Sweet “Dreams”

Words, words, words. You’ve probably noticed how Shakespeare’s plays are full of them. They skip or loll on the tongue; they tickle or bemuse the ear. Sometimes, and not just for the uninitiated or casually acquainted, they come across with more music than meaning. Well, that "Shakespeherian Rag" goes raga in the international production of A Midsummer Night’s Dream, now taking its San Francisco bow at the Curran Theatre, where among a cast of exclusively Indian and Sri Lankan actors, Elizabethan English vies with seven languages of the subcontinent.

The words, for a change, are therefore not the most important feature of this production — unless you happen to speak one or more of the Indian and Sri Lankan languages on display, which judging by the pockets of laughter that arose at certain moments, some in the opening-night audience clearly did. This incredibly agile, imaginative, and widely praised 2005-6 production, led by UK director Tim Supple (and making its North American debut courtesy of Best of Broadway), foregrounds the play’s action, passion, physical humor, and erotic energy to such a striking degree that it reminds one persuasively of the full scope of Shakespeare’s potency as a dramatist. And the dialogue — if you don’t speak Hindi, for example — still reveals a surprising dramatic and melodic force all the same.

The words also give a thrilling sense of the vast treasure of cultural and linguistic tradition emanating from the subcontinent. At the same time, this is no museum piece; it is a vital blending of theatrical traditions and ideas. The amazingly athletic, even acrobatic cast effortlessly incorporates everything from traditional song and martial dance to Cirquelike aerial work into the enchanted forest–realm of A Midsummer Night’s Dream and Shakespeare’s multilayered story of love’s fickle and darker aspects. As the production’s lone Brit, Supple’s staging is highly original. At the same time, it recalls the use of vertical space in Peter Brook’s legendary 1970 staging. The backdrop is a bamboo scaffold many meters high, initially covered over in a great wavy, ruffled sheet of thick paper that beautifully absorbs and deflects Zuleikha Chaudhari’s rich lighting. Performers come bursting, crawling, and tumbling through this membrane until it’s a mess of tatters.

The acting is physically and emotionally strong. Joy Fernandes, for instance, delivers a particularly memorable turn as the hilariously irrepressible Bottom. Meanwhile, the musicians to the sides of the stage left and right further refine the dazzlingly dynamic action with delicate metallic strains, sweet guitar melodies, or the crashing punctuation of a massive percussion kit.

Focus on the future

PREVIEW San Francisco Ballet just finished its 75th season with a buzz-creating festival of world premieres. But SFB hasn’t gone dormant. This week the focus shifts to the next generation of dancers: San Francisco Ballet School students who hope to take on the daunting task of defying gravity and having their bodies express the contents of their souls.

At the SFB School’s Student Showcase at Yerba Buena Center for the Arts, the audience can experience the stages of a dancer’s progress. From the smallest kids doing their precisely placed tendus and still-stiff port de bras to the graduates, seven years later, who are ready to compete with professionals, you can see dancers blossom and begin to be themselves. You’ll also notice that boys tend to develop later and that girls still dominate the field. The program features the American premiere of John Neumeier’s 1986 Yondering, danced to Stephen C. Foster songs. The advanced students perform Helgi Tomasson’s 1996 Simple Symphony, which he specifically choreographed for the SFB School.

But SFB isn’t the only school holding its end-of-the-year recital. The School of the Arts, a magnet school of the San Francisco Unified School District, presents its budding young dancers in Unfolding Light, which introduces dances by student and professional choreographers, including Brittany Brown Ceres, Juan Pazmino, Gregory Dawson, and Enrico Labayen. A few of these teenage artists wowed the audience when they performed during the Izzies dance awards at the end of April.

There’s a strange dichotomy facing bicycling in San Francisco, and it’s spelled out in the San Francisco Municipal Transportation Agency’s "2007 Citywide Bicycle Counts Report," which features a cover photo of Mayor Gavin Newsom and me pedaling up Market Street together on Bike to Work Day two years ago.

That photo, its context, and the information contained in the report tell the story of a city that at one time set the pace for facilitating bicycling as a viable alternative to the automobile. But that city has been passed up since then by cities such as Chicago, New York, Washington DC, Seattle, and Portland, Ore.

San Francisco still has a higher per-capita rate of bicycle use than any major city in the United States, and that number has been steadily rising in recent years, even as construction of new bike facilities has stalled. The report’s survey found a 15 percent increase since the first official bicycle count was conducted in 2006.

"This increase is especially significant when viewed in light of the injunction against the City’s Bicycle Plan. This injunction has stopped the City from installing any new bicycle facilities since June 2006. Despite a lack of improvement or additions to the City’s bicycle route network, cycling use in San Francisco appears to be increasing," the report read.

It’ll take at least another year for city officials to wrap up the environmental studies on the 56 proposed bike projects and get Judge Peter Busch to lift the injunction (see "Stationary biking," 5/16/07). But it’s still an open question whether San Francisco’s three-year hiatus will be followed by the rapid installation of new bike lanes and other facilities.

City officials express confidence, and there are some hopeful signs. Newsom has been focused on environmental initiatives, the MTA has beefed up its bike staff from six full-time slots to nine, advocacy groups like San Francisco Bicycle Coalition are at the peak of their numbers and influence, and all involved say promoting bicycling is a cheap, effective way of reducing greenhouse gas emissions, air pollution, and traffic congestion.

"I’d be very surprised if, within six months after the injunction being lifted, we don’t see a record number of bike lanes striped," said MTA spokesperson Judson True.

Yet there are still political barriers to overcome in a city where cars are the dominant transportation option — and the first barrier is Mayor Newsom. He has yet to show a willingness to back his green rhetoric with policies that actually take space from cars, which many of the bike lane projects will entail.

"I think we have seen this mayor talk big on some environmental problems, but I’ve been disappointed that on transportation, that thinking hasn’t been turned into action yet," said SFBC executive director Leah Shahum, whom Newsom appointed to the MTA board but then removed earlier this year before her term expired, a sign of the complex and largely adversarial relationship between the mayor and bicyclists.

Newsom has been able to avoid tough decisions on bikes and cars for the past two years because of the injunction and the wait for Muni and traffic congestion studies, which are being released throughout 2008. But that’s about to change with the court’s ban on new bike projects slated to end next year. So will Newsom, who may be running for governor at the time, be willing to make controversial decisions that back up all his green talk? It’s an open question.

The common denominator in all the cities that have pedaled past San Francisco in recent years is that they’ve had strong mayors who have embraced cycling and partnered with bike advocates to change the rules of the road, often contracting them to work directly on projects.

"We’re poised for it, but will we act on it?" Shahum said of the potential for a bike boom in San Francisco. "It’s going to be a real test next summer and I think the mayor’s role is crucial."

THE GREEN BUG


Like many big city mayors, Newsom has become enamored of all things green at the same time that he’s trying to manage an overtaxed transportation system. He is pushing for Muni improvements and has voiced support for congestion pricing initiatives that could make driving a car more expensive.

"This trend of big city mayors focused on transportation to deal with environmental problems is spreading, and I think Newsom has caught that bug," Shahum said.

SFBC and other groups have been meeting regularly with Wade Crowfoot, the mayor’s new director of climate change initiatives, to push the bike plan work forward, create an aggressive implementation strategy, and craft new initiatives like the recently unveiled "Healthways" proposal to close down the Embarcadero to cars on summer Sunday mornings, an idea borrowed from Bogotá, Colombia.

