The job of scrubbing down a city bus after it’s gone out of service is no picnic. At a Jan. 20 Budget and Finance Committee hearing called by Sup. Chris Daly to discuss health and safety impacts related to Municipal Transportation Agency layoffs, supervisors took a virtual tour of a Muni bus that was trashed on multiple levels: tagged inside and out, soiled with vomit, and strewn with garbage. Among the roughly 100 Muni workers who will lose their jobs to midyear budget cuts are 10 “car cleaners” — those unsung heroes who scrub away late into the night, tackling the residue left behind by the Sharpie-wielding, litterbug masses.

“We do send out all of our vehicles clean,” MTA spokesperson Judson True told the Budget and Finance Committee members at the hearing. “We do not send out any of our vehicles with any health issues … and we will not.” Despite his assurances, members of the Board of Supervisors and some Muni staffers voiced fears that with fewer and more overworked car cleaners, the overall experience of riding public transit could suffer.

It’s just one small example of on-the-ground impacts of painful budget cuts inflicted to solve a steep shortfall affecting the city’s transit agency. The fiscal woes aren’t unique to Muni. In coming months, San Francisco city departments across the board will have to contend with revenue shortfalls and find ways to continue providing services with diminished resources.

But with layoffs and other proposals such as raising fares, reducing service, and charging more for discount passes on the table, many are raising objections — including several members of the MTA Board of Directors, a body that is wholly appointed by Mayor Gavin Newsom. In a rare show of defiance at a Jan. 19 MTA Board meeting, several directors even resuscitated the idea of extending parking-meter hours and raising meter fees to generate new transit revenue, an idea Newsom previously rejected.

$49 MILLION IN THE RED

Muni has lost $180 million in state funding over the last three years due to “the nightmare in Sacramento,” as True put it, and no one seems to believe the fiscal crisis can be resolved without some degree of pain.

At the Jan. 19 MTA Board meeting, transit agency Chief Financial Officer Sonali Bose outlined the dismal financial picture, explaining that Muni has been hit hard by declining parking and taxi fees and impacts to the city’s general fund, leaving it about $49 million in the hole for the current budget cycle. After the layoffs, Muni will still face a $17 million problem. To solve it, suggestions include jacking up the historic F Line trolley fare from $3 to $5, charging $30 for discount monthly passes for seniors and passengers with disabilities, and reducing service.

Even against the gloomy fiscal backdrop, the prospect of eliminating jobs to make up for the losses drew serious concerns from MTA directors. “Once somebody’s gone, they’re gone,” Director Shirley Breyer Black noted. “I think moving forward with cuts in these classifications will send us into deeper fiscal crisis.”

All the affected workers — most of them frontline employees — are slated to lose their jobs by May 1, and around one-third of them were dismissed Jan. 22.

Muni Executive Director and CEO Nathaniel Ford emphasized that the decision to cut jobs was not made lightly. But at a Budget and Finance Committee meeting the following day, progressive members of the Board of Supervisors expressed alarm after hearing union members sound off about how the cuts disproportionately affect lower-paid classifications. The majority of layoffs target members of Service Employees International Union Local 1021, San Francisco’s largest labor union, which represents frontline workers across city departments.

“I understand that there are no good decisions,” Daly told the Guardian, adding that a certain group of workers seem to bearing the brunt of the cuts. “What progressive supervisors are calling for is for the budget to be handled more evenly,” he said.

A single Municipal Executives’ Association (MEA) employee — an MTA manager earning between $105,950 and $135,200 per year — was let go during this latest round of about 100 Muni layoffs, according to an agency memo. In the past year, MTA reduced its upper-level management team from 108 to 96 employees. In contrast, 33 members of SEIU Local 1021 — the majority frontline workers earning between $45,656 and $64,272 a year — will be affected by the cuts.

“Unfortunately, when MTA discovered that they had a budget problem, they didn’t bring all parties to the table,” SEIU Organizer Leah Berlanga testified at the Budget and Finance Committee hearing. “The way we got invited was via pink slips. That’s the only time they will talk to people who do direct services.”

When asked whether Muni had assessed mid- and upper-management level jobs to even the scales, True responded that a few mid-level managers were included in the latest round of cuts. One reason the layoffs seem disproportionate, he added, is that there are so many more frontline workers than others. “The budget picture has affected the entire agency,” he said. “No one is happy about these decisions.”

But SEIU Local 1021 characterized the layoffs as misguided, and attempted to identify waste and mismanagement within the agency in a packet of alternative cost-saving measures it submitted to MTA. At the top of the list was the suggestion that the agency eliminate 35 retired Muni employees, who are allowed to work up to 960 hours per year and earn wages in addition to their pensions. And according to the union, there are 21 temporary workers in the agency who’ve exceeded a two-year limit for short-term employment. SEIU recommended that those temps be dismissed too.

SEIU also criticized the decision to lay off 24 parking control officers (PCOs) — uniformed workers who have the unenviable job of issuing parking citations to bring in revenue for the city. “To me, if you do the simple math, it doesn’t make any sense. They make most of the money for the MTA,” said a PCO who testified at the hearing.

According to SEIU’s calculations, eliminating 24 employees who dole out parking tickets could result in a $7.2 million loss for the city in parking revenue. But True said MTA disagrees with this figure, and pointed to an internal memo showing how revenue from parking citations dropped in recent years even as more PCOs were hired. Nonetheless, at the urging of SEIU, the MTA Board agreed to postpone those 24 layoffs until February to buy time to study the impact. For other positions, negotiations between MTA and the union are ongoing. The details on still more layoffs, which will affect transit operators, is yet to come.

Sup. David Campos is asking for a management audit to see if Muni is spending its money efficiently. “I think we should look at best practices and how we’re operating before we finalize any cuts,” he said.

THE PARKING POLITICS

During a round of MTA budget talks last fall, the idea of extending city parking meter hours and raising meter fees was floated as a means of recouping losses — but Newsom balked at the idea, saying higher parking fees could harm small businesses. Now MTA Director Bruce Oka has revived — and endorsed — the concept.

“I can hold my nose and vote on anything, but I refuse to vote on something when I believe we have not looked under a rock for every source of funding,” Oka said at the meeting. “We have to extend the parking meter hours — we have to find dollars. If Room 200 [i.e. Newsom] doesn’t want that to happen, well then … he’s got to come up with a way to do what we need to do. If he’s not going to raise parking meters or extend parking meter time, he’s got to come up with some money.”

Tom Radulovich, executive director of nonprofit Livable City and one of the individuals who helped to create MTA in 1999, summed up Oka’s comments with a note of surprise: “He really called out the mayor,” he said. “I haven’t seen MTA Board members do that — they usually cover for him.”

Radulovich — who is also on the BART Board — says targeting motorists for more revenue instead of transit riders would be more equitable, sustainable, and in keeping with the city’s Transit First goals in the long run. Proposition A, passed November 2007, established “a strong mandate to reduce transportation-related greenhouse gas emissions,” he pointed out. But, he noted, with layoffs that could affect the qualify of service and possibly deter people from riding, “We don’t see how MTA is going to get to those voter-mandated transit goals.” *

Norm Rolfe, a voice for sane transportation planning

For almost 50 years Norman Rolfe, transportation activist and dedicated San Franciscan, was a strong and consistent champion of a more pedestrian-oriented and less car-oriented San Francisco. He died on Friday, January 15 at the age of 84.

Norm Rolfe could be called the voice of sane transportation planning in San Francisco. With his well reasoned and strongly voiced arguments, he helped save the cable cars and the Muni J-Line. He helped prevent upper Market Street from being converted into a San Jose style, 8-lane “boulevard.” He also helped block the Second Crossing, an ill-conceived scheme to build another transbay automobile bridge.

In the early 1960’s, Rolfe joined others to keep a freeway from running through the Panhandle and Golden Gate Park, and thus became an influential part of San Francisco’s campaign to prevent the California Division of Highways from ripping the city to shreds in deference to the almighty auto. Later he helped block the scheme for building an auto tunnel under Russian Hill. And he was one of the first people to call for the removal of the Embarcadero Freeway.

After the Central Freeway was damaged by the 1989 Loma Prieta Earthquake, Rolfe was also part of the successful campaign to tear it down and replace it with a new Octavia Boulevard. In recent years, he strongly opposed the grandiose plan to build an unnecessary, full-sized freeway through the Presidio of San Francisco. He also fought against the Metropolitian Transportation Commission’s unaccountable desire to expand Bay Area freeways under the guise of its so-called HOT lane program.

In 1970 Rolfe became one of San Francisco Tomorrow’s original members and has long served on its Board of Directors as chair of its Transportation Committee. In 1971, he helped write San Francisco Tomorrow’s transportation policy, which remains largely intact and current today. He also was active for many years on the Sierra Club’s Bay Chapter transportation committee.

Rolfe studied every issue thoroughly and usually got to the crux of the matter while everyone else was still on the first page. He strongly supported the return of streetcar service to Market Street and later the extension of the line along the Embarcadero (a service now highly popular with tourists and San Franciscans alike). In public hearings and in meetings with public officials, he never minced words. He expected other people to be persuaded by his voice and was impatient when they did not see things as clearly and with as much farsightedness as he did. He was incapable of sugar-coating an issue, or spinning it or making it more palatable for his audience.

He was a strong and consistent but nevertheless fair-minded advocate of passenger rail. While a long time supporter of the vitally important Tranbay Terminal/Caltrain Extension Project, Rolfe correctly foresaw major weakness in the ill-conceived BART/SFIA extension, now widely recognized as a short-sighted and money losing failure. More recently he opposed the squandering of scarce Muni capital on an ultra-expensive, virtually useless short piece of subway a third of the way into Chinatown.

At the time of his death, Rolfe was a member of the Citizens Advisory Council for the San Francisco Municipal Transportation Agency, Citizens Advisory Committee for the Transbay Joint Powers Authority, and the Octavia Boulevard Central Freeway Citizens Advisory Committee.

He will be missed.

Eight great ways to have fun in San Francisco for $5 or less

Living on a tight budget and still trying to have fun in San Francisco is a near impossible task. This is an expensive city, thanks to the reality that everyone wants to live in the tiny 49-square-mile cultural oasis — driving up rents and the cost of just about everything else.

Despite its reputation, the city is actually getting slightly more affordable, if ever so relatively. (In 2008 San Francisco actually fell in the rankings of most expensive cities in the U.S. from fourth to fifth.)

Leading the charge toward making the city a more affordable place to have fun are numerous businesses, government-run sites, and co-ops that are trying to survive in the recession themselves — and using big discounts and fun free events to try to lure you in.

Here’s a list of my favorite deals and freebies I’ve found so far for 2010.

CAFÉ ROYALE

Waving the flag high for nightlife in the Trendynob with its curved couches and velvet curtains is the cozy beer and wine bar Café Royale. This late-night venue (it’s open until 2 a.m. Fridays and Saturdays) stages more than 20 nights of free events each month, an eclectic mix of live entertainment that includes jazz bands, Beatles karaoke, book readings, slam poetry, stand-up comedy, and even the odd accordion night. You can dine on small plates and noshables until the wee hours, and wash them down with a robust selection of wines by the glass and creatively yummy Soju cocktails like the Pom Pom and Creamsicle. And for billiards fans, Café Royale has one of the few three-quarter size tournament tables in San Francisco at just 75 cents a game.

COUNTERPULSE

More an arts and culture community hub than just a performance space, CounterPULSE serves as a home and venue for a diverse mix of local artists, dancers, and playwrights to practice and showcase their latest works. A majority of the events at this nonprofit theater (plays, dance performances, as well as classes and workshops) are free. For more elaborate productions that require tickets, CounterPULSE has a wonderful “no one turned away for lack of funds” policy. You can also get in free by donating a few hours of your time to the volunteer usher program.

$5 MOVIE NIGHT

Saving money on going out to the movies used to mean you had to blag your way to a cheap ticket using a long-expired student ID or arrive by lunchtime to save a few bucks on a matinee ticket. The historic Roxie Theater has done away with all of those shenanigans, at least on Monday nights, with cheaper-than-matinee prices ($5) to all films (except for the odd film festival or special screening when regular ticket prices still apply). This stalwart of the Mission District, which recently celebrated its 100th birthday, is an independent art-house theater that shows limited-run art, music, foreign, and documentary films on two small screens.

BART DISCOUNTS AND FREE RIDES

You didn’t think BART — notoriously expensive for commuters — could be the source of cheap events, did you? Well, mybart.org, run by the transit system, lists a calendar of free events that take place close to BART stations. The site also gives you access to an constantly updated bevy of special discounts like two-for-one theater tickets, museum discounts, and heavily-discounted tickets to Warriors and Cal basketball games. For those of you who only respond to free, mybart.org also puts together ticket contests with different prizes each week, like the chance to win one of five preloaded $50 BART tickets.

