Advancing public power

EDITORIAL A few months ago Pacific Gas and Electric Co. spent more than $10 million trying to keep the public Sacramento Municipal Utility District from annexing a part of Yolo County, which would have cost PG&E 77,000 customers. It was a stunning amount of campaign cash — and as is often the case, it worked: PG&E narrowly won the day, public power suffered a setback, and the people who wanted to get out from the private utility’s high rates and save big money by buying electricity from a public power agency had their hope shot down.

We’re used to this in San Francisco, where PG&E money and power have carried the day for more than 80 years and prevented the city from complying with the Raker Act, the federal law that requires public power. But the outcome of the Yolo County battle is a reminder of how high the stakes are for the beleaguered private utility — and how creative public power advocates are going to have to be in PG&E’s hometown.

It’s likely that there will be another ballot measure in the next year or two to authorize the city to sell bonds and take over PG&E’s local distribution system. The evidence is clear: public power is cheaper, public power is more environmentally sound (remember — for all its green hype, PG&E still runs a nuclear power plant), and public power is San Francisco’s legal mandate. Just about everyone in City Hall claims to be a public power supporter these days.

But in the meantime, the supervisors need to start looking at immediate alternatives that don’t involve an expensive ballot battle. There may well be ways to bring public power to San Francisco without having to confront a $10 million (or $20 million or $30 million) PG&E political blitzkrieg.

The most obvious approach is to continue the small steps the city is currently taking and leverage them into a much bigger program. There is, of course, community choice aggregation, which should continue to move forward. Beyond that, San Francisco just won the right to provide electricity at the Hunters Point Shipyard Redevelopment Project; the city is trying to do the same for Treasure Island. Why not start with the shipyard and build a public power system outward, block by block, neighborhood by neighborhood?

PG&E has no legal right to be the exclusive provider of retail power in the city. There’s no legal reason why San Francisco can’t start running wires out of the shipyard — underground, safely, with modern equipment — buy up a bunch of meters, and start offering the residents of Bayview–Hunters Point cheap electricity. The revenue from the first, say, 50-square-block project could fund the next one. The seed money could come as a loan from the General Fund.

The first thing the city’s Public Utilities Commission needs to do is conduct a study of the cost of implementing public power on a small scale in one part of town — and the likely revenue it would bring in. A larger study should look at how the city could build its own distribution system (with state-of-the-art equipment) one step at a time over, say, five or 10 years.

At the same time, of course, while the city is running electric wires, it can run fiber-optic and (if necessary) coaxial lines, with the goal of creating a city-run broadband and cable TV service.

The ideal place to start discussing this is the Local Agency Formation Commission, which should hold hearings as soon as possible, prod the SFPUC to move — and fund the study if nobody else will.

In the meantime, the City Attorney’s Office should look into another (admittedly slightly unconventional) idea: could the Redevelopment Agency, which already has the authority to issue bonds, simply seize all of PG&E’s wires, poles, and meters for a public power system?

We don’t trust the Redevelopment Agency, and it’s risky to even raise this idea. But there’s a larger issue here: in many cities and counties the council or board of supervisors runs the Redevelopment Agency. We’ve long thought that the district-elected board would be more accountable and better suited to handle the immense (and dangerous) power of this agency than a commission appointed by the mayor.

Think about it: The supervisors take over redevelopment. Redevelopment buys out PG&E’s system. A new city agency, under the supervisors, starts selling retail power at cheap rates citywide and builds new solar, wind, and tidal facilities to make San Francisco a true national model of environmentally sound energy policy.

If it’s legal — and the city attorney needs to issue an opinion on that — all it would take is political will. *

Café Claude is a hidden treasure of the city center. There is an excellent menu of traditional, discreetly citified French dishes, a youthful energy, and a romantic setting on a narrow, car-free lane reminiscent of the Marais. Mandarin, though a Gen Xer by birth and a longtime resident of touristy Ghirardelli Square, still offers a matchlessly elegant experience in Chinese fine dining: a surprising number of genuinely spicy dishes, superior service, and wine emphasized over beer. *Mijita shows that Traci des Jardins can go down-market with the best of them. NORTH BEACH/CHINATOWN

Maykadeh Persian Cuisine is a great date restaurant, classy but not too pricey, and there are lots of veggie options both for appetizers and entrées. Hawthorne Lane remains at the top of the city’s restaurant heap after more than a decade. Bridget Batson’s modern California cuisine is first-rate, the ambience a perfection of understated elegance, and the service knowledgeable, friendly, and smooth. Julie’s Supper Club and Lounge II preserves the name of a longtime SoMa institution while bringing a new fusion menu to the table. The food at its best is innovative — a sushi-like presentation of somen noodles, an asparagus version of pigs in a blanket — but prices are a little high for what you get. Excellent atmospherics. Koh Samui and the Monkey joins a high-value Thai menu with a spare, hip SoMa warehouse look. The sweet-hot food tends more toward the former than the latter but is excellent nonetheless. Roy’s Restaurant promises "Hawaiian fusion" cuisine, but while there are island touches (macadamia nuts turn up in various guises), the place seems right at home on Mission Street. The cooking, once noted for a certain overwroughtness, has become elegantly restrained, and a three-course $35 prix fixe dinner is one of the better deals of its kind around town. Salt House offers a nice Ludwig Mies van der Rohe-tours-a-19th-century-factory look and utterly up-to-date California pub food, an entertaining hodgepodge that ranges from a crock of house-picked vegetables to panko-crusted mackerel to an oozingly moist chocolate Bundt cake, still warm from the oven, plus interesting proprietary-blend wines. NOB HILL/RUSSIAN HILL

Ah Lin offers Mandarin-style Chinese cooking in an easy-to-take storefront setting on Cathedral Hill. The dishes are well behaved and tasty, with only an occasional flare-up of chile heat. East Coast West Delicatessen doesn’t look like a New York deli (too much space, air, light), but the huge, fattily satisfying Reubens, platters of meat loaf, black-and-white cookies, and all the other standards compare commendably to their East Coast cousins. La Folie could be a neighborhood spot or a destination or both, but either way or both ways it is sensational: an exercise in haute cuisine leavened with a West Coast sense of informality and playfulness. CIVIC CENTER/TENDERLOIN

*Bodega Bistro has a certain colonial formality — much of the menu is given in French — and it does attract a tony expat crowd. *Saha serves "Arabic fusion cuisine" — a blend of the Middle East and California — in a cool, spare setting behind the concierge’s desk at the Hotel Carlton. Hayes Street Grill started more than a quarter century ago as an emulation of the city’s old seafood houses, and now it’s an institution itself. The original formula — immaculate seafood simply prepared, with choice of sauce and French fries — still beats vibrantly at the heart of the menu. Ararat Mediterranean Tapas affords the view-minded a good setting from which to scope the foot traffic at 18th Street and Castro, along with a Turkish-scented Mediterranean menu rich in small plates and some bigger ones too. The menu’s smash hits include coins of lavash-wrapped beef (a kind of Middle Eastern beef Wellington), an enslavingly good shrimp casserole, and a coil of baklava with lavender honey. Eureka Restaurant and Lounge combines, in the old Neon Chicken space, a classic Castro sensibility (mirrors everywhere, fancy sparkling water) with a stylish all-American menu that reflects Boulevard and Chenery Park bloodlines. *Firefly remains an exemplar of the neighborhood restaurant in San Francisco: it is homey and classy, hip and friendly, serving an American menu — deftly inflected with ethnic and vegetarian touches — that’s the match of any in the city. Toast welcomes families with little children — pancakes from dawn to dusk! — as well as monied young adults, who tend to gather for weekend brunch. MISSION/BERNAL HEIGHTS/POTRERO HILL

Aslam’s Rasoi reinvents a gently fading curry house as a high-powered rival to Dosa, in the next block. The food is fiery and elegant, and the menu strikes a fine balance between fleshly and fleshless choices. Caffe d’Melanio is the place to go if you want your pound of coffee beans roasted while you enjoy an Argentine-Italian dinner of pasta, milanesa, and chimichurri sauce. Dosa serves dosas, the south Indian crepes, along with a wealth of other, and generally quite spicy, dishes from the south of the subcontinent. Front Porch mixes a cheerfully homey setting (with a front porch of sorts), a hipster crowd, and a Caribbean-inflected comfort menu into a distinctive urban cocktail. *Little Nepal assembles a wealth of sensory cues (sauna-style blond wood, brass table services) and an Indian-influenced Himalayan cuisine into a singular experience that appeals to all of Bernal Heights and beyond, including tots in their strollers. Medjool doesn’t offer much by way of its namesake date, food of the ancient pharaohs, but the pan-Mediterranean menu (which emphasizes small plates) is mostly tasty, and the setting is appealingly layered, from a sidewalk terrace to a moody dining room behind a set of big carved-wood doors. Bullshead Restaurant offers buffalo burgers in various guises, and they are worth the price of the ticket (about a dollar more). The new Vietnam

EDITORIAL And now, President George W. Bush wants to commit another 20,000 troops.

Twenty thousand more US kids, going to fight a war that can’t be won. Twenty thousand more lives in potential danger for no imaginable purpose. This isn’t the "surge" Bush has invoked; it’s an escalation, one reminiscent of the worst days of the Vietnam War, when Presidents Lyndon Johnston and then Richard Nixon sent more and more troops into a quagmire from which there was no good exit. If anything, Iraq is worse: when the United States fled Vietnam, there was at least a stable government to take over.

