If Rasoi, a gently fading South Asian restaurant on the tumultuous Valencia corridor, had collapsed altogether in the face of last year’s Dosa challenge, shock would probably not have been the general reaction. Dosa (which opened last fall with a South Indian menu) was and remains the new wave, and its swirling, youthful crowds would not seem out of place at the entrance to a popular nightclub. Rasoi, on the other hand, was a homey ’90s relic: the dining room was a large, largely featureless box filled with dusty sunlight slanting through enormous mullioned windows looking west, with ceiling fans churning lazily overhead to keep the dust motes in motion. Being there was a little like sitting in a Wild West saloon that happened to smell of curry, and the restaurant’s virtues were a certain leisureliness and friendliness, along with modest prices for decent food in substantial portions.
Longevity, of course, is not really a virtue in restaurantland. (Nor, for that matter, in America generally, land of the new and improved.) Some places do endure and are duly honored for this achievement, but most fold with little or no fanfare, even after runs of a decade or more. Saigon Saigon, one of my favorite Vietnamese restaurants from the early 1990s and a Rasoi neighbor, recently went under with barely a gurgle. I would have forecast a similar outcome for Rasoi, except that the location somehow attracted the attention of Mohammed Aslam, a chef who’s cooked at the highly regarded Indian Oven in the Lower Haight. He thought he could breathe new life into Rasoi’s rasoi (“kitchen” in Hindi), and the place is now called Aslam’s Rasoi. And he has indeed breathed new — in fact, spectacular — life into the old horse. If you are looking for the best South Asian food on Valencia between 20th and 22nd streets, there is now a genuine horserace between Dosa and Aslam’s Rasoi, resplendent now not only with a north-tilting menu of considerable force and fire but with freshly sponge-painted walls, dramatic new cabernet-colored draperies, and refinished wood-plank floors.
Despite the competition, the two restaurants are not difficult to distinguish. The most obvious difference has to do with meatiness, and if you are interested in flesh, Aslam’s Rasoi is the place. The offerings here include a wide range of lamb, chicken, and seafood dishes, many of them prepared in the tandoor. In my experience, the tandoor isn’t quite the forum for prawns, though in Aslam’s version ($17) the shrimp do retain their soft, springy quality, growing neither rubbery nor mushy in the high heat. Also, they are assertively spiced: a leitmotif of the food generally.
A better tandoor choice might be boti kebab ($15), marinated lamb cubes roasted up to a rosy medium-rare and nearly as tender as beef sirloin. (Needless to say, the menu is devoid of beef.) And the lamb’s saucier relation, chicken tikka masala ($13) — chunks of boneless chicken breast roasted in the tandoor and then sautéed in a mildly spiced cream sauce with quartered tomatoes — is about as good as it gets and will have you scrambling for naan to mop up the last of the sauce. The bread selection, incidentally, is broad; there are a dozen options, including a savory onion kulcha ($3), a disk of naan sprinkled with onion and cilantro. But the plain naan ($2) serves quite nicely as an adjunct to one’s fingers.
If there is a weakness to the menu, it has to do with the appetizers, most of which are deep-fried. On the other hand, deep-fried food is satisfying, and it tends to appear quickly — important considerations for the hungry. Pakoras (basically vegetable fritters) are common in Indian/Pakistani restaurants; here the assortment ($6) includes florets of broccoli and cauliflower, along with rounds of batter-dipped eggplant that look like little pizza crusts. A more compelling variation, Bombay pakoras ($7), uses calamari instead of vegetables and a chickpea batter for a bit of extra crunch. And speaking of crunch: the flash-fried wafers of lentil flour called papadum ($2), none better!
Vegetables, fortunately, while accepting the batter-and-boiling-oil fate with grace, also respond enthusiastically to other treatments, and in these, subcontinental cuisine happens to be rich. While there is a certain greatest-hits quality to Aslam’s meatless choices, there is also a smattering of the less familiar, and all the dishes are made to the highest standard, with quality ingredients, careful preparation, and an enthusiasm for spicing that is perhaps the main reason so many people love this kind of food.
Among the less spicy of the vegetable preparations is dal saag ($9), an oblong platter of spinach cooked with lentils that tastes mainly, and appealingly, of spinach. The saag paneerist in our party found it acceptable but still yearned for saag paneer ($10) — spinach cooked with cubes of fresh white cheese and often (as here) charged with some real chili heat. Also quite lively was the chana masala ($8), spicy chickpeas stewed with tomato and onion. And while paneer tikka korma ($11) isn’t exactly a vegetable (it consists of chunks of cheese bathed in a mild yogurt-fenugreek sauce), Aslam’s will be acceptable to vegetarians, at least to those of the lacto sect.
As a general proposition, desserts at South Asian restaurants can be safely ignored. Aslam’s, though, has a pair of pretty good ones: a house-made cardamom ice cream called kulfi ($6), presented as a sliced roll, like a frozen banana; and a cardamom-and-saffron rice pudding (kheer, $4), creamy-rich and, by a nose, just sweet enough to qualify as a sweet. OPINION Every day a river of cars flows across the Bay Bridge into San Francisco, bringing workers, tourists, and visitors to the city. Nearly all run on petroleum fuels. Every day a staccato procession of planes lands at SFO, bringing tourists, conventioneers, and returning residents. All fly on petroleum fuels. Every day a phalanx of trucks delivers food to grocery stores, restaurants, and corner markets. All run on petroleum fuels. Every day roads are paved, potholes are filled, roofs are tarred, machinery is lubricated, and tires are replaced. All are done with petroleum-derived products. Every day hundreds of thousands of purchases take place, every one enabled by petroleum.
What will happen when the petroleum behind all these activities costs $100 a barrel? $200 a barrel? Or more? San Francisco’s viability as a major West Coast city is based on cheap petroleum. But the century of cheap petroleum is quickly coming to an end, and an era of expensive, scarce oil is dawning. Just as US production of oil peaked in 1970, production of oil from an increasing number of other countries has peaked as well. Currently, 33 of the top 48 major oil producers in the world are in irreversible decline, among them the United Kingdom, Norway, Mexico, and Indonesia. Within a few years — and indeed some claim it has already happened — global oil production will peak, then begin a protracted decline. The consequences are unthinkable. A world — and a city — built on cheap petroleum faces the largest challenge of modern times.
Nothing exists that can seamlessly replace petroleum. For transport, ethanol and biodiesel have been touted but both require tremendously higher levels of energy inputs for production compared to petroleum, and the competition with food production is already apparent with the rising price of corn in the Midwest. For other uses — lubrication, paving, plastics, pesticides, pharmaceuticals, cosmetics, paints, inks, solvents, detergents, rubber, and thousands more — no drop-in substitute is remotely ready. Alternate sources — such as the tar sands of Canada — produce in net only a half barrel of oil for every barrel of energy consumed. As petroleum production reaches its peak, every aspect of our lives will be profoundly impacted.
What can be done? First, it’s important to understand the phenomenon. Peak oil is not an oil company conspiracy, nor is it the result of OPEC’s actions — this is the result of a century and a half of ever-rising exploitation of a finite energy source. Second, we need to examine how we use energy in San Francisco to determine ways to either reduce consumption or find nonfossil alternatives to supply it. We need to examine our food supply — completely dependent on petroleum for planting, harvesting, processing, and transporting — along with city operations and residential, commercial, and transportation requirements to assess their vulnerability in an era of rising energy prices.
In April, San Francisco became the first major city in the United States to pass a peak-oil resolution, and on July 28 the San Francisco Local Agency Formation Commission held the first in a series of hearings on the issue of peak oil. Over the next year the commission will hold additional public hearings to educate and inform the citizenry of San Francisco on peak oil and will be launching a study to identify the possible responses we can take. Plouf Mussels 10 ways — need we say more? Plouf knows its turf, and that’s surf. Maykadeh Persian Cuisine is a great date restaurant, classy but not too pricey, and there are lots of veggie options both for appetizers and entrées. Michelangelo Cafe There’s always a line outside this quintessential North Beach restaurant, but it’s well worth the sidewalk time for Michelangelo’s excellent Italian, served in a bustling, family-style atmosphere. “What is the international camp language? It’s beating.” In an instant, a guide at the former concentration camp just outside of Mauthausen, Austria, transforms a group of high schoolers from giggly to terrified. From the looks of the parking lot, Mauthausen is like any other historical attraction. Sightseers roll up in enormous motor coaches, clutching digital cameras loaded only with fun-time Euro-vacation shots — until now.
There’s no narration in KZ, Rex Bloomfield’s layered doc about the Mauthausen camp’s post–World War II transformation into an exceedingly unsettling tourist destination. (KZ is short for the German word Konzentrationslager, or concentration camp.) The film is largely composed of interviews with visitors, guides (“I’ve been taking antidepressants for years,” one remarks woefully), and Mauthausen residents — many too young to remember the camp’s horrors and some too old to realize that Hitler Youth nostalgia isn’t something most folks would want caught on tape. The disconnect between town and camp, past and present, can be breathtaking. “McDonald’s” and “Mauthausen” are painted on the same billboard; a young couple shrug off the fact that their comfy home once belonged to an SS officer; and the local tavern features lederhosen, suds, and a folkie strummer whose sunny lyrics praise “the cider tavern up by the KZ.”
Though Bloomfield doesn’t shape his film with archival footage, talking-head academics, or voice-overs, the way KZ is edited makes it pretty clear he’s just as stunned as we are by the juxtapositions his film uncovers. An elderly Mauthausener remarks that during the war she wasn’t sure what was going on in the camp, just that it was “nothing good”; moments later the camera cuts to a group nervously shuffling into the KZ’s gas chamber, where they hear incredibly graphic descriptions of deaths that happened where they now stand.
For its San Francisco Jewish Film Festival engagement, KZ screens with the short The Holocaust Tourist: Whatever Happened to Never Again?, which examines the off-kilter rebirth of Jewish culture (think faux-Hebrew signage and “Jewish-style” restaurants that serve pork) in Krakow, Poland, owing to the popularity of Schindler’s List. What visitors to Mauthausen or Krakow (the closest big city to Auschwitz) actually get out of their experiences is unclear; some seem deeply moved, while others are simply checking off another stop on, say, their “Highlights of Poland” itinerary. As both films point out, being a tourist is perhaps all most people can — or should — be in places where such evil still lingers.
Meanwhile, in Tel Aviv, Israel, folks with zero interest in confronting horror head-on can’t avoid it when a suicide bomber targets their hangout, a laid-back watering hole called Mike’s Place. Amazingly, filming for the documentary Blues by the Beach — intended as a feel-good look at “real life in Israel” beyond headline-grabbing violence — had begun before the April 2003 attack. After the project’s primary catalyst, American producer Jack Baxter, was seriously injured in the blast, Joshua Faudem (an Israeli American with a filmmaking background who happened to be a Mike’s Place bartender) carried on with help from his then-girlfriend, Pavla Fleischer, also a filmmaker.
Despite this stunning chain of coincidences, Blues by the Beach unfortunately suffers from lack of focus, shifting from Baxter’s search for a doc subject to Mike’s Place to Faudem’s failing relationship with Fleischer. Though the filmmakers’ post-traumatic stress is well earned, it can get tedious. Far more inspiring is the resilience of Mike’s Place itself. Visit the bar’s Web site (www. mikesplacebars.com) for a striking illustration of how recent tragedy offers just as much opportunity for off-the-wall juxtaposition as anything left over from World War II: a page memorializing the victims of the bombing and another page proudly displaying pics from the bar’s annual “Pimp-n-Ho” costume bash. CHEAP EATS After three or four days of sleeping under stars, swimming in rivers, and staring into the fire, I have nothing in me but poetry — so don’t bother looking for any restaurants in this restaurant review.
Here’s one I caught while my brother and friends were fishing for fish. Let’s call it “Water Bug Poem.”
On the American River, in it, up to my gut, watching water bugs. Who said that corn and cows were beautiful to the extent that they were what they were? Water bugs disprove you, existing more fully in their river bottom shadows, perfect circle feet on slapstick-figure bodies, skitting over rocks, mud, rocks. Every now and then a dead one floats by and what’s the difference, under water? I don’t care where, I’ll say it again, in bubbles: You’re beautiful. I have a big straw hat and sunscreen, stand alone, shriveled and shivering, no longer feeling my big white feet beneath me. You know how it is? When all you can do to be warm is piss yourself.
That’s a poem, even though it might not look like one and has urine in it. Come to think of it, damn me, there was a psychiatrist on this camping trip with us, and I forgot to ask her why a chicken farmer in his or her forties would still be fascinated by scatology. Of course she was pretty much stoned the whole time almost, I think, so I don’t know how professional an opinion it would have been.
One e-mailer wonders if I secretly hate my readers. I don’t think so, but I’m willing to wonder anything in the world or even sometimes just outside of it. So…
No, I really don’t think so. Or if I do secretly hate my readers, I secretly love them too, so the two you would think would cancel each other out, right, rather than make me shit on their heads every week in July, year after year? My own uneducated guess, dear reader, is that if there is any secret hatred behind all this, it’s not about you. It’s between me and me — and I promise to try to work that out in therapy next week. Because your point is well-taken: “Life is hard enough on a bad day without getting besieged with the contents of [my] intestines.”
Another possibility is that “shit happens,” and maybe I personally have managed to make my peace with that fact. But that doesn’t mean I have to rub it in everyone else’s face. I could very easily flush, light a match, open a window, exit stage left in a cloud of shame and sheepishness, and find something more universally entertaining to be proud about in print.
Like pee! Just kidding. Farts? Farts are funny to everyone, right? And they always were and always will be? Right? Can we compromise and have a Toot-Toot Pride Month?
I’m still kidding. Sorry. And I do have another poem to tell you. Call it, um, “Someone in the Kitchen,” because someone’s been in mine. Can you tell?
I succeeded in not thinking about you sometimes, actually, in the mountains. Then, winding home on the nearly no-lane road, I started seeing blackberries. Already itchy and pinched, I pulled over and started picking, easily overflowing a tin bowl and cup before it hit me: Dude, you have my pie pan. I want it back.
That there is a true-story poem, and I ate all those blackberries before I got out to the main road, for the record. It’s that black teeth time of year again for me, hooray! Almost drove off the road several times, smiling at myself in the rearview mirror, for kicks. It would have been a very scenic death at least.
Well, once you get to 80 West, you have to drive past Ikeda’s twice, once just outside of Auburn and then again just inside of Davis. I made it past the first but could not resist the second, partly because I needed gas and to pee real bad anyway.
Take the Mace Boulevard exit. And never mind all the produce and other stuff. I think the Auburn one even has burgers. But the important thing about Ikeda’s, if you don’t already know, is the pie. They make the best homemade pies that weren’t made by anyone you know (because someone has his or her pie pan, ahem).
I found a day-old mini peach one for half price ($3.00). It’s like 6 inches across by 2 1/2 inches deep, which is a lot of wonderfulness for, say, two people, or one person twice, if you’re me.
But it’s not a restaurant. SFBG

