C.W. Nevius’ ridiculous, illogical hit piece on Sup. Chris Daly on the front page of this morning’s Chronicle is almost too distorted to respond to, but we’re going to try, simply because of how he’s trying to use a minor news item to attack the entire progressive agenda. And because he’s such a twit about it.

Unable to get Daly on the phone to find out why he his family moved to Fairfield, Nevius decided to get one of Daly’s political foes, Sup. Michela Alioto-Pier, to speak for him. Given that neither of them live in San Francisco – Nevius lives in Walnut Creek and Alioto-Pier has a pied-a-terre here but spends most of her time at her family home in St. Helena – it was actually kind of funny to hear them rail against someone who actually does live here for “abandoning” the city.

In Alioto-Pier’s view, Daly “sends his family out of S.F.” (nevermind that his independent wife, Sarah Low Daly, was actually the driving force behind the decision) because he didn’t like “the way the city looks.” And in Nevius’ own insightful view, the decision was because, like “thousands who have come before,” didn’t want “to step over a homeless camper on their doorstep on the way to work.”

Trouble is, even though Daly wouldn’t grant Nevius an interview, the reason for his decision was publicly available — in fact, his announcement on Fog City Journal is the thread that started the whole debate. In a blog post, Daly writes, “Sarah and I are determined to do what is best for our kids — which means moving them closer to multi-generational family support.” And he makes clear that he’s staying here to finish his term.

Even ginormous pop phenomena disappear from the collective consciousness faster than seemed possible during their heyday. Still, it’s surprising that The Goldbergs doesn’t loom larger in television history or general cultural awareness.

Admittedly, the show’s heyday came in TV’s early years as a mass medium. In 1949, when it commenced as a CBS half-hour, there were about 1 million television sets in use here. By 1954, at its run’s end, nearly three-quarters of U.S. households owned their own boob tube. One reason for that radical expansion was the vast popularity of I Love Lucy — which grabbed The Goldbergs‘ time slot and sitcom supremacy. Everybody still loves Lucy. But who remembers Mrs. Goldberg?

This year’s San Francisco Jewish Film Festival certainly does. Its 2009 Freedom of Expression Award goes to Aviva Kempner, director of Yoo-Hoo, Mrs. Goldberg, which makes its local premiere at the fest prior to its theatrical release on Aug. 7. In addition to the doc, SFJFF is screening four Goldbergs episodes.

Even more than a largely forgotten popular institution, Yoo-Hoo commemorates the one-woman dynamo who created and sustained it. Known to millions as humble Molly Goldberg, in real life Gertrude Berg (née Tilly Edelstein) developed performing ambitions and organizational chops from an early age, deploying both in her career despite an engineer husband’s ample means (he invented instant coffee) and a father’s harsh disapproval.

She pitched what became The Rise of the Goldbergs — after a first series about shopgirls was yanked for being too protofeminist — in 1929, the 15-minute radio show making its debut just after the Wall Street crash that triggered the Great Depression. Its portrait of a working-class immigrant Jewish family, idealizing Berg’s own, seemed dubious in appeal at first to the higher-ups. Yet soon it trailed only Amos ‘n’ Andy in national popularity, managing that without Amos ‘n’ Andy‘s degrading minority stereotyping. The Goldbergs were humorous, but not clowns — a warm, stable, relatable clan who looked out for each other and their close-knit community.

The center of both, it seemed, was Molly herself, whose homely homebody demeanor (not to mention the ESL malapropisms that embarrassed some assimilationist Jewish listeners) belied the breadth of progressive, non-saccharine wisdoms she doled out to one and all. She had her ditzy moments, but was nevertheless a very modern matriarch — quite unlike Lucy Ricardo, domestic ninny par excellence.

Berg masterminded this long-term success not just as star and head writer, but producer, mogul, and hard-driving perfectionist. She also had a clothing line, penned books, toured the vaudeville circuit and acted on Broadway. At one point she was named "Most Respected Woman in America" — following Eleanor Roosevelt, though in income their positions were reversed.

Despite all this, The Goldbergs died something of a slow, ignoble death. In 1951, actor Philip "Mr. Goldberg" Loeb was named as one among many "Communist influences" in the entertainment field by right-wing ideologues. The network wanted him out — and when Berg balked, a Top Three show was suddenly canceled for lack of commercial sponsorship. It returned later, the role recast — I Love Lucy launching in the interim — but some alchemy was lost. Blackballed and disconsolate, Loeb shot himself in 1955.

Berg soldiered on, driven as ever, until her death in 1966. The Goldbergs disappeared from syndication, then from memory. It would be decades before demonstrably Jewish characters (as opposed to gentile-fied Jewish performers) would again be so prominent on television. It’s worth noting that 60-plus years after Molly G. made her reluctantly-greenlit bow, Seinfeld almost didn’t make it on-air for fear it was likewise "too Jewish."

The Democratic Party has been promising a major overhaul of the health care system for a generation or more. Now, with President Barack Obama and his party’s congressional leaders in a strong position to finally reach that elusive goal by next month, this should be a momentous time for the reform movement.

So why are so many health reform advocacy groups unhappy?

The answer involves policy and process. Rather than pushing for the single-payer system that many progressive groups demand and say is needed, Democratic leaders immediately opted for a compromise plan they hoped would be acceptable to economic conservatives and the insurance industry.

But Republicans are still calling them socialists for doing it, while the insurance industry — which loves the portion of the legislation that requires everyone to buy coverage — is still spending $1.4 million a day to either kill the complicated bills or turn them to its advantage.

When congressional Democrats unveiled America’s Affordable Health Choices Act (HR 3200) on July 14, many reformists thought a long-awaited, dramatic overhaul to a broken system was close at hand. The insurance companies would finally be made to adhere to ethical practices, and the Democrats would defend their plan to establish a government-run health insurance option that could compete with private insurers and keep them in check.

“American families cannot afford for Washington to say no once again to comprehensive health care reform,” said Rep. George Miller (D-Martinez), who chairs the crucial House Education and Labor Committee.

The Democrats’ bill does address some critical flaws in the health care system. It would greatly expand Medicare to ensure coverage for low-income individuals, and would subsidize coverage for those earning up to 400 percent of the federal poverty level, defined as $43,320 for an individual and $88,200 for a family of four. The bill would forbid insurance companies from denying coverage to patients based on a preexisting condition, age, race, or gender. It would eliminate co-pays for preventative care and establish a cap on annual out-of-pocket expenses. To pay for it, the proposal would create a graduated tax on households earning more than $350,000 a year, with the top bracket being a 5.4 percent levy on incomes of more than $1 million.

Progressive members of Congress threw their support behind the bill because — and only because — it included the public option. “The public option is central to our support of health care reform,” read a statement from the Congressional Progressive Caucus.

Rep. Lynn Woolsey (D-Petaluma), who chairs the CPC, was quoted in the Huffington Post as saying, “We have already compromised. More than 90 percent of the progressive caucus would vote today for a single-payer system. And so for us to compromise and get behind a really good strong public plan, I mean that’s as far as we’re going.”

While that statement indicates the precarious nature of the current legislation — which will likely be weakened further as it works its way through the process and merges with legislation from the more conservative U.S. Senate — many progressive groups aren’t even willing to go that far.

 

COVERAGE ISN’T CARE

Many single-payer supporters say some reform is better than none, and that the passage of HR 3200 would represent a major win. “We can advance many of the principles that we support with the House bill,” said Anthony Wright, executive director of Health Access California and an organizer for the national reform advocacy group Health Care for America Now. The nation, he believes, needs to endorse principles such as universally covering Americans and making sure patients aren’t left alone “at the mercy of the private insurance industry.”

Yet other groups fear this cure would be worse than the disease, sending millions of new customers into a private insurance system that simply doesn’t work, and compounding existing problems.

“We’re still pushing for a national single-payer bill,” Dr. James Floyd, a health reform researcher with the nonprofit group Public Citizen, told the Guardian. “While we’re open to other options, we haven’t seen anything [in proposals by Democratic congressional leaders] yet that is acceptable.”

That position has plenty of support among the general public and reform-minded organizations, for whom single-payer continues to be the holy grail.

The current proposal “doesn’t change the system one bit,” said Leonard Rodberg, a member of Physicians for a National Health Program, who works in health policy. “These bills are requiring that people buy insurance, but there are no numbers about how much the insurance would cost. And if the cost of the insurance is still too high, you can remain uninsured.”

And as negotiations center on the government-run insurance option, the concept of scratching the status quo and offering free Medicare-like health care to every American instead has fallen to the wayside.

Rep. John Conyers (D-Mich.) got 84 co-sponsors for his single-payer bill, HR 676, and hearings were held in June to explore the option. But congressional leaders then took it off the table. The reasons why seem to be as much about political will as they are about campaign contributions from the insurance industry. As one high-level congressional staffer told us, many lawmakers won’t back a single-payer system in part because they “don’t want to have to respond to being accused of being a socialist by the right wing.”

Then there’s the insurance lobby. “They spend hundreds of millions,” the staffer said. “They lobby Congress, and they provide millions to campaigns. They have Fox News. But the single-payer movement is growing leaps and bounds.”

Rodberg said the insurance industry would love to see a mandate to buy insurance approved at a time when insurers are losing customers because the economy is shedding thousands of jobs each month. “This is a bailout for the insurance companies,” Rodberg told us. “But there’s absolutely nothing in this legislation that will control costs, because it just leaves it to the insurance companies and the market.”

Dr. Jim G. Kahn, president of the California Physicians’ Alliance and a professor at UCSF with expertise in health policy, told us he believes the proposed bill falls short of the goal of comprehensive, universal coverage. “‘Universal’ was recently redefined by [Montana Sen. Max] Baucus as 95 percent — i.e., 15 million uninsured,” Kahn told us via e-mail. “Reaching even that level will be hard, due to the complexity of enforcing an ‘individual mandate’ on families with only modest income (and hence no subsidies). And in eagerness to reach that level, more and more people will become underinsured, with inadequate coverage and a further boost in already high medical bankruptcy.”

Medical debt contributed to nearly two-thirds of all bankruptcies in 2007, according to a study in the American Journal of Medicine. The majority of those afflicted were solidly middle-class homeowners at the start of their illness, and most had private health insurance.

