No PG&E tidal deal

EDITORIAL On June 19, just as public power advocates in San Francisco were celebrating victory on the passage of Community Choice Aggregation, Mayor Gavin Newsom held a press conference at the privatized Presidio to announce that the city is forming an alliance with Pacific Gas and Electric Co. to study tidal power.

Amazing. PG&E has been cheating the city out of cheap public power for more than 80 years now. The $12 billion utility is fighting the city in court over rights to sell power to customers in public buildings. Its energy mix is barely 15 percent renewable and includes one of the nation’s most dangerous nuclear power plants. And Newsom still wants to give his faith — and the city’s energy future — to PG&E.

It’s a terrible idea. Sup. Ross Mirkarimi has offered legislation that would mandate that any publicly funded tidal power be owned entirely by the city, and the supervisors should pass that measure quickly to block this sellout deal. And Newsom — who absolutely must sign the CCA ordinance — needs to get a clue: San Francisco should never, ever do any business with PG&E. *

On the front page of today’s San Francisco Chronicle, June 2l, Mayor Gavin Newsom is pictured, grim, scowling, arms clenched, over this caption:

“Mayor Gavin Newsom denies Supervisor Chris Daly’s suggestion that he has used cocaine. “That’s how low politics now has gotten in this city, and I seriously thought it couldn’t get much worse.”
The story by City Hall Reporter Cecilia M. Vega had this head: “CITY HALL UPROAR AT COCAINE CLAIM,” with this subhead, “Angry Newsom blasts Daly for bringing politics to a new low.”

This jolly back and forth, I submit, is far from a new low. (See City Editor Steve Jones’s blog in our politics blog.)
For starters, I would submit there is a new new low and a most timely new new low at that. This new new low is the fact that Newsom, despite the public power mandates of the federal Raker Act, the U.S. Supreme Court, and the crucial Ammiano/Mirkarimi CCA legislation approved by the Supervisors only last Tuesday, reversed his public pledges supporting CCA and public power and clambered into bed in hot embrace on Tuesday with PG&E. (See my previous blog.) He allowed PG&E to call the shots in a PG&E-arranged and PG&E- promoted press conference at the Presidio announcing that the city in effect was turning over its public study of tidal power to the private utility that has perpetuated the PG&E/Raker Act scandal for decades.

This is the new new low: the scandal of how the mayor of the City and County of San Francisco, after PG&E has privatized and stolen the city’s cheap, green Hetch Hetchy power, and after PG&E helped privatize and steal the Presidio, was in effect turning over the choppy waters of the bay and the ocean to PG&E to privatize and steal. Incredible. Newsom was doing his damndest to put PG&E in the catbird seat on the next giant step on power generation and to further entrench the illegal private utility in City Hall. No wonder Newsom gets so “agitated” over the handy dandy issue of whether he did or did not use cocaine.

The latest Presidio disgrace

EDITORIAL Here’s yet another reason why the Presidio national park is a national disgrace:

Way back in 1995, when Rep. Nancy Pelosi was in the process of turning the Presidio over to private interests, we and some other critics asked what the rush was. Sure, money for the new park was tight under a Republican Congress, but that didn’t justify privatizing a national park.

Pelosi’s response: if we don’t let the private sector control the park’s future, the Republicans will just sell it off to the highest bidder.

That struck us as unlikely at the time, particularly since the president, who would have to sign any bill to sell the park, was a Democrat named Bill Clinton. But in retrospect, even if Pelosi’s worst fears had come true, at least the private developers who’d bought it would have had to abide by city zoning rules and state laws.

Instead Pelosi has created the worst of both worlds. As Amanda Witherell reported last week, the Presidio’s special status as a federal enclave means the dozens of private businesses operating there don’t have to abide by California labor laws. And we already knew they didn’t have to follow city or state land-use or environmental laws. In effect, Pelosi has created a private-sector libertarian Wild West in progressive San Francisco, a place where big operators such as George Lucas can avoid taxes and, if they choose, skirt California labor laws, San Francisco’s minimum-wage and health-insurance requirements, and a long list of other workplace protections.

The Presidio isn’t the only national park to face this problem; legal battles over, for example, the right to sell untaxed booze at Yosemite have created a precedent that federal law rules on federal land. But it’s not much of an issue in the rest of the country, because most national parks aren’t business parks and have only modest, if any, private commercial activity going on. Most of the people who work on that federal land are federal employees, who have union contracts that protect them.

And most national parks aren’t right in the middle of crowded urban areas, where businesses right across the street have to obey rules, pay taxes, and act like part of a community.

This isn’t what the late Rep. Phil Burton, whose seat Pelosi now holds, had in mind when he passed a bill requiring that the Pentagon turn the Presidio over to the National Park Service when its days as a military base were done.

There is, of course, a simple fix, and organized labor ought to join the growing chorus of environmentalists putting pressure on Pelosi to get with the program. She needs to repeal the bill that privatized the Presidio, eliminate the requirement that the park pay for itself through commercial ventures, and let it be run like every other national park in the nation.

At the very least, she needs to put through an amendment that requires Presidio businesses — and the Presidio Trust itself — to abide by state and local laws and regulations. *

South Korean director Bong Joon-ho’s The Host is just a movie, so the red, white, and blue can’t really be blamed for unleashing a monster on his country’s populace. But Bong’s beast came to life in a part of San Francisco steeped in military history. Tucked away in the Presidio, amid old army barracks, tree-lined drives, and cutting-edge nonprofit facilities is the Orphanage, an upstart special effects company aiming to shape the future of film.

The Orphanage already had a number of high-profile projects under its belt when it eagerly took on The Host. It ended up with its defining achievement to date. When New York Times critic Manohla Dargis, writing from last year’s Cannes Film Festival, called Bong’s movie "the best film I’ve seen at this year’s [festival]," it quickly became the subject of rapturous buzz from all corners: erudite cinema journals, mainstream magazines, and blogs. One of the most consistent subjects of praise has been the movie’s creature. The horror site Bloody Disgusting calls its design "the most astounding part of the film … remarkable and incredibly ambitious … a cross between a dinosaur, a tremor, and a giant squid with giant teeth." Another site describes it as "some kind of aqua-lizard thing that looks as real as anything else in the frame." Bong deserves much of this praise, but he couldn’t have gotten it without the Orphanage, which has joined the long line of important F/X names to emerge from the Bay Area.

When George Lucas moved his F/X company, Industrial Light and Magic (ILM), to Marin in 1980, he made the Bay Area ground zero for film’s technological advances. Pixar and DreamWorks Animation SKG also call the region home, with home bases in Emeryville and Redwood City, respectively. Lucas relocated ILM to the Presidio in 1995, erecting a statue of Yoda to watch over the campus. Though meant to symbolize Lucas’s venerable legacy as an innovator and a maverick, the statue now carries connotations of a different sort: that of an elder accessible only to a select few.

The Orphanage was born of this legacy. Jonathan Rothbart, Stuart Maschwitz, and Scott Stewart — all ILM veterans — founded the company in 1999, landing Brian de Palma’s Mission to Mars as their first feature project. The Orphanage has worked on several of the biggest box office successes of the past few years, including Pirates of the Caribbean: Dead Man’s Chest, Superman Returns, and Harry Potter and the Goblet of Fire. But its partnership with a director on the fringe of the mainstream, Robert Rodriguez, has been its most enduring. The F/X house has worked on three of his features, most notably the "Yellow Bastard" section of Sin City, and is currently finishing Grindhouse, the filmmaker’s collaboration with Quentin Tarantino.

It’s this sense of partnership that prepared the Orphanage for its collaboration with Bong on The Host. Based on the success of his playfully wry 2003 thriller, Memories of Murder, the director received $10 million to make The Host, a budget quite large by Korean standards but extremely modest by Hollywood’s. Unschooled in CGI but knowing he needed animators, he shopped the film around to a number of companies. "Director Bong didn’t choose the Orphanage because of our creature experience; we didn’t really have a whole lot — almost none at all," Arin Finger, the film’s visual F/X producer, says. "[He] approached houses like ILM and the big giants, but what they were going to charge was way out of his budget" — Bong and his producers spent $3 million on the effects for the film — "so it was a great opportunity for us."

The Host is many things: a comedy-drama about a fractured family brought together by catastrophe, a political critique, a horror movie, a revenge tale. But above all it’s about a monster — and quite a monster. Equally capable of frightening grace and endearing clumsiness, the creature and its parts don’t resemble anything in the animal kingdom so much as everything in the animal kingdom: reptile, amphibian, fish, worm, monkey, and at least one bit of human anatomy. Having just dabbled in small-scale creature work with films such as Hellboy and Jeepers Creepers 2, the Orphanage accepted a daunting task when it agreed to animate Bong’s monster, the main character of his film. "We were kind of looking at this project as one where [we] could really develop a creature department," sequence supervisor Brian Kulig says. "On top of that, the creature is running around in darkness, in broad daylight, it’s on fire, it’s drooling, it’s in the rain, it’s swimming. Everything that could possibly happen to this creature pretty much did."

As Finger, Kulig, and fellow sequence supervisor Michael Spaw discuss their work on The Host, the interview site — a stately room just above the rest of the company’s creative team — gives a snapshot of the Orphanage in action. Its headquarters strongly resembles an older part of the Presidio’s history: an army intelligence bunker. Rows of people sit diligently at their computers, with only a sliver of natural light seeping through the occasional ground-level window. One gets the distinct impression that the company has expanded rapidly in recent years and may soon outgrow its home.

Much of this growth can be attributed to The Host and its creature team, whose mastermind was Kevin Rafferty, the visual F/X supervisor. Rafferty, another ILM veteran who has supervised the effects on numerous Hollywood blockbusters, spent much of The Host‘ s shoot on set with Bong and his crew. This level of on-set presence is rare in the F/X world, according to Finger, Kulig, and Spawall three of whom also logged hours in Seoul. Oftentimes, as Spaw put it, the F/X team "is only associated after principal photography is done, and you’re handed plates, and you make everything work. Actually being on set was an invaluable experience." When the trio speak about their time in Korea, they say Bong, the cast, and the crew were eager to collaborate, accessible and gracious in a way unknown in Hollywood, and game for whatever it took to capture a shot.

Having first dreamed up the idea for The Host in high school, Bong had the nature of his beast largely worked out in his head — a vision he articulated to the Orphanage during a two-week visit prior to the shoot. "Director Bong treated the creature like one of his actors. He worked with the animators one-on-one to dial in the expressions and emotions of the character," Finger says, the reference to "Director Bong" a sign of his and his cohorts’ reverence for the filmmaker. Spaw adds, "Director Bong made it clear to us that sure, you have this monster film, a horror film — or however you want to classify this rather interesting piece of cinema — but if you didn’t understand how [the creature] was thinking or how the real physical actors were reutf8g to it, it wouldn’t work."

For the movement of the monster, the Orphanage team used a variety of reference points, including Jurassic Park. But due to the unique nature of Bong’s creature, none was definitive. As Finger says, "You never see a dinosaur swinging by its tail." (The tail is one of the monster’s stronger physical traits, capable of grabbing people and allowing it to latch on to structures and hang in midair.)

Other touchstones in creating the monster — including walruses, crocodiles, and paraplegics — were less predictable. Footage of paraplegics in motion, for example, was useful because Bong and the Orphanage’s creation has just two legs at the very front of its long body. Though incredibly graceful in water, it is challenged on land, where it has a baby’s unpredictable sense of balance. "There is a shot when [it] is first kind of rampaging around in this park area along the Han River, and [it] stumbles and basically does a face-plant and kicks up some dust," Spaw says. "It’s great, really engaging the audience to believe that this thing is not perfect."

To create the CGI version of the monster, the Orphanage relied on a small clay model, or maquette, sculpted by the New Zealand F/X house Weta Digital (King Kong and the Lord of the Rings trilogy), which was constructed using a design that Bong commissioned from artist Chin Wei-chen. Bong had wanted the creature to be completely CGI, but when Rafferty realized there would be significant close-ups involving live actors and the creature, he petitioned for a live puppet as well.

Consequently, the Australian company John Cox Creature Workshop constructed a two-ton model of the beast’s head, a particularly complex piece of art. While the head as a whole resembles a nasty fish, the open mouth is bizarre and unique, as if a vagina had sprouted leathery butterfly wings adorned with spikes. The Orphanage had to adapt its animation to the Cox model, ensuring that the digital monster’s movements and characteristics matched those of the puppet. "We had to cater the animation process, which we normally don’t do — like how the creature’s mouth opens and closes," Kulig says. "The mouth alone had so many intricate parts."

One possible reason for The Host‘s success is that the Orphanage and Bong’s South Korean crew routinely defied convention throughout their collaboration. "It was amazing to watch how Director Bong’s mind worked," Kulig says. "He would react to CGI footage we already had and shoot all these shots that weren’t on the schedule. None of us could figure out what he was doing. But when we showed up the next day and saw the footage edited, it worked beautifully."

Constantly interacting with the Orphanage representatives on set, Bong also recorded daily videos for the SF team in which he critiqued footage projected on a wall behind him. He was adamant that the creature look ungainly and act awkwardly — like, as Kulig puts it, a "fish out of water." Both despite and because of its clumsiness, the creature wreaks considerable havoc on the residents of Seoul and, in particular, a few of the film’s main characters. In some cases the violence proved too great to use actual people. For these shots the Orphanage employed what it calls "digital doubles," or animated versions of the actors. But whenever possible Bong used his cast, who gamely submitted to a variety of miserable scenarios, including being pummeled by cushion-wielding men (stand-ins for the creature) and getting repeatedly dragged through the Han River.

As the South Korean film industry’s cachet has risen worldwide, coproductions with other countries have become more commonplace. The Host, the first major F/X film in Korean history, is also the first to employ a company with strong ties to Hollywood. Finger, Kulig, and Spaw describe an on-set camaraderie in which everyone was both intensely hardworking and jovial. "The opportunity to work with pretty much the most famous Korean actors out there was amazing," Finger says. "On a typical US blockbuster movie, that never happens — the actors are in their trailer and they’re off. We were drinking and singing karaoke with these guys after the shoot, and the director [and crew] as well."

