Assemblymember Mark Leno has gotten one of the most important bills of the year through the state Legislature, and if the governor signs it — and he might — it could bring an additional $70 million to San Francisco, enough (for example) to wipe out Muni’s structural budget deficit.

The billl would allow San Francisco the option of imposing a 2 percent fee on motor vehicle registrations — the same fee that every car owner in California paid for years until Gov. Schwarzenegger summarily repealed it, leaving the state with a $5 billion budget deficit.

If the city voters approved it, the fee could be assessed on cars registered in San Francisco. The city would pick up desperately needed cash for public transit, and car owners would be no worse off than they were under every governor in the past 25 years (except for this one).

Congrats to Leno for making this happen — and if it becomes law, the supervisors should move immediately to implement it.

Democratic madness

The Democratic County Central Committee can sometimes be a zoo, but it’s no joke: The endorsement of the panel gives tremendous credibility to local candidates and issues, since it represents the official position of the San Francisco Democratic Party. The Aug. 21st meeting was particularly crazy; Zak Szymanski has a good report in the BAR on the committee’s almost non-endorsement of Community College Board member Lawrence Wong, who got blasted for appearing at a hotel that was under union boycott. That’s a problem for any politician — and although Wong apologized over and over again, the labor follks on the committee were having none of it.

In the end, Wong squeaked to an endorsement, which is wrong: There’s a long list of reasons not to support Wong (starting with his support for the smelly deal that shifted bond money from a performing arts center to a new gym that will be used in part by a private school nearby).

And it was wrong — and a kind of sorry statement about the local party — that the DCCC refused to oppose Prop. 83, a tough-on-crime initiative that’s aimed at sexual predators — but has all kinds of problems, the way these things often do. San Francisco Sheriff Mike Hennesey is against it, saying it will cost a fortune for new jails; so is Assembly Member Mark Leno, who says it will drive ex-cons into rural areas, away from services — making them more likely to get into further trouble.

The problem is that the state Democratic Party has endorsed it, fearing that the measure will be a wedge issue in swing districts, where moderate Democrats are facing Republicans — and where Phil Angellides needs to be able to beat Arnold. Some local DCCC members were wary of bucking the state party.

That’s embarassing: San Francisco isn’t Stockton, and our local Democrats should be able to stand up to these dumb crime bills. The DCCC ducked, but thanks to Robert Haaland, the committee will vote again in September.

And check this out: The DCCC refused to back longtime incumbent School Board member Dan Kelly. Labor opposed him, and he lost. The unions are pissed about contract problems with the teachers and staff; I’m pissed at Kelly for his unwavering support of former Supt. Arlene Ackerman. Either way, it’s pretty dramatic for the DCCC to snub an incumbent Democrat like that.

The hemp chronicles

Assemblyman Mark Leno’s industrial hemp bill is headed for the state Senate, and the OC Weekly’s staff blog has a wonderful interview with the “joint” author, Republican Chuck DeVore. Devore, a lieutenant colonel in the national guard and hardly a pot-smoking San Francisco liberal, just thinks the bill makes good policy sense. Why shouldn’t California farmers be able to grow a product that it’s perfectly legal to import from Canada?

George Skelton of the LA Times has an interesting hit: The guv, he points out, seems to like the nutritional supplements industry, and hemp oil makes for great supplements. Is there any way he can still veto this bill?

Dist. 8 heats up

Alix Rosenthal, who is challenging Bevan Dufty in District eight, has been getting some (electronic) press; BeyondChron has interview in which, among other things, she talks about keeping San Francisco weird. A sample quote: “I love how freaky it is. I love the freaks, and I include myself in the freaks.”

She also talks about real issues, about affordable housing, condo conversions, the loss of the city’s middle class. And she clearly has Dufty at least a little freaked; Pat Murphy over at the San Francisco Sentinel claims that he’s heard that “progressive big footers” leaned on Dufty to support Ammiano’s health-care legislation, threatening to pour money in to Rosenthal’s campaign if he didn’t.