Time’s arrow flies in only one direction, pace Martin Amis and Captain Kirk, and with this verity in mind we should probably be more careful than we are about distinguishing between a progression and actual progress. The former is inevitable and constant, the ticks and tocks of the clock; the latter is neither. “The world does not only get worse,” says the mordant narrator of John Updike’s 1997 novel Toward the End of Time — but it often does, and it often does so under the thrilling guise of progress.
If you go out to eat with any frequency in the city, you will understand what I am talking about here. There isn’t much new about the mindless celebration of newness, but there does appear to be a definite tonal shift in newer restaurants now, away from graciousness and enveloping warmth and toward harder surfaces, louder music, more noise, and an overall severeness of look that owes, perhaps, too large a debt to loft design.
If places like Hayes Street Grill and Restaurant LuLu opened today, we might well wonder whether either of them would get off the ground. In the Age of the iPod, both are dramatically short on glitz. Hayes Street Grill (opened by Pat Unterman in 1979 and still run by her) is a faithful reinterpretation of such old-line seafood houses as Tadich Grill and Sam’s; there is a lot of wood and brass, and a wealth of booths and half walls that suggest a friendly maze. LuLu meanwhile (opened by Reed Hearon in 1993), despite being located in an old building in what was once a warehouse district, has something of the feel of an amphitheater; the main dining room is a huge open space with a sunken floor. There is also the bewitching scent of smoke from the wood-burning oven, which glows and flickers in plain sight at the rear of the room, as if in the great hall of some medieval king. Both restaurants offer highly professional, practiced service and food of unfussy elegance that is one of the central and best characteristics of the local style. Both are easy places to have conversations in.
Progress beyond these discreetly exalted points, in other words — those points being among the main reasons we have restaurants in the first place — might not be progress at all, although it is a little late in the day to be sounding this cautionary note. At the same time, the state of exaltedness must not be taken for granted, lest staleness set in. Age can bring refinement and confidence or a plague of debilitations on the downward road to closure. It is no small tribute to say of this pair of contemporary San Francisco institutions that they have never been better.
Of the two, Hayes Street Grill would seem to have enjoyed the less bumpy passage, for it has remained in the hands of its founder for more than a quarter century, and its basic scheme — of grilled fish with a choice of sauce, along with french fries — remains at the heart of the menu. The bill of fare dwells more now on the provenance of the seafood (Pacific swordfish, for instance, is taken “long-line, circle hook” — this is reassuring), but the Sichuan peanut sauce is still peppery-rich and a nice match to the mild white flesh of the California sea bass ($22.75). A voluptuous shrimp-avocado louie ($16.50), with Mariquita beets, features prawns from Morro Bay, while a plate of pan-fried Hama Hama oysters ($16.75), with coleslaw, tartar sauce, and fries, reminds us that (1) oysters are pretty good cooked as well as raw and (2) HSG’s fries remain competitive with the best. They are somewhat thicker than matchsticks, but this means they retain heat better, and they achieve the ideal balance between crisp and tender. Of course they also go well with the cheeseburger ($13.50), a straightforward presentation of Niman Ranch ground beef and Grafton cheddar on a bun, without distracting frou-frou beyond the fries.
At LuLu, the agent of ubiquity is not the french fry but the wood-burning oven, whose smoky perfume casts a spell of enchantment even in the middle of the day. You find yourself thinking of the mountains, winter, a horse-drawn sleigh, mulled wine. Or: pizza, which has been a LuLu specialty from the beginning and through the large changes in the kitchen — the handoff from Hearon to Jody Denton in 1995, and from Denton to Jared Doob in 2003. If most of us probably don’t associate pizza with brunch, it might be because we’ve never had LuLu’s egg pizza ($16.50), a kind of deconstructed omelet, of caramelized onion, parmesan cheese, pancetta — and of course a whole egg, over-easy-ish — on a thin crust. It doesn’t sound like it would work, but it does. Also sounding unworkable, but working, is the venerable, if less brunchy, calamari pizza ($17.25), the slices of squid glisteningly tender and accompanied by a scattering of arugula leaves, chili flakes, and aioli. Simple, potent, proven.
One of the pleasures of brunch is archaeological: examining certain sorts of jumbled dishes, such as oven-baked eggs ($13.50), for leftovers from the day or two before. We found shreds of duck confit in one batch (with spinach and braised spring onion), but the next week it was roast pork — could this have been left over from sandwich production? Doesn’t seem likely, for the roast-pork sandwich ($11.95) is a colossus, with mozzarella, romesco, and baby spinach on a raft of pillow-soft red-onion focaccia. Our progress through it was slow but determined and, in the end, satisfactory. SFBG