At the center of everything, confident in his vision but eager to use the expertise of others, was Bong. F/X people are used to playing a secondary role as, to paraphrase Spaw, service providers whose job is to make pixels. But on this occasion, the Orphanage’s experience was different. "Every now and then, you have the opportunity to work in service of a great piece of art [that] wouldn’t be the same without your contribution," Spaw says. "That’s why you look to work with someone like Director Bong. Both sides have gotten something truly unique out of the experience." One unique reward: they’ve created the biggest box office hit ever in South Korea. Another: they’ve made a great movie that just might become a classic. *

As a production assistant for a visual effects studio, Robert Seeley had a job at the Orphanage that was nuts and bolts for the movie industry — handling paperwork, overseeing schedules, arranging deliveries, and making sure folks were fed, clients were happy, and many of the million little logistics for a film project were coordinated.

His days began with an hour-long commute from Pleasant Hill to the Presidio, where the Orphanage is based. Mornings started around 9, and the typical workday ran about 10 hours. Or it did when he started there, in July 2006.

"There was a snowball effect. It started out as a regular 10-hour workday. It slowly built to 12, then 16," Seeley told the Guardian.

At one point, Seeley charges, he was asked to work a 20-hour shift — and return to work two and a half hours later. When he didn’t come in, he was fired.

Seeley sued, and the case was eventually settled. But along the way, the lawyers for the Orphanage raised a startling argument: since the Presidio is a federal enclave, they said, California labor law, which restricts the length of shifts, doesn’t apply.

"This was a really straightforward, meat and potatoes case," Seeley’s lawyer, Steve Sommers, told the Guardian. "And if he worked across the street, it would have been a slam dunk."

If the legal argument advanced by the studio as a response to Seeley’s lawsuit is right — and some labor experts say it may very well be — then none of the private companies that lease space at the Presidio have to follow any state or local labor laws. That means no California or San Francisco minimum wage, no workplace safety statutes, nothing. And since state law is generally far tougher than federal law, the difference could be profound.

There are hundreds of people working for private companies in the Presidio, which operates under a unique arrangement that allows private, commercial development in a national park.

Federal regulations are almost always weaker than California’s — and not necessarily improving. "Federal laws are evolving backwards for the most part," said Katie Quan, associate chair for Labor Research and Education at UC Berkeley. "There have been attempts to weaken benefits, Social Security, who can and can’t join unions. Even the new minimum wage that’s been passed — there’s a big question as to whether or not [George W.] Bush will sign it."

While California’s minimum wage is $7.50 and San Francisco’s is $9.14, the federal hourly rate is currently $5.15 — and arguably the only one that applies in the Presidio.

Several employment lawyers contacted by us initially suggested that California’s labor statutes would have to apply in the Presidio, but Chris Cannon, a lawyer familiar with the situation, did not.

"I’ve gotten a lot of people acquitted on a criminal basis applying that same validity," he said of the cases the Orphanage’s lawyers used to back up their argument. "It’s like a little piece of Nevada here in California."

Cannon has litigated several cases in the Presidio, most notably on the controversial issue of where and when dogs can be off leash. "Given the history of the Presidio, I think there’s a very good argument that California laws don’t apply."

It’s easy to extrapolate that nothing that’s been passed in Sacramento or at City Hall would apply to the Presidio, including the recent universal health care plan passed by the Board of Supervisors and the paid sick-leave that voters approved.

The upshot: the author of the bill establishing the Presidio park, House Speaker Nancy Pelosi, who is a big favorite of organized labor, may have created a place where private employers can freely flout state and local laws designed to protect workers.

Lieutenant Jeff Wasserman of the US Park Police, which has exclusive jurisdiction over the Presidio, said, "We only have to follow federal laws. However, the US attorney has in the past asked us to adhere to state laws simply because they think it’s the right thing to do."

One of Wasserman’s examples involved a California law that speed limits may only be adjusted based on recommendations from a traffic engineer, which was established to prevent cops from setting speed traps. To Wasserman’s knowledge, California is the only state with this restriction, and it’s been extended to the Presidio. "The US Attorney felt that it was fair that if the surrounding streets followed it, we should too." He added that juvenile arrests in the Presidio have also stood up in local courts because the federal laws are so weak in that regard.

Two dozen companies contacted by us were asked questions regarding employment protocol, and all said they paid San Francisco’s minimum wage or better and insisted they followed both federal and state labor laws. The largest employer in the Presidio, LucasFilm, did not respond to the questions.

Carsten Sorensen, CEO of the Orphanage, said, "We follow the letter of the law. We were told by our attorneys, being in the Presidio, we fall under the federal labor law."

He did say, "Of course we want our employees to be safe and do whatever we can to make sure that happens. There’s no chronic issue of people who are dissatisfied with the working conditions."

But in responding to the lawsuit, his company didn’t even try to defend its practices. Instead, Judith Droz Keyes, a lawyer with the firm Davis Wright Tremaine, argued in a Jan. 24 letter that "California has no jurisdiction either to legislate or enforce its laws within the federal enclave. The fact that the Orphanage is a private company leasing space within the Presidio makes no difference."

The Presidio Trust — the semiprivate agency that manages the park — did not respond to requests for comment, and it’s unclear how the outfit treats its own workers. Discrimination based on sexual orientation, for example, is not a part of the federal Equal Employment Opportunity laws, but it is a part of California’s, and even the Presidio Trust’s own personnel manual mandates it.

To require anything definitive and absolute would take an act of Congress to mandate the Presidio adhere to state or local ordinances. We tried to reach Pelosi’s office to ask about it, but she didn’t return our calls.

In the meantime, Sommers said, "The Presidio Trust could insist that all vendors abide by California state labor laws. Then large employers in the Presidio would have to treat their workers like citizens of California." *

Bush and the Hetch Hetchy mystery: Who do you suppose put that mysterious pro-PG&E line in Bush’s $2.9 trillion budget?

Well, there it was in the Chuck Squatriglia story in the Feb. 7 Chronicle: the mystery story with the mystery headline: “Hetch Hetchy line in Bush’s budget blasted.”

The lead continued the mystery story with a mystery lead: “A single line deep within President Bush’s $2.9 trillion federal budget has renewed the debate over draining the Hetch Hetchy Valley and returning it to its natural state.”

The second paragraph added some mysterious detail to the mystery: “The president set aside $7 million within the National Park Service budget to ‘support Hetch Hetchy restoration studies’ that would explore the environmental and recreational benefits of draining a reservoir that provides water for 2.4 million Bay Area residents.”

In the second to last paragraph in the story was yet another mysterious paragraph that added to the mystery: “No one at the Department of Interior or within the Park Service or the Office of Management and Budget, which compiles the president’s budget proposal, could say who included the Hetch Hetchy item in the spending plan or why.”

Gosh, golly, gee: How in the world did a line asking for funds to restore Hetch Hetchy Valley get into the federal budget of one of the most anti-environment presidents of all time? The Chronicle and everyone else who covered the story without gulping, including the Sacramento Bee/McClatchy papers and their self-immolating tear-it-down-and-damn-the-consequences position. could not come up with the answer. Nobody even seemed to try or disclosed who they called or what anybody told them or indicated how hard the papers tried to tackle this tough Washington story with a big local angle. Nor did the papers call anybody from the public power forces to see if they had a clue or a comment.

Well, we have a clue. Bush is no sudden born again environmentalist and he doesn’t really give a damn about opening up a dammed up valley in a national park. “But,” as our Wednesday editorial states, “he’s a hell of a privatizer, and supports almost anything that shifts public resources into the hands of profit-making companies. And blasting the city’s water and hydropower dam into dust would be a huge favor to one of the nation’s largest private power companies–and a huge blow to public-power efforts in San Francisco.”

The federal Raker Act that allowed San Francisco to dam Hetch Hetchy Valley for water also mandated that the dam generate electricity, and that the cheap power be sold to the residents and businesses of the city as a public alternative to PG&E’s private monopoly. Thus, PG&E would be the biggest beneficiary of any restoration project.

Once again, I am curious why the restore Hetch Hetchy forces are so adamant on restoring Hetch Hetchy, but seemingly not as interested in other major environmental issues. Why do they not put at least comparable energy into saving and taking back the Presidio? Or properly funding the other major longtime maintenance problems at Yosemite? Or helping stop the moves to privatize the national park system and other public assets? Or moving to stop and/or criticize and confront the many moves of the Bush administration to turn back the clock on the environment and environmental protections?

All of these issues, let me emphasize, are not important to PG&E and its allies except to help PG&E’s astroturf green campaign to stop the inroads of public power and enforcement of the Raker Act to bring our own Hetch Hetchy public power to our own people in San Francisco. Repeating for emphasis: PG&E would be the major beneficiary of any restoration project. Anybody have any other suggestions or ideas? B3

Sure, in the age of the Internetz, sex is now a shopping trip — just log on for huge fake tits (aisle four), smart-mouthed ghettosexuals (aisle six), muffin tops gon’ wild (aisle nine), or guys who inject a gallon of saline into their shaved balls (clean up, aisle five). No need to be a bitch or a ho — you’re already both on the webcam, dude. Don’t forget your password.

But still. Love exists, right? Christina Aguilera tells us so. And love leads to sex. Or to real sex. Or the other way around. Something. And don’t even ask about the whole monogamy thing! Can’t it all be easier? Aren’t we robots yet? No, not yet. For good or ill we live in a magical place where impulse meets emotion in technology’s dark corner and heads upstairs with it to a small room marked "free love" ($29 an hour) — leaving behind a trail of used rubbers, hopefully. Below we delve into the sex-and-romance pros and cons of some especially San Franciscan things. Maybe it’ll help make things a little clearer. Maybe!

BEING A STRAIGHT GIRL


Carrie Bradshaw, Marissa Cooper, and Dr. Meredith Grey have their trumped-up Trumps, Shin-die schlubs, and Doc McDreamys, but what do so many straight, single women get in the Bay bohemia otherwise known as America’s gay mecca? Commitmentphobic Peter Pan–ders, crusty granola cronies who only cruise twentysomethings, workaholic geeks who seldom see the light of day (apart from the blazing orbs of Burning Man), and windburned adventurers with a never-ending thirst to mountain bike, lick that downward dog, and hike the closest REI. Face it: single straight sistahs have the toughest lot in this town. A 2004 San Francisco magazine story estimated that unmarried straight 20- to 44-year-old SF men outnumbered their female counterparts by about 12,000. But I bet most eligible gals feel — nay, know — that the ratio is weighted in the dudes’ favor. It doesn’t help that years of STD- and AIDS-inspired social conservatism seem to have spurred peeps and perps to hook up early and less often — despite our fair city’s freewheeling rep when it comes to sex roles, relationships, and gender politics. San Francisco’s single chicks sometimes find themselves wondering, "Whatever happened to dating? Where did everyone go? Is it my breath?" When one male friend told me his ex’s claim that she’s dating multiple fellahs in various NorCal cities, my bullshit detector started honking. Tell it to all the attractive, smart, independent, and nubile femme singletons I know who are sitting home Saturday nights.

Pros: Never having to worry about getting macked on at guycentric sports events, shows, and construction sites. Women are always free at the Power Exchange. There’s sisterhood in desperation. You can always join a girl gang and accost hapless men walking alone in dark parking lots. That yawning bore across the table is looking better every sec.

BEING A STRAIGHT GUY


I worked security at the Endup for four years. As a straight guy, I found myself jealous of my gay compatriots out there on the dance floor, nuts to butts, letting it all hang out. Obviously, gay men have committed, complicated, and drama-filled relationships too. But boys will be boys, and it seemed things were so much simpler and, pardon the pun, more straightforward for gay guys in San Francisco. Less of a mating ritual and more mating. It’s the classic straight guy’s lament: if women acted like dudes, I’d be getting laid right now. Or, as Michael Dean once said in a Bomb song, "The girl that I miss is just me in a dress." Still, after 15 years in San Francisco, I’m starting to see the bonuses of being single, straight, and not so young in a city known worldwide for Rice-a-Roni, sourdough bread, and buffed-out, hunky young gay guys.

Pros: At 35, I may actually be starting to enjoy dating. No one’s lugging around that "my heart was broken, and I can’t go through that again" cross anymore. We’re all adults here, and like the young, restless, and gay, we’ve gotten in touch with our biological needs. Thirtysomething Bay City rollers know they need to get off and they don’t have to meet their soul mate to do it. Sure, the roller coaster of love is one hell of a ride, but sometimes it’s enough to get Indian food, hit a bar with a good jukebox, rent a movie, go home, and fuck.

Cons: People really do get married. Which means the thirtysomething dating pool shrinks and you can end up dating someone younger. This might seem like a pro, until you try to make a pop culture reference on a date and hear crickets chirp. There’s not a lot of eye-to-eye going on when your love interest ejects Mania, by the Vibrators, to put on Green Day. (Duncan Scott Davidson)

BEING A QUEER


Oh, the burden! Straight guys think you get laid more than them. Straight girls think you get laid more than them. Both of them think you like turtlenecks and cologne. It’s horrifying! And history! Here you are over the rainbow, in the fiercely romantic-looking burg all those haters in high school screeched at you to move to, and you’re scrounging for any bit of affection you can find among the forest of online profiles and the coral reef of lopsided haircuts. Plus you’ve got billboards screaming "AIDS!" in your face on every corner. It’s enough to drive a lonely fag to the gym or a dyke to the (one) bar, if that weren’t just as fucked-up a defense mechanism as huddling with your old Smiths EPs and a tankard of Merlot in your cubby. But c’mon, at least you can walk home from your trick’s house….

Pros: Be all you can be! Journey of discovery! There’s a new opportunity around every corner. The hottest FTMs on the face of the planet. Boys aren’t wearing so much product as in 2002. Being the envy of the gay world. Invisible lipstick lesbians. Trash drag. Crystal meth played out (pretty much). Domestic partnership laws (if only …). Gay love is real (ask your serial monogamous friends). Hey, at least it’s not Chelsea!

