Palin’s veto power

So, maybe the pen IS mightier, after all? Palin’s budget vetoes.

Forget about using Wikipedia to find out the truth about GOP VP nominee Sarah Palin.

As online reports have noted, a sockpuppet called “Young Trigg” scrubbed the entry for Alaska’s first female governor the day before McCain publicly announced his VP pick.

That story should be a wakeup call for those tempted to rely on doctored or poorly researched online articles, in trying to find out who Gov. Sarah Palin really is.

The good news? There are plenty of other online resources that provide valid insights into Palin’s political priorities.

Consider, for instance, Governor Palin’s vetoes of Alaska’s FY 08 and 09 capital budget.

This shows that Palin vetoed a $350,000 statewide school substance abuse education and prevention program.

She also vetoed funding for wireless access and laptops in Alaskan community schools, including those in the North Pole district. (Guess Santa can spring for those, right?.)

And she eliminated funding for several native community projects, including the Kluti Kaah community recreation and learning center in the Interior Villages, the Jilkaat Kwaan cultural heritage center and Bald Eagle observatory in the Southeast Islands, and the Ilisagvik College Workforce Development program in the Artic.

Palin also vetoed a snow fence in the Bering Straits, a Zamboni blade sharpener for the Homer Hockey Association, statewide boy scout camp upgrades.

Oh, and she vetoed the Anchorage Police Department’s $17. 5 million request to expand its headquarters, for the second year in a row, along with a number of fire department’s requests for emergency safety equipment.

This summer, Alaskan lawmakers argued for a robust capital budget, which they said would help build the state and boost its economy. But Palin disagreed, saying she wanted to limit spending to public safety, health and infrastructure, and angering some representatives, by not giving them a chance to defend programs which either fell entirely victim to, or were halved, as Palin made $268 million worth of cuts, leaving Alaska with a $3.6 capital budget.

Here are Palin’s views on the line-item veto, taken from KTUU’s site.

“Well, you know, that’s the beauty of our system here — is checks and balances, provide for that tool to be used, if they deem that necessary, those who hold the purse strings and that’s the lawmakers if they want to override,” Palin said.

In addition to vetoing a $100,000 KTOO Government Transparency Project, Palin also axed a $50,000 community development center’s video project that was to have been called, “Alaska Teen Talk Show.”

The project aimed to produce pilot talk shows written and produced by the students, with students advised to audition several prospective hosts, rating each one on poise, intelligence, personality and looks.

“You should ultimately base your choice on a host’s familiarity with your show’s theme,” states the application.” If you hire the most attractive but vapid interviewer to host a political talk show and they don’t know anything about the presidential race, viewers will know it and change the channel.”

Sadly, I’m not at all convinced that viewers do change channel, just because a good-looking host is vapid. And while I don’t know why this particular project didn’t get funded, I can’t help imaging that whoever wrote this grant application must be wishing that they’d chosen some other example, when applying for this grant.

Cepeda statue hits a grand slam

While some fans and media members quietly grumbled about the non-slugging stance William Behrends chose for his statue depicting the legendary Orlando Cepeda, I think these nascent art critics are missing the brilliant subtlety of the sculptor’s towering piece.

While the nine-foot tall statute – unveiled this past weekend at the Giants China Basin home — fails to glorify Cepeda wielding a bat, Behrends work depicts exactly how Cepeda has chosen to lead his life: standing tall, head held high and never kneeling to adversity.

Cepeda was the first superstar to debut as a San Francisco Giant. He sizzled his first big-league home run in the first major league game ever played in the city and went on to win 1958 Rookie of the Year honors. In 1962, he led the Giants to their first West Coast world series.

The youthful slugger and gregarious man-about-town was arguably the Giants most popular player during the club’s first half-dozen seasons in San Francisco, before a boneheaded trade sent him out of town.

But Cha-Cha has not been without his demons. He served time in a federal penitentiary on a drug smuggling conviction in the mid-1970s, and last year he was arrested after police in Fairfield said they found drug paraphernalia in his automobile. After a lengthy process that dragged his name through the mud, Cepeda was exonerated of the charges.

Smoking ban could hurt nightlife

San Francisco’s bars and clubs often live in a delicate balance with their neighbors, who can be quick to complain about noise and other nuisances. Bar managers and event promoters say that balance could either be upset or strengthened by legislation coming before the Board of Supervisors in coming weeks.

Groups such as the Entertainment Commission and Outdoor Events Coalition are working on legislation to write the right to party into the city charter (a previous plan to take it to the ballot has been jettisoned in favor of doing it legislatively later this month). But club owner and Entertainment Commission member Terrance Alan is equally worried about another well-intended measure that he fears could have disastrous impacts on nightlife.

The Board of Supervisors will tomorrow consider amending San Francisco’s health code to further restrict smoking in public. If passed, the law would ban smoking in owner-operated bars and restaurants, prohibit smoking within 20 feet of entrances of commercial buildings, and prohibit patrons from smoking on outdoor patios of bars and restaurants.

The result, Alan tells us, could be to send chit-chatting smokers further from the clubs and closer to neighbors who already have the police on speed dial, just waiting for another reason to file complaints.

Big censored story of the Republican Convention

While the Republicans were turning into instant reformers and mavericks inside the convention hall,
outside the St. Paul police were roughing up demonstrators and arresting journalists committing the grave sin of journalism.

Somehow, none of the reformers and mavericks inside referred to the violence outside nor tried to stop it and very few of the mainstream papers or broadcasters thought it worthy of coverage. Fortunately, the press rallied nationwide and, led by the Free Press Organization and the Society of Professional Journalists, collected more than 60,000 protest letters in 72 hours and delivered them to City hall in St. Paul this morning (5/9/2008). The letters called on Mayor Chris Coleman and law enforcement officials to drop all charges.

SF’s scary new Halloween plan

San Francisco’s latest plan for Halloween, which falls on a Friday this year, is a ridiculously naive recipe for disaster. Even worse, mayoral flak Nate Ballard is still trying to peddle the ludicrous assertion that creating a police state and ending the Castro party early by turning water hoses on the costumed participants is sound civic policy, telling the Chronicle: “We’re optimistic this strategy will deliver a peaceful Halloween for the second straight year.”
I got news for you, Nate, Gavin Newsom, Bevan Dufty and the rest of the nervous nellies who are afraid to throw a decent party: occupation isn’t the same as peace. And it’s certainly counter to San Francisco’s values and economic interests. These people earlier this year hired Laura Fraenza at a ridiculously high six-figure salary to come up with a plan for Halloween and all they could do is propose a no-name concert in the baseball stadium that will appeal to none of the people who are drawn to the Castro each year. Lame, lame, lame.
Between trying to cancel the plan to issue identification cards to city residents, including those without immigration documents (which Newsom has no authority to do under the charter given that the Board of Supervisors created the program on a veto-proof 10-1 vote) and his efforts to end San Francisco’s Sanctuary City status, Newsom’s flirtation with running for higher office has made him scared of his own civic shadow. Toughen up, Mr. Mayor, because we don’t intent to sacrifice San Francisco’s most laudable initiatives and best civic gatherings on the altar of your political ambitions.

misdemeanor obstruction of a legal process and interference with a peace

Goodman was arrested while questioning police about the unlawful
detention of Kouddous and Salazar, who were arrested while they carried
out their journalistic duties in covering street demonstrations at the
Republican National Convention.

During the demonstration in which the Democracy Now! team was arrested,
law enforcement officers used pepper spray, rubber bullets, concussion
grenades and excessive force against protesters and journalists. Several
dozen demonstrators were also arrested during this action, as was a
photographer for the Associated Press.

“Trouble the Water”

REVIEW Anyone impressed by Cloverfield‘s camcorder frenzy needs to see the remarkable video diary Kimberly Roberts made in New Orleans’ Ninth Ward while Katrina wailed and the government balked. Trouble the Water directors Tia Lessin and Carl Deal initially came to the city in hopes of investigating the way in which National Guard support was waylaid by an America being stretched thin in Iraq. The film opens with the directors talking to a bureaucrat, but within moments Roberts and her husband Scott bum rush the side of the frame and never let go. The New York–based Fahrenheit 9/11 producers thankfully let Roberts’ eyewitness footage run for long segments, underscoring its The Hague–worthy indictment with periodic cutaways to the naysayers (George W. Bush, FEMA’s Michael Brown, and so on). When we return to her shot of a neighborhood drunk who died in the storm, it feels as significant a victory for the documentary process as the stabbing in Gimme Shelter (1970). The storm interrupts Roberts’ camerawork the first time; months later, back in the Ninth Ward, it’s the police telling her to stop rolling. Even when Trouble the Water moves into more conventional over-the-shoulder filmmaking, Kimberly and Scott Roberts remain enthralling subjects. It’s doubtful festival-goers saw anything as breathtaking as Kimberly Roberts’ autobiographical rap "Amazing" at this past snooze of a Sundance, where Trouble the Water claimed the Grand Jury Prize. Rappers, it turns out, make the best reporters.

As the Democratic National Convention was drawing to an explosive close Aug. 28, Barack Obama finally took center stage. In an address to more than 70,000 people, he presented his credentials, his proposals, and his vision. Most in the partisan crowd thought he gave a great speech and left smiling and enthused; some bloggers quickly called it the greatest convention speech ever.

I liked it too — but there were moments when I cringed.

Obama played nicely to the middle, talking about "safe" nuclear energy, tapping natural gas reserves, and ending the war "responsibly." He stayed away from anything that might sound too progressive, while reaching out to Republicans, churchgoers, and conservatives.

He also made a statement that should (and must) shape American politics in the coming years: "All across America something is stirring. What the naysayers don’t understand is this isn’t about me — it’s about you."

Well, if this is really about me and the people I spend time with — those of us in the streets protesting war and the two-party system, people at Burning Man creating art and community — then it appears that electing Obama is just the beginning of the work we need to do.

As Tom Hayden wrote recently in an essay in the Guardian, Obama needs to be pushed by people’s movements to speed his proposed 16-month Iraq withdrawal timeline and pledge not to leave a small, provocative force of soldiers there indefinitely.

After a 5,000 mile, 10-day trip starting and ending at Black Rock City in the Nevada desert with Denver and the convention in between, I’ve decided that Obama is a Man in the Middle.

That creature is essential to both Burning Man and the Democratic National Convention, a figure of great significance — but also great insignificance. Because ultimately, both events are about the movements that surround and define the man.

THE BIG TENT


Nominating Obama was a historic moment, but the experience of spending four days at the convention was more like a cross between attending a big party and watching an infomercial for the Democratic Party. It was days of speeches followed by drinking — both exclusive affairs requiring credentials and connections for the biggest moments.

