Quixote’s Mexican Grill

Literary nerds will note a slight irony in the naming of a Mexican restaurant after Don Quixote — a.k.a. Alfonso Quixano — the touchingly quixotic unhero of Miguel de Cervantes’s novel El Ingenioso Hidalgo Don Quixote de la Mancha, first published in Spain in 1605. The novel has nothing to do with Mexico, though Mexico has plenty to do with Spain, beginning with a shared language and faith and including a certain goriness in cultural mythology. The restaurant in question, Quixote’s Mexican Grill (which opened toward the end of winter in a little run of shops behind Muni Metro’s Forest Hill station), serves an excellent sangria. I love sangria and soak it up like a sponge, but sangria (the name is derived from sangre, "blood") isn’t Mexican. Sangria, as probably most of us know, is a wine cocktail, and Mexico produces almost no wine. Spain, on the other hand, produces tons; it is one of the world’s great wine-producing lands, and sangria is a distinctively Spanish drink, something to sip, or swill, late on a sun-splashed afternoon under a parasol somewhere on the Costa Brava.

I come not to pick nits, though, because Quixote’s is a charming neighborhood place that turns out some interesting, unexpected dishes, and sangria is lovely whether on the Spanish coast or at the wild intersection of Dewey and Woodside, with a cold city summer sweeping in on wings of Dickensian fog. Sangría de rojo ($7 for a goblet) slyly raises expectations, and the kitchen at Quixote’s, while capably turning out the Mexican standards that have become American favorites (tacos, burritos, enchiladas, and so forth), also offers a dish, Sancho’s borrecherra ($18.95), that features a sauce concocted from beer and wine. New World meets Old, and they dance; more on this anon.

Let’s begin in the middle of the degree-of-sophistication scale, with an old friend that gets restaurant treatments of varying appeal: the chile relleno ($5.95). My companion, a connoisseur of chiles rellenos, wrinkled his brow skeptically when the plate was set before him, but he was relieved to find the pepper — the proper kind, a poblano, deep green and tapered, with a breath of heat — had been roasted and peeled, not dunked in batter and deep-fried. He also approved of the cheese inside (molten queso blanco, oozing) and of the ranchero sauce. I agreed, while noting with satisfaction the sets of ketchup squirt bottles on each table, one filled with red salsa, the other with green. Caveat: the red kind is quite hot.

Caveat, continued: a number of the dishes can be quite hot, as we discovered at dinner one evening. We opened with a sweet-tempered queso fundido ($5.50), a crock of melted cheese presented with a foil envelope containing a huge flour tortilla cut into quarters. The most sensitive palate could have eaten this dish and enjoyed it as we did. That same palate would also have responded warmly to the ocean tacos ($3.50 each), filled with grilled mahimahi, shredded lettuce, and mango dice for a bit of ripe sweetness. But the firestorm was not far off.

Sancho’s borrecherra — a prawn dish — looked tame enough, its sauce the rich color of ale, the prawns peeled and easy to eat. But the seemingly benign amber liquid turned out to be so spicy that the prawns themselves, lightly splashed with it, were little torches, bearers of flame, though shrimp flesh is famed for a delicate marine sweetness. My companion, who has grown less tolerant of spicy food over the years, accepted my offer of a straight-up trade for my mahimahi tacos, and we agreed to joint custody of the borrecherra’s two side dishes, black beans and cayenne corn.

The black beans were fabulous, deeply tasty with no incendiary properties. But the cayenne corn was another matter. Corn, like shrimp, is naturally sweet and takes well to a judicious enlivenment with cayenne pepper. But … not too much! Too much, and you set people’s mouths on fire. My companion, having abandoned the shrimp to me, soon abandoned the flaming corn niblets as well, and while I have retained a higher tolerance for hot food, even I in the end found the corn and shrimp to be a bridge too far. It was as if the sorcerer’s apprentice were working the stoves that night and had by accident knocked over an entire jar of cayenne pepper into a pot, turning a pinch into a fistful. We sought refuge in dessert — in particular, the escudo ($5.95), which our server told us was a Mexican version of the s’more. He was right: What appeared in due course was a plateful of deep-fried pastry triangles dotted with half-melted minimarshmallows and a generous piping of chocolate sauce. If, in some alternate universe, nachos are dessert, then the escudo plate is from that universe. And the only heat we noticed was the physical heat of oven and deep-fryer, pleasantly waning.

Although Quixote’s occupies your typical midblock storefront, a certain amount of thought and effort has been put into making it attractive. The blond wood banquettes have a Scandinavian angularity to them — they could be in a sauna — while the walls have been coated in textured plaster and painted a sunburned almond color to give the sense of old adobe. I associate old adobe with Mexico, not Spain, but I probably do so a little less after a glass or two of sangria. *

A new route to public power

EDITORIAL Public power isn’t a hard sell in principle. For starters, public electric utilities in California offer consistently lower rates than private companies, and in many cases, the rates are far lower. Municipal utilities are more likely to be environmentally responsible and seek better conservation measures and renewable energy sources. San Francisco’s under the thumb of Pacific Gas and Electric Co., which has soaring rates, is plagued by reliability problems, and operates a nuclear power plant.

Besides, this is the only city in the nation that has a federal mandate, the Raker Act, requiring public power.

But the politics are tough: cities that want to go into the power business traditionally buy out the private company’s existing wires, polls, and meters — but that costs a big chunk of money. And any bond act to buy out PG&E’s system requires a citywide vote — which means fighting PG&E’s tens of millions of dollars in campaign cash. Over and over again since the 1930s, the company has defeated citywide bond acts with the pure power of money.

But now Sup. Chris Daly has an approach that might change the calculus.

As Amanda Witherell reports ("Public Power, Underground," page 13), every street in San Francisco is going to be torn up in the next few years, either by PG&E, which is replacing gas lines, or by the city, which is replacing water and sewer lines. Daly wants to require everyone who digs a ditch in a San Francisco street to allow the city to run electric wire and fiber-optic cable at the same time. Since the main cost of burying power lines is the excavation, the city would be able, over the course of 15 years or so, to create a cost-effective, safe, and modern underground utility system. Then there would be no need to buy out PG&E; city officials could simply start selling power on the public lines.

It’s not that simple, of course: the wire itself isn’t cheap — and Daly is looking at a finance system that would require property owners to vote to tax themselves to pay for it. And it’s going to take a long time to complete.

But the system could be built one neighborhood at a time and could be connected to new solar generating systems that the city is planning to construct anyway. So the residents of, say, Bernal Heights or the Haight or the Mission or Bayview could agree to pay for a local city-run electric project. The solar panels would generate power (cheaply), the city-owned lines would carry them, and the savings in energy costs would more than compensate for the modest tax increase.

The city’s Public Utilities Commission has only begun to look into the idea, but staffers there say it’s entirely feasible.

This proposal needs to move forward with all possible dispatch. The supervisors should authorize money for a full-scale feasibility study to look at the costs, the schedule, and the ways neighborhood-based public power projects can be started as soon as possible. The board should approve Daly’s legislation, and the mayor should sign it.

And the public power movement ought to get behind this plan. It’s not an instant answer — but then, neither is buying out PG&E’s system; the litigation alone might take a decade. And if San Francisco can create green public power in even one district, the idea is going to spread. *

The mark of Zidane

Z marks the spot, whether that spot is the television, cinema screen, museum installation, or the memories of millions of people who’ve borne even cursory witness to the career of Zinedine Zidane, especially its instantly mythic — as opposed to merely controversial — final athletic moments. All of the above spots are touched on by the masterful Zidane: A 21st Century Portrait, a multiformat work at the crest of a current fascination with athletic documentary. Shadowed by Verónica Chen’s undersung swimmer drama Agua (2006), Douglas Gordon and Philippe Parreno’s project reveals sports’ potential as a source for pure cinematic dynamism. Moreover, it taps into a famous athlete’s tremendous resonance as a subject of artistic portraiture.

The presence of the word Portrait in Zidane‘s English title is an important one. The film’s codirectors (the latter of whose recent installation The Boy from Mars is a favorite of filmmaker Apichatpong Weerasethakul) shot only one match, from Real Madrid’s 2005 season. But they are portraying both Zidane and this century. If ever there was a solitary — if team-playing — figure up to the task of embodying or at least evoking a universe, Gordon and Parreno have chosen him. To use the vintage words of ABC’s Wide World of Sports, Zidane’s actions have transcended the thrill of victory and agony of defeat.

Zidane makes its public SF debut at the Yerba Buena Center for the Arts, thanks to film curator Joel Shepard. (One can always dream of a future screening at the Metreon, where its Kevin Shields– and Bay Area–influenced sound design, Mogwai score, and panoramic scope would be ideally realized.) Because I’ve only seen it on DVD, in lieu of writing a review, I recently spoke with Gordon. The Turner Prize–winning native of Glasgow, Scotland, began our talk while looking at a Neil Young record in a bookstore, before grabbing a cup of tea, and maintained his casual good humor whatever the topic.

GUARDIAN What led you to choose Zidane as the film’s subject? Were you a fan?

DOUGLAS GORDON Yeah. The first time we met Zidane, it was difficult to try and behave like adults. I can speak French OK, but I tried to introduce myself and sounded like a girl meeting John Lennon in 1960. I fell to pieces.

SFBG The George Best movie Football as Never Before (1971; directed by Hellmuth Costard) has been cited in relation to Zidane. But it comes from a different era, and Best is a different kind of subject or icon, and you’re using different equipment.

DG We developed our idea in blissful ignorance of Costard’s movie. But when we were having trouble figuring out how to deal with portraying the halftime period, someone mentioned [it] to us. At that point it wasn’t available on DVD, so Philippe actually flew from Paris to Berlin to go to the National Film Archive in Germany.

Later, we watched it together and looked into Costard’s practice. Obviously, he didn’t want to engage with the industry of cinema or the vocabulary of cinema — it was almost antithetical to his practice — whereas we wanted to play with the idea of a star and how a star is mediated, to see if we could get under the skin rather than stay on the surface.

SFBG Can you tell me about your tactics in using 17 cameras within one game to capture Zidane? To me, television hasn’t figured out how to present soccer. Some sports translate intimately to television, but soccer is often held at a distance.

DG Most televisual representations of football are based on a kind of theatrical convention of only shooting from one side — you have an entrance-left-exit-right type of motion. By breaking that down, you actually break up the architecture of the stadium. It’s no longer rectangular; it’s become circular in a way.

We wanted to make a portrait of a man: a working man who happens to be Zinedine Zidane, and the work happens to be football. It wasn’t a particularly good day at the office for him — he didn’t score any goals, and he got red-carded. But we wanted what we did to be along the lines of a Robert Bresson picture; to capture the honesty of the everyday.

Kon Ichikawa’s 1965 Tokyo Olympiad was a reference, and — more for me than for Philippe — the NFL. I wasted my youth watching 16mm, fantastically well-photographed NFL [footage]. Beautiful stuff, [shot by] cameramen who’d just come back from the war [in Vietnam]. Seagulls might flap by in front of them, and it wouldn’t be edited out. There was something rough about the NFL stuff that we wanted. There’s a couple of scenes in Zidane where the camera drifts up. That was deliberate, but it’s a reference to the sort of accidental beauty that can happen in that type of footage.

SFBG One thing that the film brings across is that there are long periods of the game when Zidane is meditative and literally just standing. Then when he does move, it’s incredibly sudden and really focused.

DG Some people have said that it’s a little reminiscent of nature programming. He’s definitely on the hunting side of things rather than the hunted.

It’s an exercise in one man’s solitude, though. There happen to be 80,000 people in the stadium, and he’s part of a team of 11, but there are huge periods where he’s completely alone.

Before shooting, we went to about 15 or 16 games and sat on the pitch. One of the big differences about the way we shot the film is that, apart from one camera, everything was on his level. There’s only one aerial camera that we used very sparingly as a backup. We knew the way he would walk around and that he’d pace himself during the game, so when we talked to the [project’s] producers, another reference we used was the corrida. You just don’t know if he’s the bull or the bullfighter.

If you were inside the head of Zinedine Zidane, you wouldn’t see him at all, which would sort of defeat the purpose of the film. But we did want to give his point of view, and there are specific passages where you see him move his head as if he’s a little disoriented. At points like those you don’t really know if you’re looking at the world through his eyes or looking at him.

