Yes, McCain’s choice for vice-president is a dangerous one. Here’s the best summary I’ve seen demonstrating just how dangerous, from MoveOn.org. B3

Dear MoveOn member,
Yesterday was John McCain’s 72nd birthday. If elected, he’d be the oldest president ever inaugurated. And after months of slamming Barack Obama for “inexperience,” here’s who John McCain has chosen to be one heartbeat away from the presidency: a right-wing religious conservative with no foreign policy experience, who until recently was mayor of a town of 9,000 people.

Huh?

Who is Sarah Palin? Here’s some basic background:

She was elected Alaska’s governor a little over a year and a half ago. Her previous office was mayor of Wasilla, a small town outside Anchorage. She has no foreign policy experience.1

Palin is strongly anti-choice, opposing abortion even in the case of rape or incest.2

She supported right-wing extremist Pat Buchanan for president in 2000. 3

Palin thinks creationism should be taught in public schools.4

She’s doesn’t think humans are the cause of climate change.5

She’s solidly in line with John McCain’s “Big Oil first” energy policy. She’s pushed hard for more oil drilling and says renewables won’t be ready for years. She also sued the Bush administration for listing polar bears as an endangered species—she was worried it would interfere with more oil drilling in Alaska.6
How closely did John McCain vet this choice? He met Sarah Palin once at a meeting. They spoke a second time, last Sunday, when he called her about being vice-president. Then he offered her the position.7
This is information the American people need to see. Please take a moment to forward this email to your friends and family.

We also asked Alaska MoveOn members what the rest of us should know about their governor. The response was striking. Here’s a sample:

Alaskans, collectively, are just as stunned as the rest of the nation. She is doing well running our State, but is totally inexperienced on the national level, and very much unequipped to run the nation, if it came to that. She is as far right as one can get, which has already been communicated on the news. In our office of thirty employees (dems, republicans, and nonpartisans), not one person feels she is ready for the V.P. position.—Sherry C., Anchorage, AK

She’s vehemently anti-choice and doesn’t care about protecting our natural resources, even though she has worked as a fisherman. McCain chose her to pick up the Hillary voters, but Palin is no Hillary. —Marina L., Juneau, AK

I think she’s far too inexperienced to be in this position. I’m all for a woman in the White House, but not one who hasn’t done anything to deserve it. There are far many other women who have worked their way up and have much more experience that would have been better choices. This is a patronizing decision on John McCain’s part- and insulting to females everywhere that he would assume he’ll get our vote by putting “A Woman” in that position.—Jennifer M., Anchorage, AK

So Governor Palin is a staunch anti-choice religious conservative. She’s a global warming denier who shares John McCain’s commitment to Big Oil. And she’s dramatically inexperienced.

In picking Sarah Palin, John McCain has made the religious right very happy. And he’s made a very dangerous decision for our country.

In the next few days, many Americans will be wondering what McCain’s vice-presidential choice means. Please pass this information along to your friends and family.

Let me admit that I had never really heard of Alaska Governor Sarah Palin. I knew that every congressperson from Alaska was either under indictment or under criminal investigation but I didn’t know that much about the governor. I found out this morning from the Tom Hartman radio show on Air America that she herself is under an ethics investigation for interfering as governor with an investigation of her ex-brother-in-law in Alaska.

So I was fascinated to see the material gushing forth as breaking news from the Center for American Progress Action Fund. The one that caught my eye first outlined the Barney Smith angle. Its lead on a nifty political point: “Last night at the Democratic convention, a former Republican named Barney Smith spoke of the need for economic policies that “Help Barney Smith, not Smith Barney.

“Ironically, according to Saray Lskow at the Center for Public Integrity who analyzed Palin’s disclosure forms, Sarah Palin’s financial portfolio is managed by none other than Soloman Smith Barney.

“Furthermore, by joining McCain on the tdicket, Palin is now endorsing a radical $300 billion in tax breaks for corporations and the wealthy that would leave out mllions of American families while delivering $45 billion in tax breaks for America’s 200 largest corporations and at leasdt $6.3 billion for American’s largest financial firms.”

On Tuesday afternoon, to a half-filled hall, Dennis Kucinich gives the best speech you won’t see on any front page, at the top of any news hour. He has the audacity to shout from the rooftops that the Emperor Has No Clothes. “Wake up, America! The insurance companies took over health care! Multinational corporations took over our trade policies! Wake up, America! We went into Iraq for oil!”

The man is en fuego. He’s a mean, green, righteous-indignation machine. In the crowd, mouths are agape. Check out the short guy! Incredulous jaws are hitting the floor. He’s whipping them into a frenzy. Black folks, white folks. It’s like Showtime at the Apollo, when the audience finally realizes, “Hey, that white boy can sing.”

Content-wise, it’s old news to most Guardian readers. But in the centrist halls of the DNC, speaking naked truth to power is a subversive act indeed. They’re still cheering Kucinich 30 seconds into the next speaker, the unfortunately-slotted California Controller John Chiang.

PELOSI’S WRONG ON GEORGIA


This message is a reply to an editorial appearing in the Guardian, "Pelosi can’t duck the next Bush war," (8/20/08). In the editorial Rep. Nancy Pelosi sides with Republican and "bipartisan" House leaders to state that "in the strongest possible terms" that "the US is committed to Georgia’s absolute sovereignty [in that region of the world]."

Now, I always thought Pelosi had the common sensibility of a good San Fransisco liberal, but to side with Republican Reps. Roy Blunt and John Boehner is an alarming sign of poor judgment in character. And for her to imagine that the Soviet state of Georgia could any more be "sovereign" in that Russian region of the world is like imagining that that the US state of Georgia (or Oregon or Massachusets, etc.) could be "sovereign" in economic power over the United States simply because it had an oil port and was being extorted by a big foreign bully unafraid to pull the trigger. This battle is not about democracy and independence but about oil money and someone trying to steal another region’s resources.

I still love Nancy, though.

Ethics and John St. Croix have gotten the SF Redaction Cancer — the exemption allowing redaction before online posting is limited to currently elected and appointed officials only.

We are talking about information commonly available in commercial mailing lists and the phone book/online search.

Imagine if the Elections Department refused to post contact information of nonincumbents running for office — people who choose to be public? Or you were prohibited from accessing home sales records from the Assessor-Recorder — because it has a street address. Or the large majority of court records online.

How would one easily confirm the number of homes John McCain has?

ON THE CLOSURE OF MARIAN RESIDENCE

I am sure that when the city takes over what was the Marian Residence, it will not be as well run or treat the folks with as much dignity as I have heard about the Marian Residence. I am saddened by the loss. The city should keep it as a women’s shelter, just as it is, and put the respite beds at another location only for respite beds.

ON THE DEMOGRAPHICS OF THE BOARD OF SUPERVISORS


Chris Daly:

While there are currently four straight white men on the Board of Supervisors, it’s likely there will be only two next year. This is due to progressives’ strong candidates of color in this cycle. If progressives hold my seat in 2010, the Board could be down to one straight white man.

While there are only three female supervisors and few strong candidates in this cycle, the future of women at the Board is very bright. Debra Walker, Jane Kim, Christina Olague, Marie Harrison, Kim-Shree Maufas, Jaynry Mak, London Breed, April Veneracion, and Rachel Redondiez could each hold a seat in the next decade.

Guardian Eye: Arab Cultural Fest brings out community

The hip yet traditional beats of MC Rai filled the San Francisco County Fair Building in Golden Gate Park for the 14th Annual Arab Cultural Festival on Sunday, August 24. The Tunisian musician got the audience clapping and even singing along as he played an Arabic metal drum, while outside the auditorium visitors perused booths selling organic olive oil from Palestine and handmade art, jewelry and ceramics. There were crepes and pitas stuffed with meat to munch on and different types of teas to sample. More than 23 Arab cultures were represented at the festival and a true sense of community enveloped the whole atmosphere at the event.

Pelosi: is she punting on SF Clean Energy Act?

Is Pelosi for clean energy in Washington and Denver but standing with PG&E and punting on supporting the Clean Energy Act in San Francisco? Is she investing with T. Boone Pickens and his Clean Energy Fuels Corp. in Texas and punting on clean energy in San Francisco?

Paul Hogarth, the agile staff writer and columnist for the Beyond Chron website, asked a key question of House Speaker Nancy Pelosi at a press conference this morning on the first day of the Democratic Convention in Denver.

Hogarth reported on Beyond Chron that he had asked Pelosi that, “because she endorsed Al Gore’s ambitious goals of energy independence by 2019, does she support San Francisco’s Clean Energy Act (Prop H)–which calls for energy independence by 2040.”

“I haven’t see the text,” she told Hogarth, but I support going in that direction. This timetable of energy independence is a path we hope to go on.”

Hogarth made the proper point: Maybe, he noted, she should have sent a proxy to the Democratic County Central Committee endorsement meeting, referring to the recent vote by the DCCC approving the Clean Energy Act. She did not send a proxy to vote and her quote to Hogarth is her only known public response to the measure. The head on Hogarth’s story made his point more direct: “Pelosi Schools Traditional Media; Punts on SF Clean Energy Act.”

Meanwhile, the punting question was raised again for Pelosi by a major story in the Wall Street Journal (8/23/08). The Journal reported that Pelosi and her husband Paul invested between $50,000 and $100,000 in T. Boone Pickens’s Clean Energy Corporation in Texas. The Journal said the investment “could benefit from legislation the California Democrat favors to boost U.S. use of natural gas.”

“The investment is a small fraction of the Pelosis’ net worth. But it highlights the unlikely alliance evolving between Mr. Pickens, an old man with a long history of support for Republican causes, and powerful Democrats who have welcomed Mr. Pickens’s recent campaign for developing alternatives to oil.” (B3: Pickens was a major funder of the Swift Boat Veterans For Truth, which helped defeat John Kerry in the last presidential election.)

Drew Hammill, a Pelosi spokesperson, told the Journal that the investment “does not raise any direct conflict of interest issues” or violate any ethics rules of the House of Representatives. “The speaker has been an advocate for increasing our country’s energy independence and for renewable energy for years, long before this purchase.”

Pelosi has always been a PG&E ally in San Francisco and Washington, notably in her move to help PG&E and the development gang privatize the Presidio and set the precedent for privatizing the national park system.

So the question for her is even more tantalizing: will she go for clean energy in Washington, Texas, and Denver but stand with PG&E and punt on the Clean Energy Act in San Francisco? We’ll try to get the questions to her. But I suggest that others work on it as well. She’s tough to pin down when it comes to PG&E, clean energy, and renewables back in her home district. B3

PS: How much are the Pelosis worth? Anywhere from $15 million to $156 million (including real estate), according to the The Journal. The investment amounts to less than one per cent off the Pelosis’ total 2007 public and private investment assets, which, not including real estate, are estimated at between $15 million and $52 million, based on the Speaker’s disclosure record, according to the Journal. Including real estate and bank account assets, the Pelosis’ net asset value is estimated at between $35 million and $156 million, according to the Center for Responsive Politics.

Barack Obama, it is true, is a transformational leader. But he needs a transformational movement to become a transformational president.

He is transformational not only by his charisma and brilliance, but by embodying the possibility of an African American being chosen president in the generation following the civil rights movement. Whether he wins or loses, the vast movement inspired by Obama will become the next generation of American social activists.

For many Americans, the possibility of Obama is a deeply personal one. I mean here the mythic Obama who exists in our imaginations, not the literal Obama whose centrist positions will disappoint many progressives.

Myths are all-important, as Obama writes in Dreams from My Father (Three Rivers Press, 2004). Fifty years ago, the mythic Obama existed only as an aspiration, an ideal, in a country where interracial love was taboo and interracial marriage was largely banned. As Obama himself declared on the night of the Iowa primary, "Some said this night would never come."

The early civil rights movement, the jazz musicians, and the Beat poets dreamed up this mythic Obama before the literal Obama could materialize. His African father and white countercultural mother dared to dream and love him into existence, incarnate him, at the creative moment of the historic march on Washington. Only the overthrow of Jim Crow segregation opened space for the dream to rise politically.

In one of his best oratorical moments, Obama summons the spirit of social movements built from the bottom up, from the Revolutionary War to the abolitionist crusade, to the women’s suffrage cause, to the eight-hour day and the rights of labor, ending with the time of his birth when the walls came down in Selma and Montgomery, Ala., and Delano. As he repeats this mantra of movements thousands of times to millions of Americans, a new cultural understanding becomes possible. This is the foundation of a new American story that is badly needed.

Obama’s emerging narrative also includes but supercedes the other major explanation of American specialness, the narrative of the "melting pot," by noting that whatever "melting" did occur was always in the face of massive and entrenched opposition from the privileged.

