Office of Economic and Workforce Development, CBRE’s Mary Smitheram-Sheldon and Thomas Jirovsky observed that, "Based on Consultants’ extensive experience in evaluating large scale mixed-use developments, including military base reuse plans, we are of the opinion that the proposed 22.5 percent per annum target return …is reasonable."

Earlier this year, as Lennar spent $5 million to support Prop. G, CBRE declared that 50 percent affordability in Lennar’s proposed mixed-use development at the shipyard, as was being recommended in Daly’s Prop. F, was "not financially feasible."

At the city’s request, CBRE analyzed Prop. F and concluded in a memo to Cohen that it would reduce Lennar’s revenue by at least $1.1 billion. Reached by phone this week, Jivorsky acknowledged that his firm has done work for different developers around the country for years, including Lennar.

"But we are not working on anything for Lennar in San Francisco," Jivorsky told the Guardian. "Our client is the city of San Francisco and we take our job very seriously. We would never make recommendations that we didn’t believe were in the city’s best interests."

Meanwhile, Cohen told the Guardian that the strain for real estate capital is likely going to push the rate of return demand up even more. Noting that the city agreed to 25 percent returns at Lennar’s previous Treasure Island and Hunters Point Shipyard deals, Cohen said, "Real estate is considered to be a greater risk than it was six months ago, even in San Francisco. So, it’s not so much that we have to negotiate this as have to understand what is required for private capital to invest."

Cohen believes that when the construction plans — which currently have few details spelled out — get more detailed, they will help increase the project’s rate of return. "Which is why," Cohen added, "the developer’s partners are willing to spend a boatload of money."

On Aug. 19, the Redevelopment Agency approved the addition of Kimco Developers and MACTEC Development Corporation as Lennar BVHP’s retail and infrastructure partners, and Scala Real Estate Partners, Hillwood Development, and Estein Associates USA Ltd. as Lennar BVHP’s equity partners.

Cohen also hopes that the 49ers’ intentions towards San Francisco will be resolved by November 2009, when Lennar hopes to enter into an agreement with the football team. The 49ers continue to pursue plans to relocate to Santa Clara, and have not signaled any desire to remain here.

To date, Lennar’s draft financing plan includes an agreement that the developer will contribute $100 million in cash toward construction of a new 49ers stadium, and that the city will enter a long-term $1 ground lease with the 49ers for a 17.4-acre Hunters Point Shipyard site.

Meanwhile, disgruntled community advocates claim that since January, when Feinstein, House Speaker Nancy Pelosi and Mayor Gavin Newsom announced $82 million in federal funding for the cleanup of the Hunters Point Shipyard site, those funds have gone primarily to cleaning up the potential 49ers site.

Shades of green

California’s major environmental groups have long called for the state to do more to promote a switch to renewable energy sources, yet they widely oppose two state ballot measures that claim to do so, urging votes to reject Propositions 7 and 10 as false promises. On the local level, however, the environmental community strongly supports Proposition H, the Clean Energy Act, against well-funded attacks by Pacific Gas & Electric Co.

Prop. 7 would require utilities to acquire half their power through renewable energy resources, and Prop. 10 would provide $5 billion in alternative fuel research and development. Dan Kalb, policy coordinator for the Union of Concerned Scientists, believes the basic goal of Prop. 7 is great, but that its execution would not work. "It’s something that sounds very good," Kalb told us. "Everyone is concerned about renewable energy, but we can’t afford to pass a law that isn’t going to work."

Opponents of Prop. 7 have argued that it is poorly written, would decrease current fine levels for noncompliance, and has many loopholes that only the largest producers can take advantage of. Natural Resources Defense Council media director Craig Noble told us, "It just doesn’t make sense. It’s deeply flawed … it’s so poorly written."

Proponents claim that it’s not poorly written, but that opponents have simply misread it. For example, opponents say Prop. 7 could exclude small businesses that generate less than 30 MW of renewable power. But proponents say they have misread Section 14 of the proposition, causing this confusion. Yet on Aug. 7 a Superior Court judge ruled that Prop. 7 could exclude those small businesses.

In all, the Yes on 7 campaign has 25 endorsements from politicians, organizations, and groups while the No on 7 campaign has more than 400 from politicians, organizations, groups, and cities opposing the measure.

"We’re extremely concerned that [Prop. 7 will] set us back, not move us forward," Kalb said.

If passed, Prop. 10 will authorize $5 billion in general obligation funds for alternative fuel research and development, but require $10 billion to be paid back over 30 years once interest has been figured in. Richard Holober, executive director of Consumer Federation, called the measure, "a $10 billion raid on California’s treasury."

He went on to tell the Guardian that public support for research of this kind is important, but that, "Prop. 10 has no accountability. It is filled with incredibly huge loopholes."

Under Prop. 10, a rebate will be given to consumers who purchase clean energy cars. At the same time, they can keep their old vehicles and potentially sell them. Yes on 10 media contact Amy Thoma confirmed this. Holober stated that California already has programs in place that require owners to scrap or donate their polluting vehicles after they receive a rebate; they also require residency in California.

Opponents of Prop. 10 also point out that the proposition requires no net decrease in pollution, meaning that new vehicles can be as polluting as those they replace, as long as they do not pollute more. Yet Thoma claims the measure will reduce emissions by a total of 4.1 million tons per year.

Noble told the Guardian: "We need to be reducing our dependence on fossil fuels, but Props. 7 and 10 are not the way to do it."

As for Prop. H, the measure would require that by 2017, half the energy sold in San Francisco would be from renewable energy sources, rising to 100 percent by 2040. It also calls for the city to study how best to achieve that goal, including if public power projects could play a role.

Corey Cook, an associate professor of political science at the University of San Francisco, told the Guardian that "Prop H is a small but not insignificant first step toward public power in San Francisco. [It] authorizes, but doesn’t actually do anything aside from creating a study to determine the feasibility and cost of buying out PG&E’s electricity grid and having the city generate power."

Environmentalists have rejected Props. 7 and 10 because they are written poorly and counterproductive, but they embrace Prop. H because it simply increases renewable energy standards, includes numerous procedural safeguards, and, as Cook said, "takes a first step toward public power."

Backroom brokers

It’s not the invisible hand of Adam Smith tossing hate mail on your doorstep this fall like ugly confetti. It isn’t a distinct and independent group of candidates and civic organizations that just happen to be saying the same things, either. There is a carefully orchestrated campaign going on to undermine the progressive agenda, block affordable housing and clean energy, and give Mayor Gavin Newsom a majority on the Board of Supervisors.

It’s well funded; it’s serious; it’s based on lies — and it’s a threat to rent control, sustainable environmental policies, universal health care, the city’s living wage law, and the rest of the accomplishments and goals of the progressive majority on the board.

If that sounds overblown, listen to what the organizers of this campaign are saying themselves.

On Aug. 15, after progressives took control of the Democratic County Central Committee and installed Sup. Aaron Peskin as chair, John Keogan, the head of a year-old organization called the San Francisco Coalition for Responsible Growth, a pro-downtown group founded to counter the progressive movement, announced his intentions in a letter to allies.

"CRG are [sic] preparing for an all-out attack with other like-minded groups and now is our time to stand-up [sic] and be counted," Keogan wrote. He asked members to support "taking SF on a sharp turn to the right."

Those "other like-minded groups," according to campaign finance reports, are a Who’s Who list of downtown-based organizations that have consistently fought to roll back tenant protections and slash government spending on social services: the Building Owners and Managers Association, the Committee on Jobs, Pacific Gas and Electric Co., the Association of Realtors, the Chamber of Commerce, Plan C, and the Police Officers Association.

By law, political candidates can only raise and spend limited amounts of money. But organizations like BOMA, the Realtors, and Plan C can put as much cash as they want into supporting and opposing candidates — as long as the efforts are "independent."

But the orchestration of the attacks on supervisorial candidates Eric Mar, John Avalos, and David Chiu, and the support for their conservative rivals, Sue Lee, Ahsha Safai, and Joe Alioto, is so sophisticated it’s impossible to believe that these groups and candidates aren’t working together.

Between Sept. 9 and Oct. 20, public records show, the groups spent a combined $363,754 ($178,177 in District 1, $104,308 in D3, and $81,269 in D11) on independent expenditures attacking Avalos, Mar, and Chiu and supporting their opponents. They also spent $20,000 supporting Eva Royale in her long shot race for the solidly progressive District 9 seat.

The landlords and downtown aren’t the only ones organizing. All that spending, and the threat of even more to come considering the hundreds of thousands of dollars these downtown groups still have in the bank, has served to unite tenant and labor groups in ways unseen in previous San Francisco elections.

"There’s an unprecedented coalition between tenants and labor," labor activist Robert Haaland told us. "We’re working together to defeat the landlord candidates, who are also anti-labor."

"We have a tremendous fear that the spending and progress on health care and social services will be rolled back," Tim Paulson, president of the San Francisco Labor Council, told us. "Anything less than our candidates [being elected in each of the three swing districts] will pose a real danger to the movement."

NEWSOM’S SLATE


One of the central players in this attempt to take the city away from the progressives and hand it over to downtown is Mayor Gavin Newsom, who is actively supporting Alioto, Lee, and Safai.

Eric Jaye, the mayor’s chief political advisor, has no formal role in the three district campaigns, but Newsom rarely makes a move in local politics without consulting Jaye. In fact, when reporters call the mayor’s press office to ask for comments on local candidates and initiatives, they are typically referred to the private consultant.

Jaye told us he’s talked to all of Newsom’s candidates. "I told them to run on district issues," he said.

The mayor and the latest member of the Alioto clan to seek office (Joe’s sister, Michela, is already on the board) have walked precincts together. And Newsom is so involved with the downtown effort he’s skipping a major Democratic Party gala (where he was slated to get an award) to spend time instead with the Republican-led Coalition for Responsible Growth (CRG).

Jaye’s main job this fall is running the PG&E campaign against the Clean Energy Act, Proposition H. So far PG&E has spent more than $10 million on the effort, and that number will grow in the final week before the election. Part of that same campaign has been propping up Newsom ally Carmen Chu, who has benefited from thousands of dollars of PG&E spending on her race. Chu’s face is all over PG&E’s No on H fliers.

Another central operator is Alex Tourk, the former Newsom aide who resigned after learning that the mayor had been sexually involved with Tourk’s wife. Tourk is now running the CRG operation.

"They brought me on board to do a volunteer campaign that, yes, they funded, but which seeks to inform voters in a non-partisan fashion where the candidates in D1, 3, and 11 stand on key issues," he said.

That campaign’s goal was to get 10,000 people to mobilize — he called them, using a term popularized by Richard Nixon, the "silent majority."

Tourk maintains that door-hangers the group has been distributing don’t endorse any candidates or push any initiatives. But the messages fit exactly with the overall downtown strategy — they seek to discredit the progressives by linking them with controversial ballot measures such as Proposition V, which would urge the School Board to save the military recruitment program, JROTC.

The supervisors have nothing to do with JROTC, but downtown and the Republican Party are using it as a wedge issue.

CRG is facing some political heat of its own: SF Weekly reported in its Oct. 22 issue that CRG’s recently elected president, engineer Rodrigo Santos, accepted money for professional work from someone who had business before the Building Inspection Commission while he served as commission president. Santos is a Republican, like several key Newsom appointees.

Making matters worse are revelations that Mel Murphy, vice president of the inspection commission and a CRG member, distributed invites in City Hall to an Oct. 17 CRG fundraiser for Safai and Alioto. City officials aren’t supposed to do political work at City Hall.

Alioto’s filings show that on Oct. 17, he received $500 from the firm of Santos and Urrutia’s structural engineer Kelton Finney and $250 from S&U engineer Calvin Hom.

PG&E’S FAKE DEMOCRATIC CLUBS


Political consultants Tom Hsieh Jr. and Jim Ross are involved in the District 1 race (Hsieh also responded to the Guardian on Safai’s behalf) — and are using PG&E and downtown money to support Sue Lee.