PIER CRABBING

Hell with Fisherman’s Wharf and its giant crab sign. Forget the pricey crab dinners at local restaurants. You can learn how to be your own crusty crab-fisher, right in the shadow of the Golden Gate Bridge. The National Park Service staffers at the historic Fort Port (built in the 1850s) give free pier-crabbing demonstrations every Saturday morning from March to October. After the class, they’ll even loan you crabbing equipment so you can put your newly-learned skills to the test. Space is limited and advanced reservations are required.

THE HISTORY OF BAY AREA ROCK ‘N’ ROLL

Feeling nostalgic? You can get a taste for the era when the Bay Area and the psychedelic music scene were the center of the rock ‘n’ roll universe at the Museum of Performance and Design’s free history exhibit “Something’s Happenin’ Here: Bay Area Rock ‘n’ Roll 1963-73.” On display at this one-of-a-kind exhibit are the full-size original painting that made in onto the Grateful Dead’s “Anthem in the Sun” album cover, costume pieces worn by stars like Janis Joplin and Sly Stone, and original posters from the Fillmore and the Avalon Ballroom, along with a collection of previously unseen rock photos. Visitors can also listen to rare audioclips and watch vintage film footage they probably never knew existed. Exhibit runs through Aug. 28. It’s free, but the museum suggests a $5 donation.

AMERICAN BOOKBINDERS MUSEUM

If you’re really looking for a blast from the past, check out the free exhibit at this little-known museum. Bookbinding is the art of physically assembling and sewing the pages and spine of a book by hand — a skill that was made essentially obsolete (at least, for the purpose of mass-production) with the dawning of the Industrial Revolution. But the nonprofit American Bookbinders Museum, part of a working bookbindery that still practices this art, documents the history of how books used to be put together with exhibits celebrating the skilled artisans who bound books, samples of vintage papers, and a maze of large and terrifying-looking 19th- and early 20th-century binding and cutting machines (many of which could cut off all your fingers in one go if you stood too close).

SAN FRANCISCO BICYCLE COALITION

Unless you want to walk, there’s really no cheaper way to get around town than on a bicycle. And for the tens of thousands of San Franciscans who use bikes as their main mode of transportation, the Bike Coalition is a co-op knight in shining armor. The advocacy group, whose members successfully fought more than 200 miles of bike lanes in the city as well as bike access on Muni and BART, also puts on and sponsors a handful of events each month such as free urban cycling workshops to help you navigate the city streets safely, themed guided bike rides, and many other bike-friendly events. Membership starts at $35 per year, but many of their events are free for nonmembers or for a $5 donation.

D-STRUCTURE

Owned by former pro skater and X-Games judge Azikiwee Anderson, D-Structure in the Lower Haight blurs the line between retail store, art gallery and performance space in a big way. Every month, this self-described “lifestyle clothing brand culture store” lets local artists take over the space and use the entire store as their canvas. For launch parties, which take place several times each month, the merchandise displays of urban hoodies and t-shirts and hip beanies are pushed to the walls to make room for DJs and events that range from art openings with live painting to indie rock shows, hip hop album release parties and film screenings. And did we mention the open bar? During its nighttime events, most of which are free and open to the public, D-Structure has been known to bring in a truck load of beer; that’s what happened on New Year’s Eve.

How to fight foreclosure

You’ve finally found your dream home, an apartment so well-loved even you can afford it. You settled in, cleaned the carpet, set the mouse traps … and then the eviction notice arrives: your landlord’s been foreclosed on. And the bank that owns the place now wants you out.

It’s happening a lot in this city, where tenants get caught in the financial meltdown through no fault of their own. But don’t panic: in most San Francisco buildings, foreclosure isn’t a legal grounds for eviction. But you’ll have to stand up for your rights.

Here’s what the San Francisco Tenants Union advises:

If you sense your landlord’s at the brink of foreclosure, watch for telltale signs: realtors checking out the property or repairs that go unresolved. Keep in mind that lack of money is no defense for maintaining property, so call the Department of Building Inspections at 415-558-6200 for help with holding property-owners to their repair responsibilities.

Once the eviction notice due to foreclosure arrives, find out if you are covered by rent control. If you aren’t (if your rental was built after 1979 then you definitely aren’t) the bank has the power to evict you within 90 days. If you do have rent control, you have eviction protection. This means the bank can’t evict you or raise your rent.

Unfortunately, the bank might not know that if it’s based outside the city or state. Ignore the letters to vacate and contact the bank of its property agent directly to let them know you have protection. Then file a wrongful eviction petition with the SF Rent Board, which also handles cases from Oakland, Berkeley and West Palo Alto (forms available at the office at 25 Van Ness, SF or online at www.sfgov.org/rentboard).

Rent control or no, landlords can only collect rent on foreclosed properties until the deed of trust has gone to the bank. Determine who has control of your property to avoid paying rent twice. This information is available at the City Assessor’s Office at 415-554-7915. Send letters to the bank and to your landlord saying you have the money but don’t know who to pay. Until you can determine who has control, don’t pay rent.

Avoid check-cashing fees

ATM charges, big old monthly fees, frustrating commercials — oh Lord, save us from these banks! But you can’t live without ’em either — the average unbanked American spends 5 percent of his or her income at the check-casher. In San Francisco, we drop a total of $40 million a year accessing our own money — not to mention how much goes toward money order fees.

Enter the Bank of San Francisco, the mayor’s brainchild that allows city residents to open a checking or savings account for $5 a month or less. The bank is open to those without Social Security numbers as well as residents who have a poor record with accounts in the past. Go to www.bankonsf.org for more information on the program, or keep an eye peeled for one of the 140 participating city banks that have a “Bank on SF” sign in their window. There’s no reason to pay check-cashing fees any more.

It is said that whenever Buddha would speak to an audience that had not yet recognized him as their spiritual teacher, he would first expound on the concept of dana, or giving. If the listeners were unable to grasp this basic principle, he knew they weren’t ready for the Four Noble Truths.

Learning to love the rec centers

With free gyms, darkrooms, and play areas, city rec centers may be the athlete (or artist’s) answer to the bum economy

I’ve always though of recreation centers as places where kids took cheap summer camp classes or attended awkward junior high school dances. But these city-funded centers are actually some of the coolest, most affordable, and least appreciated resources any community has to offer — and especially so in San Francisco.

From weight rooms and basketball courts to dance studios, dog parks, and performance-ready auditoriums, SF’s neighborhood centers offer a variety of resources for budget-conscious adults as well as their kids. Use of most facilities is free (or, on rare occasions, costs a nominal fee) and classes and workshops are priced low with a sliding scale and scholarship option.

Why does the city allocate $34.5 million in general fund support to maintain these centers every year? According to Elton Pon, spokesperson for the Recreation and Park Department (which also oversees public spaces like Golden Gate Park and Coit Tower), “they keep the city sane.”

CHINESE RECREATION CENTER

This Nob Hill neighborhood center caters primarily to youth in Chinatown, which is most apparent weekdays after 3 p.m. when its gym areas fill up with teenage boys. But everyone can enjoy volleyball, basketball, and even dance in its indoor gym, outdoor hoops, and mini weight room. The secret to getting some grown-up time? Visit early on weekdays or after 7 p.m.

Some Muni layoffs postponed for a month

Two dozen Muni parking control officers (PCOs) can hold onto their jobs for another month, the Municipal Transportation Agency Board decided Tuesday. The PCOs are those ever-popular uniformed workers who go around issuing parking citations (maybe you’ve seen the bumper-sticker slogan — “Good people, Tough jobs” — just after getting slammed with an outrageous parking ticket). A round of 24 PCO layoffs was previously scheduled to go into effect at the end of this week, as part of midyear cuts made to balance the city budget. But the MTA Board agreed to push the layoff date back to Feb. 26, according to Steve Stallone, a spokesperson for Service Employees International Union Local 1021, which represents the workers. MTA spokesperson Judson True confirmed that the layoffs were postponed.

The PCO layoffs represented a hot topic at last Tuesday’s Board of Supervisors meeting, when a long line of city employees formed during public comment to raise objections. Abraham Davis, a PCO, told supervisors that each officer issues an average of 30 citations a day, which he said brings in roughly $2,000 for the city. Accounting for all 24 workers, “that’s $960,000 a month,” he said, “and that’s a low average.” He described one of his own bad days: “That’s the day I got spit on, almost run over, and came back to the hall with 60 citations,” he said. “Do the math.”

Stallone says today’s MTA Board decision was made because SEIU Local 1021 presented new figures outlining why cutting city workers who generate revenue for the city is a bad business decision. “We crunched the numbers differently,” he told the Guardian. “[MTA] staff just plain had it wrong.” We haven’t heard back yet on how SEIU’s numbers differ from MTA’s numbers — but it’s clear that the MTA Board is willing to look at what the union brought to the table.

At Sup. Chris Daly’s request, a hearing will be held at Wednesday’s Budget & Finance Committee meeting to discuss Muni layoffs and “the impacts on public health and safety concerns,” according to the meeting agenda. Some of those concerns revolve around the fact that PCOs direct traffic in emergency situations or special events when they aren’t issuing parking tickets, Stallone explained. And since another group of affected Muni workers includes the people who clean the buses, maybe the case will be made that riding around in grimy buses won’t exactly help San Franciscans combat swine flu and other contagious maladies. That’s just a guess. “It’s a good guess,” Stallone said. But he took a broader view, saying, “You’re going to lose ridership if the buses suck.”

Mirkarimi’s mandatory foot patrols ballot measure

Sup. Ross Mirkarimi, along with Sups. Eric Mar, David Chiu, John Avalos and David Campos, submitted a ballot initiative today that asks voters to require the San Francisco Police Department to implement community-based foot/ beat and MUNI patrols.

The legislation would require the Captain of each district police station, in consultation with neighbors, merchants and community stakeholders, to establish and assign officers to foot/beat patrols within their station’s
jurisdiction.

The measure would also require station commanders to coordinate with adjacent stations for the efficient policing of distressed MUNI lines.

“Foot/beat patrols work very well in deterring crime and building trust with the community – it’s proven throughout the United States,” Mirkarimi said in a press release. “Walking or bicycling police beats or riding Muni should not be a luxury for the one of the best funded per capita police departments in the nation.”

The measure, Mirkarimi said, would provide substantial discretion to the SFPD command staff and the City’s district stations to define and modify beats in response to crime statistics, community input and evolving realities on the street.

Mirkarimi also submittied a hearing request on the implementation of an “Anti-Sit/Lie” law.

“There has been a great deal of misinformation on how this law works – completely absent from the public
discussion is both the District Attorney and City Attorney to substantiate any of the presumed effects,” Mirkarimi stated. “There are questions that remain unanswered as to why current anti-loitering and
nuisance laws aren’t being enforced.”

Not your typical board meeting drama

Yesterday’s Board of Supervisors meeting was thrown into disorder when a woman began shrieking, “Get away from me!” She was yelling at Sheriff Deputy Thompson as he forcibly led her to the door of the Board Chambers, gripping her by the arm.

An angry showdown manifested in the corridor just outside the doors when a group began shouting chants in protest of the officer’s move.

The woman, Maria Cristina Gutierrez, is a principal at Mission-based preschool Companeros del Barrio, she later told reporters. She and other preschool staffers had attended the meeting with a group of kids, ages 3 to 5, to deliver handmade cardboard messages to Sup. David Campos opposing the Muni layoffs, since some of the kids’ parents will be affected. She told reporters that once she realized they were short on time and wouldn’t be able to stay for the whole public comment session, she was scrambling to get the signs completed and hand-delivered to the supervisor.

Exactly what took place next will come under close scrutiny in the course of an investigation, but it’s clear is that the situation escalated to the point where the entire meeting was disrupted, Gutierrez wound up with a mark where her arm was twisted, and the kids were frightened. This isn’t the first time this sort of thing has happened at a Supervisors meeting — last July, Fog City Journal blogger Luke Thomas was also forcibly ejected from a meeting by Deputy Thompson after being told he was getting too close while photographing an event.

According to a sheriff’s incident report containing a narrative from Sheriff Deputy Saenz, who was also on duty, the trouble started because Gutierrez, her adult son, and two of the kids were blocking the center aisle when they were working on the signs. They did not respond to requests made in English and Spanish to return to their seats, the report notes.

Muni layoffs don’t make sense

Nobody likes the folks who drive around and issue parking tickets, those poor souls who used to be called “meter maids” and are now known much less lyrically as “parking control officers.” It’s a tough job — PCOs get assaulted, abused and sneered at. But they bring in a lot of money for San Francisco.

And frankly, it’s not their fault that it’s hard to park in this city. There are too many cars in too little space — and too many San Franciscans who came from more suburban areas think that they ought to be able to drive anywhere and find a free spot to park. But it’s not like that in this city.

Anyway, I was intrigued to see that the SF MTA is now planning to lay off 24 PCOs. That’s along with four mechanics, 10 people who clean trains and buses (eew, that’s going to make things nice on Muni) and handful of others.

