SONIC REDUCER ‘Tis the season to max out with shopping merriment, and San Francisco still being a record-picking spot of worldwide renown, it’s bittersweet to flip through this year’s handsome UK gifty-paperback, Old Rare New: The Independent Record Shop (Black Dog), and spy the "hi-de-ho"-ing Cab Calloway logo of the late, lamented Village Music in Mill Valley. Such an overflowing vinyl goldmine till it shuttered last year — another victim of high rents and a wildly fluctuating music marketplace. The book is far from perfect: was Amoeba Music ever called Amoeba Records, and why isn’t Grooves listed in the US store directory?

But Old Rare New has its heart in the right place in its offhand celebration of brick ‘n’ mortar music trolling, filled out with short Q&As with collector-head artists like Chan Marshall, Quiet Village’s Joel Martin, and Cherrystones’ Gareth Goddard. It’s refreshing to get an eyeball of Byron Coley’s contrarian ‘tude: if independent music stores are going bye-bye, he writes, "Don’t blame me or my record scum buddies. We’re still as idiotically interested in fetishizing vinyl product as we ever were, but we’re all getting goddamned old, and we’re not being replaced in a fast and timely manner."

Nonetheless, it’s sad to see Open Mind Music in the US store directory, still listed at 342 Divisadero even though owner Henry Wimmer closed that locale long ago, reopened at 2150 Market, and then — argh! — closed that storefront at the end of October to concentrate on online sales (a small Open Mind record enclave, however, remains within the collective-run Other Shop II at 327 Divisadero). Also not listed — and why not with such reissue jewels as Brigitte Fontaine and Areski Belkacem’s L’Incendie (Byg, 1974) and Humble Pie’s Town and Country (Immediate, 1969)? — is Streetlight Records in Noe Valley, set to close on Jan. 31.

Codgers in the know will recall the days when Aquarius sat a few doors down from Streetlight, making the spot a twofer destination for serious LP trawling. Streetlight took up the indie and avant slack in the area when Aquarius moved to Valencia Street: amid its substantial vinyl selection, you can dig up Les Georges Leningrad’s Deux Hot Dogs Moutarde Chou (Les Records Coco Cognac, 2002) on red vinyl and TITS’ and Leopard Leg’s estrogen-athon split-LP Throughout the Ages (Upset the Rhythm, 2006). Deals can be had with the 10 percent-off-everything sale that kicked off on Black Friday.

The ever-increasing gentrification of the street — the mob in front of Starbucks was nutty on a recent Sunday morn — has definitely had an impact on the shop, according to manager Sunlight Weismehl, who has worked at the 32-year-old flagship store for more than two decades. "I believe over the years the area has become a destination for high-end houses," he says, "and the artists and working class have been pushed aside as they have in many neighborhoods. Because of that we don’t get as many people coming in during the day." The San Jose and Santa Cruz Streetlights are doing fine, and the Streetlight at Market and Castro reaps the benefit of better foot traffic.

One twist concerning the 24th Street store’s demise: Streetlight isn’t getting kicked out by greedy out-of-town landlords — they’re closing themselves down. Streetlight owner Robert Fallon owns the Noe Valley shop’s building. "I believe he feels that the rent in the neighborhood is higher than what we’re paying," explains Weismehl.

In an effort to stay afloat and pay its way, the manager says the store tried to "touch on everything. We certainly tried to have strong international, jazz, and roots sections and to try to serve the neighborhood as much as possible. Half crazy obscure things and half whatever the neighborhood is looking for."

And Noe Valley music mavens have reacted in kind. "We’ve been getting a lot of responses ranging from writing letters to the owner to just saying they’ll be sad when we’re gone. Some say it’s the last thing they came down to the street for," Weismehl says, adding that with Real Foods gone and the neighboring video store closed, "it’s a question of how much [the remaining] shops serve the neighborhood." Not to mention the fact that there’s one less accommodating spot that will keep on a touring musician: Weismehl recalls such staffers as Rova’s Bruce Ackley, Comets on Fire’s Noel Harmonson, Sebadoh’s and Everest’s Russ Pollard, and Unwritten Law’s Pat Kim. And after Jan. 31? I’m going to have borrow a baby stroller to feel even remotely at home in the hood.

I was out of town the day Tom Ammiano appeared at his final meeting as a San Francisco supervisor. Too bad; I would have gone, no matter how busy I was, just to be a part of history.

I know that sounds silly. The Barack Obama inauguration will be part of history. The election of Harvey Milk was part of history. Ammiano’s last day? Hey, the guy’s moving on to Sacramento. Take a bow, everyone says thanks, and another local politician takes another political job. History?

Well, yeah, actually. Because when the history of progressive politics is written in this town (and I hope some other poor sucker takes on that job so I don’t have to) Tom Ammiano will go down as a central figure in the movement that turned San Francisco around.

It’s worth noting that the movie Milk, celebrating the life of the gay pioneer, opened around the same time Ammiano was clearing out his City Hall office. The connection goes deeper than the fact that they were both queer men fighting for basic human rights and dignity at a time when that was a huge uphill struggle.

Milk was part of an urban movement that came out of the 1960s and came of age in the 1970s that sought to wrest control of San Francisco from a cadre of military and big business leaders who had been running it since World War II. The agenda of the crew that we collectively refer to as "downtown" was turning the sleepy port city of the 1930s into the financial headquarters for Pacific Rim trade. They wanted San Francisco to be another Manhattan; they laid plans, they put the machinery in place — and they never asked the people who lived here whether that was the future we wanted.

Because all that downtown development meant higher rents, more evictions, gentrification, budget deficits, too many cars, the death of small businesses … and by the mid-1970s, the activists had figured out how to fight back. It started with electing supervisors by district so that big money didn’t always carry the day.

Milk was elected supervisor as part of the progressive push that put George Moscone in the Mayor’s Office. And if Moscone and Milk had lived, it’s possible that the tide could have turned right then. But the assassinations derailed district elections, turned the city back over to downtown, and sentenced the San Francisco left to more than 20 years of tough political dark ages.

Ammiano got elected in that era, when the developers called all the shots, when tenants and environmentalists and neighborhood people were lucky to get two or three votes on the Board of Supervisors. His pro-tenant and anti-development proposals never even reached the desks of mayors who would have vetoed them anyway.

But he didn’t give up, and in 1999, in the bleak days of the dot-com boom, he took on a long-shot campaign for mayor that, in one six-week period, reenergized the San Francisco left. With his help, district elections came back; and with his leadership, a decidedly progressive board took office in 2001. Living wage, sick pay, universal health care, bike plans, real estate transfer taxes, tenant protections … these are all products of that change.

Ammiano was an odd sort of leader, someone with a sense of humor who didn’t take himself anywhere near seriously enough. He would be the first to credit the movement, not the man — and he’d be right. But when we needed him, he was there.

Immortal Technique

PREVIEW Peruvian-born, Harlem-raised rapper Immortal Technique, né Felipe Coronel, long ago broke with the TRL mold of spitting about bitches and ho’s, instead looking to the roots of hip-hop with his politically minded tracks.

On his third full-length, The 3rd World (Viper), he covers such topics as the gentrification of his Harlem hood and corruption in the music industry. The opener establishes him as a renegade in the rap world where it’s common to have an intro — be it the sound of bullets blasting or a slutty skit. Instead, the "Death March" is a forceful, beat-driven anthem that introduces its characters (Immortal Technique and DJ Green Lantern), dedicates the album (to the people of Latin American nations that have been tampered with by this country), and sets the stage for what is to come next (urban/guerrilla warfare and an album about it).

"Open Your Eyes" looks at the life of immigrants who are promised a better life in the states but come to realize that "privatization and electricity" do not equate to happiness, and explores the abuse of natural resources and indigenous peoples overseas. "Lick Shots," while not the strongest track on 3rd World with its annoying repeated refrain, goes for laughs with couplets like, "Marry a Muslim girl and fuck her five times a day / Every time right before we shower and pray." "Crimes of the Heart" gets slightly personal with an honest love story of a lonely two-timer "breaking hearts on the way to enlightenment," which Immortal Technique uses as a simile for an isolated republic. A little less narrative-bound but still hard-hitting and with a more polished production than Immortal Technique’s previous recordings, 3rd World offers hope for listeners who yearn for a return to music with a message. As the old adage goes, actions speak louder than words, and Immortal Technique remains true to his tunes with this concert for Afghanistan’s Children of War in partnership with Omeid International.

Barry Jenkins

Barry Jenkins’ Medicine for Melancholy was one of the biggest successes of this year’s San Francisco International Film Festival, but it almost didn’t happen.

"We shot the movie fast and thought maybe we could pass it around to friends," Jenkins says. "I started cutting it and said to myself, ‘This is really coming together. Fuck it, let’s try to get it into the San Francisco International Film Festival.’ I looked on the website and the deadline had already passed. But I’d stopped (San Francisco Film Society Executive Director) Graham Leggat coming out of the bathroom at another film festival — it was rude, you should never stop someone coming out of the bathroom — and he remembered me and gave my film a fair viewing. God bless him."

Medicine For Melancholy, Jenkins’ first feature, is a love story about Micah (Wyatt Cinach) and Jo (Tracey Heggins), two black San Franciscans who come together and fall apart over a 24-hour period. Race, displacement, and resentment play into their affair in surprising and subtle ways.

"I had the idea for this movie years ago," Jenkins says, "and I’d placed it in Chicago or New York City, but to me the city had to be a character. That could only be San Francisco. It would be silly for Micah to be so into Jo in New York or Chicago. [Meeting] Jo here makes him like an explorer in the Amazon who has come across an endangered species. He wants to run everything that’s happening, to him and the city, by her. If he would shut the fuck up, he could get the girl."

Though framed as a romance, Medicine tackles one of the most pressing — and overlooked — issues in San Francisco: black people, and the city’s lack thereof.

"Micah is based on this person I became after my first functional interracial relationship dissolved," Jenkins says. "When I moved to San Francisco, I was viewing the city through the prism of this relationship, living in this great, multi-culti San Francisco. When that relationship ended, San Francisco became a different place. There’s a great indie arts scene here, a great indie music scene, but they’re predominantly, if not entirely, white. You don’t consciously become aware of it until one day you look around and say, ‘Oh shit, I’m the Last Black Man on Earth!’

"The question became: Is there a place for me as a black man in San Francisco? Sure, there is. In LA, I couldn’t write for two years. I come to San Francisco and over the first eight months, I’d written five screenplays. One of which became my first film. But it seems like nothing can stem the tide of the migration of all people of a certain economic background — people who’ve had to leave San Francisco, and who are now commuting to keep the city beautiful for people who make tons of money.

"For a time, there was a proliferation of gentrification in San Francisco, but it is shifting to displacement, and not just displacement based on race, but displacement of anyone who cannot afford to live here. And I think the reason it has proliferated is because not enough folks have taken the city to task. There have been folks, like the Guardian, who write about this shit all the time, but a lot of folks have been afraid to speak out."

Board of Supervisors

District 1

ERIC MAR


The incumbent District 1 supervisor, Jake McGoldrick, likes to joke that he holds his seat only because Eric Mar’s house burned down eight years ago. Back then Mar, who has had a stellar career on the school board, decided to wait before seeking higher office.

But now McGoldrick — overall a good supervisor who was wrong on a few key votes — is termed out, and progressive San Francisco is pretty much unanimous in supporting Mar as his successor.

Mar, a soft-spoken San Francisco State University teacher, was a strong critic of former school superintendent Arlene Ackerman and a leader in the battle to get the somewhat dictatorial and autocratic administrator out of the district. He’s been a key part of the progressive majority that’s made substantial progress in improving the San Francisco public schools.

He’s a perfect candidate for District 1. He has strong ties to the district and its heavily Asian population. He’s a sensible progressive with solid stands on the key issues and a proven ability to get things done. He supports the affordable housing measure, Proposition B; the Clean Energy Act, Proposition H; and the major new revenue measures. He’s sensitive to tenant issues, understands the need for a profound new approach to affordable housing, and wants to solve the city’s structural budget problems with new revenue, not just cuts.

His chief opponent, Sue Lee, who works for the Chamber of Commerce, doesn’t support Prop. H and won’t even commit to supporting district elections. She ducked a lot of our questions and was either intentionally vague or really has no idea what she would do as a supervisor. She’s no choice for the district, and we found no other credible candidates worthy of our endorsement. Vote for Eric Mar.

District 3

The danger in this district is Joe Alioto. He’s smooth, he’s slick, he’s well funded — and he would be a disaster for San Francisco. Make no mistake about it, Alioto is the candidate of downtown — and thanks to his famous name and wads of big-business cash, he’s a serious contender.

Two progressive candidates have a chance at winning this seat and keeping Alioto off the board. David Chiu is a member of the Small Business Commission (SBC) and the Democratic County Central Committee (DCCC) and is a former civil rights lawyer who now manages a company that sells campaign software. Denise McCarthy ran the Telegraph Hill Neighborhood Center for 25 years and spent 7 years on the Port Commission.

Tony Gantner, a retired lawyer, is also in the race, although he is running well behind the others in the polls.

We have concerns about all the candidates. Chiu has a solid progressive record as a commissioner and committee member: He was one of only two SBC members who supported the living-wage ordinance and Sup. Tom Ammiano’s city health care plan. He backed Sup. Aaron Peskin, his political mentor, for chair of the DCCC. He backs Prop. H, supports the two revenue measures and the affordable-housing fund, and wants to give local small businesses a leg up in winning city contracts. He has some creative ideas about housing, including a community stabilization fee on new development.

He’s also a partner in a company that received $143,000 last year from PG&E and that has worked with Republicans and some nasty business interests.

Chiu says he doesn’t get to call all the shots at Grassroots Enterprises, which he cofounded. He describes the firm as a software-licensing operation, which isn’t exactly true — the company’s own Web site brags about its ability to offer broad-based political consulting and communication services.

But Chiu vowed to resign from the company if elected, and given his strong record on progressive issues, we’re willing to take a chance on him.

McCarthy has a long history in the neighborhood, and we like her community perspective. She supports Prop. H and the affordable-housing measure. She’s a little weak on key issues like the city budget — she told us she "hadn’t been fully briefed," although the budget is a public document and the debate over closing a massive structural deficit ought to be a central part of any supervisorial campaign. And while she said there "have to be some new taxes," she was very vague on where new revenue would come from and what specifically she would be willing to cut. She supported Gavin Newsom for mayor in 2003 and told us she doesn’t think that was a bad decision. It was. But she has by far the strongest community ties of any candidate in District 3. She’s accessible (even listing her home phone number in her campaign material), and after her years on the Port Commission, she understands land-use issues.

Gantner has been a supporter of the Clean Energy Act from the start and showed up for the early organizing meetings. He has the support of the Sierra Club and San Francisco Tomorrow and talks a lot about neighborhood beatification. But we’re a little nervous about his law-and-order positions, particularly his desire to crack down on fairs and festivals and his strong insistence that club promoters are responsible for all the problems on the streets.

But in the end, Chiu, McCarthy, and Gantner are all acceptable candidates, and Joe Alioto is not. Fill your slate with these three.

District 4

DAVE FERGUSON


What a mess.

We acknowledge that this is one of the more conservative districts in the city. But the incumbent, Carmen Chu, and her main opponent, Ron Dudum, are terrible disappointments.

It’s possible to be a principled conservative in San Francisco and still win progressive respect. We often disagreed over the years with Quentin Kopp, the former supervisor, state senator, and judge, but we never doubted his independence, sincerity, or political skills. Sean Elsbernd, who represents District 7, is wrong on most of the key issues, but he presents intelligent arguments, is willing to listen, and isn’t simply a blind loyalist of the mayor.

Chu has none of those redeeming qualities. She ducks questions, waffles on issues, and shows that she’s willing to do whatever the powerful interests want. When PG&E needed a front person to carry the torch against the Clean Energy Act, Chu was all too willing: she gave the corrupt utility permission to use her name and face on campaign flyers, signed on to a statement written by PG&E’s political flak, and permanently disgraced herself. She says that most of the problems in the city budget should be addressed with cuts, particularly cuts in public health and public works, but she was unable to offer any specifics. She refused to support the measure increasing the transfer tax on property sales of more than $5 million, saying that she didn’t want to create "a disincentive to those sales taking place." We asked her if she had ever disagreed with Newsom, who appointed her, and she could point to only two examples: she opposed his efforts to limit cigarette sales in pharmacies, and she opposed Saturday road closures in Golden Gate Park. In other words, the only times she doesn’t march in lockstep with the mayor is when Newsom actually does something somewhat progressive. We can’t possibly endorse her.

Dudum, who ran a small business and tried for this office two years ago, continues to baffle us. He won’t take a position on anything. Actually, that’s not true — he’s opposed to the Clean Energy Act. Other than that, it’s impossible to figure out where he stands on anything or what he would do to address any of the city’s problems. (An example: When we asked him what to do about the illegal second units that have proliferated in the district, he said he’d solve the problem in two years. How? He couldn’t say.) We like Dudum’s small-business sentiments and his independence, but until he’s willing to take some stands and offer some solutions, we can’t support him.

Which leaves Dave Ferguson.

Ferguson is a public school teacher with little political experience. He’s a landlord, and not terribly good on tenant issues (he said he supported rent control when he was a renter, but now that he owns a four-unit building, he’s changed his mind). But he supports Prop. H, supports Prop. B, supports the revenue measures, and has a neighborhood sensibility. Ferguson is a long shot, but he’s the only candidate who made anything approaching a case for our endorsement.

District 5

ROSS MIRKARIMI


Mirkarimi won this seat four years ago after a heated race in a crowded field, and he’s quickly emerged as one of the city’s most promising progressive leaders. He understands that a district supervisor needs to take on tough citywide issues (he’s the lead author of the Clean Energy Act and won a surprisingly tough battle to ban plastic bags in big supermarkets) as well as dealing with neighborhood concerns. Mirkarimi helped soften a terrible plan for developing the old UC Extension site and fought hard to save John Swett School from closure.