I’m not sure the “big footers,” whoever they are, had to push much; I think Dufty sees that this won’t be a cakewalk of a re-election, and I think he also wants to run for state Assembly when Mark Leno is termed out, and he can’t really do it without some left credibility. On economic issues, particularly tenant issues, he’s out of touch with his district, and I think we’ll see him move to the left on a few select issues over the next few months to try to present some kind of case to win progressive support.

The “freaky” quote will no doubt get used to make Rosenthal sound flaky, but the truth is, she’s got a good point: When San Francisco gets too expensive, all the people who make it so special have to leave.

For bicyclists, some good news…

San Francisco’s southeastern waterfront is a natural jewel buried under the city’s industrial past.
The coastline is warm and often beautiful but marked mostly by collapsing piers, rusting skeletons of industrial centers, two power plants, and other long abandoned maritime projects.
But city and port officials, with the support of civic groups, are embarking on an ambitious effort to open up the waterfront with new bicycle and pedestrian trails, rotating public artwork, improved aquatic access, spruced up waterfront parks, rebuilt piers, and the transformation of industrial property into public spaces that would teach visitors about San Francisco’s past.
The recent opening of Pier 14, with the Passage sculpture from last year’s Burning Man festival as a temporary centerpiece, was a big step forward. And the imminent announcement of what the Farallon/Shorenstein development team is proposing for Piers 27–31 will be another important piece of the central waterfront puzzle.
Yet it is the so-called Blue Greenway initiative — which was formally launched June 24 with a bike and boat tour ending with a party at India Basin Shoreline Park on Hunter’s Point — that takes on the toughest terrain: the 13-mile coastline stretching from China Basin all the way down to Candlestick Point.
A Blue Greenway task force was set up six months ago by Mayor Gavin Newsom and Sup. Sophie Maxwell, with support from the Livable City Initiative and Neighborhood Parks Council. They shared their vision with a group of almost 100 bicyclists on a guided tour led by Newsom’s director of greening, Marshall Foster.
“We’re still imagining the way,” Foster said at the first stop of the Imagine the Way tour, Aqua Vista Park, where artist Topher Delaney is still covering the pier in shimmery blue sequins and installing horizontal bike rims trimmed with reflectors at the tops of colored poles.
Another art installment planned at Third Street and Cargo Way, Red Fish by William Wareham, was also not yet complete, like much of the Blue Greenway.
“You’ll notice on Illinois Street how there were no bike lanes. There were supposed to be bike lanes,” said Foster, noting how that project was recently appealed to the Board of Supervisors, only to have that and most other bike projects around the city stopped by a judge’s injunction (see sidebar).
At Pier 70 — once the main employment center of San Francisco, first with Union Iron Works and later Bethlehem Steel — getting access to the waterfront is nearly impossible now. The buildings are dangerous ruins and only broken pilings remain from the once-bustling piers.
“We think ultimately we can get in here and get access to the waterfront,” Foster said.
The Port of San Francisco’s planning and development director, Byron Rhett, who was also pedaling along on the tour, supported Foster’s hopes and said the port has consultants analyzing the site.
“We are just starting the process of declaring this an historic district,” Rhett said. “Bicycle and pedestrian access will be part of those discussions.”
Just south of Pier 70, the tour wound through the weed-strewn and graffiti-covered shoreline park and pathway at Warm Springs Cove. “This is a park that needs love,” said Michael Alexander, an historian and task force member who helped Foster narrate the journey.
A group of eight kayakers who were shadowing the bicyclists showed up while Alexander was talking, and he explained that there will be improvements to water access for them, both at Warm Springs and the next stop, Islais Landing, which was once a busy deepwater port channel, but which is now mostly hidden from view by roadways and underground culverts.
“We want to create places where we can open up Islais Creek,” Foster told the group.
The final two spots of the tour were on either side of the recently shuttered Hunter’s Point Power Plant: Heron’s Head Park and India Basin Shoreline Park, which are connected by a coastal trail that most San Franciscans probably don’t know exists.
At the final stop, Newsom, Maxwell, Assemblymember Mark Leno, and other luminaries gathered to promote the project.
“The Blue Greenway is already in each and every one of us, and we’re going to make sure that dream comes true,” Maxwell said.
The project will be a public-private partnership. Newsom committed the city to the effort but said the public has to get involved: “Without getting the enthusiasm to pull this off, it won’t happen.” SFBG

