Mayor Newsom doesn’t understand economics

It’s maddening to read Mayor Gavin Newsom’s latest prescription for local economic recovery, which parrots the position and talking points that we’ve been hearing for weeks from congressional Republicans. And that fiscally conservative position is just factually wrong.
That was made clear recently in a widely circulated report from Moody’s that shows a dollar of tax cuts provides just over a dollar in economic activity, while a dollar of government spending provides about $1.60 in economic activity. And the most economic activity, about $1.73 for each dollar spent, comes from food stamps (which are similar to welfare assistance to the poorest citizens, which Newsom slashed with his Care not Cash program).
Yet Newsom boldly and stupidly declares in today’s Chronicle op-ed about economic stimulus that, “We need less spending.” Guess what? Spending is stimulus. Newsom even cynically refers to President Barack Obama as if he agrees, even though Obama recently scoffed at the very argument Newsom is trying to make.
Mr. Mayor, all the city jobs that you want to cut are jobs, good paying jobs with good benefits that cause people to spend money in San Francisco. Cuts those jobs and you hurt the economy, and you hurt is far more than you will help it by cutting the taxes of local businesses. It’s just dumb. Or if it’s not dumb, it’s at least very ideologically conservative, this discredited, faith-based belief in trickle-down economics.

Downtown marshals its forces

The folks who got their collective asses kicked in last fall’s elections also got the message — that their politics, their candidates and their messages aren’t working — and they’re quietly meeting to map out a new strategy to try to take back some seats on the Board of Supervisors in 2010.

A meeting earlier this week, convened by former SFSOS staffer Ryan Chamberlain, drew representatives of the Chamber of Commerce, the Committee on JOBS and candidates like Scott Wiener, a Democratic County Central Committee member who is planning to run in District 8.

“What we’re doing isn’t working,” Chamberlain told us. “The progressives are winning.”

So downtown is looking to build grassroots operations — and the message right now is “quality of life.” That means cracking down on homeless people, cleaning up the streets, more cops, probably a move toward allowing more condo conversions (homeowners tend to vote more moderate than renters, so these folks love the idea of having more owners and fewer renters in town).

Chamberlain wouldn’t give us a list of who attended, but one source familiar with the meeting told us the Chamber and JOBS were well represented. Wiener confirmed that he was there, but wouldn’t say anything else about the meeting. Sup. Sean Elsbernd told us he was invited, but couldn’t make it.

So let’s remember: The progressive victories last November were hard-fought. This is still a battle for the soul of the city, and the other side isn’t anywhere near ready to concede. In fact, the downtown guys have plenty of money and sophisticated political strategists and they’re lining up candidates.

You know the mayor is in serious trouble when his business allies say he’s missing in action. From the Chron this morning:

Scott Hauge, a San Francisco business owner who is president of the advocacy group Small Business California, said the meetings that Chiu organized this week were the first occasions small business has been brought into City Hall talks since budget negotiations started heating up several weeks ago.

“The mayor has not brought us to the table, which is very frustrating because we are the major employers in San Francisco and we are really hurting right now,” said Hague, adding that he’s worked with every mayor since Dianne Feinstein and that it is unprecedented to have a board president, not the mayor, convene these types of discussions.

While nobody who has been attending Board President David Chiu’s meetings will talk about the details, I’m getting the clear impression that business (including the Chamber of Commerce and the Committee on JOBS) and labor (particularly SEIU Local 1021) are actually making progress toward a July special election that could help prevent a total meltdown in city services.

And Newsom didn’t even send a representative to the meetings.

My favorite comment from the mayor:

“But I guess the question is, what more can I do? I can make things up to do today in order not to go down there (to San Jose)

Newsom has to “make things up to do today?” How about talking to the key stakeholders and trying to arrange a deal on a budget that everyone can live with?

Nathan Ballard, the mayor’s press flak, told us that

The mayor has been meeting with labor, business and the supervisors to work together on solutions.

But nobody in business or labor or on the board of supervisors seems aware of that.

Attention: New Mexican revolution scheduled

MEXICO CITY — Never before has the contrast between the World Economic Forum (WEF), the annual clambake of the capitalist class in Davos Switzerland, and the World Social Forum (WSF), created a decade ago to beat back the corporate globalization of the Planet Earth, been quite so stark.

While the moribund masters of the universe met on their ice mountain in the midst of the most chilling world-wide depression in a century, largely triggered by the overweening greed of those in attendance, tens of thousands samba’ed in the tropical heat of the Amazon city of Belem to celebrate the demise of capitalism. Among those on hand at the WSF dance party were presidents Chavez of the Bolivarian Republic of Venezuela, Bolivia’s Evo Morales, Ecuador’s Rafael Correa, Paraguay’s Fernando Lugo, and Brazil’s Lula da Silva. Lula, who is usually a devoted Davos-goer, eschewed this year’s funerary event to avoid the stench that inevitably results from rubbing shoulders with mummies.

“The God of the Market has been broken,” the one-time Sao Paolo metalworker proclaimed to tens of thousands in Belem. Writing in the Mexican daily La Jornada, Luis Hernandez Navarro pointed out that it was precisely the social forces represented by the WSF that propelled Latin America’s social democratic presidents into power.

Indeed, the only two Latin heads of state to attend the caviar and champagne-laced charade in Davos were Colombia’s widely-disparaged Alvaro Uribe and Mexico’s questionably-elected president Felipe Calderon, both of them Washington’s darlings. Not even freshman U.S. president Obama, who recently lambasted the machinations of the same breed of bankers who gather each year on the ice mountain as “shameful,” showed up in Switzerland, an event that his predecessor in power George Bush never missed.

Felipe Calderon’s trip to Davos got off on an inauspicious foot. On the very day he flew out to the WEF, Bank of Mexico president Guillermo Ortiz confirmed that his country was in full-blown recession. For months, Calderon and his obscenely obese Secretary of Finance Augustin Carstens have characterized Mexico’s economic health as only suffering from “a little cough” (“catarrito.”) According to Bank of Mexico prognostications, the Aztec Nation will suffer negative growth in 2009 (-0.8% to -1.8%.)

The news hit Felipe like an ice ball from hell.

Seeking to put a happy face on his country’s dismal future, Calderon championed Mexico’s 1.5% 2008 growth rate but fooled few – Mexico’s anemic performance last year put it in 24th place out of 24 Latin American economies in the International Monetary Fund’s rankings, even behind Haiti, the basket case of the Americas. The IMF is predicting 1.1% growth for Latin America in 2009 and, like Ortiz, calculates that Mexico will fall into negative numbers.

The Mexican president’s delusional optimism in the face of so bleak an outlook played to incredulous audiences at Davos. Calderon also sought to blunt the recent blockbuster report of the U.S. Joint Chiefs of Staff that Mexico is a potentially “failed” state by handing out trinkets like baseball caps bearing the ambiguous legend “It’s All In The Trust.” The giveaway (“magic spikes” to keep the mummies from slipping on Davos’s icy streets were also distributed) came during a session at which Calderon flogged Mexico’s chances of weathering the current economic turmoil – the Mexican president’s talk was slugged “Riders On The Storm,” a title plagiarized from the Doors’ 1971 apocalyptical anthem about a cowboy spree killer. Lead singer Jim Morrison was reportedly heard thrashing about wildly in his Paris grave.

As a bonus attraction, Calderon teamed with former Mexican president Ernesto Zedillo, now head of Yale University’s Institute for Globalization Studies, in an act conducted entirely in broken English that verged on tragicomedy. Zedillo, who coined the term “globalphobics” in reference to WSF types at the 1996 Davos get-down, revealed that the bank bail-out he sponsored during Mexico’s mid-1990s meltdown and dubbed FOBAPROA, has drained 20% of his country’s gross domestic product (PIB), bragging that the 400 trillion peso outlay was triple that of what the Bush-Obama bail-out has cost U.S. taxpayers.

As might be anticipated, the Calderon-Zedillo act did not play well on the homefront. While the Mexican presidents cavorted with the living dead in Davos, a half million of their compatriots were marching through the streets of Mexico City to protest the economic wreckage the neo-liberal ethos has wrought here. On January 25th, former left presidential candidate Andres Manuel Lopez Obrador, from whom Calderon stole the 2006 election, and his Movement to Defend Mexico’s Oil & The Popular Economy assembled upwards of 200,000 in the great central Zocalo plaza. Five days later, farmers and trade unionists matched that outpouring to denounce the damage done by the current crisis.

Among the crisis indicators: 6% inflation, the highest in ten years, and 340,000 jobs lost on Calderon’s watch. (Calderon campaigned as “the president of employment.”)

Just what Mexico’s unemployment numbers are is deeply obfuscated. Government bean-counters at the National Statistical and Geographic Institute (INEGI) claim it is no more than 4% – but under INEGI parameters, anyone who worked for more than an hour in the informal economy during the previous week is considered employed.

Utilizing such criteria, the emblematic apple sellers of the 1930’s Great Depression would not be determined to be jobless.

On the other side of the ledger, Enrique Galvan, who authors La Jornada’s “Money” column, calculates that 70% of the nation’s 45 million-strong workforce does not have a steady job. A maquiladora industry that assembles consumer goods for the ravished U.S. market and which generated a million jobs in the best of times has gone kaplooy and the Big Seven automakers (including Toyota, Nissan, Honda, and Volkswagen) have shut down their plants for the duration of the downturn.

Meanwhile, workers’ pensions, privatized under Zedillo, have gone up in smoke, with those paying in losing up to 30% of their retirement funds in the past six months. To compound the devastation, the peso has sunk to record lows, having been devalued by 32% since last August 4th when it weighed in at 9.87 against the dollar. At this writing, 14.78 pesos will buy you one dollar Americano and the exchange rate is climbing toward 15.

Nonetheless. Mexico’s banks, rescued by Zedillo’s 15-cypher bailout and subsequently sold to transnational financial conglomerates, registered a 38% profit increase in 2008.

The current blasted economic landscape here bears striking similarities to another period of devastating downturn a hundred years ago. The 1907-08 depression was trip-wired when commodity prices collapsed and money dried up, casting tens of thousands of Mexican workers into the streets and accentuating the monstrous divide between rich and poor. To counter working class rage, dictator Porfirio Diaz cranked up repression, massacring hundreds of striking textile workers in Rio Blanco Veracruz and miners in Cananea Sonora. Synchronistically, workers at Cananea, the eighth largest copper pit in the world, have been on strike for the past 18 months in spite of Calderon’s efforts to break the walkout.