SFBG What was his response to your portrait?

DG He’s not a man of many words, but he got pretty animated [when he saw it].

We kept him informed. We knew it was going to be a fairly hardcore exercise and that it was better to tell him how we were approaching it step-by-step rather than just turn up after a year’s worth of editing and hit him with [the finished work].

There were a couple of times [during the process] where he was really surprised and said, "That doesn’t look like me, this is not how I look on TV, this is not how I look in a newspaper — this is how my brother looks late at night talking to my mother."

We were nervous about how he felt he was portrayed because of the red card and the violence [in the match]. But he said, "I would do it again. The guy was an asshole."

SFBG That brings me to an inevitable question: what was it like to see things play out somewhat similarly in the final match of the 2006 World Cup?

DG I was in the stadium, and I couldn’t believe it. Of course, you couldn’t see what was going on because as usual there were another couple of Italians lying down feigning injury.

I knew we’d obviously stumbled upon something when, even before I’d seen the incident, people in the English press were quoting our film to make Zidane out to be a baddie.

SFBG Was that frustrating?

DG I think [Zidane]’s been sent out [of matches] more times than anyone else who wore the number 5 in the history of football. He’s a real person; he’s volatile.

It doesn’t really matter what [Italian player Marco] Materazzi said to him; what matters is that he said something to one of the greatest footballers of this generation. There’s five minutes left to go in [Zidane]’s career, and you want to taunt him about his wife?

SFBG How did you come to collaborate with Parreno?

DG Philippe and I have had mutual friends since the early ’90s. We’d pop up in the same group exhibitions around 1990 and 1991. He made a film with Rirkrit Tiravanija and Carsten Höller in 1994 called Vicinato, and then I got involved — along with Liam Gillick and Pierre Huyghe — in [1996’s] Vicinato 2. We’d spent a long time together talking about the script, and we shot it together down in Monaco. We watched a lot of football during that period as well.

But the genesis for the project really happened in Jerusalem, of all places. Philippe and I happened to be in a group exhibition ["Hide and Seek," curated by Ami Barak] there in 1996, and it just so happened the exhibition was under a football stadium, the Teddy Kollek Stadium. We finished our installations very early, and since Jerusalem isn’t a place to go idly wandering, we bought a football and played Keepy Uppy for about a week. During that time we spoke of what we remembered about being kids playing football, watching football, and what we aspired to [achieve]. Then we spoke about cinema and the fact that people had been waiting for us both to make a movie.

We chose Zidane partly because — and I think it’s the same after our film — he’s an incredibly enigmatic character. He has this absolutely impenetrable facade. He’s Zinedine Zidane.

Every time we met him, there was some other family member with him, and they’re all bigger than him. When he’s off the pitch, he’s not as big as he seems when he’s on the field. It’s incredible what happens to his physiognomy and physicality when he’s playing.

He was won over because during the first meeting we had with him, we said, "We want to work with you because, looking back over the past few generations, you represent something more than just another football star, something deeper than [Diego] Maradona or more complex than [David] Beckham." We had reedited some footage of [Manuel dos Santos] Garrincha, the old South American player, from a beautiful film [Garrincha, Joy of the People, directed by cinema novo pioneer Joaquim Pedro de Andrade] shot in the early ’60s. I think the fact that we’d chosen Garrincha and not Pele or Maradona, for example, really struck a chord with [Zidane].

SFBG What you’re saying goes back to the fact that Zidane both triggers and reframes issues of race and nationalism because he’s so powerful as an athlete and individual.

DG Someone told me that in France during the recent election there was a lot of graffiti over campaign billboards for [Nicolas] Sarkozy and Ségolène Royale saying, "Zidane, Zidane." I wish someone had taken a fucking photograph for me, but I could probably restage it somewhere.

Sometimes I think it even comes down to the Z. There’s something about it, like the mark of Zorro.

SFBG What have you thought about the art world response to Zidane?

DG We’ve spoken to a lot of people about sports, and about cinema. People have had a tendency to forget that Philippe and I used to say that we’re trying to drag people from the white cube [of art spaces] to the black box and from the black box to the white cube.

We didn’t lose sight of this, but it got lost along the way that Philippe and I knew [that] by choosing a subject or model like Zidane, we had the opportunity to really mix things up in terms of the audience. Kids could, in years to come, in turn take their kids to see it at the National Gallery in Scotland or the National Museum of Modern Art in Paris. For kids who have the DVD, that can work the same way that it does when kids who maybe have a postcard of a painting can see the real thing — they’ll have an affiliation with it.

SFBG How does the installation version of Zidane differ from the cinematic presentation?

DG It’s two projections — the cinematic one, plus one of the cameras. It seems like a glib deconstruction, but when you see it, it’s a different experience, much more demanding. It’s almost a forensic detail of how we made [it]; if you troll around to 17 different museums all over the world, you’ll see there are 17 different points of view.

Of course, when the one camera is the camera used in the cinematic version, you get this bifocal effect.

SFBG For you to have mentioned Bresson earlier while discussing Zidane is interesting, because the setting and subject matter are not what one would connect to Bresson. Usually when film directors mention him, their work is stylistically aping or imitating him.

DG The cinematography of [1966’s Au Hasard] Balthazar was influential. But more so, there’s a book Philippe sent to me [Bresson’s Notes on the Cinematographer, most recently published in English by Green Integer] that had an impact, in the way he talks about the difference between the model and the actor. This was really clear to us when we were trying to speak about Zidane. People would say he’s an actor, and we’d say, "No, he’s not, he’s a model." He’s not playing a role. He’s doing his job, but with the awareness of being looked at, and that’s very different from the way the actor performs. Some of what Bresson says in his notes almost could have been written specifically for the Zidane film. It’s nice to quote Bresson, because he’s so unfashionable.

SFBG And so great! Some of the best current movie directors also produce work for art spaces. You’ve given a lot of thought to the specificity of DVDs and cinemas and gallery or museum installations, so I wanted to ask you about those distinctions.

DG One of the things that Philippe and I were constantly asked [at Zidane‘s film premiere] was "Were you excited to be working in the cinema?" We weren’t more excited than we would be [working] anywhere else. If there’s anything that would identify a certain practice of our generation of artists, it is that most of us are working with the exhibition as a format, and the context informs the format while the format interferes with the context. A lot of people don’t get that at all. I’m not trying to blow an intellectual trumpet here, but there is a certain amount of practice necessary to understand that. This is why when someone like David Lynch tries to move out of the cinema or TV screen into the gallery, it doesn’t work sometimes. The filmmaker might not do enough with the gallery or the museum. *

Weird Fish

The fishing-out of the oceans, like all disasters, has produced its share of odd delights. Fish that were considered junk a generation ago — monkfish, grouper, skate — suddenly didn’t look so shabby when cod and bluefin tuna became scarce. Today’s weird fish is tomorrow’s lovable fish, mostly because it’s still there. But these little discoveries of necessity tend to end up amplifying the problem, as species go from being overlooked to sought after and thus overfished. Skate: one of nature’s most fabulous fish to eat, and a no-no.

At Weird Fish, a distinctly Mission-style seafood joint that opened late last year, you aren’t going to find much in the way of weird fish on the menu. You will find, in a host of guises, tilapia and catfish, a pair of river species (the former native to the Nile) that have become favorites of aquaculture. Farmed versions produce filets of mild white flesh that, like chicken, lends itself to sassy preparations and accompaniments, which the kitchen at Weird Fish ably supplies. But you aren’t stuck with them; in the evening the menu opens out to include such interesting, though far from weird, specimens as trout and ahi.

The restaurant’s physical setting is striking, despite the ordinariness of the storefront space: a deep, high-ceilinged, and narrow shoebox with a single aisle, as on a cramped airliner. The interior design includes swatches of blue-green paint and mirrors that look like portholes, but the overall effect doesn’t say "seafood house" so much as "Mission hipster café." If you’re in any doubt, the loud, bad music should clear it up. Here is yet another restaurant that does not need to be adding decibels beyond the ample number provided by the clientele. We did like the tabletops of pressed-tin ceiling remnants under glass.

Seafood takes far better to spicy handling than conventional wisdom — with its delicate sauces of butter, shallots, and white wine — seems to understand, and Weird Fish isn’t afraid of laying it on. A catfish po’boy ($7) wouldn’t be much without its bayou-style rémoulade, just a slab of breaded, deep-fried fish filet on soft bread. But the sweet heat of the sauce, essentially a mayonnaise reinforced with mustard and cayenne, provided enough voltage to power the sandwich. For an extra $2.50 you can get a side of fries — a blend of potato and yam sticks — but, given the scale of the handsomely bronzed stack, sharing is a thought to consider. Salting up is another. In this connection, the vegetarian black-bean chili ($3 for a cup) deserves a mention; it was dotted with corn niblets and was excellent in a mild-mannered way once a few good licks from the saltshaker had been applied. A few good licks of chipotle pepper would have been nice too, but I didn’t see that shaker.

Not everything on the menu is strongly seasoned. A sandwich of grilled tilapia ($7), for instance, was quite tasty despite an absence of any condiment other than coleslaw, but then, grill smoke is basically a spice. And a split-pea soup ($3.50 for a cup) was hearty and textural and didn’t seem to miss a powerful organizing flavor. But another soup, the ballyhooed tortilla (also $3.50) — almost like a thick salsa decorated with chunks of avocado and a blob of sour cream, with thin strips of crisped tortilla arranged around the edge of the bowl like a rib cage — delivered a forceful wallop of capsicum heat that would have done the black-bean chili proud.

We found the Jamaican-style catfish ($7) to be on the docile side despite a thick smear of jerk sauce spooned over the top of the poached filet. The jerk tended toward sweetness rather than menace; it was like a defensive fortification, a blanket draped over some weak-kneed (though firm and moist) fish, rather than a swaggering man-o’-war presence. But a daily-special starter, ahi tuna tartare ($10), did swagger. The cubes of ruby flesh were gently tossed in a ginger-soy-cayenne bath before being arranged atop a trio of deep-fried wonton skins, like a set of magic carpets bronzed as mementos of some exotic childhood in Lilliput.

And the evening’s "suspicious" dish ($10; the price varies), a kind of chef’s surprise, turned out to be spectacularly tasty despite being a pasta — linguine, in fact, tossed with a medley of bay shrimp, clams, and prawns in a garlic–<\d>white wine sauce perfumed with cilantro. The sauce gave a pleasant tingle on the lips, and the clams and small shrimp were fine in their supporting roles, but we did find the larger prawns to be noticeably dry and mealy: had they been frozen and thawed? Frozen too long or mishandled in some other way? This was an unexpected shortcoming in a restaurant that announces its commitment to high-quality ingredients in a posting at the doorway.

Apart from some hinky shellfish and too much noise, Weird Fish gives us a mostly bracing vision of a modern San Francisco seafood house. It is not the obvious descendant of such old-timers as Tadich Grill and Sam’s, nor is it the clear relation of such temples of luxe as Farallon and Aqua — but it does, perhaps, have some wisdom to impart to these august places despite being a whippersnapper. Its emphases on sustainability and the ingenious making of lemonade from the lemons of fish farming do raise the hope, however modest, that the weird fish of today will still be there tomorrow. *

TECHSPLOITATION Imagine a world where your genome isn’t just the result of long-term natural selection and random mutation. Instead, its composition and expression actually mean something — not just about you, but also about the fate of the world.

No, I’m not talking about a genetic engineer’s utopia with humans made by design. I’m talking about the driving fantasy behind hit TV show Heroes, now heading into the homestretch of its first season on NBC. I was a doubter when I first started watching this X-Men homage, which is full of ordinary people who suddenly start manifesting mutant powers (flying, telekinesis, superhearing, time travel) due to some genetic whatsit. Created by Tim Kring, best known for the medical melodrama Crossing Jordan, the show was uneven and slow for the first handful of episodes. We got the boring origin story of each hero and learned that they all have a genetic destiny via an irritating voice-over from the nonsuperpowered (so far) Dr. Suresh, who studies these "special" people to find out what makes them tick.