This year’s convention saw a new constituency come into full bloom. It was called the Big Tent — the literal name for the headquarters of bloggers and progressive activists at the Denver convention, but it also embodied the reality that the vast blogosphere has come of age and now commands the attention of the most powerful elected Democrats.

The tent was in the parking lot of the Alliance Building, where many Denver nonprofits have their offices. It consisted of a simple wood-frame structure two stories high, covered with a tent.

In the tent were free beer, food, massages, smoothies, and Internet access. But there was also the amplified voice of grassroots democracy, something finding an audience not just with millions of citizens on the Internet, but among leaders of the Democratic Party.

New media powerhouses, including Daily Kos, MoveOn, and Digg (a Guardian tenant in San Francisco that sponsors the main stage in the Big Tent) spent the last year working on the Big Tent project. It was a coming together of disparate, ground-level forces on the left into something like a real institution, something with the power to potentially influence the positions and political dialogue of the Democratic Party.

"When we started doing this in 2001, there just wasn’t this kind of movement," MoveOn founder Eli Pariser told me as we rode down the Alliance Building elevator together. "The left wing conspiracy is finally vast."

The Big Tent constituency is a step more engaged with mainstream politics than Burning Man’s Black Rock City, an outsider movement that sent only a smattering of representatives to the convention, including me and my travel mates from San Francisco, musician Kid Beyond and Democratic Party strategist Donnie Fowler, as well as the Philadelphia Experiment’s artistic outreach contingent.

It’s an open question whether either constituency, the Big Tent bloggers and activists or the Black Rock City artists and radicals, are influencing country’s political dialogue enough to reach the Democratic Party’s man in the middle. Obama didn’t mention the decommodification of culture or a major reform of American democracy in his big speech, let alone such progressive bedrock issues as ending capital punishment and the war on drugs, downsizing the military, or the redistribution of wealth.

But those without floor passes to the convention represent, if not a movement, at least a large and varied constituency with many shared values and frustrations, and one with a sense that the American Dream is something that has slipped out of its reach, if it ever really existed at all.

These people represent the other America, the one Obama and the Democratic Party paid little heed to during their many convention speeches, which seemed mostly focused on bashing the Republican Party and assuring heartland voters that they’re a trustworthy replacement. But that’s hardly burning the man.

AMERICAN DREAM


It’s been almost a year since Burning Man founder Larry Harvey announced that the art theme for the 2008 event would be "American Dream." I hated it and said so publicly, objecting to such an overt celebration of patriotism, or for setting up a prime opportunity for creative flag burning, neither a seemingly good option.

But I later came to see a bit of method behind Harvey’s madness. After announcing the theme, Harvey told me, "There was a cascade of denunciations and maybe that wasn’t a bad thing. It pricked people where they should be stimulated." He asks critics to read his essay on the Burning Man Web site explaining the theme: "It says that America has lost its way."

But he also said that the disaffected left and other critics of what America has become need to find a vision of America to fight for, something to believe in, whether it’s our Bill of Rights (pictured on Burning Man tickets this year) or some emerging manifestation of the country. "Americans need to find our pride again," Harvey told me. "We can’t face our shame unless we find our pride."

I was still dubious, since I tend toward Tolstoy’s view of patriotism: that it’s a bane to be abolished, not a virtue to be celebrated. Harvey and I have talked a lot of politics as I’ve covered Burning Man over the past four years, and those discussions have sharpened as he has subtly prodded participants to become more political, and as burners have reached out into the world through ventures such as Black Rock Arts Foundation, Burners Without Borders, and Black Rock Solar.

I’ve become friends with many of the event’s key staffers (some, like BWB’s Tom Price, through reporting their stories). This year, one employee (not a board member) I’m particularly close to even gave me one of the few gift tickets they have to hand out each year, ending my five-event run of paying full freight (and then some). I’m also friends with my two travel mates, Kid Beyond, a.k.a. Andrew Chaikin, and Fowler, who handled field organizing for Al Gore in 2000, ran John Kerry’s Michigan campaign four years later, and was attending his sixth presidential convention.

Kid Beyond and I arrived at Black Rock City late Friday night, Aug. 22, and found the playa thick with deep drifts of dust, making it a difficult and tiring bicycle trek into the deep playa where San Francisco artist Peter Hudson and his crew were building Tantalus. But it was worth the ride, particularly if seeking a great take on the American Dream theme.

Like most creations at that early stage of the event, it wasn’t up and running yet, but it would be by Aug. 24, when the event officially began. Still, even in its static state, it was an art piece that already resonated with my exploration of how the counterculture sees the national political culture.

Tantalus looks like a red, white, and blue top hat, with golden arms and bodies around it. And when it spins around, totally powered by the manual labor of visitors working four pumper rail cars, the man — a modern American Tantalus — reaches for the golden apple being dangled just out of his reach and falls back empty-handed.

It’s a telling metaphor for such a big week in American politics.

There were plenty of political junkies on the playa, including two friends who let me crash in their RV for two nights and who left the playa for Denver after a couple of days. Fowler’s sweetie, Heather Stephenson, is with Ideal Bite (their logo is an apple minus one bite) and was on an alternative energy panel with Mayor Gavin Newsom, Denver’s mayor, John W. Hickenlooper, and Gov. Bill Ritter of Colorado.

"The American Dream to me is not having barriers to achievement," Stephenson told me. It is Tantalus getting some apple if he really reaches for it. Fowler said that it is "the freedom to pursue your own dream without interference by government or social interests." But, he added, "the American Dream is more a collective dream than an individual dream."

Bay Area artist Eric Oberthaler, who used to choreograph San Francisco artist Pepe Ozan’s fire operas on the playa, hooked up with the Philadelphia Experiment performers years ago at Burning Man — including Philly resident Glenn Weikert, who directs the dance troupe Archedream. This year they created "Archedream for America," which they performed at Burning Man and the Democratic National Convention. Weikert told me the artistic and collaborative forces that Burning Man is unleashing could play a big role in creating a transformative political shift in America.

"These are two amazing events that are kind of shaping the world right now," Weikert said. "A lot of the ideas and views are similar, but people are working in different realms."

MEDIA, 15,002 STRONG


Kid Beyond and I arrived in Denver around 8 a.m., Aug. 25, after a 16-hour drive from Black Rock City, cruising through Nevada, Utah, Wyoming, and Colorado, a couple of which Obama will probably need to win in November if he’s to take the White House.

We headed into the city just as a gorgeous dawn was breaking, arriving with a few hours to spare before our Democratic National Convention press credential would have been redistributed to other journalists, who reportedly numbered more than 15,000. After arriving at my cousin Gina Brooks’ house, we showered, got settled, and jumped on our bikes to pick up our press credentials.

All week, we and others who rented or borrowed the thousands of bicycles made available to visitors used the beautiful and efficient Cherry Creek Bike Trail to get around. It cut through the heart of Denver, passing the convention and performing arts centers, which boasted a great sculpture of a dancing couple, and ran close to the Big Tent in downtown on one side and the convention hall, the Pepsi Center, on the other.

It was a great way to travel and a marked contrast to the long car trip, which felt as if we were firing through tank after tank of gas. Bike travel also proved a smart move — most of the streets around the convention were closed off and patrolled by police in riot gear riding trucks with extended running boards, with military helicopters circling overhead.

The massive Pepsi Center was less than half full a couple hours after the gavel fell to open the convention, but it filled quickly.

The broadcast media had it good, with prime floor space that made it all the more congested for the delegates and others with floor passes. Most journalists were tucked behind the stage or up in the cheap seats, and we couldn’t even get free Internet access in the hall. But journalists could get online in the nearby media tents, which also offered free booze and food.

Even though Hillary Clinton announced she was releasing her delegates to vote for Obama, those I spoke to in San Francisco’s delegation — Laura Spanjian, Mirian Saez, and Clay Doherty — were still planning to vote for Clinton on that Wednesday, although all said they would enthusiastically support Obama after that.

"It’s important for me to respect all the people who voted for her and to honor the historic nature of her candidacy," Spanjian said. "And most of all, to respect her."

Speaker of the House Nancy Pelosi tried to rally the faithful for the "historic choice between two paths for our country." She belittled the view that John McCain is the most experienced presidential candidate. "John McCain has the experience of being wrong," she said, emphasizing his economic views and his instigation of the "catastrophic" Iraq War.

There were only a smattering of protesters outside the convention center, the most disturbing being anti-abortion activists bearing signs that read, "God hates Obama," "God is your enemy," "The Siege is Here," and one, wielded by a boy who was maybe 12, that read "God hates fags." Family values indeed.

THE ROLL CALL


San Francisco Sup. Chris Daly was giddy when I joined him in the two-thirds full California delegation during the nominating speeches for Obama and Clinton. It was partly because he was finally an official delegate, having been called up from his role as alternate a couple of hours earlier. But an even bigger reason for his joy was that he’s a serious political wonk and just loves the roll call, the only official business of the convention.

"This is the best part of the convention, roll call. It’s cool," Daly, the consummate vote counter, told me as we watched the chair ask each state for their votes. "The speeches are OK, but this is what it’s about."

And pretty soon, this kid in the candy shop was losing his mind as we watched a series of genuinely newsworthy developments in an otherwise scripted convention: California Democratic Party Chair Art Torres was saying "California passes" rather than reporting our votes, states like New Jersey and Arkansas were awarding all their votes to Obama and causing the room to go nuts, and a series of states were yielding to others.

As the chair worked alphabetically through the states, Obama’s home state of Illinois became the second state to pass. Very interesting. Indiana gave 75 of its 85 votes to Obama. Minnesota gave 78 of its 88 votes to Obama, then erupted in a spirited cheer of "Yes we can." Daly and San Francisco delegate London Breed were on their feet, cheering, chanting, and pumped.

With Obama getting close to the number of delegates he needed to win the nomination (there was no tally on the floor and I later learned Obama had 1,550 of the 2,210 votes he needed), New Mexico’s representative announced that the state was "yielding to the land of Lincoln." Anticipation built that Illinois would be the state to put its junior senator over the top.

Then Illinois yielded to New York, and the screens showed Clinton entering the hall and joining the New York delegation. "In the spirit of unity and with the goal of victory," Clinton said, "let us declare right now that Barack Obama is our candidate."

She made the motion to suspend the vote count and have the whole hall nominate Barack Obama by acclamation. Pelosi took the podium and asked the crowd, "Is there a second?" And the room erupted in thousands of seconds to the motion on the floor. She asked all in favor to say "aye," and the room rumbled with ayes. To complete the process, Pelosi said those opposed could say no, but simultaneously gaveled the motion to completion, causing the room to erupt with cheers. I heard not a single nay.

