The Summer of Love™. That’s what we’ve been talking about round here. 1967. Timothy Leary. Flower children. Forty years ago this summer, it all happened here. The one summer that was officially about Love with a capital L.

But I’ve been thinking. Aren’t they all summers of love? Mine are. Starting in fourth grade, with red Otter Pops, my condominium complex swimming pool, a pink and white bathing suit with the middle cut out, and my crush on Neil Malesich — who was short, yes, but could do a mean backflip into the deep end — I learned that summertime and romance are inextricably connected.

And not just in the literal sense of vacation romances and mini-golf dates (yes, I saw the Karate Kid). It’s that feeling of infatuation and discovery and newness and nostalgia-for-the-moment about all kinds of things: your front porch or backyard, a slightly charred chicken breast, new flip-flops, new friends, mango juice on your fingers, blockbuster movies, mojitos, kiddie pools. Not just the first time either, but over and over, every year, as you start craving summer the way you’d anticipate the visit of a long-distance lover. Summer arrives, and it’s all new again — the chlorine and the sunburns and the hot pavement.

And so here it is May, and I can already feel it coming: warm winds, bare skin against bare skin, kisses that taste like beer and barbecue sauce, music turned up and windows rolled down, sandy hands tugging at short hems, fruity rum drinks, block parties, fireworks glittering above rooftops. Deleting accountability

Public records are coming in pretty handy these days. Congress is using them to investigate the relationship between the Republican National Committee and the firing of eight attorneys general, and as with many investigations that use documents to uncover malfeasance, some key documents are missing — in this case Karl Rove e-mails.

It seems Mayor Gavin Newsom’s office also has a penchant for the delete key, according to findings of the city’s Sunshine Ordinance Task Force. Two complaints brought by citizens have been heard by the task force regarding how the mayor’s daily calendar is kept — or isn’t kept — and what happened to e-mails that disappeared after they were requested by a member of the public.

"We found there was willful and ongoing violations and destruction of records," task force chair Doug Comstock told the Guardian.

Staff in the Mayor’s Office say they didn’t do anything wrong and no willful destruction of public records has occurred. According to Joe Arellano of the Mayor’s Office of Communications, the e-mails — invitations sent out for the mayor’s Jan. 13 District 1 community policy forum — were purged because they were temporary.

"We have such a huge e-mail system, we have to delete e-mails that are transitory. These, to us, were the same kind of e-mails," Arellano said.

The case is on hold awaiting further information regarding the city’s capability to retrieve purged electronic documents and will be heard again by the task force. But the larger issue is whether Newsom is intentionally keeping his calendar a secret, in violation of city law.

The Mayor’s Office only makes public Newsom’s so-called Prop. G calendar, named for a 1999 ballot measure expanding the Sunshine Ordinance and explicitly making the mayor’s schedule a public record. It’s a stripped-down version of his list of appointments, often with only a couple events per day.

The Mayor’s Office has argued that Newsom’s complete calendar can’t be made public, citing security and privacy concerns. The task force disagrees and contends it’s a document that should be public, with redactions of security and privacy information as needed.

The Mayor’s Office disagrees. "The sunshine task force is wrong, and we are right," Newsom press secretary Nathan Ballard said. "The calendar we give to the public and press exceeds Prop. G."

Arellano, in a letter to the task force, described the other document as a "working calendar that is extremely detailed and accounts for his time from departure from home until his return in the evening. The working calendar contains not only the Mayor’s meeting schedule, but also confidential information such as the officers assigned to protect him, security contact numbers, the Mayor’s private schedule, details of his travel," and everything else that he’s doing.

"What they refuse to realize is they’re both public documents," Comstock said about the dual calendars.

Peter Scheer, executive director of the California First Amendment Coalition (CFAC), agrees that both calendars are public if they contain information about what the mayor’s doing with his city time.

"If they have security concerns, they can withhold particular items that would jeopardize the mayor’s security. There are certain things we can all agree on that can be withheld, certain driving routes and evasive strategies for emergency planning. But when the vehicle stops and he gets out for a meeting at an office, home, or place of business, that item has to be revealed," Scheer said. "If we’re talking about a calendar, there may be thousands of items, and only a handful may be subject to redaction. They can’t use the few to justify nondisclosure of the many."

But that’s precisely what the Mayor’s Office is doing.

The mayor, city attorney, and all department heads are required by Prop. G to reveal "the time and place of each meeting or event attended." The only exclusions may be "of purely personal or social events at which no city business is discussed and that do not take place at City Offices or at the offices or residences of people who do substantial business with or are otherwise substantially financially affected by actions of the city."

Therefore, a Prop. G calendar should contain everything a city official does every day in the course of working for the public. When asked if all the blank spaces on the Prop. G calendar represent personal time, Ballard said, "It could be personal. It could be other. It’s not anything we’re required to divulge under Prop. G."

But just because it should be there doesn’t mean it is. For example, the mayor’s calendar for the afternoon of April 19 shows him attending a library luncheon at 12:30 p.m., a phone interview at 2:30 p.m., and a 4 p.m. meeting with his chief of staff, followed by a Port Commission swearing in.

But we ran into Newsom coming out of a 2 p.m. Recreation and Park Commission meeting, where he spoke in support of more public art in the city. This event is not listed on his calendar. Ballard said the Prop. G calendar is sometimes amended to reflect changes. "I don’t have an android following him at all times. We’re just human beings working here."

"If he indeed was there, I will try to remedy that," Ballard added.

This scenario suggests other public business is also not being adequately tracked and Newsom’s real calendar could fill in the gaps, but the mayor’s computer software is set to automatically delete the working calendar after five days, destroying a record of what the mayor actually did.

Aside from any prurient interest in what the mayor is up to, an accurate record of events is a part of public accountability. Newsom’s calendar for the week of April 16 lists 31 meetings and events amounting to 25 1/2 hours at work. The city attorney’s Prop. G calendar is even more paltry. Between April 23 and 27, Dennis Herrera apparently attended 13 meetings and spent 11 1/2 hours working for the city.

Calendars are important public documents, Scheer says. "Most importantly, they give an insight into who has access to that public official." But, he says, "it’s only as revealing as it is complete."

Scheer and the CFAC are currently involved in a court case with San Bernardino County. The San Bernardino Sun sued the county for access to supervisors’ e-mails, memos, and calendars for a period of time last summer during a large fire that destroyed houses. Bill Postmus, the chair of the board of supervisors, appeared to be AWOL during the emergency, and reporters at the Sun sought relevant documents that might support Postmus’s claim that he was in contact with his staff at the time.

A judge ordered the records released, with redactions, and most officials have complied, except Postmus, who has convinced the county to hire outside counsel and appeal.

Back in San Francisco, the Mayor’s Office doesn’t seem to be sweating much about the next legal action regarding its records management. The task force does not have the power to levy fines or punishment, so the calendar case has been referred to the Ethics Commission, the district attorney, and the attorney general.

"We will be vindicated by the Ethics Commission," Ballard said. "The Ethics Commission will side with us." *

Bringing CCA to life

EDITORIAL Community Choice Aggregation, a new system of developing and selling electric power, has the potential to put San Francisco on the cutting edge of renewable energy nationwide. It could offer lower rates to consumers. It could be an important first step on the road to a full public power system.