Bush has given the Democrats a huge opportunity here, a chance to create the sort of political sea change that only comes once or twice a decade. Watergate set the Republicans back for much of the 1970s. The energy crisis and the Iran hostage situation knocked the Democrats out of power in the 1980s, and Bill Clinton’s health care fiasco gave the GOP control of Congress in the 1990s. The Iraq War gave the House and Senate back to the Democrats last fall — and the Bush escalation could give them back the White House in 2008.

This is the end of the Bush presidency. Iraq will poison any Republican who sides with the president and supports the escalation. And it will be political gold for Democratic candidates and leaders — if they are willing to seize the opportunity.

That’s not by any means certain. Bush still has an ace in the perception hole: his spin team will insist that opposing funds for the increased military action will amount to a failure to support the troops. Democrats in Congress have refused to confront that line in the past — and with the party’s fear of being seen as soft on national security, it’s entirely possible that House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid will be outspoken in their criticism of the policy but cautious when it comes to cutting off funds.

That would be a serious mistake on every level.

Remember: the odds are very good that many of those 20,000 soldiers will never make it home and that many, many more will come home mutilated and maimed. The odds that this surge will succeed in controlling violence in Baghdad are next to zero. And since Bush is acting unilaterally, without congressional assent, the only way to stop this madness is to cut off funding.

Pelosi has been devoting most of her energy and political capital to the rather modest advances of the "100 hours" strategy. But frankly, nothing on her agenda is as important as ending the war. The House and Senate leadership need to move immediately to eliminate funding for any troop escalation. *

James Broughton’s liberation machine

AVANT DVD "At an early age I arrived in San Francisco," James Broughton says in his 1974 cinematic self-portrait, Testament. "There I spent the rest of my life growing up." A straight-hearted honesty and smiling irony here lie snug side by side, as they do typically throughout the work of the poet and avant-garde filmmaker. Adults behaving like children are hardly an unusual sight in a Broughton film.

Lou Reed has a line about "growing up in public with your pants down," bemoaning (with his own habitual flair) the inevitable fate of the modern artist. But if becoming one today necessarily means dropping trou, no one ever did it more gleefully, readily, and speedily than Broughton, who died in 1999 at 85. Born in Modesto in 1913, Broughton was what you could call a self-made man — though not the kind his mother had in mind when she pictured him growing beyond the family’s generations of bankers into its first surgeon. Broughton created himself through his art: a playful, deeply erotic, and self-questioning poetry that, in its joyful and childlike (but never naive) reaching out to the world, ended up wedding itself brilliantly to the medium of the century.

Maximum exhibitionism was the idea. As Broughton explains in his lively autobiography, Coming Unbuttoned, he was visited one night as a lad of three by his angel, Hermy, who revealed his destiny and bestowed on him three attributes that would make his job easier: "intuition, articulation, and merriment." And so a liberator of the body and mind was christened a poet in his crib by an angel whose sparkling, throbbing wand made the boy wet his jammies. (Years later that wand was still making magic, as in 1979’s Hermes Bird, an 11-minute film in which Broughton reads a phallic ode over the profile of a slowly wakening penis, bathed in an ethereal light that sets it out shimmeringly against absolute darkness.)

In a film career (and life) that had more than one end and rebirth attached to it, Broughton had originally intended Testament as his epitaph, but he soon followed it with other projects, including an erotically charged close-up tour of bodily surfaces titled Erogeny (1976), after which began what can be considered his third and final period, the films he made with Joel Singer. (It was the prize-winning piece that began his second period of filmmaking, 1968’s The Bed — a multifarious 20-minute romp on a roving outdoor bed involving a large number of naked bodies — that first put full frontal nudity all over the art-film map. With a cameo by the filmmaker meditating naked before a semicoiled snake and another by friend Alan Watts, it’s still a curious, jovial work and leads into Broughton’s explicit mapping of human geography and erotic energy in films such as 1970’s The Golden Positions.)

It’s often pointed out how perennially unfashionable Broughton managed to be through a long career. In an era overshadowed by Ezra Pound and T.S. Eliot, muscular Beat howling, and virtuously inscrutable language poetry, Broughton clove happily to his Mother Goose rhyme schemes (which he endowed with a sly wisdom and ribald play she would not have completely approved of). Although Broughton took his own good advice to "follow your own weird," he never lacked for influences, including giants on the American experimental film landscape such as his friend Maya Deren. His was a singular voice drawn from a merry mixing of lifelong passions: Mother Goose and Lao-tzu, Carl Jung and Alan Watts, Episcopalian ritual and Greek mythology, Jean Cocteau and Buster Keaton. It made him a representative figure in the San Francisco arts scene from the postwar renaissance through the next four decades, even while seeming to frolic forever outside the trends and categories of his day.

Recently, there have been at least three reasons to think about Broughton’s films. One is the release of The Films of James Broughton ($59.95) on DVD by Facets. While not quite complete, the three-DVD set is a pretty thorough overview of his film work, which was as central to the formation of a West Coast avant-garde as it was inherently and persistently individual.

Another reason is the April 2005 passing of Kermit Sheets. A gifted literary and theater artist in the Bay Area for many years, Sheets was a conscientious objector during World War II who afterward joined fellow COs in forming a San Francisco theater company, the Interplayers. In these years he was Broughton’s companion and collaborator on many early projects, including all the films that make up the first period of the latter’s always poetical filmmaking, four of which (out of a total of six, counting The Potted Psalm) are included in the Facets collection, beginning with Mother’s Day (1948) and culminating with The Pleasure Garden (1953).

There’s no end to the pleasure in watching Sheets play a crooning cowboy hero combing the grounds for a gal as sweet as Ma or, for that matter, his Charlie Chaplin–like tramp, Looney Tom, the eponymous hero of an 11-minute film made in 1951. His boyish grin and carefree capering through Golden Gate Park in search of one love after another might have made his career in comedy (or so you can’t help thinking). Over Looney Tom’s gleeful abandon, to the tinkling of a piano, Broughton’s gently raunchy storybook rhyming is merry and fey:

Give me a tune and I’ll slap the bull fife,

I’ll spring the hornblower out of his wife.

Any old flutist you care to uncover,

give me his name and I’ll be her lover.

La diddle la, the hydrant chatted

Um titty um, the milkpail said.

The best reason to revisit Broughton’s work, however, remains the cheering buoyancy and brightness of his vision — a serious tonic to the mordant hostility and hopelessness of the culture’s Apocalypto moment and one that comes close to justifying his definition of cinema as a "liberation machine." Nurturing the drive

Sheri Wetherby was working at a casino in Tahoe when she decided to become a computer programmer. So she left Tahoe and came to the Bay Area to study. A few years later, she had a job at Microsoft.

Wetherby had hardly a lick of programming background before she got her MA in computer science at Mills College. Her undergraduate degree was in German and French. She’d taken some graduate courses at the University of New Hampshire, including a computer science course that inspired her to envision a second career in the field. But how, she wondered, could she find a program that would allow her to master computers, coming from a liberal arts background?

A friend told her about New Horizons, a reentry program at Mills that teaches computer programming to students with nontechnical backgrounds. "I found the small classes and individual attention helped me get a grounding" in computer science, she says, "before moving on to more advanced topics."

The New Horizons program is specially designed for grad students who don’t have an undergraduate degree in computer science. It consists of two undergraduate-level computer science classes per semester for students who also hold down jobs and family responsibilities. Students can choose to finish the New Horizons program with a certificate but most go on to pursue a master’s degree from the Interdisciplinary Computer Science program at Mills. The ICS program aims to build bridges between computer science and computer users and offers graduate coursework as well as a master’s thesis track.

Some New Horizons students find computer science too difficult or different than they expected, "but the majority are successful and happy," Mills computer science associate professor Ellen Spertus says. She recommends students with no CS experience try taking some community college courses in the subject first — to see if their eyes are bigger than their stomachs, in programming terms.

At a community college, students can take the prerequisite math and CS classes at a fraction of the cost before going to Mills, says Constance Conner, an instructor in the Computer Science Department at City College of San Francisco who studied in the ICS program at Mills. Community college "is also a good place to start if a student is not 100 percent sure" about a CS degree, she says. Then, if students’ appetites are still whet, the Mills program will guide them along a new career path.

CRISIS OF CONFIDENCE


Computer science is seen by many hopefuls as a lucrative but daunting field. In the public’s mind successful programmers are young, mostly male wizards who almost cosmically penetrate thickets of computer languages and database engineering to manifest unfathomable products. Spertus finds that many students going into her program suffer from low self-esteem — especially female students. She says they’ll be earning A’s in the program’s classes but will be convinced they’re not doing well and somehow "don’t belong." Her teaching style, simultaneously rigorous and nurturing, helps change their opinion, she hopes.

Introductory CS classes at most universities "act like weeder courses," scaring away all but the most confident students, Spertus says. Typically, up to half the students fail or drop out of introductory CS classes at other institutions. Spertus says this phenomenon hits women hardest because they may have less computer experience as well as less confidence.

Also, some students apologize for not having undergrad degrees in CS. Spertus always tells them computer scientists with a narrow focus are "a dime a dozen." But people like them, who know CS along with another field, are unique.

RIGHTING THE BALANCE


Erica Rios has been an activist since she was a teenager but became frustrated that activists were still using the same methods of organizing Martin Luther King Jr. employed back in the ’60s. She had a political science degree and a minor in Chicano studies from UC Davis. As a labor activist for small community nonprofits, she had to teach herself to use computers because nobody else knew how. She saw how technology was changing her native San Jose. She wanted to learn "how tech could be used to engage people in the issues that impact them but they don’t necessarily have a direct voice on."