Health Care Now, a hub for single-payer grassroots groups, is planning a large rally in Washington, D.C., for July 30, the anniversary of the founding of Medicare, on which many single-payer plans would be based. “Single-payer is the only plan that would truly be universal and contain costs,” said Katie Robbins of Health Care Now, arguing that the current plan pushed by congressional leaders “doesn’t protect us from the ills of the insurance-based system as we know it.”

Other progressive groups are withholding judgment for now, hoping the good aspects will ultimately outweigh the bad. “We’re digging through them now. We support a bill that has a true public option, and the House bill has that,” said Consumer Watchdog’s Jerry Flanagan. “But we really dislike the individual mandate [to purchase health insurance]. The insurance companies really don’t want the public option, but they really want the mandate.”

 

LEAVING OPTIONS OPEN

Even if single-payer isn’t going to be the national model yet, advocates say it’s crucial that states such as California be allowed to experiment with the option anyway. Single-payer advocates in Congress have insisted the health care legislation be amended to explicitly allow states to do single-payer (otherwise, federal preemption laws and the Employee Retirement Income Security Act might prevent states from doing so).

On July 17, Rep. Dennis Kucinich (D-Ohio) successfully inserted such an amendment into the bill that cleared the House Committee on Education and Labor with a 25-19 vote, which included significant Republican support. The amendment was opposed by Miller, indicating Democratic Party leaders oppose the change and may ultimately succeed in stripping it from the bill.

“George Miller is a longtime supporter of a national single-payer plan and health care reform. The truth is, however, there are not enough votes in the House or the Senate to pass a final bill that contains single-payer language. That is unfortunate but it is also the truth,” Miller spokesperson Rachel Racusen told the Guardian.

California is a hotbed of single-payer activism. Even a leading candidate for state insurance commissioner, Assemblymember Dave Jones (D-Sacramento) — who appeared on the steps of San Francisco City Hall on July 15 to receive the endorsements of a long list of local elected officials — has made single-payer advocacy a central plank in his campaign.

The movement is so strong in California that it actually had legislators vying for who would get to carry its banner. San Francisco’s own state senator Mark Leno, a longtime single-payer supporter, was selected this year to take over the landmark single-payer legislation previously sponsored by termed-out legislator Sheila Kuehl, which has passed twice, only to be vetoed by Gov. Arnold Schwarzenegger.

“The more I dive into this issue, the more convinced I am that the answer has to be single-payer,” Leno told us. “The only reform that truly contains costs is single-payer.”

Leno doesn’t fault Obama for taking a more cautious stance — but he does believe the federal government shouldn’t block states like California from creating single-payer systems. “States should be incubators of trying different proposals. We have a great history with that,” Leno said.

But even with a Democratic governor, there’s no guarantee that single-payer would be approved. Mayor Gavin Newsom is running for governor, featuring health care reform in his platform. He chairs the U.S. Conference of Mayors National Health Care Reform Task Force, which is pushing for approval of the Obama plan. But even Newsom won’t promise to back the Leno plan.

“He doesn’t think single-payer is the best option now,” Newsom’s campaign manager Eric Jaye told us when asked whether Newsom would sign the legislation as governor. “He hopes and believes that as governor he will be supporting a national public option.”

But in the end, the governor may not matter. Leno said the political reality in California is that voters, rather than legislators, will need to approve the single-payer system. The funding mechanism for any ambitious health care plan would require a two-thirds vote in the legislature, a political impossibility.

“The difference in California is the voters will have the final say. And I’m excited about that. The voters of California will be able to say to the insurance companies, ‘We’ve had enough, now go away,'” Leno told us. He said he expects a ballot campaign in 2012.

Of course, it won’t be that simple. Leno knows that the insurance industry will spend untold millions of dollars to defend itself and a “status quo that is only working for them, not for anyone else. This is an enormously powerful industry and they control the debates.”

“Our effort here in California is an educational one. We have from now until the election in 2012 to make the arguments,” Leno said.

 

THE COST OF INSURANCE

Testifying at a hearing of the House Education and Labor Committee in June, Geri Jenkins, a registered nurse and the co-president of the California Nurses Association, related the story of Nataline Sarkisyan. The 17-year-old girl needed a life-saving liver transplant, Jenkins explained to Congress members. “But CIGNA would not approve it,” she told them, “until I, and hundreds of others, protested. During one of the protests, I was with Hilda, Nataline’s mother, when she got the call of approval.”

Hilda’s relief didn’t last long. By the time the hurdle had been cleared, Jenkins testified, “it was too late. Nataline died an hour later.”

Nataline’s story sparked national outrage, and it has since become a flagship tale highlighting all that is wrong with this country’s health care system. But as the debate about health care reform continues inside House and Senate committee chambers, discussion about “universal health care” — a phrase with a simple ring to it — has grown murkier.

“We have a universal health care system now,” Flanagan said, referring to how all Americans with serious medical conditions have a right to treatment — even if that treatment comes with great expense in an overcrowded public hospital emergency room. “It’s just the most inefficient system imaginable.”

With the August congressional recess coming up fast and Obama leaning on Capitol Hill to shift into high gear on an issue that was a hallmark of his campaign, the pressure is on to vote on the historic health care reform legislation within weeks.

The Senate Health, Education, Labor, and Pensions Committee passed a health care reform bill July 16 that is similar to the House bill, with the vote split along party lines. Now, national attention has turned to the Senate Finance Committee, chaired by Baucus, which continued its efforts last week to achieve a bipartisan bill.

Many of progressive reform advocates simply don’t trust the players in Washington, D.C., to get this right, particularly Baucus. “He’s the voice of the insurance companies in the Senate,” Flanagan said.

A recent article in the Washington Post estimated that the insurance industry is spending an estimated $1.4 million per day to influence the outcome of the health care legislation, and pointed out that many of the lobbyists were Washington insiders who had previously worked for key legislators, such as Baucus.

The Center for Responsive Politics, a nonpartisan nonprofit research group that tracks money in U.S. politics and operates the Web site opensecrets.org, launched an intensive study of health care sector lobbyist spending, including cataloguing industry contributions to individual candidates from 1989 to the present. Baucus received more industry campaign contributions in that time than any other Democrat, the CRP study reveals, with a total of $3.8 million. Henry Waxman (D-<\d>Los Angeles), who chairs the House Energy and Commerce Committee, received a total of $1.4 million in that same time, while Speaker Nancy Pelosi (D-San Francisco) received $1.2 million.

Starting in the 2008 election cycle, the health sector gave more to Democrats than to Republicans, according to the CRP’s analysis.

To overcome that kind of money and influence, advocates say it was crucial to wield a credible single-payer option — a sort of death penalty for the insurance industry — for as long as possible.

“Having single-payer discussions on the table really informs the debate over the public option,” Flanagan said. “But by removing single-payer, it made the public option the left flank.”

Flanagan, like many, is worried about how a 900-page bill will turn out. “There are a thousands ways to get it wrong,” he said. “An easy way to get it right would be to just do a single-payer system.” ————

EDITORIAL It’s hard to imagine a better time for real, lasting health care reform. A popular president with a reform mandate has made it a top priority. The Democrats control both houses of Congress, with enough votes in the Senate to block a filibuster. Medical costs are soaring, driving individuals and businesses into bankruptcy. Even some big corporate executives, who recognize that the United States can’t compete in the global economy when companies have to spend so much on employee health insurance, are starting to come around.

So why is the bill working its way through Congress so incredibly weak?

One reason: the private insurance industry is still calling the shots.

In fact, from the very beginning, private insurers were involved in the policy discussions. Nancy Ann DeParle, President Obama’s senior health policy advisor and the White House point person on reform, brought the industry into the room on day one. Sen. Max Baucus of Montana, who heads the Finance Committee that is now considering the bill, received more contributions from the insurance industry than any other Democrat in the Senate.

And as long as the needs of an industry that makes profits by denying medical coverage to sick people matter more than the needs of the American people, there’s not going to be a decent reform bill.

The best experts all agree that the only way to hold down costs, insure everyone, and make the nation competitive again is to eliminate private insurance and create a government-run, single-payer system. That’s what almost every other industrialized country has — and it works. Canada spends far less than the U.S. does on health care — and the health outcomes for Canadians are far better by every measurable standard.

Yet single-payer health insurance was never on the table. The best Obama and Congress have to offer is a complex measure that increases some regulations on the industry and offers (for now) the prospect of a public option — that is, the ability of any citizen to buy a Medicare-style public insurance plan. The public plan is obviously an attractive option — private companies spend as much as 40 percent of every health care dollar on administrative overhead and profit. The figure for Medicare is about 2 percent. But even that option may not survive the final wording of the bill.

And in exchange for accepting a few new rules and (maybe) having to compete against the government, the insurers get a huge bounty: the plan would mandate that every American buys health insurance. Even if many people choose the public option (if it’s even available), the insurance industry will get millions of new customers.

And there’s no guarantee that those who are currently uninsured will be able to afford the plans they need. Many will probably buy a minimal policy and wind up vastly underinsured — which means they’ll go broke and fall onto the medical and social safety net if they get seriously ill. As Steven T. Jones and Rebecca Bowe report in this issue, the vast majority of the medical bankruptcies today involve people who have insurance.

The House Progressive Caucus is only willing to support the bill if it includes a strong, viable public option. We’d go even further: if Congress can’t offer a single-payer plan, it should at least allow the states to do that. Rep. Dennis Kucinich (D–Ohio) has an amendment that would authorize single-payer in any state that wants to try it, and that must be part of the final bill. Rep. Nancy Pelosi, who supports the current House package, should make clear that the Kucinich amendment must be part of the final package.

State Sen. Mark Leno has a single-payer bill in Sacramento that has passed twice but been vetoed by Gov. Schwarzenegger. Both Democratic candidates for governor, Mayor Gavin Newsom and Attorney General Jerry Brown, need to pledge to sign that bill if they get elected.

There’s too much at stake here to accept an industry-backed plan masquerading as reform. If this crashes and burns, it will be years before reform comes back. Let’s get it right this time. *

Solomon: Beyon the hype: Cronkite and Vietnam

Media eulogies for Walter Cronkite — including from progressive commentators — rarely talk about his coverage of the Vietnam War before 1968. This obit omit is essential to the myth of Cronkite as a courageous truth-teller.