First of all, I understand that the MTA has a budget problem and nobody wants to raise Muni fares any more. We could have solved a lot of this by extending parking meter hours, but the mayor didn’t want to do that. So now we’re looking at cuts.

The problem with cutting people who write tickets is that, in the end, I think less tickets will be written. And however joyful that may be to the free parking set, it will wind up costing the city money in the long run.

The overall problem with all of this? Muni, for all of its problems, is one of those public agencies that just get better when you throw money at them. That doesn’t always work; the solution to every public-sector problem isn’t more money. But when it comes to Muni, I’ve followed budgets and performance over the years, and I think it’s pretty clear: When Muni is better funded, the buses run more often, are on time more, are cleaner and come closer to providing a valid alternative to driving.

When you make cuts, the system gets worse, more people drive, and everyone complains that Muni is no damn good.

Something to think about, Mr. Mayor.

The truth about San Francisco’s budget

“San Francisco,” SF Weekly recently proclaimed, “is arguably the worst-run big city in America.” That’s a hell of a claim — the levels of corruption and mismanagement in urban America are legendary. But the Weekly’s Benjamin Wachs and Joe Eskenazi set out to prove their case — with a series of mostly anecdotal points that looked at the usual targets: Nonprofits. Unions. And one senior Newsom administration staffer who pretty much everyone agrees was a horrible manager.

We were tempted to just let it go. Sure, there’s plenty of incompetence and waste in the Newsom administration. There’s a need for more accountability in some of the nonprofits that get city money. The police union got too big a raise in 2007.

That pattern also exists in a lot of other big cities. You wanna make a big headline by claiming SF is the very worst? Whatever.
But the heart of the Weekly’s factual analysis was a chart that purports to show that San Francisco spends vastly more per capita than other “comparable” cities. That’s a claim we hear all the time, one that the more conservative political forces constantly use to argue against higher taxes (and in favor of big spending cuts).

So it’s worth exploring a little further. Because when you look at all the facts, the Weekly analysis is just wrong.

Comparing cities is a complex task — urban areas in America are governed in very different ways. You can’t, for example, compare San Francisco to any other city in California because San Francisco is the only combined city and county. Get arrested in Berkeley, and the Alameda County sheriff locks you up, the Alameda County district attorney prosecutes you, the Alameda County public defender takes your case, and the Alameda County courts adjudicate it. And if you win, you ride home on AC Transit — a separate system that isn’t in the budget of either the city or the county.

In San Francisco, all those things are in the same city budget.

But Wachs and Eskenazi decided to get beyond that. “Any time someone tries to point out that San Francisco has serious systemic problems, the response (from the Mayor’s Office, from city bureaucrats, and sometimes even from city activists) is that ‘San Francisco is both a city and a county,’ as if that explained everything,” Wachs told us in an e-mail. “So the comparison was already being made as part of the city’s defense: San Francisco is a city-county, and what appear to be systemic problems are actually just features of being a city-county.

“We proved that isn’t the case: San Francisco’s per capita spending is significantly out of line even when compared to other large city-counties.”
Actually, it’s more than just the city-county distinction. The large cities-counties SF Weekly chose are so dramatically different in the services they do — and don’t — provide that the comparison comes close to being meaningless. Ken Bruce, a partner in the Harvey Rose Accountancy Firm, which serves as San Francisco’s budget analyst and does similar work in other cities, is no fan of wasteful spending. But he told us he wasn’t impressed with the Weekly chart: “I have yet to see a rigorous analysis done comparing San Francisco to other cities,” he said.

And the way the Weekly added up the numbers was, at best, misleading.

For starters, San Francisco runs (and includes in its city budget) an airport, port, public transit system, county hospital, and skilled nursing facility (Laguna Honda), for a total of more than $2 billion. None of the comparison cities do all those things. Or rather, some do those same things — but they aren’t in the local budget.

In Philadelphia, for example, the public transit system is a regional agency. Philly chips in $63 million from its general fund to help the Southeast Pennsylvania Transit Authority (SEPTA). SF pays almost three times that much to run its own Muni, because the overhead costs are included in the local budget. Philly taxpayers spend much more than $63 million on SEPTA — it just comes out of a different budget and funding stream, so it isn’t in the figures the Weekly used. Denver’s transit system is regional too, and thus not in the city-county budget.

In Indianapolis, the city transit system, Indygo, is far less complicated than ours. Jenny Brown, a spokesperson for Indygo, told us she was amazed her city was being compared to San Francisco: “Our transit system is not in the same league as yours,” she said.

Philadelphia also does not pay for a county hospital or include its port or airport in its budget. Neither does Denver.

There’s also a difference in most municipalities between the general fund (locally allocated spending) and the total budget, which includes federal and state money, self-sustaining departments, etc. In Philadelphia that’s a big distinction — more than $3 billion a year — but the Weekly compared Philly’s general fund to SF’s total budget (something Wachs admitted to us was his mistake).

So we took this a step further. First, in Chart A, we compare apples to apples — general funds to general funds. It turns out SF and Philly are relatively close in per capita spending. Then we adjusted the budgets to account for the fact that SF includes in its budget a lot of services other cities and counties budget somewhere else. That makes all the comparison cities a lot closer.

But can you really compare San Francisco — with its diverse and complex population and urban problems — to Indianapolis or Nashville? Even Denver? If even the folks in Indianapolis think that’s kind of bogus, we figured we could do better. So we set out to find some cities that make a more fair comparison. We included Philadelphia, but added Los Angeles and Chicago (New York, by the way, is so big, so complex, and has so many counties, boroughs, and budget items, that it’s not fair to compare that city to any other — even though is would help our case). To account for the city-county issue, we added to the L.A. and Chicago city budgets a percentage of the L.A. County and Cook County, Ill. spending equal to each city’s percentage of the county population. (Not a perfect yardstick, but pretty close).

As Chart C shows, all four big cities are within about 30 percent of each other in terms of per capita spending.

But there’s another big factor — cost of living. The vast majority of the budgets of these cities goes to employee pay and benefits — and it stands to reason that a city with a higher cost of living would have to pay its employees more. And San Francisco has by far the highest cost of living (according to the latest figures from the Council for Community and Economic Research’s ACCRA Cost of Living Index) of all the cities in this chart.

So we adjusted per capita spending by the cost of living index (SF = 169, L.A. 145.4; Philadelphia, 124.1; and Chicago, 110.8) and discovered that in fact all four big cities spend roughly the same per capita — although San Francisco spends the least.

So is San Francisco a service-rich city (like L.A., Philadelphia, and Chicago)? Absolutely. Is SF’s spending far out of whack with what other similar municipalities spend? No, not at all. All things considered, it’s a little low.

PS: The Weekly spent much of its article attacking the lack of accountability in the city’s $500 million’ worth of nonprofit spending. That’s a huge issue, but oddly, the Weekly didn’t quote a single person who supports the system San Francisco uses to distribute services through nonprofits.

We’ve been critical of many individual nonprofits, and some are over-funded, wasteful, and of dubious value. But overall, as labor activist Robert Haaland told us: “The fact that an individual nonprofit isn’t performing up to standard doesn’t mean that the services aren’t needed.”

And there are many who say the San Francisco model is, in fact, a national standard. Margaret Brodkin, former director of the Mayor’s Office for Children, Youth, and Families, helped develop the current system of nonprofit accountability in that office. She has been invited to speak all over the country about the standards and data system they developed. “Others have replicated the data system we had in place. It’s held up as a national model, the data system as well as the standards,” she explained.

So it’s not so simple — and to use a few anecdotes and some inaccurate and misleading figures to call San Francisco the worst managed city in the nation is, well, a bit of a stretch. To say the least.

But just when you’re least expecting it, someone wonderful lands in your lap, and you find yourself frantically trying to come up with something that will impress. May we suggest McKinley Park, a hidden gem atop Potrero Hill. It’s an ideal date stop: the swing set at the edge of the sleepy playground stunningly overlooks the entire city. Soaring through the night air, you feel as though you’ll launch into the stars. It’s even better to bike up to the park, despite the major hill climb required, as the rolling hills sloping down toward Third Street provide the best cycling roller coaster this city has to offer — with an ocean view.

BEST BIG LEBOWSKI

Even though the Presidio is gradually entering a slow hostile takeover by corporations (vanity museums, Lucasfilm) and big parking lots, it’s still San Francisco’s throwback to the past. The farther you get from the fancy park gates, the further back in time you travel. Near the coastal bluffs, time becomes completely irrelevant, making the Presidio the perfect place to reenact scenes from the greatest slacker movie of all time: The Big Lebowski. With a bowling ball, some beers, and a few other geeky friends, the Presidio Bowl becomes your personal set for faux nihilism and cutting repartée. Twelve lanes and a bangin’ snack bar (bacon-and-egg cheeseburgers, anyone?) sate you while the doobie wears off. And who can’t appreciate the value of an endless fountain of warm, imitation nacho cheese? Sadly, you’ll have to make the film’s emblematic White Russians yourself — the Bowl only serves beer, wine, and malt liquor. But there’s nothing wrong with ordering a glass of half-and-half on the rocks and doctoring it with your flask, is there?

If you don’t do a double take when you see a six-foot-four female impersonator screaming at a Muni driver on Market Street because he rear-ended her ’57 Chevy, congratulations. You’ve officially arrived as a proper San Francisco citizen. Where else is it considered commonplace to see a trolley hit a tranny? Yet even the most seasoned SF residents might turn their heads at this: grown men, dressed in skintight spandex and frilly lingerie, sprinting through Golden Gate Park with bikes hiked over their shoulders. This occasion, the Outlaw Cyclocross Race, is the unofficial annual opener for Northern California’s October–February cyclocross race season, in which dozens of hardcore, or ridiculous, cyclists cross-dress to avoid an entry fee. Zooming off in a cloud of dust, the froofy men (and a few tie-wearing women) race through a closed-circuit loop filled with steep hills and insurmountable logs. This slightly nonlegal event has kept itself well-hidden from permit-demanding eyes for almost 15 years. To find it, you’ll have to listen in the fall for strident yodels and ripping lace.

BEST HEAD START

You celebrate the same birthday over and over. You’ve begun to contemplate Botox. And let’s not even talk about your waistline: Your muffin top runneth over. In our youth-centric, waif-y culture, where are the breaks for the older or plumper folks? The Double Dipsea Race is one. This 14.2-mile footrace, a round-trip between Stinson Beach and Mill Valley held in June, is age-handicapped: the oldest runners are given up to a 25-minute advantage over a scratch group of younger pups. The race has a few more swerves from convention. Women over 140 pounds and men over 200 can take special prizes. And runners who frequent those North Bay trails would do well to take note of the race’s permissible shortcuts. The race offers these corner-cutters because founder Walt Stack wanted to encourage women and older folks to participate. The course is still grueling — a 2200-foot nongradual elevation gain, uneven, rocky footing, and yes, the infamous 600-plus Mill Valley steps. Yet it offers a gorgeous and breathtaking (if you have any left to take) vista of the Pacific.

There was a time when San Francisco was ground zero for skate culture. Spots like the Justin Herman Plaza, Hubba Hideout, and Pier Seven cranked out pro after pro and bred a scene more stylish and full of big-city attitude than the world had ever seen. It was great for the city’s skaters who enjoyed fame, money, and industry-wide respect, but the corporations that owned the plazas, ledges, and staircases were unanimously pissed off. Ledges were capped, security guards were hired, and special laws were created to make sure San Francisco became as undesirable for skaters as an empty swimming pool for Olympian dog-paddlers. Most of the SF skate scene may have vanished since the attack, but it never died. The new Portero Del Sol Skatepark is proof. New pros, up-and-comers, and established vets like Max Schaff and Karma Tsocheff have been tearing that shit up since the cement dried back in April.

If you’ve ever met someone from Pittsburgh, you’ve met a Steelers fan. Steel City natives are serious about sports. San Francisco has a surprisingly large number of Steelers bars, where transplants and trend-followers throw back brewskis at 10 a.m. on football season Sundays. But Giordano Bros. sandwich shop in North Beach makes you genuinely feel like you’re back in the ‘Burgh itself. It’s not uncommon to hear the hoots of former elementary school classmates running into each other, beer is available in buckets — and authentic Primanti Bros.–style sandwiches are served. These wonders are stacked with your choice of Italian meat (try the hot cappicola) and slathered with cheese, oil and vinegar, and french fries between thick-sliced Italian bread. We love the independents, and it doesn’t get much more independent than pirate radio. West Add Radio, on 93.7 FM, features some of the most adventurous musical programming in the city — from minimal techno crew Kontrol and Green Gorilla Lounge’s M3 to Cobain in a Coma, a show about music, celebrity gossip, and homo drug culture with a cult following, and Pancake Radio, with prolific DJ Ryan Poulsen. Driving in these eco-conscious times may be unfortunate, but since 2002, when artists Harrell Fletcher and Jon Rubin stenciled fortunes into each of its parking spaces, the North Beach Parking Garage has offered a curious kind of hope. The ancient mystical tradition of the labyrinth lives on in front of Grace Cathedral with the ostentatiously named Melvin M. Swig Interfaith Memorial Labyrinth. Laid out in terrazzo in the meditation garden to the left of the cathedral entrance is a replica of the medieval 11-circuit labyrinth on the floor of Chartres Cathedral. A labyrinth is not a maze; there is but one path, and it leads to the center. Yet as with so many other things in life (childhood, religion, partying), the point is the journey. The walk through the labyrinth is surprisingly long and circuitous, one well suited to embodying your preferred metaphor. It’s difficult not to be contemplative as you slowly wend your way through the three stages of the labyrinth: purgation (the walk in), illumination (standing at the center), and finally, union (walking out). You may not have achieved perfect spiritual balance by the time you exit, but you can’t help feeling slightly more enlightened.