Cons: Too many to choose from. No need to grow up. Too many bottoms. Ever-present feeling you should get more tattoos — or is that trying too hard? Everyone wants to be your fag hag. Monogamous or "negotiated"? Holier-than-thou activists, hotter-than-thou street life. "What if I’m really straight?" Knowing everyone’s as shy as you but not being able to do anything about it. OUR PLAYBOY MAYOR


What a difference a few screaming headlines make. Throw in a Scientology siren, underage cocktail gulpers, and a couple plowed society babes with fiercely straightened fright wigs and outta-hand cheekbones — and ya got yerself a mayor! All we need are some flesh-eating pigs and anesthesia-free surgery to dub this the return of the wild, wild, perhaps very wild, especially when tanked, west — a Deadwood of sorts, if that didn’t imply a kind of flaccid fumbling. Nonetheless, let’s call it the latest in a grand tradition of San Francisco’s romantic and sexual politico-explorers from days of yore — from Harvey Milk to Willie Brown — that we have Mayor Gavin Newsom finally unchained from his legal-eagle Victoria’s Secret model missus and free to allegedly cruise Cow Hollow’s finer drinking establishments after hours, as rumor has long had it. Oh, the list is long and ever growing: encompassing the CSI: Miami starlet and the city mag editor eager to vet her boy’s cover pic alike. Now comes the real test of testosterone: whether Newsom can summon that ironclad Clintonesque charm to weather the latest scandal. My question for the Gavinator: what are you doing for Valentine’s Day?

Pros: The ever-changing cast of hotties at parties and photo ops sure dresses up society pages. No more tacky Harper’s Bazaar fashion spreads. Plenty of heavily gelled, aerodynamic-looking helmet hair. The notion of a Scientologist mayor clears rooms. We can now use that hallowed line, "Is that your Plump Jack — or are you just excited to see me?" Feeling privy to the secret life of frat boys. He’s never boring.

Cons: Kennedy comparisons are starting to grate. Clinton comparisons are starting to chafe. And there’s too much chafing in general. The ever-changing cast of hotties is starting to resemble a sale crowd riding the revolving door at Neiman. Paris Hilton?! And we won’t be shocked to see Britney Spears stumbling out of a mayoral Four Seasons suite next. He’s so predictably not boring that it’s starting to get tiresome. (Kimberly Chun)

OLD HIPPIES


You see them everywhere but mainly on the Muni and at medical marijuana rallies. Some of them look saintly but a little crazed, as if they see a spaceship in your hair. Others resemble your sexy-yet-matronly high school French teacher, smiling indulgently but always ready to rap your knuckles with a day-old baguette if you get your future perfects wrong. Still others seem like they can’t wait to explode with rage at … well, anything, really. All of them are lovable in a historical light. When they’re off their meds — not so much. They’re living monuments to the golden age of free love, and, as medical science advances and rent-control laws stand, they’re not going away anytime soon. (Can young people afford to move here anymore anyway?) They also have a world of sensual knowledge to impart.

Pros: Mother figures, father figures, lusty lovers, spiritual guides — these Baudelairean kickers against the pricks can do it all — and they bake a mean hash brownie to get it all started. Plus: years of experimentation have made them freaky. You may have to crank up the solar defibrillator, but they’re experts in how to "get your motor running."

Cons: Occasional bad-trip flashbacks. Always slightly wary. Strawberry-scented oxygen tanks. Pillow talk = Allen Ginsberg stories. Hairy. Half tantric. Forgot if they put out candles. Ponytail or braid can get caught in teeth. (Marke B.)

BURNING MAN FLINGS


Burning Man is a sexual and emotional cauldron. Liberally mix together a world of sensory delights, a spirit of reckless abandon, beautiful exposed bodies everywhere, sudden sandstorms that send you scurrying into the nearest tent or trailer, countless peak experiences, exposure to a myriad of lifestyles and communities, and 40,000 people with time on their hands, goodwill in their hearts, and lust in their loins, and it’s no surprise that people end up hooking up left and right. This place oozes sexual energy while stripping away our emotional defenses and leaving us exposed to Cupid’s arrows.

Pros: Whatever you want, it’s here, often with no strings attached. When people come back from the playa all blissed-out and saying how it changed their lives, that’s usually not just the drugs talking. People do things they wouldn’t do in the everyday world — and then they do it again and again. And if you follow the sound advice of veteran burners to leave your expectations at home and just be open to the experience, then you’re also in the ideal place to not just get laid but truly find love. Believe it or not, I know of lots of lasting, loving marriages between people who met on the playa.

Cons: All the things that make Burning Man so conducive to sex and romance can also create problems. People get emotionally splayed by the often overwhelming nature of daily life on the playa. They’re vulnerable to everything from small slights that get exaggerated to the predators who invariably exist in any town. Couples get tested. Singles can at times feel lonely and desperate. Everybody has a few hard mornings after. And as a practical matter, dust gets everywhere — and I mean everywhere. (Steven T. Jones)

The Bay has a long and luxuriously twisted history of female sexual empowerment, full of Brights, Queens, Dodas, Califias, Blanks, Chos, and other sparkling heroines of don’t-do-it-and-die philosophy — some of whom have gone on to become heroes, even. The two major, classic phalanxes of gyno-horno-positivism to have arisen from the mists of all that groundwork are the Lusty Lady and Good Vibrations. The Lady, currently a worker-owned stripper co-op, has been baring a broad variety of intelligent, worldly-wise physical types for almost 30 years, and Good Vibrations, a women-centered chain of erotica shops that offer a plethora of workshops and training sessions for both women and men, has helped make vibrators the Tupperware of the new millennium. Despite the ubiquity of silicone enhancements and Girls Gone Wild antics in today’s culture, the Lusty Lady and Good Vibrations try to keep it real by focusing on the pleasures inherent in strong, natural femininity. In an era when guys are being forced like never before to question their physical attributes and sexual virility, thanks to size-queen porn and erectile dysfunction spam, the gals — who’ve had to deal with that kind of shit forever — may have a bit of an upper hand, self-image-wise, thanks in part to these two affirming San Francisco institutions. Not that it’s a competition.

Pros: Lusty Lady’s the best place to take your gay friends for a fabulous girls’ night out. Everything I know about labias I learned from Good Vibrations.

Cons: I have to hand-wash all my plates because my dishwasher’s usually full of Good Vibrations dildos. I have to hand-wash all my clothes because I spend all my quarters in the booths at the Lusty Lady. (Marke B.)

PORN AND TECHNOLOGY


Right up the Peninsula from Silicon Valley, we find ourselves in techie heaven. Most of the global advances in online technology burst first and foremost from our fertile area. The bust and boom that locked the Bay in a violent coital grasp in the early ’00s exhausted us, but Web 2.0’s got us all atingle again. This time we’re sure we won’t make the same mistakes. We’ll keep it social, we’ll keep it personal. Most of all, we’ll keep it sexual. Thanks to advances in digital production and online distribution — and our wondrously pervy nature (not to mention our desirable market) — the porn industry in San Francisco has exploded. The city is now home to a majority of the biggest gay porn companies and quite a few straight and fetish ones.

The most barefaced manifestation of the lucrative intersection of porn and technology is the purchase of the ginormous Armory in the Mission by fetish header Kink.com to house its offices, studios, and online operations. (Personally, I can’t wait for them to open a Kink Café in there as well. St. Andrew’s croissandwich, anyone?) This may be a harbinger of things to come. We’re not exactly holding our collective breath for Bang Bus to take over the LucasArts HQ in the Presidio or for the former Candlestick Park to be rechristened Naked Sword Arena — but hey, it could happen. Alas, the fortuitous marriage of porn and technology may be about to hit the skids. Hi-def can reveal a whole lot of ass pimples and nipple lifts — Blu-ray killed the porn star? Then again, it might just provide more employment opportunities for digital touch-up artists. "Hey, man, what’s your new gig?" "I’m rastarizing Busty Fillips’s underarm stretch marks — full-time, plus benefits." Local HMOs are lining up.

The ever-rising tide of digital wonders raises more sensual — and sensitive — boats than porn, however. While no one’s yet perfected the vibrator–cell phone (what ringtone would I put on that? Oh yeah, Beyoncé), rest assured that some little tech elf is working fiendishly away in his or her bright pink laboratory to bring that dream to fruition. Which brings us to the new iPhone. It may not be dildo-ready, exactly — watch that touch screen! — but some of its romantic applications were immediately apparent on its unveiling here in January. What other piece of handheld technology allows a person to be rejected in so many different medias at once? Now when you want to break up with someone, you can call them, text them, and e-mail them all at the same time. Plus, you can share a break-up song on iTunes with them and even throw in a YouTube clip of yourself gently weeping to show how torn up you are inside (clip must be less than 10 minutes in duration and not imitative of copyrighted material). Send a slide show! Skype an e-card! Use PayPal to buy them a "Just Got iDumped" mug on eBay! The possibilities are infinite.

Now if only there were software that could mend a broken heart. Sigh.

Pros: Online hookups? No problem: anywhere, anytime. You don’t have to be physically present to enjoy an entire relationship. Everyone’s a winner: people unable to afford the latest gadget or upgrade get to feel more real. Soon everyone in the city will have a job at Kink.com.

Cons: Much of the Bay population is more interested in staying up all night with a two-liter of Coke, a cold pizza, and a roomful of servers than a warm body. Web 2.0 has brought a horny flood of freshly flush Googlers, Tubers, Diggers, ‘Spacers, and Mac heads on the make to already packed and overpriced Mission bars (watch for those hybrid Tundras parked on the median). You will literally go blind if you jack off to video iPod porn in the bathroom stall at work — that screen’s so small! Soon everyone in San Francisco will have a job at Kink.com. (Marke B.)

Investigate the Presidio’s money

EDITORIAL National parks are places where wildlife is preserved, saved, encouraged. The trend in parks these days is to expand the ecological mix; the National Park Service is actually trying to reintroduce wolves to Yellowstone. But as Amanda Witherell reported Jan. 17 ("Where Are the Chicks?"), that’s not the case in San Francisco’s Presidio National Park. At the Presidio a native species that was thriving not long ago — the California quail — is almost entirely gone. That’s a sign that the ecological management of the park is a mess — which is no surprise. The park is run by a semiprivate trust that’s driven by real estate development and moneymaking. If new condos conflict with quail habitat, guess who has to go?

Then there’s the Presidio’s balance sheet. As we reported Jan. 24 ("The Presidio Trust’s Mystery Millions"), the park is sitting on $105 million — a huge chunk of cash — yet has asked Congress for a $20 million loan. What’s all that money for? The trust won’t tell us — it’s a secret.

This is exactly what we feared would happen when Rep. Nancy Pelosi created the first privatized national park 10 years ago: environmental damage, financial unaccountability, and intolerable secrecy. The trust board (appointed by President George W. Bush) meets in public only once a year. Its press office is openly hostile to reporters and makes it exceptionally difficult for the public to get even basic information about park activities.

This is Pelosi’s pet project, and she’s now the most powerful person in Congress, but that doesn’t mean the Presidio should be able to continue operating in this fashion. The House Natural Resources Committee, chaired by Rep. Nick Rahall (D–W.Va.), ought to hold hearings on the Presidio and examine how the trust is operating, whether it’s fulfilling its mission, and how its enabling legislation should be changed. A growing number of environmentalists are now calling for Pelosi to repeal the original bill and turn the Presidio over to the National Park Service, which runs parks as public treasures, not as potential real estate developments.

At the very least, Congress should refuse to provide any more loans to the Presidio Trust until an outside auditor conducts a public review of the books — and explains why a national park is holding $105 million in taxpayer money in the bank for secret projects, then demanding even more public money. *

The Presidio Trust’s mystery millions

The Presidio Trust just published its annual report for 2006. This slick-looking document is distributed to the national park’s George W. Bush–appointed board of directors — and to the purported shareholders of this quasi corporation, the American taxpayers.

If you just read the executive director’s message, scan the pretty pictures, and glance at the numbers to make sure they’re on the proper side of zero, then this unique endeavor to privatize a national park looks peachy. Revenue is coming in, operating expenses are being covered, projects are getting completed. The goal is to be self-sufficient by 2013 without any federal subsidy; the trust thinks it will meet that goal. Donald Green, a former economist for the Office of Management and Budget and SRI International and now a Sierra Club Presidio committee member, told us he agrees.

"The financial picture, from their point of view and mine, is good," Green said. "They’re already financially viable."

But when the Guardian took a look at the balance sheets, we had a few troubling questions. The investments line in the assets category jumped out at us: it turns out the Presidio Trust has more than $105 million in the bank. Well, not quite in the bank — that money’s actually invested in federal securities. But it’s still a huge pile of cash for a public agency to sit on. The National Park Foundation, another goverment agency chartered by Congress, that collects funding from philanthropists and private corporations to support national parks, had total assets of $81 million for 2005, $58 million of which is invested in marketable securites.

What is all that money for, where did it come from, and why isn’t it being used? And if the trust has so much in the bank already, why did its leaders ask Congress for a $20 million loan for 2008 — on top of $50 million the federal government has already loaned the trust?

The answers — or rather, the lack of answers — demonstrate exactly what’s wrong with Presidio Trust operations.

According to a detail of the assets line item, the trust, which spends about $50 million a year running the park, has $103,031,000 in excess money invested in nonmarketable Treasury securities. About a third of that doesn’t mature until 2029. Another two-thirds — $69,787,000 — has the slightly lower interest rate of 5.02 percent and will drop $2 million of interest into the kitty for 2006, leaving a balance of $105 million.

At the same time the trust is investing in the Treasury, it’s also making interest payments. In 1999 the park borrowed $49,978,000 to jump-start renovations and get some money flowing. So far, the trust has only been paying off the interest on the loan, at 6.12 percent — which translates to a hair less than $3 million per year.

Pause now to consider those numbers: making $2 million in interest, spending $3 million on interest payments. Huh.

According to Dana Polk, the trust’s senior adviser for government and media relations, the $105 million is a combination of money granted by the Department of Defense for environmental remediation, unspent money from the 1999 loan, and money received from various sources and obligated toward various projects.

When we asked for more specifics on how much money came from where and how it’s going to be spent, Polk said there was an itemized detail of that budget line but added, "That’s not a public document."