But the area in which he’s most distinguished himself is preventing violent crime — something progressives have traditionally had trouble with. Four years ago, District 5 was plagued with terrible violence: murders took place with impunity, the police seemed unable to respond, and the African American community was both furious and terrified. Mirkarimi took the problem on with energy and creativity, demanding (and winning, despite mayoral vetoes) police foot patrols and community policing. Thanks to his leadership, violent crime is down significantly in the district — and the left in San Francisco has started to develop a progressive agenda for the crime problem.

He has no serious opposition, and richly deserves reelection.

District 7

SEAN ELSBERND


We rarely see eye to eye with the District 7 incumbent. He’s on the wrong side of most of the key votes on the board. He’s opposing the affordable housing measure, Prop. B. He’s opposed to the Clean Energy Act, Prop. H. It’s annoying to see someone who presents himself as a neighborhood supervisor siding with PG&E and downtown over and over again.

But Elsbernd is smart and consistent. He’s a fiscal conservative with enough integrity that he isn’t always a call-up vote for the mayor. He’s accessible to his constituents and willing to engage with people who disagree with him. The progressives on the board don’t like the way he votes — but they respect his intelligence and credibility.

Unlike many of the candidates this year, Elsbernd seems to understand the basic structural problem with the city budget, and he realizes that the deficit can’t be reduced just with spending cuts. He’s never going to be a progressive vote, but this conservative district could do worse.

District 9

3. MARK SANCHEZ


The race to succeed Tom Ammiano, who served this district with distinction and is now headed for the State Legislature, is a case study in the advantages of district elections and ranked-choice voting. Three strong progressive candidates are running, and the Mission–Bernal Heights area would be well served by any of them. So far, the candidates have behaved well, mostly talking about their own strengths and not trashing their opponents.

The choice was tough for us — we like David Campos, Eric Quezada, and Mark Sanchez, and we’d be pleased to see any of them in City Hall. It’s the kind of problem we wish other districts faced: District 9 will almost certainly wind up with one of these three stellar candidates. All three are Latinos with a strong commitment to immigrant rights. All three have strong ties to the neighborhoods. Two are openly gay, and one is a parent. All three have endorsements from strong progressive political leaders and groups. All three have significant political and policy experience and have proven themselves accessible and accountable.

And since it’s almost inconceivable that any of the three will collect more than half of the first-place votes, the second-place and third-place tallies will be critical.

Campos, a member of the Police Commission and former school district general counsel, arrived in the United States as an undocumented immigrant at 14. He made it to Stanford University and Harvard Law School and has worked as a deputy city attorney (who helped the city sue PG&E) and as a school district lawyer. He’s been a progressive on the Police Commission, pushing for better citizen oversight and professional police practices. To his credit, he’s stood up to (and often infuriated) the Police Officers’ Association, which is often a foe of reform.

Campos doesn’t have extensive background in land-use issues, but he has good instincts. He told us he’s convinced that developers can be forced to provide as much as 50 percent affordable housing, and he thinks the Eastern Neighborhoods Plan lacks adequate low-cost units. He supports the revenue measures on the ballot and wants to see big business paying a fair share of the tax burden. He argues persuasively that crime has to become a progressive issue, and focuses on root causes rather than punitive programs. Campos has shown political courage in key votes — he supported Theresa Sparks for Police Commission president, a move that caused Louise Renne, the other contender, to storm out of the room in a fit of cursing. He backed Aaron Peskin for Democratic Party chair despite immense pressure to go with his personal friend Scott Weiner. Ammiano argues that Campos has the right qualities to serve on the board — particularly the ability to get six votes for legislation — and we agree.

Eric Quezada has spent his entire adult life fighting gentrification and displacement in the Mission. He’s worked at nonprofit affordable-housing providers, currently runs a homeless program, and was a cofounder of the Mission Anti-Displacement Coalition. Although he’s never held public office, he has far more experience with the pivotal issues of housing and land use than the other two progressive candidates.

Quezada has the support of Sup. Chris Daly (although he doesn’t have Daly’s temper; he’s a soft-spoken person more prone to civil discussion than fiery rhetoric). If elected, he would carry on Daly’s tradition of using his office not just for legislation but also as an organizing center for progressive movements. He’s not as experienced in budget issues and was a little vague about how to solve the city’s structural deficit, but he would also make an excellent supervisor.

Mark Sanchez, the only Green Party member of the three, is a grade-school teacher who has done a tremendous job as president of the San Francisco school board. He’s helped turn that panel from a fractious and often paralyzed political mess into a strong, functioning operation that just hired a top-notch new superintendent. He vows to continue as an education advocate on the Board of Supervisors.

He told us he thinks he can be effective by building coalitions; he already has a good working relationship with Newsom. He’s managed a $500 million budget and has good ideas on both the revenue and the spending side — he thinks too much money goes to programs like golf courses, the symphony, and the opera, whose clients can afford to cover more of the cost themselves. He wants a downtown congestion fee and would turn Market Street into a pedestrian mall. Like Campos, he would need some education on land-use issues (and we’re distressed that he supports Newsom’s Community Justice Center), but he has all the right political instincts. He has the strong support of Sup. Ross Mirkarimi. We would be pleased to see him on the Board of Supervisors.

We’ve ranked our choices in the order we think best reflects the needs of the district and the city. But we also recognize that the progressive community is split here (SEIU Local 1021 endorsed all three, with no ranking), and we have nothing bad to say about any of these three contenders. The important thing is that one of them win; vote for Campos, Quezada, and Sanchez — in that order, or in whatever order makes sense for you. Just vote for all three.

This is one of those swing districts where either a progressive or a moderate could win. The incumbent, Gerardo Sandoval, who had good moments and not-so-good moments but was generally in the progressive camp, is termed out and running for judge.

The strongest and best candidate to succeed him is John Avalos. There are two other credible contenders, Randy Knox and Julio Ramos — and one serious disaster, Ahsha Safai.

Avalos has a long history of public-interest work. He’s worked for Coleman Advocates for Children and Youth, for the Justice for Janitors campaign, and as an aide to Sup. Chris Daly. Since Daly has served on the Budget Committee, and at one point chaired it, Avalos has far more familiarity with the city budget than any of the other candidates. He understands that the city needs major structural reforms in how revenue is collected, and he’s full of new revenue ideas. Among other things, he suggests that the city work with San Mateo County to create a regional park district that could get state funds (and could turn McLaren Park into a destination spot).

He has a good perspective on crime (he supports community policing along with more police accountability) and wants to put resources into outreach for kids who are at risk for gang activity. He was the staff person who wrote Daly’s 2006 violence prevention plan. He wants to see more affordable housing and fewer luxury condos in the eastern neighborhoods and supports a congestion fee for downtown. With his experience both at City Hall and in community-based organizations, Avalos is the clear choice for this seat.

Randy Knox, a criminal defense lawyer and former member of the Board of Appeals, describes himself as "the other progressive candidate." He supports Prop. H and the affordable-housing fund. He links the crime problem to the fact that the police don’t have strong ties to the community, and wants to look for financial incentives to encourage cops to live in the city. He wants to roll back parking meter rates and reduce the cost of parking tickets in the neighborhoods, which is a populist stand — but that money goes to Muni, and he’s not sure how to replace it. He does support a downtown congestion fee.

Knox wasn’t exactly an anti-developer stalwart on the Board of Appeals, but we’ll endorse him in the second slot.

Julio Ramos has been one of the better members of a terrible community college board. He’s occasionally spoken up against corruption and has been mostly allied with the board’s progressive minority. He wants to build teacher and student housing on the reservoir adjacent to City College. He suggests that the city create mortgage assistance programs and help people who are facing foreclosure. He suggests raising the hotel tax to bring in more money. He supports public power and worked at the California Public Utilities Commission’s Division of Ratepayer Advocates, where he tangled with PG&E.

We’re backing three candidates in this district in part because it’s critical that Safai, the candidate of Mayor Newsom, downtown, and the landlords, doesn’t get elected. Safai (who refused to meet with our editorial board) is cynically using JROTC as a wedge against the progressives, even though the Board of Supervisors does not have, and will never have, a role in deciding the future of that program. He needs to be defeated, and the best way to do that is to vote for Avalos, Knox, and Ramos.

Two of the stalwart progressive leaders on the San Francisco School Board — Mark Sanchez and Eric Mar — are stepping down to run for supervisor. That’s a huge loss, since Mar and Sanchez were instrumental in getting rid of the autocratic Arlene Ackerman, replacing her with a strong new leader and ending years of acrimony on the board. The schools are improving dramatically — this year, for the first time in ages, enrollment in kindergarten actually went up. It’s important that the progressive policies Mar and Sanchez promoted continue.

Sandra Fewer is almost everyone’s first choice for the board. A parent who sent three kids to the San Francisco public schools, she’s done an almost unbelievable amount of volunteer work, serving as a PTA president for 12 terms. She currently works as education policy director at Coleman Advocates for Children and Youth. She knows the district, she knows the community, she’s full of energy and ideas, and she has the support of seven members of the Board of Supervisors and five of the seven current school board members.

Fewer supports the new superintendent and agrees that the public schools are getting better, but she’s not afraid to point out the problems and failures: She notes that other districts with less money are doing better. She wants to make the enrollment process more accessible to working parents and told us that race ought to be used as a factor in enrollment if that will help desegregate the schools and address the achievement gap. She’s against JROTC in the schools.

We’re a little concerned that Fewer talks about using district real estate as a revenue source — selling public property is always a bad idea. But she’s a great candidate and we’re happy to endorse her.

Norman Yee, the only incumbent we’re endorsing, has been something of a mediator and a calming influence on an often-contentious board. He helped push for the 2006 facilities bond and the parcel tax to improve teacher pay. He’s helped raise $1 million from foundations for prekindergarten programs. He suggests that the district take the radical (and probably necessary) step of suing the state to demand adequate funding for education. Although he was under considerable pressure to support JROTC, he stood with the progressives to end the military program. He deserves another term.

Barbara "Bobbi" Lopez got into the race late and has been playing catch-up. She’s missed some key endorsements and has problems with accessibility. But she impressed us with her energy and her work with low-income parents. A former legal support worker at La Raza Centro Legal, she’s now an organizer at the Tenderloin Housing Clinic, working with immigrant parents. She’s fought to get subsidized Muni fares for SFUSD students. Her focus is on parent involvement — and while everyone talks about bringing parents, particularly low-income and immigrant parents, more directly into the education process, Lopez has direct experience in the area.

Kimberly Wicoff has a Stanford MBA, and you can tell — she talks in a sort of business-speak with lots of reference to "outcomes." She has no kids. But she’s currently working with a nonprofit that helps low-income families in Visitacion Valley and Hunters Point, and we liked her clearheaded approach to the achievement gap. Wicoff is a fan of what she calls community schools; she thinks a "great school in every neighborhood" can go a long way to solving the lingering issues around the enrollment process. That’s a bit of an ambitious goal, and we’re concerned about any move toward neighborhood schools that leads to resegregation. But Wicoff, who has the support of both Mark Sanchez and Mayor Newsom, brings a fresh problem-solving approach that we found appealing. And unlike Newsom, she’s against JROTC.

Jill Wynns, who has been on the board since 1992, has had a distinguished career, and we will never forget her leadership in the battle against privatizing public schools. But she was a supporter of former superintendent Ackerman even when Ackerman was trampling on open-government laws and intimidating students, parents, and staff critics, and she supports JROTC. It’s time for some new blood.

Rachel Norton, a parent and an advocate for special-education kids, has run an appealing campaign, but her support for the save-JROTC ballot measure disqualified her for our endorsement.

As a footnote: H. Brown, a blogger who can be a bit politically unhinged, has no business on the school board and we’re not really sure why he’s running. But he offered an interesting idea that has some merit: he suggests that the city offer free Muni passes and free parking to anyone who will volunteer to mentor an at-risk SFUSD student. Why not?

There are four seats up for the seven-member panel that oversees the San Francisco Community College District, and we could only find three who merit endorsement. That’s a sad statement: City College is a local treasure, and it’s been badly run for years. The last chancellor, Phil Day, left under a cloud of corruption; under his administration, money was diverted from public coffers into a political campaign. The current board took bond money that the voters had earmarked for a performing arts center and shifted it to a gym — then found out that there wasn’t enough money in the operating budget to maintain the lavish facility. It’s a mess out there, and it needs to be cleaned up.

Fortunately, there are three strong candidates, and if they all win, the reformers will have a majority on the board.

Milton Marks is the only incumbent we’re supporting. He’s been one of the few board members willing to criticize the administration. He supports a sunshine policy for the district and believes the board needs to hold the chancellor accountable (that ought to be a basic principle of district governance, but at City College, it isn’t). He wants to push closer relations with the school board. He actually pays attention to the college budget and tries to make sure the money is spent the right way. He is pushing to reform the budget process to allow more openness and accountability.

Chris Jackson, a policy analyst at the San Francisco Labor Council, is full of energy and ideas. He wants to create an outreach center for City College at the public high schools. He also understands that the college district has done a terrible job working with neighborhoods and is calling for a comprehensive planning process. He understands the problems with the gym and the way the board shuffles money around, and he is committed to a more transparent budget process.

Jackson is also pushing to better use City College for workforce development, particularly in the biotech field, where a lot of the city’s new jobs will be created.

Jackson was president of the Associated Students at San Francisco State University, has been a member of the Youth Commission, and worked with Young Workers United on the city’s minimum-wage law. His experience, energy, and ideas make him an ideal candidate.

Bruce Wolfe attended City College after a workplace injury and served on the Associate Students Council. He knows both the good (City College has one of the best disability service programs in the state) and the bad (the school keeps issuing bonds to build facilities but doesn’t have the staff to keep them running). As a former member of the San Francisco Sunshine Ordinance Task Force, Wolfe is a strong advocate for open government, something desperately needed at the college district. He told us he thinks the college should agree to abide by the San Francisco Planning Code and is calling for a permanent inspector general to monitor administration practices and spending. He wants City College to start building housing for students. He has direct experience with the district and great ideas for improving it, and we’re happy to endorse him.

Incumbents Rodel Rodis and Natalie Berg are running for reelection; both have been a key part of the problem at City College, and we can’t endorse either of them. Steve Ngo, a civil rights lawyer, has the support of the Democratic Party, but we weren’t impressed by his candidacy. And he told us he opposes the Clean Energy Act.

Vote for Marks, Jackson, and Wolfe.

BART Board of Directors

With rising gasoline prices, congested roadways, and global warming, it’s now more important than ever to have an engaged and knowledgeable BART board that is willing to reform a system that effectively has San Francisco users subsidizing everyone else. That means developing a fare structure in which short trips within San Francisco or the East Bay urban centers are cheaper and longer trips are a bit more expensive. BART should also do away with free parking, which favors suburban drivers (who tend to be wealthier) over urban cyclists and pedestrians. San Francisco’s aging stations should then get the accessibility and amenity improvements they need—and at some point the board can even fund the late-night service that is long overdue. There are two candidates most capable of meeting these challenges:

LYNETTE SWEET


This district straddles San Francisco and the East Bay, and it’s crucial that San Francisco—which controls just three of the nine seats—retain its representative here. We would like to see Lynette Sweet more forcefully represent the interests of riders from San Francisco and support needed reforms such as civilian oversight of BART police. But she has a strong history of public service in San Francisco (having served on San Francisco’s taxi and redevelopment commissions before joining the BART board in 2003), and we’ll endorse her.

TOM RADULOVICH


Tom Radulovich is someone we’d love to clone and have run for every seat on the BART board, and perhaps every other transportation agency in the Bay Area. He’s smart and progressive, and he works hard to understand the complex problems facing our regional transportation system and then to develop and advocate for creative solutions. As executive director of the nonprofit Livable City, Radulovich is a leader of San Francisco’s alternative transportation brain trust, widely respected for walking the walk (and biking the bike—he doesn’t own a car) and setting an example for how to live and grow in the sustainable way this city and country needs.

“Istanbul-Berkeley”

REVIEW When veteran Istanbulite Orhan Pamuk received the Nobel Prize in literature two years ago, the committee complimented his "quest for the melancholic soul of his native city." Melancholic? The world’s third largest city has one big, melancholic soul? I think Pamuk, of all people, would disagree. The 10th International Istanbul Biennial, which was curated by über-busy San Francisco Art Institute faculty member Hou Hanru in 2007, took a more caustic if not realistic theme: "Not Only Possible, But Also Necessary: Optimism in the Age of Global War." The organizers of the "Orienting Istanbul" conference at Berkeley this week have produced a truly interdisciplinary (and free to the public) conference that cuts through the jargon and confronts big ideas head-on. Nonetheless, I’m glad they snuck in some actual art, including "Istanbul-Berkeley," Hanru’s selection of video works from the biennial.

Much of Hanru’s curatorial work has focused on urbanization and living, breathing cities. The chosen videos do not disappoint. They address spatiality in radically different ways. Sulukule, the oldest Roma neighborhood in Turkey, has recently been subject to changes alternately referred to as "urban renewal" and "forced gentrification." Wong Hoy-Cheong involved his subjects — Roma children — in the production of Darling Sulukule, Please Sulukule (2007), creating a hyperrealism caught between a flashback to childhood and a dream of the future. Emre Hüner’s textural Panopticon (2007) has a healthy tinge of mysticism, making it a good balance to the disorienting Boumont (2006), also by Hüner. Taking interpretation of urban life beyond Istanbul, Cities of Production (2006), by MAP Office (www.map-office.com), the thrilling collaboration between architect-artists Laurent Gutierrez and Valérie Portefaix, brings a startling sense of playfulness to factory life in Hong Kong and the Pearl River Delta.