The band broke out into "Love Train" and everyone danced.

NEWSOM’S STAGE


Mayor Gavin Newsom threw a big party Aug. 27, drawing a mix of young hipsters, youngish politicos, and a smattering of corporate types in suits and ties. Although he didn’t get a speaking slot at the convention, Newsom is widely seen as a rising star in the party, far cooler than most elected officials, and maybe even too cool for his own good.

Comedian Sarah Silverman did a funny bit to open the program at the Manifest Hope Gallery (which showcased artwork featuring Obama), then introduced Newsom by saying, "I’m honored to introduce a great public servant and a man I would like to discipline sexually, Gavin Newsom."

Apparently Newsom liked it because he grabbed Silverman and started to grope and nuzzle into her like they were making out, then acted surprised to see the crowd there and took the microphone. It was a strange and uncomfortable moment for those who know about his past sex scandal and recent marriage to Jennifer Siebel, who was watching the spectacle from the wings.

But it clearly showed that Newsom is his own biggest fan, someone who thinks he’s adorable and can do no wrong, which is a dangerous mindset in politics.

Another slightly shameless aspect of the event was how overtly Newsom is trying associate himself with Obama (the party was a salute to the "Obama Generation") after strongly backing Clinton in the primaries. And then, of course, there’s the fact that his party was sponsored by PG&E (a corrupting influence in San Francisco politics) and AT&T (facilitators of the Bush administration’s warrantless wiretapping policy).

I was able to interview Newsom about Clinton before the party. "People can criticize her, but I do think that you’ve never seen a runner-up do so much to support the party’s nominee," Newsom told me. "She’s done as much as she could do, privately as well as publicly."

OBAMA NIGHT


Amid all the excitement, there were scary moments for the progressives. For example, Joe Biden, accepting the vice-presidential nod, urged the nation to more aggressively confront Russia and send more troops into Afghanistan.

During one of the most high-profile points in the convention, halfway between the Gore and Obama speeches, a long line of military leaders (including Gen. Wesley Clark, who got the biggest cheers but didn’t speak) showed up to support Obama’s candidacy. They were followed by so-called average folk, heartland citizens — including two Republicans now backing Obama. One of the guys had a great line, though: "We need a president who puts Barney Smith before Smith Barney," said Barney Smith. "The heartland needs change, and with Barack Obama we’re going to get it," he added.

Of course, these are the concerns of a progressive whose big issues (from ending capital punishment and the war on drugs to creating a socialized medical system and fairly redistributing the nation’s wealth) have been largely ignored by the Democratic Party. I understand that I’m not Obama’s target audience in trying to win this election. And there is no doubt he is a historic candidate.

Bernice King, whose father, the Rev. Martin Luther King Jr., gave his famous "I Have a Dream" speech 45 years to the day before Obama’s acceptance speech, echoed her father by triumphantly announcing, "Tonight, freedom rings." She said the selection of Obama as the nominee was "decided not by the color of his skin, but by the content of his character. This is one of our nation’s defining moments."

But there is still much work to do in convincing Obama to adopt a more progressive vision once he’s elected. "America needs more than just a great president to realize my father’s dream," said Martin Luther King III, the second King child to speak the final night of the convention. Or as Rep. John Lewis, who was with King during that historic speech, said in his remarks, "Democracy is not a state, but a series of actions."

BACK TO THE BURN


We left Denver around 1:30 a.m. Friday, a few hours after Obama’s speech and the parties that followed, driving through the night and listening first to media reports on Obama’s speech, then to discussions about McCain’s selection of Alaska Gov. Sarah Palin as his running mate.

The Obama clips sounded forceful and resolute, directly answering in strong terms the main criticisms levied at him. Fowler said the Republicans made a very smart move by choosing a woman, but he was already getting the Democrats’ talking points by cell phone, most of which hammered her inexperience, a tactic that could serve to negate that same criticism of Obama.

We arrived back on the playa at 5:30 p.m. Friday, and a Black Rock Radio announcer said the official population count was 48,000 people, the largest number ever. The city has been steadily growing and creating a web of connections among its citizens.

"That city is connecting to itself faster that anyone knows. And if they can do that, they can connect to the world," Harvey told me earlier this year. "That’s why for three years, I’ve done these sociopolitical themes, so they know they can apply it. Because if it’s just a vacation, we’ve been on vacation long enough."

Yet when I toured the fully-built city, I saw few signs that this political awakening was happening. There weren’t even that many good manifestations of the American Dream theme, except for Tantalus, Bummer (a large wooden Hummer that burned on Saturday night), and an artsy version of the Capitol Dome.

Most of the people who attend Burning Man seem to have progressive values, and some of them are involved in politics, but the event is their vacation. It’s a big party, an escape from reality. It’s not a movement yet, and it’s not even about that Black Rock City effigy, the Man. Hell, this year, many of my friends who are longtime burners left on Saturday before they burned the Man, something most veterans consider an anticlimax.

It’s not about the man in the middle, either; it’s about the community around it. And if the community around Obama wants to expand into a comfortable electoral majority — let alone a movement that can transform this troubled country — it’s going to have to reach the citizens of Black Rock City and outsiders of all stripes, and convince them of the relevance of what happened in Denver and what’s happening in Washington, DC.

Larry Harvey can’t deliver burners to the Democratic Party, or even chide them toward any kind of political action. But the burners and the bloggers are out there, ready to engage — if they can be made to want to navigate the roads between their worlds and the seemingly insular, ineffective, immovable, platitude-heavy world of mainstream politics.

"As hard as it will be, the change we need is coming," Obama said during his speech.

Maybe. But for those who envision a new kind of world, one marked by the cooperation, freedom, and creativity that are at the heart of this temporary city in the desert, there’s a lot of work to be done. And that starts with individual efforts at outreach, like the one being done by a guy, standing alone in the heat and dust, passing out flyers to those leaving Black Rock City on Monday.

"Nevada Needs You!!!" began the small flyer. "In 2004, Nevada was going Blue until the 90 percent Republican northern counties of Elko and Humboldt tilted the state. You fabulous Burners time-share in our state for one week per year. This year, when you go home please don’t leave Nevada Progressives behind! ANY donation to our County Democratic Committee goes a long way; local media is cheap! Thanks!!!"

Change comes not from four days of political speeches or a week in an experimental city in the desert, but from the hard work of those with a vision and the energy to help others see that vision. To realize a progressive agenda for this conservative country is going to take more than just dreaming.

Coming to work this morning, I listened with outrage to the Thom Hartmann radio program on Air America (960AM) and his chilling interview with Amy Goodman, who detailed her arrest with her Democracy Now/Pacifica Radio/KPFA crew at the Republican National Convention in St. Paul.

Here are the details of this important story the mainstream media is paying scant attention to. And what you can do about it. Watch for protests from the Society of Professional Journalists and other journalism and free press organizations.

It was a near perfect political moment. I was driving last night across the Bay Bridge and into Berkeley for the first anniversary dinner of the Chauncey Bailey investigative reporting project. I turned on KPFA radio and started listening to the on-the-street coverage that Amy Goodman and Larry Bensky were doing for KPFA on the Democratic convention.

They were covering what CNN, MSNBC, Fox, and other mainstream broadcasters weren’t: a dramatic anti-war demonstration in the streets of Denver. I could hear the staccato military commands as the Iraq Veterans Against the War marched in uniform to the Democratic convention gates, backed by hundreds of demonstrators.
The City of Denver had not approved the protest and trucks of armed police in riot gear were dispatched to watch for any eruptions of violence, but there were no reported arrests.

Whether or not there were incidents, the event was newsworthy and certainly more important than the pundits desperately looking for somebody to interview and something to say. But KPFA was there. And KPFA, unlike much of the broadcast media, covered the convention by allowing the convention speakers to speak and not doing lots of aimless interviews and adding mostly pithy and relevant comments. God bless Amy Goodman, Larry Bensky, and KPFA. They are a national treasure we can enjoy as a local radio station.

"YOWWWWWWW!"

I was having visions in those days. They came mostly when I was drying out, not drinking, waiting around for money or something to arrive, and the visions were very real — Technicolor and with music — mostly they flashed across the top of the ceiling while I was on the bed in a half-slumberous state. I had worked in too many factories, had seen too many jails, had drunk too many bottles of cheap wine to maintain any sort of cool and intelligent state toward my visions —

"OH, GO AWAY YOU BASTARDS! I BEG YOU! GET THE HELL OUT! YOU’RE GOING TO FLAKE ME FOR SURE! OH MY GOD OH MY JESUS, MERCY!"

It was San Francisco. Then I’d hear a knock on the door. It was the old woman who ran the place, Mama Fazzio.

"Mr. Bukowski?" she said through the door.

"AAAAAAAAKKKK!"

"What?"

"Ulll. Ummph…."

"Are you all right?"

"Oh, sure."

"Can I come in?"

I’d get up and open the door, sweat now cold behind my ears.

"Say …"

"What?"

"You need something to keep your wine and beer cold, you don’t have a refrigerator. Even a pan of water with ice in it would help. I’ll get you a pan of water with ice in it."

"Thanks."

"And I remember when you were here two years ago you used to have a phonograph. You’d play symphony music all the time. Don’t you miss your music?"

"Yeah."

Then she left. I was afraid to lie down on the bed or the visions would come again. They always came just the moment before sleep. Or the moment before one would have slept. Horrible things: spiders eating fat babies in webs, babies with milk-white skin and sea-blue eyes. Then came faces, 3 feet across with puss-holes circled with red, white, and blue circles. Things like that. I sat in a hard wooden chair and peered at the San Francisco Bay Bridge. Then I heard a rumbling sound on the stairway. Some giant beast crawling toward me? I opened the door. There was Mama Fazzio, 80 years old, pushing and twisting an ancient stand-up green wooden Victrola, the wind-’em-up kind, and the thing must have been twice her weight and clumsy up that narrow stairway and I stood there and said, "Jesus Christ, hold it, don’t move!"

"I can get it!"

"You’re going to kill yourself!"

I ran down and grabbed the thing but she insisted on helping me. We took it into my room. It looked good.

"There. Now you can have some music."

"Yes. Thanks very much. As soon as I get some records."

"You had breakfast?"

"Not hungry."

"Come on down to breakfast any day."

"Thanks."

"And if you don’t have the rent, don’t pay it."

"I’ll try to have the rent."

"And excuse me, but my daughter was helping me clean your room when she found some papers with writing on them. She was very fascinated with your writing. She and her husband want you to come to dinner at their place."

