Pombo on the issues

To say that Richard Pombo is an environmental skeptic is putting it mildly. Asked if Pombo accepted the worldwide scientific consensus that global warming is a fact, his spokesperson, Wayne Johnson, shilly-shallied. “What I have heard him say is the jury is still out,” Johnson cautiously ventured. “For those absolutely convinced, I would not put him in that category.”
Pombo entered Congress determined to “reform” the Engendered Species Act and other tree-hugging depredations on the rights of private property owners, and while he concentrated on that law, he has put his stamp on a host of other issues, from gay rights to gun control.  

Before he ran for Congress, Pombo co-wrote a book entitled This Land is Our Land: How to End the War on Private Property. Part of his book declared that he become active politically after a skirmish with the East Bay Regional Park district about the creation of a public right of way through his property. He later switched his story to say his family’s property values were hurt when family land was designated a San Joaquin Kit Fox critical habitat. Both claims were without merit.

Pombo says the ESA, which is widely regarded as one of the more successful pieces of environmental legislation ever, is a failure. Pombo’s “reforms,” however, recently ran into a brick wall in the Senate. If passed, they would have removed the concept of critical habitat from the ESA – meaning a species would be protected, but its home territory would not. The legislation called for a two-year recovery plan, but the recovery plan would have been voluntary rather than mandatory.

While this approach has resonated with many voters in the 11th district who agree that the ESA goes too far, it has local and national environmentalists screaming. It’s also upset his opponent, Pete McCloskey, who was involved in writing the original law.

Pombo has hit a number of other environmental high points during his tenure. Among them was his idea to allow ham radio operators to erect antennas on the Farallones Islands. He wants to lift the ban on off shore oil drilling. He has read a pro-whaling resolution into the Congressional Record. He has proposed selling off 15 sites within the national parks as a way of raising money for energy development (a proposal that advances Rep. Nancy Pelosi’s Presidio privatization to a new level). He was one of the original sponsors of the legislation to allow drilling on Alaska’s north slope. And last but not least, wants to put a freeway over Mt. Hamilton in San Joaquin County.

Pombo also voted twice to protect MTBE manufacturers from being sued for environmental damage. MTBE helps engines burn cleaner, but has also been found to contaminate water supplies in California, necessitating huge clean-up costs. Why would Pombo vote to indemnify such manufacturers? Well, several of the companies are based on Tom Delay’s district in Texas.

But the 11th district representative has taken interesting stands on all sort of other issues, from civil rights to drugs to gun control to gay rights. Because there are so many, a short list of his congressional voting record will suffice.

Pombo has opposed stem-cell research, supports banning “partial birth” abortion, and has a 0% rating from NARAL the pro-choice group. He voted for the constitutional ban on same-sex marriage and against allowing gay adoption in Washington D.C.

He has voted in favor making the PATRIOT Act permanent, and supports a constitutional amendment to ban flag burning and desecration. He supports more prisons, the death penalty and more cops. Pombo wants to prohibit medical marijuana and HIV-prevention needle exchange. He sponsored legislation that would require universities to allow military recruiters on campus, but he opposed a bill that would have boosted veteran-affairs spending by $53 million. He opposes gun control and opposes product-misuse lawsuits against gun manufacturers.

In 2003 Pombo got a 97 percent approval rating from the U.S. Chamber of Commerce. He also got an A-plus rating from the National Rifle Association and a 92 percent rating from the Christian Coalition in 2003.

J-Stalin knows how to make an entrance.

The first time we meet, in November 2004 at the Mekanix’s recording studio in East Oakland, he enters nonchalantly, sporting an embroidered eye mask as though it were everyday wear. He walks up to me and shakes my hand. "I’m J-Stalin. I write and record two songs a day," he says with boyish pride.

I had a hard time retaining the notion the rapper wasn’t a boy, for though he’d recently turned 21, his five-foot frame and preternatural baby face gave the impression of a raspy-voiced, blunt-puffing, Henny-swilling 14-year-old.

Yet he already had a storied past. A teen crack dealer, or "d-boy," from West Oakland’s Cypress Village, Stalin was busted at age 17, spending the next 11 months on parole with weekends in juvenile hall. During this period, to both stave off boredom and possibly escape the multigenerational cycle of dope-dealing in his family, the young Jovan Smith began writing raps, finding out about the other Stalin in 11th-grade history class, and soaking up game at the Grill in Emeryville, where family friend DJ Daryl had a recording studio.

After letting him watch for a year, Daryl put Stalin on a track the result so impressed Daryl’s frequent collaborator, Bay Area legend Richie Rich, he immediately commissioned a hook. Stalin would end up on three cuts on Rich’s Nixon Pryor Roundtree (Ten-Six, 2002) and on two as a member of the Replacement Killers, a group that included Rich and Crestside Vallejo’s PSD. Several more songs from this period had just surfaced on Rich’s 2004 compilation, Snatches, Grabs, and Takes (Ten-Six), though Stalin had since defected to the Mekanix’s production company, Zoo Entertainment. By the time we met, the highly productive crew had recorded most of Stalin’s upcoming debut, On Behalf of Tha Streets.

He’s next

During the next 18 months, J-Stalin would generate no small amount of buzz, thanks in part to high-profile guest shots on projects like the Jacka’s The Jack Artist (Artist, 2005) and the Delinquents’ Have Money Have Heart (Dank or Die, 2005). Three advance tracks from On Behalf "Party Jumpin’," featuring Jacka; a clean version of "Fuck You"; and an homage to the classic drum machine, "My 808" have accumulated spins on KMEL, while the video for "My 808" has more than 20,000 plays on Youtube.com. Too $hort says he’s "next," E-40’s dubbed him "the future," and major labels like Capitol and Universal are checking him hard.

To crown these achievements, Stalin’s copped a coveted spot hosting an upcoming project for the Bay Area’s mix-tape kings, DJ Devro and Impereal, alias the Demolition Men (see sidebar). Named after Stalin’s penchant for calling the DJs at 7 a.m., ready to lay verses, The Early Morning Shift is a potent fusion of mix tape beats and Mekanix originals, laced with Stalin’s melodic raps and distinctively raw, R&Bstyle vocals. Taking advantage of the industry’s current structure, whereby you can drop a mix tape or two without compromising your "debut" album marketability, The Early Morning Shift will be most listeners’ first chance to hear the prolific J-Stalin at length, in the company of stars like Keak, F.A.B., and the Team, as well as Stalin’s Cypress Village crew, Livewire. Having generated some 60 tracks in the scant two weeks devoted to recording the disc, Stalin has literally given the Demolition Men more than they can handle: Talk of a "part two" is already in the air, though the DJs are still rushing to finish the first for an early-May release.

The Early Morning Shift comes at a pivotal time in J-Stalin’s career. At the very least, the mix tape will warm up the Bay for On Behalf, which Zoo Entertainment plans to release independently in the next few months. With everywhere from Rolling Stone to USA Today catching on to the Bay’s hyphy/thizz culture, and major labels lurking in the wings, it’s probably only a matter of time before Stalin gets a deal. But the rapper is adamant on signing only as part of the Mekanix’s Zoo.

"We don’t want an artist deal," he says. "If they give us a label deal, it’ll work, because I ain’t fittin’ to sign no artist deal."

If this sounds a tad dictatorial in the mouth of so young a playa, consider that Stalin left a famous rapper’s camp to work with a then-unknown production duo, a decision fraught with risk. But Stalin’s instincts regarding his own artistic strengths are sound. He thrives on quantity, and the Mekanix’s intense productivity suits Stalin’s seemingly endless supply of rhymes and hooks. The duo’s ominous, minor-key soundscapes provide perfect vehicles for the rapper’s exuberant tales of West Oakland street hustle and melancholy, often poignant reflections on d-boy life.

"I used to listen to their beats," Stalin recalls, "and be like, ‘Damn, them niggas got heat!’ Plus they ain’t no haters. I mean, I’m a leader; I ain’t no follower. They allow me to still be me and fuck with them at the same time."

A few months ago I had a chance to watch this process in action, dropping by the studio as Dot and Tweed were putting the finishing touches on a hot new beat, one in tune with current hyphy trends yet retaining the dark urgency characteristic of the Mekanix sound.

"Let me get on it," Stalin says, as he usually does when he hears something he likes.

Sometimes Dot says yes, sometimes no, depending on their plans for a particular session. With a beat this fresh and radio-ready, one they could easily sell, Dot is noncommittal: "What you got for it?"

Without a pause Stalin breaks into a melody, accompanied by an impromptu dance: "That’s my name / Don’t wear it out, wear it out, wear it out …" Simple, catchy, the phrase totally works, and in less time than it takes to tell, he’s in the booth laying down what promises to be the main single from On Behalf: "That’s My Name."

Sitting behind the mixing board, Dot shoots me a smile, as if to say, "See why we work with this guy?"

On the Go Movement

With The Early Morning Shift about to drop, and On Behalf on the way, the only thing Stalin needs is his own catchword, à la hyphy or thizz. Enter the Go movement. Among recent innovations in Bay Area hip-hop slang is a certain use of the word go to indicate a kind of dynamic state of being, widely attributed to Stalin.

"I ain’t sayin’ I made it up, but somebody from West Oakland did," Stalin says. "Even before there was hella songs talkin’ about Go and shit, that shit came from ecstasy pills. We used to say, ‘Goddamn, you motherfuckers go.’ And then you refer to a female like, ‘She go.’ I swear it used to just be me and my niggas in the hood. I started fuckin’ with the Mekanix and sayin’ it at they place. Then, before I knew it, everybody was talking about Go."

Like thizz, Go quickly expanded beyond its drug-related origins, partly because it epitomizes so well the fast-paced environment of rappers’ lifestyles. Among the early cosigners of the Go movement is the Team, whose album World Premiere (Moedoe) dropped at the beginning of April. Not only did the group release a between-album mix tape and DVD called Go Music (Siccness.net, 2005), but Team member Kaz Kyzah has hooked up with Stalin and the Mekanix for a side project called the Go Boyz. First previewed on Go Music, on a track also featuring Mistah F.A.B., the Go Boyz have already recorded their self-titled debut, and Zoo is in talks with Moedoe about an eventual corelease.

"Where I’m from, we don’t say, ‘Go stupid.’ ‘Go dumb.’ We just go," Kaz Kyzah says, explaining the term’s appeal.

"Really, it’s a way of life for us," he continues. "Me, Stalin, Dot, and Tweed, we’d be up all night just goin’. Every song was recorded at like four in the morning. Listening to some of the stuff now, you can feel it in the music."

Getting in early

Since I began this piece, Stalin, it seems, has gotten even bigger, as word of The Early Morning Shift and the Go Boyz has spread through the scene. People are suddenly lining up to work with him, and he’s already committed to new projects with DJ Fresh, Beeda Weeda, the Gorilla Pits, and J-Nash, an R&B singer featured on Mistah F.A.B.’s upcoming Yellow Bus Driver. In a late-breaking development, E-40 confirms he intends to sign the Stalin/Beeda Weeda duo project to Sick Wid It Records.

During our interview, Stalin and I run by DJ Fresh’s studio so J can lay a rhyme for an upcoming installment of Fresh’s mix tape series, The Tonite Show. Another rapper, watching Stalin pull a verse out of thin air four bars at a time, is clearly awed: "He’s amazing. I mean, he’s on the records I buy."

Stalin takes it all in stride, though; aside from when I’ve watched him perform live, this is the first time I’ve ever seen someone react to him like he was a star. I get the feeling, however, it’s far from the last. SFBG

Bring on the Demolition Men

The Demolition Men, Impereal and DJ Devro, definitely didn’t earn their reputation as the Bay Area’s mix-tape kings by staying at home. As DJs the duo has performed together and separately at clubs all over the world, from China and Japan to South America and Europe. Native Spanish speakers — Impereal hails from the Colombian community in Queens, NY, while Devro is Southern California Creole — the pair also hosts Demolition Men Radio, broadcast Thursdays from 6 to 7 p.m. on Azul 1063, a hip-hop station in Colombia’s Medell??n. Yet if you live in the Bay, you’re most liable to see them on the street, selling mix tapes out of their backpacks.

"We’re like a walking promotional retail machine," Impereal jokes. "If you don’t buy a mix tape, you going home with a flyer."

Such determination, coupled with the DJs’ high output (more than 30 releases since late 2003, including three volumes each of R&B and reggaeton) and elaborate graphics, has finally kick-started the Bay’s once lackadaisical mix tape scene.

An integral component of hip-hop in New York and the South, enabling new talents to be heard alongside vets and vets to issue bulletins with an immediacy unavailable to corporate labels, DJ-assembled mix tapes at their best are the ultimate in no-holds-barred hip-hop. Considered "promotional material" and usually printed in limited quantities, the discs are generally unencumbered by legal requirements like sample clearance.

Until recently, however, mix tapes weren’t much of a factor here. While the Demolition Men are quick to pay homage to their local predecessors — like Mad Idiot, DJ Natural, and DJ Supreme — Natural acknowledges the mix tape scene was a bit dead before the Demolition Men began shaking it up.