In other words, the taxpayers don’t get to know what’s happening with their money.

"Often they don’t want to even explain their own numbers," Green said, "which is pretty pathetic for a governmental organization."

What we do know is that when the Army turned over the base to the trust, the Department of Defense cut a $99 million check to pay for the toxic spillage left in 15 areas throughout the park. About half that money has been spent, and places such as Coyote Gulch, Sunset Scrub, and Thompson Reach are now reblossoming into the natural areas they once were.

But in the seven years since these projects began, unknown contaminants and cost overruns for the massive environmental remediation projects have bumped the total price tag from $100 million to $130 million.

A note in the annual report states that $23 million of the overrun is still unfunded and is expected to come from interest earned on investments, "of which $14.9 million has already been earned."

Those of you who are not utterly boggled by these numbers may extrapolate from an above paragraph that the trust is netting about $2 million a year in interest income. It’s going to be a while before the agency has that $23 million to pay for the guys in the Hazmat suits.

Additionally, the report reads, "If cleanup costs for the enumerated sites exceed the $100 million threshold … by $10 million, the Army must seek additional appropriated funds for the enumerated sites."

Polk confirmed the trust is pursuing additional funding from the Department of Defense and from insurance that is carried for the projects.

So why does the trust still need to earn $23 million in interest if it is asking the DOD for the money anyway?

The trust isn’t a bank, so why does it need to sit on so much money rather than spend it on the various projects around the park, many of which are currently funded by tenants or philanthropists? Right now tenants who are leasing space have to pay for their own renovations.

What special projects is the money earmarked for?

There may be a perfectly sound explanation, but we’ve tried mightily to extract it from Presidio officials, and we are, frankly, baffled. Polk refused to answer our questions — and when we pressed her, she said our coverage of the park is too critical. Then she hung up on us.

But $105 million is a lot of money; maybe Polk can explain it to you.

As a fellow traveler of the Luddites, I am obliged to treat the phrase "digital arts" — as in the Letterman Digital Arts Center, in the Presidio — with some skepticism. Of course I have a cell phone and a computer, a pair of digital apparatuses, and I do regard them as essential to life as we know it — as essential tools. Tools are servants, and although they are not devoid of value, their value is in their usefulness. Whatever value art has, it isn’t usefulness.

"Digital arts" might be considered an oxymoron in some quarters. The classic example of an oxymoron — Herb Caen’s phrase was "self-canceling phrase" — is "military intelligence." On the slightly more ornate side, we now have "Operation Iraqi Freedom." Interestingly, the word oxymoron includes the word moron. As for digital arts: I have an impression of busy-bee activity in the Pixar–Toy Story school, the use of computers to make more vivid monsters or car crashes or intergalactic Armageddon or other of those visual splendors from which, with the atrophy of plot and character, so much of contemporary cinema is constructed.

But … I might as well be trying to rescue the word hopefully, and that would be a waste of time, especially since there is, in one of the LDA buildings, a brand-new and fabulous restaurant and wine bar, Pres a Vi, that cries out to be described. The restaurant occupies a long, L-shaped space on the ground level of Building D (an unfortunate designation more appropriate to a prison). Part of Pres a Vi’s ceiling consists of wine-barrel ribs, giving one the sense of looking up at a segment of the world’s longest reinforced straw, while its eastern wall consists almost entirely of window glass. Through the dinnertime panes glows the pink specter of the Palace of Fine Arts, afloat on evening’s ink as if in a dream, and proof that not all great views in this city must involve bay or bridge.

Chef Kelly Degala’s menu is "global" and is oriented toward smaller plates, and the question presented is whether this diversity is polymathic or dilettantish. I incline toward the first view, since almost all the dishes are rendered with style and verve. But you can order yourself into incoherence, no question, and the little plates from around the world can start piling up as if at some buffet at an Intercontinental hotel: ravioli here, lumpia there, a hit of Thai papaya salad, some potatoes roasted Spanish-style.

If Degala is a culinary globalist, his heart is clearly in the Pacific. He has spent a lot of time in Hawaii, and his cooking reflects the islands’ mix of tropical and Asian influences. He is also attentive to Filipino cuisine, which doesn’t get much attention in the Bay Area despite a large Filipino population. His lumpia ($10 for four bite-size pieces) are exemplary: rolled cilantro crepes (somewhere between taquitos and flautas in size, and not much cilantro flavor, in case you are passionate either way) filled with rock shrimp and served with a spicy peanut dressing. He also offers a version of another Filipino dish, prawn adobo ($12), with the peeled shrimp braised in a slightly sweet soy-vinegar bath and presented on a pad of electrifyingly tasty fried jasmine rice.

Europhiles will not starve. A set of ravioli ($12), like sand dollars, are filled with duck meat and goat cheese before being gently inundated with an earthy (and gorgeously smooth with a smoothness only butter can provide) wild-mushroom sauce. The kitchen had run out of croquettes on one visit, so we jumped to plan B: jo-jos ($6), a good-size bowl of Kennebec potato wedges roasted with shreds of Serrano ham and topped with romesco, which looked like melted Velveeta (for a potato-nachos effect) and carried a slightly-too-harsh charge of smoked paprika.

Degala even manages a nod in the direction of California whimsy. How about a club sandwich ($13) on brioche, with Dungeness crab salad instead of roast turkey? (And plenty of crisp bacon!) If it’s not quite as fancy as Postrio’s lobster version, it’s at least as good. In a similar vein, there’s an ahi tuna melt ($8), the cooked fish here mashed up with red bell pepper dice and bits of cornichon into a kind of salad.

A few of the dishes seem to hold dual citizenship. An example: lobster bisque ($4), rich and creamy, spiked with brandy, topped with crème fraîche and minced chives, and served in a tall shot glass, like a miniature cappuccino. French? New Englander? Excellent, certainly. No aura of vague cosmopolitanism, on the other hand, surrounds the duck buns ($12). Here we have a classic Chinese treat: shreds of poultry, slow-cooked to moist tenderness, set between halves of little steamed buns, like tiny duck burgers. Versions of this dish aren’t hard to find on menus around town, but Degala’s duck, moist and rich and with unmistakable five-spice breath, is superlative.

Although the restaurant opened shortly after Thanksgiving, service is already at a high level, with bread and water flowing liberally and the staff knowledgeable about specials and shortages. Timing from the kitchen can be a little erratic, though, and this matters more than it might at some other place because dinners tend to be improvised arabesques rather than the more usual first course–main course–dessert ballet. You can never be quite sure which dish will show up next, but that’s not such a high price to pay when it could be coming from any place in the world. *

It’s a warm, blue-sky day in late November, and about 35 people are gathered outside one of the National Park Service buildings in the Presidio, trading tales of where and when they last saw California quail. Point Reyes is named most frequently. The Marin Headlands get a few nods from the bird enthusiasts. Strybing Arboretum in Golden Gate Park raises a minor cheer. Someone mentions "Quail Commons" in the Presidio, and an "Ooh" ripples around the circle, but it turns out the sighting was a while ago.

The enthusiastic volunteers, mostly bird lovers and Presidio neighbors, have turned out for today’s annual Quail Habitat Restore-a-Thon, an event aimed at transforming Quail Commons, the quarter-acre sliver of property located behind the Public Health Service Hospital on the western edge of the Presidio, into the national park’s premier quail habitat.

And the handful of quail that still live in the Presidio will surely appreciate it — although they might have a better time if only there were some ladies around.

Unfortunately, there aren’t. After a long morning of trimming back trees and planting sprouts of native coffee berry and coyote bush, Damien Raffa, a natural resources educator for the Presidio, confirms all the rumors that have been raked up with the weeds: the quail population has reached a new low. There are just six remaining in the Presidio. And yes, they’re all male.

The demise of the local quail population sounds like something only bird nerds would be fluffing their feathers over, but the strange thing is that the birds didn’t just fly away while the binoculars were trained elsewhere. A concerted effort to save the city’s quail population was made by multiple parties, costing thousands of dollars and using hundreds of work hours.

In 2000 the Board of Supervisors named the sociable fowl with the cunning head plumage the official bird of San Francisco. Since the informal inception of the Habitat Restore-a-Thon in the late ’90s, the number of volunteers has increased more than fivefold, and hundreds of park staff hours have been spent restoring habitats to the quail’s particular standards.

The Golden Gate Audubon Society dropped $15,000 on a Quail Restoration Plan and budgets $6,000 a year for the project. In the Presidio education has included a Web site, bright yellow "Quail Area" bumper stickers, and road signs in sensitive areas warning drivers to watch out for the little ground-loving birds. For the past two years biological monitors have been hired by the Presidio Trust to study the precious few remaining quail, with the hopes of pinpointing why they’re disappearing.

So why are the plump little fowl more commonly found trussed in gravy on sterling platters in some of the Embarcadero’s finer eating establishments than nesting under scrubby bushes among the windswept dunes on the western side of the city?

What went wrong? And what does it say about how the Presidio and other natural areas in the city are being managed?

PRESIDIO PRIORITIES


A mere 20 years ago, the state bird of California, Callipepla californica, was so bountiful in the Presidio that the average bike ride down Battery Caulfield or along Land’s End yielded at least one sighting.

"Brush rabbits, wrentits, Western screech owls, and the California quail" are the common wildlife listed off by Josiah Clark, a San Francisco native who spent his childhood scrambling around the Presidio with his binoculars. He’s now a wildlife ecologist and runs an environmental consulting company called Habitat Potential. "Those were once ‘can’t-miss’ species when I was a kid. Now I’m more likely to find a vagrant bird from the East Coast than a wrentit or a screech owl in the Presidio."

Since the former US Army base was decommissioned and opened to the public, the wrentit and screech owl have disappeared, and the quail are flying the coop too, despite the protective national-park status of the city’s largest natural area.

"Sometimes I think about the irony of it," says Dominik Mosur, a former biological monitor for the Presidio Trust who still birds in the national park once or twice a week. "The Presidio Trust was founded in 1998, at the same time habitat restoration for the quail really started happening. The more people got involved in somewhat of a misguided manner, the less successful it’s become."

Having a species of animal disappear from a national park is very unusual, according to Peter Dratch, who oversees the Endangered Species Program for the National Park Service. "It’s a rare event for a species in a national park to become locally extirpated," he says. Just three national parks have lost an animal out of the thousand endangered and threatened species he tracks.

Mosur is concerned that economic interests are trumping ecological needs in the Presidio. "I’m not saying that ecologists who work for the trust want to see the quail extinct," Mosur says. "But I think their bosses wouldn’t mind. Preserving nature and making money are really conflicting things. You can’t make any money off of an open lot of sagebrush with some quail in it, but you can make quite a bit of money converting Letterman hospital into a lot of apartments."

And making money is the bottom line for this national park. The Presidio, unlike any other national park in the country, is forced to fully fund itself, according to a mandate proposed by Rep. Nancy Pelosi in the mid-’90s. Guardian investigations and editorials over the years have raised questions about the viability of this arrangement. The cash cow is supposed to be the abundance of housing and development opportunities made possible by the abandoned army barracks and buildings, which means this national park is in the business of real estate, not natural resources.

While an annual $20 million federal allocation has been meted to the park during its teething stages, the Presidio Trust is tasked with weaning itself off that funding by 2013. Halfway through the 15-year deadline, the 2006 annual report for the trust shows that revenue is up just 4.5 percent while overhead costs have jumped 22 percent from last year’s numbers.

So making money is more important than ever. The doubtful are invited to trawl the Presidio’s Web site, where it’s easy to find information about housing rentals and development opportunities, the new restaurants that have opened, and the free coffee now available at transit hubs, but only a deep search will reveal anything about birds, trees, and flowers. A click on the "Nature in the City" link scores you a picture of the very common and abundant great horned owl. If you want to "read more," you get a blurb about mushrooms. The "Save the Quail" link, which was up as recently as this fall, has disappeared, just like the bird itself.

At press time, spokespeople for the Presidio Trust had not answered our questions about quail habitats or future restoration plans, despite repeated inquiries.

To be fair, the decimation of local quail is a phenomenon not exclusive to the Presidio. The population in Golden Gate Park has also dropped to a dangerous low. Annual citywide "Christmas Bird Counts," conducted by the Golden Gate Audubon Society, show more than 100 quail 10 years ago but as few as 40 just 5 years ago. Last year there were 27. This year promises to have even fewer.

"When a population gets low, it’s easier for it to get really low really fast," Clark says.

Most local bird-watchers and ecologists agree that it’s been a collision of conditions such as increased predation, decimated habitats, and unsavory, incestuous mating stock that has meant the gallows for the quail. But poor management decisions on behalf of the people in power have been the tightened noose.

SAVE THE QUAIL


Mention quail to anyone in management at Golden Gate Audubon, the Presidio Trust, or the city’s Recreation and Park Department, and you’ll be directed to Alan Hopkins, who has lived and watched birds in the city since 1972 and is the most widely regarded local expert on quail.

Initially, it wasn’t one of his favorite species. "They were a little too cute," Hopkins says. "But the more I started to study them, I saw how social they were. They’re fascinating, and they were here way before we were."

It wasn’t until the mid-1980s that he really started making a special effort to look for them during his daily bird-watching. Within a few years he began to worry about the health of the local population as he saw an increase in predators like raptors and feral cats.

At the same time, habitats were decimated by an aggressive campaign to purge the parks of homeless people. This involved cutting back the deep underbrush where quail like to hide out. In addition, the preservation of tall, stoic trees such as cypress, pine, and eucalyptus has meant an increase in habitats for quail predators like hawks and ravens, which prefer to spot prey from a heightened roost. As these factors conspired, numbers continued to drop, and the breeding stock became more and more narrow, until the coveys were rife with incest.

While predation is always a possibility, it doesn’t start having a big effect until the quail take to the streets, driven by disrupted habitats and dismal mating prospects. Though not generally migratory birds, when a spot becomes inhabitable, quail have been known to move around the city using wild property edges for succor until they find another covey or place to roost. And in San Francisco, they really are in the streets. Quail can’t fly long distances, and they travel mostly on foot.

