Marijuana goes mainstream

I’ve smoked marijuana on and off for most of my adult life, usually in the evening to help let go of the anxieties associated with being a progressive wage slave in an increasingly conservative capitalist country.

Buying my pot, which is California’s biggest cash crop, has always been a criminal transaction: in hushed tones or coded language, I arrange to meet a dealer I’ve been set up with through friends. And when I meet him (they’ve always been men), I give him cash in exchange for an eighth- or quarter-ounce of whatever kind of pot he’s selling.

I don’t know what variety I’m buying, who grew it, or how it was grown; whether violence or environmental degradation have occurred along the supply chain; or even whether it is an indica or sativa, the two most basic cannabis families that have differing effects on users.

I’ve been completely in the dark, both in terms of what I was buying and who was benefiting from the transaction, but that changed recently. I obtained a doctor’s recommendation to legally smoke weed — honestly citing anxiety as my affliction — and set out to explore the area’s best cannabis clubs.

It was a little strange and disorienting at first, this new world of expert purveyors of the finest Northern California marijuana and the various concentrates, edibles, drinkables, and other products it goes into. But what eventually struck me is just now normal and mainstream this industry has become, particularly in San Francisco, which has long led the movement to legalize marijuana.

Unlike in cities such as Los Angeles, where the rapid proliferation of unregulated pot clubs has made headlines and raised community concerns, San Francisco years ago made its clubs jump through various bureaucratic hoops to become fully licensed, permitted, and regulated, free to join the mainstream business community, pay their taxes, and compete with one another on the basis of quality, price, customer service, ambiance, and support for the community.

As Californians prepare to decide whether to decriminalize marijuana for even recreational use — on Jan. 28, advocates plan to turn in enough valid signatures to place that initiative on the fall ballot — it’s a good time to explore just what the world of legal weed looks like.

Pretty much everyone involved agrees that San Francisco’s system for distributing marijuana to those with a doctor’s recommendation for it is working well: the patients, growers, dispensary operators, doctors, politicians, police, and regulators with the planning and public health departments.

“It works and it should continue to be replicated,” Sup. Ross Mirkarimi, who created the legislation four years ago that led to the current system, told us. “It’s now mainstream.”

Public health officials agree. “In general, we’re very happy about our relationship with the industry and their commitment to the regulations,” said Dr. Rajiv Bhatia, San Francisco’s environmental health director. “We did this well and we did it cooperatively with the clubs.”

Bhatia said there are now 22 fully-permitted clubs (and two more under review) in San Francisco, less than half the number operating when the regulations were created. He also said the city no longer receives many complaints from neighbors of clubs.

Misha Breyburg, managing partner of the nonprofit Medithrive, which opened just a few months ago on Mission Street, supports the process too. “The regulations generally are not easy, but I think that’s okay,” he said. “The process was long and cumbersome and stressful, but very fair.”

Martin Olive, director of the Vapor Room, one of the city’s largest and best dispensaries, agrees that the permitting process professionalized the industry: “I’m proud to be here because the city government has been amazing.”

Richard Lee — founder of Oaksterdam University in Oakland, which teaches marijuana cultivation and is the main financial backer behind the initiative to legalize and tax pot — said San Francisco and Oakland have demonstrated that cannabis clubs can function like any other legitimate industry and become a real asset to their neighborhoods and the local economy.

“Once they started legalizing the clubs, they had no more problems,” Lee told us. “It really is boring and really not a big deal. It’s only the prohibition that makes it exciting and a little scary.”

In fact, Lee said that normalizing and legalizing the marijuana industry is the best way to deal with the problems associated with the illegal drug trade, such as violence, creation of a criminal class, respect for law enforcement, wasted public resources, lost tax opportunities, unsafe growing operations, and environmental damage.

“We need to end cannabis prohibition to end the violence,” Lee said.

Bringing marijuana above ground also has created an artisanship that’s similar to the wine industry, elevating cultivation practices to an art form, improving the science behind it, and making users more sophisticated about subtle differences in taste and effect among the dozens of varieties now on the market.

But the growers themselves still exist in a murky gray area. Although they can get some legal cover as registered caregivers to a cooperative’s members, they’re still exposed to thefts, shakedowns, logistical difficulties, and raids by federal agents or even local police, such as the series of raids in the Sunset District last fall that targeted even legitimate growers for the clubs.

“Right now, cultivators have no air cover at all and they’re getting mixed messages,” Mirkarimi said, calling for the city to better protect growers and even consider getting into the business of growing pot for the clubs and patients. “General Hospital should dispense medical cannabis.”

That issue and others related to the city’s relationship with the industry are currently the subject of a working group convened by Sup. David Campos, a byproduct of which is the proposal to create a Medical Cannabis Task Force to advise the Board of Supervisors, an item the board was scheduled to vote on Jan. 26.

Mirkarimi said he’s also concerned about current rules that ban smoking in clubs that are within 1,000 feet of schools or drug treatment facilities, which has served to prohibit smoking in all but a few San Francisco clubs. Oakland bans smoking in all its clubs. “That’s where the laws could be modified, because you don’t want to take away that social vibe,” Mirkarimi said. “San Francisco needs to be a leader in activating the next step.”

Olive, whose club allows smoking and has a great social scene, agrees that something is lost when the clubs are forced to be simply transactional.

“This is a social healing medicine, and we’re here to promote an inviting atmosphere where people can share their stories,” Olive said. “The whole point is not to just come in and get your medicine, but to be a part of a community.”

That community can range from young stoners to dying old patients, who can both benefit from their communion. “It’s the hippies and the yuppies. Everyone comes here,” Breyburg said. Or as Olive told me, “There is something intrinsically rewarding to sharing a joint with someone, as silly as that sounds.”

The voter-approved Proposition 215 and state law are deliberately vague on what ailments qualify for a doctor’s recommendation, spawning a sub-industry of physicians who specialize in pot, like the ones at the clinic I visited, Dr. Hanya Barth’s Compassionate Health Options in SoMa.

The busy clinic charges around $130 for an initial visit and patients walk away with a legal recommendation, which is all state law requires to legally use marijuana (the clinic recommended also buying a $100 state ID card or a $40 card from the Patient ID Center in Oakland, but I didn’t need them to enter any of the clubs I visited).

The long forms patients fill out even suggest anxiety as an affliction that pot can help, but the clinic also asks patients to sign a waiver to obtain detailed medical records supporting the recommendation. When Barth learned that I have a shoulder separation for which I underwent an MRI a few years ago, she requested those records and added “shoulder pain” to my “anxiety” affliction.

“My goal is not just to give people a recommendation. I look at how I can help or support the person beyond just giving them a recommendation,” Barth told me, illustrating her point by showing me two packs of cigarettes from patients whom she said she convinced to quit smoking.

Her vibe combines the healer and the old hippie, someone who sees a plethora of uses for marijuana and generally thinks society would be better off if everyone would just have a puff and chill out. The clubs also don’t draw distinctions based on their customers’ reasons for smoking.

“There is a distinct difference between medical use and recreational use,” Olive said, telling stories about amazing turnarounds he’s seen in patients with AIDS, cancer, and other debilitating diseases, contrasting that with people who just like to get high before watching a funny movie, which he said is also fine.

But Olive said there’s an important and often under-appreciated third category of marijuana use: therapeutic. “They use cannabis to cope, to unwind, to relax, to sleep better, or to think through problems in a different way,” Olive said.

This third category of user, which I officially fall into, seems to be the majority people I encountered in the local clubs. And while it may be easy for cannabis’ critics to dismiss such patients as taking advantage of laws and a system meant to help sick people, Olive says they play an important role.

“They make it easier for the cannabis clubs to give it away to the people who really need it,” Olive said, referring the practice by most clubs of giving away free weed to low-income or very sick patients, which is supported by the profits made on sales.

The Vapor Room is widely regarded as having one of the best compassionate giving programs, and Olive estimated that the operation gives away about a pound per week through local hospice programs and by giving away edibles and bags of cannabis vapor at the club.

Some of the profits are also used to offer free massage, yoga, chiropractic, and other classes to their members, a system being taken to new heights by Harborside Health Center in Oakland, which has fairly high prices but uses that revenue to offer an extensive list of free services and laboratory analysis of the pot it sells, identifying both contaminants (such as molds or pesticides) and the level of THC, the compound that gets you high.

Olive said there’s also a positive psychological impact of legitimizing the use of marijuana: “It no longer feels like you’re doing a bad thing that you have to be sneaky about.”

As I created my list of the clubs I planned to review, I found abundant online resources such as www.sanfranciscocannabisclubs.com and www.weedtracker.com. But an even better indicator of how mainstream this industry has become were the extensive listings and reviews on Yelp.com.

I combined that information with recommendations from a variety of sources I interviewed to develop my list, which is incomplete and entirely subjective, but nonetheless a good overview of the local industry and the differences among the clubs.

Also, like our restaurant reviewers, I didn’t identify myself as a journalist on my visits, preferring to see how the average customer is treated — and frankly, I was amazed at the high level of friendly, knowledgeable customer service at just about every club. To comply with city law, all the clubs are fully accessible by those with disabilities.

So, with that business out of the way, please join me on my tour of local cannabis clubs, in the (random) order that I visited them:

DIVINITY TREE

While the reviews on Yelp rave about Divinity Tree (958 Geary St.), giving it five stars, I found it a little intimidating and transactional (although it was the first club I visited, so that might be a factor). But if you’re looking to just do your business in a no-frills environment and get out, this could be your place.

The staff and most of the clientele were young men, some a bit thuggish. One worker wore a “Stop Snitching” T-shirt and another had “Free the SF8.” But they behaved professionally and were knowledgeable and easy to talk to. When I asked for a strain that would ease my anxiety but still allow me enough focus to write, my guy (patients wait along a bench until called to the counter) seemed to thoughtfully ponder the question for a moment, then said I wanted a “sativa-dominant hybrid” and recommended Neville’s Haze.

I bought 1/16 for $25 and when I asked for a receipt, it seemed as though they don’t get that question very often. But without missing a beat he said, “Sure, I’ll give you a receipt,” and gave me a hand-written one for “Meds.”

GRASS ROOTS

Located at 1077 Post St. right next to Fire Station #3, Grass Roots has the feel of a busy saloon. Indeed, as a worker named Justin told me, many of the employees are former bartenders who know and value customer service. With music, great lighting, and nice décor, this place feels comfortable and totally legit. Whereas most clubs are cash-only, Grass Roots allows credit card transactions and has an ATM on site.

The steady stream of customers are asked to wait along the back wall, perusing the menus (one for buds and another with pictures for a huge selection of edibles) until called to the bar. When asked, my guy gave me a knowledgeable breakdown of the difference between sativa and indica, but then Justin came over to relieve him for a lunch break with the BBQ they had ordered in and ate in the back.

Justin answered my writing-while-high inquiry by recommending Blue Dream ($17 for a 1.2-gram), and when I asked about edibles, he said he really likes the indica instant hot chocolate ($6), advising me to use milk rather than water because it bonds better with the cannabinoids to improve the high. Then he gave me a free pot brownie because I was a new customer. I was tempted to tip him, but we just said a warm goodbye instead.

HOPENET

Hopenet (223 Ninth St.) is one of the few places in the city where you can smoke on site, in a comfortable, homey style, as if you’re visiting a friend’s apartment. In addition to the loveseat, two chairs, and large bong, there is a small patio area for smoking cigarettes or playing a guitar, as someone was doing during my visit.