But then things got interesting. Unlike the mutants of X-Men, none of the special people in Heroes has a visible mutation that makes him or her look strange — there are no giant blue cat professors or women made of pure diamond. Instead, there are, among others, a flying politician, a superhealing cheerleader, a time-traveling Japanese comic book otaku, a comic book artist who can paint the future, a psychic police officer, and a villain who absorbs mutant powers by extracting and possibly eating the brains of heroes. The plot is typical comic book fare: our future-painting artist has predicted that New York will be blown up by one of the heroes, eventually resulting in the election of the corrupt flying politician as president. Somehow, these events will destroy the world. The time-traveling otaku‘s future self warns his past self that the fate of the cheerleader is bound up with all this by using the show’s cult tagline, "Save the cheerleader, save the world."

I’ve gone from being a skeptical watcher to a rabid fan of this show for two reasons: one, the hero team that forms around the wacky time travel plot manages to capture what’s so seductive about comic books generally; and two, I think the TV show is an interesting fantasy about terrorism.

So: the seductions of the comic book. One of the benefits of comic books over, say, movies is that they last for decades and thus have plenty of time to evolve complicated relationships between characters whose powers are foils for their personal vulnerabilities. A superhero team is like a cast of characters in a speculative soap opera — they have bang-pow adventures, but the best writers and artists in the medium force them to grapple with the human cost of being a hero. The Hulk is a good example: over the years Bruce Banner and his green alter ego have fought, gone to therapy to reconcile their warring impulses, joined and then been expelled from superhero teams that couldn’t trust the Hulk, and generally played out the drama of what it means to be a high-functioning manic-depressive.

Heroes offers us the bizarro soap opera pleasures of comic books and at the same time sets up the collective power of the heroes as a foil for the problems of the world. There are no terrorists in Heroes — only heroes whose powers go wrong and destroy New York in the process. In other words, the only menace to the United States is its own citizens. In the show’s fantasy reenactment of 9/11, the al-Qaeda bombers are recast as misunderstood heroes who are hunted by shady pseudogovernment agencies and go mad, or as power-hungry politicians who see destruction as the best route to power. I’m intrigued by the implication, in this season’s plot arc, that the destruction of New York is a deliberate effort to ruin the world on the part of US politicians and businessmen. There’s a strong dose of social criticism in that simple idea. Our heroes aren’t trying to stop terrorists from outside the country — they’re trying to stop forces working on the inside.

Sure, you can watch Heroes just for the bang-pow, and I definitely recommend it for that. At its best the show is action packed and edge-of-your-seat thrilling. But it’s also, like great comic books, about the real world. Best of all, it’s about fixing the real world and making it safe for geeks, cheerleaders, and regular people. *

Out of downtown

It wasn’t going well for Ted Strawser, predictably. The alternative transportation activist faced an uphill battle March 14 trying to convince a San Francisco Chamber of Commerce committee to endorse Healthy Saturdays, a plan to ban cars from part of Golden Gate Park.

Representatives of the park’s museums and Richmond District homeowners had just argued their case against the measure. “Visitors want access to our front door, and we want to give it to them,” Pat Kilduff, communications director for the Fine Arts Museums of San Francisco, indignantly told the group of two dozen business leaders gathered around a large conference table.

Strawser gave it his best shot: he talked about following the lead of other great cities to create car-free spaces; he said, “Golden Gate Park is one of the best parks in the nation, if not the world”; and he made a detailed case for closure. But around the table there were scowls, eye rolls, and other obvious signs that Strawser was being tolerated, not welcomed. Some — including chamber vice president Jim Lazarus — even started to interrupt and argue with him.

Then the man sitting next to Strawser spoke up. “I don’t think this is fair,” he said. And suddenly, everyone in the room shaped up. Strawser’s ally — his only supporter in the room — was somebody no chamber member could or would dismiss. Warren Hellman doesn’t shout or bang the table — but when he speaks, downtown pays attention.

Hellman, a prominent investment banker, told the committee members that he expected them to show the same respect for Strawser that they had for the previous two speakers. The nonsense ended, immediately.

And by the time Strawser turned the floor over to Hellman, the mood had changed. The group listened raptly, smiled, and nodded as Hellman spoke in his usual folksy, familiar, disarming style.

“It’s not a lot of fun when friends fall out,” he began, “because the previous speakers and many of you all agreed on the necessity of the garage [that was built in Golden Gate Park], and we worked together.”

He pointed out that many in the group had promised during the fall 2000 election to support Healthy Saturdays once the garage was built, although Hellman was now the only member of the coalition honoring that commitment. But he didn’t chide or shame his colleagues. That isn’t Hellman’s style.

Instead, he spoke their language. The garage has never been full and needs the money it can charge for parking to repay the bonds. This isn’t a fight that’s going away, since “part of the conflict is because this park is everybody’s park.” But there are “about 100 compromises not acceptable to either side that would move this forward.” And if a solution can’t be found, there will probably be an expensive ballot fight that nobody wants.

“My conclusion is we should attempt this test,” Hellman told the group. Ultimately, when the vote was later taken in secret, the chamber didn’t agree, although it did vote to back a trial closure after the California Academy of Sciences reopens next year.

At the meeting, Hellman openly called for Mayor Gavin Newsom to get involved in seeking a compromise, something Hellman said he had also just requested of the mayor at a one-on-one breakfast meeting. A couple of weeks later Newsom — who had already indicated his intention of vetoing the measure — did broker a compromise that was then approved by the Board of Supervisors.

As usual, Hellman didn’t take credit, content to quietly play a role in making San Francisco a better place.

Healthy Saturdays isn’t the most important issue in local history — but the significance of Hellman’s involvement can’t be underestimated. His alliance with the environmentalists and park advocates might even signal a sea change in San Francisco politics.

Warren Hellman represents San Francisco’s political and economic past. And maybe — as his intriguing actions of recent years suggest — its future.

This guy is a rich (in all senses of the word) and compelling figure who stands alone in this town. And even though his leadership role in downtown political circles has often placed him at odds with the Guardian, Hellman consented to a series of in-depth interviews over the past six months.

“Our family has been here since early in the 19th century, so we had real roots here,” Hellman told us. His great-grandfather founded Wells Fargo and survived an assassination attempt on California Street by a man who yelled, “Mr. Hellman, you’ve ruined my life,” before shooting a pistol and barely missing.

The Hellman family has been solidly ruling class ever since, rich and Republican, producing a long line of investment bankers like Warren.

Yet the 72-year-old comes off as more iconoclast than patrician, at least partly because of the influence of his irreverent parents, particularly his mother, Ruth, who died in 1971 in a scuba-diving accident in Cozumel, Mexico, at the age of 59. “She was entirely nuts,” Hellman said, going on to describe her World War II stint as a military flier in the Women’s Auxiliary Service Pilots and other colorful pursuits. “She just loved people, a little like I do. She collected people.”

Hellman grew up wealthy and cultured, but he also attended public schools, including Grant Grammar School and Lowell High School. In between, the young troublemaker did a stint at San Rafael Military Academy — “reform school for the rich,” as he called it — for stunts such as riding his horse to Sacramento on a whim.

After doing his undergraduate work at UC Berkeley, Hellman got his MBA from Harvard and went on to become, at the age of 26, the youngest partner ever at the prestigious Manhattan investment firm Lehman Bros. He developed into an übercapitalist in his own right and eventually returned home from New York and founded Hellman and Friedman LLC in San Francisco in 1984, establishing himself as the go-to financier for troubled corporations.

“He is really one of the pioneers of private equity,” said Mark Mosher, a longtime downtown political consultant and the executive director of Gov. Arnold Schwarzenegger’s California Commission on Jobs and Economic Growth, on which Hellman sits.

Hellman became what Business Week called “the Warren Buffett of the West Coast,” a man of extraordinary wealth and power. Among other accomplishments, Hellman took Levi Strauss private, recently made billions of dollars in profits selling DoubleClick to Google, and manages the assets of the California public employee retirement funds (CalPERS and CalSTRS), which are among the largest in the world.

Like many financial titans, Hellman has always been a generous philanthropist, giving to the arts, supporting schools in myriad ways, and funding the San Francisco Foundation and the San Francisco Free Clinic (which his children run). He vigorously competes in marathons and endurance equestrian events, often winning in his age bracket. And he has his humanizing passions, such as playing the five-string banjo and creating the popular Hardly Strictly Bluegrass festival.

But he’s also been a prime facilitator of downtown’s political power, which regularly flexes its muscle against progressive causes and still holds sway in the Mayor’s Office and other city hall power centers.

Hellman founded, funds, and is a board member of the Committee on Jobs, which is perhaps the city’s most influential downtown advocacy organization. Hellman and his friends Don Fisher, the founder of the Gap, and Sen. Dianne Feinstein also started SFSOS, which now wages the most vicious attacks on left-of-center candidates and causes.

When the de Young Museum and other cultural institutions were threatening to leave Golden Gate Park, Hellman almost single-handedly had an underground parking garage built for them, in the process destroying 100-year-old pedestrian tunnels and drawing scorn from the left. The Guardian called it “Hellman’s Hole.”

“We at the Bike Coalition very much started out on the opposite side of Warren Hellman,” San Francisco Bicycle Coalition executive director Leah Shahum told us. “We couldn’t have been more like oil and water on the garage issue.”

But over the past two years or so, Hellman’s profile has started to change. He went on to become an essential ally of the SFBC and other environmentalists and alternative transportation advocates who want to kick cars off JFK Drive in Golden Gate Park on weekends, crossing the downtown crowd in the process. He has shared his wealth with progressive groups such as Livable City, which often fights downtown, and has stuck up for edgy fun seekers over more conservative NIMBY types. He has also publicly repudiated the attacks of SFSOS and its spokesperson, Wade Randlett, and withdrawn his support from the group.

Hellman is still a Republican, but a thoughtful and liberal-minded one who opposed the Iraq War and wrote an article for Salon.com in February titled “If the United States Were a Company, Would George Bush Be Our CEO?” (His answer: hell no.) And to top it all off, Hellman sports a few tattoos and even attended 2006’s Burning Man Festival and plans to return this year.

Unguarded and reflective, Hellman’s comments to the Guardian foreshadow the possible future of capitalism and influence in San Francisco and point to potential political pathways that are just now beginning to emerge.

Our first conversation took place at the Guardian office two weeks before the November 2006 election, when it was starting to look like Nancy Pelosi had a good shot at becoming speaker of the House of Representatives.

“I think this election in two weeks is going to be really interesting,” Hellman told us.

This Republican was cheering for the Democrats to win. “They aren’t my kind of Republicans,” he said of the people in power. Hellman didn’t support the war or approve of how the Bush administration sold it, and he wanted Pelosi and the Democrats to hold someone accountable.

“What I’d like her to do is admit that we can’t get out [of Iraq immediately], but start to talk about what the fallout has been. Discuss the enormous cost in human life as well as money, and how it’s possible the war united the Middle East against us,” Hellman said.

The one thing he can’t abide is disingenuousness. Hellman speaks plainly and honestly, and he asked us to keep particularly caustic comments off the record only a few times during almost six hours’ worth of interviews. He was self-effacing about his political knowledge and seemed most interested in working through the problems of the day with people of goodwill.

Asked what he values most in the people he deals with, Hellman said, “It’s authenticity. Do they believe things because they believe in them, or do they believe in things because they’re cynical or they’re just trying to gain something?”

Locally, Hellman has reached out to people with varying worldviews and come to count many friends among those who regularly battle against downtown.

“I love to know people,” he said. “That’s probably the single thing that motivates me. When someone says to me, ‘How can you be friends with [then–head of SEIU Local 790] Josie Mooney?’ I say, ‘Look, I want to know Josie Mooney. And if she’s awful, then we won’t be friends.’ I’m just fascinated by getting to know people. And virtually always, they’re a little like Wagner operas: they’re better than they sound.”

Hellman was the chair of the Committee on Jobs when he got to know Mooney, who chaired the San Francisco Labor Council and was a natural political adversary for the pro-business group, particularly when Hellman was leading the fight to do away with the city’s gross receipts tax, which has proved to be costly for the city and a boon for downtown.

