If you didn’t know that Dogpatch’s newest glam restaurant, Serpentine, is the younger sibling of the Slow Club, would you guess? Signals are mixed, and your answer might depend on whether you concentrated your attention on the menus or the physical particulars of the related pair. On the latter point, we have a sort of local restaurant version of Wills and Harry, the British princelings beloved of paparazzi: a confounding blend of similarities and dissimilarities, evidence that could go either way. If you squint, you suspect a family likeness, but you know you’re not looking at twins.

The Slow Club has always struck me as a descendant — a noisy one — of speakeasies. (Is there such a thing as a speakloudly?) The look is low, velvety, and slightly secretive; there are few windows, and the spot lighting is spare. Serpentine, by contrast, soars like a cathedral in its old industrial site. Brick walls? Yes, it has them, punctuated with vast factory windows that face the west and the afternoon sun, but there is also an exposed ceiling of poured concrete laced with electrical conduits. This vault of open space, rising a full two stories above the dining-room floor, might be a considerable factor in swallowing up noise; Serpentine looks like it should be deafening, but it isn’t, even when full. It helps, in this respect, that the floors aren’t reflections of the ceiling but are of burnished wood, warming and elegant and not quite as cacophony producing as poured concrete. Also warming: the wealth of votive candles, several to a table, that lend the restaurant a sense of rustic intimacy. It’s as if a country inn had decided to squat in one of Charles Dickens’s abandoned blacking factories.

Not many country inns, on the other hand, whether in Dickens’s time or our own, have served food quite as good as Serpentine’s. California cuisine has gone from novelty to cliché to beyond cliché and back again, but at Serpentine it does what all good cooking should do: cause you to pause, to notice, to inquire. What is that, and how did they do that?

"Is this tomato soup?" my companion asked, jabbing a spoon into the creamy puree that had been set before me. And the correct answer was: no, not tomato but carrot ($7.50), and not even carrot with ginger or curry but just plain carrot, adorned only with a few fried sage leaves. The soup’s color was difficult to make out in the dim light, so on that basis alone I granted a pardon on the tomato-or-carrot question, but there was also an aromatic fruitiness I would never have associated with plain carrot soup.

Interesting and unexpected ingredients enhance the restaurant’s spell. I’d never heard of spigariello; I would have guessed it was some obscure pasta shape, but in fact (according to the well-schooled server) it’s a toothy green from the broccoli family, composed by chef Chris Kronner’s kitchen into a handsome salad — with crumblings of blue cheese, bread crumbs, and a pepper vinaigrette — that resembled a small holiday wreath.

The menu doesn’t force you toward big plates, and many of the smaller plates are sizable and rich enough to satisfy. A plate of lamb riblets ($11.50), for instance, featured about a half-dozen pieces of achingly tender meat still on the bone, and that was plenty, even allowing for some shameless raiding from across the table. The raider and I did agree that the seasoning palette — of pickled shallots, feta cheese, and mint salsa verde — was missing something. A hint of sweetness was needed, a splash of balsamic vinegar, maybe, or some interesting honey.

Meanwhile, we shared the savory bread pudding ($11.50 with an add-on heap of mesclun), a baked, caramelized delight of some scale that glowed gold in the candlelight and spoke of sustenance on a wintry night. The pudding was fortified with roasted butternut squash, buttermilk, and blue cheese — a sturdy and honest combination. And, for a bit of spice, peeled prawns on a bed of white grits ($10.50) were dressed with poblano pepper sauce, a demure-looking, muddy green puddle that really lit up the room on making contact with a human tongue. At least that was this human’s experience.

For those of us who use a caloric equivalent of zero-sum budgeting — i.e., each indulgence must be offset by a savings — Serpentine is a forgiving place to eat. On the one hand, there are subtle lightenings to be found in un-looked-for places; a nice example of this was a sandwich of roast turkey slices and sauerkraut on rye bread ($9.50) that amounted to a reduced-calorie Reuben and reminded us, yet again, of turkey’s many uses.

And, on the other, there are the desserts, which, like good poems, depend on concentrated effects rather than volume to establish their place in memory. A particularly noteworthy example might be the chocolate-hazelnut tart ($7.50), an almost fudgelike (and not too huge; about the circumference of a baseball) disk trimmed by a fluted pastry crust and dotted with hazelnuts. The tart (served with a scoop of chocolate ice cream from Bi-Rite Creamery) was like an upper-crust relative of a dark chocolate–with–nuts candy bar: a Snickers wrapped in buttery pastry.

The crowd is eclectic. We noticed plenty of young people, but more than a few older folks too, parenty types in the company of adult children. As an adult who once took his parents to the Slow Club only to watch them struggle with the noise, I looked on these entourages with an odd mix of remorse and approval, though more of the latter than the former. Serpentine: same great taste, less deafening.

The fourth floor of San Francisco’s City Hall feels remote. Dimly lit and strangely quiet, it conveys a sense of isolation from the powerful people who do their work in the lower levels of the building.

Here, in an unremarkable conference room, is where the San Francisco Peak Oil Preparedness Task Force is conducting its second meeting. Two of its officers are absent, and only one member of the public has turned up to participate. It is an atmosphere that belies the issue’s cataclysmic potential.

The day’s breaking news headlines of oil reaching $100 per barrel for the first time in history is perhaps a harbinger of things to come. One year earlier the price was $58 per barrel. This dramatic increase in such a short span would devastate economies around the world if it continued at anywhere close to that rate.

Chairperson Jeanne Rosenmeier, an articulate, contemplative woman, reiterates the task force’s purpose: "Our charge is to examine how the city is going to handle rising oil prices and possible shortages. That is what we have been asked to do."

The assessment seems like an understatement, perhaps suggesting that the group is merely looking for solutions to how the average citizen could function better without an automobile. Yet in a society built on oil, the consequences of such an energy crisis are likely to be far more sweeping and problematic than merely high gas prices.

While considering models for the study the task force will prepare, Rosenmeier points to Portland, Ore.’s recently completed peak oil report and talks about limiting San Francisco’s effort to outlining the range of scenarios, from small impacts to large. She’s reluctant to acknowledge the extralarge scenario — massive worldwide social unrest and full-scale anarchy in the streets of San Francisco — which she argues would be harmful to the group’s focus.

Jan Lundberg, the task force member in charge of "societal functioning," politely disagrees. Insightful and exuding a sort of deeply ingrained experience, Lundberg has a goatee and a big mane of blond hair that make him look like a Berkeley-ish version of billionaire Virgin CEO Richard Branson. The resemblance is strangely apt when you consider that Lundberg has defected from more lucrative ventures. His family’s business, the Lundberg Survey, has been one of the premier oil industry research authorities in the world for the past few decades, but today Lundberg is volunteering his time to the task force.

"You have to look honestly at what we are up against," Lundberg tells the Guardian. "Only then can you come up with intelligent responses to what is occurring. If it is a tsunami coming, then you take action for a tsunami."

It might come as news to most San Franciscans that a team of seven relatively unknown, politically appointed volunteers is hashing out the hard realities and dire implications of a potentially massive energy crisis. When the Board of Supervisors unanimously passed a resolution (with Sup. Michela Alioto-Pier absent) in April 2006 to acknowledge the looming phenomenon of the global oil supply being exceeded by demand, San Francisco was the first city in the country to do so. It was a precedent that received little attention from the media, perhaps shrugged off as just another wacky resolution steeped in San Francisco values.

For the next 10 months the task force will be preparing a study of mitigation measures to be considered by the city government for implementation into law. Much like the phenomenon of peak oil, their work will also be best assessed in hindsight. For now, some will see them as a team of Chicken Littles sketching a contingency plan for when the sky falls.

Yet if the scientific insights that compelled the Board of Supervisors to form the group prove prescient, then the report that the task force is producing may well be crucial to San Francisco’s very survival.

SLIPPERY SLOPE


Oil has acquired a bad reputation in recent years, as if the resource were not a fossil fuel found in the earth’s crust but a corrupt corporate tycoon spurring international conflicts and gleefully dismantling the ozone layer. Like addicts who blame the substance rather than the habit, we have come to forget that oil is one of the best resources the planet has offered.

"Oil is amazing stuff. The 20th century was basically founded on the wonders of petroleum," explains Richard Heinberg, a professor at New College of Santa Rosa and author of several books, including The Party’s Over: Oil, War and the Fate of Industrial Societies (New Society Publishers, 2003). "Oil is very energy dense and can be made into an amazing range of chemicals and products. Our entire way of life is soaked in petroleum," he says.

This point tends to get lost in the shuffle. It is often forgotten that more than just powering our cars, petroleum is deeply woven into the fabric of our daily lives. Adding up to a global consumption rate of about 86 million barrels per day, oil plays a starring role in agriculture, industry, infrastructure, and transportation. It heats our homes, paves our roads, and grows our food.

So what happens when the global demand for oil begins to outpace the supply? That’s the peak oil question.

"Peak oil is not theoretical. Everyone knows that oil is a nonrenewable resource," Heinberg explains, "so at some point our ability to continue increasing the supply will cease. Everyone knows that it will happen. It is just a matter of when."

Peak oil is inherently a geological concept, formulated by renowned geophysicist Marion King Hubbert. In 1956, as a researcher for Shell Oil, Hubbert presented his theory to the American Petroleum Institute, claiming that the oil output in the mainland United States would peak in the late 1960s or early ’70s. Though dismissed by his colleagues at the time, Hubbert was vindicated when US oil production peaked in 1970 and the nation became forever dependent on foreign sources of petroleum to meet its energy needs.

Hubbert had explained that the production of any petroleum reserve — a single oil well, a particular country, or even the entire planet — follows a similar bell-shaped curve (now referred to as the Hubbert curve). The logic is that as the supply is first tapped, there is a steady increase of oil output that ascends to a peak (or plateau), which represents the maximum amount of oil that will ever be produced from the designated source. As production descends the other side of the curve, the supply is not exhausted, but future yields will always be lower and more expensive to obtain.

For the past 10 years — as the price of crude oil has gone from $12 to $100 per barrel on the world market — scientists, geologists, petroleum experts, and concerned citizens have increasingly pondered the point at which the global oil supply will not only begin to wane but fail to keep up with surging demand.

Proponents of preparing for the impending peak in worldwide petroleum output often cite the steady decline of major oil field discoveries since the 1960s and the alarming number of oil-producing countries that have already hit their peaks. Considering the widespread role petroleum plays in the general day-to-day functioning of our society, an impending decline in overall global production is — to put it mildly — severely worrying.

"People assume that the other side of the peak will be an orderly transition," Lundberg tells us, "but we have no other experience to compare it to."

In 2005 the United States Department of Energy completed a study it had commissioned on the topic of worldwide petroleum depletion titled Peaking of World Oil Production: Impacts, Mitigation, and Risk Management. Popularly known as the Hirsch Report (for principal author Robert Hirsch), the study consulted a wide range of scientific and oil industry experts.

It painted a startling portrait: "The peaking of world oil production presents the U.S. and the world with an unprecedented risk management problem. As peaking is approached, liquid fuel prices and price volatility will increase dramatically, and, without timely mitigation, the economic, social, and political costs will be unprecedented. Viable mitigation options exist on both the supply and demand sides, but to have substantial impact, they must be initiated more than a decade in advance of peaking."

"It is one of the most important government reports of the last half century," Heinberg explains, "because it clearly indicates that this global event of peak oil is going to change everything."

Unfortunately, the Hirsch Report has been mostly ignored by Congress, the George W. Bush administration, and the DOE itself (which did not even publish the study for more than a year after its completion). However, the most troublesome aspect of the report is the fact that a sizable selection of the scientists and activists concerned with the topic believe that we’ve already hit the peak. They believe peak oil is happening right now.

PITCHING THE PEAK


"Most people in this country are energy illiterate," David Fridley says. "We can’t substitute millions of years of fossil fuels with something that we can manufacture in a factory, like biofuels. So most people don’t get this sense of anxiety about the situation we’re in."

Fridley knows a fair amount about energy. Currently a staff scientist leading the China Energy Group of the Lawrence Berkeley National Laboratory, he has spent a large portion of his career working in the Asian oil industry. His deep concern over the implications of peak oil incited him to play a key role in the formation of San Francisco’s task force.

"Having spent a year just thinking about this on my own," Fridley tells us, "and everyone around me telling me I was nuts, I decided to join a local group where I could at least meet up with others and see if we might educate people rather than just talking amongst ourselves."

In 2005, Fridley met Dennis Brumm — a veteran San Francisco activist with an address book containing an A-list of the city’s prime political players — who was looking to raise the city’s awareness of the issue.

Together with local activists Jennifer Bresee and Allyse Heartwell, they set their sights on bringing the issue of peak oil before the Board of Supervisors.

"Tommi Avicolli Mecca of the Housing Rights Committee is a friend of mine," Brumm explains, "so I invited him over to my house one night and had him discuss with us the personalities and quirks of the supervisors and their aides."

Having charted the terrain, Brumm’s small group soon began spending its Thursdays and Fridays for the next six months lobbying the supervisors at City Hall. When technical questions were asked, the group referred to Fridley’s decades-long experience in the industry for expert scientific analysis.

In April 2006, with backing from District 5 Sup. Ross Mirkarimi and District 1 Sup. Jake McGoldrick, the board passed Resolution Number 224, recognizing "the challenge of Peak Oil and the need for San Francisco to prepare a plan of response and preparation."

For Fridley, the resolution and the formation of the task force were matters of appropriate preparation. "We have two oil tankers come under the Golden Gate every day to fill up the local refinery tanks to produce the fuels that keep the Bay Area running," he says. "What would happen if those tankers don’t come in? Or they don’t come for a week? The city has no plan for that, but we have the ability to be better prepared."

HALF EMPTY OR HALF FULL?


When discussing the phenomenon of peak oil, Lundberg prefers to use the term petro collapse. It is a turn of phrase that quickly provides insight into his considerable sense of alarm for the days ahead.

"It is going to be a globally historic event," Lundberg says. "Imagine a nationwide version of [Hurricane] Katrina."