Although the small staff is definitely knowledgeable, they all seemed stoned. And when I asked about the right weed for my writing problem, a gruff older woman impatiently dismissed any indica vs. sativa distinctions and walked away. But I learned a lot about how they made the wide variety of concentrates from the young, slow-talking guy who remained.

He weighed out a heavy gram of White Grapes for $15, the same price for Blue Dream, and $2 cheaper than I had just paid at Grass Roots. That was in the back room, the big middle area was for hanging out, and the front area was check-in and retail, with a case for pipes and wide variety of stoner T-shirts on the walls.

VAPOR ROOM

Vapor Room (607A Haight, www.vaporroom.com) is San Francisco’s best pot club, at least in terms of feeling like an actual club and having strong connections to its community of patients. It’s a large room where customers can smoke on site, giving this collective a warm, communal vibe that facilitates social interaction and fosters a real sense of inclusiveness.

Each of the four large tables has a high-end Volcano vaporizer on it, there’s a big-screen TV, elegant décor, and large aquarium. There’s a nice mix of young heads and older patients, the latter seeming to know each other well. But, lest members feel a little too at home, a sign on the wall indicates a two-hour time limit for hanging out.

Its early days in the spot next door were a bit grungier, but the new place is bright and elegant. It has a low-key façade and professional feel, and it strongly caters to patients’ needs. Low-income patients are regularly offered free medicine, such as bags full of vapor prepared by staff. Mirkarimi said the Vapor Room is very involved in the Lower Haight community and called it a “model club.”

But they’re still all about the weed, and they have a huge selection that you can easily examine (with a handy magnifying glass) and smell, knowledgeable staff, lots of edibles and concentrates, a tea bar (medicated and regular), and fairly low standardized pot prices: $15 per gram, $25 per 1/16th, $50 per eighth. And once you got your stuff, grab a bong off the shelf and settle into a table — but don’t forget to give them your card at the front desk to check out a bowl for your bong. As the guy told me, “It’s like a library.”

MEDITHRIVE

The newest cannabis club in town, MediThrive (1933 Mission, www.medithrive.com) has a bright, fresh, artsy feel to it, with elegantly frosted windows and a welcoming reception area as you enter. This nonprofit coop takes your photo and requires free membership, and already had almost 3,000 members when I signed up a couple weeks ago. Tiana, the good-looking young receptionist, said the club recently won a reader’s choice Cannabis Cup award and noted that all the art on the walls was a rotating collection by local patients: “We’re all about supporting local art.”

The decorators seemed to have fun with the cannabis concept, with a frosted window with a pot leaf photo separating the reception area from the main room, while the walls alternated wood planks with bright green fake moss that looked like the whole place was bursting with marijuana. There’s a flat-screen TV on the wall, at low volume.

The large staff is very friendly and seemed fairly knowledgeable, and the huge selection of pot strains were arranged on a spectrum with the heaviest indica varieties on the left to the pure sativas on the right. Lots of edibles and drinkables, too. The cheapest bud was a cool steel tin with a gram of Mission Kush for $14 (new members get a free sample), while the high rollers could buy some super-concentrated OG Kush Gold Dust ($50) or Ear Wax ($45) to sprinkle over their bowls.

KETAMA COLLECTIVE

At 14 Valencia St., Ketama is a testament to how silly it is that clubs within 1,000 feet of schools aren’t permitted to allow smoking on site. This former café has a large, comfortable seating area and full kitchen, both of which have had little use since a school opened way down the street last year, causing city officials to ban smoking at Ketama.

Pity, because it seems like a great place to just hang out. Yet now it just seemed underutilized and slow. The staff is small (one door guy and a woman hired last summer doing sales), and we were the only customers during the 20 minutes I was there (except for the weird old guy drinking beer from a can in a bag who kept popping in and out).

But it still had jars of good green bud, several flavors of weed-laced drinks and edibles, and a pretty good selection of hash and kief at different prices, and the woman spoke knowledgeably about the different processes by which they were created. To counteract the slow business, Ketama has a neon sign out front that explicitly announces its business — another indication the industry has gone legit.

MR. NICE GUY

Belying its name, Mr. Nice Guy (174 Valencia St.) thrilled and scared me, but not necessarily in a bad way. Located across the street from Zeitgeist, the thug factor here was high and so was the security, allowing no human interaction that wasn’t mediated by thick Plexiglass, presumably bulletproof.

After initially being told by a disembodied voice to come back in five minutes, I submitted my doctor’s recommendation and ID into the slot of a teller’s window, darkened to hide whoever I was dealing with. Quickly approved, I was buzzed into a small, strange room with three doors.

I paused, confused, until the disembodied voice again told me, “Keep going,” and I was buzzed through another door into a hallway that led to a large room, its walls completely covered in brilliant murals, expertly painted in hip-hop style. Along the front walls, a lighted menu broke down the prices of about 20 cannabis varieties.

Then finally, I saw people: two impossibly hot, young female employees, lounging nonchalantly in their weed box, like strippers waiting to start their routines. The only other customer, a young B-boy, chatted them up though the glass, seemingly more interested in these striking women than their products.

I finally decided to go with the special, an ounce of Fever, normally $17, for just $10. I opened a small door in the glass, set down my cash, and watched the tall, milk chocolate-skinned beauty trade my money for Fever, leaving me feeling flushed. It was the best dime-bag I ever bought.

BERNAL HEIGHTS COLLECTIVE

Bernal Collective (33 29th St. at Mission) seemed both more casual and more strict than any of the other clubs in town — and it also turned out to be one of my favorites.

After refusing to buy pot for a guy out front who had just been turned away, I entered the club and faced more scrutiny than I had at any other club. It was the only club to ask for my doctor’s license number and my referral number, and when I tried to check an incoming text message, I was told cell phone use wasn’t allowed for “security reasons.” On the wall, they had a blown-up copy of their 2007 legal notice announcing their opening.

But beyond this by-the-book façade, this club proved warm and welcoming, like a comfortable clubhouse. People can smoke on site, and there’s even a daily happy hour from 4:20–5:20 p.m., with $1 off joints and edibles, both in abundant supply. Normal-sized prerolled joints are $5, but they also offer a massive bomber joint with a full eighth of weed for $50.

The staff of a half-dozen young men were knowledgeable about the 20 varieties they had on hand and offered excellent customer service, even washing down the bong with an alcohol-wipe before letting a customer take a rip from the XXX, a strong, sticky bud that was just $15 for a gram.

LOVE SHACK

This longtime club (502 14th St.) has had its ups and downs, the downs coming mostly because of its location on a fairly residential block. After taking complaints from neighbors, the city required Love Shack to cap its membership, although that seems to be changing because the club let me in, albeit with a warning that next time I would need to have a state ID card. It was the only club I visited to have such a requirement.

Once inside this tiny club, I could see why people might have been backed up onto the street at times. But the staff was friendly and seemed to have a great rapport with the regulars, who seemed be everyone except me. The knowledgeable manager walked me through their 20-plus varieties, most costing the standard street price of $50 per eighth, or more for stronger stuff like Romulan.

On the more affordable end of the spectrum was the $10 special for Jack Herrer Hash, named for the longtime legalization advocate who wrote The Emperor Wears No Clothes, a classic book on the history of the movement.

COFFEE SHOP BLUE SKY

Blue Sky (377 17th St., Oakland)is based on the Amsterdam model of combining marijuana dispensaries with coffee shops, although it suffers a bit from Oakland’s ban on smoking. Still, it’s a cool concept and one that Richard Lee sees as the future of marijuana-related businesses because of the synergy between smoking and grabbing a bite or some coffee.

Most of Blue Sky is a small coffee shop and smoothie bar, but there’s a little room in back for buying weed. “We’ve got the best prices around,” said the guy who checked my ID, and indeed, $44 eighths and $10 “puppy bags” were pretty cheap. Customers can also sign up to do volunteer political advocacy work for free weed.

The only downside is the limited selection, only four varieties when I was there, although the woman at the counter said the varieties rotate over the course of the day based on the club’s purchases from growers.

HARBORSIDE HEALTH CENTER

I have seen the future of legitimized medical marijuana businesses, and it’s Harborside (1840 Embarcadero, Oakland). With its motto of “Out of the shadows, into the light,” this place is like the Costco of pot — a huge, airy facility with a dizzying number of selections and even a “rewards card” program.

All new members are given a tour, starting with sign-up sheets for daily free services that include yoga, chiropractic, acupuncture, reiki, consultations with herbalists, and classes on growing. Then we moved to a section with the clones of dozens of pot plant varieties available for purchase (limit of 72 plants per visit), along with a potted marijuana plant the size of a tree.

Harborside is also blazing the trail on laboratory services, testing all of its pot for contaminants and THC content, labeling it on the packaging just like the alcohol industry does. Some of the smaller clubs don’t like how over-the-top Harborside is, and they complain that its prices are high. But those profits seem to be poured back into the services at this unique facility.

SANCTUARY

The people who run Sanctuary (669 O’Farrell St.), the first club to fully comply with the new city regulations and get its permanent license, have been active in the political push for normalizing medical marijuana, as a wall full of awards and letters from politicians attests. Owner Michael Welch was commended for his work by the Harvey Milk LGBT Democratic Club, where Sanctuary employee Tim Durning has been an active longtime member and former elected officer.

Sanctuary has a generous compassionate giving program and caters to lots of poor residents of the Tenderloin neighborhood. While the club is prohibited from allowing smoking, they fudge the restriction with a Volcano vaporizer. “A lot of patients are on fixed income and live in the SROs, where they can’t smoke, so we let them vaporize here whether they buy from us or not,” Durning told us.

Those who do buy from them find a huge selection — including 20 different kinds of hash and 17 varieties of buds — at a wide price range. Staffers know their products well and take their business seriously, giving a regular spiel to new members about responsible use, which includes maintaining neighborhood relations by not smoking near the business.

GREEN DOOR

If low prices or a huge selection of edibles are what you seek, Green Door (843 Howard St., www.greendoorsf.com) could be the club for you.

Eighths of good green buds start at a ridiculously low $25 and go up to just $50 (the cheapest price for eighths at many clubs and also the standard black market price). If that’s not low enough, super-broke users can buy a quarter-ounce bag of high-grade shake for $40.

If you didn’t already have the munchies going in, you’ll get them perusing the huge menu of edibles: from weed-laced knockoffs of Snickers bars and Reese’s Peanut Butter Cups for just $5 to cupcakes, ice cream, or Chex party mix. They have lots of hash and other concentrates as well.

Somehow, the club also manages to have a strong compassionate giving program and contibutes to local civic organizations that include the Black Rock Arts Foundation, Maitri AIDS Hospice, and Friends of the Urban Forest.

The club itself is a little sterile and transactional, with an institutional feel and employees stuck behind teller windows. But even though that and the steady flow of tough-looking young male customers raise its thug factor a bit, the employees all seemed friendly and helpful, giving free edibles to first-time customers.

While I had heard good things about Re-Leaf (1284 Mission St.), my first impression was that it’s a little sketchy. As the door guy was checking my recommendation card and ID, I asked whether they allow smoking on site. He looked as if this was a difficult question, paused, and finally told me to ask the people behind the counter.

The small club was blaring gangsta rap when I entered, after a while lowering the volume to compete less with the blaring television set to an ultimate fighting match. It had two small fridges filled with tasty-looking edibles and lots of vaporizers and other merchandise for sale, but only eight varieties of marijuana.