It’s a sea change from that ride I took with Newsom two years ago, three days after he vetoed Healthy Saturdays, which would have created another day of car-free roads in Golden Gate Park. He labeled the bike advocates as "divisive," and told me his veto decision was influenced by "people in the neighborhoods who just came out in force in ways that, frankly, I didn’t expect."

Those feelings, held by the half of San Franciscans who use a car as their primary mode of transportation, haven’t gone away. Newsom’s advisers and the MTA staffers working on the Bike Plan acknowledge the political challenges in completing the bike network, which advocates say is an important prerequisite for convincing more people that cycling is a safe, attractive option.

I asked Oliver Gajda, who is leading the MTA’s bike team, whether the 56 projects he’s now working on would be queued up and ready to build once the injunction is lifted. While the technical work will be done, he said that most projects still will require lots of community meetings and negotiations.

"Some of the projects will take a couple years of work with the community, and some will take less," Gajda said. "When you discuss the potential of removing lanes or parking spots, there are lots of different interests in San Francisco that have concerns."

That’s where the rubber meets the road. Yes, everyone wants to see more cycling in San Francisco — Newsom two years ago even set the goal of 10 percent of all vehicle trips being made by bicycle by 2010, a goal that nobody interviewed for this article thinks the city will meet — but is the city willing to take space from cars?

"The public priorities are already correct, but we need political leadership to implement those priorities even when there’s opposition," said Dave Snyder, transportation policy director with the San Francisco Planning Urban Research Association.

Crowfoot said Newsom is committed to creating better alternatives to the automobile.

"The mayor is fully supportive of expanding the bike network and that will involve tradeoffs," Crowfoot said, acknowledging that some projects involve losing lanes or parking spaces to close the bike network’s most dangerous gaps. "To the extent that the bike network continues to be a patchwork, people won’t get on bikes."

But the mayor also has been fully supportive of the Transit Effectiveness Project’s proposal to reform Muni, even though he recently suggested opposition to proposed parking fine increases might mean that some TEP proposals need to be scaled back.

Skeptics also note that Newsom removed Shahum from the MTA and has appointed no one else with connections to the bicycling community since then, even though that body has sweeping new authority under last year’s Proposition A to implement the bike plan and make decisions about which transportation modes get priority and funding.

"I’m pushing for that, and we’ll see what happens," Crowfoot said of his efforts to get a complete bike network going during the Newsom administration’s reign, acknowledging that, "the proof is in the pudding."

ZERO-SUM GAME


San Francisco’s strong bicycle advocacy culture, the creation of lots of new bike lanes between 2000 and 2004, and innovations like Critical Mass and the sharrow (a painted arrow on the road indicating where bikes should safely ride) made this city a leader in the bicycling movement.

Yet it is only in the last few years, when San Franciscans have been sidelined by the injunction, that the movement really gained mainstream political acceptance and begun to make inroads into the dominant car culture of the United States, slowly and belatedly following the lead of European cities like Amsterdam and Copenhagen.

"Interest in bike-friendly policies is surging, along with the growing number of adults who are riding more. Moreover, the movers and shakers of the biking scene are often smart, always passionate, and they believe strongly in what they are doing. Even when such groups are in the minority, they often enjoy significant political success, and they should never be discounted," J. Harry Wray, a political science professor from DePaul University in Chicago, argues in his new book Pedal Power: The Quiet Rise of the Bicycle in American Public Life (Paradigm, 2008).

Jeffrey Miller, executive director of Thunderhead Alliance, a national umbrella organization supporting regional bicycle advocacy groups, told us he’s pleased with the movement’s progress in recent years.

"There’s been an awakening by the decision-makers in both government and businesses that bicycling and walking can solve a lot of the environmental problems we’re facing," Miller said.

He cited Portland, Ore., Chicago, Seattle, Washington DC, and New York as the cities leading the way in prioritizing bicycling and creating systems that encourage the use of bikes, and said he was sad to see the setbacks in San Francisco.

"But advocates in each of those cities will say there’s so much more work to be done," Miller said.

Most of that work centers on changing how drivers and planners think about cities, and especially with those who see the competition for space as a zero-sum game. Miller noted that it’s good for motorists when more people are encouraged to opt for alternate forms of transportation.

"If you just get 10 to 20 percent of the drivers to use those other modes, it frees the freeways up for cars as well," Miller said. "I don’t see why we go out of our way to favor cars over every other form of transportation."

Like many advocates, he said a strong and consistently supportive mayor is crucial to change the priorities in cities.

"We have an executive leader in Mayor Daley who believes strongly that the bicycle is a big part of the solution to our environmental problems," said Rob Sadowsky, director of the Chicagoland Bicycle Federation.

"We have an incredible partnership with the city," he said, noting that the organization often works directly on city contracts to create more bicycle facilities, something that happens in other bike-friendly cities like Portland and New York. But it doesn’t happen much in San Francisco.

"There’s a real sense that we’ve turned a critical corner and things that we’re been fighting for, for years now, are in sight," said Paul Steely White, executive director of Transportation Alternatives in New York. "In the last year, there have been some significant policy advances."

Like Mayor Daley in Chicago, New York Mayor Michael Bloomberg has become a vocal advocate of green transportation alternatives and has been willing to stand firm against displaced drivers.

"Anything you give to cyclists is basically taken away from automobiles," White said, adding that New York officials "have not shied away from taking parking away, or even a lane on Ninth Avenue. And that shows how serious they are."

The problem isn’t just San Francisco’s, but California’s as well. It is the state’s decades-old California Environmental Quality Act that was used to stall the Bike Plan and make bike projects so cumbersome. Sadowsky said bike projects in Chicago are relatively easy to implement, with little in the way of hearings or environmental studies needed.

Oregon laws also helped make Portland a national leader, with a requirement that all new road construction include bike lanes, paid for with state funds. Yet here in the small, 49-mile square that is San Francisco, with ideal weather and a deeply ingrained bike community, many say the city could be on the verge of regaining its leadership role in the bicycle policy.

A poll conducted in November 2007 by David Binder Research found that 5 percent of residents use a bicycle as their main mode of transportation, and that 16 percent of San Franciscans ride a bike at least once a week. Even more encouraging is the fact that most reasons cited for not biking — not enough bike lanes or parking, bad roads, feeling threatened by cars — are all things that can be addressed by smart bike policies.

"If it’s going to happen anywhere, it’s going to happen in San Francisco — as far as making more bicycling a reality," Gajda told us. "I really feel like we’re poised after the injunction to take it to the next level."

Here comes the public power initiative!

Today, at the Board of Supervisors meeting, Sups. Ross Mirkarimi and Aaron Peskin introduced
a Charter Amendment mandating that the city’s Public Utilities Commission create a plan to establish a retail power agency in San Francisco and start the process of kicking PG&E out of City Hall and the rest of the city.

The amendment, as our editorial in Wednesday’s Guardian outlines, would “provide the badly needed kick start to get city officials to act on San Francisco’s historic mandate for a municipal electricity system.”

The move is prompted by the battle over whether the city should replace the ruinous Mirant private power plant with city-owned power plants called peakers at the foot of Potrero Hill. PG&E has quietly orchestrated a major political and public relations onslaught to kill the peakers because they would be what PG&E fears most: city-owned public power.