"Out here DJs were concentrating on clubs," Natural says. "Then they started putting stuff out constantly." Now there’s sufficient trade in mix tapes for Natural to move his formerly virtual business, Urban Era, to brick-and-mortar digs at 5088 Mission, making it the Bay’s only all–mix tape music store. Yet even with increased competition, he notes, the Demolition Men still routinely sell out.

In addition to their up-tempo release schedule, the success of the Demolition Men’s mixes might be attributed to the conceptual coherence they bring to their projects. While they do put together general mixes featuring more mainstream fare — such as the Out the Trunk series, which boasts exclusives from Ludacris — the duo’s hottest projects tend to tap into the Bay’s reservoir of talent. Aside from their multifaceted Best of the Bay series, the Demolition Men have released mix tapes hosted by Bay Area artists like Balance, Cellski, El Dorado Red, and the Team.

Currently the Demolition Men’s most successful disc has been their most ambitious: Animal Planet, not so much a mix tape as music cinema, starring the Mob Figaz’ Husalah and Jacka. A mighty 34 tracks — featuring production by Rob Lo, Traxamillion, and the Mekanix, and appearances by F.A.B., Keak, and Pretty Black — Animal Planet is an incredible collection of almost entirely exclusive, original material, seriously blurring the boundary between mix tape and album. Its success has encouraged bold undertakings, like The Early Morning Shift with J-Stalin and Block Tested, Hood Approved, a mix tape/DVD starring Fillmore rapper Big Rich. "I guess we’re taking the mix tape to the next level," Devro says. (Caples)

Harry Smith is a folk hero. Smith’s masterwork, the definitive, meticulously edited Anthology of American Folk Music (1952), was the bible of the ’60s folk movement that spawned Dylan, Baez, Fahey, and others. To discover it is to stumble into a forgotten, marginalized world, a portal to as Greil Marcus put it in his book about Dylan’s Basement Tapes "a weird but clearly recognizable America."

Compiled from scratchy 78s of the late ’20s and early ’30s and split into three two-LP volumes Ballads, Social Music, and Songs the collection seamlessly mixes country with blues, Cajun dances with fiery sermons. Tales of murder, suicide, plagues, and bizarre hallucinations wander alongside familiar characters from American mythology: Casey Jones, Stackalee (a.k.a. Stagger Lee), and US presidents and their assassins. These figures regularly appear in American stories and songs from the Anthology and elsewhere becoming recognizable but, like all great folk heroes, constantly evolving and remaining a mystery.

And so it is with Smith. A grand self-mythologizer, Smith told contradictory stories about his life: Born in 1923, in Portland, Ore., to an occult-obsessed teacher and a salmon fishery worker, he claimed his mother was the Russian princess Anastasia and his father, Aleister Crowley, a British writer, painter, and famed Satanist. Smith dabbled in many different art forms. In addition to editing the Anthology, he recorded Native American tribal rituals, the first Fugs album, and many of Allen Ginsberg’s recordings. He was also a prolific filmmaker, painter, writer, and all-around eccentric.

Smith’s friends Ginsberg, Jonas Mekas, and Robert Frank among them tell stories about a mad trickster genius on amphetamines with an encyclopedic knowledge of old music and art, fascinated by alchemy and anthropology, constantly begging for money, always experimenting with some new project. As a filmmaker, he worked solely in the abstract. His early films from the ’40s and ’50s (released in 1957 as Early Abstractions) are protopsychedelic: Colorful, hand-painted geometric shapes bounce and morph into one another.

His great cinematic statement, however, is 1962’s Heaven and Earth Magic. An hour-long exercise in black-and-white animation, it appropriately comes with a disputed history. Mekas claims the initial print was in color and projected with a special apparatus that Smith designed and then destroyed, tossing it out the window onto the streets of Manhattan.

Whatever the reality, what survives is strange, unique, and frequently wonderful. White cutouts from old catalogs, advertisements, and religious texts float and pirouette through the all-black frame. A loose story emerges of a Victorian lady who loses a watermelon, visits the dentist, and travels to and from heaven. Its mystical and historical imagery is impossible to fully grasp without years of study or, perhaps, Smith’s brain.

It’s clearly the work of a man who saw the world differently than most of us do both because he could and because he wanted to. Smith died in 1991, shortly after accepting a Grammy for Anthology. This screening of Heaven and Earth Magic complete with a live score by local avant-pop outfit Deerhoof should demonstrate what Smith himself surely knew: He was an American original, an artist difficult to categorize and impossible to ignore. Saluting small business

  Back in my hometown of Rock Rapids, Iowa, a flat land of tall corn and homestead farms way out in northwest Iowa, my grandfather and father ran a small, family owned drug store for more than seven decades. Their slogan, known throughout the territory, was "Brugmann’s Drugs: Where drugs and gold are fairly sold, since l902."

   The town was then and still is about 2,800 in population, and we were miles away from the nearest cities of Sioux Falls, South Dakota, and Sioux City, Iowa. The merchants, and the farmers and townsfolk who patronized them, had to go it pretty much alone and depend on each other for economic sustenance.  The two Brugmann families bought shoes at Jensen’s and Hornseth’s shoe stores, purchased clothes that often didn’t quite fit at Bernstein’s department store, bought our groceries from Bob Bendinger and Tony Sieparda’s grocery stores, ate meals out at Jay’s and the Grill Café, banked at the Rock Rapids State Bank and later the Lyon County bank,  went to endless church suppers in town and in the country to support the local churches, hired Jim Wells to do our taxes, used both Doc Wubbena and Doc Cook, the town’s two doctors, and had our teeth done by Doc Lee and Doc Fisch.

   My dad, as the town pharmacist, would often get called at night, sometimes twice, to go down to the store and fill a prescription for one of the doctors tending a patient who needed emergency help. My wife’s father, who owned a lumberyard in Bennet, Nebraska, and later a hardware store in Le Mars, Iowa, followed the same routine. As did her grandfathers, one who founded banks in small towns in Nebraska and Kansas, another who ran a grocery store in Topeka, Kansas.

   I asked my grandfather and my dad why they went out of their way to do all these things in town and why I always got pulled along as Con Brugmann’s boy. "We want to keep our money working in town," they would reply. "That helps the store and that helps the town." I also asked why they put regular ads in the local Lyon County Reporter, run by Paul Smith as the fourth generation of the pioneering Smith family, when everybody already knew what the store offered in merchandise and service. "That’s the price of having a good local paper in town,” my dad would say.

   Significantly, Brugmann’s Drugs and our old store building have been transformed into the B and L café, a friendly oasis featuring yummy homemade pies and soups and a unique setting full of antique furniture. It is owned and operated by Beth and Lawrence Lupkes, a husband and wife team who work long and hard to keep the café going from dawn till dusk seven days a week. Their key to economic sustenance: they keep their “day” jobs, Beth as a dispatcher for the county’s emergency services, Lawrence as a rural mail carrier and mayor. Lawrence’s sister is the main cook and they press family members into service.

   When my wife Jean Dibble and I founded the Guardian in l966, we quickly found that the cooperative small business way of life that worked in little towns in Iowa and Nebraska and Kansas worked the same way in San Francisco with its tradition of neighborhoods and communities. Small business, we found, was not only the leading job generator and a key piece of the city’s urban fabric. Small business was critical to building sustainable local economies in San Francisco and most other cities. Jean and I like to think that the Brugmann and Dibble families have been continuously making small business contributions to our communities since l902.

   A long list of studies shows that small businesses keep more money circuutf8g in the local economy than big chains. The chain money is wired out of town every night—and chains are more likely to buy from other chains, in bulk, and thus rarely patronize other local businesses. So very little of the dollar you spend at a chain store stays in the community, which means its impact on the local economy is negligible. Money that stays in town creates more jobs, more business activity, a more stable economy and a larger tax base. Thankfully, no Wal-Mart came to the Rock Rapids area, but Wal-Mart came to several other Iowa communities with disastrous consequences to the downtowns and local tax bases of three towns and seven counties.     When academics and policy makers around the country are increasingly discussing ways that cities can be more self-reliant, work more with local resources and thus be both environmentally and economically stronger, they are talking about the value of small, locally owned, independent businesses.

    Economies are all subject to business cycles. If a city’s economy is dominated by a monocrop and or a few big companies, the entire economy suffers when they take a hit. Rock Rapids is tied to the farms and the weather.  Detroit’s fate is tied to the auto industry. If Microsoft and Boeing have blips, the impact is felt across Seattle. But a community with many different local businesses in many different niches is much more able to survive and even prosper in tough times.  After the l906 earthquake, it was the entrepreneurs and small businesses that lifted the city from the ashes. After the dot-com bust, it was again the small businesses and the entrepreneurs who are helping cushion the blow and leading the recovery.

    The bottom line is that the big chains see a community like San Francisco as a place to extract money from as quickly as possible, much like the strip miners in the Sierra. Small businesses see the city as a place to invest human capital to build real community—to join merchant groups, get involved in local politics, hire local kids, patronize other businesses, work to invigorate their neighborhoods, spread the gospel of shopping local. And our congratulations to the thousands of small business people in San Francisco, and the merchant groups behind them, who daily struggle valiantly against daunting odds to keep their businesses going, their neighborhoods vibrant, and San Francisco an incomparably great city.

     This year, we give special recognition to Arthur Jackson, who for almost four decades helped thousands of people get jobs in small, independent, locally owned businesses through his employment agency, Jackson Personnel Agency. He died on April l0 at     age 58 after a courageous fight against a series of illnesses including a kidney transplant.  He lived his favorite quote: “Putting people to work is a passion for me, because the paycheck fully empowers our community.” Arthur, as we all called him, won our diversity in small business award last year and his name will live on at the Guardian in the form of our annual Arthur Jackson diversity in small business award.

Ever wish you were everywhere at once? Don’t. Be in this body now.

So this body got down to the Parkway Theater last night to catch an eyeful of Oakland pride at the “Celebrate Original Oakland Charm” party thrown by Oaklandish . We beheld a montage of invaluable historical footage including clips of Sun Ra touching down in O-town proper; the bit-too-long, but ultrainformative “Rebels of Oakland,” a TV-ish doc on the A’s and the Raiders; snippets of Too Short, the Hell’s Angels, Black Panthers, The SLA, Remembrance of the Hills Fire & Earthquake, etc. Missed the Bruce Lee. Dang! EEEEE-ya! Also caught the premiere episodes of “It’s Crazy Time”, the local punk-rock sketch comedy show put together by the multitalented Dan Aaberg of the Cuts and friends. Funny stuff–Count Tabascula is a soon-to-be classic.

Occult classic

Harry Smith is a folk hero. Smith’s masterwork, the definitive, meticulously edited Anthology of American Folk Music (1952), was the bible of the ’60s folk movement that spawned Dylan, Baez, Fahey, and others. To discover it is to stumble into a forgotten, marginalized world, a portal to — as Greil Marcus put it in his book about Dylan’s Basement Tapes — "a weird but clearly recognizable America."

Compiled from scratchy 78s of the late ’20s and early ’30s and split into three two-LP volumes — Ballads, Social Music, and Songs — the collection seamlessly mixes country with blues, Cajun dances with fiery sermons. Tales of murder, suicide, plagues, and bizarre hallucinations wander alongside familiar characters from American mythology: Casey Jones, Stackalee (a.k.a. Stagger Lee), and US presidents and their assassins. These figures regularly appear in American stories and songs — from the Anthology and elsewhere — becoming recognizable but, like all great folk heroes, constantly evolving and remaining a mystery.

And so it is with Smith. A grand self-mythologizer, Smith told contradictory stories about his life: Born in 1923, in Portland, Ore., to an occult-obsessed teacher and a salmon fishery worker, he claimed his mother was the Russian princess Anastasia and his father, Aleister Crowley, a British writer, painter, and famed Satanist. Smith dabbled in many different art forms. In addition to editing the Anthology, he recorded Native American tribal rituals, the first Fugs album, and many of Allen Ginsberg’s recordings. He was also a prolific filmmaker, painter, writer, and all-around eccentric.

Smith’s friends — Ginsberg, Jonas Mekas, and Robert Frank among them — tell stories about a mad trickster genius on amphetamines with an encyclopedic knowledge of old music and art, fascinated by alchemy and anthropology, constantly begging for money, always experimenting with some new project. As a filmmaker, he worked solely in the abstract. His early films from the ’40s and ’50s (released in 1957 as Early Abstractions) are protopsychedelic: Colorful, hand-painted geometric shapes bounce and morph into one another.

His great cinematic statement, however, is 1962’s Heaven and Earth Magic. An hour-long exercise in black-and-white animation, it appropriately comes with a disputed history. Mekas claims the initial print was in color and projected with a special apparatus that Smith designed and then destroyed, tossing it out the window onto the streets of Manhattan.

Whatever the reality, what survives is strange, unique, and frequently wonderful. White cutouts from old catalogs, advertisements, and religious texts float and pirouette through the all-black frame. A loose story emerges of a Victorian lady who loses a watermelon, visits the dentist, and travels to and from heaven. Its mystical and historical imagery is impossible to fully grasp without years of study — or, perhaps, Smith’s brain.