But the service was good, and after knocking $5 off my gram of Jim Jones (a variety I only found here) because I was a first-time customer, he told me it was OK to smoke on site. I sat down on the couch, but there were no bongs, vaporizers, pipes, or even ashtrays to use.

The job of scrubbing down a city bus after it’s gone out of service is no picnic. At a Jan. 20 Budget and Finance Committee hearing called by Sup. Chris Daly to discuss health and safety impacts related to Municipal Transportation Agency layoffs, supervisors took a virtual tour of a Muni bus that was trashed on multiple levels: tagged inside and out, soiled with vomit, and strewn with garbage. Among the roughly 100 Muni workers who will lose their jobs to midyear budget cuts are 10 “car cleaners” — those unsung heroes who scrub away late into the night, tackling the residue left behind by the Sharpie-wielding, litterbug masses.

“We do send out all of our vehicles clean,” MTA spokesperson Judson True told the Budget and Finance Committee members at the hearing. “We do not send out any of our vehicles with any health issues … and we will not.” Despite his assurances, members of the Board of Supervisors and some Muni staffers voiced fears that with fewer and more overworked car cleaners, the overall experience of riding public transit could suffer.

It’s just one small example of on-the-ground impacts of painful budget cuts inflicted to solve a steep shortfall affecting the city’s transit agency. The fiscal woes aren’t unique to Muni. In coming months, San Francisco city departments across the board will have to contend with revenue shortfalls and find ways to continue providing services with diminished resources.

But with layoffs and other proposals such as raising fares, reducing service, and charging more for discount passes on the table, many are raising objections — including several members of the MTA Board of Directors, a body that is wholly appointed by Mayor Gavin Newsom. In a rare show of defiance at a Jan. 19 MTA Board meeting, several directors even resuscitated the idea of extending parking-meter hours and raising meter fees to generate new transit revenue, an idea Newsom previously rejected.

$49 MILLION IN THE RED

Muni has lost $180 million in state funding over the last three years due to “the nightmare in Sacramento,” as True put it, and no one seems to believe the fiscal crisis can be resolved without some degree of pain.

At the Jan. 19 MTA Board meeting, transit agency Chief Financial Officer Sonali Bose outlined the dismal financial picture, explaining that Muni has been hit hard by declining parking and taxi fees and impacts to the city’s general fund, leaving it about $49 million in the hole for the current budget cycle. After the layoffs, Muni will still face a $17 million problem. To solve it, suggestions include jacking up the historic F Line trolley fare from $3 to $5, charging $30 for discount monthly passes for seniors and passengers with disabilities, and reducing service.

Even against the gloomy fiscal backdrop, the prospect of eliminating jobs to make up for the losses drew serious concerns from MTA directors. “Once somebody’s gone, they’re gone,” Director Shirley Breyer Black noted. “I think moving forward with cuts in these classifications will send us into deeper fiscal crisis.”

All the affected workers — most of them frontline employees — are slated to lose their jobs by May 1, and around one-third of them were dismissed Jan. 22.

Muni Executive Director and CEO Nathaniel Ford emphasized that the decision to cut jobs was not made lightly. But at a Budget and Finance Committee meeting the following day, progressive members of the Board of Supervisors expressed alarm after hearing union members sound off about how the cuts disproportionately affect lower-paid classifications. The majority of layoffs target members of Service Employees International Union Local 1021, San Francisco’s largest labor union, which represents frontline workers across city departments.

“I understand that there are no good decisions,” Daly told the Guardian, adding that a certain group of workers seem to bearing the brunt of the cuts. “What progressive supervisors are calling for is for the budget to be handled more evenly,” he said.

A single Municipal Executives’ Association (MEA) employee — an MTA manager earning between $105,950 and $135,200 per year — was let go during this latest round of about 100 Muni layoffs, according to an agency memo. In the past year, MTA reduced its upper-level management team from 108 to 96 employees. In contrast, 33 members of SEIU Local 1021 — the majority frontline workers earning between $45,656 and $64,272 a year — will be affected by the cuts.

“Unfortunately, when MTA discovered that they had a budget problem, they didn’t bring all parties to the table,” SEIU Organizer Leah Berlanga testified at the Budget and Finance Committee hearing. “The way we got invited was via pink slips. That’s the only time they will talk to people who do direct services.”

When asked whether Muni had assessed mid- and upper-management level jobs to even the scales, True responded that a few mid-level managers were included in the latest round of cuts. One reason the layoffs seem disproportionate, he added, is that there are so many more frontline workers than others. “The budget picture has affected the entire agency,” he said. “No one is happy about these decisions.”

But SEIU Local 1021 characterized the layoffs as misguided, and attempted to identify waste and mismanagement within the agency in a packet of alternative cost-saving measures it submitted to MTA. At the top of the list was the suggestion that the agency eliminate 35 retired Muni employees, who are allowed to work up to 960 hours per year and earn wages in addition to their pensions. And according to the union, there are 21 temporary workers in the agency who’ve exceeded a two-year limit for short-term employment. SEIU recommended that those temps be dismissed too.

SEIU also criticized the decision to lay off 24 parking control officers (PCOs) — uniformed workers who have the unenviable job of issuing parking citations to bring in revenue for the city. “To me, if you do the simple math, it doesn’t make any sense. They make most of the money for the MTA,” said a PCO who testified at the hearing.

According to SEIU’s calculations, eliminating 24 employees who dole out parking tickets could result in a $7.2 million loss for the city in parking revenue. But True said MTA disagrees with this figure, and pointed to an internal memo showing how revenue from parking citations dropped in recent years even as more PCOs were hired. Nonetheless, at the urging of SEIU, the MTA Board agreed to postpone those 24 layoffs until February to buy time to study the impact. For other positions, negotiations between MTA and the union are ongoing. The details on still more layoffs, which will affect transit operators, is yet to come.

Sup. David Campos is asking for a management audit to see if Muni is spending its money efficiently. “I think we should look at best practices and how we’re operating before we finalize any cuts,” he said.

THE PARKING POLITICS

During a round of MTA budget talks last fall, the idea of extending city parking meter hours and raising meter fees was floated as a means of recouping losses — but Newsom balked at the idea, saying higher parking fees could harm small businesses. Now MTA Director Bruce Oka has revived — and endorsed — the concept.

“I can hold my nose and vote on anything, but I refuse to vote on something when I believe we have not looked under a rock for every source of funding,” Oka said at the meeting. “We have to extend the parking meter hours — we have to find dollars. If Room 200 [i.e. Newsom] doesn’t want that to happen, well then … he’s got to come up with a way to do what we need to do. If he’s not going to raise parking meters or extend parking meter time, he’s got to come up with some money.”

Tom Radulovich, executive director of nonprofit Livable City and one of the individuals who helped to create MTA in 1999, summed up Oka’s comments with a note of surprise: “He really called out the mayor,” he said. “I haven’t seen MTA Board members do that — they usually cover for him.”

Radulovich — who is also on the BART Board — says targeting motorists for more revenue instead of transit riders would be more equitable, sustainable, and in keeping with the city’s Transit First goals in the long run. Proposition A, passed November 2007, established “a strong mandate to reduce transportation-related greenhouse gas emissions,” he pointed out. But, he noted, with layoffs that could affect the qualify of service and possibly deter people from riding, “We don’t see how MTA is going to get to those voter-mandated transit goals.” *

When Ronald Reagan took office as president in 1981, Democrats controlled the House of Representatives and the Republicans only had a narrow majority in the Senate. Yet Reagan was able to undertake a series of profound, far-reaching and radical policy changes that transformed the United States. He cut taxes on the rich, deregulated industries, drove up the military budget (and the deficit) and reshaped the Supreme Court — all without seeking bipartisan unity or offering major concessions to the Democrats.

That, I think, is why so many people are so mad at the Obama administration — and why we shouldn’t panic about the loss of a Senate seat in Massachusetts. Yeah, it’s terrible (and historic) to lose Ted Kennedy’s seat to a weak and lame Republican. And it’s alarming to think the Democrats could lose several more Senate seats this fall.

But that shouldn’t either stop Obama from pushing a legislative agenda or terrify the Democrats into paralysis.

Look, the Democrats still control Washington. The Republicans still have no ideas of their own, and are doing nothing but obstructing progress so the Obama administration will fail. And nobody seems to be calling them on it. The Democrats were a lot more vocal (and acted a lot more like Democrats) when Bush was in office.

I can’t get too agitated about the loss of a 60-vote majority in the Senate; the Democrats never really had that anyway. One of the 60 was Joe Lieberman, who isn’t even a Democrat in name anymore and who held Obama hostage, demanded concessions and cave-ins for his vote on health care, and still couldn’t be trusted. Now there are 58 Democrats instead of 59; most Democratic presidents in the past century would have loved those numbers. So would most Republicans.

And let’s remember — the economy was almost as bad during Reagan’s first year as it is now, and it wasn’t showing any signs of getting better.

Reagan was a Hollywood-trained actor who’d been a pitchman for cigarette companies; he knew how to look into a camera and make an emotional case for his positions. Obama is by far the best speaker the Democrats have had in decades, and he has the natural ability to go beyond what Reagan did. He can go after the Republicans, make the case for legislative action, push the voters to push their senators and Congress members to approve his agenda, and turn this political funk around. But he’s got to give up the bipartisan rhetoric (been there, tried that), convince the millions of people who put their hopes in him that there’s still reason to believe, and stop looking at the Massachusetts vote as a rejection of progressive policies.

The mood in the country is anxious, restive, impatient, and displeased — not with the ideas Obama presented during his campaign, but with his failure to make them happen. He can still turn this around by talking about the economy, creating (public sector) jobs — now — and using the still-solid majorities in Congress.

Or he can get all defensive and change course. We know how well that’s going to work.

ACORN-hater O’Keefe arrested in Louisiana Watergate

We don’t know why O’Keefe targeted Louisiana’s Landrieu, but we do know he led the attack on ACORN in 2009

Last year, we wrote about how Karl Rove targeted ACORN in 2006 as part of a concerted Republican campaign to attack progressive organizations that were registering low-income voters and helping them fight corporate power.

Those attacks came to a seemingly salacious climax in 2009, when James O’Keefe, a conservative videographer, secretly taped some ACORN employees saying stupid things—an incident that somehow became one of the biggest political stories of the year.

And now O’Keefe is back in the political headlines, only this time as one of four men charged Jan. 26 with trying to illegally access and manipulate the phone system in a district office of U.S. Sen. Mary Landrieu of Louisiana.

We don’t yet know why O’Keefe targeted the Democratic senator from Louisiana. But his arrest has a fortunate side effect: it’s keeping the focus on the results of an official investigation into ACORN—a story that otherwise probably wouldn’t have got much coverage but is now being widely reported.

Take CNN’s coverage of O’Keefe’s arrest. It notes that, “a review by former Massachusetts Attorney General Scott Harshbarger, who was hired by ACORN to examine the issue, found no wrongdoing by ACORN employees.”

It also notes that O’Keefe and a female associate were named in a lawsuit that an ACORN worker in Philadelphia, Pennsylvania, filed Jan. 21, accusing the pair of illegally videotaping an interview with her last July and distributing it on the Internet.

“That video and others by O’Keefe and his associate led to the dismissal of four ACORN employees who appeared to offer advice to the couple and to federal legislation barring the group from receiving federal funds,” CNN notes.