John McCain represents a very different aspect of the American story. His inability to limit the adventurist appetite for war is the most dangerous element of the McCain, and the Republican, worldview. It is paralleled, of course, by their inability to limit the corporate appetite for an unregulated market economy. In combination, the brew is an economy directed to the needs of the country club rich, the oil companies, and military contractors. A form of crony capitalism slouches forward in place of either competitive markets or state regulation.

Yet McCain has a good chance, the best chance among Republicans, of winning in November. He appeals to those whose idea of the future is more of the past, buying time against the inevitable. And McCain is running against Obama, who threatens our institutions and culture simply by representing the unexpected and unauthorized future.

My prediction: if he continues on course, Obama will win the popular vote by a few percentage points in November, but will be at serious risk in the Electoral College. The institution, rooted in the original slavery compromise, may be a barrier too great to overcome.

The priority for Obama supporters has to be mobilization of new, undecided, and independent voters in up-for-grabs states like Pennsylvania, Ohio, and Michigan, while expanding the Electoral College delegates in places like New Mexico, Colorado, Nevada, and possibly Virginia.

There are many outside the Obama movement who assert that the candidate is "not progressive enough," that Obama will be co-opted as a new face for American interventionism, that in any event real change cannot be achieved from the top down. These criticisms are correct. But in the end, they miss the larger point.

Most of us want President Obama to withdraw troops from Iraq more rapidly than the 16 months promised by his campaign. But it is important that Obama’s position is shared by Iraq’s prime minister and the vast majority of both our peoples. The Iraqi regime, pressured by its own people, has rejected the White House and McCain’s refusal to adopt a timetable.

The real problem with Obama’s position on Iraq is his adherence to the outmoded Baker-Hamilton proposal to leave thousands of American troops behind for training, advising and ill-defined "counterterrorism" operations. Obama should be pressured to reconsider this recipe for a low visibility counterinsurgency quagmire.

On Iran, Obama has usefully emphasized diplomacy as the only path to manage the bilateral crisis and assure the possibility of orderly withdrawal from Iraq. He should be pressed to resist any escalation.

On Afghanistan, Obama has proposed transferring 10,000 American combat troops from Iraq, which means out of the frying pan, into the fire. On Pakistan, and the possibility of a ground invasion by Afghan and US troops, this could be Obama’s Bay of Pigs, a debacle.

On Israel-Palestine, he will pursue diplomacy more aggressively, but little more. Altogether, the counterinsurgencies in Iraq, Afghanistan, and Pakistan are likely to become a spreading global quagmire and a human-rights nightmare, nullifying the funding prospects for health care reform or other domestic initiatives.

In Latin America, Obama has been out of step and out of touch with the winds of democratic change sweeping the continent. His commitment to fulfilling the United Nations anti-poverty goals, or to eradicating sweatshops through a global living wage, is underwhelming and — given his anti-terrorism wars —will be underfinanced.

And so on. The man will disappoint as well as inspire.

Once again, then, why support him by knocking on doors, sending money, monitoring polling places, and getting our hopes up? There are three reasons that stand out in my mind. First, American progressives, radicals, and populists need to be part of the vast Obama coalition, not perceived as negative do-nothings in the minds of the young people and African Americans at the center of the organized campaign.

It is not a "lesser evil" for anyone of my generation’s background to send an African American Democrat to the White House. Pressure from Obama supporters is more effective than pressure from critics who don’t care much if he wins and won’t lift a finger to help him. Second, his court appointments will keep us from a right-wing lock on social, economic, and civil liberties issues during our lifetime. Third, it should be no problem to vote for Obama and picket his White House when justified.

Obama himself says he has solid progressive roots but that he intends to campaign and govern from the center. It is a challenge to rise up, organize, and reshape the center, and build a climate of public opinion so intense that it becomes necessary to redeploy from military quagmires, take on the unregulated corporations and uncontrolled global warming, and devote resources to domestic priorities like health care, the green economy, and inner-city jobs for youth.

What is missing in the current equation is not a capable and enlightened centrist but a progressive social movement on a scale like those of the past.

The refrain is familiar. Without the militant abolitionists, including the Underground Railroad and John Brown, there would have been no pressure on President Lincoln to end slavery. Without the radicals of the 1930s, there would have been no pressure on President Franklin Roosevelt, and therefore no New Deal, no Wagner Act, no Social Security.

The creative tension between large social movements and enlightened Machiavellian leaders is the historical model that has produced the most important reforms in the course of American history.

Mainstream political leaders will not move to the left of their own base. There are no shortcuts to radical change without a powerful and effective constituency organized from the bottom up. The next chapter in Obama’s new American story remains to be written, perhaps by the most visionary of his own supporters.

Progressives need to unite for Obama, but also unite — organically at least, and not in a top-down way — on issues like peace, the environment, the economy, media reform, campaign finance, and equality like never before. The growing conflict today is between democracy and empire, and the battle fronts are many and often confusing. Even the Bush years have failed to unite American progressives as effectively as occurred during Vietnam. There is no reason to expect a President McCain to unify anything more than our manic depression.

But there is the improbable hope that the movement set ablaze by the Obama campaign will be enough to elect Obama and a more progressive Congress in November, creating an explosion of rising expectations for social movements — here and around the world — that President Obama will be compelled to meet in 2009.

That is a moment to live and fight for.

THE THREE TRILLION DOLLAR WAR: THE TRUE COST OF THE IRAQ CONFLICT

Since the recent television writers’ strike seemed to have a greater impact on the nation than our two ongoing wars or the frequently floated possibility of a third, maybe it’s money that matters. After all, a trillion here, a trillion there, and pretty soon you are talking real money. In The Three Trillion Dollar War, Nobel Prize–winning economist Joseph Stiglitz and co-author Linda Bilmes try to illustrate what it means to spend $3 trillion on the Iraq war.

Arguing that “money spent on armaments is money poured down the drain,” Stiglitz and Bilmes dismiss the notion that wars are always “good for the economy.” Their arguments are bolstered by the grim reality that during the Iraq conflict oil prices have risen from $25 a barrel to more than $120 a barrel, while household savings rates have gone “negative for the first time since the Great Depression.” Meanwhile, as they point out, the National Guard has been under-equipped in the face of domestic disasters such as Hurricane Katrina due to Iraq deployment.

Unfortunately supporters of Sen. John McCain, who foresees a century of Iraq occupation, aren’t likely to read this book. But it would not be wasted on Barack Obama’s supporters since — much as they might want to overlook it — his presidential plan also envisions tens of thousands of American troops remaining in Iraq after the combat troops have gone. If there were such a thing as achieving the zen of filth — the zero-sum nirvana of willful wallowing in sweat, spunk, excrement, and blood till one has achieved the nihilistic bliss of transgressive freedom — then cartoonist Johnny Ryan might be dubbed our comic book bodhisattva. The evidence is all over two handsome volumes on Oakland’s Buenaventura Press: The Comic Book Holocaust, the cartoonist’s 2006 send-up (and put-down) of mainstream and underground/alternative comics from Thor to Persepolis, and The Klassic Komix Klub, his short, sharp wholesale demolition of literary warhorses à la Ulysses and, hey, Siddhartha (the search for enlightenment ends with a diaper loaded with poo, home to “Osamarexic Slim Laden”).

Sure, the unrelenting butt-violation, mutilation, rape, boner, crap-eating, racial stereotype, and flying vulvas jokes tend to hit or miss — and get monotonous. Reading Ryan panels in, say, Vice offers hipsters the fast, nasty frisson of a chuckle, while reading more than 50 in one sitting can be quease-inducing, which is more than Mad can claim. Ryan’s quick ‘n’ dirty, reductionist aesthetic, absurdist and disgust-centered shit-vision, and all-inclusive takedowns come off as a bit dated for these post-9/11 times — redolent of a ’90s alt-nation, slacker pessimism fed by punk rock, J.K. Huysmans, Howard Stern, and Peter Bagge. Still, at its most effective, Ryan’s work is the funny-book equivalent of watching nonstop war footage. He gives us a dirty-bird cartoon version of the Marquis de Sade, leavened by the occasional chortle at Garfield’s expense. (Kimberly Chun)

 

Diving for dollars

Perhaps it’s because I have my basic scuba license, but the idea of diving for profit has always held a certain mystique for me. It’s one thing to look at fish on vacation, but quite another to do something so dangerous and physically demanding every day.

I’ve always wondered: what kind of person chooses such a job?

The earliest commercial divers were salvage workers, roving the alien ocean floor in search of sunken treasure. At that time, when little was known about the physical effects of the frigid, high-pressure environment of the deep ocean, only men of a certain build could do it successfully.

Divers in old-fashioned canvas suits and huge round brass helmets (remember Red Rackham’s Treasure?) laid the foundations for the towers of the Golden Gate Bridge in 90 feet of chilly, turbulent water. Now pretty much anyone can take a simple course, strap on a scuba tank, and get acquainted with a coral reef. Still, it takes a particular mixture of recklessness, humor, and grim determination to do it every working day, at depths where no recreational diver is certified to go, in temperatures that would have most us running for a blanket and a cup of sugary tea.

Dean Moore, operations manager at Underwater Resources, a San Francisco firm specializing in marine construction, has one of those old-fashioned suits hanging in his office. Although the suits were massive and heavy, the brass and copper helmets were so buoyant that divers had to wear lead-weighted boots to keep from shooting to the surface. Moore has a pair of the boots as well, thought they’ve long been replaced by equipment made of Kevlar and Neoprene. Moore admits that being immersed in this world has soured him on recreational diving. When not working, he says, "I wanna stay high and dry. I think you lose a bit of the love of the sport."

Moore and his lead diver, Chris Moyer, showed me around their office and gave me a rundown of the day-to-day operation. The two are frequently called on to do some pretty nasty and unsafe work: crawling into narrow pipes, diving straight into raw sewage, or containing a pollution bloom near an oil refinery. If some politicians get their way, divers like Moyer could be getting a lot more work in the next few years building and maintaining massive offshore drilling platforms, vessels, and pipelines.

I was intrigued by all the equipment, of course — the hazmat suits and tiny robot submarines — but what really interested me is what makes these guys tick.

When asked to describe the diver’s typical personality, Moyer laughs. "Take your average motorcycle gang biker, mix in a little bit of astronaut, and a little bit of, say, a chimpanzee or a lowland gorilla, and that compilation gives you a commercial diver," he said. "I’m partial of course, but I think we’re the sexy fighter pilots of the construction world."

For Moyer, it was an ad in a scuba magazine. Like many divers, he was in the military first. When his enlistment ended, he saw the ad. "There’s this guy climbing up this ladder out of the water, and he’s wearing this neat helmet I’ve never seen before — it’s got like a light and a laser gun on it, and it says ‘Come up a winner,’<0x2009>" he explained, sitting in a small conference room with a whiteboard covered in equations and drawings. "And I’m, like, hmm, yeah."

Inspired, Moyer enrolled in the College of Oceaneering in Wilmington, where he was trained to work in cold water, low visibility, and extreme depths. He specialized as an advanced dive medic, qualifying him to recognize and treat that most notorious of divers’ ailments: the bends. Surfacing too quickly results in a sudden change of pressure, causing dissolved nitrogen in the blood to form bubbles that can lead to stroke. Moyer explains that each dive to a certain depth requires about an hour of decompression in the water, done in a series of "stops," where a diver hangs out a certain depth, allowing the nitrogen to dissolve slowly and naturally. "That buys you a few minutes when your head breaks the surface of the water before you start turning into a shaken up pop bottle," he said. Divers immediately hop in a pressurized chamber to breathe pure oxygen for a couple of hours. The sealed, all-oxygen environment carries its own hazards, and horror stories of fires and explosions abound.

After dive school, Moyer headed to the Gulf of Mexico, where 80 percent of the world’s commercial divers work, maintaining the massive oil platforms that float miles out to sea. He dove for a company whose main business was laying and repairing pipelines between platforms. Unlike Bay Area divers, workers in the Gulf aren’t unionized, so private firms regulate the industry and pay divers whatever they feel like — which, according to Moore, is sometimes a third of what a union diver can make in the Bay Area. Moore explains that though Underwater Resources can’t outbid nonunion firms for big contracts, most ambitious divers will eventually switch to unionized companies because that’s where all the interesting public-works jobs are. "Certainly in the Bay Area and up and down the West Coast, it’s expected that any decent diving company will be in the union," he said.

Maybe it was the promise of better pay that led Moyer to leave the Gulf for the Bay Area after a year. He recalls calling around looking for employment. "I’m, like, hey, I’m here and I’m ready to dive, and they’re, like, oh, that’s nice, so are all the other guys who call me every day," he remembered.