Though Mills is a women’s undergrad college, it accepts male graduate students. Men typically make up roughly a third of the participants in the ICS program, but the majority-female environment creates a unique classroom culture. The different gender balance was helpful to Rios because she had a nine-month-old child when she started the program. She felt more comfortable bringing her daughter to her Java class than she would have in a male-dominated classroom — and less apt to fall behind on coursework.

The few men enrolled during Rios’s time brought a balance to the learning environment, she believes, while showing her that she need not feel uncomfortable as a woman in the computer science field. "There were two other men in class with me and about seven going through the whole program," says Barton Friedland, one of the men who just completed the ICS program. For him, it felt very different to study "with a preponderance of women, but that’s something you can learn from."

Friedland took some classes at Stanford before going to Mills. "There seemed to be this attitude where if you asked questions in class, people looked at you funny." If students admitted they didn’t know something, they would lose status, and they were supposed to figure out things on your own. Despite Stanford’s reputation as one of the top schools in the country, Friedland found Mills’s curriculum more thorough.

The smaller class sizes at Mills were also helpful, Rios says. At UC Davis the average class size is 300 in lower-level courses and 75 to 100 in upper-level classes; a class size of 12 to 15 students is more conducive to learning, she found.

It "felt like everyone belonged there and [was] equally capable of learning. I didn’t always feel that in larger classes."

The Mills professors "don’t throw too much jargon at you, making you feel like you’re not smart enough," Rios adds. Instead, the professors step back to observe how students approach problems, then help them learn to problem solve from a more hard-science perspective. Rios now works as an Internet project manager at the Anita Borg Institute for Women and Technology, using her activism background to "explore ways in which we can use technology to advance women."

"I felt comfortable speaking in class and asking questions, where in a typical classroom I would not," says former ICS student Lisa Cowan, who has a BA in anthropology and is now pursuing a computer science PhD at UC San Diego. "The professors taught class in a highly interactive way, asking questions and encouraging discussion, helping us solve problems together, making sure all students thoroughly understood the material being covered."

PAVING THE WAY


The ICS program at Mills isn’t the first reentry program of its kind in the Bay Area. UC Berkeley opened a program in 1983 as a pathway to graduate study in computer science for women and minority students who were underrepresented in Berkeley’s crowded and competitive program. Two female Berkeley graduates, Paula Hawthorn and Barbara Simons, noticed in 1982 that the number of female graduate students entering the CS program was actually decreasing over time as the requirements became more geared toward people who had pursued a standard math or engineering track.

The Computer Science Reentry Program at Berkeley gave 159 students a concentrated education in upper-level computer science classes. Ten of those students have gone on to get PhDs. But the program had to fold in 1998 when California passed Proposition 209, which prohibited any state-funded programs that discriminate based on gender and ethnicity.

MULTIPLE PATHS


The interdisciplinary part of the Mills College ICS program’s name means students combine computer science with another area of study to produce their master’s theses. "It gives you a really broad brush," says Wetherby, the former casino worker. When a student comes to Spertus with a thesis idea, she always asks how it uses what the student has learned about computer science. But she also asks why the thesis is something that she, a narrowly trained computer scientist, couldn’t do. Careers and Ed: Nurturing the drive

Sheri Wetherby was working at a casino in Tahoe when she decided to become a computer programmer. So she left Tahoe and came to the Bay Area to study. A few years later, she had a job at Microsoft.

Wetherby had hardly a lick of programming background before she got her MA in computer science at Mills College. Her undergraduate degree was in German and French. She’d taken some graduate courses at the University of New Hampshire, including a computer science course that inspired her to envision a second career in the field. But how, she wondered, could she find a program that would allow her to master computers, coming from a liberal arts background?

A friend told her about New Horizons, a reentry program at Mills that teaches computer programming to students with nontechnical backgrounds. "I found the small classes and individual attention helped me get a grounding" in computer science, she says, "before moving on to more advanced topics."

The New Horizons program is specially designed for grad students who don’t have an undergraduate degree in computer science. It consists of two undergraduate-level computer science classes per semester for students who also hold down jobs and family responsibilities. Students can choose to finish the New Horizons program with a certificate but most go on to pursue a master’s degree from the Interdisciplinary Computer Science program at Mills. The ICS program aims to build bridges between computer science and computer users and offers graduate coursework as well as a master’s thesis track.

Some New Horizons students find computer science too difficult or different than they expected, "but the majority are successful and happy," Mills computer science associate professor Ellen Spertus says. She recommends students with no CS experience try taking some community college courses in the subject first — to see if their eyes are bigger than their stomachs, in programming terms.

At a community college, students can take the prerequisite math and CS classes at a fraction of the cost before going to Mills, says Constance Conner, an instructor in the Computer Science Department at City College of San Francisco who studied in the ICS program at Mills. Community college "is also a good place to start if a student is not 100 percent sure" about a CS degree, she says. Then, if students’ appetites are still whet, the Mills program will guide them along a new career path.

CRISIS OF CONFIDENCE


Computer science is seen by many hopefuls as a lucrative but daunting field. In the public’s mind successful programmers are young, mostly male wizards who almost cosmically penetrate thickets of computer languages and database engineering to manifest unfathomable products. Spertus finds that many students going into her program suffer from low self-esteem — especially female students. She says they’ll be earning A’s in the program’s classes but will be convinced they’re not doing well and somehow "don’t belong." Her teaching style, simultaneously rigorous and nurturing, helps change their opinion, she hopes.

Introductory CS classes at most universities "act like weeder courses," scaring away all but the most confident students, Spertus says. Typically, up to half the students fail or drop out of introductory CS classes at other institutions. Spertus says this phenomenon hits women hardest because they may have less computer experience as well as less confidence.

Also, some students apologize for not having undergrad degrees in CS. Spertus always tells them computer scientists with a narrow focus are "a dime a dozen." But people like them, who know CS along with another field, are unique.

RIGHTING THE BALANCE


Erica Rios has been an activist since she was a teenager but became frustrated that activists were still using the same methods of organizing Martin Luther King Jr. employed back in the ’60s. She had a political science degree and a minor in Chicano studies from UC Davis. As a labor activist for small community nonprofits, she had to teach herself to use computers because nobody else knew how. She saw how technology was changing her native San Jose. She wanted to learn "how tech could be used to engage people in the issues that impact them but they don’t necessarily have a direct voice on."

Though Mills is a women’s undergrad college, it accepts male graduate students. Men typically make up roughly a third of the participants in the ICS program, but the majority-female environment creates a unique classroom culture. The different gender balance was helpful to Rios because she had a nine-month-old child when she started the program. She felt more comfortable bringing her daughter to her Java class than she would have in a male-dominated classroom — and less apt to fall behind on coursework.

The few men enrolled during Rios’s time brought a balance to the learning environment, she believes, while showing her that she need not feel uncomfortable as a woman in the computer science field. "There were two other men in class with me and about seven going through the whole program," says Barton Friedland, one of the men who just completed the ICS program. For him, it felt very different to study "with a preponderance of women, but that’s something you can learn from."

Friedland took some classes at Stanford before going to Mills. "There seemed to be this attitude where if you asked questions in class, people looked at you funny." If students admitted they didn’t know something, they would lose status, and they were supposed to figure out things on your own. Despite Stanford’s reputation as one of the top schools in the country, Friedland found Mills’s curriculum more thorough.

The smaller class sizes at Mills were also helpful, Rios says. At UC Davis the average class size is 300 in lower-level courses and 75 to 100 in upper-level classes; a class size of 12 to 15 students is more conducive to learning, she found.

It "felt like everyone belonged there and [was] equally capable of learning. I didn’t always feel that in larger classes."

The Mills professors "don’t throw too much jargon at you, making you feel like you’re not smart enough," Rios adds. Instead, the professors step back to observe how students approach problems, then help them learn to problem solve from a more hard-science perspective. Rios now works as an Internet project manager at the Anita Borg Institute for Women and Technology, using her activism background to "explore ways in which we can use technology to advance women."

"I felt comfortable speaking in class and asking questions, where in a typical classroom I would not," says former ICS student Lisa Cowan, who has a BA in anthropology and is now pursuing a computer science PhD at UC San Diego. "The professors taught class in a highly interactive way, asking questions and encouraging discussion, helping us solve problems together, making sure all students thoroughly understood the material being covered."

PAVING THE WAY


The ICS program at Mills isn’t the first reentry program of its kind in the Bay Area. UC Berkeley opened a program in 1983 as a pathway to graduate study in computer science for women and minority students who were underrepresented in Berkeley’s crowded and competitive program. Two female Berkeley graduates, Paula Hawthorn and Barbara Simons, noticed in 1982 that the number of female graduate students entering the CS program was actually decreasing over time as the requirements became more geared toward people who had pursued a standard math or engineering track.

The Computer Science Reentry Program at Berkeley gave 159 students a concentrated education in upper-level computer science classes. Ten of those students have gone on to get PhDs. But the program had to fold in 1998 when California passed Proposition 209, which prohibited any state-funded programs that discriminate based on gender and ethnicity.