But facts are facts, and history is history — including what Cronkite actually did as TV’s most influential journalist during the first years of the Vietnam War. Despite all the posthumous praise for Cronkite’s February 1968 telecast that dubbed the war “a stalemate,” the facts of history show that the broadcast came only after Cronkite’s protracted support for the war.

In 1965, reporting from Vietnam, Cronkite dramatized the murderous war effort with enthusiasm. “B-57s — the British call them Canberra jets — we’re using them very effectively here in this war in Vietnam to dive-bomb the Vietcong in these jungles beyond Da Nang here,” he reported, standing in front of a plane. Cronkite then turned to a U.S. Air Force officer next to him and said: “Colonel, what’s our mission we’re about to embark on?”

Problems with the BART police plan

The final draft of a civilian oversight plan for the BART police is headed for the full BART Board — and while it’s a whole lot better than what we have now (and BART director Tom Radulovich praises it as “the second strongest police oversight system in the Bay Area”), there are some distinctly funky things about it that the board needs to revisit.

The proposal would create a police auditor, who would investigate complaints of BART Police misconduct and recommend discipline. The auditor would report to an 11-member civilian oversight board, with each of the nine BART directors appointing one member, the full BART board appointing an at-large member — and the BART police unions appointing the final member.

That’s unprecedented, in my knowledge. I don’t think any police union anywhere in California gets to name a representative to the police oversight panel. That part of the plan has got to go.

The other problem: The final decision on discipline will be up to the BART Police chief — and if the chief (as is highly likely) refuses ever to impose effective discipline, then the auditor will be stifled.

Yes, the auditor can appeal — the the general manager, who hires the chief. Not much luck there. Beyond that, it would require a two-thirds vote of the civilian oversight board, AND a two-thirds vote of the entire BART Board, to overrule the chief and impose discipline on a cop.

That sort of supermajority requirement hasn’t worked very well at the state-budget level, and there’s a good reason: It means that a small minority (four of the 11 oversight board members, four of the nine BART Board members) can block any action.

And let’s face it — the BART Board is not a bastion of progressive thought. Just getting a majority of those folks (or their appointees) ever to agree to crack down on police misconduct will be a tough job. Getting two-thirds of both bodies is going to be almost impossible.

And since state law pretty much mandates that all police disciplinary procedures are kept secret, there won’t be any public pressure in any individual cases.

Oddly enough, BART — which is fighting bitterly to stop Assemblymember Tom Ammiano’s bill mandating tough police oversight and has got the measure bottled up — now needs state legislation to make its weaker plan work. BART isn’t currently authorized to hold disciplinary hearings or impose discipline on rank-and-file employees. So this whole issue is going to come up before the state Legislature anyway.

Which means Ammiano will have a chance to push for stronger reforms. Perhaps he could offer a few amendments to the enabling legislation that BART is proposing.

And right now, Ammiano’s office isn’t in the mood to accept the current BART plan. “It’s as if the whole Oscar Grant thing never happened,” Quintin Mecke, Ammiano’s press spokesperson, told me.

July 4 is Mime Troupe day in San Francisco, by tradition. Dolores Park, the place. There the venerable San Francisco company launches its annual free summer show — this year, the excellently timed and executed Too Big to Fail — surrounded by a varied throng of activists fanning out with ironing boards and literature among an audience of many hundreds basking in July rays, subversive laughter, and their own cheerful numbers.

Call it a day of independence from the usual bullshit, the jingo-jingle of national unity played for the masses from on high. This year Mime Troupe day got a city government imprimatur (making it actually "Mime Troupe Day" on official parchment somewhere) in a nod to the rabble-rousing satirical political theater troupe’s 50th year raising hell and inciting revolution. Generally speaking, when the government pats you on the back for that kind of thing, you want to check it didn’t leave behind a sticky with a bull’s eye. But the gesture seemed genuine enough. After all, the San Francisco Mime Troupe has in no small way contributed to the cultural clout the city enjoys as one-time font of the now revered (or at least hotly marketable) ’60s counterculture.

Founded in 1959 by RG Davis as a definitely not silent but highly physical instrument of radical aesthetic and political convictions, the Mime Troupe didn’t just mirror the counterculture; it was a driving force for it. And the free plays in the park — which began in 1962 and took the form of irreverent, politically charged reworkings of 16th-century commedia dell’arte scenarios and characters — were central to its aggressively popular, anti-bourgeois orientation.

From those early, gleefully spectacular free speech fights in Golden Gate Park — days when it was actually pitted in "obscenity" battles against the city government, in the form of the Parks Commission and the police — to clashes with cops and courts in Colorado and Canada over its still-provocative takes on American racism and civil rights in the guise of an old-fashioned minstrel show; to its midwifery of radical activist theaters like Teatro Campesino or anarchist rebels like the Diggers and their everything-free movement, it’s fair to say the Mime Troupe was more than a twinkling reflection of the zeitgeist.

Through the following four decades, the Mime Troupe, which became a collective in 1970, evolved and notably diversified with the times and their audiences, riding the vicissitudes of avid but also chaotic years, much of them spent touring extensively. Over what you might call three general and overlapping waves of collective leadership, it has endured. But has its mission?

"Absolutely," affirms Ed Holmes, a couple of days before the July 4 premiere. With the currently 10-member collective since 1986, Holmes is one of four members who came on in the mid- to late 1980s, and a powerful comedic performer revered for, among much else, his exquisite imitation of Dick Cheney. He fires off a definition: "To take a political analysis — radical, progressive, leftist, political analysis — make it entertaining, and take it out to the people in the parks, and give it away for free."

"The story’s the message," adds Pat Moran, a member since 2005 and the principal composer-lyricist of the Troupe since longtime member Bruce Barthol retired a few years ago. "But also the message is the going and setting up the show. The people working together, the people doing it, the fact that it’s produced every year on a slim budget with little time. That commitment is just as much a part of the show as the written piece."

Michael Gene Sullivan adds: "The audience should always leave any play, not just a Mime Troupe show, different people than they were when they entered. If they leave the same and are just entertained, the show is an abysmal failure." And how should they leave a Mime Troupe show exactly? "I want them to rush right out and overthrow capitalism," says Sullivan, the collective’s head writer since 2000, when he took the baton from longtime head writer Joan Holden. "That would be a good day."

At the same time, the challenges facing the company in 2009 are very real, most of them economic. Sullivan, with other members, points to the recent drastic yet financially necessary scaling-back of tours as a serious frustration. Bay Area living costs have also impinged on the day-to-day business of the organization, according to Ellen Callas. "People have had to take more and more outside work to fill in the gaps. It’s harder and harder to have a critical mass, even at meetings where important decisions are made," explains Callas, a member of the collective since 1986, "[But] none of us are willing to give up the dream of the Mime Troupe."

With their own building in the Mission District (purchased in the 1970s), unusual dedication, and commitments that include a teaching program for at-risk teens and workshop internships, the Mime Troupe does seem happily determined to press forward. Arthur Holden, veteran Trouper from the early 1960s until the 1990s, suggests it’s the collective structure of the Troupe itself that is key to its longevity — and no doubt part of its larger appeal too. "It’s what distinguishes the Mime Troupe from most other theaters: a sense of the collective members that they are really controlling their existence. That’s very important and it isn’t too easily found, in the theater or generally in the world."

What’s wrong with San Francisco?

EDITORIAL In the end, Mayor Gavin Newsom got his way. The San Francisco supervisors made some significant changes to the budget and saved some $40 million worth of programs that the mayor wanted to cut or privatize, but the Newsom for governor ads will still be able to proclaim that the mayor solved his city’s budget problem without raising taxes or cutting police and firefighters.

Instead, this fall some 1,500 city employees are slated to be laid off, 400 of them in the Department of Public Health. Many recreation directors will get pink slips. Human services will lose at least 100 people. Nonprofit service providers will see much of their city funding disappear. The money to pay for public financing of the upcoming supervisorial and mayoral races is gone. Newsom’s pet (and expensive) 311 service will still be open 24 hours a day (with a lot of the money coming from Muni).

Not one of the city’s hugely redundant fire stations will close, even for a few days at a time. The bloated police budget will see no significant cuts, and the cops and firefighters will still get raises. The mayor will continue to employ five people in his press office.

And the only new revenue in the budget comes from fee increases on Muni, public parks, after-school programs, street fairs, restaurants, and the like.

Sup. John Avalos, chair of the Budget and Finance Committee, told us this was the best deal the supervisors could get, and it’s true that the board forced Newsom to add back a lot of money he wanted to cut. But the committee stopped far short of doing what it should have done — fundamentally changing the priorities of the Newsom budget.

Campos told us that he had "mixed feelings" about the deal and expressed concern about the board’s ability to shape midyear cuts and the lack of commitment from Newsom to support support placing revenue measures on the November ballot. Mirkarimi said he was happy with the dollar amounts of the add-backs but proposed holding in reserve some funding for the mayor’s pet projects — a tool for ensuring that Newsom consults with supervisors on the midyear cuts as promised — but Avalos opposed the idea.

Avalos said he’s relying on Newsom’s commitment to him: "The mayor has given me the assurance that he will not make unilateral decisions." But Newsom has a history of breaking such promises.

And the supervisors have not included any new tax revenue in the budget projections. Which puts San Francisco far behind Oakland.

The Oakland City Council has plenty of problems, and the mayor of Oakland, Ron Dellums, has been missing in action on a lot of the city’s problems lately. But when the mayor and the council had to address the budget problems, they came up with a solution that includes at least $6 million in new taxes. While that sounds like a small number, it’s almost 10 percent of Oakland’s budget shortfall. And the new taxes, which will need voter approval in a special July 21 election, are included as part of the budget plan for fiscal 2009-10.

Two of the new taxes — a levy on pot clubs (which the clubs themselves strongly support) and a loophole-closing measure that forces big businesses to pay their fair share of real estate transfer taxes — require only a simple majority vote to take effect. The reason: the council voted unanimously to declare a fiscal emergency and put the measures on the ballot. That allowed the city to avoid the state law that requires a two-thirds vote on most new taxes.