Moyer was surprised to learn that he was expected to join Pile Drivers Local 34, a division of the Northern California Carpenters Union, and start a pile-driving apprenticeship right away. With dive school and a year’s work under his belt, he didn’t like the idea of driving pile for a living. At the same time, he discovered that diving work wasn’t as consistent in the Bay Area as it had been in Louisiana, and realized it would help to have something to fall back on. As long as a member is working, Local 34 will sponsor apprenticeships, provide excellent medical benefits and, after 20 years, a handsome pension. Part of Underwater Resources’ agreement with the union is that the divers get paid for at least an eight-hour day, no matter how much time they actually spend in the water — good news in a profession where weather, complications, and injuries can cut a dive short.

Because divers are freelancers who often work offshore on drilling vessels for months at a time, the trade tends to attract outsiders, people who have difficulty conforming, and people without families. This, in addition to the close quarters that commercial divers on an offshore job have to live in —sometimes spending weeks in a small, pressurized chamber called a "dry bell" that enables them to dive to depths of 400 feet without time-consuming decompression — may partly explain why few women are in this trade. When they do work in marine construction, it’s often topside, supervising or operating the small, remotely operated ROV robots that go where it’s too deep or dangerous to send divers. Moore laments the lack of women in the industry. "We’ve never employed any. I don’t know why. It’s unfortunate — I’d be into it."

As for me? I think I’ll stick to coral reefs for now.

CHEAP EATS To be honest (which is one of my two favorite ways to be) … I never very much liked ratatouille, or rat-a-tat-tat-ouille, as I have sometimes called it, to be difficult. Nothing against eggplant. It’s just that there are, at any given time, 9,999 other things I’d rather be putting in my mouth, at least one of which, at any given time, is a whole roasted chicken rubbed with black pepper and garlic, strips of bacon stuffed under the skin.

The only reason I mention ratatouille is because there’s a movie that, like most movies, I never saw. Called Ratatouille. But I don’t much go for ratatouille, so why would I want it in italics, with a capital R?

Plus I am the least movied person alive. That’s why I so seldom know what anyone’s talking about. I do see movies, occasionally, but only as a vehicle for popcorn. Home or away, I pop my own. Not that I can’t afford movie theater popcorn; I just like mine better. As it turns out I — famed appreciator of Two-Buck Chuck and Dollar-a-Thing Chinese fast food — am a popcorn snob.

I get my kernels at Rainbow Grocery, so we’re talking organic, free-range, home-schooled, non-HMO, white corn popcorn. And, in one of those cool turnabouts that makes life soupy and worth living, it’s cheaper than Orville fucking Redenbacher and Jolly goddamn Time. Oh, and every kernel pops — for real, Orville. I can prove this in a court of law. I know how much oil to use, so the salt sticks too. No butter. Just salt.

People are always almost beating me up in bars. And not for the normal reasons, either. Most recently it was a matter of my not having seen Ratatouille, the movie. I forget who it was, but it wasn’t the one person in the world who’d have "probable cause" for beating me up in bars for not seeing Ratatouille — the badass biker babe I know who actually worked on that film.

Whoever it was, they were berating, abusing, and downright poking me over never having seen Ratatouille. I didn’t dream this. I know it wasn’t a dream or else it would have been the badass biker babe.

Now, I know what you’re thinking. You’re thinking: no butter? Did you just say no butter on your popcorn? You, Chicken Farmer? Butterer of everything, singer of songs about butter, and placer of bacon under chicken skin? No butter on your popcorn?

Well, first let me say that it was Crawdad’s idea to put bacon under the chicken skin. I was 100 percent behind the idea, yes. But ultimately I was, like so many ruiners of life and meals before me, "only following orders." It was her kitchen.

We both knew that the bacon stuffed under the skin and into the cavity would never get crisp, nor exactly palatable to most palates, save mine and maybe the dog’s. But I figured, well, we could always put more strips of bacon on the outside of the bird. To eat! The bacon-inside idea, I imagined, would lasso all sorts of holy cows at the dinner table. It would melt into the meat, and leave an extra layer of pretty pure fat under the skin, essentially turning chicken into duck, and consequently turning us, me and Crawdad, into Nobel lariats.

There’s a word for this. It’s either hubris, dumbass, or joie de vivre … depending where you come from and what kind of mood you’re in.

Speaking of Frenchness, I borrowed Ratatouille from Crawdad that night — something to watch with my bedtime popcorn when I got home.

Got home, popped my corn, salt, no butter, opened the box …

No disc. No Ratatouille. Still going to get beat up in bars, etc. Except: the following night, last night, at Yo-Yo’s, cat-sitting, out of pure boredom, I swear, I touched the "open" button on her DVD player. I’d already scanned her shelves, nothing I wanted to see. And you’re not going to believe this, because Yo-Yo and Crawdad haven’t seen each other in years…. In fact, I’m not even going to tell you.

My new favorite restaurant is Cactus Taqueria. There’s one in Oakland and one in north Berkeley. That’s the one I like, because that’s where I lunched with a one-year-old after a grueling five-minute birthday shop for another one-year-old. Best thing about nannying: you always have someone with you to help finish a burrito. And if it’s Clara de la Cooter, she’ll finish all your hot sauce too. We were googy over the carnitas.

SOS: Push the federal media shield law

The U.S. Senate today stalled the federal media shield law. Today’s vote failed to invoke cloture, or the motion to proceed, after receiving only 51 of the necessary 60 votes.

The 43 senators, mostly Republican, who voted against cloture came up with a dreary old stall: they claimed they wanted to amend to allow for increased domestic oil and gas production.

Note to all journalists, particularly those covering the Obama and McCain campaigns: neither candidate was there to vote on this critical bill that would give journalists the right to refuse to disclose information and sources obtained during news gathering process.

The Guardian and the Society of Professional Journalists (SPJ), the nation’s largest media organization, called on
journalists and public citizens to contact their senators to support the measure. The SPJ release below lists the senators who voted “no” and those who didn’t vote at all.

Realism about Russia

BERLIN – Russia’s strategy to revise the post-Soviet order in what it calls its “near abroad” will be pursued with even more perseverance following its victory over Georgia. Europe should have no illusions about this and should begin to prepare itself. But, as the European Union ponders what to do, cold realism, not hysterical overreaction, is in order.

Unfortunately, equating the current situation in the Caucasus with the Soviet Union’s invasion of Czechoslovakia in 1968 does not attest to this kind of realism. Neither the West nor NATO constitutes the decisive strategic threat facing Russia, which comes from the Islamic South and from the Far East, in particular the emerging superpower, China. Moreover, Russia’s strength is in no way comparable to that of the former Soviet Union.

Indeed, demographically, Russia is undergoing a dramatic decline. Apart from commodity exports, it has little to offer to the global economy.

Notwithstanding booming oil and gas revenues, its infrastructure remains underdeveloped, and successful economic modernization is a long way off. Likewise, its political and legal system is authoritarian, and its numerous minority problems remain unsolved. As a result, Russia’s current challenging of the territorial integrity of Georgia might prove to be a grave error in the not-so-distant future.

Given this structural weakness, the idea of a new Cold War is misleading. The Cold War was an endurance race between two similarly strong rivals, the weaker of which eventually had to give up. Russia does not have the capacity to wage another struggle of that type. Nevertheless, as a restored great power, the new Russia will for the time being attempt to ride in the slipstream of other great powers for as long as doing so coincides with its possibilities and interests; it will concentrate on its own sphere of influence and on its role as a global energy power; and it will otherwise make use of its opportunities on a global scale to limit America’s power. But it will not be able to seriously challenge the United States – or looking towards the future, China – in ways that the Soviet Union once did.

It is now clear that in the future, Russia will once again pursue its vital interests with military force – particularly in its “near abroad.” But Europe must never accept a renewal of Russian great power politics, which operates according to the idea that might makes right. Indeed, it is here that Russia’s renewed confrontation with the West begins, because the new Europe is based on the principle of the inviolability of boundaries, peaceful conflict resolution, and the rule of law, so to forgo this principle for the benefit of imperial zones of influence would amount to self-abandonment. Further eastward expansion of NATO, however, will be possible only against fierce Russian resistance. Nor will this kind of policy in any way create more security, because it entails making promises that won’t be kept in an emergency – as we now see in Georgia.

For too long, the West has ignored Russia’s recovery of strength and was not prepared to accept the consequences. But not only Russia has changed; so has the entire world. America’s neo-conservatives have wasted a large part of their country’s power and moral authority in an unnecessary war in Iraq, willfully weakening the only global Western power. China, India, Brazil, Russia, and the Persian Gulf today are the world economy’s new growth centers and will soon be centers of power to be reckoned with. In view of these realities, the threat of exclusion from the G8 doesn’t really feel earth shattering to Russia. Europe’s disunity and impotence underline this image of a West that has partially lost touch with geo-political realities.

The response to the return of Russia’s imperial great power politics has nothing to do with punishing Russia, and a lot to do with establishing innately Western – especially European – positions of power. This requires several measures:

• a new political dynamism vis-à-vis Turkey to link this country, one crucial for European security, permanently to Europe;

• putting a stop to Moscow’s divide-and-conquer politics by adopting a common EU energy policy;

• a serious initiative for strengthening Europe’s defense capabilities;

• a greater EU commitment to Ukraine to safeguard its independence;

• a greater freedom of travel for all the EU’s Eastern neighbors.

All of this, and much more, is needed to send a clear signal to Russia that Europe is unwilling to stand idly by as it returns to great power politics.

Presumably, none of this will happen, and it is precisely such inaction that is, in large part, the cause of Russia’s strength and Europe’s weakness. At the same time, however, one shouldn’t lose sight of the joint interests linking Russia and the West. Cooperative relations should be maintained as far as possible.

It is blatantly obvious that for Russia’s elites, weakness and cooperation are mutually exclusive. Therefore, whoever wants cooperation with Russia – which is in Europe’s interest – must be strong. That is the lesson from the violence in the Caucasus that Europe must urgently take to heart.

Summing up SF’s historic rally for clean energy

It was a historic rally Tuesday on the City Hall steps to kick off the third initiative aimed at bringing clean energy and public power to San Francisco.

As our photo essay shows, there was a formidable and diverse array of politicians and environmental and social justice organizations lined up with their signs and speeches to support the measure.

Five supervisors, including the board president, spoke at the rally (Ross Mirkarimi, Aaron Peskin, Tom Ammiano, Bevin Dufty, and Gerardo Sandoval) and then went into a board meeting in City Hall and hours later voted with two other colleagues (Sophie Maxwell and Chris Daly) to put the pioneering initiative on the November 2008 ballot. The vote was 7-4, with Sups. Sean Elsbernd, Michaela Alioto-Pier, Carmen Chu, and Jake McGoldrick voting against. The rally and the vote were cannon shots heard round the city, the state, and the nation.

Susan Leal, former general manager of the SF Public Utilities Commission, made her first public appearance since her dismissal by Mayor Newsom, at the urging of PG&E, for her moves toward public power. The Sierra Club, which fought the damming of Hetch Hetchy Valley in Yosemite National Park a century ago and still wants to tear the dam down, was standing tall with the group (John Rizzo).

All in all, it was one of the most impressive starts to a tough initiative campaign that i have seen in 42 years of covering City Hall for the Guardian. More: having covered the clean energy/public power beat since l969 and our first expose of the PG&E/Raker Act scandal, I think this initiative and this emerging campaign has an excellent chance of winning in November. Remember: when the public power movement revved up in the late l990s, it faced a PG&E-friendly mayor (Willie Brown), a PG&E friendly City Attorney (Louise Renne, whose husband worked for a downtown law firm getting big PG&E money) and a PG&E-friendly Board of Supervisors (only Tom Ammiano and the late Sue Bierman were pro-public power) and had to go around City Hall by going the route of a Municipal Utility District (MUD) ala the Sacramento Municipal Utility District (MUD). This time around, the board turned against PG&E and the city attorney’s office drafted the initiative for the board president and an emerging mayoral candidate.

The November ballot is filled with the juicy issues that bring out the voters: Obama, seven supervisorial races, and a raft of good initiatives aimed at dealing with major city problems (an affordable housing plan, two new tax plans focused on bringing in revenue from the wealthy, a big bond act to rebuild San Francisco General hospital, and the green energy and public power plan.) This time around, clean energy and public power are in the news and the media carried the story widely. PG&E is more worried than ever before and is already launched an early carpet bombing campaign and setting up astroturf and greenwashing operations allegro furioso. And their operatives are out and about and lurking everywhere. On guard!

Assemblyman Mark Leno: “Jimmy Carter predicted 30 years ago that by 2000 we could be down from 40 per cent dependence on foreign oil to 20 per cent dependence. We didn’t listen. P.S. Incidental question: how can Newsom pretend to be the “green” mayor and be the “green” candidate for governor when he buckles under to PG&E so ignominously? He’s buckled twice to PG&E, first by flip flopping on the Potrero Hill peakers, then on coming out so strong and so quickly against the Clean Energy Act initiative.

