Technology induces unrealistic leaps of optimism, and so it was that usually reliable New York Times film critic A.O. Scott recently imagined a future in which "you will be able to watch whatever you want whenever you want." Drawing back a hair, Scott admitted that "there are still hundreds more titles awaiting transfer to digital media." The reality is a good deal grimmer, with thousands of titles lost or languishing in various states of disrepair — and such estimates do not take into account the colossal numbers of nonfeatures, everything from promo spots to pornography.

This year’s San Francisco Silent Film Festival presents two programs emphasizing some of the bygone era’s lost treasures. "More Amazing Tales from the Archives" (Sun/15, 10:30 a.m., free) is an education in itself, with representatives from the UCLA Film and Television Archive and Rochester, N.Y.’s George Eastman House demonstrating preservation techniques and spoils. This year’s program features films restored from 28mm (even the formatting is archaic!) and rare ephemera (Clara Bow fragments, San Francisco newsreels, something called Mushroom Growing). Parisian collector Serge Bromberg looks to be packing a lot of heat in his artfully arranged "Retour de Flamme" program (Sun/15, 12:45 p.m., $13) of early French cinema: trick films, travelogues, skin flicks, Josephine Baker, a "strange music-hall performance from 1907, with a dancing pig," and other confectionary surprises along the way.

Notes on Nazimova

Audiences at this year’s San Francisco Silent Film Festival will be treated to several strong roles for leading women — Lois Wilson’s heartbreaking humble pie as Miss Lulu Bett (1921), Louise Brooks’s gender-bending hobo in 1928’s Beggars of Life — but now as then, there can be only one Nazimova. The Russian-born enchantress (who dropped her first name, Alla) stars in 1921’s Camille, a version of Alexandre Dumas fils’s novel set in swinging Paris and a perfect vehicle for her insanely overwrought performance style (it would have to be: beyond her stirring salary, the actress had final say on the film’s director and script). It seems a cruel joke that the better-known version of Camille is the 1936 rendering with Greta Garbo, since, in the reductive annals of film history, it was Garbo who displaced Nazimova as the reigning ice-queen, only-one-name-necessary androgynous European beauty. That said, those who associate the silents with musty hokum are in for a surprise when this Camille splays across the screen, a vintage blast of Hollywood Babylon tangled up in Nazimova’s nest of black curls.

A little history might be helpful here, and besides, it’s too fun not to recount. Born Mariam Edez Adelaida Leventon to a brawling family of Russian Jews, Nazimova fled for the arts and notoriety early, taking up the violin and, when that didn’t work, joining Konstantin Stanislavski’s Moscow Art Theatre. A couple of love affairs and one fruitless marriage later, the actress embarked for New York to perform Henrik Ibsen with Pavel Orlenev, a personal friend of Anton Chekhov and Maksim Gorky. From here she went to Hollywood, where she was presented with her unusual paychecks and creative control (whenever a gentleman tries to kiss her Marguerite in Camille, Nazimova sniffs, "Not until you put a jewel in my hand"), eventually producing her own films (including 1923’s notorious Salomé) and establishing residence at 8080 Sunset Blvd., a sprawling compound that came to be called the Garden of Allah and played frequent host to both icons and outrage. A typically delicious Nazimova story: the actress hired art director Natacha Rambova to design Camille‘s sets, and the two may or may not have had a love affair before Rambova married Nazimova’s costar, fishy Rudolph Valentino.

And that’s not even touching Nazimova’s lavender marriage with Charles Bryant or, weirdest of all, her being Nancy Reagan’s godmother. If Nazimova’s personal life seems spun or at least exaggerated, it was all at the service of her queenish persona — something on prime display in Camille, thanks in no small part to Rambova’s logic-defying art deco set designs. The many arches and frills that appoint bedrooms and ballrooms accentuate Nazimova’s sinewy bends, beaky sneers, and bomber swoons.

Susan Sontag begins the inquiry in her seminal "Notes on ‘Camp’ " essay with a useful criterion for considering Nazimova’s flamboyant performance: "Camp is a certain mode of aestheticism. It is one way of seeing the world as an aesthetic phenomenon. That way, the way of Camp, is not in terms of beauty, but in terms of the degree of artifice, of stylization." The tragedy of this Camille has nothing to do with Dumas’ plotting but instead lies in the decline that inevitably accompanies pure camp’s straining seriousness. In Camille, Nazimova’s wilting is foreshadowed in Valentino’s naturalistic glide, the unaffected air that purportedly prompted D.W. Griffith to wonder, "Is this fellow really acting or is he so perfectly the type that he does not need to act?" Nazimova was all aura, without a trace of naturalism; regardless of the actress’s personal tumbles, this image would have been impossible to sustain with the coming of sound. In the end, it seems, she was simply too big for real life. *

The City College loophole

EDITORIAL The 2000 law that made it easier for schools and college districts to sell bonds for capital improvements requires every agency raising money this way to create a citizens’ oversight committee to monitor spending. It also mandates regular audits.

But it’s a bit unclear what the audit requirement actually means — and as G.W. Schulz reports on page 15, that’s allowed some outfits, including San Francisco’s Community College District, to get away with spending hundreds of millions of dollars without proper accountability.

Some lawyers argue that school districts need only undergo perfunctory financial audits. Others say the law mandates detailed performance audits. This sounds like a minor point, but it’s not: financial audits only look at what was spent. Performance audits look at how and why — and whether the money was spent in accordance with what the voters were promised.

The City College administration is only now, reluctantly, agreeing to a performance audit, something that should have been done five years ago. The school’s lawyers say bond money can be freely shuffled from project to project, at any time, and there’s no need for regular performance audits.

There’s a simple way to clear this up: Attorney General Jerry Brown needs to issue an opinion on the intent of the law. And if he won’t do that or comes down on the side of unaccountable government, then the state Legislature needs to pass a bill mandating performance audits and requiring that bond proceeds actually go where the voters were told they would.

David Duer is proud of the volunteer work he’s done with the West Contra Costa Unified School District. He graduated from the area’s school system, as did his kids.

So despite what was sure to be a burdensome responsibility with no pay, Duer, a development director for the UC Berkeley Library, accepted the chance to serve on a committee formed under a state mandate to monitor how the district spent $850 million in bond money authorized by voters in three elections since 2000.

"There are schools all over the district that have been renovated," Duer beams today.

The committee initially proposed meeting every quarter but soon realized that wouldn’t be nearly enough to do the job right and chose to meet monthly instead. Since 2003 it has received full-blown management audits of the school system’s performance every year, with biannual updates from independent professionals not beholden to district bureaucrats.

The story of San Francisco’s Community College District could not be more different.

The oversight committee that’s charged with monitoring $560 million in bond spending has never seen an expansive performance audit, just basic financial reports that show community college officials here seem to be obeying their most fundamental fiduciary duties. The panel meets three times a year for more than an hour and a half each time, and for three years it didn’t even report to the public on City College’s handling of the money, which it’s required to do annually by the state’s Education Code.

The community college committee is hardly made of Rotary volunteers and bored retirees: the list includes San Francisco treasurer José Cisneros and former San Francisco Chronicle publisher Steve Falk, now head of the local Chamber of Commerce.

But even members say the panel has fallen down on the job — and that City College officials are freely shifting around the taxpayers’ cash with little or no accountability.

The mostly decipherable performance reports that West Contra Costa citizens receive, though lengthy, track all of that district’s bond expenditures and give the area’s oversight committee of taxpayers a vivid portrait of how well the school system and its administrators are managing hundreds of millions of dollars in building improvements. Any wonkish jargon in the reports that might mystify the committee is translated in "frank" terms by the outside inspectors, Duer says, without interference from school officials.

If a contractor were to double-bill the district or demand too much in change orders after promising completion within a set price range, Duer and his colleagues would know about it, and they could make suggestions on how to fix it. If the district was doing a stellar job, that would be clear too.

"I don’t see these performance audits as punitive," Duer said. "I see them as a confirmation that the process and systems in place are working."

MORE MONEY PROBLEMS


The Guardian reported last week ("The City College Shell Game," 7/4/07) that City College’s bond projects are running an astounding $225 million over budget. As a result, school officials have returned to the Board of Trustees five times in recent years to request that a total of $130 million be reallocated from one project to another to cover the overruns, leaving some projects promised to voters with little or no funding at all. We reported on a number of examples last week, but there are plenty more:

<\!s> The construction of a new Mission campus was supposed to begin in 2002 but didn’t get under way until well into 2005. The project is now $30 million over budget, an increase of 50 percent, and the school recently requested another $6 million diversion from other bond projects. City College originally planned to build the campus where a shuttered theater currently stands on Mission Street but later moved the site to avoid a showdown with preservationists.

<\!s> Since 1997, City College has asked voters for a total of $61 million to renovate and remodel existing buildings and meet Americans with Disabilities Act requirements. In November 2005 it asked voters for $35 million to perform such work, but just weeks after the election, $20 million of the money was reallocated to a planned Chinatown–<\d>North Beach campus that’s now running $50 million over budget, an increase of 60 percent. That project’s ever-changing design has been heatedly challenged by everyone from the Chronicle‘s editorial board to Sup. Aaron Peskin to state senator Leland Yee.

<\!s> Two projects for which voters authorized a combined $71 million won’t see the light of day unless the college returns to the ballot a fourth time, which school officials have discussed. The projects — a biotech learning center and a one-stop administrative shop for new students — have been drained of $42 million to save the Mission campus and an overdue Performing Arts Center, which will cost $75 million more than expected, an increase of 152 percent.

HUNTING AND PECKING


All of this irks Mara Kopp, who was appointed to City College’s oversight committee in late 2005 as a representative of the San Francisco Taxpayers Association. She’s complained openly that the school long ago should have hired auditors for the kind of far-reaching work West Contra Costa gets.

"If we received ongoing management reports, then we’d have something of substance," Kopp said. "We wouldn’t have to hunt and peck in a kind of naive, elementary way."

She is all but alone in her criticism, however, save for a small group of allies including former committee member John Rizzo and Milton Marks, one of the few voices on the independently elected Board of Trustees willing to apply tough scrutiny to Chancellor Phil Day’s office at board meetings. Green Party pol Rizzo recently became a trustee after closely beating longtime incumbent Johnnie Carter in the November 2006 board race.