MULTIPLE PATHS


The interdisciplinary part of the Mills College ICS program’s name means students combine computer science with another area of study to produce their master’s theses. "It gives you a really broad brush," says Wetherby, the former casino worker. When a student comes to Spertus with a thesis idea, she always asks how it uses what the student has learned about computer science. But she also asks why the thesis is something that she, a narrowly trained computer scientist, couldn’t do. She finds the interdisciplinary approach helps students make more of a contribution and also realize they can do things that Spertus, who has a PhD from MIT, can’t.

Careers and Ed: Bio the people, fuel the people

Cars suck. I have stickers that say so and a venerable beater of a bicycle that underscores the point. But for every one of the approximately 40,000 bicycle commuters in San Francisco, there are more than 10 registered car owners, and just wishing they didn’t exist won’t make it so. But I’m no hater. I’m sure glad my plumber drives a van, for instance, and my gardener roommate wouldn’t get very far without a pickup truck to haul all that gravel and mulch. Still, the environmental, economic, and just plain moral implications of using anything that relies on petroleum for fuel have become increasingly difficult to justify — especially since interest in and access to alternative fuels are on the uptick. Last year’s mayoral biodiesel directive, when implemented, will make San Francisco the national leader in biodiesel use for municipal vehicles. In fact, the demand for biodiesel in the Bay Area could soon outstrip the current supply, and as far as getting in on the ground floor goes, the time has never been better to be involved with biofuels.

Of course, a lot of people get into biodiesel not as a career move but as a form of activist self-sufficiency that hearkens back to the ’70s return-to-the-land movement. The notion that one can power a vehicle on homemade fuel made from recycled cooking oil and a few bucks worth of drain cleaner is nigh-irresistible to penny-pinchers and political progressives alike, and the accessibility of the technology is such that even the least mechanically minded can pick it up with minimum instruction. Some instruction could be beneficial, though. Considering that two of the three major ingredients of biodiesel are highly toxic and flammable (methanol and lye), it may well behoove nascent home brewers to hone their skills in a structured environment, which local biofuel advocates are conveniently providing.

BIODIESEL 101


Jennifer Radtke knows her biofuels. Despite an incongruous educational background in Slavic languages and poli-sci, she has become one of the Bay Area’s premiere authorities on brewing biodiesel and running a biodiesel station, and she has offered courses and internships in both since 2003. As one of the cofounders of the women-owned Berkeley cooperative BioFuel Oasis (which serves as a station for more than 1,600 regular customers) and an instructor for the Real Goods Solar Living Institute and the Berkeley Biodiesel Collective, Radtke is committed to the biodiesel community. She teaches five different classes covering almost every aspect of the biofuel biz for beginners and advanced users alike. Though many of her classes are held in Berkeley, you can occasionally find her holding forth in Golden Gate Park’s SF County Fair Building.

For tyros to the technology, Radtke teaches a one-day introductory class covering biodiesel usage, sustainability, and home brewing. At a typical class, she opens with a presentation on biodiesel basics, listing the benefits and drawbacks of using biodiesel. Even to a nondriver like myself, the benefits appear to outweigh the disadvantages by a hefty margin.

Lower emissions and a higher rate of biodegradability are things I take for granted when thinking about biodiesel, but I certainly didn’t realize it’s less toxic to the human body than table salt when ingested and less irritating to the skin than a 4 percent soap-and-water solution. Biodiesel’s flashpoint (the temperature at which it ignites when exposed to flames) is over 300 degrees Fahrenheit — the flashpoint of petroleum-based diesel is about 125 degrees. Most interesting to me and my low-to-no-maintenance requirements is finding out biodiesel is a natural solvent that cleans out the fuel tank and filters. (Can I get it to do my dishes too?) With bennies like these, who can fault biodiesel for its unfortunate tendency to burst through rubber fuel lines (discontinued since 1994) or eat through your slick new paint job? Such inconveniences seem minor in comparison to those created by toxic, flammable petroleum-based fuels.

After a comparison discussion of biodiesel to petroleum diesel and SVO (straight veggie oil), Radtke demonstrates home brewing and discusses the chemistry involved. After a lunch break, the students brew their own one-to-two-liter batch. Starting out with a quantity of recycled cooking oil, the class tests for water and free fatty acids, a process known as titration. (When water is present in the oil, the home brewer runs the risk of making soap instead of fuel.) Titration determines whether the used oil is too rancid or has been broken down too much by high fryer heat. If the oil is deemed usable, students concoct a test brew, mixing the heated oil with methanol (wood alcohol) and sodium hydroxide (lye). Here especially is where the presence of an instructor comes in handy.

Unlike the finished product, the chemical components of biodiesel have a very low flashpoint, and their toxicity is much higher. Methanol in particular can be harmful, even deadly, if improperly handled, and for this reason alone, many biodiesel advocates are still skittish about taking the last step toward home production. After walking beginners through a safe mixing procedure, Radtke discusses washing and filtering the biofuel and assessing its quality. She also discusses how to dispose of byproducts and offers additional educational resources. For people who want to practice brewing bigger batches (20 to 40 gallons) and a get a more in-depth overview of the small production industry, a three-day advanced course is occasionally offered, often on an on-demand basis.

ORGANIC MECHANICS


It doesn’t take long for the would-be home brewer to want to start tinkering with processors. For the mechanically unsavvy, Radtke offers an equipment-building workshop for five participants at a time (often in conjunction with co-instructor Alan Pryor of the Berkeley and Alameda Biodiesel co-ops or alternatively through Real Goods). Hoarding industry secrets doesn’t seem to be an issue for biofuel distributors teaching people how to make their product. In fact, a common denominator among backyard biodiesel advocates seems to be their genuine desire to spread the knowledge of their chosen vocation far and wide. Plus, as Radtke points out, most of her processor-builder students actually come from outside the Bay Area, some from as far away as Southern California, where stations like BioFuel Oasis and the SF Biofuel Cooperative have yet to materialize.

This is a paradox that Radtke and Melissa Hardy, also of BioFuel Oasis, hope to address in their upcoming five-day intensive class, How to Start Your Own Biodiesel Station (Feb. 18–23), walking students through the process, from procuring fuel and testing it to applying for the required permits and necessary funding. Other topics of interest to the budding entrepreneur include zoning and taxation laws, equipment building and maintenance, and even market development. By the end of the course, participants should have a clear vision and a working business plan to get them started in the distribution biz.

In addition to that course, BioFuel Oasis holds monthly fuel filter–changing workshops on-site (next scheduled for Jan. 21). Since biofuel has such a solvent effect, cars that have just recently switched over from regular diesel run the risk of clogging from the leftover residue dredged out by the introduced biofuel. For a $10 to $20 sliding scale fee and about 30 minutes of time, attendees learn to replace their filters, a much preferable option to waiting until they clog on the freeway. MASTERS OF THE BREW


Of course, even the acknowledged masters of their craft were once beginners too. For Jennifer Radtke and dozens of other home brew aficionados in the Bay Area and around the country, the force behind their fascination is one Maria "girl Mark" Alovert. With a background in grassroots activism, girl Mark is one of the nation’s most vocal proponents of home-brewed biofuels and the inventor of the ubiquitous appleseed processor, which can be made cheaply from an old hot-water heater and a handful of hardware store components. Her self-published Biodiesel Homebrew Guide is considered the definitive guide to home brewing, and her two- to four-day seminars for beginners and advanced students alike fill up months in advance. In addition to teaching and touring, girl Mark is a member and sometime moderator of several biodiesel forums and the instigator of a peer-reviewed home-brewing and equipment-building Web site known as the Collaborative Biodiesel Tutorial (www.biodieselcommunity.org). For San Franciscans who’d like their introduction to biofuel to be a little closer to home, the San Francisco Biofuels Cooperative (www.sfbiofuels.org) offers once-a-month orientation meetings where interested parties can get practical advice on everything from where to buy a diesel car to how to advance the biofuel community’s agenda. More than 200 members strong, the co-op’s pumping station shares a location with Incredible Adventures (www.incadventures.com), a local adventure tour company that runs its biofueled fleet all the way to Baja. Co-op members can pay the premium price for biodiesel at the pump (currently $3.65 per gallon) or volunteer a couple hours per month to purchase their biofuel for less. Hailing from the old People’s Food System, former Rainbow Grocery cofounder and SF Biofuels Cooperative Board of Directors member Bill Crolius is also a driving force (with Ben Jordan and Trevitt Schultz) behind the People’s Fuel Cooperative (www.peoplesfuel.org), a biodiesel delivery operation. Taking the long view on energy sustainability, Crolius envisions a future in which even biodiesel will be obsolete, but for the interim, he and his co-op compatriots believe it serves an essential role in weaning people off fossil fuels.

