Goldie winner — Visual art: Colter Jacobsen

Four years ago this month Colter Jacobsen got his biggest break, his most bruising teardown, and his greatest opportunity in one 24-hour period. He’d been tapped to do a project in a much-talked-about exhibition, "17 Reasons," alongside John Baldessari, Jeremy Deller, Trisha Donnelly, and Chris Johanson, organized by California College of the Arts curator Kate Fowle and Mission gallerist Jack Hanley. Jacobsen worked for weeks on the sort of public art-slash-intervention the curators wanted, "inserting new works into street life," and finally draped the midsize bronze commemorative tablet erected by the state at the corner of Albion and Camp with a sculptural suite of water-stained packing boxes and fruit crates, altered with paint, glue, collage, watercolors, and pencil into a text-laden carousel of raw forms (and, incidentally, a tribute to Kylie Minogue). When the art walk began all was well, but as afternoon wore into evening road workers discovered the desecration, and by morning the piece had been demolished. Luckily, Matthew Higgs, whose work was also in "17 Reasons," had viewed Jacobsen’s project just before dusk and invited him to stage an even grander installation at White Columns in New York City.

And when New York Times reviewer Roberta Smith singled out Jacobsen’s work at the resulting 2005 exhibition, his crew in San Francisco cheered from afar. Since then it’s been one thing after another for our lad. (He appears in and created the titles for The Key of G, Robert Arnold’s 2006 documentary on the struggles of Gannet Hosa-Belonte, who lives with Mowat-Wilson syndrome in the Mission. Jacobsen was one of his caregivers for several years.) Finally, with gallery representation and a growing international fan base, Jacobsen, now 32, can devote himself to his art full-time. In a town rich with brilliant visual and conceptual artists of all stripes, it can be hard to get attention; in some ways Jacobsen’s lucky, and he knows it. You won’t find a humbler guy.

At a recent Jack Hanley Gallery show Jacobsen tried a lot of new things, but you couldn’t get away from the doubling. A found photograph of a baptismal scene in a spooky arts and crafts church hung low on one wall. Across the gallery, just as low, Jacobsen had hung a tiny painting of the same scene — same muddy colors, same dimensions. His delicate drawings seem to be already in ruins, as if commenting on the urban realities of life in the Mission. Many are what he calls memory drawings — each an image taken from life and then matched with an identical one drawn from memory. The work’s sort of scary that way, recalling Mr. Memory in Alfred Hitchcock’s 39 Steps, who keeps the terrorists’ secrets locked up in his brain and recites them under compulsion.

Just as impressive as Jacobsen’s draftsmanship is his brilliant infusion of old-school, Mission school, DIY junk assemblage with a sophisticated gay semiotics. When the poet and curator Bill Berkson uncovered a series of texts he’d written 25 years back, he decided, well, Joe Brainard’s no longer around to do the job, so why not ask Jacobsen? (The result, Bill, in 20 panels, was included in the spring exhibit at Hanley.) I wonder if you can judge a person by their artistic heroes; Jacobsen’s wild grab bag includes Brainard, Fran Herndon, Jack Smith, Jess, Kenward Elmslie, Denton Welch, and Jack Spicer — artists and writers with a vision off-kilter and sublime. Just like a burning radio, Jacobsen gives off sparks and a crazy echo of music.

Clear Channel Communications, the media megaconglomerate with l0 lousy radio stations in the Bay Area, made a terrible decision back in September 2006 when it killed the “Keepin’ It Real with Will and Willie” early morning radio show on its 960 a.m. Quake station.

The show, created by the talented radio producer Paul “The Lobster” Wells, featured Comedian Will Durst and former mayor Willie Brown playing themselves and taking on the issues of the day in the spirit and style of the old Herb Caen columns in the old San Francisco Chronicle. They were fun to listen to, brought on guests that nobody else would touch (Peter Phillips from Project Censored, Noam Chomsky, Marie Harrison from the Hunters Point power plant opposition, etc.), sketched out issues the mainstream media ignored, and provided witty conversation and “Bursts of Durst” every week day morning from 7 to l0 p.m.

I was even encouraged to come on the program and blast away at PG&E, its illegal private power utility, and other Guardian issues. Willie promptly suggested on the air that the program stage a debate with PG&E and me. Fine, I said, but they have never agreed to a debate with me since the Guardian started its public power campaign in l969 and I doubted if they ever would. Willie claimed surprise and said he would work on it. Nothing of course happened.

But this was the kind of fun the program encouraged and I, and many others around town, enjoyed going on the show and making points and arguments we could make on no other local show and certainly not in the San Francisco Chronicle and probably not even in Caen’s column (even he was wimpy on PG&E).

Clear Channel just killed the show outright, with no warning, no real explanation, and no real appreciation for what the show had accomplished in a short period of time. And it left the city without a voice or venue on this Progressive station, just as “San Francisco values” became a national phrase and the war and Bush rhetoric heated up, and Rep. Nancy Pelosi ascended to the speakership. Instead, we got all kinds of Quake talent with the sensibility of other places (Al Franken from Minnesota and Stephanie Miller from Los Angeles) and none from San Francisco. (Newsman John Scott does his best, on “The Progressive News Hour” from 4 to 6 p.m., but it isn’t the same.)

The good news is that Will and Willie are back, with producer Paul Wells, in podcast form. Their inaugural episode is the first gathering of Will, Willie, and Paul since the cancellation. They are in good form discussing the San Francisco election and Mayor Newsom running without real progressive opposition and the problem with parking downtown and and and. Their next episode will take on the upcoming Presidential election and other national events.

SONIC REDUCER If life is a cabaret, disco, or Costco excursion, then what about the sweet or sucky hereafter? Whether one believes in the interminable after-parties of the afterlife or not, one must get into the spirit of the season as a deathly chill breezes through the bones and the night shadows lengthen; try melting into the 15,000-strong crowd crawling down 24th Street and into Garfield Park during the Day of the Dead procession Nov. 2. The doors of perception are swinging wide — might as well stumble through and over a Burning Man–style performance art project, a random garage studio wine-ing passersby, or a shrine that speaks to you.

And what would the dead (not to be confused with RatDog) say? Would they wonder if that’s Devendra Banhart striding purposefully up 24th Street — or the ghost of luxuriantly locked Cockettes past? Why are the cash boxes of beloved nightspots like Thee Parkside and 111 Minna Gallery being hit by thieving tricksters? People and possessions come and go, but sometimes, mysteriously, they stick around. I was once terminally creeped out by an overnight stay at the Highland Gardens Hotel in Hollywood, where Janis Joplin slipped from this world into the next. Even otherwise sober arena rockers like those in Maroon 5 get the willies, as I found earlier this fall during a gang conference call on the edge of their current tour.

I asked frontperson Adam Levine why he ended up writing most of the songs on this year’s zillion-seller It Won’t Be Soon Before Long (Octone/A&M), and he chalked it up to an overflowing creativity inspired by intense solitude. I suppose alleged hookups with tabloid hotties like Lindsay Lohan and Jessica Simpson equal crap songcraft, so I wondered, "It didn’t have anything to do with the Rick Rubin house [where Maroon 5 recorded their album] or the ghost in it, supposedly?"

"Well, no," Levine replied. "That definitely kept me away from the house when I was wasn’t working, because of the strange spiritual goings-on."

Apparently, guitarist James Valentine, who stayed at the former Harry Houdini residence because he was "homeless at the time," had a solo encounter one night with a female phantom that walked into a room, then vanished. But spookier still is how catchy "Makes Me Wonder," off It Won’t Be Soon Before Long, is. One, two, even three hit pop singles don’t necessarily add up to the ghost of a chance in today’s fickle musical marketplace — and the predictable love-thang lyrical fixations of "This Love" and "She Will Be Loved" don’t necessarily appeal to sardonic souls who want to hear songs about vampires, aliens, and their favorite Suicide Girls. ("We’re certainly not reinventing the wheel or necessarily putting a flag anywhere," Levine confessed.) Still, one must appreciate the band’s attempt at levity with their cover of "Highway to Hell" on 2004’s 1.22.03.Acoustic (Octone/J). And AC/DC-style lasting power seemed to be on the minds of the Grammy-winning, multiputf8um group, which name-checked Prince and the Stones.

"I think that we don’t want to burn out," Levine said, "and there’s definitely this mentality that’s very strong these days about cashing in, and we’re much more interested in longevity. We’re also interested in cashing in to some extent — who wouldn’t be?" Valentine snickered as Levine continued, "We want to be taken seriously as a band, and there’s things that you need to do in order to make that happen.

"I think those artists that you mentioned have done that in order to stay relevant. I think that we just need to try as hard as we can and make sure that we’re not always taking a check just to take a check. I think that at the end of the day, it comes down to one thing, which is writing good music." Waving a lighter and building an altar won’t fly?

Money and politics

The upcoming election hasn’t generated much voter interest, with only a couple of measures that seem likely to have an impact. But corporate interests in San Francisco and beyond are still spending big money — in ways that are secretive, suspicious, and sometimes contradictory — to influence the election and win the gratitude of elected officials.

Although the final preelection campaign statements were due Oct. 25, the money continues to roll in. And perhaps most ominously, many campaign committees are spending far more than they are taking in, effectively using this accrued debt to hide contributors until after the election.

And almost invariably, the person at the center of such schemes — who facilitates the most creative and unsettling spending by downtown political interests — is notorious campaign finance attorney Jim Sutton, who also serves as Mayor Gavin Newsom’s treasurer (and didn’t return our calls for comment by press time).

Political donations are supposed to be transparent and reflect popular support for some campaign. But once again, this election is showing the disproportionate influence that corporations have on local politics and the difficulties faced in trying to accurately trace that influence.

There are "No on K" billboards all over San Francisco, showing a giant image of a man’s empty pocket alongside the dubious claim that "Proposition K will cut $20 million from Muni." The signs were created and funded by Clear Channel Outdoor.

Prop. K is an advisory measure that the Board of Supervisors placed on the ballot this fall to ask whether voters want to restrict advertising on public spaces like bus stops. But it was aimed at Clear Channel Outdoor’s contract to maintain 1,100 city bus shelters and sell advertising on them, which was approved by the Board of Supervisors on Oct. 23. In exchange, the CCO agreed to pay the Metropolitan Transportation Authority $5 million annually, plus 45 percent of its annual revenues from shelter ad revenues.

Nonetheless, the measure would put city voters on record as opposing the CCO’s basic business model, so the company fought back. The "No on K — Citizens to Protect Muni Services" filing suggests that there is no citizen involvement in the No on K campaign. So far, No on K has only received donations from Clear Channel Outdoor, including $120,000 in cash and $55,750 in in-kind contributions of radio time and ad space.

Maybe Clear Channel really is trying to help Muni get more money, rather than pad its own profits. After all, its parent corporation, Clear Channel International, donated $20,000 to support Muni reform measure Proposition A — authored by Board of Supervisors president Aaron Peskin — on Oct. 15, just days before Clear Channel Outdoor won its big bus transit deal with the city.

Yet following the corporate money even further makes it clear that altruism isn’t what motivates corporate spending. No on K also benefited from independent expenditures by the San Francisco Chamber of Commerce 21st Century Committee, a general-purpose committee created in 1999, which received major funding this year from the Gap ($10,000), Pacific Gas and Electric Co. ($7,500), Bechtel ($5,000), Catholic Healthcare West ($5,000), and Clear Channel Outdoor ($1,000).

The 21st Century Committee also spent $716 for newspaper ads opposing Prop. A, which would net the MTA at least $26 million per year from the city’s General Fund. Sutton — a former chair of the California Republican Party — and his associates effectively control the 21st Century Committee, which is also helping Newsom, his top client, avoid facing the Board of Supervisors in public. The committee has made independent expenditures opposing Proposition E, a charter amendment that would require the mayor to make monthly appearances before the board, something voters approved last year as an advisory measure. According to Newsom spokesperson Nathan Ballard, defeating that measure is the mayor’s top priority this election.

"I think he’s focused on his own race and also Question Time. There’s where he’s spending his resources," Ballard said when asked why Newsom isn’t campaigning or fundraising for the Yes on A and No on H campaigns, even though he supports those positions.

The 21st Century Committee has also made independent expenditures in support of Proposition C (which would require public hearings for measures that the board or the mayor places on the ballot), Proposition H (see "Transit or Traffic," page 18), Proposition I (which would establish an Office of Small Business), and Proposition J (Newsom’s wireless Internet advisory measure).

Each of these ballot measures has a committee dedicated to raising funds, but as of Oct. 25, only the Small Business Campaign (Yes on C) appeared to have no outstanding debts, or accrued funds, as they are called in campaign finance circles. Maybe that’s because the Small Business Campaign got $10,000 from the 21st Century Committee, $5,000 from PG&E, $2,500 from AT&T, $8,500 from the SF Small Business Advocates, and $1,000 from the Building Owners and Manufacturers Association of San Francisco’s political action committee.

Yes on C also got a $7,500 contribution from the Committee on Jobs Government Reform Fund, which has ties to Clear Channel, the MTA, and efforts to influence local transportation policy. Records show that on Nov. 4, 2005 — just before the election — the Committee on Jobs Government Reform Fund reported a $6,900 "loan" for radio airtime and production costs from Clear Channel to help defeat a measure that would have split the MTA appointments between the mayor and the Board of Supervisors.

Fast-forward to Oct. 3 of this year, when the Committee on Jobs, which reported its "loan" as accrued funds for almost two years, reported that this debt has now been forgiven. Which is odd, given that, as of Oct. 25, the Committee on Jobs had a cash balance of $778,000 — and had just received $35,000 from financier and Committee on Jobs board member Warren Hellman, $35,000 from AT&T, and $50,000 from the Charles Schwab Corp.

Equally interesting is the fact that the day after the Oct. 25 preelection filing deadline, the Committee on Jobs gave $25,000 to the Sutton-controlled No on E: Let’s Really Work Together Coalition. Such large late contributions require a notice to Ethics that can often escape notice by the media and voters.

The donation perhaps went to help balance the committee’s books; despite receiving $85,084 in monetary contributions, including $10,000 from attorney Joe Cotchett and society maven Dede Wilsey, No on E spent $110,244 before Oct. 25, leaving it with $26,610 in accrued debt.

No on E isn’t the only Sutton-controlled committee whose spending has outpaced donations received: as of Oct. 25 the Yes on H–No on A pro-parking committee and Newsom’s WiFi for All, Yes on J committee, not to mention the Gavin Newsom for Mayor campaign, were all registering large amounts of accrued debt.

Having these debts isn’t illegal. And it’s not unusual for a campaign to have a pile of unpaid bills at the time of its last preelection finance filing. But as Ethics Commission director John St. Croix told the Guardian, accrued funds "shouldn’t be used to hide who your contributors are. The idea of disclosure is to let voters know ahead of elections who is trying to influence their vote."

St. Croix points to the fact that committees are required to make reports every 24 hours in the 16 days before an election "so you know what they are spending on…. But if committees don’t report campaign contributions and people fundraise after the election, that could be a de facto way to hide who the contributors are."

And while Sutton has been characterized by many, including the Guardian (see "The Political Puppeteer," 2/2/04), as the dark prince of campaign finance, St. Croix says he doesn’t automatically suspect something is wrong just because a campaign has a lot of accrued debt.

"But if people suspect that to be the case and they file a complaint, Ethics investigates," St. Croix said, adding that for him, "really massive accrued funds would be a red flag."

Asked what he meant by massive, St. Croix said, "It depends on the office. You might expect a lot more to accrue in a mayor’s race or large campaigns that tend to do a lot of last-minute spending."

As of Oct. 25, Gavin Newsom for Mayor had received $1.1 million and spent $1.3 million, had a cash balance of $457,994 — and was reporting $97,548 in accrued debt, with $46,500 owed to Storefront Political Media, the company run by Newsom’s campaign manager, Eric Jaye.

Noting that Ethics’ job is "to get people to file on time and chase after those who don’t," St. Croix said that those who don’t file and are making major expenditures right before an election are the ones who will face the biggest fines. "They could face $5,000 per violation, which could be $5,000 for every contribution that was made to finance a smear campaign and wasn’t reported," he said.

The biggest fine the Ethics Commission has ever issued was $100,000 for Sutton’s failure to report until after the 2002 election a late $800,000 contribution from PG&E to help defeat a public power measure.

Compared to other years, the amounts of accrued debt in this election may look small, but former Ethics commissioner Joe Lynn points to a disturbing pattern in which Sutton-controlled committees were insolvent before the election, then raised funds later or, as in the case of the Committee on Jobs, magically saw their debts forgiven.