Day has long argued that the school’s attorneys don’t believe such audits are required under Proposition 39, a 2000 state ballot measure that lowered the threshold for passing local school bonds. Prop. 39 required the formation of local citizens’ bond oversight committees.

Marks has questioned the strength of City College’s oversight committee and the lack of performance audits since at least 2005, but not until earlier this year were he and Rizzo able to force a resolution demanding the inspections, and now Day claims to welcome a management review. The school will bid out its first audit soon.

"The bottom line is, a performance audit as opposed to a financial audit would determine whether or not funds are being expended in the most efficient, effective, and economical manner instead of just adding up these funds and saying, ‘Here’s how much we expended and for what,’<\!s>" said Harvey Rose, a respected local auditor who’s reviewed city agencies and analyzed San Francisco’s annual budget for 35 years.

West Contra Costa concluded that Prop. 39 does require extensive managements audits. The committee even decided to include a $150 million bond election in 2000 in the scope of its work, although that wasn’t required, to ensure all the money was still being spent efficiently.

Duer said it doesn’t matter to him what the letter of the law requires. "It was always assumed with our work that this is something we had to have," he said.

The Los Angeles Community College District made the same assumption. Other districts statewide, however, appear to have interpreted Prop. 39 the same way City College has. And the Attorney General’s Office has never issued an opinion clarifying the matter.

Meanwhile, City College officials blame the millions of dollars in outsize project costs on inflation, a globally increased demand for steel and concrete, and slow-moving state regulators who must approve architectural designs.

"I understand both the college as well as the community would like to see us complete every single project we’ve proposed," Vice Chancellor Peter Goldstein told us recently. "We absolutely share that desire. The reality of cost increases has forced us to go back and look at our resources and reallocate in order to keep major projects going forward."

But Kopp and company argue that much earlier performance inspections would have revealed to the oversight committee and trustees where the increase in expenses came from with absolute certainty. That way, no one would have to rely exclusively on the glitzy project presentations made by Day and Goldstein that are often little more than slide shows with quotes from prominent business journals decrying the rising cost of construction materials. Trustee Marks has moaned repeatedly at board meetings that he doesn’t feel informed enough to vote on major reallocations, and his constant questions haven’t always made him popular.

"I think there’s this feeling that the board should not be adversarial," Marks said. "But I think by the nature of how things are set up, we have to be…. We have to look out for the best interests of the public at large."

Not everything’s rosy in West Contra Costa, of course. Anton Jungherr, a former San Francisco Unified School District official, sat on the West Contra Costa oversight committee for four years and fumed in an interview that the district didn’t take seriously the committee’s regular recommendations. He wants to form a statewide association of oversight committees to arm citizens with the information they need to track bond expenditures.

"There are legitimate reasons for change orders, but you have to analyze them and understand what the reasons are and then take the appropriate oversight action," Jungherr said.

But cost overruns in West Contra Costa still pale when compared with those at City College. Jungherr said that district has experienced about $100 million in unexpected costs on $850 million in projects undertaken since 2000, substantially less than what City College faces despite hundreds of millions of dollars more in bond projects.

Kopp still hopes City College’s oversight committee will build more muscle.

"If they were to show us documents they used themselves in monitoring all these things, that could substitute as long as the information was relevant and honest," Kopp said. "But it’s really been quite shallow all along."<\!s>*

In an article on how Chicken John is running for mayor, Biafra distilled down the perfect pair of descriptors for Mayor Gavin Newsom: mean and shallow.
There’s much I could say to elaborate on why that’s so insightful, but for now, I think it’s better to just let Jello’s words gel. Or maybe to use his complete quote: “I think what (Chicken John) wants is an impact. The more he uses his sense of humor to lampoon how mean and shallow Newsom is, the more people will be inspired to vote for him.”

PREVIEW Until stumbling on The Wishing Bone Cycle some years back, I hadn’t wondered why owls die with wings outspread or how a man wearing antlers on his head can be tricked into thinking that real moose are after him. Yet Howard Norman’s eye-opening transcription-translations of Swampy Cree narrative poems are so arresting that I still find new questions in my life just to bring them to the stories. The tales invariably answer with bigger inquiries of their own. In the transformations they detail, animals — moose, lynx, frogs, bears — are adept shape-shifters, this being their key to survival, while humans change forms clumsily, afraid to be themselves.

When Theatre of Yugen presents The Cycle Plays in a daylong, one-time-only performance on 7/7/07, those present for the free event will be entranced by the resonant questing onstage. Our minds might even grow new antlers and roots at the same time. The Cycle Plays, connected to The Wishing Bone Cycle only in my head, was written by the hugely imaginative local playwright Erik Ehn, dean of theater at the California Institute of the Arts and an artistic associate with Yugen.

The Cycle Plays‘ five plays and opening dance have been in collaborative development for more than two years. They are an offering on a large scale, channeling the smaller, focused gestures of cleansing and growing closer that make up the company’s rich repertoire of movement. "Like many of Erik’s ideas, we just couldn’t bear to see a world without it," explained Lluis Valls, one of the three co–<\d>artistic directors who received the torch from founder Yuriko Doi in 2001.

A ritual dance play created with Doi, 10,000, opens the cycle. It features Doi, who is now in her 60s, alongside two of the company’s founding members, Brenda Wong Aoki and Helen Morgenrath. Based around a pulsating triangulation of three older women, it is an adaptation of the traditional Okina opening form. The plays that follow, interspersed with performances by guest comedy artists, represent the five traditional categories of Noh plays: Deity, Warrior, Woman, Madness, and Demon. They include Winterland, in which two teenage girls venture to see the Sex Pistols at the title club in San Francisco, and Long Day’s Journey into Night, a refiguring of Eugene O’Neill’s intense masterpiece. The company describes its Long Day’s Journey as "a ghost within a ghost within a variation of O’Neill’s fourth act."

Theatre of Yugen thrives on discipline and openness. Founded in 1978, the devoted troupe combines classical Japanese forms such as Noh theater and Kyogen comedy with cross-genre soundscapes and a willingness to reach into the heart of stories. Penetrating the psychology at the root of human actions, actors play ghosts and demons who are the embodiment of destructive attachments. The resulting unrest of the haunted characters stems from their not knowing whether they or the illusions are meant to disappear.

Lead composers and musicians Allen Whitman and Suki O’Kane help manifest this sense of being on the edge of great loss. Joined by the Yugen Orchestra on common and obscure instruments, they make music that is by turns postmodern and incantatory and harmonizes well with co–<\d>artistic director Jubilith Moore’s stunning performance in Winterland. Moore plays a leper, a beekeeper, and a milkman, all the ghosts of John Lydon (a.k.a. Johnny Rotten), who appears to the overwhelmed girls as they try to reach the concert that turned out to be the Sex Pistols’ final show. Who hasn’t had a night like that in San Francisco? And who doesn’t replay it endlessly, searching for the point of no return?<\!s>*

Midnight movie memories

CHRISTIAN BRUNO In the mid-’60s the Presidio hosted Underground Cinema 12, a package of late-night movies that might incorporate a little [George] Kuchar, a little Busby Berkeley, and a lot of porn posing as art. It was a traveling package of films that was curated by Mike Getz out of LA, but the Presidio put its own SF (which usually meant gay) stamp on things.

KAREN LARSEN Gosh, I remember going to see the Cockettes at the Palace in North Beach in the ’60s. And I remember going to a theater in Chinatown that was 99 cents and showed midnight movies.

MICHAEL WIESE (from "25 Great Reasons to Stay Up Late," by Jennifer M. Wood in MovieMaker): "[In 1968 Steven Arnold and I] were able to book the Palace Theater. At the premiere [of Arnold and Wiese’s Messages, Messages], 2,000 people showed up for a 20-minute, black-and-white film with no dialogue…. That was the real genesis of midnight movies."

MIDNIGHT MOVIES, by J. Hoberman and Jonathan Rosenbaum (Da Capo): "Despite, or perhaps because of, the film’s antihippie gibes, the city in which [Multiple Maniacs] enjoyed its greatest success was SF. Throughout the first half of 1971, it was the weekend midnight feature at the Palace, a movie house whose main attraction was the stage show performed by the Cockettes…. Divine was invited out for an appearance that April, and [John] Waters conducted a special live show. Introduced as ‘the most beautiful woman in the world,’ Divine sashayed out on the Palace stage in Multiple Maniacs costume, pushing a shopping cart filled with dead mackerels. In between ‘glamour fits,’ she heaved the fish into the audience, strobe-lit by the continual detonation of flash bulbs."

PETER MOORE We [the Roxie Cinema] were approached by Ben Barenholtz with Eraserhead in 1977 and showed it for years. Early in the run we brought David Lynch out, and I remember having lunch in a Tenderloin diner that completely charmed David. We also showed Pink Flamingos, The Honeymoon Killers, and Thundercrack! (of course). And we showed Forbidden Zone, but that was a case of trying too hard for cultness.

ANITA MONGA Curt McDowell, the talented and charming underground (as we called them in those days) filmmaker, was a student of George Kuchar at the [SF] Art Institute, then his lover and collaborator on many films, including the infamous midnight favorite Thundercrack! Curt’s films were moving, confessional, ribald, and often absurd, with brilliant sound and picture, art direction, and original music on the teeniest of threadbare budgets. He was inventive to the bone.

MIDNIGHT MOVIES "At the Strand in SF — where the performance group Double Feature would mime virtually the entire [Rocky Horror Picture Show] — pickaxes were brandished in the audience when Frank took after Eddie with one."

MARCUS HU I remember going with a bunch of high school classmates to the Strand Theatre in 1979 and seeing The Rocky Horror Picture Show and being completely mesmerized by the religious experience of being in a packed theater that was singing and performing in sync with the silver screen. It must have made an indelible mark on me, as I went to work for Mike Thomas, who ran the theater, and that pretty much defined my life!

MARC HUESTIS [Huestis’s Whatever Happened to Susan Jane premiered at midnight on Feb. 13, 1982, at the Castro Theatre to a wild, sold-out house replete with the crème de la crème of San Francisco’s ’80s new wave scene. Mel Novikoff, president of the Surf Theatre chain, gave Huestis a good deal on a fourwall as the fledgling director pushed popcorn at one of his theaters. However, legend says he was heard running out of Susan Jane screaming,] "They’ll go see this garbage, but they won’t come see the Truffaut at the Clay!"