Measures C, D, F, and H make up a generally progressive package that has the support of Council Members Rebecca Kaplan and Jean Quan and Rep. Barbara Lee. We’re happy to endorse all four.

Measure C is a 3 percent increase in the city’s hotel tax, which would rise from 11 percent to 14 percent. Half the new money would go to the Oakland Convention and Visitors Bureau while the other half would be split between the Oakland Zoo, the Chabot Space and Science Center, and cultural arts programs and festivals in the city. We could argue with the distribution (arts festivals should probably get more money and the Visitors Bureau less) but overall, it raises the hotel tax to the level of most other cities in the area and would raise money for the sorts of programs hotel taxes typically fund.

Measure D is a technical amendment to the Oakland Kids First law that mandates spending on programs for children and youth. It changes the spending requirement from 1.5 percent of total city revenues to 3 percent of the general fund. That’s slightly less money than the program currently gets, but a lot more than it has had over the past decade. The coalition that put Kids First on the ballot in 1996 (and modified it in 2008) supports this modest change.

Measure F is a creative new tax. It would impose a 1.8 percent gross receipts tax ($18 per $1,000 in sales) on medical marijuana businesses. Most efforts to hike business taxes face bitter opposition from business owners, but in this case, the pot clubs are happy to pay. In fact, the four dispensaries in Oakland are among the measure’s strongest supporters. Paying taxes tends to legitimize the clubs — and while it’s going to be tricky to track sales in what is still largely a cash business where records have in the past been kept vague to avoid the threat of federal prosecution, this is a strong step in the right direction.

Measure H would prevent big corporations from cheating Oakland out of real estate transfer taxes. Under current law, a business that owns property in Oakland and is bought by another business (or becomes part of a merger) doesn’t have to pay transfer taxes on the property it owns. Closing that loophole could bring in as much as $4.4 million a year.

There’s a lesson here for the much larger city across the Bay.

San Francisco desperately needs new revenue. And while the mayor has talked, in vague terms, about maybe supporting some sort of tax measures in November, he hasn’t committed to anything. There are several proposals floating around the board, the latest of which is a Labor Council-supported tax on alcohol consumption, but no coherent package. The progressives on the board — both those who support the compromise Newsom budget and those who don’t — need to set aside those differences, now, and get to work on finding ways to bring in enough new money to deal with the impacts of further state cuts and stave off some of the layoffs slated for the fall.

The main obstacles are Sups. Sean Elsbernd and Michela Alioto-Pier. Everyone who cares about saving services in this city needs to pressure them to back away from their GOP-style no-new-taxes stands. If those two would at least agree to let the voters decide on new revenue measures, the city would likely get a unanimous board — and the ability to raise taxes with a simple majority vote.

Oakland’s pot club tax and real estate transfer tax are great ideas that can be directly imported to San Francisco. The city’s business tax could be made more progressive (and bring in new revenue) with a simple change in the tax rates (higher on the big outfits, lower on the small ones). We’re dubious about a sales tax increase — even a half-percent hike would bring the local tax rate to 10 percent. And, even though the alcohol tax isn’t exactly progressive, those ideas could be acceptable as part of a package.

The main thing is that the city will need, at minimum, another $100 million this fall, and probably ought to be looking at raising twice that much. Oakland — a city with far fewer resources, a much smaller business base, and radically less wealth — is managing to fight its deficit with progressive taxes. What’s wrong with San Francisco?

P.S.: Sup. Chris Daly was outspoken in his criticism of the budget deal, blasting Newsom and even taking on his former aide and longtime ally, Avalos. But for all his bluster about the mayor, Daly couldn’t bring himself to oppose Anson Moran, Newsom’s nominee for the Public Utilities Commission. Moran was a staunch ally of Pacific Gas and Electric Co. when he was the PUC’s general manager, and the full board should reject him. *

There was plenty in the long New York Times Magazine cover story profile of Gavin Newsom to induce the Technicolor yawn. But the sentence I found most offensive was buried after the jump, down at the bottom of a page of type: "While generally considered a liberal by people outside of San Francisco, Newsom has not shied from confronting the left with tough love."

Say, what?

Whenever you read something in the Almighty Times that uses terms like "generally considered," you need to stop and think. Considered by whom? And what the hell does the Times mean by "liberal?"

You can define that word any way you want — Wikipedia has a long history, and outlines the difference between the classical liberalism of John Locke, Adam Smith, and David Ricardo (much of which we would now call libertarianism) and the social liberalism of the postwar era. I think any honest definition, though, rests in significant part on the notion that unregulated free markets are not always the best way to allocate resources, that government has a role in helping the needy, and, perhaps most important, that one of the primary functions of government is to reallocate income and resources to increase equality — that is, to tax the rich to feed the poor.

Liberalism got a bad name in the 1960s, particularly when it was used to apply to politicians like Lyndon Johnson and Hubert Humphrey, who had the right ideas about using exceptionally high taxes on the very rich (the marginal rate in that era was more than 70 percent) to fund programs like the Great Society, but were utterly wrong about the Vietnam War and the use of U.S. military force abroad. And in the 1970s and 1980s, liberal politicians like Phil and John Burton in San Francisco became way too close to the real estate developers.

But words have to mean something, or the whole gig is over. And, as far as I’m concerned, a mayor who refuses to raise taxes to cover a huge budget deficit, and instead cuts wholesale from programs that help the poor, is not by any definition a "liberal."

He’s not terribly good at "tough love," either.

The Times uses his implementation of Care Not Cash as an example — the program, the magazine says, "essentially ended direct payments to homeless people and put the money into service agencies instead." Not exactly true — Newsom ended direct payments to homeless people, but the "care" part of the package was never really there. And it’s all gone in this latest budget. That’s not tough love — it’s just tough.

The idea that Mayor Newsom of San Francisco is a good liberal who is still willing to challenge the left every now and then is just mythology. Newsom (generally, to use the Times’ favorite word here) has no relations whatsoever with the left. That fact might help him in the campaign — Californians as a whole are not as progressive as San Franciscans. But let’s at least be honest about it.

And of course, the lavish story is another sign that the Newsom campaign is rolling ahead very nicely. "The fact that a national newspaper of the stature of the Times decides that Gavin Newsom is the story in the governor’s race is certainly a plus," Eric Jaye, Newsom’s chief political advisor, told me. I’d say that’s a bit of an understatement. *

Assessing the city budget deal

Progressives aren’t feeling much joy over the city budget deal that was cut yesterday between Mayor Gavin Newsom and Sups. David Chiu and John Avalos (respectively the board president and chair of the Budget Committee), and that’s not just because it gave the gubernatorial candidate the chance to shamelessly crow, “The contrast is stark, isn’t it? In Sacramento, it’s a state of emergency. In San Francisco, a budget deal.”

It’s true that the deal to restore $43.7 million in Newsom-proposed cuts – more so-called “add-backs” than a Board of Supervisors has ever made to a mayor’s budget — was a real compromise, not coincidentally about half of what the board’s progressive majority was looking for, and it averted bloody budget standoff that neither side wanted.

But the cuts to progressive priorities are still deep and Newsom’s wasteful pet projects and taxpayer-funded political operation remain intact (Paul Hogarth has a good analysis of the numbers here). And the whole episode just feels a little like it was scripted by Team Newsom, starting on June 1 when the mayor unveiled his budget and said, “I count on you to add back a lot of the things I don’t want to see cut.”

Of course, that was followed by an aggressive butting of heads: the police and fire unions slammed the rookie supervisorial leaders hard, even running a sound truck through Avalos’ neighborhood calling for his recall, which progressive activists and union leaders responded to with increasingly confrontational tactics, even blocking Newsom’s Pride Parade vehicle with a “die-in.”

Ultimately, the clashes led to a compromise that Avalos described to us as: “It’s as good as we could possibly get.”

REVIEW UC Santa Barbara sociology professor William I. Robinson was recently in the news for having the temerity to criticize the Israeli military’s assault on Palestinian civilians in Gaza. Right-wing groups including the ADL orchestrated a campaign attacking Robinson with the implication that any criticism of Israel’s military abuses in the occupied territories somehow equates to anti-Semitism.

It would be nice if Robinson also received some press for the incredibly rich body of work he has produced in his career. His current volume Latin America and Global Capitalism (Johns Hopkins University Press, 440 pages, $55) is an important book for anyone interested in where our imperiled planet is headed. Robinson, author of the brilliant 1996 study of U.S. foreign aid Promoting Polyarchy, is admirably thorough in his overview of the direction capitalism has taken in Latin America since the 1970s. Robinson uses research from years of on-the-ground work, and sifts through rafts of data to map out how neoliberal trade agreements and other mechanisms for greasing the machine of global commerce have increased profits for global elites while deeply disrupting traditional patterns of life and balance with the natural world.

One glaring example Robinson focuses on is the shift toward intensive farming of soy, which has massively displaced small farmers and production of dairy, fruit trees, horticulture, and other grains. Soy production is now much more profitable than food production for local consumption — hence malnutrition is on the rise in soy producing areas.

Plans for expansion of biofuel production, Robinson writes, "could well obliterate small and medium producers and consolidate a new empire of corporate agribusiness, biotechnology, chemical and pharmaceutical TNCs [transnational corporations] in South America. The ecological devastation would undermine any gains in terms of a reduction in carbon-based fuels, and we would face a situation — absolutely absurd from any social logic yet consistent with the logic of capital — in which cars would replace human beings as the main consumers of world cereal output."

In addition to these new agro-exports, Latin America and Global Capitalism analyzes the spread of maquiladoras, the transnational tourist industry, exported labor, and remittances from abroad sent home. Robinson makes no bones about being a politically engaged academic, or of shaping his thorough, rigorous work with the intent of it being useful for popular progressive struggles. His sentiments are clearly with the indigenous resistance movements he chronicles in Latin America, as well as the immigrants’ rights movement in the United States and the continuing Bolivarian revolution in Venezuela. The ruling elites have their well-funded, right-marching think tanks churning out public intellectuals cultivated to defend the status quo. Grassroots radicals need more like William Robinson.

San Francisco has been a "transit-first" city since 1973, when the Board of Supervisors first adopted the policy of officially promoting public transit, pedestrians, and bicycles over the automobile. But the label has really been in name only — until this year.