"No."

"I told them that you were funny. I told them that you wouldn’t come."

"Thanks."

After she left I walked around the block a few times and when I came back there was a huge pan of ice with 6 or 7 quarts of beer floating in it plus 2 bottles of good Italian wine. Mama came up 3 or 4 hours later and had a beer.

"You goin’ to dinner at my daughter’s?"

"You’ve bought my soul, Mama. Name the night."

She fooled me. She named the night.

The rest of that night I drank the stuff and wound up the old Victrola and watched the empty felt-covered wheel run at different speeds, and I put my head down to the little wooden slits in the belly of the machine and listened to the humming sound. The whole machine smelled good, holy, and sad; the thing fascinated me like graveyards and pictures of the dead, and the night went well. Later in the night I even found a lone record in the belly of the machine and I put it on:

"He’s got the whole world

in His hands

He’s got you and me, brother

He’s got the little babies

in His hands

He’s got everybody

in His hands….."

This scared me so much that the next day, hangover and all, I went out and got a job as a stock boy in a department store. I started the day after. Some old gal in cosmetics (she seemed to be at the bad age for women — 46 to 53) kept hollering that she had to have the stuff RIGHT AWAY. I think it was the insistent shrill insanity in her voice. I told her: "Keep your pants on, baby, I’ll be along soon to relieve you of your tensions…." The manager fired me 5 minutes later. I could hear her screaming over the phone: "If that isn’t the damndest SNOTTIEST STOCK BOY I ever heard!!! Who the hell does he think he is?"

"Now, Mrs. Jason, please calm yourself …"

At the dinner it was confusing also. The daughter looked real good and the husband was a big Italian. They were both communists. He had a fine fancy night job somewhere and she just laid around and read books and rubbed her lovely legs. They poured me Italian wine. But nothing made sense to me. I felt like an idiot. Communism didn’t make any more sense to me than democracy. And the thought often did come to me as it came to me at the table that night: I am an idiot. Can’t everybody see that? What’s this wine? What’s this talk? I’m not interested. It had no connection with me. Can’t they see through my skin, can’t they see that I am nothing?

"We like your writing. You remind us of Voltaire," she said.

"Who’s Voltaire?" I asked.

"Oh Jesus," said the husband.

They mostly ate and talked and I mostly drank the Italian wine. I got the idea that they were disgusted with me but since I had expected that, it didn’t bother me. I mean, not too much. He had to go to work and I stayed on.

"I might rape your wife," I told him. He laughed all the way down the stairway.

She sat in front of the fireplace, showing her legs above the knees. I sat in a chair, watching. I hadn’t had a piece of ass in two years. "There’s this very sensitive boy," she said, "who goes with my girlfriend. They both sit around and talk communism for hours and he never touches her. It’s very strange. She’s confused and …"

"Lift your dress higher."

"What?"

"I said, lift your dress higher. I want to see more of your legs. Pretend I’m Voltaire."

She did show me a little more. I was surprised. But it was more than I could stand. I walked over and pulled her dress back to her hips. Then I pulled her to the floor and was on top of her like some sick thing. I got the panties off. It was hot in front of that fire, very hot. Then when it was over I became the idiot again:

"I’m sorry. I’m out of my mind. Do you want to call the police? How can you be so young when your mother is so old?"

"It’s grandma. She just calls me ‘daughter.’ I’m going to the bathroom. Be right back."

"Sure."

I wiped off with my shorts and when she came out we had some small talk and then I opened the door to leave and walked into a closetful of overcoats and various things. We both laughed.

"Goddamn," I said, "I’m crazy."

"No, you’re not."

I walked on down the stairway, back over the streets of San Francisco, and back to my room. And there in the pan was more beer, more wine, floating in water and ice. I drank it all, sitting there in that wooden chair by the window, all the lights out in the room, looking out, drinking.

The luck was mine. A hundred dollar piece of ass and ten bucks worth of drink. It could go on and on. I could get luckier and luckier. More fine Italian wine, more fine Italian ass; free breakfast, free rent, the flowing and glowing of the goddamned soul overtaking everything. Each man was a name and a way but what a horrible waste most of them were. I was going to be different. I kept drinking and didn’t quite remember going to bed.

In the morning it wasn’t bad. I found a half empty and warm quart bottle of beer. Drank that. Then I lay down on the bed, started to sweat. I laid there quite a time, became sleepy.

This time it was a lampshade that turned into a very evil and large face and then back into a lampshade again. It went on and on, like a repeat movie, and I sweated sweated sweated, thinking that each time, that face would be the unbearable thing to me, whatever that unbearable thing was. There it came AGAIN!

"AAAAAAAAKKKKK! AKKKKK! JESUS! JESUS EAT PUSSY! SAVE ME, OH LORD JESUS!

The knock on the door.

"Mr. Bukowski?"

"Ummph?"

"Are you all right?"

"Yowp?"

"I said, ‘Are you all right?’"

"Oh fine, just fine!"

In came old Mama Fazzio. "You drank all your stuff."

"Yes, it was a hot night last night."

"You got records yet?"

"Just ‘He’s got the little babies in His hands.’"

"My daughter wants you to come to dinner again."

"I can’t. Got something going. Got to clear it up."

"What do you mean?"

"Sacramento, by the 26th of this month."

"Are you in trouble of some sort?"

"Oh no, Mama, no trouble at all."

"I like you. When you come back, you come live with us again."

"Sure, Mama."

I listened to the old woman going down the stairs. Then I threw myself down on the mattress. How the wind howls in the mouth of the brain; how sad it is to be alive with arms and legs and eyes and brain and cock and balls and bellybutton and all the else and waiting waiting waiting for the whole thing to die, so silly, but nothing else to do, nothing else to do, really. A Tom Mix life with a constipation flaw. I was almost asleep.

"AAAAHHHHHHHHKKKKK! WHEEEEE! MOTHER OF MARY!"

"Mr. Bukowski?"

"Glaglaa$$$"

"What’s wrong?"

"Wha’?"

"Are you all right?"

"Oh, fine, jus’ fine!"

I finally had to get out of San Francisco. They were driving me crazy. With their free wine and free everything. I’m in Los Angeles now where they don’t give anything away, and I’m feeling a little bit better…

‘He’s not going anywhere’

Minutes before two San Francisco police officers shot to death 25-year-old Asa Sullivan, their colleagues urged them to back off and call a hostage negotiator, newly released documents show.

Twice, cops on the scene suggested that officers Michelle Alvis and John Keesor back away from the Parkmerced attic where Sullivan was pinned down.

Recently released court records shed considerable new light on the June 6, 2006, shooting that ended with the unarmed Sullivan dead, his body raked by 16 bullets.

The records offer a narrative account of the early moments of an episode that’s taken a bizarre series of twists since Alvis and Keesor, saying they feared for their lives, killed the troubled young man who’d been working at Goodwill and had a young son.

The police communications log portrays a tense situation:

"Stand by, he’s gonna be a 148, stand by," San Francisco police officer Paulo Morgado says into his radio. Section 148 of the state Penal Code is radio vernacular for resisting arrest.

Moments pass before an unidentified officer makes an appeal over the air for a retreat. "Hey, why don’t we just pull back really quick, set up a perimeter, and just try to get him later?"

Instead, Alvis announces that she has Sullivan at gunpoint. "He’s not going anywhere," she says. He won’t show his hands or allow himself to be taken into custody, Alvis and Morgado say into their radios.

Minutes tick by. Sullivan is warned that a dog from the K-9 unit will bite him. Officer Erik Leung, on the floor below the attic, makes a second attempt at reason. "Why don’t we slow it down, see if we can get a hostage negotiator or something, because this guy’s not listening to us."

Then, "He has something under the insulation," a dispatcher types just as the K-9 unit arrives.

"Shots fired, shots fired!" yells Sgt. Tracy McCray. Alvis and Keesor empty their magazines, plugging as many as 26 rounds into the attic, with 16 hitting the target.

Sullivan had no gun, it turned out. An eyeglasses case was later found near his hip, but Alvis admits she didn’t wait to see what was in his right hand after Sullivan made a "sudden movement."

‘PRETTY STRONG EVIDENCE’


Reams of court records detailing the shooting became available earlier this month as evidence in a lawsuit filed by Sullivan’s family.

Early motions in the family’s federal suit, which names the city and county of San Francisco, Police Chief Heather Fong, and officers present when the shooting took place, were filed under seal. But some evidence previously marked confidential has emerged among publicly accessible court documents as the parties move toward an October trial date.

The records include transcripts of audio dispatch recordings, sworn depositions and declarations from the officers, reports from law enforcement policy experts, and photographs of the attic where the shooting occurred.

"The evidence is pretty strong [that] Asa did not point anything at the officers, that the officers had no reason to believe Asa was armed," the family’s Oakland lawyer, Ben Nisenbaum, told the Guardian.

A former deputy chief of the Los Angeles Police Department hired as a consultant by the family’s lawyers argues in a report filed with the court that the officers exacerbated the situation by using repeated sharp commands and didn’t rely on proper diffusing tactics with a subject they knew was distressed and had a diminished capacity. The attic placed them at a tactical disadvantage, and there’s no logical reason why the officers didn’t pull away from it, notes the report by consultant Lou Reiter.

"Their presence in the manner they chose to deploy it simply invaded the zone of safety for Sullivan," Reiter’s report states. "This is known to further agitate the subject in these types of police encounters. No one coordinated the efforts to enable the dispatch of negotiators, which would have been consistent with San Francisco Police Department General Order 8.02 Hostage and Barricaded Suspect Incidents."

Officers in the attic that night say Sullivan refused recurring instructions to show his hands and acted aggressively. They testified that he threatened violent resistance, telling them, "I’m not going back to jail," "Shoot me, I’m not coming out of here," and "Are you ready to earn your medal?" They say leaving the attic and taking their attention off Sullivan would have made them vulnerable.

The officers were also unaware at the time that Sullivan had a no-bail arrest warrant. There’s still a dispute today over what grounds the officers had at the time to effect an arrest of Sullivan, or why they believed there was sufficient cause to enter the apartment.

Alvis, a six-year veteran of the force, did not return a message left at her home. A police spokesperson, Sgt. Wilfred Williams, confirmed for the Guardian that officers Keesor and Alvis are still employed by the department but he couldn’t provide any additional details, calling them personnel-related. He also couldn’t comment on pending litigation.

Several local agencies conduct parallel investigations when a subject is killed by police officers, including the department’s homicide and internal affairs units, the District Attorney’s Office, and if prompted, the Office of Citizen Complaints, an independent body that responds to allegations made by civilians of excessive force and other police misconduct.