Beyond Chron reported Oct. 27 that Hsieh has been sending robocalls in Cantonese to voters saying that Lee is endorsed by the "San Francisco Democratic Party Club." Actually, the Democratic Party endorsed Mar.

What is this new "party club" anyway? Well, the Web site reported, the club started raising money just two weeks ago, and already has collected $30,000 from PG&E, $2,000 from the Chamber of Commerce, $5,000 from GGRA (Golden Gate Restaurant Association), and $70,000 from the Committee on Jobs. Another new club, called the Richmond Reform Democratic Club, is opposing Mar — and has $18,000 from the Committee on Jobs, $5,000 from PG&E, and $2,000 from BOMA.

In television ads paid for by the Realtors, a voiceover tries to link Mar, Avalos, and Chiu to Sup. Chris Daly, whose popularity outside his district is low — although neither Mar nor Chiu has much of a discernable connection to Daly. Avalos was a Daly City Hall aide.

One of the Realtors ads was so utterly inaccurate and deceptive — it claimed Chiu and Avalos support decriminalizing prostitution, when both have publicly opposed the decriminalization ballot measure — that Comcast pulled the ad off the air when Chiu filed a complaint.

Fog City Journal uncovered what appears to be illegal collusion between the police union and Safai. Although candidates are barred from coordinating with groups making independent expenditures on their behalf, POA president Gary Delagnes told FCJ editor Luke Thomas that Safai had given the group a photo of him to use on a mailer, a copyrighted image that Thomas took. Safai denied wrongdoing, but refused to answer further inquiries about the matter.

It’s a pitched battle — labor, the tenants, and the Democratic Party against the landlords, PG&E, downtown interests, and the Republicans. It’s pretty clear which side you want to be on.

The battle for the district 1 supervisor’s seat is being framed largely by politically conservative groups, funded by real estate and development, that are spending thousands of dollars supporting former planning commissioner Sue Lee over school board member Eric Mar.

An incestuous web of independent expenditure and political action committees have collectively spent enough against Mar to blow the $140,000 cap off the voluntary expenditure ceiling that all the candidates in that district agreed to.

The money’s coming from the Building Owners and Managers Association, Plan C, the Coalition for Responsible Growth, and the San Francisco Association of Realtors. Although these groups can’t legally work directly with candidates, they typically swap funds among each other and receive outside support from the deep pockets at the Chamber of Commerce, Committee on Jobs, and Pacific Gas and Electric Co.

According to Ethics Commission executive director John St. Croix, the $140,000 cap was lifted on Friday, Oct. 24, which means the candidates are now free to spend up to their individual campaign limits, which are different for Lee, Mar, and Alicia Wang, the other major contender for the seat.

All three are receiving public financing — but so much outside money is being spent in support of Lee that, to keep pace, the individual spending caps for Mar and Wang have been raised and are now higher than Lee’s.

AGAINST THE NEIGHBORHOODS


Lee, who worked for Willie Brown’s mayoral administration and was public relations director for the Chamber of Commerce, now runs the Chinese Historical Society of America. Her voting record on the Planning Commission has been consistently pro-development and anti-neighborhood. Some examples from her final months on the commission:

<\!s> On April 10, 2008, she approved a mixed-use development at 736 Valencia St. and removed community benefits and below-market-rate unit requirements — against the wishes of community members and housing rights activists.

<\!s> On March 27, 2008, she was the only commissioner to vote against modifications to a rooftop remodeling project at 1420 Montgomery St. that would have pacified neighbors concerned about the scale and character of the plan.

<\!s> On March 13, 2008 she supported a conditional-use permit for a formula-retail paint store at Cesar Chavez and South Van Ness despite concerns about its effect on nearby small businesses.

<\!s> On Feb. 28, 2008, she approved a remodeling of a two-story flat on Potrero Ave. that opponents, including the next-door neighbors, characterized as a demolition in disguise.

"Her voting record for the past three years is crystal clear," one lawyer who represents neighborhood interests at the commission told us. "Given a choice between supporting neighborhood interests, long-term residents and the interests of the little guy or supporting development interests and the big- money people who are busy in our residential neighborhoods, she chooses the latter every time."

The lawyer, who regularly appears before the planning panel and asked not to be named, added: "She has supported big-box retail in our neighborhoods over the objections of neighbors. She has supported the destruction of rent-controlled housing and low-scale, more affordable housing that is being remodeled out of existence."

"She’s a total pay to play," said Robert Haaland, a labor activist with Service Employees International Union Local 1021, which is deeply vested in independent expenditures supporting Mar. "Her donations can be tracked back to decisions she made as planning commissioner."

For example, Lee voted in favor of a plan by Martin Building Company to convert a city-owned building on Jessie Street into 25 luxury condos that now rent for about $3,000 a month. Martin’s owner, Patrick McNerney is a Lee campaign donor. Also contributing to Lee is Eric Tao of AGI Capital, which helped finance the Soma Grand development, a project opposed by sustainable growth organizations like Livable City, the San Francisco Bicycle Coalition, Walk SF, and the Sierra Club. Lee voted in favor of it.

In 2006, Lee approved lifting the downtown height restrictions from 150 feet to 250 feet for a 189-unit building with ground level retail on Howard Street. The project sponsor, Ezra Mercy, gave Lee’s campaign the maximum legal donation of $500.

In fact, her campaign has received thousands of dollars in individual contributions — and according to our analysis, more than half has come from real estate developers, attorneys, and builders, including some who appear frequently before the Planning Commission, such as executives from Wilson Meany Sullivan, CB Richard Ellis, and Millennium Partners.

Lee did not return a call seeking comment.

MISLEADING THE VOTERS


The same day the spending cap was lifted, Mar alleged the local Democratic Party’s name was being improperly used by a new group calling itself the "San Francisco Democratic Club." First reported by Paul Hogarth on the online news site BeyondChron, the club is apparently composed of Democratic County Central Committee defectors who disagreed with the party’s endorsements for the Nov. 4 election.

The group’s treasurer, Mike Riordan, is also a deputy political director of PG&E’s Stop the Blank Check Committee, which is mounting the $10 million campaign against the Clean Energy Act. PG&E gave $30,000 to this new democratic club, the members of which have not been revealed.

Riordan hired DCCC member Tom Hseih’s firm to send robocalls in Cantonese to Asian voters urging support for Lee over DCCC-endorsed Mar. The endorsement script referred to the group as the "San Francisco Democratic Party Club." Mar said it was a misleading way to align this new club with the DCCC.

When asked if the club’s use of the Democratic Party name and membership to support candidates and issues that haven’t received the party’s vote was their intention, Hsieh told the Guardian, "Yeah, and you know what? That’s covered under the First Amendment."

Sup. Aaron Peskin, who chairs the DCCC and spoke on its behalf in support of Mar at two recent rallies, said, "at minimum, it’s misleading. At maximum it’s a violation of the party rules and punishable by removal." He said there was a credible argument and evidence supporting Mar’s allegation, but that it’s something the DCCC would have to deal with in its own house, likely after Nov. 4.

Housing for whom?

San Francisco is currently experiencing an unprecedented shortage of affordable housing, a reality that threatens to change the city’s socioeconomic character. If city officials stay the course, building mostly market rate housing, even more lower and middle-class families will be forced to move elsewhere.

Proposition B would stabilize — and probably increase — affordable housing funds by setting aside 2.5 cents out of every $100 in property taxes, or about $30 million a year, in a specific affordable housing account. Prop. B would not create any new taxes, and would allow for public participation in deciding how funds are spent. A long-term revenue source seems the only way to combat the affordable housing problem, yet Mayor Gavin Newsom has called the measure "unnecessary" and "ballot-box budgeting at its worst."

Newsom’s Oct. 15 press conference announcing that San Francisco is on pace to build a "historic number" of affordable homes by 2010 is likely an attempt to dissuade voters from voting for Prop. B. Newsom cited a dizzying array of statistics to support his claim that Prop. B is unwarranted: with 13,000 new affordable homes currently in the works, he insinuates, there is no need for such a measure.

Yet he doesn’t address the question of how the city will facilitate such an affordable housing boom without Prop. B. According to Doug Shoemaker, deputy director of the Mayor’s Office of Housing (MOH), the city spends around $220 million a year on affordable housing from multiple sources in multiple programs. He admits that this money is essentially impossible to track; which means it’s equally impossible to judge how productive the programs actually are or how much money is left.

Based on the San Francisco Planning Department’s preparation to update its Housing Element next year, as well as information provided by the MOH, Newsom’s statistics are grossly exaggerated. The discordance between Newsom’s embellished statistics and the department’s numbers illustrates that we need a more coherent solution — whether that means more funds, more organization, or both — to solve the affordable housing crisis.

In his press conference, Newsom asserted that "newly adopted and pending neighborhood plans will create over 13,000 new affordable homes." Although he failed to specify exactly when these homes would be completed, one would assume he meant by 2010, since the press conference was an update on the Home 15/5 initiative (which vows to produce approximately 15,000 new housing units between 2005-10).

According to affordable housing activist Calvin Welch, this plan is "an outrageous lie, a cynical lie, based on [Newsom’s] absolute and complete certainty that no one will understand what that means." The SF Planning Department’s Housing Need Assessment backs Welch’s sentiment: from 1999-2006, the city only produced about 800 low- and very-low affordable housing units a year. It would take more than 16 years to produce 13,000 new and affordable homes at that rate, leaving aside the question of how to pay for them.

Think it’s unfair to judge Newsom’s statements based on the past? Newsom also said in his press conference that "1,547 affordable homes have been completed since 2006." But statistics provided by the Mayor’s Office of Housing show that only 646 of these 1,547 housing units are below or at 50 percent of the area median income, or AMI. In other words, most of these units aren’t as affordable as one might think.

These dismal statistics prove that the Home 15/5 initiative so far has failed to significantly increase the city’s production of affordable housing. Since Newsom opposes Prop. B and has refused to spend affordable housing money allocated by supervisors in the past, it’s unclear how he plans to create 13,000 affordable housing units anytime soon.

Newsom also said that the Home 15/5 plan "increases the city’s production of housing affordable to low- and very-low income households to the highest levels ever, comprising 33 percent of all new homes built." This percentage is similar to the SF Planning Department’s production goals for 2007-14: the city strives to create 31,000 housing units, 39 percent affordable. Both aims fall far below the SF Housing Element’s objective, which states that 64 percent of the city’s housing units should be affordable. But they’re a start, or would be — if they actually come true.

A look at the SF Planning Department’s housing production statistics show that only 4,705 low- or very-low affordable housing units had been built as of June 2008. That’s a mere 19 percent, a far cry from Newsom’s 33 percent assertion. It wasn’t just a slow year — the number of moderate and market-priced housing built over the same period surpassed target production goals by more than 500 units. If San Francisco continues to produce at this speed, the city will not only fail to produce enough affordable housing units, but will increase the ratio of the very rich among city residents.

With help from Prop. B, the city could start working its way toward meeting the mandate of the city’s Housing Element, which states that two- thirds of city housing should be affordable. Unfortunately the Housing Element may also be under attack this November: the Planning Department is holding a public scoping meeting Nov. 6 — two days after the election — to discuss preparations for an environmental impact report.

Although 64 percent affordability may seem like a lofty goal now, a decrease in Housing Element aims and the lean budgetary years ahead could mean a continuation of policies that build mostly market-rate housing that remains unaffordable to most San Franciscans.

District 3 supervisorial candidate Joe Alioto Jr., 36, has stated repeatedly on the campaign trail that he is not running on his family’s name.

But his lack of policy or political experience, combined with his campaign’s close ties to his sister, District 2 Sup. Michela Alioto-Pier — the most conservative and reactionary member of the Board of Supervisors — has progressives fearing he’ll be even more hostile to their values than his sister if he is elected this fall.