WILL "THE THRILL" VIHARO Thrillville began as a midnight series called the Midnight Lounge in April 1997 before switching to prime time — 9:15 p.m. — on Thursdays in January 1999. Around the same time the Werepad shared its vast film library with the public weekly — not at midnight, but they were definitely midnight movies.

PEACHES CHRIST The first Midnight Mass, featuring Faster Pussycat! Kill! Kill!, took place on May 30, 1998.

JESSE HAWTHORNE FICKS Midnites for Maniacs began at the Four Star on Aug. 2, 2003. The slumber party all-night triple feature — with free cereal at 4 a.m. — featured Revenge of the Cheerleaders, Pinball Summer, and Joysticks. The first Midnites for Maniacs event at the Castro took place on Jan. 27, 2006; it was a disco roller-skating triple feature: Roller Boogie, Xanadu, and Skatetown, USA. (Johnny Ray Huston)

The funniest line in movie history didn’t pass from the lips of Addison DeWitt in All About Eve (1950), Nora Charles in The Thin Man (1934), or Alvy Singer in Annie Hall (1977). That honor belongs to Taffy Davenport (Mink Stole) of Female Trouble (1974), who responds to the advances of her dentally challenged stepfather thusly: "I wouldn’t suck your lousy dick if I was suffocating and there was oxygen in your balls!" Bartlett’s Familiar Quotations, who will die for your sin of omission?

The savior of midnight movies in San Francisco, Peaches Christ, that’s who. If she can fit it into her busy schedule, of course.

Joshua Grannell, the surprisingly subdued and clean-cut gentleman behind the character of Midnight Mass’s holy hostess, says so during coffee talk about the author of that historical piece of dialogue, John Waters, and the massive undertaking that is the Mass’s special 10th-anniversary season at the Bridge Theatre. Mink Stole and Tura Satana will kick off the summer program on Friday, July 13, with Waters’s equally quotable Desperate Living (1977; "Tell your mother I hate her! Tell your mother I hate you!"), while Waters will introduce Female Trouble the following evening. Cassandra Peterson, a.k.a. Elvira, will be on stage for both nights of Midnight Mass’s closing weekend.

Grannell was particularly keen on landing Waters, the only one of the four cult deities appearing this summer who has never done Midnight Mass before, because the director unknowingly played a role in the genesis of the show.

Back when Grannell and his friend Michael Brenchley were film students at Penn State, they brought Waters to campus to do a monologue performance. "John told us about the Cockettes," Grannell remembers. "He encouraged us to move to San Francisco and told us how much fun Divine and Mink had here."

The pair took his advice, arriving in 1996 in the city, where they would eventually become infamous as Peaches Christ and her silent sidekick, Martiny. One decade later, when Amoeba Records asked Peaches to introduce Waters at a promotional appearance for his CD A Date with John Waters (New Line Records), Grannell seized the opportunity to remind the trash auteur who he had been in college and who he’d become. As for Midnight Mass, the upcoming season includes a screening of Xanadu (1980) that will feature drag queen Roller Derby and a sing-along (as if that wouldn’t happen anyway), a 10th-anniversary presentation of Showgirls (the 1995 movie Peterson admits to loathing and walking out of with friend Ann Magnuson), and Coffy (1973, a soon-to-be personal favorite of anyone who sees it).

The savior of midnight movies in San Francisco, Peaches Christ, that’s who. If she can fit it into her busy schedule, of course.

Joshua Grannell, the surprisingly subdued and clean-cut gentleman behind the character of Midnight Mass’s holy hostess, says so during coffee talk about the author of that historical piece of dialogue, John Waters, and the massive undertaking that is the Mass’s special 10th-anniversary season at the Bridge Theatre. Mink Stole and Tura Satana will kick off the summer program on Friday, July 13, with Waters’s equally quotable Desperate Living (1977; "Tell your mother I hate her! Tell your mother I hate you!"), while Waters will introduce Female Trouble the following evening. Cassandra Peterson, a.k.a. Elvira, will be on stage for both nights of Midnight Mass’s closing weekend.

Grannell was particularly keen on landing Waters, the only one of the four cult deities appearing this summer who has never done Midnight Mass before, because the director unknowingly played a role in the genesis of the show.

CHRISTIAN BRUNO In the mid-’60s the Presidio hosted Underground Cinema 12, a package of late-night movies that might incorporate a little [George] Kuchar, a little Busby Berkeley, and a lot of porn posing as art. It was a traveling package of films that was curated by Mike Getz out of LA, but the Presidio put its own SF (which usually meant gay) stamp on things.

KAREN LARSEN Gosh, I remember going to see the Cockettes at the Palace in North Beach in the ’60s. And I remember going to a theater in Chinatown that was 99 cents and showed midnight movies.

MICHAEL WIESE (from "25 Great Reasons to Stay Up Late," by Jennifer M. Wood in MovieMaker): "[In 1968 Steven Arnold and I] were able to book the Palace Theater. At the premiere [of Arnold and Wiese’s Messages, Messages], 2,000 people showed up for a 20-minute, black-and-white film with no dialogue…. That was the real genesis of midnight movies."

MIDNIGHT MOVIES, by J. Hoberman and Jonathan Rosenbaum (Da Capo): "Despite, or perhaps because of, the film’s antihippie gibes, the city in which [Multiple Maniacs] enjoyed its greatest success was SF. Throughout the first half of 1971, it was the weekend midnight feature at the Palace, a movie house whose main attraction was the stage show performed by the Cockettes…. Divine was invited out for an appearance that April, and [John] Waters conducted a special live show. Introduced as ‘the most beautiful woman in the world,’ Divine sashayed out on the Palace stage in Multiple Maniacs costume, pushing a shopping cart filled with dead mackerels. In between ‘glamour fits,’ she heaved the fish into the audience, strobe-lit by the continual detonation of flash bulbs."

PETER MOORE We [the Roxie Cinema] were approached by Ben Barenholtz with Eraserhead in 1977 and showed it for years. Early in the run we brought David Lynch out, and I remember having lunch in a Tenderloin diner that completely charmed David. We also showed Pink Flamingos, The Honeymoon Killers, and Thundercrack! (of course). And we showed Forbidden Zone, but that was a case of trying too hard for cultness.

ROXIE CINEMA CALENDAR, APRIL 1977 "Midnite Friday: Curt McDowell’s Thundercrack! Midnite Saturday: Divine in Mondo Trasho."

ANITA MONGA Curt McDowell, the talented and charming underground (as we called them in those days) filmmaker, was a student of George Kuchar at the [SF] Art Institute, then his lover and collaborator on many films, including the infamous midnight favorite Thundercrack! Curt’s films were moving, confessional, ribald, and often absurd, with brilliant sound and picture, art direction, and original music on the teeniest of threadbare budgets. He was inventive to the bone.

MIDNIGHT MOVIES "At the Strand in SF — where the performance group Double Feature would mime virtually the entire [Rocky Horror Picture Show] — pickaxes were brandished in the audience when Frank took after Eddie with one."

MARCUS HU I remember going with a bunch of high school classmates to the Strand Theatre in 1979 and seeing The Rocky Horror Picture Show and being completely mesmerized by the religious experience of being in a packed theater that was singing and performing in sync with the silver screen. MARC HUESTIS [Huestis’s Whatever Happened to Susan Jane premiered at midnight on Feb. 13, 1982, at the Castro Theatre to a wild, sold-out house replete with the crème de la crème of San Francisco’s ’80s new wave scene. Mel Novikoff, president of the Surf Theatre chain, gave Huestis a good deal on a fourwall as the fledgling director pushed popcorn at one of his theaters. However, legend says he was heard running out of Susan Jane screaming,] "They’ll go see this garbage, but they won’t come see the Truffaut at the Clay!"

Around the same time the Werepad shared its vast film library with the public weekly — not at midnight, but they were definitely midnight movies.

PEACHES CHRIST The first Midnight Mass, featuring Faster Pussycat! Kill! Kill!, took place on May 30, 1998.

JESSE HAWTHORNE FICKS Midnites for Maniacs began at the Four Star on Aug. 2, 2003. The slumber party all-night triple feature — with free cereal at 4 a.m. — featured Revenge of the Cheerleaders, Pinball Summer, and Joysticks. The first Midnites for Maniacs event at the Castro took place on Jan. 27, 2006; it was a disco roller-skating triple feature: Roller Boogie, Xanadu, and Skatetown, USA.

SINGULAR SIREN Sam Fuller, known for being one of the toughest mugs in Hollywood, wrote of casting Barbara Stanwyck as the matriarchal sexpot in his whacked-out 1957 western Forty Guns, "She was ready to do whatever you needed, even if it meant falling off her horse and being dragged along the ground." That Stanwyck was already 50 when she commanded this attention gives a sense of her fearsome robustness, something that held movie audiences in thrall for the better part of three decades.

A question inevitably surfaces in watching the greatest hits that dot the centennial celebration running through July at the Castro Theatre and the Pacific Film Archive: was there ever another American film actress who projected such a fully formed and coherent persona? In lesser films and masterpieces alike, Stanwyck is some kind of singularity: plot, direction, and supporting players all bend to her arching eyebrows. Her tragic Brooklyn childhood — mother dead in a freak accident when Stanwyck was four, father gone soon thereafter — may account for some of the intuition she brought to her roles, but in the end there’s no simple accounting for the bewitching blend of worldliness and sincerity that can only be called Stanwyckian.

She didn’t have the polished beauty of many of her peers, though I’ve always thought Stanwyck’s face anticipated Hollywood’s move from soft-focus cinematography (the dream visions of Greta Garbo and Marlene Dietrich) to the angular crispness of the noir image (Stanwyck’s lead in 1944’s Double Indemnity being one of the defining femmes fatales, and terribly fun at that). More important, Stanwyck is the actress who best embodies the gift of talking pictures. The earliest film in the series, 1931’s Night Nurse, was made only four years after the first "talkie," The Jazz Singer, brought sound to screen, and already the Stanwyck heroine is cracking wise. Joan Crawford and Bette Davis essentially played as the silent stars had (with their faces, in close-up), but trying to imagine a Stanwyck performance without the sound — the hurried talk, sharp laugh, and many sighs indicating some combination of amusement, sorrow, and yearning — is a fool’s errand.