Despite the shattered economy and his deep-rooted unpopularity after 34 years in power, Diaz decided to run for re-election in 1910, stealing the vote that June and jailing opposition leader Francisco Madero, a role model for Lopez Obrador. To celebrate his “victory,” Porfirio Diaz threw a huge party to mark Mexico’s first 100 years of independence from Spain, expending the nation’s entire social budget on useless monuments, many of them lined up along Mexico City’s Champs D’Elysie, the Paseo de la Reforma.

The pageantry culminated on Independence Day, September 16th with the installation of a gilded Angel of Independence on that glittering boulevard. Two months later, the Mexican revolution, led by Madero, exploded, and Diaz was forced to flee the country.

Just before Felipe Calderon took off to tete-a-tete with the dead in Davos, amidst patriotic bombast and flowery fireworks, the Mexican president announced the construction of the Arc of the Bicentennial to be inaugurated September 16th 2010, commemorating both the 200th year of Mexican independence and the 100-year anniversary of the beginning of the Mexican revolution. Following the Porfirian model, the Arc of the Bi-Centennial, whose cost was unannounced, will be built at the foot of the Paseo de la Reforma.

Mexico’s political metabolism seems to break out in insurgencies every 100 years on the 10th year of the century. In 1810, the country priest Miguel Hidalgo launched the struggle for independence from the Crown. In 1910, Francisco Madero ignited the fuse of the epoch Mexican revolution.

At this writing, there are less than 330 days until 2010.

Thank God for Paul Krugman!

What do you call someone who eliminates hundreds of thousands of American jobs, deprives millions of adequate health care, and undermines schools, but offers a $l5,000 bonus to affluent people to flip their houses?

Jim HIgjhtower, the Texas columnist, once wrote that “there is nothing in the center of the road except yellow lines and dead armadillos.”

Paul Krugman, the Princeton Nobel prize winner, put it a little more diplomatically in his Monday column in the New York Times, “The Destructive Center.”

He led off his discussion of the Obama stimulus plan with this lead:

“What do you call someone who eliminates hundreds of thousands of American jobs, deprives millions of adequate health care and nutrition, and undermines schools, but offers a $15,000 bonus to affluent people who flip their houses?

“A proud centrist. For that is what the senators who ended up calling the tune on the stimulus bill just accomplished.”

“Even if the original Obama plan–around $800 billion in stimulus, with a substantial fraction of that total given over to ineffective tax cuts–had been enacted, it wouldn’t have been enough to fill the looming hole in the U.S. economy, which the Congressional Budget Office estimates will amount to $2.9 trillion over the next three years.

“Yet the centrists did their best to make the plan weaker and worse.”

Krugman rightly criticized Obama for offering a plan that was “too small and too heavily reliant on tax cuts” because he “wanted the plan to have bipartisan support and believed that it would.” Krugman rightly criticiazed Obama for not doing something “cruciall important: speak forcefully about how government spending can help support the economy. Instead he let conservatives define the debate…” And so Obama “was reduced to bargaining for the votes of those centrists.”

Krugman asked the critical question: “So has Mr. Obama learned from this experience? Early indications aren’t good.

“For rather than acknowledge the failure of his political strategy and the damage to his economic strategy, the president tried to put a postpartisan happy face on the whole thing. ‘Democrats and Republicans came together in the Senate and responded appropriately to the urgency this moment demands,’ he decalared on Saturday and ‘the scale and scope of this plan is right.'”

Krugman’s summing up, “No, they didn’t, and no, it isn’t.”

Concrete plans

In the fractious atmosphere that dominates meetings concerned with Lennar’s plan to redevelop the economically depressed southeast sector of San Francisco, reality is relative to one’s perspective on this ambitious project.

At these meetings, competing factions within the Bayview’s predominantly African American community typically accuse each other — as well as the mostly white engineers, planners, and scientists that Lennar and the city hired to flesh out the details of their vaguely worded but voter-approved conceptual framework — of being sellouts and traitors.

The Jan. 28 meeting, where two local advisory committees endorsed Lennar’s draft urban design plan for a 770-acre Candlestick Point/Hunters Point Shipyard development, was typical. It was held at the Southeast Community Facility, within sniffing distance of a seismically suspect sewage treatment plant.

The committee’s endorsement came at the end of a meeting that was full of what critics labeled "disingenuous claims" by representatives from Lennar, the Mayor’s Office, the San Francisco Redevelopment Agency, and the city’s Planning Department; recriminatory accusations by community members; and disruptive chants of "A-B-Uuuu!" by a female member of Aboriginal Blackmen United, who claimed that ABU members have been starved for work at Lennar’s development. Records show Lennar paid ABU trainees $11,300 in fiscal year 2005–06 for work at the Shipyard’s Parcel A.

Fanning the flames was a report that local environmental nonprofit Arc Ecology released last month. Arc’s report faults Lennar’s urban design plan for not including comparisons with realistic alternatives and for failing to study the cumulative impact of the 15 developments, covering 1,500-2,000 acres, currently underway on the eastern waterfront.

"The practice of ‘island’ development prevents the city from conceiving a cohesive vision for the east waterfront," Arc Ecology’s January 15 report states. "Moreover, the piecemeal approach cannot adequately address the practical consequences of the addition of 50,000 new residences to the area."

Noting that Lennar’s proposal calls for a 60 percent increase in the neighborhood’s population as more than 20,000 new residents join the 33,000 people who already live in the neighborhood, Arc’s report lists alternatives that "would strengthen the economic, social and environmental benefits, while avoiding and reducing some significant impacts."

Financed by a California Wellness Foundation grant, Arc’s report stressed that it does not disagree with the stated objectives of Lennar’s development plan as laid out in Proposition G, which voters approved in June. In fact, the organization did little to voice its concerns before the election.

But the report has ruffled the feathers of city leaders, who seem hell-bent on moving the project forward and applying for funding from the federal economic stimulus package. The report calls for a focus on doing "bottom-up" ecological planning, creating real economic opportunities for the Bayview community, relocating the proposed football stadium, and removing the shipyard’s highly contaminated Parcel E2 from the project.

Noting that Lennar’s environmental impact report has yet to be completed, and that there has been no time to study Arc’s report, Citizens Advisory Committee member Scott Madison argued that delaying the endorsement would have no impact on Lennar’s home building or job creation schedule. "It’s not going to slow down anyone getting a job by even one day if we take a few days," Madison said. "But once we approve this — even a draft, even if folks are amenable to some changes — it has a certain kind of semi-concrete to it that’s difficult to chip away."

CAC member Diana Oertel voiced her objections to Lennar’s plan to divide the 170-acre Candlestick Point State Recreation Area, the Bayview’s only large open space that provides a place for recreation and an escape from urban living. "It’s not acceptable to me to see that area cut in half, gentrified, prettified, with housing going to edge of the park," Oertel said.

Project Area Committee member Leon Muhammad said there was no way the urban design plan should be endorsed "until we have addressed all the issues, until they come up with a complete plan that makes sense, not a half-baked plan."

But then PAC member Cedric Jackson asked to hear from folks in the audience who were hungry for jobs — at which point ABU folks yelled and raised hands. "I saw 80 percent of the community stand up and say, move this process forward," Jackson then asserted. "In 2000, we were 70 percent of the community, now we’re less than 50 percent. There is an out-migration and it’s not because we don’t like San Francisco, but we’re being forced out economically. So the longer you delay, the less of us will be there, especially with the economic conditions we’re facing."

Seconded by PAC member Gary Banks, Jackson moved to endorse Lennar’s draft design plan as-is, with only PAC members Muhammad and Kristine Enea, and CAC members Oertel, Madison, and Carmen Kelley dissenting.

Reached after the meeting, ARC Ecology’s Saul Bloom acknowledged that many of the problems people face in the Bayview are related to "tension over jobs." Yet he was surprised by the strong-arm tactics by proponents of a project that won’t generate jobs for at least another year.

"There’s this blind panic, this belief that if you hold up anything, you are going to stop the whole plan," Bloom told the Guardian. He hopes that now that the vote has passed, the city and Lennar will make good on verbal promises, made before and during the Jan. 28 meeting, to review Arc Ecology’s report.

"As Scott Madison pointed out, if we’d listened to these same we-have-to-vote-yes-now voices the last time around, when we were asked to endorse Phase A, we’d never have gotten the community-benefits program," Bloom said, adding that many of the current committee members are new and inexperienced. "So it’s hard for them to see through the rhetoric and pain."

"None of us want to derail the plan," continued Bloom, whose group also receives funding from the SFRA, which is overseeing the project. "What incentive do we have? Do we want to piss off the developers, contractors, and commissioners when our contract is up?"

"The city is under the impression that there is a broad base of support for this project, by virtue of Prop. G," Bloom said. "But they are unaware of the depth of dissatisfaction citywide with this project. People are saying, ‘this is insane.’<0x2009>"

Bloom believes ARC’s report raised the ire of city leaders because they feared it would fall into the wrong hands and be used in a political campaign. "But I believe the city has let the community down by not facilitating a dialogue," Bloom observed.

In addition to questions about location of the stadium, the design of the park, the bridge over Yosemite Slough, and plans to cap a radiologically impacted landfill on Parcel E2, Bloom says the hidden story in all of this is the "unstudied cumulative impacts of the all the city’s development projects on the eastern waterfront."

Together, these projects will create 30,000 new units and attract 50,000 new residents, with Lennar’s CP/HPS development creating 10,500 units, 75 percent of which are slated to sell at market-rate prices, with condos beginning at the $500,000 mark.

"Lennar can’t possibly think they can build this number of houses and sell them at these prices, at least not for the next four years," Bloom said. "The city should have had a public dialogue about the stadium options instead of pulling a plan directly off the shelf that a reliable stadium development firm did. They say they’ve studied all these other options, but where are the studies?"

Bloom notes that Prop. G was not a mandate to build a bridge over Yosemite Slough, and that the city is currently miscounting the parks and open space acreage.

"You wonder why people have no faith," Bloom said. "To whom did the city make the overwhelming case about the park, or about putting a bridge over the slough? It seems their attitude was, ‘Bayview is a crummy neighborhood, so let’s bulldoze and rebuild it,’ whereas we look at the park and say it’s a promise unfulfilled."

He believes that Arc’s recommendation to remove Parcel E2 is a no-brainer: "You are protecting public health and the environment, creating jobs that help people pay their mortgages, and you are making the property more marketable, so value increases."

With the city having publicly committed to reviewing Arc’s material, Bloom is hopeful that the city will put the results of that study into the EIR. "We are not promoting any particular outcome," Bloom said, observing that if Lennar builds 10,000 units, BVHP will no longer be a predominantly African American neighborhood. "We are trying to be the entity that raises the difficult questions that people in city have felt, but [have] been afraid to voice, because they fear those questions will be used to stop the project in its entirety."