Real tolerance

OPINION On March 24, 2006, the Board of Supervisors voted unanimously to pass a resolution opposing the message that a group called Battle Cry for a Generation was set to deliver the following Friday on the front steps of City Hall. The appearance of Ron Luce’s teen program at the site had nothing to do with the group’s apparent reason for being in the city, which was to promote Christianity amid smoke machines and rock bands at SBC Park. Luce decided to rally on the steps of City Hall specifically because gay marriages had been performed there two years earlier.

The intent to somehow purify the steps with prayerful teens, the quick response by citizens of San Francisco, and the meaning of that entire encounter was lost completely as local journalists and former politicians rushed to smear the Board of Supervisors with labels like "clueless" and "intolerant."

In doing so, John Diaz at the San Francisco Chronicle and Joanna Thigpen at the San Francisco Sentinel both missed an opportunity to summarize for their readers the meaning behind the meeting of two groups. Instead, both city leaders and organizers of the counterprotest were admonished for their lack of tolerance.

For those in need of a working definition of tolerance, the American Heritage College Dictionary offers the following: "The capacity for or the practice of recognizing and respecting the beliefs or practices of others." The key word within that sentence is recognize, which is hard to do if all you do when the Christian right comes to town is stay home and fume. Engagement (another version of recognition) is also a value, one that walks hand in hand with tolerance as the citizens of this fair city go forward in search of bigger and better expressions of human and civil rights. Showing up and shouting back don’t indicate intolerance. And staying away doesn’t display tolerance, just benumbed passivity.

Curiously, the charge was made that by issuing resolutions and press statements, both Sup. Tom Ammiano and Assemblymember Mark Leno were attempting to stifle Battle Cry’s right to free speech. Supervisor Ammiano’s office, which was the primary sponsor of the resolution, was contacted by neither the Chronicle nor the Sentinel. What he would have pointed out was that no one in city government made any attempt to silence anyone. The resolution was simply the progressive community’s proverbial two cents thrown into a debate Battle Cry started when the group assembled on City Hall’s steps. No public official ever came close to opposing Battle Cry’s right to frankly indict both queers and women who have chosen abortion or who support its legality.

Civic engagement like the sort displayed by Ammiano and Leno is what makes this city a haven for those who could not get tolerance for themselves, on their own terms, elsewhere. Far from impeding the right of Battle Cry to spread a message of hate disguised as love, we are forwarding the rights of speech to those whose voices are still being suppressed by fear and hate disguised as Christian love and tolerance.

San Francisco needs better candidates

The last time we had a major Democratic primary race for state assembly in San Francisco, you didn’t see a lot of head-shaking. In 2002 you were for Mark Leno or you were for Harry Britt, and either way you had very few doubts. Two strong candidates, two people who were eminently qualified to represent San Francisco in Sacramento, two people who had the credentials to be Democratic party leaders.

But I’ve talked to a lot of people about the June 6, 2006, race to fill the spot of Assemblymember Leland Yee, who is trying to move on to the state senate, and what I’m getting is: Gee, well, yeah. Gotta vote for somebody.

The thing is, Sup. Fiona Ma, the front-running candidate, has been absolutely horrible in office, a terrible vote on everything I care about. Her lukewarm supporters say she’d be a good liberal compared to most of the state legislators, and that may be true, but it’s hardly a ringing endorsement. Her opponent, Janet Reilly, is taking some excellent stands on issues, running hard to the left of Ma but she’s never held any elective office before, and, frankly, not that many people in San Francisco even know who she is. If she didn’t have a lot of money, she wouldn’t be much of a factor in this race.

Then you look slightly southward, at the race for state senate. The candidates: Yee, who has done almost nothing to distinguish himself in the state legislature, and Mike Nevin, a former San Francisco cop and San Mateo County supervisor. I don’t know a single person in the progressive San Francisco world who can get a bit excited about either of them.

