Eco-friendly fashion a wonderful concept we should all get behind, but not so wonderful are the poor quality, high cost, and bad design that too often accompany the eco-friendly clothing on the market. Who wants to wear scratchy hemp cargo pants? What about a lumpy wool sweater with an embroidered peace sign? Eco Citizen fights the stereotypes associated with green clothing – that eco-friendly garments are ugly, uncomfortable, or out of touch with what’s currently in style – by offering beautiful garments with high design value that appeal on both an ecological and aesthetic level.

Fisher’s Folly at the Presidio

We won’t actually see what Don Fisher’s museum and monument to himself would look like until Sunday, or whenever John King of the Chronicle decides to tell us, since Fisher’s PR team released the drawings only to him.

That’s kinda sleazy and unfair; I hope King decides to utterly trash the design instead of deciding to (as Sfist suggests) pump his golden ejaculate over the museum plans for a glowing review.

But we do know this much: The Presidio Trust has released the basic outlines of what it wants to do with the Main Post area, and the Fisher museum (also known as CAMP, for Contemporary Art Museum Proposal) is very much a part of it. The 200,000-square foot museum, which would house all the modern art Fisher collected with the profits he made off the labor of child slaves in third-world sweatshops is supposed to be inoffensive because most of it will be underground and the roof will be green.

How special for us all.

The bottom line is that this particular land-use plan exists entirely because one very rich man asked the privatized Presidio board (of which was a founding member) to let him have a prime piece of real estate to house his masturbatory edifice. This thing doesn’t belong in a national park, where there is only limited public transit and where it will either be an expensive flop or will cause thousands of people to drive through a crowded neighborhood and into a park where people are hiking and riding their bikes. It’s about an inappropriate a use as you can imagine.

As the Presidio Trust Historical Association said in a press release I got this afternoon,

“We are very distressed by the Presidio Trust’s decision to promote the construction of a massive contemporary art museum, large hotel and theater in the heart of the National Historic Landmark District on the Presidio’s Main Post. The Trust has once again ignored the broad, nearly unanimous public opposition to its proposal.”

Fisher may have a little trouble here. The Trust board is appointed by the President, and there are several positions that open up this spring. If the Obama administration puts real environmentalists and preservationist on the board, they might look askance at Fisher’s Folly. (On the other hand, Obama will probably let Rep. Nancy Pelosi select the nominees, and she is not only close to Fisher, she’s the one who wrote the legislation privatizing the Presidio in the first place.)

The supervisors have passed a resolution calling on Fisher to build his museum in the city, somewhere, perhaps, near the other downtown museums, where there’s plenty of transit. Fisher won’t let MOMA (the logical curator of this kind of collection) touch it, because the folks there wouldn’t give The Don complete and utter control. But maybe he could build his personal monument nearby.

The foes of Fisher’s Folly want the city to do everything possible to encourage him to build downtown. If it looks like he’s going to get blocked at the Presidio, and we all smile nice and invite him to grace us with his artistic presence somewhere else within city limits, then we’ll get this grand museum AND save the Presidio. That’s fine, I guess – but frankly, when you’re dealing with Mr. Fisher, I prefer the stick to the carrot. Let’s fight him to the bitter end at the Presidio, and tell him if he wants to come downtown, we’ll allow him to look for a site with his own real estate brokers and submit a proposal to City Planning just like anyone else. No special favors for a guy who has done more to damage San Francisco in the past decade that just about anyone else alive.

Beautiful nightmare

If the U.S. really is entering a new period of transparency and team-playing, that might take a while to swallow for some nations that have known us best as an unreliable fair-weather ally. One of the Vietnam War’s lesser-heralded tragedies was what happened to neighboring Laos. Early in Ellen Kuras’ The Betrayal, we see JFK in 1961 saying of Laos, "All we want is peace, not war. A truly neutral government, not a Cold War pawn." Whatever earnestness that statement possessed, it was raped under Presidents Johnson and Nixon, despite all official denials.

The CIA drafted and trained Laotian military personnel as secret guerilla units gunning for North Vietnamese fighters along the Ho Chi Minh Trail. U.S. aircraft began dropping bombs on Laos — 3 million tons’ worth over nine years, more than in both World Wars combined. Vietcong were targeted, but civilians suffered plenty from the bombings as well as from a Yank-supported South Vietnamese invasion.

Nixon’s disgraced resignation drove one last nail in the coffin of this "unpopular" war. The 1975 "fall of Saigon" withdrawal was accompanied by abrupt pullouts of American interests and muscle in Laos. Though not quite as ghastly as what ensued in collaborating Cambodia under the Khmer Rouge, the fast overthrow of Laos’ "neutral" U.S.-backed monarchial government by Communist forces had similar consequences. Pathet Lao’s oppressive new regime closed itself to the world, arresting, executing, or otherwise persecuting anyone suspected of ties to the prior epoch.

The Betrayal fascinates like other rare, intimate documentaries shot over long periods — Michael Apted’s Seven Up series being the most famous example. This one began a quarter-century ago, when Kuras contacted 19-year-old Thavisouk Phrasavath (credited as co-director and co-writer, and the film’s sole editor) for lessons in speaking Lao for an unrelated project. His personal story — past, present, evolving — took up any time not occupied by Kuras’ cinematography career, which has encompassed features and docs by Spike Lee, Rebecca Miller, Harold Ramis, Jonathan Demme, Mary Harron, Jim Jarmusch, Michel Gondry, and Sam Mendes.

Phrasavath’s father was a Royal Army officer seduced by better pay and the promise that his own country’s best interests were being served — even when he plotted its bombing targets. After long service, the Americans’ abrupt pullout got him arrested, sent to re-education camp, and assumed executed by loved ones. Considered traitorous along with her 10 children, his wife Orady desperately bribed smugglers for their safe expatriation. When that happened, it was so sudden she had to leave two briefly absent daughters behind. She chose the United States as an asylum destination, believing that a government grateful for her husband’s sacrifices would "take care of us when we get to America." The clan got dumped in a decrepit mid-1980s Brooklyn apartment shared with other Southeast Asian refugees, next to a crack house and surrounded by gang violence.

Kuras was there then, and later on when some startling changes occurred in the Phrasavath family saga. But The Betrayal is as soft on narrative detailing as its color palette, which finds rainforest green and Buddhist monk-robe saffron echoed even in the harshest New Yawk/Joisey landscapes. Her visual impressionism is a gift, especially in the abstract illustration of teenage Phrasavath’s solo escape across the Mekong. But such poetical shorthand also frustrates — we’d like to know far more than Kuras and Phrasavath allow about what happened to immediate blood beyond himself and his mom.

But that stuff could be forgivably relegated to DVD extras. A rare new documentary that really belongs on the big screen, The Betrayal‘s flowing lyricism gracefully connects a poignant family history to larger socio-political and extra-large spiritual themes. It’s an almost sinfully beautiful movie about ugly global realities.

FIELDS OF DREAMS


We wanted to correct some misperceptions about the mission and work of the City Fields Foundation as quoted in your Feb. 18 article "Wrecked Park Department."

San Francisco has long had too few athletic fields for all the kids and adults who want to play. Each weekday afternoon during fall, more than 4,000 kids use Rec-Park athletic fields for school sports, league sports, and recreation center programs. Many of the existing fields are in poor condition due to constant, year-round play, abundant gophers, and scarce resources. To remedy this situation, City Fields and Rec-Park teamed up in 2006 to increase athletic field playtime citywide, largely by renovating a handful of high-use athletic fields with artificial turf and lights. Rec-Park manages and maintains the fields and allocates their use through the department’s permits and reservations office.

The Playfields Initiative partnership has already resulted in more than 62,000 hours of additional playtime for San Francisco’s athletic field system and transformed four worn-down athletic fields into safe, high-quality play spaces. But to fully appreciate what this means to the city’s kids, go after school one day to the new athletic fields at Garfield Square, Silver Terrace, Crocker Amazon, or South Sunset Playground and ask the kids playing how they like their new field. They might even stop playing long enough to tell you.

THE REAL CRIME PROBLEM


The cover art for Sarah Phelan’s "Ship of Fools" story (2/11/09) portrays an SFPD ship adrift at sea, but one-third of the article is focused on political appointees with limited influence on day-to-day crime in the city: Joseph Ruissionello and Kevin Ryan. Ryan is a surrogate for the mayor, but he has no real law enforcement power and those who think otherwise are naive.

