Downtown money hits district races

Downtown cash is pouring into the district supervisorial races.

Ethics Department filings show that an alliance backed by the Chamber of Commerce, the SF Police Officers Association and United Health Care Workers West is dropping major money on Steve Moss in D10, Scott Wiener in D8 and Theresa Sparks in D6. 

Called the “Alliance for Jobs and Sustainable Growth,” the coalition supports the building of a mega-hospital on Cathedral Hill.

The independent expenditure alliance puts UHW, part of the Service Employees International Union, in the odd position of using membership money to attack progressive politics in San Francisco – potentially undermining years of work by another SEIU affiliate, Local 1021.

Campaign disclosure forms show that the Chamber-Police-UHW alliance has spent $20,000 on bilingual (English/Chinese) door hangers for Moss that feature photos of Chamber of Commerce President Steve Falk and United Healthcare Workers political director Leon Chow.

These same interests also spent $20,000 on robo-calls for Moss, with a heavy focus on Visitacion Valley in an effort to secure the Asian vote in the crowded D10, where there is a strong likelihood that the race will be decided by second and third place votes

Word on the street in the Bayview is that former Mayor Willie Brown is pissed off that the Chamber is backing Moss, instead of African American candidate Lynette Sweet, and that termed out D10 Sup. Sophie Maxwell is angry that big corporations are trying to buy an election in the poorest and most ethnically diverse district in town.

But unlike the rumor mill, the money trail doesn’t lie. And from that perspective this is looking like a replay of the June 2008 election, when big businesses bought support for Lennar’s Candlestick Point/shipyard development by claiming it would create thousands of jobs building condos that most workers can’t afford—jobs that have yet to materialize.

This time the battle cry is for jobs building a massive hospital, even though few workers will likely get service from this hospital, which is designed to serve as a regional center for high-end health care.

So far, the same alliance of police and corporate money has plunked down $17,000 for bilingual (English and Chinese) door hangers in support of Theresa Sparks in D6 and another $17,000 for bilingual robo-calls in support of Sparks.

And so far, Scott Wiener has gotten the relatively short end of the corporate money stick: the Alliance has only spent $15,000 on a door hanger in support of Wiener.

This means that the alliance spent $90,000 in a two-week period in September. The numbers lend credence to DCCC Chair Aaron Peskin’s belief that the alliance has a war chest of $800,000, which it intends to use to put pro-downtown candidates into power.

Asked about the support of this alliance, Sparks, Wiener and Moss gave markedly different replies that reveal as much about each candidate as the money behind them.

D6 candidate Theresa Sparks suggested that the Alliance was spending more on her and Moss’ D10 campaign, because it felt Wiener was further ahead in the D8 race than she is in D6 or Moss is in D10.

And Sparks was openly supportive of the Cathedral Hill hospital project. “I’ve been very supportive of that project,” Sparks told us.

Sparks also observed that it was logical that the Chamber would support her.

“D6 has one of the largest numbers of small businesses and one of my biggest platforms has been economic growth, and I think the Chamber has been very supportive of job creation,” Sparks said.

By comparison, Scott Wiener told the Guardian that he has not taken a position on CPMC’s proposed mega hospital on Cathedral Hill.

“Those kind of issues could come before the Board, in terms of CEQA issues, and so I could be conflicted out,” Wiener said.

When the Guardian noted that the Alliance has so far not spent any money on phone banking for Wiener in D8, Wiener said, “I have volunteers doing phone banking.”

As for Moss, he told the Guardian that said he doesn’t have a position on the mega-hospital.

“I haven’t seen the plan,” Moss said. “But I understand that there seems to be an agreement that would maintain St. Luke’s with about 300 beds, but that there is a deep suspicion among the nurses that it’s not economically viable. And there seems to be a much greater need for a hospital in the southeast.”

Moss, however, is with downtown on other key issues: He supports the sit-lie legislation on the November ballot. He also reiterated that he likes the rabidly anti-tenant Small Property Owners Association, whose endorsement he called a “mistake” during a previous interview with the Guardian.

“Landlords feel that they are responsible for maintaining costly older buildings and that they are not provided with ways to upgrade their units in ways that share costs with tenants,” Moss, who sold a condo on Potrero Hill in 2007 for the same price that he paid for the entire building in 2001, and owns a 4-floor rent-controlled apartment building in D8, near Dolores Park, that he bought for $1.6 million in 2007, and where he lived from December 2007 to February 2010.

Moss refused to provide a copy of the lease on his current rental at Vermont and 18th St—something that the Guardian requested in light of an email from his wife that indicated that the family intended to move back to Dolores Park of Moss loses the race.
‘That’s private information,” Moss said, claiming that he does not plan to move back into his apartment building in D8, if he loses in November.

Moss claimed that UHW endorsed him because his position on politicians and unions.
“I agreed that politicians should get not involved in union politics,” Moss said. “The United Healthcare Workers seem to be a worthy group,” he added. “All they said was that they wanted to make sure that they had access.”

All this campaign money drama is playing out against the backdrop of a punishing battle between United Healthcare Workers West and the rest of SEIU. And as these recent filings show, UHW is spending a huge amount of its membership dues to undermine the city’s progressive infrastructure by trying to elect candidates who are not progressive, even though its progressive sister union has endorsed Rafael Mandelman in D8.

SEIU 1021 member Ed Kinchley, who works in the Emergency Room at SF General Hospital, is furious that UHW is pouring all its money into downtown candidates like Moss, Sparks and Wiener and trying to undermine everything that its progressive sister union is trying to do.

“UHW basically isn’t participating in the Labor Council, it’s just doing its own thing,” Kinchley said.

Kinchley noted that UHW is currently in trusteeship, and is being controlled by its International, and not its local membership, thus explaining why it’s doing this dance with forces like the Chamber and the Building Owners and Managers Association, which have long been the enemy of labor.

“Sutter wants a monopoly on private healthcare, and people like Rafael Mandelman in and Debra Walker have been strong supporters of public healthcare,” Kinchley said, Kinchley also noted that he wants supervisors who are willing to state their support for public health care, rather than dodging the issue and hedging their bets, right now.

“I want someone who can straight-up say, here’s what’s important for families in San Francisco, especially something as important as healthcare,” Kinchley said. “but it sounds like UHW is teaming up with the Chamber and supporting people who are not progressive.”