Records show that Alioto-Pier, 40, who was appointed by Mayor Gavin Newsom in 2004, consistently votes against the interests of tenants, workers and low-income folks. She recently sponsored legislation that passes increased water and sewer rates along to tenants. In the past, she has voted against relocation money for no-fault evictions and against limits on condominium conversions. And that’s just her record on tenants’ rights.

"Michela makes Sup. Sean Elsbernd look like a progressive," said Board President Aaron Peskin, who is termed out as D3 supervisor and has endorsed David Chiu as his preferred candidate to represent this diverse district, which encompasses Chinatown, North Beach, Fisherman’s Wharf and Telegraph Hill.

Alioto, who bought a $1.3 million Telegraph Hill condominium in 2004, has said in debates that he was proud to serve on the Telegraph Hill Dwellers Board for three years, citing his alleged involvement in stopping the Mills Corporation’s development at Piers 27 and 31, improving the Broadway corridor, and working on neighborhood parks.

But a former THD Board member says Alioto’s claims are wildly overstated.

"He did not achieve anything in North Beach as a board member," our source said. "His attendance was poor, he lacked leadership, and when he was asked to head a Broadway corridor subcommittee to tackle the Saturday night issue, he said no, he was too busy. He was on the opposite side of all our policies and goals. There were even questions whether he was residing in the district, when he house-sat for his parents in the East Bay."

In a March 2006 e-mail to THD members, Alioto acknowledges that he and his wife had indeed been house-sitting in the East Bay for months while his parents were in Italy. "Of course, I have never intended to stay in the East Bay, my being there for simply a temporary period," Alioto wrote, referring to the Supreme Court’s definition of residency, which he said he "relied on to continue to contribute to THD activities."

THD board members aren’t the only ones accusing Alioto of stretching the truth.

The Sierra Club’s John Rizzo is irate over the use of the club’s name in a recent Alioto campaign mailer in which Alioto claims that he helped create the San Francisco Climate Challenge "in collaboration with the Sierra Club and DF Environment."

"What he says is highly misleading," Rizzo told the Guardian. "It makes it sound like an ongoing effort he cofounded with the Sierra Club, but it was a one-time effort that, while worthwhile, only lasted a month and is over and done with."

Rizzo further noted that Alioto did not complete or return the Sierra Club’s candidate questionnaire, as is requested of candidates seeking the club’s political endorsement. Alioto also has ruffled feathers by claiming that he prosecuted criminal cases while working in the Alameda County District Attorney’s office in 1999.

Alameda County Senior Deputy District Attorney Kevin Dunleavy told the Guardian that Alioto was, in fact, "a summer intern, a student law clerk working under supervision" in 1999. "He got to prosecute a few cases under our supervision, including a misdemeanor jury trial, but he never worked as an actual deputy DA," Dunleavy said.

But Alioto’s alleged distortions have tenants’ rights advocates like Ted Gullicksen of the San Francisco Tenants Union wondering if Alioto will preserve rent control and try to abolish the Ellis Act, as he has promised on the campaign trail. Alioto never completed a Tenants Union candidate endorsement questionnaire, and has a massive amount of financial backing from the same downtown real estate and business interests that support his anti-tenant sister, Alioto-Pier.

Campaign disclosures show that Alioto’s campaign consultant, Stephanie Roumeliotes, led the Committee to Reelect Michela Alioto-Pier in 2006. Roumeliotes is also working on two other political campaigns this fall: No on B, which opposes the affordable housing set-aside, and Yes on P, which supports giving Mayor Newsom even greater control of how transportation funds are allocated and spent, and which even Alioto-Pier joined the Board of Supervisors in unanimously opposing.

Public records show that the Alioto siblings have 160 of the same campaign contributors. These include Gap founder Donald Fisher, wealthy socialite Dede Wilsey, and Nathan Nayman, former executive director of the Committee on Jobs, a downtown political action committee funneling big money into preferred candidates like Alioto.

All of which has progressives worrying that Alioto and his sister could become the Donny and Marie Osmond tag team for the same Republican downtown interests that are seeking to overturn the city’s universal health care and municipal identity card programs.

Talking by phone last week after months of stonewalling the Guardian’s requests for an interview, Alioto told us that he admires his sister very much, but that does not mean he shares her beliefs. "She has been through more in her relatively short life than most of us, and she does a great job representing her district," Alioto said. "But we are not the same people. Just because we are siblings does not mean we think the same."

Noting that, unlike his sister, he supports Proposition M, (which would protect tenants from landlord harassment), Alioto said, "If Michela ever proposed legislation that I thought was bad for the district and city, I’d vote against it."

Asked why he opposes the affordable housing measure Prop. B, Alioto told us that he doesn’t think that "locking away any more of our money helps … but I support affordable housing for low-income folks, including rental units, and we need more middle-income housing for police officers, firefighters, nurses and teachers."

As for his endorsement by the rabidly anti-rent control SF Small Property Owners, Alioto said, "I think people are supporting me because I’d be fair and reasonable."

Alioto, who attended Boalt Hall School of Law at UC Berkeley and works as an antitrust lawyer at the Alioto Law Firm with brother-in-law Tom Pier, insists that he never claimed he’d been a deputy DA, "but I have a proven record of being interested in putting criminals behind bars."

Noting that he supports the property tax measures on the ballot, "notwithstanding the fact that some real estate interests supporting my campaign are opposed," Alioto further claimed that estimates that a third of his campaign money is from real estate interests are "severely overblown."

"I think they must have been including architects," he told us.

Asked about the Golden Gate Restaurant Association’s lawsuit against the city’s universal health care ordinance, Alioto said he supports Healthy San Francisco, "but I am concerned a little about putting the burden on small business."

Claiming that he supports the mayor’s community justice center as well as "funding for whatever programs it diverts people to," Alioto talked about kick-starting the economy in blighted areas by creating jobs and incentives for small businesses in those districts. Alioto, who just saw the San Francisco Small Business Advocates kick down $9,500 in support of his campaign, also said he wants to increase the number of entertainment permits, add a movie theater, and decrease parking fees in Chinatown.

"And I support the [Chinatown] night markets," Alioto said, referring to a pet project of Pius Lee, whose Chinatown neighborhood association was found, during a 2006 audit instigated by Peskin, to have received excess city funds and allowed unlicensed merchants to participate in the markets.

But Lee is evidently now in good standing with Alioto and Mayor Gavin Newsom, since he accompanied both on a recent walkabout to boost Alioto’s standing with Chinatown merchants. And Alioto’s election is apparently very important to Newsom, given that the first public appearance the mayor made after returning from his African honeymoon was on behalf of Alioto’s campaign.

All of which seems to confirm progressives’ worst fears that Alioto, just like his sister before him, will become yet another Newsom call-up vote on the board. Three ethics complaints were filed against the Alioto campaign this week, and his detractors say he has a long history of questionable behavior, going back to 1996 when he had a severe ethical lapse while working on his sister’s campaign for Congress.

According to a July 27, 1996 Chronicle article, Alioto, who was then his sister’s campaign adviser, and their cousin, college student Steve Cannata, admitted they conspired to intercept the campaign material of Michela’s congressional opponent, Frank Riggs.

"If Miss Alioto tolerates this sort of deceit in her campaign, it is frightening to imagine how she would behave if ever elected," Riggs wrote at the time. Alioto-Pier lost that race. But if her brother wins this November, can progressives help but be a little frightened to imagine just how the Alioto siblings might behave?

As one observer who preferred to remain anonymous told us, "Alioto may be all Joe Personality on the campaign trail, and have the same photogenic smile as his sister, but in reality, he is a fraud."

The stealth candidate

Ahsha Safai is hoping to be elected to the Board of Supervisors without answering questions about his padded political resume of short-lived patronage jobs, greatly exaggerated claims of his accomplishments, history as a predatory real estate speculator, connections to and coordination with downtown power brokers, shifting and contradictory policy positions, or the many other distortions this political neophyte is offering up to voters in District 11, a crucial swing district that could decide the balance of power in city government.

Safai has refused numerous requests for interviews with the Guardian over the last two months. We’ve even left messages with specific concerns about his record and positions. But our investigation reveals his close political ties to the downtown interest groups that have spent close to $100,000 on his behalf and shows him to be a shameless opportunist who is apparently willing to say anything to achieve power.

There’s much we don’t know about Ahsha Safai, but there’s enough we do know for a consistent yet troubling portrait to emerge.

Safai moved to San Francisco from Washington, DC with his lawyer wife in 2000, and immediately began to ingratiate himself into the mainstream Democratic Party power structure, starting as a legislative liaison with the corruption-plagued San Francisco Housing Authority and joining Gavin Newsom’s mayoral campaign in 2003.

Safai became a protégé of Newsom’s field director Alex Tourk, who was a top Newsom strategist for several years until he abruptly resigned after learning that Newsom had an affair with his wife. With support from Tourk (who didn’t respond to our calls about Safai) and Newsom, Safai held a string of city jobs over the next three years, moving from the Mayor’s Office of Community Development to the Mayor’s Office of Neighborhood Services to the Department of Public Works, all of which he touts on his Web ite, greatly exaggerating (and in some cases, outright misrepresenting) his accomplishments in each, according to those who worked with him. (Few sources who worked with Safai would speak on the record, fearing repercussions from Newsom).

THE CONNECT DISASTER


One project Safai doesn’t mention on his Web site is his work spearheading Community Connect, the most disastrous of Newsom’s SF Connect programs. "It’s the one Connect that the mayor will never talk about," said Quentin Mecke, who participated in the effort, on behalf of nonprofit groups, to create a community policing system. "The whole thing just devolved into chaos and there weren’t any more meetings."

In 2005, Safai and Tourk convened meetings in each of the city’s police precincts to take testimony on rising violence and the failure of the San Francisco Police Department to deal with it. Ultimately Newsom decided to reject a community-policing plan developed through the process by the African-American Police Community Relations Board. That set up the Board of Supervisors to successfully override a mayoral veto of police foot patrols.

"Ahsha’s approach was consistent with the Newsom administration, with folks that talk a good game but there’s no substance behind it," said Mecke, who ran for mayor last year, placing second.

Another realm in which Safai has claimed undeserved credit is on his efforts to save St. Luke’s Hospital from attempts by the California Pacific Medical Center (and CPMC’s parent company, Sutter Health) to close it or scale back its role as an acute care provider for low income San Franciscans.

"When I looked at his campaign material and he says he was a leader who saved St. Luke’s, I thought, ‘Am I missing something here?," Roma Guy, a 12-year member of the city’s Health Commission and leader in the effort to save St. Luke’s, told the Guardian. "Nobody thinks Ahsha has taken a leadership role on this. This is a significant exaggeration from where I sit."

Nato Green, who represents nurses at St. Luke’s within the California Nurses Association, went even further than Guy, saying he was worried about Safai’s late arrival to the issue (Safai wasn’t part of the group that protested, organized, and urged CPMC to agree to rebuild the hospital) and the fact that CPMC appointed Safai to its Community Outreach Task Force as the representative from Distrist 11.

"From our point of view, he is the CPMC’s AstroTurf program, simuutf8g community participation," Green told us. "It’s critical to us that we end up with a supervisor who is independent of CPMC and will go to the mat for what the community needs."

CNA has endorsed Avalos in the District 11 race.

"John was the only candidate in District 11 who came out and spoke at the hearings, attended the vigils, and walked the picket line during the strikes," Green said.


REAL ESTATE SPECULATION


Beyond his association with downtown power brokers and endorsement by Newsom, there are other indicators that Safai is hostile to progressive values. He said in a recent televised forum that he would work most closely with supervisors Carmen Chu, Sean Elsbernd, and Michela Alioto-Pier, the three most conservative members of the Board of Supervisors.

During an Oct. 14 Avalos fundraiser hosted by sustainable transportation advocates Dave Snyder, Tom Radulovich, and Leah Shahum, attendees expressed frustration at Safai’s tendency to pander to groups like the San Francisco Bicycle Coalition, taking whatever position he thinks they want to hear without considering their implications or consistency with his other stands.