North Beach has come a long way since the days when Lawrence Ferlinghetti et al. drank gallons of cheap red wine at Caffe Trieste. Though it’s now more frat boy than the best minds of a generation starving, hysterical, and naked, North Beach does sometimes remember its poetic beat heritage. For a weekend each May, Kerouac Alley — recently repaved with cobblestones and stone tablets engraved with quotes by Western and Chinese poets — is home to dozens of emerging and established artists showcasing their recent work in the open air for Art in the Alley. Live music, painting, poetry, and sculpture bring back the creative bohemian buzz that enveloped North Beach before the blonde beer haze did, and the art is always on display at fab sponsor Vesuvio bar for a couple of weeks before the festival. Perhaps best of all, at the end of the alley is surreal karaoke bar Bow Bow’s, where bartender Mama Candy serves a mean Tokyo Tea. After some heady art and a couple of those, you’ll be shouting lines from Howl yourself.

Women’s products and services are all about euphemism. Douche becomes a feminine cleansing product; a period becomes “celebrating one’s femininity.” And of course, the bikini wax, or Brazilian, is really a way to get hair off your cha-cha. Master artists don’t always work on canvas or paper. Steven R. Young, BCO, uses little plastic orbs as his canvases. And his work never appears in museums: you see it on people’s faces, and most of the time, he’s so good you never know it’s there. Young paints eyes — false eyes, replacements for people who have lost a real eye to accidents, disease, or surgery. The ocularist gets referrals from the top surgeons in the Bay Area, but his studio hardly looks like a doctor’s office: he has the TV blaring much of the time, and he jokes around with his customers, particularly kids. In the end, though, he’s all business as he replicates, by hand, with tiny, fine brushes, the exact look of a customer’s companion eye, restoring much comfort and confidence. His shop also handles the fabrication and custom fitting. The results can be uncanny — we’ve known people who went to Young for a prosthesis, and even from very close you couldn’t tell the fake eye from the real one.

You know, the hippies weren’t just dirty, fatuous potheads with annoying slogans and bad taste in clothes. They were also big into causes. You say you want a revolution? Well, c’mon — we all wanna change the world. There’s got to be an easier way than adopting a baby from Mali, you know? I mean, you’re gonna have to feed and water that kid for, like, 18 years — without the benefit of Brangelina’s army of nannies. How about this for a solution? Not only is Pedal Revolution a full-service bike shop, with both new and used rides, but it’s also a nonprofit that helps at-risk youth gain valuable skills to keep them off the streets. It accepts tax-deductible donations of bicycles, and for $30 a year you can become a member and work on your bike at the Community Membership Workbench, which will give you some skills and save you a bundle on repair costs. Also, the shop’s got really cool logo T-shirts, which means you can show you care without, you know, growing dreadlocks and playing hacky sack in Golden Gate Park.

Burning Man has inspired and elevated some amazing Bay Area artists over the years, but Peter Hudson, a.k.a. Hudzo, has become a star both on and off the playa using a unique medium: stroboscopic zoetropes. Hudzo is a San Francisco carpenter and stagehand who has designed sets for the San Francisco Opera, Kink.com porn flicks, and the upcoming Milk movie. His first piece for Burning Man, Playa Swimmers, used strobe lights and precise molds of the human form to give the appearance of figures swimming in the desert sands. He’s returned every year with steadily more ambitious projects, which culminated last year in Homouroboros: a bicycle- and drum-powered carousel that conjured up the vision of a monkey swinging from limb to limb, then taking a bite from an apple delivered by a snake slithering down a vine. Installations in San Jose, Minneapolis, and other cities followed. Now Hudzo is busy putting together his next piece, Tantalus, working with a huge group of committed volunteers out of his SoMa home.

Housed in a fortresslike former bank building with a forbiddingly windowless exterior, Imperial Spa is easy to mistake for a more, ahem, sensual retreat than it is. This traditional Korean spa, however, turns out to be a model citizen, complete with hot and cold pools; an array of sauna rooms, including an ultratoasty “yellow clay fomentation” space; and its own unforgettable twist: a “purification” body scrub that essentially takes off the top layer of epidermis. Women lie on plastic-lined tables with little to hide behind apart from a teensy towel draped over the booty, while industrious ladies in black bras and panties soak them down, then proceed to zealously scrub every single part of the body with what feels like a scouring pad. And that means every part — parts that you never imagined being attacked with such vigor. Don’t be afraid; don’t be very afraid — you’ll never feel silkier than when you emerge, after an application of milky essential oils, cleaner than you’ve ever felt. Men are also welcome, although their purification scrub is administered by a man, minus the bra and panties.

BEST TIBETAN FREEDOM FIGHTER

It’d be far too easy and predictable for the Guardian to give Chronicle columnist C.W. Nevius a sarcastic Best of the Bay award for spending the last year beating up the homeless and their advocates in a succession of articles. But Nevius reached a new level of hilarity April 10. When the controversial Olympic torch made its way to San Francisco, Mayor Gavin Newsom was so worried pro-Tibetan demonstrators would clash with supporters of Beijing and the Olympic Games that he clandestinely diverted the torch’s route at the last minute. The result, according to Nevius, is that the swelling crowds of people who were defending China near the ballpark, where the torch was originally expected to pass, didn’t threaten the critics of China’s human rights record. In other words, Nevius seemed to imply that Newsom saved free speech. Uh, yeah. All the red flags in the world are no match for the colossal figures who appeared in San Francisco to support Tibet and condemn Beijing — including actor Richard Gere and motherfucking Archbishop Desmond Tutu. Tutu, you might recall, sleeps with a Nobel Peace Prize around his neck. The pro-Tibet movement doesn’t need Gavin Newsom. Nice try, though, Nevius.

Ever-lurking danger in the streets means that many city kids barely leave their own block, let alone experience the pleasure of long bike rides. But thanks to Cycles of Change, East Bay youth are learning how to venture through the urban jungle and beyond safely on two wheels. The 10-year-old collective, headed by Maya Carson and Grey Goykolevzon, draws inspiration from the famed Bikes Not Bombs project and other like-minded organizations. Run in the basements of approximately 13 Alameda County schools, COC takes kids on training rides and shows them how to obey the rules of the road and navigate safe routes from home to school. Serious bike club members pedal up into the hills on longer rides and also learn marketable skills like bicycle repair and how to run their own after-school programs. McCarthy recently set up his own camera crew to get exclusive coverage of a speech by UN Secretary-General Ban-Ki Moon at San Francisco’s World Affairs Council. Owing to an unfortunate blip in city zoning laws, alleyways less than 32 feet wide don’t count as — or get spruced up as — streets, and for years Chinatown’s alleys were dark, dirty, and dangerous. Enter Adopt-an-Alleyway, whose youthful volunteers, all from local high schools and colleges, beautify and monitor the neighborhood’s walkways, issuing regular “alleyway report cards” to the local press. AAA also runs the Chinatown Alleyway Walking Tour, which squires you along the back streets under the guidance of locals aged 16 through 23. The next budget battle

EDITORIAL There is some good news — in a manner of speaking — about Mayor Gavin Newsom’s proposed midyear budget cuts: they don’t just affect Muni, recreation and parks, human services, and public health. The departments that have been hammered hardest in the past year still face spending reductions — but so do police and fire. The $6 million in Police Department cuts and $1.7 million in Fire Department cuts actually exceed the $7.4 million that the Department of Public Health will have to absorb.

That, of course, requires some context — over the past few budget cycles, DPH has lost far more money than public safety. And the Fire Department has far more fat than its modest cut reflects. And the Human Services Agency is still taking a $3.3 million hit. And the mayor is still keeping five press secretaries. And it’s not at all clear how much of the cuts will involve paring the bloated management ranks, and how much will be the further elimination of front-line services.

And this is just the start — the budget deficit for next year is more than $400 million, and the blood on the floor by the time that’s resolved will make this round look easy.

But the very fact that some of the sacred cows of San Francisco are facing their own financial pain sends an important message: this budget crisis won’t be solved just by screwing the poor — and the unions representing the cops and firefighters are going to have to step up and work with the rest of organized labor to push for some new revenue. And they’ll need to put up some money and reach out to the more conservative voters to promote the tax increases San Francisco desperately needs.

Now it’s up to the supervisors to put in motion the process to take substantial changes in the way the city is funded out of the discussion stage and into the policy arena.

When Newsom was running for governor, it was almost impossible to get him to talk seriously about raising revenue; he clearly wanted to be the candidate who could talk about balancing a city’s budget without raising taxes. Now that he’s not looking for votes in the Central Valley, he’s been a little more open to the idea that a cuts-only budget won’t work the next time around.

Unfortunately, the two main ways he wants to raise money are both terrible ideas. Newsom is talking about gutting the condominium conversion limits and allowing anyone who pays a fee to get a permit to turn an apartment into a condo. That would have a devastating impact on the city’s rental housing stock. He also wants to sell off taxicab permits — a plan that would undermine the city’s longstanding policy of allowing working cab drivers to use the permits at a modest fee and create a structure where the right to drive a cab would be determined at auction and given to the highest bidder.

The condo conversion plan is unlikely to get six votes, and the progressive supervisors should make it clear that a taxi privatization proposal isn’t the best way to solve the budget crisis, either. Then the mayor and the board can start working on a progressive tax plan to put before the voters next year.

The Budget Committee will be ground zero for the debate. Sup. John Avalos chaired that committee through last year’s harrowing budget battles, but in the past the job has rotated. If Board President David Chiu intends to appoint a new chair for next year, he should name one of the two qualified progressives with background on the committee. Either Sup. Ross Mirkarimi or Sup. David Campos would be an excellent choice.

Muni and the shuttle buses

As far as I can tell, those shuttle buses run by UCSF don’t have the legal right to use Muni bus stops to load and unload passengers. So how come I see them day after day, sliding into the stop at 16th and Mission — sometimes right ahead of a Muni bus, which then has to wait behind the shuttle van, backing up traffic for everyone?

I asked Judson True, Muni’s spokesperson, about this, and he referred me to a study MTA did on the role of shuttle buses in San Francisco.

It doesn’t get into my particular gripe in great detail, but does say this:

Conflicts with Muni vehicles when loading or idling: MTA staff report this has been a general problem at several locations, a concern also echoed by both MTA field supervision staff and in resident outreach surveys. MTA field staff also cited stress reported by Muni drivers if passengers were compelled to try and board outside of the Muni zone. Muni drivers are instructed not to pick up passengers outside the bus zone for safety reasons, yet passengers often insist on boarding. Authority staff witnessed only a few instances of shuttles blocking Muni vehicles in Muni zones, though one recent instance at Glen Park was troublesome. A shuttle in the process of boarding passengers on Bosworth Street in a Muni zone blocked an incoming Muni bus, thus causing a conflict and even secondary queueing along Diamond Street where another Muni bus waited for both vehicles to move forward before proceeding onto Bosworth Street.

I think this is a bigger problem than the report suggests — and UCSF isn’t the only outfit running these things. The Academy of Art University, Google and all sorts of other private operators are doing it. Which is fine, if they want to offer students and employees and alternative to driving.

But if they use Muni stops, they ought to be paying the city a license fee for the right to do it.

Missed buses

Buses seemed more crowded than usual the weekend of Dec. 5-6 as the San Francisco Municipal Transit Agency implemented what it called "the most significant change in more than 30 years," which altered more than half of Muni routes and upset some frequent riders.

The changes were made to save money, although some routes were beefed up in the process. For example, the 26 Valencia was eliminated because of low ridership, but the 14 lines along nearby Mission Street were expanded with longer operating hours and more stops to compensate for discontinued routes. The 9X, 9AX, and 9BX Bayshore Express lines that go through Chinatown have been reorganized and renumbered 8X, 8AX, and 8BX.

"We have a lot of duplicate service either one or two blocks away from another service," SFMTA Executive Director Nathaniel P. Ford said about the reductions and reorganization at a Dec. 2 press conference.

The new route changes are part of a comprehensive plan to deal with dwindling resources and close a $129 million budget deficit. But it will take time for the changes to yield cost savings. "The actual service we are putting on the street — bus-by-bus, dollar-by-dollar — it’s almost a net zero gain in terms of savings," Ford said.