“And it’s not OK for somebody in D10 to say they haven’t seen CPMC’s plans, when people from D10 use St. Luke’s all the time for healthcare, because it sounds like Sutter wants to change St. Luke’s into an out-patient clinic for paying customers,” he continued.

SEIU 1021 activist Gabriel Haaland accused the Chamber, the Building Owners and Managers Association, UHW and the Police Officers Association of putting together a massive political action committee, “to try and steal the election through corporate spending.”

All this leaves the Guardian wondering how Leon Chow, the political director of UHW, who has done good work in the past on health care issues, is feeling about seeing his photograph spreads all over town alongside that of Chamber of Commerce President Steve Falk on door hangers in support of Sparks, Wiener and Moss.
 
As of press time, Chow had not returned our calls, but if he does, we’ll update this post.

MUSIC E-A-SKI has been in the game nearly 20 years, producing tracks with then-partner CMT for Spice 1’s eponymous 1992 debut on Jive Records and subsequently working with the likes of Master P, Ice Cube, and even Dr. Dre. He’s also maintained a career as a rapper. Yet despite several local radio hits and four major-label deals — Priority, Relativity, Dreamworks, Columbia — he’s never released an album. The deals have always soured, yet the astute businessman has always made money on them, as his professional-grade studio in the middle of a huge house hidden beyond the Oakland Hills attests.

I’ve come by for a private screening of SKI’s new video, "No Problems," the first single from The Fifth of Skithoven, an album he plans to release next year through his own label, IMGMI. If "private screening" sounds highfalutin’, "No Problems" is no ordinary clip. It’s a six-minute film, directed by Wayans Brothers associate Michael Tiddes, that recently won an award for best music video at the 13th Okanagan International Film Festival in Kelowna, British Columbia.

"I didn’t just want to keep putting videos out there," SKI explains. "I wanted to do something more cinematic to express the music."

A John Woo-like allegory of rap integrity, "No Problems" finds SKI battling to reclaim his soul from the Devil, wagering the contents of a mysterious Pulp Fictionesque briefcase that he can do it. The "x-factor," as SKI puts it, is the actor playing the gravel-voiced, gangsta Devil: Danny Glover. After meeting years ago in activist circles — SKI frequently mentors inner-city youth — the two recently reconnected when they found themselves members of the same gym. Despite the demands of Glover’s schedule (seven films currently in post-production, according to imdb.com), the Lethal Weapon star made time for the shoot.

"I did it ’cause SKI kept bugging me," Glover laughs during a quick phone call. "No, seriously. I respect what he does with Oakland and the community, and I thought it’d be fun." Judging by his over-the-top supervillain meltdown as SKI emerges triumphant, Glover had plenty of fun with the role.

"It was an honor for him to even want to be in a hip-hop project," SKI says. "I did my first line with him and just froze, like, ‘This is Danny Glover!’ I ain’t gonna lie, I got star-struck! And I’ve done a lot of stuff."

It’s hard to imagine a tongue-tied E-A-SKI, but then again, even Frank Sinatra looks intimidated alongside Marlon Brando in Guys and Dolls (1955). Getting Glover in his video is exactly the type of rabbit SKI consistently pulls out of his hat to keep himself relevant in a genre in which artists usually have short self-lives. Even on his own independent label, SKI routinely places videos on MTV, most recently 2009’s "Rare Form" by IMGMI-signee and Frontline-member Locksmith. Although there’s a trailer for "No Problems" on MTV’s movie blog, and SKI plans more film festival screenings, the video remains unreleased.

"I want to make its debut a big thing," SKI says. "Like MTV showing the trailer, having a build up, then boom! — a Jam of the Week. We have a relationship, so they’re open to it. But it’s still in the works because I’m trying to see what’s best for my album."

Like a rap Paul Masson, SKI will serve no wine before its time, and Skithoven is no exception, though he’s already lined up tracks with the likes of Tech 9ine, Freeway, and Ice Cube (whose upcoming I Am the West [Lench Mob] includes a bonus track produced by SKI). "It’s like a puzzle," he says. "I like to get the pieces and now I’m structuring it." But will we finally see an album from the man known as "The Bay’s Dre," or will there be more of the Detox-like delays that have led him to shelve previous discs like Earthquake and Apply Pressure? SKI’s patience is unwavering.

"I never let people dictate to me," he says. "I’m gonna do what I wanna do. I’ve always been a firm believer in, if I can’t do what I want to do at that time and then too much time goes by, it’s time to reinvent."

Whether you’re unemployed, underemployed, or squirreling away your, ahem, nuts in terror of the post–American Empire Mad Max economapocalypse to come, these are hard times for beer lovers who like their pints out in public. You need cheap suds. Here’s a guide to staying within your meager budget while enjoying an oat soda or 10 to help you swallow the bitter pill that is the Bay Area economy. And cheer up, you ol’ bugger: it’s beer o’ clock!

 

THE HAPPIEST HOURS

Most bars have a happy hour, but when you’re looking out for numero uno, you notice that some are happier than others. Even among budget-friendly Mission bars (like, I don’t know, say, Mission Bar 2695 Mission, SF. 415-647-2300), the happy hour at Elbo Room (647 Valencia, SF. 415-552-7788, www.elbo.com) is generous, as far as duration goes. From 5 p.m. to 9 p.m., you’ll have plenty of opportunity to hit on a hipster hottie while sipping a Lost Coast Tangerine Wheat near the Ms. Pac-Man table top.

My blogger friend Jeff Diehl (spotsunknown.com) and I recently dove into North Beach, where we stumbled, literally, upon a real, cheap gem: International Sports Club (1000 Columbus, SF. 415-775-6036). Don’t let the name scare you. This place is as divey as a clean, well-lit place gets, with an interesting mix of tourists and scruffy locals. Bartender-cousins Mi and Emily serve up the ultimate poor man’s pour: tap drafts for $2.50, from 4 p.m. to 8 p.m. on weekdays — decent drafts like Stella and Widmer.

But possibly the happiest hour(s) for the frugal sud-guzzler can be found at Bean Bag Café (601 Divisadero, SF. 414-563-3634), near the Panhandle. There are no beanbags, but there’d be room for none, as the clarion call of $1.92 pints of hefeweizen brings the thirsty hordes. If you’re a bit work-shy at the moment, get there early and beat some of these beasts to the tap.