Reached by phone, Michael Cohen of the Mayor’s Office of Economic and Workforce Development noted that Lennar’s draft urban-design plan was completed five months ago, has been vetted extensively, and now includes 32 specific modifications based on those hearings.

"These are issues that will be addressed further," Cohen said of Arc’s report. "Some are infeasible, based on extensive technical studies. But we believe that if there is a stadium, it’s in absolutely the right position and that ARC doesn’t have an alternative plan. They haven’t done the necessary studies and they haven’t presented alternative plans that actually work."

As for Arc’s contention that Parcel E2 could be dug up and hauled out, Cohen notes that the city is in a legally binding agreement with the United States Navy, which is obligated to clean up the shipyard to a standard consistent with the city’s intended use. "We don’t control what the remedy is…. [If state and federal environment regulators] say the Navy has got to dig and haul so we can safely use it as a waterfront park, then that’s what they’ll do."

Cohen insisted that the Alice Griffith public housing project will be rebuilt, whether the 49ers stay or not, and that Lennar’s project will invest $10 million to turn "a grossly underused state park into a site comparable to Crissy Field."

The United States Justice Department has a long history of trying to turn porn into a crime. I still have my personal copy of the Meese Commission report, which includes perhaps my favorite line in the history of governmental bureaucratise:

“We will now address the problem of mere nudity.” (A lot of that going around.)

So I have to say, I was pleased to see that the Obama administration is close to giving the Number Two job at Justice to a guy Goodvibes describes as “pro-porn, pro-choice.”

David Ogden would probably use other words to describe himself; he’s a widely respected lawyer who served in a number of jobs in the Clinton Administration. But, oh, he has the right-wing up in arms.

Imagine: He actually represented the American Library Association. And he represented the National Association of Social Workers in arguing that gay people still face discrimination in America.

Oh, and yes: He has represented Playboy. He once argued that it was okay for the Library of Congress to use federal money to print Playboy articles in Braille. (Interesting concept, there; I wonder what they did with the pictures.)

So he’s hardly a crazy radical, but he’s our kind of guy. And that would be a very nice change in Washington.

The Board of Supervisors heard more than four hours of public comment at its Jan. 27 meeting, as hundreds of labor representatives, public-health workers, homeless advocates, hospital staffers, and others crowded into the board chambers to sound off on the deep budget cuts that many charged would leave they city’s critical-services safety net in shreds.

The message was chilling.

On the ground, the budget cuts Mayor Gavin Newsom is proposing translate into staggering losses in services that segments of the city’s most disadvantaged populations rely on. Among those who will lose their jobs: some San Francisco General Hospital staffers who are trained to watch the cardiac monitors. "They are the first responders when someone goes into cardiac arrest," nurse Leslie Harrison told the board during public comment. "This is a life and death job — literally."

The Huckleberry House, which was established in 1967 and provides assistance to more than 7,000 homeless youth each year, may face closure.

Homeless shelters are already being forced to turn away two out of three clients seeking a bed due to lack of space, according to Coalition on Homelessness Executive Director Jennifer Friedenbach.

Demand for hot meals from the St. James Infirmary, a clinic for uninsured sex workers, has tripled since the onset of the recession, Executive Director Naomi Akres told the Guardian. As a result of the cuts, the clinic will lose its ability to continue either the food program or an outreach program that aims to get people off the streets.

Other areas that face funding reductions, according to a tally of midyear reductions issued by the mayor’s office, include some programs that administer STD testing and HIV prevention services, the Adult Day Health programs at Laguna Honda Hospital, aid for foster care, and the Single Room Occupancy Collaborative (which assists low-income tenants living in dilapidated hotel rooms across the city). San Francisco’s Human Services Agency will lay off 67 staffers.

Of the $118 million in midyear cuts rolled out by the mayor’s office last December, some $46 million will be shed from health, human welfare, and neighborhood-development services.

The midyear reductions, which will begin to take effect Feb. 20, are aimed at addressing a steep drop-off in revenue for the 2008–09 fiscal year. Now, health and human services providers and others across the board are anxiously looking ahead to the next round of blows, which will be dealt to address a projected $576 million deficit for the 2009–10 fiscal year, which begins in July. That figure could be reduced to $461 million after budget cuts, according to Deputy Controller Monique Zmuda.

Newsom has known about the gravity of the current budget problem since late October, when City Controller Ben Rosenfield issued a memo projecting fiscal disaster. "Since the adoption of the budget in July, the City’s economic outlook has significantly worsened, particularly since the onset of the global financial market upheavals that began in September," the memo states. It goes on to predict a worst-case scenario of $125 million in tax-revenue shortfalls for the 2008–09 fiscal year.

Cuts in frontline services don’t have to be the only answer. Supervisor Chris Daly has introduced an alternative budget proposal, which includes reductions in funding for management positions, cuts in the city’s subsidy to the symphony, and a reduction in the size of the mayor’s press office in an effort to free up funds that could then be diverted back to critical services. "I don’t think any of the choices are good. There’s really only the lesser of the evil," Daly noted at the meeting.

The choices the city faces were described in clear terms. "I’m sorry to say it, but you have some tough decisions in front of you," Friedenbach told supervisors when it was her turn at the podium during public comment. "You have to choose between abused children, or the symphony. You have to choose whether you want to decimate the mental-health treatment system — or do you want to get rid of the newly hired managers since the hiring freeze? You have to decide whether you want to cut half of the substance-abuse treatment system — or do you want to create a new community justice center that will have nowhere to refer its defendants?" Rather than choose, however, supervisors voted 6–5 to send Daly’s alternative package back to the Budget and Finance Committee for further consideration. The swing vote was Board President David Chiu, who was elected president with the support of the progressive bloc.

Had Chiu voted for Daly’s alternative, it wouldn’t have mattered much — the mayor would almost certainly have vetoed it.

Eight supervisors — enough to override a veto — did demonstrate a willingness to move forward with a June special election. With Supervisors Sean Elsbernd, Michela Alioto-Pier, and Carmen Chu dissenting, the board voted to waive deadlines that would have prevented new tax measures from being placed on a June 2 ballot.

Several different tax ideas are under discussion. According to a list of preliminary estimates calculated by the Office of the Controller, slight increases over the current rates of taxes levied on business registration, payroll, sales, hotel-room stays, commercial utility users, parking, property transfers, and Access Line fees together could bring the city an estimated $121.6 million per year.

Other proposals include creating parcel taxes for both residential and industrial property, gross-receipts taxes on rental income for commercial and residential properties, a local vehicle license fee, and a residential utility users tax. If all of those proposed new taxes were voted into effect, the city would have the potential to raise an additional $112.9 million.

The problem: under state law, unless the mayor and supervisors unanimously declare an emergency, any tax increase would require a two-thirds vote to pass.

Supervisor John Avalos voiced strong support for the special election. "I think that the people of this city are still grappling with the meaning of the crisis that we’re in," Avalos told his colleagues.

Avalos amended out the possible new parcel tax, increased parking tax, and utility-users taxes, and instead proposed two new revenue measures that could be added to the ballot: a vehicle-impact fee, and "a possible new tax to discourage the consumption of energy that produces a large carbon footprint."

It won’t be easy to pass any of these proposals. Business interests are mobilizing against the very idea of a special election. In an e-mail newsletter distributed by the San Francisco Chamber of Commerce, a "call to action" urged supporters to contact Supervisors and voice opposition to the emergency election.

The language in the Chamber of Commerce message closely resembled that of Small Business California, which put out a message to the small-business community warning that higher taxes "would be the straw that breaks the already strained back of our local businesses, resulting in more layoffs and acceleration of our downward spiral."

Labor organizer Robert Haaland asked supervisors why they would be afraid of allowing voters to decide on the tax-revenue measures. A poll commissioned by his union, SEIU Local 1021, demonstrated that a significant portion of voters would rather raise revenues than allow vital services to disintegrate.

Even if new revenue is raised, Haaland told us, no one is under the illusion that there won’t be painful cuts. "Everyone’s going to feel some pain," he said. "It’s a question of how much pain."

Dick Meister is a distinguished labor reporter who has spent more than 50 years covering labor and issues of workers on their jobs. There are very few real labor reporters in the mainstream press these days, so I asked Meister to put his regular Guardian column in context. B3

Dick Meister explains his labor coverage:

There’s a vibrant labor movement in this country, a source of important information that is ­ or should be ­ of great interest to most people. Most people, after all, spend at least half their lives working and, in fact, define themselves by their jobs. Yet the labor movement that has so much to do with their working lives, be they union members or not, is largely ignored by the mainstream media.

I’ve spent most of my professional life covering the labor movement as a reporter and commentator, for the Chronicle, KQED-TV and other mainstream outlets as well as a wide variety of non-mainstream outlets, including the Bay Guardian. I’ve recently begun a series of columns for the Guardian that deal with labor issues that have received but slight attention, if any, in the mainstream media.

Among other matters, they covered the extraordinary qualifications of Hilda Solis, President Obama’s nominee for secretary of labor, the extraordinary anti-labor acts of Bush’s secretary, Elaine Chao, and the legendary career of Franklin Roosevelt’s secretary, Frances Perkins.

The columns also concerned labor’s forceful anti-war demonstrations last May Day, labor’s major role in Obama’s election and its eight-year struggle with Bush, the most virulently anti-labor president in history. As another column noted, Bush was particularly harsh on the long-suffering air traffic controllers who Obama promised to help.

Other columns detailed the blatant job discrimination suffered by gay workers in Harvey Milk’s time ­ and now, the significant but ignored 40th anniversary of the faculty strike that was waged at San Francisco State at the same time as the widely celebrated student strike, and the 84-hour workweeks and 30-hour workdays that hospitals impose on young doctors-in-training.

My current column deals with a subject most mainstream outlets probably will also ignore, or at best treat very lightly. The column deals with one of the most important events in U.S. labor history, the Seattle general strike that began 90 years ago this month.

It’s the 90th anniversary this month of the general strike that brought the city of Seattle to a virtual standstill — one of the very few general strikes in U.S. history and certainly one of the most dramatic and disruptive.

Seattle Mayor Ole Hanson described it this way: “Street car gongs ceased their clamor. Newsboys cast their unsold papers into the streets. From the doors of mill and factory, store and workshop, streamed 65,000 working men. School children with fear in their hearts hurried homeward. The life stream of a great city stopped.”

San Francisco Bay Guardian: Why are all the hipsters moving to Portland? They heard there were no jobs.  