Fall arts resolution No. 1: have no faith in leaders. Obummer and McPain will only disappoint, or worse. (Probably worse.) If faith you must ooze, kindly direct it toward people who really care about you and have your interests at heart. Why did Gore Vidal write his play The Best Man (1960), for instance? Most likely it wasn’t to get elected (though he did try). And Frank Wedekind was even less enamored of the powers that be when he penned his way-pre-punk "tragedy of childhood," Spring Awakening, a late 19th-century cri de coeur against authority whose transition to Broadway and electric guitars has both an aptness and an irony going for it that might have amused old FW. As Tom Stoppard confirms, power is a compromised and compromising affair whatever side of history you happen to be on, but rock ‘n’ roll will save your soul. So will Teddy Pendergrass, for that matter, as soul-survivor and kinetic Philly memoirist Colman Domingo brilliantly attests. So this fall, remember who your real friends are. San Francisco Fringe Festival The mighty Exit Theatre turned 25 this year. The SF Fringe Festival, the annual small-theater smorgasbord the Exit serves up each fall, turns a sexy 17. Judging by this year’s lineup, that means stripped-down, butt-plugged, bare-bones, rock-hard, strap-on sexy.

A Boy and His Soul (Thick House) and A Bronx Tale (Golden Gate Theatre) If only it were a double bill. These two solo plays about growing up (in Philadelphia and the titular Bronx) take place on radically different Bay Area stages, and deal with radically different stages in the lives of what you might call radically different actors (Coleman Domingo and Chazz Palminteri, respectively). Both are masterful, and as long as you’re at it, throw in Carlo D’Amore’s own deft and hilarious family-centered solo, No Parole, coming to the Marsh in November (www.themarsh.org).

Scramble for Africa 3.0

Africa is not a monolith. Africa is not even Africa: the outsider bastardization kicked off in earnest when the Roman misnomer of a finite North African region was allowed to stand for the entire continent. However, for the West’s millennial hipsters currently emuutf8g such early adopters of 30 years ago — the oft-cited David Byrne and Brian Eno/Talking Heads, Paul Simon, Peter Gabriel, and the Police — the space formerly known as the Dark Continent has come to resemble the Golden Corral.

Vampire Weekend and other indie participants in the sonic Scramble for Africa 3.0 obviously see midcentury and postcolonial African pop culture as a cheap date, a provider of organic rock mystery where one can queue for heaping sides of hi-life, soukous, mbaqanga, mbalax, juju, rai, township jive, and Ténéré desert blues. La Présence Africaine is renewing rock ‘n’ roll — again. Striving ahead of the pale pack of black Yankee rockers is retired Nuer boy soldier Emmanuel Jal, justly a current press darling for his fine new second release, Warchild (Sonic 360).

Yet the acclaim for Jal has not outstripped the simultaneous giddiness and hand-wringing of a music press delighted by indie’s abrupt romance with African styles — hot on the heels of a new generation’s overlapping yen for English folk and Balkan gypsy sounds — but vaguely concerned about white exploitation of same, wagging fingers concerning musical "miscegenation." Race mixing yielded my family, cultural exchange has been the way of the world since antiquity, and as a critic whose mission involves exposing audiences to new sounds, I would never deny peoples’ enjoyment of genres seemingly beyond their ken. However, as Jal bitingly reminds us on Warchild‘s unabashed "Vagina," the rape of Africa — that blood-soaked project most essential to modernity — has gone down long enough.

Vampire Weekend, “A-Punk”

The problem with indie’s Karen Blixen close-up is that the transference of African mystery is going one-way — as usual. Vampire Weekend (XL) has sold 27,000 and counting and debuted on Billboard at no. 17, whereas, according to writer Robert Christgau in the New York Times, Sterns’ recent anthology encompassing the career of Congolese soukous master Tabu Ley Rochereau, The Voice of Lightness, has sold barely 9,000 copies.

Meanwhile, indie’s gone natives — including Mahjongg, the Dirty Projectors, Rafter, Yeasayer, and, from across the pond, Foals (Oxford), Courteeners (Manchester), and Suburban Kids with Biblical Names (Sweden) — seem to consider themselves smugly above postcolonial guilt (per DP’s Dave Longstreth) and the 1980s-vintage political correctness that plagued Simon and his apartheid-chic Graceland (Warner Bros., 1986). Vampire Weekend is good enough indie entertainment when you find Björk’s favorite Congolese likembé ensemble Konono No. 1 too repetitive and prefer songs about summertime splendor in the grass. But when Vampire Weekend’s unapologetically preppy white/white-ethnic musicians dub their music "Upper West Side Soweto" and seemingly aspire to come on like Brazzaville Beach Boyz — without any consciousness of such late 20th-century African titans or tyrants as Patrice Lumumba and Mobutu Sese Seko, respectively — it rankles this daughter of third world coalition builders raised in the ’70s and ’80s postcolonial era. Further, when Mahjongg’s Hunter Husar can tell Rhapsody’s Play blog that "to steal musically from another culture is to do a service to humanity," and "we don’t care about Africa any more than any other place," my everything-but-the-burden radar rings sharply.

Certainly there is energy around Africa on the independent music scene: black string band revivalists like Ebony Hillbillies have made the crossing back to West Africa in deep study of old-timey and country’s African ancestry. Funky Africa reissues are all the rage among crate-diggers: think Lagos Chop Up (Honest Jon’s, 2005), etc. And that Western-Kenyan summit Extra Golden was purposely omitted from the above indie roll call, for this multiracial quartet and their latest recording Hera Ma Nono (Thrill Jockey) suggest a way out of the cultural cul-de-sac their trendier fellows are already trapped in.

Further, the tug-of-war between disenfranchised folk of African descent who desired preservation of their mysteries and the white folks who possessed inchoate love for same has raged throughout modern times. As my friend Wendy Fonarow, author of Empire of Dirt: The Aesthetics and Rituals of British Indie Music (Wesleyan, 2006), recently told the UK Guardian: "There are interesting theories as to why rock ‘n’ roll happened when it did. There’s evidence to suggest Christianity, which exists as a missionising religion, had run out of ‘exotic others’ to missionise after the fall of colonialism. Therefore it was in their interests to get adolescents to act like heathens, so they had a supply of unconverted people to convert. So what we did was produce a heathen in our own midst to act out all the same things we’d accused other societies of doing."

Extra Golden promo for “Hera Ma Nono”

By Fonarow’s reckoning it would seem what Longstreth and company are up to is a necessary will to neotribalism, their recorded work a reversal of the detrimental European separation of mind and body. I would counter that these groups’ appropriation of African sounds is a means to the end of escaping the internally imposed authenticity rules of indie rock, a refutation of the linear trip between Greg Ginn and Kurt Cobain when their monoculture reduced them to the last of their race. Then again, options are at the heart of white privilege, as is the agency to cherry-pick from the non-Western bounty. It remains utterly disappointing that millennial musicians can quote Africana without making reference to kwassa kwassa‘s source in the Congo, where millions people have died, young boys mercilessly conscripted and countless women raped as tool of war, while their own blessings of Ivy League degrees and the lack of a draft amid a resurgence of American imperialism permit them a guilt-free stance toward postcolonial upheaval and their gentrification of longtime black neighborhoods. Vampire Weekend’s Brooklynites apparently see no irony in their song "Walcott": "Hyannisport is a ghetto / … Lobster’s claw is sharp as knives / Evil feasts on human lives."

Evil definitely feasts on human lives in the Congo, but evildoers are also harvesting bones in New York City, where the 50 bullets martyring Sean Bell’s body are currently being reduced to mere accident. LIT An interviewee in Grant Gee’s excellent 2007 documentary Joy Division posits that the gloomy Manchester band inverted punk’s initial "Fuck you!" to convey a more atmospheric and ultimately unsettling sentiment of "I’m fucked." If so, the contemporaneous No Wave bands from New York City melted down those two approaches to one primal howl. Spiritually indebted to punk but suspicious of the first wave’s rockist stance, the No Wavers pursued aggressive detachment and tongue-in-cheek dissonance with the all-in brio of performance artists.

With its loose aesthetic boundaries, abbreviated timeline, and incestuous collaborations, the No Wave years are ripe for the kind of anthropological studies offered by two recent illustrated histories, Marc Masters’ No Wave (Black Dog, 205 pages, $29.95) and Thurston Moore and Byron Coley’s No Wave: Post-Punk. Underground. New York 1976-1980 (Abrams Image).

No Wave’s bylines make for an unwieldy taxonomy: Rhys Chatam studied with LaMonte Young and Tony Conrad; Lydia Lunch was a teenage runaway; Arto Lindsey of DNA and Mark Cunningham and China Burg of Mars all met at Eckard College in St. Petersburg, Fla. Moore and Coley have the most fun with the movement’s eclecticism. A No Wave coffee-table book may be a paradox, but they cram a fantastic level of detail into a handsome spread. If you want to learn that the artist Jeff Wall suggested the name of Glenn Branca’s group Theoretical Girls, theirs is the tome for you. But Masters gets several broader trends right, like when he makes the crucial point that No Wave filmmakers like Beth and Scott B. were upsetting an established avant-garde just as much as No Wave’s musicians were troubling their punk godparents.

Both No Wave overviews go to pains to limit their sphere of focus, though one does wish to read a little more about the movement’s literary influences (William Burroughs, J.G. Ballard, William Gibson) and outliers (Lizzy Mercier Descloux, please). Likewise, it would help to learn how the same set of city blocks produced Lydia Lunch and Madonna, and what exactly Jean-Michel Basquiat was doing all those nights at the Mudd Club.

But what these books skimp on context, they make up for in their rich detailing of No Wave’s internal split between Lower East Side habitués and SoHo aesthetes. There’s no question that Glenn Branca has influenced as many Mogwais as James Chance has Liars, but at the time of the movement’s heyday, downtown NYC was contested terrain. Brian Eno’s 1978 folklorist survey No New York (Phantom) conspicuously ignored the more outwardly intellectual SoHo contingent, and one still senses the bruised egos in Branca’s stinging account: "We were doing music that was too similar to what [Eno] was thinking about," the composer explains, elsewhere fuming, "If those East Village bastards had ever come down to Barnabus [a Tribeca bar], they would have found … as much sex, drugs, and rock ‘n’ roll going on in our scene as theirs."

Never mind the bollocks, there’s one clear constant refrain in all the No Wave testimonies: gimme cheap rent. Robert Christgau is right when he muses that No Wave’s bundling of nihilism and self-righteousness was "symptomatic of formal exhaustion"; but beneath, one finds an obvious irony. Where the movement’s progenitors were reacting to a perceived state of endless urban decay, their actions have, in retrospective, taken shape as an essential pre-gentrification story. As with Weimar Germany, No Wave is compelling for what was — and for what followed.

For the last two years I have been trying to plant the term Afro-surreal into the collective unconscious. Unlike Afro-futurism, Afro-surrealism is about the present. In sound it conjures everything from Sun-Ra to Wu-Tang. In speech, it brings you Henry Dumas, Amie Cesaire, Samuel Delaney, and Darius James. In visual realms, the Afro-surreal ranges from Wifredo Lam to Kara Walker to Trenton Doyle Hancock. Afro-surreal stages are set for new productions of Jean Genet’s The Blacks (1959), George C. Wolfe’s The Colored Museum (1986) and Leroi Jones’ The Dutchman and The Slave (1964).

I’m always looking for an Afro-surreal movie. Maybe I’m the last of a dying breed.

The 10th San Francisco Black Film Festival (SFBFF), is billed as a bridge between worlds. But which worlds? Sirius and Earth? Black and other? Local and global? Oakland and San Francisco? San Francisco and itself? Dammit, they all apply.

Most of the SFBFF is taking place in the Fillmore District, and many sites are redevelopment showcases. Opening night at the Sundance Kabuki Cinema presents Nogozi Unwurah’s Shoot The Messenger (2006), a UK import about paranoia, self-loathing, love, and redemption. The after-party is at Rassales, so I might get a haircut and brush off the derby.

Yoshi’s Fillmore is hosting Donnie Betts’ Music Is My Life, Politics My Mistress: The Story of Oscar Brown Jr. (2005). Despite its connection to ongoing gentrification debates, the venue will be an apt and stylish location for a bio on Brown, an overlooked poet-singer-playwright-composer-social activist who penetrated the zeitgeist with his song "Forty Acres and a Mule." Certain other issues also spring to mind: The black derby again? The brown? Pin-striped wool pants and well-shined shoes, or suede boots?

The Melvin Van Peebles Awards Brunch (props to the festival for naming its short film award after the Afro-surreal mastermind behind 1971’s Sweet Sweetback’s Baadasssss Song) is taking place at 1300 Fillmore, which will also host a screening that includes the 2007 short film Lifted. Directed by Randall Dottin, it’s a magical realist piece about a dancer on the edge who finds herself on the wrong side of a subway platform, trapped by a spirit named "High John." The actors are great, which is just one reason why the supernatural story takes simplicity to the brink of facile schmaltziness without tottering over.

A housewife realizes she has superpowers in Chad Benton’s Women’s Work (2008), a warm, funny sitcom short with animation screening at the African American Art and Culture Complex. Around the same time, Yoshi’s is showing Nijla Mumin’s Fillmo (2008), a documentary about the gentrification currently taking place in the Fillmore. How’s that for mixed signals, homey?

Footsteps in Africa (2007), showing at the Museum of African Diaspora, is about the lives of the beautiful, mysterious, and enduring Taureg/Kai of Mali. These African nomads have survived thousands of years of drought, flood, and famine, and withstood acts of genocide. Director Kathi von Koeber’s portrait reveals the wisdom and strength of some of this planet’s greatest human survivors.

Considering the documented decline of black people in San Francisco, it’s a minor miracle that SFBFF continues to grow. Like MoAD, the festival is a testament to the artists and benefactors who’ve come to San Francisco, as well as to the aesthetes among SF’s native population. This year’s festival promises glimpses of vast black realities — the kind that appear to be diminishing locally, yet somehow still manage to thrive.

Hold out for Hunters Point

EDITORIAL In the late 1980s, Mayor Art Agnos put forward a plan for development at Mission Bay, which at that point was an underused plot of land that used to be a Southern Pacific railroad yard. He negotiated with the developer, Catellus Corp., and cut what he insisted was the best deal the city could possibly get. He insisted that any more demands — for, say, increased affordable housing — would have so damaged the project’s finances that nothing would ever be built.

Development opponents took the issue to the voters — and the mayor’s plan lost. Catellus promptly came back with a much sweeter deal.

It’s worth remembering that lesson, because next week voters will be faced with a stark choice for a massive Hunters Point–Bayview redevelopment plan. Mayor Gavin Newsom and his allies say the city has squeezed major concessions from the developer, Lennar Corp. The San Francisco Labor Council and two community groups have forced Lennar to sweeten the pot even more (see "Assessing the deal," page 11). At this point, the city’s supposed to have the best deal it can possibly get.

But with all due respect to the Labor Council, Association of Community Organizations for Reform Now (ACORN), and the San Francisco Organizing Project, it’s not good enough.

The battle — which is shaping up as a very close contest — involves dueling ballot measures Propositions G and F. Prop. G is the deal Newsom and Lennar are pushing; it would give the financially troubled developer the right to build 10,000 new housing units, office and retail space, and a new football stadium, along with 300 new acres of parks, in one of the city’s most economically depressed areas. Some of the new housing would be available at below-market rates. Prop. F raises the ante a big notch: it would require that half of all Lennar’s housing be available to people making less than the median area income, which is $75,000 for a family of four.

For the record, it’s worth noting that the new concessions labor got would never have happened if Sup. Chris Daly and a group of Bayview–Hunters Point activists hadn’t placed Prop. F on the ballot. In fact, organized labor wasn’t terribly involved in the redevelopment project until a couple of months ago. That’s when Lennar’s team of political consultants realized that they might be facing a shellacking at the ballot June 3.

The polls show that Prop. F is very popular — and for good reason. It’s a simple proposal that makes excellent intuitive and practical sense. As housing activist Calvin Welch likes to say, San Francisco doesn’t have a housing crisis — the city has an affordable-housing crisis. Multimillionaires don’t have trouble finding places to live. And unfortunately, much of the new housing being built in this city is targeted to the very rich: typical market-rate one-bedroom condos start at around $500,000 and soar quickly into the millions. The rest of the city is getting forced out, and the dramatic, profound gentrification is transforming San Francisco.

Even the city planning department recognizes what’s going on: the Housing Element of the city’s General Plan states that 64 percent — nearly two-thirds — of all new housing ought to be affordable.

But the vast majority of the residents of Bayview–Hunters Point could never afford the vast majority of the new housing units Lennar wants to build. Prop. F seeks to address the deep imbalance in the proposed housing mix.

Lennar is squealing, saying it can’t possibly make the project pencil out with that much affordable housing. The company’s political team pushed the Labor Council to side with them, and in exchange for endorsing G and opposing F, labor got some worthy goodies. The level of what Lennar calls affordable housing is now higher than 30 percent — but when you actually look at those numbers, only about half of the 30 percent is truly affordable to the neighborhood residents who face being forced out of town. There’s also a new job training program and a mandate that new businesses allow their staff to unionize through a simple card-check process (although the city would almost certainly mandate that anyway).

But the bottom line is that the deal labor cut doesn’t meet what ought to be the standard for all new housing in San Francisco. Even after all the concessions, roughly 70 percent of the new units will be available only to rich people. That’s not acceptable in a city that is rapidly losing its artists, writers, musicians, immigrants, students … just about everyone who makes San Francisco such an exciting place to live is now an endangered species. And labor’s deal fundamentally does nothing to change that.