West with the sun

Middle East–ward the course of empire takes its way these days — a sorrowful and futile operation that does at least confer onto some of us the benefit of being able to look the other way without feeling quite the same pangs of dread. At the edge of the city, the rays of the westering sun glint on the churning waters of the Pacific, most eminent of gray eminences, and if the Pacific has now become mare nostrum, as strongly implied by the president’s recent creation of a “national monument” along a sprinkling of lonely islands halfway to Japan, it also seems quite … pacific, at least as considered through the soaring windows of the refurbished and expanded Cliff House by people who have decided to enjoy the view and their dinner and forget about the wacky North Koreans and their missiles for a while.
The Cliff House has stood since the Civil War at what is, more or less, the city’s westernmost point, a rocky promontory wearing slippers of sea foam. The building has been rebuilt and tinkered with several times over the years, but the most recent redo (completed in 2004) is perhaps the most aesthetically radical; its major feature is the Sutro Wing, an addition to the north side of the original building and the home of Sutro’s, grandest of the Cliff House’s restaurants. The most striking physical aspect of Sutro’s is its vertical spaciousness, the multistory vault of air that opens over the dining room floor. There are also shiplike railings and other maritime details, while the room’s western and northern walls consist largely of glass, lightly clad with louvered blinds that can be adjusted to manage the sunlight. For there are those magical moments, yes, when the fog remains offshore, a line at the horizon like a threatening but for the moment thwarted army, and the summer sun actually shines at the coast, long into evening.
Opinion divided at our table (in the dining room’s northwest corner and commanding vistas in two directions) as to whether the basic look was more Miami or Malibu. I thought the latter, but my sense might have been affected by glancing at chef Patrick Clark’s menu, which is a California-cuisine document (“California coastal” seems to be the house term) in both its around-the-world-in-80-days mélange of influences and its emphasis on local, seasonal, organic, and sustainable ingredients, the now-familiar mantra that until recently wasn’t much chanted at the Cliff House.
The latter makes the place worthy of serious consideration by locals, while the former is a kind of culinary broadband for tourists, the offering of a little something for every taste. How about Southern? Clark sets out a fine gumbo ($10.75), a thick, smoky-brown broth studded with bits of full-throated andouille sausage and lapping a lone Dungeness crab fritter that resembles a giant gold nugget. For those not in a bayou mood, there is a decent papaya-shrimp salad ($11.75) or perhaps a plate of falafel ($18.75) with warm pita triangles, tahini sauce, and tzatziki (with cucumber chunks instead of the more usual gratings). I love falafel, but it can get pretty ordinary, indifferent preparation resulting in hardened projectiles suitable for loading into muskets. Clark’s falafel, on the other hand, is a world removed from musketry, consisting of a set of delicately crusted spheres that seem light enough to float into the ether overhead.
Back on planet Earth, a kurobuta pork shank ($26.75) struck me as caveman food: a fist-size club of bone and glazed meat — magnificently tender, it must be said, if enough to satisfy two consequential appetites — served with shreds of braised cabbage, applesauce, and a lovely squash risotto. A soup of asparagus and corn ($8.50), elegantly puréed and drizzled with chili oil, was like the passing of the seasonal torch from spring to summer and clearly a pitch to local sensibility, which possibly was stunned by the giant porcine shank. And one of Clark’s most successful cross-cultural innovations must be his Thai-style bouillabaisse ($26.95), a collection of clams, scallops, large prawns, and large pieces of Dungeness crab still in the shell — all this looks like a seafood junkyard — swimming in a coconut–red curry broth that replaces, rather spectacularly, the traditional fumet (an herb- and saffron-infused seafood stock) and provides a blast of chili heat one does not typically associate with tourist spots.
Given the scale of the portions — of course I am thinking of the lethal-weapon shank, but nothing else is small either, just as at Starbucks the smallest size is “medium” — dessert is for the hardy few. I did enjoy my stolen samples of banana cheesecake ($9), though the roasted banana was tough. Aficionados of postprandial liqueurs, on the other hand, won’t be disappointed; the wealth of possibilities here includes the usual cognacs and ports but also several Armagnacs, beginning with an entry-level pour at an affordable $9. The cordial was of a caramel color deeper than the typical cognac’s and of a surprising, rustic fieriness reminiscent of, but distinct from, that of Calvados.
I do have a few complaints. The sun, if any, can be nearly blinding at certain times of the day. The noise level is at the high end of acceptable, in part because of a live jazz quartet that sometimes plays in the lounge on the mezzanine. And the service, while friendly and knowledgeable, can be a little sluggish if the restaurant is full, as it often seems to be. Tourists or locals? Both, no doubt. SFBG