"If I am a candidate running for mayor, like Gavin Newsom, and I personally rake up $100,000 in debt and have a big financial statement, then that means there’s a creditor willing to advance me those funds," Lynn said. "But if the debt has been raked up by a ballot measure committee, then who is responsible? Why would vendors spend $10,000 for that committee unless they knew that debt was wired from the get-go?"

But the result is the same: voters don’t know who donated to the campaign until after the votes have been cast. A clear historical example of this debt scheme can be seen in the June 2006 No on D Laguna Honda campaign. In its last preelection report, No on D had $59,750 in contributions, $18,664 in expenditures — and $130,224 in debt.

But during the 16 days before the election, No on D suddenly got $110,000 in late contributions from the usual suspects downtown, including $2,500 from Hellman, $15,000 from Turner Construction, $10,000 from Wilsey, $2,000 from the San Francisco Chamber of Commerce, and $2,500 from the Building Owners and Manufacturers Association of San Francisco.

As Lynn explains, campaign finance laws only require disclosure of contributions, not expenditures, made in the 16 days before an election — and only $64,000 worth of the contributions used to pay off No on D’s accrued expenses were disclosed, with $10,000 each from the California Pacific Medical Center and Kaiser Permanente trickling in on or after Election Day.

This year campaign finance watchdogs like Lynn note that the Sutton-controlled Yes on H–No on A committee has been hiding its contributors. In its first preelection report, filed Sept. 22, Yes on H showed $113,750 in contributions, $111,376.18 in expenditures, and $69,806.98 in accrued debt.

A month later it has doubled its contributions, tripled its expenditures — and had increased its accrued debt to $77,509. Lynn predicts that Yes on H’s accrued debt will be paid down by late contributions after the election or forgiven later on.

"The solution to the debt scheme is twofold," Lynn said. "Prosecute people doing the scheme and pass a law prohibiting campaigns from making more expenditures than they have contributions. Technically there is nothing illegal about reporting more debt that you have the cash or contributions to pay, but no businessperson regularly offers services in situations where it isn’t clear that they will be paid."

Since the Oct. 25 filing deadline, late contributions have continued to pour into No on E big-time, for a total of $59,500. That includes $25,000 from the Committee on Jobs, $2,500 from Jonathan Holzman, $6,000 from Elaine Tsakopoulos-Kounalakis, $1,000 from Chris Giouzelis, $1,000 from Nick Kontos, $1,000 from Farrah Makras, $1,000 from Victor Makras, $1,000 from Makras Real Estate, $5,000 from John Pakrais, $1,000 from Mike Silva, $1,000 from Western Apartments, $5,000 from Maurice Kanbar, and $5,000 from the San Francisco Apartment Association PAC.

The Yes on A committee hasn’t used the accrued debt scheme, but it has been the second-largest recipient of late contributions. It received $57,000 in late contributions, with donations from Engeo ($1,000), Singer Associates ($2,500), Trinity Management Services ($10,000), Elysian Hotels and Resorts ($5,000), Luxor Cabs ($1,000), Marriott International ($15,000), the SF Police Officers Association ($2,000), Sprinkler Fitters and Apprentices ($1,500), Barbary Coast Consulting ($2,500), and SEIU International ($3,397.14).

No on H (Neighbors Against Traffic and Pollution) received $4,500 in late contributions, with donations from Norcal Carpenters, Alice and William Russell-Shapiro, and Amandeep Jawa. And in what looks like a classic case of hedging bets, Singer Associates has made a $2,500 late contribution to both Yes on H and No on H.

Steven Mele, who is treasurer for Yes on A and No on H, told the Guardian, "There’s some people that time their contributions, but their names are out there, reported on public sites. A lot of corporate money comes in prior to the last deadline, then some afterwards. If campaigns are running with a lot of accrued debt, then those people must have an idea of what money is going to come in."

Unlike the campaigns controlled by the Sutton Law Firm, Mele’s committees, which work with Stearns Consulting, are not carrying massive loads of unpaid debt. Yes on A had received $302,452 and spent $279,890 and had $17,749 in debt as of Oct. 25. No on H had received $134,458 and spent $124,088 and had no debt as of Oct. 25.
Mele also believes that while campaign finance rules were written to make the money trail more transparent, "They’ve resulted in the public being inundated with so much information that they tend to glaze over."

CHEAP EATS I’m back in the woods! To get here I had to ask my ex-pickup truck one last favor: get me there. Here. It was the middle of the night. We were loaded down with all of my clothes and musical instruments, and I was singing (a capella, of course) that old World War II song "Coming In on a Wing and a Prayer."

Remember: my car dies every now and again for no good reason and stays dead for an hour or more at a time. First gear had been hit-or-miss for many months, then mostly miss. By the night in question it was a distant memory. But this was new: every time I turned on a turn signal the headlights went out, and I had to jiggle the doodad to get them back, in most cases before I killed any road signs or had a heart attack.

I patted my old ex-truck on the dashboard. "Come on, baby," I said. "We’re not into the woods yet."

It’s been a long time since I stopped all the way at a stop sign. Now I couldn’t signal my turns either. I’d gotten a hot dog in Petaluma, at a 7-Eleven, because nothing else was open and the last thing in the world I needed was to be pulled over by the cops on an empty stomach.

Before you get to the woods there are miles and miles of farmland. Small farms. In the daytime it’s bucolically beautiful. At night you can feel the weight of your own death, as real as the smell of cow shit. Mostly the farms are dairy farms.

The roads there are what I aspire to be: dark and curvaceous. There was a hot dog in my lap. Right when I started to lose my AM radio signal I felt a chill, so I turned on the heater, and the headlights went out.

I jiggled the heater thingy, and when that didn’t work I joggled the turn signal doodad, and when that didn’t work either I slammed on the brakes. The road was there, but I sure as hell couldn’t see it. The car stopped before hitting anything, but it stalled.

Then the lights came on. I was in the breakdown lane on the wrong side of the road. There were some cows on the other side of a fence, looking at me like I was flying saucers. I turned off the headlights, turned the key in the ignition, and it started. I tried to turn on the headlights, and the headlights came on.

OK. I was going to go the rest of the way without touching a thing, except the steering wheel and the shifter. And my hot dog. It was loaded with salsa, hot peppers, and pickles, most of which wound up in my hair and skirt.

If I’d known that my subletter had left behind a can of chili and a can of beans, I’d have saved the hot dog too for later. Of course, if I’d known that he’d also left behind three months plus of dirty dishes, a lot of little red beard hairs in the bathroom sink, and a good, thick carpeting of garbage across the wood floor of my shack, I’d have turned around and gone back to the city and put off my homecoming, or shackcoming, for another week or month. Or whatever, just so it was daytime when I arrived.

I told you I was dismantled. Well, I’m remantling. First things first: I made it back into the woods. For the first time since the end of June, I was home. There was the hammock, the bathtub, the chicken coop. The mess.

Second thing second, late afternoon the next day, while I was scrubbing and painting and vacuuming and scraping, Mountain Sam came over in Mountain Veronica’s car and gave it to me. I use the word gave because it makes them out to be exactly as heroic and generous and beautiful as these two are, but the journalistic fact is that they bartered it to me in exchange for services to be rendered later. I have to caretake their place and yard and hot tub while they are, indefinitely, somewhere else.

Sound nebulous? It is! Especially compared to a car. A less-than-10-years-old one, at that. Which is a first for me. Working horn, headlights, everything. How often does that happen? First gear …

As if I weren’t already blown away, there was more. They threw in sandwiches. Mountain Veronica had made us sandwiches, and Mountain Sam and I sat outside my old shack, in front of my new car, eating sandwiches and drinking sweet tea out of jars. *

Gavin Newsom will never live down his drunken affair with a close friend’s wife. It’s not a factor in this year’s mayoral race (which shows that San Francisco still has some class), but it’ll come back to haunt him someday, when he runs for governor or senator or wherever he goes next. Bill Clinton’s got the same curse — for all the good and bad things he did as president and everything he’s done since and will do, when he dies the world’s most famous blow job will be in the first paragraph of his obituary. Dumb stuff never goes away.

On the other hand, Clear Channel Communications is one of the most evil corporations in the United States, a sleazy outfit that is trying to destroy radio here and has gone a long way toward monopolizing the industry. Clear Channel treats its workers badly and is notoriously antiunion. It’s the worst sort of unaccountable conglomerate — many of its radio stations operate on remote control, with virtually no local staff, and it’s almost impossible to get through to anyone at corporate headquarters in San Antonio. Lowry Mays, its chairperson, is a big contributor to the Republican Party and to right-wing causes.

And yet none of that stopped the Board of Supervisors from giving Clear Channel tentative approval for a lucrative contract to build and sell ads on bus shelters in San Francisco. The whole thing annoyed me. If there’s so much money in bus shelters, why can’t the city build them and sell the ads and make some cash for the General Fund? But that aside, I have to ask: Why are we doing business with these people? Shouldn’t corporations, which want to be treated legally the same as individuals, be held accountable for their actions and their history?

At least Sup. Tom Ammiano brought up some of Clear Channel’s record. Some labor leaders tried to scuttle the deal. But the bus drivers’ union really wanted the contract approved, because Clear Channel will dump a bunch of money into Muni, so it went through, 9–1, with only Sup. Ross Mirkarimi opposed (and Sup. Chris Daly absent).

Then there’s Sutter Health.

On Saturday, Oct. 20, when nobody read the newspaper, the San Francisco Chronicle reported that Sutter is going to effectively shut down St. Luke’s Hospital in the Mission by turning it into an ambulatory clinic with an emergency room. No hospital beds, no place to put very sick people, nothing resembling the sort of service the district has counted on for decades. Instead, Sutter — which is allegedly a nonprofit but acts like a rapacious and greedy corporation — is going to stick San Francisco General with all of the uninsured sick people in the southeast neighborhoods while it gussies up its properties in the wealthier northern part of town.

The nurses have had to go on strike to demand better care for patients at Sutter. Even Mitch Katz, the city’s public health director, who is not known for blasting the private sector, has complained loudly that Sutter is doing a disservice to San Francisco.

And while all of this is going on, this allegedly nonprofit behemoth wants to build a $1.7 billion, 425-bed hospital at the old Cathedral Hill Hotel site at Van Ness and Geary.

Sutter only likes sick people who have good health insurance or are rich enough to pay cash. Perhaps the supervisors can remember that and hold these assholes accountable when they come to City Hall for a building permit.

CMJ 2007: Deerhunter, Japanther, Islands, Santogold, and more cake for all

There had been murmurs all week among college radio music-director types that this year’s CMJ line-up wasn’t as cool as in years past, and this seems correct to a certain degree. For one thing, there should have been more hip-hop and electronic showcases than there were, even if only to break up the obvious indie-rock bent of the overall conference. That said, the showcases that did go down often felt pretty representative of the best in the various represented genres: this week saw Mariee Sioux, Erol Alkan, Mika Miko, Earthless, and the Dirtbombs pass through the city limits and give it a go amid the abundant crowds of music industry hawks.

It was a week of late nights, little sleep, and perhaps one Belgian fry too many, but there was a lot of music to be taken in each day from 1 p.m. onward, one had to arise by 11 a.m. if he/she wanted a chance at sighting the next big thing. Here are some highlights from the last three days of the NYC festival:

THURSDAY

Memphis’s Jay Reatard is still pretty young, but he’s already got a certain mythological status among garage-punk mavens: as a former member of the Lost Sounds and the Reatards, and now with his solo career, he’s had a King Midas touch of tunefulness that’s ramped up lately. The dude’s on a roll in the studio, having cranked out the spotless Blood Visions LP last year, as well as some brilliant slabs of vinyl on the side, like the glorious “I Know a Place” single, whose B-side is a stunning acoustic cover of the Go-Betweens’ “Don’t Let Him Come Back.” Tonight at a crowded Cake Shop, he greeted the crowd with “Hey douchebags!” and proceeded to play most of Blood Visions at triple speed, finishing his set in less than 20 minutes. Every song was introduced with the song title and a “LET’S GO” – superb punk from a fiery, poofy-haired, tough-looking group of dudes. Jay will be rolling through the Bay Area in November (12 Galaxies and the Stork Club), and he remarked in a conversation after the show that there are a series of singles coming next year, so look out for that!

Following Mr. Reatard, Double Dagger brought punk of a different flavor: a more sinister, Fugazi-like intensity characterized their set, as vocalist Nolen Strals hap’ly danced about the stage in his blue, black, and white
camo tee. They didn’t face quite as thick a crowd as the preceding set did, but those that stayed paid witness to a spastic stomp-along series of howls and tight bass grooves. These guys channel the nerdy anger of Shellac and the slanted guitar riffs of Swell Maps in a convincing way, and form yet another piece of evidence that the Baltimore music scene is blooming.

By now, even most nongolfing residents of San Francisco have heard the dire refrain coming from City Hall: San Francisco’s public golf courses are sucking millions of dollars from the city treasury! Dozens of media stories have trumpeted this bleak pronouncement, and city leaders are using the shortfall to push for outsourcing control of the century-old open spaces. But a Guardian review of the Golf Fund shows that the links are not nearly as down-and-out as pro-privatization forces have led us to believe.

Recreation and Park Department accounting documents we obtained show revenues at the city’s six publicly owned golf courses last year were up nearly $1.5 million from 2005 to 2006 and more than $2.2 million dollars from 2004 to 2005, an increase of nearly 30 percent. But the cost of a lavish contract with a large, out-of-state golf-management corporation has risen precipitously over the same time frame and drained most of these new funds.

For the 2006–07 fiscal year the city shelled out more than $3.25 million to Kemper Sports Management to operate the pro shop and clubhouse at the Harding Park Golf Course and its nine-hole neighbor, Fleming. By comparison, in 2004–05, Kemper’s tab at Harding and Fleming was a still eye-popping $2.07 million, but that number is nearly $1.2 million less than what the city had to pay last year. These increased costs, as well as a hefty loan repayment for Harding Park’s botched remodel in 2002 and 2003, have eaten up the links’ improved revenue and forced the city to throw in an extra $1.4 million from the General Fund to keep golf solvent.

"What’s going on up at Harding is a disaster," Bob Killian told the Guardian. Killian ran the city’s golf operations profitably for two decades until 2001. "When I was in charge we had contracts with various managers for the pro shops and the restaurants, and they made us money. They paid us. Now, Harding is run at a deficit. Where the fuck is the money going? What’s it for? Nobody knows. It’s all this big secret…. It’s a scandal."

Kemper’s seven-year deal is unique, to say the least. At every other publicly managed course, the city leases control of the pro shops and clubhouses to outside companies. In exchange for a flat fee paid into city coffers, those companies bear all of the risk and reap most of the rewards of operating the facilities. But at Harding, the city pays Illinois’s Kemper $192,000 per year, regardless of its performance, to act as an on-site manager, plus a 5 percent incentive fee for gross revenues over $6 million. But those guaranteed sums are only the beginning of the bill.

Kemper hires staff, rents golf carts, and orders the supplies to be sold in the pro shop and the clubhouse. Unlike in the city’s lease arrangements at other courses, though, the company bears none of the risk. It simply invoices the city for its expenses, and the city signs the tab. And the tab just keeps growing.

One public-golf insider who declined to be identified for fear of retribution said, "They’ve got this enormous staff there, managers and assistant managers and assistants to assistants of managers. It’s a golf course, not a hospital! I hear the payroll for the restaurant alone is like $600,000. And it’s only open for one shift a day…. They stock their pro shop with top-of-the-line gear that just sits there. If they order 20 Arnold Palmer shirts and only sell two, who cares? The city still pays for all 20."

In an e-mail to the Guardian, Kemper’s general manager at Harding, Steve Argo, told us it has between 60 and 80 employees, depending on the season. Citing this seasonal variability and "competitive reasons," he did not break down those numbers between management and nonmanagement, as we requested.

Both Argo and Katharine Petrucione, Rec and Park’s chief financial officer, attributed much of the added costs at Harding to the opening of a new permanent clubhouse there in late 2005. Argo said the increased revenues from the clubhouse have "more than covered the city’s increase in payments." But while Rec and Park’s ledgers do show that concessions revenues at Harding and Fleming have gone up since the clubhouse opened, the increase in Kemper’s bill has gone up nearly as much. All in all, with Kemper’s multimillion-dollar deal and loan payments for the over-budget remodel at the course, accounts still put the course at more than $500,000 in the red — even though a round of golf there now costs well over $100 and Kemper is still making a handsome profit.