Kelly Reichardt: That’s a good one. It’s actually not even a joke. Did you know 66,000 people moved to Portland last year? We (filmmakers) Todd Haynes, Gus (Van Sant), myself, we’re all ruining it for Portland by making films there.

SFBG: Both of your last films were shot in Portland. Why did you start making films there?

KR: Todd Haynes is a close friend and moved there about nine years ago. He kept calling me and saying, “These people are so great!” And I was like “Yeah, yeah, yeah, shut up.” So I started visiting him out there and started making some short films. Then Todd introduced me to Jon Raymond who ended up writing Old Joy (2006) and Wendy and Lucy and now we’re working on a new film together. Jon also wrote a novel that I really fell for, The Half Life. If you don’t want to take my word for it, it’s one of Thurston Moore’s favorites. In any case, Jon’s writing is so region specific (born and raised in Portland) and his writing ties people into their surroundings in a way that is really appealing to me. There’s also a lot of space in his writing, which makes it easy as a reader to bring your own self to the table. I’m making films again because I found a writer that really fits with my filmmaking style. And the films are so much the better for it.  

SFBG: While watching Wendy and Lucy I kept thinking this film is the perfect antithesis to Sean Penn’s Into the Wild (2007).  

KR: It’s funny, when I saw the trailer for Into the Wild I was like, “oh no, that’s our movie!” But his film is more like, Nature on Speed.

SFBG: Michelle Williams was so wonderful in Wendy and Lucy, especially her scenes with the older man who played the security guard.

KR: The security guard is an interesting guy in real life too! His name is Walter Dalton — Wally. I can’t even remember what the character’s name was suppose to be in the script but it just became Wally because he so embodied it. His other life before Wendy and Lucy was that he was a writer for TV like [for] the Smothers Brothers, Laverne and Shirley and Barney Miller. I love the Smothers Brothers. Plus he’s a total lefty, awesome guy. And he just came down from Seattle to read for us one day. He’s such a good guy, that when he would leave the set, we would all go, “Oh Wally.”

SFBG: Wendy and Lucy, like Old Joy, feels like the answer to what’s dragging down the recent indie cinema scene. Do you make a conscious effort to take that step when making your films?

KR: That’s so nice of you. Come to my class and tell my students that. My students are all like “You’re gonna show us this again?”

SFBG: I really do think your films are that next step. A neo-indie scene, which is less marketed to them and can deliver something that they didn’t know they wanted.

KR: Well, I teach visual storytelling up at Bard College. It’s a very groovy place. I get to work with a bunch of filmmakers that I really admire like Peter Hutton, Jacqueline Goss, Peggy Ahwesh, Les LeVeque. It’s this hardcore, mostly avant-garde group who are all so badass. And that’s the funny thing with me there; I’m like the sell-out narrative person of the group! (Laughs)

SFBG: What a great role to play!

KR: I’m what they can handle as far as narrative goes. So I teach visual storytelling, and the gist of my class is kinda old school in the way of telling a story through camera placement and movement. I do sort of feel that this is going by the wayside, how to tell a story visually, just by the nature of video cameras and the whole mumblecore movement which is the opposite to what I’m trying to teach. Though I can’t say that my students have embraced mumblecore as much as I feared they would.

SFBG: Are you attracted to working with other filmmakers, or working in a community like the mumblecore directors?

KR: (Laughs) I’m in a community. I swear I am! Ira Sachs (Forty Shades of Blue, 2005), Larry Fessenden (The Last Winter, 2006), and I all used to share an office back in the day so we all like showing each other our latest films. It’s true we don’t act in one another films or anything. I have Todd Haynes watch cuts of my films and give me notes as well as Phil Morrison who directed Junebug (2005). Actually Todd Haynes did make an appearance in one of my films once when he stopped by the Wendy and Lucy set, by walking into a really long take, wearing an Old Joy t-shirt! I was like, “Who’s that asshole? Oh Todd, thanks for stopping by.” I also keep up with So-Yong Kim (In Between Days, 2006). So yeah, I’m in a community.

SFBG: Why did you start teaching?

KR: They say, “Those who can’t do, teach” but they never talk about the actual teaching part. When teaching is good, it’s really, really good. Being at Bard College is a place I have wanted to be at for a long time. There’s eight students to a class and they don’t let you just major in film. When my students are coming into my class saying things like, “I just built a theremin in music class!” it really charges me. One of my classes is Intro to Moving Image and all these kids who are growing up with computers are suddenly getting to go into the Cascades with a Bolex in their hands for the first time and it’s awesome. Plus, I love to talk about film. As I said, I’m working on a new film, a Western with Jon (Raymond) and so I’ve been slipping Westerns into my teaching, which keeps me thinking about my own things in a new way. These kids who are studying avant-garde filmmaking more than narrative, will hear me say something I take perfectly for granted like “objective shot” and they’ll bring in a shot of a beetle and ask if it’s objective. And I’ll get to go, “I don’t know, let’s sit here and think about it!”

SFBG: How do you continue to make these little masterpieces?

KR: I haven’t put the burden of having to make my living on filmmaking. I mean it just didn’t work for me. I think these films, the way we’re making them really works because that burden isn’t there. You go off and no one’s paying attention to you and you have privacy and have six months to edit and then you can still go back and shoot and redo some things. There aren’t too many hands in the pie. It’s all just very small stuff. And since no one’s getting paid on these movies, we can take that burden off the filmmaking process and I’m able to be put in the realm that’s more feasible for me.

SFBG: Please just keep making more of these kinds of movies.

KR: Thanks, man.

PG&E/BofA take over the Small Business Commission

Mom and Pop lose their voice as the recession-racked small business community is feeling City Hall neglect and used by PG&E and big downtown business

Here’s a snapshot of how the Pacific Gas & Electric Company and its downtown allies operate to keep City Hall safe for the illegal private power monopoly. Rebecca Bowe’s story in the current Guardian shows how a PG&E spokesperson, Darlene Chiu, and a Bank of America ally, retired Bank of America executive Irene Yee Riley, have taken control of the Small Business Commission through key commission appointments by Mayor Gavin Newsom, a PG&E ally.

PG&E’s interest is clear: to grab as many City Hall appointments as possible to protect and enhance the position of this corrupt and corrupting private utility. (See Guardian stories and editorials since l969.) And, at the Small Business Commission, to help insure that the commission does nothing to injure PG&E’s position, such as raising questions about the many terrible problems small business has with PG&E’s high rates, unreliable service, onerous collection policies, and unaccountability. How, many small business people ask, does a small business complain about any of these problems with PG&E?

Timely example of PG&E unaccountability: Chiu, since Newsom appointed her last March, has missed four commission meetings, more than any other commissioner. Bowe called Chiu at PG&E to ask why she had missed so many meetings, but Chiu did not return her calls by press time. I will try myself tomorrow. However, I am not optimistic. PG&E has long maintained a corporate policy of not returning Guardian phone calls or providing information even when its representatives are sitting on public commissions purportedly doing public work representing small business.

Meanwhile, funding for the Small Business Assistance Center was almost eliminated last month by the Board of Supervisors.

"We do rockcations," says Hank IV vocalist Bob McDonald, "which is trademarked, I believe, by Anthony." McDonald knows of what he speaks. The San Francisco underground dynasty of a band that he cultivates — alongside guitarist-vocalist Anthony Bedard, guitarist Andy Oglesby, bassist Chris Portfolio, and drummer Scott Jones — has been to Bologna, Italy, and back on the grand notion that, yes, you too can hold down steady, life-giving, lease-holding employment and still rock hard, hither and yon. Today’s revolutionary road, it seems, means playing outta town in, say, five-day spurts with a side of out-of-pocket relaxation, "because no one wants to go on an extended tour," McDonald continues over the phone from his day job. "Because we’re too old, or we have jobs we can’t leave."

The bonus is the word-of-mouth equivalent of an anniversary Rolex. During HIV’s sound check in Bologna, where the band was visiting friend and Fuck founder Kyle Statham, McDonald says, "this guy came up after we were done and said, ‘Everyone is so soft or so techno here. Finally, someone with some balls-ah!’"

Who knew this bastard offshoot of McDonald and Bedard’s Mr. and Mr. and Mr. and Mr. and Mr. Evil combo would take off like it has — HIV released its second long-player, Refuge in Genre, recorded in all its "high-fidelity bombastic rock" splendor by Tim Green (the Fucking Champs) and mastered by Bob Weston (Shellac), on the shitgaze-cool imprint Siltbreeze — and find its balls-ah in the process? This, after HIV’s furtive beginnings: its first show happened at the Dunes in Portland, Ore., a teensy bar owned by Valet’s Honey Owen. "We wanted to play somewhere where our friends weren’t going to see us," Bedard confesses by phone. Since then all the "good energy and crazy momentum" this proudly balls-ah-to-the-wall outfit has generated — inspiring comparisons to Country Teasers and the Saints, and garnering invites to perform live on WFMU — has surprised its music insider-y members. (McDonald is a veteran of Denver hardcore unit Bum Kon and a product manager at music distributor Revolver; Bedard, the Hemlock Tavern booker and ex-member of groups like the Resineators and Icky Boyfriends.)

HIV came about following the departure of Mr. Evil’s old drummer, amid a spate of drinking and brainstorming "dumb ideas," says McDonald. "We thought, ‘Hank IV — we’ll cut the lineage,’ and we wrote notes on a bar napkin. It was easy because we just told the guys [Portfolio and Oglesby] we were playing with that they were in this band. That’s the best way to do it, because if you ask them they might say no."

A few Hank fans, however, haven’t been able to take the tease. The group’s name is "definitely an idea that makes some people angry!" Bedard exclaims. "Like that Hank Williams III fan who called up Amoeba when we were doing an in-store: ‘They should change their name!’ It’s an absurd idea — thinking that our music has as much to do with Hank Williams as Hank III’s music has to do with Hank Williams, family lineage aside."

Rather, HIV takes its cues from the mind-blowing qualities of early Butthole Surfers, Volcano Suns, and other bands instrumental in forming the musical sensibilities of Bedard, McDonald, and Jones, who are in their late 30s and early 40s.

"We’re trying to make noisy, fun, abrasive, fucked-up rock ‘n’ roll," explains Bedard, clearly pumped to return to Portland for its Slabtown Bender festival on Feb. 7. "There’s so much medium rock out there. People settle for stuff that kind of rocks or maybe rocks. So they get taken aback a bit by the force of Bob’s vocals and how in-your-face and assaultive Hank IV’s music can be." Too bad for them, though not for HIV, because as Bedard puts it, "these are older guys who come from a generation of bands that want to see things get a lot more over-the-top."