When the notion first came up a few years ago, everyone — from Mayor Gavin Newsom to the supervisors to the San Francisco Public Utilities Commission to Pacific Gas and Electric Co. — claimed to be supportive. Now Supervisors Ross Mirkarimi and Tom Ammiano have put forward a plan that would ensure that half the city’s electricity come from solar, wind, and increased efficiency (along with the power we currently get from the dam at Hetch Hetchy). The plan would put San Francisco in the business of developing, promoting, and using solar energy on a huge scale. And suddenly, PG&E is spending millions on ad campaigns and has launched a quiet letter-writing effort to sabotage CCA — and the mayor is nowhere to be found.

It’s no coincidence that the giant private utility’s ads began appearing all over the city, including on the front page of the San Francisco Chronicle, in the same month that Ammiano and Mirkarimi were preparing to introduce their CCA bill. The company is trying to lay the groundwork to counter the city’s arguments that public power, or CCA, is an environmentally sound alternative to PG&E. As Amanda Witherell reported ("Green Isn’t PG&E," 4/18/07), the whole image of PG&E as a green company is a lie: its current power profile is 44 percent fossil fuels and 24 percent nuclear — which means two-thirds of the electricity the company sells is creating either greenhouse gases or nuclear waste.

The CCA plan, on the other hand, calls for 360 megawatts of fully renewable energy in San Francisco. The way the system would work, the city would use money that voters have already approved to develop solar generators and would contract with electricity providers that offer renewable energy. The city would buy the power in bulk, at comparatively low rates, then resell it to residents and businesses. And since the city won’t be making a profit, the cost to consumers will be less than what they currently pay PG&E.

It sounds simple, but the actual implementation is going to be a bit tricky — and will require constant monitoring. That’s why Ammiano and Mirkarimi want to create a new panel, made of several supervisors and representatives from the Mayor’s Office and the SFPUC, to manage the transition. It makes perfect sense: the supervisors need to play a role in the new agency and ought to sign off on any contract. If they don’t, the whole thing could be underfunded, delayed, and packed off to a bureaucratic back room.

But Newsom doesn’t want to give up control, and City Attorney Dennis Herrera hasn’t signed off on the deal. Herrera no doubt has legal arguments against creating a joint control agency, but we can’t believe there’s no legal way to pull this off. Herrera needs to help the board come up with a creative solution.

Meanwhile, Newsom needs to stop ducking this issue. He seems to have plenty of time to attend PG&E’s faux-green media events — but even after CCA supporters rescheduled a press conference twice at the request of Newsom’s office and set it for a time the mayor was available, he didn’t show up.

CCA is a key part of the city’s energy future. The supervisors should pass the plan, including an oversight panel, and the mayor should not only sign it but actively push for rapid implementation. If not, his kowtowing to PG&E should be a central issue for a challenger in the fall campaign. *

PS State law bars PG&E from actively campaigning against aggregation, yet there are signs that the utility is doing just that. Herrera and District Attorney Kamala Harris should immediately open an investigation.

Full of Zizek

Despite Sigmund Freud’s strong distrust of cinema ("I do not consider it possible to represent our abstractions graphically in any respectable manner," he firmly wrote in a letter to an inquiring film producer), Freudian psychoanalytic theory – primarily as reread by the French analyst Jacques Lacan – has come to form the bedrock of much academic film criticism and theory since the 1960s. Anyone who has had a brush with a film class in college has probably gotten an earful of 50-cent concepts such as scopohilia, suture, fantasy, and everyone’s favorite chew toy of power, the phallus.

If you didn’t take notes the first time around, you might want to while watching Sophie Fiennes’s The Pervert’s Guide to Cinema, a veritable crash course on what film can tell us about psychoanalysis and what psychoanalysis can (and sometimes can’t) tell us about film. Fiennes may be listed as the director and producer, but this monster of a clip reel is really the baby of its host and our tour guide, the Slovenian philosopher and psychoanalyst Slavoj Zizek.

Ursine in stature and always slightly disheveled, Zizek is no stranger to the camera. In Astra Taylor’s somewhat worshipful documentary, Zizek! (2005), he delivered his mile-a-minute thought trains, encompassing everything from ethnic jokes to Hegel, with a brusqueness befitting a football coach and the on-the-fly reflexes of a standup comic. Zizek is in similar form in Pervert’s Guide, which isn’t so much a guide as a meandering recapitulation of some of his major talking points, first laid down in books such as Looking Awry and Enjoy Your Sinthome!

Zizek’s central thesis is that film is our most perverted art form, since it doesn’t really tell us what to desire but rather how to desire. Using an array of snippets from The Exorcist to Andrei Tarkovsky’s Solaris, Charlie Chaplin films to vintage Disney cartoons – Zizek illustrates how cinema is the ultimate fantasy machine (which sometimes produces films about fantasy machines. See: Tarkovsky). We project our desires onto the events and characters we watch, Zizek explains, inasmuch as those desires are already psychically inscribed long before they are played out onscreen. Film often literalizes these psychic structures or, at the very least, sets them into relief.

As in his books, here Zizek will often take a basic question or proposition (such as "Why is the only good woman a dead woman?" – when discussing Alfred Hitchcock’s Vertigo), and turn it inside out, revealing the hidden issue that was actually being addressed or occluded all along ("Because men contain the threat of desire by mortifying their objects of desire: women").

Hitchcock and Lacan make many appearances, being that they are two of Zizek’s favorite bedfellows – the man wrote a book about both. (Zizek has a go at David Lynch now and then, but his readings of Lynch’s "primal scenes" and "terrorizing, clownish father figures" are a little pat.) It is not surprising, then, that some of his most brilliant insights and close readings are delivered on his many return trips to Bodega Bay, the decrepit Bates’s manse, and Judy Barton’s neon-illuminated room at the York Hotel in Vertigo.

Fiennes’s one trick (and granted, it’s an effective one) is to do this literally, casually placing Zizek within mock-ups of the scenes that he has discussed. We see Zizek in Melanie Daniels’s skiff puttering across Bodega Bay; next he’s alongside Regan’s bed from The Exorcist; later he’s speaking from the fruit cellar of Norman Bates’s house, or Dorothy Vallens’s apartment in Blue Velvet, or the dimensionless white field where Neo instantaneously summons weapons in The Matrix. This playful technique helps cut through some of the density of Zizek’s more arcane points, and occasionally, we catch the man off guard, cracking cheesy Freudian one-liners about the inherent obscenity of tulips (while watering a garden a la the opening scene of Blue Velvet).

It is not just that Zizek is as well-versed in Lacan as he is in Hitchcock – or that he casts his critical eye toward topics both high and low – that has made him such a popular figure, even with nonacademics. (Zizek is, as far as I know, the only intellectual to be interviewed for Abercrombie and Fitch’s now-defunct Quarterly). This intellectually challenging, often entertaining, and at times draining lecture-posing-as-a-documentary proves at least one thing: Zizek’s combination of disarming charisma and utter seriousness makes him as entrancing as his arguments are compelling.