But after that victory, Hellman turned around and cochaired a campaign with Mooney to retool and reinstate the gross receipts tax in a way that he believed was more fair and helped restore the lost revenue to the city.

“We lost, but he put $100,000 of his own money into that campaign,” Mooney told us, noting that the proposed tax would have cost Hellman and Friedman around $70,000 a year. “I think he just thought the city needed the money. It was a substantive point of view, not a political point of view.”

Mooney considers Hellman both a friend and “an extraordinary human being…. He has made a huge contribution to San Franciscans that doesn’t relate to ideological issues. A tremendous thing about Warren is he’s not ideological, even in his political point of view…. On politics, I’d say he is becoming more progressive as he understands the issues that confront ordinary people.”

Mooney is one of the people who have helped bring him that awareness. When they first met, Mooney said, Hellman told her, “You’re the first union boss I ever met.” That might have been an epithet coming from some CEOs, but Hellman had a genuine interest in understanding her perspective and working with her.

“In a sense, I think that was a very good era in terms of cooperation between the Committee on Jobs and other elements of the city,” Hellman said. “Josie and I had already met, and we’d established this kind of logic where 80 percent of what we both want for the city we agree on, and 20 percent [of the time, we agree to disagree].”

Committee on Jobs executive director Nathan Nayman — who called Hellman “one of my favorite people in the world” — told us that Hellman feels more free than many executives to be his own person.

“He’s not with a publicly held company, and he doesn’t have to answer to shareholders,” Nayman said. “He takes a position and lives by his word. You don’t see many people like him in his income bracket.”

Hellman has become a trusted hub for San Franciscans of all political persuasions, Nayman said, “because he’s very genuine. He’s fully transparent in a city that likes to praise itself for transparency. What you see is what you get.”

Hellman expects the same from others, which is why he walked away from SFSOS (and convinced Feinstein to bolt as well) in disgust over Randlett’s scorched-earth style. Among other efforts, SFSOS was responsible for below-the-belt attacks on Sups. Chris Daly, Jake McGoldrick, and Gerardo Sandoval (whom a mailer inaccurately accused of anti-Semitism).

“If all things were equal, I’d just as soon that SFSOS went away,” Hellman said. “SFSOS started doing the opposite of what I thought they would be doing, so it was fairly easy for me to part company with them. What I thought we were doing is trying to figure out ways to make the city better, not just being an antagonistic, nay-saying attack organization. I’m not a huge fan of Gerardo Sandoval, but I thought the attacks on him were beyond anything I could imagine ever being in favor of myself. And it was a series of things like that, and I said I don’t want anything more to do with this.”

Downtown, they’re not always quite sure what to make of Hellman.

“Every once in a while, he does things that irritate people who are ideologically conservative,” Mosher said. “He took an immense amount of heat for supporting the Reiner initiative [which would have taxed the rich to fund universal preschool].”

He’s given countless hours and untold riches to public schools, doing everything from endowing programs to knocking on doors in support of bond measures and often pushing his colleagues to do the same.

“My connection to him has been through the school district, and he’s really been a prince,” Sup. Tom Ammiano said. “He has even stopped calling me antibusiness. He put a lot of his energy into improving public education, and so he shows it can be done.”

Progressives don’t always agree with Hellman, but they feel like they can trust him and even sometimes win him over. “If you get a relationship with him and you’re always honest about the facts and your own interests, he will listen, and that’s pretty remarkable,” Mooney said. “He shows a remarkable openness to people who have good ideas.”

His appreciation for people of all stripes often causes him to reject the conventional wisdom of his downtown allies, who viciously attacked the Green Party members of the Board of Education a few years ago.

“Everybody said, ‘Oh my god, Sarah Lipson, you know, she’s a Green Party member, she’s the furthest left-wing person on the board,’ blah, blah, blah,” he said. “And I phoned her up one day and said, ‘I’d really like to meet you.’ And she’s — leave aside the fact that I think she’s a very good person as a human being, but she’s a very thoughtful, analytic person. Listening to her opinions about things that are happening in the school district, I really respect that. I mean, what do I know about what’s going on in the school district? I know more now than I did then. But just getting to know people, and maybe get them to understand my point of view, which isn’t that penetrating.”

Many of his efforts have received little publicity, as when he saved the Great American Music Hall from closure by investing with Slim’s owner Boz Scaggs and helping him buy the troubled musical venue. “There are things that you and I don’t even have a clue that he has done,” Nayman said.

“He’s an interesting guy,” Mosher said. “He’s one of a dying breed, a liberal Republican. He has a social conscience and wants to use his money to do good.”

Actually, calling Hellman liberal might be going too far. In the end, he’s still very much a fiscal conservative. He doesn’t support rent control, district elections for the Board of Supervisors, taxing businesses to address social problems such as the lack of affordable health care, or limits on condo conversions.

He also opposes the requirement that employers provide health care coverage, which downtown entities are now suing the city to overturn, telling us, “In general, I don’t think it’s a good idea, because I’m still, even in my aging years, a believer that the marketplace works better than other things…. Universal health care I do believe in, but what I worry is that it’s going to be another damned bureaucracy and that it’s not going to work.”

Yet he doesn’t believe wealth is an indicator of worth, saying of his fortune, “It is luck. Most of what you do you aren’t better at than everyone.”

He doesn’t believe in the law of the jungle, in which the poor and weak must be sacrificed in the name of progress. In fact, he feels a strong obligation to the masses.

As he told us, “My mantra for capitalism — and I didn’t invent this, but I think it’s pretty good — is that capitalism won, and now we need to save the world from capitalism.”

Hellman looms large over downtown San Francisco. His Financial District office offers a panoramic view of the Bay Bridge, Treasure Island, the Ferry Building, and the rest of the city’s waterfront. He likes to be personally involved with his city and the companies in which Hellman and Friedman invests.

“Usually I’m directly involved,” he told us in an interview earlier this year. “I’ve always said that I don’t like to go to the racetrack to just look at the horses. The fun of being a principal is that you’re standing at the track and not saying, ‘Gee, that’s a beautiful gray horse.’ You’re saying, ‘Come on, he’s got to win!’ So I’m almost always invariably invested in the companies that we work with, either individually or through the firm.”

Unlike many Wall Street barons who strive to control a company and bring in new executives, flip it for a quick profit, or liquidate it, Hellman said his firm tries to identify solid companies and help facilitate what they do. “We don’t usually take over companies. I always think that we provide a service to help the businesses,” he said. “Our job is kind of the opposite of owning a factory. Our job is to be sure the people who run the business feel like it’s their business.”

Similarly, he thinks capitalists need to feel a sense of ownership over society’s problems, something he thinks is taking root in San Francisco and other economic centers, particularly among the younger generations. “It’s about understanding how much suffering there is on the other side and trying to figure out how that suffering can be alleviated,” he said. “I think it’s partly good economics that as you bring people up, they’re able to do more for society. If nothing else, they’re able to buy more and shop at a Wal-Mart or something — probably someplace you would wildly disapprove of — and buy goods and services. But I don’t think it’s that narrow.”

Rather, he believes that everyone has a little progressive in them, a little desire to cooperatively solve our collective problems rather than pass them off to future generations. He sees a marked change from his days at Lehman Bros.

“Everybody was into making it,” he said, noting that many capitalists then did charity work as a means of attaining social status but focused mostly on the accumulation of wealth. But, he said, the new generation of capitalists seems genuinely interested in improving the world.

“The feeling for giving back in the next generation, in the now 25- to 35-year-olds, it’s just an order-of-magnitude difference than it was for people who are now in their 40s and early 50s,” Hellman said. “I’m very encouraged.”

Yet the flip side is that, in Hellman’s view, downtown doesn’t wield as much power as it once did. Low political contribution limits have made politicians less dependent on downtown money, creating fewer shot callers, while democratizing tools such as the Internet have broadened the political dialogue.

“For the last 30 years we have become an increasingly tolerant city, and that’s great,” he said. “In the old days, [the Guardian] complained about downtown, and yeah, no shit, downtown really did control the city. The benefit was as that slipped away, the city became fairer and more open to argument. So now downtown hardly has any power at all anymore. In a sense, that’s a good thing. Tolerance grew tremendously when the city wasn’t dictated to.”

That tolerance caused street fairs to pop up all over town and festivals such as Hellman’s Hardly Strictly Bluegrass to blossom in Golden Gate Park. Bike lanes have taken space from cars, events such as Halloween in the Castro have gotten crazier, street protests have gotten bigger and more frequent, and people have felt more free to fly their freak flags. And all that freedom eventually triggered a backlash from groups of isolated NIMBYs who complain and often find sympathetic ears at city hall.

“Sometimes you get the feeling in this city that in the land of the tolerant, the intolerant are king,” said Hellman, whose festival has endured noise complaints even though the music is shut off by 7 p.m. “There is a continuing pressure to do away with fun, because fun is objectionable to someone, [but] we need to think about not creating a new dictatorship of a tiny group of people whose views are not in line with the opinion of most of the people of San Francisco…. You should try to balance the good of a lot of people versus the temporary annoyance of a few people.”

Preserving fun and a lively urban culture is a personal issue for Hellman, who plays the five-string banjo and calls his festival “the most enjoyable two days of the year for me.” He helps draw the biggest names in bluegrass music and acts like a kid in a candy shop during the event.

“I feel very strongly that an important part of our culture is built on the type of music and type of performance that goes on at Hardly Strictly Bluegrass,” Hellman said. From parables set to music to songs of struggle and the old union standards, “that kind of music is the conscience of our country.”

He considers bluegrass a vital and historically important form of political communication, more so than many of the upscale art forms that the rich tend to sponsor. “I’m glad that we have first-rate opera, but it’s equally important that we foster the kind of music, lyrics, etc., that support all this,” he said. “Somebody once said that most of the great Western philosophy is buried in the words of country songs. And that’s closer to the truth than most people think. A big passion of mine is to try to help — and people have defined it too narrowly — the kinds of music that I think have a hell of a lot to do with the good parts of our society.”

Perhaps surprisingly for a Republican venture capitalist from the older generation, Hellman also considers the countercultural freaks of San Francisco to be some of the “good parts of our society.” That’s why he attended Burning Man for the first time last year and why, he said, he loved it, as much for the culture and community as for the art.

“I went to Burning Man because as much as possible I want to experience everything,” he said. “I want to just see directly what it’s like. I knew I’d enjoy it. I never doubted that. But what really overwhelmed me is it was 40,000 people getting along with each other. I mean, it’s pretty intense. There were dust storms and the world’s most repulsive sight: nude men over 70 just dangling along. But I never saw an argument. It was 40,000 people just enjoying each other.”

It was most striking to Hellman because of the contrast with the rest of society. As he said, “I’ve never seen this country so divided.”

While Hellman supports Schwarzenegger — calling him “a good advertisement to California” — he has nothing good to say about his fellow Republican in the Oval Office. He calls Bush’s tenure “an absolute four-star disaster.” The invasion of Iraq is the most obvious problem, he said. “Our war policy has slowly veered from being ‘Don’t tread on me’ to we’re going to jump on your neck.”

But his antipathy to certain aspects of the Republican Party began even earlier, when the religious right began to take over.

“I thought we were not that polarized during the Clinton administration. I was somewhat encouraged,” Hellman said. “Maybe there was an undercurrent of strident religious behavior or strident conservatism, but not the conservatism that I think the Republican Party used to stand for, which was fiscal conservatism instead of social conservatism. Somehow, there was this angst in this country on the part of religious people who I guess felt this country was being taken away from them, and they were the kind of stalwart or underpinnings of society. And they took it back.”

But in the wake of that disaster, Hellman thinks, there is an opportunity for reasonable people of goodwill to set the future political course. As Nayman said of Hellman, “He does believe there is a middle way pretty much all the time.”

Politically, that’s why Hellman gravitates toward the moderates of both major parties, such as Schwarzenegger and Newsom. He looks for people who will marry his economic conservatism with a regard for things such as environmentalism and social justice.

“It’s very tough to be a big-city mayor,” Hellman said. “[Newsom is] probably the best mayor we’re entitled to. He’s got this fantastic balancing act.”