In a heated e-mail fired off to an assortment of City Hall staffers Jan. 13, Small Business Commissioner Michael O’Connor criticized the Mayor’s Office for diluting the commission — which was set up to go to bat for the little guy — with big business appointees.

Meanwhile, funding for the Small Business Assistance Center was almost eliminated last month by the Board of Supervisors. And a report that was supposed to streamline the unwieldy permitting process for small businesses, which the administration was required to complete under the 2007 measure Proposition I, never materialized.

At a time when small businesses are struggling in the face of a dour economic landscape, strong advocacy on their behalf is needed now more than ever. But even as former Small Business Commissioner David Chiu ascends to the presidency of the Board of Supervisors, small business leaders are decrying their lack of support in City Hall.

The Small Business Commission is a seven-member body composed of three members appointed by the Board of Supervisors and four appointed by Mayor Gavin Newsom. Set up to serve as an advocate for the small business community, the commission was also chartered to oversee the Office of Small Business, a branch of the city’s Office of Economic and Workforce Development.

Last May, the office opened its Small Business Assistance Center, created to lend startups a helping hand with navigating the bureaucratic maze of permits, fees, licenses, and other hoops to be jumped through to legitimately set up shop in the city.

Regina Dick-Endrezzi, acting director of the Office of Small Business and one of four people staffing the center, says there’s a real need for the service. She said that about 99 percent of all San Francisco businesses fall into the category of "small," which she defines as having fewer than 100 employees, making it one of the most important sectors of the city’s economy.

Since the center opened, more than 1,300 small business clients have received assistance there, according to Dick-Endrezzi. Many lack the resources and capital that larger enterprises might have at their disposal, so SBAC case managers act as counselors for people who are trying to get a new business off the ground.

Entrepreneurs have sought help with things like obtaining a permit to open a vegan taco truck, acquiring a license to start a cleaning business, or filing for tax credits for an organic baby food business, to name a few examples. "This is something we really need," Dick-Endrezzi told the Guardian, "and this is something politics shouldn’t get in the way of."

Nonetheless, the center and the commission haven’t been spared from controversy. In December, the Board of Supervisors considered slashing SBAC funding. The $800,000 annual budget was ultimately granted, but it weathered midyear budget cuts of around 10 percent.

Now a new issue of contention has emerged: O’Connor has sounded the alarm that the SBC is becoming weakened by mayoral appointees who represent the large corporate interests that are often quite different from those of small businesses.

The conflict went public at the Jan. 12 SBC meeting when it came time to elect a new vice president. Richard Ventura, who heads a consulting firm and serves as executive director of the downtown-based Hispanic Chamber of Commerce, had just won commissioners’ approval to serve as president. Before a second round of votes were cast, O’Connor — who served as president for two years but declined to try for the post again — voiced his fervent opinion that "an actual small business owner" should be chosen for the other leadership slot.

"I think we need the balance of a small business owner in either the presidency or the vice-presidency position," said O’Connor, who owns the Independent music venue in the Western Addition. "If we have a president and a vice president that both come from downtown, and if three out of the four mayoral appointees on this commission are from downtown, I will be incredibly embarrassed to be on this commission. And I’m sorry, this is nothing personal — I like everybody on this commission — but small business is in a fight for its life, in this building and in City Hall."

Despite his plea, Commissioner Irene Yee Riley — a retired Bank of America executive — was elected. Although not a small business owner, Yee Riley told commissioners that she was qualified to serve as vice president thanks to her "many years of experience working with small business owners as a banker."

"I’m retired, and I have time, so I want to use this opportunity to give back to the community," she added.

Yee Riley won after receiving one vote more than Commissioner Janet Clyde, a bartender and general managing partner of Vesuvio Cafe in North Beach. "I live in the Mission District in a solid working-class neighborhood that is rapidly changing," Clyde told the other commission members during her pitch. "I know the challenges of small businesses operating far from the power and economic center of San Francisco, and I intend to work to recommend their interests … even in this difficult budgetary time."

The following morning, a dismayed O’Connor vented his frustration in an e-mail to mayoral staffers, typing "Small Business Commission … or … Big Business Commission" into the subject line. Installing commissioners with ties to large corporations rather than direct small business experience constitutes "a neutralization of the only real voice small businesses have in San Francisco," he charged.

The most recent mayoral appointee to the SBC was Darlene Chiu (no relation to David Chiu), a spokesperson for PG&E who formerly served as deputy director of communications for the Mayor’s Office. When the Guardian queried the Mayor’s Office last March on what qualifications a PG&E spokesperson brought to the Small Business Commission, Press Secretary Nathan Ballard responded with this statement: "Darlene has first hand knowledge of the challenges facing small businesses in San Francisco. She grew up working in her family’s … retail businesses in Chinatown, managing nine to l5 employees. She will also bring her knowledge of city government and communications to the commission, which will be important to the successful operations and promotion of the assistance center." (See "Newsom to small business: drop dead!" March 18, 2008 Bruce Blog.)

But since her appointment last March, public records show that Chiu has missed four of the monthly meetings. Excessive absenteeism at city commission meetings briefly emerged as an issue in September 2006, prompting Newsom to introduce a new standard with a working goal of 100 percent attendance for commissioners.

Meanwhile, not everyone agrees with O’Connor’s assertion that "San Francisco’s Office of Economic Development seems to believe small business is just an annoying little rock in its shoe."

"The Office of Economic Development is incredibly committed to keeping this commission strong," counters Jennifer Matz, managing deputy director of the Office of Economic and Workforce Development, who played a role in starting the Small Business Assistance Center. "Michael is very disappointed about what happened, but I don’t think it reflects a lack of commitment to small business on the part of the city or the Mayor’s Office."

Matz said the challenge to the SBAC came from the Board of Supervisors — not the Mayor’s Office — when they considered revoking the center’s funding. She also contends that the Small Business Commission’s voting record doesn’t demonstrate a downtown vs. small business split.

From January 2008 to this January, commissioners voted unanimously 34 out of 38 times, the record shows. But it’s on the divisive issues where small and big businesses differ that can have the most impact.

Sup. Chiu served on the Small Business Commission before being elected to the Board of Supervisors. He said commission members usually saw eye-to-eye on most items that came before the commission regardless of whether they were board or mayoral appointees. But for him, the frustration was that "it didn’t feel that either the mayor or the Board of Supervisors were focused on small business."

In his new capacity as board president, he said measures that aid small businesses will be moving up on the list of priorities. For example, he has asked for a hearing on why the report on streamlining small business regulations, which Prop. I required the Office of Small Business to complete by 2007, was never done.

Although doubts about the commitment to small business seemed to be cast on all sides, everyone we spoke with seemed to agree on one point: in these stormy economic times, San Francisco’s small businesses need all the help they can get.

Two reports released in December by the U.S. Bureau of Labor Statistics and Automatic Data Processing (ADP) provide some insight into the challenges facing small businesses nationally. BLS reported that 524,000 jobs were lost during December, bringing the 2008 total to 2.6 million lost jobs — the highest since 1993.

The ADP report showed that 281,000 jobs had been shed from companies with fewer than 50 employees. This signifies a drastic increase in job losses from this sector: between October and November, small businesses cut just 79,000 employees, according to ADP, and between September and October, they let go of 25,000 employees.

"That was the first time since 2002 that small businesses had net job losses," says Scott Hauge, president of Small Business California. What’s frightening, he says, is that the small business sector traditionally acts as an economic stabilizer.

During the battles it the mid-1980s over accelerating downtown office building construction, the Guardian commissioned a study from noted MIT economist David Birch that found that small business accounted for most net job creation in San Francisco, and that catering to corporate demands downtown actually cost the city jobs.

Yet now, with the small business community sometimes serving as a political football tossed between downtown and City Hall, the city’s economic base is in trouble and hoping for help from political leaders who are now contemputf8g deep budget cuts.

So what are Newsom’s budget plans?

EDITORIAL In Washington, Rep. Nancy Pelosi — who has never been known as a radical leftist — is proposing that Congress repeal the Bush tax cuts, now, two years before they expire. That would bring $226 billion into the federal till, enough to fund a good part of the stimulus package.

In Sacramento, Democrats are moving toward a special election this spring to allow the voters to approve a tax increase — a move that would prevent disastrous service cuts in this horrible economic climate. Even the Republicans in the state Legislature — about as intransigent a group of people as you’re going to find in public service in America — are actually discussing the possibility that they might accept a tax increase as part of a budget deal.

Political writer David Sirota, blogging on Open Left, argues that a tectonic shift is taking place, that budget fights are "tilting the terms of debate away from Reaganism and toward progressive policy goals."

But not in San Francisco, where Mayor Gavin Newsom refuses to support any sort of new revenue measures this spring. In fact, while the supervisors, labor, and others are working to try to figure out a solution to the budget crisis, Newsom has been out of town, campaigning for governor or galavanting off to Paris and Davos.

We can’t quite figure out what the mayor plans to do about a budget deficit that could reach $500 million. So far we know he thinks the city can get some money by privatizing cab medallions (a dumb idea). We also hear he’s talking about vastly increasing the number of condo conversion permits (an even worse idea that will lead to massive evictions and the end of rent control). Beyond that, he hasn’t offered anything.

We recognize the problems with a spring special election. Passing a tax measure would require a two-thirds majority, a tough threshold under the best of circumstances. The state may call its own special election in May, preempting the city’s chances. The deadlines are tight, and city officials would need to move very quickly to come up with a workable plan in time.

But there are also serious problems with abandoning the idea, or even waiting until November. We’re talking cataclysmic budget cuts here — maybe as many as 1,500 layoffs, massive cutbacks in public health, parks and recreation centers closed, fire stations shut down, police cut back, Muni backsliding into dysfunction, programs for the homeless and needy vanishing as more and more desperate people fill the streets … it won’t be pretty.

We’ve consistently argued that a June special election to raise new tax money is a reasonable option, and the supervisors need to keep it on the table. That means voting on several technical issues Jan. 27 and then moving at full speed to draft the ballot proposals. If circumstances change, the city can always back off and cancel the election.

But the mayor needs to come back to town and start getting engaged with this problem. Before he simply dismisses the June election, he needs to tell us his plan. What alternatives is he offering? What is he proposing to cut? What jobs, what services, will be eliminated?

The same goes for downtown, small business leaders, and the supervisors who oppose tax increases. Tell us — now, in public — what you propose to do about this once-in-a-lifetime crisis. The progressives are at least putting forward plans, imperfect as they may be. Anyone who refuses to support those plans should be required to offer something else.

Labor to Bush: Good Riddance!

With the departure of George Bush from the White House, working people and their unions have finally ended one of their toughest fights ever ­ an eight-year struggle with the most virulently anti-labor president in American history.