It’s clearly the work of a man who saw the world differently than most of us do — both because he could and because he wanted to. Smith died in 1991, shortly after accepting a Grammy for Anthology. This screening of Heaven and Earth Magic — complete with a live score by local avant-pop outfit Deerhoof — should demonstrate what Smith himself surely knew: He was an American original, an artist difficult to categorize and impossible to ignore SFBG

Tsai me up, Tsai me down

I could have sworn that the late Susan Sontag had labeled Tsai Ming-liang a fraud. I even looked up Sontag’s New York Times piece "The Decay of Cinema," as well as the longer essay "A Century of Cinema" that was published in the 2001 collection Where the Stress Falls, for proof. But no such dismissal was to be found. And here I had formed a whole argument: "How ironic," I thought, "that an essay by Sontag about the demise of cinema disapproved of Tsai, and that around the time of her own passing Tsai would unveil perhaps the greatest film about the decay of cinema to date, 2003’s Good Bye, Dragon Inn."

 

It turned out I misattributed the remark — in fact, it was a film historian who dismissed Tsai as "your archetypal pretentious festival fraud." Yet I wonder if Sontag cared as much for Tsai as she did, say, Hou Hsiao-hsien, since Tsai has participated in the very "internationalizing of financing" that she laments in A Century of Cinema, noting its destructive effect on her beloved Andrei Tarkovksy. Tsai’s Taiwan-France coproduction What Time Is It There? (2001) might be the weakest of his works, yet there’s still something to be loved about its presentation of Paris as a tourist’s hell, even if Sontag might not have cared for such a treatment of that city.

But enough of Craig Seligman<\d>style routines: I’ve come to praise Tsai, not to answer Sontag’s erudition with casual conversation. Creating a follow-up to the majestic loneliness of Good Bye Dragon Inn could not have been an easy task, and yet Tsai has done just that with another Taiwan-France coproduction, The Wayward Cloud, a work that is as glaringly vulgar as Dragon was cavernous and shadowy, as sexually graphic as Dragon was furtive, as contemporary as Dragon was nostalgic, as disturbing as Dragon was melancholic, and as hilarious as Dragon was … hilarious.

One of the first thoughts I had while watching The Wayward Cloud was this: Matthew Barney can eat Tsai’s shorts.

A few weeks ago, a Guardian writer fantasized about a DVD box issue devoted to a pair of contemporary directors, and I thought, "It really has come to this: A devoted young movie lover can’t even realistically imagine a rep house program devoted to the career of one of his current favorite filmmakers." The Wayward Cloud is about to play the palatial Castro — not the TV at the local video store or the flat-screen in someone’s apartment — and I can’t wait to be there. In fact, I will fantasize about a film series devoted to all of Tsai’s movies to date, the kind that places like the Castro used to give to directors like Fassbinder. The type of event where a certain breed of celluloid-loving maniac could meet up every night and become friends over shared dark laughter, drugs, you name it.

I can’t think of another contemporary director whose work would flourish so well with that type of presentation. Take Tsai’s relationship to his muse, Lee Kang-sheng, who has starred in every one of his features to date as the character Hsiao-kang. In The Wayward Cloud, Hsiao-kang is dissolute, and there is something really disturbing and honest about his look, and the way Tsai in turn looks at it. There is something deep — not fraudulent — in the way Tsai has tracked this young man through passages of his life, in the way What Time Is It There? was built from Lee’s grief and loss, for instance. There is something awesome I can’t yet pinpoint about the way The Wayward Cloud, with its jaw-dropping (anti-) climax, manages to rhyme off of the crying-jag final shot of Tsai’s Vive l’Amour (1994), the harsh porn appraisal of his follow-up The River (1997), and the musical, apocalyptic rains of the Tsai movie after that, 1998’s The Hole.

Tsai’s seven features may be a cup-and-ball game stretched over 12-plus hours. But you could say life is a cup-and-ball game too, and the harsh truth is that The Wayward Cloud, a major work by one of the best filmmakers on the planet today, does not have a distributor. It might not play anywhere in the Bay Area after it screens at the San Francisco International Film Festival. Tsai’s movies sell tickets at festivals, but in commercial runs they result in the kind of empty house that he explored so tellingly in Dragon. Yes, Tsai Ming-liang is "the quintessential festival" genius, all right. See his movies while you can.<\!s><z5><h110>SFBG<h$><z$>

Perhaps Love (Peter Ho-Sun Chan, Hong Kong, 2005). The pan in pan-Asian here stands for panic: This meta–love story within a metamusical tries to please everyone and runs with damn near everything, except sparkly red shoes, and fails at almost all it attempts. Hong Kong director Peter Ho-Sun Chan (Comrades: Almost a Love Story) oversees players like Chinese actress Zhou Xun (Balzac and the Little Chinese Seamstress), Takeshi Kaneshiro (House of Flying Daggers), Bollywood choreographer Farah Khan, and cocinematographer Christopher Doyle, but is he really to blame? Only Kaneshiro manages to project a glimmer of real emotion in this pointless East-kowtows-to-West, torture-by-style exercise, glaringly poisoned by contempo-musicals like Chicago and Moulin Rouge. 7 p.m., Castro (Kimberly Chun)

Sa-kwa (Kang Yi-kwan, South Korea, 2005). In Oasis and A Good Lawyer’s Wife, Moon So-ri took on emotionally and physically daring roles, playing characters who flouted convention. She confirms her rep in Sa-kwa as a woman torn between a boyfriend who drops her while they are at a great height (a gesture she repays) and a husband who treats her like an acquisition. Director Kang Yi-kwan keeps the handheld camera up in Moon’s face, and she more than delivers, though the symbiosis between director and performer doesn’t quite match that between Lee Yoon-ki and Kim Ji-su in 2004’s less conventional This Charming Girl. 4:45 p.m., Kabuki. *Circles of Confusion (various). This vaguely defined and stylistically varied program of shorts contains at least one first-rate local work, Cathy Begien’s Relative Distance, which expertly mines the humor and pain within family ties through a direct-address approach. There is absolutely no doubt which of the 10 movies here is the virtuoso mindblower: a strobing, percussive blast from start to finish — even if it stutters, stops, and restarts like a machine possessed by a wild spirit — Peter Tscherkassky’s Instructions for a Light and Sound Machine takes The Good, The Bad and the Ugly and makes it better, badder, and so ugly it’s gorgeous. 3:30 p.m., Kabuki. *Factotum (Bent Hamer, Norway, 2005). Unfortunately titled but cleverly plotted, director Bent Hamer’s paean to Charles Bukowski revels in the boozy textures of the author’s work. The movie’s meandering vignettes draw from various novels, which makes sense since old Chuck’s work can fairly be said to comprise one sprawling, bawdy picaresque. Matt Dillon is fine as the author’s fictionalized self, but Lili Taylor makes it — she uses her throaty whisper to excellent effect as the antihero’s sometimes lover. Beyond the performances, Factotum gives pause to the way Bukowski’s episodic, prose-poetry narration style has influenced indie cinema conventions, especially of the sort practiced by screenwriter Jim Stark’s longtime collaborator, Jim Jarmusch. 9 p.m., Kabuki. The Glamorous Life of Sachiko Hanai (Mitsuru Meike, Japan, 2004). A hooker who titillates clients by acting like a naughty teacher winds down her workday with a froofy coffee drink. Suddenly, a pair of baddies exchange gunfire right in the middle of the café. Though she’s pegged between the eyes, the lass somehow survives; in short order, she’s humped by a cop, demonstrates Will Hunting–<\d>style math prowess, and quotes Descartes. So what’s up with that weird little object she’s got rattling around in her enormous handbag? This pink film’s weirdly unflattering sex scenes raise a different question: So who cares? 11:15 p.m., Kabuki. Also Tues/25, 1:15 p.m., Kabuki (Cheryl Eddy)

*Heart of the Game (Ward Serrill, USA, 2005). "Sink your teeth in their necks! Draw blood!" That’s no vampire, just Bill Relser, the tax professor turned girls’ basketball coach, rallying his team. Documentary filmmaker Ward Serrill clearly absorbed the lesson, grabbing us by the necks with his extraordinary saga of the Roosevelt High Roughriders. Over six seasons the team wins and loses, soaring to unimaginable victories and crashing into heartbreak. Serrill pays close attention, on court and off, and ultimately delivers a smartly paced chronicle that nails the socialization of girls, the costs of playing ball, and the perils of female adolescence. The spectacular basketball is an added bonus. Hoop Dreams, move over! Noon, Castro. Also Tues/25, 4 p.m., Kabuki (B. Ruby Rich)

In Bed (Mat??as Bize, Chile/Germany, 2005). Over the course of a single night, strangers Daniela (Blanca Lewin) and Bruno (Gonzalo Valenzuela) reveal themselves to one another in guarded conversation and periodic bouts of lovemaking. Director Mat??as Bize and writer Julio Rojas have trouble stirring up enough genuinely surprising (or moving) drama to break down the fourth wall of this dual portrait; unlike the similar but superior Before Sunrise, In Bed never transcends its own dramatic construct. 9:15 p.m., Castro. *Le Petit Lieutenant (Xavier Beauvois, France, 2005). Skinned of pop songs and even a score, decorated in grays and blues, and populated by more realistic gendarmes than one is likely to see outside le station, this clear-eyed, no-merde look at the career of an eager, recent police academy graduate (Jalil Lespert), his fellow cops, and his tough but vulnerable recovering alcoholic of a chief investigator (Nathalie Baye) is less a policier than an anthropologically minded character study. A student of Baye’s Detective commandant Jean-Luc Godard as well as Spielberg and Tarantino, director Xavier Beauvois mixes an almost clinical attention to detail with a genuine warmth for his characters and has a knack for tackling the knotty racial dynamics in today’s Paris. 3:30 p.m., Kabuki. *The Life I Want (Giuseppe Piccioni, Italy, 2005). Here is the engrossing meta–<\d>love story that fest opener Perhaps Love wants, or rather needs — though that film’s clumsy kitsch pageantry would have completely spoiled this refreshingly mature romance, which delicately references both Camille and Day for Night, Visconti and Laura Antonelli. At a screen test, all-too-established actor Stefano (Luigi Lo Cascio) is drawn in by the tremulous magnetism and churning emotions of the troubled, unknown actress Laura (Sandra Ceccarelli). Director Giuseppe Piccioni brings an elegant, hothouse intensity to the on-again, off-again, on-again tryst while speaking eloquently about the actor’s life, the hazards of the Method, and the pitfalls of professional jealousy — and giving both actors, particularly the impressive Ceccarelli, a layered mise-en-scène with which to work. 9:15 p.m., Kabuki. Perpetual Motion (Ning Ying, China, 2005). Ning Ying explores the changes Western-style capitalism has brought to Chinese society in a gathering of four privileged, affluent, fictional ladies — played by some of the real-life republic’s best-known media personalities and businesswomen. They’ve assembled for tea at the posh home of Niuniu (Hung Huang), who’s got a hidden agenda — she’s invited these "friends" over to figure out which one is secretly boinking her husband. There’s some interesting political-cultural commentary around the edges here. But it’s disappointing that a female director would do what Ning soon does, reducing her characters to campy, bitch-quipping, weeping-inside gorgons in a pocket-sized variation on hoary catfight classic The Women. 6:45 p.m., Kabuki. *Taking Father Home (Ying Liang, China, 2005). In Ying Liang’s engrossing debut, urban decay and an impending flood follow protagonist Xu Yun (Xu Yun) around every turn of his doomed search for his absent father. The film — shot on video without the funding, or the approval, of the Chinese government — takes a no-frills approach, its only indulgences being Ying’s dark, quirky humor and obvious love of the long shot. Much of his action unfolds from afar, allowing the countryside and industrial wasteland of the Sichuan province to create a surprisingly rich atmosphere for this simple, effective story. 1:30 p.m., PFA. *Turnabout (Hal Roach, USA, 1940). Each convinced they’re on the low end of a marital totem pole, Carole Landis and John Hubbard say some hasty words in front of a Hindu deity’s statue. Voila! Husband and wife find themselves swapping bodies. This Freaky Friday precursor was a risqué surprise in the censorious climate of 1940 Hollywood and for that reason was denounced by the Catholic Legion of Decency as "dangerous to morality, wholesome concepts of human relationships, and the dignity of man." Why? ’Cause the guy acts femme and the girl acts butch, that’s why. Directed by comedy veteran Hal Roach, this seldom revived curiosity is too hit-and-miss to rate as a neglected classic, but it’s vintage fun nonetheless. 3 p.m., Castro. *Workingman’s Death (Michael Glawogger, Austria/Germany, 2005). This five(-and-a-half)-chapter documentary examines manual labor of the most backbreaking variety: Ukrainian coal miners scraping out a dangerous living; Indonesian sulfur miners pausing from their toxic-looking quarry to pose for tourist cameras; Pakistani workers philosophically approaching the task of tearing apart an oil tanker ("Of course, this is a shitty job, but even so we get along well"); and, in the film’s most graphic segment, Nigerian butchers slogging through an open-air slaughterhouse. A Chinese factory and a factory-turned-park in Germany are also on the tour. Without narration, the film places emphasis on its images, which are often surprisingly striking. 3:45 p.m., PFA. All about Love (Daniel Yu, Hong Kong, 2005). If you’ve got the fever for the flavor of Andy Lau, you can’t miss this melodrama, with the HK hunk in two roles: the clean-shaven doctor grieving over his dead wife, and the goateed fashion designer who realizes his true feelings after abandoning his sick wife, a heart-transplant patient. That the story lines intersect, bringing forth slo-mo shots of breaking glass and dripping tears, should surprise no one; Lau, of course, emerges as swoon-worthy as ever. 4:30 p.m., Kabuki. Also April 26, 5:15 p.m., Kabuki (Eddy)