Two birds wearing leg bands left the unpalatable conditions of the Presidio and resurfaced in Golden Gate Park, which means the unappealing mating scenario and disrupted habitat drove them to negotiate several city blocks in search of greener pastures. "They probably went through people’s backyards," Hopkins says. "That’s one of the reasons we think people need to preserve their backyards."

But increased gentrification has destroyed these wild, backyard corridors, which have been the secret highways for wildlife through the city.

Hopkins started an education-and-restoration campaign called "Save the Quail" in the ’90s. His hope was that the more people were aware of the quail and the small things they could do to save them, like preserving certain plants in their yards and keeping their cats indoors, the more it would benefit the birds and the parks.

"If we can restore the quail, it’s a good harbinger of health in the city," says Peter Brastow, director of Nature in the City, a nonprofit group that works to restore biodiversity in San Francisco by encouraging citizens to work and play in natural areas. "If we have great success with them, then we’re probably doing a lot for many other species too."

And that, Brastow argues, is important for the health of the people who live here. "Connecting to nature should be a bona fide recreational activity. Going bird-watching, walking your dog on a leash, [and] doing stewardship are all ways for urbanites to reconnect with these threatened natural areas that need people to sustain them. People need nature. It’s a feedback loop."

But, as is so often the case in San Francisco, for every pro, there’s a con.

LOCAL KNOWLEDGE


As the quail preservationists beseeched the city’s Rec and Park Department and the Presidio Trust for places to restore habitats, efforts were waylaid by the competing interests of feral cat fans and off-leash dog lovers.

"It really became a polarized issue," says Samantha Murray, Golden Gate Audubon’s conservation director. "Unfortunately, quail have had a lot working against them for the last 20 years, and none of that helped."

As arguments played out in public meetings, time ticked away for the birds, and the population continued to plummet. Eventually, a strip of unused land between Harding Park Golf Club and Lake Merced was granted as a new place for a quail habitat, even though it’s not an area where quail have ever been seen.

"It was a compromise," Hopkins says.

In addition, a quail niche was carved out of a quarter-acre plot in the Presidio where a covey still existed. Dubbed Quail Commons, it became the locus of restoration efforts, with regular work parties weeding out nonnative invasive species and sowing new shoots of quail-approved plants.

It wasn’t long, however, before the plot became more of a poster child for the trust and less a place where effective restoration occurred. Hopkins and other local birders and ecologists proffered regular advice on what might work, but they say the trust depended too heavily on outside studies by experts and seized on a rigid formula rather than a fluctuating plan that responded to unexpected changes in the local ecology.

"Quail are dependent on a lot of nonnative species for food source and cover," Hopkins says. In a burst of antipathy toward nonnative species, much of the Himalayan blackberry and wild radish, two of the quail’s favorite plants, were scourged from the parks. The native plants that replaced them provide a very limited diet for the birds.

"One bad year for those plants," Hopkins says, "and the ability to eat is gone."

He points out that providing water or food where necessary and introducing more birds when the population became so inbred could have been very effective.

"I think it’s naive to think if you simply restore habitat, it’s going to be enough," he says. He admits that contradicts statements he’s made in the past, but that’s the nature of the beast when it comes to ecology. No specific formula is guaranteed to work in every situation, which is what, some scientists say, makes local knowledge so valuable.

"Local knowledge is huge," says Karen Purcell, leader of the Urban Bird Studies project at Cornell University’s Lab of Ornithology, which uses "citizen scientists" from around the country to supplement its bird research. "People who know their birds and what’s going on in their areas contribute information that many times we could never get."

To maintain reliability, the lab gathers as much data as possible from as many sources as are available, so that rogue or ill-informed data is diluted.

"There are so many people like myself who’ve spent so much time watching this place and the animals that live in it. People from as close as Marin couldn’t even say the things that we know," says Hopkins, who’s been hired by the trust to consult for a few projects but not granted any regular position or much compensation for his expertise.

"The people I’ve had to deal with through the Presidio Trust and Golden Gate National Parks Conservancy try to do their best, but I always get the feeling there are conflicting interests," he says. "There’s always the budget. There are always aesthetic issues."

When it comes to action, things drag at the federal level much like they do when negotiating with competing interests around the city. "As far as the National Park Service goes, they’ve got to have a study," Clark says. "And the study has to be done by qualified academics. That’s the way the system works."

This past year’s Presidio biological monitor, Chris Perry, describes himself as "not really a birder," even though "99.5 percent of my job was monitoring quail." Perry has a master’s degree, and the bulk of his career has been spent doing a variety of environmental work. "It doesn’t require someone to be a birder to be a good ecologist."

Perry agrees with the locals on one contentious issue: efforts to reintroduce quail into the Presidio are long overdue. Hopkins says he hoped for reintroduction years ago, but politics invaded.

"They hemmed and hawed about it. It costs money," he says. One of the problems with reintroduction, he adds, is that you can’t just "open the cage and let them loose." Quail are social birds, and like any new kid in town, the birds are more likely to succeed if there are some old-timers around who know the local ropes.

That may be a problem for the other primary habitat-restoration area in the city, Harding Park, where no quail have been spotted.

"We’d like to do reintroduction a few years from now," says Murray of Golden Gate Audubon, which for the past three years has been working to establish a habitat there. "If we do it — invest the resources and time — we want it to work."

In the past year the group has decided to ramp up the effort, hiring a part-time volunteer coordinator, Bill Murphy, to oversee the planting of lupine and coffee berry and the weeding out of English ivy and ice plant.

The hope is that "if you build it, they will come," Murphy says of the site. But it doesn’t take an expert to realize that Harding Park is far from being a perfect place for quail. Tall cypresses dominate, and the ground is thick with heavy wood chips and duff, rather than the sand quail prefer.

Brush piles have been another issue, falling into the aesthetics category. Quail experts have long advocated them as an easy way to naturally house species. If done properly, the small mountains of sticks, logs, and branches — resembling something you’d take a match to for a first-class bonfire — can have a screening effect, with openings large enough for a quail to squeeze in and take cover but too small for a pursuing cat or dog.

"At Land’s End I suggested they put up brush piles, which are very beneficial, and they agreed to do it," Hopkins says. "But the landscape architect they hired is complaining because they think these brush piles are unsightly."

In addition to being unsightly, the ones that have been built are too uniform, resembling the neatly laid bare poles of a teepee. According to Clark, they are essentially ineffective.

"The brush piles in the Presidio are like skeletons," he says. "It looks like a brush pile, but it’s not actually serving any purpose. They’re almost analogous to the whole structure of the restoration program."

ISLANDS AMONG ISLANDS


Consider the boundaries of the city: water laps the edges on three sides. San Francisco not only thinks and acts like an island — it practically is one. The parks and natural areas, separated by streets and concrete and scattered throughout one of the most densely populated cities in the country, are oases for humans as they shed the stresses of busy workdays. They’re also habitats for wildlife who began life on this peninsula and have no way to really leave it.

Those interests are sometimes in concert, sometimes in competition.

The Presidio is the largest of the islands, and the fact that the 1,400 acres were once an army base with stringent rules about access, populated by a military with a predictable routine, worked to the advantage of local wildlife for many years.

"There weren’t as many cats, no off-leash dogs, not as much street traffic." Hopkins says. "Army bases across the country are a lot of our best habitats because of benign neglect."

"Military activities are actually easier for many of these species to deal with than an area with wide public access," says John Anderson, a professor of ornithology at College of the Atlantic who specializes in island avian populations. "It serves as a ‘habitat island.’ This is why you have nesting birds at the end of the runways at JFK. As long as you get a jet taking off every 30 seconds, it doesn’t have much impact. On the other hand, if you have a jet making a low pass over a nesting colony once a summer, it is likely to cause a lot of disturbance."

If there’s the equivalent of a jet flying low over the Presidio, it would be the increase of hikers, bikers, park staff, and volunteers regularly traipsing through areas that until recently never saw much action.

And one place that’s stood empty and secluded for years is about to see an enormous influx of people.

The Public Health Service Hospital is slated to become condominiums with 250 to 400 market-rate units. It’s the largest housing development in the park, and the Presidio Trust is relying on at least $1 million in net revenue from the project: it’s a keystone in the overall plan for financial sustainability.

However, the decrepit building is located next to the oldest relic scrub oak habitat in Presidio Hills. "This area has been here since time began," Clark says on a recent tour through that tucked-away corner of the park.

Indeed, the overgrown dunes have an ancient, haunted feel. Listening to the unique song of the white-crowned sparrow, standing among the small scrub oaks and some of the rarest plants in the Presidio, it’s possible to forget the nearby high-rises, highways, and houses and imagine a time when the whole western edge of the city was little more than acres and acres of windswept sand and scrubby brush.

"This is the first place I had interactions with park stewards and saw them doing something that worked," Clark says. "They took down a couple of trees, and people complained, but so much diversity popped up where those trees were. Pines can be great and support a lot of birds, but in an intact, native ecosystem they aren’t very helpful. This area is a relic, and quail are a part of that relic."

It’s clear that this original setting would be perfect for quail and anything else is just a compromise. The soil is loose and sandy, perfect for the dirt baths that clean their feathers. The ground cover is negotiable for their small stature, but there’s good shelter and ample food and water.

We’re just down the hill from Quail Commons, where the last six Presidio quail live, but there’s a lot of unfriendly activity between here and there — a road, a fence, a parking lot, and a dump where construction debris is regularly tossed.

"These two areas would be so much more valuable if they were connected," Clark says.

Through the trees that line the hills, it’s possible to see the back of the old abandoned hospital. It remains to be seen if more quail will be able to live here among more people and all the things that come with them — dogs and cats, trash and cars. Will the new inhabitants take quail education to heart?

As if they’re harbingers of what’s to come, two joggers with a baby stroller and a dog cruise by. As the dog leaps through the scrub, the couple pass by without a glance at the Quail Habitat sign. *

Is Nancy Pelosi up to it? Here are some telling details

“PELOSI TO BE PUT TO THE TEST,” trumpeted Tuesday’s Chronicle front page lead story.
The Guardian has been down on Pelosi ever since she led the campaign to privatize the Presidio
and then refused to debate the issue at the time or in subsequent campaigns. But
she is now in a key leadership spot, at a critical time in U.S. history with the crises of Iraq and Bush,
and we wish her well. We hope she rises to the occasion and at minimum satisifies her hometown dailynewspaper, if not the Guardian on the other end of town.
But there are many telling details, as I like to call them, that raise some doubts.

First, Maureen Dowd’s lead comment in her Dec. 20th New York Times column.
Dowd wrote, “The only sects that may be more savage than Shiites and Sunnis are the Democratic feminiist lawmakers representing Northern and Southern California.

“After Nancy Pelosi and Jane Harman had their final catfight about who would lead the House Intelligence
Committee, aptly enough at the Four Seasons hair salon in Georgetown, the new speaker passed over the knowledgeable and camera-eager Ms. Harman and mystifyingly gave the consequential job to Silvestre Reyes of Texas.” Dowd then polished off Reyes by pointing out that Reyes, when questioned by a reporter for Congresssional Quarterly, didn’t know whether Al Quaeda was Sunni or Shiite (he is “profoundly Shiite,” as Dowd said) and didn’t seem to know who the Hezbollah were. “‘Hezbollah,'” he stammered. “‘Uh, Hezbollah. Why do you ask me these questions at 5 o’clock? Can I answer in Spanish?” He couldn’t answer in either English or Spanish.

Second, Steve Lopez from the Los Angeles Time found a few days later that Pelosi’s office was annoyed when Lopez called her Washington office and asked if Pelosi was going to “correct her blunder and reverse the appointment” of Reyes, as Lopez put it in his Dec. 27th column. He quoted Jennifer Crider, the Pelosi spokeswoman,as asking why Lopez was still interested in the story.

“Well,” Crider wrote, “partly because the committee has the name INTELLIGENCE in it. And partly because I’m still embarrassed as a Californian to have a San Francisco representative pick the one guy fom Texas who seems to know less than Bush. Lopez continued, “Couldn’t Pelosi reconsider, I asked Crider, even if Pelosi and Harman have their political differences?” Crider replied that Reyes “misspoke.” Lopez wrote that, “in the interest of national security and in the Christmas spirit, I’m sending Reyes a book I found at Amazon.com. It’s called ‘The Complete Idiot’s Guide to Middle East conflict.'”

Third, Pelosi and her local and Washington office refuse to respond to the entreaties of the supporters of Josh Wolf, the journalist jailed on orders of the Bush administration for refusing to give up videotapes he took of a demonstration in San Francisco. She and her office refuse to meet with Josh’s mother and supporters and she refuses to respond to questions about the case from the Guardian beyond saying through a spokesperson that she can’t interfere because it is a “legal matter” (which is nonsense, it is a political hit on journalism and San Francisco by the Bush administration). Pelosi does say that she does support a federal shield law for reporters, which is fine as far as it goes but it is not on her first l00 hour agenda or any other visible agenda. Josh, let us emphasize, is a constituent of Pelosi’s, and he is the only journalist in jail in the U.S. for refusing to give up material to the government, and soon will have been in jail longer than any journalist ever’ Question: If Pelosi refuses to even meet with Josh’s mother on such a serious journalistic and public policy issue, how can she be expected to effectively lead the charge against Bush and the war?