Through an unusual confluence of policy initiatives that have been moving forward for several years, San Francisco is finally about to have a serious discussion about the automobile and its impacts. And parking policies are being used as the main tool to reduce traffic congestion, better set development impact fees, increase city revenue, and promote alternatives to the automobile.

"Our parking requirements need to be revised to support this [transit-first] policy by limiting parking supply — the single greatest incentive to drive — where transit and other modes are viable alternatives," reads the city’s Better Neighborhoods Plan.

While the very notion of deliberately limiting parking will likely be met with howls of protest by many drivers — indeed, urban planners already acknowledge that it’s probably not politically feasible to make drivers pay for their full impacts — they also say it’s the only way to decrease the over-dependence on the automobile.

"Without limiting parking, people will choose an auto-oriented lifestyle and continue to drive. Traffic will continue to worsen, and we will never shift the balance in favor of ways of getting around that are more effective in moving people," the plan continues.

Yet the push isn’t as dire for drivers as its stark language suggests, thanks to some innovative initiatives that could ironically make it even easier to park in some areas than it is now, in the process easing traffic congestion by eliminating the number of cars circling the block looking for parking spaces, which studies show can often account for up to one-third of the cars on the road.

DEMAND-BASED PARKING PRICES


The SF Park program is scheduled to begin later this summer in eight pilot areas, providing real-time parking data to give drivers better information on where to find spots and controlling demand with a market-based pricing system that raises rates when spots are scarce, encouraging turnover and freeing up spaces.

It is just one of many current initiatives. The city is looking at extending meter hours to nights and Sundays and adding parking meters in Golden Gate Park (those are simply revenue measures aimed at city budget deficits). Another study is examining the nexus between parking and developer impacts that could be used to charge new fees for construction. There’s also a comprehensive study of on-street parking policies that will be going before the Board of Supervisors (sitting as the San Francisco County Transportation Authority) next month after nearly five years in the works.

Yet creating more progressive parking policies requires political will, which will surely be tested in the coming months. Indeed, this year’s battle over the Municipal Transportation Authority budget — whose $128 million deficit was closed by Muni fare increases and services cuts rather than parking increases by a ratio of about 4-1, thanks to pressure from drivers and Mayor Gavin Newsom — was an early indicator of the pitfalls that exist within the politics of parking.

Using a $20 million federal traffic congestion management grant, SFMTA has spent years developing the SF Park program, approving most of the details last fall and planning to roll it out by summer’s end.

"Under-regulated on-street parking results in limited parking availability, inefficient utilization of spaces, and excess vehicular circulation," begins the San Francisco On-Street Parking Management and Pricing Study Final Report, which is headed to the Board of Supervisors next month. "This program will assess the effectiveness of using pricing and complementary strategies as a way to manage demand for parking."

The program will be rolled out in eight areas, coordinating parking information in more than 6,000 street spaces and 20 city-owned parking garages, and using that information to adjust parking rates — charging more when spots are scarce and for additional hours — to try to achieve a parking occupancy rate of about 85 percent.

"An on-street parking occupancy of 85 percent has been demonstrated by parking experts … as the benchmark for the practical capacity of on-street parking. At 85 percent occupancy, approximately one available space is expected per block, thus limiting the cruising phenomenon and generally assuring the availability of a space," the study reads.

SFMTA spokesperson Judson True called SF Park "the future of parking management, adding that "we are taking a big bite of the parking management pie with SF Park, which is the most advanced parking management system of any U.S. city."

THE TRUE COST OF CARS


It’s just the latest work product from transportation planners that have spent years behind-the-scenes developing programs to deal with the city’s over-reliance on the automobiles. "It’s all part of a strategy of using parking as a demand management strategy," said Zabe Bent, a planner with the San Francisco County Transportation Authority.

She is working on the parking policies, as well as a proposal to charge motorists a congestion fee for driving into the downtown, which comes before the Board of Supervisors this fall (although implementation is probably at least three years away).

Bent said city officials are working on a number of fronts to shore up San Francisco’s "transit-first" status and prepare for growth in what is already one of the country’s most congested cities. So some of the decisions coming up are bound to be tough.

"It’s a tradeoff we need to make to achieve our goals," she said, noting that the central question transportation planners are wrestling with is, "How do we achieve a more sustainable growth pattern?"

Such noble intentions can always get hung up on politics, and the ever-present question of how to pay for it during an era of fiscal crisis. So it appears the city may have to get creative with funding its new approach to parking.

Alica John-Baptiste, the assistant planning director overseeing the parking impact fee study, said that while it does appear to be a big year for new parking policies, "this conversation has been underway for a number of years. A lot of the discussions we’ve had are now being studied."

Most recently it was the citizens committee that developed the Market-Octavia Plan — one of the first to cap how much parking developers may build along with the projects — that sought guidance about what the city could legally do to recover the full costs associated with automobiles.

"There were a bunch of questions that came up about parking as an issue," she said of the Market-Octavia process. So the Planning Department and other city agencies began to explore the cost of parking as part of the city’s update of the Transit Impact Fee that is charged to new development, with the idea of expanding that to include impacts to all modes of transportation.

"We are looking at parking as a land use and its impact to the [transportation] system," she continued. "This is a city that really wants to support other modes than just transit."

The contract for that parking nexus study was awarded to Cambridge Systematics earlier this month with initial recommendations expected by the end of the year. That study is expected to show that developers and drivers don’t come anywhere near paying for the full cost of the automobile to San Francisco. "These nexus studies usually suggest a much higher fee rate than is feasible to provide," she said.

In other words, drivers and developers would freak out if asked to pay for their full impacts, arguing that that doing so would stifle development, hurt the economy, punish those who need cars, etc. So the fees will likely be set lower than needed to cover the city’s costs.

Even in the short-term, simply extending meter hours into the evenings — as SFMTA is now studying to help the city deal with its budget deficit — is likely to trigger a pitched battle between progressive supervisors and politicians who side with some merchant groups that consider parking sacrosanct.
David Heller, president of the Greater Geary Merchants Association, will be one of those leading the charge. By way of argument, he criticized San Francisco as "a very business-unfriendly city" compared to competitors like Colma and Burlingame and laid out this scenario: "After 6 p.m., there are no power lunches going on. People want to relax. Imagine you sit down to a nice dinner. You’ve got your wine and are enjoying your appetizer and in the middle of your meal, you have to get up and feed the meter. When you return, the ambiance has been lost. What are the chances you’ll return to that restaurant?"
And so it goes with the politics of parking, where pressing realities clash with visceral reactions, driver prerogatives (such as the "right" to feed the meter, which actually isn’t legal), and other distracting entitlement issues.

The mobility of space

Jason Henderson is standing on Patricia’s Green in Hayes Valley, shielding his eyes from the midsummer sun, as he explains how this area, which once lay in the shadowy underbelly of the Central Freeway, was reclaimed as a pedestrian-friendly park.

"In 1989 the freeway went all the way to Turk Street," said Henderson, an assistant professor of geography at San Francisco State University, describing how the raised concrete roadbed, built in the 1950s, cut across this neighborhood and blocked the sky — until the Loma Prieta earthquake hit and damaged the final section so badly it had to be torn down.

That natural disaster triggered a public discussion about the use of the surrounding space, and a 15-year fight that culminated in 2005 in the dedication of the Green, which is part of the Octavia Boulevard Project. Neighbors and business owners pushed the city to convert a damaged freeway into a landscaped park.

That sort of change fascinates Henderson. "I am interested in how people move around cities, and how urban space is configured for movement," he said.

The young professor was raised in New Orleans and wrote his dissertation on transportation and land use debates in Atlanta — which, as Henderson notes, is "the poster child for sprawl but became a hotbed in the ’90s of a national discourse about how we should grow, which became this very interesting debate about reurbanizing."

Henderson’s research focuses on the politics of mobility. He decided to move to San Francisco in 2003 because he saw it as an opportunity to live in a city where a car is not necessary and to study the history of the city’s freeway revolt, which began in the 1960s.

And while he is proud of this park, which was dedicated as Hayes Green then renamed for the late Patricia Walkup, a Hayes Valley resident who tirelessly advocated for the park until her death in 2006, Henderson thinks the local politics of parking have reached "a spatial stalemate."

"During the freeway revolt of the 1960s, San Francisco rejected the freeway but not the automobile," Henderson explained. "But even as San Francisco residents decided that they did not want big gashes of freeway through their waterfront, the Marina, and Golden Gate Park, the city continued to have laws that said every housing unit was to have one parking space.

"So the city adopted a transit-first policy on paper, but didn’t take space away from cars. And if you don’t do anything, you’re not solving the problem."

The problem in San Francisco is what he called the "essentializing of cars."

"A core idea within the parking debate is that there is a universal love affair with the automobile," Henderson explained. "But Obama is downsizing GM and Chrysler, and for the first time since 1960, vehicle miles traveled have started to go down. Until last year, the mantra was that Americans are going to drive. But then we found out that at $4 a gallon, this country freaks out and changes."

Earlier this year, Henderson published a paper that analyzes the city’s politics of parking through the lens of two ballot initiatives from the November 2007 San Francisco election.

"San Francisco’s parking debate is not just about parking. It is a contest over how the city should be configured and organized, and for whom," Henderson wrote in his paper, titled "The Spaces of Parking: Mapping the Politics of Mobility in San Francisco."

His research led him to conclude that progressives, who want to make the city more bike- and public-transportion friendly, are pitted against the more conservative elements (he calls them neoconservatives), who want to increase space for parking and cars at all costs, with the moderate (or in his words, "neoliberal") factions tangled in between.

Part of Henderson’s critique involves estimating the hidden costs of parking — and as it turns out, that can be done using Google and Craiglist. According to a San Francisco Municipal Transportation Agency 2008 fact sheet, there are an estimated 320,000 on-street parking spaces in San Francisco, including metered spaces, each consuming, on average, about 160 square feet.

According to a 2002 presentation by Jeffery Tumlin, a national transportation consultant, if the city rented these spaces for the lowball rate of $1,000 a year, San Francisco would rake in $320 million annually.