Although ominous in its predictions, Lundberg’s perspective is based on a long road of experience. While he ran the Lundberg Survey with his father in the 1970s, their widely read insider journal for the oil industry predicted the second great oil shock of the decade (in 1979). In the mid-1980s he moved on from the family business to form the Sustainable Energy Institute nonprofit in Washington DC, a move USA Today marked with the headline "Lundberg Goes Green."

As suggested by the title of the online magazine he currently edits — Culture Change — Lundberg has come to view the peak oil phenomenon as being primarily an issue of the American consumer lifestyle.

"We have this crazy way of life based on limited resources that are clearly becoming constrained," he says, "and we’re holding on to yesterday’s affluence without realizing that we have already walked off the cliff."

Chairperson Rosenmeier, one of Lundberg’s colleagues on the task force, is wary that such an explicitly bleak viewpoint may scare public attention away from the matter.

"You have to be careful with peak oil that you don’t immediately leap to ‘We’re all doomed and our economy is doomed,’<0x2009>" she says. "I think there is an intermediate phase, which is what we are being asked to address: the transition from business as usual."

An accountant by trade and a longtime Green Party activist, Rosenmeier ran for state treasurer in 2002, garnering about 350,000 votes. Setting an ambitious pace for her contribution to the report, she recently met with the Mayor’s Office of Economic and Workforce Development to request an analysis of how oil prices are related to the orientation of San Francisco’s economy. For this reason, she appears less concerned with predictions than with producing a heavily researched and well-structured report.

"I have a very strong vision of what I want the report to look like," Rosenmeier says. "I want us to have a uniformity and a more quantitative approach. I do not want to address the disintegration of our society."

The disparity between the views of Lundberg and Rosenmeier reflects the vast spectrum of opinions on how peak oil will manifest, although the extremes go well beyond them: some call peak oil a liberal hoax, while others have converted all of their assets to gold and prepared well-stocked and well-armed bunkers where they can ride out the social and economic storm.

The Web site LifeAfterTheOilCrash.net is now getting as many as 23,000 hits per day. Creator Matt Savinar, a graduate of the University of California Hastings College of the Law, abandoned his law career as a futile concern when compared to the implications of peak oil.

"It is pretty simple," Savinar tells us. "What do you think is going to happen when the oil-exporting countries like Russia, Venezuela, and Iran say, ‘We cannot export any more because we need to keep it for our own people’? The US will react by starting a war."

Although Savinar gravitates toward the most drastic of peak oil’s potential implications, his concerns are shared by some high-profile figures. Rep. Roscoe Bartlett (R-Md.), who has started the small but significant Peak Oil Caucus in Congress, has quoted Savinar’s work in congressional session, while billionaire Richard Rainwater told Fortune magazine he regularly reads Savinar’s site.

Pessimistic about the prospect of mitigating the effects of peak oil, Savinar characterizes the efforts of the San Francisco Peak Oil Preparedness Task Force as "throwing a wet rag at a forest fire." In swinging to the opposite end of the spectrum, the vast chasm between opinions on the matter manifests more clearly. Peter Jackson, the senior director of oil industry activity for the Cambridge Energy Research Associates, recently published the results of an in-depth analysis of more than 800 oil fields worldwide, concluding that the declining output rate of established fields is about half as low as originally expected.

"I think the danger of a peak [in global oil production] in the short term is minimal," Jackson tells the Guardian. "I think there are plenty of new developments on the books of oil companies, and the prospects for growth are good."

While Jackson acknowledges that at some point in the future it will be difficult to increase production, his optimistic viewpoint of the current situation helps to flesh out the dynamics of the overall discussion. As Heinberg explains it, "The debate really is between the near-peak and the far-peak viewpoints."

Yet even as Jackson attracts the ire of near-peak proponents such as Heinberg, he still acknowledges the need for swift preparation efforts. "There is still time to think about these issues and plan for the future," Jackson says. "But the sooner we do that the better."

EATING OIL, GROWING FUEL


Toward the end of the task force’s most recent meeting, the group discusses the city’s potential options for producing its own food supply. As Lundberg points out some of the particulars for pulling up pavement to plant crops, the exchange seems like an excerpt from Ernest Callenbach’s novel Ecotopia (Bantam, 1990).

"Streets cannot be pulled up as easily as driveways or parking lots," Lundberg explains. "There is soil immediately below a concrete driveway, whereas the earth beneath a street is much farther down."

This talk of tearing up asphalt to transform the city’s urban landscape into a viable agricultural venture may seem strange, until one considers how overreliant modern agribusiness has become on cheap fossil fuels.

"About one-fifth of all the petroleum we use goes into some part of our agriculture system," explains Jason Mark, the task force member focusing on the city’s food supply. "Whether that is through transportation and shipping, tractors and farm machinery, or the making of synthetic fertilizers and pesticides — it all demands oil."

Mark notes that the average American meal travels an estimated 1,500 miles from the farm to the dinner table, a startling figure that can be partly attributed to federal policies like the North American Free Trade Agreement that have encouraged export crops rather than diversified farming for local consumption.

"There is no way that San Francisco is going to feed itself in the short term," Rosenmeier says. "Food is going to be a gigantic issue."

In a larger sense, it already is. This past December the Food and Agricultural Organization of the United Nations urged governments to take immediate steps to mitigate "dramatic food price increases" worldwide. Meanwhile, a recent cover story in the New York Times ("A New, Global Quandry: Costly Fuel Means Costly Calories," 1/19/08) cited "food riots" in more than half a dozen countries and asserted, "Soaring fuel prices have altered the equation for growing food and transporting it around the world."

In the US, the Department of Labor’s Consumer Price Index cited a 5.6 percent increase of national grocery store prices in 2007, echoing sizable domestic price spikes in milk, corn, and wheat supplies.

"In a situation where you have sharp increases in the price of fossil fuels, you are going to see spikes in the costs and perhaps even the availability of food," explains Jason Mark, a former employee of Global Exchange and a graduate of the University of California at Santa Cruz’s renowned ecological horticulture program.

Mark now splits his time between editing the environmental quarterly Earth Island Journal and comanaging Alemany Farms. In his task force research, Mark plans to focus on two key challenges: increasing food production within San Francisco and improving both production in and distribution from the farms in the Bay Area.

"The city is pretty lucky because we are surrounded by all of this incredibly productive agricultural land," Mark explains. "If you were to draw a 100-mile radius around Potrero Hill, you could still have a pretty amazing diet."

Of course, the situation is far from simplistic. Climate change has proven to be a wild card in the equation, periodically negating dependable food supplies. Most recently, the entire Australian wheat crop collapsed due to a massive drought, affecting food imports around the world.

Less noticeable, though equally problematic, is the strain that biofuels are putting on food supplies. As increases in oil prices are stimuutf8g demands for alternatives, governments must decide whether crops should be used as food or fuel.

"Increasing our production of ethanol or biodiesel means direct competition with the food supply," Heinberg says. "In other words, we may see millions of people around the world going hungry so that a small percentage of the population can continue to drive their cars."

While such factors translate into a predicament as delicate as it is complex, Mark manages to elude pessimism. "I’m not one of these apocalyptic fetishists inciting for some sort of Mad Max scenario," he explains. "[The task force] is going to come out with a document that, although cautionary in scope, will be really optimistic about how SF can exist as an oil-free city."

GLOBAL WARNING


Amid a vast disparity of opinions from scientists and industry experts expounding both sides of the debate, the San Francisco Peak Oil Preparedness Task Force plans to release its final report in October.

As with the issue of climate change almost two decades ago, the task force members face a long climb toward making an impression on an American population that has shown considerable reluctance to alter its lifestyles.

And while the deliberation over the onset of peak oil is likely to see little decline among skyrocketing energy costs and increasing geopolitical hostilities, the underlying truth may already be far less complicated.

"The era of cheap oil is over," Lundberg says. "Period." *

OIL ALTERNATIVES

In the event of sudden petroleum shortages, how do the alternatives stack up?

Ethanol: The Republican choice for weaning the nation off oil is a lucrative venture for red state constituents in the Midwest. However, the drawbacks are numerous. Corn ethanol requires almost as much oil energy to produce as it is meant to replace. Furthermore, it will require 4.8 billion — yes, billion — acres of corn to match the world’s current rate of annual oil consumption.

Hydrogen fuel cells: Touted by conservatives as some kind of miracle fuel because its tailpipe by-product is simply water vapor, hydrogen is a long way from being a viable fuel for cars, if that’s even possible. It takes even more energy to produce than ethanol and can explode in collisions.

Nuclear: Expensive and unpopular, nuclear power faces numerous logistical hurdles (particularly safety and long-term waste storage) that make it infeasible in the short and middle terms.

Natural gas: A major source of current United States energy consumption (25 percent nationally), natural gas is extremely difficult to ship, making importation from far-off sources impractical. Its supplies are running low in the US, and this nonrenewable fossil fuel is likely to parallel oil in its decline.

Wind: This clean power source is being quickly developed around the world as a major generator of electricity. Currently in the US, it accounts for about 1 percent of domestic electricity production, so offsetting the loss of fossil fuel plants would require a massive commitment. Downsides include the danger to migrating birds and the fact that sometimes the wind doesn’t blow.

Solar: This is Marion King Hubbert’s choice for replacing fossil fuels. It is a renewable generator of electricity, yet the shortcomings so far have been with finding more efficient and less toxic battery technology to store it. But improving research and strong consumer demand for solar panels point to a promising future.

After being cut down in its prime by NIMBYs and nervous nellie cops and bureaucrats, the How Weird Street Fair — IMHO, the best damn outdoor dance party in San Francisco — has received the official green light to throw down on May 4 at new location. And the best part is, they’re still on Howard Street, from which the fair’s name is derived, although they’ve moved about 10 blocks to the east, now located around 2nd Street. The Green Fairy makes an appearance at Absinthe after ten successful years

Anyone with a ringed finger to prove it knows that a 10-year anniversary calls for something stronger than a bit of bubbly. So it is quite fitting that Absinthe Brassiere and Bar celebrates theirs with the recent legalization of its namesake. Two distillers of the infamous “green fairy” are now available, Lucid and Kübler, but at more than 120 proof don’t expect it lit on fire, in spite of the myth.

In the revolving door restaurant industry of San Francisco, a decade is the Manhattan of anniversaries- not quite the history of a 25-year scotch, but certainly not for the faint of heart. With a handful of traditional menu items like the French onion soup and Sazerac cocktail rolling back to their 1998 prices, Absinthe’s sommelier, Aaron Glossman, quips, “too bad rent can’t do the same.” As an employee at the Hayes Valley hotspot I have to agree, but eating like it is comes in a close second. Vintage wines will be available in honor of the festivities, including a ’98 Chateau Gruaud Larose, Bordeaux ($34/glass.) The celebration lasts until the first of February.

Ten years are honorable and this last has been quite impressionable. Absinthe may be celebrating an anniversary but the current success of new executive chef Jamie Lauren has brought anything but nostalgia. The 2005 Chronicle Rising Star may have stepped into the shadows of a notorious bar, but her rustic blend of California and Mediterranean style dishes give clear indication that she has no intention of staying there.

Try explaining a Damon Packard film to someone who hasn’t seen one and you will fail. The best you can achieve is a description: "It’s a sequel to Logan’s Run, kind of, but with a lot of 1984, clips from Dateline NBC’s To Catch a Predator, and roller skaters jamming to ‘Never Knew Love like This Before.’<0x2009>"

Seriously, can you even imagine what that’s like? Step inside 2007’s SpaceDisco One and enter the world of a filmmaker who makes movies unlike anything you’ve seen before — except for the parts you have seen before. Every time he uses nonoriginal footage, it’s worth paying extraclose attention; though Packard would rather use only his own material, his choices of appropriated footage are never random. Why else would he include a clip of Dirk Benedict (Starbuck on the original Battlestar Galactica) padding dejectedly around the British Celebrity Big Brother house in a film that pays homage to — and mourns the lost aesthetic of — 1970s sci-fi movies?

"I’m not really into mashup-type stuff," the Los Angeles–based Packard explained to me. It was New Year’s Eve eve, and we were sitting in the basement at Artists’ Television Access — a dark, chilly space crammed with TV monitors and other electronic odds and ends. "In SpaceDisco, I didn’t plan on using any [nonoriginal] footage. It’s just a case of not having the money. It takes money to go out and shoot original footage. You need actors, props, costumes, and locations. That’s the short answer to it. [The nonoriginal footage] was just replacing things that I needed — I needed some shots of spaceships and things like that. For the most part the film is all original."

SpaceDisco One, in which Hollywood’s Universal City Walk stands in for the Ministry of Truth during the film’s 1984-inspired scenes, works real news footage into its narrative. At one point, a giant screen beaming the face of radio host Alex Jones attracts the attention of SpaceDisco‘s Winston Smith character — himself a result of Packard’s interest in recontextualizing familiar or favorite characters.

"I love the idea of taking characters from other films and utilizing them in some way — taking Arthur Frayn from Zardoz [and using him in] SpaceDisco," he said. In keeping with SpaceDisco‘s positioning as a Logan’s Run sequel, several of Packard’s leads are written as the daughters of characters from that film. "And of course Smith and O’Brien from 1984 — all sort of meeting up in the same universe. I like that idea, taking characters and settings from other films and coming up with a new adventure."

Anticipating my next question, he added, "I don’t know how that will ever translate into something in the [mainstream film] world professionally, because of copyright issues."

So far Packard hasn’t run into any cinema-related problems with the law, aside from being booted from a theme park while grabbing shots for 2002’s Reflections of Evil, an epically surreal study of LA paranoia. "[My films have all been] independent films made for no money and no distribution, or very minor distribution," he said. "Once it gets to a point where I have a budget and there’s real distribution, [using copyrighted material] would be a whole different situation."