Of all those bidding Bush good riddance, none have more reason than organized labor and the workers it champions. The record of Bush’s antipathy to them is truly staggering.

Consider, for starters, Bush’s appointment of a notoriously anti-union secretary of labor , Elaine Chao, and an anti-union majority to control the National Labor Relations Board.

The Bush appointees have played a major role in stripping union and civil service rights from more than a million federal employees, cutting back raises that had been due them and most others on the government payroll, and shifting thousands of unionized federal jobs to private non-union contractors.

They’ve increased the staff and budgets for investigating and auditing unions, while decreasing those for enforcing employer violations of labor standards, including those covering child labor and pay discrimination and violence against women.

REVIEW In the late 1990s, Mary Alice Fry, artistic director of the now defunct Venue 9, found a hole. She has been filling them ever since.

The January performance calendars at her theater and many other local small venues, she noticed, were empty. At the same time her curatorial experience had shown that women artists still had a harder time getting noticed than their male counterparts. "So many of them," Fry said, "struggle with multiple responsibilities of mortgages, children, two or three jobs, keeping relationships going." So she started the Women on the Way Festival, now in its ninth year, to create "a stepping stone" for local women performers.

After Fry lost her lease on Venue 9, she moved the Festival to the Shotwell Studios and to Joe Landini’s Garage. For reasons of practicality and availability, WOW’s lineup changes every night. The performers seem to enjoy what, to an outsider, looks like a complicated format. "They like sharing the stage and seeing each other’s work," Fry explained. "For them it’s about standards and not competition. These women are pumped up and work and scramble and always want to do more."

While this year’s 17 performers working in theater, the circus, comedy, and dance are mostly up-and-coming, WOW also invited at least two highly experienced artists. Molissa Fenley and Nina Wise have each been working for more than three decades apiece. Each will present a world premiere.

On opening night, Jan. 15, the Garage hosted two soloists and a quartet. While none of the three pieces broke revolutionary ground, each had that spark of effervescence that makes one want to see where these artists are going. They deserve a bigger audience than they got.

Ara Glenn-Johanson’s based her earthstepper on a 10th-century English poem, "The Wanderer." As a choreographer for herself, she proved to be rather heavy-handed as soon as she moved beyond a rather basic gestural vocabulary. But she is a strong, expressive vocalist — both live and in duets with herself on tape — and her solo became an intermittently moving meditation on loneliness and perseverance.

Gretchen Garnett’s Edited for Time needs more editing for time, but impressed the audience with the ambition, if not quite the realization, of a rigorously conceived study in formal structure. With an extended duet for Garnett and the beautifully expressive Leah Samson, the piece started with simple swaying motions and quickly evolved into patterns of elastic tension that would snap, only to be picked up again. Edited looked full of contradictions, pre-ordained accidents, and surprising repetitions. The other committed dancers were Becca Rufer and Chad Dawson.

Despite having what must be one of dance’s more convoluted titles, Pfannenstiel Incision Marks the Spot, Lenora Lee’s solo was a stark, tightly choreographed portrait of one woman’s fear and anguish about her own body — Pfannenstiel was the surgeon who invented the so-called bikini cut. With her feet planted as if nailed to the ground and her hands veering between tendrils and claws, Lee pulled, yanked, spread, and hung her guts inside out. Performed in silence, Pfannenstiel was small in scale, but it resonated in a big way.

Housing is economic stimulus

EDITORIAL Change is certainly in the air these days. A president who understands that the phrase "economic recovery" is more then just a buzzword for tax cuts and bailouts for corporations and wealthy people represents perhaps the biggest, and some would argue the most important change — and it offers an opportunity for struggling communities.

President-elect Barack Obama has promised to create the largest public works construction project since the creation of the federal highway system in the 1950s. He has talked about funding work on everything from schools to sewer systems, from green jobs to ensuring that every American has access to a college education. All this is incredibly good news for the country as a whole.

My concern is that homelessness has received very little mention, although more than 3 million people experience homelessness every year. Family homelessness, in particular, is on the rise, with 16 cities (out of 25 surveyed in a recent report) reporting an increase in the number of families forced out of their homes. And yet there seems no clear plan for using economic recovery programs to restore the draconian cuts in federal affordable housing funding. Since 1983, those programs have been reduced by $54 billion a year. And there’s no plan to show how addressing homelessness can and should be part of the economic revitalization of local communities.

Many of us watched in despair as our issues were ignored during the campaign debates and in the party platforms. Homelessness is the No. 1 issue locally, yet it was all but ignored nationally.

But the country has now elected a president who understands what it means to respect the work of true community organizations and allow for local voices to be at the table when decisions are made that have an impact on our lives.

Local Community Development Corporations (CDCs) and Housing Development Corporations (HDCs) already exist in many communities. The credible ones will work in partnership with community members and organizations to combine a federal reinvestment in affordable housing with economic stimulus activities that benefit everyone — street-level space for creating new local businesses, job training connected to positions created in the development and management of the new business and housing units, the use of (and training in) smart green technology in all development.

Tax dollars invested in affordable housing stay in the local economy. Many of the jobs created remain long after the construction phase is completed.

Economic recovery plans are being made now, as federal departments are hiring staff and priorities are being set. Congress, despite the lessons learned from the banking bailout, is in a rush to release funds without much detail. We need direct petitioning from local communities. We need calls demanding that a share of economic recovery funding be given directly to local organizations to develop desperately needed housing and community spaces, using accountable local hiring requirements and safe green building practices.

It’s on all of us locally to come together and make the call.

If you ask San Franciscans about the most pressing issues facing the city, homelessness and affordable housing are always near the top of the list. While this city’s housing problems are particularly dramatic, homelessness is on the rise across urban America. And in nearly every big city, public housing projects are crumbling, suffering from years of federal neglect.

But you wouldn’t know that to look at the latest stimulus package coming out of Washington, DC.

The proposed American Recovery and Reinvestment Act, introduced Jan. 15, contains only $16 billion for affordable housing. That’s about half what advocates had sought — and a tiny fraction of what’s really needed.

The bill has the affordable housing community shaking its collective head. "Unfortunately, the news right now is not good. This first pass at the stimulus bill is not encouraging," Matt Schwarz, president of the California Housing Partnership, a San Francisco–based nonprofit working to expand affordable housing stock throughout California, told us.

Will President Obama, who barely mentioned homelessness during the campaign, look at affordable housing as a priority? Most housing activists say they’re cautiously optimistic. But some are starting to sound the alarm.

"I think, when it comes to political clout in DC, poor people and their allies are still in trouble," said Paul Boden, director of the San Francisco–based Western Regional Advocacy Project, a group that focuses primarily on homelessness issues. "It was disheartening to go to the Obama [transition team] Web site and find … a very miniscule mention of homelessness — and it’s under ‘veterans.’<0x2009>"

City officials are looking at the bright side. "Most people would agree that there’s been very little new money available at the federal level for affordable housing [in the past eight years]," Doug Shoemaker, director of the Mayor’s Office on Housing, told us. Shoemaker expects that to change under the Obama administration, especially with the pick of New York City Department of Housing Preservation and Development Commissioner Shaun Donovan as US Housing and Urban Development (HUD) secretary, whom he characterized as "an incredible leader who really understands homelessness and affordable housing."

Olson Lee, deputy director of the San Francisco Redevelopment Agency, sounded a similar note. "We’re looking forward to an administration that cares about affordable housing," he said. Projects like the Hunters View reconstruction project, which would restore a dilapidated public-housing complex in the Bayview–Hunters Point neighborhood, tops the list of projects that would shift into gear again if new federal dollars are made available, Lee noted.

But while city agencies seem to have high hopes for federal dollars that could be headed to San Francisco under the new administration, many grassroots-level affordable housing advocates are more cautious.

Longtime affordable housing activist Calvin Welch pointed out that there is still a great deal of uncertainty surrounding the allocation of federal funding under the economic recovery package. "The first test is, does the Obama administration view affordable housing — especially affordable rental housing in cities — as a priority?"

From Welch’s perspective, the answer appears to be yes. But he added that no affordable housing practitioners were named to Obama’s transition team. And in San Francisco, a pending blow to health and human services due to local and state budget cuts will bring about more distress linked to housing issues.

"When those health and human services are reduced, the effect is an increase in the homeless population, or at least the temporarily unhoused population — a population with very challenging housing needs, which is at extreme risk," Welch told us. "I haven’t seen any response to that consequence. I have not read that any portion of the Obama stimulus package is focused on health and human services." Until the details are hammered out, he said, "We’re holding our breath."

A recent report issued by the Center on Budget and Policy Priorities — a DC-based research and analysis organization focusing on issues affecting low-income families — underscores Welch’s concerns. The recession has prompted a rise in homelessness nationwide, the report notes, and an unusually large number of people are still likely to fall into severe poverty, putting them at risk of being turned out onto the streets.

"It is important that the package include funding for effective homelessness prevention strategies," CBPP notes.

Specifically, the report recommends that funding be made available for 200,000 additional Section 8 housing vouchers, which allow very low-income residents to rent privately-owned units of their choice. That number would only begin to address the need. In San Francisco, the waiting list for Section 8 has been closed since 2001, and some 13,000 people have languished on the list, according to Sara Shortt, director of the Housing Rights Committee of San Francisco. Despite the urging of organizations like CBPP, the first draft of the bill included no new additional funding for Section 8 vouchers.

The Obama administration has made it clear that new funding will become available for "shovel-ready" projects — those that are ready to move forward in a matter of months. According to the results of a survey conducted by the California Housing Partnership, San Francisco has 24 such affordable housing development projects waiting in the wings, which could provide an estimated 3,915 affordable homes and could potentially generate 4,500 construction-related jobs.

But Schwarz, president of CHP, says he’s less optimistic that those projects will move forward after seeing the proposed legislation. Schwarz says the $16 billion included for affordable housing measures in the proposed legislation was disheartening. With that figure, "We’re not expecting a significant portion of those stuck developments to get unstuck," he said. "There seems to have been some major backtracking, and we’re not quite sure where this is coming from."

While the bill falls short of what many of San Francisco’s affordable housing advocates had hoped for, it does include funding for public housing repair. "This economic recovery bill includes $5 billion to allow public housing authorities to complete repair and construction projects, including critical safety repairs," Drew Hammill, press secretary to Speaker Nancy Pelosi, wrote in an e-mail to the Guardian. "This is more than double the amount that was included for this account in the fiscal year 2008 appropriations bill and double the amount that is pending in fiscal year 2009."

But Hammill acknowledged that the need for such repairs is great in San Francisco: "The existing backlog in San Francisco is over $250 million" he wrote, "with approximately $26 million of additional physical deterioration occurring each year."