There would be no shortage of demand — market prices are way higher. Henderson’s review of Craiglist unearthed folks who looking to rent parking spaces in San Francisco and willing to pay from $100 to $500 a month.

But SFMTA — which issues more than 89,000 residential parking permits annually and recently opted to cut Muni service and routes and increase fares on public transit rather than extend parking meter hours to balance its budget shortfall — decided to increase the cost of these parking permits, starting July 1, by only $2, from $72 to $74 — per year. That’s less than 10 percent of market value.

The resulting revenue will be dedicated to the cost of administrating the program — not to offset the hidden costs of parking, which include carbon dioxide emissions, air pollution, congestion, and occupying valuable space.

Henderson is intrigued by the relationship between parking policy and a complex set of factors that include public health, obesity, and the cost of affordable housing. He notes that if a city’s housing policy requires developers to provide a parking space for each housing unit, too often developers don’t build that housing, or build it smaller, or build it as part of a luxury complex.

"The progressive response to this dilemma is to try to get government to eliminate the one parking-space-per-unit goal and cap the total amount of parking built. Meanwhile, the neocons, who believe government should be active in creating more parking, rail against more bus lanes," Henderson said.

As he notes, common to both groups is the desire for government to help them achieve their vision.

"Much as we see San Francisco as a progressive place, it’s also peopled by neoliberals and very conservative folks — and progressive and neoliberals coalesce on the issue of ‘smart growth.’ And there are lot of progressives who have a car and say, ‘I don’t want to be car dependent; I’d like to do city share, but I’d feel stranded.’ And those who say ‘I always want to have my own car, but I only drive it once a month.’"

Conceding that "tweaking the system" will cost money, Henderson cites congestion pricing as an area where the various factions can find agreement.

"The important question is, what will the revenue be used for?" Henderson said, noting that some will argue that if you charge motorists to use roads, then the money should be used to improve the roads, which is what has happened with toll roads in Texas.

But in San Francisco, activist are pushing the opposite approach. "Whereas the sustainable transportation movement in San Francisco wants to use the revenue from congestion pricing to fix Muni and discourage driving," he continued.

In his paper on parking policy, Henderson details exactly how parking allocations push up the price of housing — and change the face of ongoing developments.

A typical off-road parking space takes up 350 square feet when room to move in and out is factored in — and that’s comparable to many offices and living spaces in San Francisco. The parking alone costs $50,000 to $100,000 to develop — a cost that’s passed on to the homebuyer.

But in most neighborhoods, developers can’t avoid parking, because of planning laws. "This means that neighborhoods like the iconic North Beach simply could not be built today," Henderson wrote, noting how mandatory parking provisions mean that the lower floors of new buildings are likely to contain parking garages, not storefronts and cafes, and garage entrances take away street parking and limit where street trees can be planted.

"But at least contesting car space is on the table in San Francisco" Henderson said. "That makes it an intriguing bellwether for other places."

The cops and the carpetbaggers: Part II

This week, we report on the political fireworks surrounding the city’s budget process, which got especially loud last week at the dueling rallies outside City Hall.

As the Chronicle noted, Police Officer’s Association President Gary Delagnes — who lives in Novato — made waves by calling the city’s progressive Supervisors “carpetbaggers” and “idiots” while speaking at a rally organized by the police and firefighters’ unions to protest the Board’s changes to the mayor’s proposed budget. (“What the fuck right does Delagnes, who doesn’t live in the city, doesn’t pay property taxes in the city, doesn’t even get to vote here, have to complain about [Sup. John] Avalos?” Guardian editor Tim Redmond wondered on our blog.)

Mayor Gavin Newsom was onstage shaming the Supes right alongside the police and fire union leaders, helpfully reminding everyone that seismologists have said it’s not if, but when the Big One will strike. (Speaking of earthquakes, do we really want our hospitals to be understaffed and cut to the bone if disaster hits?) No surrender, no retreat

The dueling budget rallies that preceded the June 16 Board of Supervisors hearing on the city’s spending priorities officially ended the conciliatory approach offered by Mayor Gavin Newsom — a rhetorical political gambit that the Mayor’s Office never really put into practice.

The emotionally charged police and fire workers’ rally — where Police Officers Association President Gary Delagnes riled up the crowd by ridiculing supervisors as "idiots" and "carpetbaggers" — featured Newsom as the guest of honor at an event overseen by Eric Jaye, the political consultant running both the firefighters’ union budget offensive and Newsom’s gubernatorial campaign.

On a stage lined with American flags and burly public safety workers, Newsom condemned the progressive supervisor’s proposal to amend his budget over a blaring sound system. "They’re asking us to retreat," Newsom said, in full battle cry mode, "and we’re not going to do that."

Across the street, city employees from the Department of Public Health held a competing rally, flying a banner that read "No Cuts to Vital Services!" It was painfully obvious that in a squabble between city employees, the mayor was positioning himself on the side of well-paid, powerful union members who got raises instead of layoffs, rather than the public health workers and advocates for the poor whom Newsom’s budget cut the deepest.

But before progressive supervisors challenged Newsom’s proposed budget — which ignored the supervisors’ stated priorities, despite Newsom’s December pledge to work closely with the board on it — the rhetoric was quite different. "We work through our differences and ultimately try to look at the budget as apolitically as possible," Newsom said during a June 1 event unveiling his budget. "It’ll only happen by working together."

Six months earlier, when the mayor made a rare appearance at a Board of Supervisors meeting to announce the unprecedented budget shortfall of more than $500 million, he adopted a similar tone. "We have the capacity, the ingenuity and the spirit to solve this," Newsom told the board in December. "It’s going to take all of us working together. It’s in that spirit that I am here."

The mayor’s proposed budget has spurred outrage from poor people and progressive supervisors, who charge that his decision to cut critical services while simultaneously bolstering funding to the police and fire departments is morally repugnant.

Sups. John Avalos, David Campos, and David Chiu responded by passing an amendment in committee to slash $82 million from the public-safety budget in order to restore some of the cuts to public health and social services. After that move, the spirit of "working together" quickly eroded, and seemed to be replaced by the bare knuckles politics of fear and division.

After the rallies, which even spilled indoors and devolved into shouting matches between the two camps, supervisors finally got to work on the budget. And they didn’t ask Newsom to retreat, they just asked him to listen and work with them.

The $82 million dent in the public-safety budget was described as a symbolic gesture to get the mayor to take progressive concerns seriously. "For many of us, it was the only way we felt we could have a seat at the table — a seat that was real, where the discussion was going to be meaningful," Campos said.

"I do not think that this budget is bilateral. It is a unilateral budget," Chiu noted at a Budget and Finance Committee meeting.

This year’s budget battle is especially intense because of the unprecedented size of the deficit, as well as the dire economic conditions facing many San Franciscans. California’s unemployment rate climbed to 11.5 percent in May, and stood at an only slightly less miserable 9.1 percent in San Francisco, according to the state’s Employment Development Department.

Meanwhile, anecdotal evidence suggests that the number of San Franciscans in need of emergency food assistance, homeless services, and help with other basic necessities has spiked. Everyone seems to be feeling the pinch, but for the least fortunate, falling on hard times can mean relying on city-funded services for survival.

Against this dismal backdrop, big questions are emerging about the role of government. "The city’s budget," City Attorney Dennis Herrera noted at a recent hearing, "is correctly called the city’s most meaningful policy document. More than any other piece of legislation, it sets out the priorities that tangibly express the values of the City and County of San Francisco."

Sup. Ross Mirkarimi took this idea even farther at the budget hearing. "Aside from the politicking and any of the hyperbole, we [have to] do the best we possibly can for all the people of San Francisco," he said. "But in particular, the vulnerable classes, because what is also at stake is … the key question: Who’s this city for? And who gets to live here over the next 10 to 20 years, considering how cost-prohibitive it is to be in San Francisco?"

The budget battle is shaping up around some fundamental questions: is this budget going to protect the politically powerful while ignoring the thousands who are in danger of slipping through the cracks? Or will everyone be asked to make sacrifices to preserve the city’s safety net? And as these difficult decisions are hashed out, is the mayor going to sit down with the board to seek common ground?

A board hearing on the cuts to health services — which state law requires cities to hold when those cuts are deep — illustrated the divide with hours of testimony from the city’s most disadvantaged residents: those with mental health problems, seniors, SRO tenants, AIDS patients, and others.

"If we make the wrong decisions, it will mean that our homeless folks will be in ever-increasing numbers on the street. It means that folks with HIV will not receive the care they need. It will mean that kids will not have the after-school programs they need during their critical years. It will mean that our tenants will continue to live in substandard housing," Chiu summarized the testimony.

Avalos, the Budget Committee chair who has led the fight to alter Newsom’s budget priorities, has said repeatedly that cutting critical services does not work in San Francisco. And even as he proposed the amendment, he expressed a desire to reach a solution that everyone, not just progressives, would find palatable.

"We want to talk directly to the mayor, to have him meet us half-way, about how we can share the pain in this budget to ensure that we have a balance in equity on how we run the city government," Avalos noted as his committee began its detailed, tedious work on the budget. "We can do that across the hall here at City Hall, and we can do it across every district in San Francisco."

The Board approved the interim budget that more evenly shared the budget pain on a 7-3 vote, with Sups. Bevan Dufty, Carmen Chu, and Michela Alioto-Pier dissenting (Sup. Sean Elsbernd was absent because his wife was giving birth to their first child, but was also likely to dissent).

If Newsom chooses to veto the interim budget or the permanent one next month — which the board would need eight votes to override — San Francisco could be in for a protracted budget standoff, the least "apolitical" of all options. But for now, the political theater is yielding to the detailed, difficult work of the Budget and Finance Committee.

Progressive members of the committee have already signaled their intention to scrutinize city jobs with salaries of $100,000 or positions in each department that deal with public relations.

Among those highlighted in a budget analysts’ report is Newsom’s public relations team, a fleet of five helmed by a Director of Communications Nate Ballard, who pulls down $141,700 a year. Yet when the Guardian and others seek information from the office — for this story and many others — we are often stonewalled, ignored, or insulted.