In fact, as Tim Redmond’s blog discloses, PG&E even marched seven lobbyists (yes, seven) into the office of would-be-green Mayor Gavin Newsom, who once personally backed the plan and whose Public Utilities Commission backs the plan. PG&E jacked Newsom around and muscled him into asking for a delay in today’s scheduled power plant vote to give PG&E more time to kill the peakers.

The rationale: some sort of vague and ridiculous idea of retrofitting the Mirant plant and keeping the PG&E uber alles status quo.

IF PG&E ultimately loses the peaker vote (and it will be close), PG&E will most likely run a referendum on the November ballot against this dread move to peaker public power. So the Mirkarimi and Peskin move is aimed at putting a counter initiative on the November ballot and breathing new life into the historic battle to enforce the federal Raker Act (which mandated San Francisco have a public power system) and bringing our own cheap Hetch Hetchy public power to the people of San Francisco. (See Guardian stories and editorials since l969.) The initiative would be timed to take advantage of the expected heavy turnout of Obama forces for the presidential election and for the election of supervisors.

The legislative digest sums up the amendment in a paragraph of City Hall legalese:

The amendment is to “address the need to change electricity production, delivery, and use to ensure environmentally sustainable and affordable electric supplies for residents, businesses, and city departments and to require the Public Utiliies Commmission to comprehensively study and determine the most effective means of providing clean, sustainable, reliable, and reasonably-priced electric service to San Francisco residents, businesses, and city departments.”

The amendment was written and signed by Deputy City Attorney Theresa Mueller and approved as to form by City Attorney Dennis Herrera. It was introduced by the president of the board (Peskin) and a powerful supervisor who is obviously running for board president and mayor (Mirkarimi). These references are important: when the public power movement was reinvigorated in the late l990s, it faced a massive lineup of PG&E stalwarts inside City Hall: City Attorney Louise Rennie, Mayor Willie Brown, the PUC executive director and PUC commission, and all the supervisors with the notable exception of Sup. Tom Ammiano.

Mikarimi led the two famous initiative campaigns as campaign manager in 2000 and 2001, which PG&E defeated with muscle, mutli milliions, and staunch daily paper support. Now, Mirkarimi is inside City Hall in a starring role leading the charge for community choice aggregation (CCA) and now a public power initiative. And the whole thing scares the hell out of PG&E.as never before.

Hurray! The battle is on!

P.S. PG&E marches in: You can see how PG&E works by seeing who was at the critical May 5 meeting in the mayor’s office. No public power people, nobody from the Sierra Club, and no environmental justice activists who are also opposing the peakers (but for understandable environmental reasons.) But standing tall at the secret meeting were seven PG&E lobbyists, led by Travis Kiyota, and such PG&E friendly folks as PUC Commissioner Dick Sklar (remember him?), Sup. Michela Alioto-Pier, and a representative from the National Resources Defense Council (NRDC).

PG&E and NRDC arranged to have a timely letter on NRDC letterhead, dated May 12 , come to the supervisors from Robert Kennedy Jr., with ccs to Newsom, President Michael Peevey of the California Public Utilities Commission, and Gov. Arnold Schwarzenegger. The letter was of course released to the press and the public on the eve of the vote. PG&E, NRDC, and Kennedy had at least one line right: “Where San Francisco ultimately decides to invest its precious energy dollars is a choice that will send a message to cities around the country.”

The tipoff: nowhere do the PG&E supporters, including the Chronicle editorialists who suddenly took a down-with-the-peakers stand yesterday, nor the Examiner, with a wimpy story today on Newsom’s sudden change of plans, mention those dread three letters that divulge the secret agent at work (PG&E) nor that dread phrase that tells what the secret agent is really up to (killing public power.) C’mon, folks, this isn’t that hard to figure out. Is there some law somewhere that says the local media can’t cover what PG&E is doing to perpetuate the PG&E/Raker Act scandal and once again kill public power? (See “The Shame of Hearst” in previous Guardian and blog items.)

Blasting Lennar’s land grab

While we’ve already dubbed Lennar Corporation “the corporation that ate San Francisco,” representatives from five Bay Area environmental organizations today held a press conference to blast the corporation for creating Prop. G to gobble up the rest of Bayview Hunter’s Point and Candlestick Point.

Esselene Stancil, a resident of Bayview since the 1950’s, says this is nothing new. Change is often promised, but it always falls short. “I have seen many changes in the Bayview, and this change is not for us. We have plenty of parks. What we need is to take care of the one’s we have. They promise us houses, but there are no houses being built out there that people will be able to afford.”

There will, however, be plenty of luxury condominiums, chiefly in the Candlestick Point area, complete with a bridge connecting their wealthy owners with the freeway. John Rizzo of the SF Chapter of the Sierra Club said that Prop. G’s plan to build a thoroughfare through Yosemite Slough is just another way of economically marginalizing Bayview residents. “This bridge is specifically for residents of the luxury condos in Candlestick Point so they don’t have to drive through the Bayview and look at poor people,” said Rizzo.

Rizzo also noted the dubious nature of the Prop. G campaign that promises the Bayview jobs, housing, and a new park. “It’s deceptive advertising. Lennar promises the Bayview a park, but what they deliver are 15-story luxury condos and an astro-turf parking lot,” he said. “The Bayview deserves real parks, and maintenance of those that already exist.”

Said Stancil, “It’s just another gimmick that these corporations always have. They are trying to blind us from the truth. But don’t let them fool you.”

PG&E offers Newsom a blank check

Gavin Newsom is a mayor who hates to make the tough decisions, and the proposal for three new power plants in Southeast San Francisco is his worst nightmare.

Newsom’s own Public Utilities Commission is pushing the plan, and he’s backed it in the past. Environmentalists are making a stink about it, and that’s caused the mayor-who-wuold-be-green some headaches.

But the major reason he suddenly decided to ask for a delay in the power-plant vote may have nothing to do with environmental issues at all.

Seven lobbyists for Pacific Gas and Electric, led by Travis Kiyota, visited the mayor May 5th and told him that the giant utility would spend whatever it takes to stop the peakers, a reliable City Hall source tells me. Attending the meeting were Sup. Michela Alioto-Pier and PUC commissioner Dick Sklar, the source said.

According to this source’s account, PG&E offered to pay for more power cables into the city, for an expensive demand-management program … for just about anything that would prevent San Francisco from owning its own power plants.

I couldn’t reach either Sklar or Alioto-Pier this afternoon. But Nathan Ballard, the mayor’s press secretary, confirmed that the meeting took place:

On Monday, May 5, PG&E participated in a meeting to provide substantive
expertise in the areas of energy efficiency, demand response and power
generation and transmission. Along with staff from the Mayor’s Office,
Board of Supervisors, San Francisco Public Utilities Commission, Department
of Environment, the Office of Economic and Workforce Development, CA Public
Utilities Commission (CAPUC), and the National Resources Defense Council
(NRDC), we were able to engage some of the most creative and knowledgeable
experts in the room together as we work to identify alternatives to the
current action plan.

Ballard also said that retrofitting the Mirant plant — leaving the big privately owned polluter in place — was “one of the options on the table.”