It doesn’t end there. Petrucione said Kemper’s contract costs taxpayers even more than meets the eye. Because the company submits monthly and yearly budget projections as well as reams of invoices and expenses for reimbursement, Rec and Park staffers spend hours examining Kemper’s paperwork and activities — essentially managing the manager. When we asked her for an accounting of how much the Kemper contract costs the city in staff hours for these oversight duties, Petrucione replied, "It definitely requires more time and effort … than a lease agreement [like those at every other course] would."

During a recent radio interview, Sup. Jake McGoldrick called Rec and Park’s deal with Kemper "the worst contract I’ve ever seen." He added, "We don’t have a golfer problem. Golfers are coming out and playing. We have an accountancy problem."

The golf insider we spoke with echoed McGoldrick’s sentiments: "Business is up like 30 percent this year, but Kemper’s contract is jeopardizing the whole department…. If we redid the greens, tees, and fairways [at the other courses], just Band-Aid stuff like that, we would have the premier municipal system in the country. But instead they’ve given this cushy deal to a company from Chicago with no connection to San Francisco. It’s so unfair."

Despite the controversy over Kemper’s all-expenses-paid arrangement, Mayor Gavin Newsom, Rec and Park general manager Yomi Agunbiade, and others at City Hall have been using the deficits largely brought on by Kemper’s contract to push for more private control of the city’s links. In June the Mayor’s Office put forward a plan to outsource not just clubhouse and pro-shop management but all golf operations at the city’s premier courses, including Harding. The proposal was tabled after several contentious hearings at the Board of Supervisors, but many observers expect that it will make its way back to the board in the near future.

"In a perfect scenario, the city could [manage the courses efficiently], but the city has proven that it doesn’t have the ability to do it," Sup. Sean Elsbernd told us in July. Elsbernd has been one of the most vocal supporters of bringing in private golf management.

But McGoldrick, Killian, and other opponents of the idea point out that the city provided quality, inexpensive golf for nearly 100 years. They worry that private managers will find profit in higher greens fees, more part-time workers, and lower salaries and fewer benefits for full-time staff. But beyond those concerns, they see the mayor’s plan as yet another example of publicly owned assets being offered up for private gain.

The courses, McGoldrick told us, are "priceless…. We can’t just dump [them] because you’ve got folks from the Mayor’s Office and his Rec and Park Department who don’t want to be bothered."

In his endorsement interview with the Guardian, Newsom said about the golf courses, "You gotta deal with the reality of where we are and what our core competencies are. Golf courses do not reflect a core competency of government. We’re losing hundreds of thousands of dollars and about to lose over a million dollars a year, and that comes from somewhere. So rather than continuing to do what we’ve done and hope for a different result, we’re looking at best practices across the country and finding ways to manage our assets differently, and I’m not apologetic for exploring those things."

The Chauncey Bailey Project

Just as the Chauncey Bailey Project makes its presence known in Oakland and in the U.S. media,
I am off to Miami for an assembly of the InterAmerican Press Association (IAPA), the international free press association for the Americas.

For years, the hardy U.S. journalistic souls who are members of IAPA have helped do resolutions, go on free press missions throughout the Americas, and support impunity projects to investigate the murders of journalists and turn the evidence over to prosecutors and then push for successful prosecutions.

This year, for the first time, I will be pushing the IAPA for help on the deaths of two U.S. journalists who were killed in the line of duty. The first is Brad Will, the New York video journalist who filmed his own assassination last fall while filming violent demonstrations in Oaxaca province in Mexico. The second is Chauncey Bailey, the Oakland editor who was gunned down in August on his way to work at the Oakland Post by a man wearing a ski mask.

The good news is that an impressive array of journalists, news organizations, and journalism schools have come together to form the Chauncey Bailey Project and to take on the job of finishing his reporting on the suspicious activities of the Your Black Muslim Bakery. This coalition has already had some success. The San Francisco Chronicle was asked to join the project, but declined and said that it preferred to do its own reporting.
And so, for the last four days, anticipating the project’s investigative reports, the Chronicle has rolled out extensive and detailed front page stories on the murder.

The investigative team plans to go further and deeper and research the activities of the Bey family empire, which operates the bakery, and their thuggish operations for the past two decades and the protection they have gotten from the Oakland political establishment. “This is a unique collaboration and we hope our work goes beyond Bailey’s murder and reveals broader issues that impact the lives of Oakland’s citizens,” said Robert J. Rosenthal, editorial coordinator for the project and former managing editor of the Chronicle.

This amounts to an unprecedented collaboration among competing news organizations and promises to be the largest collective journalistic project since the Arizona Project was formed 31 years ago following the murder of Arizona Republic investigative reporter Don Bolles for his reporting on the tangled Arizona underworld.

The resulting collaboration and story led to the formation of the group called Investigative Reporters and Editors. But significantly, the Arizona Republic in Phoenix didn’t run the story and a Tucson daily was the only daily in the state to run the story. The New Times, the local Phoenix alternative paper, ran the story, as did the Guardian in San Francisco. The story was widely run in other papers throughout the country.

This time around in Oakland, the hometown media stand fully and publicly behind the Bailey Project. “We cannot stand for a reporter to be murdered while working on behalf of the public,” vowed Dori J. Maynard, president and CEO of the Robert C. Maynard Institute for Journalism Education in Oakland. “Chauncey’s death is a threat to democracy, journalists will not be intimidated. This type of crime cast a chilling effect over our community. We will not be bullied. We have to prove that there is no gain, and hell to pay, when the very structure of society is challenged.”

Moreover, Maynard said that the team would insure that “Chauncey did not die in vain.”

Pete Wevurski, executive editor of the Oakland Tribune, said, “I’m happy that the Oakland Tribune, and our Bay Area News Group-East Bay partners the Contra Costa Times and San Jose Mercury News, are involved in this noble effort and extremely pleased that the Tribune has been able to take a lead role.” Wevurski is also managing editor of BANG-EB. “Chauncey Bailey was a colleague and friend to many of us and we want to honor his work and our profession by picking up the standard that fell the morning he was assassinated. I’m extremely gratified by the numbers and caliber of journalists who have joined the coalition, and I’m astounded by the work they are turning in already.

“The project is essential to Oakland and essential to us as journalists who wish to emphasize the point that you can kill the messenger, but the message is still going to get through. Based on this alone, I believe this will be the most important work any of us have ever done and ever will do.” Let me add, as an occasional critic of Dean Singleton, owner of the Media News Group, that this project may be the most important work that he or any of his papers have ever done or will do. I congratulate him for allowing his troops to plow forward on a tough story that everyone involved knows how high the stakes are.

The coalition’s message is profound and dramatic: you can’t kill a journalist, in the Bay Area, in California, in the United States, and get away with it. Because the best reporters and editors and news organizations in the area are going to go after you and see that the story is told and justice is done.

When journalist Chauncey Wendell Bailey Jr. was murdered Aug. 2, questions arose as to who could have committed such an act, in broad daylight, and what could have motivated the killing. Shortly after the slaying, police arrested Your Black Muslim Bakery handyman Devaughndre Broussard, 19, and charged him with the crime. But deep questions remain, starting with who really called the shots in the killing — and what they were trying to cover up.

In an effort to pick up where Bailey left off, a rare coalition of media rivals and scholastic colleagues — more than two dozen reporters, photographers, and editors from print, broadcast, and electronic media — have formed the Chauncey Bailey Project, an investigative team that will continue and expand on the reporting Bailey was pursuing at the time of his death.

"We as an industry cannot stand for a member of the press to be gunned down in the course of doing his job. That’s a threat to democracy; that’s a threat to journalism," said Dori J. Maynard, president and chief executive officer of the Robert C. Maynard Institute for Journalism Education.

Although several local media outlets have reported on the circumstances that may have led to Bailey’s death and his connection to Your Black Muslim Bakery, this project will delve deeper into his investigative work prior to his death.

The project promises to be the largest communal journalistic endeavor since the Arizona Project was formed 31 years ago in the aftermath of the murder of Arizona Republic investigative reporter Don Bolles. The Guardian is committing the efforts of award-winning reporter G.W. Schulz and other resources to the project. Our media partners include the Bay Area Black Journalists Association, Bay Area News Group (including the Oakland Tribune, Contra Costa Times, and San Jose Mercury News), Center for Investigative Reporting, KGO-AM, KQED Public Radio, KTVU-TV, KPIX-TV, Maynard Institute for Journalism Education, National Association of Black Journalists, New America Media, New Voices in Independent Journalism, UC Berkeley Graduate School of Journalism, San Francisco State University Journalism Department, San Jose State University Journalism Department, and Society of Professional Journalists (Northern California Chapter).

"This project is essential to Oakland and essential to us as journalists who wish to emphasize the point that you can kill the messenger but the message is still going to get through," said Pete Wevurski, executive editor of the Oakland Tribune.

Eat skull

I knew I was getting into some trouble when I first discovered that Eat Skull — a noisome bunch of skuzz rockers from Portland, Ore. — has two members who used to bring the motherfuckin’ ruckus alongside Adam Stonehouse in the Hospitals. But I knew I was in for a treat as well. I was certain the band would have no problem channeling the Hospitals’ cathartic weirdness and crackling dissonance, and the scorched intro of "Stuff Reverse," off ES’s self-titled 7-inch debut (Meds), assured me the end result would be painfully loud.

Flushed with crunchy guitars, galloping fuzz bass, and psych-fried organ, the record’s three bustling numbers blatantly scream, "Garage rock revival!" even as the music also finds the outfit tapping into its hardcore and no-wave influences. Though bristling with gravelly resonation, organ gives "Seeing Things" an ultrasunny vibe, turning it into the four-piece’s closest brush with pop, while "Things I Did When I Dyed My Hair" sounds like a tribute to "The Cowboy Song" by PiL. Groups like DNA and Teenage Jesus and the Jerks come to mind too.

The recording quality sounds bottomless, as if ES is trapped in a well. Vocalist Rob Enbom’s hollers echo in and out of tune, the drums are barely audible, and the entire thing sounds messy most of the time. Enbom revealed through an e-mail that the band’s recording techniques are "four-track, eight-track, and Radio Shack" and that "the garage thing results from recording the album three weeks after we started playing together on a four-track, drunk." He also disclosed that ES dubbed their songs over some old Chinese opera tapes, which probably factors into the filthy sound — and the authentic basementlike feel. If this recording is a sign of things to come, I would suggest stocking up on plenty of earplugs before trotting down to the Hemlock.

Sea Wolf is Alex Brown Church, the band’s frontperson and only standing member. The rest of his pack are drawn on a rotating basis from a conglomerate of LA musicians known as the Ship Collective. It’s unclear whether this tour will produce a more permanent membership. On Wednesday, Oct. 3, at the Independent, he was backed by drums, bass, cello, a drowned-out lead guitar, and an extremely sexy keyboardist doing this lazybop back-and-forth shoulder maneuver the whole night. I think I may have seen a ring on her finger. No matter. That’s not the sort of band review we’re after here.

Invoking the spirit of Jack London’s 1904 work, Sea Wolf plays to life’s awareness of death. The songs intimate a fondness for bluegrass, moving in time with Church’s favorite apprehension: the decay of the natural world. The first five numbers could have easily featured Church alone with zero accompaniment. Like I said, Sea Wolf is Alex Brown Church. It’s not that the show was any less enjoyable because of all the other noise – only that a brooding cello line layered over a skip-slowly backbeat didn’t add much in the way of color, depth, or interest to Church’s own brooding melodies and skip-slowly acoustic.

Nor is this meant to discount Church’s – and the band’s – effectiveness in conveying a sense of well-traveled melancholia. He’s got a storyteller’s voice that leaves a near sad impression, yet it remains a voice that aims to please – Church has a gift for creating contented hymns of worry. Plenty of heads were bobbing inside the Independent, and Church’s reminiscences definitely had a couple thirtysomething couples giving each other the old “yeah, he’s got it” nod of approval. The lyrics are plenty evocative, happy to be doing a eulogist’s work, but much of the instrumentation is redundant, wasted on Church’s singer-songwriting.

Sea Wolf did get the place going with one you may have heard on the radio, “You’re a Wolf,” a tame little rock-out that, along with a second one just like it – punchy, highly civilized – made a little room for meaningful collaboration. And though it was a short set composed of short songs that all ended abruptly, it seemed that everybody in attendance, myself included, appreciated Church’s thoughtfulness, even more his easy, plangent grace.

Sputnik, 50 Years Later

A story could start almost anywhere. This one begins at a moment startled by a rocket.

In the autumn of 1957, America was not at war … or at peace. The threat of nuclear annihilation shadowed every day, flickering with visions of the apocalyptic. In classrooms, “duck and cover” drills were part of the curricula. Underneath any Norman Rockwell painting, the grim reaper had attained the power of an ultimate monster.

Dwight Eisenhower was most of the way through his fifth year in the White House. He liked to speak reassuring words of patriotic faith, with presidential statements like: “America is the greatest force that God has ever allowed to exist on His footstool.” Such pronouncements drew a sharp distinction between the United States and the Godless Communist foe.

But on October 4, 1957, the Kremlin announced the launch of Sputnik, the world’s first satellite. God was supposed to be on America’s side, yet the Soviet atheists had gotten to the heavens before us. Suddenly the eagle of liberty could not fly nearly so high.

Sputnik was instantly fascinating and alarming. The American press swooned at the scientific vistas and shuddered at the military implications. Under the headline “Red Moon Over the U.S.,” Time quickly explained that “a new era in history had begun, opening a bright new chapter in mankind’s conquest of the natural environment and a grim new chapter in the cold war.” The newsmagazine was glum about the space rivalry: “The U.S. had lost its lead because, in spreading its resources too thin, the nation had skimped too much on military research and development.”

The White House tried to project calm; Eisenhower said the satellite “does not raise my apprehension, not one iota.” But many on the political spectrum heard Sputnik’s radio pulse as an ominous taunt.

A heroine of the Republican right, Clare Boothe Luce, said the satellite’s beeping was an “outer-space raspberry to a decade of American pretensions that the American way of life was a gilt-edged guarantee of our material superiority.” Newspaper readers learned that Stuart Symington, a Democratic senator who’d been the first secretary of the air force, “said the Russians will be able to launch mass attacks against the United States with intercontinental ballistic missiles within two or three years.”

A New York Times article matter-of-factly referred to “the mild panic that has seized most of the nation since Russia’s sputnik was launched two weeks ago.” In another story, looking forward, Times science reporter William L. Laurence called for bigger pots of gold at the end of scientific rainbows: “In a free society such as ours it is not possible ‘to channel human efforts’ without the individual’s consent and wholehearted willingness. To attract able and promising young men and women into the fields of science and engineering it is necessary first to offer them better inducements than are presently offered.”

At last, in early February 1958, an American satellite — the thirty-pound Explorer — went into orbit. What had succeeded in powering it into space was a military rocket, developed by a U.S. Army research team. The head of that team, the rocket scientist Wernher von Braun, was boosting the red-white-and-blue after the fall of his ex-employer, the Third Reich. In March 1958 he publicly warned that the U.S. space program was a few years behind the Russians.

Soon after dusk, while turning a skate key or playing with a hula hoop, children might look up to see if they could spot the bright light of a satellite arching across the sky. But they could not see the fallout from nuclear bomb tests, underway for a dozen years by 1958. The conventional wisdom, reinforced by the press, downplayed fears while trusting the authorities; basic judgments about the latest weapons programs were to be left to the political leaders and their designated experts.

On the weekly prime-time Walt Disney television show, an animated fairy with a magic wand urged youngsters to drink three glasses of milk each day. But airborne strontium-90 from nuclear tests was falling on pastures all over, migrating to cows and then to the milk supply and, finally, to people’s bones. Radioactive isotopes from fallout were becoming inseparable from the human diet.

Young people — dubbed “baby boomers,” a phrase that both dramatized and trivialized them — were especially vulnerable to strontium-90 as their fast-growing bones absorbed the radioactive isotope along with calcium. The children who did as they were told by drinking plenty of milk ended up heightening the risks — not unlike their parents, who were essentially told to accept the bomb fallout without complaint.

Under the snappy rubric of “the nuclear age,” the white-coated and loyal American scientist stood as an icon, revered as surely as the scientists of the enemy were assumed to be pernicious. And yet the mutual fallout, infiltrating dairy farms and mothers’ breast milk and the bones of children, was a type of subversion that never preoccupied J. Edgar Hoover.