Stanwyck used the increased range offered by this new technology to decode her complicated women. The exemplar here is The Lady Eve, the 1941 Preston Sturges screwball comedy that features Stanwyck’s most virtuosic performance. It won’t come as any surprise that her character, Jean Harrington, is a whip-smart dame, but the way she balances the put-on with pathos is astonishing. Stanwyck’s trick was in playing the part — of the comedian, femme fatale, melodrama mother — with infectious relish while letting the audience in on the act and revealing its vulnerabilities. Despite the role’s many faces, we never lose sight of the center: a woman who knows the rules of the game all too well. As for women, Stanwyck’s character here reflects, "the best ones aren’t as good as you probably think they are, and the bad ones aren’t as bad. Not nearly as bad." There’s a lifetime of regret and resolve in that pause. It’s nothing that academic theories of subjectivity or identification can touch — we simply want to be with her as much as we can. THESPIAN EXTRAORDINARE In A Superficial Estimation (Hanuman), a small book that’s also one of the greatest ever on the subject of film, the poet John Wieners writes about his godmother, Barbara Stanwyck. Other chapters detail Wieners’s bond with his sister, Elizabeth Taylor, and with friends and relatives such as Dorothy Lamour and Lana Turner; as part of such an awesome imagined family tree, Stanwyck’s godmother role is apt. It’s hard to think of another actress both independent (remote from repressive traditional maternal bonds) and strong enough to oversee one and all.

Within the more traditional realms of canonical film criticism, Stanwyck has inspired a broad range of responses. When reviewing Silkwood for the New Yorker in 1984, Pauline Kael wrote that if Stanwyck stole and ate a sandwich, "we’d register that her appetite made her break the rules," whereas with Meryl Streep, "we just observe how accomplished she is." Kael’s zeal for Stanwyck’s vigor extended to vehicles ranging from 1935’s Annie Oakley to 1937’s Stella Dallas, a rare instance in which she endorsed melodrama, a genre she loathed. "Remarkable modernism," "miraculously natural," and "hard realism" were three of the patented double-descriptive terms the slang-loving Kael applied to an "amazing vernacular actress" whose "unsentimental strength," in her eyes, found a match in director William Wellman and worked to effectively counter Frank Capra’s cornier tendencies.

Interestingly, the feisty Kael’s male predecessors and peers weren’t always so enamored of the powerful Stanwyck. In a review of 1941’s Meet John Doe, the critic Otis Ferguson asserted that "Barbara Stanwyck has always needed managing," an observation that has more than a tinge of prefeminist chauvinism to it, even if he’s suggesting that he’d like her more if she turned her performances down a notch. The great James Agee was warmer in his appreciation of Stanwyck’s talent, though he once wrote a dual review of two 1944 films that weirdly favored the supposed "Vassar girl on a picket line" charms of flinty Joan Fontaine in some trifle called Frenchman’s Creek to Stanwyck’s Phyllis Dietrichson in Double Indemnity. Time has proved that it’s Stanwyck’s performance, not Fontaine’s, that causes a "freezing rage of excitations."

However great, Stanwyck’s wigged, campy, anklet-baring performance in that film isn’t far from — just a bit better-honed than — the type of work Joan Bennett did with Fritz Lang (nor is it as wildly inventive as what Gloria Grahame came up with when paired with Lang or Nicholas Ray). But Stanwyck was much more than a femme fatale; she was a no-nonsense personality — except when nonsense was fun, of course. She was peerlessly versatile. Not only did she repeatedly work with auteurs as widely varied as Capra, Night Nurse‘s Wellman, Double Indemnity’s Wilder, and melodrama master Douglas Sirk, she frequently put her imprint on their style. Her movies with Sirk are a great example of this — no moping Jane Wyman or narcissistic Turner, Stanwyck brings across the full force of the title of 1953’s All I Desire, even if it’s one of the director’s second-tier, black-and-white efforts.

In that movie and even more in 1952’s underrated and ahead-of-its-time Clash by Night, an adultery tale in which Stanwyck and the equally superb Robert Ryan strain against the shackles of ’50s conservatism, in the process revealing some emotional spaces rarely seen at the time, Stanwyck proves that she doesn’t need an auteur, or an auteur in peak form, to make a movie great (and I mean "make a movie great," not "make a great movie"). I don’t know if any actress has made my heart hurt the way Stanwyck does in Stella Dallas when she overhears an unflattering conversation on a train (that same vehicle where, in 1933’s Baby Face, she dealt with a different type of indignity on the way to climbing skyscrapers). We remember Stella Dallas’s monstrous polka-dot attire and Phyllis Dietrichson’s anklet, but many of Stanwyck’s transitional pictures are rewarding rather than campy. It makes the worst kind of sense that the Academy Awards were shamefully slow in recognizing Stanwyck’s talent. When it came to legends like her and Alfred Hitchcock, it could be counted on to be blind until almost the very end. (Johnny Ray Huston)

William Hooker is feeling good right about now. The voice of the 61-year-old composer, drummer, and seasoned kingpin of the free-jazz world doesn’t betray an inkling of wear and tear. His utterance is eloquent in delivery and animated in expression and possesses a rather youthful quality coated in optimism. During a phone call from his Hell’s Kitchen apartment, Hooker lightheartedly raps about his enduring tenacity in hammering out art as an artistic director, musician, and poet and touches on life in New York City: his love for the theaters in his neighborhood, his hand in codeveloping the nonprofit Rhythm in the Kitchen Festival, and even the friend who gave him a rare copy of a silent film by Oscar Micheaux. As Hooker stresses frequently during the conversation, "It’s a good thing."

But the one thing that surfaced often throughout our discussion was the New Yorker’s impending trek to the Bay Area for a one-off performance. Hooker reveals that he hopes his visit to San Francisco will grow into an opportunity to return and build on this experience with more West Coast shows the next time around.

"This is going to be the start of the first time I perform annually in the Bay. Basically I’m trying to see what’s on the horizon right now because I don’t know what’s happening in the Bay, to tell you the truth," he says with a laugh. "I don’t think there is any difference in the quality of musicianship, but I do think there is a difference in the attitude of musicianship. Here it’s a little bit edgier. It could be because of the way Manhattan is, but I’m looking forward to having that free feeling for a change and just letting this opportunity grow."

Skimming through Hooker’s bulky résumé, one finds that the musician’s lifelong pursuits have been about nothing less than self-growth. Born and raised in New Britain, Conn., Hooker got off to an early start as a drummer for the Flames, a rock ‘n’ roll group that backed up singers and bands such as Dionne Warwick, Freddie Cannon, and the Isley Brothers. At college he studied 20th-century composers and independently researched the Blue Note Records catalog while performing in ensembles that played straight-ahead jazz, or "tunes," as Hooker referred to the music. He says his late-’60s move to the Bay Area was what really shaped his musical perceptions, a discovery that allowed him to hone his skills as a free-jazz musician.

"California opened me up to a different kind of approach to life," Hooker says. "Out of that came a desire to want to extend forms more. There was a lot more exploring of different cultures and playing with different sorts of people. You know, using a lot of drummers instead of me just being the one."

After relocating to the East Coast, Hooker finally established his home base in NYC in the mid-’70s, when he was involved in the loft scene with cats such as David S. Ware, Cecil McBee, David Murray, and Billy "Bang" Walker. He continued to perform in a number of jazz ensembles throughout the ’80s before mingling with lower-Manhattan noise rockers like Thurston Moore, Lee Ranaldo, Christian Marclay, and Elliot Sharp during the ’90s.

"The combination of jazz with noise … I must say, the time was culturally right for me and many of the free-jazz and rock people to come together," Hooker says. "I think that time has passed. There’s another thing going on now. And for people that like to go back to it, I like to remind myself that that happened already. Artistically I’m not in that place anymore."

Hooker may have moved on from the free-rock aesthetic, but his limits have been boundless for some time now, especially when it comes to experimentation. Playing in support of his new album, Dharma (KMBjazz), a duet recording with reedist Sabir Mateen, and his forthcoming Season’s Fire (Important), a trio full-length rounded out by Bill Horist and Eyvind Kang, Hooker acknowledges that he’s just trying to connect with listeners who are on "a certain level as far as free jazz goes." He believes he’s found two of those people in reed player Oluyemi Thomas and bassist Damon Smith, who are in his Bliss Trio.

"I’m looking forward to what’s going to happen when we play at the Hemlock, because both of these musicians are very good," Hooker says. "There’s no doubt about that."*

Toolin’ around the Bay

Nothing’s ever straightforward for Bay Area hip-hop. After the hyphy-fueled buzz of the past three years, the road to major-label glory remains beset by difficulties. The unexpected delay of Mistah FAB’s Atlantic project, the loss of the Federation’s lead single for their Warner/Reprise album due to sample-clearance issues, the lack of a firm date for Clyde Carson’s Capitol disc — all have fostered a certain amount of frustration as the Bay waits for a new artist to shine on the national level alongside Too $hort and E-40.

While Bay Area acts try to jump into the majors, however, a major-label act has suddenly jumped into the Bay, as crunk pioneer Pastor Troy has released his new album, Tool Muziq, through local powerhouse SMC Recordings. Departing from Universal after three albums followed by a flurry of underground releases over the past two years, the Atlanta resident has chosen the independent route despite the interest of imprints like Interscope and Cash Money in his continued viability as a hitmaker.

"It’s a fool," Troy says by phone. "I like to say what I want to say without worrying if it’s going to be cut off by the bosses. On an independent label, you’re really at your own discretion."

Well, almost. While SMC allows Troy the creative freedom he lacked on his heavily A&R–<\d>ed Universal full-lengths, the rapper narrowly averted a showdown with several retail chains that threatened not to carry the album under its original title, Saddam Hussein.

"I came up with the name because I felt like I’m comin’ back into the game," Troy explains. "I keep that military edge to my music. And Saddam, everything he was going through, as much controversy as his name was sparking at the time — I was, like, ‘I’m gonna call my album Saddam Hussein!’ He’d just been executed and everything."

I confess I’ve always been a fan of rappers using the names of dictators notable for their defiance of the United States. In gangsta rap, names like Noreaga and our own J-Stalin are a positive advance in political consciousness compared to the glorification of Italian American mobsters. While Troy insists the title wasn’t politically motivated, the threat of retail censorship raises First Amendment issues not unlike those faced by Paris when he was forced to conceal the provocative cover of Sonic Jihad (2003) — portraying a jet on a collision course with the White House — under a plain black sleeve.