David Dias, advanced transportation and technology project coordinator at City College, organizes workshops on a variety of alternative fueling technologies, including biodiesel, natural gas, and SVO. He also heads the Biodiesel Conversion Club, an extracurricular group dedicated to converting muscle cars such as El Caminos into biodiesel road warriors. For nondrivers this is something of a nonissue, but for people who aren’t quite ready to give up the family car or rely on their vehicle the way contractors do, the siren song of home brewing is a seductive one. It doesn’t take much space either: a corner of your garage or the back of a toolshed will do. In light of our national crude addiction and the wars being waged on its behalf, biodiesel is a compelling product; and while there is a San Francisco–based large-scale biodiesel production company in the works (www.sfbiodiesel.com), the reality is that low-cost biodiesel on demand is still a few years away — a reality that makes home brewing an attractive solution and, in time, perhaps even the ultimate answer. *

Without a record or even a MySpace page to speak of, Bulbs hole up and practice like maniacs for their all-too-rare live shows. I would say Bulbs are underrated, but it’s unclear what rating system they even register on. Maybe tie a hypercolor shirt to a Geiger counter and then melt a bunch of John Fahey records till they look like a Frank Gehry building. Hip-Hop: Beyond Beats and Rhymes

Hip-Hop: Beyond Beats and Rhymes may take rap lyrics to task for being needlessly violent, homophobic, and misogynistic, but filmmaker Byron Hurt isn’t a hater – he’s a lifelong fan. His occasionally academic investigation into how masculinity figures into hip-hop culture is therefore rooted in a certain amount of concern: he’d sure like to find a silver lining among all the bitches and bullets, but the stereotype is proven as fact at nearly every turn. It’s a thought-provoking doc that’s worthy of further discussion, so stick around after for the panel of activists and artists. Youth Movement Records and Youth Speaks also perform. (Cheryl Eddy)

Left Behind: Eternal Forces

GAMER It’s no secret. We’re in the end times, and at the clarion’s call when all of God’s children are raptured into heaven, we’ll be left to deal with the Antichrist — who, by the way, has a job at the United Nations and is working like the devil to see that people get college educations to further support the dark lord and his satanic machinations (which, of course, include sexual equality). Hail, Satan!

Unfortunately, in the recently released Left Behind: Eternal Forces — based on the best-selling series by Tim LaHaye and Jerry Jenkins, in which a handful of heroes is left to save humanity after the rapture — you only get to play as the "good guys," the Tribulation Force, whose mission is to foil the nefarious Global Community peacekeeper forces. Actually, you can play for Satan, but first you’ll need to convince a couple of your friends to load this crappy game onto their computers to play with you. Go ahead. Ask them. See what they say once you explain what the game is about. Unless they are 70-year-old evangelists or the parents of babbling blond, banal gospel or country music stars, your friends will laugh at you. I’m no expert, but I think former UN ambassador John Bolton might like this game’s premise.

As for me, I found it childish and ridiculous. And as a video game, it was like playing Pong in a dark swamp. In the time it took me to maneuver my character up the street in order to convert a couple people for "Trib force," I could have easily hijacked a truck or a BMX bike, robbed a police station, and beaten a shopkeeper senseless — all while dressed as Dennis Rodman — while playing Grand Theft Auto: San Andreas. The point the developers of this game are trying to make is that immoral video games like GTA and other shoot-’em-ups, such as SOCOM and Halo, offer no positive messages. That said, I’m not quite sure what moral messages there are in this game. It was so hard to play that I never really got a good feel for the potential it might have. At certain points of the game, secret clues appear, except they’re not actually clues but scriptural passages about the end times or some half-assed tirade calling evolution a satanic plot. Whenever your character is activated, he or she will say "Praise the Lord" or "Laying straight paths" before going off to save humanity. When the players run low on spiritual energy, their comments are more like "What now?" or "I could really use a sandwich."

Inside the package was a short video by its makers and the authors of the book series the game is based on. There’s also commentary from other influential evangelical leaders, including Dr. Jack Hayford, the president of the Foursquare Church, who comments that this game is "every bit as much fun as kids perceive other stuff."

Really? Whose kids?

When I was a kid, my evangelical grandparents gave me music they hoped would counter my newfound love of heavy metal. But Stryper and metal missionaries Bloodgood can’t touch Iron Maiden and Metallica, and if parents think their kids will find this game more fun than others on the market, they really should get out more often. Given the choice of playing as a Navy SEAL (as in SOCOM) or some sweater-vested geek trying to convert New York City, I would much rather be the former.

In the promotional video, a gamer named Grant says the game is so unique he "just can’t stop playing it. My eyes are getting so tired, ’cause I’m having so much fun that I might fall asleep on my computer."

Here’s a suggestion if you want to keep Grant from falling asleep and drooling in his keyboard: you have to make it easier to play. I had to keep rebooting my computer in order to get the game to move at all. When I finally did get to play, my character was killed by an evil, college-educated, rock music gang — which poisoned me. That’s right. Gangs in New York have college educations and spend their time poisoning people. I know the developers are trying to keep the level of violence down, but the soldiers get to shoot each other. Are they trying to teach their children that gangs don’t use guns? Has there been an upsurge in gang-related poisonings lately?

I found trying to convert people (which is the main point of the game) to be a soul-crushingly boring waste of time. There is no way teens will flock to this game (unless they feel an obligation to play the gift grandma got them so nobody’s feelings get hurt).

If you see this title at your local store, do not buy it, even if you think it’s funny. I promise you it is not. It must be left behind. (James Woodard)

Get in the Vans

Not surprisingly, a sneaker store was the meeting place for two young members of the popular East Bay hip-hop quartet the Pack, whose slow and smoldering bass-heavy runaway rap hit "Vans," about the "punk rock shoe," has the infectious hook "Got my Vans on, but they look like sneakers."

"Me and Stunna went to the same school. So we knew each other," Lil Uno said. "But one day we just both happened to be in the same shoe store … and it was sort of by accident how it all happened." That fateful day in 2005 set the stage for the formation of the four-member Wolf Pack, as they were originally called. On Dec. 19, Jive/Zomba, via the Too $hort imprint Up All Nite, released their national debut, Skateboards 2 Scrapers, an EP with seven songs that features two versions of their "My Adidas"–style sneaker hit for the hyphy age, including the "Vans Remix," featuring the godfather of Bay Area rap himself, Too $hort, plus an appearance by the "Tony Hawk of the ghetto," as the Pack call him, Mistah FAB. The disc should tide fans over until the release of the group’s full-length in April.

Speaking recently by cell phone from Berkeley, on a break from his School for the Performing Arts–tutored lessons, the now-17-year-old Lil Uno continued his sneaker-seeking tale. Stunna "had actually just bought a pair of shoes that I wanted, and I had just bought a pair of shoes that he wanted…. They ran out of his size, and they ran out of my size. So we actually ended up trading a pair of shoes for a pair of shoes." He laughed. "And then later on we end up making a song about shoes. Funny how things happen."

Indeed! But what happened immediately was Lil Uno invited Stunna to a party in San Francisco. It was at that party that he met producer-rapper Young L and rapper Lil B, who had already started recording music together. "The next day they asked me to go to the studio…. It was all four of us. And since then it’s been the Pack," Lil Uno said of the very young group (the oldest member is 19). So confident is Jive in their success that it has designed a limited edition Vans skateboard. Vans, the lucky shoe company getting all the free promotion, is planning a Pack shoe.

Meanwhile, the Pack have been busy. Since forming in 2005, the tireless group has recorded more than 150 songs; put out several regional rap full-lengths, including their Wolf Pack Musik series; been taken under Too $hort’s wing; and used MySpace to full advantage in getting heard.

"They’re inspiring because despite their young age, they are really creative and also really eager about learning about music and the music business," said Taj Mahal Pilghman, general manager, project coordinator, and engineer-producer. "And $hort has really taken the time to let them go in and do their thing and then school them afterwards."

"Vans" was just one of many songs the Pack posted on MySpace. "[‘Vans’] took off. It ran, and there wasn’t really any stopping it," Lil Uno said. His fellow band member Young L, who produced the track, added that "MySpace gets about 25 to 30 percent credit for us getting signed…. But without it, we would have had a much harder time being heard."

Regardless, Young L, now 19, is as surprised as his fellow Packers about the unbridled success of "Vans," which is currently heard in numerous amateur videotaped dance numbers posted on YouTube. "We didn’t think it would be such a hit. With that song we were just having fun, really," the skilled young producer explained. He laced up the track for the minimal hypnotic beat in no time, using Reason and ReCycle software. And the voice that recurs throughout the song saying "Young L" but sounding like "You’re new" (the phase that has become the Pack’s trademark) is a vocal he cranked out on the FruityLoops program.

For the upcoming album, however, he wants to "incorporate more real instrumentation," and at press time, he was meeting with Lil Jon, who will reportedly coproduce it.

Young L, who grew up soaking up the sounds of "Too $hort, 2Pac, the Cash Money crew, as well as Jay Z and Rock-a-fella," doesn’t think the Pack should be stuck to any one sound, as is threatening to happen. "We have hyphy songs," he said from Berkeley. "But I don’t think we are a hyphy group, because hyphy is based on high-energy, hyperactive lyrics and beats, and our sound is more varied than that." One example is the Miami bass–styled track "Candy" on Skateboards 2 Scrapers, which at times echoes 2 Live Crew’s "Get It Girl" and other Luke tunes. "We’ve always been into Miami bass, especially Lil B, who has always been into Uncle Luke," Young L added. "We just love good music!" *

Mandarin, though a Gen Xer by birth and a longtime resident of touristy Ghirardelli Square, still offers a matchlessly elegant experience in Chinese fine dining: a surprising number of genuinely spicy dishes, superior service, and wine emphasized over beer. Maykadeh Persian Cuisine is a great date restaurant, classy but not too pricey, and there are lots of veggie options both for appetizers and entrées. Hawthorne Lane remains at the top of the city’s restaurant heap after more than a decade. Town Hall offers the lusty American cooking of the Rosenthal brothers in an elegantly spare New England-ish setting. NOB HILL/RUSSIAN HILL