Fourth, Pelosi gives every signal, publicly and privately, that she won’t be leading a strong charge against Bush and the war and the sudden surge and acceleration of more troops into Iraq. She has already made it clear she won’t use the only real levers of power the Democrats have (impeachment proceedings and the the power of the budget to defund the war) or even the bully pulpit of her new office. As her constituents in San Francisco and the voters in the last election have made clear, there’s a misbegotten war on and they want it stopped and they don’t want Bush to be following fellow Texan LBJ in Vietnam by sending in more troops, more troops, more troops, to surge and accelerate in Iraq. They want U.S. troops out of this relentless descent into civil war maelstrom.
So: keep the pressure on Pelosi to try to insure she represents the real San Francisco values. That starts with peace and dissent on the war and Bush. B3

Postscript: Meanwhile, the New York Times reports Tuesday in a story headlined, “A Party, with Pelosi Front and Center,” that her party schedule is a splash of “Pelosi-palooza.” Anne E. Kornblut writes that “In a three day stretch of whirlwind events beginning on Wednesday, Mrs. Pelosi will celebrate her heritage (at the Italian Embassy), her faith (in a Roman Catholic Mass), her education (at Trinity College), her childhood (in Baltimore) and her current home (in a tribute by the singer Tony Bennett of ‘I Left My Heart in San Francisco fame.'”) Okay, okay, but the tantalizing question remains: Pelosi can throw a party but is she smart enough and tough enough to go up against Bush and the war gang at this critical juncture and represent the real San Francisco values of her constituency? A memo to constituents of Rep. Nancy Pelosi

To fellow San Franciscans:

Now that even the San Francisco Chronicle/Hearst has declared in a lead front page story that Pelosi will legislate
“from the middle,” the Guardian recommends at minimum three specific proposals for her constituents to push theincoming speaker of the house to do to seriously represent San Francisco values.

l. Pelosi needs to allow Congress to start impeachment proceedings against President Bush and Vice-President Cheney. Bush has rejected the modest recommendations of the Iraq Study Group and Friday’s New York Times reported in one story that Sen. John McCain as saying in Baghdad that the “military considers sending as many as 35,000 more U.S. troops to Iraq” and another story that “Top commanders appear set to urge larger U.S. military.” Only impeachment proceedings will provide the leverage to halt the terrible losses of blood and treasure. See current Guardian editorial link above “Impeachment is now the only option.”

2. Pelosi needs to use the power of her new office to help pass a federal shield law that would uphold the rights of journalists and news outlets to protect the identity of their sources and to keep possession of their unpublished/unaired material. In the meantime, she needs to help push the Bush administration to stop wrongfully persecuting Joshua Wolfe, a 24-year-old freelance videophotograher now in federal prison in Dublin for refusing to give up his unedited tapes of a 2005 demonstration in San Francisco. He is the only journalist in jail in the U.S., has been in jail longer than any U.S. journalist ever and may stay in jail until the new federal grand jury is impaneled next July. She ought to also help push the Bush administration to hold its fire against two reporters from the Chronicle who face l8 months in jail for refusing to reveal the sources of a grand jury investigation in the Balco scandal. My feeling is that these abusive actions against the press in San Francisco by the Bush adminstration have targeted our city because of its San Francisco values, in this case its tradition of dissent and anti-war activity. Pelosi could start on this issue and promote lots of good will by meeting with the mother and supporters of Wolf. (See link below.)

3. Pelosi needs to introduce and push a a bill to eliminate the Presidio Trust, return the land to the National Park Service where it belongs, and overturn the precedent that is leading to a conservative movement to privatize the National Park system. She made the original mistake of leading the move to privatize the Presidio, on the phony argument of saving it from the Republicans, but now her Democrats are in power and it is time for her to right the wrong. Otherwise, the private Presidio Trust will keep asking for and getting tens of millions of federal money to subsidize a private, commercially driven, ruinous park operation, without sunshine and accountability, without any city zoning control, in growing opposition to neighborhors. Most important, the Pelosi park principle will further fuel the move to privatize the national park system. In effect, Pelosi created the model for the theft of one of our greatest resources, the national park system. (See Guardian editorial link, “A key test for Pelosi.”)

These are some real San Francisco values for Pelsoi to support. If she doesn’t, she risks leaving a legacy for failing to stop the Iraq War and selling off the Presidio and establishing the precedent for selling of our national parks. B3, celebrating San Francisco values since l966

It was shortly after Newt Gingrich and his gang took control of the House that Pelosi began moving to privatize the Presidio; she argued that the GOP majority would never fund a real national park in San Francisco and the only way to prevent Congress from trying to sell off the land the military no longer wanted was to find a mechanism that wouldn’t cost any money and would be palatable to the archconservatives who were calling the shots.
When she’s criticized for the bill — and that’s been happening a lot lately — she replies, in effect: we had no choice. If we wanted to save this remarkable 1,400-acre parcel of land, we had to play the Republicans’ game. And indeed, her approach was everything that the Gingriches of the world liked: instead of using tax dollars to fund a national park (something that had been done since the birth of the National Park System), she created the semiprivate Presidio Trust, which was charged with raising enough cash through development and rents to pay the park’s own way by 2013.
Now we have George Lucas operating a commercial office building in the middle of the park and housing renting out at top market rates to wealthy tenants and a plan to turn a former hospital near Lake Street into a dense luxury condo complex — and, in general, the future of the park being driven by commercial interests.
But things are different now: Pelosi, not Gingrich, is calling the shots. The Democrats control both houses of Congress, the president is a lame duck bogged down in a war that is making him more unpopular by the day — and for the first time since the Sixth Army moved out and the privatizers moved in, there is no political reason why Pelosi can’t amend her bill and change the way the Presidio is run.
It’s clear that the current system isn’t working. The federal government keeps pouring big money into subsidizing the private ventures in the park. The Sierra Club, which initially supported Pelosi’s bill, is now demanding reform.
This is a test of how Pelosi will use her new power — and whether she was telling the truth when she blamed the privatization of the park on Republicans. She needs to introduce and push a bill to eliminate the Presidio Trust, turn the land over to the National Park Service, and manage it in the interest of the public, not private profit. SFBG

TURTLE TOWER
Nothing gets you toasty like a big bowl of soup, so count your lucky stars there are Vietnamese pho joints all over this foggy, damp city. The finest of them all is Turtle Tower, where you get some of the best pho in the city, and it’s ridiculously cheap. At the first sign of a cold, get yourself a bowl of their pho ga (chicken noodle) soup — you’ll score a pore-cleaning blast of steam as you slurp the delicate hand-cut noodles. You can really sweat a cold out with a bowl of the beef soup, like the pho soc vang — and feel free to go nuts adding some spicy, sinus-clearing sriracha to it.

SUZU NOODLE HOUSE
The Japanese have turned noodles into an art form (it’s right up there with bonsai), but it’s a shame so few eateries in our Japanophilic town give them much respect. One place that knows how to rock the ramen right is Suzu, nestled in the bottom of the Japantown Kinokuniya complex. It’s a small space, but the options for bowls of tender udon and silky ramen are varied and numerous. Some swear by the chicken kara-age (fried chicken), but the mabo ramen is the truly irresistible choice: tofu and ground pork in a somewhat spiced broth. Slurp.

MATTERHORN SWISS RESTAURANT
The only snow we tend to get is in the bathrooms at the clubs, but you can still make like Hans and Heidi and head over to this quirky chalet for a winter wonderland night of fondue. Take your pick from a variety of cheese and beef fondues and start dunking chunks of baguette (carbs and calories be damned). You can even choose extra sides for dipping, such as apple, sausage, and mushrooms. But a ticket to ride to this alpine fantasy comes at a price — not quite a Swiss bank withdrawal, but still: cheese fondue is $34 for two, beef is $44 for two, and sides are $4 each — and if you have your heart set on some chocolate fondue for dessert, you’ll pay $16 for two. The French have it down with soupe a l’oignon gratinée. I started getting all the usual calls last week, from all of the usual national media outlets, with all the usual questions that a local political reporter gets when a local politician makes good. “Who is Nancy Pelosi, really? What do her constituents think of her? Is she going to bring Burning Man and gay marriage to Washington?”
My answer to everyone, from the liberals to the conservatives, was exactly the same:
Relax. There’s nothing to get excited about. Pelosi is by no means a San Francisco liberal. She’s a Washington insider, a born and bred politician who cares more about power and money than she does about any particular ideology.
I’m glad the Democrats are in charge, and Pelosi deserves tremendous credit for making that happen. But she’s not about to push any kind of ambitious left-wing political or cultural agenda.
Just look at her record. Pelosi was weak on the war and late in opposing it. She was the author of the bill that gave that well-known pauper George Lucas the lucrative contract to build a commercial office building in a national park. She worked with Republicans such as Don Fisher of the Gap on the Presidio privatization and set a precedent for the National Park System that the most rabid antigovernment conservatives can love.
Just this week Bloomberg News reported that Pelosi is working with Silicon Valley venture capital firms to weaken the post-Enron Sarbanes-Oxley law, which mandates strict accounting procedures for publicly held corporations.
And just a couple of weeks before the election, she told 60 Minutes that same-sex marriage is “not an issue that we’re fighting about here.”
I think it’s pretty safe to say she’s never been to Burning Man.
Pelosi, who is backing antiwar but also anti-abortion Pennsylvania Rep. John Murtha for majority leader, has an agenda for her first 100 hours. It’s nice moderate stuff — raising the minimum wage (to all of $7.25 an hour), lowering interest on student loans (but not replacing loans with grants), and allowing Medicare to negotiate for lower-priced drugs (but not making Medicare a national health insurance program for every American). Tactically, it’s brilliant: there won’t be a lot of national opposition, and Bush will look like a heel if he vetoes the bills.
In fact, as a political strategist and tactician, Pelosi has proven brilliant. She’s whipped together a dysfunctional party and led the most important electoral change to this country in more than a decade.
Along the way, though, she’s pretty much stopped representing San Francisco. On issue after issue, her constituents are way to the left of her. This fall she didn’t even bother to show up in the district (except to extract money for Democratic congressional campaigns around the country). She spent election night in Washington.
There are a lot of people who think that’s fine. Now that she’s speaker, she’ll be able to do a lot for this city, particularly when it comes to bringing in federal money. I appreciate the fact that her work on the national level, which often involved running away from San Francisco, will allow more-progressive Democrats like Los Angeles’s Maxine Waters to chair powerful committees that can go after White House cronyism and corruption.
But if the right-wing talk show hosts are worried about San Francisco liberals like me, they can take it easy: Nancy Pelosi is not one of us. SFBG

One of the stronger arguments for vegetarianism is variety: there are far more kinds of vegetables and ways of preparing vegetables than there are meats and ways of preparing meat, even if you eat mutton. (And know where to get it.) Fish and seafood too are more various than meats — or at least they have been. There is growing evidence that most of the world’s major fisheries are drifting toward collapse; the British author Charles Clover gives a chillingly thorough review of the evidence in his new book, The End of the Line: How Overfishing Is Changing the World and What We Eat (New Press, $26.95).
Eating fish, then, is no longer presumptively virtuous. It matters what fish we eat: farmed or wild, how and where taken if wild, health of the overall population, and so forth. Earlier this year, while reacquainting myself with Hayes Street Grill after some years’ absence, I noticed that the menu card now gives a good deal of information about the sources of the restaurant’s maritime dishes. The plain assumption is that diners want and need this information, that they are beginning to understand that choices about food involve a moral dimension and that considering the moral dimension of one’s choices need not ruin the meal nor the evening.
Given HSG’s position as an exemplar, I was curious as to whether its attention to sourcing might have begun to influence other seafood houses around town. One of the most obvious places to start looking would have to be Alamo Square Seafood Grill, which since the middle 1990s has sat atop a romantic stretch of Fillmore a block from the hilltop park that provides its name. From the beginning, Alamo Square borrowed a page from the HSG playbook by letting diners choose from among several varieties of fish, cooking method, and sauce. One difference: you did not get fries, as at HSG. On the other hand, there was — and remains — an early bird prix fixe option, three courses for $14.50 and a reminder that Alamo Square began as an offshoot of that long-running prix fixery, Baker Street Bistro, at the edge of the Presidio.
The restaurant looks none the worse for a decade of wear, except that the northern face of the street sign (wreathed in Christmassy little white lights) has lost its initial A: if, trekking uphill, you come across a place called lamo Square, you are there. Inside the storefront space, the mood is one of candlelit intimacy, and the crowd is varied, consisting largely of people in their 20s and early 30s (neighborhood folk?), along with the occasional interloper. A youngish couple who had Marina written all over them arrived in a silvery Aston Martin coupe, which they parked in the bus zone right outside the restaurant’s door. Oh Department of Parking and Traffic, where are you at those rare moments when you could actually be useful? Not that some DPT timeliness would have mattered in this case, since the canny pair took a window seat with a view of bus stop and car.
Our first order of business was establishing which of the proffered fish we might conscionably eat. Trout: no, a farmed carnivore, with aquafarming the cause of environmental pollution and carnivorous fish requiring on the order of four pounds of wild fish to return a pound of salable flesh. Mahimahi: attractively firm and abundant, though flown in from Hawaii. Red snapper: a local fish with decently managed populations, just a wee bit boring. And … an ahi tuna loin, prepared according to a set recipe. Tuna is dicey: bluefin is a no-no, other varieties somewhat less so.
Red snapper ($13.95), luckily, takes well to blackening even if it’s just the Pacific kind, not the true variety from the Gulf of Mexico. We found the mâitre d’hôtel sauce — basically a garlic and parsley butter — to be just assertive enough to make its voice heard without challenging the fish. The more party-hearty Provençale sauce — of tomatoes, black olives, capers, and garlic, a combination reminiscent of Neapolitan puttanesca — made a nice match with grilled mahimahi ($13.95), a fish that, like chicken, welcomes a little help and usually benefits from it. Platters of fish (not too little, not too much) were served with brown rice pilaf and a mélange of sautéed vegetables, among pattypan squash, zucchini, carrots, and button mushrooms; none of this quite matched good French fries for excitement, but it was all pretty tasty and much lower in fat.
The kitchen handles nonfish dishes with equal aplomb, from an amuse of wild-mushroom pottage spiked with a little balsamic vinegar and presented in demitasses to a fabulous salad of shredded romaine hearts ($6.75) tossed with crisp lardons, slivers of carrot and French radish, garlic croutons, blue cheese, and lemon oil. A soup ($6.25) of artichoke and fennel topped with pipings of curry oil was desperately underseasoned — all we could taste was the sweetness of the fennel — but a few good pinches from the tabletop salt dish coaxed the artichoke flavor forth.
There was even an occasional flash of wit, as in a tarte tatin ($5) made with pears instead of apples and presented in the au courant, deconstructed style: the pear slices were fanned over a floor of pastry. It looked a little like a pear pastry lasagna the chef hadn’t quite finished putting together. On the side, a pat of vanilla ice cream nodded to tradition.
As we left, we noted the Marina couple chattering away in their little surveillance box and the Aston Martin still sitting in the bus stop, ticketless. We gave the restaurant pretty good grades, in the A to A- range, for both overall experience and sustainability. Maybe the place can use one of those As to get the sign fixed. SFBG