The Guardian heightens Russionello’s influence by discussing sanctuary, an issue that receives disproportionate attention when it comes to discussing crime. Sanctuary is a juicy story that involves immigration law, race, and geopolitics. For most people who deal with crime on a daily basis, sanctuary is a back-burner issue at best.

The real tragedy of crime in this city is felt by those who have lost a loved one to needless homicide. There are neighborhoods in this city that smart politicians seem to have forgotten, where drug and gang-related violence are a part of life.

STOP BURNING FUEL — ANY FUEL


I liked the column (Green City, 2/11/09) showing that San Francisco will be increasingly using biofuels created locally. This is much better environmentally than using fuels that have to be shipped long distances, which causes more oil consumption and creates more pollution, including global climate change. However, I must point out a common misconception that also appeared in your column.

Burning biofuel instead of a petroleum-based fuel does nothing to reduce greenhouse gas emissions. Every fuel that is burned creates carbon dioxide. Global climate change will not be mitigated by using biofuel or by any other technological means. It will only be mitigated — it cannot be averted, it began decades ago and will continue to some extent regardless of what we do — by humans living more simply and burning less fuel of all types.

GREEN CITY If you’re thinking of greening your home, you might imagine that your that only option is to install expensive energy-efficient appliances — which many renters can’t do and many homeowners can’t afford. But don’t despair. There are ways to reduce your carbon footprint without significantly reducing your bank account, with or without a landlord’s help. Below are several tips from San Francisco’s premier green architect and eco-remodel guru Eric Corey Freed, principal at organicArchitect. His advice should make your home better for the environment and your utility bills.

Fridge Fundamentals The refrigerator is the single largest user of electricity in a household. Why make it work harder, pushing up your energy costs, by keeping it next to the oven? "Having a fridge and oven side by side is the stupidest thing I can think of that people do in kitchens," Freed laments. "An oven makes things hot, and a refrigerator is supposed to keep things cold — the two don’t belong together." Using the same rationale, it’s also a good idea to keep your fridge out of direct sunlight.

Also, if your fridge is more than a decade old, get over your attachment to the dated design and trade it in for a newer, energy efficient model. Pacific Gas and Electric Co. offers free pickups and a $35 rebate.

Think Thermal Heating your home is another major energy sucker. With more winter cold snaps on the way, investing one afternoon and less than $100 to heat smart will produce almost immediate results in lowering heating costs. The first place to look is your windows. While we love the light windows give, they are weak spots for heating. Freed suggests picking up a package of disposable window coverings ($20 for six windows). You may also be able to caulk around windows and vents to keep heat from escaping. Tubes cost less than $5 a pop.

Once you have your windows all snugged up, turn on the heat only when you need it. Freed recommends a programmable thermostat, which costs about $40. Once installed, you can set the heating to go down when you go to bed at night, kick on just before you get up in the morning, and shut off again when you leave for work. "It’s great, you just set it and forget it," Freed says. No more thumping your forehead at lunchtime realizing you left the heater cranking at home, using precious resources to warm empty rooms.

Shower Saver Most showers pour out 2.5 gallons of water per minute, but for $40 you can pick up an easy to install, water-conserving, lowflow showerhead that still gets you squeaky clean. Since many San Francisco buildings are old and hot water is slow to arrive, consider a model with a pause cord or stop switch. This holds the water in the pipes until it is warm and saves gallons of perfectly good water from being dumped down the drain while the heater warms up. Plus, renters can take the showerheads with them when they move to different digs.

Friendly Flushing Another way to conserve water — one that’s free and easy — is to add a full, two-liter water bottle to the toilet tank. This only takes a minute and eliminates a significant amount of water from being wasted every time you flush. Bottles are better than bricks, which also displace water but can damage your tank. If you’re feeling a little handier, grab a screwdriver and lower the float an inch or so. And if you’re feeling innovative, consider installing a toilet-top sink, which gives waste water a chance to be used more efficiently. This graywater system collects the tap water you use to wash your hands, then uses it to flush the toilet rather than sending it straight down the drain. (You’re washing with tap water, not toilet water, so there’s nothing dirty about it.) Sinkpositive.com sells toilet-top sinks for about $100. It’s also an appliance you can take from home to home.

There is a lot of play going on in the work of Desirée Holman. As evinced by the handmade masks, props, and costumes that populate her multimedia pieces — a family therapy workshop comprised of dolls in 2002’s Art as Therapy; a clan of Bigfoot-like sapiens in 2005’s Troglodyte; and most recently, the estranged visages of television’s Huxtable and Conner families in The Magic Window — an anarchic "let’s raid the dress-up box" impulse is often her guiding force. Family sitcoms, pop cultural junk food, and mediated existence in a thoroughly televised culture are her source materials.

From Cindy Sherman’s faux film stills and prosthetic body part augmentations to Paul McCarthy’s return-of-the-repressed performances using all manner of foodstuffs and costume shop detritus, the act of playing dress-up has its art-historical precedents. While Holman’s work superficially brings Sherman and McCarthy to mind (the influence of the former is certainly apparent in 2006’s Bucolic Life, where she plays mother and wife to a mannequin family within a series of supposedly candid snapshots), her art is not as routinely fixated on confronting the viewer with the grotesque and abject.

"I can see why people would find my work creepy, but I don’t see it that way," laughs Holman over the phone. Judging from the opening night crowd’s response to The Magic Window — which takes pride of place at the SECA Art Award show — the most common response to Holman’s work seems to be nervous laughter. But when Roseanne Conner resembles Leatherface, it’s not hard to see why.

However palpable, unease is just a surface response to Holman’s rough-hewn masks and bodysuits. As fellow Guardian critic Glen Helfand noted in an Artforum review of Troglodyte, the empty costumes of the piece’s hirsute, apelike creatures "still channel our evolutionary connection to them" — a connection underscored by videos and photographs of the costumed creatures smoking cigarettes and dancing. No matter how funny or scary we find the ape family, we remain inescapably tied to them. Holman’s art teases out these strange channels and treats them as invitations to play along.

This invitation to connect beyond familiar comfort zones — even if, as viewers, we are frequently stuck, costumeless, on the outside looking in — is what animates The Magic Window, a project originally conceived for and shown at SF’s Silverman Gallery, which is showing work by Holman this April. Comprised of a three-channel video on one wall and colored pencil drawings on the wall opposite, The Magic Window takes its title from a 1939 ad campaign used to sell early, primitive TV sets to American consumers. But the name could just as easily be applied to the sculptural masks worn by Holman and her cast.

The video starts off with parallel narratives loosely modeled after incidents from Roseanne and The Cosby Show, and ends with both families leaving their respective screens to visit each other’s homes/sets. For a finale, the two clans come together for a center-screen psychedelic dance-off set in a purely virtual space where everyone glows with a green-screen aura. (This aura effect is rendered beautifully through tensile wisps in Holman’s delicate drawings). In other hands, the Huxtables and Conners would be mined for parodic laughs or used for nastier ends (see McCarthy’s and Mike Kelley’s assault on family life in their 1992 video Heidi), but Holman has a deep affection for her source material. "I personally like both television shows, which were really progressive for their time," she says. "And I really wanted to look at the similarities between the two families."

Holman’s collaborative fantasy union — in which one of television’s most popular, white, middle-class families gets down with its first-ever affluent, upper-middle class African American kin — could not resonate more with our country’s current political moment. The Huxtables are now, in a sense, the First Family, and the notion of a "post-racial America" has never had greater currency or been as thoroughly debated. To wit, Holman recently revealed in an interview with the blog Future Shipwreck that she created the masks for The Magic Window by attempting to combine the facial characteristics of her cast members with those of the actors who portrayed the characters on television.

In light of the recent election and current events, Holman has, understandably, been thinking a lot about The Magic Window. "On the one hand, [it presents] a critique of reenacting something that is already a fiction," she says, when asked about the piece. Then, as if channeling the zeitgeist on cue, she continues, "But on the other hand — and more powerful for me — are the acts of hope that these families act out in the video."