He’s also never heard a peep from his celebrity targets, specifically Steven Spielberg (his childhood idol, who might frown on Reflections‘ depiction of Schindler’s List: The Ride) or George Lucas, who’s showered with ire in 2003’s The Untitled Star Wars Mockumentary. That film manipulates DVD featurettes from the newer Star Wars films, with wraparound footage (reaction shots, responses to conversations, the occasional porn snippet) adding a whole new level to the average Jedi’s beef with Lucas. It’s payback for Greedo shooting first and Jar Jar Binks, but to Packard, Lucas’s addiction to technology is symptomatic of a bigger issue — how Hollywood films have changed dramatically in the past 30 years.

"I don’t dislike Lucas," Packard noted, though a viewing of the hilarious Mockumentary might suggest otherwise. ("Angry black people became a strong inspiration for George," a faux Industrial Light and Magic animator notes while working on the schematics for a character described as Mace Windu’s streetwise brother, pointedly referencing the observation that some of Lucas’s Phantom Menace creatures seem ever so slightly racist.) "I would actually hope that he would have a good laugh at it if he ever saw it. [With Mockumentary] I was just expressing my disappointment in the new generation of Star Wars films and how Lucas has become part of that whole system of becoming obsessed with CGI and digital effects."

But Lucas is hardly alone, according to Packard. "It seems like all of the film industry is operating in this vacuum where they aren’t aware of what they’re doing. They’re out of touch with what audiences are interested in seeing — [although] maybe it’s just the reality that I’m experiencing. I don’t understand how most [mainstream] films get green-lighted; it’s just more of the same thing over and over, just variations on playing-it-safe themes, following the same formulas. Like Transformers. It was a film that I just — why? I was baffled by that film. It was kind of entertaining — I saw it in IMAX — but who would think that was a great idea? There’s nothing new or special about doing a Transformers movie."

That’s not to say Packard hates every new movie; you may have noticed he submitted a top 10 list to the Guardian‘s 2007 year in film issue, with favorites like No Country for Old Men and Paris, Je T’Aime. One of his friends in LA gave him a hard time for not including Sidney Lumet’s Before the Devil Knows You’re Dead.

"He was really upset," Packard said of the Dead fan. "He thinks it’s Sidney Lumet’s best film. I disagreed. I thought it was OK, but it doesn’t compare to his early works at all. It would have been much better if it was made in the 1970s with a sleazier cast, sleazier characters, and not [set in] a modern strip mall. The characters didn’t feel credible — they just weren’t very interesting. Things aren’t that interesting these days."

Watch a Packard film — and if you haven’t, you must; Other Cinema is working on a release of SpaceDisco One for later in 2008, and at least one version of Reflections of Evil is available at Amazon.com — and it’s clear he’s inspired by the 1970s and more than a little nostalgic for them. At 40, he’s too young to have been part of what he views as Hollywood’s last golden age.

"The late ’70s and early ’80s were the beginning of the downfall of cinema — the beginning of the blockbuster film and special effects. Suddenly the quality levels, the character-driven films, were diminishing [in favor of] special-effects extravaganzas," he said. "If I went back in time, it would probably be even more difficult to get into the film business [than it is now]. Still, I think it was a better time in a lot of ways. My films are always making a statement about the way things have changed for the worse."

Though he’s a YouTube user and sees the finer points of shooting on video (though he prefers film), Packard’s view of his future as a filmmaker is surprisingly old-school. Specifically, he would like to make more narratives. His dream projects are an "analog fantasy film without the overuse of CGI" and a longer version of SpaceDisco One, which now clocks in at less than an hour.

"I’ve always wanted to make big films, not small independent art movies. But my creative sensibilities seem to be so off the wavelength of the average person. The way people react to my films — they can’t understand them. They need to have something palatable," he said. He blames Hollywood — at one time a creative haven where up-and-coming directors like Robert Altman could make offbeat films like 3 Women — for creating the apathetic-audience monster. "I don’t know if there’s any hope [for the future of movies]. That should be a theme of [your] article: is there any hope? God only knows." In the Big Book of Troubled Restaurant Spaces, there will have to be a long chapter (with footnotes!) devoted to 2101 Sutter. Since the mid-1990s this unassuming but hardly forbidding site has been home to Nightshade, Laghi, Julia, Winterland, and now Cassis, and I might be forgetting a few. The comings and goings have been many and hasty. Why the address’s occupants should have such a nomadic bent, one after the other, isn’t obvious when considering the physical particulars. 2101 is a perfectly nice setting, a sort of fat reverse L with the entryway, bar, and small dining area on one axis and, on the other (beyond a psychedelic screen that resembles strips of vinyl studded with disks of glass, like a hippie’s belt collection), a larger dining area with an exhibition kitchen. The kitchen had been covered over during the brief Winterland era, the picture-window opening plugged with drywall, but now the view is back, and we notice a pizza oven among the other handsome implements.

Yes, pizza, though Cassis (as the name suggests) is a French restaurant. But the cooking isn’t generic French; the street signage advises us that the restaurant serves "cuisine niçoise," and Nice is a French Riviera town quite near Italy. The city’s most famous contribution to culinary annals is probably the salade niçoise, that likable jumble of tuna, red peppers, quarters of hard-boiled egg, and black olives, but the city is nearly as pizza crazy as Rome, and that’s saying something. To sit at an outdoor table at one of the many cafés along Nice’s pedestrian promenade, drinking chilled rosé and eating thin-crust pizza, could be the ultimate experience niçoise.

Cassis can’t match these plein air atmospherics, of course. For one thing, it’s in San Francisco, which is not an alfresco town, and for another, it sits in a remarkably nondescript building in a neighborhood filled with nondescript buildings. Even if you could sit at a sidewalk table, you almost surely wouldn’t want to, since Sutter and Steiner are not, to say the least, charming pedestrian promenades, while nearby Geary Boulevard is a roaring sluice of automobile traffic. So, inside! The big horseshoe bar is welcoming, the outer dining area relaxed — but you like to see your chefs in action, and that means a table in the main dining area, beyond the hippie-belt screen.

The screen is a Winterland holdover, but subtle changes to the sleek chill of that restaurant’s design have brought some cheering warmth to Cassis. The return of the open kitchen is one; another is the faux brickwork on the support pillars. The rise in ambient temperature has, like global warming, caused a palpable shift in the mammalian population; gone are Winterland’s droves of 30-year-old, gelled-hair, tech billionaires in black mock turtlenecks, and in is an older contingent, rather Pacific Heights–looking. These are people who might not have responded too enthusiastically to Winterland’s sea urchin foams but are perfectly happy with Cassis’s simple but intense lobster bisque (a steal at $6.25), enriched with cognac, or the pissaladière ($7.50), the classic tart of caramelized onion that’s like a solid version of French onion soup.

The master of the kitchen is Stephane Meloni, who opened the restaurant last year with his brother, Jerome. Jerome runs the front of the house. The brothers grew up in Nice, which among its other winning attributes is not far along the coast from Cassis, a picturesque, cliff-hanging village. Hence the restaurant’s name. Those with total recall might remember that there was another Cassis in the city in the mid-1990s, a bistro in Cow Hollow. But there is no other connection between the two places.

I would have dispensed with the coil of fried onion atop the pissaladière. It had been fried to toughness rather than crunchiness, could not be cut, and was generally an inconvenience. Otherwise, the kitchen didn’t miss a step; the cooking is a series of gentle euphonies, polished versions of bistro favorites. (There is a real difference in France between a bistro and a restaurant, and les frères Meloni calling their place a restaurant isn’t a casual choice.)

Duck confit ($22.50) is a rustic staple on many a bistro menu, but here the leg (good crispy skin!) was accompanied by a boneless half breast grilled to a gratifyingly steaklike medium rare. Lending the plate architectural interest and style: a cylinder of gratin potatoes, looking like a pillbox.

Potatoes — fingerlings — got a more natural treatment with the roasted monkfish ($23). They were simply steamed, halved, and thrown into a peppercorn sauce, velvety but with sharp edges. Lying at the edge of the sauce pool was a bundle of pencil-thin asparagus (too early to be local, I’m afraid), baby pattypan squash in green and yellow, and a fine dice of tomato. I would give this combination no better than a C for seasonality but an A for color and texture.

Even the small dishes are memorable. You hardly ever see panisses ($4.25) — the chickpea fries of Provence — anywhere, but Cassis’s are excellent: crisp outside, creamy within, and presented in a geometric stack. And spinach ($5), seared with garlic and shallots, unfurls on a long platter like a length of knotty, kelp-swaddled rope recovered from a long-sunken ship.

Cassis doesn’t seem to have generated the buzz of its most recent predecessors, and maybe this offers us a clue to its prospects. Although it’s a nice destination, it’s not a destination restaurant but a neighborhood one, and the neighbors, having reclaimed the space after a long struggle, seem to be pleased. Everybody likes a new chapter.

From fryers to fuel

GREEN CITY At Ar Roi Thai in Nob Hill, about 75 gallons of oil are left over every month from the creation of the restaurant’s deep-fried cuisine, according to manager Theresa Shotiveyaratana. But instead of dumping it, the business donates its gunk to the newly established SFGreasecycle, which converts it into biodiesel that is now used to power San Francisco city vehicles such as Muni buses and fire engines.

As of Dec. 31, 2007, the city completed a yearlong project proposed in Mayor Gavin Newsom’s Biodiesel Initiative, which called for all 1,600 municipal vehicles to run exclusively on B20, a mixture of 20 percent pure biodiesel and 80 percent traditional petroleum diesel. The blend is compatible with most modern-day diesel engines and reduces carbon monoxide emissions by 12 percent and the particulate matter found in smog by 20 percent.

But most of that biodiesel hasn’t been generated locally: the city is halfway through its three-year master fuel contract with San Francisco Petroleum, which gets the stuff from soybean oil produced in the Midwest.

"It’s really not enough that a city looks at using biofuels to offset fossil fuels," said Karri Ving, the San Francisco Public Utilities Commission’s biofuels coordinator and one of SFGreasecycle’s three staff members. "We don’t want to go from one environmentally disastrous fuel to another. We want less shipping miles from the middle of the country."

That’s where SFGreasecycle, a $1.3 million program put into action by the SFPUC last month, comes in. It picks up used fats, oils, and grease (known in the program as FOG) at no charge from wherever people are willing to spare them. The list currently comprises mostly eateries, from chains like Baja Fresh and locals like Ar Roi, but also households, high schools, a synagogue, and museums such as the de Young.

About 170 restaurants have signed up so far, allowing the organization to collect an average of 5,000 gallons of so-called yellow grease — or what comes straight from the frying pan — per month. Furthermore, its efforts are a way of keeping congealed grease out of sewer pipes, which costs the city roughly $3.5 million in cleanup efforts per year, according to the SFPUC.

Ving said the organization has even loftier goals in mind. By the beginning of 2010 it aims to collect 100,000 gallons of grease per month. That’s about 20 percent of the five to six million gallons of diesel that the Department of the Environment estimates the municipal fleet burns per year.

Mark Westlund, the spokesperson for the Department of the Environment, said using the grease as a replacement for the imported fuel is a real possibility as they have "an almost one-to-one conversion rate."

SFGreasecycle uses four biodiesel treatment plants in the Bay Area to convert the grease to usable fuel. And sticking with its zero-waste goals, it donates the small amount of unusable, low-quality grease to the plants, which convert it into methane, which in turn powers these facilities.

Eric Bowen, chair of the city’s Biodiesel Access Task Force, shares Ving’s sentiment that "not all biodiesel is created equal," he told us. The task force is working with the Board of Supervisors to expand the local sources of biodiesel when the fuel contract expires in 18 months and to look into building a production facility in the city, where none currently exist.

The United States Department of Energy estimates that biodiesel contains roughly 8 percent less energy per gallon than petroleum diesel, although that translates into only about a 1 percent difference in mileage and performance.

Bowen said using biodiesel is a win-win situation since it acts as a natural solvent to clean fuel filters. And "the improved lubricity extends the vehicle life," he said. But before they use biodiesel for the first time, diesel tanks must be cleaned out, which the Fire Department found costs $2,000 to $3,000 per tank.

SFGreasecycle also complements the city’s Climate Action Plan, which aims to reduce greenhouse gas emissions to 20 percent below 1990 levels by 2012. "The goal is not just to make San Francisco sustainable," Ving told us, "but to develop a program that can be implemented by other municipalities."

Measures A and B (Children’s Hospital bond)

NO


The history of this pair of ballot measures speaks to the reasons to oppose them: Children’s Hospital, a private outfit, hired signature gatherers and put Measure B — a special tax to fund a $300 million bond to help rebuild the hospital, which needs a seismic upgrade — on the ballot without even consulting the county supervisors. The supervisors then came back with a compromise plan, Measure A, which Children’s is now supporting — but none of the supervisors have endorsed.

We’re not big on using public bonds and tax money to rebuild a private hospital (especially when the county’s public health system has so many needs of its own). And none of this was very well thought out. Vote no; if there’s a good reason to rebuild Children’s Hospital, there needs to be a much better public process to fund it.

Measure E (Albany pool bonds)

YES


Measure E would authorize $10 million in bonds to rebuild the public pool at Albany High School. It also includes money for new classrooms. The Alameda Green Party thinks the pool should have solar heat and use alternatives to chlorine, and we agree — but that’s not reason enough to block a modest measure to improve a widely used facility. Vote yes.

Measure G (Oakland school tax)

YES


This is a parcel tax that would charge property owners in Oakland $195 per year, with the money going to the public schools. Yes, the Oakland schools are still controlled by a state administrator, who can ultimately decide where the money will go, and yes, parcel taxes aren’t perfect, but with school funding in the state as dire as it is, we support almost any sort of tax that helps education. And while parcel taxes allow big commercial landlords to pay the same rate as small homeowners, there is a low-income-resident exemption. Vote yes. 2

Into the Abyss

Sometimes you just have to change things up: come to work late, eat lunch for breakfast, change around your office furniture, have a post-work Happy Hour at your desk. Last Thursday was one of those days – just in time for the arrival of a bottle of Deschutes Brewery’s The Abyss.