Hellman said downtown hasn’t been terribly happy with Newsom for supporting striking hotel workers, getting behind Ammiano’s health insurance mandate, supporting tax measures, and generally letting the Board of Supervisors set the city’s agenda for the past two years.

“Their measure is he has 80-percent-plus popularity, and he ought to spend some of it. Well, they might not agree with what he would spend it on. And he’s been unwilling to spend very much of it. In some parts of the business community there is disappointment with him, but I don’t think that’s right. He didn’t hide what he would be like.”

What Newsom said he would be — a big reason for his popularity — is a mayor for the new San Francisco, a place where the city’s traditional economic conservatism has been tempered by a greater democratization of power and an ascendant progressive movement that expects its issues to be addressed.

“I don’t like people who are intolerant,” Hellman said. “I don’t like people that are telling you something to get some outcome that, if you understood it, you probably wouldn’t want. I like people that are passionate.”

Asked, then, about Sup. Chris Daly, the nemesis of downtown and most definitely a man of strong political passions, he said, “I admire Chris Daly. I disagree with Chris on a lot of things he believes, but there are also probably a lot of things I would agree with Chris on. And I respect him.”

Hellman is the rare downtown power broker who wants to bridge the gap between Newsom — whom he calls a “moderate to conservative establishment person” — and progressives such as Daly, Mooney, and the Bicycle Coalition. The middle ground, he said, is often a very attractive place, as it was with Healthy Saturdays.

“I’m sure you spend time in the park on Sunday, and it’s a hell of a lot nicer in there on Sundays than Saturdays,” Hellman said. But even more important to him, this is about integrity and being true to what Golden Gate Park garage supporters promised back in 2000.

“They were proposing Saturday closing at that time, which I’ve always thought was a good idea,” he said. “And we made a commitment to them, or I thought we made a commitment to them, that let’s not have Saturday closure now, but as soon as the garage was done, we’d experiment with Saturday closure.”

We brought up what Fine Arts Museums board president Dede Wilsey has said of that pledge, that it was under different circumstances and that she never actually promised to support Saturday closure after the garage was completed.

“There’s a letter. She put it in writing,” he said of Wilsey. “She signed a letter on behalf of the museums saying that when the de Young is done, we should experiment with Saturday closings.”

The Bike Coalition’s Shahum said that even when Hellman was an enemy, he was a reasonable guy. But it’s in the past couple of years that she’s really come to appreciate the unique role he plays in San Francisco.

“He showed decency and respect toward us,” she said. “We never saw him as a villain, even though we disagreed completely. Later he really stepped up and has been a leader on Healthy Saturdays. And what I was most impressed with is that he was true to his word.”

Supervisor McGoldrick, who sponsored the measure, echoed the sentiment: “Hellman was certainly a man of his word who acted in a highly principled way.”

So why does Hellman now stand apart from the downtown crowd? Has he parted ways with the economic and cultural power brokers who were once his allies?

No, he said, “I think they parted ways with me.” *

SUPER EGO "We’re trying to reverse the great Berlin brain drain," DJ Solekandi of the Bay Area Beatdrop crew told me, with great determination in her voice. She was preparing to launch Filter.SF, the latest and so far biggest monument to the return of peninsular techno, an "official" Saturday monthly at Fat City, that would later spill over — ecstatically — into 8 a.m. "Is that where my brain’s been draining?" I replied, emptying my scotch glass warily. "I honestly thought it was circling somewhere over the Hebrides."

But of course she was speaking of the years-long flight of local electro and techno talent to the undisputed club capital of the early Ohs. Reunification — and a city full of unguarded construction sites — definitely has its advantages. "Let’s face it: techno’s a dirty word here," Solekandi reminded me. "There’s still so much great electronic music evolving in the States, though, transcending itself, working the polyrhythmics. People are shocked that we’re fiddling with grooves at 120 bpm — we’re just as much in reaction to the whole ‘techno has to hit you over the head’ thing as everyone else. We don’t want to be pigeonholed. We’re into stripping all musical genres down, foregrounding different patterns and sequences, but not getting so heady or minimal that you want to stop and think — or jumping off the rails into breakbeat. We mainly started this party because we want to have someplace where people can dance all night. I mean, where did that go?"

He was a soulful loner in Toronto. When they met online, listening to Deep Mix Moscow Radio, it was love at first IM.) Solekandi then launches, as any fierce DJ would, into a rundown of her cutting-edge technical equipment: Tracktor software, Faderfox controllers from Robotspeak, Ecler Nuo4 MIDI mixer … Visuals by VJ Mike Creighton? Edirol V-4 Video Mixer, HP ZT-3010US laptop, custom VISP Flash-Flex-Apollo software, Wacom Intuos Graphire tablet …

Phew. When I hear tech heads, even hot ones, geek out over their digital apparatuses, I sink into languid bafflement. Suddenly, I’m a sultry ’60s housewife, lounging on my lime green sectional, slightly pinched by my girdle, nodding while Hubby blathers on about structural changes down at the aeronautics plant. Sounds complicated, darling. Shall I fix us another batch of martinis? May is officially techno month, however, with Movement, Detroit’s legendary electronic music festival (www.demf.com), drawing hundreds of thousands to the Motor City and Montreal’s gargantuan Mutek (www.mutek.ca) following hard on Movement’s gravel-pitted heels — so technology’s the ultra. Yet I’d naively thought that since techno and vinyl had been pushed from the clubs by laptops and mashups, iPods and electroclash, they would join forces in a retrofuture comeback assault. No can do, it seems. So rock on, techno mama!

"I hate the word Wii," my yummy pal Noel reflected at the recent LCD Soundsystem show when I told him about the latest DJ craze, WiiJing. "It’s just so … happy. Wii. Ugh."

WiiJing, you ask? Hell yes. You knew it was only a matter of time before some genius couch potato hacked their Wiimote to start mixing, as they say, Wiimotely. Well, that time is now, and DJ_! (pronounced "shift one") is that genius. He’ll be here May 12 at Bootie, debuting his skills to the mashup crowd. ("I’ll probably be mashing up my favorite video game themes — anything from Centipede to Tom Clancy’s Rainbow Six," he claimed.)

I asked Turlock’s Obi-Wii Kenobi over the phone how he did it. "I basically used GlovePie to patch the Wiimote through a Bluetooth dongle into my Ableton Live," he replied. Again the gizmo glaze descended. Still, that must be one heck of a dongle! What’s the range on that thing? "About 15 feet, I think." I riffed on the WiiJ potential, now that DJs won’t be tethered to the decks. Refresh your cocktail midset! Stage-dive without any skips! Embed your Wiimotes into lightsabers and duel other WiiJs!

"Maybe," DJ_! said. "I’m happy just to be able to take a bathroom break." Now that’s putting the wee in Wii, no pun Nintendoed. *

In the kitchen of David’s Kitchen, a tiny restaurant in the Sunset, you will find David. The kitchen is of the semiexhibition sort, viewable from the snug dining room through a rectangular aperture that looks as if it once might have housed a picture window or maybe a large plasma flat-screen television. Was this space once home to a sports bar? David is David Chang, a native of China who opened the place with his wife, Terri, about four years ago. He could have called it David Chang, if he’d cared to join the trend of to-the-greater-glory-of-me chef-owners who name their restaurants after themselves. I have sometimes wondered how often these grand people can actually be found in their own kitchens. "David’s Kitchen" suggests to us that David is actually in the kitchen, and so he is, perhaps cooking your lunch after taking your order. At lunch it can be just you and him; it’s like having your own short-order chef. He seats you, writes down what you want, then makes and serves it. You are happy, even when he presents the bill, which your own short-order chef would never be so crass as to do. But then, even the best fantasies have limits.

It would be difficult to overstate the intimacy of David’s Kitchen. Like Thai Time, the fabulous and impossibly small restaurant on Eighth Avenue in the Inner Richmond, David’s Kitchen has only a handful of tables and fills to near capacity when a few parties of three or four come through the door at about the same time. If there had been an Asian restaurant on Skylab, the makeshift space station from the 1970s, it might have looked something like this. While David’s menu does include a strong Thai element, it’s pan-Asian in a way Thai Time’s isn’t; there are even a few New World items thrown in — for fun? Or because of neighborhood demand? One of them, the chicken barley soup ($3.50), we found to be insipid, but that was the only dish we came across that failed to sing in a clear, strong voice.

Even among the Asian dishes, one finds the occasional global touch. Although fat seafood noodles ($5.95 at lunch) spoke with a pronounced Thai accent — the sauce was coconut-milk green curry, with a strong subplot of chile heat — the noodles themselves were fettuccine, for a slight Marco Polo twist. The seafood, meanwhile (shrimp, mussels, clams, and whitefish, leavened with zucchini quarters), was immaculate, in keeping with the restaurant’s assurance that "we use only the freshest ingredients."

XO chow fun noodles ($5.95), on the other hand, were the broad, glistening Chinese rice-flour kind, tossed with shreds of boneless chicken, bean sprouts, scallions, and (the star ingredient) XO sauce, a Hong Kong–<\d>style paste of dried shrimp and scallop along with garlic, onion, and chile peppers. This saucing gave the dish a flat, fierce heat, like an August day on the Great Plains — quite different from the rounded punch of the fat noodles — with a strong hint of onion breath and some soy saltiness.

Although many of the appetizers will seem familiar to anyone who’s eaten at a Thai or Chinese restaurant in these parts (and who hasn’t?), David’s versions are mostly executed with a soupçon of panache, which helps make them memorable. The crispy fish cakes ($5.75), for example, will never be mistaken for tortilla chips, but they do minimize the characteristic rubberiness of the average fish cake and achieve a delicate stiffening around the edges. It helps that they’re quite flat, like small griddle cakes.

Spring rolls ($4.95) were nearly ordinary, despite a weighty filling — of shredded chicken, bean sprouts, and shiitake mushrooms — and a crime-scene-red dipping sauce redolent of chiles and garlic. But the veggie pancake ($5.25) was unlike anything I’ve had before, a kind of soft Asian crepe, like a socca or farinata, made from ground lotus and taro root (instead of chickpea flour) and spruced up with water chestnuts, scallions, and pesto.

We also detected European influences, or echoes, in a duck curry stew ($9.95), a crock of meat, potatoes, and carrots that resembled beef burgundy, except that the beef was duck (a little fatty, but tasty) and the sauce had no red wine but plenty of yellow curry, mildest of the Thai curries. Spicy sunflower chicken ($6.75), on the other hand, though not yellow, was straight from Thailand — a larb, really, of minced white chicken tossed with a lively combination of Thai basil, garlic, and chiles. The meat was heaped in the center of a large plate, with canoelike leaves of endive set around the perimeter like hour markings on a watch. The endive was convenient for the scooping up of the minced meat, of course, but even after the leaves had run out, all the members of our table, forks in hand, were jostling for a crack at the last of the chicken.

The kitchen at David’s Kitchen doesn’t much look like the kitchen at Canteen, Dennis Leary’s small boutique place downtown. Leary’s kitchen is L-shaped, for one thing, and also more exhibitiony: you can sit at the counter and watch the chef work the stoves.

But to be at either place is to be aware that the restaurant as a labor of love is a phenomenon that persists even in this overpriced city — and that there are a few fine chefs who still do their own cooking. And then some. *

Bringing CCA to life

EDITORIAL Community Choice Aggregation, a new system of developing and selling electric power, has the potential to put San Francisco on the cutting edge of renewable energy nationwide. It could offer lower rates to consumers. It could be an important first step on the road to a full public power system.

When the notion first came up a few years ago, everyone — from Mayor Gavin Newsom to the supervisors to the San Francisco Public Utilities Commission to Pacific Gas and Electric Co. — claimed to be supportive. Now Supervisors Ross Mirkarimi and Tom Ammiano have put forward a plan that would ensure that half the city’s electricity come from solar, wind, and increased efficiency (along with the power we currently get from the dam at Hetch Hetchy). The plan would put San Francisco in the business of developing, promoting, and using solar energy on a huge scale. And suddenly, PG&E is spending millions on ad campaigns and has launched a quiet letter-writing effort to sabotage CCA — and the mayor is nowhere to be found.