Those findings in the Sullivan killing had not been available previously under the California Public Records Act and local sunshine laws due in part to a state Supreme Court ruling issued in late 2006 that blocks an array of law enforcement records from disclosure, including those stemming from disciplinary investigations.

A "DRUG HOUSE?"


Officer Morgado arrived at the townhouse address of 2 Garces Drive at Parkmerced, near San Francisco State University, around 8:40 p.m. June 6 after a neighbor called to report that the front door was swinging open and that it was a possible "drug house."

The unit hadn’t exactly hosted any church youth groups in recent months. Two men on the lease had supposedly given notice to move out the prior winter but hadn’t left, and management was charging them month-to-month.

Kathleen Espinoza, Asa’s mother, told the Guardian her son was struggling to find a place to stay and went to 2 Garces after she moved to Los Angeles in search of a lower cost of living.

Friends and acquaintances drifted in and out of the townhouse; some frequently smoked pot and meth, according to the deposition of one man who stayed there. The neighbors complained to police. One tenant testified that just before the shooting, he fought with another Parkmerced resident who occasionally came around the townhouse. The man allegedly hurled a bicycle at him, slicing open his elbow. A white shirt was used to soak up the gushing blood and police who saw it hanging near the front door relied on the stained garment to justify entering the apartment to check on the welfare of the people inside.

As back-up units arrived, Sullivan’s friend, Jason Martin, was discovered in a locked second-floor bedroom and placed in handcuffs. Keesor heard shuffling coming from above them and says he saw debris flaking from a ceiling entrance to the attic.

Three officers climbed into the cramped, pitch-black space before drawing their guns on Sullivan. Only their flashlights enabled them to see the darkly clothed man who appeared to be hiding amid the blown-in insulation and between a pair of two-by-fours.

"Let’s give the dog a nice bite on this guy," one officer said over the radio after a K-9 unit was called. The group considered using a gun that shoots beanbags but decided against it, believing that the space was too small and that the weapon could kill Sullivan by accident.

Officer Keesor took the lead in talking to Sullivan. "I asked him what was going on. I asked him who he was. Questions along that line," Keesor recalled in a deposition.

HISTORY OF DEPRESSION


Sullivan was responsive to most of the questions. He was sweating profusely, and the cops said they believed he was high on cocaine or meth. A medical expert later hired by his family’s lawyers testified that the amount of both substances found in his body through an autopsy were at very low levels and likely didn’t contribute to his behavior that night.

Sullivan did have a history of depression, and the consultant, Douglas Tucker, a psychiatry professor at UC San Francisco, described him as "an unhappy and volatile individual who acts impulsively." A man who stayed at the townhouse, David Russell, testified that Sullivan was quiet and wellmannered and excelled at chess.

What happened in the next few minutes is where the testimony conflicts.

Just as an officer announced over the radio that the K-9 unit had arrived, Alvis says Sullivan’s right arm moved suddenly. But the officer said she did not see his hands or arms outstretched or pointed at anyone. Morgado says he witnessed Sullivan’s right shoulder move, but never saw his hand come out of the insulation. Keesor, however, stated that Sullivan "punched his arms straight out and pointed an object, [a] long, black slender object, which at that moment I believed to be a gun, towards the direction of officer Alvis." The officers say their view of Sullivan was partially obscured by wide ducts passing through the attic.

Reached at his Bay Area home, Keesor declined to comment. "I can’t speak about this case, you know that," he said. A call to Matt Dorsey, spokesperson for the City Attorney’s Office, which is representing the officers, was not returned.

Nisenbaum says Keesor "is the only officer there who claims that Asa had anything in his hand," meaning a weapon.

LOOKING FOR EXCUSES


Alexander Jason, a private crime scene analyst and former San Francisco patrol officer hired by attorneys for the city, contends the eyeglasses case may have been snapped shut, producing a sound interpreted as a gunshot. He also concluded that blood spatter on Asa’s right arm was consistent with his having stretched out his arm "as if aiming a gun."

But there was no gun, so it’s possible that one officer simply spooked another. "I heard gunfire and believed he was shooting at officer Alvis and I fired my weapon," Keesor testified. Bullets apparently pounded through the floor of the attic and narrowly missed an officer standing in the bathroom below Sullivan.

"At the end of the day, they’re looking for excuses," Nisenbaum said. "That’s all it is."

US District Judge Jeffrey White ruled Aug. 5 that there were enough unanswered questions for the case to be heard by a jury after both parties filed motions for summary judgment. The city has since taken that decision to the Ninth Circuit Court of Appeals, meaning it may be well past October before a trial begins.

Asa’s mother, Kathleen Espinoza, says she has nothing against the police and that one of her close relatives works in law enforcement. "I’ve never been through something like this," Espinoza said. "I’ve never had anybody in my family die in such a horrible way. It’s been really hard. I’ve been on jury duty once in my life, when I was in college."

The funeral director told Espinoza he’d never seen a body in worse shape than Sullivan’s and that the reconstruction for an open-casket ceremony was tedious. Espinoza placed sunglasses on his face because his eyes were gone. She says Sullivan never wanted to die.

"I want Asa to be vindicated…. He never meant them any harm," she said.

The real crime issue in the Excelsior

OPINION There have been eight murders in the Excelsior in the past 120 days. And Sup. Gerardo Sandoval, who represents the area and is running for judge, has been the subject of press attacks for suggesting that gang injunctions in the Mission District may have driven crime into surrounding areas.

That debate misses the point.

Communities of color like the Excelsior have historically taken a back seat when it’s time for the city to fund programs for youth, crime prevention, and economic development. Yet these are the public investments we must make if we are to craft a long-term solution to the city’s crime problem.

To be fair, the city has started to invest in the Excelsior, and the Department of Children, Youth and Their Families has been supportive. But much work still remains — after all, the Excelsior has the most children and youth of any district in San Francisco. Working with Sandoval and other community leaders, the city remodeled the Excelsior branch library, and every park has a new children’s playground, a new play field or new recreation center, or is scheduled for upgrades. DCYF has also provided significant anchor funding for violence prevention, employment training/placement, and youth leadership development programs at the Excelsior Teen Center.

But the city is still not investing enough in our communities of color. When a 14-year-old boy was murdered recently on Persia Street, we had to rely on DCYF staff and the Mission District’s Community Response Network for assistance — partly because the city has not yet funded a similar network for the Excelsior. Had there been a similar emergency in the Mission, the MCRN would not have been able to provide vital services to that victim’s family.

That doesn’t mean an Excelsior CRN is the answer. But the demand for violence prevention and response programs is growing, leading successful organizations like the Mission YMCA and the Bernal Heights Neighborhood Center’s Excelsior Teen Center to have to struggle harder for an ever-shrinking amount of city funding. What is the advantage of rebuilding a library or recreation center if we reduce funding for the services and programs those facilities provide?

The Police Department’s deployment of additional officers to the Excelsior in light of the recent surge in violent crime will help, as long as this strategy is coupled with an increase in funding for supportive services. Coordination between service providers and law enforcement — something we have modeled in Bernal Heights — has been successful in simultaneously reducing crime and reducing arrests. BHNC’s Youth Programs and Safety Network Organizer look forward to working with the Excelsior Action Group, the District 11 Council, the Filipino Community Center, Coleman Advocates, PODER, Sup. Sandoval’s office, and others to plan a town hall meeting at which the community will set priorities for short- and long-term action steps for residents, community-based services organizations, and city agencies so we can all work together toward an Excelsior that is a safe place for youth and families to live and thrive.

Getting beyond JROTC

EDITORIAL The racial achievement gap is the most important issue in the School Board race, but JROTC is the most politically divisive. The ballot initiative that seeks to save the military recruitment program will be used to attack progressives, and there’s a real risk that San Francisco will wind up sending a terrible message to the rest of the country.

This madness needs to stop. The School Board needs an alternative to JROTC that includes all the elements that make the program attractive to kids and families, without the military baggage. The outlines of that sort of plan are being discussed widely, and there’s a fairly good consensus emerging about how such a program could be put together. The mayor, the supervisors and the school board ought to be working together, now, to make it happen.

The Junior Reserve Officer Training Program costs the San Francisco schools about $1 million a year, and it’s a bad way to spend the money. Pentagon officials are very clear about the purpose of high-school JROTC: it exists to lure young people into the military. Recruiters take full advantage of the opportunity — JROTC enrollees are barraged with pitches to join up, and even after they’ve left the program, the recruiters keep calling.

The queer community is properly angry about our local tax dollars going to encouraging kids to join the military at a time when the armed forces won’t allow lesbian or gay people to serve openly. But even after "don’t ask, don’t tell" is abolished, as it probably will be during the Obama administration, JROTC is the wrong sort of educational activity for San Francisco kids.

Supporters say the program offers leadership training and a sense of community — but if the best leadership and community building the San Francisco public schools can offer is through a program that instills the values of the Army, there’s something seriously wrong.

So the school board did the right thing in phasing out the program.

But right now, the only thing the district is offering as a replacement is an ethnic studies program — a wonderful and deserving part of the curriculum, but not one that carries the same qualities that made JROTC popular. The substitute for JROTC ought to have some physical elements, ought to involve special training — and be set up to lead toward public service careers that don’t involve enlisting in the armed services.

The idea that’s been floated out by numerous School Board candidates involves some sort of emergency-response training for students. The idea would be to teach kids how to handle the aftermath of a disaster, like a major earthquake: participants would learn CPR, first aid, emergency communications, search-and-rescue and other skills that not only will be useful, but critical when the inevitable quake hits. The Fire Department already runs a very successful citizen-based Neighborhood Emergency Response Team (NERT), so the infrastructure is in place. The Police Department has a cadet program for high school graduates, and it could easily be adapted to train younger kids for emergency response duties.

The program would get students outside, involve physical exercise, and, yes, uniforms and badges (which the JROTC participants love). It could be a successful recruitment tool for careers in the Fire Department and Police Department (and since many of the JROTC kids come from communities of color, the result might be more diversity in those two agencies). We’d much rather see local kids encouraged to become cops than directed into the military.

There’s $1 million on the table. Mayor Gavin Newsom, to his shame, supports JROTC — but if the school board stands firm and the leading candidates make it clear that they will not go back on this decision, then there’s no reason the mayor, the police and fire commissions, NERT, and the school board can’t move forward — today — with a credible alternative that will take the political wind out of the issue. JROTC is, and ought to be, dead in San Francisco. It’s time to move on.