Now, I don’t expect the right-wing attack machine to stop its assault on progressive organizations and individuals, any time soon, but there’s hope the truth will eventually out.

Jerry Brown’s in big trouble

When the friendly, progressive, Democratic politics blogs like Calitics start comparing Brown to Martha Coakley, you know there’s a big problem. I like Jerry Brown personally; he’s always fun to talk to and be charming and captivating in small-group discussions. I also think he’s been wrong on a whole lot of issues, and is really squishy on taxes and the state budget.

But if he thinks he’s going to be governor, he better get on the stick, and soon.

I’m starting to feel as if we’re back in the Bush days, when reading the news was just depressing, all the time, every day. What a rotten fucking week: We lost the Senate supermajority (although I’d argue that we never really had it — as long as Joe Lieberman was one of the 60 “Democratic” votes, and the Democrats kept giving him everything he wants, there’s no way anything progressive was going to happen there anyway.) Health care reform is in serious trouble. Obama’s popularity is tanking, The unemployment figures are still alarming. Air America is shutting down.

And we just lost one of the most important Supreme Court rulings in modern history, effectively giving big corporations the ability to even further control American politics.

Ick.

But at least this is funny, one of the better comments on the health care issue that I’ve seen:

Who will fight corporate America?

This morning’s U.S. Supreme Court landmark decision overturning a 103-year-old law limiting corporate spending on elections is a huge setback for the people’s ability to counter the power of Wall Street and multi-national corporations, a development exacerbated by signals that the Democratic Party is retreating from even its nominally left-of-center initiatives in the wake of Tuesday’s loss of its Massachusetts seat in the U.S. Senate.

If this morning’s front page San Francisco Chronicle story is to be believed, Democratic congressional leaders are essentially abandoning health care reform and climate change legislation, shifting instead to focus on “creating jobs and cutting the enormous federal deficit.”

And if Mayor Gavin Newsom’s recent initiatives here are any indication, job creation is synonymous with corporate tax breaks, while deficit reduction probably means the elimination of even more government jobs, further enabling private sector excesses. Yes, the political climate in this country is turning as bleak and stormy as the California weather this week.

But at least downpours provide needed water. With progressive institutions from the anti-war movement to minor political parties at their weakest point in many years, it’s unclear who will unite and lead a public that is growing increasingly frustrated with this country’s political dysfunction and uneven economic recovery (that is, corporations are recovering but most people aren’t).

There are a few faint glimmers of hope. The Chron reports on an alliance between UC students and administrators to push for a reversal of deep cuts to education spending. And spending by labor unions was also unshackled by today’s court decision, which could be helpful if that movement wasn’t in such disarray right now and was willing and able to help lead a broad people’s movement.

But the question facing the country right now is this: who can effectively fight corporate America, and who is willing to do so?

Prison report: The early release scare

Editors note: Just A Guy was recently released after serving a sentence in a California state prison. He continues to comment on law-enforcement and public-safety issues.

Here we continue with the anti-release rhetoric, saying that all the people are “dangerous criminals” and the releases will cause a spike in crime.

Here’s Los Angeles Police Protection League President Paul M. Weber:

“We can expect crime to go up as a result of this massive release, considering California has the highest recidivism rate in the nation, with seven out of ten parolees reoffending then returning to the prison system.”

Of course you can expect an increase in crime — most of the people sent to county jails and prisons (especially county jails) have been given absolutely no rehabilitative programs. What is the real reason that seven out of 10 parolees return to jail, though? Is it from new crimes or parole violations? Why does California have the highest recidivism rate?

Maybe it’s because, for a long time now, parolees have been violated and sent back to prison for “technical violations” like leaving the county without permission or having contact with their significant other when they weren’t supposed to.

While it is certainly each individual’s responsibility to abide by the rules of parole, some of the things that parolees get violated for the first time are overwhelmingly ridiculous. Personally, I believe that parole should be eradicated except for truly violent offenders; parole is really a joke anyway, and it has never stopped someone that has the intention of committing new crimes from doing so. You think some parolee is going tell his/her parole officer, “I am going to go use drugs today and burglarize someone.” And, do you think all the cops know every parolee on their beat now? Give me a break.

Let’s talk about parole anyway. What is it? Really, it’s just an extension of your sentence. If you are sentenced to 4 years in prison for possession of drugs (or anything else), it’s really a seven year sentence. You could do all four years, be released and still have three years of parole and if you get violated and sent back you can wind up doing, on the installment plan, 3 more years in prison/jail.

Now, I don’t see parole as particularly difficult (just annoying) if you are really trying to get your shit together, but most people that are released on parole get out with significantly less than they went in with — i.e. no to live, no job, and a worse attitude. Then, they are released to 10% unemployment, have no real job training or life skills, have been tainted by the California Penal System and are ripe to come back. What difference does it make if they get out now or later? They’re all getting out eventually.

When are you Californians going to get tired of spending more on prisons than your kid’s higher education? But this is the progressive state that voted against gay marriage…

Finally, why don’t you seriously consider amending three strikes? There are people that were sentenced to 25 to life for possession of miniscule amounts of drugs and their previous offenses were many, years prior. Guys sentenced to life for stealing a pizza or a bike; that’s a reality.

And you want to reduce prison spending? Legalize drugs. Period.

In his triumphant speech on election night, the next senator from Massachusetts should have thanked top Democrats in Washington for all they did to make his victory possible.

For a year now, leading Democrats have steadily embraced more corporate formulas for “healthcare reform.” In the name of political realism, they have demobilized and demoralized the Democratic base. In the process, they’ve fueled right-wing populism.

Gavin Newsom is flat-out factually wrong

The mayor of San Francisco made a remarkable statement in his state of the city address. It goes like this, according to the Chron’s report:

“I have not met one human being who says we’re undertaxed in San Francisco,” [Newsom] said.

That’s flat-out factually wrong. And I can prove it.

Gavin Newsom has met me on many occasions. He’s been to my office, and I’ve been to his. We’ve had extensive talks about tax policy. I am a human being, and I’m willing to take a DNA test to prove it.

And Newsom knows that I believe very strongly that we are undertaxed in San Francisco.

I don’t think I’m the only human being he knows who believes that, either. As Aaron Peksin, chair of the local Democratic party, pointed out when I called him on this::

I believe that the voters of San Francisco have demonstrated repeatedly that they are willing to accept new taxes. In November, 2008, they closed loopholes on the payroll taxes, increased the real-property transfer tax and voted in a 911 tax. The voters recently chose to tax themselves for an open space and recreation bond, have voted repeatedly to levy taxes against themselves to improve their schools, and I believe the mayor himself is the sponsor of a proposed general obligation bond — a form of tax — for this June to improve seismic safety.

There is, of course, a distinction between regressive taxes like sales taxes and progressive taxes (like the property transfer levy). But San Franciscans don’t seem to believe, on the whole, that they are overtaxed.

And they shouldn’t. Thanks to Prop. 13, California homeowners and commercial property owners pay scandalously low property taxes. Thanks to the Republicans in Sacramento, wealthy California residents pay scandalously low income taxes. Thanks to Ronald Reagan and G.W. Bush, wealthy Americans pay scandalously low taxes.

And as a whole, Americans pay lower taxes than most other industrialized democracies.

That’s one reason we have such a weak education system and that the gap between the rich and the poor is so high.

So you’re wrong, Gavin. You do know people who think San Franciscans are under taxed. And they’re right.

Don’t call it a comeback

The defensive reaction of some (but not all – some have welcomed this public discussion) Greens to my story this week on the party’s declining fortunes in San Francisco seems to underscore a key reason for the fall: many Greens would rather hurl insults or adopt self-righteous postures than engage in critical self-examination or do the hard work of progressive organizing.

Researching my story, I was amazed to learn that nearly one San Francisco voter in three declines to identify with any political party. That represents a significant opportunity if progressive political parties and entities can figure out how to organize these independent voters and address their issues. It might even create pressure on President Obama to reengage with the left.

Yet the Green Party numbers have dropped just as the DTS ranks have risen. And in the comments section after my story, Greens try to simply deny that reality (falsely claiming a comeback has already begun), question my motives, and write-off the newsworthiness of this story (despite the fact that the Wall Street Journal today published a very similar story to mine).

But I’m more heartened by some of the thoughtful comments about my story, creating an interesting conversation about the relevance of third parties, the mechanisms of power, and the pitfalls of following charismatic leaders. That’s the kind of productive discussion that I hoped my article would create, and I hope that it continues.

There’s no doubt about it — we San Franciscans love to play dress-up. From the towering Beach Blanket Babylon–esque bonnets at the annual Sisters of Perpetual Indulgence Easter Sunday to the costumed free-for-all of All Hallows Eve, the more elaborate the excuse to throw on some gay apparel, the more elaborate the apparel. We love Stephen Elliott. When it comes to opportunities to see live independent music, most Bay Area venues hang kids under 21 out to dry. But thanks to members of Bay Area show promotion collective Club Sandwich, the underground music scene is becoming more accessible. Every June, the Brava Theater quietly morphs into the center of the known universe for queer women of color. And what a delectable center it is. Over the course of three days, the Queer Women of Color Film Festival, produced by the Queer Women of Color Media Arts Project, screens more than 30 works by emerging filmmakers for a raucously supportive audience — an audience that happens to be cute as all hell. In fact, some would call the festival the cruising event of the year for queer women of color. Of course, the films are worth scoping too. Students of QWOCMAP’s no-cost Filmmaker Training Program create most of the festival’s incredible array of humorous and sensitive films, which explore topics such as romance and family ties. For festivalgoers, this heady mixture of authentic representation, massive visibility, and community pride (all screenings are copresented with social justice groups) is breathtakingly potent. The San Francisco Film Society is best known for putting on America’s oldest film fest, the San Francisco Film Festival. But the organization also hosts a TV show, publishes an amazingly vibrant online magazine, and throws a slew of events throughout the year under its SF360 umbrella, a collection of organizations dedicated to covering film in San Francisco from all angles. There’s SF360 movie nights held in homes across the city, Live at the Apple Store film discussions, and special screenings of hard-to-see films held at theaters throughout the Bay Area. But our favorite SF360 shindig is its monthly SF360 Film+Club Night at Mezzanine, which screens underground films to a room of intoxicated cinephiles who are encouraged to hoot, holler, and at times — like during the annual R. Kelly Trapped in tha Closet Singalong — flex their vocal cords. Past Film+Club screenings have included a B-movie skate-film retrospective, prescreenings of Dave Eggers’s Wholphin compilations, and an Icelandic music documentary night, at which, we’ll admit, we dressed up like Björk.

Normally when one mentions doing the horizontal mambo, nudges and winks ensue. But when Project Bandaloop gets together to actually do it, the group isn’t getting freaky, it’s getting wildly artistic — hundreds of feet up in the air. The aerial dance company creates an exhilarating blend of kinetics, sport, and environmental awareness, hanging from bungee cords perpendicular to tall building walls. The troupe is composed of climbers and dancers, who rappel, jump, pas de deux, and generally do incredibly graceful things while hoisted hundreds of feet up in the air. Founded in 1991 and currently under the artistic direction of Amelia Rudolph, Project Bandaloop’s company of dancer-athletes explores the cultural possibilities of simulated weightlessness, drawing on a complete circumferential vocabulary of movement to craft site-specific dances, including pieces for Seattle’s Space Needle and Yosemite’s El Capitan. (Once it even performed for the sheikh of Oman.) Now, if there were only a way to watch the rapturous results without getting a stiff neck.