"It’s no big deal," Troy says. "We just switched the title before we ran into a brick wall." Despite the brouhaha, however, "Saddam," produced by Young Jeezy hitmaker Shawty Redd, remains the lead single. "Who am I?" Troy screams over the intro. "I’m the motherfuckin’ president! And I … will live!" The recentness of Saddam’s execution, combined with the Pastor’s army-of-one style of crunk, lends an undeniable potency to this invocation. Yet it’s also hilarious — Saddam as Skeletor — and essentially devoid of political content: like many raps, "Saddam" is primarily about its rapper, though it’s amusing to imagine Saddam shouting, "I don’t want your bitch, nigga!" as Troy does here. But instead of a rock opera devoted to the late Sunni strongman, Tool Muziq is an extraordinarily well-rounded hip-hop album, and Troy’s ability to flow over a wide variety of tracks — from the gangsta R&B of "Wanting You" to the conscious-thug, letter-from-jail-themed "Hey Mama" — demonstrates a technical virtuosity well beyond that of your average crunk MC.

"Everybody knows crunk is my specialty," Troy says. "But you just can’t crunk ’em to death. You got to give them good listening. I had a 50-year-old woman tell me she’s waiting on the album to drop. Goodness gracious! I gotta cater to a lot of people."

The addition of Pastor Troy to SMC’s roster is an unexpected but welcome event for Bay Area hip-hop, insofar as he lends a national profile to the local label’s increasing reputation. Evolving out of RT Entertainment, which helped Moedoe move 36,000 units of Keak Da Sneak’s Copium (2003), and then Sumday Entertainment, responsible for Messy Marv’s 28,000-selling Disobayish (2004), SMC concentrates on Bay Area acts, even as it looks strategically to other regions. In 2005 the label dropped its first official releases, Block Movement, by B-Legit, and Speaking Tongues, a solo album by Bizzy Bone of Los Angeles’ Bone Thugs-n-Harmony, which sold 40,000 copies. SMC’s connection to Troy goes back to last year, when it served as third-party distributor for his 40,000-seller Stay Tru (845 Ent.). The rapper was so pleased with the label’s performance, he decided to cut to the chase for Tool Muziq.

"We’re going to keep having a relationship together," Troy confirms, as he and SMC are working out the details for a new release by Troy’s group D.S.G.B. "They needed a guy like Pastor Troy to shake it up for real."

And while Troy has no intention of leaving the Dirty South, his new connection to the Bay offers the tantalizing prospect of further collaboration between the regions’ related genres.

"Hyphy and crunk — it’s the same kind of music to me," Troy says. "I’m sure SMC will have me get down with Messy Marv. I want to go out there and go dumb!"

City College’s funny money

EDITORIAL There’s an excuse for every dollar of bond money that the San Francisco Community College District board has misspent in the past 10 years: The cost of construction materials has gone up (thanks to Hurricane Katrina and the rapid industrialization of China). State grants weren’t what the administration expected. One staffer did a bad job with price estimating. The list goes on and on.

But in the end, the truth remains: City College officials have lied to the voters. They’ve taken $130 million in bond money that was supposed to go to one set of projects and moved it to other projects. And they’ve gone $225 million over budget on three bond acts — so they’re preparing to come back to the voters for a fourth infusion of cash.

And all of this has happened without the performance audit that state law requires for community college bonds.

As G.W. Schulz reports on page 15, City College administrators say they never intended to shift the bond money around like tokens in a three-card monte game. It’s just that some projects weren’t ready and some needed more money and some changed in priority — and of course, according to the district’s lawyers, it was all perfectly legal. Maybe so — but it’s awfully fishy and even at best is a serious violation of public trust.

When the voters approve a bond act to pay for, say, a new performing arts center at City College, there’s an implicit assumption that the taxpayer money they agree to spend will actually be used for what they were told. That may not always be exactly possible; once a big institution starts on a half-billion-dollar spending program, a few things won’t turn out the way they were supposed to. That’s why the law allows a little wiggle room. But in the end, overall, most of the money ought to go for what the voters were promised.

And in ballot arguments and presentations to the community over the years, the City College administration and the board have offered a very explicit set of proposals. We’ve seen all those presentations; never once has Chancellor Philip Day or one of the board members told us that the voters would be writing in effect a blank check — that the specific projects listed on the bond act might or might not be completed, or that the money might be shifted somewhere else at the whim of the board at some later date.

That, sadly, is exactly what’s happened — on a massive scale. More than 25 percent of the bond money has been "reallocated" — earmarked for one project, then spent on another. The most obvious and most controversial has been the gym (which City College likes to call a "wellness center"). As we first reported Sept. 22, 2004 (see "Field of Schemes"), the trustees shifted $53 million that we’d been promised would be spent on an arts center and other projects to the gym, which includes a pool so expensive to operate that it’s going to be leased out in the afternoons to a private school across the street.

The wellness center may be a perfectly worthy project (the pool nonsense aside), but it’s not what the voters were told they were approving. And it’s hardly the only example. In one case, Schulz reports, the City College staff clearly knew before election day that the information in the ballot handbook was inaccurate and the money would be spent in different ways than what the voters were promised.

State law requires that public agencies conduct performance audits of these large bond projects — but that’s never been done at City College. Only now, with the District Attorney’s Office crawling all over campus and criminal charges possible, has the board finally approved an audit.

Meanwhile, the college board still hasn’t adopted the San Francisco Sunshine Ordinance — which isn’t surprising, since all of this has the feel of a series of backroom deals. Even some trustees, like Milton Marks III, who don’t outright oppose the reallocations say the money was moved without the board getting proper information from the administration.

City College is too important an institution to have its future (and the needs of the students and faculty) jeopardized by these kinds of political games. The board’s performance audit needs to move forward apace — and the trustees ought to hire someone like Harvey Rose to do a full financial audit of where the money’s gone, why the budget is so badly busted, and what can be done to clean it up.

If the district attorney is investigating possible wrongdoing in some of the campaigns, she might have her staff look into the bond reallocations too. And if indeed this is all legal, then the state Legislature needs to change the law and require that institutions using bond money pay at least a modicum of attention to what the voters were promised when it comes time to start writing checks. *

The motto of San Francisco’s community college is "The truth will set you free."

For taxpayers, that’s a painful irony. Since 1997, the district has moved around $130 million in bond money in a fiscal shell game, taking funds that the voters were told would go to one set of projects and spending the money on others.

The half-billion-dollar bond program is now at least $225 million over budget, in part because of what the school admits was shoddy planning, and City College is considering asking voters to approve yet another set of bonds to catch up.

And all of this happened without a detailed performance audit.

Among the transfers and overruns we’ve discovered in a review of the bond program:

<\!s>City College made up for a planned gym’s mammoth budget shortfalls by transferring more than $53 million from other projects, like the new Performing Arts Center, improvements to the Balboa Reservoir (that massive, sunken eyesore of a parking lot west of the Ocean Avenue Campus), and an academic partnership with San Francisco State University.

<\!s>Construction on the Performing Arts Center was supposed to begin in 2004, but it’s gone nowhere. According to the school’s most recent estimates, the center now will cost $125.8 million, an increase of 152 percent from the original $50 million.

<\!s>Two new campuses planned for the Mission and Chinatown neighborhoods are now running a combined $78 million over budget. School administrators this May requested an additional $6 million to complete the Mission campus. Plans for the Chinatown facilities were originally unveiled in 1997 to voters, who were later told construction would begin in 2006. Today the designs are mired in a political battle with neighborhood residents, and City College hasn’t broken ground on the project.

In at least one case, the school has acknowledged that a $1.3 million reallocation took place without prior authorization from its independently elected overseers, the Board of Trustees. Administrators later asked the board to consent to the transfer retroactively.

"We’re always asked to take this money and move it from here to here," complained trustee Milton Marks III, one of the few consistent critics on the board who in the past voted against such reallocations. "It may be justified…. But when I ask if there are programmatic changes, nobody can answer me."

The school calls the transfers "reallocations," and as of May the administration and the board had agreed to shift the bond money five times.

In one case, administrators asked for $70 million in transfers mere weeks after the 2005 election in which voters authorized the school to sell $246.3 million in bonds.

That January 2006 reallocation strongly suggests the office of Chancellor Phil Day knew the school wouldn’t be able to complete the projects described to voters but never corrected the ballot handbook or told the media and the public the truth.

Day agreed to a Guardian interview, then canceled it, citing a schedule conflict. But in board meetings he and his staff have insisted that the transfers were perfectly legal.

The school’s lawyers say reallocations are acceptable under Proposition 39, a state ballot measure passed by voters in 2000 that lowered the threshold in California for passing school and community college bonds.

Other districts have also relied on reallocations as the cost of construction materials has increased globally in recent years due to Hurricane Katrina and the ongoing expansion of China’s economy.

But the San Francisco school has argued the logical extreme — that it can transform voter-approved projects in virtually any way it deems necessary.

"What obligation do we have in our reallocation considerations about making sure that those things get delivered — all of those projects we listed in both [the 2001 and 2005] bond measures?" former trustee Johnnie Carter asked during a meeting Jan. 12, 2006.

"You have no obligation to complete any of those projects," Mona Patel, a bond advisor for the school, responded. "You can complete one of those projects. You can complete all of those projects or anything in between…. It’s solely within the board’s discretion."

Despite that explanation, City College’s woefully short budget projections mean the school might have to return to voters a fourth time to secure funding for two projects already promised the last time City College went to the ballot, in November 2005.

One of those planned facilities was supposed to house a stem-cell-technology training program lauded by Mayor Gavin Newsom in 2005 as a way to help locals compete for jobs in the Bay Area’s growing biotech and life-sciences research industries. The school stripped $25 million authorized by voters from that project and directed it mostly to two other projects running a combined $105 million over budget.

Marks and new board member John Rizzo have urged an expansive performance audit of the bond money, which they say is required under Prop. 39 but had never been completed.

Rizzo and Marks both told us that if unforeseen construction costs, a low number of project bidders, and the lethargy of state regulators are all problems contributing to unpredicted costs, school administrators need to come up with a plan to fix the situation. But the performance audit proposed by Rizzo and Marks would first identify which problems are most severe. Not having it, Rizzo said, "is like flying blindly. We’re just writing checks."