 

PBR NATION

Obviously, nothing beats a deal with no strings attached. If you’re a San Francisco beer lover and you don’t know about Toronado (547 Haight, SF. 415-863-2276, www.toronado.com), you’re just doing it wrong. For a place so renowned, the big T’s tap selection is diverse enough to accommodate the not-so-rich while avoiding the option of Pabst Blue Ribbon.

I say that with the full knowledge that PBR has become something of a cultural touchstone in the city. Why PBR and not Hamm’s or Oly? Who knows? I blame Blue Velvet. In any event, there’s no shortage of hipster dives that will crack a can for you. (I see no real point of PBR on tap.) For my money, the best is Bender’s (806 S. Van Ness, SF. 415-824-1800, www.bendersbar.com). Not only will you find the obligatory $2 can of Frank Booth’s favorite bev, but you’ll also find my personal favorite canned option, local brewery 21st Amendment’s Hell or High Watermelon Wheat, for a mere $2.50. Can’t beat that with a stick, not to mention Bender’s other assets, such as a tasty grill and a smoky patio.

 

CHEAP? HOW ABOUT FREE?

I talk to beer freaks who have never taken a tour of the amazing Anchor Brewery (1705 Mariposa, SF. 415-863-8350, www.anchorbrewing.com), in Potrero Hill, and all of a sudden it’s like they’re speaking another language. I just don’t understand. I’ve been taking this tour since my first visit to the city back in 1992, and I still go at least once or twice a year. When I got laid off, my second act, after filing for unemployment benefits, was to book a tour at Anchor.

The good folks there recommend that you call two to three weeks in advance. But this is a small price to pay, and the only price. The tour is free, and if you love beer, it’s like a guided tour of how God runs heaven (if heaven smells like Grape-Nuts). The coup de grâce is the unlimited tasting that ends your journey of discovery and sends you off in the middle of the day with a belly full of top-notch brew — and hopefully a fresh perspective on the simple pleasures of living in a beautiful city for drinking beer.

Allen town: Toronto International Film Festival 2010

Every time a new Woody Allen film arrives (a near-annual event since 1969) the same old, lazy complaints (“It’s not one of his best”) arrive faster than you can say “pontificate.”  Yet 10 or 20 years later it seems that somehow many of those uncelebrated films seem to become “one of his best.” See Broadway Danny Rose (1984), Husbands and Wives (1992), or Sweet and Lowdown (1999).

With his latest entry, You Will Meet a Tall Dark Stranger (opening locally Fri/1), Allen delivers another pitch-perfect mini-guide to the hilarious horrors of growing old … something Allen (according to the director himself, speaking at his Toronto International Film Festival press conference) wouldn’t wish on anyone. What looks and feels like a whimsical rom-com about aging is, in fact, a sobering and even paralyzing blueprint of what exists in most relationships or marriages. Don’t let the fun and breezy vibe of quirky narration deter you. Not only is there more of a bittersweet edge to Allen’s familiar archetypes, but the UK-produced film works as a perfect counterpart to Mike Leigh’s latest monument Another Year (2010). I wouldn’t be surprised if Stranger‘s Gemma Jones earns an Oscar nomination for her performance in what will surely be one of the year’s most truthful films.

After talking to a handful of critics at the TIFF this year about their unimpressed or indifferent reactions to Woody Allen’s latest, I feel it’s important to take a moment to revisit exactly what Allen has made over this past decade of films. Wrapping up his fourth full decade of prolific filmmaking, he has somehow stayed surprisingly strong in such a bipolar industry.

Here’s a quick guide to the brilliance of Woody Allen during the Y2Ks.

1. Vicky Cristina Barcelona (2008) While it’s wonderful to see directors like Noah Baumbach, David O. Russell, and Wes Anderson making cinema inspired by Allen, he can still beat all of them at his own game. Showcasing defining roles for Rebecca Hall and Scarlet Johansson as well as juicy parts for Javier Bardem and Penélope Cruz, the film also features gorgeous cinematography by Javier Aguirresarobe (of Pedro Almodóvar fame) that punctuates this realistic-romance to transcendental heights. Woody + Almodóvar = blissful chronic dissatisfaction.

2. Match Point (2005) and Cassandra’s Dream (2007) Who would have ever guessed that making films in the UK would reawaken Allen’s serious side? Of course, there were hints; see also: Interiors (1978) and Another Woman (1988). While Match Point was perhaps overly hyped and Cassandra’s Dream utterly dismissed, both of these morality tales contain profound character studies, hauntingly performed by Jonathan Rhys Meyer, Colin Farrell, and Ewan McGregor. Both are well worth revisiting. Who says people aren’t making movies about the new Depression?

3. Melinda and Melinda (2004) While this masterful deconstruction may have left audiences cold the first time around, what shines so brightly about this gem is how deftly the same story being told both from a comedic and tragic perspective slowly starts to blend into one. Radha Mitchell was robbed of an Oscar nod here and Will Ferrell delivers one of the all time best Woody impersonations.

4. Small Time Crooks (2000) When Woody Allen’s character in the 1980 masterpiece Stardust Memories, Sandy Bates, is approached by his fans, they often make the comment “I love your work … especially the earlier, funny ones.” Well, if you wanna talk about one of Allen’s funniest films, it’s right here. Not only do Tracey Ullman, Jon Lovitz, and Michael Rapaport deliver laugh-out-loud performances, nothing will prepare you for Allen’s girlfriend in the film — she’s played by Elaine May, director of The Heartbreak Kid (1972) and Ishtar (1986). The two of them together light up the screen.

5. Anything Else (2003) Rounding out the top five is this overlooked treasure championing both Christina Ricci as a neurotic 20-something and Stockard Channing as her newly reenergized single mother. While it could be said that Jason Biggs is a bit too awkward, both Danny DeVito and Allen shine in what even Quentin Tarantino ranked as one of the best films of the decade.