For the last year, the Guardian has been trying to get mainstream San Francisco to pay attention to the mounting threats to this city’s nightlife and outdoor events. Last night, the issue finally started getting some traction when the San Francisco Democratic County Central Committee overwhelmingly approved a resolution calling on the city to value fun and enact policy changes to protect it (to read the resolution, click here and select “Nightlife and Festivals Resolution”). Kudos to all the representatives who supported it and to the Outdoor Events Coalition and Nightlife Coalition for their advocacy on the issue. There are signs that Mayor Gavin Newsom is coming around on the issue, but the real test will be whether he can rein in the bureaucracy’s hunger for bigger fees and make fun a priority in his next budget update. BTW, it would also be nice if the Chronicle, Examiner, and local TV stations would start paying attention to an issue that goes to the heart of whether San Francisco maintains its lively culture. We really can’t be the only ones that love a good party, can we?

With that inimitable San Franciscan condescension toward anything too popular, various eyes rolled skyward when the SF Film Society announced the tributees at the 50th SF International Film Festival would include the two most famous Hollywood-type people who live hereabouts, George Lucas and Robin Williams. Like a canyon-echoed foghorn, bass exhalations of "borrrrrr-ing" filled select pockets of local airspace. But really, wouldn’t those same naysayers be wondering aloud whether the fest lacked sufficient clout if it hadn’t pulled such big guns for its 50th anniversary?

Intellectual purists might think fondly of the SFIFF’s 1987 tribute to Hungarian Gyorgy Szomjas or of 2004’s ahead-of-the-cusp Malaysian cinema showcase, but the festival has always courted and attracted celebrities. If inventors could perfect a time machine, there’d be a huge queue to revisit some of its earliest stellar events.

World cinema giants passed through the SFIFF’s gates from its beginning in 1957, when it was local theater owner Bud Levin’s all-volunteer baby and veteran Hollywood star Franchot Tone played the role of MC. But the press was naturally always more intrigued by visiting stars, nubile starlets, and what designer couture socialites wore to gala events. Indeed, as the ’60s evolved, fashion and the bountiful femininity it decreasingly cloaked often overshadowed public discussion of Luis Bunuel, Jean-Luc Godard, and John Cassavetes. A near-topless North Beach dancer known as Exotica riveted attention in 1964, the same year several Playmates of the Month attended. Actress Carroll Baker’s see-through ensemble did the trick in 1966, while the suicidally plunging neckline of uninvited guest Jayne Mansfield meant she was asked to leave. The same year, festival chairperson Shirley Temple Black quit to protest the inclusion of the Swedish feature Night Games, which she considered pornographic.

In 1965 the late SFIFF program director Albert Johnson commenced an extraordinary series of epic afternoon tributes to Hollywood legends. No one else was doing such events, so he got the cream of the back-harvested crop: Gene Kelly, Lillian Gish, Howard Hawks, Henry Fonda, Rita Hayworth, Fred Astaire, Bette Davis, John Huston, Frank Capra, and more. Soon everyone began imitating Johnson’s clips-and-chat template.

But the SFIFF was hardly done with lassoing big names both nostalgic and current. The 1975 festival featured the strange-bedfellow roll call of Shelley Winters, Dyan Cannon, Natalie Wood, Jack Nicholson, Robert Evans, Burt Lancaster, Roger Vadim, Gale Sondergaard, and Merv Griffin. In 1979, Sir Alec Guinness, still basking in Lucas-bestowed glory, was honored in the festival’s first (and last, to date) opening-night tribute. Among the glittering attendees were O.J. Simpson and then-girlfriend Nicole Brown. How sweet.

Due in part to an increasingly cutthroat festival landscape, in recent years the SFIFF has tilted toward sober rather than silly celebrity visitors. Tabloid types now need it even less than it needs them. Still, there have been felicitous highlights among latter-day tributes: Fillmore resident Winona Ryder’s refreshing public dis of one local print gossip hound as "a parasite"; Clint Eastwood’s lovely penchant for crediting collaborators whenever he was faced with a direct compliment; Annette Bening shouting anecdote prompts to onstage spouse Warren Beatty; Geena Davis admitting that unlike most self-conscious actors, she loves to watch herself onscreen.

Less ingratiating moments are often memorable for what they reveal about a beloved (or not) figure. Dustin Hoffman’s bizarre ramblings in 2003 reminded me of the tribute to a ditzy Elizabeth Taylor that I’d witnessed at a festival in Taos, NM, a couple years earlier. I’ve never felt such pained sympathy for an interviewer as during Harvey Keitel’s curt cutoff of every respectful Q&A path during a 1996 event. Then there was the time Sean Penn’s ever-so-rebellious cussin’ before a full house at the Kabuki Cinema sent Robin Wright storming out with kids in tow just minutes into his 1999 tribute.

The SFIFF is never going to be the kind of festival Paris Hilton feels she need attend. But even the talented are capable of charmingly awkward – and just awkward – moments. The SFIFF’s awards often cast unexpected light on professionals we’d hitherto identified by their roles; this can make for lurid fun. Still, I prefer it when talents I admire keep their personality flaws off my windshield. Once those bugs get embedded, it’s hard to enjoy a clear view again. *

The Bush administration plans to increase quota of Iraqi refugees allowed into the U.S. from 500 to 7,000 next year in response to the growing refugee crisis, according to the Guardian Unlimited.

Border policies are tightening because one million Iraqi refugees have already fled to Jordan and another one million to Syria. Iraqi refugees who manage to make it out of Iraq still can’t work, have difficulty attending school and are not eligible for health care. Many still need to return to Iraq to escape poverty, according to BBC news.

Death of fun, the sequel

Fun – in the form of fairs, festivals, bars, art in the parks, and the freedom to occasionally drink alcohol in public places – is under attack in San Francisco.

The multipronged assault is coming primarily from two sources: city agencies with budget shortfalls and NIMBYs who don’t like to hear people partying. The crackdown has only intensified since the Guardian sounded the alarm last year (see “The Death of Fun,” 5/24/06), but the fun seekers are now organizing, finding some allies, and starting to push back.

Mayor Gavin Newsom and other city hall leaders have been meeting with the Outdoor Events Coalition, which formed last year in response to the threat, about valuing the city’s beloved social gatherings and staving off steep fee hikes that have been sought by the Recreation and Park, Fire, Public Works, and Police departments.

Those conversations have already yielded at least a temporary reprieve from a substantial increase in use fees for all the city’s parks. It’s also led to a rollback of the How Weird Street Faire’s particularly outrageous police fees (its $7,700 sum last year jumped to $23,833 this year – despite the event being forced by the city to end two hours earlier – before pressure from the Guardian and city hall forced it back down to $4,734).

The San Francisco Democratic County Central Committee will also wade into the issue April 25 when it considers a resolution warning that “San Francisco has become noticeably less tolerant of nightlife and outdoor events.” It is sponsored by Scott Wiener, Robert Haaland, Michael Goldstein, and David Campos.

The measure expresses this premier political organization’s “strong disagreement with the City agencies and commissions that have undermined San Francisco’s nightlife and tradition of street festivals and encourages efforts to remove obstacles to the permitting of such venues and events up to and including structural reform of government permitting processes to accomplish that goal.”

The resolution specifically cites the restrictions and fee increases that have hit the How Weird Street Faire, the Haight Ashbury Street Fair (where alcohol is banned this year for the first time), and the North Beach Jazz Festival, but it also notes that a wide variety of events “provide major fundraising opportunities for community-serving nonprofits such as HIV/AIDS, breast cancer, and violence-prevention organizations that are dependent upon the revenue generated at these events.”