It’s no coincidence that the giant private utility’s ads began appearing all over the city, including on the front page of the San Francisco Chronicle, in the same month that Ammiano and Mirkarimi were preparing to introduce their CCA bill. The company is trying to lay the groundwork to counter the city’s arguments that public power, or CCA, is an environmentally sound alternative to PG&E. As Amanda Witherell reported ("Green Isn’t PG&E," 4/18/07), the whole image of PG&E as a green company is a lie: its current power profile is 44 percent fossil fuels and 24 percent nuclear — which means two-thirds of the electricity the company sells is creating either greenhouse gases or nuclear waste.

The CCA plan, on the other hand, calls for 360 megawatts of fully renewable energy in San Francisco. The way the system would work, the city would use money that voters have already approved to develop solar generators and would contract with electricity providers that offer renewable energy. The city would buy the power in bulk, at comparatively low rates, then resell it to residents and businesses. And since the city won’t be making a profit, the cost to consumers will be less than what they currently pay PG&E.

It sounds simple, but the actual implementation is going to be a bit tricky — and will require constant monitoring. That’s why Ammiano and Mirkarimi want to create a new panel, made of several supervisors and representatives from the Mayor’s Office and the SFPUC, to manage the transition. It makes perfect sense: the supervisors need to play a role in the new agency and ought to sign off on any contract. If they don’t, the whole thing could be underfunded, delayed, and packed off to a bureaucratic back room.

But Newsom doesn’t want to give up control, and City Attorney Dennis Herrera hasn’t signed off on the deal. Herrera no doubt has legal arguments against creating a joint control agency, but we can’t believe there’s no legal way to pull this off. Herrera needs to help the board come up with a creative solution.

Meanwhile, Newsom needs to stop ducking this issue. He seems to have plenty of time to attend PG&E’s faux-green media events — but even after CCA supporters rescheduled a press conference twice at the request of Newsom’s office and set it for a time the mayor was available, he didn’t show up.

CCA is a key part of the city’s energy future. The supervisors should pass the plan, including an oversight panel, and the mayor should not only sign it but actively push for rapid implementation. If not, his kowtowing to PG&E should be a central issue for a challenger in the fall campaign. *

PS State law bars PG&E from actively campaigning against aggregation, yet there are signs that the utility is doing just that. Herrera and District Attorney Kamala Harris should immediately open an investigation.

So there’s that, the homegrown Cooling Man project, Tom Price’s manic push to green the burn, and lots of other exciting projects that are being birthed here and will make an appearance on the playa before taking over the world. Stay tuned.

Piccino Cafe

Although restaurants can be, and often are described as being, sexy, they aren’t really sexy in that way, the people way. So far as we know, and for reasons that I need not get into, they don’t actually indulge. Which means that Piccino Cafe, a petite jewel of a restaurant that opened a few months ago on a quiet Dogpatch side street between the furies of I-280 and Third Street, cannot be the love child of, say, Universal Cafe and A16. Although such a union is flatly impossible – Universal and A16 have never met, never been alone together – one can’t stop wondering. Piccino’s serious yet warm industrial look (stainless steel, blond wood, glass), the almost tissue-thin pizza crusts coming out of the kitchen, and the ingredients obtained from impeccable sources all seem profoundly familiar if not familial.http://www.youtube.com/

If Piccino were a child, we might have our answer by waiting for it to grow up a bit. But, as the name suggests, the restaurant is tiny, with just a half dozen or so tables (not counting sidewalk seats) in a space largely given over to the kitchen. It’s almost like a catering kitchen or the original Citizen Cake; the setup seems tilted more toward making food than serving it to people, and we did notice quite a few takeout pizza boxes being whisked away by people who clearly live in the changing neighborhood. But despite the tight space, service is sharp; each table is swiftly brought a Straus Organic Creamery milk bottle filled with water (chilled but not filtered) and a plate of crispy flatbreads, and even at the outdoor tables, one’s needs are continually seen to.

It is a fact that sometimes restaurants, like children and even love children, do grow up: Delfina began in quarters no roomier than Piccino’s and is now an order of magnitude bigger, plus an adjoining pizzeria. Part of Piccino’s charm is its snugness, but the food is so good that demand is bound to raise the issue of expansion sooner or later, probably sooner. While that question simmers, wedge yourself in at one of the knee-to-knee tables, pour yourself a tumbler of water from your personal stash, have a bite of flatbread, and scan the brief menu.

What do you see? A selection of pizzas, of course, including such staples as margherita and napoletana ($9.25) – the latter swabbed with blood-red tomato sauce and dotted with halved black olives and bits of anchovy – along with special pies that vary according to season and inspiration. The people at the next table could be overheard urgently discussing a pizza topped with, among other things, speck.

"Maybe it’s fish," one of them said doubtfully. Her companion furrowed his brow. Only moments before, we too had furrowed our brows in bafflement about speck before asking our server. His answer: smoked prosciutto. The speck pie ($10.75), a bianco, was also topped with fresh arugula and mild white cheese. Since we like arugula, we’d started with a simple arugula salad ($7) decorated with Parmesan shavings and drizzled with balsamic vinegar – a simple and perfect combination, like an unforgettable piece of chamber music.

A weightier opener is the antipasti platter ($8.50), a blending of some usual suspects – country pate with Dijon mustard, thin coins of salume, black and green olives (mind the pits!) – along with a few special guests, including a chickpea spread that wasn’t hummus (coarser of texture, no tahini) and a bouquet of pickled baby carrots and radishes. There was flatbread on the side, of course, for clean-up duty.

The evening menu differs from its midday confrere mainly in the addition of a few nonbready main dishes. We did not try the evening’s risotto, though a plate that arrived at the next table (opposite the speck-flummoxed folk) looked fabulously creamy. We did try the duck confit ($14), a gently crisped leg and thigh half-recumbent on a bed of dandelion greens given some sweetness and crunch by sections of pixie tangerines and rubbly little bits of crushed hazelnuts. Duck confit is one of those ideal dishes for restaurants – it’s elegant and slightly exotic, highly skill- and time-intensive, with most of the work being done days beforehand and not much to do at the finish besides crisping the skin and warming the meat through – and Piccino’s version does honor to the kitchen. I wouldn’t have minded some lentils on the side, though maybe they’re considered cliche now, or maybe Americans just don’t have much use for legumes other than the peanut. And even with peanuts, we prefer the artifice of grinding them into paste.

There was at lunch an interesting minestrone ($5.50) that consisted largely of a mocha-colored cranberry-bean puree in which orecchiette floated like inner tubes on a muddy summer river. Perhaps legumes are more acceptable to the American palate if pulverized so as to be unrecognizable? And where there is soup, there is likely to be sandwich: of salume cotto ($8.75), slices of warm cured meat on grilled country bread. With arugula! And a nice heap of vinegar-modulated lentil salad on the side, with the legumes daringly left intact.

The advent of Piccino tells us which way the wind is blowing in the Dogpatch. In the evening the neighborhood’s streets are quiet (all the traffic is on the freeway a few blocks west and Third Street a few blocks east), and the houses show a friendly dowdiness, like a grandmother’s dresses. But the restaurant’s crowds are young and knowing, and if they’re not sure what speck is, they expect to find out. *

Pablo Fajardo, Humberto Piaguaje, and Guillermo Grefa – three natives of Ecuador – recently made a visit to the Bay Area, but not as mere tourists.

"I’ve come here to inform you, San Francisco, so that you here might know what Chevron does outside the borders of the United States," Fajardo said at a press conference outside City Hall. "They are contributing to the destruction of humanity on a global level."

Fajardo is one of the lead litigators in a 14-year-old civil action lawsuit against Texaco (which was purchased by the Chevron Corp. in 2001) accusing the multinational oil company of business practices that soured the lakes, streams, soil, air, and lives of the residents of Lago Agrio ("sour lake" in Spanish). Texaco was based in this rainforest region for 28 years and operated 343 wells and processing plants that pumped 1.5 billion barrels of oil through a 300-mile exposed pipeline over the Andes. The plaintiffs allege that substandard storage and handling of the oil and its toxic byproducts during those productive years have poisoned an area three times the size of Manhattan.

Chevron contends that it has adequately cleaned up 45 sites and anything beyond that is the responsibility of PetroEcuador, a government-owned company with which Texaco had a partnership for use, ownership, and maintenance of the wells.

Chevron is the sixth largest oil company in the world and the richest corporation in the Bay Area. The San Francisco Chronicle recently dubbed Chevron its "corporation of the year" after the oil company posted $17 billion in profits in 2006.

But by the end of this year, Chevron may have a new distinction: loser of the largest environmental remediation case ever litigated. Even though legal scholars say it’s quite possible the Ecuador court will rule against Chevron, company executives still haven’t set aside any money or fully informed shareholders of this potential liability.

A resident of Lago Agrio since he was 14, Fajardo received his law degree through correspondence school coursework just three years ago, and this is the first case he’s argued. But he’s not alone. His legal team includes New York-based Steve Donziger and a bankroll from Philadelphia’s Kohn, Swift and Graf. The recent trip was also supported by the San Francisco organizations Amazon Watch and Rainforest Action Network.

"This was to put a message to the Bay Area. This is your homegrown oil company," Amazon Watch’s executive director, Atossa Soltani, said. "This is an opportunity to hold them accountable. We need to demand they uphold the values of this community."

While in town, Fajardo invited Governor Arnold Schwarzenegger to tour one of the 600 unlined oil pits that are seeping sludge into the drinking water of 30,000 Lago Agrians.

"I know that you have close ties to this company," Fajardo wrote in a letter to Schwarzenegger. "I have read that Chevron has donated over $600,000 to your campaigns and inaugurations. I have also read that your former chief of staff was a lobbyist for Chevron. However, I have faith because I know you are a man of the environment. You are making California a leader in the United States on almost every environmental issue. You are what they call a ‘green’ governor."

The governor is still reviewing the letter, his spokesperson Aaron McLear said, and has not yet decided on taking a field trip to the country. According to an Associated Press article, at an April 24 press conference Schwarzenegger was asked why he turned down an offer to meet the Ecuadorans. He responded, "Everyone has their own ideas of what it is to be an environmentalist and to protect the environment."

To convey their idea of what it means to be a good corporate citizen, Piaguaje and Grefa busted into the April 25 annual shareholders meeting at Chevron’s headquarters in San Ramon, as guests of Soltani and RAN executive director Michael Brune – who both happen to own a little stock in the company.

As three dozen protesters stood outside the meeting holding a banner that read, "Tell shareholders the toxic truth," the usual crowd of well-heeled investors dressed in prim suits and trim neckties mingled inside.

Two individuals looked a little different. Grefa wore a pale green shirt and a thick rope of multicolored beads around his neck. Beside him sat Piaguaje, in a long red tunic with a traditional headdress covering his black hair. During the question period of the meeting, they addressed Chevron board president David O’Reilly.

"Our fight is not for money," Piaguaje, the Secoya tribe leader, said through a translator. "We want you to give back our lives. We want to live in peace, harmoniously with nature. Above all, we want justice. We will continue to fight until we get justice or we will die in our struggle."

"The problems you have there," O’Reilly responded, "you need to take up with the government. There’s no credible evidence that Texaco did anything wrong."

The plaintiffs argue that Chevron’s $40 million remediation job during the ’90s is an implicit admission of some level of guilt.

Chevron says it’s being attacked for the size of its purse. At the shareholders meeting, company executives proudly reported the company made $17.1 billion last year, will be investing about $15 billion in oil exploration, and is kicking off 30 new capital projects at the cost of $1 billion apiece.

Should the Ecuadoran plaintiffs prevail, the cost of a real cleanup has been estimated at $6 billion – enough to hinder just half a dozen of Chevron’s new oil wells. Chevron contends the figure is grossly inflated. "This $6 billion assessment was made by a consultant hired by the attorneys [on the plaintiffs’ side] who only spent three days there," one of Chevron’s lawyers, Ricardo Veija, told the Guardian.

"He was there for a few weeks, actually," said the environmental scientist at his side, Sara McMillen, who’s consulting for Chevron on the case. She added that the consultants asked other experts to consider the figure. "They actually bust out laughing when they hear that number," she said. "It’s more than the cost of Exxon Valdez."