Peter Goldstein, vice chancellor for finance and administration, insisted to us that state law, as interpreted by the school, doesn’t require the type of audit called for by Rizzo and Marks. It simply requires that the school prove it isn’t spending money on projects not presented first to voters. He added that the reallocations weren’t simple but said he couldn’t answer from memory specific questions about the 2005 bond election, including why the school chose to pursue tens of millions of dollars in reallocations so soon afterward, in January 2006.

"They’ve been very difficult decisions for both the administration and the board," Goldstein said. "[This has] not been some kind of snap judgment. We’ve really had to search and try to make sure there wasn’t some way to contain costs otherwise."

The trustees often seem just as confused as the voters may be about the cost overruns. The trail is laid out in thousands of pages of bond proposals and ever-changing explanatory documents, all complete with glossy schematics and computer-generated students looking gleeful as they head off to class at one or another of the new facilities.

The section of City College’s Web site dedicated to its bond projects is difficult to follow. A brief summary of the projects appears in voter guides, but the full bond proposals are filed with the San Francisco Department of Elections, and you’d have to go there to copy or read the tomes, which contain a lot of qualifying paragraphs that look like this one, which refers to an academic building planned in conjunction with San Francisco State University:

"The college will aggressively pursue state and federal funding to support the ‘joint-use’ concept with San Francisco State University. If funds are not forthcoming, the ‘local’ funds will be utilized to support the construction of the new Child Care Center and the new Student Health Service Center."

Such fine-print disclaimers enabled Chancellor Day and Vice Chancellor Goldstein to later depict multimillion-dollar transfers away from academic construction as entirely legal, even though the Child Care Center and health clinic never appeared as official stand-alone projects in bond proposals presented to voters.

Between 2001 and 2005 the school asked for a total of $40 million to construct in tandem with SFSU the joint-use facility, which was slated to include new classrooms and laboratories where students could work toward bachelor’s degrees in education, health care, and child development. The project is now $26 million over budget and remains in the design phase. Since 2003 about $20 million that voters were told was going to the project has been reallocated to other projects facing increased costs.

A facilities manager at San Jose–Evergreen Community College District, Robert Dias, was incredulous when we presented our findings to him. He said he’d heard of cost overruns statewide but "not to this extent."

"We have experienced rising costs, but we planned for it," Dias said. "Construction costs were going through the roof, but we did creative things to manage it."

On the other hand, Fred Harris, vice chancellor of the California Community College System, based in Sacramento, said the figures didn’t necessarily surprise him and that the state as a result has adjusted its guidelines for what individual school districts can claim as costs.*

"I used to joke sometimes that I’m Judee’s last boyfriend," concedes Patrick Roques, producer of Dreams Come True, Water’s two-disc 2005 compendium of Judee Sill’s unreleased 1974 third album and demos. "I don’t mean to sound egotistic or anything, but I loved this woman like I’d love a girlfriend or wife."

Sill has that effect on listeners. Over the past few years, the onetime hooker, junkie, armed robber, bisexual reform-school girl, and all-around archetypal bad apple has realized the revelation visited on her while incarcerated in the Sybil Brand women’s prison: her music has been etched into the consciousnesses of passionate followers around the world who know her as a singer-songwriter of uncommon musical and metaphysical power. Even 27 years after her death from a cocaine overdose, it seems like Sill still hasn’t quite passed. Water has done its part to keep her musical reveries alive with the landmark Dreams Come True, mixed by Jim O’Rourke and including Roques’s obsessively researched, invaluable 68-page booklet and a 12-minute QuickTime movie of rare performance footage; reissues of her two Asylum studio albums, Judee Sill (1971) and Heart Food (1973); and the newly released Live in London: The BBC Recordings 1972–1973, an impeccably recorded document of Sill performing solo on acoustic guitar and piano, chatting with the audience and an interviewer, and in the process revealing snatches of a nervy yet nervous urban cowgirl in her blue-collar SoCal drawl.

For too long, before her rediscovery in recent years by a generation falling back in love with the folk songs of their parents’ youth, Sill was simply the lost girl from an age of singer-songwriters, a victim of her lack of stateside commercial success — though she’s been covered by artists ranging from the Turtles to the Hollies, Warren Zevon to Bonnie "Prince" Billy — and her will to transcend the bounds of the earth and everyday troubles, growing up in her father’s rough Oakland bar and later sexually abused by her stepfather. Clues to map out her art — or potential escape routes, which included a brief stay in Mill Valley’s Strawberry Canyon — were found in the sacred texts and music of Rosicrucianism and other forms of Christian mysticism, her studies of Pythagoras’s music of the spheres and occult modes like numerology, or simply the moment’s drug of choice, whether it be a daily tab of acid or the $150-a-day heroin habit that led her into prostitution and eventually check forgery.

Her decision in prison to devote her creative efforts to songwriting led her to truly reach for the sublime, in the form of songs that still touch listeners’ cores. Always-immaculate intonation, a deft sense of harmony, and elegantly composed songs informed by AM radio, folk, R&B, blues, gospel, and classical music were framed by Sill’s own arrangements, leading competition like Joni Mitchell to stop by and check out the Heart Food sessions. "I defy anyone who’s a high school dropout ex-junkie reform-school person to do that," Roques declares. "This woman was brilliant and plugged in — she had the energy, and it flowed through her." If you want to know and love Sill, she is, remarkably, still available — her spirit can be found all over her music.

So why didn’t Sill become a household name like Asylum labelmate Jackson Browne? "Judee didn’t get along with [Asylum head] David Geffen, and David Geffen isn’t someone you give shit to," Roques says. After recording two moderately successful LPs, "she was in debt to him, and Jackson Browne came along, and he was just easier to deal with, I think, from a corporate perspective. Browne hung out in the close inner circle and had hits. She didn’t hang out with the Asylum record crowd too much. She hung out a little with Linda Ronstadt and the Eagles, and she had a lot of strange friends that she had had for a long time in LA."

One of Sill’s exes and old pals, musician Tommy Peltier witnessed the disconnect between the worlds Sill ran in and remembers accompanying her to a Warner Bros. Christmas party right after her debut came out. "We went in my beat-up old car to the Beverly Hills Hotel, and that was first time I saw her cringe," recalls Peltier, who first met Sill onstage at a 1968 jam session ("It was love at first song"). "Here she was the new starlet — there were all these Rollses and limos, and then this clunker drives up, and the new starlet comes out! That was the only time I saw her really uncomfortable, but she just went in there and took over the room."

But as difficult or out of her element as Sill could be, she was within her rights to complain about her handling when she went from opening for kindred souls like Crosby, Stills, and Nash to fronting rock bands. "If you listen to the BBC sessions, she talks about lower chakras and people who just want to boogie, and it’s true," Roques explains. "The rock crowd just wanted to drink wine and take mescaline and get fucked up and party, and there’s Judee singing ‘Jesus Was a Cross Maker’ and making references to esoteric literature. People who went out for a Friday night didn’t want to hear that, just like they didn’t want to hear Charles Mingus. Americans just want to partay — that’s cool — but that’s why she did better in England."

It’s no surprise, then, that Sill obsessives like O’Rourke and Roques still feel protective of her, careful about sharing their love for the dark lady of a sunlit Topanga Canyon whose revelations were forged on the grittily glamorous, sadly battered streets of Los Angeles and who, ironically, seems a perfect fit for yet another turn through Hollywood. "She was out there on the edge," Roques says, "and though I don’t think she ever talked about women’s lib, she was a very ballsy chick and knew what the fuck she wanted and just went and did it. And she evolved into a fantastic person — there’s no one like her" — although, apparently, listeners keep looking. "I search for tapes and talk to musicians endlessly," he continues. "And if you go on these sites, you’ll see everyone wants to find the next Judee Sill — and none of them can even touch Judee Sill." *

A lot of my friends and acquaintances have made it their life’s work to fight the good fight in the non-profit field, or to explore the nuance and complexity of such studies as sexuality. The beauty part about living in San Francisco, and about my friends here, is that if I’m curious enough to learn something new, there’s usually someone there willing to school me.logo.jpg

I recently saw the one night only performance of Noise: a (Micro)Biopolitics of Masculinity at Counter Pulse. The title alone made my head hurt. Jesse Hewit, who was putting up the piece as his master’s thesis, took some time to give some explanation in the program, but it was the performance that he and his cast gave that provided the most illumination.

Be warned: the following is in no way a professional, measured critique of the career and oeuvre of one Jim Henson, master puppeteer, kiddie empire creator, and upcoming Yerba Buena Center for the Arts retrospective honoree. Oh, no. Below are the semicoherent ravings of a Muppet-philiac Henson fangirl. One whose first experience of the legitimate thea-tah was not The Pirates of Penzance but "Pigs in Space." One whose initial exposure to the ways of l’amour involved a pig and a frog getting it on after extensive rounds of bike riding and loaded sexual repartee. One who breaks into Muppet palsy — spastic flailings of staccato, head-wagging ecstasy — whenever she hears The Muppet Show siren song of "It’s time to play the music / It’s time to light the lights." One who, in her aggressively weird late teens, sported a sassy shag haircut dyed a deep shade of Grover blue because, perhaps, she secretly wished she were a Muppet.

And who could blame me, uh, her? After all, Muppets can do anything, and they usually have a good time doing it. These anarchic, orgiastic amalgams of felt, foam, and fun fur are investigative reporters, musicians, demolition experts, hack comics, boomerang-fish throwers, mad scientists, misunderstood performance artists, masters of the ancient art of ka-rah-tay, and so much more. Above all, they are vaudevillians with the incessant desire to entertain — just like their ingenious creator. Part Walt Disney (minus the Nazi sympathizing), part Groucho Marx — and looking like the cloned offspring of Lyle Lovett and Jesus Christ — the late Henson was nevertheless about as unassuming as they come. He is universally remembered as the nicest guy you’ve ever met (or, in my case, wish you had). But while his Muppets may have gained superstardom on Sesame Street, it may surprise some to know that cooperation didn’t always "make it happen" in Henson’s working relationships.