"It was a no-brainer for the Bike Coalition to endorse John," Shahum, SFBC’s executive director, said at the event, noting Avalos’ long history of support for alternatives to the automobile.

Avalos, who had been hammered all week by mailers and robocalls from downtown groups supporting Safai, said he was frustrated by the barrage but that "we can fight the money with people.

"Ahsha has done everything he can to blur the lines about what he stands for," Avalos said. "Whoever he’s talking to, that’s who he’s going to be. But we need principled leadership in San Francisco."

One area where Safai doesn’t appear to be proud of his work is in real estate, opting to be identified on voting materials as a "nonprofit education advisor." One of his opponents, Julio Ramos, formally challenged the designation, writing to the Election Department that the label "would mislead voters and is not factually accurate, the term ‘businessman’ or ‘investor’ denotes the true livelihood of candidate Safai."

Safai responded by defending the title and writing, "My dates of employment at Mission Language Vocational School were from August 2007 through February 2008." So, because of his seven-month stint at this nonprofit, voters will see Safai as someone who works in education, even though his financial disclosure forms show that most of his six-figure income comes from Blankshore LLC, a Los Altos-based developer currently building a large condo project at 2189 Bayshore Blvd. that is worth more than $1 million. (That’s the top value bracket listed on the form, so we don’t know how many millions the project is actually worth or how much more than $100,000 Safai earned this year).

But we do know from city records that Safai has personally bought at least three properties during his short stint in San Francisco, including one at 78 Latona Street that he flipped for a huge profit after buying it from a woman facing foreclosure, who then sued Safai for fraud.

The woman, Mary McDowell, alleged in court documents that real estate broker Harold Smith, "unsolicited, came to plaintiff’s residence and offered assistance to her because her homes were in foreclosure … [and said] she would receive sufficient money after sales commissions to reinstate the loans on the four other properties."

The legal complaint said Smith then modified those terms to pay McDowell less than promised and arranged to sell the home to Safai and his brother, Reza. "Plaintiff is informed and believes and thereon alleges that defendants did not promptly list her residence on the multiple listing service to avoid larger offers on the home and conspired with the other defendants to purchase the home at a far less than market price," reads the complaint.

The case was originally set for jury trial, indicating it had some merit. But after numerous pleadings and procedural actions that resulted in the plaintiff’s attorney being sanctioned for failing to meet certain court deadlines and demands, the case was dismissed.
But whatever the merit to the case, records on file with the county assessor and recorder show that Safai and his brother flipped the property for a tidy profit. They paid $365,500 for the place in December 2003 — and sold it two year later, in December 2005, for $800,000.
Labor activist Robert Haaland told us that Safai can’t be trusted to support rent control or the rights of workers or tenants: "At the end of the day, he’s a real estate speculator."

Back in the early 1980s, when the word "sustainable" was barely a blip in the environmental vocabulary, the mayor of Saint Paul, Minn. brought in a consultant named David Morris to help him figure out how to revive the city’s economy.

Saint Paul was facing the same challenges as many other northern cities — old industry was dying, the downtown was decaying, and population was declining as more affluent residents moved to the suburbs. Mayor George Latimer didn’t want to do what some of the other cities were doing and beg companies to move into town: he wanted to see what could be done with the resources the city already had.

Morris, who now runs the Institute for Local Self-Reliance, started by contacting the US Patent Office and getting a list of everyone in Saint Paul with a recent patent. He eliminated corporations and universities and wound up with a list of a few hundred people — inventors, thinkers, folks who had come up with something new. About two dozen had created gizmos or technologies that solved a real problem. Most of the stuff was sitting in basements and in old notebooks.

"Latimer called them all together," Morris recalled, "and he said, ‘We believe in you, and we’re going to help you start a business and market your invention.’" The mayor helped the would-be entrepreneurs find the capital and support they could never have gotten by themselves from a private sector not terribly interested in small business start-up loans. He encouraged them to open companies and market their products. The results were remarkable — lots of new locally-owned companies, creation of good jobs, and the beginning of a revitalization plan that made Latimer a national figure.

That principle — look locally and use the resources you have — remains the heart of a sustainable local economy.

"A sustainable place can feed, power, and house its citizens with local resources," explained Michelle Long, executive director of Bellingham, Wash.-based Sustainable Connections. "You need to generate new innovations with local innovators."

The late urban thinker Jane Jacobs made that notion a centerpiece of her life’s work. Starting with The Economy of Cities in 1969 and later in Cities and the Wealth of Nations in 1964, Jacobs argued that urban economies are like ecosystems — they are healthiest when they are diverse, with many different niches, and they thrive when energy cycles through the system. The cities throughout history that have done best have been those that figured out how to replace imports with locally produced goods and services.

It’s not that complicated, really. A sustainable local economy, like a sustainable ecosystem, needs lots of players, needs the energy of the system — money — to stick around through numerous economic cycles, and needs to use local resources to grow.

An economy that doesn’t depend too heavily on any one sector will not only do better in good times but will be much hardier. As farmers know, a monocrop system not only needs far more sustenance (fertilizers, irrigation, etc.) but is far more vulnerable to catastrophic failure. Diverse local economies, with thousands of small businesses offering a wide range of goods and services, can survive bad times better than communities that depend on just a few big industries.

As the Guardian has shown through a series of studies we did years ago ("The end of the high-rise jobs myth," 10/23/85) — and which research done since then has proved — small, locally-owned businesses create the majority of new jobs in San Francisco. And money spent in small businesses circulates in the local economy; the proprietor of the local hardware store takes his or her revenue and spends it on shoes for the kids. The shoe store owner takes that money and buys groceries at the local market. Every dollar goes around several times; and each time, it adds economic benefit — what economists call the multiplier effect.

A dollar spent in a chain store leaves town within hours, wired to a central corporate headquarters where executives care nothing about San Francisco — save as a place to extract wealth from.

Jacobs was brilliant, but she had her libertarian leanings. She often argued that it was best for government to get out of the way and let economies grow organically. That may have made sense to someone who came of age fighting the old-fashioned redevelopment programs and top-down urban planning of the 1960s and ’70s. But the modern urban economy not only needs help from policymakers, but clear direction — particularly in unsettled times like these. As William Greider wrote in The Nation Oct. 20, "only government has the leverage to get the money moving again."

In fact, modern progressive economic thinkers say that the public sector has a huge, perhaps defining role to play in building a sustainable local economy.

"The city needs to emphasize the public over the private," Morris told me. A sustainable economy, he said, is "a society where the public commons grows and the private shrinks." Taking public programs and services and turning them over to private business — which is all the rage in the Mayor’s Office these days — is about the worst thing a community can do.

So what could City Hall do to create a more sustainable local economy? Start, Morris says, by reducing the need for money. "The things that are most valuable in a sustainable economy are those that are free," he said. That means keeping libraries open, making more public space accessible, offering free public events — and encouraging people to reuse even the basics. "There’s no need for most people to buy new clothes, especially for kids. Sustainability starts with people substituting free things for costly things."

That could mean, for example, city-run clothing exchanges (and toy exchanges and places where used construction materials could be traded). It also means leadership by example: Mayor Gavin Newsom isn’t as big on conspicuous consumption as his predecessor, Willie Brown, who bought new imported Italian suits by the rack. But he’s hardly been known for promoting a low-consumption lifestyle. "The mayor could announce, for example, that he is going to reduce his consumption of imported goods by 75 percent in the next year," Morris suggested, "and show everyone how he’s going to do it."

Then there’s distance — both physical and psychological. Obviously, reducing commutes and the need for long-distance shopping trips is a factor, but it’s not enough. "You need to shrink the distance between the people who visit the private economy and the people who run it," he said. The owners of businesses need to live in the community. They need to interact with their customers and neighbors, to see the local schools where their tax dollars go.

In Bellingham, Long’s group worked with local government on a large-scale marketing campaign with the slogan "think local, buy local, be local." Their effort involved an advertising campaign, a coupon book, and even a mascot. "We have a bee who goes around to events; it’s the Be-local Bee," she said. It’s more than just shopping; it’s about thinking about your community first.

The impact: more than 60 percent of Bellingham residents in a recent poll reported that they now think about finding local sources for their goods and services.


One key to all this, Doug Hammond, executive director of the Business Alliance for Local Living Economies, told us, is access to community capital. "If that’s not available, you never get out of the gate," he said.

BALLE, a seven-year old organization with headquarters in San Francisco, works with 20,000 members to promote small, locally-owned businesses and initiatives to sustain healthy economies — and healthy communities.

Community capital means "financing to support innovation," Long said, "from people who are willing to look at what we call living returns — something that works for the lender and for the borrower."

There are, Hammond notes, "almost no resources for locally-owned, independent businesses. It’s a disproportionately-tilted playing field."

Hammond, who took over as BALLE’s director this month, was startled to learn that San Francisco puts all its money — its payroll accounts, tax accounts, and so forth — in North Carolina-based Bank of America. That’s not a local bank. It’s not an institution that supports local businesses, and the money it makes doesn’t circulate in San Francisco.

Cities that want sustainable economies, he said, need "locally-owned common-good banks" that will invest in small loans to local businesses — and be willing to accept fair, but not excessive, returns. "If the city was willing to put some of its working money into that kind of a business, it would be a huge start," he told us. "That kind of thing is the low-hanging fruit."

The mayor has spent a lot of money on staff and programs that promote his image as environmentally conscious. But what he really needs, Hammond said, is a "local-first czar," someone at City Hall who has the mandate — and the authority — to promote a sustainable economy.

"There has to be a baseline for local procurement," he said. "How much of the city’s resources go back into the local community? What are the ways to make those resources community controlled again?"

San Francisco is a peninsula, but it isn’t an island. The city can’t operate entirely independent of the rest of the world. But at a time when global capital is in crisis, and fossil fuel use is threatening ecological catastrophe, and few people in Washington or Sacramento are offering true progressive solutions, San Francisco should be leading the way toward a model for a locally sustainable economy.

It’s not impossible. It’s not even that hard. It just takes political will.

Anniversary Issue: Culture isn’t convenient

I live near Church and Market streets, which means I’m stumbling distance from an organic grocery store, my favorite bar, several Muni stops, and a 24-hour diner. It also means the street outside my apartment is usually loud, the gutters are disgusting, there are rarely parking spots, and transients sleep, smoke, panhandle, and play really bad music near my front doorstep.

Actually, until recently, they did a lot of this on my front doorstep. Then the landlords — without asking us first — installed a gate. And I hate it. Yes, my stairs are cleaner. I suppose my stuff is safer. But I’m no longer as connected to my community. I’m separated from the life that’s happening on the street — the very reason I moved to this neighborhood in the first place. I fear I’ve lost more than I’ve gained.

Lately our city’s approach to entertainment and nightlife has been like that fence. While protecting people from noise, mess, and potential safety concerns, we’re threatening the very things we love about this city. Thanks to dwindling city budgets and increasingly vocal NIMBYs, it’s becoming increasingly more difficult to manage nightclubs, plan street fairs, and organize outdoor festivals. And as we continue to build million-dollar condos at a brisk place, the city is filling up with affluent residents who may not appreciate the inherent messiness of city living. We’re at risk of locking away (and therefore losing) the events that make this a vibrant place where we want to live.

The recent history of this issue can be traced to the 1990s, when dot-com gold brought live/work lofts to otherwise non-residential neighborhoods — and plenty of new residents to live in them. Those newcomers, perhaps used to the peace and quiet of the suburbs, or maybe expecting more comfort in exchange for their exorbitant monthly rent checks, didn’t want to hear the End Up’s late-night set or deal with riffraff from Folsom Street Fair peeing in their driveways. Conflicts escalated. The Police Department station in SoMa, responsible for issuing venue permits and for enforcing their conditions, embarked on a plan to shut down half the area’s nightclubs. Luckily, city government and citizens agreed to save the threatened venues and the police captain responsible for the proposal was transferred to the airport, the San Francisco equivalent of political exile. In 2003, the Entertainment Commission was formed, in part to take over the role of granting venue and event permits.