Hard Knox Cafe

The password for 2009 so far seems to be "hard," as in hard times, hard luck, hard cheese. To this list we might also add Hard Knox Café, whose time has come, though it’s never really gone. By this I mean that when you can go into a place and pay $10 for three pieces of good fried chicken and two substantial side dishes, along with a complimentary cornbread muffin, chances are you’ll be back, regardless of Wall Street weather. And who needs dessert when Stella Artois on tap is just $3.50?

The ironist (a.k.a. yours truly) finds plenty to like at Hard Knox Café beyond the fried chicken and the Stella. There’s the fact that such a value-driven spot should have opened a decade ago, at the golden crest of the Clinton boom, and gone on thriving across 10 topsy-turvy (mostly turvy) years, only to find itself perfectly positioned — and named — for what we can hope will be a new era of value. (A second, and larger, venue opened last summer on outer Clement Street.) There’s also the fact that a restaurant serving American comfort-Southern-soul food should be operated by a Vietnamese family, the Huas.

But maybe that isn’t ironic at all. Maybe it’s just American. And even for confirmed ironists, non-irony has its attractions. Hard Knox’s interior design, of a roadhouse, is quietly witty, with wall panels of corrugated steel (shades of the original Straits Café!), floors of distressed wood, and booths upholstered in red vinyl. The crowd, like the neighborhood, is mixed: young and old, working class and tech-geek, people at a round table deep in conversation over piles of chicken bones while others wait just inside the front door for takeout.

It’s not hard to see why the food has such broad appeal. If you could only have one meal a day, you’d want something from Hard Knox. No, it isn’t fancy; the only foam you’ll find here is the head on your Stella. But it does have that mom-is-cooking authenticity. Everything tastes good. And the portions are big. You will not leave hungry.

We did have a slight salting issue with the beef short ribs (at $13 one of the pricier items on the menu). The meat, on its bracelets of bone, was fabulously tender but timid, like a pale partygoer clutching a plastic cup in a lonely corner, waiting to be teased out. Sprinkling salt on awkward party guests isn’t necessarily a winning strategy, but it does have a way of bringing beef to life — beef, which, even more than television, asks so little and gives so much.

The crusty fried chicken suffered from no such underseasoning: the coating was adequately seasoned, and the meat was tender, juicy, and flavorful. But we aren’t talking about Cajun or otherwise spicy fried chicken; the batter was crisp more than tasty, and while this had the virtue of letting the chicken taste like chicken — and I like the taste of chicken — it also didn’t set off any spice fireworks. Of course, none were promised.

At least as appealing as the big plates of protein are the side dishes. In fact you could make a meal of these, a kind of Southern-comfort tapas dinner. You get your pick of two with each main dish, but you can get them à la carte for $3 each, which isn’t bad at all.

The lack of glamour in the sides is almost glamorous. We were particularly taken with the stewed cabbage, the mere name of which stirred unholy memories from childhood, when "stewed" could only mean "boiled to death." And stinky! Like the reek of old shoes. But this cabbage — green, cut into thick shreds — had been gently handled; it was a little more tender than stir-fried versions, and very subtly scented with, perhaps, some bacon, fatback, or salt pork. Cabbage once filled me with fear and loathing, but I could eat Hard Knox’s version … well, maybe not every day, but often.

Mac and cheese was tasty if slightly gummy. Collard greens are underappreciated outside the South; they are among the tastier greens on their own, and when zipped up, as here, with garlic and a touch of vinegar, they can become almost addictive. Comparably underappreciated (and perhaps almost unknown) beyond the South are black-eyed peas, with their distinctive two-tone look and near-gritty texture; Hard Knox serves them with short-grain white rice, and if you feel inclined to add a jolt of hot sauce to this mildness — not a bad idea — a bottle of Crystal is sure to be near at hand.

Although Third Street has changed considerably in the last decade, with Muni Metro’s T-line now running down the median to relieve some of the tedium, the corridor is still industrial and can still have a sinister video-game sameness, especially at night. But finding Hard Knox Café is — dare I say? — easy. Look for the clumps of people milling around at the roadside. *

The Chron — for sale? Shut down?

Well, that’s the news, anyway. Frank Vega, the publisher, sent a memo out to employees today that lays out some grim options (thanks, SFIST for breaking the story and running the memo):

Dear Fellow Employees:

The rapidly declining economy, coupled with severely declining advertising revenues, is forcing nearly every newspaper company to re-think how it conducts business while continuing to serve its respective communities.

Despite all of our best efforts as an organization, The Chronicle continues to show staggering losses each week. Recent staff and expense reductions have not stemmed these losses, which are only worsening in the present economy. In response to our financial picture and the bleak economic forecast for the foreseeable future, our management team has begun a series of cost-saving initiatives designed to alleviate those losses.

First and foremost of these cost savings will be a significant reduction in force across all areas of our operation affecting both represented and non-represented employees. We will shortly begin discussions with union leadership on proposals. Our current situation dictates that we accomplish these cost savings quickly. Business as usual is no longer an option.

If we are unable to accomplish these reductions in the immediate future, Hearst Corporation, which owns The Chronicle, has informed us that it will offer the newspaper for sale or close it altogether. We know these are painful times for everyone and we face difficult choices. We share in the sincere hope that we will reach agreement with all parties involved on the concessions needed to continue to operate and provide the Bay Area with a quality newspaper.

I will update you throughout this process. Thank you for your support and good work, particularly in economic times that are difficult for all of us.

Now, I agree with the SFIST folks — this could be a shot across the bow to the unions, a message that they better accept deep job and pay cuts or lose everything. Vega is known for being a tough negotiator who wore a gun to work during the Detroit News-Detroit Press Press strike in 1995. And even he’s had a hard time getting costs under control at the Chron, which is still losing roughly $1 million a week. I doubt that Hearst would actually shutter the only major daily paper in San Francisco. Particularly since Vega has negotiated a contract with a Canadian company to print the paper on fancy new presses — and it would be expensive as hell to get out of that.

On the other hand, the green-eyeshade guys in New York aren’t going to tolerate these losses much longer. And if the Chron goes on the block, you have to wonder: Who’s going to buy it?

It’s true that he’s matured a little since the release of “Sex Styles,” “Dr. Octogynecologist,” and “Spankmaster,” but…actually, scratch that. Kool Keith hasn’t matured at all. I mean, sure he talks about global warming sometimes, but his most recent albums feature songs/skits with names “Booty Clap,” “Our Operators are Masturbating,” and “Eat It.” Plus, he hangs out with Ice T and Princess Superstar every day. ‘Nuff said.

What This show is called “Kool Keith: Dr. Octagon vs. Dr Doom,” which probably sounds confusing if you’re not familiar with Keith’s multiple personalities. Here’s a little background. Keith’s most famous alter ego, Dr. Octagon, is an extraterrestrial time traveling gynecologist from Jupiter who likes anal sex and shark meat. He has yellow eyes, a green face, and a pink-and-white Afro. Dr. Doom is a serial killer who eats other humans and breeds rats. Doom and Octagon got into a little scuffle about 10 years ago and Octagon lost. He died. Or at least that’s how it seemed. Somehow Dr. Octagon managed to record an album and make some videos back in 2006. This really pissed Dr. Doom off so now they’re having a musical re-match that’s bound to last an eternity (check the video footage here). Expect Dr. Sperm, Alien Man, Mr. Nogatco, Willie Biggs, Jimmy Steele, and many many others to appear. Mike Relm, Crown City Rockers, and Hopsin will also be performing. Dj set by Kut Masta Kurt. The Tao of Thao

Coping with the backhanded compliments are just one pre-occupational hazard for musicians as they take stumbling baby steps toward the mighty kingdom of mad skills — and Thao Nguyen, she of Thao with the Get Down Stay Down, is no exception.

"I used to sing even more off-key, if you can believe it," says the 24-year-old matter-of-factly. She’s hunkered down behind a cup of green tea, knuckle-length sweater sleeves shielding her fingers from the chill wafting in the door of a Haight District café. When Nguyen first slung on a guitar and began to find her voice as a Lilith Fair–inspired teen, one of her uncles would respond to her performances by offering her a plate of food. "Which is terrible to do to a kid," Nguyen recalls with amusement. "He’d say, ‘Here, you’re moaning as if you’re very hungry. I brought you food so you would stop.’ Which is funny but also terribly demoralizing when you’re 15!"