*The Eagle (Clarence Brown, USA, 1927). Originally released in 1925, The Eagle is a spry star-vehicle for heartthrob Rudolph Valentino (that name!). Despite being set in decidedly unsexy 18th-century Russia, Valentino prances through as Vladimir, a dashing Cossack guard who disguises himself as the Black Eagle (as well as a French tutor) to exact justice upon a plundering landlord. In the process he finds romance with that same landlord’s daughter (Vilma Banky) and trouble with Russia’s queen (played with Garbo cool by Louise Dresser). The Alloy Orchestra performs a new score for this classic adventure story. 7 p.m., Castro (Goldberg)

*Live ’n’ Learn (various). You’ll find two excellent Bay Area–<\d>made movies in this program of short works. Tracing a heart-wrenching path away from — and yet toward — the stabbing at the end of Gimme Shelter, Sam Green’s painfully perceptive tribute to Meredith Hunter, Lot 63, Grave C is one of the best films at this year’s festival, period. The brightness of the cinematography in Natalija Vekic’s Lost and Found is as unique as its object-obsessed dive into memories of one Schwinn banana-seat summer — any kinks in the dialogue or narrative are trumped by the atmospheric potency of the visuals. 1 p.m., Kabuki. *Waiting (Rashid Masharawi, Palestine/France, 2005). A burnt-out Palestinian film director, an ex–TV journalist returned from abroad, and an unworldly local cameraman set out to audition actors at refugee camps in Gaza, Jordan, Syria, and Lebanon on behalf of the National Palestinian Theatre (which promises, with relentless optimism, to open soon). "How can we really make films in this situation?" the director asks — a serious question when military occupation, dispossession, closed borders, broken families, and deferred dreams confront the impulses of human hearts and an art form premised on action. Filmmaker Rashid Masharawi (himself born in Gaza’s Shati camp) doesn’t always avoid staginess, but his acute sense of irony and his generous lens — opening onto a landscape of ordinary Palestinian faces — manage a persuasive emotional and thematic complexity. 3:30 p.m., Kabuki. Mon/24

House of Himiko (Isshin Inudo, Japan, 2005). Young Saori (Kou Shibasaki) can’t afford to pass up a part-time job at a private old-age home. But she doesn’t have to like it: The residents are all gay men, and they include the father (Min Tanaka) whose abandonment long ago left Saori a grudge-keeping homophobe. But her prejudices eventually melt amid these aging queens’ wacky and poignant antics. This is the kind of movie that does soften up mainstream audiences’ attitudes, if only because it panders to them so carefully — the ol’ ’mos here are all cuddly, harmless, and postsexual, despite their occasional trash talk. For more sophisticated viewers, the cutesy stereotypes and maudlin moments may outweigh director Isshin Inudo’s good intentions and passages of low-key charm. 6:30 p.m., Kabuki. *Runners High (Justine Jacob and Alex da Silva, USA, 2006). Inspirational sports movies are hard to beat, and this doc about Students Run Oakland, a group that trains high schoolers for the Los Angeles marathon, is particularly potent. Rough neighborhoods, unstable home lives, and plain old out-of-shapeness provide obstacles for the dedicated kids profiled here, but the training benefits nearly all who stick with it. "If you can accomplish a marathon, you can accomplish anything" would be a clichéd thing for a coach to say in a narrative film; in the context of this doc, the words feel truly sincere. 7 p.m., Kabuki. Looking for Madonna (John de Rantau, Indonesia, 2005). Part potboiler romance, part quirky street-level character study, and part gritty message-movie about the fears that continue to surround HIV/AIDS — Looking for Madonna plays it multiple ways. In this, the gangly, freewheeling, and well-meaning feature debut of Indonesian director John de Rantau, Madonna is a pop star singing, "Don’t Cry for Me, Indonesia," as well as a local prostitute prized for her fair skin. The Virgin Mother, however, is nowhere to be found — although AIDS-infected Papua teen Joseph tries his best to reach a state of grace, aided by his cheeky, bawdy chum Minus. 7:15 p.m., Kabuki. *News from Afar (Ricardo Benet, Mexico, 2005). Just as Carlos Reygadas’s Japon gave viewers ample time to contemplate its maker’s talent and ponder his pretense, so does Ricardo Benet’s first feature as it turns a man’s relationship to landscape into an existential equation. When that landscape is as broke as a nameless saltpeter town or as forbidding as Mexico City, can it be anything else? Whether Benet will follow this movie with something as sublime and ridiculous as Reygadas’s Battle in Heaven is unclear, but there is no doubt that he is talented, and that News from Afar can slap a drowsy viewer upside the head with the full weight of fate gone bad. 7 p.m., PFA. These days, folks make records faster than nervous singer-songwriters forget the words to their own tunes.

Jenny Lewis forged the delectable, bite-size Rabbit Fur Coat in the time between hairdos I mean, between Rilo Kiley’s increasing obligations finishing lyrics on the plane. Will Oldham churns out projects faster than I can spot them. And that’s all well and good. These people have their voices and they’re sticking with them. But, luckily, San Francisco’s Michael Talbott and the Wolfkings took their sweet time constructing Freeze–Die–Come to Life (Antenna Farm), a panoramic realization of earthy songs that have been floating around in the gentle, gifted Talbott’s head for years.

The resulting depth is fantastic. Underneath sonic icebergs freezing and melting and taking form again, there are oceans upon oceans, dark worlds within illuminate worlds. The many life-forms on this record swirl around us like the icy but essential winds in the opener, "Winter Streets."

"I’d been kicking these songs around for a while," Talbott says, speaking in a Mission District café on a break from his work in film restoration. The record would probably not have manifested but for the encouragement of Court and Spark’s M.C. Taylor and Scott Hirsch, good friends of Talbott’s. They’d heard his tunes over the years and believed in his vision. "They offered to be my backing band, and we started playing. Then they offered to make a record for me," he says with gratitude.

Taylor and Hirsch are the producers and a definitive part of the extensive backup band. "We didn’t have any financial constraints. I had as much time as they were willing to put in," Talbott acknowledges. They tweaked different parts over time, recording much of the album at Alabama Street Station, in San Francisco, throughout a one-year period. Oakland’s Antenna Farm Records is becoming a major indie folk club for the young and clear. It makes an excellent, publike home for this project.

There is certainly a lack of constraint here, recalling the egoless, mystic lake and hilltop murder ballads passed from singer to singer in the British folk tradition. None of the stories feel forced. Like many old tales, Freeze–Die–Come to Life flirts with darkness, caresses it, and then looks it considerately in the face. The record is modern in its focus on the fate of our hearts in often chilling, contemporary urban life, but ancient and, dare I say, traditional in its spaciousness. Keep it on for a day or two, and you’re bound to think you just saw wispy wolves scurrying around the edges of Dolores Park.

The wolfking was a mythical creature said to roam the hills of Southern California, transforming painful realities into glowing amber stones, which it then spit onto the hillside. Hard work, but easy and effective when these particular Wolfkings pace it so well. In the making of the album, one song, "The Passenger," naturally split into two, which, Talbott says, act as interludes. In "Passenger II," which comes first and is enlivened by unexpected chordal resolutions, Talbott sounds like a more grounded Leonard Cohen: "I will watch you start a revolution / But I will not take a side … I am the passenger / Leaving something behind." Tender harmonies abound throughout the disc, whether painting a picture of angelic abduction, on "Angel of Light," or brewing a potent cup of twilight tea, on "Goodnight." I shudder with delight every time "Angel of Light" reaches the trembling vocal climax: "Will you regret / Each pirouette / That you’ve turned?"

"The record is hushed and acoustic," Talbott confesses when I ask about the upcoming record-release show. "It’s good to listen to by yourself. But that doesn’t always translate when you play bars." Gathering from the talented local flock that plays on the album, Talbott formed an electric six-piece. The live shows are "louder and more aggressive," he declares, adding that no one in the audience will "get bored." And neither will the musicians, the tricksters, or the wolf-eyed shape-shifters, because each song has been specially reworked to thrive in the live environment.

In a nation where every viewpoint is clearly marked and where Mark Twain’s early take on the budding tourist industry, Innocents Abroad, is quickly losing its humor because we’re all like that these days, it’s refreshing to see Talbott and his brethren inhabiting the musical landscape so fully, not content to be tourists. It’s like, well, freezing, dying, and, while doing nothing but listening, coming to life. SFBG

SONIC REDUCER I love the fact that whenever you leave this country, you immediately come to the discomfiting realization that … you’re such a damaged by-product of capitalist America. Case in point: Last week I gazed upon the beauteous, barren, and treeless expanses of Iceland, miles and miles of rock, scrubby grass, and mirrorlike pools of ice. Iceland in the spring is the chill, brown-white-and-blue equivalent of the Southwestern desert, austere yet fragile in the face of certain global warming, and barely containing an undercurrent of volcanic energy reminiscent of Hawaii’s Big Island. So why do I look at these moonscapes and wonder where all the people are and why there aren’t any houses, strip malls, or ski resorts out here? Why do I look at untrammeled land and see real estate?

Reykjavik: I’m here on a press trip with other media field operatives from BPM, OK!, Nylon, and Vapors, studying the club culture, seeing the sights, taking in gutfuls of fresh, fishy air by the wharf, gazing at snowcapped mountains, and perusing menus in shock. I just couldn’t help blurting a culturally insensitive, "Omigod, that’s My Little Pony!" when I saw the roast Icelandic foal with a tian of mushrooms, caramelized apples, and calvados sauce on the bill of traditional Icelandic restaurant Laekjarbrekka.

Likewise, the Icelanders probably can’t help turning those cute puffins and herb-fed lambs into meaty main courses to warm them through those long, dark winters. The real, long-haired, sweet-faced Icelandic horses turned out to be more engaging and curious than I’d ever imagined, strolling up to our group out in the wilds near Thingvellir to examine the hipsters (and hip-hoppsters) and be ooohed over. "They’re more like dogs than horses!" our Icelandair rep, Michael Raucheisen, exclaimed.

After a scrumptious Asian fusion meal at the elegant, cream-colored, deco Apotek (started with kangaroo tartare and finished off with a mistakenly ordered $125 bottle of Gallo cab; travel tip number one: Reykjavik is not the spot to sample California vino), our wild bunch was more into checking out a local strip club than settling in with a good book like Dustin Long’s charming Agatha Christie parody, Icelander (McSweeney’s), or the catalog for the National Museum of Iceland’s current photo exhibit of fishing village life in the southeast, "Raetur Runtsins" ("Roots of the Runtur"). We were more likely to price the local, ahem, pharmaceutical offerings ("$175 for a gram of coke is not cheap!" was one assessment) at the city’s nightclubs than shop for runic love charms or grandmotherly woolens.

One reason for the aforementioned vast, unpopulated expanses: There are only 300,000 people in the entire country albeit well educated, well employed, relatively youthful, and wired. (Is it any wonder this isle has the highest concentration of broadband users in the world?) Most of the youth culture was happening in the capital, where about a third of the population lives it up, sucks down Brennivin and macerated strawberry mojitos, dances with compact little hand motions that resemble a funky elfin hand jive. I must confess that, watching Deep Dish’s Ali "Dubfire" Shirazinia skillfully work Iceland native Björk into his house mix at NASA, I’ve rarely seen more hot, seemingly straight men dancing, en masse, on the floor, on the mezzanine, in the booths, every damn where. Where did they get the energy from a geothermal pipeline or those mischievous sprites called Julelads?

As we piled into the van to steep at the sulfur-scented but soul-soothing Blue Lagoon and study the brand-spankin’ Icelandic Idol Snorri Snorrason (I kid you not) serenading the soakers lagoonside with Jack Johnsonlike tunes, I could only sit and plot my next visit possible when Icelandair resumes its summer flights from SF in May? It’ll be too late to catch late April’s new Rite of Spring alt-jazz and folk music festival, but not for October’s Iceland Airwaves music fest (Oct. 18 through 22, www.icelandairwaves.com), where big tickets like the Flaming Lips have filled the city’s venues alongside Icelanders such as Sigur R??s. I’ll have to catch these new Icelandic rock artists:

Ampop, My Delusions (Dennis)

This trio was getting the royal hype in Reykjavik posters were plastered everywhere. How nice to find that their jaunty yet dramatic English-language orchestral psych-rock traverses the dreamier side of Coldplay and Doves.