San Francisco has got to start doing better.

Leno’s term will be up in two more years. I can think of a lot of great Democratic candidates (Tom Ammiano, Chris Daly, Robert Haaland), but we all ought to be thinking about it, now, the same way we need to be thinking about the next mayor of San Francisco and the next member of Congress. Otherwise we’ll have a lot of Fiona Mas and Bevan Duftys in our future.

Now this: Speaking of politicians who need to get out of the way, Leslie Katz, the chair of the local Democratic County Central Committee, recently pulled an act of world-class political sleaze. She opposes Sup. Chris Daly’s Proposition C, a measure that would force the mayor to serve on the Transbay Terminal board, but the committee wasn’t quite ready to take a stand. So March 22, shortly after noon, she filed an official no-on-Prop.C ballot argument on behalf of the San Francisco Democratic Party.

In other words, she decided on her own to file a legal document to appear in the ballot handbook committing the party to a position it hadn’t taken.

In the end the party did vote later to oppose Prop. C. But Katz sent a clear signal that she had the committee wired and wasn’t even going to wait for the formality of an actual vote. Nasty business. It sends the exact wrong signal about the local party. She ought to resign in disgrace.<\!s><z5><h110>SFBG<h$><z$>

It still boggles my mind: One of the most significant development issues in years came to a head last week at the City Planning Commission — and none of the news media seem to have noticed. G.W. Schulz describes the situation in depth on page 18, but here’s the short version: City planners have acknowledged they can’t allow any more market-rate housing in the eastern neighborhoods for the indefinite future.

At least they seem to have acknowledged that. The real test is still to come, when the next development comes along, but either way this is pretty big news — and I haven’t read a word about it in the Chron or the Ex.

I shouldn’t be surprised anymore.

Now this: The San Francisco Democratic Party is in a bit of a tizzy over something that ought to be basic common sense.

Sup. Chris Daly has put a measure on the June 6 ballot, Prop. C, that would make the Transbay Joint Powers Authority more directly accountable to voters. The TJPA is pretty important: It controls the Transbay Terminal project, which will determine the city’s transit future for many years to come. But right now, two of the city’s three representatives are basically bureaucrats (one from the Mayor’s Office, one from Muni) who answer (it often seems) to nobody.

Daly wants to make the mayor, the city’s representative to the Metropolitan Transportation Commission (currently Sup. Tom Ammiano), and the supervisor from District 6 (Daly, who’s already on the TJPA) serve on the panel.

Sounds like alphabet soup and nothing to make a fuss over — except that the mayor would suddenly have to focus on this project because he’d be on the board. He might even have to go to a meeting or two. And everyone on that key panel would have to answer directly to the voters.

And for some reason (perhaps the thought of actually sitting through a TJPA meeting) this has Gavin Newsom up in arms. The Democratic County Central Committee, which makes policy for the local party, was set to endorse Prop. C last week until Newsom began twisting arms. Then a bunch of people (including state assemblymember Mark Leno and state senator Carole Migden) couldn’t be counted in the yes camp, so the whole thing was postponed until March 21, when Daly, the Sierra Club, and all of the city’s transit activists were set to square off against Newsom and the San Francisco Planning and Urban Research Association (SPUR).

It will be a nice test: Can the County Committee stand up to the mayor? Will Migden and Leno?

And this: Caroline Grannan, a normally well-meaning and hardworking advocate for the public schools, is having a strange fit of indignation over our articles on school board expenses. The stories focused mostly on how former superintendent Arlene Ackerman pissed away public money on posh dining and accommodations, but Grannan is mad that we even mentioned board member Jill Wynns, who also spends district money on travel (but has run up nowhere near the sort of tab that Ackerman did).

Her complaint is on page 7, and I think she’s way overreacting here, but she makes one valid point: The school board members are essentially volunteers who earn all of $500 a month. That’s silly. A school board member ought to be a full-time job with full-time pay.

And board members’ salaries and expenses should be very much the public’s business. *