The more that work by expert scientists endangered us, the more we were informed that we needed those scientists to save us. Who better to protect Americans from the hazards of the nuclear industry and the terrifying potential of nuclear weapons than the best scientific minds serving the industry and developing the weapons?

In June 1957 — the same month Nobel Prize–winning chemist Linus Pauling published an article estimating that ten thousand cases of leukemia had already occurred due to U.S. and Soviet nuclear testing — President Eisenhower proclaimed that the American detonations would result in nuclear warheads with much less radioactivity. Ike said that “we have reduced fallout from bombs by nine-tenths,” and he pledged that the Nevada explosions would continue in order to “see how clean we can make them.” The president spoke just after meeting with Edward Teller and other high-powered physicists. Eisenhower assured the country that the scientists and the U.S. nuclear test operations were working on the public’s behalf. “They say: ‘Give us four or five more years to test each step of our development and we will produce an absolutely clean bomb.’”

But sheer atomic fantasy, however convenient, was wearing thin. Many scientists actually opposed the aboveground nuclear blasts. Relying on dissenters with a range of technical expertise, Democratic nominee Adlai Stevenson had made an issue of fallout in the 1956 presidential campaign. During 1957 — a year when the U.S. government set off thirty-two nuclear bombs over southern Nevada and the Pacific — Pauling spearheaded a global petition drive against nuclear testing; by January 1958 more than eleven thousand scientists in fifty countries had signed.

Clearly, the views and activities of scientists ran the gamut. But Washington was pumping billions of tax dollars into massive vehicles for scientific research. These huge federal outlays were imposing military priorities on American scientists without any need for a blatant government decree.

What was being suppressed might suddenly pop up like some kind of jack-in-the-box. Righteous pressure against disruptive or “un-American” threats was internal and also global, with a foreign policy based on containment. Control of space, inner and outer, was pivotal. What could not be controlled was liable to be condemned.

The ’50s and early ’60s are now commonly derided as unbearably rigid, but much in the era was new and stylish at the time. Suburbs boomed along with babies. Modern household gadgets and snazzier cars appeared with great commercial fanfare while millions of families, with a leg up from the GI Bill, climbed into some part of the vaguely defined middle class. The fresh and exciting technology called television did much to turn suburbia into the stuff of white-bread legends — with scant use for the less-sightly difficulties of the near-poor and destitute living in ghettos or rural areas where the TV lights didn’t shine.

On the surface, most kids lived in a placid time, while small screens showed entertaining images of sanitized life. One among many archetypes came from Betty Crocker cake-mix commercials, which were all over the tube; the close-ups of the icing could seem remarkable, even in black and white. Little girls who had toy ovens with little cake-mix boxes could make miniature layer cakes.

Every weekday from 1955 to 1965 the humdrum pathos of women known as housewives could be seen on Queen for a Day. The climax of each episode came as one of the competitors, often sobbing, stood with a magnificent bouquet of roses suddenly in her arms, overcome with joy. Splendid gifts of brand-new refrigerators and other consumer products, maybe even mink stoles, would elevate bleak lives into a stratosphere that America truly had to offer. The show pitted women’s sufferings against each other; victory would be the just reward for the best, which was to say the worst, predicament. The final verdict came in the form of applause from the studio audience, measured by an on-screen meter that jumped with the decibels of apparent empathy and commiseration, one winner per program. Solutions were individual. Queen for a Day was a nationally televised ritual of charity, providing selective testimony to the goodness of society. Virtuous grief, if heartrending enough, could summon prizes, and the ecstatic weeping of a crowned recipient was vicarious pleasure for viewers across the country, who could see clearly America’s bounty and generosity.

That televised spectacle was not entirely fathomable to the baby-boom generation, which found more instructive role-modeling from such media fare as The Adventures of Spin and Marty and Annette Funicello and other aspects of the Mickey Mouse Club show — far more profoundly prescriptive than descriptive. By example and inference, we learned how kids were supposed to be, and our being more that way made the media images seem more natural and realistic. It was a spiral of self-mystification, with the authoritative versions of childhood green-lighted by network executives, producers, and sponsors. Likewise with the sitcoms, which drew kids into a Potemkin refuge from whatever home life they experienced on the near side of the TV screen.

Dad was apt to be emotionally aloof in real life, but on television the daddies were endearingly quirky, occasionally stern, essentially lovable, and even mildly loving. Despite the canned laugh tracks, for kids this could be very serious — a substitute world with obvious advantages over the starker one around them. The chances of their parents measuring up to the moms and dads on Ozzie and Harriet or Father Knows Best were remote. As were, often, the real parents. Or at least they seemed real. Sometimes.

Father Knows Best aired on network television for almost ten years. The first episodes gained little momentum in 1954, but within a couple of years the show was one of the nation’s leading prime-time psychodramas. It gave off warmth that simulated intimacy; for children at a huge demographic bulge, maybe no TV program was more influential as a family prototype.

But seventeen years after the shooting stopped, the actor who had played Bud, the only son on Father Knows Best, expressed remorse. “I’m ashamed I had any part of it,” Billy Gray said. “People felt warmly about the show and that show did everybody a disservice.” Gray had come to see the program as deceptive. “I felt that the show purported to be real life, and it wasn’t. I regret that it was ever presented as a model to live by.” And he added: “I think we were all well motivated but what we did was run a hoax. We weren’t trying to, but that is what it was. Just a hoax.”

I went to the John Glenn parade in downtown Washington on February 26, 1962, a week after he’d become the first American to circle the globe in a space capsule. Glenn was a certified hero, and my school deemed the parade a valid excuse for an absence. To me, a fifth grader, that seemed like a good deal even when the weather turned out to be cold and rainy.

For the new and dazzling space age, America’s astronauts served as valiant explorers who added to the elan of the Camelot mythos around the presidential family. The Kennedys were sexy, exciting, modern aristocrats who relied on deft wordsmiths to produce throbbing eloquent speeches about freedom and democracy. The bearing was American regal, melding the appeal of refined nobility and touch football. The media image was damn-near storybook. Few Americans, and very few young people of the era, were aware of the actual roles of JFK’s vaunted new “special forces” dispatched to the Third World, where — below the media radar — they targeted labor-union organizers and other assorted foes of U.S.-backed oligarchies.

But a confrontation with the Soviet Union materialized that could not be ignored. Eight months after the Glenn parade, in tandem with Nikita Khrushchev, the president dragged the world to a nuclear precipice. In late October 1962, Kennedy went on national television and denounced “the Soviet military buildup on the island of Cuba,” asserting that “a series of offensive missile sites is now in preparation on that imprisoned island.” Speaking from the White House, the president said: “We will not prematurely or unnecessarily risk the costs of worldwide nuclear war in which even the fruits of victory would be ashes in our mouth — but neither will we shrink from that risk at any time it must be faced.”

Early in the next autumn, President Kennedy signed the Limited Test Ban Treaty, which sent nuclear detonations underground. The treaty was an important public health measure against radioactive fallout. Meanwhile, the banishment of mushroom clouds made superpower preparations for blowing up the world less visible. The new limits did nothing to interfere with further development of nuclear arsenals.

Kennedy liked to talk about vigor, and he epitomized it. Younger than Eisenhower by a full generation, witty, with a suave wife and two adorable kids, he was leading the way to open vistas. Store windows near Pennsylvania Avenue displayed souvenir plates and other Washington knickknacks that depicted the First Family — standard tourist paraphernalia, yet with a lot more pizzazz than what Dwight and Mamie had generated.

A few years after the Glenn parade, when I passed the same storefront windows along blocks just east of the White House, the JFK glamour had gone dusty, as if suspended in time, facing backward. I thought of a scene from Great Expectations. The Kennedy era already seemed like the room where Miss Havisham’s wedding cake had turned to ghastly cobwebs; in Dickens’ words, “as if a feast had been in preparation when the house and the clocks all stopped together.”

The clocks all seemed to stop together on the afternoon of November 22, 1963. But after the assassination, the gist of the reputed best-and-brightest remained in top Cabinet positions. The distance from Dallas to the Gulf of Tonkin was scarcely eight months as the calendar flew. And soon America’s awesome scientific capabilities were trained on a country where guerrilla fighters walked on the soles of sandals cut from old rubber tires.

Growing up in a mass-marketed culture of hoax, the baby-boom generation came of age in a warfare state. From Vietnam to Iraq, that state was to wield its technological power with crazed dedication to massive violence.

Being named journalist of the year is a significant distinction. It’s just too bad that Chauncey Bailey isn’t around to receive the award.

The Northern California Chapter of the Society of Professional Journalists named Bailey the winner of its top award Sept. 21, citing his "his fierce commitment to investigative journalism in the face of personal danger."

"At a time when journalists around the world are under threat for simply doing their jobs," the group said in a statement, "Bailey was a forceful presence in print and on radio and television in the Bay Area for the past 15 years. A tireless advocate for the African American community, he was assassinated while pursuing a story, and evidence presented thus far shows that he was assassinated because he was pursuing that story."

The longtime reporter and editor was shot to death Aug. 2 at the shady intersection of 14th and Alice streets in Oakland. That intersection, the site of Bailey’s Oakland Post office, sits in the center of the city’s power structure, with county court and government office buildings situated nearby.

An employee of Your Black Muslim Bakery — a group that has a history of both political influence at Oakland City Hall and severe money woes, which Bailey was investigating — is accused of shooting Bailey twice in the chest and once in the head with a black Mossberg shotgun as Bailey walked to work at the Post.

Devaughndre Broussard, the 19-year-old alleged shooter, was arrested during a raid at four locations, including the bakery’s main address, following the killing. Also arrested in the raids were three other people associated with the bakery and political movement; they were charged with kidnapping and torture following an earlier incident.

At the center of this story is the family of the late black Muslim leader Yusuf Bey Sr., who maintained a violent fiefdom now linked by law enforcement officials to an alleged assassination, vigilantism, child rape, and the abuse of a disadvantaged-business loan to the Bey family and its associates, as earlier media accounts and criminal charges revealed.

Police say they caught Broussard tossing a black shotgun out the window of a 59th Street address during one of the raids and that he admitted the gun belonged to him. Police have told the media that shells found at the intersection where Bailey was killed were linked to the gun.

But Broussard’s attorney has waged a public campaign to prove that Broussard wasn’t the assailant. The Oakland Tribune, where Bailey once worked as a reporter, has reportedly obtained police notes from interrogations that contained details of an unrecorded conversation between Broussard and Yusuf Bey IV, heir to the bakery chain and the black liberation movement that surrounded it.

Broussard’s attorney has insisted that Bey IV, during that brief exchange, coaxed Broussard into confessing to the murder. Broussard later did exactly that and reportedly claimed he pulled the trigger because Bailey was investigating the bakery’s deteriorating finances, which grew worse after Bey IV took over as CEO.

In mid-September, Alameda County reached a $188,000 settlement with three women who filed suit alleging that Bey Sr. assaulted them after local child welfare officials placed them in his custody. The three women first claimed in 2003 that Bey Sr. defecated on them and forced them to have sex with him and drink his urine and semen. But Bey Sr. died of cancer that year before he could face related criminal charges in court.

Bailey joins the growing roster of international journalists attacked or killed for reporting the news. On Sept. 27, Japanese photojournalist Kenji Nagai, who was working for the French news service Agence France-Presse, was shot to death by Burmese troops as they assaulted demonstrators in an increasingly bloody suppression of dissent still taking place in that country.

Reporters Without Borders notes that 75 journalists were killed worldwide in 2007, triple the number in 2002. Fifteen were killed in the Americas, according to the Inter American Press Association, which is preparing a resolution on Bailey’s death.

In early August two dozen Association of Alternative Newsweeklies newspapers published a story written by longtime Guardian Mexico City correspondent John Ross (and edited by the Guardian) outlining the events that led up to the shooting death of videojournalist Brad Will in Oaxaca, Mexico, during social and political unrest in the fall of 2006.

Gonzalo Marroquín, chairman of the IAPA’s Committee on Freedom of the Press and Information and editor of the Guatemala City, Guatemala, newspaper Prensa Libre, stated in early August, "We urge the authorities to investigate the [Bailey] murder in depth and promptly, so that the case does not become just another on the list of unpunished crimes in the Americas."

Endorsements: Local ballot measures

Proposition A (transit reform)

YES


This omnibus measure would finally put San Francisco in a position to create the world-class transportation system that the city needs to handle a growing population and to address environmental problems ranging from climate change to air pollution. And in the short term it would help end the Muni meltdown by giving the system a much-needed infusion of cash, about $26 million per year, and more authority to manage its myriad problems.

The measure isn’t perfect. It would give a tremendous amount of power to the unelected Metropolitan Transportation Authority, a semiautonomous agency created in 1999 to reform Muni. But we also understand the arguments of Sup. Aaron Peskin — who wrote the measure in collaboration with labor and other groups — that the MTA is free to make tough decisions that someone facing reelection might avoid. And the measure still would give the Board of Supervisors authority to block the MTA’s budget, fare increases, and route changes with seven votes.

We’re also a little worried about provisions that could place the Taxicab Commission under the MTA’s purview and allow the agency to tinker with the medallion system and undermine Proposition K, the 1978 law that gives operating permits to working drivers, not corporations. Peskin promised us, on tape, that he will ensure, with legislation if necessary, that no such thing happens, and we’ll hold him to it.

Ultimately, the benefits of this measure outweigh our concerns. The fact that the labor movement has signed off on expanded management powers for the MTA shows how important this compromise is. The MTA would have the power to fully implement the impending recommendations in the city’s Transit Improvement Project study and would be held accountable for improvements to Muni’s on-time performance. New bonding authority under the measure would also give the MTA the ability to quickly pursue capital projects that would allow more people to comfortably use public transit.

The measure would also create an integrated transportation system combining everything from parking to cabs to bike lanes under one agency, which would then be mandated to find ways to roll back greenhouse gas emissions from transportation sources to 80 percent of 1990 levels by 2012. And to do that, the agency would get to keep all of the revenue generated by its new programs. As a side benefit — and another important reason to vote for Prop. A — approval of this measure would nullify the disastrous Proposition H on the same ballot.

San Francisco faces lots of tough choices if we’re going to minimize climate change and maximize the free flow of people through our landlocked city. Measure A is an important start. Vote yes.

Proposition B (commission holdovers)

YES


Proposition B is a simple good-government measure that ends a practice then-mayor Willie Brown developed into a science — allowing commissioners to continue serving after their terms expire, turning them into at-will appointments and assuring their loyalty.

Members of some of the most powerful commissions in town serve set four-year terms. The idea is to give the members, many appointed by the mayor, some degree of independence: they can’t be fired summarily for voting against the interests (or demands) of the chief executive.

But once their terms expire, the mayor can simply choose not to reappoint or replace them, leaving them in limbo for months, even years — and while they still sit on the commissions and vote, these holdover commissioners can be fired at any time. So their jobs depend, day by day, on the whims of the mayor.

Prop. B, sponsored by the progressives on the Board of Supervisors, simply would limit to 60 days the amount of time a commissioner can serve as a holdover. After that period, the person’s term would end, and he or she would have to step down. That would force the mayor to either reappoint or replace commissioners in a timely manner — and help give these powerful posts at least a chance at independence. Vote yes.

Proposition C (public hearings on proposed measures)

NO


Proposition C sure sounds good: it would mandate that the supervisors hold a hearing 45 days in advance before putting any measure on the ballot. The mayor would have to submit proposed ballot measures for hearings too. That would end the practice of last-minute legislation; since four supervisors can place any ordinance on the ballot (and the mayor can do the same), proposals that have never been vetted by the public and never subjected to any prior discussion often wind up before the voters. Sometimes that means the measures are poorly written and have unintended consequences.

But this really isn’t a good-government measure; it’s a move by the Chamber of Commerce and downtown to reduce the power of the district-elected supervisors.

The 1932 City Charter gave the supervisors the power to place items before the voters as a check on corruption. In San Francisco it’s been used as a check on downtown power. In 1986, for example, activists gathered enough voter signatures to place Proposition M, a landmark measure controlling downtown development, on the ballot. But then–city attorney Louise Renne, acting on behalf of downtown developers, used a ridiculous technicality to invalidate it. At the last minute, the activists were able to get four supervisors to sign on — and Prop. M, one of the most important pieces of progressive planning legislation in the history of San Francisco, ultimately won voter approval. Under Prop. C, that couldn’t have happened.

In theory, most of the time, anything that goes on the ballot should be subject to public hearings. Sometimes, as in the case of Prop. M, that’s not possible.