As far as I can tell, there were no public-power advocates in the meeting.

So PG&E is still driving energy policy in the Mayor’s Office. How nice.

Two former mayors help Mirkarimi launch campaign

As I predicted, Friday’s campaign kickoff event for Sup. Ross Mirkarimi wasn’t simply about whether he’ll be reelected to the Board of Supervisors. It was the launch of a movement to reshape San Francisco’s political landscape in a way that could maintain progressive control of the Board of Supervisors and propel Mirkarimi into the mayor’s office a few years from now.
Yet rather than relying strictly on a reenergized progressive movement, the event seemed to signal that Mirkarimi is aiming to create a bigger tent that capitalizes on his strength on criminal justice issues, among other domains of the moderates. Notably, those in attendance included two former mayors: Art Agnos (no surprise) and Willie Brown (big surprise, and a strong indicator that Mayor Gavin Newsom’s coalition is fraying).
As Sup. Aaron Peskin told the capacity crowd at Yoshi’s on Fillmore Street, “There may come a day when Ross is the chief executive of this city.”

The San Francisco Chronicle came out today against the plan to build three combustion turbines, known as “peaker” plans, at the foot of Potrero Hill.

But while the editorial quoted both sides in what I agree is a complicated issue, the editors ignored one of the most alient points: The campaign agains the peakers is being funded largely by the Pacific Gas and Electric Company.

Three missing letters, people: PG&E.

PG&E is underwriting the “Close It Coalition,” which sounds like a group aiming to close an existing power plant. The problem, peaker proponents say, is that the Mirant power plant that’s now pumping carbon and particulates into the air can’t be closed down unless the power it produces is replaced, locally. That’s what the state regulators are mandating That means significant new generation within city limits. And it means generating capacity that can run at night, when solar panels aren’t firing.

PG&E doesn’t want the peakers (which would produce about a third less pollution than the Mirant plant does) because they would be owned by the city; that’s a step toward public power. The utility isn’t worried about pollution or green power; this is a company that owns a nuclear power plant (on an earthquake fault). It’s a company that is building its own fossil-fuel plants up and down the state.

No: for the major funder of the no-peakers effort, this is about preserving a power monopoly. Beginning and end of story.

I am dubious about the peakers, too. It’s hard to support new fossil-fuel plants in San Francisco. But when you look at who’s behind the anti-peaker campaign, the story gets a lot more complicated.

You wouldn’t know that from reading the Chron’s editorial.

Joe Nation, the landlord’s man

The Marin Organizing Committee held a rally May 8th in San Rafael that attracted all three state Senate candidates to discuss issues of social welfare in the county. More than 600 people showed up, and by Marin standards, that’s a huge crowd.

Among the top issues: Prop. 98, the horrible ballot measure that would end rent control in California.

All three candidates say they are against 98.

Mark Leno and Carole Migden got to the rally on time. Joe Nation was a bit late. The reason: He had to stop first in San Francisco – at a fundraiser sponsored by some of the same landlord groups that are funding Yes on 98.

That’s right: Nation went and took some big checks from the pro-Prop. 98 landlords, then drove across the bridge for a No on 98 rally.

Lisa Christensen, Nation’s campaign manager, told me that Nation “has been against Prop. 98 from the start, and wears his No on 98 button everywhere he goes.” As for his alliance with the landlords? “San Francisco politics is a melee,” she said. “Some of my dearest friends are passionately against me on some issues, and we work together on others.”

I wonder if he took the No on 98 button off for the landlord party.

SPORTS: Boo-yah! Johnnie LeMaster returns

In current baseball vernacular, “wearing it” refers to owning up to a hellacious slump, a shoddy performance or bone-headed play sans lame excuse.

“I threw like ass… basically,” former Giants pitcher Sidney Ponson so elegantly put it following a horrible game a few seasons ago. That’s a fine example of “wearing it.”

Blaming a shipment of “soft” bats for a home run drought — as Oakland slugger Jack Cust did this spring — is most assuredly not “wearing it.”

In the late ’70s, much-maligned former Giants shortstop/futility icon Johnnie LeMaster, AKA “Bones,” AKA “Johnnie Disaster,” took “wearing it” to a whole new level.

In one game vs. the Montreal Expos in 1979, LeMaster “wore it” – literally.

A prototypical good field/no hit shortstop during his best days at the park, the super slender LeMaster was enduring a prolonged stretch of through-the-wickets fielding/don’t-even-bother-stepping-into-the-box hitting that had everyone from little kids to blue-haired ladies at Candlestick Park calling for his scraggly ’70s-style mustache.

Razzing LeMaster had become the official second language of the frozen concrete bowl by the freeway.

So without informing the higher ups in the San Francisco front office, LeMaster had his name plate removed from the back of his No. 10 Giants jersey and replaced simply with a three letter word: “Boo.”

“It really caught everyone off guard, in fact when I walked to the plate that night I could hear manager Joe Altobelli say, ‘Why does John have “Bob” on the back of his uniform?’

“That stunt cost me a $500 fine, but it was worth every penny. It won over some of the media and the fans really got a kick out of it,” said LeMaster who was honored by the Giants last weekend as part of the club’s season long 50th San Francisco Anniversary celebration.

It was the Paintsville, Kentucky resident’s first visit to San Francisco’s downtown ballpark.

Whining at the Weekly

My old pal Andy Van De Voorde is back. Village Voice Media, which owns the SF Weekly and is now pleading poverty, managed to fly Van De Voorde and the two top comany executives, Mike Lacey and Jim Larkin, in to San Francisco for the hearing Friday on our lawsuit. And Van De Voorde, writing as The Snitch, has put forward a remarkable work of journalistic whining.

Oh, dear, says Andy; Judge Marla Miller is prepared to accept the jury’s verdict after a five-week trial and follow the law by issuing an injunction. Requiring the Weekly to follow the law would violate the First Amendment.

There are a couple of key points that he misses.

One is that courts have found consistently over the years that newspapers, despite their First Amendment protections, are also businesses — in some cases, big businesses — and have to follow the same sorts of basic regulations as all other businesses. It costs money to comply with OSHA rules, the National Labor Relations Act, and environmental laws. It’s costing the Guardian (and, I assume, the Weekly) a bit of cash to comply with the city’s new health-insurance law. Should those laws be invalidated because complying with them means I as an editor have less money to spend on reporters and freelancers?

Be serious.

The other point that he misses is that the Unfair Practices Act, the Progressive Era law designed to keep small business from being destroyed by giant predatory competitors, actually promotes the goals of the First Amendment, which, history tells us, include the notion that a broad variety of voices in the marketplace of ideas make for a healthy democracy.

Preventing one large media company from driving a locally owned competitor out of business is a positive result.

See, the Weekly can whine about the First Amendment all it wants, but a jury found that the 16-paper chain, with revenues of some $150 million a year, that owns the Weekly, was trying to silence a First Amendment-protected local San Francisco voice. The Weekly wanted to shut us down, in part because the owners of the chain don’t like what we have to say and the way we say it.

Um, Andy, isn’t there a First Amendment issue there?

If the Weekly now wants to whine about the size of the verdict, let me say for the record that we have warned these folks repeatedly, going back more than five years, that they were violating the law. When we first sent a warning letter, we asked for no damages at all; all we wanted was for the predatory activity to cease. We filed suit only because we had no other choice — and even after years of litigation, the jury found that the below-cost selling continued, up to the moment of the verdict.