Yet the wet blanket crowd still seems ascendant. Sup. Michela Alioto-Pier now wants to ban alcohol in all city parks that contain playgrounds, which is most of them. Hole in the Wall has hit unexpected opposition to its relocation (see “Bar Wars,” 4/18/07), while Club Six is being threatened by its neighbors and the Entertainment Commission about noise issues. And one group is trying to kill a band shell made of recycled car hoods that is proposed for temporary summer placement on the Panhandle.

That project, as well as the proposal for drastically increased fees for using public spaces, is expected to be considered May 3 by the Rec and Park Commission, which is likely to be a prime battleground in the ongoing fight over fun.

 

FEE FIGHT

Rec and Park, like many other city departments, is facing a big budget shortfall and neglected facilities overdue for attention. A budget analyst audit last year also recommended that the department create a more coherent system for its 400 different permits and increase fees by 2 percent.

Yet the department responded by proposing to roughly double its special event fees, even though they make up just $560,000 of the $4.5 million that the department collects from all fees. Making things even worse was the proposal to charge events based on a park’s maximum capacity rather than the actual number of attendees.

The proposal caused an uproar when it was introduced last year, as promoters say it would kill many beloved events, so it was tabled. Then an almost identical proposal was quietly introduced this year, drawing the same concerns.

“These are just preliminary numbers, and they may change,” department spokesperson Rose Dennis told us, although she wouldn’t elaborate on why the same unpopular proposal was revived.

Event organizers, who were told last year that they would be consulted on the new fee schedule, were dumbfounded. They say the new policy forces them to come up with a lot of cash if attendance lags or the weather is bad.

Mitigating such a risk means charging admission, corralling corporate sponsorship, or pushing more commerce on attendees. This may not be a hindrance for some of the well-known and sponsored events such as Bay to Breakers and SF Pride, but consider how the low-budget Movie Night in Dolores Park might come up with $6,000 instead of $250, or how additional permit fees could strangle the potential of nascent groups such as Movement for Unconditional Amnesty.

The group is sponsoring a march in honor of the Great American Boycott of 2006. On May 1 it will walk from Dolores Park to the Civic Center in recognition of immigrants’ rights. The group wanted to offer concessions, because food vendors donate a percentage of their sales to the organization, but the permit fee for propane use from the Fire Department was too high.

“They couldn’t guarantee they’d make more than $1,200 in food to cover the costs of permits,” said Forrest Schmidt, of the ANSWER Coalition, who is assisting the organizers. “So they lost an opportunity to raise funds to support their work. It’s more than $1,000 taken off the top of the movement.”

ANSWER faced a similar problem after the antiwar rally in March, when the rule regarding propane permits was reinterpreted so that a base charge, once applied to an entire event, was now charged of each concessionaire – quadrupling the overall cost. ANSWER pleaded its case against this new reading of the law and was granted a one-time reprieve. But Schmidt says none of the SFFD’s paperwork backs up a need to charge so much money.

“They kept on saying over and over again, ‘You guys are making money on this,’ ” Schmidt said. “But it’s an administrative fee to make sure we’re not setting anything on fire. It’s essentially a tax. It’s a deceitful form of politics and part of what’s changing the demographic of the city.”

The Outdoor Events Coalition, which represents more than 25 events in the city, agrees and has been meeting with city officials to hash out another interim solution for this year, as well as a long-term plan for financial sustainability for all parties.

“We’re cautiously optimistic,” said Robbie Kowal, a coalition leader and organizer of the North Beach Jazz Festival. But he’s still concerned about what he and the coalition see as a continuing trend.

“The city is changing in some way. It’s becoming a culture of complaint. There’s this whole idea you can elect yourself into a neighborhood organization, you can invent your own constituency, and the bureaucracy has to take you seriously. Neighborhood power can be so effective in fighting against a Starbucks, but when it’s turned around and used to kill an indigenous part of that neighborhood, like its local street fair, that’s an abuse of that neighborhood power.”

 

NIMBY POWER

Black Rock Arts Foundation, the San Francisco public art nonprofit that grew out of Burning Man, has enjoyed a successful and symbiotic partnership with the Newsom administration, placing well-received temporary artwork in Hayes Green, Civic Center Plaza, and the Embarcadero.

So when BRAF, the Neighborhood Parks Council, the city’s Department of the Environment, and several community groups decided several months ago to collaborate on a trio of new temporary art pieces, most people involved thought they were headed for another kumbaya moment. Then one of the projects hit a small but vocal pocket of resistance.

A group of artists from the Finch Mob and Rebar collectives are now at work on the Panhandle band shell, a performance space for nonamplified acoustic music and other performances that is made from the hoods of 75 midsize sedans. The idea is to promote the recycling and reuse of materials while creating a community gathering spot for arts appreciation.

Most neighborhood groups in the area like the project, and 147 individuals have written letters of support, versus the 17 letters that have taken issue with the project’s potential to draw crowds and create noise, litter, graffiti, congestion, and a hangout for homeless people.

But the opposition has been amplified by members of the Panhandle Residents Organization Stanyan Fulton (PROSF), which runs one of the most active listservs in the city, championing causes ranging from government sunshine to neighborhood concerns. The group, with support from Sup. Ross Mirkarimi’s staff, has delayed the project’s approval and thus placed its future in jeopardy (installation was scheduled to begin next month).

“My main concern would be that this is a very narrow strip of land that is bordered by homes on both sides,” said neighbor Maureen Murphy, who has complained about the project to the city and online through the PROSF. “My fear is that there is going to be amplification and more people and litter.”

The debate was scheduled to be heard by the Rec and Park Commission on April 19 but was postponed to May 3 because of the controversy. Nonetheless, Newsom showed up at the last hearing to offer his support.

“Rare do I come in front of committee, but I wanted to underscore … the partnership we’ve had with Black Rock Arts Foundation. It’s been a very successful one and one I want to encourage this commission to reinforce,” Newsom told the commission. “I think the opportunity exists for us … to take advantage of these partnerships and really bring to the forefront in people’s minds more temporary public art.”

Rachel Weidinger, who is handling the project for BRAF, said the organizers have been very sensitive to public input, neighborhood concerns, environmental issues, and the impacts of the project, at one point changing sites to one with better drainage. And she’s been actively telling opponents that the project won’t allow amplified music or large gatherings (those of 25 or more will require a special permit). But she said that there’s little they can do about those who simply don’t want people to gather in the park.

“We are trying to activate park space with temporary artwork,” she said. “Guilty as charged.”

Yet any activated public space – whether a street closed for a fair or a march, a park turned into a concert space, or a vacant storefront turned into a nightclub – is bound to generate a few critics. The question for San Francisco now is how to balance NIMBY desires and bureaucratic needs with a broader concern for facilitating fun in the big city.

“Some people have the idea that events and nightlife are an evil to be restricted,” Wiener said. But his resolution is intended as “a cultural statement about what kind of city we want to live in.” *

 

Small Business Awards 2007: Community Institution Award

It started in 1971, with a handful of people who worked for Socialist Revolution magazine and wanted to sell books that would give the Movement – and back then it had a capital M – some historical and theoretical perspective. The magazine’s editor, Jim Weinstein, provided the rag with a free 900-square-foot space in a building he owned. With $5,000 in raised funds, the idealistic collective opened Modern Times Bookstore in the Mission.