PG&E’s blank check

It’s Saturday morning, Aug. 23, and at the plumber’s union hall on Market Street, Pacific Gas and Electric Co. employees are leading a rally in opposition to San Francisco’s Clean Energy Act. A table at the back of the room sags with urns of coffee and uneaten pastries. To the side are towers of glossy black "Stop the Blank Check" window signs. E-mails sent by event organizers said Sen. Dianne Feinstein and Mayor Gavin Newsom were expected to attend, but so far, there’s no sign of either.

"On behalf of the men and women at PG&E, thanks for giving up your Saturday," PG&E vice president John Simon tells participants, who will be spending the afternoon walking San Francisco’s streets passing out No on Proposition H propaganda.

But the audience isn’t listening.

Most of the people packed into the room are Asian kids, giggling and chatting and ignoring the English-only presentation. One group of boys playfully pushes each other, accidentally bumping into some stage lighting and earning a reprimand from a rally organizer. The kids ignore him. I ask some of the young people if they’re with a school or club, or if they’re part of JROTC, which has an informational booth in the vestibule. They look at me blankly and turn away, muttering in Cantonese. I question a few others and get similar responses.

Outside, I find a young man who speaks English. He tells me the kids aren’t really here for the rally. "It’s just a job," he says. They’re getting $15 an hour to hang flyers on doorknobs — flyers that read "hand-delivered by a Stop the Blank Check Supporter."

The Committee to Stop the Blank Check is the official campaign committee fighting the Clean Energy Act, which will appear as Prop. H on the November ballot. The group, however, is funded by a blank check from PG&E.

"They’ve pledged enough to educate every voter in San Francisco," the committee’s campaign manager, Eric Jaye, told the Guardian at the Saturday rally.

It’s no surprise that the campaign workers are paid for by PG&E — in fact, just about everyone who has come out against Prop. H seems to be getting money from the utility.

The Clean Energy Act sets ambitious goals for moving the city into renewable energy — goals that go far beyond current state mandates. It also calls for a study into San Francisco’s energy options and authorizes the city to issue revenue bonds to buy or build energy facilities.

An investigation into the elected officials, committees, and groups that oppose Prop. H shows cash from PG&E in nearly every coffer.

The official ballot argument against the Clean Energy Act is signed by Feinstein, Newsom, and three supervisors initially appointed to the board by the mayor: Michela Alioto-Pier, Carmen Chu, and Sean Elsbernd.

Feinstein’s loaded with PG&E money. Since 2004, Feinstein has received $15,000 in direct contributions from PG&E, according to OpenSecrets.org. More significant, perhaps, is that Feinstein’s husband, Richard Blum, serves as chairman of the board of CBRE, a real estate firm that did $4.8 million in business with PG&E in 2007, according to an annual report the utility files with the state of California.

Campaign finance disclosure statements from Feinstein state that her husband receives fees and income from CBRE, and has $250,000 and $500,000 in investment holdings.

Feinstein’s spokesperson, Scott Gerber, said there was no conflict of interest. But Citizens for Responsibility in Ethics spokesperson Naomi Seligman added, "The ethics rules are so incredibly narrow that unless Senator Feinstein was pushing or voting for something that would impact only Mr. Blum, it doesn’t count as a conflict."

Still: Feinstein’s getting cash directly from PG&E, and then doing the company’s political bidding.

NEWSOM’S PG&E PARTY


Newsom, who has won campaigns with PG&E’s financial support in the past, is hosting a party called "Unconventional ’08" in Denver this week. Guess who’s one of the three listed sponsors? PG&E. (The other two are AT&T and the carpenter’s union.) And, of course, the person running Newsom’s campaign for governor is PG&E’s main man, Eric Jaye.

Sups. Alioto-Pier and Elsbernd? Both had PG&E money shunted through independent expenditure committees. Sup. Chu is currently running to keep her seat in District 4.

Former Mayor Willie Brown tops the list of endorsers on Committee to Stop the Blank Check’s Web site. PG&E paid Brown $200,000 in consulting fees during 2007.

Neither Brown nor PG&E returned calls for comment and clarification on what exactly Brown’s consulting involves, or how much he’s getting this year.

Of the 30 paid ballot arguments that will be listed in November’s Voter Information Pamphlet, PG&E bought 22 of them — many for well-funded organizations like the Bay Area Council, Golden Gate Restaurant Association, and the Republican Party that could presumably pay for their own $2-per-word screeds against the measure.

The arguments all make the same points and parrot the same PG&E lines.

Jaye said that ballot arguments were routinely paid for by other entities, and of the groups that have healthy bank accounts, he said, "We’d rather those groups invest their money in capacity building for November."

The San Francisco Chamber of Commerce, the Building Owners and Managers Association, and Plan C all paid for their own ballot arguments. In 2007 the Chamber received more than $350,000 from PG&E in the form of dues and grants. BOMA got a $26,500 grant from the utility company, which also hired the outfit for almost $100,000 worth of consulting work. Plan C’s Political Action Committee regularly receives deposits from PG&E during election season.

Other entities that signed arguments paid for by PG&E include: the San Francisco police and firefighter unions, which are constantly asking the city for more money (and now oppose a potential revenue source); the Asian Pacific Democratic Club; the Small Business Network; the Rev. Amos Brown, and the Hispanic Chamber of Commerce.

Paying for their own No on H arguments: former San Francisco Public Defender and California Public Utilities Commission member Jeff Brown, the Coalition for San Francisco Neighborhoods, BART board member James Fang, and prominent small businessowner Harold Hoogasian.

PG&E spends millions each year on consultants — and at campaign time, that money turns into political support.

"PG&E’s philanthropy has been paying off into manipuutf8g a network of supporters who believe [Prop. H] is going to do something adverse to their interest when in reality it’s not," said Sup. Ross Mirkarimi.

Money isn’t everything for some organizations. Oakland’s Ella Baker Center for Human Rights received a $10,000 grant from PG&E in 2007. Cofounder Van Jones has endorsed the Clean Energy Act.

There’s no paper trail for how much PG&E has spent to date on this campaign and the utility will be free to spend money without scrutiny until Oct. 6, when the first financial statements related to the November election are due at the Ethics Commission.

THE OTHER SIDE


But PG&E can’t buy everyone — and the coalition supporting the Clean Energy Act is large, broad, and growing.

Prop. H has been endorsed by eight of the city’s 11 supervisors, Assemblymembers Fiona Ma and Mark Leno, and environmentalist and author Bill McKibben. Groups with a variety of different interests, like the League of Conservation Voters, the SF Democratic Party, SEIU 1021, the Harvey Milk LGBT Democratic Club, and the Senior Action Network also have given it a green light.

"I think the coalition for it is a much broader coalition than has been for it in the past," said Susan Leal, former head of the San Francisco Public Utilities Commission, who supports Prop. H. "Because of that, PG&E has ramped up the campaign and put a lot more money into it than in the past."

Mirkarimi, who authored the measure, called the early phone banking, mailers, and door knocking a "signature blitzkrieg campaign," similar to what he witnessed as the manager of the 2001 public power measure that also raised PG&E’s ire — and which lost by about 500 votes. "That’s why PG&E is working so hard now. We were so close in 2001."

John Rizzo of the Bay Chapter of the Sierra Club said his group has already committed money and people to walk districts. But he noted that he has already seen Committee to Stop the Blank Check signs posted in windows on the west side of the city. "We expected it," he said of the resources PG&E has spent to date. "The only thing they have is money."

Rizzo said the Sierra Club has endorsed past public power measures and considers this an environmental issue. "We are finding it’s a pretty broad coalition of folks who might not be together on an environmental issue. The San Francisco Women’s Political Committee PAC just recommended endorsing it to their membership, and that’s not normally an environmental group — though they are a good group."

Leal says the Clean Energy Act really transcends arguments against public power. "I’m mystified why people would not be on board for something that’s cleaner and cheaper," said Leal. "I think I know why a number of others have gotten on board. They recognize that this is the path to clean energy for power."

Jaye wouldn’t assign a specific dollar amount to how much the company is willing to spend to defeat the measure — but he made it clear that there are no limits: "It could take $1 million, it could take $5 million." In 2006, when public power was on the ballot in Yolo County, PG&E spent almost $10 million keeping the 77,000 customers they would have lost to the Sacramento Municipal Utility District. The measure lost by one percentage point.

Jaye, who also manages Newsom’s gubernatorial campaign, is quick to point out that the committee has already received 12,000 signed cards of support. Still, he said, they weren’t asking for money from these potential campaign donors "because we have significant and sufficient resources pledged from PG&E."

The massive Pepsi Center was less than half full a couple hours after the gavel fell to open the Democratic National Convention, but the city of Denver is bustling and eventually so was the hall.

I rode my bike along the beautiful and efficient Cherry Creek Bike Trail to get here and it was a smart move because most of the streets around the convention are closed off and patroled by police in riot gear riding trucks with extended running boards, with military helicopters circling overhead. Many here say it took them a long time to get from their hotels into hall. Even riding a bike here involved a long walk because of the huge perimeter they’ve set up around the hall.

But the broadcast media have it good, with prime floor space that makes it all the more congested for the delegates and others with floor passes. Most journalists are tucked behind the stage or up in the cheap seats, and we can’t even get free internet acces in the hall to tell y’all about what’s happening.

CNN also has a great looking patio restaurant set up across from the entrance advertising, “CNN Bar: Burgers, Beer, Politics.” But by the “must have credentials” sign on the door, they actually meant CNN personnel only, not their media colleagues in general. Jesus, how many of them could there be?

The San Francisco Chronicle has come up with a new name for the broad spectrum of political leaders and activists who make up the San Francisco left. We’re now "ultra-liberals."

The term first appeared in Heather Knight’s Aug. 15 article on the changes in the local Democratic County Central Committee. Her lead sentence was almost breathtaking in its drama: The party, she wrote, "has veered dramatically to the left, telling voters that on Nov. 4 they should elect a raft of ultra-liberal supervisorial candidates, decriminalize prostitution, boot JROTC from public schools, embrace public power, and reject Mayor Gavin Newsom’s special court in the Tenderloin."

There’s no question that the progressives made significant advances in winning control of the DCCC in June. And I think it’s entirely fair — and a good thing — that the party has veered to the left. It’s "dramatic," though, only because for so many years the Democratic Party in one of the world’s most liberal cities wasn’t particularly liberal at all: it was controlled by political machines and friendly to real estate developers and big business.

It shouldn’t really surprise anyone that San Francisco Democrats support public power and decriminalizing sex work and oppose military recruiting in the public schools. Those are pretty basic San Francisco values. What’s surprising is that it took a wholesale organizing effort and a huge battle to get the party to where it is today.

But I still cringe at the term "ultra-liberal."