See, one of the perks of my job is that people send me stuff. A particularly good perk is that Deschutes, a brewery in Bend, Oregon that makes the kind of fantastic, creative beer that’s made the Pacific Northwest famous for its microbrews, is one of those “people” who sends me “stuff.” In fact, I’ve also had a bottle of its Green Lakes Organic Ale sitting by my desk for a month, just waiting for a taste test.

So. I invited some colleagues up to my office. I switched off the Misfits (which is PBR-drinking music) and switched on Elvis (which, somehow, seemed more like microbrew-drinking music). And I popped open the Green Lakes and The Abyss (whose cap, by the way, is covered in wax, like a fancy bottle of whiskey).

The year 1988 marked the apex of David Mamet’s celebrity. He’d won a Pulitzer Prize for Glengarry Glen Ross, and American Buffalo was being produced by every little theater on the planet. He’d scripted several mostly admired films and had just directed his first, the coldly ingenious House of Games.

It must have been a heady time. One doesn’t get the impression that Mamet is the type to enjoy simply being celebrated. So it’s logical that at the moment when whatever he premiered next would be a guaranteed BFD, he both seized the opportunity and fuck-you’d it. Speed-the-Plow was a biting-the-hand-that-feeds-me satire of Hollywood-industry soulessness whose subject alone guaranteed wide attention. Then Mamet cast Madonna as the girl. By all accounts, she was a complete zero. But needless to say, the show was a massive event.

Two decades later the hype has long settled. Loretta Greco’s revival at American Conservatory Theater reveals Speed-the-Plow as what it always was: an acidic comedy that isn’t one of Mamet’s best plays but is too entertainingly brash to resist. The notion that Hollywood is essentially soulless — all about business, not art, as the characters keep repeating — was hardly news back then. And now everybody from key grip to Dairy Queen day manager analyzes what did and didn’t sell in the Monday-morning tally of last weekend’s box office. Why do we care? Is it because Hollywood, more than ever the focus for so many putative proletarian dreams, inspires gloating resentment as much as fascination?

Speed-the-Plow was never really controversial, even within the biz. Mamet clearly loves the winner-take-all crassness of his male characters here, for whom every interaction is a dominance game. Top dog Bobby Gould (Matthew Del Negro) has just been promoted to head of production at a major studio. His expensively minimalist new office (a movable set piece by G.W. Mercier) hasn’t been even been fully assembled when erstwhile coworker Charlie Fox (Andrew Polk) comes calling.

From Polk’s flop-sweating, highly physical performance you immediately glean that Charlie thinks he should be the man behind the desk — but since he’s not, he’ll do all the begging required of him. Actually, he’s got a very big bone to offer: out of the blue, a huge star has offered to make a prison buddy picture Charlie has a temporary option on. This is such a stroke of fortune that both men impulsively share their glee — the language getting a lot more sexual — with pretty, clueless temp secretary Karen (Jessi Campbell).

Once she exits, Charlie wagers this "broad" is too high-minded for Bobby to seduce — though B’s power and influence would lure just about any other Los Angeles underling into the sack in five seconds. Bobby arranges for Karen to visit his house that very night, on the pretext of her giving him a "report" on the loftily symbolic, probably unfilmable literary novel he’s been told to give a "courtesy read."

One shudders to think of Madonna stonewalling in the second-act scene, in which a garrulous Karen tries to sell Bobby on how he could "make a difference" by green-lighting a movie based on this apparently life-changing (though insufferable-sounding) tome. He plays along, trying to steer the evening in a horizontal direction. Yet the next morning, with Charlie anxiously awaiting their planned triumphant prison-flick pitch to the studio chief, Bobby is a changed man — a born-again wishbone pulled between commerce and conscience.

Satisfyingly cruel as this final tug-of-war is, it makes the play’s credibility vanish: Bobby is too content an admitted "whore" to turn Mother Theresa overnight. And with the epically tall, jock-handsome Del Negro in a part Joe Mantegna originated, the character radiates such golden-boy confidence that one can’t believe he’d have much use for a merely cute flunky like Campbell’s Karen.

Greco lets the lines breathe — her cast’s naturalistically varied delivery avoids that Morse-code monotony the playwright prefers for his staccato Mametspeak. But she doesn’t lend much weight to the ultimate question of who’s manipuutf8g whom, as this production’s Karen doesn’t seem capable of calculation. The lack of ambiguity makes this a frequently very funny Speed-the-Plow, but sans much suspense or climactic sting. *

When preparing coastal cuisine, it helps for a restaurant to have a coast at hand, to get both the kitchen and the patronage in the mood. Navio, which serves this sort of cooking in the baronial Ritz-Carlton in Half Moon Bay, does enjoy the services of a rather scenic bit of coast, with heavy surf beating rhythmically at the edges of a links-style golf course that unfurls itself like a gray-green ribbon beneath the restaurant’s windows.

The Bay Area is often compared with many places around the world — Italy, France, Greece, and Australia, to name a few — but Scotland is not one you hear mentioned too often. Yet during the glide down 280 on a misty and lowering winter afternoon, with the Crystal Springs reservoirs gleaming silver, like a string of lochs nestled at the feet of brooding green highlands, one did find oneself thinking of kilts and bagpipes. And the Half Moon Bay Ritz, which commands its stretch of craggy coast like the clubhouse at St. Andrews, strengthened this pleasant illusion.

The hotel’s long axis runs parallel to the shore, a straightforward design technique that gives an ocean view to the largest number of windows. Navio, accordingly, is long and narrow, like the dining car on some huge railroad train of yesteryear. If you want a table next to a window, you’re likely to get one, and if you’re interested in a little more privacy, one of the cabinetlike booths (complete with drawable curtains) along the inner wall might well suit. There is a third line of tables running along the dining room’s spine, and maybe being seated here is something like being assigned to the middle rows on a wide-cabin airliner — today’s version of steerage, and good-bye to the civility of travel by rail. But Navio’s windows are big enough so that even those consigned to these least-exalted seats have a good view of sea and sky.

We wound up in a far corner next to a window, from which vantage point I could easily observe the golf course. The weather was apparently too blustery for golfers and their speeding carts, and the course was lonely; the only sign of movement was a couple walking their golden retrievers along a path near a fiendishly positioned sand trap.

Coastal cuisine. Thoughts turn to seafood, of course. Fritto misto ($14) is probably not the most imaginative way to prepare marine delights, but it is a crowd-pleaser, and Navio’s kitchen (under the command of chef Aaron Zimmer) manages to get out of the way without tripping over its own feet. We found, in our amply heaped dish, a wealth of nongreasy but nicely battered calamari rings and tentacles, along with carefully peeled shrimp, while on the side sat a stainless-steel ramekin of pungent, fat-cutting garlic aioli, ready for dipping duty. The leftover aioli would have gone beautifully on the warm bread (from Bay Bread), which they will keep bringing to you, so be careful. We stopped the procession after two basketsful.

This restraint was something of a loss, since the soups are also bread friendly. Given the kitchen’s nonradical intentions, it wasn’t surprising to find a clam chowder ($11) on offer, New England–style, milky, with chunks of potato and clam. The chowder was rich and elegant if not quite striking; also pricey, but that is the new Half Moon Bay, a onetime fishermen’s foggy enclave now abloom with luxury housing.

A better soup, I thought, was the carrot-ginger version ($9), a puree the pastel shade of tangerine sherbet and thickened to a velvet smoothness by a bit of potato. Carrot soup sounds like something Gerber might put in little jars for the nursery school set, but in the right hands, like Navio’s, it becomes memorable, a blend of earthiness and (thanks to the ginger) ethereal twinkles.

Beautifully crisped confit of duck leg ($20) might not be coastal, exactly (though why not?), but it certainly is classic, especially when nested in a bed of Puy lentils and featherings of braised frisée. As a recent dabbler in the art of confit, I was impressed not only by the crinkly golden skin but also by the meat, lasciviously moist and well seasoned. (Seasoning is perhaps an underrated aspect of making confit; all the hullabaloo is about the slow cooking in the fat, but how liberally the uncooked flesh is rubbed with salt and spices makes a big difference in how the dish turns out.)

As for wild mushrooms: I see them as being at least as seasonal as spatial, and it rains as much at the coast as anywhere else, perhaps more. Certainly the rainy season is the season for wild mushrooms. They turn up, in a jumble sweaty with butter, as the sauce for a plate of hand-cut linguine ($17), noodles (of flour and egg) whose soft texture and subtle absorbency set them apart from macaroni pasta.

The dessert menu is a trove of comfort foods — cobbler, cake, toffee, crème brûlée — but it might be idle to point this out, since most desserts are comforting in some primal sense. (Either that, or they are ambitious disasters strewn with spun sugar.) An apple cobbler ($10.50), capped by crumbly crust and with slices of fruit still firm enough to evoke their once-fresh state, was like a treat pilfered from Grandmother’s windowsill while still cooling. And for the ultimate in shareable desserts, there is the cookie jar ($10.50), an impressive array of handmade delights including macaroons, chocolate chip and oatmeal raisin cookies, and brown sugar sticks. Only the oatmeal raisin cookies disappointed, and they disappointed only me, who inexplicably just didn’t like them. Had they been made with Irish oatmeal?

GREEN CITY Amid the much-hyped speculation about whom Democratic and Republican party voters will choose as their respective presidential nominees this year, California members of the Green Party will vote for their representative Feb. 5.

Candidates Jared Ball, Kent Hesplay, Jesse Johnson Jr., Cynthia McKinney, and Kat Swift met for their only planned debate Jan. 13 at Herbst Theatre in San Francisco, addressing a near-capacity crowd and laying out platforms that are decidedly more aggressive in tackling environmental and social problems than any proposed by the major-party candidates.

The candidates echoed one another on plans for immediate withdrawal from Iraq and shifting funding from the Pentagon into domestic programs for education, health care, and jobs. All professed grave concern about the environment, with Johnson calling the coal-mining method of mountaintop removal "ground zero for climate change."

By the end of the debate, Ball, a Baltimore hip-hop artist and professor in communications studies, fully endorsed McKinney, a former Democratic congressperson from Georgia. He emphasized that his greatest desire was for a strong national movement of people of all races, places, and income levels to continue what he called "incomplete revolutions" in the civil, labor, and women’s rights movements.

McKinney received the longest, most sustained standing ovation of the evening when she said, "Please unite the party. We can’t do it divided." She said the Greens represent the best hope of bringing together the large percentage of the country that’s spurned membership in both the Democratic and Republican parties. "I’ve never seen anything like I’ve seen in the Green Party," she said. "Please come together."

Also on hand — not participating in the debate but taking questions afterward — was Ralph Nader, a presidential candidate in 1996, 2000, and 2004, who hasn’t yet ruled out another run this year. Some Greens and other high-profile figures are urging him not to run and expressing concern that he’s become a polarizing figure who could hurt the party. Nader addressed the issue of party unity by saying, "I have very little to offer about how to unite the Green Party internally."

But he told the Guardian that if powerful institutional forces collude to limit his or the Green Party nominee’s access to the ballot, as he charges they did in 2004, he might run to highlight the need for greater political participation, saying, "I’ll be deciding within the next month." Nader has sued the Democratic Party, the John Kerry–John Edwards campaign, the Service Employees International Union, and a number of law firms and political action committees for allegedly conspiring to prevent him from running for president in 2004.

"Ballot access is a major civil liberties issue," Nader said. "Without voters’ rights, candidates’ rights don’t mean anything."

Yet the five announced candidates and Green Party activists on hand all seemed ready to rally around a new nominee for 2008, even as questions remain about whether the party should pool its energy and resources for national races or focus on state and municipal elections. Greens represent less than 3 percent of San Francisco’s registered voters and are outnumbered by Republicans four to one. Statewide, Greens amount to less than 1 percent. However, nearly 20 percent of California voters and 30 percent in San Francisco decline to state any party affiliation.

"I’m not sure yet that running a presidential candidate helps to grow the party, based on the experiences of the last several presidential attempts, especially in contrast to us focusing on races that can be won locally," Sup. Ross Mirkarimi, a Green who helped found the party in California, told the Guardian outside the debate. When asked if a national Green Party candidate trickles down attention and funding to the grassroots races, he said, "The theory is that it does. There isn’t any concrete evidence that it has coattails."

Since the Nader runs, Greens are wary of being tagged as presidential spoilers, but when that question was posed to this year’s prospects, they denied that it accurately portrays the voting landscape. As McKinney said, "When you’ve got a million black people who go to the polls … and nobody counts their votes … then don’t you dare call the Green Party spoilers."

President, Democrat

BARACK OBAMA


This is now essentially a two-person race for the Democratic nomination, and no matter how it comes down, it’s a historic moment: neither of the front-runners for the White House (and by any standard, the Democratic nominee starts off as the front-runner) is a white man. And frankly, the nation could do a lot worse than either President Hillary Clinton or President Barack Obama.

But on the issues, and because he’s a force for a new generation of political activism, our choice is Obama.

Obama’s life story is inspirational, and his speeches are the stuff of political legend. He can rouse a crowd and generate excitement like no presidential candidate has in many, many years. He has, almost single-handedly, caused thousands of young people to get involved for the first time in a major political campaign.

The cost of his soaring rhetoric is a disappointing lack of specific plans. It can be hard at times to tell exactly what Obama stands for, exactly how he plans to carry out his ambitious goals. His stump speeches are riddled with words like change and exhortations to a new approach to politics, but he doesn’t talk much, for example, about how to address the gap between the rich and the poor, or how to tackle urban crime and poverty, or whether Israel should stop building settlements in the occupied territories.

In fact, our biggest problem with Obama is that he talks as if all the nation needs to do is come together in some sort of grand coalition of Democrats and Republicans, of "blue states and red states." But some of us have no interest in making common cause with the religious right or Dick Cheney or Halliburton or Don Fisher. There are forces and interests in the United States that need to be opposed, defeated, consigned to the dustbin of history, and for all of Obama’s talk of unity, we worry that he lacks the interest in or ability to take on a tough, bloody fight against an entrenched political foe.