On Oct. 27, l966, my wife, Jean Dibble, and I and some journalist and literary friends published the first issue of the first alternative paper in the country that was designed expressly to compete with the local monopoly daily combine and offer an alternative voice for an urban community.
We called it the San Francisco Bay Guardian, named after the liberal Manchester Guardian of England, and declared in our statement of intent that the Guardian would be a new model for a big-city paper: we would be independent and locally owned and edited, and we would be alternative to and competitive with the San Francisco Examiner and San Francisco Chronicle, which were published under a joint operating agreement that allowed them to fix prices, pool profits, share markets, and avoid competition.
We stated that “the Guardian is proposed, not as a substitute for the daily press, but as a supplement that can do much that the San Francisco and suburban dailies, with their single ownership, visceral appeal and parochial stance, cannot and will not do.” And we played off the name Guardian by stating that we would be “liberal in assessing the present and past (supporting regional government, nuclear weapons control, welfare legislation, rapid transit, tax reform, consumer protection, planning, judicial review, de-escalation and a promptly negotiated settlement in Vietnam.)” But the Guardian would also be “conservative in preserving tradition (civil liberties and minority rights, natural resources, watersheds, our bay, our hills, our air and water).”
It was rather naive to challenge the Ex-Chron JOA with little more than a good idea and not much money and a wing and a prayer. We had almost no idea of what we were getting into in San Francisco, a venue that Warren Hinckle of Ramparts and many other defunct publications would later describe as the Bermuda Triangle of publishing. But we had, I suppose, the key ingredient of the entrepreneur — the power of ignorance and not knowing any better — and somehow thought that if we could just get a good paper going, the time being l966 and the place being San Francisco and the world being full of possibilities, we would make it, come hell or high water.
Well, after going through hell and high water and endless soap operas for four decades, Jean and I and the hundreds of people who have worked for the Guardian through the years have helped realize the paper’s original vision and created something quite extraordinary: an influential new form of independent alternative journalism that works in the marketplace and provides what little real competition there is to the monopoly dailies. And let me emphasize, the alternatives do not require government-sanctioned JOA monopolies and endless chains and clusters of dailies and the other monopolizing devices that dailies claim they need to survive.
Today I am delighted to report that there are alternative papers competing effectively with their local chains throughout the Bay Area (seven, more than any other region), throughout the state from Chico to San Diego (22, more than any other state), and throughout the nation (126 in 42 states, with a total circulation of 7.5 million, and more coming all the time). There are even cities with two and three competing alternatives, and there are cities where the monopoly daily is forced by the real alternatives to create faux alternatives to try to compete (it doesn’t work). And alas, there is now a Village Voice–New Times chain of 17 papers in major markets, including San Francisco and the East Bay, that is abandoning its alternative roots and moving to ape its daily brethren.
Jean and I met at the University of Nebraska at Lincoln in 1957. Two friends and I were driving around Lincoln one fine spring day, drinking gin and tonics, which were drawn from a tub of gin and tonic that we had mixed up and stashed in the trunk of our car. We happened upon Jean and her younger sister, Catherine, who had come from a Theta sorority function and were standing on a street corner waiting for their mother to pick them up and take them to the Dibble family home in nearby Bennet (population: 412). We stopped, convinced them to ride with us, and got them safely home. They declined our offer of gin and tonics, as did their astonished parents and grandmother when we arrived at the Dibble house.
Jean and I made a good team. We both had small-town Midwestern values and roots in family-owned small-business. Her father owned lumberyards in small towns in southeast Nebraska. Her maternal grandfather founded banks in Kansas and Nebraska and was the state-appointed receiver for failed banks in Kansas during the Depression. Her paternal grandfather owned a grocery store in Topeka, Kan. Jean had the business background and the ability to create a solid start-up plan — she was a graduate of the Harvard-Radcliffe Program in Business Administration and had worked in San Francisco for Matson Navigation as well as Hansell Associates, a personnel firm.
I was the son and grandson of pioneering pharmacists in Rock Rapids, Iowa. (Population: 2,800. Slogan: “Brugmann’s Drugs. Where drugs and gold are fairly sold. Since l902.”) I had the newspaper background, starting at age l2 writing for my hometown Lyon County Reporter (under the third-generation Paul Smith family); going on to the campus paper (which we called the Rag) and then the Lincoln Star (under liberal city editor “Sterl” Earl Dyer and liberal editor Jimmy Lawrence); getting a master’s degree in journalism at Columbia University in New York City; and then working at Stars and Stripes in Korea (dateline: Yongdongpo), the Milwaukee Journal (where I got splendid professional training at one of the top 10 daily papers in the country), and the Redwood City Tribune (where I plowed into some of the juicy Peninsula scandals of the mid-l960s in bay fill, dirt hauling, and the classic Pacific Gas and Electric Co.–Stanford University Linear Accelerator battle). To those who ask how Jean and I have worked together for 40 years, I just say we have complementary abilities: she handles the bank, and I handle PG&E.
Not only did I find my partner at the University of Nebraska, but I also got the inspiration for the Guardian. In fact, I can remember the precise moment of truth that illuminated for me the value of an alternative paper in a city with a monopoly daily press (then, in Lincoln, a JOA between the afternoon Lincoln Journal and the morning Lincoln Star) that was tied into the local power structure, then known as the O Street gang (the local business owners along the downtown thoroughfare O Street). The O Street gang was so quietly powerful that it once decided to fire the Nebraska football coach before anyone bothered to notify the chancellor.
As a liberal Rag editor in the spring of 1955, I had just put out an important front-page story on how one of the most controversial professors on campus, C. Clyde Mitchell, who had been under fire for years from the conservative Farm Bureau and others because of his liberal views on farm policy, was being quietly axed as chair of the agricultural economics department.
We had gotten the tip from one of Mitchell’s students and had confirmed it by talking to professors in his department who had attended the meeting where the quiet firing was announced by Mitchell’s dean. Our lead story was headlined “Ag Ex Chairman Mitchell said relieved of post, outside pressures termed cause.” And I wrote a “demand all the facts” editorial arguing in high tones that “any attempt to make professors fair game for irresponsible charges, any attempt by pressure groups unduly to influence the academic position of university personnel … is an abridgment of the spirit of academic freedom and those principles of free communication protected by the Constitution and the Bill of Rights.” It was a bombshell.
The Lincoln Journal fired back immediately with a classic daily front-page story seeking to “scotch” the nasty rumors started by that pesky Rag on the campus. The story had all the usual recognizable elements: it did not independently investigate, did not quote our story properly, did not call us for comment, took the handout denial from the university public relations office, and put it out without blushing. Bang, that was to be the end of it, on to the next press release from the university.
It made me mad. I knew our story was right, the daily story was wrong, and the story was important and needed to be pursued. And so I stoked up a campaign for the rest of the semester that ultimately emboldened Mitchell to make formal charges that the university had violated his academic freedom. He gave us the scoop for two rousing final editions of the Rag. The proper academic committee investigated and upheld Mitchell but dragged the case out and waited until I graduated to release the report.
Against the power structure and against all odds, Mitchell, the Rag, and I had won the day and an important victory on behalf of academic freedom in a conservative university in a conservative state during the McCarthy era. During this battle I learned how the power structure fights back against aggressive editors. At the height of my campaign defending Mitchell, I was kept out of the Innocents Society, the senior men’s honorary society, although my four subeditors and managers all made it in. The blackball, the campus rumor went, came directly from the regents president, J. I am forever indebted to them. They taught me at an impressionable age about the power of the alternative press and why it is best exercised by an independent paper on major power structure issues. They also taught me a lot about press freedom, which they were trying to grab from the Rag and me, and how we had to fight back publicly and with gusto.
When Jean and I founded the Guardian, we did so in the spirit of my old Rag campaigns. In fact, we borrowed the line from the old Chicago Times and put it on our masthead: “It is a newspaper’s duty to print the news and raise hell.” We wanted a paper that would be willing and able to do serious watchdog reporting and take on and pursue the big stories and issues that the monopoly dailies ignored — and then were ignored by the radio, television, and mainstream media that take their news and policy cues from the Ex and Chron. In JOA San Francisco that was a lot of stories, from the PG&E Raker Act scandal to the Manhattanization of the city to the theft of the Presidio to the steady conservative downtown drumbeat on such key issues as taxes, social justice, the homeless, privatization, war and peace, and endorsements.
Significantly, because of our independent position and credibility, we were able to lead tough campaigns on public power, kicking PG&E out of a corrupted City Hall and putting a blast of sunlight on local government with the nation’s first and best Sunshine Ordinance and Sunshine Task Force.
Our first big target in our prototype issue was the Ex-Chron JOA agreement, which we portrayed in an editorial cartoon as two gigantic ostrich heads coming out of a single ostrich body, marked in the belly with a huge dollar sign. Our editorial laid out the argument that we have used ever since in covering the local monopoly and in positioning the Guardian as the independent alternative. “What the public now has in San Francisco, as it does in all 55 or so of 1,461 cities with dailies, is a privately owned utility that is constitutionally exempt from public regulation, which would violate freedom of the press. This is bad for the newspaper business and bad for San Francisco.”
The Guardian prospectus, used to raise money for the paper, bravely put forth our position: “A good metropolitan weekly, starting small but speaking with integrity, can soon have influence in inverse proportion to its size. There is nothing stronger in journalism than the force of a good example.”
It concluded, “The Guardian can succeed, despite the galloping contraction of the press in San Francisco, because there are many of us who feel that the newspaper business is a trade worth fighting for. That is what this newspaper is all about.” And we quoted the famous phrase used by Ralph Ingersoll in the prospectus for his famous PM newspaper in New York: “We are against people who push other people around.”
Our journalistic points were embarrassingly timely. A year before the Guardian was launched, Hearst and the Chronicle had formed the JOA with the Examiner and killed daily newspaper competition in San Francisco. The two papers combined all their business operations — one sales force sold ads for both, one print crew handled both editions, one distribution crew handled subscriptions and got both papers out on the streets. The newsrooms were supposedly separate — but as we pointed out over and over at the time and ever after, the papers lacked any economic incentive to compete.
The San Francisco JOA became the largest and most powerful agreement of its kind in the country, and San Francisco was the only top-10 market in the country without daily competition.
This was all grist for the Guardian editorial mills because the JOAs, most notably the recent SF JOA, were in serious legal trouble. The US attorney general was successfully prosecuting a JOA in Tucson, Ariz., claiming the arrangement was a violation of antitrust laws. Naturally, the local papers were blacking out the story. But if the Tucson deal was found to be illegal, the Chron and Ex merger would be illegal too — and the hundreds of millions of dollars the papers were making off the arrangement would be gone.
The JOA publishers, led by Hearst and the Chronicle, quietly started a major lobbying campaign in Washington for emergency passage of a federal law that would retroactively legalize their illegal JOAs. They called it the Newspaper Preservation Act. Meanwhile, the late Al Kihn, a former camera operator for KRON-TV (which was at the time owned by the Chronicle), had prompted the Federal Communications Commission to hold hearings on whether the station’s license should be renewed. His complaint: his former employer was slanting the news on behalf of its corporate interests. We pounced on these stories with relish.
For example, in our May 22, 1969, story “The Dicks from Superchron,” we disclosed how private detectives under hire by the Chronicle were probing Kihn’s private life and seeking to gather adverse information about him to discredit his complaint and to “harass and intimidate him,” as we put it. Later, I found that the Chronicle-KRON had also hired private detectives to get adverse information on me.
I was a suspicious character, I guess, because I had gone to the KRON building to check the station’s public FCC file on the Kihn complaints, the first journalist ever to do so. The way the story came out at a later hearing was that the station’s deputy director left the room as I was going through the records and called Cooper White and Cooper, then the Chronicle’s law firm. An attorney called their investigators, and four cars of detectives were pulled off other jobs and ordered to circle the building until I came out and then follow me when I left the station to return to my South of Market office. They also surveilled me for several months and even sent a detective into the office posing as a freelance writer. (The head of the detective agency and I later became friends, and he volunteered that I was “clean.” He gave me a pillow with a large eye on it that said “You are being watched.” I displayed it proudly in my office.)
Kihn and I were asked to testify before a Senate committee about the Chronicle-KRON’s use of private detectives at hearings on the Newspaper Preservation Act in Washington in June 1969. I took the occasion to call the legislation “the bill for millionaire crybaby publishers.”
I detailed the subsidies in their special interest legislation: “amnesty, immunity from prosecution, monopoly in perpetuity, the legal right to gun down what few competitors remain, and as the maraschino cherry atop this double-decker sundae, anointment as the preservers and saviors of the newspaper business.” And I summed up, “If you plant a flower on University of California property or loose an expletive on Vietnam, the cops are out of the chutes like broncos. But if you are a big publisher and you violate antitrust laws for years and you emasculate your competition with predatory practices and you drive hundreds of newspapers out of business, then you are treated as one of nature’s noble men. And senators will rise like doves on the floor of the US Senate to proffer billion-dollar subsidies.”
After I finished, Sen. Everett Dirksen (R-Illinois) rose as the first dove and characterized my testimony as “quite a dramatic recital” but said that I had not provided a “workable, feasible solution.” Sen. Philip Hart (D-Michigan) recommended that the publishers ought to “read their own editorials and relate them to their business practices.” Morton Mintz, who covered the hearing for the Washington Post, came up and congratulated me. His story, with my picture and much of my testimony, was on the front page of the Post the next day.
Back in San Francisco the Chronicle published a misleading short story in which publisher Charles de Young Thieriot avoided admitting or denying the detective charge and added he had no further comment. Less than a week later, Thieriot wrote the Senate subcommittee and admitted to the charge, saying the use of the detectives was “entirely reasonable and proper.” This statement, which contradicted his statement in his own paper, was not reported in the Chronicle. The “competing” Examiner also reported nothing — neither the original private detective story nor the Washington testimony nor the Thieriot admission.
Nor did either paper report anything about the intensive JOA lobbying campaign headed by Hearst president Richard Berlin, who twice wrote letters to President Richard Nixon threatening the withdrawal of JOA endorsements in the l972 presidential election if he refused to sign the final bill. This episode illustrated in 96-point Tempo Bold the pattern of Ex and Chron suppression and obfuscation they used to advance their corporate agenda at the expense of the public interest and good journalism, all through the years and up to Hearst’s current monopoly maneuvers with Dean Singleton and the Clint Reilly antitrust suit to stop them.
Perhaps the most telling incident came when Nicholas von Hoffman, in his Washington Post column that was regularly run in the Chronicle, called the publishers “as scurvy as the special interests they love to denounce.” He singled out the Examiner and Chronicle publishers, writing that they were “so bad that the best and most reliable periodical in the city is the Bay Guardian, a monthly put out by one man and a bunch of volunteer helpers.” Neither paper would run the column, and neither paper would publish it as an ad, even when we offered cash up front. “The publisher has the right to refuse to run anything he wants, and he doesn’t have to give a reason,” the JOA ad rep told us. The Guardian of course gleefully ran the censored column and the censored ad in our own full-page ad.
On July 25, l970, the day after Nixon signed the Newspaper Preservation Act, the Guardian filed a major antitrust action in San Francisco attacking the constitutionality of the legislation and charging that the Ex-Chron JOA had taken the lion’s share of local print advertising, leaving only crumbs for other print publications in town. We battled on for five years but finally settled because the suit became too expensive. The Examiner and Chronicle continued to black out or marginalize the story, but they and the other JOA papers gave Nixon resounding endorsements in the l972 election even though he was heading toward Watergate and unprecedented disgrace.
Well, in October 2006 the mainstream press is a different creature. Hearst and publisher Dean Singleton are working to destroy daily competition and impose a regional monopoly. The Knight-Ridder chain is no more, and the McClatchy chain has turned the KR remains into what I call Galloping Conglomerati. Even some alternatives, alas, are now getting chained. Craigslist has become a toxic chain. Google, Yahoo!, and Microsoft (known as GYM in the online world) are poised to swoop in on San Francisco and other cities throughout the land to scoop up the local advertising dollars and ship them as fast as possible back to corporate headquarters on a conveyor belt.
I am happy to report on our 40th anniversary that the Guardian is aware of the challenge and is gearing up in the paper and online to compete and endure till the end of time, printing the news and raising hell and forcing the daily papers to scotch the rumors coming from our power structure exposés and our watchdog reporting. The future is still with us and with our special community and critical mission, in print and online. See you next year and for 40 more. SFBG