David Campos, a Police Commission member (and generally a fairly even-minded guy) who is running for supervisor in District 9, called me this weekend to tell me he was laughing about the new tag: "It’s a badge of pride," he said. And of course, on one level, I agree with him.

But there’s something more to the story here. The way the Chron uses it, "ultra-liberal" is supposed to be a derogatory term, just a bit short of "radical" (or in another era, "commie." It suggests candidates who are out of touch with the mainstream, who don’t represent the majority, who can’t entirely be trusted.

I asked Knight what she meant by that term, and she had no comment. But here’s what I think is happening: Newsom’s political operatives are mad that the progressives have seized control of the term "progressive" — which is, in fact, an accurate and historically valuable term. They’d like to call Newsom a progressive mayor — which is inaccurate and historically invalid. But since they can’t get away with that, they’ve pushed the Chron to use another term for people like Chris Daly and Aaron Peskin, and the best the editors could come up with is "ultra-liberal."

Weak.

Speaking of progressive issues: the move to reinstate JROTC in the public schools is really a wedge campaign that will be funded by downtown interests and used against progressives like Eric Mar, who is running in a more moderate district. The issue itself is a no-brainer. Do we want military recruitment programs in the public schools? The progressive candidates for school board need to stand up on this one and make it clear that they aren’t going to back down — JROTC has to go.

Sundance darling Hamlet 2 has been dubbed by at least one critic as this year’s Napoleon Dynamite; but with an R rating and dialogue like, "I feel like I’ve been raped in the face," the movie isn’t nearly as quirky as that assessment implies. This is a good thing. Don’t get me wrong, I enjoy comedy served with a side of whimsy just as much as any Juno fan; but brazenly puerile movies that lie on the more ribald end of the humor spectrum have their own undeniable charms.

There is an art to making an enjoyable lowbrow comedy, as bizarre as it may seem. It’s the reason why deceptively dumb movies like Team America: World Police (2004) have achieved cult status and obscenely dumb movies like Hot Rod (2007) should never, under any circumstances be viewed — and incidentally, both were scripted (at least in part) by Hamlet 2 cowriter Pam Brady. There may be a fine line between stupid and clever, but the line that separates silly from moronic is just as — if not more — tenuous. Brady’s good name is happily on the road to recovery, though, with this over-the-top farce. To quote Polonius from Hamlet 1, "Though this be madness … there is method in it."

All of the madness, as it were, revolves around Dana Marschz (Steve Coogan), an inept but undeniably gung-ho high school drama teacher. You see, Marschz (and every consonant is pronounced in that name) is a failed actor who devotes himself to the two students in his class and the low-budget, sparsely attended stagings of recent Hollywood classics like Erin Brockovich. When the school newspaper’s prepubescent, hyperarticulate drama critic gives his latest production a scathing review, Marschz is distraught, but he flirts with the idea of writing something original. It isn’t until the following school year, when funding for drama is cut, that he’s shocked into action. He begins working on what will become a sort of play-within-a-play — a lewd and ridiculous sequel to Hamlet with a cast of characters that includes Albert Einstein, sexy Jesus, a bi-curious Laertes, and everyone else from the original Shakespearean tragedy, brought back to life via time machine.

Though the tone is overwhelmingly absurd, this is a satire. It isn’t a particularly sophisticated satire, but it’s effective nonetheless — offering a critique of censorship and the ACLU; Amy Poehler plays a sassy, foul-mouth lawyer with no qualms about defending a high school play wherein Jesus gets a hand job. Rounding out the cast is Catherine Keener as Marschz’s crass wife, David Arquette as the Marschzs’ virtually silent boarder, who inexplicably follows them everywhere, and Elisabeth Shue as herself. But make no mistake, this is Coogan’s show. He’s a star in his native England, yet as far as American cinema is concerned, he’s consistently been relegated to supporting roles. Finally he’s allowed to shine here, and the movie ultimately owes its success to his performance. He falls down repeatedly in an intersection while wearing roller skates, he exposes his butt, he moonwalks on water as sexy Jesus — all of it inspired. Shakespearean comedies usually end in a wedding: though no one gets married in Hamlet 2, it’s a hell of a lot funnier than anything the Bard ever wrote. *

Judgement Day has all the makings of a classic superhero: gritty back-story, freakish features, and extraordinary powers. And for a mutant that’s half-string quartet, half-power trio, this triple threat of violin, cello, and drums turns out to be mighty tough.

Dude, seriously, though. Violins are soft. Drums are loud. Is this going to work? Bowed string instruments have put down anchor in a spectacular variety of musical cultures, but aside from Rasputina and Apocalyptica, metal is still relatively undiscovered country — until you’ve watched the Oakland trio’s collection of eccentrically creepy YouTube entries. In the mini-horror flick Out of the Abyss (2007), the violin screams and dives over an utterly ruinous wall of thumping, sawing cello while zombies threaten to overturn the Marshall stacks. With a forthcoming second album in the can and plenty of tour miles supporting folks like Mates of State already behind them, it’s hard to imagine a rock venue Judgement Day can’t annihilate.

Just because these lads can rock 100 watts, though, doesn’t mean they can’t play a Stradivarius, straight up. This year’s self-released EP, Opus 4 Acoustic — the followup to their first full-length, Dark Opus (self-released, 2007) — shows JD doesn’t rely on sheer volume or slick production to achieve Yngwie-worthy intensity.

What to call this deviant half-breed? "We call it string metal," says violinist Anton Patzner. "But it’s a little bit debatable whether it’s metal." Lewis Patzner, Anton’s younger brother and the band’s furious low end, remembers when "a big metalhead came up to me after the show and was like, ‘Yeah, man, that’s metal! You play metal chords, metal rhythms — that’s metal.’<0x2009>" Yet Anton remembers another fan who saw things differently: "’Your music is sooo beautiful,’ she said. ‘It’s definitely not metal.’<0x2009>"

For the Patzners and drummer Jon Bush, pushing the limits of their instruments and their own virtuosity, hopefully taking a totally psyched audience along for the ride, is more important than impressing the poseur police. "When we play rock music," Anton says, "I’m not trying to copy metal riffs note for note from the guitar." Lewis agrees: "I’m really trying to capture the intention and then translate that to my instrument. It comes out better that way…. Honesty is a really important quality."

And if there’s any tradition Judgement Day is truly born of, it seems, it’s that of the passionate but savvy professional musician. The Patzners’ parents, not surprisingly, are pro performers and educators — and, full disclosure, my former teachers — who "emphasized the importance of being able to play other musical styles, because they understand the reality of trying to make a living."

For Anton, back in the day, that meant hitting the streets of Berkeley with his fiddle, making tips while working on his chops. When Lewis tagged along one day with his cello, Anton recalls, "I didn’t really know what to do, so we started playing metal, and it was a hit." With shout-outs to other "off-center" bands like Thrips, Judgement Day hasn’t outgrown those roots, thriving among industry-shunning, genre-defying DIYers that populate the Bay and the nation. Yeah, man, that’s metal.

I didn’t expect much from NBC’s prime-time Olympics coverage, but Jesus, it’s bad.

Forget the all-America, all the time, which is only to be expected. Forget the fact that only the sports that have prominent American contenders get much attention. It’s the reporting and commentary that’s making me sick.

I don’t watch the Olympics on TV to hear for the 12th time about Michael Phelps growing up with a single mother and a driven coach. I buy trashy magazines to learn that kind of stuff. I want to see the games. (I don’t watch football on TV to learn about Brett Favre’s emotional unretirement; I want to see him throw the ball. And if they interrupted the game to give me an "NFL moment" I’d stop watching altogether.)

There are hundreds of events going on, and with the tape delay, we could see all kinds of stuff. The network could be switching from swimming to gymnastics to boxing to swimming … but no: more than half the prime-time show is devoted to truly awful little video clips about the lives of the players, or the age of the Chinese gymnasts (now there’s a hot new story) or someone’s personal tragedy.

Folks: I don’t care. Like most of us, I want to watch sports. Save your trashy specials for 60 Minutes.

And the comments, overall, are just horrifying. Did you know that the Romanian women’s gymnastics team just isn’t the same now that they don’t brutally abuse the children? I mean, look at those errors, that sloppy attitude! The athletes were actually smiling and talking to each other before they took the balance beam, and when one woman fell, she still got a hug from her coach. Back in the days of Nadia Comaneci, that would never have happened. Tragedy what’s happened to that team.

(I’ll give Bob Costas a break — if you get an interview with the president of the United States, you break away from the gym to air it. And he actually asked some professional questions. But watching Bush there, grinning like some kind of nervous idiot with a caffeine twitch, was so creepy it was almost unbearable.)

IN OTHER NEWS: Police Commission member David Campos is making a big stink about Mayor Gavin Newsom’s willingness to violate the Sanctuary City law. His point: if immigrants won’t contact the police for fear of getting deported, the cops can’t do their jobs. That, by the way, was one of the reasons San Francisco became a sanctuary city. He’s asking for a special hearing on this, and I hope it leads the commission to stand up to the mayor and say that it’s more important for SF cops to be able to work with immigrant communities than for Newsom to look tough on immigrants in his campaign for governor.

The Democratic County Central Committee is preparing to endorse candidates for supervisor, but so far, there’s little indication the panel will adopt ranked-choice voting recommendations. In District 9, that seems a shame — there are three good candidates (Campos, Mark Sanchez and Eric Quezada), and two (Quezada and Campos) are Democrats. Voters can choose up to three candidates in ranked order; the DCCC ought to consider doing the same.

An open letter to the small business community

I was astounded to see that once again some small business organizations, and leaders, are about to put an argument on the November ballot that retails without blushing the PG&E lies and propaganda line against the Clean Energy Act and does not represent the views of many of us in the small business community.

As you can see from my recent blog, the current Guardian editorial, and our stories and editorials since l969, PG&E screws our small businesses and residents in many ways: high rates ( much higher than public power cities), frequent blackouts, lousy service, unaccountability, and a propensity to cut off power or force small businesses to buy an expensive bond if they are late on payments. And there’s no way to effectively complain about PG&E’s terrible service, rates, and glacial moves toward renewable energy.

Most embarrassing of all, the ballot argument retails the big PG&E Lie: the erroneous whopper that the cost to the city of acquiring PG&E’s local distribution system would be $4 billion. For starters, the Clean Energy Act never mandates that the city buy PG&E’s aging facilities. The charter amendment sets aggressive goals for renewable energy and directs city officials to study the best way to achieve those goals.

Since public power agencies around the country are leading the way on renewables, and since PG&E has already said it can’t meet even the state’s weak clean energy mandates, the city ought to be looking at taking over the business of selling retail power to businesses and residents. But buying out PG&E’s old system might not be the best way.