We recognize the frustration some groups (particularly small businesses) feel when legislation gets passed without any meaningful input from the people directly affected. But it doesn’t require a strict ballot measure like Prop. C to solve the problem. The supervisors should adopt rules mandating public hearings on propositions, but with a more flexible deadline and exemptions for emergencies. Meanwhile, vote no on Prop. C.

Proposition D (library preservation fund)

YES


In the 1980s and early 1990s, San Francisco mayors loved to cut the budget of the public library. Every time money was short — and money was chronically short — the library took a hit. It was an easy target. If you cut other departments (say, police or fire or Muni or public health), people would howl and say lives were in danger. Reducing the hours at a few neighborhood branch libraries didn’t seem nearly as dire.

So activists who argued that libraries were an essential public service put a measure on the ballot in 1994 that guaranteed at least a modest level of library funding. The improvements have been dramatic: branch library hours have increased more than 50 percent, library use is way up, there are more librarians around in the afternoons to help kids with their homework…. In that sense, the Library Preservation Fund has been a great success. The program is scheduled to sunset next year; Proposition D would extend it another 15 years.

If the current management of the public library system were a bit more trustworthy, this would be a no-brainer. Unfortunately, the library commission and staff have been resisting accountability; ironically, the library — a font of public information — makes it difficult to get basic records about library operations. The library is terrible about sunshine; in fact, activists have had to sue this year to get the library to respond to a simple public-records request (for nonconfidential information on repetitive stress injuries among library staff). And we’re not thrilled that a significant part of the library’s operating budget is raised (and controlled) by a private group, Friends of the San Francisco Public Library, which decides, with no oversight by an elected official, how as much as 10 percent of library money is spent.

But libraries are too valuable and too easy a budget target to allow the Library Preservation Fund to expire. And the way to fend off creeping privatization is hardly by starving a public institution for funds. So we’ll support Prop. D.

Proposition E (mayoral attendance at Board of Supervisors meetings)

YES, YES, YES


If it feels as though you’ve already voted on this, you have: last November, by a strong majority, San Franciscans approved a policy statement calling on the mayor to attend at least one Board of Supervisors meeting each month to answer questions and discuss policy. It’s a great idea, modeled on the very successful Question Time in the United Kingdom, under which the British prime minister appears before Parliament regularly and submits to questions from all political parties. Proposition E would force the mayor to comply. Newsom, despite his constant statements about respecting the will of the voters, has never once complied with the existing policy statement. Instead, he’s set up a series of phony neighborhood meetings at which he controls the agenda and personally selects which questions he’s going to answer.

We recognize that some supervisors would use the occasion of the mayor’s appearance to grandstand — but the mayor does that almost every day. Appearing before the board once a month isn’t an undue burden; in fact, it would probably help Newsom in the long run. If he’s going to seek higher office, he’s going to have to get used to tough questioning and learn to deal with critics in a forum he doesn’t control.

Beyond all the politics, this idea is good for the city. The mayor claims he already meets regularly with members of the board, but those meetings are private, behind closed doors. Hearing the mayor and the board argue about policy in public would be informative and educational and help frame serious policy debates. Besides, as Sup. Chris Daly says, with Newsom a lock for reelection, this is the only thing on the ballot that would help hold him accountable. Vote yes on Prop. E.

Proposition F (police pensions)

YES


We really didn’t want to endorse this measure. We’re sick and tired of the San Francisco Police Officers Association — which opposed violence-prevention funding, opposed foot patrols, opposes every new revenue measure, and bitterly, often viciously, opposes police accountability — coming around, tin cup in hand, every single election and asking progressives to vote to give the cops more money. San Francisco police officers deserve decent pay — it’s a tough, dangerous job — but the starting salary for a rookie cop in this town exceeds $60,000, the benefits are extraordinarily generous, and the San Francisco Police Department is well on its way to setting a record as the highest-paid police force in the country.

Now it wants more.

But in fact, Proposition F is pretty minor — it would affect only about 60 officers who were airport cops before the airport police were merged into the SFPD in 1997. Those cops have a different retirement system, which isn’t quite as good as what they would get with full SFPD benefits. We’re talking about $30,000 a year; in the end, it’s a simple labor issue, and we hate to blame a small group of officers in one division for the serious sins of their union and its leadership. So we’ll endorse Prop. F. But we have a message for the SFPOA’s president: if you want to beat up the progressives, reject new tax plans, promote secrecy, and fight accountability, don’t come down here again asking for big, expensive benefit improvements.

Proposition G (Golden Gate Park stables)

YES


This is an odd one: Proposition G, sponsored by Sup. Jake McGoldrick, would create a special fund for the renovation of the historic (and dilapidated) horse stables in Golden Gate Park. The city would match every $3 in private donations with $1 in public money, up to a total of $750,000. The city would leverage that money with $1.2 million in state funds available for the project and fix up the stables.

Supporters, including most of the progressive supervisors, say that the stables are a historic gem and that horseback riding in the park would provide "after-school, summer and weekend activities for families and youth." That might be a bit of a stretch — keeping horses is expensive, and riding almost certainly won’t be a free activity for anyone. But the stables have been the target of privatization efforts in the past and, under Newsom, almost certainly would be again in the future; this is exactly the sort of operation that the mayor would like to turn over to a private contractor. So for a modest $750,000, Prop. G would keep the stables in public hands. Sounds like a good deal to us. Vote yes.

Proposition H (reguutf8g parking spaces)

NO, NO, NO


It’s hard to overstate just how bad this measure is or to condemn strongly enough the sleazy and deceptive tactics that led Don Fisher, Webcor, and other downtown power brokers to buy the signatures that placed what they call "Parking for the Neighborhoods" on the ballot. That’s why Proposition H has been almost universally condemned, even by downtown’s allies in City Hall, and why Proposition A includes a provision that would negate Proposition H if both are approved.

Basically, this measure would wipe out three decades’ worth of environmentally sound planning policies in favor of giving every developer and homeowner the absolute right to build a parking space for every housing unit (or two spaces for every three units in the downtown core). While that basic idea might have some appeal to drivers with parking frustrations, even they should consider the disastrous implications of this greedy and shortsighted power grab.

The city has very little leverage to force developers to offer community benefits like open space or more affordable housing, or to design buildings that are attractive and environmentally friendly. But parking spots make housing more valuable (and expensive), so developers will help the city meet its needs in order to get them. That would end with this measure, just as the absolute right to parking would eliminate things like Muni stops and street trees while creating more driveways, which are dangerous to bicyclists and pedestrians. It would flip the equation to place developers’ desires over the public interest.

Worst of all, it would reverse the city’s transit-first policies in a way that ultimately would hurt drivers and property owners, the very people it is appealing to. If we don’t limit the number of parking spots that can be built with the 10,000 housing units slated for the downtown core, it will result in traffic gridlock that will lower property values and kill any chance of creating a world-class transit system.

But by then, the developers will be off counting our money, leaving us to clean up their mess. Don’t be fooled. Vote no.

Proposition I (Office of Small Business)

YES


Proposition I got on the ballot after small-business leaders tried unsuccessfully to get the supervisors to fund a modest program to create staff for the Small Business Commission and create a one-stop shop for small-business assistance and permitting. We don’t typically support this sort of after-the-fact ballot-box budgeting request, but we’re making an exception here.

San Francisco demands a lot from small businesses. It’s an expensive place to set up shop, and city taxes discriminate against them. We supported the new rules mandating that even small operations give paid days off and in many cases pay for health insurance, but we recognize that they put a burden on small businesses. And in the end, the little operators don’t get a whole lot back from City Hall.

This is a pretty minor request: it would allocate $750,000 to set up an Office of Small Business under the Small Business Commission. The funding would be for the first year only; after that the advocates would have to convince the supervisors that it was worth continuing. Small businesses are the economic and job-generation engines of San Francisco, and this one-time request for money that amounts to less than 1/10th of 1 percent of the city budget is worthy of support. Vote yes on Prop. I.

Proposition J (wireless Internet network)

NO


It’s going to be hard to convince people to vote against this measure; as one blogger put it, the mayor of San Francisco is offering free ice cream. Anyone want to decline?

Well, yes — decline is exactly what the voters should do. Because Proposition J’s promise of free and universal wireless Internet service is simply a fraud. And the way it’s worded would ensure that our local Internet infrastructure is handed over to a private company — a terrible idea.

For starters, San Francisco has already been down this road. Newsom worked out a deal a year ago with EarthLink and Google to provide free wi-fi. But the contract had all sorts of problems: the free access would have been too slow for a lot of uses, faster access wouldn’t have been free, there weren’t good privacy protections, and the network wouldn’t have been anything close to universal. Wi-fi signals don’t penetrate walls very well, and the signals in this plan wouldn’t have reached much above the second floor of a building — so anyone who lived in an interior space above the second floor (and that’s a lot of people) wouldn’t have gotten access at all.

So the supervisors asked a few questions and slowed things down — and it’s good they did, because EarthLink suddenly had a change in its business strategy and pulled out of citywide wi-fi altogether. That’s one of the problems with using a private partner for this sort of project: the city is subject to the marketing whims of tech companies that are constantly changing their strategies as the economic and technical issues of wi-fi evolve.

San Francisco needs a municipal Internet system; it ought to be part of the city’s public infrastructure, just like the streets, the buses, and the water and sewer lines. It shouldn’t rely just on a fickle technology like wi-fi either; it should be based on fiber-optic cables. Creating that network wouldn’t be all that expensive; EarthLink was going to do it for $10 million.

Prop. J is just a policy statement and would have no immediate impact. Still, it’s annoying and wrongheaded for the mayor to try to get San Franciscans to give a vote of confidence to a project that has already crashed and burned, and Sup. Aaron Peskin, the cosponsor, should never have put his name on it. Vote no.

Proposition K (ads on street furniture)

YES


San Francisco is awash in commercialism. With all of the billboards and ads, the city is starting to feel like a giant NASCAR racer. And a lot of them come from Clear Channel Communications, the giant, monopolistic broadcast outfit that controls radio stations, billboards, and now the contract to build new bus shelters in the city with even more ads on them.

Proposition K is a policy statement, sponsored by Sup. Jake McGoldrick, that seeks to bar any further expansion of street-furniture advertising in the city. That would mean no more deals with the likes of Clear Channel to allow more lighted kiosks with ads on them — and no more new bus shelter ads. That’s got Clear Channel agitated — the company just won the 15-year bid to rebuild the city’s existing 1,200 Muni shelters, and now it wants to add 380 more. Clear Channel argues that the city would get badly needed revenue for Muni from the expanded shelters; actually, the contract already guarantees Muni a large chunk of additional funding. And nothing in Prop. K would block Clear Channel from upgrading the existing shelters and plastering ads all over them.

On a basic philosophical level, we don’t support the idea of funding Muni by selling ads on the street, any more than we would support the idea of funding the Recreation and Park Department by selling the naming rights to the Hall of Flowers or the Japanese Tea Garden or the golf courses. On a practical level, the Clear Channel deal is dubious anyway: the company, which runs 10 mostly lousy radio stations in town and gives almost nothing of value to the community, refuses to provide the public with any information on its projected profits and losses, so there’s no way to tell if the income the city would get from the expanded shelters would be a fair share of the overall revenue.

Vote yes on K.

No bus shelter secrecy

EDITORIAL Clear Channel Communications, the notorious national media conglomerate that has been monopolizing (and dumbing down) radio for years, is poised to take over the contract to rebuild the city’s bus shelters. The deal gives the company, which also dominates the local billboard market, the right to sell ads on the shelters for 15 years. It’s worth a lot of money — and it’s not at all clear that the city is getting its fair share. That’s because Clear Channel refuses to open its books and allow the public to see what sort of profits it expects to rake in through the program.

Keeping that information secret is probably illegal under the city’s Sunshine Ordinance. It’s certainly bad public policy. The supervisors should block this deal until the financial figures come to light.

The bus shelter program is a classic example of the city using a private partnership to provide a service that ought to be paid for with tax money. The deal requires the vendor to build and maintain shelters at more than 1,000 bus stops, something the city, which hasn’t been aggressive about raising new revenue, can’t afford to do. In exchange, the vendor gets to sell ads all over the shelters, turning Muni stops across the city into commercial marketing devices.

It’s too late to stop that train altogether (although Proposition K would slow it down a bit). Clear Channel has won, in a competitive bidding process, the right to negotiate a final contract with Muni. But the deal will have to go before the supervisors eventually, and when it does they should demand that Clear Channel release its financial projections.

That’s already the intent of city law. The Sunshine Ordinance, passed by the voters in 1999 as Proposition G, includes language specifically tailored to this kind of circumstance. Section 67.32 states, in part, "The city shall give no subsidy in money, tax abatements, land, or services to any private entity unless that entity agrees in writing to provide the city with financial projections (including profit and loss figures), and annual audited financial statements for the project thereafter, for the project upon which the subsidy is based and all such projections and financial statements shall be public records that must be disclosed."

It’s pretty hard to argue that allowing Clear Channel to build advertising structures on city land, as a part of the city’s bus system, with millions of captive customers who are city transit users, is anything but a subsidy within the meaning of Prop. G. City Attorney Dennis Herrera should look into that, and if necessary the supervisors should ask for a specific opinion on whether the city can legally do any business with Clear Channel on this deal before the company releases its finances. The Sunshine Ordinance Task Force should hold a hearing on the deal and advise the mayor and supervisors on whether it complies with the Sunshine Ordinance.

But lawyers can wriggle around words like subsidy, and even if Herrera and the Clear Channel legal team come up with some strange argument allowing the contract to move forward, the supervisors should have none of it. If a giant media monolith wants an exclusive right to sell ads on city property, then the city ought to know how much money is involved so that city officials, in full view of the public, can determine if the contract is a good deal. Clear Channel argues that it’s a private company, and that’s true — but the contract is exclusive, so there are no competitive issues. And if Clear Channel doesn’t want to comply with the city’s sunshine requirements, Muni should put the contract back out to bid and find someone who does.

Something horrible happened.

The promo package, marked Special, arrived on my desk in May from Ultra Records in New York City. Hastily, I tore the envelope open and yanked out the CD within, letting squiggles of packing confetti fall where they may. A bronze and glistening, near-naked, possibly underage Brazilian boy stared fiercely from the cover. His bulging genitalia were not quite stuffed into a Gummi-red Speedo. His hair dripped with viscous product. Posed stiffly against a seaside shack the color of processed cheddar, he looked like he was about to either blow me or feast on my liver. The text across his sculpted, slightly veiny torso read DJ Ricardo! Presents Out Anthems 2.

Oh, good lord. If there’s anything that turns me off more than DJs with exclamation points appended to their monikers — OMG! The ’90s! Low carb! Wow! — it’s some gay fool from Ultra Records in New York City trying to tell me what my "out anthems" are. Sorry, but tin-eared "Don’t Want No Short Dick Man" remixes, spacey-diva "Deeper Love" covers, mindless melodramatic thumpers, and obnoxious washes of sizzle and screech don’t quite sum up my raggedy, faggoty lifestyle or speak to my proud, if occasionally morally compromised, experience.

I adore dance music — it’s my life. Any packed dance floor is a good thing in my book. But I also have some taste, and this was the apogee of cheesiness. The presumption that these bland corporate farts are the tunes of my loony-queer times crosses a clear homo-to-homo line in the shimmering sands. (For the record, Ultra Records, my current personal out anthems are the Cinematics’ "Keep Forgetting," Shazzy’s "Giggahoe," and Gladys Knight and the Pips’ "Love Is Always on Your Mind." Go mix that.)

Listen, I can ride with the tsunami of cheap and sleazy DJ dance compilations that has flooded various music stores, in-boxes, and jittery Wal-Marts for the past decade or so, featuring tightly clenched glutes, toxic tans, and spandex-stretching silicone explosions. (And that’s just the music. Someone should really publish a picture book of all of the blindingly awful, grinding-Barbie-in-headphones cover designs. Title suggestion: Writhe the Ibiza Abysmal. Or how about just Champagne and Crap?) There’s definitely a market out there for pulsating pabulum, and I dug my own grave with two coke spoons and a mirror ball when I became a nightlife critic. I was even OK with the knowledge that because I had Out Anthems 2 grasped shakily in my hot little palm, it meant that somewhere out there an Out Anthems 1 must exist. You go, DJ Ricardo!! Work it however you can. No, that wasn’t the horrible part.

SPLICING THE MONOLITH

The horrible part was this: I actually kind of liked it.