The quality, consistency, and creativity of cocktails in San Francisco (and of the bartenders who mix them) has been improving by leaps and bounds over the past couple of years, unbeknownst to people who actually go to restaurants to eat. When I sit down at a bar and ask for a menu, the last thing I expect to see on it is food. Drinking is the new eating.
Our expectations increase along with the caliber of our cocktails, and we demand that our mixologists do more work than a performing chef at Benihana, twisting, infusing, and muddling fresh and trendy ingredients into our drinks. My assignment was to investigate the latest in liquor-slinging calisthenics and hunt down the most exotic cocktail ingredients in the city. It’s dangerous work, but I was up for it.
My first stop was the Redwood Room (495 Geary, SF. 415-775-4700, www.clifthotel.com). The drinks on the menu revolve around house-made simple syrups infused with floral flavors like lavender, elderflower, and hibiscus. And though simple syrups are the salad dressings of cocktails, it’s not fair to expect bartenders to defoliate the floral arrangements every time I’m thirsty. (I think I just came up with a great new idea for a theme bar!) I purchased an Elderflower Collins made with syrup, gin, and muddled blackberries and raspberries and topped with soda water that nullified most of the flavor in the drink. So I recommend one of the other cocktails instead. I mentioned the nature of my quest to the lovely bartender, who asked if I’d noticed all the pomegranate drinks on bar menus lately. Pomegranate? Let me just grab my iPod and I’ll meet you down at the Ultra Lounge for pomegranate cosmopolitans because it’s obviously still 2005.
No, baby, this is the Summer of ’Six and all the cool kids are cuckoo for yuzu.
I popped over to Ponzu (401 Taylor, SF. 415-775-7979, www.ponzurestaurant.com), where they have two(!) yuzu cocktails on the menu. The Sultana, made with yuzu juice (it’s a Japanese fruit), vanilla vodka, and mint, is surprisingly together. The excessive sweetness of vanilla is cut short by the tart yuzu and cooled by the mint that floats on the top of the drink (and then gets stuck in your teeth). But the aptly named Yuzu has caused me to reconsider my pledge to give up vodka (the new schnapps). It’s got vanilla vodka along with yuzu and ginger juices, served up. The interplay of the vanilla with the two juices is so interesting and well balanced that you’ll be too busy thinking about the magic happening in your mouth to mind that you’re drinking it out of one of Ponzu’s aluminum martini glasses. (For real.)
The Lobby Bar at the St. Regis Hotel (125 Third St., SF. 415-284-4000, www.stregis.com) is a post-2000, sleek, grand room (ultra-lobby?) where you can still get a seat because the XYZ crowd hasn’t discovered it yet. The yuzu lemon drop doesn’t sound good at all, but I’m starting to think this fruit can fix anything. It’s made with vodka, Cointreau, sugar, and yuzu juice and is served in a martini glass with a sugared rim. Everything is wrong with that sentence except for “yuzu” and “glass.” Sugar rims are the fake boobs of cocktails, but it still turned out great. Go yuzu! Also on the menu are a margarita with yuzu, a kaffir lime gimlet (the new martini), and a blood orange cocktail. Also note: The bar snacks rock.
Over at Cortez (550 Geary, SF. 415-292-6360, www.cortezrestaurant.com), the soon-to-be rotated seasonal drink menu boasts two elderflower cocktails. I ordered the Elderflower No. 10, made with elderflower syrup, Tanqueray No. 10 gin, lemon juice, and orange bitters, the last of which gives this drink a surprising level of complexity. Superb. At Rye (688 Geary, SF. 415-786-7803), the most exotic ingredients used are blackberries and cucumbers (the new strawberries), which just aren’t freaky enough for the purposes of this safari, although they do make a mean basil gimlet.
After waking the next day reeking of elderflower and ginger, I changed my shirt and hit Aziza (5800 Geary, SF. 415-752-3056, www.aziza-sf.com), the Moroccan restaurant on Geary at 22nd Avenue. Aziza uses überdramatic cocktail ingredients like smoked almonds, kumquats, thyme, and nutmeg. I started with the tarragon caipirinha, which has cardamom pods muddled into the drink along with the eponymous ingredient. Then I tried the rhubarb one with strawberry, wild fennel, and vodka, and followed it with the celery one muddled with vanilla vodka and dusted with crushed peppercorns. All three drinks were too sweet for my taste (probably to match the sweet and savory flavors in the food), and it appears the rest of the menu is too. The rhubarb was my favorite of the three, as the plant gave the drink a creamy, clean texture. The pepper atop the celery was another nice touch (and I’m seeing this done with watermelon cocktails at other venues), but overall the unique ingredients used in the cocktails seem more fancy than functional.
At Solstice (2801 California, SF. 415-359-1222, www.solsticelounge.com), most of the drinks involve the latest standard fresh ingredients, like raspberries, pomegranate, ginger, and lychee, made into preprepared purees, juices, and flavored syrups. (I’m sure it saves time muddling.) One drink uses fresh lemongrass (the new basil), but I went with the Sol Provider, made with vodka, maraschino liqueur (the new triple sec), and ginger, muddled with cucumber and mint. It was a fresh, crisp cocktail that didn’t need as much syrup as was used, but invites exploration of the rest of the drink menu.
After stopping into a few other venues not worth mentioning except that they all served basil or cilantro gimlets, I hit the Mission’s Bissap Baobab (2323 Mission, SF. 415-826-9297, www.bissapbaobab.com), which uses fresh house-made hibiscus, tamarind, and ginger juice in its specialty drinks. I started with the Salaan, a tamarind margarita that’s one of three on the menu. It was deliciously different and avoided the usual margarita maladies — too sweet or too salty. The Sedeem uses all three juices along with white rum and tastes like a rum punch, except it’s a smooth and interesting drink instead of the usual headache-inducing Kool-Aid. Baobab also features rums infused with coconut, pear, pineapple, and other flavors, served on the rocks. Everything here tastes like summer.
From there I walked over to Noe Valley’s Fresca (3945 24th St., SF. 415-695-0549, www.frescasf.com). All three outlets of this Peruvian restaurant use the same drink menu, which highlights eight variations of the pisco sour (the new caipirinha), as well as pisco sangria and the old caipirinha. Fresca no longer offers the chirimoya colada that’s still on the menu, because it can’t acquire any more of the chirimoya fruit. How’s that for exotic? The Cojita is a mojito made with coca leaf–infused rum that imparts only a subtle dried-leaf flavor to the drink. It was tastier for its innate mojito qualities than for the added flavor of the coca leaves. Maybe it needed more of them. The chicha sour is a pisco sour with added chicha morada, a sweet dark purple juice with a hint of clove made from boiled purple corn in Fresca’s kitchen. It was also a solid and well-mixed drink (frothy egg white cocktails, we don’t have enough of), but very straightforward. These might make better sense accompanying a spicy meal here than on their own. If you’re into the whole eating thing.
At this point, I’d overspent my drink stipend and had to end my adventure. I’d skipped the bars already well known for their creative specialty cocktails (Orbit Room, Frisson, Absinthe — all tropical drink bars) because they’re too easy, and my quest for exotic cocktails would have been less like a hunting safari and more like shooting zoo animals. This still leaves plenty of unexplored bars with “in”-gredients like lemongrass, balsamic vinegar (the new Worcestershire), and cayenne pepper on their drink menus. Hunting them down is left as an exercise for the adventurous drinker. SFBG

Get thee to a naanery

Polk is a many splendored strasse, with lower lows and higher highs, socioeconomically speaking, than practically any other road in town, with the possible exception of Market Street. Below California, there is still an agreeable crunch of urban grit under your feet, you still see the occasional boy hustler, and the restaurants tend toward the ethnic and cheap but this neighborhood is the western edge of the Tenderloin, after all.

Above Broadway we are in chi-chi-land, cheek to cheek with some of the town’s swellest swells (but what cheeks do I mean?) and gazing upon the menu cards of such redoubts of swankery as La Folie and Le Petit Robert. Is this, then, a bipolar story, a tale of haves and have-nots or -littles, grit and glamour, worlds apart? Have I forgotten the stretch of Polk north of California and south of Broadway, the transition zone? I have not.

It is on this very stretch of street, in fact, that we find Indian Aroma, a nicely middle-class South Asian restaurant in a middle-classy neighborhood in a city whose middle class seems to be disappearing in our drive for third worldstyle stratification of wealth and status: a handful of chubby-cheeked plutocrats and masses of the disenfranchised. The place is far from a dive, with handsomely set tables, a paint scheme of sponged ochres and umbers, a huge round mirror mounted in one wall like a giant’s monocle, a nonperfunctory wine list (including several selections by the glass), and professional table service. On the other hand, it’s not particularly pricey (most main dishes are within a tick or two of $10), it’s easy to glide into, and there is the all-you-can-eat lunch buffet at $8.99, not the cheapest buffet of its kind in town, but pretty reasonable all the same and with better-than-average food.

Indian Aroma is a reincarnation of sorts of Scenic India, which, until it closed three years ago owing to loss of lease, was one of the better Indian restaurants on the Valencia Street corridor and held a strategic location near the corner of 16th Street. The new location can’t match the old for hipster-central cachet, but it does have its charms, mainly of variety: The Civic Center and Tenderloin are within walking distance, as are the hillier, tonier precincts of Nob and Russian Hills and the human parade a block west, along Van Ness.

There is also the stabilizing presence of owner and head chef Tahir Khan, whose Bangladeshi-influenced cooking features spices ground and blended in-house hence the Indian aroma, which wafts onto the street and helps drifting pedestrians distinguish between the restaurant and the Christian Science Reading Room next door halal meats, and for those averse to meat (halal or otherwise), a wide variety of meatless choices.

Khan’s kitchen does a decent job with flesh there is a good lamb curry ($8.95), with cubes of boneless (and reasonably tender) meat in a tomato-based sauce, and a nice, slightly sweet version of shrimp bhuna ($12.95), large prawns sautéed in a stir-fried spice mixture with tomatoes, ginger, and garlic but really, if the only nonvegetarian items on offer were of chicken, you wouldn’t complain. Chicken is possibly the meat most compatible with, even in need of, strong spicing, and the tandoori chicken ($8.95 for a half bird) is marvelous, tangy-tender with an edge of char, while the chicken tikka masala ($10.95) met with the enthusiastic approval of the CTM aficionado, who spent several minutes wiping up the remnant gravy with shreds of cooling naan. Even the plain chicken tikka ($10.95) chunks of boneless, marinated meat cooked on skewers in the tandoor met the highest standards of moistness and tastiness despite an absence of sauce.

The vegetable dishes too are solid, if stolid, citizens. Spinach, the bane of many a childhood but a cherished source of antioxidants for adults, appears in two guises: cooked simply with tomatoes and a curry blend (saag bhaji, $5.95) and with chunks of white cheese instead of tomatoes (saag paneer, $6.95). Mutter paneer includes cubes of the same fresh white cheese but replaces the spinach with peas for a touch of sweetness that nicely smooths the edge of the curry sauce, while chana masala ($5.95) lets chickpeas be chickpeas, with gentle spicing that bolsters rather than competes with the beans’ naturally nutty flavor.

Many of these dishes turn up at the lunch buffet, along with a mild, though dramatically yellow, mulligatawny soup (a close relative of dal, the famous Indian lentil stew) the presence of turmeric was strongly suspected and fabulous pappadum, the wrinkly, crackery disks of flash-fried lentil flour still carrying a slight sheen of oil. Lunch also includes pakora, the fritters of shredded vegetables, though like forensic examiners studying the evidence of an especially baffling murder, we were unable to establish which.

The naan, of course, is splendidly pillowy and warm. At lunch it’s free and abundant so go then if you’re hooked but even at dinner, when you have to pay by the piece, you get a disk the size of a medium pizza for just $1.50. Adherents to a variety-is-the-spice-of-life philosophy might opt instead for the puri ($1.50), a naanlike round of dough that’s puffy, golden, and slightly crisp from a turn in the deep fryer rather than the oven; like its distant relation langos (the fried bread of Hungary), it resembles a pizza crust made of pastry. Kookez looks like a name from The Epic of Gilgamesh, or perhaps the name of some lost city in ancient Persia near Shiraz? but really it’s a kind of phonetic or spoof spelling. Hint: Resist the urge, almost irresistible in this city, to see the word kook; remember that we deal in food and restaurants here and visualize … cookies! (No, not whirled peas.) For Kookez Café is, indeed, in part about cookies; they are the pride of founder, owner, and baker Lynn Marie Presley, and a selection of them, along with other tempting baked goods, is on display in a glass case just inside the entryway.