Throw in the hilarious little rainy day ditties such as the match made in heaven Whatever Works (2009) with Larry David and the ScarJo-starring, surprisingly sweet if not a bit silly Scoop (2006) and you’ve got one helluva great decade. I understand that sometimes it’s easier to move on from your favorite artists of the past to find the hot new Hollywood or Sundance sensation. But to paraphrase Preston Sturges’ Sullivan’s Travels (1941): don’t forget about the clowns and buffoons who attempt to lighten our burden a little with laughs while putting a mirror up to the society around us. All that … plus a little sex too, of course.

9/11 rescuers need rescuing

A new AFL-CIO report shows that more than 13,000 of the truly heroic firefighters, police and other rescuers who were the first to rush to the scene of the attacks on the World Trade Center in New York City on Sept. 11, 2001 are still being treated for the serious injuries they received.

They were exposed to a highly toxic mix of chemicals, jet fuel, asbestos, lead, glass fragments and other debris that caused a wide range of respiratory, intestinal and mental health problems. Also exposed were nearly 53,000 other first responders who are being monitored for signs of 9/11 related illness. Yet another 71,000 are being watched closely because they also were exposed to the extremely harmful toxins while helping clear debris.

The number of reported victims continues to grow. For example, another new study, from the Mount Sinai Medical Center, shows that some 70 percent of the 10,000 workers involved in the cleanup who were tested between 2000 and 2004, now say they have new or more serious respiratory illnesses.

In addition to firefighters and police, the victims include construction workers, residents of the area and school children, among others. The new report, by the AFL-CIO’s James Parks and Mike Hall, focuses in part on one of the first to reach Ground Zero — Vito Friscia, a Brooklyn homicide detective.  He was only a block away when the second of the Twin Towers fell. He rushed to the site through a dense cloud of toxins to seek – and to rescue – survivors.  Friscia spent a week helping with the rescue efforts.

Today, Detective Friscia has a deep cough that won’t go away, chronic sinus problems and shortness of breath.

“But I’m no hero,” he insists. “I was just doing my job.” Many others involved in the rescue efforts say pretty much the same thing – that they were just doing their jobs as police officers, firefighters or as other public service employees.

Frisia’s sister-in-law, Maria Pusteri, has produced a documentary film, “Vito After,” which takes a detailed look at what the detective has endured since his rescue efforts.  The film, first released in 2005, recently made its international debut in London.

What’s needed now, the AFL-CIO says, is to provide long-term medical care and careful monitoring of the tens of thousands of rescue and recovery workers and community members whose health remains at serious risk because of their exposure to contaminated materials.

The AFL-CIO rightly blames part of the problem on Republican opposition. For instance, the Bush administration refused to create or support a permanent research, monitoring and health care program for Ground Zero workers. And the administration also cut funding for health care related to the 9/11 cleanup.

 Just before the congressional recess in August, House Republicans managed to block a bill – the 9/11 Health and Compensation Act – that would provide $7.5 billion for long-term monitoring and health care of victims.

This prompted another of the ailing first responders, Greg Staub, to complain that “they told us if we did our job, they’d take care of us. We did our job. Now we’re sick and they don’t remember who we are anymore.” Staub was forced to retire from the New York City Fire Department last year because of chronic lung problems stemming from his rescue efforts.

The odds, however, are that the House Republicans will not be able to block passage of the proposed Health and Compensation Act when comes up for a second vote, which is expected soon.

Those who rushed to Ground Zero to help the 9/11 victims clearly need – and certainly deserve – lots of help, probably at least as much as provided by the bill. As one of those treating the 9/11 victims noted, “Our patients are sick, and they will need ongoing care for the rest of their lives.”

Providing that care is the very least we can do.

Winner takes it all

DOCUMENTARY Before American Idol and all subsequent parasitical imitators, there was nothing on American TV quite like the annual Eurovision Song Contest. In fact, there still isn’t — that event’s multinational scope and emphasis on original (or at least regional) material is eons from AI‘s hits regurgitated by wailing wannabes.

Originating in 1956, the climactic broadcast is hosted each year by a different city. It’s been a wellspring of MOR trash, serving a mainstream demographic similar to yet distinct from U.S. tastes, less susceptible to pop vs. rock snobbism. Its most celebrated success story ABBA was the quintessential ESC group — glam, groomed, Top 40, and camera-ready — whose winning 1974 “Waterloo” launched their career as the Me Decade’s most vanilla disco-pop enterprise. Celine Dion also won, 14 years later. Let us forget that.

Other artists have been less stressfully forgotten — indeed, few Eurovision winners or competitors graduate to significant careers. Eurovision has increasingly been criticized as representing overly generic, visually showy musical acts. TV ratings have slumped. Yet in developing and/or post-glasnost countries, it remains a major cultural event.

Thus 2003’s Junior Eurovision Song Contest founding naturally hooked a wide audience still susceptible to the crack-like combo of kiddie cuteness and vaguely nationalized Vegas showmanship.

Brit Jamie J. Johnson’s doc Sounds Like Teen Spirit: A Popumentary arrives here as the opening feature in the San Francisco Film Society’s inaugural International Children’s Film Festival. A treasure trove of both snarkalicious garishness and sympathetic characters worth rooting for, it is an all-ages-access joy.

Johnson focuses on a few diverse aspirants in the 2007 competition, all age 10 to 15. They include tiny Tom Jones-in-training Cyprian Yiorgos Ioannides and Georgian belter Marina Baltadzi, whose advance toward the top (among more than 14,000 initial entrants) becomes a source of national pride. In this context, Belgian quartet Trust seem incongruous for being an actual band who play instruments, write their own songs, and require no dance or costume input. Most competing acts recall the Brady Bunch and 1984’s Breakin’ 2: Electric Boogaloo — musically, choreographically, Spandex-sartorially — albeit with touristy “ethnic” twists.

Refreshingly, no kids here seem pushed forward by Lindsay Lohan-esque stage mamas or papas — their ambition is very much their own. No doubt most will cringe in later years at the pubescent portrait Spirit paints. But this good-humored documentary loves its subjects, and so will you.

When one door closes another opens: as summer comes to an end, Good Vibrations gives us something to ensure that warm sensation continues — porn.

Yes, it’s that time of year again. On Sept. 23, the Castro Theatre opens its doors to the Good Vibrations Indie Erotic Film Festival’s short film festival competition, after a lead-up week of diverse, sex-positive programming at various venues. The annual contest, now in its fifth year, offers filmmakers the chance to share their unique erotic visions on the big screen.