Accused illegal arms dealer Victor Bout’s long-awaited arrest by Thai police officers March 5 was an important victory against unchecked human rights abuses around the world, and a personal vindication for the San Francisco woman who helped bring Bout to international attention.

Bout arrived at the luxurious Sofitel Hotel in Bangkok believing he was to meet with two senior leaders of the Marxist guerrilla army known as the Revolutionary Armed Forces of Colombia, or FARC. The men, it turned out, were paid informants operating on behalf of US drug enforcement officials.

Through an associate, the 41-year-old Bout allegedly promised to sell the duo large quantities of weapons to continue FARC’s decades-old insurgency against the Colombian government. According to an April federal grand jury indictment filed in New York, the arms included surface-to-air missiles, AK-47s, C-4 explosives, land mines, and even people to help train FARC soldiers in using the weapons.

Among those most relieved — and surprised — at the arrest was a relentlessly determined human rights investigator who lives in San Francisco. Kathi Lynn Austin, 48, has been pursuing the notorious trafficker and war profiteer for more than a decade.

Bout, a former USSR Air Force officer, is widely reputed to be one of the world’s most active criminal arms dealers, perhaps best known for his spectral presence on the African continent. There, he cultivated professional relationships with its litany of brutal dictators and helped fuel some of the most appalling human rights tragedies of the last century.

Austin and other investigators, as well as journalists and law enforcement officials in several countries, say that Bout expertly structured a business empire of shell companies, dubiously licensed cargo planes, and endless arms accumulations from former Soviet stockpiles — all of which were intended to minimize evidence linking his name to illegal weapons dealing.

But the work Austin did to penetrate that shell and expose Bout was so notable and dramatic that Paramount Pictures announced in December 2007 that superstar Angelina Jolie would play her in a drama inspired by Bout’s infamous career.

It’s a stunning achievement for someone who 15 years ago struggled to convince even her colleagues in the human rights community that the end of the Cold War and the globalization of organized crime made nonstate actors like Bout as much of a threat to peace as the tyrannical governments they’d been naming and shaming for years.

"A human rights violation is considered a violation that is carried out by a state actor," Austin told the Guardian. "We were trying to change the whole field of human rights to philosophically say we should be going after these private perpetrators as well."

Austin has helped document Bout’s convoluted network since about 1994, first as a consultant for Human Rights Watch and later as arms and conflict director for the Washington, DC–based Fund for Peace, for which she maintained a San Francisco office, before eventually working for the United Nations.

After returning to San Francisco in June from an 18-month UN mission in East Timor, Austin agreed to talk about her investigations of Bout over several hours of interviews near the North Beach apartment where she’s been holed up writing material for the Paramount script.

Seeing Austin in a crowded coffee shop with clear features and wide, earnest eyes, it’s not easy to imagine her charging through the world’s hellholes: Rwanda, Sierra Leone, Liberia, the Democratic Republic of the Congo, Angola, and other African conflict zones where the UN has imposed longstanding but ineffective arms embargos.

The work of Austin and others repeatedly helped show that death and destruction could continue indefinitely for the right price paid to savvy arms brokers like Bout, while the United States failed to regard the plight of civilian populations across Africa as vital to its interests.

As the world would learn in 2004, even the US military relied on Bout’s planes to conveniently bring its partially privatized war machine down on Iraq, making this story about more than just Bout and his pursuers.

Following Bout’s arrest in Thailand, federal prosecutors here charged him with conspiring to kill US nationals and attempting to illegally acquire anti-aircraft missiles.

In 1997 the United States designated FARC a terrorist group for kidnapping and murdering American citizens in Colombia. US officials also consider Colombia the globe’s largest supplier of cocaine, a trade that’s kept the leftist rebels afloat.

Bout allegedly told DEA informants that an ongoing, violent campaign by the FARC to counter America’s cocaine fumigation efforts in Colombia was his fight, too, and that he could supply the guerrillas with everything they needed.

Days after this story goes to press, however, he’s due for a court hearing in Bangkok, where a judge will decide whether to extradite him to the United States. That means Bout could face a criminal trial on American soil. To Austin, that’s long overdue. She had lost hope that her country would subdue a top-tier enabler of gross human rights violations. A secret sting operation led by American narcotics agents was the last thing Austin believed would lead to Bout’s capture — and for good reason.

She first became aware of his name in 1994, shortly after witnessing one of the brightest moments in contemporary African history. On April 24 of that year, Austin stood near the polling station as Nelson Mandela, a political prisoner of 27 years, marked his ballot in South Africa’s first fully democratic election. She’d been invited to attend after working as a researcher in the Natal province documenting political violence and the apartheid government’s desperate attempts to preserve decades of white control through upheaval and destabilization. No one was sure Mandela would reach the ballot box.

"We got up at three, four in the morning to load a bus," Austin recalls. "Nobody told us exactly where it was. We had to go under cover of darkness. When we got there, he voted just after the sun came up."

The inauguration party weeks later spilled out everywhere in Johannesburg. Austin mingled with foreign journalists and drank champagne. But one of the greatest parties of the century turned glum as vague reports mounted describing trouble in a nearby country, one smaller than Maryland and at the time unknown to most Americans: Rwanda.

"Nothing was really clear. It was all very ambiguous," Austin remembers. "We just kept hearing these reports that 10 Belgian peacekeepers had been killed and the UN was pulling out and people were dying on a massive scale."

The Rwandan genocide would become one of the greatest human atrocities since the Holocaust as extremists from the ethnic Hutu majority massacred at least 800,000 minority Tutsis and Hutu moderates with gruesome efficiency while the world stood by.

As details emerged, Austin raised money in the United States and worked to get to the beleaguered African nation as soon as possible. Meanwhile, a Tutsi-led military offensive defeated the Hutu Power government in the capital city of Kigali by July 1994 and supposedly ended the genocide. But as Austin and others would learn, the violence was far from over.

Hundreds of thousands of refugees streamed toward the eastern border of neighboring Zaire, among them the perpetrators of the genocide. Hidden inside refugee camps, Hutu militias renewed their strength and began amassing weapon caches with the quiet support of Zairian dictator Mobutu Sese Seko.

Austin fearlessly penetrated the militia encampments, persuading exiled Hutu military leaders to disclose how they had obtained antitank grenades and high-caliber ammunition. The list included Col. Théoneste Bagosora, considered to be a chief architect of the genocide. Her trick? Austin told them she was a researcher for the neutral-sounding Institute of Policy Studies — which was technically true — and simply needed to hear their side of the story.

"It was a really treacherous place to be," Austin said. "At the time I appeared young, nonthreatening. I didn’t often say I was with Human Rights Watch…. In any kind of organization, people are motivated by many different things. You find those sources that for some reason or another want to help out or are so ego-driven they don’t think that any information they give to you is going to be used somehow against them."

She also interviewed members of flight crews who gave her information on cargo companies hired by the Mobutu government to secretly supply its Hutu allies with weapons by falsifying official flight plans and end-user certificates, key legal requisites designed to curtail transnational arms shipments.

According to her later Human Rights Watch report, "The militias in these camps have taken control of food distribution, engage in theft, prevent the repatriation of refugees through attacks and intimidation, carry out vigilante killings and mutilations of persons suspected of crimes or of disloyalty … and actively launch cross-border raids."

What didn’t make sense was how the suspected ringleaders of the genocide could obtain weapons despite the return of peacekeepers to the area and an arms embargo on Rwanda imposed by the UN.

CIA investigators later discovered that planes belonging to Bout were involved in supplying the outlaw Hutus, according to Douglas Farah and Stephen Braun’s definitive book on Bout, Merchant of Death: Money, Guns, Planes, and the Man Who Makes War Possible (Wiley, 2007).

Austin also came to that conclusion by the end of an eight-month fact-finding trip to the region carried out in 1994 and 1995. Her findings for Human Rights Watch helped propel her to international notoriety as more NGOs focused on illegal arms flows coming from private brokers.

"The Rwandan genocide was really the watershed, for me and for Bout," Austin said. "In the early years, he’s building his empire and I’m beginning to narrow what I want to investigate. I was becoming more and more convinced that in all the wars I was looking at, it was logistics. It was all about who could bring in the guns, the fuel — keep the war going."

Back then, Bout was still a bit player among many weapons suppliers working on the continent, according to Austin. But he soon did something that would significantly boost his career and help make him what another Bout pursuer once described as "the McDonald’s of arms trafficking." He switched sides and helped the new post-genocide Rwandan leadership topple the neighboring Zairian presidency of Mobutu, Bout’s own longtime client.

Zaire is known today as the Democratic Republic of the Congo. Bout would make yet more money years later aiding another warlord who attempted a violent coup inside the country, Jean-Pierre Bemba. The International Criminal Court last month charged Bemba with mass brutality and rape committed against civilians between 2002 and 2003.

"He [Bout] has no loyalty," a Bout associate told Merchant of Death authors in 2006. "His loyalty is to his balls, his sweet ass, and maybe his wallet."

Probably Bout’s most cynical move occurred in Afghanistan. At the start of his career, in the early 1990s, he allegedly maintained an intimate business relationship with commanders of the Northern Alliance, the tribal army that fought Taliban extremists for years until gaining power in Afghanistan with US help following the Sept. 11 terrorist attacks.

US officials began openly acknowledging in 2005 that Bout earned as much as $50 million also furnishing the Taliban with military equipment during its reign over the country.

Austin’s upbringing is the antithesis of what one might expect from an international human rights investigator. The oldest of five kids, she played guitar in a country-and-western band with the rest of her siblings, embarking on tours throughout the South from their home in Richmond, Va.

"We would play for people who had no money," she said. "We’d camp out for three days just to give them some music."

In the ’60s , the family of Baptists played at small African American churches during the climax of Southern segregation and against the backdrop of racist terror. They defied the neighbors and invited black friends over for dinner or socialized with them publicly. The Austins were largely apolitical, but Kathi says her parents insisted on human decency and encouraged a basic sense of justice and rebellion.

Her exposure to the destitution of many formerly enslaved black families in the South translated seamlessly in her own mind to Africa, a continent that fascinated her. But her understanding of the continent was limited.

"I just wanted to go save Africa one day. It was what I said I wanted to do with my life when I was really young…. I had this kind of missionary zeal, this very naïve, humane impulse."

Few people in her family considered going to college, but Austin hungered for academic achievement, securing a scholarship to the University of Virginia in the late ’70s.

Civil rights turmoil at the school politicized her and transformed her deeply. A model Organization for African Unity held for college students each year at Howard University in Washington, DC had the greatest impact. She attended it devotedly for several years. After competitive debates, politicians, professors, and other experts would speak to the students about Africa’s colonialist history and the anti-Apartheid movement.

"I really began to understand a lot of the underpinnings of what was going on with the African liberation movement in South Africa," she said. "I became engrossed in it and learned a lot intellectually and got a good sense of what I thought."

Austin began to zero in on the Ronald Reagan administration’s agenda of undermining Soviet communist influence in the region. The United States covertly backed the UNITA rebels in Angola against a communist-led liberation movement there, and continued to support the white-dominated and separatist apartheid regime of South Africa.

She wanted to investigate the unsavory relationships Reagan’s White House had developed on the African continent in its crusade to defeat communism during the Cold War. But Austin was aware of only two think tanks in the capital that examined such issues and had a reputation for attracting left-leaning luminaries. One was the nonprofit National Security Archive, a repository of declassified intelligence and foreign policy documents obtained largely through Freedom of Information Act requests.

Headquartered at George Washington University, lawmakers concerned about US covert activities abroad and some of the nation’s best-known journalists, including New Yorker writer Seymour Hersh, palled around at the independent, nongovernmental research library after it was founded in 1985 by a group of muckracking reporters and scholars.

Austin’s internship there in 1988 created a new realm of possibility — solo investigations — and sparked an interest in following the intricate paper trails that accompanied her growing knowledge of Africa’s geopolitical landscape, frequent outbreaks of low-intensity conflicts, and evasive weapons procurers.

But she still had never been to Africa. "That was my big ambition," she said. "If there’s anything about me it’s that I’ve got to see for myself."

As her ties to Washington expanded, she joined a World Bank urban rehabilitation team, writing political and economic background reports on Angola in 1989, believing she could make a difference inside the ill-reputed lender to developing countries.

She didn’t, but it was enough to give her first contact. After that trip to Angola, Austin used her savings to stay behind, joining a UN mission overseeing the withdrawal of Cuban troops above the 19th parallel, who were there as a result of Angola’s years-long civil war. She later went to Mozambique on a MacArthur Foundation grant and interviewed private mercenaries operating there for a report called "Invisible Crimes" that included a simple investigative formula she would employ for years to come: What’s wrong? And who’s doing it?