But Kookez is about more than cookies. It is the successor to the long-running and successful Miss Millie’s (recently decamped to the East Bay) and accordingly has inherited the pole position in Noe Valley’s busy weekend brunch derby. It is also a cozy evening spot, serving "coast to coast" American comfort-food dishes many with a decidedly Southern accent in as appealingly old-fashioned a setting as you’re likely to find around town. The look is that of some venerable, family-run café on a narrow lane in Paris or London: lots of warm wood, yellowish wall lamps, snug booths, and a small garden in the rear whose charms are, thus far in this indescribably dreary spring, hypothetical. Those with long memories will recall that the space, before becoming Miss Millie’s, belonged to a coffeehouse named Meat Market, which took its name from the butcher shop that once occupied the premises.

An overhead rail for hanging split carcasses is still mounted from the ceiling just in front of the small exhibition kitchen, where the chef, Amir, goes about his business. When Miss Millie’s opened, in the mid-1990s, the original menu was vegetarian, and the rail was left in place as an ironic reminder, a kind of memento mori for meat eaters, or maybe nonmeat eaters. But Miss Millie’s later expanded beyond meatless offerings as the neighborhood changed, and as Kookez picks up the baton, the neighborhood continues to change.

Noe Valley is known as the city’s "baby belt," and really you can’t go a block without encountering a baby stroller, a nanny, a pack of tots, or a young father carrying an infant in some kind of chest sling. The Kookez brain trust is on the case; in addition to the cookies, the restaurant offers a kids’ menu (cupcakes included), the waitstaff seems unfazed by strollers zooming to and fro inside, and the cards of fare are laminated. I understand the precautionary nature of taking this last step, since children do have a way of spilling, scattering, smearing, and otherwise making messes with their food. At the same time, the menu card entombed in plastic does summon for some of us the ghosts of forgettable meals in chain restaurants near freeways at the outskirts of cookie-cutter cities in the heart of the heart of the country.

For the most part, Kookez pulls off its Comfort Food Nation conceit pretty nicely. The familiar stuff is the best: a bowl of New England clam chowder weighted with potatoes and bacon and heady with black pepper ($4.95); a chicken pot pie ($10.95) with a lovely golden pastry crust and a pea-rich stuffing; an excellent hamburger ($8.50), subtly swabbed with chipotle aioli and served with a stack of garlicky home fries in need of but a sprinkle of salt to come to attention; an herb-roasted half chicken ($12.50), tender and moist and plated with garlic mashed potatoes (under- and perhaps unsalted) and sautéed zucchini.

The chilled tomato tower ($7.75) basically a napoleon, layers of red and gold tomato slices buffered by disks of mozzarella and seasoned with basil and balsamic vinegar would be a lovely dish in summer, when the tomatoes are soft, juicy, and deeply flavored. At the end of winter, one tastes mainly the chill. The mango quesadilla ($7.50) is a worthy attempt to dress up a possibly overfamiliar friend; the decorations include a nippy blend of jack and brie cheeses, the aforementioned mango, and slices of strawberry on top. The strawberry slices looked a little forlorn on the golden half disk, as if the door to a party had been shut in their faces and they were left to pace around outside. At the same time, their presence did suggest not just seasonality but the possibility of some clever innovation: How about pureeing them with some garlic, cilantro, cayenne, and lime juice into a kind of spring salsa?

One of the best of the Southern-inflected dishes is the bayou butter-BQ dippin’ shrimp ($21.50), eight or nine big sautéed prawns accompanied by three lengths of grilled fresh okra a surprisingly appealing bit of exotica and not one but two dipping sauces: a peppery bourbon-butter number and a fruity-sharp jam of ginger and chilis that’s reminiscent of something you might be served with pot stickers. I would say this dish is well worth its sticker price, while noting that the sticker price is slightly lofty for a neighborhood joint. And it isn’t alone in being on the high side of $20; two other dishes also wander above the tree line, while several more are in the upper teens. But … this is the new Noe Valley, the Beverly Hills of the Googleocracy.

This can be a depressing line of contemplation, and a ready antidote is the infantile pleasure of dessert: a slice of rich amaretto cheesecake ($7.95), say, with blood orange sorbet. Or just a cookie maybe chocolate chip ($1.50) if you’re not nuts about such a rich finish. SFBG

A strong small-business agenda

EDITORIAL You read the academic journals these days, or peruse economic-development Web sites, and everyone seems to be talking about sustainable urban economics. It’s as if the mantra that was first put forward by Jane Jacobs, David Morris, and a few others a quarter century ago is very much in the mainstream today: Cities function best with diverse economies dominated by locally owned businesses, with money circuutf8g within the community. Cutting-edge restaurants talk about serving locally grown food. Beverage savants want local beer and wine. Just about everyone — including the mayor and the San Francisco Chamber of Commerce — wants to participate in a program called Shop Local.

It’s a wonderful, encouraging trend — but if it’s going to make any real difference in this city, it has to become a lot more than lip service. Consider: Just as Mayor Newsom was proudly signing on to a Shop San Francisco program, the mayor and the supervisors were busy approving plans to allow Home Depot — an anticompetitive out-of-town corporation that destroys local small business and undermines the entire concept of a strong local economy — to build a giant store on Bayshore Boulevard.

 It’s taken legal action by Sue Hestor and the neighborhood leaders to derail (for now) the mayor’s plans to build high-end condos all over the eastern neighborhoods — threatening hundreds of locally owned businesses.

Downtown business leaders and the groups they fund still push for policies that hurt most of the businesses in the city — and too many small-business people still go along.

Here’s the reality: Supporting small businesses — and moving San Francisco toward a sustainable economy — requires a lot more than a slogan. The people who are behind the Shop Local movement know that. They’re promoting a wide range of national and local policies designed to change not only attitudes but the direction of public policy.

San Francisco, a progressive city known for its wonderful, lively, unique neighborhoods, ought to be a national leader in the battle. But others (Philadelphia, for example) are moving way ahead. This city is still stuck in an ancient (and regressive) economic mind-set.

There are a number of key things the city can do to turn that around and become a truly small-businessfriendly place — and most of them go far beyond public-relations efforts and cutting through red tape. The basic approach to policy needs to change; here are a few ways to start:

 Stop allowing big chains to come into town. That’s not exactly rocket science, and it isn’t so hard either: Hayes Valley and North Beach both have "formula retail" laws that restrict the chains, and there’s talk of doing the same in Potrero Hill. But why does this have to be fought block by block? Why not a citywide ordinance that protects every neighborhood commercial district — and, more important, keeps the life-sucking big-box giants away from the city altogether?

 Make small, locally owned businesses part of the planning process. The city’s own (limited) studies have made clear that the type of development the mayor and the current city planning leadership has in mind would damage local businesses, particularly in the repair, distribution, and small manufacturing areas. That alone ought to be grounds to change directions. Why not a checklist for every new project that includes the question: Will this displace existing locally owned businesses? If the answer is yes, the project should be rejected.

Take progressive business taxes seriously. There’s almost certainly going to be an effort this fall to change the city’s business-tax structure, with one of the goals being an increase in overall revenue. That’s great, and it ought to happen — but the tax rates have to be shifted too, so that a tiny local retail outlet doesn’t pay the same amount as the Gap. (Socking big-box outlets with a special tax or fee — possibly based on the fact that they are by nature car-driven operations — might be a nice way to bring in some cash.)

You can’t be friendly to small local businesses these days without taking sides in the national economic war — and that means coming out against the big chains. Until San Francisco does that, all the talk of supporting local merchants will amount to nothing. SFBG

The burger hopper

The hamburger has a certain Zelig quality in America: It turns up all over the place, in guises high and low, at fancy metropolitan restaurants and greasy truck stops on the outskirts of every Podunk and Palookaville from coast to coast. Some, like the famous Zuni burger, are made from carefully ground high-end beef; many others many, many others are made from meat whose provenance we probably don’t care to think about.

The hamburger, then, is democratic in the best American sense. It looks as good in coat and tails as it does in a pair of sweatpants. It uncomplainingly accepts the companionship of cheese, yes, all kinds of cheese, but also of bacon, avocado, mushrooms, and grilled onions not to mention lettuce, tomato, onion, and pickles. It can be made in a flash cooked in a pan, under a broiler, on a griddle, over hot coals and eaten with ease, being a variant of that incomparable finger food, the sandwich. It is suitable for practically any occasion; it is our national food. Presidents and paupers alike eat hamburgers.

Yet as democracy in America wanes, one cannot help wondering about the fate of the burger. Of course, San Francisco is not the ideal location for these kinds of ruminations, for this has never been much of a hamburger town. The city’s culinary roots are, instead, Franco-Italian, Chinese, Mexican, and maritime none of them huge on ground-beef patties and in later years we have witnessed a bloom of vegetarian regimes in which the trusty burger is anathema or worse. Add to all this a raft of concerns about mad cow disease and E. coli contamination, LDL and the ethical treatment of animals, and you have a recipe for … linguine with broccoli, or something.

Yet the burger is a hardy little fellow, and places that honor its tenacity persist and even, modestly, proliferate. One new such spot is Toad’s, which opened toward the end of January in the old Café Arguello space at Valencia and 26th Streets. You would not think, walking into Toad’s, that here is a restaurant dealing mainly in hamburgers and hot dogs, nor for that matter that you were entering a restaurant named Toad’s; the cream-and-dark-wood look is one of understated elegance and makes the tall, straight, boxy space look like a small Town Hall. The flat-panel television mounted above the bar toward the rear and tuned to ESPN does give a slight sports-bar air and does, perhaps, whet the appetite for such all-Americana as buffalo wings, potatoes, nachos, and curly fries, all of which the menu offers.