"We were very competitive with each other," director and longtime Henson collaborator Frank Oz (the voice of the inimitable Miss Piggy) admitted when I used a recent promotional tour for an Oz project as a chance to quiz him, quickly, about his Muppet past. "We put each other in lousy situations and tried to screw each other over." Of course, that’s not to say Henson was the Eve Harrington (as in All About Eve) of the puppet world. He valued collaboration with his fellow artists above all else; competition was a creative catalyst. "He appreciated everybody else’s work too," Oz, who calls Henson a "genius," clarifies. "There was a camaraderie, a great affection amongst all of us."

Henson’s creative fervor and Puritan work ethic helped make the Muppets a success, but so did his business acumen, something he leavened with that patented nice-guy attitude. "He really wanted everyone to be happy in a business deal," says Muppet performer (the Great Gonzo) and Marin resident Dave Goelz, who worked with Henson from the early ’70s until Henson’s sudden death from pneumonia in 1990. "The reason Jim was such a good businessman was very simple: people loved to work with him." Goelz, who will make appearances at the YBCA on June 21 and 22 to introduce "Muppets 101," fondly remembers the sense of community Henson fostered, having never experienced the tug-of-war that characterized Henson’s relationship with Oz.

The YBCA retrospective is thrillingly comprehensive, although it could be more cohesive. The three Muppet features being screened comprise what I like to call "the real original trilogy": 1979’s The Muppet Movie, 1981’s The Great Muppet Caper (viva Charles Grodin!), and 1984’s The Muppets Take Manhattan. Also included are assorted Muppet marginalia (Mike Douglas appearances, the infamous "Sex and Violence" Muppet Show pilot, some fantastic behind-the-scenes footage), forays into less kid-friendly puppetry (a betighted David Bowie in the Terry Jones–penned Labyrinth, the gloriously strange Dark Crystal), early commercial and experimental work, and later TV work like Fraggle Rock, the corny yet inspired (the Muppet modus operandi) ’30s gangster-movie send-up Dog City, and episodes of the gothic fairy-tale theater The Storyteller.

The Muppets aren’t lowering the stage curtain anytime soon. In addition to a planned Dark Crystal sequel, a Fraggle Rock movie is in the works. Disney bought the rights to the Muppets in 2004 (something, believe it or not, Henson was trying to make happen shortly before his death, recognizing that the juggernaut could give his franchise the protection it deserves). And the Jim Henson Co. continues to produce work in part inspired by Henson, like the film adaptation of Neil Gaiman’s MirrorMask. Still, no one has the gall to suggest it’s like it used to be. "Sammy Davis Jr. died on the same day," Oz notes. "There’s no other Sammy Davis Jr., and there’s no other Jim Henson."

Why exactly have the Muppets managed to endure? The answer, according to Goelz, is simple. "They are us," he says. "They describe a world that’s filled with conflict, but nonetheless they’re motivated by charity. It all came out of Jim’s philosophy. He believed that people are basically good, and he operated that way."

So it turns out I am a Muppet after all. The really good news, it seems, is that we all are. Corny? Maybe. But also pretty damn inspired.*

Flipping for Pride

It isn’t easy being a male cheerleader. Never mind that any cheerleading above the junior high school level requires not only coordination, commitment, skill, and athleticism but also just plain balls. Cheerleading carries a stigma of being fluffy, froofy, and effeminate: if sports were food, many people would consider cheerleading cotton candy. And that’s just for women. God forbid you should have a Y chromosome and think it might be fun to do back tucks, throw people into the air, or dance in sync with 20 other people. If you’re a spirit-squad hetero, you probably spend all your time proving it. And if you’re gay? Better bone up on those self-defense classes — and then get ready for your career as a wisecracking, flamboyant sitcom roommate.

That is, unless you’re a member of CHEER SF, the world’s first and longest-running LGBT-identified cheerleading squad. Yes, you’ve seen them at practically every major queer-oriented event, but what do you really know about them? Though the all-volunteer squad is officially coed, its makeup of more than 30 members now tends to be 75 percent male, and most of them are gay — CHEER SF started in 1980, in fact, as an all-gay male squad of five members. Even more important, they’re serious cheerleaders, performing gravity-defying stunts, remarkably syncopated dance moves, awe-inspiring gymnastics, and all. Volunteers are asked to make a one-year commitment, show up for three-hour rehearsals every Tuesday, and promise to perform 10 times a year (with another 20 events optional). Not to mention the financial investment: polyester performance uniforms, plus T-shirts, shorts, and shoes, which can add up to $400 before cheer camp and travel costs.

No, this is no swishy, ironic version of Will Ferrell’s famous SNL skits. This is the kind of squad that, if you saw them compete on CNN, would make you go, "Holy crap, they’re amazing."

I BELIEVE I CAN FLY


Look closely and you’ll see something else that sets CHEER SF apart, aside from its dude-to-dudette ratio: inclusiveness of ethnicities, sizes, ages, and gender identifications. And if you have any familiarity with cheerleading, you’d notice something else unusual: men in the air.

In traditional cheerleading, men and women have traditional roles. Men are bases and tumblers, valued for strength and stability. Women are fliers and dancers, valued for lightness and cuteness in a short skirt. Not so with CHEER SF, which has been sending men into the air for 20 years. The result is not only revolutionary — something that, like sideways haircuts and oversize sunglasses, the mainstream has finally picked up on way after the gay community discovered it — but also spectacular.

"Guys that fly, they’re awesome," said main choreographer and creative director Morgan Craig, a former dancer and gymnast who joined the squad after he was handed a flyer in the Castro 16 years ago. "Right now, one of our male fliers does a double full basket."

I’m not touching that comment with a 10-inch pole.

Of course, not all guys can, or want to, fly. That’s why women were invited to join the squad eight years ago: there just weren’t enough small men who wanted to be thrown into the air to execute collegiate-level stunts. Now, with a coed squad, CHEER SF gets the best of both worlds: female fliers with their natural lightness, as well as male fliers, who tend to be stronger and also carry their weight in different places — making for different and often more daring stunts.

WE’RE HERE, WE CHEER


So who are these people? Former cheerleaders, dancers, and athletes. Those with experience and those with the desire to get some. People who make cheer their life, like Craig, who coaches high school and all-star teams, teaches tumbling for cheerleaders, and mixes cheer music (!) for a living. And people who hold down noncheer day jobs, like 49-year-old Steve Burke, who works as a vocational rehabilitation counselor.

"My life is doing good things and getting paid for it and doing good things and not getting paid for it," he said.

Oh yeah. Did I mention one tiny detail? CHEER SF saves lives. Its mission is to raise money to help those with HIV, AIDS, cancer, and other life-challenging diseases. Some proceeds come from performance fees (CHEER SF has performed everywhere from Singapore to San Diego), but most are donations dropped in the "spirit bucket" passed around at every performance. In its 27-year history, the group has raised nearly $100,000, Burke said, "mostly one dollar at a time." This year, it expects to make its largest donation ever — more than $30,000.

Burke said the do-gooding is the primary reason CHEER SF is just as fun, if not more, as the cheering he did at Sacramento State in 1980. Back then "you were out there supporting your teams and your school, and that was really rewarding," he said. "But with CHEER SF, everybody’s our team."

SPIRIT FINGERS!


As for the current state of men in cheerleading, Burke and Craig say it isn’t as bad as it used to be, thanks in large part to Bring It On (a.k.a. the Best Movie Ever) and regular CNN coverage of cheerleading competitions, which bring to light just how cool — and difficult and dangerous — cheerleading can be.

But with charity cheer squads modeled off CHEER SF popping up all over the country, it wouldn’t be a stretch to say our local LGBT-identified team has had something to do with heating up the cheerleading climate too.

The Queer Issue: Back to the future?

I’m supposed to meet my editor, Marke B., to talk about this piece at noon at some cheap Mission restaurant that won’t bankrupt my lousy checking account. I arrive 15 minutes late; he’s running at least 30 behind. As I sit and wait for him, I can’t help but laugh — queers are always late. As a queer with a drag-queen alter ego, Felicia Fellatio, I know this is especially true — that hoary old chestnut about "running on drag time" has the ring of solid validity. Trannies are like Muni: we’re never on time.

But a growing body of scholarly queer literature suggests that the underlying cause of our tardiness may be more than simply wanting to be fashionably late. In fact, our predictable lack of punctuality might be a symptom of what many psychologists see as the gay community’s prolonged adolescence; there may be a sense of time unique to homos that exists outside heterosexual norms.

WIND IT UP


Put simply, queer temporality theory says that because our lives can’t be completely legally or socially mapped out according to the heterosexual model (getting married, having kids, sharing retirement benefits, expecting inheritance), we feel less pressure to conform to other aspirations (completing a degree, saving for a house, planning retirement) in the stereotypical Game of Hetero Life. Basically, tardiness is a form of subconscious queer rebellion. This can manifest itself as a rejection of all schedules, however quotidian. It can also lead to a profoundly different view of what the future means to queer people, especially in terms of freedom of choice. Well-known queer theorist Judith Halberstam elaborates on this theory, from a transgender point of view, in her book In a Queer Time and Place: Transgender Bodies, Subcultural Lives (New York University Press, 2005).

Some studies also posit that, because many of us grappled with the whole coming-out thing at the same time we were going through puberty, our adolescent maturation period was extended, thus stretching out our psychological development — and effectively slowing down our mental clocks. We just need more time to process things and act on them. Other queer temporality theories focus on the psychological effects of AIDS, which instilled in our community a sense of imminent mortality that negated the future and focused our attention on the present. Rather than making decisions based on what may be, we began to concentrate on what is, creating art and culture that offered immediate transcendence through humor and rage, rather than any abstract hope for the future. "AIDS quickens that sense of needing to and actually being able to draw forth from one’s spirit that work which will have resonance for other people," the late, great filmmaker Marlon Riggs said, and the recent work of performance studies scholar José Esteban Muñoz tries to show how queers have incorporated that sense of "quickening" into their lives and actions.

SPRUNG FORWARD


Of course, we may just run late for things because we’re busy, either at work (most of us rely only on ourselves for financial stability) or at play (our culture is still pretty party-centric, so we have a lot of hangovers to deal with). Plus, putting on all that makeup is practically a full-time job for us queens. Cut us a little slack so we can look fabulous. And all of the theories above seem awfully generalized — some may bristle at the suggestion that we be cast as supposed victims of a pathology that prolongs our adolescences and screws with our mental clocks. It’s not as if there aren’t queer people living as much as they can according to the hetero model, especially now that legal restrictions against same-sex marriage and adoption are relaxing in some areas.