Bursting with a weird glee that’s unique to our media-saturated moment — "Holy shit, you’ve got to hear-see-watch this, it’s the most horrifying thing ever!" — I had rushed the CD over to my boyfriend Hunky Beau’s house before listening to it, eager for us to put it on and tear it a new one together. That’s our modern gay love.

Yet once I’d slipped the disc into Hunky’s Mac and readied myself a hot shot of schadenfreude, I realized I don’t hear this sort of heinous stuff when I’m out and about as much as I used to. The once-omnipresent, thousand-nostriled behemoth of overbearing, poorly produced circuit and "progressive house" music has been somewhat tamed. Sure, much of the CD was atrocious, but now that this cookie-cutter hokum is no longer forced on me at every gay turn I take, pouring forth from restaurant patios and flashy video bars, after-hours megaclubs and fisting pornos, open gym windows and passing Miata convertibles, I could listen to it not as some soulless dominant paradigm that was threatening to rob gay culture of every last ounce of scruff and sparkle, but as mere tacky noodling: harmless fun in an ironic way, if you’re into irony anymore. (Not poor Hunky Beau, though. A die-hard devotee of skinhead mosh and East Bay punk, he dived beneath the covers as soon as the first few high-hat sprays had rung in the air, moaning like he had aural hepatitis.)

What happened that night — a night that found me wriggling around in my Underoos and torturing my man with shouts of "Look at me! I’m a tweaked-out fan dancer!" — sparked the more masochistic aspects of my curiosity.

Ever since the supastar DJ scene of the late ’90s and early ’00s became economically impossible to sustain — the Sisyphean task of convincing thousands of people to spend $40 to hear a scrawny dude from Manchester, UK, or Miami spin yet again burned many promoters out — the dance floor playing field has blown wide open. Megaclubs, with their monolithic sounds, gave way to smaller venues where independent promoters could experiment with fresh ideas and vent their wacky stylistic impulses, minus hefty cover charges and pat-down security. Clubs became more like house parties: the kid with the most friends or the biggest iTunes collection could plug into the DJ booth and let ‘er rip.

Gay clubs, especially, had followed the newfound freedom from big-time pressure and flight-booking budgets in myriad zany directions. Today’s gay club scene is more diverse than it’s ever been. Almost every night of the week there are options.

So maybe it was time for me to reappraise a style that I’d grown to hate, now that it was fading from mainstream gay scene ubiquity in favor of sleek hip-pop and ’80s hair bands. Maybe I could stare into the numb, drooling jaws of circuit and progressive terror and dance, dance, dance. Could it really be as bad as I remembered? Was I ready to let go of my bitterness toward a music so insidious that even my grandmother thought my life was one big party scene from — gag — Queer as Folk?

Was it possible for me to tune into KNGY, 92.7 FM (Energy), the aggressively gay-friendly "pure dance" local radio station that had become synonymous with such music — and had recent hosted a party spotlighting, yes, DJ Ricardo! — without retching uncontrollably at the first few modulated wails?

Perhaps. I dug out the hand-crank radio from my earthquake emergency kit because, like, transmission radio — who still listens to that? I reacquainted myself with how to adjust a dial. Then I turned the volume up.

DOWNSIZE QUEENS

Mention Energy 92.7 to most gay men, and curious things happen to their bodies. The shoulders pop, the eyes roll, the hands begin to gesticulate wildly. Those are the gay men who love the station. The others absolutely loathe it. Their bodies convulse in a spasm of disgust. Their faces twist into ghoulish grimaces. Spittle flies from their lips. The hatred is palpable. There’s no middle ground when it comes to Energy. I’ve been in cars where people have fought over it until blood spurted.

Such reactions may be the legacy of the circuit party scene. Fifteen years ago, if you asked the average straight person to close their eyes and think about "gay music," the image that would first leap to his or her mind would be a turtlenecked show-tune queen clipping pink rosebuds in her garden while whistling something from Les Miz. Or, if the hetero were more contemporary, the archetype called up would be a sweat-dripping, mustachioed disco nymph collapsing into a pile of Studio 54 fairy dust or a bleached and tragic Madonna fan in an oversize cable-knit sweater with a regrettable yen for cheap eyeliner. Many gay club kids today would gladly take those images over what replaced them in the mid-’90s: buffed-out ‘roid heads in sailor caps and tighty whiteys frantically tooting whistles while some faceless diva yelped them into an aerobic frenzy.

The colossal circuit scene had its strengths: with its world-conquering voraciousness, it served as an accessible entry point for the vast numbers of gay men who came out at the time. Clattering circuit beats and ecstatic progressive swells and breaks — the natural evolution of corporate rave music in a mainstream gay environment — pushed many HIV-positive men through despair in the time before effective AIDS meds became available, and served as an all-purpose celebration template afterward. But circuit parties also marginalized queers with no taste for militaristic conformity, gratingly regurgitated tunes, or the alphabet soup of designer drugs then in vogue. The fact that the circuit had once been a credible, if snobbish and expensive, underground movement held no sway when it hatched into a gargantuan space tarantula from Planet GHB that swallowed all semblance of queer individuality. It was the Will and Grace of clubland, and most of us got jacked.

But that was then, this is neu. Dissing the circuit scene for gay club music’s discouraging popular image is like nail-gunning a dead, glitter-freckled horse. "The scene has really downsized, along with the whole megaclub thing in general," a popular San Francisco circuit DJ confided to me recently. "The energy we’re riding on is nostalgia."

Michael Williams, co-owner of Medium Rare Records in the Castro, the go-to store for dance mix compilations, told me, "We still sell a lot of that music, but people aren’t asking for it as they once did. I think the market got oversaturated and quality became a real factor. People began asking, ‘Where’s the talent?’ Our biggest sellers now are more complex artists like Shirley Bassey, Thelma Houston, and Pink Martini, or DJs who really work to have an interesting sound, like Dimitri from Paris." Even the odiously corporate Out magazine declared the circuit party over in its current issue, so you know it must be true.

Still, the sour taste of the circuit era in many alternaqueers’ mouths has proved hard to wash out. And the stereotype of awful gay club music still reigns supreme in the straight world. Even though Energy 92.7’s been around for less than three years and is in truth, as I found out after tuning in, more prone to playing Billboard Hot 100 pop remixes than actual circuit music, it’s had to bear the backlash brunt. As the most visible mainstream gay dance music giant of the moment, it’s become guilty by association.

This is how gay Energy 92.7 is: when I first visited the station recently, the station’s party promoter, Juan Garcia, recognized my hair product from 50 paces. "Little orange can, girl?" he called out to greet me.

This is how gay Energy 92.7 is: when I sat in on the morning show with hosts Fernando Ventura and Greg Sherrell, they agonized during songs over the fact that something called the "smart-fat diet" forbade them to eat nuts for a week. "You can write anything you want," Sherrell, a high-voiced, blond spitfire who frequently informs listeners that he’s wearing his most expensive jeans, told me. "But if you don’t say I’m thin, I finna kill you."

Fernando and Greg in the Morning, on air weekdays from 6 to 10 a.m., is one of the most popular shows on Energy, which has a potential reach of 3.2 million listeners. The show could be accused of a lot of things — gay minstrelsy, pandering to stereotypes, making me get up at 4 a.m. to sit in — but it could never be accused of being unexciting. It’s the only openly gay morning show on commercial radio, and some of the live quips traded by DJ Fernando, Greg "the Gay Sportscaster," and their "straight man" producer Jason are dizzy scandal. Vaginal pubic hair "creeps up like bougainvillea," poppers are bad on first dates "because they’ll make your throat sore," and Kylie Minogue gets the verbal knockdown but "Oh, we love her: she had breast cancer!" Interspersed with segments like "Homo vs. Hetero," during which one caller of each orientation is quizzed about the other’s lifestyle, are Kelly Clarkson and the Killers remixes, "Vintage Beats" by Blondie and Michael Jackson, and current dance-chart toppers by Bananarama, David Guetta, and the Sunlovers.

It’s a thing of wonder in a society still riddled with homophobia — I dare you to find a YouTube video with more than 5,000 views that doesn’t have the word fag in the comments — to have such an unequivocally queeny experience, with a strong straight following, sail through the airwaves each morning. The tunes take a backseat to the dish. "At 9:30 in the morning you can only get so adventurous with your music selections," Ventura, an easygoing, bearish guy, told me. "I mostly stick with the hits."

The station, located in a murky green downtown office building, is a buzzing hive of fluid sexuality and good-natured candidness. The hyperdrive strains of DJ Tiesto and Deepface fill the air. As the only independently owned and operated commercial radio station in San Francisco, Energy’s done well. As a suitor of the gay audience, it’s done spectacularly. Even though its press materials emphasize its appeal to a broad variety of dance music fans, Energy’s known as "the gay dance station" to most San Franciscans. (That’s not so much the case across the bay, where Energy has gained a lot of traction in the Latino and Asian communities.)

Balancing a constant need for revenue with gay political intricacies can get tricky. A chill shot through me when I saw "Energy 92.7 owns the gay community" printed in bold and underlined in the station’s media kit — apparently we’re all slaves to remixed Cher. And even though the station is a major sponsor of most large gay charity events, there have been a few controversies. The gay media has fussed that Energy is co-owned and run by a straight man, Joe Bayliss, and the station has been blamed for dumbing down gay culture to grasp the pink dollar (although that’s like saying Britney Spears’s performance sucked because her heel broke). And last year Energy released a branded compilation mix CD — with an Army recruitment ad slipped into the packaging.

"We made a mistake. It was just stupid and insensitive on our part," Bayliss, a frank, handsome man with a ready smile, said when I asked him about the Army debacle. "This institution offered us a lot of money, and hey, we’re a struggling, independent business. We answered every complaint personally to apologize. We learned our lesson." (A new, military-free compilation comes out next month, to be carried by Best Buy, with proceeds going to local AIDS charities.)

PROGRAMMED RAINBOWS

That’s the politics, but what about the music? "I’m starting to build up a dance music collection," said Bayliss, who’s been working in radio since he was a kid. "This particular format tested through the roof in this market when we were looking to buy the station. I had no idea who Paul Oakenfold or Kaskade was when we started. I used to run a country station, and I didn’t know Merle Haggard from a hole in the ground either. But we’re 100 percent committed to this music and its audience. We have to be — our listeners are very dedicated."

Rabid may be a better word. The phone lines were jammed while I was there, and according to programming manager John Peake, the in-boxes are full every morning with e-mails from gaga enthusiasts. Good portions of Energy listeners stream the station online, and employees interact continuously with members of Energy’s E-Club virtual community. Even the afternoon DJs were leaping up and down in the booth while I was there, pumping their fists heavenward.

"Often we’ll get these enormously long e-mails from people listing every song we played that night, going into intense detail about each one and exactly why it was so important to them," Peake told me. "We get a lot of e-mails at six in the morning."

Looking compact in a lavender oxford, faded jeans, and a kicky Italian snakeskin belt, Peake took me through the music selection process. Each week he and music programmer Trevor Simpson go through new releases, recently submitted remixes, and requests from the station’s fans. They form a playlist based on what they think will most appeal to listeners and then program their picks into a hilariously retro MS-DOS program called Selector with, I shit you not, a rainbow-colored interface. "It’s tacky, but it’s bulletproof," Peake said, laughing. DJs either punch up the tracks automatically or refer to the playlist to make their own mixes using Serato software. Zero vinyl’s involved.

Peake and I talked about the criteria for choosing songs. "It’s a moving target. There’s definitely a ton of music out there that falls within our brand, and our nighttime and weekend DJs get to play a huge variety of mix music from around the world, so there’s a lot of latitude. I think our biggest challenge right now is figuring out the role of hip-hop. Our younger listeners demand it, but a lot of our demographic is still afraid of it. If we play something with rapping in it, we get flooded with angry callers screaming, ‘How dare you play this! Don’t you know it’s homophobic?’"

Later I spoke with Energy’s promotions director, Tim Kwong, about the backlash against the station. "We get it from both sides," Kwong, a young Bay Area native with impressively gelled hair, said. "Trance and progressive fans say, ‘Why don’t you play more harder, locally produced records?’ Rock and hip-hop fans want us to play fewer remixes of their favorite songs. We try to strike a balance, but the truth is what we do works for our audience."

"I can totally understand the frustration people feel when a certain image is projected that doesn’t fit them," he continued, addressing the gay question. "As an Asian American with a punk and indie background, I have a lot of experience with stereotypes, believe me. But we try to be as broad as possible in our appeal and acknowledge differences. And we’re not bribing people to listen to us."

To their credit, the folks at Energy also acknowledge that their programming may not be in sync with what’s going on in the gay club scene now. "It’s apparent when you listen to the morning show that I don’t go out to clubs very much," DJ Fernando told me. "But when I do, I notice there is so much more choice these days. In the past there were a bunch of huge nights or clubs, and everybody went. Now there’s a night or a bar for everybody."

"Ick! I think it’s total crap. It’s like the dance music equivalent of Weird Al," said Bill Picture, who, along with his partner, DJ Dirty Knees, is the city’s biggest gay rock club promoter, when I asked him his opinion of Energy. "We’re much more into visceral rock energy and seeing live, local queer punk. But a lot of gay people do like that kind of music. And I’m glad that there’s a radio station that they can tune in to. How boring would it be if all gay people liked the same things? We’re happy to be an alternative."

The alternatives have arrived aplenty. In addition to Picture’s metal events, there’s DJ Bus Station John’s bathhouse disco revival scene, which fetishizes pre-AIDS vinyl like the smell of polished leather. There’s DJ David Harness’s Super Soul Sundayz, which focuses on atmospheric Chicago house sounds. There’s Charlie Horse, drag queen Anna Conda’s carnivalesque trash-rock drag club that often — gasp! — includes live singing. Queer-oriented parties with old-school show tunes, square dancing, tango, hula, Asian Hi-NRG, hyphy, mashups, Mexican banda, country line dancing, and a bonanza of other styles have found popularity in the past few years. The night’s a sissy smorgasbord of sound.

There’s even a bit of a backlash to all of this wacky fracturation and, especially, the iTunes DJ mentality. A segment of gay club music makers is starting to look back to the early techno and house days for inspiration, yearning for a time when seamless mixing and meticulously produced four-on-the-floor tunes — not sheer musical novelty — propelled masses onto dance floors.

Honey Soundsystem, a gay DJ collective formed by DJs Ken Vulsion and Pee Play and including a rotating membership of local vinyl enthusiasts, attempts to distill Italo disco, Euro dance, acid house, neominimal techno, and other cosmic sounds of the past three decades into smooth, ahistorical sets spanning the musical spectrum from DAF’s 1983 robo-homo hit "Brothers" to Kevin Aviance’s 1998 vogue-nostalgic "Din Da Da" to the Mahala Rai Banda’s 2006 technoklezmer conflagration "Mahalageasca (Felix B Jaxxhouz Dub)."

"Girl, that shit must be pumped out by a computer with a beard somewhere," the 21-year-old Pee Play opined of Energy 92.7’s music. I didn’t tell him how close to the truth he was as he continued, "But I’m over most of the goofy alternashit too. I never lived though circuit, but the music is fucked-up. I’m just really into quality. I want to play records that every time you hear them, they just get better."

PLAY LIKE BROTHERS DO

I’m not sure if there’s such a thing as gay music. If there were, its representative incarnation would probably be closer to experimental duo Matmos’s homophilic soundscapes, like those on their 2006 album The Rose Has Teeth in the Mouth of the Beast (Matador) — each track named for a gay community hero and composed of poetically related sampled objects ("Sequins and Steam for Larry Levan," "Rag for William S. Burroughs") — than anything that ever soared from Donna Summers’s throat. As far as gay dance goes, the epochal choreography of the uncompromisingly out Mark Morris, currently the hottest dance maker in the country, may prove more historically resilient than the image of semiclothed bears raving on a cruise ship.

Yet despite the Internet drain, clubs are still where homos meet to get sweaty, and the music they get sweaty to has a big impact on the culture at large. Dance music is ephemeral in the best sense: how good it sounds has everything to do with how and where you experience it and what and who you experience it with. Energy’s playlist was perfectly amusing in a broadcast booth full of campy, happy people or while twirling half naked in my BF’s bedroom. But in a club setting, maybe not so much — it all depends on who my been-there, done-that ass is dancing next to, no?

I recently spoke with Steve Fabus, one of the original DJs at San Francisco’s legendary Trocadero Transfer gay disco, launched in 1977. He’s been spinning continuously for 30 years and has pretty much seen it all. "Dance music is magic — it’s what gay people are," he explained. "It brought us together and kept us going through some incredibly hard times. Disco gathered everyone under one roof, and then house came along and did the same. Circuit was fun in the beginning, but it got too aggressive, and people of color or people into other things didn’t feel welcome. It took over everything, and, of course, it burned out."