Vote yes on F and no on G. And if Lennar won’t build enough affordable housing, let’s scrap this deal and find someone who will. *

The story seems simple. In the aftermath of a party, two 20-something San Franciscans wake up in bed together with no recollection of how they got there. They exchange names at a Noe Valley coffee shop and share a cab in cold silence with no attempt to reconnect. She leaves her wallet behind. He hunts her down online to return it. From there, they begin a convincing dance of seduction infused with excitement, disclosure, and tenderness. Micah (Wyatt Cinach) is immature, self-effacing, and strong, while Jo (Tracey Heggins) is confident, grown-up, and intense. What they learn about each other — and what the film reveals — is on par with any postmodern romance. Writer-director Barry Jenkins has created complex characters trying to negotiate simple feelings in a difficult world.

It’s always enriching to see talented artists at work. In mixing black and white with color to explore the relationship between setting and dialogue, director of photography James Laxton captures the sublime and gritty sides of San Francisco. The city he sees is the city we know. From the grassy lands of Noe Valley to the quiet hush of the Tenderloin at dawn, Laxton’s eye makes the nearly deserted SF that the two main characters inhabit lush, promising, and sinister.

Medicine for Melancholy is important because it spotlights the most overlooked aspect of SF’s changing face: black people, and the lack thereof. Micah and Jo are black and their race plays into the affair in surprising and subtle ways.

Jenkins has said that Medicine for Melancholy is "a simple, straightforward film that illuminates the modern complexities of living as a declining minority in America’s major cities." At the time Medicine for Melancholy was filmed, SF’s black population was 7 percent and dropping. As one of the remaining black people in SF, I know that black flight is a reality here. The self-evident gentrification and anti-black sentiment of the city play heavily into the dynamic of this movie’s couple: Micah doesn’t do SFMOMA; Jo hadn’t known that MoAD existed. Micah sees himself as black first and a man second. Jo refuses to define herself.

At Micah’s apartment, a poster with a 1962 quote from the Redevelopment Agency sparks a conversation. Jo wants to let go of the past. Micah, the native, sees the poster as relevant to Mission Bay.

"Why is everything that is ‘indie’ mean ‘not black?’" Micah asks at one point. Conversations like these have been going on among my dwindling number in San Francisco for too long. Until now, only we have heard them.

Tell people about Medicine for Melancholy. In the face of an impending cultural extinction and the potential loss of SF’s soul, this excellent movie is part of a necessary discussion.

Wait, wasn’t the primary election back in February? Yes, it was — in a way. The California Legislature, in an effort to make the state more relevant (that turned out well, didn’t it?) moved the presidential primary several months earlier this year but left the rest of the primary races, and some key initiatives, for the June 3 ballot. There’s a lot at stake here: three contested Legislative races, two judicial races, a measure that could end rent control in California … vote early and often. Our endorsements follow.

National races

Congress, District 6

LYNN WOOLSEY


It’s an irony that the congressional representative from Marin and Sonoma counties is far to the left of the representative from San Francisco, but Lynn Woolsey’s politics put Nancy Pelosi to shame. Woolsey was against the Iraq war from the start and the first member of Congress to demand that the troops come home, and she continues to speak out on the issue. At the same time, she’s also a strong advocate for injured veterans.

Woolsey, who once upon a time (many years ago) was on welfare herself, hasn’t forgotten what it’s like to have trouble making ends meet. She’s a leading voice against cuts in social service spending and is now pushing a bill to increase food stamp benefits. She richly deserves reelection.

Congress, District 7

GEORGE MILLER


George Miller, who has represented this East Bay district since 1974, is an effective legislator and strong environmentalist. Sometimes he’s too willing to compromise — he worked with the George W. Bush administration on No Child Left Behind, a disaster of an education bill — but he’s a solid opponent of the war and we’ll endorse him for another term.

Congress, District 8

NO ENDORSEMENT


Cindy Sheehan, the antiwar activist, is moving forward with her campaign to challenge Nancy Pelosi as an independent candidate in November, and we wish her luck. For now, Pelosi, the Speaker of the House and one of the most powerful people in Washington, will easily win the Democratic primary.

But Pelosi long ago stopped representing her San Francisco district. She continues to support full funding for Bush’s war, refused to even consider impeachment (back when it might have made sense), refused to interact with war critics who camped out in front of her house … and still won’t acknowledge it was a mistake to privatize the Presidio. We can’t endorse her.

Congress, District 13

PETE STARK


You have to love Pete Stark. The older he gets, the more radical he sounds — and after 32 years representing this East Bay district, he shows no signs of slowing down. Stark is unwilling to be polite or accommodating about the Iraq war. In 2007 he announced on the floor of the House that the Republicans "don’t have money to fund the war or children. But you’re going to spend it to blow up innocent people if we can get enough kids to grow old enough for you to send to Iraq to get their heads blown off for the president’s amusement." He happily signed on to a measure to impeach Vice President Dick Cheney. He is the only member of Congress who proudly admits being an atheist. It’s hard to imagine how someone like Stark could get elected today. But we’re glad he’s around.

Nonpartisan offices

Superior Court, Seat 12

GERARDO SANDOVAL


There aren’t many former public defenders on the bench in California. For years, governors — both Democratic and Republican — have leaned toward prosecutors and civil lawyers from big downtown firms when they’ve made judicial appointments. So the San Francisco judiciary isn’t, generally speaking, as progressive or diverse as the city.

Sup. Gerardo Sandoval, who will be termed out this year, is looking to become a judge — and there’s no way this governor would ever appoint him. So he’s doing something that’s fairly rare, even in this town: he’s running for election against an incumbent.

We’re happy to see that. It’s heartening to see an actual judicial election. Judges are technically elected officials, but most incumbents retire in the middle of their terms, allowing the governor to appoint their replacements, and unless someone files to run against a sitting judge, his or her name doesn’t even appear on the ballot.

Sandoval is challenging Judge Thomas Mellon, a Republican who was appointed by Gov. Pete Wilson in 1994. He’s not known as a star on the bench: according to California Courts and Judges, a legal journal that profiles judges and includes interviews with lawyers who have appeared before them, Mellon has a reputation for being unreasonable and cantankerous. In 2000, the San Francisco Public Defenders Office sought to have him removed from all criminal cases because of what the defense lawyers saw as a bias against them and their clients.

Sandoval hasn’t been a perfect supervisor, and we’ve disagreed with him on a number of key issues. But he’s promised us to work for more openness in the courts (including open meetings on court administration), and we’ll give him our endorsement.

State races and propositions

State Senate, District 3

MARK LENO


It doesn’t get any tougher than this — two strong candidates, each with tremendous appeal and a few serious weaknesses. Two San Francisco progressives with distinguished records fighting for a powerful seat that could possibly be lost to a third candidate, a moderate from Marin County who would be terrible in the job. Two people we genuinely like, for very different reasons. It’s fair to say that this is one of the hardest decisions we’ve had to make in the 42-year history of the Guardian.

In the end, we’ve decided — with much enthusiasm and some reservations — to endorse Assemblymember Mark Leno.

We will start with the obvious: this race is the result of term limits. Leno, who has served in the state Assembly for six years, argues, convincingly, that he is challenging incumbent state Sen. Carole Migden because he feels she hasn’t been doing the job. But Leno also loves politics, has no desire to return to life outside the spotlight, and if he could have stayed in the Assembly, the odds that he would have taken on this ugly and difficult race are slim. And if Leno hadn’t opened the door and exposed Migden’s vulnerability, there’s no way former Assemblymember Joe Nation of Marin would have thrown his hat into the ring. We’ve always opposed term limits; we still do.

That said, we’ll hold a few truths to be self-evident: In a one-party town, the only way any incumbent is ever held accountable is through a primary challenge. Those challenges can be unpleasant, and some — including Migden and many of her allies — argue that they’re a waste of precious resources. If Migden wasn’t scrambling to hold onto her seat, she’d be spending her money and political capital trying to elect more Democrats to the state Legislature. But Leno had every right to take on Migden. And win or lose, he has done a laudable public service: it’s been years since we’ve seen Migden around town, talking to constituents, returning phone calls and pushing local issues the way she has in the past few months. And while there will be some anger and bitterness when this is over — and some friends and political allies have been at each other’s throats and will have to figure out how to put that behind them — on balance this has been good for San Francisco. Migden has done much good, much to be proud of, but she had also become somewhat imperious and arrogant, a politician who hadn’t faced a serious election in more than a decade. If this election serves as a reminder to every powerful Democratic legislator that no seat is truly safe (are you listening, Nancy Pelosi?), then the result of what now seems like a political bloodbath can be only positive.

The Third Senate District, a large geographic area that stretches from San Francisco north into Sonoma County, needs an effective, progressive legislator who can promote issues and programs in a body that is not known as a bastion of liberal thought.

Both Migden and Leno can make a strong case on that front. Leno, for example, managed to get passed and signed into law a bill that amends the notorious pro-landlord Ellis Act to protect seniors and disabled people from evictions. He got both houses of the Legislature to approve a marriage-equality bill — twice. During his tenure in the unpleasant job of chairing the Public Safety Committee, he managed to kill a long list of horrible right-wing bills and was one of the few legislators to take a stand against the foolish measure that barred registered sex offenders from living near a park or school. Migden helped pass the landmark community-aggregation bill that allows cities to take a big step toward public power. She’s also passed several key bills to regulate or ban toxic substances in consumer products.

Migden’s record isn’t all positive, though. For a time, she was the chair of the powerful Appropriations Committee — although she gave up that post in 2006, abandoning a job that was important to her district and constituents, to devote more time to campaigning for Steve Westly, a moderate candidate for governor. When we challenged her on that move, she showed her legendary temper, attacking at least one Guardian editor personally and refusing to address the issue at hand. Unfortunately, that isn’t unusual behavior.

Then there’s the matter of ethics and campaign finance laws. The Fair Political Practices Commission has fined Migden $350,000 — the largest penalty ever assessed against a state lawmaker — for 89 violations of campaign finance laws. We take that seriously; the Guardian has always strongly supported ethics and campaign-finance laws, and this level of disregard for the rules raises serious doubts for us about Migden’s credibility.

Sup. Chris Daly posted an open letter to us on his blog last week, and he made a strong pitch for Migden: "While there are only a few differences between Carole and Mark Leno on the issues," he wrote, "when it comes to San Francisco politics, the two are in warring political factions. Carole has used her position in Sacramento consistently to help progressive candidates and causes in San Francisco, while Leno is a kinder, gentler Gavin Newsom."

He’s absolutely right. On the local issues we care about, Migden has been with us far more than Leno. When the public power movement needed money and support in 2002, Migden was there for us. When the University of California and a private developer were trying to turn the old UC Extension campus into luxury housing, Migden was the one who helped Sup. Ross Mirkarimi demand more affordable units. Migden was the one who helped prevent a bad development plan on the Port. Migden stood with the progressives in denouncing Newsom’s budget — and Leno stood with the mayor.

The district supervisorial battles this fall will be crucial to the city’s future, and Migden has already endorsed Eric Mar, the best progressive candidate for District 1, and will almost certainly be with John Avalos, the leading progressive in District 11. Leno may well back a Newsom moderate. In fact, he’s made himself a part of what labor activist Robert Haaland aptly calls the "squishy center" in San Francisco, the realm of the weak, the fearful, and the downtown sycophants who refuse to promote progressive taxes, regulations, and budgets at City Hall. His allegiance to Newsom is truly disturbing.

There’s a war for the soul of San Francisco today, as there has been for many years, and Leno has often tried to straddle the battle lines, sometimes leaning a bit to the wrong camp — and never showing the courage to fight at home for the issues he talks about in Sacramento. We’ll stipulate to that — and the only reason we can put it aside for the purposes of this endorsement is that Leno has never really had much in the way of coattails. He supports the wrong candidates, but he doesn’t do much for them — and we sincerely hope it stays that way.

While Leno is too close to Newsom, we will note that Migden is far too close to Gap founder and Republican leader Don Fisher, one of the most evil players in local politics. She proudly pushed to put Fisher — who supports privatizing public schools — on the state Board of Education.

A prominent local progressive, who we won’t identify by name, called us several months ago to ask how were going to come down in this race, and when we confessed indecision, he said: "You know, I really want to support Carole. But she makes it so hard."

We find ourselves in a similar position. We really wanted to support Migden in this race. We’d prefer to see the state senator from San Francisco using her fundraising ability and influence to promote the candidates and causes we care about.

But Migden has serious political problems right now, baggage we can’t ignore — and it’s all of her own making. Migden says her problems with the Fair Political Practices Commission are little more than technical mistakes — but that’s nonsense. She’s played fast and loose with campaign money for years. When it comes to campaign finance laws, Migden has always acted as if she rules don’t apply to her. She’s treated FPPC fines as little more than a cost of doing business. This latest scandal isn’t an exception; it’s the rule.

Unfortunately, it’s left her in a position where she’s going to have a hard time winning. Today, the election looks like a two-person race between Leno and Nation. And the threat of Joe Nation winning this primary is too great for us to mess around.

Despite our criticism of both candidates, we would be happy with either in the state Senate. We’re taking a chance with Leno; he’s shown some movement toward the progressive camp, and he needs to continue that. If he wins, he will have a huge job to do bringing a fractured queer and progressive community back together — and the way to do that is not by simply going along with everything Newsom wants. Leno has to show some of the same courage at home he’s shown in Sacramento.

But right now, today, we’ve endorsing Mark Leno for state Senate.

State Senate, District 9

LONI HANCOCK


This is another of several tough calls, another creature of term limits that pit two accomplished and experienced termed-out progressive assembly members against each other for the senate seat of termed-out Don Perata. We’ve supported both Loni Hancock and Wilma Chan in the past, and we like both of them. In this one, on balance, we’re going with Hancock.

Hancock has a lifetime of experience in progressive politics. She was elected to the Berkeley City Council in 1971, served two terms as Berkeley mayor, worked as the US Department of Education’s western regional director under Bill Clinton, and has been in the State Assembly the past six years. On just about every progressive issue in the state, she’s been an activist and a leader. And at a time when the state is facing a devastating, crippling budget crisis that makes every other issue seem unimportant, Hancock seems to have a clear grasp of the problem and how to address it. She’s thought through the budget calculus and offers a range of new revenue measures and a program to change the rules for budget passage (two-thirds vote in the legislature is needed to pass any budget bill, which gives Republicans, all but one who has taken a Grover Norquist–inspired pledge never to raise taxes, an effective veto).

Chan, who represented Oakland in the assembly for six years, is a fighter: she’s taken on the insurance industry (by cosponsoring a major single-payer health insurance bill), the chemical industry (by pushing to ban toxic materials in furniture, toys, and plumbing fixtures), and the alcoholic-beverages lobby (by seeking taxes to pay for treatment for young alcoholics). She’s an advocate of sunshine, not just in government, where she’s calling for an earlier and more open budget process, but also in the private sector: a Chan bill sought to force health insurance companies to make public the figures on how often they decline claims.

But she seems to us to have less of a grasp of the budget crisis and the level of political organizing it will take to solve it. Right now, at a time of financial crisis, we’re going with Hancock’s experience and broader vision.

State Assembly, District 12

FIONA MA


We were dubious about Ma. She was a pretty bad supervisor, and when she first ran for Assembly two years ago, we endorsed her opponent. But Ma’s done some good things in Sacramento — she’s become one of the leading supporters of high-speed rail, and she’s working against state Sen. Leland Yee’s attempt to give away 60 acres of public land around the Cow Palace to a private developer. She has no primary opponent, and we’ll endorse her for another term.

State Assembly, District 13

TOM AMMIANO


This one’s easy. Ammiano, who has been a progressive stalwart on the Board of Supervisors for more than 15 years, is running with no opposition in the Democratic primary for state Assembly, and we’re proud to endorse his bid.

Although he’s certain to win, it’s worth taking a moment to recall the extent of Ammiano’s service to San Francisco and the progressive movement. He authored the city’s domestic partners law. He authored the living wage law. He created the universal health care program that Mayor Newsom is trying to take credit for. He sponsored the 2002 public-power measure that would have won if the election hadn’t been stolen. He created the Children’s Fund. He authored the Rainy Day Fund law that is now saving the public schools in San Francisco. And the list goes on and on.

Beyond his legislative accomplishments, Ammiano has been a leader — at times, the leader — of the city’s progressive movement and is at least in part responsible for the progressive majority now on the Board of Supervisors. In the bleak days before district elections, he was often the only supervisor who would carry progressive bills. His 1999 mayoral challenge to incumbent Willie Brown marked a tectonic shift in local politics, galvanizing the left and leading the way to the district-election victories that brought Aaron Peskin, Matt Gonzalez, Jake McGoldrick, Chris Daly, and Gerardo Sandoval to office in 2000.

It’s hard to imagine the San Francisco left without him.

Ammiano will do a fine job in Sacramento, and will continue to use his influence to push the progressive agenda back home.

State Assembly, District 14

KRISS WORTHINGTON


This is another tough one. The race to replace Loni Hancock, one of the most progressive and effective legislators in the state, has drawn two solid, experienced, and well-qualified candidates: Berkeley City Council member Kriss Worthington and former council member Nancy Skinner. We like Skinner, and she would make an excellent assemblymember. But all things considered, we’re going with Worthington.

Skinner was on the Berkeley council from 1984 to 1992 and was part of a progressive majority in the 1980s that redefined how the left could run a city. That council promoted some of the best tenant protection and rent control laws in history, created some of the best local environmental initiatives, and fought to build affordable housing and fund human services. Skinner was responsible for the first local law in the United States to ban Styrofoam containers — a measure that caused McDonald’s to change its food-packaging policies nationwide. She went on to found a nonprofit that helps cities establish sustainable environmental policies.

Skinner told us that California has "gutted our commitment to education," and she vowed to look for creative new ways to raise revenue to pay for better schools. She’s in touch with the best economic thinkers in Sacramento, has the endorsement of Hancock (and much of the rest of the East Bay Democratic Party establishment), and would hit the ground running in the legislature.