Shortt, who heads the Housing Rights Committee, looks back on the past six years as "a disaster" for public housing. "It is very likely that we’ll see an infusion in public housing and affordable housing in this recovery package," she said. But she regards the expected $5 billion for public housing capital funds as "a drop in the bucket. It’s estimated that the overall need is $33 billion nationally." .

Shortt did have praise for Donovan, Obama’s HUD secretary pick. Even so, she says, "Whether Obama himself feels strongly about housing or not, politically it’s going to take a while before it’s high on the priority of the Beltway. It’s been relegated to the bottom of the heap for so long."

Transportation bonanza

GREEN CITY The first year of President Barack Obama’s term could see the biggest federal investment in transportation projects since the creation of the interstate highway system, so there’s now a mad scramble to determine where — both geographically and in terms of transportation modes — that money will go.

Transportation activists were already geared up for this October’s omnibus transportation bill reauthorization, the first serious chance in four years to alter federal policies and spending priorities. But now that Congress is considering economic stimulus bills as large as $825 billion — including $71 billion to $85 billion in transportation projects — it’s looking like a potentially even more bountiful year.

Many Bay Area groups and agencies have forwarded their wish lists to state and federal policymakers and transportation officials, from the San Francisco Municipal Transportation Agency’s $500 million in capital projects to the $1.6 billion "Bay Area Conference of Mayors Transit Infrastructure Wish List," which claims it would create 14,197 jobs.

San Francisco has the biggest chunk of that latter proposal at $713.9 million, including such big ticket items as $200 million for the so-called train box in the new Transbay Terminal project (see "Breaking ground," 12/10/08), $275 million for projects associated with Muni’s Transit Effectiveness Project, and $100 million for the Doyle Drive rebuild.

Randy Rentschler, public affairs directors for the Metropolitan Transportation Commission, told us that for too long, the federal government has simply deferred transportation decisions to the states.

"Just having a block grant program to states does not assert a federal interest in transportation," he said.

Yet Rentschler acknowledges the difficulty of creating federal transportation mandates. Unlike programs such as carbon capture, which affect large factories, or fuel standards, which affect automakers, making big changes to transportation policy potentially impacts every citizen.

"When you talk about transportation, what you’re really asking for is the participation of 300 million Americans," he said.

Tom Radulovich, director of Livable City and an elected BART board member, is worried about the political dynamics of the stimulus package.

"Stimulus is sort of garbage in, garbage out," Radulovich said, noting that the federal imperative for "shovel-ready projects" that can break ground in a matter of days or weeks means that road projects that have been lined up waiting for money will get priority over more complicated, visionary efforts to create a green infrastructure and better alternatives to the automobile.

Radulovich and other activists have been focused on the quadrennial transportation bill, and on persuading Congress to shift priorities that reflect the current 80 percent of federal transportation dollars that go to automobile projects.

"The danger is Congress will shoot its wad now on all these highway projects and then say they’re out of money," Radulovich said.

Rod Diridon, executive director of the Mineta Transportation Institute and a board member on both the American Public Transit Association and California High-Speed Rail Authority, agrees that a shift in federal priorities is overdue.

"You see a lot more money in the highway and bridge projects than you see for transit," he told the Guardian.

Yet Diridon expressed more hope than Radulovich that Democrats in Washington, DC, particularly Obama and Speaker of the House Nancy Pelosi, are taking the right steps to promote the transformation we need. He said the stimulus bill is a good example.

"Speaker Pelosi has been a real crusader for doing this the right way," Diridon said, noting that she is refusing to allow members to attach earmarks for favored projects; instead she is basing the list of recipients on Department of Transportation criteria.

Quentin Kopp, chair of the California High-Speed Rail Authority, is trying to get more money for the $33 billion first phase of the high-speed rail project that voters approved a $10 billion down payment for in November.

"You don’t want to expect anything. You want to be pleasantly surprised," Kopp said. "I’m not counting on the money, but we will seek several billion dollars on the theory that we can get contracts with people who are threatened or have encountered employment setbacks."

Barack Obama is going to have to be a different kind of president, and I don’t mean just policy or the fact that he’s by far the coolest guy to hold that office in my lifetime. I mean he’s going to have to change the tone of how Americans look at our country. He’s going to have to do something that George Bush (and Bill Clinton before him) never did. He’s going to have to get rid of the selfish baby boomer ethos. He’s going to have to talk about sacrifice.

The economy can’t be fixed with deficit spending alone, and the equally massive environmental issues can’t be fixed with just hybrid cars and wind turbines. All those things are important. Without massive federal spending, probably well beyond what Obama is talking about today, the nation will continue to lose millions of jobs, the recession will become a deep depression, and life around here will really suck. And without new technologies, climate change will continue to get worse and energy will become far more expensive and far less reliable.

But in the end, it’s going to take more.

I was listening to the Democratic response to the governor’s State of the State speech Jan. 15 and the KQED radio host asked Darrell Steinberg, the state Senate president pro tem, the basic question of our time: why do Californians want all these wonderful services — education, parks, roads, trains, etc. — but don’t want to pay for them? Steinberg ducked beautifully, but the question still hangs out there. And it’s not just California.

Let us not forget: the United States is still a very wealthy country, and the Bush years made some of its residents exceptionally rich. I just added up the net worth of the top 20 people on the latest Forbes 400 list, and it came to $433 billion. That’s 20 people. The net profits of the top 10 companies on the Fortune 500 list for 2008 totaled more than $100 billion. That’s 10 companies.

Bush never asked any of those people or corporations to help pay for his war. Instead he told them everything would be easy, and gave them juicy tax cuts.

Obama has to set a different tone. He needs to say, loudly and clearly, that those who have the most (far more than they need) in very tough times should be willing to share.

A one-time, 10 percent wealth tax on the ultra-rich would probably raise half a trillion dollars. A short-term excess profits tax (similar to what the nation enacted during World War II) would provide another huge chunk. And it would send a signal to the rest of the country: this isn’t going to be easy. We all have to help out, starting with those at the top.

It also means that, on every level, we all have to get more engaged, more involved in the community. We have to become a nation of givers, not just takers. Public service has to be more important than private profit.

That’s a tough order for a generation raised on selfishness and greed. But it’s the only way out — and the guy we put in office on a banner of change has to lead the way.

"Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America," President Barack Obama told US citizens on his Inauguration Day. "For everywhere we look, there is work to be done."

He’s not just cheering himself on — he’s asking his constituents to embrace what’s to come and to consider what more we can be as the individual moving parts of this incredibly complex country.

Even as far back as the Democratic National Convention, Obama turned his campaign slogan into a call to action. "All across America something is stirring. What the naysayers don’t understand is this isn’t about me — it’s about you."

That rang in the ears of people profiled below, who changed their lives in response to his call. That inspired other changes, suggesting that the effort to elect Obama is having a spillover effect on organizing at other levels — which may become a part of how US citizens respond to his actions in office.

Expectations are high for the changes he will order and already there’s indications of what’s to come, such as the closure of the Guantánamo Bay detention facility, the end of the military’s "don’t ask, don’t tell" policy on homosexuality, and a commitment to action on climate change.

Many are eager to see more fundamental change in areas such as war, jobs, housing, energy, and transportation — areas we explore in this issue — as well as greater engagement between the White House and the grassroots groups that helped elect Obama.

In the profiles and stories that follow, the Guardian asks questions about what and who will change and how to move past a pithy slogan to trigger the transformation this country desperately needs.

MARIA GOMES

Maria Gomes was committed to Obama from the beginning. "I signed up right after he announced," said this Menlo Park resident, who joined Silicon Valley for Obama and volunteered on the campaign.

Her first big assignment was in Iowa, where she spent 10 days campaigning before the caucus along with her husband and two teenage children. For Gomes, Obama’s Iowa win was a particularly powerful and pivotal moment. "I just realized the power of the volunteers and how awesome it was," she said. "It was clear to me after Iowa that he was going to win, so I just dove in."

Gomes, a 60-year-old lawyer, took an eight-month unpaid leave from her work as an immigration and dependency attorney for San Mateo County to devote herself fulltime to Obama’s campaign. It was the first time she devoted her life to get a politician elected.

"In fact, I [had] steered away from politics because I don’t really like politics," she said. "This was different. I really strongly felt the people carried this campaign. I canvassed with CEOs, doctors, young people … nobody took a back seat in this campaign. We did not take it lightly."

She and her husband served as precinct captains in California. After the primary, she coordinated volunteers and voter registration efforts for the general election. Gomes traveled to seven states in the months leading up to Nov. 4, spending Election Day working on voter protection in Las Vegas.

"I felt that the only way he was going to get elected was if people got in there. It wasn’t just going to happen," said Gomes, an immigrant from Cabo Verde, off the western coast of Africa.

And it’s not over for Gomes. Her whole family went to Washington DC for the inauguration, where she answered Michelle Obama’s call to volunteer on Martin Luther King Jr. Day. Gomes has also signed up to work on Kamala Harris’ run for attorney general and she’s still active with her fellow workers at Silicon Valley for Obama.

"About a week after the election I went to a meeting for our field office. Five hundred people were there. We brainstormed how to stay involved in his campaign," she said. They ranked issues they’d like to see addressed by Obama and organized themselves into teams to work on messaging them to the new administration. "We received a survey from the national team…. The [Silicon Valley] team took the national survey and made it local, community by community. That’s the kind of movement that’s happening now. I’m sure it’s going on everywhere because the campaign wanted every state and every county involved." Her husband is now on the tech team and she’s doing fundraising work for the inauguration.

"It’s not over. Nothing has stopped," she said, adding that she believed this kind of organizing would be very present in the administration. "It’s going to be governed by the people. I plan to be involved for the next four years at whatever level I can. I still write e-mails to whoever I think can change something. I hope it will be transparent enough that we can still communicate to people higher up in the administration — all the way to Barack and Michelle Obama."

AARON KNAPP

Aaron Knapp graduated from law school in 2002 and spent the subsequent six years working for big corporate law firms. By 2008, he began to feel that all of the major decisions in his life had been made based on money and materialism, an certain emptiness that changed suddenly at summer’s end.

"Obama’s speech at the Democratic National Convention was a real turning point for me," he recalled. "The change that I needed in my life was to join in this campaign that transcended the individuals."

He said he did what he always wanted to do: "I quit a job I don’t enjoy." Knapp went to work instead on the Obama campaign, spending about four months in Nevada. Putting Obama in office became too important to not give it his all: "I just wanted to make sure on November 4, I could say to myself I did everything I could."

On election night, with the feeling of victory rushing through him, there was also a kind of malaise, a feeling of "now what?"