“As heavily censored as film and TV are today, it’s important to have a safe outlet,” says Steffan Schulz, who is screening his film Lorelei. “More importantly, and specifically to an erotic festival, the Puritan mentality that dominates American society today is really kind of hypocritical.”

The short films vary wildly in terms of gender, sexuality, and explicitness. While Schulz’s Lorelei is more sensual than hardcore, Maxine Holloway and Lex Sloan’s Outlaw is a bit more raw: the titular character is a nine-and-three-quarters-inch dildo.

“When casting, it was important for us to represent the queer community and show a diverse selection of sexualities and bodies,” Holloway and Sloan explain in a jointly-written e-mail. “Which mostly entailed Maxine making a list of people she really wanted to fuck or make-out with and then asking nicely.”

For most of the filmmakers, who range from local to international, these movies are a response to the limited scope of the mainstream porn industry. That means looking at groups who are too often sidelined and approaching erotica from a different perspective.

Spanish filmmaker Erika Lust is screening her fetish film Handcuffs, which she hopes will help open minds.

“Primarily I thought that practice of dominance and submission might still be kind of a taboo for most women,” she says. “In general, I would like to see more of a female view … until it seeps into the mainstream that women are not only there to provide something for the male gaze.”

It’s significant that so many of the films shown at the IXFF delve into realistic portrayals of female sexuality. After all, the porn industry has long been derided as degrading to women — or at least a dangerous perpetuator of the fake female orgasm. Humor is another area several of the filmmakers identified as sorely lacking from mainstream porn. Allegra Hirschman, who also competed last year, is showing T4-2, a film inspired by 1960s and ’70s sitcoms. Naturally, there’s a sexual twist, but that doesn’t mean it isn’t funny.

“Sometimes erotica is so serious it can become somber,” Hirschman notes. “We think adding some hilarity can help erotica remain relatable. It can be playful and still retain its erotic power.”

On a broader scale, the festival speaks to Good Vibes’ sex-positive vision. It’s all part of an exciting effort to celebrate and redefine erotica. Those who have attended in the past know that the films step into uncharted territory more often than not — sometimes even rendering co-MCs Dr. Carol Queen and Peaches Christ temporarily speechless.

“It is always riveting to see people getting sexy outside the lines and being turned on by something you didn’t know moved you,” Holloway and Sloan point out. “And to be really specific, we also would like to see more sex in cars, vajazzling, sex scenes with food, 1960s hairdos, ponytail butt plugs, and humor in our erotica.”

Seems like a lot to cram into one film. But hey, there’s always next year. (Louis Peitzman)

The Performant: What, me Fringe?

Unfortunately for me, I’ll be unable to attend a whole plethora of sure-to-be-intriguing shows this weekend such as Right Brain Performancelab’s “The Elephant in the Room,” The 11th Hour Ensemble’s “Alice,” and The Offcenter’s “Waiting for Godot.” But fortunately for me, it’s because I will be holed-up in the booth of the newest addition to the Exit Theatreplex — The Studio — where I’ve been running lights for a whole plethora of shows ranging from confessional monologues to sketch comedy to a whacked-out whodunit set in Super-Duper Mega-Marine Coaster World. Is that a bowl of free pretzels in my hand? It must be Fringe Festival season again in San Francisco.

SF Fringe is uncurated and uncensored, it’s fair to say that not every show is road-tested and audience-approved. Caveat Emptor, ticket-holders. But fans of local theatre companies past and present such as Art Street Theatre, Black Box Theatre, Lunatique Fantastique, Thrillpeddlers, Killing My Lobster, Thunderbird Theatre, Cutting Ball, Crowded Fire, Mugwumpin’, Banana Bag and Bodice, Foolsfury, Ripe Theatre, Performers Under Stress, Pi  Clowns, SF Buffoons, Dark Porch Theatre, Boxcar Theatre (and many more!) should know that all of the above have been featured at the San Francisco Fringe — and in fact, more than half of these companies debuted at the Fringe. By providing an anything-goes, low-cost production crucible for local, national, and even a few international performers, the San Francisco Fringe Festival makes it possible for previously unknown companies with a clear artistic vision to get a boost up to the next stage (pardon the pun) of their development. Armed with buzz, some of these companies go on to solid artistic success. Some disappear without a whimper. Regardless, everyone gets a fair shake.

True, a 10-year veteran of the SF Fringe, I’d had no idea there were such things as honest-to-god Fringe Festival rock stars until I went to Edinburgh and to Montreal and saw them for myself—performers who tour the Fringe circuit every year, and actually make a living at it, or at least build a solid international reputation. The San Francisco Fringe is a lot more self-contained, but in terms of getting in on the ground floor of the next big thing in Bay Area theatre, the festival will always be your best bet to be able to say “I saw them when.”

One thing our Fringe has been somewhat remiss with in the past has been providing interim entertainment for patrons and performers with down time. The EXIT (Fringe homebase) is addressing that very issue with a rotating roster of three separate showcases in the theatre’s café. An evening of Fringe singer-songwriters (Thu/16 @ 8:30 p.m.), the “Fringe Potpourri” of jugglers, magicians, and their ilk, on Saturday and Sunday afternoons from 3 p.m.-5 p.m., and most exciting of all, a late-night improv talk show “Last Call” hosted by Cora Values (Sean Owens), which features Fringe performers such as Fred Blanco (aka Cesar Chavez) and Megan Liley (“Grafitti Highway”) this past weekend. (See Cora again this weekend: (Fri17, Sat/18 @ 10:30 p.m.) Secrets are revealed, banter exchanged, and juicy fringe gossip is plundered for its levity factor. Cora is both sweet and savvy—like apple pie with an attendant wedge of Wisconsin-sharp, and her show already feels like a festival tradition. Just like the free pretzels, but saltier, and fresher.