Worthington, Berkeley’s only openly gay council member, has been the voice and conscience of the city’s progressive community for the past decade. He’s also been one of the hardest-working politicians in the city — a recent study by a group of UC Berkeley students found that he had written more city council measures than anyone else currently on the council and had won approval for 98 percent of them.

Worthington has been the driving force for a more effective sunshine law in Berkeley, and has been unafraid to challenge the liberal mayor, Tom Bates, and other leading Democrats. His campaign slogan — "a Democrat with a backbone" — has infuriated some of the party hierarchy with its clear (and intended) implication that a lot of other Democrats lack a spine.

"All of the Democrats in the assembly voted for 50,000 more prison beds," he told us. "We needed a Barbara Lee [who cast Congress’ lone vote against George W. Bush’s first war resolution] to stand up and say, ‘this is wrong and I won’t go along.’"

That’s one of the things we like best about Worthington: on just about every issue and front, he’s willing to push the envelope and demand that other Democrats, even other progressive Democrats, stand up and be counted. Which is exactly what we expect from someone who represents one of the most progressive districts in the state.

It’s a close call, but on this one, we’re supporting Kriss Worthington.

There’s a little rhyme to help you remember which way to vote on this critical pair of ballot measures:

"We hate 98, but 99 is fine."

The issue here is eminent domain, which is making its perennial ballot appearance. Californians don’t like the idea of the government seizing their property and handing it over to private developers, and the most conservative right-wing forces in the state are trying to take advantage of that.

Think about this: if Prop. 98 passes, there will be no more rent control in California. That means thousands of San Francisco tenants will lose their homes. Many could become homeless. Others will have to leave town. All the unlawful-evictions laws will be tossed out. So will virtually any land-use regulations, which is why all the environmental groups also oppose Prop. 98.

In fact, everyone except the Howard Jarvis anti-tax group hates this measure, including seniors, farmers, water districts, unions, and — believe it or not — the California Chamber of Commerce.

Prop. 99, on the other hand, is an unapologetic poison-pill measure that’s been put on the ballot for two reasons: to fix the eminent domain law once and for all, and kill Prop. 98 if it passes. It’s simply worded and goes to the heart of the problem by preventing government agencies from seizing residential property to turn over to private developers. If it passes, the state will finally get beyond the bad guys using the cloak of eminent domain to destroy all the provisions protecting people and the environment.

If anyone has any doubts about the motivation here, take a look at the money: the $3 million to support Prop. 98 came almost entirely from landlords.

This is the single most important issue on the ballot. Remember: no on 98, yes on 99.

San Francisco measures

Proposition A

School parcel tax

YES, YES, YES


Every year, hundreds of excellent teachers leave the San Francisco Unified School District. Some retire after a career in the classroom, but too many others — young teachers with three to five years of experience — bail because they decide they can’t make enough money. San Francisco pays less than public school districts in San Mateo and Marin counties and far less than private and charter schools. And given the high cost of living in the city, a lot of qualified people never even consider teaching as a profession. That harms the public school system and the 58,000 students who rely on it.

It’s a statewide problem, even a national one — but San Francisco, with a remarkable civic unity, is moving to do something about it. Proposition A would place an annual tax on every parcel of land in the city; the typical homeowner would pay less than $200 a year. The money would go directly to increasing pay — mostly starting pay — for teachers. The proposition, which has the support of almost everyone in town except the Republican Party, is properly targeted toward the newer teachers, with the goal of keeping the best teachers on the job past that critical three to five years.

Parcel taxes aren’t perfect; they force homeowners and small businesses to pay the same rate as huge commercial property owners. The way land is divided in the city most big downtown properties sit on at least five, and sometimes as many as 10 or 20 parcels, so the bill will be larger for them. But it’s still nowhere near proportionate.

Still, Prop. 13 has made it almost impossible to raise ad valorum property taxes (based on a property’s assessed value) in the state, and communities all around the Bay are using parcel taxes as a reasonable if imperfect substitute.

There’s a strong campaign for Prop. A and not much in the way of organized opposition, but the measure still needs a two-thirds vote. So for the sake of public education in San Francisco, it’s critical to vote yes.

Proposition B

City retiree benefits change

YES


San Francisco has always offered generous health and retirement benefits to its employees. That’s a good thing. But in this unfortunate era, when federal money is getting sucked into Iraq, state money is going down the giant deficit rat hole, and nobody is willing to raise taxes, the bill for San Francisco’s expensive employee benefit programs is now looking to create a fiscal crisis at City Hall. Officials estimate the payout for current and past employees could total $4 billion over the next 30 years.

So Sup. Sean Elsbernd and his colleagues on the Board of Supervisors have engineered this smart compromise measure in a way that saves the city money over the long run and has the support of labor unions (largely because it includes an increase in the pensions for longtime employees, partially offset by a one-year wage freeze starting in 2009) while still offering reasonable retirements benefits for new employees.

Previously, city employees who worked just five years could get taxpayer-paid health benefits for life. Under this measure, it will take 20 years to get fully paid health benefits, with partially paid benefits after 10 years.

It’s rare to find an issue that has the support of virtually everyone, from the supervisors and the mayor to labor. Prop. B makes sense. Vote yes.

Proposition C

Benefit denials for convicts

NO


On the surface, it’s hard to argue against Prop. C, a measure promoted as a way to keep crooks from collecting city retirement benefits. Sup. Sean Elsbernd’s ballot measure would update an ordinance that’s been on the books in San Francisco for years, one that strips public employees found guilty of "crimes of moral turpitude" against the city of their pensions. A recent court case involving a worker who stole from the city raised doubt about whether that law also applied to disability pay, and Prop. C would clear up that possible loophole.

But there are drawbacks this measure.

For starters, the problem isn’t that big: cases of rejected retirement benefits for city workers are rare. And the law still uses that questionable phrase "moral turpitude" — poorly defined in state law, never clearly defined in this measure, and as any older gay person can tell you, in the past applied to conduct that has nothing to do with honesty. The US State Department considers "bastardy," "lewdness," "mailing an obscene letter" and "desertion from the armed forces," among other things, to be crimes of moral turpitude.

Besides, Prop. C would apply not only to felonies but to misdemeanors. Cutting off disability pay for life over a misdemeanor offense seems awfully harsh.

The law that Elsbernd wants to expand ought to be rethought and reconfigured for the modern era. So vote no on C.

Proposition D

Appointments to city commissions

YES


Prop. D is a policy statement urging the mayor and the supervisors to appoint more women, minorities, and people with disabilities to city boards and commissions. It follows a study by the Commission on the Status of Women that such individuals are underrepresented on the policy bodies that run many city operations.

Despite the overblown concerns raised by local Republicans in the ballot arguments, this advisory measure would do nothing to interfere with qualified white males — or anyone else — getting slots on commissions.

Vote yes.

Proposition E

Board approval of San Francisco Public Utilities Commission appointees

YES


"The last thing we need is more politics at the San Francisco Public Utilities Commission," was the first line in Mayor Gavin Newsom’s ballot argument against Prop. E. That’s ironic: it was Newsom’s recent political power play — including the unexplained ousting of SFPUC General Manager Susan Leal and the partially successful effort to reappoint his political allies to this important body — that prompted this long overdue reform.

The SFPUC is arguably the most powerful and important of the city commissions, controlling all the vital resources city residents need: water, power, and waste disposal chief among them. Yet with the mayor controlling all appointments to the commission (it takes a two-thirds vote of the Board of Supervisors to challenge an appointment), that panel has long been stacked with worthless political hacks. As a result, the panel never pursued progressive approaches to conservation, environmental justice, public power, or aggressive development of renewable power sources.

Prop. E attempts to break that political stranglehold by requiring majority confirmation by the Board of Supervisors for all SFPUC appointments. It also mandates that appointees have some experience or expertise in matters important to the SFPUC.

If anything, this reform is too mild: we would have preferred that the board have the authority to name some of the commissioners. But that seemed unlikely to pass, so the board settled for a modest attempt to bring some oversight to the powerful panel.

Vote yes on Prop. E — because the last thing we need is more politics at the SFPUC.

Proposition F

Hunters Point-Bayview redevelopment

YES


Proposition G

NO


On the face of it, Proposition G sounds like a great way to restart the long-idle economic engine of the Bayview and clean up the heavily polluted Hunters Point Shipyard.

Who could be against a plan that promises up to 10,000 new homes, 300 acres of new parks, 8,000 permanent jobs, a green tech research park, a new 49ers stadium, a permanent home for shipyard artists, and a rebuild of Alice Griffith housing project?

The problem with Prop. G is that its promises are, for the most part, just that: promises — which could well shift at any time, driven by the bottom line of Lennar Corp., a financially stressed, out-of-state developer that has already broken trust with the Bayview’s low-income and predominantly African American community.

Lennar has yet to settle with the Bay Area air quality district over failures to control asbestos dust at a 1,500-unit condo complex on the shipyard, where for months the developer kicked up clouds of unmonitored toxic asbestos dust next to a K-12 school.

So, the idea of giving this corporation more land — including control of the cleanup of a federal Superfund site — as part of a plan that also allows it to construct a bridge over a slough restoration project doesn’t sit well with community and environmental groups. And Prop. G’s promise to build "as many as 25 percent affordable" housing units doesn’t impress affordable housing activists.

What Prop. G really means is that Lennar, which has already reneged on promises to create much-needed rental units at the shipyard, now plans to build at least 75 percent of its housing on this 770-acre waterfront swathe as luxury condos.

And with the subprime mortgage crisis continuing to roil the nation, there is a real fear that Prop. G’s final "affordability" percentage will be set by Lennar’s profit margins and not the demographics of the Bayview, home to the city’s last major African American community and many low-income people of color.

There’s more: The nice green space that you see in the slick Lennar campaign fliers is toxic and may not be fully cleaned up. Under the plan, Lennar would put condo towers on what is now state parkland, and in exchange the city would get some open space with artificial turf on top that would be used for parking during football games. Assuming, that is, that a deal to build a new stadium for the 49ers — which is part of all of this — ever comes to pass.

In fact, the lion’s share of a recent $82 million federal funding allocation will be dedicated to cleaning up the 27-acre footprint proposed for a new stadium. In some places, the city is planning to cap contaminated areas, rather than excavate and remove toxins from the site.

If the environmental justice and gentrification questions swirling around Prop. G weren’t enough, there remains Prop. G’s claim that it will create 8,000 permanent jobs once the project is completed. There’s no doubt that the construction of 10,000 mostly luxury homes will create temporary construction jobs, but it’s not clear what kind of jobs the resulting gentrified neighborhood will provide and for whom.

But one thing is clear: the $1 million that Lennar has already plunked down to influence this election has overwhelmingly gone to line the pockets of the city’s already highly paid political elite, and not the people who grew up and still live in the Bayview.

But there’s an alternative.

Launched as a last-ditch effort to prevent wholesale gentrification of the Bayview, Proposition F requires that 50 percent of the housing in the BVHP/Candlestick Point project be affordable to those making less than the median area income ($68,000 for a family of four).

That’s a reasonable mandate, considering that the city’s own general plan calls for two-thirds of all new housing to be sold or rented at below-market rates.

And if the new housing is built along Lennar’s plans, it will be impossible to avoid large-scale gentrification and displacement in a neighborhood that has the highest percentage of African Americans in the city, the third highest population of children, and burgeoning Latino and Asian immigrant populations.

Lennar is balking at that level, saying a 50-percent affordability mandate would make the project financially unfeasible. But if Lennar can’t afford to develop this area at levels affordable to the community that lives in and around the area, the city should scrap this redevelopment plan, send this developer packing, and start over again.

San Francisco has an affordable housing crisis, and we continue to doubt whether the city needs any more million-dollar condos — and we certainly don’t need them in a redevelopment area in the southeast. Remember: this is 700 acres of prime waterfront property that Lennar will be getting for free. The deal on the table just isn’t good enough.

Vote yes on F and no on G.

Proposition H

Campaign committees

NO


This one sounds just fine. Promoted by Mayor Gavin Newsom, Proposition H is supposedly aimed at ensuring that elected officials don’t solicit money from city contractors for campaigns they are sponsoring. But it lacks a crucial legal definition — and that turns what ought to be a worthy measure into little more than an attack on Newsom’s foes on the Board of Supervisors.

The key element is something called a "controlled committee." It’s already illegal for city contractors to give directly to candidates who might later vote on their contracts. Prop. H would extend that ban to committees, typically run for or against ballot measures, that are under the control of an individual politician.

Take this one, for example. Since Newsom put this on the ballot, and will be campaigning for it, the Yes on H campaign is under his control — he would be barred from collecting cash from city contractors, right? Well, no.

See, the measure doesn’t define what "controlled committee" means. So a group of Newsom’s allies could set up a Yes on H fund, raise big money from city contractors, then simply say that Newsom wasn’t officially aware of it or involved in its operation.

When Newsom first ran for mayor, the committee supporting his signature initiative — Care Not Cash — raised a fortune, and the money directly helped his election. But that wasn’t legally a "controlled committee" — because Newsom never signed the documents saying he was in control.

Prop. H does nothing to change that rule, which means it would only affect campaign committees that a politician admits to controlling. And guess what? Newsom almost never admits that, while the supervisors, particularly board president Aaron Peskin, are a bit more honest.

When Newsom wants to clearly define "controlled committee" — in a way that would have brought the Care Not Cash effort under the law — we’ll go along with it. For now, though, vote no on H.

San Francisco Democratic County Central Committee

The DCCC is the policy-making and operating arm of the local Democratic Party, and it has a lot of influence: the party can endorse in nonpartisan elections — for San Francisco supervisor, for example — and its nod gives candidates credibility and money. There’s been a struggle between the progressives and the moderates for years — and this time around, there’s a serious, concerted effort for a progressive slate. The Hope Slate, which we endorse in its entirety, has the potential to turn the San Francisco Democratic Party into a leading voice for progressive values.

There are other good candidates running, but since this group will have consistent support and is running as a slate, we’re going with the full crew.

13th Assembly District

Bill Barnes, David Campos, David Chiu, Chris Daly, Michael Goldstein, Robert Haaland, Joe Julian, Rafael Mandelman, Aaron Peskin, Eric Quezada, Laura Spanjian, Debra Walker

Superior Court judge, Seat 21

VICTORIA KOLAKOWSKI


There are two good candidates running for this open seat. Dennis Hayashi, a public-interest lawyer, would make a fine judge. Victoria Kolakowski would make history.

Kolakowski, who works as an administrative law judge for the California Public Utilities Commission, would be the first transgender person on the Alameda bench and, quite possibly, in the entire country. That would be a major breakthrough and important for more than just symbolic reasons: transpeople have extensive interactions with the judicial system, starting with the work to legally change their names; and, all too often, members of this marginalized community wind up in the criminal justice system. Having a sitting TG judge would go a long way toward educating the legal world about the importance of trans sensitivity.

Kolakowski is eminently qualified for the job: as a private intellectual property lawyer and later an ALJ at the CPUC, she’s handled a range of complex legal issues. She currently oversees administrative hearings that are very similar to court proceedings, and she has a calm and fair judicial temperament.

That’s not to denigrate Hayashi, who also has an impressive résumé. He’s spend much of his life in public-interest law, working for many years with the Asian Law Caucus, and he was co-counsel in the historic case that challenged Fred Korematsu’s conviction for refusing to report to a Japanese internment camp during World War II. He’s run the state’s Department of Fair Employment and Housing and was a civil rights lawyer in the Clinton administration.

We’d be happy to see either on the bench, but we’re going to endorse Kolakowski.

Board of Supervisors, District 5

KEITH CARSON


Keith Carson, the leading progressive on the board, has no real opposition this time around. He’s been a voice for protecting the fragile social safety net of the county, and we’re happy to endorse him for another term.

Oakland races

City Attorney

JOHN RUSSO


John Russo, who has made no secrets of his political ambition, failed in a bid to win the State Assembly seat for District 16 in 2006, and now he’s running unopposed for reelection. Russo has voiced some pretty ridiculous sentiments: he told a magazine for landlords in May 2006 that he opposed all forms of rent control and was against laws requiring just cause for evictions. That’s a horrible stand for a city attorney to take in a city with a huge population of renters. But Russo is smart and capable, and he’s one of the few city attorneys who consistently supports sunshine laws. We’ll endorse him for another term.

City Council, District 1

JANE BRUNNER


An attorney and former teacher, Jane Brunner spends a lot of time pushing for more cops; crime is the top issue in the North Oakland district she represents. And while we’d rather see anticrime approaches that go beyond hiring more officers, we appreciate that Brunner takes on the police department over its hiring failures. We also find her far more preferable on the issue than her opponent, Patrick McCullough, a longtime neighborhood activist who has become something of a celebrity since he shot a teenager who was hassling him in front of his house in 2005.

Brunner is one of the council’s strongest affordable housing advocates and has worked tirelessly for an inclusionary housing law. She deserves reelection.

City Council, District 3

NANCY NADEL


Nadel is hardworking, effective, a leader on progressive economic and planning issues, and one of the best members of the Oakland City Council. She asked the hard questions and demanded improvements in the giant Oak to Ninth project (although she wound up voting for it). She’s pushing for better community policing and promoting community-based anticrime efforts, including a teen center in a part of her district where there have been several homicides. She was a principal architect of the West Oakland industrial zoning plan, which she hopes will attract new jobs to the community (although she also pissed off a few artists who fear they’ll be evicted from living spaces that aren’t up to code, and she needs to address the problem). We’re happy to endorse her for another term.

City Council, District 5

MARIO JUAREZ


Somebody has to try to oust Ignacio De La Fuente, and this time around, Juarez is the best bet. A small-businessperson (he runs a real-estate operation with around 60 employees), he has some surprisingly progressive positions: he not only supports inclusionary housing but told us that he wanted to see the percentage of affordable units increased from 15 to 25 percent. He wants to see community policing integrated fully into Oakland law enforcement. He suggested that Oakland look into putting a modest fee on all airport users to fund local education. And he’s in favor of stronger eviction controls and tenant protections.