Mammut, Mammut (Smekkleysa)

Polished though quirky, this bass-driven, all-lady post-punk fivesome takes a bite of the Sugarcubes, Siouxsie Sioux, and the Raincoats, with plenty of all-Icelandic lyrical histrionics.

The burger hopper

The hamburger has a certain Zelig quality in America: It turns up all over the place, in guises high and low, at fancy metropolitan restaurants and greasy truck stops on the outskirts of every Podunk and Palookaville from coast to coast. Some, like the famous Zuni burger, are made from carefully ground high-end beef; many others many, many others are made from meat whose provenance we probably don’t care to think about.

The hamburger, then, is democratic in the best American sense. It looks as good in coat and tails as it does in a pair of sweatpants. It uncomplainingly accepts the companionship of cheese, yes, all kinds of cheese, but also of bacon, avocado, mushrooms, and grilled onions not to mention lettuce, tomato, onion, and pickles. It can be made in a flash cooked in a pan, under a broiler, on a griddle, over hot coals and eaten with ease, being a variant of that incomparable finger food, the sandwich. It is suitable for practically any occasion; it is our national food. Presidents and paupers alike eat hamburgers.

Yet as democracy in America wanes, one cannot help wondering about the fate of the burger. Of course, San Francisco is not the ideal location for these kinds of ruminations, for this has never been much of a hamburger town. The city’s culinary roots are, instead, Franco-Italian, Chinese, Mexican, and maritime none of them huge on ground-beef patties and in later years we have witnessed a bloom of vegetarian regimes in which the trusty burger is anathema or worse. Add to all this a raft of concerns about mad cow disease and E. coli contamination, LDL and the ethical treatment of animals, and you have a recipe for … linguine with broccoli, or something.

Yet the burger is a hardy little fellow, and places that honor its tenacity persist and even, modestly, proliferate. One new such spot is Toad’s, which opened toward the end of January in the old Café Arguello space at Valencia and 26th Streets. You would not think, walking into Toad’s, that here is a restaurant dealing mainly in hamburgers and hot dogs, nor for that matter that you were entering a restaurant named Toad’s; the cream-and-dark-wood look is one of understated elegance and makes the tall, straight, boxy space look like a small Town Hall. The flat-panel television mounted above the bar toward the rear and tuned to ESPN does give a slight sports-bar air and does, perhaps, whet the appetite for such all-Americana as buffalo wings, potatoes, nachos, and curly fries, all of which the menu offers.

Not too many years ago, curly fries were a Jack in the Box exclusive, but now you can get them at one-off places like Toad’s, and they’re every bit as good crisp and slightly spicy coils as the fast-food version. You can get a full order of them, complete with buttermilk ranch dressing, for $3.95, but a better option might be to upgrade the fries included in the cost of your burger. This slight surcharge bumps the price of the well-seasoned and juicy avocado cheeseburger, say (with a half avocado’s worth of buttery, ripe slices and choice of cheese), from $8.95 to $9.95 and provides more than enough curly fries, unless you are really fixated.

In keeping with the restaurant’s handsome look, the Joe Six-Pack menu is full of sly upscaleness. The beef burgers are made from Black Angus, and there are several meatless choices available (including the amazingly lifelike Boca burger), along with homemade chili and soup of the day ($4.95 a bowl), which, even when it sounds drab zucchini and mushrooms, maybe, classic bottom-of-the-bin, end-of-the-week stuff is likely to be spiffed up with some cumin and chili pepper. You can get Stella Artois and Big Daddy IPA on tap. The one thing Toad’s doesn’t have is the alfresco option. For that you’ll have to traipse over to Barney’s Gourmet Burgers in Noe Valley.

Like Toad’s, Barney’s is a burger joint with a fair amount of discreet spit and polish. The space used to belong to a bistro, and the beer gardenworthy garden out front, set with umbrella-shaded tables and potted plants, was an important draw for diners who might otherwise be tempted to step into Little Italy (now Lupa) across the street. When Barney’s took over, there was quiet mourning in some quarters at fate’s lack of imagination, but the place has had a long run and to judge from the crowds in the garden day and night a successful one.

As it happens, Barney’s, too, offers curly fries, and they are as good as Toad’s (and Jack’s), right down to the ranch dressing. Although I made the mistake of ordering the curlies separately, I thought I was exercising moderation by getting only a half basket of them ($3.50) and was dismayed to find, when I weighed myself the morning after, that I’d gained five pounds. Moral of story: no morning-after weigh-ins, and curly fries should probably be eaten with tweezers, or handled with some of the same ceremony and officiousness that Seinfeld‘s übertoff Mr. Pitt brought to the enjoyment of his Snickers bars. (Knife! Fork! White linen napkin!)

The burgers, they are fine and conform nicely to the local standard. (Assuming you know what I mean, I shall say no more.) Lighter eaters and beefphobes will be relieved to learn that Barney’s offers turkey burgers outfitted in various ways dusted with Cajun spices ($6.95), maybe, then blackened like Gulf red snapper. Such a burger might not play in Palookaville, but here in the big city, it’s the people’s choice, or one of them. SFBG

EDITORIAL There are danger signals coming out of City Hall these days, some not-so-subtle indications that the city’s open-government laws might be quietly coming under attack. Consider:

The City Attorney’s Office has filed an action in Superior Court to have library activist James Chaffee declared a "vexatious litigant." That would stop Chaffee from filing any more legal actions to try to force the Library Commission which has a terrible record on open government issues to comply with state and local laws.

Chaffee is a former chair of the Sunshine Task Force. In 1999 and 2002, he filed a string of suits against the library (all of them lost, the city says) and he’s filed a few actions since then. He’s acted as his own attorney in almost every case. Some of them, frankly, were a little obscure: Changing the public-comment time at a meeting from three minutes to two minutes isn’t the sort of thing that typically requires a lawsuit to resolve. But his work, in and out of court for 31 years, has unquestionably had a positive impact on library openness and has infuriated the Library Commission, which is pushing this action. Chaffee’s last lawsuit was filed more than a year ago. Why go after him now?

The Chaffee litigation comes at the same time as a Sunshine Task Force committee has been quietly discussing ways to handle activists who file repeated, numerous, and extensive records requests. The target in that case is Kimo Crossman, who has filed dozens of requests seeking information related to the city’s dealings with WiFi contractors. We realize he’s flooded the City Attorney’s Office with requests, and it’s costing the city a whole lot of money to deal with them. But his basic point that the entire WiFi contract talks have been far too secretive is absolutely true.

And the question never came before the entire task force, which should have had an open, well-publicized discussion on the issue and sought ways to address it. Instead, David Pilpel, chair of the task force’s Education, Outreach, and Training Committee, called a special hearing on the matter March 22. The meeting, on "abusive, burdensome, excessive, and/or harassing" records requests, was poorly noticed and poorly attended, and Pilpel gave the City Attorney’s Office and the library plenty of time to make their cases, while limiting Crossman and Chaffee to three minutes each.

The full task force essentially rebuked Pilpel at the next meeting, March 28, and task force attorney Ernest Llorente has drafted new rules for special meetings.

Meanwhile, Sunshine Task Force chair Doug Comstock may lose his seat. The supervisors have reappointed all of the sitting task force members except Comstock; Sup. Sean Elsbernd is making an issue of Comstock’s role as a campaign consultant. This one ought to be simple: Comstock was a key part of the campaign to pass the Sunshine Initiative in the first place, led the effort on the latest round of reforms, has been an excellent chair and has been on the public-interest side of every significant issue that’s come before him.

All of this backroom dealing and overreaction has us worried. The issue of "excessive" public records requests is tricky and has the potential to lead to some terrible legislation or rules. It needs a lot more public discussion; the task force ought to schedule a full hearing on it, with plenty of time to thrash out all sides, before anyone proposes any possible solutions. There’s no need to go to court against Chaffee right now, and it sets a bad precedent. City Attorney Dennis Herrera ought to drop the case and tell the Library Commission that it ought to act like open government matters and if it wants to silence critics, it can find the money to hire its own lawyers.

And the supervisors need to reappoint Comstock, who is exactly the kind of person the task force needs as a leader at a critical time like this for open government. SFBG

I used to say San Francisco politics was a contact sport, but these days I think it’s more of a steel-cage match, which is generally fine with me. I have no beef with blood sport, and most of us are consenting adults who chose of our own free will to participate in this high-stakes game. But even ugly fights have unwritten rules, and one of them is that you don’t make disparaging comments about people’s gender, race, or sexual orientation. It’s just not OK.

I mention this because there’s a pretty serious furor in the queer community over an attack by developer Joe O’Donoghue on transgender activist Robert Haaland.

Ol’ Joe, who also likes to think of himself as a poet, is fighting with Haaland over Proposition D, which would bar the city from sending some mentally ill people to Laguna Honda hospital (and would, as an aside, rezone lots of city-owned land for private nursing homes). Haaland works for the big city-employee union, Local 790, which is campaigning against Prop. D; O’Donoghue, who is a major backer of the measure, has decided to personalize the campaign. In a lyrical missive that’s been widely distributed, O’Donoghue refers to "our transfigured Robert" and (in the not-so-subtle cloak of biblical language) suggests that Haaland is a bitter and angry human being because he was born a woman. Another letter refers to Haaland as "Robbi" and threatens to donate to the Prop. D campaign the same amount of money as the city had to pay to Haaland to settle a transgender police-harassment case. It’s actually pretty vicious stuff.

Some queer leaders are arguing that there ought to be a city law banning political "hate speech," which is entirely the wrong approach: You can’t outlaw any kind of speech without bad First Amendment problems. But we all can, and should, tell O’Donoghue (whose political statements are getting increasingly mean-spirited and personal) that he’s crossed a very big line and that if he’s going to pull shit like this, he’s no longer welcome in local politics. The guy has a lot of campaign money to throw around, and it’s tempting even for folks on the left to take it. But every decent San Franciscan ought to tell him to take a hike.

Now this: I’ve enjoyed all the historical stuff in the San Francisco Chronicle and the San Francisco Examiner about the 1906 earthquake, but everyone’s leaving out one of the best parts. It was the failure of the private Spring Valley Water Company to maintain its pipes that helped doom firefighting efforts and that was a big factor in the passage of the Raker Act, which gave the city a public water system. Of course, the Raker Act also required us to run a public power system, which (as I’ve probably mentioned a time or two) has been blocked by Pacific Gas and Electric Co. all these years.

And this: The axes are falling with fury over at the Village Voice, where longtime Washington bureau chief Jim Ridgeway one of the top alternative press reporters in the country was canned the first week in April, and writer Jennifer Gonnerman resigned. Sydney Schanberg, the Pulitzer Prizewinning media columnist, had already left, and the Bush Blog had been canceled. All of this drew the attention of Democracy Now, which did a lengthy report April 13. They even got me out of bed at 5:30 a.m. to join the East Coast discussion. Somehow, though, nobody from the Phoenix-based New Times crew that just bought the Voice was available for comment. Chickens. >SFBG

Daniel in the lion’s den

The first time I heard Daniel Johnston’s music, I’d ordered a tape from K Records, having little idea what to expect. What arrived in the mail was something very different from Let’s Kiss and Let’s Together and other happy home- and handmade cassettes distributed by the label. Yip/Jump Music presented a more tortured brand of raw expression.

Over the years Johnston has played solo and with bands, and recorded for a major label as well as several indies. He’s inspired an excellent tribute album (Dead Dog’s Eyeball, on Bar None) by Kathy McCarty, and now, Jeff Feuerzeig’s documentary The Devil and Daniel Johnston, a winner of the 2005 Director’s Award at the Sundance Film Festival. As Feuerzeig’s movie begins a local run at the Lumiere Theatre, producer Henry S. Rosenthal – who some may also know as the drummer of Crime — agreed to talk about it.

Bay Guardian: The Devil and Daniel Johnston begins with some uncanny self-recorded footage of Johnston from 1985, in which he introduces himself as “the ghost” of Daniel Johnston and refers to “the other world.” How did you and [director] Jeff Feuerzeig get that footage?

Henry S. Rosenthal: Part of Daniel’s mania is his obsession with self-documentation, and as you can tell from his early Super-8 films he’s funny and creative. He loves comic books — that’s his world. As for the footage, it’s as if Daniel was creating this voluminous archive knowing that someday someone would put it all together. Clearly that task is beyond him, but creating the source material is something he’s devoted much of his life to. Was he doing it consciously? Certainly — but it’s part and parcel with his illness.
Daniel has a sense of posterity that is uncanny. He recorded all of his phone conversations with Radio Shack equipment. All of that was there for us to go through.
We didn’t understand the magnitude of the archive until we went to the house and found Hefty bags filled with hundreds of tapes. He’s kept a cassette recorder going for every second he was awake for 15 years.

BG: I was surprised at the wealth of early footage of Johnston – his home movies are a hoot. Did Feuerzeig do anything to treat or restore that footage? Also, is Johnston still as interested in self-documentation today as he was while growing up?