He said the real savings come from the changes made in the bus operator schedule. The projected annual savings from the operator schedule is calculated to be $3.2 million annually. The key element of the route changes is efficiency. "In this particular case, we have been able to enhance the system and maximize our resources overall," Ford said.

But many riders aren’t happy with the changes, and the transit agency still faces an additional $45 million deficit for this fiscal year, partly because it has yet to move forward with plans to extend parking meter hours (see "We want free parking!" Oct. 28) or pursue other revenue generators.

Upset riders

SFMTA says it deployed about 150 agency employees throughout the city as ambassadors to help riders make sense the route changes. No ambassadors were seen over the weekend when the Guardian went out to check out the changes in Chinatown and the Mission District, although notification signs in English, Spanish, and Chinese were posted.

"We do not want customers waiting for buses, for example, that are not coming," said Julie Kirschbaum, project manager of the Transit Effectiveness Project (TEP), the study on which the route changes were based. "And so we are working very hard to interact with customers."

Not hard enough for those in the Chinese-American community, according to a Nov. 19 Streetsblog San Francisco article. Community advocates report the agency didn’t thoroughly inform Chinatown and Visitacion Valley residents about renumbering the Bayshore Express.

When the Guardian asked Ford about this lack of communication, he said that his agency has tried to work closely with the Chinese-American community and other non-English speaking communities. "I think there’s an opportunity for us to continue the dialogue in terms of our communication and outreach," Ford said. He also expects to receive some "positive and not-so positive" comments in the coming weeks.

Some working-class riders are naturally upset over the discontinued routes, particularly the 26 Valencia. Apartment maintenance worker Norm Cunningham said he "wished they hadn’t" discontinued the 26, because it was less crowded than the 14 Mission, which will bear the brunt of diverted passengers. "Now I have no choice but to take the 14," Cunningham told us.

Fast-food worker Damon Johnson said he has already noticed a change in what he called "one of the more reliable" transit systems, including unnecessary delays. "It’s starting to become unreliable," Johnson said. "Now it’s just like the rest of them." Rider Christina Lowery said Muni is still reliable, but she is bummed out by the fare increases, which this year climbed to $2 a ride. Cunningham fears that eventually the price will go up even more. In fact, monthly passes have spiked to $55, and an additional $5 increase is expected next month.

Ford is aware of the financial burden on passengers and said no further increases are currently being considered to solve the budget crisis. Mayor Gavin Newsom also addressed the issue Dec. 3, telling the Guardian: "I don’t want to see an increase in Muni fares."

Ongoing problem

At the moment, Ford said, SFMTA is "100 percent focused" on the route changes, although the budget crisis is always lurking in the background. "We are working with the MTA board as it relates to potential solutions to that $129 million dollar deficit."

As to the stalled proposal to extend parking meter hours that could bring in more revenue, the discussion is ongoing, Ford said. "We have committed to do some meetings with the business communities, and we will bring all of that back to the MTA board at some juncture in terms of making some decisions to close that budget gap."

But future service cuts and additional route changes are possible as a way of dealing with the "physics of our finances," as Ford put it. "Our budget continues to be a challenge but I think this is a great first step in increasing our ridership for the system by providing better service on those corridors that seem to need more capacity, more frequency."

The silver lining for Ford is that this rollout has forced his agency to take a hard look at streamlining Muni. SFMTA officials expect to make further changes and tweaks to Muni over the next six months. For now, you can visit www.sfmta.com or call 311 to see how your commute is affected.

Don’t rush the Candlestick EIR

EDITORIAL The Candlestick Point redevelopment project is by far the biggest land-use decision facing San Francisco today, and one of the most significant in the city’s modern history. The project, sponsored by Lennar Corp., would bring 10,500 housing units and 24,000 additional residents to the area. Those residents would need new schools, playgrounds, open space, and transportation systems. Industrial and commercial development would create some 3,500 permanent jobs, and those people would need ways to get to work. Plans calls for new roadways, including a bridge over the fragile Yosemite Slough. The 708-acre site includes areas with significant toxic waste issues.

It’s no surprise that the draft environmental impact report on the project weighs in at 4,400 pages. It took two years to review the land use, transportation, air quality, water quality, population, employment, noise, hazardous materials, and other potential issues.

And now the Planning Department and Redevelopment Agency wants all public comment to be completed in a 45-day period that includes the winter holidays. That’s crazy – and it’s a sign that the city just wants to rush this project through without adequate oversight, review, or discussion.

The EIR in a project this size is a major political battleground. It’s one of the few times that the Planning Commission and Board of Supervisors will get to weigh in on the entire project and look at its local and citywide impacts. It’s quite possibly the only time prior to construction when the economic, social, and environmental issues around the project will get widespread public discussion.

And anyone who reads these reports on a regular basis can tell you that they’re thick, dense, tough to follow, and filled with minute details and arcana that add up to very big policy decisions. Among the most pressing issues:

• The housing mix. The city’s own General Plan notes that almost two-thirds of all new housing built in San Francisco needs to be available at below-market rates. Lennar won’t even meet half that target. So the project would create an even greater unmet demand for affordable housing — something the EIR, at least on first read, glosses over. The report refers to “a broad range of housing options of varying sizes, types, and levels of affordability [that would] be developed at Candlestick Point” and states that “such housing would be in close proximity to the jobs provided by the project, [so] it is likely that future employees at Candlestick Point would seek housing at the project site prior to searching for housing in the surrounding Bayview-Hunters Point neighborhood. However, if future employees did seek housing elsewhere in the neighborhood, the effects would not be adverse.”

Actually, if comparatively well-paid employees at the project’s research and development facilities decided to move into the existing Hunters Point/Bayview neighborhood, it would almost certainly drive up housing prices, displacing existing residents.

• Transportation options. The project projects significant improvements in Muni service — but doesn’t say how the city will pay for them. There’s a sizable focus on cars — the EIR estimates the project will need more than 21,000 parking spaces. That’s a lot more cars on the streets of the city, a lot more traffic in the southeast — and a direct clash with the city’s transit-first policies.

• What jobs, and for whom? The 3,500 permanent jobs that would be created are badly needed in that neighborhood, which has the highest unemployment rate in the city. But a comprehensive labor pool study, and a discussion of how existing residents will be trained for projected jobs, appears to be missing from the EIR.

• Hazardous materials. The EIR broadly proclaims that “construction activities associated with the project would not result in a human health risk involving the disturbance of naturally occurring asbestos, demolition of buildings that could contain hazardous substances in building materials, or possible disturbance of contaminated soils or groundwater within one-quarter mile of an existing school.” That is — at the very least — a matter of some dispute.

There’s lots more – 4,400 pages more – and if the approval process is going to be anything other than an utter farce, the Planning and Redevelopment directors need to extend the public comment period for at least another 45 days. *

Muni cutbacks start this weekend

Before you wait for your usual bus or train this weekend, check here for new changes to Muni routes and schedules. Here’s what I wrote about the changes in this week’s Guardian:

Service reductions that will affect about half of all Muni routes start Dec. 5, the result of San Francisco Municipal Transportation Agency’s early summer deal to close a $129 million budget deficit for the current fiscal year. And that’s just the beginning of the bad news.

Less than halfway through this budget cycle, SFMTA is already looking at an additional $45 million deficit, partly because of the agency’s failure to follow through on plans to increase parking revenue, such as the stalled proposal to extend parking meter hours.

So additional layoffs and Muni service reductions or even another fare hike are possible, even though Muni fares have already doubled to $2 since Gavin Newsom became mayor. SFMTA officials say midyear budget reduction decisions will be made by the SFMTA Board of Directors over the next two months.

Holiday blues

Ethea Farahkhan lost her city job Nov. 29, when a round of city layoffs impacting front-line workers took effect.
Farahkhan, a woman of color who was an administrative assistant at San Francisco’s Department of Children, Youth and their Families, said she would have a job if it weren’t for Mayor Gavin Newsom’s decision not to spend money approved by the Board of Supervisors to save people from job losses during the holiday season.

The layoffs rippled through city government as DPH employees with seniority exercised “bumping rights” to replace employees like Farahkhan, who was hired three years ago.

“No one’s in a festive mood. We’re concentrating on making mortgages and buying food to put on our table,” Farahkhan told us when we caught up with her Thanksgiving eve. “I know San Francisco is not exempt from the economic crisis,” she added, “but I feel like our mayor is out of touch. He’s never been in this position.”

If DPH layoff had been covered by existing funds and incoming grant money, as directed by a veto-proof, 8-3 vote of the Board of Supervisors on Nov. 24, she said, “I would definitely have a job to go to.” Instead, Mayor Gavin Newsom announced after the board vote that he was refusing to spend the reallocated funding to halt the 478 DPH layoffs and reassignments.

Farahkhan’s union, Service Employees International Union (SEIU) Local 1021, spent months trying to save these jobs, finally winning over the final supervisor needed to overcome a veto, Sup. Sophie Maxwell, shortly before the vote. Then, for the second time in as many months, the head of the executive branch announced that he would simply ignore the legislative branch.

The impasse doesn’t bode well for a city that’s about to wrestle with a record midyear budget deficit again.
In October, Newsom declared that he would ignore the board’s passage of legislation — by the same 8-3 vote that could override a mayoral veto — to prevent deportation of undocumented youth in custody until they are convicted. It was the first of two actions that seemed to answer the question of whether the mayor is willing to work with the supervisors on the toughest problems facing the city.

That was the question raised last summer when the board discussed a budget analyst’s report that Newsom had either cut or refused to spend about $15.6 million of the $37.5 million that supervisors approved in budget add-backs for the 2008-09 fiscal year. With the mayor cutting 42 percent of program funding that the board fought to restore, trust was already eroding.

During budget deliberation, some progressive supervisors unsuccessfully tried to place hundreds of millions of dollars on reserve, which would give the board some leverage to force Newsom to honor his pledge to work with supervisors on midyear budget cuts, but the board ultimately decided not to do so.

The mayor’s latest rejection came after a long, embittered battle with the union. SEIU members resorted to drastic measures — staging protests in traffic intersections, distributing flyers outside Newsom’s PlumpJack restaurants, barging into his office unannounced singing civil-rights era ballads — to pressure the mayor. But neither those media stunts, nor compromise solutions developed by Sups. John Avalos, Bevan Dufty, and Board President David Chiu, could persuade Newsom to go along with revisiting the DPH cuts.

“Mayor Newsom cannot spend funds the city does not have,” Newsom’s press secretary, Joe Arellano, told the Guardian when asked for an explanation. “The board action didn’t provide any new money — it takes dollars already being used to pay other employees’ salaries.”

The money allocated by the board was already destined for salaries and benefits of other DPH employees, but Sups. Avalos, Chris Daly, and Ross Mirkarimi argued that new federal dollars en route to the city via state and federal channels would bring the department budget back into balance. An estimated $34 million in federal funding is expected to flow into city coffers for health services by mid-2010, but Arellano indicated that the mayor intends to use that money to help balance next year’s deficit.

As the city considers midyear slashes to cope with next year’s monstrous $522 million shortfall, the spirit of cooperation that Newsom publicly emphasized at the outset of last year’s budget cycle now seems dead. Chiu told the Guardian that the only way the board was able to achieve a palatable budget back in July was through controversial partnership with the Mayor’s Office. But when supervisors approached Newsom with alternative solutions for restoring the DPH layoffs, “the mayor was not interested in exploring these different options,” Chiu explained.

Now, Chiu said he’s worried by the implications of the mayor’s defiant approach to the board. “We have two branches of government — legislative and executive. Eleven of us are required to set laws for the city, and the mayor is supposed to carry it out. I hope and believe that the mayor would respect the roles of our respective branches,” Chiu said, carefully choosing his words when asked for his perspective on this trend. “I don’t know how we are going to get through next year if we can’t … not just agree to disagree, but figure out where we agree.”

Chiu’s persistent search for common ground stands in contrast to Daly’s more adversarial approach. In July, just before the board signed off on the 2009-10 budget, Daly floated a proposal to place $300 million on reserve — which would require additional board action to spend, thereby giving supervisors some leverage — but it failed to pass.

Daly also proposed a placing a charter amendment on the ballot that would have required the mayor to fund certain board-approved programs that supervisors deemed especially important. But that failed too when only Sups. Mirkarimi, David Campos and Eric Mar supported it. In a recent conversation with the Guardian, Daly indicated that this possibility could be revived. “It doesn’t matter how many supervisors it takes” to pass legislation, Daly said. “[The mayor] wants to govern unilaterally, and that’s not okay.”

As for the mayor’s latest announcement that he wouldn’t spend the money to restore DPH salaries, Daly said it’s not over yet. “There will be meetings. There will be discussions,” he said. “We’re going to move on this.”