De La Fuente, the City Council president, has been the developers’ best friend, has run meetings with a harsh hand, often cutting off debate and silencing community activists, and needs to be defeated. We know Juarez isn’t perfect, but his progressive grassroots-based campaign was strong enough to get him the nod of both the Democratic Party and the Alameda County Greens. We’ll endorse him, too.

City Council, District 7

CLIFFORD GILMORE


Neither of the candidates in this race are terribly impressive, but incumbent Larry Reid has been so terrible on so many issues (supporting big-box development, inviting the Marines to do war games in Oakland, supporting condo conversions, etc.) that it’s hard to imagine how Clifford Gilmore, director of the Oakland Coalition of Congregations, could be worse.

City Council, at large

REBECCA KAPLAN


Rebecca Kaplan is exactly what the Oakland City Council needs: an energetic progressive with the practical skills to get things done. As an AC Transit Board member, she pushed for free bus passes for low income youths — and defying all odds, managed to get all-night transit service from San Francisco to the East Bay. She did it by refusing to accept the conventional wisdom that transit agencies on the two sides of the bay would never cooperate. She put the key players together in a meeting, convinced the San Francisco supervisors to allow AC Transit buses to pick up passengers in the city late at night, and put through an effective program to get people across the bay after BART shuts down.

Kaplan is running for City Council on a progressive platform calling for affordable housing, rational development, and community policing. Her latest idea: since Oakland has so much trouble attracting quality candidates for vacancies in its police department, she suggests the city recruit gay and lesbian military veterans who were kicked out under the Pentagon’s homophobic policies. Her proposed slogan: "Uncle Sam doesn’t want you, but Oakland does."

Vote for Rebecca Kaplan.

School Board, District 1

JODY LONDON


The Oakland schools are still stuck under a state administrator; the district, which was driven by mismanagement into a financial crisis several years ago, paid the price of a state bailout by giving up its independence. The school board has only limited authority of district operations, though that’s slowly changing. The state allowed the board to hire an interim superintendent, meaning issues like curricula and programs will be back under local control. So it’s a time of transition for a district that has had horrible problems, and the board needs experienced, level-headed leadership.

We’re impressed with Jody London, a parent with children in the public schools who runs a small environmental consulting firm. She has been active in the district, co-chairing the 2006 bond campaign that raised $435 million and serving on the bond oversight committee. She has a grasp of fiscal management, understands the challenges the district faces, and has the energy to take them on.

Her main opposition is Brian Rogers, a Republican who has the backing of outgoing state senator Don Perata and is a big fan of private charter schools. Tennessee Reed, a young writer and editor, is also in the race, and we’re glad to see her getting active. But on balance, London is the clear choice.

Not a great choice here — we’re not thrilled with either of the two contenders. Jumoke Hinton Hodge, a nonprofit consultant, is too willing to support charter schools. Oluwole, who works with parolees, has limited experience with education. But on the basis of his community background (he’s on the board of the Oakland Community Organization) and our concern about Hodge and charter schools, we’ll go with Oluwole.

Noel Gallo, the incumbent, is running unopposed. He’s been a competent member of the board, and we see no reason not to support his reelection.

Alice Spearman, the incumbent, isn’t the most inspiring member of the board — and she’s known for making some ill-considered and impolitic statements. But her main opponent, Doris Limbrick, is the principal of a Christian school and has no business running for the board of a public school district. So we’ll go with Spearman again.

Utility users tax

YES


Measure F extends and slightly increases the utility tax on unincorporated areas of the county. It’s not the greatest tax, but it’s not terrible — and it provides essential revenue to pay for services like law enforcement, libraries, and code enforcement. The parts of Alameda County outside any city boundary have been dwindling as cities expand, but the county provides the only local government services in those areas. And, like every other county in California, Alameda is desperately short of cash. So Measure F is crucial. Vote yes.

Telephone-user tax

YES


Measure J would update a 40-year-old tax on phone use that goes for local services. The tax law applies only to old-fashioned land lines, so cell phone users get away without paying. This isn’t the world’s most progressive tax, but Oakland needs the money and Measure J would more fairly share the burden. Vote yes.

"I’ve never been inside here before. I don’t like to come in here, because I feel alienated in my own neighborhood by this place, and that is kind of what this play is about," Danny Hoch said recently. His new solo stage production, Taking Over, opens Jan. 16 at the Berkeley Repertory Theatre. Speaking the day before he flew out West from New York to begin rehearsals with rep director Tony Taccone and looking around in half disgust, the New York–born actor-playwright was seated inside the Roebling Tea Room, a recently opened, funkily decorated but high-end restaurant directly across the street from his home in Williamsburg, Brooklyn, where he has lived for the past 20 years.

The yuppie meeting place was Hoch’s choice, as much for convenience, it seemed, as to further emphasize the point of what his new work is all about. "Williamsburg is ground zero for gentrification not just in New York but in the country, because it has provided a blueprint for how fast and how violent displacement and economic development can happen in a short amount of time," Hoch said. "And Taking Over is about how gentrification is really masking the idea of colonialism and how everybody is kind of searching for a sense of home and disconnected from where their home is. And in the kind of neofeudalism that is the new economy of North America, people looking for home wind up displacing people who are home."

As in his previous solo plays, such as the Obie Award–winning Jails, Hospitals, and Hip-Hop — which 10 years ago also premiered at the Berkeley Rep — Hoch channels a myriad of characters of various ages, races, and genders. Embodied with his ever-sharp dry observant wit, these include a major real estate developer, a Dominican taxi dispatcher, a French real estate agent, a revolutionary gangsta rapper, and a New York University student — a "clueless hipster" from Michigan who protests that she feels "like a homeless person" after her parents cut her monthly allowance from $5,000 to $3,000.

Another engaging character is the guy who was just released from incarceration after serving time under New York’s controversial, draconian Rockefeller drug laws. But he’s been gone so long he doesn’t recognize his old hood. "When he arrives they’re shooting a movie on his old block, and he talks to a PA on the movie set and says, ‘When I was growing up here people never came to shoot a movie. People shot things all right — like [other] people or heroin — but not a movie,’<0x2009>" Hoch explained. "And then he points to [a] woman in the window and says, ‘That’s my mother.’ And the PA asks him, ‘Oh, she doesn’t want to come down and check out the movie set?’ And he says, ‘No, she’s still afraid to go outside from the ’80s.’<0x2009>"

According to Hoch, the Bay Area has consistently been the most receptive to his work. "The Berkeley Rep is one of the only theaters, if not the only theater, that would support this kind of show from its inception. A theater in New York that needs to economically sustain itself [is] not going to commission or fund a show at this level about gentrification in New York, because it’s going to alienate their very audience." In fact, for the past 10 years Hoch has been unable to make a living as a writer or an actor in his hometown. "New York stories are no longer viable in New York City because the market is being informed by Americans. This is why you have Subway and Domino’s and Applebee’s and TCBY all over New York City — so that Americans can feel at home," he said.

"Do you know how many vintage clothing stores there are around here and stores that I can’t even identify with what the fuck it is that they are selling?" Hoch asked rhetorically. "How do you economically sustain that? You sustain that with disposable income, not income income. That is how you sustain this many bars and a tearoom like this. I tell you, this neighborhood didn’t need another tearoom. We needed more teachers. We needed a hospital. We needed better schools."

Housing: the urbanist approach

OPINION We’re in a tough spot as a city when it comes to housing costs. As the price of living here goes ever higher, we lose everything special about the culture of San Francisco.

Here’s the dilemma: more people want to live here than we are creating places for.

Why do people want to live here? Cultural tolerance. Economic opportunity. To be part of a community that doesn’t feel like the rest of the United States. The same mix of reasons that caused most of us to come here.

But we are barely adding to the supply of housing. On average over the past two decades, we have produced around 1,500 units per year. The city would need to produce between 3,000 and 5,000 units per year to keep housing costs from going up. If we added 5,000 units a year, after 70 years we would have the same density as Paris.

We already know what happens when people in a city faced with high housing demand decide they like their community the way it is and do not allow new construction. You get Carmel and Colorado’s Aspen and Boulder. You get an ultraritzy resort town.

San Francisco is on the way to becoming the largest city to go down this path.

The easy answer is to blame gentrification on the high-rise condos for rich people. But the only thing that would gentrify the city faster than building those condos is not building them.

People are moving here. If they are not allowed to be stacked in little concrete boxes on top of other little concrete boxes, those with more money will displace those with less money, through the simple process of being willing to pay more for the Victorians and all the rest of the building stock. That’s why older housing units don’t sell for less than new housing units.

What do we need to do? Increase housing at all levels, but in a smart way:

Concentrate the housing in places with excellent transit and within walking distance of stores.

Add as much to the supply of affordable housing as possible. This costs about $200,000 per unit in subsidy. So if we want to help 10,000 families, we need $2 billion; if we want to help 25,000 families, we need $5 billion.

Carefully convert some of the historically industrial areas into new, mixed-use neighborhoods.

Stop requiring developers to build extra parking. Developers should never, ever be required by the government to build extra parking, since each space costs $40,000 to $75,000.

Require excellent design of new buildings. If people felt confident that most new construction was going to contribute as much to the city, in the long run, as the old buildings do, we would be halfway to solving the problem.

All of this, of course, happens to be the same strategy we need to embrace to fight sprawl and its attendant outcome, global warming. Not one more inch of farmland in California would need to be developed if we were just willing to put growth inside existing cities. But this requires fundamental changes in the way we have been planning our cities for a long, long time.

Newsom kills the party

EDITORIAL It was a typical Halloween night this year in New York City: two million people in Greenwich Village, 50,000 participants in a wild costume parade, national media attention … and no real problems. Since 1973, New York has managed to handle a homegrown event that exploded into a tourist attraction in an urban neighborhood. It’s a signature part of the city’s landscape, something world famous that shows the best of the city to the eyes of the world and generates a small fortune in tourist revenue.

Why can’t San Francisco, which by all rights ought to have a claim on Halloween as a national holiday, seem to get it together enough to manage its version of this event? Why was the city’s response simply to give up, to kill the party, to send out so many cops that the Castro was effectively in lockdown? Why spend millions to keep an event from happening while giving up on the small businesses that depend on that night’s revenue?

The scene on Castro Street on Oct. 31 was surreal; at least 500 law enforcement officers kept the barricaded streets blocked off. Anyone who so much as stuck a toe off the sidewalk was harshly reprimanded and pushed back. Local restaurants were shuttered — and the few that tried to stay open faced reprisals. The would-be revelers tried to be festive, but they weren’t given much support. Mayor Gavin Newsom and Sup. Bevan Dufty had effectively cancelled Halloween.

They did so with little public input, operating mostly in secrecy, without revealing any specific plans to anyone in the community. It was a startlingly un–San Franciscan way of doing business, autocratic and mean-spirited. In fact, Newsom’s press secretary, Nathan Ballard, was almost mocking of any community concern; when we asked if the mayor or any of his staff would be holding any press events to discuss Halloween plans or let the community know what was in store, he tersely responded, "Halloween has been cancelled."

Newsom referred to the evening as "an incredible success," and if the goals were to make sure that nobody had any fun, nobody spent any money, and the Castro District was largely dead, it’s hard to argue with his logic.

On the other hand, if you think it ought to be possible for San Francisco to host a big party without creating panic and fear — that Halloween ought to be something to improve on and fix, not utterly shut down and abandon — then Oct. 31 was a civic embarrassment.

In a city where thousands of homeless people still wander the streets, where the price of housing is driving families out of town, where the homicide rate is soaring, the fate of a party is hardly the top issue on anyone’s agenda. And it’s tempting to give up, focus on more important things, and let the city’s tradition of wild Halloween fun just die.

But this is part of a larger trend that’s been happening in this town, and it’s directly related to the gentrification that’s changing the face of San Francisco. We’ve called it "the death of fun" — anything that might make a little noise and bother some well-off neighbor, anything that might create a little mess, anything that’s just a little out of control … the folks in the Newsom administration would just as soon see it go away. These days permits for live music events are tougher to get. Street fairs are facing prohibitive fees and regulations. Dance clubs are being told to quiet down. And we’re getting sick of it.

Next year Halloween will fall on a Friday, and the Castro simply can’t shut down then. Even Dufty admits something different will have to be done, and there’s no shortage of ideas. A Halloween street fair — perhaps with a modest donation asked of anyone not wearing a costume — shouldn’t be impossible to manage. A parade, similar to that of the New York gala’s, could start in the Castro and wind down at Civic Center, thus eliminating the problems that have some neighbors up in arms. But any solution will require extensive community input, and the mayor and Dufty need to set up a legitimate community task force — now, not next summer — to start talking about plans.

Some people suggest that the mayor needs to create an office of special events, which isn’t a bad idea. But he needs to do something else first: say that he’s not dead set against fun.

Google’s gentrification shuttle

OPINION Cari Spivek thought it was wasteful that so many employees like her were driving to work in different cars. Her idea became the Google Shuttle, a private transit network made of biodiesel-powered, wi-fi-enabled, air-conditioned buses transporting employees from around the Bay Area to Google headquarters in Mountain View, south of San Francisco.

At first it was used by a hundred employees from the entire area. But Google has been growing and now shuttles more than 1,200 Googlers every day, many from the Mission District, which has recently added a second bus.

Anyone who has ever taken a population class knows that every migration has a countermigration. In addition to all of the Google employees already living in the city and doing less environmental damage by taking the shuttle, many employees are choosing to move to the city because there is now a comfortable shuttle to take them to work. And many want to be a short walk to one of the stops.

When one takes into account the cost of gentrification, which is destroying the arts in San Francisco and forcing many low-income workers out of the city, the Google Shuttle no longer looks so environmentally friendly. Low- and middle-income wage earners are forced to commute to the neighborhoods they can no longer afford to live in. Their commute can take more than an hour, and they can’t afford environmentally friendly cars.

It’s very possible the Google Shuttle is doing as much harm to the environment as good. And the young Google employees, many making well over $100,000 a year, who move to places like the Mission for the art and diversity, are unintentionally devastating the neighborhood they love. Soon there will be no economic diversity in the Mission, and the young rich who have driven the rents so high will wonder how they ended up living in a place that resembles Greenwich, Conn.

Ending the Google Shuttle is not the only solution. It’s not even the best solution. A much better alternative would be for Google to make substantial investments in low- and middle-income housing in the areas it’s transforming, like the Mission and the Tenderloin, where its employees are clustered.

Google could give back to the community by donating $5,000 per employee living in the Mission to a fund that offsets the costs incurred by tenants forced from their homes by owner move-ins or loss of primary leaseholder, with the rest of the money going to fund neighborhood artists and new middle-income housing. Annually, we’re talking between $5 million and $10 million, a cost Google could easily afford. It would be good for Google in other ways, keeping this an area its creative employees still want to live in, before they follow the rest of the artists to Portland, Ore., or Detroit.

It’s hard for people to admit that their mere presence is doing damage, that their ability to pay exorbitant rent is destroying the neighborhood they love. But the Mission cannot endlessly absorb renters with six-figure incomes. In many ways, including the use of biodiesel shuttle buses, Google has behaved like a responsible profitable corporation should. Now it has a responsibility to help the Mission maintain its diversity. Otherwise, Google needs to stop shuttling its employees from 24th and Mission and stop encouraging them to live in a neighborhood that simply can’t afford them.

You’d think that this was a Republican town, with the way the local news media have been bashing not only the left but also some of the better, more effective, and more functional progressive institutions in San Francisco. I wouldn’t waste my time with this stuff, but there are real issues here.

I woke up Aug. 21 to a San Francisco Chronicle headline proclaiming "Anti-gentrification Forces Stymie Housing Development." The piece, by Robert Selna, opened with the sad, sad tale of a poor auto shop owner who wants to "build eight apartments and condominiums on an empty lot next to his Mission District auto shop and rent some of the apartments to his mechanics."

Well, it turns out that the evil Mission Anti-Displacement Coalition is fighting that plan, Selna reported, "insisting that [the] project not go forward until the city evaluates how new development on the city’s east side will affect industrial land, jobs, and housing."

The message: a little entrepreneur is getting hosed by a big, bad "not in my backyard" group that wants to stop new housing. The implication (and this is just the latest example of this stunning lie): the left in San Francisco is against building housing.

Well, for starters, MAC is playing only a modest sideline role in fighting the 736 Valencia project, a five-story structure that is designated legally for condos and includes no affordable housing. The real opposition is a group called Valencia Neighbors for Community Development. The issue, Valencia neighborhood activist Julie Ledbetter said, is that as many as nine new market-rate housing projects are in the pipeline for a short stretch of Valencia, and they shouldn’t be approved one by one without any regard for the cumulative impact.

MAC activist Eric Quezada told me that the organization has indeed taken the position that the city shouldn’t go forward with any more market-rate housing projects until it’s completed a legally mandated environmental study of the cumulative impacts of high-end condos on displacement, blue-collar jobs, and overall land use.

But that doesn’t mean MAC is against housing.

In fact — and this is the killer here — MAC emerged in the dot-com era almost entirely out of the nonprofit housing community. Some of its earliest and most prominent members were (gasp) housing developers. Just for the record, nonprofits have built something like 25,000 low- and moderate-income housing units in this city in the past 25 years. That is housing the city needs, housing that meets the city’s own clearly stated goals. And the progressives, people like the MAC members, are essentially the only ones who have built any affordable housing in the city at all.

Selna told me that he didn’t write the headline and "isn’t taking sides in this." I realize it’s not all his fault that he’s stumbled into a political hornet’s nest — but he has.