Ah Lin offers Mandarin-style Chinese cooking in an easy-to-take storefront setting on Cathedral Hill. The dishes are well behaved and tasty, with only an occasional flare-up of chile heat. *Bodega Bistro has a certain colonial formality — much of the menu is given in French — and it does attract a tony expat crowd. Hayes Street Grill started more than a quarter century ago as an emulation of the city’s old seafood houses, and now it’s an institution itself. The menu’s smash hits include coins of lavash-wrapped beef (a kind of Middle Eastern beef Wellington), an enslavingly good shrimp casserole, and a coil of baklava with lavender honey. Aslam’s Rasoi reinvents a gently fading curry house as a high-powered rival to Dosa, in the next block. The food is fiery and elegant, and the menu strikes a fine balance between fleshly and fleshless choices. Caffe d’Melanio is the place to go if you want your pound of coffee beans roasted while you enjoy an Argentine-Italian dinner of pasta, milanesa, and chimichurri sauce. Dosa serves dosas, the south Indian crepes, along with a wealth of other, and generally quite spicy, dishes from the south of the subcontinent. Rigolo combines the best of Pascal Rigo’s boulangeries — including the spectacular breads — with some of the simpler elements (such as roast chicken) of his higher-end places. SUNSET

Le Charm might be in San Francisco, but it has a bistro authenticity even Parisians could love, from a wealth of golden wood trim to an enduring loyalty au prix fixe. In what some experts are hailing as a first for sustainability movements in the United States, a coalition of policy organizations has unveiled a comprehensive campaign to reduce the Bay Area’s reliance on global markets in favor of a more locally based economy.

If the plan is embraced by local government agencies and brought to fruition, it could be the first significant reversal of the decades-long march toward globalization, which encourages powerful multinational corporations to exploit cheap labor and transport goods long distances.

The Bay Area is rife with testaments to globalization, from the rusty shells of once prosperous manufacturing plants to the gleaming big-box chain stores filled with cheap Chinese-made clothing and gadgets, from the customer service call answered in India to the foreign parts in our "American made" cars and computers.

Yet at the same time, there are the countervailing forces of localism. For every grocery store stocked with out-of-season produce grown across the world with petrochemicals by big agricultural corporations, there is a community farmers market selling locally grown organic fruit.

Most of globalism’s many faces have a local equivalent. Consumers can buy a burrito at Taco Bell or El Toro, a hammer at Home Depot or Cole Hardware, a new shirt from the Gap or a recycled garment from Held Over, and a bicycle assembled at a factory in China or Freewheel Cyclery.

Or on a grander scale, utilities can import kilowatts of energy from a coal-fired plant in Utah or buy wind and solar power generated in the Bay Area, city governments can contract with out-of-state corporations or locals, and financial institutions can push the status quo or value a more diversified (if less profitable) economic system.

The idea of the localization movement is to analyze the impacts of those choices and start a discussion of how local governments can facilitate the creation of an economy that is more sustainable and less exploitive, one that is unique to the Bay Area.

BEGINNING THE PROCESS


The coalition, which formed in spring 2006, recently released a 30-page report that details the purpose of its campaign and the group’s initial strategy for achieving its goals. The report, titled "Building a Resilient and Equitable Bay Area," and a two-page summary are available online at www.regionalprogress.org. More than two dozen organizations have already endorsed the report, including Oakland’s and Berkeley’s respective sustainability offices.

The coalition’s members include Redefining Progress, Bay Localize, the Business Alliance for Local Living Economies (BALLE), the International Forum on Globalization, and the Center for Sustainable Economy. With the exception of the last, which is in Santa Fe, NM, all of the groups are located in either San Francisco or Oakland.

A key feature of the campaign — and the reason some experts describe the initiative as unique in the United States — is its scope. Efforts to localize individual sectors of regional economies have been under way for years. Berkeley, for instance, is considered a leader in the growing movement to shift from a food system dominated by a handful of giant agribusinesses propped up by federal crop subsidies to a system that relies more on local production and procurement of food. Similarly, many areas are considering ways of creating and encouraging the use of alternative — and local — energy sources to limit dependence on imported oil.

What sets the new Bay Area campaign apart from other localization initiatives is that it seeks to effect change across several sectors of the region’s economy simultaneously. It hopes to do so, in part, by achieving the cooperation and coordination of businesses, government officials, and community leaders at the federal, state, and local levels.

The report defines economic localization as "the process by which a region … frees itself from an overdependence on the global economy and invests in its own resources to produce a significant portion of the goods, services, food, and energy it consumes."

In an interview with the Guardian, John Talberth, one of the report’s primary authors and a PhD economist at Redefining Progress, stressed that economic "isolationism is not the goal of the campaign."

Instead, he said the goal is "reestablishing an efficient balance between imports and products made locally for local consumption." In other words, even if the Bay Area localizes its economy according to the strategy proposed by the coalition, many products would still be imported. The economy would, therefore, remain dependent on global markets — but much less so than it is now.

And that could have significant ramifications for the region, humans, and the planet.

THE PRICE OF PROGRESS


The report acknowledges the benefits of globalization, which has kept consumer prices low and forced corporations to become more efficient. But, the authors note, "it has come at a steep price."

That price includes "a loss of economic diversity, declining real wages and working conditions, increasing inequality, offshoring of environmental degradation, and a concentration of financial capital and economic decision-making in global corporations." The changes have left people "vulnerable to inevitable supply and price shocks in the post peak oil era."

In other words, perhaps global capitalism is reaching the point of diminishing returns. The coalition posits that the antidote is localization, which has great potential "for creating a wider range of local jobs and institutions, shielding our economy from global shifts, increasing the diversity and quality of goods and services we consume, distributing economic benefits in a more equitable manner, and protecting our environment."

The Bay Area is the focus of the coalition’s campaign because its member organizations are located here and because those members believe there is already a great deal of public support in the region for such a project.

Kirsten Schwind, programs coordinator at Bay Localize, told the Guardian there was an "overwhelmingly positive response" to a recent project targeted at supporting local food producers. Both Schwind and Don Shaffer, executive director of BALLE, cited Oakland’s Kaiser Permanente as an example of the increasing number of businesses that are altering their buying habits to favor local sellers. Shaffer also said the Oakland and San Francisco school boards are buying locally produced food and the Oakland City Council is setting targets for local energy production.

But even if much of the Bay Area is receptive to the idea of economic localization, other groups are not. There remains a powerful current of support in government, business, and academia for a predominantly global economy.

Traditional economists, for instance, are reflexively hostile to localization initiatives because such projects do not conform to the concepts embodied in so-called free-trade and free-market theories.

NAYSAYERS


The Guardian interviewed three UC Berkeley professors who do not agree with the report’s view of globalism. None of the professors had read the report — despite the fact that the Guardian forwarded it to them before the interviews — but all said they were familiar with the basic ideas behind localization.

Each expressed a knee-jerk hostility to the concept, but once they began discussing the details of localization, they agreed with the coalition on many points. And the professors’ initial objections to localization — including the notion that it would return economies to a more primitive state and that it is isolationist in principle — were mostly rhetorical and unrelated to the coalition’s specific recommendations.

Two of the professors — Daniel M. Kammen, who teaches in the Energy Resources Group as well as the Goldman School of Public Policy and the Department of Nuclear Engineering, and David Vogel, who teaches in the Haas School of Business, the Political Science Department, and the Goldman School — were immediately opposed to the idea of a comprehensive localization strategy.

Vogel, in particular, seemed at first to make light of economic localization, calling it a "romantic notion that periodically resurfaces," and more than once asked laughingly whether the coalition "expects Bay Area residents to watch only movies made in the Bay Area."

Another professor, Lee Friedman, a PhD economist who teaches at the Goldman School, said, "Globalization is a lot like the problem of gays in the military: mend it, don’t end it."

But Friedman likes the idea — a central one in the report — of including all costs in the price of goods. That’s particularly true of environmental costs. This might raise the price of electronics to pay for their disposal or of gas-guzzling vehicles to pay for their global-warming impacts — both ideas being explored by the European Union.

All three professors also had some very positive things to say about economic localization. Kammen, like Friedman, strongly believes that communities should pursue local — and low-carbon — energy production because the environmental impact associated with producing in a foreign country and shipping to the United States is far greater than that of local production.

"Localization advocates are making some excellent points that people ought to pay attention to," Friedman said. He agreed the Bay Area imports too much of its food. Vogel expressed a similar sentiment, saying that buying locally is a "great idea." He also said localization could help to address urban sprawl. By the end of the interview, Vogel softened his initially dismissive attitude toward localization, deeming "aspects of it interesting and attractive."

Talberth and other coalition members say challenging the economic concepts supporting globalization — like those taught by Friedman and most other economics scholars — is a central task of their campaign.

Critics of traditional economic theory have for a long time been saying that too many economists base their research and resulting recommendations on economic models that bear little resemblance to the way the real world operates.

Although economists often bristle at that criticism, Friedman has acknowledged to his students the flaws in prevailing economic models but said, "Until someone comes up with better models, people shouldn’t complain about the existing ones."

Yet Hazel Henderson, a coalition member and the author of Beyond Globalization, and Talberth say alternatives to the current models are well established and have been around for years. They criticize the fact that economic growth is measured by the gross domestic product (GDP), a simplistic calculus that doesn’t take into account economic activity that is harmful to people or the planet.

They prefer new indicators, like the genuine progress indicator (GPI), that account for costs and benefits the traditional indicators do not factor in. The report calculates the GPI for each of the Bay Area’s nine counties. The European Union has already adopted this kind of alternative measure of an economy’s well-being.