"So all that to illustrate that I’ve never considered myself a vocalist," Nguyen continues, not feeling sorry for herself in the slightest. "I started singing because I started writing." The sensuous, alto rasp of Lucinda Williams and Nina Simone are her vocal models today. "But yeah, I’d never call myself a singer. A taxpayer, tax evader, maybe," she jokes, "but…"

Taxes are at the forefront of the songwriter’s noggin: she’s just back from Portland, Ore., where she and the Get Down Stay Down–ers Willis Thompson and Adam Thompson recorded the unvarnished beginnings of her followup to her 2008 Kill Rock Stars debut, We Brave Bee Stings and All, with that recording’s producer Tucker Martine (the Decemberists, Sufjan Stevens). Now she’s content to settle briefly into a Haight sublet, though amusing yarns about her tour adventures, sprinkled with charmingly self-effacing, witty asides, spill from the songwriter. With her hair spraying in spikes from a rough bun atop her head and a slender build beneath thin layers of knits, Nguyen is the poetic pal you’d happily rope into a larky day trip, an impromptu art project, or simply a mug of tea: smart (she successfully graduated from the College of William and Mary with a degree in Sociology and Women’s Studies in 2006, despite following her performing muse throughout with fellow student Willis), slightly distracted, and surprisingly grounded (women’s advocacy work is a passion; she’s worked at domestic violence shelters and yearns to volunteer at the Rock ‘n’ Roll Camp for Girls; and then there’s those taxes).

Bee Stings reflects its maker in its sprawling, multi-hued, shambling assemblage of tunes. Loose, lovable, and surprisingly hook-laden, this album sets Nguyen and her hungry-ghost wail in an inviting landscape resplendent with frisky banjo and jittery rhythms, rubbery moments of spare twang, slouching blues guitar, and a lazy horn section plucked from the swampy South. She describes her little-distributed first album, Like Linen (Trust Me Incorporation, 2005), as folkier — with Bee Stings one can imagine an attempt to capture the mercury glimmers of Nguyen’s very essence.

"I’ve always had a very low attention span, and playing music is the only thing that has ever … adhered," says the vocalist, who grew up helping out at her mother’s Laundromat in Falls Church, Va. When she returns, she still helps fold other people’s clothes. "The one gratifying thing about tour is that it serves short-term memory. As far as anything you experience — whether you like it or not — it’s done in an hour, and you can either aim for that experience again or avoid it. So it’s an interesting way to spend your time, like a fruit fly."

And fly she has, by playing music and penning eloquent, intelligent lines like "You are mine / So I never would mind / I work my arms so hard / Just to give you an airplane ride" from "Feet Asleep," a song written from the perspective of Nguyen’s hard-working, self-sacrificing mother. That tune, as well as the feisty, thrumming "Swimming Pools" and the CD’s very title, Bee Stings, testifies to the strong women who raised Nguyen, in addition to her own quirky travels and travails.

Bee Stings has literal and figurative roots: stemming from an incident in which Nguyen jostled a bee hive, felt a bee crawl up her shorts, ran into a house, pulled down her pants, and was, as she puts it, "stung in the ass" for her trouble. Likewise, she adds, her mother, grandmother, and aunts have taken the stings and pricks of life on a daily basis. "I’ve seen them absorb so much," the songwriter says. "They’re all incredibly resilient women, and it’s a tribute to them and to just being a woman in the world, which is sometimes incredibly difficult and very specific and idiosyncratic." Nguyen sounds like just the woman to encapsulate that.

Punk pop riddle

Like many other newb admirers, I never knew about Zero Boys during their brief existence from 1979 to ’83. But then I got a copy of their thrice-reissued debut, Vicious Circle (now Secretly Canadian) in my hot little mitts — love that punk pop primitivism. During its short life the Indianapolis group never played the Bay Area: its 1982 SF storefront show was unceremoniously canceled. The Zero Boys broke up soon afterward, with bassist Tufty joining Toxic Reasons and relocating to the Bay, but the outfit has reunited with each reissue of Circle — a recording that’s found quite a rep for itself as a lesser-known hardcore gem.

Now, with the reemergence of Circle and History Of, a collection of unreleased recordings, a promoter fan is flying them out to play. "There’s been very little effort to revive the band on this end," said vocalist Paul Mahern, 45, from Bloomington, Ind. "It’s all fan-driven." The appeal of this record — which Mahern made at 17? "There’s a snotty kids thing, but there’s also this real musicianship. Also we were among the first wave of American hardcore that was also pop punk," he said. "Scratch the surface below Green Day, and you get the Zero Boys."

Wrecked park department

On Feb. 13, in a fourth floor hearing room in City Hall, large crowds of San Francisco Recreation and Park Department workers and supporters showed up on short notice to hear how the department was going to be gutted by deep budget cuts.

Overflow crowds of spilled into adjacent rooms to hear interim department director Jared Blumenfeld announce impending cuts to staff and hours. Although the department’s Web site stresses that "all parks, playgrounds, recreation centers, pools, golf courses, gyms, art centers, senior centers, and clubhouses will remain open," the cuts are so deep that all involved knew that the services and facilities will be shadows of their former selves.

Many people told the Guardian that they are also concerned that the process is intended to facilitate privatization of many Rec and Park functions, giving city jobs to contract workers who will not be able to duplicate the experience or connection to communities of the city workers they replace.

The Rec-Park Commission will have another hearing on the cuts at 2 p.m. Feb 19 in City Hall, Room 416, with more time for public comment. Activists working for more equitable cuts will stage a protest rally beforehand across from City Hall at 1 p.m.

At the meeting, numerous youngsters and their parents spoke of recreation directors mentoring kids who have few other positive influences in their lives. Many of these Rec and Park workers will be on the receiving end of pink slips at the end of the month. Blumenfeld announced that 51 full-time equivalent recreation director positions would be cut (the actual number of layoffs will be even higher given than many of the workers are part time).

Blumenfeld explained that $11.4 million needs to be cut from Rec and Park’s budget of the total budget about $140 million. He described some new ways to raise revenue, including charging entrance fees for the Botanical Garden, increasing pool fees, and charging the SF Public Library rent for the 32,000 square feet where local branches operate on public park land.

But even critics of the department say Blumenfeld is more accessible than his predecessor, Yomi Agunbiade, who was forced out last year after he came under fire for some of his privatization schemes and personnel issues. But raiding library funding, which is protected by voter-approved budget set-asides, is likely to create a backlash from the public.

Blumenfeld said he regretted tapping library funds, but said the move is being forced by budgetary realities. "Ultimately, this is a Lord of the Flies situation," he said.

Leah Grant of the group Friends of Potrero Hill told the Guardian at the hearing that the playground near where she lives was recently chained shut, leaving at-risk kids locked out. In an e-mail after the meeting, she wrote that it is "very, very difficult to accept that the programs for the disabled and at-risk children are going to be thrown under the bus while the privatization continues to the advantage of the wealthy and the taxpayers of San Francisco are literally being robbed of our public parks."

Grant also expressed concern that the City Fields Foundation, backed by Gap, Inc. founder Donald Fisher, a controversial funder of conservative causes in San Francisco, has essentially been taking over parks across the city and would further benefit from this year’s restructuring by filling the void with privatized services.

Blumenfeld insisted that "rumors" of privatization were unfounded, but admitted that Mayor Gavin Newsom’s nonprofit public-private partnership Rec Connect model is a key part of the mix in the new budget arrangements. As the Guardian reported ("Connect the connects," Oct. 17, 2007), the Rec Connect model is "private, funded by undisclosed corporate donations, staffed by volunteers who are often city employees or [Newsom’s] campaign donors, and unaccountable to any internal controls or outside scrutiny."

One department employee, who spoke off the record due to concerns about job security, told the Guardian that "there is not the same level of accountability for those in the Rec Connect program. If they leave the building where they are working, there is not necessarily anyone who is watching them."

Sources within the department say there will be 10 new Rec Connect sites opened to offset the budget cuts, a move that comes at a time when Newsom is trying to raise significant money for his nascent gubernatorial campaign.

"I feel like they’re using the financial crisis to push something they’ve been trying to accomplish for a long time," the source said. "And with this model, there are three to four layers of paid bureaucracy before these monies get to the kids. What they aren’t telling the public is that it is actually cheaper to allow Rec and Park workers to do our job than to pay the nonprofits, even though the workers the nonprofits contract out are making a lower hourly wage."