A lot of similar projects were launched in San Francisco during that era – co-operative businesses and ventures founded by activists with a radical social vision – and most of them folded. Modern Times grew. And while independent bookstores around the country are failing by the day, Modern Times is thriving.

"I think it’s because we’ve always had the support of the community," Michael Rosenthal, who started at Modern Times just weeks after it opened and retired this year, told us. "We were always a community bookstore."

And unlike a lot of ’60s-era institutions, Modern Times was open to adapting and changing – while preserving its core beliefs. There have always been books for sale on Marxism and socialist theory, but as Rosenthal points out, "at a certain point, we realized we were just speaking to a coterie."

Taking a broader approach, Modern Times became one of the first bookstores in the country to offer a lesbian-gay section and one on women’s issues. And these days the store has an incredible variety of books from major and small-press houses in all sorts of different genres, including Spanish-language and children’s books, and an extensive rack of zines and cultural periodicals. New College, right down the street, uses Modern Times as its school bookstore, a deal that helps both local institutions.

Modern Times has maintained its worker-ownership structure – and has always been a community resource. Its back room is abuzz with local author book signings and queer experimental poetry readings. Political and community groups use the store for everything from panel discussions on the city’s wi-fi plan to workshops on economics and how-to sessions on bike safety. The site has hosted events featuring the storied radical feminist ’80s performance art and culture-jamming group the Guerrilla Girls, and San Francisco’s innovative Cutting Ball Theater is currently in residence there. Check out the events page on the store’s Web site for a fabulous list of upcoming eclectic and wonderful writers, speakers, and interactive programs.

Modern Times has become more than just a neighborhood bookstore for the Mission. It’s also a crucial part of San Francisco’s progressive community. And it’s a sign that independent bookstores can withstand gentrification and the assault of the big chains – and make a difference. (Tim Redmond)

“The Cripple of Inishmaan”: Irish charm and magic

What a wonderful mix of Irish charm and magic the Wild Irish Productions spun in the drizzle and fog of Fort Mason last Saturday night April 2l. It was the opening night for Martin McDonagh’s “The Cripple of Inishmaan” at the Magic Theater.

This is a difficult play to produce and do well, with the nuances and dark humor of Irish story telling based on the historical fact that a Hollywood producer came to a nearby island in l934 to make a documentary film. Cripple Billy, mysteriously crippled at birth and mocked for spending his time looking at cows, wants to try out for the movie to escape the poverty and hopelessness of his island home on Inishmaan.

Eddie Fitzgerald gives a splendid performance as Cripple Billy, and the other actors and actresses deal with his declaration of audacity in ways that are comical, sad, and island Irish. Each character is well-crafted and believable — Breda Courtney and Esther Mulligan as Cripple Billy’s widowed aunts, Howard Dillon as the town crier who always reports on three items of gossip and news, Bryn Elizan Harris as Slippy Helen the bumptious lady of the island, and Arthur Scappaticci as Babbybobby who comes off just as his name suggests. The result is a cohesive ensemble that comes together to produce a first rate performance.

The play is another tour de force for Breda Courtney, who hails from County Dublin. She is a 20-year veteran of little theater who performs miracles in producing these blooming events and keeping the troupe going. This time around, she got excellent assistance from her daughter, Stephanie Courtney-Foss, who made her first appearance as artistic director of Wilde Irish. And her son Christopher Courtney provided the set photos. What a good show: see it.

New York Times beats libel suit in Texas

The 2003 package of investigative stories known as “A Dangerous Business” ranks highly among adoring muckrakers. It was put together as a joint PBS Frontline episode and series of articles in the New York Times, all led by journalistic juggernaut, Lowell Bergman. The series highlighted in excruciating detail workplace safety problems at a pipe manufacturing plant in Tyler, Texas, owned by the Alabama-based company, McWane, Inc. and earned the contributors a Pulitzer Prize.

The Justice Department and Environmental Protection Agency launched criminal investigations into McWane plants the same month that the series launched.

But after it actually ran, a cloud of sorts was cast over Bergman’s reporting when the owner of a workplace safety medical provider called Occu-Safe sued for libel arguing that the Times articles included false statements about the quality of care provided to McWane employees by Occu-Safe.

A judge has dismissed the libel suit as of Tuesday without offering a written opinion, meaning it’s not clear what argument made by Times attorneys in a motion for summary judgment worked. But the Times legal team had argued that the articles could not be legally regarded as defamatory, because they described conditions and events at the plant truthfully. A Times vice president believes Occu-Safe will appeal, but he says they’re sure to prevail again.

The entire package is a riveting primer for anyone even remotely interested in how workplace safety regulation works (or doesn’t, depending on a number of factors) in the United States. Bergman more recently completed a series of pieces for Frontline on the fate of newspapers (and other media) in the United States and is a professor at Berkeley’s graduate School of Journalism.

SONIC REDUCER So you wanna live clean, go green, and leave a low-impact footprint on this embattled Earth — yet you also want to bring the noise, bust a move, and get the rock out? It’s worth wondering about on Earth Day, when everyone seems to be looking to what they can change while the powers-that-be hold their apocalyptic course. Some might argue that a decadent pop lifestyle clashes with the color green — and even those who want to tour consciously must pay a price.

"It is a lot of work," said Oakland musician John Benson, whose veggie oil–fueled bus and curbside shows are a model for ecopunks who want to burn less petroleum and more french fry grease. He has converted vehicles for about five bands so far and plans to attend the Version Festival in Chicago to demo veggie-run vehicles, but Benson and his converts are learning that culling free fuel from oil Dumpsters behind truck stops can be dirty and time-consuming work.

"Bands that are really glamour conscious get really bummed out," he explained. "There’s a time loss and a filth factor, and when you’re on a tour, you’re conscious of making the next show." Also with used oil, "you get dead rats, sweet and sour sauce, and the occasional ball of hair," he added. "You have to be prepared to pull over and pull it out. Be prepared to get your favorite suit covered with rat droppings. It’s a fashion hazard."

Still, creating a cleaner planet doesn’t have to be a filthy business, despite the fact that even green-minded musos such as Smog Veil Records honcho Frank Mauceri admit, "Traditionally, the music industry has not been a green industry. It’s not a business that’s been sensitive to the environment."

Nonetheless, Mauceri, who fought Chicago’s city hall to install an electricity-producing wind turbine and solar panel system atop his new headquarters, and others are trying to buck tradition. San Francisco singer-songwriter Kelley Stoltz’s recent Below the Branches (Sub Pop, 2006) sported a Green-e label, tagging the full-length as the first to be recorded with all-renewable energy purchased through offsets from the Bonneville Environmental Foundation. Pink Floyd guitarist David Gilmour similarly created a climate-neutral solo album, On an Island (Sony, 2006), through an arrangement with the CarbonNeutral Co., planting trees in response to the carbon emissions produced during the disc’s making.

But what can you, humble musicmaker and fan, do? I did a little chatting, Web searching, and non-ozone-depleting cogitating for just a few suggestions on how to green your music enjoyment.