Still, when you look at his positions, he’s on the right track. He wants to raise the cap on earnings subject to Social Security payments (right now high earners don’t pay Social Security taxes on income over $97,000 a year). He wants to cut taxes for working-class families and pay for it by letting the George W. Bush tax cuts on the rich expire (that’s not enough, but it’s a start). He wants to double fuel-economy standards. His health care plan isn’t perfect, but it’s about the same as all the Democrats offer.

And he’s always been against the war.

It’s hard to overstate the importance of that. Obama spoke out against the invasion when even most Democrats were afraid to, so he has some credibility when he says he’s going to withdraw all troops within 16 months and establish no permanent US bases in Iraq.

Hillary Clinton has far more extensive experience than Obama (and people who say her years in the White House don’t count have no concept of the role she played in Bill Clinton’s administration). We are convinced that deep down she has liberal instincts. But that’s what’s so infuriating: since the day she won election to the US Senate, Clinton has been trianguutf8g, shaping her positions, especially on foreign policy, in an effort to put her close to the political center. At a time when she could have shown real courage — during the early votes on funding and authorizing the invasion of Iraq — she took the easy way out, siding with President Bush and refusing to be counted with the antiwar movement. She has refused to distance herself from such terrible Bill Clinton–era policies as welfare reform, the North American Free Trade Agreement, and don’t ask, don’t tell. We just can’t see her as the progressive choice.

We like John Edwards. We like his populist approach, his recognition that there are powerful interests running this country that won’t give up power without a fight, and his talk about poverty. In some ways (certainly in terms of campaign rhetoric) he’s the most progressive of the major candidates. It is, of course, a bit of a political act — he was, at best, a moderate Southern Democrat when he served in the Senate. But at least he’s raising issues nobody else is talking about, and we give him immense credit for that. And we’ve always liked Dennis Kucinich, who is the only person taking the right positions on almost all of the key issues.

But Edwards has slid pretty far out of the running at this point, and Kucinich is an afterthought. The choice Californians face is between Hillary Clinton and Barack Obama. And Obama, for all of his flaws, has fired up a real grassroots movement, has energized the electorate, and is offering the hope of a politics that looks forward, not back. On Feb. 5, vote for Barack Obama.

President, Republican

RON PAUL


We have a lot of disagreements with Ron Paul and his libertarian worldview. He opposes the taxes that we need to make civil society function and the government regulations that are essential to protecting the most powerless members of society. From its roots in the Magna Carta and Adam Smith’s economic theories to the Bill of Rights, it’s clear the United States was founded on a social compact that libertarians too often seem to deny. And Paul compounds these ills in the one area in which he departs from the libertarians: he doesn’t support federal abortion rights. He’s been associated with some statements that are racially insensitive (to say the least). He clearly shouldn’t be president.

But he won’t — Paul isn’t going to win the nomination. So it’s worthwhile endorsing him as a protest vote for two reasons. His presence on the ballot serves to show up some of the hypocrisies of the rest of the GOP field — and he is absolutely correct and insightful on one of the most important issues of the day: the war.

Paul is alone among the Republican candidates for president in sounding the alarm that our country is pursuing a dangerous, shortsighted, hypocritical, expensive, and ultimately doomed strategy of trying to dominate the world militarily. He opposed the invasion of Iraq and thinks the US should pull out immediately. It’s immensely valuable to have someone like that in the GOP debates, speaking to the conservative half of our country about why this policy violates the principles they claim to hold dear.

Paul is absolutely correct that if we stopped trying to police the world, ended the war on drugs, and quit negotiating trade deals that favor multinational corporations over American families and workers, we would be a far more free and prosperous nation.

President, Green

CYNTHIA MCKINNEY


We endorsed Ralph Nader for president in 2000, in large part as a protest vote against the neoconservative politics of the Bill Clinton administration (the North American Free Trade Agreement, the General Agreement on Tariffs and Trade, welfare "reform," etc.). And Nader’s Green Party campaign had a place (particularly in a state the Democrats were going to win anyway). We’ve never been among those who blame Nader for Al Gore’s loss — Gore earned plenty of blame himself. But four years later we, like a lot of Nader’s allies and supporters, urged him not to run — and he ignored those pleas. Now he may be seeking the Green Party nomination again. Nader hasn’t formally announced yet, but he’s talking about it — which means he still shows no interest in being accountable to anyone. It’s too bad he has to end his political life this way.

Fortunately, there are several other credible Green Party candidates. The best is Cynthia McKinney, the former Georgia congressional representative, who has switched from the Democratic to the Green Party and is seeking a spot on the top of the ticket. McKinney has her drawbacks, but we’ll endorse her.

The real question here is not who would make a better president (that’s not in the cards, of course) but who would do more to build the Green Party and promote the best course for a promising third party that still hasn’t developed much traction as a national force. We’ve been clear for years that the Greens should be working from the grass roots up: the party’s first priority should be electing school board members, community college board members, members of boards of supervisors and city councils. Over time, leaders like Mark Sanchez, Jane Kim, Matt Gonzalez, and Ross Mirkarimi can start competing for mayor’s offices and posts in the State Legislature and Congress. Running a presidential candidate only makes sense as part of a party-building operation. (That’s what Nader did in 2000, and for all the obvious reasons he’s incapable of doing it today.)

But the Greens insist on running candidates for president, so we might as well pick the best one.

McKinney has a lot to offer the Greens. She’s an experienced legislator who has won several tough elections and taken on a lot of tough issues. As an African American woman from the South, she can also broaden the party’s base. She was a solid progressive in Congress, where she was willing to speak out on issues that many of her colleagues ducked (she was, for example, one of the few members to push for an impeachment resolution).

McKinney has her downside — in recent years she’s been flirting with the loony side of the left, getting a bit close to some Sept. 11 conspiracy theories that hurt her credibility (although she’s also made some very good points about the attacks and the lack of a serious investigation into what happened). And some of her supporters have made alarmingly anti-Semitic statements (from which, to her credit, she has attempted to distance herself). But she has to come out now, strongly, to denounce those sorts of comments and show that she can build a real coalition.

With those (serious) reservations, we’ll give her the nod.

Proposition 91 (use of gas tax)

NO


Prop. 91 is essentially an effort to ensure that revenue from the state’s gas tax goes only to roads and highways. It’s a moot point anyway: Proposition 1A, which passed last year, did the same thing, and now even proponents of 91 are urging a No vote.

But we’re going to take this opportunity to reiterate our opposition to Prop. 1A, Prop. 91, and any other ridiculous effort to restrict the use of gasoline tax revenues.

It should be clear to everyone at this point that the widespread overuse of automobiles is having far bigger impacts on California than just wear and tear on the roads. Cars are the biggest single cause of global warming, and they kill and injure more Californians than guns do, causing enormous costs that are borne by all of us. Driving a car is expensive for society, and drivers ought to be paying some of those costs. That should mean extra gas taxes and a reinstatement of the vehicle license fee to previous levels (and extra surcharges for those who drive Hummers and other especially wasteful, dangerous vehicles). That money ought to go to the state General Fund so California doesn’t have to close state parks and slash spending on schools and social services, as Gov. Arnold Schwarzenegger is proposing.

Proposition 92 (community college funding)

YES


Prop. 92 is another example of how desperate California educators are and how utterly dysfunctional the state’s budget process has become.

The measure is complicated, but it amounts to a plan to guarantee community colleges more money — a total of about $300 million a year — and includes provisions to cut the cost of attending the two-year schools. Those are good things: community colleges serve a huge number of students — about 10 times as many as the University of California system — many of whom come from lower-income families who can’t afford even a small fee increase. And, of course, as the state budget has gotten tighter, community college fees have gone up in the past few years — and as a result, attendance has dropped.

Part of the way Prop. 92 cuts fees is by divorcing community college funding from K–12 funding — and that’s created some controversy among teachers. Current state law requires a set percentage of California spending (about 40 percent) to go to K–12 and community college education, but there’s no provision to give more money to the community colleges when enrollment at those institutions grows faster than K–12 enrollment.

Some teachers fear that Prop. 92 could lead to decreased funds for K–12, and that’s a real concern. In essence, this measure would add $300 million to the state budget, and it includes no specific funding source. This worries us. In theory, the legislature and the governor ought to agree that education funding matters and find the money by raising taxes; in practice, this could set up more competition for money between different (and entirely worthy) branches of the state’s public education system — not to mention other critical social services.

But many of the same concerns were voiced when Prop. 98 was on the ballot, and that measure probably saved public education in California. The progressives on the San Francisco Board of Education all support Prop. 92, and so do we. Vote yes.

Proposition 93 (term limits)

YES


This is pathetic, really. The term-limits law that voters passed in 1990 has been bad news, shifting more power to the governor and ensuring that the State Assembly and the State Senate will be filled with people who lack the experience and institutional history to fight the Sacramento lobbyists (who, of course, have no term limits). But the legislature isn’t a terribly popular institution, and the polls all show that it would be almost impossible to simply repeal term limits. So the legislature — led by State Assembly speaker Fabian Núñez, who really, really wants to keep his job — has proposed a modification instead.

Under the current law, a politician can serve six years — three terms — in the assembly and eight years — two terms — in the senate. Since most senators are former assembly members, that’s a total of 14 years any one person can serve in the legislature.

Prop. 93 would cut that to 12 years — but allow members to serve them in either house. So Núñez, who will be termed out this year, could serve six more years in the assembly (but would then be barred from running for the senate). Senators who never served in the assembly could stick around for three terms.

That’s fine. It’s a bit better than what we have now — it might bring more long-term focus to the legislature and eliminate some of the musical-chairs mess that’s brought us the Mark Leno versus Carole Migden bloodbath.

But it’s sad that the California State Legislature, once a model for the nation, has been so stymied by corruption that the voters don’t trust it and the best we can hope for is a modest improvement in a bad law. Vote yes.

Propositions 94, 95, 96, and 97 (Indian gambling compacts)

NO


We supported the original law that allowed Indian tribes to set up casinos, and we have no regrets: that was an issue of tribal sovereignty, and after all the United States has done to the tribes, it seemed unconscionable to deny one of the most impoverished populations in the state the right to make some money. Besides, we’re not opposed in principle to gambling.

But this is a shady deal, and voters should reject it.

Props. 94–97 would allow four tribes — all of which have become very, very wealthy through gambling — to dramatically expand the size of their casinos. The Pechanga, Morongo, Sycuan, and Agua Caliente tribes operate lucrative casinos in Southern California, spend a small fortune on lobbying, and convinced Gov. Arnold Schwarzenegger to give them permission to create some of the largest casinos in the nation. Opponents of this agreement have forced the issue onto the ballot.

The tribes say the deals will bring big money into the state coffers, and it’s true that more gambling equals more state revenue. But the effective tax rate on the slot machines (and this is all about slot machines, the cash engines of casinos) would be as little as 15 percent — chump change for a gambling operation. And none of the other tribes in the state, some of which are still desperate for money, would share in the bounty.

The big four tribes refuse to allow their workers to unionize. While we respect tribal sovereignty, the state still has the right to limit the size of casinos, and if the tribes want the right to make a lot more money, they ought to be willing to let their workers, not all of them Indians, share in some of the rewards. We’re talking billions of dollars a year in revenue here; paying a decent salary is hardly beyond the financial ability of these massive operations.

The governor cut this deal too fast and gave away too much. If the tribes want to expand their casinos, we’re open to allowing it — but the state, the workers, and the other tribes deserve a bigger share of the revenue. Vote no on 94-97.

Proposition A (neighborhood parks bond)

YES


This $185 million bond has the support of a broad coalition of local politicians and activists, Mayor Gavin Newsom, and every member of the Board of Supervisors. It would put a dent in the city’s serious backlog of deferred maintenance in the park system.

The measure would allocate $117.4 million for repairs and renovations of 12 neighborhood parks, selected according to their seismic and safety needs as well as their usage levels. It would also earmark $11.4 million to replace and repair freestanding restrooms, which, the Recreation and Park Department assures us, will be kept open seven days a week.

The bond also contains $33.5 million for projects on Port of San Francisco land, including a continuous walkway from Herons Head Park to Pier 43 and new open spaces at regular intervals along the eastern waterfront. While some argue that the Port should take care of its own property, it’s pretty broke — and there’s a growing recognition that the city’s waterfront is a treasure, that open space should be a key component of its future, and that it doesn’t really matter which city agency pays for it. In fact, this bond act would provide money to reclaim closed sections of the waterfront and create a Blue Greenway trail along seven miles of bay front.

One of the more questionable elements in this bond is the $8 million earmarked for construction and reconstruction of city playfields — which includes a partnership with a private foundation that wants to install artificial turf. There’s no question that the current fields are in bad repair and that users of artificial turf appreciate its all-weather durability. But some people worry about the environmental impact of the stuff, which is made from recycled tires, while others wonder if this bond will end up giving control of 7 percent of our parkland to the sons of Gap founder Don Fisher (their City Fields Foundation is the entity contributing matching funds for city-led turf conversions). Although the Rec and Park Department has identified 24 sites for such conversions, none can take place without the Board of Supervisors’ approval — and the supervisors and the Rec and Park Commission needs to make it clear that if neighbors don’t want the artificial turf, it won’t be forced on them.

Prop. A also earmarks $5 million for trail restoration and $5 million for an Opportunity Fund, from which all neighborhoods can leverage money for benches and toilets through in-kind contributions, sweat equity, and noncity funds.

And it includes $4 million for park forestry and $185,000 for audits.

With a 2007 independent analysis identifying $1.7 billion in maintenance requirements, this is little more than a start, and park advocates need to be looking for other, ongoing revenue sources. But we’ll happily endorse Prop. A.

Proposition B (deferred retirement for police officers)

YES


We’ve always taken the position that relying exclusively on police officers to improve public safety is as useless as simply throwing criminals behind bars — it’s only part of the solution and will never work as an answer all on its own.