But as Guardian readers know, the problem was not solved. As we’ve covered in several stories ["The death of fun" (05/23/06), "Death of fun, the sequel," (04/25/07), "Fighting for the right to party" (07/02/08)], beloved events and venues are still at risk. How Weird Street Fair was forced to change locations. Halloween in the Castro District was cancelled altogether. Alcohol was banned at the Haight Ashbury Street Fair and restricted at the North Beach Jazz Festival. Fees are still increasing. Rules are getting more stringent. As we predicted, it’s getting harder and harder to have fun in San Francisco. And while it’s the job of the Entertainment Commission to prevent problems while protecting our right to party, it has never been given enough funding, staff or authority to properly do its job.

So why should we care? Our legendary nightlife, festivals, and parades bring international tourists to our city — where they stay in hotels, eat at restaurants, shop at stores, and otherwise pump money into our economy. Street fairs give us ways to connect to our neighbors and our neighborhoods. Free events (which, if permit fees increase and alcohol sales are prohibited, will be a thing of the past) give equal access to fun and frivolity to people in all income brackets — and most raise money for charities and nonprofits. Particular venues and happenings provide an important way for those in the counterculture — whether that’s LGBT youth or progressive artists — to meet, mingle, and support each other. And none of that captures the intangible quality of living in a city where freedom, tolerance, and the pursuit of a good time are supported. And all this is one of the reasons many of us moved here, where we pay taxes (and parking tickets), open businesses, start organizations, and contribute to our already diverse and vibrant population.

But if we don’t establish a way to protect our culture, personally and legally, we may lose it. Instead, we need an overarching policy that establishes our values as well as the legal ways we can go about supporting them. The Music and Culture Charter Amendment, in the works for more than three years and currently sitting before the Board of Supervisors, aims to do exactly this.

The most important part of the amendment, created by a coalition of artists, musicians, event planners, club owners, and concerned citizens who call themselves Save SF Culture, would be to revise San Francisco’s General Plan to include an entertainment and nightlife element, just as the current plan contains an entire section devoted to the protection of (presumably mainstream) dance, theater, music, and art, calling them "central to the essence and character of the city." Not only would this amendment mandate that future lawmakers try to preserve events and venues, it would give a roadmap on how to do this effectively — most notably by creating a streamlined, transparent, online permitting process for special events.

Yet even if this important amendment passes and wins the mayor’s signature (which is hardly a sure thing), that’s just the beginning of a process of figuring out how to sustain San Francisco’s culture in the face of potentially threatening socioeconomic changes. At the very least, the next step will be giving the Entertainment Commission the full funding and staff (it currently operates with five of the eight staffers required). And once our beloved clubs and events are out of immediate danger, it will be time to form a coalition of citizens, government officials, and city planners to decide how and where culture in our city should grow, asking questions like whether or not we want a large-scale amphitheater or if we need to designate an area as an entertainment district. Most important, the city needs to develop a framework for resolving the inevitable conflicts with NIMBYs in a way that promotes a vibrant culture.

Yet there’s also a role in this process for each citizen of San Francisco. We need to remind ourselves and our neighbors that tolerance is one of our core civic values, tolerance for different races, classes, genders, sexual identities, and for the potentially noisy, messy, chaotic ways our culture supports those differences. If we erect a gate — physical or metaphorical — every time we’re uncomfortable or inconvenienced, we’ll turn San Francisco into the sanitized, homogenous, boring suburbs that I moved to Church and Market to escape. *

Transportation is the linchpin of sustainability. Fix the transportation system, and almost every other aspect of the city’s ecological health improves: public health, conservation of resources, climate change, economics, and maintaining our culture and sense of community.

The region’s unsustainable transportation system is the biggest cause of global warming (more than half the Bay Area’s greenhouse gas emissions come from vehicles) and one of the biggest recipients of taxpayer money. And right now, most of those public funds from the state and federal governments are going to expand and maintain freeway systems, a priority that exacerbates our problems and delays the inevitable day of reckoning.

It’s going to have to change — and we can do it the easy way or the hard way.

“We’ll get to a more sustainable transportation system. The question is, are we going to be smart enough to make quality of life for people high within that sustainable transportation system?” said Dave Snyder, who revived the San Francisco Bicycle Coalition and founded Transportation for a Livable City (now known as Livable City) before becoming transportation policy director for the San Francisco Planning and Urban Research Association. “People will drive less, but will they have dignified alternatives? That’s the question.”

That notion — that transportation sustainability is inevitable, but that it’ll be painful if we don’t start now in a deliberate way — was shared by all 10 transportation experts recently interviewed by the Guardian. And most agreed that needed reform involves shifting resources away from the automobile infrastructure, which is already crowding out more sustainable options and will gobble up an even bigger piece of the pie in the future if we continue to expand it.

“Yeah, it’ll be more sustainable, but will it be just? Will it be healthful? Will it be effective? Those are the questions,” said Tom Radulovich, director of Livable City and an elected member of the BART Board of Directors. “You can’t argue against geology. The planet is running out of oil. We’re going to have a more sustainable transportation system in the future. That’s a given. The question is, is it going to meet our other needs? Is it going to be what we need it to be?”

And the answer to all those questions is going to be no — as long as politicians choose to fund wasteful projects such as a fourth bore in the Caldecott Tunnel and transferring $4 billion from transit agencies to close California budget deficits accruing since 2000.

“Our leaders need to be putting our money where our collective mouth is and stop raiding these funds,” Carli Paine, transportation program director for Transportation and Land Use Coalition, told us. “I’m hopeful, but I think we all need to do more.”

 

TRANSIT AND BIKES

There is reason to be hopeful. With increased awareness of global warming and high gasoline prices, public transit ridership has increased significantly in the Bay Area. And one study indicates that the number of people bicycling in San Francisco has quadrupled in the last few years.

“Look at what’s happening on the streets of San Francisco: you have biking practically doubling every year without any new bike infrastructure. I think the demand is out there. The question is, when is the political leadership going to catch up to demand?” Jean Fraser, who sits on the SPUR and SFBC boards and until recently ran the San Francisco Health Plan under Mayor Gavin Newsom, told us.

But the political leadership and federal transportation spending priorities are behind the times. Of the $835 million in federal funds administered by the Metropolitan Transportation Commission for the nine Bay Area counties in 2006-07, 51.4 percent went to maintain and expand state highways. Only 2.5 percent went for expansion of public transit, and 2.4 percent for bike and pedestrian projects. Overall, Paine said, about 80 percent of all state and federal transportation funding goes to facilities for automobiles, leaving all modes of transportation to fight for the rest.

“Historically we favor the automobile at the expense of all those other modes,” Radulovich said at a forum of experts assembled by the Guardian (a recording of the discussion is available at sfbg.com). “It’s been given primacy, and I think everyone around this table is saying, in one way or another, that we need a more balanced approach. We need a more sustainable, sensible, and just way of allocating space on our roads.”

Yet the Bay Area is now locking in those wasteful patterns of the past with plans for about $6 billion in highway expansions, which means the MTC will have to spend even more every year keeping those roads in shape. Highway maintenance is the biggest line item in the MTC budget, at $275 million.

“We can’t pay for what we have now — to maintain it, repair it, seismically retrofit it — so why we’re building more is kind of beyond me,” Radulovich said. “We continue to invest in the wrong things.”

The experts also question big-ticket transit items such as the Central Subway project, a 1.7-mile link from SoMa to Chinatown that will cost an estimated $1.4 billion to build and about $4 million per year to run.

“There are 300 small capital projects we need to see,” Snyder said. “That’s really the answer. The idea of a few big capital projects as the answer to our problems is our problem. What we really need are 100 new bike lanes. We need 500 new bus bulbs. We need 300 new buses. It’s not the big sexy project, but 300 small projects.”

The most cost-efficient, environmentally effective transportation projects, according to renowned urban design thinkers such as Jan Gehl from Denmark, are those that encourage walking or riding a bike.

“I think Jan Gehl put it best, which is to say a city that is sweet to pedestrians and sweet to bicyclists is going to be a sustainable city,” Fraser said. “So I think focusing on those two particular modes of transportation meets the other goals of the financial viability because they’re the cheapest ways to get people around — and the healthiest ways — which I submit is one of the other criteria for sustainable transportation…. And it helps with the social justice and social connections.”

 

IT’S GOOD FOR YOU

In fact, transportation sustainability has far-reaching implications for communities such as San Francisco.

“I think of sustainability in two ways,” Fraser said. “The first is sustainability for the environment. And since I have a background in health care, I think of a sustainable transportation system as one that’s actually healthy for us. In the past at least 50 years, we’ve actually engineered any kind of active transportation — walking to work or to school, biking to school — out of our cities.”

But it can be engineered back into the system with land use policies that encourage more density around transit corridors and economic policies that promote the creation of neighborhood-serving commercial development.

“If my day-to-day needs can be met by walking, I don’t put pressure on the transportation system,” Manish Champsee, a Mission District resident who heads the group Walk SF, told us.

The transportation system can either promote that sense of community or it can detract from it. Champsee said San Francisco needs more traffic-calming measures, citing the 32 pedestrian deaths in San Francisco last year. Almost a third as many people are killed in car accidents as die from homicides in San Francisco — but murder gets more resources and attention.

“There’s a real sense in the neighborhoods that the roadways and streetscapes are not part of the neighborhood, they’re not even what links one neighborhood to another. They’re sort of this other system that cuts through neighborhoods,” said Gillian Gillette of the group CC Puede, which promotes safety improvements on Cesar Chavez Street.

Radulovich notes that streets are social spaces and that decisions about how to use public spaces are critical to achieving sustainability.

“A sustainable transportation system is one that allows you to connect to other people,” he said. “Cities have always thrived on connections between humans, and I think some of the transportation choices we’ve made, with reliance on the automobile, have begun to sever a lot of human connections. So you’ve got to think about whether it’s socially sustainable. Also economically sustainable, or fiscally sustainable, because we just can’t pay for what we have.”

So then what do we do? The first step will take place next year when Congress is scheduled to reauthorize federal transportation spending and policies, presenting an opportunity that only comes once every four years. Transportation advocates from around the country are already gearing up for the fight.

“We’ve built out the freeways. They’re connecting the cities — they’re pretty much done. So what do we need to do to make streets more vibrant and have more space for people and not just automobiles?” asked Jeff Wood, program associate for the nonprofit group Reconnecting America and the Center for Transit-Oriented Development.

Then, once communities such as San Francisco have more money and more flexibility on how to spend it, they can get to work on the other sustainability needs. “The key component is having all the transportation systems fully linked,” Paine said. That means coordinating the Bay Area’s 26 transit agencies; expanding on the new TransLink system to make buying tickets cheaper and easier; funding missing links such as connecting Caltrain from its terminus at King and Fourth streets to the new Transbay Terminal; and timing transfers so passengers aren’t wasting time waiting for connections.

And the one big-ticket transportation project supported by all the experts we consulted is high-speed rail, which goes before voters Nov. 4 as Proposition 1A. Not only is the project essential for facilitating trips between San Francisco and Los Angeles, it takes riders to the very core of the cities without their having to use roadways.

Paine also notes that the bond measure provides $995 million for regional rail improvements, with much of that going to the Bay Area. And that’s just the beginning of the resources that could be made available simply by flipping our transportation priorities and recognizing that the system needs to better accommodate all modes of getting around.

At the roundtable, I asked the group how much a reduction in automobile traffic we need to see in San Francisco 20 years from now to become sustainable — with safe streets for cyclists and pedestrians, free-flowing public transit, and vibrant public spaces. Sarah Sherburn-Zimmer, an organizer with SEIU Local 1021 and the Transit Not Traffic Coalition, said “half.” Nobody disagreed.