Not too many years ago, curly fries were a Jack in the Box exclusive, but now you can get them at one-off places like Toad’s, and they’re every bit as good crisp and slightly spicy coils as the fast-food version. You can get a full order of them, complete with buttermilk ranch dressing, for $3.95, but a better option might be to upgrade the fries included in the cost of your burger. This slight surcharge bumps the price of the well-seasoned and juicy avocado cheeseburger, say (with a half avocado’s worth of buttery, ripe slices and choice of cheese), from $8.95 to $9.95 and provides more than enough curly fries, unless you are really fixated.

In keeping with the restaurant’s handsome look, the Joe Six-Pack menu is full of sly upscaleness. The beef burgers are made from Black Angus, and there are several meatless choices available (including the amazingly lifelike Boca burger), along with homemade chili and soup of the day ($4.95 a bowl), which, even when it sounds drab zucchini and mushrooms, maybe, classic bottom-of-the-bin, end-of-the-week stuff is likely to be spiffed up with some cumin and chili pepper. You can get Stella Artois and Big Daddy IPA on tap. The one thing Toad’s doesn’t have is the alfresco option. For that you’ll have to traipse over to Barney’s Gourmet Burgers in Noe Valley.

Like Toad’s, Barney’s is a burger joint with a fair amount of discreet spit and polish. The space used to belong to a bistro, and the beer gardenworthy garden out front, set with umbrella-shaded tables and potted plants, was an important draw for diners who might otherwise be tempted to step into Little Italy (now Lupa) across the street. When Barney’s took over, there was quiet mourning in some quarters at fate’s lack of imagination, but the place has had a long run and to judge from the crowds in the garden day and night a successful one.

As it happens, Barney’s, too, offers curly fries, and they are as good as Toad’s (and Jack’s), right down to the ranch dressing. Although I made the mistake of ordering the curlies separately, I thought I was exercising moderation by getting only a half basket of them ($3.50) and was dismayed to find, when I weighed myself the morning after, that I’d gained five pounds. Moral of story: no morning-after weigh-ins, and curly fries should probably be eaten with tweezers, or handled with some of the same ceremony and officiousness that Seinfeld‘s übertoff Mr. Pitt brought to the enjoyment of his Snickers bars. (Knife! Fork! White linen napkin!)

The burgers, they are fine and conform nicely to the local standard. (Assuming you know what I mean, I shall say no more.) Lighter eaters and beefphobes will be relieved to learn that Barney’s offers turkey burgers outfitted in various ways dusted with Cajun spices ($6.95), maybe, then blackened like Gulf red snapper. Such a burger might not play in Palookaville, but here in the big city, it’s the people’s choice, or one of them. SFBG

Travelers on Interstate 280, northbound across the south face of the city, may well have had occasion to use the San Jose Avenue exit, a two-lane ramp that curves through a tunnel and onto another multilane road scarcely different from the freeway itself, except for the Muni trains running along the median and the lower speed limit, which is generally ignored, as is the case on the freeway proper. But, like a wadi fading in some desert, San Jose Avenue soon becomes a ghost. Traffic curves onto Guerrero and speeds north, and San Jose itself seems to end even before reaching Cesar Chavez.

It doesn’t end, though. It’s just interrupted, and a block north of Cesar Chavez it resumes its languid progress as a kind of village lane all but inaccessible to the automotive furies on nearby thoroughfares and lined with quaint old houses and a small slice of park, beatifically calm. At the foot of this segment of street, in a building that could easily be mistaken for a Laundromat, we find Wild Pepper, a recently relocated Chinese restaurant (ne Long Island, on Church) notable not only for its isolation for restaurants, like wolves (and humans!), tend to operate on a pack model, clustering together but also for its offer of evidence that two people can indeed eat quite royally in this town and still get out the door for less than $40, maybe nearer $30. Those numbers include tax and tip, yes the latter covering table service at tables covered with proper white linens and set with handsomely lacquered rosewood chairs.

None of this is to suggest that Wild Pepper is the lap of luxury. The setting, intimate to the city yet remote from it, has its charms, of course; I would not have been surprised to find a hitching post for horses outside the front door. The interior design too, while not without its flourishes, including an aquarium full of bubbles and decorative tropical fish, is Spartan in the manner of one of those semilegal in-law apartments in which the dehumidifier is always running. But all this means is that there is less sensory clutter to distract one’s attention from the excellent food.

As Wild Pepper’s menu reminds us, excellent Chinese food need not be imperial nor be prepared with a banquet table and 14 courses in mind. Earthiness helps, pepperiness too, along with an attention to freshness of ingredients and continence in the use of cooking oil. As an introduction to these admirable qualities, Wild Pepper offers a deceptively boring-sounding cucumber salad ($3.95); the crisp, cooling cuke is cut into coins and dressed with a simple but lively oil flecked by chili flakes and minced garlic. If you thought the cucumber was a dark green torpedo fit only to be made into effete little white-bread sandwiches for the high teas beloved of the garlic-fearing English, you will be pleased to think again.

Many of the menu’s more attractive offerings are to be found under the heading "chef’s specials." Here we find such treats as minced-chicken lettuce cup ($6.95), basically a variant of mu shu pork (including a small dish of hoisin sauce), with chicken substituted for the pork and immaculate leaves of iceberg lettuce for the pancakes. Also good, if on the richer side, is Szechuan crispy beef ($8.95), cords of shredded meat hot-wokked to a certain snappiness in the company of slivers of onion and an unassumingly brown but potent sweet-sour sauce laced with Szechuan peppercorns. For a Thai spin, try basil eggplant with prawns and scallops ($10.95) the classic Siamese combination of sweet and spicy, with the eggplant neither tough nor mushy, those disastrous termini of many a home cook’s ministrations.

If there is a weakness on the menu, it lies in the hot appetizers and can be recognized by the alluring but somehow repulsive scent of the deep-fryer. The pork pot stickers ($4.50 for six) are an exception, being just pan-seared instead of dunked in a vat of hot oil. But they are an exception; also a bit floury. The combination plate ($6.25) gives the full oily effect; here we have egg roll and fried chicken wings (which consist of little more than deep-fried batter and some slender bones but are tasty!), along with a pair of pot stickers and a couple of disks of crab Rangoon: crab meat mixed with cream cheese and, yes, deep-fried. Good, but positively Homer Simpsonesque.

A better hot first course might be one of the soups. Hot and sour ($2.75 for a cup) is fine in a mainstream way, but a more enriching choice might be the ocean party ($6.95 for a large, and that means at least six cups’ worth), an egg drop soup fortified almost beyond recognition. Emendations include seafood, of course (mainly scallops and chunks of white fish), along with shreds of bok choy, rounds of baby corn, panels of carrot, and slivers of shiitake mushroom. There is no obviously dominant ingredient in this soup, and its flavor is delicate easily obscured, say, by the bite and fire of the preceding cuke salad, if you had eaten that first, as we made the mistake of doing. But we found that once the cuke fireworks had ended, the soup quietly asserted itself until its mild flavor filled our mouths and we could not get enough of it. Pepper, you see, is nice, whether red, black, white, or Szechuan, but it is not the only way to go.

EDIBLE COMPLEX In a very 20th-century way, steak connotes adulthood. A turning point for me was a visit to one of those cook-it-yourself steak restaurants with my extended family when I was 12. I aspired to be a grown-up at the time, and so I determined to take steak-eating seriously. I chose a big hunk of meat and grilled it until the outside was totally charred and the inside was thoroughly gray. The whole thing seemed very manly.

Meanwhile, I watched my uncle Charlie take a different approach. He examined the raw steaks carefully and selected a filet mignon that seemed especially tender and juicy. He timed his cooking by his watch, flipping the steak at just the right moment and removing it when it was a fraction on the rare side of medium rare. When I was halfway through eating my Neanderthal dinner, feeling big and strong, he cut me a bite from the center of his filet and said, "Try this."

I hadn’t asked him for a bite, and I didn’t particularly want one, and I had no reason to think his steak was different from my own except that it was smaller and thus less powerful. I could see the bite of meat he offered me in cross-section. Most of it was a vivid pink, which was frightening for some reason I couldn’t articulate. And then I put it in my mouth and realized that my attitude toward steak had been childish and unsophisticated, and likewise my ideas about adulthood itself. Real maturity, it turns out, is not about being big and tough but about being tender and true.

There are maybe a half dozen reputable steak houses in San Francisco, and I would have liked to order a filet mignon, medium rare, in each one of them, then compared them in detail and presented the results here, but financial considerations ruled that out. (Any dot-com millionaires who would like a thorough survey of the available steak options: e-mail me.) I picked Harris’, on Van Ness, because it’s not a chain and because I’ve never understood the name "Ruth’s Chris Steak House."

You can tell Harris’ is a traditional steak house by checking out the clientele: I have been in San Francisco for eight years, and this was the least hip crowd I have ever been a part of, including jury duty. It was kind of relaxing. The dining room has a high ceiling and padded banquettes and seems to have been designed to minimize ambient noise. This is not a space for young movers and shakers governed by the need to imagine they’re at the center of a vibrant social world at every moment. It’s a space for people who are losing their hearing.