From the sidewalk, Bacchus Kirk looks like so many other dimly lit San Francisco bars. Yet to walk inside is to step into a little bit of Lake Tahoe or the Haute-Savoie on the unlikely slopes of lower Nob Hill. With its raftered A-frame ceiling, warm wood-paneled walls, and inviting fireplace, the alpine Bacchus Kirk only needs a pack of bellowing snowboarders to pass as a ski lodge — albeit one that provides chocolate martinis, raspberry drops, and mellow mango cocktails rather than hot cocoa, vertiginous funicular rides, and views of alpenhorn-wielding shepherds. This San Francisco simulation of the après-ski scene is populated by a friendly, low-key crowd of art students, Euro hostelers, and diverse locals — no frosty snow bunnies here — drawn by the congenial atmosphere, the pool table, and that current nightlife rarity, a smoking room. Plenty of bars around town call themselves pooch-friendly — as if a pampered shih tzu housed in a Paris Hilton wannabe’s purse, its exquisitely painted paw-nails barely deigning to rest atop the bar, represents the be-all and end-all of canine cocktail companionship. The Homestead, however, goes the extra mile to make four-legged patrons of all shapes and sizes at home with its “open dog” policy. Permanently stationed below the piano is a water dish, and the bar is stocked with an ample supply of doggie treats. At slack times, the bartenders will even come out from behind the bar to dispense said treats directly to their panting customers. Talk about service! As for the bipeds, they will undoubtedly appreciate the Homestead’s well-worn 19th-century working-class-bar decor (complete with a potbellied stove!) and relaxed modern-day atmosphere. When überfancy personalized cocktails started popping up all over town, it was only a matter of time before we of the plebeian class started demanding our fair share. Looking to be poured something special, but can’t afford a drink at Absinthe? Want to sample a few stupendously constructed tipples in the Bourbon and Branch vein with limited ducats? Score: Visa Victor the bartender has what you want. Once a journeyman slinger, Visa has started filling regular shifts — typically Wednesdays and Sundays — at Argus Lounge on Mission Street. What he offers: his own DJ, a well-populated e-mail list of fans, and an array of unique ingredients including rare berries, savory herbs, and meat. Yes, meat — his recent bacon martini turned out to be not just an attempt to tap into the city’s growing “meat consciousness” but damn good to boot. And hey, we didn’t have to take out a phony second mortgage to down it.

BEST JAZZ JUKE

Pesky Internet jukeboxes are everywhere: any decent night out can be ruined by some freshly 21-year-old princess bumping her “birthday jam” incessantly. The old-school jukebox, on the other hand, has the oft-undervalued ability to maintain a mood, or at least ensure that you won’t be “bringing sexy back” 27 times in one evening. Aub Zam Zam in the Upper Haight maintains an exceptional jukebox chock-full of timeless blues, jazz, and R&B slices. Selections include Robert Johnson, Miles Davis, Louis Armstrong, Bessie Smith, Taj Mahal … the list of smooth crooners and delicate instrumentalists goes on and on. This is in perfect keeping with Aub Zam Zam’s rep as a mighty fine cocktail lounge, established in the 1940s. New owner Bob Clarke has made the place a lot more welcoming than it was in the days of notoriously tyrannical founder Bruno, who proudly boasted of 86ing 80 percent of the Zam Zam’s would-be customers. But Clarke’s kept at least one thing from Bruno’s days besides mouthwatering drinks: his favorite juke jams.

BEST FUNNY UH-OH

It’s hard to tell if the entity known as Something with Genitals is a comedy act or a cultural experiment designed to monitor human behavior under unusual circumstances. Take, for example, the night one member of this duo, sometimes trio, of dudes made his way through the crowded Hemlock Tavern on cross-country skis. When he finally maneuvered himself onto the stage, the lights went out and the show was over. Sometimes no one gets onstage at all. Instead the audience gets treated to one of the group’s ingeniously simple short films, which are way better at summing up every one-night stand you’ve had than a regular joke with a punch line. Check out their video on MySpace of a guy who strikes up a conversation with a shrub on some Mission District street, invites it to a party, offers it a beer, asks it to dance, shares some personal secrets and heartfelt dreams, then proceeds to drunkenly fuck it, and you’ll wonder if they’ve been reading your diary. Funny uh-oh, not funny ha-ha.

BEST WEIRD EYE FOR WEIRD TIMES

Even if you’re not in the market for stock footage — the chief focus of Oddball Film + Video, which maintains an archive crammed with everything from World War II clips to glamour shots of TV dinners circa 1960 to images of vintage San Francisco street scenes — you can still take advantage of this incredible resource. Director and founder Stephen Parr loves film, and he loves the unusual; lucky for us, he also loves sharing his collection with the public. RSVPs are essential to attend screenings at the small space, which in recent months has hosted such programs as “Shock! Cinema,” a collection of hygiene and safety films (Narcotics: Pit of Despair) from bygone but no less hysterical eras, and “Strange Sinema,” featuring yet-to-be-cataloged finds from Oddball’s ever-growing library (a 1950s dude ranch promo, an extended trailer for 1972 porn classic Behind the Green Door). BEST SWEET ISLE OF ROCK

It doesn’t get much sweeter, in terms of massive multistage music gatherings soaked with mucho cerveza and plenty of sunshine: looking out over the bay at our sparkling city from the top of a Ferris wheel as Spoon gets out the jittery indie rock on the main stage below. That was the scene at last year’s inaugural two-day Treasure Island Music Festival, a smooth-sailing dream of a musical event presented by the Noise Pop crew and Another Planet Entertainment. The locale was special — how often do music fans who don’t live or work on the isle ever get out to that human-made spot, a relic from the utopian era of “We can do it!” engineering and World’s Fairs. The shuttles were plentiful and zero emission. The food was reasonably priced, varied, and at times vegetarian. About 72 percent of the waste generated by the fest was diverted to recycling and composting. Most important, the music was stellar: primo critical picks all the way. This year’s gathering, featuring Justice, Hot Chip, and the Raconteurs, looks to do even better.

BEST WHITE-HOT WALLS

Pristine walls couldn’t get much more white-hot than at Ratio 3 gallery. Chris Perez has a nose for talent — and an eye for cool — when it comes to programming the new space on Stevenson near SoMa. The curator has been on a particular roll of late with exhibitions by such varied artists as psychedelia-drenched video installationist Takeshi Murata, resurgent abstractionist Ruth Laskey, and utopian beautiful-people photog Ryan McGinley, while drawing attendees such as Mayor Gavin Newsom and sundry celebs to openings. Perez also has a worthy stable of gallery artists on hand, including local legend Barry McGee (whose works slip surprisingly well among recent abstract shows at the space), rough-and-ready sculptor Mitzi Pederson, op-art woodworker Ara Peterson, and hallucinatory dreamscape creator Jose Alvarez. Catch ’em while the ratio is in your favor.

When edgy director of programming Bruce Fletcher left the San Francisco Independent Film Festival (IndieFest), fans who’d relied on his horror and sci-fi picks were understandably a little worried. Fortunately, Fletcher’s Dead Channels: The San Francisco Festival of Fantastic Film proved there’s room enough in this town for multiple fests with an eye for sleazy, gory, gruesome, unsettling, and offbeat films, indie and otherwise. There’s more: this summer Dead Channels teamed up with Thrillpeddlers to host weekly screenings at the Grand Guignol theater company’s space, the Hypnodrome. “White Hot ‘N’ Warped Wednesdays” are exactly that — showcasing all manner of psychotronica, from Pakistani gore flick Hell’s Ground to culty grind house classics like She-Freak (1967). Come this October, will the Dead Channels fest be able to top its utterly warped Hump Day series? Fear not for the programming, dark-dwelling weirdos — fear only what’s on the screen.

Everyone knows when Adobe Books’ backroom art openings are in full swing: the bookstore is brightly lit and buzzing at an hour when most other literature peddlers are safely tucked in bed, the crowd is spilling onto the 16th Street sidewalk, and music might be wafting into the night. Deep within, in the microscopic backroom gallery, you might discover future art stars like Colter Jacobsen, Barbra Garber, and Matt Furie, as well as their works. Call the space and its soirees the last living relic of Mission District bohemia or dub it a San Francisco institution — just don’t try to clean it up or bring order to its stacks. Wanderers, seekers, artists, and musicians have found a home of sorts here, checking out art, bickering over the accuracy and comprehensiveness of the time line of Mission hipster connections that runs along the upper walls, sinking into the old chairs to hang, and maybe even picking up a book and paging through.

Reggae may not be the hippest or newest music in town, but there are few other genres that can inspire revolutionary political thought, erase color lines, and make you shake your ass all at the same time. Grind away your daily worries and appreciate the unity of humanity all night long on both sides of the bay — second Saturdays of the month at the Endup and fourth Saturdays at Oakland’s Karibbean City — at Reggae Gold, the Bay Area’s smoothest-packed party for irie folk and dance machines. Resident DJs Polo Moquuz, Daddy Rolo, and Mendoja spin riddim, dancehall, soca, and hip-hop mashup faves as a unified nation of dub heads rocks steady on the dance floor. Its a wonder no one thought of it before. Why not combine green business practices with a keen sense of after-hours dance floor mayhem, inject the whole enchilada with shots of mystical spirituality (giant antique Buddha statues, a holistic healing center) and social justice activism (political speaker engagements, issue awareness campaigns), attach a yummy Thai restaurant, serve some fancy drinks, and call it a groundbreaking megaclub? That’s a serviceably bare-bones description of Temple in SoMa, but this multilevel, generously laid out mecca for dance music lovers is so much more. Cynical clubgoers like ourselves, burnt out on the steroidal ultralounge excesses of the Internet boom, cast a wary eye when it was announced that Temple would set up shop in defunct-but-still-beloved club DV8’s old space, and feared a mainstream supastar DJ onslaught to cover the costs. Temple brings in the big names, all right, but it also shows much love for the local scene, giving faves like DJ David Harness and the Compression crew room to do their thing. The sound is impeccable, the staff exceedingly friendly, and even if we have to wade politely but firmly through some bridge and tunnel crowd to get to the dance floor, we can use the extra karma points.

Disco, house, techno, rave, hip-hop, electroclash … all well and good for us old-timers who like to stash our pimped-out aluminum walkers in the coat check and “get wild” on the dance floor. But what about the youth? With what new genre are they to leave their neon mark upon nightlife? Which party style will mark their generation for endless send-ups and retro nights 30 years hence? The banger scene, of course, fronting a hardcore electro sound tinged with sweet silvery linings and stuttery vocals that’s captured the earbuds and bass bins of a new crop of clubbers. Nowhere are the bangers hotter (or younger) than at the sort-of weekly 18-and-over party Blow Up at the Rickshaw Stop, now entering its third year of booming rapaciousness. Blow Up, with resident DJs Jeffrey Paradise and Richie Panic and a mindblowing slew of globe-trotting guests, doesn’t just stop with killer tunes — almost all of its fabulously sweat-drenched, half-dressed attendees seem to come equipped with a digital camera and a camera-ready look, as befits the ever-online youth of today. Yet Blow Up somehow leaves hipper-than-thou attitude behind. Hangovers, however, often lie ahead.