And now we have no choice but to ask for an injunction, to do what we tried to do from the start: Make these guys follow the law.

Now the Weekly and its parent, Village Voice Media, have resorted to trying to overturn the Unfair Practices Act and complain about their First Amendment Rights.

Boys: As my late grandfather, the Honorable James C. O’Brien, a New York State Supreme Court judge, used to say, you made your bed — now eat it.

Electronic Arabic: Jef Stott gets worldly at Bollyhood

Jef Stott has been a producer and remixer on San Francisco’s global electronica scene for over a decade. But this Saturday night (5/10) at Bollyhood in the Mission, Stott celebrates the release of his first full-length album – Saracen – on Six Degrees .

Stott fuses Arabic and Turkish rhythms with both electronic and acoustic beats and textures. What sets him apart from many of his world music peers is that – rather than merely sampling – Stott is a multi-instrumentalist who plays a wide range of instruments. On Saracen, he plays oud (Arabic lutes), saza and cumbus (Turkish lutes), the Persian santur, bass, and percussion. He also invites a number of guest musicians, including well-known Tunisian vocalist MC RAI.

Stellamara, whose blend of Middle Eastern and Balkan sounds and ambient rock awakened his interest in the devotional aspects of music beyond its entertainment value and led him to intensively study the oud under internationally known musicians Hamza El Din and Omar Faruk Tekbilek.

What is especially remarkable about Stott is his humility, reverence for his teachers and peers, and willingness to talk and think deeply about issues of cultural appropriation in world music.

SFBG: You have a background in heavy metal and art rock. When did you get interested in playing Middle Eastern music?

Jef Stott: [Playing in Stellamara] is when I made the big switch. That is when I picked up the oud, sold all my electric guitar equipment, and really got deeply interested in Arabic, Persian, and Turkish music. I almost abandoned everything I had done up to that point and started on a whole new path.

More than just Mirkarimi’s kickoff

Supervisor Ross Mirkarimi kicks off his campaign for reelection this evening at Yoshi’s Jazz Club in the heart of the Fillmore. The Board of Supervisors’ only Green Party member is popular in his District 5 — made up of the super lefty Haight and crime-plagued Western Addition, where Mirkarimi has shown real leadership in pushing police foot patrols and other reforms — and is expected to cruise to a relatively easy victory.

But today’s event carries a far larger symbolic significance: it is the beginning of a long campaign to create a progressive narrative for San Francisco that counters the centrist and fairly superficial approach of Mayor Gavin Newsom. And that’s a struggle that will carry through this fall’s high-stakes supervisorial elections, into the vote for a new board president in January, and on into the next mayor’s race — all of which could feature Mirkarimi in a starring role.

The new San Francisco Planning Commission

Sweet turnabout at the Planning Commission last evening. Who of us on the east side can forget the heady days of the dot.com boom, when Willie Brown was running the City like a personal piggy bank for his developer cronies (instead of Newsom who gives it all away and gets nothing in return) which resulted in live work lofts sprouting like bulky tall mushrooms throughout the Mission, SOMA and the 3d street corridor?

The language used to justify these yuppie monstrosities was truly twisted, most of it mouthed by Willie Brown’s short leashed then-Planning Commission president Anita Theoharis. The logic went as follows: we need more housing, so let’s build live work lofts. We can build live work lofts in the districts zoned industrial, where housing is banned, because live work lofts are not housing. This reasoning enriched the builders while impoverishing the community as lofts were not charged for their impacts like housing because, silly, lofts are not housing.

But things have changed now.

Examiner expanding to Sundays

Editor & Publisher is reporting that the San Francisco Examiner will be creating a Sunday edition of the paper and also expanding its Thursday edition. Right now it’s published six days a week. It will also be scaling back home delivery of the free paper — residents have been enraged over them piling up on their porches — to Thursday and Sunday.

It seems odd that a newspaper company would be growing its deadwood edition when so many dailies are laying people off and trimming back operating expenses. But one theory says that the Examiner papers, which are also available in Washington and Baltimore, are popular even among younger readers because they’re free, easy to pick up on the way to public transit and contain mostly boiled down local coverage. The company that owns the Examiner, Clarity Media Group, took over the Examiner in 2004 after the Fang family nearly ran it into the ground.

Hot Jew-on-Jew action

We’re getting word of a big standoff going on right now at San Francisco’s Jewish Community Center on California Street, where 30 Jewish activists protesting Israel’s policy toward Palestinians have blockaded the doors during an event celebrating the 60th anniversary of the establishment of the state of Israel. Police have reportedly shown up on the scene of the “No Time to Celebrate” protest, which also includes another 40 or so Jewish and Palestinian supporters, and arrests are expected.

Mayor Gavin Newsom just returned from a trip to Israel, where he told The Jerusalem Post that much of the criticism by Bay Area residents of Israel’s mistreatment of Palestinians and its longstanding military occupation of parts of Syria, Lebanon and Egypt was simply anti-Semitism, something these Semitic anti-war activists just might take issue with.

Rising rents in San Francisco

I’ve accomplished a difficult feat that may become impossible in coming years: I rented a room in a decent neighborhood in San Francisco for $550. It wasn’t easy. Searching Craigslist, spamming my friends, and looking at about 20 apartments over the last couple weeks has been like having another part-time job. And my success story was only the result of finding a tiny room in a rent-controlled four-bedroom apartment where some good friends live.
Rents and the number of apartment-seekers are both on the rise and the number of rental units is falling, a perfect storm hitting low-income San Franciscans who hope to stay in The City.

“The rents are definitely going up on the vacant units, and for various reasons, the supply is declining,” says Ted Gullicksen, executive director of the San Francisco Tenants Union. Some of those reasons include condo conversions (which number 2500 since 2003, according to the latest Planning Department figures), demolitions, temporarily rented SoMa condos taken off the rental market, and would-be home owners driven to rent by foreclosures, still-high prices, and fear that they bottom still hasn’t been reached (check here for some interesting rental data compiled from Craigslist listings).

A beginner’s — and teacher’s — mind

Ask Toshio Hirano how he discovered honky-tonk music and he replies with the question: "How much time do you have"? It’s not a simple answer and he explains his transformation from fanatic to performing artist the same way a musicologist might discuss the development of recording techniques from the Edison cylinder to digital audiotape. Hirano is part teacher, anyway — and part student — still discovering his roots at age 57.

His audiences can be divided into two camps: faithful veterans and incredulous newbies. No doubt the newbies are brought to gigs with reassurances akin to "No, really, it’s good." They enter the bar together, and Hirano is onstage doing one from the repertoire: maybe it’s Hank Thompson’s "Humpty Dumpty Heart." Hirano’s vocal twang, inflected with his Japanese accent, wraps around the hillbilly syllables of the song as if his native Tokyo were an Appalachian homestead. Meanwhile his acoustic guitar, with its jangling hammer-ons, rattles over the chord changes like a train passing over railroad ties, convincing the audience that this is no novelty, but an authentic piece of Americana. The believer looks eager: "Are you feeling this?" Hirano has already charmed the first-timer, who inevitably wonders, "This is crazy. What’s his deal?"