That may sound outrageous by today’s standards, when cars use about 30 percent of our roadways to handle about 5 percent of the people-moving (a similar ratio to how Americans constitute 5 percent of the world’s population but use more than 25 percent of the world’s resources). A sustainable, just, efficient mix would drastically beef up the operating budgets of Muni, BART, and other transit agencies, and transfer all the capital set aside for new freeways into new transit lines that would better serve, for example, the Sunset and Excelsior districts.

Alternative transportation advocates insist that they aren’t anti-car, and they say the automobile will continue to play a role in San Francisco’s transportation system. But the idea of sustainability means beefing up all the other, more efficient transportation options, so it becomes faster, cheaper, and easier to walk, bike, take transit, or rideshare (probably in that order of importance, based on the resources they consume). As Fraser said of residents choosing to drive cars, “We should make it so it’s their last choice.” *

 

Anniversary Issue: Just Food Nation

Two gardens, both erupting with a rich array of flowers, herbs, and veggies, offer a scrumptious glimpse into the promises and challenges of San Francisco’s food future.

One, a sparkling emerald Victory Garden, opened to much acclaim in front of City Hall this September to foreground America’s first Slow Food Nation gala. It’s an aromatic display of planter boxes boasting culinary items both mundane and exotic — a feast for the senses, if not the stomach.

Across town, far from the headlines and tourists, Alemany Farm sprouts loamy rows of greens and veggies, fruit trees, a heaping compost pile, a duck pond, a windmill, and more. Since members of this public housing community planted the farm’s first seeds in 1994, with help from the San Francisco League of Urban Gardeners, this urban agriculture venture has spawned harvests of fresh produce and some new sparks of hope for the area’s economically embattled residents.

These two boulevards of sustenance evoke an awakening of urban agriculture, and offer partial answers to an increasingly pressing question: in an era of global warming and fast-dwindling oil supplies, how will San Francisco sustain itself? Are city leaders and communities doing everything needed to make this happen?

The two gardens also put on display a key dilemma lurking just below the celebratory surface of food reform: who’s benefiting from the urban food renaissance, and who’s being left out of this virtuous banquet? How do we bring the good food limelight — and dollars — to the places and people that need it most?

PEAK OIL = PEAK FOOD


What does oil have to do with food? Everything. Our current food supply relies entirely on oil and cheap labor. As a nation we dump 500,000 tons of petroleum-based pesticides on our food crops each year, according to the EPA. Even the push for alternative fuels — namely ethanol — is steeped in the pesticide-intensive harvesting of corn. Then there’s the long polluting journey most of our food travels, more than 1,500 miles from the fields to your table — on diesel-guzzling semi-trucks, oil-greedy ocean tankers, and freight trains. All in all, it’s a toxic harvest whose days are numbered.

The stakes are high — very high. We are eating oil, and the clock is ticking. As journalist Erica Etelson wrote in the San Francisco Chronicle last year, "global oil demand is at 84 million barrels a day and rising, and there are at most a trillion barrels’ worth still in the ground, most of which is very difficult and expensive to recover. Do the math, and you’ll see that the end of oil is, at most, 30 years away." In response, the Board of Supervisors appointed a seven-member Peak Oil Preparedness Task Force in October 2007 that’s investigating ways to get San Francisco off oil — and food is a major ingredient in that mix.

According to the task force’s food issues member Jason Mark, roughly 500 acres of city and county land are "sitting idle and could be used for agricultural production." Meanwhile, hundreds of residents are lined up on community gardening waiting lists; if policymakers move the land and the people into production, and invested in urban agriculture education, the city "could begin to produce a significant percentage of its own fruits and vegetables," says Mark, who co-manages the Alemany Farm. "This would relieve some of the pressure from growers in rural counties, opening up more space for diversified agriculture and creating a more resilient food system."

RE-DEFINING ‘SUSTAINABLE’


As oil shortages and ecological collapse loom, other questions are bubbling up. What would it mean to make San Francisco — a city famous for its foodies and epicurean extravagances — "sustainable" in what its residents eat? How do we sustain ourselves in a way that sustains the region’s environment, food supply, and people’s health?

If you’re reading this article, chances are you’re hip to the idea of eating organic and local — perhaps you’re a "locavore" who studiously prioritizes a diet grown within a 100-mile radius of your home. Perhaps you’re a vegetarian who eschews animal flesh in the name of the environment, as well as health and ethics; or a conscientious "flexitarian" who only dines on sustainably farmed, humanely slaughtered meat. Perhaps you go the extra mile and buy a box of organics each week from a local farm. There’s no shortage of individual responses to the ecological nightmare of industrial food.

But what is the city’s collective response to unsustainable food? A new systemic approach is taking hold that goes beyond sustainable agriculture, to a bigger vision of sustaining people (farmers and consumers), communities, and economies, as well as the environment.

To Michael Dimock of Roots of Change, a leading California food reform movement, a core problem lies in the current system’s values — both cultural and economic. "We live in an environment where people want cheap food," often at the expense of sustainability, Dimock says. "We’re over-dependent on pesticides that have disrupted natural cycles," and that have "created an economic straightjacket for farmers … we’ve got to get away from these toxic chemicals without collapsing the system." Indeed, as oil prices have risen, pesticide and fertilizer costs have become a serious threat to farmers’ livelihood.

Labor costs chew up a major chunk of the food dollar — yet, farm workers toil for minimum wage in backbreaking conditions, and often live in ramshackle homes or canyons and ravines. Sixty percent of farm workers live below the poverty line. Meanwhile, meat factory workers suffer crippling injuries at alarming rates (roughly 20 percent a year) while laboring on brutal, dizzying-fast assembly-lines, typically for $8 per hour.

The solution lies beyond buying local and organic, and involves transforming food systems, locally and nationally (and globally) to meet an urgent array of needs: petroleum-free agriculture and food policies that build new infrastructures — markets, distribution channels, and a diversity of farms — centered on economic and ecological sustainability.

"It used to be about calories, now it’s about health — healthy people, healthy environment, and healthy communities," Dimock said. A blossoming "Buy fresh, buy local" label, an outgrowth of the Community Alliance with Family Farms, is building a network of local producers, distributors, and markets to simultaneously expand opportunities for smaller growers and access to fresh local foods for urban consumers.

But underlying tensions must be addressed: there are ongoing debates about what — beyond reducing pesticide use — makes farming "sustainable." Farms can be local and non-organic, or organic and non-local; or they may mass-produce a single organic crop for Wal-Mart or Safeway, depleting soils by monocropping, exploiting farm workers, and supporting corporate control over food.

SPROUTING CHANGE


Even in a city known for its conscientious consumption, industrially farmed and processed food remains a juggernaut. Fast food joints are plentiful, serving up fattening doses of unsustainably grown, heavily processed food. Most supermarket chains and smaller produce stores offer minimal organic fare at exorbitant prices, and often nothing remotely local.

More broadly, the city’s food infrastructure is a chaotic polyglot of stores and restaurants, with little design or planning to ensure health and economic diversity. In a market-driven economy, businesses simply rise up and succeed or fail — but food, like housing, education, and health, is a basic human necessity. As with most cities, there is no agency focused on making food sustainable in the broadest sense.

But sustainable foods policies are percoutf8g into the city bureaucracy — albeit sometimes piecemeal and slowly. In July 2005, city leaders made it official policy "to maximize the purchase of organic certified products in the process of procuring necessary goods for the city" — though adding, perhaps fatally, "when such products are available and of comparable cost to non-certified products." As it turns out, cost in particular (and supply to some degree) is a potential stumbling block to making this resolution a reality.

A Food Security Task Force, launched by the Board of Supervisors in 2005, is helping eligible families access and use food stamps, getting food to people in need while circuutf8g more dollars in the city. Getting food to hungry folks is an urgently needed service — but it doesn’t address the underlying poverty at hunger’s roots. Supplying charity food, while necessary on an emergency basis, does little to empower poor people to sustain themselves, and doesn’t ensure the food is healthful or sustainably grown.

Like most of urban America, San Francisco is a city of gastronomic extremes. Home to roughly 3,000 restaurants, triple-digit entrees, and a steady diet of haute cuisine celebrations, the city is an internationally renowned capital of fine food. For those with the money and time, Whole Foods Market and other venues offer bountiful aisles of organic produce, free-range meat, and at least some local fare.

But it’s not equal opportunity dining. For vast swaths of low-income and working class San Francisco, the options for good food are few and far between. Studies have found food "deserts" the size of entire zip codes, almost totally devoid of fresh produce — and other studies show this food gap causes serious nutritional deficits among the poor and people of color.

To put it bluntly, San Francisco suffers from food segregation. Apart from Alemany Farm’s oasis of green goodies, food-parched zones throughout the Tenderloin District, Bayview-Hunters Point, and other poorer quarters of town offer little more than liquor marts, convenience stores, and fast food chains with no fresh food or produce. It’s a surefire recipe for obesity, diabetes, heart disease, and other life-shortening ailments. As one food activist puts it, "homeless people are buying soda because it’s more calories for the money. Nobody wants hungry people — but it doesn’t get talked about."

BRINGING IT ALL TOGETHER


How can all these needs — at once potentially conflicting and unifying — be met at a time when ecological collapse requires radical change, and economic distress makes those changes tougher yet more urgent? A common refrain from activists and policymakers echoes: there’s a lot more we could do, if we had the money.

Dana Woldow, co-chair of the school district’s student nutrition and physical activity committee, says school lunches, once made up of "revolting carnival food," have improved greatly — but they can’t buy more local organic foods because "everyone’s getting hammered on transportation costs. Our district takes a loss on every meal."

A new revenue source, such as a gross receipts tax on large firms, could enlarge the public pie — if there’s the political will to do it. But the lack of cash to create a fully sustainable area food system also reveals a less-than-full commitment by city leaders to turn promising policies into everyday realities.

"Every city should have a food czar," argues Dimock, to "take the contradictions out of city policies," and develop new policies — and leverage state and federal help — to increase food security.

Ultimately the city could use a model food bill — a local, progressive version of the Farm Bill — to bring energy and money and policy coherence to the great work being done on the ground. In such a bill, new laws taxing fast food or high-end dining could create revenue to ensure all city agencies — and its schools, hospitals, and jails — abide by local and organic-first purchasing policies.

Healthy food zone rules could ensure food-deprived poor neighborhoods get targeted grants to promote businesses that feature local foods. And policies could support new urban agriculture ventures using city land to grow food and train and employ residents in need — improving nutrition and the economy.

In the long term, Dimock says, we need to restore our "cultural understanding of how agriculture and food is where humans have our most intimate contact with the natural world." The struggle to recover this is "a symbol of our divorce from the natural world, of leaving the garden. We need a new mythology — we need to return to the garden." *

Anniversary Issue: First, do no harm

Mayor Gavin Newsom announced last week that San Francisco is "on pace" to build a historic number of homes in a five-year period.

"Despite the housing crisis facing the nation, San Francisco is bucking the trends and creating a record number of homes," Newsom said. "Once again, San Francisco is leading the way."

But where?

Newsom notes that his housing-development plans will triple what San Francisco produced in the ’90s, and double the past decade’s housing production. He claims that he has increased the city’s production of affordable housing for low- and very-low-income households to the highest levels ever.

But he doesn’t point out that most people who work in San Francisco won’t be able to afford the 54,000 housing units coming down the planning pipeline.

The truth is that, under Newsom’s current plans, San Francisco is on pace to expand its role as Silicon Valley’s bedroom community, further displace its lower- and middle-income workers, and thereby increase the city’s carbon footprint. All in the supposed name of combating global warming.

So, what can we do to create a truly sustainable land-use plan for San Francisco?

<\!s> Vote Yes on Prop. B

In an Oct. 16 San Francisco Chronicle article, Newsom tried to criticize the Board of Supervisors for not redirecting more money to affordable housing, and for placing an affordable housing set-aside on the ballot.