But we’re also aware that the city is suffering a dramatic shortage of police officers; hundreds are expected to retire within a few short years, and those figures aren’t being met by an equal number of enrollees at the academy.

So we’re supporting Prop. B, even if it’s yet another mere stopgap measure the police union has dragged before voters, and even though the San Francisco Police Officers Association is often hostile to attempted law enforcement reforms and is never around when progressives need support for new revenue measures.

Prop. B would allow police officers who are at least 50 years of age and who have served for at least 25 years to continue working for three additional years with their regular pay and benefits while the pension checks they’d have otherwise received collect in a special account with an assured annual 4 percent interest rate.

The POA promises Prop. B will be cost neutral to taxpayers, and the city controller will review the program in three years to ensure that remains the case. Also at the end of three years, the Board of Supervisors, with a simple majority vote, could choose to end or extend it.

POA president Gary Delagnes added during an endorsement interview that department staffers in San Francisco who reach retirement age simply continue working in other police jurisdictions. If that’s the case, we might as well keep them here.

No other city employees are eligible for such a scheme, which strikes us as unfair. And frankly, one of the main reasons the city can’t hire police officers is the high cost of living in San Francisco — so if the POA is worried about recruitment, the group needs to support Sup. Chris Daly’s affordable-housing measure in November.

But we’ll endorse Prop. B.

Proposition C (Alcatraz Conversion Project)

NO


We understand why some people question why a decaying old prison continues to be a centerpiece of Bay Area tourism. A monument to a system that imprisoned people in cold, inhumane conditions doesn’t exactly mesh with San Francisco values.

But the Alcatraz Conversion Project, which proposes placing a half–golf ball–like Global Peace Center atop the Rock, is a wacky idea that looks and sounds like a yuppie tourist retreat and does little to address the island’s tortured past. People don’t have to support everything with peace in the title.

The proposal includes a white domed conference center for nonviolent conflict resolution, a statue of St. Francis, a labyrinth, a medicine wheel, and an array of what proponents call "architecturally advanced domed Artainment multimedia centers."

We agree with the ideal of dedicating the island to the Native Americans who fished and collected birds’ eggs from this once guano-covered rock for thousands of years and whose descendants carried out a bold occupation at the end of the 1960s. But this proposal seems based on wishful thinking, not fiscal or environmental realities.

The plan is backed by the Global Peace Foundation, which is a branch of the San Francisco Medical Research Foundation, a Mill Valley nonprofit founded by Marin resident and Light Party founder Da Vid. It’s just goofy. Vote no.

How Oakland’s fearful politicos enabled waste: Part II

E.M. Health Services, a home health care company founded by a high-ranking member of Your Black Muslim Bakery, opened for business in July 1996, flush with a $1.1 million loan from the city of Oakland.

But shortly over a year later, signs of trouble already plagued the business — and a review of documents shows that the founders of the struggling company paid themselves lavish salaries, and lucrative consulting contracts went to bakery associates and family members.

More than a decade later, the city hasn’t received one penny in repayment for the loan, and questions remain over why city officials granted the loan in the first place.

Under the terms of E.M.’s loan, the company wasn’t scheduled to make principal payments for two years — until 1998 — but just 15 months after getting the money, CEO Nedir Bey asked to defer repayments until 2000.

The city, which had already questioned several invoices submitted by the company, did not approve the extension. Instead, officials responded by requesting an audit of E.M.’s books.

In his request for an extension, Bey did not mention that in May 1997, E.M. Health had applied to the California Department of Insurance for a $2 million loan to purchase a 4,000-square-foot office building on 17th Street in downtown Oakland.

In his application to the state, Bey cited Oakland’s loan approval as proof of his good reputation, even though by then the city was already questioning tens of thousands of dollars in operating expenses claimed by his company.

The $1.1 million loan agreement called for E.M. Health to begin repaying monthly interest and principal payments of $19,692 on May 1, 1998, the date the company was projected to have enough billable clients to break even.

But May came and went with no payments.

And, documents show, E.M. Health would ask for more.

But the story of how the business, a subsidiary of the now-bankrupt Your Black Muslim Bakery, received the money despite a flawed business plan and a disturbing criminal incident in Nedir Bey’s past illustrates the extent politics and pressure played in officials’ decision to approve the loan.

Bakery members also have been linked to several violent incidents, including the Aug. 2 shooting death of journalist Chauncey Bailey, as well as alleged real estate and welfare fraud and child rape.

Details of the company’s financial growth were outlined in correspondence between Nedir Bey and various city staff who reviewed documentation to support the original $1.1 million loan application, as well as documents surrounding Nedir Bey’s later attempts to obtain a $2.5 million loan that was never granted.

In a January 1997 letter to the city, E.M. Health said it had contracts with 13 patients between October and December 1996, which should have generated more than $23,000 in revenues for the three-month period.

The same letter said seven would-be home health aides had graduated from a training program run by a different company. Those aides could not be sent out to care for Medicare/MediCal patients until they passed their certification exams that month, the letter said.

The letter also reveals that E.M. Health had a goal of generating $1.2 million in income in 1997 by providing services to 50 clients. The company instead reported large losses in 1996 and 1997.

It started to pull in more revenue early the following year, according to a letter from former Economic Development Chief Bill Claggett addressed to then-City Manager Robert Bobb.

Clagget’s letter stated that the company had a net profit of $30,068 for the first two months of 1998, but was still experiencing delays in receiving reimbursements for its Medicare/MediCal clients.

By June 17, 1998, Nedir Bey stated in a letter to city loan department manager Teri Robinson-Green that E.M. was “doing about $80,000 a month.” In another letter listing E.M.’s achievements, Bey claimed the company had hired 55 people, trained 30 people and served more than 200 patients.

But still no loan payments.

E.M. Health’s agreement with the city stated that the company and its employees, many of whom were also trusted bakery associates and family members, would not profit from the business. Any extra income after expenses would be funneled back into Qiyamah, a nonprofit organization founded by the bakery to further Yusuf Bey’s community work. Qiyamah was E.M. Health’s parent company.

But the salaries, car lease and billing rates charged by bakery members who moonlighted as consultants to E.M. Health coupled with too few billable clients and delays in reimbursements by Medicare and MediCal all but ensured there wouldn’t be enough money left over to pay back the city’s loans.

“It’s interesting how that millionaire from the skating rink got $12 million and declared bankruptcy and never paid the city back,” Nedir Bey said, referring to the builders of Oakland’s downtown ice rink, who defaulted on an $11 million loan before E.M. Health Services was funded. The city took possession of the rink. “Is the city calling him and trying to ask him those kind of questions?

“The bottom line for me, I’m trying to move forward with my life. Everything that you’re discussing is in my past,” Bey said.

A popular message

E.M. Health’s business model resonated with Oakland’s black politicians who were eager to even the playing field for black businesses that had not gotten an equitable share of city contracts and loans. They lauded the accomplishments of Yusuf Bey — the controversial but charismatic founder of Your Black Muslim Bakery — and viewed the health care proposal as a continuation of his good works.

The plan also resonated with the U.S. Department of Housing and Urban Development and appeared to meet its criteria for loan funding. E.M. Health’s $1.1 million loan came from a $44 million pot of money the federal agency offered Oakland to fund start-up organizations that sought to provide jobs in low-income communities.

Still, in a June 4, 1996, letter to Kofi Bonner, Oakland’s then-director of community development, local HUD director Steven Sachs wrote that “E.M. Health Services business plan is still being developed …” with many “issues still to be worked out.”

Sachs urged the city to consider “providing a much smaller amount of financial assistance to this start-up business.”

That same night, despite Bonner’s warning that Nedir Bey had not yet provided several documents the city required for the loan, nor procured a provisional license from state health officials, the council voted to give the company a $275,000 advance on the $1.1 million HUD loan.

In fact, even though E.M. Health was $63,000 in arrears in its business taxes, the company ended up getting $538,000 in interim loans from the city of Oakland over the next six months, before HUD officials reimbursed Oakland for the money in April 1997.

Nedir Bey relied on that type of sentiment when he approached the city in February 1998 and asked for an additional $2.5 million — half loan, half grant — to buy a shopping center in West Oakland to house a new urgent care clinic, in addition to funds he sought unsuccessfully from the state department of insurance.

The shopping center plan lacked numerous financial details and included no downpayment or personal investment by Nedir Bey.

Nonetheless, he lined up his supporters and produced letters of recommendation from well-respected medical experts, including David Kears, director of the Health Care Services Agency for Alameda County; Michael Lenoir, president of the Ethnic Health Institute at Alta Bates/Summit Hospitals; and H. Geoffrey Watson, president of the Golden State Medical Association, which represents 2,000 African-American physicians in California.

Claggett said he would have loved to have someone revitalize that blighted shopping center, but nothing about E.M.’s finances by then suggested it could support a new business venture. City records show that E.M. Health incurred losses of $425,000 during 1996 and $343,000 in 1997.

E.M. Health was already three months behind on the payments for the $1.1 million loan, and a mere six months later, E.M. Health’s parent, the Qiyamah Corporation, would default on a

$100,000 bank loan originally signed by Saleem Ali Bey, also known as Darren Wright.

‘I don’t think they ever gave up’

Nedir Bey nonetheless again pressured the city into rushing the review of his new loan request. By July 1998, he sought direct backing from then-Mayor Elihu Harris, whose father was an E.M. Health patient for a short time, according to company records on file with the city.

“Staff should be more inform (sic) on the procedures and policies of the city of Oakland as opposed to me having to check with the mayor and then letting you know what you can and cannot do,” Bey said in a July 1998 letter to Gregory Hunter, now Oakland’s redevelopment agency director, apparently unhappy that the request had not yet been forwarded to the loan review committee.

Kears recalls Nedir Bey first approached him for a letter of recommendation, but that evolved into a request for money to finance outreach efforts for new patients. The county wound up giving Bey a $25,000 contract, the most it could provide without approval from the Alameda County Board of Supervisors. Kears said he doesn’t know whether E.M. Health ever submitted invoices to use any of the money.

The $2.5 million loan application eventually stalled as Nedir Bey failed to produce documentation requested by the city related to the first infusion of cash, the repayment of which was falling further and further behind.

By the time the city sent its first default letter to E.M. Health in December 1998, the payments were eight months past due and the company had crumbled.

City employees would later discover that the company’s offices had been cleaned out, office furnishings and computer equipment pledged as collateral gone.

Claggett said that not long afterward, he was questioned by the FBI about E.M. Health and Nedir Bey. The FBI’s San Francisco office did not return a call seeking comment about the probe.

No way to collect

The Oakland city attorney sued E.M. Health

in December 2000 in an attempt to recover $1.45million in loan funds and $98,600 in unpaid interest. The city won a default judgment, but no one could collect on it, in part because there was no personal guarantee made when the loan was awarded.

City Attorney John Russo said recently that it is up to the city’s Finance Department to collect on the $1.5 million judgment, which remains unpaid today.

The city wasn’t the only one left holding worthless paper when E.M. Health deteriorated. Orthopedic and Neurological Rehabilitation, Speech Pathology Inc. of Los Gatos sued Nedir Bey and Cecil R. Moody, an E.M. Health agent listed among business registration records, in 2000 to recover $8,700 worth of services it provided to the company’s patients over a two-month period. According to the lawsuit, E.M. Health billed MediCal and Medicare but never reimbursed the company.

In May, Daulet Bey, a Muslim wife of Yusuf Bey and mother of current bakery CEO Yusuf Bey IV, 21, and her daughter Jannah Bey filed papers to revive Qiyamah’s state business license. It’s not clear whether bakery associates plan to use Qiyamah to attempt a new business venture.

The license was promptly suspended again by the state Franchise Tax Board for failing to file an information report in 2005, according to spokeswoman Denise Azimi.

Nedir Bey’s costly experiment was finished and thousands in unaccounted for public funds were left in his wake.

“Hello-Now, From Everywhere”

On the corner of 20th and Valencia streets, there’s a window that makes people think of the dead. The reason is a series of annotated sketches that, over the past few years, has gradually accumulated on the glass to the right of the doorway at Dog Eared Books. A sort of eulogistic message board for drifting window shoppers, these paper notices gently call attention to the passing of poets, visual artists, writers, teachers, and other cultural heroes, some renowned, some formerly celebrated, and others largely unknown — though not to Oakland artist Veronica De Jesus, the creator of this memorial window.

Now, with the window grown crowded, another local artist and a friend of De Jesus’s, Colter Jacobsen, has published a collection of the memorials (Allone Co., $18). Tributes to Susan Sontag, Jacques Derrida, Robert Creeley, Octavia Butler, Will Eisner, Quentin Crisp, Richard Pryor, and Rick James are interspersed among pages dedicated to death row prisoner Stanley "Tookie" Williams; Al "Grandpa Munster" Lewis, whose roles also included circus performer, Pacifica radio host, and Green Party candidate for governor of New York; the New Zealand experimental novelist and poet Janet Frame; and "Don" Magargol, a folk dance instructor at San Francisco’s Lighthouse for the Blind and Visually Impaired.

The spiral-bound notebooks in which these memorials are collected — and the cover image, a drawing of a largely denuded but vibrant dandelion superimposed on what looks like crumpled paper that’s been imperfectly smoothed out — suggest a continued meditation on impermanence and remembrance, the attempts we make to prolong or enlarge the presence of our heroes and loved ones in the world after they leave us.

Careers & Ed: Paid by Pandora

Before Tim Westergren founded the Music Genome Project and Pandora, an online radio station–music recommendation site that’s developed a cultlike following, he had no idea what he was going to do for a living. After all, how do you prepare for a job that doesn’t exist yet?

He wasn’t like the scores of people who go through school with specific goals in mind — for instance, major in computer science or business administration, get an entry-level position, start climbing the corporate ladder to become an engineer or manager, and acquire a 401(k).

No, for the venture capitalist, for the entrepreneur, life is more abstract. Westergren’s career path was blazed on a hunch and an intense passion for music, which he’d loved ever since learning to play piano in the suburbs of Paris as a child.