"Through the years, you realize just what kind of danger she’s in," her sister, Cindi Adkins, said from Virginia. "We would go days, weeks, months without hearing from her. My mom would say, ‘We have to call the Red Cross and see if we can find out that she’s okay.’<0x2009>"

Wanting to escape Washington culture, she moved to North Beach in 1997 after becoming entranced by San Francisco’s slower pace. Between missions, she’d spend full days at Caffe Sapore on Lombard Street writing a book about arms trafficking she’s still working on today.

Stanford University’s Center for African Studies invited her to become a visiting scholar for a year, researching arms proliferation and lecturing students, while the Goldman School of Public Policy at the University of California, Berkeley, did the same thing shortly afterward.

But the San Francisco–based Ploughshares Fund became one of Austin’s biggest supporters, helping her finance the creation of a local arms and conflict office for the Fund for Peace, an antiwar think tank in Washington.

"At that time, one of the areas we did a lot of funding in was the control of small arms and light weapons," said Deborah Bain, Ploughshares’ communications director. "Kathi was someone who did a lot of very courageous work tracking arms flows around the world. We were very impressed with the work she was doing and the kinds of results she was getting."

By then the UN had grown to understand the need for knowledgeable people on the ground who could travel across various war-torn African countries and gather evidence on who was vioutf8g arms embargos and how they were doing it. In the coming years, Austin served as a consultant and official expert on panels that investigated sanctions violations in Liberia, the Congo, Uganda, Burundi, Sudan, and Sierra Leone with teams of other human rights investigators who’d long followed Bout’s operations.

Her ex-boyfriend, Todd Ewing, a foreign economic development specialist and Bay Area native who began dating her in East Africa during the ’90s, described Austin as intense and ambitious. While his own blonde hair and six-foot frame made him conspicuous in the region, he said Austin’s "big brown eyes" and polite manner enabled her to slyly convince gritty characters to talk.

"Her MO at that time would be to just disappear for months [on fact-finding trips]," Ewing said. "I always liked to describe her as a sort of spy for the good guys."

Observers say that history handed the equally ambitious Victor Bout a perfect storm in 1991 at just 24 — an age when many Americans are looking for their first post-collegiate job.

The Soviet empire dissolved that year, ending the Cold War between Russia and the United States. Economic globalization expanded and gave every creative entrepreneur with good connections, criminal or legit, a chance to make a fortune. Aging Cold Warriors in the Beltway during the Bill Clinton era and later in George W. Bush’s cabinet maintained a stark binary ideological view of the world and failed to take seriously the growing threat posed by transnational criminals who had exchanged ideology for profit.

After the Berlin wall fell, corrupt Russian oligarchs infamously plundered the country’s assets as they were privatized following years of state control. Some robbed Russia’s rich oil reserves. Bout sought its military installations and airfields containing rows of cheaply available and unused commercial planes, all essentially abandoned by the central government.

Profiles of Bout put him in Angola — and possibly Mozambique — working as a translator for Russian peacekeepers when the Soviet Union broke up. US officials say Victor Anatolijevitch Bout was born in Dushanbe, Tajikistan, a deeply impoverished former Soviet state, and speaks several languages.

Bout told the New York Times in a rare 2003 interview that he purchased three Antonov aircraft for next to nothing in 1992 and used them to exploit a gap in the transit market, at first ferrying innocuous cargo like flowers from South Africa to the Middle East.

But the mogul quickly fostered connections to old Eastern bloc manufacturing and storage facilities in places like the Ukraine and Bulgaria, which were filled with AK-47s — ubiquitous in the developing world — ammunition, tanks, helicopters, and other military equipment.

Over time, investigators say he erected a complex web of cargo and airline companies designed to throw off suspicion. If one firm faced too much attention from aviation authorities, another was created to hold the assets. Otherwise, bribery, fraud, and forged documents were used, according to a report on Bout created by the US Treasury Department. In many African countries, aviation regulations are weak and international law is rarely enforced.

"Unless confronted with documentary evidence to the contrary, Bout’s associates consistently deny any involvement with Bout himself or playing any role in arms trafficking," the treasury report from 2005 reads.

US officials believed by then that he controlled the largest private fleet of Soviet-era aircraft in the world and employed hundreds of people, overseen partly from a nerve center in the United Arab Emirates, at the time a fast-growing and highly unregulated intercontinental transportation hub east of Saudi Arabia.

The Treasury report and other investigations say Bout became a confidante of the Liberian dictator Charles Taylor, supplying him with gunships and missile launchers. Taylor is currently on trial in the Hague for directing horrifying atrocities in neighboring Sierra Leone, ranging from widespread and extreme sexual violence to drugging and forcing children into combat.

When treasury officials here finally moved to seize Bout’s assets and bar Americans from doing business with him in 2004, they concluded that he had received diamonds extracted from Sierra Leone in exchange for supplying arms to Taylor.

That year saw one of Austin’s boldest attempts to confront the trafficking of illicit goods, on an airport tarmac in the Democratic Republic of the Congo, at that time under its own arms embargo. A UN team Austin worked with uncovered piles of questionable registration records during a surprise inspection of two dozen planes, some of which fit Bout’s profile, as their Russian crews stood by, annoyed.

"I only told one or two high-ranking UN officials to get their permission, so we could be sure it didn’t get leaked out," Austin said. "None of the people involved in the actual inspection knew about it until that morning…. I’m still surprised it was so effective. I’m not sure it would work again."

International aviation rules require pilots to maintain several different types of documents, but the group found that 21 planes had invalid registration papers, two had false airworthiness certificates, and three had no insurance to speak of — telltale signs of smuggling. The group determined that weapons in the area were being exchanged for illegally mined columbite-tantalite, or coltan, a valuable mineral contained in some modern electronic devices such as cell phones.

The revelation led the UN Security Council to place Douglas Mpamo, a prominent alleged Bout manager in the region, on the DRC sanctions list, along with a pair of well-known Bout subsidiaries. With Austin’s help, another reputed top Bout lieutenant named Dimitri Popov made a similar security watch list in the United States.

Meanwhile lower-level bureaucrats in the US State and Treasury departments collected evidence on Bout for years, assisted by Austin, who occasionally met with them to relay information she had gathered on fact-finding missions. She testified to Congress about the proliferation of small arms, too, but after Sept. 11, the White House drifted away from a growing campaign to stop Bout.

"I don’t think the Bush administration should get any credit for the fact that Victor Bout was arrested," Austin said. "I think it has to do with the DEA being insulated from the policy influences of the administration. They kept the case so secret they were able to succeed. In the past, once it became an interagency issue or problem, bureaucratic inertia and turf wars entered in and always raised some obstacle to the actual pursuit of Bout."

Eventually, that bureaucratic inertia began to look like something far more shameful.

On April 26, 2005, several state and federal law enforcement agencies including the FBI, IRS, and Dallas Police Department, raided two homes and an office in Richardson, Texas, looking for evidence that Bout’s tentacles had reached the United States.

The properties belonged to a Syrian-born American citizen named Richard Chichakli, who had served in an aviation regiment of the US Army during the first Gulf War. After being discharged in 1993, Chichakli helped create a free trade zone in the United Arab Emirates.

That’s where Chichakli likely first met Bout. Chichakli later returned to the US and became licensed as an accountant and an expert in military contracting. Officials found records showing that the 49-year-old Chichakli had created American companies connected to Bout.

Also discovered during the raid were wire transfer statements showing hundreds of thousands of dollars at a time moving from Bout-connected companies in the UAE to Chichakli in Texas, and credit card invoices managed by Chichakli listing Bout’s lavish purchases at businesses serving the nouveau riche of Moscow.

The raids were the result of a July 2004 executive order signed by President Bush — who, facing pressure from the UN, authorized the raids and prohibited Americans from doing business with Bout due to his connections to Taylor in Liberia.

The White House’s action came years after Austin and other investigators compiled their own research on Bout’s role in arming African warlords. Thirty companies and four individuals were added to a blocking order as a result. Federal court records from the case include extensive references to UN reports on Bout, including some Austin worked on, like one citing witnesses who saw a Bout-connected plane transporting large volumes of arms and ammunition through a Congolese airport between February and May 2004. Something was finally being done, or so it seemed.

But Austin and her colleagues were furious to learn that the US Defense Department hired Bout’s vast air armada with taxpayer money nearly 200 times in 2004 alone to ferry supplies and construction materials into Baghdad after the start of the Iraq war.

Merchant of Death co-author Braun, a Los Angeles Times national correspondent, reported for the paper in December 2004 that two well-established Bout companies, Air Bas and Irbis, had contracted with the US Air Force and Army as well as private companies like FedEx and Kellogg Brown & Root, the much-maligned former Halliburton subsidiary. The State Department had circulated a list of Bout companies warning its officials not to use them, Braun wrote, but the Pentagon made no similar effort.

A fuel purchase agreement included in Chichakli’s court file shows that the Defense Department used Air Bas "for official government purposes" just nine days after Wisconsin Democratic Sen. Russ Feingold questioned top defense officials, including then–Deputy Secretary of Defense Paul Wolfowitz, about such contracts. But Wolfowitz didn’t acknowledge what he eventually characterized as the "inadvertent" use of Bout’s planes for Feingold until months later.

When Austin delved into the issue in 2005 with fellow Merchant of Death author Farah, a former West African bureau chief for the Washington Post, the pair obtained new information for an article in the New Republic showing that the US military also used Bout-controlled companies during a four-month period in 2005, long after the "inadvertent" contracting had first been publicized.

The discoveries were a major letdown for Austin. She’s discussing with some NGOs the possibility of suing the federal government for vioutf8g its own presidential executive order. But Austin knows that even if Bout lands in a US prison for life, there will be someone else to take his place. It’s already happening, she says. As dark as it sounds, Austin will never have to go without a job.

"I’ve seen so much of the same thing go on year after year," Austin said. "You just have to take it in stride and keep coming back punching and hitting. That’s just the nature of the beast, the nature of the work that I do. You just have to keep going."

“Conflux Vignettes”

REVIEW Being unpatriotic, I spent the Fourth of July observing indoor fireworks at the opening of the group show, "Conflux Vignettes," at Mama Buzz Café’s Buzz Gallery. I was lured in by poet-painter Brian Lucas, whose 2006 book, Light House (Meeting Eyes Bindery), is out of print but obtainable secondhand. Like his longer poems, which accumulate as aphoristic remarks, Lucas’ abstractions accrue in obsessively worked increments. Whereas in his earlier work these parts formed discrete centers of interest, his more recent paintings, like the acrylic Correspondence, reveal a more unified sense of composition, their lush brightness influenced by his six-year stay in Thailand, from 2001 to 2007. Lucas’ paintings have the complexity of the finest abstraction, with an illusion of depth hitherto unrealized, and suggest equally the cosmos and the lotus.

Also here are odd assemblages by Daniel Glendening, black mat-board cutouts overlaid with rainbow-colored gouache and acrylic. The edges are shaped alternatively as pistols, cacti, and AK-47s. The most ambitious, Mine Eyes Have Seen the Glory, includes all three — its overall shape suggestive of the southwestern United States and a good metaphor for a country refusing gun control. Paper squares repeating the title are affixed by copper nails driven through the piece and into the wall. (If you buy the work, Glendening offers to come nail it to your wall at home.)

Rounding things out are large paper-on-canvas pieces by Julie Oppermann, executed in watercolor and acrylic, yet defying most viewers’ conceptions of watercolor. The concentric circles, overlaying each other yet slightly askew, create the moiré effect, hovering like a Duchamp rotorelief without the literal motion. Tree-Cells, a smaller series in mostly red shades of oil, resembles something like exploded alligators — in a good way. All in all, a well-curated grouping, indicating why the space has its buzz.

High speed rail on track

It’s crunch time for high speed rail in California, a project 12 years in the planning that will finally go before voters in November, following a controversial July 9 vote in San Francisco on the system’s Bay Area alignment and ongoing political struggles in Sacramento.

As envisioned by project proponents, riders would be able to board the sleek blue-and-gold trains in San Francisco’s remodeled Transbay Terminal and travel at speeds of up to 220 mph down the Peninsula, cutting over Pacheco Pass into the Central Valley, and arriving at Union Station in Los Angeles two hours and 38 minutes later — or continuing on to Anaheim and arriving 20 minutes after that.

The $9.95 billion bond measure, Proposition 1, would cover about a third of the costs for this initial phase (the plan would eventually extend the tracks to run from Sacramento to San Diego), with the balance borne almost equally by the federal government and private investors. With around 100 million passenger trips per year, and LA-SF tickets projected to cost around $60, fiscal studies show the project will more than pay for itself in less than 20 years, then generate about $1 billion a year in profits.

Perhaps most important in these times of heightened environmental concern, the system is now proposed to run entirely on renewable energy sources and would use about onethird of the energy of air travel and one-fifth that of driving, eliminating 18 billion pounds of greenhouse gases from the atmosphere and reducing California’s oil dependence by 22 million barrels per year.