"There’s nothing stopping the Board of Supervisors from redirecting money for more affordable housing," Newsom claimed. "Why didn’t they redirect money to affordable housing this year if they care so much about it?"

Ah, but they did. Newsom refused to spend the $33 million that a veto-proof majority of the Board appropriated for affordable housing last year. Which is why eight supervisors placed Prop. B, an annual budget allocation for the next 15 years, on the Nov. 2008 ballot.

<\!s> Radically redirect sprawl

The San Francisco Planning and Urban Research Association’s executive director, Gabriel Metcalf, notes that existing Northern California cities —San Francisco, Oakland, San Jose — already have street, sewer, and transit grids, and mixed-use development in place.

"So we don’t have to allow one more inch of suburban sprawl. We could channel 100 percent of regional growth into cities. Instead, we hold workshops and ask ‘How much growth can we accommodate? The answer is none, because no one likes to change."

Metcalf said he believes people should be able to work where they want, provided that it’s reachable by public transit.

"What’s wrong with taking BART to Oakland and Berkeley, or Caltrain to San Jose?" Metcalf said.

<\!s> Don’t do dumbass growth

The essence of smart growth is that you cut down the distance between where people work and live, Welch explains.

"But that makes the assumption that the price of the housing you build along transit corridors is affordable to the workforce that you want to get onto public transit," Welch adds. "If it’s not, it’s unlikely they’ll get out of their cars. Worse, if you produce housing that is only affordable to the community that works in Silicon Valley, you create a big problem in reverse, a regional transit shortage. Because you are building housing for folks who work in a place that is not connected to San Francisco by public transit."

Welch says the city also needs to invest more in transit infrastructure.

Pointing to Market-Octavia and the Eastern Neighborhoods, Welch notes that while the City Planning Department is calling for increased density there, Muni is proposing service cuts.

"This is beyond bizarre," Welch said. "It will result in dramatic increases in density in areas that are poorly served by transit. That’s the dumbest kind of growth."

Welch says sustainable land use has local employment opportunities at its heart.

Noting that 70 percent of residents worked in San Francisco 20 years ago, Welch says that only a little over 50 percent of local jobs are held by San Franciscans today.

"Most local jobs are held by people who live outside San Francisco, and most San Franciscans have to go elsewhere to find work. It’s environmentally catastrophic."

<\!s> Protect endangered communities

Earlier this year, members of a mayoral task force reported that San Francisco is losing its black population faster than any other large US city. That decline will continue, the task force warned, unless immediate steps are taken.

Ironically, the task force’s findings weren’t made public until after voters green-lighted Lennar’s plan to develop 10,000 (predominantly luxury) units in Bayview-Hunters Point, one of the last African American communities in town.

San Francisco Redevelopment Agency Executive Director Fred Blackwell has since recommended expanding his agency’s certificate of preference program to give people displaced by redevelopment access to all of the city’s affordable housing programs, an idea that the Board of Supervisors gave its initial nod to in early October. But that’s just a Band-Aid.

And community leader and Nation of Islam Minister Christopher Muhammad has suggested creating "endangered community zones" — places where residents are protected from displacement — in Bayview-Hunters Point and the Western Addition.

"It’s revolutionary, but doable," Muhammad said at the out-migration task force hearing.

<\!s> Don’t build car-oriented developments

BART director and Livable City executive Tom Radulovich predicts a silver lining in the current economic crisis: "The city will probably lose Lennar."

He’s talking about two million square feet of office space and 6,000 square feet of retail space that Lennar Corp., the financially troubled developer, is proposing in Southeast San Francisco.

"We should not be building an automobile-oriented office park in the Bayview," Radulovich said. "Well-meaning folks in the Planning Department are saying we need walkable cities, but Michael Cohen in the Mayor’s Office is planning an Orange County-style sprawl that will undo any good we do elsewhere. This is the Jekyll and Hyde of city planning."

<\!s> Buy housing

Ted Gullicksen at the San Francisco Tenants Union says that since land in San Francisco only increases in value, the city should buy up apartment buildings and turn them into co-ops and land-trust housing.

"The city should try to get as much housing off-market as possible, grab it now, while it’s coming up for sale, especially foreclosed properties," Gullicksen said. "That’s way quicker than trying to build, which takes years. And by retaining ownership, the city also retains control over what happens to the land."

<\!s> Work with nonprofit developers

Gullicksen said that the city should work with small nonprofits, and not big master developers, to create interesting, diverse neighborhoods.

Local architect David Baker says nonprofits are more likely to build affordable housing than private developers, even when the city mandates that a certain percentage of new housing must be sold below market rate.

"Thanks to the market crash, very little market rate housing is going to be built in the next five years, which means almost no inclusionary," Baker explains. "During a housing boom, you can jack up that percentage rate to 15 percent, or 20 percent, but then the boom crashes, and nothing gets built."

Gullicksen says the good news is that planners are beginning to think about how to create walkable, vibrant, and safe cities.

"They are thinking about pedestrian-oriented entrances and transparent storefronts, about hiding parking and leaving no blank walls on ground floors. Corner stores, which are prohibited in most neighborhoods, are a great amenity.

"San Francisco needs to figure out where it can put housing without destroying existing neighborhoods, or encroaching on lands appropriate for jobs."

<\!s> Design whole neighborhoods

Jim Meko, chair of the SoMa Leadership Council, was part of a community planning task force for the Western SoMa neighborhood. He told us that one of the most important things his group did was think about development and preservation in a holistic way.

"WSOMA’s idea is to plan a whole neighborhood, rather than simply re-zoning an area, which is how the Eastern Neighborhoods plan started," Meko said. "Re-zoning translates into figuring out how many units you can build and how many jobs you will lose. That’s a failed approach. It’s not smart growth. If you displace jobs, the economic vitality goes elsewhere, and people have to leave their neighborhood to find parks, recreational facilities and schools."

Meko noted that "housing has become an international investment. It’s why people from all around the world are snapping up condos along the eastern waterfront. But they are not building a neighborhood."

San Francisco, Meko said, "has the worst record of any US city when it comes to setting aside space for jobs in the service and light industrial sector. But those are exactly the kinds of jobs we need. The Financial District needs people to clean their buildings, and I need people to repair my printing press. But I don’t like having to pay them $165 an hour travel time."

<\!s> Practice low-impact development

Baker recommends that the city stop allowing air-conditioned offices.

"We’ve got great weather, we need to retrofit buildings with openable windows," he said. "We should stop analyzing the environmental impact of our buildings based on national tables. This stops us from making more pedestrian friendly streets. And people should have to pay a carbon fee to build a parking space."

A citywide green building ordinance goes into effect Nov. 3 and new storm water provisions follow in January, according to the SFPUC’s Rosey Jencks.

This greening impetus comes in response to San Francisco’s uniquely inconvenient truth: surrounded by rising seas on three sides, the city has a combined sewer system. That means that the more we green our city, the more we slow down the rate at which runoff mixes with sewage, the more we reduce the risk of floods and overflows, and the more we reduce the rate at which we’ll have to pump SoMa, as rising seas threaten to inundate our sewage system.

The SFPUC also appears committed to replacing ten seismically challenged and stinky digesters at its southeast plant.

<\!s> Strictly control the type of new housing

Marc Salomon, who served with Meko on the task force, told us he thinks the city needs to create a "boom-proof" development plan, "a Prop. M for housing." That’s a reference to the landmark 1986 measure that strictly limited new commercial office development and forced developers to compete for permits by offering amenities to the city.

The city’s General Plan currently mandates that roughly two-thirds of all new housing be affordable — but the city’s nowhere near that goal. And building a city where the vast majority of the population is rich is almost the definition of unsustainability.

"Too much construction is not sustainable at any one time, nor is too much uniform development," Salomon said. "If we see too many banks, coffee shops or dot-com offices coming in, we need hearings. We need to adopt tools now, so can stop and get things under control next time one of these waves hits. And since infrastructure and city services are in the economic hole, we need to make sure that new development pays for itself." *

Anniversary Issue: A city transformed

When I first started writing about sustainable cities in the Guardian, I was 28, the paper was 20, urban environmentalism was still considered an oxymoron in much of the mainstream political world — and we didn’t have a name for what we were discussing.

In fact, the story I wrote on Oct. 15, 1986 was called "The city reconceived — a radical proposal" It was part of our 20th anniversary issue, but it wasn’t on the cover, and it wasn’t the lead feature. It was just something I had been thinking about a lot at the time, and since I was reporting a lot on everything that was wrong with city planning, it seemed to make sense to step back and talk about the way things ought to be.

It’s kind of strange to look back at that article today. So much has changed; so little has changed.

"It’s easy to argue that the problems are national, even international in scope, and that no progressive economic policy is possible without basic, fundamental changes in the US economic system," I wrote. "I’m sympathetic to that sort of argument, but somehow, it doesn’t satisfy me. A transformation of the nation’s economic orders is a long way off — and it may not be possible at all unless the seeds are sown at the local level."

I can see from the interviews I did back then the beginnings of what is now known internationally as the sustainable city movement. In 1986, there were a few scrawny nonprofits and a handful of academics; today there are think tanks, institutes, reports, studies, commissions. Mayors all over the world talk about sustainability; here in San Francisco, Gavin Newsom has a full-time $130,000-a-year staffer dedicated to developing environmentally sustainable policies.

And yet, when you look at what the word really means, and what a truly sustainable city would look like, you realize that, 22 years later, we’re still talking about a city reconceived. It’s still — in terms of what politicians like Newsom are putting on the table — a pretty radical proposal.

Gro Harlem Brundtland, the former Norwegian prime minister, chaired a United Nations commission in 1983 that came up with what is probably the first official definition of sustainable development: "development that meets the needs of the present without compromising the ability of future generations to meet their own needs." An urban planning conference in Berlin in 2000 adopted a sustainability statement that talked about "the flow principle, that is based on an equilibrium of material and energy and also financial input/output."

The Vermont-based Institute for Sustainable Communities goes a bit further: "Sustainable communities have a strong sense of place … They are places that build on their assets and dare to be innovative." You can look on the Web and find a thousand more statements and definitions, some highly technical and some so hippy-dippy they’re painful to read.

But in the end, any real definition of a sustainable city starts with the second part of the phrase.

Cities are eternal. The world’s great metropolises have always outlived modest constructs like nations and empires. They are, as the late urbanist Jane Jacobs used to say, the building blocks of society.

But in the United States, and in much of the rest of the world, cities have become part of a globalized economic system that severs the use of products and services from their origin. Where did that burger you just ate come from? How about the lettuce at the supermarket? The clothes you wear to work? The electricity you use when you turn on your computer? Who controls the flow of money into and out of your community? Who controls the place you live, the money that comes out of the nearest ATM? What about your job — where does your paycheck come from, and where does it go?

How do those factors affect how you live — and how well you live — in San Francisco?

The thing is, you probably don’t know. And what you don’t know is hurting you.

Because a truly sustainable city isn’t just an environmental notion, and a sustainable urban policy isn’t just about planting gardens in front of City Hall. It’s about defining — and changing — the way we think about the economy, politics, business, and the local power structure.

That’s been part of the Guardian‘s mission for 42 years.

When you talk to progressive economists these days (and yeah, there are a few) and people who think about building sustainable local economies (and there are a growing number of them), they say three things:

Cities have to think about how to become more self-sufficient, how to provide locally things that we once imported, how to use local resources to create new jobs and economic activity. Those new jobs and sustainable practices are most likely to come from locally owned, independent businesses. And — particularly these days — the public sector has to play a major role.

That’s what the stories in this anniversary issue are about. A sustainable economy means encouraging start-ups and innovation, using public financing resources, and avoiding a reliance on big chains and giant corporations. A sustainable transportation and land-use policy means building neighborhoods with housing for diverse income groups and cutting down on cars and making the city a better, safer place to walk and bike. A sustainable energy policy means locally controlled renewable generation, not a monster private utility that ferries in nuclear and fossil-fuel power from out of town. Sustainable food means using community agriculture, right here in town.