The steak house is a relic, a vestige of an age of different ideas from our own about what constituted good eating. The steak house is the greatest generation’s idea of luxury dining, a restaurant where quality consists of the time-tested, the tried-and-true, a nice cut of beef with a baked potato. When we want to describe something as unostentatious and essential and without fripperies or pointless ornamentation, we compare it to meat and potatoes.

It’s the exact antithesis of current ideas about restaurants. Cooking today is a branch of the fine arts. We expect chefs not only to please us, but also to surprise us with some as yet untried combination of the limited number of edible objects that exist in nature. It’s a school of dining that offers great pleasure, as anyone who eats out in San Francisco can attest. But after years of watching San Francisco chefs work their magic on ever more exotic cuisines, conjuring ever bolder combinations of disparate flavors, there’s something appealing about going to a steak house. You know before you arrive what will be on the menu. The choices you’ll be faced with — New York, porterhouse, sirloin, filet; medium or medium rare — will be so similar as to barely constitute choices at all. You’ll pay a lot of money, but there will be no gambling involved, no risk. The cooking of your steak will not afford the chef an opportunity for self-expression, but it isn’t about the chef. It’s about you and your hunger and your desire to eat a steak.

So it’s hard to review a steak because the dish is predicated on familiarity and quality rather than on creativity. Unless something is badly wrong, a $40 filet is going to taste delicious, and the words that describe it are going to be words like tender and moist and juicy, and I can report those are exactly the adjectives brought to mind by the filet at Harris’. I had the filet mignon Rossini, with which, for just $2 more than a regular filet mignon, you get a slice of foie gras on top and black truffle sauce. This is the kind of thing that passes for variation at a steak house. The sauce was thick and rich and couldn’t possibly dent the impact of a perfect piece of lean beef, charred and salty on the outside and basically raw on the inside. Plus, hey, foie gras. But I was a bit saddened by the presentation: three halved cherry tomatoes and six green beans arranged in a circle around the filet. San Francisco, it seems, has made its mark even here. The baked potato, on the other hand, was reassuringly identical to every other baked potato ever. *

IF YOU’VE been wondering where all the headline acts and theater companies go in that long gloomy stretch before the fall season, take a look at some of the entertainment featured in the following fairs and harvest festivals. The I-Hotel interviews

Many lives ago, I remember standing in the back hallway of the International Hotel trying to fathom why it was that this funny, run-down place with these very sad, old, alone men had become the focal point of an enormous array of the concerted power of the state, city and business interests from across the world. And it was not easy then, and it is not easy now, because we were looking at the problem of progress, in some strange sense, and the sadness of one generation, the evils of one generation, seeking redress in another generation. Most of the residents of the I-Hotel were Filipino men who had come to work in the fields of the Central Valley, and had been refused the opportunity to bring over wives or sweethearts, had stayed perhaps too long and had lost their families, lost their wives, lost their sweethearts, lost anything except their companionship with each other, and their attachment to this funny place that they called home, that was not much of a home, but it was all that they had. And so the landowners that owned that prime piece of real estate in downtown San Francisco were being chided for taking away a precious place, which they looked upon as a rundown flophouse, from people who had been cheated of their lives by other landowners, hundreds of miles away. And if there’s any lessons to be learned, it’s the lesson that we are all connected, each to the other, and that everything we do has consequences, not only for ourselves and our immediate family and friends, the people who live in our immediate neighborhood or our city or our state, but across the world, across the century.

I think that a larger population of voters in San Francisco have begun to see — in part from the I-Hotel — that we can’t continue to Manhattanize the city without destroying our quality of life. And I think that is in part responsible for the passing of Proposition M and other efforts to control density in our city.

We just have to keep pursuing the legislative remedies to prevent the destruction of existing housing stock and replacing it with higher-density construction, and to prevent the conversion of existing low-cost housing into high-profit commercial space and so on. We’ve done some of that already, but I think we can continue to do more. One of the things we need to do is get the right person in the mayor’s office, to get the right Planning Commission in there, which is one reason I’m supporting Art Agnos, because he’s the only person in the race who supported Proposition M.

I wouldn’t let my photograph be taken knocking down a door [if I had to do it over again], because the photograph was completely misunderstood. I was knocking the door panels out of the doors, so the minimum amount of damage was done to the doors, because we were hoping we could get the tenants back in. When we started to do the eviction, the deputies from my department started to smash in the whole door and the door frame, and ruin it. And what I did was I took the sledgehammer and said no, do it like this — just knock out one door panel, and that way if the tenants can get back in, they can take one little piece of plywood and screw or nail it in over the missing door panel. So I showed them how to do it and I got photographed in the act. The photograph has been attributed that I was running around smashing down the doors in hot pursuit of the tenants, when in fact the opposite was the truth.

I think that as a result of the fact that I refused to do the eviction immediately, and then getting sent to jail and sued — I had to spend about $40,000 in 1978 out of my own pocket to defend the suit — I think we made a real effort to forestall the eviction and give the city a chance to take it over by eminent domain and save the building for the tenants. It did not work out in the end, but I’m glad that we gave it the best shot.

Well, let me just start by saying that I was there the night that it happened. It was pretty horrifying to watch people, basically, that I was paying — because I’m a taxpayer and they were police officers, paid by the city — to beat people up around me, and I saw people right in front of me have their skulls split open at taxpayers’ expense, so that this crazy person from Thailand, Supasit Mahaguna, could throw all these people out of their homes.

In retrospect, we’ve learned about the important role that nonprofit corporations can play in owning houses and there was a thing called a buy-back plan, which people thought was a scam. Today, you would think of something like a buy-back plan as just a normal way of buying residential property protection. I can’t think of any residential development ten years ago owned or operated by a nonprofit corporation. Today there are lots.

The eviction — I think people paid a very dear price for that. A number of those people are dead now, and I’m sure that the threat of that eviction didn’t help. A more recent case is 1000 Montgomery. The eviction of those people, I think, led to the death of one of the older tenants there. I think that’s one of the sad losses of things like the I-Hotel and 1000 Montgomery and all of them. I don’t think government officials pay enough attention to that when they make decisions on whether or not to let somebody do these things.

But for myself, I’d have to say that there were a number of things that I was involved in ten and 12 years ago that made me decide to do the kind of work I’m doing now. And I’d say one of the single things that had the biggest effect on me was being there that night and watching that, and saying we shouldn’t allow this to happen — that we need to all see that it never comes to this again.

To me it was an unusual episode, and I’m not sure that it was a lesson of any kind. I don’t think it’s been repeated, has it? You know, I’m a believer in property rights, so it’s a difficult issue. On the other hand, I became convinced that there was genuine justification for maintaining the hotel for those who lived there and had an attachment to it. It was a collision of property rights versus feeling sorry for people who would lose their lodgings, lodgings to which they had become accustomed and attached. If I were the property owner, I would be indignant about the way the city treated me …

the tactics that were used, and the litigation — the litigation was horrendous.

Now, the broader social issue I would characterize as preservation, obviously, of low-income housing for a minority group, the Filipinos. [But] if the city had such a robust concern, sincere concern, then the proper act for the city was to condemn the property — to take it and preserve it …

for the people who lived there. But the city was not forthright, the city did not set out to do that — the city tried to strangulate the owner into doing that, by reason of, it’s what I consider a bit cutesy a legislative move — a political move.

So what have we learned? Well, I don’t think that anything has been learned, and not simply because this is sui generis (which is the Latin term for one of a kind that lawyers often employ), but because the city doesn’t have a consistent policy for preserving this kind of living space.

Speaking as a Filipino American, I saw an attempt to destroy a cultural link within the Filipino-American community. It was clear there was an established community living there. The use of the hotel in that general community formed a network and a lifestyle that was identifiable for older Filipino men. The access to the cheaper restaurants in Chinatown, the ability to hang out and speak their language in pool halls — this was all proposed to be destroyed in one big demolition permit. They were in a community where some of their cultural values were intact, and the only thing that kept them intact was the fact that they were close to one another.

I think those sensitivities now are clearer to the general community. I still think there are areas of Chinatown where they’re still going to have to fight this battle….

We’re seeing this: That we can’t allow people to be displaced purely in the name of bigger and better developments, and namely, bigger and better profits. With Prop. M, we’re seeing some attempts at this, and I think the first evolution of this was the I-Hotel.

As far as my sensitivites go, my thing is, through just having lived through it, this was the first time that anyone took on the developers the way they did. There have been later battles, but that was the first one that became known to everyone city-wide. If we are going to put some control on growth, we can use these lessons.

The first eviction notice was posted in December of 1968, so we’re talking about an almost 19-year battle, here. Actually, a 19-year war, because there were little battles in between. But it comes down to the city and various segments of the Chinatown community and the developer, Four Seas, arriving at an agreement on the development for that lot that would include some replacement housing — affordable, low-income replacement housing. I mean really affordable and priority for those apartments going to former tenants of the I-Hotel, and those elderly and disabled. A number of [tenants] have died since that time, so really we’re talking about maybe a dozen or 16 people who are still around to taste the benefits of this long, long war. Some justice, even though it’s late, has arrived and I would say that we finally won the war. It was a long struggle, 19 years, but people will get a chance, if they live long enough, to move in on the 20th year, which is 1988, when the construction should be completed.

It certainly wasn’t positive for the Filipino neighborhood. There are remnants of Manilatown, but to a large extent that neighborhood was destroyed. There was a lot going on there, and the I-Hotel was the heart of the community in that area. The positive thing about it was that it kept the Financial District from encroaching into Chinatown. The Filipinos and the Chinese have had a long history of living together, co-existing, and I think it was pretty much a sacrifice of the Filipino community there to make sure that Chinatown was preserved.