Yet there are still obstacles that could derail high speed rail, which was set in motion in 1996 by then–state senator Quentin Kopp, a San Franciscan and retired judge who chairs the California High Speed Rail Authority (CHSRA).

Critics of the CHSRA’s unanimous vote choosing Pacheco Pass over Altamont Pass are threatening to sue and now have about 30 days to do so. Union Pacific Railroad has complicated the right-of-way acquisition process by claiming it won’t allow the project on its property. And Gov. Arnold Schwarzenegger and his allies have been inconsistent in their support for the project (see "Silver bullet train," 04/17/07).

On top of that, legislation to update the six-year-old language of the bond measure, Assembly Bill 3034, appeared at Guardian press time to have fallen short of winning needed support on the Senate floor before the July 15 deadline set by Secretary of State Debra Bowen. And there was a renewed effort by Republican legislators to try to push the bond measure back to 2010.

Yet for all the challenges the project continues to face, the recent hearings in San Francisco demonstrated that there is a consensus emerging among some of the most powerful political players in the state that California is finally ready to catch up to Europe and Asia and start building the first high speed rail system in the United States.

CHSRA met in San Francisco July 8-9 to take public comment and finalize its last critical decision before the November bond measure — selecting the train’s route through the Bay Area and making the legal and environmental findings to support that decision. The stakes were high as the board weighed whether to select Pacheco Pass or Altamont Pass as the route from the Bay Area to Central Valley.

CHSRA staff and consultants, along with most Bay Area politicians and civic groups, favored Pacheco Pass, which is the faster and cheaper option, and one that doesn’t require a logistically difficult crossing of the San Francisco Bay to reach the Peninsula.

Most environmental groups favored Altamont Pass, which avoids ecologically sensitive Henry Coe State Park and areas where activists feared the rail line might induce urban sprawl or threaten agricultural viability. The conflict seemed intractable just a few months ago, with South Bay politicians threatening to oppose the project if it used Altamont and organizations, including the Sierra Club, threatening litigation if Pacheco was chosen.

But it appears that project proponents have allayed many of the environmentalists’ concerns by eliminating a proposed rail station in Los Banos or Avenal and including strong preservation policies in the project.

"We have worked with as many of these individuals as we could to accommodate their concerns," CHSRA executive director Mehdi Morshed said at the hearing, noting that they’ve done all they could to make changes and still have a sound project. "We can’t deal with the dogma. Some people say you must do this or else, and we can’t deal with that."

After years of studying the options, Morshed said the choice is clear.

"Pacheco is the appropriate corridor for fast intercity rail service," Morshed told the CHSRA board. "Somewhere along the line, we have to decide we’ve studied enough and move on, and this is one of those circumstances."

Most of the dozens of people who spoke at the hearing agreed, including Tim Frank, who represented the Sierra Club of California and praised CHSRA staff for addressing most of the group’s concerns.

"The opportunity to get people out of cars and out of airplanes and get them into steel wheels running on steel track is very important," Frank said, noting that the project was essential to meeting the state’s goals for reducing greenhouse gas emissions.

Yet others are still threatening litigation, among them Oakland attorney Stuart Flashman, who addressed the hearing on behalf of clients that include the Planning and Conservation League, the California Rail Foundation, and the Mountain Lion Foundation. He made a number of technical points about the project’s environmental impact reports, such as the use of alignment corridors rather than more specific routes.

"We find your report completely inadequate," Daniel McNamara, project director for the California Rail Foundation (a train users group), told CHSRA.

After the vote didn’t go his way, Flashman told the Guardian that the coalition he represents will meet soon to decide what’s next. They have 30 days from when the notice of decision was entered July 9 to sue unless the Attorney General’s Office waives the statute of limitations. "We’re going to be considering what to do now, but litigation is certainly on the table," Flashman said.

Whether filed by this group or another entity, the CHSRA has been working closely with Deputy Attorney General Christine Sproul to create a project that will withstand a legal challenge.

"We wanted to make sure that if and when there is a lawsuit — and there probably will be a lawsuit — that we are capable of defending it," Morshed told the board, noting how Sproul was brought in because of her expertise in environmental law.

Before the authority voted, Sproul explained that the environmental documents are for the overall program to build the project and are therefore not as detailed as the specific project studies that will be performed after CHSRA secures specific property to build on.

"Today, before you is really a broad policy choice," she said.

Sproul also said that the project is likely to proceed even if a lawsuit is filed, noting that getting an injunction to stop the project would require the litigants to secure a bond against losses to the state as it pursues this high-dollar project, "which could be millions."

But recent CHSRA actions have appeased many of the would-be plaintiffs and created a project that was effusively praised by stakeholders.

Mayor Gavin Newsom said San Francisco is "very supportive" of the project and will work to make it a reality. "We stand behind your efforts to bring high speed rail to the state of California," Newsom told CHSRA, later adding, "We need to connect the state to itself."

Newsom said San Francisco International Airport officials support the project. While it might seem to be a competitor, Newsom said high speed rail will take some of the pressure off SFO, which would otherwise experience congestion at problematic levels by 2020. Current plans call for a high speed rail station at SFO, as well as one near Palo Alto.

"We recognize that we need to have competitive modes of transportation," Newsom said. "Our airport is very supportive of this effort, and that’s very important."

Board of Supervisors president Aaron Peskin echoed the point, noting that he began his political career as an activist opposed to filling in more of the bay, something an airport expansion would probably require. He told the authority that his board has unanimously endorsed the project.

Jim Lazarus, vice president of the San Francisco Chamber of Commerce, also announced that group’s support for the project, telling the authority that Californians have long been ready for high speed rail: "I think the public is ahead of the politicians in Sacramento on this one."

Many of the speakers spoke knowledgably about high speed rail.

"I’ve ridden on the Japanese Shinkansen and I can’t wait to ride on the first high speed rail system in the United States," said Dean Chu, a commissioner with the Bay Area’s Metropolitan Transportation Commission.

"I’ve been building high speed rail systems for 15 years in Asia and Europe, and I just want to say, ‘It’s about time’," said Robert Doty, the rail operations manager for Caltrain, who has worked in Germany, England, Taiwan, and China.

Echoing that sentiment was Eugene K. Skoropowski, who also worked on high speed rail projects in Europe before taking his current job as managing director for the Capital Corridor Joint Powers Authority: "It’s about time we bring our American firms that have expertise (on building high speed rail systems) back home to work here."

Enthusiastic supporters of the project urged the authority the move quickly.

"We feel a great deal of urgency over this project," said Emily Rusch, a San Francisco–based advocate with the California Public Interest Research Group.

"Everyone I talk to is very excited about the idea," said San Francisco resident Mary Renner. "It’s embarrassing that we’re so far behind the rest of the world, and I just want to tell you the public is supportive of this project."

"Our priority is to get this thing built and get it built quickly," said Dave Snyder, transportation policy director for the San Francisco Planning and Urban Research Association. "Let’s get rolling on high speed rail."

The final step in getting high speed rail ready for the November ballot was to be AB 3034, which sought to update the language and financial oversight provisions of Prop. 1, whose language was written for the election of 2004 before changes in the project.

"I feel good and I’ll feel better when AB 3034 is in appropriate condition," Kopp said after the vote on the Bay Area alignment.

Kopp was critical of Sen. Leland Yee for amending the bill to guarantee the bond money went to the San Francisco to Anaheim section, something Yee said he did to protect San Francisco’s interests but that Kopp felt hurt the measure’s statewide chances. Yet that tiff was overshadowed by the bill’s apparent and unexpected failure in the Senate.

Sen. Mike Machado (D-Stockton) was unhappy with the Pacheco choice and decided to oppose the project, meaning that proponents needed three Republican votes to win the two-thirds needed for passage and only Sen. Abel Maldonado (R-Santa Maria) was willing to cross party lines, Capitol sources told the Guardian.

Secretary of State Debra Bowen had set a deadline of July 15 for substituting the new language in Prop. 1, so at Guardian press time it appeared the old language would remain in place, which Kopp said was acceptable and probably wouldn’t hurt the project.

Meanwhile, a project opponent, Roy Ashburn (R-Bakersfield), sought to kill Prop. 1 by doing what’s known as a "gut and amend" to an unrelated bill, SB 298 by Senate Minority Leader Dave Codgill (R-Modesto), in an attempt to push the bond measure back to 2010.

If he can find the two-thirds vote in both houses — which most sources consider unlikely — it would be the fourth time the bond measure has been delayed. So barring any unusual political deals, the high speed bond measure is still up in November.

If a majority of voters approve Prop. 1, the CHSRA would begin negotiating rights-of-way and working on final technical studies. Construction could begin as early as 2010, although completion could take up to 10 years.

In the meantime, CHSRA unanimously voted to work with regional rail agencies such as BART to create a rail system over Altamont. As Morshed said, "We need to immediately start working on the Altamont corridor and find a solution to that."

Memories of the toothpick-thin, turtlenecked Bay Area beat-gen grandpappy shaking and shimmying beside breakdance troupe Sisterz of the Underground on an impromptu dance floor at the Guardian‘s 2005 Goldies bash are burned forever in my olde retina, for sure — right alongside indelible images from Conner’s Ray Charles–driven Cosmic Ray (1962) and his Toni Basil-go-go-happy Breakaway (1966). Where’s the joy in contemputf8g Conner’s fierce life force — one that happily, darkly captured the pure products of America gone mad — finally breaking away and making a run for the ether? And likewise — in an era of diminished expectations, recession-inspired belt-tightening, and exploding oil prices — who cares to question why Beck has got the 21st-century blues but bad?

Readings of Modern Guilt‘s songs as covert Scientology tracts can wait: the overt critical prognosis is that Beck’s latest disc is terminally bummed. "Modern Guilt sounds like an obligation," writes Amy O’Brien of Vancouver Sun. "It sounds like Beck has disengaged from his music." Meanwhile, Greg Kot of Chicago Tribune theorizes that the songwriter and producer Danger Mouse’s collaboration "sounds like it was dashed off between appointments on Danger Mouse’s increasingly stocked calendar." All grouse about the overall darkness of Beck’s mood: there are ruminations on bones, abandonment, and corrosive rain on the gluey exotica-bop "Orphans" and on melting ice caps, hurricanes, and heat waves amid the blissfully brisk, purring pop "Gamma Ray." "Replica" takes on a drum ‘n’ bass face, bright chimes tolling with dread at the age of mechanical reproduction, whereas "Profanity Prayers" invokes a spanking Devo rhythm and inverts "Mr. Soul" motifs to encapsulate soulless urban drift. "You couldn’t help but stare like a creature with the laws of a brothel and the fireproof bones of a preacher with your lingo coined from the sacrament of a casino … ," Beck breathes. "You stare into space trying to discern what to say now and you wait at the light and watch for a sign that you’re breathing." We’ve heard such expressions of ennui before from Beck, but can the weariness of age — he made 38 on July 8, the date of Modern Guilt‘s release — lie at the heart of the album, behind the minimalist bass bumps of "Youthless"? Or is Beck simply saving such crowd-pleasers as last year’s Grammy-nominated digital-only single "Timebomb" — just check the homemade video tributes on YouTube — for some Gallic-inspired megarelease to come?

I doubt it. Modern Guilt is far from giddily upbeat. It’s no Midnite Vultures (DGC, 1999), the larkiest Beck has ever skewed, nor is it as self-consciously crafted as The Information (DGC, 2006). Instead it reads like the man who is in touch, as usual, with the moment — one that would make Philip K. Dick’s skin crawl. My favorite songs emerge when Beck plunges into a Mutations-ish darkness and Sea Change–like doom. Downed jet passengers drown amid viewer paranoia in the dreamy, Gainsbourgian "Chemtrails," which roils in a gorgeous funk, and the fatalistic "Volcano" turns out be one of the most beautiful, beautifully imperfect songs Beck’s ever written. Its trudging beats dissolve like a heavy heart into his weary "I’m tired of evil / And all that it feeds." He continues, "I’m tired of people who only want to be pleased / But I still want to please you / And I heard of that Japanese girl who jumped into the volcano / Was she trying to make it back / Back to the womb of the world," and the melody resolves, ever so briefly, before returning to its sorrowful grind. "I’ve been drinking all these tears so long / All I’ve got left is the taste of salt in my mouth. I don’t know where I’ve been / But know where I’m going / To that volcano." Beck’s protagonist doesn’t want to fall in — nirvana has not been achieved, nor has the promise of Beck and his generation been completely fulfilled — but those uncredited violins make the brief journey out, into silence, a guilty pleasure. *

Red ink stains green rhetoric

GREEN CITY Environmentalists are pondering the state’s seemingly schizophrenic approach to fighting climate change after a recent state report encouraging increased use of mass transit came out at the same time that the governor’s budget proposal denies the state’s public transportation fund more than $1 billion.