Japan was awash with American records during the early 1960s, and although Buddy Holly and Elvis Presley held sway in the schoolyards, it was Hank Williams, Bob Dylan, and the Kingston Trio who captured Hirano’s imagination. From there it wasn’t a far leap to his first bluegrass record — by the Country Gentlemen — which he could only acquire from a specialty shop. "It was a funny feeling [to be] listening to music that not a lot of people knew," he confessed on a recent Saturday afternoon, flanked by a wall of used books at the Mission Creek Café. "I felt cool."

The galvanizing moment in his early education came in 1972 when a friend lent him a Jimmie Rodgers record. "On the cover he was leaning over a Cadillac with a cowboy hat, looking so good," Hirano remembered. "It was recorded in 1928, before Hank Williams and before Bill Monroe." Rodgers’ reading of "Peach Pickin’ Time in Georgia" was the Big Bang for Hirano, an event that still roars 35 years later. "When I play any songs the sound of Jimmie Rodgers is in there," he explained. "I would not be singing Hank Williams without Jimmie Rodgers. Every song fits on the foundation of his sound."

In 1975, on his 24th birthday, Hirano arrived in Atlanta, Ga., an employee in a Japanese mushroom enterprise. "I don’t believe in God in the religious sense but I do believe in fate," he offered as a way to sum up his American life, a pilgrimage of sorts cast with fortuitous acquaintances and serendipity. It wasn’t long before his mushroom interest went south, and facing an expiring work visa, Hirano chanced into a job as the maître d’ in Music City’s first Japanese restaurant, where he routinely catered to Nashville’s biggest country stars.

Three years later Hirano was enrolled in a guitar course in Red Wing, Minn. — a town bisected by Highway 61, he notes. At the end of the term, the class held a party where everyone had to play a song. "There was a punk rock guy from San Antonio in the class and he said, ‘Toshio, did you just play Hank Sr.? You have to come to Texas.’ "

Once installed in Austin, Hirano busked on the streets and played gigs his friend arranged. "I never thought about performing until he encouraged me," Hirano said. But an Asian man playing old-time country standards in Texas attracts a kind of attention that is not altogether genuine. "I was overly welcomed. I was only playing Jimmie Rodgers in cafes, and they treated me like a big star." He simply wanted to share the music he loved, but the novelty of his act became a burden.

San Francisco promised freedom from celebrity, and from audiences for whom country music is a birthright. "I started feeling, wow, I’m reintroducing old American music to Americans." Ultimately this role evolved into a neat byproduct of his act. "My original pleasure is still the same," he continued. "Every time I sing an old country tune, I just feel so good." Now his satisfaction is in part due to the torch he bears for America’s musical heritage, "If [the audience] likes the songs, I tell them, ‘Buy Jimmie Rodgers.’ "

The exchange goes both ways. Hirano, a self-confessed guitar amateur, learns songs based on suggestions from audience members. On any given night, he and his band — bassist Kenan O’Brien and violinist Mayumi Urgino — play 25 songs, less than half by the Blue Yodeler. Hirano has yet to perform the one original song he has written in the 40 years since he first picked up a guitar.

There’s something utterly refreshing about an artist with nothing to sell. Hirano’s only ambition is to keep his once-a-month gigs at Amnesia and the Rite Spot, where the pass-the-hat informality is infectious and the singing is as authentic as an early Victrola recording. A performer for whom authorship is foreign and attention is baneful, Hirano finds his fulfillment in participating. "I am fortunate to have run into this old music," he told me, grinning.

Clubs: Cross-dressed Monster Salad

The storied Metro Bar in the Castro moved down the street to Church and Market a while ago (the old space became the suspiciously Metro-alike Lookout) — and people worried for its future. Luckily, the minds behind the Metro are sharp enough to know they need a draw, and the new Metro has already become a premiere trash-drag venue (multiple Joan Crawford tribute nights aside.)

It’s even managed to lure one of San Francisco’s bloody, beloved drag traditions, The Cookie Dough Monster Show, run by Cookie Dough herself (with her cute DJ partner MC2), from its pleasant perch at Harvey’s.

The biweekly Saturday night drag-stravaganza may be big on low-budget thrills, but its offal-covered heart is always in the right place. This Saturday, May 10, features the freakishly unexplainable House of Salad, whom I adore. These underaged children will grow up to be starz someday, I tell you — starz.

I just saw Secretary yesterday, then read your column that mentions the same movie and similar sentiment ["Thwang," 5/30/07]. My situation is a bit different because I’ve known how I feel for a while but have never seen or experienced it. Also, I’m a stripper and rarely have sex, although I am extremely sexual. I’ve got a serious lust affair with the eroscillator, but I think I may have given up on a love that will be feminist but dominating and aggressive. In the movie, Maggie Gyllenhaal is looking through classifieds for a partner, and that is way too dangerous for me. How do I quiet the arguments between feminism and being truly submissive? Also, having to be seriously up-front about wanting some serious kink might kill the whole deal for me. Do these relationships actually happen in real life? How?

Dear Grrrl:

Right.

There was a moment when every other conversation, magazine article, and academic conference was devoted to exploring the conflicts and connections between radical feminism and radical sexuality. It was called "the ’80s." You probably missed it since you probably weren’t born yet, but that stuff is still in print, so whatever is or isn’t gathering dust in the sorts of used bookstores heavily populated by overweight cats should be easy to find. Most of the best-known pro-kink feminists of the time were very, very lesbian (see Gayle Rubin on the academic side and Pat Califia for "literotica"). But that doesn’t mean they didn’t have anything to say to straight women.

Of all the possible permutations, male dominant–female submissive is likely the most discomfiting to you. Happily, the flip side of the "this weird sex thing goes against every political, ethical, or religious principle I consider right and true" coin is frequently the Big Hot. Go to any upscale S-M party (yes, these really do exist) in San Francisco or Seattle, and at least half the women crawling around their master’s boots begging to be punished ’cause they’ve been very bad are in real life junior partners at onetime all-male law firms, or teach gender theory at small but prestigious liberal arts schools. In other words, they are quite fully "empowered," thank you very much, which doesn’t keep them from voluntarily surrendering said power come Saturday night. And that may in fact add to the appeal. The classic, even clichéd, old-style S-M enthusiast, after all, is a member of Parliament who reports like clockwork to the bawdy house every Thursday afternoon for a brisk caning …

Um, yes. Where were we? I’m not sure where you, who perform naked for sexually aroused strangers for a living, got the idea that playing the personals is particularly dangerous. Perhaps from the same episodes of Law and Order in which a few pieces of S-M gear stashed under a suspect’s bed signal that a severed head in a shoe box cannot be far off? I would never suggest that you meet someone for coffee and immediately go home with him to check out his cool dungeon. Far from it. But the meeting-for-coffee part is perfectly safe. After that you proceed as normal, which includes sharing your interests and aspirations … which is the next place we’re going to have some trouble, I see.

If being up-front about your weirditude is a potential deal-breaker for you, then I suspect you are a spontaneity freak. They are common, but many or most can have the need to proceed by whim or fancy beaten out of them by a stern application of reality. Spontaneity is fun and sexy, but it’s also responsible for most of your unwanted pregnancies, a vast number of STD transmissions, and who-all knows what other havoc.