It’s surprising how simple that sounds — and how politically difficult it is to implement.

See, in San Francisco — this great liberal city — policy decisions are still controlled to a stunning extent by a small group of powerful people who were never elected to anything. You can see how it looks this year by following the money chart we ran in the last issue. It showed how five downtown organizations have been raising and spending hundreds of thousands of dollars to take control of the Board of Supervisors.

Or look at Proposition H, the Clean Energy Act on the November ballot. Prop. H is a prescription for sustainable energy; the measure would not only set aggressive goals for renewables, it would shift control of the city’s energy agenda away from Pacific Gas and Electric Co. and give it to the people of San Francisco.

Big private energy companies may spend a lot of money on "green" advertising, but they never have, and never will, take the steps needed to create a sustainable system. Because that would mean undercutting their profits and limiting their growth.

A sustainable energy system would use much less electricity and import almost none. It would operate with thousands of small, distributed generation facilities, like solar panels on roofs. And power from the sun and wind is free. That doesn’t work for a giant profit-hungry utility; it works great for a community-based system.

So where is Newsom, who likes to call himself a green mayor? He’s against it. Where are the business leaders in town? Standing with PG&E. Where is the power structure? Fighting to prevent a sustainable energy future for San Francisco.

And the big chain-owned daily newspaper is right there with them.


There aren’t many locally-owned independent newspapers left in America. Even the alternative press has become chain-happy. In Boston, New York, Washington, Atlanta, Miami, Chicago, Denver, Houston, Phoenix, Los Angeles … most of the nation’s biggest cities, the once-upstart weeklies are owned by big national chains.
But in San Francisco, the paper Bruce Brugmann and Jean Dibble founded in 1966 is still the paper that Bruce Brugmann and Jean Dibble run in 2008.
The Guardian was always both a newspaper and small business. Unlike a lot of the wild and wonderful publications that flourished in San Francisco in the 1960s, the Guardian was built to last. Bruce and Jean decided from the start that this would be their life’s work — and although it was a bit dicey at times, the paper has survived and grown into one of the most influential weeklies in the country.
The Guardian was always a part of San Francisco. We believe in this city, in this community, in its life and culture and grassroots politics. We’ve always taken an active role in trying to improve the place where we live and work, and we’re proud of it.
Over the years that has meant exposing the corrupt (and secretive) gang that was trying to turn San Francisco into another Manhattan. It’s meant publishing a pioneering cost-benefit study showing that high-rise office development costs the city more in services than it generates in taxes. It’s meant funding and publishing the first major local study showing that small businesses create most of the net new jobs in San Francisco. It’s meant revealing how PG&E violates federal law and steals cheap power from San Francisco. It’s meant competing with — and writing about — the local daily newspaper monopoly. It’s meant fighting privatization, from the Presidio to City Hall, and pushing for a Sunshine Ordinance to keep the politicians honest. It’s meant siding with the neighborhoods and the artists and the tenants against what we’ve called the economic cleansing of San Francisco.
And this year, it means promoting a real vision of what a sustainable city would look like. Which is, really, what the Guardian has been about all these 42 amazing years. *

Anniversary Issue: People’s power

Living in a city like San Francisco, it’s pretty easy to advance your personal environmental prerogative. You can walk, ride your bike, or take public transportation almost anywhere you want to go. You can spurn the dominant consumer consciousness and buy used clothes and household goods at thrift stores. You can take short showers and drink clean Hetch Hetchy tap water instead of the bottled stuff. You can pick organic cornflakes over Kellogg’s version. You can even go to a worker-owned co-op that sells mostly organic goods and buy produce from Bay Area growers at the farmers markets.

But when it comes to energy, you’re stuck.

You’re stuck with Pacific Gas and Electric Co. You’re stuck buying electricity that’s 89 percent environmentally unsound, from a company that can’t even meet the modest state requirement of 20 percent renewable by 2010.

The $12 billion utility company offers absolutely no way for consumers to purchase 100 percent green energy, although some of its counterparts, including publicly owned Sacramento Municipal Utility District and Silicon Valley Power, make that option available.

Sure, you can use less electricity by screwing compact fluorescent light bulbs into your lamps, unplugging your cell phone charger when you leave the house, and hanging your clothes on the line to dry. But you can’t look at the diesel and gas-fired Potrero Hill power plant and say, "Nope, I’m getting my power elsewhere."

What if you could? What if you could hike to the top of Bernal Hill or Mount Sutro and look out across the skyline of San Francisco and no longer see any power plant stacks belching fumes? What if you saw solar panels shimmering on nearly every roof, and wind turbines spinning furiously in the late afternoon breeze, and you knew that your apartment didn’t depend on a distant fossil fuel plant polluting Antioch, or an aging nuclear plant menacing the people of San Luis Obispo?

That’s what a long-term financially and environmentally sustainable energy system for San Francisco would look like. The picture would include thousands of small-scale, locally-owned solar panels and wind turbines and geothermal home heating pumps and plug-in hybrid cars, distributed throughout the city, feeding into a grid that uses wireless technology to monitor and automatically adjust loads in tiny ways you don’t even notice.

It would also involve a new economic model that doesn’t require you to own a home to own solar power, and a system that uses off-the-shelf and emerging technologies to promote efficiency. The city would use its low interest bonding ability to invest in larger tidal power and wind farm infrastructure, and pay for things like burying power lines and training the next generation of city workers to run the new, smarter energy grid and maintain and install more renewable energy.

It isn’t pie in the sky, either — most of the technologies exist, the funding structures are there, and the goals are real: Al Gore has said the country could have 100 percent renewable energy in 10 years, and he’s right.

San Francisco is actually on the path to making it happen — with a November ballot measure, Proposition H, and a community choice aggregation system — if City Hall and the voters can get beyond PG&E’s lobbying and lies.

Imagine you’re a longtime tenant in a rent-controlled apartment with a landlord who hasn’t bothered to put solar panels on the roof because he or she doesn’t pay the electric bill (you do). But it doesn’t matter, because you actually own shares in a vast network of photovoltaic panels distributed all over the city, maintained and managed by the San Francisco Public Utilities Commission (SFPUC).

You, along with the thousands of other San Franciscans who are part of this power cooperative, pay a flat rate for enough shares to meet your energy needs. Over time, as the upfront cost of the system is paid off, your rates decrease and your power bill drops so low it is barely a factor in your life. And the SFPUC helped you find ways to make your apartment more energy efficient, so that some of your wasted electricity could be freed for other people to use. That way, the city wouldn’t have to spend more public money building a new power plant. And the panels you own provide more electricity than you actually need — so you’re making a little money selling the excess to other residents.

This is the vision of what would happen under Proposition H and community choice aggregation (CCA), the city’s proposed plan for locally controlled power. "It unbundles the location of the resource from the ownership so renters can participate," said Paul Fenn, CEO of Local Power and lead author of the city’s CCA plan. That’s key for a city like San Francisco, where two-thirds of the population rents.

Right now, even though the city has some robust incentives for purchasing solar panels, buyers still need deep pockets to cover the upfront cost.

But the city can use its low-interest bonding authority to purchase panels in bulk and identify well-oriented, available roof space to install them. The roof owner could own the panels, rent the space, just buy the power, or opt out entirely. "It’s not just public power, it’s community power," Fenn said. "It’s not just owned by the government — it’s owned by the people."

SMUD — a model public power agency — offers its customers something similar, "solar shares" in an array of panels. Shares start at $10.75 for a half-kilowatt and, depending on how much energy you use, you would save between $4 and $50 per month.

California’s CCA law — Assembly Bill 117, authored by state Sen. Carole Migden and passed in 2002 — allows counties to become their own energy providers and buy or build their own power, then pipe it to residents using the existing transmission infrastructure owned by the utility company. As a CCA, the city could pursue green energy more aggressively than PG&E does, could set its own rates, and make rules about how people are compensated for their power.

For example, current metering laws allow you to be credited the extra energy your solar panels produce during times they aren’t producing. But if at the end of the year your system generates more power than you use, PG&E keeps the surplus — for free. The CCA could pay you a fair rate for it instead.

San Francisco’s current CCA plan lays out the financing and acquisition for 51 percent renewable energy by 2017.

That’s about 360 MW of energy — and the upfront costs for solar panels on homes, businesses, and city buildings, as well as a 150 MW wind farm and scores of other energy-saving measures, are financed by a $1.2 billion revenue bond. Assuming a good interest rate of about 5.5 percent and a 20-year payback, that amounts to $99 million a year for the city.

Rates would cover this and any excess revenue could lower bills or fund future renewable energy projects. And, if voters pass Prop H in November, the city will be required to provide 100 percent renewable energy by 2040. Prop. H builds on the existing CCA plan by requiring the city to look at owning its own transmission and distribution system — a program that would bring in hundreds of millions of dollars a year, enough to fund extensive conservation and renewable programs. How can clean, reliable, low-cost energy be right on the horizon? Simple: Public ownership and decentralized local generation.

The benefits of publicly owned, locally based energy are vast. Local distribution cuts the cost of building large transmission lines and saves a lot of energy that’s lost as heat from high voltage electricity traveling long distances. Renewable energy doesn’t use fuel, and fuel is what we’re really paying for from PG&E — which is also a natural gas company.

The city owns no fossil fuel-reliant infrastructure, but PG&E is deeply invested in natural gas, gets about 40 percent of its energy from it, and has four new gas plants under construction. "As a society, we have to decide whether we want to get on the up elevator or the down elevator," said Robert Freehling, research director for Local Power. "Over time, fuel costs more and more. We make all these investments in hardware and tend to forget that it’s a promise to spend more money later. With solar panels and wind turbines there are no risks that the cost of wind or sunlight is going to go up in five years."

Natural gas, as well as every other fossil fuel, definitely will rise in price. (PG&E recently raised rates 6 percent to reflect that.) If a carbon tax or a cap and trade law is implemented, it’ll go up even more.

"Ultimately what will happen is that fossil fuels will get more expensive and renewable energy will become more affordable," Freehling said.

Would the city do a better job of promoting energy efficiency than PG&E? Look at the record.

Between 2003 and 2005, a Peak Energy Program was undertaken as a partnership between PG&E and the SF Department of the Environment (SFE) with $16.3 million in state money. In an August 2006 report, the Office of the Legislative Analyst found that with only an eighth of the funding, SFE was responsible for more than one-fifth of the energy savings. In other words, the city used the money more efficiently than PG&E.

The major criticism of most renewable energy technologies is that they’re intermittent, meaning they can’t provide power all day and all night. The sun goes down; the wind fades. Nuclear, coal, and natural gas are always on because we need power. And though many energy experts have asserted that the grid still needs at least some base load power, this assumes we’ll never apply technology to the system in any meaningful way.

But those critics are talking about a stupid grid — and the days when energy was managed that way are over. Federal and state regulators began meeting as a smart grid task force this year.

In a smart-grid world with 100 percent renewables, intermittent resources are blended to meet the current load, and the load is tweaked in minor, unnoticeable ways to meet what the resources can provide.

Suppose, for example, that it’s mid-afternoon on a hot day and a cloud bank passes over San Francisco, causing the output from all the city’s rooftop solar panels to decrease slightly. The smart grid would instantly send a signal to 10,000 air conditioners and shut them off for 15 minutes until the cloud passes. Later that night, perhaps the output from the city’s wind farm dips from 150 MW to 100 MW — the grid would automatically turn down everyone’s refrigerator by one degree.

"It’s called capacity-balancing," Fenn said. "It’s part of how you go greener and stay cheaper."

But PG&E will never pursue real green energy because in the long run, there’s no profit in it. "That’s like trying to persuade AT&T, back in 1975, to pursue developing the Internet," Fenn said. "We’re not looking for a 20 percent improvement. We want a complete transformation." *