At the same time, midyear cuts are speeding through the pipeline. By Dec. 4, city department heads will have to figure out how to slash their current budgets by 4 percent. By Feb. 20, Newsom is asking for plans to cut an additional 20 percent, plus an extra 10 percent in contingency funding in order to address next year’s gaping deficit.

Those “adjustments,” as they’re called in bureaucratic jargon, promise to be painful. As the next city budget squabble comes into focus on the horizon, the question of revenue measures is still out there and isn’t helped by the current acrimony at City Hall.

Progressive supervisors are also moving to tackle spending areas they deem wasteful, such as a surge in high-dollar management salaries or some of the mayor’s pet projects. Newsom is angling for opening the condo conversion floodgates by letting people buy their way out of the lottery system — a one-time moneymaker that progressives find repugnant because it depletes rental-housing stock.

As the city grows more financially anemic, accusations of mismanagement abound. After the board’s vote on DPH cuts, Newsom was quoted in the San Francisco Chronicle saying that progressive supervisors are in a “reality-free zone.”

But Farahkhan and other SEIU employees who are facing layoffs during the holidays believe Newsom is the one who is living on a different planet. “He’s at the top of the pay scale,” Farahkhan said, “and out of touch with everyday working people.”

MUNI CUTS BACK SERVICE

Service reductions that will affect about half of all Muni routes start Dec. 5, the result of San Francisco Municipal Transportation Agency’s early summer deal to close a $129 million budget deficit for the current fiscal year. And that’s just the beginning of the bad news.
Less than halfway through this budget cycle, SFMTA is already looking at an additional $45 million deficit, partly because of the agency’s failure to follow through on plans to increase parking revenue, such as the stalled proposal to extend parking meter hours (see “We want free parking!” Oct. 28).
So additional layoffs and Muni service reductions or even another fare hike are possible, even though Muni fares have already doubled to $2 since Gavin Newsom became mayor. SFMTA officials say midyear budget reduction decisions will be made by the SFMTA Board of Directors over the next two months.

The people aren’t that weird in Oregon. They drink the same coffee we do, and the same beer, and they’re just as surprised as we are that a team from the land of Beavers and Ducks will be playing in the Rose Bowl. It rains a lot, so they don’t worry about water the way we do — in some places, you can actually take a shower with an old-fashioned spigot that pours an unconstrained and luxurious flow that would be illegal in most of California — but generally speaking, it’s not like an alien territory.
But the Oregon government took a radically different approach to the state’s budget problems over the summer. The governor and the Legislature passed measures to raise taxes on households with incomes of more than $260,000 a year and corporations with profits of more than $10 million. The bills also cut taxes on unemployment benefits. The deal would bring in $737 million and avoid deep cuts in essential public services.
Of course, some things don’t stop at state lines: antitax activists have forced a referendum on the new taxes, and in January, in a vote-by-mail ballot, Oregonians will decide whether to reject the tax plan. The newspapers are full of discussions on the impact, and the message is clear: Scrap the taxes and teachers will face layoffs, schools will face serious problems, and other public services will suffer.
I was up visiting over Thanksgiving, and I asked a friend what he thought would happen. He was pretty confident that the taxes would be retained: “I don’t know anyone who makes more than $260,000 a year.”
Of course, they don’t have a two-thirds majority requirement to raise taxes — and while Republicans all over have become little more than obstructionist troglodytes, Oregon Republicans haven’t all signed the “no-new-taxes” pledge required of every GOP legislator in California.
Even so, you have to wonder: Why can’t we do that here?
The answer, I think, is that we can — not necessarily on a statewide level (where anything progressive seems almost impossible today) but right here at home in San Francisco.
A poll commissioned by SEIU Local 1021, which came out while I was away, showed that a majority of San Francisco voters would support a broad range of new taxes, from a five-cent-a-drink tax on alcoholic beverages to a $10 a car tax on motor vehicles to an increase in the hotel tax. The poll didn’t ask about a tax on incomes of more than $260,000, but I bet the results would be about the same.
So what’s headed for the June ballot? Well, at this point all I hear is that the mayor wants to fund the expansion of Moscone Center with $140 million in revenue bonds — and might want to designate a hike in the hotel tax to pay for it. That’s a great way to set priorities — the health care system is in total collapse, Muni lines are getting shut down … and we’re going to use new tax revenue for a convention center expansion.
This comes just after the mayor announced he wasn’t going to spend the money to save critical public health services. Perhaps he’ll find some spiritual guidance on his trip to India.

Time for serious budget reform

EDITORIAL Rahm Emanuel, President Obama’s chief of staff, likes to say that politicians should never let a crisis go to waste — but that’s what happened in San Francisco last summer, when the mayor and the supervisors approved a budget deal that didn’t involve any real structural reform, didn’t solve any long-term problems, and didn’t even last six months.

Now there’s a new crisis, one that, if anything, is worse. Cutting almost a half-billion dollars from the city budget last year was absolutely brutal. But cutting another half-billion, which is what the controller is now talking about, seems almost inconceivable.

It’s time to quit with the patches, quit with the one-time solutions and fee hikes. And with the mayor missing in action, the supervisors simply have to take the lead here and begin working on major systemic changes that shift the way the city is financed and the way money is spent.

The biggest problem with last summer’s deal was the lack of any serious attempt at bringing in new revenue. Newsom and his advisors all said that tax hikes weren’t looking good in the polls and probably wouldn’t get voter approval, but election results around the Bay suggest otherwise: In city after city, voters approved new taxes to fund essential public services.

And Newsom never gave the revenue side of the equation a fighting chance. He never made any personal effort to lobby the three supervisors he had appointed to the board, who were all reluctant to put emergency tax measures on the ballot. He just let the idea die.

And now the city is paying the price. Everyone with any sense knew last summer that the recession wasn’t going to magically end in time to make this budget work. It was clear that property tax and sales tax revenue would drop even further — and that the only way to avoid brutal midyear cuts was to look for new sources of money. Now the mayor and the board have to slice close to $50 million to keep the red ink at bay, and next year’s deficit is pegged at 10 times that much.

The other glaring problem with the mayor’s budget approach is that it sought to cut only from the front lines. But the highest-paid workers, the folks who make way more than $100,000 a year, the management ranks that have become very well staffed in recent years, were largely untouched. And frankly, there are a lot of people in that category who don’t do much of anything that’s essential to the functioning of the city.

During the dot-com boom, when Willie Brown was mayor and the city was awash in cash, the ranks of the politically appointed managers grew dramatically. Some of those folks are still around. Newsom has added his own. And the structure of management and organization in this city has never been a model of efficiency. So if the mayor wants another round of deep cuts — 20 percent from every department — he should start with a management audit of some of the biggest departments and take a hard look at exactly what all those senior employees do all day — and whether their work might be less important than, say, nurse aides who take care of the sick elderly.

As a simple show of good faith, Newsom shouldn’t replace Nate Ballard, the press secretary, or Kevin Ryan, his criminal justice advisor. There are still four other people in the mayor’s press office, more than any mayor in modern history has ever needed. And the city already has a police chief, police commission, district attorney, and sheriff. Why the mayor needs his own criminal justice office is a mystery to us.

There are other policy issues that need to be examined. The current budget shortfall memo from the city controller notes that some departments are already over budget — the Sheriff’s Office, for example, needs an additional $2.7 million dollars. The public defender and the courts need and additional $4.9 million. Why? Well, one reason is the new police chief’s crackdown on drug sales in the Tenderloin — which is packing the jails. "We’re defiantly looking at a lot of new drug cases," Sheriff Mike Hennessey, who has had to open three new housing units to fit all the prisoners, told us. The crackdown may be good public policy (or not) — but there was never any discussion of how much it would cost. And the mayor and the chief never asked the supervisors to authorize adequate spending for it.

So as a matter of policy, the mayor apparently thinks it’s worth $7 million to arrest drug dealers — but not worth $7 million to keep public-health workers who save lives every day on the job. That’s a policy decision that was made arbitrarily — and that kind of discussion needs to happen on a dozen or more fronts.

The mayor told his department heads Nov. 19 to expect 20 percent cuts — and to prepare for as much as 30 percent. But that’s not going to happen across the board. Unless the police stop arresting people, for example, the sheriff won’t be able to cut 20 percent of his budget without letting prisoners go. The mayor won’t take the political heat for cutting that much from cops and fire. So the burden will fall on public health, Muni, human services, recreation and parks, and other smaller departments. And the level of cuts will render those agencies unable to provide basic services.

So let’s be honest: there is simply no way to close a deficit this large without new taxes. That’s just reality, and anyone who denies it is refusing to face facts. San Francisco can’t survive with basic services — like police, fire, and public health — intact on the amount of money the controller projects the city will collect in the next year.

Newsom will be guilty of destroying the entire social service infrastructure in this city if he refuses to push tax hikes. And he’ll be damaging the local economy if he does it piecemeal.

We’ve been clamoring for years for an overhaul of the city’s tax structure, and now there’s a hurricane-force fiscal storm forcing the issue. If Newsom doesn’t announce plans to hold open, public discussions and draft a new tax policy for the city (and we doubt that will happen) then the supervisors must act, now. Board President David Chiu already had a broad-based committee work on tax reform. Now the board needs to begin drafting comprehensive legislation to change the way the city collects money — with the aim of putting a measure on the ballot as early as possible next year.

The goal should be not only to bring in another $250 million (at least) in new revenue, but to shift the tax burden away from small businesses and the poor and middle class and onto the wealthy. A big first step: get rid of the flat business tax and replace it with a progressive gross receipts tax that charges the biggest companies a higher percentage. Other cities have found numerous other ways to raise money — such parcel taxes, which aren’t quite as fair as ad valorem property taxes, but at least tax property owners, who in general are a wealthier class. A properly written utility users tax would hit big companies that use (and sometimes waste) a lot of power. And of course, a tax on income earned in the city — which would cover commuters who use city services but don’t pay city taxes — is among the most progressive ways to bring in new money.

Meanwhile, let’s remember: fee hikes (for Muni rides, for use of city pools and playing fields etc.) are just hidden taxes — on the poor and middle class.

State law makes it hard to raise taxes; any measure would have to go to the voters. But a major tax-reform overhaul that doesn’t just raise a few taxes on a targeted group but makes the entire system more fair for everyone, ought to be a ballot-box winner — particularly if the mayor is willing to raise money and lead the battle to pass it.


In a Nov. 18 interview with Hank Plante, the KCBS political editor, a testy and impatient Newsom ducked specific questions about how he was going to solve the budget shortfall. After saying that he doesn’t read the newspapers (which, frankly, is either a lie or utterly shameful for a big-city mayor, and leaves him looking as ill-informed as former President Ronald Reagan) he simply said the deficit would be "a lot of work."

That’s an understatement — and Newsom needs to do more than sit in his office and whine about the media. He needs to be out in public, addressing the budget crisis — and he needs to let reporters and residents and business people and the supervisors ask questions and get straight answers.

It’s fine to say that at this point, nobody knows how to solve the problem. It’s not okay to say: trust me, I’ll get back to you on that. This is a citywide crisis, and it’s essential that the public feels involved.

This is the biggest crisis since Gavin Newsom took office. It’s time he started acting like it.

So the mayor of San Francisco says he doesn’t read the newspapers, which may be why he expressed so much surprise at the size of next year’s budget deficit. The rest of us — the ones who, you know, bother to check out publications that hire reporters to inform us about current events — pretty much knew that the recession wasn’t over, that city tax revenues were going to be below projections, and that next year would be a repeat of this year.

He also seems almost cavalier about it, telling reporters that this isn’t a crisis, that he simply has to work hard and come up with a solution. And if the past is any indication, his solution will be to cut Muni, public health, social services, and recreation and parks, lay off thousands more frontline workers (damaging the local economy even further), and complain that we aren’t getting more help from Sacramento and Washington.

It’s as if I’m reading Cat’s Cradle again: round and round and round we spin, with feet of lead and wings of tin. Wasn’t Einstein the one who said the definition of insanity is doing the same thing over and over again and expecting the result will be different?

The budget Newsom presented to the board in June, and the somewhat different one the board approved in July, didn’t solve the city’s budget crisis. Firing all the remaining recreation directors and laying off more health care workers and shutting down bus lines (while raising fares) and depending on condo-conversion fees — a one-time source of income — to prop us up won’t work either.

I remember listening to John Garamendi, then lieutenant governor, talking outside a University of California Board of Regents meeting at the Mission Bay campus a few months ago. He was complaining about budget cuts and insisting he wouldn’t vote to eliminate programs and raise fees. "How," I asked him, "do you recommend we balance the budget?" His answer: "California is a rich state and can afford public education."

That’s a little shy of suggesting a hike in the income tax rate for the very wealthy or an oil-severance tax, but it was the right point. Folks: San Francisco is a rich city. By millennial standards, it’s one of the richest cities ever, in one of the richest civilizations ever. We can afford public health and public parks and public transportation.