"I love that kids are expressing themselves in smaller clubs, with different kinds of playing. It’s encouraging," he continued. "But it’s a shame that circuit took the big clubs down with it, where everyone could share in this experience together. Of course, there are other factors involved — crystal meth, the Internet, economics. You have to be very clever to be gay and live here now. It’s just so damned expensive."

"But oh well," he said with a laugh. "Everything comes in cycles."

Phil Frank & Throckmorton

Carl Nolte, who always likes to stay one step ahead of Guardian scandals, tossed a good one into the hopper
in our back and forth on the life and times of Chronicle cartoonist Phil Frank.

He emailed me that Phil was a “real historian” and that Samuel P. Throckmorton was his “PG&E.”

Who in the world is Samuel P. Throckmorton? As attentive Bruce blog readers know, I sent him back an email asking him to identify the peccadilloes and whereabouts of Throckmorton.

Nolte, startled, wrote “You never heard of Throckmorton? He was a speculator who challenged both Richardson and Pabo Briones land grants. According to Phil Frank, he flimflammed poor old William Richardson’s widow out of a lot of his land, then made a ton of money out of the town of Mill Valley.”

Nolte added that the late Hal Peary, who played the Great Gildersleeve on the radio of the l940s, grew up in Mill Valley and was familiar with the doings of Throckmorton the original. Peary played a pompous water commissioner, always in and out of jams, with the marvelous name of Throckmorton P. Gildersleeve. He had a hearty laugh I can remember 60 years later, a mischievous nephew named LeRoy, and friends like Peavey, the wimpy druggist. I loved the show and followed the adventures of the Great Gildersleeve every week. And I always wondered where the name and the character came from.

Nolte cleared up the mystery. He said Peary named his character Throckmorton P. Gildersleeve after Samuel P. Throckmorton of Mill Valley. The two, it turned out, were perfect cannon fodder for historian and cartoonist Phil Frank.

P.S. The memories are good, but they grow dimmer and dimmer, as Woody Allen said as he ended his movie on the good old days of radio. And so I could not remember the name of the undertaker friend of Gildersleeve, who always spoke in a remarkably cadaverous tone. That, Nolte said, was Digger O’Dell, “your friendly undertaker.” He would have said, had he seen you on tv, ‘you’re looking fine. Very natural.'” Nolte was referring to my brief cameo appearance on Channel 2 reporting on the memorial for Frank last week at John’s Grill. B3

Throw back the throwback “Brave One”…puleeze!

Ms. 45 2007? Jodie Foster and her point-n-shoot.

You kind of want to like this film, because you appreciate Foster’s mini-genre of woman-alone-against-a-threatening-world;Terrence Howard’s twinkly, tear-eyed, shiny-jelly-bean cuteness; and the general ’70s-era throwback Ms. 45 tone of the entire outing. Nothing’s sexier than a gal with her gun.

But who knew Foster and director Neil Jordan were so intent on remaking 1976’s Taxi Driver for the ’00s? And how strange is it that so many of the once-grimy-Manhattan-based locales seem to be shot in Brooklyn? Thought-provoking that Foster and co. might re-imagine Iris, the child-prostitute character she so memorably played in Taxi Driver, as a prime-time radio-host cross between Terry Gross and Joe Frank who, after a traumatic encounter with deadly urban violence, finds herself reaching for her revolver again and again and again. But what next, The Warriors reset in Williamsburg? Indie-kid gangs with baseball bats rather than trucker hats?

Face it, NYC ain’t the scumpot – love it or leave it! – it used to be, making it frustrating for all Scorsese-ites who wanna revisit the bad ole days of Bernard Goetz. The Brave One blatantly references its inspiration’s Bernard Herrmann score. The initial bodega shoot-out is a dead-ringer for Travis Bickle’s initiation into gun violence in TD, with an abused-wife twist, and the final firefight cops Bickle’s bloody, uterine-like journey through the deep-red halls of a bordello. Could be intriguing, no? Except that this pro-vigilantism-in-the-guise-of-pro-victim screed really doesn’t find the complexity or lyricism of its gritty forebear. Or even the gore-hungry gutsiness of Death Wish.

P.S.: The most shocking part of seeing The Brave One at a Sundance Kabuki preview screening had to be the bookish yet blood-thirsty audience that cheered every time Jodie blew away bad guys. Shades of that recent Western Addition father-son vigilante shooting-runover nearby.

Hispanics go hyphy

Latinos rarely receive credit for all they’ve brought to the rap game. After all, it was primarily Puerto Ricans who authored those boogaloo break-dance moves in the Bronx. And what would Cali hip-hop be without the laid-back style of Chicano cholos and their "low lows"?

Currently, a contingent of local Latino rap artists is pushing hard for recognition. Its members are on the Thizz Latin label, an imprint of Mac Dre’s Thizz Entertainment group. Only a year old, Thizz Latin is the brainchild of Julio "Gold Toes" Sanchez, a Chicano MC and hip-hop impresario hell-bent on highlighting the diversity of the hyphy movement.

To the Mission District native, San Francisco is practically synonymous with diversity. "I’m a San Franciscan to the heart," Sanchez says. "I’m a melting pot within my mind and in my soul."

On this hot Mission afternoon, he rolls up in his cream-colored Cadillac to tell me the Peruvian joint where we planned to meet is closed. Instead, he takes me to a Chinese restaurant where the Asian immigrant owners greet him by first name. To some, Sanchez could be imposing, with his brawny build, shaved head, and fiery demeanor. To the restaurant’s proprietors, he’s just a neighborhood kid.

Sanchez is using his community-bridging skills and street hustle to build a wide audience for his label’s pan-Latin roster of rappers, including Mr. Kee, Tito B, Freddy Chingaz, and Louie Loc, who are of Cuban, Mexican, Salvadoran, and Nicaraguan descent, respectively. "We can go to Hunters Point and have it rocking. We can go to the Mission and have it rocking. We can go to Union Street, and we can have it crackin’ off the hook. We could go to Chinatown, and they’re gonna love us."

One of Thizz Latin’s premier artists, Chicano MC Jimmy Roses, opened the "Super Hyphy 18" concert recently in Santa Rosa. Minutes into his set, he made the remarkably mixed crowd of more than a thousand move with his feel-good anthem "Who Rock the Party," an ebullient track that received some airplay on local radio and galvanized what Sanchez calls the Latin hyphy movement.

Movement building, however, has been impeded by the peculiar racial politics of local commercial radio. Although Thizz Latin artists have garnered a few spins, radio play in the Bay largely eludes them, despite the fact that several of the imprint’s releases have sold more than 20,000 units. The explanation given by DJs and programmers? They’re not black enough for hip-hop and R&B stations, and they’re not Latin enough for the Hispanic format. In Sanchez’s words, "We’re everywhere but the motherfucking radio!"

The situation mirrors the marginal, neither-here-nor-there position of US Latinos, who comprise the nation’s largest minority yet rarely receive recognition in the mainstream media. The music industry in particular can’t seem to wrap its brain around the biculturalism of urban Latino youth, many of whom grew up listening to traditional Latin sounds yet are utterly immersed in hip-hop.

Thizz Latin beatmaker Ivan "Baby Boss" Martinez, a rising star at 18, is a perfect example of this. The Mexican American college freshman explains, "Whenever we’re with our families, we’re bumpin’ banda. We’re playing mariachi in the car. But when I’m with my clique, it’s just hip-hop and reggaetón."

Martinez’s dexterity in mixing multiple genres impressed "ShoBoy" Edgar, a popular DJ on fledgling KWZ, 100.7 FM ("La Kalle"). The reggaetón-heavy station, which specifically targets urban Latino youths, hired Martinez to produce a few commercials but seldom plays Thizz Latin tracks — ostensibly because they’re in English.

Even more galling to Sanchez is the lack of local hip-hop and R&B radio support, considering that both KMEL, 106.1 FM, and KYLD, 94.9 FM (Wild), regularly sponsor events such as Carnaval in the Mexican American community and even farm their DJs out for private quinceañera parties. Still, they refuse to put Latin rap on regular rotation. At press time, KMEL and KYLD representatives had not responded to requests for comment.

Interestingly, Thizz Latin MCs get more love in other regions, including central California and the Southwest, where they play to crowds as large as 5,000. The hip-hop hotbed of Houston is especially amenable to Latin rap — so much so that local players have begun to migrate there. Vallejo rapper Baby Bash moved to H-Town years ago and subsequently struck gold in record sales. San Jose’s Upstairs Records, home of SoCal Chicano-rap phenom Lil Rob, recently set up shop there.

Even Sanchez, a die-hard San Franciscan, feels the pull southward. He lived in Houston for a time and built strong connections there with top Chicano talent Chingo Bling and South Park Mexican, who both appear on Thizz Latin releases. So does Baby Bash, who recently paired up with Sanchez on "Thick ”N Juicy," a seductive track on Sanchez’s solo debut, Gold Toes Presents: The Gold Rush, set for a Sept. 18 release.

Something of a slow jam, "Thick ‘N Juicy" differs from Thizz Latin’s more hardcore hyphy output. The imprint’s vaguely thuggish brand of rap is offered as another excuse by radio programmers for why it doesn’t get played. But that argument doesn’t hold water considering both KMEL and La Kalle play classic gangsta rap by the likes of Snoop Dogg and 2Pac.

There are obviously racialized assumptions being made about what a real Latino is and what true hip-hop is. This rigid logic pushes Latino rappers into a broadcast border zone as migrant wanderers looking for a place to settle on the radio dial. Hopefully, they’ll find a home once Latinos gain a stronger foothold in the media.

A new planning director from Seattle

Meet the new boss, John Rahaim

In theory, the San Francisco city Planning Commission gets to decide who runs the department, but in practice, it’s up to the mayor — who has announced today that the new Planning Director will be John Rahaim, who now holds that same job in Seattle. Rahaim has apparently informed the folks in Seattle that he’s accepted the job, although I don’t think the commission has formally offered it to him. And, of course, he has to resign his new position immediately, before he even starts work. Welcome to San Francisco.

I don’t know much about Rahaim, but I found one interview that he did with a Seattle radio station in which he made it pretty clear who calls the shots in major development decisions:

RAHAIM: “Rightly or wrongly, in American society we rely on private developers to build.”

SEATTLE CITY PLANNER JOHN RAHAIM SAYS UNLIKE CANADA, WHERE THE GOVERNMENT DETERMINES HOW AND WHAT DEVELOPERS WILL BUILD, IN THIS COUNTRY WE RELY ON INCENTIVES TO ENCOURAGE DEVELOPERS TO CARRY OUT AN OFFICIAL VISION.

RAHAIM: “And it’s the only way to achieve some of these goals…We don’t nearly influence the market the way other governments do, where development is a privilege, not a right. But nonetheless we do. These programs, subsidies, do influence the market.”

Seattle’s had a downtown housing building boom, just like San Francisco, and of course, if the guy didn’t share Newsom’s basic philosophy, he wouldn’t have been offered the job.

UPDATE: My error on the process. In fact, the commission sent three names to the mayor, including Rahaim’s, and the mayor made the choice. That’s how it works. So Rahaim has the job — until, of course, he follows the mayor’s directive and resigns.

Feast: 5 tables for one

It’s such a cliché to say, "I hate to eat out alone." What’s to hate? True, it’s different from eating at home in your pajamas with a Scarface DVD for company, but when you’re on the go, you’re on the go, and there comes a point when grabbing another soggy sandwich at the corner market just won’t do. Sometimes you have to sit down, regroup, and eat something hot that doesn’t come out of a microwave or a cellophane packet. Peruse the latest Stop Smiling, or, god forbid, meet new people. Here’s a short list of a few places where eating alone doesn’t feel like an excerpt from No Exit — and the only hell involved is choosing just one entrée.

ESPERPENTO


While I was living in Madrid, solitude was hard to come by. Everyone went out in large groups, and day or night the streets were never empty. It was in the lively corner cafés of Lavapies that I honed the ability to be alone despite being constantly surrounded — gleaning respite within the chaos. Sometimes I like to relive those gloriously jumbled evenings of unfamiliar faces, clattering platters, and a graciously retiring waitstaff. At Esperpento, as in Lavapies, I can camp out in the corner with a dog-eared book, sipping a second fino, nibbling my boquerones, patatas, and olives (Spanish comfort food) as the Missionista jet-set ebbs and flows around me.

CAFÉ PRAGUE


OK, I admit it. I have something of a fetish for erratic Eurostyle dining. Much like Esperpento, Café Prague never lets me down in this regard. There’s ABBA on the radio. The cooks are frequently having uncomfortably loud discussions in the back that sound like they would be a lot of fun to eavesdrop on, if only I spoke Czech. The place is almost invariably out of the soup I want (though it does have more than 10 to choose from). What it boils down to for me, though, is that Café Prague serves my favorite spinach salad in town. Bigger than my head, it comes adorned with an entire hardboiled egg, chunks of addictive bacon, a slab of focaccia, veggies, and chunky blue cheese dressing. I wouldn’t call it an authentic central European spinach salad by any means, though Café Prague has the hookup on goulash and strudel too if you’re into it. But I am into spinach, and this is where I eat it.

GOLDEN COFFEE


It takes a certain gumption to force your hungover self out of the homestead on a Sunday morning for a solo brekkie. But sometimes the cupboard is that bare, and it’s times like these when places like the Golden Coffee fulfill a need you might not even have known you had — for example, the need to eat a $6 steak, or the need to drink half a dozen coffee refills over a plate of crispy, golden hash browns (or chow mein!) cooked to greasy perfection by the middle-aged Asian grill master to the lilting strains of classical music. Seated elbow to elbow around a horseshoe-shaped countertop, the patrons of this landmark greasy spoon may not always agree on sports teams, career paths, or politics — but we can all agree that breakfast is a very important part of our day.

RADIO HABANA SOCIAL CLUB


One reason to come here alone is because it’s so impossibly tiny that if you try to enter with more than one (short) friend, you might not make it beyond the front door. By yourself, you have half a chance of finding an empty bar stool — eventually. There are a handful of freedoms that have almost always been a part of American democracy. Even when they didn’t exactly apply to everyone or weren’t always protected by the people in charge, a few simple but significant rights have been patently clear in the Constitution: You can’t be nabbed by the cops and tossed behind bars without a reason. If you are imprisoned, you can’t be incarcerated indefinitely; you have the right to a speedy trial with a judge and jury. When that court date rolls around, you’ll be able to see the evidence against you.

The president can’t suspend elections, spy without warrants, or dispatch federal troops to trump local cops or quell protests. Nor can the commander in chief commence a witch hunt, deem individuals "enemy combatants," or shunt them into special tribunals outside the purview of our 218-year-old judicial system.

Until now. This year’s Project Censored presents a chilling portrait of a newly empowered executive branch signing away civil liberties for the sake of an endless and amorphous war on terror. And for the most part, the major news media weren’t paying attention.

"This year it seemed like civil rights just rose to the top," said Peter Phillips, the director of Project Censored, the annual media survey conducted by Sonoma State University researchers and students who spend the year patrolling obscure publications, national and international Web sites, and mainstream news outlets to compile the 25 most significant stories that were inadequately reported or essentially ignored.

While the project usually turns up a range of underreported issues, this year’s stories all fall somewhat neatly into two categories — the increase of privatization and the decrease of human rights. Some of the stories qualify as both.

"I think they indicate a very real concern about where our democracy is heading," writer and veteran judge Michael Parenti said.

For 31 years Project Censored has been compiling a list of the major stories that the nation’s news media have ignored, misreported, or poorly covered.

The Oxford American Dictionary defines censorship as "the practice of officially examining books, movies, etc., and suppressing unacceptable parts," which Phillips said is also a fine description of what happens under a dictatorship. When it comes to democracy, the black marker is a bit more nuanced. "We need to broaden our understanding of censorship," he said. After 11 years at the helm of Project Censored, Phillips thinks the most bowdlerizing force is the fourth estate itself: "The corporate media is complicit. There’s no excuse for the major media giants to be missing major news stories like this."

As the stories cited in this year’s Project Censored selections point out, the federal government continues to provide major news networks with stock footage, which is dutifully broadcast as news. The George W. Bush administration has spent more federal money than any other presidency on public relations. Without a doubt, Parenti said, the government invests in shaping our beliefs. "Every day they’re checking out what we think," he said. "The erosion of civil liberties is not happening in one fell swoop but in increments. Very consciously, this administration has been heading toward a general autocracy."