Lorraine Hanks, a recreation director who has worked with Rec and Park for 16 years, shared similar dissatisfaction with the Rec Connect program. In a phone interview, Hanks told us that "Rec Connect was supposed to come in and create innovative programs. They didn’t do that. They wound up doing the same things we were already doing."

Rec Connect spokesperson Jo Mestelle didn’t return Guardian calls for comment by press time.

Hanks also noted that "under Proposition J, 50 percent of funding was supposed to go to Rec and Park, and 50 percent was supposed to go to DCYF [Department of Children, Youth and their Families]. If we had that original 50 percent, we wouldn’t have to lay anyone off."

On the way out of Friday’s meeting, Betty Traynor of Friends of Boeddeker Park told us that many seniors and youngsters in the Tenderloin will have no park or safe public space to go to if the proposed cuts to hours go through, and that important programs for kids and seniors will be eliminated. Traynor added that the cuts "will also reduce hours for adult users of the park who have no other open green space in the Tenderloin."

Rec and Park employee Brando Rogers said the cuts would hurt youth who have developed relationships with employees and value these after school programs. "These are long-term relationships," she told us. "They can’t be replaced by seasonal contract workers. I’m worried that if these precious mentors have their jobs eliminated, the neighborhoods will just be decimated."

GREEN CITY The easier a compost bucket is to use, the more people will use it. But Compostmodern ’09 isn’t about compost at all — it’s about design. This annual event is a collaboration between the American Institute for Graphic Artists (AIGA) and the Academy of Art University that examines the intersection of design and environmental sustainability.

This weekend’s conference, held at various locations around San Francisco, features talks and slide shows by local designers, art installations, workshops, and demonstration projects proving that brown is the new green.

"I’m interested in helping people get a good grounding in what designing for sustainability means. The reality is that this industry is still so new," Nathan Shedroff wrote on the Compostmodern blog (compostmodern.wordpress.com). Shedroff chairs the Design Strategy MBA program at California College of the Arts, and will discuss sustainability frameworks at the conference.

Local graphic designer Amy Franceschini (futurefarmers.com) presented some of her work at Compostmodern in 2006. Inspired by all things green, she posed a question that only a designer would ask: if earth-bound plants lean toward light naturally, might design liberate plants to move about freely? There were mixed results to her experiment, but the question alone gets at the spirit of the conference: bridging the gap between the possible and the possibly possible by challenging designers to be environmentalists.

Autodesk brings sustainable design into the world of software by incorporating powerful new analytical tools into 3-D modeling programs used in architectural and other design. "Full-on energy analysis used to be really challenging and expensive," said program manager Dawn Danby, a featured speaker at Compostmodern this year. "We’re making software that empowers designers to make a case for sustainability, to make better decisions, decisions that have huge impacts on things like water or energy use. We need to make design a solution, not just a bonus when times are good."

Michael Gelobter, another of this year’s Compostmodern presenters, told the Guardian that the Bay Area’s unique combination of companies, researchers, and activists all living together is what makes it the epicenter of the clean-tech revolution. Even though he’s a climate strategist, Gelobter is optimistic about the future: "We have to own this change, and in the process solve a lot of other problems like wars and financial waste.

"A lot of our relationship with climate change and fossil fuels has to do with the built environment, the designed environment — our cities, buildings, schools. and the way we design our day-to-day interactions with products," Gelobter continued. "All of those include assumptions about energy use, where we get the energy, and the form that energy comes in. And designers are really the front line in redrawing that. They’re the cutting edge of how we make the world different, so they have to be informed about policy and economics, but also [about] people’s day-to-day lives, their lived experience of how change might happen. They have to be able to design to those kind of criteria."

That’s why Gelobter founded Climate Cooler, shifting his work from policy to shopping and "changing the choices consumers have so that they can take action." He insists that cleaning up the economy is good business. "You stop smoking crack, and you suddenly have all this money to spend on things that are a whole lot healthier. That’s true with fossil fuel use and the other things that cause global warming as well."

Gelobter’s latest project will equip Intuit’s popular QuickBooks accounting software with a carbon-calculator. It’s a partial redesign to help small businesses know the impact of their purchasing patterns on global warming, and to "start using that information to make better choices, to save money, save energy, and reduce their [carbon] footprint."

Taking on Herculean problems is not for everyone. But Compostmodern seeks to engage top designers with the task of making the seemingly impossible a little more likely. It’s a goal that is essential to achieving sustainability on a grand scale and using this economic meltdown as an opportunity to redesign our world.

If clothes make the man, then does the bistro make the neighborhood, or the other way around? This is a trick question, because the answer is: both. Part of the magic of any bistro is its neighborhood, which becomes part of the experience. And — the obverse — in a city of neighborhoods like ours, no neighborhood is quite complete without a bistro.

For neighborhood atmospherics, it’s hard to match the cloud village that floats on the back-country streets behind Grace Cathedral. A cable-car line, a shop or two, a run of handsome townhomes with a certain Parisian feel and a twinkling cityscape in the background — and, at the edge of things, a bistro, a quite convincing one, Rue Saint Jacques.

Don’t bother looking for a street named Saint Jacques, because you won’t find one — although you will find an authentic-looking Paris street sign in the restaurant’s front window. Don’t bother looking, either, for the strangely enchanting Uzbek restaurant called On Jackson, which until about four years ago could be found on Jackson, at Taylor. It’s in that snug corner spot that we find Eric Lanvert’s Rue Saint Jacques, with an appealing paint treatment (like butter washed with cognac), a distinct upgrade in furniture quality from Uzbek days (including rather Arts-and-Craftsy-looking chairs), and, of course, some first-rate French cooking.

By "French cooking" I don’t mean the haughty, haute kind with all the rich, intricate sauces, but the earthy kind, the bistro kind. Rue Saint Jacques’ menu is mostly an exercise in this sort of heartiness, carried off with considerable style. The dishes rely on a timeless appeal and are very much the ones you’d find in countless neighborhood bistros in Paris. They also rely on high-quality (often organic ingredients) and thoughtful, though not fancy, preparation.

For those of us who love the prix-fixe, Rue Saint Jacques is as good as it gets. A flat fee of $35 buys you three courses: any starter, any main dish, and any dessert. Some of the more luxe possibilities, such as lobster risotto and the very formidable cassoulet, do carry a surcharge, but these are the exceptions. The sans surcharge appetizers are not exactly shabby anyway; a gently beefy beef tartare is made from freshly ground Niman Ranch filet mignon and subtly spiced up with a bit of mustard, while charcuterie is presented as a duo of rich, housemade pâté slices, one of duck, another (and coarser, country-style) of pork. Meaty, chewy snails are served Catalan-style, in a chunky sauce of sausage, bacon, and melted cherry tomatoes in an earthenware crock.

The French onion soup is the color of espresso: a sign that the onions have been patiently and repeatedly caramelized for maximum intensity of flavor before being sealed under a cap of melted cheese. A pistou-style soup of winter vegetables, including cabbage, carrots, turnips, and white beans, is paler — pleasantly pale, really, though roasting the roots might have added some depth and weight. I did wonder about the addition of the out-of-season basil, which lacked its midsummer pepperiness.

The main courses, like their opening acts, are mostly familiar. Skirt steak (from Niman Ranch) is pan-roasted, sliced, slathered with a sauce of caramelized shallots, and plated with a stack of wonderfully slender, crisp herbed frites. Breast of local duck is roasted (to medium and perhaps then some), sliced, fanned over a bed of wild rice, and sauced with an ambrosial blend of cognac and green peppercorns.

The cassoulet is so heavy-duty that it reaches the table in a cast-iron skillet, complete with handle that must be oriented in an acceptable direction so as not to catch a passing thigh and send the whole thing flying. Within the skillet we find (in addition to a wealth of white beans lightly crusted with bread crumbs), confits of lamb and duck leg (the duck still on the bone), along with an entire boudin blanc and chunks of fatback. You pay an extra $7 for the cassoulet (or $26.75 à la carte), but the dish could easily feed two hungry people.

The one offering I hadn’t seen before was mijoté de porc, described by the menu card as "slow-cooked pork belly with a ragout of vegetables." Since pork belly is the source of bacon, I was expecting something rather fatty, in fact problematically fatty, but what turned up instead resembled a pot roast: chunks of tender meat in a thick, dark, slightly sweet sauce laced with wild mushrooms.