THE TROUBLE WITH CDS Are digital downloads the real green deal for music consumers? Part of Smog Veil’s green initiatives involves eliminating jewel cases and using all-paper Digipaks, eventually moving to solely digital downloads. But the digital divide continues to be an issue — so the nonwired music lover might want to purchase music from bands such as Cloud Cult who have packaged their CDs in 100 percent postconsumer recycled paper with nontoxic soy ink. And those still attached to the shiny plastic discs can turn to Green Citizen (1-877-918-8900) for recycling. Meanwhile old-school DIY-ers such as Benson make a plea for analog: "People are finding bulk tapes in thrift stores and recording over them in the spirit of recycling."

DELIVERY SYSTEM BLUES You’ve proudly purchased that ecofriendly download, yet what to do when the trusty iPod breaks? Apple has a recycling program: any US Apple store will accept old iPods and offer a 10 percent discount on a new player. Nonetheless the highly toxic e-waste generated by all MP3 makes and models continues to worry environmentalists. Cart those busted players to the aforementioned Green Citizen or call pickup artists such as E-Recycling (1-800-795-0993).

LIVE WASTE "Music is a catalyst," Perry Farrell recently told me from London. "It can bring people together and make change fashionable. I’d love to see everyone buying recycled paper and buying hydrogen fuel cell cars." Farrell has done his part with Lollapalooza, which introduced solar-powered stages and came up with fun ways to encourage recycling (audience members gathering the most recyclables have scored backstage passes). Bonnaroo and the Vans Warped Tour have powered stages, generators, and buses with biodiesel. Still, efforts can be as simple as the Green Apple Music and Arts Festival (not to be confused with the SF bookstore). Founder Peter Shapiro is using the fest to promote Earth Day with shows in San Francisco, Chicago, and New York City this year while providing city venues with environmentally friendly paper products, garbage bags, and cleaning materials and offsetting the carbon dioxide emissions produced by the festival, making it the largest carbon-neutral event in the country. He told me that he hopes "we’ll get people to think about it for 30 seconds, maybe go buy an energy-efficient lightbulb, maybe carpool or walk to the next show."

GET IN THE VAN Not all young bands can afford to buy carbon dioxide emission offsets and convert to biodiesel when they go on tour, like Barenaked Ladies, Pearl Jam, Gomez, and Crosby, Stills, Nash and Young — let alone slap their name on a biodiesel company the way Willie Nelson has with BioWillie. But that doesn’t mean musicians have to stop spreading the green love. Someone Still Loves You Boris Yeltsin’s Philip Dickey says his Springfield, Mo., group is aiming to convert its touring van to veggie oil someday, but until they can afford it, they’re trying to do their part. "No one in the band has a car. We all ride bikes when we’re in town, and when we’re touring, there’s five of us in a van. Pollution sucks, and pollution coming out of our van sucks. But it’s not like one person in an SUV. We also have a new song called ‘Bigger Than Your Yard’ about how everyone has to have a car." *

It’s a green-minded, art-and-music-focused campout in a forest wonderland. Organized by Los Angeles’s the Do Lab with participation from tons of SF artists, this three-day event is powered by alternative energy, offers ecoworkshops in everything from permaculture to raw foods, and encourages rideshares — including a participant-organized bus trip from San Francisco. Also featuring performances by Freq Nasty, Bassnectar, Vau de Vire Society, El Circo, and other DJs and artists from San Francisco and elsewhere, LIB attempts to change the precedent that festival fun has to be ecologically disastrous.

"Sierra Nevada World Music Festival" Mendocino County Fairgrounds, Boonville; www.snwmf.com. June 22-24, $125 plus $50 per car camping pass. Peace is green, right? I mean, what about Greenpeace? And peace is what this festival, which promotes "conscious" music, is all about. Plus, a range of representatives of environmental and social issues will be tabling at the festival — and registering voters.

"Burning Man" Black Rock City, Nev.; (415) TO-FLAME, www.burningman.com. Aug 27-Sept 3, $250-$280. With its Leave No Trace philosophy and its hippie roots, Burning Man has always been greener than most. But this year it’s getting even more explicitly so with the theme the Green Man, focusing on humanity’s relationship to nature (even though there is no nature on the dry lakebed surface). A pessimist might suggest this year’s theme is just another excuse to waste resources on leaf-themed art cars and that "Leave No Trace" usually translates to "Leave Your Trash in Reno." But an optimist might say this is Burning Man acknowledging and trying to address such issues. Either way, air out your dust-filled tent and pack some chartreuse body paint — it’s going to be an interesting year in Black Rock. *

Rec and Park, an increasingly incompetent department that has bungled its way into a $2 million budget deficit, say they need big bucks to cover their costs and wipe out the red ink. Their proposal calls for charging $50,000 to use the Golden Gate Park polo field, $25,000 for Civic Center Plaza, and $12,000 for Mission Dolores Park. And on top of all this, the city has banned booze from the Haight Ashbury Street Faire of all places. Last year, we warned that fun in the city was under siege. Now it’s starting to look comatose.

Rev up the presses! Judge Illston rules in favor of a Guardian motion to open all the Hearst/Singleton records during and after the Reilly antitrust trial

There’s bad news and good news today. The bad news is that Federal Judge Susan Illston ruled today
April l2 that the Hearst/Singleton documents of secrecy and stonewalling remain under seal in the Reilly antitrust trial. She adopted the proposals for sealing as put forth by the Hearst/Singleton/Gannett/Stephens attorneys.

The good news is that Illston was clearly exasperated with the publishers’ continuing demands for sealing records and stated that “during and after the trial” the public will have a “highly compelling interest in access to all evidence presented by the parties.” She concluded her one paragraph order by saying that “the instant sealing orders will therefore have no effect on the sealing of any evidence presented at trial.”

Attorney James Wheaton of the First Amendment Project in Oakland had earlier won a ruling from Illston to unseal the Hearst/Singleton court records, but allowed the publishers to seal a new batch of records during a later filing. Wheaton asked for a review and argued that Illston “should apply the more stringent standard applicable to dispositive motions” and that the court “should not seal a record submitted with a dispositive motion unless defendants have made the required showing of ‘compelling reasons’ and a balancing of ‘all relevant factors’ to justify sealing.” A dispositive motion is one directed toward or effecting dispositon of a case.

Illston responded to Wheaton’s appeal with today’s order that would unseal the Reilly trial documents and in effect open up the publishers’ monopoly moves to lock up the press of the Bay Area and much of California to an unprecedented examination by the staffs of the chain papers, the rest of the press, and the public.

Wheaton is representing the Guardian and the Media Alliance in this action. See my previous “Stop the presses” blog for more information on the secrecy and stonewalling battle and copies of the publishers’ filings asking for the lastest batch to be sealed. See Illston’s unsealing decision below and Wheaton’s appeal in my previous blog. The Guardian will put up all records during and after the trial on its website at sfbg.com.

Professional note to Reilly and his attorneys Joe Alioto and Dan Shulman: make sure you get all the relevant monopolizing documents of the nation’s biggest chains into the trial so that the Bay Area, and the rest of the world, can see how it is done and how monopolies censor and mangle the coverage of their own monopoly moves. This is one of the big Censored Stories of our time. And it is indeed chilling to watch these events unfold.