"It’s more, kind of, personal instinct," Westergren said when asked how he found his niche. "Looking around thinking, ‘OK, the problem that I have and that all my friends and everyone I know has is that they love music but they have a hard time finding new stuff.’ That’s the problem that just about every single adult faces. I also knew, as a musician, that there was an awful lot of really great music around that nobody was hearing because it was all buried. And so I figured, ‘Gosh, there’s got to be an opportunity in there of connecting those two.’<0x2009>"

WHAT’S IN THE BOX?


If you don’t happen to be one of the many people who have already pledged their allegiance to Pandora’s wide selection of music and uncanny ability to predict what other artists you might like, let me explain.

At its simplest, Pandora is Internet radio with a brain. Signing up is free and surprisingly quick. Then you choose an artist or song as your "station," and music begins to play. Each successive song is chosen by Pandora, creating a customized streaming playlist based on the attributes of the songs you’ve chosen (and on whether or not you like the songs the site chooses for you). If you like Manu Chao, Pandora might play Los Cafres next. If you start a station around Weezer, Pandora might recommend a song by Jimmy Eat World. If you like Prince, you’ll probably soon be jamming to the Time. And if your Nine Inch Nails station is playing too much hard, dark Marilyn Manson, you can give feedback that’ll lead the station toward a more melodic NIN relative, like Tool.

It’s this system — the combination of radio station and the Music Genome Project, which offers carefully crafted music recommendations based on your tastes — that sets Pandora’s suggestions apart from those of other music sites.

"We’ve created a taxonomy of musical attributes that kind of collectively describe a song," Westergren said, sitting in the main room of Pandora’s headquarters, which looks like a computer lab crossed with a record store thanks to rows of computer stations backdropped by stacks of CDs. He showed me an example, clicking on a tune by Chet Baker at one of the stations. A form popped up on the flat screen, filled with about 40 drop-down menu fields rating musical characteristics. One, for example, says "Fixed to Improvised" and lets the user rate a song from 1 to 10 on that scale. A graphic at the bottom of the screen shows that this is the first of seven pages.

"An analyst goes through and scores each one of these, one by one," Westergren said. Around him the stations were speckled with sleepy-eyed musicians clutching Monday-morning coffee cups, while downtown Oakland glistened through large windows. "So in the end, they have a collection of about 400 individual pieces of musical information about the song. Everything about melody and harmony, rhythm and instrumentation, etc. And it’s this sort of musical DNA that connects songs on Pandora. So when you type a song in, it’s using this information to create playlists."

The criteria for these selections, much like Westergren’s qualifications for steering this funky music boat across the World Wide Web, have been gathered from scratch.

MUSIC BUSINESS


Born in Minneapolis, Westergren moved to France with his family when he was six years old. He went to high school in England, where he sang in a choir and learned a smattering of instruments: clarinet, bassoon, drums, and the recorder. But school in Europe was too tracked for his tastes, and by age 16 he knew he wanted to return to the United States. In college he majored in political science but kept finding himself drawn further into music.

"I tried a bunch of things out. The last couple of years, though, I really got deep into music and recording technology," Westergren said. With his tousled hair and green sweater, the 41-year-old has the clean-cut but cool appearance you’d expect of an Internet executive. "I went to Stanford as an undergrad, and there’s a place there called the Center for Computer Research in Music and Acoustics. It’s a place where science and music come together. There’s a lot of study of sound and sound creation and sound recording, and I [practically] lived there my senior year."

After graduating in ’88 and working as a nanny for several years, he began practicing piano eight hours a day, studying with jazz pianist Mark Levine in Berkeley, and performing at the Palo Alto Holiday Inn. But he always played in rock bands, which he says aren’t that different from start-up companies, and moved to San Francisco to be closer to the nightlife. He began writing jingles for radio ads; it was a short step from there to composing soundtracks for student films.

"The idea for the Music Genome Project, the whole sort of foundation for Pandora, actually was really hatched when I was a film composer. Because when you’re a film composer your job is to figure out someone else’s taste. So you’ll sit down with a film director with a stack of CDs and play stuff for them and try and learn what they like about music," Westergren said. "Then, as a composer, you’ve got to go back to your recording studio and write a piece of music they’ll like. So what you’re doing is, you’re transutf8g that feedback into musicological information."

But this was all just pointing in the right direction. There was still no road map, no clear way of making a musical-taste machine profitable. About this time, Westergren read an article about Aimee Mann, the singer-songwriter you may remember for sacrificing her toe in The Big Lebowski or for covering Harry Nilsson’s "One" for Magnolia. Mann had a decent fan base from her success with the band ‘Til Tuesday, but her record company had shelved her because it didn’t think she could sell enough records.

"It was really that article that prompted me to think, ‘Wow, if there was a way to let people who like her kind of music know that she had a new album coming out, then maybe she’d release her albums, because you could find the fan base.’ That was the original idea: to help connect artists with their audience," Westergren said.

In 1999 he started developing that idea. He sought the business advice of Jon Kraft, a friend from college. Kraft tapped Will Glaser for his computer expertise, and the trio began moving forward with the Music Genome Project, forming Savage Beast Technologies, the name still emblazoned on Pandora’s software today.

"We weren’t originally a radio station. In the beginning we were actually a recommendation tool," Westergren said. "You know how Amazon has ‘If you buy this book, you should also read these books?’ We thought we were going to be that kind of a recommendation tool used on other sites to help people find stuff."

The company got its first push in January 2000, when a few angel investors, or wealthy individuals, loaned it enough money to start developing software. It was on its way, but there was still no clear moneymaking mechanism, and for years the company ran on faith and credit cards. After a while cofounders Glaser and Kraft decided they had to move on. Westergren stuck with the project and kept looking for investors.

"I had been pitching venture funds for a couple of years. I had pitched over 300 times to different venture firms. I didn’t get a yes until 2004," Westergren said.

That was when Pandora.com was created, the Music Genome Project was plugged into personalized radio stations, ad space started selling, and revenue began to flow. It’s also when Westergren’s idea was paired with the shift the Internet has taken toward interactive marketing. Today Pandora has offices in Oakland, Los Angeles, Chicago, and New York and sells ads connected to sounds that consumers like — and therefore products to consumers. The field of interactive marketing is booming, and Westergren says anyone looking to break into Internet radio should first look into a background in advertising.

Then again, you could just follow his example: use your instincts and see what develops.

Paul Donald, the founder of sustainable online retailer Branch Homes, agrees to meet me at Mission Beach Cafe. He arrives dressed in a black turtleneck sweater and smart bluish purple rimmed glasses and takes a seat at the wooden table where I’m sitting. At one point during our conversation I accidentally make a big black ink smudge on the tabletop.

"It’s heavily varnished, and we’ve got some toxic industrial cleaners that will take care of that," he says dryly.

This is clearly a joke, as everything about Branch — and Donald — is the polar opposite of varnished and toxic. In fact, the San Francisco company only carries ecofriendly, fair trade, and organic objects, clothing, and furniture, with an emphasis on local and national designers (though it has products from all over the world).

But Donald didn’t start out as a retailer, or even a sustainability advocate. His background is in design. In fact, he spent 12 years in New York and San Francisco helping craft the identities of magazines like Spy, Wired, and Sunset before founding Branch Home in 2005. Which is probably why he describes his current job this way:

"I’d like to tell people that I’m the creative director for this cool company that’s at the nexus of design and sustainability — and it just happens to be a retail store," he says, sounding slightly apologetic when he gets to the retail part. After all, when you’re used to being a hip graphic designer, perhaps the title of shopkeeper just doesn’t hold the same mystique.

So how did he get from one to the other?

SMART SHOPPING


Donald said there wasn’t a singular "aha!" moment behind Branch. Instead, the idea percolated over time. It could’ve started with his childhood in small-town Iowa, where working in cornfields during the summers inspired his love for the land and a curiosity about where food comes from. This curiosity expanded to include other everyday products when, years later, he read William McDonough and Michael Braungart’s Cradle to Cradle (North Point Press, 2002).

Then, while in his often stressful role as creative director for Sunset magazine, Donald frequently found himself shopping to relax — although he says his motives were more entertainment driven than consumption driven. But he openly celebrates the role of shopping in our lives — as a form of exploration, education, connection, and, of course, therapy.

"It’s an opportunity to discover what’s new and interesting and beautiful in the world," he says.

He also acknowledges shopping’s darker side, including the toxic materials, processes, and packaging that put our objects of desire on the shelf and our purchases’ not-so-pretty by-products: deforestation, global warming, the Great Pacific Garbage Patch (or GPGP, a plastic floe of trash floating in the ocean that’s twice the size of Texas), unfair wages, and poor working conditions.

This duality pointed toward the creation of Branch, which represents a greener, happier alternative to our society’s often blind and copious consumption. "No one wakes up and thinks, ‘I want to contribute to deforestation today,’<0x2009>" Donald says. "We’re just not brought up to think about the life cycle of the things we consume." Instead of flat-out asking people to abandon their consumptive ways (an improbability as far as Donald is concerned), Branch encourages design-savvy shoppers to get curious about whence and from what things come. "We can’t consume our way to a better world, but we can be more considerate about what we buy," he says.

That’s why each item Branch sells, from stuffed animals to kitchenware, comes with its own story — what it’s made from, how and where it’s made, and who made it — on the Web site and on printed cards that are included in each package. This helps to create another point of connection between object and buyer and furthers Branch’s goal of educating consumers about sustainability, something that’s close to Donald’s heart.

But even people who don’t read all the stories that come with the products can rest assured that Donald, in his dual role as Branch’s curator and art director, has already made a lot of the hard choices for them. Branch offers a well-edited collection of products that are also manufactured and brought to market in such a way that its customers don’t have to feel guilty about buying — or, eventually, disposing of — them.

In addition to the Web site, Donald’s original plan involved opening a physical store with an adjacent café that would serve locally and sustainably grown foods. After a few bids fell through right around Thanksgiving of 2005, it dawned on Donald that he had a bunch of inventory on the way and no place to display it. He decided to launch the site first and deal with the rest after the holidays. At the time there were no other stores like Branch, and it found popularity online through blogs and word of mouth. When sustainable design hit the mainstream a little over a year later, Branch had an advantage over new competition as an already established brand. Plus, more exposure and increased visibility meant increased sales.

With zero retail or customer service experience (Branch is his first job that involves interacting directly with the public) and no formal business background, Donald says he was lucky to learn the ropes online, without the albatross of a physical retail space — not to mention a café, something with which he has even less experience. With just a single focus, Donald found he was less in the spotlight, and the growing pains weren’t so extreme. He likens his role at Branch to being a single parent and admits he’ll always choose thinking about branding and design above burying himself in a spreadsheet.

He still longs for a storefront in San Francisco, and if all goes according to plan, there may be a Los Angeles and a New York Branch in the not-so-distant future.

BEAUTIFUL AND SUSTAINABLE


A self-described design snob, Donald says he’s only interested in working with objects that are both beautiful and sustainable. "To make any kind of real impact we need to reach a broad audience," he says. "Tie-dye and hemp sandals aren’t going to do this." Branch is successful largely because it caters to anyone who appreciates good design — green or not. It educates unsuspecting browsers when their guards are down — when they’re relaxed and curious. Donald avoids loaded labels like environmentalist and opts instead for the more friendly moniker of thoughtful citizen to describe himself and the people he’s targeting. "In the same way I try not to be preachy about Branch, I try not to use preachy words," he says.

Ultimately, he would like to see more designers take the green road. (He’s currently on the lookout for affordable, everyday, sustainable tableware, which so far has proved difficult to source.) Donald is also working to expand Branch’s offerings to include things that make it easier for people to live a more sustainable lifestyle, such as power strips with easy-to-reach on-off switches and reusable shopping bags.

In fall 2006, Branch partnered with the California College of the Arts and became a client for its wood furniture class, which required students to neither create furniture nor use wood as a material. "Leave it to an art school," Donald says. The assignment was to design a sustainable product for Branch. The final designs were exhibited in a show at the end of the semester — and a few have been earmarked for possible future production for Branch. Each student was forced to grapple with the challenges of sustainability, but even more significant for Donald, many commented that their involvement in the Branch project had already begun to influence their approach to their other work. "Designers have so much power," Donald says. "And the best way to solve a problem is to not create one in the first place."

Donald is keen on helping designers establish more sustainable practices, which sometimes results in an exclusive product line for Branch. For example, designer Derrick Chen of Urbana Design modified his popular resin-coated bent-plywood tray by creating a cork-topped version — an item that has proved hugely popular in its sustainable iteration.

But for all of its cool, Earth-friendly appeal, Branch is still competing in a price-driven world dominated by the cheap and clever designs of Target and IKEA. "There’s a big difference between getting the message and shelling out an additional 10 to 20 percent more for a sustainable product," Donald says. To his mind, it’s going to be a long time before the Target shopper starts asking the tough questions. "We’re like dogs," he says. "We need to have our noses rubbed in it before we’ll change."

Shut down the zoo

OPINION In San Francisco’s June 1997 special election, the swells convinced the voters to float $48 million in bonds to build a "world-class" zoo, which would entail largely privatizing a public institution, leaving the city on the hook for liabilities while giving a private nonprofit the benefits.

The initiative passed — you can’t get warmer or fuzzier than a tiger or a koala — and the San Francisco Zoo, relinquished to the tutelage of corporate fixer Jim Lazarus, was largely gifted as another privatized party space for the rich.

The case might be made that zoos can serve as genetic incubators in the face of widespread habitat destruction. But the city’s precautionary principle, like the Hippocratic oath, should prevail on us to do no harm in seeking to prevent extinction.

The record of the privatized Zoo has hardly been a story of precaution:

In 2000, two already sick koalas were kidnapped from the Zoo and not returned for two days.

A 12-year-old Siberian tiger, Emily, died in October 2004. Tatiana was just murdered at age four. Siberian tigers generally live to be 24 years old in captivity.

Two elands, majestic African antelope, were introduced improperly into close quarters with an already resident eland at the Zoo, which led to a spate of deadly eland-on-eland violence and the deaths of the two newcomers.