"Our roles in the campaign were predetermined — there are a finite amount of things you do in a campaign. Make phone calls, gather data, knock on doors…. After the election, after we won…. What do we do now? Those predetermined roles are no longer set up for us," he said.

Knapp said it required some soul searching to find the next important thing to do: "The task is to get real specific."

He’s now writing a book and working to get the Employee Free Choice Act passed by Congress. The act would amend existing labor laws to make it easier for workers to create unions that are recognized by employers. In 2007, it passed in the House and failed in the Senate, but it was part of Obama’s platform during the primary season, and one of the reasons he garnered support from organized labor.

But, said Knapp, "It’s one of those things that’s being put on the back burner as we transition in this administration…. While Obama was championing this cause during the campaign, there’s no sign of it now."

The waning of enthusiasm for it is indicative of how Obama’s administration may start to handle some of those crucial campaign promises that drew so many people into his fold. That piqued Knapp’s interest and reminded him of the goals of his grandfather, an auto worker for Chevrolet during the 1940s, who passed away during Knapp’s first year of law school: "My grandfather always would plead with me to do whatever I could to get the labor laws back in order. So that’s an issue that’s really important to me."

Knapp also said that it’s important to keep the grassroots Obama movement alive by continuing to push crucial legislation that was part of his platform for change.

"It goes right to the controversial pieces of law and policy that he’s addressing," Knapp said. "If he’s able to keep this mobilization together, that will help him significantly in getting policies through."

PAULI OJEA

Pauli Ojea, who’s about to turn 30 years old, says that she’s spent her entire adult life "voting for the loser" and advocating for change that’s been slow to happen.

A New Jersey native, Ojea came to California to work for the San Francisco Conservation Corps on environmental education programs. That lead to a position with Breast Cancer Action as a community organizer, where she found that hopeful efforts were often frustrated by political pitfalls.

Then, Ojea attended a 2004 event where she heard Van Jones speak about how a new green wave was coming and it needed to lift all boats. When a position opened with Jones’ new organization, Green for All, she applied to be a policy analyst for the Oakland-based green-jobs advocacy group.

In between the two jobs, she spent a week campaigning for Obama with her mother, a Spanish immigrant who groused that if he lost, she’d be spending more time back in Spain.

Ojea now works on federal green-jobs policy and climate change equity, and has already been deeply affected by the Obama election. "For most of my career in advocacy, there’s been this sense that we probably don’t want to work on federal policy because we’re not going to get anywhere," she explained. "I started at Green For All with Barack Obama elected as president and we’re actually putting a lot of resources into federal policy, and there’s this whole feeling like we’re going to get somewhere. That’s shifted for me. I imagine that for a lot of other environmental and social justice advocates, there seems to be a door opening."

She’s even more enthused after meeting with members of the Obama transition team who were tasked with a review of the Department of Energy. About 30 to 40 people, representing organizations including the Sierra Club and Natural Resources Defense Council as well as renewable energy business leaders and public officials doing energy work in different states, convened in Washington DC to discuss energy policy.

"I’ve been to a lot of public agency meetings and what usually happens is you have maybe an hour and a half of presentation from the agency and maybe a half hour for all the organizations and people trying to get in their piece," she said. "This was different. It was about a two-hour meeting and the whole time it was dedicated to hearing from the community, from businesses, from people with experience in energy efficiency. The transition team members were fully engaged, actually listening, asking questions, asking for clarifications if they didn’t understand something. They were really humble and they seemed really excited about what kinds of changes were possible. I’d never been part of a process like that."

Ojea sees more potential than ever for the activist community in the Obama administration. "It could provide more opportunity and open more doors for what your activism is about. There’s such a difference between being used to being on the outside of the fence, behind the barricade, screaming because it’s the only way to be heard. Is that going to change? Are we going to be inside the fence?"

She recalled Obama’s campaign observation that "change doesn’t come from Washington, change comes to Washington." She’s hoping the Obama team’s outreach will continue.

"We’re at a really strange and critical time," Ojea said. "As Van says, in America, in terms of the economy, the floor has dropped out from under us. But with the election of Obama, the ceiling has come off. There’s a lot of opportunity, and things could also go downhill. What are we going to do?"

Fashion forward

Looking at fashion designer Miranda Caroligne today, it’s hard to imagine she ever did anything other than sew and sell clothing. In addition to running her namesake boutique on 14th Street, she manages the co-op Trunk, peddles her wares at events across the country, and was asked to write Reconstructing Clothes for Dummies (For Dummies, 2007). Thanks to her gorgeous, whimsical, reconstructed styles, as well as her dedication to environmentalism and artistic community, she has become a well-reputed force in the SF indie fashion scene and beyond.

But she didn’t start that way — and the road to the present was neither easy nor direct.

Caroligne grew up in the woodland areas of Rhode Island with her mom, an elementary school teacher and brilliant seamstress, and her dad, a textile scientist. As a child, she spent most of her time hiking, exploring, or working on creative crafts with her mom, developing equal interest in both art and science. By high school, she was passionate about three very different subjects: writing, health care, and fashion. But when she got to the University of Rhode Island, she chose her major based on which jobs she thought would be available after she graduated. Health care won by a long shot. "And I was afraid of this thing called writer’s block," she jokes. Sewing remained a captivating pastime.

After graduating with a MS in physical therapy in 2000, Caroligne began working with children who had sensory system problems in Washington, DC. "Being young and having a job that relied on my physical strength — that time was psychologically stressful," she recalls.

Caroligne’s stress level hit the roof after a bicycling accident in 2003, which left her with a crushed nerve in her neck. Her physical strength had failed her, and she was without a job. It was a sign that it was time to turn her lifelong hobby, fashion design, into a career. With her short-term disability insurance and unemployment checks, she moved to Boston and found an art studio, where she spent nearly all her time at the sewing machine. "Sometimes when I don’t know what to do, I just do," she explains. "I’m not one to be idle." She spent so much time working at the studio that she decided to sublease her apartment, leaving her nowhere to sleep but on friends’ couches. After a few months of couch-surfing, she cashed her unemployment checks and moved across the country to pursue a career in fashion.

It was January 2005, and Caroligne lived in a closet in her friend’s apartment. Her only possessions were a disco ball, which hung from the ceiling next to the skylight, a sewing machine, and a few pieces of colorful fabric draped over a stretch canvas which served as sewing material by day and bedding by night. Soon, she found her dream store in the heart of the Mission District.

She opened the shop in November of that year. About the size of a large dorm room, the cluttered space is filled with radiant, one-of-a-kind garments that reflect many years of hard work. She stitches them with a beat-up machine that faces a window on the street, so she can smile and wave to people as they pass. Her wares are reconstructed garments (made from donated clothing that she dismantles and pieces back together in different ways), articles produced from original patterns, and offcut items (made from the leftover scraps she accumulates while working on patterned pieces).

And her reuse of materials is more than just style — it’s an outgrowth of the environmentalism she learned as a kid. Caroligne advocates sustainability and makes use of almost every shred of old fabric, no matter how big or small. "I have this philosophy of not having sizes," she says. "I alter everything to fit." Sometimes she lets her customers alter pieces with her, so inspired buyers can learn how to make clothing on their own. "Part of the reason the sewing machine’s out is to show people they can do it, too."

To share her philosophy, Caroligne agreed to write Reconstructing Clothes for Dummies in the fall of 2007, encouraging fellow fashionistas to reuse old materials. She was surprised to reach not only an earth-loving, crafty crowd but also a non-sewing, mainstream audience. People were motivated to salvage their materials, whether they made their own clothes or not. Now, her style is becoming so popular with typical shoppers that some conventional retailers have started "faking" reconstruction. But Caroligne says her authentic pieces are about reducing waste and avoiding conformity, not just about looking good.

Now, on a typical Friday afternoon at her boutique, as she sits at her old-fashioned sewing machine with a pile of white, ruffly fabric exploding out from under it, she waves playfully at a child strolling past the shop with his family. Another woman walks in and gives Caroligne a hug. "It’s less about fashion and more about meeting people, helping them get in touch with themselves," she says. She wants everyone to be able to express themselves by wearing clothes that reveal how they feel. While her designs are meant to be fashionable, they’re carefully crafted based on how they feel and move while wearing them. Her background in physical therapy helps her understand the way fabrics are supposed to flow with the body, as well as how light or heavy the materials should be. She tests most of her skirts and dresses for these characteristics, because she says the weight of a fabric can change the way someone walks in it, depending on his or her physical composition. "They don’t teach you that in fashion school," she says, noting that she’s glad she didn’t attend. "It’s rigid."

Most designers she knows went to fashion school, though, and have taken a more standard route: they’ve created clothing lines and sold them to national retailers. While this route is probably the easiest, Caroligne says she’ll never regret opening her neighborhood boutique and sewing her designs herself. "There’s a life that happens when hanging up a new piece," she says. Curiously, it’s the one people ooh and ahh over when entering the store, even though everything looks new to them when it’s their first time in. Caroligne gets new ideas when sewing one-of-a-kind articles, which she says wouldn’t happen if other people sewed the clothes for her.

This March, however, Caroligne and her sales rep plan to start taking orders for a nationally distributed clothing line — without abandoning her boutique. Her "adult contemporary" collection will comprise pieces she has crafted for her store and her fashion shows, which are usually fundraising events for groups such as the Black Rock Arts Foundation.

On top of everything, she runs a sustainable art-retail-fashion cooperative, Trunk, in Upper Haight. Formerly known as Pandora’s Trunk, the shop has been renovated inside and out since she and her business partner split last fall. Caroligne says the corporate structure and leadership has changed, and for the first time it feels like a true San Francisco co-op, where people encourage each other and each other’s art. "There’s a sense of community support in San Francisco," she says, thinking about the differences between the Bay Area and Boston. "People live better here." Now there’s more space for local designers in the store, including the San Francisco–born, world-renowned company Wildlife Works, whose proceeds benefit endangered species and help create jobs and schools in Kenya. Caroligne donates regularly to Wildlife Works, which gives her scrap fabric and clothing in exchange. She uses the leftovers for her reconstructed and offcut designs, noting that this swap is just another way she likes to support the community and reinforce its connectedness.

Years after accomplishing her goal of becoming a successful designer, she has only one piece of advice for others with a similar ambition: "Just do it." She remembers one of her college professors who’d had many different jobs in various fields, and back then she thought he was a failure. But now his story inspires her.

"There are different ways of looking at life: you can work to financially support the life you want to live, or you can figure out a way to make the thing you love to do a source of financial stability," she says. With a humble smile, she adds: "I think I’ve found success in that." *