The California Air Resource Board’s June 26 Draft Scoping Plan to combat global warming, released pursuant to Assembly Bill 32, the California Global Warming Solutions Act of 2006, is at least the second major report this year to recommend expanding public transit. But the governor’s latest spending plan redirects that sizeable chunk of money — gasoline tax revenue that voters who approved Prop. 42 in 2002 directed toward transportation projects and agencies — to help reduce the state’s $17 billion budget deficit.

"There’s a lot of misallocation of resources going on," said Tom Radulovich, executive director of the San Francisco nonprofit Livable Cities. "The governor on the one hand wants to say, ‘You should all ride mass transit.’ But on the other hand, he is taking away [transit] support from the state budget."

The governor’s press secretary, Aaron McLear, said the budget proposal spares transit from cuts faced by other programs during these tough economic times.

"Funding for public transportation stays level in the governor’s budget proposal. That’s in the face of a $17 billion deficit. The fact that it remains level is better than a lot of cuts we’ve had to make," McLear said. "We wish we could increase it, because it certainly is something the governor believes in. But again, the state is facing a $17 billion shortfall. We can only spend the money that we have. There will have to be some tough decisions to be made."

The CARB plan calls for California to lead by example by encouraging state employees to take advantage of public transportation during their commutes. It notes that transportation accounts for 38 percent of California’s greenhouse gas emissions, most of which comes from cars and trucks, and that curbing these emissions is critical to reaching California’s goal of reducing total emissions by 30 percent over the next 12 years.

"Overall I think this is headed in the right direction. For better or worse, this really does put California ahead of any other state if we fully implement this plan. Of course, having a good plan does not guarantee that it will be implemented, but this is a very serious attempt," said Gabriel Metcalf, executive director of the San Francisco Planning and Urban Research Association, of the state’s global warming plan.

Yet he also said that reaching the plan’s ambitious goals for reducing greenhouse gases means people will have to drive less and use transit more, and that local governments will need to stop approving urban sprawl projects.

"The easy answer that most Americans would rather have is to keep driving just as much as always, but have alternative fuels. And that just is not going to work. AB 32 has a major land use change component. Is it enough? No, it is not. But it is at least an acknowledgment of what we have to do," Metcalf said. "Overall I’m pretty impressed, but they’re not proposing enough land use change and they’re not proposing transit funding increases. They are still unwilling to face facts about the role of the automobile and climate change."

Yet instead of increasing funds for mass transit, the governor has redirected billions of public transportation dollars into the general fund, maintaining status quo transit funding in the face of increased gasoline prices and the new climate change mandate. At the same time, billions of dollars have been allocated to highway expansion programs, exacerbating the global warming problem.

"Anybody’s budget should be a reflection of their values, whether it’s an individual or an agency," said Carli Paine, transportation program director for the Transportation and Land Use Coalition. "The state is saying, ‘We value public transportation as a climate friendly choice.’ Yet when it comes to expressing those values in the budget, we say, ‘It doesn’t matter that much,’ so we’re actually undermining those original statements."

The governor’s revised state budget allocated $306 million to the State Transit Assistance Program, the state’s source of funding for mass transit operating costs such as maintenance, drivers, fuel, and mechanics.

This is the same amount that was allocated last year, even though transit ridership is the highest it has been in more than 50 years, according to a June report by the American Public Transportation Association. And factor in that crude oil is about $140 per barrel now compared to about $73 per barrel this time in 2007, according to the Energy Information Administration, a federal agency. "The budget is kicking transit in the teeth when it needs it [money] the most," Radulovich said.

The $306 million allocated to the State Transit Assistance Program comes from funds generated by Prop. 42, the voter-approved gasoline tax measure. But Paine said the STAP should also be entitled to what is called "spillover" money. Spillover refers to additional funds generated when the price of gas rises faster than inflation on other goods, leading to unusually high revenue from the tax.

The governor’s budget predicts $1.77 billion in spillover for the 2008–09 fiscal year, but he decided to put the money toward shrinking the deficit instead of funding public transportation. The current fiscal year was the first time since the proposition passed that the spillover did not go toward public transportation.

Radulovich said he believes the state is hesitant to fund mass transit — even though it recognizes the importance of reducing the number of cars on the road — because building more roads and freeways leads to more expansion and urban sprawl.

"Sprawl makes a lot of people a lot of money," he said, including oil companies, car companies, homebuilders, construction firms, and trucking companies. "These are political questions, not policy questions. The policy answers in many ways are very clear. The question is whether there is the political will to deal with it, and that’s what we’re going to find out."

Radulovich said this reality is why many California business groups support outward expansion and put pressure on the government to fund highways over mass transit. The Bay Area Council, for example, pushed aggressively for highway expansion during the last budget cycle.

Paine said she believes political pressure also comes from structural flaws in the state’s budget system.

"It’s the legacy of Prop. 13, which really froze the income our state received from [property] taxes," she said. "Public entities that are committed to social services, such as education, are still receiving property taxes at levels that are decades behind what they used to be." This puts a strain on the state’s general fund, and money has to be diverted from the mass transit account to relieve the burden generated by California’s low income tax levels, Paine explained.

Paine said a new budget proposal has been submitted to the California legislature that would restore hundreds of millions of dollars to the mass transit account for the 2008-09 fiscal year by generating additional revenue for the general fund. She said that since 2000, more than $3 billion of mass transit money has been redirected to the general fund, and the number will exceed $4 billion if the governor’s current proposal goes through.

"This isn’t just a problem this year — it’s a chronic problem. And public transportation is chronically being leaned on for relief," she said. "It’s just not a sustainable system."

TRANSIT FUNDING 101

Carli Paine of the Transportation and Land Use Coalition explained the finer points of California’s complicated system for funding — or not funding — improvements to the public transit system. Transit’s main account is called the State Transit Assistance Program. This money is flexible, but is mostly used for transit operations (maintenance, operations, fuel, mechanics, drivers, and so forth). Sometimes, though, it is used for capital projects (such as buying new tracks or replacement cars).

The STAP is the largest portion of the public transportation account, and the funding is critical. As Paine put it, "If you can’t even operate the system that you have, it doesn’t help much to have money to lay new tracks." The STAP is therefore often the focus of discussions about transit funding.

Prop. 42, which directs California’s gas tax to transportation projects, funds the STAP, although not all Prop. 42 money goes there. For example, 25 percent of Prop. 42 revenue goes to a special account for transit capital projects.

Prop. 1B is another big source of transit funding. It is the 2006 measure that allowed California to sell $19.9 billion worth of bonds to fund transportation programs. Only about $4 billion of that was allocated to public transportation, with the lion’s share of the money going toward new freeway projects.

This is where things get a little complicated.

California originally had a sales tax on all goods except gasoline. In the 1970s, voters passed Prop. 42, which decided that it would be more equitable to reduce the sales tax rate by a fraction of a percentage point, but expand the sales tax to include gasoline.

This was expected to be revenue-neutral for the state, so it wouldn’t cost people more. That was true unless gas prices rose quicker than the cost of all goods, which it eventually did.

Then-Gov. Ronald Reagan argued that it was important to return the extra revenue to public transportation because when gas prices rise, more people use public transit. As a result, this "spillover" has been set aside for transit expansion.

Last year was the first year in which the spillover was diverted to the general fund instead of being given to the STAP. It was redirected to help close the state deficit, and the 2008–09 budget proposes doing the same thing this fiscal year. (Janna Brancolini)

Timothy Horn: Bitter Suite

REVIEW At some point this summer, you’ll likely be asked — or roped into — accompanying visitors to see the Dale Chihuly exhibition at the de Young Museum. It’s a pretty series of darkened rooms with enormous blown glass forms, lit to show off a floorshow of colors and whimsical shapes. There’s nothing conceptually difficult or politically offensive in this Willy Wonka–scale display. But if it leaves you craving craftsmanship and concept, a quick trip upstairs to see Timothy Horn’s installation "Bitter Suite" should cure that.

The Australian sculptor, known for his large-scale versions of 18th-century jewelry, also has a background in glasswork. But two of the three pieces he created for this part of the museum’s Collections Connections series sparkle with sugar crystals. Horn’s objects are a response to the not-so-happy Cinderella story of Alma Spreckles, widow of millionaire sugar baron Adolph Spreckles and founder of the California Palace of the Legion of Honor. Horn’s hefty 300-pound chandelier piece Diadem is a larger-than-life, rock candy–encrusted beast hanging near Sir John Lavery’s matronly oil portrait, Mrs. Adolph Bernard Spreckles (1932). Mirrors on either side of the room create that never-ending-hallway effect, with the honey-colored chunky chandelier echoing like a lost guest at Versailles. Big enough for a small princess to ride in, Horn’s carriage, Mother-Load, is also caked in sugar crystals and shellacked light brown. Looking like a giant baked cookie confection, it’s cousin to the museum’s sedan chair (circa 1760) that once served as a phone booth in Spreckles’ home. The third piece, Sweet Thing, a grossly magnified French baroque earring with big blown-glass pearl drops, drips with unwearable glamour. In this era of comically high-priced contemporary art and Las Vegas-as-the-adult-Disneyland, Horn points us to the intersection where beauty and greed mutate together.

GREEN CITY Environmental groups have voiced cautious optimism about the California Air Resources Board’s new draft plan for fulfilling the legislative mandate of reducing greenhouse gas emissions by 30 percent from 1990 levels by 2020 and 80 percent by 2050. It relies primarily on greater conservation and efficiency, and a push for new technology.

But skeptics await the forthcoming details behind the plan’s vague outlines and openly worry that the complex "cap and trade" system for selling the right to pollute, an approach favored by industry executives, could be counterproductive. Many experts say we need a more radical reevaluation of the current system, such as that proposed by California’s S. David Freeman in his book, Winning Our Energy Independence: An Energy Insider Shows How (Gibbs Smith, 2007).

Freeman has advised presidents and governors on energy policy, run the Tennessee Valley Authority and major municipal utility districts, and recently activated a fleet of all-electric vehicles as head of the commission overseeing the Port of Los Angeles.

His book lays out a plan to phase out Big Coal, Big Oil, and nuclear (which he dubs "the Three Poisons") over 30 years while meeting the needs of our high-energy society by implementing renewable technologies that already exist: sun, wind, and renewably generated hydrogen, supplemented by small hydroelectric, geothermal, and certain biofuels.

"[I]t is entirely practical and feasible to get all our energy from renewable resources and to do so with today’s technology," Freeman writes, contradicting energy industry spin that beginning the switch would take decades. Footnoted calculations and renewable resource maps show that renewables will cost the public less, with supply "over twice as large as what we may need," if used efficiently.

The transition he proposes could eliminate many of the physical, economic, and political risks of our current unsustainable oil addiction, but only if environmentally concerned Americans — which, he posits, are a majority — close ranks and demand a national renewable energy policy that started immediately.

Freeman’s plan also relies heavily on conservation: it recommends federal government-mandated efficiency programs for utilities, auto companies, manufacturers of energy-using equipment, and homebuilders to offset rising consumer demand. Increasing fuel mileage standards by 1 mpg per year for 24 years (to 48 mpg), for example, would push automakers to steadily improve their products.

His second step: retire aging, highly polluting coal and waste-generating nuclear plants, outlaw new ones, and phase in renewable power-generating alternatives using sun, wind, geothermal, biomass, and municipal waste (going from 9 percent renewable now to 60 percent in three decades, at five-year intervals). Forest, agricultural, and municipal waste are preferable to food-based ethanol.

Freeman encourages consumers to get vocal with manufacturers and demand flex-fuel and plug-in hybrid cars (with batteries you can recharge at home) and, ultimately, all-electric cars. Rechargeable types require less gasoline, freeing us from reliance on foreign oil, a militaristic foreign policy, and habitat destruction at home. An excess-profits tax can supply consumer and manufacturer incentives to speed production within a decade.

Because green cars mean more demand for electricity, Freeman looks beyond new thin-film solar rooftop panels, calling on the federal government to develop "Big Solar": desert installations capable of generating 500 MW of power (the largest US solar farm now generates 16). Such a facility could fuel the energy-intensive electrolysis process needed to free clean-burning hydrogen from water (to replace gasoline), which can then be piped and stored.

Sure, this kind of approach will be expensive. But it would be attainable when looked at against the high cost of oil wars and steadily rising gas prices; habitat and health benefits further tip the scales.

To supplement lulls in sun and wind, the "cleanest of the fossil fuels — natural gas plants — should be allowed to continue to generate power … to assure reliability during hours when the renewables are not available," Freeman writes.

Freeman incites a people-power surge to usher in the big transition: "A favorite trick of the energy establishment is to say our problems are so big that we have to try everything, which means drilling where oil companies want to drill, strip mining coal, and building prohibitively costly, high-risk, toxic nuclear reactors.