More: even if San Francisco did buy out PG&E, there would be little or no cost to the city at all. The act would authorize the city to issue revenue bonds to buy electric power facilities. Unlike typical general obligation bonds, the revenue bonds would not be backed by taxpayers, and would be repaid by the money the city would make by selling retail electricity. Revenue bonds are paid off entirely through a dedicated revenue stream. So unless the city can prove in advance with a detailed study that buying out PG&E would bring in enough money to cover costs, there’s no way Wall Street would ever buy the bonds.

In short, there is no possible scenario under which the Act could cost money. The opposite is true: Public power cities all over the United States make money, including the public power system in my hometown of
Rock Rapids, Iowa, which has had a successful public power system since 1896. Many public power systems
make large amounts of money while keeping rates well below private power rates. And our figures show that San Francisco would net millions, maybe hundreds of millions of dollars, in revenue from buying out PG&E.
Moreover, PG&E each year yanks upwards of $650 million out of the city with its high rates, according to our study.

So why are some small business leaders once again buying PG&E’s Big Lies and once again trying to get small business groups and businesses to sign a ballot argument that undermines their own economic self interest? Would any of them run their own businesses this way? Small business people should steer clear of this embarrassing, self-immolating argument and either support the Clean Energy Initiative or stay neutral.

Most important, the business of PG&E Lies is academic. Because of the federal Raker Act giving San Francisco an unprecedented concession to dam a beautiful valley (Hetch Hetchy) in a beautiful national park (Yosemite), San Francisco is the only city in the U.S. mandated by federal law and a U.S. Supreme Court decision to have a public power system. And the longer the city is in violation of the Raker Act (because it does not have a public power system), the more vulnerable the city is to the tear-down-the-dam movement quietly orchestrated by PG&E and its allies. And that would be a costly catastrophe.

Meanwhile, the supervisors should hold hearings on the economics of this measure and demonstrate how lucrative public power is for cities–and how cheap for businesses and residents. They should also invite small business people to testify about their problems with PG&E. Proposition ___ Will Hurt San Francisco Small Business Owners

The Board of Supervisor’s plan to takeover PG&E would force San Franciscans to pay an estimated $4 billion for the power system through a dramatic increase in monthly utility bills. If Proposition___ passes the City would lose the more than $20 million a year that PG&E pays in taxes and fees. That means our taxes would need to go up to pay for this lost revenue or basic services, like libraries, street cleaning, police and fire services. It will cost more to do business in San Francisco as small business owners and their families will face an additional $400 to $600 a year expense in utility bills.

Breaking: Leno endorses Sanchez

Just got word that state Assemblymember (and Senator-elect) Mark Leno is going to endorse School Board member Mark Sanchez for supervisor in District 9. “We’ve got his endorsement,” Sanchez just told me by phone. “We’re putting out the press release today.”

That makes two Green Party members the Democratic lawmaker is backing; he’s also endorsed Ross Mirkarimi in D5. Good for Leno not to let the irrational fear of Greens that so many Democrats harbor influence him; this is, after all, a nonpartisan race.

It’s a tough choice in D9 — Sanchez, Police Commission member David Campos and housing activist Eric Quezada are all good progressives and any of the three would be a great supervisor. Quezada, I think, never had much of a chance with Leno; he’s pretty close to Sup. Chris Daly, who was a strong backer of Carole Migden in the bitter Migden-Leno senate race. Campos is close to Sup. Tom Ammiano, who was neutral in the Leno-Migden brawl — but Campos, who is on the Democratic County Central Committee, voted for Aaron Peskin as chair. Leno’s candidate (and he was pusing him hard) was Scott Weiner, who narrowly lost.

Quezada also ran for DCCC, but didn’t win.

Sanchez, as a Green, was able to stay out of both the Migden-Leno fight and the Peskin-Weiner contest. Oddly enough, not being a Democrat may have helped him here.

Campos, by taking the stand he thought was right and voting for Peskin (despite immense pressure), may have scotched any chance of getting Leno’s endorsement. “That’s politics,” he told me. Yes, it is.

(UPDATE: Sanchez corrects me: He endorsed Leno for state Senate months before the election. So the Leno endorsement is even less of a surprise.)

We be clubbin’? Just barely

One night around 11 this spring, I stepped out of a cab at Sixth and Mission streets, only to enter a chaotic scene. Enhancing the block’s usual charms — destitute dudes in wheelchairs, crack enthusiasts, an old man in a denim skirt clutching a baguette — was a row of police cruisers parked in the street. Officers roamed the block, herding people around.

Had I stumbled onto a grim tragedy? Nope. I was just trying to catch a hip-hop show. Like the other 150 people waiting outside Club Six, I was hoping to get into KUSH, a party hosted by the Demolition Men. My chances seemed slim. I was on the guest list, but the list was "closed." So I stood in the long but well-behaved line. Security yelled at us to keep on the sidewalk, though the sidewalk ended well before the line did. Finally a guard bellowed at us to leave.

Half the line drifted away. The rest remained, texting friends inside the club and trying to devise a way in. Soon, with a combination of threats and cajolery, police and security began clearing the sidewalk around the club. A short, powerfully built man pleaded with stragglers, the way tough guys plead with you not to force them to kick your ass. Someone addressed him. He was Angel Cruz, Club Six’s owner, whom I’d interviewed for this story by phone. I introduced myself. He signaled a guard, and suddenly I was inside.

If this was New York City or Los Angeles, I might have felt the smugness engendered by such special treatment. But this was San Francisco, and all I felt was weariness. The club had devoted two rooms to the party, yet only one was full. Still, the vibe was friendly, and Jacka tore it up with his radio smash, "All Over Me." Although I heard some dudes got salty over the guest list, there were no arrests.

Sadly, such scenes are typical. Actually, we were lucky: I’ve seen cops shut down shows entirely over trifling incidents, usually ones occurring outside the club. This state of affairs affects more than the club-goers. Owners make less at the bar, promoters make less at the gate, and performers have fewer places to perform. Hip-hop, in its myriad forms, is one of the most popular genres on earth, and San Francisco is a world-class city. Yet this town seems hostile toward this musical nightlife with such revenue-generating potential. Why?

Naturally there’s no simple answer, and even investigating is difficult. Owners don’t want to alienate the police, promoters don’t want to alienate owners, and the San Francisco Entertainment Commission wants cooperation among all concerned. Few people I interviewed would name names or particular events, and some would only speak off the record, due to the delicate web of professional relationships involved. Even so, common issues emerge.

"Hip-hop is synonymous with fights and shootings, to authority figures," said Desi Danganan, whose Poleng Lounge is one of the few venues committed to the music. "The police are very hesitant about any club that plays hip-hop. That was one of the first things that came up, ‘Are you playing hip-hop?’<0x2009>"

The association between hip-hop and violence is nothing new: violence is the theme of many raps. Yet this is hardly the case with all hip-hop. The Bay Area in particular has produced an abundance of progressive, nonviolent lyricists, from veterans Hieroglyphics to up-and-comer Trackademicks. Yet the distinction is lost on the city and the police, according to Fat City general manager Hiroshi Naruta. "They don’t know the difference between hyphy and backpacker," he said.

Unlike the Panhandle-based Polang, Fat City is in the SoMa District, a longtime site of contention between police and clubs. As a result, the venue is shying away from booking hip-hop. "I want to," Naruta said. "But I don’t want pressure from the city or SFPD."

"Pressure," of course, is a nebulous concept and hard to substantiate, but according to John Wood, political director of the SF Late Night Coalition, there are typical tactics. "If the police feel your venue is creating a nuisance, they show up every night, check your permits, walking into your venue, upsetting your customers," he said. "They do frequent inspections with the fire department and the building department, and get you for every little violation. Short of suspending permits and filing lawsuits, there’s lots of ways city bureaucracy can make it difficult to do business."

But just how much of a "nuisance" do hip-hop shows create? Are they really that violent? No more than other genres, according to Robert Kowal, whose Sunset Promotions has brought everyone from Grandmaster Flash to Jurassic 5 to SF. "The city has safety as its primary concern," he acknowledged. "Occasionally some shows have problems the police have to deal with. Almost without exception that label gets thrown at hip-hop, when most events, including hip-hop, are very cool."

"Right now there’s a gun problem in SF," Kowal continued. "Instead of addressing that, the city wants to blame entertainment and specifically hip-hop. But violence is rare inside the venue itself."

Wood concurred with this assessment. "There have been incidents where there were shootings," he said, "not in the clubs, but a block away, that may have possibly involved people who were at the club. Frequently police will blame the club for incidents in the neighborhood."

An SFPD spokesman, Sgt. Steven Mannina, wouldn’t respond to this contention. It’s worth noting that much of SoMa can get rough, even during the day. To the contrary, Kowal believes venues like Club Six have improved the tone of the neighborhood: "Angel Cruz deserves a lot of credit. That Club Six is open four nights a week has enabled other bars and restaurants to open around it. That area has been somewhat revitalized."

Wood suggests an influx of new neighbors may, in fact, be the main issue. "The city’s changing," he explained. "It’s older demographically, wealthier, more harried, and professional. Aside from hip-hop and violence, people are less tolerant about noise young people create." Yet that lack of tolerance among the condo crowd may also be rooted in fear. "Neighbors sometimes freak out when a club is bringing large groups of minorities into the neighborhood," Wood added, "whether they’re behaving or not."

That assessment was echoed, mostly off the record, by many I interviewed. But veteran hip-hop commentator Davey D didn’t pull punches. "They just don’t want black people there," he said. "For a city that prides itself on being progressive, when it comes to nightlife, it has the most reactionary policies that seem based around race, using words like ‘urban’ as cover."

Regardless of hip-hop’s alleged role in violence, this spring the city attempted to deal with the issue via two pieces of legislation: one required a hefty $400 permit per show, and the other was an anti-loitering law, empowering police to clear the area around a club. Both proposals were bad ideas: the former threatened to stifle local entertainment, and in an era of eroding civil liberties, the latter promised to give police discretion to arrest people just for being in the club’s vicinity. Even more disturbing is Sgt. Mannina’s assertion in April that "this is an enforcement strategy around clubs that field operations have already launched." How can this be, if it was not yet a law? "I thought it was already in place," he said.

Clearly the police act as though it is, given what I witnessed outside Club Six. In the meantime, it’s tough to understand why SF hip-hop fans must, for instance, travel to Petaluma to see local acts like Andre Nickatina. "You want to know the solution?" a club owner asked, off the record and out of frustration. "There is no solution."