But Fajardo contends the spills in Lago Agrio are larger than the Valdez tanker spill – 30 times larger, in fact (18.5 billion gallons versus 11 million). He said Ecuadorans are more interested in drinking clean water and being treated like humans than squeezing money from Chevron.

Because of the trial, Fajardo was not allowed to attend the shareholders meeting, but we asked what he would say to O’Reilly if they were face-to-face.

"If I could speak with him," Fajardo said in clear, direct words, as if talking to a child who doesn’t want to listen, "I would tell him that I think human beings are the same. We have the same rights no matter what part of the world we live in. This company has caused great harm. Instead of spending millions of dollars in defense, they could be investing money in cleanup. It’s a question of justice."

Fajardo, his stern brow softening as he considered his words, added, "I’d also tell him I have nothing against him personally. I respect him like I respect every other person." *

Arnold’s dishonest rail stand

Why can’t Gov. Arnold Schwarzenegger or his proxies explain their opposition to high-speed rail? They try, as they must. After all, this is a green project lauded across the ideological spectrum and around the world for its potential to prevent global warming, dirty air, and clogged freeways and airports.
But all the answers Arnold’s people give are illogical, unresponsive, or contradicted by the experts. In the end, it appears the Schwarzenegger administration is simply unwilling to support high-speed rail or to level with the public about why. Legislators and other Democrats say they’re solidly behind the project, something that will be tested this weekend in San Diego when the state party convention considers a resolution of support authored by longtime party activist Jane Morrison of San Francisco.
“It’s very timely because the governor is trying to cut the budget [for the California High Speed Rail Authority] back to $1 million and delay the bond measure,” Morrison told the Guardian. “I think this is a terribly important project.”

Green Guerrillas Out of the Cage Tonight

The oldest film festival in the United States and Canada, the San Francisco International Film Festival reaches its golden anniversary this year. That’s half a century of bringing movies from all over the world to one area of America that doesn’t assume America is the world.

At this moment a solo videomaker has to kill at least a few dozen people to storm the multinational media palace. Yeah, this thought crashes the SFIFF’s party. But it adds context to the fest’s contents. One Guardian contributor recently forwarded me a news story that drew specious links between the Virginia Tech tragedy and Park Chan-wook’s 2003 movie Old Boy. The presence of The Bridge (a documentary that uses images of death in a problematic manner) at last year’s SFIFF proves that film festivals also face ethical dilemmas about what they present. Does increasingly pervasive digital imagery correspond with a decrease, rather than an increase, in imagination? Does it prompt a lazy way of seeing and corrupt the meaning of an image?

The SFIFF offers a chance to enjoy – not just ponder or ignore – such questions. As a major progenitor of the festival model that has come to dominate cinema outside of Hollywood, this event often celebrates and represents the establishment, as Sam Green and Christian Bruno’s 2000 short film Pie Fight ’69 makes clear. But unlike many younger festivals, the SFIFF’s programming favors substance over sensation.

George Lucas, Robin Williams, and Spike Lee will be feted this year, but the Guardian‘s SFIFF 50 coverage has an eye for diamonds in the rough: great, quiet films such as Heddy Honigmann’s Forever; a definitely maddening but possibly classic work of art, Pedro Costa’s Colossal Youth; and digital animator Kelly Sears’s hilarious short works – in step with hallucinatory digital mind-blowers and eye-blinders such as Paper Rad – which feature in the type of one-time-only SFIFF collaborative event that can yield a memorable night.

I’d like to draw attention to the SFIFF’s two entries from the New Crowned Hope series recently curated by Peter Sellars (Mahamat-Saleh Haroun’s Daratt and Garin Nugroho’s dazzling Opera Jawa) and to close by freestyling the praises of Veronica Chen’s gorgeous Agua. In its regard of two generations of men, of male physicality and psychology, it is a pleasurable, less-austere improvement on Claire Denis’s highly acclaimed Beau Travail and part of a possible new wave of cinema – led by Douglas Gordon and Philippe Parreno’s Zidane – that trailblazes the cinematic potential of contemporary sports performance and its portraiture. Dive into it and SFIFF 50. *

BOOK REVIEW Not for Tourists Guidebooks has just released the fourth edition of its Not for Tourists Guide to San Francisco. Besides having a mad grip of inaccuracies, the title is problematic: this tome is definitely not not for tourists.

The first thing I found wrong with the book was its only foldout map. It’s a highway map, which is weird, since most city dwellers tend to stay clear of the damn things. They’re for the bridge-and-tunnel crowd and, uh, the tourists. And the map isn’t even detailed enough for you to see where on- and off-ramps are or tell which is which. And with San Francisco’s grand total of four highways, it’s hard to imagine why the NFT folks didn’t devote their largest page to a Muni map – just one of many things this book doesn’t have.

In all fairness, Muni routes are included in the 120 minimaps that comprise most of the book. But the layout is incredibly daunting! To follow one bus route, you might have to flip back and forth 20 times to see where the line will take you – shit most locals just don’t have friggin’ time for. I became further discouraged by the decision to devote pages to Ghirardelli Square, Fisherman’s Wharf, and Pier 39. (If not for tourists, for whom?) But despite this and despite noticing an ad for Segway Tours of the Marina Green (insert sound of me retching here), I still gave the rest of the guide a whirl, determined to get some practical use out of it.

I attempted to find a liquor store when I was trapped in SoMa without rolling papers – only to discover the intersection I was at, Fourth Street and Mission, was on the corner of three maps. The bar I was in (my favorite) was nowhere to be found. I was in minimap limbo. Next I tried to wax nostalgic with the maps of neighborhoods where I used to live – only to discover that some bars listed on the neighborhood directories weren’t dotted on the maps.

So I tried using the guide to call my neighborhood grocery store, Eight-Twenty-Eight Irving Market, to see if it carried printer paper. Apparently, it falls somewhere between liquor store and supermarket, because it’s not in the book. (BTW: it carries college rule but not printer paper.) Finally, I called the Hotel Utah – only to lose an eardrum when that killer "bee-doo-eet!" sound alerted me to the fact that the number listed in the guide was disconnected.

Maybe, maybe buy the Not for Tourists Guide for first-year college students or other new SF transplants. But if you’ve been here for longer than six months, just hang on to your Muni map and your BART schedule and save the $14.95 (suggested retail) for 411 charges.

The importance of being imported

If you think of Mateus or Lancer’s when you think of Portuguese wine, then you may soon be thinking anew. Portugal’s food and wines have been overshadowed by those of Spain, its larger Iberian neighbor, over the last generation or so, but the Portuguese viticultural tradition has its roots in Roman times and produces wines that compare favorably with any in the world. The issue at the moment is distributing them to that world – in particular, to us – and that means finding importers.

To judge by the offerings of a recent trade show, Portuguese winemakers aren’t going to have much trouble convincing the public about the quality of their wines nor about their value. I found myself, after rapturous sips of this and that, asking what a particular bottling might sell for at retail in Europe and repeatedly hearing, "2 euros 50" or "3 euros" – in other words, $3 or $4. I would have bought several cases on the spot if I’d been able to, the whites being especially appealing.

At least one wrinkle for Portuguese winemakers who want to sell their stuff here is that there is no restaurant infrastructure to serve as a wedge into public consciousness. Our Iberian restaurants are almost all Spanish, and there aren’t even that many of them; I am aware of only the Grubstake, a Polk Gulch hamburger salon, as an offerer of a full-scale Portuguese menu in the city, and even there you have to know what you’re looking for, lest you end up with a BLT from the regular menu. Some years ago, Stars, in one of its post-Jeremiah Tower configurations, made a point of featuring Portuguese wines, but that program went down with the restaurant.

Perhaps there will be a breakthrough wine, a Portuguese answer to gruner veltliner and albarino. (The Portuguese grow the latter, incidentally, as alvarinho.) I might place a small bet on white wines produced from antao vez, a grape indigenous to Portugal and grown in the Alentejo region southeast of Lisbon. The name looks a bit forbidding to the Anglophone eye – an unhelpful detail in a brand-name culture like ours – but the wines are bright and fresh, with a green fruitiness gently crisped by acid. Wines like these at $3 to $4 a bottle would be too good to be true – but maybe $5 or $6 is feasible?

Death of fun, the sequel

Fun – in the form of fairs, festivals, bars, art in the parks, and the freedom to occasionally drink alcohol in public places – is under attack in San Francisco.

The multipronged assault is coming primarily from two sources: city agencies with budget shortfalls and NIMBYs who don’t like to hear people partying. The crackdown has only intensified since the Guardian sounded the alarm last year (see “The Death of Fun,” 5/24/06), but the fun seekers are now organizing, finding some allies, and starting to push back.

Mayor Gavin Newsom and other city hall leaders have been meeting with the Outdoor Events Coalition, which formed last year in response to the threat, about valuing the city’s beloved social gatherings and staving off steep fee hikes that have been sought by the Recreation and Park, Fire, Public Works, and Police departments.

Those conversations have already yielded at least a temporary reprieve from a substantial increase in use fees for all the city’s parks. It’s also led to a rollback of the How Weird Street Faire’s particularly outrageous police fees (its $7,700 sum last year jumped to $23,833 this year – despite the event being forced by the city to end two hours earlier – before pressure from the Guardian and city hall forced it back down to $4,734).

The San Francisco Democratic County Central Committee will also wade into the issue April 25 when it considers a resolution warning that “San Francisco has become noticeably less tolerant of nightlife and outdoor events.” It is sponsored by Scott Wiener, Robert Haaland, Michael Goldstein, and David Campos.

The measure expresses this premier political organization’s “strong disagreement with the City agencies and commissions that have undermined San Francisco’s nightlife and tradition of street festivals and encourages efforts to remove obstacles to the permitting of such venues and events up to and including structural reform of government permitting processes to accomplish that goal.”

The resolution specifically cites the restrictions and fee increases that have hit the How Weird Street Faire, the Haight Ashbury Street Fair (where alcohol is banned this year for the first time), and the North Beach Jazz Festival, but it also notes that a wide variety of events “provide major fundraising opportunities for community-serving nonprofits such as HIV/AIDS, breast cancer, and violence-prevention organizations that are dependent upon the revenue generated at these events.”

Yet the wet blanket crowd still seems ascendant. Sup. Michela Alioto-Pier now wants to ban alcohol in all city parks that contain playgrounds, which is most of them. Hole in the Wall has hit unexpected opposition to its relocation (see “Bar Wars,” 4/18/07), while Club Six is being threatened by its neighbors and the Entertainment Commission about noise issues. And one group is trying to kill a band shell made of recycled car hoods that is proposed for temporary summer placement on the Panhandle.

That project, as well as the proposal for drastically increased fees for using public spaces, is expected to be considered May 3 by the Rec and Park Commission, which is likely to be a prime battleground in the ongoing fight over fun.

 

FEE FIGHT

Rec and Park, like many other city departments, is facing a big budget shortfall and neglected facilities overdue for attention. A budget analyst audit last year also recommended that the department create a more coherent system for its 400 different permits and increase fees by 2 percent.

Yet the department responded by proposing to roughly double its special event fees, even though they make up just $560,000 of the $4.5 million that the department collects from all fees. Making things even worse was the proposal to charge events based on a park’s maximum capacity rather than the actual number of attendees.

The proposal caused an uproar when it was introduced last year, as promoters say it would kill many beloved events, so it was tabled. Then an almost identical proposal was quietly introduced this year, drawing the same concerns.

“These are just preliminary numbers, and they may change,” department spokesperson Rose Dennis told us, although she wouldn’t elaborate on why the same unpopular proposal was revived.

Event organizers, who were told last year that they would be consulted on the new fee schedule, were dumbfounded. They say the new policy forces them to come up with a lot of cash if attendance lags or the weather is bad.

Mitigating such a risk means charging admission, corralling corporate sponsorship, or pushing more commerce on attendees. This may not be a hindrance for some of the well-known and sponsored events such as Bay to Breakers and SF Pride, but consider how the low-budget Movie Night in Dolores Park might come up with $6,000 instead of $250, or how additional permit fees could strangle the potential of nascent groups such as Movement for Unconditional Amnesty.

The group is sponsoring a march in honor of the Great American Boycott of 2006. On May 1 it will walk from Dolores Park to the Civic Center in recognition of immigrants’ rights. The group wanted to offer concessions, because food vendors donate a percentage of their sales to the organization, but the permit fee for propane use from the Fire Department was too high.