Then in the Aug. 22 SF Weekly, Matt Smith wrote that the left is turning this city into nothing but a tourist trap by promoting "a price-goosing apartment shortage of 30,000 to 70,000 units." That’s what, 140 giant new towers, or 7,000 10-unit buildings … that will go where? And what if (as is likely) rents still don’t come down? (Smith had no comment when I called him.)

And now C.W. Nevius of the Chronicle wants to shut down the Haight Ashbury Neighborhood Council Recycling Center so that homeless people won’t have any money … and will what — panhandle more aggressively? Break into cars? Makes perfect sense to me.

The death of Polk Street

Kelly Michaels was following the San Francisco dream when she escaped her small Alabama hometown at 17 and hitchhiked westward. It was 1989.

"I had stars in my eyes," Michaels told the Guardian, sitting on the floor of her friend’s small single-room occupancy Tenderloin apartment, hints of a Southern drawl now paired with Tammy Faye mascara and bleached-blonde hair. "When you’re 16 or 17 and have dreams of being famous, you come to California — and you probably end up on Polk Street in drag."

Michaels arrived on Polk with little more than blue jeans, a bra, and rubber falsies to her name, making ends meet as a street sex worker. It wasn’t what she was looking for; the Polk was plagued with drugs and violence. But her dad was embarrassed by his transgendered daughter and didn’t her want her back. The neighborhood was a home.

She found a community at fierce Polk Gulch trans and boy-hustler bars like Q.T. and Reflections, where clientele included one "big, tall, black Egyptian transsexual hell-raiser" known to draw a gun. Scores of boy hustlers "coming in daily from the Greyhound station" danced naked on the bars. At the end of the night, Michaels’s new family members would pool their money and rent a hotel room for $30.

"The bars were the churches, the sanctuaries," Michaels’s friend Terri, an African American man in his 50s, told us. "You weren’t really going to be hassled there."

Not any more. "Polk Street is dead," Michaels told us. "Dead as fuck now."

THE NEW POLK STREET


The new kids on the block are calling it "revitalization."

After the three-decades-old gay bar Kimo’s is transferred to a new owner at the end of September, there will be only two queer bars left on a street that was San Francisco’s gay male center in the 1960s and a gritty, affordable home for low-income queers, trans women, and male sex workers in the following decades. Where scores of hustlers lined up against seedy sex shops and gay bars just a few years ago, crowds of twentysomething Marina look-alikes now clog the sidewalks in front of upscale clubs.

Polk’s queer residents and patrons are now being priced and policed out of their neighborhood — and their city — as business and tourism interests continue to eat away at the city’s center. Lower Polk Gulch, just blocks north of City Hall and one block east of Van Ness, has in the past few years succumbed to multimillion-dollar businesses, upscale lofts, increased rents at SRO hotels and apartments, and a new million-dollar city streetscape beautification plan. The related increase in policing and new efforts to clean up the street is making the area an unwelcoming place for the marginal queers who for so long called it home.

It has been the most down-and-out segments of the queer population — male sex workers, trannies, young people, poor people of color, and immigrants — who have often been the queer population’s boldest and most innovative actors, pushing the movement forward in new ways. What does queer San Francisco lose when our most marginalized members are pushed, policed, and priced out of the city?

HEART OF A COMMUNITY


Michaels stood under a neon purple Divas sign, advertising the three-story transgender club that has stood in Polk Gulch for more than three decades. Divas manager Alexis Miranda, a friend, stepped outside to chat, and a dozen characters from the neighborhood stopped by to shoot the shit. One man rubbed Miranda’s belly through her leopard bodysuit. "This is my baby," he told us jokingly.

Divas is as much a community center as it is a club. Girls from out of town and out of the country know to come to Divas when they step off the boat, plane, or bus. Many trans immigrants make a living as prostitutes, and while Miranda insists that she does not allow them to work inside the club, the close vicinity of San Francisco’s tranny prostitute district has meant tension for Divas.

Miranda told us the police have been targeting the club because of complaints from new merchants. "Some of the people who have new businesses don’t want the people who live here to stay. They want to close us down," she said. "They’re trying to gentrify the neighborhood."

Neville Gittens, a police spokesperson, told us that the San Francisco Police Department performs "regular enforcement in that area" but said any targeted operations cannot be discussed.

Theresa Sparks, a trans woman who chairs the Police Commission, said Miranda made the same claim at the commission meeting Aug. 15. "I don’t know if that’s true or not," Sparks told us. "My intent is to find out what is going on."

Sparks agreed that gentrification is driving trans people out of the Polk Gulch neighborhood: "It is very, very difficult for a transgendered person to survive in this city."

Miranda pointed to a bar across the street. Until 2000, the Lush Lounge was the cruisy trans and hustler bar Polk Gulch Saloon. Now, under a new owner, white twentysomething heterosexuals sip apple pie martinis.

Sonia Khanna, a 28-year-old trans woman with long, curly brown hair and mocha skin told us she doesn’t feel welcome there. "If you’re a tranny, they think you’re a whore," she said.

Miranda said the owner, Steve Black, ejected her when she went to welcome him to the neighborhood. Miranda, a former empress in San Francisco’s Imperial Court System, reported him to the Human Rights Commission. The inquiry was closed when the owner informed the commission that he allows transgendered people into the bar. He didn’t deny tossing out Miranda; he said he just disliked her personally.

The bigger problem may be the neighborhood’s increased property values. Divas owner and Polk Gulch resident Steve Berkey told us that rents have pushed out other established queer businesses on Polk. The only reason Divas stays open is that he owns the building. "It used to be that so many girls lived in the neighborhood," he said. "They packed the place. But now rents have driven them off."

CENTER OF THE STORM


The reasons behind the death of the queer Polk are complex, likely including the ascendance of the Internet as a social networking tool, rising property costs, and the aging of the bars’ core clientele and owners. But most of the community’s rancor has focused on the most visible manifestation of change: neighborhood associations representing new, upscale businesses working with police and the city to clean up the streets.

At the center of the storm is a glass-walled architecture studio at the bottom of Polk Gulch, around the corner from Divas. Two freshly planted palm trees in front of the studio are conspicuous on a site next door to a bleak, institutional homeless shelter outfitted with security cameras and across the street from a porn shop promising "Hot Bareback Action!"

Case+Abst Architects has been the workplace and home of husband and wife Carolyn Abst and Ron Case since they were lured by the area’s low cost in 1999. The trees were the first of 40 planted in a campaign they initiated last year as cofounders of Lower Polk Neighbors. Abst told the San Francisco Chronicle in September 2005 that she "wants a fruit stand [on Polk Street], and we’ll take a Starbucks too."

The group has had an impact: District Attorney Kamala Harris said at a recent community meeting organized by the LPN that she has responded to association agitation by having representatives of the District Attorney’s Office walk the neighborhood with police and installing high-tech surveillance equipment to gain more criminal convictions. Sup. Aaron Peskin has asked the Mayor’s Office of Economic and Workforce Development to include the Lower Polk in its Neighborhood Marketplace Initiative, a program designed to revitalize neighborhood business districts. As part of this program, a part-time staff person now acts as a liaison between Lower Polk merchants and police. Another city program is scheduled to spend $1 million on installing new lights and planting trees later this year.

Activists say the LPN focus is not on outreach, therapy, or support for the Polk’s marginalized residents but on pushing undesirables out of the neighborhood and ejecting outreach programs like a local needle exchange.

Last year Abst was the subject of a "wanted" poster put up on Polk by the group Gay Shame. The group calls the LPN a "progentrification attack squad" whose goal is to "remove outsider queers and social deviants from our neighborhood in order to accelerate property development and real estate profiteering."

The hustler bar Club RendezVous lost its lease in 2005 after the property was bought and razed. Its co-owner, David Kapp, didn’t return our phone calls seeking comment, but he told the Central City Extra in February 2006 that a "smear campaign" by the LPN stopped him from relocating down the street. A First Congregational Church is now being constructed where RendezVous once stood. The church was designed by Case+Abst.

Case told us that the Planning Department wanted to see neighborhood support for the RendezVous move. The LPN asked that RendezVous provide security, but the bar’s owners refused. "They always had younger, underage boys hanging out," Case said. "There are a lot of families in this neighborhood. We wished them well, but it’s also a community." He told us he wants not to gentrify the neighborhood but to make it clean and safe.

But safe for whom?

Chris Roebuck, a medical anthropologist at UC Berkeley, told us that the increased policing has also meant increased harassment of trans women. Sex workers, many of them immigrants from Mexico, the Philippines, and Thailand, are "increasingly being pushed into the alleyways, into unsafe spaces," he said. He’s also noticed a criminalization of what he called "walking while trans" in the six years he has spent interviewing trans women on Polk Street.

At a community meeting with the district attorney earlier this month, two trans women said the police, despite sensitivity trainings, do not take them seriously when they report a crime.

"Getting rid of the public space for trans women and drug users is not safe for them," Polk resident Matt Bernstein Sycamore (a.k.a. Mattilda) told us. "Deportation [of immigrant sex workers] is not a safe space. The needle exchange actually does make people safer. Getting rid of it does not make people safer."

Sycamore, editor of the book Tricks and Treats: Sex Workers Write About Their Clients, is concerned with what he calls a "cultural erasure" in the area. "Polk Street has been the last remaining place where marginalized queers can come to figure out how to cope, meet one another, and form social networks," he told us. "That sort of outsider culture has been so dependent on having a public space to figure out ways to survive. That is the dream of San Francisco — that you can get away from where you came from and cope, and create something dangerous and desperate and explosive."

POLK VILLAGE?


When Kimo’s changes hands at the end of September, San Francisco will lose one of the last vestiges of a hustler culture housed on Polk Street since at least the early 1960s.

On a recent night, six gray-haired men sat chatting or reading the paper, relics of Polk Street’s heyday. A young man with a shaved head and black hoodie stood outside the front door and gave a suspicious look to a young blonde woman in bikini straps who breezed in with two friends, laughing, oblivious to him. A sign in front read "No Loitering In Front of These Premises."

The state’s Department of Alcohol Beverage Control mandated the warning, Kimo’s bartender John David told us. He said he thinks that was the result of pressure from the LPN. "Kimo’s is the new whipping boy," he told us. "RendezVous is out, and now it’s our fault that people are on the streets."

Case denies that his group had anything to do with the crackdown on Kimo’s.

A tall man with shaggy brown hair standing on the sidewalk near Kimo’s, who asked to be identified by his porn-actor name, Eric Manchester, complained that a way of life is coming to an end. Manchester said he started hustling on Polk at age 17 after leaving the "redneck, racist town" of Martinsville, Ind., in 10th grade and being stationed in San Diego by the Navy.

"It wasn’t just money for me," Manchester told us. "This was a good place to come and get advice, comfort, support. There are people that need people, and they’re going to take that all away. San Francisco is going down the tubes. All the heterosexual people are moving in. They like the police-state mentality."

Among the new arrivals is the owner of the $6.5 million O’Reilly’s Holy Grail Restaurant that stands just a few doors down Polk Street from Kimo’s. On a recent evening, a musician played soft jazz on a black grand piano, while men in starched pastel button-down shirts stood around on the hickory pecan floor.

Myles O’Reilly opened the restaurant two years ago, when he also transformed a low-rent residential hotel above the space into 14 European-style hotel suites. Neighbors point to the property as a tipping point in Polk’s transformation. But O’Reilly sounded almost defeated when he talked about his "multimillion-dollar jewel in the middle of the desert."

"We are only a couple blocks from City Hall and Union Square," he told us. "But tourism doesn’t come this way."

With the goal of transforming the area, he teamed up with John Malloy, the head of the recently founded Polk Corridor Business Association, who has also chaired the LPN.

One of their projects is on view outside the restaurant and along the street. Colorful banners read: "Welcome to Polk Village … working together to build a cleaner, safer, more beautiful community." The PCBA plans to circulate a petition to officially change the name of Polk Gulch to Polk Village in a few years, but O’Reilly isn’t waiting. He defiantly lists the restaurant’s address as 1233 Polk Village on his building.

That "village" will house a small army if these merchants have their way. "We need foot patrols up and down Polk Street," Malloy, who lives in the neighborhood, told us. "We’re going to get more police even if we have to go out there and hire them ourselves."

O’Reilly took out his cell phone and started showing me photos. "This is defecation on the sidewalk outside," he said, pointing to a smudgy image. "This is condoms on the sidewalk. You see this lovely photograph? That’s a condom in the flowerbed. That’s what my son had to see this morning. And nobody helps."

"There are 1,000 condos being built here," O’Reilly said. "Something has to be done to restrict the number of street people."

VANISHING NEIGHBORHOODS


The Tenderloin, and to a lesser extent Polk Gulch, risked being swallowed by the expanding downtown financial district and tourist industries in the late 1970s. But in the 1980s, community activism secured a moratorium on the conversion of residential hotel units, required luxury hoteliers to contribute millions of dollars in community mitigations, downzoned dozens of blocks of prime downtown property, and created a nonprofit housing boom.

It is these achievements that new merchants and residents point to when distancing themselves from the word gentrification. LPN cofounder Case told us that because apartments in the area are rent controlled, gentrification is "not possible."

Not so, said Tommi Avicolli Mecca of the Housing Rights Committee. "Look at the Castro," he told us. "It’s full of rent-controlled buildings. All you have to do is evoke the Ellis Act, or you buy out the tenants."

Or look next to the Congregational Church construction on Polk. There stands an almost-completed four-story building whose 32 units are being sold for up to $630,000. A large glossy poster in its window advertises the units’ "open living and dining areas," along with "stainless steel appliances, custom cabinets, [and] granite counters."

Brian Bassinger, cofounder of the AIDS Housing Alliance, told us that in one of the buildings where his organization houses people a few blocks south of Polk Gulch, rent is now $1,700 a month, up from $1,325 just a few years ago.

Gayle Rubin, a professor of anthropology at the University of Michigan and a historian of South of Market leather cultures, told us that gay neighborhoods are disappearing across the country as the core of major cities are transformed into high-value areas. This puts pressure on the economic viability of queer neighborhoods, most of which — despite the stereotype of the wealthy gay — have taken root in marginalized, poor neighborhoods.

"Polk Street is just one little battle in the war," Mecca told us. "The Mission was a working-class lesbian area. That whole lesbian culture got lost overnight. The bustling culture of queer artists in the Castro — all gone. The South of Market leather scene — gone. Parts of our culture, the very thing we came to San Francisco for, keep getting wiped out."

Kelly Michaels did develop a certain amount of celebrity as a performer at the famed club Finocchio’s and as a porn star; fans still post photos and gush over her online. And she remains drawn to the Polk, even if her relationship with the neighborhood is deeply ambivalent.

"It’s so evil, so dark, full of drugs and despair," she told us outside Divas. "But this is my home and my family."

"The people left here are going to fight for their home," she said. "Some people have been here forever. Their whole life is here. It’s impossible to get an apartment in other places of this city."

"This is a sanctuary," she said. "They’re taking the sparkle out of San Francisco."

The original queer district

The Tenderloin and its more settled fringe, Polk Gulch, have a long history in queer San Francisco.

The city’s street prostitutes were pushed into the Tenderloin after the 1914 Red-Light Abatement Law led to a crackdown on the Barbary Coast. Police crackdowns on gay bars in North Beach in the early 1960s led to the ascendance of Polk Gulch as the city’s gay center.

In the 1960s, a vibrant queer culture consisting of young butch hustlers, drag queens, transgendered sex workers, and older men spanned lower Polk and the adjacent Tenderloin. By 1966, the area supported more than two dozen gay bars and baths, sex shops, restaurants, men’s clothing stores, gay theaters, and gay hotels, according to GLBT Historical Society records. The Gay Freedom Day Parade passed through Polk Gulch in the early 1970s. Before Halloween in the Castro, Halloween was in the Polk.

A 1966 police riot at Compton’s Cafeteria, an all-night hangout for hustlers and street queens just a few blocks from Polk Gulch, predates New York’s famous Stonewall riot by three years.

Many gay men from Polk Gulch migrated to the Castro in the mid-1970s, and their businesses left with them. But Polk Street remained a vital center for poor queers of color, hustlers, runaway youths, trannies, and drug users who were generally not welcome in the Castro. The AIDS epidemic hit the Polk hard in the 1980s, which also saw a rise in crime and drugs in the area.

The dot-com boom of 1999–2001 hastened this collapse, accelerating gentrification in the area. A series of fires at SROs, including one in 1998 at the Polk Street Leland Hotel, displaced low-income tenants, while condos began to be constructed in their place. Increased policing, tied in with new upscale businesses and tenants, the aging of the bars’ owners and core clientele, and competition from the new technology of the Internet, also changed the neighborhood’s character.

In the past few years especially, businesses began buying up limping gay bars, transforming them into hip, heterosexual meeting places. RendezVous was razed. The Polk Gulch Saloon became the Lush Lounge. Reflections, a male hustler bar, became the Vertigo Lounge. The Giraffe, a gay bar since 1979, became the Hemlock Tavern. Mission Beach Cafe

Pending the results of the next big earthquake, the Mission remains beachless, unless we count rooftops and the southwest corner of Dolores Park. No summertime water there, other than from the lawn sprinklers, but plenty of ephebes in Speedos for your voyeuristic pleasure. Maybe we shouldn’t fixate on water, anyway. The Mission, while landlocked, does offer lots of sun, a pleasantly hazy slacker ethos that would do credit to those surfer-dude haunts on the San Mateo County coast, and, since early in the year, Mission Beach Cafe, at the corner of 14th and Guerrero streets.

Decriers of Mission gentrification need only take a short roll down 14th, from Market to Folsom, more or less, to have their sense of the world restored. Grit has not yet been totally expunged from this city, and a less likely setting for an urban beach you would have trouble picturing. A few years ago, I wrote about another café, just a block or so away from Mission Beach on the 14th Street corridor, in which all the food was made in little ovens — convection, toaster, microwave — while nefarious types knocked about outside, on curbs and in alleys.