It’s also inconsistent with S-M at any level more technically advanced than the (admittedly often completely satisfactory) bend-over-and-spank variety. If you do go ahead with this, and you do find someone worthy of your submission, you are going to have to talk about it, whether you want to or not. Not only is it unsafe to do S-M with people you know nothing about, it isn’t even fun. What if you want to wear a neat little skirt and heels while bending prettily over nearby furniture, while he wants you to be a bad puppy and sleep in a kennel in the kitchen? What if your idea of submission is saying, "Yes, sir" a lot, while his idea of domination includes branding irons and cattle prods? Can you see how this could get ugly?

In romantic fantasy, the heroine meets the rough but passionate and shirtless master of the manor when she fetches up at his door as a penniless et cetera. In real life, I’m sorry to tell you, she meets him online or at an S-M "munch" or through kinky friends or at a party. Then they talk. I’m sure you’d rather toss your hair tempestuously while a dark and stormy stranger bends you over his knee and yanks down your pantaloons — but you’ll get over it.

We stand with Carole Migden

OPINION As longtime fans of the Guardian and as allies in almost every fight, including the struggles for public power, affordable housing, people-focused land use policy, and clean and open government, we do not like finding ourselves on the opposite side of an issue as important as this year’s state Senate race. Respectfully, we must say that we believe the Guardian‘s failure to endorse Carole Migden in that race was a colossal mistake — not unlike the decision to endorse Angela Alioto over Tom Ammiano and Matt Gonzalez for mayor in 2003.

Both Leno and Migden are good votes in Sacramento. But the simple reality is that Carole Migden has been there for the local left in ways that make her the only choice for progressives willing to take on the establishment. Certainly Migden has made herself vulnerable to political attacks. Her failure to retain a professional treasurer for her campaign finance filings was clearly an error of judgment. But for us, none of this outweighs her incredible record of achievement in Sacramento or her far more reliable support of progressive candidates and causes in San Francisco.

Guardian readers should by now be familiar with Migden’s long record in Sacramento: the California Clean Water Act, saving the Headwaters Forest, community choice aggregation (CCA), a series of domestic partnership laws that have established a viable alternative to marriage in California while setting the stage for extending marriage rights to same-sex couples, a remarkable package of foster care reforms, and cosmetics safety legislation.

But it is Migden’s role locally that makes her so important to San Francisco progressives. Migden is the only candidate in the race who has been there for progressives in difficult political battles. As candidates for the Democratic County Central Committee, we are grateful that the Guardian endorsed our entire slate. But we wonder if the Guardian considered the fact that the vast majority (indeed, almost unanimous) of Hope Slate candidates are Migden supporters, because they are the leading progressive candidates to retain a progressive majority on the Board of Supervisors in November. It is not coincidental.

Few politicians who have risen as high in the establishment food chain as Carole Migden have done so retaining a willingness to fight for the underdog. Guardian readers should be familiar with the litany: she supported Aaron Peskin and Jake McGoldrick in 2000; reached out to Chris Daly soon thereafter and stood strongly with him against subsequent challenges; never, ever supported Gavin Newsom; attended the Progressive Convention; and financed progressive campaigns from the Affordable Housing Bond to Muni reform.

Migden is a scrappy street fighter who helps other scrappy street fighters. As one of the very first queers and one of the first women to take political power at these levels, she had to be. No peace, no work

Workers, students, immigrants, and antiwar activists came together in historic fashion on May Day in San Francisco, but it was hard to tell from the next day’s mainstream media coverage, which adopted its usual cynical view of the growing movement to end the war in Iraq.

Sure, there were articles in newspapers from the San Francisco Chronicle to the New York Times about how the International Longshore and Warehouse Union shut down all 29 West Coast ports for the day, with far more than 10,000 workers defying both their employers and the national union leadership to skip work.

But each article missed the main point: this was the first time in American history that such a massive job action was called to protest a war.

“In this country, dock workers have never stopped work to stop a war,” Jack Heyman, the ILWU executive board member and Oakland Port worker who spearheaded the effort, told the Guardian.

The ILWU’s “No Peace, No Work” campaign and simultaneous worker-led shutdowns of the Iraqi ports of Umm Qasr and Khor Al Zubair are part of a broader effort, called US Labor Against the War, that labor scholars agree is something new to the political landscape of this country.

Steven Pitts, labor policy specialist at UC Berkeley’s Labor Center, told the Guardian the effort was significant: “It wasn’t simply a little crew of San Francisco radicals. It has a breadth that has spread out across the country.”

In fact, USLAW has about 200 union locals and affiliates with a detailed policy platform that calls for ending war funding, redirecting resources from the military to domestic needs, and boosting workers’ rights — including those of immigrants, who staged an afternoon march in San Francisco following the ILWU’s morning event.

Traditionally labor unions have been big supporters of US wars. But Pitts said the feelings of rank-and-file workers have always been more complex than the old “hard hats vs. hippies” stories from the Vietnam era might indicate.

Blue-collar workers have always been skeptical of war, Howard Zinn, a history professor and author of the seminal book A People’s History of the United States (HarperCollins, 1980), told the Guardian.

“Working people were against the [Vietnam] War in greater percentages than professionals,” Zinn told us, referring to polling data from the time. “There is always a tendency of organizations to be more conservative than their rank and file.”

This time, union members and the public as a whole have more aggressively pushed their opposition to the Iraq War, winning antiwar resolutions among the biggest unions in the country and in hundreds of US cities and counties.

“I think it’s a reflection of how far the nation as a whole has come in our anger at the continuation of this war,” Zinn told us.

The media coverage of the May Day event belittled its significance, noting that missing one day of work had little practical impact to the economy or war machine, while playing up comments by spokespeople for the Pacific Maritime Association and National Retail Federation that the strike was insignificant and perhaps more aimed at upcoming contract talks than the war.

Heyman wasn’t happy about that bias.

The strike “was totally for moral, political, and social reasons. It had nothing to do with the contract,” Heyman told us.

A big factor for the ILWU was the newfound solidarity between dock workers in the United States and those in Iraq, who were prohibited from organizing in 1987 by the Baathist regime, an edict that the US has continued to enforce.

The Iraqi dock workers issued a May Day statement that detailed the horrors of their situation: “Five years of invasion, war, and occupation have brought nothing but death, destruction, misery, and suffering to our people.”

In fact, the banner leading the ILWU procession down the Embarcadero and into Justin Herman Plaza in San Francisco read, “An injury to one is an injury to all.” That theme of solidarity — among all workers, American and Iraqi, legal and illegal — was laced through all the speeches of the day.

Joining labor leaders on the podium were antiwar movement stalwarts such as Cindy Sheehan, who is running an independent campaign to unseat Speaker of the House Nancy Pelosi, now a target of the movement for continuing to fund the war.

“Nancy Pelosi wants to give George [W.] Bush more money [for the Iraq War] than he even asked for,” Sheehan said, drawing a loud, sustained “boo!” from the crowd. At the afternoon rallies at Dolores Park and Civic Center Plaza, which focused on immigration issues, the war was also a big target, with signs such as “Stop the ICE raids, Stop the War,” and “Si se puede, the workers struggle has no borders.”

Even for protest-happy San Francisco, it was an unusually spirited May Day, with more than 1,000 people appearing at each of the four main rallies and two big marches. There were lots of smaller actions as well, including demonstrations at the ICE offices and Marine recruiting center, and activists from the Freedom From Oil Campaign disrupting a Commonwealth Club speech by General Motors CEO Rick Wagoner.