Rue Saint Jacques’ desserts are very much in the bistro mainstream and include a solid chocolate mousse and a creditable vanilla bean crème brûlée. The unconventional choice is probably the strawberry soup, which drew my eye in part because of its unexpectedness and in part because I hoped, after some heavy going through the savory courses, that it would be relatively light, despite the promise of Chantilly cream.

Dessert soups I’ve had in the past have been served in broad bowls, like regular soup, but this one arrived in a parfait glass: a base layer of soup, not too sweet and quite chunky, almost like runny preserves, with a thick cap of Chantilly cream, which is basically sweetened whipped cream. The boundary between the layers quickly became blurred, and the cream more or less self-folded into the soup, with a luxurious result.

The service staff is swift, professional, and proper, in the best French tradition. They do not fawn or make chitchat, but if something goes wrong — your order slip temporarily ends up on the kitchen floor, say, causing a delay — you’re likely to be comped a glass of wine or a shareable dish, and maybe even some excellent port to finish. Or was that Banyuls?

CHEAP EATS Red. Green. Yellow. Dark green. Orange. Light green to the point of being almost yellow. Earl Butter was showing me his peppers, which is not a euphemism. If it were, I wouldn’t know what it meant. So lucky for all of us, this was literal Truth. There they were, true peppers, in all their shapely and colorful glory, on Earl’s kitchen table. Some of them were in bags.

"Weren’t you born in Texas?" I said.

"No no," he assured me. "I lived there when I was little."

I said I hoped he didn’t intend to ever go back, because they might not let him in if they knew the way he made chili. As many kinds of peppers as possible, no meat.

For my part, forgiveness was automatic, not only because I love my buddy Earl, but because I wasn’t staying for dinner anyway. What a guy! When he cooks, he cooks for the whole floor, and some of the people on his floor are vegetarian.

Sure, I would do things differently. Either cook for myself, or move to a different floor. But I’m not Earl Butter, and this is an important point: I don’t know who I am.

Not the chicken farmer, that’s for sure. I gave my girls away and moved to a fancy-pants neighborhood in Oakland, arguably Oakland’s fancy-pantsiest: Rockridge. I’m mobile (new car), I’m upward (new car); if only I were young, I would be a yuppie.

And, to the extent that yuppies are kind of antithetical to, say, hippie new-age energy healer/poet types, I would embrace my new identity so hard its ribs would crack. I love where I live, and I love the people around me. On the other hand, I’m still as poor as pickle juice. I can afford to live in Rockridge because my apartment is free, in exchange for taking care of the kids sometimes, like picking them up at school, playing music with them, kicking a ping-pong ball in the park, and other things I love to do anyway, like helping with dinner.

Which reminds me: Earl Butter was making chili. But you can’t make chili on an empty stomach. I needed me a bath. But you can’t exactly bathe on an empty stomach either, if you’re me. So I tugged on his shirt sleeve until I’d tugged him out of the kitchen, clear out of his apartment, down the stairs to the Mission District, and into my car.

And we drove off in aimless search of cheap eats.

Found ’em! On Ocean Avenue, of all the crazy places, riding off into the Sunset. Eat First. What are you gonna do, name like that? We ordered hot and sour seafood soup, spicy chicken wings, kung pao chicken, and sliced pork with preserved mustard green.

But they wouldn’t let us have that last one. "It’s Chinese food," our waitressperson kept saying, shaking her head.

I countered with the unassailable argument, "And …?" But it wasn’t until I’d persuaded her that I’d had the dish before, many times, and loved it, that she agreed to include it in our order.

Reluctantly. Mutteringly.

Earl Butter pointed out that we were the only whities in the place, that everything else we’d ordered was classic whitey fare, and that no matter how badass I felt on the inside, I looked "irretrievably dainty" — even all sweaty and disheveled from back-to-back soccer games.

Waitressperson came back and said they were out of the pork with preserved mustard greens. Earl thinks she was lying. I believe her.

New favorite restaurant.

As for my new-age trucker mother … maybe you guessed already: he turned out to be more energy healer than truck driver, damn him. On our first date we walked and danced on the sidewalk, looked over a railing into a stream, then sat on a bench and kissed like crazy.

What a wonderful woman I was, he whispered in between things. Deep, oniony, complex, cute …

I had to say what else, and that was, more or less, it. He showed his true colors. I don’t know what shade of pale would describe them. Maybe new-age gray. He was not the color of peppers.

Biodiesel’s leaps

GREEN CITY Biofuels, which decrease reliance on polluting and planet-cooking fossil fuels, made a couple of big advances in San Francisco in recent weeks.

Michele Swingers and Robin Gold seized the key market by opening Dogpatch Biofuels Station on Pennsylvania and 22nd streets. The youthful partners say it’s the only station in San Francisco selling B100, or fuel made from 100 percent organic matter. San Francisco Petroleum finishes a distant second by selling B20, which is 20 percent biodiesel blended with 80 percent petroleum diesel.

The independent owners of Dogpatch Biofuels take the extra green step by trying to tap production sources that are as local as possible. "We should always be striving for a comprehensive picture of the resources that go into the production and transport of fuel," Swingers said. "We believe that locally sourced biodiesel from recycled oil is a far cry from corn-based ethanol. Further, we believe it’s a sustainable diesel alternative utilizing a waste product."

Dogpatch gets its biodiesel from as far away as Bently Fuels in Reno, Nevada, which blends fuel from recycled components, such as used vegetable oil from restaurants. Many biofuel manufacturers here on the West Coast buy virgin oil from the Midwest because it’s pretty cheap. But buying virgin oil for biofuel can increase the demand for its edible sources, like soybean and rapeseed crops, and drive up the cost of food. Now think about transporting millions of barrels of biofuel by fossil fuel–powered truck across the country. It seems wasteful, defeating the benefits of sustainable fuel.

San Francisco’s municipal fleet is a prime culprit of unsustainable sustainability practices: it buys soybean oil from the Midwest to power its trucks and Muni buses. Karri Ving, Biofuel Program Coordinator for the San Francisco Public Utilities Commission, said that the city’s current system is better than using petroleum diesel from Iraq, but that it could be even more efficient.

Fortunately, Mayor Gavin Newsom just announced the launch of a new project that will take "brown grease" from sewers and turn it into a renewable biofuel for the city fleet. "Turning waste generated by local restaurants and other businesses into a sustainable fuel source is yet another major step in reaching our goals of carbon neutrality for city government by 2020," Newsom said.

He also touted the city’s progress toward other environmental goals, including zero-emission public transit by 2020, a 75 percent recycling rate by 2010, and zero waste by 2020.

"We are not going to be growing soybeans in San Francisco, so why not take this grease and make it into something usable and renewable, for that matter," Ving said.

The Environmental Protection Agency and the California Energy Commission awarded the city $1.2 million in grants for the project. The SFPUC will provide a solid model for other cities looking to adopt similar programs and even show them how to save a buck in the process. For example, by putting the biodiesel processor at the site of the Oceanside Wastewater Treatment Plant, the city repurposes property it already owns. Grease already gets stuck inside the plant’s "grease trap," racking up $3.5 million every year in cleanup costs. The new project will potentially save hundreds of thousands of dollars per year.

"The overall goal is for the wastewater division of the PUC to help the city gain fuel independence to import less diesel and export less grease to surrounding cities," Ving said. "Millions of pounds of rancid material is exported out of the city, making a case for environmental injustice." San Francisco’s brown grease is exported to East Bay landfills, which are often sited in areas with high minority populations. The Oceanside brown-grease project is supposed to be up and running by November.

"So if we can turn that tarlike bunker fuel into a clean-burning biofuel made from restaurant waste, it’s a win on a number of levels," Ving said. "The only downside is that we should have been doing this 50 years ago, but now we’re in a situation where we recognize the global and health issues, and we have a solution that we really want to get moving on."

The fight against local and global climate change is on. With small- and large-scale infrastructure falling into place, the biofuels movement in San Francisco is gathering momentum.

From hither and yon comes word that the restaurant world is troubled. Nice spots are half-empty in San Diego, greasy spoons are going out of business in small Great Lakes burgs, and even in our own golden city, a slick new restaurant in the Mission District was pretty torpid on a recent Saturday in prime time, according to my friend the reconnaissance man.