In a sense, I think the International Hotel, the tremendous interest and support that the eviction attempt generated over so many years, was a kind of a coalescing and symbolizing of resistance to changes in San Francisco — changes being obviously the downtown corporate world taking over the neighborhoods. I think the fact that so many people came to the aid of the hotel residents, even though they weren’t successful in preventing the eviction, was pretty much a strong building block in developing what has become an extremely strong housing movement in San Francisco, one that really has become very effective in influencing candidates and people in public office, and in getting some laws passed.

So that’s one important lesson — that sometimes victories take a while, and take different forms, but all these struggles are connected. Another, I guess, is really how long it takes to get any results — the absurdity of having a totally vacant lot there for ten years, at a time when people need housing so badly. The fact that a private developer like Four Seas is able in essence to hold on and do nothing with its land when there’s so much need for housing in the Chinatown-Manilatown area says a great deal about … the relationship of city government to private developers.

About the eviction night itself — and I just have a dim recollection now — I remember being very numb, and the fact that I was hiding behind a camera made it easier, because I had something between me and the event. I think I’ve spent a lot of time getting it behind me and if I haven’t seen my own film for, say, half a year it scares the hell out of me to look at the eviction again. I feel hairs standing up on the back of my neck.

What can I say about lessons? It was almost, I shouldn’t say, it was almost worth that eviction, but I mean, that’s the only thing you can get out of something like that — I mean, basically, they killed half those guys by throwing them out.

The potential for revolution in the country was still in the back of our minds in the early ’70s. And here we were trying to use the system, trying to play ball with the system, and it sort of set us up for yuppiedom. It was sort of our last hope to get something together, and we had invested 12 years or so in the struggle. There was kind of a little mass depression that stuck, and that same kind of high energy has never come back.

In retrospect, one of the issues that we should have raised and litigated was the lack of an adequate environmental review of the project. We’ve learned a lot since then, and I don’t want to say that people that were involved at that point made a wrong decision, but in 1987 that would be one of the first issues that would be raised.

Secondarily, I think what we learned is how the physical destruction of a building makes it very hard to keep the issue alive — after a while, the hole in the ground becomes something that has to be filled, and the focus of attention drifts away. It’s really striking how when you lose the building, it’s more than just a symbol — it’s the motivating factor in people’s lives.

They [the city] could’ve taken the building by eminent domain and they didn’t do that — they didn’t want to do that. I mean, the issue is not so much what they could do to prevent it, but why they didn’t prevent it in the first place. And that is basically because San Francisco has very little interest in preserving low-income housing. Its interest, and the interest of most of the people from San Francisco, are in getting rid of low-income housing, “cleaning up” poor neighborhoods, and turning them into nice middle-class neighborhoods, and that’s the stated goal of most city legislation — poor people aren’t what we want.

I think that probably the most important thing that came out of [the I-Hotel struggle] was that, while we don’t have a real good situation for tenants in San Francisco, I think consciousness was raised, among at least a lot of tenants about the situation which tenants are in. And I think that to a certain extent, on a national level, the elderly are getting somewhat better consideration than they did previously.

I guess the lessons of the I-Hotel have to go back to 15 and 20 years, to the genesis of the issue. I personally think the I-Hotel symbolized a lot of very key development issues — housing issues, tenant empowerment issues — that gained a national reputation back starting in the 1960s. In some respects, it highlighted many of the particular facets of the housing problem very early on: the need to maintain and preserve existing housing; the threat of commercial and downtown developments; the encroachment into the neighborhoods; the issue of foreign investment and the role that can play in development encroachment; the critical importance of tenant organizing and tenant organization with a support base in the larger community; the need for diverse ethnic, racial, sexual, lifestyle communities to work together on an issue of mutual concern — in this case, Chinese, Filipino, white, all different kinds of people supporting the I-Hotel tenants and getting involved in the issues as they evolved over the last 15 years.The I-Hotel experience has had a positive effect on these issues in San Francisco, and probably across the country. ….

It was a very critical time for the city, and this is going back to the early ’60s, with the previous United Filipino Association, the International Tenants’ Association, the whole bit. You had a lot of environmental movement activity….

I think that’s the I-Hotel’s importance, not just what happened back then. It was the whole evolution of the issue, even after the demolition, when the focus then became — well, we’ve lost the building, but the fight must continue in terms of making sure whatever is built on the site becomes new, affordable housing — not just housing but affordable housing. And it’s culminated in the most recent development plan for the project, which has gained pretty wide-spread support. I guess part of the whole recollection, reflecting back on the ’60s in general, [is that] the I-Hotel was very symbolic of the whole movement — Vietnam, everything.*

Le Domino theory

Are you ready for a fun French restaurant offering surprisingly good sauces and prices — at the corner of 17th Street and Florida? We’re talking about the darkest Mission here, one block from the new Autocenter, where baseball fans used to cheer at sunny Seal Stadium.

Le Domino has been at this site for what seems like forever. It has long been known as a gay hangout, a place to meet, have a drink and a meal far from the madding Castro crowd. But last September, Luc Pelletier, who has run Le Domino since 1974, changed his chef, his cuisine and his hours. Lighter dishes, with more finely crafted sauces, started to flow from Le Domino’s kitchen, and as an experiment Luc opened the restaurant for quite reasonably priced lunches, hoping to lure southward some of South of Market’s more peripatetic lunchgoers.

That experiment, as of this writing, has failed — Le Domino is once again open for dinner only. On the one occasion I was able to eat lunch at Le Domino, two of us dined for less than $30 on a (slightly over-) broiled ono steak in an elegant simple butter sauce and a wonderful spicy lamb sausage, with peppery meat and a crunchy skin, on a bed of too many onions. We had some wine, and finished the meal with what must be the world’s smallest cappuccino. The service was reasonable but not hurried, and we re-entered the workaday world refreshed.

One of the factors that makes that possible is Le Domino’s ambiance. This is not one of those restaurants that is one with the city’s streets; far from it. When you walk into Le Domino, you’re greeted with a cocktail lounge that has seen better times. But turn right and walk up the stairs and you’ll find yourself far from the Mission, in one of the city’s nice French dining rooms. It is, in fact, a room that could be in an inn in a small town in France, with old oil portraits on the walls, a massive chandelier hanging over the stairway and candle lamps flickering on tables set with while tablecloths above a deep burgundy carpet.

Where once Le Domino aped in a heavy-handed way the approach to French cooking of the Cordon Bleu, it now has found a lighter, more reasonable path that it pursues quite successfully. Consider two recent dinners:

One began with a shared dish of fettucine with mussels and shrimp in a crayfish sauce with dill ($5.75), a lovely presentation in which the black mussel shells ringed the mounded shellfish meats, presented over mixed white and green fettucine. The sauce was considerably lighter than it looked, well-crafted if a bit over-reflective of the onion in its preparation. The sauce was nonetheless the star of the dish, setting off the plump mussels to perfection and showing up the shrimp as less than fresh.

The entrees in that meal were a substantial portion of nicely grilled sockeye salmon, slightly burnt at the edges, set off by a rich, buttery pistachio “butter,” accompanied by an uninteresting rice pilaf and overcooked mixed vegetables ($14.50), and a slightly dry cut of rabbit in a wonderful light yet assertive and delightful cream/tarragon sauce, accompanied by sauteed “pommes frites ($13.25).”

The second, on a crowded Friday evening, began with a Pedro Domenq La Ina sherry and then a shared dish of beef tongue, chewy yet soft, in a nice vinegar/mustard/capers sauce that complemented the rich fattiness of the tongue. It was a dish that, in small servings, could grow on one.

The onion soup that followed was built on a solid stock base and was deeply onion-flavored, but suffered from excess saltiness, perhaps from the cheese melted on top, and a disjointed character.

The sweetbreads on the current entree menu (La Croustade de Ris de Veau, 13.50) are, in a word, magnificent: delicate and flavorful, lightly breaded and flavored with mushrooms and wine, served as a “sandwich” within triangles of puff pastry with pilaf rice and sauteed vegetables. The same, unfortunately, could not be said of the honey/ginger-sauteed veal chop (La Cotelette de Veau au Miel et Gingembre, $16), a striking single double-thick chop with a long, curving rib bone. While it was visually impressive, the milk-fed veal chop was flavorless, a bit too fatty and overshadowed by a sweet honey-based sauce.

In both meals, the apres-entree salad was a nice butter lettuce plate sporting a nice straight-ahead vinaigrette. The cappuccino was weak, but in the latter meal a nice lemon tart by Tarts rounded the meal out well.

Both dinners at Le Domino toted up at around $68, with wine and dessert included. While that’s a bit more than a couple of burgers will cost, Le Domino offers a pleasant, off-the-beaten-track dining experience that is likely to leave you feeling good about yourself and your partner, about Luc and about the world. That, if Luc keeps up the good work, puts Le Domino in a class with Le San Tropez, Camargue, Zola and a handful of others of the city’s better everyday French restaurants.

And who knows? If the outcry is loud enough, Luc may start lunches again. He says he thinks 17th and Florida is too far away from the action, and doesn’t believe people will come at noon from the South of Market and downtown. What do you think?*