Apparently, shoddy attention to detail hastened the demise of Puddles the hippopotamus in May 2007. Hippos, like African elephants, thrive in nature preserves located in their native tropical habitat.

If zoos are to be a successful component of protecting endangered species, it’s paramount that their conditions not kill the specimens. Perhaps an affiliation with a major research institution is required to ensure that professionalism is the order of the day to ward against what appears to be amateur hour at the zoo.

It’s one thing for the swells to occupy public spaces such as the de Young Museum, City Hall, and the San Francisco Public Library as edifications to their egos — only fellow humans are inconvenienced. But for the rich to wrap themselves in the distinction of being movers and shakers in the San Francisco Zoological Society and wring glee from the glow of imprisoning animals in inhospitable conditions is truly pathological.

The Zoo should be closed, its animals sent to facilities capable of caring for them, and the land used for affordable housing. The city should replace the Zoo with an academic partnership with legitimate wildlife sanctuaries around the world to subsidize conservation, produce video footage of animals in their natural habitats, and arrange trips to see wild animals in the wild for San Francisco youths who otherwise could not afford it.

That would be a true 21st-century, world-class approach to bringing the wonder of exotic animals to San Franciscans.

Money for parks

GREEN CITY A broad coalition of politicians and activists is supporting Proposition A, the $185 million parks bond on the February ballot, with the rare unanimous support of the Board of Supervisors and Mayor Gavin Newsom.

But just how big an impact can this bond, which requires 66 percent voter approval, make? The city has spent the $110 million bond that voters approved in 2000 to repair parks and recreation centers, and an independent 2007 analysis identified $1.7 billion in backlogged park needs.

"This is one of an ongoing series of measures that we need to do every five or so years," board president Aaron Peskin told the Guardian.

The bond allocates $117.4 million for repairs and renovations of 12 neighborhood parks that were selected, Recreation and Park Department director Yomi Agunbiade told us, according to seismic and physical safety needs and usage levels.

The bond also earmarks $11.4 million to replace and repair freestanding restrooms. Noting that his department added 35 custodians in the last budget cycle, Agunbiade said, "So when we fix a bathroom, we’ll have staff to keep it open from 6 a.m. to 11 p.m. seven days a week."

Some aren’t keen on the bond’s inclusion of $33.5 million for Port of San Francisco land projects, including the Blue Greenway, a continuous walkway from Heron’s Head Park to Pier 43. San Francisco Community College trustee and Sierra Club member John Rizzo supports the measure but raised concerns about projects on Port land, particularly improvements at Fisherman’s Wharf.

But Peskin sees the Port lands inclusion as overdue: "For the first time there’s the recognition that the Port should not be treated as a stand-alone enterprise that has to do everything itself." As for the improvements around Pier 43, which is in his district, Peskin said, "Fisherman’s Wharf, like Union Square, is one of those geese that lay the golden egg" in terms of revenue from tourism.

The bond also earmarks $8 million for improvements to playing fields. Agunbiade said many fields are in terrible shape and in desperate need of work, "but this bond only affects about 7 percent of the city’s park land."

Some Potrero Hill neighbors are sounding environmental alarms about plans to install artificial turf at their local recreation center, but Agunbiade said there are also environmental benefits to turf, including decreased water and pesticide use.

Arthur Feinstein of the Sierra Club and San Francisco Tomorrow told us he strongly supports Prop. A, largely because it earmarks $5 million for trail restoration.

"The evidence is not in on the ill effects of artificial turf," Feinstein said, "but its ability to be in constant use frees up land for other uses, such as trail reconstruction, which makes a huge difference not just for native species and plants but people too, who need nature, especially in densely urban areas."

Isabel Wade, executive director of the Neighborhood Parks Council, says her nonprofit supports Prop. A, and she cited its inclusion of $5 million for an Opportunity Fund from which all neighborhoods can apply for matching funds for small park projects.

"A lot of little parks are not on the list because the capital costs of seismic repairs are so great, so how do you even get a bench or a toilet? Why not leverage money?" Wade said, observing that in-kind contributions, sweat equity, and noncity funds can be matched by the Opportunity Fund.

The bond includes $4 million for park forestry, along with $185,000 to do bond audits. This last item didn’t quell the objections of the San Francisco Taxpayers Union, a small group of conservative real estate interests that filed the sole opposition argument to Prop. A, courtesy of Barbara Meskunas, former legislative aide of suspended supervisor Ed Jew.

"Prop. A is a jobs program disguised as a parks bond," Meskunas wrote, also arguing the 2000 park bond money wasn’t properly spent. "The Parks Dept. needs new management, not new tax money."

But Peskin said this opposition from conservatives is unsurprising: "The Taxpayers Union opposes every tax and bond. They have never wanted to pay their fair share."

Supreme Court: Go, dykes, go!

Today the US Supreme Court refused to consider the extremely odd request by a Dublin lawyer to strike down the trademark “Dykes On Bikes,” awarded to the San Francisco Women’s Motorcycle Contigent (you know, the many miles of hot revvin’ lezzies that kick off the Pride parade each year), because the trademark was “hostile to men” and that the phrase was “immoral and disparaging.”

When reached by the Chron, the lawyer, Michael McDermott, described Dykes on Bikes as “an anti-male hate riot.” Ha! A higher appeals court had rightly ruled earlier that the phrase “had no effect on men.” I would give my left Christian LaBoutin to read those court transcripts.

This is actually an odder story than one would think: I seem to recall that the Dykes on Bikes actually made a concerted effort to be referred to as “The San Francisco Women’s Motorcycle Contingent” a few years back, right around the time that the US Patent Office declined its request for a Dykes on Bikes trademark, because the patent office found the term “dykes” to be disparaging to lesbians. The patent office later rethought “based on reviewing more evidence” (like maybe thousands of dykes telling it not to tell THEM what’s disparaging), and awarded the trademark.

I love the Dykes — I tear up every time they pass. And they can call themselves whatever they want (they’ll always be known as “Dykes on Bikes” no matter what happens, anyway.) But, while proud, I do have one beef. Do we really want the Pride Parade being led by a cloud of carbon exhaust fumes? When will Pride go green? (I am SO gonna get my gay card revoked for suggesting such a thing, but hey — it’s 2008. And I’m a member of the Mikes on Bikes contingent.) It’ll be interesting to see if the “green” in Pride remains the beer sponsorship money.

Meanwhile, gun it for freedom, hot dykes of the world!

UPDATE: I have just been informed by a dyke in the know that her bike gets 41 mph, and that participants are very respectful and don’t rev up until the parade is officially starting. Vroom!

REVIEW Call cupcakes girlie, kiddie, or just plain preschool, but who can resist those so-sweet, too-cute, whimsical morsels? The humble cupcake’s still-raging popularity can’t be completely attributed to the benediction of desirability bestowed by Sarah Jessica Parker et al. after the guest appearance of Magnolia Bakery’s sugared units on Sex and the City, nor to its star turn at socialite weddings like that of aristo makeup artist Jemma Kidd and the Earl of Mornington.

It’s the cupcake’s retro kitsch pedigree — grounded in the benevolently nostalgic, innocent hue of childhood — that really gets us going. The individual serving size reads as special, invoking the same sort of princess-for-the-day feeling you might have experienced as a four-year-old at your own birthday party. Would that you were iced as immaculately and crowned with candy sprinkles. The very notion of cupcakes allows for more play, more impulsive edible decorations, and more diversity: why settle for one hunk of layer cake when you can have a banana and a coconut cupcake? Because it’s really all about the cake — in a petite, perfect, non-guilt-inducing size. You too can be the girl — or boy — with the most diet-ready portion of cake, because as Cupcake! (Chronicle Books) author Elinor Klivans writes, these perfectly manageable sweet things "are sure to charm and delight the inner child in everyone."

So where to tempt a ravenous inner child? Where better than at a sprinkling of Bay Area boutique bakeries almost exclusively devoted to cupcakes? Love at First Bite in Berkeley’s gourmet ghetto rolls out 12 to 15 flavors daily, including a Southerninspired Hummingbird of bananas, pineapple, and pecans topped with cream cheese, and a Matcha Green Tea cake topped with tea-infused whipped cream — both ideal chasers to a Cheeseboard pizza. Kara’s Cupcakes off Chestnut in San Francisco’s Cow Hollow–Marina District goes the no-less-delicious route with mostly organic ingredients sourced from throughout Northern California. The owners are avid boosters of community-supported agriculture, so you can take the edge off that guilt (thanks to Gilt Edge Creamery dairy products) as you nibble their passion fruit, banana caramel, or chocolate fleur del sel–filled cupcakes.

For a real rosy dose of my latest food fixation, waltz into the two-months-old That Takes the Cake on Union Street for that most mysteriously decadent of cupcakes: red velvet. The bakery’s version of the Southern-style, cocoa-infused piece of down-home exotica — colored during World War II, cooks’ legends have it, with grated beets or beet baby food — is made with vegetable-based food coloring, vinegar, and cocoa, which turns reddish brown in reaction with the other ingredients. Falling apart in tender crumbs beneath a rich, ivory cream-cheese frosting, the cake is as deeply red as a Dario Argento giallo, as heavy on the rosso as a steak torn from Stuart Anderson’s flank, and as rose red as love, my love. All that red coloring might raise eyebrows in some quarters, but who gives a damn, Scarlett, when you have extraordinary beauty and delectable substance in one pint-size, munchable package? GREEN CITY Two years ago Tom Price called me from the hurricane-ravaged Gulf Coast. We didn’t know each other, but he’d read some of my articles about Burning Man, including "Epilogue as Prologue" (10/4/2005), which culminated my seven-part series by looking at how burners were projecting their culture, skills, and ethos into the outside world.

The most obvious example I used was the group that went straight from Burning Man 2005 to Mississippi to help clean up after Hurricane Katrina, which hit during the event. "If that isn’t applying our ethos, I don’t know what is," Burning Man founder Larry Harvey said in my article. "The very skills needed to survive at Burning Man are the skills needed to respond to a disaster."

Price had been a little busy mucking out flood-damaged homes and rebuilding a Buddhist temple in Biloxi, Miss., but the he’d called home for the past five months had finally gotten an Internet connection, and he’d just found my article. "Dude, we’re still here," he told me excitedly by phone. "It’s happening just like you wrote. We’re doing it."

As I started to learn, Price was an accomplished idealist for whom "doing it" means working to save the world. In college in Utah he spent a year in a shanty he erected in the main college square urging the university to disinvest in apartheid South Africa, and his removal led to a court case that expanded free speech rights. He worked as a journalist chronicling threats to the indigenous Kalahari tribes in Botswana and as an environmental activist and lobbyist in Washington DC, where he eventually became the main contract lobbyist for Burning Man, an event he loves.

In Mississippi he turned an encampment of do-gooder burners into an organization he dubbed Burners Without Borders. Price spoke so passionately and eloquently about what they were doing that I just had to go, working with them (as both journalist and laborer) for a week and writing a Guardian cover story about the experience ("From Here to Katrina," 2/22/06).

It was a project and a moment that seemed to capture both the scale of the environmental problems facing this country and the enormous potential of motivated individuals to creatively deal with them.

From there Burners Without Borders went on to create a program that recycles the huge amount of wood used by the more than 40,000 people who now attend Burning Man every year, donating it to Habitat for Humanity for the construction of low-income homes. And the group has sent contingents to do cleanup work after floods in the Pacific Northwest and cleanup and reconstruction in Pisco, Peru, after the massive earthquake there in 2007.

Price became the first environmental director for Burning Man, reflecting its Green Man theme last year.

One of the most notable projects to grow from that endeavor finally came into full bloom Dec. 18, 2007, when a 90-kilowatt solar array — some of which was used to power the eponymous Man at last year’s event — was placed in the town of Gerlach, Nev., as a donation to the Washoe County School District.

It will give the school free, clean power for the next 25 years, saving the district about $20,000 annually — money that can surely be put to better use than paying for fossil fuels.

The project was a joint venture between venture capital firm MMA Renewable Ventures (which put up the money), Sierra Pacific Power (which offered a substantial rebate for the project), and the Price-led burners who donated their labor.

"MMA put up the money, and the rebate from the utility paid back almost all of it, with the difference made up by Burning Man and its volunteers," Price said.

Price said 10 volunteers — including Eli Lyon, Matt Deluge, and Richard Scott, who were in Pearlington, Miss., with us — worked eight hours per day for 51 days to do the work that made the project pencil out.

Matt Cheney, CEO of MMA Renewable Ventures and a resident of Potrero Hill, said he approached people he knew at Burning Man a year ago, wanting to help the event’s new green goals. "One of the simplest ways to do it was to green up the Man with solar," he said.

Price helped guide the project past the anticorporate sentiments of burners. "A lot of people were afraid that Green Man would spell the end of Burning Man because there was corporate participation," Price said.

Instead, this creative partnership has become a model for the future and a job for Price, who is now executive director of the new nonprofit Black Rock Solar, which aims to replicate the Gerlach project at schools, hospitals, and other public institutions in Nevada and other states.

"We’re taking fiscal capital and social capital and combining them in a way that’s really never been done before," Price said.

John Hargrove, who runs the rebate program for Sierra Pacific Power, agrees the burners have created an entirely new model.

"They’re able to do installations that wouldn’t get done otherwise," Hargrove told the Guardian. "Clearly, they are donating a tremendous value to the project. The Burning Man, Black Rock Solar people are very unique. They’re not in it to make money."

Yet the model they’ve created allows capitalists to make money, albeit at lower returns, by tapping into a universal sense of goodwill and a desire to save the planet.

"We call this not-for-profit work. We’re operating on metrics where we don’t have to make our typical returns," Cheney said, noting that the price points for this project were about 25 percent lower than for a typical big solar project. And he thinks the undeniable public benefits of projects like this will attract more support from powerful players in the public and private sectors.

"It was the right moment in time to do something like this," Cheney said. "It’s one of those good ideas that happened at the right time and has taken on a life of its own."