During the budget hearings, the disproportionately high number of positions with six-figure salaries in the city’s police and fire departments also came under scrutiny. "What has worked in a lot of other agencies is you have employees who care deeply enough about the City and County of San Francisco that they are willing to give back in terms of salaries," Campos commented to Fire Chief Joanne Hayes-White during a budget hearing, referring to firefighters’ refusal to forgo raises.

Another looming question is whether new revenue measures will be included as part of the solution. While progressive supervisors continue to call for tax measures as a way to stave off the worst cuts to critical services, Newsom proudly proclaimed his budget’s lack of new taxes.

A press release posted on Newsom’s gubernatorial campaign Web site suggests that since raising revenues doesn’t fit with his bid for governor, it’s not likely to be entertained as a possibility. "Mayor Newsom crafted a balanced budget on time," a press release notes, "without any new general tax increases, without reducing public safety services."

It’s a stand that’s certain to yield more political clashes down the line.

"I don’t see how we can get out of this budget without bringing additional revenue into the system," Campos noted at the committee hearing. "Once people learn about the situation we are facing, they will understand the need for the city and county as a whole to contribute."

Tear up the budget

EDITORIAL Here are a few of the new taxes in Mayor Newsom’s no-new-taxes budget.

The cost of sending your kid to a city day camp will jump 35 percent. The cost of after-school latchkey programs will go up 112 percent. It will cost a dollar more to swim in a public pool. Annual swim passes for seniors and people with economic needs will rise by $25. And that’s on top of the Muni fare hike. Fines, fees and licenses will go up a staggering 41 percent.

In other words, poor people who use city services will see their taxes — that is, the cost of using city services — go up significantly. But rich people, big business, Pacific Gas and Electric Co., property owners — they won’t pay anything more at all. (Of course, if you own a small tatoo parlor, your city fees will go up 1,200 percent.)

This is one of the essential lies of the Newsom budget. It’s not revenue-neutral at all; it just raises taxes on the poor.

It’s also not a budget that shares the economic pain fairly.

The Firefighters union is screaming that the supervisors might want to cut a little bit from that bloated agency, but their protests defy reality. In fact, the budget analyst has identified more than $6 million in relatively painless cuts to the Fire Department — and if the supervisors went along with those recommendations, the department would still be getting more than $1 million in increased funding. It’s hard to argue for cutting firefighting in a city built of wood that’s had a bad history with fires. But the reality is that San Francisco’s fire-suppression system was designed long before the days of fire codes, smoke detectors, and sprinklers, and there just aren’t as many fires these days. The budget analyst suggests — as the controller did in 2004 — that the city could temporarily close a few fire stations without any appreciable reduction in public safety.

Firefighters in San Francisco get pay and benefit parity with the cops — and the cops have gotten nice raises recently, in part because it’s been hard to recruit people to work for the San Francisco Police Department. On the other hand, there are 5,000 people on the waiting list to apply for a job as a San Francisco firefighter.

The Police Department’s due for a budget increase, too — of more than $15 million. The budget analyst suggests that $4 million of that could be cut without damaging law enforcement.

Then there’s the Mayor’s Office, where a staff of five people handle public relations for Newsom, at a cost to the public of $653,571. When Art Agnos was mayor in the late 1980s, he managed to get by with just one press secretary. The population of the city hasn’t changed; the number of reporters at City Hall has decreased. Why does Newsom need five times as many people in his communications office? And how much of that public money is actually being used to promote the mayor’s campaign for governor?

Those are just some of the revelations from the reports of the budget analyst and the hearings so far. And they add up to a budget situation that’s very different from anything the city has seen in years.

The Board of Supervisors typically tinkers with the mayor’s budget, changing a million here and a million there. This time the mayor has in effect declared war on the supervisors, appearing with the firefighters at rallies and denouncing board members (at one point Newsom told reporters, "Thank god we have a mayor.") The outcome of the current budget hearings will be a test for the progressive majority on the board, and particularly for president David Chiu. The board members have to be willing to essentially tear up the mayor’s budget, restructure the priorities, replace the fee increases with fair new taxes (even if it means including in the budget projections for tax measures to go on the November ballot), and eliminate the embarrassing waste. *

The most painful and divisive city budget season in many years was just getting under way as this issue went to press, with dueling City Hall rallies preceding the June 16 Board of Supervisors vote on an interim budget and the board’s Budget and Finance Committee slated to finally delve into the 2009-10 general fund budgets on June 17.

Both sides have adopted the rhetoric of a life-or-death struggle, with firefighters warning at a rally and in an advertising campaign that any cuts to their budget is akin to playing Russian Roulette, while city service providers say the deep public health cuts proposed by Mayor Gavin Newsom will also cost lives and carry dire long-term costs and consequences.

Despite Newsom’s pledges in January and again on June 1 to work closely with the Board of Supervisors on budget issues, that hasn’t happened. Instead, Newsom’s proposed budget would decimate the social services supported by board progressives, who responded by proposing an interim budget that would share that pain with police, fire, and sheriff’s budgets — which Newsom proposed to increase.

Rather than simply adopting the mayor’s proposed budget as the interim spending plan for the month of July, as the board traditionally has done, progressive supporters proposed an interim budget that would make up to $82 million in cuts to the three public safety agencies and use that money to prevent the more draconian cuts to social services.

“It’s the start of a discussion to figure out what that number should be. I don’t know where we’re going to end up,” Sup. David Campos, who sits on the budget committee, told us.

Board President David Chiu said Newsom did finally meet with him and Budget Committee chair John Avalos on June 15 to try to resolve the impasse. But he said, “We didn’t hear anything from the mayor that would change where we were last week.” They planned to meet again on June 19.

“What we proposed represents the magnitude of the challenge we face this year,” Chiu said of the interim budget proposal, seeming to indicate that supervisors are open to negotiation.

The real work begins the morning of June 17 when the Budget and Finance Committee dissects the budgets of 15 city departments, including the Mayor’s Office, of which Avalos told us, “I don’t think the mayor has made the same concessions as he’s had other departments make.”

The next day, another 13 city departments go under the committee’s microscope, including the public safety departments that were spared the mayor’s budget ax and even given small increases, and the budget of the Public Defenders Office, where Newsom proposes cutting 16 positions.

“This creates a severe imbalance in the criminal justice system,” Public Defender Jeff Adachi told us. “Why is he cutting public defender services while fully funding police, fully funding the sheriff’s department, and essentially creating a situation where poor people are going to get second-rate representation?”

That theme of rich vs. poor has pervaded the budget season debate, both overtly and in budget priorities that each side is supporting.

 

BUDGET JUSTICE

Hundreds of people whose lives would be affected by cuts marched on City Hall under the banner Budget Justice on June 10. Some of San Francisco’s most vulnerable citizens, including homeless people, immigrants, seniors, and public housing residents, turned out for the march, chanting and waving signs asking the mayor to “invest in us.”

Sups. John Avalos and Chris Daly delivered resounding speeches mirroring the anger in the crowd, and promised to fix the budget by reallocating money to protect the city’s safety net. Daly charged that even as services to the city’s vulnerable populations are being slashed, “the politically connected and the powerful get huge increases.”

Avalos took the podium just before heading into City Hall to lead the Budget and Finance Committee meeting and implored the hundreds of people gathered out front to make their voices heard. “Mayor Newsom, he told us, he said, ‘We have a near-perfect budget.’ Do we have a near-perfect budget?” Avalos asked, and then paused while the crowd cried out, “Nooo!!!!!”

During an interview discussing Newsom’s budget priorities, Avalos twice made references to The Shock Doctrine, using the Naomi Klein book about how crises are used as opportunities to unilaterally implement corporatist policies. “We have a budget deficit that is real, but it’s being used to do other things,” Avalos said. “I look at it as a way to remake San Francisco. It’s a Shock Doctrine effect.”

He referred to the privatization of government services (an aspect of every Newsom budget), promoting condo conversions and gentrification, defunding nonprofits that provides social services (groups that often side with progressives), and helping corporations raid the public treasury (Newsom proposed beefing up the Mayor’s Office of Economic and Workforce Development by a whopping 32 percent).

“It’s things that the most conservative parts of San Francisco have wanted for years, and now they have the conditions to make it happen,” Avalos said.

Much of that agenda involves slashing services to the homeless and other low-income San Francisco and de-funding the nonprofit network that provides services and jobs. “There’s an effort to say nonprofit jobs aren’t real jobs, but they are an important economic engine of the city,” Avalos told us. Those cuts were decried during the June 10 budget rally.

“What people don’t realize,” Office & Professional Employees International Union Local 3 representative Natalie Naylor said, “is that everything that’s being proposed to be cut from the city is creating no place for homeless people to go during the daytime. I don’t think Newsom’s constituents realize that we’re going to see more homeless people on the street than ever before.”

Pablo Rodriguez of the Coalition on Homelessness told the crowd that he was furious that the mayor would make such deep cuts to social services. “Stop riding on the back of the homeless, and the seniors and the children and all the community-based organizations,” Rodriguez said. “Why make the poor people pay for the rich people’s mistakes? The poor people didn’t make the mistakes.”

 

WHOM TO CUT?

The public safety unions were equally caustic in their arguments. An announcement for the Save Our Firehouses rally — which was heavily promoted by members of the Mayor’s Office and Newsom’s gubernatorial campaign team — claimed that “the Board of Supervisors voted to endanger the progress that we’ve made in public safety by laying off hundreds of police officers, closing up to 12 out of 42 fire stations and closing part of our jail.”

Actually, all sides have said the interim budget probably won’t lead to layoffs, station closures, or prisoner releases, but those could be a part of next year’s budget.

Tensions temporarily cooled a bit in the days that have followed, but the two sides still seemed far apart on their priorities, mayoral spin aside. Asked about the impasse, Newsom spokesperson Nate Ballard told the Guardian, “The mayor has already included over 90 percent of the supervisors’ priorities in the budget. But he’s against the supervisors’ efforts to gut public safety. He’s willing to work with people who have reasonable ideas to balance the budget. Balancing the budget with draconian cuts to police and fire is unreasonable.”

Campos disputed Ballard’s figure and logic. “I don’t know where that number comes from,” Campos said. “A lot of the things we wanted to protect, the mayor cut anyway.”