Freeman said we need that same strong commitment to transition away from the Three Poisons, because "coal, oil, and nuclear cause the problems while renewables are the solution."

I was dreading the drive home from Lake Shasta. Sunday afternoon. The end of a major holiday weekend. Every car in Northern California would be converging on the Bay Bridge right around the same time I got there. Figure two hours from the Carquinez Bridge to the toll plaza. Hot weather. Tired, hungry kids who have to pee. Nowhere to go, no way to move. An impatient driver (me), who can’t stand waiting five minutes in a grocery store line, stuck in an endless, hellish queue with no outlet for the anger except to crab at my long-suffering partner. It wasn’t going to be pretty.

We did what we could. We got up early Sunday morning, de-fusted the boat, pulled into the dock by 11 a.m., and got on the road by noon. But still: 210 miles to San Francisco. We’d hit the Bay Area right about 3 p.m., along with every other auto-mad idiot who drove somewhere for the Fourth of July.

But a funny thing happened: we cleared Vacaville, and Crockett, and Vallejo, and I kept waiting for the traffic to hit. And then Albany and Berkeley and … whoa: we were on the bridge approach at 3:15, not one single stop-and-go spot, and the bridge was no worse than a typical pre-rush-hour weekday afternoon. It seemed as if nobody was driving.

Nobody is a bit too strong of a term — there were still plenty of people on the road. But for the first time in a decade, the California State Automobile Association reported a decline in car use over the holiday. "Less disposable cash and an overall increase in travel expenses have caused Californians to postpone or downsize their holiday getaways," CSAA spokesperson Cynthia Harris announced.

You could see that up at the lake, where rows of empty houseboats sat at the dock. Part of it was the incessant media coverage of the fires (in fact, Shasta was fine). But the biggest factor was the price of gas. At $4.50 a gallon, people don’t drive as much.

This is good.

For the first time in many, many years, people are talking about fuel efficiency again. I’m obsessed with it: change the oil, keep the car tuned and the tires inflated, and our utterly uncool Saturn wagon, with two-wheel drive and a small, weak four-cylinder engine, gets almost 40 mpg on the highway. We burned maybe 12 gallons round trip, which cost a little more than $50. Twice what it cost a few years ago, but not a deal-breaker. All of a sudden, the SUVs are grounded, and we’ve got the trick ride.

And I started to think: imagine what would have happened if courageous politicians in California had put a $2-a-gallon tax on gas five years ago. The SUVs and Hummers would be long gone. Public transit would be booming. And with 1.5 billion gallons of gas sold per year in the state, there would be $3 billion more each year in new revenue. Enough to fund huge improvements in urban transportation systems. The high-speed rail line to Los Angeles would be well underway. Traffic (and pollution, and global warming) would have dropped dramatically.

Yeah, the price of gas hits hard on working-class people who have to drive. I get that. It’s not the world’s most progressive tax. But the price has gone up anyway (as we all knew it would eventually) — and now all of that money is going into private oil company profits instead of going into public benefits. Something to think about.

The carfree challenge

GREEN CITY A large group of San Francisco’s top alternative transportation advocates traveled to Portland, Ore., for the Towards Carfree Cities international conference June 16-20, marveling at a transportation system widely considered to be the most progressive in the United States.

"Portland is light-years ahead of everyone else in this country," said Leah Shahum, executive director of the San Francisco Bicycle Coalition, who attended the conference along with representatives from the San Francisco Planning and Urban Research Association, San Francisco State University, prominent urban design firms including Arup (which is designing the new Transbay Terminal project), architect David Baker, and other institutions.

Public transit in Portland is extensive, cheap, frequent, and easy to use, with the Max line — unlike Muni — allowing bicycles on the trains. Walking is encouraged by new design standards and public information campaigns. A riverside freeway was replaced by open space years ago. And the large network of bicycle paths and other improvements to promote cycling have made Portland the only large city to earn the putf8um designation from the League of American Bicyclists (San Francisco is one tier down at gold).

"But the reality is Portland is far from being great," was the sobering assessment from keynote speaker Gil Peñalosa, the former parks director of Bogotá, Colombia, who pioneered carfree policies there before pushing the issues internationally through the nonprofit Walk and Bike for Life.

Cities are facing multiple crises connected to over-reliance on the automobile — declining public health, environmental degradation, resource depletion, loss of community, and not enough space in US cities to handle the 100 million people they’ll need to accommodate in the next 35 years. And Peñalosa said most are responding with baby steps that deny the scope of the challenge.

"We’re not doing enough," he said, noting that even the best US cities are way too dependent on automobiles compared to cities that have made the biggest advances in reducing automobile use, such as Copenhagen, Amsterdam, Berlin, Paris, Barcelona, and Vancouver.

"That’s where Portland belongs, and that’s the challenge," Peñalosa said. "Under existing conditions, we have to make major leaps instead of baby steps."

It was the first time that this eighth annual conference has been held in the United States, and organizers said they hoped its message will resonate in a country that needs to change profoundly if it is to efficiently manage its growth while playing a positive role in dealing with global climate change.

Many of the ideas raised at the conference and pursued in Portland are beginning to spread. The conference opened with Depaving Day, a pavement-removal effort that has many adherents in the Bay Area, and closed with Sunday Parkways, during which a six-mile loop in North Portland was closed to cars. Such "Ciclovias," which Peñalosa started in Colombia, are planned this August in New York City and San Francisco.

"There are people from all over the world doing amazing work," said local conference coordinator Elly Blue of the Portland group Shift, which organized the conference to coincide with Portland’s annual Pedalpalooza, two weeks of fun bike events and other festivities.

Many attendees noted that global warming, high gasoline prices (and the specter of Peak Oil), worsening public health, and persistent traffic congestion have made many big city leaders more open to carfree concepts than they’re ever been.

"The climate is changing," League of American Bicyclists director Andy Clarke said. "This is our time. It’s our moment to seize the opportunity and change our communities."

Mia Birk, Portland’s former bicycle-policy coordinator, added, "We’re not anti-car, but we’re trying to create a system where walking and biking are viable transportation options." Birk now runs Alta Planning and Design, which is working on carfree and car-light projects with hundreds of cities around the world, including some in the Bay Area.

"What we’re talking about is a true cultural revolution to encourage that kind of shift," Birk said, inviting the crowd to "be a part of that revolution."

Fizz, like buzz, is evanescent by nature, so I was not totally surprised to see that the champagne-bubble lights that once hung in the air above the bar at Jardinière were nowhere to be seen when we stepped inside on a recent evening. Had they been removed as a discreet way of acknowledging the rapid defizzification of American life? Or just switched off? Yet whether the bubbles be gone or merely darkened, the dome overhead remains; it was originally meant to suggest an inverted champagne cup (itself a suggestion of Marie Antoinette’s breast) but, in its bubbleless state, it now suggests a classical aura. One thinks of the Pantheon or some venerable bank building — a structure whose design is meant to radiate confidence, strength, and maybe a hint of transcendence.

Jardinière (the name means "gardener" in French) turns 11 this fall, and while that’s hardly a pantheonic number, the restaurant for the most part has aged well. It helps, surely, that Pat Kuleto’s interior design was one of his more restrained; the elements of whimsy, such as the wavy ironwork railings that line the sweeping staircase to the balcony, are subtle, while the largest of those that originally weren’t (i.e. the bubbly dome) have been tuned to a lower frequency. The biggest star of the design was never frivolous, anyway; I refer to the cheese chapel on the main floor. Its glass door is still conspicuous behind the bar, and although the cheese course has become commonplace over the past decade, Jardinière was one of the first restaurants other than the Dining Room at the Ritz-Carlton to offer one, and still does.

Blessed are the noisemakers, for they’ve gone someplace else to eat, leaving Jardinière reasonably quiet and conversation-friendly. The restaurant’s floors are mostly carpeted, which is a vast asset in maintaining a livable balance between bustle and din. The balcony, furthermore, is a motherlode of richly upholstered booths that line the outer walls and are cozy little havens in which talk is easy, if not cheap.

Did I say not cheap? Nothing is cheap at Jardinière, and since we’re talking about one of the city’s premiere restaurants, we wouldn’t expect it to be. Nonetheless, prices for many of the main courses have risen into the mid–$30 range now, and that’s a lot more than just five or six years ago. On the other hand, it’s a lot less than what they’d be at a comparable place in New York City. How strange to think of San Francisco as being a relative bargain.

The blow-out-minded might spring for the chef’s tasting menu: $125 for seven courses, plus another $65 if you want the wine pairings. (The executive chef these days is Craig Patzer, and Reylon Agustin is chef de cuisine.) But one can make do quite nicely with the à la carte choices. There was an around-the-horn consensus in our little booth that a spring-into-summer soup ($10) of white corn, braised chard, shreds of duck confit, and tiny cubes of garlic crouton was undersalted, and our server seemed slightly startled by the request for a salt shaker. But the shaker was brought swiftly, therapy was applied, and the soup — made with a rich, almost geutf8ous chicken stock — came to life.

No such issue clouded a lovely salad of little gem lettuces ($10) whose bright green nooks and folds were laden with buttery avocado slices, radish coins, filets of anchovy, and crumblings of hard-boiled egg under a green peppercorn vinaigrette. It reminded me of an Easter-egg hunt, with delightful surprises tucked here and there.

In earlier years, the des Jardins cooking style made ample use of cream and butter, but those luxurious accoutrements seem less in evidence these days. Butterfat was definitely used to smooth the pat of mousseline potatoes that accompanied the Devil’s Gulch pork ($36) — two slices of roasted loin, two slices of garlicky sausage — along with a pair of deep-fried okra knobs and some braised baby carrots and pearl onions. But slices of Liberty duck breast ($37) were fanned out over a bed of plump farro grains enriched not with butter but slices of nectarine and a five-spice gastrique (which also formed an elegant glaze at the edges of the meat).

And a sautéed filet of bluenose sea bass ($36) came to rest like a piece of tender driftwood on a bright beach of crispy sunchokes, Lucques olives, and almonds lightly bathed in a lemon emulsion — possible butter there, but in a modest amount. The saucings generally suggested lean sophistication, and, in a mild anomaly, the main courses struck us as being at least as inventive and nimble as their smaller precursors.

The dessert menu has a greatest-hits flavor, with a strong subtheme of seasonality. Ingredients are immaculate and execution flawless. It’s hard to find a dessert menu now that doesn’t offer bread pudding; Jardinière’s ($10) was made from brioche and plated with a pat of muscat sorbet (which had a singular and haunting flavor) and an almost impossibly fine dice of candied white peaches. Chocolate mousse tarts, too, are hardly unusual, but Jardinière’s elongated wedge of hazelnut marjorlaine ($10) was distinguished by a smooth, dark-chocolate intensity subtly enhanced by espresso oil. For a seasonal touch, there was a cherry tart ($10), about the circumference of a golf ball and complete with latticework; it was escorted by a scoop of Tahitian vanilla gelato and a splash of balsamic vinegar.

In an important sense we know sublimeness, like art, by its flaws. One of our water glasses was cracked, and the service staff, while attentive and knowledgeable, occasionally seemed overeager to remove plates we weren’t sure we’d finished with. Jarring. I wondered if there were a connection.

Seven Hells of SF: The road to hell is paved with potholes

“When gas is five bucks a gallon, I’m joining you!” An excellent sentiment shouted by a supportive driver on the afternoon of Saturday, June 21, from her idling car. And it was something I’d been thinking all day, that the three dozen other velophiles with whom I was riding the city’s most vertical inclines, officially dubbed “The Seven Hells of SF Bike Tour” were the badasses who’d easily contend with the realities – at least the personal transportation ones — of the fast approaching shitstorm called peak oil. Yet would the driver have expressed the same enthusiasm had she witnessed our collective past five hours – including the four blocks of Divisadero we had triumphantly climbed to the finish line at Sacramento five minutes before?

You’ll recall from high school lit class that Dante’s version of hell had nine circles, and they were cold. This unique tour’s organizers’, Dan Reider and Frank Chan, rendition had seven hills, all scorchers, exacerbated by the fact we rode midday on the tail end of the very un-San Francisco summer heat wave.

“Maybe I’m the only idiot who’s done this three times.” Chan remarked once we were relaxing back at our starting point, the daisy-dotted grass at the east end of the Panhandle (Chan was also the only one with a gigantic camera dangling from his neck, and he still roasted most of us on the hills in order to document our agonizing glory). There’s a reason why the tour’s only offered about once every two years, as that seems to be the average recovery time. Regardless of our recently burning lungs and wobbly legs, at least three-fourths of our group of 42 finished, and all were stoked. One rider said it was the most fun (Fun?! Yep, fun.) he’d had in a long time, and another dared to suggest the tour should be offered more regularly.