Based on the ribald tales of love and death in Boccaccio’s Decameron —with one contemporary riff about some rowdy bachelorettes in Las Vegas and a misplaced box of whip-its—this collaborative chamber opera directed by Jim Cave brings together new work by Bay Area–based composers Erling Wold ( Mordake ), Lisa Scola Prosek ( Belfagor ), Martha Stoddard and Davide Verotta. The wry, boisterous narration (by actor Robert Ernst, his gusto balanced by mute assistance from Roham Sheikhani’s placidly odd stagehand) has a jagged meta-theatrical quality of its own that charms us with self-conscious references to the production, while tacitly underscoring Boccaccio’s resonance for the present, but does not always aid in entering the individual stories, performed by impressive singers Sascha Joggerst, Maria Mikheyenko, Crystal Philippi, William Sauerland, and Wayne Dexter Wong. The musical aspects are generally more successful. Put fluidly into play under conductor Stoddard and five musicians sporting clarinet, cello, accordion, violin, and keyboard, the compositions offer up vivid, moody passages with contemporary flare yet something evocative too of its subject, a combination at times as contagious and fever-inducing as a touch of the Bubonic (without the swelling of the armpits).

The touring version of director-choreographer Robert Longbottom’s revamped revival of the 1981 Broadway sensation (with book and lyrics by Tom Eyen and music by Henry Krieger, under original direction by A Chorus Line‘s Michael Bennett) is a visually and aurally dazzling spectacle that is also a knowing (if now familiar) take on the history and business of latter-20th-century American pop music from the perspective of African American R&B. The cast, operating with ease against and within a remarkable videoscape projected onto large draped screens center stage, charms from the outset of this story about the rise of a female vocal group called the Dreams (a loose composite of the Supremes and the Shirelles). The first act enthralls with the plot’s gathering possibilities, the sparkling music and the irresistible performances—not least Moya Angela’s unstoppable Effie and Chester Gregory’s heroically soulful, funky Jimmy "Thunder" Early. But the second act stretches things unnecessarily with one too many power ballads (albeit lunged to perfection) and a slowpoke approach to the all but predictable plot resolution. Still, this is a masterful production on many counts and an infectious evening overall. (Avila)

It may have been just a coincidence, but it certainly seems auspicious that the San Francisco Mime Troupe, itself collectively run since the 1970’s, would preview their latest show Posibilidad on the United Nations International Day of Cooperatives. The show, which centers around the struggles of the last remaining workers in a hemp clothing factory ("Peaceweavers"), hones in on the ideological divide between business conducted as usual, and the impulse to create a different system. Taking a clip from the Ari Lewis/Naomi Klein documentary The Take, half of the play is set in Argentina, where textile-worker Sophia (Lisa Hori-Garcia) becomes involved in a factory takeover for the first time. Her past experiences help inform her new co-workers’ sitdown strike and takeover of their own factory after they are told it will close by their impossibly fey, new age boss Ernesto (Rotimi Agbabiaka). You don’t need professional co-op experience to find humor in the nascent collective’s endless rounds of meetings, wince at their struggles against capitalistic indoctrination, or cheer the rousing message of "Esta es Nuestra Lucha" passionately sung by Velina Brown, though in another welcome coincidence, the run of Posibilidad also coincides with the National Worker Cooperative conference being held in August, so if you get extra inspired, you can always try to join forces there. Shotgun Players’ annual free performance in Berkeley’s John Hinkel Park is this year an impressively staged large-cast reworking of the Illiad from playwright-director Jon Tracy. In the Wound is actually the first of two new and related works from Tracy collectively known as the Salt Plays (the second of which, Of the Earth will open at Shotgun’s Ashby stage in December). Its distinctly contemporary slant on the Trojan War includes re-imagining the epic’s Greek commanders as figures we’ve come to know and loath here in the belly of a beast once know by the quaint-sounding phrase, "military-industrial complex." Hence, Odysseus (Daniel Bruno) as a devoted family man in a business suit with a briefcase full of bloody contradictions emanating from his 9-to-5 as a "social architect" for the empire; or Agamemnon (an irresistibly Patton-esque Michael Torres) as the ridiculously macho, creatively foul-mouthed redneck American four-star commander-clown ordering others into battle. While the alternately humorous and overly meaningful American inflections can feel too obvious and dramatically limiting, they’re delivered with panache, amid the not unmoving spectacle of the production’s energetic, drum-driven choreography and cleverly integrated mise-en-scène. Play at work, or more at play?

There’s a long-standing perception in San Francisco that certain development firms are treated more favorably than others thanks to insider politics. And while supporters of Mayor Gavin Newsom say he’s cleaned up the pay-to-play culture, a look at the list of contributors to Newsom’s run for lieutenant governor at the very least raises questions.

For example, according to campaign filings, Newsom received $6,500 from a business called 706 Mission Street Co. LLC, which was formed to construct a condo high-rise at Yerba Buena Center. The building would also be a new permanent home for the city’s Mexican Museum. The 706 Mission project, which has been in the works for several years, is a joint venture between developer Millennium Partners and JMA Ventures, a San Francisco-based real estate investment firm. JMA Ventures contributed $5,000 to Newsom, campaign finance records show, and the firm’s president and CEO, Todd Chapman, also made a generous donation of $1,000. Effectively, Newsom’s campaign received a total of $12,500 from individuals or firms associated with 706 Mission.

The project has been under the jurisdiction of the San Francisco Redevelopment Agency since 2008, when the Redevelopment Commission authorized an exclusive negotiations agreement with the developer for the mixed-use high-rise and museum, to be partially constructed on a parcel owned by Redevelopment and later included plans to integrate the landmark Mercantile Building. The project went dormant in the face of the economic downturn, but it’s now moving forward again, and the environmental review of the proposed 600-foot tower falls under the purview of the city’s Planning Department. On Sept. 1, Newsom mentioned 706 Mission, a “new, world-class facility,” in a press release announcing a new director for the Mexican Museum.

“The Redevelopment Agency and the city are fully committed to the public/private/nonprofit partnership that will eventually bring the Mexican Museum to a new home in the heart of Yerba Buena Center, San Francisco’s premier cultural district,” Redevelopment Agency executive director Fred Blackwell proclaimed.