HR: All of the texture that you see in the early films — the snowflakes as we call them – stems from mold eating the films. When we found the films they were in a shoebox in a closet being eaten by mold. We sent them to the same restoration facility that Martin Scorsese sends things to. We transferred them twice over two years, and when we went back to watch the footage, the snowflakes or mold had advanced considerably. Those films will eventually be consumed. The fact we could preserve [some of] them means they’ll exist in the future.
Daniel no longer walks around with a cassette recorder. That was part of his manic phase, and he isn’t theoretically having manic phases anymore — he is under the influence of psychotropic medication. Now he puts that manic energy into his music and his art.

BG: His devotion to recording is very Warhol-like.

HR: It reminds me of Warhol’s filing system with the boxes. Warhol just kept those empty cardboard boxes that he’d put anything in. Then they’d be taped up, numbered, and sent to storage. Later, they found so many important documents mixed in with his junk mail. I can’t say it’s effective, but it’s good for posterity. At least you know things are chronological.

BG: Feuerzeig’s rock docs – both this and Half Japanese: The Band That Would Be King – allow the parents of the “rock stars” to have their say. Is that something you like about his approach? Obviously in Johnston’s case it’s necessary to have his mom in the film since she plays such a major role in his early recordings.

HR: The Mabel of the movie is a mellowed Mabel. She’s not the Mabel of Daniel’s youth. She’s also not the Mabel of today because she’s unfortunately deteriorated considerably. She’s blind and has had hip replacements and has trouble walking. She’s in frail condition.
The parents are great. Both Jeff and I like old people. There aren’t enough old people on the screen in general. In Jeff’s films, the parents play a key role in the lives of the artists. Jad and David [Fair, of Half Japanese] lived at home during their early creative years. There’s that great scene in The Band That Would Be King where the parents talk about Half Japanese’s first record negotiations at the family home, and about Jad going downstairs and getting Coke – the drink, not the drug.
These people lived at home and the parents are a big part of the story. In Daniel’s case, they’re an even bigger part in terms of decisions they’ve made for him.
Different people view [Daniel’s parents in the movie] differently. We showed the film to an audience of psychologists, and many saw the parents as heroic for choosing not to institutionalize Daniel. Many others saw them as making a big mistake.

BG: The movie talks about aspects of Johnston’s art, such as the eyeball imagery that dominates his drawings. I’m wondering about his early identification with Joe Louis and also the recurrent references to Casper the Friendly Ghost in his lyrics. Has he said much about any of that?

HR: Casper’s always occupied a central role in Daniel’s life. You may recall the sequence [in the film] where Daniel is sent to Texas to live with his brother and he turns his brother’s weight bench into a recording studio. Sitting right next to that “recording studio” was a Casper glass. In one of Daniel’s audio letters he talked about how lonely he was in Texas and that his only friend in the world was his Casper glass.
We found an identical glass on eBay; [Daniel] helped us art direct many of the recreations in the film.
I liked Casper as a kid, but I never thought about it until Daniel asked — “How did Casper die?”

BG: Can you tell me a bit about the decision to not have Johnston interviewed in the movie? It seems as if others talk about him, but he rarely directly addresses the viewer.

HR: We filmed hours and hours of interviews with Daniel, and the sad fact is this: Daniel is not able to host his own film. He’s sick and he can’t tell these stories. He doesn’t remember them, and when he does, he doesn’t tell them right. You can’t draw Daniel out. He says what he wants to say when he wants to say it. He can’t host the movie like R. Crumb hosts Crumb.
When journalists travel all the way to Texas to interview Daniel, they are shocked and frustrated to discover that he’s a mental patient. People want to believe that it’s an act, or that he’s putting people on.
If we had relied on Daniel’s interviews to drive the film, there would be no film. It wasn’t until we unearthed the archive that we realized that Daniel narrated the film, but in real time, as it happened. We don’t have to have Daniel reminisce – [because of his self-documentation] we can be there during his manic phases and see him babbling to Gibby Haynes, or swimming in the creek while talking about baptizing people.

BG: How and when did you become a Daniel Johnston fan? Do you have a favorite song or album? I know you’ve referred to this movie as a 6-year labor of sorts, so could you also give me a bit of background in terms of its creation?

HR: I think I came to Daniel through Half Japanese, whom I met through my friendship with Bruce Conner. Bruce was on Jad [Fair]’s mailing list. Jad would send Bruce packages of records — when you get something from Jad, it’s mail art. Then Bruce had a party in the late ‘70s and brought them [Half Japanese] out and I met them.
My favorite album of Daniel’s is the Jad Fair-Daniel collaboration, which has been reissued under the name It’s Spooky [originally on 50 Skidillion Watts records; now available on Jagjaguwar]. It just doesn’t get better.
Jeff and I met in Berlin [at the Berlin Film Festival] in 1993, when he was there with his film about Half Japanese. I felt like he had made that film just for me. I knew I was the only person in the room who knew who the band was. Everyone was convinced this was Spinal Tap. We talked about our love of Daniel and how there should be a Daniel Johnston film. It seemed impossible. He [Daniel] was dormant at the time. It wasn’t until 2000 that he began emerging again. That’s when we seized the moment.

BG: You are producing Bruce Conner’s sole feature-length film, a years-in-the-making documentary about the Soul Stirrers. Can you tell me a bit about that movie, and about your other involvements with Bruce via the film and his Mabuhay Gardens photos of your band Crime?

HR: We met during the punk rock years and became friends then. Bruce asked me if I could produce a reunion concert of the original Soul Stirrers. I knew nothing about filmmaking at that time. We decided the event was so important it should be documented. We looked for people to film, and that’s kind of how I got tricked into being a movie producer. Twenty years later, that movie is still the albatross around my neck. We are making slow progress on it, believe it or not. It’s not dormant and it’ll emerge one day.
It’s priceless archive footage that we’ve shot, because all of our protagonists are dead.
Bruce definitely got me started in this profession – though I hesitate to call it that, I don’t know what it is – and as I sharpen my skills with other filmmakers on other projects we’ve continued to collaborate.

BG: Do you see any links between Devil and Daniel Johnston and documentaries such as Tarnation and Be Here to Love Me: A Film About Townes Van Zandt?

HR: The movies that most often get mentioned in relation to ours are Capturing the Friedmans and Crumb. Those are either stylistic or content pairings that people are making. There’s validity to all of them.
Tarnation I enjoyed, though I didn’t think it was a great film. It bogged down, but it was interesting. The high point of the movie for me was the early footage where he [Jonathan Caouette] was impersonating his mother — that’s what stands out in my mind. When Tarnation came out, we were done with this film, so Tarnation exerted no influence. We were curious to track it because it relied heavily on a person’s obsessive self-documentation. But I think that the materials are handled with a completely different sensibility.
Crumb deals with an artist who you could say has interesting personality disorders. I’m not going to say Crumb is mentally ill — he’s nowhere near where Daniel is. But like Devil and Daniel Johnston, Crumb is a monograph about an artist.
Capturing the Friedmans will forever remain the most astounding archive of found footage ever stumbled across.

BG: A review of Devil and Daniel Johnston in Film Comment claims the movie makes a virtue of Johnston’s “self-defeating” eccentricity, and asserts that the movie fuels “mad genius” myths while ignoring Johnston’s influences. What do you think of that kind of criticism?
HR: I completely disagree. Daniel’s influences are discussed throughout the film. They’re all over the walls of his garage – comic books, Marilyn, the Beatles, he’s a sponge of pop culture and everything else. He has art books devoted to da Vinci and Van Gogh. He sucks from everything and it gets spewed out through his filter. He doesn’t assign value to things – to him, everything’s the greatest. He has the biggest collection of Beatles bootlegs I’ve ever seen. To Daniel, Ringo’s solo albums are as great as Sgt. Pepper’s. Wings albums are as great as Beatles albums.
He listens to Journey, Rush – whatever garbage, he processes it. And yet when you engage Daniel on a topic when he’s conversant and catch him in a lucid moment you can have the most erudite discussion. He can critique every panel Jack Kirby ever drew.
There’s that shot [in the film] when you’re in a basement and seeing his work materials, and you’re seeing Warhol’s Marilyns. I wonder how many other teenagers in Westchester at the time were cutting out Warhols – probably none. Daniel’s always been plugged in and sought out the most interesting things going on.

BG: What does Daniel think of the movie?

HR: You can imagine what this movie would mean to a narcissist of Daniel’s proportion. Of course, he likes the film — but he’s very funny. He told Jeff when he saw it that he liked the colors.
We did take the time to shoot 16mm film and we took hours to light and compose shots.
The aesthetic of the film is a huge part of it. If we had this movie with a camcorder it wouldn’t have given the subject the weight it deserved. That’s why this movie cost a million dollars.

March of the ants

MEXICO CITY (March 7th) — Civil War in Iraq! Riots across the Islamic World! Coups and killer mudslides! The Bush administration sinking daily in the quicksand of corruption and lies!

When played against the backdrop of incipient cataclysm that darkens the globe from east to west and south to north, “the Other Campaign” of the largely Mayan rebel Zapatista Army of National Liberation seems more like a march of ants across the Mexican landscape than breaking news.

The Other Campaign is, indeed, a campaign of ants.

This March 1, La Otra Campana marked the start of its third month on the road since the Zapatistas’ charismatic mouthpiece, Subcomandante Marcos, now doing business as “Delegate Zero,” roared out of a jungle camp in the EZLN’s Chiapas sanctuary zone on a silver and black motorcycle January 1, the 12th anniversary of the Zapatistas’ 1994 rebellion. In the past 60 days, Delegate Zero has traveled thousands of miles through ten states, a third of the Mexican union. The jaunt now constitutes the longest road trip the rebels have taken in their 12 years on public display.

The ski-masked spokesperson plans to visit all 31 states in the Mexican union (he will be on the U.S. border in June) and the federal district (where he will take part in the May 1 International Workers Day march) before Election Day July 2, when Mexico selects a new president and congress. The Other Campaign is staunchly anti-electoral, arguing that the political parties and the electoral system are hopelessly corrupt and unrepresentative.

La Otra Campana contrasts sharply with the opulent campaigns of Mexico’s three major political parties — the right-wing National Action (PAN) Party of President Vicente Fox, the once-ruling (71 years) Institutional Revolutionary Party (PRI), and the leftish Party of the Democratic Revolution (PRD) and its front-running candidate Andres Manuel Lopez Obrador (AMLO.)

Traveling close to the ground in a muddy white van, Marcos whistle stops a Mexico rarely visited by the “presidenciales,” huddling with the most pissed-off and marginalized Mexicans in down-and-out rural communities and ragged “popular colonies” in provincial cities, “the ones no one else is listening to.” The Sixth Declaration of the Lacandon Jungle, which gave birth to the Other Campaign, instructs the Zapatistas to “walk and question” rather than deliver the answers.

The idea of the Other Campaign is to build a new Mexican left from the bottom, an anti-capitalist, anti-electoral alliance that does not depend upon the political parties to bring about social change. “I am not a candidate — I am an anti-candidate,” Marcos tells audiences after hearing out their frustrations. “I cannot change these things, but we can do this together, because together we have the power.”

Nonetheless, the anti-candidate seems to be working twice as hard as the candidates — the PAN’s Felipe Calderon, the PRI’s Roberto Madrazo, and AMLO — in getting the word out. In stump speech after stump speech, Delegate Zero lambastes the political parties and their candidates, with particular emphasis on Lopez Obrador, who seems destined to become Mexico’s first president from the left since Lazaro Cardenas, and Latin America’s latest leftist head of state come July 2. The Other Campaign is, after all, a battle for the hearts and minds of the Mexican Left.

Delegate Zero’s withering attack on AMLO has led to charges by the PRD that he is fomenting absenteeism and handing the election to the right. The Other Campaign ran into angry PRDistas during a recent pit stop in Juchitan Oaxaca, once a stronghold of EZLN sympathy. Scuffling during a visit to teachers’ union offices in Oaxaca City was also a sign of PRD resentment at the Zapatista spokesperson’s pronouncements.

Delegate Zero adamantly refutes allegations that he is telling constituents not to vote in July — “each person must make his own decision.” Marcos is an inviting target of PRD fury because AMLO’s campaign has not yet ignited much interest. Aside from a 100,000-plus drummed out in Mexico City, where he was a wildly popular mayor, Lopez Obrador, as well as the PRI’s Madrazo and the PAN’s Calderon, have thus far not generated much buzz. The registration of only 57,000 Mexicans living in the United States out of a potential expatriate electorate of 3.4 million is an ominous signal that the 2006 presidenciales have not triggered much enthusiasm amongst a citizenry that voted for change in 2000 and was bitterly disappointed by six years of Vicente Fox’s empty promises.

But the butt of Delegate Zero’s on-running rap is not always AMLO: The Subcommandante expends equal dollops of time roasting Mexico’s last three neo-liberal presidents, Carlos Salinas, Ernesto Zedillo, and Fox, often calling for their imprisonment. In this sense, the Other Campaign is a significant test of free speech in Mexico. Thus far, Delegate Zero has not been clapped in jail for attacking the powerful and preaching class war, although he has been allowed to enter prisons twice so far to visit political prisoners in Tabasco and on the Tehuantepec isthmus of Oaxaca.