But it was the port shutdown that was unique. Annually the 29 West Coast ports process 368 million tons of goods, averaging more than 1 million tons a day moved by 15,000 registered ILWU workers and a number of other “casuals.” Eight percent of that comes in and out of Oakland, but West Coast trade affects business throughout the country — as many as 8 million other workers come in contact with some aspect of that trade.

Mike Zampa, spokesperson for APL — the eighth-largest container shipping company in the world, with ports in Oakland, Los Angeles, and Seattle — told us, “Over a long period of time a shutdown like this does have an impact on the US economy.”

More port shutdowns are possible, Heyman said. But he hopes the action inspires other workers and activists to increase the pressure for an end to the war.

“We are taking action to swing the pendulum back the other way,” Heyman told us during the march. “We are stopping work to stop the war.”

GREEN CITY Arguments about urban sprawl and the need to drastically improve transit services at the Transbay Terminal are driving plans for massive new skyscrapers in the SoMa District. Although the project is still in its initial phase, as many as seven towers — some higher than the Transamerica Pyramid — would surround the centerpiece Transbay Tower.

At an April 30 public hearing on the project at Golden Gate University, about 150 people, mostly developers and architects, voiced their opinions as they listened to the city’s updates on the proposal. For the most part, the business community audience wanted buildings as high as possible and felt that even the city’s most ambitious proposal, to build a Transbay Tower more than 1,200 feet high — almost twice the height of One Rincon Hill — was insufficient.

"I support raising the heights. By increasing density, we’re taking better care of our environment," Rincon Hill resident Jamie Whitaker told the room.

The original plan called for a 550-foot Transbay Tower, but the city wants to double its height to ensure sufficient funds for the Transit Center, the Caltrain extension, and other infrastructure improvements. The project’s environmental impact report will study three height options: 850, 1,000, and 1,200 feet. The addition of a couple of hundred feet would raise revenue from about $150 million to between $310 million and $410 million, according to the San Francisco Planning Department.

Although increasing the height of the planned office buildings will bring in more money for other improvements, the increased density comes with transit and quality of life costs. Some worry that the higher population will create an unlivable space.

"Mission Street is turning into a canyon," Jennifer Clary, president of the urban environmental group SF Tomorrow, told the Guardian. "Already there are virtually no parks in this side of the city. They’re creating a demand for more open space, but they’re not fulfilling it."

Although a new park will extend about 11 acres on the roof of the Transbay Terminal, some existing open spaces may be in jeopardy. If the Transbay Tower is higher than 1,000 feet, it will cast a shadow for part of the day over Justin Herman Plaza and possibly Portsmouth Square.

Even though Proposition K, which passed in 1984, states that new buildings cannot cast shadows on public parks, the city’s planning department has the ability to waive that rule. "The law says no new ‘significant’ shadows, so it’s really a judgment call and can be interpreted in a variety of ways," Joshua Switzky, project manager for the San Francisco Planning Department told the Guardian.

For example, the city allowed the Asian Art Museum, remodeled in 2003, to cast a small shadow over Civic Center Plaza. "Shadow impacts can be precisely calculated, and we’re working to mitigate the impact on parks," Switzky said.

In addition to thoughts on how to keep parks sunny, several ideas to ease congestion were introduced at the meeting, including changing one-way streets, restricting terminal access to public vehicles, installing more bike lanes, and increasing curb width.

According to a 2004 Planning Department study, 70 percent of downtown workers commute using public transit, 17 percent drive, and the rest walk or bike. Sufficient funding has yet to be secured to connect Caltrain tracks to the Transbay Terminal, instead of its present end at 4th and King streets. Either way, the planning department hopes to increase commuters using transit by 6 percent, according to the April 2008 Transit Center District Plan.

"Right now all we have is a huge skyscraper for a bus terminal, and it’s not clear if the city will invest the extra money from taller buildings to improve transit," Clary told us.

The planning department estimates it will need an additional $1.9 billion to connect Caltrain, and if it doesn’t reach that goal, SoMa may be inundated by even more cars since there will be no direct commute route from the Peninsula to the new Transbay Terminal offices. In November, California voters will decide on a $10 billion bond measure to create a high-speed rail line linking Los Angeles to San Francisco at the new Transbay Terminal, the centerpiece of the planned project.

The next public meeting will be held at Yerba Buena Center for the Arts on Thursday, May 8 at 5:30 p.m.

Newsom axes sunshine

EDITORIAL Shortly before he left on a trip to Israel last week, Mayor Gavin Newsom quietly vetoed a bill that would have greatly expanded public access to the workings of San Francisco government. The supervisors need to override that veto as quickly as possible.

The measure, by Sup. Ross Mirkarimi, seems so simple that it’s hard to imagine why it would be controversial. Mirkarimi wants the city to audiotape or videotape any meeting of any public agency at City Hall, and post that tape on the Web within 72 hours.

That would make it much easier for people following local government actions to see or hear the actual testimony and discussion at board and commission meetings, most of which take place during the day when people with jobs can’t attend. The Board of Supervisors meetings are televised, as are most board committee meetings, but dozens of other agencies meet regularly with few people attending and virtually no press coverage. And there’s no easy way to find out exactly what went on at those meetings.

Posting the recordings on the Web is part of a larger agenda promoted by sunshine advocates who want to see the city use easily available and inexpensive modern technology to promote open government (see Sunshine in the digital age, 3/12/08). Among their proposals: at the very least, post and stream the audio portion of all meetings on the Internet. Most meetings are already recorded anyway, and all the meeting rooms are equipped with recording gear. But those recordings aren’t easy to access. The only way to get a copy of the proceedings is to send $10 for a DVD and $1 for an audiotape to the city, then wait a week for your media to arrive in the mail. How hard could it be to put that material on the Web?

Sunshine activists want to go a lot further. They suggest, for example, that every document and e-mail created by a city employee be sent automatically to a public server where it can be viewed over the Internet. And if there was adequate wi-fi service at City Hall (there isn’t), bloggers could post video of the meetings themselves.

Mirkarimi’s bill didn’t go anywhere near that far. All he asked was that the meetings that take place in rooms equipped for audio or video taping be recorded and that the files be placed on the Web. The total cost was pegged at $131,000 per year, but the city’s cable-TV franchise deal would require Comcast to pay $55,000 for the necessary new equipment. So the final tab would be only $72,000 a year. That’s such a minuscule percentage of the city’s $5 billion budget that it fits into the category of what Mirkarimi calls "decimal dust."

And yet in an April 30 veto message, Newsom said he found the cost too high. "I would urge the Board of Supervisors to hold off on new spending initiatives" until the next budget cycle, he said.

That’s crazy. We recognize that money is tight, but Newsom has pushed all sorts of new programs and initiatives that cost more than $72,000. In fact, he spent almost twice that much ($139,700) gussying up his office back in January.

Four supervisors voted against Mirkarimi’s bill: Carmen Chu, Sean Elsbernd, Jake McGoldrick, and Michela Alioto-Pier, so Mirkarimi appears to have seven votes to override the veto. It will take one more — one more supervisor willing to stand up for open government — to make this program happen. It’s embarrassing to see neighborhood supervisors voting against sunshine.