It costs money to run a city like San Francisco. Lots of money. The problems we face are immense — from moving more than 1 million people a day around town without making the streets impassible and contributing to global warming, to saving the lives of people who have been lost, to the state and federal safety nets, to preventing teenagers from shooting each other to death with automatic weapons, and the list goes on. And if you get rid of the patronage jobs and the embarrassing waste and then explain to people what we have to pay for and who’s going to be paying most of the tab — and you make sure that the ones paying the most can most afford it — then I think you can get even tax-weary voters behind you.

But you can’t solve a half-billion dollar budget problem — on top of last year’s half-billion dollar budget problem — without a clear vision of what this city needs, and how to pay for it. And that’s what’s missing in the mayor’s office.

Instead, Newsom blames the press for screwing up his campaign for governor and says there’s nothing really to worry about; the budget will get fixed, somehow, one of these days, and nobody who matters will have to suffer that much.

Round and round and round we spin. I think I’m going to be sick.

Seizing space

San Francisco’s streets and public spaces are undergoing a drastic transformation — and it’s happening subtly, often below the radar of traditional planning processes. Much of it was triggered by the renegade actions of a few outlaw urbanists, designers, and artists.

But increasingly, their tactics and spirit are being adopted inside City Hall, and the result is starting to look like a real urban design revolution — one that harks back to a movement that was interrupted back in the 1970s.

One of the earliest signs of the new approach emerged in 2005 on the first Park(ing) Day, the brainchild of the hip, young founders of the urban design group Rebar. The idea was simple: turn selected street parking spots around San Francisco into little one-day parks. Just plug some coins in the meter to rent the space, then set up chairs or lay down some sod, and kick it.

It was a simple yet powerful statement about how San Franciscans choose to use public space — and the folks at Rebar expected to get in trouble.

“When we did the first Park(ing) Day in 2005, JB [a.k.a. John Bela] and I were just prepared to be arrested and hauled into court,” Rebar’s Matthew Passmore told us at a recent interview in the group’s new Mission District warehouse space. “But nothing like that happened.”

“We got a call from the director of city greening, who said this is great, I want to meet with you guys and talk about how the city can support this kind of activity,” Passmore said. “Much to our surprise, the city was totally responsive as opposed to shutting us down and imprisoning us.”

Bela said the group discovered that Mayor Gavin Newsom’s administration was looking for just the sort of innovative, cool, environmental ideas that were Rebar’s focus. And that connection merged with other people’s efforts — like sidewalk-to-garden conversions being pioneered by Jane Martin, the urban gardening and bicycling movements, and the unique public art that was making its way back from Burning Man. That created a catalyst for a wide array of city initiatives, from the Sunday Streets road closures to temporary art installations that began popping up around the city to the Pavement to Parks program that creates short-term parks in underutilized roadways.

“It was a single interaction five years ago, and now we have things like Sunday Streets,” Bela told us on Sept. 18’s Park(ing) Day, in which various individuals and groups took over more than 50 parking spots around town. “It’s about reclaiming the streets for people.”

Park(ing) Day itself blew up, becoming a worldwide phenomenon that is now in 151 cities on six continents, and one that the Mayor’s Office is planning to turn into a more permanent plan, with the regular conversion of some parking spots on commercial corridors into outdoor seating areas.

“You had a few guys and a girl who had an idea and now it’s an international event,” Mike Farrah, a longtime Newsom lieutenant who now heads the Office of Neighborhood Services and has been the main contact in City Hall for Rebar and similar groups, told the Guardian.

Locally, the success of events like Park(ing) Day have changed San Francisco’s approach to urban spaces, particularly on land left dormant by the economic downturn. Rebar, the permaculture collective Upcycle, and former MyFarm manager Chris Burley plan to turn the old Hayes Valley freeway property near Octavia, between Oak and Fell streets, into a massive community garden and gathering space. Plans are being hatched for temporary uses on Rincon Hill properties approved for residential towers. “Green pod” seating areas are sprouting along Market Street and there are plans to extend the Sunday Streets road closures next year. And, perhaps most amazingly, most projects are being accomplished with very little funding.

How has San Francisco suddenly shifted into high gear when it comes to creating innovative new public spaces? The key is their common denominator: they’re all temporary. As such, they don’t require detailed studies, cumbersome approval processes, or the extensive outreach and input that can dampen the creative spark.

But San Francisco is starting to prove that dozens of short-term fixes can add up to a true transformation of the urban environment and the citizenry’s sense of possibility.

 

EVOLUTION OF THE PRANK

Rebar began as a group of friends and artists who came together to enter a design contest in 2004. Passmore was a practicing lawyer and Bela was a landscape architecture student at UC Berkeley. They chose the name Rebar for future collaborations, the first of which was Park(ing) Day.

Passmore, who had a background in conceptual art before going to law school, discovered a legal loophole that might allow for anything from a burlesque performance to a temporary swimming pool to be installed in metered parking spaces. Bela recruited Blaine Merker, a fellow landscape architecture student with whom he’d won a design competition, to join the effort.

Park(ing) Day was a hit, getting great press and igniting people’s imaginations. “We realized after we did it, like, oh, people are really getting this,” Merker said. And Rebar was off. In the following years they added a fourth principal, graphic designer Teresa Aguilera, and took on a number of acclaimed projects: planting the Victory Garden in Civic Center Plaza, building the Panhandle Bandshell from old car hoods and other recycled parts, creating COMMONspace events (from “Counterveillance” to the “Nappening”) in privately-owned public spaces, and designing the Bushwaffle (commissioned for the Experimenta-Design biennale in Amsterdam) to help soften paved urban spaces and create a sense of play.

Through it all, the group maintained its prankster spirit. When they were invited to present the Bandshell project at the prestigious Venice Biennale festival, Rebar members showed up costumed as Italian table-tennis players (a joke that mostly baffled other attendees, they said).

They told us every project needed to have a “quotient of ridiculum.” Or as Bela put it, “That’s how we know project has evolved to the right point — when we’re on the floor laughing.”

As Rebar found success, it was still mostly a side project for members who had other full-time jobs. “We were all playing hooky all the time,” said Merker, who, like Bela, joined a landscape architecture firm after he finished school. “It just got worse and worse.”

So now, they’re trying to turn their passion into a profession, recently moving into a cool warehouse office and workspace in the Mission. “We’re shifting our practice a little to have the same sort of spirit but trying to figure out how we can make that an occupation,” Merker said.

It’s also about moving from those short-lived installations to something a little more lasting, even while working within the realm of temporary projects. As Aguilera said, “A lot of the projects we started with were creating moments to maybe think about. But we’re shifting into more permanent ways to interact with the city.”

They may not be sure where they’re headed as an organization, but they have a clear conception of their canvas, as well as the traditions they draw from (including movements like the Situationists and artists such as Gordon Matta-Clark, who worked in urban niche spaces) and the fact that they are part of an emerging international movement to reclaim and redesign urban spaces.

“We’re not the originators of any of this stuff,” Bela said. “It’s like emerging phenomena happening in cities all over the world. We just happened to have plugged into it early on and we continue to push it.”

 

EXPANDING THE POSSIBLE

Rebar is strongly pushing a reclamation of spaces that have been rather thoughtlessly ceded to the automobile over the last few decades. “Street right-of-way is 25 percent of the city’s land area. A quarter of the city is streets,” Bela said. “And those streets were designed at the time when we wanted to privilege the automobile.

“So basically, there’s all this underutilized roadway,” he continued. “It’s asphalt and it’s pavement, and the city wants to reclaim some of those spaces for people. That’s a thread we’ve been exploring in our work for a long time, and now it’s elevated up to a citywide planning objective.”

The short-term nature of the projects comes in part from political necessity: temporary projects are usually exempt from costly, time-consuming environmental impact reports. Demonstration projects also don’t need the extensive public input that permanent changes do in San Francisco. But there’s more to the philosophy.

“It stands on this proposition that temporary or interim use does actually improve the character of the city,” Passmore said. “People used to think that if something is temporary or ephemeral, what good is it? It’s just here today, gone tomorrow. But I think now people are realizing that the city can be improved like this.”

And it goes even deeper than that. When people see parking spaces turned into parks, vacant lots blossoming with art and conversation nooks, or old freeway ramps turned into community gardens, their sense of what’s possible in San Francisco expands.

“What we’re remodeling is people’s mental hardware. It’s like stretching. You have to bend something a little more than it wants to go, and the next time you do that, it’s that much easier,” Merker said.

“There’s also a psychological aspect to that. When people see a crack in the Matrix open up, if you will, it can open up a whole lot more than just that one moment,” he said.

For those who have been working on urbanism issues in San Francisco for a long time, like Livable City director Tom Radulovich, this new energy and the tactic of conditioning people with temporary projects is a welcome development. “There is a huge resistance to change in San Francisco, no matter what the change is, and a lot of that stems from fear,” Radulovich said. But with temporary projects, he said, “you can establish what success looks like from the outset.”

 

BUILDING ALLIANCES

The Rebar folks have been fairly savvy in their approach, making key friends inside City Hall, people who have helped them bridge the gap between their idealism and what’s possible in San Francisco.

“We are a process-driven city, and temporary allows you to create change without fear,” Farrah told us. He said the partnership between the Mayor’s Office and community groups that want to do cool, temporary public art really began in the summer of 2005 with the Temple at Hayes Green by longtime Burning Man temple builder, David Best.

Farrah had connections to the Burning Man community, so he facilitated the placement of the temple along Octavia Boulevard, then one of the city’s newest and least developed public spaces. Next came the placement of another Burning Man sculpture, Flock by Michael Christian, in Civic Center Plaza that fall. Both projects got funding and support from the Black Rock Arts Foundation, a public art outgrowth of Burning Man.

“I saw, after some of the temporary art and special events, how it’s changed people’s ideas about what’s possible,” Farrah said. “There has been a change in the way people view the streets.”

That got Farrah thinking about what else could be done, so he approached BRAF’s then-director Leslie Pritchett and Rebar’s Bela, telling them, “I need you to look at San Francisco like a canvas. Tell me the things you want to do, and I’ll tell you if it’s possible or not. And that’s led to a lot of cool stuff.”

Livable city advocates like Radulovich — progressives who are generally not allied with Newsom and who have battled with him on issues from limiting parking to the Healthy Saturdays effort to create more carfree space in Golden Gate Park — give the Mayor’s Office credit for its greening initiatives.

He credits Greening Director Astrid Haryati and DPW chief Ed Reiskin with facilitating this return to urbanism. “He’s really responsive and he gets it,” Radulovich said of Reiskin. “This is really where a lot of energy is going in the mayor’s office. It seems to have captured their imaginations.”

Another catalyst was last year’s visit by New York City transportation commissioner and public space visionary Janette Sadik-Khan, who met with Reiskin and Newsom on a trip sponsored by Livable City and the San Francisco Bicycle Coalition. Radulovich said her message, which SF has embraced, is that, “There are low-cost, reversible ways you can reclaim urban space in the near term.”

The Mayor’s Office, SFBC, and Livable City partnered last year to create Sunday Streets, which involved closing streets to cars for part of the day. The events have proven hugely successful after overcoming initial opposition from merchants who now embrace it.

Then there’s the Pavement to Parks program — which involves converting streets into temporary parks for weeks or months at a time — that grew directly from the Sadik-Khan visit. Andres Power, who directs the program for the Planning Department, told us the visit was a catalyst for Pavement to Parks: “She came to the city a year ago and inspired my director, Ed Reiskin.”

“We’re rethinking what the streets are and what they can be,” Power said. “It’s rewarding to see this stuff happen and to be at the forefront of a national effort to imagine what our streets could be.”

 

DE-PAVE THE CONCRETE

Pavement to Parks launched last year, a multiagency effort with virtually no budget, but the mandate to use existing materials the city has on hand to turn underutilized streets into active parks. “It looks at areas where we can reclaim space that’s been given over to cars over the decades,” Power told the Guardian.

At the first site, where 17th Street meets Market and Castro, the city and volunteer groups used planters and chairs to convert a one-block stretch of street that was little-used by cars because of the Muni line at the site.

“We bent over backward to make the space look temporary,” Power said, noting the concern over community backlash that never really materialized, leading to two time extensions for the project. “But we’re now ready to revamp that whole space.”

Another Pavement to Parks site at Guerrero and San Jose streets was created by Jane Martin, whom Newsom appointed to the city’s Commission on the Environment in part because of the innovative work she has done in creating and facilitating sidewalk gardens since 2003.

As a professional architect, Martin was used to dealing with city permits. But her experience in obtaining a “minor sidewalk encroachment permit” to convert part of the wide sidewalk near a building she owned on Shotwell Street into a garden convinced her there was room for improvement.

“At that point, I was really jazzed with the result and response [to her garden] and I wanted to make it so we could see more of it,” she said. So she started a nonprofit group called PlantSF, which stands for Permeable Lands As Neighborhood Treasure. Martin worked with city agencies to create a simpler and cheaper process for citizens to obtain permits and help ripping up sidewalks and planting gardens.