WHAT’S NEXT?


Engaging the public is the coalition’s next big goal. Despite the overall support that Schwind and others say already exists in the Bay Area for localization, they admit there are challenges to mobilizing citizens.

"It’s well documented that people tend not to act unless there is a crisis," Shaffer said. But he also said that "giving people Armageddon scenarios" will not work because such stories are depressing and, more importantly, "people are too busy to think comprehensively about that sort of thing."

Instead, Shaffer and Schwind said the coalition plans on putting out a "positive, hopeful" message focusing on the benefits that will accrue to individuals and communities if they adopt localization.

Beyond getting the public involved, the coalition is encouraging local, state, and federal government organizations to conduct studies assessing the challenges and true costs of relying so heavily on global markets. Talberth acknowledged that:

"Getting [those] assessments done is a big challenge."

Ultimately, the coalition would like the Bay Area to serve as a model of localization for other areas in the United States. Shaffer said the group is "not looking to put a formulaic stamp on other regions" but hopes instead that such places will be influenced to adopt localization measures in light of the Bay Area’s success.

Shaffer said the food and energy sectors, along with retail, are already understood well by consumers, at least intuitively. So he predicts the coalition could achieve significant results in those sectors within five years. Spreading those advances to other parts of the economy could take another 10 years after that.

Shaffer, Talberth, and Schwind all said that change is coming whether people want it or not, mostly due to global warming. So they argue for the Bay Area to embrace change now and begin to make the needed changes gradually, before they are painfully thrust upon us. We can localize our world or simply accept whatever the global economy dishes out. *

Each holiday the populace drones out to the local malls in search of appropriate gifts. Not that there’s anything wrong with the holiday institutions of bad parking, blasphemy, and Black Friday — they are, after all, our modern manifestations of the holiday spirit — but in the event you like the idea of giving charming gifts handmade with affection and idiosyncrasy, you have an array of clever and affordable online options at your fingertips. Largely conceived and produced by local artisans, these handicrafts play well to most audiences, offering irony for the siblings, sincerity for the grandparents, and neutrality to the ne’er-do-wells.
Before we hit the gifts, it’s worth noting that the holiday season is a time to acknowledge all the people in our lives. As nice as that is, few of these folks will actually receive gifts. The Little Gorgeouses from Little and the Girl (www.littleandthegirl.com) are sweet felt stuffed toys with an air of mystery. Lucille the French poodle carries a comforting expression, while kitten Clive is a masked avenger complete with cape. For the more acidulous, consider Scared Girl’s cunning felt Pretend Friends (www.scaredgirl.net), who live squarely on the intersection of adorable and wonky. Rectangulo’s name may give you an idea of his shape, but it says little about his demeanor. Equally emotive is poor little Grubbly, who cries perpetually, perhaps because he’s got seven appendages. He just needs a little love! (FYI, these creatures are great gifts for everyone — even the grouches who say they don’t care about local businesses or craftspeople and would rather scarf down food court junk while being crushed half to death at a mall. Maybe they too just need a little love.)

(2) <\i>I got to play a show with Dan Sartain in Amsterdam this fall. He describes himself to the common man as Chris Isaak on acid — or was that quaaludes ? No weepy romantic, the 24-year-old hails from Birmingham, Ala., and does surf-rockabilly besame-mucho murder ballads really well. He’s a real character, too. After staying up all night he was spotted eating falafel wearing his hotel towels for socks. His new album, Join … Dan Sartain, is on Bjork’s One Little Indian label.
(3) <\i>The Muldoons are a family band composed of Hunter and Shane, about age 9 and 12, respectively, and their dad, drummer Brian, who play high energy Stoogey rock. Their first single was recorded by Jack White, no less. There were a lot of kids playing rock songs this year, but these guys are future and now, for real. Listen to their live session on www.wfmu.org for proof.
(4) <\i>As 2006 comes to a close, it is getting closer to April 2007, when Sonny Smith’s new album will finally appear. After some rewrites and a touch of hemming and hawing, my favorite SF Pro Tools hobo will release Fruitvale on a new label run by local vocalist Chuck Prophet.
(5) <\i>The Oh Sees recorded a fine new album, Sucks Blood, and that too will be coming along early next year, but since I heard it this year I can safely say it was one of the sonic highlights of the recent past.

The territory of The Forest War

Three years ago playwright-director Mark Jackson and the Shotgun Players teamed up to present The Death of Meyerhold, Jackson’s devilishly imaginative and ambitious distillation of the revolutionary life, work, and world of Russian theater innovator Vsevolod Meyerhold. A remarkable success, Meyerhold was easily among the top three world premieres of the season and flagged Jackson, artistic director of Art Street Theatre (1995–<\d>2004), as an up-and-coming innovator in his own right.
Since then, Art Street Theatre has, according to its Web site, “put its producing activities on hiatus,” but Jackson (like his AST colleagues, with whom he continues to collaborate) has kept busy on a freelance basis, recently with his roundly lauded version of Oscar Wilde’s Salome for Berkeley’s Aurora Theatre and currently with his own play, The Forest War. The latter marks his second collaboration with Shotgun, and its powerful, graceful debut suggests Meyerhold’s chemistry was no fluke.
The play opens on the court of an ancient Asiatic kingdom at the cessation of a long war for control of a precious natural resource, namely, the economically indispensable forest. Having led his clan to a hard-won victory, the aging Lord Karug (Drew Anderson) takes the precaution of passing the mantle of state power over the head of his own bellicose and power-hungry son, Lord Kain (Kevin Clarke), and onto the irenic shoulders of Kulan (Cassidy Brown), popular with the populace as a just lord with humble roots in tilled soil. This sets Kain scheming — with the aid of his ally General Mau Tant (Reid Davis) — to take by stealth what he feels should be his by right. Kain’s machinations temporarily trade martial ferocity for the opportunities offered by marital infidelity, as a palace intrigue — devoted family man Kulan’s secret liaison with Karug’s courtesan (Tonya Glanz) — becomes the basis of a public campaign to topple his rival.
This Shakespearean plotline comes refracted startlingly, Akira Kurosawa–<\d>style, through a highly stylized lens — a fairly stunning mise-en-scène that astutely combines elements of Kabuki and Noh theater into a visual banquet with a palpitating dramatic energy behind it, all operating with a precise economy of movement, gesture, and sign. The story features other familiar-sounding details of war and peace — from the health care reform instigated under Kulan to Kain’s manipulation of intelligence and ill-considered war preparations. No matter how stylized or abstract the setting, there’s no missing the contemporary forest for these ancient trees. A whole set of secondary characters, moreover, as well as a parallel affair between Kulan’s daughter (Caroline Hewitt) and a poor artist (Ryan Tasker), flesh out the link between the common people and their turbulent leaders. Jackson directs his actors beautifully, extracting performances from Brown, Tasker, Hewitt, and Clarke, in particular, that breathe individually and expansively inside the productively strict choreography and caricature demanded.
If its vaguely two-party politics strike one as ultimately less sophisticated than its aesthetic vision, The Forest War still potently registers the anxiety of the times. And maybe, specifically, anxiety around our sense of time, in a world whose constantly increasing pace seems to both flatten time into an ever-uprooted, disconnected present and reinforce a by-now-inescapable fear of time running itself out completely. But in the realm of theater, the world that engulfs the characters onstage is also the ground of hope, where the audience, at least, remains to imagine new possibilities emerging from the charred landscape of runaway greed and war. Impeachment is now the only option