BEST SCRIBBLER SMACKDOWN

It may not be the Saudi tradition of dueling poets, in which two men swap lines until one can’t think of any more couplets (and is severely punished), but the Literary Death Match series, put on by Opium magazine, is San Francisco’s excellent equivalent, though perhaps less civilized. Try to remember the last poetry reading you attended. Tweedy professors and be-sweatered Mary Oliver acolytes, right? Literary Death Match is not this mind-numbing affair. It’s competitive. It’s freaking edge-of-your-seat. And everyone’s drunk. Readers from four featured publications, either online or in print, do their thing for less than 10 minutes, and guest “celebrity” judges rip participants apart based on three categories: literary merit, performance, and “intangibles” (everything in between). Two finalists duke it out to the literary death until one hero is left standing, unless she or he’s been hitting up the bar between sets. Who needs reality television when we’ve got San Francisco’s version — one in which literary aspirations breed public humiliation, with the possibility of geeky bragging rights afterward?

Drag queens — is there nothing they can’t make a little brighter with their glittering presence? Squeeze a piece of coal hard enough between a perma-smiley tranny’s clenched cheeks and out pops cubic zirconium, dripping with sparkling bon mots. Yet not all gender illusionists go straight for ditzy comic gold or its silver-tongued twin, cattiness. Some “perform.” Others perform. And here we must pause to tip our feathery fedora to she who reps the platinum standard of awe-inspiring cross-dressing performance: Miss Juanita More. No mere Streisand-syncher, class-act Juanita dusts off overlooked musical nuggets of the past and gives them their shiny due. Despite punk-rock tribute trends and goth night explosions, Juanita’s focus stays primarily, perfectly, on that sublime subcultural slice of sonic history known formerly as “race music” and currently as R&B. Her dazzling production numbers utilize large casts of extras, several acts, and impeccable costumery that pays tribute to everything from Scott Joplin’s ragtime to Motown’s spangled sizzle, dirty underground ’70s funk to Patti LaBelle’s roof-raising histrionics. When she’s on spliff-passing point, as she so often is, her numbers open up a pulse-pounding window into other, more bootyful, worlds.

BEST AMBASSADORS OF DREAD BASS

That cracked and funky dubstep sound surged through Clubland’s speakers last year, an irresistible combination of breakbeats energy, dub wooziness, sly grime, intel glitch, and ragga relaxation. Many parties took the sound into uncharted waters, infusing it with hip-hop hooks, Bollywood extravaganza, roots rock swing, or “world music” folksiness. But only one included all those variations simultaneously, while pumping local and international live acts, fierce visuals, multimedia blowouts, and an ever-smiling crowd of rainbow-flavored fans: Surya Dub, a monthly lowdown hoedown at Club Six. The Surya crew, including perennial Bay favorites DJ Maneesh the Twister and Jimmy Love, and wondrous up-and-comers like Kush Arora, Kid Kameleon, DJ Amar, Ripley, and MC Daddy Frank on the mic, describes its ass-thumping sound as “dread bass,” which moves beyond wordy genre description into a cosmic territory the rumble in your eardrums can surely attest to. Surya Dub keeps it in the community, too, helping to promote a growing network of citywide dubstep events and spreading their dread bass gospel with parties in India.

BEST HELLA GAY BEST OF THE BAY

Very few things in this world are gay enough to warrant the Nor Cal Barney modifier “hella,” but for tattooed karaoke-master Porkchop’s sort-of-monthly series at Thee Parkside, Porkchop Presents, the term seems an understatement. At least three times a season, the mysterious Porkchop gathers her posse of scruffy boozehounds and butt-rockin’ hipsters to the best little dive bar in Potrero for a daylong celebration of the gayest shit on earth. Past events have included Hella Gay Karaoke, Hella Gay Jell-O Wrestling, a Hella Gay Beer Bust, and the all-encompassing nod to gaydom, Something Hella Gay, an ongoing event during which gay folks go drink-for-drink to see who’s the gayest of them all. Join Porkchop and her crew of lowbrow beer snobs at Thee Parkside for arm wrestling competitions, tattoo-offs, and hella gay sing-along battles. You probably won’t win anything because the competition is so stiff and the rules are so lax, but you can rest assured that the smell of stale cigarettes, cheap beer, and sweaty ass will stay in your clothes for at least a week after the show. And that’s all that really matters, isn’t it?

Know Your Class

When Jack Hall died, flags were flown at half-staff throughout Hawaii, longshoremen closed the ports of San Francisco, Los Angeles and San Diego for 24 hours, and thousands of other workers in Hawaii and all along the west coasts of the United States and Canada also stopped work to show their respect.

That was 40 years ago. Yet Jack Hall, one of America’s greatest labor leaders, is still remembered fondly by many working people. In Hawaii, where he was regional director of the International Longshoremen’s and Warehousemen’s Union, many ILWU members had a paid holiday on Jan. 2, the date of his death. Others will have a holiday on the Feb. 28th anniversary of Hall’s birth.

It would be hard to exaggerate Jack Hall’s importance. He was director of organization for the ILWU and one of its two vice presidents when a stroke killed him in 1971 at age 55 in San Francisco. But it was not what he had done during the previous 18 months in the drafty, run-down headquarters presided over by the legendary Harry Bridges that made Hall extraordinary.

Rather, it was what Hall had done before then in Hawaii, where he served for more than a quarter-century as the ILWU’s regional director. He was the key leader in bringing industrial democracy to Hawaii, transforming Hawaii from virtually a feudalistic territory controlled by a few huge financial interests into a modern pluralistic state in which workers and their unions have a major voice.

As former Gov. John Burns of Hawaii said, Hall Brought about “the full flowering of democracy in our islands.”

Hall’s first job was as a sailor in 1932. He sailed to the Far East, where he saw grinding poverty that sickened and angered him and, he later recalled, “determined which side of the fence I was on.” Hall landed in Hawaii four years later, a tall, skinny 26-year-old sent by the Sailors Union to help striking longshoremen win union recognition. Hall soon emerged as a leader of the longshoremen and later as a principal leader in organizing sugar and pineapple plantations.

Virtually all phases of life in the islands were controlled by five extremely powerful holding companies, popularly known as “the Big Five,” that owned the plantations. The workers, Japanese, Filipino, Chinese, Portuguese, Spanish, Puerto Rican and others, were purposely segregated by race and ethnicity to keep them from acting jointly. They lived in company housing on the plantations where they worked, bought their food and clothing in company stores there, and had little choice but to do exactly what the bosses told them to do, at pay of less than 50 cents an hour.
The battles waged by Hall and his fellow organizers to overcome the employers’ absolute domination of their workers’ lives often got brutal. There were beatings, an attempt on Hall’s life, and a great furor over Hall’s admitted political radicalism.

The strike was the only weapon available to the workers. But when workers of a particular nationality struck to demand union rights, they’d be replaced immediately with workers of another nationality.

Hall, a tough, plainspoken, hard-drinking man, talked with the workers endlessly about the obvious need to bring them together in a single union. He spoke to them individually and often in meetings that were held in secret, outside the closely guarded plantations. He told the workers over and over that they could not achieve the unified strength necessary to overcome exploitation if they continued to remain apart because of racial and ethnic differences.

“Know your class,” Hall told them, “and be loyal to it.”

Finally, by the mid-1940s, the ILWU managed to organize workers on the plantations, as well as on Hawaii’s waterfronts. That gave the ILWU a powerful role in Hawaii’s economy that led the union quickly to a major role in Hawaii’s political life as well.

Hall helped put together a political league that became one of the most important political forces in Hawaii and the most racially and ethnically mixed such group anywhere. The union league helped break 50 consecutive years of Republican control of the State Legislature, which in turn led to passage of the most progressive laws of any state and helped make the ILWU as dominant in Hawaiian life as were the Big Five plantation owners before the coming of the union.

Plantation and longshore workers still are the backbone of the ILWU in Hawaii, but Hall long ago led the union into just about every other industry in the islands. Bakers, factory workers, automobile salesmen, supermarket clerks and a wide variety of other workers, especially including hotel workers and others in Hawaii’s ever-expanding tourist industry – all carry union cards.

Union membership is their guarantee of economic and political rights and rewards, of dignity and self-respect and the chance to determine their own destinies, of an effective voice on the job and in their communities, of fair and equal treatment their forebears could only dream of.

Editorial: The mayor’s race starts now

Ross and Jeff and any other progressive candidates need to decide soon if they are serious about running for mayor and either announce that they are running or step out of the way so someone else can step forward

EDITORIAL Back in 2007, when no leading progressive stepped in to run against Gavin Newsom, Sup. Chris Daly called a convention in the hope that someone would come forward and take up the challenge. All the major potential candidates showed up and spoke, but none announced a campaign.

Let’s not go there again.

We’re two years into Newsom’s second term, and the city’s a mess. After absorbing a round of brutal cuts last year, the budget’s still half a billion dollars out of whack. The mayor’s only answer at this point is to cut more (then raffle off to landlords the right to get rich by evicting tenants and turning apartments into condos). The Newsom agenda hasn’t created jobs or addressed the housing crisis or resolved the unfairness of the tax code or taken even the first steps toward energy self-sufficiency. Over the past year, he’s been largely inaccessible and hostile to the press, a mayor who won’t even tell the public where he is and what he does all day.

A candidate who wants to change the direction at City Hall should have no problem getting political traction in 2011. But the progressives are still floundering. And while the race is two years away, the more centrist candidates are already out the door. Sup. Bevan Dufty has announced he’s in the race, and state Sen. Leland Yee might as well have announced since everyone knows he’s running. Same for City Attorney Dennis Herrera. And at a certain point — in the not-too-distant future — those candidates will be starting to line up endorsers and making promises to major financial backers and constituency groups, which aren’t going to wait around forever for the progressives to settle on someone willing to make the immense effort to mount a serious campaign for mayor.

So the potential candidates — starting with Sup. Ross Mirkarimi and Public Defender Jeff Adachi — need to decide, soon, whether they’re serious about this or not, and either announce that they’re running or step out of the way so someone else can step forward.

With public financing, a candidate in San Francisco doesn’t have to be as well-heeled as Newsom was his first time around. It won’t take $6 million in contributions to win. But a progressive who wants to be the next mayor needs to demonstrate he or she can do a few key things, including:

<\!s>Motivate and unite the base. Labor (or at least the progressive unions), the tenants, the left wing of the queer community (represented to a great extent by the Harvey Milk LGBT club), the environmentalists, and the progressive elected officials have to be fairly consistent in backing a candidate or downtown’s money will carry the day. So Mirkarimi and Adachi (and anyone else who’s interested) ought to be making the rounds, now. If that critical mass isn’t there, the campaign isn’t going to work.

<\!s>Develop and promote a signature issue. Newsom won in part because he came up with the catchy “care not cash” initiative. Voters frustrated with years of failed homeless policies (and an incumbent, Willie Brown, who said the problem could never be solved) were willing to try something new (however bogus it turned out to be). Nobody’s developed a populist way to approach city finance. Nobody’s got a workable housing or jobs plan. What’s the central issue, or set of issues, that’s going to define the next progressive mayoral campaign?

<\!s>Put together a central brain trust. This city’s full of smart progressives who have experience and ideas and can help put together a winning platform and campaign strategy. A good candidate will have them on board, early.