Then there’s Bar Jules, which is snuggled into a slender spot next to Suppenküche in Hayes Valley, and still seems to be packing them in, even as the wreckage of the Bush demolition derby continues to accumulate, like rubble in the streets of a bombed city. If your idea of fun is to sit at a Parisian-snug bistro table, a mere elbow’s throw from tablesful of 30-ish wine hipsters — I lost count of the number of times I overheard the word "awesome" with respect to this or that cult vineyard or vintage — then you will love Bar Jules.

As for me: I find that while eavesdropping can be fun, compulsory eavesdropping is seldom fun. Also, I dislike the heavy-framed spectacles currently in hipster vogue, and I fear they come from France, a land I otherwise have the greatest admiration for. No elbows (or shoes!) were thrown at the hipsters, but I could not stop longing for some modified version of that big red Staples button, which, with an "awesome" floating toward me, I would push, and there would be a gentle, obliterating bzzzzt. That would be awesome, in the Dame Edna sense.

Bar Jules isn’t exactly a French restaurant, but it does have the bustling feel of a boîte in one of Paris’ edgier arrondissements. The restaurant, which opened last spring, features the cooking of chef and owner Jessica Boncutter, whose Zuni pedigree is very much in evidence on the menu. The cooking speaks largely in a Mediterranean vernacular; it’s peasant food that’s donned its Sunday best for church. But because this is California, other influences make themselves felt as well, and the restaurant quietly but firmly pursues a commitment to local and organic foodstuffs.

Among the least Zuni-ish of the dishes we came across was a shallow bowl of cochinitas ($10): shreds of pulled pork laid across a bed of short-grain rice, with twirls of pickled white onion scattered across the top. We were advised that the cochinitas were spicy, but apparently the sense of spiciness is relative, since we found the pork tasty but not even slightly incendiary. A little color would have been welcome, although in general the kitchen seems attentive to the visual dimension of food.

Among the most Zuni-ish dishes was an arugula salad ($9) tossed with walnuts and red beets, lifted by a creamy coriander vinaigrette. And I mean coriander not in the cilantro sense but in the spice sense; the plant’s seeds, when dried, resemble large white peppercorns and, when crushed, release a (to me) spicy-nut essence. That essence brought balance to the vinaigrette and helped boost the beets, which for me never taste quite as good as they look.

The bigger plates were nicely sized, not huge. A chunk of bluenose sea bass ($26) washed ashore on a rubbly winter beach of cannellini beans, shreds of braised fennel root, and black and green olives. I would describe this dish as quintessentially in the Zuni style: elegant rather than fancy, with enough high-quality ingredients to form an ensemble but not so many as to start drowning one another out.

The vegetable platter ($17), on the other hand, did suffer from a bit of crisping-bin clutter. The star of the plate was a single round of sweet potato, softened and lightly charred on the grill, and it was good. But around it clamored a madding crowd of grilled leeks, beets, cannellini beans, and quartered baby artichokes, each a worthy player but somehow not connected to the others.

Although I am not a vegetarian, I appreciate the fact that Bar Jules takes vegetarians into account. But a kind of "chef’s surprise" vegetarian platter did surprise me as being slightly retrograde; the better and more modern way is a seamless inclusion of dishes that are naturally meatless. Form lends coherence.

Chocolate nemesis ($7.50) sounded like such a forbidding dessert that we couldn’t resist it. What arrived was a wedge of flourless chocolate cake half-shrouded in whipped cream. To say that the cake was dense and moist is inadequate; it was a voyage into the very heart of well-moisturized chocoutf8ess. But I would have liked a raspberry or two — or even a blueberry — just for a touch of color. Like a bit of rouge on Dame Edna’s cheeks.

June 2 special election gets a green light

On Feb. 3, the Board of Supervisors voted 8-3 to adopt a resolution calling for a municipal special election on June 2, setting the stage for an epic ballot battle over budget choices.

With Supervisors Michela Alioto-Pier, Carmen Chu and Sean Elsbernd dissenting, the board approved the election, which will ask voters to decide on new tax measures in an effort to raise city revenues.

The election was proposed as a partial solution to the city’s looming $576 million budget deficit for the 2009-10 fiscal year, which Supervisor Ross Mirkarimi described as a “tsunami … that the city is being hit by.” The cuts will deliver painful blows across the board, affecting citywide health and human service programs in particular. At last week’s meeting, hundreds turned out to express concern about how deep cuts will leave some of the city’s most vulnerable populations at risk.

Green Chile Kitchen

You would expect that a restaurant with "green chile" in its name would serve at least one memorable dish with green chiles, and Green Chile Kitchen does. In fact, the restaurant serves a host of memorable dishes (some with green chiles, many others without) and, because it’s in the middle of NoPa rather than at, or just past, the edge of it, Green Chile could be the best restaurant in NoPa. Much would depend on our understanding of NoPa: region with definite borders or state of mind?

This is the sort of question some of us occasionally mull with respect to Mexico. There is, or was, Old Mexico, whose reach extended all the way up the Pacific Coast to the Strait of Juan de Fuca (near Seattle), and there was (and is) New Mexico, one of the Lower 48. The boundaries of Mexico have long been hazy; a legal border has existed since the end of the 1848 war (a good account of how it was drawn can be found in Daniel Walker Howe’s What Hath God Wrought: The Transformation of America, 1815-1848), but, as travelers through the Southwest can attest, the reality is far more zonal and interesting.

Green Chile Kitchen serves a good deal of what the menu describes as "New Mexican" food, and much of this seems Mexican, or Mexicanish, with Indian and desert overtones: salsas and guacamole, tortilla chips made from blue corn, and pinto beans. The restaurant opened about three years ago in a location easily reached by USF students and Haightsters, and it strikingly combines elements of college-town café and stylish restaurant. You order at the counter and carry a numbered plastic doodad to your table so the service staff can find you, and while you wait you admire the soaring ceiling, the burnished wood trim, and the pale sage paint scheme. Full table service would seem to be about a half baby step away, but maybe the current arrangement provides some real savings. Even given the kitchen’s emphasis on organic ingredients, the prices are surprisingly gentle.

There is no better deal to be had on Green Chile Kitchen’s menu than the green chile stew ($4.50/cup, $6.95/bowl). The scale isn’t quite that of a typical pho at a Vietnamese restaurant, but it’s considerable, and the stew itself is an impressive, faintly smoldering collection of green chile strips, chunks of slow-roasted Niman Ranch pork, quartered potatoes, and bits of tomato in a clear, even-tempered broth. The broth (vegetable, I thought) was key; it didn’t add as much flavor as an animal-based stock might have, but, like subtly textured white walls in a museum, it let the main ingredients be heard without completely disappearing itself.

If you pine for the modesty of Fresca or Limon in their earliest incarnations, you will thrill to GCK’s rotisserie chicken (made with Fulton Valley birds). A half-chicken dinner costs $10.95; the bird is rubbed with your choice of herbed citrus or green chile and is served with blue-corn chips, Spanish rice, beans (pinto, black, or refried), and calabacitas, a succotash-like jumble of green and yellow squash cubes, corn kernels, and bits of green chile. The chicken itself was expertly cooked, the dark meat done through while the white meat remained juicy. That is the test of all roast chicken. The party of the second part did register some mild disappointment with the pinto beans, which were thought to be underpowered. A jolt of some blood-red salsa helped bring them back into trim.

I was slightly disappointed in the quesadilla ($3.50), which combined jack and cheddar cheeses to colorful effect but suffered from a dry and brittle tortilla. And the starters offered what little sticker shock there is to be found on the menu. The plato de aperitivos cost $11.95, and while it was full of bright variety — from a pair of tamales to a crock of pristine guacamole to a quartet of salsas and a heap of blue-corn chips to dip in them — the price seemed a little high for what was, after all, mostly starch, indeed mostly corn.

Still, the salsas were excellent: a tour de force of salsa-making. There was the regular tomato kind (seemingly darkened and deepened by roasting), a smooth-tart, pale-green blend of avocado and tomatillo, a pico de gallo, and — the standout — a habañero number the color of lobster bisque, with a hint of citrus fruitiness mixed in to temper some of the high heat. (Habañeros can be quite deadly to the tongue in their pure, untempered form.) When we wearied of using these salsas to coat chips, we started spooning them over the rice and beans and the forlorn quesadilla to pleasing effect.