EDITORIAL We can all stop hoping and pretending now: the facts are in. No matter what anyone right, left, or center says, no matter what the truth is on the ground, no matter how clear and powerful public opinion has become, President George W. Bush isn’t going to change anything about the war in Iraq.
That’s what we saw from the president’s press conference with British prime minister Tony Blair on Dec. 7 and from his statements since. He’s not going to start withdrawing troops, and he’s not going to negotiate with other regional powers.
The Iraq Study Group report has its flaws. It talks about diplomatic discussions with Iran and Syria, but it stops short of describing the real reason the United States is bogged down in the Middle East (the lack of a coherent energy policy that doesn’t rely on foreign oil). It suggests that the United States should leave the job of rebuilding Iraq to Iraqis but fails to state that the country responsible for all the problems should play a role in paying for its solutions. And it would leave thousands of US soldiers in Iraq as advisers for the long term, putting them in serious jeopardy.
Still, it’s at least a dose of badly needed reality. The report acknowledges that the Bush administration’s current policies have made an awful mess of Iraq, that the situation is deteriorating, and that continuing the current path isn’t an acceptable option. And it recommends that all combat forces leave Iraq by 2008.
That such a broad-based, bipartisan panel would reach that conclusion unanimously isn’t really that much of a surprise. Everyone with any sense in Washington and around the world these days agrees that the United States needs to set a timetable for withdrawal. Thomas Friedman, the New York Times columnist who initially supported the war and has long argued that some good could still come out of it, wrote Dec. 8 that the group’s recommendations “will only have a chance of being effective if we go one notch further and set a fixed date — now — for Americans to leave Iraq.” Even conservative syndicated columnist George Will noted the same day that “the deterioration is beyond much remediation.”
As long as the United States retains combat troops in Iraq, they will be the target of sectarian violence and the focus of that war. When they leave, the Iraqis will have no obvious villain, and there might be an actual hope for a long-term resolution.
The notion of an all-out Kurd versus Shiite versus Sunni civil war isn’t going to make anyone in Damascus or Tehran happy, since those two governments will be caught in the middle. And a clear statement from the United States that American troops will be leaving on a specific date not too far in the future is, the majority of experts agree, the only way to bring all the parties to the table for a serious and meaningful discussion.
And yet Bush and Dick Cheney remain alone, aloof, refusing to acknowledge that military victory in Iraq is utterly impossible and that the old mission of establishing a US client state in the Middle East will never be accomplished.
The death toll for US troops is approaching 3,000. The cost is running at $250 million a day. This simply can’t be allowed to continue. If Bush and Cheney refuse to begin a withdrawal program, then Congress needs to act decisively on two fronts.
The first is to inform the president that under the Constitution, Congress has the sole power to declare war and this Congress will no longer pay for Bush’s military adventure in Iraq.
But there’s a larger problem here. Bush and Cheney have lied to the American people, taken us into war on the basis of fraudulent information, and violated their oaths of office. Back in January we called on Congress to begin debating articles of impeachment; the GOP-controlled House wasn’t about to do that. But things are different now. The voters have made it very clear that they don’t like the president’s war, and the Democrats have a clear mandate for change.
Impeachment is serious business, but Bush has left us no alternative. We can’t simply allow the war to continue as it has been, year after bloody year, until Bush’s term expires.
The only thing holding up impeachment hearings is the word of the incoming speaker, Nancy Pelosi, who said during the campaign that option was “not on the table.” Well, it ought to be on the table now. Pelosi should publicly inform Democratic leaders in the House who support impeachment that she won’t block an impeachment effort. And her constituents in San Francisco need to keep the pressure on her to allow Congress to move forward on its most important responsibility in decades.
This isn’t going to be easy. Even the San Francisco Chronicle now acknowledges that Pelosi is governing like a moderate. It will take a reenergized peace movement and a huge new national mobilization to put pressure on her and every member of Congress. But the stakes are too high to wait. It’s time to start, today. There are bitter, ancient divisions between religious, ethnic and tribal groups, and it’s no surprise that once the dictatorial central government of Saddam Hussein was overthrown, the factions would have trouble working together. Now, through U.S. bungling, they are engaged in what can only be called a civil war.

And her constituents in San Francisco need to keep the pressure on her to allow Congress to move forward on its most important responsibility in decades.

In a house overlooking the San Francisco Bay, a young painter named Amy (Dena Martinez) hosts a seeming vagabond, Palo (Johnny Moreno), through one long grief-filled night. She’s in numb, guilt-stricken mourning for her husband, a purportedly shallow man who, out of his emotional depth, stepped off his sailboat, into the ocean. Palo, for his part, is convinced he knows Amy as Lila, the woman he once loved, abused, and has been searching for up the long coast from Mexico. So their meeting at the Marina Safeway, where Palo finds Amy stalled in the detergent aisle staring helplessly at the Tide, comes fraught with significance for both while reflecting the humor, irony, and metaphorical richness at work throughout Gibraltar’s brilliantly layered poetry.
The latest work by internationally acclaimed Bay Area playwright Octavio Solís, the San Francisco–<\d>centered drama was commissioned by and premiered at the Oregon Shakespeare Festival in 2005. Its impressive Bay Area debut comes somewhat revised, in an intelligent, well-crafted coproduction by Thick Description with the San Jose Stage Company (which will host it in the South Bay in early 2007). Solís’s relationship with Thick Description goes back a long way — to the playwright’s first major theatrical success, 1993’s Santos and Santos — and despite some unevenness in the generally strong cast, artistic director Tony Kelly’s discerning staging surely reflects, in part, the fruit of this long association.
Scenic designer Melpomene Katakalos renders Amy’s environment, a plank-board living room whose sole furnishing is a futon, with a serene, dreamlike simplicity, as if that futon were a life raft adrift in an endless night. One assumes Amy has taken the handsome but intensely volatile Palo home to her flat as an instinctual reflex betraying her acute loneliness and sexual tension.
Their violent courtship, which takes the form of competing stories, is as much a struggle as a dance, a wrestling with deep feelings and needs worthy of the term Solís uses throughout — duende — the ultimately untranslatable Andalusian term for a kind of soul or spirit, what Federico García Lorca spoke of as coming to life “in the nethermost recesses of the blood.” Visually, it is evoked here in the blackness at the edge of the stage (and also, later, in a poignant unveiling of a canvas entirely painted over in black).
Amy’s and Palo’s dueling stories, or cuentos, form a strong narrative current, pulling other stories, equally suggestive of duende, into the fray: a young man (David Wesley Skillman) whose boyhood grief over his father’s suicide resurfaces in the affair he has with the woman (Vivis) who drove the older man to despair; a police officer (Danny Wolohan) driven to desperation and self-doubt when his wife (Danielle Thys) leaves him for another woman; and finally, the story of Amy’s own involvement with a middle-aged man (Michael Bellino) and his Alzheimer’s-stricken wife (Joan Mankin), which begins to unravel the secret of her own despair. As she replays these scenes, interacting with them in a spot where time and space dissolve, Amy finds herself compelled to rewrite them. “This is not how the cuento ends,” Palo complains. “You’ve changed it. You’ve changed everything.”
Gibraltar’s mediation on love — its ruthless, destructive ferocity and its redemptive promise — shrewdly mimics the forces at work on its eponym, washing over its audience with the turbulent yet creative force of the surf as it constantly reshapes the shore.
GOMEZ FOR THE HOLIDAYS
Alone and horny on Christmas. Not even Mrs. Claus deserves that. But when Cochina (a nickname meaning “pig” bestowed on the title character as a free-spirited child by her deeply repressed and highly authoritarian maiden auntie) responds to this crisis with a militant government-funded abstinence program, she’s asking for some karmic retribution. Thus Marga Gomez’s solo show The 12 Days of Cochina — a revised and politically up-to-date version of her popular 2001 play, sharply staged by Theater Rhinoceros artistic director John Fisher — follows a jilted, sex-starved lesbian through a not exactly Dickensian but still Ebenezer Scrooge–<\d>like reawakening. Fans of the charismatic playwright-performer don’t need telling, but Gomez’s work is consistently funny and smart, and her high-energy performance is as deft as they come.

TECHSPLOITATION I can’t stop thinking about the Antikythera Mechanism, a 2,000-year-old computerlike device made by some Greeks who wanted to predict the motion of the sun, moon, and stars. Fashioned out of highly-sophisticated interlocking gears, the mechanism was discovered a little over a century ago in a shipwreck off the coast of the Greek island Antikythera. About the size of a shoebox and operated with a hand crank, the machine can also plot the dates of eclipses.
I know all these details because a group of international researchers used cool new X-ray imaging technologies to look at the mechanism, which to the naked eye appears rather like a pile of crusty, corroded plates that have stuck together. Using X-rays, however, scientists could see how the gears fit together. Pictures are available on Nature.com and reveal a machine whose complexity rivals the internals on a Rolex. Researchers say it was probably state-of-the-art technology around 30 BC. It’s likely that Greek astronomers on Rhodes had been perfecting such gear-driven temporal charts of the heavens for decades or even centuries before inventing the Antikythera Mechanism.
As Nature editor Jo Marchant points out, what’s intriguing is not so much that the device existed 2,000 years ago but that the technology behind it ceased to exist for the next 1,000 years until the first mechanical astrolabes and clocks worked their way out of the Arab world and into the West. It’s very possible that gear-driven mechanisms were made throughout the first millennium in the Middle East, but Western scholars have yet to gain access to the ancient texts that describe them.
For people interested in the evolution of technology and so-called scientific progress, the Antikythera Mechanism doesn’t just provoke questions about history. Instead, it asks us to rethink the future. If the ancient Greeks and Romans managed to invent the precursor to information technology 2,000 years ago and then essentially forget about it, what does that say about the kinds of amazing advances we might be throwing away right now?
Tech historians have two theories about why the Greeks and Romans didn’t get into gear mechanisms full bore and invent some kind of clock or computer before the Holy Roman Empire smooshed Europe. First of all, there was no power source for their gear devices other than the hand crank. Weight-powered clocks weren’t invented until the late Middle Ages in Europe. So devices like the Antikythera Mechanism weren’t particularly practical unless you were an astronomer or a rich collector. Plus, who needed to know time down to the minute? As long as you knew the hours and seasons, you could get by just fine in classical antiquity.
More interesting to me is the theory that the widespread practice of slavery in Greece and Rome would have prevented people from trying to create machines that could perform human labor. It’s not that having slaves kept people from inventing gear mechanisms — it just kept them from imagining possible outcomes and applications. If you already have people performing all the manual and intellectual labor you don’t want to do, there’s no need to figure out what kinds of machines would be capable of doing it.
Obviously, it’s impossible to know what stopped our ancestors from connecting the dots and ushering in the information age 2,000 years ago. And it may be equally impossible to figure out what our sociological blind spots are today that prevent us from hurtling into a better world more quickly. Still, there are some missteps in progress we can see and correct before plunging into another Dark Ages. It’s clear that our dependence on oil has halted progress toward finding cleaner, more efficient energy sources. Similarly, the widespread use of cars has halted progress in public transportation.
Who knows what kinds of great discoveries are cast aside when labs lose their funding or graduate students lose hope and slink away from experiments in defeat? Tomorrow’s Antikythera Mechanism is probably sitting in some disgruntled engineer’s garage right now, rusting. Let’s hope we discover it in two years rather than 2,000.<\!s>SFBG