Although the Fox government professes that it’s not listening to the Other Campaign, its plainclothes intelligence agents monitor every meeting. The events are often patrolled by machine-gun toting police, and local organizers have been harassed and jailed for such crimes as posting notice of the rebels’ arrival in town.

The Other Campaign moves cautiously in convoy on the road, cognizant of possible assassination attempts or “accidents” — in 1994, the Zapatistas’ candidate for Chiapas governor, the late Amado Avandano, was nearly killed in a highly suspicious head-on crash with a license-less 18 wheeler on a lonely coastal highway. Earlier that same year, the PRI presidential candidate, Luis Donaldo Colosio, was gunned down in Tijuana.

Marcos’s audiences are the “simple and humble” people that the Other Campaign seeks to recruit — “those who have never held a microphone in their hand,” writes John Gibler who is accompanying the odyssey for the San Francisco-based NGO Global Exchange. At such meetings, Delegate Zero takes copious notes as he listens intently to the outrage of the locals, always counseling the attendees that they themselves, in alliance with other “simple and humble” Mexicans, have the power to alter the equation between rich and poor, justice and injustice. The EZLN is proposing the writing of a new Mexican constitution to achieve this end.

This was the message Delegate Zero brought to a pink-doored Casa de Citas (house of prostitution) in the tiny Tlaxcala town of Apaxio. After three hours of conversing with the sexoservidoras (sex workers), the Sub called for the formation of a national union of sex workers (“not prostitutes — the prostitutes are the politicians who sell themselves to the highest bidder.”)

Other Other Campaign venues have found the quixotic rebel spokesperson tilting at windmills in La Ventosa Oaxaca, the site of a transnational wind farm that impacts local Zapotec Indians; in Oaxaca’s Juarez Sierra, talking the evils of transgenic corn with campesinos; speaking to a few thousand protestors at a new airport site in Hidalgo; hobnobbing with transvestites in Orizaba Veracruz; straddling a tricycle (poor peoples’ transportation in southern Mexico) with the Union of Triciclistas in Merida Yucatan; promising a thousand ex-braceros who have been cheated out of moneys due them by both the U.S. and Mexican governments that he will march with them May 1st; and encouraging Mayan artisans barred from selling their wares at the Mayan ruins of Chichen Itza to take matters into their own hands.

Humor is a Zapatista weapon, and Marcos has armed the Other Campaign with a satiric edge. He is accompanied on the tour by his pet beetle Don Durito of the Lacandon (representing “the autonomous municipality of Charlie Parker”) and in Merida, the Sup actually removed his mask to the gasp of hundreds of admirers. Of course, he had his summer mask on underneath.

The steady grind of the Other Campaign is gaining “traction” in the eyes of Narconews founder Al Giodorno, who has been accompanying the adventure as it wends its way through Mexico. Narconews is just one of dozens of alternative media that file daily reports on the Other Campaign. The EZLN has extended preference to alternative rather than corporate media — only two national newspapers, La Jornada and Milenio, cover the Otra, and international attention has been short-lived (although Al Jazeera headlined the campaign’s first days.)

In mid-February, hundreds of alternative journalists and writers from all over Mexico convened in Tlaxcala to pledge allegiance to “the other journalism,” which focuses on reporting social change from the bottom up.

The traction that Giodorno senses the Other Campaign is gaining comes at the expense of the PAN, PRI, and PRD. As their presidential candidates fail to stimulate enthusiasm and the opulence of their campaigns elicits the dismay of the nation’s 70 million poor, the Other Campaign wins adherents.

On a continent that has elected the left to high office in important numbers and where the citizenry has been frequently disenchanted by government’s failure to improve daily lives, the Zapatistas campaign to build change from down below is bound to have an echo.

Invited to attend new Bolivian president Evo Morales’s all-star inauguration January 22, in La Paz, the EZLN responded “it is not our way to meet with the great leaders.” Addressing a few hundred indigenous farmers in rural Campeche state, Delegate Zero explained “we have come instead to listen to you because no one ever does.”

Bolivia’s new president heard the Zapatistas’ message loud and clear, pledging to mandar obedeciendo — to serve by obeying the will of the Bolivian people, the EZLN’s leadership ethos.

If you live in or truly love San Francisco, you’ve seen The Times of Harvey Milk. Rob Epstein’s 1984 movie is one of the best nonfiction features ever made. It’s also one of the greatest movies about this city. Only time will tell whether Stanley Nelson’s new documentary, Jonestown: The Life and Death of Peoples Temple, is a work of similar importance, but the fact that I’m even mentioning it in the same context as Epstein’s movie says something about the reserved precision of its journalistic reasoning and the overwhelming emotional force of its finale.

Of course, there is another reason to connect Jonestown and The Times of Harvey Milk. The murder of Supervisor Milk and Mayor George Moscone by Dan White took place 10 days after the deaths of Jim Jones, Congressman Leo Ryan, and more than 900 members of Jones’s Peoples Temple in Jonestown, Guyana, on November 18, 1978. One tragedy claimed the life of a man who was already a civil rights hero, while the other led mainstream media and true crime sources to portray a human being as a monster. Just as Epstein’s movie profoundly humanizes Milk, Nelson’s movie digs beneath stereotypes of pure evil to reveal a different Jones than the one used to sell quickie television and paperback biographies.

Twenty-eight years later, the tragedy in Guyana and the Milk-Moscone murders still have an effect on San Francisco politics: In very different ways, they represent the death of progressive, district-based local activism and its afterlife. (Garrett Scott, codirector of the superb documentaries Cul de Sac: A Suburban War Story and Occupation: Dreamland, was in the early stages of making a movie about the two events and their relationship to SF politics when he died earlier this year.) It seemed appropriate to have New York native Nelson discuss his movie with a contemporary political figure whose knowledge of local history runs deep. On the eve of Jonestown’s screenings at this year’s San Francisco International Film Festival, former San Francisco mayoral candidate Matt Gonzalez agreed to interview Nelson about the roads leading to the cataclysmic events of 1978 and the roads leading away from it.

MATT GONZALEZ I want to start by saying I had a typical impression of Jim Jones as a cult leader whose message was a hustle to get people into his church so he could take advantage of them when they were vulnerable. The thing that jumped out immediately to me in this film was that the fundamental part of his message throughout his ministry was this idea of racial integration and equality. The main component was there at the beginning, and in a place like Indiana, when Indianapolis was a Ku Klux Klan stronghold. It made me rethink and see him as someone who exhibited a certain genuineness and courage at that time.

Did that surprise you about him?

STANLEY NELSON The depth of his commitment surprised me. During one of the anniversaries of the deaths in Guyana, I heard some Peoples Temple members talking about it on [the radio]. I started thinking, “This involved over 900 people all these people weren’t crazy. So what was it that drove them to the church?”

Research made me realize that there was something much deeper going on and that this was a real political movement for a lot of the time the church was in existence.

MG Jones had been a member of a human rights commission out in Indiana. That also underscores a very self-conscious relationship between his church and what was happening in society.

SN Yes. [In the film] there’s that incredible audiotape when he’s giving his own history, where he talks about how his father didn’t want to let a black kid in his house. Jim Jones says, “I won’t come in either,” and he doesn’t see his father for years after that.

I don’t think it was a hustle at all, I think it was something he truly did believe in. Jim Jones was a very complicated individual. Everybody’s complicated there are no simple people but Jim Jones was much more complicated than most of us.

MG How hard was it to find folks in Indiana who knew Jones?

SN It was hard. But Lynn [Jones’s hometown] was very small, and we were able to find one person who could lead us to others. One thing that’s amazing when you do research is that you can go to high schools and grade schools, and they still have yearbooks. You find people’s names, use the phone book, and just start calling.

MG Over time, Peoples Temple gets a financial foundation because its members give their property to Jones. He’s then able to set up communal living arrangements. But when he’s in Indiana, if I’m to understand correctly, he’s selling monkeys door to door or something like that.

Was his message about communal living a part of the hustle, or do you think that was also a belief that he genuinely held?

SN I think he genuinely believed it. That component really came out of Ukiah, in Redwood Valley, where they [Peoples Temple] had this farm. People actually did travel with him from Indiana [in 1965], so how were they going to live when they’d sold their houses? They could live communally.

One thing that I found fascinating is that the older people who lived in these communal houses got better treatment than they ever could have gotten from the state or welfare or Social Security, because not only were they housed and fed, they were also loved. All of a sudden they had this family the old people were revered in Peoples Temple.

MG Would you say those two components racial integration and property held in common were the cornerstone of his preaching?

SN I think they were a big part, but it was also more than just racial integration. There was a sense that “we have this power that none of us has as individuals.” This was a time when a lot of people were smoking dope and dropping out, but Peoples Temple members were active. They saw themselves as activists; they saw themselves changing the world with the church as a tool.

MG In 1971 Richard Hongisto was elected sheriff of San Francisco, and it was a very liberal campaign. [George] Moscone was elected mayor in ’75, and we know Peoples Temple played a part in that. Hongisto’s election was an early sign of growing liberal strength in San Francisco, enough so that you can look at the Moscone victory and not simply say, “Peoples Temple caused this to happen.” But there’s no question given how close the election was that they played a major role. How do you see their political impact then?

SN Peoples Temple was part of the mainstream politics of the Bay Area. I’m from New York. I had no idea that Jim Jones was head of the Housing Commission in San Francisco or that politicians came to Peoples Temple events and gave incredible speeches praising Jim Jones. That was something I discovered while making the film.

It’s part of the history of Peoples Temple, but it was also like a birthday caketimes-12 to the politicians. The politicians didn’t look too far behind this gift horse, because [Peoples Temple] was highly organized. People did what Jim Jones said. At one point they had 13 buses. They’d fill up the buses and

MG a politician could have an instant press conference.

SN Just one phone call and Jim Jones could come with buses. You’d have 500 people at your march.

MG Do you get a sense that what happened in Jonestown reverberates politically today? The players then aren’t necessarily in politics. Jackie Speier still is, but Moscone, Willie Brown, and others are not holding political office. Still, do you see any aftereffects?

SN I’m not sure on a local level, but one thing I think it did was help kill the idea of communes in this country [at a time] when there was a strong movement saying, “Let’s live together; let’s live on the land; let’s pool our resources.” All of a sudden that was associated with “look at what happened in Guyana.”

MG As I understand it, there are about five survivors who were there when the massacre took place.

SN There were about five people actually there [who survived], and of those, there are, to my knowledge, three left alive. Two of them are in the film.

MG People closely associated with Peoples Temple spoke to you and revealed some, I would think, very difficult, personal stories about sexual assault or the use of authority to express dominance. Was it difficult to get people to talk honestly?

SN It was surprisingly easy for us to get people to talk honestly. Time has passed. Partly because of a play [Berkeley Rep’s The People’s Temple] that was produced here in the Bay Area, I think people understood that maybe we were ready to hear a different version of the story that was much deeper.

MG In the film you see that Jones is abusing prescription drugs and probably has a mounting paranoia that’s associated with some mental condition. Is there a sense that he changed while he was in San Francisco, or was Peoples Temple headed toward this sort of cultlike finality from its inception?

SN We interviewed people who knew Jim Jones when he was a kid, and they talk about the fact that he was not normal even as a six- or seven-year-old boy. But I think that his behavior did get more extreme as time went on. He had this incredible power within the church, and he was this warped individual, and the combination affected his behavior. In the end, when they [Peoples Temple members] are isolated in the jungle, that’s [a reflection of] who he is.

MG Tell me about the wealth of material you have. There is film footage of a healing that is rather dramatic and recordings of his various sermons.

SN Going in, I had no idea that there was so much film footage. But we found a guy in LA who had shot in Peoples Temple over two days using three cameras and 16-millimeter film and had lit the whole church. His footage is just incredibly beautiful. The healing service, Jim Jones preaching, and the congregation singing and dancing are all part of that. He’d sold off bits and pieces to places like NBC, but we came along at a time when he felt that the film he wanted to make would never get made, so he agreed to sell us some footage.

We found members of Peoples Temple who had footage that had never been seen before. There are actually shots from the plane of them going down [to Guyana] you can hear Jim Jones describing what he’s going to do and shots of Jones cutting through the jungle with machetes.

Also, we were working very closely with the California Historical Society library, which has a Peoples Temple collection.

MG There was a recent book [Dear People: Remembering Jonestown] that compiled some of that material.

SN Also, Jim Jones recorded himself and his sermons at Peoples Temple. They actually audio-recorded the night of the suicides. As the people are dying, Jim Jones is encouraging them to drink the poison. There are audiotapes of the children and the women and men screaming and dying.

MG As a filmmaker going into a project like this, are you trying to present the truth? Are you trying to present an alternative reading of what happened? Are you trying to warn people?

SN I’m not trying to warn people or tell an alternative history, although obviously what we did turns out to be an alternative history. I was just trying to tell this incredible story and tell it with as much honesty as I can. Everybody in the film had a part to play in Peoples Temple. We really wanted it to be a film told in the voices of the people who lived through it.

MG In my notes I have a reference to the various CIA-related theories [about what happened in Guyana]. You don’t pick that up in the film, and I wonder if you might say something about that.

SN There are different theories that Jim Jones was a CIA agent and this was all a scary mind-control experiment. You know, we found nothing to back that up, and it just didn’t make sense for us to go down that road.