In fact, the pendulum seems to be swinging the other way in terms of the queer rebellion against the straight timeline. As noted by broadcast journalist Tovia Smith last month on National Public Radio, in her piece "Marriage Causes Shift in Gay Culture," it seems that queers have gone "from a radical movement bent on challenging societal norms to a community now eagerly embracing those conventions as their own."

Smith drew her conclusion based on an interview with an upper-middle-class white gay couple from Cambridge, Mass. — the type of control group against which queers have traditionally defined themselves. Whatever negative connotations the phrase "prolonged adolescence" may conjure up, a case could be made that this is precisely what allows queer culture to thrive. Adolescence is when a personality is at its most fluid, and queer identity is the essence of fluidity. Halberstam sees queer temporality as a positive, radical reaction to heterosexual society’s mores, pitting it against the "time of inheritance," whose purpose is merely to shore up "the historical past of the nation" and protect "national stability." In the ’90s, a vibrant queer culture of artistic expression, political activism, and social and sexual interaction embraced the notion of prolonged adolescence.

FALLING BACK


Queercore bands like Pansy Division and Tribe 8 co-opted the in-your-face, live-fast-die-young aesthetic of punk, inviting listeners to throw off the shackles of heterosexual society’s expectations and, in the words of Pansy Division, "join the cocksuckers club." Homocore fanzines reveled in childlike graphics and gleefully reinterpreted teen fan magazines like Tiger Beat, giving them a decidedly homosexual spin. The hallmarks of puberty — geeky awkwardness, swoony crushiness, questionable outfits, wanton partying, sexual exploration — became queer fashion statements. Prolonged adolescence was also a means of connection in a time of grief and frustration, a flashpoint where queer history met the present. The AIDS Quilt used a common symbol of childhood comfort to unite and console mourners, and activist organizations like ACT UP and Queer Nation energized their members with the élan of belonging to a rebel schoolyard gang.

But that was the past, and there’s no denying that, with more access to the heterosexual lifestyle opening up for queers, the future is upon us. HIV is no longer a death sentence (for people who can afford the meds), and any evidence of necessary rebellion is awfully hard to find in young gay people these days, at least on the face of it. Prada and Beyoncé have replaced vintage clothing and queercore as coins of the young gay realm, and the psychological and social effects of the current lust for consumerism and mainstream pop culture on queers today will be for future theorists to puzzle out. To me, it represents a sad trend that aspires more toward societal acceptance than political subversion, an adjustment of our internal clocks to tick to the tired straight beat. Call me nostalgic, call me behind the times — just don’t call me late for cocktails.

Wayfaring stranger

"I never imagined doing this." It’s a sentiment that Mariee Sioux, a singer-songwriter from Nevada City, returns to many times in our phone conversation: specifically, her genuine surprise that adapting her poetry to music has resulted in a life as a touring musician. "I was terrified playing at that show," she says mirthfully, describing her first big out-of-town gig at Brightblack Morning Light’s Quiet Quiet Ocean Spell Festival in Big Sur. "The whole tour that followed helped me get used to performing…. It sucks being scared all the time."

Sioux did seem a little shy — or quiet, anyhow — the first time I saw her play, but it only served to underline the concentrated energy of her music. Spiritual poems attuned to animals and ancestors, songs like "Wizard Flurry Home" and "Buried in Teeth" burrow deep inside you, with reams of words propelled by intuitive, circular guitar patterns. The circumstances of the show — organized by friends in a eucalyptus grove overlooking Berkeley — certainly helped, though I imagine Sioux’s diamond-in-the-rough talent would have been just as readily apparent in a club.

The compositions Sioux performed that night — most from her self-released EP, A Bundled Bundle of Bundles — seemed pointedly unhurried, more akin to the folk sprawl penned by Michael Hurley and Joni Mitchell than your typical verse-chorus-verse songwriting. Her guitar melodies are often a step behind her alliterative narrations, so it makes sense that the words came first. "I always wrote, since I was little … weird writing," she explains. "And I was just surrounded by music, so I guess this all started when me and a couple of friends wanted to start learning guitar. We formed this little girl band." She laughs. "And on my own time I started making these songs."

As is so often the case, the turning point came on a journey. "I left for Patagonia for three months, and I took my guitar with me because that was my new thing I had found. So I took it with me, and I had lots of solitary time in Patagonia," she recalls. "So I just wrote more songs and practiced and basically taught myself guitar." It was only through the prodding of friends that Sioux entertained the idea of recording these new songs: "I wouldn’t have even thought that people would want to hear it."

If word hadn’t gotten out of Grass Valley, it’s easy to imagine Sioux’s music being rediscovered some years down the line. Unshaped, personal to the point of being hermetic, this is the stuff record collectors live for. As it happened, though, Brightblack Morning Light has employed the singer-songwriter in a steady opening gig following that Quiet Quiet appearance, and now Nevada City’s Grassroots Records is readying her first full-length album, Faces in the Rocks, for a September release.

When talk turns to the album, Sioux gushes about collaborating with Gentle Thunder, an American Indian flute player who "felt this immediate connection to the project," and her bluegrass musician father (the two duetted at the Great American Music Hall a few months ago). And it sounds like she’s found a good partner in Grassroots, a homespun label with plenty of singer-songwriters on the roster. Label founder Marc Snegg writes, "Mariee’s songs, poetry, singing and performance dig deep in time, soar high in spirit, and possess a breadth of natural wisdom beyond her years or any years."

Still, while it might just be the jet lag following a European tour with Brightblack talking, Sioux sounds a little tentative about the musician’s life on the phone. She’s stoned on the album but wondering when things might settle down. "I’ve just been going for over a year. I haven’t really lived anywhere. I need a fixed point…. I want to decorate a room," she says. When focusing on the music, though, her view on itinerancy takes on a different, more redemptive cast. "It’s hard to pour your heart out so many times," she muses, "but it’s also refreshing, or even renewing in a way."*

The slow fade of Sly Stone

FULL CIRCLE This spring Epic/Legacy finally started releasing Sly and the Family Stone: The Collection, the band’s seven albums complete with previously unreleased music, new liner notes, and great sound, with the final installment, Greatest Hits, to come July 24. The event had been on the horizon for some time, but like everything connected with Sly Stone, a fan was never sure when — or if, for that matter — the music would be available.

If you aren’t familiar with Stone’s music, get this collection and enjoy. These days it’s popular to credit the Beatles, Brian Wilson, Jimi Hendrix, and a few others as the essential pioneers from that era — with no mention of Stone, who was as important as any. If you’re wondering why that is, find the title track from his hugely popular 1971 album, There’s a Riot Goin’ On. It’s on the brief side — as in zero seconds, which was Stone’s idea of a joke or something. As San Francisco Chronicle writer Joel Selvin points out in the notes, the riot was going on in Stone’s life.

There was a moment in the late 1970s when music fans were asking, "What happened to Sly Stone?" Time passed, and the question evolved into "Whatever happened to Sly Stone?" The answer — "I don’t know" — didn’t change, until one day, sadly and inevitably, the question generated only another question — "Who?" — an answer all by itself.

In the early 1980s — somewhere between "what" and "whatever" — the band booked a show at the now-defunct Keystone Berkeley. Stone had gone phantom, which made the performance an event. Accordingly, the place was packed. The band was introduced and began to vamp, and after way too long — it was clear the Family didn’t know what to expect — Stone emerged and took his place behind a keyboard and, without acknowledging anyone, began to play. The band was thrown at first, but after a few halting bars and some nervous glances, they seemed to recognize the groove. Never mind the key or tempo, or where they should jump in. It didn’t matter, because suddenly Stone lurched into something else, with the same result. A moment later he did it again. And again. And again.

The set didn’t last more than a few minutes. That was the upside. The downside? Everything else.

Yet forgotten or not, Stone was once arguably the most important figure in pop. During the late 1960s and early ’70s, the Vallejo native wrote and recorded one hit after another: "Dance to the Music," "Everyday People," "Stand!" "I Want to Take You Higher," "Hot Fun in the Summertime," "Thank You (Falettinme Be Mice Elf Again)," "Family Affair." He brought black music to San Francisco’s tumultuous hippie scene and created rich, innovative, rock-flavored R&B, played by a deliberately integrated band. Rock fans — most of them white — welcomed the bridge to black music and, by inference, black people. If the door didn’t swing as wide or as often the other way, a glimpse of the band’s appearances on YouTube, which has great Family Stone material, shows a genuinely mixed audience responding to the group’s appeal for peace and understanding.

Stone was a founding father of modern funk, a wildly creative force who added innovations to the sound as it flourished. His music reshaped the tastes of black and white listeners, and one miserable Sunday morning in August 1969, his band took the Woodstock stage — it was 3:30 a.m. — and absolutely stole the show.

You can only hope The Collection will have a similar impact. The band’s four pre-Riot albums offer a treasure chest of rich, increasingly funky soul. No matter how cynical Stone became — the black superstar playing to a largely white audience, the musical genius forced to pander to the tastes of a pop audience, the master manipulator turning every scene to his own advantage — the music was charming and irresistible. As was the man who created it.

Although some of his most important work was still before him, Stone ushered in the 1970s in paranoia and retreat — a perfect fit with the moment. He flipped off superstardom with an arrogance only a superstar could muster. Once outgoing and engaging, Stone burned promoters, his band, and fans. The once-steady supply of new material slowed to a trickle, and Stone became a no-show at dozens of concerts. He slid into an increasingly opaque and eventually impenetrable world. Riot and 1973’s Fresh — forget 1974’s Small Talk — were as adventurous and self-involved as music could be. Most of the original Family was gone, and the losses of drummer Greg Errico and bassist Larry Graham — who reportedly slept with one eye open after falling out with Stone — were particularly felt. This music was dreamy and solipsistic. Stone’s huge smile and the Family vibe were gone, replaced by a menacing undercurrent. Credits on both albums are, apparently, haphazard, which means that the contributions of Miles Davis, George Clinton, and Bobby Womack, for instance, aren’t acknowledged.

That Stone could attract such talent was a testimony to his gifts, and to the legendary partying that went on at his Los Angeles mansion. Still, if James Brown invented funk, Stone got in where he fit in: the ground floor. Riot may clock a man losing his grip on reality, but it also captured a musical innovator exploring the possibilities of a crucial movement. *