Campos said Newsom’s slick budget presentation glossed over painful cuts to essential services, cuts that activists and Budget Analyst Harvey Rose have been discovering over the last two weeks. “I felt the mayor has done a real good job of presenting things to make it look like it’s not as bad as it really is,” Campos said.

 

COMMITTEE WORK

Avalos expressed confidence that his committee will produce a document to the full board in July that reflects progressive priorities.

“We’re going to pass to the full board a budget that we have control over,” Avalos said, noting that a committee majority that also includes Sups. Campos and Ross Mirkarimi strongly favors progressive budget priorities.

He also praised the committee’s more conservative members, Sups. Bevan Dufty and Carmen Chu, as engaged participants in improving the mayor’s budget. “I think the tension on the committee is healthy.”

Ultimately, Avalos says, he knows the board members can alter Newsom’s budget priorities. But his goal is to go even further and develop a consensus budget that creatively spreads the pain.

“Ideally, I want a unanimous vote on the Board of Supervisors,” Avalos said.

In the current polarized budget climate, that’s an ambitious goal that may be out of reach. But there are some real benefits to attaining a unanimous board vote, including the ability to place revenue measures on the November ballot that can be passed by a simply majority vote (state law generally requires a two-third vote to increase taxes, but it makes provisions for fiscal emergencies, when a unanimous Board of Supervisors vote can waive the two-thirds rule).

Avalos has proposed placing sales tax and parcel tax measures on the fall ballot. Other proposals that have been discussed by a stakeholder committee assembled by Chiu include a measure to replace the payroll tax with a new gross receipts tax and general obligation bond measures to pay for things like park and road maintenance, which would allow those budget expenses to be applied elsewhere.

But Avalos said Newsom will need to step up and show some leadership if the measures are going to have any hope of being approved. “To get the two-thirds vote we need to win a revenue measure in this bad economy is going to be really hard,” Avalos said.

“The mayor is open to new revenue measures as long as they include significant reforms and are conceived and supported by a wide swath of the community including labor and business,” Ballard said.

Sup. Sean Elsbernd — one of the most conservative supervisors — has repeatedly said he won’t support new revenue measures unless they are accompanied by substantial budget reforms that will rein in ballooning expenditures in areas like city employee pensions.

“Pension reform. Health care reform. Spending reform. One of the above. A combination of the above,” Elsbernd told the Guardian when asked what he wants to see in a budget revenue deal.

Avalos says he’s mindful that not every progressive priority can be fully funded as the city wrestles with a budget deficit of almost $500 million, fully half the city’s discretionary budget. “It’s a crappy situation, and we can make it just a crummy situation.”

Hightower, One in the Chamber, Futur Skullz

PREVIEW Hightower is quite possibly the only prog rock group that could be accurately described as "gnarly" (sorry, Van Der Graaf Generator). Proving that complex compositions and unpretentious rock ‘n’ roll aren’t mutually exclusive, the San Francisco power trio mixes unpredictable tempos and spacey guitar shredding with beer- and weed-fueled skate thrash to create a style tailor-made for raging circle pits and blacklight poster stare-downs. With song titles like "Wizardhawk" and "I Am the Wallride," the band celebrates and pokes fun at some of the, er, imaginative concepts of their bell-bottomed forefathers. But even if you think the term "progressive rock" is shorthand for overly complex wanking, Hightower proves the genre can be surprisingly crucial.

I inadvertently stumbled into a show featuring local metal band Futur Skullz about a month ago and was blown away by how LOUD these guys play. There’s nothing about them that isn’t deafening — the thrash-meets-sludge guitar, buzzing bass, crusty-ass vocals, and thundering drums are ready to pummel, but with enough variation to keep their sets interesting. Like Hightower, Futur Skullz combine massive, arena-ready riffs with relatable garage band energy; it’s a case of powerhouse heavy metal filtered through punk rock sensibilities. Oakland-based One in the Chamber’s collage of punk, stoner metal, aggressively jazzy weirdness, and everything in between completes this bill, which should be a revelation to anyone whose nights out have been lacking raw power.

A bailout for the middle class

OPINION I don’t need to remind you that our economy is in trouble. The current banking crisis has demonstrated to all of us just how fragile and susceptible to manipulation our current system is. President Obama has spent billions of dollars and untold hours trying to bail out our failing banks and financial institutions. Whatever your opinions about his efforts, I think we can all agree we should also be helping out American workers — the real engine of the economy. The Employee Free Choice Act, currently being debated in Congress, offers needed help.

In 1979, 23 percent of the American workforce earned the inflation-adjusted equivalent of $20 an hour. This level of pay, about $41,000 per year, is generally considered the minimum necessary for a family of four to live something like a middle-class lifestyle. I wish I could say that progress marched on, that every year after 1979 the percentage of workers earning the minimum to support a middle-class family grew. In fact, the opposite happened — today only 18 percent of American workers earn enough to support a family of four.

What happened to the other end of the spectrum during that time? In 1978, American CEOs earned 35 times what the average worker earned. Over the next 10 years, this ratio grew, so that in 1989 the average CEO was earning 71 times what the average worker was earning. By 2007, the ratio had grown to an unbelievable 275.

The causes of this imbalance are many, but one is declining labor union membership. In 1983, 17.7 million workers were members of unions, accounting for 20.1 percent of America’s workers. In 2008, only 16.1 million workers were unionized, accounting for 12.4 percent of our nation’s workforce. These numbers are critically important because union membership makes a large difference in the well-being of America’s workers. In 2008, the average union worker earned $886 a week, while the average nonunion worker was paid only $691.

With all the effort we’re putting in to a bailout of the banks, we need to be discussing a bailout of the middle class. We don’t have to wait for the Treasury Department to come up with the plan — it’s sitting there in Congress and is called the Employee Free Choice Act. The bill would give workers a fair, direct route to forming a union without illegal interference from corporations.

Unfortunately, the middle-class bailout is stuck in Congress. The U.S. Chamber of Commerce and the other shills for mega-corporations have turned up the pressure and succeeded in preventing the Employee Free Choice Act from moving forward in the Senate. Our own Sen. Feinstein recently said she wouldn’t vote for the bill because of the economic downturn, even though she cosponsored the legislation last year.

With the current state of our economy, we need a middle-class bailout — and we need it soon. Feinstein has the ability to make that happen. She should deliver the one bailout we all really need. *

In the midst of all that is bleak in the state of California and the City and County of San Francisco, I am having fun specuutf8g about what will happen when Gavin Newsom is no longer mayor.

It’s a fascinating exercise — and trust me, I am by no means the only person engaging in it.

The broad outline is that the race to replace Newsom at this point bears no relation to the dynamic that brought him into office. Back in 2003, the race was the progressives against downtown; Tom Ammiano, Matt Gonzalez, and Angela Alioto were competing for the progressive vote, and Newsom was downtown’s darling, running on a platform of taking welfare money away from homeless people. The Newsom-Gonzalez runoff was about as clear and stark a choice over political vision as the city could ask for.

Six years later, I can count four people who are getting ready to run, and none is much like either Newsom or Gonzalez.

Sup. Bevan Dufty, who is sometimes with the progressives and sometimes with the mayor, told me last week that he’s definitely running. He’s part of the board’s moderate wing, but isn’t the downtown call-up vote that Newsom was and clearly isn’t counting on the big-business world for most of his support. Assessor-Recorder Phil Ting has made no secret of his political ambitions and is putting himself in the limelight with high-profile statements about Proposition 13 and taxing the Catholic Church. He sounds pretty liberal these days, although his chief political consultant is Newsom (and PG&E) operative Eric Jaye.

Just about everyone in local politics assumes City Attorney Dennis Herrera will be in the mix. He’s had the advantage of not having to take stands on local measures and candidates (as the city attorney, he’s not allowed to endorse), and while some progressives see him as the most appealing choice, he’s not Ammiano or Gonzalez. And then there’s state Sen. Leland Yee, who is utterly unpredictable, sometimes great on the issues and sometimes awful — and is almost certainly going to run.

And right now, other than Sup. Ross Mirkarimi, who might or might not run and isn’t putting together any kind of a pre-campaign operation, there’s no obvious progressive candidate in the race. If Mirkarimi’s serious, he needs to be moving.

But wait: There’s more.

Assume for a moment — and whatever you may think about the guy, it’s not a crazy assumption — that Gavin Newsom is the next governor of California. (How? He beats Jerry Brown in the primary by running future vs. past, then beats any Republican, who will be saddled with the Schwarzenegger mess. He isn’t remotely ready for the job, but that’s politics.)

Gov. Newsom would be sworn in Jan. 4, 2011. David Chiu, president of the Board of Supervisors, would be acting mayor — until he convenes the board and somebody gets six votes to finish Newsom’s term. That decision could be made by the current supes, who hold office until Jan. 8, 2011, if they can meet and decide in four days, or by the new supes — and we don’t know who they will be.

The person appointed doesn’t have to be a supervisor. Could be anyone. Could be Chiu. Could be Mirkarimi. Could be Dufty. Could be …. Aaron Peskin. Just takes six votes. And then that person could run as the incumbent.

Don’t go thinking any of this is just idle chatter. There are political consultants all over town having the same discussions, today. *

Mayor’s Office targetted for cuts

The Budget and Finance Committee tomorrow begins work on the 2009-10 budgets of 15 city department that are funded by the General Fund, and Budget Analyst Harvey Rose today released his annual recommendations, suggesting additional cuts to most departments to try to offset deep cuts proposed by the mayor that supervisors want to restore.

And it’s no surprise that the Mayor’s Office has a big, fat target on its back, particularly after progressives on the Budget Committee asked Rose to single out public relations positions and other fluff that serves Gavin Newsom the candidate more than the people of San Francisco.

So, in addition to the $444,415 in cuts to the Mayor’s Office that Rose recommends (a level consistent with his assessments of other departments), he also helpfully lists $2.12 million in areas singled out by supervisors. They are the Mayor’s Offices of Communications ($653,571), Criminal Justice ($361,855), Neighborhood Services ($789,652), and his education and greening directors that are largely funded by other departments, including Muni ($315,160).

As the supervisors today deliberate the interim budget and where to come up with $82 million to restore deep cuts to core city services, these Mayor’s Office plums are likely to be attractive targets for the progressive-dominated committee that convenes tomorrow.