Repeating the key question: why is it that a reader and an intervening alternative newspaper have to do the job of the California Attorney General and the U.S. Attorney’s office? Antitrust? What’s antitrust these days? B3

Magic and memory: Matt Sussman chats with Apichatpong Weerasethakul

Whereas David Lynch at times utilizes all the excesses of a bad rock video to give form to the dream logic of his films, Apichatpong “Joe” Weerasethakul creates quietly evocative cinematic reveries. Paced to the unhurried rhythms of their character’s lives and structured around the landscapes (frequently, the verdantly green jungles of his native Thailand) in which they unfold, Apichatpong’s films invite introspective contemplation as much as they have puzzled many an audience and critic. His elliptical narratives, shot through with moments of sharp humor and unexpected beauty, are imbued with a sense of openness, a kind of responsive flexibility that allows their course to be redirected by other forces: a song, memories, folktales. These last two items, in particular, kept coming up as Apichatpong discussed his latest feature Syndromes and a Century (a twice told tale loosely based on how his parents met, showing April 13-15 at Yerba Buena Center for the Arts), his love of American disaster movies, and the magical potential of film. Guardian: You are doing a scene by scene breakdown of Tropical Malady at Berkeley’s Pacific Film Archive. How do you feel about that kind of engagement with your film?

Apichatpong Weerasethakul: I’m not sure. I’m excited about it, because it’s a film that’s quite difficult to explain. One part of my mind thinks that it’s not good to talk about this film because it’s very open to interpretation, but another part thinks that it’s a very nice way to get the audience’s feedback. And I may learn that we can also maybe adapt [the format] and do similar events in Thailand, where very few people relate to my films.

SONIC REDUCER Conventional wisdom — chew before swallowing, hang on to your nine-to-five, the safety of the passengers depends on keeping conversation with the driver to a minimum — usually suffices eight days a week. But along march catastrophic events, and the rules fly out the window. Luckily, agile industry vets such as Six Degrees founders Bob Duskis and Pat Berry know how to respond to fate’s highs and lows. For instance, the label was universally warned not to release its Arabian Travels comp post–Sept. 11.

"Everybody told us, ‘You are crazy if you put this record out. People are going to be angry. Retailers aren’t going to carry it,’ " Duskis recalls at Six Degrees’ sizable Mission District office. "And we thought, you know, this is the perfect time to put this record out! More than ever people need things that transcend stereotypes — a positive representation of what comes from the Middle East." That, on top of evidence that Americans were suddenly ravenous for any information about a world they had once largely ignored, convinced them to go ahead. Turns out "it’s one of our best-selling compilations!" Duskis delivers the kicker, chuckling. "And we got a lot of mail from people of Middle Eastern descent who live in this country saying, ‘Thank you very much!’ Obviously, we feel like music is a great connector."

On the cusp of Six Degrees’ 10th anniversary celebration, sitting in a conference room atop some 20,000 CDs in the company’s downstairs warehouse with his 14-year-old hound Scout by his side, Duskis, 47, is feeling ever more optimistic about the future. On April 18 the label head will be joining the imprint’s Bombay Dub Orchestra, Jef Stott, and r:sphere of Zaman 8 on the steelers’ wheels — as he often does online via the label’s monthly radio show and occasionally does at one of many nights sponsored by Six Degrees at Supperclub, Madrone Lounge, and elsewhere. Part of the party: Backspin: A Six Degrees 10 Year Anniversary Project, which finds roster artists covering their faves (Karsh Kale takes a tabla to the Police’s "Spirits in the Material World").

Six Degrees has plenty to toast, while providing a lesson in indie survival techniques. After hitting it big with licensed bossa nova royalty Bebel Gilberto’s Tanto Tempo (2000) and subsequently downsizing amid the industry’s early ’00s doldrums, the imprint has been busily undertaking new projects, expected for a company that has always looked forward: a digital-only Emerging Artists series including Bay Area artists Stout and Zaman 8 as a way of breaking new performers with lower overhead, and a new partnership with Starbucks Entertainment to play and promote the debut by the silky-voiced, groove-obsessed, and cute-as-a-bug Brazilian singer-songwriter CeU, the first non-English-language artist to break into the chain’s Hear Music Debut series and find exposure to java junkies everywhere. "Hitting that consumer that’s outside the traditional pathways, which have been closed to us or just aren’t working anymore, it’s the kind of thing we need to do," Duskis explains. "All signs are pointing for this to be a big breakout."

Breaks and smarts have gotten Duskis and Berry this far: the two met at Palo Alto new age independent Windham Hill. Duskis had worked his way up to become the head of A&R; Berry, VP of sales and marketing. Both were united in their belief that the label should explore more global sounds, and they eventually departed to create Six Degrees under the umbrella of then-Polygram-owned Island at the behest of their genre-crossing hero Chris Blackwell, who asked the two to market the "weird stuff, all the nonpop stuff."

After Blackwell left, Duskis and Berry got out of Island with their masters in the nick of time before being entangled in yet another monstrous merger. With an infusion of venture capital, they relaunched the label as a true independent in ’98 before hitting it massive with Tanto Tempo. "From the start we treated it not like this was going to be some weird, little world-electronica record but as something for a wide range of people, from young club audiences and electronica fans to older people who had hit the first bossa nova wave to pop and Sade fans. Sure enough, it became the coffee-table world music record of that year," Duskis says. (Gilberto’s latest, Momento, comes out April 24).

The success of that album pegged Six Degrees as a world fusion label, but the founders always saw the imprint as more than that, releasing artists as varied as Michael Franti, Cheb i Sabbah, and the Real Tuesday Weld — more a global content provider with a highly eclectic palate and fingers dipped in digital distribution; podcasts; music blogs; and licensing to film, TV, and commercials before anyone else. "One thing I’d say we’ve never tried, as a label," Dukais quips, "is to be so hip it hurts." *

Gone are the days when Jeff Chang churned out columns for the Guardian, but my Hawaii bud can be excused for burying himself in books such as his award-winning Can’t Stop Won’t Stop and his compelling new volume, Total Chaos: The Art and Aesthetics of Hip-Hop (Basic, $18.95). Total Chaos emerged from discussions on the future of demographics and aesthetics in the arts about three years ago and found Chang editing playwright Danny Hoch, artist Doze, and DJ Spooky, as well as essays on hip-hop and queerness. It’s a wide-angle take on hip-hop’s impact on the arts, triggering what Chang calls "crosscutting debates within the book." And without: "I’ve seen a review in the National Review complaining that there’s no center to this," Chang says on the road. "But hip-hop is about call-and-response. It’s not necessarily about people having a consensus." Expect a hot back-and-forth when Chang gathers Marcyliena Morgan of Stanford’s Hip-Hop Archive and contributors such as Adam Mansbach for a hip-hop aesthetics talk April 17 (and later on May 8).

A couple dozen of San Francisco’s best young graffiti artists, many dressed in black hooded sweatshirts and baseball hats, huddle around long tables littered with markers, blank books, pens, and stickers. The artists crowded around the white paper–draped tables do a little talking and joking, but mainly they’re drawing and writing, some at a fever pitch. Bright colors and stylish lettering abound. There is a sense of concentrated creativity in this large studio space — something rare in classrooms these days. But this not your run-of-the-mill art class. This is Streetstyles, a free course that focuses on the misunderstood medium of graffiti and street art. Its aim is multifaceted, concentrating on the production and repercussions of urban art. The class attempts, as instructor Dave Warnke explains, "to separate the art from the act." He is interested in what motivates these artists: Why are they writing graffiti? What do they want people to see? What do they want people to feel?