Another contributor that demonstrated strong financial support for Newsom’s bid is a global technical firm that has a hand in several major infrastructure and development projects throughout San Francisco. AECOM contributed $13,000 to Newsom’s campaign, and a handful of people who work for AECOM chipped in smaller amounts totaling $3,600, according to campaign-finance records. In an April 15 news release for investors, AECOM noted that it had been awarded a $26 million contract for construction management of the San Francisco Public Utilities Commission’s Water Improvement Infrastructure Project. As the San Francisco Chronicle reported in May, the firm was also awarded a five-year, $147 million contract with the San Francisco Metropolitan Transportation Agency for construction management on the Central Subway project. AECOM is also playing a role in a number of major developments currently under review in city planning. It is the prime environmental impact report consultant for the California Pacific Medical Center proposal for a giant new hospital on Van Ness Avenue. It’s also completing a traffic corridor analysis for 19th Avenue on behalf of the developers of Parkmerced, a renovation and in-fill project on track to be one of the largest new residential developments in the city.

 

A $2 MILLION BONUS

The Parkmerced developers have helped Newsom’s campaign along too. Craig Hartman, an internationally renowned architect with Skidmore, Owings & Merrill who is a design partner for the project, dropped $1,000 into Newsom’s hat. Two executives associated with Parkmerced each pitched in another $1,000.

A smaller project that has been in the works for years also seems close to home for Newsom. Michael Yarne, of the Mayor’s Office of Economic and Workforce Development, is a former director of development of the Martin Building Co., the lead developer on mixed-use residential project located in Central Waterfront at 2235 Third St. The project has commendable features such as a reuse of an existing industrial building, proximity to transit, and 39 below-market-rate units — and the project developer managed to secure an incredible deal with the city.

This past April, the Planning Commission approved an unprecedented in-kind agreement with Martin Building Co. that waived nearly $2 million in development fees, including about $1.2 million for 2235 Third St. and the rest for a second Martin Building Co. project on Townsend Street, in exchange for the developer’s commitment to construct a space for a day-care facility on the Third Street site and lease that portion of the property to a childcare provider for free for 55 years. The provider would have to operate the facility without profit and would be required to have low-income child-care slots, so this bargain would serve to create affordable day care.

Yarne’s close ties to the mayor and the developer — plus a $2,000 campaign contribution to Newsom from the head of the project’s general contractor, a building company called Nibbi Bros. — could raise a few eyebrows in light of this unprecedented deal, especially given the city’s gaping deficit and the question of how else that $2 million might have been put to use. The project was also awarded more than $1.6 million in American Recovery and Reinvestment Act funds to excavate lead-contaminated soil from the property and transport it away for off-site disposal. The project, which has already been approved and moved to the Department of Building Inspection phase, also incorporates a City CarShare space. Yarne’s on the board of City CarShare, too.

It’s always possible that there is no connection between Newsom’s campaign contributions, his personal staff, and contributors’ connections to the myriad development projects in the hopper — but that doesn’t stop observers from asking questions. Developers who are anxious about the economic downturn may be motivated do everything in their power to speed a project along, and it’s possible that throwing money at a political campaign is just one tool among many.

Or maybe they just think Newsom would make a great lieutenant governor.

 

PLANNERS COMPLAIN

Nonetheless, the perception that certain developers get special treatment is shared by at least two former planners in the city’s Planning Department — one of whom is facing termination in the wake of a recent investigation surrounding porn email.

Following an internal shake-up at the planning department triggered by the discovery that some staffers shared pornographic e-mails, messages started flying about what was behind the crackdown. “Porn is not the real story,” Lois Scott, a retired planner and former president of International Federation of Professional and Technical Engineers Local 21 wrote in an e-mail to the Guardian.

After the porn scandal broke, the hammer came down. Five people were terminated effective this past May, and another 20 or more reportedly faced some form of disciplinary action.

Some have interpreted the move as a signal that Planning Director John Rahaim, a Newsom appointee, won’t stand for inappropriate conduct on his watch. At the same time, others have contacted the Guardian to voice concerns that the firings and internal shakeup were connected to something deeper than dirty emails.

Although speculative theories abound and there is a paucity of official comments on the firings due to privacy laws, one point is abundantly clear. In a city where powerful developers will go to great lengths to secure approval for lucrative projects, there’s a great deal of wariness surrounding city planning. San Francisco is host to leagues of developers, real estate investment groups, prestigious law firms specializing in land use, technical consultants, and politically powerful associations of residential builders, building owners, and building-trade unions — all with a huge financial stake in seeing projects make it past the approval finish line and onto groundbreaking.

When it comes to a major project that will transform a city block in San Francisco, the planning department (which relies on development fees to pay the bills) inevitably encounters pressure from two sides: well-connected development teams with economic interests on the one hand, and neighborhood groups or historic preservationists who aren’t shy about hurling criticism on the other.

So it’s no surprise than anything affecting the planning staff in a major way would not pass quietly.

One of the planners affected by the firings told the Guardian that the porn investigation went on for months. There were one-on-one interviews, and some 70 staff members were called in and questioned, some two or three times. Contents of computer hard drives and city e-mail accounts were analyzed. Later, huge posters went up, displaying questions like, “How Are You Going to Make a Better Planning Department?”

“It was bizarre,” the former planner said.

According to Leigh Kienker — a former planner who recently retired and was not implicated in the computer misuse investigation — the result of all this was to create a sort of chilling effect on the planning staff, especially since she said two of the five individuals who lost their jobs had been more likely to question management and speak up when they didn’t think a project was being handled properly. When it comes to ensuring that projects conform to the planning code, “We need to be able to speak up,” she said. “This is our expertise.”

Jim Miller, who had been with the department for more than 32 years and is regarded by his peers as very outspoken, discussed his own termination in an e-mail to a number of supporters. “I was given a loose-leaf binder indicating the reasons for the firing,” he wrote. “The information contained therein was decidedly very thin. This, plus the fact that others who had a greater role in the ‘wrongdoing’ received job suspension rather than termination, leads me to believe that there is some other reason for the action taken. This reason is heretofore unbeknownst to me.”

Cynthia Servetnick, shop steward for IFPTE Local 21 planner’s chapter and a historic preservation advocate, voiced concerns about how the department dealt with the porn problem in an e-mail to Rahaim. “Frankly, the firing of so many senior Planning Department staff members not only seems like a ‘witch hunt,’ but smacks of age discrimination against a class of union-represented employees for the purpose of shoring-up budget deficits and intimidating less senior employees,” she charged. In response, Rahaim dismissed her comments as baseless accusations.