Schulz discloses in “A Tough Pill to Swallow,” (a) Hearst Corp. was fined $4 million in 200l by the Justice Department for failing to turn over key documents during its monopoly move to purchase a medical publishing subsidiary, the highest premerger antitrust fine in US history, according to a Justice Department press release; (b) Hearst was also forced by the the Federal Trade Commission to unload the subsidiary to break up its monopoly and disgorge $l9 million in profits generated during its ownership; (c) Hearst-owned First DataBank in San Bruno was alleged in the summer of 2005 to have inflated drug costs by upward of $7 billion by wrongly presenting drug prices, according to a lawsuit reported in a damning lead story in the Oct. 6 Wall Street Journal. Hearst blacked out the stories. And the Dean Singleton chain circling the Bay Area hasn’t pounced on the stories as real daily competitors used to do with fervor.

FESTIVAL Anyone who assumes the San Francisco Film Society hibernates between springtime fests is sorely mistaken. Aside from all the preparations for next year’s landmark 50th SF International Film Festival, much year-round activity has been emanating from the organization’s Presidio headquarters, including a recent outdoor screening of giant-ant classic Them! Next up: the first San Francisco International Animation Showcase, three days of films at the San Francisco Museum of Modern Art. Clear your Oct. 12 calendar, for the only place your butt needs to be is sitting in a theater watching Bong Joon-ho’s The Host, without a doubt the monster movie of this year’s festival circuit. It features F/X by San Francisco’s own the Orphanage — and a giant, hungry, nasty sea creature riddled with political and social subtext. Oct. 14 heralds a pair of shorts programs: “The Kids Are Alright,” with award-winning student films like Sukwon Shin’s Rock the World (George W. Bush, Colin Powell, and … Journey?) and Luis Nieto’s ingeniously seamless live action–animation hybrid Carlitopolis, about a spectacularly resilient lab mouse; and “International Panorama,” with dynamic works from England, Iran, Japan, and beyond. The minifest wraps up with The Incredibles director Brad Bird’s 1999 The Iron Giant, which to everyone but diehard Pacifier fans remains Vin Diesel’s best family-friendly performance to date. Film in the Fog: Them!

What sounds like a broken air conditioner, looks like a ghetto-rigged muppet, and will kill its own mother for a small taste of sugar? A big fly? A bear? Nope. I’m talking about the horde of giant motherfucking ants from the 1954 horror classic Them! Gordon Douglas’s quintessential nuclear monster movie opens with a young autistic girl wandering through the desert and ends with the bombing of a group of ants who have somehow taken over a military battleship. In between these two moments lie multiple flame-throwing sessions, a small dose of sexual tension, and a 15-minute documentary about the inherent evilness of the species Formicidae. (Justin Juul)

King Arthur

Refrigerated love is one of the treats in store for viewers of choregrapher Mark Morris’s somewhat radical restaging of King Arthur, the late-17th century semiopera by Henry Purcell. In addition to cleaving long narrative passages by John Dryden out of his production, Morris has added touches such as the Cold Genius (baritone Andrew Foster-Williams) first appearing in a fridge before being roused by Cupid. If it didn’t divide critics, it wouldn’t be a Morris production, and the eternal “bad boy” creator of this King Arthur was accordingly awarded with bouquets and some light spankings upon its London premiere. Everybody seems to love Thai food, but the oohing and aahing is generally confined to the cooking. You don’t hear much about the stunning designs of Thai restaurants. In one sense, this is just fine; good food is its own reward, and overclever interior decoration can lead to sensory overload. Still, Thai restaurants tend to be plain Janes more often than not, many fitted out with those steel-frame chairs that look like they’ve been salvaged from the mess hall of some battleship that’s being put into mothballs, or scrapped.
You will not find such chairs at Be My Guest, a Thai bistro that opened recently along inner Clement. You will find, instead, curvy white plastic numbers that look like halves of giant eggshells mounted on bird legs. Have we stumbled onto the set of an early Woody Allen movie, Everything You Always Wanted to Know About Sex, maybe, in which Woody plays spermatozoa anxiously awaiting to launch to … he knows not where? One would not say the overall bleachiness of Be My Guest’s look — white walls and curtains complete the laundry-day motif — is beautiful, exactly, but it does command attention and does strike a certain balance between camp and hip. (Camp hip, is this a permissible term?) And those who detect a slight LA edge in the playful tackiness will not be surprised to learn that there is a sibling restaurant, Gindhi Thai, in the southland.
The chairs are not particularly comfortable. They have a water-slide quality, and one has to be careful not to end up on the floor while shifting one’s legs, which must serve as braces. But that is really my only misgiving about a place that otherwise is a worthy addition to the already formidable array of restaurants along Clement between Arguello and Park Presidio. Be My Guest might not quite be a destination restaurant on its own, but it is part of, and contributes to, one of the city’s premier destination zones, those stretches of street you can meander along, studying menu cards, until you find a place that appeals and pop in, knowing you aren’t likely to be disappointed. (NB: parking is an ordeal.)
Like a number of Thai places I have visited recently, Be My Guest is rather effortlessly vegetarian friendly. To make sure, I paid a visit with a vegetarian friend, who immediately picked up the flavor of shrimp in the basket of delicious rice crisps of many colors set before us, to nibble as we pondered the menu. (With this quibble duly noted, we nibbled them together.) She went on to detect the presence of fish sauce in the delicious tofu larb ($6.95), minced (and slightly rubbery, but not in a bad way) bean curd mixed with lime juice, mint, and chiles and heaped on romaine spears useful for scooping. Since I am just a part-time vegetarian, it would never have occurred to me that fish sauce — which is as central to the Indo-Chinese cuisines as soy sauce is to the cooking of China and Japan — would raise an issue. Full-time vegetarians will want to plan accordingly.
No flag was raised over the sweet-potato fritters ($6.95), which resembled dragonflies cast in bronze and would have been even better if there’d been some kind of sauce to dip them in. (The fritters were presented with cucumber two ways: as slices linked together in paper-doll fashion, and diced into a vinegary little salad with carrot threads.) And we knew beforehand that the panang curry ($9.95), fettucinelike strips of boneless chicken awash in a well-tempered red sauce, would present no vegetarian issue, since no vegetarian would go near it despite its rich deliciousness. (Panang curry is a coconut-milk curry enhanced with ground peanuts — a Malaysian touch.) On the other hand, the veg curry corner ($9.95) — a crock of soupy, basil-scented green curry laden with broccoli florets, chunked eggplant, snow peas, and green beans — passed vegetarian scrutiny like a traveler, divested of shoes, watch, belt buckle, loose change, and toothpaste, sailing through a security checkpoint at the airport.
Given the egg-shaped chairs, it follows that we would find an omelet ($6.95) on the noontime menu — a vegetarian omelet no less, filled with mixed greens, spinach, asparagus, mushrooms, and tofu and given a definite Southeast Asian perfume by ginger and lemongrass. But the wider possibilities of lunchtime are grouped under the rubric “Afternoon Delight,” which provides (for $7.25) a choice of starter and of main course, along with soup, salad, rice, and seasonal fruit. One day’s soup, of celery and tofu in a pale vegetable broth, we found to be no better than serviceable, the salad was a wallflower heap of mixed greens, and the fruit consisted of some grapes and orange wedges. But the fish cake, though texturally a bit of a rubber sponge, was intensely tasty (and a pretty caramel color), while a red vegetable curry was rich and just spicy enough to conceal the plebeian character of its carrot-and-potato ballast.
Thai bistro. I choke slightly on this expression while accepting that, at least in its American sense, it does apply to Be My Guest. The place captures just the right balance of hominess and style: its hours are liberal and its prices moderate, and it draws (especially on weekend evenings) a diverse crowd, tilting toward youth and bubbling with energy. And that’s everything you always wanted to know. SFBG

CHEAP EATS I mean, they were already practically married, but my friends Little Him and Little Her officially said they did in the Presidio last weekend, and there was a decidedly islandish theme to the event.
Hawaii, I mean — so technically I should have been playing the uke instead of steel pan. But I’m not a very technical person.
And this isn’t the society pages.
It’s the food section. You want to know about my week in Idaho, right, being a semiprofessional cook for the first and probably last time ever? Among other whimsical dishes, I invented angeled eggs. Instead of mayonnaise, you use, predictably, barbecued chicken. And instead of paprika, fresh salsa.
There was a barbecued squash stuffed with refried beans, sausage, and olives, and another sausage poked suggestively through cored zucchini slices. A pork feast marinated in unripe green grape juice (thanks, Chrissy), rubbed with fresh herbs and basted in pear barbecue sauce — everything but the pig courtesy of Mr. and Mrs. “Jack” Poetry’s garden.
I love using what nature and hecklers throw at you. Barbecued green tomatoes (because deer kept knocking them off the vines). Barbecued overripe cucumbers …
What else rolled off the grill was, of course, my signature dish, barbecued eggs. Which, so you know, have come a long way since I last wrote about them, last winter, I think. I think I was cooking them then in meat grease and barbecue sauce in a bread pan in the wood stove. Now I pour the beat-up eggs into cored bell peppers with chunks of sausage and/or whatever … toothpick a strip of bacon around the rim of the pepper, skewer the toothpick with a cherry tomato, olive, onion, and/or also whatever. And stand them up on the grill. It’s not quite perfected yet, because they fall and spill and take forever to set; but it’s getting there, and it not only tastes better but looks 10 times prettier than huevos Dancheros did.
I have a term for what I do, cooking-wise: nouveau trash.
There are other words as well. But the important thing is that, like Little League baseball, I had a lot of fun doing it. And I had, in Johnny “Jack,” Eberle “Jack,” and Georgie “Jack” Bundle, an appreciative and enthusiastic audience. They were working hard recording music all day, every day, and if not for the chicken farmer would have eaten nothing but toast and Cheerios for a week.
At the end of which week, I dropped Mr. Bundle off at the Boise airport so he could make it to his grandpa’s 90th birthday party and delivered his car full of gear to Oakland. The “Hawaiian Wedding Song” was already stuck in my head, and this was a week before the wedding.
In case you don’t know it, you can easily imagine: it’s a wedding song! The lyrics are unadulterated cheese, but the melody is spectacularly all-over-the-place. I was going to have to learn it, and I didn’t have anything better to do with my ears between Boise and Oakland, so I looped the recording and sang and whistled and hummed and yodeled and just generally drove myself crazy.
Next day needing something to eat in the Sunset, I thought of Island Café, that new Hawaiian joint where JT’s all-night diner used to be. Taraval and 19th Ave. Thematically, geographically, it just seemed like the thing to do. And I was all alonesome still, and they have a counter. A great one. An even greater one than it used to be, because there’s a big TV now, and women’s golf was on.
Women’s golf goes good with Hawaiian food. Who knew?
Instead of Spam and eggs or barbecued chicken soup, which I didn’t see until too late, I got Loco Moco ($8.65). That’s three hamburger patties, three scoops of rice because I didn’t want the macaroni (because of mayonnaise), some cabbage, and of course gravy. But not enough gravy. I distinctly remember reading the word “smothered” on the menu in reference to gravy, and neither the burgers nor the rice scoops were what I would call smothered. They were dolloped.
But besides that I have nothing bad to say about my new favorite Hawaiian restaurant. The service was good and friendly. Women’s golf. Uke. Surfboard. Good music. Good vibe. Nothing’s more than 10 bucks. A lot of things are a lot less.
And — and this is a big and — they’re open till 2 a.m., and all night Thursday through Saturday. SFBG