“They couldn’t guarantee they’d make more than $1,200 in food to cover the costs of permits,” said Forrest Schmidt, of the ANSWER Coalition, who is assisting the organizers. “So they lost an opportunity to raise funds to support their work. It’s more than $1,000 taken off the top of the movement.”

ANSWER faced a similar problem after the antiwar rally in March, when the rule regarding propane permits was reinterpreted so that a base charge, once applied to an entire event, was now charged of each concessionaire – quadrupling the overall cost. ANSWER pleaded its case against this new reading of the law and was granted a one-time reprieve. But Schmidt says none of the SFFD’s paperwork backs up a need to charge so much money.

“They kept on saying over and over again, ‘You guys are making money on this,’ ” Schmidt said. “But it’s an administrative fee to make sure we’re not setting anything on fire. It’s essentially a tax. It’s a deceitful form of politics and part of what’s changing the demographic of the city.”

The Outdoor Events Coalition, which represents more than 25 events in the city, agrees and has been meeting with city officials to hash out another interim solution for this year, as well as a long-term plan for financial sustainability for all parties.

“We’re cautiously optimistic,” said Robbie Kowal, a coalition leader and organizer of the North Beach Jazz Festival. But he’s still concerned about what he and the coalition see as a continuing trend.

“The city is changing in some way. It’s becoming a culture of complaint. There’s this whole idea you can elect yourself into a neighborhood organization, you can invent your own constituency, and the bureaucracy has to take you seriously. Neighborhood power can be so effective in fighting against a Starbucks, but when it’s turned around and used to kill an indigenous part of that neighborhood, like its local street fair, that’s an abuse of that neighborhood power.”

 

NIMBY POWER

Black Rock Arts Foundation, the San Francisco public art nonprofit that grew out of Burning Man, has enjoyed a successful and symbiotic partnership with the Newsom administration, placing well-received temporary artwork in Hayes Green, Civic Center Plaza, and the Embarcadero.

So when BRAF, the Neighborhood Parks Council, the city’s Department of the Environment, and several community groups decided several months ago to collaborate on a trio of new temporary art pieces, most people involved thought they were headed for another kumbaya moment. Then one of the projects hit a small but vocal pocket of resistance.

A group of artists from the Finch Mob and Rebar collectives are now at work on the Panhandle band shell, a performance space for nonamplified acoustic music and other performances that is made from the hoods of 75 midsize sedans. The idea is to promote the recycling and reuse of materials while creating a community gathering spot for arts appreciation.

Most neighborhood groups in the area like the project, and 147 individuals have written letters of support, versus the 17 letters that have taken issue with the project’s potential to draw crowds and create noise, litter, graffiti, congestion, and a hangout for homeless people.

But the opposition has been amplified by members of the Panhandle Residents Organization Stanyan Fulton (PROSF), which runs one of the most active listservs in the city, championing causes ranging from government sunshine to neighborhood concerns. The group, with support from Sup. Ross Mirkarimi’s staff, has delayed the project’s approval and thus placed its future in jeopardy (installation was scheduled to begin next month).

“My main concern would be that this is a very narrow strip of land that is bordered by homes on both sides,” said neighbor Maureen Murphy, who has complained about the project to the city and online through the PROSF. “My fear is that there is going to be amplification and more people and litter.”

The debate was scheduled to be heard by the Rec and Park Commission on April 19 but was postponed to May 3 because of the controversy. Nonetheless, Newsom showed up at the last hearing to offer his support.

“Rare do I come in front of committee, but I wanted to underscore … the partnership we’ve had with Black Rock Arts Foundation. It’s been a very successful one and one I want to encourage this commission to reinforce,” Newsom told the commission. “I think the opportunity exists for us … to take advantage of these partnerships and really bring to the forefront in people’s minds more temporary public art.”

Rachel Weidinger, who is handling the project for BRAF, said the organizers have been very sensitive to public input, neighborhood concerns, environmental issues, and the impacts of the project, at one point changing sites to one with better drainage. And she’s been actively telling opponents that the project won’t allow amplified music or large gatherings (those of 25 or more will require a special permit). But she said that there’s little they can do about those who simply don’t want people to gather in the park.

“We are trying to activate park space with temporary artwork,” she said. “Guilty as charged.”

Yet any activated public space – whether a street closed for a fair or a march, a park turned into a concert space, or a vacant storefront turned into a nightclub – is bound to generate a few critics. The question for San Francisco now is how to balance NIMBY desires and bureaucratic needs with a broader concern for facilitating fun in the big city.

“Some people have the idea that events and nightlife are an evil to be restricted,” Wiener said. But his resolution is intended as “a cultural statement about what kind of city we want to live in.” *

 

Small Business Awards 2007: Chain Store Alternative Award

Since it opened in 1954, Waldeck’s Office Supplies in downtown San Francisco has been a true neighborhood store. In spite of the growth of now-ubiquitous large chains such as Staples and OfficeMax, this family-run retailer has carved a niche with its host of regular local customers and businesses large and small in the neighborhood.

Of the supply shop started by his father, owner Cliff Waldeck says, "Neighborhood-serving retail businesses are why people live, work, and visit specific communities." For him, seeing regulars come in is the best part. "It’s like a scene out of Cheers."

Waldeck’s also leads its industry in being environmentally conscious. Two years ago it was certified as a green business by the San Francisco Department of the Environment.

As Waldeck, a former member of the Mill Valley City Council and a current member of the Bay Conservation and Development Commission, puts it, "I always like to say, ‘In my industry we’ve killed a lot of trees, and I have sap on my hands.’ "

Having done environmental work and advocacy as a public servant, Waldeck decided to make the transition to green practices. To get green certified, he had to demonstrate to inspectors from the San Francisco Public Utilities Commission and Public Health Department that he uses good environmental practices, abiding by criteria including recycling and reusing products, conserving energy and water, and maintaining a healthy office space.

The office supplies retailer also stocks green products such as recycled copy paper, greeting cards made of recycled paper, and energy-efficient items. And you can drop off your fluorescent tubes, toner cartridges, cell phones, and other electronics for free recycling.

Survival is a constant issue for a small business, particularly one downtown, where Waldeck’s competes for retail rental space alongside billion-dollar companies. Waldeck points out, "You might have formula retail legislation that helps preserve places like North Beach and Hayes Valley, but the Financial District doesn’t have that. I have five Starbucks within five blocks." With national chains creating the market rate for retail space, he adds, "it’s extremely difficult to make it just on your foot traffic of people coming in paying cash."

Believing that green practices and the success of a small business can go hand in hand, the retailer has an interesting proposition for San Francisco’s political leaders: anyone bidding on a city contract for goods or services should be required to name seven or so green-certified San Francisco entities they do business with, which would encourage huge companies to work with small, green-certified businesses. "What I’m advocating is that since the city and county of San Francisco is the largest employer and purchaser here, they can lead by example," Waldeck says. "Procurement in SF is basically a cage match now. Whoever wants to sell a product at the lowest price is the one who gets the contract."

Small Business Awards 2007: Community Activist Award

When Mark Klaiman and Virginia Donohue opened Pet Camp, a kennel for cats and dogs, in 1997 in the Bayview, they wanted to do more than just make money housing pets.

"A lot of businesses drive in, do their work, and leave. They don’t actually get involved in the community," says Klaiman, who with his wife, Donohue, worked for the Environmental Protection Agency prior to becoming an entrepreneur. "We have taken a fundamentally different approach to doing business in the Bayview."

Wedged between Third Street and the Southeast Pollution Control Plant, in a large warehouse complete with a synthetic-grass outdoor play space and a doggie swimming pool, Pet Camp is a stridently green business. It uses huge low-power fans to circulate air, sends its animal droppings to an East Bay methane plant for electricity production, and gets 75 percent of its electricity from a solar-panel-lined roof.

"You get a great view of the settling ponds from our second floor," Donohue says wryly, adding that housing activists threw around the idea of redeveloping their block for new homes.

But the gaseous and chemical smell from the tanks permeates the air, and the housing advocates quickly realized the block might not make for the best living conditions.

The Pet Camp owners are glad about that. They want to stay in the Bayview and have put in countless hours working with others on community projects.

He’s the secretary of the Bayview Merchants Association, which works to ensure that the neighborhood creates and maintains a positive environment for small businesses. During the disruption caused by the construction of the new T-Third line, he helped the group push Muni to develop an ad campaign to let people know that businesses in the neighborhood were still active. They also successfully pressured Muni to speed up the project by making construction crews work weekends and holidays.

"While everyone now thinks the light-rail is going to be great, during the five years it was under construction, it really desecrated Third Street," Klaiman recalls.

The merchant association is also working with the national group Volunteers in Medicine to establish a free health care clinic for Bayview residents.

Pet Camp has a staff of about 20 and offers all employees full benefits and profit sharing. Klaiman says these and other industrial jobs are better than those offered by the tourist and service industries.

For this reason, Klaiman has worked with the Planning Department to retain industrial jobs in the Bayview. Housing activists and other neighborhood merchants have criticized him for that relationship.

According to Al Norman, president of the merchant association, he handles the flack well and takes everything in stride. "He’s levelheaded and evenhanded," Norman says.

At the same time, Klaiman is watchful of downtown developers who are working on changing the Bayview. He keeps track of their efforts through the Planning Department and the San Francisco Urban Planning Association, which has a hand in proposed plans for the area.

"They’re downtown think tank people," Klaiman says in reference to SPUR. "They’re the type of people from north of Market who say they know what is right for the Bayview."

In order to make SPUR sensitive to the needs of Bayview businesses, Pet Camp put together a bus tour for the group to familiarize it with the business community there.

"We should get together as businesses to improve our neighborhood, not just have everything go to downtown," Klaiman proclaims. "And that’s something I think we’ll actually achieve success in – getting better organized out here." (Chris Albon)

Small Business Awards 2007: Solar-Powered Business Award

Going to a mechanic can be like paying a visit to a dentist. Sometimes it feels like they’ve done more harm to your grill than good. Needless to say, it can be a chore to find a good one. Bless your stars and garters that the steady-handed masters at Berkeley’s Oceanworks, which specializes in repairing Japanese cars, are the preeminent green and reliable mechanics around.

Since the current incarnation of the shop opened in 1991, it has developed a reputation for being affordable, trustworthy, environmentally thoughtful, and, most of all, competent. Words wished for in, but not always associated with, the world of automotive repair.

When you step into owner Angus Powelson’s small office, little details reveal that his West Berkeley shop departs from the typical automotive garage. Rather than Popular Mechanics, recent issues of the New Yorker rest on the coffee table, and the good old pot of coffee has been replaced by an antique-looking Italian espresso machine. Sure there are the smells and sounds found in any other garage, but this is about as bohemian an auto shop as you’re going to find.

It’s not only the decor that makes this place so great: Oceanworks consciously does all it can to limit the damage it causes to our beautiful bay biosphere. Upgraded in 1997, the garage receives roughly 75 percent of its power from the reflective solar panels that you see soaking up the rays on the roof. In the office the key word is reuse. Envelopes, boxes, plastic bags, Ziplocs, and cardboard continually find new raisons d’etre. The small amount of paper that is not reclaimed goes into the blue bin, along with any cans and bottles, and is sent off to the recycling yard.

In the garage the story is the same. Coolants get reused and engines are built from salvaged parts. Scrap steel and aluminum are either recovered or recycled. Salvageable car parts are sorted and stored for a chance to live again. When Powelson first took over Oceanworks, the garage filled a six-cubic-yard waste can daily. Today the can is three cubic yards and rarely gets full.

It seems hard to believe, but this mechanic and his shop tread as lightly as possible. Powelson may change oil and rebuild motors for a living, but his dedication to environmentally conscious auto repair is rivaled only by his commitment to traveling by bike as much as possible and using his truck only for work-related tasks.

While the outfit specializes in foreign cars, it’s also thinking ahead. Oceanworks deals in Swift bicycles, those nifty folding Xootr bikes that are superlightweight and can be readily stored without nuisance. "Anything to get people out of their cars," Powelson says. (Chris Jasmin)