 

BADINER GETS $82,500

At a Feb. 18 Planning Commission meeting, when the department’s proposed budget came under review, commissioners noted that Rahaim was in the unenviable position of having to lay off four to six staffers in order to balance the budget. Noting that a great deal of effort had gone into attracting fresh talent and hiring younger planners, several commissioners expressed hope that they wouldn’t be the first to go. Rahaim responded that, given the union’s seniority rules, his hands were tied to an extent. In light of that conversation, Servetnick suggested that the porn e-mails presented a convenient solution for a director faced with a thinly stretched budget. All of the five who were fired were 50 or older.

At the same time, others who closely follow city planning rejected the idea of any ulterior motive. Sue Hestor, a land-use attorney who seems to have her finger firmly on the pulse of San Francisco development, told the Guardian that she’d heard plenty of rumors, but wasn’t necessarily buying the hype. Charles Marsteller, a former director of Common Cause and a keen observer of the planning process, said he had little reason to suspect that what had happened was anything more than responding to inappropriate conduct.

Zoning Administrator Larry Badiner, a 28-year veteran of the department who critics say was friendly to high-end developers, was fired in the wake of the porn investigation along with three lower-level staffers — but he appeared to walk away with a better deal than his subordinates.

A Guardian sunshine request revealed that Badiner received a six-month severance package amounting to $82,500, plus benefits he was eligible for that could have amounted to more than $57,000 (but may be significantly less). In exchange, he agreed not to sue the city. None of the other planning staffers who were terminated appear to have received such a payout.

Meanwhile, Badiner may not have been the highest-ranking city employee to be snagged in the porn investigation. An e-mail address of dlmacris[at]aol.com was included on an e-mail provided to the Guardian that contained a rather tame pornographic image.

The planner who sent the e-mail was fired after the porn investigation, and so were three of the recipients. Former Planning Director Dean Macris, who more recently served as a special advisor to Newsom, stopped working for the city around the same time Badiner and the others were terminated. Mayoral spokesperson Tony Winnicker told the Guardian he could not discuss anything related to how or why Macris left city service.

Rahaim said he had no choice in the Badiner severance. “The issue with Larry Badiner was required as part of a MEA labor contract. It requires a payout in any situation where a person is terminated or laid off.” He added that the firings were “strictly because of inappropriate use of city resources and also because of the type of material” that was being viewed. There was “absolutely no other reason.”

And he insisted that no developers get favoritism: “I have no idea who’s contributing to whose campaign.”

At least one response to the rash of firings commended the planning director for taking action. “I applaud your efforts to address hostile working conditions related to gender and sexual preference, which have long existed in the Planning Department,” a retired senior planner wrote to Rahaim shortly after the firings. “There is, perhaps as you have realized, a deep undercurrent of unresolved and unpleasant practices which perhaps finally led to the present complaints.”

Does the planning department shake-up indicate a move away from the bad old days of quid pro quo dealings and hostile working conditions, thanks to a director who’s standing strong against inappropriate conduct — or is it a move to consolidate power in a department led by a mayoral appointee at a time when the development community is particularly hungry to move new projects forward? Given the knock-down, drag-out fights that have unfolded over planning in the city’s history, and the high sums of money that are gushing into project proposals and campaign coffers, it’s no wonder the question is being posed.

“The bottom line is, the public is not being served,” Servetnick said. “Developers shouldn’t be able to come in and say, ‘Just for me!’ If everybody who pays to play gets away with that, we’re going to end up with a really ugly city.”

The case for SEIU at Kaiser

Editors note: In last week’s issue, we ran an op-ed piece by two hospital workers who are members of Service Employees International Union and want to change their affiliation to the new National Union of Healthcare Workers. SEIU asked for the right to respond, so we’re presenting the arguments of an SEIU worker who opposes the change.

OPINION I’m a licensed vocational nurse (LVN) at Kaiser Permanente Oakland, where I’ve worked for 26 years. As an LVN and a union shop steward, I have two passions: patients and workers.

I do home health visits. My patients are sick and sometimes feel anxious and upset. Those feelings can be overwhelming. When I walk into a patient’s house, that person has my full attention. Little things like that make people feel better and heal more quickly. That’s what’s important.

I also know that healthcare givers can’t provide good care if we don’t have the basic things we need. I worked for another hospital before, but I came to Kaiser because the benefits, wages, and working conditions were better — and the union was better.

Service Employees International Union-United Healthcare Workers West (SEIU-UHW), my union, is the largest at Kaiser and has represented workers here since the 1930s. It’s through our union that we’ve been able to make our jobs some of the best in California at one of the state’s largest employers. Kaiser workers are not just providing quality healthcare throughout the state, we’re also contributing to local our economies and getting our communities through these tough times.

I was one of 121 workers to be elected to the national bargaining team that negotiated our union contract, the largest committee ever in the history of our union. Members filled out surveys to set our priorities and we were able to win 9 percent raises over three years, no change in the cost of our fully-paid family healthcare, and some of the best job protection in the industry. I’m very proud that everyone’s voice was heard and that we had the largest ever rank-and-file member vote to approve our contract. But now all that could be lost.

On the heels of winning the contract, another union — the National Union of Healthcare Workers (NUHW) — filed a petition for an election to represent Kaiser workers. Now Kaiser workers will vote on which union they want: SEIU-UHW, the union we won this contact with, or NUHW, which hasn’t bargained a contract for anyone.

People want to know the truth, even if it’s a hard truth. Here’s the truth about NUHW: it was formed by former leaders of our union who were removed from office and have been found in federal court to have misused members’ money. NUHW was ordered by a federal judge to repay $1.57 million in damages to SEIU-UHW members. They then filed a motion to delay payment, saying it would potentially bankrupt the new union. But their motion was denied. Let’s face it — NUHW needs us more than we need them.

What’s going on right now with this union election is a shame. I see some of my coworkers getting afraid and angry — afraid that we could lose the wage increases and healthcare benefits we fought so hard for and angry that NUHW is coming after us like this and creating these distractions. I tell them what I tell my patients: just focus on healing and moving forward.

We have a long history at Kaiser of supporting each other as coworkers, which is why it’s so important that we resolve our differences and keep going. We’ve walked picket lines together, even when it’s to support workers in other hospitals, and have fought to improve the quality of care we deliver to patients. We’ve worked hard to create good jobs in this community while people around us are losing everything. All this has been possible because workers are united in our union SEIU-UHW. *