Carl Jensen, who founded Project Censored in 1976 after witnessing the landslide reelection of Richard Nixon in 1972 in spite of mounting evidence of the Watergate scandal, agreed that this year’s censored stories amount to an accumulated threat to democracy. "I’m waiting for one of our great liberal writers to put together the big picture of what’s going on here," he said.

1. GOOD-BYE, HABEAS CORPUS


The Military Commissions Act, passed in September 2006 as a last gasp of the Republican-controlled Congress and signed into law by Bush that Oct. 17, made significant changes to the nation’s judicial system.

The law allows the president to designate any person an "alien unlawful enemy combatant," shunting that individual into an alternative court system in which the writ of habeas corpus no longer applies, the right to a speedy trial is gone, and justice is meted out by a military tribunal that can admit evidence obtained through coercion and presented without the accused in the courtroom, all under the guise of preserving national security.

Habeas corpus, a constitutional right cribbed from the Magna Carta, protects against arbitrary imprisonment. Alexander Hamilton, writing in the Federalist Papers, called it the greatest defense against "the favorite and most formidable instruments of tyranny."

The Military Commissions Act has been seen mostly as a method for dealing with Guantánamo Bay detainees, and most journalists have reported that it doesn’t have any impact on Americans. On Oct. 19, 2006, editors at the New York Times wrote, in quite definitive language, "this law does not apply to American citizens."

Investigative journalist Robert Parry disagrees. The right of habeas corpus no longer exists for any of us, he wrote in the online journal Consortium. Deep down in the lower sections of the act, the language shifts from the very specific "alien unlawful enemy combatant" to the vague "any person subject to this chapter."

"Why does it contain language referring to ‘any person’ and then adding in an adjacent context a reference to people acting ‘in breach of allegiance or duty to the United States’?" Parry wrote. "Who has ‘an allegiance or duty to the United States’ if not an American citizen?"

Reached by phone, Parry told the Guardian that "this loose phraseology could be interpreted very narrowly or very broadly." He said he’s consulted with lawyers who are experienced in drafting federal security legislation, and they agreed that the "any person" terminology is troubling. "It could be fixed very simply, but the Bush administration put through this very vaguely worded law, and now there are a lot of differences of opinion on how it could be interpreted," Parry said.

Though US Sens. Patrick Leahy (D-Vt.) and Arlen Specter (R-Pa.) moved quickly to remedy the situation with the Habeas Corpus Restoration Act, that legislation has yet to pass Congress, which some suspect is because too many Democrats don’t want to seem soft on terrorism. Until tested by time, exactly how much the language of the Military Commissions Act may be manipulated will remain to be seen.

2. MARTIAL LAW: COMING TO A TOWN NEAR YOU


The Military Commissions Act was part of a one-two punch to civil liberties. While the first blow to habeas corpus received some attention, there was almost no media coverage of a private Oval Office ceremony held the same day the military act was signed at which Bush signed the John Warner Defense Authorization Act, a $532 billion catchall bill for defense spending.

Tucked away in the deeper recesses of that act, section 1076 allows the president to declare a public emergency and dispatch federal troops to take over National Guard units and local police if he determines them unfit for maintaining order. This is essentially a revival of the Insurrection Act, which was repealed by Congress in 1878, when it passed the Posse Comitatus Act in response to Northern troops overstaying their welcome in the reconstructed South. That act wiped out a potentially tyrannical amount of power by reinforcing the idea that the federal government should patrol the nation’s borders and let the states take care of their own territories.

The Warner act defines a public emergency as a "natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition in any state or possession of the United States" and extends its provisions to any place where "the president determines that domestic violence has occurred to such an extent that the constituted authorities of the state or possession are incapable of maintaining public order." On top of that, federal troops can be dispatched to "suppress, in a state, any insurrection, domestic violence, unlawful combination, or conspiracy."

So everything from a West Nile virus outbreak to a political protest could fall into the president’s personal definition of mayhem. That’s right — put your picket signs away.

The Warner act passed with 90 percent of the votes in the House and cleared the Senate unanimously. Months after its passage, Leahy was the only elected official to have publicly expressed concern about section 1076, warning his peers Sept. 19, 2006, that "we certainly do not need to make it easier for presidents to declare martial law. Invoking the Insurrection Act and using the military for law enforcement activities goes against some of the central tenets of our democracy. One can easily envision governors and mayors in charge of an emergency having to constantly look over their shoulders while someone who has never visited their communities gives the orders." In February, Leahy introduced Senate Bill 513 to repeal section 1076. It’s currently in the Armed Services Committee.

3. AFRICOM


President Jimmy Carter was the first to draw a clear line between America’s foreign policy and its concurrent "vital interest" in oil. During his 1980 State of the Union address, he said, "An attempt by any outside force to gain control of the Persian Gulf region will be regarded as an assault on the vital interests of the United States of America, and such an assault will be repelled by any means necessary, including military force."

Under what became the Carter Doctrine, an outpost of the Pentagon, called the United States Central Command, or CENTCOM, was established to ensure the uninterrupted flow of that slick "vital interest."

The United States is now constructing a similar permanent base in Africa, an area traditionally patrolled by more remote commands in Europe and the Pacific. No details have been released about exactly what AFRICOM’s operations and responsibilities will be or where troops will be located, though government spokespeople have vaguely stated that the mission is to establish order and keep peace for volatile governments — that just happen to be in oil-rich areas.

Though the official objective may be peace, some say the real desire is crude. "A new cold war is under way in Africa, and AFRICOM will be at the dark heart of it," Bryan Hunt wrote on the Moon of Alabama blog, which covers politics, economics, and philosophy. Most US oil imports come from African countries — in particular, Nigeria. According to the 2007 Congressional Budget Justification for Foreign Operations, "disruption of supply from Nigeria would represent a major blow to US oil-security strategy."

Though details of the AFRICOM strategy remain secret, Hunt has surveyed past governmental statements and reports by other independent journalists to draw parallels between AFRICOM and CENTCOM, making the case that the United States sees Africa as another "vital interest."

4. SECRET TRADE AGREEMENTS


As disappointing as the World Trade Organization has been, it has provided something of an open forum in which smaller countries can work together to demand concessions from larger, developed nations when brokering multilateral agreements.

At least in theory. The 2006 negotiations crumbled when the United States, the European Union, and Australia refused to heed India’s and Brazil’s demands for fair farm tariffs.

In the wake of that disaster, bilateral agreements have become the tactic of choice. These one-on-one negotiations, designed by the US and the EU, are cut like backroom deals, with the larger country bullying the smaller into agreements that couldn’t be reached through the WTO.

Bush administration officials, always quick with a charming moniker, are calling these free-trade agreements "competitive liberalization," and the EU considers them essential to negotiating future multilateral agreements.

But critics see them as fast tracks to increased foreign control of local resources in poor communities. "The overall effect of these changes in the rules is to progressively undermine economic governance, transferring power from governments to largely unaccountable multinational firms, robbing developing countries of the tools they need to develop their economies and gain a favorable foothold in global markets," states a report by Oxfam International, the antipoverty activist group.

5. SHANGHAIED SLAVES CONSTRUCT US EMBASSY IN IRAQ


Part of the permanent infrastructure the United States is erecting in Iraq includes the world’s largest embassy, built on Green Zone acreage equal to that of Vatican City. The $592 million job was awarded in 2005 to First Kuwaiti Trading and Contracting. Though much of the project’s management is staffed by Americans, most of the workers are from small or developing countries like the Philippines, India, and Pakistan and, according to David Phinney of CorpWatch — a Bay Area organization that investigates and exposes corporate environmental crimes, fraud, corruption, and violations of human rights — are recruited under false pretenses. At the airport, their boarding passes read Dubai. Their passports are stamped Dubai. But when they get off the plane, they’re in Baghdad.

Once on site, they’re often beaten and paid as little as $10 to $30 a day, CorpWatch concludes. Injured workers are dosed with heavy-duty painkillers and sent back on the job. Lodging is crowded, and food is substandard. One ex-foreman, who’s worked on five other US embassies around the world, said, "I’ve never seen a project more fucked up. Every US labor law was broken."

These workers have often been banned by their home countries from working in Baghdad because of unsafe conditions and flagging support for the war, but once they’re on Iraqi soil, protections are few. First, Kuwaiti managers take their passports, which is a violation of US labor laws. "If you don’t have a passport or an embassy to go to, what do you do to get out of a bad situation?" asked Rory Mayberry, a former medic for one of First Kuwaiti’s subcontractors, who blew the whistle on the squalid living conditions, medical malpractice, and general abuse he witnessed at the site.

The Pentagon has been investigating the slavelike conditions but has not released the names of any vioutf8g contractors or announced penalties. In the meantime, billions of dollars in contracts continue to be awarded to First Kuwaiti and other companies at which little accountability exists. As Phinney reported, "No journalist has ever been allowed access to the sprawling 104-acre site."

6. FALCON’S TALONS


Operation FALCON, or Federal and Local Cops Organized Nationally, is, in many ways, the manifestation of martial law forewarned by Frank Morales (see story 2). In an unprecedented partnership, more than 960 federal, state, and local police agencies teamed up in 2005 and 2006 to conduct the largest dragnet raids in US history. Armed with fistfuls of arrest warrants, they ran three separate raids around the country that netted 30,110 criminal arrests.

The Justice Department claimed the agents were targeting the "worst of the worst" criminals, and Attorney General Alberto Gonzales said, "Operation FALCON is an excellent example of President Bush’s direction and the Justice Department’s dedication to deal both with the terrorist threat and traditional violent crime."

However, as writer Mike Whitney points out on Uruknet.info, none of the suspects has been charged with anything related to terrorism. Additionally, while 30,110 individuals were arrested, only 586 firearms were found. That doesn’t sound very violent either.

Though the US Marshals Service has been quick to tally the offenses, Whitney says the numbers just don’t add up. For example, FALCON in 2006 captured 462 violent sex-crime suspects, 1,094 registered sex offenders, and 9,037 fugitives.

What about the other 7,481 people? "Who are they, and have they been charged with a crime?" Whitney asked.

The Marshals Service remains silent about these arrests. Whitney suggests those detainees may have been illegal immigrants and may be bound for border prisons currently being constructed by Halliburton (see last year’s Project Censored).

As an added bonus of complicity, the Justice Department supplied local news outlets with stock footage of the raids, which some TV stations ran accompanied by stories sourced from the Department of Justice’s news releases without any critical coverage of who exactly was swept up in the dragnets and where they are now.

7. BLACKWATER


The outsourcing of war has served two purposes for the Bush administration, which has given powerful corporations and private companies lucrative contracts supplying goods and services to American military operations overseas and quietly achieved an escalation of troops beyond what the public has been told or understands. Without actually deploying more military forces, the federal government instead contracts with private security firms like Blackwater to provide heavily armed details for US diplomats in Iraq, Afghanistan, and other countries where the nation is currently engaged in conflicts.

Blackwater is one of the more successful and well connected of the private companies profiting from the business of war. Started in 1996 by an ex–Navy Seal named Erik Prince, the North Carolina company employs 20,000 hired guns, training them on the world’s largest private military base.

"It’s become nothing short of the Praetorian Guard for the Bush administration’s so-called global war on terror," author Jeremy Scahill said on the Jan. 26 broadcast of the TV and radio news program Democracy Now! Scahill’s Blackwater: The Rise of the World’s Most Powerful Mercenary Army was published this year by Nation Books.

8. KIA: THE NEOLIBERAL INVASION OF INDIA


A March 2006 pact under which the United States agreed to supply nuclear fuel to India for the production of electric power also included a less-publicized corollary — the Knowledge Initiative on Agriculture. While it’s purportedly a deal to assist Indian farmers and liberalize trade (see story 4), critics say the initiative is destroying India’s local agrarian economy by encouraging the use of genetically modified seeds, which in turn is creating a new market for pesticides and driving up the overall cost of producing crops.

The deal provides a captive customer base for genetically modified seed maker Monsanto and a market for cheap goods to supply Wal-Mart, whose plans for 500 stores in the country could wipe out the livelihoods of 14 million small vendors.

Monsanto’s hybrid Bt cotton has already edged out local strains, and India is currently suffering an infestation of mealy bugs, which have proven immune to the pesticides the chemical companies have made available. Additionally, the sowing of crops has shifted from the traditional to the trade friendly. Farmers accustomed to cultivating mustard, a sacred local crop, are now producing soy, a plant foreign to India.

Though many farmers are seeing the folly of these deals, it’s often too late. Suicide has become a popular final act of opposition to what’s occurring in their country.

Vandana Shiva, who for 10 years has been studying the effects of bad trade deals on India, has published a report titled Seeds of Suicide, which recounts the deaths of more than 28,000 farmers who killed themselves in despair over the debts brought on them by binding agreements ultimately favoring corporations.

Hope comes in the form of a growing cadre of farmers hip to the flawed deals. They’ve organized into local sanghams, 72 of which now exist as small community networks that save and share seeds, skills, and assistance during the good times of harvest and the hard times of crop failure.

9. THE PRIVATIZATION OF AMERICA’S INFRASTRUCTURE


In 1956, President Dwight D. Eisenhower ushered through legislation for the greatest public works project in human history — the interstate highway system, 41,000 miles of roads funded almost entirely by the federal government.

Fifty years later many of those roads are in need of repair or replacement, but the federal government has not exactly risen to the challenge. Instead, more than 20 states have set up financial deals leasing the roads to private companies in exchange for repairs. These public-private partnerships are being lauded by politicians as the only credible financial solution to providing the public with improved services.

But opponents of all political stripes are criticizing the deals as theft of public property. They point out that the bulk of benefits is actually going to the private side of the equation — in many cases, to foreign companies with considerable experience building private roads in developing countries. In the United States these companies are entering into long-term leases of infrastructure like roads and bridges, for a low amount. They work out tax breaks to finance the repairs, raise tolls to cover the costs, and start realizing profits for their shareholders in as little as 10 years.

As Daniel Schulman and James Ridgeway reported in Mother Jones, "the Federal Highway Administration estimates that it will cost $50 billion a year above current levels of federal, state, and local highway funding to rehab existing bridges and roads over the next 16 years. Where to get that money, without raising taxes? Privatization promises a quick fix — and a way to outsource difficult decisions, like raising tolls, to entities that don’t have to worry about getting reelected."

The Indiana Toll Road, the Chicago Skyway, Virginia’s Pocahontas Parkway, and many other stretches of the nation’s public pavement have succumbed to these private deals.

Cheerleaders for privatization are deeply embedded in the Bush administration (see story 7), where they’ve been secretly fostering plans for a North American Free Trade Agreement superhighway, a 10-lane route set to run through the heart of the country and connect the Mexican and Canadian borders. It’s specifically designed to plug into the Mexican port of Lázaro Cárdenas, taking advantage of cheap labor by avoiding the International Longshore and Warehouse Union, whose members are traditionally tasked with unloading cargo, and the International Brotherhood of Teamsters, whose members transport that cargo that around the country.

10. VULTURE FUNDS: DEVOURING THE DESPERATE


Named for a bird that picks offal from a carcass, this financial scheme couldn’t be more aptly described. Well-endowed companies swoop in and purchase the debt owed by a third world country, then turn around and sue the country for the full amount — plus interest. In most courts, they win. Recently, Donegal International spent $3 million for $40 million worth of debt Zambia owed Romania, then sued for $55 million. In February an English court ruled that Zambia had to pay $15 million.

Often these countries are on the brink of having their debt relieved by the lenders in exchange for putting the owed money toward necessary goods and services for their citizens. But the vultures effectively initiate another round of deprivation for the impoverished countries by demanding full payment, and a loophole makes it legal.

Investigative reporter Greg Palast broke the story for the BBC’s Newsnight, saying that "the vultures have already sucked up about $1 billion in aid meant for the poorest nations, according to the World Bank in Washington."

With the exception of the BBC and Democracy Now!, no major news source has touched the story, though it’s incensed several members of Britain’s Parliament as well as the new prime minister, Gordon Brown. US Reps. John Conyers (D-Mich.) and Donald Payne (D-N.J.) lobbied Bush to take action as well, but political will may be elsewhere. Debt Advisory International, an investment consulting firm that’s been involved in several vulture funds that have generated millions in profits, is run by Paul Singer — the largest fundraiser for the Republican Party in the state of New York. He’s donated $1.7 million to Bush’s campaigns.