“We want to de-pave as much excess concrete as possible and do it to maximize the capture of rainwater,” she said.

Martin said the models she’s creating allow people to do the projects themselves or in small groups, encouraging the city’s DIY tradition and empowering people to make their neighborhoods more livable. More than 500 people have responded, creating gardens on former sidewalks around the city.

“We’ll get farther faster with that model,” she said. “It’s really about engaging people in their neighborhoods and helping them personalize public spaces.”

San Francisco has always been a process-driven city. “We in San Francisco tend to plan and design things to death, so as a result, everything takes a very long time,” Power said.

But with temporary projects under Pavement to Parks, the city can finally be more nimble and flexible. Three projects have been completed so far, and the goal is to have up to a dozen done by summer.

“We’re working feverishly to get the rest of the projects going,” Power said.

One of those projects involves an impending announcement of what Power called “flexible use of the parking lane” in commercial corridors like Columbus Avenue in North Beach. “We’re taking Park(ing) Day to the next level.”

The idea is to place platforms over one or two parking spots for restaurants to use as curbside seating, miniparks, or bicycle parking. “The Mayor’s Office will be announcing in the next few weeks a list of locations,” Power said. “There have been locations that have come to us asking for this.”

“The idea is to do a few of these as a pilot to determine what works and what doesn’t. The goal is to use their trial implementation to develop a permanent process,” Power said. “We want to think of our street space as more than a place for cars to drive through or park.”

Rebar was responsible for the last of the completed Pavement to Parks projects. Known as Showplace Triangle, it’s located at the corner of 16th and Eighth streets in the Showplace Square neighborhood near Potrero Hill. For Rebar, it was like coming full circle.

“We started doing this stuff about five years ago, finding these niches and loopholes and exploring interim use as a strategy for activating urban space,” Bela said. “And to our surprise, what we perceived as a tactical action is now being embodied by strategic players like the Planning Department.”

 

REUSE, RECYCLE, REINVENT

The Rebar crew was like kids in a candy store picking through the DPW yard.

“These projects are all built with material the city owns already, so we had the opportunity to go down to the DPW yard and inventory all of these materials they had, and figure out ways to configure them to make a successful street plaza,” Bela said.

So they turned old ceramic sewer pipes into tall street barriers topped by planter boxes, and built lower gardens bordered by old granite curbs.

“We are trying to be as creative as possible with the use of materials the city already has on hand,” Power said. In addition to the DPW yard that Rebar tapped for Showplace Triangle, Power said the Public Utilities Commission, Port of SF, and the Recreation and Parks Department all have yards around the city that are filled with materials.

“They each have stockpiles of unused stuff that has accumulated over the years,” he said.

For her Pavement to Parks project on Guerrero, Martin used fallen trees that originally had been planted in Golden Gate Park — pines, cypress, eucalyptus — but were headed for the mulcher. Not only were they great for creating a sense of place, they offered a nod to the city’s natural history.

But perhaps the coolest material that had been sitting around for decades was the massive black granite blocks that Rebar incorporated into Showplace Triangle. “One of the most interesting materials that we used in Showplace Triangle was the big granite blocks from Market Street that were taken off because merchants didn’t like people encamping there. They were too successful as spaces, so they got torn out,” Merker said.

Bela said they couldn’t believe their eyes: “We saw these stacks of five-by-five by one-foot deep black granite. Just extraordinary. If we were to do a public project today, we could never afford that stuff. There’s no way. But the taxpayers bought that stuff back in the ’70s and now it’s just sitting there in the DPW yard. It’s a crime that it’s not being used, so it was great to get it back out on the street.”

Radulovich said the return of the black granite boxes to the streets represents the city coming full circle. He remembers talking to DPW manager Mohammad Nuru as he was removing the last of them from Market Street in the 1970s, citing concerns about people loitering on them.

“To see them put up again in JB’s project was symbolic of where the city went and where it’s coming back from,” Radulovich said. “It’s almost like the livability revolution got interrupted and we lost two decades and now it’s picking up again.”

Back in the 1970s, Radulovich said the city was actively creating new public spaces such as Duboce Triangle. It was also creating seating along Market Street and generally valuing the creation of gathering places. But in the antitax era that followed, public sector maintenance of the spaces lagged and they were discovered by the ever-growing ranks of the homeless that were turned loose from institutions.

“The fear factor took over,” Radulovich said. “We did a lot to destroy public spaces in the ’80s and ’90s.”

But by creating temporary public spaces, people are starting to realize what’s been lost and to value it again. “These baby steps are helping us relearn what makes a good public space,” Radulovich said.

For much of the younger generation, building public squares is a new thing. As Aguilera noted, “We don’t have a lot of public plazas anymore or places for people to gather. When Obama was elected, where did everyone go in the city? Into the streets. So we’re trying to give that back to the city.”

 

CARS TO GARDENS

Perhaps the most high-profile laboratory for these ideas is the Hayes Valley Farm, a temporary project planned for the 2.5 acres of freeway left behind after the Loma Prieta earthquake. The publicly-owned land between Oak and Fell streets is slated for housing projects that have been stalled by the slow economy.

“The site’s been vacant for 10 years. They came up with a beautiful master plan. And the moment they’re ready to move on the master plan, there’s an economic collapse, so nothing is happening,” Bela said.

In the meantime, the Mayor’s Office and Hayes Valley Neighborhood Association pushed for temporary use of the neglected site. They approached the urban farming collectives MyFarm and Upcycle. Later, Rebar was brought in to design and coordinate the project.

Now the group known as the Hayes Valley Farm Team has an ambitious plan for the area: part urban garden, part social gathering spot, and part educational space. There will be an orchard of fruit trees, a portable greenhouse, demonstrations on urban farming, and a regular farmers market.

“The different topography of ramps allows for different growing conditions. These ramps are prime exposure to the south,” Merker said. “They create these areas that can produce some really great growing conditions, so it’s kind of funny that this freeway is responsible for that. The ramps actually create different microclimates.”

Most remarkably, the whole project is temporary, designed to be moved in three years. “We’re interested in developing infrastructure and tools and machinery and implements that are sort of coded for the scale of the city: a lot of pedal-powered things, a lot of mobile infrastructure, and smaller things that are designed to be useful in a plot that is only 2.5 acres,” Bela said. “Then when we need to move on, we’ll be able to do that. It’s about being strategic with some of the investments so we can take some of the tools we develop here and move it to the next vacant lot down the street.”

The project has lofty goals, ranging from creating a social plaza in Hayes Valley to educating the public about productive landscaping. “We’re getting away from ideas of turning parks into food production — it can be both,” said David Cody of Upcycle. “We want to just crack the awareness that cities can be multi-use and agriculture doesn’t mean farm.”

This is perhaps the most ambitious temporary project the Mayor’s Office has taken on. “Rebar pushed the envelope on what is possible. I told them it would be a tough one,” Farrah said of the project. But he loves the concept: “You can argue that putting gardens in temporary spaces changes attitudes.”

Symbolically, this land seems the perfect place for such an experiment. “This really is a special spot. If you look at a map of the city, Hayes Valley is in the very center, and this is right in the heart of Hayes Valley,” Aguilera said. “And right now, in the heart of a neighborhood in the heart of the city, there’s this vacant, fallow reminder of what used to be there. We’re looking to turn it into a new beating heart that brings together lots of different parts of the community.”

 

ACTIVATING DORMANT SPACES

Activating dormant spaces in the city isn’t easy, particularly for properties with pending projects. In Hayes Valley, for example, the Rebar crew was required to develop a detailed takedown plan.

“A lot of development is hesitant to get involved with these interim uses because at the end, they’re worried that it’s going to be framed as the evil, money-hungry developer coming in to kick out artists or farmers,” Passmore said. “But the reality is, they are very generously opening up their space is the first place.”

With last year’s crash of the rental estate and credit markets, development in San Francisco stalled, leaving potentially productive land all over the city. “As the city has gone through an economic downturn, like now, the city has a lot of vacant lots with developer entitlements on them, but nothing is being built right now. Those are spaces the public has an interest in,” Merker said, citing Rincon Hill as a key example.

Michael Yarne, who facilitates development projects for the Mayor’s Office of Economic Development, has been working on how developers might be encouraged to adopt temporary uses of their vacant lots.

“How can we credit them to do a greening project on a vacant lot?” Yarne asks, a problem that is exacerbated by the complication that neither the developers nor local government have money to fund the interim improvements.

He looked at the possibility of using developer impact fees on short-term projects, but there are legal problems with that approach. The courts have placed strict limits on how impact fees are charged and used, requiring detailed studies proving that the fees offset a project’s real cost and damage.

“But there is other value we can give as a city without spending a dollar — and that is certainty,” said Yarne, a former developer. He said developers value certainty more than anything else.

Right now, developers have to return to the Planning Commission every year or so to renew project entitlements, something that costs time and money and potentially places the project at risk. But he said the city might be able to enter into developer agreements with a project proponent, waiving the renewal requirement for a certain number of years in exchange for facilitating short-term projects.

“Everyone wins. We get a short-term use, and the developer gets certainty that they won’t lose their rights,” Yarne said, noting that he’s now developing a pilot project on Rincon Hill. “If that works, that could be a template we could use over and over.”

Radulovich is happy to see the new energy Rebar and other groups are infusing into a quest to remake city streets and lots, and with the use of temporary projects to expand the realm of the possible in people’s minds: “Let’s get people reimagining what the streets could be.”

GREEN CITY The strong visceral reactions to extending parking meter hours in San Francisco and Oakland present a difficult challenge to those who seek to have motorists pay for more of their societal impacts and help offset declining public transit resources.

When the San Francisco Municipal Transportation Agency held an Oct. 20 public hearing on its proposal to extend parking meter hours to evenings and Sundays in order to better manage parking demand and raise $8.8 million for Muni in the process, the proposal was fiercely attacked as a tax on motorists and burden on businesses.

That outrage was expected from conservative factions — landlords, west side residents, and much of the business community — who consistently oppose progressive reforms. But it was surprising to hear the antiwar ANSWER coalition, an immigrant group, and self-described socialists also angrily opposing the proposal.

"The working class is being driven out, and I hope this is the straw that breaks the camel’s back," ANSWER’s Forrest Schmidt said at the hearing, calling for taxes on rich individuals and companies instead. "Someone else needs to pay for the budget deficit that giant corporations created."

"This is a class issue. The rich and the well-to-do don’t have to worry about where to park in this small and crowded city. They have garages or can afford to pay for parking. It is overwhelmingly working class people who are being hit and who will be hit much, much harder if the new policy goes into effect," ANSWER (which stands for Act Now to Stop War and End Racism) wrote in a press release the next day.

But it’s a demonstrably false statement that the working class will be disproportionately affected by the proposal. Average incomes for drivers are far higher than those of Muni riders, who have borne the brunt of MTA budget cuts and will be hit even harder if this proposal fails.

A recent Transportation Authority study associated with the stalled proposal to charge a congestion-pricing fee on motorists entering the city core found that only 6 percent of them earned less than $50,000 per year. And in the census tract around ANSWER’s Mission District office, where Schmidt said poor workers who need cars are being aggressively ticketed, less than half the households actually own cars.

Beyond the fact that drivers are generally richer than the carless, there’s the established fact that they don’t come anywhere close to paying for their full societal impacts, from road building and maintenance to health care costs from accidents and air pollution to global warming.

"These are facts that a lot of people ignore," said Tom Radulovich, executive director of Livable City, calling ANSWER’s position "just a very limited perspective that they haven’t thought through yet."

Indeed, when I discussed the campaign with ANSWER’s regional director, Richard Becker, his arguments were almost entirely anecdotal. "I participate in the scramble for parking on a daily basis," he said.

The emotional reactions to taking away free parking also cause critics to lose sight of the facts. The proposal only affects metered spots in commercial districts, not street parking in neighborhoods. And the study treats every neighborhood differently based on parking demand, with the goal of reaching 85 percent occupancy to make parking more available — the very thing many critics of the proposal are demanding.

"They don’t understand that if we don’t raise the price of parking, we’re going to raise the price of Muni. They are extremely naïve beyond all reason," said Jason Henderson, a San Francisco State University geography professor who has studied the politics of parking and is current writing a book on the subject.

"There are people who want to democratize unsustainable lifestyles," Radulovich said, calling it "a strategy without a future."

Transportation activist Dave Snyder got into a heated discussion with some ANSWER members outside the hearing room, faulting them for failing to oppose the Muni fare hikes and service cuts that were approved last spring and for refusing to accept the need to discourage environmentally damaging activities like driving cars.

"To use price to discourage that is indeed a regressive tax. It’s still worth doing, but we have to think about [ANSWER’s reaction]," Snyder later told us.

But Henderson, Snyder, and Radulovich see a silver lining in this discussion. "It’s a sign of progress," Henderson said. "The more this floats to the surface and we can deal with it now, the better we’ll all be in the long run."