MG As I understand it, a lot of these theories stem from [the fact] that the government withheld documents related to Jonestown. I guess Congressman [Leo] Ryan had a bill pending, the Hughes-Ryan amendment, that would have required that CIA covert operations be disclosed to Congress before those operations could be engaged in. You didn’t find anything related to that?

SN No, we didn’t find any hard evidence. I’m trying to operate as a filmmaker and also as a journalist.

MG So you had access to material

SN and we just didn’t find it [evidence].

MG I’d be interested in seeing what the original accounts were like in the local press in San Francisco during the time of Guyana and the Milk-Moscone murders. There was probably a sense of how Moscone’s opponents might use his ties to the Peoples Temple for political purposes.

SN One reason for the article in [the magazine] New West that first exposed Jim Jones and called for an investigation of Peoples Temple was to discredit Moscone. Part of the media follow-up was that “here is someone that Moscone supported.” So that was already happening around a year before the deaths in Guyana.

MG There are folks who find objectionable the idea of referring to the deaths as mass suicides. Did you reach a conclusion about that?

SN The film has no narration, so we didn’t refer to that other than in a title card at the end that I think calls it the largest mass murder-suicide in history. It’s impossible to say exactly what went on that day, but it is very clear that the kids something like 250 people who were under 18 were all murdered.

It was something we struggled with: “What do we call it: suicide or murder?” I think by the end of the film you feel that it’s kind of both at the same time.

MG If Jim Jones had died in Guyana prior to Ryan’s visit, is your sense in talking to the survivors or those associated with the church that this is a project that would have sustained itself?

SN I just don’t know.

MG You don’t want to engage in a bit of speculative history?

SN I think they had a real problem in sustaining themselves. They were growing food, but they were bringing in food too. Financially there was a burden.

One fascinating thing about that day is that there weren’t a lot of people who left with Congressman Ryan less than 20 people. It was more Jim Jones’s insanity, him thinking that 20 people leaving is devastating [that led to the massacre].

MG Other than the sermons, are there other records of his thoughts? Are there tracts and manifestos?

SN There are some things that he wrote. He didn’t write a definitive book of his philosophies, but there is a piece in which he picks apart fallacies in the Bible.

MG On the one hand, Jones could be critical of the contradictions in the Bible, and on the other, he could pick out the parts that were useful to him.

SN One thing that everybody said was that Jim Jones knew the Bible he wasn’t just talking off of the top of his head. He was incredibly smart, prepared, and cunning.

MG What did you learn from making the film?

SN It’s a film I’m glad to be finished with. All films are hard to make, but it really took a lot out of me. We’ve only had two screenings, and both times afterward there was a kind of shocked silence. One was for the members of Peoples Temple and their friends to let them be the first to see it.

MG How it was received?

SN The Peoples Temple members loved the film. We screened the film in a small theater, and we had a reception outside. The Peoples Temple members who were there with their families just stayed in the theater for about 15 minutes talking among themselves. It made me a little nervous [laughs]. But when they came out they all said they loved the film and felt it was a powerful way of telling their story — a story that hadn’t been told that way at all.

Real tolerance

OPINION On March 24, 2006, the Board of Supervisors voted unanimously to pass a resolution opposing the message that a group called Battle Cry for a Generation was set to deliver the following Friday on the front steps of City Hall. The appearance of Ron Luce’s teen program at the site had nothing to do with the group’s apparent reason for being in the city, which was to promote Christianity amid smoke machines and rock bands at SBC Park. Luce decided to rally on the steps of City Hall specifically because gay marriages had been performed there two years earlier.

The intent to somehow purify the steps with prayerful teens, the quick response by citizens of San Francisco, and the meaning of that entire encounter was lost completely as local journalists and former politicians rushed to smear the Board of Supervisors with labels like "clueless" and "intolerant."

In doing so, John Diaz at the San Francisco Chronicle and Joanna Thigpen at the San Francisco Sentinel both missed an opportunity to summarize for their readers the meaning behind the meeting of two groups. Instead, both city leaders and organizers of the counterprotest were admonished for their lack of tolerance.

For those in need of a working definition of tolerance, the American Heritage College Dictionary offers the following: "The capacity for or the practice of recognizing and respecting the beliefs or practices of others." The key word within that sentence is recognize, which is hard to do if all you do when the Christian right comes to town is stay home and fume. Engagement (another version of recognition) is also a value, one that walks hand in hand with tolerance as the citizens of this fair city go forward in search of bigger and better expressions of human and civil rights. Showing up and shouting back don’t indicate intolerance. And staying away doesn’t display tolerance, just benumbed passivity.

Curiously, the charge was made that by issuing resolutions and press statements, both Sup. Tom Ammiano and Assemblymember Mark Leno were attempting to stifle Battle Cry’s right to free speech. Supervisor Ammiano’s office, which was the primary sponsor of the resolution, was contacted by neither the Chronicle nor the Sentinel. What he would have pointed out was that no one in city government made any attempt to silence anyone. The resolution was simply the progressive community’s proverbial two cents thrown into a debate Battle Cry started when the group assembled on City Hall’s steps. No public official ever came close to opposing Battle Cry’s right to frankly indict both queers and women who have chosen abortion or who support its legality.

Civic engagement like the sort displayed by Ammiano and Leno is what makes this city a haven for those who could not get tolerance for themselves, on their own terms, elsewhere. Far from impeding the right of Battle Cry to spread a message of hate disguised as love, we are forwarding the rights of speech to those whose voices are still being suppressed by fear and hate disguised as Christian love and tolerance.

San Francisco needs better candidates

The last time we had a major Democratic primary race for state assembly in San Francisco, you didn’t see a lot of head-shaking. In 2002 you were for Mark Leno or you were for Harry Britt, and either way you had very few doubts. Two strong candidates, two people who were eminently qualified to represent San Francisco in Sacramento, two people who had the credentials to be Democratic party leaders.

But I’ve talked to a lot of people about the June 6, 2006, race to fill the spot of Assemblymember Leland Yee, who is trying to move on to the state senate, and what I’m getting is: Gee, well, yeah. Gotta vote for somebody.

The thing is, Sup. Fiona Ma, the front-running candidate, has been absolutely horrible in office, a terrible vote on everything I care about. Her lukewarm supporters say she’d be a good liberal compared to most of the state legislators, and that may be true, but it’s hardly a ringing endorsement. Her opponent, Janet Reilly, is taking some excellent stands on issues, running hard to the left of Ma but she’s never held any elective office before, and, frankly, not that many people in San Francisco even know who she is. If she didn’t have a lot of money, she wouldn’t be much of a factor in this race.

Then you look slightly southward, at the race for state senate. The candidates: Yee, who has done almost nothing to distinguish himself in the state legislature, and Mike Nevin, a former San Francisco cop and San Mateo County supervisor. I don’t know a single person in the progressive San Francisco world who can get a bit excited about either of them.

San Francisco has got to start doing better.

Leno’s term will be up in two more years. I can think of a lot of great Democratic candidates (Tom Ammiano, Chris Daly, Robert Haaland), but we all ought to be thinking about it, now, the same way we need to be thinking about the next mayor of San Francisco and the next member of Congress. Otherwise we’ll have a lot of Fiona Mas and Bevan Duftys in our future.

Now this: Speaking of politicians who need to get out of the way, Leslie Katz, the chair of the local Democratic County Central Committee, recently pulled an act of world-class political sleaze. She opposes Sup. Chris Daly’s Proposition C, a measure that would force the mayor to serve on the Transbay Terminal board, but the committee wasn’t quite ready to take a stand. So March 22, shortly after noon, she filed an official no-on-Prop.C ballot argument on behalf of the San Francisco Democratic Party.

In other words, she decided on her own to file a legal document to appear in the ballot handbook committing the party to a position it hadn’t taken.

In the end the party did vote later to oppose Prop. C. But Katz sent a clear signal that she had the committee wired and wasn’t even going to wait for the formality of an actual vote. Nasty business. It sends the exact wrong signal about the local party. She ought to resign in disgrace.<\!s><z5><h110>SFBG<h$><z$>

Grills, plates, slugs, pullouts — whatever you want to call them — the gold tooth phenomenon, once a staple of hip-hop culture, has now become fashionable among indie rockers, parents, and high schoolers of all ages and races. Though the American Dental Association has strongly advised against bringing the bling to your gum line, as long as Oscar-winning rappers are dropping $30K on their choppers, the golden craze will surely blaze on. Once again, it’s time to roll with the Superlist issue. The Guardian’s "annual guide to everything," such as every bar with a shuffleboard table or Indian restaurant with an all-you-can-eat buffet, is our very own Boolean search of the city for the things you can’t actually Google. In our hectic editorial clime, the tracking and creating of a comprehensive list can be a bit daunting. Finding every gold-tooth grill master is no easy task – it’s not like they’re all listed in the yellow pages under "bling shops." But it also appeals to the same must-know-it-all in us that tracks local news, trends, and happenings week after week. That’s how we ended up with a guide to all the community gardens with available plots in the city, every class that teaches you to prepare an Indian meal or bead a necklace, and the total number of credit unions in San Francisco. As for you online jockeys who broadcast your manifestos and fave music on the Internet, we’re sure we couldn’t find you all, so we made a minilist of some captivating shows we know about. SF’s private police force

Since long before the turn of the century, San Francisco has had a posse of private police officers patrolling the streets. Back in the 1870s, they were effectively vigilantes; by 1935 they’d become a bit more controlled in their behavior and won official recognition in the City Charter. They’re called patrol specials.

For years a fairly small number (there are now 41) have been walking neighborhood beats, hired by local merchants who don’t think the San Francisco Police Department is providing enough protection. Legally, the patrol specials are an odd amalgam: They’re licensed to carry handguns but not to make arrests. Most of them have some law-enforcement training, but not typically from a traditional police academy. In theory they report to the chief of police, but in practice they’re private businesspeople who are hired by, and do the bidding of, merchant groups.

The head of their association, Jane Warner, thinks they’re the future of neighborhood policing, and she, like other patrol special fans, openly calls for increased privatization of law enforcement. And the association is asking the San Francisco Police Commission to make it easier to expand its operations.

The patrol specials are mostly an archaic anomaly right now — but the trend toward privatizing the police force is frightening, and the commission ought to put a clear halt to it.

The rules governing patrol specials were forged in a very different era. The city is divided up into beats, and the patrol specials can buy up beats, then charge local businesses for protection. They can hire their own officers, subject to a background check and Police Commission approval. If they see any wrongdoing they’re supposed to call the cops — but in many cases they just go ahead and act like real police. "I’ve arrested hundreds of people," Warner, who owns beats in the Mission and West Portal, told the Guardian recently.

It’s more than a little bit weird to still have armed civilians, in uniform, with badges, walking around making arrests when they aren’t really accountable to anyone. The potential for problems is obvious: A merchant group might, for example, direct the local patrol special to focus on getting homeless people out of doorways — something that the city has established as not just a police priority but a social issue. The patrol specials aren’t taking orders from police headquarters though; they have to do what their customers want. And if they are accused of misconduct, they aren’t accountable to the Office of Citizen Complaints (OCC), which oversees all complaints against sworn officers; instead, the department’s Management Control Division — which has never been good at disciplining cops — is the final authority.

Nobody paid much attention to the patrol specials until the 1990s, when the San Francisco Police Officers Association — whose members make nice little chunks of change providing off-duty private security and saw them as competition — started complaining. Still, the policies haven’t really been updated in decades.

At the very least, the Police Commission needs to completely overhaul the rules for these quasi cops, establishing clear training guidelines, shifting disciplinary authority to the OCC, and demanding direct oversight over hiring and beat sales. But these kinds of private police fiefdoms make us very, very nervous — and the idea that the patrol specials’ turf may be expanding is a scary prospect.

The commission could make a clear policy statement opposing any privatization of local law enforcement, and that would be a positive step. But that agency can only go so far — the authority for the patrol specials is enshrined in the City Charter. So the supervisors need to take this up, posthaste — and amend the charter either to more tightly control and regulate the patrol specials, or eliminate them altogether. *

Guardian film intern Jonathan Knapp wants to wax positive about Noise Pop’s film program this year. Here’s what he wrote:

Bookended by a pair of docs about American musical icons both thriving (Flaming Lips-trailing The Fearless Freaks ) and enduring (Amazing Grace: Jeff Buckley), the Noise Pop Film Festival, like the festival itself, spans the indie rock landscape. Of particular historical significance are Borderline: The Heavenly States and The M-80 Project.

The former finds local power-poppers the Heavenly States documenting their 2005 tour of Libya, the first by any Western band since Qadaffi came to power 35 years earlier. Long discussed in the sort of anxious whisper reserved for artifacts considered lost, the footage comprising The M-80 Project captures new wave culture before it became a marketable sound, fashion, and eventual retro touchstone. Minneapolis, 1979: future MTV darlings Devo meet no wave upstarts the Contortions and Judy Nylon and other post-punk experimentalists at a local art center. They play music, young Midwestern lives are changed, and, years later, the legendary video resurfaces.