In the evenings, the people come and go, talking of … well, probably not Michelangelo so much as takeout, which appears to be an appreciable part of the business. (So are breakfast and lunch services.) The clientele tilts toward hip-looking youth, although older people are not unrepresented and we even noticed what seemed to be a family grouping: a set of parents in late middle age and their young-adult children, everyone eating and happy in one another’s company, as if on a sitcom from the 1950s. Not many restaurants are able to cast so wide a net. Green Chile Kitchen, by serving distinctive, carefully made food in an attractive setting at a moderate cost, manages to appeal simultaneously to the price-conscious, setting-conscious, and quality-conscious constituencies. And for those of us who have finger in each of those pies — or stews — the word can only be jackpot.

It’s a living?

REVIEW Amid worsening violence between their respective Sunni and Shia communities, even old friends Adnan (Bobak Cyrus Bakhtiari) and Laith (Amir Sharafeh) are prone to argue along sectarian lines. But these squabbles are more than offset by a dire mutual predicament: as Iraqi translators working for the U.S. occupation in Baghdad, Adnan and Laith live as persons "in between," precariously balanced between glib and suspicion-prone American employer and outraged fellow citizen alike. Along with Green Zone coworker Intisar (Denmo Ibrahim), who as an Iraqi woman eschewing hijab and working for the Americans earns special disfavor with many countrymen, they risk being labeled traitors and becoming friendless targets of a ruthless insurgency. At the same time, they find the American bureaucracy less than willing to help, whether by upgrading their security clearances or, when all is lost, providing them asylum in the United States. Fortunately, there is one "good" American — isn’t there always? — who goes to bat for them, in this case a young information officer named Prescott (Alex Moggridge), whose strenuous efforts achieve mixed but significant results.

If you pretend it’s actual news, journalist and author George Packer’s first play, Betrayed, might at least have the merit of bringing us something we didn’t know already about the "situation" in Iraq, as it is still so often called. But who will be surprised to learn that Iraqis working for the extremely unpopular U.S. forces find themselves in a terrible double bind? Or that the American occupation seems lacking in its will to address its moral, let alone legal, obligations to the people it has invaded and made more desperate than ever?

Based on Packer’s 2007 New Yorker article of the same name, Betrayed seeks to put a human face on such in-between persons, and Aurora’s West Coast premiere, helmed by Robin Stanton, does a reliable and respectful job of rendering the action. There are moments of convincing dramatic tension, including Ibrahim’s affecting monologue about her life, relayed to an unseen reporter, and a confrontation between Laith and a harrying Regional Security Officer, played with credible aggression and conviction by James Wagner.

Still, it all feels less like urgent news than a somewhat wooden and familiar form of special pleading. Beneath its critical take on the American "mission" — truly a neat word for it — Betrayed puts Iraqi voices in the service of that other insular project: that of redeeming the myth of American moral superiority, even while chastising the failings of the George W. Bush–era government and foregrounding the play’s composite but real-life Iraqi protagonists. Thus, Betrayed‘s last lines go to Adnan, now a refugee, who rejects the accusation in the play’s title, confessing to a natural lack of faith in people while somewhat contradictorily continuing to "dream about America."

You have to wonder, did the Romans need to be liked this much?

GREEN CITY Word that automobile emissions standards may soon improve was good news, but Bay Area leaders and communities are demanding even more to offset the harm that comes from tailpipes.

President Barack Obama last month called for the U.S. Environmental Protection Agency to allow California and as many as 13 other states to employ their own emissions restrictions. "Our goal," said Obama at the White House, "is not to further burden an already struggling industry. It is to help America’s automakers prepare for the future."

A review of the request is now underway and manufacturers were reassured they would have enough time to rework their 2011 lines. By then, cars and trucks should have improved efficiency and better mileage, outpacing three-year-old national standards that have been in place since the EPA refused to grant a waiver from the federal Clean Air Act.

Locally, the city’s Transportation Authority is reworking the local Climate Action Plan to emphasize emissions reductions. But the problem is expected to get worse before it gets better. Researchers at the Bay Area Air Quality Management District expect greenhouse gas emissions from transportation to increase dramatically from 42.4 million metric tons of carbon dioxide this year to 65.4 million in 2029 under "business as usual conditions."

That may be why Mayor Gavin Newsom and San Jose Mayor Chuck Reed released a letter Jan. 23 opposing federal plans for an auto industry bailout unless there are more strings attached to the money and more progressive programs to develop low-emission vehicles regionally. The two mayors called for an auto bailout that would "not divert funds from innovative emerging transportation technologies."

Jan Lundberg, a former oil industry analyst turned activist and a former member of the San Francisco Peak Oil Preparedness Task Force, calls for even bolder steps: "The kinds of amelioration being talked about and offered are woefully inadequate. We should just get rid of car dependency. Most of the pollution involved — into the air, from the car — is not from the tailpipe. It’s from the mining and the manufacturing associated with the car."

The real challenge for local governments is not in adapting their vehicles, but adapting policy to reflect progressive approaches like San Francisco’s "Precautionary Principle," adopted in 2003. The policy puts the burden of proof on advocates of new technology to show it is safe. Debbie Raphael, the Green Building Program Manager with San Francisco’s Department of the Environment, has been pushing for a change in how environmental codes are implemented. "Taxpayers have every right to know the risks," she said. "The burden then falls on industry to study possible negative consequences and to investigate safer alternatives."

Writer and activist Bill McKibben addressed the issue last fall when he spoke at Herbst Theatre, recognizing San Francisco as an environmental leader among cities. "This is clearly a community that is doing so many of the things right that need to be done. One community at a time is a very noble way to proceed. But in the end, it’s only half the battle. We’ve got to get the political movement going that allows us to do this everywhere, not just in the places that already understand it."

This is what happened in the office of the mayor of San Francisco last week:

1. One of the most highly respected members of the Newsom administration — quite possibly the only department head the mayor ever hired who has the unquestioned respect of every sector of the community she works with — was forced to resign, for reasons the mayor won’t explain. In fact, in a lame attempt at spin, the mayor’s press office put out a statement suggesting that Margaret Brodkin, who ran the Department of Children, Youth and Families, was leaving to take a new position.

Wrong, as Brodkin quickly (and predictably) pointed out in her own release, which hit my inbox at almost exactly the same time. Brodkin told the truth: the mayor, who has had nothing but praise for her in public, fired her, summarily.

2. Just a few weeks after vowing to begin a new era of mutual respect and a desire to work with the new Board of Supervisors, the mayor tried to override the board, quietly, and place his own unqualified ally on a key state commission.

The supervisors had voted 8-0 to nominate Sup. Ross Mirkarimi for a slot on the state Coastal Commission. That’s an important job: the commission regulates development all along the state’s coast, and the person who represents San Francisco, Marin, and Sonoma counties needs to be a strong and reliable environmentalist. Mirkarimi, a Green Party member, has devoted much of his life to environmental causes; his colleagues on the board agreed he was the best candidate to forward to the state Senate Rules Committee, which has the final say on appointments.

Without informing Mirkarimi or Board President David Chiu, Newsom tried to pull a fast move: he forwarded the name of Sup. Michela Alioto-Pier to Senate Rules, hoping, perhaps, that as a Democrat, Alioto-Pier might get the nod. There’s a good reason the supervisors didn’t nominate her — her record on environmental issues is awful, she’s way too friendly to developers, and the last time she had an outside job, as a delegate to the Golden Gate Bridge board, she missed half the meetings. But Newsom wouldn’t trust the board, and wanted his own candidate.

Which was not only wrong, but stupid: turns out state law gives the supervisors, not the mayor, the exclusive right to nominate Coastal Commission candidates. Newsom’s office didn’t even check the regulations, and by the end of the week, his spinmeisters were pretending that they’d never really forwarded her name in the first place.

3. The mayor came out strongly against a June special election to raise taxes to cover some of the half-billion-dollar deficit — but offered absolutely no alternative. That left the supervisors, city employees, the press, and the public wondering what exactly the mayor has in mind — 1,000 layoffs? 2,000? Major service cuts? — and when he’s going to tell us about it.

Oh, and while all of this was happening, Himself was out of town, hobnobbing with the hip swells at the World Economic Forum in Davos.

I don’t think I’m the only one who’s asking — what the fuck is going on in Newsom-land, anyway? *