Some kids, Warnke admits, "get into [graffiti] for the criminal mystique." But inclusion has been a key principle for Warnke and his art lessons. Although Streetstyles does not turn away any young artists, new students to the course are always pulled aside for a little one-on-one. "I ask them, ‘Do you do it for the crime? Or do you do it for the art?’ " he says. "If you don’t want to do art, then you might as well go piss on the sidewalk." The number one rule in Warnke’s class is respect. Respect for the art. Respect for one another. And respect for oneself.

"I try to give them the respect that I don’t think they get other places," he says. "I engage them, let them know that this is art. I’ve had some of these kids for years. I can help them by exposing them to different styles and by challenging them. I push them, and I’m not sure how many other people in their lives are doing that."

Originally from New Jersey, Warnke has two art degrees from Dún Laoghaire College of Art and Design in Dublin, Ireland, but he says his early experiences in art education were a bit rough, as he bounced around art schools before finally settling in the Bay Area. "I had no skills except drawing silly faces," says Warnke, who’s been an active street artist for more than 10 years. "My art didn’t have a place. It’s kind of like propaganda."

He figured he’d become an art teacher, then quickly realized that schools in the area were firing — not hiring — art teachers. He finally applied for a position at James Lick Middle School in Noe Valley, carefully leaving his street art out of his portfolio, which was composed of mainstream art and design work.

"I wanted to get the job," Warnke admits. "I thought I was going to teach watercolors or something. You know, bowls of fruit and stuff." But faculty members had already heard about Warnke’s back-alley and rooftop endeavors, and they were not offended. As a matter of fact, they were impressed. They offered him an opportunity to teach a class on his kind of art, street art. Thus, the first Streetstyles program was born.

After a stint at City Arts and Tech High School, Warnke decided to take Streetstyles out on its own. Starting last October — thanks to financial backing from Youth Speaks and Mark Dwight, CEO of Timbuk2 — Warnke started teaching his independent class twice a week at Root Division, a 7,200 square foot building founded in 2002 where resident artists receive subsidized studio space in exchange for their service as art instructors.

"Root Division is a great place to do it," Warnke says. "They are very accommodating." In addition to hosting Streetstyles, Root Division provides San Francisco youth with free art classes and after-school programs, hosts events, and has adult programs designed to make art more accessible to the community at large.

Streetstyles was rounded out by the addition of San Francisco graffiti legend and Root Division resident artist Carlos Castillo. Castillo, under the alias Cast, is a first-generation West Coast graffiti artist who started writing on the streets of San Francisco around 1983. Now a professional artist, sculptor, California College of the Arts graduate, and occasional graffiti art teacher for his son, Castillo edifies students about old-school styles and the history of the movement. "We balance each other out," Warnke says.

The core curriculum doesn’t stray far from that of a conventional art class. Every session starts with a stealthy lesson plan in which Warnke and his staff attempt to sneak in a little formal education. There is study of color, composition, and form. The students study typography, entertain guest speakers, and examine street art from around the world. At Streetstyles purpose, placement, and permission replace reading, writing, and arithmetic.

Warnke is aware of the criminal aspect of his passion and understands how some, particularly opponents of street art at large, might think his work empowers vandalism. There are students in his class who have been arrested, suspended from school, and even jumped for their love of graffiti. Many are doing community service for vandalism, and some have prior records for crimes unrelated to street art. Warnke counters, "I’m not a cop, and no, I’m not going to snitch. I understand [these kids’] passion, and when you compare writing graffiti to what’s going on in the schools these days and in the streets with the violence and drugs, I just want to give them even more markers. Some of these kids don’t know about anything much past 23rd Street. I provide these kids with a place that’s safe. And yeah, I let them get up. For four hours a week, they are not getting in trouble, getting in fights, doing drugs, or whatever. While they are in my class, they will all be safe, creative, and respectful."

Many of the students’ parents are supportive of the class. Warnke boasts, "I got my first ever real fruit basket from a parent, and it was a damn nice one too." He adds, "I want these kids to do something they can be proud of. Something they can take home to mom."

"You can have street art hanging at the [Yerba Buena Center for the Arts], but if you go outside and start writing on a wall, you’ll be arrested," he says. It’s an interesting paradox in his class, just as it is in the larger world of street art.

As for Warnke’s own urban artwork, these days he focuses mainly on trading homemade stickers — his and his students’ — with other street artists from around the world. "What I like about it is that it’s a different form of getting up. Some people claim all-city — well, we’re trying to claim all-world," he says. "I’m up more in Brazil and Portugal than I am here in the States."

But is Warnke still writing on walls?

"I’m semiretired," he says, smiling shyly. "I used to be invisible. Now it’s too easy to find me." *

Tempest in an urban teapot

OPINION Our local road-culture war has erupted again, this time thanks to some unsavory gossip columnists at the monopoly paper in town. Wildly distorted accounts of two confrontations at Critical Mass in March have been presented as evidence that bicyclists are antisocial, out of control, and generally immature scofflaws. Such accounts serve to frame a narrative that is in sharp contrast with the actual experience of tens of thousands of bicyclists, pedestrians, and motorists on the last Friday of every month, not just in San Francisco but in hundreds of cities worldwide where Critical Mass rides take place regularly.

Suddenly, normal life is suspended as thousands of bicyclists — talking, singing, playing instruments and boom boxes, smiling and laughing — take to the streets. Bells tinkle, people wave, traffic stops, encouragement is shouted, and uncounted conversations of unknowable depth and breadth happen by serendipity and choice. This is much more characteristic of the Critical Mass experience than the relatively rare confrontation between an overheated, impatient motorist and a self-righteous, antagonistic cyclist.

Cheap journalism of the type practiced by the San Francisco Chronicle‘s Matier and Ross just obscures the truth that our transportation system is designed to promote mayhem, anger, and alienation. Every day motorists crash and die, confront one another angrily, and are left cowering in isolation. The fact that such events can also happen during Critical Mass should come as no surprise.

The sheer exuberant pleasure of a rolling mass occupation of city streets month after month is hard to understand unless you’ve been a part of it. For the dozens of online flamers who have ferociously denounced Critical Mass, it’s inconceivable that an event that doesn’t behave according to the staid norms of a placid democratic society can have any justification: "Critical Mass doesn’t make demands! No one is in charge! The participants don’t all behave like obedient schoolchildren! They are destroying the cause of bicycling for the law-abiding cyclists!" And so on.

In February and March, Critical Mass bicyclists rode for two to three hours through San Francisco streets, enjoying the city in ways unplanned by traffic engineers, police, and city bureaucrats. It’s a remarkable reinvention of urban life in an organized coincidence that is mostly spontaneous in spite of its predictability — surprising every time and inspiring most of the time.

Critical Massers are engaged in that most rare of activities: an act of collective imagination and invention that is considerably greater than the sum of its parts.

For those motorists or bicyclists who think Critical Mass is about a fight between cars and bikes, think again! We are all in this together, and a monthly demonstration of how much better life could be is an invitation to everyone to try something different. There is a well-defined etiquette among Critical Mass riders that encourages riders to thank stuck drivers for their patience, promotes an atmosphere of friendly camaraderie on all sides, and invites the curious to join us next month at the foot of Market Street (April 27, 6 p.m.) on a bicycle for an experience that just might change your life. *