<\!s>Herrera, Yee, Dufty, and others who might run (including Assessor-Recorder Phil Ting) are already out there looking for progressive supporters and allies, but none has yet offered an agenda the city’s left can support. Dufty pissed off the tenants by refusing to back stronger eviction protections. Herrera pissed off immigrant advocates by refusing to be as aggressive in supporting the city’s sanctuary law as he was in defending same-sex marriage (and because he hasn’t officially announced yet, he’s still not taking stands on political issues). Yee tried to sell off the Cow Palace. Ting has taken some great initiatives (forcing the Catholic Church to pay its fair share of property transfer taxes), but hasn’t developed or spoken out on the broader issues of city revenue. More of those candidates have been leaders in the public power movement.

It would be inexcusable if the progressives, who control the Board of Supervisors, are forced to pick a mayoral candidate by default. It’s time to end the speculation and dancing and find a candidate who can carry the progressive standard in 2011.

Labor widens and radicalizes its SF hotel fight

After a three-week break in their ever-escalating labor battle with the owners of San Francisco’s biggest hotels, Unite-Here Local 2 workers and their supporters plan to hit hard tomorrow (Tuesday, Jan. 5) with a rally featuring national labor leaders, an expansion of the union’s hotel boycott, and civil disobedience.

The action begins at 4 p.m. at 750 Market Street, in the plaza between between 3rd and 4th streets, forming into a march to O’Farrell Street outside the Hilton, which will be the latest hotel to be added to the union’s boycott list. The others are Le Meridien, Hyatt Fisherman’s Wharf, Grand Hyatt, Westin St. Francis, Palace Hotel, and the W Hotel.

The big national hotel chains have claimed the recession and high health care costs are forcing them to reject union demands for a 1.5 percent increase in worker pay, but the union calls that ridiculous, noting that Starwood Hotels and Resorts – which owns more than half the hotels on the boycott list – made $180 million in profit in the first three quarters of 2009 and saw their stock price increase 66 percent.

Supporting the union tomorrow will be local progressive groups as well as Unite-Here’s national president John Wilhelm and AFL-CIO President Richard Trumka, both of whom will speak at the rally. In addition, organizers say about 100 workers will engage in civil disobedience and face arrest.

As staff attorney at the Asian Law Caucus, Angela Chan has been at the forefront of a yearlong effort to ensure that all undocumented juveniles have the right to due process in San Francisco.

That effort began last summer, shortly after Mayor Gavin Newsom, who had just decided to run for governor, announced that undocumented juveniles henceforth would be reported to federal authorities the minute they are booked on suspicion of having co

mmitted a felony — and before they can access an immigrant-rights lawyer.

These changes primarily affect Latino youth, but Chan, whose Cantonese-speaking parents ran a restaurant in Portland, Ore., sees the broader connections to other immigrant communities.

“I grew up in an immigrant community in a white working-class neighborhood,” Chan explained. “I saw the barriers — language, culture, racism, xenophobia — and I realized that there was not a lot of power and awareness. I learned to appreciate civil rights.”

As a teenager, Chan was determined to become an attorney. The temporary passage of California Prop. 187 — prohibiting undocumented immigrants from using social services, health care, and public education — intensified her determination. Chan graduated cum laude from Harvard Law School, and has been able to focus on this particular juvenile justice battle thanks to a Soros Justice Fellowship and the ALC’s “innovative, fluid, creative, and client-centered vision.”

“I’ve tried different ways of challenging inequality — direct confrontation, anger — but I’ve found the best way is through policy, and being very educated and strategic,” Chan said.

She said she’s hopeful that Sup. David Campos has the votes this summer to pass veto-proof amendments to the city’s undocumented-youth protection policy. As she put it: “People are starting to understand the difference between the juvenile and adult justice system and the issues around due process.” (Sarah Phelan)

Take a look at just a few of the things Julian Davis has done: He ran the 2008 public-power campaign. He’s on the board of San Francisco Tomorrow. He’s president of the Booker T. Washington Community Service Center. He’s a founder of the MoMagic Collaborative, which fights youth violence in the Western Addition. He’s on the board of the San Francisco Housing Development Corporation. He’s been appointed by the Board of Supervisors to serve on the Market-Octavia Citizens Advisory Committee. He’s a founder of the Osiris Coalition, which is working to ensure that public-housing tenants have the right to return to their homes after renovations. He’s hosted countless events for charities and political campaigns.

Then think about this: he’s only 30.

Davis grew up in Palo Alto, and moved to the corner of Haight and Fillmore after getting bachelor’s and master’s degrees in philosophy from Brown University. Philosophers weren’t exactly in demand at the time, so he wound up “playing my guitar on the streets for burrito money” while starting a PhD program at Stanford.

He also saw three people shot to death on his corner. “And I realized,” he explained, “that the academic life wasn’t going to be for me.”

Davis started organizing against community violence, and, inspired by Matt Gonzalez’s mayoral campaign, ran for supervisor in 2004. That got him started in local politics. He’s headed to law school at Hastings this fall, and it’s a safe bet that he’ll be a leader in the progressive political community for years to come. (Tim Redmond)

DAVID SCHOOLEY

“He’s a visionary. He’s very determined. He never gives up.”

That’s how Ken McIntire, executive director of San Bruno Mountain Watch, describes David Schooley, who founded the Mountain Watch nonprofit four decades ago.

“For many years, David led every Sierra Club hike, organized every restoration party, and even took the bus to community fairs up and down the Peninsula so he could set up a table and distribute fliers about San Bruno Mountain,” McIntire recalls.

Now snowy-haired and allegedly semiretired, Schooley, 65, remains as nimble as a goat when it comes to hiking across his beloved mountain, which rises and cuts across the Peninsula just south of San Francisco in San Mateo County — and whose ecosystem has been identified as one of 18 global biodiversity hotspots in need of protection

Schooley’s love for the mountain — which is covered with low-growing grasses, coastal sage, and scrub year-round and is dotted with wildflowers each spring — led him to found SBMW in 1969 and fight the expansion of the Guadalupe Valley Quarry and the growth of nearby Brisbane. Both were threatening to destroy the biggest urban open space in the United States and the habitat of rare butterflies, including the San Bruno elfin.

As Schooley explains, while the mountain is often hit with strong gusty winds and enveloped in thick fog, it is a great butterfly habitat and the last fragment of an entire ecosystem — the Franciscan region — the rest of which has been buried beneath San Francisco’s concrete footprints.

Two years ago, Schooley had the pleasure of once again finding the tiny raspberry-colored elfin caterpillars on some sedum (its host plant) on the north-facing upper benches of the quarry.

“It’s a miracle,” Schooley told me at the time, delighted by this living example of nature’s ability to overcome human-made damage on the mountain.

At the time, Schooley was hoping the state park system would annex the property where the elfins were found. That hasn’t happened yet. But as McIntire says of Schooley (who dreams of a wildlife corridor that runs from the bay to the ocean), “David is always pushing for more open space around the mountain, for more nature and less development, and trying to reach a bigger audience.” (Sarah Phelan)

SAN FRANCISCO MIME TROUPE

The San Francisco Mime Troupe is the conscience of the city, our proudest export, and — as it celebrates its 50th year — perhaps our most enduring sociopolitical institution. That’s a lot of kudos to heap on an artists’ collective, particularly one that delivers its theatrical social satire with such over-the-top comedy and music, but it isn’t a statement that we make lightly.

The SFMT embodies the very best San Francisco values — limitless creativity, a hunger for justice, courage under fire, an uncompromising commitment to creating a better world, and a progressive missionary zeal — and offers a powerful and entertaining reminder of those values every July 4, when it presents its new show in Dolores Park.

After it sings (and preaches) to the progressive choir of San Francisco, the troupe hits the road, visiting such less-than-enlightened outposts as the Central Valley and rural Northern California, delivering important messages to audiences that need to hear them most. “First of all, it’s humorous, so that breaks down a lot of barriers from the get-go,” SFMT general manager Jenee Gill tells us.

But even here in the early ’60s, the San Francisco Recreation and Park Commission tried to use obscenity laws to ban the SFMT from performing in public parks. The troupe successfully fought the commission in court, setting an important free speech precedent. Modern San Francisco has grown up with the SFMT showing us the way forward with its uniquely high-stepping, knee-slapping, consciousness-raising style, and we’re a better city for it. (Steven T. The next budget battle

EDITORIAL There is some good news — in a manner of speaking — about Mayor Gavin Newsom’s proposed midyear budget cuts: they don’t just affect Muni, recreation and parks, human services, and public health. The departments that have been hammered hardest in the past year still face spending reductions — but so do police and fire. The $6 million in Police Department cuts and $1.7 million in Fire Department cuts actually exceed the $7.4 million that the Department of Public Health will have to absorb.

That, of course, requires some context — over the past few budget cycles, DPH has lost far more money than public safety. And the Fire Department has far more fat than its modest cut reflects. And the Human Services Agency is still taking a $3.3 million hit. And the mayor is still keeping five press secretaries. And it’s not at all clear how much of the cuts will involve paring the bloated management ranks, and how much will be the further elimination of front-line services.

And this is just the start — the budget deficit for next year is more than $400 million, and the blood on the floor by the time that’s resolved will make this round look easy.

But the very fact that some of the sacred cows of San Francisco are facing their own financial pain sends an important message: this budget crisis won’t be solved just by screwing the poor — and the unions representing the cops and firefighters are going to have to step up and work with the rest of organized labor to push for some new revenue. And they’ll need to put up some money and reach out to the more conservative voters to promote the tax increases San Francisco desperately needs.

Now it’s up to the supervisors to put in motion the process to take substantial changes in the way the city is funded out of the discussion stage and into the policy arena.

When Newsom was running for governor, it was almost impossible to get him to talk seriously about raising revenue; he clearly wanted to be the candidate who could talk about balancing a city’s budget without raising taxes. Now that he’s not looking for votes in the Central Valley, he’s been a little more open to the idea that a cuts-only budget won’t work the next time around.

Unfortunately, the two main ways he wants to raise money are both terrible ideas. Newsom is talking about gutting the condominium conversion limits and allowing anyone who pays a fee to get a permit to turn an apartment into a condo. That would have a devastating impact on the city’s rental housing stock. He also wants to sell off taxicab permits — a plan that would undermine the city’s longstanding policy of allowing working cab drivers to use the permits at a modest fee and create a structure where the right to drive a cab would be determined at auction and given to the highest bidder.

The condo conversion plan is unlikely to get six votes, and the progressive supervisors should make it clear that a taxi privatization proposal isn’t the best way to solve the budget crisis, either. Then the mayor and the board can start working on a progressive tax plan to put before the voters next year.

The Budget Committee will be ground zero for the debate. Sup. John Avalos chaired that committee through last year’s harrowing budget battles, but in the past the job has rotated. If Board President David Chiu intends to appoint a new chair for next year, he should name one of the two qualified progressives with background on the committee. Either Sup. Ross Mirkarimi or Sup. David Campos would be an excellent choice.

The Big Zero – SF version

I can’t stop thinking about Paul Krugman’s wonderfully biting recent commentary, “The Big Zero,” and his persuasive point that in the last decade, “we achieved nothing and learned nothing.” The Nobel laureate economist was talking about the national economy, but I think his point can also be applied to other realms as well, and specifically to San Francisco.

Sprawl development and over-reliance on the automobile have strained public resources and contributed to global warming, bad air quality, and diminished quality of life. The bursting of the housing bubble and its related lies shows clearly that most people can’t afford to buy a home and must rent. Stagnant wages, decimated 401Ks, and the dead promise that we’ll be OK if we work hard and play by the rules show that we’re all in the same boat, equally vulnerable to hard times and ultimately dependent on government and each other if things really get bad.