The little portable-oven place folded after a few years, but the advent of Mission Beach Cafe tells us that while 14th Street is still a realm of used-car lots, body shops, gas stations, kinky porn, and maybe even some lingering nefarious types, it is also sufficiently on its way up now to sustain a genuinely gorgeous little restaurant — latest in a long series of labor-of-love, neighborhood jewels that give this city of neighborhoods its distinctive restaurant character.

The gentlemen behind Mission Beach Cafe are Bill Clarke and Alan Carter. Carter is a baker, and this aptitude finds expression in the café’s morning persona — pastries to go with your Blue Bottle coffee — as well as on the evening shift, whose menu can include a rabbit pot pie ($17.50) with a homemade crust. We saw quite a few examples of this dish making appearances around the dining room. Part of its appeal doubtless has to do with the continuing exotic appeal of rabbit, and part of that probably has to do with the fact that cooking with rabbit is tricky. Like turkey, rabbit is lean and dries out quickly, and so sealing it in a pie, with peas, carrots, and thick gravy, is a good strategy. The pie isn’t a true pie, incidentally, an enclosure of pastry. The crust is just a disk fitted over the top of the bowl in which the dish is baked, and there is no edible bottom.

The general drift of the kitchen’s intentions is captured by a single entry on the dinner menu: ahi tuna tartare with ginger and soy sauce. I’ve never had a bad version of this dish, but I’ve had it so many times, and seen it so very many others, that sampling it no longer seems necessary. But it does tell us we’re in the heart of the heart of California cuisine, a reality of mixed and eclectic influences and local, sustainable, and often organic ingredients. And even if this is familiar territory, it can be made exciting by sharp execution and the occasional twist.

Let’s put some grated fresh ginger in the gazpacho ($4.50), for instance, and some sake too. I didn’t pick up the sake, but the brassy fruitiness of the ginger was unmistakable, while the soup’s appearance was unforgettable: a silken smooth purée of Pepto-Bismol pinky peach. A turkey sandwich ($6 for half) wasn’t quite so striking in either dimension, despite avocado, bacon, and aioli, but a vegetarian sandwich ($9.50) made clever use of sun-dried tomatoes’ meatiness as a supplement to grilled eggplant, avocado, and smoked mozzarella.

Succotash ($4.50), a classic dish of the American Indians, is so simple and tasty that its slender popularity nowadays is something of a mystery. It’s a good way to use some of high summer’s fresh corn, and if you run out of fava beans, use edamame instead! The result will be just as good. And if there’s any grumbling, the seasoned fries ($4.50) should snuff it out. They’re not curly like Jack in the Box’s, but they’re just as tasty.

The one dish I found a little wanting was tilapia ($13.50) crusted with flax seeds. These looked like blue-gray lentils and gave the filet the impression of having recovered its scaly skin, but the flavor charge tended toward the imperceptible. Tilapia has its attractions — it’s inexpensive, predictable, low profile — but as a rule it needs more help from the kitchen than a witty crusting and a heap of steamed spinach on the side.

Fortunately we had already semi-gorged on the day’s flatbread ($10), a squarish mat with the puffiness of fresh pita bread and topped with garlic, pine nuts, shredded chicken, fennel, and plenty of grated parmesan cheese. The look was slightly anemic — some green or red would have been nice — but the flavors were clear and powerful. And despite the flatbread’s satisfyingness, we still had enough space available, as we approached the finish line, to accommodate a last small masterpiece of baking: brownie points ($4.50), a pair of moist brownie triangles trimmed with caramel sauce and whipped cream.

To me these sorts of foods are homey in a San Francisco, early 21st-century way, but evidently they’re also hip too, to judge by the profusion of hipsters, in shiny pants and Technicolor Adidas, among the clientele. If we are to have such ironies in the Mission, what better place than at the Mission’s only beachfront café?<\!s>*

Yeah, man, I was there: I saw the Grateful Dead play "Dark Star" on New Year’s Eve. Heavy.

Only it wasn’t 1967. It was 1981, becoming ’82, and we were at the Oakland Coliseum, not the Panhandle. The Summer of Love was long gone; Haight Street was at war, not over drugs but over gentrification, and the cops were cruising up and down, looking not for hippies selling pot and acid but for the self-proclaimed Mindless Thugs, who were throwing bricks through the windows of upscale stores and fancy bars.

Everybody falls in love with San Francisco the way it was the day they arrived, and mine was a distinctly anarchopunk scene. The soundtrack wasn’t Scott McKenzie and flowers in your hair; it was Jello Biafra, "California über Alles," and the kids were getting all bloody and bruised from slam dancing in clubs with black walls instead of mellowing out and digging the colors of the trippy light show.

But the spirit of the 1960s was still very much alive. The Summer of Love gets a bit glorified in the retelling, but in the end the part that survived was a spirit of community and rebellion. We were here because we didn’t feel like we belonged anywhere else, and as quickly as we could set down roots, we decided it was our city and we wouldn’t let the greedheads take it away from us.

And it’s been an endless battle for the past quarter century, but the bad guys still haven’t won; though much is taken, much abides … and every year we celebrate the best of the world’s best city with the original, first-in-the-nation Best of the Bay.

This year’s issue is in part a tribute to that summer 40 years ago when a new kind of politics, music, and culture was emerging in a city where Bruce B. Brugmann and Jean Dibble were helping create a new kind of journalism. Our local heroes this year are all people who were part of the Summer of Love — and are still doing cool stuff today.

It’s also a tribute to everything sensational in San Francisco. And now and then and forever, there’s plenty. *

Bars of mystery

Sometimes you just want to get into trouble: drink too much, dance too crazy, see the sun rise on a workday, do some ill-advised flirting, steal a kiss (or more) in a bar bathroom, follow a shot of Patrón with a cocaine back. It isn’t too hard to get into trouble in this city, where the only rule seems to be that there are no rules (except that last call’s at two, sigh). But sometimes you need a little push — and a little unpredictability — to explore the outer reaches of your comfort zone. A few weeks here and you already know a hundred places to get your drink on: swanky places, divey places, places with good music or music so bad it feels good. It’s hard to remain anonymous, however, when you’re sipping Fat Tire and smoking spliffs on the same outdoor patio you visit every Friday, or ordering Maker’s on the rocks from the bartender who’s best friends with your last lover. And when it comes to enjoying a bit of mischief, anonymity is key. You need the unknown. A puzzle unsolved. A night stretching out before you whose story has yet to be written — the most important element being that its setting has yet to be, well, set. Which is where I come in.

Just call me Nancy Drink, Cocktail Detective. My mission? To scour the city for bars of mystery: those places you’ve passed but never entered, places whose very names are enigmas, and places so random, so hidden, so far away or just plain weird that you’ve never heard of them at all. The places where no one would think to look for you.

CLUB WAZIEMA


This story starts with the enigma that is the Western Addition … oh sorry, NoPa. Which is it? The "scary" neighborhood of yore? Or the latest example of gentrification? Judging by Club Waziema, a charming Ethiopian restaurant and bar that’s a favorite of locals and virtually unknown to everyone else, the answer is both. There’s something decidedly laid-back, eclectic, and a little low-key — that is, a little Western Addition — about the place, with its red and white velvet wallpaper, low lighting in front, and a back room with a pool table that feels more like a hostel rec room than a hipster bar. But the family-run business is keeping up with the neighborhood’s growth, and hints of NoPa are creeping in: for example, the menu of microbrews listed alongside Ethiopian imports (skip the malty stout if you’re not a fan of Old English 40-ouncers; try the harrar instead). Still, this place isn’t exactly on the scenester radar yet — and it’s better for it. You’re really here for the fantastic eat-with-your-hands food and the spot’s off-the-beaten-path, what-happens-at-Club-Waziema-stays-at-Club-Waziema feel.

FORBIDDEN ISLAND TIKI LOUNGE


With a name like Forbidden Island, I figured this must be just the joint to get into delightful, delicious trouble. I wasn’t wrong. Sprouting from an otherwise quiet street was a beacon of bamboo and booze, with a thatched ceiling and a menu of fruity rum drinks organized by strength. Enough Banana Mamacows or Macadamia Nut Chi Chis and there’s no telling what one might do — maybe even something as daring as smoking on the back patio past 9 p.m., when a neighborhood noise ordinance necessitates its closure. Nahhh … this place is still a bit too tame, a bit too Disney-does-Hawaii, for such bold moves. But a young’un celebrating a 21st birthday with a drink in a bowl could certainly do some damage.

BOW BOW COCKTAIL LOUNGE


What a strange, strange place. Where Forbidden Island’s kitsch is calculated, Bow Bow’s is completely organic. The tiny Chinatown joint has the size, shape, and ambience of a lunch counter — white walls, neon, and all. It also has karaoke, which you wouldn’t even know until you heard some drunk fucks at the end of the bar singing "Bohemian Rhapsody" … oh wait, those drunk fucks were my friends and I. There’s no stage. The screen showing lyrics is suspended between the bathroom doors. And the only person there who can sing worth a damn is the man in charge of the karaoke book (with English and Chinese selections, by the way), with a voice like Harry Nilsson’s. Everyone else seems to stumble in already drunk and high, ready to do in public what they’d normally only do alone in their car.

LI PO COCKTAIL LOUNGE


Could this be the Bow Bow’s older, more sophisticated, yet seedier cousin? Perhaps. It’s just up Grant, casting its crimson glow onto the street. Inside, an homage to Buddha punctuates the L-shaped bar. Extra booths and a back room hide from the foyer. The usual alcohol selection shares shelves with unfamiliar liquors in small bottles with wooden tops, the ingredients written in Cantonese. The house drink is the mai tai, which is the color of roses and tastes like sweet tequila. And on the night that I visited, there on a cracked red bar stool, watching Asian television on the flat-screen TV, was the karaoke man from the Bow Bow. Coincidence? Was he following me? Or is there really some kind of connection between the bars?

RADIO HABANA SOCIAL CLUB


Some of the best mysteries are those hidden in plain sight. Like Radio Habana, the hush-hush restaurant-bar nestled sneakily into a corner at 22nd Street and Valencia. Radio Habana has no sign — and it’s particularly obscured by some new construction on Valencia. But if you keep an eye out for the intentionally skewed windowpane and the metal cockroach pinned to the door, you’ll find exactly the kind of place where time stands still, where novels are written, and where stories worthy of novels are perhaps played out. The highlights? Dioramas featuring Barbie dolls, cockeyed pictures, framed homages to John Lennon and Kafka’s Metamorphosis, homemade sangria, and delicious Latin-inspired food (from a quaintly small menu) served on gorgeous, long, rectangular plates.

DOGS BOLLIX


There’s nothing about the name of this bar that sounds appealing. I don’t want to enter a dog’s anything, much less drink in it. The consonants alone, rolling around in your mouth, taste bitter. So the mystery is, why give a place such a name? And why go here at all? Turns out this Irish bar’s moniker is a version of the across-the-pond phrase dog’s bollocks, which means, roughly, "the best ever" (though it does also translate as canine testicles). And though it’s rumored to be overrun by Marina-type college kids and sometimes smell like urine, I found it delightful late on a weeknight: dark wood, frothy Guinness, a pool table, a large, long bar where you can chat with the friendly, attractive (though Scottish!) bartender, and small nooks for more intimate conservations.

HIDDEN VINE


It was a dark and stormy night … no, wait, that was the Dark and Stormy cocktail I had at Le Colonial across the street after trying — and failing — to visit the Hidden Vine, a place so very hidden that it wasn’t even open. Apparently there was "no hot water." A likely story. Surely something unseemly was going on behind those closed doors. Nothing like a wine bar in the dark to inspire criminal activity. But that would have to wait for another investigation. I was on a very particular mission and couldn’t be distracted by just any old cries from the city’s dark underbelly, even if it was an underbelly filled with pinot noir.

BARLEY ‘N HOPS


Barley ‘n Hops is the kind of place you’d never stumble on. You’d have to know it was there, tucked away on the second floor of the 55 Parc Hotel. It has bright lights and carpet and an airport-lounge feel. Also a sports theme, with Angels autographs on the walls, a Giants helmet on a pedestal, and televisions blaring news and sports. But I’m not fooled by such sterile-seeming ambience. I know this is a place to make secret deals, to order a hit, to plot the overthrow of an evil dictator. Or to down a few shots of Patrón and get out before I’m tempted to thwart a coup.

WOULD YOU BELIEVE?


The first time I drove by this bar, I was on one of those strange adventures involving interpersonal dynamics and unreal drama that can’t be written about in a nonfiction format. The kind of day when my answer was, "No, dear bar, I wouldn’t believe." So of course, I had to return to this Richmond enigma as part of my search for tippling treasure. What is it, I wondered, that the bar didn’t think I’d believe? Turns out it’s that the place is so … well … normal. A bit divey, a bit upscale. Ridiculously attractive bartenders juxtaposed with middle-aged clientele rolling dice on the bar and locals playing pool in the sunken foyer. Perhaps I also wouldn’t believe that I’d find myself there on a Wednesday, swing dancing to the Rolling Stones and sipping a fantastic mojito and an impressive Godfather (whiskey and something …) before seeing dawn on yet another workday. But now, I believe. I believe.

PHILOSOPHER’S CLUB


Those in the know call it "the Philly." I knew it only as the lone beacon of light in the otherwise dark and quiet West Portal neighborhood near the tunnel. From its name, you’d expect an interior wreathed by curls of smoke rising from cigarettes held by fedora-wearing men discussing Nietzsche and Kant. But the place is much more like a neighborhood pub. Unpretentious. Friendly. Comfortable. The light hanging over the pool table resembled a ’50s surfer station wagon. "Why is it called the Philosopher’s Club?" I asked the bartender, who’s also the owner. His answer, appropriately Socratic: "Why not?"

BAR 821


"If you found us, do not tell others." That’s the Bar 821 golden rule, a rule just begging to be broken if you’re a spirits sleuth like Nancy Drink. The forced speakeasy theme seems painfully pretentious — until you actually visit the tiny NoPa (yes, folks, where Club Waziema is headed, Bar 821 has already arrived) haunt. The spot offers affordable champagne cocktails, plenty of Belgian beers, and a small, swank, but surprisingly unsnooty interior perfect for intimate conversations. Get there early, though. The place stops letting people in at 11 p.m. Whether the bartenders kick you out then, though, is a nightly mystery …

CHEAP EATS Sockywonk fell down backward on the street. It was the story of her life, she told me, while I shouldered her to my pickup truck, trucked her home, and tucked her in. She was smiling, laughing. Dropped on her head as a baby, she said, and 40 years later … still falling down all over the place.

The next few days were hard. With surgery and chemo behind her, she now faced a bigger, blurrier challenge: the rest of her sinking-in, falling-down life. And the uncertainty was killing her.

She cried on my shoulder. This felt nice. I felt so honored and connected and scared too that I don’t know if I properly there-thered her. We’re all in basically the same boat. I cried and clung and felt finally human.

In case you haven’t felt that feeling, it feels kind of like being alive, only with an asterisk. Soul, spirit, and self-consciousness be damned, in my boat the asterisk has nothing to do with metaphysics and everything to do with sharks. Not our awareness of them drawing incessant underwater circles around us. All animals have that. But we’re the only ones who make whole fucking movies about it.

The asterisk is Jaws. Yep, like it or not, we have Richard Dreyfuss. And popcorn and popcorn and popcorn.

I’ve been watching and watching this documentary about sharks. I got it out of the library and renewed it once. So I thought I knew what Socky was talking about. What I didn’t get was why oh why, in the meantime, she kept forgetting to eat. Three days, she said.

I unburied myself from her shoulder and her from mine and looked her in the eye. Nice as arms and necks and eyelashes are, there comes a time when empathy and hugs no longer quite cut it. I call that Pancake Time.

Three days is too many days.

"Socky, sweetie, you don’t need to worry about the rest of your life," I said, thumbing from her face another couple tears and blinking back my own. "What you need is breakfast."

She smiled a little and nodded even less and said weakly, "I am hungry."

"Let’s go," I said, getting up and tugging on her hand.

Where? Toast.

What?! No, not Toast, you say. It’s overpriced! It’s so so so so yuppie, even for Noe Valley. It pisses on the grave of the late great and relatively down-to-earth Hungry Joe. Two bucks for a cup of coffee! No! Not you, not Cheap Eats, not poor Sockywonk.

You say all of the above, and I shake your shoulder and say, Wake up. You’re having a nightmare. Things change, and I have no choice now but to accept that and say it and say it and show it. I don’t know about you, but I blink alive every morning with nothing but question marks in my thought balloon. Time ticks. For now. That’s all I know, and all I ever will, probably, know, from breakfast to shark food. Time does tick, and the implications seem to include both tooth decay and gentrification.

Besides which, their hash browns are amazing. Do you know how hard that is, for hash browns to amaze? Well, they’re perfectly crusty on the outside and perfectly creamy underneath. Toast! My new favorite restaurant. Not that I’ll ever eat there again, but we did thoroughly enjoy our blueberry pancakes and Mediterranean scramble and hardly cried at all during the whole meal.

And speaking of crusty and creamy, I can’t remember if I told Sockywonk this over breakfast, but in case not, I’ll tell her now that my favorite predatee in the shark documentary reminded me of her. And it wasn’t an octopus but an old slow-ass sea turtle, which, after a not-very-fair chase, didn’t quite exactly give up so much as it turned around and started chasing its chaser, surprising the hell out of it and me and the film crew.

It had slowly enticed the shark into shallow and shallower waters, positioning itself for a last little meal, at least, of its own. What guts does it take to swim toward your predator! Albeit at an angle. The turtle broadsided the shark and took a taste out of its gill.

The shark wigged, of course, and retreated to deeper waters, to find a cheaper restaurant. And the turtle, suddenly faced with the rest of its life, bopped around a bit, in no particular hurry, on the beach. *