So what are we doing with these lessons learned? The core of this city’s housing policy is to simply let an untrustworthy, financially weak corporation, Lennar, build 16,000 homes – the vast majority for sale at pricey market rates – in the two most isolated parts of the city: southeast SF and Treasure Island (which will need to be severely hardened against rising seas). And to make it worse, Mayor Gavin Newsom’s big revenue idea is to let rich people buy their way out of the condo conversion lottery, further depleting the rental stock relied on by two-thirds of city residents.

We’re promoting shitty private sector jobs at all cost (including refusing to adequately tax big corporations) and cutting public sector jobs that have good pay and benefits without a thought, in the process hurting our public health and social service functions. Newsom is still taking his cues from the realtors, landlords and Chamber of Commerce – who have all been so obviously wrong in their advocacy this decade – and refusing to even meet with advocates for tenants, immigrants, environmentalists, and the working class, the very people who most need the help and attention of the Mayor’s Office.

To me, being a progressive simply means that we can do better, that we can progress, that we can learn from the past to improve the future. So Krugman’s insightful column should be a wake-up call, a needed reminder that the economic conservatives like Newsom have been dangerously wrong and that we need to chart a new course.

The winter solstice of 2009 arrived as a grim metaphor for the current politics of healthcare, war and a lot more. “In a dark time,” wrote the poet Theodore Roethke, “the eye begins to see.”

After a year of escalation in Afghanistan, solicitude toward Wall Street and the incredible shrinking healthcare reform, we ought to be able to see that the biggest problem among progressives has been undue deference to the Obama administration.

In recent months, the responses from the progressive base to the Obama presidency have often resembled stages of grief — with rotations of denial, bargaining, anger, depression and acceptance.

Mobilization of progressive movements to pressurize Obama in the White House and Democrats on Capitol Hill has always been essential. It hasn’t happened. Instead, among Democratic loyalists, reflexive support for the latest line from the administration has made it easier for Obama to move rightward.

In 2010, we should concentrate on generating the kind of public information, vigorous debate and grassroots organizing that could shift the center of political gravity in a progressive direction.

At every turn, progressives should be putting up a fight — not only in all kinds of venues outside the electoral system but also inside the Democratic Party. Winning elections will require doing the methodical and difficult work of running candidates in Democratic primaries, sometimes against entrenched incumbents.

For instance, that’s what stalwart anti-war progressive Marcy Winograd is doing in her challenge to Congresswoman Jane Harman in the Los Angeles area. Across the country, dozens of strong progressives are running for Congress with a real chance to win. They need our volunteer help and our financial support.

In some congressional districts with many progressive voters, blue dog Democrats are running for re-election without any declared primary opposition so far. That should change.

It’s time for progressives to get out there and fight the good fight in election campaigns. We should do what our conservative and centrist and mushy-liberal adversaries least want us to do. They don’t want more progressives to seriously engage in electoral battles.

During the last year, left to their own devices, the Democratic leaders on Capitol Hill and in the White House have managed to demobilize the progressive base that swept them into office. The latest nationwide polls are foreshadowing grim consequences; Republicans express far more eagerness to vote in 2010 than Democrats do.

In Washington, the conventional wisdom of top Democratic strategists has run amok, continually splitting the difference with Republicans. All year long we’ve seen Congress undermine basic progressive principles, whether for healthcare or peace or economic justice or environmental protection or civil liberties.

Despite the Democratic Party’s leadership, we have a huge stake in thwarting GOP ambitions and in replacing tepid Democrats with progressives. It might be more comfortable to just engage in the politics of denunciation — but we also need to change who is casting votes on Capitol Hill.

Among progressives, there’s a surplus of frustration, anger and despair. Let’s transform those downbeat energies into fuel for the imperative political work ahead.

Budget cuts are the calm before the storm

The real news from Mayor Gavin Newsom’s announcement yesterday of $45 million in mid-year budget cuts was that it didn’t make news (this Chron story was buried on page A15). But make no mistake that this is the calm before a budget storm that will really get howling next month when Newsom introduces his proposal to let TIC owners buy their way out of the condo-conversion lottery. Progressives strongly oppose the proposal because it could rapidly deplete the rental housing stock in a city where most residents rent, but where developers just aren’t building new rental housing.

Newsom’s budgets in recent years have stuck it to social services and front-line workers, but this round of budget cuts was actually much closer to progressive priorities, hitting the bloated public safety departments and high salary managers the hardest. “We were rather judicious in this round,” Newsom told the Examiner. “The next round, I can’t promise that.”

Newsom is still refusing to earnestly pursue new general revenue options (and belittling those who argue they are necessary and that the mayor’s support for them is crucial), so the question next month is whether the Board of Supervisors can decisively defeat the sellout of the condo conversion lottery (as well as the privatizing of taxi medallions, Newsom’s other big revenue idea that progressives hate) and convince Newsom that he’s going to need to work cooperatively with progressives to close the $522 million budget hole that the city is facing.

Since Joe Lieberman demanded stripping the public option and Medicare buy-in provisions from the merged Senate bill, some strong progressives like Howard Dean have argued that without a public option or a Medicare buy-in provision, the bill is a giveaway to private insurers and should be killed. Other progressive leaders like Senators Jay Rockefeller, Tom Harkin and Sherrod Brown believe that the bill represents the best chance for passing health care reform in the foreseeable future. “I’m going to vote for it,” Brown told reporters. “I can’t imagine I wouldn’t. I mean there’s too much at stake.”

DECADE IN MUSIC In retrospect, it’s easy to see 1999 as the end of Bay Area rap’s glory. The ’90s mob music era was pretty good around here. Too Short had paved the way from releasing local discs to landing a major deal. A spate of acts were signed in the early ’90s (Digital Underground, E-40, Spice-1, the Delinquents) and the mid-’90s (the Luniz, Dru Down, Richie Rich, 3X Krazy), not to mention that the world’s most popular rapper, 2pac, claimed Oakland as his home.

So what happened? 2pac’s murder in 1996, for starters, took the jewel in the Bay’s crown. The second round of signings yielded less sales than the first, with only the Luniz’s debut, Operation Stackola (Noo Trybe/Virgin, 1995), hitting putf8um. Conventional wisdom and conspiracy theory generally hints that the murder of Queens rapper Notorious B.I.G. in L.A. in 1997 — frequently portrayed as a revenge killing for 2pac — turned major label interest away from Bay Area rappers, though it’s unclear whether anyone from the Bay had anything to do with either Biggie’s or Pac’s death. The majors stopped signing Bay Area rappers around that time, a situation that remains largely, though not entirely, unchanged today. The final factor was the purchase of local rap station KMEL by Clear Channel in 1999. KMEL never played enough Bay Area music, but soon stopped altogether, save for E-40 and Too Short, the only two acts to retain their major deals as the new century dawned.

Enter "the drought." With no radio and no major-label interest, Bay Area rap languished. Local alternative rap fared better because its business model usually didn’t include the radio or the majors. Though the Hieroglyphics had been around since the early ’90s, the collective stepped up their activities in the late ’90s and early ’00s. Given their devoted following, heavy touring, and iconic symbol, Hiero was Bay Area hip-hop for many outside the region. The Bay was also home to hip-hop collectives like the Solesides-derived Quannum Projects, whose Blackalicious put out Blazing Arrow through MCA in 2002, during a brief blip of major label interest in progressive hip-hop.

Two of the significant records from this period were Party Music (75Ark/Warner, 2001) by the Coup and Sonic Jihad (Guerilla Funk, 2003) by Paris. A neo-P-Funk dust-up, Party Music achieved much notoriety for its original cover depicting members Boots Riley and Pam the Funkstress seemingly blowing up the World Trade Center. Scheduled for September release, the album was of course put on hold after 9/11 until new art could be arranged. Paris was one of the earliest local acts to go major. He predates the concept of "alternative" rap — when he began, you could be a militant rapper like Chuck D and still get signed. After two years of mind-numbing flag-waving in this country, Paris had the audacity to release an album whose cover depicted a plane about to fly into the White House, and whose lyrics excoriated the Bush administration, accusing it of complicity with the 9/11 attacks. It was a bold action in an otherwise spineless cultural moment.

Meanwhile, the Bay was reloading. Special mention must go to Mac Dre, who, with the Delinquents and a few others, held the scene together in its lean years. Dre went to jail for four years beginning in 1992. When he emerged in 1996, major label opportunities were drying up, but he refused to let it stop him. From 1998 to 2004, he released 11 solo albums on his Thizz Entertainment label, not to mention innumerable compilations and side-projects. At a time when almost no records were selling locally, Dre was moving between 30,000 and 60,000 units. In an increasingly homogenized MC environment, Dre’s distinctive personality shone through, manifesting itself in a series of humorous characters on Thizz: Thizzelle Washington (2003), Ronald Dregan (2004), and The Genie of the Lamp (2004).

During the ensuing hyphy movement (circa 2005-07), debates ensued over who was responsible for the new music. Dre was a huge influence on hyphy’s colorful, comic aesthetics, but he was murdered before he could reap the rewards of his efforts. Producer Rick Rock, one of the Bay’s few national hitmakers, landed a deal with Virgin for the Federation, breaking them onto the radio with the hit "Hyphy" in 2003. Former 3X Krazy-member Keak da Sneak, however, was the man who brought this particular bit of Oakland slang to hip-hop, asserting his own claim with the Traxamillion-produced, local No. 1 "Super Hyphy" in 2005.

In between, newcomers the Team had a 2004 local radio hit, "It’s Gettin’ Hot," and inked a deal with a Universal imprint which ultimately fell through, while producers EA-Ski and CMT got their own protégés, Frontline, a deal with Ryko-imprint Penalty Records. Still in high school, E-40’s son Droop-E also contributed to the sound through radio singles like Mistah F.A.B.’s 2005 track "Super Sic Wid It."

Even this tiny amount of major interest and radio support resulted in heady times: "the drought," it seemed, was officially over. Yet after a couple of years of valuable if lukewarm support, KMEL again stopped playing local hip-hop, and the few major deals haven’t panned out. Clyde Carson from the Team was picked up by Capital, only to be dropped three years later without releasing an album. Mistah F.A.B., who continues to enhance his profile through collaborations with the likes of Snoop Dogg, remains subjected to Atlantic Records’ agonizing delays, which would have killed the career of anyone less determined.

After a couple years, the post-hyphy period of Bay rap took on a discernible personality. Though many complained hyphy was too oriented toward kids, that trend has continued to develop. The new crop of Bay Area acts — including J. Stalin, Shady Nate, Beeda Weeda, D-Lo, Stevie Joe — identify with their high school-age fans, whereas previous generations rapped as adults, even acts like Dre or the Mob Figaz who were still in high school when they began their careers. The generational shift might be considered in terms of the 1980s rise of crack, for whereas Dre, the Jacka, and others dealt crack as teenagers, the current crop was born at this time.

J. Stalin, for example, literally is a crack baby, and all these younger MCs grew up with crack as an established fact of life. The new vibe might be labeled "crack baby music," for this fact is explicitly if inarticulately present as a subject or theme. The anger of this generation manifests in the extreme violence of its lyrics, and the gangsta social consciousness of 2pac’s time is extremely attenuated, though not entirely gone. Its appeal to ghetto youth growing up in this appalling post-9/11 era is perfectly comprehensible. Yet despite its darkness, the current music also illustrates the resilience of this regional culture even in the face of indifference and neglect. In terms of the overall American rap world, there’s nothing quite like the Bay.
